001Huh? Everything. Huh? Fall down. Fall fall away. Fall down. Huh? I feel Huh? Down. Stay down. Fall away. Hey, hey, hey. I'm calling this meeting to order at 4:30. Um, are there any public comments for close session? Hearing none, we're going to adjourn to close session at 4:30. Hey, hey, hey. Heat. Heat. N. Heat. Heat. Heat. Heat. Heat. N. Heat. Heat. Hey, hey, hey. Heat. Heat. Hi, my name is Vanessa. S Rubio and I'm a senior at Tanapala High School and I'm proud to share that I'm a Gate scholarship recipient, one of the most highly selective scholarships in the nation. I was born and raised in Tanapala. My family means everything to me, especially my parents who have taught me that hard work pays off. Because of them, I've been so successful in my education.

002I'm one of the top five students in my senior class, holding a 4.6 GPA. I'm currently deciding whether I want to attend Caly Channel Islands or UCLA. I'm going to be studying nursing and from there I hope to pursue my dream career of pediatric nurse. I'm extremely grateful for the Gate scholarship that'll help me cover the cost of tuition, housing, and meal plans. I'm also extremely grateful for Miss Bravo and Mr. Benduchi for helping me obtain the Gate scholarship and many others. >> What we've been learning thus far about nonviolent civil disobedience. It's sixth period at Santa Paula High School and Jovon Mosby is teaching a classroom of freshmen about the Black Panther movement. >> If they have an actual course that focuses on highlighting and sharing cultural values, struggles, etc., etc., then we help

003them to develop empathy and we also help to cut down on microaggressions. This is a semester long ethnic studies class and is a graduation requirement for the class of 2028 and 2029 in the Santa Paula Unified School District. >> It gives students an understanding that our country, yes, has had its dark moments. It's had things that has had to overcome, but it also will give them an understanding of how much our country has changed for the better. How many people of color have contributed and how their voices are just as important. >> Beginning this past fall, ethnic studies was supposed to be offered at all California high schools with it becoming a graduation requirement starting with the class of 2030, but that's no longer the case. In 2021, Governor Gavin Newsome signed a bill that

004mandated this requirement, saying at the time, quote, "Ethnic studies courses enable students to learn their own stories and those of their classmates. And a number of studies have shown that these courses boost student achievement over the long run, especially among students of color. But the bill made the requirement contingent on state funding. Heat. Hey. Hey. Hey. Heat. Heat. Hey, Heat. Heat. Heat. N. I feel like Heat. Heat. Heat up here. Hey. Hey. Hey. Heat. Heat. N. Heat. Heat. 026Heat. Heat. All right, I want to uh bring us back from close session. We are going at 6:02. Um, a report out of close session per government code 549 uh 57.1 re public employee appointment during close session. The board wait for it. Did we did we not? The board approved the appointment of Sir Darren Hicks as the Isbel Middle School principal motion. The motion was made by Trustee of Royal with the second by Trustee Kumazawa Kumazawa. Uh with a vote of 32. No, I'm just kidding. It was a 5. 5. I know it was a close one, but So, no. 5. Um >> would you like to say a few? >> I'm sure you would keep it clean. >> Borrow that. Good evening everybody. I heard I had an hour, so thank you. I appreciate

027that. And since it was 5, I thank you for that. Superintendent Weinstein, uh, President Sandival, board members, student body members, thank you for having me here for a quick moment tonight. Um, I want to thank my Isabel family who came here as well to support and appreciate them very much. Um, I've been here a long time and I've enjoyed every moment of this district. Um, it served me well. It's taught me a lot. Um, early in my years as a PE teacher, um, I learned a lot, struggled as we know as PE people. Um, my PE family is here tonight, but I learned from them and I grew and the years just kept moving on and on. But the last four years for me, um, getting a chance to go back to Isabelle, working with

028uh, Mr. Dandia, um, Mrs. Bergman here tonight, Melissa Gara, who's with her um birth son and not with her adult son. She told me to tell you that. So, she's uh working with them was amazing. It was a special time and a foundation was put in place for Isabelle and systems were put in place and our teachers bought into those systems and those systems still work today. Um I got to give a shout out to Dr. Jay and and congratulate him um on his appointment. um he's been with us this year and it was a privilege to work with him. Um and he worked with those systems as well. And then obviously my partner um Olivia Ramirez who's growing and learning quickly and she's going to grow and learn a lot more next year with

029just the two of us which we're excited to do and we're ready to roll up our sleeves and get to work. So we have amazing teachers. Um we have a great classified staff. We've got amazing students at Isabel Middle School. And um I'm just for me it's we're taking off the vice and putting the pee in front of it and it's business as usual and we're going to keep growing, keep working and we're going to keep making Isabelle stronger and better each year. That's the goal and that's the expectation and the teachers have bought into that. Um and so is the classified staff and this class that you'll see in a few weeks that promotes um because of them um it's been an amazing school year and they've done an amazing job. So, I appreciate

030you your trust in me and thank you very much. I know it's it's been asked and I'm finally here and I'm excited for it. So, thank you and have a good evening. Appreciate you. >> Thanks. Is it what is it? The leadership is thrust upon those that you know. Anyways, um I did neglect to do roll call so I will do that now. Um Trusty Torres Present. >> Trustee Magna >> here. >> Trustee Fras >> present. >> Trustee Kumazawa >> here. >> Trustee Royal >> here. >> Trustee Ramos >> here. >> Trusty Sanals here. All right. Bedell is also currently hosting

035their last Friends of Bedell PTA meeting of the year today starting at 6 p.m. Moving on to SPHS Performing Arts. The SPHS theater team just finished wrapping up their spring musical, Cinderella, and it was amazing. I personally was lucky enough to attend, and all of their hard work truly paid off. The SPHs choir is also hosting a Just Desserts concert on Friday, May 30th at 6:30 p.m. in the SPHs cafeteria for $15 at the door. All proceeds go toward the SPHs choir program, and there will be live music performed by the choir. And that is all I have. All right, we will move to um committee reports. Committee updates. Trustee Brutus. >> All right, couple of uh updates. Um so the Sapala Education Foundation had a meeting back on May the 2nd um planning and

036getting ready for the June 13th Cardinal Legend event. Um it's it's an opportunity to celebrate uh three individuals from our community that have uh shown exemplary um Santa pride some you know cardinal cardinal legend um pride. Um another event uh Ventura County School Board Association. I attended that one in person Monday May 2nd. Uh it was a for me it was one of those proud moments to to have a culminating um presentation given by uh doc uh director and director uh Bergman regarding our CTE pathway cerch. Uh it just what an opportunity to celebrate the things that are that we're doing well here in our community and our school communities. Um, I know that I haven't attended an ELD task force in some time, but I do want to report that I know that the

037Department of Education is going to be releasing ELPAC scores as early as tomorrow. So, I look forward to seeing uh those those reports and and seeing how we uh how we fare in those uh in and those tests. So, that's all I have. >> Trustee Kumazawa. >> Yeah, thank you. No uh committee updates. Thanks, >> Trusty Ouro. >> Uh, I briefly attended the ALCAP meeting. Um, so really nothing to report on that. They just continue to go over uh the priorities and um I was also well it was nice to go to the VCOE uh meeting to see the presentation. Uh both ladies did a awesome presentation on the sea porch program. So kudos to to both Miss Bergman and Miss Gheta. And that's all on updates. >> Uh and I have nothing to report.

038>> Um just uh just a couple quick things. Uh the VCSBA dinner um I attended as well. Uh and yes, it was good to see Santa Paul represented um with director uh Garrett and uh Bergman presenting um sharing the good things that we do. Uh and also just a more of an FYI, the CSBA delegate assembly is meeting this week. So I'll be traveling up to Sacramento for that where we will be talking about closing the achievement gap. Um and for full disclosure, there was a runoff right for the last spot of delegate assembly. Um the districts voted between our own trustee FTOS and Patty Learner of uh Pleasant Valley um Unified uh excuse me Pleasant Valley did no they're not unified because they're elementary pleasant valley Elementary that's it um and it was a

039tie. So, uh, the tie goes to the regional director, which is who I am. And, um, I did decide, right, because seem a little unseammly for me to vote for my own trustee, right, that I went with Patty Learner, but, um, but I'm sure Trusty Futils will have other opportunities to become, uh, a part of CSBA on the delegate assembly. Um, but yeah, kind of not, you know, kind of sad that we won't be going up together and causing havoc up there, but it's probably for the best. So, yeah, you know, we don't want anything on social media. So, we will move on. Um, oh gosh, we got to go back. There was one more uh student trustee report um that just came in hot off the presses. So, trusty Torres is are you giving

040it? Okay, thank you. Oh, okay. Um, even though Asher could not be in attendance tonight, he did send his slides. So, I'll we will be sure to read those. Um, starting with Isabelle. State testing concluded at Isabel. 298 7th graders and 304 eighth graders completed three weeks of state testing at Isabel from Tuesday, April 21st to Friday, May 8th. Isabelle staff were treated to chocolate cookies, lemon bars, coffee mugs, bundle set, breakfast buffet, and salad bar during the week of appreciation from April 21st to May 1st. Isabelle hosted their last parent academy on May 6th. PH outreach coordinator Dr. Alfonso was the guest speaker and dinner was provided to the students and parents who attended their meetings throughout the school year. Uh the Isel also hosted the elementary band concerts on April 27th and 28th

041in the Isbel gym. Students from all six elementary schools participated in the twoight event and it was a night with beautiful music. Isbel also had the battle of the books at VCOE uh on May 7th and Isbel came in in fourth place. Isbel students also participated in the music in the park competition at Knottbury Farm on Saturday, May 9th. Isbel's eighth grade concert band took first place and earned a superior rating. Isbel's seventh grade concert band took se second place and earned an excellent rating. And finally, ASB's anti- vaping club awards night at the VCOE. Uh they had this on May Monday, May 11th, and Isbel's Academy of College and Careers received an outstanding anti-aping club award and will receive their plaque and pizza party on Friday, May 15th. Isbel's ASV president, Kaylee Donnelly, received

042the youth advocator of the year award. And that is all we have on behalf of Asher. >> All right. Uh, are there any public comments? All right. Comment on the proposal of a shaded area at Santa Paul High School. Hello. Our names are Victoria C, Jacqueline Z, and Yuraldine uh Z. We are Santa Paula High School students. We want to propose the idea of adding a lunch shelter to create a shaded area near the band room at Santa Paula High School. Our goal is to reduce the impacts of extreme heat at PHS. From an assessment we presented to students, many say that the blacktop outside the band room was extremely hot due to absorption of heat from the back blacktop. This area gets extremely hot. While there are many students who hang around this area

043before, during, and after school, we ask that you consider our proposal as a way to help our phs students and reduce the impacts of extreme heat. Thank you, Victoria, Jacqueline, and Yeline. All right, we will move on to presentations. Adult education program. I try to pick it up. So, good evening everyone. Uh, I want today um Mr. Miguel Maga who is our adult education teacher couldn't be here. I wanted him to be able to present all the great things that we have done in the last few years with his support and our adult education um with our adult learners as you could see. So tonight we will I will share a little bit about our adult ed program and you can see we have a logo um that was created for our adult ed um

044program here in Santa Paula as well as for our district. So tonight just program at a glance we uh you know offer the high school diploma program as well as the GED. We also offer a digital um computer class. So, we've um and I'll talk a little bit I'll go more into dep into those. And then we have our partnerships where we collaborate with the EDC. And we have career pathways. We are really trying to get that off the ground. Um we're very close, I think, but uh I will share a little bit more as we move forward, but this is um just our program. So currently we do serve 129 ESL students and so we do serve it as no cost. We have a class um at Casaba and we have the rest of

045them at Ispel Middle School. Um our program has grown. We um used to have about 20 students when I first took over the program. So now we have about 129. And our goal is to continue, of course, to grow and offer more of our ESL because we know that that's a pathway for our adult students to be able to move into community college and then be able to, you know, get further their education if they so um choose to. So that's our ESL program. We um so here's our gateway. Like I said, that's our kind of our path. we really want them to get a career after they learned um English as well as their citizenship. So I will address that. So here's our completion momentum. As you can see we've improved a great deal.

046It may not seem like a lot uh but in 2023 24 we had no one getting their high school diploma or their GED. The following year, um, we had, uh, nine students, uh, complete their high school diploma. And now we have, actually today, I was told that we have three more students that are completing their high school diploma. So, we'll have 10. And we do have seven students who will be receiving their GED. And that's both in English and in Spanish. And today, we had our um like um a meet and greet with our counselors and our staff and our adult ed center. Um, and the uh one of the uh parents or one of the adult learners, I still struggle with that, but they're adult learners. She said that her teacher told her that

047she could do it, so she believes him and she will get her GED. They actually said, "Please let Mr. Nathan know that." Um, I said, "Hello, Amelia." I forgot her last name, but I haven't. Yes. And she was very uh said, "Tell them I said hi." I said, "Sure will." And so here we are. one of a few districts, there was only four of us who received $124,000 to continue to offer digital literacy to our community. Uh we um offer free at no cost. Uh we also provide free Chromebooks to anybody who completes the program and is and now it's based on their income eligibility. So um and that all is paid through the um EDC grant that we received and we've been able to build upon this uh program. So we offer an intermediate

048computer class and we now we offer a MOSS certification class. So at the end of this year hopefully we will have at least seven people who would have uh passed the MOS certification and received their certification. So that's exciting for us so they can be able to get a job in our district hopefully as office assistants. So here's our administrative medical assistant program that we've been working on launching. And I have to say that Miguel has done a great deal of work, you know, um to be able to make this happen. As you know, we can't we look we have a survey that we work with to see what job demands are here in our county and we know that medical assistant is one of the jobs that really the health pathway is one that

049is really needed. So, um we went through an interview. We're still uh waiting to see if the person can apply for a credential and once they have it then maybe we could have a teacher. But uh we are excited to be able to launch our first um CTE class that hopefully will continue the pathway uh with uh Ventura College and we've been working with Ventura College for the last two years and trying to really create pathways. We know that a lot of our students who are in the high school diploma class can take dual classes so and they can take them for free. So now that we have Erica Cavayto who is our part-time counselor, she's really working and trying to create that pathway so that they can take classes at the college and even

050if when they're done here with us to help them enroll and uh take classes um next year in the fall. So more to come. Jeff Madrical will have the pleasure to be able to share with you those great successes. So here are like I mentioned our MA certification that we're excited about our citizenship class. We are very lucky that Miss Halpern I don't know most of you would know Miss Halpern because she's was at the high school for a very long time as a teacher. She's been working with us um in adulthood for nine years and the last few years she continues to have a great success. So right now we have about nine students who are um pending taking the citizenship test and hopefully will pass. Um, and then we have the Spanish for

051the workforce. So, we actually have Alita from the business office taking the class with us, which is really great. We have two teachers from um our schools uh taking the Spanish class. We really want um to be able to promote the the dual languages, right? The more languages you have, the better. So, um we have that piece. And again, the counseling Erica has here. You can see this is our wellness corner. So we have a wellness corner in adulthood. Um we had our kind of our grand opening today with our students and some of the staff that was there and um we are starting our community closet there as well. We've hired IDMA. She's our parent leaison now and she's working on making it beautiful so that when anybody any of our adult learners need

052some support, we will have it for them there in room 45 as well. So if you ever have a minute, stop by. There's our birdie. He is happy for us too. And um so what this means for us, right, for Santa Paula, we are we our goal is to really educate everyone and we have a great opportunity to reach our adult learners. And so we will continue to really develop again our CTE pathways. That's a critical one. Currently we partner with um More Park. More Park um takes a lot of our students uh to be able to take um they take classes digitally so online um that are have to do with the healthcare. So it's uh it's exciting. So we'll continue to develop that. And that's all I have for you, but I wanted

053you uh to know a little bit about our program and know that um it's uh thriving very well. Any questions or thoughts? I'll start. That's okay. So, I mean, I knew about adult ed I think the past 30 years and then I thought we didn't have it. And then you made a comment that when you took it over, you started with 10, now you have 129. Was how did you do your outreach? >> Well, thanks to Miguel. So, we you know, we uh we do we put things out in the newspaper. So in the summer we do a lot of that um public like outreach and actually Helisa has helped us a lot. So we have a big banner. I don't know if you've seen it out there in Glen City. So we put it

054up in on Main Street and we just recruit and and you know those of us who are from Santa Paul even though I wasn't born here. >> I've lived here for 27 years, right? We know everything is word of mouth. So once you know we have Mr. Miller teaching ESL, you know parents want to come. We have you know they love Mr. Magana too. They're like we love this teacher. He he has so much patience, right? We have Miss Partardo who used to work for Renaissance now is working with us and teaching computers and um business and just different things. So we are just like flooding with um word of mouth as well as our flyers, our promotions and our newspaper. We even had it in the um in the radio station as well. So

055um okay yeah we've grown >> the days and times of the classes are >> so there we have um morning and then we have evenings. So, uh, we have evenings Monday through Thursday. Uh, and then we have ESL some days, citizenship some days, high school diplomas every day because the students are allowed to come. We're we're there for about three hours and they come in, work, take a test, and the one thing that we've had consistent staff to really work with our like our even some of our students from Renaissance who need another opportunity, they come to us, but we are we don't just um have them come and sit. we actually work and outreach and support and you know sometimes if they can't pass a test we help them like do the printing so

056that they can do the study guide. So our goal is to get them to learn the material to pass the test. So we're there Monday through Thursday >> which you think like half and half are students who are in their early 20s and then the other half >> we do have our high school diploma we have about 15 17 enrolled. They're all like some of them are like 18, 19, 20. We actually had a student that came was with us uh maybe five years ago and she needs about 15 credits to finish. So, we're hoping she's going to finish by the end of the year. >> So, most of these are parents who are coming back for >> Well, yeah, they're older. Yeah. But we have a a good group of students from Renaissance. Last

057year we had about five of them and we were able to get them to finish and they were able to walk with their class. >> Thank you, >> Dr. I just want to say thank you for uh for your leadership in this in this program because I I I I know what it means to our community. Um and to see those numbers increase over the years. Um because it's not just 129. >> It's 129 plus their three kids or more. how they reach out to their command when they when they receive a bit of information about what it means to to, you know, improve their their their lives. You know, the number just continues to grow and I think you you referenced that when you talked about word of mouth. >> Um that's how important

058a program like this is. Uh I I'm I'm a firm believer in in the grassroots and let's meet our constituents where they're at. you know, some of them they're they're adults and they're adult learners and that means that they have adult problems and and have to work. And so the fact that we give them that kind of wraparound support >> um is is awesome. It's really it's it's awesome. Um I I know it's not for this for today's meeting, but I definitely want to know down the road um what is what is the the outlying, you know, impact it has on those kids, you know, on their on their own students, you know, how are those students doing? Are those students are the ones that are that are passing the alpaca and being redesated? And

059I can tell you that yes, we have, you know, we had a family that both both mom and dad took our computer classes and um and they did the ESL and they did a citizenship and their kids are soaring, right? And we I mean, again, it's all anecdotal because we like we know the families. So, yes, their kids are thriving. Today, we had the one little girl that was in Miss Miller's class and she's like, "I'm so proud of my mom because she still goes to learn." I'm like that is just like you know you can't you can't put a price on that. And the good thing for us is that every anything in adult ed is all state funded. So it doesn't impact any of our general fund and we can still do great

060things for our community. >> Thank you. >> You're welcome. >> Yeah. And I just had a question about Spanish for the workforce. So that's off that's even offered to all our employees like regardless if they're certificated or classified. >> Exactly. Yes. And we want to and we promote it. So we had our our first class we had one of our custodians coming. We had our instructional assistants from Aspire because they want to be able to learn how to speak Spanish so they can speak to the parents. So yes and I mean having Alita there is so exciting because even you know she knows that she needs that as well for the you know just to for her own personal growth and the two teachers from Isbel it's amazing. I mean and they they come which

061is fun to see them there. Well, no. It's it's just nice to hear that we offer Spanish for the workforce because a Spanish class at the community college can run you um a couple hund a couple hundred bucks, right? Or a certification course can. So, it's nice that we were we are able to offer to our workforce at a low cost. >> Yeah. And free. >> Oh, no cost then. >> No cost. >> All right. Thank you. >> Thank you so much. >> All right. Action items. So, superintendent approval of resol uh resolution resolution 202526 22 ordering an election authorize the issuance of geo bonds. >> So, as we um Whoops, I'll get that in a minute. As we uh talked about previous meetings, we are going out for a a bond in the November

0623rd election. And so, um this is a little bit long of a resolution. So, I'm going to read you the most important part. By approval of this measure by at least 55% of the registered voters voting on the measure, the Santa Paula Unified School District will be authorized to issue and sell bonds up to 48,600,000 in aggregate principal amount at interest rates not to exceed any legal limits and to provide financing for specific types of school facilities projects listed in the bond project list included below. And um as we know the ones that we're really going to be promoting is obviously bride and gym is something that we're doing but the connection to the pool and all of that it will be a lot in the campaign. So we just need an approval to and

063once we get the approval we can start asking for donations uh for our campaign and we can um start moving forward. Do >> we need any comments or questions? Not um trying to think of the right. Can we discuss first or do are we looking for >> Do you have any questions for him? >> Yeah, actually I do. Yeah, we go there. Okay, thank you. Um so so Jeeoff I just want to make sure that if we go in this direction um this time around because the last two have been they looked a little different and I want to make sure that we definitely go in a grassroot or you know in a format we we get partners uh working with us whether it be our our our in-house unions uh we you know service

064clubs I I I just want to make sure we go in that direction and I know I'm willing to step up for uh to make sure that we we kind of um adopt that that level of uh support. Um is that is that where we're headed? >> So, we're going to be doing a ground roots thing and you know, even like our CT partner unions, they um I believe they said something that they have between 800 and 900 union members in the Santa Paula general area. So, um everybody is coming forward and saying, "Hey, we'll walk with you. We'll walk neighborhoods. We'll also be doing a phone bank type campaign, but it'll be partnership with as many um groups as we possibly can. >> And then one final one. So when it if it does

065end up on the ballot November 3rd, what's the pass rate? What do we need? Is it 51? >> 55%. Thank you. >> Just a caveat to that, there is a a measure uh that's going to be placed on the ballot that would require twothirds and would be retroactive to anything. So, just a heads up, right now it's 55%, but if that measure were to pass, then we'd need 2/3 to actually pass. So, >> if there's a time we we need to capitalize on this. >> Yeah, it wouldn't matter because it' be retroactive. >> Oh, it'd be retroactive. Got >> any other questions or comments for Mr. Weinstein? We can still discuss, but do I hear a motion? >> I was just noticing, or not just noticing, but I noticed when looking at this, you know,

066in the actual full text of the bond measure, >> it didn't specifically or at least clearly call out that this was for the high school. >> Well, if you look at the school facility project list in the appendix, >> right, >> that that where's where you're going to get the details there. And so you have um everything from construct athletic competition pool for the d district and community use and yeah it doesn't actually say like it's going to be at the high school but um I think we can show that it's assumed to be there but obviously when we market and the campaign and everything we'll be making sure that they understand and it's important to know that it's for the high school because our high school district encompasses Briggs Moo you know area it's

067not just the old elementary school bound. boundaries. We we have a greater area that we we are covering. So, it's important for everybody to know that it's the high school district boundaries that's going to determine it. >> Right. Well, yeah. And and just, you know, piggybacking some of the the things that Trusty Futtos mentioned, you know, just with the challenges of the last few bond measures, I just think, and I think we talked about this, too, when this was being contemplated at one of the the prior board meetings of just being as specific and as tight and as focused as we can with the language so that there's no confusion, there's no ambiguity, that that people understand that this is specifically what this is for, >> right? Um, and I think it's real, I mean,

068not playing money morning quarterback or anything, but I think it's pretty obvious that we didn't do a grassroots type um, bond measure promotion. And I think that's what cost us. I mean, we're at 52 point something% and and just a little bit more by knocking on doors and, you know, we would we probably would have uh, passed it. So just and so just to follow on this, I mean, and I apologize if this is a little bit in the weeds, but like for example, in appendix B in the in the abbreviated bond measure form, where would that phrase be used or is that just a draft for purposes of this resolution? >> I'm going to go to a B. >> It's on page 13. >> So abbreviated form of the bond measure. So, this is

069what would be um in the ballot prospectus. >> Okay. >> And that's what that would be for, but I believe um we're going to we're going need to review it before it goes to the county. Okay. >> And make sure that it's it's what we want exactly what it to say. >> Yeah. I I figured this was draft. I I you know, one of the things that immediately caught my eye when I read this was like the very first phrase it says to improve local high schools. Now, that might just be you know, the linguo that is in these types of summaries for these types of board bond measures. But, you know, I immediately jumped out going like, "Hey, this is for a high school, right?" >> Actually, it's for two. >> It's for two.

070Renaissance. >> Yeah. I'm sorry. I get >> But, you know, again, just being that >> No, but I think I mean, Renaissance is doing an amazing job. But I think when we talk about high school, people think Santa Paula High School. >> Well, and and you know, I'm not afraid to, you know, step on my own feet when I'm talking about this. you know, I wasn't that close to, you know, a lot of the efforts with the prior, you know, bond measures. I have lived in the community for a while and, you know, some of these things that I'm raising now were the I I'm not going to say I'm speak for everybody, but at the time I was a resident of the community that would vote on this that, you know, didn't know a

071lot about it because I didn't have kids in the district at the time. And so if I have that similar confusion with the prior, you know, measures, right? And I'm having similar confusion with these, you know, I'm trying to help to say like, you know, maybe this is reflective of >> we need to be very specific and clear. No m, you know, this everything very clear to everybody. >> Right. Right. >> Well, and and I I don't want to word while I don't want to word smith right now. I I would agree because like looking at this, if we leave replace leaky roofs on here, I'm quitting. Um like that phrase just speaks, you know, uh consultant. Um and we've got to make sure that this is as authentically us as it possibly can. So,

072you know, while I wouldn't change too much of what was there, I think you're absolutely headon. >> And no, and thank you for some, you know, by saying it a different way. Some of it seemed very generic. >> Yeah. >> And not like I'm just >> Yeah. It's a This resolution is when anybody's going out for bond. This is the resolution that goes out. 90% of what's on there is is general. >> Yeah. >> To improve. I feel like we're to continue improving. I mean, we've done a lot with the other bonds >> and to celebrate on that. I mean and just for me the last sentence um as I mentioned before the bird just continues to be as part of our meeting to revisit the wording >> right >> on all money staying local

073in that sentence being a question >> way I think the way it's written doesn't specifically clarify that the money staying local is what the bonds are going to be paying for as far But obviously subcontractors can be outside the area. You know, there's we have to be a little bit more clear and specific. Um my goal is to work with our union partners um for a project labor agreement that will do concentric circles. So first hires are Santa Paula, second hires are Ventura County, third hires in the Tri County and then so they have to exhaust all in those areas before they go out because I in when I was in Kern County, I built a very large elementary school and every single one of them was from Northern California all and they they flew

074they came down on a Sunday night, worked Monday through Thursday and went back to their families. The money didn't stay here. I I think the the question mark is a is is a misprint on there because I think if you because when it gets written it's it's written as a question. Do you support blah blah blah blah blah? Yeah. So I think they just did that, you know. >> Um but I think so do we have a motion to say accept the resolution with the understanding we're going to revisit bond measure language at a subsequent meeting. That's >> perfect. Yeah. I second that. >> That was I wasn't making the motion, but I >> So moved is good. >> Question. >> Oh, I I forgot to get my question mark out of there. I guess

075same as this. So moved by Ramos, seconded by Kumazawa. Okay. >> All right. So is there any further discussion between us board members? I think just highlighting and emphasizing that it has to be grassroots. I think that we were so close the last go around and there wasn't any really positive or uh >> they almost passed, right? >> That's what I'm saying. >> But we to get past that. >> Yeah. >> And to hedge our bets. I mean 66.7 would be nice because then it would pass regardless of what happens with that measure, >> right? So, um I I would absolutely agree. I think we need to form that committee as soon as possible and I think that because there's only we can only have up to two board members. I I don't know what

076the board act is going to what whether this >> or the campaign committee. >> Yeah. Two. >> We'll have to Yeah. So, um >> and I can't and district leadership superintendent assistant superintendent directors cannot be part of the campaign. >> Yeah. So, so, um, yeah. So, we're going to have to spearhead that. >> So, we'll have to have a future conversation, maybe as soon as next meeting, right, about the formation of that committee and what that looks like, what we want to do. I don't know if we can be do it that quickly. Um, but the sooner that we get a jump on it, >> start the process next meeting. Absolutely. Of forming the bond committee, I mean, forming the campaign committee and and moving forward. >> Okay. >> So, then are there uh is

077there any further discussion? All right, we'll move to a uh preferential vote. All those in favor? >> I. >> Are there any nos? I guess not. All right. Uh board vote. All those in favor say I. >> I. >> Opposed. All right. Motion passes. Okay. Let's move on to the approval of resolution 20 uh 2526.24, recognition of Santa Paul Unified School District Employee Appreciation Month. >> So, Every year we do this. Um, just real quickly, it says, "Now, therefore, be it resolved that in recognition of teacher appreciation week, May 4th through the 8th, and classified school employee week, May 17th through 23rd, and all of our administrative staff, the board of trustees of the Santa Paul Unified School District proudly declares the whole month of May as employee appreciation month." >> And I think that

078one the paragraph on the preceding, the next page is is important, too. I'll say it in in making the this declaration, the board of trustees recognized that all staff of the Santa Paula Unified School District um for dedicating their lives recognizes all staff. Sorry, I said that wrong. For dedicating their lives to promoting the success of our children and our community. So, any questions for Mr. Wisman? No. Do I hear a motion? So, >> move. I'll second. All right. Any further discussion? I think other than you know sometimes these feel proformas sometimes but I think I can speak for the board that we all do appreciate the work that each and every one of you put in. Um it's not easy times. Uh so thank you all. All right we'll move to preferential votes. All

079those in favor say I. >> I. Opposed board vote. All those in favor say I. I. >> Opposed. Motion passes. >> Approval of resol resolution 202526 25 ordering a regular governing board member election. >> So um in case so for the public and and for those of you who are not familiar with this is that there is a general election on on November 3rd. We have the choice of being part of the general election or doing a special election. The general election costs us any between 18 and $20,000. A special election could be upwards of over $100,000. So, we're doing a resolution that we consolidate our election for elected officials into the November 3rd ballot. >> Any questions for Mr. Wing? All right. Here hearing none. Do I hear a motion? >> Okay. Do I

080hear a second? >> I second. >> All right. Any further discussion? Hearing none, we'll move to a preferential vote. All those in favor say I. >> I. >> Opposed. Board vote. All those in favor say I. >> I. >> Opposed. All right. Motion passes. Educational services. Second reading and adoption. board policy and ad uh AR 6172.1. >> So as we did a first reading two weeks ago or three weeks ago um this is we just to remind the board we are trying to promote concurrent enrollment and dual enrollment. We did not actually have a policy on our books. We contacted CSBA. They sent us policy. We got input. made a few adjustments and this is basically endorsing the idea that kids during the summer if we don't offer the class can take it at BC

081College or wherever they want to go and then during the school year we offer dual enrollment. >> Are there any questions for Mr. Weinstein? >> Yes. Um my first question for you is when it comes to the recommendation of the principal and the consent of the parent and guardian would school sites have their own internal processes like for instance like >> it'll be a standardized process for everybody and really you know when you're talking about a ninth grader throwing it out there um you know maturity level >> you know usually has something to do with you know whether or not they will but I mean it's really if if you're if you're performing well at the high school level We want basically that'll give you the opportunity to perform at the college level at the

082same time. >> And then my next question is you know um sorry I'm I'm old so before this resolution people um people like me would just enroll into Ventura College courses and they the school district wouldn't find out until after the course was passed. Right. >> Yeah. So we >> Yeah. would ventur college enter into a information sharing agreement with us to notify us when a student just enrolls and >> no they they notify us with transcripts when they pass the class and then we then take those credits or that pass and we put it onto our own transcripts. >> Okay. And then my next question, sorry I like I love hearing about dual enrollment, so I'm kind of sad director Gar isn't here to answer my questions. I would have loved to poke her

083brain. >> I'm sure she's sad, too. She's watching her son play baseball, I believe. Uh I guess for me the next question is what what does the district consider part-time and full-time enrollment at at the college level? You know if a student takes zero to or 0.1 to six credits as part-time or do we have a a lower threshold than normal? >> Well full-time full-time is is really related to like Oxnard Middle College from Una High School District where they are literally on Oxnard College campus full-time. Mhm. >> Ours, although we'll allow that, the idea is that it would be part-time. Anything less than a full load of 16 credits, 16 units would probably be considered part-time. >> I think I read 11 units. >> 11 >> in the >> max 11 and then it's

084considered full-time. >> It's full part-time. 11. In 12, you're considered full-time. >> And those are all my questions. >> And then I just have one. We are allowing eighth graders as well, right? through this policy because I mean I know my kids did that as eighth graders with their Spanish class. So I just want to make sure that eighth graders are still allowed to take like a college class >> they they are and it really the the way the policy works is that if they've exhausted >> like if we don't offer Spanish during the summer and they want to take Spanish during the summer they don't have any other choice but to go to you know a junior college and take it. Yeah, I know it impacts one of themies if you don't take it

085like online on your own. So, as long as it's allowed >> No, it's absolutely. Yeah, absolutely. We I mean, we want to promote and for those of you who are at the scholarship, you know, dinner, we did have a student that earned her associates degree within the same time she's graduating the high school. So, I think that's pretty pretty great. >> Yeah. And we do have schools. I mean, I know at in Arizona that's part of the high school curriculum. You can do that. Some I don't know of any local schools, but that is a possibility. >> Right. >> Yes. >> Right. I just want to offer um our congratulations to our leadership team because we know that we've had some pitfalls this year regarding dual enrollment and we know that you guys have overcome

086those pitfalls and what I appreciate most is that we're not just restricting ourselves to Ventura College, right? >> We're thinking outside the box. we're thinking how are we going to best serve our students and if that means looking at other uh junior colleges or university other partners um I appreciate that you know so I I love reading about that in our board updates and and and I just u I guess whatever we can do to support that process uh don't hesitate but we appreciate it >> and I do have to thank Dr. Sandabal, we are in negotiations with CSCI to um have dual enrollment with them. So >> yeah, and we're we're not completely out of the woods yet, right? I mean, there's still things to work out between us and Ventura College. Um you

087know, because that relationship really did change this semester. Um and you know, not necessarily in a great way. So, so we got to just continue to work on on uh on those offerings. >> Yeah. And I think it's mostly because there's a disconnect between Ventur College administrative leadership and the teachers union professors. >> Okay. So, do I have a motion to adopt uh or BP and AR uh 6172.1? >> I'll make the motion. >> I'll second it. >> Any further discussion? All right, hearing none, we'll move to a preferential vote. All those in favor say I. >> I. >> Opposed board vote. All those in favor say I. >> I. Opposed. All right. Motion passes. Second reading and adoption board policy 5141.5 mental health. Good evening board members. Uh this is the second reading of

088board policy 5141.5 for mental health. Um are there any I know I fielded some questions last time. Are there any new questions or comments to make this second round? >> I guess not. So, do I hear a motion? >> So, move. >> I'll second. >> All right. Any further discussion? Okay. So, hearing none, we'll move to a uh preferential vote. You in favor? Okay. >> Board vote. All those in favor say I. I. Opposed. Motion passes. >> Business services approval of resolution 202526.23 appropriation transfers. >> Good evening. This trans this um resolution is for a short-term transfer of funds. assuming that there's a potential for possibly a delay in federal funding that we can actually transfer for another fund temporarily and by year end move those funds back. This is an annual um resolution that

089we do and you'll have three other ones coming up next meeting that are just boilerpl you know when the state funding and and pro >> districts had to go out and borrow money from, you know, and pay high interest rates, but by transferring it between our own funds and then reimbursing those funds before the we close the books, we end up saving a lot of money. >> Lori, question. When you say by year end, why isn't it as soon as funds are received? >> We could do that as soon as as long as the transfers are >> is there >> as long as those funds are paid back and cleared to zeros by year end. and we haven't had to do a transfer of funds in a few years. >> Any other questions or comments?

090All right, hearing none. Do I hear a motion to accept um resolution 2526.23? >> I'll motion. >> I'll second it. >> All right. Any further discussion? Hearing none. Move to a preferential vote. All those in favor say I. >> I. >> Opposed. Board vote. All those in favor say I. >> I. >> Opposed. Motion passes. >> All right. Uh, donations. Our donation report. I'll go ahead and say no, I'll say them. >> Right. Um this this board meeting we have uh Heritage Valley Blazers right for uh Santa Paula High cross country an amount of $500. Matteo Lopez Garcia to the Santa Paul High School choir club of $1,000. Bentur County Farm to School uh to the middle school a club for $200 and Bow and Melissa Buckner to the middle school uh Isbel Middle School

091band for $100. a couple in kind um Mayonika um to Isbel Middle School sweet bread for staff appreciation week that's nice and then Justine J to Isbel Middle School various school supplies so do I hear a motion to accept the donations on this report so moved >> I'll second >> All right everybody stay at once Um we'll move to preferential. Are you in favor? >> I. >> And board vote. All those in favor say I. >> Yes. >> Opposed. All right. >> Board is accepted. Approval of state funding consultant contract. >> This contract is for CLC consulting inc. And we have used them for quite a few years. And the purpose of them is they generate state funding for school facilities, planning, construction, and modernization projects. Um, it's a not to exceed of $90,000 and

092that would be funded out of fund 401, which is a capital projects and building fund. >> So, this group is a consultant that will do all the paperwork to go after state funds even if we've completed the project. So, a lot of times what you do is they want you to expend the funds. You're completing the project, then it takes I mean I've seen it take five years before you actually get it back, but you eventually get it back. >> Can you be a little more specific and name maybe name one of the projects that that we've benefited from this from this uh consult? >> Mr. Olsson was here. We received I know a few million dollars back from one of the renovations Right. >> I don't remember. >> I think we've had there was

093high school >> specifically. It has to be some high school projects. >> Yeah. >> Could have been the library. Some of that money >> got a nice check. >> Probably should next time see have a little bit more of that information. That would be good to to have, right? But I think in general we can say that this is this contract pays for itself and then some >> and it's a administrative burden right for us to try to do that and if we were to miss out on any money that we could recoup that would be you know devastating. So >> I I hope I wasn't in in showing any opposition. I just >> No, no, no. I didn't think so. Yeah. That our >> I think we should know like I' I'd like to

094know >> question so you know future report like how we've benefited. >> Yeah. I think it would be great if we did it in public um open session that next time we come back we actually do a mini presentation on on how it worked and what projects we actually received funds back for. >> And I want to say Doug I I was looking for him in the audience. I want to say in the past there was a report where we received funds back from and different grants that he's presented on that. I just can't think of the projects. >> We can look back. Well, I mean, in in honestly, like, and if it takes another meeting to do it, I think it'd be okay. I'd rather be more prepared than not. But, I mean, this

095ties into what to the bond we're we're going for, right? Because we need to show the public that we are scraping, you know, every penny that we possibly can, you know, and not just coming out saying lazy and go, well, give us our give us your money, you know. Um, I think it just helps build the case. All right. So, I'm going to go ahead and move that we approve this contract so there's no awkward silent silence. >> I'll second it. >> All right. So, uh uh uh preferential vote. What do you think? >> I >> board vote. All those in favor say I. >> I. Opposed. Eyes have it. Okay. Human resources establishment of two new early education teacher positions. Good evening everyone. On behalf of Director Robinson, I am pleased to present this

096request to you to establish two new early education teacher positions for our California State preschool program. As you might recall, we have our certificated teachers leaving the preschool program and returning to the elementary school classrooms. And for that reason, to stay fully staffed and in compliance with state requirements, we are going to require two new ECE teachers. Just a quick comment on the agenda item as presented on uh line. I see here goals, strategic goal one, academic performance, strategic goal for safe and healthy schools. Is that the LCAP goals or is that the >> strategic goal? line to LCAP goals one and two as well as our strategic plan priority for early education outcomes. >> Okay, I just noticed that it would be great if we did this for more items, you know, align it

097to our strategic plan. So, it was just nice to see. >> I agree. >> Any other comments? >> When would these positions start? >> So, the positions are opened right now. Hopefully the the recruitment closes on May 25th. We should have a pool of candidates about a week after that. Our certificated teachers leave the classroom on June 4th. We know we won't have these positions by then. So, I'm hoping by the end of June. In the meantime, we will staff the classrooms with substitutes. >> All right. So, do I hear a motion to establish these two positions? >> So, moved. >> I second. >> All right. Um, we'll move to just a board vote then. If there's no further discussion, all those in favor say I. >> I. Yes. >> Opposed. Nice to have it.

098>> Thank you. >> Consent calendar. Consent items are considered routine and will be enacted by a single motion. None of the items will be discussed unless a board member requests discussion prior to the vote of the motion to adopt this consent calendar. What say you board? >> There a motion. Someone want to pull. >> All right. A motion to accept the consent calendar. Do I hear a second? >> Sir, I'll second. >> Thank you. I'm the president. I'm just traffic cop. Um, all right. Is there any discussion? Hearing none, we'll move to a board vote. All those in favor say I. >> I. >> No opposed. All right. Um, motion passes. Board member comments. Trusty MCA, what do you got to say? >> I have no comment. >> All right. Trusty Frutos. >> All right.

So, and thank you uh my colleagues on the board for for being awesome uh uh team players here. Thank you, >> Trusty Kumazawa. >> No comments. Thank you, >> Trusty Roy. >> Um let's see. I haven't been to a high school play in a while and it was really nice to see the Cinderella play. It made me laugh. I got to see some administrators and uh

101parents that I've known for a long time and students that I probably known since they were in elementary school and see how they've grown and what great actors and dancers and singers they are. So, it was really nice and to eat a lot of junk food at the same time. Um, I also attended the uh the Rotary Awards night and um just kudos to both of our student board members who received awards for their, you know, just awesome just their awesome. They're just awesome all the way around. I mean, their their involvement in school, their grades, top students. So, I'm just really proud of all of you. And I was also there as a proud mom. So I will also just kudos to my daughter and again just kudos to all our staff for all

102their hard work. Um just you know right Vanessa, Julie, Vanessa, Julie, Melissa, I mean you guys are new in your roles and you guys have just done a phenomenal job. This will be my fifth year and I've just seen you know just a big difference. So, I I just want to publicly tell you how how happy it is to see you guys in these roles and to join the team and that's all I have. >> Trusty Ramos, >> no comments. >> All right. Um, actually, it was a busy three weeks. It's been a while. Um, went to the Rotary Scholarship, which is great. All right. Uh, there was a Project Isabella parent conference that was here a couple weeks ago. I stopped by. Um, and that was good. Wish we'd have more people, but there

103was a lot going on that Saturday. Went to the Cardinal Gala, which I go to every year, and I I love it. It's great. You guys should go uh stop by cruise night and lo and behold, I saw Santa Paul Unified represented. Um, we'll get that moved so that actually people show up to that booth. Um, I went to the all staff uh uh celebration, what have you, ice cream social at St. Paul High School. Um, that was great. Got a t-shirt. Uh, and concurrently, there was the opening of the Cardinal Closet. And special thanks to Joy Henning and, uh, Catalyst for all the work that they did to get that. and everybody else. Meta the Meta Club um helped out. Um and I don't know everybody, right? But if you would have showed up

104at the at the grand opening, you would have heard everybody's name who had was involved. And it looks great. So So that's good. And we'll continue to need support. So any new or gently used items, you know, for teenagers, um we can get you to to the person who's going to do that. U the pre-engineering graduation I wasn't able to go to, but that happened. Um, and that's always a good one to uh to see. Um, reminder that the May revise comes out tomorrow. Governor's budget. We will see. And uh, shout out to um, Senator Lemon and the Senate who has said no, you can't screw with you can't mess up um, Prop 98. You cannot defer it. So, the Assembly came out last week saying the same thing. So, we'll see who wins, right?

105But that's 5.6 6 billion dollars that's in play. Um so if you haven't seen your CSBA advocacy, you know, um email, please look it up so that you can send your regards to Governor Nuome, right? To make sure that uh we get that. Um and then finally, uh I know that there's uh the um CSBA Golden Bell Award nominations have come out and I know that staff is talking about what we can submit. Um, I've heard a little chatter about our wellness centers, especially the elementary ones, which is a unique thing throughout the state, and um, our pre-engineering/ce program. Um, and I think there was one more, but I can't remember. But anyways, that's I think something that that the district should do, you know, wholeheartedly because we're doing good work and we should be

106recognized by others, you know, not just ourselves. So with that uh future meeting right two weeks uh right after Labor Day 5:27 um and other than that we will adjourn at 7:12 Come there.
