Uh we'll move to a vote. All those in favor say I. >> I. Opposed. All right. Eyes have it. Motion passes. Um 4G, adoption of dates, times, location, and location of regular school board meetings. Do you have any any comments on it? >> So, um, in talking to all the board members,
082we determined that it to kind of keep going with the cadence of the second and fourth Wednesdays. Obviously, there are some, um, some months we'll only have one meeting because of the holidays, but we're going to continue meeting at the same time and same day. >> All right. Okay. Do I hear a motion? >> A motion. >> Oh. >> All right. I hear uh Trusty Kuzama or second. >> All right. Trusty Royo. Any further discussion or any discussion. All right. Hearing none. We'll move to a vote. All those in favor say I. >> I. Yes. >> Opposed? Eyes have it. Motion passes. All right. Item uh 5A, school student board member report. Take it away. >> May I begin? Uh good evening everybody. I'll begin my report with a recap of our CSBA conference. So
083uh me and other student my other student board members, we were able to spend three days in Sacramento at the CSBA AEC student board member training program. That was on December 2nd, 2025. Um, I must say it was an amazing experience that we had. We were able to network with other student trustees across the state. We were updated on some of the latest information surrounding student trustees. We gained more insight about the governance process, but we also had a lot of fun. I got the privilege to go to my second AEC this year, and I loved it just as much, if not more than the first. I was able to get the contact information of many other student trustees and we even received an invitation for a one-day conference from S San Diego Unified School
084District student trustees that they're hosting around March or May. It was a lot of fun and I am extremely happy to have received the opportunity to be able to go again. Uh moving my report to the district for Blanchard. Earlier this month, the second and third graders and the band hosted a singalong concert for the community. This Friday, they will have their reindeer dash with attendance incentives paired along with it. Coming up, they are preparing for their CASP campaign for this upcoming semester. And they are excited to see what strategies they'll come up with in order to increase um testing scores and also what that data will produce from them. For Glen City, they have a spirit week this week. Their reindeer dash is coming up. Steam Toasta. Miss Mia Rogers secured 500 prepackaged produce
085boxes through a partnership with food share and CAG for April 15th. These boxes will be distributed to Glenn City Families in Need with signups available through a Google form. DLI teachers received 300 brand new books today thanks to Sandre Lucy from Fort Books for Classrooms, a nonprofit organization dedicated to increasing access to books. Finally, parent ambassadors in collaboration with outreach coordinator Anel Duran hosted a fun and engaging family bingo night in the cafeteria. This free event included games, surprises, and snacks for all families. For Isbel Middle School, winter sports have just begun. Basketball season is underway. They had a winter spirit week last week with many fun spirit days like pajama day and anything but a back day. Trust me, I've seen some really weird ones. I saw a kid bring a microwave once. So,
086you never know what you're going to get with middle schoolers. Uh, Isbel also hosted a parent lunch on Thursday, December 11th. They also hosted a winter rally on Friday, December 12th, and they had their winter concert with their concert band on December 11th. That is all I have to report for this week. Well, um, starting with my, um, conference report for the student board program that we attended, I was also able to go. I had a lot of fun. I know Asher really brought to light everything that happened. But, um, for the most part, I had the most fun that I've probably had at school ever. Um, I definitely got closer to my fellow board members, which is something that I'm very happy about. And Ash is right. There was a lot of networking opportunities.
087I talked to a lot of people. I got in contact with a lot of people even after the trip. And um I'm super excited and hopefully we can attend the one day program that we were talking about. And overall it was a really good experience. I learned a lot and I feel a lot more confident in filling this position now. Um moving on to my school reports. Um, starting with Grace Still. Grace Still hosted their family art night at the Santa Paula Art Museum and invite you all to join them in the spring for their next art show. Last Friday, Phil celebrated students excellent attendance with bouncy houses and fun activities organized by outreach specialist Miss Liz. Moving on to Mckvit. Third graders took a day trip to Santa Paula Art Museum and explored current
088exhibits. Students are looking forward to the reindeer dash this Friday at 8:15 a.m. Lastly, Renaissance High School and Independent Studies. Students have remained engaged and engaged in community service and food drives as well as participating in our spirit week with fun themes like Wednesday white out day and Thursday holiday cheer. Wear your holiday gear. I'm an ASB. I did come up with that last slogan. I hope you guys like it. Um, and that is all I have for you guys. Good evening everyone. So, starting off with my CSBA recap. It was like my fellow board members said, it was really fun. It was one of like the best experiences I've had. And we some of the things we went over at the conference was we went over the roles of a student board member and
089our responsibilities. And that helped me out a lot because it made me feel more confident in my position. And we also had three guest speakers which it was really fascinating to hear about like their experiences and what they've done. And it was overall really fun and I met a lot of other student board members by networking and we saw and told talk to each other about how our districts look and how everything functions and we also got to do some sightseeing and we went to go to the capitol and walk around Oldtown Sacramento. So overall it was really fun. I really enjoyed it. And for Bedell, they had their school's holiday concert this morning with an amazing turnout. It was a wonderful performance made by all the students. Tomorrow, they will be having Santa Claus
090greeting students at drop off in the morning. Webster is completing their English language learner reclassification meetings. Mr. Maligal would like to thank ELD Tossa Myra Lopez for her amazing organization of this process. They met with all the families and are looking forward to the reclassification celebration. The the week we return from break, the Webster staff will be holding their data analysis meeting with all K through 12 K through six teachers over four days in their continuous effort to best support the students. And at Santa Paula High School, we had a rally last Friday as well as a holiday spirit week. And that is all I have. >> All right, let us move to 5B committee updates. Trusty Kuzama, >> uh, no updates. Trusty Futtos. >> Yes. Couple of updates. Um we had our last Ventura
091County School Board Association meeting back on December the 8th and the findings are we will be having our next um event on Monday, February 2nd and the topic will be uh board evaluations and superintendent evaluations. So uh looking forward to having all our colleagues attend. Um, another committee I attended was the 2 by two meetings. Um, couple highlights. I mean, I thought it was a very positive meeting. I look forward to these meetings because we do learn a lot at that time. Uh, some of the highlights were the positive relationship being built as a result of the two entities, our our organization and the city coming together. Um some of the the products are athletics uh regular communication regarding traffic SRO uh and the list can go on. So uh again kudos to our our
092team for for having uh established such good working relationships. Um one of the things that came out of that 2 by two meeting was the discussion of a new corner street light at the corner of Santa Paul Street and 12th Street right where Barbara Webster's at. Uh I I think that was real positive to hear how how you know there's that give and take how we have to give a little bit to get a little bit but uh I think in all in preparation for um the current development over in Harvest and the new uh bridge coming over across in uh on 12 street or the the river on Santa Paul Street. So um so much we discussed but a couple other things is uh it was it was good to hear from commander Stara
093regarding school shooting readiness. Uh I definitely would like to explore that a little bit more because it involves safety and it involves the the the being prepared for for situations that uh we you know hopefully we never have to encounter but uh I always say it's not a matter of if it's a matter of when and I want to be prepared for that when that does happen. Um, ultimately, let's see, we talked a little bit about preschools. Um, just, you know, we know that it's in the making. Uh, and hopefully that that in itself, uh, just knowing that there's that light at the end of the tunnel, looking forward to seeing, uh, a preschool that will support, uh, current, uh, employees, uh, employees of of city, um, and so on. But again, just looking forward
094to, uh, to seeing that take place. And I know that there's a lot of hard work that's gone on um in into getting ourselves prepared for that. Um but uh and I think that's that's pretty much it for for now. Oh, there was one other thing. We are in talks and in in having a joint meeting between our organization, our our five our DAS in in connection uh in conjunction with the uh city um uh city council. So we're in discussion. Haven't picked the date yet, but hopefully that information will come out soon. >> All right, Trustee Royal. >> Nothing to report. >> Trusty Promos Rodriguez. >> Yeah, I attended uh two by or two by last 2 by two for the year with Trusty Ftos. Um just echoing his words again, it's nice to
095see the beautiful relationship between both governing boards just develop and just to see how both um sorry there's a fly around me. um just both um what should I both entities interact and develop such fruitful um projects you know one of those projects was our summer programs report that we heard back from from Dr. Ramirez and I believe director Barnes. Um, and we just saw how when both entities interact and work well together, we have made our summer programs much more accessible across the board in the Santa Paul community. You know, um, our district uh was pretty was pretty spotlighted on the agenda. So, we also provided turbulosis followup, a preschool update as well as Trusty RTO says a school uh shooting readiness uh response update too as well. So, all things that our community
096is interested in in we did just a wonderful job providing that update. Um, we were informed of the housing development development activity within Santa Paula. Um, and that's important because it really tells us, you know, future population flows, you know, whether or not we're going to see an increase in children or families coming into Santa Paul. So, a lot of positive updates and again, um, something to possibly look forward to. both entities still have to have more conversation about as a joint session between the city of Santa Paula and the Santa Paula school district. But of course, we just have to work out the kinks, but other than that, I have nothing else to report. >> All right. Um, got a few things. It has been a month since we last met. So, uh, strategic
097planning met a month ago today, right? Uh, where we were finalizing a lot of the work that we were doing. It's not done yet. And as a matter of fact, a number of uh committee members were arguing that this year is already done. So we really need to be looking at this document as something that is going to be implemented for next year. Um so we'll revisit that thought in January because again January it does seem like the year is going to go by really quickly. Um so there was that. Uh I had the distinct pleasure of at least uh or to to attend the uh AI task force on Monday. Um I didn't get to stay for the whole thing. Part of that was because I felt so so comfortable with the process as
098it was rolling out. Um I think we have a a really good cross-section of of staff and students, right, who were very vocal, maybe a little too vocal. um you know but uh it was good to hear all of the different perspectives that that that um our staff and students have on AI. Um the people who are leading that are in I I think they they they understand the the the opportunities and the challenges for school districts, right? So so that was great. Um I did attend the VCSBA executive meeting as well, right? uh Trusty Frutotos filled us in on that. Um I will talk about AEC and my uh comments at the end. Right. But at a uh the annual education conference for the California School Board Associations, I was officially elected into the
099board of directors. Um I was just appointed up to this point. So now I'm serving a two-year term for that. within that role. Uh we were uh we gathered a few um trustees here and from Santa Barbara County, right, and met with Senate Senator, let me see if I can get her title, state senator, President Proempor Monnique Lemon, right? Newly sworn into that office. Um we met the day after she was and we talked about a number of different issues that we have at the districts including um making sure that Prop 98 doesn't get uh tinkered with again um the LCFF uh COLA uh workforce housing um among a number of of other issues. So so always good to interact with our electeds. So, all right. Um, public comments six. Right. Public comments are welcome
100and encouraged by the board within reasonable meeting time considerations in order to conduct the district's business. During this time, the president of the board may acknowledge visitors request to speak on a topic not on the regular board agenda. Persons wishing to address the board should complete a speaker form and turn it into the recording secretary. Individual speakers shall be allowed three minutes on any agenda items. The board may limit the total time for public input on each item to 21 minutes. Um, speakers will not be allowed to give their time to other speakers. The board is prohibited from taking action. All right. On any item that is not part of the printed and published agenda, uh, anybody uh, any individual with a disability requires reasonable accommodation to participate may request assistance uh, by contacting the
101superintendent's office. So we have two speakers. Uh is it Lai Salgado? >> Hi everyone. Good evening. My name is Alali and I'm a community organizer with Cause based here in Santa Paula where I've grown up. Um, and today I'm here on behalf of our youth who um couldn't be here due to studying for finals, recovering from sickness or they're at their confirmation class. But I deeply believe in empowering our youth and helping them raise their voices to build people power. We understand that the district is in a deficit year and budgets are difficult and none of this is simple, but how we respond in moments like this shows what we truly prioritize. Um, and I have some data here I'll I'll pass afterwards, but according to the California school dashboard, of the 4,575 students enrolled
102in our district, 85.8 are soioeconomically disadvantaged. This means or that means that the vast majority of our students are navigating economic hardship alongside academic expectations. With this in mind and everything else that's happening in our country, student well-being, especially mental health and academic support, cannot be treated as optional or secondary. We also know based on the 2025 2026 adopted budget presented in June that the that the district is already anticipating a decline in student enrollment. That reality may be used to justify staff reductions, but we want to be clear that enrollment numbers alone do not reflect student need. In fact, these two realities are connected. When such a large percentage of students are soioeconomically disadvantaged, families are often forced to move sometimes to other cities, other counties, other states, or even out of the country
103because of rising cost, instability, or fear. A decrease in enrollment does not mean a decrease in need. If anything, it means the students who remain often require more support. Right now, counselors are already severely overworked. At the high school level, students struggle to get timely appointments or even basic support like transcripts. Not because counselors aren't doing their jobs, but because there are not enough of enough of them. Cutting positions would deepen an existing crisis. At the elementary and middle school levels, counselors provide early intervention. They help students develop copied skills and address challenges before they escalate. When we cut that support, the consequences don't disappear. They follow students and compound over time. We we are asking the board to be transparent about how these budget decisions are being made and to center equity in that
104process. We urge you to take student and community voices seriously. Civic participation matters and you are elected officials. So with that comes the responsibility to listen and respond. Um and we are really willing to collaborate. We are also asking you to commit clearly and publicly to avoiding counselor cuts and um creating real opportunities for students, families, and staff to provide input before any final decisions are made. Our students deserve leadership that shows up and supports them. Thank you. >> And I just wanted to let uh Mr. Dores, who's also has a speaker farm. We're gonna wait until the item, right? Since it uh reflects that item specifically if that's okay. Right. So, all right. Okay. Um 7A presentations public agency retirement systems review. Good evening board uh superintendent. Um tonight I have a representative from
105the PARS agency um Carter. He is going to be zooming in and we'll be reviewing even though we went through PARs, we experienced PARs last year, we felt it was uh important to give a brief overview of how the whole system works. So in case any new employees um are eligible this year, they will have an understanding and for every anyone who wasn't on the board last year so they could also get an overview of the program. So with that, if we could get Carter. Good evening members of the board and superintendent. Can everybody hear me? Okay. Thank you. Um and I hope everybody can see the screen. I see it up up there, but I just want to make sure that everybody can see that as well. >> Yes. >> Thank you. So, my
106name is Carter Kimberly. I am a senior consultant for PARS Public Agency Retirement Services. And thank you for the introduction, Vanessa. I just wanted to give a little bit of background. The district has worked with PARS in the past in the school year 2024 2025. a plan was offered this year. Potentially the district is looking at offering if this meets the fiscal and operational objectives of the district. PARS has worked with over a thousand public agencies across the United States and we've served over 500,000 public employees specifically. Um, walking into the proposed plan eligibility, this plan would be offered to three different employee groups potentially, certificated non-management, certificated management, and classified non-management. Um, the employee would have to be employed by the district as of today. Um, they would have to have at least 55
107years they would have to be at least 55 years of age and have five years of district service or they would have to be at least 50 years of age with 30 years of district service for certificated eligibility. For the classified eligibility, they would only need to be age 50 and only 5 years of district service. The proposed plan design would mirror what the district has offered in the past and that would be 75% of of final pay. And to see what that looks like, this is a sample benefit illustration done for each one of the employee groups. So this is a sample benefit illustration. Um, as you can see for certificated non-management on the right side, then certificated management, and then classified non-management. On the very left side of this chart, I will walk
108through very quickly just some of the options that would be offered to the eligible employees. You can see options one through three um are typical lifetime payouts. Option one would be for the remainder of an eligible's life. Option two would be the remainder of an eligible employees life plus a beneficiary. And then option three would be a greater of either the eligible's lifetime or a guaranteed 10-year payout. Options five through 15 correspond with a yearly payout similar to the option. So for option five that would be five years of monthly payouts and for option six that would be six years of monthly payouts. so on and so forth all the way down to option 15. If the district were to offer a plan like this um with the plan eligibility that I walked through two
109pages ago, there would potentially be 163 eligible employees, which we will verify with the district if a plan is ultimately offered to these three groups. And as you can see, the certificated non-management employees are in blue. The certificated management employees are in red and then there's a large group of classified non-management employees in green. So, if the district does offer um a plan at this level at a 75% benefit with 163 um potential eligible employees, PARS projects on the conservative side, but for the certificated non-management, PARS would um project 12 certificated non-management employees to accept the plan, one certificated management position to accept the plan, and 14 classified non-management positions to accept a plan, bringing that to 27 total projected retirements. And as you can see, at about 16.5%. That's rather conservative. Some uh I'll
110just offer a across the board. Um that is on the conservative end. There could potentially be more um eligible employees who accept um this plan. But I want to show um what is the projected fiscal impact of the district offering a plan like this. So if you look in the first um box, I'll I'll kind of walk through a certificated non-management at a 100% replacement. And what that means is for every one position that accepts the plan, the district would then hire that very same position back. So it would be a true onetoone replacement. Um, at that number, their certificated non-management positions ultimately save money over a five-year projected savings of about $45,000 uh dollars and some change. Um, the next two groups, certificated management and classified non-management, as you can see these numbers in
111red, that ultimately means it's going to be a cost to the district to replace these positions at onetoone replacement. So if you bring your eyes all the way to the projected savings over five years and then add all of the groups, the total would be about $700,000 to the district. So then that brings me to the next table which shows the break even replacement. And what this means is that what would it look like for the district if they wanted to potentially see what it would cost to run an incentive like this, but then also make sure that the district saves money at each and every one of these position groups. So, as I stated before, the certificated non-management at a onetoone replacement still saves money at that $45,000 number. So, nothing changes. But at
112the certificated management position, ultimately the district would have to non-replace one of those positions to ultimately see a savings. And if you look over to the five-year savings, if they non-replace that one position, then the district would save in the ballpark of around a million dollars. For the classified non-management positions, the district would look at not replacing three total positions. That would be the break even. And after five years, the district would save just north of 190,000. So if you bring your eyes all the way to the bottom, if the district said, "Hey, we want to make sure that we save money at every one of these position groups, but still offering an incentive," the district would be looking at about 1.2 million in change in savings. Now these are conservative numbers because the way
113PARS runs their projections is we take the average sample salary of all eligible employees. So when the numbers come back after the plan runs then the district looks at all of the or PARs looks with the district at all of the real numbers and we run a plan and that's when the district ultimately makes a decision of did this meet our fiscal and operational goals. at the bottom I want or on this next page I wanted to show just some additional replacement scenarios. Um and I've broken this down by each and every group. So for the certificated non-management you can see that that 100% replacement number if you look all the way to the right side of the fiveyear projected savings is 45,000. But we've done the number of positions um in the second column
114to show if the district were to make nonreplace or if the district was looking at potentially cutting positions from this um position group, then the district has the ability to have some very good savings over this time period. We run the we run this um scenario all the way down to the 12 replacements which PARs projects 12 people to accept a plan like this. On this next replacement scenario, this is a certificated management. PARS has only projected one employee in this group to accept a plan. So there's really only two scenarios to look at in this group. Lastly, here's the replacement scenario for the classified non-management. And I said it would take three positions to essentially break even, which you can see at that 79% replacement figure. If you look farther down on the right
115side, you can see that if the district was in a position to not replace some of these positions, then there's considerable amount of savings for the district. >> Can I ask a quick question on this one though? >> Yep. on the classified non-management. This is really talking about FTEES, right? Full-time equivalents, right? So, not necessarily just body count. Correct. >> That is correct. >> Okay. And does this assume the benefits within a an FTE? Right. Because I think it would be very different if you have a someone who's at 5.5 per day, right? They're not necessarily receiving benefits. But if you have someone who's a full-time classified, that's going to be a very different person. Correct. >> Yes, that is correct. And so, um, I I excuse excuse myself if I didn't, um, at the
116very beginning say that this is all of these projections, the 163 eligible employees are based on full-time employees only. >> Okay. You have to be a full-time employee to attend. >> Okay. Okay. Thank you. >> Dr. Don, can I ask a question too? Back on slide eight, um the break even replacement. So I I just want to clarify. So that slide is showing savings um if one certificated management was not replaced and three classified non-management were not replaced. you know, again, so if they're not replaced, it shows so as a savings, but is that considered break even because that savings is essentially offsetting the cost to the district of providing that benefit to all of the 27 that are projected to take it? Um, so yes, essentially because you're not replacing those three positions, the
117district is seeing a savings and it is offset that savings is offset by the other 17 uh I believe it's 14 employees that would take the plant. >> Okay. Thank you. Of course. And I do want to add in that um for certain positions it really depends on like the actual position that the person has decides to to take bars. Uh so for certificated management um if we were to have a principal decide to um retire then obviously we would need to have a pr fill a principal position. if there were another position um that you know someone decides to retire and it's something that we can not fill we could do it. So it really depends on the position of the person who's trying to take pars just the same with um certificated non-management.
118Uh any position that is a special education position will most likely need to be filled um as opposed to maybe a general ed elementary teacher position. Thank you for that clarification. Um so this last slide is really a preliminary timeline and ultimately if the district decided to move forward um with an incentive plan then PARS would work with this district to finalize the plan um today um would be uh item number one um adopting or not adopting um but the enrollment window um would open to tomorrow um PARS would then mail out um packets and notify all employees that were eligible. Um the enrollment window would close um sometime the end of January, giving the board time to either approve or cancel um based on the enrollment and fiscal analysis of this plan. Um and
119then ultimately um all of the eligible employees would um have to announce their employment um effective at the end of the school year. um and their benefit payments would commence August 1st of this upcoming year. Are there any questions um from the board? And thank you again for the opportunity to present today members. So just for clarification, in order for this to be to to benefit the district, how around how many did you say need to partake in this? Was it like for retirement? >> So it was I believe 12 certificated non-management. Um, if we were to have every group, I think it was 12 certificated non-management, one um, certificated management and what was the last one, Carter, with the classified non-management. >> Uh, it would be around 14. >> Well, but that's a little
120bit different. That's just the projection of who would be accepting it. Really, the the whether it's [clears throat] beneficial or not is whether we have to replace those positions or not. So um >> so is there any way of subtracting those positions from the pool? >> Well, I I think maybe and this gets to a comment that I was going to make once it got there and you take us there is that I think you know in principle obviously or maybe not obviously but in principle that this is something that you know I would um approve um I think it makes sense. I think you're getting to the heart of the matter, which is that the the benefit to this or to the to the district is if folks opt in that we just turn
121around and we don't fill those positions. But as Dr. Donnie said, we don't have that luxury necessarily with whoever chooses to opt in. We it might be a position that we have to fill. And so if that's the case on that February 13th date where you know PARs would come back based off of who chose to opt in that has to be part of the data that we get is if there are so many folks in so many positions so many classifications that opt in I we need to see an analysis from staff that says okay if there's 30 folks we have to hire 30 so it doesn't benefit if we don't if we don't have that that piece, we're going to be kind of flying by with our determination. >> And just for some
122context, um during PARS last year, uh we were I was tracking um every position, every person that indicated that they were interested in taking PARS. We were tracking whether we needed to fill or not fill their positions. So last year, uh we had 13 certificated people who um took the PARS in incentive. One of those uh positions was refilled because it was a special education position. Although there was another special education position that we did determine didn't need to be refilled. Um in classified there were 19 people who took the um pars um plan and of those 19 we did have to replace 15 of those people. Um four did not four positions were not replaced. Yes. >> Yeah. And so and then just uh I appreciate that. So it's good to know that that
123was part of the analysis before. I think the only other question I would ask is would PARS be able to provide that similar break even analysis based off the actuals that they see come February. Right? So obviously we have this kind of what if scenario now, right? If we've got 27, we need this scenario to kind of happen to break even. I'd like to see also that be part of the the information that comes back in February of, okay, based off of who actually did opt in, this is what the district needs to do to break in, but we might not be able to achieve that because of the hiring or the the replacement requirements. and Carter and his team are really good as we are communicating constantly and um once we get the final
124uh numbers and we find out which people are interested in taking the PARs plan. They are very good about giving us the data with actual um numbers and uh you know the break even numbers so that we can make the best informed decision as a district. And another factor has to be keyed in, right? Is is if we retire someone at a higher step in column and then we replace that same position at a lower step and column column, there's still a difference. I think having that difference is also still a savings and we want to make sure that we are having that's being uh provided in in the uh in the matrix as well because there's still a savings and we want to make sure that we see that because we well we need
125that we're going to need that support. And I just want to mention for trustee uh Kumazawa's sake, right? Um really we're not last year when we were doing this, we weren't necessarily expecting to see a savings on the classified side, right? Um because of the nature of the positions, the compaction of their, you know, salaries. Um you know, but we felt that it was equitable to be able to do to offer that. And I think that that's probably why we're doing the same thing because I would assume that on the the classified side, there's just many of those positions we'd have to fill. But but it's good to see the analysis at the end, right? For sure. Um but just to give you that that context. All right. Any other questions? If not, uh, may
126I entertain a motion? >> Oh, there's no, >> it's an action. Oh gosh, that's right. Never mind then. >> I'll be back. >> That's right. Sorry about that. So, all right. Thank you. Um 8A information item, first reading of CSBA policy updates, November 2025. So, we've been doing this a lot lately. We get updates from CSBA um legal on changes that we need to make in our policies based on any court rulings or changes in the law. Um this one is for November 2025 and it's actually pretty light compared to what we've seen in the past as far as number of policies. And um some of the highlights really are is based on social media. [snorts] So, it's making sure that we keep the privacy of staff as well as students on our social media.
127Um, another one is the design build contracts. So, it gives authorization to expand projects in excess of a million dollars for design and build. [snorts] There's one on debted debt in issuance, excuse me. um that's our bonds that we do. And then there's a number on concepts and roles. And this is just the um concepts and roles based on uh the different categories as well as the um labor unions. So the par uh we have one on parental rights and interdist attendance is another one. Um, all of these so far that I've mentioned are all about the new law. It is not that we're changing the way we do things just to change the way we do things. It's more to balance us out so that we are following ED code as well as the
128law. And um [clears throat] there's actually um a board policy now on restorative justice which is interesting. Um but it uh it the expectation for confidentiality when they actually conduct those restoration circles the um and who is participating to make sure that the privacy is kept. And so we will be bringing these back um in uh I guess January January 14th or the 28th for approval. So between now and then if you have any questions on any of these I encourage you to look at the guide sheet first. It gives you the synopsis and then you can go deeper dig if you're interested in that particular policy. >> All right. Are there any questions for Mr. Weinstein? >> Uh one quick question. Um sorry to keep you there. Um when when you say um restorative
129justice, who are you referring to? Restorative justice is we're asserting to the students who participate in restorative justice. In other words, we have to make sure that the people who are participating also get confidentiality and privacy. So restorative justice I do you Asher an injustice we have a conflict the restorative circle comes in and so we not only need to keep our confidentiality but also the reason for the restorative justice circle >> thank you >> Sure I just wanted to make one comment you don't need to you can go ahead come ahead but um you know one of those the the board bylaw uh uh ID321 close session will impact the way that we do our close sessions very well have to be pay attention to that um it has to do with the attendance
130who's who is eligible to actually sit who is required to sit at any given item right so um but we can I'm sure we can ask questions of him uh at a later time about how that will be set up but we'll have to actually give attendance of who was in each item on that. So, all right. Um, let's move on to action items. Uh, 9A1, approval of resolution 2526.10, authority to improve compensation for unrepresented staff. So, earlier in the year, the board approved a 1.07% 07% raise for our classified as well as certificated staff. Um those were negotiated with our union partners. Um we have I think five employees uh that work as confidential employees which means that they are classified non-management. However, they are not represented by the union. So, we bring this
131back to you so that we ask you that those unrepresented employees also get the same benefit that we offer the union employees of a 1.07% raise. And I think the financial impact is less than $5,000. >> Six and change. Okay. Close. Any questions on that? >> I just wanted to make a comment. I just wanted to apologize that this wasn't done sooner. I mean to be equitable with everyone else. So I as a board member of this committee and a member of the committee I just want to apologize that it took this long. >> Yeah. I mean these these positions are some of the toughest in the district, right? And and critical for us to actually function. So um and these are non-management, correct? >> These are non management and also it'll be retroactive to
132July 1st. So So maybe they'll get a nice little check that will allow them to pay off their credit cards from Christmas >> or maybe Yeah, maybe you want to do that in January when the new tax uh um structure gets >> in place. Um all right. So do this is an action item. So I can ask if >> I'll second that. >> Sorry. >> All right. Uh Trusty Royal first. Uh Trusty Frutto second. Any further discussion? Hearing none. All those in favor say I. >> I opposed. All right. So, this is a HR I think. So, um student trustees are are not eligible to vote for that. All right. Motion passes. All right. Uh 9A2 approval of district representative to the Madur County School Attendance Review Board. So, we give a representative from our
133uh employees that actively work on our SARB um here at the district for them to be represented at the Ventura County School Attendance Review Board. And so, we would like to appoint um Dr. Santa Maria to be he is our SARB specialist here and to be our representative to the county board. >> All right. Are there any questions for Mr. Weinstein? All right. Well, we'll move to a preferential vote. All those in say favor say I. >> I. >> Opposed. >> Oh gosh, there wasn't a motion now, was there? All right. Let me entertain a motion. Sorry about that. I told you it's been a little bit minute before. So, do I hear a motion? >> Oh, I move to approve Dr. Andrea Santa Maria to continue as a district representative to the Ventura County
134School Attendance Review Board. >> All right. Do I hear a second? >> I'll second. >> All right. Now, I will move to a preferential vote. All those in favor. >> Opposed. All right. Trustees, all those in favor say I. >> I. >> Opposed. All right. Motion passes. Okay. 9B1. Um, approval of purchased advanced placement exams for Santa Paul High School students. So, as previously discussed in our public comments, we have a lot of disadvantaged students who um may not be able to may be taking the course but may not be able to afford the actual AP exam. So, through our and I'm going to defer to Dr. Ramirez, it's LCAP paying for this. Yes. So through our LCAP plan, we are asking for the district to buy the exams for our students so that there
135doesn't have a negative impact on their economic status. >> Since my daughter would benefit from that, I need to >> I think that that looks good. >> Yeah. >> [clears throat] >> What do you say? 75 bucks. >> All right. So, any any questions? >> I do have a couple questions. I mean, it's we're not talking a whole lot. I think it was in the amount of about $55,000, right? >> But here here's my line of questioning and and again, I want to make sure I'm clear on it because it's I'm a little unclear myself. So, if someone's taking an AP exam and we're covering it first, the first question is how many exams do we cover? >> Is it up >> per student or overall? >> Correct. Per student. >> Per student. There's no
136limit. We don't have limit right now. >> Okay. >> But most students wouldn't take I mean I don't know too many students taking more than two >> but two. Yeah. And and that's and again I'm basing that my on my own personal experience with with my own kids. So, going with that, um, is there a way to track data, and I'm sure Dr. Sandival, you're already licking your chops on this one, but is there a way to track data on students that are taking the exam and do doing well, but not using it to go to enter into a 4-year university? Uh, because then I'm looking at is there is that something that we need to be talking about possible savings? And I don't know. We can we can definitely bring that data to you.
137We can we'll get the scores back. Obviously, you need to score a three or four for them to get uh college credit. >> So, it's about using that college credit. We're giving the opportunity to have college credit. It's about how many are actually using the college credit if they do pass the exams >> and we can bring that data back to you. >> So, trustee Bruttos, do you mean just actually going, not that they just applied to go to colleges? you want actually that they en that they went not just enrolled. So, if we're going to make a financial investment, and again, and I want to, I'm not saying not to, but if we're going to commit to supporting our students taking the AP exams, and then they pass and they do well, and again,
138I mean this in no disrespect because I also and a in huge uh proponent of our students then going to a junior college, so no longer using that advantage >> and then go to a junior college. Does it does it benefit them? >> It still benefit. Okay. That's why I'm asking. That's that's why I'm asking. Okay. >> Yeah. >> So, all right. >> That's one less class. >> And so, some of the not controversies, some of the problems that we run into with um AP exam, kids who pass the AP exam, depending on the subject and the school they apply to, they may only give elective credit, but that's still five credit. That's still credits that they don't have to pay for, right? So, I mean, I would agree with Trusty Futas. I think we
139do need to to look into that, right? I mean, I would like to know what the pass rate is, right? You know, um, you know, >> I can tell you and that's that was one of my reasons when my other children were going to take AP, if only one student passed, I rather that child take a dual enrollment class and get a B, an A at >> and get the actual credit. >> Get the actual credit. So, Yeah, that would be maybe for future reports to see in the last five years. I don't know if you want pre-COVID post, but how many actually passed. So that was a determination for my 24 year old, my 28-year-old not taking for example the history class or when the pass rate I think was like three, four, I
140don't remember. >> I I think it speaks to, you know, a larger a broader view of college readiness, right? and and what are we doing to prepare our kids, right? We are going to be, you know, I wish we could just say, you know what, let's just forget about what kind of revenue we're getting. We're just going to spend what we need to, you know, but but we are going to have to make decisions on on what we spend and where's the biggest bang for our buck, right? And so, you know, I I I really really chafe at like approving and I'm gonna say yes for other record, so don't worry about it. But like I really, you know, chief at at having these contracts, right, that are just by themselves and I don't see
141the bigger picture of how it fits with the rest of what we're doing, you know, because it does seem very peacemeal at times. Like you know, I don't want us to have uh, you know, that's just to throw spaghetti at the wall and see what works. Like I want us to be, you know, more and we have to be like, it's not even whether I want to or not. we have to be more thoughtful about like which programs are we going to invest in and which ones aren't because we're going to have to make choices. I'd rather it not be us that are making those decisions, right? Um but sometimes, you know, you we feel like we do have to push, you know, a bit um because again, we don't have that broader picture of
142how it all fits in. So, >> I do agree with uh Trusty Aoyo. I mean, I too believe that dual enrollment is the better way to go. Um, but until we have a thriving dual enrollment program that actually addresses our core subjects, not just ancillary subjects, it this is the way for them to get credit for for those core subjects. >> Oh, and just a follow-up question, you know, how are these AP classes are decided because I know there's like a lot of interest in some like, you know, in our um hard sciences um but then, you know, for AP drawing and AP art, you know, is it because of student demand or um is it because of interest of a pathway? Okay. So, if we could just have that supplemental information included when you
143know we're deciding on those factors that would be great. >> I'll answer that in not trying to be diplomatic or anything but um so we have moved from a teacher centered um schedule of classes of what we offer to a student centered one. So, we wait, we have a minimum amount of students that we're asking for each of these AP courses and that that determines whether we offer the course or not. >> Okay. Yeah. And uh maybe since just ought to learn, you know, what's the pass rate? Maybe if we can just advertise that and like in their potential class schedules, you know, if you take AP bio, you know, the pass rate may be like ballpark 20%. Um, and that could really help students make an informed decision between, you know, an AP course
144or an honors course or maybe a dual enrollment course. >> So, would you like when we bring this when we bring this data back, would you like it broken down by course? So, AP government is going to be separated from AP art. >> Yes. >> Yeah. Okay. Absolutely. >> Just to also jump in um on the AP versus dual enrollment discussion. Um, I just took two I just finished actually uh two dual enrollment classes. I will say I have friends who spend a lot of time in dual enrollment. I see them losing hair over it. Um, no, I'm sorry. With AP classes, um, with AP classes, I do see them losing hair over it. So I would also agree that going in going forward we should be putting more of an emphasis with our relationship
145on VC and those dual enrollment club programs. So that way we can provide more I mean with the dual enrollment you also get credits that go directly towards an associates which then further provides the opportunity for kids to go to go as juniors into a four-year if they so choose or to have a leg up when going to trade school. So I think that's also something we should get consider and continue to emphasize our relationship with BC and our emphasis and advertisement on dual enrollment courses. >> No. Yeah. To add on to what Asher was saying, I also agree that dual enrollment is I feel so much more beneficial to the students in the long run because I've taken I'm taking three AP classes th this year and then I've taken like nine dual enrollment
146classes like throughout high school. And I will say the like the one semester of dual enrollment, it's like way easier and so much less stress than the one year that I have for an AP class. >> You know, you're arguing against yourself when you say things like that. >> Yeah. [laughter] >> But I just feel like the dual enrollment classes, we should enroll, we should invest more in those than the AP classes and push more for the dual enrollment. >> Look, I I and and and I hear that, right? I think that all I would advocate for because I don't want to be dictating which classes and what we're doing or whatever, right, is that, you know, we just look at that college readiness, right? Take into account student feedback, right? Take into account, you
147know, teacher feedback and see what is the best what is the best pathways for our students because that could be different depending on which major you're going into or not. You know, I mean, if you're going into a engineering field, like I don't know if I would recommend AP even if you did it because you're still going to take calc your freshman year. You shouldn't skip it. Like it's just such a different level, right? Whereas like if someone was coming to CI for sociology, right? Take that AP stats, right? Good. Good to go. Right? You know, so I think it just I mean it it depends. It's it's too hard for me to to know exactly where it all should fit. Um but just you know that we're having the discussion and and and I'm
148sure are developing you know plans and and what have you on this. So anyways >> I I just want to make one quick shout out. I mean, director Gerra, you've been actually meeting with um interim president at Ventura College and and I know you're having these discussions. Um and again, maybe down the road we we could probably get a report on that, but but again, I mean, we have to acknowledge that that conversation is taking place because I think any one of us here on on the board would agree that we need to definitely continue to advocate for dual enrollment. Again, not taking away AP, but dual enrollment. So, I know that's been a big community push as well if we are listening to what the uh advocates in the community are talking as well.
149>> Thank you. >> All right. So, let's let's wrap this up. Uh do I hear a motion to uh approve this purchase? A >> motion. >> All right. Trusty Kuazama. Do we hear a second? >> I second. >> All right. Trusty Ramos Rodriguez. All right. Let's move to a vote. Is any more discussion? All right. So, um, student trustees. >> I. >> Any opposed? All right. Uh, trustees. Um, [clears throat] all those in favor say I. >> I. >> Any opposed? Any abstensions? One. All right. The record reflect that Trusty Royal did not ingratiate her own pocket. All right. Um, item 9B2, approval of service agreement with learner several centered collaborative. >> Dr. Romero, can you take this one? >> So, good afternoon. We are very excited to be able to partner with learner center
150collaborative again as part of our comm um our community schools we uh as we're looking at the four pillars which is the integrated support services. We know that it's so important to be able to operationalize our learner profile. So, it's bringing those five competencies to life. And so, the learner profile will work with Barbara Webster and Isbel to ensure that we are uh truly adhering to our learner profile and building students that are that have those capabilities as well as um being students um centered and being inclusive and more importantly um making sure that we uh stick to our standards. >> All right. Do we have any questions for Dr. Ramirez? All right. One thing I will say right about the this particular agreement with Learner Center Collaborative um because I know that I am
151in favor of it. uh they were just awarded $750,000 by the California Collaborative for Educational Excellence um which we also partner with on uh secondary school redesign. And so, you know, I'm hoping that we can actually kind of participate in some of that work as well, especially at Isbel. Um, one of the things that they're doing is uh spotlighting Hidden Valley Middle School in Escondido um for best practices, right? So, you know, I I think the Learner Service Collaborative is doing really good work which is being rewarded by the state um so that so us being able to take advantage of that work I think it would be really important. So talk to them and see how we can get involved in that. Absolutely. [laughter] All right. If there's no further questions, I'll entertain a
152motion. >> Anyone? >> Don't be shy. >> I'll make a motion. >> All right. Trustee Gonzalez. >> All right. Trusty Royal. All right. Any further any uh discussion? All right. Hearing none, we'll move to a preferential vote. All those in favor say I. >> I. >> Opposed. Great. And um trustees, all those in favor say I. >> I. >> Opposed. >> All right. Motion passes. Um 9B3 approval of service agreement professional learning at Santa Paul High School with Dr. Victor Rios. >> Good evening again. It's um very exciting to be able to bring this forward to you. This is a mentoring program that really wraps also the parents as well as students. Our goal is to um identify 25 students that really need that extra support. We know that in um looking at our ninth
153graders that we know that if our ninth graders do not have a solid beginning, they will struggle and sometimes drop out or not or you know struggle to graduate. And the good thing is that we do have another opportunity for them when they go to Renaissance. So we're really trying to work together. So uh director Gara and principal Guzman and myself reviewed the contract and we feel that this is what uh something that's going to help us really do wraparound services around 25 students. Um and we it's kind of like a pilot for us and we are going to um we have quite a few students that we can choose from. So, we're going to be very selective as to who we can provide these services for. The big the exciting piece about this program
154is that we're going to work with parents because um sometimes our parents need a little bit of support of um being able to have TLC, which means that if you're not doing well in school, you don't get to have a cell phone. There's no conversation. There's just that's just the way it is. if you are not doing well in school, you don't have to wear makeup to school or you don't have to curl your hair, right? So, there's things that that um that parents can do to help their children be successful. And I think sometimes um our parents forget that they do have tools that they can implement to really support. So, I'm excited to be able to bring in the pairing component into that piece. >> All right. Any questions for Dr. Ramirez? >>
155Uh, yes. Quick question. Are we only considering ninth graders for this? >> Yes. >> And then are we also considering taking um using students from the intensive intervention group, the 31 that was presented? >> Yes. >> Uh, are the students only going to be coming from that group? >> No. Okay. Thank you. >> Oh, easy questions. Thank you, Asher. >> No, I just wanted to make a comment. I remember at one of the CSBA meetings, I think the first ones I attended, he was one of the speakers and he was >> so inspirational, motiv motivating and um there you also have a link to one of the videos of how they um present it to some of the students. So I'm just excited for these students to get all these speakers. So kudos to getting
156you know Dr. Victor Rios. >> And then in addition, just so that you know, we work with um um scholar systems as part of our community schools. So they actually give training to all our core team um to be able to implement better practices to be more culturally relevant strategies with our students and really be more assetbased and asset focused. >> So Dr. Mr. Mayor, so I do have some concerns, not of the the program itself, but maybe the timing of the program, and there's a few other things. So, so one, I mean, we we are in a budget deficit, and we're looking to spend an additional $125,000 that I'm not in favor of. um to the services that that are being provided. I think they can be provided by our outreach counselors, our counselors,
157I mean our current our TOSA, our current employees. Uh I I have a I have a real issue with with paying out $125,000 or making this contract to train someone to go do the things that we should already know how to do because it's in the job descriptions. So, I mean, I I don't deny or doubt that Dr. Rios can come in and and really be inspirational and and and captivate, but but I attended your summer past program and you have a dynamic group that are homegrown, that are from here, people that know our community that I believe would serve the same purpose. I just think then now we need to know how to put it together, right? And I I'm clear. I was a little frustrated the last meeting, but and I and I
158can see this the the the the response to that and I want to make sure that uh that that we do put those services in place, but I'm just I'm concerned that we're hiring someone out that we can maybe hire someone in. >> I can give you a little bit of of history. So, additionally, we were thinking of ing this early on in September because we wanted to use our own teachers and provide that intensive intervention program. You know, it unfortunately took us till after first quarter to get things up and running. And so, um, we can't afford that to happen again. So, we need to first um really work with our union, establish some some things and put some things in place for us to really be able to provide that immediate support. Um
159we had a long conversation with the teachers who are providing the intensive intervention. Um we're looking at the students looking at the support that they need for mental health and so forth. So, it's going to just take us a little bit longer to really establish a strong program. In the meantime, the students are here and they need support. And if we don't support them, then we're going to lose even more. I can tell you that um for me, it's very disheartening when I have to look at 127 nth graders who have more than two D's or Fs and then it's like how do you support 127 students? So, we don't want to duplicate services. So, we have those students that those teachers are working with and we're going to continue to support those students and
160support those teachers. Um, and we we have to be able to give them more face-to-face time and sometime because they are teaching, they're not able to really do that, right? And so, it there's a lot of limitations. So, and u Mr. Guman's here tonight, but him and I met for a really long time to try to think of different ways to really support and when I talked to um director Gara because I want to make sure that we're all on the same page and really supporting the group of students and I know that we can use our outreach but our outreach is working um really so much and I can possibly uh rework the way we do our outreach uh coordination but at this time it's just we don't have the manpower to really be
161able to do it. Not that we cannot do it, but it's just that it takes time for us to internally plan things out. And we want to do it well, working along with our teachers union to make sure that we're following all the right regulations and being able to provide the support needed to the students. >> And that doesn't change my response. I think that if we reinvest the $125,000 to an actual employees within the district um because this this talks about a trainer to train to to train, right? So now you're really you're pulling people out of classrooms. You I I don't know. That's I'm making an assumption and I and and that's why I'm looking for clarification, but but I'm thinking that if if we have the people here that can do the
162job, let let's let's get that job done, right? And you're saying that we don't and that that's concerning. >> I'm saying we don't I'm not saying we don't have the people to do the work. I'm saying that right now they have positions. So, I cannot create a position middle of the year and then switch somebody out of a classroom to be able to do some of the work that we need to do. >> I I agree with you on that, but I'm just saying that we but we do have positions that can do this work and and that's that's what >> Well, I think that that's the the what what I mean by working with the union. We have to come up with um positions that allow for us to be able to do this
163type of work inhouse, but we don't have it now. and we can create it in the next weeks or so. That's why we're like, what do we do? How do we support our students? And like, you know, when I go see and when I get to participate with the scholars um program throughout our community schools, it's very motivating for myself as a leader, as an educator, as a teacher, as a parent, because I'm learning so much. And so I want to be able to do to do something for our kids. And we did set that money aside in LCAP. Doesn't mean it's going to be there next year. This year it has been a set. It was earmarked since the end of the year because Dr. Moore and myself were already talking about we need
164to create a mentoring program for our ninth grade students. >> Student Trusty Torres. >> Yeah. I kind of just wanted to add to what Mr. Futs was saying. um coming from Santa Paula and then switching to Renaissance because I was so behind because I was struggling so much. The outreach that I had from Santa Paula was so bad to my parents. My parents had no connection to any of my grades, how I was doing in school, nothing. There was this big disconnect between my parents and school. But when I switched to Renaissance, I realized that the outreach there is so much better. And I think obviously because it is a smaller school, it's easier. It is easier, but I feel like outreach at Renaissance is doing their job and it's exactly where it needs to
165be to the point where everyone's parents are informed about quite literally everything. And there are meetings when kids are failing, when kids are going down. So when kids are going down the same rabbit hole that these ninth graders are going down, >> it's very important to, you know, our outreach Mr. Garcia and he does a fantastic job at getting in contact with parents because he feels it is his job. He can do it as an outreach. So I think that some of like these issues you I don't think you need to bring in other people when outreach it's very possible to get all these solutions from outreach >> and I do agree that um at Renaissance you have 90 something students right or >> I believe it's 103 as of right now >> 103 students
166so one outreach and then you have a counselor that's dedicated just for for that group of students at the high school we have um 500 students and then they you know they and so and right now we have 127 ninth graders alone and I'm not counting all the other students that need support and so we want to um can we do a better job? I think we can absolutely I think that there's um we can have more SST meetings. We can definitely do all that and we are going to work with that piece and that's something that Mr. goes by and I talked about how do we communicate like I want to know if my child is not doing well and then I want to be able to teach parents you can go on Q
167every Friday night and check to see if work has done is done and if it's not done guess what there's no TV there's no Xbox whatever it is that the punishment is or the consequences for not getting the work done right so it's being able to empower our parents to be able to do that but I just at this moment in time I you know I'm hoping that we could be able provide some service to our parents and to some students so that they can have a chance to make it to maybe hopefully this next semester, >> right? And I think as you mentioned, you guys have a a good amount of counselors there, right, for students and you guys break them up and to different counselors. My thing is you guys don't really take
168the same measures that Renaissance does. And I think that's why they have so much like better success because if there is an issue, sometimes it's not that they're on their phone. Sometimes it's not their hair. Sometimes it's not the makeup. Sometimes it's issues with people in class. Sometimes it's the their schedule. sometimes they just don't want to go to class because that schedule just isn't working for them in their brain. And it's very important for kids to be able to go to their counselor, get their classes switched, if there is a problem in class, if there is, and that's kind of where I'm saying like our outreach does a really good job. If they see we're failing and the counselor sees that we're failing or we're going down, they bring us in. They tell us
169and they sit us down. What What's going on? What is happening? Is it people in your class? Is it the class? What is it? And that's so important to a lot of students. And I think that's probably why a lot of students are feeling and especially nth grade. I remember nth grade. It's like such a developmental like year. That that year just itself is like it's very new and it's very like it's a very important part of starting high school. And a lot of it is to do with like socially like what's happening around the kids. So I think it's just it's really important that you get the counselors involved and you bring these kids in before you go out and get other resources. You I think you should take a look at the resources
170you have right now. >> Okay. Thank you so much. >> Um I just wanted to say or say a couple things on this one. All right. because um you know I'm I'm not convinced this is the right thing. Like I do appreciate that we kind of that we rad you over the coals for okay here's these crypto kids. What are they going to do next? Right. And so we've put in your guys's you know minds there's an urgency. We got to go. We got to do this. We got to do it. And and it's not that that's not true. Right. However, right, I I'm more concerned about like how does this help in our long term, right? Because this is a really expensive program. You know, there is a one full day for up to
171six hours that he meets with 25 students and then there is I mean we get his books seven onehour in-person follow-ups and that's all he teaches the kids, right? Everything else is online or you know here's this curriculum or whatever. I have no idea whether that those materials are going to be used or not, right? $125,000 just seems like a lot for a six-hour one day and seven one hours for the 12 25 kids. Now I know I get the parentmmies too, right? So but that's only seven onehour sessions too. So if we total up all of the hours is about 20 hours at $125,000. Like that just seems way too high. I would rather invest in an extra, you know, outreach coordinator for the 125 kids because there's another hundred kids that are doing
172the D's and Fs. Maybe we need a focused, you know, outreach coordinator for just those kids, right? Maybe that's a better solution, a more long-term um than than than this this really expensive contract, right? I mean, it's if this was coming in at 25, I would have probably not even thought about it, right? But 125 is is a full-time person. Um, and and I think that that's I want to give you guys some grace. You we're not we're asking you to solve a problem that has been there for 40 years, you know. Um, but I also want to challenge us because like I don't want to just spend the money because because we don't have the money to spend just because, >> you know, it does have to be purposeful. if you could sh this
173ties in and what the outcomes are. How are we going to track that? How are we going to decide on this 25 and how's that going to expand to 125? You know, maybe we could talk about it more. Maybe we could just table this. But but right now on the face of it, like I I think we can do better with that money, you know, >> and just so that um we did think about hiring another person, you know, and um Dr. Gregory Greg will let you know that it takes months to hire people. So that is sometimes a lot. Right now we're in a situation where we will continue to do nothing for these children, right? Let's say we do decide to uh I mean we are working with a group of students, right?
174We do have our students, but we if if we were to show you the data, the kids are not making progress. And if if and if we're okay with that, that's okay. We will still continue to do whatever we can and work with whoever is available to help us support the students. But some that that's why we it was we I knew that this was going to be a difficult um item to possibly approve um because it is very expensive and we know I mean even I had a conversation like when we were going to do it in the summer, let let us do it. I go, okay, let's work it together. Let's do something. But it's just that there's other things that um sometimes interfere with us getting progress happening. But but I I
175accept your direction. >> So to add on to that, I'm curious, this program sounds a lot like intensive intervention. First, how is this program different from intensive intervention? And second, when we after we received our report last time of intensive intervention, it didn't look like it was succeeding. So how will this program be different than intensive intervention or will it just or will we achieve the same results as we did as in intent of intensive intervention? >> Well, the one good thing about the intensive intervention is that the teachers are actually helping the students with the work, right? They're they're um and again it was a late start for numerous reasons. So they didn't really they didn't really start seeing students maybe till late October, early November and having like a face tof face and
176saying we're going to meet with you and we're going to work with you and we're going to help you check your grades. So we had a meeting I can't remember when we met um a couple of weeks ago and then we started to to come up with a plan. Okay, the kids are not coming. Let's go and pick up the students. So we started to go and pick up students and taking them to the teacher so that that they can then help them. The first Friday we did it, we had 14 students that showed up. We started talking about are we doing SSTs? Are SSTs happening? When are they going to happen so that we can come up with a plan? So that would that would still continue because it's a different type of support.
177This part of the support is really working with the parents and the students to be able to build their social emotional uh well-being so that they can learn to have the skills to be able to to thrive. >> The I think though that Oh, sorry. I think though that the goal of the I think that the ultimate goal of this is to try to get their grades up. I think we need to be focusing more attention on their grades and more attention on the outreach instead of contracting out to that. I'm also curious why are we only having ninth graders on this? If we want to increase the the grades more acro, if we want to increase grades more, why don't we have a and more diverse age type of students? >> That's a good
178question. One of the things that we know is that if we don't do anything for to support ninth graders, they're going to end up dropping out if they if we don't do anything right now. Not all of them, you know, not everyone, unfortunately. For me, losing one student is a lot, right? I don't want to have to lose any student to dropping out of school for whatever reason it is. And there are kids that drop out, let's say 9th, 10th, 11th, and 12th for numerous reasons, right? But we don't want that. We want everyone to have the opportunity to be able to have a choice to go to college or go to work, but we want it to be their choice. And then also um my final point right now is what can this program
179do that we cannot do? Because everything that I've heard from your presentation, it sounds like we would be able to reallocate that 125 and use it and use it with our own means instead of having to contract out for like Dr. Sandaval said 20 hours. >> Right. And the people that are out here are um professionals that have worked with many many youths throughout the years. So they have some expertise that some of us may not have. >> Okay, I want to wrap up this discussion. So if there's a couple other comments, that's fine. But let's >> go. >> All right. >> So I appreciate all the comments that were made. Um especially, you know, our trustee Torres, you made some comments about our counselors and their duels and responsibilities. And I believe we're changing
180that on the agenda as to what the responsibilities are for counselors and the roles. And I to me it's a calling for our principles and assistant principles from the high school to work more closely with their staff to um hold them accountable that they're doing their their responsibilities for for our students. I mean we are here for you. Um that's our job. So it would be nice, you know, maybe for our superintendent to, you know, work with their principles and assistant principles to making sure our staff is doing all, you know, their job correctly or where we need to change things um to motivate our students. And in regards to the contract, maybe there's a way where I feel like there is a lot of parent outreach. Um maybe we can have them do presentations
181in the evening or the best time where parents can attain attend. I think it's it's good to get motivational speakers um especially when we've gone to conferences and we hear we hear them you know talk about their books or or give teach parents some new skills. It's you know it's never too late to learn as parent as a grandparent um aunt and just thank you. I mean, I I I get it. You, as you mentioned, it's hard to hire a staff that's going to take months and you want to do something now. So, I mean, whatever we can do as as a as a team right now, um would greatly appreciate it. >> You have my respect for bringing this to the board, especially during this time. Um I first want to clarify that. Um,
182I just want folks to understand that this is just a reaction to the board's um hunger to respond to um the the data that was brought to us regarding December success academy students. So again, Dr. Ramirez, Dr. Gara, Principal Guzman's not here, but this was just a for them responding to the board hunger just to see what can we do dramatically to respond to what's going on with those students. So again, um I understand that this program was targeted to the ninth grade population because of that request. Um right now it just doesn't look like the right time. You know, uh I believe we can request to table this item and revisit it again, but maybe just not with this type of contract mainly because it just that the bill just seems too high right
183now. >> Okay, with that, let's wrap up that this discussion. Um, do I hear a motion? All right. If there is no motion, then the item dies for lack of a motion. All right, we'll move on to item 9 C1, donations. In November, we had a donation from Miners Ace Hardware uh for the high school choir of uh Santa Paul High School choir of $763.30 um Park 1055 donated to Glen City candy for the trunk or treat and to Isbel for the deal Muertos of $100 um for the total. and uh Ronald and Georgia Arisa um uh donated $250 actually that was to the Dia Mertos event. Um the hundred was for the trunk or treat and then a couple in kind um MJJ Transport uh Isbel um gave gave Isbel 900 2inch binders and
184Walter Gonzalez um gave the text department a Lexar printer and we appreciate those donations. Um, item 9 C2. Uh, we do have a public comment and thank you very much for your patience, Mr. Torres. Good evening, board members. First and foremost, it's always a good feeling stepping on this campus. This is my old stomping grounds. Uh, first of all, my name is Carlos Torres. I am the director of business development with the painters and alli trades district council 36. I am here in behalf of Mike Guterres, the general vice president of our union, the International Union of Painters and Allied Trades. Mr. Guterres is currently out of town on business and has asked me to share this message with you. I would like to thank the Santa Paul Unified School District, President Sandoval, the board
185of trustees, and Superintendent Weinstein. I would also like to acknowledge Christina Gonzalez for her leadership and dedication in laying the foundation for this program. Because of this vision and the partnership we established two years ago, we now have approximately 90 students actively enrolled in the introductory course. These students have met consistently with our union team and have began to begun to see where their pathways may lead both within business and construction industry and directly into our register state approved apprenticeship program. regarding the glass replacement project before you this evening. I appreciate the opportunity to provide context. This process began approximately four months ago when when Santa Barbara Glass, Doug Hanning, district leadership and I conducted a job walk to assess the scope of work. Following that visit, Santa Barbara Glass submitted an initial quote. At
186that time and as part of our our responsibility as partners, the cost was reviewed to ensure fairness and accuracy. That review confirmed that the quote was consistent with comparable bids and met expectations for a project of this nature. Since that initial job walk and over the course of the past several months, Mike Guteras and I have worked directly with the contractor and Doug Henning following all requests and direction provided by Doug. This has been a complex process and all concerns raised have been addressed based on the information shared with Mike and the contractor. The contractor we are recommending brings a high level of expertise. In addition to completing the glass installation, he will serve as an educ as an educational resource for the students providing instructional components throughout the scope of the project. This approach
187supports the district's the district's career educational goals by offering real world learning experiences. This project represents more than a than a facility improvement. It is an instructional investment that strengthen students learning while supporting the the functionality and the long-term use of the building. All requested reviews have been completed and the project is ready to to proceed. At this stage of the process, we respectfully request the board's approval of the item this evening so we can continue to move forward and providing the students a high quality learning facility. Thank you. All right, Miss Thompson and Miss Garrett always want to call it doctor. >> Yeah, we're not doing the first interim unless Melissa, you have new skills that I didn't know. >> I thought we were doing that. No, we're doing the windows first. Yeah. >>
188Yeah. I didn't think so. >> Yeah. [laughter] >> No, we're here to um ask for approval for the contract for the windows for the Santa Paula High School 800 wing. The proposal is from Santa Barb Santa Barbara Glass Company and it is for 94,000 $30 >> and we are >> we are paying this with seated funds >> are expiring >> that are that are expiring on um 6:30. So we need to be able I'm sorry 12:31. So we need to be able to spend those funds now or those funds would have to be returned back. >> Well, we certainly don't want to do that. Um any any uh questions or comments? So, couple of questions. Um, so first question. So, the the company that will be providing the service, um, and and I've been on
189record asking this question on of past. Are these local hires? Is this like a local company? >> Santa Barbara Glass. >> Okay. >> Yes. >> Okay. So, but it is a local heart. Um, I'm always interested in making sure that we, you know, kind of keep dollars inhouse when needed. Um, and and local hire is always important for me. Um, that's it for now. >> And normally for a project of this magnitude, I would say more time should be spent on it. But because we'll lose this money, I'm okay with it. If not, on consent, you also have additional items to be encumbered. Um, and I know that you should try to do bids and see what's, you know, get the best out of the three. And additionally, I mean, I kind of Googled the
190prices of windows and it's within average once you do the math. Um, so it's reasonable as it was the comment. So, thank goodness for these grants. Um I just wanted to uh say uh one thing about it. Um and that's that educational piece right because that that is really important. Um you know I am a a strong supporter of our building and trades uh CTE and you know the partnership with the the painters union is is important. You know, that said, I do think we still need a lot of work, right, on, you know, strengthening that partnership and developing that academy. Um, and I would love to see, you know, kind of a a summit, if you will, of where that goes, um, at some point, whether that's a presentation at the board or, you
191know, just a workshop of some sort. um because I want to make sure that that relationship is strong, you know, and because it's this is such an important thing for a large group of our students. Um and so, you know, the the fact that they'll be able to get some experience within this contract is is important to me. So, um there's nothing like the hands-on experience. I mean, that that's the best. So, I mean, kudos to everyone who took part in this. All right. So, if there are no further comments or questions, um I will ask for a vote pre preferential vote. All those in favor? >> I. >> Those opposed and board uh trustees. All those in favor? >> I Oh, was there a motion? Gosh, I keep on jumping that. Let's start over
192again. >> Okay. >> See, I'm just the opposite. I just want to get these done so quick. Right. All right. Let's do this properly again or for once. >> I think Tommy and I motioned. >> Did you guys >> You guys just did it too softly. Okay. >> Uh Trusty Kazama was a you were the first >> and Ftos was the second. Okay. Now let's have a preferential vote again. All those in favor. >> I opposed. >> Trustees. Uh all those in favor say I. I. >> I. Opposed. Eyes have it. motion. Thank you and thank you for your patience. All right. Um, first interim, Miss Toms and the tag team viewer. >> So before you, we have the first interim um budget. This is the major changes that happened from our initial adopted budget
193to the first interim. The thing to remember is when we did that initial adopted budget, we had not yet closed the books. So it was a best guess where we thought we were going to land. So if you remember during when we talked about the unodited actuals, I had severely underestimated the amount of the revenue that was coming in. So on that first bullet, the um unrestricted fund balance rose by 4.1 million because we gang buster uh interest that we didn't I didn't um foresee that will be fixed for this year. So that's the reason why our beginning fund balance rose from adopted. >> Don't go too aggressive. >> I'm sorry. >> I said don't go too aggressive. >> No no no. >> Yeah. We're still we're still conservative but not quite as conservative. So
194the all the other revenues that increased was for the um allocations for the mental health grant. We got some more money there. We got Elo money that's increased. We received a small portion from LRE which is a new allocation that we thought we were done and we got $444,000 extra this year that we got it. And then there's talk about that being ongoing. So we'll see where that lands. um the um SSPD block grant those also have increased. >> Can can I ask >> that was 1.3 million. >> Can I ask one question about the mental health grant? >> Yeah. >> Right. And and why we got that and is that still going away next year? >> It's um it's we're in the third year when we had put it in we had a lower
195number. We kind of had rollover with it but we not project the next two years. We conserve, right? >> We originally had it out. I believe we put half of it in two years. >> And I think this this week they put their new allocations for that grant. It was cut by by 20% of what it was and we were not on that list again. Yeah. Yeah. This just Yeah. This just came out. So it's definitely dead, right? And then the other difference that you're going to see in there is from where we where we thought we were going to land to where we did land is we didn't spend all of our LCAP. So we when you see expenditures going up is because we're allocating that budget to spend that money. Okay. So for
196one 1.58 so and we'll call that out as we go through it. >> Yeah. We have the whole we're going to work on this mic thing so you guys can hear. Um so we're looking at enroll enrollment again. Again we're looking back at adopted that we estimated in May and now where we are for first interim. Uh we were using P2 numbers before we looking at annual now and where we are beginning of the year enrollment. So we have a slight decrease in our enrollment count uh which translates to also a slight decrease in your ADA count and then funded is based on three-year averaging so it doesn't equate exactly to that ADA because of the three years and then um the percentages uh haven't changed much with the enrollment numbers unduplicated had a slight
197decrease but still pretty pretty high for us. Okay, so the first group here is your unrestricted funds, which is mainly your LCFF numbers. So based on the ADA numbers, we had the $169,000 that it went down. uh no federal changes. Uh slight change in your state revenues and the biggest part of that was the home to school transportation revenue went up slightly 73k. Uh local revenue we had an increase in our safety credits. So that was good news. So overall it's 40k less. I mean we're talking.1%ish right there. Um expenditures uh big changes for us. Still not that big overall, but like we said earlier, it's LCAP uh rollover driven in this area. So, uh saved 153,000 on the certificated side, and that really is not replacing um we we put in here the director
198of curriculum, but it's not replacing Dr. Moore in the uh assistant soup position. Um minor changes on classified 46K. And then um employee benefits um it went uh down because I moved the pars cost that we pay for from the uh benefit side over to a 5800 on the professional services side. So it's just a movement. So it's not really a change. It was just a move in those two areas. And then books and services went up significantly because of the LCAP allocations that are redistributed. No change in capital. Uh outgoing minor changes 20,000 more LCAP related stuff. The increase in your indirect is all proportional to the increase um with the other costs above. Uh contributions. Oh, contributions went down 400,000. That's good news. And that's mainly on the sped side. Um they had
199changes between personnel, etc. So that's not us giving um them additional money. So that's a good news. Uh we're still planning on the $3.7 million transfer. Overall $1.2 million change and most of that is purely driven on the LCAP side of the 1.5. So you can see the beginning fund balances went from 10 million we originally planned, we talked about $4 million change. That's what you see there is um those extra funds rolled over from our unodudited actuals and then our ending fund balance basically changes the 2.9 million from those. >> Um I'm just curious here right because I'm trying to read this right. Right. So, it says we have a net increase in the fund balance of 1.2 million. >> Are you talking the ending fund balance? >> The Yeah. No. Uh E. I'm
200looking at E, the net increase or decrease. All right. So, it looks like we were going to be 2.4 million in the hole, but now it's Is that saying it we're 3.7 in the hole? Am I reading that correctly? I just want to make sure. >> No, I'm I'm But I'm looking at E. I'm just trying to understand that line. 4 million to 6 million. >> No. Well, no. uh on on e net increase in fund balance it's a -2.4 four for adopted and now it's a negative 3.7 >> correct? >> Yeah. >> That's because we're we're >> Yeah. Okay. So, okay. I guess what are we what's our deficit? >> Okay. >> We'll we'll get there. >> Okay. All right. All right. I'll wait. Okay. >> So, the next slide over is our restricted
201funds. So, in the the top line there, the LCFF revenues live on the unrestricted side of the house. So, our federal revenue went up 725,000. It's primarily a little bit of a bump and carryover that we're allocating out. Um, in the other state revenue, it's increases in the ELOP, the community schools, the LRE, Prop 28, and CIG grants. There's little bumps there as well as carryover. and the other local revenue for the 215,000 we got again bump there in the MTSS funding and carryover um on working our way down um an increase and prop 28 for the teachers was the reason for the certificated salaries um the ELOP we're we've hired um IAS and outreach coordinators so that's why we're spending a little more money there and again the benefits they come along with when
202we increase salaries, the benefits increase right along with it. Books and supplies, um those were allocations that we increased for the lottery. Um Prop 28 and wellness centers and the services are allocations for the ELOP title one AMI deferred rate deferred maintenance, excuse me, the CYBHI and wellness centers. We went from the 8 million to 10 million. their allocations went allocation sl carryover we went ahead and we budgeted to spend those funds. Um capital outlay that's for the energy resources we budgeted those other go outgo the transfers those have to do with the um since the allocations increased then the indirect costs increase along with them. Again, the contributions were actually went down because the spending um out of sped um in 3310, 3315, and 6,500 all went down. The fund balance um it increased
203from adopted to unodudited actuals. So, we were thinking we were going to have a fund balance of 12 million. It actually ended up at 13. So, our That was the beginning fund balance. And then our ending fund balances, we thought we were going to be at eight. We actually are at 6.7 because we're spending some of those fund balances down. We're allocating some of those um those funds. We're actually going to spend since we got the increases, we're going to spend those down. So overall combined on the next page. So, this is both [clears throat] um both um I'm not I'm sorry, had a brain blip there. It's both of the um restricted and unrestricted combined. I couldn't remember the word unrestricted. Um so, you're when you're looking at this, you can see our revenues
204overall from adopted to first interim have gone up three million. Our expenditures have gone up as well. So, and then we're we are transferring that $3.7 million this year out of fund 401. So, our beginning fund balance it was um at adopted 22 million. It went up to 27 million again because that $4 million was extra that I for the interest. So, our end ending fund balance we thought that we were going to be at at adopted was 15.9 and our first interim how we're looking at our ending fund balance is 17.4. So, we're seeing an increase in our ending fund balance of 1.4 million. So, this is just a graph um with your revenue summary. Um bottom line is 69% of that is based on your LCFF resources. And then you can see the
205other piece is the state and federal numbers. So the big blue piece is that 69% that represents the largest portion of our budget and then on the expenditure side if you take combination of uh blue red couple of the others basically the labor portion of it is 71%. So you've got 69% LCFF driven on the revenue side with 71% um of the labor basically the whole budget and then the other pieces are shown there with uh your materials and professional services etc. Okay, so these were our assumptions that we made for the multi-year. Um, so 2526 at first interim the ADA was 4,185 and then we're projecting outward to a drop to 4,71 and then to 2728 another drop to 4,0. Now our we still have that threeyear look back. are funded on the highest
206of the last three years. So that would put us at 2526. We're going to be funded at 4,322 even though we only really have 4,164. So that's the benefit, but that cliff is shortening because the further we go out, the our three-year rolling average kind of decreases as we're going. So in 2627 we have the advantage of using the 4,248 but as you can see in 2728 that's dropping to 4,163 and as the years go that'll drop to our actuals very soon. The cola going across the board right now it's slight increase over the years these are projected out. Uh stirs is flat at 19.1%. PERS is actually coming down and then bouncing back up again. And our unduplicated percentage, as you can see, this year is 84.98. Um, we're coming down to 84.85. And
207in the the third year out, we're looking at 83.40. Just an FYI on those. We do look at the trends for the last couple years and we try to look at the combination of 88 enrollments uh where we are with the duplicated numbers. So all those pieces are looked at both on a three-year and a 5year model. >> But all the development that's occurring in the city should also impact that. So I'm hoping you guys are also looking at the development impact fees that you're receiving and adding that into the formula. We we are and unfortunately like the last go round eliminary we really didn't get the bounce that we had hoped for. >> So we're trying to be a little conservative on that. >> Yeah. But we do have those apartments at the end
208of uh Telegraph Road that are under construction. >> Right. >> So that's like a different >> Yeah. So So we we are factoring some of that in, but we're being also being conservative about that because I think Yes. >> I think that we were really hopeful and that just didn't come to fruition. But diff doesn't go to operating expenses though, right? >> Development impact fees don't go to operating expenses though. So they don't factor into this budget. >> I'm referring to the ADA. The >> Oh, the ADA. Oh, >> so they do not factor in and the county really doesn't allow us to factor in the that we know X amount of growth is going to happen. It's usually you prove your ADA or enrollment based on a three or fouryear trend. So these numbers
209don't include the um the increase in population based on the the housing. Okay. So there okay the next slide is the multi-year projection. All right. This kind of gets to the nitty-gritty of it. So for 2526, that first section there, we have the unrestricted, we have the restricted, and then we have the combined. So if you look down to the second green bar across the bottom there, there's our ending fund balance. At for unrestricted, we ended up with 10 million 10.6. In the restricted, it was 6.7 for a combined 17.4. Um, so again, we have to have a 3% reserve. So whatever our expenditures were, we have to put away 3% of that. So below the line, see how we said, okay, so that was a 3.4 million. We committed the 7.1 kind of earmarked
210those. Okay, those are for our next year's expenditures. So we in the unrestricted side, we're closing the books with 10.6. So if you look at 2627, how we're ending the year in unrestricted, we're down to 7.9. And if you look at 2728, that $10 million is now down to three million. So we don't take into consideration the restricted budget because those are restricted. And we're spending those down as well. You can see where it drops from 6.7 to 5.1 to 3.381 in the outear. And if you notice how we uh how the the 3% reserve requirement how we made it you know every year and if you look at the committed fund what's left so the three you have your ending fund balance then you have your 3% reserves that we have to keep and
211then whatever is below that line is kind of what you have left. So we had 7.1 million in 2526. 27 26 27 we have four million but in 2728 we only made it by $18,000. So we need to make some adjustments. >> But there was a time when that $18,000 was like like $3, right? >> Yeah, there was a time. Right. So when we can pick up things like during on our actuals that we thought that we were going to spend, you know, we ended up not making those purchases, that just makes that bigger, healthier as we go along. So what are we going to do looking forward? So, we're going to um review and consider new proposed legislation um incorporate new funding like the LRE title two through four is kind of going to
212be an interesting Danny. I don't know if you've Mr. Sandal, I don't know if you've heard of any anything more around the titles other than two through four specifically. We're still not we didn't budget for those layout years because it the >> words they have not funded >> like the the the best we can hope for are continuing resolutions right because uh that keeps funding stable um but right now the house and the white house are proposing a 27% reduction in all title funds. I think that's the assumption we need to prepare for. Um because the Senate is holding it steady, but I it's anybody's guess as to who's going to win. >> So we for two through four we funded we budgeted nothing and for title one we dropped to 20%. >> Yeah. >>
213So that's we budgeted in the out years. >> So good. We're close. Um, we're going to continue to monitor enrollment in ADA. Um, we're going to work in budget meetings to try to clarify and define our structural deficit to try to rightsize and make sure that we're utilizing um, all the different resources to their fullest extent. Um, and again, we're going to monitor the cola and we're going to look forward to the May 26 governor's revised budget to see if we can catch some relief somewhere along the way. And that is the presentation. Anybody have questions? >> Remember not to shoot the messenger? Any questions or comments? >> Can can you explain again just the concept to me about carryover expenses for the LCAP? >> Yeah, we you know we budget for things to happen.
214Um, however, if those funds don't get expended, let's say, you know, we budgeted for, you know, PD and we had put aside all this money to pay for subs that we're going to, you know, to pay for all of that. And if that doesn't come to fruition, then it just rolls over to the next year, right? So, we are >> because and it rolls over because those expenses are still going to happen. They just didn't happen in the year >> that we initially budgeted. So we'll expend those funds first in our LCAP and then we'll expend the current funds. >> So for me just hearing it just so we can just hear it as one number and not not mixed in with all the others. As of right now in our interim budget, what's our
215our um our bottom line deficit? >> That way we know >> line for both restricted and unrestricted. Correct. >> So we have an ending fund balance. So we are we with the 3.7 million coming in our net um decrease in our fund balance is a 6.778 negative. So that's why it's dropping from 22 million. >> No. >> Down to 15 million. >> That was adopted though. the the our our first interim number is >> 9 wrong. >> Yeah. Yeah. Yeah. >> So it is with the 3.7 million in um we were we had spended 9 million. So our big ending fund balance was the next column over 27 million412 and we're ending at 17 million442. So depending on how you count it, right, it's10 million, but that's with a $3.7 million transfer from another account.
216So our true, I would say, operating deficit is $13.7 million. Well, and the only reason that larger decrease in fund balance is not reflecting itself. It we're actually projecting a larger ending fund balance than what you initially adopted is because of that conservative budgeting with things like interest. >> Correct. >> Right. But but >> we expected less revenue, we got more and that more that more unanticipated revenue is offsetting some of these unexpected increases in expenses. >> So if we get Yeah. So if we start getting too aggressive with our revenue projections, >> you'd have less of a buffer for these. But but one question that I have though is if you look at well I mean look at that particular line right you know that we were expecting a 6.7 we're now looking at
217a 10 right >> and that's combin 3 something >> combined and that's also including the 1.5 million that we're spending for >> where's the other 1.5 coming from though. >> Well, that wasn't in the actual adopted because we thought we were going to spend that. >> No, no, no. I know. But so the LCAP explains half of that $3 million. What's the other half? Where's that that's driven from? >> It's all the all the stuff in the restricted. >> Yeah, the restricted is the one that's that looks horrible right now. >> Right. >> Sorry. Go ahead. I have a ton of questions. So whenever you guys are are done, I'm ready to go. But okay, I mean so here's a question um to now that we have understanding that we are $10 million in the
218hole, right? [snorts] I that's from if you look at the multi-year projection the first inter combined is uh 101 million for revenue and next year it's $94 million. All right. So we're projecting to lose $7 million in income. Right. And uh can you explain where that might be coming from primarily or like the difference? >> Um yeah >> a million dollars from the >> mental health. Yeah. >> Half a million title. >> Yep. >> But it's a a lot of small ones as well that we don't always uh project out. I know we get right now like wellness centers we get 150k a year but right now there is no protections for the future. So there's two of So it's a lot of little things you put in4 but we haven't >> may not get
219it >> right >> we got.3 million one we're calling it but there's no future that we all >> there's two numbers that are going to keep me up at night right um the first is on the expenditure line this year we're expected to spend $15 million. Next year, we're projecting to spend $102. What's driving that change? That's a $13 million change. >> We have some um onetime funds that are expiring, so we need to make those expenditures this year before those funds expire. That's a big chunk of it. Is that for personnel or is that for >> a lot of materials? >> Okay, that makes me feel a little better. >> Just a little the majority of that of that decrease. Okay. So, all right. Right. But, but even still, right, we're still projecting a
220$4.4 million deficit next year. >> Right. So is this >> from 10 down to four next year, >> right? But so is that projecting are are there cuts baked in? I know we've done this exercise before, right? So are we like is there a little hidden Yeah, we're going to reduce staff by $4 million and that's how we get this to pencil out because we don't want to go into a qualified budget. >> We are taking into account the parks process that was um discussed earlier. >> I think that's fair, right? But there's no like there's a 4 million that we haven't identified that we're going to cut type of thing in there. Okay. So there's no booby traps in there. Okay. We were pretty concerned. That's I mean that's good right because in years
221past we have done that right which in a way just papers over the extent of the problem like I'm glad that we see the numbers as best as you know conservatively speaking right so you know if we want to I mean and this just kind of goes to the like anything that's coming across our desk this year right we're just adding a log to the fire of that $10 million ion dollar deficit, right? So, you know, and I think that that's important for people to hear. We may have budgeted to spend, you know, the $20 million on, you know, having a good time in Vegas, right? But that doesn't mean we have $20 million to actually spend, right? So, um, but the the thing that worries me about that is the the LCAP carryover. So,
222we don't spend our LCAP allocations, then we have another carryover issue, right? And and I guess we have that all the time, but like that complicates things like it just this just seems like we should be spending out of LCAP as much as possible and zero that out >> with with in the last LCAP meeting with Gina that we were really looking to tell the people that, you know, if these is if this line item is yours, let's make a plan on let's get it done >> because those caps should go for those kiddos for that year. >> Right. >> Okay. >> I think to piggyback Dr. Sandival's first question about the the stark difference between this year and the projection for for next year. The expenditures for the restricted stand out right that that
22345 million under the first interm and the 35 million for for next year. So I I don't think I caught it. Can you just again explain just basically high level what what's driving that $10 million reduction >> that those are the restricted funds that you're looking at, >> right? >> So we um there are funds that are expiring. Some are expiring 1231 of this year. summer expiring 6:30. So those funds will not be available for next year's expenditures. Those funds will be depleted. >> So when you're talking about that, I immediately go to the revenue side, right? And so I'm seeing 278 in the first >> fund balance you're talking. So we've already received those funds. >> Okay. >> We just have to spend them. >> Okay. >> Yeah. >> Okay. So we're going to
224>> they're part of the they're part of the ending fund balance. >> Okay. So they're not it's not a new revenue stream coming in. It's revenue that we've already received and it's sitting in our ending fund balance, but it has an expiry date. >> So what what type of what category of expenditure are we talking about that's going to go away? >> Yeah, pretty much the fours and fives. >> The fours and fives. >> Yeah, we try really hard not to put what's what's the adage? Anything that eats in those in those one time categorical funds. >> And that's that's what I've been told. You don't put things eat in those fonts because they're onetime funds and then you're just having to deal with where >> consultants eat. Come on, you know. >> So, so
225yes, there fours and fives that we need to figure out how to spot. Okay. And then just because I I went there, what's driving the reduction in the revenues for restrictions? The restricted funds >> on the restricted or unrestricted? >> On the restricted because the restricted we're saying under the first interm 278 >> and then we're projecting for next year 218. So that's a $6 million. >> So Part of that is going to be all the titles we didn't we put a zero in four. >> Okay. >> We've reduced title one by 20%. Needs a little bit more aggressive than that. Um >> okay. I think some of a good a healthy percentage I would say is the federal funding sources that have dried up probably $2.5 million just in that 2 million maybe 2
226million >> 2 million right but that's still like a lot of revenue that's still not there but our state state legislators are legislators very fond of onetime money so it's not necessarily surprising that some of that is going Great. Thank you. >> All right. Uh any further comments or questions? All right. Then, uh I need to entertain a motion to um approve the first interim budget report. >> So, so move I uh motion to approve the first interim budget. Do I second? >> Uh, I'll second. And I would like to add, I mean, I know it takes a lot. I know from personal experience, it takes a lot to put this together. I would request just one other data point going forward when we see this. If these updates for the first interm are happening
227around this time of of the fiscal year characteristically, it would be great to muddy the waters a little bit more and put in actuals of where we're at at the point in time. Whatever whatever accounting period we could put, you know, it doesn't have to be obviously AP6, doesn't have to be AP5, even if it's AP3, even if it's just the first quarter. Um, because I think that's a really interesting data point to see. We have this adopted budget now. We're adjusting it based off of what we know to reality. But I would even if it's only a few months in, just given where we're at, I don't think it I think it'd be a good idea just to see the actuals. >> Okay. >> Just to see how we're trending. >> Yeah. >> All
228right. Is there any further discussion? Hearing none, we'll move to a prefer do they vote on Okay. A preferential vote. All those in favor. >> I >> opposed. All right. Trustees, all those in favor say I. >> I. >> Yes. >> Opposed. All right. Motion passes. Thank you. All right. Moving on um to human resources D1 resolution 2526 supplementary retirement plan. >> Good evening. Um tonight I'm bringing for you the um the to present for approval um a resolution offering eligible employees a retirement incentive, the PARS incentive um for if they voluntarily exercise their option to separate from the district. And again, I just want to um just state that the retirement incentive must meet the district's district's fiscal and operational objectives in order for the plan to go into effect. Any comments or questions
229for senators? >> I'll motion if there's none. >> All right. I hear a motion from Trusty Zama. >> Second. >> All right. A second. So, let's move to uh >> Yeah, I guess this is HR technically. >> Yeah. Okay. >> Motion to approve staff recommendation. >> Oh, okay. So, um thanks for that clarification. So, we'll move to a trustee vote. All those in favor say I. >> I >> opposed. All right. Eyes have it. Motion passes. All right. D2 intent and initial proposal for the s from the Santa Paula Federation of Teachers. >> So um this is uh the um intent from the Santa Paul Federation of Teachers for their initial intent an initial proposal for negotiations this year. They are wanting to negotiate article 30 um which is salary and article 31 which is
230benefits and this is an information item. All right. Do we have any questions or comments? All right. Hearing none, we'll move forward. Uh D3 intent and initial proposal to the to the Santa Paula Federation of Teachers. So, as you just stated, this is our um intent and initial proposal to the to the Santa Paula Federation of Teachers, and we are also um wanting to negotiate article 30, which is salary, and article 31, which is benefits. And this is also anformational item. >> So, I do have a question. Um and I'm not sure if it if where it belongs in which article, um but why isn't counseling um in there, or has that something that's already been accomplished? It's already been accomplished through anou which was already signed. >> Okay. Thank you. >> Any further discussion
231or questions? All right. We'll move on to D4, approval of revised certificated job descriptions. Speaking of their counselors positions. Um so tonight I bring uh before you um the job descriptions for the elementary counselor position, the high school counselor position, the mental health counselor position, middle school counselor position, and the alternative education counselor position, as well as the district nurse. And I would like to say that this has been a labor of love between um Dr. Santa Maria, um Amber McFersonson from the union, Todd Mcuarter from the union, and myself with um Dr. Santa Maria and Amber McFerson McFersonson doing the majority of the work. We're very appreciative for that. Um and uh we tried to incorporate um a variet we tried to look at the needs of our district in in the um counseling
232department both social emotionally, academic. We looked at the wellness center requirements. We looked at um intervention requirements and we tried to make sure that within each job description that we widened the gap of what we would want our counselors to be able to provide. Um and we also did include um billing in their in their job descriptions which we know is very important um with separately as we just mentioned a anou between the district and the union on billing. Dr. Salia, did you want to share anything else? Um just to also remind the board too that in around January of 2020, I think 20 earlier this year, um the board approved a revised update from CSBA on guidance counseling and counseling services. So we did incorporate the new board policy into the job descriptions um
233as well as um our current um as well as aligning the job descriptions to our current work with within MTSS or multi-tered system of supports um structure um that we have rolled out um through elementary, middle, and high school. I would like to state that the um the nurse job description had not been updated um since 1975. So it was it was >> a few things have changed since then. Any comments or questions? All right. Uh hearing none, I will entertain a motion. >> So move. >> I'll second. >> All right. a motion to the for the approval of the revised certificated job descriptions as listed in the agenda. So let's move to a trustee vote. All those in favor say I. >> I opposed. All right. Eyes have it. Motion carries. All right. Uh
2349D5 um approval of new certificated job description. So tonight before you uh for approval I have the designated subjects career technical education medical assistant teacher job description and this is a job description that is um a job a position that is going to be um posted for adult education. Now taking into account that we have um our growing CTE program um made I made sure to work with the union and Dr. Ramirez to make sure that we had a solid job description in case we ever decide to um roll it into our our high school program. >> Any comments or questions? >> No, good job on that. >> [clears throat] >> Yeah, the the yeah, the patient care pathway is an exciting one, you know, >> and we want to make sure that we have
235a good um buildup of of bulky and recent and updated job descriptions so that when we decide to create positions, we're ready and it doesn't slow down the process. >> So, it doesn't take months and months >> and years. All right. I appreciate that a lot. Um, anything we can do to uh streamline those th our our hiring processes the better. Um, so do uh if there's no other comments or questions, I'll entertain a motion to approve the new certificated job description for CTE medical assistant. >> I'll make a motion. >> All right, I hear a motion. Do I hear a second? >> I'll second. All right. So, let's move to a trustee vote. All those in favor say I. >> I. I. >> Those opposed. Eyes have it. >> Thank you. >> Motion carries.
236>> All right. Uh 96, establish one new employee benefits technician confidential position. >> Good evening, President. Um Sandoval um members of the board and superintendent Weinstein um district administration is requesting the approval to establish the and fill the position of employee benefits technician. Uh this position is being created in response to a departmental shift in responsibilities. Uh the business office is going to assume um oversight of employee benefits and workers compensation uh which is currently managed under human resources certificated uh department. Um uh I should note also that in that job description uh that I have in there is going to be revised or will be revised with the approval of the personnel commission tomorrow. just slight revisions like it says that it reports to the director of human resources certificated and a couple of
237other slight revisions. Um the total cost is $78,000 in salary and loaded $106,000. Any comments or questions? Yeah, I just have a question. If you can clarify like the difference between that person being under HR or business, why is it better? >> So, you're saying it's going to go under business or HR? >> It's going to go under business. Historically, it was under business and then it shifted over to human resources and the analyst, human resources analyst took over those responsibilities. And quite honestly, it's too much of a job for an analyst to do all the recruiting and testing and administration of certificated um employees and then also do the benefits of workers compensation. It's it's a multi-erson job. >> So once somebody is on board, they're hired HR does what they need to do
238and then they speak to this tech on what benefits they're going to receive. It's not an HR function at that point. Then it's going to be this tech who's going to >> talk to them about what options or anytime there's a question about their benefits. They're going to go to this person, not to somebody in HR. >> Correct. >> And if they have a question of anything related to those benefits, they would go to the CBO. Yeah, it would fall directly under the director of budget and finance and then CBO. >> So everything regarding that would be under C under the business department. >> Okay. >> So I think this was kind of my brainchild some time ago. Um it I again historically it was inclassified uh it was under uh it was under business
239and because then this person handles benefits for certificated and um classified. So then recently was under certificated HR and that's why it was becoming I would call it a cloudy situation. I think you said it best. Too much for one person to handle. And so through many discussions, that's when we asked and I think I asked it as a as a as a board future board item, what can we do? What's the steps to go ahead and get it back into to business? Um, and I do appreciate the the collaboration of of of our executive team to to make it work. Um, because I I believe then it starts there. It's a money issue, right? Um, and then it goes then to both of our HRs. So, uh, do we have someone in mind or
240is this going to be an open? >> We we've already posted it in anticipation of an approval. I'll have to pull it if not, but we're already almost [snorts] testing process. Uh, invited them for the written examination. Soon after that, by mid January, we should have eligibility list. former person still works in the district. So hopefully that person will motivate be motivated to apply. >> All right, any other comments or uh questions? Hearing none, we will move to a trustee vote. All those in favor say I. >> I. >> Yes. >> Opposed. All right. Eyes have it. Motion carries. All right. uh 9D7 established 12 new instructional assistance after school program positions. Here we go. >> Good evening again. Um these positions uh there are 13 instructional assistance aspire um positions, 12 of them at
241the elementary school level and those are 20our positions. And then there will be one 17 and a half hour position per week at Isbel. Um these positions are essential to providing students with a safe engaging environment. Um each instructional assistant provides supervision and academic support during after school hours. Um administration recommends that the board establish these 12 at the elementary school and one at Isbel. All positions are will be funded through uh expanded learning opportunities program. >> I do have one question on that. The Isabel position can't be out of ELOP, right? Because ELOP is K through six, >> right? >> Yeah. [snorts] >> Through ASUS. Okay. All right. Okay, that makes sense. Any comments or discussion? >> What's what's allowing the cap the elop funds to have the capacity to fund these positions? Well,
242due to ELOP, we're able to provide or offer more spots in the after school program. So, for instance, here at Glenn City, we used to only be able to offer a hundred spots because that's how much money we were allocated out of ASUS. Now, we're off able to offer another 100 spots. So we're serving 200 students here um at Glen City because we have ELOP and then we also have a drop in center. So students can come for an hour and not be part of a spot the afterchool program and meet the 15 hours because they can do homework for an hour and it could be any hour as you know we give them we allocate an hour for them. And additionally because we do um with our new structure of how we're working with
243our new uh vendors uh many of them cannot afford the child and molestation liability insurance. So we have to have one of our employees to be with the those vendors. So that then they leaves a group without a a staff member. And also we are striving to really provide a 14 to1 ratio because that's how much they can support also with the our vendors. It's man more manageable and for us to provide them with the support for homework because some of our students require lots of help with homework because they get a lot of homework. So we if we have smaller classes for them then it's manageable and then the students have more success if that makes sense. So, I'm thinking about ELOP as a bucket, right? And it's not that the bucket's getting bigger.
244We're just changing how we spend it. >> Well, I think what we're doing, we're really being mindful of how we're really utilizing that money. So, we want we know that the purpose of expanded learning is to give those students that expanded opportunity to learn. So, we're trying to really utilize that money to better meet the needs of those students. So if you know if they want to just come for enrichment then they can just come for enrichment right? If they want to come for homework help only they can come for homework. So we want to be able to offer those opportunities to students and then because it is expanded learning we're also expanding the type of services. So we pro let's say we recently bought a program called StMath. STMath aligns to our CGI framework
245of thinking. So we are actually having to do that with our students. So we need a staff member to dedicate time to those 14 students as they're working on ST math to deepen their mathematical skills. Before we would just do a different type of enrichment because but because we have Leap Lab and Leap Lab has been phenomenal. Our kids love it. And then we have art and then we have to do our you know we have the culinary uh program but then we also have like photography that our own staff now are doing. So they also need a smaller group so that they can better manage that group of students if that makes sense. >> To to answer your question directly, usually we've been having about at least a million dollars rollover, right? You every
246year. So we this is one of those fund sources that we haven't maxed out yet. We haven't come close to it. So I think we have a still a significant reserve >> of a couple. >> We're getting close. >> We're getting Okay. So I think it would be I think it would be nice to see where we're at with with that. Um so but but we there has been given there >> because Gina I don't know if you can say it now or later but just from Aspire Elop like what percentage of each school is is able to participate because of the funding. >> Oh so many much more like we I mean we still have a wait list here at Glen City but it's because we don't have enough staff. If we had staff,
247we would then open up more spaces, right? Um because right now we're serving 200 students just here, but we have about 20 on a wait list. And but all the other schools don't have a weight list. Like uh Grace still, we were only able to serve 80. Now they have 103. So why are we doing this all the time? Why can't you just have that >> allocated in the budget where if there's a waiting list, we just add instead of having to come to the board if it's alcat money and it's part of the plan. I don't understand why we're coming all the time for additional if it's already >> I think it's because when we establish and because we changed the way we were doing it before because we had Starnova and they they
248didn't need you know they had the the insurance you know but I really do find so much more um I think it's I it feels more uh enriching to work with our community instead of working with outside people. So um I do find lots of value in that but because of that we have to readjust and reshift and then rehire. So moving forward if we should be >> continue doing this approach then we shouldn't be coming back or students waiting correct >> till December to be part of the >> we do have like subs in certain areas because we're trying to do our very best to always serve. Um so we might do like a limited term assignment until we can get a a position established. So that's a way that we work around to
249make sure and and I do have to give kudos to um Sonia and the um HR department because they work so diligently to try to give me those list as soon as they can. So I thank them for that. >> Thank you. >> Um I I do have one other question though about so just to because you mentioned a 14 to1 ratio, right? Is that just for those classes then? Because isn't ELOP um from GA grades 1 through six a 20 to1 ratio? So why would we decrease that? >> Well, the reason that we decreased it to 14 was because our vendors really can work with only 14 student at a time. So in order to do that, we would have to so we would we wouldn't it wouldn't work. Let me just say it.
250So for TK and K, we have to have a 10:1 ratio. And then for first grade and up, it's a 20 to1 ratio, no more. So we decided to do 14 because it helps we can help students better with 14 students instead of 20 students. So think of an instructional assistant who is having to manage 20 students and having to help them with their homework all of the time. So last in the last few years we've always had a 14 to1 because of uh Star Nova and our kids have had more success in completing homework and reading and just implement and with all the different programs that we're putting together for them. >> Any other comments or questions? All right, hearing none. Let's I'll entertain a motion. >> So moved. >> All second. >> All
251right. There's a motion on the floor to establish the 12 uh IAS. All right. Plus the uh at the elementary sites and the additional at Isbel. So let's take a trustee vote. All those in favor say I. I. >> I. Opposed. Eyes have it. Motion passes. All right. Consent calendar. Consent items are considered routine and will be enacted by a single motion. None of the items will be discussed unless a board member requests discussion prior to the vote of the motion to adopt the consent calendar. Do I hear anybody that wants to pull anything? >> Just a quick clarification comment. Um I think under uh trying to find it. Is it classified or certificated coaching stipen? Where where would I find out? My son's on that list. So, I think I need to abstain from
252that. Do I just abstain just from that or the entire consent? Because it's >> We can pull it and vote separately. >> Okay. >> Right. So, that's on the classified. >> It's on the certificated. Okay. So, we'll pull the certificated. We'll vote on that separately. You can recuse yourself for that one. >> Thank you. >> All right. So, do I hear a motion to approve the consent calendar minus the um certificated uh personnel activity report? >> I'll motion. >> All right. I hear first. Do I hear a second? >> I'll second that. >> All right. Any uh discussion? All right. Hearing none, move to a trustee vote. Uh yes, because there is personnel activity. Uh all those in favor say I. >> I. Opposed? Eyes have it. Motion carries. Um 10 uh C1, personnel activity
253report. Do I hear a motion to accept? >> A motion. >> A second. >> All right. Any discussion? Hearing none, we'll move to a trustee vote. All those in favor say I. >> I. >> Opposed and abstensions. One. All right, the motion passes 401. All right, board [clears throat] member comments. Let's start with student trustee Gonzalez. Um, I would like to say um, merry Christmas to everyone. I'd also like to talk about uh, some comments I received from um, the Santa Paula um, CTE chair. Um, I had a good conversation with her today. She was telling me her dismay and confus um more at the district. Um they were trying to get approval for a senior class for their HSA for HSA and they were oddly denied. So she was wondering more she expressed her
254dismay at the decision but she also was wondering more why the what factors ultimately led to this decision. Um, also to hop on the to continue talking about dual enrollment to echo what we the um discussion we had earlier in advanced placement. I just want to say that dual enrollment is an extremely good opportunity for these kids and I do see the high school try to actively advertise it per se. However, dual enrollment still is something that most kids don't even know about. Most kids only hear CP honors, AP, none of them really consider dual enrollment as more of an option. So, I'd say that going forward, as I and to echo what I said earlier, going forward, we need to start putting a lot more emphasis onto dual enrollment and dual enrollment programs. >>
255All right, Trusty Torres, >> no comments or questions. >> Trusty McKay, >> no comments or questions. All right. Um, Trustee uh, Frutos. >> So, long list, but I'll try to be really brief. Uh, I did attend the, uh, AEC um, Sacramento conference December 3rd through 5th. Uh, had a had a good time. I mean, not just about a good time, but just the the opportunity to network with others in in in our field, you know, individuals that are going through something similar than what we are. Um, I know hopefully you'll you'll shout it out, Dr. Santa, but shout out to our Sea Perch uh program and the presentation up in uh Sacramento. You guys knocked it out of the park. Uh Julie, um Hazel, uh Dr. Sandaval, and I always forget the other girl's name.
256>> Uh Sandy Bergman from Kelsey >> Chance. Awesome. Um I attended the parent uh grand opening parent center at uh Isbel School on the 9th. Uh I I just I I I look forward to that. Again, that's the kind of work that that I get excited about working with parents and working with students and and getting them uh informed and uh and and prepped, you know, uh because it it is hard work. I I agree with you, Dr. Ramirez. Uh you haven't met your goals as a student, phone goes away. You know, some TLC goes a long way. As a parent, I know how important that is. So, and as an educator, very important. I attended the pre-engineering graduation ceremony out in uh Oxnard December 9th. Uh Mr. Weinstein, excellent speech. Loved it. I don't
257know if you got my mine that I sent to you. Uh short and sweet and I love it. >> Yes, I did. I got the nice little video you took of it. >> Yeah. And again, it's always an honor to see how many of our students get honored at a at a graduation ceremony like this. we are the majority in the county and it's it it goes to because of the positive relationships that we have built uh in this in this uh education community. So again, excellent. Thank you all the staff for all the hard work that you guys do to get our students prepared, you know, driven out there. Uh and a big shout out to Dr. uh Rammon Flores for spearheading this and really keeping us at the forefront. um all the way
258back attended the Santa Paula Christmas parade. This time I got to attend as a as a audience. Um my dad was the uh grand marshall for the parade and it was a special moment. I got to be there with all my family a uh on the side. Uh usually I'm one way or the other I'm in the parade, but this one was special because I got to see my pops uh um in there being honored for all all of his hard work. Um, and last I I attended a cause uh meeting with student advocates uh just today and I was blown away by the uh level of questions that they had. It just reminds me a lot of our amazing trustees, student trustees that we have here because the level of questions that they bring
259forward and question and I love that. I think that's important to have that perspective of of our our um our students perspective. Um, so, uh, two items I definitely want to see in place. Uh, one, I definitely want to give a shout out to, uh, the negotiations for counseling. I apologize. I didn't catch it. I asked the question and it wasn't I didn't even notice it. My I was so headstrong on something else, so I I missed that. But thank you guys for for uh for for getting that in place. But to go a little bit further, I'd like to see what a counseling chart, mental health chart, outreach chart looks like, like how many there are. It could just be a number thing, not not what they're doing because we're getting excellent information on
260the board updates. I appreciate that, but just how many we are looking at. Okay. I think that's kind of where I'm at. Um, I definitely would like an update maybe in a board uh board update or I I don't I don't care. I'll let I'll let Mr. Weinstein and staff decide. Um, but on our November 12th meeting, we were informed that there was Santa Paul High School intensive intervention team. And just today, I kind of heard a little bit different. So, I want to get an update on that because I want to make sure that uh that that my frustration it's not a frustration. It's it's it's because I know we can do we I know we have the manpower or I we have the intervention and I just want to see it into full
261tuition. I want to see it carried out and flow and you know just because I know our kids deserve that. So, um that's something I'd like to see. But uh with that, thank you all the staff for all your your hard work and uh I mean we do appreciate it and everyone I hope you guys uh have an excellent uh winter break, get some rest, enjoy some eggnog and uh and whatever else you choose to enjoy with it. Thank you. >> Trustee Kazama will work back to you. >> If you have any Sorry, because uh he was indisposed. That's okay. No, that's okay. >> I've got no updates, please. >> All right. Okay. >> Sorry. that. No, that's quite all right. >> Keeping it short. Um, I had a great time again at our Christmas
262parade with my trusty Nathan and Asher. So, we had a good time with Ila as well. Thank you for all the goodies we were able to pass out to our community. Um, we had a good time. Um, and then I know we were split between the football game, so I mean, but the floats were great. We had a lot of the elementary schools and so um it was a great time as always and um just wanted to wish you know everyone a merry Christmas and a happy new year and take a break put your laptops away directors [laughter] just get post it make a to-do list and then don't think about it until work day that really works just write it down and put it away if it can wait and then just as always,
263you know, just appreciate everything you do and the hard work you do for all our students. And I also echo what Trusty FTOS I would love to, you know, get an update on what our intervention team is doing um where the counselors are. I mean, guess I'm I'm asking our principles and our APS and our counselors to work together and and just make this work and hopefully >> I thought I scheduled for January 28th meeting >> the update and a presentation of what additional things are being done >> or will be done. Okay, January 28th. >> Be done. >> And with that, thank you because it's getting late. All right, Trusty Ramos. >> Happy board meeting everyone. Keeping it short and simple. Um, just four things. Exmus or Christmas parade. Um, beautiful, amazing. Had a
264good time with my fellow trustee, Trustiana Royo, Elda, and and the rest of our team. It was great. We got an award. Um, go look at it. Um, CSBA was a great time. U echoing what uh Trusty FTO said, a lot of invitations from other school districts to go visit and see what they're doing. Um, I don't know why. I just don't feel the need to because we're doing pretty great over here and I think we should definitely brag about it um next year. Um the parent resource center again an amazing event. I re I very much enjoy it. I can see the life already coming into that center. So I can't wait to what uh what happens spring semester with that little center. And then the Isma winter concert. Oh my god, it was
265a beautiful concert. I very much enjoyed it. I had a lovely time. Um and so again, I think they're having another concert in spring. So if any other board member wants to attend with me, it'd be a great time to go. >> Okay. Uh yeah, the CSBA conference, um you know, I participate in what's called the delegate assembly before the conference and the main push was closing the achievement gap. It's going to be a one of the key initiatives for the CSBA over the next couple years. Um so looking forward to being engaged in that and seeing how we as a district can participate in that as well. Yeah, the sea purge pro uh program um presentation was it it was great to be able to show what we're doing because we are doing some
266great things. Um I'm hoping that we present on something else next year, right? because I think it is valuable for for us to to do that um both professionally and you know as a a form of advertisement of the good things that we do, right? Um the other thing is is I hope that we can next year maybe um put in an application for what's called a golden bell. That's a recognition of a program that we've been doing for at least two years, right? Um there's it's more um opportunity for us to be recognized for the hard work that you're all doing. So So there's that. Uh I w I'm on the Santa Paul somehow got actually I figured out how I got put on this the Santa Paula branch line trail master plan advisory
267committee that is um about uh reass or putting a bike slash running lane from Ventura all the way to Pyu. Um if you haven't heard about it, you should you should, right? We've had three community meetings. Uh it's would be great for our community, right? To be able to to go out that way. Um either way from on that trail. Uh the K2 Summit, right? Visioning uh with um Ventura College. Um just a shout out to um director uh Garup because she hit it out of the park, right? she collaborated with the interim president um Dr. Luca Lewis in facilitating that discussion and it's the first time I know of where the community college and the district came together with so many people with the right partners um the right collaborators to talk about things
268like systems alignment and you know shared strategic planning. Those are things that we've never had before with the college district and so really looking forward to furthering that partnership um and really pushing them, right? Because we're here and we're ready to go. So, so we'll see what comes um from that. And then finally, because [snorts] I couldn't help but notice it because it was right outside of my uh window today, the drive-thru give giveaway uh at the Santa Paula High School today, right? was very well attended. The >> Yes. >> I [clears throat] I'd like to apologize to people in the community for the traffic jams. Um and also um for those who waited in line, but we didn't have enough giveaways for everybody. Next year, we'll make sure we make that adjustment. >> Yeah.
269The line was from the tennis courts. It wrapped around onto Seventh Street and beyond. Yeah, it was Yeah. But so anyways, but [clears throat] good that we're giving to the community. So, and uh that's it. So, our next agenda or excuse me, our next um >> January 13th >> 14th, January 14th is our next meeting. And so, happy holidays everyone. You know, have a great break and we will adjourn this meeting at 911. Hey. Hey. Hey.
