If we can start off with a roll call, please. >> Miss Sarah Turner, >> present. >> Miss Alvariano, >> present. >> Miss Cindy Lopez, >> present. >> Mr. Jacob Sander, >> present. >> Mr. Neil Patel is not present. >> Okay. Please stand for the pledge of >> allegiance. Ready? Begin. >> I aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Okay. Can I get a motion to approve the agenda? >> Motion to approve. Second. >> All those in favor? >> I. Motion 4 Z. >> Okay. Today in close session items, we have potential
002litigate litigation and the government code section 54956.8 and 54956.9. We have public employee performance evaluation and then conference with labor negotiators the government section 54957.6. Is there any public comments regarding close session items? >> We have no public comments regarding close session items. >> Okay. Can I get a motion to adjurnn to close session, please? >> Motion to adjourn to closed session. Second. >> All those in favor? >> I motion 4. Okay, we'll see everybody after Hey, good afternoon everybody. Welcome back to the Sanadian School District board meeting. Uh we're going to recommen back into open session. During close session, there was nothing that was voted on, so nothing to report out. Uh move on to approval of consent agenda. Can I get a motion to approve items 5.1 to 5.4? >> Motion to approve.
003>> Second. >> All those in favor? >> I. Motion 40. >> Cool. Okay. So, now we're gonna move on to the school district spotlight. New Republic Elementary School. >> Yay. >> Good evening. You guys hear me? Okay. Is that working? Okay. Um, good. >> So excited. Okay, I'm so excited that you're here. My name is Heather Bumgardner and I have the honor and privilege of being the principal here at New Republic. And in the back, we can wave at my amazing assistant principal, Mrs. Tanya Vosler. Um, and I love these board spotlights because this is really the opportunity for my kids to have a voice and to talk about all the things that they love about New Republic. So, we actually built this presentation. We did a focus group with one group of students and
004then we pulled another group of students, our fifth graders, um because this is going to be their last year here at New Republic. Um and they developed what they wanted to talk about from those main ideas. We did some thinking maps. We did some writing process. It was very nice. Um, and so I'm very excited to announce or to invite my fifth graders to come up and then we will go through and talk about all the amazing things that are happening at New Republic. Come on up, fifth graders. >> Yay. It looks like I am missing a couple, so I may interject. So, you may hear some of the things that they talked about, but um, I'll be using their words, not mine. Okay. All right. You ready? Who's first? Probably me. Okay. So, I
005hope everybody knows great things are happening here at New Republic. Is this me? Yeah. Okay. So, one of the amazing things that we do is that we're always looking for opportunities for our students to have things to do at recess because we know that unstructured time can be very um overwhelming. So, one of the things that we would love to to highlight is that this is our calm corner for our third through I'm sorry, our fourth and fifth graders. Um, so at lunch recess, they have the opportunity to go visit our amazing counselor, Miss Hakobo, where they can just have a quieter a quieter lunch recess. We have lots of options on the playground, but not everybody wants to do those options on the playground. So, we opened up our fourth and fifth grade calm
006corner several years ago and we're very excited because this year we opened up first through third grade. So, we have been partnering with our Harmony at home counselors, our amazing Mr. Freud, our Six and Stones counselor, and our Mr. Mario, who's our bullying prevention coach, and they have been working on creating a space for our first through third graders to visit during lunch recess. So, there's an option for those who don't necessarily want to participate in a game or maybe just want to have a connection with a trusted adult. You ready? No. You want to put it down here? You got it. At Playworks, we play lots of fun games like four square, roambo, relay, and many more. Every student at New Republic has a chance to play all of these games. >> Families could
007go Families could go to family math night to play fun math games. The math games that we do at family math night go to our math RTI group. Math RTI helps us build our education on math with which will help us later on in sixth, seventh, and eighth grade. Junior coaches help first, second, and third grade learn how to play our playworks games. the right the way the right way they are supposed to be played. We help them learn games that some people don't know how to play like four square wall and flag tag. >> That's me. Okay. Um so one of the ways not only do we have the junior coaches as a leadership opportunity um we also have our fourth and fifth grade students who will go into our kinder our kindergarten through
008I think they go TK too TK through first grade and they go in and help in the afternoon and so they will not only support our littlest learners but they're also going in um this is a great example of some of our mentors who are supporting in one of our special day classes and helping the students use manipulatives during their math block. Okay. Um, if you didn't see our amazing poster that's outside, uh, we were very fortunate that we had a group of staff members who wanted to apply for a grant to, um, be awarded the rights to put on a Disney play, and we did. So for the past 4 and a half months for three hours a week, we've had about 35 to 40 students who have been practicing for our 101 Dalmatians
009play. Today they had their first run and they showed all of our TK through second students this play. Um and so these are some highlights. We are having a family night if you want to come see on Friday. Um we're really excited. We are in a three-year commitment. So, we have at least two more years of doing this play and it'll be a different type of Disney play. >> So cute. >> So, as this is some great ones. Um, and these are our third through uh third through fifth graders and that we were able to do these practices on Wednesdays and Thursdays after school and we worked with ELOP on how to make that happen. Is this you Adonis? Okay. At school in the mornings, kids go to the office to uh to remind the
010rest of the students to be safe, respectful, and responsible. With these reminders, it helps students feel safe and do safe things, be respectful, and be responsible. >> At PBIS events, we do fun stuff like a glow dance, win a donut, and many more. To go to these PBIS events, you need a certain amount of Patriot coupons. You earn Patrick coupons by cleaning up trash and turning in your homework. And there's many more. You can get the PBIS events by cleaning the school, doing homework, helping in the cafeteria, raising your hands, raising your hands in class to get coupons, and putting them in the raffle to get hot chocolate popsicles, BFF bracelets, and more. PBIS events can be so much fun for kids in schools. That's >> I kind of forgot. On spirit on spirit days
011we dress up as many things. These spirit days include Crayola day, pajama day, pink shirt day, and many more. Spirit days are amazing because usually we do celebrate to celebrate stuff like the hundth day of school, read across America week, and so much more. I also just want to say for spirit days that we've also been able to cut um our absences during spirit day. So we use them very intentionally to improve our attendance. The way our school implements sports in us helps us become more disciplined and keeps us healthier. The sports our school offers us helps us have uh helps us improve our our sportsmanship. I just want to say thank you to my amazing fifth graders. They did a wonderful job. And it's activities like this that we do um because it's what's
012makes it so much fun for our kids to have such an amazing learning experience. And so we're always looking for ways to make their school experience better. >> Great. Thank you. Do you guys >> My name is Henry Roland. And in the audience out there, there's uh my mom, Mrs. Roland, my dad, my grandma, and my brother. >> Hi, my name is Alonist Dreco and my mom is over there. My name is Malachi Londaso and my mom's over there. >> And my name is Camila and my mom's over there. >> And then my mom is also over there. >> You guys all did an amazing job and it's so amazing that you guys No, you're very welcome. you know, and just way to step up and also kind of adjust. As you're doing your presentation,
013you guys took a step back, calm, readjusted, and that's kind of how life is sometimes, right? You have to stop, kind of readjust, and kind of So, thank you for being leaders in your school and for stepping up. And it's amazing that the things that happen at the school. So, thank you. I don't know if any of the board members want to share any thoughts. >> Just amazing job, guys. And also, thank you to all of the families and all the support that you give to your students. I have a lot of adjectives for you guys. So, I found you guys amazing, confident, courageous, awesome. Um, it takes a lot to be up in public speaking, but you guys did an absolute great job and your leadership shows. And as you go into the different
014grade levels, you will be really shining out there. And um thank you to your parents that were here for you. And uh parents, thank you very much for supporting your kids. It is awesome to know that, you know, we have you and the kids to really um be supportive and be right behind them and understand them and hopefully you they're going to come a long ways. Thank you. >> Yeah. And just what everybody said, you know, you guys are amazing. It takes a lot of courage to stand up there and present to a whole group of adults and audience. So, congratulations on that. But personally, as a trustee, this is my favorite. Being able to see what our schools to our different school sites are doing and like you guys come up here and do
015an amazing job, very vocal, very respectful, super proud of you. And again, parents, it's a team effort. I have always said it, you know, being involved. So, thank you guys for taking the time to be here and um supporting your kids. >> Oh, and I and I want to go to your bandulse party. >> I do want to be there. >> Exactly. >> Can we take a quick picture? >> Yeah. And if the parents want to come forward as While while everybody's sitting down, I just want to say a special thank you to the New Republic team because as I'm watching this, I I just want to call out the great work that's being done, especially around our Playworks implementation. So, if you know that was an initiative we started a couple years ago and
016um there's not a day that I don't come onto this campus that I don't see students highly engaged and the adults engaged with kiddos in that activity. So, thank you. Thank you for making that work. >> And we can wait a couple minutes if there's any parents. I know you guys have stuff afterwards. If you want to stay for the board meeting, great. You can stay. And if not, and if you guys want to sneak out, we'll give a couple minutes in case anybody wants to take that moment. It's okay. Yeah. Yeah. >> Thank you. >> Yeah. Thank you. >> Okay. We're going to move on to uh reports and correspondence. Uh any comments from SRTA? >> No. >> Okay. Uh CSCA, >> no comments. >> Okay. We're going to start off with the superintendent's
017cabinet. >> Okay. And that will be me first. >> Um, and I am very pleased to be able to introduce Miss Diane Gailing and her students who are here to share some exciting updates about the music program at Gavlan View. There you go. >> Good evening and happy music in our schools month. So, you remember last year I was sending out questions every day, you know, trying to quiz you and see what you knew about music. Well, this year we're celebrating music in our schools for March in a different way. I have two sets of students that we should all be very proud of to introduce to you. As you know, we have honor band, the central coast section, honor band, honor orchestra, and honor choir. And most of those students are here. Unfortunately, some
018of them could not make it tonight. But I'd like to introduce them introduce them to you. And some of them have been in their in their group one year, two years, and unfortunately, one of the students who couldn't make it tonight has been in all three years, but I will introduce them all the same. So, starting with the instrumental kids, as you see, the one-year student, um, Jesus Hernandez, please stand. I'm going to introduce when I introduce you guys to stand. and he's made it this year on tuba. Two-year students, Diego Scorsia from John Gutierrez Middle School, no less. He's had the independent motivation to work hard on this and he has been able um being able to do you know audition and everything else and it's been great for that. And then other two-year
019students and he plays euphonium. And then other two-year students in instrumental are Isaac Santos Magna on violin and Juan Hernandez Jimenez on viola. So good job. Thank you. And have a seat. And in vocal first year, it's been Millie Davara back there. Soprano. Thank you, Millie. And the other um vocalist we had Kiana Teros who was an eighth grader. This will be her second year. Uh Nazarana Perez Perez. Okay. Was her first year. I know Allison, but who else? Who else am I missing? No, she and Allison Cruz, who for three years has made it as a vocalist, and she's looking forward to doing it as well. These kids seem surprised when I say you can do this in high school as well. They're like, "We can?" Yeah. So, they're all looking forward to that.
020So, we had obviously a successful honor honor uh not honor group of the year. Yeah, you want to call it that. Um but they these kids, I mean, they're amazing. Um just totally amazing. We have a great set from last year going into this year. And trust me, these eighth graders, especially the eighth grade choir students, I am going to thoroughly miss. Um, and I'll explain why in a second. So, we had another event happen. Now, I don't know how many Well, Elmo, I know you you've been around as long as I have. The last time, it's called the solo ensemble f solo and ensemble festival. The last time Gavlin View participated, and the reason I say Gavlin View because John Gutierrez Middle School didn't even exist. I had to call up Carol and we
021figured out that the last student that I had perform was when she was secretary over at Gavlin View. We figured it's been about 23 years ago the last time we did this. And in fact, if any of you know who Melody Sichler is, who is now a teacher over at John Gutierre's Middle School, it was her brother that was my last student in the solo and ensemble festival. So, so yeah, when I tell the kids I'm older than the dinosaurs, I truly am older than the dinosaurs. But anyway, um we had a bunch of kids since we're not we didn't go to large group festival this year. I said this was another option and bam, all these kids came out the book said, "We want to do this. We want to do this." Like, "Let's
022do it." And I got to tell you, parents, you got some amazing students. And we just have some amazing music students in our district. So, let's see who should I start with first. Um, oh your point. Well, that mean gets you. So, in the, we'll start with the instrumental again. So, in the instrumental, you get when you do this, you get rated. You get poor, fair, good, excellent, superior. If you get a superior rating that allows you the option or the opportunity to actually participate at all state and this year um I used more for experiences we haven't done it in a few years so but let's go on instrumental so we had an instrumental quartet and these kids all made up their in you know their quartets their groups themselves so I didn't have
023anything to do with it so we had an instrumental quartet this was made up of tuba, euphonium, viola, violin. Gentlemen, will you please stand up? We have again Juan on the viola, um Isaac on the violin, Jesus on the tuba, and Diego on the euphonium. They they came away with an excellent rating. Thank you, gentlemen. Have a seat. Then we had an instrumental trio. It was made up of Diego, Isaac, and Juan. However, they changed instruments. Gentlemen, stand up, please. Juan this time played trombone. Isaac played clarinet. Diego played uh the euphonium. Kept the baseline down. They came away with an excellent rating. Thank you, gentlemen. Um I we have one half of a duo here. Um, and I'm going to ask him to stand up. And Derek Bustio, he plays alto saxophone and he
024was in a duet with Jose Zavala and does play trumpet. They also came back with an excellent rating. Now, the one last instrumental I have, I'm going to hold off on him. Um, so we're going to go to vocal. And there's a reason. There's always a reason for everything I do. Okay. And so now, um, I'm going to ask Kiana Mendoza and Skyler Sacro to please stand. They did a duet, a vocal duet, and I was amazed that they came forward and they did they did it so well. They also received an excellent rating. And um too bad we only have two fifths of a quintet, a vocal quintet. They came to me and asked if they could sing the song called The Ballot of Jane Doe. Um I'll you guys got to look it
025up. The music sticks with you. Once you hear it, it sticks with you. And they got it together. They split the parts among themselves and everything. Um, so I'm going to introduce the two that are here and then I will tell you who the other three are. So Millie Deavaro, please stand. And Evelyn Flores, please stand. And the other three people are Allison Cruz, um, Nazar Nazarana Perez and Kiana Teros. And as a quintet, they also received an excellent rating. Now, the ones that really surprised me and yet didn't surprise me. One stop. Um, so we did have three superiors and for a first time back, I was surprised, impressed, and very proud of my kids. So in the instrumental, Diego Escorsia on the euphonium played a piece called Two Spanish Dances which included a
026cadenza and he received a superior rating. Diego, please stay in the vocal category. I'm going to introduce her next since she's not here. Um Allison Cruz sang a v a song a vocal vocal song um in Italian and came back again with anal with a superior rating. And last but not least, we have Millie de Lavar there. She sang a song in Latin and came back with a superior rating. Thank you, Millie. So, and I you got to be proud of them. You have to be really proud of them for what they've accomplished. And then I say what's coming up is, you know, tomorrow we're going to go to Ranch One High School to play. They're going to actually get experience of playing in or singing with the groups up there. It was like being
027up high school. Fifth graders, we got them coming up and then of course we have the spring concert. But after 23 years of not playing or singing participating, I had to bring these kids to you because they are a special group of kids and I'm definitely going to miss them when they come up to high school. So, thank you. >> No, thank you for sharing that. It's it's super amazing and awesome and thank you the great work. And uh would two of you mind sharing um I guess your experience at the competition? No, no takers. Or maybe why you you enjoying you enjoy any part of it. Yeah. Very cool. Would anybody else like to share? >> Uh I per Okay. >> Certainly had an enjoyment with like the honor ensemble. It's like some big
028experience. You get to meet new people. It's just like something new you could experience. you get to play with people with uh the same level as you or sometimes even higher. Uh and then for solo and ensemble, it was like just a new experience too. Although we went to our music festival last year, it feels different cuz it's just like for example our quartet, it was just four of us. So it just like it's just our parts are all like very more exposed. So in a way it's just like a huge new experience. Yeah, thank you for sharing and for representing your schools. I mean, what you guys takes a lot of discipline, a lot of talent, so it's amazing. I do commend all of you guys and thank you to the parents that support
029their efforts because I know it's a lot of sacrifice to the practicing and and you know, to really fine-tuning your skills. So, keep up the great work. Anybody from the board would like to share any words? Thank you for for your commitment to music and all the instruments. It's just showing that you're growing and I love to go see your concerts. I like to see the progression from from when you're in sixth grade, seventh, and eighth and how you progressed. And Mrs. Gayen Gaye, I just want to thank you for recognizing these children. They are amazing. An amazing group of kids. And I'll tell you, when I went to go see the last concert, I loved everything about what you did out there to perform, but I especially liked the jazz. That was one of
030the highlights of my evening. It was like a big treat. So, every time I go see you, it's always a big treat for me. So, keep up the good work and I I can't say any more other than you guys are amazing. Amazing. >> Yes. Amazing. Talented. And you know what it I you guys have superpowers. I think anybody that could play an instrument has a superpower because I know when I was in middle school for many reasons I wasn't able to do um the music class but Miss Gayen was there and so amazing teacher right but it not only is it that you guys put the effort but you guys want it to push my daughter to do it and she didn't want to right so you guys should be super proud and um
031parents as well for taking the time. It it it's a group effort, but Miss Gayen, I wanted to say you have amazing group of students, but you're an amazing teacher. You've been here for a long time. You I mean, put all your heart in this. And so, that is something that I also want to make sure that you recognize on yourself. That's something that you do. You have done. I have that memory since I was in middle school. So, thank you for what you do for our district. Can we take a quick picture? Yeah, let's see a quick picture up in the front with the parent if your parents are here as well. Yes. Okay, we'll give everybody a couple minutes in case you guys want to step out. Um, we totally understand. Yeah. Can
032you believe it's been here? Good night. Thank you. >> Okay, we'll continue with the superintendent's cabinet. >> Um Debbie, did you have anything? Our acting CBO. Um I don't have anything but later on this evening um the superintendent will be presenting the second interim for 2526. Thank you. >> And uh Kisha Kerpole, director of technology and innovation. >> I don't have anything to report but I also have the request for our e- funding coming up. >> Yeah. >> Dr. Summer Prather Smith. >> Of course. Um I have a presentation I want to share with you, but I just also want to announce that um this upcoming week we are going to have um 15 students from each of our school sites at three different locations getting trained by uh to be safe school ambassadors which
033we will implement next year. So we received a grant uh for the training which is about $12,000 per site. Um, and so we have a trainer who will be coming in working with our assistant principles who will lead that initiative along with 15 identified current third and fourth graders at the elementary. So they'll be fourth and fifth for next year and current sixth and seventh at the middle school who will be our seventh and eighth for next year. And these students will um work as exactly what it says, safe schools ambassadors working on conflict resolution, supporting peers, um looking for safety hazards within our campus to identify the school as well. So we're really excited to bring add that to our safe school campuses. Um we will be New Republic it will be hosting um
034La Hoya and New Republic here Sanorita Mckennon at Sanorita and then John Gutierrez and GV at John Gutierrez. So um all week next week and then um as you know I would came to you at our last board meeting for our um destination Imagination um in Fresno. We had an amazing fabulous weekend. So, I'm going to share that as well as we had the migrant education speech and debate tournament this weekend as well. So, I'll share and then I'll fill in a little bit more. Thank you. See, we've taking winners from both categories. So, in our destination Imagination, our team scored second and third place, and all first, second, and third place winners go to the state competition, which is April 11th. So, we'll be back in Fresno for our state competition as well. And
035then in speech and debate, um our team, which was a combo team, took second place. Unfortunately, they won't be going to the state tournament, but we're so proud of them um coming together and getting that work done. In our destination, imagination, I also just want to say a special thank you to Fresno State University who rolled out the red carpet for our kiddos. Um the college assistance migrant program, which unfortunately is ending on June 30th, um were able to give us a campus tour. They provided the kids with swag. Um we got to eat at Panda Express in the um student union. And then we did a special tour of the engineering department where um one of our favorite parts was learning about the pressure of concrete and then tools that fracture it at different
036levels. But um the kids were really able to see that engineering is not just one thing, but it covers many, many realms. And so, thank you to Fresno. Um we're looking at going to Merced on our way to the tournament this next time. So, I can't take kids somewhere without a college tour. Um so, uh right now our teams are getting ready. They're meeting every day at lunch plus after school. A big component of destination imagination is not just the engineering part. They did the technical design, but they have to create a story that goes with that. There's a theme. So, this theme was game show. Um, so we were really excited that as we get ready for state, our artist Inc. actors are coming in to coach our students around that piece and help
037them improve their storytelling because they get to use the same project, the same theme into the state tournament. So, um, we'll be back there April 10th, 11th, and 12th, and then we'll be presenting to you on how that goes. So, thank you for giving our students this opportunity. It was a really meaningful experience for all of us. >> Awesome. Thank you for the video to look kind of see their experience and stuff. >> We're going to move on to the board and the superintendent. Uh start off with Miss Artoner. >> Nothing to report. Thank you. >> Mission. So on Friday, March the 6th, I read an in a first grade classroom at New Republic for Read Across America. And um I was in a classroom where the kids were very well behaved. And um as
038I read a long, it was a long story called Dr. Zeus Pajama Day. And it was fun to see all those kids in pajamas. And um so on March 6, the same day, I also attended the New Republic Awards assembly for the first, second, and third graders. I didn't get a chance to go to the fourth, fifth, and sixth, but at least I made it to this one. And um I I guess I didn't know what the time was, so I wasn't there on time. And um so they were presented with perfect attendance and character counts awards and um to the stu students and there were very many parents there supporting their kids. Um and then on the same day I was a it was a great honor to have been a part of our
039classified person of the year and also our teacher of the year. And um so um our chief HR officer Claudia, she gave each an orchid to each one of our um nominees. And she also had a little kind of like a little biography, I guess you would say, of how they their what they bring to New Republic. Well, not to New Republic, but to this district. And um and then I handed out their um certificate and Melissa handed out the tickets for their um dinner that we will be having I think soon. Maybe >> um it's in May um at the embassy. And >> so that was a great honor. It was it's always I did this last year. I did it again and it was it was it was just nice to see how
040surprised these teachers and classified was. Um tomorrow I'll be in attending the the play here and also a curriculum council is coming up and I will be back to report how that went too. So that's it. >> Thank you for staying engaged and for showing up. appreciate that, Miss. >> I don't have anything to report, but I just wanted to say thank you. You're >> you're retired, but you're so always so involved. So, thank you for always being able to go out to these events that were obviously not able to attend and representing us. I really appreciate your time. >> And that's what I like is representing all of us from the board. So, you're welcome. Thank you. >> I don't have anything to report. Just want to say I always appreciate uh when we
041do the mobile because we kind of uh especially the school spotlights. It's good to see it on their own campus and kind of able to kind of see the schools and stuff. So I appreciate that. Uh Dr. Alderman, >> I have the um second interim report coming up. So um just to be brief, I I want to thank everybody's hard work um getting us ready for the upcoming testing season when we get back from spring break. I know our EL specialists across the district and our academic coaches and teachers are hard at work right now finishing up our ELPAC testing so that our students can have a little bit of a breather if they're headed into taking their their CAST test when they get back from spring break. And so I know a lot of
042behind the scenes um goes on in order to get ready for that, including with our IT department over there, making sure that all the Chromebooks are up and ready and running and are running the right operating system needed for those tests to go smoothly. So I really appreciate all the work that heads into that and it's work that people don't see, but um it wouldn't it wouldn't work without all of that. So thanks. >> Yeah, thank you for reminding. I do want to thank the IT department because when we have the mobile clean center, this is a lot of work for you guys. So, we appreciate that a lot. So, thank you. Um, do you have any public comments regarding non-aggenda items or agenda items? >> We do not. >> Okay. Uh, 9.1 is anformational
043discussion item, public hearing regarding the sunshine proposal from Santaita teachers association, SRTA to SRUSDA for 2026 2027 bargaining negotiations. So, I'm going to open the hearing. >> Thank you. at uh 6:49. >> Thank you. And um this letter was shared as SRTA's um comment to the board at the last meeting. Um they are requesting to open the following articles. Article 4, workday and article 13, professional learning. Um for these, they want to review and revise articles to clarify areas that are unclear as well as um improve some of the things that are already in place. And then they also want to bargain article eight health and welfare benefits. Um and they said they are hopeful that we can work collaboratively to find a solution that will work for all bargaining members. >> Thank you. Um
044and I do appreciate the relationship that uh we have with SRTA. So thank you for submitting those articles. Um is there any other questions or comments from the board? Okay. Okay. Okay, at 650 we're going to close the public hearing and 9.2 uh open public hearing at 650 for the cension proposal from Santaita Union School District to Santaorita teachers association. >> Thank you. Um the district in return um is sunshining article 19. No, I need to read these Roman numerals. What is that one? 14. >> 14. That looks like it might be 14. Procedures for evaluation. Um, and the appendices that go along with that. Yeah, I think it's 19. Um, for evaluation, as a district, we have realized that school social workers don't have an evaluation form that matches their particular set of standards.
045And so that is the main um interest that we have in making sure that our evaluation forms act are currently reflecting the positions in our district. Uh any question or comments from the board? Okay. At this time I'll close public hearing at 651. Moving on to item 10.1 is approval of second interim report for the 202526 school year. Thank you. Um, so just to give a a quick update, uh, the second interim budget report, uh, it reflects the most current financial information available, any updates about assumptions from the governor's budget proposal, um, current ADA projections, update, any updates that we've received this spring for revenue and expenditure estimates. It's ultimately a checkpoint um, in the fiscal year. uh and it's an update for the board and our community on where the district stands financially and
046to confirm that we're remaining on track to meet our fiscal obligations in this year as well as in our multi-year projection. So, just to get us started really quickly on the next one um is our budget assumptions from the governor's budget. And so these assumptions, they look at um state cola, what that cola looks like for us, contributions for STARS and PERS, current enrollment, ADA trends. Um and so they're projections and they guide our planning and of course those evolve as the state budget process moves forward as we head into the May revision and the final state budget when that's passed down to um county offices and LEAs. Real quick on the next one is our graph showing um here's our student enrollment snapshot um for the last uh few years. Again um what we're
047seeing is um sort of our decline is slowing and hopefully we'll start seeing that level out. Um you may remember that we had quite the bumper year uh for TK enrollment and so we're not sure if this is like a bubble cohort or if that'll continue. So last year our TK enrollment was 93 and then this year it was 162. Um so quite a jump and we're hoping that that continues as we move forward and then that's where we'll see that slow in the in the declining enrollment. Just some um highlights uh just several positive things reflected in our second interim. Our revenue picture improved since the first interim, including some positive adjustments in LCFF, federal, state, local funding. So, you'll see those on future slides. And then, because of those updates and those expenditure,
048um we're able to take steps this year um to ensure that we're on track to clear the projected deficit for our current year. Um and then being very intentional about planning ahead. And so where we see one-time funds that are going to be ending this summer, particularly learning recovery funding, we're already now identifying how those ongoing costs can transition in the coming years. Um or which programs we need to minimize with our outside contracts and those pieces. Um overall it's uh reflecting fiscal improvement in the current year and then our proactive planning for the years ahead. So, for the next one, of course, challenges. Um, several ongoing challenges and we're monitoring those like many districts experiencing that declining enrollment, keeping an eye on that. Um, rising costs for special education, inflation, uh, benefits obligations, all
049of those pieces. And then, um, planning for that expiration of other one-time funds, grants, things like that that we've used to help supplement our district programs. Um the multi-year projection is intentionally conservative as you know that's how we like to operate. Um we we never hinge our plans and hopes on additional one-time funds. We count those when the when it arrives. So um we want to highlight any structural gaps early so that we can keep addressing them as we go and nothing is a surprise for us. Um all right. So we'll get into our different funds. uh the general fund um and this is our primary operating fund and uh includes the majority of our revenue and expenditures here. So, since the first interim report, this is where you'll see some positive adjustments in several
050revenue areas, including some additional LCFF funding that um came to us. And that's tied to our ADA projections and then some increases in federal, state, and local revenues as well that came in for the second half of the year. And so with careful monitoring of those expenditures, that helps strengthen our financial position for the current year, making sure that we're able to um keep our current programs going while we're looking at where we can trim to make sure that we're not deficit spending in the future years. We'll go to the next one. All right. So, some components of our unrestricted ending fund balance. So, um, while these say, uh, that unrestricted, these are funds that then are designated for a particular use, they're committed by board action or by state mandate, like our LCAP. Any
051prior year LCAP money is now obligated to be put back in the LCAP. So, essentially, it shows up in an unrestricted ending fund balance, but must be earmarked moving forward. We have our board designated additional reserve of 17%. So that makes up that difference making sure that we keep that going. Um and that's important to in case we end up with any cash deferrals coming from the state, we're able to uh meet our obligations for all of our operations and our staff. And um then we have of course we need to make those contributions for our operating expenses, inflation assumptions and increasing costs for special education. And I want to note we've added our lottery balance here. So that's very specific to be used for adopted textbook adoptions. And I wanted to recognize it here
052this time because we've purposely when we had um a lull in the state action moving us towards approved adoption and those uh departmental or departmental but um subject area um processes for like math ELA and those things we got off of the normal timeline with COVID and so allowing that to build up knowing that we're headed into a math adoption followed uh right behind with an ELA adoption for our whole district and that um that money will be used for those. That's what it's for. And so we we allowed that to build up because those adoptions can cost hundreds of thousands of dollars at a time. Um but they last for a few years if we're able to do that. So being able to earmark that money now and know it's there so that we're
053able to do those adoptions and get everybody all the materials that they need when we do that. It's really important. So I just wanted to recognize that for everybody here. Um and then our required 3% reserve for economic uncertainties and then of course our 2,000 for just that revolving cash that we usually have on hand. Next one. All right. Multi-year projections. So this is our uh at this point in time financial outlook for our current year and the two subsequent um fiscal years. So our current uh year projection has improved. We continue to monitor those future uh years as those one-time funds expire and then of course projected ongoing costs increase. Um much of that uh previously projected deficit reflects that um upcoming expiration of learning recovery grant approximately two million. And we've identified where
054those ongoing costs currently supported by those funds can trans transition to the future years if they're ongoing actions and identified contracts with outside agencies that we will intend to trim or eliminate as those associated one-time funds are no longer available. Should any new one-time funds come available, we would of course leverage those for providing those additional supports and programming at at a level that we're able to sustain while that money is available to us. Um, and this projection helps guide us in prioritizing those ongoing commitments and focusing our resources first on those essential programs and services offered in the district. uh fundo 8 ASB uh generated for through our uh fundraising efforts at our sites. These are managed at the site level and they support student activities and programs. Our schools make sure to share
055out the fund fundraising campaign results to their families in their newsletter. And as you can see midy year, these funds are being used in the current year to support activities and incentives. Um and and it's to keep those funds going. And so all of our school sites have made a greater effort this year to make sure that when those fundraising results come in, they're sharing that out with their community as well as the activities that are being funded by those things. That's why we're all buying popcorn and candy and and uh wrapping paper. Um and then when we go to our fund 13 cafeteria fund, this of course is our nutrition services program. This one is unique because it's uh primarily funded through federal and state meal reimbursements. And this has to remain fiscally solvent
056independent of the general fund. And so Chuck and his staff do an amazing job managing this and being able to bring in some of those wonderful things through this fund like our bottle filling stations and that cooled delicious chilled water that we are are putting in at all of our school sites. Um and so as you can see this fund remains stable and there's not significant changes here since our first interim report. Okay. Uh fund 14 for deferred maintenance facility repairs maintenance. Um so these support our ongoing maintenance and repair projects across the district facilities. Um this is what we do like when we're adding our beautifification projects and pieces there and it allows us to plan those kind of upkeeps and infrastructure needs over time. Again, no significant changes um to report for this
057fund for the second interim. And then fund 21 is our bond. Um and this is our voter approved measure R bond projects. Um and these support those facility improvements across the district that we had designated and outlined for our voters when we passed Measure R with their help. So these funds are restricted for those large capital projects and they can't be used for general operating expenses. Um and again this is one where there's no material changes to report at this time for the second interim. And then developer fees. So this is our developer fee revenue right now and that's used uh to address facilities impact associated with any new development in the district. And again, there's no significant updates for this fund for the second interim. And then okay. Um so this is our fund
05835 facilities fund and it supports our additional facilities uh related expenditures and projects. And like our other capital related funds, these are restricted for facilities purposes and they need to remain separate from the district's operating general budget. Um, and there's no significant updates for this fund either at this time. So second interim is a little easier because it's just what are the significant changes from first interim to this point in time. Um, and then when we come back to do our end of year budget with you, that's where you'll see how all of this has worked out. But just to let you and our public know um that we're working really hard to make sure that our deficit spending is captured um incurred in this year and as much of the projected deficit for the
059following two years that we're able to remedy that now, of course, lowering any projected deficit for the coming years. And then of course the last slide is our sax forms abbreviations if anybody wanted to take a deeper dive in those what that means. >> Yeah, appreciate it. It doesn't look like the deficit spending is better than originally projected which is good. So thank you to you and the staff for working through the numbers and seeing where it is because um we do want to make sure we're in a healthy position for our staff and our students specifically for the services that they need to move forward. Um and then the projections on the multi-year that's still kind of assuming that we still have um declining enrollment right to a little bit just to be safe
060that those are your Okay. >> So we always um we want to assume that we're continuing um with the average uh projected um declining enrollment even though we saw a a leveling of that a little bit this year. We wouldn't want to assume that moving forward. Um and and that that if we are too conservative, that's where it comes back to us at this point in time in the year where we ended up with a little more ADA based revenue mid year where they said actually your ADA is good right now and this is what that gets you a little more to those LCFF funds and those pieces. >> Perfect. Yeah, it's kind of a little happy surprise knowing that there's more students in there. So now we're in a little bit better position we
061had estimate. Okay, those are all my questions. Did the the board have any uh questions or comments? I just have one and it's under the components of unrestricted ending fund. So just out of curiosity I guess too. So on the special ed so it it encroaches into our um into our general fund. So so that this is the balance. Is that correct? So what we put here is our average contribution for to for overages and inflation operating expenses and those pieces. Some of those are known to us at this point in the year. And then for special education contributions, we base that on our annual average contributions that go towards special education. >> Okay. >> It's this one. >> It's uh the seventh seventh slide. That one. Yeah. And so yeah, >> my question is
062um I mean maybe I I just wanted to know is this so if this isn't spent at the end of the year, >> it would go back towards the >> towards the general fund. Okay. Okay. >> And and we would love for special education to be fully funded. That would be amazing. >> That would be great. And because there the services are required. So it it's and it's one of those things to explain to folks when you say the services are required. The funding is not available to meet them at the need at which they are required. So a district is obligated to make a contribution to make sure that we're meeting those obligations for our special education students. >> Okay. And then >> I guess to how much have we spent on special ed?
063I I you probably don't have it. We don't, right? Because some some of this it's projection, right? And so in those contracts, the ongoing salaries and and benefits for any additional staff that we needed to add to serve those needs, any um say non-public school placements that we've had to do with IEPs and those things through through the year. Um so those are numbers that become really firm when we close the books. Um, and so setting this aside, it's to make sure that we've got the money set aside that normally is projected to meet that. Um, and then any savings that would come back in, that's going to come back in the the ending fund balance for the general fund. And Debbie can correct me if I'm saying anything wrong right now. >> Is it?
064>> So, at the beginning of the year, this goes back into the general fund at the beginning of the year. >> It would show up in our ending fund balance. Yeah. >> Okay. Yeah, just wanted to >> Yeah, questions to that. >> It's a good question and it's one that a lot of people who are looking at districts and and looking how budgets are are done, it's not easily definable for that. Partly because the special ed costs and and inflation, operating expenses and those things are kind of an an unknown at this point. And so you're doing your best estimate to project based on prior years. >> It would be nice that but the state would give them their own >> and that way it doesn't encroach into our budget but oh well that's the
065law. >> Okay. Thank you. >> Can I get a motion to approve uh 10.1 the approval of second and report? >> Motion to approve. Second. All those in favor I >> I. >> Motion 40. >> Okay. Uh 10.2 is just the approval of the sunshine proposal from SRUSD to Santaorita teachers association regarding the 2627 bargaining negotiations. If I can get a motion to approve. >> Motion to approve. >> Second. >> All those in favor? >> I. Motion 40. >> Okay. Uh 10.3. Uh this is for the approval of resolution number 26.03.04 non-reelection of probationary or temporary certificated employees. And this is um the resolution as you read for non-reelection um of probationary certificated employees um and the background is attached for your information. >> I get a motion to approve. >> Motion to approve. >>
066Second. >> All those in favor? >> I. >> Motion 40. >> Okay. Item 10.4 is approval of resolution number 26.03.05 05 reduction or discontinuence of a particular kinds of service and layoff of certificated employees. >> Thank you. And again as attached um this resolution is for a layoff of 1.0 school social worker and a 0.5 Spanish teacher. Um in relation to the school social worker, you will see later on the agenda that we are requesting an additional 1.0 um FTE for school psychologist. And can you kind of just uh for the public as far as a reduction in the Spanish? >> Um thank you. Due to our declining enrollment, we have a need for fewer elective courses. Um paired alongside that is a requirement under Proposition 28 for increased VAPA offerings at our school sites.
067And so this offset would allow for that to happen. >> To approve. >> Make a motion. >> Second. >> All those in favor? >> I motion 40. >> Okay. Okay. And then here is the replacement which is the approval of one full-time psychologist for the 202627 school year. >> And as mentioned, this um additional school psychologist for the school district would allow each school site to have their own designated school psychologist in the coming year. >> I get a motion to approve. >> Motion to approve. >> Second. >> All those in favor? >> I. >> Motion 40. >> Okay. This is approval of resolution 26.03.03. 03 ordering an election. >> Okay, thank you. It is that time in the election um season. I guess we have three trustees um whose terms are set to expire
068December 2026. And in order to ensure a full board, those vacancies must be submitted to the voters. And accordingly, resolution calls for an election to elect successors to the trustee terms expiring December 2026. >> Can I get a motion to approve? >> Motion, but just a correction. Is it 260303 or 260302? >> Has a little >> Okay. >> 26.03.03. >> That's the one. >> I'm up above. We're the one above. Oh, sorry. We're above. Oh, sorry. >> Yes. That's the one we're on. >> That's right. Yes. >> Motion. >> All those in favor? >> I. >> Motion 40. >> Okay. Appro approval of resolution 26.03.02 designating authorized agents. >> Thank you. Um, you appointed Debbie Campbell to be our acting CBO at our last meeting, and this is to add her signature to that official
069uh resolution needed for her as a designated um signatory agent for the district. >> Motion second. >> All those in favor? >> I. >> Motion 40. Thank you. >> Okay. 10.8 8 approval of the updated job description for director of maintenance operations transportation and facilities. >> Thank you. As our um current director of maintenance, operations, facilities, and transportation has submitted his retirement and we will miss him greatly. Um it was time to look at the job description and the current job description is so far outdated um that we did create a completely new job description for your review and approval. I got a motion to approve. >> Motion to approve 10.8. >> Second. All those in favor. >> Motion 40. >> Okay. 10.9 is approval of -ate funding for the year 2627 and contracted services
070AMS.NET. >> Yes. This is uh asking for your approval for our application for -ate funding for this coming year um for our replacement for network infrastructure equipment switches. >> We got a motion to approve. >> Motion to approve. Second. >> All those in favor? >> I. >> Motion 40. >> Okay. So, advanced planning. Our next regular board meeting is April 8th, 2026. Um suggested future board items. Um and it's not a rush, but uh just if there's any progress on the west area in the city. >> I mean um I've heard that they might Yeah. Yeah. I've heard that next year they might start doing a lot of infrastructure and stuff. So, I just wanted to see if there's any so we can start playing this stuff up. Yeah. >> Um, anything else from the
071board? No. Okay. It is 7:14. Can I get a motion to adjurnn? >> Motion to adjurnn. >> Second. >> All those in favor? >> I. >> Motion 4. Thank you. >> Thank you everybody. Have a nice evening.
