004and Coast Miwok people have taken care of these lands for many generations they continue to live on these lands today despite a government sponsored policy which started about 180 years ago to exterminate ens slave the original peoples of what we know today as California while it may be uncomfortable to hear this truth we are a stronger Community when we can acknowledge and discuss these harms because it is no small matter that I am here today as one of the few American Indian children who can provide this particular land acknowledgement this land acknowledgement is a call to action it calls each of us to commit to continue to learn our history to be in community with one another and to be better caretakers of the land we inhabit the land acknowledgements support indigenous sovereignity and is

007it's a pleasure to start with this young lady right here analy is the embodiment of a student leader as a role model both in and out of the classroom she consistently contributes to making baella a better place a dedicated member of the student leadership team Annalie plays an active role in many student initiatives she supports our local composting program serves as a student aid in our special education classrooms assists with our weekly Redwood Food Bank distribution participates enthusiastically in our Friday morning assemblies organizes campus trash pickups and shines as an incredible basketball player in addition to her leadership and service anally excels academically scoring advanced in all areas of the espc test in third fourth and fifth grade despite her academic achievements she remains humble and never hesitates to step outside of her comfort zone
008last year she joined the girls basketball team even though she had never played before demonstrating her willingness to take on new challenges her commitment to helping others is equally impressive whether she's assisting in our ESN classrooms analie's kindness her sense of humor and wisdom Beyond her years makes her a true standout Miss Amanda shared Annalie is a very special student she's like my right-hand man whenever I need her she's on it she is a natural leader and excels in both academics and sports her former teachers have echoed these sentiments saying analie is a model student a leader an absolute pleasure to have in class thoughtful and caring kind creative respectful an artist she faces challenges with calm inquisitiveness diligent hardworking and conscientious in her Spare Time Annalie enjoys playing Roblox spending time with her cat

014the month we are pleased to recognize ATN Smith um as our student of the month ATN began French at Santa Rosa French American Charter School in first grade a year or two later than most of his classmates now in sixth grade uh ATN is bilingual and biliterate what's more he is a kind and considerate student who contributes to our school climate in nominating ATN his math and science teacher Mrs Sullivan stated he is a fabulous person he is kind polite a hard worker and a great classmate and friend to others he is always helpful to his teachers and fellow students he is eager to share his thinking in class and always adds to our discussions he takes his role as a safe School Ambassador seriously he is willing to help during recess and always has

018Halloween evening to see the exhibit next JP and Lucy choreographed and taught a flash mob dance to the entire School Community online we had hopes we had hoped students would participate in our virtual Marty gr Carnival not only did students wear masks and dance entire families joined the fund it was quite amazing to see pages and pages of Zoom students and their families dancing when we returned to hybrid school we just had to turn on the music and all the students and the staff knew exactly what to do and broke into dance as one colleague said he created the flash mob dance to lift our Spirits during a time of isolation JP has brought a love of Chess to srfax over 200 srfax students students in all grade levels participate in our site tournaments and
019some go on to compute with compete with other French schools due to the chess Mania JP has created we now have a life-sized chessboard on the playground that gives students an option to play at recess as one colleague States JP has enriched the school with his chess program and love of sports his students are fond of him and are excited to be in his classes another colleague said in the 5 years that he has been at our school he has always put in 100% for the students JP is taught third and fifth grades at srfax he speaks French English Spanish and creole JP and his family are from burgundy having completed their exchange Visa term with us this they will complete this year um they are looking for teaching opportunities at another a school perhaps

021a million miles per hour she has a lot to juggle and it's amazing how she keeps it all straight and gets us what we need she is a master at navigating shifting Tides taking everything in stride she is the glue that keeps our school running and functioning smoothly Cheryl has dedicated 19 years to our school Community she has efficiently kindly and respectfully run our front office our school has many different and complicated situations due to our second language and Cheryl has investigated and learned what to do Cheryl is always friendly and energetic and has a can do attitude Cheryl is the backbone of our office she is one of the first people here every day and one of the last ones to leave she does so much more than her job description she is hardworking

023Charter uh presenting from Albert Bela Elementary School we have Lanna gutieres our elac representative and at meth Ratcliff our PTA representative we'll also have a presentation from the sanasa French American Charter and those folks will be Patrice oo GMO elect representative and Ben Wolf our parent Association Foundation uh now we'll hear from our ARB Elementary School folks your mic is your mic is not on hello okay thank you good evening my name is amethyst Radcliffe and I am a proud parent of a student at baa elementary school after struggling with ring and Valley partnership where I had to contact Matrix parent Network and pull Sela into it just to make sure my child was safe at school and in a class appropriate for him it was a relief to transfer to baella Elementary School the
024dedication to the students is tangible at baella unlike it was in the rink and Valley partnership and it has been wonderful to be on the same page with my son's teachers and the staff we all want the same thing and that's for the students to excel academically and become good citizens I join the PTA because I support the vision that baella has for its students all the staff at baella are working hard to enrich the students lives and I wanted to lend my talents to be to support this Vision in any way that I could last year the PTA supported several key initiatives including making Spirit Weare more affordable for students and families we also provided up to $150 in classroom Supply funds for teachers supported field trips and hosted a successful movie night in
025December the PTA was instrumental in bl's basketball season covering the cost of referees and we're excited to be purchasing new basketball uniforms to show off our Blue Heron Pride we organized candy fundraiser sales and played a big part in building school spirit through events like the wathon the children really enjoyed that this year we're excited to continue building our baa community and contributing to our school's success we're also exploring the transition from a PTA to a PTO and are in the process of making that switch now we're looking forward to what's ahead thank you your your mic no okay I EST for in for for hello I am Jessica alkazar I'm the family engagement facilitator for BL Elementary and I'll be translating luliana speech good evening board members I'm here to share the progress we've
026made at BL Elementary and growing our elac committee and increasing parent participation in 2022 we started with a small group of just three to four families but today we have grown to meeting sessions with around 30 participants during these meetings we review student data discuss how we can support our children both at home and at school and receive updates on key information at the site district and state levels the majority of our meetings are conducted in Spanish which is essential for making sure our families feel supported and their needs are addressed each meeting is focused on either teaching a specific skill or helping families feel more comfortable with a school process for example Mrs senos our school counselor presented on the social emotional program at Bella and offer tips for supporting our children at home
027another session led by Miss huken focused on helping parent navigate the district learning programs and building literacy skills we've also had guest speakers from the district come in to explain what it means for our children to be multilingual Learners and how that impacts Statewide assessments our goal is to continue building elac as a strong decisionmaking body that plays an important role in the planning process for our school in the meantime we are excited to have created a space where families can come together share experiences and build stronger sense of community in my experience as a mother I dare to say that being bilingual is a superpower while also being a challenge which we have taken on with the best attitude at home providing our daughter Leah with the necessary support and reinforcement in all her
028tasks and activities designated by her teacher Miss yugan who has also made us understand that speaking English and Spanish or any other language is a gift in life a precious gift I would say since it will undoubtedly open many doors in our children's future because being bilingual expands communication and understanding with other people allowing us to create experiences with different cultures and create a life of quality since my daughter entered the beautiful bell school last year she has created connections with new and interesting people basically expanded her Social Circle and comfort zone and has considerably developed her pronunciation skills feeling confident in herself but above all being happy this is why my family is grateful to the school and to those who work there thank you beella for Sheltering so many children who are acquiring

030is masawa Nyro I am from Mexico and my husband is from Waka we do not speak but we are learning our native languages in addition to English and French at home our first language has been Spanish being at Santa Rosa uh Santa Rosa French American charter school as a elik parent my daughter has had the opportunity to be more involved in school but also myself Fran Charter School I attend the elac meetings in our school um our elac meetings support our me as a parent which provides me with information about our school reports changes but also motivates me to be involved in my child's academic progress and everyday School academic learning if I have a question or need for the clarification my school principal Miss Evelyn is there to answer my concerns but also to
031provide clarification y our meetings happen monthly which are established in the first meeting um it's a consensus agreement um even though our like it's small but it is very um United um uh such involvement are um during the Latin next Heritage Month um which I am part of uh classroom activities field trips volunteer uh the cafeteria and any and any other programs offered for students who are English Learners um y field Tri SE langua uh we learned the importance of reclassification and also the support English language learning students um such as English learning and French by this by sixth grade it is important to continue to monitor our English learning students as early as kindergarten therefore I encourage other parents to be involved in it like at their school um I am very grateful that
032we have um many supportive teachers in our school that listen to our concerns and feedback on how to help our children at home U being involved as a el like parent I am able to um talk with our with our teachers and have that communication of how I can better assist my daughter in not only learning English as a second language but also French and how I can translate both languages into Spanish at home um and we also have a collective support and The Importance of Being that Collective group from the teacher to the parent and to be able to raise a child um um thank you so much for your time thank you uh good evening members of the board superintendent Morales um thanks for hosting us this evening here um my name is
033Ben Wolf I'm the president of the parent Association for the French American Charter School I've got two kiddos that are in Santa Rosa city schools my son is in third grade at srfax and my daughter is now in eighth grade um continuing the French program over at Slater Middle School and both of them have been with the program since TK and have developed a fluency in second language and also been exposed to a very Global Perspective um I'd like to start by thanking you for supporting Public School language immersion education in our district which is amazing that we have these opportunities and specifically your support of the srfax program which includes dual accreditation to the the French French Ministry of Education as well as the common California common core standards um and I just want
034to point out as well it's one of only four public schools that has this type of accredited program in the country which I think is truly amazing that we have that here I also want to thank uh principal Anderson uh and of course JP and and um Cheryl as well everything they do all the teachers the staff who work tirelessly for the students and the um supporting the school for the community they're greatly appreciated by all the parent community so we have a great community of parents Ians students teachers staff that all work together to support our kids uh in the program at srfax I'd like take my time tonight just to highlight a couple of things uh some examples of how the parent Community is engaged in supporting the school and the teachers and
035the students already this year so parents and Guardians have jumped in right away this year to support the school through lots of fundraising efforts Student Activities community building events uh the success I just as as we all know the success of all of our programs really relies on family donations and fundraising efforts to support for us to support things like visas for our teachers many of whom travel from France or other french- speaking countries to be part of this program uh fundraising also supports classroom and student supplies tutoring after school enrichment opportunities field trips the school's French accreditation and many more things this year we started with our annual back to school family picnic over at Doyle Park uh and we're currently in the middle of our annual family giving fundraising Campaign which wraps up
036at the end of October we're also looking forward to our um Grant a teachers wish Campaign which starts on giving Tuesday just after Thanksgiving it's an event which allows teachers to post a wish list with special supplies for their classroom and then teachers or families within those classrooms can fulfill those wishes which has been a great way to engage the families uh with and the students with their classrooms uh in previous years we've also had a number of other community building events already and are planning more throughout the year including a campus cleanup day Walk and Roll to school days D and donate events at local restaurants and family engagement coffee breaks looking ahead we've got our annual Carnival um dinner and auction night coming up in March a family Earth Day event in April
037and our always very popular end of year student talent show and many others throughout the year parents have also been very involved helping out in the cafeteria growing and maintaining the school garden chaperoning field trips and other volunteer opportunities of course I do want to mention in addition to all the great things that are happening I I do want to bring up a significant stressor that has uh caused many families concern and continues to cause concern in the community right now and that of course with the ongoing discussion regarding the potential site closure due to the earthquake fault on the property we certainly appreciate very much appreciate the board's action to establish the site closure advisory committee uh which is making the process very transparent however of course fear and speculation of the unknown is
038real so as the process unfolds I just want to encourage the board to continue to engage the community to be transparent to consider the unique aspects of our program and how we can maintain what we've built over the past 10 plus years now when we're looking at other options uh the solid enrollment numbers and growth that we've seen since Co are a direct result of the program the school's dual accreditation and of course the involvement of the community so without saying of course the sooner plans are communicated the better and finally I just want to mention for those listening online tonight that the application window has moved up earlier than it was last year so please I encourage families go ahead the lottery is coming up so put your applications in now um and thank

040oh there you are I see you hiding good evening vice president Flores superintendent uh Morales and members of the board members of the public uh I am Katherine Howell the president of the Santa Rosa Teachers Association uh we have a lot of people to say thank you to tonight and acknowledge their contribution to our daily lives starting with the teachers and the students and the um support staff that we're just honored um and then as we roll through our resolutions this evening thank you to the coaches who bring Athletics to all of our students uh and show them the meaning of teamwork in our schools thank you to all of our administrators who support the teachers uh so well and we know that they work tirelessly to to help the students students and teachers make
041sure schools are inviting and safe uh also acknowledging the lgbtqia plus history um month resolution and also again um so many strides made in education recognizing how students need support recognizing the teachers that are part of the lgbtqia plus uh community and and um the support they give to students in clubs every day uh Filipino uh Heritage Month also uh a good thing that to recognize the contributions to our community uh Yes on Prop two you guys are pretty busy tonight um and also uh welcome and an encouragement for the best possible negotiations for our new teamers local 665 um I have a couple of questions about the BPS and the ARs about the pride Flags the question is who's going to make sure those go up where do they go up do we need
042new flag polls for those flags um where who's going to provide them so just some Logistics questions because I think our schools are ready and excited to show the pride of the pride flag but but really what I'm going to talk about tonight is um not actually related to any of those things more related to the report that um uh French American Charter parent Ben Wolf just gave so the I think I'm the only person I was going through the role list but we right now have three really important advisory committees going on I think I'm the only person on all three of them and so all I know our our administrators the district office have a very wide view of this um from the Committee Member perspective I think I'm unique in seeing all
043three so the fiscal stabilization advisory committee is working on creating um recommendations for this board of how to stabilize our fiscal situation cutting from what I've heard up to $20 million part of that is are we going to recommend recommend as an advisory committee the closure of some schools and how many which takes us to the school consolidation advisory committee which I am also a member of that is looking at all of the schools to try to decide which ones to recommend to this board for closure which is uh a very daunting task and as Ben Wolf was saying it really needs to be Amplified I know that the meetings are on Zoom they're public meetings uh we we barely ever I think we've had one public comment in our meetings I don't know how
044many people are watching but I'm concerned that parents are going to be surprised when it's announced that this board is closing schools and then finally we have the facilities advisory committee which I'm also on that really looks at the bond monies are being spent but also looking at the facilities master plan that was presented here to this board and approved by this board for things like the brand new two-story building at Montgomery High School and what I'm getting at is a need to somehow bring the thoughts and ideas of these three committees together because right now they're not acting together and I bringing my know from committee to committee to committee and there's a number of people that are on two out of the three but like I said there's not an opportunity for these
045three committees to actually be talking to each other and this is where the concern lies right so right now the facilities master plan calls for millions of dollars to build a new district office but what if we have an empty School site could we not move the district off office there Ben Wolf talked about the need for the earthquake zone that is that French American is in the middle of are they going to need a new school site should that be considered when the school consolidation advisory committee is talking about school closure so it's all interconnected but the three committees are not acting together they're very much functioning in their own separate silos so this is my concern and also uh as we were told at the school consolidation advisory committee which this is Wednesday
046I think that was Monday night um it's not our committee's decision as to the repurposing of these sites that's a different committee a committee that does not yet exist and I think that committee needs to exist sooner rather than later or it should be prepared to open a meeting the day after this board decides which schools are going to be closed because that's going to be really important to know if we close this what will happen to that site or we're going to move this there or we're going to shift that there or we don't need to build something because we have empty places around the district and I'm going to finish off by just reminding you that uh approved by this board on July 27th of 2022 more than two years ago the fur
047Ridge property was approved to be sold and the board was going to follow up with what to do with the money and here we are more than two years later with no conversation I couldn't find a record of it being discussed in the board meeting minutes past August of so more than two years that money has gone unspent if we have empty School sites in this district for two years while other buildings and things are being constructed that is a huge concern for the financial future and stability of this district and I think that would be this board not organizing what needs to be organizing and not getting the job done correctly so thank you for listening thank you president Howell um next we have our superintendent report hi everyone great to see everybody especially
048all the students that are still here um so first of all I wanted to start off saying that next week is National principal week um so I want to say thank you to all of our principles um for for everything they do every day I know they get up super early on our campus every day we have a couple of them still in the house so thank you for all that you do um for supporting the students and the staff and the parents and the community thank you very much for for being amazing at what you do um in terms of continued work this week we met with we've created a restorative specialist working group to really um walk through everything that we do within our restoratives system to come together and create a framework
049so building it together and uh we want to be able to see what are the practices that are at the tier one tier 2 tier three of support that we give students and what practices we're using what content is being shared as well as what data are we tracking to see how successful impactful it is um on November 1st we will have all across our sites we'll be doing um staff training around um the essential five which is the new emergency action responses that the county has adopted and we will also be operationalize and getting training on incident command system I continue to visit classrooms my goal is to visit every classroom before the end of the first semester um I'm also going to be visiting the department so Child Nutrition Ms um all of
050our departments to hear what their what their needs are what's working what's not working and we've also selected our our students um from the high schools that will be part of our superintendent student council and I'll let um trusty suniga talk about that in his report so thank you uh thank you superintendent uh uh Morales uh next we have our president report president Medina do you have a report yes uh thank you vice president Flores um I I I really just kind of wanted to touch base and follow up on uh president how's comments I I I'm thankful for for you Shing all of those comments I think those are very valid concerns I think recently we saw um kind of what happened in Sona Valley as it relates to school consolidation um in the
051community Forum people had a lot of emotions and and a lot of feelings and I think uh um people here School consolidation and don't necessarily understand what's going on and I think uh maybe we do need to like really um make sure that people understand what's happening within that committee maybe we we we talk about uh will your school be closed and let people know that this is being discussed in in in this committee so people are aware that this is something that's being considered because if uh we don't want the process is happening that's why this is process is here um you know later on once once the decisions are closer to to to actually being happening the recommendations coming forward um people will be much more emotional um much more upset and so
052I think um we need to allow for that opportunities for people to to partake in the process through comment um or whatever but but I think it's a very good point to understand that all these committees are meeting and that they're not necessarily coordinating I think we need to maybe do better on that so thank you uh president how for for sharing that so that's all I kind of wanted to mention um and I'll send it back to you vice president Flor U thank you president Medina uh moving on to board member reports do we have any board member reports I have uh trusty deat to uh trusty sheffel thank you thank you Vice pres Flores um I want to open up tonight by uh thanking the San High School Community for a wonderful celebration
053over the weekend we had our 150th Santa Rosa High School anniversary celebration on Saturday um I am not a product of santaa high school but my father was class of 75 all my aunts and uncles went through santaa High School my wife and my brother were class of 95 so there was a lot of Panther Pride going through uh that campus that day to see parts of the campus I had not seen before was pretty amazing to have access and view um and just enjoying the community and the calar and uh the awesome cross country athlete who's guar to play clarinet thank you sir um so it was a great event uh really thank the community for coming out and supporting and um learning about different aspects of the high school's history and what the
054hopes are for the future um I also want to give a shout out to all of our high schools for homecomings past present and upcoming um I know we've had a few that have already happened and a few going on this week um and a few coming up so good luck with all the school spirit get those rallies going get those parades going and enjoy those homecoming games and homecoming dances safely um something was brought to my attention recently that really touched on my heart and that was the divisiveness that our community continues to struggle with having opposing views and opinions and heartfelt discussions on things near and dear to most of us but being on opposite sides of that fence with those use and letting those that opposition escalate into hate and fear and
055disparaging comments verbally physically or even attacking property I want to say on record I share No Community with any voices that are voices of hate I did not condone any behavior of attacks verbally physically or on property at all when you are discussing something emotionally on opposite sides of the fence what I ask that you do is opposed to barking over that fence your view and why your view is the only thing that's important is understanding why there's an opposing view open a gate in that fence and have a conversation and learn from the opposite side of the fence of what's they're so passionate about and you might find out we have a lot more in common than you would think so again there is no room there is no tolerance there is no space
056for hate and for attacks we can be civil we can disagree and if we have active conversations we can grow Community through this and make all of us stronger thank you trustee deor trusty sheffi thank you just a couple of things to share um shout out to um Proctor terce for a successful wathon and R Valley Middle for their Color Run congratulations to them um on their fundraising successes and to the students for um their amazing endurance to um be physically active on days that were 100 degrees um um and let's see I uh also attended with a couple of my colleagues um and some District folks the uh loan state of the latinx community a great event I know that many have attended people are familiar with this event but just you know uh
057um a really great um place to be um for a great organization that has those uncomfortable um conversations must need conversations in the community um uh hats off to that organization hats off to um this annual event um I was also invited to attend the San Francisco courage museums night of Courage Futures without violence screening of a future exhibit um that this uh Museum to open in 2026 will have as a main fixture uh it included the speakers and what will be part of the exhibit um their in their own words telling their stories these are change makers Heroes and Advocates and survivors of violence and hate attacks from all over the country and the reason why I bring this up is because this Museum um as I said will be open to the public
058in 26 um but it will be a um a field trip destination for districts all over the state um it is powerful it's designed by the um designers of the 911 memorial a whole lot of thought going into it a whole lot of input um and I'm excited for it to open I'm excited Ed um for our students for our staff uh to see this amazing amazing very um moving exhibit um at the end of the evening there was not a dry eye in the audience it was very emotional it was very inspiring it was very encouraging um people speaking truth to um tragic circumstances that they experienced um more this past we weekend I participated in a panel discussion of trustees and superintendents um and uh college and university presidents speaking to students uh
059in a doctorate program at UC Berkeley for leadership and equity and democracy um the panel had uh folks from somoma County including Petaluma City Schools trustee Joanna pawn and sco trustee Herman G This was um Dr kinara's class that she's teaching at L um just great things and wonderful things said about our superintendent as well um and then lastly today I um was uh in the room with a discussion with s um from the Santa Rosa Metro Chambers advocacy Council uh that featured a conversation with srjc President uh Dr Garcia and she talked about working with the school districts um she talked about Workforce and CTE pipelines um the shift ing demographics of Sonoma County the shifting demographics of students both at um the school district level but also on campus level uh Dei work
060and the challenges um that the campus is facing and the progress that they're making um Career Education and Partnerships with school districts in the community and yes it was very busy last couple of weeks but I will stop there thank you try sheffi anybody else okay thank you um student board trusty member okay um good night happy Wednesday um this weekend was a busy one we had Santa Roso hoko we had our hoko football game we had the 150th all were amazing um our pet Band came out and played for like the first time in a really long time I think it was amazing um and and um we had an amazing football game um and then that that same day we had like amazing activities at lunch um speeches from the principal in the
061morning accompanied by the military band um and then that Saturday um was our homecoming also with 150th celebration car shows um accompanied by um our performance arts like band Dance Theater um it was amazing uh band performed drama did their drama it was it was really cool um so if you had the privilege to show up it was awesome um our student board men student board reps have been chosen for the student for the superintend superintendent student board um five from five high schools all across the grades 9 through 12 um so I applaud those who are a part of the organization now um we're doing great work and we're going to start doing great work on October 21st is our first meeting um as for voter registration at sersa high school it was successful
062we have um we partnered with um a lot of the government classes um and we made sure that we were registering our seniors and um pre-registering our juniors um for the election um and I think we got about 50 um people to pre-register and register um yeah that's it thank you so much thank you om uh now we're moving on to PO comment and non agenda items and consent items uh this is an opportunity for members of the public to speak to the board on non-agenda items or consent items and I have a few of few folks that want to speak I have Frank Reon followed by John Medina and then Aden Flores so Frank Reon real quick uh trusty Flores just want to make sure that we let the public know that because of

064trained right here in Santa Rosa at our training center on Santa Rosa Avenue they are students of srjc and go to a 5-year apprenticeship at our uh facility we turn out the very best in the business and they are the ones doing the work on so many of your schools I appreciate the partnership of our Building Trades and as a whole with the district and the great flow of communication between us I see a benefit for all with an extension of the agreement with the exception of the informal biding limit to help the district handle the small miscellaneous construction issues that come up this is a really good partnership and I am grateful to you all for this opportunity to continue to fulfill the promises that we have made thank you all thank you you
065Frank uh next we have John Medina followed by uh Aden Flores then we'll have Annabel Nunes all right hello again friends uh school board members those that I've met and those that I haven't um my name is John Medina um I'm here to speak tonight on the consent consent item number 13 with the PSA extension um my role as president of the North Bay building and construction trades Council I'm also a business agent for the Sprinkler Fitters Local 483 um I've actually been the administrator working with the district and its contractors building the projects for this school district um our labor agreement with the district has brought local contractors like Frank was discussing to meet with us in all the trades like the plumbers Pipe Fitters Sprinkler Fitters electricians Carpenters um this is all to
066guarantee to ensure labor standards that are met utilizing local trained Journeymen and creating opportunities for new apprentices um ultimately uh giving the school district these projects that we are that they're going to be wellb built they're going to be on time and under budget uh we hope and believe that this District uh has also found value with the agreement and we look forward to continuing our uh and extending our working relationship into the future future so thank you very much and have a good evening thank you thank you thank you John next we have Aden Flores followed by Annabel Nunes Then followed by Anna Diaz good evening board and superintendent I'm not sure why Mr Sheffield feels it necessary to walk away every time I speak uh that being said it's odd that because I've
067been writing articles of about Miss Del Cruz and Mr Medina all week as your former executive assistant and leading activist for this County they're not here today physically Mr Medina while I apologize for yelling profanities at you last meeting you continually violated the brown act by interrupting me because you didn't want the parents to hear what I had to say you admitted last meeting you've been under investigation by the fair political practices commission for nearly two years now you did not report any financial interest and you received $10 million through undocu fund to allocate for renters assistance you then took me to dinner to ask how I knew about the check nobody seemed to receive those funds and then you had a new bride and traveled the world for two years Miss Dela Cruz had
068the audacity to say that she appreciates our native and Indigenous brothers and sisters and they get no support because they are not a political voting block that's disgusting Miss feather crew said in her report last meeting that she has not received funding for the Indian Ed program as soon as you cut me my check for my settlement I have already personally volunteered to give her that funding that is needed it's just really upsetting for Miss delar Cruz to make those statements for her nonprofit R's Collective where her husband is the lead artist uh she actually had a Native American board president removed from the board and then her name was placed on the tax forms submitted to the IRS without her knowledge so no that does not uplift the Native American Community uh there's also
069no more black people working for RIS it's all Latinos essentially right now or others uh Latinos who are claiming they are indigenous and they are taking over a culture that isn't theirs this is 100% accurate and it's documented uh thank you and God bless thank you Dina next we have anav Nunes followed by Anna Diaz hi my name is Annabel Nunes born and raised here in Santa Rosa welcome Dr Morales um I actually want to say something to what Adina just stated saying that Latinos are taking over raes and taking over a culture because if you want to go down to history we're all indigenous all of us that are from Mexico Nicaragua huras Colombia um this was once known as Turtle Island before the Border came um so you can speak to Madonna about
070that please so she still has that colonized mindset um anyways I'm actually here oh I also wanted to speak on the flag since I the Teachers Association asked where the flag was going to go for Pride are we also putting up a flag for Filipinos um and the rest of the months that are acknowledged um but I'm also here to uh um advocating for prop 36 so no on 36 because that will um if it passes it's going to cut funding to schools K through 12 mental Wellness substance abuse and victim Services um and it will contribute to the mass incarceration of our people Yes on Prop six and that's to end involuntary servitude because in the Constitution slavery was abolished except if convicted of a crime so if the and um if the prison
071system has free labor it's a revolving door and those affected are a people of color or underserved communities um I have 18 seconds left um I was here maybe a year ago and I asked uh superintendent trudell what the disciplinary action steps are for the schools um and I'm still waiting on that um I'd like to know how many of our children skipped those steps as well and we're incarcerated thank you thank you Miss Nunes next we have Anna Diaz hi everyone trustees welcome new superintendent my name is Anna Diaz and I am from Rosland I'm also a trustee but for the Rosland School District but today I'm just speaking individually as a community member born and raised and at the to many students of your school district uh I haven't been happy with a
072lot of the choices that have made have been made by this board but I I came here today just to advocate for the classified staff because from my understanding you still are in negotiations this is me coming to you guys that I am very disappointed that you guys gave yourselves a stip in you guys gave yourselves a raise before giving your staff which include a lot of people of color in that Union myself as a as a trustee for a different School District I can say and state proudly that myself and my other trustees that still along me we do not accept any type of stip in we rather it go back to towards our students and I feel that you guys many of you guys are going to be leaving soon so I think
073that you guys need to bring this back to the agenda and not receive a dollar thank you thank you Miss Diaz next we have discussion items um F1 I I think we need to call oh I'm sorry you're right uh do we have anyone online willing to talk thank you sure if there are members of the public joining us on zoom and would like to speak on a non-agenda item or a consent item please raise your hand at this time there's a two-minute time limit our first speaker is Margaret Boon um good evening I am glad we can comment online tonight as I'm homesick but I really want to speak up in support of our classified staff I've been tuning into the meetings this year and I find them heartbreaking each meeting classified staff stand
074up and tell us how much they love their jobs how dedicated they are to their students and they tell us how poorly paid they are at the last meeting a woman said she is unhoused at previous meetings people talked about aspiring to get an apartment for themselves and their family working multiple jobs and about spending over 90% of their income on rent these are people who make our schools run they're on the front lines taking care of our kids and they're living in abject poverty I'm horrified the most pressing issue in our district should be how we get these employees a living wage our board is largely made up of equity leaders who advocate for rights for workers and yet our own employees are not able to live with the wages we give them we
075have to figure this out or these employees will be forced to leave we cannot expect people to literally give their lives to their jobs and yet that's very much what we are asking them to do they cannot afford to live they cannot afford shelter and food it's unacceptable it's disrespectful and it's cruel I know that we know that we need to treat people better and we knew these wages were insanely low but maybe you'd somehow lied to yourselves about just how bad they were but now we've heard these stories and we know how bad it is we cannot go on we need to prioritize CSA wages above all other expenses thank you thank you Mrs boom vice president Flores there are no other hands raised uh thank you Melanie next we'll go to our discussion
076action items we have F1 which is an action item approve approval of resolution recognized in October as coaches appreciation month uh speaker for this uh item we have oh Stephanie Maneri uh Ryan Thompson and Dr Rodrick Castro thank you vice president Flores um I'm really excited to to bring this and to work with our staff to bring this to the board um there are so many amazing people in our system who work countless hours volunteering just out of love and care for students and the next generation of leaders in our community and some of those are our coaches and our coaches our parents their grandparents their uncles and aunts and alumni of our district and teachers and staff and so um I think it's it's really important to acknowledge and celebrate all the work that
077folks do outside of schooltime because we know that's when our students need healthy outlets need opportunities to engage with people they feel safe with who they trust and those connections ultimately can save lives and so I'm really excited to hand this over to Dr Castro and director Ryan Thompson sorry thank you very much vice president Flores superintendent Dr Morales thank you very much for the opportunity um director Maneri um I think I've made it clear over the last couple years how I feel um about this um and the power of a scholar athlete and the power of Athletics in terms of supporting students especially those that um really find this as the only way that they can connect to and get through the k 12 system I'll go ahead and start with the purpose here
078the national Federation of State High School associations created the National High School Activities week in 1980 to increase Public's awareness of the values and needs of inter Scholastic activity programs since its initial launch this campaign has expanded the use of of to the entire month of October to recognize the importance of inter Scholastic activity programs CA rosa city schools would like to join organizations such as nfhs uh the CIF a positive coaching Alliance and honoring the coaches who serve our community we are presenting this resolution to uh recognize October as coaches appreciation month to highlight the invaluable role coaches play in the development of our students coaches go beyond Athletics often volunteering their time and energy to Foster leadership resilience and character in students this month-long recognition acknowledges their lasting impact on our schools and
079aligns with our ongoing commitment to student well-being and success I'm going to go ahead and turn it over to Ryan Thompson our outgoing extracurricular cordinator of uh activities and um the individual who hangs on to our athletic director and he's going to speak a little bit about some of the work that we do in athletics and also he's going to acknowledge some of the Fantastic work that is done by our our coaches and some of those individuals are here with us tonight yes thank you all for inviting me and uh allowing me to have this opportunity to speak tonight um I when I first heard about this resolution being moved forward I was first excited um being a former coach and actually still I guess volunteer coach for my own son but um coaching within
080our own School District um I thought to myself how can I do justice to like Dr Castro just said all the countless hours that these uh wonderful amazing coaches put into to our youth and our programs and so just want to present a few stats to attempt to do Justice by that um so first of all um thank you to all the many coaches who are behind me as well as all that are either listening online or are currently coaching or getting off of the field or the court or the playing surface or the cross country course um and finishing up their daily activities after their full-time jobs so um some quick stats for you and I'll keep it brief uh from 2023 and 2024 school year we had over 400 coaches in Santa Rosa
081city schools um of those coaches 222 were head coaches or assistant coaches and 203 were volunteer coaches so roughly about half and half right there and volunteer meaning they're giving up their time for nothing other than the pure joy of uh watching our youth succeed um we had three these over 400 coaches and this is all in the secondary school so grades 7 through 12 they served 3,613 student athletes in grades 7 through 12 this is a 4% increase from the 2223 school year um in and this is over 23 inter Scholastic athletic programs 17 at our high schools um that are in the cifncs organization and then six middle school programs across all of our five middle schools um so like I mentioned there's countless over 400 coaches um in our organization a few
082of them are on my team tonight so I want to introduce a few of them to um first what's up oh yeah sure if you guys want to come on down real quick if you like you don't you don't have to if you don't want to but please come on down we're honoring you so first uh starting point guard just um we have uh Dominic mesimore who is an LC a coach at LC Allen High School he is not just a coach at LC Allen High School but he's an alumni there who um I had the pleasure of teaching and coaching when I was there and now is giving back to the LC Allen Community again he's been coaching for seven years um so we want to thank him for his service uh I also
083have behind me Mr Kelly kech who is currently the um Santa Rosa Middle School athletic director and a PE teacher he's been an ad and coach for 29 years 29 years as a track coach and 27 coach 27 years EXC excuse me as a boys and girls basketball coach um I also have where is he coach Mike Ericson over a Piner high school he's a Piner High School coach and teacher um he's been the he was the coach at Piner High School since 1991 so for 34 years over those 34 years he was a seven time League champion over 570 wins recognized three times as a Redwood Empire coach of the year um uh he was also the NorCal preps division 3 coach of the year and the Coach of the Year multiple times I
084that must be principal Korea and then I also have behind me Russ Petri who for 55 years in our district um served our youth and our programs 37 of which was coaching basketball um or as a coach 37 of which coaching basketball 23 years um or yes coaching baseball excuse me sorry coach 23 coaching basketball 11 years coaching soccer soccer three years coaching golf all of them at Montgomery High School he was the Press Democrats Empire Coach of the Year also recognized by North Coast section with the Phil hemper award um and he has 23 years as an athletic director experience at Montgomery High School after all of that was done he decided he wanted to put in 18 more years as the Santa Rosa City Schools District athletic director so we want to thank
085these guys and there are very many more coaches like I said over 400 coaches that give up their time and all have astounding resumés and variety of experiences and if you ask any one of them the most common thing you'll hear from the gentleman behind me and the many coaches watching and listening is there all in it for the students so I want to give them a round of applause are there any other coaches out there oh there's another one back there thank you okay so tonight's requested action is that the board consider the approval of resolution 2024 25-17 recognizing October as coach's appreciation month thank you uh this is an action item uh do we have any uh comments from the board yes Russ it's been a minute since I've seen you so I'm
086really excited about this resolution um the amount of time Blood Sweat and Tears and emotional connection that coaches have poured into our students is beyond remarkable there are no words to capitalize how important that is um I had coached us sports for over 25 years in Santa I coached track and field at M crew high school for seven years um so I've been in the thick of it and I am the product of coming out of a broken home and struggling and looking for that direction and being mentored by a positive coach role model somebody that can make a connection with something seen in their student athlete and help provide them with balance and opportunities to pursue their education so they can continue to pursue the things that bring them joy in athletics um so
087there's nothing that's closer to my heart than a coach and I think all the coaches in this district for their time and effort and know that it's one of the things that makes students want to go to school they want to be there they want to be part of a team they want to be part of a community they want to do well for themselves and others and as due to the countless hours that our coaches pour into our team so thank you guys so very much um it does not go unnoticed and we cannot ask anymore and you guys just keep showing up and doing it so thank you so much coaches do we have any more questions or comments from the board trusty Sheffield go ahead thank you and I apologize it looks
088like I was kicked off the network I'm trying to get back into Zoom as it's doing an update my apologies um I just want to say you know when when I think back of like high school years Middle School Elementary school years and the you know the the experiences the life experiences the lessons I learned you know it goes back to the coaches that I had you know I had um a a wonderful um uh eth grade basketball coach who taught us many lessons including how to lose a game um but um you know that was Marty Cloud a great coach my my um high school track Coach Rex spell amazing guy amazing history teacher as well um never gave up on kids uh my my football coach iron John Wall he was a Washington
089State coach of the year amazing coach taught us all a lesson taught the whole Community a lesson honored for the way that he could connect with um with his players and with students um and then I think of my my kids now um uh uh coach Meyer at at rink Valley Middle amazing guy my my my son maybe he's not the fastest cross country Runner um but loves being there he loves being part of the team you know and and that's something that um that you know if you can reach a kid if you can if you can connect with a kid if you can get a kid passionate about you know something you know yeah in addition to academics but something else something where they can find um a a connection with their fellow
090athletes with their teammates it's just a wonderful thing I love this resolution I'm so glad that we're bringing it forward so thank you thank you Troy Sheffield anybody else yes scho School Board member om um Mr ke I went to Santa Rosa middle and you now coach my little sister in track and so that's kind of funny um but also shout out we have like a ton of cross country Runners a swimmer we have tennis and golf um so thank you coach Carrie thank you coach Doug thank you coach Justin thank you coach bone um all those guys are making our cross country seats impossible and right now the boys are 2 and 0 so it's paying off um I've played Sports for the major majority of my life I started running in high school
091haven't stopped it's brought in community love engagement it's brought me with people that I never met before and now we're best friends um so this resolution is amazing and I I really bring my heart heart out to all these coaches because you guys make the impossible happen um and you inspire every day so thank you thank you I don't know what to say that happen H hasn't been said yet uh what I can say is that I was also a coach you know for a couple of years and I know the time commitment you know after school those team dinners calling parents engaging everyone it's it's a full-time job after your full-time job so I just want to you know reiterate what's been said and I just want to say thank you for your commitment

093paid coaches do have to go through a rigorous um clearance process through our HR department which is great because then we know that we're putting the best coaches out there on the field um many of them do have to pay for the coaches class which is a one-time class that um they take and it's it gives them coaching clear uh uh coaches education class gives them clearance for their entire life um they do pay a onetime fee but then they can submit for reimbursement from us okay so that's good to know they can submit for reimbursement um the the other thing I just want to know in those numbers the 400 plus and um did that include the the rugby coaches because I know we I don't I don't think we necessarily classify it as
094a sport it's more like a club but I did want to make sure that we recognize our rugby coaches as well understood yeah uh that those numbers did just include any of the coaches for the um official inner Scholastic Sports um it did not speak volumes to the elementary school programs the basketball and volleyball programs that are also launched as well as any extracurricular clubs like rugby or even the cheer clubs that are active on our campuses so those numbers did not include that so if you think about that that increases our numbers even more so for um adults that are there giving up their time and impacting students lives so yeah thank you for clarifying that and um yeah I definitely want to just show my appreciation uh to all the coaches out there

099positive Community hi there my name is Gabriela the principal at LC high school I love being the principal of LC Allen High School because I can make a positive impact in our school Community I play a role in our students academic and social emotional growth I support all our families especially our Spanish-speaking families who traditionally have not had a voice within a school setting and I hope I've been a positive role model for not not only our students but our staff as well I think one of my favorite things about being a high school principal and I can name so many because there's so many great things about it but I think for me it's probably watching my students graduate and cross that finish line I think that for most kids graduating from high school
100is just one step on the road to success in their life but for some of our students it's really a huge task and they've worked really hard and so to be able to particip at that and watch them uh the amount of pride I feel and just how happy I am for them I think that high school graduation is a right of passage and to be able to participate that and even just a little bit just brings me so much joy and I think that's probably one of my favorite things about being a high school principal hi everyone Brad costarelli at Hidden Valley I love being a principal it is my whole life I love learning and teaching and being with kids every single day thank you thank you why do you do what you

103had that we've had throughout the whole time has just been amazing the connection that I think a lot of us students have with our current Administration is really really good I know we just got a new one uh Jill finnery and even now like my little sister and some of her friends really like her but personally our current principal Mr Ryan or Dr Ryan is one of the like best people for the position he's always willing to talk to students um he's very very involved he every single student really really matters to him and I think most of us in the district are lucky enough to have some kind of administrator who can relate to us and who are willing to support us on that level and I think that moving to you know acknowledge

111for all especially regarding gender and lgbtqia plus identities AP Works tirelessly to make schools more inclusive by providing resources training and support to educating staff students and parent Guardians the importance of inclusivity is crucial for the well-being and success of our lgbtqia plus students our pride event at the Arts Charter School has celebrated diversity and built a sense of belonging empowering students to express their identities one of the many things we do at our school is that we advocate for the respectful use of students pronouns which Foster a environment of acceptance as we consider resolution uh proclaiming October lgbtqia plus month history month we must honor the contributions and struggles of the lgbtqi plus individuals it's essential that our district ensures that all schools are in compliance with farak Education Act celebrating diversity not just
112as a one-time event but as an ongoing commitment to real change this commitment can make a difference in preventing suicide and saving lives we must prioritize comprehensive training for our staff and actively Implement practices that promote an inclusive culture I want to highlight that the free welcoming schools anti-bias lgbtq plus trainings are available to public school schools and can be utilized now as an immediate action to create self environments for our students I encourage the school board to focus on creating real change in our classrooms and school Atmosphere by promoting acceptance and enforcing a zero tolerance policy for slurs and bullying together we can ensure that every student feels safe respected celebrated thank you for your commitment to inclusivity in our schools um hello um my name is Susan seric my pronouns are she her
113and I am the proud parent of a sixth grader at the Santa Rosa charger School for the Arts and a senior at the Santa Rosa High School um a few years ago I volunteered at Sonoma County Pride here in Santa Rosa California um I was deeply moved and honestly overwhelmed by all the love and respect uh given to everyone who attended regardless of their Identity or who they loved or who was in their family that experience inspired me to bring that same spirit that same love to my son's school and we began hosting a pre- pride event at the Santa Rosa charger School for the Arts this event reminds kids they are loved and important no matter their gender sexual orientation or family structure supported by incredible organizations like positive images a fountain Grove Lodge
114and the Santa Rosa fire department the event exceeded all of my expectations and I'm pretty sure everybody else is as well um I'm excited to host it again this year but the truth is support like this shouldn't just happen on one day it should be every day um we need policies that protect all students from slurs bullying and harassment not just from other students but staff as well words matter even well-meaning questions or statements can make a child feel vulnerable or small when incidents happen they must be addressed swiftly with a focus on education and understanding parents and staff can help by fostering open conversations about diversity and inclusion correcting misinformation disinformation and teaching respect for all identities kids know themselves better than anyone else we need to believe them when they say how they
115feel or when they ask to be called by another name or pronoun that differs from the one given at Birth and that may change but that is okay it can take time to find the right way to express oneself and no one should make that decision for someone else simple actions like using gender neutral language and respecting chosen name and pronouns can have a huge impact on a child's life as a yearbook editor for my kids school for the last 13 years it's a long time I always confirm pronouns and prefer names before printing the yearbook little things like that can do wonders for a student's confidence and sense of belonging finally let's create a culture of kindness and allyship we're standing up for each other becomes second nature we need to teach our kids

117so that everyone feels included during lgbtqia plus History Month I think we should have displays in every school about libraries featuring inclusive books these books should be easy to find so all students can learn about different identities without feeling embarrassed when these res resources are visible and it shows that every student identity matters I also encourage our Librarians to read lgbtqa plus books in October this starts this starts important conversations builds understanding and help everyone feel like they belong it's important that we respect all students pronouns and identities I believe teachers and staff should receive training on lgbtqa plus issues so they can support every student I really wish all schools could be as accepting as Santa was our Char School for the Arts by taking these steps we can hon our lgbtqia plus history
118month and help save lives when students feel accepted they are more likely to do well in school and in life let's make Santa Rosa city schools a place where every student feels safe proud and recognized for who they are not just in October but every day of the month thank you all right hello everyone my name is Alexander hackbar I am a English teacher at LC Allen High School I'm here with a handful of members from the PAC or Pride aacy Club from Elsie Allen and I am going to read you the resolution so here we go whereas lesbian gay bisexual transgender queer questioning intersex asexual plus all other identities not encompassed by the acronym lgbtq I A History Month founded in 199 94 by Missouri high school history teacher wodney Rodney Wilson is an
119annual month-long observance of lesbian gay bisexual and transgender history and the history of the gay rights and related civil rights movements and whereas the month of October was selected to coincide with National Coming Out day October 11th very soon which celebrates the anniversary of the first March on Washington for Gay and Lesbian rights in 1979 and whereas the lgbtqia a plus history month is meant to highlight and celebrate the history and achievements of lesbian gay bisexual and transgender people and whereas according to the gay and lesbian alliance against defamation glad during the early years the celebration was larly largely marked by a call to action and commemoration but since then LGBT history month has blossomed into a national coordination effort to highlight EX exemplary role models from the LGBT plus community and whereas lgbtqia+ History
120Month commemorates the impact that the lgbtqia plus Community had on local National and international history honors members of the lgbtqia plus Community who've been lost to hate crimes and HIV or Aids and whereas the LGBT students experience High rates of bullying victimization ation and harassment at school on the basis of their actual or perceived sexual orientation or gender identity or that their Associates and whereas this bullying victimization harassment has led to negative educational outcomes for lgbtqia plus students including higher rates of dropping out higher rates of absenteeism and lower postsecondary school aspirations and whereas lgbtq qia plus students also report higher rates of anxiety and depression and whereas school age years are a critical time for LGBT I love this ACM but it is a tongue twister lgbtqia a plus youth as they often come
121out or disclose their identities to others during that time and second page whereas creating a welcoming and safe environment of our students staff families and caregivers makes our school Community more welcoming and safe to all and whereas the district supports education that celebrates our different identities Integrity in how we treat others and courage to do what's right by listening to learning from and respecting diverse viewpoints and whereas there are many reasons why lgbtqia plus history month is important including the following reasons to remember those across the world who live without right to learn without historic LGBT plus figures and events oh to learn about sorry we want to learn about them we don't want to forget about them oh god um to remember how far we have come in the fight for equality to teach
122youth about the generosity and resilience of the LGBT plus Community as well as the ability to stand up and Achieve for what they believe in and during the last decade our country has made tremendous strides in the LGBT plus equality movement including legalizing gay marriage Nationwide the year I graduated high school electing LGBT plus elected officials on local state and federal levels and whereas celebrating lgbtqia plus history month is particularly important now as the lgbtqia plus Community is once again being targeted by a slew of homophobic and transphobic bills introduced and adopted across the country and whereas this year we must reflect not only on the progress that has been made in the National and Global effort to advance human rights but also on the specific challenges that remain for members of the lgbtqia plus

125vice president Flores I just feel so immensely proud that Santa Rosa city schools is leading the way in this work and making our classrooms or schools our district a welcoming environment for all of our students um so I just feel just so much pride right now with this um and it's it's just amazing to see our families our students here presenting this I don't know that we've had this before so it's it's really great to see to see your faces um and I do have a question so we heard a lot and this might be for for Stacy we heard a lot about you know what we need to do all of the ways in which we can be supportive and so I'd love to hear more about what we're doing as a district to
126support our families our community you know trainings resources um how are we supporting the creation of safe spaces um so uh there is a significant amount of change that has been happening in our district over the last few years um some of it is around policy one of the things that's been incredibly important for our district is is in the support of students who are ready to transition name or pronoun is to ensure that our student information system is prepared that no student is accidentally dead named and that took some not only time in working with the um different student information systems but also in training our staff to ensure that we are using the information correctly and to listen specifically to to our students when they say this is how we would like to
127have your support that we don't see ourselves as the experts saying this is how you will but listening and learning from our community as well um we in addition have been investing time and energy in ongoing training you heard mention of the welcoming schools program we have eight different schools who are participating in that program um of the 29 this year but we knew that it was important to get that seated into our community so in addition to individual schools who are participating 100% of our restorative Specialists and our safe School Ambassador student safety advisers sorry saying that name wrong the new position are participating in the welcoming schools workshops as well so whether or not their school is participating every school will have staff who have engaged in this train these are only a
128few of the ways there's also been through Educational Services a significant amount of update in the uh sexual education and health curriculum to reflect a better and more contemporary empathetic um understanding of uh the terminology and the life experiences of our students um our board has also focused on when we look at our our climate data looking at the disproportionality that does exist in members of this community and looking for ways that we can specifically support and uplift the community thank you um any other comments or questions Adina has his hand raised oh thank you uh president Medina thank you um first off thank you for everybody for presenting uh really really good job um I I I think it's important for me to to kind of share my story as it's history um you
129know growing up I I grew up and with a lot of homophobia for my paternal side and not really understanding it was in high school when I first my first met like a person that that identified as gay and and he had a lot of issues being bullied in our high school and with getting a lot of fights and um being that I was president at the school I always Tred to like get to know people and I got to know him and he seemed like a really nice guy and it really conflicted with my teachings and I think as I went through um college and I've mentioned this before um I think in terms of History mea has been an organization that really focused a lot of energy on educating primarily uh chos and
130Latinos around the the the conflict between the homophobia was often taught to us and and the true understanding of the many LGBT um IQ plus folks in our community that existed so I think it's important to continue that work and understand because while we are doing a lot of very good work I think as a district to make our schools a safe place and to provide learning and understanding there still exists a lot of misunderstanding and and I I want to say phobia in our community um I think the it was brought up about all the legislation throughout the country and I just checked and it looks as of last month the ACL is tracking 530 bills in our country that are anti-lgbtq um bills and so we see it in our community we see
131it reported um so while we're doing good work it's important that we really push to do more and I think um I identify as an ally and part of being an allies is doing work like this um by working towards pushing legislation but also speaking up when you see something that's that's not right it's it's not about just sitting there not saying anything it's making sure to speak up um that's what being an ally is about it's it's about not just sitting there and doing nothing it's about speaking up and advocating um because it's truly important and we've come along way but we still have a long way to go so I just wanted to share that thank you president n um I'd like to take a moment to to bring to light the fact
132that this is part of a very robust resolution that uh was brought to the board and I want to thank the rest of my board for being true allies in passing this resolution i g to get choked up here so I'm going to read something that I wrote a while back today as As We rise to renew our commitment to our lgbtq CL student staffing Community we cannot and will not tolerate hate homophobia transphobia bigotry and discrimination within our schools it is incumbent upon us to take a firm and an apologetic Unapologetic stand against these destructive forces hatred and discrimination have no place in our educational institutions every student thank you every student regardless of their sexual orientation or gender identity must and should be F feel safe respected and celebrated within our schools we
133must recognize that our schools should be sanctuaries for our students staff and parents and community members no educator or student regardless of their sexual orientation or gender expression should have to live in fear it is essential that we create an environment that all individuals feel secure and respected no student should ever have to feel fear or their well-being or experience of sense of insecurity simply because of their trans or gay identity furthermore we must address the harmful effect of discrimination against our lgbtq uh plus families it is unacceptable for any student to be told that their family is inappropriate or that discussions about their family should be silenced because of their queer parents inclusive education means acknowledging and respecting the diverse family structures of our students we must Foster an environment of acceptance and understanding
134where every family is embraced finally I want to emphasize that the loudest voices that we often hear here in this chamber sometimes spewing hate intolerance and racism are not a reflection of the majority of the son County residents we must not let the actions of a few vociferous Feld defined us instead We Stand United against those divisive forces and declare that they hold no power over the values we hold here our commitment to creating an inclusive and accepting educational environment remains Resolute and we will continue to Champion diversity respect and equity for all of our members of our community I stand here as a proud member of the lgbtq community and abort Trustees advocating for a resolution reaffirming our support and commitment to my community let us Embrace this opportunity to demonstrate our unwavering dedication

141how our career curriculum really raises that student voice and through the eth ethic studies work that we do um we are celebrating this work um on a daily basis today just out of uh coincidence logistically we were unable to identify students and teachers and that's just one of those things that happens and it's going to happen every once in a while we are not going to be able to bring every single time students and teachers we do have Miss Heather Garcia Russi here um and if you want to say a few words with respect to the work that ethnics studies is doing if not we'll get right to reading the resolution and save a little bit of time because we did we do tend to take a lot of time up on these resolutions in
142the last couple of meetings I don't know if you want to say a couple of words my boss did tell me to keep it well he actually didn't tell me to keep it short he said we're just reading the resolution but I am thank you for opening that space because I would like to say one one thing um so as I was watching the last presentation I thank you for that by the way that was um beautiful I could not help but think of the unity clap that we do in a lot of our ethnic studies classes um it opens many courses um some teachers use it from time to time we use it in all our PD sessions and it is isang Bak which is the unity clap started by Larry e Leong uh
143a wonderful Filipino leader and so I do just want to bring that in one down right is sang box one down so we are in this together and um yeah I I thought a lot about that in the last presentations thank you that's powerful okay consideration Filipino American history began in 1992 done in recognition of the contribution culture and Heritage that Filipino Americans brought to the United States from the Philippines when they arrived in October of 1587 California is home to over half of the Filipino population in the United States of America on the location of historic Filipino communities such as Los Angeles San Francisco Stockton vayo Delano San Diego and Salinas among others tonight's resolution asks that the board approve consider and approve the resolution 24 25-16 recognizing October as Filipino American History Month

148of uh proposition Tu State bond for the school construction presenting this item we have Lisa augus our associative superintendent thank you vice president Flores superintendent Dr Morales members of our board and our srcs community in person online my resolution is not nearly as fun but it is really important um what we are looking for is we are asking our board to support um publicly through adopting the resolution proposition two which is the state facilities bond which is really important for us to be able to continue to improve our facilities with additional funding over and above what is brought in from our local property tax dollars and our local Bond dollars that were approved by our cons constituents uh the state match program does provide a 60% up to a 60% match for modernization projects which
149we do have applications in the Q for so this could have actually an in a fiscal impact in the next couple of years if P so back to you vice president well thank you I was going to ask you I think you were going to say but you know follow the protocol here uh do we have any questions from our board regarding this or comments just a a quick question and thank you and um we'll talk more about this uh prop and and and the support we have behind it but um I'm wondering is there any sense idea of what the impact of this Bond will be for our district as far as our share of this particular Bond not necessarily but our need our yes our need is huge we have about $ 1.4
150billion dollar identified in our facilities master plan we have 500 and sorry I don't remember the exact amount over 500 million in local Bond dollars and so that leaves a $900,000 Gap yeah we have sorry 900 not 900,000 900 million gap uh we have identified approximately $50 million in funding opportunities for State matching grants over the years so as far as how much will would be immediate out of this bond that depends on the timing of projects and reimbursements excuse me but I believe we have at least four and a half million that would be within the next um three years thank you that's a really good uh perspective as well I mean it's really kind of sobering we know that we have the needs here um 50 million in um in funding and matching
151grants hopeful you know but this is money much needed um you know reading through what the these dollars would go for renovating aging schools you know check construction for growth check Career Technical education check health and safety measures check support for small and low wealth districts check you know and then the reality that we're facing declining enrollment loss of Revenue um is this an obb brainer really is a no-brainer we need everybody on board we need everybody out voting um this is huge this is huge for our district yes this is huge for the State of California absolutely encourage people get out and vote prop two thank you trusty uh Shield trusty Lor um thank you for bringing this to light so we can talk about it and encourage voters to vote um on this
152proposition and you know that as we're always dealing with any budgetary concerns we always got to remember a penny saves a penny earned um and I think president how brought up some great points this evening um not that we not already thinking about them but just there's some really good conversations to have um we're short on funds we need funds we need propositions like this we need bonds we need partial taxes we need more students in the seats to provide the revenue needed um but the revenue would you have let's spend it wisely um so just all good opportunities thank youor um anybody I have a couple of questions so uh in terms of oh Omar is it R I was looking at it you okay go ahead pres Medina it's because my hand is
153brown and it Blends in back there um my my question is in relation assuming that this is uh uh this resolution is passed is there a plan of communicating this out to our our school Community via some sort of parents Square message or something letting them know that the board has adopted this resolution given that um ballots have already been mailed out and people are probably likely to start voting is there some sort of plan on that I will admit that no I had not been on top of that but that will happen absolutely thank you I don't like this he took my question so um I should been I I checked it off already so uh but the followup question that I had that I wrote down here is like so what uh assuming
154this passes what's uh our commitment in terms of you know uh promoting uh and if we're allowed to promote and what would that look and how would that look like that is something that I will actually reach out to legal counsel in the morning to determine I know that we can obviously promote that we've passed a that the board has adopted a resolution assuming that that happen happens but I'll I will connect with legal counsel to make sure that our messaging is appropriate and if I can add also I know um in reference to the comments made earlier about our school consolidation and I wanted to add that the applications that we could submit or the funding that's been identified for one site versus another if there are closures when the students transfer and are
155Consolidated at another site you actually move that eligibility for the funding from this for reimbursement to the Consolidated site so we would not be losing out on on those funds for that that is something that we've already worked with uming Consulting on making sure that there would not be a negative impact from that thank you and and I'll know you'll check with legal about this um just be and the reason why I say this is because uh having so a a passive sort of resolution or passive stance on something like as important of this uh doesn't kind of vote well because it will have a huge fiscal impact on our school district so if past if there's anything we can do to support something like this to to pass at the state level is you

159you and I am joining you he from uh the wonderful city of Ontario California um I am here tonight with my a wonderful director Jesse Olen director of classified Staffing uh to help me tonight to um introduce to you the um the uh openers for our Sunshine openers for um the teamsters so on um in May of 2024 perb which is the public employees Relations Board um agreed that there was enough proof that um the head custodians for our elementary and secondary schools could um organize as a union under the teamster 665 um and in June of 2024 Santa Rosa city schools recognized that um the custodians could negotiate under Teamster 665 so we are here tonight to bring our openers for the first opening um the first opening contract with the teamsters and and
160um the conditions will be prioritized under fairness fiscal Prudence consistency with law and practice and other well recognized standards governing collective bargaining in California Public Schools the subjects to be negotiated include recognition Association rights District rights grievance procedures organizational security hours and overtime evaluation procedures transfer and assignments safety leaves including but not limited to sick leave and vacation holidays compensation fringe benefits paying allowances Contracting layoff and miscellaneous Provisions including savings and duration so um the district looks forward to productive negotiations with local 665 in the common interests of management bargaining unit employees students and the school community so we are asking tonight that the board approve our openers to negotiate with the teamster 665 thank you Dr Sans um Jesse you have anything else to add nothing to add at this time um members of
161the board uh do we have any questions okay I have a question uh how many people our employees do this affect 23 yeah that's correct 23 okay got it thank you um when are are we going to be able to see the the entire document of the um the contract because it looks like we have just the the items you're going to negotiate so um what is going to happen is when we negotiate usually the first meeting is just a meeting to discuss Logistics of how we're going to meet where we're going to negotiate um those kinds of items how many people on the team and then typically one side or the other usually the side that is proposing to negotiate will propose um a contract in this case we anticipate that the teamsters will
162propose an entire um contract that we will then counter propose so what we're waiting for now and we anticipate this will happen at the next board meeting is that the teamsters will come with their openers and then once that happens we will meet on the 30th and at that time we should have their proposals that we'll be able to bring to the board uh thank you um this is not a question it's more like a suggestion you know in in terms of negotiations is there any way that we can ensure that negotiations are done um not in Tandon but simultaneously as we negotiate other uh with other um members of our unions um I I I know our negotiations with CCA um it's it's it's off it's after our negotiations with Sena Teachers Association but
163is there any way that we can ensure that we negotiate at the same time so that way we're dealing with uh budgets and proposals of items simultaneously um ensuring that all our employees are you know treated fairly in terms of um uh future negotiations I know I can't do anything with the other uh but in in terms of this one I just want to make sure that we do it at the same time and hopefully we can work together to uh to to bring our CSA members okay go ahead go ahead Vicki is that possible that would be the best yeah that would be the best case scenario in this particular case um with perb not approving their request to be able to be a bargaining unit until May and then the board not approving
164until June they haven't had the opportunity to request to negotiate until now um so this is a little bit of lagging behind um we are hoping in the case of cssea which is actually not um part of the uh board agenda item but we are hoping with the cssea negotiations to bring that to be in the same timeline with SRTA and then eventually to bring the teamsters negotiations also to be in the same timeline so that all three would be on the same timeline thank you and I do see your president metina this time around uh go ahead um no I I I just found it I just wanted to clarify cuz I know you were saying custodians but I just wanted to make sure that we were clear that it was the head custodians

167um there were four applicants for the position the position was open for over a month there were four applicants all four were interviewed three of them were deemed um not um not appropriate for the position uh Taran was deemed to be the most uh qualified for the position and so she was offered the position so we're asking for a variable term waiver uh to cover the time period between now and when we get the results of the exam so that she can get her credential to be a credentialed um program manager thank you um do you have anything else to add no no we we're just here for backup and moral support if you have questions we've got answers back up moral support questions um I'm just trying to torture my my um little co-

170want to highlight that we are wanting to we will be moving towards um flying the progressive pride flag um on our polls and I know there was a couple of questions during um public comment um the district will be purchasing them they will be flown right underneath the California flag and I believe the AR states that but who's paying for it the district is and we'll make sure that every every School receives one and the custodians know to put it up with um with the other flags um so I just bring it to the board for consideration the BP and itself has has some changes um because we're also trying to update our all all of our BPS and AR to match with um with cba's language to make sure we're um in line with
171Ed code and so I bring it to the board I don't know if president Medina has anything else he'd like to say but that's that's the reason we're bringing the AR along with BP with this one yeah definitely so um in the past the board um um has talked about flying the the pride flag and and um you know unfortunately TR lus isn't here um but you know she had uh suggested that we fly the flag at our schools at all time not just um during give and pride months and so my initial proposal was to bring the language that's currently um that that we're showing there in the AR um as a board policy and and bringing the the language on the the federal and state flags into the board policy um but uh
172superintendent Morales suggested that that it would be better to have that language within the AR so the the BP recommendations are are the CSP a modifications to the BP but we're making sure that this language that that I'm I'm uh that I suggested be included in the are and specifically it's it's about ensuring that um we you know this is a a bold statement that we as a district are taking to to declare that our schools are safe spaces and you know flying uh the pride flag below the US and below the California flag um and and um I you know president how mentioned earlier you know who's going to pay for it all that stuff um as superintendent Moralis has has indicated that there's some schools that that need uh some investment on whether
173it be polls or making sure that flags are are posted so making sure that we're doing that properly you know it's something that I trust that superintendent Morales will make sure that um we follow up on but again this is about flying the flag year round and making that declaration that our schools are a safe space and and and it's specifically identifies the progress pride flag as the flag to fly um and so if you have more questions about that I I'd really recommend researching it and understanding the meaning behind it all um and yeah that's that's that's what's on there um thank you president matina uh do we have any questions from the board um I have one um so uh how did you come up with the progressive price flag as the flag

177collaborate in putting these together when a board member brings them um to be updated so I'll let president Medina take it from there thank you so um so my motivation behind bringing this was for a couple reasons the primary motivation was to incorporate our territorial land acknowledgement into our actual structure um put that into policy um you know we started with with recognizing indigenous people's day and over time part of the goal was to have our territorial land acknowledgements we which we've been doing in practice um since uh president Fong um was in office but now it's about um for me thinking about long term make sure it's it's in our policy so this is adding um the section on having the Pledge of Allegiance in terms of our uh agenda structure followed by the
178territorial land acknowledgement the other thing that um I I added in here is something that that we've started doing recent ly is um in terms of the agenda preparation um allowing for the vice president to collaborate with the um superintendent and the president in the collaboration of setting of the agenda in those meetings that's something that we started doing um once I became president along with uh vice president Flores but this is again adding it to the policy for process for people that come in the future to to that are like me that like to go to the policies to learn how to do what it is we do in addition to that there's a lot of additional changes that um have come from csba that were added to to this uh policy in terms
179of updates um I don't know if folks have questions or if uh superintendent Morales would like to add anything else I just wanted to as we start to update policies because we've created a board policy tracker to update our policies to match csba language because csba keep us Keeps Us complying with Ed code so as we start doing these changes and we're going to assign them different sections of um the bylaws or the board policies to different divisions and departments um you're going to see the red line infit it's a solid red and not italicize the solid red are the changes that csba is recommending anything we're striking out is because csba has not Struck it out and any of our language will be in italics so if you see italics red it's new language
180that we are adding that is not csbas so that's going to kind of be our Rhythm um and we're doing it in italics because when it comes back to being um csba re you know giving us another update we don't want to lose the language that we've added so we want to make make sure that we're faithful to the language that we're adding that is different than csba but still compliant with an ed code thank you um I have a question if you don't mind so um uh it it says the vice president may also collaborate so not sha so we it's just a it's sometimes they're able to and sometimes they're not we can make it shall um it's up to the board's discretion on that one if they wanted to change the verbage
181so then who's purview is it to have this the vice president be part if if we use the word may instead of shall there boards yeah I think I put I put the word may um just because I think it be up to if the vice president wants to participate um but I get but I guess uh it doesn't uh it could be sh I mean um but it was keeping the spirit of the original language where it's the president and and the superintendent and then allowing the the Vice President in practice and so that's why I chose the word may but personally I have no problem if if if it's either okay thank you and I just want to say thank you again because I mean this is something that I've been pushing for
182the last four years and um thank you president mantina for bringing this forward I think in terms of making sure that we have continuity in terms of uh policy and procedures of our school board it's important that there is a uh you know a system in place where you know someone is on boarded on how to run a meeting uh too often we have new presidents that have not had the opportunity to see what it takes to set the agenda right and then it falls on the uh our staff or superintendent to to train them so I I think it's it's important to have this sort of onboarding for future uh people who are going to set the agenda uh because then it moves the uh honors to the board instead of the superintendent or
183their staff so I would like to change that to a Shaw um instead of may I have no objection to that then how do we go about um do we approve it with uh the with that that amend that's the only slight change that is you can app and if the board agrees you can just approve it with that word change and then wave the second so whenever the Motions made just make it with that change okay so but I'd like to hear from my colleagues about this you know so um yeah I agree I mean I think I was kind of more on like the May side because it offer some flexibility like President Medina said it's it's really up to the President and Vice President um that's leading at the time to make

186we would have a senior and a junior so they could kind of teach each other as we go along the ways I've seen two students in big districts um in order to be able to have more student voice and so I bring it forth with um president Medina's um recommendations so I think the oh if I may the as as we discussed at the last meeting um I I try to make all the changes that the board um had suggested um basically um focusing just on on Switching two to two board members U student board members um the language indicates that when you know they their term is commencing on July 1st um which kind of goes in line with the sentiment that the board didn't want anybody to start in in the middle of
187a term so it would begin at that following Academic Year um and then this Incorporated a lot of the csba language um so you'll see some of the changes kind of going in line with what um uh um superintendent uh U Morales indicated earlier about changes to to language tied to csba recommendations but the main the main thing here is that we're going to two students and we're changing the rotation just among students in the district high schools and not naming individual schools um to make sure that we um keep in mind whatever may happen with the school consolidation can I ask a question also I wanted to add that the county is begin to offer trainings for student board trustees but I also have an extensive like a whole week training that we can

191yes um so uh thank you I I I wasn't here last time so I just need clarification so this is this is Ed code language this is um csba has written this based upon the what it aligned to Ed code so Ed code allows for a board for student trustee it allows for these things um and so they're putting it into board board bylaws and Ed code is a Shaw instead of a May is that what I'm hearing yes they changed it to a shell not a May at code yes okay right thank you so what I'm seeing on this is this Ed code changed January 2024 and this was brought to our attention last meeting for some potential changes with our within our district um I'm still very adamant that we should not be
192making any financial decisions at this time or adding things that are unnecessary at this time of our budget concern so we didn't need to bring this up and talk about this right now and this Ed code changed 10 months ago and now we're talking about it when we still have Labor groups are trying to negotiate respectfully with so I'm all for bringing on two school board members I'm just not ready to financially compensate or reimburse um at this time I think um my my my question would be um so our existing language has has said that they may be that they may be reimbursed for mileage um so it's so what's the difference of may be reimbursed versus shall be entitled to because our because to leave the language as is is to say they
193may be reimbursed so may may allows it to be the May allows it to be discretionary and the Shia assumes that we um they are entitled to that but the May allows a discretionary for a discussion to be had on whether they are or not just like any other of us being compensated for our time on whether we are or not so the sh implies that that is owed I think I think what president Medina is trying to say and where I think i'm at too is that the entitled to be gives us that flexibility that the May does it it's it's like semantics in my mind it's May equals shall be entitled to be because I mean like us right board members are shall be entitled to be reimbursed for mileage I've never been

199Salazar who spoke at the last meeting um I teach 21 different classes um both General Ed ESN and Rise classes um I was not able to get equipment last year because I was told when the order due date was um three of us got it in by that date to only be then be told that the date had changed but nobody in the um at the district office uh let us know nobody in HR told us that the date changed so we did not get equipment last year we are not getting equipment this year because there are zero dollars towards it um I teach approximately right now I did the math um I teach approximately 350 three students um it gets wear and tear we work outside on the blacktop um I don't have equipment
200necessarily that is for my ESN and Rise students um so we are in dire need even for equipment so again I do hope that we take in consideration everything that is happening in the district before we think about um the topic that is being brought up today thank you thank you Pam um vice president Flores there are no other hands raised and I don't have any blue cards thank you Melanie uh this comes back to the uh board for yes for any more questions or comment uh trusty M um mcnali I think that in order for the student board positions to be Equitable and accessible to all students it it can't come with a financial burden to those students we're not talking about paying students we're just talking about reimbursing the gas that is required

205I don't want to disadvantage students who may not have the access of uh other folks um so you know at the end of the day we're not talking about huge dollars I'm more than willing to give my stiping back to to everybody even though I you know contribute this you know in terms of scholarships and and other things like you do um you know cuz we're talking about you know maybe one of our stiens to be reimbursed I'll be one than happy to to to say no more to my stien you know to ensure that we have access to our students uh especially those students who may not have the resources are um to to do something like this so uh that that's all I'm going to say so uh however you gonna take this
