board opening this meeting Wednesday May 10 2023. we will start our meeting with the Pledge of Allegiance please rise and before we move on to our land acknowledgment this evening we do have a public comment thank you and before we move on we have a speaker card from Dwayne DeWitt president manieri how much time for public comment tonight um three minutes each thank you acknowledgments also thank you for having these in-person meetings again and ending the lockouts so that we could come and participate in person my specific comments about the territorial land acknowledgment which I haven't heard here yet in person but I do believe it has to do with the Native American the residents who were here before settlement came if that's the case I would like to ask you to indulge in something

that's been happening in Marin County for a number of years that could happen here to help to educate our local residents about our heritage and that is apomo Park I first met Pomo Indians when I attended Public School here in Santa Rosa as a boy growing up with pomos I realized that there was much more to be done in the educational approach in Marin County there's a Miwok Museum and a Miwok Park which honors the heritage of the Miwok tribes that were there before any of the settlements that occurred in these areas being from Roseland we had Pomo long before anybody came there and the Palmas have been acknowledged that they had settlements out along the creek and I do believe that you folks could work with the Roseland School District which has had a

Native American Indian museum for a number of years but has been closed not just due to covid but lack of Staff in the past the museum is still there we could work with local tribes and we could help to educate the young people here in this community about the great contributions that have come forward from having our Native Americans in this community I see before me a number excuse me of young Panthers here when I was a kid I went to Santa Rosa high school we had pomos on our sports teams we had some championship teams there needs to be a recognition here in our community to the good contributions that have come from the palmos in our community and as you do this territorial land acknowledgment that's nice but there's a thing called actions

speak louder than words so I would like to see you folks be the leaders in stepping up to get actions for the Promos in our community to be recognized first and foremost teach the historical situation to the young Panthers and all the other youngsters I saw some Vikings in here too from over at Montgomery so they're not necessarily our Challengers our opponents they're all good kids trying to learn to go forward thank you for your time today I appreciate it I'll be back for public comment thank you Mr DeWitt at this time please join me in standing for our territorial land acknowledgment and leading us is Eric lofty such an honor I would like to acknowledge that Santa Rosa city schools is on the traditional territory and homelands of the Pomo people traditional territory and

homelands of the Coast Miwok people and honor with gratitude the land itself and the people who have stewarded it throughout the generations this land acknowledgment calls on us to commit to learning to continuing to learn how to better to be better stewards of the land we inhabited by offering this land acknowledgment we affirm indigenous sovereignty and will work to hold Santa Rosa city schools more accountable to the needs of American Indian and Indigenous peoples thank you Mr lofty we will continue to honor the past and the present for the future of this land and for our school Community with respect and with gratitude we are now on item C3 report of actions taken in closed session during the closed session the board readmitted student case numbers 222308 and 21 2216 after successfully completing terms of

good student and a hard worker she is very helpful to her peers and a staff as well I like this one in particular Gladys was awesome when I had her as a math student and she was very helpful with helping to set up for Casp testing this year in my classroom even though she isn't my student anymore I miss having her in class Gladys is such a hard worker she has excellent grades and she's so helpful to everyone on campus whenever I see Gladys at school she always has a cheerful demeanor and when she shows me her beautiful smile it literally lights up the campus congratulations Gladys you are truly deserving of this award and I am proud to honor you tonight on behalf of the Ridgeway High School staff foreign all right I am

biology aerobics and yoga Kathy Finley remembers her students and the projects they did like the Newt project with the Pepperwood preserve and the award-winning video they produced about the Sonoma Creek Trail in 2001 after being encouraged by her colleagues Kathy decided to become a school counselor she has served Ridgeway High School students as a school counselor for about 20 years and for the majority of those 20 years Kathy was the only school counselor at Ridgeway she and her husband Bob have been married for over 30 years they have two children in their family Tosh she's 24 and Andrea who's 44. below are the beautiful words that Kathy's colleagues used when describing her wonderful counselor so helpful to students Kathy vianello has been a dedicated staff member at Ridgeway for over 30 years she started as

a bio teacher then became a counselor and a JC coordinator for most of the time here she was all we had she worked hard to make sure that students were always informed of their options regarding their academic credits work credits and program options after graduation such as career apprenticeships like with North Bay Construction and the time that I've known her she has always been respectful responsible and kind no matter what the circumstance I nominate Kathy vianello for her 35 years of dedication and all the support she's given to students at Ridgeway over the years Kathy is an advocate for the students for students the best she can be I see this as a way to call out the service she has given us because she has been in service to Ridgeway for such a long

time her heart and dedication have been Everlasting for more than 30 years here at Ridgeway and it's the least we can do to honor her in her last year in summary I absolutely agree that Kathy deserves this recognition and I am delighted to have the opportunity to get to know her and work with her I'm truly honored to recognize her amazing contributions to our school community foreign thank you principal Smith and congratulations one more time to all of our awardees this evening we will move to item C8 our School site parent organization updates and though we do not have any reports this evening we want to recognize and honor the work of the parents at steel Lane Elementary School and Ridgeway High School and thank them for for their dedication to our students if we

can give them a round of applause as well [Applause] and before we move on to item C9 our public comment on non-agenda items we will take a two-minute break for those who want to continue celebrating and taking pictures and we will resume in two minutes thank you live baseball is Sonoma he's like 13 10 as well yeah oh and it has sound too but I'll spare you wow all right enjoy Ed foreign you can over there I'm gonna go I'll go get him thank you all right we are ready to resume our meeting so we are on item C9 public comment on non-agenda items and we will start with our blue speaker cards and then move on to our remote attendees I will uh call three names at a time so folks can queue up

um and we will move forward in that fashion so the first three and thank you and each speaker has three minutes our first three speakers are Duane DeWitt Carly baragan and Mia Clinton hello my name is Duane DeWitt I'm from Roseland I wanted to thank you for such a nice meeting it's great to have it start off with so many good accolades for the students and the faculty and the classified workers also as a matter of fact when I was a boy at Rosalind school one of the best people to know was a Pearl Harbor Survivor his name was Mr bothering and he had a good influence on a lot of folks what I had actually come to talk with you about today is something I mentioned over uh three or four years ago before

the lockout of public activity and it was about I went back in the day was called tracks or tracking of students in which students were basically kind of focused and steered over to one area or the other being academic those folks that might go on to college and then vocational those folks that would go off to a different approach being from Roseland many of us were tracked we were basically looked at like we would be the working class and others would go for onward into uh what they call higher education with that in mind I want to make a point today to all the young people here that you can actually be paid more now being a craftsperson or a trades person working in the North Bay Construction Industries as was mentioned earlier doing many

things following your heart and going forward on the things you'd like to do and get paid really well at it as this becomes a Boom Town basically Santa Rosa is projected to grow up to at least a quarter of a million people there's all kinds of building going on this is the time where people can make a choice to do something different and maybe even track themselves into a vocation I mentioned this because actually I don't like to use personal examples so much but I didn't get my first bachelor's degree until 30 years after I graduated from high school and when I went from high school I went in to serve my country and got some training there that was helpful and allowed me to work a bit come back go to the junior college

get a degree that type of situation but as you go on in life you got to keep getting educated and you have to keep changing with what's going to come forward and right now here I am again talking to a school board working on more education for myself and as you can see I'm not a youngster anymore but you have to act like a youngster all your life to keep getting the education you need to be ready to move forward in a positive way I wanted to tell you about something really cool which I will share with you under the mental health awareness month's comments and that'll be my Trifecta for today and you probably won't see me for many more months thank you thank you Mr DeWitt next we have Carly baragdan and then

Mia Clan and then Samantha Kim hi my name is Corelli varagan um I will be talking about being a female athlete in our community I'm a freshman at Santa Rosa high school and I play on JV on the JV girls basketball and softball team um I've been playing basketball since I was five years old and I started playing baseball when I was six um I played baseball but I eventually stopped because no girls were on the team when I was in sixth grade I played for my Elementary basketball team at ccla it was a co-ed team since we only had about six or seven girls try out and our coach didn't think it was enough for us to have our own girls team the my peers my teammates would all work together and pass the

ball as normal basketball team would do but what I thought was unfair is that the the boys on our team had a hard time passing to me and are my fellow female teammates um I've received as a female athlete I have faced criticism in parts of my life about playing a boys Sport and how girls should shouldn't play basketball or baseball I used to be embarrassed about playing sports but I'm not anymore as a young woman I've heard many things on what girls can and can't do my basketball team at my school has the boys old freshman team uniforms and we use our school's old gym unless the boys varsity or JV or freshman team aren't there uh and our softball field the bullpens are uneven and they're just the field isn't well kept our

baseball team however their field is well kept and they have batting cages and mannequins for batting and for the bullpen our school doesn't give much attention to women's sports and my peers and I feel that it is unfair we want for our Sports to be cared for and to have attention for our Sports it just seems unfair that the male teams get more attention and they're more like kept we just want equality for our teams that's all thank you [Applause] thank you Corelli next we have Mia followed by Samantha Kim followed by Kevin Costello hello I'm the team captain for my baby softball team at Santa Rosa High School I play cross country basketball and softball and I've been playing all these sports for about four years I've noticed a lot of issues regarding women's

equality in sports and I'd really like to bring attention to them my some of my main concerns regard the funding of sports uh like my teammate already said uh male Sports get all of the funding like our softball team the field is uneven we don't have I know Varsity has wanted to scoreboard for a while and we haven't gotten that but I've noticed that all of the money goes to men's sports like uh they get buses for went for games to get uh um like my team I already suffered basketball the JV girls team has the Freshman boys jerseys which seems incredibly unfair to me honestly and it's not just my school I know in my middle school rvcs and uh I know in other high schools my friends they're facing the same problems women

make up 40 of all sports people but we only get four percent of coverage in the media we don't get enough recognition recognition we don't get the same opportunities that men are having uh the fact is that many arguments can go past this one point but just the equality of women and men for sports is not fair we need funding to be equal that if you don't specify when you're making a donation to sports teams at high schools usually ends up going to men's I play cross country and it's a co-ed team and for cross country we have so much more stuff than girls basketball and Girls JV on cross country I get new uniforms I get a field that's actually playable in and even still in Cross Country even though it is co-ed I've

noticed a lot of favoritism in men like there's more men races there's more attention to them they don't recognize women as athletes were not seen as how we should be and when we are covered in the media it's always about how we look and how we're being brave as women whereas men it's they're actual athletes they have they're strong they're winning they're doing amazing as athletes but women aren't because we just look pretty bottom line women need more attention and it needs to be fair thank you Mia [Applause] the next speaker is Samantha Kim followed by Kevin Costello followed by Dylan Payton okay good evening my name is Samantha Kim during my time in this District I haven't agreed with every leadership decision but I can usually see things from a perspective different than my

own however this year there have been many decisions that I have not agreed with because they not only go against our site and District mottos but because they're causing our staff students and their families to have high levels of anxiety and not feeling safe nor listened to the district's motto is every student every possibility no matter what and while I agree with this statement and I admire the passion used to come up with this this is not reflective of my site nor our district right now we are doing a disservice to two main groups of students the ones that have continuous unsafe behavior issues and the ones that happen to be in their classes what about the students that assault their teachers and other students what about the students that are continuously disruptive disrespectful or

unsafe our site motto is Imagine innovate and Inspire and I can only speak for myself I have nothing left to give to this job I can't do these things due to all the professional obligations and worries that I have about the safety and well-being of our students their families and our staff why can't we be a staff focused district and a student-focused district a colleague asked me to read their statement not only as an employee but as a parent from our school I am writing this as a parent to raise awareness to the school board about an ongoing issue in my child's class I was not informed of any incidents until I became an employee at their school I feel that as parents we are supposed to be informed of what's going on in our

children's classrooms the incidents with a student began at the beginning of the school year one student's actions continue to create an unsafe environment with distractions that prevent learning in a recent incident outside the student not only physically assaulted multiple staff members but through objects such as backpacks metal water bottles and garbage cans their actions that day scared two first grade classes who had to be locked inside during their music and PE Time on my first day I overheard on my radio that a class was being evacuated when I asked which class I learned it was my own child's class I was shocked to learn that this has been going on for months with no communication if things are so unsafe that students need to be evacuated parents should be notified there's an emotional and mental

toll on students that must endure unpredictable and unsafe behaviors from another student my child came running to the office to let me know that the student was being unsafe again and they had to evacuate their classroom I could see the fear in their eyes once they told me what was happening I Now understand why they would tell me every morning they did not want to go to school this week I found out that the same student in my child's class had come to school with a box cutter blade and was showing other kids at school this incident occurred at 7 30 a.m on Monday and not one staff member nor family was notified till Wednesday at 12 49 pm to end my statement our district needs better communication and clear Behavior boundaries we recognize that

many of our students needs go beyond the traditional classroom and we cannot provide them with the resources that we currently have please stop advising us to make connections with our students we've been doing that since day one thank you thank you Samantha next is Kevin Costello followed by Dylan Payton followed by Eric faith good evening my name is Kevin Costello I was here in front of you a couple months ago and it's an honor to be here um I have two things that I'm going to talk about but since the girls are talking a lot about equity and uh female sports I'm the Varsity softball coach and I've been talking since uh 2021 about getting a scoreboard for the varsity field and I have jumped through every hoop that's been put in front of me

and I was raised in the military so I know that if you don't get the answer at this step you go to the next step in the chain of command and I have included the chain of command in all of my emails since then and we have gotten one step put in front of us after another there was a meeting where all the funding resources were identified my girls have raised fifteen thousand dollars we just had a hit-a-thon and raised twenty one hundred dollars more and yet as a district we can't identify where the last bit of money is coming from I have super motivated parents and when we asked for funding allocations in December I know that if the district had come and said Mr Costello your program needs to raise fifteen thousand dollars

more we would have done that but every time I asked those questions I got bypassed and then finally on an email I got told not to ask that they will give the answers to the principal and the athletic director um with those pieces of information the motivation of the parents went down the tubes and the twenty one hundred dollars we raised on a hit-a-thon was great but uh we as a district need to do better for these young ladies that play softball for Santa Rosa High School that's all I'm going to say about that because there's more to come I do have one more thing that I need to talk about I've been asking for curtains for my wood shop since 2017. when Mr coscarelli was the principal he left Dr Crystal came in and

I've sent quotes for curtains three different times recently the secretary for Dr Clissold asked me for an updated quote and I sent that quote we've had meetings about these things and nothing is happening we have been focused hyper sensitive lately about safety of students and if you've been to Santa Rosa High School wood shop it's all windows it's a fishbowl and something needs to happen and I can tell you this I'm retiring because of the lack of activity from our district thank you thank you Kevin next is Dylan Payton followed by Eric Faith followed by Rosalinda Brady hello I'm Dylan Payton I'm a freshman at Santa Rosa High School I'm here to talk about the unfairness in girlsport I've been playing sports since I was six I started with softball and have since then played

soccer basketball cross-country volleyball flag football basically anything since I was little I have heard many comments about playing softball that it's an easier voice it's an easier basketball or baseball sorry and that it's easy it's just made for girls because it's so much easier because girls can't play sports girls tend to not have all right boys tend to be seen as more important because they play better or they care more about the sports but girls care just as much maybe more because girls have to try harder to play because we don't have the advantage that boys do we don't have the money that boys get when a donation is made to the high school for sports and there's no specification it automatically goes to a boy Sports it goes to football base basketball baseball any

boy Sports it goes Varsity JV freshman and then finally after the boy Sports it goes to girls we deserve just as much as the boys do they is unfair and sexist they don't have they have no reason to get more money to get more to for people to care more at the school most people go to to the football games to basketball games to baseball games all the boys sports because it is announced everyone talks about it there are posters for their reminders on Instagram and everywhere girls Sports you have if you go there there's only parents and sometimes sometimes people but they are only invited because they are not announced they are not public they are not made public really because no one cares because it's a girls sport I put at the school

I play I run Varsity cross country I play JV basketball and I play both JV and Varsity Softball um during school I have heard comments that when during PE when girls go up to go up to participate in Kick bomb currently which I'm doing it as a unit when the girls go up to Kick the bomb all the boys say go up go up move in they can't play when the boys go up they say back up even though some of the boys have never played a sport is unfair that boys are get more money get more published we should get as much as them thank you thank you Dylan next is Eric Faith followed by Rosalinda Brady hello I'm Eric Jaden pienta say his name tonight we can honor his legacy a restoring a

little bit of democracy and gain some parental representation on this board representation not a long social or economic or racial lines but representation as parents there's a thing that unites us all as a species which is our Basic Instinct to protect our children the board's been criticized as ignoring our the constituents and depriveness of this basic necessity of a functioning democracy parents have lost faith in this board and in this process parents don't trust this board we feel betrayed the majority of the board doesn't have children in the district when you have children in the district you talk to them about what their experiences are at school every day you talk to their friends you know what's happening on the campus you talk to their teachers their counselors their administrators their coaches when you have

your children in the district you have your finger on the pulse of what's happening in the school this board does not I mean Omar's calling in from Dubai will happen to stay local anyway imagine if you were in a homeowners association right and that whole HOA allowed people that didn't live in your neighborhood to make decisions about what color you're going to paint your house that's crazy right what's not all negative tonight the board has a great opportunity to take a big step toward restoring our faith and regaining our trusts we have two candidates both very good people smart capable compassionate people both of them are great but we only get to pick one we only we have to choose one I think to gain the best parental representation on the board we should pick

someone who has been very active and engaged in Santa Rosa city schools for years someone who's been showing up at these board meetings researching all the items on the agenda and letting us parents know what's going on keeping us involved someone who has currently three children in the district and has their pulse has their finger on the pulse of what's happening in the schools and that person is Deanna oliveras so I would like to speak for myself and for a lot of parents that I speak with that have the same feeling we would like to throw our support for Deanna oliveras board please show us that you're listening to us tonight and not ignoring your constituents thank you the next speaker is Rosalinda Brady before we move on for any other blue cards that come

our way or folks who will speak online we are taking public comment on non-agenda items only if your comment is in relation to an agenda item please fill out a blue card so that we can have that ready for that agenda item thank you good evening to everyone I'm most Linda Brady a home Hospital teacher for Santa Rosa city schools Slater Middle School sent an email to Slater families last week and it said it has been rumored that there were seven fights at Slater today and that is not true there were separate incidents that involve students fighting during brunch and lunch breaks staff responded to these incidents and law enforcement was notified I was really upset and saddened by this note rather than joining in the finger pointing over who is to blame and of

course it's not me I decided to take a step back and think about how do we turn this bad behavior around I know that there have been many suggestions made increased restorative justice personnel and more Mental Health people as well as increased consequences for discipline Etc The District administration administrators teachers and staff are all working very hard to control this situation but it seems to require more than they can do by themselves maybe in the next three and a half weeks of school we parents and citizens and students can join together let's condemn bullying fighting disrespecting one another let's make signs all over the schools especially in the ones that have the most trouble let's have extra people in the bathroom so that everyone is safe and the place is clean and sanitary without graffiti

and an adult is present reassuring students that they have a safe place to go how about a petition at each School asking that parents and students sign stating that no bullying or disrespecting is allowed no fighting no aggressive revenge is allowed let's post it just stop it now parent-teacher organizations can work each of their respective schools put up posters more posters and more posters how about some adults and students together meeting in front of the schools before and after school with science of support for kindness generosity peacefulness maybe we all can emphasize good behavior and in doing so make others think twice before hurting people physically or on social media thank you Rosalinda that was our last blue card so we will move on to our remote attendees those that are joining us via Zoom

members of the audience and would like to comment on the non-agenda items only so if there's something on the agenda that you would like to speak to specifically please hold your comment until that agenda item comes up there's a three limit three minute time limit and our first speaker is Charlie Ray hi can you hear me yes thank you um yes I am just a parent in the community I've been watching um board meetings for a few years now and I also attended the Santa Rosa schools um I'm just calling to thank you for taking the time to listen um I I've enjoyed the comments and I'm giving feedback to those who have given public comment that um I want to support those parents who are here and continue to be here even though there

are many underrepresented communities and um I'm also not speaking of race or sex but there are underrepresented thought communities that have been very much pushed out of the circle in problem solving and so-called democracy and I just want to look forward to hearing the interviews that you have put forth and I have heard that there are communities that help the parents to kind of gather together and I encourage them to look out for those in their area so that we can continue to work together thank you and again with Eric Faith thank you for your comments I appreciated that very much and for the girls that are standing up for their Sports you all have a good night thank you our next speaker is Scotty Santina hello um first of all I want to recognize

my colleagues and the amazing students at Monroe for having our first International Day post covid um it was so great seeing students eyes light up as they got a chance to travel the world and be exposed to new cultures and food and I just want to give a shout out to all of our staff and our students and parents who made that happen um I'm glad that we and now on to business I'm glad that we are bringing our red bad our some of our red back preparedness to oshore above standards some of our current policies are teaching students that the squeaky wheel gets the grease when it comes when when we are trying to solve problems without real age-appropriate consequences we are teaching kids it's okay to damage school property curse at teachers hurt

one another these things are all suspendable in California ad code why do we continue having policies that punish 19 students restorative justice requires boundaries and fair consequences given these problems are happening district-wide and and all over California these are this is not the fault of one administrator or one teacher or one person I do believe that this year has shown the need for more adults on campus and that can go from anywhere from campus supervisors to restorative Specialists to counselors to assistant principals in elementary schools this is a this is a cultural problem part of it is district and part of it is just the time that we live in also as a temporary teacher I have been told not to rock the boat but I believe our students deserve better and I am here

for them our district needs to build connections with us a great start is showing up to listen something superintendent tronell made a commitment to do in March when can we expect to see you at Monroe thank you thank you our next speaker is Dominic Dominic if you can please State your full name for the record uh hi can you hear me yes can you state your full name please uh yeah hi I'm Dominic Dudley restorative specialist from Montgomery High School um I find myself in an actually very uh awkward position as a person of color because I'm actually going to be um kind of petitioning here a little bit for the return of sros on campus um and the reason for that is um I'm gonna we're gonna be proposing a letter to you a

formal letter but uh real briefly the reason for that is I think there's a kind of a disconnect between our communities uh that being minority communities and the police uh the reason for that being we have no positive interactions with them um I myself and I'll get more into this have witnessed my my community be uh you know mistreated and because of that I feel like it made me apprehensive when dealing with police officers I feel that if I did not have these negative like I feel like these negative uh interactions with police officers make me interact with them negatively already and so that I feel like does not allow for maybe the most positive outcome where I feel like if we can perhaps offer these kids um yeah these positive interactions that perhaps they'll

call more and instead of handling these bad situations themselves they'll call the police um more calling of the police will lead to less minority communities harming one another and going to jail um if we're a restorative School District then I think that we should take the restorative approach by Bridging the Gap between our communities and the people that are supposed to protect us um I'm you know 26 years old I hadn't had my first interaction positive interaction with the police officer until officer Luigi stepped onto Montgomery's campus perhaps we can allow these kids to have a positive interaction before they're 26 years old uh thank you that's all I have for you um you should be expecting a letter uh from Montgomery within the next coming weeks thank you our next speaker is Shelby Pryor

good evening Barb it's interesting to me that I've heard a couple topics come up now and it's it's ironic that these people keep pleading with you the same things Mr Omar Medina as they said is somewhere in Dubai or some country where he looks like he's an oil Mogul while he's spending our hard-earned dollars hope you're enjoying that vacation um miss lineary and miss De La Cruz you guys have a big job to do you need to start Bridging the Gap between the Latino communities and the black community a little bit exists there Mr Sheffield you do too I feel like there's a responsibility here that's being completely neglected we continue to talk about equality between women and men and women I'd like to discuss the fact that men in the Ukraine were set to

made to stay while Women and Children got to leave the country and flee this is the difference between men and women the thing is is that we don't get the luxury of avoiding conflicts with the rest of the world while you guys get to sit down and play house this is the reality of the difference between our communities men play a key role in helping go ahead and establish security and safety we want to continue to express that we may have differences but it does not it allow for individuals to keep putting these devices things in the way I hear that the young ladies are not being represented the way that they should be and this is at the fault of the leadership that's currently in place you understand that these women are mistreated and

aren't receiving the same kind of benefits but guess what you're doing nothing about it you clap your hands you smile and you keep giving us this BS that's the first thing that I'd like to address the safety at your school should be the number one priority and I would really appreciate if you're going to talk about me any of you in public that you go ahead and watch who you speak to me about because all this information gets back to me and guess what the great part about this is I must be renting space in your guys's head because you don't rent any in mind I'm glad that you are starting to realize that I'm not going anywhere and I'm Gonna Keep applying pressure because that's all you people seem to understand I am not

going to back down because I'm worried about how you feel if you cannot figure this out don't worry I'm here for the long run you have made it very apparent Where Your Allegiance lie and your Democratic or republican backgrounds don't mean anything to me continue to oppress us and we will continue to push back I will be at the front not in the back like a coward pushing paperwork thank you thank you our next speaker is Adina Flores uh good evening board and superintendent for those in attendance this evening I'm the former executive assistant for the folks at the diocese I work directly in the superintendent's office I was forced out of my position for asking about illegal policies and questionable non-profits associated with our school board being that I am a protected whistleblower per

California state law I'd like to know why the district completely disregarded California labor code 1102.5 I attempted to exhaust all Resources by disclosing legitimate illegalities to staff government agencies law enforcement Etc yet not a single individual in the entire County of Sonoma was willing to have a conversation with me I'm saddened to hear how our female athletes are being treated that was a triple Varsity Sports athlete during my high school years myself our board is completely focused on the political agendas they are paid to push as the token brown people in our community the board decisions being made have nothing to do with the best interests of our students I'd like to read you the letter that I sent to the board and superintendent attendant regarding superintendent chernel's contract renewal renewal while the district had

me under investigation for half a year using your tax dollars after deeply diving into Biblical scripture over the past weeks I realized I need to come to you all directly if I have an issue to address I'd like to take a moment to acknowledge superintendent tranelle as an exceptional leader for the community I thank superintendent tranelle for the tremendous job she does for the district I gladly sacrificed my job to shed light on the political bias driving education I've seen this astounding woman work 12 hours a day with a smile on her face long after everyone else has left for the day she truly cares about everyone around her and this is one of the rarest qualities to find she sees all of us as equals and brings peace and light to those who are

fortunate enough to meet her as I expressed to you in our initial introduction with Dr kinamura I stated I truly desire to bring equity and equality to this district for those of you who don't know my name means gentle in Hebrew as an empath I've been open about my life and inspiring others to willingly open their hearts to me I cannot say idly by as I see people in need families friendships being destroyed and politics politics overtaking education greed has no place in influencing governance I encourage all to reflect on the oath they took to protect the Constitution I greatly appreciate the passion and knowledge this board brings to the district we can accomplish great things when we listen to one another and work together because superintendent Chanel completely threw me under the bus to

save her own job I'm not too certain where the district mindset stands regarding stakeholder concerns as a follower of Christ I'm not angry but I do ask individuals to be mindful of their choices I'm now a journalist for the California Globe I've been doing a forensic audit of the County's finances for the past two years please don't hesitate to reach out to me I'm on Instagram civil underscore rights 707 I'd be delighted to truly help the staff and students I sacrificed my own job to do so thank you thank you our next speaker is Lisa Brown hi my name is Lisa Brown and I've known both candidates through the school activities over the years and I'm proud to say that I believe Diana Oliveira's cares the most about school safety and I would like to

see a woman to replace the seat being vacated by one thank you thank you Miss Brown our next speaker is Jess and as a reminder if you're speaking about a candidate that's coming up later on our agenda this is non-agenda items only Jess if you can please State your full name for the record hi my name is Jessica go ahead okay I am here today to speak on behalf of the entire Sonoma County so over the last couple of years we have had political turmoil everybody's aware of that but that's not something that our children should feel our children should live in an environment where they're able to grow where they're able to learn where they're able to trust and learn equality from the faces around them currently our children are made to feel less

than or less important then they're pivoted against each other and it's causing the violence that you're seeing in the schools today um there's a great need for more involvement in parents and listening to parents you guys are not unaware of the board meetings that have gone on over the last several years um parents are your allies they're here to support you but they need to be able to to count on your support for them what we do in this County right now um and what many people have gone to to homeschooling into other alternative schoolings is we are pushing politics where we need to have the you know the originals the Reading Writing math arithmetic instead we focus on feelings and we focus on more separation we focus on gender separation we focus on color

separation and by that I mean as we point them out to the point where people feel differently and it's having the opposite effect than causing equality a lot of the violence in the schools today are because of these political agendas because people's individual um agendas and goals are to focus on pushing those as as political gain our children are suffering and they need better guidance they need better support from the adults around them and they should learn equality and the fact that they should learn that everybody they see no matter what they look like cares about them um I would like to also briefly speak on the fact that um over the Sonoma County's board meetings last several years there's been some guidance there's been a voice of mind and a assistant to help and

that person is Deanna Oliver's she's cared more about the people of this community and she has children in here she's worked in the different schools she has had children in our districts she's been on many board meetings and she has a heart for our children in our schools and she has a a way to be a participant to all and and help further everybody's what everybody needs thank you thank you our next speaker on a non-agenda item is Karen Wagner good evening everyone can you hear me a little bit low if you can turn up your volume okay I'll try that is that better yes go ahead thank you okay so girls Santa Rosa High Sports oh my gosh you guys brought tears to my eyes um as a mom and uh who also had

a daughter who was in sports all the way from like 10 and under all the way up to you know um Varsity um I I understand where you're coming from um I also have a son who did baseball so my husband did coaching for both boys and girls my girls started out with baseball she had a baseball boy swing we had to correct that in the girls softball fast pitch so my heart really goes out to you guys but don't lose Faith just keep on going and one thing I do want to say is that um Sports help people become confident young people and leaders okay so young ladies you will become leaders and we often remember that when we keep kids involved in sports they're not out there running amok okay and one of

the reasons I became a School employee is so that I could have dinner ready I could take them to the practices I could be there for the games so anyways um Kevin Costello um you're an amazing amazing person and I've been in your room um and yes here all windows you're like you're like a fish pond and you know after being in there with students and just being able to you know just see all this I could see where that would be a huge issue but I I think that we're going to have a huge loss and congratulations on your retirement but I also feel that we're going to have a huge loss of a skill which is wood shop okay this is also kind of like a career this is a CTE kind of

program moving forward I don't know how many people can replace you so I wish you well and um girls keep the faith thank you our next speaker is zoom user if you could please State your full name for the record someone by the name of Zoom user you're next if you can State your full name okay we will come back to you our next speaker is Gerald Gerald if you can please State your full name for the record Gerald Stahl this is a non-agenda item but I'm hoping that the board at some point can make it a rule or regulation that the board members actually sit on the board have kids or we require them to have kids in our district I don't think they any board members sitting up there that doesn't have a

kid in the district really has a vested interest that's all I have to say thank you our next speaker is Sasha Rose hello can you hear me yes hi I am here to speak in support of Deanna oliveras Mrs Rose Miss Rose I'm gonna um stop you you can comment on that item when we get to it which is E4 if you can please hold your comment until then oh my apologies I thought I heard someone just say something oh wait thank you so much we'll try one more time zoom user you can please State your full name for the record hi I apologize um my son must have changed the settings this is Sheila Walker thank you go ahead thank you president manieri board superintendent and Community um at least a year and a

half ago I had drafted a letter um on behalf of the student teacher parent council at Rincon Valley Middle School that letter was signed by all of our members including staff teachers and the parents we had asked at that time a year and a half ago plus that our campus needed additional supervision and we wanted the board to revisit sros on campuses not one person from the board replied to that email letter nor has the board in over two I guess three years put sros or safety as an agenda item yet we read in the paper that there is now a lawsuit coming from Rincon Valley Middle School that's the school my son attended last year he was an eighth grader and as I had mentioned on a couple of calls um I feel like

I could say more now since he's no longer a student in your schools because I had to pull him out he was going to school in an unsafe situation he was bullied all year by multiple people we moved his schedule two times his locker three times and we reported everything to the principal and the vice principal he sat through restorative practices with these multiple bullies which meant that my son missed multiple hours of class time not only did the those restorative practices not work but he was also re-victimized he now has from school um you know we went to the emergency room I'll let you know twice during the school year last year because of anxiety he would have panic attacks at drop off this is why he's no longer in your schools it makes

me incredibly sad um that he is not participating um in one of the high schools that would be great for him as a musician but we had to make a decision based on his mental health and I know you have you know resolution coming up but um we have never anticipated or planned to have our child not be in public schools K-12 but we had to do something so um I am just wanting to reiterate that parents need to know that you're listening whether it's sros reopening schools cutting Middle School hours or making our kids wear masks Walker you're welcome I'm thank you looks like we have one more hand president maniere our next speaker is Andrea Andrea if you can play State your full name please yeah Andrea cordarillo good evening board next year

I will be my son will actually be attending one of your schools for the first time um I've been an avid listener to many of the meetings your school board meetings and I I want to know why we're not talking about the sros coming back on campus there's been so many parents students and faculty staff I've heard mentioned several times please welcome the sros and I haven't heard the discussion from any of the school board about them returning and that's really concerning as a parent with a student that will be attending and being in your District next year so I'm wondering because most of you are listening are you listening to the majority of the callers coming in the people that come in and make many comments about how they feel unsafe and what is

the solution there's a lot of schools that you have so many have you have to be listening to with everything and please listen because I'm going to be attending the meetings as well and and I don't know Mr Medina was the vice president and he's never in person at the meetings is that something we can change that's a big deal right I know your time is precious but guess what so is ours and you represent us it's just disappointing and please listen the sros would help communicate the bridge with students to feel more comfortable those that don't feel comfortable which are the minority that Mr Medina has pushed so listen just listen to the communication going around I mean the safety is number one then that should be on the table as well thank you

for your time thank you our next speaker on non-agenda is Lynette Casey good evening board you can hear me yes yes thank you a couple of things uh first off I want to congratulate my sister-in-law Kathy vianello I don't know if you know but I'm Lynette bienello Casey she's worked really hard for our district she's goodness hours and hours and hours that woman has put into her job and our students for 30 years more than 30 years since we were teenagers and Mr Costello congratulations to you he he is in the same venue he works so hard for our students and he is an official I've been back there not only is he in a fishbowl but he's in the north 40 on the campus and you know that's a place that we want to

keep safe obviously but I wanted a I heard Dominic the restorative from uh Montgomery and I wanted just to just take a moment and hope that you guys read the letter I have no idea that's the first I've heard of it was tonight but he makes such an important point you know I've worked at schools for many many years Santa Rosa city schools with sros they have made differences in our students lives for the positive I've worked at schools now Santa Rosa city schools without sros and I can see a divide I can see when officers arrive a lot of times there's not the same treatment they don't know our students I've seen it recently it's a thing our students need the connections we talk about connections with our students they need these connections with

our with our officers in town and I I again as a parent before me spoke I don't hear you guys talk about it except that we're not going to do it why does Montgomery have officer Luigi it's because they feel unsafe the rest of us feel unsafe as well officer Luigi maybe should all go speak to him or speak to the staff that's working with him daily he's doing a fabulous job I'm sure and we we need more of him around on our campuses and our students need more of him around on our campuses and that's it thank you I just hope you keep your ears open and your eyes open and not just dismiss this because at one time you decided we're not doing it I think you should revisit it thank you Lynette

president manieri there are no other hands raised thank you and I have one more blue card um so Jim Payne if you'd like to step up to the podium I'm Jim Payne and I'm here with all those little giggling teenage girls over there that want have uh their Sports treated just like the boys sports in this day and age you know we hear a lot about women's equality now more than ever we want fairness for our girls and I think talk is cheap I think that these girls work hard and so do many other girls and they deserve to learn all the same things that us boys learn playing sports we learn how to deal with conflict we learn how to build a team one thing I've noticed about this particular team is each of

these girls has had conflicts in school with with people in their classes or teachers or whatever and there are people you can go talk to that are adults adults do understand some things but their peers understand better and when you play on a team you have somebody to go to and it's very important you can learn a lot and it'll take you a long way in life so I think it's pretty pathetic that they would have to show up to a place like this and talk about this at all I mean this should go this should be unsaid I mean girls are just as good as boys at everything right right talk is cheap put your money where your mouth is I don't know why we gotta fight for a scoreboard I don't know why

the Girls JV softball field was like a weed mess until me and the coach went out there and cleaned it up and fought and fought and fought just to get some dirt brought in to put on the field so the girls didn't twist their ankle playing ball it's ridiculous and I hear it from many of the other parents from other schools with other teams and I can tell you my family's been in this town since 1932. my granddaddy went to Santa Rosa High School my Daddy went to Santa Rosa high school I went to Santa Rosa High School my little girl goes to Santa Rosa high school and she's got four little sisters coming in behind her so I'm gonna be here longer than you I was here before you and I'll be here after

you're gone and I want to see a scoreboard I want to see a clean field and I want to have these girls have the same opportunities that the boys get I want to hear on the loudspeaker in the morning their games announced I want to see the flyers I want to see parents I want to see you Chumps come out there and watch their games this is enough I never see the principle at the game ever I don't even know if the principal knows there is a JV softball team it's ridiculous and I mean it's really ridiculous and I think I'm really proud of you girls for coming out here and supporting your coach who's supporting you whose dad is supporting you too we all got your back and you guys better have our back

too because you ain't going to hear the end of it you understand sports are important sports are another Outlet how many how many families in this country have we seen Changed by Sports you have an opportunity in this world sometimes you're not good at math sometimes you're not good at English sometimes you're not good at school but if you could play ball you might become a millionaire they should have those same opportunities you thank you thank you everyone who spoke this evening with your issues and concerns we appreciate your time at this time we will move on to our D items these are our reports and we will begin with California School employee Association Santa Rosa 75 report president Mary Layman will take the podium good evening president manieri superintendent tranelle Board of Trustees student

board member the community and classified staff school will be out for the summer in 15 days for the elementary schools and 16 for the um middle school and high schools let's take a moment to pause breathe and look forward to the warm exciting break with the great summer school programs at Santa Rosa city schools is offering students it's time to sign up congratulations to the students and teachers of the month at Steele Lane and Ridgeway in particular are classified Reggie and Lucero let's not forget that it's Teacher Appreciation Week we are grateful for our wonderful teachers that work so hard this year we appreciate their dedication to the students and Families we also want to thank the team at Montgomery High the student body the teachers staff everyone for rallying together in a positive way

to finish the school year I represent 573 classified employees recently I watched an interesting documentary by Simon sinek it was about two companies Crosstown competitors at the first company the classified employees were disenchanted felt marginalized and undervalued and the second company one of the employees actually said that he loved his job it got me thinking how many of our classified employees would say I love my job my second thought was why don't we some of our classified employees are struggling to stay above the poverty line many have two jobs yet despite these economic challenges some of our positions have become careers for many they had children that went to our schools or half children or grandchildren that do now most of our classified are dedicated members and they've worked six or more years our retention

and dedication has enabled the district to function despite site administrative turnover every two to three years teacher burnout teacher shortages and the district's inability to attract and retain employees classified employees keep our schools functioning day in and day out as we end this school year and start thinking about the 23-24 school year our motto should be how do we get our classified employees to love their jobs again we must work together to help classified employees voices be heard we need to work together to help everyone in our school district to feel valued and appreciated give us the opportunity to help bring about a positive change in the school environment that is needed at this time when we are struggling with overwhelming campus safety issues absenteeism and declining test scores remember those two companies I mentioned

at the beginning guess which company was more successful the one where the employees said they loved their jobs so my challenge for us for next year can our motto be I love my job thank you president Layman next we have Santa as the Teachers Association report SRTA president Catherine Howell good evening president manieri superintendent tranelle members of the board members of the public I'm Catherine Howell Santa Rosa Teachers Association president representing about 850 teachers in Santa Rosa city schools uh so many people to start tonight with congratulations as well as thanking um congratulations to all of our honorees this evening and a very warm thank you to all the teachers in our district from me because I'm pretty sure every single one of them is working harder than I am this year uh and so

my appreciation for that also our nurses which is one of our resolutions this evening as well as our speech and language Pathologists who um also need to be honored for their extensive and difficult work that they do for our students every day um it is That season again of hiring and retiring and increasingly more every year resigning um at this point in May we're at the very beginning of interviews for vacancies around the district most districts around us have already had job fairs last month I think even in March and a lot of our student teachers have already got jobs in other districts they have contracts that have been offered and contracts that have been signed before our district is even able to show them the job openings available to them one of our agenda

items tonight is a declaration of Need for fully qualified Educators pretty ironic title considering that what the action item actually does is authorize the district to hire Educators who are not fully qualified uh something that we have to do because we can't find the teachers that we need to fill our classrooms every year SRTA is told it's going to be earlier next year but somehow it never is this year the internal transfer window opened on the exact same date as last year which I guess is better than later but certainly not earlier we need to do better if we hope to ever be fully staffed we need to do better uh a few minutes ago well yeah about an hour ago you heard a teacher from steel Lane ask why we can't be a staff

focused District that was Samantha Kim from steel Lane we have 44 resignations to date from the from this District that should speak volumes that our staff isn't being focused on um some teachers are leaving to go to other districts some are just simply leaving the profession because they can't do it anymore um some of us some of them were asked asking for partial leaves a permissive leave a partial leave and we're denied and instead just left all together isn't it better to have a part-time experienced teacher than no teacher at all is a question when a teacher leaves her losing time and money that was invested in them through professional development through the induction program we're losing a knowledge of the programs that they have used and worked through we're losing working relationships with every

teacher at that school site and yet we still think that you know uh it's all right they can go right we need to support these teachers with smaller class size we need no combo classes at our elementary we need our new teachers to be supported so that they could take a partial leave maybe while their children are young and more support for our veteran teachers who want to take the reduced workload Willie Brown which they get because it's required by law but then the conditions of that are really up to the district not up to the teacher uh and then finally we have 28 retirees at this point in the school year one of them spoke to you earlier unfortunately he already left Kevin Costello Santa Rosa High School who said right here right now

just this evening that he's retiring due to lack of response from the district to his uh well curtains I mean I'm sure it's more than that but really we're losing a teacher with years of experience uh and obviously a talented coach uh to you know just frustration and also this is the first time we brought his entire team to this board and asked for a better Athletic Field [Music] um the reasons behind retirees everybody's got a got one of their own but I do want to point out to the board how difficult this process seems to be I've had a lot of people contacting me who I don't know anything about retiring saying that there's multiple agents that have to talk to stirs and they have to talk to the Aero group and they have

to talk to Calpers and they have to talk to srcs and they have to fill out a different form for every agency and that some of them need the June 3rd date and some of them need August 1st and they're not really sure which one and some of them need codes and they have no idea and they get random forms from HR that they don't know what to do with and there's no real guidance for retirees so I think a process for that would be super super helpful um obviously we'd like to keep them around a little bit longer because we do have people that are saying oh I could have worked another year or maybe two really would have been best for me with stirs to work three more years but I just don't

feel supported and I can't do it anymore so all of these things together I guess the point is you know for years we've wanted Santa Rosa city schools to be a destination District we're not we're not succeeding at that teachers go student teachers go find a job somewhere else the ones that we have managed to attract we aren't retaining and we need to you know do better or else we're going to be chronically understaffed uh for years to come because there's not new teachers they're just aren't out there and the ones that are aren't coming here thank you thank you president Howell next is item D3 the superintendent report thank you president manieri members of the board those who are with us in person and online today marks day 167 for elementary and day 166

for secondary schools we are celebrating a lot of different groups this week so I'm just sharing appreciation and I'm doing that each week shout out to our nurses since today is School nurses day um I'd like to provide an update tonight on the safety advisory Roundtable group work um we've held five meetings our work started by considering priorities under each of the pillars of the Strategic plan Safety and Security mental health and counseling communication and transparency and Facilities we have continued to review feedback data at this last meeting we we reviewed feedback that was provided by dlac at the March 8th board meeting and also feedback from school and District administrators around the four pillars I'm going to share my screen now and share a draft with you of the beginnings of the formation of

strategic goals and recommendations this is very drafty this is our first draft so just to be clear there could be adjustments to this but this is uh the group's initial thinking making sure people can see that so I've Consolidated what is a larger document that I will read from in a moment but just to consolidate the Strategic goals under under mental health and counseling two current strategic goals formed one improved application Comfort effectiveness of restorative practices in order to encourage teachers to trust these practices two improved School culture with prioritized initiatives for increased social emotional Wellness staff training and professional development positive connections and community and proactivity under Safety and Security one more trained adults on campus knowledgeable in response to safety and students needs and security on campus re-up the administration to do more

of their admin duties two strength and restorative practices and developing wellness centers a Wellness Center model making the current restorative program more efficient and proactive and our practice district-wide at sites and district office three provide comprehensive and consistent training to all staff including substitutes on crisis management Disaster Response de-escalation techniques medical emergencies Behavior emergencies Aries documentation communication strategies restorative questioning building positive and proactive relationships academic engagement effective collaboration and teamwork strategies mental health and social emotional first aid 4. comprehensive review and update to all site safety plans review the site and District behavioral expectations and response to discipline five provide adequate resources for each site such as radios Emergency Equipment carts adequate adequate substitutes in both SRTA and CSEA adequate PA systems in outdoor areas increased cameras and decreased blind spots and increased lighting six

provide increased alternative educational opportunities for student re-engagement for students who either one are not being academically or behaviorally successful two need additional supports such as summer school and after school programs under facilities right now there is one formulated strategic goal facilities that provide safe and secure environments to best support teaching and learning and those were tied to to two of our board strategic priorities and then communication and transparency one student-driven communication integrated among campuses and student advisory teams two Community Building at each level such as Middle School to high school get-togethers three tiered levels of threats including what to do with them or student Square pushing text messages when doing drills five cohesive unified Collective crisis response and six what have happens afterward when events happen or occur um I'm now going to share some

additional details that go along with these I'm not going to share the document because it is truly rough and as a rough draft but I would like to share some of the content from it so with each strategic goal we also have an identified purpose or purposes actions and success measures what I'd like to do tonight the public will see a more um polished a copy of this but I would like to share some of the actions that the committee is responding to for each of these strategic goals so under mental health and counseling some of the actions under improved application Comfort Effectiveness Etc on the first goal that I read is professional development days focused on de-escalation and restorative training for all teachers student involvement in the hall and classroom and having friendly adults

further alternative education student education on de-escalation and restorative practices more training and qualifications to hire restorative specialists reinforce the restorative job description and train teachers looping of students and programs nine additional restorative Specialists distributed amongst School sites train campus supervisors in restorative practices have a wellness Hub re-implement safe School ambassadors have a survey to increase teachers willingness to enter into restorative practices a rebranding of restoratives with a community engagement lens one restorative per grade level in high school restorative assemblies or campaigns replace detention with meditation increase restoratives to at least one at each School site and there's a ratio integration with campus supervisors and student aides restorative campaign and assemblies mindfulness and social emotional learning wayfinder at our high schools which is one of our social emotional learning programs toolbox at elementary schools which is

a social emotional learning program for elementary re-implementation of safe School ambassadors reduce counselor ratios to students de-escalation and restorative professional development trainings under Safety and Security some of the action recommendations are Equity of Baseline Services by campus not enrollment additional Staffing also built on enrollment attention to restoratives student advisors campus supervisors counselors and administration explore the SRO program and the recommendations from the previous committee and I will just caveat that in our previous program our sros we only had five and they were only assigned to our high schools we did not have sros at our middle schools or our elementary schools we only had five um additional Solutions create more administrative positions particularly in secondary campuses create ways to cover classes possibly Zoom with a new design job and classified staff to cover the physical

class additional incentives to attract substitutes financially training and support create a policy that District staff is the first line of covering open classes on sites at least one day per week to relieve site admin create an admin position solely for the purpose of handling special education's special-led IEPs 504s to free up time for other admin like an East Coast model and having roving Subs provided to free up administrators from subbing when we have no subs District admin to sub rather than site admin and create cytosa positions who can also sub if needed restorative responses with discipline not instead of increase all restorative Specialists to 11 months increase and Implement ongoing training for all restorative Specialists as well as all staff members accountability circles increase tier one training for all staff Implement student-led circles lead restorative

Specialists to lead tier 3 interventions and halving wellness centers negotiate with labor Partners LM excuse me negotiate with labor partners and outside agencies for expert training in all above areas having pro-act as well as Verbal Judo non-violent physical confrontation intervention like Ryan doubt and also Ryan Dowd workshops Aries training Mental Health First Aid tier one restorative practices academic re-engagement options there are site needs such as evaluate update and modernize clear expectations of on-campus behaviors with a clear process of what happens if students misbehave this should incorporate both disciplinary action and restorative practice these students put in place need to be clearly communicated to all these structures excuse me put in place students was above the line these structures put in place need to be clearly communicated to all students staff and families evaluate update and

modernize safety plans that take into account evacuation plans and Disaster Response communication systems in place that are intended to keep staff and families informed more extensive training for staff and students education around the different bells and messages include communication practice during drills send out emergency messages to students and parents and practice at drills student education on how to be successful at school how to transition from elementary to secondary consistent orientation and onboarding for expectations in community and culture of the building of culture building excuse me and importance of attendance parent education engaging in school are alternative education opportunities and parenting for success um some additional actions are uh in addition to comprehensive schools consider small necessary schools to provide strategic opportunities to get back on track smaller instructional settings can provide a clear student adult

connection and relationship allowing for a variety of interventions increased opportunities for students to have access to a variety of instructional models that excuse me might work better for them additional summer school or after school programs under facilities risk assessment for facilities such as a facility's master planning via lens of Safety and Security assessment for Access and ADA compliance school-wide access to alarm systems and outdoor alarms cameras more training software and quality accessible and easily monitored bathrooms high visibility campus planning limited access points higher walls and gates at schools cleaner bathrooms but also limited numbers better supervision Vape sensors better labeling of adults on campus meaning when visitors are there who are they for communication and transparency student input and committees and activities led by High School levels uh students ensuring programs such as peer mediation

and counseling safe School ambassadors at each School front load information to all on around communication coordinate with First Responders police department and other Community Partners teach kids how to call home when they are safe differentiate between drills and real issues have Fearless conversations and education around communication systems all of that to share that these are just some of the actions that the safety advisory Roundtable is proposing like I said previously attached to these are purposes and also success measures I've just read to you some of the actions that we are thinking about again I want to reiterate that this is a draft that there could be changes but that we are making progress you will also notice that amongst the four pillars there are commonalities that each group started to raise to the top that

are becoming priority discussions for us which is a good sign that we're going to have consistency across the pillars um president manieri thank you for the time this evening I could have taken way more but I know that we have a lot to do this evening and I look forward to sharing more the last note I will mention is that we are going to be holding a special board meeting next Wednesday on May 17th we are bringing back the topic uh and report of Panorama and youth truth and we're also adding disciplined data to the conversation thank you very much thank you superintendent journal and thank you to members of the Stark group who have been working diligently over these last five sessions to bring these recommendations and to do all of this really important

work thank you um next we have D4 board president report I have a few things to share so since our last board meeting um I attended the LCL High School career fair and one-on-one interview with students um it was a really lovely experience and I just want to congratulate um the entire team that made it happen but a special thanks to artosa Lauren Liotta who was the glue of that event and really pulled together such a beautiful opportunity for adults and for students at LCL in high school to have that experience and then I also attended the ccela gala um congratulations to that team who I think they raised like twenty thousand dollars which is really fabulous Anastasio Tovar the man of the hour made that happen and it was so beautiful thank you yes

Round of Applause to them and then I also want to congratulate our LCL High School Lobo rugby team they just won the NorCal championships with an undefeated season so talking about sports those uh that team is just really doing really great and my husband is one of the coaches so I want to congratulate the coaches on on a on a really great season as well um and then on Monday actually this upcoming Monday I will help to Chaperone a field trip to Pomo Canyon some of our restorative students and our students in the restorative program there and at ccla are going to take a field trip so thank you to miss Brie for the invitation and I really look forward to being a part of that field trip with with our students and then lastly

um for those of us who celebrate today as Mother's Day all of the caregivers in our lives um just want to wish everyone um a Happy Mother's Day and a lot of Central and South American cultures and countries today May 10th is Mother's Day so Felicia and with that are there any board member reports this evening I see director Sheffield yeah just another congratulations to LCL and rugby team uh ruggers um and I also just want to say congratulations to our students who participated in the annual Sonoma County robotics challenge last weekend um my son Orion and and his teammate Kamal they participated in this really amazing competition and hundreds of students um county-wide they spent months designing and developing and building these robots used um in a number of different ways and and the

students use their their science skills and their engineering and Mathematics and coding to create these robots that fight and they race and they navigate obstacles and they just want to say um this event is a great way to engage students and it's just a really fun fun activity for all so congratulations to all our students who participated thank you director Sheffield are there other board member reports this evening okay moving on to D6 csba report do we have a report this evening we do not thank you this brings us to E1 resolution for mental health awareness month the board will consider the approval of resolution number 20 22 2375 recognizing may as mental health awareness month and presenting this action item is executive director Steve Missouri thank you president marineri um board members superintendent tranelle

uh Ms Martin I'm waiting for my two guests to come on over um I want to first of all thank you for continuing to celebrate the importance of mental health and awareness in our school district today in our resolutions we'll talk about some of the uh important things that we're doing uh superintendent Journal just mentioned an ongoing conversation and and board while we're kind of loading up my visitations uh I just want to recognize that we've been on this journey since about 2015 when we have begun with say counselors in our schools the board has long recognized the need to bring social emotional wellness and and and and therapeutic supports to our school district and we have done many things throughout the years because of that support when we had our tub fires and we

came back from them we had structure we had support we came back from the pandemic we had structure supports we had counselors and connections and so I want to just take today's moment to have board members you hear from briefly a couple of the people that are doing our mental health daily in our school systems the first person overall introduce is orianna rice orianna is a school counselor that works in our social emotional programs called our counseling enriched programs and then I'll have you uh hear from Melissa Solani who is in our one of our school-based therapist programs and she's a station designer primarily so orianna let me introduce to you hi there thank you Steve um good evening everyone um just to describe a little bit about the program that I um give the

majority of my time to um as Steve mentioned called the counseling enrich program this is a program that started almost 20 years ago I think we're on year 19 right now we're from the original classroom um that started um it uh was developed in order to support our students with higher social emotional and behavioral needs um so this is a smaller therapeutic classroom setting um on the comprehensive public campuses um with high higher teacher to student ratio in the classroom and a full-time therapist able to support the students um we we have a social emotional learning that is explicitly taught in the classroom and also embedded in everyday classroom practices um just since beginning with the counseling enrich program I have watched students come in that were practically not functioning in the schools and in

their in their home life or in the community and um watching them change and grow and able to graduate with a diploma this is deeply satisfying to see that kind of a change happen in a student um and really our teachers are paraprofessionals and our therapists create this environment and I'm so grateful to have them um we started with one classroom like I said 19 years ago the original was on Santa Rosa high school campus and now we have six um and and just last week I actually had one of our students suggest that we should have one on every high school campus which would be fantastic I think thank you thank you very much orianna and Ms Martin if you could try to bring Salini back on um I thank you Ariana for mentioning

the sep classroom at Santa Rosa High School Santa Rosa High School is losing uh when a fantastic teacher Miss Elaine Stone so just here's a quick thank you to miss stone for much of that work at Santa Rosa High School in our set program uh Melissa I'll cue to you if everything's okay over there yeah thank you is my microphone working okay A little bit of a technical difficulty okay thank you so much for inviting me tonight um school-based therapist I could finish her sentence maybe school-based therapists are an important part Melissa you there you want to try to do the thing without the video is it okay hold on yeah it got weird on us again okay sounds good let's roll all right let's therapist I'm meeting with roughly around 25 to 35 students

a week in individual and group therapy settings um also advocating and working to apply for funding for uh things like the wellness Hub like superintendent chernel mentioned several times um something we're very passionate about as school-based therapists of having a location where we can bring in Community Partnerships um you know agencies that can help us to for instance um gain violence prevention programs or um sexual health education things that aren't offered typically on campus things that are not necessarily in my clinical competence um being able to partner with different organizations and bringing them on campus um also helping with crisis management I was honored to be a part of the mobile crisis team for Montgomery and to be present to help in their time of need so those are just a couple of things that

I've been up to this first year um Steve is there anything else you want me to check in about no that's great thank you very much um board members I just you know would be remiss these are just some small examples of the staff everything we have you know we also have fantastic school counselors to do that every day we are operating at ratios of 401 or even a little less at some school sites because they have bought additional time in FTE and understand the importance but the the importance of this mental health awareness month is it's not just professionals that do that all our teachers all our staff people that come in contact with students help us make awareness for students and and put them in the right direction and give them supports they

need so with that uh I'll turn it back to the board and I thank you again for your awareness thank you director director mazera and all of our guests who joined us for this resolution board members do we have any questions on this item I do I do director Flores um just clarification um the counseling and Rich program is that at Santa Rosa High School is that a hill in Layman Elementary I I missed that sorry we we have the districts throughout orianna sorry you go oh yeah um so we have six classrooms we have um three on Santa Rosa high school and that was the original classroom that started the program um is is based in Santa Rosa high school and then we also have one at Montgomery one at Elsie Allen and one

at Santa Rosa Middle School I'm trying to wrap my head around this because I like the uh the model of that but you also mentioned you had a lower student uh teacher ratio right and what was that ratio yeah so typically we have um a math 12 students to one special education teacher and two paraprofessionals and then again a school-based therapist that's able to um is available five days a week got it thank you thank you are there any other questions from the board thank you thank you so much um you guys for um presenting this resolution it's around the the start of the last school year that the American Academy of Pediatrics declared that children's mental health is a National Emergency I mean we know this we felt this we've experienced this um and

I haven't talked to a parent all school year who hasn't said that their child is struggling um and that our kids need more supports um and I know I brought this up at previous meetings that the pediatricians recommend that parents and supervising adults anything that can be done at schools where we can regularly take time to really listen to kids concerns um and that we constantly check in on how kids are doing and we seek suggestions from them on how to create welcoming and safe and comfortable School environments and I guess um knowing that this is a societal issue and that it's it's only so much that our school district can do that we have the resources to do although a lot of people expect us to be able to solve all of the problems

um we can't we can't solve them all but I'm wondering as we're going into the summer months and as we begin ramping up for the next start of the next school year already thinking there I'm wondering about you know maybe little things that we can do to increase communication with families I'm thinking like over the summer you know the way that we communicate with um with our families anyways if the district communicates little things reminders on you know check for warning signs how's your kid doing today um you know I have this this com this app on my my work computer that reminds me to take a little moment and breathe you know little things like that you know and also maybe links to resources that we can have and we can provide and maybe

with with our with our summer programs as well that we can kind of incorporate a it's like a regular check-in I just you know I I I summary offers a lot of opportunity and time for parents and students to catch their breath you know and maybe refocus and enjoy life for a little while but it's also you know maybe an opportunity for us to really kind of check ourselves I'm just I'm just putting that out there I don't know um but I I jotted these notes down as I was thinking about um today in this agenda item just a real quick we do offer summer Services we attach uh counselors and SBT to our summer esy programs and they're available we've also for the last couple years since we did the wellness center after the

fire we've always had summer times available and connection in some of our school-based therapists like Melissa or others will work year-round and work with students and families that need it that's what you said we should always communicate better that's what I'm getting at it's maybe something over this summer yes I mean it's great Services I'm so glad that we do that and I know we did Implement a lot of this after the fires but you know our district in particular we've we've just had crisis after crisis and the impact that it's having on our kids is amazing we all know it's just it's just yeah devastating yeah other questions from the board director Flores it's more like a statement um superintendent entrepreneur you mentioned that one of the pillar in one of the pillars of

the ASR the SARP program we wanted uh we heard that we want to reduce the counselor school counselor to student ratio right so uh it sounds like you know I would be remiss not to mention that it you know in in order to to to honor you know to truly honor this you know a mental health sort of awareness I think it's important for for our district to start making those commitments uh true right and and and move towards a a to which a place of reducing that ratio uh you know I do uh um for those of you who don't know I'm a school counselor and I have a ratio of 252.1 the which is what the American School counseling Association you know recommends and what I'm able to deal with my students in

terms of social emotional support it's it's incredible right versus my my colleagues here in Center City schools that end up having 400 to 500 sometimes even 600 science students to one uh right so I just want to make sure that we we start you know making tangible changes in terms of uh making sure that these you know pillars are taken in into account and and taken seriously um so uh and and I think you know um director uh De La Cruz has mentioned this more than once that you know who what else are we doing in terms of you know tangible sort of results or what else are we bringing uh when we have these sort of uh resolutions in place right um you know we want to make sure that we have tangible uh

plans to make sure that they're they're meaningful so I just I just want to reiterate reiterate that because I think the board here feels very strongly on that and I don't want to speak for anybody here but I've heard this over and over again when we whenever we get these sort of resolutions here on on our diets thank you director for us um at this time we will move on to public comment and I have one blue card from Mr Duane DeWitt hello my name is Dwayne DeWitt I'm a critical care respiratory therapist who has spent decades helping people to catch their breath and I want to dovetail on what Mr Sheffield has spoken about here especially when he said anything to be done to help I hope you folks understand that one of the

best things you can do for youngsters is to introduce them to some peaceful places have you ever heard of the park prescription it's basically something over in Scandinavia where the medical doctors there can actually prescribe to people and have it covered by health care that you go outside to go to the park to get a chance to walk in nature and have that be a way to help you with mental health and stress now the Japanese have been doing it for centuries calling them Forest walks Canada went so far as to integrate it into their Health Care system now so that anyone that's having stressful situations can get the opportunity to perhaps be outdoors I know that one of the things that happens is in the summer a lot of local organizations take youngsters out

to see nature and there's an organization called land paths that takes people out to the coast takes them to Mark West Springs area things like that now over in Rosen where I'm from we've actually been able to save a bunch of acreage of nature next to the creek it's really rare and I know it's a different School District but I believe that you folks could be working with your youngsters wherever they're at and give them the opportunity to go out into nature especially this summer you could work together with the Roseland School District it's right across the street from the Rosen Creek Elementary School that was put in and it's really nice one of the things that actually earned a graduate student at UC Berkeley in the department of city and Regional plowing earned her

her master's degree was a report called creekscaping for kids and it used strawberry School and it pointed out how at the lower level k-6 on up you could be having children learn about nature in a positive way help them with their mental health have them get a respite from the strains that go on and essentially what you've been doing since 2015 working with the say counselors is having a reactive situation where the kids are already having some issues you can be proactive you could be the folks now that bring this forward and say hey you know what let's give some of our kids some nature let's let them have a place to feel like being a kid again when I was young you could be a free-range kid you could run around and just have

fun and you weren't stressed like they are now let's give them a chance thank you thank you Mr DeWitt we will now move to our remote attendees there's members of the public joining us on zoom and would like to comment on item E1 please raise your hand president maniere oh I apologize for our first speaker is Jess if you can State your full name for the record please Jess if you're there it's your turn to speak on item E1 if you could unmute I'm sorry is this the item agenda for the candidates tonight no not quite yet we'll get to that shortly thank you do you know what time in a little bit a few minutes president manieri there are no other hands thank you well this comes back to the board for any further

questions discussion or emotion before we do have a motion I just want to say thank you to our staff and um I'm so proud to um be a part of a district that has the integrated Wellness Center uh that you know we have our own mental health staff we have an amazing county office with therapists who are doing great really great work to bring training to our to our teachers to our Educators so there's a lot of work that's being done but there's definitely more work to do so I'm very grateful that your team is is on this path Steve and um and to director Sheffield's you know point about the school districts you know we want to do everything we want to address everything but we just can't um I and to Mr Dewitt's

point about community-based organizations like land paths I highly encourage folks to um to look into organizations in our community that are doing great work to help get kids outside and to learn about mental health you know practices that that are positive I happen to work at one of those organizations and I'm really proud of of all of that we can offer to enrich the lives of our students outside of school so thank you for everything that you're doing with that do we have a motion on the table we don't have a motion on the table we need emotion on the table I'll move for the approval of resolution for mental health awareness month second second thank you that was moved by director Sheffield and seconded by director Flores roll call vote please director Bowie aye

than just screenings and and put on Band-Aids they actually have a very strong role in helping with student wellness and awareness at the school sites uh they in fact want to have more and so perhaps president uh superintendent Channel with your committee you know there's a component for increasing School nurses and the things they do and I just want to take a moment to thank our School nurses board members a number of years ago with our labor union we've made significant changes for the recognition of their of their work and the salaries the things were adjusted and we have retained School nurses now for four years and we're really grateful that is a huge piece of our our puzzle in the wellness and the puzzle pieces that we do together other and so I'm just

grateful forever the other commitments we've had the resources we use and the wonderful work that they do every day thank you and back to you president thank you Mr mazara do we have any questions from the board okay we will move on to public comment I don't have any blue cards so we will move on to our remote attendees we are members of the public joining us on zoom and would like to comment on item E2 please raise your hand our first speaker is Margaret Boone good evening um for my first seven years with the district I taught the medically fragile class at Montgomery teaching that class gave me an opportunity to work with many of our district nurses Jennifer who is our school nurse at Montgomery and a truly exceptional nurse who's like family

to those of us in the bungalows Edition Beth Cheryl Nico and Heather have all done an excellent job supporting my class as has our district LVN Charmaine who is very underpaid which is why she's our only District LVN um our schools nurses have a very difficult job that covers so many different tasks and skills they do vision and hearing screenings for IEPs right Health reports for IEPs and attend our IEP meetings to assess student needs and present those Health reports they do Health screenings at our elementary schools they work with doctors to get medical orders for our students with medical needs which can be a very complex and difficult job they do trainings on seizures Diabetes Care give medicine and more they come into our classes and provide medical support to our students they also

give medical support to gen ed kids through our health offices they perform first aid and so much more we'd be lost without them thank you to all of our exceptional School nurses thank you president manieri there are no other hands raised thank you this comes back to the board for any further questions discussion or emotion I'd like to move to approve the resolution recognizing national school nurse day today I'll second thank you that was moved by director De La Cruz and seconded by director Sheffield roll call vote please director Bowie I'm director daily Cruz aye director Sheffield aye director McNally hi director Flores aye director Medina I president manageri I thank you and thank you to our nurses and happy uh national school nurse day next item is resolution celebrating Child Nutrition Services professionals week

May 1st through the 5th 2023. the board will consider approval of resolution 2022-23-77 recognizing May 1st through oh this is May 31st as I have my dates wrong but this is a resolution to celebrate um and recognize our child nutrition services professionals oh so I have I have this wrong okay as better hearing and speech the board Wilkinson I have this part right the board will consider approval of resolution 2022-2377 recognizing May 1st through May 31st 2023 has better hearing and speech month and I will hand this over to Mr mazera President marineri you are not wrong I also want to support our CNS workers but tonight and board members and superintendent tranelle uh taking a moment to just appreciate our speech and language pathologist uh what is known as better hearing and speech month

as you know we have many people have a lot of experiences with speech throughout our their career remember while we are discussing in general education uh TKS and K's are speech and hearing people have been working with them since age three we have a lot of early invention intervention that goes on uh beginning age three all the way to age 22 and one of the things to recognize is you know that that a speech and language is usually one of the first contacts into our our tiered system our special education and there's a lot of wonderful interventions that speech and language teachers do for us in addition into just the the speeches and the language they are making a contact with students and families helping them through our system helping us identify students early make

sure we have intervention services um our we go all the way to age 22 in our 18 to 22 program at the older grades speech services and hearing services move into what's called social pragmatics helping students understand how to interact and work with each other and that's still one of the strengths of our speech and language program so with that I'll turn it back to the board with a quick recognition we have two retiring slps we have tomorrow big ants and Tina Boaz who have both been with our district for years Tina have been over 30 years tomorrow's been in the profession for many 30 plus years with us for at least six so I want to give a quick shout out to that as I turn it back to the board thank you Mr

Mazer are there any questions from the board all right we will move on to public comment I have no blue cards so we will move on to our remote attendees they're members of the public joining us on zoom and would like to comment on item E3 please raise your hand our first speaker is Margaret Boone hello again um we have amazing speech and language Pathologists in our district my own class is served by the incomparable Steve Schultz who's incredibly popular with all of our kids parents and staff Tina Boaz who sadly for us is retiring but good for her um has been bringing us bulbs and seeds for our school garden and supporting everyone in the district with getting augmentative adaptive communication devices all of our speech pathologists work long hours doing assessments writing reports

creating new and engaging ways to teach our kids and much more speech is integral to everything we do in special ed and it's not just articulation like Mr mazara said it's social skills problem solving how to make friends in high school it's how to date semantics comprehension learning how to carry a conversation and a million other things we thankfully have an exceptional team of speech pathologists at Santa Rosa city schools and we owe them a lot thank you thank you president Manny area there are no other hands raised thank you this comes back to the board for any further questions discussion or emotion I'd like to move to approve the resolution recognizing May is the month of better hearing and speech second I think that was moved by director De La Cruz and seconded by

director Flores roll call vote please director Bowie aye director De La Cruz aye director Flores aye director Sheffield aye director McNally hi director Medina aye president manieri I thank you and thank you to our speech-language pathologists this thank you this brings us to item E4 trustee area 7 candidate interviews to select a board member due to vacancy the board will conduct interviews of two candidates and vote for the person to fill the trustee area 7 vacancy the two candidates who will participate in the interviews are as follows the first will be Jeremy De la Torre and the second will be Deanna oliveris this order was determined using August 18 2022 randomized alphabet drawing election guidance from Secretary of State Weber and I will hand this over to superintendent tranelle to help guide us through this

process thank you president manieri members of the board those who are with us in person and online some of the processes have been addressed but I will talk about procedure um when it is the candidate's turn and I believe we're going to get the first candidate Mr De la Torre um when it is their turn they are going to so right now both candidates are in the mayor's conference room uh they have had the board meeting on uh the screen there so they could follow along with what we've been doing thus far in the meeting that is now going to be turned off um and if we could double check that it does it is ended because they will not have access as candidates to what happens next in the chamber each of them will

have their own unique opportunity to engage with the board but in a public setting and you are welcome to come down to the bottom um and our candidates will be seated down here in the center of the room the board and I will wait for our candidate to be seated and then I can explain the rest of the process welcome thank you so much for joining us this evening thank you very much um tonight we you are here interviewing for the position of the open vacancy seat for trustee area seven I would like to welcome you Jeremy De la Torre and it's De la Torre delatory thank you um there are a series of questions that the board is going to ask you tonight there are eight you have a copy of those in front

of you so that you can follow along with what the board asks there's also water there um and snacks if you should need it um once you have completed your interview you are actually going to return to the conference room where you just came and please do not discuss the questions or interview process with any other person that is in the room after the last candidate has been interviewed both candidates will come out and return to the chambers and will be seated in the audience the public comment will then begin members of the public who have asked to speak will address the board after public comment the board will begin their discussion regarding the candidates and yes that will be in front of the candidates as they sit in the audience um upon completion of

their discussion a board member may make a motion to select one of the candidates to serve on the board for trustee area seven and another board member May second the motion and a roll call vote will be taken a majority vote will approve the candidate which is four of the six if there is a majority if there is a majority vote the board president will announce the new board member for trustee area 7 immediately following this the newly appointed trustee will take their seat here on the Deus and the oath of office will be administered by the board president to be clear the term of office is for the remainder of this position which goes through December of 2024. should you or the next candidate who's interviewing want to continue you will have to run

for the position again with that I'm going to hand it over to president naniarian good luck thank you thank you welcome Jeremy so we have a total of eight questions for you this evening um I will ask the first question and then we will go clockwise in this Direction with the the following questions and we are asking um that each question be somewhere between three to five minutes definitely no more than five minutes um we will have superintendent Chanel let us know when we've hit about 15 minutes so that we know where we are in the process so the first question for you this evening is why are you interested in serving as a board member for Santa Rosa city schools thank you thank you for the time and thank you for the opportunity um

I'm interested in joining this board and being a part of this process so that I can use my years of experience my years of life live my years of being a student being a parent being a coach being a Community member being active within the schools that we represent and have a voice to affect positive change and policy to keep our children safe uh the educational system and public school system should be a place where is it a right for these children and teachers and staff to go to school and feel safe for their education if we can take that anxiety away in some shape or form it'll give them that much more of an opportunity to learn what's needed so they can further their steps in their lives um and I feel that I

have the vision and the experience and the life lived to offer a unique perspective to be a part of this board and evoke positive change thank you I will hand it over to director Sheffield all right I am going to lead into our second question first of all I just want to say thank you for your interest in serving on this governing body I also want to say how much I respect and appreciate anyone who's willing to dedicate themselves to Public Service let alone on a school board in these crazy times um so I'm going to lead into question two but I'm going to start by saying you know the position of a school trustee exists as a core function it is fundamental to the operations of the district and um you would be the

public face of the district and that's a part of the responsibility so being a school board member means putting the interest of the district ahead of your own as a trustee what do you see as your primary purpose or primary role as a trustee I would see my primary purpose and primary goal is to build community um I am a product of the Santa Rosa city school system I started my educational career in kindergarten and I finished my senior year at partner High School now with your 13 years of school I went to 14 different schools and I was no fault of my own you know my parents are not in the military I bounced around a lot Santa Rosa city school district was home to four of those schools that I went to where

I started and where I ended I have a unique perspective of where I grew up the environment I was raised in what was around me and where I live now what I have gone through what I have built the family that I have raised and where they're at the time and commitment that I put into better in a life for myself my children and the community around them I'm very aware that if the opportunities that I work so hard to provide for my children are not provided for others then my efforts might not hit the mark if my children have an education or are ready for honors courses at a high school level and the other students were not afforded the same opportunity with good policies good teachers good curriculum then those honors classes will

not be offered at the high school level that my daughter may be ready to take because other students were not afforded the same opportunities and did not have the same opportunities to find their passion and find their education so being a part of this board is being a part of the San Francisco district and being part of the community and building the community from within to help ensure everyone is accountable to themselves everybody at the table is accountable the students the teachers the administration the community members the business owners the parents everybody has a seat at that table and has a voice that needs to be listened to and heard so that we can bring forth what our children truly need hi good evening Jeremy I'm Alegria De La Cruz and I'm I'm happy to

ask you the next question and again just want to raise my voice and thanks for your application and for your time and your interest in serving in this capacity um my question is around what you're interested in accomplishing as a board member what is your highest priority and why my highest priority at this time is to address school safety and know that that is multifaceted and there's not one answer I don't have the answer no one person that sits on that board tonight has the answer but if we work collectively as a team and a community we can find the solutions necessary to allow our children to truly feel safe on those campuses I'm not just doing this for my children I'm not just doing this for their friends I'm doing this for the students

that are currently in our school and the students that will follow them I would like to create a culture where Santa City schools in the multiple schools that we are in charge of show the city the county the state the nation that we can work to get our collectively as a community and find ways to enhance safety and make it everyone's responsibility it's not one person's job to fix the problems that our students are dealing with we all have to work together and I would like to accomplish the cohesiveness necessary to affect those positive actions so we truly are working together to find multiple Solutions because there's not just one answer thank you for being here and then I'm Julie Bowie and the current student board member and then your next question is what is

your understanding of equity and excellence thank you for your question um my understanding of equity is simply boil down to Opportunities what can we do to ensure people have Equitable opportunities not everything is equal not everybody gets the same milk box to step on because somebody might be taller than other person so that's not going to work out but what milkbox do they need to be able to have the same vision that we're asking brought to the table what can we do to make each site Equitable and give all those students opportunities to have a safe fruitful education and they can light their passions and find what interests them and grow into the community that we would like to continue to see built so Equity is finding those opportunities throughout so that our students have

an opportunity to grow Excellence is from within everybody's version of Excellence is different eye view Excellence is doing the best that you can do being the best version of you being the best that you can be and bringing that to the table my Excellence is not going to be the same as Your Excellence but if we each work hardest to bring our own Excellence to the table we could do no wrong thank you Jeremy uh I am uh era Flores one of the piece I represent the downtown area next question is what do you see as your role as a board member in defending the rights of lgbtq plus students and other historically marginalized students well if I were to be on this board and have a role to support those members our community the

only way to support any member of the community is through love patience and understanding not to demean fault excuse breakdown hate the only way you can support those communities is through love use your ears to listen use your heart to see and provide them with opportunities to be who they are and who they need to be we should be providing opportunities where children feel safe they feel heard they feel respected and that is not determined based on how they identify or which side of the tracks they come from that's determined on the fact that they are children in the school's stewardship and they should have every opportunity and right to feel safe and respected and be who they are so they can get the education they need to further our community thank you the next

question could you support a board decision you didn't vote in favor of how would you handle that well the borders consists of multiple people for a reason not all voices are going to be the same that's the point of having a board and multiple people if it only mattered on one voice the superintendent would step there and we could only listen to her voice and that would be fine you need different voices different perspectives different ideas and different goals if I did not support a decision that I was in favor of it would be up to the rest of my board to explain why they were in favor of it so I can understand it better perhaps I'm not seeing it from the correct perspective perhaps I'm not seeing what the overall goal is to

strengthen our community and our school district so it's up to the rest of the board and the community bringing those items to us to educate me and enlighten me on way I'm why I might not be in favor of it just because I might not like something doesn't mean it's not the right thing to do and it nursed more than one voice on this board for a reason and I would use my voice to express my opinion and my thoughts and guide us to a common goal but simply because I was not in favor of something would not make me disregard it or disparage it I would respect it and I would honor it and we would move forward with it together thank you you would be the board representative from your trustee area how

does that inform your work and how do you view your responsibilities as a board member representing your area versus all students so my area is a piece of that puzzle it's a piece of the pie piece of the pizza I cannot solely represent my area without truly representing the entire School District if I don't have a true understanding of needs and wants throughout the school district I cannot simply voice the concerns of my area alone because my area is not in this situation alone so I cannot hyper focus on my area alone my area is a part of that solution it's a part of that pie and I can bring our concerns to the table but more importantly I can bring what advantages we may have to assist all areas what is Aria better at

the other areas lacking where can we support each other where can we lift each other up where where can we offer advice and ideas throughout so that all the areas can support each other you're almost there I think this is the last question right yay all right what is your vision for the Santa Rosa city schools community question my vision for the Santa Rosa city schools Community is growth we are in a situation where it really feels like there's nowhere to go but up we have lost lives we've lost time we've lost resources we're losing valuable teachers day by day our children are losing opportunities what this school district needs is cohesiveness what the school district needs is community every District needs to support the other we need to come together as a whole and

be accountable for what we're bringing to the table our children need structure they need boundaries they need opportunities to feel safe and each and every individual has a piece to that puzzle so my vision is simply to speak to each other understand each other look into areas we may lack so that we can grow ourselves and use those strengths to grow as a community and make what's in front of us better and stronger and be examples for others that look to us this is a very large school district there are a lot of school districts looking to see how things are done and how things can be done it is extremely challenging to manage so many different sites at so many different levels you can look at other sites and see what their success is

and they might be at one high school town a one high school district that's a lot different than a five high school district how do we model what we say how do we model what we want how do we pull that together and show that we are listening that it does matter that people are not using their three-minute speeches and it's falling on deaf ears that we take note we listen we understand the growth truly comes nothing will stop the school district thank you I will hand this back over to superintendent or not thank you Jeremy for your time thank you so much for your time you are now going to be escorted back to the mayor's conference room thank you and the next candidate will be coming I like to thank uh and apologize

to my family for their long hours you guys are here quite often but thank you for your support and thank you guys for your time a lot of long hours in this and thank you not my first rodeo keep that copy there leave this here yeah that's the questions okay thank you [Music] traumatized foreign [Music] thanks for having me okay thank you Deanna for joining us this evening we um we have a series of questions for you we have a total of eight I will begin with the first question and we will move clockwise in this Direction with the following questions we would appreciate it if each response was somewhere between three to five minutes definitely no more than five minutes and we're aiming for a total of 30 minutes for this interview and superintendent

tranelle will let us know when we've met the halfway mark um and with that superintendent Journal any other intros welcome thank you is it all of ours Oliveira's oliveris yes thank you I made a name Oliveira Oliveira's okay good um welcome uh you are here interviewing for the board vacancy seat for trustee area seven um as president manageri mentioned there are a series of questions there questions there are eight um once you have completed the interview you will actually go ahead and take a seat uh in the audience and the other candidate will come down from the mayor's Chambers um both of you will sit in the audience as we then hear public comment members of the public who have asked who have asked to speak will address the board after public comment the board

will begin their discussion regarding candidates and that will be done in public with both candidates in the room upon completion of their discussion a board member may make a motion to select one of the candidates to serve on the board for trustee area seven another board member May 2nd motion and a roll call vote will be taken a majority vote will approve the candidate which is a four of six of the board members to vote if there is a majority vote the board president will announce the new board member for trustee area 7. immediately following this the newly appointed trustee will take their seat on the Deus and the oath of office will be administered by the board president I will just remind that you if selected would be taking the seat for the remainder

of the term which ends in December of 2024. if you would like to continue in the role you will have to run for the for the seat again thank you so I have the first question for you Deanna why are you interested in serving as a board member for Santa Rosa city schools um as you all know I usually have a lot to say I'm going to try to keep this as quick as possible because I know everybody's tired um there's so many reasons why I'm interested in serving but I guess the the biggest reason is because I feel like I kind of need to put my money where my mouth is I mean I've been calling in to you guys for three years and if I was in your seat I would and I

didn't apply I would be like well where is Mrs Oliveira's now you know I mean it's it's the right thing to do um I feel I have what it takes to do it I've been fighting for not my own children but other children for a long time I've worked with kids in many different capacities and I think that earlier when I was listening to the public comment on non-agenda items it always hits home for me because there's always people that resonate with me and I feel like there's not very many descending viewpoints on the board and there hasn't been for a while and if I'm appointed tonight I know my vote doesn't out vote all of yours sitting there on things we may disagree with but I just feel like representation is important and our

school board should be more of a reflection of our school district and I think I'm the person to represent the people that need a voice thank you I will hand it over to Dr Sheffield although it's nice to see you in person yeah I want to thank you for your interest in serving um on this governing body and I want to say how much I respect um and appreciate anyone willing to dedicate themselves to public service this is a tough job a lot of long nights um so I'm going to lead into my question number two I'm going to start off by saying that the position of a school trustee exists as a core function that is a fundamental role to the operation of a district and being the public face of the district is

part of that responsibility uh being a school board member means putting the interests of the district ahead of your own as a trustee what do you see as your primary purpose um or primary role um to be a dedicated public servant to represent um the the teachers the classified staff the community members the families the students um to give it all I got basically um but not for my own line items or my own agenda just to be to listen and to be there and to show up and to be hold myself accountable and to listen to feedback even though you know I might not agree with it or respond to emails late at night or sitting here until two in the morning if the line's out the door and not everybody has commented um

and I I don't really honestly know how to answer this question but I feel like um I'm a dedicated passionate person and once I get into that role I think that the community and the administrators teachers family students I really think that they will come to me because I'm a pretty personable person and a lot of people confide in me and could talk to me easily um and I just feel like kind of like they'll tell me what they need from me and tell me what to do and that's my job to to do it to the best of my ability um I represent area three um thank you for your application and for your interest in serving on this board my question is around what you are interested in accomplishing as a board member

what is your highest priority and why um I thought this might be a question and I kind of struggled with it because right off the bat I want to say school safety but my main priority is it's kind of an umbrella term in my head but it's relationships I think that relationships can mend a lot of the problems or the discrepancy the school districts having I think um it's our job as a school board to build and continue to have strong relationships with the admin with the teachers union and with the community whether it be city of Santa Rosa or even the police department I think no work can really be done unless there is a strong relationship and all these counterparts I mean we don't have to agree on everything right but we we

do have to find common ground and I just think I think the uh negotiations would go a lot easier if we had really strong you know trustful transparent relationships I think parents would be less frustrated and angry if we just went above and beyond and build relationships um I'm not saying that the board currently isn't doing that but it's obviously not enough whatever is currently happening because there's just so much outcry so I I think building relationships and and that is I think a strong skill of mine because um I like to talk to people and I like to listen and I have compassion and empathy um so yeah thank you again my name is Julie Bowie and I'm the current student board member and then your next question is what is your understanding of

equity and excellence um I have a different vision of equity than this board does I think from what I've heard um to me that's a loaded Equity to me honestly is a loaded word because almost anybody I talk to their version of equity is different so I think getting to the basis is is you know to one person Equity is something different than another or one group Equity is different um generally speaking Equity to me means equal access not equal outcome um I personally feel like relationships play a huge role in equity I've done a lot of research research on relationships and when those relationships are there the kids that are underserved and the minorities or the kids that you know speak different languages if that relationship isn't there with the teacher and the kid

or the counselor and the parent um they they still go underserved so I don't necessarily look at Equity as color of people's skin I tend to look at equity um there's a book I just read by Bruce Perry called what happened to you instead of what's wrong with you right so a kid has an outburst in a in a in a classroom or something and they're like man what's wrong with that kid but really it's like what happened to that kid and unless we have these strong relationships the kid's not going to tell you what has happened to him the parents aren't going to feel comfortable telling you what happened to him or her you know um so I think that trauma is a huge factor in equity for our students and so I don't

look at Equity at like through a racial lens or through um a cultural and sometimes I look at Equity as we have all these amazing children and you know what can we do for them so they can all get what they need at the end of the day and live a successful amazing life and I don't really know the answer to what we can do that's what I hope to help get to um when I'm on the board can I ask you a follow-up to that question so if you are seeing different definitions of the same word what is your process to share definitions of a word that everybody's using but meaning different things like how would you go about reaching a shared definition to serve in a group governance capacity I could barely hear

you sorry so how would you go about creating a shared understanding of a word in a in a governance body so that everybody means the same thing when they're saying the word well I honestly don't use that word very much I mean in my daily life I mean I know what I see the mission State the statement I don't know if it's like the equity and something statement that say on the um I just read it it's not the master plan it's like it's on the website you guys just write equity and something you know and I mean I'm reading that so I know what the school board decided I mean you get that's what you guys decided um and so I would have to read that and I would have to ask you all

questions and if I as a board member disagree then I disagree but it is how it is I mean if you know what I mean like if I disagree with the board on what your definition of I mean we could look it up in the dictionary and we all know the definition right but when you start working living and talking to people the definition seems to of a lot of things not just Equity seems to broaden and then there's this huge scope of like equity and can the school district can we manage everything that like it's almost unmanageable so what I'm saying is I I don't I know I'm not explaining myself very eloquently but what I'm saying is I look at every I'm not saying that a child of Like A different race than

me has Equity I'm not saying that I'm just saying me with the job that I have and the life that I live I think Equity is important but I don't look at it only with through a racial lens I look at socioeconomic I look at trauma I look at cultural trauma I mean I mean I mean you know what I mean I mean I don't know I just I think it it could be in generations and generations and some people not even know that they have that trauma within their their family and I think that that also breeds you know less equity and I think we need to really look at the trauma peace and the relationship piece if I answer your question you're halfway here you're coming in um I want to go back

to that question but I I'm going to move on to um to question number five um so um Amara Flores I'm the trustee for area one I represent the downtown area at the JC area so uh uh what do you see as your role as a board member in defending the rights of lgbtqia plus students and other historically disadvantaged or marginalized students defending the rights um my role defending the rights of marginalized students and lgbtqia plus students is the same as all students to me there's there's no wiggle room for hate crimes there's no will there's no there's no excuse it can't happen it shouldn't happen bullying should should not happen no matter if it's a a white kid a black kid a straight kid a trans kid it doesn't matter like there's no in

my opinion there it I mean kids are kids it's our duty to keep these kids safe safe emotionally physically mentally that should be number one priority um it kind of saddens me that the questions even here because it shouldn't matter all kids should be we are here to protect the children and that's our job and that's teachers jobs and that civil service and that's you know the school district's job and every student regardless I know I'm a very opinionated but every student has the right to a public education and to show up and not be harassed or bothered no matter what foreign okay question number six could you support a board decision you did not vote in favor of how would you handle that kind of situation I don't really know what the what you

mean by support I mean I honestly don't agree with most of your poor decisions I mean it's not I can't lie because you all know because I'm vocal um if it doesn't go my way it doesn't go my way I mean I'm not going to not vote the way I feel morally or apt to vote I hope that we would still be all able to be friends and still be on the board and I don't know what that means support I mean I'm not going to like I mean there's really honestly there's nothing I could do if the board didn't go my way I mean I'm not going to step down I'm not going to cause a fit it is what it is you know you just gotta try harder work work a different angle

talk to more people talk to you guys and try to get you to see my points of view I mean I'm not gonna um if you guys pass something as a board member I'm not gonna go against it if it's a resolution that you guys passed that wouldn't be very mature is that what you're asking me yeah okay thank you okay um you would be the board representative from your trustee area how does that inform your work and how do you view your responsibilities as a board member member representing your area versus all students kind of seeing CNS are a student so at this you know this situation is a little different because you guys are appointing somebody if it was election season I would have to you know hit the ground running with the

people in my area um my kids have went to Santa Rosa High Rincon Valley Middle Maria Carrillo and I currently have a senior at Ridgeway um and I know a lot of parents from all different communities like all the way from you know Roanoke Park to Sebastopol I mean I've born and raised in Sonoma County I know a lot of families and I think that I would just show up I mean I know that I have um rinkin Shreks and rvms in my area and I believe Miss Fong's was like Luther Burbank steel Lane Learning House the her liaison group you know her liaison um if I was appointed if I I'm not sure if I would get those or not yeah but um I would just my plan is to make connections and go

to different schools that aren't by my house but then also do go to the schools in my trustee area and go to elac meetings and go to parent club meetings and go to events and I mean I know it's a Grand Vision but I have visions of holding as a board member holding forums or town halls so that people can get their voice out and not just in two minutes on every other Wednesday night late at night um so I just that's what I plan on doing I mean I would just treat everybody the same and especially with our schools a lot of kids that go to that go to like Maria Creo may live in a different area or kids that go to Santa Rosa High live in Windsor I mean you really have

to go to all the schools and get to know all the families because and I think that's what's so great is we have the ability to you know to drive a few minutes and go to a school that fits your student better than your your own school there in your District all right well thank you for your response what is your vision for the Santa Rosa city schools community [Music] um I feel like I kind of want to bring it back to the basics and by that I mean I feel like before covid I felt like things were like on track right like a through G I know ethnic study you know we had we had all these uh we had all these ideas and things planned and and it just kind of it didn't

go the way we wanted and I feel like we have a lot of catch up to do and then it kind of like gives me anxiety to think like of all the extra stuff we're throwing at the kids and families and teachers and then that compiled with like trauma of wildfires and stress and mental health and school safety like I feel like sometimes we set sometimes setting the bar too high too fast does our school district a disservice and I feel like we need to you know we can't really play catch up and you know I'm not saying like the school district's indebted to the community or the families but we just have so much to do that I feel like getting back to the basics and feeling like a community again and bridging gaps

and building relationships and kind of revisiting what teachers need revisiting what community members need revisiting what do families need because what they all need and what we all need now is different than before covid and I feel like we I don't want to reinvent the wheel and I don't want to start from scratch but I feel like instead of just like piling on all this stuff we really kind of we should scale it back and just like get to the basics of like why Santa Rosa city schools is so great and diverse and just I just feel like we're kind of broken and I kind of want to try to help fix it and I'm not sure why that's that's my vision and I just feel like if you do all that then everything else

will come like the academics and the the teachers will be more easily retained and we can get the programs in that all of our all of our different diverse student population need thank you Deanna that was the last question superintendent tranelle do you have instructions for what follows that is it [Music] you're welcome to join back in the audience and we'll have the other candidate come out now and Miss Cavin can come out as well uh who is who has been sitting with the candidates um and as soon as our other candidate comes out we will start with public comment foreign we do need to extend this meeting it is 9 23 so we need a motion I move to Extended meeting till 11 o'clock second I was moved by director Flores and seconded by

director Medina all those in favor say aye aye aye any oppositions any abstentions okay the meeting has been extended to 11 pm okay both candidates are back in the room welcome back um what will happen next is um we will open the floor for public comment I think at this time I have two blue cards for public comment here in the chambers the first public comment is from Jocelyn delatorre and the second is from Cameron delatorre foreign I just want to voice my support for the board candidate Jeremy delatorre my name is Jocelyn bellatori I am his oldest Jeremy has three children all of whom have been a student in a Santa Rosa city school his three children are currently a teacher hi a college student and a high school student his whole family is

very familiar with this room dude out active he has been as a parent fighting for student voice and athlete safety such as advocating for a safe track and field at Maria crew High School Jeremy has always fought for student and parent voices in the last 20 years he has experienced and prepared to serve this board as an active parent and small business owner of a small school Community his biggest strength is his presence and communication he will be there for you whether you asked him or not to he has a gift with words and is always sharing it for the good of his community if you need someone to Champion behind you he should be your first choice Jeremy will continue fighting as a parent for the safety and the well-being of our students but

with his passion he could have an even stronger reach for the children of our entire District thank you thank you Jocelyn next is Cameron middle child but I'm the tallest so I'll raise this up um yeah I grew up hearing uh like kind of like folk tale Legend stories about uh Lori Fong and how uh my father lacked real parental figures figures but how she stepped in as a mother figure and really uh guided him and helped shape him into the amazing public speaker as you guys heard and a human being and father and member of the community um as it is his his chair this person would be feeling I feel it is only right that uh or not blood but pretty much a son filled the chair um he has spent they say

it takes 10 000 Plus hours to master something and he's definitely spent over 10 000 hours on the school and Community not just for me but all my friends all my peers every school whether I liked it or not uh growing up I played a lacrosse which wasn't offered on the east side or any of the schools we came to a lot of these meetings and I spoke repeatedly feeling like it was a waste of time but my dad put me to see like you need to advocate for yourself and speak up and you guys are the ones to get it done so every time when we would Advocate and it would fail because of uh I think it was title six for that one having a male and female sport wasn't possible or uh

and then I changed the track and then even though we had the most successful track team we uh couldn't get a nice field so we had the best athletes just running on a really dangerous track and then repeatedly as a coach he led all of our uh all of my peers and myself to this room many times to speak and advocate for ourselves and every time when it failed I would go home super defeated just like dude why are we doing this and he would just tell me like it's not their fault there's all these rules and regulations and you can't just be thinking about yourself or your school but the whole community and also his background coming from the west side of town that's a lot more uh has a lot less opportunities than

the east side I feel his perspective is very valuable even feeling like he wasn't being the best dad or biased to me I'm like why aren't you on my side because he was advocating for everyone and not just myself I feel like he's not only a great father but a great member of the community and he would be a great fail for that position especially to fill the impossible issues of Lloyd Fong as a yeah he's the mailboard version of her so uh no bias but uh he's pretty great um we're really similar in a lot of things but this topic specifically uh we don't agree on at all I did not want him to run um but uh you know I gotta support him for all that he supported me and my friends and

peers and siblings and their peers in our community um and yeah I mean great guy yeah thank you thank you Cameron those are all the blue cards I have at the moment we will move on to our remote attendees there are members of the public who would like to comment on item E4 please raise your hand at this time there's a three minute time limit our first speaker is Jess if you can please State your full name for the record hi Jessica Sheely go ahead hi I speak for parents and families in our community they are terrified the loss of precious life the constant news of academic political infusion into our school system the mental health struggles children are suffering as adults are still struggling to figure it out we need to restore true democracy

again and gain some real representation on the school board we wish to achieve this representation by putting a parent on the board one who has kids in the district one who talks with students teachers administrators on a daily basis not another disc connected person with no skin in the game we want someone with a passion for kids for kids learning not someone using the school board as a stepping stone for bigger political aspirations we have lost faith in the whole board and the whole process we just don't trust the board anymore after they've wasted our time and ignored us we want to redirect the focus on the fundamentals the three R's our schools fail at the most basic levels currently we want diversity of thought we want inclusion naturally we want our kids to be

strong and supported Deanna is more than qualified I don't know if you saw her pressed on her article but she is for years been an advocacy of research and representation of children and students or excuse me and teachers in an Administration and board members Deanna Oliveira's is engaged with the community and not in a hidden way behind a political party line agendas her passion for children and the community and her experience of working in the public school system she has always been the supportive voice for children for teachers for administratives and for board members I believe she would add massive value to your board I believe that she would come with good support and open minds to now hear your board ideas where they currently are closed thank you our next our next speaker is

Charlie Ray hi members of the board can you hear me yes thank you um I appreciate you hearing our comments tonight and um personally I would love to call in for support for Deanna Oliveira's as my representative for trustee area 7 and district-wide um I further would also recommend her to be placed as soon as possible on the committee that is um for the liaison committee um with the city I'm not sure what it's called I apologize but um I think that she would be great for that too I want to give a few reasons why I would call and support for Deanna I have personally worked with her and professionally very closely in the capacity of non-profit volunteer work she has proven herself as such a remarkable person not only um in the work

that she's willing to do but in the depth of her relationships which is why I think that she has um brought that out and and highlighted in her answers I've seen that she's able to hear arguments from various perspectives some that are seemingly different and some that she actually is able to bridge a bond between and see the similarities and it's very impressive how she's also been able to speak out when she has a difference or um a disagreement and that she will confidently speak out of our own discernment and how she has been able to analyze something and isn't afraid to tell it like it is which is what we really need we don't need any more softball questions and answers we really need to get to the heart of the matter of what's

going on in our community and what I've seen Deanna also do is have a willingness to accept that there are rational disagreements and that we need to have disagreements we need to have arguments we need to hear both sides if there are two sides or many more um she's been a part of this natural makeup in a community where she's had been put put in positions to to make difficult and fast decisions I've seen her successfully volunteer so much of her time and energy and will she when she puts her mind to something she will get it completely done and really um turn the top I mean she she just shows me what humans are capable of on a really deep level and um finally I just want to say that I feel she brings

a diversity of thought to what is otherwise a homogeneous board a lot of the time I've watched um unanimous decisions go through without the type of arguments that we're asking for um be taken and that's not a direct that's that's not in any disrespect to any of you I know that you all probably feel very deeply for the decisions you've made in your perspectives I respect um however there's a lot more out there to be considered and I think that Deanna has heard that side and will continue to listen um to bring a different perspective on what actually is going on in in the communities in a wider level um so just hearing viewpoints from the community obviously she takes an input and she's willing to get um into those connections and to bring and

share thank you thank you thank you our next speaker is John John if you can please State your full name for the record hi my name is Jonathan sharp I wanted to make some comments about the people the candidates running first thing I'd like to say about both candidates is I think they bring a lot of heart to the community and heart to your board this is this is reassuring to me as a Sonoma County resident I would like to comment on Deanna um I too worked with Deanna for a short period of time and got to know her in a in an organization that worked for public good what comes with Deanna as a board member as a human being is the understanding of people she is one of the sharpest people I've ever

met she is so connected to the community her finger is on the pulse of children of adults of the politics and of our in our community of resources in our community the number of schools the number of people she knows the number I believe that she actually has she would bring with her a form of political Capital to your board and I think that's really a great thing to have you can't underestimate what that really is she is a very loving mother she is an amazing human being um and I can't State this enough uh you've seen her for a period of years at your board meetings she she is she has gone over and above the Call of Duty as a human being for children in her life and when I heard her stories

and when I met her I was to very very humbled in my life for what she's done for other people I believe she's a wonderful candidate I believe that she is I love her independence and her independent thought I love her energy I think she can really bring something Dynamic to the board um and she is so good at working through issues I've I've never met anybody that has the talent that she has to to take issues to take even as difficult as they are and find solutions that were that were so good for for everybody involved and she's she's she unders she knows how to get to the heart of of the matter and really push that and and make it happen she's she's so good at that and she's such a talent thank

you thank you John our next speaker is B if you could please State your full name for the record yes hi uh Brianne Crossman can you hear me okay thank you yes um I am uh just wanna talk about Jeremy um I've known Jeremy for a few years and um what actually I was a customer of his business turned uh into a friendship and I can't say enough good things about this man um first and foremost he has the most lovely family he is a family man um and I'm I've got a few notes here so I'm gonna probably bounce around a little bit but I just want to make sure I get what I need what's on my heart to say about him um he's got a servant's heart he's intelligent he's in the

know of our community um he's a great listener uh he he's a doer he means what he says um I personally was the recipient of his kindness um in a very tough time that my family was going through and and without even asking for help he showed up literally to my door and helped my family and um didn't hear anything from him about that afterwards it was just it it's who he is um he doesn't shy away from hard conversations either which I think is um critical right now a few things that have been brought up at the meeting tonight I've heard about sports and um I've heard sros be brought up in the security of our kids I have two sons in the school Santa Rosa city schools I have one who will be

going into high school next year and I'm afraid um and I believe he is someone that will do everything in his power to bridge the gap that is needed between sros and the schools I think there's more support to have sros come back but I know that he supports that at least hopefully I'm not speaking for him but I believe he supports that um and he because he wants our kids to be safe and again he doesn't shy away from hard conversations he's um you can hold him accountable um and let's see I know I got 20 seconds left and I want to look at my notes here um but I've I've watched him um even from a distance on just how he treats kids and his community and he's an incredible person and we

would be so lucky to have him on this board thank you our next speaker is Adina Flores uh good evening Gordon superintendent since I worked for the district when I began in around July of 2020 I remember there was one parent that was continually vocal from the very first meeting I was employed with the district and that parent was Miss Oliveira's all I remember is that she gave you an extremely hard time she questioned you on everything it appeared that she had a better understanding of the materials included in the board packet that the board far far beyond the average parent um it was a surprise to me because at church I actually ended up seeing miss Oliveira's and I don't know how she's so involved in every activity Under the Sun but she also

represents so many other parents in the community they share her concerns they share her fear her questions um and so it would be great because it is very clear this isn't a feeling it's a fact that this current board is entirely Democratic and I believe Miss Oliveira's is a republican but uh politics shouldn't be brought into schools but politics are entirely driving our whole education system so that being said it would be wonderful to have somebody with conservative views and she does represent people such as myself with faith-based values and as she does many other members of our community who are afraid to speak up and aside from that I am so frustrated at this point if she doesn't get the seat because we need different opinions and find a way to make it work

amongst everybody my fiance and myself Mr Pryor are happy to protest at meetings moving forward if she doesn't get the seat it's it's really not going to make me happy thank you thank you our next speaker is Sasha Rose hello thanks for opening up this forum I also want to speak in support of Deanna oliveras I've been really impressed with her on multiple levels which some others have also spoken to but what I want to say tonight is that you know as a parent and a Community member there's been a lot of shutting out of different views and Divergent views in these last few years and it's really been damaging to our social agreement to listen and learn from each other and Deanna is someone I see as always learning she's always stretching herself she's

always in conversations and I really hope that this board will be open to more diverse opinions and to really be in the positive um the positive outcome of having different different opinions that's what this country is based on is that we can come together and we can differ and we can really um represent all of the community and I feel like there's a large segment of the community that's been upper not been represented and Deanna is honest she's courageous she's a protector of children she is organized she has a heart of gold as far as I can tell and uh really urge you to consider her and to open open up this space where it feels like there's there's um a certain amount of agreement between you all and I think it could be really

good for you to have someone else in the mix who is challenging you a little bit and stretching you a little bit to open to looking at things in different ways this is how we grow and uh I I think that it's clear that um there's some need for some growth and some expansion and not to all be thinking the same the same thing at this time because the children really need us to figure this out for them so that they can have a better path forward and really come to school and get what they need there and to be able to be supported to focus on what they need to focus on which is their education and then to go out into the world and become the best person that they can be so

thank you for your time thank you our next speaker is Gerald Gerald if you can please State your full name Gerald Stone you know there's a lot of things I can say about Deanna Oliver is everything from she's a beautiful mother to a great Community member she's always involved with not only her kids but other kids in the community other parents in the community always trying to figure out what can be done to help everybody you guys know just as well as everybody else does she's probably putting more time and hour than you guys have on that board and that's without even getting paid for it she's set her own personal life aside for a lot of this stuff on this board she has never been compensated for it she's doing it from the bottom

of her heart and a lot of people have said a lot of great things I'm not sure if I can add a whole lot more to what they've said I think you guys know that she's probably the best spit it's up to you guys to do the right thing and Indiana thank you thank you our next speaker is Shelby Pryor good evening Barb I think it's great that finally there are two candidates that we could look at and we can go ahead and see the visible differences I think it's interesting that I could see the smiles on the faces of individuals who rumored to have hand selected one of the candidates so that they would have another person to agree with them now it's interesting to me that all you individuals who look very Bleak

when I speak are all In Cahoots with one another to have Miss oliveras in there as someone who's going to be a sound voice of reason when it comes to not agreeing with you on your vision of equity based off of a definition that you've provided seems very interesting that you would even ask those questions it's funny that you want to help defend the one percent of the population I.E the people who are uh confused about their sexuality but you won't defend 2.1 percent of the population that lives in Sonoma County who's black and been put last we continue to sit here and watch black people get put last what do any of you know about equity me and Miss aloe Vera's we do not share the same views on many things but you know

what I've had the pleasure of being able to speak with most oliveras and not only have I been able to sit with her and speak with her about our differences but be able to come to a civil understanding as to how we can go ahead and make these differences not so noticeable and how we can go ahead and create a solution to work together with one another unlike your Equity person who's in charge Miss De La Cruz who doesn't know how to put two sentences together when speaking to somebody when they don't agree miss manieri being Miss de la Cruz's little puppet who follows her around brown-nosing doesn't help the situation for equity in this community either I don't understand how we can have a man sitting here on the board in Dubai When Miss

Alvarez is here in front of you this man literally doesn't do squats he travels the world and buys mail-order brides anybody would be a better solution anyone would be a better solution than this gentleman anyone would be a better solution than Mr Flores who looks like he's trying to add to his resume any word would be a better solution than this McNeely lady who I never hear her say anything about anything that matters in any kind of weight whatsoever Sorry Miss McNeely welcome to the party everyone here needs to consider the fact that if we all agree that's that's a falsehood of life we're gonna disagree you need to stop putting people at the table who are just going to agree with you because that isn't getting us anywhere except further into trouble thank you

time is up our next speaker is Dr Allard hi can you hear me okay yes well thank you all for being there I know it's late in your day and you've had a very long day I just wanted to uh wait in line here and I know the the Warriors by the way are winning in case anybody is wanting to know I'm watching a delayed recording but I just wanted to uh pass on my support for Deanna I have worked with Deanna over the last few years and myself as a clinical psychologist have witnessed the tremendous effects of what's happened in the last several years for our students our families and our community and I specialize in trauma Related Disorders and I have had the opportunity to work with Deanna on and on profit platform

basis and have watched her come to life and I mean that in a sincere passionate way to help people Beyond her own needs to do what's right I watched her in her mothering and in her sense of community and she's one of those true gems that really does service the community in a way that's heartfelt and also very well informed and very passionate and I hope that you will allow uh just a good sense in your judgment to to look at the candidates equally of course um but also to take into consideration all um that she brings to your group in diversity to be able to offer a perspective That's Unique in her own and I won't bother you with more time here I know you're tired um but just wanted to say she has

my full support and I've looked at uh all the candidates and um feel that she would be your best choice thank you so much thank you our next speaker is Margaret Boone good evening I'd like to throw my support behind Jeremy I first became aware of him when he spoke at the listening session and then at the board meetings it followed that I've been working with him on this art committee and have been impressed with his thoughtfulness and the ideas that he's brought forth we've had very deep conversations about the issues our district is facing he has a genuine understanding of the issues and very viable Solutions he's a parent who really advocates for students and has experience dealing with the issues that are currently affecting our schools as they have affected his own children

his extensive experience working with students as a coach and a student Advocate he's a person who listens to different viewpoints and educates himself on the issues he's passionate about making changes that will benefit our students I think he'll bring a fresh perspective to the board and is the right choice thank you thank you foreign Andrea if you can State your full name Andrea if you're there go ahead I'm sorry about that no problem um Andrea cordarolo uh good evening board I would just like to speak on behalf of Deanna oliveras excuse me I have a cold Deanna has been Faithfully attending numerous amounts of school board meetings she is so knowledgeable on school board policies and procedures she is passionate about our children and has had an amazing and has been an amazing Advocate always

voicing her concerns and staying true to her role as a mother as well as three children who currently attend Santa Rosa city schools the number one priority is school safety in which she has been vocalizing numerous times by requesting the board return the sros Deanna is well-rounded with a background in working with public schools and youth service organizations I fully support Deanna and know she will be the voice that the Santa Rosa city school district needs and will only help the school the board become more cohesive by representing students parents and classified staff I truly hope excuse me Deanna is a person who never gives up and will solve any problem that she faces she is an amazing person inside inside and out and I truly hope that the board gives Deanna a chance to

serve on the board I know she will do amazing things if given the chance thank you so much thank you and president manieri there are no other hands raised thank you thank you to everyone who gave public comment on this item this is an action item so this is coming back to the board for questions discussion or emotion I just you know a couple things I just want to say and and again um as I mentioned to to both of the applicants that um how much I do appreciate your passion um and your interest in in doing this this is really hard work you guys have been um following the work of the the school board the work of the district for years you both have kids in the district you care passionately about this

and that's what this job requires it requires a whole lot of heart it requires a whole lot of perspective and I also want to thank the people who spoke in support of the um the candidates the applicants because this kind of gives us um a personal insight to to who you are um and and your values um you know an appointment to this position is a whole lot different than than a campaign and I had to campaign for this job and I don't want 11 000 doors I knocked on it was just crazy you know it's spread out over a long period of time um but with an appointment the the candidate you two are are seeking the vote um of this board and not the public and you didn't have the time to formulate

a platform you just know because you've been following some of the work that we're doing um and because ultimately tonight is going to come down to the vote of this board it might not seem like a fair process but that's what the process is and we had a very short time to get a chance to get to know who you are um some things I do want to say and sort of what I'm looking for in a candidate and I'm just I'll share that you know board board members they fulfill their responsibilities by working together as a governance team we do have differing opinions we disagree all the time on Direction and policy now when the public sees it it doesn't appear that way because it does come after deliberation and discussion and sometimes an

issue has been floating around for months and months before it actually comes to the public side to see what we're actually making a decision on we put in hours of prep each week we have to educate ourselves and we have to seek perspective and I like the responses that both of you gave on seeking the perspective of the public because that's a big part of the job you know but another thing that we cannot do it just doesn't work that way is to is to just vote by um by who has the loudest voice you know that's that actually is not equity so I wanted to say that I have a lot more that I do want to say but I'm going to hold off because I know that other board members want to want

to step in but I just want to get the discussion going here thank you director Sheffield director Flores I just want to reiterate what uh director Sheffield mentioned you know when I ran for this um I was the underdog you know I ran against you know the school board president who was here for you know for a few years so um and it was not an easy campaign right uh to to do this one of the things I've learned is that um working collaboratively for the ultimate goal is what must happen and sometimes we make decisions that we're not completely happy right but it's for the best for our students and and that's what I was looking for in the candidates tonight are you willing to to you know to do what it's required to

to make sure that it you'll do what is best for your students and I personally think one candidate you know mention that um the other thing I uh want to mention is that you know we didn't run to be on the school board um because of the glamor there's there's nothing glamorous about this job there isn't and I just want to commend you both or the pay the pay so there's no pay by the way so uh um there but I do want to commend you both for doing this Diana you know it's finally nice to see your face you know I you know we hear a lot of you of Mr De la Torre I think there I've read a couple of emails from you um overs very you know even Keel and and

we read the hundreds of emails that we get uh prior to these meetings and I just want to say um to whomever it is that we choose tonight I am looking forward to working with you not against you and if we disagree you know I hope that we can talk it out discuss it you know for the benefit of our students and our staff our csca our classified and certificate staff thank you director Flores the other board members who want to speak to this item provide their thoughts have deliberation I'm just going to add um I received some advice I think when I first went through the same process to have the honor and the privilege of sitting in this seat was through an appointment and I loved the reminder that what our job here

is to do is to govern um together as a body and that does require compromise and consistency and an ability for us to hear each other and to understand with some real sophistication the differences that we each bring to the decisions and to the ways that we come at challenges and problems and it's one of the things that I appreciate is the ways in which we care for each other and really kind of uphold that idea that we are all human beings who are doing our absolute best when we come up here every night that we are here in front of you um and that you know nobody is doing this for the glory um that is for sure because this is not very glorious work it's difficult it's grueling um it's heartbreaking um it's

uh humbling it's um it's inspiring and it can be inspirational um and I just I'm looking forward to making sure that that sense of community and then that sense of humanity um is something that I think this board is really proud of and has worked very hard to to build and to maintain so that our constituents and the folks who need to believe in the ways you know and the decisions that we make and at least need to understand the why we make the decisions that we make um how critical it is for us to share our thoughts behind our rationale and um and to do everything we can to be transparent this this is the place where we talk to each other which is so weird um but you know I think we try

to do our absolute best to make sure that we're having those conversations in a way that is respectful and um of each other and of the places that we you know from which we come so I'm looking forward to to working with the candidate who's chosen tonight and again lifting my voice and gratitude for both of these candidates to put themselves out there in this way it's a big deal right it's kind of weird strangest job interview ever to do it in public um and so just really grateful for both of you putting yourselves out there tonight and and looking forward to working with the with the person who we vote to choose tonight thank you thank you director De La Cruz I I will just add there's I want to Echo the comments of

my colleagues um and just also add that a lot of what we do if not everything that we do comes from a place of love for our community and you know I don't I don't have kids in the district I don't but I'm hoping that one day I will and what I you know want to see on this board is representation just just as it has been mentioned before and um you know our young people are our future and I want to see more young leaders step into these kinds of positions and um for their perspectives to also be shared and to be valued and so um I I you know very much resonated with with the values of representation that were shared this evening um and just you know want to really uplift that

we do this for love because we don't do it for anything else um and so I'm that that's what I'm looking for in a candidate I think is someone who can bring that Humanity that love and uh just you know help us stay grounded in our values and though we might not um agree on decisions that we we vote on I think you know this board we understand what our values are and that is really important um we might have disagreements on how we get to a certain outcome or how we envision a certain outcome but we understand what our values are as not only as a board but as a district because that makes a really big difference when we're having complicated conversations um so we this is an action item so we can

entertain questions we can entertain more discussion and we can entertain emotion so just for clarification so I've been in lots of interviews and this is the most awkward interview ever because you're in front of us and usually in an interview process we we discuss the questions the answers and um do you want to do that because I have a couple of things I want to mention you know uh in terms of the interview so you know we're not looking for the most eloquent person we're not looking for someone who you know is going to represent a group or not a group where I I for me I'm looking for someone that can synthesize the information that we're given right and put sometimes my personal feelings aside in terms of decisions that personally affect me as

a as a as an individual right uh because I need to know what is best for our students and our staff right and sometimes it may not be the popular sort of answer or or or or decision right and sometimes I may vote against the rest of you right but also making sure that we do that respectfully um and I'm going to mention something else you know no one here except for one person supported me during my campaign right and that is something that we need to make sure we move past once we're here because we all have a commonality of making sure that we do what is best for our students and staff right and I'm looking for the person with that temperament that can work with us even if we disagree um I

am concerned that um that we had uh Miss olivar is what you know I'm concerned about Ms Olivares you know definition of equity you know having equal access to everyone um because that that is not to me the definition of equity right yes the definition of equity may be different but having equal access for everyone it's just it's it's contradictory of what Equity is and I just you know um so so that was one I I do want to say that you know um I liked Ms olivarez you know answer to you know there's no wiggle room for bullying you know uh keeping all students is one of her priorities uh and I want to commend you for that um and uh I appreciate your Cantor you know you're like I don't you know necessarily

you know will support all of the decisions that you all that that you'll do and and we need that we need you know that this sentence of the voids uh to see a different point of view and I just wanted to to say that in terms of uh Mr De la Torre De la Torre um the fact that you're you're wanting to build community you know in Center City Schools your history of moving from place to place right you have the ability to to to relate with students who are Pro migratory in nature right I mean you came from a military family you know uh not a military family oh you oh I missed that oh okay okay thank you for clarifying that just so I can because people can't hear what you just said

so I'm just going to repeat that um he he did not come in from a military background I misread that okay um so um and uh well that's that's all I have to say for now um thank you director Flores I see director Medina's hand is up I think um well first I I did want to also thank both candidates for applying for going through this process I truly appreciate it um but I I am kind of divided right now I'm not quite sure which way I'm going to go yet um but I think that there's various points that have been brought up the idea of of representation and different voices and I just kind of want to put it in the scope in the sense that I'm trying to look at not only what's

best um for our students and for our schools but in the context of how can we make our board better and I think both candidates have a lot to offer both candidates bring a lot of passion for service um and and I think it's right now I know that for me it's going to be a difficult decision in terms of my values I feel like I I could relate to turn the candidates in in many ways um and so I just kind of wanted to share that thank you director Medina director Sheffield sure I want to say for both candidates I really I I was impressed with the way that you had responded to the question number five about um um defending the rights of our historically marginalized students even with just hit it out

of the park on there these came from the heart um and definitely just the way that you the way that you address these questions love and and patience and understanding and kids are kids regardless I I really did like the way both of you answered that um Deanna your strength is definitely in relationships you had a an army of folks coming in and supporting in emails clearly you're out there in the community um you are are someone who people come to you know it sounds like you're a problem solver um it's a great strength to have good quality to have on the board um and Jeremy you have a lot of perspective you know the community you grew up here family here um you coach you do you know wonderful things in the community and

you also have you know a team of supporters behind you um so I want to point those out those are again qualities that you know that that that show that you care you know that show that you you both have um um the the skills uh the skill set um and again the passion uh that is needed for this tough position so I just want to add that as well I like to highlight the strengths of people that's what I see thank you director Sheffield I see director McNally's hand up well first thank you to both of you for um doing this interview process um I know this is a horribly awkward situation to be getting feedback in public like this but I feel like I do need to touch on the equity issue and

build off of what director Flores was saying uh I I was concerned by Miss Oliveira is his responses to the question about equity and about LGBT and other marginalized students um of course I I absolutely agree with Miss Oliveira is that there can't be any tolerance for bullying and that we should be protecting all students in situations like that but I think we also need to be able to recognize that there are systemic issues and that not all students are at the same risk of bullying and if we are waiting to that point of bullying then we have failed to address the underlying systemic issues and so I I am just concerned in a board member um and anyone working in education I think it's key that we have a strong understanding of equity and

and like um director Sheffield said the loudest supporting the loudest voice is not Equity we need to support those who don't have a voice um yeah those those are my thoughts right now thank you director McNally director Flores I like to make a motion I will entertain your motion I like to move candidate Jeremy De la Torre astrosity for area seven it's a second the motion so we have a motion on the floor this was made by director Flores and seconded by director De La Cruz before we move to a roll call are there any last comments director Bowie thank you guys both for being here you guys both had a lot of strengths but in my opinion I saw Miss Oliveira's as the better candidate I feel like she was there transparent and it's

like she showed how there are going to be mistakes you're not always going to know everything but she's willing to learn I feel like she's so shown that from her consistency of just showing up to every board meeting I can recall her at nearly every board meeting saying a comment even if it's not like the non-agenda item she's there she's speaking on our other items that we're always um speaking about so I'm just here for her as well thank you director Bowie any last comments before we do a roll call vote okay it is time for our roll call vote director Bowie no director Flores yes director De La Cruz yes director Sheffield yes director McNally yes director Medina um yes president maniari yes thank you so at this time we announced Jeremy De la

Torre as the new trustee for area seven congratulations [Applause] okay so if you want to come up to the front we're going to visit oh foreign all right foreign that would be helpful thank you Simona okay two minutes few minutes just kidding yes we have uh 40 minutes to get through the rest of this agenda thank you for being quick we are on item E5 this is a discussion item update on facilities master plan the board will receive information about the progress of the update to the facilities master plan and presenting this discussion item are associate superintendent Lisa Cavin and director of facilities maintenance and operations error code thank you president manieri superintendent tranelle members of the board and of the community thank you so much for the opportunity this evening to update you on

the facility Master planning process we'll actually hand it over to Aaron jobson of qka we'll start at the beginning all right thank you uh thank you president many area and the members of the board for having me here to talk quickly about a Master Plan update uh so this is really just an opportunity for us to share what we've been up to over the last month or two and what we'll be working on coming up as we go into the summer so mostly for us that has been a lot of listening and a lot of going to meetings uh with different folks around the district to get input from as many stakeholders as we can so primarily that's been site committee meetings uh that we've been having at each School site to hear from uh

you can see kind of the the basic agenda of that meeting up there and a diagram of what that committee does we asked that committee to provide input from and help us communicate with faculty students and parents and for that Community to have representatives from each of those groups we are holding site committee meetings at every School site you can see there in in Black text all of the sites that we have been to today and then we have four left to go Cesar Chavez a French American Charter Brook Hill and Ridgeway uh over the next few days we have also had some additional meetings with other stakeholder groups we met with the superintendent's advisory network we met with the the dulat committee uh we will actually be meeting with the Delight Community again I

think on June 1st uh to finish that conversation we met with Special Education team we are meeting with the the safety group the sarc group on Monday and all of the site administrators on Tuesday and then we will be meeting with a group later in May to update the educational facilities guidelines um just a quick overview we've had so much input uh we used these little digital Post-its to take those who probably used a few thousand of them so far at least uh but I think kind of just highlighting here eight of the things that we've heard about the most um covered eating areas on all campuses uh and you know at all grade levels really is places for students to be comfortable outside whether it's hot or raining restroom upgrades and reconfiguration to provide

restrooms that are not only um you know clean and well maintained but also safe and environments where students can all students can feel safe so we've had a lot of good conversations about that a lot of good as you might imagine we had a lot of conversations about Safety and Security and what that means for facilities and the master plans and a big piece of that has been talking about access control and kind of securing the perimeters of our campuses better and that's a little bit different for each school but we're having a lot of good conversations about that um appropriate Kinder and TKA classrooms obviously a big change since we did the original master plan in 2015-16 is the whole new grade of transitional kindergarten and so how that's accommodated at each site making

sure we have appropriate spaces for that in kindergarten um there's a lot of basic maintenance items paint flooring repairs window coverings things like that that we definitely hear about too um one of the focuses is portable classrooms the district has a lot of really old uh portable classrooms which we'd consider kind of past the end of their useful life so it's been a lot of conversation about replacing those um getting rid of those uh yeah just as you as you're setting priorities um is there any way to kind of cross-check these things that were that we're getting from stakeholder meetings with requests that have come from site staff right like the data like kind of the data validation with what it is that we're hearing from stakeholders is there a way to to do that

and you said the request from site staff is like yeah so like you know is it is it um do we actually have like 16 requests from a site to help with you know hanging projectors and they're like we don't have any problems with our bathrooms right so like is there a way to well I mean real real-time test what these priorities are with the requests that are coming from the district so uh the main way we do that is just by having all those people in the same day so all of those site committees included parents teachers and staff so we're hearing from concerns from from and students for that matter most of them as well so we're hearing from all those all those groups at the same time and they're hearing from each

other so that's primarily the the the biggest way that we're doing that um and and we'll continue to do that we're going to meet with all these groups again in the fall as well so when you do all meet together is that where the prioritization happens I mean no I know there's some expertise and input that's needed yeah but you know like I said we were as Alegria said and and said before you know we we've heard about the Portables we've heard about the restrooms again and again and again where does the where's the sausage made on this yeah so uh that's a good question and and something we want to talk about a little bit today actually too but essentially the um the answer to that is we're going to take all the input

we have we're going to come up with a an updated draft master plan and and list of projects and then to getting input on that that plan in that list but also on what's most important on that list is what we'll be meeting with each of these groups about in the fall and then also doing some Outreach beyond that and and talking to you all about that as well okay so a couple other things just outdoor spaces for uh for Learning and for well-being like having access to Nature having the importance of that for mental health and then I think a big one has really been dedicated and appropriate space for support staff um there are a lot of support staff on campuses from we've heard about a lot of them tonight when she was

up here earlier um with counselors uh Behavioral Health therapists all of those kind of things a lot of them are not in spaces that are really set up for them they range from closets to whatever random classroom is available things like that they're not in the right places on the campus so really setting our our front of the school the office space up to handle all of that provide appropriate space for that and make those Services more effective and more accessible um we a couple other things we've been working on we've also done sidewalks at each site to update our facilities assessment information to make sure that we understand what condition the schools are in uh and then we're just finishing up a demographics and Capacity Analysis that will really inform a lot of the

planning we do as well and then we have also had some good conversations about facilities into the district office um this is the overall schedule which I gave you kind of a quick overview of already but we're in the listening stage in the spring essentially and gathering information we'll be kind of processing that information and planning and designing over the summer and then reviewing that and finalizing that in the fall so we're planning for another round of site Community meetings and also some some larger kind of community Forum presentations and other forms of Outreach in the fall to get to get input and just communicate out about the work that's been done the goal is to bring uh you know to bring the final master plan to you for approval in November so then we

can then start moving forward with individual projects from there I did want to talk a little bit about the prioritization to your uh to your question uh board member Sheffield which is uh the last time we did the second 2015 and 2016 we developed this tool called the indicators of quality where we came up with six kind of areas that we could rate each project in and the goal of this is really to come up with a way to effectively compare the few thousand projects across the district based on what's going to have the biggest impact on students and on learning and on student achievement and you know on student well-being so we came up with these six categories that each had a different weighting based on their relative importance and there was an overall

score and then uh based on all the input that we got during that process in a similar kind of fashion that we're doing now uh we came up with a score for that and we reviewed that um you know across the district as well and that was part of the the process of deciding which projects got funded uh and what went into the the implementation plan it's not the only metric but it helps us just compare different projects across different School sites so just a quick question on the indicator of Quality Maintenance and Ops what does that refer to exactly that's really um the impact that we'll have on our ability to maintain and operate the school and the cost of doing so right so if like are things like repairing the roofing uh things

like that impact if we don't do that right it's going to cost a lot more to fix those problems down the road so it's going to impact the ability to maintain and operate the school so that it is really looking at things from that perspective thank you so uh this is kind of the two graphics on the right are just clipped out of the master plan from 2016. and that's the way we approached it then and our goal is to kind of update this process and make sure it reflects priorities currently um and there may be some adjustment to the the language and kind of the definitions of those indicators of quality and maybe some of the waiting to that um and to use that Pro similar process again in the fall to kind of

help us do that prioritization and as a forum for that input from uh as we talk to stakeholders about this too we have a way to kind of reflect that in a way to incorporate that any other questions about that I have a question regarding the previous slide um so I I see your um the timeline is great um briefly can you explain uh when does the oversight Community come into play here um the site committees no the oversight committee the district oversight community so the district oversight sure thank you so the district the citizens oversight committee we actually the board did form that and approved for those sitting on inl to also serve for for CNG we actually had our first meeting um in April we have another meet or I believe it was

April we have another meeting coming up May 25th and so we already start you know sharing with them the bond issuance and you know providing updates on on where we are with these items they'll be receiving um Financial updates and all that as we spend funds as well so the first thing to be reported for CNG is that we've issued funds and issued bonds and received the funds so that's what would be shared at the oversight committee meeting in May oversight committee's responsibility is to ensure that we've complied with the letter of the law and the resolution calling for the election not to actually do any prioritization thank you so the only thing other thing I wanted to touch on is just kind of what our next steps are so we'll be completing that demographics

and Capacity Analysis we'll be updating our educational facilities guidelines which are kind of our Benchmark for what each type of school should have in terms of facilities to support their educational programs um updating the integrators of quality as we talked about and then finalizing the master plans to we should bring back to the site committees in the fall that's our update for today thank you absolutely do we have questions from the board at this time no questions okay we will move on to public comment I have no blue cards so we will move on to our remote attendees because in any area there is one blue card oh thank you I apologize it's for later in the meeting if there are members of the public joining us on zoom and would like to comment on

item E5 please raise your hand our first speaker is Margaret Boone hello again um we had our soccer plan meeting May 4th and we we had on May 1st we had our meeting about the two-story building that we were going to get several years ago but we weren't able to yet and the new building had all kinds of beautiful you know eight foot tall windows in it and one of the questions we had asked was about how would those be covered in an emergency and we talked about blinds and also window tints like one-way window tints and I just wanted to call and advocate for the one-way window tints I know when we had the locked out of Montgomery it it's very stressful and one of my blinds was stuck open and I was sweating

and my heart was racing and I was able to leave it open because we shelter in my bathroom but Jenna teachers don't have bathrooms and offices in their classrooms and blinds are very easily broken I know they're talking about like fabric blinds but if you go to room d207 in DeSoto Hall you can see a broken blind there that I personally broke 11 years ago so you know even those are very easily broken and I just think for the safety of the teachers and the students the one-way tints should be something we really prioritize for all of our schools thank you our next speaker on item F5 is Shelby Pryor good evening Barb well here we are we're sitting here and we're listening to what people need you've already proven once again that you're going

to do the things that you want to do not the things that need to be done you want people who are going to agree with you let's look at some of the site plans that you had oh gee let's put up a fence let's Corral our children into a cage where people can massively shoot them and keep these campuses wide open for everybody that makes a lot of sense guys tons let's go ahead and make them like little fish and sardine cans while these people create these problems you took the rsos off of the campuses and that's one of the main security features that's an issue you also have the fact that this woman just said that you can't do things like a Ford one-way tent so that way they can see how people can't

see into their classrooms seems like a pretty simple safety feature to put on every window on every school I think that it's interesting that in this master plan looking at each one of the bullet points you guys aren't really addressing any of the issues that are at hand you want to give people mental places to be safe what about the mental distress that we've had when you had your student walk out of this meeting because you guys continually stress them out you don't care what our students really need you elected some doofus who now is in charge of something with very limited scope of what's going on and when I look at it now I see one two three basically a four-member Latin resting board with individuals who this gentleman let's ask him what his

idea of the master plan is for the school system guess what this master plan is a way for you to either give your friends money on projects that need to be updated creating stupid murals that Miss de la Cruz's husband is going to get paid some exorbitant amounts of paint when he allegedly makes three thousand dollars a year we have this other gentleman traveling the world who doesn't look like he read a stitch of the master plan but he does like Dubai and we have you know the go along get alongs I don't understand it the master plan that you've put forth continues to negate the fact that you want to help with safety why don't you try doing something like putting people who have the ability to do something besides just respond to the

casualties people with guns save people with guns that's how it works thank you our next speaker is Karen Wagner good evening everyone so when I look at those facilities master plan um one of my concerns is that people with special needs um that we meet the disability requirement of the Ada we currently are looking for a classroom that will hold um I think at least 15 adult students and three staff members that room is not ADA Compliant so we do need to keep Mindful and you know talk about Equity they need to be able to access a restroom and have access to be able to have a wheel um a stir well so instead of climbing stairs so um when we talk about that I you know I just want to keep the safety of

our students in mind um and uh be space available for them to be able to roam around um they do need to move they do you know um they're not small students these are adults that are um of normal size but I'm mostly concerned about the ADA Compliant and the lack of access to water and restrooms thank you thank you and president manieri there are no other hands raised thank you thank you this comes back to the board for any further questions or discussion director De La Cruz I have one question just about you know the impact of a master plan if at some point there is some discussion about consolidation or some decision about consolidation of districts does it essentially does this master plan for this existing District fall away I mean I know

we're 10 years away from that apparently but I'm just wondering is there any concern about consolidation upending our grand plans are so our bonds and our facility master plan are for a period of time and it's specific to the schools that are within the districts for the high school and for the elementary so if there were to be something with a consolidation each of those districts would come in with their own facilities and their own whatever funds were were available for that so it we couldn't necessarily mix and match that if that helps that's that's very helpful thank you I I was just gonna add that at that point a whole entirely new District would be created that would then have to create its own facilities master plan that's what my understanding would be there

any other questions from the board or discussion thank you so much for your time and for that update thank you thank you we will move on to item E6 this is an action item approval of memorandum of understanding reach with Santa Rosa city schools and the California School employee Association reaching 75 regarding 2023 2024 classified employee calendar and I will hand this over to assistant superintendent Shepard thank you president maniari members of the board superintendent tranelle uh for your consideration tonight is this mou that we've reached with csca to approve the 2324 classified calendar and with that I'll leave any questions that you have thank you Mr Shepard any questions who will move to public comment there are members of the public joining us on zoom and would like to comment on item E6 please

raise your hand there are no hands raised thank you this comes back to the board for questions comment or emotion I'd like to move to approve the mou reached with Santa Rosa city schools and CSEA regarding the 22 324 classified employee calendar one second I was moved by director De La Cruz I'm seconded by director Medina roll call vote please director De La Cruz aye director Medina I director Sheffield aye director McNally director Flores aye director De la Torre aye president manieri aye thank you this brings us to item E7 Declaration of Need for fully qualified Educators and I will hand this over to assistant superintendent Shepard thank you president manieri members of the board superintendent tranelle um this is an annual item that we bring before you um for us allows us in the

fall in case we do need to qualify uh candidates who are not fully credentialed so with that for your consideration I will entertain any questions that you have thank you Mr Shepard do we have any questions from the board seeing none will move to public comment for members of the public join us on zoom and like to comment on item e seven please raise your hand our first speaker is Shelby Pryor Mr Pryor it's your turn item E7 okay we will come back uh our next speaker is Deanna oliveros long time no see superintendent Chanel on board um as you can tell I don't have a live just kidding so I listened to um Catherine Howe's comment about all the struggles the teachers are having you know retirement and retaining them and I know that

this board has to do what you have to do to get the teachers in to these classrooms but I just feel like something should be able to be done about hiring or getting these teachers that aren't certified in these subjects to teach our kids I know that there's some amazing teachers we already have that are earning their degree in a certain subject area and it kind of makes sense because they are really knowledgeable about the subject so I just wish maybe the board will really explain to the parents what this mean and what what this means and why is this happening are you hiring people because you can't get anyone else that aren't you know really qualified or are you giving these certificates to or these you know to to teachers that are already employed

by Santa Rosa city schools and they're willing to step up and teach another class um that would be really helpful I also had heard from a two from a few of our high school teachers that because we can't retain subs and the class sizes are too big um that some teachers are you know doing amazing and making some extra money by teaching 30 kids in a class but it doesn't seem financially feasible if I believe in the high school contracts for the SRTA um it's like 15 per kid extra that teacher gets and I have heard from a few teachers that kids are being crammed into classroom so that's great that the teachers are making some extra money but it doesn't seem like it's smart fiscally and it seems like it would probably cause a

lot of stress and the kids probably won't be able to learn as much as they would in their regular classrooms so if anybody could answer any of those questions I would appreciate it thank you thank you we'll try Mr Pryor one more time go ahead sorry for the technical difficulty um now that we've got it ironed out and we have more people answering and we're getting our tax dollars out of you and making you sit here listen the teachers need to be inspired to want to teach these bad children who do all this craziness and The Good Children the children from both sides left and right need people who are going to be able to actively be able to engage them and Empower them and give them the tools that they need but the problem

is is that you have put no Securities in for these teachers to want to come and work for you or with you because you're too worried about pushing pronouns you're too worried about pushing your own racial equity for your own groups you're not representing any of the people across the board when we're talking about faculty and students and what are their best interests there's no diversity on this board at all so how can you hire people to come work in a school district and there's no Equitable resource other than hire them because they're Latino and they understand Brown children hire them because they're black and we need a token person to come in and do our bidding no we need people who are going to press our children to think outside of the lines that

you continue to put them in the boxes you continue to put them in listen these kids are learning their bad behavior from the individuals that are representing us you guys are partial 100 to your own agendas and your own nonsense we need to create a space where people can equitably a real Equitable way for individuals to share information have disagreements and have these things in a space where we can educate each other on how to walk through each other's shoes because we may not have that same size there is not a one-size-fits all to this issue right now I see four Latinos one white woman a black man well a poser black man and a racist white Mr Shepard up here representing people all over the world I don't want to continue to sit here

and watch Mr Sheffield smirk like the that he is while the rest of us are sitting here and dealing with this oh miss De La Cruz we do not tolerate hate speech in this District that is a racial slur Mr Pryor and that kind of language needs to stop we are leaders in education and we will not tolerate hate speech in this room please cut his microphone that word is not appropriate to use against any person especially a black man in this District no foreign Boone I just wanted to say I appreciate the efforts that the district does make to fill these positions I know we're in a massive teacher shortage and we you know we have a lot of Pips we have a lot of interns um I hope we have a lot of

things in place to support them but I do see that there's effort being made to fill positions we had positions that stayed open half the Year this year and so it's it's really important we do what we need to do to fill the positions and I'm sorry for all the racist attacks on you guys thank you and our last speaker is Anastasio you can please State your last name as well can you hear me go ahead can you hear me yes uh thank you De La Cruz hate speeches are not allowed I'm tired of the slander thank you there are no other hands raised thank you Melanie um we have nine more minutes to get through the rest of this agenda um this is an action item so this comes back to the board for

discussion for their questions or emotion I'd like to move to approve the Declaration of Need for fully qualified Educators recognizing the challenges that we have in making sure that we are recruiting and hiring fully prepared teachers for all district assignments that are currently open I'll second it I was moved by director of De La Cruz and seconded by director Sheffield roll call vote please director David Cruz aye director Sheffield aye director McNally aye director Flores aye director Medina uh director delectory aye president manieri I thank you this brings us to item E8 approval of First Freedom potential wait a second read of board by law 9320 I'm handing it over to superintendent eternal thank you board president manieri members of the board those who are with us in person and online I bring you a

draft of the first read and potential second read of board bylaw 9320 which governs how the board attends meetings and agendizes those meetings there is a clean copy for you as well as an edited the board took action on April 26th to add in the additional provisional attendance options and with that I'll hand it back to you president Erie thank you this is an action item so are there any board member questions we will take public comment there's members of the public joining us on zoom and would like to comment on item E8 please raise your hand first speaker is Jess if you can please State your full name and this is item E8 hi Jessica Sheely go ahead yes I would just like to say that I could tell by the comments that your

um performance was a show after the first couple of comments the magnalium the Flores people I don't understand your quick draw to basically you have to turn a play to make a make a basically have a chasing fit like the temperature to like a child and then to also quickly make a motion Excuse excuse me we're we're speaking on item E8 which is uh the uh board by law okay I hear that your board has no interest in dissenting opinion or any other our next speaker is Gerald Gerald this is item E8 this is about board bylaw 9320 if you have a comment on that you can go ahead you know what I don't got a comment on that I do got a comment on McNally and De La Cruz you guys didn't even take

the time this is not public comment this is on item E8 thank you there are no other hands raised thank you this comes back to the board for discussion further questions or emotion I'd like to move to approve the first read and waive the second read of board byline 9320. oh second that was moved by director De La Cruz and seconded by director Sheffield roll call vote please director daily Cruz aye director Sheffield director McNally bye director Flores aye director Medina hi director De la Torre aye president manieri hi this is the next item is E9 form action to form a board subcommittee in relationship with the city of Santa Rosa I'm just going to hand this over to director Medina all right so um I reached out to uh mayor Natalie Rogers so that

we could collaborate and talk about city of Santa Rosa working in collaboration with Central City schools on the topic of safety because I feel it's an issue that we all need to come together to work on basically we what we agreed on is that as policy makers uh some of the board members and some of the city council members we could come together in in a nut hot committee to begin the discussion and it was kind of prefaced by discussion as to what followed in December of 2020 with our board's communication to the city of Santa Rosa around sros and the Need For Change around that and so that's kind of what the discussion was uh started with and so this is an ask for uh a couple board members and and hopefully myself to

be able to be appointed by president to serve on this ad hoc committee and and I want to recommend uh director Sheffield Andrew De La Cruz as as Paris said have a lot of experience on this board um to also serve in addition to myself thank you director Medina you know I appreciate the the recommendation I I served on the original ad hoc and I I just think that maybe here's an opportunity for broader board perspective um when engaging with the city I will I will tentatively accept but I just want to see what we have um is as far as willingness to step forward thank you for that um nomination Dr Medina um I think one of the things that I really appreciate about this idea is that it's actually having a institution to

institution conversation which was not quite what happened in the ad hoc right we were having kind of our community was having a conversation with sros present but it wasn't really with the leadership of the policy makers at the city and so I'm really grateful for this which I really feel like is a an important step forward for our two jurisdictions um to to meet at that policy maker level so I'm excited about being considered to participate in like Ed if there are other members of this board who would like to step forward in this position I'm happy to share kind of my perspective of what it was like to serve on the ad hoc and make sure that you're successful in that role so um thank you for this this really I think important step

forward and I'm grateful for the um consideration thank you yes director De la Torre so just for clarification is this action item to approve the forming of the subcommittee or are we to name those members from this board on the subcommittee tonight because obviously I'm pretty new um but this is um a very important opportunity and uh if we're naming board members tonight um I would like to reserve the opportunity to discuss who those may be aside from tonight because I just took secede 17 minutes ago yes and given that we have three minutes left director Medina I'm wondering if you would consider actually tabling this item so that we can have more time to to talk about this it seems that there is quite a bit of Interest I'm okay if to table to
