002our interpreter. And I wanted to take this time to thank him for being at every board meeting and on YouTube for our Spanish speaking attendees and viewers. We know last week there was a little scheduling conflict with a graduation ceremony and we just want you to know how much we appreciate you serving our school and our community and he not only interprets here at our board meetings for but for just about everything we do on campus. So we really appreciate him. As we conclude the 2526 school year and gather for our final board meeting before the start of the 2627 school year, I would like to take a moment to reflect on who we are, why we do this work, and where we are headed together. At San's Valley Union High School District, we are

003offering we offer something truly special. We provide an educational experience that is as close to a private school experience as a public school can offer. We are intentionally small, highly personalized, and deeply committed to knowing and supporting every student who walks on our campus. I want to begin by expressing my sincere gratitude to our families, staff, community members, and board members who have participated in our meetings and supported our work throughout the year. We value thoughtful dialogue, meaningful partnerships, and constructive contributions that help us strengthen our school community. When we come together with a shared commitment to students, great things happen. Our focus remains unwavering. Every decision we make is student centered. Our goal is to ensure that every student graduates prepared to be success a successful contributor to society and equipped for whatever path

004they choose next. One of our highest priorities is the academic achievement and success of each and every student. We accomplish this through a wide range of programs and opportunities while paying close attention to the unique needs of special student populations. For example, we currently serve fewer than 30 English learners. But our goal is to support every one of these students towards reclassification. This is not a simple district metric. It is a life-changing opportunity for students. Reclassification opens doors to expand coursework, including A throughG completion pathways, career technical education programs, dual enrollment opportunities, advanced placement courses, electives, and other enriching experiences that help students discover their passions and prepare for their futures. We are also excited to begin providing all special education services inhouse in the 2627 school year. This TRA trans transition will allow us

005to provide even more individualized support and services for students, ensuring that their needs are met daily and that they have an opportunity to thrive on our campus. As a district, we remain committed to exposing students to a broad range of opportunities while maintaining a focus on graduation requirements and future readiness. Whether through AP courses, dual enrollment, career teched pathways, art programs, athletics, leadership, or extracurricular activities, we strive to provide experiences that help every student find connection, purpose, and success during the school day and after the bell rings. Our vision, mission, and profile of a graduate continue to guide our work. Our staff and departments have thoughtfully integrated our profile of a graduate into instruction and learning experiences across the campus. We are intentionally developing students who are critical thinking thinkers and problem solvers, effective communicators,

006collaborators, creative innovators, individuals with growth mindset who demonstrate grit, resilience and adaptability and responsible citizens who act with integrity, ethical judgment, civic engagement and social responsibility. These characteristics res represent more than educational goals. They represent the qualities our students will need to succeed in the everchanging and globally connected world. Our mission states that we will provide a rigorous and broad academic experience that connects and engages the social, emotional, and physical needs of every students in a positive and supportive learning environment. Our vision is that every student will graduate prepared for success in their future endeavors. These statements are not simply words on paper. They are commitments that guide our daily actions, shape our decisions, and define our purpose as a district. As we look ahead to the coming year, I encourage all of us to

Let us assume positive intent, engage in meaningful collaboration, and focus our energy on solutions that move our district forward. The challenges facing education are significant, but they are best addressed when we work together with a common purpose. Our students deserve adults who model respect, unity, and a commitment to continuous improvement. I am incredibly proud to work the of the work we've accomplished this year by our students, staff, administrators, families, and board of trustees. Together, we have much to celebrate, and together we have an exciting future ahead. At the end of the day, our work is not about adults, agendas, or differences of opinion. It's about the hundreds

008of students that in are entrusted to our care. Every decision we make, every conversation we have, and every challenge we face must be measured against one simple question. Is that in the best interest of students? If we continue to keep that at the center of our work, there is no limit to what we can accomplish together. I I was reading the uh um agenda and every month there is new people that are donating. And I don't know if

009you guys saw it, the donations to the tune of I think $170,000. >> And and the the public is just so generous and uh that's how I grew up here. That's how it's stayed. And it's hopefully it stays that way for a long period of time. And I think as long as the school keep does keeps on doing what it's doing, we will be there. And thank you to all all of you, administration, teachers, uh that have just done such a wonderful job. and to my fellow board members. So, thank you. >> Now, we can move on to our public comment time period. Uh Denise Elamine. >> Hello, my name is Denise Elamine and um yes, that was a beautiful speech. Um yes. Um when I was allowed to be here for four months as the PTSA president, I was here for the students also. Um I wanted them to see um that there are people that are different and that there are people that look like them here. And I thought that I could make a change for students, but I was not allowed to do that by this board. that's here today. Um, for

011some reason um I am not what the school considers um good thing for the students and I don't know why. I raised two kids and my kids are wonderful kids and they are outstanding citizens. Um, so I feel like I was doing a positive thing at this school and um I am still wondering why I was removed so abruptly. And I'm number two from being removed because um the coach, the first um African-American coach um Walter Tyler um he was removed from this school also. um he was bringing a different um look, a different theme, a different um approach um to the the the students here. So they could see um that um color doesn't matter. But the school the school that is cares about kids only and not about themselves um got rid of

012Walter Tyler. He was not who they wanted here. So, um I see a pattern. Um but, um Walter Tyler, um he didn't feel like it was worth it to him, so he left and he's good with it. Um I feel like the students are worth it to me. Um I want them to know that, um bullies, no matter what they look like, um they don't have to bring you down. you can make a difference and you can take down a bully. I the kids should know that. Um so that's why I'm back. I'm going to try to get um a parent teacher organization and see if um I'll be able to um stay this time. I'm hoping that I can. um nobody has to sign the ninepage um document that um I was given to

013sign and I didn't sign it and it was removed. So since that is not um an issue I'm hoping that I can come and start a PTO again. Thank you Denise. Now we can uh move on to consent. Um, and now you you seem to have softened up a little bit and you're not requiring um half of what you required when I um applied. Um, so I just want to have it on record, um, have it on YouTube that, um, this board, um, started out one way approving, um, booster clubs and, um, parent organizations. And then once I won, they changed all of the requirements and they added a lot of legal paperwork. um so that they could control me. Um and um nobody controls me. Um so um I just wanted to say um that

015it would be nice if you make these uh new approval ratings if you would keep them if somebody that doesn't look like you come in. Um if you would keep the same ones because it seems unfair that you um change in the middle. Well, you actually waited until the beginning of the uh year, and I hope I'm still on the um on the the topic because I don't want to get off of it, but um Mark Herel, who is over um Moivas, he's the uh president over the um board there, he had a dual um position. He was still the president of the board of Los. And once um this school terminated um >> I think that's not subject line. He came to this school and started the P the um the PTO. um he was the president and then he left and then Mr. Robertson was the president and now he's saying that he resigned and um I don't know who the president is but

017if you look at the website for the PTO it still shows Mr. Robinson as the PTO. I'm just saying that um this board is not they don't care and I and I can't believe it. um you it's okay if a PTO that's at this school they don't have to be audited they don't have to um show any proof they don't have to sign any documents and I'm just wondering what changed why are you so nice now and you weren't um two years ago thank you >> okay We're still on consent and Denise, you've got the uh podium again for F1. >> It's part of consent. >> Yes, that's why. 019Sanz Valley Special Education Consortium. The board is being asked to approve the memorandum, theou that formalizes the dissolutionment of Sanz Valley Special Education Consortium effective July 1, 2026. The participating districts have mutually agreed to terminate the existing cooperative agreement and transition to providing special education services independently or through ner new service agreements. Theou establishes the framework for closing down consortium operations, including the allocation of revenues, reserves, assets, equipment, and any outstanding liabilities beginning in the 2627 special education revenues generated by res resident students will be allocated directly to the participating districts. Any settlements, judgments, or liabilities arising from services provided prior to July 1, 2026 will continue to be shared among the participating districts based on each district's proportionate share of the 2526 ADA. The agreement also outlines the disposition of consortium fund 01 reserve

020funds, which will remain under the administration of Buton Unified School District as the administrative unit until all revenues are received. liabilities resolved and final dist distributions are made. Remaining reserve balances will ultimately be distributed to participating districts based on each district's percentage of total consortium ADA during the final year of operation. Site purchased equipment will remain with the purchasing district. Student specific equipment will follow the student and the common consortium equipment will be allocated by agreement among the participating districts. In general, the agreement assures orderly dissolution of the consortium while protecting each district's right to reserve funds, assets, and establishes guidelines for equitably sharing of remaining obligations. >> Any discussion? Um I attended a program at at um Alan Hancock um community college last week and they were talking about the um the the bachelors um that you can get and you never have to go to um Calpali um St. Louis Abyspo school. you can receive it at Hancock. So, this is really um a great program and um I have talked to some students that um

022graduated last year and they are very happy that when they arrived at college, they had 16 to 20 units already in the bank. So, they didn't feel as stressed out as they would have had they started at one. So this is this is a very very great program and I am glad to see that um this school is uh keeping it and um I just wanted to say it's great for the for the students. >> Thank you Denise. Um go ahead. >> Sanz Valley Union High School District will continue its partnership with Alan Hancock College and the CCAP dual enrollment program. Uh now we can move on to number three, which is consideration of resolution 2025 2026-12 ordering a bond measure be placed on the ballot for the November 2026 election. And I see Denise, you have uh would like to make a comment there as well. >> Yeah. Yes, I was here last uh week um Tuesday the 9th when the um firm came out and talked about um how you should put bonds on the ballot. Um I like

024I said it was very eyeopening for me. I had no idea that um they had companies out there um promoting bonds. However, I brought um my um tax bill and um there um is already um a 7751 Sane Elementary bond and that was at that was uh 2006. Um Sanz, which is 8451, Sanz Valley High School 2016. um they already have a bond and Allan Hancock um community college has a bond also also. So so on my tax bill that I received this year last year um there were already three bonds and you guys already have one that is stating on my paper and I may be wrong maybe Mr. Johnson has the right date. Um it says 2016. So, if it's a 30-year bond, um it has a lot of more years to go.

025Um so, totaling up my share of those three um bonds, it's over um $500. and the bond that you guys are um talking about doing $29 per 100,000. Um we're talking about another $300 to $600 on top of this $500. Um really I don't believe that that is the reason why you want to put this bond on um the um election ballot. I'm getting the feeling, you know, it won't be passed. I'm getting the feeling that people are putting bonds on the ballot um so that um it will be um so long, so large that people will get confused and um this is not a good thing to do. This board, you should not be um playing the bond game. Um what are you going to do with the money? You still have Bunny from

026the um bond that you have in you. So, why do you need a double bond? Um, it would be nice. Maybe I'll write in and ask, but um yes, and if you need to see this, Chris, to see that it's the truth. I have it here. Um, the numbers are correct. Okay. So, um, no bonds. Um, this school really, um, needs to, um, use the bond you already have and, um, do learn how to, um, budget better. um and not uh take more money from people. At the June 9th board meeting, team Civex and Mark Frell with Dale Scott and company came and presented information regarding um policy, fiscal, as well as different choices that the board could make with regard to placing

027a municipal bond on the November 2026 election. The next step in that process is approving the attached resolution. So, the attached resolution, if you take a look at it, it outlines the amount of the bonds the district will be going out for, as well as the uh bond language that will go on the actual ballot and pretty much contains everything that the district would need to do to bring to the elections office in order to place a bond on the November 2026 election. >> Can I ask >> discussion? >> Oh, yeah. I had a question. So just for clarity, so tonight we are just voting on because of the time constraints with the November election to get the bond uh to be able to get it onto the ballot in November, but then moving forward

028there will be clarity to the community as to specific phases of the bond so that they'll know uh however you know 19 I'm not going to do the mathund and plus years of the school infrastructure. And then also um someone I was talking to today said it's not just modernization but the it's the futuristic um view that has to really be taken into consideration because um we don't know what like technology and what we'll need and if we have pipes that are old that won't be able to the infrastructure. So that's just I think important to see. >> Yeah. So what you're doing now is doing the actual like office work step to get the bond onto the ballot. The next step would be the community education. What are we doing? Why are we doing

Like our facilities are 90 years old and we have there is no amount of budgeting or saving that the district could do in order to get all of these projects done before they would be past their usable life and it would need to be done again. So, we will go through that education and sending things out and basically the whole campaign of the the who, what, when, where, and why after this. This is just the paperwork portion to get it so that we are eligible to do that with the with the election. >> Yes. I want that clarification. Thank you. >> Yes, ma'am. Um well, first of all, I will gladly make the motion when it's appropriate to do this, but um you know, it's unfortunate that we have to fund things this way.

030I wish the state did it differently, but um we're throwing a lot of really good money at repairs and maintenance of aging facilities. you know, we've got all these portables and you know, and in spite of the upgrades and facilities needs we have, you know, our students are doing great, teachers are really, you know, doing awesome and um and so I think, you know, when we look at the investments that we need to make in these things, I mean, this is probably the most important thing the sport will ever do. And I'll be paying for it. I'll be, you know, gladly paying for it because I think it's really important um for the community and it's long overdue and we did a lot of really great work with the previous bond. Excuse me. But um

031it's time. So, I'm excited about this. It's going to be a lot of work, but let's do this. >> Yeah, I would agree. I mean, I I saw a lot of the improvements um prior to me coming onto the board, you know, with the cafeteria and the culinary arts and, you know, I've been and had meals in there and it's great. So, yeah, it's it's a difficult decision, but yeah, >> I was just going to say I also like what they said last week about that if interest rates go down that we can refinance the bond, which I never knew. And I thought that was pretty interesting that we could so that would help lower the cost, right? Or that would >> Yeah, we we've also taken the position that our previous bonds were only

032two 15-year series of bonds in order to uh reduce the amount of interest that the district and therefore the taxpayers are paying. So the district has taken steps both with the previous bond as well as ingrained in the setup the financial setup of this bond to ensure that the district gets the most bang for the buck with the least amount of interest paid as possible. So doing things like picking a 15-year versus a 30-year make a huge difference to the tune of millions. So the district has done its fiduciary duty to ensure that we are drawing down when we're ready, not before. that we are not, you know, letting money sit in our account for years, gaining interest here and causing interest to be charged to homeowners and taxpayers. So, the district is doing its

034always thought the public comment came after they gave the um what she was supposed to tell me about it. But if you guys want to go this way, it's fine with me. I was here last week and we talked about this um this local control and accountability plan or the LCAP. Um I find it um beneficial if it's used properly. Um uh they were talking you guys were talking about um having um plumbing courses and um things that were designed for students um that attend here that I guess uh you feel that won't make it to college. Um, I'm hoping that that part of this LCAP um is uh not used for um a certain um student or population that attends this school that all of the children would be able to um attend this.

035Um because when you start separating the children by um whatever um it's not good. Everyone should be able to um be in all the programs that you offer here. This is um as you said the bond this is um public money. I pay everybody pays. This is not a private school. So, um, all of the kids are here because the public is funding their, um, education and every last one of these, um, students that attend this school deserves equal, um, access and attention because their parents aren't paying for private school individually. They're getting it for free or well, from our taxes. Thank you, Denise. Dory. >> Hey, so the local control accountability plan or LCAP is a critical part of California's local control funding formula or LCFF is a three-year district level plan that is

036updated annually. The plan describes the school district's key goals for students as well as specific actions the district will take to achieve the goal along with defining the metrics that will be used to measure progress. The LCAP addresses the needs of all students, including specific student groups, and all districts must specifically address English learners, foster youth, and low-income students. In addition, the LCAP must address the state of California's eight priority areas, which includes student academic achievement, school climate, a student access to a broad curriculum, and parent engagement. The district's spending plan aligns to these academic priorities. As part of the approval process, the district's 2627 California uh dashboard local indicators report is also included as this is required to be provided to the board um at the meeting in which the LCAP is approved. So

037last week we talked about the whole LCAP and the reality is the local indicators align with the LCAP. It it somewhat um focuses on just narrative that has to be attached to the dashboard. It's really giving a little bit of the story as much of the LCAP does behind how your metrics land where they do. And so just a little bit of information about the local indicators for your reference. Um that is provided in the board agenda. You have a copy in front of you also. And so the local indicators, they're measures required by the California Department of Education that assess areas not fully captured by the California School Dashboard state indicators. They provide information on district implementation systems and conditions that support student success and they require that these are presented as I mentioned

038before at the public meeting where the LCAP is adopted. Uh ensures that the board and community have a complete picture of district performance when considering district goals, actions and expenditures. And so like I said, everything aligns within the LCAP. You see the priorities mentioned that are the same ones in these local indicators. This will go live actually October 15th on the school dashboard. There's been alignment of dashboard data releases. It used to kind of come staggered all through the fall. We'd get all these different pieces of information at different times. They've moved up the dates of when schools have to report their data and submit everything so that we can get the whole shebang related to all of our assessments, all of our like CTE completers and A3G completers and everything we should receive October

03915th per the state. We're going to believe that's going to be the case. We're excited about that coming all at once. Even though it'll be a little bit of a data dump, it should be nice to get the full picture all at once. So, we are asking for your approval of this year's LCAP. Um, and I'm here for any questions that may come up. I just want to make a comment. I sure see a lot of fives and fours as to implementation through academics and parental um engagement and all of that and I think that just goes to show leadership and administration in the community. So, that's tremendous. >> Thank you. Yes. And I think a lot of the fours where it's talking about full implementation um in self-reflection, a lot of conversations, what we

040want to see is continue to move towards those fives where it's sustainable. So the systems and structures we've been working so hard to put in place, they stay long after people aren't here. That they're not dependent on individuals. It's just what we do. >> Any other questions? I'd like to say I know this is laborious and you have a team that helps you and what a great job. I I remember when uh we were first presented with LCAPS a few years back and and uh it was I'm looking at it going, "Oh my goodness." And it was a bit of a mess. And I got to say, it looks great now. 041work hand in hand. Um we grapple over the right things to make it make sense. And the hope again is that it's a document that aligns with what we're doing and it's it's reflecting a lot of great things that are happening. It's such a narrow document and who it requires us to report on. So we really try to capture that. But in those actions that are not officially contributing, it does tell a pretty good story of a lot of the programs we're doing to try to intervene with students and help support them. So we are really proud of that and proud of alignment of a lot of our plans so that it makes a clearer story um as to what our story is for not just you all but the community at large which is
