Okay, we'll call the meeting to order. Tuesday, May 19th, 2026, regular meeting of the Sis Valley Union High School District Board of Education. Um, flag salute, please. Roll call, please. Terry, >> please note all board members are present. >> Thank you. Uh, is there a motion for the approval of the agenda? >> Some moved. >> Second. >> I'll second. >> Roll call, please. >> Mr. Johnson. >> I. Miss Noble. >> Hi, >> Miss Grace Velasquez. >> Hi, >> Mr. Levine. >> Hi, >> Mr. Robinson. >> Hi. >> Agenda approved and we can move on to the superintendent reports and presentations. >> Um, good evening. I'm going to have our student board member go first. >> Hi everybody. Um, so in ASB lately, we've been doing a lot of senior activities. Yesterday, we had a senior

recess. So, just one last recess for the seniors. We had a lot of different activities there like four square and we had like popsicles. It was super fun. A lot of good feedback. Um and then on Thursday we have senior sunset which should be another fun activities for the seniors. Um and then Friday is powderpuff which ASB is helping with. Um and also ASB elections are underway. So it should be exciting to see who is in charge of ASB next year who's running it. um as per students wise in FFA. Uh last week we had our end of the year wards reception where the new officers team was installed and we got to recognize all our great members. Uh the Lego club I know had their end of the year party today. So a lot

of clubs and everybody is getting ready getting in there last before the end of the school year. Um and I just want to say thank you for allowing me to be your student board representative this year. I had lots of fun. Thank you. >> And you've been awesome. Thanks for showing up every time. We appreciate your reports. Um, a few things. I'll I'll do student of the months last, but a few things. I just really want to thank our PTO. Um, they put on a terrific teacher appreciation lunch and they are ramping up for food for finals next week. So, we want to thank all the community and parents who donate for the food for finals in the PTO who organizes the whole thing for the students. Um, baseball right now is out playing their

second round of CIF. We have a home game. I hear it's tied. We're all going to send positive mojo right now. Score some runs. Uh, track is still in the mix. We are sending 10 track athletes. They are moving on to the CIF Masters meet on Friday and Saturday. So, that's terrific for track. Um, I wanted to also thank our community and Alejandra Rosales who's in our um, our counseling office. We had our local scholarship dinner and our local community gave away over $217,000 in scholarships that night. So really amazing that the Rotaries and the cities and the realators club and just everybody comes together and just really pours out um the gratitude to to our seniors and really wants to see them succeed beyond high school. So that that that's amazing. We just really

want to thank them. Want to remind everybody summer school is coming. It's June 2nd to the 26. There's two sessions. It'll be on egeneuity. If you need summer school to make up some classes, it's not too late to join. Come and see your counselor and let's make sure that happens. We have our valleywide track meet on Friday the 22nd. It's all of our feeder schools come and compete in our valleywide track meet on our campus. So, that's always really exciting. Um, also wanted to I know we talked about Rudy from our classified employee of the year, but he was honored I think earlier or later last week by the Santa Barbara County Office of Education for being um their um classified employee and just he he um fell in the in the category of custodial

and maintenance services and this is what they kind of said about him. Rudy was recognized at the county event in his presentation stated that this recognition is a testament to his hard work, dedication, and outstanding contributions to his school and community. His commitment to excellence and his ability to go above and beyond to support our staff, students, and families make his impact felt every day, which is amazing. So, we're so just happy for Rudy, and he got this really nice letter and a plaque and just he's a great representative of our staff. So pleased for him. Um, you never see Rudy without a smile, by the way. He's just always a happy guy. I want to thank Keith Sarlos who had me on uh his radio program a couple sat Saturdays ago. Uh, I had

a great time. I think I I was able to share a lot of the positive things that are happening at our school and in our community. Uh, we will put that out to our parents in case you want to It's on a podcast now in case you want to listen to that podcast and get it out there into the community. But really thanks to Keith for having us on his uh radio show and um just always championing uh what's going on at our school. So um just thank him for that. We have two groups represented here tonight. I'd first like to call up um Sen Senior Senorita um Rodriguez. She's going to present and introduce who else is here with her tonight. Um, so come on up and we're happy to have the OLA Club

here. It's one of our most um popular clubs on campus and they do so many great things for students. So, we're so happy to have them here and presenting tonight. Okay. >> Thank you very much for giving us this uh opportunity to show off our Ola Club uh which has been here for over 30 years. My name is Augustine Biscayino and in joined with my co-advisors Joanna and Susie, we have been um taking over the from our co-founders uh Senora Landon and Senor Gonzalez. So, and we'll just keep talking. >> Good evening. My name is Joanna Sarago. I'm also the co-advisor for Ola. Um I've been working with Ola for about maybe 15 years and our club has about maybe 75 members overall. So, it's a a huge club. >> Thank you. >> And uh

my name is Susanna Rodriguez and we work together just to support all the students and um you know, it's a big mix of different things that we do. And our Ola president is just going to tell you a little bit about the club. >> All right. My name is Lupita Alvarado. Today I'll be representing the Ola Club. And first off, we what Ola Club is is we do educational trips and we also do a fun trip and we do events that celebrate our ethnicity, which is Hispanic and Mexican independence day and stuff like that. All right, so our um trip this year was to Pepperdine University and we also went to UCSB and our fun trip this year was Knottberry Farm. And then for this year's fundraisers, we do our regular fundraisers, which is the

mini pie sales, the pizza sales, the Valentine's roses, and homecoming float, all that stuff. Perfect. And then we have the Cinco de Mayo. We have uh Mexican independence day here. So that's how we celebrate it. We do kchas and hot chocolate. And here's some more pictures, too, that we also did just recently. And we also shoot for going to um higher education. So we really focus on going to colleges and universities. >> Yeah. And so on the uh for the field trips um that's the whole goal is to just expose them to the different colleges whether it's a community college or university and different paths that are available to them and then just supporting that they do have like passing grades to to attend that. So that's thank you. >> Thank you to you guys.

You guys are great advisors. Everything you do is so fun. Uh, I know you guys help with the folkloria dancing and um just a lot of uh and we have two students that I'm going to read about later. Both of them are in the Ola club and they both talk about how much they love the club when I interviewed them and how it helps um keep them close to their culture and um meet new people on campus that they wouldn't have met otherwise. and they just rave about everything that Ola does and I think its popularity shows because of the adviserss and the welcoming environment you guys have and and the fun every event you do is fun. So So that's amazing. So thank you. Thank you for being here. >> I have a quick

question. So are the dancers are they part of the club or were they did they come in to perform? >> Some are but they are also a separate club. So they have their own club but most of them are also a part of a >> Oh wow. That's fantastic. Very cool. >> We do much collaborate. >> What a what a what a what what a great program. >> Yeah. >> Thank you so much. >> And you're out there singing sometimes and Yeah. I love it. Thank you. >> No, thank you guys so much. Um, next I'd like to introduce um Mr. Cantrell and he's going to bring up his ASB students and speak a little bit about ASB. Uh, good evening members of the board. I am Rob Canrol. Um, I am You put a

lot of emotion back. It's my privilege. Okay. Sorry. It's my privilege to introduce our executive ASB council. The reason why I'm emotional is because we do a lot of work. The kids do a lot of work. And um this uh group of student leaders uh has helped spark what I feel um as someone who has been a coach here for 20 years and a teacher now for over five years uh is truly sparking a renaissance here at Senas High School. um and within the community, the culture and the school spirit. Um these students don't just plan your activities here on campus. Uh they built connections. Um they focused on uh visible uh visible leadership, student inclusion, uh and making sure every student voice mattered um through surveys uh outreach, intentional engagement with the entire student

body. Um, and our exe executive council includes uh Laya Cassidy, who is a junior, it's right behind me. Laya Cassidy, uh, junior, our ASB president. Uh, Kendall Herthell, Junior, who is our ASB vice president. Uh, Mia Donnelly, also junior, ASB secretary. Jack Coney Junior, uh, ASB uh, treasurer and pirate mascot from time to time. Um we have uh Casey Kaplan, our capable board rep who you well know you know very well. Uh and then uh Malia Nightly who cannot be here. She's a junior. She's at the softball banquet. Uh she is our ASB spirit director. Um this team successfully organized and executed several largecale uh high impact campus events and introduced new traditions that have already become meaningful parts of student life. Uh in addition to hosting our three incredible dances, uh this year they

launched the ship rat student section at football games, uh created our first annual haunted house event, uh and established the new senior recess tradition as case Casey mentioned earlier, uh to celebrate the graduating class at the end of the school year. Um, beyond event planning, uh, these students also developed a strong working understanding of the complexities of student government and school financial responsibility. Um throughout the year they carefully reviewed, discussed, approved, tabled, and monitored uh fundraising requests, reimbursements, uh spending proposals, and activity plans for athletics and numerous on-ampus organizations, including FFA, OLA, uh Pirate Garage, and many other student clubs. Um and through this process they learned how to conduct and facilitate professional level business meetings while developing a keen eye for accountability, compliance and uh procedural integrity. Um they were never hesitant to ask

important questions or identify when documentation was incomplete, unclear, or needed additional clarification before approval could move forward. Uh I would also like to recognize Dr. Sheen who has been instrumental in helping uh ASB reach its potential this year as well as uh do uh Miss Day and Miss Martinez and the admin team uh who have intentionally in uh allowed them to include ste uh student leadership in more discussion, collaboration and meaningful decision-m than I have ever experienced as an ASB director here at San High School and the other schools I I worked at doing the same job. Um and Dr. and leading that team helped empower these students to see themselves not only as event planners but as genuine genuine leaders and stakeholders in our school community. Um I would also be remiss if I

did not acknowledge the tremendous support of their parents and families. The time, encouragement, flexibility and belief they have poured into these students has been invaluable. Um and it has played a major role in the success of this year's ASB program and the positive culture being built on our campus. Um, what makes this group special is not only their creativity and work ethic, but their commitment to building a stronger, more unified school community where all students feel represented, included, and connected to campus life. Um, I'm incredibly I'm incredibly proud of their leadership and pardon me. I'm excited for you to meet them tonight. So, here are yours, executive counsel. Thank you. >> Thank you, Rob. >> Thank you guys so much. >> Thank you all. It's unbelievable the amount of hours outside the school day and

just the class period that that the ASB students pour into um making our school a really fun place to be and they are a really important part in our school culture and making our school culture positive and fun and and just their idea just to start the tradition of the senior recess. Um there was one of those parachutes out there, juice boxes. It was it was like going back to elementary school and the seniors loved it. So they're very thoughtful in the things that they do. So we're looking forward to next year. We have a lot of juniors that participate. So we need to like wrangle some freshman, sophomores, and juniors next year because this the senior group's super powerful, but we're going to need more kids to fill these big shoes that that they

that they have here. So, thank you all very much for everything you do for our school. Um, and you guys can go back to the baseball game if you want. I know they're itching to get back out there. You want to go back to baseball, too? It's up to you. Um, I have three students of the months of the month to speak about. I'm going to first um bring up Nielli Queen. Come up, Naelli. Naelli, we want you to stand right here while I talk about you because you're so amazing. Um, tonight we celebrate our Elksponsored Student of the Month program, which honors students who excel academically and serve their communities. The San Valley Elks Club uplifts local youth by fostering a commitment to community service, a core value of Elk Scholars. We are proud

to support the Elks mission knowing that today's scholars can be tomorrow's leaders in their community. It is my privilege to introduce our May Elks Club student of the month chosen by our office staff and administration, Nielli Queen, a senior at Sanz Valley Union High School. Naelli is hardworking, compassionate, and a well-rounded student who embraces every opportunity available to her at Sanz High School, especially in the career and technical education pathways. A lifelong resident of Sanz Valley, Naelli has built strong connections within the school community through her positive attitude, dedication to learning, and involvement in both academics and extracurricular activities. Nielli has excelled academically while pushing a while pursuing a wide range of interests, earning a strong 3.8 GPA and the distinguished Golden State seal merit diploma. She has again taken full advantage of our school's

diverse CTE pathways participating in programs in the art pathway, the restaurant careers, including veterinary science, kinesiology, and agriculture. These hands-on experiences have allowed her to explore multiple career interests while developing valuable practical and leadership skills. Outside the classroom, Nielli enjoys drawing, dancing, and baking cookies. She's actively involved in the Ola club, which we saw here tonight, and Folklorio dancing, and she does a fantastic job in participating in both of those. She even participated in track her sophomore year, all of which have helped shape her high school experience by building confidence, discipline, and community connections. through the Ola Club. She especially appreciated the opportunity to visit colleges and strengthen her connection with her culture and her future aspirations. Naelli says one of the things she enjoys most about being a student at Sanz is the opportunity

to make friends while continue to continuing to learn and grow. She credits her mother as her greatest influence in life, describing her as someone who is always supportive and dependable. The values instilled by her family motivate her to always do the right thing and work hard toward her goals. Academically, Naelli's favorite subject is kinesiology, where she has developed a strong interest in anatomy and health sciences. She appreciates the encouragement and the teaching of Taylor, whose classes inspire her passion for helping others through health care. Her church also plays a very important role in her life, helping guide her values and commitment to serving others. Nielli strives to live with kindness to strives to live with kindness, perseverance, and integrity. And she encourages younger students to never give up and always do their best even when

faced with challenges. After graduation, Naelli plans to attend Alan Hancock College with the goal of becoming a medical assistant. She's excited to p pursue a career where she can care for and support others through health care and service. A fun fact about Nielli is her love for dancing which has become a creative an important creative outlet and a so source of joy for in her life. One of her favorite m movies is High School Musical which she enjoys for its positive positivity, energy and themes of friendship and self-expression. If given the opportunity to meet any historical figure, Naelli would choose George Washington because she would love to ask questions about leadership and whether he understood the lasting impact his role would have on future generations. Naelli's dedication, compassion, and commitment to personal growth make her

truly deserving as a student of the month at Sanz Valley High School. So, congratulations to my Um, the other two students I wanted to speak about tonight weren't able to come tonight. You know, there's all these senior activities going on right now, but um I especially um well, I'll save one, but um the student of the month program is proudly sponsored by Kelly Huninger. The program provides an opportunity for faculty to nominate seniors who demonstrate outstanding character, achievement, and service as both students and community citizen. Each honore receives a $100 award and is recognized in our local newspaper generously provided by Miss Huninger. It's my honor to to speak about the May student of the month, Dominic Rodriguez, a Sanz senior nominated and voted on by our faculty. Dominic is ambitious, hardworking, and hardworking a

student whose determination, strong work ethic, and positive outlook made him an outstanding member of the Sanz Valley Union High School community. Dominic has pursued a rigorous academic path, completing six semester hours, six semester courses in honors, four AP classes, which is eight semesters, and eight concurrent enrollment courses at Alan Hancock College while maintaining an impressive 4.3 GPA and earning a Golden State Merit Diploma. A lifelong resident of Sanz Valley, Dominic values the strong sense of community and connection that comes with being a student at Sanz Valley Union High School. He enjoys spending time with his friends, listening to music, watching movies, and exploring new experiences. He credits his grandfather as his biggest influence in his life, admiring his relentless work ethic and lasting impact on the solving community through construction projects that can be still

be seen throughout the town today. Dominic says his grandfather's dedication motivates him to continue pushing himself every day. Academically, Don Dominic especially enjoys math, appreciating both the challenge and the satisfaction that comes from solving difficult problems through hard work and persistence. He motivates himself by looking up to people he aspires to become. Constantly pushing himself to succeed and give his be best effort in everything he does. Dominic has been actively involved in school activities throughout high school, participating in track and soccer during his freshman year, the Lego club, and Ola, again, another OLA student, where he has been a member all four years and currently serves as the OLA secretary. Through these experiences, he has developed leadership, communication, and teamwork spills that have helped shape his high school journey. Outside of school, Dominic has built

a strong professional skills through his work at I think it's Sos Cecos Czechos where he serves as pizza chef and at solving flavors where he also helps train new employees. These responsibilities have strengthened his confidence, communication ability, and willingness to step outside his comfort zone while developing a strong sense of responsibility and work ethic. Dominic strives to live by the belief that people should pursue what truly motivates and inspires them without allowing others to discourage them. He encourages you younger students to follow their passions, continue seeking inspiration, and focus on what what genuinely excites them. After graduation, Dominic plans to attend Alan Hancock College to study mechanical engineering before transferring to either Calpaly Slow or UC Irvine. He hopes to eventually work in the amusement industry, designing and developing roller coasters and thriller rides, combining

his passion for engineering and his love for excitement and creativity. He also dreams of traveling the world to experience roller coasters and music festivals across different cultures. A fun fact about Dominic is that he takes pride in making what he considers the perfect pizza, which goes back to the So I asked him, "What is the perfect pizza? Pepperoni, spinach, basil, cherry tomato, tomatoes, red pepper flakes, and oregano." He is also a passionate music fan and especially admires the band Turnstyle, having followed them before their rise to mainstream popularity. One of his favorite films is Everything Everywhere All at Once, which he describes as excellent and inspiring. If given the opportunity to meet a famous figure, Dominic would choose Fel Farel Williams, who he admires for his creativity, vision, and success as both a music producer

and fashion innovator. Dominic Rodriguez's determination, leadership, and passion for learning make him a truly deserving student of the month. So, he couldn't be here tonight, but I told him I would send him the script and he could watch the YouTube. So, we're excited for him. And then we also wanted to offer um um we wanted to um recognize one other student and um this student also couldn't be here tonight. And Kelly, Miss Kelly Carter wanted to offer the student, but she's out at the baseball game because her son is a senior on the baseball team. So, um, we wanted to honor, um, Ryder Silva, who is a Rafuho student. Um, this evening, uh, Rafuhio High School wanted to recognize one of their students, Ryder Silva. Ryder was a Sanz student his freshman year, then moved

away his sophomore year and enrolled in Rafuio High School this year when he moved back from out of state. So that becomes tricky when kids, you know, have to move out of state and credits and things like that. But Ryder had a gap in his credits at the beginning of the school year, but he has worked so diligently and hard and has progressed to be on target to graduate from Sanz High School next year. Um, Miss Carter and the whole um, Rafuio staff wanted to recognize Ryder for being a role model student. Ryder is a student who comes to class prepared, works well independently and with his classmates. He has strong work habits and works to persevere, learn, and complete every warm-up, lesson, activity, and assessment in every subject every day in every class. One

of Ryder's best qualities is that he always puts his best effort into the work he produces and is the highest quality product that he can. Always pushing himself to do his best. Ryder is planning on attending Sanz High School next year and competing in wrestling. We all look forward to watching him be successful in his academics and on the wrestling team next year. And we want to thank Ryder for being a role model for students um this school year. So, we're really excited for Ryder and we're really pleased to um honor our Rafuho students as well. And that, my friends, concludes our last students of the month for the year. If you can't, it's just gone so quick and it's really like the best part of my day when I get to speak and interview

these students and honor them. So, thank you to all the students and we'll make sure they get the scripts and they get the link to the to the board meeting. Wow. Thank you. Can't believe it is last. >> It's gone quick. My goodness. Lot of lot of lot of good things went on this year. It's amazing. Happens every month. Happens every day. We just get to hear about it every month. >> Yeah. >> So, fantastic. Um, we can move on now to comments, board comments and correspondence. Is there anything anybody like to share? Well, I did I listened to the podcast or the radio um show and it was fantastic. Not only was it light but just and then it went to Mr. Cantrell and what he was saying about ASB and I just think

for the end of the year and I had to think is this m Dr. Sheen's second year or first year. And I was trying to think because because time has flown by and and Kim, I really just want to say the way you present the school in every aspect of what we see in public is like truly there's always this word community and then tonight it was positivity and positive and the way that um Mr. Cantrell was saying that those kids I didn't you know he said you know I assumed he ran it but he said you jump in like you jump into all these groups you bring your positivity you model like a love of the school and what the expectations are. Um, I think he mentioned that you you said you can raise

the bar to hear and you can get there. And I think with all of these um, every meeting when we get to hear about the kids and what you say about them, I was thinking, you know, my daughter, my daughters are very quiet. She would never have been able to fill out. So, I know it's the questions you ask these kids to have them really think about who they are and then how you represent them. I just want to say thank you because not only has as everybody knows the community has changed so dramatically but I really think I hope you really know how much you have done for this community at large and for our children to be able to be the best that they can be. So I just want to thank you

very very much. I would agree with that 100% and and it's a trickle down effect obviously. Yeah. the leadership that um happens sitting right here in our room and uh Rob Canrell for what he's done with those kids and and honestly I hear about it in the community quite often um just the positive thoughts and everybody I have not really heard one person be negative about what's going on at the school and that's if somebody's going to hear about it it's probably going to be me. So um I have to say kudos to everybody. Yes, >> thank you for all you do. >> Amazing teachers, amazing leadership team. Um, from the cafeteria workers to the grounds guys. That's why it's so great that Rudy was honored as the county's employee of the year because he

really just represents like every facet of our school is really working together. And so the and you know it it it h these great people have been here a long time. a lot of them. You heard how long the Ola club's been. It's just that we're celebrating the things now and we're just encouraging people and focusing on the positive and it's not that things don't go wrong, but when they do, we are accountable for what goes wrong and we figure out how to fix it. So, um, we're just here, everybody has the same mission to serve students every day. And I know I talked to you earlier in the year about that 1% every day. Give 1% more every day. And I really feel like we've done that this year. So, it's been a good

year. So, thank you guys for your support for sure. >> I got a couple things. >> Go for it. >> So, I'll parrot what everybody said. I think you know how much we all appreciate all of you. Um, and the scholarship dinner thing was like that's an exa that must be so hard to put together to corral all those people to make that thing go off which could have been 10 hours. and it was really exciting and wonderful to watch. Um, just a couple of things. We have food for finals. I volunteered. So, if anybody out there in YouTube lands, there's plenty of slots to volunteer for food for finals with the PTO. There's plenty of, uh, donations that, you know, can happen and they've made it very easy online to do that. Uh, as

well as grad night. They need volunteers. And I like to do the late shift because uh then I have to be home with a house full of relatives on grad night. Um but uh super fun. I was in there. It's coming along together great. It's amazing all the people that just plug in and and make that thing happen. And so um I'm super excited about those two things are always fun. So I've already signed up for the grad night. And yeah, echo the same thing. I think you really see it in the students um academic wise. Yeah, I won't belabor the point, but Kathy and I did the ad hoc committee um in laying the foundation. That was yesterday. It was it was it was a good meeting, productive. Um yeah, I think it's going

to be a great partnership. I hope it moves forward. um also attended the scholarship night. A great event, great way to honor students and their accomplishments as well. And again, the community support and the the donations is incredible. Um also was on campus for the LCAP visioning meeting. Um, good. Yeah, it was a great talk with the principal and yeah, and yeah, I think I think that's it. Yeah. >> Good. Next up, graduation. >> That's right. >> Okay. >> That's always fun. I encourage if you haven't gone to the Fujio graduation to attend. It's it's it's a great one. So, I always enjoy that as well. Um, awesome guys. We can move on to public comment. I see I have no public comment cards. So, we can now move on to the consent agenda. Is

there a motion for approval? >> Yes. I'll move to approve the consent agenda. >> Thank you, Brian. Second, please. >> I'll second that. >> Roll call, please. Terry. >> Mr. Johnson. >> I. >> Miss Noble. >> I. >> Miss Grace Velasquez. >> Hi. >> Mr. Leamini. >> Hi. >> Mr. Robinson. >> I. >> Consent is approved. Now we can move on to our action items. Uh first one will be the approval of the 202627 federal application for funding. Okay. As part of the district's annual compliance and funding process, the board is required to review and approve the district's consolidated application for federal funding for the 2627 school year. Approval of this application authorizes the district to apply for and receive federal education funds available through the Every Student Succeeds Act and related federal programs administered

by the CDE. The application also confirms the district's assurance that all federal funds will be administered in accordance with the federal and state laws and regulations as well as any applicable program requirements. Due to our size and student eligibility counts, the district qualifies to participate in title one, title two, and title four federal programs. We also qualify for title three, but the amount of title three with regard to or weighed in comparison to the program reports and efforts we would need to receive those funds don't make sense. So, we do not apply for federal title three funds. Is there a motion for approval of the 2026 27 federal application for funding? >> Yeah, I'll make that motion. >> Thank you. Second. Okay, I'll >> second it. >> Any further discussion? >> Roll call, please. Terry.

>> Mr. Johnson. >> I. >> Miss Noble. >> Hi. >> Miss Grace Velasquez. >> Hi. >> Mr. Lemein. >> Hi. >> Mr. Robinson. >> I. >> Motion approved. Uh, now we can move on to number two. to the Santa Barbara County SULPA section B governance and administration covering the 2026 through 29 period. >> Okay. At our last meeting, you all approved the updated SULPA plan in general. Tonight, we're being asked to separately approve section B, the governance and admin section of the updated SULPA local plan. This is required both by the CDE and California ed code for all SULPAS. While we previously approved the overall updated plan, section B requires individual governing board approval because it specifically addresses the governance structure, administrative responsibilities, and operational framework of the SULPA member agencies. So, it just basically

outlines with specificity what each organization is responsible for or gets in comparison with being a member of the SULPA. >> I do have a question. It is It is uh noted that it's 70 pages long. Um >> yeah. >> So is this I I have to admit I did not read it all. Um not on my top >> I read it for you. >> Okay. So >> I read it as well. >> Okay. So is this SULPA agreement any different than another district's SULPA agreement? >> No. So all selpas in the state generally operate under an overall organizational agreement which that you you guys approved that at the last meeting. What this does is take that state framework and it talks about it with regard to actual local districts and it says like the SLPA

is required and responsible for providing these services to districts to the county ed office. In comparison, the county ed office is responsible or um receiving these services in also each LEA is spelled out. So the main reason that they needed to do all these updates is because the consortium used to be a part of the SULPA under the consortium umbrella. Now that we are no longer a consortium, each LEA has to be individually listed. So it doesn't really do much in terms of changing roles and responsibilities. It's just spelling out each LEA and there have been some framework updates over the years that they've included in here, but those are like statutory and statewide. The main changes are because the ELEAs are spelled out and because we are adding an additional I can't remember what

school it was. I want to say it was Peabody Charter, but don't quote me, okay? Adding an additional member. So the SULPA basically grew and they can't have organizational documents that say this is what Sanz and Solving and Buin's responsible for and then include the new charter but not have them listed. So that's really why they're updating all these documents. >> So Solving has a SULPA they have their own SULPA agreement. No, we're >> we are all under one SULPA. We all agree the exact We all all the boards agree to and approve the exact same SULPA document and the exact same organizational section B document that you're approving tonight. >> And I was sworn in this month as a member of the SULPA advisory board. So, I'll be um there representing us mostly um

because I want to make sure as we switch over from consortium to um having our own special education um in-house services that I'm I'm really tuned into what Sel is doing. So, um Peabody is the new >> perfect group. And it doesn't change any of the funding then, right? It's all and so you'll be aware of what's going on with the funding as it well being on the board. >> It it does change it doesn't change the dollar amount of the funding. It changes how it flows. So rather than flowing like without these changes, everything had to flow through Buin for all of us. Now it flows to each individual organization directly. So yes, it changed funding but not >> correct. Correct. Correct. Exactly. Correct. >> Uh just before we move Oh, go ahead. Finish

up this. So, is there a motion to approve the Santa Barbara County SUPA section B governance and administration covering the 26 through 29 period? >> I'll make that motion. >> Thank you. Second, please. >> I'll second the motion. >> Roll call, please, sir. >> Mr. Johnson, >> I. >> Miss Noble, >> I. >> Miss Grace Velasquez. >> Hi. >> Mr. Lein. >> Hi, >> Mr. Robinson. >> I motion approves. And before we go on to the next action item, I just got word from the peanut gallery out here. Uh, baseball won 5 to2. >> So, so quarter quarterfinals next. >> Let's see. Now we can move on to number three. Resolution 202526 8 uh-8 order of election. >> Okay. Resolution 25268 order of election and notice to consolidate for the November 3rd, 2026 governing board

election is required by California ed code and the elections code. This resolution formally calls for the district's regular bianual governing board election and authorizes the election to be consolidated with the statewide general election conducted by the Santa Barbara County registar of voters. The resolution establishes our official election date. It identifies the governing board seats to be filled, specifies the applicable term lengths for those positions, and in this case, we have four governing board seats that will be on the ballot, including a including one two-year term for trustee area 3. The resolution also authorizes the county superintendent of schools and county election officials to conduct the election process on behalf of the district in accordance with state law. Approval of this resolution is both routine and legally required uh to ensure the district's governing board election

is properly noticed, coordinated, and conducted through the county election system. Without the approval of this resolution, the district would not be able to place the governing board member elections on the November 2026 ballot. >> Is there a motion to approve the resolution 20252026-8 order of election? >> Yeah, I'll make that motion. Thank you, Todd. Is there a >> second? >> Thank you. Roll call, please. Chair. >> Mr. Johnson. >> Hi. >> Miss Noble. >> Hi. >> Miss Grace Velasquez. >> Hi. >> Mr. Leamini. Hi. >> Mr. Robinson. >> I. >> Motion approved. Uh, now we can move on to the resolution 2025 20226-9 candidates statement of qualifications. >> Okay. This resolution is also for the up upcoming Gourd. Oh my gosh, I can't speak. for the upcoming governing board election. It's also required by both

California Ed Code and Elections Code. This resolution establishes the district's official policy concerning candidate statements that may or may not be included in the county voter information guide distributed by the county. The resolution states that candidates who choose to submit a statement of qualifications for publication in the voter information materials will be responsible for the associated printing, handling, and mailing costs. It also establishes a maximum statement length of 200 words, prohibits the submission of additional campaign materials beyond the official statement, and directs the registar of voters to provide these requirements to candidates at the time nomination documents are issued. Approval of this resolution is also routine and required to ensure that we remain in compliance with state election laws. >> Is there a motion for the approval of resolution 2025 2026-9 candidates statement of qualifications?

>> I motion to approve Sherry. >> I'll second. >> Roll call, please. >> Mr. Johnson, I >> Miss Noble. Hi. >> Miss Grace Velasquez. Hi. Mr. Leamini. Hi. >> Mr. Robinson. Hi. Motion approved. Uh now we can move on to the science chemistry textbook adoption. >> All right. Uh good evening. So I'm back here again. I mentioned last month um that we'd be coming back to you all with chemistry. I do want to note that I expected to be back here with biology as just a straight approval. Um however in the midst of review um our science department did find that one of the books that is being reviewed has by the same publisher a different version of the book that they feel as it might be beneficial which means we have to come back

and redo some parts of things um which as much as I would like us to keep moving I would also like us to move the correctly so that's okay so that's why biology is not on tonight we have chemistry it's the same process as last month um these are there's three books under consider consideration. They I believe are already in Tererry's office or we'll be there in the morning. I think we got those dropped off pretty early. Yes. So, I was like I think those ones cuz right afterwards, right after our last meeting, it was like we're ready to go. So, this is officially when our review process happens. I would expect next month to come back to you with a recommendation from department um depending on feedback from anyone else. And that is something

that is definitely needed. Our chemistry books are very old and very outdated and we've really appreciated both department chair and especially our current chemistry teacher Mr. Kirkheart who's really invested a lot of time to make sure that um he's really examining the resources and making sure it's something that will be best suited for our students. >> So I reviewed that I looked is that the biology book I looked at then and that one the one that was in the office and then they decided not to use that one. So, there were two biology books that were in there for review. They had two under consideration. There's a third one that we're need to put back put in there for review. So, we're going to need to circle back on our process. Yeah. So, we are

not I do not have a biology on the action for approval because basically as they were working with the publisher and getting information, they're like, "Oh, we also have this version because sometimes there's things you don't we don't see everything just on the public facing." And there was another very similar to one of the texts, but the way it's organized, teachers are like, "Ooh, this may actually really align with a lot of what we're doing." and just gives it that better um and the nextgen science standards alignment and it just may be a better transition of um instructional materials. So, but they want to make they want to bring that forward. >> I have one off the cuff question that maybe is this does it also have an audio version for students that have um

dyslexia or need to listen to an audio version? >> So, typically there are resources and supports that help with meeting accommodations for students. um we can pull when we look at it too and seeing what are the accessibility resources. It depends especially if there's a digital iteration of it. Usually there's a ton of accessibility. Um I will say two digital tools will allow us to um adjust and accommodate as necessary to make sure we're meeting those students needs. A lot of publishers they don't come with a straight different version but they'll provide tools and accessibility supports. Yeah. And happy to take a closer look at the comparatives. A lot of publishers they're all doing relatively the same things. it's just how they organize the information um the projects and examples they provide for students and

it's kind of the supplemental resources that can sometimes differ but there's there's a lot in the mix where they're doing very similar >> well some are really different of what how much access he'll give like you say to the visuals um so I really appreciate you looking into that >> yeah absolutely yes >> is this so is this for adoption of that chemistry book >> yes so this right now is our review period so we aren't adopting anything that's why there's three titles that noted >> we're a drop in chemistry tonight. >> We're we're saying that we are going to be um we are moving forward with the ability to go under review for adoption because now we have to do our review and then we have to bring back exactly which one we are

adopting with the costs and everything on our next. >> So it won't be available. >> It's the step one of the step two >> but it won't be available for next school year or >> it should um we're going to move pretty quickly there and in general these are all bigger publishers so we shouldn't struggle. Um Alicia is going to really love me July 1 um as soon as we're on the new fiscal year um because we should be able to come back to you in June meeting and get approval barring again it's dependent on your approval but uh pending that we'd be able to move forward and we should be able to and often the publishers will work with us. we already have samples, but often they can get um teacher additions and those

things sent to us quicker and they will usually work with us to get things going sooner um given timelines and they often work with school districts and fiscal years and having to wait for those books to reopen. So, it's pretty common practice. So, the plan is is to try to have these for next year um if we have some timelines. I'm a little concerned with biology, but we're also going to really try and see if we can do that. Again, Alicia is going to be really patient with me come July one. She's very excited about it. She's not. But it's also we've been saving up lottery money to do these things. This is this is money that's intended for instructional materials. Um we are choosing to do that to continue to update those. >> We

are able to adopt chemistry tonight. >> Very >> because it was under review since the last meeting. >> No, we didn't have chemistry under review. We only brought biology. They weren't ready. They just had the book soon after. No, chemistry was not on the agenda. >> Okay. >> Yep. >> So, we'll table this until the next meeting. >> It's there. Yeah, because this in general was the review for this. >> Correct. >> I just want to say >> I don't recall and I looked through the minutes and I don't think chemistry was on it last >> Got it. books were available online. >> Well, there's a document saying that not to exceed a certain amount. So, >> could we vote on that and then you >> we can bring it back >> and the next

item on there is to not exceed the 48,000. So, we could technically potentially, >> but we still need to choose exactly which one for us to officially adopt. Correct. >> Because this currently lists the three. >> Um, we can again >> So, what we'll do is we'll table this and we'll move to adopt biology and chemistry ne at the next board meeting. >> Yeah. just because we want to very clearly show which materials we're actually adopting. So, we have budget, but we don't have the act which one is officially chosen based off of that. And since it wasn't publicly shared that that was open for review because chemistry was not brought forward, it was not ready at the last one. >> That sounds >> we only brought biology forward. >> Any further discussion on that?

I'll make a motion to table it. >> Oh, I just wanted to say you don't need to apologize. Thank you for not bringing something that you weren't ready to bring us. Yeah. >> So, appreciate that. And I'll make the motion to what am I motion >> to table it? >> Yeah. >> I'll make the motion to table this item. >> Second. >> I'll second that. >> Roll call, please. >> Mr. Johnson. >> Hi. >> Miss Noble. >> Hi. >> Miss Grace Velasquez. >> Hi. >> Mr. Leamini. >> Hi. >> Mr. Robinson. >> Hi. >> Motion to table approved to the next meeting. Okay. Now we can move on to our discussion items. Uh first one is faculty association sun sunshine proposal for 2026 2027 fiscal year negotiations. >> Okay. This is an annual housekeeping item

that will allow the district to begin negotiations with the certificated faculty union. They're asking for a number of items to be open this year. My understanding is that the reason for this is to allow us to make edits to the language that we otherwise wouldn't be able to make. This would include removing things that no longer exist, correcting typos and other things that we've been looking at for a couple of years. So, it looks daunting because it looks like they're opening a bajillion articles of the agreement, but most of that from my understanding is that they just want to correct the language and and shore some things up. Um, the district's response to the faculty sunshine proposal will be on the June agenda. So, and this is step one. Ours will be step two and

then we can officially start negotiating with certificated staff. >> Great. Any questions on that discussion? Uh, next item would be the district sunshine proposal proposal for classified unit negotiations for fiscal year 26 27. >> Okay. So, if you remember at our last meeting, the classified unit brought their sunshine proposal forward. That was their step one. This is our step two, which is our response to their proposal. We're just opening up salary and benefits, which is the only thing that they asked to open up. So, we anticipate being able to begin negotiations with the classified unit, you know, as early as tomorrow. Hopefully, they don't want to do that, but as early as tomorrow, we can begin negotiating with them. I just I it would be so lovely if we could get to a point where

um and for I think both classified and certificated where they could have a three-year time frame so that time's not spent on both sides at the table negotiating this and that when >> I don't know it seems like everything seems to be quite fair and equitable always and everybody ends up benefiting and I just think for everybody's time I hope at some point there's a time frame we can do that. >> We'll definitely work towards that. I know multi-year agreements have generally been what the district has pushed for. However, last year given the uncertainty of 26 27 we were happy to not have a multi-year simply because we need to see where all the chips fall. So I think um even maybe if we did one more year of just the one year so we

can see where 26 27 lands then we can move back towards like we've had multi-year contracts in the past moving back towards that. But I think everyone was just trying to be cautious and conservative with we don't want to bite off more than we can chew. >> Having sped. >> Yeah. Fully responsible for all sped staff. >> Well, that's just that's good information. Yes, because that does make sense. Yes. >> Yeah. Yeah. Just giving us a little bit more leeway. >> Since I'm new to the board, I'm just curious when does the board get engaged in this process? Is it >> pretty much never? So pretty much never >> just Yeah. And so that is >> so the way it's worked in our district and it it can happen a number of different ways depending

on what type of bargaining you do. Some districts do have a board member at the table. We are much more informal which has been a blessing for our district. Um, there have been tense years in in my tenure here where we've we've had a board member and an attorney and they've had a CTA and an attorney and we hope to not ever have to be in that situation again. But, you know, sometimes disagreements arise, but currently the way it stands is Kim and I negotiate on behalf of the district. Terry is present. She does all the notekeeping and keeps us all honest in there. and then the CTA usually brings their CTA rep and then we have I believe it's four um negotiators on behalf of the faculty association and unless and until there's some

type of disagreement that we can't work through we are the only ones at the table and then we bring the different proposals to you in close session and we say hey here's where we think we're going is this good where's your ceiling what do you think and then we take that back to the table so Yeah. >> And is that it just depends on how quickly the negotiations go. >> Correct. >> Okay. Thank you. >> In the past two years, just since I've been here, um they don't like to come to the table about salary until after we get our property tax statement in November. >> Yeah. >> And and actually that may form some sort of a template going forward as well, I would think, because it's actually been successful. >> It it has

been successful. We have a great working relationship with our unions. Um they're staying lean on their side on who's coming to the table. We're staying lean on our side because we're just really communicating pretty well about what's available and and how much support we want to give to our teachers both both units classified and certificated. So >> thank you. So now we can move on to the uh board matters. Is there any conflict with meeting dates except for Sherry? >> September 15th. That's going to be a hard one for me. >> Okay, let's pull out our calendars >> into college. >> Yeah, that's what we're doing. I may be stuck in traffic. >> Terry, what is required? Um, is there any requirements for that one? >> Correct. We have to do a the 15th or

prior. >> Oh, >> it doesn't have to be a particular day, but it does have to be by the 15th. >> Anytime before then. >> What date are we discussing? >> September 15. >> Well, I don't. It's not me. So, >> do you guys have any conflict the week before? Say this >> good. >> Does that work for you? Okay. So, we can uh >> move our uh September date to the 8th. Thank you. >> Of course. Perfect. Everybody Everybody else is good on their dates. It's um we have >> October 20th >> and then November 17th. >> Yeah. Yeah. So October 20th is set. November >> 17th is set >> and then >> December December 15th as well >> and that's when we have to >> that would be the organizational meeting. >> Okay.

December. >> Yes. >> It's the third Tuesday. Hopefully we have uh well, we'll figure it out. Elections happened prior to that. >> Oh, yeah. That'll be the board commissioner. >> Okay. Are you looking at Are you looking at And we don't have a meeting in July, >> right? cuz we get two in June. >> Although I do have one. Hold on. Is it the 21st? No, can't be. >> No. >> What is that? >> Maybe you do. >> Why would that must be the wrong year? No, it's correct. We don't have a meeting in July, do we? >> It's technically the third Tuesday. Our June meeting is the 16th. >> Two. The nth. >> Oh, the 9th and the 16th. That's right. We have to do two. >> That's right. >> And they're going to

be very robust just to >> like Sorry. Sorry in in advance for the two robust meetings in June. Okay. >> Take a nap. >> Yeah. Get some rest. And I >> eat dinner before you come. >> Yeah. >> Have cookies. I'm good for those dates. So, >> okay. >> Can we move on? >> Now we can move on to close session. It is 6:33. Take a couple minute break. >> And she won't be there. >> Okay.
