you'll need to remind us go ahead like to call me in the order Tuesday May 16 2023 regular meeting of the San Jose Valley Union High School District Terry roll call please thank you let's please stand for the flex Loop ready again [Music] just as a reminder when you guys want to speak make sure you turn on your mic and speak into the mic so everybody can hear us uh next we have uh the approval of the agenda before we we move to approve the agenda I would like to move to to move Jade to item J2 to the discussion and J2 item J2 to move that to the discussion section in the reason being we have been tasked by a petition from community members and staff members uh to honor uh members of our
pirate family who have left a positive Legacy that is a very important process and it's it's an honor to be able to do that to do so I think it's really important to engage in conver in discussion about the how we already heard about the white but also the how and hopefully through this process we can get to a place where we can learn more about what the current practices have been or past practices around honoring uh Pirates so that's the reason for my motion to move item J2 to the discussion section thank you is there a second for that motion foreign that motion to move the discussion move the agenda oh the Rio discussion to the discussion roll call please Jerry Mr Johnson aye Mr Ibarra aye Ms Grace Velazquez aye Ms Noble aye
Mr hip aye aye motion passes now now I would like to make a motion to approve the agenda as is after the amendment roll call please Mr Johnson aye Mr Obama aye Ms Grace Velazquez aye Ms Noble aye msihab motion passes now we'll move on to the superintendent's reports and presentations thank you um I believe our student representative had a conflict and is somewhere else at the moment so we will move on to the principles update and I will turn it over to principal principal neoff all right good evening everybody um this will be uh what I think will be the best principles update ever because it barely features me okay we've got some 10 All-Stars I'm going to introduce you to in a minute so before we do that uh and explain what that
is in case you did not hear the news Santa news Valley Union High School represented extremely well we now have the 2024 County teacher of the year and Mr Greg wolf [Applause] thank you Mr Wolf couldn't be here this evening but he has been attending already uh several events and he's going to be attending many more over the next year so if you don't know how the county teacher of the year works we did nominate him back in the um several months ago he went through a pretty rigorous application process that he had to do uh where he had to kind of document and share things that he does in his classroom the work he does with his students and then he competed against teachers obviously from all over the county and the panel which
represents teachers and community members Business Leaders um all went and uh not only read his application but observed him in his classroom and ultimately Mr Wolf was selected as the county teacher of the year he attended event already um uh recently at the Marriott in Buellton where the 2023 teacher there sort of began to pass the Baton if you will Mr Wolf will have to do several things over the next year so he represents the teachers of the county um and a variety of events there's a large celebration in the fall where he'll be also recognized again but I think it's really fitting that not only Mr Wolf was nominated But ultimately selected and it fits and ties in really well with what we're doing this evening because one of the many things Mr Wolf
does well is um gets his students to take on real world issues and projects and share them publicly in his history and other classes so so that's what we're excuse me that's what we're going to do tonight we've been talking about projects or problem-based learning all year long and little bits and pieces but tonight we're going to see it in action and before we do that just one of some key things um problem or project-based learning has lots of components but just want to highlight some of the major components it is ideally supposed to connect whatever academic work you're doing to some sort of a real world issue or challenge or need or problem have you want to describe that ideally it has some student voice and choice in it that can be lots of
different things and we're going to see some examples tonight when students had some choice but also sometimes when the teachers uh didn't give them choice on everything because there's certain expectations so it's not when we have student Choice it doesn't mean we have free reign to do anything we want it means we typically work off a menu or so or select something but also students may have an opportunity how they present the information how they demonstrate their learning they may have an opportunity to select sometimes whom they work with and often have a chance to select which area of the problem or issue they want to focus in on and then finally one of the most important aspects of problem or project-based learning is sharing your work publicly these students all shared this work tonight
in their classrooms with their peers but tonight they're going more public sharing it with our board and our audience as well as people watching online so here we go our student presentations before we do this is from Mr shadix honors English 2 classes so I'm going to share with you what the teacher laid out for the students and you're going to see two student projects from his class and two student projects from Mr Wolf's classes so Mr Shack's English classes read the novel 1984 and here's what he challenged them to do he said in groups of three to four you'll design a presentation based on one of these essential questions so right away they got to choose which of these five questions they want to tackle you'll see two of them here shortly they have
a lot of requirements presentation that's least 20 minutes long by the way it's a pretty significant presentation length that would intimidate many adults that I know presentation had to include multiple things multimedia platforms like slideshow PowerPoint video podcast poster they had to cite their work and then uh do a whole host of other things along the way usually including research lots of collaboration he gave them specifics on the slideshow whether they did that in PowerPoint or on Google Slides he's given them sort of like uh this kind of real life rubric if you will when they had a video These are his expectations foreign the poster and when we think of posters I will say most the time I'll be really honest when we do posters in the classrooms um I wouldn't consider that to
be a sophisticated product uh compared to maybe a slideshow a video a podcast but what uh what the students in his class did they did really posters that kind of related not only to the uh the novel but the type of poster you might actually see printed graphically okay so it's one thing that for us to draw a poster in a few minutes and I'm not trying to uh criticize anyone who does that but the reality is most times those kind of posters are not things you're going to see in the real world right like in a professional presentation but if you take your poster and turn it into a graphic that would be printed or published or shared online now we're talking about something that's uh so we're really talking about a professional graphic
versus a poster um here's an example not from one of our students you're going to see theirs in a second but that's from Mr Shattuck okay he also wanted them to design our teachers are using lots of different uh sort of gamified programs a lot of times to do review vocabulary or review content maybe to review things before a test or an assessment uh popular ones that we use here are um it's actually gimkit and kahoot there are lots of them out there but what Mr shag did is had his students create one of those instead of having to take one which is what they're normally used to doing now they're creating the questions they're creating the game or the challenge that other students have to do so a great way for students to create
the assessment and then have other students do it and here's about the assessment again those are Mr expectations so of how the students would be essentially scored graded or assessed on their entire project and presentation okay so first up we have Emmy and Adrian and again this is their 1984 project for Mr Shattuck [Applause] all right so uh the question that we um chose was can individuals change the site that they live in and our team concluded that uh throughout history individuals have revolutionized Society in both positive and negative aspects um our process for this was we worked with Presley Miller Elon Torres and Naomi Ferguson and together we all decided on what prompt we chose and then we used our prior knowledge of the subject and continued to research all together about individuals who
have changed their societies um we worked together in class and divided the work based on who would uh research who after deciding as a group which individuals we would do uh and then along with the slideshow we did a poster a video and a kahoot and this is our final product this is our thesis that we wrote that Adrian stated a minute ago and these are individuals who have positively impacted their societies first we chose Harvey Milk who was an openly gay politician who encouraged lgbtq plus rights um during his uh his terms and after his terms or before his terms uh next we did Frederick Douglass who was a reformer who fought for equal rights for both genders and races and we also did Malala who was an activist who fought for education of
women who had their right to education taken away all right and I will be showing individuals who have negatively impacted Society first of all is Stalin Stalin was a Russian dictator and he was responsible for up to 20 million deaths one of the things that he did was that he um had a great Purge was eliminated anyone who opposed him and we have Adolf Hitler um Adolf Hitler was a fascist a German dictator who led the Nazi party he encouraged Mass genocide and used hatred to cause World War II and lastly we have Kim Jong-un Kim Jong-un is a supreme dictator of North Korea and he uses his power to harm and to press his citizens next we felt it was important to show ways that people can change their societies we said that it
was important to volunteer right to your local legislators speak out against Injustice that you see educate others about what is happening around them and to be open-minded towards other people's opinions and then we also listed some resources for change we listed Congressman carbajal uh the school board here and then we also did uh Dr Salcido's email this was the poster created by Elon Torres in here you can see um uh leader using his power to control individuals and he wrote a video [Music] homophobia racism and sexism and they have given us the rights that we possess today however we can also see how individuals have impacted their societies for the worse throughout history members of society such as Joseph Stalin Adolf Hitler and Kingdom who have abused their power and used the support of their
misled followers to start complete control over those below them in the novel 1984 George Orwell takes Estonian land under the power citizens left any privacy and rights for themselves as the people have been brainwashed Big Brother continues to gain power power to rewrite the past and Destroy any hopes of the future while this does come from a novel it is a perfect representation of many civilizations that exist today the couples of these individuals may be selfish and ludicrous both support anything can be achieved let us discuss some of its figures now just as big brother Adolf Hitler and others create an inhumane societies uh Benito Mussolini followed the same Trail he came to power after World War One by using nationalism that promoted Italian ideas for he was dictator in Italy America he brought fascism
to Italy at home very cruelly to the surgeon's own power strikes in Prestige overall using violence to create conformity that suppressed people can't be easy to focus on all that is wrong and unfair world but you must not forget those who have less Lord with modern ideas and thought for our lives beginning with Dr Martin Luther King Dr king is born January 15 1929 in Atlanta Georgia during this time there was a great deal of racial celebration south as a product needed to select movement he advocated for the rights of colored people in the United States and promoting quality between white and black Americans what Injustice he saw to you was bus Arrangements for black Americans who were succeeding in the back of residence before College his most famous for his speech I Have a
Dream which was in a journey to wash on Washington building activism unfortunately his ideas seemed controversial and Dr King was assassinated April 4th of 1968. [Applause] later she went on to become the first woman and second person to fly somewhere across the Atlantic Ocean and he was the first to fly solo from Hawaii to California sadly she was appeared Without a Trace plus attempting to fly around the entire world although she was never discovered she remains an inspiration to young girls everywhere today she is known for her increment of women to be checked to constrict his social norms and she was one of the world's most celebrated aviators some thought great quality others no good Empires and Injustice while we still face the Justices today the actions of these individuals have had tremendous impact on
the way we live everyone has the opportunity to fight for change now it is way to control the nature uh Naomi Ferguson made that video and then that was cool um and then last we just had our kahoot that we presented for the class that just um kind of quizzed the class on what we went over in our PowerPoint and that's our works cited page our take away from this project is that individuals can change society that they live in and if we want change we have to work for it [Applause] [Music] [Applause] [Music] thank you all right thank you guys very much that was fantastic so you guys are seeing lots of different things happen here at one time we've seen lots of collaboration you're seeing some cross-curricular thing notice that was an English
class but lots of lots of social science in there as well right lots of skills everything from media and Tech skills research skills writing skills speaking skills presentation skills so a lot happening in in one project we're going to see one more of the 1984 projects from Mr shattuck's English Honors 2 classes uh please welcome Addison Jacob Bella and Kenna [Applause] foreign hi everybody uh first we're gonna introduce ourselves my name is Bella endi my name is Madison Godfrey I'm Jacob Keating um first we're going to go over why we chose this project our prompt went over how governments in our world are similar to the one of Oceania in the book we chose this because we thought it would be nice to see how or not nice but um good to see how we
are changing our societies and also how we need to change in order to not fall into that Society like uh Oceania thank you um our process uh we did what other groups did we separate ourselves into things we wanted to do like focus on uh control or surveillance and um uh once we did that we got other governments contemporary governments like today or back in history and we um we saw how they related to oceana's government and and then yeah this sites and spot up and present not on the three dots need to go up yeah go up a little bit you can just press present yep present yeah all right Perfect all right so right we did our project on 1984 and comparing it to contemporary governments so first we have control in terms
of Oceana uh and we're showing how for example Oceania uses the thought police uh you can't really say your own opinions to all show how controlling Oceania is uh then there's people who are starving there's the pros people are suspicious of each other and turning each other in so very hateful Society and there's the propaganda and there's posters lined everywhere they have their own slogans and you have to agree and then we're then comparing it to Nazi Germany where it was very controlling with numeric race laws degenerate art shows which shame people and the only political party allowed was the Nazi party then there's the people in Nazi Germany and there was a Hitler Youth which was used to control the children uh there was a very strong sense of nationalism which was very similar
to Oceana and then there's propaganda which there was several cinematic sorry uh films newspapers radio it was everywhere and then we're then comparing it to contemporary Society of North Korea where there's torture camps limited access to the internet um and the society is very controlling of what people think and say uh more on that there's starving children in the uh in the streets there's an illegal market and hundreds of people try to escape and then in terms of propaganda and North Korea again Land of Plenty there's uh propaganda films thrown out every year which is very like to Oceana and um North sorry Nazi Germany because all of these are very alike in terms of their propaganda their people and their just overall control of their societies uh so we concluded that whether it be
fact or fiction we can all see that there's similarities between these and we shouldn't fall victim to the same mistakes that um these societies have fallen into so this was a poster made by Bella endi here and it's basically comparing Kim Jong-un and um Hitler and this uh and just showing parallels between how really these societies aren't that different we also created a game kit and we created a video and we're not going to show it because it's kind of silly it's a little unprofessional but um but uh thank you for giving us the opportunity to speak thank you so what did we learn um this project covered many aspects of these totalitarian governments and um our experience creating this project allowed us to expose ourselves to what aspects of society are detriment and that
lead to social injustice but it also showed us um it showed us what aspects of society we need to work on and limit like surveillance propaganda and um government influence that limits the expression of individuals in society thank you [Applause] okay guys that was fantastic by the way um a lot happening there again right and I didn't mention on the last one notice you know because of the what they're doing with these posters poster again does probably not do a fair does Justice to what they're doing that's really art right so again you're seeing now you're seeing a visual artist you know um you know connecting it to these academic things and tying in with all the other aspects of the presentation and once again these guys going public here tonight is actually an extension
not only of their learning and them sharing that but is what Project based learning is supposed to be right them taking it to the next public level so we're going to switch gears those were our two English projects from Mr Shattuck and I want to uh do a shout out to him for him not only um doing some fantastic thing in his classroom all year long that his students will test to but also the fact that he was able to encourage and invite these students to be here tonight so I really appreciate that from him and from all of you okay so um we have two projects from our U.S history uh 11th graders Juniors that are also in the Allen Hancock dual enrolled history class so this is again High School history credit and
um Community College history credit um so I'd like to invite up uh Winnie Athena and Ashland okay hi okay so I'm Winnie and then this is Ashton and this is Athena and we're Juniors here at San Dimas high school and we have the luxury of being taught by Mr Wolf and we're very lucky for that so this is our presentation the question was or like our challenge I guess was that we were able to choose any topic related to U.S history that we learned throughout the first semester and the second semester and we could do like we could choose any topic we wanted and then we could do any sort of media platform we wanted that was that could basically present itself oh yeah so we kind of we did something more broad because we
actually ended up filming we filmed nine tick tocks of that were related to history but some of our main topics were the 13 colonies the 1800s and then to World War II so our process was Mr Wolf gave us a lot of freedom and how we [Music] how we wanted to present our uh what we learned and we chose to do it through Tick Tock because it's something that we're on a lot so we figured that we would have a lot of knowledge of tick tock and with our knowledge of history that we could be able to combine the two to share our knowledge of that will also making it funny and entertaining and engaging so this is our product we we made nine tick tocks and we're gonna show a couple and then we
just put it into a PowerPoint to explain like how the tick tock like The Tick Tock like Trend I guess and then also how it relates to history to this this is kind of our Spiel we said that we decided to film a series of tick tocks with relevant sounds that supported our knowledge of history and then some of our tick tocks even got up to 3 000 views which are over 300 likes because we had a public account which was kind of cool and then we're also proving that social media is not the end of the world and it's not something that should be banned that's cool and then this is our first Tick Tock it's played but the sound behind it is mad woman by Taylor Swift and for a little background information
there's in the front you can kind of see that there's Germany and then the back America and Britain are talking and then yeah we'll play the pickup yeah it should just take it right yeah [Music] so in the sound it says it's obvious that wanting you dead has really brought you two together so we're kind of saying that within World War II and American Britain both hating Germany for obvious reasons that it brought them together to fight against the Nazis okay and then this is our second Tick Tock so this is a bunch of like this this sounds kind of self-explanatory but it's a bunch of people being like proud of America and we did a bunch of good things that America did about computer [Applause] so in this Tick Tock we highlighted a bunch
of things that we felt that was very patriotic that we were proud that America did that made us proud to be Americans while also still being historically relevant and the sound was funny and then next one okay and then this is our last tick tock and it's uh it's just like kind of an upbeat sound like it's a dancing song and it's it will play so in this Tick Tock we got a bunch of our classmates and Mr Wolf actually to dance to this upbeat song with the words when Christopher Columbus thinks he discovered America and it's kind of like uh ironic because he wasn't the first to discover America there were the Native Americans before him and the Vikings discovered him in 1000 A.D so we just thought that was like funny and ironic
and then that was our tick tock and then yeah I think so and then so what we learned from this was that history doesn't have to be something boring and it doesn't always just have to be reading from a textbook and taking long long pages of notes and it can be something engaging and interesting and something that everybody wants to pay attention to or to laugh at and even just a quick 30 second video can teach you a little bit of information well still having you be engaged and having you laugh at something and taking something that sometimes can be a little bit more dramatic or uh like deep and bringing it kind of on a level that you can yeah bringing it to light while still knowing that it's serious and needs to be
taken seriously thank you guys very much and I'm just gonna put on a couple things too just so you notice the contrast so in the English project Mr Shattuck he gave choice but not a lot of choice but it was appropriate Choice he had the five questions they could choose from that's their choice but when they had the components of the presentation he had them um then again they all had to do a video they all had to do a poster right they all had to do a presentation so there's different ways to do this Mr Wolf is going a little bit Next Level choice right choose anything we studied this entire year in history present it any way you'd like okay so both of those are appropriate right depending on where your students are
also depends on the topic depends on the teacher uh depends on the moment um and I think you know so these are all ways that teachers as the facilitator and their students can negotiate and make choices on how that's being delivered so okay our final one last but not least chiapis Montoya it Circle I practice it like 17 times early this afternoon and I'm uh I needed to go 18 so okay thank you you're awesome um okay so again Junior in 11th grade history and um we saw in the last slides what the students were asked to do choosing a topic extensive research uh they had to do a culminate conclusion and connect to the real world and they got to choose the format so hi how's everyone doing my name's Kai piece I'm a
junior participating in Mr Wolf's history class recently we were assigned a project the same one that the girl just did where you could choose any topic to talk about we decided that we want to talk about the truth about Pocahontas and we're actually inspired by Mr Neal to do a podcast so I'm going to be showing a podcast for you guys foreign [Applause] [Music] she needs to play ful when Pokemon seems about 10 to 11 years older when Jamestown was founded when John Smith came to Jamestown he was 27 years old meaning the two were never romantically involved but more like in fact John Smith was feared by the indigenous children and was known to hold as well as the men Food Supplies fast forward a few years when Pocahontas is 15 to 16 years
old she is kidnapped It is believed that John Smith was involved in the kidnapping and manipulated Pocahontas into thinking that the English only had good intentions although the English only had bad intentions the reason for kidnapping her was because she was the chief star and they believed that connecting from wood and to stop attacks from various husband s also threatened Chief pounding with the checks with attacking his village but this was untrue he gave the chief a copper and feelings he traded in it for Pocahontas he also forced Pocahontas to give up her first son to a woman of the village because they collected England well English she was allegedly ranked and abused by her English pastors later on she gave birth to another son Thomas she was eventually converted to British Kennedy and as
her name was the change to Rebecca colonization peace between New England but then from class realized that she was being used and desperately wanted and from Oklahoma and at this time of America all right she had a very young age that he he died in his own despacito and everything is very traumatizing and today we hear more and more about reduction in every 40 seconds child goes missing always abducted in the United approximately 840 000 children are reported in the same age the number of infections are increasing each year at an awful rate as a whole you need to protect children and even ourselves because we are at risk too things you can do is stay away from chambers okay pay close attention to our surroundings carry a protection weapon and try not to travel
alone you should always tell someone where you're going and even share the location s don't be don't be afraid to can't punch or scream always defend yourself [Music] thank you so what we learned from this was that there's actually a lot of dark Parts in our history that a lot of people don't actually know about and I think it's very important that we learn about that because I'm sure you've all heard before like we don't want to repeat the mistakes that were made in the past So yeah thank you all right those are our four student presentations I just have uh one reflective question for either the students or the rest of the audience does Mr Niehoff owe these students lunch yes or no yeah okay see once you Empower them this is the danger
right the negotiation continues so you guys did fantastic you guys are welcome to to leave at this time uh you obviously you can stick around but I know a lot of you guys have other engagements and obligations to Stephen so thank you guys very much you guys were fantastic thank you well thank you Michael thank you students who are rapidly going to finish their homework I'm sure um so next up we have Claudia Pena who will present on our health and wellness center Claudia is our health and wellness coordinator hi everybody thank you for having me nice to see you all uh so I think we can switch over to my presentation thank you thank you yeah round one so I thought I would just give a little overview of the services this past year
um and kind of let everybody know what I've been up to all right thank you so the Health and Wellness Center was created in 2020 so this is my third year in this position before that I was a school psychologist for 15 years right here in the valley too so go ahead and switch over so the wellness center is located right here in the main admin office just right around the corner right down from counseling it used to be the in-house school suspension room so that's pretty ironic that it's not a Wellness Center so we've had over 900 visits since August and I provide snacks intervention services Wellness checks de-escalation if a student is having a hard time in class or wants to come in to talk they can come in teachers send kids all
the time so I'm kind of like a an Emergency Room sort of kind of waiting for for things to happen and and students who need support so um and so we offer also throughout our program is mtss so multi-tiered systems of support um I apologize I'm going to use some acronyms and I'll try to remember to explain them I'm so used to saying them um and so some of our tier one supports so basically uh supports that are given to all students is and we have the Why Try social emotional learning curriculum available that's available to our health teacher and our PE teachers to use for different units when they're teaching social emotional learning we also host assemblies and events available to all students I do classroom presentations all the time especially in the beginning
of the year when I'm introducing services and especially talking to freshmen and then provide Wellness information and agency linkages and then of course there's information on the website if you haven't already seen that on canvas I send stuff out constantly on parent Square we have a parent newsletter and then on our district Facebook page all right so how do students get referred I would say 80 of the time they just kind of walk in themselves and refer themselves but there's also other ways that a student can be referred um so grades come out every six weeks of course um so we look at grades so generally it's students with less than a 2.0 are they come in and talk to their counselor first and then they kind of trickle down to me if they accept
Services we also look at attendance typically that's with letter two truancy letter two then they're automatically referred to health and wellness same thing with discipline referrals they're referred to me typically after the second discipline referral but just kind of depends on what the referral is and then we also Implement a universal screener in the fall and in the spring and that just kind of gives us a gauge on how students are doing and in the spring I think we identified 45 students who are needing some support um and then here's the referral form it is located on the website um so a parent can refer their child a student can self-refer um and like I said most of the time it's walk-ins and also staff refer pretty often lots of teachers and classified staff um
as well as admin and so basically when referral comes in the counselor will meet with the student the assigned guidance counselor So based on their Alpha they would meet with the student they would review the concerns offer intervention services and then the student will then meet with me talk to me about services for example if they accept mentoring I talk to them about who would be a good fit for them as far as a mentor and then other services like counseling and other things so I just kind of meet and talk to the student a little bit more in depth and then we continue to progress Monitor and that's myself and the counselor so we have meetings every two weeks we call them our app promise meetings where we discuss referrals students who are tiered
and then we kind of talk about how that's student is doing and address any other concerns um this is kind of a flow chart on what it looks like when a student comes in so we look at our data up at the top requests for assistant comes in the counselor meets with them and then we determine maybe what intervention would be appropriate such as mentoring or tutoring or maybe if it was a discipline referral we would refer to a restorative restorative Circle or a mediation skills groups those are also offered for students typically around study skills so it's curriculum based possibly a support group through either myself or the licensed marriage and family therapist that we have here one day a week also so those are just a variety of services then we look at
grades again and we decide if the student needs another layer of support if we need to make a referral for individual counseling or if we need to move to what we call a pre-sst meeting and that's where it's myself the student the parent and the assigned guidance counselor where we talk and we come together and say okay we've tried these things what's going on what else can we help you with um and then after that if we continue to progress Monitor and the student is still having some difficulties and we would probably call an SST meeting or a student's success team meeting we also can make a mental health evaluation referral and I'll kind of get into that a little bit later we contract and we have a grant through an agency through the county
Ed office so I'll talk about that in a little bit so those are just kind of our process and then sometimes we do make a referral to for a special ed evaluation if it's necessary or if the district suspects that the student might have a disability that's impeding their educational progress and then our targeted interventions so these are for students who have been identified as needing more support So total this year so far um this was like two weeks ago when I did this PowerPoint um so 191 students have been served this year through all of these supports so 94 students have received mentoring and mentoring is typically anywhere from eight weeks and for three months it just depends on what the student needs 14 students have received more intensive skill groups also 14 students
have received support groups I've conducted 18 restorative processes either mediation or a circle we've held 17 pre-essst meetings and I've and I am also the homeless liaison for the district so I'm supporting seven students who were their status is under homeless or Foster youth so and then tier three so that that is like our top tier so the students with the most intense needs um so individual counseling our licensed marriage and family therapist is here on Tuesdays she has serviced 26 students this year um and we brought her on because we we uh partner with our our biggest partner who is people helping people and they graciously provide two full-time therapists but there is a wait list because of the mental health needs so our lmft kind of picks up the rest of those kids
who or else would would be on a waitlist for quite a long time so she's seen 26 this year other things that we could do are just increased duration of existing tier two support so maybe we see see them for mentoring twice a week instead of once and then we've held 16 SST meetings and that's where it's the whole team gets together with all the teachers the parent the student possibly the school psychologist the nurse basically everybody and we kind of have a meeting and determine another Act plan for that student and then of course we may refer to a 504 plan which is more about equal access and accommodations for Gen ed students and then of course we would consider a referral for special ed evaluation um and we have conducted eight suicide risk
assessments so students who were expressing suicidal ideations while at school eight of those have been done and we've also conducted two threat assessments so a threat to the school or another student so um and so we partner with lots of agencies and here are some of our our agencies that we work with so individual accounting and people helping people is currently serving 41 students right now which is incredible grief counseling we also work very closely with hospice of Santa Barbara we have a therapist on campus every Thursday and she is specifically to support students who've experienced a loss so 13 students have seen her I've made eight referrals for Takeda which is the center for alcohol and drug abuse and that is also that could be for a discipline referral or it could just be
a self-refer off of students says yes I need help you know so we have services for that fighting back Santa Maria Valley is based out of Santa Maria and they focus more on Tobacco and vape cessation so student 12 students have received or been enrolled in a vape cessation class here on campus and they come on campus which is really convenient they do it during lunch they provide lunch for the students and so 12 of students have been through that program as well and then like I mentioned earlier we have a grant we were approved for a grant which is called mwell and it's a collaboration between Santa Barbara County behavioral wellness and the county Ed office and so we have a health navigator on campus every Thursday and so he kind of acts as
a liaison as well for mental health support services so I've referred seven students so far to that and that also includes a mental health evaluation as well so this would be mainly for students who don't have private insurance in Kent wouldn't be able to access Services any other way so there's some of the agencies yes and very grateful for them they're incredible um just my little pitch here I love volunteers anyone who wants to come and sit in on my meetings you're more than welcome to come so we have a risk prevention task force meeting and we meet monthly we plan things like Red Ribbon Week or alcohol awareness month I also have a wellness meeting where we review the school wellness policy every year we do the school health index which is kind of
like a report card on the wellness of the district and we also talk about the healthy kids survey which we'll be reviewing at our next meeting on June 6th so please let me know if you'd like to join us I'd love to help you so yeah these are some volunteer activity opportunities and I also have students come too and parents yeah all right and then some family events that we've done this year these are just some random Flyers that I put up here of all the events that we've done we had my digital tattoo come out and kind of talk about Online safety and digital literacy with parents we also did a whole training with ninth graders we did a few parent cafes one of them was just incredible on fentanyl John Johnson came out
we could all remember that he was incredible amazing um he did a really good presentation to parents on fentanyl we also had Amwell come out and do a presentation on the pressures of graduation just because a lot of seniors you know experience a lot of anxiety around this time of getting ready for that next big move and then we've also had various substance abuse presentations by fighting back Santa Maria Valley also by Amwell in English and Spanish and then we did a parent Workshop series a mental health parent Workshop series English was in the fall there were four four sessions in the fall and then four in the spring in Spanish um so those are really really great information as well and that was through a private licensed marriage and family therapist and those were
all free and then uh this Sunday is the Color Run if anybody wants to run with me 5K anybody gonna do that yeah so you're welcome to come this Sunday uh we'll be out there at the Elks field on at the you know on that side of the softball field 8 30 so and that is in uh conjunction with fighting back Santa Maria Valley which is basically tobacco prevention and education so just something fun for families to do so that's coming up all right and then student events um here's some pictures that I kind of took of some different student events that happened this year so September is suicide prevention and awareness month and we had a whole month of activities we brought therapy dogs on campus they were so the students loved it I
think that was the biggest hit of the year and we did tabling events we did classroom presentations we had various agencies come in and talk about suicide prevention our ASB and our link crew students were trained in Teen Mental Health First Aid which is awesome we also did a healthy relationships assembly in November we did Red Ribbon Week With tabling as you can see there's a picture the students spelled life on the field and we did a like a drone flyover and captured that on video and that's also posted to the website um we also had pickleball and classroom presentations that week um and then mad Mothers Against Drunk Driving came out and did power of Youth presentations which is talking about the dangers of alcohol to our ninth graders and also at rhs and
then in January we did our social emotional learning assemblies with the non-profit agency called aha out of Santa Barbara that was in January that was with all of our ninth graders and then we do Wellness themes we did the great kindness challenge in March February was Teen Dating Violence awareness month and we had some tabling activities for students for that as well and then upcoming in about a week or so we're going to do another tabling event for Stress Management because because finals are coming so yeah and then we did uh some really powerful fentanyl assemblies um with people helping people and also Santa Barbara County Department of Health came out as well and they we did grade level assemblies to all the students about fentanyl was really powerful and then of course we did
every 15 minutes which hasn't been done here since 2009 so that was awesome so it took an entire year to plan and I'm just grateful for the opportunity to do that we had 29 students participate which was great um and so yeah that was in April and then on Friday we just had our health fair which was awesome we had 23 vendors come out from everywhere the concussion clinic we had Finley Farms I just saw Ashland here but her mom was here providing free organic veggies to students so it was great so a lot of really good information for students just to keep them informed and if you do follow Sy learns I posted all the pictures of all the events to Sy learns so thank you Mr give me the password okay okay I
think that's it [Applause] thank you I think for me hi I want to thank you that's impressive um it's a little exhausting it's it's um my question is what do you do when people when students either self-refer or staff or teachers how do you handle the students that kind of just trickle in or pour in yeah I think um typically I just bring them in and we talk and I close my door and if another student comes usually I'll have them wait outside for a minute and then I'm usually kind of bouncing back if I have more than one at the same time but typically students are pretty respectful if they see someone's there they'll say oh I'll come back or I'll say hey can you come back in five minutes or can you go
check in with your counselor you know if it's a crisis or something but yeah generally they're pretty respectful of each other and they they also understand confidentiality so they don't just barge in they usually ask and and then I you know either make an appointment or or I try to get them another person that can support them in that minute in that moment so you're there's not a lot of staff no I mean it's pretty much I mean in the wellness center it's just me but good thing I'm connected right here to the counseling office so you know counselors and I work together constantly so we we usually figure it out yeah if I can't help them then I'll go get their counselor or wow yeah good job yeah with with everything that you do
I was thinking uh Claudia probably has a team of 50. uh and and you don't and I think it's wonderful that you have a network that supports all of your efforts and I really appreciate all the sampling of the things that you're doing for preventative um work and education and experience for our students I wonder um if you can speak to maybe if there's something that happens on boarding the ninth graders uh that that both gives them a preview to everything they have access you and your team and your efforts but also as a preventative kind of um pipeline towards identifying their support systems or potential support systems here yeah I am I present at the the ninth grade freshman orientation introduce myself and talk about services but I always go into all the health
the health and focus classes and talk to all the Freshman students and then this year I wasn't able to come to the 8th grade parent meeting for the incoming ninth graders but I always come to that ninth grade freshman parent meeting as well and let parents know um but yeah classroom presentations are probably the biggest thing just me going in there and talking to them and talking to them about services and then the teachers also bring them over and we they do a little tour so they know how to find me so we kind of do both yeah thank you thank you so I had the opportunity to come to the fentanyl awareness and I thought it was brilliant and that it's great work the kids were engaged uh I think believe that the people
from people helping people they're correct did a wonderful job um and if that's going on in all the other programs I think it's amazing and much needed yeah so great job thank you yeah I have to say for mentoring though that is not just me it's a lot of other mentors from people helping people some of the counselors some of the teachers are mentors that part I do definitely need help with yeah there's 94 kids that's almost understood it takes the community thank you thank you thank you Carter well we we have a lot going on as you can see and we're coming to the end here very quickly um things are going to start um getting busier um so tomorrow night we have our senior scholarship night in the new gym so all of
our senior scholarship Awards will be given um so that'll be exciting um and I can't believe it but in two weeks June 1st we're having our graduation um 7 P.M um and you're all invited so 6 45 if you show up we'll uh we'll be in the new gym getting ready for that um the business office is very busy right now because not only are we preparing for the budget which we'll be presenting at the June meeting but also our Auditors are here this week so our independent third party Auditors are here asking for all kinds of information which is a good thing um so the business office is um very busy with that um also June 6th or June 6 meeting we have several classified employees who are retiring and we also have one
of our counselors who is a very long time employee and will be recognizing them at the board meeting for their years of service so I just want to put that out there uh the search for I'm sad to say this but the search for a new principle for next year continues um I really appreciate um Michael bringing students today to to share um you know kind of the end result of what project-based learning looks like and all the work that he's been doing um so we had our search Consultants do feedback and they've they've talked to parents they've talked to students they've talked to staff they've looked at the survey information that was brought in and pretty much if I'm going to sum all of that up it says can we please have a clone
of of nihaf um so we'll be working on that um the post things up for another couple weeks and then we'll start screening and doing interviews so stay tuned for that and with that I'll turn it back over to the president okay so we'll move to uh section c board comments in the court uh comments or correspondence just discussion okay so now we will move on to uh public comment and first up will be Lee Rosenberg foreign thank you Michael I wonder if you take me off the clock for just one second because I would like to congratulate the kids you're not here but uh it was thrilling to see their presentations the degree of intelligence uh and the articulation of their uh positions if this is the generation that's going to follow us then
it's going to govern the remainder of Our Lives that's a damn good thing so I give them a hand for that secondly again of the clock uh there's a lot of discussion about really this is a public comment time period please can we start the clock this is that's not the item that I chose thank you I want to address something that was up here Lee we should move on thank you thank you uh they the issue of drugs Fentanyl and so forth uh I happen to be privileged to be on the steering committee of sheriff Brown's uh project opioid uh and I would like to invite anyone who is interested in hearing from a number of the uh experts they may be 35 of them at this next meeting to attend the meeting and
you can send me an email uh Mike has my email address uh so that would be a privilege to have you folks there whoever is interested in hearing uh from the professionals who are addressing the issue of Fentanyl and the addressing the issue of drugs uh the subject that I chose to address is parental rights which I see comes up in another item uh but I'll address it now uh and the question is do we want to empower parliaments to remove parents to remove books films and even whole classes that might might make their kids uncomfortable do we want to create new history standards that remove discussions of racism and downplay the role of slavery parents rights never alludes to parents who want schools to be more open and offer a wide library of books
and material to their children for rent parents rights and reality seems to have in its context the empowerment of conservative parents to dictate education and curriculum to the rest of the community so therefore it's not about parents at all uh I think that's very unfortunate and this is a movement that is uh fast uh moving across the country from Florida which seems to have the worst history of it and seems to be in various ways various uh perceptible waves at our doorstep I would pray that this issue is declined that the parents rights that are provided by Ed in California are more than sufficient to cover parents rights parents rights is a dangerously misleading a couple of words because of course we all want rights in the context of our children's education so as a
consequence I would ask the board and others who have the responsibility the responsibility to ignore the pressure coming from various sides for parents rights thank you for the privilege of talking thank you Lee please hi my name is Denise element and I live in Solvang I'm not lost I actually live here I'm coming today because I'm actually coming today um talking nice stuff actually um I was told that um a Grammy award winner five-time Grammy Award winner um he was inducted into the um the Blues Hall of Fame he earned the Americana music award lifetime achievement for performances he donated two guitars to the Jazz um students here at the Santa Ynez Valley and he donated two amplifiers and I cannot believe that not one person um on the board here or any administrator or
anyone acknowledged that all of the hate mail that I've seen out there and all of the confusion and all of the negative talk and all of the bickering this guy from his heart these guitars are worth a lot of money and not one person recognized him his name is Robert Cray and he lives here in this Valley the newscast was going to be here today but Robert gray is in Europe on tour in in Paris France and it's night time there because I wanted him to um just say hi but he's sleeping and he just you know he just got off the stage so um I really think that this board and these administrators should get together and thank this man for his generous contribution both sides should be be welcome in this and if
you don't welcome his um gift then give something yourself on the other side and then maybe they'll acknowledge you but I think it was really really um this a dis service to Robert Cray to for you guys at this school to not thank him for his contribution to San yernes Valley and I hope you guys correct that um the other thing is is that the schools the the students gave a great presentation I um now know what my pronouns are and I thank them for that I didn't know them when I got up in here but I do know him now they did an excellent presentation and um parents rights didn't stop them from doing it and I don't think by looking at their presentation will I change um into something that I wasn't already
I know some people wish I would but I can watch all the TV and I can listen to all the podcasts and then when I wake up in the morning I reset back to what I was the night before so um I don't think uh haven't um talk about certain things in school is going to change um our kids Minds um if it would um I have a a son that I would like to change his mind thank you very much thank you Denise can be like [Music] thank you so much um first of all I'm Ken grundyke I'm a teacher was a teacher here at San Dimas high school started in 1976 and there's some familiar faces in the audience and and it's good to see you um I retired in 212. I was
a football coach for years and started track in the late 90s and then still am continuing track and so it's been really exciting and I love the school and um I care a great deal about it um yeah we're going through some tough times right now and it's really unfortunate but um you know what the kids what Keep Us Alive and that's why I'm here and uh and I just love being around them and it makes my day and I see so many good things with Sandy Ness high school students and so I I know we're gonna move forward and get through this time and um with that said I I'm here really here to express my um opinion for passing the Rio Memorial Field that was presented by Josh McClurg the football coach uh
in the April board meeting did a great job in in a three paragraph describing the background of of Jeff reel and of Carl reel um who were Jeff was was a student of mine he was my player back in 1988 he came aboard he worked for the school here he came aboard and as a football coach on my staff um in the in the 90s and he's remembered for his inspirational and being a very motivational coach um I say that or I kind of describe Jeff as a young man that was years years ahead of of so many kids at that time in the way he worked with and dealt with young people and very positive and reinforcing to them the unfortunate thing is is that he was killed in a tragic car accident in
0761976 and I was just thinking on the presentation about grief and stuff I'll never forget that morning when I was in an office down here and we heard the news about Jeff being killed and it just rocked the whole school and it was just horrific and everybody was looking for help from one another and trying to get through this time a couple weeks later we had a celebration for life for Jeff out at the football field and we called it like a Friday Night Lights and it was a celebration for Jeff and the whole place was packed and it was unbelievable and some of you were there and uh it's something I'll never forget and it was just a really good bond for the kids who run the football team and the parents and the
coaches that we could hug one another and and still you know remember Jeff was it was still there and with us at that time coach I'm gonna have to stop here I thought I was in The Walking room um but anyway Carl was his dad and worked for me about two years later in and was did a great job for me and I am so honored that the board is willing to consider to pass uh the field for in their names real Memorial Field thank you thank you so at this time we'll move on to the approval of the consent agenda foreign for approval motion to approve the consent agenda I second that motion roll call please Terry Mr Johnson aye Mr Obama aye Ms Grace Velazquez aye Ms Noble aye you see him I
excuse me motion passes so now we'll move on to okay so now for the action agenda we'll go to the SBC s-e-l-p-a revised local plan uh thank you sorry for the acronym so the Santa Barbara County selpa I've invited Dr Avila to present he's the executive director of the selpa um and I will bring up his presentation now turn over here all right thank you superintendent Schwab and thank you to the board for having us this evening I have with me my colleague Jennifer Connelly and she's the coordinator for Santa Barbara County selpa and tonight we're here to seek approval for our local plan your district is one of 25 school districts and Charters here in Santa Barbara County that participate as members to Santa Barbara County selpa and the mission tonight is just to
do a little infomercial with you about what selpa is all about if you don't know and then of course inform you of our local plan so self has started back in the 70s and through legislation celpas were acknowledged to govern over the special education programs in public education and we have about 135 selfas throughout the state of California much larger Counties have more than one selpa our county has one just us and we go by a guiding document called the local plan much like your District's guiding document is the lcap we have a very similar plan that also includes governance language administrative language and of course fiscal services and program development every three years California Department of Education requires selfas to review and revise their local plan and we are required in that process to
have a committee that um supports the effort why do we revise a plan there may need to be new language amendments to the plan and we update it with this committee that includes representatives from all aspects of our County specifically our community advisory Council that includes parents and staff from the 25 leas a local plan could be amended at any time but the official process is every three years we have to seek approval from all of the leas school districts charters in Santa Barbara County along with our County Office of Education along with our CAC chairperson and then finally we have to submit it by June 30th to the California Department of Education the local plan is huge it's a hundred and some odd pages and I will not put you through that tonight but
there are important sections that oversee the governance and administration and fiscal responsibilities that we have here in our County overseeing special education programs foreign the one thing I just want to leave a note on is just a reminder that this district is included in the Santa Ynez Valley special education Consortium of seven districts and um that Consortium does have a superintendent that sits on our selpa board and that's a seat that gets rotated every two years that superintendent is Dr Randall Haggard who's the superintendent of Gilton he does a great job he's also our vice chair he's been very supportive in our revision process any questions for the board this evening I will try to not ask too many questions um I you know when you mention Buellton and the Consortium and the hiring is
um is poor in terms of results and I see the same positions up there and I'm concerned about our students you know needs being met so I'd like to hear your ideas on other ways if even by I can see you're you're already adding a bonus hiring you know signing bonus or whatever but I also like to hear what other ideas you may have in terms of that and the second of going with that with in terms of possible needs not being met for our students with special needs you know we're going to be signing that this is you know that we're signing including you know compliance with individuals you know the idea EA and I'm a little concerned that we're signing something that's not in full compliance and I'm just a little confused about
that process okay so um just for some clarification uh with Buellton what board member Noble is sharing is Buellton is the hiring agency that school district is the Hiring Agency of the special education employees for the Consortium which would include employees on this campus for the special education programs and yes you are so correct um builtin like many of our districts throughout the state have been challenged this year in filling special education vacancies so not to interrupt but to interrupt um I think there there may be just a little bit of confusion as to how the selpa and the Consortium and the high school sort of operate so what you're alluding to and the things that we would address in those types of conversations are handled by the Consortium directly because they are the agency
that is providing the services to us as part of our agreement with the county for a special education services we work with the selpa to get additional services and they basically support the Consortium but they're not privy to or engaged in any of the services that are directly offered to districts or the hiring or those types of things so they're more of an advisory type organization and then they're a collaborative organization and and just to chime in on that too because I know Ray could probably provide perspective on county-wide hiring challenges for special ed which I think everyone is seeing um at this moment in time um we've been very fortunate with General and I would say um but to speak to the um the specific challenges of the Consortium one of the the reasons
why the selpa is such a valuable partner to us is because when we don't have services or there are certain services that has a small district and a small Consortium we have challenges filling like um non-public placement right we go to the southbound we partner with this Alpha to help provide those services to us and so the plan that Ray is presenting tonight um is that three-year update to the county-wide plan that we as a district access services for if that if that makes sense thank you I do have a question just in the uh over the last three years or since the last revision uh can you speak to any significant revisions that have taken place in the local plan minor revisions actually three years ago the whole actual document was revised per the
California Department of Education so that was a major revision three years ago just transferring everything into a new template but this year it's been minor revisions and it's any updated language that we must revise if there's bid due legislation or new policies that have been built around like fiscal policy for example other than that we our programs everything is still the same great thank you so I'm going to recommend that we approve the that the board approves the Supple plan as presented and I'm also I'm I'm sure he's speaking to your questions about Consortium um we can talk and I'm happy to bring back information related Consortium if there is an interest is there a motion for approval I move to make a motion to approve the SB selfa revised local plan in a second
I second that roll call please Terry Mr Johnson aye Mr Ibarra aye Miss Grace Velazquez aye Ms Noble aye Miss shihab aye thank you we're moving on to j4 I'm going to let Alicia take this one okay so j4 we're looking for an approval for the amendment of our lease lease back contract for the locker room for construction and guaranteed maximum pricing for the phase one plan of the locker room so some of you may have been here may have been involved some not but on October 5th we issued an RFP or request for proposals for a locker room project under a lease lease back construction method we went through the RFP and through the RFP we landed on diani I think they called themselves diani building Corporation I always just call them diani so
diani building Corporation and when we went out for the RFP we went out for the RFP as a building project in one phase all at one time and um in working through the pre-construction services we've met with the onion we've met with our architect our kit techs and several of the items that are going to be required for the modernization the Reconstruction specifically HVAC and an electrical substation and yeah HVAC um they have very long lead times to get these items ordered so we don't have a guaranteed maximum price for our original lease lease back construction um contract because we don't have full plans yet so our plans are I believe at 95 they sit with DSA right now we've gotten comments back from DSA our Architects are working on those comments and we expect
to have a hundred plan 100 plans within the next month however we still have to get the 100 plans before diani can go out and uh set out bids for subcontractors before he can then or they can then put their numbers together and come back to the board with a guaranteed maximum price for them to move forward so they can't purchase materials or purchase any of the the long lead items that we would need in order to make sure that we need our construction guidelines so in an effort to make sure that the district can purchase those long lead items and make sure that by the time we go out to bid for the other subcontractors that we're not waiting a year or two for these items we are proposing that we take the overall
lease lease back contract and the the project and divide it into two phases the first phase will be the purchasing of the long lead items for the electrical substation stub station I cannot speak tonight and the HVAC upgrades in preparation of shop drawings and studies testing reports this is set at a guaranteed maximum price for this phase one of 329 869 and that will allow them to purchase those long lead items so that they can potentially or hopefully arrive in time for the building progress or the construction progress does that make sense we have a much better chance of making our timelines if we're able to pre-purchase The or pre-order because it's not going to arrive for a very long time dhvac and electrical as always it was sharing so essentially this does break the
original agreement into a phase one where we can pre-purchase the equipment and a phase two where we would do the bulk of the construction and I think it's an attention to also tonight does not come out of fun D so you're you're decision is impacting our specific building construction fund from prop 51 so it's the fun that we were planning on building from anyway but just to reiterate it's not fun to one it's not the general fund um since you're purchasing these out prior to getting them is is there again guarantee if there's any like if we don't get the items from the the manufacturers there's some kind we don't pay until we receive it right right we by law we are not allowed as a school district to pay for anything before we receive
it with the exception of very few circumstances would the delay be so long that code changes would and you know occur and make it no longer a useful product that we're buying in advance no so the drawings are at 95 right now so absent any major changes from DSA which we just got our comments back I want to say last week or this week everything is blending together but absent any major revisions to the plans these electrical substations and HVAC um units have already been specified by the engineers and they are the units that will be used so in order to change them would be like reworking the plans back to like a 60 or 70 percent and that would throw us completely off um it's a very good question we actually did have a
code switch just in December to January I think which um so we are now actually in the new code and I don't believe those codes change for for years but um yeah the building is being built under the new electrical codes um so obviously we wouldn't be purchasing equipment even though it's a year out that we wouldn't be able to use so the fiscal impact is actually could be positive because if we waited a year it could be more expensive and also we may not get it in time to finish the project so obviously asking for recommendation to do this correct the first one is for sure the second one is most definitely we wouldn't have it in time I understood is there a motion for the approval of the amendment yes I I moved
to approve the amendment to move forward with phase one at least back our second promotion roll call please Mr Johnson aye Mr opara um Miss Grace Velazquez aye Ms Noble aye Missy hap aye motion passes uh we'll move on to J5 now yeah so this is something we bring forward every year um it may look a little bit different this year because um we've had to be a little more specific but this is essentially what this does is in an in the off chance or you know should we have a a teacher opening at the last minute or something should happen where we don't have a credential that meets our need we are able to basically submit for an emergency credential and so in years past we could just say we think we might need
three for example um now they're actually making us specify where we think we might need them so it's kind of a guessing game but that's why you see in the attachment we're actually calling out specific sections or subject areas it's not that we anticipate those or we know anything it's just we're trying to cover our bases in the off chance that we actually do have to apply for an emergency credential or have a temporary credential in that position right now we don't anticipate that um there is one potential for our English language class that we may have to apply for um depending on who's teaching that class and we'll know that over summer but that's the only one I foresee at the moment requiring to do that so again we bring this every year it
looks different this year and I'm happy to answer any questions we do recommend approval any discussion is there a motion for a re approval of the Declaration of need of for a fully qualified educators roll call please Terry Johnson aye Mr Obama aye Ms Grace Velasquez aye Ms Noble aye Ms she have aye aye motion passes uh we'll move on to j6 okay that's me again um this is kind of a two-part one so the first part is um looking at some construction work that we would need to do but it really relates to this idea of looking at our classroom spaces and I'm happy to talk about learning for a few minutes here um as you saw you know we've definitely done a lot of work this year on project-based learning and we know
that the classroom is the primary environment where teachers and students teach and learn and a lot of our classrooms uh look a lot like they did back in the 50s and even earlier um you know fixed desk in rows and so since I've since a year and a half ago I started talking to teachers about what could classrooms look like and how might they look different to support different modes of learning as well as to support the collaboration and the teamwork and the project-based learning that we want to see because the physical space is important to that it really does have an impact on the learning the learning environment is key so this presentation ties to both because what we're looking to do is focus on learning spaces and build Dynamic learning spaces this goes
back to 2017 I was doing work around designing very early what flexible learning spaces could look like how can you use furniture that can move and can be reconfigured and you know be put into different configurations how do you interplay that with large screen TVs that are on the wall and mounted and out of the way but visible the multiple you know you have multiple TVs so that kids wherever they're sitting wherever they're facing they can see the presentations and the information that's displayed so this whole concept um around rethinking that learning environment and then it it it's my thinking around this has evolved you know this is much more common now in schools when you go visit newer schools and you see different modes of seating so um soft seating different heights of seating
it doesn't look like you know the standard chair and the standard desk and so I've been working with uh oh sorry I have to get in my Wi-Fi plug um you know we know that we've got to meet the um this is Maslow's hierarchy obviously right we've got to meet the different needs of students um you know Safety and Security the psychological needs is the room that I'm entering feel and feel welcoming does it feel safe you know does it feel inviting is it is it expressing what we wanted to express if you walk into a classroom and it looks like it's from the 50s and you're going to get in the line and sit in a row is that really the kind of environment and the kind of mindset that we're trying to Foster
I would say no we want to move beyond that so I've worked now with five teachers on proposing five different pilot classrooms all the classrooms will look different and they're different based on teacher input different based on furniture designs and we work with the company to come up with um these basically prototype sketches um which they then developed 3D renders from which all the teachers have now gone through and looked at so you can see there's different types of seating so this I believe is social studies history this would be Greg Wolf's classroom he's one of the teachers who jumped on immediately and you can see there's different seating options for students that they'd be able to move around and there's some soft seating there's some group seating and all the tables and the chairs
are movable so they can be reconfigured we've also got different Tops on the on the best some of them are whiteboard tops so students can actually brainstorm on on them and then we've got um in several of the designs a pedestal Mobile station for teachers so they can move around the classroom so here's another example where the the teacher does a lot of reconfiguring of his class so these are individual desks but they're height adjustable and so he can go into his preferred you know Circle where kids are doing like Socratic seminar and those kind of things or he can put them all in rows or he can put them in groups um and so he had a lot of feedback and we worked with the designer on this to get this where to where
he thinks it's going to be the maximum flexibility for him this is what it looks like you notice that this is not it's actually a smaller classroom and we really have to work with the size available um to fit the number of desks in there that we needed here's one of our science classrooms um and you can see we have our science stations around the perimeter and what the item that I'm actually presenting to you right now is actually focused on is our two science classrooms because what you don't see in this rendering is a giant kind of teacher presentation station that is in the front of the classroom which very clearly defines the front of the classroom and also limits the amount of desks and furniture and seating that we can put in for
students and the limits the amount of flexibility so we have a proposal to actually remove um that fixed fixture it's it's it's in front of the Whiteboard right now currently when you walk in and redo the floor right so that we can then bring in the flexible furniture that we have available to move and take up better use the space essentially and and kind of get away from that front of the classroom perspective same thing with our second science classroom so we actually have two science classrooms in this pilot this one moving away from the right now it's set up as a lab classroom side and a teaching kind of desk classroom side neither side is big enough for a full class and so you've got you know it's very compacted if you're doing one
thing or the other this design takes out the fixed lab workstations that are in there now and replaces them with mobile modular movable workstations we retain a couple of the desks but the majority of the seating is actually in those workstations that can move around and also have different heights but again here we have to do some Demolition and we have to put new flooring in um we also did some exploration and when they built that classroom the fixed works the fixed science stations that they have now do have plumbing and gas for you know that but they were never installed in the actual station so they're just in the floor so we've got to do some work to put some vaults in to to keep them accessible and usable in the future if that's
where we decide to go and not to just cover them over so it's a little more complex in that in that room will the mobile and the science labs will these mobile desks though have access to plumbing and gas or how would that work yeah that's a great question so we actually work with teachers they actually have all of that around the perimeter as well but would that limit um class collaboration with the kids facing the wall rather than having people on either side of the desk you know what I'm saying versus yep that's a good question too it's it's actually how they do it now because those those stations were never plumbed or gassed but because they're they are there we have to deal with it when we're removing it so we're not changing
their access and how they function with the labs currently well I guess my question is would it be more conducive to Collaborative Learning if if some of the stations weren't solely around the perimeter and they were in the center of the class as well so that other so the kids could see what's going on in the different tables rather than looking across a room at someone at kids backs working on experiments I agree I think if we were if if there was a way to make those um safe and you know be able to cap them off so you could still maintain the openness and the movability that would probably be ideal um but if we were to activate those and use those we'd be we'd be left with stuck or fixed stations because we
wouldn't be able to move them so it's kind of a trade-off and we're not actually we're not actually again changing the way that they currently do that but we are adding the ability for them to reconfigure the center of their classroom so they could do well they could push them away if they want to the perimeter and then have open classroom or they could bring you know two of those together and have larger groups which they can't do now um but yeah in an Ideal World you know we'd be able to kind of plumb everything uh you know and have everything still be movable well I guess my question is if we're going to put some money into this like and I agree being a movable makes a lot of sense but but um like
looking forward like five years the way technology is and how the kids I mean going back to the classrooms I still saw too many desks and there should be more seating because they're on iPads they don't need like a paper pencil I mean they kids like to lay on the floor or you know sit in their beds and do their work nothing you know beds right we don't have this no but you know it works for collaboration for these kids too so I'm just wondering about well that so that's why we're not capping them off and covering them over we're actually going to do vaults and leave them accessible so if we want to go back in the future we would be able to do that you know if somebody comes up with some fancy
disconnect system that we could look at potentially five years from now we'd have that option um and we were very conscious on that and not because the other option would be to just kind of tie them all off and cover them up forever and we don't want to do that either so um so this so item j6 is approximately fifty nine thousand dollars it would come out of our Capital Improvements fund but it's to do that Demolition and re-floring work to allow us to then put the furniture into that those two classrooms for this pilot so I I'm asking the board to prove that Construction contract for summer work is there a motion for approval of the Future Ready classroom pilot I just had a quick question oh so the 59 000 is per classroom
no it's total for both yes and the money's set aside already in the Capital Improvements we have the funds in the country any other discussion okay I'll ask for a motion for approval I moved to approve a motion to approve the contract with me your education for the Future Ready classroom oh this one's uh six yeah okay yeah future ready I have moved a motion to uh prove the future of any classroom pilot semi-modernization in a second roll call please Terry Mr Johnson aye Mr opara aye Ms Grace Velasquez hi Miss Noble hi motion passes now we can move on to j7 okay so this is the second part which is actually the furniture um and so there's a couple things to this um one you will see um flexible Furniture is not inexpensive um
flexible Furniture I found this out when I went from pricing out technology to pricing out furniture furniture is more expensive than technology Furniture also has a long life span generally speaking you know we expect to see 20 to 25 years out of furniture and many of the warranties cover long long term use um so because this purchase exceeds the 000 threshold we're looking to purchase under a piggyback agreement which we're allowed to do under Ed code which means another public school has bid this bid Furniture they've gone through the competitive bidding process and they've done an award and that award um had a piggyback ability in it so we're looking to use the piggyback contract from unified with meteor education and um in the amount of 153 thousand dollars we're looking at using our one-time
money that has come in under the uh it's the art music and instructional um I'm missing an m anyway art and music and instructional Grant materials Grant and one of the uses is um this would qualify under that so again this would allow us to jump start kind of a pilot where we have classrooms where teachers can go you know we can bring community members in to see what this looks like we can get feedback from students we can get feedback from teachers to see what this looks like actually in use and um so happy to answer any questions about the purchasing contract or cause I just have one question you know when you say it's coming out of a budget of arts and what else is this competing against so this was part of
the Arts and instructional materials Grant plan that we brought forward back in January I think it was January oh I could look at the exact time frame where we had set aside um funds for furniture as well as Staffing and security so there's a lot of different a lot of different areas that these funds could be used for um but I would say this is one of the areas where using these funds to jump start this project I think makes a lot of sense from a from a not using general fund dollars or or dollars that have already been allocated to support other things does a couple of questions one does it deplete the funds available for the music and arts uh are there any needs in the music and arts currently that have been
identified for the short term or the long term that's a great question um so I would say one the the way the music and arts Grant block was named is a bit misleading because they left a very broad open-ended allowable for any operational costs or expenditures clause in that Grant two are the people pro pass prop 28 which was a specific Arts and Music proposition to fund Arts and Music those dollars are actually ongoing but we haven't been told how much we're going to get or what the requirements are or spending conditions are for those dollars and so those dollars I would say would be directed towards our current Arts and Music program or any future Arts and Music needs that we need um because the block grant dollars while labeled for Arts and Music
also allow other uses we're looking to use the prop 28 dollars which are dedicated to Art and music for art music and use the grant dollars that we have with the flexibility for this project on the basis that we just approved the Demolition and re-uh modeling the the classrooms they'll need Furniture so I move in hindsight I'd probably pull up proof with those two but uh to approve uh yeah the contract of leader education the purchase of furniture um necessary for 2024 school year our second the motion roll call please Jerry Mr Johnson aye Mr Ibarra aye Ms Grace Velasquez aye Ms Noble hi Miss sheehab I motion passes so did you have time I was just going to say thank you we look forward to seeing it should be great uh so now we'll
move on to the discussion portion uh board discussion and the first one up is for the public meeting um public comment time period just discussion on that and and what the uh Ed code says and and policy as well uh did anybody have anything they wanted to put out there at this point I'll start a little bit so in in Reading you know there was a 20-minute limit put on that and it is in Ed code and the reason for that was obviously so we can move on and keep on uh doing what we need to do as board matters um of course with in light with what goes on what's been going on in the public there's a lot of a lot of people that have something to say which is great I mean
we need the public to come in and talk to us and let us know how they feel and everybody needs to be heard I understand that um part of that policy also states that we sh we could potentially vote as a board to limit the time frame that the people have during each agenda item so that they can all get a chance to speak potentially within that 20-minute time period I just wanted to put that out there so you so everybody understood that um I'd like to make comment I know that when I when I started on the board like the public comment cards that are back there and just seeing what was going on in just you know across last several years at school boards you know I would sit there Mike why aren't
they why aren't the board members talking to the public why aren't they answering the questions and I think we've done a better job of letting the public know policy that you have to sit here silent that's just part of Ed code law and you know Robert's Rules and so I think that with the um because we are talking about our children which becomes a very heated and emotional thing people do want to discuss things and we do want to hear what they have to say and I think it would be remiss if we weren't able to give people their time and so with that said if you have 20 minutes and you have 20 people on whatever the topic is I think it would be horrible to say oh it's the first five that came
in can talk you know if they only got the three minutes so I think as a board myself I would like to see it be across the board and like limit the time depending on the needs of the community well there's also our discretion right we could there's flexibility here uh in fact any one of us could move to extend the time and if approved by the board we move on and I think that's just really important for for the public to understand that piece uh otherwise would be here forever Sherry did you have something I just just wanna I just wonder if there's something we could do more and I don't know what's back there you know now in terms of of under of helping people understand you know what you know when it
you know it may go to two minutes and you know why why that happens it's not that we don't want to hear everybody but even in this you know this bylaw it says it it allows ensure full opportunity for public input and it's not to you know have less public impact but it's allow if you have two minutes or when we have a lot of people to speak it's really to want to include everybody's voice instead of shutting some people down that's all I just want to highlight what I think to your point um I agree because it is tends to be emotional again because it's the children so maybe you're right if we come up with the way that the public would know okay there's 10 people in here you all have three minutes
or you know whatever the time would normally be or if there's a lot of public comment that people would be prepared rather than the last meeting where people were like why we need more time if they knew that that maybe something could be written and put back by the cards so people would know that the time may not be three minutes because of board policy and add code that it will be so that all are able to speak sure um yeah and that's a that's a um I think a good point it we do spell it out in the public comments section on the board agenda where it has that I also just just to clarify because I I heard a couple different um kind of explanations of this currently the way the board bylaw
which is 93 23 reads is that um the board will limit the total time for public input on each item to 20 minutes so that's that's currently the way the bylaw reads and I know past practice may not have followed that but um however the board president May with board consent adjust the amount of time allowed to public input um or the time allowed for each speaker so I think you know maybe the question is does the policy need to be revised or you know will the board be following the policy as written with the understanding that 20 minutes is the limit but if there's a large group or an extenuating circumstance that the board can then decide to extend that and I I think that might be the the question is do it I
hear what you're saying and I agree it's kind of a like a gray area but I feel like or I guess it's not a concern like what deter coming up what determines to lengthen the amount of time to shorten the amount of minutes or you know what I mean like you can only speak this amount of time or oh wait this topic let's extend it for a half hour you know and I think you might be opening a can of worms I mean I I don't know I just think that there should be one policy in place I mean I understand there's feelings out there but I don't know also it depends speaking to them yes well and and so the the policy was written so that everybody would have a chance that have an
opportunity to speak within that allotted time period um so we have the opportunity to give that chance to everybody by lessening the time that each person gets to speak within that 20-minute time period or we could potentially if we see fit allow more time for that process like we did last time it went over the 20-minute time period and everybody got two minutes which was fine they got they got their chance to speak um currently uh in the K section we have I'm going to take a guess probably 14 or 15 cards which at three minutes is about 45 minutes long obviously quite a bit over the 20-minute time period so that being said [Music] um there should be discussion on or would we should we I believe we should limit that time for people
to speak on that uh whatever whatever it may be because there's so many people that are wanting to speak during this time period so that's part of this discussion keep it at 20 I I believe we should keep it at 20 minutes as it stated but then you're saying but reduce the time so that all can have an opportunity to waste their opinions I think it's going to need to do some math before we when we get the cards and make a decision on each you know agenda item that's open for discussion that we're we're going to have to figure that out I understand and do 20 minutes and if there's a reason then someone can make a motion if they need to extend it but I don't think we should be changing a bylaw
right now I agree thank you for that they I we also need to take into account uh what is happening right we have to be able to read the room and and understand the issues at hand and uh because some will need more time we are a community I think we're being responsive to the needs of uh of our of our community of our students and as we get closer to understanding what that looks like especially us as a young board it behooves us to take our time and be diligent in managing these very important issues and so yes um we can't just change it in flight and there needs to be a limit but keeping in mind that process for flexibility I think that's about that feels about right I think you want to
agree with that and yet um one thing I do encourage the public to do all the time is is we have email addresses um we can be heard that way as well uh it's uh I do read every email that comes in and I I respect every I respect people's perspective and so that does work as well and I and I do listen so sometimes you know when we come to the board meetings here our time is is precious because we don't get this time together as a board we have to do this in public so just so you guys all know we can't speak together out in the public it doesn't work uh it's it's against the law actually um so this is the time for us to be able to do this that's
probably why that policy was written originally so that we could actually get the work done that needs to be done when I think that uh to your point two right that um being a young board and reading the room and whatnot that and not just changing policy just willy-nilly that just to keep it at 20 minutes now change the time allotment in my opinion so that everybody has an opportunity to speak within it so if you don't get three minutes and you get a minute Instead at least you still got to speak and I was also thinking that I read 20 30 emails today um and and that is another way that they are we are able we are accessible in another venue rather than in public comment as well and then down the line
if it looks like there's a need and as we grow as a board um we could maybe come back and revisit the policy any further discussion on that okay so um the next item on for discussion was the parental rights policy uh discussion uh public oh public comments first please and thank you uh Mary Beth Lee please questions I did not thank you for the opportunity I am a middle school teacher I've been a middle school teacher for almost 25 years and I'm concerned about the proposed parental rights policy as an educator I want parents to take an active role in the education of their children teachers partner with parents in the education of their children your teachers teach state standards for their courses and design challenging lessons that promote critical thinking skills we saw
a great example of that tonight none of this should be an issue but some of the language in the proposed parental rights policy that's been circulated online by The syb Common Sense group is troubling for example what does it mean to opt out of classroom assignments core curricula before it is presented does that open teachers up to getting fired for teaching State Standards if they don't get parents approval prior that's not realistic nor logistically possible developing critical thinkers means engaging in discussion and debate where not everyone will agree don't we want our young people to know how to engage in these types of discussions again we saw great examples of that tonight also if parents can opt out of lessons they don't agree with where do you draw the line can parents decide that their
children won't learn about slavery or Jim Crow laws or the Civil Rights Movement not all of our history as a nation is good or honorable but teaching the truth of History means looking at all of it the good and the bad in literature I'm a literature teacher students should be reading about the experiences of characters who are different from themselves and different from their families they should be reading about themes like racism persecution struggles with identity just to name a few this builds empathy if you only teach what makes a select group feel good you could be allowing and promoting ignorance which leads to Prejudice and hate and violence sometimes we have to do better for the children in our community then sadly their parents would do for them parents have rights that are enumerated
in the Ed code that is enough protect your teachers treat them as professionals and allow them to do what they've been trained to do teach thank you [Applause] thank you next up please uh suffering from the Applause Susan Tober please thank you for this opportunity and I will take less than three minutes to give others the opportunity and the privilege to speak I am Susan Tova I've been in the valley for 53 years as an educator and as a parent I have been in every institution in this Valley having to do with education and some of them I was founder so I feel I have a scope that I want to speak to I also my kids did attend the high school and graduated from this high school so when you speak of yourselves as
a young board I I appreciate that because I've seen many generations of students in boards I'm here because I am concerned about the parental rights agreement and I really do find a following in the heels of our first speaker that she's on the ground as I was and the teachers and other para Educators and counselors need the ability to be themselves to their well-trained they have gone through all of the state standards and they know how to teach and they need the freedom to be able to do that if the parents for whatever reason are are um challenging that to the extent that the students can't walk into an office when they have a concern and self-report their own concerns that they can't be on a committee as we saw these presentations and um and
be themselves and interact together without having to check in with their parents first that is of a concern especially by the time they get to high school they have their own feet on the ground and we want them to walk and they need guidance but they can they can speak for themselves so I encourage you to not take a policy from another community and just go across the board with it look at this community I know over the over the years we've seen racism we've seen anti-Semitism we've seen all kinds of reactionary practices but we've also seen collaboration we've seen Innovation and we are able to rise to that even in these challenging times thank you thank you Susan uh next up the Cynthia post thank you for this opportunity to speak my name is
Cynthia post I've been a valley resident for 28 years um and I'm a concerned citizen um I I want to mention first that California as someone else already mentioned has a code uh parents Rights Code it's uh section 51101 of the California Education Code and I encourage everybody it's very accessible online I encourage everybody to read it I'm not going to read it because I only have three minutes uh just a pair of uh paraphrase a few of the items from the um uh from the code um one is to be mutually supportive and respectful partners with the school one is to have a safe environment supportive of learning to examine curriculum materials of their child's classes to be informed of their child's progress and whom the parent should contact if there are problems to
access the child's school records to be informed in advance of school rules including discipline and procedures attendance policies dress codes and procedures for visiting the school to be informed regarding any psychological testing the school does and to refuse the testing to question anything in the students records with which they disagree the as it relates to the the proposed Bill of Rights parental Bill of Rights I just want to say a couple of things here parents do have a right to transparency and but they should not be allowed to dictate what our teachers teach this new policy could give parents any parent the right to physically disrupt a classroom at any time and challenge any discussion or materials available to students this will make classrooms unsafe for everyone this policy would unreasonably burden teachers with hours
of unnecessary work this policy would take authority over instruction from the professionally trained and certified teachers and give it to any Community member at any time this policy will cause more in future resignations in conclusion I would just like to say that parents already have all the rights they need in the in the California Education Code parents are entitled to transparency but they don't get to dictate what teachers teach pre-approval means no improvisation no answering students questions Alyssa Bondurant Chief Alyssa left okay thank you looks like Robert Sotelo thank you Robert oh thank you hello thanks for the opportunity um so I am concerned as a parent I've never participated in any school board function or anything like that until recently I find this this parents right a little intimidating I find it intimidating because
the teacher is supposed to teach the students supposed to learn without any outside influence if I have a problem with what's being taught at the school then I should be able to go to the teacher and ask for an explanation there's been a couple topics that my son who's a junior here has brought to my attention and said hey Dad what do you think about this and so we have a good discussion about it one was on a religion that quite frankly I'm not very familiar with but I know somebody who is and practices that faith and believe it or not that person told me the exact same thing that my son said about this religion and I was kind of taken back that he came up with his own deduction based on what he
was taught based on what it was the based on what was instructed by the teacher and I thought that was fine that was adequate but I'll take it a step further you know I'm a sports guy so how would that how would it feel if I went to coach mcclurk and said hey you know what I really don't like the way the offense should run it's not really sweet for the kids that you have I'd be the same thing for going to a teacher and saying the same thing right so I think it that way too I go the basketball coach hey look you're not running the right kind of often for the kids that you have and you who am I right now if it was a business school in a business class about
economics and supply chain and operations and things like that well yeah maybe I have an opinion but at the other at the same time it's the audience that's being taught to how do you put that in perspective how do you talk to the student in that frequency so they understand if I go to them I have you know equivalent to 25 years of experience of business operations and I were to teach a class or somebody were teaching a class to high school student that's not the same thing that's not and you're trying to teach somebody the basics the fundamentals of how to do something so I'd feel out of depth even though I have 25 years of experience in business I'd feel inept to kind of teach somebody something like that so why would I
come to an English teacher a history teacher talking the same thing I've lived history I've been the point of I've been the tip of the spear for 17 years but I don't go around telling people all the history should be written a certain way no that's not that's not how it works right there's a book you agree on the book that's the book you taught yeah it may have some flaws in it but that's what the teacher's teaching to and who am I to interfere with that that's all I have thank you thank you Robert uh Anna schreyer hello thank you for the opportunity to speak today I'm a licensed clinical social worker in the community and I've had a long career treating Children and Youth and I wish to speak about the proposed Bill
of Rights in a specific area and that's related to minors consent for confidential counseling at school school-based counseling services such as those that Miss Pena oversees and provides serve as a valuable safety net for children who are experiencing harm in the community or kids who are struggling with really big issues I think of substance use I think of suicidality I think of grief and loss I think of profound mental illness and I think it is a disservice to youth who already feel disempowered as autonomous beings to give parents who may not be acting in their best interests a check on their ability to access much needed care care provided by professionals like Miss Pena and the other staff here and I think this is a very important topic for you to think about carefully because
I recognize many members of the board are Educators but none of you are social emotional Specialists none of you are providers of these Therapy Services and if I appear emotional it's because daily I work with people in the trenches who are truly struggling and this has such an extinguishing effect in addition I can only Echo what other people who are far better positioned to speak about the educational impacts and the undue impacts on the teaching staff and I think we've seen that multiple public information requests filed in this calendar year I think have robbed us of some very valuable Educators in this community and I'd like to see you look at the community and consider policies that better serve us and better serve these kids because this is their school we are simply vessels to
help them along to be adults thank you for your time uh is it Luke Luke Buckman Beckman thank you Luke thank you for giving me an opportunity to speak I wanted to air my opposition to the parental right to dominate educational programs regardless of my personal feelings about the issue I just wanted to illustrate that the policy is really politically and feasible and a logistical nightmare um teaching is really hard and has been even harder in the pandemic I went to school I I'm just graduating I just graduated college last year and um I you know took classes during the pandemic and it was hell it was really hard and difficult and it's hard to engage people and I can only imagine how it is for people that don't actually have the skills to study
and to learn um and so I think this really puts a barrier and puts another obstruction to these children getting being able to run through a very robust course load um I think there's also you know if these teachers have to deal with educating or dealing with parents of both any kind of ideology whether it's extreme towards one or one or the other side um you need to compensate them for their time when they're dealing with these parents and I just don't think that we can pay for that because I think it'd be triple the amount that we would need to pay um and it'd be chaos it'd be Anarchy because you know whether or not it's just one parent or multiple parents or parents from different like like I said different sizes of the
ideological Spectrum then you just have just you know nothing is going to be taught it's just going to be argumentation after argumentation because there's nothing to agree on um I'm a young man here um I'm 23 and I have lived in the valley all my life other than College um and I'd really love to like raise a family here someday maybe have kids I don't see how the weather holds up um and I just can't imagine privately deputized thought police coming to our schools and out of their own volition and controlling the the agenda um I think that we should stick to our Common Core uh not common nonsense um yeah that's all I have to say thank you next steps Larry Bishop Larry last call alert uh Araya viewed duarti did I say that
correctly can you help me with that thank you Arya this year I'm 17 and I wanted to tell you what I think about the parental rights proposition um I'm against it and I really I would really really like if you would vote against it because it is detrimental for so many reasons but one of them being that it's probably illegal the parental Bill of Rights that you'll be voting on includes the right to quote be notified their children are seeking psychological counseling by school personnel and informed of the content of the counseling such as and including gender affirming therapies and any mandated Health cognitive and or language language screaming examination screening examinations sorry whether parents feel like they should have this right or not the truth of the matter is that they probably don't both
on a state and federal legal level on a state level not only is gender identity a protected class both within the Ed code and generally but under health and privacy within health and education privacy acts like kippa and FERPA on a federal level school counselors offering Mental Health Services are legally Bound by privacy laws preventing them from disclosing information about the content of their counseling to anyone unless they believe that doing so would reasonably prevent real serious and anticipated harm high schoolers exploring their identities are not a threat the real threat of harm is created by intolerant adults and a lack of access to private Mental Health Services the very concept of disclosing the content of mental health counseling isn't a parental right it's a violation of the students rights in the board meeting in
April um the board brought up uh that there have been excessive legal fees this year and to pass this Bill of Rights would probably continue the trend thank you thank you next step is Rebecca August hi um thank you so much for your time and your service to the school I pretty much had planned to say just about everything that's already been said and I don't want to waste your time I do want to bring your attention though to something that could happen with a policy like is being considered um people from across the political Spectrum I mean it doesn't mean that it means that any any parent could come into the classroom and argue with what is being presented by the teacher so I mean we could be arguing over the flag and whether
we use God in the Pledge of Allegiance and what kind of books people are reading and I mean it's just an endless thing and constantly with with parents in the classroom um it can't be anything but um chaos so I just really appreciate your time and um and your consideration and hope you listen to everyone thank you Rebecca Denise element [Music] hi I'm Denise element and I am a black female who will never get um my proper rights parental rights civil rights I don't get them because I'm black and I understand that when I wake up in the morning and when I go out I can't take the black face away people look at me differently when I hear the words parental rights and a white person or a white board um says it it's
taken away something from people of color that's what it means um we have had a lot of board meetings here and um when it's one side they will speak for four hours and what they'll listen to it but when it's the brown side then you limit the time that we can talk you don't want to hear it because your mind is already made up so I'm letting you know that parental rights take away from people and all I get is crumbs so when the parental rights come up they're just they just want to take the little crumbs that I get I only get crumbs I don't get rights my kids never got rights and none of you care as long as you get everything like hoarders you want everything and you want certain people to
get nothing and it's wrong you chose to take this board position and you said when you ran that you would be for every child in here every child in here deserves an education and I shouldn't have to beg and none of the people of color should have to beg just because they wake up and their face is brown so think about that when you are accommodating parents rights they already have their rights in in Santa Ynez Valley they have their rights we have a principal that that's leaving because he said of the outside influence pass this parental rights and the outside influence you know where they go inside so then you have no teachers what are you going to do then they need to go to a country club it is not a country club
up in here if you want more rights take your kids and get your money and go get you some rights in a country club because they have them all around here thank you thank you Denise so further discussion with the board that's the end of the public on that um I'm just kind of confused because as an educator um a lot of these rights so to speak that are in here are are they policy already I mean as so many people said the Ed code uh we have 51101 the code 6318 talks about parent right and I'm not sure I mean I heard everybody and I understand and I appreciate everybody's opinions but I don't understand how a parent who loves their child um I mean all of these things as a teacher you you
have all these things as far as curriculum parents should be able to come in and see what their children are learning it talks about um and I think that this is this verbiage that doesn't mean it's going to be accepted to begin with but it also talks about um if a parent has a concern to talking with the teacher beforehand it doesn't say anything about you can come into a classroom and disrupt a classroom or education he doesn't say anything about that doesn't say I mean if a child's taken a U.S history class their state standards they have to pass certain State Standards to get credit in that class so if a parent feels that something's inappropriate they would have to obviously they should understand that they their child has to learn certain standards in
each and every class so it's not like a parent could come in and disrupt it for all it would be just their own child that they're coming in and being an advocate for because that's kind of the role in my opinion as a mother um I'm here for my children first and then as an educator I'm there for students first and foremost and um I don't know I don't see um so any other thoughts on this because I just I don't see where it says in here that parents are going to come in and they're going to disrupt the classroom and there's an extra burden on teachers you still have meetings with teachers you can call a teacher and say my child's failing what can I do there's the child has access it says here
specifically there's has nothing to do with race color creed religion any of that it has to do with if so when this came up I actually had discussion with Andrew to actually pull from our policy and from Ed code and give us as a board um what is already there so that we know that better and can understand that and if feeling need to move forward with that then we can further discussion down the road um that that was kind of how I approached that that subject um I I hope that's okay with you you guys are going to be receiving some stuff from Andrew about that so that we understand what's what's already in policy you know as a new board member I need to know these things and it's important so I thought
that was what needed to be done so I'm just uh thank you Chris um I guess I've Heard lots of different um comments and discussion I know um Kathy when you brought this policy this came from Orange County Department of Ed so it's a it's a county office policy um based on Chris's request I did a quick search on our policies there's about there's 21 policies that have something to do with parent rights and there's probably more and so I think a lot of what as some of the speakers have said um there are there is AD code around parents rights our policies probably already have a lot of that and there may be overlap it will take some time to go through all those policies pull that together and then bring that information back
to the board so what I'm looking for is that a direction that the board would like to go is that something that you know I can have staff and legal counsel work on that I would then be able to bring that back to the board at a future date to look at what our current policy is related to this policy I I guess that I said that correctly um I when I saw this on on here I actually have more questions than I do answers and actually we should positive action even to have you do more work and ask if it's even necessary that we dedicate this time my first question is a policy is coming before us is there an issue and if there's an issue as a board member as a board we
need to be educated on what the issue is because if there's no issue then let's not make one period we do not need to mirror Southern counties or Southern States let's stay right here in Santa Anais let's identify the needs of our community the needs of our students you saw through the presentations from the health and wellness Department of all of the networking of the giving endless hours from different trained professionals that are trying to work towards providing environment that is conducive to learning for every kid so I want to stop right there and I want to hear a little bit more about is it practice is the administration is the district being negligent are they not providing for the parents is there not enough information posted are they are the parents being violated of
their rights per Ed code what's the issue so I'll thank you thank you Jose Juan so I'll speak to that as well so um obviously the group in here is one-sided there's there's other there there's no I'm saying please listen because there are other people in this community that have a voice they may not they they may not please please let me speak there's other people in the community that have a voice the the reason for asking for policy and Ed code was so that we understand it if there is a need to go forward so that we can go to those people that have other concerns in the community we have something to give to them or point the direction or have them have them have Andrew Point them in the correct direction so
that was uh that's part of the discussion that's why I brought it up with Andrew to be able to give that to us so we had something to give or point to Andrew to point to that code or policy that's there already for them so that was it that's that's what I wanted to speak to Jose I just had the same questions as well as you know are there complaints you know what is the um what's you know where does this come from in terms of the you know the people that may are not in the room and how many people how many complaints that type of thing if we're going to make you know a policy change Andrew could could you uh speak to some of that in terms of it being uh I
will try thank you um so this item was actually requested by a board member board member is going to request agenda items so that's why it's a discussion topic as far as current complaints issues last year I'm aware of one parent complaint related to curriculum which was related to our sex ed curriculum um this year I believe we had we had another we had a complaint about um some of the no place for hate components that came to me but I I'm not aware of a large number of parents who are complaining about issues I know we generally every year we have a few parents who will request the sea curriculum and teachers make that available we notice parents about their rights and the annual parent notice and the handbook that they all have to
electronically agree to read I don't know that everybody reads them we can be on you know maybe a little honest about that and the font may be a little small so we can look at those but I do think we do make efforts to make parents aware of the rights that they do have because obviously our parents are our partners in this you know it takes it takes all of us to raise successful young adults and we have to work with our parents collaboratively in this so as it relates to this particular policy obviously this is just this is a sample from somewhere else um you know we have I do believe we have a lot of these components already in existing policy it's just they're spread out across multiple policies as parents have concerns
or issues or complaints I know they go directly to teachers they go to the principal very rarely do they get to me because I think most of the time they can be addressed that the teacher and the and the principal level but I'm not aware of issues that have come up that haven't been addressed and have got to me this year not to say that there aren't concerns or questions out there so if there's a better way for us to communicate to parents what their rights are you know that's obviously something that we should be looking at how do we do that um and I'm just I guess you know for me the the request to bring forward the additional information if that's something that you know the board would like to see we can
work on that we can put all that information together and then bring that back forward to have an idea of what parent rights are I will say I believe most of all of that is actually Consolidated in our parent annual night rights handbook which we're actually in the process of revising for next year so maybe that would be a place that we could start is um when we go through that revision process and I don't think we've done this in the past but we could certainly with you know several new board members bring that document forward and review that perhaps as a starting place if that sounds like a good place to start sounds good thank you Andrew um any further discussion on the on the topic well no thank you I appreciate that and
I guess and with an invitation right for any parents who feel that they don't have a clear understanding of what their rights are per uh information posted and the way that you share it through a handbook for the families I think it's totally appropriate and given the time of year and how busy we all are in schools and trying to close this Academic Year down I would say my recommendation would be to not pursue uh any tasks to add any more to your you and your staff um until we hear differently from the parents and I agree this is a really busy time of year and the reason that I did bring this up is because um I think what you said like this handbook that parents I think a lot of times for high
school kids they can read they're pretty independent and parents tend to just step back and then something happens and then the parents react and because and it's not like to blame anybody it's more of um because they didn't read the email they didn't read the fine print in something and I think it goes back to like the cards in the back and the um our community understanding we can't speak it comes goes to transparency that if parents do know their rights okay and if it says here oh I can talk to the teacher about curriculum maybe a parent didn't realize that then they it's rather than having their child come home with a project that maybe they don't agree with which is their right they know that they can go and speak to that teacher
and I think that's where we're losing especially with our minority populations also if a parent potentially doesn't speak the language they may not feel comfortable not knowing they have I I have many children where I've had the parish no you go in and talk to the administration this is your right as a parent um and they don't understand it so if in the handbook and we have a bilingual or you know multilingual that's what I was looking for it wasn't to say some of the comments were made about the board it was really to give the parents the knowledge and the transparency what they can do to help their child not to take away anything Kathy I appreciate you bringing up the um language issue because that's something we've been actively working on the last
year um we translated our lcap I believe for the first year um for last year to Spanish we're looking at more translations of documents and one of those is is going to be the parent handbook because I do think that's an important part of how do we provide all parents information related to how they can partner with us in their child's education so thank you for bringing that up and reminding me and the last thing is just like you said it is a partnership and I think some parents just understand I don't know if I should make this comment or not I I will say um as far as parent complaints I I had said you know we had one last year that's excluding Athletics I just want to qualify that had a number of
athletic complaints um which kind of skew that number but okay so I'd like to move on to uh the J2 that was actually change from Jay which is the Rio Memorial Field resolution uh that was moved to K4 um emergency protections which we have no discussion criteria did I pass them thank you Lee um we're moving on we're moving on to uh K or is it connect with me later that was in consent um Memorial uh and in to Jose Juan's uh discussion part of it I agree with that I think it's uh there should be the policy looked into on how that's done um I'll speak to the memorial itself uh I I the the the the uh young man I knew him personally I coached with him personally uh he he did and
has for actually Generations now um been a symbol of of pirate Pride and uh his father as well after he was uh killed in that automobile accident he um his father was broken and um was able to gain back his you know his family by being a part of CNS high school and he he did that for many years coach greenec I'm not sure how many years it was but I know it was probably 35 plus years maybe closer to 40. uh and uh just the epitome of family um pride in our school so it was uh I think it would be a great memorial for for that and as a board member maybe I shouldn't be speaking like this but that's that's my opinion on it so in personal opinion because it's close to
my heart as well so but again policy uh if you want to speak to that again one more time yeah no thank you I your your sentiment is heartfelt and and I think it's really important when when we can to honor uh folks that are contributed in very positive ways and they don't need to be the top Educators they're simple team members who sometimes emerge and they're good leaders in their positive role models for adults and students and I think that's really important the reason why I asked for this to be a part of the discussion today is book for us to take a little pause and let's look at it from The District's bird's eye view so we don't miss anything so the questions that I had were what are what are the past
practices in honoring uh pirate family members you know students or adults is there a procedure I understand there's already a policy I'm not actually in questioning the policy it looks like just about anybody could take a Podium and recommend uh that somebody be honored and that's great there are a lot of different examples of ways in which can be done I think though if there isn't a system in place to help solidify a the system system ties assist to systematize a process so that it is core and it is valued and it's here to stay right so the next questions I would have will there be a criteria uh can anybody be um honored and what what would that look like I would imagine uh that they're probably more folks who will merge in terms
of who we might have missed along the way or who want to be memorized in one way or another and so what I wanted to propose is one to get give the board some context for how the district has done this in the past if they have especially naming a building or facilities after a staff member or Community member right and if it is what was their process and if not my recommendation would be to put together a committee that is representative of our school district and come up with a criteria for how we go about memorizing honoring people and definitely it sounds like the real father and son left a lesson impact here for a lot of you I was in here for high school but I can see it the power behind that
and so we are bound to get requests and if we don't have us process for it it's going to be really easy to perceive favoritism or popularity and that sort of thing So to avoid any of that I think it would be really important so that's what I would say identify a committee that works with a couple of board members perhaps as part of that and a cross-section a representation of our school district so that it's a bigger lens and come up with a criteria about what are the characters what are the qualifications if you will for that and how and where would that take place just as a I wanted to throw those out as ideas to follow up is there anything that can be presented tonight of historical nature well we have Terry
here but sorry that didn't come out right um Terry Terry has the history of the last several years um so we can ask Terry if are you aware of any name uh namings or memorials that have been done not as an actual bill not of actual bill I mean like we've had trees or we've had plaques or we've had the Sundial for Anna Brady but no actual building or facility has there been a process for those well nobody's really come for I mean well not for buildings but for the the tree or the memorial plaque or other than they just request and most of those people have passed away so it was and where those requests brought forward to the board for approval I don't believe so I think it was a local like a
principal decision that we planted a tree out here we put the Sundial we have the Manny Silva black out front um okay so we weren't following policy back way back when um before we were all here yes good point um so just I don't mean interrupt but was the I thought this building originally or not originally but at one point was the man E.J Silva okay yeah something was named okay there are yes yeah that's why okay yeah so Peter is also our historian yes understood yes so if I can just just comment on process and procedure currently the way the board policy is upon request the board shall consider um and that that policy is current um so I think if if the desire is to revisit that and then come up with some
other alternative or different process um we would have to agendize that and put it on as a discussion or action item to how to move forward but we do have a request before the board now um so I think we may be talking about two different things is what do we do with this request versus what is the request process look like moving forward if I'm hearing that correctly yeah thank you for that and I really appreciate you know that there is a remembrance of the different places and times when people have been honored in various different ways and uh just in terms of the district it would be great if there was a way to bring all of that together and and memorize it uh and celebrate it and add people to that um
I think what if this is more what if it's a question to you uh keeping the current requests with uh Carl and Jeff Rio front and center in terms of that request still in the table it's still there we just need to come up with a system that we can articulate and facilitate for other folks who want to bring other names and and again right this could look a lot of different ways and that's why I think it's important to bring some Minds together to think about that and be proactive about how are we going to move this forward because it sounds like there's a lot of interest from from the community to do so I I agree with your idea of having you know policies and procedures and I'm thinking though that this you
know and as sad as it is to say the plaques and rocks I'm assuming that are around trees are because someone passed away and and they had they had some impact on the school and they wanted to memorialize them where it sounds like these two this sounds like they as far as a sporting facility goes it seems so appropriate with their impact on so many kids over so many years but to your what you're saying that well do you want we don't want to lose out on other people that might be like the jerseys you see in a gym you know like the different people that come through but I wonder if there could be a wall of um what do you call it I'm not a sports person like a a wall where you
could say Jose Juan from 1958 or somebody Superior you could put a plaque up or something down the line so it could be a memorial for all Pirates overall you know at the does that make sense I I was just gonna I was just gonna make a comment that I think we should be careful not to get into discussion on an item that we haven't agendized I I agree that's a great idea brainstorming ideas I don't want to close that down but what I would suggest is so keep we have a discussion right now on the Rio Memorial Field as a discussion item um what I've heard is a potential bring forward an agenda item at the next meeting where we talk about a potential policy revision or additional language on how to process requests
that are made to the board either through a committee or some other idea but that would be a future agenda item where we have a discussion and then what I would look for direction on is for this particular request that is in front of the board now is a discussion item does the board want to see that come back as an action item for action for next year so it'd be or for next agenda item or next sorry next board meeting so it'd be two two future agenda items that's the next meeting we could we could still vote on the Rio tonight and agree to agendize the policy of future requests no we we could currently vote on the Rio request as it stands yes um Gary you didn't put in a card I apologize
well I can't I can't do that Yuri I apologize um so so the uh we can vote on it as it stands as a discussion item and and pass it if we'd like we can table it um for further time and uh actually moved to put uh uh what Jose Juana suggesting have maybe a committee formed or something like that uh put on the agenda for next time so I think the real item would be um uh tabled until we come up with a committee uh some kind of a process for further requests to us as a board or future boards down the road that gives them some guidelines to be able to uh be fair on how the process is done I I think that's where you're going I agree that it should be
okay so so is there a motion is there well we're not voting no no I want to ask for a motion to to table this this item is that is that appropriate to for future the um there doesn't need any emotion okay okay fair enough no action on that item no no there's no action but and what I wanted to add is um we are not questioning uh its importance you know whether or not these two men were worthy or not and um I think that it's really important that we take our time so that the next board meeting is only two weeks and not rush if we're going to use a fair process of bringing people together to be thoughtful and coming up with a system that can be lasting over time there's no
real rush I think um because I imagine it also is going to take some resources as well and so yes to be brought back uh but maybe not the immediate next meeting but give us a little bit more time so that the committee can really do some authentic work around a thoughtful plan that they can bring to the board and then we can take action on that and the other does that make sense because some of the committee I would imagine will come to us with ideas similar to what was just shared in terms of what this memorization could look like yeah yeah I I I I guess I'm just looking for clarification or board Direction um doesn't necessarily have to be a vote but maybe consensus um with this item particularly the real Memorial
Field proposal resolution would be to I think I heard two different versions from two different board members I need some clarification one would be to bring it well there was a question about voting now but one would be to bring It Forward for action next at the next meeting and then also bring a discussion about a committee process or some kind of process for evaluation so that would be two items the other version I heard was to not bring the Rio Memorial Field back but to bring the conversation around the committee process back and then do that process before bringing the Rio Memorial Field back did I get those two I heard I heard one right and then did I hear the other one too the first version yes okay yes you did so I
just need to know I need some direction on which way I'm going at this point so is there a consensus to uh move forward with Jose Juan's suggestion on discussion at the next meeting for for a performing committee how do you how do you guys feel about it I this is not my area of expertise and so I you know I was ready I've read so many amazing emails about this you know these two men and what they've meant to people so I was ready to vote and go for it I understand Jose Juan's concern about having a policy but at the same time I'm I'm struggling because I I think it's a it's an honor you know and it that we could you know is helping to move forward with well I can just
clarify we have a policy and the policy doesn't really Define a process so we we technically are following the process if by bringing it forward now that's I just want to clarify yes so what I'm hearing then is because I'm with Sherry as well um that I was ready to move forward because of just the the history of this but then um so could we bring It Forward for discussion or whatever y'all you know what I'll just do it I'll ask for a motion to approve the Rio Memorial Field is there a motion it's that simple my motion to approve well I I have a question about process at this point since this item is now in discussion it's not an action item any longer so so I think we're getting ahead of ourselves here
and taking action in a discussion item so I think so these are actionable so my understanding and I'm again we don't have legal counsel here at the moment but it was originally an action item so notice to the community was provided as an action item the board did vote approve the agenda moving it to discussion but I believe the board can take action on discussion items if they so choose that's my understanding based on the language that's in the agenda um since this the policy he said the policy was in place when this was brought forth so I'm trying to think of the public since I'm not invested in this at all is that they were responding appropriately to bring it to the board we agreed to put it on um what am I missing
Sherry can I so there is a motion on the table to approve the real Memorial Field if there is a second then we can move to vote roll call please Terry Mr Johnson aye Mr Urbana no on the basis of what I've already stated before thank you Miss Grace Velasquez aye Ms Noble hi may she have hi motion passes I would I would like to say though for future agendas to put on Jose Juan's idea because I think it's a great idea moving forward I I would agree with that 100 percent you explain so the new foot the football field will be named the Rio Memorial field Memorial Field so we can move on to board matters I do have a request October was it October 10th um I have a conflict on October 10th
that I forgot about that it's been on the calendar for a year October 10th is there any conflict uh on the 17th if we were together I originally had asked I I originally asked uh for that switch because I do have a conflict on the 17th and we agreed as a board for the 10th yeah and they messed that up so what I'd be looking for from a staff perspective but certainly willing to work with you all would be the 24th as a possibility I don't know what yes the next one is the 14th so it's uh one two it's basically a two-week turnaround but uh we can't go back and much really and the 24th okay I think I would I guess we're supposed to we're still on so I would not be able
to commit to the uh 24th I'd have to check my calendar so what we'll do is we'll send out dates um we'll send that out as a poll with Terry looking for dates um we we can do a different day of the week generally we've been sticking to Tuesday let's use our mics because people are still like streaming for those streaming my suggestion is maybe because there seems to be some conflicts with several of the Tuesdays in October to potentially throw out some dates on a Monday or Wednesday or something else well we can certainly do that oh sorry that's my alarm so I'm actually gone that whole week uh the knife let's see ninth through the 15th so I could either go before or after if it's a Monday or Wednesday that doesn't matter
to me I mean we could but no Jose one are you uh you so you can't you don't have your calendar in front of you to be able to take a look at that no um but if Andrew's going to be sending dates we'll leave this open for a discussion uh next time around okay that's perfect yeah we'll send we'll send dates out around that area fair enough so that we don't push up too close to the other board meeting dates okay all right so then we will move on to close session uh the time is 8 30. yeah it's time to remind me oh for the for next week okay perfect thank you
