001Recording in progress. Here we go. Okay, welcome. This is the regular Wednesday night meeting, November 12th, 2025, with the Solana County Office of Education. Actually, Board of Education. So, first off, can we get a Pledge of Allegiance, please? Okay, sharp. Stormy, I pledge allegiance to the flag of the United States of America. And to the republic for which it stands, one nation, under God. Indivisible, with liberty and justice for all. All right, thank you for joining us. Can we get a roll call vote, please? I mean, a roll call. Trustee Coleman? Oh, here, ignoring what I was saying. Trustee Sharp? Here. Mr. Cheek? Here. Christy Quan Thompson? Yes. Trustee Dean? Here. Trustee Dunn? Here. Trustee LaValle? Here. Alright, moving on, approval and adoption of the agenda. I'll entertain a motion, so moved. Second. It's been

002moved by Cohen Thompson and seconded by Trustee Sharp. Trustee Cheek? Yes. Trustee Cohen-Thompson? Yes. Trustee Dean? Yes. Trustee Dan? Yes. Christy Lavelle? Yes. Trustee Sharp? Yes. Trustee Coleman? Yes. Moving on to the consent items, all matters listed under the consent items are. routine and will be enacted by the board in one motion. There will be no discussion on these items prior to the time the Board votes on the motion. Unless members of the board or staff request items to be removed. From the consent calendar for discussion and individual. consideration for action. Are there any items that should be removed from the consent calendar? Hearing none, can I get a motion for the consent calendar? So moved. Second. The move by Trustee Cola-Thompson, seconded by Trustee Dunn. Trustee Cheek? Yes. Trustee Cohen-Thompson? Yes. Trustee Dean? Yes.

003Trustee Dunn? Yes. Trustee Lavelle? Yes. Yes. Trustee Coleman? Yes. Comments from the community, the County Board of Education is aware of the importance of providing an opportunity for community members to address the board regarding matters within the Board's jurisdiction. That are not on the agenda. I was wishing the speaker asked to submit a request to speak for him, or submit comments electronically in real time, but prior to or during. consideration of this item. Requested speak forms are located near the meeting room entrance. The board president will recognize those who wish to speak in order in which the request to speak forms. And our electronic comments are submitted. Do we have any first electronic comments? Okay, hearing none, we have one. Request to speak from Dr. Ramona Bishop. Where's yours, 3 minutes? Yes. Since we only

004have one comment. Yes. Good evening, everyone. I will not Terry Long, President of the Board. Ms. Coleman, Superintendent Dr. Parr. Um, county board members and friends. Um, I'm Dr. Ramona Bishop. I'm the visionary of. I'm here just to present some information, not really just about Elite. But countywide, about the CASP. California Assessment of Student Progress score. Can you hear me? Oh, it would help to press on, okay. Um, I'm very proud of our elite staff. As you know, we've been in. operation for about 6 years now. We're in our 7th year, and so I always sit down and do a comparison. County-wide, wherever I am, and so that's what I did here. Um, what you are looking at is the, um, assessment of student progress, students who scored proficient or advanced, either. Um, meeting the

005standards or exceeding the standards. I did a simple color coding. At the top, English language arts at the bottom, Mathematics. What you will see is elite compared to every. school district and every Vallejo-based charter. And the easy way to look at the color coding is first is gold. Like the Olympics. Second is silver. And third is bronze. And so, when you look at elite under English language arts, you'll see. that our English learners are the highest in the county and of all Vallejo-based charters. For, um, students scoring proficient or advanced in English language arts. And then when you look at mathematics, you'll see. Oh , by the way, the state is there too. So, um, the state level is there, so we even scored above the state level. And then for mathematics, the same for

006Black students, every single district in the county. Every Vallejo-based charter and the state, we outperformed. For English learners in math, the same. And for students with disabilities, the same. And you can see the others across the board. For us, this is not just about Elite, we like to learn from other schools or school districts. So we'll be studying what they're doing that we're not doing so we can accelerate even faster. Lastly, on the back page of the front page, so the second page, you'll see our continuous improvement year over year. And you'll see, um, how we accelerated, especially in this year. Typical improvement for a state, um, for the state is about 1.5%. Each year, growth in English language arts, we increase from year to year 4.41 in just this one year. And in math

00711.55 percentage points in just this one year. So we celebrate, um, with this board, because you are the ones that authorized us, you are the reason we exist. So we hope that you will celebrate and scream these from the rooftops, because our students are doing it. Our staff is doing it, and it's because of you. Thank you so much. Thank you. Thank you, Doctor Bishop. And for the chart, it's very helpful. Correspondence, Dr. Harr, is there any correspondence? There is no correspondence. Superintendent's report. Okay, superintendent's update. We have Student of the Month. Deanna? ?? Dina? Vanderhoof. And we have George Wales as the teacher. Special education, and Emmanuel Manny Medina. Lucio? Where are you? Um, good evening, President Coleman, trustees, um, Superintendent Parr, um, colleagues and guests, my name is George Wales, um. I'm here

008tonight to welcome . Uh, SCOE special education student. Uh, Manny? Um, his mom Maria and his father, Jose, along with, um? ?? Their family members tonight, and to our, um, Manny. I've been meeting Peter for the past 4 years. May is an energetic and joyful senior at Wilsonwood High School in Vacaville. He has truly blossomed over the last 4 years. Yes , from the school? ?? he always comes to the school with a smile and loves talking with his classmates. Um, the class staff, and just anyone on campus. Um, Manny has shown a lot of perseverance in class, and recently he scored high enough. an English language proficiency assessment of California test to be. be classified as an English learner. Many have exceptional skills in Spanish and English. And can understand conversations in both languages.

009Benny's always looking for opportunities to learn, and will sometimes ask. A class app for academic work, even when it's free time. Yes, our class is incredibly proud of his funny, lovable, outgoing, social butterfly. and are pleased to announce that him is the Solano County Office of Education Student of the Month. You're so proud. Thank you. Let's go. Randy's such a tough cookie. I know. Do you have his disabilities that he wanted to be here tonight as well, so we're so proud of you. Thank you. Okay, this is good. Everybody good? Yeah. All right. You're a very popular, Manny, so we got a lot of cameras here. All right, 1, 2, 3… All right. 1, 2, 3. I'll take another one. One, two, three. Okay, last camera, we're gonna do some more. I wasn't lying. A

010lot of paparazzi here. All right, and now we're gonna do a little video, and when I say 3, every reason I throw 3 in and say congratulations, Manny! Wow! 2, 3! Congratulations, Manny! Thank you. Oh, looks like somebody's in. Dodgers fan. Here they are the jams. Yeah. Thank you. Thank you. Congratulations. Okay, so we have, next, Dr. Valerie Garrett and Nicole Ruiz and Linda Pitts. Here to talk about Juliah Armstrong. Good win! To honor her. Okay, hold on. Yeah, we're gonna stand right here. Whoa! Yeah, over here. I know, it's a cute picture. I know, she's a beautiful kid. Good evening, trustees, Superintendent. Pard, colleagues, guests, and those joining us virtually. It is our sincere pleasure this evening to present to you Ms. Jalea. Armstrong Goodwin. I wanted to make sure I got all of

011her names. Um, I want to explain to you why this beautiful young lady, inside and out, was selected unanimously. by our staff to be the student of the Month. This young lady works so hard on all of her classes. She has a positive attitude about learning. And when we checked her ingenuity coursework. She's working on her classes hours after school and on the weekends. For hours. She is a dedicated student and a true gift to us all. We just want to say to her family that is present here this evening. Thank you for allowing us to be a part of your daughter's success story. She is a beautiful young lady, and the reason why all of us have been committed. to be educators is to have young ladies like this. So other students that it

012can be done. So we thank you for being? ?? allowing us to be a part of her success story. And again, to everyone who's listening, let Jalea be an example of what can be done. when you work hard and you stay committed and dedicated. And Jalea, I just want you to look. At our Board of Trustees, our superintendent, they're all here with us tonight honoring you. So, on behalf of Golden Hills Community School. As part of the Solano County Office of Education. Family, it is our pleasure to present to you our November. 2025 Student of the Month, Ms. Shalaya Armstrong, Goodwin. Okay. Oh my gosh. I look crazy. Oh, no. Hello, Mister. It's pretty popular , too, so we got a lot of different cameras running, too. Alright. What? Oh, I'm so sorry. It's alright,

013that's over here. Alright, 1, 2, 3… My young daughter would say, if I ever treat it this way, I'm in big trouble. Yeah, right? Yeah, the kids will tell you. I know. Okay, now we're gonna do? ?? I just want to say, for the record, I know I look young enough to be her father, but that's my granddaughter. say congratulations. Throw up your hand. 1, 2, 3, congratulations! Oh, yeah. Today's Wednesday, so she's good. Julia? Okay. We are going to move on? ?? to SCO program services highlights by Dr. Andrea Lamos and. Priscilla Romello. The mic for myself? Hi. Good evening, President Coleman, Trustees, Superintendent Parr. I'm happy to be here this evening to present some highlights for the month of November. I'm excited to share, um, just some brief? ?? so, next slide, please.

014We want to just share some highlights. Sco's program highlights reflect our commitment to aligning leadership. Collaboration and support in action are guiding principles. Demonstrating how these guiding principles come to life across our organization. While acknowledging and celebrating these successes. We don't stop there, and we continue to? ?? we utilize the continuous improvement and growth mindset. To reflect and build upon what worked well, to achieve even greater growth and success in many areas across the organization. These are just a few timely items we'd like to highlight for this month. Okay, next slide, thank you. One of them is related to our special education curriculum implementation, and so previously. This alternative curriculum for our students with extensive support needs was called. unique learning systems. They have changed their name to Everway . And we want to acknowledge

015the special education team for their tremendous efforts in seeing results. and implementation of their curriculum, as well as engaging students and teachers authentically in the work. I wanted to acknowledge the leadership of Siobhan Dill and Clarissa Tuttle, as well as our other program administrators. Special education teachers, support staff, paraeducators, and others who made this work. Possible. They have actually been working within a professional learning community system that they established. Several years ago, which laid the foundation for being acknowledged by this organization to be a statewide and even West Coast lead in implementing this curriculum. for students to access these. Um, core curriculum that are adapted for the needs of the students we serve. And so that's a pretty . I, um, recommendation and recognition of this important work that they've been doing, and. This continuous

016improvement mindset is, you know, it started with these professional learning communities and then. Evolved over time into being able to have everybody aligned to really implement. the curriculum, and acknowledging that there's still room to grow. So I'll just share some of the data, and also knowing that, you know, so? ?? Here are some of the highlights of the data, um, where teachers with students seated 94% compared to the California average of 75%. So, am I touching the screen? Oh, okay. Um, students with login set up, 97%, well above the 96% average. Teachers logging in, 94% outpacing the state's average. Students logging in, 92%. or 52% up from 35% in August, higher than the 34% statewide average. And then teachers administering benchmarks. It's nearly double the state average at 58%. So, we know we have room

017to continue to grow, and yet. We know students are getting access to curriculum that they can access, actually . We're excited about that, and while the team is honored to be acknowledged in this way, there are a couple quotes up there. commending the leadership and implementation. They continue to reflect, learn, and grow together. and continue implementing the standards -aligned curriculum for students in our extensive support needs program. I just wanted to give you that highlight. the highlights. Okay, so next slide. This slide, um, is related to a recent presentation that Priscilla and I were able to do at the statewide Grant Professionals Network. For county offices, and at the end of October. We and members of our business team, so collaboratively went to this conference, and. There were about 150 attendees from county offices and

018districts across the state. And we were selected among a small group of people to be able to present. There weren't tons of presenters, so we felt really. Um, privileged and honored to be there to share the collaborative work that we do across the organization. Um, our session was well attended. And the feedback was very positive. We got 4s and 5s out of 5, and we really heard a lot of. feedback around how important and helpful the work was, and we're going to go through a little bit of the presentation we did just at a high level. to share, but really the collaborative efforts between? ?? we heard comments about, wow, you talk to each other in the business department and with the programs, and you have systems set up to kind of. You know, keep

019track of where the grants are, and we know this has evolved over time, and we'll talk a little bit about that, but. It's a continuous improvement process with the grants. Um, they were surprised by? ?? we shared a couple videos that you have seen. I'm the one with the spinning salmon, and one with our community schools grant, where we had visitors from. The legislature and others come, and they were really, um? ?? surprised to say, oh, wow, you can tell your story that way, and it brings it to life, and it really helps people on the business side, or who are doing a lot of the paperwork, really see the impact of their work. With this narrative that's being shared, and so we got a lot of really, um, thought-provoking feedback from the participants, and

020we, you know, were really able to, um. to share, you know, some of the great things that were happening, and bringing also voices into the room of students and our team. Over at the conference, and so we want to actually encourage our business partners to be part of future presentations to share that collaborative. We're just going to share a few highlights from our presentation, so you could. Um, see some of the really high-level pieces. The next slide, please. We really do see this as a journey. We know that. Where there's always room for continuous growth and reflection, and that's what we truly do. Um, this grant work and other collaborations are ongoing journey of growth and learning. The support districts, students, families, and the community, and so? ?? even just how we have approached the

021grant process, and over time, so we know organizationally. Or we, you know, we're all on the same page, IT knows about it, our facilities and maintenance knows about it. Ed services, the superintendent, everybody's on business on the same page, so there aren't surprises. And again, Priscilla's going to talk about the continuous improvement process with that. And I'll turn it over to our amazing Priscilla, who is going to share the next parts of this presentation. Okay, so this is one of the slides that was presented, um, at the conference, and it is something that I believe, um, the board has seen previously. It's a snapshot of the grants and funding buckets that Solanoma County Office of Education manages, and it's from our annual newsletter from 2023-2024. Um, and, um, the PIO department is currently working on

022the next installment of the annual newsletter, which will have the grant information for the 24. 2024-2025 school year. Um, next slide, please. So this slide was also presented, um, at the conference, and both Dr. Limos and I thought this was a great slide to just capture. The, um, the concept of, um, improvement science. It's a graphic that captures the key principles of improvement science with learning as the central focus. Um, based on that quote there, by the very nature of systems, each of us. only sees a part of the system. The problem is, the part we see is very compelling. So the one who touches the leg says it feels like a tree or a pillar, the one who touches the trunk says it's like a snake. The one who touches the tail says it's

023like a rope or a broom. Um, this graphic is a reminder that as an individual. We have our own perspectives. We each hold a piece of the bigger picture. And to better understand the bigger picture, or this system as a whole, we must be open to learn from others. And multiple viewpoints to gain a fuller, more accurate understanding of reality. Next slide, please. So this slide was, um, offered, um, at the Grant Conference as a graphic of. Um, the key principles of improvement science, so it starts off with understand the problem and the system that produces it, and then it goes. Clockwise, so focus collective efforts. Generate ideas for change, test and build evidence. And spread and scale with always what's next in your learning journey in the middle. Next slide, please. This was a

024graphic, um, offered to, um, demonstrate and show the system. Of the current internal SCO grant monitoring process. And it highlights how the different departments play a role in each of the different steps along the, um, grant process. Next slide. And, um, Dr. Lemos had mentioned this previously. This is one of the, um, videos we had shown at the conference. Um, we presented this and another video to tell the story about some of the work that is centered around the specific. The specific grants that we, um, at Solano County Office of Education had received. Um, and the videos not only showcase the collaborative efforts of business. PIO and the programs, but also highlighted the why behind our work. Giving our students voice and giving our teams an opportunity to reflect on. and celebrate their work behind

025the scenes. Next slide. And this slide, um, is an overview of. The SCOGE grant tracking process, um, aligned with improvement science principles. So I offered this to the attendees. With the Improvement Science Principle, and then giving them an example of how it might look like from the grant management side. Um, next slide. And this is a slide, um, a screenshot of a recent, um. conference that was, um, presented by HOR and payroll staff, and although HR and payroll are outside of Ed Services. Dr. Lamis and I wanted to share this recent CASBL presentation as just another example of our guiding principles and actions. Feedback, um, on this presentation was actually shared with me at the grant conference. Um, and the presentation, um. The feedback for this CASBO presentation was very positive for its demonstration of

026collaborative. Collabor - collaboration across departments. Um, next slide, please. I think this is Doctor Lin. And I thank Priscilla, for her efforts in bringing? ?? she's been in the organization for many years and understands. the systems and people to go to and how to make the connections, and has been really instrumental in. Building her skills around improvement science, and then putting that into practice. Um, I wanted to just highlight this. We, um, have our District Assistant Superintendent's community of practice, and. That has evolved over time. A lot of it started. During COVID, um, we would meet with the . different teams from districts and different roles. Um, but during COVID, we were meeting more regularly, and that continued even afterwards. And this year, through continuous improvement, getting feedback, engaging in needs assessment. We, um, received

027feedback that it would be helpful to learn about promising practices, but also. People were willing and wanting to go out and see what was happening in other districts, so? ?? Most recently, Benicia hosted us to go do a walkthrough of Robert Semple, and just really look at. That, you know, the successes they've had in, you know, their implementation of work over time . And giving some of the other assistant soups , um, a chance to look at, um, have discussion. There were? ?? we ended up having 3 people from the districts come out of. 6, because things came up last minute, other things. That was very meaningful in the moments we walked through classrooms, we were able to have really great discussion about. how they're looking at data, using that in classrooms, and. seeing improvements

028in their work, and so that's another example, um, you know, and then other topics in between the visits. Looking at LCAP assessments, accountability kinds of things, um, different changes in legislation, so that. We can come together countywide and understand what's, you know, happening there. So, I wanted to highlight that, and? ?? The final slide? ?? is our special event tomorrow, which we hope. As many people as possible will join us at, and this is another collaboration, um, special education, workforce development. The PIO and many others making this possible, and if you haven't been. to the red carpet event. It is wonderful, and the movie is shown , there's a red carpet where . Students are able to go and enter into the theater, and just a really wonderful event, recognizing their hard work, their learning,

029and also just themselves as filmmakers. And so, um, we've had students, you know. really grow in their love of that work and continue, you know, in that pathway. So, um, exciting, and it has a fun theme, lights. Cameron red, totally 90s, totally inclusive, so excited. I know the PIO team has been working. Um, to really get everything ready to go for tomorrow, so we hope you make it. So that's another? ?? If I'm highlighting them, the last one is thank you for letting us share some. Some highlights. Do you have any questions? I'm saying that? Thank you, Dr. Lemos. Thank you, Priscilla. The updates, now I'm going to call up. Dr. Tacey Rogers. To give the annual Williams report. Good evening, President Coleman, Trustees. Superintendent Dr. Parr. I'm happy to be here this evening, and

030President Coleman, if I may just share greetings with Dr. Pars, my first. A board meeting under your superintendency, so excited . And thank you for your leadership. Thank you, President Coleman. My name is? ?? Dr. Casey Rogers, and I'm here to present the annual report on the Williams Visitations across the county. We present this report to you each year as a part of our requirements under California Education Code. And in your packet is the letter that summarizes. The visits that we completed this year. And we will just walk through that letter together. As a part of our visitation. We visit schools as identified by the California Department of Education as meeting one of three criteria. That's how the letter starts off. And it shares the criteria. as visiting schools. Eligible for comprehensive support and improvement.

031Or schools eligible for additional targeted support and improvement. Or, schools were 15%. Or more of teachers are holder of a permit or certificate. Such as a temporary or short-term permit. A substitute permit, a waiver. An intern, or any authorization that's lesser than. A preliminary or clear teaching credential. Of these schools identified by the California Department of Education for visitation. 25% of them are to be visited in an unannounced fashion. Simply meaning we just don't disclose the date of our visit. During the visit, we're checking for 3… checking 3 areas. Number 1. The sufficiency of instructional materials in the core content areas. English Language Arts, Mathematics. History and social science and science. As well as world languages and health. We verify the condition of facilities. To ensure there are no emergent . Um, threats to health

032and safety of students and staff. And lastly, we verify the accuracy of the school's . School accountability report card that we reference as SARC. On page 2… Of the document, we list the, um. Areas of the facility visit. And we list the definitions of teacher assignments. And also what it means to have sufficient textbooks or materials. And the two? ?? Additional items in your packet. Chart A includes the list by local educational agency of schools visited. And the grades that each of those schools serve. And again, this list is identified based on the three criteria, um? ?? called out by the California Department of Education and California EDCODE. So that is Chart A, that's the first attachment. And the last attachment? ?? shows a summary by local educational agency of the results of the visits.

033That is for each of the criteria we named. The percent of schools with sufficient instructional materials. The rating of the facility inspection, the number of schools that received each rating. The percent of schools visited with. Accurate school accountability report cards. The percent of appropriately credentialed teachers, and you see that column is listed as TBD. That is because we received that data from the California Department of Education. And it is currently being certified, and we expect to have that data by the end of November. is typically when it's received. And at that time, we will present the findings for each school. to Superintendent Parr. And we'll provide you with an update through her office. Lastly, chart B shows the list of unanswered complaints. in relation to the Uniform Complaint procedure that we monitor throughout the year.

034For all schools across the county. accept charter schools. And that concludes the walkthrough of the annual report, and I'm happy to take any questions that there might be. Nice to see you. Thank you. My question is, um. I see you on TV the other day. On the Board of Supervisors. Oh, you did! I was, like, TV! Oh my god! I just want to call out, I did want? ?? my? ?? Perhaps everyone in the county has watched that meeting now, but? ?? Uh, I appreciated your efforts very much, both of you, so I want to? ?? mention that. We were watching. Thank you. Very exciting, but? ?? Um, but turning to the task at hand. I think I heard you say that 25% of the visits are unannounced. So, this chart B, which says 100%,

035100%, 100%. 25% of those were unannounced visits, and yet they still performed at 100% level? Yes, so it's unannounced in the sense that we, our team, doesn't disclose the exact date that we will be visiting. However. Because the California Department of Education produces the list for us and shares which schools statewide. Hard to be visited, they know. Additionally, these requirements under Williams Act legislation applies to all schools. Whether or not they're visited. So we should all always be ready, and they typically are. Okay, very good, thank you. Steve Lavelle? Dr. Rogers, could you explain that last column on chart B? He said the number of unanswered complaints in relation to the uniform complaint procedure. doesn't apply to charters. Can you explain that? Yes, thank you, Trustee Lavelle. Um, so? ?? The requirement to monitor, um,

036unif -. uniform complaint procedure doesn't apply in the ED code to charter schools. Um, public school districts are required to have a uniform complaint process by which. Uh, staff, students, parents can uplift any complaint with the . local educational agency. Charter schools are not required to have that same process. Some do, but it's not required in the Ed Code, and since it's not required. We do not monitor their status of it. Thank you, Doctor Rogers. Thank you, thank you. Okay, next on the superintendent's section is. Quarterly report? ?? Williams Uniform complaints, and there are no complaints. And next, we have? ?? jazz veins, right? Director of Community Partnerships and Initiatives. Talk about UB Charter School. Thank you. This is on? It is now, thank you. Good evening, trustees and Superintendent Dr. Parr. The team will

037be sharing with you tonight, uh, updates to the LEEP documents. We're going to start with the narrative. Um, Dr. Bishop already shared some of her highlights. I have some highlights to share as well. celebrations when looking at the CASPP results, which is one. part of the dashboard data. Overall highlights, there was steady performance across subjects. Elite Public shows consistent results between English language arts and math. Indicating balanced instruction focus in both literacy and numeracy. Comparable to local districts. Elite's ELA math scores. are close to or above those of surrounding districts when compared to. Vallejo City Unified and Dixon Unified. And demonstrating competitive academic outcomes. When focusing on English language arts. stronger outcomes for their Black African American students at 25.82%. Of Black African American students met or exceeded standards well above the rates in Vallejo

038City Unified at 17.15%. And Dixon at 23.08%. They have a solid foundation for socioeconomically disadvantaged students. With 20.89%. of students meeting standards, and Elite is performing close to county-level peers. For their English learners, showing growth potential. 12% of their English language students met or exceeded standards. higher than any? ?? than many comparable districts showing promise as language supports to . Supports continue to strengthen. And mathematics, strong math outcomes for their . Black African American students at 26.37% of students. Meeting or exceeding standards. highest percentage among local districts. And they're Hispanic Latino students performing above district averages at 22.32%. That met or exceeded standards. Again, higher than most neighboring districts. Signal? ?? signaling success in targeted math instruction. Students with disabilities, they're at 14.29%. met or exceeded standards. Notably higher than Vallejo City, Dixon, and Fairfield

039Sassoon. So we look forward to reviewing the new dashboard when it is released on November 13th. And its potential impact on the snapshot. Elite was able to meet with SCO staff on November 5th. Are there any questions about the narrative? Um, just to check. Thank you, and I would like to congratulate Elite on the, uh, growth. Of the students in the testing, you know, I mean, that's exactly what we wanted. We see that, so congratulations to Doctor Bishop and the students. Suddenly and. But I was just gonna mention, because I remember we had talked before about this one sheet, the monthly review snapshot. Yes. Where it says, needs attention are in progress. Yes. Um, so, it looks like there's more needs attention than. meets expectation. I felt we was going to change that title. We

040have needs attention to, and it says slash in progress. Uh-huh. Yes, I think last month we had talked about. Um, whether in progress worked. For? ?? That was the change we made. Oh, so we just leave Ani's attention. We're not gonna? ?? No, it was needs attention slash in progress. We had discussed, I think, at the last? ?? Okay, board meeting to? ?? and it's getting attention. Okay. Okay. So, from nature's perspective, when it says needs attention, it's kind of negative. So I was thinking that to change the , like, needs attention. meets expectation needs attention are in progress. Maybe that could be a whole separate column. We did this last? ?? I know, so that's why I'm not sure why it needs attention is still on there. There's some things that need attention, but

041they're also in progress, and that's why. We're still following it. That's why the in progress was added, so it's not just needs attention, but we already know that something's being done to it. And then it'll move off of that when it? ?? Need some more attention. Okay, so I was thinking maybe meet expectation. in progress and needs attention, like, a level of? ?? You know, because? ?? base expectations, they've done it. Needs attention. Needs immediate attention or some type of attention. In progress when you guys are. working through it, so I think those are two separate categories. I think it's up to? ?? Yeah, I think the consensus last month was that? ?? I wasn't here last month. That's why you didn't give up. And that's why the rest of us did. Yeah, but it

042just makes more sense because needs attention, I would think. For the administration that you really need to be working on something when it's in progress, it's just closing, you know. Putting final, uh? ?? Cloud on the I and the cross on the T. So, I wouldn't put those in the same category. So we're saying those need attention. And it's in progress. And it's in progress. Yeah. You guys go on it. Is that? ?? I had a? ?? Sure. Uh, the one that's on the screen? ?? oops. Looks at the matrix, you want to move to that? Oh, I'm sorry. Are you ready? Okay. That's okay. Um, updates to the matrix are, um, items that were received after October 16th. We have the master schedule for November. Certificated staffing list for November. Substitute log for October.

043Seabeds , cash flow for August. Bank statement for September and September. Yes, questions, yes. And Section 19, Oversight Fees. There's a note there for the first time ever about no invoice for oversight fees for October and November, since there's still a credit . Yes. That's never showed up before, can you explain that? I will have Michelle sign that. Um, I would have to check into that and get back to you, because I don't know the specifics on that one. That was provided by staff within. District Business Services, but I'd be happy to follow up through Dr. Parr. Thank you. I'm sorry, who wrote that language? Who did you say? I couldn't quite hear you. Staff and District Business Services. Thank you. Can we hear more about the past due item, the contractual requirement to have

044board training on the Brown Act? Yes, we can. By September 30th. So, the board training on, um, Brown Act and FAIR Political Practices was due September 30th, but Dr. Bishop has given an update. That they are experiencing some delays in receiving a response from their lawyers for the training. They have now scheduled the board and core administrators to participate in this training. It will be on there November board agenda for discussion. They're born? ?? their next board meeting will be on November 13th. Due to November 11th being a holiday. So, the topic is? ?? The training is on for the 13th, or the topic of training is on for the 13th? The board training. Okay. The board training itself is tomorrow. Yes, great, thank you. Um? ?? Okay. So do we get Dr. Bishop to?

045Yeah, Dr. Bishop, give us her opinion on what's happening. I just want to note, as of just a. point of past practice in terms of, like, this is the staff report, so I just want to make sure that. Historically, you know, it's agenda is a staff, and so? ?? asking questions of other folks. Is it not? ?? I'm? ?? Thank you, I'm so sorry. I was so conscious, like, do it right this time. Um, so I just want to note that for the board, um, historically, I know this has come up in the past. Um, so to the extent we have a slippery slope of. creating some, so I just want to note that. In that case, could we take a 20-second. Break in order for staff to confer with. people in the audience. Could

046you just make public comment on this issue? On this item? I know there's? ?? you can have a public comment if you would like, if you would like a quick break, whichever one of those options you would like. What would you guys like? Would you like a quick break, or? ?? Quick confirm? Yeah, why don't we have a? ?? We don't know, let's have a quick break and you can confer with Dr. Bishop and see what the real deal is. Thank you. No, you're absolutely correct . I see. I see what you're saying. I gotcha. Dana, your mic is on. Okay. Back in session. Yes, thank you. They? ?? her board already went through the training, it's a 2-hour training, and they're giving the update tomorrow. at the board. So the board's already complete? Yes.

047Yes, but the update is tomorrow, so once it's on the board agenda, then we can have it completed, yes. And then it'll be updated on our own. Yes. Okay, thank you, thank you. Any other questions? Sorry, one last thing on the date. On the number 2 sarquine , it says due February 1st, 2025. Is that just a typo? Should it say? ?? That would be a typo. Thank you so much for catching that. It should be 2026. Any other questions for Jeff? Sorry about that. Thank you for catching it. All right, there are no updates to the snapshot, however, Michelle will provide an update on the Charter Safe report. Thank you, Jess. This actually provided a good opportunity for us to pose some questions to the board. As you know, that this item about the

048Charter Safe Report has been on for a few months, and there have been. Many questions about what's being done to resolve the issues that were noted in the report. It's not for lack of elite staff wanting to address it as well. It's come to our attention that Charter Safe, while they go through and they do a safety audit. Which is merely going through and noting some safety concerns. And they did so in their report. When asked, they clarified. They're not an inspector, they're not a regulation enforcer, they don't plan on coming back and doing a. and check through to make sure that those items were resolved. So we're at the question of what are our next steps in order to assist elite staff in resolving these items . Keeping in mind we ourselves are. You

049know, risk management savvy, but we're not inspectors either. We have issues that are electrical, fire panel, you know, things like that. Makes sense that you would have a third party that come back. And make sure that these items were addressed in one form or another. Um, so I'm hoping that we staff. Elite and SCO can get some direction from the board, and Courtney's available. If you need to confer with Council on what some options might be. But if this company doesn't come back to provide some kind of check-through on this. We don't know where to go to help them resolve these issues. Okay, on the safety issues that they noted. Italy? Is that not a facilities ? It's under the umbrella of facilities, but? ?? It could be. I mean, in terms of fixing them,

050they could be. It depends on the lease agreement. So there were probably, oh, a dozen items. Um, and we worked with Dr. Bishop and Ernani to say, okay, these are the items that were listed. They didn't give any kind of grading rubric as to. extremely important or hazardous. They just said these are the concerns. They were very general in this report. And we were asking, will you come back and address them? Because we're under the impression staff is working on them. We need you to tell us if they've been fixed. And they said, no, it wasn't our tent to come back, that's? ?? Not our job. So, how do you want to move forward? I have two thoughts. Is this for discussion time? Yeah, trust me. I have two thoughts. The first one is, okay,

051they're not going to do it, someone needs to. As I, as I recall, someone, a third-party professional. Whatever that? ?? whoever that entity is, or whatever that? ?? Time frame is, and I also think it will be worth us hearing again. What is the? ?? where does that obligation derive from? It's in the MOU. It's also ancode requirement, and? ?? For? ?? let's say it's just in the MOU. What's the time frame for? ?? Handling that? ?? So these? ?? this third party's not going to finish the job, is what we're saying. We need another third party. It seems inappropriate to excuse. The completion of it. That's? ?? that's my number one thought. Excuse me. We got the excuse, huh? So, who bought in the third party was the Vallejo City Unified School District, or

052LEE? Yeah, Elite is complying with the terms of the MOU, so they are contracting. Now, I don't know what the conversation with that was. I don't know if there were. There was a scope of services that involved a check. Initial check, and then a follow through or not. I mean, maybe that is something that could be done. Um, we didn't engage in that. That scope with the? ?? The lead or the third-party contractor. Well, we also have a public comment. Um, card for this. Okay. Agenda item. I had a couple of other questions. I'm just letting you know. Okay, great. So, um? ?? But is the obligation in MOU is not simply to have the inspection. The obligation, I think. The obligation is in the MOU is to? ?? inspect, look for safety problems. And

053correct the safety problems to a certain threshold. Is that right? I think the intent is to . As being an authorizer, and for me. I'm trying to jump in your world here. is safety and assurances that they don't. Expose the authorizer to any unnecessary risk. Right, but I'm actually asking , what is the obligation? Inspect. I'll confirm in the MOU, but the last time I looked at it, it's not that specific, and so that could be a potential option, too, as we look at renewal and, you know, the MOU. maybe providing some more specificity as to the parameters, but it's just a two- biannual? ?? it's biannual. Um, risk management risk audit, one of which is the Williams , and one of which is this third -party. Which, in the last few years is what?

054?? you know, this is the first year that Elite has utilized this particular third party, but there's not specificity as to? ?? and then, you know, by this, within 30 days, must complete. Nothing like that is? ?? was contemplated in the MOU back in 20. Okay, so it seems like that's an important question. If the obligation is to perform the audit, it sounds like the audit was done. It's the obligation is to perform the audit and. Take care of those things, or? ?? The audit includes coming back and looking. That's a different requirement. So it seems like kind of a threshold question. I think that's a fair point. I think the? ?? there's, like, two layers to that concern. One was the MOU obligation satisfied, right? I think separate, though, as from an authorizer's perspective,

055is now we're on notice of potential. facility concerns, regardless of what the MOU says, what, as an authorizer, and that's kind of? ?? you can feel free to jump back in. So, uh , what are? ?? what do you as an authorizer want as follow-up for that to ensure that there is no liability for the authorizer in terms of? ?? and obviously student safety and all those other things? So that's? ?? I think it's? ?? I think it's two distinct. issues. Understood. Thank you. Trustee Colin Thompson, so in other words, just a little vague. The next steps is that what we're basically saying? The process you've done the first process. And it's vague in terms of what the second process is. Given the fact that they don't come back. So then we need to determine.

056What to do going forth. What is the next step? correct me if I'm? ?? But yeah, the question is, now what? Right, simplified, now what? Now you have this information. Do you have direction in terms of what you would like to see as a next step, regardless of what's in MOU, more so from an oversight perspective, now that you are aware of this? ?? These facts and circumstances. Feel free to add to any of that. So? ?? Do we want to hear from our comments from the community? Oh, absolutely. We have one comment from the community, Dr. Bishop, if you'd like to address the board. 3 minutes. Just want to appreciate Jack for always trying to translate what's going on at Elite. It's so complicated, and so this is one of those items. Where my

057question was, when it came to the snapshot, why were we not. Because I like getting A's, I've told everyone. I'm an A student, I'm trying to get an A. And so, when it came to the Williams report. We, you know, had the Williams visit, and then they came back, and they visited, and they saw that we had corrected the things that they saw. Very cut and dry. in the MOU, though, it calls for another inspection. Now, every time I've called for another inspection, my insurance provider has been like, what? What are? ?? why? What are you doing? So we say it's, you know, it's an obligation of the MOU, and they've come out once, not twice, they've never done a revisit. any of my providers. What the board does, which is what we're going to

058do tomorrow, is go through the list of. All of the things that we're supposed to look at. And then they prioritize, what are we going to do first? What are we going to do second? What are we going to do third? In a building that was built in the 1960s, you know, we could drain our entire budget, kind of going through and doing everything. So we have to prioritize those that are major safety risks, which is what we'll do tomorrow. And we'll start plucking away at that list as well, in addition to the Williams list. So my question then became, why are we not okay when it came to your inspectors coming out. Taking a look, and us, you know, fixing everything. So I think this is good discussion. If there are questions, I'd be

059glad to take them. We don't just not look at the list and say, oh, you know, we're done. we go ahead and we take a look at it, and we start fixing things. So, then the only missing piece is? ?? that someone has to go back out and see the stuff that you fixed. Maybe or maybe not. Um, the Williams visit, I feel, is that? ?? that visit. This is yet another. Visit in addition to. And, you know, the weather or not the insurance company, again, is like, we'll do this. But this is not what we typically do. My board is like, we're going to do this, this, this, and this, and we're going to prioritize certain items right away. Trustee Day? Thank you. I appreciate that information. That's actually quite helpful. But I recall

060we've already had a discussion about whether the Williams, um. Visit can substitute in for the second MOU obligation. some time ago. I think what I'm hearing is we have learnings from our experience with the MOU, and when it comes up again. those up, we might revisit how those obligations were set up, or do we want to do something different? Right now, we have a contract. So, um? ?? To me, uh? ?? I don't think we're in a position, especially when it comes to safety issues. To just sort of suspend an obligation. I'm happy to hear from Council if there's a different view of that, but this is a contractual obligation related to safety issues. I see we? ?? when the? ?? Contract comes back up in a couple years, or whatever it is. Cool, we

061look at it, we modify it, but without a modification to the contract, I don't see how we? ?? Absolve the other party of the obligation. Can you hear me? Um? ?? So I think that? ?? I agree with those points. I think SCO staff that wants to just ensure. Now that they've presented you with this information. separate and apart from the contractual obligation. Do you have any direction for what you would like SCO staff to do in terms of a next step in collaborating with Elite on what you would like to see to. see those various components either addressed or not addressed. So that's the other part of this. May I also add a comment to this? Williams Walk. Well, it's facilities intended in review. It's very specific. A SCO staff person can walk in

062and see that there's a broken window and note it as a deficiency. School staff cannot go in and tell you whether a main panel meets code regulations. Putting us in a position as a third party. inspector, which is really what I think. You intended in the MOU. So staff's not qualified to be doing that, and we would be doing new potential harm. Interesting. I don't know that there is a? ?? remedy under this particular contract, though. Isn't that what I'm hearing you say, Trustee Dee? I'm saying we can't? ?? we can't eliminate that. I don't believe we can eliminate the obligation without going through the process of mending the contract, right? So, to me, staff's question is, what do we do next? Let's work with Elite to find a third party. Who can appropriately come

063in and inspect, even using the first report, saying, what has happened since then? Right? So that we get the report back. To me, I mean, I'm happy to, you know, have us. collaborate and work together, and? ?? Try to get something accomplished, but I just don't see how we get. Especially because of safety issues. I don't see how we just . You know, let it go. Right. I don't? ?? but certainly let's work cooperatively. Let's, you know? ?? So it sounds like the consensus of the board is that staff and elite should work together, and maybe. you know, certainly we want to hear back from Elite's board? ?? Yes. what they're prioritizing. But I think staff and leak can work together to find a? ?? an inspector to come look at the 12 items or

064whatever it was . Yeah. But just to finish off the ones that were? ?? Might I suggest, as an option. If you're open to the idea. There are insurers where usually, typically, in an insurance pool, a JPA. And oftentimes, they will go out and inspect. Sometimes they have under contract already for the members of their . That they could do this, and that might even be a cheaper option in the future. I think the scope needs to be drafted for whoever's providing this. Independent review. is there's going to be a? ?? Follow up with those items that they list in their report, and I think? ?? That is to the benefit of both. both LEAs, that that is in place. So, that could be? ?? An option. And then the other option is to, when

065we? ?? come up in 27 for Elite's renewal, and we make some amendments to that contract, but? ?? Exactly. Is it the consensus of the board, then, to direct staff to? ?? an elite to collaborate and find an inspector. Or a pool of inspectors that need it? If I could, I'm not? ?? I'm actually? ?? we're already at a point where somebody inspected, right? What we don't have is the follow-up inspection. I'm not? ?? I would not be asking for Brent. I don't know if this will be a problem, but I would not ask for a brand new inspection by some other. Contractors, Lord, no. You know, just have them come in and look at the things that were on the list to begin with. Does that make sense? Absolutely. Otherwise, we're just starting off

066all over again. That's the direction, is to find a? ?? Either through the pool, the joint powers association pool, or an independent. Um, inspector? ?? Okay. We'll work with Elite, and? ?? I'll talk to you for the next month with an update. Yes. Thank you. I think? ?? Yeah, I have some questions on the mis-assignment summary. Okay. Can we hear about? ?? I'm seeing vacancies. MS assignments, can we hear? I'm really concerned about missed assignments. Okay, here. Good evening, President Coleman, Trustees. Dr. Parr. Um, yes, so? ?? Elite's doing? ?? I know you see a list on there, and nobody likes to see a list. Under Miss Assignments. Um? ?? But just having gone through assignment monitoring for all of our districts for the prior year. Um? ?? It's not as alarming as it sounds

067that we're always working? ?? I wish we were perfect. I wish we were perfect. Been doing this, what, 14 years now, and nobody's been able to be perfect yet. And I have a suspicion it's gonna always be a struggle. Um, but the? ?? what I look for is how much effort is going into trying to find solutions. And who's in those places, like, for a vacancy, do they have somebody who has the right sub-permit to be in there? So that's? ?? that's what they do, is they put? ?? if there's a vacancy, they have people who are subbing who have a sub permit and can be in there. Uh, if they reach their maximum days, that rotates out. For some of those misassignments, those are? ?? delineated that way, because that means they have somebody

068who potentially has a credential. But is missing one of the components for the assignment, so? ?? They've gone through teacher preparation, maybe? Um, but they haven't gotten their bilingual authorization yet. Uh, and so they just need to finish, they need to successfully accomplish that step. So that they're? ?? that piece is covered, or maybe it's, you know, there's some holdup in their program, they've done all their training, this is? ?? we see this a lot right now, is. Educators get through a program. They've got everything except for passing the darn. TPA test, which is Teacher Performance Assessment Exam. And it's just like in schools, where we have people who are better at tests, better at a verbal interaction. And our teachers are no different, because they're people too, so they're working on how do I

069get my knowledge out of my head and expressed. in this assessment. Um, so those are the kinds of things that you run into when you see missed assignments. A teacher is in progress, maybe they've hit one of those struggles. And so, the LEA is trying to work with them to help them get. the finish line. Trustee Cohen Thompson. I see when I read, um, the CSVA fees that that's? ?? That's not just particular to elite. That's an issue. Uh, and the state of California. Yes. Okay. Absolutely. Put that out there. That's not just an elite issue. That's an issue for the state of California. Absolutely, and especially so in the last several years where we've had a shortage of teachers. I mean, we're just thankful we're finding people willing to start that journey. It's like,

070for example, the one second grade. Dual immersion as assignment, teacher without a bilingual authorization. Is there a timeline that they have to get that? Well, there? ?? The timeline would be that they needed to have it so they wouldn't have a missed assignment, so they've missed that timeline. So now they're? ?? attempting to get it as soon as they can. Which means retaking the exam the next time it's available. Um, but it's? ?? unfortunately, since they've missed the timeline, that's why it's on as a misassignment, and it stays on there until they can pass it and show that they've obtained that authorization. So, um, does that help? You're asking somebody to teach dual immersion who doesn't have a bilingual authorization. That seems kind of concerning. Trustee, um, what page are you on? It's been a

071couple pages below this. these snapshot, it's down below. 57 on the bottom, there's a page 57 of the packet. Oh? ?? That's unhelpful. Yeah, I? ?? I'm not? ?? I can assess whether they have the right document. I'm not nearly the right person to assess. how successful they can be misassigned in there. I know, I know, you're just doing the one. But, you know, coming from my . Teaching background and administrative background, I see. You know, somebody in? ?? supposed to be teaching students Spanish and don't have that authorization. That's a concern. Yeah, maybe it's not close enough, sorry. Your line is on, sorry. Um, so that's just? ?? I'm just raising those concerns. I mean? ?? Yeah. That's a concern. Anyone else? Yeah. Trustee Dan. Thank you. So, I just want to make sure

072I'm understanding. As we sit here today, there are 1, 2, 3. 4, 5, 6 misassignments that. We're being made aware of. Is that correct? Correct. And there's some? ?? Um? ?? I would almost say discretionary. comments about why that is so or not so. I think there is an obligation to have. Um, staff and appropriate assignments in the MOU, in the code, and everywhere else. And our obligation is to make sure we understand what's going on. So I appreciate the narrative, but I'm actually hoping that next month. We can get a little bit more detail. About? ?? so you're saying, oh, they missed this one, they'll have to take it next time, okay. I think for something, again, yet again, another serious thing. We can be called on the carpet for ourselves. Maybe we could

073have a little more. Information so that we are. fully informed when we're deciding this is a big deal or not a big deal. Does that make sense? To clarify for myself. So, um, for instance, the educator who needs to earn their bilingual authorization help. How far along are they in the process, and is their next exam coming up? Yeah. Okay. Yes, I can certainly get that. And also , importantly, I think it would be, when is this being fixed? Right? What is the expected time frame for getting it correct? Yeah, I? ?? And there? ?? It can? ?? There are things when you have concerns, there's also? ?? this does get swept up. in state reporting. So, the Commission will note. If this occurs on Census Day. Any of these things, those things get noted

074on the state dashboards, and that also gets reported back over to CDE. Um, so there are? ?? there are other agencies who are looking at? ?? at this information as well. Um, for the whole state. Um, and assessing that, um, for CTC purposes, actually a conference I was at last week, because they are. Looking, and this is not directed at elites in any way, but they are looking at now pursuing sanctions. With LEAs that are not? ?? Fixing their missed assignments on time. When they're noted within the 30-day correction period, which is their typical standard of, like, you should have it fixed in 30 days. That doesn't? ?? just doesn't happen for a lot of LEAs. Um, and then CDE is the one who is the purse holder. Uh, currently, and so when they find

075Ms. Simons, they have the ability to . Take back funds for ADA funding. Um, and that's at their discretion. So there are several different layers of. accountability that do come up in this, so? ?? Um, you know, we're just trying to keep everybody aware, and we're all trying to work together to . To meet? ?? to eliminate those concerns and make sure that, most importantly, the students have teachers who can help them succeed. So, if I may, I appreciate that. I do. I appreciate every effort that's being made. But my obligation is as stated. Right, so the best way to meet my obligation as an authorizer and board member is to have the most information. So, that's all I'm? ?? kind of asking for. Thank you. I agree with Trustee Dean, always more information is

076great, but? ?? Is there a surplus of, uh, English? ?? bilingual certificated teachers in Sauna County that I'm not aware of? That is a bilingual? ?? teachers prepared for that for bilingual instruction are. are the unicorn. So it might be difficult to fill something in 30 days if they're a unicorn. I mean, if I went unicorn hunting tonight, I'm gonna come back empty, you're gonna get a horse with a? ?? Unicorn candy stick trap strap. What you run into? ?? They're doing their best. Yes, your other option is you? ?? remove that teacher, and you put a teacher in there who may have no experience yet in teaching. And put them on an emergency document that buys you a year where you look good on paper, but you may not have a person in there

077who actually knows what they're doing at all. So instead of making Elite look good on paper, there quite possibly might be doing what's best for students. Yeah, I? ?? I can't speak for them, I'm just putting that? ?? is a consideration that might be different discussions, I'll just say that. So, if I was another school. This, we're a different district, would we be? ?? do we go over this? ?? this? ?? I haven't attended a district meeting in a while. They won't be getting a paycheck, actually . They would, okay. And how often has? ?? And that's usually why we don't see that with our districts, is because their payroll runs through us. Okay. And we're not allowed to release certificated funds to someone who's not appropriately credentialed for their assignment. Okay. So for districts.

078It's get fixed in the 30 days before they move on. They don't get paid, okay, interesting. And has Elite ever received sanctions for this particular problem ? I couldn't tell you how that would be for . to answer, I believe, because? ?? Okay, thank you. Trustee Lavelle. Mr. Deal, if this is such a widespread issue, I'm wondering, is this an opportunity for SCO to add assistance. Or is it too broad of, um? ?? a need? ?? To focus in on helping these teachers get through those. Those hoops and. I'll tell you, I'm always looking for resources to help teachers succeed. I actually came back from the same conference with a resource that I plan to share out that's a. an agency that does tutoring for specific CSET exams. So, that's on my share list, because

079I feel that whether that is an obligation or not, I feel that. personally, that I want to support them in that way. And equip them, so? ?? That's awesome. Any other questions? I also have a suggestion in regards to the reporting. Um, just let me list your first grade dual immersion missed assignment vacancy. Does that mean that. There's a vacancy in the first? ?? Right, and that's why to miss assignment . So, if there's a vacancy, it means they don't have a valid . document to be the teacher right now. If they have? ?? if it's a misassignment, it means they have at least some kind of valid document to be in there, just missing a facet of it. Under the headings for the state, it's all the same, it's a misassignment, but I try

080and give you a little more information to have a sense of there's not a prepared teacher in there, or there is one who has. Encountered some hurdles of not succeeded yet. So I just have a suggestion, maybe? ?? That would be on with, uh? ?? Trustee Sharpison , maybe if you can categorize so we know exactly. What it is, it may not be as big a deal, it is a big deal, but we know. There's a vacancy, that's why it's in this assignment. That's not because they have someone sitting in the seat. I don't have the information yet, so maybe categories in it like you. The matrix, you know, so we can kind of know what's missing in the assignment. Do you have something you were gonna say? Just to clarify, um, because when I

081work with staff, so instead of putting in, like, parens . For example, parentheses and settings to make the sentence make the chart. That's what I was just gonna say, so instead of putting the information in a parentheses next to it, you'd like to have it separated. And then for details about what the educators are working on, if that doesn't fit in a chart, we can have notations below it, maybe? I don't know, or something like that, so we can. It may not be a big information and is easily digestible as possible. I like that, too. Okay. Thank you. Thank you. Are there any other questions? All right, thank you very much. Thank you. Okay, and we next have? ?? Manolo Garcia coming up to talk about. Human Resources Report. Good evening, President Coleman, distinguished board

082members. And Superintendent Park. Great to be here. Um, you have before you our most recent staff. Staffing report from the last period. Um, so we have 10… positions that were filled, no surprise, the majority of those being paraprofessionals. We did have one paraeducator, uh, deaf hard of hearing. Uh, which, uh, was a great? ?? find as individuals with those. Skills are not, um, are unicorns. Ms. Sharp's words. Um? ?? And then you see the school nurse, we found a construction. Uh, we had a? ?? Promotion for one of our administrative positions, our secretary program analyst. And, um, we filled a vacancy in. RIST department. Any questions about the staff room report? I would just like to say. I like the staffing report. Thank you. Thank you very much. We finally got what I've been asking.

083Perfect, glad the information is before you that, and you approve of it. Thank you very much. Any other questions? Any other questions? All right, and temporary certificates of clearance, um. You see there are several pages of those. Our districts continue to be? ?? keep, um. Our credentials office busy . Um, with issuing those temporary certificates. Any other questions? Seeing none, thank you very much. And that is the end of my report. Thank you, Dr. Carr. Alrighty. Moving on to new business. Golden Hills Community School and Evergreen Academy School Plan for Student Achievement. Staff will present information related to the Solana County Juvenile Court Community School programs. SPSA, what we brought back to the board for approval in December. Dr. Garrett. Good evening, trustees. Superintendent, part? ?? Visitors, um, online and colleagues and staff. Still in

084the room. Got a full house. It is my pleasure this evening to present to you the SPSA plans. for both Golden Hills Community School and Evergreen Academy. Next slide. So, I just want our community to be reminded about what? ?? what is the purpose of the SPSA , and this serves as a blueprint for our schools. And I just want to take a moment, um, just to recognize the , um. Students, staff members, and community members who've given input. on the plans for both of our campuses, because we're very proud that these documents. Truly tell our story about the needs for our campuses, so I just wanted to share that. Next slide. So, just a reminder that our, um, SPSAs are in alignment with our LCAP plan. And as you can see, I'm not going

085to read every single slide, but we have a focus? ?? I mean, every single? ?? Uh, sorry, on this slide. As you can see, we have a very targeted focus on, um, academic support and other resources. To help our students achieve their goals. So, very proud of both documents and their alignment. Next slide. So, um, of course, this information, it reminds me of the internet. This information has already changed. But, um, at the time that this presentation was put together, we had 15 students enrolled. The Golden Hills Community School, Latin students at Evergreen Academy, and then in our independent studies, um, program, 29 students. And I do want to give the board and our superintendent a disclaimer that, um, this information changes daily, and it did change as of today, so our numbers have been

086going up. But this just gives you a little snapshot. Next slide. I love this slide, because it talks about the highlights for both of our campuses. And as you can see, our programs at both Golden Hills and Evergreen Academy. focus on the academics and also the mental health and wellness. supports for our students, and of course, um, college and career readiness. So, our students at both campuses are getting exposure to curriculum. and additional resources that truly support the whole child. Um, those items that you see highlighted for both campuses, again. our expressions, um, from our community members, which includes our beautiful children. and their families about what is needed at both campuses. So, I just like to brag about these two slides, about these two columns. Next slide. That concludes my presentation. She's always so

087surprised when she's done, isn't she? Any questions for Dr. Garrett? Keep up the good work. Yeah, thank you. Our superstar. Thank you, Dr. Garrett. Thank you. Okay, moving on? ?? There were no agenda items removed from the consent calendar, board discussion, meetings, and special dates. Please take note. Uh, board member request. In accordance with Board Policy 9250, board members may request to represent the Board in an education-related activity. And specify the desired level of support necessary for the activity. Actual and necessary expenses incurred while discharging these official duties will be paid. from the County School Service Fund, as permitted by law, and SCO travel policies, requests will be placed on a future agenda item. Are there any. agenda items for this? Okay, so you're none. suggestions on future board agenda items? Board members may suggest

088future topics to be coordinated by the County Superintendent and presented by SCO staff or external presenters. Any suggestions for future board items? I'm looking at you, Trustee Sharp. Thank you. Choosing my words carefully, um? ?? A review of our departed? ?? a review of the departure of our County Council. And any issues therein? I think that's close enough. That's close session. Yes. We can put it on for closed session. I think closed session. Any future agenda items, even if they are closed session, can be brought up here. Okay, yeah. When would we like to schedule that? Are you looking at me for when to schedule that? We can put that? ?? I mean, I know your December meeting? ?? Yeah, maybe busy, do you want to do that for your December meeting? I mean, I'm

089gonna defer to you, I'll be here. Whatever your meetings are, so? ?? what works for you all. Are you good for? ?? In January? Whatever you want, Ms. Madam President. We're gonna schedule that for January. I think January. January, because I think we also discussed at the last special meeting, um, a review of the legal counsel for policies of this. To also go. Thank you. Any others? Can we get a reminder, um? ?? The plan for. Uh, considering legal counsel? Now we have an interim legal counsel. Yeah, we agreed to put that on January. Okay, cool, cool. I don't tell you. Yeah, I don't? ?? Maybe. If we're going to, um, spend some time looking over policy, I think it would be good to look over our policy on. the inter-district Appeals and make sure

090that we're all in agreement on. Um, what our policy says, and is that the clearest, um. Um, wording for our partners in the community. I think both of those could be done on a? ?? closed session. A review of a board policy that would need to be an open session item. Unless it falls under one of the safe harbors, but I think what I'm hearing potentially is. bringing it to the board, having a discussion, and deciding whether or not maybe there's an interest of either doing an ad hoc committee, or if we want to just provide some. amendments or edits to it is? ?? kind of what I'm hearing, so bringing it to the board for discussion about whether possible. amendments. Do you want suggestions on that, or would you like it first to come

091to the board. for discussion about possible. edits before legal counsel provides. I mean, it sounds like probably the former. I'm? ?? Let's let Trustee Lavelle weigh in. I was grateful for your colleagues' suggestions in closed session. We'll leave it at that, but it just, um, having a broader view of what is maybe common practice. It's helpful. We're thinking, like, a discussion item first to start with on it, and maybe a potential presentation. discussion about it, and then at that, based on that discussion item, there can be direction for a subsequent meeting. I'm seeing consensus and nods, okay, and that will be? ?? for January, the discussion item. I'll have my colleague who? ?? I mean, if there's room. If she's not otherwise engaged. Oh, right. Thank you for noting that. She will be otherwise engaged.

092Either I can facilitate that and or I can. We can? ?? we have plenty of folks who specialize in inter-district. So let me make sure you're taken care of. Thank you for? ?? Noting that for me. We have a couple of colleagues that are going out in January, so? ?? I'm pretending like it's not gonna happen. Careful what you drink at the office. Okay, so any other items that we need to? ?? You have 4 items? No, we were having a side discussion, pardon me. Thank you. Um, okay, moving on to board member activity reports. Of course you do. Well, thank you. Um, I attended a lovely? ?? Library Foundation? ?? Luncheon? ?? It was exciting! Michael the librarian was there, that was very thrilling. I actually was hoping to get his book and get

093it signed for Henry, but they weren't out yet. But that's? ?? that is such a big deal. It really is, and it was nice to see folks that we don't get to see very often, but? ?? and I appreciated . Being recognized as an elected official. Um? ?? Not much else , work, work, work, family. I? ?? one education. Related thing is I have been asked? ?? To teach a class. At Davis. Um, credential? Okay. She's out of Mississippi. It's actually continuing education through a very large grant. funding program that they have. Uh, and the class is going to be about. Ethics and local governance. What a shock! Um, so I'm? ?? I probably am gonna do it, but I'm kind of, like, where am I gonna put this kind of thing, but? ?? I

094mean, it's nice, and it is an area that I'm very interested in, but the? ?? This is found through Davis, there's a foundation that funds continuing education, not. Like, degree related. Situation, so? ?? Yeah, 8 weeks in the spring. So we'll see. Talk me out of it. You're the best at that. Um, Trustee Cheek? Um, I have not been really out doing much this past month. I had a death in the family, so? ?? and I miss our board meeting, so I haven't been out, but I am going to light camera and rat tomorrow. Um, and expect to, uh, have a good time. This will be my second time going, and it is really exciting , really fun . And everyone's dressed up, and it's a red carpet, and they're taking pictures, so I plan

095to go tomorrow in Vacavale . Nice. Trustee Cohen-Thompson. I know I've done something I can't remember, I'm not like Maireen , I don't write it down. I apologize for being late. I had school for the 13th. But I thought that that was especially the closed section. Now I'm realizing it was tomorrow's party. Okay, now I'm realizing what that is. I just put the date and put SCO in. Usually, when I do that. That's really. So, um, now I gotta rethink, because I was planning to come to a meeting. Not going, getting dressed up going to an event, so, um? ?? I got it on the calendar, I'll see if? ?? Mr. Peggy, you pull it together fast. Because I assure you, if I find that you have been jamies and? ?? You were here so

096bad. I was on? ?? getting ready to put my makeup on, right, because I was thinking it was a regular meeting. So, I was prepared. And I even ate. Because this was a regular meeting, and I had planned my dinner tomorrow. that I would eat an early lunch, because I was gonna have food before. At 4 or 5 o'clock, so? ?? I kinda gotta rethink all of that. Uh, when I get home tonight. Doctor Siri, correct? Trustee Lavelle. Oh, I'm sorry, were you done? Yes, I am. All right, maybe get my DL so I didn't do my hair. Finding me. Take it how you can. I, too, went to the Library Foundation's luncheon, and I would point out that one of the things that they fund is the library's, um. free online tutoring, so all

097you need is a library card, so, um. It's available at pretty much all hours and all subjects and all levels, so, um, that was one of the things funded by our . Uh, participation in the luncheon. Is that a video also? Uh, it's County Library. Our teachers find out about it? We tell them? You just send it to the school. And we tell them again? Oh, and please send back a notice to the schools? The, um, the school districts also have, um. Most of the districts have a relationship with the library that the student ID. acts as a library card, and so that's one way to get into the services. You don't have to go to the library to get a card. You can use your student ID to access the online tutoring. Um, but

098the other thing that I attended was CSBA is offering, um. through Mike Walsh's direction, an introduction, a reintroduction to the . How many boards handbook that they're offering? Um, so listened in on that today. I missed that, because I had to hook up a new? ?? printer. Alright, so I miss that, but I did request that I get a copy. Nice. You can probably request from CSVA, everybody could request. request a copy of it. Oh. Yeah. But I requested from my office. I did that before. So? ?? Do I need other directions? Okay. Gotcha. Trustee Dash? Gotcha. What you been doing? School, school, school stuff, but definitely looking forward to tomorrow. Let's do sharp . I joined all of you for study sessions, uh, in between the last meeting, and then was at Sheriff Ferrara's

099retirement. And the education nexus is his wonderful wife. Who is always reminding him of the importance of education and law enforcement. And I have a CSBA delegate Assembly coming up, so that's my plans in the future. Alrighty. Uh, let's see? ?? I didn't go special? Session, I've been busy other ways. I am going to be at, uh, John Garamendi's luncheon on Saturday for Rosie the Riveter. Um, so, yeah, are you going? I'm not sure. My mother was Rosie. Yeah. And so, and it's out at Mare Island. Very, very, uh. appropriate to be at Mary Island, where they will build them. That's about it for me right now. Looking at me like, what? What did I forget? You didn't do anything? Special over the past month. Oh. Hey Nadine so graciously appreciated the marriage. I got

100married. Again. To the same person. Got Mary. Yeah, we did. And one more thing, Michelle, we got the funds from Embark. I was on a phone . In my car, so it's going in and out. That's time, okay. Nevermind . That'll be discussed later. Okay, next meeting. Anyway. ???????????????????????????? ??????????????????????????????????
