Super funny, artistic. Um, he's at Golden Hills, and he's matured so much in the last 3 years. When we first started. He couldn't even hear the word strawberry. We ate strawberries, right? I hate strawberries. He hates them still, however. The following year, he helped me plant a whole strawberry bench. And when they were ready to harvest, he carefully picked them. While joking that they were burning his hands. By the beginning of this year, he even took a tiny bite. of

011the strawberries that we grew, he joked that we poisoned him, but he tolerated it, and we were super proud of him. Fred enjoys drawing, making jokes, and creating YouTube videos. His channel has went from just a few subscribers to over 800. Yes. I have, like, 861 subscribers, and I have 1K videos. So, all in favor of who wants to subscribe to me can raise their hand. He planned the budgets, he went shopping, and he paid for all the ingredients himself at Walmart. So, great job! Fred has the kindest heart. He's literally helped lift me up. literally, when I've fallen in the community, he's the first one to run over and, oh my gosh, are you okay? And with a gentle hand, he has lifted me up. Congratulations! Congratulations. And next, I would like to call up Dr. Valerie Garrett, Director of Educational Options. And Nicole Ruiz, Program Administrator of Educational Options. To introduce the Golden Hills Student of the Month. Ah, girl, you got this. Okay, I'm gonna have to get myself together. Well, first of all, I just want to say I'm glad Miss Ruiz and Ms. Pittsmandy here, because. 80 was a little interesting this afternoon, so it's

015a little emotional. Um, trustees… Superintendent, um… Doctor Parr, uh… Families, guests, and those of you listening to us online this evening. It is our sincere honor tonight to recognize the JCCS. December 2025 Student of the Month. Miss Katie Clements. And let me tell you about this young lady. First of all, um, I received a phone call. Um, from one… an educational advocate here in Solano County. whom of which I highly respect. the work that this person does supporting young people throughout the county. We were asked if we would enroll Katie into our school. And I want to tell this board and our superintendents. that we were overwhelmed. Number one, we were impressed. that we were asked to have this young lady come to our school. But I want to tell you why tonight we are

016recognizing her. As our student of the Month. She is the sunlight every morning when we go to the sidewalk when she gets out of the car. We all are overwhelmed and happy to see her. She gets our corny little jokes, as I told her, we're all elderly, so she gets it. She works so hard on all of her assignments, I mean, just… I don't even think I could capture in words the depth and breadth of, um. Just honor it is to see Katie every single day. And I just want to say to this board and our superintendent, you need to be proud of yourselves. that we have a school. Where people who are fighting for young people are actually recommending that they come to Golden Hills. But I want you to know that Katie is

017the reason why we do the work we do. Because, again, it doesn't matter. What circumstances our kids come from, we believe that they all can succeed, and tonight. Katie is standing before you, because our staff overwhelmingly said that we had to recognize Katie. And I just want to say to her mother, her, um, extended family that's in the audience, you guys have done an amazing job with this young lady, and I can't even say enough. About how much we admire her, and what an honor it is as educators every day. to see her face. She is gonna be successful, and whenever you guys did to get her to this point, this moment is because of you guys'. Poor this young lady. Katie, I want you to cherish this moment, and I said to your family

018that tonight you are making history, that our Board of Education and our superintendent of Solano County Schools. is recognizing you tonight, and I want you to look at all these ladies standing in front of you. This is because you are a success story. And those of you from our staff in the community that are listening to me. online, I want you to. Beam with the pride that we feel right now, celebrating Katie. To our board and our superintendent. On behalf of the JCCS program as part of. The Solano County Office of Education. It is our esteemed pleasure. to recognize Katie Clements. as our December 2020. Students of the month. Congratulations, guys. She is the sunshine every day. Uh-uh, y'all gotta get up. Girl was so proud of them. Let me say, come on, Miss Bitch,

019you gotta get in the picture too. Let me see, Katie, I wanted to make sure you're straight. Okay, look up. Oh, your hair is so pretty, I gotta make sure it's in there. Here we go. Okay. Oh, that's okay. And squeeze in there nice and tight. Oh, it's like… Here we go. 1, 2, 3. All right, on the count of 3, throw up your hands and say congratulations, Katie! 1, 2, 3! Congratulations, Katie! I was crying myself. Maybe you get all of my crazy jokes. You're my number one fan. We love you, girl. Thank you, girl. I like to think she gets our jokes when I go home. Thank you. Okay, next on the agenda is… Our Cisco program services highlights for December. And I would like to call up Keisha Lovett, but I have.

020something that I want to read first… That just came to me. And this is my rendition. of a voicemail message that was left. on our voicemail. concerning Keisha and the red carpet event. Here's the voicemail that I will read. Good morning. I was calling for Ms. Lovett. This is the parent of one of your film camp participants. I was thinking of y'all down there at the Workforce Development this morning. And I just wanted to say, I cannot imagine. How much work and effort and time goes into preparing for the film premiere? But from the perspective of a parent. And for my participant. I just want to say thank you. For all your efforts. Because every film premiere that we've been to. has been magnificent. And made super wonderful memories. And also, on top of that,

021it gave me a lot of hope for my son's abilities. That have improved. And shown me that He can, you know. work as a team with others. Adults, and it just gave me a lot of warmness in my heart. To see how they work together. And how y'all work with them. and are so patient with them. And so, I can't imagine… what goes into it. But I can tell you what comes out of it. is happy, healthy. Hopeful families. We get a lot out of it. And I hope that you realize that. All your work is appreciated. And the kids… I mean adults. They are well-behaved, they get up there. And they speak… And it just seems like all your effort. makes the night so wonderful. And I just want to encourage you. That the

022team looks like a well-oiled machine on the premiere night. And I just want to thank you again. So welcome, Keisha. Good evening, board members, trustees, and Dr. Parr. I, again, am Keisha Lovett, Manager of the Workforce Development. I stand before you today to speak briefly about the Joy Travolta inclusion film's Film Camp that we've hosted annually. Since 2019, with the exception of 2020 due to COVID. This is a two-week camp that engages participants and filmmaking, teamwork and collaboration, patience, and fun. It culminates in a red carpet premiere that celebrates their accomplishments and showcases the finished products. Which are their short films and public service announcements? I'd like to invite you to view this glimpse into what it looks like. and fields for these individuals. After the video, I'll add a little more context and be

023happy to answer any questions for you. Are we ready for camp? My name is Joey Travolta, and I'll be your director this year for Film Camp 2025. Solano County. So I'm gonna reveal this year's… Do you know the term YouTube? Yeah. And TikTok? Okay, we're combining those two. And what do we call it? Tick-too! TikTok! So before we actually start brainstorming about ideas, we're gonna put 4 different themes up there. Who has some ideas of a genre that you want to do. Uh, how about mystery? Mystery? I can make her health be a little historical. Ooh, time travel. That means we're gonna have a really good story. You could come up with a film. Where you're talking about how you process information. Your way of processing information is you close your eyes so you can

024visually see it, and then it's easier to think about, right? kind of flash of light, the time machine appeared in ancient Athens. He's hardly to the students and explaining the curriculum per session. point he just, just, just, just, just, just take buffers. So what's your current plan? We want this to be a big crowd scene, right? Yeah! And so the crowd is doing a few different things in this scene, and you're all gonna be a part of it. Attention students, I have some bad news. I'm afraid the talent show has been canceled. I'm sorry. Hey guys, I realized the car… look like? A mark… Uh-oh, I didn't do anything. Yeah, who's sending out the message to tell? people to come to a car wash. Let's have a seat. It's time to celebrate. I'm excited about

025film chips. This is my first year of film camp. So we thank you and we love you. grateful for another opportunity to spend with her. What do you enjoy most about running this program and working with all of these people? Well, it's all about the kids. It's watching them be engaged and get something out of it for them. To have a voice, and that's what I get most out of it. They're enjoying. watching them, seeing themselves on stage and sharing… I was so excited. And that's why I'm… I'm so excited that we get together, we are back together, and I'm also excited for our movies as well, because trust me. It would be great. I also enjoy acting. And, uh, it was a good time. So I just want to share a little bit about

026a couple of the young people that you saw. Um, in that video, um, one young lady chance she was the second. Uh, to the last young lady, um, when she first came to. to us in 2019, um… She had a very extreme anxiety about speaking, about new places, about new things. And, um, so when I first met her, the first day, we literally… she threw tears, all she could say to me was Justin Bieber, nothing else, right? And so, literally, for 15 minutes, we stood outside listening to Justin Bieber until she was ready to walk through the doors. And for us, she was actually our student speaker this year. And through tears, she did it, but she did it, and she did an amazing job. Um, another young man that you might… you saw, um,

027he was actually standing at the podium with a burgundy shirt on, George, he was another young person. who came to us with very little words, no affect, um, would not engage or initiate conversations. And because of the film camp, he started to ask questions and inquire, and he even showed us smiles, and he had lead roles in the movies. And then we have another young person who I want to highlight who started in 2019, is no longer in our program, um, but because. of the opportunity that Film Camp created for him, um, he's now using the skills that he learned in film camp, um. with his employment and peer mentorship at Futures Explored. So, um, he… they're out there doing things, so I just wanted to share that. this opportunity is wonderful for these young

028people, but it also creates skill sets. and opportunities, and it teaches them how to be employed and employable. And so, um, you know, this is… the things that we do in camp, um, they transfer to everyday living, so it's, it's very important to us. And so we're very thankful for the support that SCO offers us so that we continue to do it. Um, it is through a partnership with North Bay Regional Center. and Department of Rehabilitation. And then we're also very thankful for the community because they've lended us their facilities. So, um, as of right now, we've, um, we've filmed, like I said, for 6 years, so we had 2 years at Golden Hills, we had 1 year at Tarot University in Vallejo, um, we had one year at Solano Community College. We had one

029year at Vacaville High, and then this year, at the very last minute, um, Dixon unified graced us with their facility, so we were able to use. Dixon High School, so we are very, very thankful for the support that we receive from the community. And Framesco. And, um, if there are any other questions, I'll answer them now. Yes, ma'am. I'll drink the card. Keep up the good work. Thank you. How many kids did you have involved in that? So we typically have 50, but this year we started a little late because we didn't know, um, there were some challenges, and we didn't know that we were going to have camp, but we ended up with 45. So, we are still very, very close to our numbers. Do you have to turn kids away? Do you have

030more applicants than… Sometimes, yes. Um, we have in… in previous years, and so we try to make sure that the new ones get in first, and then that the returners. Um, like I said, this year was a little different because it was so last minute. We ended up having a lot of returners, but we actually had a lot of new faces this year, so that was very exciting for us. And, uh, finally, were the challenges due to space? They're always due to space, because, um, it… I mean, we grow, but our max for the camp is 50. Um, just… just for logistics and all the things, so we really don't go over 50. Um, but our biggest challenge is the Premier and finding the space that actually holds. Because we sell out, um, as far

031as ticket-wise and things, we sell out every year, um, and so it's, it's… sometimes the community. that really wants to come camp, but, um, so that is a challenge for us. Um, so just let me clarify, so the challenge was finding a space for the premier, or the campus. Yeah, so, and, um, but like I said, with, through our partnership and having a relationship with Dixon Unified, I was able to call. Um, Ms. Angela Brown, and I was like, I really need you, and she was like, you got it. So, um, yes, that's just how that happened this year. I had the pleasure of going to the premiere, it was fantastic. Oh, great! I'm so glad you were there. Thank you. Congratulations. Is there anything that we can do as a board, or anything that

032you need. Community to help you with the future. On Premier Nights. Oh, that is a loaded question right now. Can I think about it? Just because, um… Um, like I said, SCO really supports us, and our PIO team really supports us, and there are sometimes things that we could. We could use support on, but it's hard to kind of know, like, right now, in this moment. Um, can I, can I, can I get back to you on that? Yeah, just give us an update, and let us know when you start… Absolutely, absolutely. Any other questions? Thank you for coming. Thank you for coming. I just have a comment. It's gonna be long and prepare. The reason that we had the facility that we had. was in Dixon. is because of your relationship. Because of the

033passion, and so at the 11th hour, when it. We weren't sure whether or not we were going to even be able to have the event. you were able to use. that relationship, and get out there and get us a location. And thank you for that. The red carpet event? The red carpet event. That is why I'm sitting in this seat. And that reminded me. about the struggle to get here. is to support and to lift up. All the students that we help support, and that you help support. The one thing that really stood out to me. was that you knew every student's. Name. Knew every student's name. By just looking at them. Knew their story, could tell me a little bit of information about them. So I really want to commend you for your hard

034work. Your dedication, and the fact that you took this idea. We think we can do this in Solano County. And now, Joey Travolta. Let me know. Solano County is… Even though he's retiring, he wants to stay working in Solano County with you. I'm supposed to cry, but thank you. I absolutely, uh, I appreciate that. Thank you so much. Okay. Okay. Next on the agenda… First interim financial report. The report is attached. Are there any questions about that? Trustee G. I'm gonna confess to a little confusion. Starting on page 1. I'm sorry. But on page 1. I think I, um… I think at least I need a little… Refresher, I'm a little confused. We're saying on the one hand that, uh, we had a revenue… I need the mic a little closer, Justin. We're saying on

035the one hand… Still not right. What's happening? Can you hear me? Okay. Uh, on the one hand. under unrestricted, it's… we're saying we have an increase in the current. year… I guess because of Period 1 taxes. And then… we say that we're reducing. the revenue for the next 2 cycles. In order to eliminate the additional property. Tax… and then kind of the opposite thing under restricted. Can you explain? Ah, thank you. I'm trying to contemplate how best to explain it, so… LCFF is… the funding allocation amount that we get. It's a calculation, and it's made up of state aid and property taxes, and if property taxes go up state. We are in minimum state aid guarantee, so it's not a dollar for dollar. But we do not budget this year after year, so in the

03626-27 and 27-28, that's talking about the multi-year. So in the MYP that's included in the packet, so when we do our interim report, we project out 2 years. Because the idea is that we're showing that we can meet not only our current obligations, but our two-out year obligations. But one of our assumptions is we just don't keep the redevelopment agency liquidation funds. We don't budget that for… to be conservative. Because those are liquidation funds, and they'll expire at some point, and it's just an offset. And so the, uh, on the restricted side, so just over half of our LCFF. Goes to support special education. So that was recorded on the restricted side, but then the state aid goes down in kind, so if we… increase property taxes $100. The state aid goes down $100. So,

037I guess what threw me, if I may, is… is, uh… word eliminate. That sounds like we were anticipating it. And now we're taking away that anticipation, but that's different than what you just described. So, at our adopted budget, it wasn't included. We included at first interim, but on our multi-year projection, we took it back out. So it matched, like, it would match more closely to the adopted budgets multi-year projection. So it's just, we're not including that. portion of redevelopment agency liquidation in the out years. We did to start. No. So, we didn't. It's not in our NYP, but we added it in for 2526 at first enter, but did not. But it looks like… so when you look at the multi-year projection, and that's on… you know, someday I'm gonna get smart and put links

038in here so we can… change the pages. We've done it on others, and I just, um, I forgot, I'm sorry. Okay, so on the multi-year projection on, um… Page 55 of the packet. what it shows is it shows a decrease. in the LCFF, because we took that out, and that's an indicator on the certification. Because it would be a red flag, right? If you're reducing your revenue, well, why? Do you have significant. decrease in enrollment? Do you have major changes? You know, it's a red flag, so you have. So that's why we speak to it. There's a reason we did it. You should, you know, we should be able to explain these big changes so that. Are we also adjusting expenses? In this case, it's, um… to wash between the state aid on the restricted

039side. I understand. But on our side, on the… I'm sorry, not our side, on the unrestricted side. We are still in minimum state aid guarantee under the LCFF, so it's just additional revenue. But we are not including that in our budget projections for the next 2 years. When we get the first period taxes, whatever's included, we will revise that. Going forward, we are not including that in our projection. It's not included in our current purchase. But it was included in our plan. Okay, so, okay, it's included in our 2526 first. It's not included in our out-year version. I think I'm just getting caught up on this phrase, was reduced to eliminate. So… what we're saying is the 20… the next two cycles. our projections do not reflect the income that is. And I can reword

040that. Yeah, maybe, okay? All right, I understand that, it took a while, but did you see what I was… Wild stripping, okay. Thanks. Got it. That's it. That's it for me. Is he cheek? Um, kind of… Make sure direct you right in the summary at the beginning. There's a couple of areas, um, criteria and standards. Um, and there's a couple of items that were not met. Can you speak into the microphone. Um, at the very beginning, in the summary, there were. So, on page 1. Let's see… Um, there's a couple of items. That were not met. Can you talk about those, or… Give us the status of those items that were not met. Yeah, so those are what's called out in those assumptions, so that first one is the LCFF revenue not met. And that's

041because of that additional property taxes being added in at. for Cinerum, and then they're not in the multi-year, so that triggered that not met. Um… And then the state revenue, I don't know if that indicated a not met, but that was, um, decreased. Due to the additional transportation funding estimate, um… So then on the LCFF revenue again shows up on the restricted site, and then revenues and expenditures. For Justin to record the addition of new grants in the allocation carryovers, and that resulted and not met on, um… For item 4A and 4B. So, um… So the ADA is not met, that is the district? we pull the district data, and they're projecting, um, declining enrollment. And then our community school has also reduced from. And, you know, that program goes up and down, which it's

042great now that the state's given us that 3-year, so that we don't. Um, but they fluctuate, and… So those numbers are a little bit lower, um, so the number 2 is the LCFF that we just spoke to. And then I just spoke to the other revenues for A, and B. For the items, is there anything that you have to do, or the Office of Education needs to do to make sure that we. reach or meet those goals. So there's nothing we can do for the ADA, for the district ADA, right? It's their, um… We are funded as a county office, we get some funding for the fiscal oversight and the Ed Services side. To support them, and, like, we don't have any control. their districts, and a lot of times they don't, because it's all

043based on enrollment. And then our own programs, um… you know, JCCF, it's based on who's referred. And, um, it's great that we have that program, but it's. You know, for those students, but we're not gonna go… Try and get more. Right, unless there's unserved students, then we will serve them. And then, uh, the expenses, the other revenues and expenses we do have expiring grants and carryovers. The carryover is typical, right? So at first interim. We always bring that up. Um, and then you take it out of your… Your future years, and then we reallocate it after we close. And then the grants, you know, will always go out for whichever, um, grants that serve. The goals of so that we're eligible for, so. But we also show reduction in expenses for those same items, right?

044That's where you run into a problem, is if you have revenue that expires, but you don't reduce the expenses below. Anything else? Thank you, Becky. Okay, next is Dr. Valerie Garrett. Talk about the local control and accountability plan. I know my eyes go back and forth. Good evening, trustee, superintendent. car. It is my esteemed pleasure this evening to present to you our local accountability plan. or LCAP. Next slide. So, um, I just want to highlight for you, uh, some updates. concerning, um, our LCAP. CDE does do a series of webinars that LEAs. like SCO can attend. to get updated information about, um, our LCAP writing. Thank goodness this year, I'm happy to report that there have been no changes. to the template, so we're all smiling a little bit harder. I'm so happy about that,

045and um… I may have shared previously that, um, we, SCO, are joining other, um. county offices to ask the CDE to consider, um, updating the LCAP template so that they. fits county offices, because right now, the templates are really geared towards. school districts, and we… don't necessarily fit the same way, so I want you to know, I did have an opportunity to, um. speak on behalf of SCO to recommend that the CDE. continue to, uh, consider updating the template. But for right now, we'll take the win of not having any updates to the deadline for 25-26. Next slide. So, um, oh, this is one of my favorites. So we've started our, um, LCAP educational partner meeting series. Um, thank you, Trustee Sharp. Um, she attended, um, our session with our. uh, fabulous Evergreen Academy, um,

046students, and, um. partners. Um, these meetings, I can't even, um… I can't even express to you enough how important they are, and how we're proud to say. that our LCAP, as you can see, represents the voices of the community. and the various partners who support the work that we do with our students. And again, um, to have a document that, uh, truly speaks about the needs. of our community, it's because of this. So, as you can see, uh, from our calendar, we try to make sure that our document is robust. and truly reflects the needs of our community. Next slide. So, um, I do have a bit of data, and I'm laughing a little bit because, um. As, uh, Becky said so eloquently with, um, JCCS, the enrollment changes. So, the numbers I'm going to

047give you right now are probably going to change by tomorrow, because every day. We're receiving referrals, and right before, uh, winter recess, we get a flurry of requests. But as of today's date, we're at 36 students in Golden Hills. That includes in-person. and independent study, and we have 9 students enrolled in Evergreen Academy. And again, those numbers, um, go up and down. So, by tomorrow, these numbers will, uh, no longer be valid. But I wanted to give you a snapshot in time. Next slide. Oh, that concludes my presentation. Are there any questions? Trustee Dean? I'm looking at… I know, so am I. Okay. Um… Regarding the recommendation, the efforts to recommend. to the CDE, updates to the template to better reflect counting. Office, um… operations. You said you were with other counties on that, and

048that you spoke on it? Who were you speaking to? Number 1. Oh, very good question. So, we were at a meeting with different legislators that support. the work that we do with the county offices. So we were asked to… different, um, LEAs to just give voice to why. We feel that the, uh, templates should be, uh, updated. So it was a meeting with, uh. CDE, and supporters of updating the template. CDE was the… They were the hosts. And so it was Virgil. So the legislators were in the room. Yes. Can you tell us who those were? I have no idea. A lot of people there, but, um… Many people. I can't even… Like, 30, 40? I would say at least, maybe there were 95, 96, there was… There were a lot of people. And you

049spoke to it, and do we know… The outcome of that, or when we might hear back? Well, it sounds like there's a lot of traction, and right now, we have a representative from CDE that, um, supports us with monitoring. the writing of our LCAP, and she is and her team are also part of those discussions, so it sounds like they're taking the feedback. And the CDE is going through their logistics to go about putting together this form with input from county office, um, employees. like myself, that actually do the writing of the documents to put together a template. that truly helps us tell our story. So… and then… I think we… we have a representative to the. A, C, C, B, E… Is that you? Okay, I'll give a report later. Okay, and about this

050issue? Okay, well, it would seem to me. This is just a comment, that it would make sense that the county… the electric county board members. would also participate in the effort to persuade. Maybe they are. That would be wonderful, and if you're listening from the CDE, thank you for your support and your willingness to listen. And, um, also, um, Trustee Dean, um. Another reason why we're pushing so hard to have these changes is that, um, we also report to our communities about the California School Dashboard. Well, alternative ed, um, campuses don't… uh, carry students for 4 or 5 years. So that data that you look at on that dashboard. uh, is great for a school district because they have cohorts of students that go from 9th grade. as well, we may have a kid for

051a week. For a month, for a semester. we don't have cohort data like that, so when you look at things like that, the dashboard and then the templates for the LCAP. it makes it a little tricky, and so you'll notice. when you read our LCAP, we're explaining. to our community why the data looks the way it does, and that's because. we're different from a comprehensive school district. So that's really important. So again, CDE, thank you for listening. I want to address that, because you have something else. when we had our transition commission. That was the items that she's talking about. Those were the distinctions that we were stressing. that, uh, CSVA. had to deal with, because they only presented. districts. They didn't present county offices, so… For me, they listened. They listen, they listen. made

052it a point, and now they're listening more. And I did recommend you several times. to speak, um, at… meetings in Sacramento and in Monterey. So, you got your day. I feel supported. And thank you, because we do… We take pride, um, and I know I'm speaking for SCO and all the county offices, we take pride in providing services to our students. from our partner districts. However, we want to make sure that our story. is reflected accurately in the data and the LCAPs because. That is our communication to our communities about what we're doing. Uh, for our young people and their families. So we'd like to see that document be reflective along with the dashboard. The cheek? Dr. Garrett, when was the meeting? Because I've been meeting with them at least twice, and I don't remember

053them. It was at the end of last… school year, so… and I don't want to tell a tall tale, because I don't remember the exact date, Trustee Jick. But it was recently. in the conversations are ongoing, and I've actually been, um, invited to participate with the, uh. county superintendents meeting, so I get to go up to Sacramento and meet with the superintendents and assistant soupes. from all over the state of California, and we get together and talk about. Um, what we can do as a collective body to get these issues. in front of our legislators and get them updated, because we want to provide our community members with. accurate data, and right now, we're doing the best we can. By putting explanations, but it would be nice to have a document that reflects. and fits

054what we do. And it's not like we haven't been asking them for this from inception. And trying to explain to them that we were different. Absolutely, not like us. It's good, I'm glad to hear that, because we rallied really, really hard. That's where the. What is the new one? Acb. They form. As a result, I wanted to do just exactly what now CSBA is healing. That's what we wanted to do. we wanted to do it through CSVA. Since they brought us back in under their umbrella. Thank you, I'm glad to hear this. That means both meetings, I had 2 or 3 times a week for over a year. It was not in vain. I have a follow-up. Comment or question, so… Here's what I'm… sort of rapid. I'm understanding that through the county superintendent's organization

055of county offices organization. This effort is being made. to lobby for… a change to the next… Uh… is doing on that, because they absolutely, in my opinion, should be doing something. But also, what specifically is CSBA doing? So there are 3 pots here. Folks are supposed to be advocating for this particular thing. So, I'll talk more about that later, but I'm interested from our CSVA. Representative. What's happening on that end. This is a perfect, perfect example. But what we should all be working on. other thing that we should all be working on together, so… Appreciate that you bring it to our attention. Thank you. Thank you. Doctor Carrot, thank you for your advocacy and your hard work. Thank you. To, um, Superintendent. Can we have a teacher voice? Oh, I can do that. Okay, okay,

056okay. Do you want me to repeat what I said before? Yes. Okay. With a teacher voice. I said, Dr. Garrett, thank you for your advocacy and your hard work. All right, next is our quarterly, uh. Disposal of obsolete inventoried items. And it's attached. Any concerns or questions about that? No, she was awesome. There's a lot of surplus on there. Next is our charter school update by Jess. Sounds great. Good evening, Chris. Good evening, trustees and superintendent. Dr. Parr. Tonight, we'll be giving you updates on the leap documents. We're going to start with the narrative, and these updates are from Ali Celebrations. They have submitted an application for new construction under Proposition 2. And they look forward to receiving the one document they need from Vallejo City Unified School District. To complete the application process by

057the deadline of December 18th. They've had 2 parent quarterly mixers this year. They've had their parent leaders of the Elite Athletics Booster Club. the school site council, the English Learner Advisory Committee, and the Elite. Parent Advisory met and discussed current topics and strategic plans. At their last meeting, they had guest speakers Wanda Williams. And Cassandra James, County Supervisors in attendance. Teachers upheld parent conferences as part of their Project 2026 plan. To update and partner with parents on student achievement. There are boys varsity basketball team has won 2 out of 2 of their league games, which is pretty awesome. And their middle school cheer team won first place. At their first JAMS competition in Stockton. And their TK through second cheer team was acknowledged for completing in their first JAMS competition in Stockton. So, exciting stuff

058going on at Elite. And our updates to the reporting… does anyone have any questions on the narrative? Sorry, before I move to the next. Go elite. Okay, awesome. Updates to the reporting schedule matrix. These are items that were received after November 17th. The bank statement for October. the master schedule for December. Substitute log for November. Certificated staffing list for December, and the first interim report for 2025-26. And as of 5pm today, there aren't any items that are past due. Are there any questions about… The matrix? Yeah, I think so. Let me go back. I have a question about snapshot. Yes, I will give updates on that. Next. Yes. Okay, great. Okay. I got those shorts next up. That's okay. Um, are updates to the snapshot. Elite received a letter from Charter Safe. And as part

059of their follow-up process, they will reschedule… they're going to schedule a re-inspection. of the site in late February or March to verify completion of correction… of corrective actions. Is there any… I know there's the HR portion, but are there any questions about that? So they are scheduling a revisit. Any questions on the… Trustee Dean? Sure. Right, control of my eyes. Um, my question is about the… Um… Page 2 of the snapshot document. Which refers to the audit. For sure. Sure, I was trying to… who… Who has the, um… You could scroll… oh, there we go. Sure. So… Where are we at? I'm confused about… well, I'm not confused. It looks like we haven't made any progress on some of these things in quite a long while, so… The audit report was from 2023-24. There were

060some back… there was a lot of back and forth thing. And CDE sent a letter to Elite in April. in May, Elite responded, and the last update I have is… the November 12th letter, but what's… what's going on? I think it's… to simplify it. What is happening? This is not typical, or not atypical of audit corrections that just take a very long time. And they are now available to go through an appeal process, but I had to go through all of. These other steps in order to be. deemed, I guess, eligible for an appeal. Because it is fiscal findings. And Elite is asking for other options to be considered, so they want to appeal that. So it's sitting in the controller's review process right now. So, I'm seeing in the report that Elite was advised.

061by the state controller's office that they could appeal. And did that happen… did the appeal occur? My understanding is they're working on that, yes. Is there a deadline for filing the appeal? I have not seen anything that indicates there's a deadline. On future board business, let's find that out. It feels like we've got unfinished business as the years move on. Let's find out precisely what's going on. We'll do our best to do that. We're… we ask. almost every week about this. So, to clarify what… to… you got… you would… you are asking for when or how long the appeal process. It's taking? Okay. A letter came in that said the issue could be appealed. I understand the issues that are on appeal, we've seen them. Is it going to be appealed? If so, when? Is

062there a time frame that the appeal has to be filed? And once it's filed, is there a time frame for when it will be decided? What's the process? Where are we going with this? Okay. Okay. All right, great. We're gonna move on to the HR portion, or did… oh, look like. I was gonna ask clarification for, um. Okay, so you're saying, like, in this last sentence here, if we could have had additional information. That's what you're looking for. This is the last thing to happen was in November. What's going to happen next? When is this going to be, you know, what's the timeline, deadlines, process? Okay, yes. And part of this is that we are now going into yet another. You know, calendar year. And, like, we could have new appeals and new things. So

063we gotta keep it together on what this one process ultimately is. In my mind. Alright. Thank you. Yeah. we're gonna move on to the HR part of the snapshot. I know it's a new. Um, portion of it, so we wanted to get some feedback. Thank you, Jess. Trustees, Superintendent Dr. Parr, uh, we have the mis-assignment summary before you, uh, quite a bit more information than. has been previously provided. Want to check in with. of the board, uh, as to whether or not. We've hit the nail with the information, or if there's additional information. Uh, that the board would like us to provide. There's lots of data. We just need to know from you, you know, what's the correct data to provide you with. Anybody have any questions? No questions. You did a great job, I

064guess. Well… Paul Deal did a great job. I'm seeing that the… what you're referring to is not on the screen. No, we can scroll, continue to scroll down, I'm not sure what page… It is… It's the one with the blue… Yeah, it's a table with… Last one. And Nicole. There you go for that one. And while we're… kind of bringing that up on the screen. I do want to say that since. This was, uh, published. Um, we have gotten additional information from Elite. And, uh, the second grade self-contained dual immersion classroom. That, um, teacher is all good. Has applied for full bilingual authorization, pass all necessary exams, so… Uh, that is great news. Uh, the High School Advisory period, um, that has been corrected. Uh, we now have someone assigned to that with the proper

065credentials. Uh, and the first… the… First grade self-contained dual immersion classroom. There's also progress being made there, but those other two that I mentioned, those you will not see those as misassignments. Um, on the next packet, so that is good news. Thank you for all this, too. Appreciate it. Trustee Dean. So, progress on the first grade. Progress being made. Would that mean that we're still out of compliance in that area? Um, well, we're gonna… In terms of the… that first grade dual immersion classroom. Uh, we've applied for a TCC, an extension on the bilingual authorization, so we're just waiting. We're very confident that. That's going to, um, happen, but we're not. can't be certain of that yet. So what is the answer to my question? progress is made. Are we out of compliance? It's still

066a misassignment. Yes. Thank you. Okay, that's what I mean, thank you. You're welcome. Okay. Any other questions? Just to LaBelle, thank you. Um, can you address the letter that we received, um, dated December 4th? Subject, uh, CLA's notification of outstanding requests for audit information. Is that… Michelle has an answer. Yes, this is another item on the agenda. Oh, I'm sorry, I knew that, and I apologize for going out of order. That's right. I can wait. Thank you. Sorry. Oh, that's okay. Anything else? Thank you. Thank you. Thank you. Alright, next on our agenda, semi-annual report on allowable expenses. For information only. Human Resources report. Nolo Garcia again. I didn't go far. Good evening again. And first off, um… I just want to say, since I have the opportunity. I fully support any, um… Any work,

067any advocacy to get more speaking engagements for Dr. Garrett? She's fabulous. Wow, you're welcome. All right, so you have the staffing report in front of you, as well as the temporary certificates. temporary certificates of clearance. You see there that. I didn't count them today, but primarily we hired five paraeducators, and then a variety of. other positions classified in some management positions as well. Um, and coming from both private sector, both from substitute positions, promotions from within. Uh, the SCO organization. Um, any questions on the staffing report? Okay. Alright. temporary certificates of clearance. You see it's a short, I think, two-pager this month. So, short month? Not a whole lot going on there. But that's going to pick up. Thank you. Thank you, Mr. Garcia. Okay, now, unfinished business. We'll go from there. So, uh, school

068plans for student achievement. Doctor Garrett? Good evening, trustees, Superintendent, uh, Parr. Um, we previously, um, shared with you the, um. School plans for student achievement for both, um, Golden Hills and Evergreen Academy. And, um, of course, if you have any questions, I'm happy to, um… answer them, and I'm humbly standing here requesting, um. approval for both plants. Do we have any questions or discussion? There's a motion to adopt the SPSA for the Golden Hills Community School. I'll second. Moved by Trustee Coleman, second by Trustee Cheek. Can I get a row cover? Christy Cohen-Thompson? Yes. Trustee Coleman? Yes. CD? Yes. Custy done? Trustee Lavelle? Yes. Does he cheek? Yes. Trustee Shark, yes. Can I get a motion on the Evergreen Academy? So moved. Second. Moved by Trustee Cohen-Thompson, seconded by Trustee… Common? Can I get a

069roll call vote? Mr. Cohen-thompson? Yes. Trustee Coleman? Yes. Trustee Lee? Yes. Have you done? Trustee LaBelle? Yes. Trustee Cheek? Yes. Congratulations. Thank you! And moving on, number 10, new business. We have the established dates, times, and locations of the regular board meetings in 2026. It's pretty standard fare, other than in November. Veterans Day bumps it a week for us. Can I get a motion? Do we have any discussion? Can I get a motion to adopt? Do you think we'll really have, uh, no meeting in July this year? Fingers crossed. Fingers crossed. I am a gambler, so I'm gonna… I'll take odds. Thank you. Second. Thank you. May the motion made by Trustee Cohen-Thompson, seconded by Trustee Coleman. Can I get a roll call vote? Rusty Colin Thompson? Yes. Trustee Coleman? Yes. Facility. Yes. Trustee Donn?

070Trustee Lavelle? Yes. Yes. Yes. Item B, the charter school request for an audit. Extension. Is Michelle coming up for that one? Sorry. Ms. Henson. Right, you've seen one of these before, like, a couple of years ago. There was a request from a lead. for an audit extension. And just as a reminder, um. the SCO itself and its oversight capacity doesn't approve extensions. It's something we take. the authorizer or the school board, if it's a district. would approve this request and forward it on to the state controllers. So you as the authorizer of Elite. are to… approve this, and we would forward it on for the state controller's review. And it would move through the process that way. So here we are. Courtney, do you want to weigh in on this? I mean, I will say,

071I think, I believe this has been on prior, prior years, there's been a similar request where it has also been approved, so I don't want to say it's. Necessarily, I don't want to say it's standard, but it's something that this board has approved in the past as well. Do you have any questions or discussion? So the letter that was attached is an explanation from the audit firm. as to why this request is being. submitted before you. I have a couple questions. Trustee Dean? So, the justification for the submission is that they don't have all the… Not everything has been submitted. That is how I'm reading it. stating that our service and delivery dates are contingent upon both parties meeting expectations for the timing of requests that correspond with our scheduled time and resources. So you

072can imagine they're dealing with multiple LEAs. At once, they have a set schedule, we need this from you by this date in order to keep their. reviews moving forward so they can meet the deadline. We're not involved in an audit as an oversight authority, so… the day-to-day, we don't have the details on. We have a public comment, if that's okay, everyone? Uh, Dr. Ramona Bishop, if you want to come up. I have other questions. Okay, do you care if we… okay. I can wait for my public comment until I hear everything, if that's… Better. That'd be better for you? You were gonna stop it, okay. I teach from that, I do. Um, okay, so… here's what I'm… so… where I read is that the auditor did not receive. A substantial amount of documentation that they…

073needed. Information, not necessarily documentation. By dates that were set out. in the AIE. Right? Okay. So… that's… So one, that's… that's a fact, that's what they said. It's a fact that they said that, I don't know. Okay, and then the second thing is… Um… yeah. So we're just gonna go to Jan… to a month, essentially, six weeks from now. And that's a date they determined that they would be… They give a reasonable date that they think they can… And the only way this gets to the state controller's office is if we send it. Correct. Okay. Um… I'll just… Note that we're still dealing with the audit from 2 years ago. Right? And I feel like you've mentioned this is… fairly… this has happened before. It's like dealing with the IRS. And I don't know what

074their staffing levels are, but the state controller's office, not to. Like, get myself on a bad Christmas card list. Um, they take a long time, and it's very difficult to get in contact with somebody. And it's not that we can reach out and get in contact with somebody, because it'd be like me checking on. the status of your tax review, or something like that. They're only going to deal with the LEA. So we have to work through. you know, elite in order to get those answers. That lead has to reach out, and our. response from Dr. Bishop has always been timely and saying. We are just as curious, and when we know something, we will let you know. We check in weekly. And then my last question is, are you comfortable with this? I wouldn't

075say comfortable is what I'm used to describe it, in terms of response time and the issues that are starting to pile up. I mean, ideally, we'd want these answers, sure. Um, but this isn't the only LEA that's come to us with a request this year. We're forwarding on. two others that I know of in the county, but for different reasons. And we have done one of these with LEA, or with LE in the last. 3 years, I think. I think it was a year before last. similar reasons, they had some turnover in staff. Um, they asked for an extension that I believe they met their deadline, uh, meaning. you can actually come back in 6 weeks. you know, according to the reasonable that you provided, and you could still ask for another extension. The controllers

076will allow you to do that. And I believe they met it on their requested deadline, they met what they said they were going to do, whether it was an extension of or not. And as long as we end up getting the audit, that's… that's our primary concern. There have been instances of LEAs in California that. you know, they're so dysfunctional that they haven't got their audit done for a number of years. And we're not in that kind of situation here, to my opinion. Trustee Lavelle, did you want to ask your question? This was the item? This was much of what Trustee Dean was asking. Um, but it does cross my mind that we are past the date, so, um, a little. Um… It just seems like… What are you gonna do? What are you gonna

077do? What are you gonna do? The state controller will still take. the requests, even though we're beyond the date that it was due by, because, again, they're going to want the LEA to do everything in their power to get it done, not just be hanging out there as an undone audit. Why didn't we get it before the… Well, we would have got it… if the letter came in on the 4th. This was the earliest board meeting to put it on. Okay, so… and… Why couldn't I get it to us before? The letter? Yeah, why does… I think you're asking why Elite made… we didn't… submit the request until December 4th, or, like, acknowledge it. Yeah, so it's this organization, which is… Unassociated with scowing, that's a question for Elite that potentially could be answered. Okay,

078great. Love to hear that. I'd also be interested. tonight or in follow-up, if we hear… ever hear about this again. What, uh, documenta… what information was not submitted? By the specific dates as listed in the assurance information exchange. And would you like staff to respond to that, or do you want to hear it from Ali when that audit is submitted? How do you, how do you… what format would you say? What… through whatever means. I'm sorry if that's unhelpful. Um, well, I'm just trying to think what's the best means, because… Let me say it, let me say it this way. If we see this again… then I would be very interested. like, if they… after… up near January 29th. They're coming, and we're coming… the auditor comes back, says we need another extension. We didn't

079get what we needed is… not a great justification. We didn't get what we needed, and here's the 8 things that I'm still waiting for. Okay. And this is… I'm just one board member. It's an interesting… concept, and there are… and I'll say that there is much discussion going on through the California Superintendents Association Subcommittee BASC. So the business folks that get together. Some counties have policies that they will not accept, they will not entertain this, even though it's allowed. that could be something, but I think it would need to be. a policy developed in… Um, you know, posted, we would have to work with them. There are some situations, the one. If not both, of the other LEAs in the county that put their requests forward to their boards. was not at the fault of

080those districts. It was actually because the federal government had not, uh… completed their supplemental compliance component of the audit guide. And… Basque was like, this is kind of flying in the face of what we're trying to accomplish by not having late audits. There's also an auditor shortage. Uh, there's firms that are… not… doesn't have the staffing to, you know, get the work done in a time fashion. required. So… I would say if you're talking about elite specifically, to which, you know, you have oversight authority, maybe that's something that needs to be dealt with in the MOU. Okay, if I could… I'm just gonna… You're not going to break the record, I'm sorry. I'm not trying to break the record. To be clear, what I'm saying is if an auditor comes to us and says. Hey.

081We… we need you to put in this request for an extension, because we didn't get everything we needed. Especially if it's a second request or third request. then I would like to hear what it is they didn't get that they needed. That would have to come from Elite. We're not privy to that information, necessarily. Yeah, I'm not… Okay. Okay. No, I understand. I'm… so, for example. Let's go back in time. Yes. In anticipation of this agenda item, having information from Elite that discusses the rationale for the request, what was not provided or. Further evidence. Yes, I mean, the request is from the auditor. Oh, we didn't have everything we needed, okay? Sure. What do you mean by that? At the end of the day, it is the charter school that is making the. Quest, their

082auditor is advising them, we would request that you… but it is the charter school that is… So, I think I'm hearing providing the rationale for the request, a little bit more detail. in more detail, that makes sense. Exactly, thank you. Not all this, you know, a lot of things could happen. I mean, the thing that's right before us that we have to decide on. And we're deciding based on a single sentence from somebody who says, I didn't get everything I need. Yeah, that's what I mean. Thank you. Trustee Color Thompson? I'm concerned that we are presupposing something in the future. let's deal with what this is. As opposed to wanting to get in what was really missed. If our staff understands how the, uh, state does what they do and all the components. That is

083not a fault of elite. Head is just kind of caught in the middle, and we caught with Elite because we are their authorizers. So, let's believe that Elite is going to have. everything. I can't see them sending partial information. Because they know that it wouldn't be received. So, um, just wanted to… Put that out on the table, that I don't want to presuppose that they're not going to give everything they need to give, and then I need to know what it is. Because I wouldn't know what it is anyway. I mean, how would we deal with that? Because that's nothing that we deal with. I just want us to stay. in real time, and real time is. They need this, uh, uh, extension. It's up before us today. Let's do our due diligence to get

084this in. So that they can do what they need to do and get on track. Jose LeBelle. I believe… As I said, that the horse is out of the barn. We are past the day. The extension is kind of required at this point. But I do agree with some of what Jesse Dean was implying, in that. Um… as we hear some of the districts that are applying for this have circumstances outside of their control. And are required to apply for this, um. Is that the case here? We have had a track record over the years of. Um… things not being presented regardless of the MOU, or regardless of. the authorization that includes requirements from the. CDE, we have had to wait for outstanding paperwork to come to us. is that the circumstance that we're facing

085here? And if so, I think that needs to change moving forward. Um, but yes, at this point. It's… it's not the 15th. we… We're on there. Any other comments, questions, or so we… Trustee Coleman. I think part of the… The action, the motion is not only to consider extension, but also direction on next steps, and I think that's what Dana was referring to. is what we're going to look to see. I mean, this one might be a moot point. Yeah, we might have to go ahead and do this one, but… If it comes up before this board again, we're going to want to see the next steps, and the next steps are going to be. Provide us information that's missing. So we know, you know, what is going on? Why can't this get completed? This

086is… Data. Go ahead and have our public speaker. Dr. Bishop? I'm really glad that I stayed. So, firstly, um… to President Sharp, congratulations. Thank you. Superintendent Dr. Parr. board members, community, and friends. I'm Dr. Ramona Bishon. I'm the visionary and CEO of Elite Public Schools. I'd just like to take us back to the audit report prior that we are talking about. And I would suggest that we do not have a pattern. Of not providing what you ask for when you ask for it. Nor anyone else, including our auditors. When it comes to the state-level audit, I guess it's 2324, the one that you were asking about earlier. I just would like to remind this board. That we are not waiting for any paperwork. We have filed our appeal. the state could not deal with our

087appeal. Until they finalized and. memorialized and did all of the certification that they do for audits. The appeal was filed prior. Which is why I had our attorneys write to you in November. I would love for things to move faster. All we're waiting for is, are you going to accept, uh, give us a non-monetary penalty? Or a monetary penalty. If it's a monetary penalty, we'd put it in the budget, and we move on. That's what all we're waiting for. As it relates to this extension that we're asking for now. I can tell you specifically what we're dealing with. Yes, there were things that were late. But we deal with a third party for our business function. So the third party for our business function was not submitting things on time. They deal with multiple people

088up and down the state. And so that was one of the issues. The other issue is that our bank, BMO is our bank. Has had some turnover, and so the auditors have not received from our bank information that they need. And we are working with our auditors to do that. Lastly, there are some things that we're still trying to pull, we're having difficulty with. And some errors in our student information system that we are dealing with on a regular basis. The letter that you received is a form letter that is used by CLA. I requested that they give us what they use. I didn't change their wording. I have no interest in hiding anything or changing anything. I was just trying to get it done. Um, so on… based on my request, because things were

089not moving fast enough. I wanted them to have enough time to get what they need, which is why I requested. Um, the… the extension that is before you tonight. I want to say that your staff wrote to me. in enough time. They did. They did their due diligence. But I did not think at that moment that we were having difficulty. It was not until I learned that CLA statewide is having, um, delays. in providing their audits on time. And looking at everything. And that's why I made the request of CLA to write said letter. Thank you so much. Thank you. Do we have any other questions or discussion? Do I have a motion? Don't move. I second. Uh, moved by Trustee Cohen-Thompson, seconded by Trustee Cheek. I get a roll call vote? I'm assuming this

090is to… your motion is to, uh, grant the extension of the audit timeline. Yes. Okay. Christy Cohen Thompson? Yes. Mr. Coleman? Yes. Yes. Trustee Dunn? Trustee Lavelle? Yes. Musty cheek? Yes. Trustee Sean? Yes. Thank you, too. Does that cover it for everybody? Do we feel like we've got our next steps as far as… Excellent. Dr. Bishop. Uh, moving on to agenda items removed from consent, we didn't have any, so we can move on. board discussion, uh, meetings and special dates attached to the list of upcoming. meetings, events, and special dates for the board members' participation and information. I did have a question for Dr. Garrett. The, um, LCAT tomorrow, it's listed at 1 o'clock on some things, and it's listed at 3 o'clock on some things, and I went and checked my calendar, and it's

091on Zoom as a 3 o'clock, but… A little late for me, if I show up at 3 and it was at 1, that would be a bummer. It's at 3 o'clock. It's at 3, okay, perfect. Anybody else have questions about the meetings and special dates? Nope. How about board member requests in accordance with board policy 9250, board members will request to represent the Board in an education-related activity and specify the desired level of support necessary for the activity. actual unnecessary expenses incurred while discharging these official duties will be paid by the. County School Service Fund as permitted by law, and SCOS travel policies. Request will be placed on a future agenda for action. Does anyone have any requests? Nope. Oh, yeah. Oh, yes, you do. Okay, go ahead, Trustee Dean? I have, I have a

092few, actually. Exciting. Nothing has ever happened. Um, circling back to the issue of. advocating for 2CD and others for… changes to the dashboard, etc, and the LCAP. Um, I would love it if we could have that as an agenda item, and that we could hear from… do you mean board? This is for if you want to spend some money at a conference or something. Oh, I'm sorry. I was making notes, so I wouldn't miss anything. Notes are important, no worries. No, I have no requests. No requests? Okay. Although, here's my request. Let's spend more than $459 in the next… I spent some money, so I'm a little surprised it wasn't on there. Okay, but maybe it didn't float in the right year, so that's what I'm assuming. Okay, anybody with a request? No? Okay, moving

093on to suggestions for future board agenda items. Now, now Trustee Dean. Circling back to the issue of advocating and lobbying for change to CDE and the legislature. for changes to the, um… dashboard and LCAP framework to better, um. meet the needs of county offices of education. I would love it if we could get that as an agenda item so that we can hear from our ACCBE representative. on efforts by ACCBE. from our CSVA representative about efforts by CSVA. And from our county office superintendent. Designee on efforts from the county office folks. And where they are, and it… perhaps, what we can do more specifically. To help move that along. That's 1, 2, um… I would like to hear back about the 2023-2024 audits. So, I understand from Dr. Bishop that an appeal was previously filed,

094which is interesting, because I just got authorization to do it. But it's still here. When is the appeal going to be decided? What is the process from here? If that makes sense, and… Especially… Well, no, that would be good if we could get that in, especially if we could get it in next month. If possible, just because then if they come back. On this other thing, we'll have a sense of the two going together. I don't think I need to hear more. We kind of gave direction. Um, what should happen if… Yet another request. From an auditor for an extension, for us to present an extension. Right. It seems to me that if that… if it looks like you're not going to meet the January 28th date, they have to bring. So request to us

095next month, before… It's overdue. So, those are my three. Uh, Trustee Dean, do you mind if I just ask a clarifying question regarding the item you mentioned right before, the 2324 audit? Um, for purposes of the presentation of that item, are you looking for sort of an overarching. summary of that process, timelines, and so on and so forth, and then more specifically, as a… kind of subpart, how it is applicable and where Elite is in that process. I would say the latter is the more significant one. You know, we don't have all the information on the thing that is right before us, so that's important. I don't know that we need to make… hopefully we don't need to make it a big thing. Thank you. Those are my requests. Trustee Cheek? I think she just

096reiterated what I was gonna… Anyone else? Okay, moving on to board activity reports. Dana Dean, take it away. Um… I left my house a couple of times. I can report that I put 4,000 miles on my car last year. Goodyear. Um, yeah, just trying to, you know, year-end. I don't… I have… have I been anywhere? I don't believe so, really. Not related to… I have no news related to education. I know, right on. Seeing the signs everywhere. Hey Pakers, let's go. prosthetic, I have not been to anything. Locally, however, I have attended a couple of Zoom meetings with. A C C E. Um, and I just joined in October, so I'll be following up with them in regards to the information that Dr. Garrett provided us today and understand better, and we'll be able to

097report to you. Um, our, um, efforts going forward. Um, but, um, so yeah, we've been… they've had… Uh, Zoom meetings. I could just kind of run off with the meeting's been about the communications, and then different trainings, like juvenile court and community school data reports. Um, they've had, um, building trust and excellence, charter renewal and Appeals. learner portrait feedback sessions, those are the ones that I've gone to. And then I just have a brief summary of, you know, just based on my attendance so far, and I can give, like, an update of what they've done so far. Um, the ACCBE now represents 38 county boards statewide. Um, and we're all… they're speaking with one unified voice on behalf of roughly 80% of California students. is focused on delivering practical, trustee-driven meetings, including 9 building trustee

098excellence sessions, 5 starting strong training for new trustees. and updated trustee handbook. And there's also a new online resource hub. It's also elevating innovations across the state, highlighting career education, teacher apprenticeships, early learning, and broader recognition of education. Um, every county board member board has a seat at the table through the designated liaison. And, um, they've just formed a new advocacy committee supporting 9 bills, 4 of which were signed into law, and. the forms with state legislators… legislative leaders. So, I have more in regards to that. final line, next time. Wonderful, thank you. Trustee Cohen… oh, yes, Trustee Dean? Can you connect… perhaps next time, can you let us know who makes the decision of how the decision is made on what legislation? support or not support. Thank you. Trustee Cohen-Thompson? Um… I'll just do

099the first one, um… kind of piggybacking off of what Trustee of Trustee. Gee, I did also, um… sit down on several of those Zoom meetings. And while they were interesting. I'd still hear a thread. Of district information. That is not applicable to us. Um, if you just… you gotta know what the districts do, really understand it. And there was a lot of. information, and it was good. But it was threaded through. What a district board does as a board, as a… As opposed to a county board. So the information, a lot of information was given, it was good. But it was nothing that I could pull out that we can do here because we don't do that here. But if I'm still listening, I'm still listening, and I want to hear what they're going to

100do, what they're saying about. changing the templates for county boards. where I'm… my thought would be that that would be our emphasis. Since 99%, and I'm the 1% not. was on the transition committee, and that's what they fought for. But I'm not seeing that as their priority. Um, that being said, I'm still listening, I'll go forward. I did, um… Attend, uh, it's called More Than a Cut Foundation. And it's a non-profit. by a group of, um… Barbers in Vallejo, across cultural barbers, and um… What their mission is, is to equip young people. in underserved communities with the tools and experiences they need to thrive. acting locally within the community, but thinking globally. They do some collective things. And one of the things that, um… Um, they brought in were some ladies that were breeders. They

101were not cosmicologists. They were graders. And these young women, although 3 out of 4 are from Vale. They go to the juvenile halls, they teach braiding. And they also go into the jail, and I referred them. To Dr. Garrett, so if a breeder calls you, I refer them. All right, um. I think that's something really positive. And these are young people. When I say young, these people are less than 32 years old. And they are very, very interested. Uh, no, they are committed. to, um, what they're doing. Like, um, when, um… Watch Me Grub does their… annual thing. If there's one barber there. 15 barbers out there. And each barber. has its own shop. And that shop provides. School supplies, coats. socks, which I was surprised… in the summertime. Not wintertime. They supply those kinds

102of… they provide those kinds of things. Um, they deal with scholarships, uh, school supplies, community opportunity. Um, the barbers have been doing a lot of help awareness. But it was for adults in years past. being a cosmetologist myself. I'm aware of what they used to do for adults. Now they backtrack that, and they're doing that. for the young people, school, uh, students. Um, and they, like, volunteer, so… They tapped me as a volunteer and for mentorship. So that was all good. I did the greater part, and I'm also a volunteer for Share the Blessings. That's the group that, um… They give clothes, uh, and furniture for youth. Um, and this happens since. our last meeting through this meeting. we had two grocery giveaways. Then we had the turkey giveaway. And then they did another giveaway

103for… winter clothing for children. And all of that is in the parking lot in the back of my office. And then they did the toys for Christmas. And they also did the Halloween thing, and they had just more candy, so they were just… giving out bags of candy. when they were giving out toys. Um, also, the House of Acts. this past Saturday, they had their first. Annual, uh… client slash family celebration, where all of their clients are. participants in their programs. They brought their families. And, um, had a luncheon, and there was a Santa Claus there. Uh, giving out gifts and taking pictures. Um, had a little history of. Patty, uh, Miles, um… I knew Hattie when… before this ever happened. Before she ever did this, because she used to work for Legal Aid. And

104it came out of Legal Aid that she was… she put together House of Acts. Um, what else did we do? I'm sang songs. Christmas songs, and that was something, because. I go to a lot of celebrations for Christmas. They don't sing Christmas songs. Simple little Christmas songs, and um… Everybody, there were more than about 65. 70 people, children running everywhere of all ages. Uh, parents… Um, significant others. and spouses, both men and women, because one of the women, uh. board persons. was herself, uh. came out of the House of Acts. years past, and went on to go to… had our children taken away, and. Went through all of that, and then went to school, and came back because she saw. what she got out of what the services that, uh, House of Acts provides, along

105with some other cohorts. For women, because they don't do women. But they provide services for women. And, um, that was really good to hear her story. that she did all of that came out. got herself together and got, um, education. And now she's back in, and she's, um… one of the leaders, the head people. She's next to, uh… Uh, Sheila Nixon, who is the Executive director. And I thought that was, uh… and they gave their testimonies. Um, which is great. I know about the House of Acts. Because, uh, they are a faith-based, uh. organization, and um… they… I attend the church. Where they… take their people. They provide buses to take their people, and they willingly go. Yes, at least 10 or 15 people every Sunday. And everybody doesn't live. And the facilities. That, um,

106they service. So, I'm looking at 10 or 15 people every Sunday. That's the assumption. And of course, everybody knows over the years, uh. the, um, accolades of… for the, uh, success of the. House of Axe, and I'm one of their mentors in terms of, um, real estate and facilities location. So, that's what I did. We had a meeting tonight, maybe we need to talk about next year. on this night, because this is the night my great-grandson had his Christmas program, and it started at 6. And I had to be here at 6. Alright, last year, we had a moment meeting, and I did get there. Just as it was over. But I can see I won't make it today. Alright, so that's my report. That's my report. Oh, and I'll say that I am really

107glad. Um, that somebody did hear. when I was being an advocate on the transition. Uh, committee, I'm hearing that. Somebody listened. All right, and they are moving. But it's not the people. it's not CSVA, but then maybe CSVA was not the one. that needed to do it. It's sometimes… it's the. what is it, the peripheral organizations. that make it happen. So when you go back, you tell them we want to deal with. County-specific training. I don't want to hear. Uh, about, uh, the details. Very good, but it's nothing we can do. There's a lot of people that are on that. Were on district boards. Alright. Thank you, that's it for me, and I thank everybody for these wonderful kids. Just see the bell. Well, as I mentioned earlier, I had the pleasure of attending the

108red carpet event in Vacaville, and it was just a delight. The work that goes on behind the scenes for something like that, it just… Um, unrelenting, and had to deal with rain, and questionable whether ahead of it, and pulled it off without any hitches. It was just beautiful. Um, additionally, I've been to the SESDA meetings. We're working on the next presentation. Which should be coming out in the spring. Um, also a public viewing of a. documentary called Hopeville, which is all about, um… reading and making sure kids have the skills they need. Uh, one thing that came out during the SESBA meeting was, um, sincere gratitude for the staff here at SCO, um, and the work that is being done to get the proper bank statements to the right people. at the community college, the,

109um… Representative from Solano Community College is the treasurer and staff here have made sure that the bank statements, which are. Perpetually coming to this office. are forwarded to the right people, so I was asked to share thanks. Um, in that regard. Um, and then just a real quick, uh, plug for the work that we're doing at. Uh, the literacy office. Um, we just finished up. a session of tutoring with Grange Middle School here in Fairfield Sassoon School District. And just received the data on MAP scores. the kids went through the MAP testing right ahead of the tutoring. And then just finish it a second time, and so we were able to. Uh, see the results, the impact that the one-on-one tutoring has. And it was significant to the tune of, uh, to the extent that,

110um. The district is now asking if maybe we could. Continue the partnership and they will pay. So, uh, we are starting up a new session in partnership with Vallejo City at Cooper Elementary. And looking forward to, um, um, moving forward. And then. Uh, further beyond that, uh, with Dixon Unified in the next fall. And the beauty of that one is, because of the proximity to UC Davis, they will be paying for that tutors. So, the tutors that come from UC Davis. So that's my… Trustee Coleman? Well, I've had a lot of stuff going on family-wise, but I was able to, through the Community Advisory Board that we sit on, uh, Trustee Cheek and I for, uh, Embark, and then also through the. 100 Club of Solana and Yellow Counties, we were able to donate. Uh,

111$60 gift cards to each one of our students at Golden Hills for the holidays. So, we really appreciate Dr. Garrett and all she does out there. And we felt that even though it was a minimal amount, it would have a big impact and go a long way. Thank you. Uh, for me, quick, um, I was at the Evergreen Academy LCAP, and that was a lot of fun. I have to say, they were given extra care at the business. But they were so respectful about it, but their frustration over the, uh… slowness of government was evident already, even in teenage boys, so I hope you buckle up, it's gonna get worse, so… But it was really cute, it was neat to hear them talk. Um, and then, uh… I attended Vacaville Rotary, um, and then I

112had my very first monthly one-on-one with our superintendent. And I just can't tell you just how wonderful that opportunity is and how. Thank you so much for being so available to what appears to be everyone. I hope you see your family sometime. So, anyway, with that, um… Oh, go ahead. I'm sorry. Um, I need to amend my report. Okay, amend your report. A very important thing I participated in, I failed to mention. And that was a huge error on my part. I did, once again. participate from morning till the end with the Operation Gobble Gobble. Um, lots of folks were out. Some of the electeds that were there were. tirelessly. I confess I was one of those. Some of the electeds were there. There was a beauty queen there. Yeah, but it's an enormous operation.

113I can't say enough about food is free. Um, so mono slash Bay Area. It'll always be Food History Solano to me. And to Assemblymember Wilson's team. Out there last… so, it was more than double. The amount of folks out there. It is crushingly. impactful to see all of their faces and their joy at getting. a simple meal. for their family for Thanksgiving. Yeah, it was a thousand… Dinners, or, you know, packages with the turkey and the thick sense, and folks. We started at Food History, started at the… Um, fairgrounds, wrapped all the way around the parking lot, all the way around. Out to Fairgrounds Drive. up to the freeway exit. Wow, wow. Yeah, it's… the need is so unbelievable. It's so unbelievable, but it's the… it's the thing I'm most proud of in the year,

114so… Sorry, I forgot to mention it, but, um… Very, very important that those of us that can. Yeah. So simple. Thank you. Thank you for laughing. Thank you, thank you for sharing. And the thing that I'll add on to that, that there were 3 other organizations that were doing the same, so Vallejo, on that particular day. And I share the blessings. there was food available everywhere. And I'm just really glad about that, and I did not mention. About meeting with, uh, our superintendent. Yeah. Um, that was new, and I just said that, okay, what's this all about? It's wonderful. We're blessed. Yeah. It's good, she shared with me that the superintendent did that with her staff. And she thought that, uh… That was something admit enough to her. I think that that would be of

115value to us as a board. And I appreciate that. Then a shout out to the Fairfield Sassoon Superintendent. Thank you. Thank you for sharing that, because it's wonderful. Um, we can move on to closed session. Do we have any public comment? I don't think we have any public, so… But if any of you have something to say. Nope. Okay, then we will adjourn to closed session. Yeah, you thought y'all were moving. I don't think they've got passed down. Yeah, um. Oh, that's yours. I knew I had counted that. Sorry about that. Check? I'm going to show you my carry bag. buggies! I did buy Buc-ee's in Texas in November. Oh, I have Buggies, Christmas jammies, I'm upset. Henry loves his Bucky puck. I'll get a picture. For Bucky's family. I indoctrinated my children. I would

116not say no to another trip to Mississippi. Okay, some of the most friendly people I've ever met. And my cousin just got married a couple days ago. Um, so they had a big party, and I… I was thinking I'd go unless you take off the board. I know. We ain't gonna do that again. Not a bored. No, no. Okay, so we're gonna go ahead and reconvene, and we have nothing to report out. Uh, so
