004comment is available. Awesome. Okay, perfect. So moving on to correspondence. There is no correspondence. So superintendent's report. Hey First item is the elite fiscal Solvency Report. And there is a copy of a new slide, which is slide 5 that has been provided to the public and to the board. The information projected in the presentation is the updated information. Great. Are we good to get started? Yes. All right, good evening, everyone. I will be walking through Elite Public Schools financial update today. So we can move on to the next slide here. So we will be covering the school's enrollment versus ADA, how that has tracked throughout the school year. And then a look at the financials for the outlook for the next few years here. All right, so you can jump ahead This is a graph

005showing elite public schools enrollment versus ADA. The main checkpoints, I would say, during this school year. So, I know the first… the budget in P1 information we have shared in previous meetings But just to talk through the story here again. So at the end of last school year, when we were budgeting, the school was planning for more growth than what happened during the school year. So you can see the budgeted numbers had 665 students as the enrollment and 625 ADA Once the year started, that was not the case. Those numbers were too high of a projection, so the school did adjust the numbers and accordingly adjusted expenses at the P1 checkpoint we had enrollment of 573 And the ADA was around 521. Since then, the P2 report has been certified and there was a little

006bit of a drop off from P1 to P2 in that report. So students dropped a bit to 542, and the ADA was at 498, almost 499. There was a bit of a decline from P. 1 to P2, and we have been working to adjust the forecast and move forward to remain sustainable with these numbers. Now we have a look at the financial update. So these are the current projections. Of course, things may change depending on what else, what new information is heard from the state. But in our current year following the drop in ADA from P1 to P2 that did bring the projected net income to about a break-even level. So we have worked to try to shift some revenues around and try to lower some costs to maintain that level. I'm looking forward to

007the future year, we do have our updated projections here. This does include information from the State's May revised budget. So this does have the Super Cola of 4.31% as well as The one-time funding for the student support and professional development block grant that is built in for next year and future years as well. We wanted to split it up across the years in case in the final state budget, the state decided to maybe lower the allocation that was estimated in the May revision So it doesn't cut away from next year's budget, or maybe even the following year's budget. There was discussion in the May revise of increased special education entitlements for schools. That rate was increasing from around $900 per ADA to 1340 per ADA was listed in the May revise. We've been very conservative

008with that estimate. We only have a small increase built in for special education funding for next year, and are waiting to hear some more information from the SELPAs on how that money will be distributed And when the final State budget passes, we'll know for sure what gets passed. So we are projecting some revenue growth and expense growth over the next few years and stable net incomes in each school year. Of course, with new information that comes out and when we see how enrollment's looking in the new year and each following year We will adjust the budget to tailor to what is happening at the school. So if enrollment comes lower, we'll make sure to lower enrollment in our projections, and there will be expenses we can also lower because these projections do include increased expenses

009accounting for some growth. So we will make sure that we are always adjusting to what is actually happening at the school. All right Are there any questions around anything that I covered? Yes. Trustee Dunn, Dean, sorry. Thank you. Actually, can we go back to the enrollment projection slide first, and then I have a question on the next slide. So the original budget called for 665 students Then first quarter semester period it was down almost 100 the actuals were down almost 100 From that, and then it's down 12 or so I'm interested in the projections itself. I'm noticing, I feel like previously we had seen the projections over time. Maybe it's in a different report. But what was projected the year before and the year before that But that's a pretty big gap in terms of

010the projection versus reality. So I'm wondering about the mechanism for the projections Yes, that is, you're exactly right. A lot of these projections were built at the budget projections, the 665 students, there were scenarios that we planned for for the school to grow into new facilities And that didn't pan out in those projections that we had in the approved budget. So you do see the drop from budget to P. One. We actually made that adjustment, the the lowering enrollment much earlier in the year. We didn't wait until like December, like halfway through the year to make those adjustments once we saw what was what was going to happen, we adjusted the forecast, but in the approved budget, the 665 that was accounted for some other circumstances and growth. And do we know if that is

011definitively not happening? I personally do not know. I know Dr. Bishop has a lot more of the details around the facility situation. Yeah Okay, thank you. And then I have a question about the next slide. Yeah. And I'm sorry if you said it and I didn't really grasp it, but this is… so we're talking about in the span of 3 years, a substantial projection, a projected quite substantial increase, like 40, 50%. Again, I'm not doing. I'm rounding off Can we hear how that is justified? Yeah, so within these projections, I know the school is still working hard to look for some new facility options. So these projections do have that growth built in. So that's why we also have these expenses increasing year over year as well. So I mean, the plan here is for

012some facility options that would allow the school to grow, but since we're budgeting the revenue growth and expense growth, if things don't pan out in that way We're able to decrease in some areas where with the revenue doesn't come in, we can cut down on some expenses as well. And can you tell me, does that start in year 2728? Or 28, 29. Where is that? Where's that moment where we're in We are projecting additional facilities Yeah, that would be more in… let me just double check here More 2728, and then ramping up into 2829. But next year's projections do not have any new facility projections in there. Okay, thank you. Yeah Hi, Sam. Can you talk a little bit about 2028, 2029, why the depletion is so much lower than the previous years? Yeah, that

013is due to the scheduling around some of the fixed assets that the school has. So they will be these projects will be fully depreciated at that time. So they've been running a straight line depreciation over 5 or more years, and we're seeing some of that drop off because those assets will have been fully depreciated. Thank you. Is a presentation on the charter school update by Jess Baines Wright, our Director of Community Partnerships and initiatives. Good evening, trustees and board president. Sharp and Dr. Parr, thank you for having me tonight. We're going to start with the narrative. We will have updates from Elite, which they just ended the school year, so they have successful promotions and graduation ceremonies Second year

014that they were able to use the field for their promotion and graduation. They had their completion of their CAST and ELPAC testing. The commencement of their summer programming, Summer of the stars Cynthia Resmendi is our Elite Teacher of the Year. Karina Viegas is their classified employee of the Year, and Lee has successfully met all criteria to exit support from differentiated assistance improvement network And they have an exciting elite varsity girls softball made their playoffs for the first time in school history. So lots of exciting things happening. Is there any questions on the narrative? Yes. How did we do this year on the testing? On their dashboard overall, I will during our annual report, I will cover some points of that. Okay, yeah. Any other? Yep. I was just going to ask about the graduates. How

We received the report and I think it was April I mean, not April I'll have to look at the exact

016date for the The audit did take place, and so now we're just waiting on a revisit. Does it do on June 1st Yes. Yes. It was due June 1st, but they had it done on April 28th of 2026, and we're waiting on follow-up revisit. So they could do they can have the report done ahead of time, which they did Their visit Perhaps I'm not understanding. When is the follow-up revisit report expected? Depending on with working with the elite team, depending on when some of the work can be completed and some of the work takes a little bit longer than others, right? Yeah, so they are working on that. I just have that as there as a reminder about the follow up. Any other questions? All right. And then updates to the snapshot. We do not

017have any new updates. Any questions on the snapshot? All right. We're going to move on to the annual highlights of the annual report So you have received the full report. These are just going to be some quick slides to go over some highlights. So next slide, please. You've received a copy of the full report that was created by the SCO team. What I'm presenting today is just some highlights taken from that document. The report goes through per the MOU, a summary of strengths and areas of growth, the progress toward meeting the goals through their LCAP and other charter goals that have, and the fiscal report, some of which Sam shared already, and then some key demographic data and some general information. We use information from the dashboard, DataQuest and elite meetings, as well as site

018visits And other data that was available to complete the report. Next slide. We want to note some areas of strength and some highlights at Elite. All teachers attend weekly attack the red meetings or a cycle of inquiry is used to analyze and determine instructional next steps. Faculty and staff regularly review student performance data on state and local indicators for all students with special attention to historically underserved students, including low-income students, students with disabilities, English learners An African American and Latinx students. Elite offers both a structured English immersion program and a dual immersion program in Spanish and English. CSTEM Engineering Academy and coding is offered in partnership with CSTEM at UC Davis Staff implements a TK through high school program called Roadblockly Algebra with Robotics and computer science at the high school that is aligned with

019student learner goals of teacher engineering to students and having them graduate trilingual in English, Spanish, and coding Elite provides opportunities for parents to participate in family gatherings, workshops, decision-making councils, and volunteer at the school. The school is also creating opportunities for students to explore vacation through their partnership with Healthy Vallejo. Elite continues to build its internship program for seniors, both which are paid and unpaid internships, and their post-secondary partnerships have grown this year with a very important partnership That benefits elite students. Elite continues with their partnership with St. Mary's College of California, guaranteeing admission to elite scholars with the 3.0 grade point average, and the school has continued its partnership with the Willie B. Atkins Schools program that supports students with college success and readiness Next slide. Areas of continuous improvement. We know that the

020recruitment of students and recruitment of staff is ongoing. Dr. Bishop has described they continue to strengthen their instructional program and parent relationships through communication, collaboration, and being present in the community. Next slide. Their LCAP focuses on these four goals and the progress that they make every year on how their students are performing at or above grade level, making sure the school environment is safe and supportive, and all students graduate with an A through G requirement and involving parent and community members. Next slide. Here's the dashboard overview, and this is just a reminder what the colors signify. Either both the status of that particular indicator as well as the change, or red being the area of the most need and blue at the highest performance. Next slide. Here is a specific data from the 2025 California

021dashboard for Elite by subject area. Some data to draw our attention to is they've made significant progress growth and achievement as reflected in the California dashboard. Elite saw an increase in the percentage of students At or above grade level on the state assessment, and according to the 2025 CAS data, African American students who make up the majority of the elite students population achieve 26.38% proficiency rate in math English learners at Elite achieved a 17.33% proficiency rate in math. And then students with disabilities scored at a 14.28% proficiency rate in math And you can see that Elite has six groups that are not in red and two groups that are So that's an improvement from last year Next. Oh, yes. Can I just clarify that this actually still is last year's because these years that they

022just took is not released yet. Yes, this is still last year. Yeah, we're still discussing 2025. However, there's, the state has said that they are going to release the 2026, hopefully in October, earlier than they have before Sorry. In essence, this is an improvement from 2024. Yes, yes. Next slide. Looking at English language arts, this is showing results by student groups at the bottom, you can see percentages of the show shows a number of students. You can see anything in blue are light blue indicates where students met or exceeded the standard. You want to see the color in blue increase over time. And in 2025, ELA scores rose from 20.22% to 24.63% in 202 Next slide. This is showing math performance in the same way. Again, blue signifies standards met or exceeded, and in 2025,

023math scores jumped from 14.57% to 26.12%. So overall, they've made growth in English language arts and math Compared to 2024. Next slide. This is a result of the ELPAC. This assessment's for English language learners and their proficiency in of the English language. It's broken down by grade level. And you can see the percentage of students making progress over Next slide. As Dr. Bishop has shared before, they are continuing to focus on social, emotional priorities, student engagement, positive behavioral intervention and supports for PBIS and restorative practices They are also focusing at looking at alternatives to suspension and learning more about trauma-informed practices. They have a wellness center on campus, which we were able to visit, and they are really engaging students in multiple ways to provide support According to their students' needs Next slide. You just

024heard from Sam with their fiscal solvency report. Although current projections reflect elite can meet its financial obligations in 2025 to 26 There are still financial challenges ahead, including maintaining enrollment Resolving audit findings and building reserves over time. Next slide. This table provides a snapshot of the budget projections at each reporting period. Next slide. They continue with their admissions process and actively are recruiting students and also engaging students who continue to be enrolled. They follow the guidelines that are listed here and have an ongoing process for recruiting. Next slide. This is some general key demographic data, which looks at the numbers with enrollment on census Day, which was in October. Next slide. Oh, I'm sorry. Go back. Okay. Slide 15. Cumulative enrollment column So yes, that's overall new students over time enrolling. I'm sorry. Over time

025since when? Since So from the very first day of school to I don't have the exact students this year. No, they haven't. But some students also enroll and then As they're as new students come in, you don't count them twice, right? So as students come and go, if I'm making sure I'm saying this accurately, they get counted as being a student. Does that make sense Okay. Is it like they're not there at one specific time altogether, but one may leave and another one enrolls, yes, and it's counted as a cumulative. So yes, yes. So, in that, if I may, in that year, 834 souls came in and some left for an average of less than 600. Yes. Or in this case, 612. Yes. And of course, the census day is That one day in October,

026right, that they take that number Right, I guess I'm just I'm looking at from the narrative and the monthly enrollment has done nothing but decline. So I'm just Imagine kids are coming for a few days and then leaving It's just not matching based on the narrative monthly enrollment. Yes. So that would mean that roughly 300 students left. Well, 212. I'm saying based on the real numbers, not just a single day, right? We're at 542. I'm going to have Dr. Rogers address it probably more appropriately than I Thank you so much. Hello. Good evening, President Sharp, Trustees, Superintendent Parr. Thank you for the opportunity to respond to the question. So cumulative enrollment is over time, and this data is in the rear. So it's 2425 enrollment. So it won't match The current data that you've been

027seeing each month. And yes, cumulative is any enrolled student throughout the entire school year, every day of instruction and because it fluctuates As you can see here, it's not a data point that's often used for analysis, projections. We use census day enrollment so that we can compare year over year, the same point in time for every school in the county, in the state, etc. So it's here only for reference. However, to reflect on enrollment patterns since day enrollment would be the best data point to use Can I follow up? I just want to make sure I'm understanding. So 2425, 834 students enrolled. In that time frame, right? Yes. Okay. But On this particular day, the census day in October, second Tuesday, 612 were enrolled at that time. Correct. The other number is the one we

028heard before, which is the 542 that is projected For or that actually ended up being the number for second interim. Which is a different point in time. Right But it's so 800. So in that point in time It feels like 300, roughly 300 students had come and gone I wouldn't I wouldn't subtract from the cumulative. I would take cumulative out of. If you want to compare, you might consider census day enrollment compared to the P. 1 close. Those those are data points that are certified Cumulative enrollment Is an endless list of reasons as to why it might change throughout a school year for any educational agency. So it's very It's not reliable. But the numbers don't lie. That is the number of bodies that walked into the school and said, I'm signing up And but

029then on this day and the other days there weren't nearly that many there. Okay, thanks. Trustee LaBelle. I think I understand what you're saying, that through the year, there's been that rotation that led to that number. But I'm not real sure about the English learner line here, how would the number go down for the cumulative versus the census study. Oh, because for English learners, there is a process called reclassification. So that's good. I cannot assume that Reclassification is the cause, meaning students were no longer deemed English learners. I can't assume that. However, for it to be a decrease It's a safe assumption, but we wouldn't certify that right? We would need the elite team to verify So just for my point, then the 182 that the difference between that they show up in a in

Right, next slide. So here is a snapshot of their monthly enrollment. This is for the 2025-26 school year. And this is included in the narrative every month. Next slide. This is just some general information from Elite. Students enrolled are experiencing a rigorous learning environment with differentiated support. Staff intentionally matches the diversity of students. Families are committed to the school's vision and mission Enhancement of the current athletic program includes elementary cheerleading, educational partners committed to supporting student success, including college and career internships willing to challenge institutionalized racism and unconscious bias. They're continuing with their ACT and SAT testing each year. Continued partnership with St.

031Mary's College of California for students who have a 3.0 GPA or higher and are guaranteed admission with a $120,000 scholarship Over the four years they attend, Elite currently has two alumni attending St. Mary's since establishing the partnership last year, and they have the expansion of their athletic program to include boys volleyball and extending into elementary grades If you go to the next slide, we'll continue with the general information. Confidence project. It's a small group of and individual counseling to address test anxiety. They're continuing with Attack the Red to address percentages of students underperforming on state testing Even when they are proficient in class work and building on the growth from 2025. Summer of the Stars is students explore career options and create business plans and personal goals through engagement with business executives, entrepreneurs City leaders

032and community leaders. Each week is themed and ends with the culminating activity or a field trip. Dr. Ramona Bishop Brilliance Project. 2 students have completed registering students for fall program in partnership with Sonoma State University And they have 1 resident who's been taking classes this spring. Continuing monitoring of budget to ensure that Elite remains fiscally solvent as the State budget situation becomes concerning, and continued work on understanding the California State dashboard on needed enhancements of the LCAP Next slide. Parent involvement, as you know, is a priority and something that they are intentionally doing. They hold leadership team meetings, school site council and English learner advisory committees. It's an ongoing process, but also a priority of having parents involved in leadership roles Next slide. We continue to invite Elite to participate in the different opportunities that

033SCO offers and make connections when needed and have monthly meetings with them as a team. We answer any questions that arise. We put in a lot of reminders to support meeting timelines An ongoing collaboration continues to be a priority. Next slide. We have been able to visit the school site with the team from SCO. It was really nice to meet their team and be able to hear the work that they are doing and the ideas around continuous improvement. The campus environment is very warm and welcoming, and we just wanted to share a few highlights They have exceptional staff retention and recruitment, 100% of the teaching staff is returning from last year. Elite is now attracting pre-credentialed candidates and utilizing innovative international hiring strategies such as Visa partnerships They also have university grade STEM integration. Teacher

034Alexis Glenn, the 2025 CSTEM Teacher of the Year has successfully integrated UC Davis computing and robotics curriculum into the core math instruction. College going culture, 100% of their seniors have applied to at least one college. The culture is reinforced by visits from Hbcus, attendance at the Black College Expo and high school retreats that they held at Cal Maritime. The village philosophy, the leadership emphasizes a small campus family environment where every student is known by name, paired with a robust attendance recovery system to keep students engaged. And they have a holistic student support in the wellness center CYBHI initiative emphasized that no student is turned away. Staffing has included to expand six to seven interns to support student mental health and safety. Next slide. Next slide. Sorry, right there. Courtney is going to be talking about

035renewal. Thank you. So to conclude the presentation, we wanted to remind the board of the upcoming renewal petition that you can be expecting. So just as a reminder, I know you've seen this slide each year elites charter petition was initially set to expire June thirtieth of 2024 Due to various statutory extensions, their current petition expires at the end of June of next year, 2027, which means SCO and the board will be receiving Elite's Charter Petition sometime probably this fall SCO staff and I actually did meet with Elite recently just to start discussions on expectations for timing for the renewal petition. And so Elite is going to provide a further update to the SCO team over the summer to confirm their expected submission date Which we can expect to be this fall critically to their decision

036making likely will be the fact that the 2526 dashboard data will be released October of 2026, which could potentially impact where they fall in terms of the high, middle, or low performing category So once that data is published, and if they submit their petition after that, that will impact the bases for considering the renewal petition. Any questions? I have a couple. Actually, thank you for that. But I have a couple questions about the presentation itself. Yes. Okay. This is we created this, Go created this PowerPoint and everything. Yes, as a team. Yep, with Elite as well. Yes. With Elite, yes. So I was curious about the data and all of the various kind of narrative stories that are going on. Did those come directly from Elite, or did we do any kind of independent analysis

037of those statements? So depending on which part. Well, we could go back a little. Okay. Positives to highlight, great. I mean, obviously a lot of people have been doing a lot of that's true. But are these your words or are these their words? These are our words together. So when we went to the SCO, our team visited the school site. We took notes as they were verbally sharing things and We took a lot of… there's a lot more of those in the actual report itself. We just pulled out a few. Yeah, and then in terms of What was it called? Areas of continuing improvement, I believe. Far back I'm hearing when I hear that as these are things that are a problem that we need to fix. Maybe, okay? It's not stated like that. So

038what I'm curious about is I'm not seeing problems, and I'm kind of asking, for example, could we get some information in the future? Could we get some information about How many complaints they had, how many were resolved, how many, you know, things like that. So this is all very positive. We've watched them grow and do well for a number of years, but I don't see anything that really says this is something that's other than the actual Data from the dashboard. This is something that we need to fix. So I'm curious about that. How did this all come to be? It presented in the way that it is We worked with the team and then we went over the MOU and some of the highlights from strictly from there. So if the MOU strictly states To

039present on complaints or the number of complaints and we would have included in that Yeah, that's usually what we try to go by. But if that is something you would like us to work with the elite team Okay, okay. Okay, but I think you understand what I'm. Yeah, no, I know what you're saying. Yes, it was we go off the highlighted areas of what the MOU covers, and we write the the report obviously is much longer And then we try to pull items to present for tonight. Thank you. You know, what are the things they're looking

040for in the next couple of years that we as a board kind of could be looking at as well. So this is a really nice report. Love it. But also, we know life is not this Sweet and gentle. So it would be nice to have some of the, you know, what are some of the challenges? What are some of the things you're looking at that may come down the pipeline? What should the board be looking at or thinking about as we move forward? Okay, is that something specifically you would like me to work with the elite team Before the school year starts in August. We can work with them and then get back. Yeah, I think you would need to work with them and also in addition to that, even when you're meeting with them

041and talking with them, there's things that you're saying that you might say, oh, that looks like that may be an issue or challenge, that's something that we want you to bring before us, not You know, I mean We want them to succeed, obviously, but we also need to know what those challenges may be that they're facing. Okay, yeah, we'll be happy. We can work with Elite on asking those specific questions and bring that information to the board at another time. Is he done Can you just clarify? However, for consistency, we want the report to be Have the same school year of data of reflection in one we didn't want to toggle between school years. Demographic data is is released for census day 2526. However, the remainder of our report is 24-25, so for analysis, we wanted it to be consistent. However, in the next year, we will present 25, 26 data in one report, so that as you read, you're looking at the same school year throughout. You know what I mean? Like the dashboard data is from 24. I know it's confusing because the dashboard data is 2425. So then that demographics is 2425. But then I'm presenting 2526 because I've been working

043with them. So some of the information I'm presenting is 2526. But when you're looking at dashboard where we have to have those numbers combined to that. I know. Sorry. So I have a question. What is the holdup at the state? They want us to improve our numbers, but they're giving us numbers from last year, and we're supposed to work off those to improve the numbers for the year after that, but we don't have last year's numbers. What is the sense in that, and what… why is there not some expediency? These aren't, you know, handwritten tests or ballots These are, you know, running through a machine You are correct. And as just mentioned, there has been changes in the legislation to release the data earlier. And this year we will have the data earlier than ever

044before, October 15th is the publicized date, and so we expect to provide you with The updated school year of data right in time for your conversations this fall. 045California school dashboard report. Good evening, trustees, Board President Sharp, Superintendent Parr, colleagues and guests in the audience, and those of you listening online. It's my pleasure this evening to present our California dashboard presentation Next slide. So I just want to do a quick gallery walk to explain how the dashboard informs the implementation or the development of our LCAP. So as you can see from this quick visual, the dashboard data highlights the areas of strength and the areas of challenge for a school district or a county office. And then, of course, our local data helps us to determine what kinds of programs we'll have in place in terms of instruction and support programs. And then, of course, the ultimate goal is to have the LCAP, which is our blueprint. And I do want to say to

046the public that's listening and everyone in this room and this board, thank you so much for all of your support with making sure that our LCAP truly voices of our community. Next slide. A lot of stimulation in this realm. Okay, so in terms of the LCAP, the LCFF evaluation rubric, just a reminder on this slide that there are six state indicators in five local indicators So I wanted to provide that just as a quick review. Next slide. So now I'm going to walk the board and community through the different priority areas and let you know if we met those areas. And of course, priority one is basic conditions. Yes, our facilities are in great condition. We have instructional materials for all of our students So at Evergreen Academy and Golden Hills Community School students all

047have access to Chromebooks, which are our main vehicles or tools to give our children access to the curriculum. And thank you, Manolo and his team and human resources, all of our teachers are highly qualified as designated by the California Department of Education. That in this particular priority, we are in the green bets. Next slide. Priority 2 deals with the implementation of state academic standards. So some of the things that we ensured in all of our programs is that we're providing standards-based instruction. Administrators are in the classrooms doing walkthroughs, and of course we offer, thank goodness. professional development for our teachers, support staff members, and administrators. So for priority two, we met this requirement. Next slide. Priority three, this has got to be one of my favorites. Parent engagement. There's no way we could do this

048work without having engagement from our community. So of course we do our LCAP surveys, California Healthy Kids surveys These three areas help us to gather information from our students, from our parents, from our community members to make sure that we're fully engaging our community. So in this particular area, we have met. And I also want to take a moment to just if they're listening to thank Solano County probation for allowing us to have our young people in Evergreen Academy be a part of these surveys and actually participate with these meetings so that the voices are heard for the students who are temporarily enrolled in Evergreen Academy. I'm very proud of that partnership, and for priority 3 we have met this priority next slide. School climate again, the California Healthy Kids Surveys and the LCAP surveys

049provide us with qualitative and quantitative data that we use to make sure that we have positive school environments at Golden Hills and also at Evergreen Academy So again, I'm very proud to report that for priority six, school climate, we met the requirements for Priority Six. Next slide Another thing to be very proud of, priority seven, given our young people access to a broad course of study, we do use ingenuity, which allows us to provide standards-based curriculum and also give our young people access to courses that make the A through G meet the A through G requirements. In all of our courses that we offer our high school students are transferable to the CSU or UC system. And recently, just so that the community knows, and of course our board and visitors in the room Our

050Edgenuity program has expanded so our young people can get access to preparing for the driving test. Because a lot of our kids at the LCAP meetings are like, we need to practice, we need to practice to pass the DMV test. So that's been added. Thank you, Edgenuity and other courses of interest, and our students are extremely vocal So for priority seven, we met the standard. Next slide. Priority nine, coordination of instruction for expelled students. I just want to take a moment to thank all six of the school districts here in Solano County for being very thoughtful and True partners in creating a plan for Solano County students who are expelled from their school districts. This board listens every month as we present students who are temporarily at Golden Hills or Evergreen Academy And it's a

051hard thing for districts to do. And the fact that all six districts in our county entrust the care of their students to scope. And we do meet every month through our county student services meetings And all six districts contributed to the plan that we have, and each district looks at what they can do to support our young people. I want to also let the board know that the state of California has updated laws regarding expulsion. So we are seeing The numbers of students being expelled going down because our school districts are required to go through and exhaust all supports for students before moving to an expulsion remedy. And so with that, I'm very proud to report to you that through our student services meetings We actually got to review that new assembly bill and discuss

052what that would look like and remind the school districts that SCO is here as a resource because all of the children in Solano County are our children for priority nine, we met the standard Next slide Priority 10, coordination of services for foster youth. I want to thank Akan Walker, the county agencies that participate with the writing of our LCAP by giving feedback about the different services for our students Because of the loss of jobs and the high cost of living in Solano County, there are more and more families who are coming to our food giveaway and our clothing giveaway. Today, we have people there at Golden Hills before we could even set up So the point is, we are very proud of our partnership with all of those agencies, and I'm very proud that SCO

053is part of the solution and working with those different agencies that are supporting our families who are sleeping in their cars Tripling up Thank you. Seeing none, I will go ahead and move on to administrative policy 4161.21, hybrid teleworking overview by Manolo Garcia, our associate superintendent of Human Resources and Educator Effectiveness. Thank you very much, Board President Sharp, esteemed board members and county superintendent Dr. Parr. It's my pleasure to provide some information on our administrative Policy 4161.2 I think this is the first time the board has received information at a board meeting regarding the policy. So happy to do so. So our policy is titled Hybrid Teleworking, and it was last revised February 2023. So next slide Okay, and according to our policy, as stated on our policy, hybrid teleworking is defined as a

056work schedule in which an employee works remotely, not at a school location for part of the work week. So that is what's on the policy. The policy Is five pages not including the hybrid telework agreement. So it's quite text dense. So what I did for the board was just pull out some key points that I thought the board would be of interest to the board. So the first is the hybrid telework agreement has to be approved by the direct supervisor of the employee as well as that cabinet level administrator. So that's kind of step number one. And to determine eligibility We take into account the particular position, whether it's feasible to be able to complete the work remotely or at a different location than Their work site. And the other thing is then looking at

057that individual employee, and whether they Are capable of performing their job duties remotely. The agreements are effective for six months, six month period. That's the maximum. And We are, I'm going to show you data later in the slideshow, and that's for the January 1st. It's for this current period of time is what I pulled the data for. But they can be for less time than six months, depending on whether or not the manager determines we want a trial run at this to see how work production and everything else holds up And whether or not that's kind of feasible for more long term. After every six month period, or after the termination or the end of those telework agreements. The manager has the opportunity to then reevaluate and determine whether or not they want to renew

058it. You'll also see later that management has the opportunity to actually end a teleworking agreement at any time during that the period of time that it was initially approved for Teleworks agreements cannot exceed 3 days per week. And they certainly can be for less. As well as the telework agreement doesn't change the hours that the employee works, anything of that nature. The work schedule remains the same as if they were in the office Next slide. And kind of along that same line, the employee must adhere to all scope policies, laws, regulations job duties. So none of that changes whether or not they're working at their work site, school work site or remotely. And it's the supervisor's responsibility to monitor and ensure that work production and performance are just as we would expect if they were

059in the office. So again, there different, I just kind of indicated here some different strategies that That a manager might implement they could implement all or parts of these, but monitoring an employee's response time to emails Their responsiveness to phone calls. Some managers utilize project tracking software, work production logs as a way to track and monitor regular check-ins with the employee, which Would tend to happen, whether they were in the office or remote anyway. But those are just kind of some examples. Employees, and again, as I referenced before reference the next one that we can't cancel the telework agreement at any time. Our manager could do that And if operational needs are such, we can require the employee to come back into the office that particular day. If there was some situation we needed them

060in the office for or On any such remote workday. Next slide. So just kind of globally, some benefits to the hybrid teleworking policy provides some organizational efficiency and flexibility, both for SCO and the employee. Recruitment and intention tool for eligible positions and employees. We Human Resources This year piloted a state surveys with some employees, just a small subset of employees. And oftentimes I would hear from many of those employees that were eligible how much they appreciated the ability to have And the flexibility to have that remote work opportunity Next slide. All right, and here's some data. So we recently have implemented some software that has digitized a lot of our paper forms. So it made the pulling of this data a little easier, but you can see that of the 455 employees that Sco has

061293 employees or really two thirds do not have do not telework, do not They come into the office, come into the workplace, classroom, whatever it might be, and don't have that opportunity or don't want that opportunity to hybrid telework. And you see 162 or 36% do have active hybrid telework agreements for this period of January 1st, 2026 through the end of this fiscal year, which ends June 30th And then just a little visual to kind of see. It's really split pretty Pretty close to two thirds, one third. Next slide. And of those 162 employees that do have hybrid telework agreements, I kind of broke it down further here because there's kind of two types of telework agreements. One is, and this is the most common one by far, 75% of those 162 employees have what

062is an intermittent telework agreement where they don't have a regular schedule of days that they're teleworking, but it's kind of on an as needed basis. So below I have an example of that. Let's say an employee lives on one end of the county, and they have a meeting at a school site or school district on that end of the county Well, they're for efficiency and other things, they wouldn't drive into the Sco main office per se and then drive back out to that location. They would just maybe hybrid telework that morning, and then drive out to that meeting. Maybe… maybe go back to their home to finish out their workday remotely, or drive back to the Sco main office to finish their workday. But that's some of the just a simple example of What that

063intermittent teleworking might look like. And then we have those employees that have regular set schedules. Only 40 of those employees, or 25% of the 162. And again, that's again, whether they're one day or two day Negotiating that with the manager and what days make more sense for them to select as their telework days and which days they would need to be in the office. Next slide. And that concludes my presentation, but open it up to questions now from the board. Well, I just want to thank you for this presentation, Manolo. Trustees have asked for several months for information about our hybrid policy. So the first thing I asked Manolo is, where are we? What is the policy? Making sure that we present something to the board that provides To date, what we have in place

064right now, and the numbers and the data And we know, because several of you have forwarded information to me about changes that are on the horizon in California at the state level and at the local level, and we will revisit this process Revisit our data. But I wanted us to start with where we are today. And so we are open to any questions that you have as we go through this evaluation process. As many organizations in the state of California are reviewing Their hybrid work policies. Thank you, Dr. Parr. And Dr. Parr, you just had to ask me once. On your point here about eligibility is based on position and employee, what positions are eligible? Is it classified and certificated? Classified and certificated. So just as a kind of a simple, obviously classroom positions, teachers, paras, anyone providing direct service on a daily basis to students Would not be eligible. Those are the low hanging fruit that wouldn't be eligible. So it's not actually an equitable policy because not all people can access the policy Right. The it's as stated, it's it's the policy is specifically for based on position and the individual So given that the governor's executive order from March of last year Are you aware of that word? I have read

066About it. So this policy is in conflict with the executive order. Because the executive order says you can only have one day of telework. We're saying you can have three up to three. He's saying it's a max of one. That you can have. My other point is not just that that's In opposition of the executive order Is there a union agreement for teleworking? The policy is SCO's policy. The impact is bargainable with our labor partners. So they have the opportunity to give input on, you know what concerns they may have had, and we work through those together. Because they're only eligible to negotiate Hours, wages, and working conditions right they can't they can't no it's not That's a location condition. So then on the 162, well, let's go to the other page. And move to

067the other page. On the screen. Can we back up? If you can bring up the employee hybrid telework snapshot that shows employees with set telework schedules Of the 40, how many are management? I would have to drill down into the data and get that info. Any questions that you can't answer today. I would like brought back before the board, sent in an email where the public doesn't get to see it. I want it back in front of the board, so it needs to be agendized so we can talk about it again. So I'm just curious, to your best optimization, because you are the one that keeps track of all this, right? How many are management out of this 40? We can certainly take down any questions that you have, do the research, and then bring

068it back at a later 22 with intermittent telework, which I'm assuming that's more like flex work like he was saying if you had to go somewhere to the opposite end of the county for a certain period of time, you could telework from your home to flex that out so you don't have to come in and come back. That's that's not really teleworking. That's flexing And so of the 40, I'm interested in how many people who are not management have the ability to telework, because it doesn't seem to me like it's equitable We will definitely get that information back to you. Let's see if I have another Oh, and as far as Have there been any public complaints about people not being able to access people who have teleworking positions? I can't know who those people

069are. I can't think of any. I have not received any specific complaints. From any individual that identified themselves or any complaints that I can think of. I know that we've had conversations as a board about things that were observed and questions. We'll get all that information back to you. That's all my questions. Anyone else? Trustee Cheek. It adds to my questions the union agreement, and then What is the percentage? But what I'd also like to know is what are some of the issues the state looking at, you what's coming down the pipeline? What are you hearing from the state as far as, you know, tele Work schedules, are they supporting it, or is it, is it better life, you know, work-life balance? What are you finding Based on folks being able to have the opportunity

070to telework Yeah, I think it's us and the state, you know. Yeah, I can't speak for the State and the mandate, obviously, from the governor applies to State employees, not all public sector employees in school districts and county offices, but certainly, you know the governor has identified that as a priority. I'm not absolutely certain what the reasons are, but I can't speak that employees… Employees Employees cite the, you know, less hours on the road, which, you know, obviously less wear and tear on their personal vehicles. They cite that they're more productive at home, less distractions. So those are some of the kind of major reasons that employees Find the hybrid teleworking favorable. Yeah, wish we had that. Okay, so you just said something about the executive order that I want to touch on and make sure I'm understanding. So the executive order applied to people who work for the state, correct? Yes. And it has impact on them. Right. I think also it's still being challenged. Am I correct about that? Do you know? I don't know the answer to the latter, but I do know that the answer to the former is that it is not applicable to other LEAs or other public agencies of state workers. Thank you. And then my big question is about the six month period as the farthest it can go Right? And my understanding that the man the maximum is six months Correct. Okay.

072Yeah, each period. Each period. So the employee is signing the new every six months. Right. And someone at staff is reviewing a new every six months. Yes. And is there a reason why 6 months was chosen? I don't know the answer. The policy was created precedes me at SCO, but I can only speculate. I'll make a comment as someone who deals with contracts all the time. That seems Perhaps inefficient, especially given that we generally operate on a school calendar. So That's a lot of paperwork, right? Especially because you can cancel it at any time. So I'm curious about that. This comment as someone who pays attention to those kind of things. That's a very short contract period. Yeah. Yeah. Okay, thanks. But how many of these 40 have been on longer than six months or

073longer than a year? That would be a question to be answered. Because it seems like it's never ending. Every six months they just re-up and There it goes. I will say, when I went to Delegate Assembly in Sacramento, and all the counties were there, and most of the LEAs were there I went around and did a straw poll. And went to ask people how many of you are teleworking? You know how many said they were 0. Nobody's teleworking At the COEs, at a lot of the districts, they're not teleworking. They're expected to be in their building 5 days a week Unless there's a medical reason or something, of course, then you have to telework for medical reasons. That's perfectly understandable. That's a modified work schedule. That's you know in any contract. So I think we

074really need to look hard at this. If we're the only county that's allowing people to telework, especially up to 3 days a week That seems like we're not doing a service to the public. We're a service organization. We provide services to the public They have a right to see people in their offices. They pay for these offices, they pay for these employees You know, they have a right to expect people to be at their workstation. But we will certainly review the policies of other LEAs and other county offices in our area, so that we can get that data to you at the next presentation. And I would also suggest that if you do revisit this policy that you have a member of the board sit in on your policy as an observer. Noted, thank you.

So if I totally get the presentation was amazing, really good, totally really good presentation to understand what you're going for. But if I have a meeting In where was it? Vacaville and I live in Vacaville, and I so I stay home. How are we working on our mileage? Are we… we keep into we had the benefit of staying home, so we're only getting You didn't really go to a meeting and then go into, you know what I mean? If I, if I'd come into the office and then I went to a meeting, come all with Fairfield, and I'd go to a meeting in Vacaville, and then I come back, I'm entitled to mileage from Vacaville to Fairfield. But if

076I stayed in Vacaville the whole time and then drove into the office. I didn't really do anything outside of show up to the office. Are we getting… where are we getting mileage in that, and are we… are we on top of that? I'm always hammering on that travel budget, so I want to make sure I'm consistent. We do. Our IBS department is Very attuned to, yeah, where the employee is starting from. So point A, point B, where they're kind of home work site is. And so ensuring that you know we're keeping track and not Not overreimbursing employees for that. We don't. This sounds really a dumb question, but just for the purposes, we don't pay anyone to come from their home to the office. That's on their dime. So, okay, right. It would be their

077commute time. So if I am teleworking and I have, or however this is And take a meeting in Vacaville and then I come into the office. I'm not getting any mileage reimbursement because I would have had to drive into the office anyway. We're just saving the benefit of not having to pay them to go to the back of the thing and come back. Correct. Okay, cool. Just making sure. I want clarity on that, because if they're leaving the job, even though they're working from home, they get the mileage from home to the, meeting No No. No, no, they're working from home. So that's the job site. So as if they were working here, they would get mileage to go to the meeting. If they're working from home, they get mileage from home to the meeting,

078but not from after the meeting coming back to the office or coming home So, I'm going to let Ms. Lentz come up here, essentially, the expectation for employees is that they're going to have that regular commute from Home to the office, right? So really, their reimbursement is going to be for anything Above and beyond that, but Ms. Lentz, do you want to add anything to that? Really? So our policy aligns with IRS and you have your daily commute miles. So you're only reimbursed for miles incurred over your daily commute miles. And you see that, you know, we've had In my in my opinion, quite a bit of success At our job fairs, particularly, you know, as I stated before, sometimes we get real fortunate and hire a teacher. We've hired We hired recently accountant when I get to our staffing report, you'll see that we found an accountant at our last job fair. So sometimes we get some of those, but primarily we're looking at our most difficult to fill positions, which are our paraprofessionals So you see there, I also included data about how many paraeducators we test go through the examination of a paraeducator. That examination,

081if an employee doesn't have the number of units or an AA can kind of take the place of that as a job qualification or requirement. So that's why we do the on-site testing for Anyone interested in the paraeducator position. We can hire them as subs without having passed that paraeducator test, and we often do, but we have them. We have the opportunity for them in case you know they enjoy the The job, we often tell them to try it out. A sub is a great way to get your feet wet, if you will. And then, you know, if they are interested, if they don't have the units to take the test and that would make them minimally qualified to apply and be considered. So Any questions? Mr. Coleman. 087this year, so… I just wanted to make a comment about our new format I love it. It's great. Thank you. We've worked hard on it. We've been here 15 years. This is the first budget. I won't have to call Michelle. This is the first one I actually understand. Great. It has so many explanations and broke them so succinctly I loved it, I loved it. I don't mind reading it. Wonderful. And that is thanks to our wonderful IBS team and managers. So Becky Lance is going to introduce The budget If I can sidestep, it was actually a demonstration of interdepartmental collaboration. It was a big lift, and I'm glad you guys appreciated. You have such a sweet soft voice. Is there a chance you could shut that mic right in your face? There we go I

088also have asthma and I tend to have low We're really loud, so I try not to go too loud, but I will try. So before you is the proposed budget for 2627, as we just discussed, we incorporated program summaries before each report section, provided information around positions, as was requested last year, and added links and buttons to navigate the online document. Some items in the budget to note, the unrestricted budget includes allocations for one-time expenses and projects. So we have technology projects in the amount of 345,000. Maintenance and facilities projects in the amount of 100,000 Vehicle replacement, which is an ongoing project. We have 600,000 budgeted elections. We have 285,000 budgeted, and then we have an additional assignment against the fund balance for an additional 275 in case that's not enough We try not to

089over inflate the budget. We want to make sure that we have enough just in case allocated. So some of these are carried over from 2526 total is just over 1.3 million. And those are planned uses of unrestricted fund balance There's not significant changes from the current budget, but we do have grants expiring, which is reflected. This is common when you have a lot of grants like we do. We have ones expire, and then we'll get new ones, and we'll budget them as we get them. So we have some applications out, fingers crossed those come to fruition, so we can continue services And the multi-year projection does reflect the special education program transfer to Vacaville Unified. So if you guys looked at that, you noticed a dip. It was also on our criterion standards. The certification

090checklist not met. So with that, are there any questions? That last one that you said The multi-year projection includes the program transfer for special education to Vacaville Unified for 2728. So our multi-year projection is the budget year, and then the 2 subsequent years. And then what happens when you have a significant change On that certification sheet will mark the not not met. Somebody answered some questions, but I do want to get a little clarity on it in the criteria and standards review summary one B, the Ada County programs projected ADA has not exceeded the standards were not met there. But then On page 57 It talks about ADA In a very different fashion. Now, there is some answering to my question, but what I

091wrote was that We are not met In the summary, but And have been that way for the last several years. However, on page 57 of this year's budget, there appears to be a breakdown of estimates and actuals that show how on target we have been. So I'm curious about what triggers the not met designation When it appears that we're We're right there And the not met, there's a metric in the system. And if you don't hit that metric, it'll trigger it. And it's actually two different measures. So we have the county programs, which are the programs we operate And then there's the countywide because as a county office, we're funded on that. So the countywide ADA, we're met It's the county programs that were not met, and that's because we have decline in the JCCS

092program. And we're on a funding cycle Which is great. We used to not have this like if you you reduce you had it that year. They finally changed the law for county offices to be like districts where it's a three year average or prior year. So we don't get hit as hard. But we've been on the decline, but we've been able to utilize that 3-year average, but that's starting to now. Our 3 year average has been more steady, but we're declining in the amount of funded Ada. Thank you. Any other questions for the board? Well, I have questions. I want to first thank Michelle. Even though it's a beautiful book, it is still meaty and it takes a while to go through. So my questions came in a little tardy and still she answered them

093before This evening's meeting. So I really, really appreciate that. And because we've had those previous meetings, we've had those budget things, budget presentations. And so we have an idea of how this comes to be. So my questions would be, how does our reserve look, and do we have any concerns moving forward? So we have sufficient fund balance to meet our 3% required reserve for economic uncertainties. And then we also have assignments against that reserve, and then we still have a healthy unrestricted fund balance beyond those assignments and reserves So even in this, with the budget that we see coming from the state, do we see anything that gives us reason? I mean Significant reason for concern that we have cuts that are going to cut into that reserve. I'm not on the unrestricted side, and

094then on the restricted side, we don't Make reservations out of that fund balance. The intent is that eventually those would be expended or more funding because they're restricted in nature. But on our unrestricted side, we do have a healthy fund balance, and there isn't anything in the current budget changes that will significantly impact our operations on that side. Okay. And then do we have any from we've changed leadership and we can see a difference here. Do we have any priority shifts in our spending that would be significant or notable from last year to this year Not at this time. We're just seeing the changes in program as grants are expiring. And I know our current superintendent is taking time to analyze what we're doing and how we're doing it before we make any significant changes.

095Okay. And then do you see any notable or significant changes in costs or revenue sources coming up in the foreseeable future? Not on the unrestricted side So we're staying in the black and we're have a savings account. Yay for us. So we're in the minority here in state of California. Trustee Dean, thank you, Becky. Either how much or a percentage or What that means I'm just going to pull the number from the Okay, thank you. I appreciate it. And I'm curious about what sort of guardrails are in place

098to make sure that that's appropriate usage of technology Absolutely. That's a wonderful question, Trustee Lavelle. I want to let the board know our superintendent and the community. I want you to be confident that our children are safe At Evergreen Academy, which is our campus located inside of the juvenile detention facility, our students do receive one-on-one Chromebooks. Those machines, and I want to thank SCO's IT department for ensuring that our young people have access to the educational platforms that we use, such as Edgenuity and Renaissance Learning, which is our assessment platform, students are not able to go online and access anything outside of those websites. And I want to say that we have some extremely brilliant students at Evergreen Academy. Like, we learned that, through some of the language classes, like Edgenuity, you can connect to

099the internet. So our IT department, as our geniuses figure out ways around that. That was a very good question, Trustee Liddell. Our young people were brilliant. I didn't even know that you could get to the Internet. And also the helpline, the 800 number for more information, you can click on that and go on to the internet, so we shut that down. So we are constantly our kids find ways. So we're constantly working with our IT department to make sure our kiddos there are safe. And then for our community school students, we have an excellent, not just for Golden Hills, but also our students in our special education program who use our Chromebooks. They do have features where the content that the students access is monitored So if a student goes to an inappropriate site, it

100alerts several supervisors on one of them, and it gives the name of the student and it prompts a welfare call to the parents. The kids are like, why did you call? Because we received an alert So special thanks to SCOS IT team for having that because it's no secret that our young people use technology to access inappropriate sites. We know that AI is expanding and there have been some cases in our communities where students have asked AI platforms, things that could bring harm to them. And the wonderful thing about the security features on our computers is if you attempt to do something like that, you're going to be on The a center stage in front of a lot of administrators who are going to be checking on you. So that was a very thoughtful question.

101Thank you, Trustee Lavelle, because right now, as educators, we really are in a struggle with technology. We appreciate it But there are also some things about it that can be a possible danger to our students, to their physical and mental well-being. So having those protections on the computers at the hall and also at Golden Hills has been very helpful. So thank you for that question. Thank you for the work, Trustee Coleman. Oh, sorry. Just one more. I did want to comment too on the 100% post-secondary education support and exposure. So I just think it's a marvelous opportunity for our kids you're not categorizing anybody. Everybody is getting that exposure, and it's just a wonderful feature of that education. Thank you. Thank you, and I want to thank you, Trustee LaVelle. I know you and several

102members of this board have attended Some of our LCAP meetings, and you've heard that students talk about things that they like to see, and not everyone is interested in going to college. College is a great place. Our children need to have options. And the thing is about one of the things I love about our programs is that both Golden Hills and Evergreen Academy Kids get exposure to those different options. And so that's one thing that we're very proud of. And so why not give them choices? I may decide to go to trade school, and then somewhere later on decide to go to Cal, my alma mater, go Bears. You may decide to do that, but there need to be options because everybody it isn't a one size fits all. Thank you for that. Sorry Trustee

103Coleman. You know. Have we done any? Because there's a lot of data out now about screen time, and it seems like we're spending a lot of screen time with these students. Are we scaling back any of that? Do we know how much is appropriate for our age groups and stuff like that with the new data that's been released. That's a good question. I don't have exact data for you, but what I can share with you is that we have discussions between the staff about giving kids opportunities to participate with the instruction by doing hands-on activities. Like we have Art by Kenny. Kenny, if you were listening, thank you The kids are appreciating different types of music and also creating art pieces, using music and discussions to talk about math and social studies. So finding ways

104to get off of the computer. And yes We use Edgenuity because we serve students from grades 7 through 12. So the teachers have to ensure that they're giving students access to that content. But we also recognize that we're living in a technology heavily influenced technological society. And we're competing with kids who scroll. I think Mr. Davis, our STEAM teacher, shared an article with the kids. I believe it's seven seconds. In seven seconds they can scroll through a bunch of websites. We need to do things that are hands-on and go back to some of those old school practices of having the kids do science projects or when they're in the STEAM class, you actually build something and have a conversation, work in a group instead of being stuck Staring at a computer. So although I don't

105have the data for you, Trustee Coleman, the quantitative data, the qualitative data is, yes, there are discussions and we're looking at and trying to find ways to reduce that screen time. Because they've shown that the synapses in their brains dull when they're on the screen for so long, and then they don't realize how to do critical thinking and stuff like that. I mean, even as simple as teaching them cursive writing now, because you get that eye-hand coordination, and Not only that, you can read the Constitution, but you know, you know, it helps them link those neurons in their bodies to learning, you know, not just scrolling through a screen and doing everything digitally Absolutely, and I mean, just to give some of the secrets, this may sound a little corny, but it goes a long

106way. Sometimes just saying to kids, you know, I want to see your wonderful face. Can I see your eyes? And the kids will, you know, because they're trying to sneak and look at those phones, let me keep it real. But when you say that they look up, wow, you want to look at my eyes? Yes, we want to look at your eyes. Let's talk. So simple things like that, reminding them that everything is not about, you know, looking at that cell phone But we have to also remember, I'm saying this to the board, our superintendent, colleagues and the community listening, that this these generations way, way behind me, when they were little babies, they were handed a cell phone. Oh, you're wiggling. We're going in the grocery store. Look at the phone. They're used to

107going on those devices and now we're trying to have conversations, even with my own son. I don't want to text. Can you pick up the phone? It works. Having conversations, being able to communicate instead of texting me, I would much prefer to hear his voice But I get text messages. I think it's rude They think it's rude to come. I know, but I'm still working with 1980s technology, and I would appreciate a phone call. Trustee Dean. I just want to make a quick comment about, and of course an excellent Representation of all of the work that you and your team have done all year on this. I can't really appreciate it more. And one thing in particular I want to call out is where you note the challenges that you face, right? I think that's

108an important thing to include in a report about the successes of a school. Whether it's a charter school or our school, that's the way that's articulated in the document. I think is important, and I appreciate the transparency of that. Yes, and I thought about this driving over to this board meeting tonight, because there's so much going on with our kids in the community. I'm not going to cry, I'm gonna hold it together till I get to my car, but I think it's so important that all of you And everyone at Sko remembers the kids that sometimes are forgotten because of behavior or because they're temporarily at juvenile Hall. The fact that, you know, our kids take pride in the students and the staff in the LCAP. And I listen to things You know, on the

109news, and it's been hard for our whole Solano community with what's been going on. Manolo this afternoon in our management meeting actually acknowledged that. That meant a lot. There's a lot going on, and I'm heavy right now. My heart is heavy But I want all of you to know that we appreciate as the staff, this board saying, yes, those kids at Evergreen Academy, they do matter, and the kids at Golden Hills, they do matter. Our LCAP matters because it's not a bunch of word salad Or just something put together. It means something because the kids, the students, the staff, they're a part of that. And so, yes, right now we're hearing a lot, and there are a lot of people in pain, but all of you should drive away from this meeting tonight being proud

110of yourselves that you're doing something and supporting people like our staff, the SCO staff, to be part of the change. So every month when I come here and talk to you about the LCAP, I stand here with immense pride, because I know that that document is backed by the voices of the young people So I just want to say thank you. 116of our. But anyway, so, and all of the resources that we brought to bear into this incredibly significant in this moment and always. Part of our role. So I would love to see an opportunity. So much like we have sometimes invited the superintendents from all the schools to come. Maybe they don't want to talk about what we want to talk about, but I think it would be really wonderful if at least By August or somewhere in the opening of the new school year, we could really have a focused presentation and discussion about the mental health resources that are available to our students, both those that are troubled and those are that are victims of troubles So that would be my request. 117that the boards get since it was approved last year. We're one of the few. Again, don't send me to delegate assembly and not expect me to talk to people. Everybody I talk to has already initiated, what is it, AB 1544 or whatever it is. Elise knows the AB number. Yeah, I don't have it offline, but I remember bringing this up about three months ago and we kind of put it on hold. So all people who have taken that into account, whatever class they are, I think we're a class 3 And, we would need to up our monthly stipend to around $1,000 a month And it may not You know, people might shake their head and say, oh, well, I don't want to do that, but you don't know what that increase could do to attract

It could be a big incentive to them to be able to run Yeah, and I just think we need to agendize that, be able to talk about it and get some action on it. Evergreen Academy, Golden Hills, and perhaps the most fun was over at TC McDaniels And that graduation ceremony for those little kids, there was a lot of emotion going on. And it was exciting to see. But what was really inspiring was the level Calm exhibited by the teachers that this was just par for the course, and they were just rolling with it, but those kids were all over the place. All I could think of was, this is what people mean when they say herding cats. This is what It was just wonderful recognizing at least one who has been in front of us as student of the month and but it was it was a joy to be there. All three of them. We had

121a good crowd at each event, both families supporting and students graduating that TC McDaniel's crowd, that was something We've got some incredible people in the classrooms and Man, I couldn't do that work, but thank God there are some people that can and do it beautifully. Trustee Coleman, yeah, we went to the healing circle, K. Patrice Williams Councilwoman Williams put that on with Broken by Violence And and it was very moving, very helpful and and healing, and they had a therapist there that did some scream healing and other stuff, and it was… it really brought community together from all walks of life. I saw one of my old kids who's now, like, 55. Made me feel real old. I'm like, do you remember me? He goes, oh yeah I'm like, okay, that's a

123good thing, right? He goes, Miss Hudson, he called me. I'm like, oh, that's about two husbands now And I did get to go to Coleman Elementary over in San Rafael, where Mimi did her teaching this year and took Callie with me. So she got to go in with the students, and she had her own little pack of girls following her around and showing her how to do everything and stuff Just watching a new teacher teach a classroom, a fourth graders, it just It's amazing. It's amazing what they do. You know, I'm from the law and order world. There is not law and order in classrooms. I'd have them sitting in straight rows, and they have all these groups and stuff like that. It's But it's wonderful to see kids, and it just brings joy back

124to your heart and a spark to see these little kids learning and stuff. Even the troubled ones in the classroom, you can see how much they love their teachers. And then tomorrow I will be going to the moments of blessing. It's a thing that we did years ago, FPAC That We retake the land Where tragedy happened So tomorrow at 3 at Fairfield High, clergy Action Network will be doing the blessings No, it's Thursday at Fairfield High in the parking lot there.
