I'd like to reconvene into the San Francisco Unified School District Board of Trustees meeting for May 28 2020 coronavirus disease code 19 notice this meeting will be conducted pursuant to the provisions of the governor's executive order issued on March 21st 2020 allowing for deviation of the teleconference rules required by the board by the Brown Act and pursuant to the order of the Health Officer of San Mateo County dated March 16 2020 as this meeting is necessary so that the South San Francisco Unified School District can conduct necessary business and is permitted under the order as an essential governmental function the Board of Trustees invites the community to participate in the meeting virtually the board meeting will be streamed live and you can view it by visiting the web page for the board meeting streaming link

present mercy back to you thank you roll call my trusty Baker here trusty Lujan as a trusty Richardson president vice president Flores present president Marie here thank you Pledge of Allegiance Clark Baker thank you very much reporting out from closed session dr. Spaulding thank you brother Murray they have item number one there is nothing report out and item number two there is nothing report out okay review the agenda was going to request that we possibly move one item the item number action item number one the resolution on the ethnics to California ethnic studies model draft curriculum we've received a lot of comments and from what I understand there's quite a few people viewing the stream at this time so it might make sense to move it to earlier in the meeting mr. O's needed your

honor si yeah I like the pool action item 318 I don't claim we see some additional information related to this claim so we want to include both of them together and it was a we'll bring it back for the next four meeting thank you Thank You president Murray I also interest of self-care and because I know many of us not all I've been in numerous virtual video calls daily I would like to request that we insert a five-minute recess to tonight's agenda all of us need I think a screen break or a mile break at some point I think the last few meetings we've been going four and a half looking at our streets and all kind of in the same position so I would suggest if the work that supports this and perhaps we

can do it after item l-1a which is the presentation or however so the floor chooses to good music okay with everybody president Murray yes having to do with the minutes but when we get to the consent agenda I'll tell everybody about that okay thank you madam chair when you're listening for your list I concur trust with trustee Liu hands request to move it forward but I would like to maybe hold it off until we get to YouTube Street knowing because I believe that's what a lot of people are wanting to see okay so yes it's not yet just the quick do we have any no idea how many are watching tonight mr. cm we can't hear me okay there's some technical difficulties that he's troubleshooting right now so we don't know people don't have access

right now oh okay so yes we wait from well I think I'm working we hit a streaming limit so I'm I I think some parents are just not tuning in today because there's a talent show at bery bery tonight I thought it was tonight tonight in it dr. Marr tomorrow if you got a link for it it's it's tomorrow it's tomorrow okay okay so where do we want to put one a when when we're back on action one egg before the presentation maybe tentatively that seems to make sense so long as we can get the stream up because I it seems that a lot of the communications will have to do with that but if we don't have the stream up I don't know that it makes sense to move it at that time right

just to clarify Madame president item l 1a is the presentation of the ymca yeah I know I'm talking about action 1a the resolution we waiting for should we move forward or should we wait we should well wouldn't be a public meeting yes the last time we ran into this problem we paused yes and postponed well well why don't we take a 10-minute recess and okay Wow mr. Siam to try and get us up okay any emotion yes Oh Oh so moved second all in favor aye aye unanimous you [Music] we back up no sorry I apologize that there's something wrong with the connection from zoom to YouTube that I've been troubleshooting the error message that I get is an API usage limitation or usage quota so I've been trying to find the way to clear

that quota how many people are we limited to on Zoom is it still a hundred or two is that been expanded we can accommodate up to 500 zoom attendees so tell people on YouTube to zoom I guess but again it's for the folks that don't have availability via a laptop or iPad etcetera how about phone calling is that working okay that's available to anything zoom related is operational is the issue is I can't get the stream from zoom to YouTube working right now but we if we continue via phone and tell everybody we we can do it by phone is that doable I mean there may be those 10 people in the whole county of you know our Unified School District that probably don't have a cellphone and they are to Heon I mean that

would be a book and then they couldn't call because it would be a long-distance call on their regular landline and so you know that would be the that you know that would be the glitch in the whole plan of having people call in on their and following up on their phone you know listening in would be we would we be in compliance with the meeting open meeting laws dr. Moore the are but we advertised that we would be live-streaming for the public to view and if we were to change that it wouldn't give people enough lead time so the good thing is is on our page we do have a phone number that is listed for people to call it and access the meeting that way and they can access through zoo okay well then

if they could do zoom and you know forego the streaming tonight they'll just have to access it through our web page know what's the I will point out that on the board meeting page it does have the zoom link at the top so anyone who wants to come in can Jim is on a zoom right now yeah we have a lot of attendees attending through zoom so that it's still accessible yes people can't observe it through YouTube but they can observe it or listen and they can call in oh well problem solved we just have one less option but okay that I'll continue to work on getting the stream up if you would like to continue okay okay so is that what we want to do or do we want to wait until I I

say we move on with the meeting I agree got it okay hello one second we'll need to reconvene in the session Jim okay so moving on PTA Council remarks I believe Madam President you have to reconvene your open session no not reconvene okay thank you very much um so I'd like to reconvene the South San Francisco Unified School District Board of Trustees meeting from May 28 2020 PTA remarks mr. Santa good evening madam president trustees superintendent more cabinet and those in attendance I wanted to start off by letting trustee Flores know officially that we have notified all of our PTAs to go ahead and start changing their meetings from the Thursday night's were possible for board meet where board meetings are being held on a second at 4:00 Thursdays I will well I would like

to also kind of reinforce something when I asked about having PTA be involved with the messaging once we find out what we're doing and how we're doing especially in lieu of what the county is discussing today or has discussed today it our PTAs don't meet over the summer so the only notification they get is directly from Council and then they assimilate their information from us to their membership that they have access to the first time any PTA would meet would be late August at the earliest so and if we're not if we're not in session at that point I understand that they should be listening but if we do go back into school school goes back into session prior to that as in other words our normal time we would need to get the message

out properly and accordingly and I want to make sure that we get it out with the right message going out other than that council would like to congratulate all of those students who promoted and graduated and the we're looking forward to a summer where we are trying to take all the information we can and build it into plans for the next year and that concludes my report thank you thank you okay so next stop Association representative remarks South San Francisco Federation of adult educators anyone know South San Francisco classroom Teachers Association mr. Yano good evening president Murray superintendent Moore board members cabinet fellow teachers students parents and community members here we are at the end of a school year like no other and we are looking ahead to the start of the new year in

August ideas and plans are coming at us from all directions at the local level our administration has set up task forces to deal with these crises one what this crisis is only one one dedicated to teaching and learning one for the social and emotional impact and one dealing with safety in public health these task forces will be made up of certificated and classified employees administrators and parents today I read a letter to the superintendent of schools in Los Angeles County asking him to relax the guidelines that he had proposed saying that rules on social distancing use of face coverings sanitation of classrooms and large gatherings were in there too in their words impractical the letter says while many of these proposed guidelines may be feasible in a hospital setting or a commercial business setting we

do not believe they are feasible or practical in a school setting this is appalling I want to say to the board the community members teachers and administrators that the attitude of the Los Angeles superintendents towards the safety and health of their students teachers workers and all of their families is unacceptable and I hope will not be imported north of the Tehachapi so we will not accept lower safety standards because of practicality all of us on the task forces will work hard to figure out how to reopen schools but we will not compromise our health or the health of our students or families in the name of practicality thank you thank you okay so next the California School Employees Association chapter 197 Joleen Malfatti has sent in a statement says good evening president Murray honorable trustees

superintendent Loren cabinet I recently had a very caring and compassionate interaction with superintendent Moore describing to her some concerns from our classified staff superintendent Moore was very kind and relayed her admiration for our classified staff which is appreciated very much I explained to her how worried our classified staff members are about seeing headlines such as governor Newsom now projects 18 billion dollar shortfall in revenue for k-12 and community colleges or Trump budget proposes cuts cuts to education I explained that many members follow board reports and job postings seeing expenditures and proposals that would create ongoing significant expenses for our district during these uncertain times our members have asked me to reach out to cabinet and school board members to assure our classified staff ID members that there will be no pay cuts layoffs or furloughs

for our classified staff should the proposed cuts to education be implemented by the state 2019 to 2020 school year will be long remembered by classified members as the year of financial inequity and perceived bias to other bargaining units and they would now like your assurance going forward that no classified Union jobs will be negatively impacted and our district will return to the practice of financial equity I mean financial equality for all the the me to agreement going forward in unity Joline my body CSEA number 197 president thank you personnel Commission dr. Spaulding yes thank you president Murray the personnel Commission met on May 18th virtually in the meeting the personnel Commission ratified eighth position announcements they also ratified five eligibility lists they also ratified their calendar for next year and I will share that with

the four members at a later date and they will be looking at their personnel commission budget for the 2021 year at the next meeting the next meeting will be on June 15th Monday at 5:00 p.m. virtually that concludes report thank you next items from the board do we have any announcements board calendar reports or board committee reports say anybody vice president Flores yes thank you madam president just had an item to report in relation to the CSB a the California School Boards Association as your area delegate on Saturday may say May 16th over 200 California district delegates convened virtually for the annual spring CSB a delegate assembly along with CSB a president's staff and fellow directors to discuss various topics related to code the 19 response advocacy and also an update on the governor's made

update in addition there was information provided from CSB a in terms of the AEC which is the annual conference the planning committee in January in virtually again and has unanimously decided that it's taking place this years in Anaheim from Thursday December 3rd to Saturday December 5th however the annual conference because of these uncertain times CSPA has added a registration type for members to attend the annual education conference virtually this year for the first time virtual learners will receive access to a track of sessions and all three general sessions the registration type will be offered alongside a traditional in-person registration offerings lastly dedicated with each major announcement from state and federal government officials are being sent to all members of CSPA into an expanded audience at via text alerts so if you would like significant announcement

or where or updates when new resources and guidance from CSPA are available you can text CSPA for kids altogether CSV a four kids two five two eight eight six to opt into text alerts from CSV a and they will be sharing a lot of advocacy that is all I have to report thank you anybody else oh okay trust you know huh that's fine um briefly reporting from San Mateo County Office of Education and the draft strategic plan for the what opening and safety precautions is under review and should is in the final stages and should be released shortly right now superintendents are reviewing it and then with the county they are still F testing at capacity has definitely expanded for those 18 and older there's still no testing for children through the county yep but

that component has been well established but there are still cases popping up so we are still waiting to move into later phases so hopefully that will come sooner rather than later the county will also is in the process of drafting a plan a strategic plan where the koba response and how to reopen across several sectors so that will be considered I believe it's June 5th the draft plan will be considered by the Board of Supervisors on June 5th so in a great place of lots of strategic plans on the cusp of coming out thank you and if I may madam president through the chair if I may I Lupin's report for those parents or families that are interested what the guidelines and the frame framework is going to look like there is a great article

in today's daily journal samito daily journal which superintendent Magee was interviewed and the four pillars as they're being called are highlighted in that article and just who also let the public know there will be a shortened version of this guideline framework yeah two-page synopsis that will be released also in various languages when the report is final finalized thank you thank you anybody else i madam chair I had just briefly to report something from the city government which meant had a mention of our district and that is at the Town Hall last week they mentioned the coming up elections at both City and Unified School District will conduct their first by district elections and for those at home that are unaware what this does is basically we have we have children maps and with separate districts

five districts and the candidate must live in the district they represent and the voters can only vote in the district that they reside and both City and Unified School District have two vacant opening this year and the county official was there to report on the fact that this will be our first despy district election transitioning from at-large and they also had a mention about the closing of a Senior Center Magnolia and that caused a lot of angst in the community because the district the city announced that they would call they were in a study session I believe that was a study session they had and there was a rumor that began that they were going to close some of the areas that of the Senior Center to make way for child care centers and that

got a lot of people upset but the mayor came and spoke to the community and said no we're not going to do that and that concludes my brief report on the city and Unified School District business thank you any other reports okay moving on superintendents report dr. Moore Thank You president Murray so our first item mr. Yano actually shared some of the information already we have been busy reading the order looking at guidance documents to assist in our planning efforts to reopen our school district the purpose of our task force is to develop a common understanding of the pandemic as well as its impact on reopening schools in the fall it is also to allow our community to provide input and assist with developing recommendations to ensure the health safety and security of our students

our staff our parents and our entire community that will then be shared with cabinet and a recommendation to me and then that we brought before the board and along the way we'll be providing updates to our board of trustees as well as you heard mr. Yano say we have divided the task group into three distinct groups and that we will be focusing on it is our health safety and security our social emotional well-being and our teaching and learning additionally we also sent a survey out to both our parent community and our internal staff community to elicit their feedback about opening school to identify potential child care needs that they may have and to really assess their levels of comfort about distance learning versus a modified in person to name a few of the areas we

are still currently that data we've also reached out as you heard mr. Yano say to different groups to make sure that we have representation from our CTA aft CSE a PTA and students so that we can have all voices represented as well and then of course we are looking at it through the lens of three different scenarios a traditional model that we are normally used to a distance learning model and then of course a hybrid of the two the next item is about donations and you know these last few months have been really challenging and a trying time for our community however you know always thinking about the bright spots we've been so fortunate with the partnerships that we've been able to forge and so I wanted to report out about some of the donations

that we've received in the last month or two we as you heard I believe one of the trustees mentioned rotary $40,000 the amount for which they will reimburse us to support our code related costs specifically around technology our district was also awarded a grant under the covin 19 partnership to assist our district in educational the educational and well-being needs of our students and that was in the amount of $15,000 and we've also that will go toward hot spots as well and then you know something that we don't always think about but really the donation of our time and so we had just tremendous participation from our parents in the last couple of superintendent check-in and chats and I'm just deeply grateful that they took the time to acknowledge and support the rest of our community

to share strategies that were helpful to our families and how to navigate at home teaching and learning when it's not our profession by trade and so I wanted to publicly acknowledge our parent panel members who did just an amazing job we had Monica Courier Nick's aura Foreman Lauren kitchen our very own Dana hon Amanda do pie Melania galeano Kadena Perez marlini Orianna Cecilia Ria's and Susan Hernandez who unfortunately experienced technical difficulty so she wasn't able to jump on the call but she certainly wanted to and of course Juanita Flores and internally our staff mr. Siam has just been amazing and so giving with his time mr. Fang helped to co-facilitate the conversation along with mrs. Veronica Benavidez and so and she did a wonderful job moderating and so donation of people's time to help support

the work that we're trying to do to build community is tremendous and I just I would be remiss if I didn't acknowledge the those that participated and then my last item end-of-the-year recognition event so despite the year-ending the way it has I am really proud of our school sites for the way in which they've put together some car vehicle gatherings events celebrations parades they've done virtual promotions and pre-recorded videos for the students and their families and our staff worked really well with our PTAs and worked diligently to provide our students with something they would remember and that they were able to do so by following and adhering to the latest health guidelines and so we know that it's been a challenging close to the year but it also was a wonderful way to again build

community at our respective sites and closing out the year and so we want to congratulate all of our students for being so resilient but also for those students who are being promoted from 5th to 6th 8th to 9th and of course all of our graduating seniors and that concludes my report thank you okay so next are communications I had a question for dr. Moore yes dr. Moore now that you mentioned that donations it brought back to mind I guess acknowledgement of support I don't know if it was in the form of as well from councilmember Nogales from the City Council during that meeting has there anything comes to fruition in terms of donation from them nothing has come through fruition yet and so I still need to follow back up and see if who the

contact person is and that that's still what I'm waiting for thank you thank you okay so communications public comments may be submitted through the following link it's H HTTP colon slash slash bid dot ly / board meeting may 28 beginning at 1 e 1 p.m. on Monday May 25th until 3 p.m. on Thursday May 28 the comments will be read by the board president or designee during the meeting the meeting is recorded individuals may address the board concerning school business not on the agenda but public comment cannot be acted upon or discussed by board by the board unless placed on the agenda at a subsequent meeting in accordance with the law the brown act the board may request staff to respond orally at the meeting or in writing in the future time trustee Baker he's

going to trustee Baker and trustee vice president Flores are gonna read the the comments thank you I'll read the first Oh 25 or so then hand off and then pull the baton back as usual there are 72 comments I will be doing a little bit of convincing but be assured that the entire cord as the entire package first comment is anonymous about distance learning it says thank you to the teachers at the elementary middle and high school levels for working tirelessly to support the students thank you to all the parents supporting their students during this distant learning process the second comment is from Aaron Richey a teacher at South City High she writes I am commenting to express my appreciation for the South Simon screen frame school district boards resolution 20 - 43 which affirms

the district support a baby 2016 in the California ethnic studies model curriculum research by Stanford in 2016 demonstrates what many other researchers have discovered the implementation of ethnic studies courses and secondary education correlates with increases in student attendance grades and course credits earned towards graduation and ethnic studies also allows students to cultivate the social-emotional skills like collar ins and empathy reference fire district's mission statement to graduate responsible citizens with quote the social skills necessary to contribute to a change in global society unquote furthermore the interdisciplinary nature annex Studies as well as its focus on perspectives of people of color reflects the free show and ethnic makeup of our state and honors students experiences which is why I'm pleased to read that the board supports the bill to implement it eras still daily occurrence who's a

teacher at South City High also writes on the same topic he says I am writing this letter in support of resolution to support the draft on the ethnic studies model curriculum as a teacher of ethnic studies I have seen the potential of ethnic stage to create engaged and passionate young people who are invested in addressing racism and iniquity in their communities as a district that prides itself in diversity it is critical that we support a curriculum that is rooted in highlighting voices that are historically been disenfranchised and silenced understanding the contributions and the ways in which communities of color have survived is essential to cultivating the healthy self-esteem among students so they may reach their full potential this curriculum was guided by principles of social justice and verted and historical and sociological analysis is about

critical thinking building solidarity across racial groups and his line with many of the principles of the civil rights movement in the 60s around equity and civic engagement one who's a Cortez writes South San Francisco is rich in diversity and all the schools reflect what makes South San Francisco a very unique community ethnic study courses will not only help students excel in the classroom but will empower students to attack issues in society that negatively affect them these courses will help students become politically and socially aware of being justices in our communities it is time that the district supports and continues to grow our ethnic studies courses so that we continue to embrace all culture and understand the barriers that many disenfranchised communities encounter in white America let's work together to rise above right white privilege and

we can be healed from all the injustice discrimination police brutality gentrification unequal pain most importantly closing the achievement gap for all of our students of color in the South San Francisco Unified School District a parent rights about equity hello I know the term equity has been used a lot during this unprecedented time I do not think that everyone is on the same page about what it means something there's equitable to you may not be equitable to another it would be best to have common language about what the district or reads when you use the word equity we cannot get through this alone we need to work together but first we need to be clear on what we're all working for a history teacher writes that they support the ethnic studies model curriculum draft that's the

entire comic mary mussalam rights as a teacher and parent in the district I stand in solidarity with the ethnic studies model curriculum draft as created by scholars of color from across the state we need more resources curricula and support to better reflect our incredibly diverse student population in South San Francisco Arab American Pacific Islander and Central American student populations are significant and growing and they deserve to see themselves reflected in our classroom content our staff and other students should also line this history I think studies including Pacific Islander Arab American and Central American Studies is important to me and my students because they know they need to know that they matter growing up I was called a terrorist from classmates when they found out I was a Palestinian descent that is not my proud family's

history a few years ago a district employee also called me a terrorist when they saw me in my Palestinian heritage shirt but this person didn't realize was I was walking with three other students who were Palestinian descent and we were proud and who were proud excuse me the teacher was representing them I need to educate her students in our community need to teach them more than what we've been doing I want my children to be proud of their heritage not hide in shame sherry Roth writes in 2016 the Legislature passed a B 2016 requiring the state boards of educational instructional Quality Commission to develop and state forward to adopt modify revise a model curriculum and ethnic studies to ensure quality courses of studies in ethnic studies that allows the whole district to adapt the course

is to reflect the people demographics in their community the preamble sets up the expectation that this curriculum will be culturally meaningful and relevant and allows you to screen an appreciation for the contributions of multiple cultures there are 92 languages other than mine English spoken throughout the state the first model that first drafted that model curriculum was released in June 2019 if you do not do what the legislature called for was immediately controversial and announced by the Governor on down the CD is preparing a list of changes that wants to see to be released on August 13th the trouble draft is the only director in so far supply affirm it it would behoove this board to honor the process ensure that the model curriculum is as the legislature intended to do that reject resolution 2043 wits

of firms and so accepts this first draft john sati sanbir no rights i wanted to ensure my voice is heard and I that I can do this or knows what its residents want for our children's learning ethnic studies should not be limited we need to include as many ethnicities in the curriculum as possible and ensure its representation is as vast as California's diversity I strongly encourage the board to not segregate learning or cria days certain cultures above others don't create a curriculum that tells students their ethnicity isn't important to prioritize one culture over another please ensure that you represent as many colors impossible as possible including asian-americans Arab American Central Americans and Pacific Islanders there's a repeat comment Devante Jewett and now communal alumni rights I think study centers the voices of historically marginalized groups

these groups are people of color and the history has been narrated by white people in our education system from K to 12 and ethnic studies provides a rich powerful colorful and unique lens to students the subject highlights ethnic customs traditions values beliefs stories struggle and triumph in stories of people of color contributing to civilization research has shown that the subject narrows the achievement gap of students of color especially students of African Latin X needed upon Polynesian descent because they are learning about themselves for many years the history of people of color has been told from a white person's perspective in our education system this is in fact dangerous as it perpetuates the long legacy and white supremacy and implicitly teaches children of color that their history does not exist the narrative expertise historical accuracy of

each ethnic racial group studied is essential for the subject to successfully share the stories that have been silenced Alice Navarro was a concerned parent writes she's very concerned about our ethnic studies program and she wants to voice that she believes it is imperative that all facets of illness to be represented in our teaching one that has been sorely underrepresented our Arabs most people cannot tell you the difference between an Arab and an indian either indigenous or not she is vehemently asking that errors be included in the ethnic studies program another concerned parent rights it was brought to my attention that a group of people have been protesting including me around Arabic history and ethnic studies moving forward not including all groups of people for everything Studies is not only racially selective it ignores the beautiful

and rich history and culture it would be completely inappropriate in the perpetuation of racism to preclude Arabic history and ethnic studies our community is full of many middle-eastern families whose children learn about all of the cultures and areas but not their own this is inherently wrong and unfair education should be inclusive not selective she implores us to ensure that Arabic history is included at ethnic studies in our schools our children deserve to learn about all types of people in their history they were directly undermined the purpose of education selectively choose who is deemed fit to be included in ethnic space and who should be excluded has been tough of san mateo rights please vote no on the resolution which calls for you to accept the first draft of an advisory groups ethnic studies model curriculum

that has been has trouble in framing and principles this draft is so controversial the new york times assigned international correspond to investigate what she uncovered is informative quote is the purpose to create young left-leaning activists or to give students access to a broad range of options unquote materials are unapologetically activists they asked judas critic empire in its relationship to white supremacy racism patriarchy said earlier says hetero patriarchy capitalism ableism anthro poor anthropocentrism and other forms of power and oppression California Assemblyman John Medina a Democrat former school board member in ethnic studies teacher said that when he was taught ethics studies in Riverside his goal was not to create automatic activists quote my goal as a teacher was to leave students who can think for themselves and the draft falls short our students deserve better aesthetic

studies than just the first draft please reject it Christy Flores David Muir Levi from also writes I urge you to reject or post that next study's resolution 2043 while I support CNET studies I hope they to this resolution is about a problematic highly controversial and still incomplete drafting process of revision the resolution have been given two votes one tonight has you affirming support for the motto carry ones first draft it's full content and its framing all of which have been rejected by communism the State Board of Ed and over ninety nineteen thousand people who submitted public come in last summer governor Newsom called this draft offensive promising that the draft will be substantially amended and never see the light of day the California State Board of Ed agree the draft fall short President Linda darling-hammond

and members admitted they to say that it will be substantially revised several times I think that the curriculum needs to be accurate for your bias appropriate of all learners or unite diverse state and aligned with governor Newsom's vision of a California for all the current in complete draft fails on all counts the California Department of Ed expects to generate two more drafts before the final will be available for public review and comment in 2021 please do not endorse resolution assisters sites that discusses and promote highly controversial first draft a teacher writes hello the board policies on the district website need to be updated they are from 2010 Thank You accessibility this rights I support the Edmond studies model curriculum draft and award-winning statistical research article by Nolan covered is publishing one of the the two

rated academic educational publications in the US the American research journal demonstrates that an ethnic studies based education was able to take students with some of the lowest academic achievement those GPAs lower scores on 10th grade state exams and improve their academic performance these students were more likely to graduate and more likely to pass state exams moreover students from different racial backgrounds found this education to learn more about the history social contributions and accomplishments of people from their culture as well as those from other cultures ethnic studies can can not only improve the academic performance of students in South San Francisco but also help to build a bridge amongst the various cultures and communities in our city i heavily encourage the board to support getting studies model curriculum draft as it will make an important and

beneficial in the branch into our city am i going man a parent of South San Francisco High student hello school hello school board members I write to ask for your support for the ESM CD written by teachers and scholars from across California we have never seen an adequate representation of narratives of people of color in our textbooks despite the enormous diversity of the community we live in please support the proposed school board resolution to prevent the censorship and removal Arab American Pacific Islander and Central American Studies from that see California ethnic side of marker um we know that the district prides itself in having a diverse group of students no it is time to support these students through these studies I support the resolution in you should too helene linker rights you are being asked

to override governor Newsom and members of the California Board of Ed rejecting and advice reports for strapped at the end of studies curriculum the same draft they're being asked to approve tonight they are as well as over nineteen thousand public comments rejected because it is highly problematic and deeply controversial governor Newsom called it its first draft of the etna studies curriculum offensive promising that the draft will substantially amend it and we'll never see the light of day our students deserve better than this I hope you agree Angelique Candela a parent rights asking that the Eric group history be recognized in our in our kids academic career just as others ethnic backgrounds are represented in represented it is part of history Katrina Navarro concerned citizen rights hello I find it important to have the era culture

be included in our districts ethnic studies program people need to be informed about many walks of life to help better our society and bring us all closer this is something we need to change and we should not exclude any kind of ethnicity this is a form of racism this is directed against someone of a different race based on the belief that one's own own race is superior we have to eliminate racism of our people to better the world to bring us all together and this starts now with us Jill Silverman rights I strongly support 80 2016 and ethnic studies unfortunately the draft curriculum encouraged divisive nests and omits the great contributions of very very ethnic groups it hopes to empower the california department of fed promising nificant changes governor Newsom stated that it will be

revised to draft generator over nineteen thousand negative public comments the San Diego Union Tribune wrote ethnic studies curriculum should be about education not indoctrination the LA Times wrote it's jargon filled and alton pc occurring draft of the model curriculum sorry lost my place here it feels like an exercising groupthink designed to proselytize and in inculcate more than to inform in open minds tonya torres a student at South Sanford in South San Francisco writes actually she sent a link mr. 053you to all please vote YES on this and finally that our stories be heard thank you for your time sascha D writes since the ethnic studies class was introduced at South City High countless students have signed up for the elective and been able to learn about the voices of historically marginalized groups when students take the class and see themselves reflected and represented they feel a sense of belonging in a connection to their community it is increasingly clear that especially now these classes are necessary we need to open our eyes to the experiences of ourselves and each other in order to further cultivate empathy please continue to advocate for it epic studies to be offered to our students and for expansion on our school campus and beyond as an essential elective class thank you for your

time Laura Dearborn a history teacher writes I am writing this in support of the new draft of the ethnic studies curriculum as a current ethnic studies teacher in the district I have witnessed firsthand the great impact that our diverse honoré curriculum can have on the students experience this course exposed to students to deep relevant history while allowing themselves to grapple with their own identity a space that is not often available in the classroom it is highly important in a course such as this is based in history telling stories that are often excluded or brushed over in other courses Christiane Guerrero Skyline College alumni says the need for high school at least Studies is real hello my name is Cristian Guerrero and I was a student at Skyline College and have taught after-school sessions at South

City High in Westboro having taken a big Studies courses at Skyline College I have seen both the personal growth and community empowerment that these classes have fostered because of these ethnic studies classes I find a stronger sense of self and responsibility to get back to my community I eventually transfer to UC Berkeley and graduated last year with a degree in Social Welfare throughout the years I worked with youth from San Francisco Daly City in South City through these mentorship and classroom sessions I've seen the empowerment solidarity that in ethnic studies curriculum can bring to these communities a more critical look at history and how stories are told it is incredibly important in can uplift of all backgrounds I strongly support the resolution to have ethnic studies curriculum institutionalized at the district then a debt the

administrative assistant at screws rights in regards to CSC a retirement incentive good evening board members I am writing to you this evening regarding a retirement incentive golden handshake for help for classified employees we know that the district reached an agreement with CTA to provide the retiring members with $5 $5,000 incentive although CSEA has requested to negotiate the same for their membership the district has not responded I am I now I'm hearing that because of Kovach pandemic funds are short and CSEA members will not be offered any incentive unfortunately this is just another example of the district treating CSEA members as second-class citizens dedicated a long time CSEA employees deserve to be recognized I understand that the pandemic has caused financial hardship but I recently saw postings for new positions and there are just a handful

of si si si s EA members retiring please write this wrong and recognize the SI employees for the dedication that they have provided to our district Thank You trustee Flores I can go ahead yeah Samantha Villa who's a student at South City High writes she's writing in support of the ethnic studies model curriculum draft this is why you should too living as a person of color in America is difficult you are constantly being pushed down and society tells you that you are less and make sure you that you stays that way I felt it I hated being Brenna's chilled with sulphate but through education and support I learned how these in Justices I face can be overcome just as my past Brown activists have I had the power to continue to fight they started but

it would not be possible without education I had support and resources that some don't this is why ethnic studies are important especially in South San Francisco Unified School District with a large person of color population we must pride and teach our youth that they have power and that their history matters that they can can't continue the fight and they are not because justice says that they face and please and to learn about other cultures and spread compassion and knowledge which we need most right now please support the draft and let students reclaim their culture and identity Sheila Navarro k12 curriculum instruction specialist for English learners writes as an educator as a person of color as a Filipina as a colleague and SSF USD and is a long-standing member of this community I offered my full

support for the ethnic studies model curriculum draft and next Studies provides an academic space for all students to learn about the histories cultures in diaspora communities of color students especially English learners will benefit from seeing and reading stories that reflect their lives cultures and histories which will contribute to high student achievement and excuse me to contribute to high student academic engagement and interest the new California English Learner roadmap approved by the California Department of Education provides districts and educators a framework on how to reach our English learners one of the four principles in their own map states that programs value and build upon the cultural and linguistic assets by proving the ethnic studies model Kirkham draft it fully supports this key principle the straf curriculum will be able to offer meaningful instruction to a diverse

population where sometimes disengaged because of the lack of cultural representation in our curriculum our diversity population will benefit from the rich material presented in the model draft the model curriculum provides instruction and curriculum that addresses many of the initiatives and components like explicitly outlined in the English Learner roadmap my district should be in the right side of history please encourage to improve this very critical and important resolution Clementina durham writes good evening my name is Clementina in their own 51 years ago I along with those students of color went on strike at UC Berkeley to demand courses be offered that reflected our history and struggles supported by our allies Iranian Arab American and Jewish students our solidarity was special it was an ethnic studies courses that I found my voice in passion I became a

k12 public educator and spent 30 years as a teacher and principal serving students in Berkeley Oakland in segments I'm here to ask that you join in that strength of solidarity and affirm your support for resolution 20 - 43 the ethnic studies mobile career Joe I understand you have received 12,000 signatures and support this has been a there has been this outpouring of support especially by communities of color because there was a small but vociferous group of opponents they want to dismantle this model curriculum that was evolved by ethnic stays experts from around the state the basic claim was that the curriculum is anti-semitic that was simply not true in fact the focus is on a meaningful an intersectional curriculum that promotes deep and critical analyses on the parts of students regarding the history of struggles

and movements of people of color our students up and down California deserve this kind of relevant and inclusive curriculum rabbi dev nily from kihyun gajala community synagogue writes greetings I'm a rabbi from the ahilla community synagogue and expressed here to express my support the ethnic space model curriculum drafting your resolution the following was excerpted from an article I offered with Azaz element-wise fairman that was published in the Jewish news in NorCal yesterday we are strong supporters of the draft and believe it's critical for Jews and Jewish communities to support it our support from the 500 minute two-page document does not preclude some of the critique of price of its content we believe our Jewish community needs to be able to join in partnership and solidarity with groups who are facing systemic injustice really there is

a spiritual and March moral call here to Center the urgent needs of communities that experience the greatest harm and justice in our society we believe that solidarity makes us safer not more vulnerable in collaboration with the California primary education this draft was developed by leading ethnic studies educators of color from throughout the state we've already demonstrated the transformative potential of ethnic studies at district and classroom levels for example in the novel site at Stanford report we cannot afford a wholesale disregard for this expertise of guidance in particular Arab American Studies is a recognized subject within Asian American Studies it became a more critical part of ethnic studies after or not 9/11 led to terrifying increases in Islamophobia and violence muslim-americans Jewish studies developed as an academic discipline independently outside of the framework of ethnic studies

trying teaches us to draw on our past experiences of oppression and ruins to open our hearts to everyone who experiences injustice we believe our future as a community depends on our ability to do this in supporting the draft is a powerful way to practice the spiritual and moral imperative Jacqueline writes you can't just erase a culture or a group of people you can't create a fake tricular it only shows one side of the story or only some religions are ethnicities the district is a very diverse school district and is important every student feels comfortable included when furthering their education as an alumni in Monte Verde in Westborough middle school I saw the diversity inclusion I would hate for that to go away don't ruin a distrust them of Education when hate to see schools shut

down over something like this Joel bloom writes good evening I think it's important for you to know that of Jewish community support from this cause specifically he will read excerpts from the public press release put out by the Jewish Voice for Peace Barre era I think studies was created through the struggle of communities of color to make sure their rich history perspectives are included in public education students and educators across the country have made it clear that ethnic studies is a critical component of education for the 21st century Jewish Voice for Peace believes is essential that a module on Arab Americans be included in the ethnic studies curriculum the Arab American experience including some the impact of Islamophobia is rarely taught in schools even in many schools with ethnic studies programs that absence results in

an Arab American students fully both visible and targeted it's very important to teach students about anti-semitism about Jewish American history and its content is already present in the california standards for example eighth grade core literature includes the Diary of Anne Frank in the LA School District in the am sorry in the LA School District eighth graders take a trip to the Los Angeles Museum in the Holocaust the tenth grade core literature curricula includes review Souls night in high school US history and world history classes corporate includes anti-semitism Jewish immigration she through Ellis Island extensive study of the Holocaust during World War two the purpose of the model ethnic studies curriculum is to Center the history of people of color who have been marginalized or ignored by the current curriculum curricula and about ethnic Americans is

not anti-semitic and has been coming to the United States since before it was formed as a nation your extended resolution today is a big step forward please vote yes Joseph Nick ste ste rights I'm writing this letter and supportive resolution to support the draft on the ethnic studies curriculum when alumni of South City High School and attended prior to the implementation of any ethnic studies classes I went on to pursue architecture at CSM and eventually UC Berkeley while in my college studies I was fortunate enough to work in community organizations and educated me on Filipino American Asian American perspectives and histories in connection to my college classes in ethnic studies and anthropology this period of my life is critically influential in shaping my worldview and understanding for others however it was a constant question in

my mind of my identity and my place in society we only did you a lacking an understanding that there is an underlying structure as to why things are the way they are things such as ethnic studies courses covered it was all too often a hundred my peers and colleagues always feeling a sense of regret or a piece of themselves missing not knowing about relevant history and health and events did it involve people who looked like them I think especially as what is going on in the world socially it's a must to integrate more broader reflective of the actual a diverse community our schools serve I think with the integrative approach of ethnic studies our future and students can be further empowered to be more understanding each other and empowered to continue to change our community

for the better [Music] cecelio more rights related to your ethnic studies resolution this evening I am urging you to vote yes in your emails you have approximately twelve thousand signatures and supported the draft along with 130 multiracial and intergenerational community based organizations representing more than 500,000 people mr. X directly translates a support for your resolution today this is supporting ethnic studies educators and communities of color are students of color and many white and Jewish allies in solidarity for California I think studies and your resolution are not against anyone as some of these opposing your resolution may claim frankly implicit racism full fuels far too many of those wholesale intoxicant Teresa about it against your resolution today so I am almost done even by those who may superficially claim to be supportive League studies just not

your resolution and what it represents yes affecting ethnic studies benefits students of color and also benefits white students increasing our empathy with one another your solidarity with our diverse communities black african-american Asian American Pacific Islander jicama Knicks Latin accent Native Americans is greatly appreciated we've been working for this movement for 50-plus years is not being on the right side of history today thank you and I was asked to read one more comment from finished Ana Janos comment who was cut off so let me pull that up you're right steer board members I am writing to you in support of a robust to complete ethnic studies program in our schools and in all California schools we needed ethnic studies programs in our schools which include the narratives of all our students and their ancestors in Americans

African Americans like tunics and asian-americans it is crucial that we make sure those underrepresented groups in our communities be given a voice during ethnic studies class here in South San Francisco where at least we're blessed with many different groups whose stories have not been told their students from Arab and Muslim backgrounds from different parts of the world our students need to know their histories their triumphs and defeats and the contributions that they have made and will continue to make Torah culture and nation as an American Jew I see my peoples story taught in many classes at every level of our schools what the stories my Arab and Muslim brothers and sisters to be taught as well their history is a very good part of the history of our world in our country I must include

it be included in any ethnic studies program in your school I urge you to support the resolution before you tonight and for the record we have many many emails on the subject as well and that completes public coming thank you okay so I guess we're going to read and discuss the background ethnic studies as is the critical and introduced disciplinary study of race ethnicity and indigeneity with a focus on the experiences and perspectives of people of color in the United States since the 1960's scholars have analyzed the ways in which race and ethnicity continued to be powerful social cultural and political forces political forces impacting access to opportunities we applaud the efforts in place to ensure the curriculum for ethnic studies model curriculum includes fair representation of marginalized groups and those who are facing increasing

discrimination in the current global climate may be 2016 California ethnic studies model curriculum draft is a step in the right direction and in alignment with the district's mission and core values of celebrating diversity commitment to inclusion and ensuring equity it is recommended that the South San Francisco Unified School District Board of Trustees adopt resolution 20 - 43 affirming support of a B - 2016 California ethnic studies model curriculums draft discussion motion please do we want to read the resolution in the nav discussion or do we want to have the discussion first I I would rather read it first but what do you think I'll go ahead and read the resolution and then we're gonna have discussion okay so resolution 20 - 43 affirming support of baby 2016 California ethnic studies model curriculum draft awareness South

San Francisco Unified School District's take comparative cultures in geography in the ninth grade and have the opportunity to participate in the Afrocentric program and/or heritage speakers Spanish program both including cultural and empowering experiences and where are students from an S a variety of ethnic and racial backgrounds make up approximately 90 percent of the student population of South San Francisco Unified School District and whereas South San Francisco Unified School District has a commitment to diversity inclusion and equity and whereas research indicates that ethnic studies curriculum in high schools has demonstrated an increase in GPA across disciplines high school graduation rates college-going rates and a sense of belonging and whereas findings show that ethnic studies curriculum helps to narrow the achievement gap and the opportunity gap for students of color as well as benefits white students and

whereas ethnic studies enhances equity in the school curriculum and where as California Education Code section 5 1 2 0 4.5% of the legacies of ethnic and cultural groups who have contributed to the history economic political and social development of California in the United States with particular emphasis on rich all these groups in contemporary society and whereas California is a be 2016 ethnic studies model curriculum the SMC is currently a process at the california department of education and whereas the current the SMC draft has has vast support from communities of color and if their generation or recognized ethnic studies educators and leaders across California and beyond and whereas California has one of the largest and most diverse student populations in the nation with 77% identified his students of color now therefore be it resolved at the

South San Francisco Unified School District affirm support of the California ethnic studies model curriculum draft be it FURTHER RESOLVED at the South San Francisco Unified School District affirm support for Pacific Islander studies Arab American Studies Central American Studies and West Asian American Studies and their continued inclusion the SMC curriculum we have further resolved that the South San Francisco Unified School District confirms support for the ethnic studies model curriculum maintaining its framing and language of the discipline with additional scaffolding as necessary to be inclusive and supportive of multiple users be it further resolved that we support the work of a safe California ethnic studies coalition and bringing together the experts to address any issues regularly passed and adopted this 28th day of May 2020 okay um trustee Baker you said you had I do but does

anyone else want to go first of all my throat rest from anybody trustee Luhan sorry vice president Lawrence well I think two behooves us all to have a conversation in dialogue about this matter before voting as many of our constituents alumni students teachers and everyone took the time to express their truth everyone has a truth and I want to recognize everyone that submitted a comment that took the time out it's not to say that it was a dumb comment or obnoxious comment we're not going to go into that we're not gonna go into attacks because everyone has the right to believe I am coming to you guys with my own personal story and why this also is very relevant and evident for me as a US citizen who was born in a Central American country

El Salvador I being educated here in the United States I was not able to be introduced in my educational curriculum to the rich history and cultural vibrancy of not only El Salvador but all the other Central American countries it was not until I was a freshman at Cal that I was able to really dive into and take all these elective courses and really start learning more of what I hoped would have I would have learned in high school middle school etc I believe that this resolution is a historical step in the right direction to support not only our communities of color and our black and brown brothers and students and educators here in our district but it also uplifts and and further highlights the support that we have from many of our white and Jewish

allies who are also spending like we heard tonight in solidarity we have to realize that the support for this draft is fast its diverse it's intergenerational there's folks that that you know we stand on the shoulders of those that did a lot of work in the civil rights movement prior to us and it's very evident and it's very very very relevant as we all know we all have seen in the news in the last couple of days I also believe that by us proving this for approving this resolution we showcase that were directly standing in support of ethnic studies curriculum that should be written and evaluated by those folks that know ethnic studies not by some committee or some else but someone that actually understands and I think that's what this draft is also putting

forth here in our district we pride ourselves of being inclusive of being a very diverse district we have students a large population not only of Latin X if you want to consider everyone that next but mexicanos on Durango Salvadorians nakata wences a rich that tapestry which further highlights how important this is along that the education the educators that make up the teachers and the staff you know Pacific Islanders are Filipino brothers and sisters everyone here really stands in solidarity so what I hope to accomplish and I'm very proud that we were able to put this forward so that we could consider is that by voting YES we're recognizing that we are in solidarity exploring outside of the box we're not going by what he said or she said are going into personal attacks or emails

that were robo copied and pasted which we all read and so we're going by what really our students need because at the end of the day it is our students lastly I believe that we are one of very few school boards perhaps in the state that have to Central American elected officials born trustee Richardson being morning maka'ala myself being born in El Salvador as Central American natives I wholeheartedly urged the rest of my colleagues to support this resolution Thank You president yes if trustee Baker's place still needs to rest I just wanted to take a moment to also share that I find it incredibly important that our students find themselves reflected in in the curriculum and that their stories are heard and that not and not just for their own well-being but to help them

be globally aware because that helps them to process them up for a more successful future so I think that this resolution I'm really happy that we're considering it this evening and I do find it absolutely critical that to the extent possible we provide our students with the richest possible experience when it comes to ethnic studies so that way we have globally aware engaged students who have information to make engage in dialogue and be respectful of others and come from a place to seek to understand and see value in every individual and every individuals unique story so thank you for bringing this to us this evening and I am glad that we are considering it Thank You trustee honey trustee Richardson do you know you're muted you're muted Oh slipping a lot of pages I I

just want to UM tough to follow these all access say it better than I could but I just want to add this I came as a child here to this country and I continue to seek out when I go to another country I come back with a major lesson I went to Africa South Africa and I would walk the the jails where Nathan mr. Mandela I get emotional when I speak about him because I walked inside his cell and I come back and I bring that emotion with me to the school board and I think it's Imperial important that we all vote because these people that I visited just the the movement is so fragile that they could lose their freedoms and not be able to vote and those things we hold dear here in

America that I people around the world are struggling so we under so we have to understand the global significance of these cultures these this enrichment of understanding what others go through today but we are we are so fortunate to be able to study what everybody aspires to have and that is a democracy here in America so if we understand everybody else's culture we know where they've been and we know where we are here and we can only be better because of it I enjoy our communities you know it's so rich in diversity I mean you just have to go somewhere and experience the foods and just the the cultural relevance to being around people you really do grow as a person around other people's culture and that's what I I bring to the board and

I hope people understand where I'm coming from sometimes where when I am passionate about what I say so that concludes my my perspectives Thank You president Thank You Terry thank you Thank You Baker thank you um I would be a in history yeah I have to say that even a liberal SF State the US history of curriculum emphasizes perhaps over emphasizes the contributions of judeo-christian European Americans we need to diversify and complement the existing curriculum you know we have gotten a lot of emails and comments on this resolution both for and against and I think it was interesting that much of the opposition was vague on what it was opposing and that's because when I looked into it I predation was that much of the opposition seemed to be based on political issues rather than

ethnicity once the draft curriculum has evolved since the first draft was issued last fall looking through the minutes at the drafting committee some of the concerns that were brought up about the first draft have already been addressed I do sympathise with those groups just say that their contributions are not fully realized such as people of our main to sense and I grew up in Glendale where 40% of the population was Armenian but I think it's also important to consider that this is just a model curriculum and a district can tailor it to fit its own need our resolution bent is that additional scaffolding is necessary to be inclusive and supportive we are connector with less than 10% of our student body identifying his wife students should hear about the contributions about people who look like

them and I think this gender straight white male I don't feel it's my place to hold off a curriculum by oven for people of color so I support this resolution thank you thank you well I I had a statement written but everybody said mostly what I had to say research research shows that culturally meaningful and relevant curriculum positively affects all students and this is a framework not a curriculum so it can be changed I I stand with the values of the first draft which are diversity equity and inclusion and for that reason I support it as well it's my understanding that on August 13 2020 the California will will vote to either include certain ethnic groups in the the new draft and that's why we as a school board are moving this forward and many

school boards in California are also bringing this to their board so that so that we can show our support for inclusion so with that do I have an emotion and I have a motion so Milo's oh sorry trusty forest no go ahead I was just gonna move so move and trustee Luhan ii sure works for me um roll call vote Christy Baker yes Lucy Lu Wan yes trustee Richardson yes vice president Flores yes president Murray yes motion carries thank you very much okay now we're gonna move on to our presentation Uys be school counseling and safe school advocates services Jayne Chandler director of mental health with the urban services YMCA of San Francisco ysb will present information related to mental health programs and services in the district and show the effectiveness of both the safe

schools safe school advocates and elementary counseling programs ms Chandler well good needed good evening everybody madam president and superintendent more board trustee and cabinet members educators parents students and community members thank you so much for having me I'm gonna share my screen here with my presentation this is my first time sharing cuz everyone see it yes okay great well lovely thanks again for having me what a what a great board meeting - to be a part of it was really inspiring to hear all of your your passion and personal stories regarding ethnic studies so thank you what a what a gift so tonight I just want to go over some data I'm gonna start my little timer as I tend to go off the rails and get nervous in front of a crowd as as

dr. Moore knows I guess the good part about being on zoom' is dr. Moore doesn't have to come and remind me to click my clicker alright so alright everybody so I'm just gonna zip through quite quickly I don't have too much time and I have a lot of data so again if you have a lot of questions there's gonna be some Q&A after my presentation and also if you don't if you have further questions about any of the data up here please reach out to Jay Spalding and he can collate all the questions and I can respond accordingly ok all right so our scope of services really on campus and also in our clinics are that we have three mental health clinics we serve about 32 schools in San Mateo County we have day and

evening clinic and our continuum of care ranges all the way from life skills to prevention intensive intervention and really all of these all of these services really are in service to supporting and nurturing our students and their families to develop connected healthy and productive youth my next line is um services by frequency here um actually that's supposed to say South San Francisco USD sorry about that at another s so our most frequent service was individual therapy followed by group family interventions collaboration with teachers and administrators case management resources to other services that families need in the community and also crisis intervention and lastly suicide assessments and 5150 some uh spend a little bit more time on this slide this is a new one this year y'all this was a reasons for services but divided by

elementary schools which you'll see the bars in blue middle schools which are the bars in in orange and then in the gray bars our high school now I I want to specify really quickly that this chart is our our sample size is a hundred and seventy students but not random students of in SS USF D it's the random students that were receiving treatment so it's 170 of the 170 as you can see look at depression anxiety the the left most the left two columns that we see they're almost nine over ninety percent of the high schoolers we saw ticked in in anxiety and depression which is pretty an interesting data I would spend some time I know I have spent some time really poring over this data and as you can see some of them

more equal you know equal playing fields were you know self-esteem grief and loss attentional maybe but that anxiety depression peer conflict a lot of emotional based functioning were very much represented and of course one student can tick in more than one category and often did so that's really important to know as well and I'm happy to answer offline any questions about this as you'll see a couple ones to know is somatic problems well somatic complaints really can represent a whole bunch of different things high schoolers represented more than 70% of high schoolers came in with somatic complaints and a lot of times it's because I think the stigma of mental health really catches up to high schoolers so they come in like ah you know I'm not feeling well I have a headache but really

when we unpack everything its anxiety depression stuff like that and usually with elementary school kids it's not that they don't have semantic issues it's just usually they get sent to the nurse same with relational problems usually we have a small little bar from middle school there but it really didn't hit the hit the Richter this this year was really high schoolers with on nearly six five percent of our high schoolers came in with some kind of relational problem um our next slide here is are all of our clinicians I'm not gonna spend a lot of time here I just wanted to put everybody's name up there as you'll see yeah you may not have known but South San Francisco Unified School District has a new elementary school called Buena para Sarah I'm so sorry family

I wanted that to rhyme embarrassing yeah again here this is a great chart except for that it still says you know para Sarah and I worked hard on this chart because it really breaks the school year into three separate parts they all but they look very different right so you'll see the the Lacombe is the pink which is kind of a result in all of the students and our counseling hours that we shored up for the 15 weeks and fall but you'll see the campus on the left and of course this year is so fantastic because we have all of the high school I mean I'm sorry all of the elementary schools are represented and there's the students there with the hours of therapy and counseling and interventions and then I divided I divided spring

semester into two parts the middle green column is the pre shelter-in-place January 1st to March 13th that's 10 weeks and you can see that we were going quite strong there but then you know starting March 16th there's the rightmost column in blue and that's the shelter-in-place results and that's 7 weeks but nevertheless our commotions worked very hard to employ telehealth and phone conversations with families and we were able to really connect with a lot of families it turned out that for the first couple weeks families were really just come ba belated they were hard - we couldn't reach them we kept calling the emails we had you know other resources other to reach out with other teachers and staff members were really helpful and helping us get connected with families and yeah so there we

are with about 50% this is new this year yah I'm sure I'm going a little bit fast but I got to get through our slide so this is pre and post outcomes so this year we really worked hard and had a new platform called vo n and we we did a pre and post outcomes assessment so when kids started treatment we gave them a functional assessment in the seven domains life domains that you see at the bottom family relationships down to sleep hygiene we thought was actually an important factor and so we rated from pre to post now some of this sadly we didn't get a lot of the post data because shelter-in-place happens so quickly those families that we were able to that we were not able to connect with and do a post

assessment we were super bummed about that because our our new metric was going so well but nonetheless as you can see the three domains that were most successful in improvement of functioning at the beginning of treatment versus the end were family relationships just fantastic and then school behavior and school attendance symptomatic improvement just really quick the most success that we found was in addressing anger anger issues or oppositional behavior and also fighting with peers or conflict with others depression and anxiety a little bit harder especially remotely also this year y'all is um some of the metrics the data that we collected around chronic truancy so this is a new slide this year for a request from the school board last year and a lot of this was qualitative due to interviews because we weren't able

to connect with attendance records at the ends you know with shelter in place we really lost communication a lot with attendance sheets and everything so all of our plans to you know gleaning all that data kind of fell off sadly so I did a lot of informational interviews with parents and clinicians around chronic truancy and here are the top reported influencing factors and as you can see through middle and high school the biggest ones and the ones that they share were depression anxiety and interestingly enough helping care for other family members as you guys know obstacles to resolving currency issues are really difficult to to tap into and here are the five ones that we found were really quite challenging and definitely almost impossible for educators to find the time or resources to tap into

depression anxiety home dynamics chronic substance use also poor parental supervision when I say poor parental supervision I don't mean that the parents don't care and don't supervise it's that they're working hard you know two jobs trying to make do for their family and they you know they're gone at 6 a.m. with their first job and they they're not home to make sure that you know their kid gets to school so that's what that means it doesn't mean that for to sound value t'v currency improvement and we didn't have a lot of traction this year a lot of them as you can see about 12 or 13 of the middle schoolers just remained the same and about three of them improved so we only had about up to 14 kids tapped into the chronic currency and

in high school a little bit more of them improved but honestly about 10 and it was pretty small the improvement was less than 0.5 GPA and here is that metric a little bit more attraction with high schoolers and improving grades multiyear support so this is kids that's um see a Youth Service Bureau counselor more than one year it was less than 40% of the students we see that had been seen the previous year and we average about three semesters so not even a full two years but kids were seen for an average of three years that had multi-year support and not surprisingly y'all ninety percent of these students were seen for depression anxiety which of course is not super surprising being that depression anxiety is a longer term treatment domain it's not like if you

can treat depression anxiety in a 12-week brief model right sixty-five percent of students have experienced trauma or loss in this category and when we shored up our satisfaction surveys ninety percent of them reported being happy and feeling progress on their treatment goals all right sorry bear with me last last slide so in shelter-in-place protocol we employ to maintain connection support and continuity of services protocol for our students we called them a lot including new and renew your unique referrals from our teachers our teachers and and faculty were really great at saying hey I'm worried about this family I haven't been able to you know reach them since some place and so we even had quite a few new referrals clinicians were able to connect with and maintain telehealth services with more than 50% of our

current student clients which it was about 20 percent the first two weeks people were like we don't know what to do and we couldn't find anybody but then after the first the first couple of weeks folks really did come around and we were able to connect with families so clients were able to connect over time with array engagement rate of 50 percent as I said the third week and persistent showed our students that our school system cares and that's my takeaway from that thank you and sorry went a little bit over time my apologies does anyone have any questions I can answer does anybody have anything to say vice president Boris uh thank you for the presentation very well done and also thank you and your staff for the amount of work that you guys

are doing with our students in this and this time I fully acknowledge that and want to be very grateful for it I mean for putting the presentation print the the presentation and the numbers together and I know everything fluctuates you know because we're all trying to get the best information as quickly as it comes out do you foresee an increased even higher demand due to shelter in place this past quarter and also as we move into the fall have you guys prepped in terms of bandwidth enabled to be able to sustain obviously as as this moves forward and people are just fancy or students not one even to come back to school at all and all of this whatever working on that yeah and vice president Flores thank you so much for that question it's

super relevant the first thing is what what is really across the board is that our students that were having some trouble with being in school particularly younger ones that we're having trouble with peers or having trouble academically they've done fine at home they're psyched to shelter in place the the families that the students where we have families that are in high conflict or you know have are facing insurmountable you know problems financially especially our immigrant families who are they have you know they have no recourse to to apply for EDD we've we've secured a $250,000 grant from the city of South San Francisco to help with rent a migrant family gone because they have no a check and in order to so there is and those kids are really having a lot of trouble because

they're worried and they're taking on the stressors of their of their family and their parents so I would say the ones that we're doing okay and they're just the worried well but other we secure are doing great our most vulnerable students are doing worse and my worry vice president Flores is that to sustain this going forward if we still have shelter in place if there's partial time or anything we're are struggling you know very hardworking families you know just can't be there to you know supervise home distance-learning I'm incredibly worried about access to technology you know I think a lot of us parents take for granted that we have a room to send our children into a lot of our families have you know four kids no internet access and no internet access or faulty

internet access and they're all trying to zoom in one room you know they rent on one room in a large house in South San Francisco and there's a huge amount of them we've had over 120 like illegal room room rental applications for small children in the last four weeks and and it's heartbreaking because we're trying to find a way to pay those families rents because the landlord's a lot of them are slim doors and they don't want to fill out the w-9 form as taxable income so and South San Francisco has been really great we're finding a ways around having to have a w-9 to help our immigrant families so thank goodness for the city of South San Francisco they have a big heart thank you yeah you you you answered it right on thank

you because we have this platform available I want to just ask you what what in an ideal if you had a wish list of things I know that's a very big broad question but because this is a very strong medium a lot of people are listening or hearing or North connections etc word of mouth where do you guys need the most support right now as we go into the fall and I'm talking about the fall because as you know there's nothing guidelines and frameworks of going back to school there might be an opportunity or a possibility where we have intermittent closures throughout the school year you know if something you know bales up instead so wait where is it that you guys need the most support at right now in terms of the community the

district us is a board in general you know honestly I'm for me getting our families the technology they need to engage in telehealth and also you know distance learning whether it's a robust internet connection broader bands internet you know kids getting Chromebooks we don't have the technological expertise to know like I left to buy everybody Chromebooks don't worry oh gosh what if the kids surf the internet there are immigrant families don't know and can't afford parental controls there exorbitantly expensive they're like how can we get the technology to our students to engage the therapists to engage with teachers to engage with distance learning but in a safe and responsible way that would be fantastic because we don't have the money or the expertise in that particular arena so that would be at least step one

thank you message received thank you anybody else well I I remember your presentation from last year and it's always so rich with with data and I really appreciate that thank you for all you do and I know that it's gonna be challenging in the new year in the new school year and I believe all of our kids should have Chromebooks we're supporting them in that way I think the internet connection we provided hotspots where we could but I think the Internet's connection is something that that the county and state are gonna have to work on and you know because all kids deserve the the same mature education and and to be able to speak to their therapist so so thank you very much and I'll see you next year Thank You president Marion thank you

all always good to see your voices okay so next consent agenda in accordance with the Brown Act since board members are Videocon Oh Mia this is different consent agenda the following items are submitted to for board approval one motion will authorize action for those items so designated does anybody want anything Paul president Marie I don't want it pulled but I did just want to bring it to the board's attention of one change that I'm going to make before I publish the minutes for April 28th it's on page 25 and consent agenda it's about half way down the page it's the motion to waive reading to waive a second reading and approving the board policy and I inadvertently put trustee Richardson under yes when she had a no vote so I will correct it thank you

very much okay having said that joint motion so moved second all in favor roll call trusty Baker yes season one yes Christie Richardson yes but I guess I was yes vice president Flores yes yes motion carried so we we had discussed taking a break at this point does anybody want to take a five-minute break or can we keep on going I don't mind if we keep going we had a ten-minute break earlier I don't know whatever whoever wants whatever they want I'm just okay Connie I think that way since we agreed to take it we should take it I don't want anyone to be pressured into not taking it because it's too so if we can come back and play literally five minutes or so [Music] glad you use your time wisely John I wish

I had see doesn't everyone feel better now okay so I'd like to reconvene for South San Francisco Unified School District Board of Trustees meeting for may 28 2020 so the next items are information discussion items the first one is co-ed 19 just and distance learning updates the superintendent and cabinet will share updates related to covin 19 and steps meet steps taken to support distance learning in SSF USD dr. Moore Thank You president Murray we have put together just a brief slide to update the boarding community on things that have happened since our last board meeting so the purpose tonight is to provide information to you all about what we're doing related to distance learning here when which we will deliver each of our updates to you and so as we we often time to share

this slide these are our priorities and really our values as we are engaged in this work as you can see really keeping the needs of our students and our staff and their families at the center and ensuring that as we are making decisions they are equitable and accessible to our community and that as we are engaging we do so with compassion and empathy and that we do our best to maintain the central services for our community while also maintaining positive relationships with our staff and our leadership and of course we are still navigating the best place to provide at home learning effort so that it is consistent across the board and we will continue to be very thoughtful and intentional and use our data to help inform our decision-making that impact students so I shared

a lot of this earlier already and so I'm not going to share everything again the the parts that I will highlight are the the last two bullets because I didn't share that information as part of my superintendents report so as you can see our goal is to establish a timeline to bring information to the board both in June and July so that we have an opportunity to just share updates of where we are and what we've accomplished to date and then we anticipate seeking board approval in mid-july and then the following week sharing that with our community and again just to be mindful and what we've been articulating to those interested in being on this committee is that we have to be comfortable with ambiguity because as we all know the situation is fluid in

it things are changing rapidly and so we're doing our memo we're doing our best to make plans that we believe will be able to be enacted but we also asking everybody to be flexible and and to just recognize and understand that that we're gonna do the very best we can knowing that things could shift in a moment's notice and we are going to work hard to continue to be adapt to continue to adapt to changing situations Thank You dr. Moore let's get Jay Spalding just a super set of human resources just wanted to bring a couple things up to the board trustees and the community on recruitment we are down to right now 25 current certificated vacancies you don't remember the number last time we were up more at the 50 range so we continue

to bring people on and our current classified vacancies is 35 I participated actually in panel interviews today for school admin assistant and a career-tech I'm a majority of those 35 classified vacancies are our paraprofessionals so we're moving forward with bringing those on board so we're doing a lot of the testing and interviewing right now for the 2020 twenty one school year no matter what it looks like for enrollment purposes we are doing our staffing we are looking at a projective two percent decrease in student enrollment next year this is pretty much the trend over the last seven years it probably little bit longer we've declined anywhere from one point three to one point seven percent so we're projecting about two percent decline in enrollment which impacts of course the staffing we've talked to our principals

about that let the community know also that we have processed 502 transfer requests for the 2021 school year a majority of those are open enrollment a majority there's also at the elementary kindergarten level as well as when they transition from 5th to 6th grade level as well as Knight and transferring from the middle school to the high school level we are responding to all those transfer requests unfortunately we can't grant all of those transfer requests and so we'll be providing more information to our parent community on that and really the last one is as dr. amore alluded to earlier was the task force I'll be facilitating as well as director Ryan severs the social emotional well-being of our students and staff task force I will kick that off next Tuesday we're focusing on our mental

health services both for students and staff as well as trauma you heard Ms Jane Chandler talk a little about that we've asked to be part of our task force as well as well as our stakeholder groups so that's just a little bit of what a charred students is jubilant doing or continuing to do at this moment during this coab in nineteen pandemic we shelter in place I'll turn it over to the next person thank you dr. Spalding Keith Irish assistant superintendent educational services so the next couple of slides we're just gonna do a quick summary of the last week of school professional learning opportunities for staff gonna share a couple of slides on celebrations that have already occurred in a couple that will occur tomorrow and next Tuesday for various grade level students and then

I'm just gonna touch really briefly on the task force that I'm leading teaching and learning so this last couple weeks of school in particular this last week students have been returning devices picking up personal belongings lots of our schools have been amazing doing lots of virtual celebrations some in person outside on black tops for our 5th in 8th grade students and just in general honoring all of our students lots of videos virtual meeting celebrations just pretty amazing stuff that's occurred this last couple weeks as we say goodbye to our students for the 2019 2020 school year in terms of professional learning opportunities the edge services team provided pre-recorded webinar links for a variety of our pre-recorded webinars that we've done since we've been in shelter-in-place so on zoom Google suite so that includes Google classroom

meet screencastify for the first time this past year we've done articulation meetings in ela English and math so 5th to 6th six to seven seven to eight eight to nine 10 to 11 purpose of this is really focusing on the priority standards trying to determine what we need to do next year where we need to start we've talked about diagnostic assessments at these meetings and what is going to be the platform so we can help to pinpoint the areas that we need to help our students to get caught up when we come back in the fall and then you've heard doctor Moore and at services in the cabinet we've sent out many surveys to our parents in English and Spanish the reopening of schools that closed on Monday I'm tabulating all the data our staff

survey that was very similar to the reopening of schools closed today and that services put out a professional learning survey for our staff what they need in terms of app support and so on and so forth as we move forward I'm just gonna really quickly just share we had pretty good responses from our reopening of school survey from our parents I just wanted our community members just want to say thank you fourteen hundred and sixty-six responses in English from our families ninety-seven responses from our space family so fifteen hundred and sixty-three responses so we appreciate that the staff survey closed today four hundred and fifty two responses so again I will take all those questions put them in a chart a sheet so we can then share and use that information to supplement our task

force and I will share that of course with the board as soon as that's completed we're working on that today and tomorrow so we'll be ready for next week and here are just different celebrations that our schools completed many of them already occurred this last week from our elementary schools to our middle schools just want to point out the ones that are still upcoming is tomorrow our two high schools are having car parades and you can see right on this slide alta loma' is having their car parade on june 2nd 10:00 to 1:00 p.m. and then as i previously mentioned our high schools El Camino and South City are doing their car parades tomorrow so City starts at 11:00 and should be over around 2:30 and El Camino starts at 1:00 o'clock so just one

here that with I will meet myself and pass to mr. Oh sorry excuse me just past force not too much to talk about dr. Moore and mr. Yin I'll actually talked about it distance learning our task force is going to be really focusing on the three possibilities of how teaching and learning will occur in the fall as dr. Moore mentioned distance learning what we've currently been in place the last ten weeks or so a hybrid model of distance learning and certain students smaller cohort in person and then the third is an actual in-person meeting and like dr. Spaulding and mr. o my colleagues we're all starting next week and our first meeting will be June 2nd at 5:30 and they'll be occurring virtually I had a question through the chair please okay mr. Irish I

had three questions for you how many computers did you get back where that was it a high number of people returning them I'm just worried that some people forget to bring him back and then we just purchased a six hundred and forty nine thousand dollars worth of Chromebooks and I just wanted to ask that question and then the next question was the the summer school or no how big is they commit the the study the group that you put together for the opening of school you said you had a committee that's what I think you said in the previous slide how large of the that community did you include parents and how big is that that committee to determine what you're going to do and how are you going to open up the school and

and the third one is the summer school I've had requests for summer school is it still in discussion or where are we in that because I I been telling people certain things but I can't promise anything so that's all I have Thank You trustee Richardson so first of all I apologize to my colleague mr. Rowe he does have one slide so I'll answer these questions trustee Richardson and then I'll pass it to mr. Rowe he has one slug that he wants to share with the group but to answer your first question we're in the process of collecting all the tech devices and what makes it difficult is as the board's aware we're in the middle of determining students who at the secondary level might need to keep the actual tech device in hot spot because

they might have a class of course or two where they have earned and incomplete so then they would have that for another six weeks into the summer or possibly longer so they can have the opportunity to make up those assignments and rectify that fix that incomplete so they can possibly earn credit so that's one in two we're redistributing or asking students to keep actual tech devices because most of our summer school programs are all virtual so all of our students need a tech device so tomorrow I'll see the principal's we will start gathering and they'll start sharing what they've collected and what they haven't but it is to be perfectly honest with you it's going to be fluid until after summer school's over and after students have the opportunity to fix in completes at the

secondary level your second question was I believe about summer school so summer school is effectively closed right now all of our summer school programs are basically invite-only there's strict requirements for students to meet and to gain entrance into our summer school programs so big lift for example which is that our rising kindergarten so rising third Gers there's strict requirements for families and students to be eligible to be part of that program elevate which is our math program again it's based on math cast scores so we look at scaled scores and we recruit students based on how they score on the previous year's cast math score and at the high school level it's really this year it's about students that are behind in credits so we didn't offer any enrichment this summer due to what's happening

with covin 19 so our numbers summer schools are is kind of down in terms of previous years the only one that's in person as the board knows is our big lift and all of our summer school programs are starting June 12th or big list starting the week week after so I know that was - and I think I missed one I apologize I tried to write again I know so years okay so essentially this is what I wanted to hear it's an invite-only for summer school correct in school all of our summer school programs so the ones that were open-ended was steam but we didn't offer it the ones that are more open-ended was at the high school level when we offered acceleration but again we didn't offer acceleration so this year we come down

our summer school offerings one based on the actual delivery model of the program so steam for example when we've ng they said it's a hands-on program mr. Irish we can't do it virtually so we didn't offer that and that third that is a big group of students because that was grades three through eight as participated in steam so down number first this year trustee Richardson in terms of what we're offering we are doing more virtual at the high school level obviously because we need to help students make up credit so we are attempting to do that then we're gonna do that this summer so we're basically done in terms of the recruiting process for summer schools - students can't really get in anymore that's just because we need time to actually as you just mentioned

we're trying to make sure all of our students have tech devices reaching out to them we're doing trial runs next week to get ready because summer school is going to be different for a lot of our students in summer school through the virtual model have to see as what vice president fleurs was talking about three hours consecutively in front of a screen so we're to help them get ready and we're gonna do some testing and practice next week with them our principals are doing that so there are some our school leaders okay well I forgot the other question - Thank You mr. Irish I'm a problem I think a massage yeah 1000 systems superintend business services you know I just have one sly and you know earlier the governor releases maybe vision budget for next

year and so I'll be you know I'll be gathering information and hopefully sharing that in the next presentation and the basis on this maybe vision budgets that's released by that state will be using that to build or what if next year and the next two years as well so I'll be providing more information in the next presentation I just had a quick question mr. Oh basically because we're a basic a district we don't really count on this the state giving us money correct we get most all in fact our revenue from this the the property taxes yeah I'll be coming that in my presentations well next okay thank you thank you okay trustee Baker um yeah I just wanted to say that you know as we get to be planning our comeback you know there's

still a lot I'm hearing in the community like Facebook messages emails etc you know that there's still a lot of parents scared about what life is going to be like when you return you know even if we come back with social distancing you know if we have our classes outdoors you know even if we're wearing masks you know there's still a lot of parents who are going to be reluctant to to send their kids in so I mean I I think that we need to be cognizant of those facts and make plans accordingly you know and for what small bit of categorical funds we do depend on ad a fund for that might be an impact for so just you know we're you're projecting us down 2% that's probably natural based on population but I

think we might be down a little more just because of that parental fear factor okay anybody else yes madam president dr. Moore I wanted to acknowledge I think it's really cool that you have each of the cabinet members heading a task force that shows a lot of the leadership and I think that's really relevant because they also have heard everything that's happening in our enquiries and whatnot so I appreciate that I did want to ask once again here I go with surveys was there hardcopy surveys available for parents that did not have the opportunity to fill out surveys online so that's a great question we actually talked with all of our site leaders about that and we've primarily focused on our title one schools to make sure not only that hard copies were available but

that we make staff available to call and actually ask them the question and submit their responses and I did get principal saying I'm submitting responses still is the window still open so yes on both on the first question and yes on the additional answer I just gave thank you for that because I was very pleasantly surprised that the respondent rate so that's that's really great in fact I was listening to another school board I'm here in the Bay Area and that was one of their pitfalls that you know the board was asking we're doing all these pre kuk Ovid or returning to school surveys but none of them were given the hard copy so I'm really appreciative of your foresight in recognizing that I also want to acknowledge and recognize that mr. ryan severs has

been part of the committee drafting the pandemic recovery framework it was great to see him there so I appreciate that our district is is represented within the county the last question I think I asked at our last board meeting for mr. Oh I know that you were still trying to figure out but do you have any updates on whether there will be lunch meal distribution in into the summer months for families and students yes there will be the the state extended the you know the deadline to August I believe okay and do you know do you have the dates or do we have information at that level yet or do we know what is it just going to continue at the same sites and times and all of that yeah it's gonna continue at the

same sites but then once the summer school starts then it's gonna change from one one of the site will change from Westborough to us the South San Francisco high school or district office parking lot okay okay and then one last question for mr. Irish I'm really excited to hear all these task forces and I believe parents and teachers are all obviously getting included how are the task force members being selected and how are we ensuring that we're getting as many voices included in that task force a great question so we made a decision to ask our leaders of CTA and CSEA and aft to ask their members to get representation on our various task force's for our parents vice president's floors we went directly to PTA president miss Flores she then went to her group

and got us names for various members to be on our three task force so we went right to the leaders of various groups to ask and solicit because we know that there would be lots of interest I actually remember what trustee Richardson asked the committee sizes are around 15 that was what you ask trustee Richardson so it finally dawned on me as I was talking what she would you want to know so we're all about 15 to 20 for our size for the committee thank you and I again I appreciate the forethought of being inclusive and extensive and reaching out to the correct PTA Union etc thank you thank you very much just to get students to at the middle and high school level so we're trying to parents to see and our principals to

see if we can get a couple students as well so it's a great work very well thank you that's all my questions okay anybody else uh trustee Richardson you're muted you're muted hello okay basically mister all would you please repeat those dates for the meals program because I didn't quite get the dates for the extension of the meal program it's basically still on Mondays and Wednesdays uh-huh it's just the same as it is now you know it's three sites Mondays and Wednesdays but you said there was going to be a change in the site and when once summer school or yes yeah there's only one change but the dates is still the same so though the change will be moved from what's from Westboro to South City High School right but the date one is

I just have a first is the first day of summer school I believe is June 15 I think all right mr. so big lift the bliss program starts June 15 so that's all gonna change that site will keep the same sites until then and then mr. Bose the reason we're doing that is due to food we want obviously normally we serve our families during summer school so we're just trying to do it at a location that's very accessible for the students and families of Los Cerritos so they can leave the big lift program and then walk to the district office parking lot the South City parking lot to get but we will also be widely communicating so that our community knows when the shift will happen so just like we send phone messages out and

we post flyers we're gonna follow the same communication process okay thank you thank you okay thank you everybody and thank you dr. Moore and and cabinet I appreciate the updates it's it's really nice to have those updates for us and for our community so next mr. Allen yes the Thank You president very so so on Thursday made 14 the governor Gavin Newsom released the details of his proposed state maybe vision budget for next year so you know you know we were all expecting that it could be a scribble as expected due to the current 19 recession that's going on so we all kind of expect that it won't be a nice rosy budget so tonight I'm gonna provide a update on some of the areas of the proposed by Janus impact on education as well

as some other impact or school distrait so so the budget for the first time since the creation of the local control funding formula which is lcff there was actually a reduction to the formula so he stopped opposing a cola of 2.30 one percent for the lcff but at the same time he's applying a 10% reduction to the lcff as well so so so so but but he but you also mentioned that if the federal government comes back and back films you know this loss of revenue then he would remove that he can't trick it off to remove the 10% so depending on how much we get from the federal government don't backfill that so but for us you know like trustee Richardson says were a basic aid districts so this you know the dr. Willey

impact us guess were yeah one of them 1,000 school district of the 10,000 school district California or 10% that is a basic aid districts so we get the bowl of our probably I'll revenue from property taxes rather than the lcff revenue so so you know it doesn't really impact us because we don't get a there and so but the governor also knows that the basic a district is you know it's not getting kept with this reduction so he's actually absurd he called it fair fair share where he applying 10% so the reduction on the portion of the state a that day that we receive as basic a district because we do get some money from the state horst's ha state aid and so that 10% is in profit to about three hundred thirty six thousand

for school district so okay the pepper say hit also on the state a which is about three hundred so including this budget also is you know some relief for CalSTRS and CalPERS which is their employee pension they yeah employer share so he's proposing putting about 2.3 billion to reduce the counselors and CalPERS rates for next year and the following year sauce over two years so so for the house third which is the Teachers Retirement System he's reducing the rate from eighteen point four percent to 16 point fifteen percent next year and another from 18.2% to 16.2% a point zero two in twenty one twenty two the second year and then for CalPERS the probably employees with her system he's proposing to reduce for next year from twenty two point sixty eight percent to about twenty

point seven percent and for the second year we do senator from twenty four point six percent to twenty two point eighty four percent so so this impact you know is helpful but it still minimal minimal some could do a ten percent cut that it's going to show a big hit with so in order to you know not impact school as much he's actually using also the rainy day fund to help offset some of the losses in state revenue so you know there's about sixteen point two billion and that's built up over the years by Governor Jerry Brown you know and so so he's used about half of that to apply toward next year's budget to reduce their have offset some of the lost in revenue and then the other half of the sixteen point two

billion here would be using it over the next two years to reduce the offset the loss in revenue so his own year period you'll be using the rainy day fund to help cover some loss of revenue so it so it lessens the impact to a school district and other state programs he's also bringing back deferrals at along you remember that about ten years ago we had the last recession there was massive the throes of a ten billion at one time Noah which was a huge hit of school district in terms of cash flow so you know so for example you know the state this the state paced each school district by month a certain percentage what they owe them so but because they don't have the revenue they're basically deferring the pay so instead kb

your share in for example here in the budget in june he's gonna move it over to july to the next year to pay the district so that's one of these referral that he's proposing and then from next year you know he expecting that's they were hover cash flow so he's actually proposed to move about 5.3 billion over from next year to the following year so so basically though this helps the state by not having to borrow to pay their obligations while then school districts that who don't get the money will have to borrow money to pay their up engagement so it's basically he's pushing it toward the school district encounter office to worry about the cash flow so don't ask what's happening it's a budget so for special education you know despite the economic circumstances

the cover still maintains a commitment to special education so he's proposing your instance isn't safe from his january proposal to increase the special ed rate from five hundred fifty seven dollars and seven cents to about $645 per student which is about a 14 percent increase so so that's a little good news he's also proposing is mainly vision which was that in his original January proposal to I 15 billion in federal funds for a state scholarship program to help increase the number of fully prepare especially students especially teachers in the state so he's added that that's additional more from his operational budget so in the categorical yet there's quite a few cuts in at different various categorical programs so one of them first impact or district okay just two of them one is the the adult

education fund so we do get some a block grant for little to support the adult education fund which is fun 11 that you know that you know we use and but luckily we do have a nice reserve cushion that we built up over the year so we do have that to to help us do the last couple years and also the other one program that impact us is the seat take which is the career technical education grant Block Grant so that's gonna be also our cut to that program we don't know the exact amount yet but you know those are two programs listed that will be impacted by the cuts in categorical programs so the covered also know recognize you don't this is very difficult district so he's you know proposing some also some sort

of bilities for school district to help address you know these guy cuts in revenue so it's always say it is maybe mashayikh lose some fiscal as well as some programmatic possibilities to help the school districts you know to cover the lost in revenue and example for example is that the cash deferrals so if the district they will talk to bit harsher you know they can apply for a waiver to do you know then the state granted a waiver and then they will not be affected by the cash deferral and the another sample is for example the district can borrow between different funds in to cover a shortage you know for example if the general fund is not able to pay the obligation it can borrow from maybe Nutrition Services or you know some other funds

and it just in the in the district's position to cover the the obligation and he increased that from 35 percent to 85 percent that's what he's proposing so that way you can borrow a little bit more from other funds that help you cover for you know the loss of red meat so but those are two of them samples are a possibility and there are some other ones but but these are two main ones so so the third so the next couple of weeks and what's gonna happen is the legislators will go through the different proposals from the governor and you know they'll hold a hearing and pass the state budget by June 15 that's the required date that did you pass the budget and then the cover has until June 30th to sign the budget

so so and then by that time we your will part be okay with complete our budget already and because our project will be going to the or for approval on the June 25th so so we'll have that approval and then if there's any significant changes to the final state budget as a proof you know and if there's a significant impact to that district budget you know in the past it hasn't happened but but this year you may because we don't really know what's gonna happen so if there is then we have 45 days from when the governor signs the budget to you know make a revised they call revised budget but basically it's basically you don't need to go through the whole process to good to redo the budget but they still show the changes

in revenue and expenditures 45 days after they become their signs of budget which is about you know if you sign it June 30th so be ready by August mid-august you know so we'll see you know if there's any significant changes so that's basically why update under my equation any questions thank you any questions yes I'm Thank You mr. o for the wonderful presentation it was very informative and I appreciate it a lot and there are a couple things that popped up on my radar and I wanted to get clarification on stirs and purrs am I correct in understanding that based on the proposed budget that's kind of being considered at this time but for the first two years there's a relief in terms of district obligations for stirs and purrs but when we look three

and four years out the district obligations increased is that correct is my understanding of that correct yes that's correct actually the 2.3 billion that he's applying toward that next year in the following year it is original budget that was actually supposed to apply for ongoing for you know whatever number of years it's a long term but then now because of that that the most money for district she changed that I made it to over two years billion so that way really believes that short-term you know the district's revenue loss so thank you that's helpful because I know that when we review the budget we and what you present to the county it's a multi-year projection so it's helpful to think about it in terms of relief for the immediate but longer term we'll have bigger

obligations and then I would love your help if you could help me understand from what I've been reading and listening and gathering some you know what I've been able to hear when it comes to property tax and us entering into a recession from what I understand or am I correct in understanding that there is often a delay in the impact of the decreased property tax revenue so if we enter into a recession or property taxes revenues may stay stable but longer-term we may see a decrease as a recession continues yeah that's a good question so I think clarify with the county cooks because we don't get hit immediately because the county controller covers if if the home that doesn't pay the property tax this year you know then these kind of control covers that for

us and so we don't get impact that even though the county control doesn't haven't received it yet so for that's for this year so because worthy because I Teeter Teeter planned I guess County so this so but but but but then now because this happened this year a lot of the counties including San Mateo County's look yeah get me away with the teeter plan so that way next year well you know we don't get it that way does it come and then we gotta wait until there are the homeowners paste their property taxes or if they don't pay them you know we'll be in trouble but so it's so that is the thought right now in in terms of sub their counties that are cheaters plans so next year what I understand is the county

controller will not know what the impact terms of the reduction in probably tax until at least January so that's kind of what what they're saying is that's what they have a better idea of what you know to expect as their estimated property tax so yeah yes all so this is something new so we don't know but like I said that the longer this drags on I think you'll have a greater impact on the reduction in property taxes wonderful thank you I really appreciate your time with all my questions thank you you're welcome thank you anybody else trustee baker thank you as you mentioned ted you know despite being the basic aids district we're still being impacted by this budget in the reduction to the pers and sters that the state's paying and in the fact

that we might be subject to a fair share assessment do we have any idea how large that fair share assessment might be a mistake you mentioned three hundred and thirty six thousand but that might have been something unconnected yes yeah that's good question so yeah as my understand is that because turn the last recession your or 47 categorical protocol absent to you know a a one lump sum instead us taping us ultimate pay for different category programs they collapsed and then took away a certain percentage and it gave us a lump sum so we can get that as a state a so that amount is about three about three point four billion that we get the same now it doesn't increase or decrease it continues every year so what cut lock in that fell about

the state a so he's proposing to take you know ten percent from that that amount that we were given so that that's why I'm saying this about three hundred thirty six thousand that will be losing if this budget gets approved thank you I'm still less than a lot of other districts are gonna be hit so I mean I guess we just could be thankful for that but thank you yeah but all of these we don't know on the property tax right so that's the the big question but then this is that it's a small hit compared to the lcff districts but but we don't know the probably tax yeah and then the property tax we might not know for another year even if things do get better you know there's things such as remember during

the last recession there were reassessments where home values were lowered and therefore property taxes were lowered etc so we might be facing some of that going forward yes anybody else yes through the chair mister Oh is there any analysis that you or your team have done in in in trying to put together what that ten percent looks like specifically in our district like how we assess what that equivalent cut per student is like for example what that amount is what the equivalent cut per classroom is how we have you had any analysis in to actually seen what broken down would look like I haven't done any analysis and we were actually focusing on the devote well the budget for next year now and also at the same time try to get everything we need for

the closing of the books before everybody thinks others summertime so we're actually kind of swamped with those two big tasks right now but right now it's hard to tell me because the 336,000 it's minimal you know like that mister you know mr. Baker says because it that you know because we don't get the lcff revenue like most of them now you save the school districts so so you know it's very minimal you look at the thirty thirty six thousand so that's why you can't really assess until we see what the impact on property taxes that's when they're picking you actually we don't know if it's gonna pick it or not because because this this is the first time we have a covering nineteen pandemic in this it's different from the last recession because the last

recession we did have a big huge drop in it probably taxes you can I squared but this year we you know I mean this time we don't really know how it's gonna turn out right I'm just very um I wanna I guess put a story behind this ten percent you know because if we talk about ten percent yeah it's 10 percent we need to start marketing sort of speak what that ten percent actually looks like in our district because we need to be able to make possibly some tough decisions right if it comes down to something like that so I be curious when you have the time obviously nothing priority but just so that we can start you know like really understanding what that shortage is going to look like for us I think one

of the things that we can also do is you know when the budget is presented or first row second interim is presented we show a list of priorities that we have set aside and established and so I think once we have all of that that will I think it'll behoove us to look at the list of priorities and the amount of money that we've set aside and really start thinking about is this a priority still knowing something like that may come that way the the impact we'll be as far away from the classroom as possible and it may be in the form of programs or things that we were anticipating or thinking about but that's something think once the budget has been developed and we really look at our assumptions and the impacts and we

look at those priorities we can have further conversations around ok what might it look like with this if we took this and this is the total amount in addition to the what we're hearing mr. o say about property taxes property taxes which we just don't know yet thank you okay dr. Moore did you raise your gun no I did not okay thank you very much dr. Cicero I appreciate all the work you've been doing I know it's it's a lot and I appreciate all the information that you provided us with over the Welliver my my time or since you've been there and I think you've provided us with good information to make good decisions and and so because of that we're not going to be hurt as much as some of the others at this

point now think of preliminary yeah yeah we will be very fortunate you know you know because of the conservative of the cabinet you know we all make sure that we know that the conversation is coming so we make make sure that you know we budget for the you know it's long term so so this is helping us cushion some of the loss of revenue so we're very fortunate because we have a good team does basically very conservative in terms of the budget well thank you very much so moving on business services action items be resolution number 20 - 40 - for fund 11 and fund 14 staff recommends the adoption of resolution 19 - 42 authorizing the establishment of fund balances for fund 11 adult education and fund 14 deferred maintenance do you want to

read it the president Marie I'm sorry what oh so the first item was there's human resources I think you're in another we should be on page four action on to a yeah I'm looking for money because as I finish them I one moment please again I'm sorry so trustee Flores do you want to read it sure let's move on to action item 2a under human resources approval of assistant principal of alternative education position staff recommends the approval of the new position of assistant principal of alternative education to support the district and the principal with the various programs he he oversees as presented to the board presume this is dr. Spaulding Human Resources currently mr. a principal Redmond oversees quite a few programs which include our Adult School our continuation high school community day school our

community therapeutic day school adult transition program satellite programs at community learning and interacting with gape at staff so he oversees quite a bunch of different programs as well as there's been increased in Baden High School the other we have other districts in San Mateo County that of Adult School and continuation high school and we're one of two school districts out of the five that do not have support additional support for the principal Sequoia I mean sorry assuming San Mateo Union High School actually has a principal for their adult school and a principal for their continuation high school so the request is for principal redmond to he's is going to redirect some of his funds so there's no impact on the general fund you create an assistant principal alternative ed to support our district and remain

on the various overproof various programs he oversees second wait a minute wait a minute I'm sorry I was on mute um I thought I was not mute but I had a question for mr. Baldi can we wait for a minute please yes mr. Spaulding up do we have do we get other students from other districts because of what I heard you say that the our programs were probably the only one in the immediate area that we have some adult programs do we get those students over here there's adult students to come here and has there been enough or has that been increase of programs that we're offering that we need to have another principal or assistant principal I I can't get you the numbers I can get you those numbers for the Adult School I

can tell you badin continuation high school as in an increase of students participation as well as the CTA CTE programs essentially what is transpired is mr. Redmond is one person you can't he's having a hard time overseeing and doing a really good with all these programs yeah that's I mean that's essentially the request and really trying not to mean we're not looking for another principal for the Adult School and a principal for the continuation high school try to really be a thought partner here and you funds that are already allocated for Adult School and making some changes at the Adult School to provide support and to continue the program and focus on okay when quickly okay thank you one more quick question is this Adult School as defined by just over 21 and is this

include like you know older population is just include the the computer programs and the classes as he oversee that as well yes so the night schools so if I if I wanted to take a class I could do that a large many of his classes are the ESL English as a second language so he has quite robust number of classes for adults learning English as well as computers as well as some other classes as well okay thank you okay so we had a motion and a second all in favor roll call mr. Baker yes yes just a Richardson yes vice president Flores yes there's didn't Murray yes motion carries thank you so much and the next item I'm missing page or I'm sorry me the next page was for I mean the next item was

for alternative to explode expulsion coordinator vice president Flores can you read that sure item 2 under human resources be approval alternative interventions and restorative this coordinator position staff recommends the approval of the new position of alternative intervention and we started practices coordinator to support the district's alternative programs restorative interventions and coordination between schools the director of student services families and additional services as presented to the board dr. Spaulding absolutely thank you very much Vice opposing forces so last year our district was identified as being disproportionate numbers suspended in the previous years we've already had an alternative expulsion program and so we implemented the alternative suspension program in January of course the Coe bid 19 pandemic had some of that program short the idea of when we originally spoke about this last June was there was

going to be a need for a coordinator to oversee this program as well as some other the programs that director severs was not gonna be able to handle this all by himself so we knew that there was going to be a coordinator of some kind we do have a partnership with ysb that does have the clinician that is in actual teaching but we needed a coordinator oversee sort of the implementation the coordinator coordination collaboration with not only the high schools the students but the parents as well we were lucky enough where mr. Seavers and I as well as our alternative our alternatives in assuming our CVS teacher did not have people and it was able to be be utilized in that position so with that being said we are asking for this position as well

as approval the Job Description understanding full well that we probably will not fill this position next year for an a distant learning model because there probably won't be too many students we're going to look for an alternative suspension model or alternative suspension program but eventually when we go back to the way we were in in-person learning this position will be needed okay any questions I'm sure just a comment you know that you know this has been a very necessary component and it kind of it obliquely references our earlier discussions equity and disproportionality that we had in the ethnic studies as well as the mental health discussion we had earlier I think it's important that we have someone coordinating our efforts in this and I will support this okay a second all in favor okay trustee

Baker yes trustee Luhan yes mr. Richardson yes vice president Flores yes president Marie yes Perry okay I found the page I'm so embarrassed okay so moving on 3b resolution 20-40 to for fund 11 and fun 14 staff recommends the adoption of resolution 19 - 42 authorizing the establishment of fund balances for fun 11 adult education and fun 14 deferred maintenance discussion questions move with a waiver on the reading a second thank you all in favor normal coughs dusty Baker aye mr. Lujan yes mr. Richardson yes vice president Flores yes president Murray yes motion carries okay next approval of amendment number 2 to the construction management services contract with coming incorporated staff recommends the approval of amendment number 2 to the coming incorporated contract in the amount of twenty six thousand seven hundred dollars for the

extension of construction management services for the out you know high school softball field and close out of fields projects and the Martin elementary school modernization project as prescribed to the board I had a question through the chair you know we get all these um change ordering request but there there's nothing there's no reason there just a dollar amount and I would appreciate a little more information so that I know what it is we're getting because 26,000 we just had another change order for 82,000 for just in March for Martin so I don't know what we're getting and I asked for information and I just feel uncomfortable voting for more change order things close out what does that mean can somebody explain it to me she goes out to me Tracy Baker I why if someone

wants to directly answer trustee Richardson's question I have a different thali okay okay new Stroh yo mr. savage I guess you see some oh there yes but I he's here good evening board members this we're bringing you tonight an extension of construction management services so these are professional services we have a construction management company that's been providing what we call CM services on the projects because the district no longer has an in-house construction manager and the kinds of services that we're that this individual mr. Gong is providing are specifically related to the day-to-day construction management on-site meeting with contractors in the architects we're what we call the closeout face of the projects right now and that technically involves all of the last minute accounting and the work related to collecting the warranty the guarantees all

of the files that have to be concluded including the closing of the project with the division of the state architect working to close the contractors work any final contract reconciliations and adjustments and completely turning over the project to the district one of the major elements mr. savage you've muted yourself I'm sorry I okay hi good evening so one of the major elements of colors light is what we call the punch list and the Pope list is the list of items that all three architects and engineers see and when when the contractor says I'm done the architects and the engineer and the owner all go to the site and saying complete items or items that are done incorrectly and part of the process that process is underway at Martin at Murray brewery and it's just beginning

at South San Francisco high so that's a really critical task that this individual on the firm will be performing for the district okay but it was a nice overview but I love more specific example cuz I you know I got a nice overview yeah yeah you gotta do the paperwork but you know I'd like to know what did you have to fix or what did you have to check off and I don't have that information and I'd like I said we just voted a bunch of money before and now we're getting this little bit it's a little bit of money but you know still money taxpayer dollars you'd be happy to get back to you board member richardson with an example of the punch lists if he'd like them from each of the sites and

give you some more information if you'd like thank you mr. ahead yeah hi there I just want to add to that yeah actually I am a providing the copy of the punch list to the bowl my update to show the list of this of a hundred eighty Knight UM's in their source is quite extensive of all the things that you know was identified during the walkthrough with the defendant well I would appreciate that yeah so I think as a board you know we just can't be I don't want to be seen as a rubber Stamper that is like the worst thing you could call me because that's where I was coming from no no we will be providing that actually an update so you can see what's you know there's quite a bit of work

that still need to be done after the walkthrough in the punch list you know and then mr. Coll is the one who kook hoardes was esa and everybody else and the contract their subcontractors to get all those resolved people think it finalized the project so we need someone to kind of you know make sure that some say I don't wanna listen okay I know everybody is anticipating all these projects and everything I understand that believe me there are will be our flagship fields and so forth and more than one person have said there so that it's gonna be a proud moment when the city or the city and the district come together and of ribbon cut one of our beautiful fields at that bery bery school so I appreciate that though okay well I'm gonna

I'm gonna go ahead and say okay but I'm thank you you know me I got something to say now say it trustee Baker I do want to say that I thought the reasoning in the staff report that the contract was being extended from June 15 to mid-august was pretty clear to me but I also noticed that the issue was that we says the district no longer has internal staff to approve construction management I don't recall us ever having staff construction management did we used to having a person in that position yes we did we had Victoria Vargas was the last staff person running construction management and then when we when I first started with the district on 2016 the district had just completed a structure manager at that time and then it previously had two

two construction managers internally when measure J was going on I was Vargas's work but I thought she was a contractor so okay that does explain it and thank you second all in favor roll call who do we decide was first and second on that and delete your list Eddie just a motion and our vice president Flores was the second thank you um trustee Baker yes trustee Luhan aye Christie Richardson yes vice president Flores yes Mary yes and Kerry thank you thank you thank you okay review of future agenda items and meeting you have any any items anything moving forward okay I'm sorry I can't see you okay I you know when I can't see the awake and creature okay all right dr. Moore did you want to say something I was just going to say

we are trying to backwards map our plan to get before the board and share an update with you all on where we are with our reopening of schools and it is a tight timeline and so we're going to do the best we can and bring information that we have but I want it to see if we can consider adding I'm sorry a study session to the agenda the third week of June on that Thursday which is June 18th the alternative is to look at adding something to our June 25th meeting but as you know there's a lot of items typically on an agenda but we are open to both okay so I I'm fine with a study session on June 18 does anybody else have any question questions comments whatever dr. more if we decide

that we need an additional study session following this is you and your are you and your staff open to having one later on or is this the one the main one this is to give the board as I remember I said earlier we wanted to give the board updates on just our progress of where we are we anticipate that we're going to probably have another one before bringing it to the board for approval and so we're just trying to at least it's also it's a deadline for us internally to engage and try to put something together for the board to hear our thinking and have you all ask questions and share feedback yes we anticipate likely having another one the second week of July I believe rely or June so one the third week of

June and we anticipate having another one the second week of July before bringing it to the board for approval so good what time are we looking at for the study session really we would defer to the board I think for us if we're going to be studying it we would were happy with five five thirty we typically do study sessions a little sooner I see mr. I was shaking his head so I don't know do you have a meeting on that okay five five thirty it really it's again we defer to you all because you all need to be present not am I don't mind am so June 18th at five o'clock is that good for everybody how about earlier three o'clock I'm still working so I do want to be mindful that I do

still have to put in time as a principal so we are won't work okay five five is fine I don't care okay okay so June 18th at five o'clock and anything else thank you for that yes and it's a perfect segue to my next request realizing that we are entering summer months and realizing also that it is zoom mania in virtual meetings and it is also 10:15 which is you know considerably okay but as we are going into summer months I'd like to suggest and we can agendize it so that we can discuss it forward changing our board meetings to earlier start times for the summer months that way we're all not super exhausted of staring at screens all day and all through the night and I don't know but I I mean a lot

of us are pretty exhausted at the end of the night and I think many of us don't even go into to bed really late on board meeting nights and I'm putting this forward just for summer months considering that the San Mateo County Office of Education Board of Education also moved up their meetings to 4:00 p.m. I believe other school districts as well have done an earlier since there is an option of avoiding traffic and commute hours etc because of folks being able to do it virtually I want to put that as a consideration for a future agenda item okay well we can certainly put that if it's at the pleasure of the board we can put it on Jim I'm fine with that June 11 rajid receive Oh hon I want to be considerate of

trustee lu han's sorry i didn't mean to cut you off trustee LaVon but of this common statement she just made prior and on the previous request so even if it's four or five pm obviously I think she's still at work at four don't want to speak for you I'm going to reserve commenting so that we maintain compliance with the Brown Act where do want to say that yes I am comfortable discuss it like engaging in a disgusting discussion sorry it was a hard word to say okay so it looks like we have a consensus so why don't we put that on the June 11th meeting okay yep that's where a regular board meeting yes that's correct okay the other item that I wanted to bring before the superintendent and staff is again entertaining that the

topic of mental health support I know that we had a wonderful presentation just now but it's still very heavy on me right now the mental health component of our students I'd like to see discussion of what alternatives or what other modes we can entertain in light of the elimination of us proceeding with community in schools in light of not having gone the route of health centers at South San Francisco high school I feel that it is very important that we engage in this conversation what what resources are we really going to be able to provide during kovat during a pandemic during going back to school it's in the framework it's in the in the guidelines that you know folks are talking about and discussing but I think we also need to be very relevant about

this because I don't want to be the one that sits here you know and gets bad news that a student or something happened mentally mental health wise so I would like to have that item added to a future agenda please it's like a pleasure of the board can we add it to the June 1830 session I agree I am I supported I actually brought it to dr. Moore's attention and we do need that the families need it there's an increase in you know family dramas at home and I support that or we can add it to the June 25th meeting thanks I I defer to dr. Moore and her staff so though it's not a heavy lift on their timeline because you're doing other deadlines I'm sure that you're juggling so yeah I think if

you allow us to have the flexibility to bring that back within the next month or so that would be great so that I can confer with dr. Spaulding who is facilitating the this particular committee and we're gonna have people weighing in on it so I want to make sure that we're inclusive with ideas they may also have terrific thank yous could add I appreciate that and the last item I wanted to bring for consideration is as we heard tonight there is potential that there will be cuts right and that they we're going to be significantly affected as a school district I don't want to sit here and be in future months having to lay off staff or a furlough staff etc I know that as a board our our jurisdiction our oversight is limited but

I at the same time we have a great power a great Arsenal in a great tool and that is our advocacy in our policy reading the preliminary framework of the re going back to school plan it really calls upon boards to really step up their game in terms of advocacy and policy I want to I want to see if we can add an agenda item to discuss really perhaps creating a committee from the board a new committee that really engages on active policy and engaging with our elected officials and writing letters there's this whole toolkit already provided we don't even have to reinvent the wheel but but at least one or two folks from our board that can spearhead and really take charge on on really like advocating with our legislators in terms of this

huge deficit and cut this is how we can help our CSEA staff this is how we can help our CTA teachers right by advocating that we're not okay with these funding cuts they're going to affect our teachers our families our communities so I would like consider a committee of sorts and also I was thinking about there's a lot of board policies that I think the immediate I know that we have kind of a rolling stop that we that trustee Richardson and I are working on but I think there's also some urgent board policies that we need to look into and establish and perhaps this new committee could look into them relevant board policies regarding pandemic regarding hygiene regarding mental health regarding etc I don't want us to be behind in terms of establishing new board

policy so that all of that to say that I would like that item added for a future meeting oh I think we're we were gonna have that strategic planning meeting before the before the pandemic came up I think we're gonna move that forward when we look at priorities and look at you know what kinds of what kinds of things we want in the future board directors and and where we see ourselves going in the future I'm sure we can kind of wrap that into that that type of meeting do you think well this is more again requesting a consideration of a committee that's specifically advocating on behalf of legislative matters that are affecting us as a board us as a community us as a larger elected officials I think we need to really like step

up our game in terms of the power that we have in an advocacy that's essentially why I'm prancing okay does anybody have any other comments I don't know enough about it I don't I can't imagine I think we have a lot of already I mean I don't know I just can't give you a an opinion at this time but it sounds like a good idea but I think somebody yes I think we have so much on our plate right now and I I don't know I just I'm not I'm not sure about that so the sort of trustee Baker do you have any anything dad III don't mean for us to discuss it no I'm just just you know moving forward do we want to put it on on the agenda or we can put

it on the the same agenda let's the approval of increased pretty long agenda so you're looking for like a legislative community somebody to bring us we kind of do that with our board committees you and trustee Richardson are the bylaws committee and supporting these updating board policies you also bring us the CSB a information and trustee luan brings us since she's on the board of the San Mateo County Board CSB a she brings us information from there and from the Board of Education do you think that we need to do that right now or I think it's very tiny I I think it's very timely because again it's it's the budget that's happening we need to put pressure on our on our elected officials or if not pressure at least advocate again for our teachers

for our staff we don't want to be the ones that are gonna say well this is what it is we don't have money because Sacramento cut our funding but we didn't really did we write a letter did we speak in front of someone did we meet with someone we never did that you know I feel like this is our again I said are our toolkit to be able to utilize and if you guys haven't read the the framework yet from from superintendent Magee she calls upon boards this is what you guys can do this is your role on boards this is what you should be doing right now as we create a plan to reenter back to schools okay so do we want to discuss trustee Baker yeah I think maybe if we can refine

that a little bit further so it's not just a general discussion of the topic maybe if you know your self entrusting Florida or trust or anyone interesting Florida as an ad hoc subcommittee can get together and say these are a couple of the proposals and then bring them back to the board rather than have a full-scale committee of the whole which might drag it out a little bit might be might be helpful and streamline the process of it and I'm very open that it could just be a temporary out of how committee considering the times we are in right now I'd be open to having an ad hoc committee topic added to an agenda that we can talk about because I have bonds but I don't want to comment thank you but where do we

do we can we that to the since it's about re-entry into schools can we add that to fashion on July 18 I mean June a manager I think the best thing to do would probably to add the four to add the potential formation of a ad hoc subcommittee and our very next meeting and then after that that committee can we'll get back to get to work and then get back to this maybe even the meeting after that yeah yeah yeah okay so June 11 June 11 okay yeah adhoc then I would understand something about it okay so we have I anything else okay so any lunch before directness - agendize the June 18th study session beginning at 5 o'clock on June 11 there'll be a discussion about starting the summer or meetings at an earlier

time and when you say summer do you mean June July and August yeah I think so I think that's until school starts - okay and then in the next month or so to have the discussion about alternatives and resources for Cova 19 and reopening school and then the directive to add information on potential ad hoc committee to the June 11th board meeting and that's it as as far as I know but I did need to advise the board that in two minutes it'll be 10:30 and if you're going to go beyond that time you need to take a vote on that I was just about to mention the time I make a motion we extend meeting until 10:40 p.m. later okay i animus mr. Baker yes trustee Luhan yes Christie Richardson yes which prison Flores

yes president Marie okay Marie just to go back to the directives where did we learn in terms of linking the board meeting time I don't know if no honey did you catch that one yes yes this is gonna be just I got it okay thank you I missed it thank you okay thank you that's um summary on board directives good and welfare saying baby yeah trustee baker first before I forget I want regarding one in the public comments tonight I probably should have said it right after then there's the one comment about the the board policy is not being updated since 2010 I just want to point out that the board policies are only updated as they're actually changed after I saw that comment I went back and checked a couple that I knew what

changed last year and they had been updated with the new dates so if you click any random policy you're more likely to get a last updated in 2010 because it quite literally hasn't been changed since then so I would say that tomorrow was supposed to be graduation day for our high schools I know this has been a really strange year and and these students who have accomplished so much of getting so change so the student bodies that El Camino and South City and to be and it was supposed to be have their graduation ceremony last night congratulations you've done it it wasn't a typical experience but I think it's going to make you stronger in the long run so and congratulations to all those promoting up to the next level to middle school in high

last game or your last track need etc but we're with you we understand we care about you guys and our and your families and absolutely we wish you the best in whatever you choose to do whether it's taking a leap year whether it's entering the workforce whether it's going on to college or university or the trades whatever it is that you so choose to be passionate about we salute you and we congratulate you and can be proud be bold stand bold that you are the class of 2020 I also want to say also acknowledge and I'd be remiss in not calling it out that my thoughts and my prayers are also are with my brothers and sisters in the black community I pray for them and I also prayed for the good police officers that
