004PTA Council and I just have a few updates um last week the PTA Council honored Miss Deborah Carino retiring teacher from Martin Elementary with the Golden Oak service award this award is the most prestigious of the PTA honorary Service Awards it's given to recognized as an individual organization that has made significant contributions to the welfare of Children and Youth in a school or Community Miss Carina was honored for her service to the Martin Community as an inspiring teacher bringing the Ruby Bridges walk to school day um to the community and it's now become a Statewide officially recognized event and she also was honored for creating the nationally recognized Martin safety patrol we thank Miss carlino for her service and we're very proud to give her this award and secondly the PTA was part of last

005night's purposeful Partnerships event um to support the district's strategic plan and portrait of a graduate at the event the PTA provided a fun activity that was part of our science festivals this year um students built slingshot Rockets out of boba straws and racer caps and had fun testing out their designs and working together as a team to problem solve when they got their Rockets stuck in difficult places um the PTA is looking forward to more opportunities to support the portrait of a graduate in the future and finally we'd like to say thank you to all the leaders in the district and schools for a great school year congratulations to all the students promoting and graduating from high school and we hope everyone has a great summer thank you thank you so much okay item H

006staff Association representative remarks um beginning with South San Francisco Federation of adult Educators good evening everyone please pretend this is seated firmly on my head um it's been quite a school year for us at South City adult um I'm going to call it a very successful school year we had a great career fair we had a great openhouse we have more students transferring out to uh community colleges than we've had in a long time and the teachers are all very proud of what our students have achieved this year and we're proud of what we've been able to achieve this year um we look forward to continued cooperation with the CTA in the next year as well as CCA and we look forward to continuing a great partnership with our principal and administrators thank you so

007much thank [Applause] you all right South San Francisco classroom Teachers Association good evening president Luhan board trustees s San Francisco Unified School distri cabinet members teachers and Community I apologize for not being here last time um I was attending my open house so I was busy busy and and uh look forward to the end of the year for time of rest um but I have really enjoyed this year um getting to know all of you better tonight um I do have a speech for our um members to hear and for all of you to uh hear and in an effort to promote a continued working relationship between sou San Francisco Unified School District and ssf CA I am speaking tonight about making our teachers classrooms and students a priority we believe the parties have a

008shared interest supporting smaller class sizes for our students providing Educators with the opportunity to differentiate instruction to meet the needs of Learners we also believe the parties have a shared interest in equity and access for our Title One schools the students attending Title One schools would greatly benefit from smaller class sizes We Believe smaller class sizes align with the goals in a portrait of a graduate but we have heard the district that there from the district that there is concern regarding having the resources to make smaller class sizes happen for as long as I can remember our district has always been financially solvent in the last three years ssfusd budget has grown by 11% 11% and 3% respectively I often hear the word deficit come up when looking at our budget but only because the

009district is spending dollars from prior years the 3% raises the parties agreed to for the next calendar year were negotiated three years ago the district's ending balance has grown since that agreement was made ssfusd is not a bank the books and supplies has an average approved operating budget of over 28 million but as of late February only over three million has been spent books and supplies has become a savings account for the district where all the unspent money sits until the end of the year and then it ends up in the ending balance the genant tech litigation money that has been held on to for a few years is around 8 A5 million There Are Places across your budget where money is being held for future expenses this is not how a school budget is

010supposed to work the money is there the district must change how you prioritize it spend it on the classrooms support the learning of students across the district support good work working conditions and educator retention ssf CTA looks forward to a commitment from South San Francisco Unified School District to make teachers and students a priority in alignment with your goals of portrait of a graduate have a great Memorial Day weekend thank you thank [Applause] you all right our next group is the California School Employees Association chapter 19 7 but I am not seeing miss malati oh well she's got yes that's right she's got many things to prepare for so we're going to jump to item I Personnel commission our next Personnel commission meeting will be held on Monday June 17 2024 at 5 o'clock pm

011in the district office boardroom thank you Mr Hunan okay this brings us to item J items from the board are there any announcements calendar updates or board committee reports yes trusty rich I have some great news to share uh Mr clayon who is the director of the child development program notified us of the quality rating and Improvement System review that schools must go through every five years and he got a com a five which is the total uh the potentially maximum of Five Points uh for both of our centers which is the learning the Children's Center preschool and the Child Development Center which is partially here at South uh at this campus and we are excited to hear that he got a total of five the maximum a total of 30 um and and he

012good for another five years so we're thrilled to hear the great news and I know our students our children are getting a a great Head Start in our preschool programs so for another five years we're we're good to go so thank you Mr Claybon for all the hard work of bringing these Young Learners forward in our school system thank you thank you so much truste Richardson all right this brings us to item K superintendent report thank you president Luhan so Golden Apple retirement ceremony on May 15th the board Personnel Commissioners and cabinet hosted the annual Golden Apple retirees ceremony at s Vista trustees provided inspiring words and thanked the 20 retirees as the district bid them fairwell each retiree was positively acknowledged and presented with a frame board resolution and employees who have worked for

01330 years in the district were acknowledged with Service Awards 10 employees received a golden apple in appreciation of going above and beyond Beyond in their roles I also um wanted to thank my support team for their work on communicating the event creating the program providing delicious food assembling the retiree resolutions setting up the meeting and arranging for the AL Tuma middle school jazz band as our entertainment I also want to thank all of the participants was truly a wonderful Community event to end our school year teacher and educator appreciation in mid April April I shared the ways in which the district was collaborating with the city of South San Francisco the Chamber of Commerce the bay Ed fund South San Francisco CTA um and our South San Francisco Education Foundation to celebrate and honor our

014Educators this past May our educators are our best resource we would never fulfill our responsibility to help all of our students reach the academic potential and social emotional potential without them I am incredibly grateful to all of our Educators for your hard work this year and especially thankful for the ways that you have actively engaged and participated in our strategic planning work this year I want to express my deepest gratitude to each educator in South San Francisco Unified for your tireless efforts to serve and support our students we truly value your contributions and commitment to our students families and one another as such the year through our collaboration and with various Partners we were able to provide $50 gift cards to all of our teachers classified staff administrators and all employees in recognition of your

015Collective efforts and we were able to launch an educator appreciation campaign called educating and thriving ssf loves Educators and local businesses are also able to contribute to that campaign again thank you to all of our staff for your incredible gifts and your talents that you share with us and our community every day csca classified appreciation week we believe our classified colleagues are also Educators and this they were also included in our appreciation efforts this P this past April and earlier this week our HR department sent a message out to all of our school leaders in support of our classified colleagues letting them know that a representative would be delivering cakes and certificates this week to further extend our deepest appreciation for our classified colleagues their work is often behind the scenes but they are equally

016important to in the roles that they play we're grateful for their efforts to our students our staff and Community we wanted them to know that they are seen heard and deeply valued and tomorrow at the district office we will be celebrating our classified colleagues with a barbecue luncheon promotions and graduations this year's promotions and graduations began yesterday and they will in they will conclude next Friday May 31st with El Camino and South San Francisco commencement ceremonies Our Hope next week is to see students who are joyful and seem to be relishing this wonderful moment in time as they transition to the next level of their educational careers in advance of the various ceremonies we just wanted to congratulate all of our students for another year of learning and engagement especially those promoting and graduating and

017lastly end of the year I have one final Community letter of appreciation that will be going out next week it has been a a great year of successes of Joy collaboration and communication and of course lots of fun as well as times that we're trying and frustrating and disappointing in some circumstances however I remain thankful for our ability to come together to work together and to communicate with one another and really seek to understand one another's perspectives as we work in Partnership for our students I am grateful to be part of a community that stays focused on students and their needs and come to meetings and opportunities to speak with an open heart and desire to continue to grow and improve I just want to remind our community that in South San Francisco Unified the

018work that we do is not about perfection but it is about progress we want to approach and Tackle obstacles and see them as opportunities for which to overcome we are certainly on a journey we want to continue to go under the sea of our calling where we will build Community Connection collaboration and courage to really lean into our strengths and our opportunities in service of all of our learners so with that we wish you all an incredible amazing joyful summer and always remember to hashel and with that that concludes my report president Lan thank you Dr Moore okay this brings us to item L public comments public comments are limited to one to or three minutes I'm not going to read that hard one they're limited to 3 minutes per individual name and address cards

019are in the back of the room to be completed and given to the secretary the president will call upon individuals in random order who have requested to speak each person may only speak once and is required to address the board from the podium the meeting is recorded and streamed live individuals may address the board concerning School business not on the agenda but public comment cannot be acted upon or discussed by the board unless placed on the agenda at a subsequent meeting in accordance with the law the brown act all right and our first public comment card this evening is for Aaron Hafner all right dear board members and district office my name is Aaron Hafner I'm a teacher at El Cino high school this week I'm wrapping up my eighth year of teaching and for

020those eight years I've been the statistics teacher on campus I'm here today because the CR is told that we as a district are no longer offering statistics to our students and instead we'll only offer AP Statistics I'm here to argue against this decision and I would like to make three points first that we're making this decision without proper consideration second the removal of Statistics is an inequitable decision and third that the class adds to how we want to identify the district the decision to remove statistics is being made based on changes colleges have made for the 2025 26 school year is a decision being made without consulting the stakeholders the students and the teachers and is a decision being made without considering how other schools in the area are proceeding with the change colleges have

021made so I have some statistics for the board I analyze 20 different high schools from the neighboring districts South San Francisco Unified seon Jefferson out of those 20 schools 25% are offering only statistics 30% are offering both AP Statistics and statistics and the remaining 45% is offering only AP that means that in our area 55% of schools are choosing to keep statistics as an offer course I'd also like to argue that removing statistics from the of offered courses and offering only AP goes against our goal for equity on campus Equity is a concept of meeting people where they are and helping them stand on equal footing with those around them AP classes are fast-paced teach to test and not exploratory in nature not every student is capable of thriving in an AP environment by removing

022statistics and only offering AP we will deprive students from a learning opportunity we will adjust our classes to favor a select population on campus instead of expanding those classes to reach the diversity of students that learn here in summary the decision to solely offer AP Statistics creates a situation of unequal access to the topic of Statistics due to the stigma around AP classes and how students self-identify finally we as a district talk a lot about who we want our students to be and to become we want math students who participate in group work and have an understanding of how math applies to real world situations statistics is the process of sampling surveying and analyzing results this process is a group Endeavor that explores worlded outside the classroom be it on campus in our city around

023the globe AP Statistics teaches us to attest and does not offer time to conduct extensive group projects like I described we also constantly discuss the portrait of a graduate someone who's a lifelong learner thrives as a person can navigate their future and impact their Community statistics is a subject where you can apply intellectual curiosity about the World At Large it leads to real world Readiness in today's media climate of disinformation the class is steeped in technology using Google forms and spreadsheets to answer worldly questions and finally it allows students to understand how they can best impact their community so I ask you can I finish do we do we want to take these learning opportunities away from students do we want a campus where only those who take AP classes get access to this kind

024of learning or do you want to attempt to reach all of our students regardless of where they are thank you for the extra time thank you okay thank you thank you for your comments our next speaker this evening is Tim henos I'm hoping I said that correct good evening everyone I'm Tim hainus I'm a science teacher at South San Francisco High School is my 23rd year there tonight I would like to urge the cabinet members to give the district's bargaining team the flexibility to reach an agreement with the Union dedicating Financial Resources to class siiz caps is an investment in Student Success and supports the portrait of a graduate class- siiz caps will keep our students safe I a chemistry teacher and several of the engaging Labs that students participate in involve strong acid and

025bunson burners at times this year I've had up to 34 students in my class providing adequate supervision for this many students is a challenge fortunately nobody has been injured in my classroom but but let's not push our luck bringing the numbers down just a little bit down to say 28 would make a big difference in keeping students safe overcrowded classrooms also make it difficult for teachers to keep students on task and manage disruptive behavior please take action for our students safety and quality of Education by supporting class-size caps [Applause] thank you so much for your comments our next speaker this evening is Louisa DEA hello everyone good evening my name is Lisa I am a fourth grade teacher at Skyline Elementary 30 years of teaching 27 at Skyline thank you for visiting my classroom to

026um listen to my students saying uh we are the world in 13 languages and so so I I want to begin with saying that this is actually an ancient artifact because this is from 30 years ago from my fourth graders that year they decided to give themselves royalty names so this is from the table of wisdom we have princess Christine Duke and Lord DeAndre so it was really a fun class and I really enjoyed it but with 35 students it was really difficult to try to figure out how I could get to know them really well and so that is the struggle with having 35 students and because I had that long commute I decided to move schools which broke my heart but I ended up at Skyline and I love it I ended up

027teaching kindergarten in first grade so going from fifth grade to first grade it's like oh you don't know your name and um you don't know how to tie your shoelace so when they cried I cried right so but the thing was the beauty of it was I only had 20 students so I got to know them really well I knew what they needed and so by the time they left me they were ready and um they were ready for second grade and so 14 years of first grade Miss Daniel Livin asked me last year to go to fourth grade I go that would be awesome it'd be like a full circle of my career right because um I love fourth grade but I had forgotten that going from 20 to 32 is exhausting I looked

028into my students eye last last year and I went home and I cried because I said how am I going to get to know all of you all the skill sets that you'll need in fifth grade and Beyond because the technology and everything else is so much more demanding now and so we before there was a mantra less is more but now it's more more more we just got an email that said if you did two modules of science this year you need to do three modules next year so if you have a portrait of a teacher right we're really working a portrait of a graduate but what about the portrait of a teacher teacher right what does that what can we envision for a portrait of a teacher I actually went home early today

029and I put makeup on I usually don't wear makeup but I felt the need to mask my exhaustion with down from 32 students to 29 this year I still have to go to a cafe and sit there for several hours just to correct their essays so that I can give them relevant feedback so that's the difference that I'm feeling right now of the beauty of only having 20K and first grade students compared to my 32 to 20 29 to 32 fourth graders I feel like I can't reach them as well as I'm able to if the class size were just reduced by just a couple of students it would make the biggest difference for us because we feel like we could reach them we could connect with them and before could I just read one

030thing how much of an impact a teacher has on a student This was um my very first class 30 years ago so this is also an ancient artifact and if I'll just read it please and this is from my student Johnny as a first year teacher I just let him talk because I felt he needed it so he said because he had to move back to Vietnam he said Dear Miss DEA I'm in I'm in Vietnam excuse my writing I am in a rush I wish you were still my fourth grade teacher tell the class I missed him very much I will never forget how nice you were and he last sentence he wrote was you made my life complete love Johnny so as teachers we impact our students but we can't if there's so

031many in a class we want to reach each and every single one of them so thank you so much thank you okay our next speaker is Liz and I am sorry I can't tell the difference between the n's and the U's so I'm just going to go with Liz and I'll let you correct me yeah I don't know is that yeah thank you it's Renault but you know spelling end of year but thank you very much uh Board of Trustees cabinet members today I want to first thank you for the acknowledgement they did for Mrs Carino um I'm a speech language pathologist one of the bilingual ones that's within the district and I have been here for over 10 years and I've gone from prek all the way to high school and at least one

032of my sites every year has been a title one school and so uh we're going to really miss her she's leaving a big hole in our Martin meteor family um I also wanted to mention that other dedicated members and roles within our district being the J1 Visa participants that are special education teachers thank you for the foresight of having them come over and F these hardto fill positions they are part of our teams I have peers throughout the district and we all are like wow these guys without them where would we be because I remember we were having substitute teachers trying to fill in one of our hardest classes and where the students definitely need that you know the continu I can't even talk right now it's the end of the year um but you

033know it's it's they are a big important part of the team they build the rapport with the students behaviors that were happening every year we're seeing better and better Improvement and because of the hard work that they put in and how much they are important to our sites so I would like you to think about them as time is clicking and you know it's not like we're getting a big influx of other special education teachers coming out from the universities um I also wanted to mention that speaking of behaviors as you may or may not know you know post shelter Place behaviors increase in general education now we're not even talking special education um and as we are looking into these cohorts of students that are moving up the grades we're thinking you know some

034of the behaviors are being improved on but we're still not back to preco times and now we're moving students who maybe have difficulties with other students into classes you know three classes get moved into two classes and there isn't space to put another student who triggers another one for example you know so it it really makes it hard for our teachers to try and do the best that they can when there's a lot of students in the classroom where you can't fit any more kids because the size of the room you know Fire Marshall is not going to be too happy about that for example and with that also thinking about you know tital one schools in particular um you know mtss it's important so thank you very much I just wanted to say that

035and you know Martin and the ELD spot we need a teacher please thank you thank you for your comments our next speaker this evening is Joseph Lopez uh good evening president Luhan Board of Trustees and all community members in attendance of this board meeting I wanted to give a special shout out to my old teachers Miss juy and Miss connory um it's great to see lovely faces and um yes I'm very happy to see them um so as you said before my name is Joseph Lopez and I'm speaking to tonight as a concerned Community member as an alumni as an alumni ssf USG and as a current student of the University of California Berkeley it has recently come to my attention from a couple of sources although I haven't been able to verify um that

036the graduating class of South San Francisco High School is approximately 100 students a staggeringly low number out of the roughly 380 students in the senior class I'm am severely concerned about this because according to the California Department of Education 90.3% of students in s County graduated with a high school diploma in the school year of 2022 to 2023 if the numbers I've heard are true the South San Francisco high school education system is failing in comparison to the rest of Sano County our students are not being PR prepared to pursue higher education and career Readiness if they cannot leave high school with a high school diploma I implore you to investigate the the graduation rates of souan Francisco Unified School District students with in a transparent way to see if these numbers are true if

037the the investigation mirrors the numbers I've heard why is it that ssfusd graduation rights are so behind the rest of s County students must receive Equitable counseling educational support and college readiness within our system if you want to be proud to call it our institution I ask that you investigate the effectiveness of the educational facilities in preparing our students for graduation without compromising the standards of where education should be L you do a disservice to students education with my remaining time I would like to also um kind of bump up what previous community members have said about classroom caps and the importance of creating the portrait of a teacher because I think that is super critical to how we embark on this educational Journey with our students um so I wanted to thank you for

038this time and I hope that my message is well received thank you thank you for your comments okay I have no more public comment cards so I'm going transition from public comment to item M which is information only presentations our presentation this evening is a teaching and learning presentation for alternative education you thank you for staying good [Music] evening good evening president Luhan and members of the board Dr Moren cabinet and community members here in viewing from home my name is SEMA pad I'm the principal of bayen high school and our adult school program sou San Francisco adult education and the adult transition program and I will be walking you through our teaching and learning uh presentation this evening okay sorry so I'm gonna start with our alcap goals and ssfusd we have our four

039El lcap goals that guide our work uh this evening I'll be sharing information on our progress on lcap goal one academic achievement goal two professional development and goal three student and student parent Community engagement this year at benen and Adult Ed we've been focusing on strengthening our entire system through our collaborative increase cycle with an emphasis on the steering wheel which is instruction which is also our ed services goal for the year I'll start with Bon High School where our where your new Journey yeah what we like to say at bayen our one of our goals this year was to strengthen our writing through professional development was our sypsa and our was goal to improve evidence-based writing across content areas all six teachers participated in our coll collaborative inquiry cycle which was supported by professional

040development through the Bay Area writing project the teachers wrote and shared lesson plans and participated in walkthroughs to provide feedback to each other and this process was a challenge because of our six week terms but the teachers were committed and the instructional strategies they learned and implemented led to an improvement in student writing in our preassessment on a Sixpoint uh rubric students scored at a 1.6 and emerging writing and in term five we got up to a three which is appro approaching proficient so we did see growth our second goal was really to increase College and Career preparation for our students at benen and we were able to do this through a partnership with Skyline College um our counselor Carla senko undertook the challenge of adapting a course which has already existed at Skyline planning

041the curriculum and organizing field trips and speakers for the course we opened up the field trips to all students who were interested and we were able to introduce them to Skyline College CSM City College of San Francisco San Francisco State and Job Corp so nice it was the first time a lot of our students had been to a college campus um also 18 students that were enrolled 14 received the dual enrollment credit our third goal was to increase um student support services and improve our school culture this year we were fortunate to have Mr Alex Stillman join bayen as our Wellness counselor in addition to providing social emotional support here is our staff photographer and chief of marketing and his created the posters that you see around the gym if you want to take a

042look uh these are some of the ways in which we increased our student Support Services the home visits the after school support our celebrations and our field trips um I would like to recognize our school administrative assist assistant Carmen Torres for all the work she did behind the scenes to help me get all of these activities organized so at baen our relationships with students help increase their feelings of belonging to our school Community our counseling team builds relationships and provides social emotional support to all students this year we added a student recognition certificate um for each term where a student receives a nomination by a teacher or counselor for specific recognition on an area where they have improved or shown growth those words of affirmation and encouragement are added to the certificate and read out

043to the student and they also receive a small reward so it's a way to acknowledge Improvement for us we're very grateful for the support from the south San Francisco Education Foundation and Sano County Parks thank you Miss kitchen um and team we also received funds for our library and um and the trips to Coyote Point and the ropes course um our library has improved our students reading engagement they're reading every day books of choice and we see students take books home during during the weekends and holidays and it's a joy to see them reading this is uh this is our student demographics it has been pretty consistent through the last few years at Bon chronic absenteeism this is something that we usually don't talk about but I did this year because we've shown a great

044Improvement so in 2122 versus 2223 there was a 9.7 % decrease um and that was uh through the data Quest dashboard on the State website and for this year uh there was a snapshot that I took on May 8th so we've reduced down to um 47% so a 5% decrease in absenteeism over last year so I think we're moving in the right direction this is our Casp data um we actually have a larger uh number of students for ELA that were near nearly met um and this was not in the presentation but I did want to share that five students at benen were reclassified fluent English proficient this year um they received their certificates and medals last week so it was an a late edition I'd like to thank Claire Jackson our assistant principal and

045Carla senko for their work in doing uh lcap and cast testing coordination for our site it's kind of challenging but to get it done uh just wanted to remind the board that um we received CSI eligibility this year and the grant funds uh went toward supporting a lot of the work that we did this year to support our students for South San Francisco adult education our um enrollment is growing we have a total of 617 students which is an increase from last year we're not quite at our pre pandemic numbers yet but increasing programming and our C te Partnerships is an area of growth and will continue to remain our goal some of the outcomes and highlights for adult ed 29 students transition to postsecondary education seven oh as as of today actually 21 students

046have earned their diploma or equivalency um we engaged with T-Mobile uh they had an affordable connectivity program and we served 120 students and community memb MERS and they received $111 tablets um shout out to Laney sha our career Navigator and she made all of that happened um we had an in-person and virtual job fair with 20 employers attending and we also had great celebrations this year we have some students who've taken on um an ad hoc like ASB leadership uh role and they really want to promote cultural activities and connection for adult dead and that's really fun to see and our adult transition program they're wonderful they have their eight job sites that they go to and they learn uh Independent Living skills and job skills um they're still doing their silk screening and embroidery

049hallways you're going to see a lot of these wonderful posters that highlight the great work that our students are doing on a daily basis and that our staff are doing so that's part of it is that Baden is a positive place where we encourage our students where they want to be where they belong um so this messaging goes a long way to to doing that thank you so much I appreciate it thank you thank you so much for the great presentation and I also you are so humble I also want to highlight you already mentioned but I'm so proud of you we have like 75% graduation rate consider our absentee is about 40 some plus percentage this is really amazing not an easy task and another one I want to highlight you also mentioned about

050the uh adult education that we have 29 students transit to postsecondary education that is really good we don't have the historical number but just looking at that is really nice and then 21 students earn a high school diploma or equivalent so thank you for serving our underserved students so they are able to get their high school diploma through this uh adult ad thank you you thank you for your presentation I really enjoy visiting your school and everything that the students do are always with the aim of being independent uh like the adult transition program and I appreciate that little coffee um maybe we could go to the library they have they're looking for a little coffee cart too upstairs in the third floor the new library so that might be something that we can uh

051enjoy from the our students and I I appreciate that you just the calm you I feel when I visit your school and it just seems a happy place for a wide variety of students I take a class there actually it's probably my fourth year but don't say that too much but I was able to visit your students and I'm so happy that every this is one of those nice places to visit that our kids are feeling um like they uh accomplished something and the 18 enrolled in uh Skyline it's really a nice figure to it's a start we we have such such a wide variety of students that are accepted at Skyline and there's so much support that I'm not surprised that we have and it's spreading throughout so I appreciate your leadership principal prad

055update on the governor's 20242 May revision proposal so on Friday May 10th the governor gavua releases revised proposed state budget for 20242 we refer to this as the 2425 May revision so this is the final opportunity for the governor to his economic projection prior [Music] to of the state budget uh keep in mind that this is still a proposal at this time there will be likely be some more changes once the state budget is finalized and approved in June this past Tuesday my staff and I attended a virtual Workshop given by school Services of California to gather the details of his May Vision which we will be using to prepare our District's 2425 uh budget unlike budgets during the past few years State of California is projecting a huge budget deficit due to a severe

056Revenue decline the governor estimates the state budget deficit grew by 7 billion from a projected estimate of 37.9 billion in January to 44.9 billion today however taking into account the early action the legislature adopted in early April the budget deficit now stands at 27.6 billion the early budget actions made by the legislature and Governor resulted in a reduction of the current year deficit by approximately 17.3 billion the deficit is largely due to the 20 2022 tax collections well below the state budget assumption in the May revision govern Newsome must resolve projected budget deficits in 2425 and 2526 the two out years as well as the actual deficit in the current fiscal year he's proposing a number of actions including uh increasing Reliance on the state general fund uh Reserve increase efficiencies and additional budget reductions

057internal borrowings funding delays funding shifts and deferrals so number of different actions outside of Education he proposed significant spending cuts to government operations reduction to programs and policies of new Investments for Education he continues his approach from January to Shield K40 education from ongoing programmatic reductions and this is accomplished by fully depleting the proposition 98 rainy day fund which is a state Reserve increasing the size of the prop 98 funding maneuver and adding onetime education Cuts Governor new's prop proposition 98 maneuver has significant implications for future k14 resources which I will go through more details a little later tonight I will be providing update on some of the areas of the proposed budget and its impact on education the May rision proposed withdraw 5.8 billion from the state Reserve in 2023 24 the current year

058and another 2.6 billion from the reserve in 20242 to address the budget deficit so basically at the end of 2425 The Reserve balance will be zero it be all depleted for the proposition 98 minimum guarantee which uh determines the state funding for Education the governor's proposal would is is not to credit a 8.8 billion to the 2223 fiscal year is drawing a lot of criticism the problem happened when the Internal Revenue Service delayed the tax following deadline uh from the spring to the fall in 2022 the tax Fally delay together with aggressive Revenue assumption by the state resulted in the 2022 tax receipts coming in 26 billion lower than the budget act estimates so this translate to a approximate 8.8 billion reduction in the 2223 proposition 98 minimum guarantee for education in other words the

059state provide too much funding to K2 education and community colleges in that year than what the proposition 98 minimum guarantee formula says and the state does not have the funding in 2223 to absorve that 8.8 billion funding to education so to address the state budget problem that this creates the new some Administration maneuver proposes to ACU the budget impact of the cash provider education in 2022 23 over a period of 5 years in ual payments of just under 1.8 billion from non proposition a general fund resources in each fiscal year beginning in 2025 26 through 20293 so under this maneuver needed the 8.8 billion allocation in 2223 nor the future 1.8 billion supplemental payments to K4 education are variables included in the calculation of the minimum guaranteed funding for education so this maneuver excludes the

0608.8 billion allocation in 2223 from the proposition 98 base in both 23 24 and 2425 which will have oute impacts on total funding for education in the long term so according to school Services of California this maneuver would reduce proposition 98 funding for Education by about 12 to 14 billion across two years with significant implications for Education funding in the oute years so a lot of organization including California School Board Association California Teachers Association Su Services of California the legislative analyst office and others are really concerned with this manipulation of the proposition 98 obligation by the governor so we'll have to see what happens when the final state budget is adopted at the end of May June sorry on the local control funding formula government new is proposing a cost of living adjustment Cola of

061one .7% for 2425 which is slightly higher than the 0.76% proposed in January the proposed 1.07% Cola for 2425 is a significant Revenue reduction for school districts from the proposed nine I mean 3.94% Cola in the final 23 24 state budget for this year so in addition the governor is proposing at one time funds from the state Reserve to pay for this which is another huge concern but luckily for us you know this does not impact our school district because we're basically a community funded School District which means we get the bulk of our revenue from property taxes and not uh from the state but this does impact about 90% of the school districts in California on the uh employee pension the governor did not provide any new funding for for the California State teachers

062retirement system or the California Public Employees Retirement System cers in his 2425 proposed budget the employer rate however for Cur will still increase from 26.68% uh in the current year to 27.05.2012 student learning uh access to in instructional time and student attendance patterns the governor's budget include a package of attendance recovery and instructional continuity proposal intended to mitigate chronic app system and attendance law provide attendance and instructional time opportunities outside of the regular school day and facilitate continuity of learning dur emergencies many of the M revision changes to the govern's budget proposal are clarifying or technical changes to the correct for conflict with existing law some some of the key changes are delaying the implementation date of the attendance recovery program to 2024 25 I me 25 26 excuse me and limiting the amount of

063ADA that can be generated through the attendance recovery and to help address the budget shortfall the May revision proposes to eliminate the planned investment of 7.9 million general fund in 24 25 26 and 97.9 million ongoing starting 2627 for preschool inclusivity intended for reimbursement rate adjustment Factor cost for serving preschool uh children with disabilities in addition the May Vision proposed to pause on Child Care slot expansion to achieve budget year Savings of 489 million until fiscal uh conditions allow for growth and then lastly more than 254 million previously appropriated for unalloted uh includ Early Education expansion grant program funds is proposed to be reallocated to support the electric School Bus grant program the May division uh brings disappointing news for facilities back in January the governor's budget proposed a reduction of 500 million for the

064school facilities program reducing the 2425 allocation to 375 million in the May division the government proposed to eliminate even this reduced amount and proposes no funding for the school facility program for the current or the any future years for regarding the universal meal program which started in 2223 school year and requires school district to provide two free meals for per school day to every student who request it regardless of the students eligibility for subsidized School meals uh will continue in 2425 the governor is proposing increase of 11 18.9 million in the current year to cover the anticipated shortfall and also a total increase of 198.000 proposed for 2425 to recover the cola and growth in the number of meal serve so he's also proposing to increase the reimbursement rate for per meal slightly by 098

065so in summary again these are still proposals by the government at this time from here the legislature which is the state senate and the assembly will work with the government to IR out their differences before they vote to approve the budget uh California Constitution requires the legislature to send a balanced budget to the governor by June 15 for Signature the final state adopted budget will look it might be look different from what is proposed by the governor you know when when it's completely done so we'll see what happens when the state budget is signed next month thank you thank you for your or for your update do we have any questions on this update send a note to your legislators we will thank you all right now we transition into the action portion of this

067a water shed moment in the modern lgbtq plus rights movement in the United States earning national attention in their struggle for equity and whereas lgbtq plus pride month is a time to take a positive stance against offensive and violent Behavior toward lgbtq plus people demonstrate acceptance peacefully Pro protest and Rise political awareness of current issues facing their Community encourage inclusiveness and promote their diversity uh D dignity and visibility as a social group and whereas the lgbtq plus Community is working to create more safe spaces especially in schools by empowering LGBT young youth to speak out against bullying and actively participate in GSA Club leadership sessions to engender support and build community and whereas California Education Code section 51245 especially calls for instruction in the social sciences to include the study of the role and contributions
