002as first peoples review of agenda any comments from the board great PTA Council remarks good evening president Shea trustees superintendent Moore a cabinet and audience in attendance and online I want to start off with some really really good news our PTA favorite PTA Superstar and District employee Juanita Flores was elected to the position of set president of the 17th District PTA for San Mateo County she will now be overseeing the operations and well-being of every PTA in San Mateo County and all of the districts that Encompass it it also for her is a shift in things because she will also now be serving on committees at the state level and this is usually kind of a springboard and launching pad where state looks for its Future Leaders including presidents of this of the actual State
003PTA a number of them have come through those ranks so I'm very very proud of her and I'm very happy for her and I've already told her that if she needs a Hired Gun I'm there so I'll be there to help if she needs anything as our year is coming to an end I also want to point out the fact that our principles regularly recognize a series of parents who do who go above and beyond and they tend to although I know they appreciate it forget the other two or three hundred parents who do do little things one or two hours here a half hour there a field trip for five hours um and it's important to recognize at the end of the year like this just how much work goes from the parent side
004npta side into assisting at a school on average there are thousands of hours that go on unaccredited and I wanted to make sure those parents knew they were appreciated I have nothing else otherwise to report tonight this is the end of the school year it's kind of a letdown like it always is you go like crazy for the nine and a half ten months of solid school and then Okay now what's what's what's to do uh was that a couple went by a couple of schools today was at actually Martin when their graduation where their promotion let out and um just seeing the parents and seeing the kids it just brings brings back all sorts of wonderful warm memories and I just hope everyone has a real good summer at this point thank you happened

007uh bargain fairly we are very interested in the outcome we are going to be sharing a campus with a new children's center location and we share a lot of issues with them we're all part-timers um you know we are they're in solidarity with them so we will be watching with interest I understand that the next bargaining session is June 1st I will be in Oregon but I'll be listening and um I'll actually be here on the 22nd to uh to greet you and find out how things are going with that but again we really urge you to bargain in good faith with them and we are in solidarity with the Children's Center workers and all of our CTA brothers and sisters as well as CSEA and by the way all of you classified staff members

015at the last couple of meetings about teacher appreciation this year in collaboration with the bay Ed fund CTA and ssf Education Foundation we were able to enlist a fun and creative way to elicit feedback from staff on the best ways in which they wanted to be appreciated this year I worked on a heartfelt message and shared the board resolution expressing our appreciation love and acknowledgment for our staff for their tremendous efforts in addition to that through this collaboration we were able to provide or will be providing 50 gift cards to all South San Francisco Unified School District employees and each site received or will receive a catered lunch compliments of bayad fund we truly appreciate our staff for their engagement in this effort those who assisted with coordination a lot of moving parts and truly
016our wonderful Partners who made this happen on Monday I also sent a thank you to all of our district classified staff for classified appreciation week who have continued to work tremendously hard this year I wanted to also express my love appreciation acknowledgment for their efforts their work is often behind the scenes but it's equally important the roles that they play for our students and staff and I wanted them to know that they are seen and heard and deeply valued the care they demonstrate truly makes it obvious that the staff and the students are in the very best hands they too received or will receive a 50 gift card and access to a lunch as a result of the aforementioned partnership promotions and graduations so this year's promotions and graduations began on May 17th they conclude
017tomorrow May 26th with the Alta Loma and Westborough Middle School promotions and El Camino and South San Francisco High School commencement ceremonies so far students have been dressed so nicely they are joyful they are smiling and they truly seem to be relishing in this wonderful moment in time as they transition to the next level of their educational careers the district can congratulates all of our students for another year of learning and engagement especially those promoting and graduating we are incredibly proud of you and my last item end of year so earlier today I shared with our staff and our families whom I hope will also share with our students they will be receiving a message my sincere appreciation and gratitude to all in a letter in a video that was sent out earlier this afternoon

019levels of uncertainty or ambiguity be of good courage Marianne radmacher reminds us that courage doesn't always Roar sometimes courage is the quiet voice at the end of the day saying I will try again tomorrow so we wish all of you an amazing joyful summer and as always always remember to hashtag believe thank you so much that concludes my report thank you so much wonderful thank you Dr Moore [Laughter] okay uh any public comments there's no public comments wonderful so let's move to item L information only presentation this is our favorite part Educational Services teaching and learning presentation alternative education principle Seema press thank you uh well presented educational priorities and then programs in the district's alternative education including Baden high school and adult education thank you president Shay as for mentioned we have principal Prasad
020here last night I had the pleasure of attending the Baden graduation it was a amazing event I just wanted to share that with the community thank you for the invite nicely done and we are looking forward to hearing all the great work that has happened at Baden and of course our adult school programs and all the other alternative programs that you oversee thank you thank you Mr Irish good evening president Shay members of the board the cabinet Baden and Adult School community in South San Francisco Unified School District community and the viewers at home my name is SEMA Prasad and I'm the principal of Baden high school and the alternative Ed programs in the district I'm going to walk you through our little teaching and learning presentation today so our work on our campus also
021centers around all of the lcap goals and for this school year we focused on lcap gold one academic achievement and El Cap goal three student parent and Community engagement in relation to our car graphic and car standing for communication achievement and relationships our whole campus the alternative Ed program really centers on relationships so that's sort of the overarching theme for our campus and this year we've been focusing on the GPS of our car and looking to review our alignment as a site working through our instructional leadership team to refocus our goals to align with District priorities and it's been a year of reflection to navigate where we are going to redefining the site priorities that I will address in this presentation um and of course we're all striving for equity and at our campus that
022means serving every student where they are and giving them what they need when they need it so I'll start with Baden High School one of our goals this year was our ELD professional development I partnered with our toastac Miss Kimberly Moss who has been outstanding and she actually reached out to my former principal Mr Edmund and I at the end of last year so this was some ground work we set at the end of last year to serve our El population our El students are representing about 55 of our student population and we have about 23 percent uh who are long-term English Learners so close to 80 percent of our students are El and we really focused on the elevation platform learning how to use that data management system to see where our students are
023and to identify some targeted strategies to help them get to where they need to be so that was a big learning curve for me because elevation was new to me we also focused on restorative practices this year and we partnered with our ATS coordinator Miss Alicia Young who delivered some outstanding professional development for our campus around using affective language restorative chats implementing Community circles and restorative circles all in an effort to strengthen our relationships and deepen our understanding of our students where they are and what they need um I participated in some of the community circles and it's really interesting the questions that these students came up with they wanted to know about me they were very curious and it was an opportunity for me to build relationships with these students in the classroom and
024for them to get to know me as not the not just the principal but as a person an adult on the campus that it could it could always come to um what else it would also give students a structure and a way to receive support that's not punitive so it's nice to have those conversations uh in in supportive environments so we got to have some fun this year at Baden we had some reward activities we did a little Halloween uh pumpkin decorating door decorating holiday party we invited a speaker presenter he was the um the poet laureate of San Francisco so he came in and did a work he came in to speak to the students and answer some questions and then he actually asked if he could come back and deliver a workshop on
025poetry which is so cool that our students got to participate in that and a big piece of our relationship and culture um is built around the relationships our counselors have with our students uh the psychologist who is new to us on this campus this year has made a huge impact on our students with IEPs and special education very supportive and are you at our ysb school safety Advocate Miss Mia Acosta was very helpful um and just to give you a little idea of what our culture looks like at Baden on a daily basis in the morning every student is greeted with a good morning from whatever adult they encounter whether they're tardy or they're on time so they get to the the office and uh if they are tardy we give them we track their
026time and and congratulate them if they made it earlier than they did the day before and if they didn't we encourage them to try again tomorrow and then to pick up their breakfast and to get to class so they're welcomed we're happy to see them and we want them to feel comfortable and supported so that's how we we try to welcome our kids every day uh this year um the organization hands on Bay Area reached out and a partner uh the company Zeus which makes self-driving cars actually had Representatives come out and and paint some murals for us to make our campus look welcoming and inviting so it's really perked up the look of of the external side of our campus so we thank them for that now a snapshot of our student population um
027it's just a quick highlight most of our students are latinx at Baden um and there's small numbers in our programs this also includes the adult transition program continuation High School independent study and the therapeutic uh but it's representative of of students who really need a lot of support and individualization and we're able to deliver that because we are small um so that's that's a benefit for our campus this is our attendance snapshot and actually um Mr Irish let me know that for continuation schools the target attendance rate is 80 so we're actually exceeding that which is nice um and this this counts excused and unexcused absences and then smaller cohorts with fewer than 10 students are not uh represented on the graphic yeah for Casp we're really working on getting as many students as we
028can to complete the test so we had a 69 participation rate for the El test for 11th graders last year and 12 met or exceeded um to be honest the Casp is not the greatest measure of how our students are doing let's just say our students come in on a rotating basis every six weeks so some may have just gotten there and take their test test with us some may have been there a little bit longer so although we are addressing instruction in El and math as part of our process we're also looking to develop more local assessment of how our students are doing to make it more relevant to their achievements uh this year uh I was informed that Baden is CSI eligible um and that is based on a review of data of
029the last three years for uh High School graduation rates so in 2021 the 37 I'm sorry I can't even see that far 37 almost um graduation rate is reflective in the fact that Zoom uh and the pandemic was very very difficult for a student population many students did not get you know were not engaging do not get the support they needed and and that's evident of of their struggles that year so that um sent our three-year rate below 68 percent so uh ed services and Aiden submitted the Improvement plan and we were awarded 165 000 to implement some strategies to address the low graduation rate so I'm working with Mr Irish on that and then I will be back in the fall September August or September to present what our CSI plan is going to
030be for next year so now switching over to South San Francisco adult education um in the current school year this is our enrollment and I'm highlighting this because during pandemic uh 2019 2020 our total enrollment in the school was 165 students so our population really struggled many of them were parents who were home trying to support their children and prioritizing their own education was was not a possibility at that time and so we're really proud of the fact that our students are in a place where they feel comfortable coming on campus or participating online we present we have hybrid options for for many of our classes so we're not quite back at pre-pandemic levels but it's been a year of definite recovery for for adult ed and this is just a snapshot of our student
031demographics our core group of students is in their mid-20s to mid 40s um we're seeing more of our students have completed high school or higher from their home countries and in the population that is currently unemployed many of them are new to the country or maybe face job loss so one of our core metrics and and plans priorities moving forward is to develop training and education programs to help students reach their goal of of further education and get get employment in in the US so for adult dad our metrics are really how our students transition so we had 22 21 students transitioned directly to Skyline a couple are going to CSM uh 11 this year earned their high school diploma or equivalency 117 got a job or increased their wages which is also measured and
032545 received support um or transition career services so that's an outstanding number and that's all thanks to our career navigator to supporting those students and this year we got to bring back our job fair in person the first time since after the pandemic which is a really nice event 22 employers it was a full house in here 121 job Seekers and Miss Richardson attended so thank you for that and we're hoping to bring that back annually like we did prior to the pandemic excuse me and the last program I'd like to highlight is our wonderful adult transition program our students are now at eight job sites they had lost the job sites during pandemics so we're able to bring back eight and those include the nutrition services locations at El Camino in South San Francisco
033so they prepare and package lunches for the district um and they also have some silk screening and embroidering that they do and as a volunteer site they actually serve the lunches for Baden so that's a lovely partnership that we have with them and that concludes my report on alternative education programs for our district thank you very much thank you very much any comments from the board start from Amanda thank you so much for that presentation very informative I also attended the graduation last night and I think what struck out to me what stuck up to me the most was how individualized and how well you knew your students and how every single person there felt scene right they said hey I I was going to give up but here I found a new community and
034I found people who cared about me and that is incredible and I hope that all of our schools can can model that and come learn from you so that's all I got to say thank you and to the adult ed awesome Mina please thank you uh I really have a great time visiting your little tiny Community but it does so much and I was so happy to see of the advance of the creativity is some of your older students and you said one of them is already um it's just too far away okay what was I gonna say okay hopefully uh without losing too much of my Chain of Thought I really enjoy your community and your leadership I went to the job fair and I thought I was late but there was a bunch
035of people still towards the end offering and they're so helpful and um uh I saw Goodwill in there and they had so many opportunities for children that we're almost giving up on but there's these programs there's no reason why we should feel that these kids can't these young adults can't be successful and it it's all have to do with your um you know your leadership as as a caring uh educator so thank you so much for this I wanted to ask you do you have uh you said 161 kids in enrollment is that include ATP as well yes ATP is included in that oh okay okay yeah that's nice and scosy thank you so much Dana please thank you so much for the presentation you have to wear very quite a few hats from adult
036transition to adult education to continuation all students with different needs but it's very clear that you make sure that each student feels heard they feel seen they feel valued and that their needs are met so I just want to thank you for your leadership and I want to thank your team for all the work that they put in to make sure that students some of them have really hit some major bumps in the road are able to overcome those bumps and be stronger because of it so thank you thank you Pat everybody said everything that needed no no but I want to thank you for your leadership and we talked at length at on the tour and and I I think you're wonderful I think that uh that you do wear all of those hats
037and you wear them well and you're growing the program I remember one of the statistics we talked about is that um the the adult program is almost where it was before pandemic and um that's amazing and so thank you for everything you do I appreciate it thank you uh principal Prasad I was at the adult school of graduation it's beautiful how you organize and the family the welcoming environment so you really make it so um so connected with our graduates thank you on that and then I also want to comment you mentioned about uh you want students to know you as a person not just a principal that is uh that is aha moment to me it's like we are here we are all human beings we are we are a person and then the
038title all that is temporary so that doesn't set us higher it's just we are all the same so I really appreciate how you articulate are articulate that with your students and so they feel connected at least I feel connected so thank you for all your great work and excellent presentation thank you okay let's go to our page four uh item in consent agenda the following items are submitted for board approval one motion will authorize action for those items so designated um may I have a motion and a second summer second wonderful um any item to pull or any comments that I didn't get a chance to ask but maybe we know this is item C on that Wednesday or 3C 1C okay how many students will be going and um how much is that trip
039that must have cost a lot of money does anybody know yeah yeah so in the board memo is we will up to 40 students will attend the trip 40s up to 40. so they're in the process of recruiting fundraising right now part of the reason why we're trying to get approved now so they know so students then can start really working and their schools can work to help fund this opportunity thank you that makes sense because this is not till 2024. it's the spring of 2024. yes yeah so it gives you time to make money thank you that's all okay wonderful so we have a motion and then second all in favor say aye aye aye motion carries thank you wonderful so let's go to um page five information discussion number one Business Services May
040revision off the governor's budget staff will present information on the main revision of Governor nuisance 2023-24 budget uh yes uh good evening friendship the members of the board cabinet uh staff community and everybody else uh this evening I'll be providing an update on the governor's 23 24 May revision proposal so back on Friday May 12th the governor Newsome releases revised proposed state budget for 23 24 and we refer to this as the Navy vision this is the final opportunity for the governor to update the economic projection prior to the enactment of the budget in June uh keep in mind that this is still a proposal at this time there will be likely some changes once the state budget is finalized and approved uh in mid-june so last Friday my staff and I attended a work
041show Workshop given by school Services of California to gather the details of his Navy Vision which we will be using to prepare our District's adopted budget at the 2324 budget Governor newsom's ready plan in May attempts to reach a balance of protecting existing investments in education while anticipating continued economic uncertainties revenues have continued to underperform since the release of the governor's budget proposal in January and the government news UPS maybe we should review the budget sure for shortfall of about 31.5 billion the 22.5 billion shortfall when the governor releases January budget proposal has grown by another 9.5 billion in addition future Revenue risks to his budget proposal include Washington DC's inability to reach a deal on the federal debt ceiling The increased cost of borrowing due to interest rate hikes by the referral reserve and
042the delay of personal income and corporate tax revenues until mid October the maybe vision and what will become the 2324 enact state budget in later June represents the riskiest budget in over a decade per two Services of California he is proposing to close the gap between through borrowing deferred implementation of planned Investments and reduction of grant funding given to districts in the current year he's not looking at this time to dip into the state's Reserve to balance the budget so tonight we will revise more details on some areas of the his main revision and impact our education it's only the local control funding formula has made proposal include the statutory Cola of 8.22 for the lcf a slight increase from the 8.13 cola he proposed earlier in January to address the low performing students and
043to accelerate learning gains and close opportunity gaps January proposed budget includes 300 million going ongoing to establish a equity multiplier as an add-on to the lcfl funding formula he's maintaining this and his Navy revision as well unfortunately this funding doesn't really benefit our district because we're a basic a community-funded school district at which place we get the bulk of our revenue from property taxes and not from the state revenue uh regarding employee pensions uh the cover did not provide any new funding for these California State teachers retirement system which counselors or the California Public Employees Retirement System CalPERS in his 23 24 May revision the employee rate for Calpers would increase from 25.37 in the current year to 26.68 next year which is an increase of 1.31 percent and the employer rate for The Coasters
044would still remain the same as this year which is 19.10 so so this will be added cost to our district next year for special education other categorical programs the governor is proposing at 8.22 Cola for these categorical programs and and to support uh early identification and intervention to improve literacy outcomes for students that have or or at risk of having reading difficulties the maybe Vision proposal would require District to begin screening pimples in kindergarten through second grade for reading difficulties including Alexia by 2025-26 school year the new Universal meals program which started this school year requires school district to provide two meals two free meals per school day to every student who requests one regardless of the student's eligibility for subsidized School meals and this continues into the next school year the governor is proposing
045to add about 110 million for the current year and another 191 million ongoing starting next year to fully fund this program so back in November 2022 voters approved prop 28 which required the state to provide Arts and Music funding for schools beginning in the 23-24 school year the new summer Administration estimated that it will cost about 933 million to fully fund the prop 28 obligation for the 23-24 school year which is the slight decrease about 8 million from his original estimate back in January staff's way still waiting from for the California Department of Education to provide the amounts as well as more details on the program information for this uh prop 28 in the current year 2223 and that's the budget the governor included a one-time investment of 3.5 billion for the art music and
046instructional material discretionary block grant so this is separate from the ongoing prop 28 voter approved funding for Arts and Music however given the obligation to fund prop 28 and to fill the budget Gap the government is proposing to reduce this one-time block grant from 3.5 billion to 2.3 billion a reduction about 1.2 billion during his budget through his back in January proposal so now at the main revision he's proposing to reduce it an additional 667 million to uh to to fill in the budget Gap basically the impact to South San Francisco Unified School District is an estimated reduction of 2.5 million from the 4.9 million originally estimated or a decrease about 51 so that's a huge reduction so the ending amount will be only 2.4 million instead of the 4.9 million yeah another uh a
047one-time black grantee uh uh the electricity budget for this she also included 7.9 billion for the learning recovery emergency block grant however given the huge budget Gap in the Navy Vision the government is proposed it reduced this one-time blood Grant from 7.9 billion to 5.4 billion a reduction of 2.5 billion or a decrease of 32 percent so so he's basically taking uh funding that he gave in this career and reduced it to balance the budget for next year so again you know you know as I mentioned earlier these are still proposals at this time you know also uh you know it's a basic Aid District you know we're not you know some of these might not apply to us and then the next few weeks the legislature which is the state senate and the State
048Assembly will work with the governor to learn all the differences before they vote to approve the budget and then the governor will sign the budget and the final adopted budget will look you know it may look quite different from with this proposal and all this has to be done by June 15th thank you any questions thank you so much any question from the board June 1 presentation at the county uh I believe we have a uh some kind of a workshop as well yeah put on by the um aren't they the the advisors yeah yeah a couple of visors but I think we have something going on in the district that day so I don't think I'll be able to attend this year yeah yeah they're actually most of the details comes from school Services

057have to give permission for them to have this program yes so yes we have to by law we have to obtain permission we also run a family name prior that's open to the whole District so yes there are some parents that sometimes decide to opt out for a variety of reasons asked about a parent if you had Celebi classes this is not a Catholic institution but there are still some parents that we'll pull their kids out of our public schools because of that and that's so important to them I don't know how much but I think we our parochial schools are doing a healthy business because some parents have chosen this I know that I've asked this question before and it's gotten the same answer we can't um not offer this because of but maybe
058in a charter school do they have that kind of freedom so I'm not sure but what I do know for us is if a parent requests and has questions we will meet with them we also have our connection with health connected so we have an expert the thing that has specific questions and most of the time after the parent gets their questions they understand and they're okay but there are some times like you mentioned where they still decide and we provide an alternative assignment and they miss that part of the class okay thank you thank you I don't have a question I just have a quick comment that um I think it's exciting that we're doing this in eighth grade I think it probably should start earlier and I see that they have a seventh
