hi children's center pro for what i mean what about the children's center oh okay okay good evening everybody i'd like to call to order the regular meeting of may 26 2022 the south san francisco unified school district i have a roll call vote please trusty shea yeah trustee marie here mr richardson president baker here um usually at this moment we go into our pledge of allegiance i'd like to slightly modify that today usually when we have an adjournment in memory or a commemoration we put at the end of the meeting where a few people are listening but this week's horrendous events at rob elementary school in evaluating texas i think deserve a little bit more spotlight a little more concern from the community but i'd like to express our sorrow our agony and yes our
anger for the events that happened in uvalde texas last week so i'd like to have a moment of silence at the beginning of the meeting right now please thank you for your time and may those who have the power to act do so in this case so please rise for the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god indivisible with liberty justice we acknowledge that the land the south san francisco unified school district is located on the unseated ancestral homeland of that ramachusholoni peoples who are the original inhabitants of the south of the san francisco peninsula wish to pair respects by acknowledging the ancestors elders and relatives of the roman church community and by affirming their
sovereign rights as first peoples moving on to item e reporting out from closed session thank you president baker reporting on from closed session and regarding item number one there is nothing report out and item number two there is nothing report out okay moving on to item f review of the agenda i believe uh we do have some changes tonight uh yes uh president baker yeah i like to pull two items from the agenda today okay the first item is under end information only presentations i like to pool a 2a under business services facility department the presentation and the other item i want to pull is under action items 4a i like the pool resolution number 22-47 on ordering a school uh bond election uh we'll be bringing back these items at a future board meeting
thank you thank you any other recommended changes or posts then we'll move on to item g pta council remarks welcome mr santa good evening president baker trustees superintendent morin cabinet trustee president baker thank you for that moment of silence at the beginning it today would be a much more joyous day if the children at rob elementary school were still with us it is still though however the end of our school time school year our ptas did what they were what they all said they would do in creating situations that made for great parties and celebrations for our students and we hope to carry this into the following school year which isn't that far off there are some concerns and trepidation about the return to the potential return to full uh presence on school campuses and
hopefully by then we will be at that i i mean i i know that it is up to the district depending on what goes on as to how how far we can go and what we can do and whether these will still be here the masks but um you know it it's we're looking forward to it we hopefully our units will be taking the summer to take the time to evaluate what they have to do coming into the new year and hopefully there will be a renewed interest in wanting to do things on on-premises on-site and rebuild the communities face-to-face i don't know about all of you but i'm by now i am very very tired of the the faces in a box on a computer screen it just there's no there's something very impersonal
about it as much as we all laugh and and and look at each other and stuff i i miss the actual contact so have doing these meetings have has been really kind of neat because you get to be out and do um other than that um i would just like to thank the trustees and the administration for their continued support of pta over this past year and your cooperation with us and hope that on future things that do involve the need for parent input that you come to us first and get us involved and let us hit the ground with a boot with running to work with you on things we greatly appreciate everything you guys do for our students and with that that concludes my report thank you mr senna i would like to
also point out that we had a public comment to that effect about returning volunteers to campus today i just wanted to thank john for all of his work and pta's work over the uh the last year pta is such an important part of our school community and even though we're not in person pta has still supported all of our schools all of our campuses and in fact um at all of the um at every single one of the promotions that i attended um they thanked pta and in some cases thank them for for you know staying back and and cooperating so thank you we'll move on next to staff association representatives remarks i we have the south san francisco federation of adult educators welcome good evening president baker board members superintendent moore and and uh
trustees sorry brother cabinet um it's been a very challenging year for everyone and for us at adulthood as well um we got through the school year successfully we finished up classes on friday the 20th with celebrations of the achievements of our students and a great sigh of relief because we're all very tired too as i said it's been a very challenging year but i feel like the staff and the teachers and students at the adult ed program all managed to stay very flexible and our students were making able to make great progress toward their goals so i want to thank the board and the cabinet for your support of our programs with the recognition that we're all facing some real challenges in the year to come and i hope everyone has a great summer thank
you next up we have the south san francisco classroom teachers association welcome mr yano good evening superintendent president baker board members cabinet and school community i wish i could just stand up here and kvel for those of you who aren't yiddish speakers fell is the special feeling you have when you see your children or in this case your students doing well um i wish i could just bask in the glow of our promotion yesterday westboro from 8th graders promoted and i was so proud of those children getting through the second worst year of their educational careers um and thank you trustee murray for attending and i'm of course proud of all the high school kids who promoted today uh who they didn't promote they graduated we promote in middle school but i'm afraid i can't
just celebrate that without also thinking about what happened in texas and what's going on in our country in general being a teacher today is a completely different job than it was when i started 25 years ago the students that are in middle school today were born between 2007 and 2009 after the introduction of the smartphone many of these children have been looking at internet linked devices their whole lives the results are evident ridiculously short attention spans and worse a lack of connection with other children and to the real world in which they live what they see in here on their devices is so real so immediate so stimulating and so much more rewarding than what another human being has to offer that parents and teachers have a very hard time competing for their attention at
the same time the effects the effects of isolation from last year's lockdown are evident the lack of ability to socialize normally has been compounded by their reliance on technology for their socializing and their education instead of face-to-face interaction we have allowed our children to be become guinea pigs in a huge experiment the preliminary results of which do not bode well for the future of education or of huma or of humanity and of course it is not just children who are subject to the effects of the power of the internet and social media as we see and hear about every day it is said that the one million people who have died in the pandemic between that of the one million people who have died in the pandemic between one third and one half would not
have died had they been vaccinated that means up to half a million people refused to believe what their doctor was telling them because of what they heard online this is unbelievable and then there are the mass shootings we don't know yet what put the young man in texas over the edge and drove him to kill 21 people 19 of them of them grade school children we do know that the murder in buffalo was inspired by racist and anti-semitic conspiracy theories that he read online and of course there is the unwillingness of politicians to pass reasonable gun legislation that a huge majority of americans support this is the low-hanging fruit this is easy pass a law restrict uh automatic weapons it's a no-brainer but our politicians are no-brainers apparently the murderer invalidi was able to walk
into a store a few days after his 18th birthday and purchased two automatic weapons and ammunition no questions asked this is insanity this has to change thank you thank you mr yanno i'm told we won't be hearing from the cesa today mr malpati is not here so i'd like to move on to item i the personnel commission thank you president baker personnel commission met on may 17 at this meeting the personnel commissioners um ratified one position announcement and they also ratified uh seven eligibility lists the next personnel commission meeting will be monday june 21st at 5 pm in the district office thank you dr spalding moving on to item j items from the board any announcements uh anything on the board calendar or any committee reports seeing them we'll go ahead to our superintendents report
dr mohamed thank you very much president baker so i have several i will do my best to get through them expeditiously the first item is the golden apple retiree ceremony on tuesday the board personnel commissioners and cabinet hosted the annual golden apple retirees ceremony at cerra vista it was the first in-person event since 2019 our trustees provided inspiring words thanked our 27 retirees as the district bid them farewell each of our retiree was acknowledged the frame board resolution and employees who have worked in the district for 30 and 35 years were also given service awards we had 10 employees who received a golden apple in appreciation of going above and beyond in their jobs and i just wanted to thank all of the participants for this wonderful celebration the second item science garage poster session
on may 19th genentech hosted a scientific poster session for students enrolled in their second and third year biotechnology courses second year biotech students presented formal posters based on lab experiments that they had conducted as part of their coursework this year third year biotech students presented scientific talks on research questions that they were able to answer using bioinformatics while the posters in the talks were based on a single research experiment or project the event culminated two to three years of learning as students had to draw on understanding of a variety of biotechnology concepts and they were able to show off their ability to effectively communicate scientific information it was really impressive six students received awards for the quality of their posters the ability to verbally communicate their research and their ability to learn from both unexpected
results or failed experiments three of the student presenters are also recipients of future lab scholarships the district is really so very proud of the student presenters and all that they've accomplished we had a wonderful classified school employees week and i was delighted to celebrate our classified staff during that week they have worked extremely hard this year with the additional responsibilities caused by the pandemic and of course we all wanted to share how much they are valued and appreciated for their commitment and dedication and um it's obvious that our kiddos are in the very best hands in working with our classified colleagues so in recognition of their ongoing contribution at the district office we also hosted a barbecue for our classified district office staff this past friday promotions and graduations this year's promotions and graduations began
on may 18th and they conclude tomorrow may 27th with parkway heights promotion and south san francisco high school commencement ceremonies the district congratulates all of our students especially those being promoted and those who are transitioning out of our system again we are so proud of our students resilience their perseverance and their achievements and we wish you a wonderful summer and future for those transitioning to college and or career i did want to share a covid19 update and it'll i will be brief over the last three weeks from may 2nd through may 20th we have seen an uptick in coveted cases in our district this aligns with what we're seeing across the bay area so south san francisco unified is not unique during the week of may 2nd we had 13 staff and 41 students identified
as positive cases the week of may 9th we had 18 staff and 57 students and then last week we had 11 staff and 66 students identified and so we just wanted to share that with the board in the community we continue to strongly encourage the continued use of mask wearing washing hands regularly monitoring your actions and participation in large gatherings please stay home if you are ill test yourselves when you have symptoms we do have a summer school program coming up soon and we plan to continue to be diligent in our health and safety measures and my final item i would be remiss if i did not take the opportunity to thank all of our staff students parents and community for doing their very best in another stressful pandemic year the ways in which we
came together offered love and support and combat and compassion was tremendous i sent um an end-of-year letter out last night i'd included a video and our quarterly newsletter to not only express my sincerest gratitude for our community but also highlight the accomplishments in our district despite the pandemic i remain truly very proud to represent a district where everyone is dedicated to maintaining high standards and to ensuring that students always come first i also want to offer a special thank you to the board this phenomenal cabinet mrs allen cantley and mr nathan isla it has been a tumultuous two years and we have had to pivot very quickly make tough decisions participate in numerous zoom calls and meetings debate and defend what we believe is best and right for our students and community research best practices
handle and address concerns that have been raised keep our community well informed and involved and engaged and prioritize health and safety as well as communicate regularly and in a myriad of ways and just so much more and despite the stress the angst and our own challenging circumstances that individually people may have been dealing with i'm really proud of the fact that we continue to lead with love with kindness and respect we lead with an open heart a willing ear to listen with ideas to share and an open mind and i really am truly blessed to work alongside this board my assistants and this tremendous cabinet i know that i certainly and we certainly can't fix everyone's problems but i think we all recognize that we don't have to face them alone so i thank each
of you from the bottom of my heart for your service your love your care and your leadership it has been eventful and extremely challenging but i certainly wouldn't want to experience it with any other team so thank you and with that that concludes my report thank you dr moore now we're moving on to item l public comments for items not on the agenda comments are limited to three minutes per individual name and address cards are placed in the back of the room to be completed and given to the secretary i will call on individuals in random order who've requested to speak and each person may only speak once and is required to address the board from the podium this meeting is recorded and streamed alive individuals may address the board concerning school business not on
the agenda the public comment cannot be acted upon or discussed by the board unless it's placed on the agenda at a subsequent meeting in accordance with the brown act the board may request staff to respond orally or written or in writing in a future time right now i have two speakers cards the ones for lisa ferrari welcome you guys crack me up hello um dr moore president baker um board staff of staff friends um my name is lisa ferrari i am a preschool teacher here in the district i am here tonight to talk to you um about our program um i feel like we are i've said it before unicorns in the district we're kind of invisible um monday we met with dr spalding and his bargaining team to bargain our contract some things that
kind of triggered for us were that we um we felt that we wanted to share some information with you guys that you may not know about us um this is the first time we've bargained in 10 years our section of the contract and there's only 10 of us and i have two staff members here with me and there's several watching online that hopefully will be commenting as well um so we're a little tiny group there's just 10. recently governor newsome has put a lot of money into early education but one of the first things he did was increase our daily rate for our state preschool programs from uh 48.32 cents per child per day to 73. and 87 cents per child per day which means for us we used to rate our our 48 dollars
we kept our program running at that and now he's giving us all this much more money and he specifically said it's for staff salaries and for increasing our programs which we would love to be able to do um taking that 20 roughly 26 dollars per child per day times 21 which is what we usually have in our classroom that's 546 dollars more per day that we're earning um and some of the things that we would love to see happen obviously is a staff increase our salary increase the ladies behind me i am a 10 month employee so tomorrow's my last day um and then i have the summer off these fabulous teachers do not they work all year so when i have two weeks off at christmas they don't i get three days for um
thanksgiving they don't i get spring break off they do not so unfortunately that's how it is they're the 12th month and on the 10 months so that's another thing you guys probably don't realize about the children's center staff but there's only eight of them that are 12 months there's two of us that are 10 men so really we're just asking for a fair offer they offer the dr spalding's team which i appreciate we had a very positive monday um the offer that they put forward was a little bit lower than we had hoped for based on the new numbers that newsome has given us we stayed as sustainable at that 48 and we definitely could do more with that 70 73 dollars we would love to see a bigger increase for our staff um we
work really hard for it we work through the pandemic we have kids with ieps just like k-12 i mean we're exactly like them so we would appreciate to be recognized as that thank you next speaker's card is for sherry giusti good evening president baker and members of the board and cabinet i am the union vice president and i am also the bargaining chair but i am not here actually to represent the union tonight um i'm here to represent children today i said goodbye to my 30th class in the district i felt lucky i was able to do that after learning of rob elementary this week how much longer can i rely on luck tonight i am here to represent our children your children and your children's children my home school monoverti still remains unprotected from
anyone who cares to enter the children in my class are sitting ducks and what happened in texas could happen to them it is time to fortify the schools in tech in our district because some are just like monoverti with public access manaverti is losing a fabulous night custodian by the way because she is afraid to work at our school at night by herself the capability to secure our schools is possible if you spent hundreds of thousands of dollars on germ disinfectant machines surely you could invest in secure schools i know you have reserves that need to be spent this year i am asking you to be proactive not reactive like the current safety plans we have at our schools if we cannot keep guns out of the hands of child killers then we need to
keep child killers out of our schools we cannot afford to let our children be sitting ducks we cannot afford to lose even one life to gun violence that's all i wanted to say thank you thank you that was my last speaker's card is there anyone else who wishes to address the board seeing none then we'll move on to item m as in mary the consent agenda these items are submitted for board approval one motion will authorize action for those items so designated any request to change or pull an item from the consent calendar i do i have one comment uh dr shea sure uh which item do you wish to comment on the number two c so agreement with san mateo county community college can we add district so it's a correct name for the
district for the dual enrollment partnership with ssf usd that's it thank you thank you i think we can make that change and add it back into the bulk of the calendar any other changes then i'll entertain a motion in a second for the consent agenda so moved with the change that dr shay recommended i second thank you because we're we have a remote member today we have to do everything roll call so roll call vote please trustee yes trustee murray yes trustee richardson yeah president baker yes okay we are moving on to item n as in nora information only for presentations our first is a presentation from educational services and teaching and learning about alternative education mr irish thank you president baker good evening everyone with us this evening is the proud principal of baden
high school and our alternative programs in adult school mr steven redmond he will be sharing some information about both programs here and what occurred in the 21 22 school year good evening principal redmond thank you uh mr irish first i would like to thank uh board president baker board of trustees superintendent moore and cabinet and the community thank you for the opportunity my name is steven redman and like was said earlier i'm the principal of baden high school and administrator for south san francisco adult school you guys have seen this slide but the reason why the next two slides are here it's just a follow-through that we're in line with what the district goals are and i think uh programs at baden and south san francisco adult school support what our district is doing as
far as all lcap goals as far as uh the infamous bus one thing i wanted to focus on here and i want to talk about baiden first if you see the ee's experience exposure embrace and excel my eyes are going bad uh one thing i want to talk about baiden um those that come to the campus you really feel the the energy that happens on campus and one of the things that we do and we try and uh provide for students is a positive experience when it comes to education many students come to baden have struggled in the past so we focus on providing a positive environment that they can be successful next we really focus on exploration we really are into not only getting them to graduate but seeing what else is out there
with our i'll talk a little later about some of our collaborations but especially through covid you really realize the importance of what students are doing next so giving them exposure is the huge thing that we do at baden and south san francisco adult school next is embracing embracing their um they're going to graduate and what what are they going to do next and you have some students that actually will self-sabotage at the end of their journey just because they're worried about what's going to happen next and last is excel we really want when they leave to have some momentum the confidence that we feel they build at bait and helps them um transition and excel when they leave so we really focus on those things at baden baden family who are we and i can
speak uh to both sides of my responsibility each side is truly a family at baden we are student centered the most important people at our school are teachers teachers are the ones that deal with the students every day and they're really focused on providing instruction for students so they can be successful our office staff when you enter our campus students feel welcome parents feel welcome we really think it's important to provide that environment for all stakeholders counselors versus administrators and i'll put that up there that is not a negative that's actually a positive and it's really the role that the counselors play with myself and this prasad um i hate to use gender terms and where we're at but it's really like the um with me and the counselors of mom and dad and the
account students really can talk to the counselors i provide a different role more of a heavy hammer i would say and it really works i think students buy into it i think families buy into it and it it really creates that positive atmosphere at baden and then it goes to our mission our mission like i said is to really provide a positive experience for students to feel successful dr shay and board member richardson and uh dr spaulding we're at our graduation and when you listen to the speeches of the students you kind of feel it it really sums up what we do at baden and it was really good to hear that what did we learn this year as far as covet our numbers are lower and you'll see at the data um in past
um we didn't get an increase from last year but our numbers were low and part of that is due to ab-104 some of the students that would have come debating in the past stayed at south san francisco high school in el camino so that was a reduction in enrollment for us and like all students attendance was a major issue our counselors did much more home visits than they have in the past and it was really some students really getting them out of bed and and talking to parents students really did not want to come to school and it was a thing that we dealt with all year and that's why i think i was so happy with the number we turned out as far as graduation because those are the students that stuck through and
finished and then the last piece which again when we talk about covet and actually i would say everyone not just students i think adults also we've all been dealing with with stuff this year but we found there was more stuff going on with students especially coming back from being home the previous school year how we adjusted like i stated more home visits more one-on-one time with our counselors we most uh seniors if they do not finish at baden they transition to adult school but this year we had made more of an effort to keep our fifth year seniors at baden so they could finish with us and a lot of them needed that extra year to kind of recoup recoup from last year and it goes back to the quality time with our counselors we
have i would say more uh probably half the days of the week we have students who come back who have graduated and this might be just a checking with the counselors checking with myself and they really feel that family structure and i think that comes from the time that we spend with students getting to know them and feel what's going on at home i have three data slides the first one looks at our attendance as you see from the previous year 2019 to 2020 we did go down but this year we did go back up number of graduates it was really low last year but again we went back up and we actually had more students graduate than the year before my expectation that those numbers will keep going up moving forward and last you
see our graduation rate went up to 74 which is a big thing for us we really want that to go up even more next data slide is just really focused on two groups number of sped students was a slight increase and our number of english learners decreased from the previous year and i think that's uh i would say kudos to working with uh both high schools and and keeping them in the programs at the comprehensive schools and this is something we are working on is for providing a stronger program for our english learners but we're not there yet last slide which is the really i think these slides really um tell you what what happens at baden one of the things that i talked about earlier is is transition and the number of students taking
community college courses that was lower this year we normally do a collaboration with skyline community college and have a college and career course our first semester we did that class but it was virtual and it really would i'm not going to say negative but it wasn't a good uh way for students to learn so we didn't have that second semester but it's something we want to bring back and i think it's important having those type of courses for students at baden for those that want to transition into skyline next [Music] i'll look at the burgundy the number of top credit earners we get report cards every six weeks so we really uh make a big deal about students who receive 12 and more credits every six weeks so we have a pizza party kind of
small token i mean you have students that have never been rewarded for their grades and it's kind of a big deal there's actually one student i think of in particular that was was so happy that he you know was a top credit earner and you know had his little certificate and it was really the first time he brought something home that was and connected to school last is student students receiving work experience most people know where our students are done at 12 30 but a large percentage of our students work after school so they go directly to a job i actually had one student this year who worked the graveyard shift and would come to school like after he got off because he was trying to finish so it just speaks to what baden is
really about and i'm really proud of my staff and what they do and the type of experience we provide next i'm going to talk about south san francisco adult school again i want to give kudos to my team at south san francisco adult school those that are able to come to south san fran south san francisco adult school when you walk into the classrooms you really feel the vibe of the students our esl students in particular uh we we had um our teacher president talk about some of the hurdles that they went through this year but these students really want to learn english and when i say students i mean adults and it's really good to see the passion that the teachers have towards them and how dedicated they are as far as getting their
uh language proficiency next we have our ase program it's our adult secondary education it's our high school diploma and our hiset program our hiset is similar to the ged it's an equivalency exam that students uh can use in in uh to finish high school we uh this is the time stated and one of the things we added two years ago was edge annuity and i mean there's pros and cons of edge annuity but it did provide a model for students to work from home and one of our biggest pieces are a career navigator our career navigator is someone who helps the students transition into our program and transaction now so working with our partners and students that want to go to skyline community college this this person is real important in those transitions career technical
education this is one area that i'm probably the most proud of but probably also the area that we need to work on more we have um some programs that i think are beneficial to not only south san francisco students but the community modern office technology we have a course it was a virtual course we had a virtual job fair and an open house and it's a class that's given night virtually and we actually had employees of our district who participate in that class next is our skyline college partnership for early childhood education pathways are the big word i think for all schools and like i said when we talk about covid and students transitioning we need to have more pathways not only for south san francisco unified but i think having up those opportunities at
adult school not only help us our students but help the community next we had a job-trained partnership this was big this was a new program we had this year working with jobtrain it was a forklift training course it was a six-week course and one of the videos you'll see is one of our esl students who participated in the course this is evidence of us trying to connect with some of our partners to create opportunities for our students last um we and i'll go over to casa's test in a second but we get our funding based on how students transition and a lot of our esl students they we have five levels and after you get to the fifth level is when you would technically transition into skyline courses but many of our esl students they
stop at level three because they feel they've earned a lot enough english um for now and and they don't continue through to the course so i've been working with my team and our students to to provide courses that keeps them embedded in our program so they can learn english and really focus on what career they're going to next we call these bridge classes and this is something that we really want to implement this coming school year you have the flyers for uh this is the modern office office technology flyer the early childhood education flyer and the job training for cliff training and i actually have a video that i would like everyone to look at hi my name is alejandro cruz i'm from dominican republic i've been in united states for eight months i take
a english class in so san francisco adobe school i also talk the folk left class and we'll get a ocean ocean car in fort left self decal [Music] stay close to that car okay as stated this is alejandro cruz and the reason why i picked this uh video because it really speaks to what our adult school should be it should be a place for adults to come whether they learn english or receive a high school diploma but they can transition that into the workforce and as much as graduation is important i think the times were now it's important that they transition into some type of career so our goal moving forward is really to provide these type of experience for all of our uh not only our students but south san francisco community what have
we learned in the last two years our enrollment has dropped you see we went to over 1 000 students down to 600 and that was due to the pandemic many uh parents you know were home with their children so just the energy to be able to come to school at night or during the day was not there so we did have a drop and one of our focuses to move forward is to increase our numbers not only back to where they were but to improve and like i stated there's a need for more career technical education programs and then working with our partners we i'm getting contacted by partners like i said like job training that want to have programs at our site one of the things um years ago when rop was taken away
you know there's been a void and we're part of an excel consortium with some of our partnering districts and we're really focused on providing those experience for the workforce and like i spoke earlier we've seen an increase in the drop of students transitioning in our esl classes now the other way we receive we receive funding is based on um our our testing we all of our students receive a costas test and this test students take when they enter our program and they also take it at the end of the year or when they complete and if you look at our levels we exceeded the state average in in um all five esl levels and uh exceeded the three levels in in the california state goal so this is the data that we use at adult
school which is very different than our k-12 students but i just wanted you guys to see what this data looks like for south san francisco adult school our goal is moving forward to increase the number of students who complete their high school diploma in hiset create cte classes that are embedded and create true pathways that feed students in the certificate certificate programs thank you [Laughter] thank you questions so i'll open it up to my board members for questions and comments uh trust vice president richardson do you have anything to share oh yeah thank you mr redmond that was you answered every question that i had before you until you know as you went on and with your uh presentation but i i am pleased to see that this is the campus that we hold our
meetings and is so quiet and peaceful and i think this is what the kids really enjoy we visit one of your classrooms during the year and it's it's a the chemistry between your teachers and the students themselves is just uh great to see because they respond so well and you wouldn't think that some of these students had the issues that they are here because of because so i i'm pleased to see that and the fact that when i saw the graduate the graduates present their own stories it was just very moving to me um they were they they were in other schools private schools even i and they've come over here and they found a family like you say and so welcome so i appreciate everything you do i i really enjoy seeing the the
forklifts classes but i had a question it now do you have the classes on campus with the equipment here and yes actually have that yes that's amazing i thought maybe you had somewhere else you took them in some other place but that's great and they have to be certified it's not an easy job to be a a forklift operator it's it you know you could actually get very much hurt if you're not trained properly and there are positions there that i i've known about i've heard about so uh i you know great great presentation thank you mr redmond thank you uh trustee murray hi um thank you for your report i always loved going to the baden graduations i missed it this year but they're always so joyful i just i love it um i
had a question about the adult school and i like your idea i think we should have more pathways so um career pathways and and so anything any way that we can move in that direction i think would be great um who's eligible to attend our adult school anyone anyone 18 or over so in san mateo county or just anywhere i mean you should you would be a resident of south san francisco but we have students that are outside of south san francisco that attend our school okay and um do we advertise our our adult school we do but that is something we could be better at where do we advertise you know just i mean we do mailing but one of the things that me and my team have been talking about is more you
know social media i mean is as mr yano stated our students are you know online so whether it's um instagram facebook we should be advertising on there also we do a little but not to the level that we should be and we're actually working with our modern office technology teacher who um is well versed in marketing so that's some of the conversations that we're having about getting our programs out there so more people know about them okay well thank you very much for the great report and um i might have more questions but i'll send them your way thank you so much now toss it into the easter to uh dr shea do you have any comments or questions yes i do thank you so much uh president baker uh thank you for the great
presentation principal redmond uh as uh vice president richardson mentioned that we attended the graduation it is so moving and so inspirational uh to hear from students story and we really appreciate your leadership to help our students who need slightly different support in which you provide it and they show their success just show how you support them um so well so thank you so much for all that work and i also want to comment i really like your goals for the future um especially the the cte courses that are embedded into our esl program as i mentioned before i was an esl student when i first came to the united states and esl if there's no context contextual courses accompanied with esl it become a it become a not important um courses because then there is
no incentive for students to move on if there's no something to attach to the eso so when i see that you strongly advocate for that that is um that is wonderful thank you and then another one is the pathway um create a true pathway feeds to a certificate program or degree so those are um like the the trends for not only uh k-12 district but also community college as well so i just want to um thank you for these great goals and if there's anything that board can support um please do let us know thank you mr redmond i'd like to thank you for the presentation just a couple comments first i'm really like the bridge classes the idea of them i really appreciated hearing that from alliant andrew there and i would love to
see an expansive cte proposal make its way up to this level for us to vote on um one thing i didn't want to ask about you you had a slide back about the results of covid and you talked about how a lot of students are suffering from social socio social emotional trauma sorry been a long day a lot of graduations um but you know the baden students can be especially susceptible due to whatever life situation they're into such trauma can you tell me a little bit about the mental health support you have on campus and a little about the student awareness of their existence so we we have um we've had support we have a ysb counselor that comes in and helps support students and the one thing i will say that helps but really
the work that's done is by our two counselors i mean when you you know i'll walk by a counselor's uh office and it'll be a student in there for an hour and you see crying and they are our counselors are really well versed at getting our students to open up and if through the counselors they find out there some more counseling is needed then they will refer out but i really think the work is done with our counselor and i think that's built on trust in the community that i talked about like you can have people coming outside and this is no knock to anyone but the level of trust that happens at baden is what why students open up so i think our process has been to use our counselors first and any type
of services that are needed afterwards they would refer out and the students are well aware that definitely definitely well thank you so much for your presentation it's always good to hear from you it's always good to be on campus see outside of these meetings too so thank you so much we love when you all come by so we appreciate that again information business services item 2a has been postponed to a future meeting so they'll go to item o in our agenda presentations with a potential action first up we have educational services a performance management management ela and math scope and sequence mr irish thank you president baker good evening once again with us this evening from educational services is jason brockmeyer he's our director of innovation community outreach and special projects he and um are
he oversees our content costos teachers on special assignment ela and math and science and he is going to provide an update on our progress on our scope and sequence in ela and math and our progress on our redesignment of our elementary report cards good evening mr brockmeyer good evening president baker board and dr moore and cabinet so tonight i will be giving an update on the ela scope and sequence progress and also the elementary report cards so the current work that we've been doing on as far as kind of the creation of the scope and sequence is really focused on lcap goal one and providing a high quality curricular program by what we call you know what others call what we are calling our guaranteed viable curriculum in language english language arts and mathematics and
as we really shift into next year we'll start really focusing uh on lcap goal 2 around the professional development of the implementation of the scope and sequence the main focus of our current work aligns with the seats in the car clearly defining the standards all students must learn and clarifying what the grade level expectations are for each learning outcome moreover the wheels are also a key component of the work as we create high quality district common assessments the outcome for tonight the outcomes for tonight are there so really reviewing the what in the y scope and sequence how are they created provide an update on the overall progress and then dive into the elementary report cards so over the last several years uh and over the last three years pre-pandemic teacher teams have been working
hard to collectively collectively define the district's ela and math guaranteed and viable curriculum through the development of the ela scope and sequence so a guaranteeing valve curriculum is really what we're saying is when we talk about guaranteed what are the essential skills and content knowledge all students will learn and when we talk about viable it's making sure that both teachers and students teachers have the time to teach the skills and the content and students have the time to learn this is often referred to you know as one of the most powerful levers we can pull to support student achievement this is all grounded in the professional learning community four essential questions you know we believe as a team that plc's are the foundation of effective collaboration and the scope and sequence pro process answers the
first two questions what is it we want all students to learn we're going to talk about priority standards and then how do we know they learn it and that's all driven around are just for common assessments in the process of analyzing the data of those assessments so the scope and sequence is really made up of three parts first of all it's a a guide for long-term and short-term teacher planning the three parts is really the priority standards we're going to get speak about those a little bit more common assessments and then the unit and trimester planning documents which has aligned curriculum and resources so the process that teachers have engaging in uh teacher teams led by the the the tosa team is really a pretty rigorous process it's all based on larry ainsworth's work um
and basically they're going through this process continuously so again this started all pre-pandemic went through a couple years the team actually made a big shift as it went to distance learning all the focus turned to supporting teachers uh in distance learning then interestingly chief of the core who were involved with the creation of the common core they came out with their own recommended essential standards uh so then as we last year we actually spent a lot of time looking at the essential standard the priority standards that we'd identified did a crosswalk with the the recommendations they made and like the final revision process of our priority standards so what you're looking at here everything's contained on our district scope and scope and sequence website so what you're looking at here is actually an elementary launch
document and what this is is the first thing that teachers will arrive to that is part of our scope and sequence what you're looking at there is our priority standards and what those are are teachers the teacher teams went through a process to really identify what are those essential learnings that we will guarantee all students will learn and then their sequence throughout the trimesters and those are the areas and times where teachers will focus on ensuring that students are meeting those outcomes it is important you know to to comment that even though they are priority standards a lot of people think this is all you teach but if that is not true there's a lot of other standards um and those are generally viewed as supporting standards when we talk about priority standards this is
where the bulk of time teachers should focus their teaching and learning and this is where we drive and monitor student learning through our assessments so all of our common assessments are aligned to the central standards and again the bulk of the time should be spent uh moving students towards these standards interestingly like if you really think uh prior common core they did a lot of research they you know looked at various content areas and standards and the research kind of showed you know in order to really meaningfully teach all the standards that were laid out uh take about 22 years right common core made a big promise that they were going to reduce the standards right and they did by number in some ways you could say yes the standards were reduced however when you
look what they really did add is one they combined a lot of sanders into one and two they added a lot of depth and rigor so in actuality when you really look at it you know time hasn't been reduced as far as the expectations of the standards so really going through this process and really trying to slim down what it is teachers you know need to focus on because it's literally impossible to cover it all and really moving away from hey everything was covered and what we teached what students are going to learn this next document is again found it's actually one click away off the launch document this is our unit and trimester plans these documents provide further clarity by providing student-friendly learning targets that are then aligned to curricular resources so we take
a big standard teams broke down those standards into learning targets and then actually put into learning progressions the way in which we should teach those to get to the to the outcome and the goal of these is really to provide resources resources and learning activities that align with the standards and the cognitive demands of the learning targets and again these are meant for teachers to utilize it's part of their planning process then lastly the last part of the launch document are the common assessments these are all located at the bottom of the launch document the ls the these are what we refer to as high quality assessments they are aligned to the priority standards and the reflect the rigor of the standards um common assessments are really the the foundation of plc work because they're
providing reliable and common data to the teacher teams to review and look at the impact of their teaching um you know the the you know the ultimate goal when we talk about what is it we want students to learn how do we know that what if they've learned it and then what do we do how do we respond to students that have it and how do we respond to students that have this is all focused around the common assessment process so now just uh really quick updates on kind of the progress of of the different areas of that we've been working so with elementary ela we've made tremendous progress the only thing there as far as our common assessments is we actually elected um not to complete the trimester three assessment and that's really because
uh elementary has uh a lot of mandated assessments a lot of other assessments and we really want to look as we implement our our two assessments next year on kind of the you know are they are they meeting the intended purpose and then draft those trimester three assessments next year we know we cannot administer them next year just because of how much uh how many how many assessments elementary teachers uh are already using so we just really want to make sure they're aligned to the purpose of what we're trying to do with elementary mathematics it is important to note that we did not have a formal math elementary tlt uh most of this work that has been done as far as the progress here was done by our two fabulous math ptosis and so though
a lot has been created next year this is a big area of focus where we are hoping you know that with uh with with hoping the teacher capacity is there that we could form a tlt and those teachers can actually go in and look at a lot of the revisions uh go through a revision process with what was created so again because of achieve the core they've uh they provided the priority standards uh the the two math doses went through and sequenced them according to the curriculum they identified mars tasks to support uh the outcomes but again we really need uh teachers eyes on on the work so that they can help provide input and and provide revisions secondary ela again a lot of great work when it really comes to just the unit documents
being finalized this is across the board an area that we really want to see and something that we're very curious how do we make these these unit documents that contain these resources and these learning progressions how do we really make it meaningful and usable for teachers and really until we get into implementation until we're working alongside our teacher and our teacher teams with these documents it's really kind of hard to assess so there's a lot there but it's really about making them meaningful and usable and it's a big question we've had and we get from teachers how do i use these and so next year we'll explore that in a lot of detail and then secondary mathematics again very much the same so really over the last couple of years a lot of work through
a pandemic ultimately to arrive at uh really coming to what we call we're finalizing these documents i do think it's important to know that they're never truly finalized we're always going through a process of can we make them better i will say when you know we talk about priority standards that you know there probably won't be too much shift there but as far as all the internal workings when we look at the assessments uh when we look at the unit documents that yeah they're always kind of a work in progress we're always trying to make them as user-friendly and to meet the outcomes and the intended outcomes so really we're starting the uh with the team is really starting to focus on implementation uh the team has been working over the last couple months and
a big shout out to uh lottie who is our bits advisor who's really been supporting this process of going through and really thinking about what does implementation look like and so when we really think about implementation we're really thinking about the collaboration inquiry cycle right and bringing teachers together again thinking about those plc questions and going through this process right and really making sure ensuring that all students are meeting the outcomes we're trying to be very thoughtful next year as we roll this out uh and again we we have a plan we've been sharing with principals seeking a lot of feedback and then really thinking how is how are we going to support this when we roll it out and so these are just the different ways uh that we will support it as we
roll it out really thinking uh you know about providing the structures and the protocols for these conversations to occur really providing communication an implementation plan we have a multi-year really focused on next year but then thinking you know what does this lookout look like for the next couple of years um and then really supporting our site leaders and our ilts our teacher leadership teams with carrying out the work because we do need a lot of support when you really think of of the amount of teachers that are engaging in this work and that gets to the elementary report cards um so the the elementary report cards um the work of the revision started prior to me being here in this district so a lot of work had been started it actually carried forward as i
came to this i wasn't involved in the work at that time and then it kind of stalled out and so this year um a team of a tosa team got together our elementary toaster team got together found some folks that were really interested in finalizing this work and then went through a pretty rigorous process on a really strict timeline uh to finalize the revisions and again when we speak of things being finalized it's really kind of closing a chapter right getting to a point where we feel really good about implementation and then knowing that we again we need feedback uh from from our sites from our teachers from our site leaders from our parents right because they are the ones receiving this information so as you can see it was a you know pretty uh
they met a lot uh and again with everything else going on uh this year it's a lot when we're having teachers come meet after school so really impressive the work uh and the thought put in it and not only was it just the meeting uh there was a lot of pre-work so really asking them to to read and build background knowledge as coming together so um yeah it was a very uh very uh at times painstaking process i wish we had more time because there was just a lot of conversation to be had and there's a lot of components but we did get to a place where we feel good part of the committee's charge was really to define the purpose you know why why do we give this report card and through this definition
is really where we try to anchor all of the work right always coming back well what's the purpose right and really thinking about who is that who is that end user which is our families and why are we communicating this right so really making sure that families are clear on students progress towards the learning outcomes a really another really neat aspect of this is these report cards are directly aligned to our scope and sequence right which then are aligned to our common assessment so at the elementary level we have brought a lot of alignment and a lot of learning along the way um again most of my background being in secondary last couple years really learning a lot about the elementary process uh but just even learning that from within sites and across sites that
we're all a lot of reporting is differently and so uh just really learned a lot we're gonna bring consistency of how we're reporting out to parents one of the recommendations made through the committee uh through a lot of debate uh and a lot of conversation was um and something that we actually discussed last year is the removal of letter grades um as we're kind of going through this process it was uh some things just to note is our board policy does not currently align to our ar so in our board policy it does state that you know we do not issue letter grades uh in elementary and then when we get to our ar it actually does uh it referenced that we will issue letter grades to grades four and five uh i think as
you all know we do currently issue letter grades in third grade even though it's not part of our ar so the recommendation of the committee uh uh was to then move forward with the removal of letter grades uh it it was a it was not complete consensus we did get 70 percent of the committee to uh to agree to move forward and last year we we issued a survey and we've got about 75 of that was issued throughout the throughout all staff about 75 uh recommended the removal of the letter grades and then we're some shifts to the language of um the rubric we're using to report those learning outcomes um again just trying to bring consistency to how we're reporting and ways in which that meets the purpose the outcome stated the purpose of
our elementary report cards and then really just our next step so we'll be submitting revised language to uh the board subcommittee for review we are going to uh the team is currently working on an implementation plan that will actually it's directly aligned to our scope and sequence implementation because again everything's so closely aligned and so we're currently working on a plan thinking through what does this look like over the next couple years as we roll this out and then really spending next year getting a lot of feedback one thing that we have not gotten feedback on is is from the families right making sure um you know can you understand the information we're providing you like does does this report card meet the defined purpose and so we are planning as we roll it out
next year to make sure that we're not only getting input from teachers and looking at revisions but really input from the families who are the you know the intended recipients of this information so uh a big thank you needs to go out to the tosa team all of this work was really uh completed because of their their leadership uh this work is really really hard this work has spanned over a long time and uh there's just uh bringing teams of teachers together uh and and to reach consensus and and to do it's it's it's it's work that takes a lot of thinking and thought and preparation um and they have just done uh absolutely amazing job over the last couple of years to get to where we are today and then another just huge shout
out what did i just say shout out uh to all of the teachers the teacher leadership teams uh i actually had a page and i started listing all the names you wouldn't be able to read them all so uh over the last three years uh these teachers that are just taking the time to come again after school uh and and again just come and get engaged in thoughtful uh conversation provide great feedback um it's been a long work it's been a lot of work it's been a long journey um and uh it's just amazing to see their dedication you know to to the process to our students and really trying to make things right um so just a big shout out to the team and enter the tlts for all the work that that they've
accomplished uh as we move towards implementation so thank you mr brockman uh open it up for questions i guess i'll start on my right this time i don't have a question but i do want to thank you and and everybody who worked on this this is i remember when we first had the um the the presentation on grades when we first spoke about grades exactly what you said the the the mindset was what is the purpose why do we give grades do we want to do we want the kids just to have a grade or do we want them to actually learn the material and i think this this completely encapsulates what what we wanted to to show the the parents is that um that they're not here just for grades we want them to
understand the material and this report card is wonderful you know so thank you very much and thank you to everybody who worked on it and scope and sequence we're moving along perfectly and i i appreciate that as well thank you trustee richardson thank you mr brockmeyer this is very engrossing to me i had a question however i get i can't help but think that are we cramming uh content into the children's curriculum at an earlier age i just see that the kids are keyboarding earlier you know used to get maybe in high school to learn how to keyboard as an elective and now we've made them learn in the third or fourth grade i believe it gets earlier and earlier i think pre-k's do it i just so so that is one of my questions
are we expecting the children those children that can't learn could it be just maturity that they're just not ready to pick up on some things like math or is that true or is is that uh not an accurate pers that's my perception the so i mean the so cal you know california sets the state standards you know i do um part of the scope and sequence process is really understanding that there's such such breadth of the standards to really focus in on what is essential right that's the whole process is there is too much uh i am a firm believer that all students can learn but i think it's really providing again the teachers uh the the time the clarity what is it that we do want kids to learn let's all get on the
same page let's all collaborate and work together to support all of our students to get to those outcomes um so i think that's what's really neat about this process it's it's understanding that there is so much how do we get it to what's manageable how do we really determine what is essential and then work together to get kids to those outcomes um there is a lot uh and it does start at an early age um so then it's really just about you know uh you know getting focused getting clarity and uh generally speaking if teachers are extremely clear on on the learning outcomes and if kids are really clear on the learning outcomes generally everyone's going to get to that outcome so is the is is technology uh helpful to you or how how does
technology fit into this this is really is it helping or i'm often wonder about that i mean technology can definitely be used in great ways these programs that we we approve all the time you know are they getting through these children and the ones that can't learn and the ones that know already too much too soon and we can't really provide them with enough content to uh keep their mind uh occupied and focused and attending i would actually say that that is the benefit of technology is that you we can differentiate uh via technology ways to support all students so you know those you know those students that have mastered uh the content and skills you know we could utilize technology to keep them engaged in the learning process and then for students who still
need more time to learn again we could take that we could utilize technology to support those students you know we're always trying to move all students uh oftentimes you know certain groups of students kind of are stagnated because we're trying to maybe move other students but you know i think uh one of the benefits when technology is used well is that then we can differentiate within a classroom uh with that use of technology so that kids are all getting what they need when they need it well i appreciate this presentation it really was important for me to hear where we're at in this process thank you all now uh that's dr shea thank you thank you president baker uh excellent work uh mr brookmeier this is an another exciting uh another excellent presentation and this
work is uh amazing and exciting so i just want to put this uh preface there and i'm i have several comments i'm so amazed to see and so pleased to see the guaranteed and viable curriculum this is our foundation and i know this is not easy work um as you describe and then with my experience this is her very um hard work and how you make sure that we have the guaranteed for all students guarantee the curriculum and also for our students provide enough enough instructional time for our students to learn so those really is also equity uh what the district wants to achieve from the equity standpoint so i really um thank you to for your leadership and with our test uh teacher leaders uh doing this work and then another comment i want
to make is uh the scope and sequence that sequence that you lay out priority standards and then aligned our curriculum and resources to the priority standards and our common assessment to assess those how students learn on those priority standards those alignment is it's not easy to make because it's the layers after layers so with this framework i truly believe that once you roll out we we should see our student achieving to their level right so yeah i mean over over time and there's a lot of research to support again when there's clarity on on the learning outcomes when you support a structured process to really utilize data to see what's working what's not and then teachers is really coming together to support each other in in all students learning so uh when done well there
there is a lot of research to support that we will see gains in student achievement but again it is a process uh and uh you know it will take time and but this is definitely we we've gotten to that first step and now we're getting into implementation uh and that's where really uh you know it is kind of a next phase that's going to take some time but but yes uh you will know if we're doing it well if we're seeing increased increases in student achievement wonderful and i have two more questions so the one uh this scope and sequence is you talk about the vertical alignment right which is excellent one great next next grade and then each grade they are aligned and then is this scope and sequence also talking about can you
articulate the horizontal alignment so if one teacher the the third grade teachers they have three classroom for third grade is there a process that they can do the horizontal alignment yeah i think that's when we you know think about you know teacher teams getting together and and this is that uh if we're talking about the same teachers teaching the same content area or an elementary a third grade team coming together so what they are is they're looking at this document this document is is uh providing the destination of the learning and then they're coming together uh and really thinking about okay how are we you know how how do we individually and then collectively move students towards these targets uh ideally when we think of district common assessments they're occurring on longer time frames in
an ideal world you know teachers weekly are looking at you know utilizing exit tickets say here's our weekly outcome here's our uh you know here's our formative assessment uh and then hey what's working what's not you know how can we support each other and ensuring kids week to week month to month and then at the end of the trimester are getting where they need to go it's really the power of the team one of the biggest collector collective teacher efficacy it's really when teachers are coming together one they believe that they can make a impact and are really working towards making that impact it's one of the highest levels that we can pull to increase student achievement wonderful and the last one is i really like the way you asking these four essential questions the
backward design those four are beautiful uh number one and two as you mentioned is scope and sequence number three and four i know probably that's after you implement this process then we hopefully will be able to see how will we respond when some students do not learn and number four is how will we extend the learning for students who are already proficient that to me is equity there the students who learn well how can we support them even more students who did not learn well how can we support them and make them to close the uh achievement gap so down the road will you be able to once we implement those will you be able to bring the progress back to the board so can share with us yeah i mean so we can show
you know you know the progress of the implementation so looking at like next year really thinking through utilizing our district-wide collaboration implement and then yeah looking at what is that data and then over time you know we are hoping that we can see you know those group uh growth in those uh certain subgroups that tend to underperform and then you know really be able to say hey this is what what what teacher teams are doing and deciding to do uh you know to to move learning forward i like to i like to use the the analogy of a you know of a of navigation right it's very much the same concept the one the essential piece of information a navigation app needs is is the destination right so that is our priority standard through this
process teachers are allowed to take the different routes but then over time we'll be able to determine what routes are most effective right and so that's really kind of the way the scope is it's very similar is we're setting a common destination we're agreeing to all get to that destination and then initially we're all allowed our routes to get there and then through the through our analysis of data we'll determine what are the most effective routes and you may have two totally different routes that that get to the same destination in just in different manners and that's great but like you know if there are routes that are taking extremely long then you know we want the routes that are more effective to be shared and that those we can incorporate those and so over
time we'll be able to see you know what are those routes that are the most effective what are those practices that are being implemented um that are the most effective so um yeah so we're you know definitely this is you know this takes time to the first step is really uh and then supporting staff with really understanding what are these documents how do we use them we even have a lot of learning about how do we actually use these documents effectively so really next year is all about starting that supporting that implementation uh and really working with teams of teachers and thinking about like hey let's how does this support what you are doing really in bringing teachers together uh getting back to student learning and after the last two years with teachers and and
just you know kind of getting back to you know the collaborative process so thank you for your leadership and kudo to our tosa and our teachers thank you um mr buckmeyer i think you answered my first question just now with dr shea was about the uh teacher training and outreach you know and collaboration how we're going to get them to buy into this but so i think you just addressed that with the teams of futures and stuff so my second question is actually related when we get to the the uh report card area are we going to do a lot of parent outreach on how to where how to read it and how to understand our thinking here because i just know that next fall me or whoever's sitting in this seat is going to
have like someone calling them and saying we're quote-unquote dumbing things down by not getting litter grades which is absolutely not the case here um but um are we going to be doing any outreach to kind of let the parents know our thinking and what we're truly measuring here yes yeah definitely so that you know they are the intended uh recipient of this information and so with these shifts like we do want to uh make sure that we're engaging them informing them instructing them on here's the purpose here's our rationale for where we got here and then what's your feedback um you know we've been really looking at it from a lens of educators right uh so we really do need you know the the the parent guardian view uh our is what we're laying out
does this meet the purpose right and is it understandable to you and can you help is it providing information to help you help your student right so definitely going to be spending time informing parents educating parents and seeking their feedback thank you very much for your time and i think we have time for one really brief thing before we have to take a break and that would be action item 1a approval of the standards based grading for the elementary's report cards oh yes and thank you for your presentation i was really hoping to applaud you by having passed the resolution but um action item 1a is approval of the standards-based grading for elementary report cards staff is recommending the approval of the standards-based elementary report cards to be implemented in the 22-23 school year as
presented to the board may i have a motion excuse me president baker are we going to take a break yes after this item then yes thank you it's been moved by trustee murray seconded by trustee shea rocalvo please trustee yes trustee murray yes trustee richardson president baker yes and with that as uh vice president richardson said we do have to take a uh 10 minute break so i will see you all at 8 41. good evening i'd like to call us back in the session we are information and discussion item business 1a business services the main revision of the governor's budget assistant superintendent oh i believe this is you okay thank you president baker all right so i'll start on friday may 13 uh gavin newsom governor releases revised a proposed budget for 2022-23 and
we refer to this as the 2022-23 maybe vision so this is the final opportunity for the governor to update his economic projection prior to the enactment of the budget in june so keep in mind that this is still a proposal at this time so last week my staff and i attended a workshop given by school services for california to gather the details of this proposed budget which we will be sharing tonight so so as you heard you know with the projected robbery was much higher than in when he presented his january budget proposal governor newsom spending planning looks at providing some relief from rising inflation ensure public safety address homelessness trans perform public education and combat climate change so that's part of the different areas he's addressing in terms of the statutory cola you know
in the main revision the governor is proposing to increase the cola from 5.33 to 6.56 so this will increase the unrestricted revenue for about 90 percent of the school districts which were funded by the state's lcf revenue model and this is based on the number of students that enroll in that district unfortunately many of these districts have declining your student enrollment so this may only see as they might only see a small increase in revenue or no increase you know due to the declining enrollment for south san francisco unified school district unfortunately this additional review does not benefit our district because we are a basic aid district which means we receive most our revenue from property taxes and not from the state for some restricted categorical programs they will also receive uh this cola you
know examples include for example special education and nutrition services and the mandated block grant so some of these programs receive the cola in terms of the employee pension our employee pension the governor did not provide any new funding for the california state teachers retirement system calstrs or the california public employee retirement system calpers and his 2022 proposed budget to help lessen the impact to school districts the employer rate for calstrs would increase from 16.92 in this year to 19.10 in 2020 to 23 which is an increase about 202.18 and the employer rate for calpers will increase from 22 by 91 to 25.37 in 2227 uh it increased about 2.46 this would be a significant increase in the cost to our district the governor however is proposing 11 million to help reduce the state share of
the retirement liabilities which does not benefit school districts on the one good news is the governor is proposing uh similar to jerry governor jerry brown a one-time 8 billion discretionary block grant for districts in 2022-33 this proposal is looking at about a thousand five hundred per ada expenditures of this funds is determined by the local governing board and can be used for any one-time purpose this is uh there is intend language that this funding be used to address student learning challenges protect staff levels and support the mental health and wellness of students and staff however there's some disagreement between the governor the state and the assembly on this one on this amount and allocation of the funds so we'll see what happens when the state budget is finalized next month for special education the governor
makes no significant changes to his original proposal back in january the caller for special education is going up from 5.33 to 6.56 as i mentioned earlier for nutrition services the government also proposed to allocate one-time and ongoing funds support nutrition services at schools uh beginning with the 22-23 school year all districts are required to provide two meals per day breakfast and lunch to any student who requests a meal regardless of their fee free or reduced price meal status governor newsom is proposing 596 million on top of that of the 54 million proposed in his 2021 state budget to fund universal access to school meals he's also proposing about 611.8 million ongoing funds to maintain meal reimbursement rates beginning in 2022-23 schools can continue to offer students high quality nutritious subsidized meals and finally the governor
proposed so includes 45 million one-time funds to support the implementation of the california healthy school meals pathway program which supports workforce readiness for school food service workers for the expanded learning opportunities program governor newsom proposed and increased the ongoing investment in the expanded learning opportunities program to 4.8 billion additional 430 403 million ongoing above the governor's budget these funds are used to provide interventions for students focus focus on accelerated learning and in addition the budget proposed a one-time investment of 1 billion for expanded learning opportunities program infrastructure under the universal transition transitional kindergarten the navy vision makes no significant changes to the state's plan to achieve universal tk in 2025-26 by expanding the age of the ability window each year beginning with the 2022-23 school year the most significant proposal in the may division relative
to the universal tk is allowing preschool teachers with preschool teaching permits who have bachelor's degrees that meet basic aid basic skills requirements and who are enrolled in coursework tour and teaching potential to teach ck so this flexibility was sunset on june 30th 2026. uh his other uh items include the governors recognize the challenge facing districts due to the persistence staffing shortages and his proposal to allocate 300 million in one-time funds to argument argument uh resources available to districts for professional learning through the educator effectiveness block grant with a priority for science technology engineering and math which is stem educator support so again you know these are still proposed at this time also as a basic a or community funded districts we are not qualified for some of the proposals in the main revision during the
next few weeks the legislature which is the state senate and the state assembly will work on the with the governor to iron out their differences before they vote to approve the budget then the governor will sign the budget and the final adopted budget will look quite differently from what is proposed so at this all of this has to be done by june 15 and that is the end of my presentation any questions from mr o about the may revise [Laughter] richardson captured all of our excitement with the news there so we will move on um to action administration item 1a resolution number 25-46 for lesbian gay bisexual transgender and queer pride month staff is recommending the adoption of resolution 22-46 in support of the 2022 lgbtq plus pride month but our clerk is not here
do i have a volunteer to read it sure thank you south san francisco unified school district resolution 22-46 lesbian gay bisexual transgender and queer lgbtq plus pride month june 1st to june 30th 2022 whereas gay and lesbian pride month was established in june of 2000 by presidential proclamation and grew to eventually be designated lesbian gay bisexual transgender and queer lgbtq plus pride month and whereas this month was chosen as it denotes the anniversary of the protests against unfair discrimination and harassment following a june 1969 police raid on the stonewall inn a gay bar in new york city this event was considered a watershed moment in the modern lgbtq plus rights movement in the united states earning national attention in their struggle for equality and whereas lgbtq plus pride month is a time to take a
positive stance against intolerance and violence towards lgbtq plus people demonstrate acceptance peacefully protest and raise political awareness of current issues forcing their community encouraging encourage inclusiveness and promote their diversity dignity and visibility as as a social group and whereas lgbtq plus pride month recognizes the contributions and significance of lgbtq plus people in promoting equal rights regardless of sexual orientation or gender identity and acknowledges their contributions economically culturally and socially to the development of the united states history and whereas california ed code section 51204.5 specifically calls for instruction in the social sciences to include the study of the role and contributions of lesbian gay bisexual and transgender americans to the economic political and social development of california and the nation with particular emphasis on portraying the role of this group in contemporary society and now therefore
be it resolved that the south san francisco unified school district board of trustees hereby recognizes and wishes to honor lgbtq plus americans during lgbtq plus pride month regularly passed and adopted this 26th day of may 2022. thank you tristan murray i'll entertain a motion so move mm-hmm yes second thank you thank you moved by trustee murray seconded by trusty shea roll call vote please trusty shay yes trustee murray yes trustee richardson yes president baker yes promotion caring action item 1b is discussion of approval of a time change in summer board meeting start time staff is recommending approval to change the start time of the 22 summer board meetings in the month of june and july as presented to the board um do we have any discussion on this or introduction so this is an item
that was brought before the board the year before last for consideration and it ended up so that the board meetings maintained their seven o'clock p.m start time because all trustees were not able to arrive any sooner and so we wanted to bring this back uh one more time to see if there's interest in the board in maintaining the seven o'clock start time but the item is to see if the board at least during the three meetings in the summer would like to start an hour early and begin board meetings at six o'clock instead of seven so this item is for the board's consideration trustee murray i have no opinion either way trust me is dana the one i mean well it wasn't justina i i had also had a similar issue um um any discussion
either trustee shea or trustee richardson uh either way we'll be fine i like 6 p.m but if other board member cannot make it i'm totally open well i would like it at 4 pm so what are we going back to well the discussion is do we want to move it to 6 p.m or we may keep it at 7 um i would rather 6 p.m yes okay um i just i would like maybe to have had trustee lujan here um i did also have a an issue i mean i do recognize that especially today uh it makes a long day on staff but i the fact is i know that you know those of us who who do have the little kids at home do like to spend a little time with them uh beforehand
and i don't want that to come into excuse at the expense of staff seeing theirs uh until 11 o'clock though um i would prefer seven um it's a pretty strong preference but uh i would also make myself adaptable if there were there was a change i say we should stay at seven then seven okay that's that's my opinion i mean okay if it's sweet we have so it's time it's i don't care i'll be flexible you know we only it's only two meetings right it's three meetings in july um i again you know i do know that it was our absent trustee that had also had an issue um so i i don't want to i don't know if she still has that issue or not i'm guessing she probably does i know that i'd
prefer seven um and again i do respect it does keep staff out longer and have longer days but it's better that we be here so you don't have to have a second meeting i think so if there's a preference i if i'll i'll take your earlier statement as a motion to stay at seven uh justine murray and i'll second it okay um so uh there's a motion on the table to remain at 7 pm uh roll call vote please trusty shea yes trustee murray yes trustee richardson yes president baker yes thank you action item 2a is sorry 2b is approval of the ixl learning contract for the 2223 school year staff has recommended the approval of the ixl web-based assessment program contract for grades k-12 in mathematics and english language arts for the 22-23 school

order to fulfill individualized education plan service agreements for the remainder of the 21 22 school year as presented to the board a quick question for either mr o or uh mr irish is this coming from our lcap funding or general fund this isn't funded from our lcap this is part of just our funds that we support our special ed students to go to attend to an mps so the transportation is the key as you can see with the nps they added a 54 100 per student increase due to coven so part of the other reason why you know we in ed services and the special ed department really want to do whatever we can to provide programs here in our own district so thank you by the way i heard that there's going to be
major grants for electric school buses so we'll save on the very expensive fuel if we choose to go there mr mo we usually contract the transportation though at the trade show and they could possibly be completely funded with grants i heard that would be a county office i've had fun who would save that money hopefully but hopefully they would not pass it on to us all right so can i have a motion in a second for this item please second a little bit trustee murray seconded by trustee richardson roll calvo please trusty yes trustee murray yes trustee richardson yes president baker yes uh item e approval of the equal opportunity schools agreement for the 22-23 school year staff is recommending the approval of a collaboration agreement with equal opportunity schools for students of color and

agreement for the 22-23 school year staff has recommended the approval of an agreement with remind a communications platform for teachers to message multiple students and families in the 22-23 school year as presented to the board i have a motion quick question please uh what does this do actually remind agreement sure great question vice president richardson so this remind program it's an app it's a communication platform that various levels in our district can communicate directly with parents and students so currently at the 6th through 12th grade level we have school loop and that's how our teachers directly communicate to the students and parents and if you recall we're ending that relationship with school loop as of june 30. so this is a replacement we're putting it in for all for all uh staff and students k
through 12. lots of our elementary schools martin in particular he has a site license right now or the teachers directly communicate and they love it and one of the aspects is you can send text messages and translate into spanish or whatever language will the transition be seamless we have the utmost confidence in our i.t department as we've onboarded numerous digital programs these last couple years so yes this is going to be a seamless translation it's just much more cost effective excuse me i have to be is this uh cost effective or are we saving something or costing more school loop was six through 12 and it was 60 000 this is a k12 and this gives the ability just for us at the district office where we can communicate as well many there's lots of
research saying parents aren't and stakeholders aren't really opening email and they're more apt to look at a text message so wow that seems like we're doing it trying to increase our communication with all of our educational partners i i have it on my daughter's fourth grade teacher used it perhaps on a site license basis last year and i found it very effective i forgot my password over the ensuing year but uh so i can't show you some of the the materials but it was very effective uh probably better than school loop in in terms of access well i'm pleased to hear that thank you for the clarification sure um a move move by uh trusty shay do i have a second second second uh just a one more quick question um a lot of our
websites are on school loop um who's going to be host our new hosting provider so our new our new company is ed leo that will be hosting our new websites so we're getting ready on that launch date we're working on training and working on just getting the content ready thank you okay we have a motion in a second may i have a roll call vote please trusty shay yes trustee murray yes trustee richardson yes president baker yes item 4a has been postponed to a future meeting 4b is approval of agreement with the city of daly city for after-school programs and services staff is recommending the approval agreement with the city of daly city to provide after-school programs and services at junipero elementary school for the 22-23 and 23-24 school years as presented to the board
just have a quick question is this also available to skyline this program type not specifically this program but i mean similar program for after school at skyline elementary yeah this this program particular program uh according to principal senpai and is mainly for uh the uh all the students at js is that the one yeah yeah it's only js students they're gonna pair with sarah oh it's only for 2js oh okay we have after school services at skyline provided by district staff oh okay thank you uh do i have a motion in a second i will actually give trustee richardson the motion and i will give uh i don't know if it was the uh lag in the internet but i heard trustee murray is second uh millisecond faster than uh trusty shay so we have
a motion in a second uh roll call please trusty shay yes christy murray yes trustee richardson yes president baker yes 4c approval of agreement was ams.net inc to upgrade the district's data center staff is recommending an approval of an agreement with ams netting to upgrade the district's data center network equipment as presented to the board let's have a motion in a second move second i'm going to give it in this order moved by trustee murray seconded by trustee shea brook alva please trusty shay yes trustee murray yes trustee richardson yes president baker yes and 4d approval change order 16 and 17 for the aaa network solutions for network cabling project staff has recommended the approval of change order 16 and 17 to the aaa network solutions agreement in the amount of thirty three thousand six
hundred and ninety dollars and eighty 84 cents for the district's structured network cabling project as presented to the board so moved moved by trustee richardson do i have a second second by trustee murray roll call vote please trusty shay yes trustee murray yes trustee richardson yes president baker yes okay review of future items and meetings uh do i have uh any suggestions anything comments any wishes to add to an agenda for these upcoming uh next june meetings okay i will say that we are tentatively moving the items that we postponed tonight to the june 23rd meeting that would be the facilities and the potential school bond a summary of board directives i don't think they're ready that was my recollection as well so good and welfare um anyone volunteering to start uh trustee murray has
a list out so i'll go to her um so over the last couple of weeks we have we've had like many many many end-of-school year things that i've attended including the golden apples and i mean the golden apple and um our we well president baker and i went to and dr spaulding went to um the ethnic studies class miss uh miss katrina went out of my mouth um honors ethnic studies class at el camino katrina ellis um she did a her class gave an amazing presentation on mental health and these kids are so smart and um i think so much smarter than i was at that age and and their awareness for for such a young age is amazing to me um so that was that was one of the the special things that i
that i attended but um we had our our final equity session and i want to i want to say that um i i've attended i attended the skyline middle college graduation i attended the martin zoom promotion ceremony number one los cerritos monteverdi sunshine gardens and westborough middle school tomorrow oh today with spruce and tomorrow i'll attend parkway middle school and with with the shooting in texas um i can't look at these kids faces and not have my heart break knowing that there are parents that are that went through an awards night or an awards day right before this happened and um you know we have to we really have to work on on what we're teaching our kids how we're teaching our kids we can build up fences around the schools and we can keep
you know try to keep guns out of there out of their hands but we we really need to work on um on teaching equity and teaching them to be aware of themselves and and you know my heart breaks with every single one of these promotions even though it's amazing to be there in person and and i'm so proud of every single every single kid for being there and every single promotion was different but i i really think that working on equity is is um is where it's at we have to meet every child and you know where they are and and really teach them to be um to be empathetic and and to love and so anyway that's my my thing and i i having said that i've had a great week with these kids
they they are really amazing and they're so happy to be there in person and so uh trustee richardson good and welfare thank you just briefly i just we've been very busy may is very uh concentrated on promotions and um graduations and it's just so rewarding personally to see um the work the culmination of the work that we do here there and it's just very um moving to me so but uh we started with the cnn video awards at the building 12 at skyline college and trustee murray and trustee shea attended that evening we went to the equity session i believe um the cabinet was there with us and it was a very um uplifting i feel very encouraged by our the work we're gonna we're beginning and uh because everyone's on the same page and
we're moving and getting it done that's equity and then uh this past weekend we went to uh trustee uh luhan's mother's memorial uh later she is uh she became ill with uh i guess it's not it's not a secret she has coveted or her son caught covet and then later i went to uh a fundraiser at the elks for 12 south san francisco students who will be going to cooperstown new york in july and one girl will be in the roster of baseball for 12 year olds so that was really a lot of fun it's kids have a lot of energy and uh they're going to cooperstown that program has been they're local kids that's been around since 2000 i believe so then we went through the atp the adult uh you know graduation so
so i mean it's so gratifying to me to see what our students can achieve and they're proud and very candidly explain their struggles with their education but we somehow got them to that point where they're proud with their parents it was just a real proud moment for me and today we're still not finished tomorrow we have um [Music] south san francisco the last graduation but it was just wonderful to see the students and everybody come together it was just i don't know if it was because we just started back we're so appreciative of having everyone together i just can't put my finger on it but i think everybody was very happy and you know and i hope everyone have has a nice summer and despite the tragedies that we you know are in the middle
of i these these are moments with a little glimmer of light that somehow we seem to lose sometimes and i'm very saddened also thank you for my report thank you i echo my fellow trustees uh their comments on the good and where failure and i would like to um uh also echo what dr moore uh uh shared with us earlier uh thank you for our teachers classified professionals our family community and parents and students this is such a hard year and then we we we are able to overcome and we cannot solve everything but we have each other so uh i wish we all have a everyone has a great summer thank you thank you i'm going to try and be brief uh today um i i went to many of the same uh item
events and items that were mentioned earlier and and i want to say that you know sometimes this position can be hard you know we're we get a very small stipend but we put a lot of work into it and you know we not only have to deal with making sure that we're properly responsible for kids you know when we hear about things like in hexis about what happened to other kids and we just worry and our heart breaks for them you know sometimes we get yelled at for field conditions or or that we're too fast or too slow to open schools sometimes from the same people at different times um or we have staff telling us what we already know that we we're not paying them enough but weeks like this with at least with
what happens within the district can make it all worth it you know we have we see the joy and the parents we see the joy in the teachers and most of all we see the joy in the students faces when we hand them that diploma cover or that promotion certificate and we know that we've had a small part into it you know this is you know this is my sixth and final year as a board member and i i think my signature is on about 4 000 diplomas that we've handed out over the years there's 4 000 people in this community that we've had a part in have been a big part of their lives and you know cabinet you've got 8 000 a year going on you're on you've got even more that's what
we're proud of when we see them accomplish what they accomplished so um before we adjourned as as those of you who are earlier know we we did have a moment of silence for the children small children and and teachers who who were killed this week in texas you know there's going to be state and national leaders who have to um handle what needs to be done hopefully sometimes today they'll have the courage to do it the courage to act when parents are being asked for dna because their child is unidentifiable there's an assault rifle you know what we can do is we heard it from miss ellis's class we need we need to be able to offer the mental health supports that they need and i hope and pray and we'll take whatever action i
can in the time where i'm still here to make sure those mental health supports are there so i will ask for again another second moment of silence because one is not enough and we've done we've already done this too many times over the years but one is not enough tonight so please bear with me for a moment thank you and i'm adjourning the meeting at 9 21 p.m in memory of the students at rob elementary school you
