001I only heard a few ww uh thank you everybody please excuse our technical difficulties I'd like to welcome everyone to the February 10 2022 meeting of the South San Francisco Unified School Districts Board of trusties calling the meeting to order we're now in open session may have a roll call please student trusty Vino here trusty Shay here trusty Luhan present trusty Murray here trusty Richardson here president Baker present uh we'll now have our Pledge of Allegiance Mr Lun would you like to introduce your student thank you president Baker that's my pleasure uh to uh introduce our student this evening uh he represents many of the fine qualities of el cuno High School uh and it's it was really hard to uh to narrow down who we can pick but uh this one is near and
002dear to my heart since he is a 10th grader and as you all know that means that this is his first year uh physically being on our high school campus they spent their ninth grade year on in distance learning he's a fine young young man who earned uh the student of the month for November and he was nominated by his chemistry teacher who who lets us know that as he understands the concepts he takes the time to help fellow students also to understand those Concepts that selfless service is also a great attribute of this young man he enjoys Math and Science and he's still thinking about what he wants to do Beyond uh his high school career but I present to you Connor ye welcome Connor hello I pledge allegiance to the flag of the
003United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all thank you Connor I appreciate you coming by tonight and for leading Us in the flags thank you we'll be moving on in our agenda uh first I will remind everybody I know we're expecting a larger audience than usual tonight so we will be taking a break every 90 minutes to sure our captioner has is fresh item D on our agenda is the land acknowledgement statement we acknowledge that the South San Francisco Unified School District is located on the unseated ancestral homeland of the ramit alone peoples or the original inhabitants of the San San Francisco Peninsula we wish to pay our respects by acknowledging the ancestors elders and relatives of the ramush community
004and by affirming their Sovereign rights as First Peoples item e reporting out from closed session thank you president Baker there was a first by trusty luhana second by truste Murray to accept the agreement with employee 9226 the motion carried 5 to0 that is it from close session thank you we do have a perform an action item right now action item 1A resolution 2204 for South San Francisco virtual South San Francisco Unified School District virtual board meetings staff is recommending this resolution finding that as a result of the continuing covid-19 pandemic state of emergency declared by Governor Nome The District in-person board meetings would present IM imminent risk to the health and safety of attende of attendees as presented to the board and I have a motion please don't move move go ahead I'll uh count
005that as trusty Murray moving trusty Shay seconding roll call student trusty Vino yes trusty Shay yes trusty Luhan yes trusty Murray yes trusty Richardson yes president Baker yes moving on into item F review of agenda are there any Rec recommended removals or [Music] changes uh seeing none we will go ahead and move on to item G PTA Council remarks Mr Sana welcome to me very quickly president Baker thank you good evening president Baker trustees superintendent Moore cabinet and all the audience in attendance I want to start off this evening by taking time to thank both Trust Richardson and Dr Spalding for attending the last week's South San Francisco PTA council meeting um you never know what to expect at one of these meetings as far as what the uh uh content will be and what
006the concerns will be from the parents but go over some of those with everyone this evening although I know oh and by the way I also would like to recognize that truste Murray was there in attendance as well but let me move on into the concerns and issues of course the continuing uh situation with the covid-19 virus situation and the reporting and um of positives to the parents was a a brief briefly covered concerned uh Dr Spalding U basically addressed the issues there and explained why certain things were happening the way they were um surprisingly on this agend this this time around there were a lot of concerns about facilities Pro primarily the lack of the ability to use the locker rooms at altaloma and at Westboro Middle School schools both um having whatever issues
007they have involved I understand that there is a a a physical health and safety issue with the alomo one based on conditions there and I I know that the district is trying to mitigate that but it would be nice that the parents are kept aware uh of that and there were also questions regarding why the locker rooms at Westboro were not available for use for the students and that they were doing PE and Street closed the other facilities questions came in the area of the South San Francisco High School baseball field and the lack of ability for it to be used based on the Nets those questions were answered but um you know the the there is still concern as to the um timeline regarding getting Nets so that they can play on that field
008as they really aren't any other fields and no one wants to use the Westboro field as it is a health hazard to the students based on tripping and Ankle injuries and things of that nature the other issue that was brought up was a child care issue um parents at burb are concerned that there is not enough child care for the for the need of the campus uh Dr Spalding did his best to answer those questions and M and and try and provide uh answers and solutions where possible there was one parent who did give some really interesting out of- the-box thinking solutions that if they were looked at further could create situations with uh potential Partnerships with Skyline College in the area of early childhood development training for some of our high school seniors or
009even CTE in my eyes CTE paths at both high schools regarding that so that I hopefully that Dr Spalding has has shared those and we go on from there um the last item on my list tonight is the fact that I would like to recognize our our presenting School tonight's PTA the this particular PTA is very near and dear to my heart as it was one that I was a president of at one time and also um for the record trustee Murray was also a president of this PTA so there there is some very good strong connection here tonight with the El Camino uh High School situation here um I do want to press the fact that at at the high school level things change for for ptas they become ptsas which means students are
010far more involved and have the have voting rights and the right to bring things before the board and to be heard as members the uh the other thing there is that we don't get to do what all the things we are trained to do at the middle school and high at the and at the elementary level because the kids do all of that it's at that once they get to that level the students are are expected to be responsible for all of the events and activities that normally apaa might be involved with lastly tonight I would like to remind everyone that this is of course the start of our search for officers for our boards it's election season starting up now nominations are are in the process of being solicited by our our boards for
011people that need to be replaced and I I'd like to remind everyone at this point also that PTA doesn't just stand for parent teacher Association it stands for people taking action and one of the actions I hope people will consider taking is joining their ptas being a part of their boards and making making it possible for all of the activities that our schools do in a regular year continue to happen and all of the things that our ptas do for those schools continue to happen I mean we are on the on the verge of hopefully re-entering a situation where for the first time in a couple of years we will be 100% normal and on campus at the start of the next school year it is my sincerest hope that that is there so I
012would like to make sure that we have people in place for all of our PTA units to be there and make sure they oper in the in the most organized manner as fast as they can as quickly as they can and they get off the ground running with a new year coming thank you that concludes my report for tonight thank you so much Mr Santa we'll now be moving on to item H our staff Association Representatives remarks uh do we have anyone from the Federation of adult Educators here tonight yes sir that would be me um Dr more president Baker honored board members and cabinet good evening I'm Elizabeth Bale stuts I'm the president as of just October of the AFT Union Local for the adult school good evening I'm happy to be here tonight
013to thank you for a successful resolution to our contract negotiations the teachers of the South San Francisco Federation of adult Educators value our positive relationship with the district and hope to continue this constructive partnership I want to let you know about a few things we're doing in the adult ed program to better serve our students the California Department of Education has directed California adult schools to find ways to serve our student population with hybrid classes at South s Frisco Adult Ed we have transitioned many of our class programs to a hybrid model in order to better serve our students who belong to a demographic that often faces challenges unique to adults we offer ESL citizen ship highet modern office technology and parenting classes online so that even students with Transportation issues or time conflicts can
014advance their skills and move forward on achieving their goals whether that means improving their English to help district K12 students with homework completing their High School diplomas transitioning to classes at Skyline or other institutions or finding better Paid Family supporting jobs on Tuesday and Thursday mornings we have set up a tech Hub at the Learning Center so that students who need assistance with accessing our online classes can get help learning to use computers to connect many of our students have lower level Tech skills so this assistance means that people who might otherwise not be able to participate are able to join our classes again thank you for your consideration I look forward to continuing our collaboration in serving the adults of South San Francisco thank you Miss Bale students moving on next in our agenda
015is South San Francisco classroom Teachers Association Mr Yano welcome thank you good evening superintendent president Baker board members cabinet and school Community it's February we are celebrating the Lunar New Year we're celebrating African-American history month and January thankfully is in the rearview mirror I think that most teachers would agree with me that it was an incredibly stressful time we were overwhelmed by absent teachers without Subs absent students and sick colleagues I was so impressed by the can do attitude of our teachers who covered each other's classes daily a spe a special thanks is owed by our district to the counselors tosas and reading Specialists who were constantly forced to put their regular work aside and cover classes for absent teachers with no extra compensation and no actual relief from their regular duties everybody juggled and
016made it at work as well as they could even if it felt like we were swimming as hard as we could and still drowning I want to thank the administrators including our superintendent who covered classes during this period at my site we had a revolving set of Administrators covering for our principal who happily has now returned from maternity leave Dr Hugh Mr brockmeyer and Mr Irish not only covered for our principal but they covered classes too it is so good for Teacher morale to feel that we are all in this together principles administrators and teachers and for us to see the top brass in our classrooms I know that at many sites principls and other administrators pitched in also talking to my fellow teachers at Westboro we were glad to get the opportunity to get
017to know these administrators who usually are invisible except at meetings and I know that the administrators enjoyed rubbing elbows with teachers and students again I hope that all administrators will feel welcome at our schools and that they will make themselves available to us when they can this has been one side benefit of this terrible time meanwhile the pandemic goes on though cases are dropping our district website is still difficult to navigate and information on the rules and regulations are still very hard to find as I've said before teachers and parents need clear easy to understand language so that we are all working from the same set of rules concerning how our district is dealing with cases and contacts quarantining and testing and making it easily available on the website the governor has just handed us
018a two-edged sword yesterday he signed an EXT paid paid sick leave due to covid which will be a relief to all workers at our schools classified as well as certificated who have been out sick or quarantined and will not have to and now will not have to dip into their sick leave at the same time nuum is allowing the lifting of mask mandates throughout the state so far he has not lifted them for schools but this may come I have not pulled pulled the membership and I'm thus speaking only for myself but I for one hope that our district will keep the mask rules in place at least until the end of this school year I know that I feel better teaching students with masks and I think that it helps our parents rest easier
019also nobody likes wearing these things but it does provide some measure of safety and a feeling of security for our teachers and our families in January relief came to our teachers and custodians when the district a service to come and wipe down the desks and chairs and other high touch surfaces in what we were told would be all of our classrooms so the teachers didn't have to do that work and the custodians could focus on their increased workload due to the virus however the roll out for this service was not as smooth was not smooth as some sites did not begin seeing these workers at the same time as others and some Stu some schools still are not getting this service regularly I hope that this in inequity will be dealt with as quickly as
020possible and that all our schools are afforded the same benefit from this new service finally as we see neighboring districts suffering from declining enrollment and considering the closing and consolidation of schools I hope that our board is thinking creatively about ways to Forstall And Delay closing schools for as long as possible we are losing students at an alarming rate and have been for years as you know I think that our district does not do enough to promote the positive things that are happening in our schools and thus attract more young families to our district the demographics in South City are changing rapidly and we we need to do more to appeal to these new residents this should be a priority of our district coming out of the pandemic and the time to focus on this
021issue is now what are we doing to deal with this issue thank you very much and good evening thank you Mr Yano next up our California school employees Association chapter 197 welcome Miss malati good evening president Baker honored trustees superintendent Moore cabinet and attendees the CSA 197 has ratified our tentative agreement and we're seeking your approval this evening so that we can move forward my last negotiations task will be for csca to meet with Dr Spalding to create anou to temporarily increase our for our elementary school librarians for the remainder of this school year and for next school year the proposal to increase the hours for our Librarians from 3.5 hours a day to five hours a day received overwhelming support from our elementary teachers describing how valuable their sites Librarians are to their schools
022during negotiations I shared with Dr Spalding the many comments of praise and kind accolades sent from our elementary teachers describing the many ways their librarians make a difference by helping and supporting their students one teacher said that their librarian has book events and activities that encourage their students love of reading and learning I'm hoping to get anou in place as soon as possible and again my sincere thanks to those teachers for supporting their Librarians at their schools from the very beginning our classified employees have been on the front lines even before vaccines were available facing the most facing almost daily risk of covid exposure short staffing pressures and at times dealing with extreme stress I'm happy to hear Governor Newsome signed a bill yesterday for the covid-19 supplemental sick leave that I believe will help
023ease the spread of covid and possible exposures to co-workers when employees do not have sick leave available not only here but Statewide some will go to work not feeling their best because they can't afford to have their pay docked so I'm happy he signed that and I'm hoping the 3% raise and off schedule um bonus will help to ease some Financial pressures on our employees with the high cost of living in our Bay Area and help them to trust that our district appreciates and cares about them during these most stressful times I wish the very best for everyone in attendance this evening I hold all of our administrators and superintendent and board members and employees teachers in high esteem for all the hard work and navigating these stressful times um I'll leave you with one
024thought it's been said said that if you see someone without a smile give them one of yours because kindness is a gift that everyone can afford to give so I wish everyone the best tonight thank you everyone and stay well good evening thank you Miss mafa same sentiment back to you thank you moving on to item I on our agenda Personnel commission yeah thank you uh president Baker just let everybody know uh the next Personnel Commission meeting will be next Monday February 14th at 5:00 pm in the district office boardroom thank you thank you moving on to item J items from the board such as announcements calendar or committee reports do I have any items from the board all right seeing no items from the board we'll move on to item K the superintendence report
025thank you president Baker so it is such a wonderful pleasure for me to welcome back El El Camino High School ASB president Miss Abby or Abigail Vino who is beginning her term as the spring student trustee this evening this is aby's second year representing her school as a student trustee and as the ASB president she will continue to deliver reports on activities and events happening at her school also she will provide the student perspective on issues that come before the board and I've had the privilege of working alongside her for the past two years and I look forward to continuing the collaborative partnership so welcome back Miss farino um we have I have two other items very brief covid rates I'm just wanted to share with our community our District's covid rates are finally trending
026downward across the district from the winter Surge and I want to continue to thank those who are participating in our pooled testing and our employee testing pooled testing is available for all of our students and all of our staff and that occurs on a weekly basis we are cautiously optimistic that this surge is finally slowing down and so we we're hopeful and then the last item I had um I wanted to share with our community that uh South San Francisco Unified we recently issued a 26,42 th000 in Geo General obligation refunding bonds which will save the district property owners more than $3.6 million in taxes over the next 18 years we were fortunate that we took advantage of the interest rates that were're near all-time lows due the due to the covid pandemic and the
027economic uncertainty to refinance bonds that were originally sold in two 2015 and so this for those who are unfamiliar is similar to refinancing a home mortgage by paying off existing debt with funds borrowed at a lower interest rate and so we're just really thankful that we had the opportunity to take advantage of this unique opportunity to save money for our families and our business communities we wanted to make sure that our community was aware that that happened and with that President Baker that concludes my report this evening thank you thank you Dr Moore moving on now to our student trustee reports uh in the agenda we first have Abby Vino who is our spring trustee and is the ASP president at alamino welcome M verino thank you president Baker um good evening board members cabinet
028and audience at home my name is Abby vino or Abigail if you're comfortable with that um and I'm currently a senior serving in my second year as the ASB president at El Camino High School and now as the current spring student trustee um I'm thrilled to be serving on this board in my second year and cannot wait for the experience and service work I can do for my school and District community in these next few months as student trustee I plan to continue implementing student Voice through my reports and plan to enlist the help and support from the board and School administration with tackling some concerns student students bring up to me but we'll begin this road to change by sharing with our school administration and Dr Moore prior to meetings as needed so to

038I hope one day that we can make this an official holiday and not just a staff development day um like our neighbor at South at San Francisco Unified School District does this way our teachers who celebrate can spend time with our families and not on Zoom meetings and the holiday isn't covered by a stack development day tomorrow we have really exciting things happening at South San Francisco we have our winter rally um our winter spirit week and rally is themed seasons and students have been having fun dressing up according to each season this week at our rally we will be highlighting various winter athletes at our school and making sure that the school spirit is high before the hoops game tomorrow against our rival El Camino this Saturday we also have our winter ball um
039which many students are excited for um the rally and the winter ball dance was postponed so we are excited that we even had the chance to have this it will be in the fairon room at Skyline College and the dance will take place from 700 p.m. to 11: p.m. to keep our Warriors safe a Cod vaccine card is required or a negative test from the last 72 hours we will also be announcing and crowning our royalty at the dance moving on February is the love season so on Monday February 14th we are so happy to bring back our annual marriage in the proda in which students can get fake married of course you don't want people actually getting married at our high school um to their friends um this event is free and kids get
040ring pops with it and students can buy a Polaroid to remember this moment um although again it is fake marriage the teacher that does it is actually a licensed um I forgot the name but he is licensed to actually marry people but of course it's all fake and then get let's make sure of that Caso um we will also be having a movie night on February 17th in our quad showing how's Moving Castle and all proceeds made from this movie night will go towards prom it is open to the public as it is an outside showing and starts at 530 5:30 and is a a perfect late Valentine's date um we will all we have also been selling Valentine's grams and roses and those will be delivered to students on Valentine's Day during their fourth

044a place where black students can Excel and feel safe meaning we have resources like safe spaces for them and keep them safe from racism in the Halls that they walk in this includes harassment from South San Francisco Police Department here's a statistic about about black students in ssfusd black students in the year 2018 were referred to police 12 times their enrollment rate at South San Francisco USD here's another fact Derek Gaines was a 15-year-old boy killed by Officer Joshua Cabo who was known because he was an who knew Derek because he was an SLO known for threatening and using his power to hurt South San Francisco high school students although we've had Community input we have to really think about it you had student focus groups in which a police officer made the environment hostile
045for one you had a survey online which was hard to access for working class and those majority of those who are criminalized and in addition in those in that survey you deleted survey comments about late Derek who were not whose comments were not inappropriate you have shorten public comments and you have ignored stats that change as the staff presented to you but Aid up what pass Chief as a party would tell you telling students yesterday and today that cops might be back allowed on campus the faces of shock and fear just scared me myself again our schools did not blow up into pieces because cops weren't allowed on campus and which they violated the suspension program many times and still managed ways to harass students we have to find ways to do better and this
046includes not allowing slos into our schools I can say as an undocumented student at ssfusd I have felt unprotected many times as a brown student in ssfusd I I have felt the fear as I walk out of South San Francisco high school and see police officers holding a gun on their badge just chopping it up with our security guards if you want to protect black students and really hold up your black Liv matter resolution your DACA resolution and other resolutions you've had in the past then you would keep cops off campus that is all I have to say for now thank you and have a great night thank you president Aila Gomez one question go ahead trusty Richardson uh Samantha uh at your at your prom in uh April are both schools going to have
047their proms together or is it just South City no as Abby mentioned their prom is going to be at the Explorium in San Francisco I believe it I believe it is the week after our prom right Abby oh okay got it yes that's exciting the Cole Mansion I was wondering I didn't realize you were gonna keep it a secret that's nice I like that and thank you thank you uh we're going to move on now to public comments for p items not on the agenda public comments for items not on the agenda should not exceed 30 minutes in total public comments are limited to three minutes per individual if there are more 10 more than 10 speakers the boarded resident May at his discretion limit the indiv idual time per speaker to one or two

049comments for items not on the agenda so I hands go up and go down as I gave that little speech um but I don't see any up now so give five more seconds just to make sure okay then we will move on to our next item in the agenda information only presentations first up onea a teaching and learning presentation from El Camino High School principal Daniel lent will share with the board educational priorities and programs at El Camino High welcome Mr LS good evening uh president Baker and members of the board this evening principal Lunt will be sharing his teaching and learning as I get the presentation ready I just want to uh remind the public I did add three slides to it it's just the participation certificates um we just thought principal Lun and
050I thought it'd be easier for us to recognize our amazing parents and our Volunteers in the elino community so I just wanted to preface that it's the exact same presentation as what is been linked on the agenda just for slide two three and four are just uh certificates of uh appreciation so I'm going to start to share my screen and pass it over to our principal of El Camino High School good evening principal lent good evening Mr Irish thank you I want to again thank the our Board of Trustees cabinet members and all participants here tonight as I have the privilege to represent our our school sites and present some of the factors that we've been looking at data items in our continual efforts to improve before we go on to the recognitions again I
051just I can't uh emphasize enough it's been said by many our student trustees as well as our organization Representatives um as we look have look at January in the rearview mirror and look at what's happened in the last several months it is it's been quite an experience I want to thank our students uh for their perseverance and their positivity in a difficult time but it's wonderful to see their energy as they came back on campus as early as August for our parents as always your your patience your support your understanding uh we could not do this without you and I appreciate words of encouragement You' given to your students as well as staff and of course staff uh more and more even more so now this year uh it's it's like we're becoming more like
052brothers and sisters in this this unified cause you know and it's I really appreciate can't say enough about our wonderful staff so also in our recognition uh again we as Mr Irish alluded to we want to give it better visual I don't know if you can see it very well if I hold this up but as mentioned earlier uh by Mr Santa we have a wonderful PTSA we wanted to recognize uh Miss Mary molum our current PTSA president but she has worked with several ptsas and PTA uh boards uh over the years and she is phenomenal and we appreciate her next we'd like to recognize two individuals Grace massina and also the next slide if you can show that uh Sandra varara both individuals I've had the pleasure of working with over the last several
053years they're adamant and Ardent supporters of our Arts especially the dance program and because of their leadership and their collaboration with our site with Miss Stevenson uh they have done great things and deserve to be recognized tonight also representing just the wonderful parents on many boards uh whether it's the Performing Arts Athletics our PTSA and those that work with us on our School site Council so thank you all the central theme tonight in which we uh Center a lot of this this presentation is our work that we have not concluded because it's always an ongoing work that we do called a cycle of inquiry this particular work that I'm going to address specifically is in preparation for our accreditation visit that's going to happen March 13 through 16th this is the full self-study report in
054which they're able to see what we've been doing for the last six in this case seven years since we had to postpone the visit for a year and part of that process is we get together as stakeholders as a community to look at our mission statement and what we want and hope for our students and re- revise and here's the statements for you you here and again I want to really emphasize some key points of this the resilience piece that I see as I mentioned earlier this evening uh it's wonderful seeing our students and our adults you know build those build and and utilize their skills and especially that resilience to get through these times and becoming Global citizen lifelong Learners and then these are the attributes from we've called our student learning outcomes that
055we will integrate in the coming years in the next few slides it should be familiar but again our self-study as well as our our school plan that we revise every year is in line with the district goals as you see here as well as our district Vision on the next slide and of course you'll see some visuals that are represented in the this larger Mosaic in the next slide uh that I will will specifically point out how certain goals our plan and in our self-study uh reinforce some of these ideas as mentioned through the self-study process we work in in groups known as home groups which are usually departments or programs that are like-minded individuals of parent groups then we have focus groups that center around areas such as governance curriculum instruction assessment and school
056climate and through that process we go through and identify areas that have are strengths and areas of focus and at the end of pro that process which is known as chapter 4 if you want to read the entire document there's a link there uh but chapter 4 really highlights four areas that we want to make sure are in our plans or action items and as you can see here I I just identified also which goals that are are being reinforced in our updated a school plan which I believe will be going to the board soon for for review in our next slide you'll see goal one which really focuses as does our district goal in looking at the high quality educational programs that promote College and Career Readiness there's so many different as aspects of
057the College and Career Readiness indicator and much of it really starts on the day day toay learning that happens in the classroom so that that's why we've articulated specific goals that that surround grades not that grades always tell the entire story but if we're going to put grades out for students and evaluate students we want to look at how they're progressing and also internally reflect upon our own grading practices and that's that's the beauty of data you can't really have these discussions if you talk about just what you think is happening or what you feel is happening and so I'll demonstrate just a few points of data and some of the procedures that we go through to to really look at that program management as you can see those those two indicators there with the
058gas tank and the engine those are just two of the visuals that really drive us in this process and as we look through these uh data points we heavily use what we call Professional learning communities to do so as mentioned one of the items that we look at every quarter we look at student grades this is just a quick guide we've given ourselves a goal that 90% or more are proficient in their grades meaning C or higher that opens the doors for so many possibilities not just immediately for activity activities such as Athletics but also when you're looking at trying to get into our California colleges or any college we look at a grade of C or higher as at least the cut Point although a d does give you credit it by and large
059does not make you as competitive as you're looking at at uh programs beond high school so when we say proficient or C or higher that's we want 90% as you see in the next slide we broke it down into different uh grade levels if you will and subject areas so in other words what you're looking at here for example the the red line going across is that 90% Mark the blue bars are our English language arts courses and by grade level we can see how what percent of those members of the that grade level performed or got to see or higher in some areas for that grade level they met our standard 90% some exceeded some fell short so that's just a very uh cursory look at the top level but we do give more
060detailed information to our teachers and we'll talk a little bit in a moment about what we do with that information so the next slide will show you some more of our courses that fall into these areas again if you look at courses like PE usually PE courses are finished by nth and 10th grade so those that are in the later grades are that are taking these courses primarily PE 9 and 10 are trying to make up those courses so there's very few and so it it really does fluctuate the percentage however we still want every single student group to meet that 90% or above threshold and sorry I can go back really quickly because we'll see this monitor coming quite a bit SII is specialized academic instruction students with disabilities that are getting support that
061way sorry and visual Performing Arts is a vaa next slide we have our math courses our Avid uh courses World languages so you can see how students fared at various grade levels uh certainly you can see right away that math is something we need to continue to work on next slide then our science and our Career Technical education courses as well so as we look at this data we've seen over the years of course that English Learners and students with disabilities we need to get continue to provide some additional interventions so this is why we we looked at this data as as a site specifically to look at courses as you can see here of English Learners enrolled in types of courses and where they did not meet the standards meaning they received a d
062or an f and this was at the quarter of course because we want this is what we call formative quarter grades do not equal credits but we want to be able to identify how students are doing so we can in intervene as quickly as possible so these are just some examples grouped by certain subjects but specific courses and how English Learners fa and you can see in the next slide as well additional courses and see where we needed to focus our work the next two slides are students with disabilities how they faed in these specific courses and and again departments are asked to look at this data specifically and they come up with intervention goals and in our monthly meetings with our department chairs they have an opportunity to share their progress in that area
063and sometimes individually as administrator since we oversee different subject areas we also help individuals uh to support them and what they need so let's go on to the next slide and this is an example of what we call mtss M multi-tiered support system this is a brainstorm chart that we put together uh these are options as I mentioned before departments can look at certain subject areas or subjects in which students are struggling and say okay if I have students that did not meet the 70% threshold here are some possible interventions and they were to select which ones made sense for their subject area and how they were going to go about implementing that of course as always keep in mind that level one is what we provide for all students that's our goal are we
064perfect in all of these no that's why the data is super important to identify where we are lacking but also where we're succeeding also part of the the look at our our uh sorry the next slide how our students are Fairing and College and Career Readiness or we're in our second year are partnering with equal opportunity schools they provide us with data after students take surveys this partic particular data point is comparing students that we encourage that we call under repes presented students in our AP courses that actually enrolled and actually showed up in those class they enrolled in the spring but then showed up in those classes in the fall and so the color coding there is to show that we've met certain Target uh goals with those groups and certain courses but in
065others we still have gaps that we want to work on the next slide just came from our recent survey also very helpful to show those shaded areas are the gaps but shows how many students we can Target and reach out to to encourage to take AP courses and we have reports from those individual students that we will reach out to and their families to let them know hey according to what your survey tells us you are not taking AP but we feel you'll be successful and we want to encourage you to think about taking those courses again the goal getting as many students to try these courses or any courses that would lead them to becoming College and Career ready we're grateful for Dr Hugh and Ed services for enrolling Us in clearing house which
066simply is if you look at that have time to look at that link has more detailed data but it looks at three graduating classes 2019 2020 2021 primarily this data is trying to show us where did students end up so if you look at the Orange Line and the green line combined you get that 79% but the orange line is students that went into a two-year institution after uh within the year after high high school graduation and then we had 29% uh in for example in 2020 just to give some examples there that went to a four-year institution the next slide says anytime during the two years after high school were they enrolled in those type of Institutions slightly higher overall percentage so some students may not go into college right away the next slide
067which is super important um those of you that may not know me I I've had three daughters graduate from El Camino High School so one is in the two of them are in the class of 2019 so this is data showing how many were in the class how many went somewhere their first year anywhere in the second year and this is that resilience or persistence data did they they go from their first year to the second year and our goal is we hope to be able to continue to use this data with future classes and to see how we improve but of course all Improvement really starts with the data that we mentioned already what can we do for them now I'm I'm super grateful and amazed at our counselors as they they meet with
068students especially right now to look at their progress as they they pick classes under the lens of how are these classes going to prepare you to enroll in institutions Beyond high school as I mentioned there's a mechanism that we use called professional learning communities as we look in the next slide let's see oh sorry our goal two just in professional development a lot of that does stem around of course our our technical proficiencies but especially in how to support our professional learning communities this is how we steer and also how we look in the rearview mirror and we especially want to make sure that all of our staff have opportunities in the next slide we we I just touched briefly on the purpose of our PLC work again there's a link to our self-study there
069but then as a continuance of our looking in that rearview mirror uh recommendations that were given to us by visiting committee reports in in midy year and looking at the the the teaching profession goals and standards we want to look at how we use assessments so in the next slide I won't touch on every aspect but again we added how does this relate to our instructional strategies how way we use instructional strategies to prepare our students for our common assessments and when we analyze the data of students does it show us that those instructional strategies were effective if not what's the plan not only for intervention for students but for for support of our teachers how to improve our craft we do this again in our in our Improvement we map out our our particular
070meetings throughout the year this is just one example currently right now third quarter our faculty meetings excuse me are focus on sitewide professional development but I have to admit that lately it's it's been about preparing for this upcoming accreditation visit which is also important departments continue to look at their goals in their department meetings admin council is where they report them out uh in a collaborative effort with Administration and then of course we map out certain collaboration days and opportunities for these groups to meet as mentioned before each department has an opportunity in the spring to begin looking at data from the previous year and map out Department goals this was a goal that was presented in September 2021 by our math department specific to instructional strategies that they wanted to implement the next slide
071is again going a little deeper within the math department this is an example of what our geometry teachers came up with and how to assess students and how to integrate those instructional strategies we have moved to rather than a static reporting form uh teachers and Department chairs are given the opportunity to fill out a presentation much like this this is one of the slides where they put raw data in as a results of their common assessments we look at the and then they have a chance to look use the protocol to analyze that sorry next slide goal number three main areas here are focusing on engagement Outreach and communication and there's a multiple ways to do that and that really does Foster this idea of believing in what we're doing I have on my wall
072in my office I'm going to look there just to make sure I say it correctly I believe in strongly we commitment inspires hope and success inspires trust as we continue to work through these things hope increases but hope is just a is a springboard to building that trust when we when we celebrate success but also recognize areas for improvement so we really need to help each other to uh attain these goals communication is ongoing uh it's something that we we recognize still as something we can improve upon pardon me the next slide has shown some some ways in which we've tried to reach out use technology to provide tutorials it's not always possible to go to meetings and get this information but this is opportunity to look at these and I highly recommend if you
073have time if you there are links to all these YouTube videos look at the tardy policy videos we have some great actors of our staff that help uh help to illustrate that policy much discussion has been talking about attendance and so attendance of course is data our data points that we look at you can see the average daily attendance by grade by months as you go through of course there's the infamous January after the break and you can see overall a dip to about 82% after we saw anywhere from 94 to 95 a small dip in in December but I added additional uh attendance date on the next slide to break down what was happening in January believe it or not there wasn't as large a dip for some grade levels right after the break
074but certainly the second week in January was a tough one but by the end of January even though you had that average that I showed you in the previous slide you can see that the get the numbers are regain are are are going back up and in fact I did a quick analysis of February 2nd through 8th and we're back up to 91% and still climbing looking at online supports uh again this is just a quick snapshot of using online tutoring paper that's something we've invested in and shows what what students are working on how many sessions and we try to find as many ways but we have a lot of inperson uh homework centers also available on campus that students enjoy working with their teachers after school and advisory is also helped out not
075only as a place to get some work done but for that much needed a mental break if you will and we'll continue to find ways to improve that area so areas of success to highlight as we we finish off this presentation certainly an increase in our counseling resources we have a wellness counselor that just was added this year the school spirit is phenomenal I I think regardless pre pandemic during pandemic I think this is probably one of the best student student leadership uh groups that I've seen in a long time this is my seventh year at El Camino they've done phenomenal work it's almost like they were just waiting for the opportunity new colonary Arts classroom wonderful support from our facilities our CTE directors our you know our Innovative directors to really see this come
076come about and of course uh it comes with a great instructor student are thriving we mentioned already technology check out our Instagram it's a great resource if you want to know what's going on making sure everybody had a a laptop that's huge sometimes we overlooked little things like that but that was a huge undertaking and then of course just seeing those performances is wonderful so here are the challenges I've touched on some but I just want to make sure that again you can see these here as as challenges some I did not mention but of course just the everyday of Co tracing that was always a it's it's twofold it's difficult to keep up especially this last month but from a parent perspective for some it really scares them you know to get these notifications
077and to recognize you know it kind of UPS the anxiety and I feel for you and the only thing I can say as I mentioned before is we're getting a lot less notifications which is a great great sign and I just really appreciate all the students and staff in cooperating with this process and their understanding the nth and 10th is feeling overwhelmed really trying to help them out providing that inperson extracurricular activities which has been super helpful I believe and of course we need to continue to work on ways to provide good student mental health and social emotional support we have a long way to go on that but we're making some great strides and of course maintaining safe conditions for learning so as you look at the four areas that we had identified in
078our self-study and of course these challenges they are integrated as they should be in our our school plan the next slide just always want to mention this again how are we able to do all these things it's a simple answer to me but not always easy to do every day we talk about Hope and these we're just going to go through a couple of these images just to show what what hope can can do and not only hope but follow through and Trust in one another and success the next slides we'll go through briefly but our culinary arts some great images there next slide this was great at the beginning of the year we had our physics class went out there and tried out some catapults they put together to uh measure uh appc application
079of their subject in real time wonderful performances we're super proud of our Balo which is has really blossomed over the last couple years and our fall musical Come Back Little Shop of Horrors was a great experience Athletics I chose a lot of pictures from volleyball that's near and de to my heart but uh there's all of our athletes have done a wonderful job and again just an example of our student leadership getting out there students getting involved is wonderful to see on our campus wonderful staff the great things they do every day and of course those that we've said goodbye to this is what makes El Camino and the next slide just a reminder it's that cult Pride it's not in the big acts all the time but it's that every day just coming to
080work coming to school and doing your bet your a little bit better day by day which makes us a very special place to work and to learn so I appreciate giving me this opportunity to represent just a small part of what makes El Camino I just want to thank you again and want to open up for questions uh thank you Mr L uh anyone from the board want to start it up uh Tristy Murray I saw your hand go up yeah yeah I just wanted to thank you for your report holy cow that was uh comprehensive um I love your use of data analysis I mean that is to me you know the Crux of learning knowing what you need to fix and and how you do it but um I uh and just showing
081us what your day looks like all the reports and and all the data and where what goes where and everything just pretty amazing and I appreciate it I appreciate you and your staff and of course you know I was a cult and my kids were Cults so there we go thank you so much so we have cult pride is what I'm trying to say any other trustees president Baker trusty Shay has her hand up so she does trusty Shay thank you thank you uh superintendent and president Baker um thank you so much uh principal land the your presentation I studied for like two to three hours I got I did not get the chance to read your accreditation report which is 200 some pages but I did dig into all your data it's amazing how
082wealth of the information that you provide in here comprehensive and so many of them are so needed to celebrate and of course always room for improvement so I would like to share with you my specific feedback um so on the slide number two I so love your slos the student learning outcomes the language how you use and how does the SLO connect to the school mission so the connection is so clear right there and you will get a such great from accreditation on that connection I was in the accreditation team so many schools so that's the part that I'm looking for and then how you align your SLO with the district SLO and vision that is another So Clear Connection there the overarching alignment horizontally and vertically just like our curriculum you done a such
083great job with your team uh has been designed and implemented beautifully and then the reach comprehensive data and the report is amazing and you demonstrate how you are using those data informed guiding those data how you guide those data guiding your data informed decisions and it's clearly demonstrated in your presentation so I and there are more so I'm going to go through my part so if we go to the slide um 12 which is very helpful with your presentation I was wondering um like the algebra we 75% of students did the dnf but then when you mention this is the quarter one so we still have time that's why we want to look into this kind of data which is um uh formative so we still have time we still have three quarter to support
084those students so that is so beautiful that's how we really want to use data to support our student not to kind of quot andquot punish our effort so I so so appreciate that you shared this information and utilize this information for us to improve um and then if I may on that sh I appreciate your Insight on that and it's we we made a a a concerted effort as a group as we looked at this data and again I have to keep going back to this this was a huge effort that culminates over seven years wonderful staff just being very thoughtful uh very open and honest um looking at this we decided to break this up at grade level because we want to see how our students are doing every year and see how we
085can intervene if need needed as we go through so if we see large numbers like that it's again as you mentioned it's not time to punish one but it's just really say okay what can we do let's be solution oriented thank you thank you and you also lay out that in your intervention so clearly like not only just supporting our students but also using professional development to support teachers so they are they have we equip them have the skills to support our students so and then there is another one the Equal Opportunity schools oh this is fascinating oh my goodness it's so good you can see those number you identify there for um number of students let me let me see my screen bigger the uh how many okay so I do have a question
086if you don't have answer it's okay no problem so when I look at this information AP Calculus AP Statistics and AP Physics are for stem major and are among the least popular courses for targeted students so this is the conclusion I draw so my question to you you have answered me uh so is this a reasonable picture or do we want to see more Target students taking stem major courses so yeah the answer to the question is yes on Bold this this is an accurate representation again through the lens of under repesentative students see how many are taking that leap or how many we were able to help to enroll uh there's a lot of factors each course as you know uh some may be a little more scary than others but we need to
087work on on the messaging and also the support on that we we saw a huge jump in biology and that was one that we decided to take on first as it was coming back we did promote all of them but yes we we would like to see those numbers continue to increase and this is an accurate look at what we've accomplished so far and what we also lack wonderful and then the next slide so this all the uh strategy and then the work you are doing is also aligned with our Equity statement and that's what the board is with leadership from Dr Moore that's the ction we really Thrive for and I'm so please so appreciate that you are taking this on to um leading us on that uh Direction so the next slide so
088two more sorry the equity OPP that's okay and and if you don't mind I want to just put that a quick plug though too and I appreciate the accolades but again we have individuals like director Brock Meyer under leadership of Keith Irish that really sought out this organization that helped all of us and of course just our site leaders that really uh took this upon them so I I will accept that Accolade on behalf of my staff but remember there's a lot of folks at the district level too that are making this possible and then the next one is uh the the next slide which tells you this is great report we need those kind of reports so School site can have Direction what to do and then this tells us like 60 students more
089from different ethnicity and different um social economic status to um to recruit them you already presented that share with us in your presentation how you reach out to students reach out to parents to let them know hey we have this opportunity and you are you you need to grab it so so so the way you describe is is so beautiful and also the college enrollment data one question I have is down the road if we can break down by ethnicity because I'm keep going to the equity part um the the data here is tells us we're doing a great job once students our graduates go to colleges their persistent in college is wonderful 90 or 99% stay there which is what we want and so I'm just wondering down the road we may want to
090see if there's any discrepancy among ethnicity umut last sorry and last comment is um the the online tutoring the our paper online tutoring this is excellent report thank you for sharing with us so you kind of confirm to the board that the we approve this budget it's working for our our students um they are utilizing this information um for their academic success so that's it thank you so much for your wonderful work uh appreciate that very much thank you always happy to see someone get excited about data um any other hand f for this trusty verino this is your one chance to put your principal on the spot I was just about to raise my hand you like read my mind um but I just wanted to say thank you Mr L um for your
091comment about this being one of the best student leadership groups um it honestly wouldn't be possible without your leadership to begin with um so I really thank you for everything that you do for us and for allowing all of our crazy ideas to really be put into fruition um I also want to personally thank you for allowing stop to get its traction and to be started on its feet um when I initially um brought the idea up to Dr Moore um I believe she gave the idea to you and you completely just gave me the green light for it um so change on our campus wouldn't it be possible without amazing leaders like you so um our class really does look up to you and I thank you for everything that you do for El
092Camino because you know my senior year has been very interesting but having great leaders oh I'm so sorry excuse me sorry but having great great leaders like you U makes it way better so thank you thank you Abby appreciate that thank you and uh vice president Richardson hi hi oh thank you Mr lent for such a in-depth report I am so uh Enthusiast enthused when I see the numbers too but I appreciate the other support systems that our students uh experience throughout their short time during in high school and El Camino just seems to have almost everything it has a talent it has uh bright students enthusiastic students all kinds of uh students come together and uh there are you know you wouldn't know just recently that we've been suffering through a pandemic of Health
093crisis and there these students uh resilience it's just uh just encouraging to me and I'm happy to see so much uh you know fun in their ex you know all the reports are from your leadership Abby is going places she's very outgoing in so is our all the this generation is very uh just so with it and I I appreciate it but it takes somebody like you and all our administrators to enable them and I thank you for your presentation tonight very kind thank you I trust you lot thank you I just wanted to take an opportunity to thank you for the presentation uh you did an incredible job of doing the high level overview of data and then really drilling down which students are being impacted how are we responding to them and really
094also taking the time to look at the data from an equity lens as well which informs where we're at and already the actions that you're taking now to support students as as well as what do you do in the future um so your comprehensive view of how do you support students is incredible and then to the the way the presentation went beyond just data on academics but also looking at the whole student um just fills me with just gratitude and joy for your leadership and the work of the team to really make a positive learning environment for our students so thank you and uh to close it out I I do want to thank you for the great as uh trusty Murray said comprehensive presentation um you know we do have uh three board members
095who are either current or former El Camino parents as well as a alumnus in fact um you know so so Al Camino is near and dear to many of our hearts and it's good to see it's in great hands I particularly like seeing the support systems that you outlined and uh I I hope we can continue with this great performance in the future thank you president Baker if if I may suggest um Dr Garcia is getting ready for his English learner presentation I'm not sure that he can complete the presentation in nine minutes um technically we have uh 12 because of the uh okay start a little late but um it's up to you I just I'm not quite sure we have done some practice runs we're we're close to that but um it's up
096to you I just wanted to point that out so Dr Garcia if you think you can do it without questions and saving the question for after the Break um in 12 minutes we can go ahead if not we can go move ahead to the consent calendar and reschedule you um I think it'll be at least 20 minutes but I'll leave it to to uh the team all right then um with uh if if it's the pleasure of the board can we uh slightly rejigger the agenda to take the consent calendar next yes do you want a motion I don't even know if we need a motion just an acclamation yes all right so we'll temporarily move ahead to item P the consent agenda these items are submitted for board approval one motion will authorize action
097for all of these items is there any polls or questions on anything in the consent agenda I don't see any um trusty okay thank you trusty L moved it do I have a second a second Char and I have a second uh roll call vote please student trusty Vino yes trusty Shay yes trusty Luhan yes trusty Murray sorry yes trusty Richardson yes president Baker yes uh now we have a similar question for Mr O and his budget presentation can you do it in h eight minutes question I I think I might be close to 10 all right I could try I could speak really fast why don't we us why don't we try and we'll save any questions uh for after the break go go Mr O please go ahead okay all right good evening
098president Baker uh members of the board cabinet staff and members of the community uh tonight I'll be uh providing an update on the governor's 20223 uh budget state budget proposal so on Monday January 10 2022 govern Gava released a state budget proposal for the next year shortly afterwards my staff and I had attended a virtual Workshop given by school Services of California to gather the details of his proposed budget which we will be using to update our upcoming uh 2021-22 second inur financial report so keep mind that this is still a proposal at this time the governor has another opportunity to make changes from now through uh early May before he releases his May Revision in the middle of May so the governor's 2022 23 state budget proposes investments in California's core infrastructure to comeb
099back the threat of wildfires uh continuous expands programs to address climate change uh increases funding to slow the spread of the co virus to increase test testing capacity and vaccination efforts and support for small businesses that are struggling due to the pandemic uh for Education the governor is providing a wide range of new Investments to reshape uh TK to 12 education programs and additional investments in several education areas including the localr funding formula the expanded learning opportunities program and special education uh tonight I will be providing update on some areas of proposed budget and this impact on education so regarding the local control funding formula lcff his proposal includes an increase about 3.3 billion for the lcff which reflects a 5.33 uh% cola this is an increase from the project 2.48% that was part of
100the 2122 state enactive budget and unfortunately the additional funding does not benefit our district because we are a basic a or community fund this uh School District which means we get the bulk of our revenue from property taxes and not from the state uh in terms of C and C Pur employee pension or un employe pension the government did not provide any new funding for the for these pensions and the employer rate for castors will increase from 16.9% to 19.10% next year uh for the uh Cal purs which is for the classified employees that will also increase from 22.9 1% to 26.1% in next year as well so it's a this is a pretty big increase from this year to next and that's basically additional cost for district uh in terms of special education in
101addition to the 5.33% cola uh for the categorical programs he is allocating about 500 million uh of ongoing funds to improve the delivery of special education services and align general education programs in the local educational agencies uh next is uh Child Nutrition Services government also proposes to allocate one-time and ongoing funds to support nutrition services at schools so beginning in 2022 23 school year all districts are required to provide two meals per day breakfast and lunch to each student who request a meal regardless of their free and reduced price meal status govern new service proposed about 596 million on top of the 54 million that he provided in the current year budget to F fund the universal access to school meals it's also proposed about 450 M million One funds over available over three years
102for schools to to upgrade kitchen infrastructure and equipment to incorporate more fresh minimal processed California grown foods and School meals and lastly he is also proposing three and onetime funds to support School breakfast and summer Meo startup and expansion at grant program uh another program the expanded learning opportunities program govern new proposed to increase the ongoing investment in this program by another 3.4 billion this is in addition to the 1 billion ongoing funds that he allocated in the current year uh these funds are used to provide interventions for students focus on accelerated learning in addition the budget proposes a one-time investment of 937 million for expanded learning opportunity program infrastructure area uh regarding the co9 pandemic the government proposes 2.7 billion to continue the state fight against the covid-19 pandemic his proposal calls for the
103legislature to take early action to allocate about 1.4 billion of that to increase vaccination and expand testing through the end of this fiscal year June 30th 2022 uh the remaining 1.3 billion would be used to support continue distribution administration of vaccines and boosters Statewide testing and support hospitals to address medical surges uh in terms of the investment in educat Workforce the government recognizes the challenges facing districts through the per persistent Staffing shortages and is proposing to allocate about 54.4 million uh in onetime funds in a variety of Investments intended to help hiring qualified teachers and substitutes so in summary again these are just proposals for the government at this time during the next few months the legislature which is made of the state senate and State Assembly will go through these proposals uh either pushing
104back on the governor's priorities or proposing their own then in mid May the governor will release his May Vision which is an update to his proposed budget for next year and then our staff will be going to a workshop again to gather more information and then we will provide update to the board at that time so so that's that end about presentation any questions did I make the eight minutes you we actually have h two minutes for questions so I can take one or two questions from the rest of the board any questions from Mr O trusty Richardson your hands up yeah I have so many I don't know how basically Mr oh this could number could change all these projections so we don't really this is I heard that presentation uh online did you
105was that the same one you're referring to right now because that's I heard that same presentation so um yeah that you know we're not going to get money for pensions and we will get a little more for uh infrastructure those are the things I'm looking at and uh those are things that are going to have to we are going to have to find some the money for at some point but this might change so yeah yeah still very early this is just is initial proposal for next year so you know like the next couple months the legislature will kind of go through and you know they'll probably agree and not agree on some of them or may propose some changes to them or even take some of them out you know so so there A
106lot can change between now and May so this is just basically his a proposed budget for next year okay thank you welcome I'm seeing no other questions I'll just make a quick comment I I I this is more helpful budget than we might have expected I'm disappointed we're not seeing extra money for the ongoing TK as a basic a district um the upcoming pre TK I should say uh but uh thank you please keep us updated Mr okay thank you and with that um I will we need to recess for at least a 10-minute break it's 8:31 now uh let's come back at uh 8:43 8:43 12 minutes from now Mr s can you please mute vice president Richardson muted thank you sir okay if we can all start coming back to our screens I
107don't see either vice president Richardson or trusty Shay president Baker oh never mind I did say 8:43 so technically they have another about 30 seconds I just wanted to make sure everyone who's back in time I thought my clock was low so okay it's 8:43 hopefully everyone's back um we are going to go and take a step back in our agenda to all right got scroll back uh presentation on English learner Performance Management by uh Dr Marcos Garcia welcome Dr Garcia thank you president Baker no worries no just like like you uh indicated just wanted to introduce Dr Marcos Garcia he is our new director of English Learners programs and categorical programs he's been a welcome addition to the South San Francisco Isco Unified District uh Educational Services Division um so with that I am
108going to share my screen and present and pass it to you good evening Dr Garcia good evening thank you for having me uh good evening uh Board of Trustees superintendent Moore assistant superintendent in our educational Community tonight I will be sharing a Performance Management presentation on our English learners so tonight's presentation will focus on our English learner data that is directly tied to outc cap uh goal one increasing academic achievement for all students next you'll see our district graphic uh which represents our District's communication achievement and relation and relationships known as our car this car represents our Performance Management vehicle that is on uh on the road road towards Equity focusing on strengthening our systems um and protocols across the district so we're always working on all parts of the uh vehicle I'm going to
109be focusing tonight's presentation on the wheels uh which are our systems of assessment tonight's data is going to come from Summit of Assessments um enrollment and other achievement uh indicators this data is going to give us a snapshot of how we are doing and how to set the pace of our work so the first piece of data I want us to take a look at is our initial uh Alpac results from Fall 2021 this helps us understand who's enrolling in our schools so here we'll see that of our um our our 273 uh students tested in the fall 200 of those were kindergarten students and of that 70% um were classified as English Learners and um if you notice about 46% of the U those students um are testing at the novice level which is
110typical in kindergarten next we're going to see our enrollment data for our elementary schools and we will see that in particular and our uh highlighted uh or circled our Title One schools we're going to see our Title One schools do have the highest number of English Learners our Title One schools are loritos Martin Spruce and Sunshine Gardens so this is uh important to keep in mind as we are discussing resource allocation particularly to our our Title One schools next we're going to take a look look at our enrollment uh data by our secondary schools and here you will see uh again um our Title One schools um in particular uh Parkway has the highest number of English Learners we could also glean some enrollment patterns here so we're we'll see schools like alala and Westboro
111U they typically feed into alamino and corresponding to Parkway you see um the feeding pattern to South San Francisco High which has the highest number at our secondary level um and there something of note to think to think about is the enrollment at benen and um benen is is our continuation program and we can see that at our continuation program 82% of the students our English Learners so that for me calls into mind um what do what can we do to better support our English Learners um at the high school level um so that way we could prove evance uh the need to uh attend our continuation programs if uh if at all possible so things that we're currently doing at San Francisco High School is that we've invested more in their um their master
112schedule in the FTE with more El Labs uh lab classes as well as sheltered Math Science and History classes so now I'm going to go ahead and shift over to some metrics and I just wanted to keep this slide here uh just to um uh let you know that currently the California dashboard has still not been updated due to the pandemic so for the purposes of our presentation tonight we're going to focusing focus in on on lpac Summit of lpac from 2021 as well as the cast data from 2021 so the first piece uh of data here is the summit of Alpac data and we can see here that our students uh our English Learners um scored 18% uh proficient which uh when we compare that to the state um we are performing higher than
113the state uh agant now one thing to also um take a look at in particular is the percentage of students that are at level three or the moderate um uh proficiency because that right there that should be our Target and the way we target uh that group is really looking at tier one instruction and that that means uh looking at uh how best to support professional development both um with high leverage strategies that include designated ELD which is our protected time for language acquisition instruction as well as integrated ELD for the in infusion of explicit language instruction across all content areas both require professional development and coaching uh in and strategies such as uh be glad sedi systematic Al or constructive meaning next we're going to go ahead and take a look at a synthesis
114of our um cast data or esac data and so here we can see in particular how um our well how how we're bearing overall um this is for English language arts so we can see that in most of our categories we are performing higher than the state aggregate our English Learners are performing higher our English only are are performing higher now one all except for our RFB students are are reclassified students so for me this um calls into mind like what are we doing to support students once they have uh reclassified uh so we need to examine uh the way we're monitoring our students that we have reclassified and once they start to slip what are we doing to um sure that that they catch back up so we're doing fairly well and when we're
115comparing our data um with the state aggregate but we have to figure out how to better support our reclassified students so next we're going to go ahead and take a look at reclassification data this is some longitudal longitudinal data in particular for our um Elementary School sites and so we could see here here um there there's a story to tell um in 2018 it's the introduction of the new um English proficiency exam the alac so we had um higher rates just prior to that because we had a different uh we had different criteria um to reclassify students in 2019 there's a sharp uh Decline and this is going to be the same for the next two slides as well so I just want to give context so in 2019 the reclassification criteria changed from an
116overall uh score of a three on the lpac to a four so it made reclassification um criteria a bit harder for students to be eligible then um of course we have the pandemic in 2020 and then we start to see um some recovery in 2021 22 uh thing things to keep in in mind are Title One schools Martin Sunshine Garden uh Los Doritos and Spruce and um so these schools um were likely hardest hit by learning loss keep that in mind when we're reflecting on on the data next we're going to take a look at the same um kind of uh pattern but for our middle schools now something different to to consider for middle schools um in secondary schools is is this is where we start to to look at ltels which are long-term
117English Learners long-term English Learners are students that have been um in El programs six or more years okay and so what we know is that students who have not reclassified by then it is there there's um there's something going on where we have to to examine um you know uh are there other uh learning difficulties um what what can we do to better strengthen our our uh systems of support particularly for our alals and students that are at risk so um things that we should be considering um High leverage again are um at the secondary schools making sure that we have designated ELD in master schedules so making sure we have those El Labs um if if at all possible creating sheltered sections so that way our students are are um provided additional support as
118they move along their day in addition to um making sure that we do strengthen professional development in the area of integrated ELD and I say that that's uh particularly um important at the secondary level because at the secondary level that's when we start um uh departmentalizing our curriculum um and so it's it's even that more that much more important to support our our content Area Teachers with language um acquisition um skills so the next slide is our High School uh reclassification data and similar uh uh patterns that we've seen now but what I do want to highlight is um the success that we've seen at South San Francisco uh High School um across uh across the years still see the same patterns of 201819 the pandemic but overall they've been doing uh very well at
119um reclass reclassification um and again uh we could attribute do that to the uh intentionality in master scheduling to create the labs as well as sheltered sections so um just wanted to highlight those pieces there so next um here this is our reclassification uh data like a summary of This falls reclassification what you're seeing here is the number of students who were eligible um based on receiving an overall score in the uh spring 21 uh alpack and then to the right uh you'll see the number of students who were actually reclassified so um reclassification um requires uh students to meet more criteria the first being um having a four in the O in the lpac and then also um having uh Proficiency in a secondary uh instrument such as the reading inventory and for elementary
120um the literably assessment also requiring teacher and parent recommendations now this is uh what I mentioned earlier our out uh data and and um what I want to note again is that this is primarily a secondary um issue because again it's it's looking at students who have been in our um programs six or more years six or more years however we have we have to look at where um where students begin to become at risk and so I've highight highlighted again um our uh Title One sites are the sites that have more English Learners and um have more students that are at risk of becoming um long-term eels so those are students at year four or five um so things that we need to continue to uh reinforce are making sure that we do have
121designated uh ELD in all of our primary schools uh professional development on um making sure that our our teachers feel comfortable in uh language instruction during designated ELD as well as integrated ELD one of the things that um we have been uh working on is training our teachers and and our and the be lab program which is um guided language acquisition and design which helps our teachers to um develop thematic learning uh and it and it really works well with the the primary levels because it allows for that cross-curricular connection and um uh a Project based uh learning as well so now we'll take a look at our graduation uh rate uh when we compare uh 2020 and 2021 and so for our English Learners you can see um that that um there was a
122a decline in the graduation rate um and this is this is something that um we can attribute to the pandemic but um even prior to the pandemic we we did have a an area of growth and this was one of our um dashboard um groups that that needed to uh improve so we want to keep that on the radar um and when we look at the next um slide we're going to see um it compared by school so we can take a look at the next one more okay I think we might have uh Ed that out um okay that's fine so just the the important thing to think about is earlier when we were talking about the number of students that um number of Els that went through benen um we want to make
123sure that um as we're looking at the graduation rates for our Els that we consider consider what are we going to do to um support our students before uh they have to go to a continuation program so um trying to catch them before they before it's too late um so thank you for that uh so now we're going to go ahead and shift to some of the work that um we have been doing as an y Department um so this past year I've been engaging with our our toasted team and we've been working on uh a framework that is called the essential practices for El instruction and the framework um is is designed to be a guide for reflection for goal setting to help us with walk through observations as well as um uh developing
124professional development for our school sites so for the purposes of uh tonight's uh presentation I'm going to focus us on three of the uh practices which are access and rigor language development and datadriven instruction so the First Essential practice and again the these uh practices are going to be uh used as a as a discussion and planning tool with school sites so that way we can uh sit down um and look at um are these practices happening so essential practice one has to do with uh access and rigor and here we're looking for our students engaged with uh uh great appropriate text critical thinking applica applications for students able to use language um to support their understanding are they engaging in comp with complex material and uh in a way that's comprehensible rather than simp
125simplifying uh content um the goal is really really trying to keep high expectations but making sure that we have the supports in place so that way students can uh meet those expectations the second practice is uh related to language development and here we're we're really making sure that there's explicit language development instruction happening that that classrooms are language Rich that um students are able to use language to express in negotiate meetings that um that we are engaging in academic discussions um and so that there are clear um structures in place to support this um during uh designated vld as well as in other content area um this again requires ongoing professional uh development the next practice is datadriven decisions so earlier when we heard uh the presentation from uh principal Lunt around data driven decisions
126that's exactly uh what we hope to um bolster uh as we gather evidence and using this evidence through walkthroughs um to be able to reflect uh with site teams and have uh planning opportuni so that way they can go ahead and and also engage in PLC discussions around how are our English Learners doing in those classes um and and just reminding uh teachers that we should be using multiple data sources to refine uh practices so not only our our um formative assessments uh that that our program embedded but minute to- minute assessments informal assessments um and what do we do with that so now I want to go ahead and just tell you about our our team our team is uh composed of a primary and secondary team so we have um three uh el
127el toses that support all of our elementary schools and they're listed below and we have three uh toses that support all of our secondary uh schools and we we have one curriculum and instruction specialist that supports both teams with um developing resources and professional development and recently um uh all of the teams uh were able to support professional learning sessions at both of our um staff development days so that's our team and and our next slide is the work that they um regularly engage in so they're they're supporting uh professional development of both our certificated and classified team members they're supporting with uh observations and coaching lesson planning um uh they're supporting with data analysis and dissemination of data and currently they're supporting us with the accountability uh and state requirements um of uh making
128sure that we are training um our coordinators to um deliver the outpack assessment they're also helping us out with um the uh preparation for our federal program monitoring just um in the works now so I know that that was a lot of information and I here for any questions that you may have thank you thank you Dr Garcia I'll throw it open to uh anyone who wants to raise their hand anybody uh Dr sha if you're talking you're unmute go ahead thank you thank you thank you so much for this great presentation uh I learned a lot when I read your PowerPoint there are so many question I have and then with your presentation it helps me to understand um the can see behind so I was a elll student when I first came to
129this country and so I'm wondering um I know you were looking for one of the slide it was not in your PowerPoint but it does in our um it's in our packet I believe that's on slide 16 so two questions I have one is for El Camino High School their graduation rate is 100% for E students and then um and then South San Francisco High School their graduation rate is 60% I think you are looking for that slide so is there something that the differences was you probably know what I'm coming from yes that's the one thank you so what can you shade some light is that because of the student or because of the school structure um we did not really know if this is contined the same Trends it may be one year
130is totally different yeah please yeah no uh that's a good question um from my perspective um it's the sheer numbers of English Learners um at both sides uh and the slide previous I believe we showed that there was about 50 um English Learners compared to over 200 English Learners so I think that that that that plays a role uh in in in that um the sheer number of English Learners um and just to to highlight that piece okay thank you and my second question is so the the information despite the graduation so the data previous you share do we know those English learner um they are at risk are are are they doing what are they what's their per performance on other subjects the reason I'm asking was when I when I Iden when I
131first came to this country I was in the ESL program so of course English was not my you know because it's not proficient so that's why I was in that program but my math or other subject which could not me not necessarily language heavy subject I perform pretty well so I'm just wondering is there any other that kind of thinking right yeah no that's that's another good question I I would say that um in the shift to Common Core um a general um pattern that I've observed is that English Learners um also are performing lower uh in mathematics um then than their um English um only uh counterparts uh and that's because that that now Common Core math is more language-based so um that's that really highlights the need for um professional development for all
132content Area Teachers around language acquisition um so anytime that that um there's an opportunity to look at different content areas whether that's math um history science and and really look at what are the language demands we we definitely need to seize that opportunity um to support our teachers um because as a secondary teacher myself uh and going through my own uh learning and credentialing um there was very little training um around teaching teaching uh language uh teaching reading um everything is is departmentalized and that's why I mentioned earlier when we're looking at our secondary uh uh program that we do have to look for opportunities to to Really bolster that language acquisition um training so programs like uh be glad um constructing meaning um systematic ELD those are all programs or um strategies that help
133um non-english teachers look at language acquisition opportunities thank you I just want to comment uh you and Dr Moore and and um assistant principal Keith oh Irish that that the all the connection that you provide the structure for the district and for our school and for our teacher and students it's so well aligned and then with all the data you support behind the scene um that all the structure is it's helping I can start to see every presentation is just adding a little bit more of the the the the work that we need to see it so it's coming started coming together so I really appreciate all the hard work behind the scene that you guys pushing us to that the direction that the bo set thank you thank you um trusty marray I just
134want to thank you for um for your presentation I appreciate all of the the that when you look at the data that you ask the important questions what can we do and and um and I I think that's important when do you think that we might see some transformation in the number of students that are that are going into baen that are El students so I think there's two things I think that's a great question since I've arrived here uh truste Murray Mr Redmond and I have been talking in previous directors Dr growth and Dr baa um both in before Dr Garcia we've been working on our transfer policies and the supports and like Dr Garcia said last year Dr growth and the team El team provided specific professional learning around glad strategies in particular
135academic language I mean so much of the focus needs to be on academic language there um so our approach is we need to like Dr Garcia said provide these instructional strategies not just for our English learner teachers but for all teachers because primary supporting our teachers in learning how to really focus on academic language and academic uh language acquisition is going to lead to success for all of our students regardless of whether they're El long-term Learners or native speakers English only so that's the trend that we're going the issue that we're coming up against is Dr Garcia would talk about is um with glad they need to model and do uh training in classes and due to our sub shortage this year we had to continue to push that back so we have a core
136group of 10 teachers that are getting ready to do that last part um so they can become glad certified and we're hoping to get that accomplished at the end in early may this year so one good thing last year was during in distance learning it was a lot easier obviously to have our teachers protect participate in some professional learning the way the schedule was set up and kids being in distance learning so I just want to thank Dr Garcia he's uncovering just like Dr growth and Dr B uh Dr baa some peeling the onion back and providing some recommendations as we move forward but I think the big thing is the support that we are really focusing um with previous directors at South San Francisco High School in particular that has been one of our
137focuses that we um are really committed to helping our students at South City um and develop our English learner program there so we've spent um in the where the board support numerous sections controversial issues class we put in which is an A through G Class that's been in place two years teachers have gone some through training through that course so I'm I'll sorry I'm sorry I'll stop talking oh thank you I appreciate it thank you any further questions um I just have a couple quick ones then um uh first uh just to address the graduation rates during the pandemic for the English Learners you know I I do understand that that drops due to the pandemic and uh you know it has to do with a lot of factors such as families Haven lived the
138area for because they lost work or they didn't have the tech proficiency or equipment you know I these are the kind of situations that we as a district need to be prepared for I think the issues in this case were not NE necessarily the fact of our our staff or our district but it does reflect where we do need to put our attention in preparing for future issues such as this um the only question I had as uh thank you Dr Garcia for mentioning the reclassification and what happens if someone starts to slip um is there any is there ever a situation where someone might be re- reclassified or unclassified put back into English learner status and is that ever a beneficial thing um so the the way we we support our reclassified students is
139through monitoring and um there so there each School site should have um an SST process or an RTI model where they're already looking at uh their English Learners as well as their re um recently reclassified students so that way if they do begin to slip then they can go ahead and um select the appropriate interventions to help them catch up um but no we we wouldn't go ahead and uh classify them again as English learners but be but make sure that we do provide the necessary interventions and supports uh one of the things that we're doing uh this year or that we started this year is we launched the elevation platform uh which is our online database um that's that's helping us with um our reclass reclassification process uh sending out notices and reports to
140teachers for them to fill out one of the reports that um that they're going to be filling out is also going to be the um rfet monitoring form so that way we have like a a systematic process to make sure that teachers are um looking at our our our FIP students that they're on the radar and we have a way to capture and and keep keep our RF students on the radar uh prior to that it would depend on um individual School sites and what systems they had in place so by having this U platform we hope to increase the the visibility of our uh Els and our RBS thank you very much uh any further comments just a quick thank you um I want to thank you for the presentation it was an honest
141look at the data and I really appreciated the way you analyze the data both for what were the trends within it and also um stepped back and looked at okay so these are Trends and these are things that may have caused impact but where is our home base and what can teachers anchor themselves onto so that way we can AFF change and benefit all our students to Keith irish's point about these strategies benefit our English learners but they also benefit our English own students who sometimes struggle when it comes to a word problem in math so thank you again thank you Dr Garcia thank you Mr Irish for the introductions thank you all okay we'll be moving on to the next part of the agenda and I have to REM remove my uh cursor again
142we're going to have a public hearing on voting districts in South San Francisco Unified we will have a public uh I'm sorry Dr Dr Mo did you want to introduce this one or is someone introducing this one sure we're gonna have a public hearing on the um truste area maps school districts have had to adjust go back and adjust their boundaries after the census 2020 particularly if they're candidates that will be in the November 8th 2022 election and so we needed to send an updated shape file of the boundaries to the registration and Elections office and we have to do that by March 1st 2022 and so we fortunate that the Sao County Office of Education had the ability and the wherewithal to complete that for all of the districts in our County we're very
143thankful for that it saved us um some money from going out and hiring a demographer particularly because of the results so the county superintendent and the Sano County Office of Ed staff have reviewed the South San Francisco Unified School District maps and they've confirmed that there were no large changes and that the maps are accurate the very very minor changes from from the maps that the board previously adopted and so we are recommending that the district continue with the trustee area maps as previously drawn given the district's demographics haven't changed appreciably since the last time I did get a question about you know because thank you president Baker the maps that you see in your agenda previously were granular enough for the street names would that be a problem that the county provided maps that
144didn't go all the way down to the streets would it be approved at the county committee for school redistricting and the answer is yes it should not be a problem and thank you president Baker if you want to introduce what you are sharing oh sure um thank you and I I will ask any members of the public who wish to comment on this uh item to start raising their hands uh these are our existing Maps uh which we are proposing to keep unfortunately uh the Census Data isn't granular enough right now for um the full demographic breakdown that we had in our our previous in our previous look uh we do have um basic population figures which I'll share really quickly um actually I am going to share my screen as a whole because it'll
145be easier if I have both open at the same time so give me one second um here are the population figures uh based on the 2020 censes for each ideally each district because there are 8,742 people in this District as of April 1 uh 2020 each district should ideally be 16,48 point4 people and you can't have 04 of a person um we are seeing a little bit of a growth in District e which is the far right here on the map um it's a little bit uh little bit heavy but it is within the 10% parameters I do want to show my fellow trustees a couple issues uh about uh we do have in District a uh our largest which is this one here it's our largest uh deviation in the negative when we come
146around to discussing new maps we might need to uh eventually probably in 10 years maybe sooner if the there's new data uh change the boundaries um so basically here's the population statistics they are all the current maps are all still in uh in order in terms of population and as for the public record in District a uh currently trustee Murray is the representative district B trusty Luhan um the other three trustees are all technically at Large although in the future both trusty Shane and I live in District C trusty Richerson lives in District e and we do not currently have a trustee here in District C so that's maps in a nutshell um if I see any members of the this is a public hearing which I am going to open now at 8:24 and
147before we go to the board are there any members of the public who wish to speak on the maps Tristy um Baker I had a comment before that sure I was going to take board after the public but I don't see any publics okay um fine I'll wait uh we do have one member of the public uh who's raising their hand uh Mr Ean mizy one of our night please go ahead and unmute yourself uh good evening members of the Board of Trustees I have a really quick and annoying and unprepared public comment um I believe President Baker brought this up like a year or two ago but could I I I don't know if there's a way that we can change this but if we can call the districts Wards or something other than
148District just because like you're a school district and you're often referred to as the district and so I just think it's confusing to be like District e of the district but that's my public comment um I hope you all have a nice evening uh thank you Mr mizy I I did try to push that I don't know if it ever caught on with anyone else but uh um if there's any other members of the public who wish to speak on our Maps uh for our Wards or our districts please raise your hand if not I'm going to go ahead and close the public hearing and open it up to the board uh trusty Richardson you had your hand up first thank you I uh looked at these maps and um I believe that the census
149from 10 years ago was 10,000 people less and uh it would be nice to see the population numbers in each district which this map does not have but I would like to know uh if that will be submitted along with this uh to the county committee on organization as as it is um because I think that the public would be sort of confused to see where it is that they could you know potential candidates could try to to find out whether or not they're in a in a district where they would like to uh you know Run for the office or an open seat in some way but um even though I appreciate uh Dr M trying to save us some money I think that it would go a long way if we uh responded
150to that and at least put down the the um the populations for each district before we submit it to the county committee yeah here's the the information and it came from the county and so of course we will when we if this gets approved we will submit it back with all of the documentation well you know um because I okay so follow up to that uh this is another little nagging thing because we are in three cities we and some of us have said well we have students from coma as well well I don't see coma anywhere here I know that the dead outnumber the living but to those um to the purist on the board who need to have that mention I don't see that so I I for a long long time wondered
151to myself if we had kids coming from that area and I don't I don't see it in this map I do you know so that would be nice to see I mean you know just for uh transparency and just accuracy for the community to uh uh you know I just feel I feel better with uh you know sper details on certain things I need the Deets I can help a little bit with that vice president Richardson this is our block and a half of cola here that is in the district uh on this side of the green line the Shaded area is our school district and uh on this side of the the right side of this green line is the city limits so we have these tow houses here this is pretty much all
152industrial there's a uh couple houses here behind Malloy uh but it is a very small portion and that this is I could get you the population figures but for that specific part of col up 30 40 households I I appreciate that trusty Baker because but I think it's not just me who's curious I think the public would enjoy knowing certain little you know trivia like that and I don't mean to trivialize it but I mean there it is you know I never I often wonder about that and I just kept wondering until somebody said well you know we also have students coming from there so I often I don't even know that we had Skyline uh daily s for a long time I didn't know oh we have Sam Bruno I mean I was just
153so in the dark about about this and I'm sure I'm not alone that's all I'm saying and I like that first one that we did pay a lot of money for but you know I think we got our money's worth yeah got so much uh value on it we get to use it twice um any more comments from the board well uh just to add a little bit I called uh nambi or spoke to no emailed nambi about this particular thing and she's going to get back to me about something because she says she may be able to help with the streets and such thank you they they um in the regist of Voters they should definitely have a a list of what streets are in the which district already so I just worried that
154you know the county committee might say something I just don't that that the meeting I believe is in March March 1 I believe and she said that's the de I don't know actually I just said get your maps in here well I got a letter today in the email maybe everybody got it and uh she said it was on May 1st so um well but I think that um we we should be a little bit more I don't know I don't want I don't want it uh the the uh I don't want to fall into you know with government you just have to meet the deadlines and I just don't want to uh test that speaking of meeting deadlines I'm going to move us on to our agenda and officially close the public hearing and
155open up action it 1B which is approval of the South San Francisco unite School District boundary map staff is recommending the approval uh of this map where the demographics have not appreciably changed with the new census 2020 information so is there any further discussion about this item no discussion just a motion I have a motion do I have a second second a second I think I trusty Murray got in a second before trusty Shay so so moved by trusty Leen seconded by trusty Murray uh roll call vote to approve the map student trusty Vino yes trusty Shay yes trusty Luhan yes trusty Murray yes trusty Richardson I'm not sure what should I do abstain or wait I I think you can abstain you can vote now vote Yes yeah I'll abstain for now and if
156we need to bring it back I'll I'll p vote to approve thank you president Baker yes so we do have uh the motion does carry okay moving on to action item 1C thank you for the public for hanging in who've been waiting for this item uh approval of the ssfusd and SS well I should say city of South San Francisco School mou for resource leaon officers on school campuses staff is recommending the approval of the mlu version 14 between the district and the city regarding the program on school campuses presented to the board uh Dr Moore I believe you're introducing this yeah thank you president Baker so as the board in our community is aware the school district in conjunction in conjunction with the South San Francisco police department has had school leas on officers
157working on campuses for many years in 2020 it was realized that there was no formal mou between the two agencies regarding the school liaison officer program so there were many presentations there was research data has been shared with the board uh Direction was given by the board to develop a formal mou with consideration of the mirative feedback that had been provided to the board and to staff and um what we are looking for now is for the board to look look at the recommended changes and edits that have come this has been to the city council of South San Francisco and come back to the board and then gone back to the city council and now it's back with the board and um at this time it's G gone through several iterations as you can
158see we're on version 14 and so in the mou I just want to orient you to the document yellow reflects all of the city council recommended changes that they voted on and approved you'll see um the that there are some indicators in red and that was either staff's feedback or a response to what city council asked what does it mean when you say staff what does it mean when you say the school so we tried to really clarify some of the language like the last time I'm going to recommend that we don't go line by line but we go Page by Page like we previously did to capture there's nothing on that page then we continue like the board did we discussed it at length um and then there was a question raised on page
15965 on the agenda that was was written and read by staff and that is actually no longer relevant or needed I will address that when we get there so that the board doesn't need to spend time discussing whether or not we include something um because that's no longer the interest and then at this point in time I am going to turn it back over to president Baker to facilitate the conversation on the um the memorandum of understanding uh thank you uh first to all of our attendees who wish to speak now is the time to start raising your hands on this item um the procedure we're going to take uh is I will just ask some my fellow board members first for any clarification only comments on this something you don't understand who needs to
160be picked up um then I will open it up to the public and then we will go through the pages and have any debate after that so first to my fellow board members are there any clarification questions you have at this time time all right seeing none then I believe we can go ahead and open it up to the public and uh Mr sayam can you go ahead and facilitate uh that so far I only see two hands I'm sure we'll get more yes thank you president Baker uh good evening to our attendees if you would like to speak please use the raise hand feature on the zoom meeting platform now attendees that have called in can dial star9 to raise your hand speakers will have three minutes to give their remarks you will hear
161a tone when your time begins when 30 seconds remain and when timeing is expired when time as expired you will we will move to the next speaker first speaker is uh aristelle delar Cruz please go ahead uh hello um yes um I wanted to give comment um in uh in uh regards to the mou and that I think theou is uh not is not ready despite the numerous drafts I think there there has been a lot of concerning things for me um from following this entire issue um and it's been over a year and a half um and and there's been many points that I've raised in Prior meetings um but the point that I will raise is um I don't think theou uh reflects uh a serious consideration of the points that have been
162made in Prior meetings it does not I don't think that um a lot of the board members or certain board members have actually read the data that's been sent to folks it's already been a year and a half and I would imagine that that is more than enough time for board members to actually read the data um uh that that that has been collected Decades of research peer reviewed research um even uh information that was given to you all from experts in criminal justice field the students that presented data on Alternatives suspension nonp police Alternatives that are actually affect effective um I feel like this is evident when this issue is raised and we see board members rehashing points that have been debunk by the data numerous times um it's kind of disappointing to hear
163that board members are gushing over data from Mr lunch's presentation yet there's a huge lack of data on this issue uh we all know and even the board and the cabinet has acknowledged that the thought exchange survey was not adequate um there was a small survey that was recently done at South City in which it it it captured student voices and not adult voices and and a lot of the results and it's posted on the change ssf and students for change Instagram accounts and a lot of the results that was shown is in is in sharp contradiction to what theou is proposing and theou we all know from my reading of it and reading that of the community's reading of it it has no real accountability for police so my question is after a year
164and a half how come we haven't had a year-long how come we haven't had a wide uh survey um I invite the board to come talk to students at lunch just dedicate two three lunches it's 30 minutes um talk to the students survey them get their opinions um on this issue because the small survey that was just recently done um is nowhere in agreement with the current mou um I think it's concerning that the chief was allowed to be part of this mou this is like if you allowed an NBA player uh for a particular team to write rules for an NBA book um and there's the danger that the person would write this rule book in the interest of their team success While others lose so I think there's a lot of things that
165I think is concerning I've always felt like this District or at least I was taught to believe that this was Data driven but it seems like they only seem to be data driven on everything else but this issue and so I say we reject theou unless we have a schoolwide districtwide survey thank you next speaker is Russell Lee please go ahead hello um to begin I just want to say it was disrespectful for you to take ASB president Aila off in the beginning of the meeting after her very candid speech I just think that it's an example of is how awful and terrible platforms like this and institutions like this are with students in our community because y'all take y'all have thick masks when it comes with these real issues that students are scared of
166dayto day to bring up and when they do y'all just y'all censor them y'all are fake it's just so fake and it's just so emblematic of like how this whole process to pass this mou has been it's been a year and a half and what have you all brought brought what have y'all brought to the table in terms of evidence y'all brought a thought exchange an online form with hundreds of responses from community members majority white adults but with at least what like 26 students you know how many students are in this District that's there's 67,000 or that's what I that's what I Google and just it's just such a low number and would you say that that's an acceptable sample size considering that you consistently reer refer back to the thought exchange as well
167as the student focus groups which lean towards getting rid of slos despite the space being compromised by the inclusion of an ssfpd employee this is not evidence this is not nowhere near a respectable process when your student Outreach can't even hit a percentage point of the student body while a community survey conducted in South San Francisco High School documented over a 100 students against the SLO program based on their needs as you youth the money it cost the city to run the program and the fact that is not the job of the school district to get students to like the police shame shame shame shame shame shame shame shame shame on you guys you guys consistently fail the students if you with things like this if you do not end the SLO program and mandate
168that admin only called the police in Ed code emergencies you're doing even more of a disservice to the students please do not pass this without ending the program as well as establishing tireder parameters from when admin called the police and just for some stats to leave youall up with through public records requests not through the district but through the police department since 2005 there have been over 15,000 incidences where police were either called or showed up on their own to ssfusd campuses about 20% or 3,254 incidences reported at ssfhs the school with the most black and brown population since 2014 19 students have been arrested at ssfhs alone in 2019 police spent 83 hours at that school while at Elco they only spent 36 according to the district's own civil rights data non-disabled black students
169referred to police by admin 70.2% of the time while Alli next students is 62.1% thank you next speaker is Brenda Gonzalez please go ahead hi I'm a student at high school and I also want to say like what Russell said I think it was really disrespectful for you guys to kick Sam off the zoom um because I feel like she was also fighting for us and she is a trustee I mean a student representative so I think she should be on there and um but yeah I think theou approval um was was I don't think it was stated in like future agenda items which makes it seem like like the board is kind of like sneaking in this agenda item to be approved like without Community input so that was just something that me and
170my classmates were talking about um also it's currently like 9:43 p.m. which is like really late for our students and community so I feel like this agenda item should have moved been moved earlier so that our community can speak on it and students so yeah I think that was really like bad leadership and governments on your half because this is an issue that deals with the safety and safety and the well-being of our students so the fact that the board is like pushing so hard to approve this program and using these kind of shady tactics um even though like the program like has shown to negatively affect black and brown students in our district like it just shows that you guys kind of don't care and are ignoring us um also the board has not
171properly consulted the schools on this issue like those focus groups where there was just a few students and like the thought exchange survey which was censored and not real data that did didn't reach the people that were affected the most by this issue and you guys know that but you're continuing to Pro approve this mou there was like as mentioned before there was a survey going around in our school during like lunchtime and it gathered data from more than like a hundred students and it was mostly against having the SLO program like 109 as opposed to that said no as opposed to like 10 people that said yes or some people that were unsure um and also I want to say like what about when it comes to like evaluating the program because um we've
172showed you the data like slos spend the most time in the schools with the highest black and Latino populations and these black and brown students have the highest rates of suspension and expulsions and they and they along with the special needs students are more likely to be criminalized um we have the surveys that show that students don't want police officers and they don't they don't belong in our schools so why are you ignoring this data right now when it's in front of you because I can guarantee that if this comes up that when you guys try to evaluate that this is going to come up when you try guys try to evaluate the program because this is just the fact um that the SLO program has negative effects on students so um yeah I think
173also um when I was like talking to other students about like you guys approving it tonight they were just like really scared like about like they didn't even know what was going on so I think that was really like shady of you guys so I think you guys should suspend the SLO program continue like continue the suspension permanently and start investing in actual beneficial programs for our students thank you next speaker is JoJo Gomes Gomez please go ahead hi and good evening I'm a student from South San Francisco high school and I'm calling in tonight to ask for the board to actually listen to its students and end the the SLO program um as a senior who's graduating this year and has a lot on their plate it's been really frustrating to have to carve
174time out of my busy schedule over and over again to show up to these meetings and have absolutely nothing change when we voice our concerns the least we expect is for the board to actually value our input and listen to us but in the past year and a half since we've pushed for the removal of cops from our campuses it doesn't seem like you've listened to us as your students at all like I know that sometime a while ago the district conducted the thought exchange survey and that was meant to evaluate the community's perception of cops on campus but the majority of those responses weren't even from us as students but from adults who graduated like decades ago they aren't the ones who have to walk these hallways every day fearing that they'll be harassed
175or criminalized for the littlest things we are and in the time between that thought exchange survey and now not once have you as the board made another attempt to survey the students on their perception of cops and quite honestly I think it's because you all know exactly what sorts of responses you're going to get you're going to hear students say that the 500k spent on this program could be better used elsewhere you're going to hear students tell you that they live in fear when they see police on campus and you're going to have to actually do something about it and I'm going to be really honest sometimes I feel like you guys are just lazy and all you care about as politicians is upholding the status quo none of you have the imagination or courage
176to take the first step in making your schools better and safer environments none of you have the drive or motivation to improve your communities and quite clearly none of you care about us enough to want to make a change which is a shame because these are the very same qualities that you want to inspire in your students every day all we're asking is for you to take the time to listen to us and make decisions that are informed by your students not just yourselves there's no need to rush this process you can easily keep the program suspension in place until you've conducted surveys and gathered data from actual students that shows the negative impact of police presence on their wellbeing thank you for your time thank you next speaker is Nick oapin please go ahead
177yes so I'm glad to hear a lot of the community a lot of students and community members speaking up on this topic uh obviously we know that police brutality police misconduct and police Terror issues in all of our communities and need to be addressed um not just with words but with actions and some of the first actions in the wake of the murder of George Floyd and many um people across our nation standing up and speaking up was to finally act on the initiative that many organizers have taken in many cities in our country including organizers in Oakland to get cops off campus and within that month within a month many school boards including Oakland's and and cities across our state took action um to remove cops of Campus so um the first thing I
178want to say is as a former teacher here with South City Unified and as a a current trustee in the district next door um in the Jefferson Union High School District um it's surprising that we're still talking about this um as if it's something needs to be figured out as if we don't already have a solution and as if students and Community haven't already provided those Solutions with data to back it up um for months and um even you know over a year it has been actually over a year and a half we're going on two years um since all of these events have unfolded and I think leaning forward uh I've seen many school boards and cities take action I would expect that any school district in the San Francisco Bay Area would have
179the sense to do that so um I want to remind this board that South San Francisco is part of SEL County SEL County being a major County in the Bay Area across of course in the state of California should have already taken action to support what the community been asking for in the interest of civil rights in the interest of Human Rights and in responsible public policy in addition to the city of South San Francisco taking action to address some of these things at the city level um I think you know what the students are asking for is not a lot they're asking for is common sense policy it's one of our responsibilities as Schoolboard members and as Educators and simply as community stand up for our community who are the most vulnerable those who
180are profiled by the police those who are um living while undocumented um those who are generally profiled and stereotyped and discriminated against and if the community has already experienced this um for generations and is saying this that I encourage every board member in this school district and as well as Educators and in our district Community to stand up not just with our students but stand up for your community and ask for not just the minimum but to lean forward and create policies that actually protect our students and defend what they're saying and encourage their involvement rather than using that information um to basically silence them so I'll encourage you to suspend this um policy immediately and figure a new way to move forward with your sources thank you thank you next speaker is uh Jaz
181please go ahead yeah I'm calling in um I'm act uh I'm a former student of ssfusd I grew up in South City I was personally harassed and targeted by police South City police um I'm also calling to say you know listen to the youth cops off campus um they've been telling you what they need you need to listen to them and I'm going tell you why and I'm going to remind you of a name that South City officials have tried to forget including you all which is Derek Gaines who was killed at age 15 in 2012 by Joshua Cabo and what the city of South City did was they moved him to another department and he went on to shoot more at more black and brown Youth and for you all to sit here and
182even sneakily do this is wrong and um and I'm G tell you right now growing up in South City the police definitely Target black and brown youth Joshua Cabo actually was an SLO on campus before he killed Derek and he had threatened students he even it's even on record that he said he would kill them one day and so I'mma it's crazy to me how you all forgot that uh the police killed Derek and he was a he went to South City High that's actually how I met him and I think that's all we need to say is Derek gains and if if you pass this and if you allow cops to be on campus what you're saying is that you want that to occur again so do the right thing cops off campus and
183listen to the youth Justice for Derek gains and since I have more time I'll just say I don't know what else to say but honestly like this is this okay so you're just going to mute me that's fine that's how that's how you guys keep doing since you guys want to forget that that happened right actually you the reason why Derek was killed is because of board members like y'all they don't have the courage like the youth before said to say no to Cops off campus to stand up for the community and for the Youth excuse my language but the reason why Dereck is not here today is because you all didn't have the courage to get rid of killer cops like Joshua Cabo and keep them away from our youth next speaker is Paula
184Mota please go ahead hello my name is Paula um I'm a student at sou City High School um so I see that the board has put in a lot of effort to supposedly um create a safe environment within the schools but by having officers within our schools it doesn't really create that safe environment you guys are advocating for so it's kind of hypocritical to have these officers um there's a lot of undocumented students who attend sou City High School and there's also a lot of brown students who attend South City High School and we see these students being profiled and it's obviously not a safe environment with cops um while they were suspended we didn't see any incidents or anything occur um so yeah again you hear students saying that they just don't feel comfortable
185with having officers and have spending 500k a year for officers Beyond campus is just mind-blowing there's a lot of things that money could be going to um for example counseling especially for these undocumented students who may have come from countries where they've experienced trauma and they're coming to a school with officers who might discriminate against them and create more trauma so I think that you guys should be aware of this and think about how having offic on school and um trying to create this safe environment just can't happen um and yeah that's basically all I have to say thank you next speaker is um Valeria oen please go ahead hi um I'm calling in yet again um to ask you all to um cut all relationships with uh slows at the South Francisco Unified School
186District I'm really tired figuratively and physically speaking because it's 900 p.m. almost 10 p.m. and you snuck this the agenda I found out about it just yesterday I've been sitting here on my computer all night and um yeah I just don't even know what to say anymore because I've ever I've been here every every meeting where this has been discussed I was here when the high schoolers had a huge presentation with extensive research and now they've also done some surveying at schools they present you as like multiple multiple like like research and dat data to like prove to you that they do not want um cops on campus rightfully slow because like I went to South School Unified School District and the last thing on my mind was a need for cops I my books
187were like ripped to shreds so I had books from like that looked like they were from the '90s like there was no soap or or like any like uh paper towels in the bathrooms I played softball at the local at Ponderosa our shed was a literal garbage can like the industrial ones flipped over and I still drive past the school and I see that there like there was so many ridiculous like things that were given like lack of access to anything at school and like the last thing on my mind while I was there was wow you know what I need is cops right you know I would volunteer at elero like for fifth period And every day when I would leave campus there was a cop at the front door and it it's just
188ridiculous that this is still happening and you know people come up and talk about how you know Derek Gaines went to South City and he was murdered by somebody who had been a slow and every day that I go on the news that I read the news or I listen to the news I'm hearing about how our Public School Ed like system in the United States is being attacked by conservatives and you stand here pretending to be some like voices of the community I don't understand what you're doing here like what like if you do not take action like what like what truly is the reason for you being here besides I don't know self- involvement like like you know we we go we look listen to the news like look at what's happening in
189Oakland they're shutting down schools we all know that schools in California are super underfunded with too many students in classrooms I'm sure that's happening over there too and look at like how they're banning books too and this is what you choose to fight for it's just ridiculous like listen to your students what are you doing here if you're not listening to your students I just ask that you ask yourself that thank you thank you next speaker is Andrew T please go ahead hi my name is Andrew T and I'm a student at South San Francisco High School uh I want to try to keep this message short but I just want to say that I am all against the approval of theou and I believe that South San Francisco Unified School District needs to cut
190off all ties with the police department um just from my own experiences and many other people's own experiences I can see that no one likes when cops are around on campus and we all try to avoid their presence we all try to stay away from them because um many people don't feel comfortable around them and they fear for their own safety their own comfort and um you know just peace of environment and so I really do wish that you guys would listen to our student voices and instead of like supporting cops on campus spend amount money that all all the money that SF us has on better programs for Arts funding our Sports because I know that a lot of our sports team have such dedicated players but they don't have the resources they need
191uh funding our nutrition services to make sure our students get better lunches that they're fed well healthy food that doesn't taste like cardboard um to make sure that um our schools have funding for composting which should be required and as a necessary part of being you know a Greener more environmentally feny District which we really lack at South City or even funding students get um Chromebooks I still don't have a Chromebook and it's almost the end of the school year which is really concerning um because I believe I thought that all students were supposed to get a chome yet here I am with that one and I had to carry around a five like pound laptop of my own at school and you know that kind of like hurts my back I'm carrying all around
192um but more money should be directed to our students and more time should be listen spent listening to our students concerns and needs rather than trying to uphold this relationship with our cops thank you thank you next speaker is Kiana H just a moment Kiana are you able to speak now oh yeah sorry okay please go ahead okay um thank you um I would just like to say shame on you Baker um you during this whole process you were the one who was like oh let's like work with the students and now that you're president um you put theou on the agenda without a heads up to any of us and any of the students or the community um you guys literally put this agenda um item up without even like a notice to anyone
193and it's really suspicious I think there's like a brown act violation but I mean just because like you guys really want to P like push this through without let letting anyone know and um yeah well like sorry I I really did I I just like want to stand with the students here and say that you guys really aren't listening to anyone um it's really suspicious that time and time again all of these students come back here wait for you guys for how many hours just for you for them just for you guys say oh public comment time um let like us talk for three minutes and then go on to like theou and act like you didn't hear anything that anyone has said um it's really disrespectful because everyone is having their time here and
194we're like we wait for you and we want a responses but no you guys are ignoring all of us and it's really dis respectful and it just shows like who you actually care about um like your silence is just saying that you don't support the students the community who are actually being affected by this and yeah if you don't like respect the students then how are are you going to expect the students to respect you guys and honestly over this past year and a half I do not respect any of you guys um you guys haven't been listening to any of the data or any you haven't even tried anything like I remember Luhan was saying that oh we don't have control over this funding but you guys haven't tried you guys haven't tried anything
195and yeah thanks thank you uh president Baker that was the last speaker thank you Mr samam um seeing as we have to go to a break in five minutes uh for the captioner and then as soon as that break ends we're going to have to ask for an extension to the meeting because it's going to go past 10:30 I will uh hold off on the rest of it I do want to make a one quick statement um for the public it is standard for our non-serving student trustee to be bump back to an attendee president Aila Gomez is free to com comment on this um and as for it being on the agenda being late I did think it was important to get this on a televised meeting so it was easier for people to
196comment I know that made it late in the evening but I do think we will get actually more people who can comment on it as we have just seen so with that I'm actually going to call our break a few minutes early since I know that next step is going to take longer than four minutes and ask everyone to come back at7 uh 10:18 p.m. thank you spe hello welcome back everybody it's 10 18 p.m uh first order of minutes before we go on since it's I don't think we can wrap this discussion up in 12 minutes I would like a motion to extend the meeting happy to make motion how long are we thinking do we want to extend it to 11 uh I would maybe go 50 minutes later because there's a couple
197items after this item too Okie doie motion to extend the meeting to 11:15 I second all right moved and seconded to extend the meeting to 11:15 roll call vote please student trusty Vino yes trusty Shay yes trusty Luhan yes trusty Murray yes trusty Richardson yes president Baker yes I suppose okay so um I believe uh Dr Moore suggested that we go over it Page by Page uh not as in depth as we did before but uh mentioning any issues we had with it uh and then of course we'll I'll have our chance to comment after that so uh Dr Moore whenever you're ready I believe uh last time the trustees each gave a recommend mendation so if we look at page 60 that very first page you can see the edits that have been recommended
198by the city or there any concerns with spelling things out the city of South San Francisco the school liaison officer what what it be helpful if I shared the pages in question as we went over them Sure hold on so any questions on this first page I have no question okay no questions you no questions just clar that's just a clarification of roles I think correct and I think that's what we'll find like on most of the pages yeah so if you look on page 61 you see um clarification on spelling things out instead of Staff we say School administrators you see where it says annually ssfpd staff and we wrote who that should now be chief of police and his or her staff and or designate so we can change that language if it
199pleases the board and at the bottom it's the same thing just clarifying who staff is so we can be more explicit okay page 62 uh these were edit from city council so I'll let you look at those and see if you have any comments that you'd like to make hearing none page 63 again this is just clarifying one of the words use site calling out it as a school no other changes were made 64 there there's no revisions recommended revisions or changes and please there just my fellow trustees just go ahead and step in if you need to mention something right on page 65 um item f um originally we had the students parent or Guardian will be immediately notified um we included immediately it looks like that was recommended to be removed by the
200city and inserted as soon as practicable so just for clarification here because it looks like they're both crossed out yeah is is the now the language going to be it says the students's parent or Guardian will be notified as soon as practical yes okay I that should not have been um stricken it Rec they're recommending that we say as soon as practicable instead of immediately and I think that was the original language and then we recommended immediately and then their recommendation is back to as soon as practicable and then I'll just talk about this next one and then the board can discuss your uh thoughts on G where you see it has the specific laws that item below we can strike that we don't need to include that um the the red text you're saying
201the red texts right it's just the PD Officers will continue to follow state law and City policies when effectuating arrests that's from the city council and so there's no comment on that one so just quickly uh when it says who is the city that will be stricken who is the city well down here on uh page 66 we're not there oh I was up there oh you were up there I was make sure okay so is the is the board comfortable on F with the language as soon as practicable versus immediately I prefer it immediately but you know I I do know there are going to be circumstances that that can happen so others same sentiment I'm in agreement I'm same sentiment me too I agree okay so trusty Richardson page 66 so I inquired
202about that who is the city uh the new language will be the city of South San Francisco represented by the city manager or his or her design so we would add that language oh okay this is this is still has to have that revision huh yeah that one would just add we asked the city to be a little bit more specific and the feedback was okay well add-on represented by the city manager and his or her designate just to avoid this coming back because we didn't Define the district can we also Define who the district is and or the design I I'm amendable to it I'm not sure it's necessary but yeah let's eliminate any confus us okay great okay so there's nothing else on 66 now 67 you will see um several things that
203have been crossed out and added and so I'll give you an opportunity to look at that and um see if you're comfortable with the recommendation changes while you're doing that let me open up one thing I I'm just uh kind of wondering why we decided to cross out the original B who crossed it out the city I believe so let me open up the original document give me one second please I mean I did uh virtually attend that council meeting but I don't remember every detail yeah let's see yes it looks like changes were noted um and yes this came from so chief of police direct supervisor of the SLO after which the chief of police and District representative so all of that looks like it came back um from the city council or the
204city as wanting to remove B completely and it looks like they've renumbered B so if you look down so they've taken that out and I actually don't know that I saw that it was included in here yeah that was just removed and I wish I had a rationale I do not have a rationale for that I can't remember I was at that meeting or I watched that meeting and I can't remember what was said or who brought it up oh I I'm maybe because of a I'm sorry president Baker go ahead a talks about if there's concerns that we'd refer the concerns initially in writing to the chief of police after which the chief of police and a District representative will meet and confer a meeting will be conducted with all parties including the SLO
205to mediate and resolve any problems and so I'm wondering if the thought process was that that would yeah because originally it said to supervisor the SLO but now you're starting at the chief of police so I can see the thinking there yeah it seems to almost it almost seems to remind me of slightly of the uniform complaint process of like here's step one if you have a concern and then if the the new be better defines what is step two if it's not handled at the lowest level yeah it also seems like it starts with the chief of police and the District representative whereas like you said trusty Luhan that next one is saying if it's not resolved at the other level then it would go so it almost seems like that's going to be
206the first attempt to try to resolve problem so that could be the rationale yeah uh let's see see you can see here just language that was taken and added so I think the clarification here is about um that the district can independently investigate complaints from students employees or others but I think there's a line that's trying you know to be really clear that ssfusd will not investigate ssf PD Officers because they are not employees of the school district yeah I do remember that conversation at the city council meeting there are particular laws about interviewing cops the annual assessment is it a calendar year school year which year kind of is it are we can before we get to the program evaluation and is everyone comfortable with what's written above are there any objections or concerns
207with what we just discussed um I have a question that Abby yeah sorry um going back to Item B it says the ssfpd chief is solely responsible for decisions about the assignment of slos um so say our community has um like say like an issue about where an SLO is placed or um anything that you know like the Community Voices out so that decision would solely be based on the chief of ssfpd I think because the school liaison officers are employees of the city and they work for the South San Francisco Police Department the district wouldn't necessarily have jurisdiction over how or who they assign as an SLO I do think we talked about if we have concerns um then the chief will reassign the SLO and exercise his his her due diligence to that
208and so I think it has to do more about us not employing the person and so we wouldn't necessarily have a role in assigning that SLO that's my understanding thank you from the language it does say that they will consult with you so so there's room there for communication yeah I do I do recall the prior Chief uh who was still in office at the time when this came up uh we talked about what would ha we being the school district not the board talked about what would happen if uh we had an issue with a particular SLO and he said that uh they would be removed and replaced I'm really wish we could have that in writing um but well it's a different police uh Chief now so yeah well it it also talks
209about a little bit about if we have concerns about an assignment the process in this po policy well it it kind of self it references itself which is section n references section n um I think they mean they're talking about District c i do I would appreciate something and I don't know how much you want to add at this point but I would appreciate something about if the school district fil fills an officer should be reassigned that we should have that right again he said the former Chief did say that I I do wish it was written down well I I don't think they can force us to keep an officer that uh um that we have a problem with um but there is the the uh the paragraph about communication so there's there's I
210I think it would be resolved there don't you well it says if you guys look in that same paragraph in the in the event that a school or District concern regarding the actions of an SLO relative to this mlu is not resolved through the steps described above the chief will reassign the SLO and exercise reasonable diligence to identify and provide a qualified replacement does that captur it or you want it to more clearly indicate that if the district feels the officer should be assigned they'll be removed and reassigned I think yeah I I think that probably will cover it um I mean I think we could we might have to argue the point but it would that should cover so maybe stronger language possibly I think it covers I'm okay with that I'm fine with
211it okay all right and then um we can transition to program evaluation and assessment so I believe trusty Richardson that it when it says assessed annually I'm thinking the school year calendar um is what it follow is that are you recommending we call out what we mean annually like during the school year is that what you're well I think I think that uh this has to be uh explained to the city because they're probably operating on a calendar year and we'd be on a school year so I mean maybe I I just I I don't know at this point I do like school year thing it's easier to track because kids you know graduate and to different schools I'm just wondering how which one would be best is that the entire I'm sorry go ahead
212TR so what I was going to say is that from a budget perspective both the city and the school district follow fiscal year which begins on July 1 and ends in June 30 the other thing is is that later in item XA SE subsection two it does say the timing content and evaluation of the survey will be discussed as part of regular meetings and so there is space to actually fully Define that as part of some a larger conversation yeah I agree I mean which the small group can bring to that point sorry no I mean I I you know I had mentally just go gone ahead and assumed I met School year uh until trustee Richardson remind me that there could be some confusion I would like to say I would maybe suggest a
213change just an line a there school a and officer will be assessed each school year um okay is everyone else comfortable with that recommendation is anyone uncomfortable with it how about that but I think it's important because they may not be thinking the same you know about school year calendar year we can see greater Clarity Dr Mo before we move on can I ask Abby how does she feel about the B is that address Abby your question sorry I was I kind of delayed my thoughts on page 67 above that your question about be yes it does I think um Pro uh X like program evaluation assessment I think that like just reading this clarifies that so thank you for checking in are we on subsection C yet or we still on B we're on
214um now page 68 top paragraph B if there's any concerns that have that are Ed I'm okay with B I do have a concern with C but I'll let anyone else who has a concern with B talks first I do about B because um uh the city manager will determine who will participate in the meetings the meetings or identify operational changes that require amendment to this mou so uh I I'd like to know I'd like to uh put a Deb a date because um you know this is subject to like unorganized it's like a ad hoc you know we meet I'd like I'd like to say a specify a time like a date before the end of the school year by the end of the school year and give it a window so that we're
215not dragging this know we sort of should just I don't know to me this just takes too long shouldn't we formalize it in two two weeks or something where did I see that the city the meetings oh okay there it is the meeting schedule in order to maintain Reg and open communication regular what does that mean so I hear what you were saying vice president Richardson I'm very reluctant to put a specific date because every time the meeting potentially falls on a Saturday then we have to revise theou I could see putting in some language about a set number of meetings like not to exceed or no less than um a set number of meetings like whether it's four so like no fewer than four quarterly or quarterly meetings per year but I do not
216see the benefit of dates because we would have to revise theou every time meeting dates fall on dates that people don't want to meet yeah um we could say the last whatever the first Tuesday of the month of the quarter I mean I've I've had those types of I don't know that we need to get that granular I think I mean if the board trusts that I or Dr Spalding and Mr seers will set a schedule a regular Cadence and we can share that with the board I think um the idea is that we wouldn't meet once a year that we may set up like quarterly meetings or every other month meetings to check in I don't know that like uh trusty Luhan that we need to specific have a specific day of the week
217or you know the second week of the month um but that we can build a schedule and then share that for the board to see we I I feel comfortable with that only because I know that you that the city and School District set a regular Cadence for City's um City's subcommittee meetings even despite everyone's crazy calendars you still make the the quarterly meetings work yeah it can and maybe it's something we can start putting as a matter of course on the um subcommittee agenda isn't this agenda okay um if we're GNA move on to item c i I do have a big concern with that uh the city added the language that the district will be responsible for gathering this aggregated data you know I I don't mind the school district putting it together
218but there is an issue in that the raw data is going to exist at the police department in their computerized records um their dispatch logs their time cards they're filed reports unless we have a provision in this mou that this data be automatically provided to the district we are looking at a necessary red tape I mean are we going to have to file a PR request to get that data if if it doesn't come um I I you know it on the other hand it's probably at the fingertip of someone in police records um so I think we need to have a provision that the in this mou that the police department uh agrees to provide the requested data you know within 14 days 30 days whatever so we have enough time to have this
219report done before each school year so I I'm glad you spoke to that I actually reached out to the city manager about that um and IND at that you know it would be important for us both to take on responsibility and there is a willingness um to share I gave just some examples of what kind of data we would want and he he has agreed um that they could produce that on their end and um and that we would Define what some of that data should be so and they are open and willing so I think adding a clause in there about them providing requested data I I think there's some openness to that so I think we can work on language is my point I think we need to put in the language before
220it leaves here tonight though because otherwise I don't know what I'd be voting for okay so I heard you say you want the ssf or city of the city will provide the data listed in the previous sentence up there um I don't know what within 30 days of the end of the school year I would say relevant because some of the data such as why the police were called to campus is going to live at the school site right data relevant I I wouldn't really want to know what the the PD did uh only as it relates to our students and if they have a big uh Hall of kids and they came from another city and I don't want well I wouldn't mind knowing in the back of my mind I I don't think
221that's relevant to our program I'm only interested in as it relates to our students and well I mean if they're contacting students of other schools who are on our campuses I think we do need to know that we I I think we need to be have an eye out towards every youth in this community whether they're they're walking through or live here so what I will say is as I reached out it was specific to our students right not other District students but ssfusd students um to find out if they're being ARR rested um and I you know I asked for it in a disaggregated way so that the board could see that it was not specific to any youth in the community I think would make sense because criminal records for students outside of
222our district might not be part of our jurisdiction that's true happens on campus it is in our jurisdiction so I mean it's it's we're I'm I'm trying to say we need a complete picture so I mean and again the issue is yes I I we do need to keep data but I do know having dispatched that all that data the the why they were called who they called them some demographics and the disposition will be in records so I think we do need to ask that and can I hear from the rest of the board so I get clear Direction on what we're asking I support um trusty Lan's um idea I do too I'm I I'm not clear what how that's going to go on paper so if we can maybe word the big
223thing I was asking for was relevant data because I think some of the data lives in both house like both parties and the other thing that was at my particular Focus would be what's happening with our students if there is a student outside of our district who is on our campus and some sort of criminal activity happens I'm sure that can be part of the data set of like what happened with it but I also want to be mindful of if there's some sort of outcome that leads to criminal activity that's not our jurisdiction they're not our student so president Baker what I heard you say initially was the the city of South San Francisco will agree to provide relevant data and I added in for a South San Francisco Unified School District student Within
224you throughout 30 days from the end of the school year are we comfortable with that well I am since I said it but I'd like to hear from everyone else I am okay I am too okay all right um so we can make that change that's page 68 and then page 69 a I'll give you a chance to look at that that was a a discussion from the last meeting I believe go ahead I was just gonna say I believe the rationale for this is that a termination of the agreement can be considered at any time and it gives you 30 days after receipt of it and that we can agendize it or the city can agendize as much as they want and so there is a it doesn't need to continue for one year
225and go through the same process that it's gone I believe that's the rationale but I'll let the board discuss if you feel comfortable with the new recommendations oh I have feelings on this but I'll let other people go first well I uh just to cut down the time when this become a reality 30 days will we have to wait for them to ratify those 30 days at a public city council meeting or how would that be effective because if it goes beyond the 30 it should be effective at the end of 30 days but not ratified possibly maybe 40 days whenever they get a maybe they can call it an early meeting or a special meeting maybe that's what they have to do well actually this this section talks about termination that's where it says
22630 days there is one thing that we really should put in this mou and that is if it's approved by us and if it's approved by the city when does it go into effect we don't have immediately do we want to put effective 2022 23 school year do we want to put one month after after both parties approve it uh that's something that I am not seeing now oh yeah I I kind of wondered about that is it uh is it uh legal final you know can they just leave and and so that's what I'm wondering when is it that the do each both agencies need to uh their counsels to acknowledge you know I don't know resolution or something like that or well I I do know that every time we make changes it
227pushes the date it pushes it back to the other side and if they make changes it pushes it back to us so it's some point the Ping ponging is either going to keep going indefinitely Or it's got to stop so I do think you know maybe if we make changes and the city accepts all the changes without making any of their own I believe and correct me if I'm wrong Dr Moore we thought last time that would mean that it's the approved agreement on our part correct if there's agreement on both ends without any further revisions approve then it how that work and I would say that it should be effective immediately I I would hope that after we approve this that that we can resume our uh relationship with the SLO program and um
228you know we'll have anou in place and I I do I do I I understand that I think we should have a at least a short buffer time so we can be prepared and like like if they vote on it at a council meeting you know two weeks from now you know we we're not going to be ready to go maybe we should say thir you know two weeks or something I don't I'm not sure immediately is the way I don't want it to be approved on a Wednesday night and have a have cops walking this campuses the next day I I don't know what we have to to prepare for but Dr Moore maybe datle no this is for the board if to decide the timeline that no but I mean what yeah I
229don't understand what we need to do in order to prepare for um resuming the program maybe we should ask the the City attorney about that well I think my only pause is if you're asking my thinking I mean we do need to say you know I do think it's a courtesy to our principles at least to say okay you have a laison program and for example you know then Martin you know tell Martin they can have their safety patrol visits in X weeks tell whatever schools um you know hey this is our process now but you know you need to be ready for the police to come in at some point I I do I I mean I really don't want it you know approved like this at 11 o'clock at night and then you
230know 7 in the morning someone shows up without any warning I do think we need to say have time to notify our principal for example this agreement is in effect as of this date you know without sending an overnight email so what do you think Dr Moore because I'm thinking the same line as uh trusty Marie what do we need to prepare for if this is immediately effect so I think as I think about it I think that there's something to what president Baker is saying we've had so many iterations of this we we the staff probably need to meet with principles and make sure that everyone is clear on what this entails I don't think I don't know that two weeks um or one month or whatever would work but I certainly think we
231need at least and again it would depend on when we're meeting with all of our principles to just walk them through um and we can send it to them and have them review it um and so other than that I don't know if there's a whole lot to prepare but I do think communication is going to be really important and questions are going to happen and what I don't want to happen is it happens immediately and we're getting bar you know barrage of what about this and what about that I'd rather just again be very intentional with here's the latest mou let's go through it let's discuss it let's clarify it starting I don't know two or three days from now whatever the board's timeline is but just a little time to orient all the
232school leaders so that they just know what to expect well maybe we should um say that uh this year since the year is almost gone that it should be next school year 2223 I agree with trusty Richardson I disagree strongly disagree why well first of all we have half a year left this isn't like the end of the year but um but we've already gone without having uh the program for half a year and and um I would like to get it up and going and resume the relationship as soon as possible well I mean uh nothing's really I don't know I asked for an update on how things have been with a new supposedly new um instructions to staff not to call the police for everything um I haven't gotten I couldn't get a
233an update so I'm not sure that things are just has fallen apart in the district and that knowing how communication between the districts uh staff teachers they all need to sometimes it just takes a while to get this the communication out and it'd be uh a pressure that I don't believe is necessary and since it's not really dire that you know there has been no police really on campus for the last year and if things are not falling apart although there has been police on campus anyway for other reasons but um I don't I don't agree that uh it should be it couldn't wait I I I wouldn't be comfortable with anything less than two weeks so I fully support definitely building in time to make sure that principles understand because I think a big
234part of this is we do need like once this would go into to effect there is some Data Tracking that needs to happen um so actually making sure that there is clear understanding as to why we're calling the police and making note of that so there is a there is a record of that um the other thing that's giving me like at in my head pause and my HR brain can't turn off is that the annual review if it's every school year if we you know it goes back to city council it comes back to us and it's suddenly approved in April my Panic moment is there is one month to do the review because that would be if it if it you know is within 30 days of the end of the school year
235or whatever like there's not enough time for an annual review so that is my only pause on like when the unknown of when this gets approved and when the school year actually ends so you're like for for example I think you're saying like if it it's approved and goes in effect in April the annual report would be just April and May and how are they going to put that together exactly um but outside but but like outside of that concern I mean I just I definitely see the benefit of providing a buffer time for making sure principles and side Administration understand do I necessarily think we have to wait I don't all the way till the 22 23 school year I'm not saying that I'm just saying the annual review per school year would be
236tricky as this date gets pushed out well we could actually say something like with the first uh review being in the 2023 I'm I'm fine with that if we you know if we have only a partial if we have a partial year at all this year I'm fine with the full review waiting um I but in the interest of moving things along on timing how about I I'll pull all of our trusties if this was approved give me a medium number of days or weeks or something that you think it should go into effect and maybe we can try and average it out so I'll I'll start with I'll start with trusty Vino if this was approved how long do you think you reasonable notice to everyone would be sorry I actually had a question
237before no just step on where Robert's rules are temporarily suspended so just call up if you have question go ahead oh okay um sorry I'm still trying to process it just because it's a it's a lot so um I just I I just don't see like the the like the need to rush for it to be back because um we've already gone like a whole year like online obviously and like all our schools have been back since August and nothing like detri detrimentally bad has happened for us to even need slos in the first place so I don't necessarily see the like the need for it to be like brought back so like instantaneously um and actually like being a student on campus um like at El Camino like we don't even have a lot
238of these dialogues like a lot of these topics yes they're brought up for small forums but we don't necessarily have like um like in comparison to South City like we don't have like as like as much access to this information or a lot of education on this in the first place so I think like the buffer time that trusty Luhan mentioned would be really good um actually like would like some time to think about the question that you asked just because I'm still like trying to understand the last part of theou um and I also had a question um I see that we skipped like a lot of the the Roman numerals are we going to talk about um XI or is that just are we not talking about um I if if there's anyone
239who has any concerns about it I think we skipped over because it's basically a standard uh legal disclaimer saying we're all we won't Sue each other over things like this um but I mean if anyone wants to comment on it yeah I have the same opinion and it's it's partially just I read a lot of contracts and this is a very standard Mutual indemnity clause so I don't have any concerns about it but I do welcome you know questions if there are concerns about it all right well um we can talk um as a as student Vino said you know this has been a while and I it is complicated and I you know again my number for appropriate notice would be hey let's wait until the fall uh but you know trusty Luan what
240do you think is a reasonable amount of time 30 days trusty thank you trusty sh yes me too 30 days a month sure uh trusty Mary you're still immediately or do you have well I would be okay with a month you know two weeks a month whatever it would whatever the time period would be for the district to um to get the information out to our you know because last year has been so confusing the the principals didn't even know when they were supposed to call the police or when they weren't and uh so that messaging is is going to be really important and um so you know whatever whatever the time period you know two weeks or a month that's two weeks to a months okay I'll count that as your number uh vice
241president Richardson uh your your uh recommended amount of time I uh opt for the uh fall uh I would also upt for the fall but I am hearing three votes for 30 days so well it's going to be chaotic back again oh what oh we have a is that you know that's inviting chaos and believe me parents are still uh nervous I call it nerves and I don't believe such a transition back there was such a hassle I mean parents were calling the police oh the word got out they're not going to have police anymore on campus now it's they're back and you know how do you get that message out it takes a while for it to sink in parents are not totally paying attention what they're doing and I think just it just
242takes a while and they're now getting used to not having police now you're going to shift all of a sudden may I ask uh Dr Moore what's your thinking in terms of preparation for the communication and rote it out um is a month too short too long what's your thoughts I fine I just I want to remind the board that you guys have put Provisions in here so it's not going to be like we have an SLO program and police are going to start showing up again I mean we you guys have spent a lot of time talking about do they need to be out at the front of the campus and you guys did not like that right that they're just sitting there many students said we don't feel comfortable when we're coming to
243school and we see that we talked about what the police officers are going to be wearing so there's some things in here that you guys have already demonstrated some comfort with of changes that we'd like to make so I think um the communication is going to be important and it will go to our schools and I have to say it was hard for some of our leaders and they they did what we wanted when in doubt call us and let's talk it through and there are some things that we were like you absolutely need to call and so I mean I heard that someone said you know well we um violated the mou but there's certain infractions you have to call for and so that's what we were seeing and some of which we were
244not calling parents were calling and so they were responding to parent concerns so I just I want the board to at least remember that there were some Provisions that that we discussed about their dress and and and we want to make sure that we are really clear I think I understand the board's intent I've heard from many of our students about how they're feeling and so the intent and the spirit is that we follow theou but that we want to make sure that we are I'm very mindful conscientious about their role on campus and what they the business they are there to do and I think that was the intent of the smou so we can convey that message as we're meeting with school leaders so that we are all on the same page principles
245were confused before like is it okay can I and in some cases we said that should be a school decision we don't need to call and so it's I think it's going to just be training and and there might be mistakes made right because it's new and we learn and we get better as we go through it and we will be there to support them and to convey the board's intent and our expectation that we're not calling for minor infractions that we don't need to call the police for well that's what I I Envision actually I Envision that we've already transitioned out of that mode and so that the at least the the uh administrators understand that they just can't have uh the police on speed dial anymore and I think that's been conveyed uh
246effectively and that's what we need to continue but it's also calling uh messaging everywhere else and I don't think things would change actually from what what it is now except now you're going to bring in these people on the these certain programs and I hope that you had will write something to eliminate some of their presence and I wanted to see 90% less presence of slos on campus so maybe we've already how many have we achieved that during this year um I don't know because we haven't had a a report on how it was and I we couldn't get it but no when we will work on that request that request came in today and we did not have the ability to man to develop that and bring it uh tonight and so um staff
247will work on the request that that you made of where we are and how many times we've called because we are monitoring that data um go to re us back in again I I do think we are coming to a consensus on an effective time again um I did hear three votes for 30 days following approval of both agencies both um so I mean again at least two of us and would like it longer one and our student trustee would like more time in general but the most common time I did here was 30 days so in the sake of Comedy let's go ahead and put uh effective 30 days after approval by both agencies well here's another wrinkle though sorry basically How about if the school the police doesn't have this person on on
248staff they don't maybe they're didn't hire an extra person so they may not have SLO although I know that they choose from the they weren't gonna hire an extra person they were GNA keep they they were not they were not getting rid of the SLO uh the the school iasan officers what they were doing was just reassigning yeah this this this whole thing can be just say by com in fact no earlier than 30 days uh after approval that way could be 30 could be 35 um so that goes on to brings us to item 13A and we had a one-year term in there the city took the term out and said should be automatically renewed by but um and listening to the council meeting their argument was was along the lines this took so
249long I couldn't do it every year well I will say that the there are a couple poison pills in this and if if I will not support any automatically renewing agreement I mean there's five other trustees you guys can tell me your thoughts but I will not support an automatic renewal we need we do not have autom IC renewals for any contracts you know with in this District um I I think we it's important for US president Baker I'm sorry I just want to alert you all to the time as well I believe we extended until we can we we can do one more extension if I recall the bylaws so we should extend because I'm I don't want to um not approve the CTA agreement I don't know that that will go over very
250well so I'm going to be very generous and just extend till 12:15 okay I was going to say 11:59 but okay we have a meeting 125 we have a motion in a second to go to 12:15 uh roll call vote please be right back I'm sorry who was the second I believe it was trusty trusty Murray thank you student trusty Vino yes trusty Shay yes trusty Luhan yep trusty Murray you said she'd be right back but trusty Richardson okay president Baker yes and and trusty Vino you you're you're if you're free to stay as long as you want or you know go off I do know you want to have input on this so but you're not you're not required to stay till 12:15 um so I'm sorry my my thought again poison pill for
251me would be an automatic agreement I know it says such termination can be any time considered at any time and can be agendized at any time but you know it's it's especially for new board members it's hard to put something on the agenda it's hard to get the consensus to put something on the agenda and I think we all need to be on the record whether we support this agreement or not um and I think we do need to do it periodically my idea would be one year I could go two if it'll if it'll move the fences but I I just will not support an automatically renewing contract could we put a a provision if there are no uh objections or any glaring issues than this you know glaring issues could be uh we
252you know I don't know we don't have I can't say but you know that's kind of what it is now it says anyone can it can be agendized any time but you know I'm fine if it's on the consent calendar even as long as there's a record of people having voted up or down well I'm wondering hyp just I should have done my homework beforehand and I apologize I'm just wondering what the language is in the peninsula Youth Services Bureau contract because every year we get a presentation and at that meeting or the meeting right after then the contract comes for Renewal so I'm wondering if whatever language is in that contract that forces a presentation and then a renewal of the contract can be lifted and put into this contract okay I I'm I'm
253I'm good with that because it then coincides like we've already agreed that we need an annual presentation and review of the data and then from that data we determine are we renewing this contract or not yeah I'm I'm with the wording automatic renewal because we are having the we it's it's built in the communication is built into the contract the um the ability to remove uh an officer if if the officer isn't working there are so many things built into this contract have a a presentation every year and there are um there are like Youth Services Bureau where we get the presentations and we approve the contract we can do do that or it can just they they present the uh thing I don't want that to hold up um the approval of this uh
254well like you said trusty Mary we do vote on that every year you know it's it's not an automatic renewal there it's automatically before us every year but we do vote on it I I I remember from the city council meeting the reason that they put that in there was because they did not want to have to go through this long and arduous process and and you know my my recommendation would be that you know maybe the staffs get together and come up with a process so we don't have to go back and forth like this maybe maybe uh I I don't I don't know what what that process would look like but this has been horrible this has been horrible on our staff it's taken time away from things that they that they could
255and should be doing and um you know they it's just this and not only our staff the city staff as well this has been a really um arduous process it should not have gone like this so well no no one's disagreeing it's been a long and arduous process but we were building from the ground up here I don't think a future future uh REM will take this long well my feeling is that that you know while I said this at the at one of the the October meeting or November meeting is that we we micromanaging our staff and I I don't think that we wanted to and I don't think that it's necessary I I think um you know that that a little bit of trust would have gone a long way and and we
256it's taken us you know all a year and a half or longer wait how long has it been that there's been police on campus and we've never had an agreement I look back at all a lot of school board minutes when they've talked about having police and fire people back in the 70s this is over 40 yeah 70s I can't even believe it go back and look it for yourself that's what I look there's been police on campus for 40 years okay this is the very first time that we've sat down and said we don't want our students to be treated like X Y and Z I mean we need to acknowledge the the past here as a student in the 70s I knew the police were there we never had a problem with it
257it was never brought up I mean you know we and how many we've had this we've had this program for how many years and we've never had any in in the the time that I've been on the board we've never had a complaint about a police officer we've never had a complaint about the program and until this uh until you know recently and a year and a half ago and but it was never it wasn't because we had a problem with specific police officers or or the program and um the what the uh what the students brought to a lot of the students brought to our attention was you know maybe we do need an agreement that we're we're all looking at um we're all working on the same agreement the the police department and
258the school district and um and so you know this this has been a good thing but it also you know I I had written a statement and I'll I'll I'll read that part um we have appreciated the many voices students and otherwise who shared their experiences and opinions it has helped us to see the value in having an it further shows us how important our Equity work is it is also brought about change change in the city in the city and the police department they are doing the work to create a more Equitable community in fact just last night the city council approved an ordinance establishing a community equity and safety Advisory Board to provide accountability for the police as we go through this journey together I think we will be stronger I think that
259on both sides we've we've seen that that some changes can occur the city and the the police department things that might make us a stronger community and I think that we need to work together in order to to establish that stronger Community well I was just responding to your saying well we were okay essentially that's what and okay and I said no we weren we needed to spend this time if this is what it takes for after 40 Years of policing in our campuses then we need to take that time and I'm sorry yes we do did take a long time but it's it's time is come and hopefully well that's what we're doing that's what we're doing exactly you didn't say that in the beginning now what I'm saying is that the process I
260can understand why nobody would want to go through this again because it's been such a long and arduous process that um we have put a huge huge um weight on the on the the shoulders of our staff I mean this has been as as much as we've had to go through this it's taken up so much time of of staff on both sides we want to get it right yeah but we also want to trust our staff and uh you know in particular Ryan seers and Jeff AA party they got together they they came up with a really good agreement they both know what they're talking about because they both done the work and and and um but we're talking about the students having a say now this is different now I don't the students
261had a stay that's that's what what started process interrupt I'm sorry trustees I apologize but we were talking about um on page 69 that top paragraph and a suggestion was made that we look at another contract that we've had and see if we can use some of that language and so in our ysb contract it says that it will be an effect for the fiscal year and it says July 1st 2021 to June 30th 2022 it may be terminated by either party at any time by giving prior written notice to the other party at least 30 days in advance of the effective date of such termination or may be terminated by mutual agreement of both parties and then it goes on to talk about no variations of the terms of this agreement shall be valid
262unless they're in writing and signed by whomever the design is assistant superintendent superintendent or design and so to address the concern that was raised if this is common and this is common for us right that we annually approve things so that it's transparent to the board and it's also transparent to our community and so we can take this language and make a recommendation back to the city that we include something like this if if that's the pleasure of the board I agree accept that and that's good with me too and again the important part is we do vote on it afterwards um just to do it um you know it's this is a this is an unusual night I have completely and wholeheartedly agree with everything vice president Richardson said tonight um you know whoa
263I know but this this yes this took a long time and yes it put an effort on our staff but it's important and I think it's important we do we look at least look at it every year we don't have to go through the this whole process every year I don't think we will but you know we do have this framework that we'll need adjustment and I do think again it's important that we say that we looked at it we we let the public know we looked at it by voting on it every year so yeah you're just rubber stamping I mean I could just hear it you didn't even look at this in that but hopefully we're not we're not going to be there because already we've seen a transition out of this uh
264mindset the mind is what you have to work out and get people to buy into to the new way that's all I'm saying so can we move on well I mean do we have an agreement uh on this language do we want to keep it automatically renewed do we need to put it or are we gonna put a term on it I like the language I like the idea of lifting language from ysb I think that's a good practice when a contract works lift the language and replicate I support thank you I do too okay and does that language include a vote every year if the terms of the agreement end at a certain date then we have to vote or the terms of the agreement do not continue right okay because it says it
265will be in effect until this date at which point it's expired unless we vote again yep that's the joy of my job I read a lot of contracts thank you that's I thank you yeah I think that's a better that's a better uh that makes me comfortable okay um the only issue I have with the straight lift of the ysb language is it has dates in it um do we want to put do we put in in this theou that will be effect from July 1 to June 30th of the next year well we could put in effect until instead of a start date because we can put the start date 30 days past the approval of both bodies and then the end a firm end date of June 30 2023 23 okay I I
266would be in favor of that okay I'm fine with that too me too thank you okay I think that brings us to the end of theou discussion okay uh then I'll open up for General statements on theou and I I'll go ahead and stop sharing right now anyone want to raise their hand I know trusty Murray you kind of gave a a a a statement you do you have more I well I I mean I started we we talked about a lot of this stuff and it it actually went in a different order than I thought it was going to go um you know I think I let's see today we're going to vote yes or no on the current iteration of theou this is almost the exact same we approved in October um with
267the exception of a few clarifications of roles but we went through that um I urge the board to pass this mou tonight and to resume our relationship with the ssfpd and SLO program we spoke about that right and then I say I would also ask our staff to create a streamlined process for establishing or updating theou with the city this has been a long and arduous task for all um the time it has taken from the things our staff could or should be doing is unimaginable um I want to thank each and every one of you for indulging the board and Council in this endeavor um it isn't our job to micromanage um there have been 14 iterations of this documents and hours spent on it thanks especially to Ryan sers and Jeff AA party
268for their collaboration and help to get us here colleagues I ask you to please P finally pass this tonight so but you know we kind of discussed it so thank you the end of my thank you uh trusty Shay you have anything I'll just go I'm just gonna call names at this point unless you raise your hand thank you appreciate the process trust you Marina I think it's important to hear from you hi thank you um I was just listening um but I think it's also important to consider oh I I agree with you trusty Baker and trusty Richardson um I think it's also important to consider our own personal bias when thinking about all of this um we we have the data we have the statistics we've been talking about this for a year
269and a half so I think like in that amount of time we've been able to see like how you know the facts come to life um and I think over the course of the past 40 Years A lot has definitely changed and with everything that has come up in the past two years in this pandemic alone I feel like a lot of these struggles that we faced as a district community can like it's it's a lot and in the span of 40 years I feel like all of these trials and tribulations really like brought out the necessary conversations and I definitely think that you know what we're doing here it's yeah it's very tedious it's very it's a lot I can't imagine what a lot of the District staff goes through trying to get the
270proper information or the right statistics just to be able to fight for this but um it's necessary just so that we don't go through another 40 Years of the same process you know the same amount of students who don't feel safe you know the same amount of parents who may fear um their students going to our schools and even if we don't see the problem directly in front of us still exists and I think that's worth it enough you know just not to ignore it so um yeah that's all thank you thank you uh trusty Luhan just really more than anything grateful for the opportunity to engage in the conversation um grateful to my colleagues because you all have such different perspectives and we don't and I think I heard the term rubber stamp and
271I'm grateful that we don't just rubber stamp and we have conversations like this so thank you thank you uh trusty Richardson I'm good thank you um yeah I you know there there's I I've had some strange feelings this whole process it's like you know when I was in school I didn't have a problem with the school ladies and officers but then look at me I'm not going to be the kind of person that gets bothered you know and I'm working hard to recognize that and put it into my into my thinking here um you know as president Aila Gomez and several of our commenters said you know we haven't had police on on campus all years and the sky has not Fallen I you know I think we've demonstrated we probably don't need a routine
272police presence on campus um I I would have been happy for the I I would be happy for that City to spend that $500,000 on counselors for for us we we do recognize that we need more mental health and we've we've spent our pandemic money on counselors we're you know we're going to have some hard budget discussions come this next fiscal year and you know I want to make sure that we maintain those counselors um um you know I I did want to have something in this mlu about you know I don't want routine patrols of Campus I'd rather you know I want an officer to have either an appointment or become responding to an emergency that didn't get in but I I do know that without anou we don't really have any say on
273on how the interactions with our students go on campus you know so I think we do need amou um it's not perfect it's not going to pleas you know we've heard tonight it's not going to please everybody it's not going to please a lot of people but it's better than the nothing we had before so um you know I I did have that one poison pill which I think has been addressed it's like I do think we need to be on record annually is approving it I think that language is now in so I can now support it U maybe not wholeheartedly but I will support it so with that I'll call for motion so moved a second moved by trusty Luhan seconded by trusty Shay roll call vote please stent truste verino no trusty
274Shay yes trusty Luhan yes trusty Murray oop sorry yes JY Richards yes president Baker yes thank you everybody um now we'll see what the city does and see if we have to go through this whole thing again in a few weeks okay now let me find that agenda that was put down so long ago at this point okay found it all right so we are moving on to action item 1D Child Care C CTR contract and resolution number 22-05 Staff is recommending the approval of the California Department of Social Services continued funding CCT contract to provide child care and developmental services and the adoption of resolution 2205 authorizing designated District Personnel to sign contracts for fiscal year 2223 as presented to the board so moved with the uh waving of the reading of OU second

281of delay bringing that to the board uh the second the second item we uh yeah we started the work to take care of the immediate emergency already but right now the work is still going on oh okay so you haven't started that SEC this this biged we started but it took care the emergency portion of it but the the all the rest of it is still in the works right now okay thank you you're welcome thank you and with that can I have a motion in a second I'm gonna move it sounds important second second it is important to replace 60y old Decay pipes so let's have a roll call vote please student trusty verino yes trusty Shay yes trusty Luhan yes trusty Murray yes trusty Richardson yes president Baker yes and going on to

284shortage and and it was really interesting and uh moving forward um Hector said that he would like to have more of these conversations bringing the the different board members throughout the county together so that we can share things and and you know maybe make a difference in that way um and then I went to I attended the PTA uh council meeting meeting with um Dr Spalding and vice president Richardson um the other day I went to the um I think was it Monday or Tu Tuesday Wednesday was it yesterday John yesterday it's been such a long day but adult transition program um former mayor Matsumoto was giving certificates on behalf of the city for to our students who go into our community and they they uh clean up our community and it's such a a
285especially I think on Centennial Trail they they go and they pick up trash and they make it nice for people in our community and and so they received a um a certificate from the city um I went to the youth commiss youth uh commission meeting uh well I actually watched it I wasn't able to make it but I watched it at but they they have their meetings at 5:30 on Mondays and um so if you're a student in our district that's that's another place that you can talk about change um and then I attended the the city council meeting last night where Dr Shay accepted a proclamation for the lunar new new year that was a surprise and it was a nice surprise a pleasant surprise um and then uh they approved the purchase of
286uh land to build parks in Oldtown which I mean more the more Parks we have for our kids the the better um and that's that's what I've done over the last couple of weeks I look forward to to going to meetings in person yesterday was was so nice to be able to to be in the classroom and with the students and everybody else sorry that I took so long go ahead oh no sounds like a busy couple weeks uh uh vice president Richardson how about you next okay thank you um just to have a couple things I did uh I did I did attend a PTA councel uh with Dr Spalding and uh Trustin Murray popped in um and we discussed um the the new fields and whether what we're trying to work out and

288listen to the school the the city council meeting the tail end of it I missed the one with these storm capture report but today I got in an email all the uh items that were passed uh at that meeting so that was really great they got a new communications director and uh I'm really happy to see how uh user friendly the city is so great good to hear thank you uh how about uh Trust arino anything for good and Welfare thank you president Baker um I just want to highlight um something about El Camino um something I love about our high school or our community over there is how everything that we do is is rooted in service and how everything we do tries to you know give back to larger Community as a whole
289um so with everything going on amidst the pandemic you know like I know we've had a surge of the covid-19 cases um we've had a lot of things lost you know we've had less games less opportunities for us to come together but as seen in Mr lent's presentation um our spirit has been higher more than ever and I just want to thank the you guys for giving us the opportunity to be able to do all these things again because we're back in person um so I just wanted to highlight that um and continue to remind everyone here who's left on the call that um small aess service really do go a long way and if we continue to do that you know we'll be good in the next year or so so that's all thank
