004we shall keep it as it is okay pta council remarks do we have anyone from pta council with us this evening oh john oh i'm sorry john had said that he wasn't going to be here this week okay so no pta council remarks and that brings us straight to staff association representative remarks the south san francisco federation of adult educators okay i see no representatives from that association south san francisco classroom teachers association president it's good to see you this evening great to see you guys um superintendent i hope you i hope you feel better good evening superintendent president lujan board members cabinet and school community throughout the pandemic and the many twists and turns that we've been through i am proud to say that our union and the district has worked together and always

005tried to move in the same direction i know that we all value that relationship and though there have been more than a few bumps in the road i believe that we all know that the partnership that we have forged is a fragile one that we have to nurture and protect at each and every step tonight you will hear in the presentation by mr irish director of teaching and learning among many other items he's got a lot going on a proposal to change the bell schedule at the high schools he has assured our association that this is a proposal not an action item and that both cabinet and the superintendent understand that any change in bell schedules is a change to our working conditions and therefore must be bargained and voted on by our membership before

006it can be put into place i want to thank mr irish for consulting with our association and maintaining our partnership i have been hammering on the issue of class size in my last few addresses to the board and i plan to continue i know that you were meeting on saturday to discuss equity which is crucial and a long time coming we know that we're a district of haves and have-nots and we absolutely need to focus on that one remedy is to limit the sizes of our classes coming out of lockdown students will need smaller class size so that they will receive more individual attention looking down the road lowering class size will forest for stall the closing of schools due to lack of enrollment as we know that we can attract new students to our

007schools by having small classes great teachers and well-maintained facilities we certainly have the great teachers i see in the slides for your saturday workshop that enrollment in our district is teetering dangerously close to 8 000 students when i became a teacher here 20 years ago the student population was over 10 000. you the board have a choice for the coming years make our schools the best they can be to attract and keep new families or face dwindling enrollment and school closures thank you president yana appreciate your comments this evening california school employee association chapter 197 is mississippi president um ms malfoy is on vacation perfect i hope that she is having a fantastic time and enjoying it very much much well deserved okie dokie personnel commission president luann uh at the last personnel commission meeting

008on may 17 personal commission ratified one position announcement also ratified seven eligibility lists the next uh personal commission meeting will be on june 21st at 5 00 pm it is if anyone is interested in attending please contact my office my email is jay spaulding at ssfusd.org as well as our agendas posted or public display where our other agendas are posted wonderful thank you dr spalding okay items from the board announcement sport calendar items or board committee reports okay i'm not saying any huge announcements i would just announce that the san mateo county school boards association membership did vote hector camacho in as the new smc sba president many congratulations to him i wish him the best i'm happy to serve in the role of immediate past president um and wish him the best of luck

009okay superintendents report thank you president lujan so i'd like to start with just uh some gratitude to our community words truly cannot express how grateful i am for our community ranging from our board members to our cabinet members directors principals all of our classified certificated staff our brilliant students and our unbelievably supportive families it has absolutely been a year that we won't soon forget but we made it to the finish line communities that believe in each other that lift each other up that encourage and support each other and maintain a positive and determined attitude really do and demonstrated make it possible for us to weather the storm of a pandemic and yet still experience some success i'm proud to be part of our community and i feel like we were able to collectively come together

010and navigate our way through the challenges of the past year and a half and uh the fact that we are still smiling that we are still standing um and yes we experience some frustrations and some challenges together really tells me that we can accomplish anything by working together and that we we will be better and stronger together in the years to come and so i just wanted to thank all of you our entire community um for trusting our district for trusting decisions even when you didn't agree with them for articulating your concerns and your perspectives and for us for really taking a moment to really listen to what our community was saying and being really thoughtful about our approach um it's been a really hard year but i still feel like we have done some

011great things in spite of a global pandemic i wanted to share a little bit about the vaccines like everyone we anticipate we're all looking forward to the prospective reopening of california on june 15th however we also know that that is partially predicated on a sufficient vaccine supplies for all 12 year olds and older and so we just wanted to remind our community that there are multiple pathways to getting the vaccine you can contact your health care provider cvs rite aid pharmacies use california my turn as well as our san mateo county health department and so we just want to continue to communicate that to those who are interested in getting vaccinated we also want to take the time to recognize our nurse and our health techs we were able to offer monthly cova testing to

012our employees the latter part of the school year and i can tell you this would not have happened if it weren't for members of our classified staff and one member from our certificated staff our nurse bonnie white and so i would like to give a big shout out to bonnie to dolores corcoran to ann grindy and felicia hurst uh hirsch because they did a phenomenal job traveling to ensure that any staff or any employee who wanted to be tested for covet had the opportunity of doing so and we're just so thankful and appreciate your partnership and then the last item i have is on science garage so on thursday may 20th genentech hosted a virtual scientific post recession for students enrolled in their second and third year biotechnology second year biotechnology students presented formal posters

013based on lab experiments that they had conducted at home as part of their coursework this year third year biotechnology students presented scientific talks on research questions that they were able to answer using bioinformatics and so while the posters in the talks were based on a single research experiment or project the event really did culminate over two to three years of learning as students had to draw in their understanding of a variety of biotechnology concepts and they were able to show off their ability to effectively communicate scientific information and they had to do so both verbally in writing and using images and graphics we ended up having six students who received awards for the quality of their poster the ability to verbally communicate their research and their ability to learn from unexpected results or failed experiments

014and you know in south city one of the things that we expect is for kids to experience failure so that they can learn from it and then pick themselves up and continue to grow we also have three of the student presenters who are also recipients of the future lab college scholarships and we're just really proud very very proud of our student presenters and all that they've accomplished during their time in our biotech program particularly the way that they've persevered throughout the pandemic much like much like all of the rest of our scholars throughout the district we're thankful to all of our teachers and our students and parents and district leadership and board members and community members and genentech employees who showed up and really helped to coach our students and so we just wanted to

015let them know that we are very very proud of them and we're thankful that we had an opportunity to participate this year in this event and that concludes my report president luhan thank you dr moore and thank you for sharing so many wonderful highlights this evening okay that brings us to the communications portions of portion singular of the meeting this evening public comments may be submitted in advance through the bitly link that is available on our district website those comments that were submitted in advance have been received by our board members and read in advance of this meeting they are also posted on our district website for the public who is interested in viewing them the meeting is being recorded individuals may address the board concerning school business not on the agenda but public comment

016cannot be acted upon or discussed by the board unless placed on the agenda at a subsequent meeting in accordance with the law the brown act the board may request staff to respond orally at the meeting or in writing at a future time at this time mr sam can you set up ray's hand feature and for our attendees who are interested in speaking this evening what i'd like to do is wait one minute everyone who'd like to speak please raise your hand because i just want to make sure that we have a clear sense of how many speakers we have this evening and at the end of the one minute we'll start calling people who have raised their hand ray's hand is available now perfect thank you mr siam okay it's firmly staying at two you

017know give it a few more seconds of wait time just to make sure there's only two people interested in speaking this evening okay so mr siam when you're ready you may go ahead and start calling on speakers interested in speaking thank you president good evening i'll be calling on speakers during public comment and random order to our attendees if you would like to speak please use the raised hand feature on the zoom meeting platform now attendees that have called in can dial star 9 to raise your hand speakers will have 3 minutes to give the remarks you will hear a tone when your time begins and 30 seconds remain and when time has expired once time is expired we will move to the next speaker and apologies in advance if i mispronounce your name first

018speaker is liz renaud one moment to set the camera thank you okay okay thank you my name is thank you my name is liz renau i'm one of the district's speech language pathologists first of all i would like to thank the board of trustees and the district for the way in which they have led the district through the pandemic i appreciate the consistent effort and focus on safety i also would like to thank you for the additional personnel that you hired in the beginning of the year particularly the behavior therapists and additional psychologists which have been invaluable as work on finding our new normal in the fall i would like to add on to the recent talks of whether to keep using the zoom or youtube for further board meetings i agree with prior comments

019mentioned that the community has been able to participate more with this format being able to listen in at the same time as taking care of the evening family routine has been great i would also like to mention that as we switch our focus to the next school year and its potential start as in person please keep your special education specialist in mind when thinking of our work spaces some specialists who may typically work with groups of one to six students at a time work in rooms without windows and or ventilation with this will there also be a mechanical system report done on hillside preschool and the middle and high schools as was done for the elementary schools additionally as you go forth into the continued negotiations please keep in mind caps for class sizes for

020all grade levels particularly now as we focus on the needs of the students post-distance learning finally thank you to the board members that came and participated yesterday at martin's fifth grade promotion it was great to see you there thank you thank you next speaker is oh awesome participants um samantha avila please go ahead hi board um you know we're getting towards the end of the school year i know el camino graduated um had their graduation ceremony today and then south city will have theirs tomorrow but as we come to the end of the school year we also came to the end of finals and ap testing and i would just like to say how obviously we can't do anything now but there were so many students that fought against the schedule this that we had

021this year of having uh three classes in the fall and four classes in the spring and how damaging it would be and looking at those repercussions as i went into ap testing um it was just real like it was terrible i you know so many like so many of my peers were struggling and trying to learn you know well for apush we had to learn like 300 years of american history in just a couple months and then we had to relearn it a couple weeks before the exam started and then for ap lang we had like three months to learn how to um how to better our writing and learn different formats and it was just such a terrible schedule and you know you had a lot of kids on here telling you that and

022i just would you know again there's nothing that can be done but i think this board has like a consistency of not doing things when children are telling them it's harmful um and i would just like to say like i would like to bring it up because it actually was it broke down a lot of my friends mentally it broke down me mentally it was a really stressful school year doing it distance learning but having to learn so much information in such a limited time span was harmful um and i would just like to let the board know that because you know it we got through the school year yeah but at what cost you know we got through the school year but like what did we sacrifice on the way here like endless nights

023of not sleeping you know being stressed out having some friends fall into depression was that really what this was about um so yeah i would just like to say that and then also it's kind of um it's i know it's summertime and you know our student trustees need a break but i just would like to say it's kind of concerning how you're going to be voting for police in schools in what july 1st is it something along the that day um but you don't have any students on your board you don't have anyone to like talk about it and be able to express their opinion um so even though we're not here in numbers you know not gonna lie i kind of have been missing out but we're still here and we're still fighting for

024cops out of school that's all thank you okay president i don't see any more speakers thank you mr siam and thank you to both of our speakers who spoke this evening okay presentation portion of the evening educational services we have a teaching and learning presentation from baden high school and adult education good evening president lujan and members of the board this evening we have the principal mr stephen redmond who will present teaching and learning an overview of what happened at baden our continuation school and as well as the adult education program good evening principal redmond good evening president lujan vice president richardson dr moore board of trustees and the cabinet and the community thank you for giving me the opportunity to talk about my programs at baden high school in south san francisco adult education

025can you guys see my screen we can see it principal redmond thank you okay here's my agenda for this evening i'm gonna uh go over baiden overview at first talk about our school year then i'm gonna talk about south san francisco adult education and how the year went and also do a little wrap up okay i know you guys have seen this slide all year but the reason why this is important for me being at the alternative ed campus is really because we follow the same guidelines as the rest of the district everything you see on here all the pieces we really push to make sure we're giving a consistent message at baden and south san francisco adult school also as far as the vision we focus on really providing an experience for students that

026may be different you know than some of the other slight site sites we give our students the opportunity to explore we embrace them we really try to create a welcoming environment for all students and we also really push try and push them especially for our seniors that are getting ready to graduate and they focus on actions after high school now specifically for baden high school why do students come to baden we this year we normally in a year i should say we have approximately 90 students students need 180 credits to graduate in comparison to south city or el camino students are able to obtain 45 credits per semester and in comparison to south city and el camino they're at about 30 and 35. students can also gain credits through work experience uh concurrent enrollment and

027uh skyline and credit recovery through edge annuity students come to baden for a variety of reasons it starts with them being credit deficient they're behind credits students this happens for a number of students are struggling academically it could be students that have moved around each student i have an intake meeting with all students and each story is different so there are very different reasons why students end up at baden we offer a smaller campus which i think students appreciate we also have a smaller staff to student ratio one of the big bonuses is that we have two counselors that are able to really focus on some of the things that come up for students and it's no knock against south city or el camino but just having the staff be able to be able to

028dig deep and have these conversations with students really gives us an advantage we uh also give students the opportunity to experience we really try and create some momentum especially for students that are close to graduating that maybe haven't experienced success in the past one of the things that we do is we offer a top credit earner certificate and you have students that get those every six weeks and they'll say things like this is the first time i've ever had something to put on my refrigerator so it's just interesting for students that have struggled to experience success at baden before they transition into adulthood we also have a flexible schedule students are done at 12 30 but close to 60 percent of our students are working in the afternoon so this gives them the opportunity to

029to get their education done but also work for a variety of reasons in their afternoon and we also give them exposure to college and career we have a great collaboration with skyline community college and we have a course that is co-taught with our counselor mr turner and this really gives students the opportunity to i guess exposure to some of the programs that are at skyline csm and kenyatta but also some of the trades that are out there and some of the opportunities that students have this is a breakdown of the credits i talked earlier about 180 credits compared to 220 and if you see on the right it's a breakdown of our grading periods we get report cards every six weeks so every six weeks a student should be getting 15 credits and this is

030good because it it gets a gives us a good moment to get a recharge every six weeks as opposed to waiting for the end of the semester i talked earlier about credit recovery outside of baden after our day students can get work experience up to 10 credits per semester they also can take classes at skyline community college and they can volunteer students can volunteer for 90 hours and earn 5 credits for 90 hours and we also give students as long as they're in good academic standing they can take additional edge annuity classes outside of the bait and schedule now talking about how this year went this was our schedule for this school year for covid normally our minutes are 83 minutes per period but during covet they went down to 60 minutes and this is

031a breakdown of our grading periods students did get an extra two weeks at the last grading period so we did get a a wave of students trying to graduate by turning and work at the end and this is important slide because um at baiden we look at different measures to determine success our student our 11th graders do take the s back and um we do uh take some of the district assessments but we really look at the number of graduates we really look at the number of graduates we have at the end of the year that's really is our true measure and then how many students are taking community colleges college courses so our number of students did go down this year i mean if they go up but compared to last year by going

032down our number of graduates graduates was lower my expectation that will that will go up next year community college students we that number stayed the same and this uh fourth one transfer to adult ed that number went down that is a good thing because the students who transfer to adult ed are the students that weren't able to be successful at beta so that's the number we like to keep low because we want students to stay and make sure they finish that bait in and then the last one top credit earner at the time of this presentation we did not have our final grades calculated to determine the top credit earner so this number will go up graduation rate so this is how we calculate graduation rate we take the number of 12th graders that come

033in each year and the number of graduates as you see previous three years we had been going up and this year we did take a drop again my expectation is that number will go up next year based on students being on campus and i'll talk a little bit more about that on the next couple of slides this is a slide that i'm really proud of these this is this uh students who have graduated at baden in the fall and we're taking skyline classes in the spring so they finished early and were able to start their college career which is a great thing and it's funny we always get a number of students that say they'll come to baden and then transfer back to south city or el camino but many students end up saying you

034know what i just want to finish and move on to the next phase areas of concern these are things that really came up this year one of the things that stood out we had about 40 percent of our students who were logging in and not turning in assignments and this was frustrating because uh we are i would do home visits counselors would do home visits we had certain students that would get a text every morning um making sure they would get on their zoom and still we still had students that would actually log in and not finish work and my those that know me i'm very straightforward i have heart-to-hearts with my students and i would literally say you're coming to class but not turning into work that makes no sense to me so that

035was a struggle for us this year also cameras cameras a lot of our students did not want to turn the cameras on and this was an issue for many of our teachers and one of the things we did was change the conversation about is it really about the cameras was it really about student engagement and student interaction so we had to come up with other ways that students could show they were engaged without the camera being on so we were talking about using the chats using google forms and you know just having students you know vocally have responses so we really changed our tune especially mid-year but who likes coming into a classroom where all the cameras are off so it was frustrating for our teachers but we really did try and change the focus

036on the engagement as opposed to the camera next is uh really having seniors who could graduate but did not um we normally see a a self-sabotage that happens at the end of the year i think for some seniors it's like wait a minute once i'm done here real life is waiting so they tend to kind of hit the brakes a little but we did see many students that kova really hit them hard where they fell off so we will be having uh more fifth year seniors next year than we've had in the past and just giving them an opportunity hopefully we'll be back on campus giving them the opportunity to really connect because the the best thing about baiting and baiting in my opinion is the environment and i think students being on campus really

037gravitate towards that and it provides a safe haven for them to be successful so not being on campus really um hurt them and that speaks to the social and emotional concern students work we had some students that were really going through some tough times at home okay south san francisco adult education we have five programs at south san francisco adult education we have our esl program our adult basic education and adult secondary program that is the high school diploma and the high set program we have a child observation class career technical education and our adult transition program we are part of a consortium along with jefferson san mateo sequoia la costa and san mateo community college we work hand in hand with our partners and making sure that we're providing the best services for northern

038san mateo county it gives me a great opportunity to work with some of the colleagues and hear what's going on we trade ideas and our focus is really about transitioning students i should say adult students into either college or certificate programs and that's how we measure our funding is focused on students that we transition from either esl to college or career in our high school diplomas from college and career our high school diploma program we have both a day and evening schedule monday through friday is 8 15 and 12 15 in the morning and the evening is 4 30 to 7 30 at night two years ago we moved to edgenuity as the uh the blended learning model and um the good thing about this it has given students the opportunity to work from home

039and not having to come in every day so we we've seen pros and cons to have an edge annuity um as the learning program and one of the best things about our asc program is our career navigator we have a great career navigator who's whose task is really to help students um once they graduate either through our esl program or through high school diploma and basically what's waiting for them next what steps are they going to take and what is the plan so she's very good at working with our students to make sure they have a plan once they complete our program our esl program we um have met our benchmarks for the past three years so we're proud of that and we this is our fourth year of using burlington english as a blended

040learning model this is a a computer-based program that gives students the opportunity to work on their language development outside of our class time these were the numbers of the uh our programs this school year and when i did this slide i should probably have told you showed you the data from past year so i apologize and i can have present that but just look at esl we had 240 students this year normally our numbers are over 500 so we did see a huge drop in the number of students and even looking for next year from some of our adult students the first question they ask is what is going to happen with k-12 because that will determine if they're going to have this the bandwidth to be able to come to school in a day

041or night if students aren't in school so we did take a big hit for our adult school numbers because of covet child observation class this is a class that goes from 9 to 1 monday to thursday and they do field trips on friday and it's a program uh focused from three months all the way to kindergarten and this is a program where parents get to work with their students with the help of our staff so it's it's an interesting program because i mean i love going on when it's normally uh the normal school year but it's really um a program that's focused on helping parents interac interact with their child this was probably one of my favorite slides of the year where you see our students um doing zoom so that even the babies can

042do zoom our modern office technology course which is a part of our career technical education program we were able to implement this course this year it's focused on google basics um every everyone's using google platform so this has been a great program for the community and helped them walk through some of the things that google offers and we were recognized on ktsf so if you can go to that link you'll see i think it's it's not in english but you kind of can tell what's going on as far as how our students are doing the value that this class is bringing to the community we also were able to have a job fair this year that was solely put on by the modern office technology class and specifically the students they were able to have

043some great presenters amazon showed up and we had a person talking about the eligible work eligibility which was important for many members of our community and we even had an opportunity for uh trisha kadek to present um from the district and talk about some of the job opportunities in south san francisco unified so we were really proud of that and we also had a program this year early childhood education this is a collaboration with skyline community college it was a team uh teaching opportunity for us jenny yoon our teacher worked with a professor at scott skyline and it's really about getting adults positioned for their early childhood certificate and actually hoping these those who can complete this program end up going on and become teachers atp our adult transition program this is a program for

044uh students 17 to 22 years old with mild and severe disabilities we currently have 22 students in this or had 22 students in this program and if you want to uh really feel good um on any given day you walk in this classroom and it's some really good things going on i love all of my programs but the reception i get when i walk into this class is unlike any other it's good for my ego okay um our atp program the program is focused on students going to job sites these are some of the job sites that they were attending in the past again kovit put a halt to that this year but they we also volunteer with south san francisco park and rec and in classroom instruction it's focused on resume job skills training

045attendance variety of skills that students will need once they are done with their education our students participate in special olympics they go on field trips and classroom instruction is focused on socialization skills and some of our students take courses at skyline community college these are three important pieces that they focus on home skills transition into adulthood and cooking one of the other reasons why i like going in this class you always smell good food when they're they're cooking so i probably just told on on the team over there i apologize and that's it i hope i didn't go over my time i thought i talked fast but uh thank you for giving me the opportunity to present about all of my programs at the alternative ed campus thank you so much principal redmond for the

046presentation this evening vice president richardson i see your hand is up thank you mr redmond i i was listening with great interest that has tons of questions but i'll just ask uh this one a specific question um in in your opinion um what is a skill that surprises you that students are lacking when you have independent skills class i would say i mean i think the independent piece is is is the biggest piece i think in some of our classes you know some students have have you know the aides the teachers you know they're very they're supported in our classrooms and once they're done you know that support isn't there so it's really on them to be able to function outside of an educational system where you have that support every day so when you

047say independent skills just for them being able to be independent whether it's getting on a bus whether it's you know walking to the park whether it's it's um cooking um you know by themselves there's a variety of skills that i think are out there but i think the big piece is them being independent and really on their own um and how many students did you uh send to middle college and graduated this year our students don't feed into middle college that's oh okay they're not part of that middle college uh skyline middle college program no no oh okay i misunderstood that thank you no problem thank you vice president richardson trustee murray hi um i just want to thank you for your presentation it was wonderful i think i love all of your schools and

048all of your programs because at the end of the day not all kids learn in the same way and your school addresses that and your schools address that and your programs address that and i appreciate that so thank you very much thank you thank you trustee murray uh trustee shea you thank you um thank you principal redmond uh it's great presentation there are so many programs under you uh and then serving so many students who may not necessarily traditionally as our high school traditional high school students so thank you for all the great work um though i don't have a question but i have a comment and i don't anticipate to answer it's just when i look at the information and i share with dr moore a little bit that the baden high school has

049about 74 students and 74 of the students in baden are hispanic and then our overall district uh demographics we have about 48 percent students are hispanic so from my lanes as a board that see the disproportion there and so my comment is i really appreciate dr moore share with me how the district reviewing all the data that us to try to understand and then also potentially referral process to baden and then those data points could potentially link to suspension or attention attendance so i'm so grateful that the the district is uh looking into all those information and then i would like to also emphasize we are uh very focused on the equity um process and the issue and so that's part of the board's um priority and so would like to continue uh follow dr

050moore's lead on up on this direction and then continue providing trainings and a professional development on equity topic so thank you thank you thank you trustee shay trustee baker did you have any comments this evening i just want to thank uh mr redmond for coming by you know it this was one of those semesters all these years uh where you know it's baden's format it's it's condensed thing i think could have worked really well and for for the the alternative high school um you know i'm just going to see the the drop in numbers of the english learners and such i think that's understandable but hopefully we can rebuild those numbers back next year and um i just want to say to your staff um thank you so much for working extra hard over the

051past year i know it it's sometimes you have to give a little extra mile at beta and i think you guys did it and i think you guys will continue to do it thank you thank you thank you trustee baker and to principal redmond i just want to echo the thanks you have many programs that you are overseeing and i mean as i step back and really really digest your presentation and i realize that in one day you can meet a two-year-old and you can work with an adult and it's a full range um and and so i just want to commend you because your hard work to build collaboration and build relationships like i was at the 2018-19 baden graduation and i saw how many students raised their hand and said yes i earned

052the skyline promise scholarship and so that is a hallmark of you working to build those relationships and help students have hope um and so i just want to thank you for giving each program under under your hat the attention it needs and fostering relationships all along the way and kudos to your staff and thank you for all your hard work thank you all right well i hope that you have a wonderful evening and thank you for the presentation all right take care thank you everyone thank you okay our next presentation this evening is the south san francisco unified school district fall return to in-person learning informational presentation thank you president lujan mr irish if you wouldn't mind thank you sir so first i just want to share with our board and community that we are

053providing this presentation this evening really just to share updates to talk about what we are anticipating what we are planning to do is we prepare for the fall 2021 it is meant to be informational we are not going to read through every slide we know that you have it and we put a lot in because we want it to be thorough but i've also talked to my team about we want to hit some key points and then we're going to keep moving forward since we have another presentation that we'll be doing after this and then we need to get to the other business of the board so this is the agenda what we're going to be covering this evening so i wanted to share this slide again we've seen the side multiple times in august

054governor newsom released the blueprint for safer economies and it replaced the monitoring list with a four-tiered color-coded system that really tracks coveted cases by county by counties excuse me it's our understanding that effective june 15th california will fully reopen its economy and will drop nearly all covet 19 restrictions including this particular color county color-coded county tier system if two criteria are met one of which is the vaccine supply needs to be sufficient enough for californians um ages 12 and above who wish to be um inoculated and then if hospitalization rates are stable and low so that's really what we're what they're thinking about so far and currently we are in the yellow tier in our county it's okay mr irish keep keep going so i wanted to share this slide just so as a reminder

055to our community we have really worked hard both across the county and in our specific school district to create opportunities for our staff to be educated or educated vaccinated we've communicated multiple pathways i've tried to share that quite frequently in updates in april we had about 665 employees who had received their vaccine it is 665 that represents approximately 67 percent of our staff who've been vaccinated and we have asked for updated numbers so i'm still waiting to hear back from all of our school sites i haven't quite gotten heard back from everybody but once that happens all i'll update the board in the community like to share a little bit about what we anticipate this coming fall so we believe that right now we all know that the vaccines are under current emergency approval so

056we cannot yet require vaccinations for our staff and students that could change schools as we share as i shared at the last school board meeting are anticipated to return to in-person instruction for all students full day every day we absolutely anticipate that there will be some health measures in place and i've listed what some of those are so i won't read them and of course we will continue to take additional measures to support the health and safety of our staff we launched into reopening for our elementary colleagues we worked directly with our site leaders on the processes and protocols and we would anticipate doing very similar things and then also as we anticipate next year we are very excited about launching our equity diversity and inclusion committee and we are going to be refocusing on

057strengthening our system so that we are more equitable we'll spend more time talking about this on satur at our saturday session i anticipate as we hear from california department of public health it will likely impact san mateo county and we will then adjust our protocols based on what we are receiving from the state level and we'll follow suit as accounting the last slide for me that i just wanted to share with our community and we're going to share more of this on saturday where we can dig in a little bit deeper and have conversations but at our last school board equity network session the board developed some priorities for us as a school district and we're really trying when we think of it you see educational equity and access really does lead to positive outcomes

058and we are working hard to function through this lens and all of these areas so you see what we've listed here as our priorities for uh going into the next school year and i'll share a little bit more about this on saturday but one of the things that we are looking at when we look at this is really looking at these as pillars what is it that we want our district to be known for um how is it that we want to interact and engage how do we want to teach our students and ensure that they're learning and we know that one of the fundamental principles here that i all of us value is all about ensuring that we are maneuvering through the lens of equity where we can be an anti-racist anti-ableist school district

059where we are very persistent at looking at our policies our programs our practices and our protocols to make sure that we are operating in equitable ways and so we just wanted to share at a high level some of the things that we are looking forward to i will allow dr spaulding to share a little bit more about what we can anticipate related to human resources or um and hiring practices for next school year thank you dr moore and uh as dr moore said we have been focusing on equity from the hr lens we have been aligning our questions that we ask incoming certificated staff that are wanting to come to our district uh about what their understanding of equity is and what their understanding of engagement strategies with our english language learners and special education

060students that's one of our subgroups as well as understanding of how to use assessments and professional learning communities what do they know about that and really a big one is restorative justice practices next slide please thank you uh mr irish and so just being consistent one of the things that are mandated that we must do is train for our staff on mandated reporter sexual harassment training bloodborne pathogens and this past year with cobit 19 we provided additional training on social distancing face covering and hand washing we may be doing this again next year which will be just a few more months but with that being said for volunteer requirements volunteers we do make all of our volunteers fill out a form there will be a change this coming year we're going to ask all of

061our volunteers that are coming up uh to come on our campus that proof of a vaccine the cobait vaccination before they start volunteering so that is going to be a change uh for this coming year and then the last uh next slide is uh focusing on student services under hr student services and really uh on this uh big slide we are talking about a new um alternative suspension program we have an alternative expulsion program that's been running very well for the last 10 plus years we are going to start an alternative suspension program we are hiring a new coordinator a matter of fact where hopefully the board will agree on consent to do that um where that person will be working in hand with our director of student services and trying to find an alternative

062once again to suspension because we want our students in class each and every day so they can learn um this year also we highlighted online registration been a long time with our high school students and we hope to move that forward to middle and elementary school in the 22-23 school year and once again we're always focusing on trying to reduce chronic absenteeism and having our students on campus each and every day to learn and that's just a real quick snippet high level i'll turn over to mr o okay thank you without the spotting so the health and safety of our of everyone in our district is our top priority for our district so that's why we have been responsive and making sure to meet the needs and concerns of all staff our students our parents

063and the community we want to make sure that everyone who comes to our campus feels safe and also is protected the next slide please okay so we have taken a number actions and made many purchases to address the health and safety for example we also post a lot of signage at our sites remind people to wear the mask about physical distancing requirements washing their hands and also having temperatures taken our maintenance staff installed plexiglass barriers at all the school main offices and other locations as needed we also replaced the merc heat air filters in the hvac system with the 13 filters you know to filter out more of the viruses and we also purchased and provided sanitizing and disinfecting equipment to assist our staff you know to do a more thorough job of cleaning the

064this this is affecting the classrooms uh next slide please thanks uh in terms of the personal protective equipment we stock how many of the central items needed to keep our students staff and parents safe you know from coffee night team when they come onto our campus uh this lies in this uh you know a bunch of them that some of the samples for you to look at i'm not gonna go over them okay next slide so lastly we will to make sure our custodial staff is knowledgeable about the health and safety protocols we provided several mandatory trainings to them at the start of the school year and also during the middle of the school year as well so so so just to keep them informed and know how to make sure the to do the

065proper cleaning and disinfecting and that's it for me today thank you good evening keith irish assistant superintendent educational services so first i'd like to quickly talk about sb 98 just to remind the public and the board sb 98 was signed into law last summer it was giving districts the ability to offer distance learning like we did in the 2021 school year currently this bill is going to sunset on june 30th of this year if the legislator doesn't reauthorize it it doesn't allow districts then to be able to offer distance learning in our current format this year because it reinstitutes the daily instructional minute requirement and the annual instructional minute requirement how we get our information is our superintendent meets with our county superintendent probably weekly sometimes multiple times a week where we get the latest

066information where we can share with our colleagues and our site leaders on this they get their information from county council as well just a reminder of the instructional minute requirement by grade span and the number of instructional days which is a minimum of 180. so again if sb 98 is not reauthorized it doesn't look like it's going to then all schedules at all levels will need to meet these minimum number of instructional minutes for the 21-22 school year independent study so right now south san francisco unified is looking at a potential option for families that might be uncomfortable with returning to in-person instruction for the 21-22 school year i've attached links to our current board policy and administrative regulations independent study is very different than what what we've done this past year in terms of

067distance learning so i just want to highlight that for our community and our families that may be listening this evening as they try to make a decision about independent study so independent study focuses just on core classes the big key is students must be able to do work on their own there'll be no live synchronous daily instruction like we have right now teachers would have students would have the ability to check in with office hours to get assistance but it's really for students to do the work independently the teacher is there to assist and proctor assessments we through uh we sent out a survey to the south san francisco unified community our parents just to ask dr moore sent out a letter um briefly describing independent study just to get an idea of how many

068parents would potentially be interested in dependent study at the time of the survey when i locked it last week we had 93 families um that were interested so 6.8 percent of it and as you can see in the upper left-hand corner we only had at that point in time 1366 responses very different from our 5800 responses when we did earlier surveys around schedules and optional pm block mr irish i'm sorry for interrupting you the latest number is 1550 surveys have now been submitted and we're still pushing a letter will go out tomorrow asking again and it is 6.6 now people who would like to consider it 102 total people thank you dr moore so sb 328 sb 328 to inform the public and our staff is the bill that is the late start bill that

069will go into effect on july 1st 2022 so in the 22-23 school year our high schools can't start earlier than 8 30 and our middle schools can't start earlier in 8 and the reason i'm sharing this is because i'm going to be sharing an update about schedules later on in this presentation at the april 10th board meeting i was asked through the superintendent and through the board to reconvene the high school teaching and learning task force to look at schedules so this is just some scheduling priorities that the committee considered as we move forward to make a recommendation to the board so our high school scheduling considerations we obviously discussed sb 328 this year just to remind everyone our distance learning schedules they all start at 8 30. one of the keys that we're trying

070to do is consistency with bell schedules at both of our comprehensive high schools both schools have a one through seven modified block we want the seven period days to meet on the same day two years ago they met on different days so we are trying to push that was one of the things that we are pushing on collaboration meetings setting uh start and end times the same so our high schools could collaborate at the same time we made a big push to discuss and implement flex periods flex periods are where students can make up work take assessments get extra help we can provide intervention services counseling presentations we piloted that two years ago and then we talked a lot we had director debose from nutritional services talk about brunch instead of having breakfast instituting the

071possibility of a brunch period in the middle of the morning for both schools so those were our considerations we talked a lot about benefits i'm not going to read all of this to you here's an update on our schedules for so we're going to start with high schools so as i mentioned previously we created a high school teaching and learning task force we had 23 members i just want to inform the public we did have students on this committee there were six students three from each so we want to be responsive because it is true last year um the distance learning task force committee we did not have students on it so we wanted to ensure that we had some student voice so we had six students come to both meetings we met twice on

072the 28th of april on may 12th so we discussed the priorities that we talked about earlier on the previous slide and then we surveyed our teaching and learning task force on on some potential schedules we talked a lot about brunch in the first meeting why we wanted to consider putting in a brunch period one we want to talk about one of our big focuses was by putting it in the middle of the school day it's accessible to all students just to remind the public and the board brunch is what's called non-instructional minutes so that's something important because we can't count that as instructional minutes and just in case this does actually happen brunch for our staff that is duty free so our high school teaching and learning task force committee reviewed four schedules so option

073a and b are our current schedule so if we did did not incorporate sp 328 we had one schedule with no brunch we had some flex periods in here i want to point out the work day our current work day for certificated staff is seven hours so option c and d is where we started having discussions about the possibility of lengthening the work day i just want to point out this is any change in working conditions district leadership understands thoroughly that we would have to negotiate with our partners so this is just we were just talking about this and providing a recommendation through the task force um cta president yano mentioned it earlier this morning in public comment as well so we looked at these four schedules i'm not going to click on all of

074them they're in the link in the presentation if the public would like to see all four schedules but c and d have what's called a longer work day and a flex period in the morning and in the at the end of the day and the reason we put it at the end of the day is by starting at 8 30 school would then get out about 335 to 345 which for our student athletes really would impact them missing classes so the thought process is having flex twice one in the morning and one in the day would be advantageous for all students around their schedules we had our high school teaching and learning task force uh submit their recommendation so this is the breakdown yes we had 23 members as you can see less about half

075of them i checked earlier today it was 14 who made a filled out the survey based on the information from the survey results the committee is recommending are proposing for us to consider the bell schedule 3 which is option c which would have the 8 30 start time brunch would be 19 minutes has flex time embedded in the schedule and then the work day again if we would move forward we would have to negotiate but it would be seven hours and 25 minutes so the school day would be longer this is the schedule that the high school teaching and learning task force is recommending for consideration so you can see on mondays it's two four six in a flex period you can see as i mentioned earlier a 30 minute flex in the morning with

076a brunch here so we combine the brunch with the passing period because passing period does count as instructional minutes so you're basically getting about 15 minutes for brunch flex at the end of the day 58 minutes and then 30 minutes here tuesdays would be our odd classes one three five seven blocks wednesday this is our collaboration schedule we would have 26 wednesdays that would follow this schedule on those other wednesdays they would follow the monday schedule thursday mirrors tuesday and friday would be the day where all seven periods meet you can see the length here and these columns is how long the periods are so our seven periods would be 48 minutes and our block periods would be 88 minutes again if we agree on this elementary bell schedules at this time there's no proposed

077changes to the schedules our elementary site leaders are looking to reinstate the 2019-20 bell schedule all of our elementary schools start in the window of 8 20 to 8 30. our kindergarten ends approximately 1 30 and grades one through five and at approximately 2 45 i will continue working on uniforming start and end times at the elementary level and middle school level as we move forward again if we decided to negotiate and lengthen the work day we would make adjustments to the elementary and middle school schedule as well our middle schools again there's no no recommended changes for our middle school schedules so our middle schools would reinstate their 20 19 20 bell schedules our middle school site leaders are looking at the possibility of adding a double lunch basically what that would mean is

078one lunch period for grade six one lunch period for grades seven and eight just to separate the school separate grade spans for next year the start times fluctuate from 8 25 to 8 our end times fluctuate as well at the middle school level because one of our middle schools have a zero period uh with band and one of the keys that we'll be working on together um because we love to have teaching and learning task force committees but all kidding aside we're going to create a middle school teaching and learning committee to study and analyze our four by four a ab alternative schedule in the fall of to again make a recommendation to the school board and cta for the 22-23 school year and with that that is a very quick overview from all members

079of cabinet on reopening and schedules for the 2122 school year at this time cabinet will take questions or comments from the board thank you thank you all so much for the presentation do we have thoughts from the thoughts and questions from the board trustee baker i see you unmuted i did um first thank you for a very extensive presentation even though it was uh it was a little uh cut for time um you know just uh just a couple thoughts because there's so much to talk about and we're still going to talk about it later uh just all the way back on slide 13 the student services one the 13 according to the numbering inside yeah um i'll let you find it yeah that one um i i'm so glad to see some of these

080uh these items from before us you know we've been working on restorative justice i'd love to see a coordinator join us and actually give us a little bit more strength in that field um alternatives to suspension uh it's something we've been trying off and on it's great to see it um an online registration for high schoolers that just seems almost a no-brainer so uh we i i i look forward to it um and you know this is the end of the pandemic we're resetting things i like kind of like to see you know this is this is a chance to kind of do a reset you know if something hasn't been working um in the past you know this is our opportunity when we've had it a year i know a lot of it has

081to be negotiated and such but you know all these things that are coming forward can be put can be uh worked on um i'm not going to comment on the schedule too much because it hasn't been uh formally presented to to the union and still they have a lot of discussion um just gonna say that when i was going through high school you know we did have the equivalent of a branch we called it snack we went for two periods and had a 15-minute break and it was always refreshing you know and even then you know the students were starting to get a little caffeine and get a little pick-me-up or sugar rush for the day so i think that's going to be helpful for our students um and the only the only little minor

082thing i want to talk about the schedule is presented is you know i i don't know if you know i want to hear from the students whether flex time on a monday makes sense as opposed to mondays and wednesdays as it was presented or as opposed to tuesdays and thursdays because um i know a lot of students use flex time to catch up on homework um you know and if we're having it on monday you know they might have already been caught up on the homework for the weekend so maybe tuesday and thursday might make more sense for that those are my comments thank you thank you trustee baker trustee shea see you unmuted yes thank you i um i have several comments uh bear with me i really appreciate how dr moore put this

083on page eight um the district priority those four pillars this is really helpful for us to be focused on our priorities and i'm so looking forward for our saturday's uh retreat our um training so that's that and then um slide 10 when dr smalding presenting this interview questions those four bullets this is beautifully aligned with our student group um when i read this i was not necessarily paying that close attention but when you present it's like wow those questions are so important because those are our student groups so really appreciate the alignment um from the hiring to our training and i believe the next slide the training for staff even though you highlight those mandated training and more and i believe this this uh the student group that one probably is also part of your

084professional development uh training so it's very beautiful beautifully aligned thank you for all that thoughts and then the and appreciate the health and safety that is the most important that you have us to make sure that we focus on that pillar um and then on slide 35 i also appreciate that when um mr irish mentioned about very intentionally half students represent in our task force that's what we learned from before so the intentionality there i really appreciate that we have six students there that is so important to hear our students voice and just for myself i trust our task force the recommendation because those are the experts with students parents our uh classifier and cert certificate uh staff there and our managers so looking forward for the more information and then the last slide 44

085is the middle school uh schedule i'm so glad to hear that it's coming before 2021 and just one comment that's what i heard from the public the make sure that we also consider the bus schedule when we want to unify the starting day for all three middle schools make sure uh we have students taking bus to school and then that's be considered so they are not missing classes uh the first period so that's it thank you madam chair can i speak briefly out of order to just quickly address something that trustee shea said sure absolutely sure i um as you may or may not know i'm on the samtran assistance advisory committee and that's a point while taking about the bus schedule uh dr shea i will say that the bus schedule for the school

086routes are based on what the district provides santrands so um you know i think that once we set the schedules as soon as we you know as soon as we report it to samtrans they should be able to accommodate us that way so um you know i don't know necessarily if trying to fit the bus schedule as it is now is necessary so much as we make sure sam trans knows when we're starting thank you trustee baker you actually jumped on what i was going to ask of the staff who is the person who speaks with sam trans because they usually asked about a little bit earlier in the year um usually april or march about proposed schedules trustee murray um i just wanted to thank everybody for for this report it's very well thought

087out and um and as as uh trustee shea said the um the intentionality you my feeling is that you're looking out for the students at a top level i mean they're they're really this is kid focused and i appreciate that um the brunch the new coordinator position um just this this is great and i appreciate it so i wanted to thank everybody who put their time and effort into this thank you trustee murray vice president richardson thank you um i apprecia i i'm going to concur with the rest of the uh my fellow board members um and i really uh always put a lot of faith in these um surveys and i i keep looking at the bottom number and this number is still climbing so i look forward to seeing more participation but it

088the early return is positive everybody wants to come back to school and i i think that that's a great indicator right there it gives us a kind of a uh uh you know it just gives us a clue how the community is feeling and you know these are are people listen to all these um i know we have an uh active viewership and they're re taking apart this and believe me it's more than enough information and a lot we can't be accused of not giving our families and community enough information so i'm so happy to see this it's very detailed there's something for everybody and um thank you mr irish and uh dr maura and mr oh and your busy day everybody for pitching in on a very well put together statement of where we're

089going and how we're doing it and who's coming along with us and we're asking students so thank you thank you vice president richardson vice sorry trustee murray saw your hand go back up i'm sorry still up oh okay sorry i'm imagining things um i want to echo the sentiment of the rest of the board with the appreciation um just as i listened to the presentation and how each of you owned your part of what you were sharing it really showed how over the past year how you've all been working at beyond your full capacity and also as you look to the future working to really think about to what trustee baker shared reset while also looking to the future as everyone and in a very intentional way while gathering student input staff input and parent

090input so that really came through as each of you spoke and i want to thank you for that um something vice president richardson said that yes we don't have a ton of service not a ton of we have some good survey data but we need more respondents so i would love i you know as more respondents come in because i know the results are still early as in in some ways um i i want to thank the task force for their work i also want to fully igno and i want to first thank the task force for their work and i want to thank staff and the task force for their forward thinking because sv 328 is going to come um and that that's a reality and and if we step back and think about

091it from a student perspective we go from one year starting at 8 30 to if we go back to the way it was then we have a different start time and then sv 328 is going to come and we have a different start time so that's three different start times over the course of three years so i want to first thank you for your thinking on that the other thing i also want to fully respect is that the workday is a negotiated item i don't want to disregard that in any way shape or form or disrespect that in any way shape or form so i did have one question this evening and would be interested in speaking to the feasibility you know as the task force continues their work in engaging in negotiations on something

092like the work hours sorry president one more time how feasible knowing that like tomorrow's the last day of school would it be to engage in negotiations should this um schedule move forward in any way shape or form no great question thank you very much i have all done yes we have actually uh next friday scheduled uh for negotiations with cta um so there's feasibility we can bring the proposal forward to them um it is summer for our teachers so i think it'll be a conversation with the feasibility let's see what what that may bring us session probably on june 10th wonderful thank you for that i appreciate it um we do have break coming in six minutes so i want to check and see do we have any additional questions or any additional appreciations we

093want to share for all the work that went into this and this wonderful presentation okay not hearing anything or seeing any raised hands go flying up um so just quick check i appreciate we have another presentation but i don't know that it's very fair to ask a presentation to get done in six minutes would we like to take break now and then okay i'm seeing nods okay so we'll take a 10 minute break now and then we'll come back in 10 minutes thanks all okay well welcome back as everyone makes their way back in it's good to see everyone again i believe we have one more presentation this evening the from human resources certificated and certificated salary analysis presentation staff will present with will share with the board information on salary increases and schedules and

094compensation and benefits including healthcare once again to the community case building head of human resource for the south san francisco unified school district i'm going to share my screen real quickly and i would just like to present um to the board of trustees community uh analysis of our certificated salaries i was asked to provide some information of where we stand in comparison to other districts up and down uh the community so i'm going to do a review of the salary increases talk about compensation and benefits and the impact on the budget review of the health benefits and other compensation we've provided provided and there's some other salary schedules in other districts and review of what our salary schedule looks like so just a reminder to the board of trustees the board has provided increases over

095the last seven years uh five percent five percent seven two three and a quarter two and a quarter and this past year three percent i put another weight the same percentage increase over the last seven years is 27.5 salary increase over the last seven years which is a little less than four percent of a salary increase the board of trustees has also provided an increase on the medical uh cap in 2014-15 which was an additional two hundred dollars per month for the employees for per year per employee and then again in 2019-20 uh we fully funded um coverage of a single employee at the kaiser rate for medical dental and vision which was an additional five hundred thousand what the board of trustees is also uh approved was an increase of certificated hourly rate from

096thirty seven dollars to forty five dollars an hour in 2017-18 and most recently in 2019 20 from 45 dollars to 50 hours i mean 50 45 to 50 sorry for 334 000 and uh during cobin 19 um the board did approve uh one time um off salary uh stipend for preparation for distant learning for staff to be prepared doing uh online distance learning and then for for our employees our elementary teachers that came back for the additional lesson planning they needed to do for april and may so uh the ongoing cost was 13.1 million dollars for that salary increase over seven uh the seven year period this one is so sort of a bar graph of what that looks like um with the medical and other compensation it's up to 16 million dollars um for

097the 2021 school year and once again this is just percentage-wise showing that as i said the last seven years uh 27.5 salary increase uh when we add the medical and other compensation that goes along with this is 33.22 and when we're looking at the total budget before the increase was about 35.8 four percent of the budget and the increases have impacted twenty twelve point five eight percent of the total budget now mind you there is uh there is general fund money and there's restricted fund money so the salaries are going to be taken out of the general fund money um typically around 85 86 percent mr l can give more exact numbers um the board and actually the community um just for some identification not only was our average teacher salary in 2019 20 80

098000 387 but also the district contributes to the retirement of our teachers and so the state teacher retirement or calstrs and classifieds called calpers for calstrs the district contributed 16.15 about 12983 to the average employee with other required burdens and out of uh or health benefits totaling approximately 25 000 well actually about 26 000 above and beyond the salary that many people don't see above the salary and the retirements are when teachers retire pension that's what comes out of this is calstrs we wanted to show the comparison of how we are when we bring brand new teachers um on board compared to our other districts in san mateo county there are 24 districts which include san mateo county office of bed this data can be found on the j 90 report in the california department

099of ed which published publishes all salaries throughout california for transparency and so anyone can look this information up this is 2019 20 data as you can see we rank 11 out of 24 districts and starting salary our starting salary was 56 352. the lowest salary was in a different district approximately twelve thousand dollars lower and another district of north uh south of us was about uh fourteen thousand dollars so there's a very wide discrepancy that and then when we look at the highest year salary we rank 14 out of 24 uh this once again in 2019 20. most recently the board approved a three percent raise for certificated uh staff so it's now up to 108. um but it's what was 104.979 um district um is about 23 000 less than us and there's districts

100of about 32 000 more than us and just for the last slide i just want to show the community and the board our salary schedule and just sort of explain that to everybody so employees brought onto the district as a new employee you start off in step one and then you're placed based on the number of college units you've achieved you do need a credential and if you have a master's degree you you're putting the m column so you could be in the dn column starting off step one at 60 0205 um that could be starting and every year you're with our district you step down as we say so step one would move to step two and if they had um the masters would be at dm they would go from sixty thousand two

101oh five to sixty one thousand eight eight eight which is approximately increase if we're looking at at that um little you know it's it's not um it's it's there is an increase so it's not that they're not getting an increase above and beyond they're they're getting an increase above and beyond what the salary increased so above and beyond the 27.5 percent speaking over the seven years the three percent that was given this year if they step next year and there's an additional increase it'll be above that increase is what i'm trying to say uh we do phrase though at step 12 after step 12 to step 17. so it's a step we do freeze that we do freeze from step 17 through 22 and then from 22 on beyond um i am doing an analysis

102of um our 24 23 neighboring uh districts and seeing how many you freeze at certain steps um and i can tell you that many districts do freeze at certain steps and so we may have conversations about trying to be creative in retaining some of our staff down the road but i do want to let the board know that every year teachers have the opportunity certificate staff have the opportunity to go and get additional classes and advance on the salary scale scale both by stepping down working every year and moving along the column because they get additional units so to move on the column from a ba column c b a plus credential if they got 15 more units they moved to column d if they got 15 more units they would move to column e

103this is without a masters and if they got 15 more they would move to column f so it could be and it was what i happened to me numerous you decades ago when i started off i started off at step one and i went down to step two and i started getting my masters and so i did what was called a vertical so when i went to step three i went to step 3d from 2c so my increase actually was fourth out a little a little less than 4 000 and so i verticaled a little bit and continued earn money so there are ways to continue to increase your salary above and beyond getting the percentage raries offered by a district um and so you know each person's a little bit different but typically a

104teacher does get a larger salary percentage increase than just what is given by the board of trustees and this year was three percent so for the step and column plus the three percent would could be four or five or even six percent above and beyond so i just want to provide pretty much a high level to the board of trustees and be willing to take any questions at this time thank you dr spalding for the presentation at this time do it oh trustee baker i see you i'm muted oh thank you um thank you for the presentation um just a couple clarification questions mr dr spalding uh when you talk about the 80 000 k average i'm assuming you're talking the mean there rather than the median yes that's correct and so we do actually

105have a scattergram of all where all the teachers are uh ms rowe provided this slide so this is based on once again 2019-20 data yeah i think some maybe uh at some point if we do have it a medium might be um a better comparison especially when we start comparing it to other school districts in the future um you know i i would also like to point out on that slide where we talked about the uh 11 school districts that have higher starting salaries i want to point out that seven of those districts have partial taxes as well as in some cases also being higher income communities and i think what it's going to have to come down to if we want to give our teachers more than a slight bump in the future is

106we need to find a better another source of revenue otherwise we will try and recruit teachers and lose out where we will worse you know hire teachers get them get give them great skills and then they will continue to move south i'm not calling for anything in particular here because i want to be careful about the brown act but at some point we need to find sources of revenue in order to help us get some of the best paid teachers in in the county we have a an excellent east of 101 group of facilities that helps fund our district but you know with the prop 13 and low turnover in houses we are not getting the benefits of our grocery inflated housing prices so hopefully we can talk about ways to get better revenue and

107give us a better bump in the future thank you trustee baker are there any other questions or comments this evening vice president richardson i see you on muted and doc dr moore i also see your hand went up vice president richardson uh oh i just wanted to thank uh dr spalding for this presentation because this really makes a lot of things clear in the numbers and we all would like we know we live in a very expensive area here where the poverty level is really if you make 70 000 unless you make 70 you're considered in the poverty line here in san mateo county but that's not the reality here in in south san francisco i mean you know everything is expensive so i appreciate the um the the graphs and the comparisons we're not

108at the lower end we're not at the higher end and believe me i look for places where we can get more revenue believe me i am trying thank you thank you vice president richardson dr moore yeah i i wanted to so thank you dr spalding you did a really nice job just painting a clear picture of our salary analysis and this is just for certificated staff but i also wanted to take the opportunity to acknowledge the board um i really see the work that we've done over the past seven years as a way to show that we are investing in our staff and so one of the things that you all mentioned is around human resources and budgeting and as priorities and we talked about as we think of ways to not only recruit the

109best talent but how do we retain them and it means also looking at how you engage in negotiations and how you offer support and i just want to point out because i think dr spalding did a nice job talking about it 33.22 approximately 16 million dollars over the last seven years is investment this is just our certificated staff that the board has said yes we value our colleagues and you see over time since 1415 up until now the amount of money but more the investment that we've provided for our staff and it goes beyond that that you heard it's not including step and column it's not including professional development it's not including other ways that were also the benefits that you all also approved and so i want to applaud the school board for also

110recognizing that um we want the best talent and we want to keep our our wonderful colleagues here this is just a slice of the pie right now because we're only looking at one particular group um but if we pull it all together it really will give our community and the board a clearer picture of the investment in our district and do we have room to grow of course always but i also want to point out that you notice because we hear oftentimes we're the lowest paying district in the county you guys don't value our teachers and i think i'm glad that this this presentation was requested because i think now the data can indicate that we do value our colleagues and that we want to do what's right and what's best for them and also

111remain fiscally prudent and responsible and so i just wanted to acknowledge the board for the work that we've done over the past seven years i mean if we added more years it would be more than that so i just i don't want to overlook the key things in the presentation that really highlighted how we do value and invest in our colleagues thank you dr moore trustee murray i see you unmuted i just wanted to uh for well first i'll thank dr moore for the clarification and i think that was why this presentation was requested we want our community to know how much we value our teachers and and the investment that we make in our teachers and uh dr spaulding and mr o thank you for all the work that you did on this report

112it's appreciated thank you trustee murray oh trustee shea see you on muted thank you thank you uh as uh trustee marie said uh really appreciate this great presentation and then as dr moore said it's painted a clear picture for me as a newcomer um we are as uh vice president richardson said we are not the bottom we are not the highest one but we are in the middle and so of course there are always room for improvement and this is also very helpful to see connect to our priority as dr moore said we value our teachers and um that's why we are here for educational institution that down the road we will also pay very close attention on not only our priority but also the the the expenditure all that are those um also aligned

113with our priority so thank you so much for this uh clear presentation and then help us all understand that thank you thank you trustee shea i too want to echo the thanks to dr spaulding and mr o and all the staff that work together to put together this presentation i appreciate that this presentation was requested only a short time ago and that we are coming up on the end of the school year tomorrow which is the busiest time of the year so the fact that you pulled it together in such short in such a short time is truly to be commended and i also want to thank you because the data really does help highlight that where we really are to trustee baker's point you know and to others points could we do better absolutely

114there's always areas of opportunity but it is important to be clear that we're not the bottom we're not the top but we're definitely not the bottom either and we do value our staff so thank you okay i think we have made it through the presentations this evening and we are now at the consent agenda the following items are submitted for board approval one motion will authorize action for those items so designated are there any items that people would like to pull or do i have a motion vice president richardson sorry i moved my zoom screen i couldn't see which faces see your faces a quick comment to uh the business services for the declaration of surplus items there's items do we get any type of revenue from that as a result of these items i

115just sort of curious about that [Music] 76 for the business services declaration of surplus items mr oh do we get any kind of revenue from that 76. um there's 277 i think there are laptops i know those are basically uh there are useful life so basically you know it goes to recycling or or disposal basically because they're over the useful life of that all right and uh i have one more for the professional service agreements under 25 uh is there a specific fund on page 91 92 is there a specific um uh fund that this comes out of it's a under 25 000 and includes a few things um like um well let me double check here um there's like uh a youth motivational speaker and team help advocate for el camino high school for

1162500 and then there's the um bicycle coalition uh bike rodeo of 400 450 is this designated from a specific fund from the uh allocations that the schools get uh yeah that's a good question yeah yeah under each heading so each uh for example uh community high school so they would be responsible for for that uh item so they could either use their discretionary refund or they could use the gifts and donations that they receive you know so it's up to the site's discretion how they want to use the funds to pay for that oh okay thank you i just wanted that clarification that's all i have thank you thank you vice president richardson now that your questions have been answered did you want to make a motion uh i sure do um i move that

117we approve consent agenda m wonderful thank you do we have a second second all right so first by vice president richardson second by trustee murray roll call vote trustee baker yes trustee shea yes trustee murray yes vice president richardson yes president lujan yes motion carries thank you okay our next item this evening is the discussion of the return to in-person board meetings the board will continue a discussion on preparing to return to in-person board meetings and consider the platform options and meeting structures thank you president lujan so in april the school board discussed returning to in-person board meetings with a target date of no later than june 24th prior to transitioning to in-person meetings the board asked staff to bring back some options for the type of platform that we may want to transition to

118in lieu of zoom or we may maintain zoom and options for the structure end or format of meetings and so what you have before you first is the structure and format of meetings there are several options listed here for the board and in each option there are bolded key differences for your consideration the last option really just indicates that the board can look at all of the options and choose if you don't see that perfect option that you were dreaming about then you can pick and pull from other options and articulate to us what the pleasure of the board is with regard to returning to in-person board meetings so we can talk about that first or you might want to have an opportunity to look at what mr siam also provided for us as we're

119going to be co-facilitating this session or this item to see the different platforms and what they have available so i will turn it back over to you president lujan to see which area you want to spend time on first and then hopefully you can get some real clarity about what our next steps are related to transitioning back to in person thank you very much dr moore for that introduction to the topic um if it is the pleasure of the board i would love to get kind of just a comment um focused largely on what options we are most interested in so we can kind of see if we're all over the map or if we're all kind of leaning toward one area and if we're not all leaning toward one area can we pick and

120choose and ideally come up with some clarity that would be my hope hopefully it is the pleasure of everyone else and i'm not on my own island um vice president richardson your hand went up first and then trustee shea i saw your hand go up second uh thank you uh president luhan i just wanted to ask basically it's it's related to this but well we have to have another um motion to bring to uh recover the uh the travel stipend that we approved for uh june 6 i mean june 30th um well we have to make a new motion in order to regain that if we choose one of these items that's a great question i would recommend you request that item under future agenda items because that would need a that would be a

121whole separate conversation okay awesome okay so trusty shay then trustee baker and trustee murray okay so i'm just going to share with you my option so i like option two and then uh to answer dr morris not not answer dr moore's question but i want to uh uh with the the analysis uh zoom it's on the page 96. so option two and zoom thank you trustee shea sorry it's bedtime at my house okay trusty baker yeah i i i kind of think we should uh i mean option two may be a starting point um you know i kind of envisioned this when i was reading through the agenda as we start scaling up over time like maybe you know our first meeting back on june 24th we meet in some place with the infrastructure such

122as such as the board meeting at the district the boardroom at the district office um and have people zoom in as well and then we start to expand it you know when it gets a little better uh maybe closer to the school year we go to baden we keep the same setup but then we start letting more people in um baden we've we've never really used more than probably 40 of the room we could uh set it up you know in that same space you know it's provided we had enough application to get the same capacity we had um with full social distancing which we might not even need in you know late august or september whenever we do this um you know so i guess my preference is um we start where we are

123now i know there was some concerns with baden in terms of the it infrastructure about whether it had the wi-fi capacity to handle a live zoom meeting but once that's set up you know i say we my preference would be to be debating while we needed have the extra social distance seating and maintain the that does not need to be zoomed but retain the remote commenting and viewing opportunities and i think we need to can talk at some point about the options for how we would do that um you know we may be preempted by a bill going through the legislation to maintain some sort of remote access but i do think as i said before because we can have the greater uh reach out into the community having it online because we can have

124a captioner we can have translation online um i would like to see it continue at some point thank you trustee baker trustee murray and then vice president richardson i did see your hand go up um i'm i'm fine with kind of ramping it up starting kind of like this in the district office and then ramping it up but i would like to see us move into um in person without laptops um i'd like to keep the zoom access because i think that the um the translation services if i read the the uh the descriptions properly that was the only one that that really had the translation [Music] option and i i think that's really important to keep i think that we should keep the written comments um but i i think any comments that that

125any any live comments i think should be done in the district it should be done live in the meetings um and that's my that's that's my preference thank you trustee murray um vice president richardson and okay sorry go for it well i just i actually have no preference i i kind of like everything a little of this a little of that i kind of only reason i would love to be back uh live and in color is to have the students come in and we give them that little moment where we recognize them and give them another certificate that's a to me that's a lifelong memory for some students and otherwise um i see you know that's the only positive people want to be able to participate that's been expressed to me prior to zoom

126so so i just like sort of open to a lot of possibilities but i like in person anyway i do i miss uh nalani ordering dinner no just kidding i hope she changes the menu though thank you vice president richardson um trustee baker and then trustee murray um sure yeah no i mean i i definitely want to get back live i want to see the uh the students get to pledge i want to be you know able to hand out their certificates uh you know for the volunteers and everything um but you know i think we have seen our audience increase so many times i mean maybe this is just a larger question of and we've had this discussion in the past about broadcasting our meetings um you know we had the audio stream which

127was great but you know as i was very happy to get it for you know the i think it was 20 a year but you know we would have maybe four people listening at a time as opposed to you know i i don't know what the youtube count is but it's usually around 100 or so um so i i i don't know if that's a separate conversation or not but the fact is that we do have this resume meeting and we do have the ability to to take the remote public comment has brought out a lot more democracy it's brought out a lot more participation from members of the community who you know we we had a public comment earlier tonight about you know it's great to have the ability to you know take care

128of the kids and serve them dinner but still have the school meeting on in the background um i i would like remote commenting and that's not hell i'm going to die on it but um i definitely think we should be broadcasting and i do like the fact that we have captioners and uh a secondary audio channel where it's translated thank you trust thank you trustee baker trustee murray your hand went back up um well i was basically going to agree with that i think that one of the reasons that i said zoom is so that we could still um allow people to see our meetings and i i had heard a lot of people before we went into distance meetings say that they'd like to be able to see meetings in fact i think rheem

129nezra at one point brought her phone and recorded her meeting and then um and then she sent it out she was uh she was sending it out live and um and people just loved it so i think that's an important thing to keep um in terms of having people uh make live comment i'm for me it's i like seeing their face and hearing the the inflection in their voices and and um just having them there and and kind of understanding um where they're coming from it's it's it's it's kind of like texting you lose nuance when you're you're texting or when you're sending out emails and and i think that it's really important that when we're trying to understand our community that we have that that nuance you know they're there talking to us and

130um so that's that's where i stand in terms of having live comment um i think that you know having the the emails or the um the written comment so that we could read them before um before the meetings i mean a lot of times we have the the same comment and and uh from from many different people um but i think that we miss out on having everyone we we really have a lot of the same people showing up at our meetings or sending us comments um it would be nice if uh i i mean i think that we should continue with the written comments but it would be nice to hear a lot of voices and um and i'm not sure that we always hear a lot all the voices that we need to

131hear in order to inform our decisions so thank you all um one thing that i did kind of gather because i was trying to take notes one i did kind of gather i don't think that any of us were landing on one specific option that i did kind of tease out so i did take notes um one thing i did pull out that it sounded like we did kind of land on is zoom seems to be a preferred platform so dr morgan to answer that question that much i did get so i'm going to reflect back kind of what i was able to capture add a little bit of my own thoughts and then see if we can come to a little bit tighter of consensus so that way we can move forward and actually

132provide clear direction to staff um so definitely hear consensus around we want people to be able to see our meetings that piece i am capturing and so it sounds like um either being able to watch as an attendee on youtube watch as an attendee on zoom or whether it's streaming to youtube that seems to be definitely something we support we want people to have access to the meetings um we also want people to be able to engage with us where we're not quite coming to clear consensus on is do we start in the d.o board room and then transition the baden or do we just start at baden and then and and go from there so that that's one piece that i'm not clear on um and the other piece that i'm not super clear

133on sorry the thought flew out of my head of course i feel like i just walked through a doorway and forgot my thought um was um how to capture com publi how to actually capture public comment are we taking live comments via zoom are we only taking live comments in the meeting um i will say as a facilitator and president murray uh not president when you were president president murray um in serving in the role of president murray uh facilitating zoom and um the tricky thing with the comments is one making sure that everyone raises their hand at one time because when we have public comment cards you actually have the cards and you can sort out which public comment cards are on items that are actually on the agenda which items are actually just

134not related to the agenda you can kind of interact with the public and kind of tease out um which comments should be wait you should wait on until the agenda item comes up and which comments should you just take during public comment period so that piece is definitely missing from our meetings which means that at this time there may be people who may want to comment on this very item right now and i don't know that so that's hard as a facilitation component the other piece is it's hard because we want to hear from all members of the public um and we also have board parameters that say that if we're going to go past 10 30 we need to vote to extend it and we can only vote to extend it one time so

135judging based on three people raising their hand but it ends up being 45 people raising their hand means that i'm doing it that in the role of president you can do a terrible job facilitating the meeting and everyone's frustrated because then staff is rushing at the very end to try and get the items through and it's just a frustrating experience overall the public doesn't feel heard staff is frustrated because their items didn't get approved so that is my concern with taking comments via zoom i my preference would be to at some point move to if you're going to comment we can take the written comments or you can email us because we do read every email but if you want to comment during the meeting comment in public but that's just me from the perspective

136of having to facilitate this and so where we're meeting and i'm seeing some thoughts in um that that dio might be better um you know if if we do not take remote public comment um you know i don't know if we necessarily need to need to do zoomed in we could just put it straight on youtube and save the license fees um i don't recall we got a quote a while back on how much it would be to put them live but you know if we bought our own video encoder hooked up to a laptop and the camera system we wouldn't need to pay that extra public meetings for you or whatever i did have a question for our director of tech about the bandwidth at each facility and i believe we were initially talking

137about the district office because it is does have the modern wi-fi installed as opposed to being which had not been done yet but um i got a message recently from him saying that either location would work so i mean i don't mind starting it at baden um i i think if we're doing without an audience at first so maybe the district office would be a little bit more i i know maybe we don't want to be more intimate at the end of the endemic but certainly it wouldn't have the big hollow echo an empty baden gem wood so um i mean that's my thoughts there about those two issues thank you trustee baker trustee murray your hand popped up and then it disappeared but i'm guessing i i don't wear i don't mind where we

138start actually i agree with you in terms of the live comment but um where we start in the district office if people feel more comfortable i think all of us are are vaccinated john i i think you've had your first have you had your second i will be uh two weeks more than two weeks out for my second by june 24th okay so i i you know i'm fine wherever okay well if we're fine wherever i'm gonna float out would we like would we be open to meeting at bathin hypothetically float that out okay vice president richardson thank you uh just a quick um is any of this really expensive what is the cost wise i see some of the staff that we may have to keep but we are we were keeping staff before

139with the cost raised precipitously or how how can we weigh this in that in that vein i think if we start without it sounds like if based on what we've heard so far it's just us right now in the baden possibly baiden or district office or even south city high school it's just us meeting and so the only cost right now would be the cost that um is on the agenda related to the zoom license which is the current if we use zoom current platform being used that mr siam included otherwise we wouldn't be asking staff to come if it's just us because we'd still be doing virtual okay so as i reflect back what i'm hearing is potentially baden maybe because i didn't get a strong opposition um but if it is just us

140because i'm again reflecting back and i want to make sure that we don't make a decision that we didn't realize we didn't that we made um i am hearing that at some point it may be good to move back to in we take the written comments and at some point we transition to streaming over youtube but if you're going to comment we take comments at the meeting so that way the person facilitating whoever it may be has the ability to actually sort through the cards and there is that in-person interaction i will say that there's something to be said to be able to actually make eye contact um and hear tone i i can't tell you how many times there's been an angry email and i won't respond over email i'll pick up the phone

141so that way you can at least hear tone it helps we're we're still human and we still do need to connect um so there but if it's just us meeting i definitely wouldn't want to just pull the rug out and then say hey we because we wouldn't have any way for people to comment live so it sounds like it might be a transition plan um sorry all your spaces keep jumping on my zoom screen trustee baker i saw your hand go up first and then everybody else moved and then dr moore i saw your hand go up and then trusty shay and vice president richardson i see your hands up too i think i'll actually defer to uh dr moore because she may be answering my question oh no i have a question so you

142can you can ask it and then i can try to answer it oh okay um well i i do think um again let me state for the record i would prefer we kept going remote comedy at least for a time being it's been it was done in some other cities prior to endemic um it's my preference i i'm not going to you know filibuster this meeting for it um but but um i i do think it has increased our participation but heck just the sheer broadcast of our meeting might increase our participation too people watch it one week and say um oh yeah you know well next week i'm coming back and i'm going to comment on that that that could help too um so again the broadcast is what's important to me you know

143maybe if you give enough time people will run down and come over debating um i i do think that um yeah obviously until we are opening it up to the public we do for live and personal attendance we do need to keep the remote commenting regardless um and again my preference for if until it is open to the public maybe the district office would make more sense um simply because it is a a place where we could not echo i'm sure the acoustics are much better unless we're all going to have mics um although you know we do might we might want to have a bait and test run before we fully open it so thank you thank you trustee baker i just have to give you kudos for thank you kudos because i will

144throw things out and i want to see what sticks i truly believe in the brainstorming process so thank you for actually putting your opinions out there um dr moore well last time i think the board decided that you wanted us to transition back to in person by june 24th so this could be a transition for us and staff i only said us because i heard we could ramp up to um a more fully pre-covered type board meeting but that still is on the table if the board is interested and to vice president richardson's point if in fact we start and we want to invite people yes we will then need to have someone monitoring health screening and checking people as they're coming in and that could all change june 15th so we just need to

145be mindful that even though we might plan for these things we could get additional information that says none of that is necessary and so also just be thinking about what potentially could happen with the governor looking to reopen california thank you dr moore trustee shane i just want to echo what uh trustee baker said he said well and summarize well so uh hopefully we can get agree not agreement but you have enough information to move forward so we can go to next item thank you okay so as i reflect back i am hearing some support for meeting just us and the do as a start on june 24th we continue with zoom and broadcasting to youtube taking la public comments via the google form and via zoom for now and then as we look to

146the future so this will probably come back as a future item it would be reflecting back on how was this working and then also do we want to transition into make it make an additional change potentially working toward um just maybe youtube or some to the future um and i think that captures what everyone reflected and gets us in a good place melanie i see your handout um yes thank you this is an answer to vice president richardson's question earlier but it applies to the whole board later on when you look at future agenda items at the next regular board meeting on june 10th there is the item for the board to consider their compensation increase for the 2021-22 school year and that does include their decision on the mileage stipend thank you nilani that

147is very very helpful um it's very helpful because trust vice president richardson the item's been agendized and dr moore i wanted to thank you because you mentioned something critical the governor's guidance part of the reason why we are able to meet in the way that we are is that there is an executive order that allows this and that may change so thank you for mentioning that because that is something that we should be mindful of because if that changes we just have to go with what the the new guidance is okay so does staff hat feel like they have enough direction at this time yes i believe by june 24th we will be transitioning to the district office for staff only and we will continue both zoom and live streaming and within the next month

148or two we will start transitioning after that back to baden and then keeping in mind whatever the new latest guidance is we'll be adhering to that yes okey dokey looking forward to it i get to see all you okay our next item oops i went away from my agenda and now i am not being very good at facilitating okay our next item is discussion of land acknowledgement at board meetings for the board will discuss possibly beginning their meetings with atlanta acknowledgement for for our indigenous community and whether this acknowledgement should be formally adopted and implemented moving forward at each board meeting quarterly annually or not at all thank you president lujan so on april 29th the trustee inquired about whether the school board would be amenable to beginning its meetings with a land acknowledgement from

149our indigenous community and so in the board memo that you have tonight there's a little bit of background information and the board will have an opportunity to discuss this evening whether or not you believe it should be adopted by our school board whether or not you want it every time we meet quarterly annually or whether you want it at all so i will turn it over to you all for deliberation wonderful dr moore so i guess we should deliberate on should it be adopted and the frequencies with which it should be included trustee baker thanks um the i'm the certain board member uh dr referred to recently and you know i i've been to i work for the state of california and i've been to a lot of local community groups across the state especially

150in rural areas and over the years you know first we would get i would see one or two but now it's pretty widespread um that we acknowledge uh whose land was taken however many years ago it was um it's a way to formally acknowledge and reflect upon uh what basically has been an erasure of indigenous people sometimes and their trauma that they suffered under colonialism um you know it's it honors the spiritual relationship that indigenous peoples have to their ancestral lands and in this district in particular you know we've had a lot of talk recently and over the last couple years at least uh about this district's relationship to the native peoples you know we just had a briefing in our last meeting about a proposed possible new name for junipero elementary last meeting or

151two before that we had a presentation on uh new logos for south san francisco high school uh replacing the the the frankly often racist ones featuring native warriors that were previously in place and we voted out in the 2019 school year um i i think conscious of that conscious of our duties to native american people i think we should at least do this small token and i don't consider it tokenism but it is lit almost literally the very least we could do and it's better than the nothing we do now so i would like to uh say i i would be in favor of doing the land acknowledgement um i usually see it on every meeting we could decide maybe once a month but um it literally takes you know 15-20 seconds out of a

152meeting so thank you thank you so much trustee baker trustee yes thank you i do support trustee baker's idea uh of this acknowledgement of um the land acknowledgement and i would like to propose just throw idea the frequency may be each semester so twice a year for acknowledgement so i support trustee baker's suggestion thank you trustee shane vice i'm sorry i'm throwing all kinds of things out trustee murray um i i too support and i think um i think especially with our emphasis on equity it's it's something that we can do that where we show that that um where we show that where we stand um i i certainly i the frequency i i don't mind doing it at every meeting however whatever the the rest of the board decides i mean if you want

153it less frequently that's fine too but but i do support every meeting thank you trustee murray vice president richardson did you have any thoughts on this topic i i can't i i do i i don't know what i think i just know it would be nice to have something like that it would soften us possibly to the public if they think that we're something else you know sometimes governments uh have a tendency to put the image suffers um when you don't have certain things that you acknowledge even like like for example at the beginning of the meeting we begin with this recording uh you know stating that we have translation services i think that is a nice um portrays a nice image for our community and our district and our board really and uh this

154is another this is another um example and that sort of brings us closer together more of a softer appeal to certain groups and i think that's it's a nice it's a nice gesture maybe we have a recording like we do the other one in the beginning of the you know just at the beginning of the meeting maybe like trustee baker said monthly i mean you know i i don't mind honestly i only think we would have to find something that would um you know something that somebody will say that affirms what this is uh this discussion is about and yes we are we we we sit here on other people's land and uh some of the even the south city history doesn't go beyond the mexican occupation when you they have a written history of

155how south san francisco became what it is today and they completely ignore anything before the lexus came the millers and all those other people in the community so you know this sort of brings back that reality so that's my say i don't know i still don't know thank you vice president richardson trustee baker and trustee marius are your hands both go back up i i do want to defer if you want to make sure you have your statement or if you want to leave it for for last uh president i don't want to dominate no it's okay because i mean i i'm gonna i the short answer is yes i agree this should be adopted i have my own personal reasons for it um as well as just for the public as well so i

156mean if there's a personal interest similar to you as well as just for the benefit of the public so that piece is easy to agree so i don't have a ton to add i'm happy to defer to you and then we can kind of come together on the frequency i'm sure just really briefly i i think it probably should be every meeting uh we could talk about whether that's live or as uh vice president richardson said may be included in our translation recording um with the exception that i do think we should give it live um during the month native american history month which is i believe november and uh maybe at the first meeting of each semester um but you know there's different ways i um i don't know if it's more or less

157offensive to not do it or to do it by recording that's a concern of mine um you know so that's something we should consider if we're talking about recordings but definitely first meeting each semester in native american history months if not every month thank you trustee baker trustee murray oh i'm sorry is my hand up oh no it was and then it went away so i wanted to make sure i didn't miss it okay i i i absolutely agree i the frequency um every semester and definitely native american um history month um yeah that sounds good and but i'm i'm fine with doing it at every meeting as well so okay so it sounds like we're open to ev the full gamut um but it definitely sounds like we want to inclu include it for

158me i'm personally comfortable reading a statement and i i to trustee baker's point i don't want to um i think there's something to be said about it being read um only because it confirms that this is something we believe in which is why we're going to take the time to read it similar to the way that i read the opening of like i'm calling the south san francisco meeting of the you know you know that whole piece i read same thing with the public comment component there's a section that i read from our agenda just to make sure i don't miss it so i wouldn't have a problem with doing the same thing with opening the meeting reading it reading a statement at the beginning of every meeting to acknowledge it and give it personal

159recognition i'm up for that okay i'm seeing nod so i think we agreed on adopted and the frequency would be every meeting and we'll read it sounds good to me do we need a formal vote on that this is an informational item only oh do we have to bring it back for a formal vote then or could we just uh say this is what we want to do that's a great question because typically we do information item and then we have to take action but if we've directed staff through the information item can you put it on the next agenda i think if that's sorry i was just going to say i think if that is the direction from the board that you'd like to see us move in this direction we can go ahead

160and do that but we can also formally bring it back on june 10th as an action item and make either that meeting or june 24th the first meeting where we initiate it oh that would be great maybe we should bring it as an action and just to make sure because you know someone may vote no next time you never know give people time to deliberate and think about it and then our first in person like hey we get to see each other we'll open it with reading it sure um i i will probably say that uh i'm sorry i wasn't recognized i will probably say my preference would be to have it on the consent calendar just so we you know don't have to go over this whole thing again next week i agree i

161just clarified that you indicated every i heard two things so first i heard each semester in native american history but when president when you recounted it you said every meeting and and so can i just i want to make sure that whatever goes on the consent agenda that it's what you guys are are directing me to do so yeah what i reflected back was because i heard every semester i heard every month and then i heard open to every meeting and i've said i said personally i feel comfortable so i'm going to turn it back to say to all of you feel because one day you may be president you have to read at every meeting so do you all feel comfortable with this that would be my preference as well every meeting okay i've

162heard you of you okay i got a thumbs up from trasty marie i'm going with the flow okay mina do you have strong super strong opinions objections or are you okay i think i kind of got lost somewhere now what are we agreeing to here to read um the land acknowledgement land acknowledgement at the beginning of every meeting so uh is it this one specifically or will it have to be redone reworded and all that well it's a short concise statement we'll bring it back um under consent at the next agenda we will start it june 24th but i mean will we at that time approve what will be said because we may have differing opinions about that so i'll bring it back at the next agenda and um you guys can certainly it'll be

163under consent you can pull it if you would like to discuss it and wordsmith it uh that's fine um otherwise you guys will have an opportunity and then we can start it on june 24th so you have a chance on june 10th to discuss okay okay perfect so i think we have agreement from the full board thank you dr moore for making sure that we were actually in agreement dangerous things happen when we make assumptions okay business services may revision of the governor's budget staff will present information on the may revision of governor governor newsome's 21-22 budget hey thank you president lujan yeah this is actually one of the better maybe visions from the governor so so i'm going to provide some details here so on friday may 14th gavin newsom releases revised proposed state

164budget for 2021-22 so we refer to this as the 21 22 maybe vision that's how we refer to us this is the final opportunity for the governor to update his economic projection prior to the enactment of the state budget in june and so keep in mind that this is still a proposal at this time until it is signed by the governor is not the final budget yet uh last week my staff and i attended a workshop given by schools of prisons of california to gather the details of this proposed budget and so i'm going to share some of the information today about what we gather so regarding the statutory story cola which is the cost of living adjustment the main division the governor is proposing actually three different costs of living adjustment in the past

165usually there's just one for everything but uh for this one he's proposing three different uh percentages uh he's proposing five point zero seven percent for the local control funding formula that's where most of the school district about ninety percent of the school districts are funded with uh then uh he's also proposing uh four point zero five percent of for special education and then another 1.70 percent for the other categorical programs such as nutrition services and yeah and so on uh so so this is uh will be a significant increase of revenue if a lot of the 90 school district unfortunately this additional funding doesn't benefit our school district because we're a basic aid district so that means we get most our funding revenue from the property tax received and not from the state so the

166the 5.07 won't apply to us we'll get the 4.05 for special ed and the 1.70 for like some of the categorical programs and that's basically if that proposal gets approved that's what we will be getting uh regarding the employee pension uh calstrs and calpers on that the government did not provide any new funding for the california state teachers retirement system or the california public employees retirement system for 2122 in his revised budget however in the current 2021 state budget he did provide funds to escape the school districts to reduce the employer rate in 2122 from for the calstrs which is the certificate employees from 18.1 to 15.9 92 sorry and for the calpers from 24.6 percent to 22.8 84 so based on the latest actuary the uh cal surge rate is actually going up by

167one percent next year and for the calpers uh classified employee rate uh that's going up about about actually that's going down by about 0.09 percent slight decrease the state unemployment insurance rate increase so this is a big impact for all school districts in california so the main division highlights the increase in the state unemployment insurance rate and so it's increasing from the current point zero five percent to uh one point twenty three percent which is a huge increase about one point eighteen percent for next year so so that's that's a quite a big hit for all school districts uh so so and then the reason for this is because it's i guess in the past you know the uh the funds reserve has been draining so they're trying to use increase the rate to kind

168of to bring it back up to the full amount so so this is what i said it's going to be a huge impact for school district in terms of additional costs uh so early uh learning continues to be one of the governor's top priorities he's proposing to to provide universal access to tk for all uh four year olds in california by 2024.25 by allocating uh 900 million in 2023 and increasing that amount to 2.7 billion for full implementation by 24.25 so the governors also allocate funds to reduce tk classroom ratios by half by paying for additional staff as well lastly he's proposing to allocate one time 250 million to help districts prepare for tk expansion between beginning with 2022-23 and under nutrition services the governor's proposed to allocate 100 million one-time funding to provide a

169school kitchen infrastructure upgrades and training for school cafeteria staff of this amount 80 million of that is dedicated for school kitchen infrastructure upgrades to increase student access to the uh school meals or improve the quality of the meals and that all school district will receive a base of 25 000 so every school district will receive that even the basic industries after the base allocations are made the remaining funds will be allocated based on 50 or more of students on free and reduced price meals so we wouldn't get that because our free reduced price meal is below the 50 percent uh threshold uh so that remaining 20 million will be provided to fund school service staff training so that's kind of the industrial services uh area uh under the after school and summer programs the governor

170uh was a robust uh after school and summer programs for elementary school students with a five-year plan that is putting together he wants to provide no cost after school and some programs were priority for districts with the highest concentration of low-income students english learners and foster youth and we call that the unduplicated students so so in the main division he's proposing allocate about 1 billion of toward this project proposal and it's going to grow to about 5 billion in 2025 26. the cash deferral is another big hot topic for a lot of school districts uh because the cash defrost is uh you know used to have a huge hit unlocked and not 90 of the school district that we see funding for the state you know not so much for us because we're you know

171as i mentioned earlier that we get most awfully from on property taxes so but but for those districts that are funded by the local control funding formula you know this puts a big burden on on school district uh to having to borrow money to or loans to to pay for payroll and other expenses and then usually also the district is stuck paying for the interest that goes along with that as well with those loans so in the main revision the governor's proposal to provide about 1.1 billion in funding to further reduce the uh the 9.2 billion deferrals however including his uh budget in the current year so so he's reducing that down so this will leave about 2.6 billion you know at the end of this uh at the end of 21 22 school year

172uh so so this you know as much it doesn't impact our district because we're basically district and we get the most our revenue from property taxes uh he also has two new student learning grants that he's proposing uh so one is the the government post a additional 2 billion for health and safety activities associated with reopening schools to supplement the in-person instruction grant so so that what i heard is the legislature is not very popular about that one so that one might not pass the final budget and the other one is proposed as supplemental for the expanded learning opportunities grant will provision additional 2.6 billion to provide interventions for students focus on accelerated learning so again you know these are still proposals that need to be vet through the legislature so they're not final yet

173until they're signed you know by the governor under independent study improvement program so he recognized that parents you know so some parents will still hesitate to send the students the children back to school in the fall so he's uh proposing some changes to the current independent studies program uh you know and and to try to make it work for those parents and families you know uh that one i'm heard hearing that you know there's a lot of concerns about that because uh what this changes it changes that the whole how we do independent study forever it's not just one year for you know for to address the covet but it's for its ongoing uh change so so this might be some more changes or it might not pass as well either from the legislature so

174we'll have to see when the time comes uh some good news on special education the governor is proposing to apply a cola 4.05 percent mention earlier so that's to increase the funding for that program uh then he also is looking at investing more in educated workforce so he wants to invest about 3.3 billion in a multi-year package to support these initiatives like build a teacher pipeline encourage education retention and provide professional training to our educators so in summary you know again these are just proposals at this time also a space a or community funded district we are we may not bother for many of these proposals as well too uh so during the next few weeks the legislature which is the state senate and the state assembly will work with the governor to find out

175what their differences and you know because each each of them have their own priorities and then they'll vote on it to approve the budget and then finally the governor would sign the budget and then the final adopted budget what you know once it's done you might look quite different from the way we is proposed right now because you know each of the house has their own priorities so we'll see uh how that looks like and all this has to be done by june 15 so so so we'll know very soon in a few weeks what the final budget will look like and that's my presentation thank you i'm opened up for questions thank you mr oh do we have any questions from the board at this time trustee so just clarifying question uh so i

176see our agenda you mentioned about june 15 this budget will we will know from the governor kind of set and then you will uh share with us on june 24th for a meeting for the budget yeah so so yeah so that's the the timing is kind of different because uh the district even you know we have to finalize the budget basically by the end of close to the end of this month so we won't have the final state budget to incorporate into our budget so what happens is if there's some major changes after we adopt our district budget because we got you take our uh budget it's based on the may division that these proposals okay yeah you know some of them we incorporate some of them you know the these food services who are

177buying school districts what to do say okay you should incorporate this into you know his proposal this item into the the budget these other items uh you know we don't have enough details so don't incorporate the budget so we do so we create a budget based on this maybe vision so once you know the state finalizes budget then we'll have 45 days from the time the state approves their budget to make a record uh amendments to our budget if it's if there's a huge uh significant impact to the changes in the revenue or expenditures so that's kind of yeah you see how it works but for us like i said venture because we're not state funded like most the 90 percent of school districts so you know it doesn't impact us as much so that's

178what a lot of times when there's changes we don't need to revise our budget because it doesn't impact us as much as the 90 percent of the the local control funding formulas school districts thank you mr o trustee murray uh no question i just wanted to to thank mr oh and his department for for doing this and and actually he's had such a busy month or two so thank you for all your work and i hope you'll take uh the weekend off thank you thank you uh mr i like to just want to thank you for all your work and this to prepare the budget especially amid all the new information that is coming and just making sense of all the new information that's coming because it's different than prior year budget present preparation so

179thank you for all your work on this and keeping us informed you're welcome thank you okay i believe this brings us to a public hearing so i'm going to pause on the current meeting as it's standing and um open up this item prior to commencing negotiations california law government code section 3547 requires that a school district and the exclusive employee representatives present their respective proposals at a public hearing our first public hearing this evening is s f s s f a f t proposal to ssf usd and the south san francisco adult school teachers proposal will be presented to the south san francisco unified school district board of trustees to reopen negotiations related to compensation and benefits and i think we have to reopen public comment so mr simon if we can open up just

180to see if any attendees want to raise their hands and provide public comment on this topic that would be great okay raised hand is available okay so if any attendees would like to speak on this item please raise your hand okay i'm not seeing anyone all right so we'll move to the next public hearing this evening the ssf usd proposal to ssf aft assistant superintendent spalding will present to the south san francisco unifi present the south san francisco unified school district proposal to the ssfssf aft regarding the collective bargaining agreement negotiations for the 21 through 23 school years thank you president uh in meeting with uh principal redmond who oversees the adult uh education program and overseas the funding for adult education we met on the two articles or the two items to be brought

181forward from ssf usd is compensation article 12 and also conversation around temporary assignments um of course there's a focus on making sure that we meet our fiscal obligation um and also allows us to modify command or delete or add to its proposal throughout the course of our negotiations in those two sections and that is what we're bringing forth thank you dr spalding are there any comments from the public or from the board on the on these items on the public hearing okay so i'm seeing no comments from the board and i'm seeing no comments from the public so mr simon if you're okay you can close the raised hand feature and i will close the public hearing and we'll move on to the action portion of the meeting this evening okay action item number one
