001you see it on yours yes it just came up there it goes thank you um thank you president marie thank you okay uh next roll call still steven reno here trustee baker yeah trustee lujan president mr richardson president vice president flores president president murray here okay next pledge of allegiance dr moore will lead us in the pledge of allegiance actually i believe it'll be dr moore and trustee lujan so please rise and then joe when you're ready oops the audio is not coming through i pledge allegiance to the flag of the united states of america and to the republic thank you i love the flag um next review of agenda are there any items to be moved switched taken off changed um yes madam chair can i be recognized yes um i'd like to request

002that action item 1d under administration which calls for the approval of the superintendent's contract extension be removed from this agenda tonight and postponed until after the board closed session meeting on september 28th at that meeting the board will be discussing uh the evaluation of the superintendent for last year and upcoming goals for this school year and we will have a clear discussion picture i don't think that the board has really had an opportunity to fully discuss this item in closed session and i think it's in the best interest that uh we postpone it until a october uh board meeting okay um didn't we discuss this and and this was brought up a while ago [Music] no not under my recollection yeah i just to clarify so the conversation that we're having is just establishing goals

003because there was an agreement on the superintendent's evaluation based on the feedback the board gave me at the august 13th meeting i appreciate that but just to clarify we as a board in all the close board sessions that we did we never discussed this we never got a chance to actually discussing uh contract renewal so that's why i'm asking for a consideration that the board is allowed to discuss it so that that item that subject was never discussed like we never asked or you know dialogued about it does anybody else have another any other recollection or because i myself i if i if i may just chime in um her the superintendent contract isn't due for another two years this year next year until 2022 i believe so there's plenty of time there's really no

004hurry at the moment to do this and uh basically it's just that it's just premature i believe at this time seeing as that we haven't agreed on goals and her evaluation is complete so until that time and by her own choice she wanted a consultant therefore we're accommodating her for that and i think that's that's not an unreasonable request no it wasn't by her choice it was brought up because we did the the goals incorrectly and so it was brought up that that we should all be on the same page and we all agree or the majority of us agreed so um that's right but it was still her choice to you don't need to as long as there's a majority of the board that does well the majority of the board has asked so

005um we will move that item if if it's at the pleasure of the board i'm fine with that i think after listening to the conversation it seems appropriate um that we move it so that way we can all get on the same page it's exactly yeah just to entertain dialogue thank you john uh there's three i was just going to say that we've normally okay review from the contract but again it sounds like there's three already so let's go ahead and uh hold it to all okay okay anything else okay that will be removed and placed at a later meeting um pta council remarks mr santa gee thanks guys okay good evening tr uh president uh murray trustees superintendent moore cabinet and audience in attendance i'm going to work chronologically backward tonight in in my

006report as i want to make sure i catch everything so today uh the pta council received a an email from mr irish regarding the little el cap i want to let him know and the and the rest of the board and trustees know that uh immediately upon receiving that the council did distribute it to all of its leadership so hopefully you will be getting some replies and and some reaction to it in the near future um last tuesday this this last tuesday night was the pta council officers training the annual training that happens every september uh we work in conjunction with 17th district pta and the san mateo foster city council pta council we have not we we not only train the south san francisco officers but because of our connection with the with the

007district train any officers from any ptas that want to have training so we had people from san bruno from san mateo and that i am aware of based on the training sessions the training session that i did so it was very widely attended by our own groups and the groups from other areas prior to that i want to thank the superintendent and president murray for attending the first pta council meeting of the year we were thankful for your for your presence in that respect and the information that was provided uh and then prior to that uh coming off of the last school board meeting where the um idea for the uh parent webinar with one of the parent webinars and forums was floated for the for two weeks from now um the president president flores

008and i met by a zoom with the superintendent and started doing our part of it and she'll report i guess on the rest of that in her in her part of the meeting that concludes my report for tonight thank you thank you very much and it was it was great attending the meeting and to see that everybody is just moving on and and doing their thing i love it that's what we do in pta right well i also was hoping that trust that uh assistant superintendent irish would have come to the trainings and taken another training since he is already qualified to be a president of a unit since he took that training last year well i don't have two little ones so i did i did neglect to bring one point up and that

009is the fact that and so i apologize that um we have been working with our units to you know as they've started the year and membership is a bit of of a slow-moving item right now our units are struggling our units are working through things with membership of course with the current covet 19 situation and distance learning i wanted to remind the public that if you have not already joined your pta please at some point during the year consider it we're not the ptas are not going away they are still responsible for attempting to do things to help the schools even in a distance learning situation so it is very very important that we have your membership and your voice so please join your pta thank you and i apologize for stepping out of turn

010so mr santa how do they join pta oh well the the units have a website or all all of the most all of the units are currently um sending things out on the totem platform which is a pta sponsored platform um the ptas are also contacting the parent base through the principles through um emails being sent home or directly through their own um websites if they have them but um it it doesn't take that much to reach out and find out if a parent needs to they can always contact their school directly and the pta will be would be made aware of their intention to want to join and get them the information can you share some of the things that the pta will be helping the schools with currently there are still programs that

011ptas support at the schools many of them are front line programs for education reading programs math programs that the teachers are still using and still have a monetary responsibility for so we will be doing as some fundraiser the fundraising that we can do will be done to assist in the funding of those programs they're also going to be looking at funding supplies at the schools teacher stipends for expenses that teachers will have as we move closer to uh coming back into session and at some point we will be coming back into hopefully some form of um session where we are on campus and there will be no there will be needs that are in place there that we have to be ready to assist with thank you very much appreciate it um madam chair i

012had a comment yes uh mr sano first of all i want to thank you and and madam president flores and the rest of the pta officers for your uh willingness to partner and then even entertain the idea that was presented and created here in the board right and with partnering with the district i i truly believe that this is how we build bridges and and focus on what is important in the education of our students and also of our parents so i really want to thank you guys for even being open to that and i think it will be a great success um the other request if i may if i would be very interested because just like you i've been hearing of a diminishing uh uh membership in our ptas and that is concerning

013um would you maybe for the next meeting happen to maybe bring some stats on where we're at and which uh sites are actually hurting the most if if hurting is even the word you to use um i'd be interested maybe we can um you know creatively think of ways that the district and the board can support that um additionally i i can probably at the next meeting bring firmer concrete numbers yeah as of as of right now we do have some units that barely have any members these are our smaller units and they have been gradually building up and we also are experiencing roughly a one-third or two-thirds decline so only one-third of our normal membership at this point is in place and again a lot of that could be from the economic standpoint of

014the parents themselves and we all understand that um i'm not asking for people to john to jump right up and join right now it's when you can if you can and however you can between now and the future appreciate we just want to have you there um i have um i have a just a quick comment uh mr santa um oftentimes the perception is that parents only expect to see females and nobody else mothers just come to the pta meetings but that's not the case we accept and welcome dads in there and we actually were welcome uh the senior citizen population if we could uh encourage the senior population to come to a pta meeting would that be nice well we we have actually had grandparents who were presidents and and officers in units that

015that have done it in the past so those are everyone is always welcome a neighbor down the street from a school can join their pta if they wanted to and we appreciate that when they do and it's worth mentioning every time you're uh trying to recruit more people to come to work because people forget they go oh it's only if i had kids in the might in the class or the school that's not the case it's a public organization and the public is welcome thank you for your continued support okay moving on south conference or staff association representatives remarks south san francisco federation of adult educators i don't think there's anyone here next would be south san francisco classroom teachers association mr yano good evening president murray board members superintendent cabinet and school community and

016a special welcome to our uh student board members uh welcome to the south san francisco school board great to see you and uh mr sana i'd like to add to what you said that teachers really understand how important the ptsa is to our schools so thank you for your for your appeal the first day of school i was apprehensive would the kids show up would they show their faces would they participate i was overjoyed to see from the first seconds that they were happy to be back in school even if only in their little rectangles and we laughed together as they loaded up the chat with nonsense okay i thought this just might work i'm very happy to be back with them i hope that you are bored and our administration recognize the teachers are

017working harder than ever before creating new curriculum that works on zoom or google me learning new technology and new techniques establishing and maintaining relationships with students and parents through wi-fi endless hours of creativity creative collaboration and experimentation many teachers are already exhausted and it is believe it or not only week four but i'm inspired by teachers attitudes i'm hearing from many teachers how hard they're working but i am also hearing from more teachers how happy they are to be working with students again how worried they are about those students and wondering what the long-term consequences of this pandemic will be on the most important segment of our population our children they're our future being a teacher has never been about making money teachers are dreamers and we deserve to be respected by society and rewarded

018for our hours of work and dedication and for our dream of a better world where all students receive all children receive a great education and have equal opportunities you our board can tell us that you believe in us words are great but when mr o is presenting the budget tonight i want you to see his presentation as an opportunity to align your belief in the future with your actions as board members and prioritize teachers needs and the needs of this district to the need of this district to retain good teachers by giving us an incentive to stay in south city schools we in south city are fortunate to be a district that is not dependent on the state but on local property tax revenue so this year you have the ability to say thank you

019to us for our hard work by instructing your bargaining team to open their hand and show us that you value us since march we teachers administration and the board have worked tirelessly together to get this district on its feet to face challenges that could not be imagined a year ago moving forward i hope that you will bargain with us in good faith and show us that we are appreciated thank you thank you next um california school employees association chapter 197 ms malfati you're muted there we go good evening uh president murray honorable trustees superintendent moore cabinet and audience i don't have much to report this evening but i wanted to convey my disappointment regarding the length of time since my first request for additional health technicians at every school approximately five months ago and the

020amount of scrutiny that the cse's request for health tax has undergone we have needed additional support in our school offices even before the pandemic hit it is not fair to ask our school secretaries to manage both areas um performing their secretarial duties and deadlines plus the health office and only have a health technician at their school one day a week on the average all this while i'm seeing more employees hired in management and other non-bargaining unit jobs than ever before so i'm quite puzzled if it's a financial thing that uh the health techs are being held back for or i'm very puzzled by this whole dilemma i'm hoping the school board will approve the posting of at least one more health technician way before phase two begins please support our secretaries by doing that on

021a more positive note working in technology i enjoy assisting employees that come in or call in in need of help i recognize and can sense their patience their commitment their hard work the pressure to meet their deadlines and the resilience during these very stressful times of distance learning and they are all very inspiring to me seeing our classified and certificated staff members giving their very best in the interest of our students it reminds me of a marie osmond quote that i have posted near my desk at work and it says being of service to others it is what brings true happiness i'm very proud of our district how we've all banded together and supported one another during this really stressful time and i am hoping that um the board will support our secretaries as well

022thank you all very much thank you um next items from the board do we have any announcements board calendar changes or editions or board committee reports i can provide a brief update on smc sba okay smc sba will be hosting a candidate orientation on monday september 14th at 6 p.m where we will be providing an orientation for anyone running for office in a contested or uncontested seat providing insight into how to run a successful campaign that is within legal compliance as well as just insights into what it actually means to be a board member so we're looking forward to that event thank you anybody else uh i'll go um i just want to do um take maybe a few minutes just to really thank um individuals that really deserve our gratitude uh during these times

023i publicly want to acknowledge them and enter them into the public record because they they are really uplifting our students and providing such a really needed support um first off the the south san francisco elks club um they and president brian rogers has generously donated uh school supplies to our district um for our students uh in the donation of roughly eight thousand dollars and i want to publicly acknowledge them and thank them for that and and the executive board of the elks club here in south san francisco i also want to recognize second harvest for their donation to our district it was a donation of 25 000 to help support our meal programs uh during this time including i believe purchasing of additional much needed equipment in that department so i really wanted to thank

024them um and also i want to acknowledge all the members and the board and leadership of the rotary club of south san francisco who also generously have given to every new kindergarten student in south san francisco a school supply kit filled with a bunch of school supplies um i i believe they did it at spruce at los cerritos and i believe a couple of others so i want to thank them really for all that because even right now that a lot a lot of people might think that supplies are not needed because they're in distance learning they do and families and especially kindergartners need it lastly um i wanted to give a special shout out to uh south san francisco high school head football coach dion evans who really has taken upon himself to revamp

025the entire football program at south city he is incredible he has created uh social media pages for his athletes uh revamped the whole scene and really featuring daily updates if you follow him on social media profiling each one of the students and really uplifting that program and really injecting a whole new momentum and energy and really also focusing on their studies so much so that he was even featured on the san mateo daily journal newspaper um the reason why i'm bringing him up is because in order to support the team he set up a campaign a fundraising campaign very ambitious of twenty thousand dollars that's right twenty thousand dollars and right now believe it or not folks he is at ninety six percent he's currently at nineteen thousand two hundred and thirteen online donations just

026by an individual who really believed in something and created a page and has garnered so much support so the catch is this there's only seven days left on this campaign and i definitely think we can get him um to over twenty thousand dollars which is his goal um and in the donations you know we're focusing on south city right now because they haven't had it but this this can be replicated in all of our schools so i just wanted to really uplift him and acknowledge him because that's really what we need in our district true leaders of that nature i will drop the link if anyone wants to uh donate and again you can look them up dion evans and donate thank you madam president thank you um and i'd like to thank all of

027the teachers for for their hard work i mean this has been an ordeal and uh we're all getting through it we have such a great staff um staff and the teachers setting up their their pages and everything so um so i would like to bring up a couple of things um one is um in august mayor garberino started a commission on racial and social equity in the hopes that we as a city can make systemic long-lasting change to to address the inequities in education public safety and policing health care and other social services i am i'm a commissioner on that um on that commission representing our district um the the commission meets on the first and third wednesdays from four um of each month from 4 p.m to 6 pm everyone is invited to watch

028and make public comments more information can be found on the city's website right now the commission is in the information gathering phase and at our september 16th meeting the topic will be education and our own superintendent dr moore will be presenting um she and i met with the facilitators yesterday and it was a great meeting i think they loved her i loved her and i think everybody will think that she's uh she's great she's she's done such a great job um and the second thing is i'm on the kent awards committee with with vice president flores the san mateo county school board association which dana is trustee lujan is the president of yearly acknowledge and publicize outstanding teachers and programs and the winners of these prestigious awards are generally honored with a dinner and an

029award in may however last may they didn't because of the pandemic so um because of this uh our committee is working on putting together a virtual awards ceremony for the teachers and programs for 2019 to and um we've we're on the the committee that we're on i think there are three other uh school board members throughout the county and um right now we're in the process of looking at the various programs and speaking to the the people that are um that have put these programs together this year we have the south san francisco unified school district has uh is up for one award for ruby the ruby bridges day program and last year panda rosa's fifth grade peer tutors are up we have won this award before i think our whole district won it a

030couple of years ago um and that's my update more to come and president murray i wanted to quickly mention the census i forgot to say this we're in the final push according to county manager calgary however there are court challenges that may extend the date but there the county is putting out a lot of boots on the ground and hoping to get that those extra stragglers that haven't been counted and uh our county is doing better than the whole state actually and some cities are in the 80s percent ours is not far behind we're close to was it 77 77 something like that we've gone up each time and i've made a report so we're doing very well and um [Music] to be commended and uh mr calgary stress the fact that we may be

031losing 70 million dollars if we don't reach an 80 percent uh count in our county so that is my report thank you so the the deadline for the the census is now september 30th so if you haven't signed up it is very easy go on there um their website and sign up it takes a couple of minutes and you're you're signing up for that for the signing up on this census uh makes the difference in monies that come to to school districts and um and other things in the in the county in the state actually um okay i i forgot the personnel commission sorry um dr spaulding i thought we'd circle back here sooner or later uh jay spaulding assistant superintendent of human resources personnel commission there's nothing to report out our next meeting will

032be november 21st virtually um at 5 00 pm um you can reach out to our office and we will get you the link we also publish the link at our public space where the board meetings uh are posted as well thank you very much okay so next superintendent's report dr moore thank you president murray so i'll start i'm very excited to introduce our student trustees and asb presidents so with that i'd like to introduce abby vereno her name's abigail but she's okay going by abby she is the asb president from el camino high school and she will serve as the trustee for this fall and i'd also like to introduce jessica rangel cruz who is the asb president for south san francisco high school and jessica will be our student trustee in the spring and

033so they both will be reporting out on any events at their school during each of our board meetings and providing the student point of view on issues that arise during the school year and then later in the meeting the board is also today going to be discussing the role of our student trustee so welcome aboard we're very happy to have you both um the second item educational equity so i i put this on and you'll see this will be a recurring theme for us i've shared this before that we are working in our district really hard to strengthen our systems to ensure that they are aligned to ensure that they are coherent and to ensure that they are equitable and our board worked last year to really define what does that mean board and cabinet

034um at a study session and um we came up with we recognize that educational excellence requires a commitment to equity we believe that educational equity means that each student receives what they need when they need it to develop to their full potential and so this will be the lens that we will continue to engage in and learn about and grow in because we all are committed to increasing educational equity educational and equitable outcomes for all of our students so just a reminder as things will be coming back and we'll be talking about it through specifically this lens so i have a nutritional services update so i recognize and my staff let me know that there was some confusion on why the district was charging for meals starting august 17th which was our first day of

035school when the waiver for the summer food service program was not set to expire until august 31st and so the waiver does allow districts to give out free meals until school resumes whether it's in person or remote or august 31st and so ours started on august 17th so it was before that date it's whichever date comes first so that is really why our district had to charge for meals starting the 17th however we just recently learned that a waiver has been extended to the end of 2020 or until available federal funds um expire the district is no longer charging for meals and information on meal distribution is posted on our district website so please check that out they will be free until the um end of 2020 but parents are still really encouraged to complete

036the free and reduced meal application or to reapply because it enables the district to receive extra funding and so parents can apply online it's on our front page of our district website if you scroll down on the right hand side nutrition services link and or you can pick up an application when you pick up meals and you can drop that off after you have completed it there are also some incentives to completing the application frame reduced students are eligible for various discounts discounts to bus passes discounts for internet access and things like that and then of course i wanted to share that our wonderful nutritional services department is now introducing a lot of fresh items that are prepared on site they're also offering vegetarian options daily as well and so we have menus to the

037nutritional services page on our website also the next item is a parent webinar update that you heard mr santa share earlier so we are as always committed to working in partnership with our parents and with our families and caretakers and guardians and so to that end we've scheduled and we'll be hosting a parent webinar on september 23rd at six o'clock and we will start advertising this webinar next week and eliciting questions from our families we've identified at the request we heard a request that we really want to hear from teachers and site leaders who also can share what's happening at the site so we've identified a handful of our teachers and site administrators who will be panelists and they will be answering questions that our parents have asked additionally i want to give a big

038shout out to our ed services department who also started our september webinar series this week to help our families just become more familiar with our learning management systems that we're using like zoom google classroom google meets and seesaw and the next section sessions we had two this week and then we'll also have more next week the next one will be on the 15th and then the 16th and the 17th and again we've designed them by great span elementary and then secondary and i'm just really proud of the work that our team did they did a wonderful job this past week and i highly encourage our parents and our guardians to attend um president murray mentioned earlier about the mayor's commission on racial and social equity next week and i'm excited that i'll have an opportunity

039just to talk about the equity work that we've been focusing on in the school district and of course there's always room for us to continue to grow and improve i won't spend a lot of time on that since she she shared that and then to that end i also received some questions and concerns rightly so about the district not applying for a county mental health grant and i wanted to acknowledge that and and spend a little bit of time addressing it so uh we did express an interest in the grant when we first heard about it and unfortunately it had a really tight timeline and our focus is heavily on reopening of school and unfortunately we missed the application deadline which of course is really disappointing i am happy to report that even though we

040aren't going to receive the financial support from the grant we have been um really advocating to be included and so we will have access to all of the workshops that they're providing on trauma informed practices access to their social emotional curriculum which is exciting and other resources on mental health and wellness as well as the universal screener that they will be developing and just to make sure that our community is informed that we have been providing mental health counselors and mental health support at our schools for a few years now because we recognize the need and as part of our task force this summer we also identified other areas that we are going to be training on also involving trauma-informed practices because there is a recognition and a commitment here to equitably serve all of

041our students well so moving forward what are we going to do as a result we to ensure that we can capitalize on grant opportunities like this i have designated two of our staff members who will be the conduit directly to the county office who will be part of the team so that should opportunities like this arise that we know would be beneficial to our school community that we are at the forefront and on top of it so um in fact because of the advocacy um we now are on the list to be invited to these meetings that we will still be able to participate and gain the information the knowledge the mental health resources and supports that they're being provided so that's the silver lining and then of course i would am very excited to

042introduce our new asb presidents and they are going to give us an update on what's happening at the different high schools so tonight why don't we start with abby who is the asb president at el camino high school so good evening everyone my name is abigail verino but feel free to call me abby i'm okay with either or i am currently a junior serving as this year's asb president at el camino high school and as the fall student trustee for this fall semester and i'm very honored and excited to be speaking as a student trustee despite the circumstances we are all under with online distance learning and everything going on in the world and i hope you all are staying safe and doing well as you're battling many things in the world today from the

043global pandemic to racial just injustice and as well as everything going on in our own personal lives um at el camino we kicked off the school year by hosting a virtual spirit week through one of our social media platforms instagram um to really get our student body involved with our community once again and through the continuous use of our social media platforms and online resources such as the school website and sculu el camino's asp will be focusing on national and international awareness days and weeks and hispanic heritage month in september to highlight their importance and why we are celebrating them in the first place we are celebrating international day of sign language to highlight the american sign language otherwise known as asl and acknowledge those who are hard of hearing as well as the international

044day of peace to prioritize mental health emotional health and emphasize non-violence in the world clubs will also be starting back again this month and we are so excited to inform you all that the black student union otherwise known as bsu will be returning to el camino this year staff and teacher appreciation is one of our key focuses as we want to give recognition to all of our hard-working staff especially to our custodians who always ensure our campus is clean and safe amidst the pandemic we are also extending our welcome to teachers new teachers who have joined us this school year and will continue to cultivate a welcoming environment for them as well thank you all so much for your time and are there any questions or concerns anybody thank you welcome thank you thank you

045so much thank you abby welcome okay jessica hello good evening um board of trustees oh sorry superintendent doctor um i'm sorry um i would like to thank you all for um everything um sorry i'm very nervous um don't be relax we're just stick i hope you guys are all staying safe wow um abby you did a great job super prepared i am i'm sorry i'm very very nervous um so updates for our school is um oh my god i'm so nervous you are doing great just take a breath if you want you can even turn off your camera it is okay yeah whatever is going to make you feel comfortable okay we are here right behind you thank you so much um i'm gonna turn it off yeah that's fine totally fine all right so

046for updates for our school currently we have been working on freshman orientation um we actually sent out emails from each asb student sent out emails personally to students informing them on our school we also attached a video our video art commission created that is attached to it that introduces the students the freshman students to our school and gives them an overall view of our club sports and different events that are held around the campus we understand that students are not able to be on campus but we like we would like to give them a feel of how our campus is um just because they can't be there so we'd rather give them a kind of like a view of how our school is because they are not there um hopefully they will return and we

047will all return once it's safe um we also have been working on freshman elections we currently already we currently have three people in mind um for freshmen and they're hopefully going to be a part of the class which is very very helpful and very great we are also starting spirit week next week which is very great um as abby has mentioned we like to use instagram as a platform for us to get this message across we are also sending emails to school um to school students to hopefully engage them into some school spirit and get them up and ready for our school um so far that's currently what we have ready or currently planning we are trying to see if our members or students can meet regularly and plan different events for the future i

048am so sorry thank you for for everything um once again i hope you guys have a great evening and yes thank you so much and there's no need to apologize it's it's a new way of learning and doing things so please do not don't worry about it you did great yeah you were great thank you jessica and welcome you're the chair um i just wanted to say like that is so cool that you guys are doing spirit week in crazy corona times like who would have ever thought that you guys are like using social media to do that that's just dope i mean really congratulations to you guys because you guys are keeping up that you know high school spirit and tradition so kudos to you guys keep us posted let us know of events

049etc so that we can support or repost or retweet or like thanks um i did have a question for dr moore um dr moore i i just i i wanna be i appreciate first of all i wanna give a lot of kudos to mr irish's team uh uh trustee richardson and i attended um the trainings for parents uh this past week and they were so good they were so thorough um i really appreciate it i learned what seesaw and how to do seesaw and all that and cool stuff so thank you uh mr irish for putting all that together with your team and you have multiple ones i i've seen um at different grade levels and that's really what our parents need right because some of our parents you know even our spanish-speaking parents it

050was so awesome to see translation done live um through the slides you know in in co presenting with with your with the other teachers so i really appreciate that we have opened up the space to really target on our spanish-speaking parents as well as parents in general and really you know break it down for them what is zoom what is google hangouts what's google classroom etc i really appreciate that that that that makes me feel a lot better you know because i i've carried that burden just like i'm sure most of us have of what about those parents that don't know how to navigate technology right so i really want to thank you guys and appreciate that um dr moore i did want to express my concern um for us missing the application to the

051grant um we were in a san mateo school boards association and also uh superintendent county superintendent mcgee also uh shared that there were you know congratulations to the um you know eight or ten school districts which were large districts as well and she did mention and these were her words that the school districts that did not apply just couldn't get their ducks lined up and that kind of bothered me because we are standing next to other school districts who equally so were able to devote their attention and dedication and concern to covid and to distance learning and to focusing on that but at the same time they were able to carry out this very important priority for their students and i was really disappointed and as you know i was the first one that texted

052you trying to get information not pointing fingers but trying to get clarification on what that was i'm curious because your first response to me was that we didn't apply because we thought that we were duplicating efforts that already exist but um i've come to know now that the reason is because we missed the deadline so i just want to be cognizant and that's great i appreciate that you have a plan of action moving forward because that's what this is about it's not about you know saying what if what if but how do we prevent this and how do we hold each other accountable because that's the lives of so many of our students that could have been benefited and i get it because superintendent mcgee also shared that there will be benefits professional development for

053our teachers that we can we can uh our our teachers can piggyback on and participate even though that we didn't get it but i i just wanted to express my concern because this is the type of stuff that really we want to hone in and focus on so that we don't miss these deadlines either they're coming from cde in sacramento or locally here or any other grant agency or at a corporate level i want us to be cognizant and i appreciate you putting a plan forward with your team and staff so that we are aware of upcoming grant opportunities um the last uh kind of comment i guess i had was um you participating in the equity commission next week um i just want to make sure that the board is notified prior to you

054engaging i'm not saying that i don't want you to attend or participate i want to be clear i just want the board to be informed before you make these commitments so that we are aware like i was notified today i think a couple of hours before the board meeting again it's not to say that you shouldn't attend and participate but i think it would be a good practice to continue to alert the board ahead of time before you meet with uh consultants or whoever invites you that's all okay thank you to your original yes so just like you were disappointed so was i and i think i shared that with the board privately um and now our whole community can now hear um since i've been been asked to publicly address it we we certainly

055are cognizant of it and just like you were feeling like there were other school districts that were able to pull through that's true i was also like darn i wish that we had been one of those school districts that also followed through also recognizing and of course for this is this is one that we absolutely would have gone for and should have gone for um but there also are going to be opportunities that come and just given the capacity we're not going to be able to take on every grant opportunity that comes our way and so i'm not saying that about this one but there will be some that we are very intentional about not doing because of the extra time attention required we have over 300 programs in our school district that we're managing

056and i think our staff is doing great but it is a lot and so um to this yes as i shared i'm equally disappointed and um and that's so moving forward we will have a plan in place so that this does not happen uh with regards to the mayor's commission um i was working directly with our board president and and just previously i mean i've gotten invited to speak at different event rotary kiwanis club it's always been just a fyi to our school board so that you are aware which is why i let you know it's not until next week but i was not under the impression about asking for approval to to go and facilitate or speak on behalf of our school district because it's just part of what i've always done as in

057the role of the superintendent and so if um if that's a protocol or a process that needs to be discussed or changed i'm certainly open to that but it was certainly just to give a heads up that i had just been asked and it's for next week and our board president was at that meeting so i i just wanted to make sure the whole board knew what i was asked to do i i have to um completely disagree about the grant thing i think it behooves us to at least hire a grant writer just like many other organizations but to say here in in public that we're gonna miss grants grants are free money and i don't uh agree with that just i respectfully disagree i think we need to focus on hiring a grant

058writer and have that individual be on top of that money is this something that that would be agenda so i mean i i don't know i was responding to her uh comment thank you okay anybody else um so i you know i i it was my understanding as well that you are the face of the district and so you represent us at different different things i mean you've spoken to the city um in front of the city i've i've seen you speak at rotary gen in tech and um i'm not sure i mean it's it would be something that we'd have to discuss but i'm not sure that it's necessary for you to share every speaking engagement that you attend i appreciated that that you're going to represent the district at this um commission um

059everybody is free to to come um but um and and which is why i brought it up today and um and i mean you represent us well and i appreciate that so thank you very much um okay so with no other comments um moving on so this communications public comments were accepted in advance of this meeting through the link on the board page of the south san francisco unified school district website comments were accepted from friday september 4th at 3 p.m until this afternoon at 3 p.m all comments have been sent to all board members to be reviewed before this meeting and will be posted on our board meetings page of the ssf usd website to comment during this meeting please use the following link https colon slash slash www dot ssf ssfusd.org slash public

061to our attendees if you would like to speak please use the raise hand feature in the zoom meeting platform now attendees that have called in can dial pound nine to raise their hand speakers will have three minutes to give their remarks and you will hear a tone when your time begins uh when thirty seconds remain and when your time has expired uh president maria see one person or one attendee that would like to speak um eddie holman okay mr holland hello can you hear me yes good evening board students to attend it um first off i just want to say thank you uh to all the teachers out there working hard to continue educating our children in such a difficult time excuse me laba my name is eddie i'm an alumni of alta loma middle

062school as well as el camino class of 2013. um so yeah i just want to thank our teachers um and our staff really keeping the things running in this crazy time and also to our students this is a difficult time to getting an education so you know my heart goes out to all all the students and teachers um so i also want to go back to and express my disappointment in missing the mental health grant from the county um you know i want to back up some of the things eddie said eddie flores um you know there's really no excuse to miss something like this when 12 of their districts got it um i mean hiring a person in the district to get money like this is critical for the development of our students um

063especially you know in these days where it's hard to get a read on how students are doing we need support on their mental health so this you know this was a pretty big loss from our school district and then another thing i want to talk about the race and equity commission at the last meeting i just want to bring up a comment that pat murray said she was talking about uh students that were arrested and she's saying that kids arresting kids in thousand quotation marks and it was a little confusing because you know kids getting arrested at school that's this is a big deal and i don't know why it's in quotation marks seems like we're um pretending that they're not children and they deserve to be punished by the law so i'm just confused

064by that comment some clarification would be nice um and then also i want to talk in support of our student trustees from el camino and south san francisco high school i want to say both of you guys gave great excellent statements earlier and i think your voice is really important um i think there should always be student trustees on this board i think that that's one of the most critical voices to hear on this board and i think they're really more in touch with what's going on so you know i really i support their involvement and i want to continue to see them on the board um and then also tonight we're going to be talk or i see that there's going to be talk about the care act money the local continuity and attendance

065plan um so we're receiving millions of dollars for the school district you know i'm with this directed to mental health resources supplies for students and supporting kids perhaps with help with their internet bills or helping them make sure that they can get their work done at home you know seeing that we missed out on this mental health grant i think that some of this money should be set aside for counseling because you know this is tough times like it's crazy right now with the wild files wildfires the pandemic and then on top of that being a student at home you know the parents having to teach their students at home these are crazy times so i think we really need to support our students mentally mental health support and that's all i have thank you

066thank you uh next uh speaker is lisa ferrari please go ahead thank you very much uh good evening everyone this is my first time speaking but i'm a seasoned viewer my name is lisa ferrari and i'm the preschool teacher at martin elementary and this is my 18th year teaching preschool in our district tonight i want to publicly thank dr spalding for his hard work this summer to get the children's center's teachers fair contract language that made us feel as a valued part of the district i was part of this team and at times it felt like it would never end because of dr spalding's willingness to learn about us are different requirements at the state and county levels and the regulations that come attached to a state license program with his help we were able

067to come to an agreement myself and the other seven preschool teachers are very grateful to dr spalding to danny yanow and everyone else who spent so much time to make sure we were safe and protected and had clear expectations for virtual learning and a huge huge thank you for our day custodian we appreciate that the most of all all of us all of this was in place before our opening our classroom doors in july and in august the preschool teaching team feels like a unicorn in the district because nobody knows we exist we are all educators and teachers but not valued the same way at the children's center between all of our programs at all of our different sites we serve as many families program-wide as an elementary school does so again thank you dr

068spaulding for your herculean efforts and your patience this summer thank you for making us feel that we were important to the district we appreciate you very much now i would like to invite dr moore and school board members once we can open up our classroom doors to visitors we would love the opportunity to show you just what us unicorns really do thank you for your time everybody president murray those are all the attendees that had raised their hand to speak president murray still here how are you there president murray those are all the speakers that had their hand up to speak i'm sorry i was muted sorry about that um okay so moving on uh next is the consent agenda and um in accordance with the the brown uh in accordance with the brown act

069since board members are video conferencing during the meeting items require a roll call vote consent agenda the following items are submitted for the board for board approval one motion will authorize actually i think we're skipping i think the next item is the presentations business services is it okay you're right i'm sorry i don't know why i'm getting my my things mixed up um okay so mr o okay thank you you know what i grabbed and i i just got confused so go ahead let me uh share my screen first uh so i can see the presentation okay uh can you see the presentation yes we can see it okay okay perfect thank you all right good evening everyone huh uh so we finally closed the books and so this evening i'll be presenting the 2019

07020 uh on audit actual financial report to you so the district uh you know finished well the district's fiscal year let me clarify that this week's fiscal year starts for july 1st it ends on june 30th so right after we uh you know the year ends we would work on closing the books and so you know part of closing the books we also prepared the unauthorized financial statement and this is what we're presenting tonight so the report shows basically what we ended the year with and in terms of what we spent in expenditures what we receive in revenue and what's our uh independent balance so this is what this report is about and so uh so these are the topics i will be covering tonight i will go over the education code uh requirements for

071this report you know it's the uh in 201920 the actual revenues that we receive the actual expenditures uh the district spent and then uh you know we'll have look at a high level general fund summary uh of the revenue expenditure and the ending fund balance and some of the designations the state acquired as well as the district designations briefly on the other funds we have in the district and then and finally we'll look at the next steps what are the upcoming reports [Music] so this is the education code that's kind of specified what yeah what are the requirements for the on our other actual financial report after we close the books uh really quite basically the district to prepare the on audit actual financial report and bring it to the board for approval uh prior

072to september 15th so this is what we do tonight and that's so afterwards you know the staff these have material county office of education well you know this report will go to them and then they'll do a a review of the report for accuracy and compliance and then after that the county office was submitted to the california department of education cde uh for daily media as well and then at the same time around late september early october our auditors external auditors come to the district and they also kind of view the financials to make sure that we're in compliance with some of the state requirements especially for some of the categorical program grants so this so this is kind of basically a lot of the process for this report okay okay and then uh on

073the next slide uh so the next couple of slides will be covering the general fund revenues and uh the general fund is the district's uh main operating fund and and it's the uh where most of the expenditures happen uh you can look at it basically as one of our many bank accounts but this is the main bank account that we use for revenue expenditures so i'll go over both the unrestricted as well as the restricted funds and the combined amounts so for the next couple slides this slide shows the unrestricted revenues and we ended the year with about 81.7 million in unrestricted revenues the bulk of the revenue comes from the lcf sources that's the top row there and uh for us because we're basically a district we see most of our revenue from property

074taxes okay so this slide shows the restricted expenditures so these are basically i separate the restricted from the unrestricted because the restricted you know it has to be used for a specific purpose but those funds are like categorical programs such as title 1 your special ed they have a specific purpose so so you can't really use them freely so that's what we usually separate them restricted from the unrestricted uh you know uh total restrictive revenue is about 41 million and uh the bulk of it is also the lcf sources and that is basically the special revenue that we receive for a special ed and this slide just shows the total revenues both restricted and restricted so for 2019 20 our total revenue comes in about 122.7 million so this is the same data but we

075put it in a pie chart for you you can see that 84.32 percent of our revenue comes from property taxes and uh so so that's a big bulk of the uh uh so the next couple slides we'll go over the actual expenditures the unrestricted the restricted and then they combined just like the revenue you know so we we have it all in these three areas we break them up this slide shows our unrestricted general fund expenditures the state requires us to put these expenditures into these following categories so that way is consistent throughout the state you go to any district district or accounting office and look at the financial you will see these same categories because this is required by the state and it also makes it easier for auditors to audit the uh you

076know the financial district or accounting office so we ended the year with about 76.7 million in unrestricted general fund expenditures uh so this is uh just a pie chart the data there um after 76.7 million in unrestricted general fund expenditures about 88.32 of that is paid for salaries and benefits and this is largely due to because we're a service organization that the expenditures is on people that's why that makes up the bulk of our expenditures in the unrestricted side so this slide shows the the restricted expenditures and i mentioned earlier those are like the categorical programs uh restricted gifts and donations and you know so they make up the restricted expenditures because you have a restricted purpose in how we spend the funds so yeah for the restricted expenditure expenditures we ended the year with

077our 37 million in expenditures okay so this is the information again i got a pie chart it shows the uh uh the for the restricted expenditures the total salary of and usually that's lower because you know certain categorical programs for example uh there's a lottery that we only can spend it on uh you know textbooks so so it wouldn't go in the salary benefit so that's why there's more restrictions so that's why the salary benefits percentage is a little lower for the restricted expenditures so again i've combined them together so you see the total expenditures both the restricted unrestricted that comes to about 113.6 million so that's our total expenditures for 1920. and then again i have the pi chart here that shows the the breakdown by percentage of each of the different categories mr

078oh can you repeat that you're cutting in and out can you repeat what you just said about this particular slide i'm sorry yeah this slide is basically the total expenditures so it's broken down by percentages so you could see uh you know what percentages for each of the different categories and so it just gives you an idea of our total expenditures what's the privilege if everyone else can please put themselves on mute i think it's dragging his sound out maybe that'll help because it's it's really hard to hear you mr o i'm sorry yeah i'm trying to say a little louder so maybe that will help okay so so this is a high level general fund summary of the closing numbers uh the projected any fund balance before the state required uh destination and also

079the district destinations about 39.9 million so you can see that in the middle of the slide there so uh 11.1 million uh below that is uh basically the restricted categorical program carryovers from 1920 to 2021. so those are the restricted programs that we're carrying over into next year 5.7 million toward the bottom is the the state required reserve you see that uh that's called designated for economic uncertainties then 11.4 million is for district designations uh the next slide will show you you know these are the district's destination the next slide will show you the breakdown of this amount so uh so with the projected reduction in revenue i'm sorry to make sure yeah so this is it so let me go to the next slide so with the projected you know reduction in revenue for

0802020 and 21 and then also the two years through 19 we you know we have like anything balancing 11.6 million so that's the undesignated reserve so you know because right now we're going through a overnight recession so we look at the next two years plus the next two years as i've shown in the adopted budget you know we're we're having a huge deficit spending because the revenue projected for the current plus the next two years is gonna be projected to be uh reduced so so this uh the undesignated reserve amount of 11.6 million will be needed to help balance the budget for the net for the current plus the next two years unless we get you know additional revenue come in right now you know we're trying to be conservative we saw the last 10

081years 10 years ago during the last recession you know there was a huge drop in property taxes so hopefully it doesn't happen this year but we just want to be sure that we have enough cover uh you know the current year plus the next two years and that's required by the state to have that all three years the budget balance so i just want to add that now and so this slide shows basically the uh designations uh district destinations you know it's uh majority of them it's the same ones from when i presented the adopted budget we do have a a couple of new ones for example the carryover funds so we also when we close the book you know there's some funds so unrestricted that we also need to carry over for example the

082site discretionary is one of them so this year because we because the shelter in place and a lot of the sites were closed and they were not able to spend all the fun funds their discretionary funds so we allow them uh one time this year to carry over from 1920 to 2021 the unspent portion of their funds so that way they can have some extra spending money this year in case they needed it so so that's kind of what what this says is you know in the past you will not see this in the past presentations because this is one time from 1920 because of the recovery 19 uh situation and then we also have a special one-time grand uh past year 1920 normally those come in as restricted but for some reason this year

083the state made it unrestricted and we spent most of the funds but we have a small uh portion of 166 771 left that we carried over into uh 2020 21 so that makes up some of the carryovers okay so i mentioned earlier you know the general fund i was talking about that's our main operating fund that's where most of our expenditures our revenue you know receive goes into but we all do have some other special funds that the state requires us to track you know specifically these revenue expenditures so so for example that well you could look at these arguments they're measuring a separate bank account so these are the smaller bank accounts so adult education for example is you know the state requires all school districts to use fund 11 for that and so

084all the revenue that comes in for adult education the fees we collect and everything goes into there and the expenditures as well so that's what is tracking one specific bank account uh same with the nutrition service fund 13 you know anything related to you know reimbursement from the state for the meals we distribute or the expenditure that we purchased off goes to find 13 so that way everything's in in one bank account so when the authors come you can just audit and they know this is all related to the cafeteria fund so this one add that and so finally uh this is the last slide just looking ahead what's coming up in december 2020 that you will have will be presenting the first intro finance report but this will be a snapshot in time as

085of october 31st to see how our budget looks like and then uh in then once the auditors finish reviewing our financials and they'll produce a audit report and that will be presented to the board in january 2021 and at the same time the governor's could release his proposed 2021-22 state budget and we'll be bringing this information and how that looks like in january where we get that donations to the board so basically that's it uh you know i'm open up for questions any questions let's see i have one question to mr uh oh yes go ahead hi mr oh you uh managed to completely confuse me further okay i was trying to follow you but it just wasn't totally i'm gonna come and see you but i am concerned because there was an item in

086this from the state and that we were told about the board was um notified that uh the district has having to pay charter schools now because of a legislature uh um action um and i i wanna i saw in the regular uh financial booklet that you put it together uh would you be able to tell me um where where in the uh the scheme of this big book that's about 30 pages i say or more where could i find how could i find uh how much the district is spending sending out spending for charter schools because this is a drain on our our budget and i'm probably this is the beginning because there's a new legislation that came down i think it was last year and i noticed it and i was concerned about it

087but i do [Music] you don't know i i understand uh yeah actually uh yes so far the uh the one i'm aware of is uh you know normally we do allocate a portion of our title one funds to charter schools you know that's a requirement but recently you know some of the uh i think one of the corona virus uh holy nike funds from the feds uh we also need to allocate a portion of that as well so those are only two i'm aware of that we are required to provide a portion of that funds through our charter schools and we have to send them a check i don't i'm not aware we have to do that yeah maybe we can talk uh you know to get more clarification on that i can't forget that

088because everybody says that we we do have to you know the people have the perception that charter schools are draining some of our money for for the public schools yet we have to take all children and charter schools are a picky of what who comes in not everybody uh can can attend but we do not need any more draining of our funds and uh we're starting to do to do so according to what i i found out last year with um some of the uh legislation from the state so i was trying to look for it but i couldn't find it oh trust me richardson i think i think i i think i know what you're talking about a while back uh this is a couple months back we received a bill from a private

089school in san francisco you are asking us for a portion of our revenue for uh i guess two students that would live in our area that attended a charter school in san francisco but then upon you know we verify to make sure that that's accurate and it turns out that those students actually you know live in san francisco not not south san francisco so so we did not have to pay that bill so i think oh wow that's interesting well i'm happy to ask that question because i wondered too i thought those kids weren't didn't belong to us but i remember that so i thought i'm glad thanks mr oh i appreciate that that was really helpful sure thanks for remembering sure any other questions uh trustee richardson okay so trustee thank you both my

090other colleagues uh vice president flores and trustee lewin had their hands up first so yeah you know i didn't see the i was going from the bottom okay uh vice president flores um uh yes thank you um mr oh can you go back to slide 18 please sorry so i'll ask the question um i was uh curious to know in that um 176 000 for uh health technicians how many are considered under that amount yeah we we designated you know this is also in my about the budget we designate up to three uh individuals because we weren't sure you know what uh how many would need or if we're gonna go ahead help the nation or maybe another in the different kind of classification employees that might serve the schools better because what we understand

091is later on is that that the health clinician does more paperwork than supporting the office so so i think so we put that amount as a holy amount so that way we can determine what's the best support we can provide to the sites so to clarify is this 176 what we can uh what we're currently or what we can spend because i know there's an item that that addresses technician health technicians and uh budget so can you clarify on that yeah this is the amount that we set aside that we can spend for the health conditions or or others you know depending what position we want to create got it thank you um i'll come back in the in the presentation on that uh the school logo change i'm assuming this is in regards to

092south san francisco high school the school local yes that's uh south san francisco high school so um a hundred thousand i was under the impression that that already has taken place the changing and of the repainting of the murals and signs etc so is this 100 000 additional to the changes or to cover that i know we uh yeah by understanding is we just need to hire a consultant to do a lot of the different works but we did i think what we did so far is we did paint uh some of the uh structures in the south san francisco high school and then we also covered some of the uh the logos already but then this is also uh the need to hire consultant for but other parts of you know also including like

093stationary changing stationaries and and other things i'm confused so we need a consultant for that or this because i i was under the impression that it was going to come under site discretionary funds so i wasn't aware that the school logo which i'm fine with the district putting you know some coverage but a hundred thousand dollars for a consultant i i think the board warrants additional clarification and explanation on that if i may vice president flores thank you sorry uh good evening everyone keith irish assistant superintendent at services part of the cost in changing the logo is also the rebranding of the school so we have to take into account when we make the logo change we're going to be paying for all the athletic training uh all the uniforms for every sport that we

094have because lots of our uniforms will have to be changed to remove the logo that we currently have on there so that's really what a lot of the cost is so it's not a consultant it's working with varsity brands or working with an agency to rebrand and buy new uniforms for every athletic uh team or club that had the old logo on it so that's what that cost is and to be honest i think 100 000 is a little low i think it's going to be more in the 150 000 range i'm actually working with um principal asbr and we're getting more information and we're going to be coming to the board to update very shortly at a future board meeting so we can have a discussion about this thank you mr irish that gives

095me a wider clearer picture on that the other question going back to mr oh is a um can you elaborate on the carryover funds needs assessment yes uh that was the the amount that is uh because we have a three-year contract with the contractor for the needs assessment and uh you know we finished the first year uh in 1920 for the first year and because of the current night team you know a lot of things going on you know you know we were not able i guess they did not provide all the services or we did not have them perform all the services in 1920 so so this is the amount that is still left over that we i'm going to move over to 2021. does um i'm not sure that i recall any of

096that maybe my colleagues do and can chime in during their time and questions because i don't remember us continuing this is to cover the needs assessment itself or or work that's come out of the needs assessment it's to cover vice president flores it's to work it's to cover work that's come out so the work that we're doing with scope and sequence the coaching cohort instructional framework okay so it's not it's not an actual needs creating a needs assessment why are we doing another one okay and then the last one it's interesting to see dual immersion program pop back up um because it's there as a 550 000 which is significant are we then saying that we should enter into that conversation is that what we're getting from cabinet and superintendent i mean if we need

097to let's do it but i i really want us to not just put a placeholder and not work on it and just be there for cosmetic purposes you know what i mean i think president murray and some of us have been kind of asking about this so i urge that if we have it there and we're planning for it then let's enter into that conversation so if you recall previously and i'll turn it to mr irish we we removed it because we felt like we had other priorities and there were things that we the board wanted us to focus on and then we were asked to bring it back so we put it back when i believe we adopted the budget so that's why that line item is there it is not to indicate that

098we are ready to take this on with just the current situation and circumstance that we're in but we were trying to be mindful to request that the board made and i don't know mr irish if there's anything else you'd like to add no that was exactly what i was going to say we inadvertently took it off as a designation and the board was unaware so we were asked to put it back on then when coven 19 and the shelter in place came into effect the board granted permission for cabinet if we needed that money to um remove it as a designation so i you know i can't speak for assistant superintendent no i think it's just uh miscommunicating i appreciate both of your answers that gives clarity on on where why it comes back it's

099the item that goes and comes so maybe we can uh discuss on we can uh discuss in a future agenda what we're really planning on a board as a board to really um see on that and what we're trying to do thank you that's all the questions oh vice pin flores i just want to add one thing yeah i think about the budget i did mention you know in the third year because because of the projected your loss in revenue we actually had to remove that one and a lot of the designation in order to balance the budget basically force balance the budget so i just want to clarify that we might have to remove it depending on how uh you know much wherever you project the first intro and the second intro we probably

100have a better idea by the second intro around january that's when the uh account controller will have a better idea of the amount of uh property taxes that we might be getting so so that would be probably the second intro but then you know but uh i did have to remove it in the third second you're out during my about the budget in order to force balance the budget so i just want to clarify that thank you okay thanks any other questions okay all right trustee baker oh um actually next on the line if she wants to see luhan sure i'll go thank you trustee baker and thank you mr o for the presentation as always you've put together a beautiful presentation it's very comprehensive and for me i come away with a very clear

101understanding um and your presentation and and the budget development shows a lot of insight into not only what are we currently navigating as well as what's coming into the future a lot of that the state budget was balanced in many ways education didn't face the cuts that we were anticipating because in coming years we will be facing cuts the budget was balanced with ious for in the future and the budget you presented this evening definitely shows that you have put thought to the fact that stirs and pers those we balance this year but we're gonna be paying in the future so thank you for your thought on that um this evening i actually don't have a question but more it's a request um previously mr oh you did a wonderful presentation on what we have

102spent money on in response to covid19 the california department of education website is very comprehensive and one of the things that is publicly available is the cares act fund the money that was set aside for elementary and secondary school emergency relief um and on the website it's very clear that our cares act allocation specifically just the cares act was 692 thousand dollars and 600 or 692 thousand dollars and there and 611 so it's not very much it's a little under seven hundred thousand especially when you think about our overall budget i was wondering if it would be possible to make um what we have spent so far in response to covet 19 publicly available just so that way the public is aware of our allocation in the grand scheme of things was only 700 000

103and buying all those chromebooks and the hot spots and the ongoing cost to maintain like the hotspot is not a one-time cost but there's a monthly fee to maintain that if that information was publicly available i think that would be helpful so we don't end up double spending because that's never a good thing oh no that's a good point yeah we did actually the original amount was 692 0611 that was the original amount it's called the esser funding cared at but then the state came up with actually additional funding about 5.6 million more and this is called the learning learning laws learning continuity and attendance plan that's part of the plan but then it's called the these three parts actually that makes up this thing and it's called the learning laws mitigation funding and actually

104the amount that's in that those funds is actually included in the irish uh report the uh what's it called the learning continuing and attendance plan that he'll be talking about later so but i can put a kind of summary together yeah what we spent but the bulk of that is pretty much spent already so because you bought purchase a lot of chromebooks uh your ipads and and uh stuff like that and hotspots and those are monthly charges so yeah so i can definitely put something together no problem that's very appreciated thank you thank you okay um trusty baker all right spit out my gum um thank you uh mr o for the for the presentation and again i think i've marked in the comment and the question part um uh when this came up i

105took out both the 1920 uh adopted budget and of course the the adopted budget we just had uh one thing that was interesting and i guess it just shows in this economy how hard it is to predict uh things especially with all the the covet and all the the new businesses um we took in about five million dollars more in lcf revenue than we expected but ended up spending about three million more um in front than was uh in the 1920 budget um so it we've i think we've got a little wiggle room um one thing that was really interesting to me that the uh unallocated end-of-year funds are much higher this year than they were last year um or at least in the adopted budget i should say um i i think we're gonna

106have to decide very soon what we were going to do with that um and given the precarious financial situation the fact we won't even know what the property tax impacts are going to be until after april at the minimum uh we might want to be very careful with that but that said um you know i i do think that does give us some opportunities here um i'm assuming that this is that this uh these allocations don't include any uh cares accents you said last time that we're not expecting any of those monies to come in until september or so yeah yeah for 1920 yeah we we didn't get the funds and we haven't budgeted for any of event or spent in the event uh in 1920 so everything will be in 2021 you'll see all

107the 5.6 million uh cares at expenditures revenue okay great uh other comments just on other people brought up i think 176 000 seemed a little low four four three health texts um so we might want to look at that number and i'm kind of wondering you know i i do think that with the south city logo this was a mandate from the board uh to change so we should be the ones paying for it but also need to note that um i i used to go to a lot of south city sporting events prior to this and i believe that the number of uh official uniforms showing any native american imagery at all was very few i think the football team might have had something i know there was a lot of unofficial t-shirts that

108shook like a tomahawk but none of the actual in sport uniforms um had had such imagery um so we might we might be a little bit okay on that but again this is just setting the money aside if it's not spent it goes back into the pot so that would be uh that would be great um [Music] finally again this is going to be a weird year in that we don't know what what the effect is of cove it's going to be until the property tax revenues come back and you know i think we do need to be cautious but hopefully by the time the next budget season comes around we will know where we are and what we can do and hope to continue these great programs thank you okay thank you okay and

109thank you very much mr o to you and your staff you guys as always did an amazing job even a non-math person like i could read this and and understand it and i appreciate that a lot and thank you again so i heard in the chat that some a couple of people raised their hands but they they their hands didn't show up or they weren't called on so i'd like to allow i think there's um one of the uh people i think her name let's see if i can see madam chair right now the feature the hand feature of raising the hand is not even on the platform it has been turned back on and i can see raised hands okay great thank you excellent thanks so um samantha avila this was brought to our

110attention by trustee reno samantha avila [Music] hello hi we can hear you hello okay hi good evening to all my name is samantha vila and i'm a junior at south san francisco high school i would just like to start off by saying thank you to all the teachers and staff that are helping our youth and community during these times and thank you to eddie flores for withstanding being on a board where he has to deal with microaggressions on the daily but continues to fight for students of color i'm also concerned why pat murray always finds the need to shut people up like eddie flores when talking about racial equity because is he not a latino man i feel like out of everyone he's the one that understands what it means to be a person of

111color in an oppressed society rather than a white person who the system protects and has prove has privilege over him uh i would also ask for you to check how you talk about brown and black children arrested in those racial equality meetings because they are still children and also on a side note of that adultifying children goes back to colonization and slavery and seeing brown and black children as more dangerous and less innocent than white kids it's also really embarrassing how you are saying that you won't file for grants that's literally free money and shows how out of touch you are with community as if ssf usd isn't majority brown working class families if high schoolers can keep up with their classes in a global pandemic as well as working jobs i'm pretty sure you

112guys can find the time to file a grant to help them with their mental health i also quickly want to talk about having a student council on the board i think it's great that we have our asb presidents but even they cannot represent everyone in their high schools and much less all of ssf usd it is unrealistic for them to do so and i would love to see students from our middle school and maybe even some fifth graders as well sorry my time again thank you liliana repair hi good evening um my name is leona rivera i'm calling in as a member of the uh the committee for uh racial and social equity and i would just like to express my frustration and disappointment at a lot of the things that went down during the

113last meeting um many problematic or like racist things were said and i would just really like to thank eddie flores for standing up for us um i really have admired and appreciated your advocacy and i would like to ask if it's at all possible to get eddie on um the task force instead um i just think that the conversation was derailed a lot and we're supposed to be talking about how to solve racism and yet we are going back to not even recognizing like your own white privilege it's kind of just like why are we here then like i would just like to have um a discussion that's more focused on solving the problem sorry then trying to determine if there even is one um so i would really have appreciated the support of eddie

114flores during the last meeting when um the conversation took a very racist and like irrelevant uh turn um so if that's at all possible i would really appreciate it personally um i'm trying to advocate for as many people as possible and it's hard when i'm dealing with even more microaggressions from our own school district president um additionally i would like to thank abby and jessica for speaking and being present tonight i think it's so important to see um young people involved and i really want to encourage you to both of you to also attend as well something upsetting that i've noticed is that a lot of the times we're having these meetings like talking about kids as if it's just like a theoretical issue um and a lot of the times like these decisions are

115made by people who don't really really know what they're talking about so i would like to just see like as many students as possible there to just speak on your own experiences um because it's well past time that you know those are those stories are heard and that we can all work together to make this district better for everybody um and address a lot of these historical racist inequities thank you megan woodridge hello board and community members my name is ian woodridge and i'm currently in my ninth year as a teacher at parkway heights middle school first i must apologize for my tardiness in commenting i attempted to log on to the zoom call earlier but my district issued chromebook does not run the zoom software and therefore does not have the raised hand feature

116so it took me a little while to join via other means i'm compelled to comment today about the six million dollar mental health grant because dropping the ball on this issue at this crucial time is simply unacceptable to me in the week before school started the district mandated that teachers attend nine hours of training over three days remake our syllabuses create landing pages with very little direction and changing guidelines and all of this when our classes weren't loaded in google classroom when many of us didn't know what grade levels or subjects we would be teaching when we had to adapt all of our lessons to a virtual format when our online curriculum such as such as studies was not available and all of this on a 5 pm friday deadline we teachers worked around the

117clock to finish on time all of this work that i did that my colleagues did that we continue to do could be completely undermined by the lack of appropriate mental health training and services we know that this pandemic has upended the lives of our students and their families that nothing is normal that they are often unable to cope we desperately needed this mental health grant before the school shutdowns when services such as ysb did not have enough personnel to help the students who needed them then and now when we are unable to reach many of our students when they are displaced or when they're homeless when the adult in their life has lost their job when our students are anxious stressed lonely and sad we needed this grant missing the deadline was a huge misstep

118thank you superintendent moore can you reach out to megan woodridge thank you yeah absolutely at some point yeah thank you um marcelo rivera well she's no longer here okay go ahead hi um first of all i just like to say i'm really um glad that things are starting to get together after opening the school year i know that was a really big challenge i'm really glad to see that you guys are doing trainings for parents who may not um be as familiar with all the technology that's being used i'd also like to say thank you to the teachers and even all the asp students who are trying really hard to connect the community and really trying to navigate this um different time we're in right now so with that said though i have a few

119things i'm kind of disappointed about when it comes to the school board and people on the school board first off i know we've talked about this but i'm really disappointed about the grant and how we kind of slipped up on that one and i think that i think eddie flores brought it up but getting a grant writer you know i don't understand why we can't really have someone do that because if people are out here trying to for the county is giving out money to those who apply i don't understand why our district can't be one of the districts to get that money since when i went to el camino westborough and central gardens i was always told oh we don't have the funding for that that's why we can't have the things that other

120more affluent school districts have so i think that really needs to be a priority for our school board and finding those grants so we can get the money for these students i'm also really disappointed in pat murray because this past week at the committee for racial inequity i gave a public comment saying how i was disappointed that police were in our schools arresting children which i learned that fact actually at a school board meeting where u.s had just as a party give the data points of how many students were arrested in previous school years and pat murray and i quote said police are not um and she said this part in quotes arresting kids quote in our san francisco unified school districts i believe three children were arrested so end quote my question is if

121police are not arresting those kids who was then arresting the kids and then furthermore she put children in quotes at another comment and i just don't understand why she's putting children in quotes because it was my understanding that everyone under 18 which is probably 95 of the school district our children and are under 18. so the fact that she's talking about children like this is really concerning since she's the one making decisions about children um yeah that was really embarrassing so i'm really embarrassed that someone on the school board would say such a thing um i would just like to say a quick thank you to eddie flores for sticking up to these um like comments like this throughout the meeting and throughout his time on school board so yes with that um pat marie

122you really have some reflection to do i think thank you bye thank you uh cesar rodriguez well thank you for your time thank you mr rodriguez are you there hello his hand is raised again or is for advocating for underserved families and students i believe more cutting off better as i go ahead and proceed to share um [Music] president murray as other folks have shared i'm disturbed by your interventions on the board madam chair we haven't heard his entire first minute um mr siam do you want to reset the clock i don't know that he can mr rodriguez can hear us mr rodriguez hello i'm here thank you i don't know what's uh i don't know if y'all can hear me hello we can hear you now okay great so thank you for your time

123thank you for to all the teachers students and staff that are working in this insane context and who have had to pivot on a dime um my respects to the young asb presidents who are advocating for people at their campuses and thank you eddie flores for any for advocating for underserved families and students i believe all of us need to exercise a preferential observation for the poor think about in this context in a hospital um in an emergency room we need to practice triage and serve those folks that are most closest to abandonment and violence in order to protect them and do doing so we're improving context for everyone else and um that is that is a bias but we are exercising a bias to serve folks that are closest to abandonment president murray given

124this context i'm disturbed um and disappointed in it on in the interventions that you made at the uh last uh racial equity test force the use of square coat a square scare quotes around the around the word children is disturbing the united states is the only country in the world to sense juveniles to life without parole and this is on account of the adultification of working-class children of color those of us born in the 80s and 90s and this extends to people born in the 2000s and 2010s we've been called everything from crack to anchor babies and super predators and that led to a change in laws that introduced more police in the schools and sentenced us to life without parole and that's now a shame on our country and now on our school board

125advocacy for the legitimacy of police in our schools which i don't understand why president mary used her space on this board to do um if any other public servants should be involved in some of the solutions that we want to implement it shouldn't there's some staff in the school district that she serves um i would not feel comfortable sending my future children to schools like this we missed this grant amidst a pandemic a depression massive mobilizations and now fires which is pushing all of us i suffered through depression in our schools i suffered through suicidal ideation in our schools and i'm not fail facing half of what these young people are going through and we failed them by missing this grant south san francisco high school had an opportunity to bring the metro program at

126san francisco state where i work and they've done an excellent job of recruiting and retaining students of um and this not only changes lives but family histories and they weren't able to do that because they didn't have their ducks on row in order to hold a recruitment event i don't understand what our children have done to deserve this kind of treatment we deserve better we have much more potential and we don't have adults going to bat for us we deserve better okay thank you thank you mr rodriguez your time is up um and we need to move on thank you mr siam would you have one more person that raised their hand just now no i didn't okay okay russell lee hello could you hear me yes hi thank you for seeing me today uh

127thank you to everybody on the board the teachers of our district for doing the best that they can with the circumcision circumstances they were given and the students on this board and at home who are struggling with adapting to distance learning i want to go into what marcella and che and others have touched upon tonight um just how could we miss the deadline for the mental health grant we have five counselors at el camino like i am a former student we have five counselors at el camino for around a thousand students they deal with academics mental health college prep and they're underpaid and this has a devastating result on our on our students like i lost a friend who i went to alta loma middle school in el camino too and one of his like

128mental health life lifelines was his counselor and unfortunately like in last year he took his own life and he had had troubles all throughout high school but how can you how can you pick on let's pick up on somebody else's silent suffering when you don't have enough resources and not enough an investment into our structure to to pick it up we are way understaffed and way underfunded for mental health resources and this is at a time where we're suffering through a pandemic we have we have a reckoning for our racial injustices in this country and yeah like our students are are suffering because of it like i couldn't imagine what it would be like to go to school now like i'm in college and it's tough but to be a kid to want to be

129able to socially connect with people because you need it that's how you grow and you're not getting that and your mental health just declines because of that like that's not something that we should we should settle for and like this will have an effect on how our students will grow up yeah thank you president murray that is all the attendees that had raised their hand to speak thank you so much i invite everybody to attend the uh the meeting next wednesday uh when dr moore does her presentation okay so does anybody want anything taken out of the uh the consent agenda well to review or um dr scaling yeah uh thank you president murray just died just a clear uh correction on page 43. i just need to make one correction i apologize um bottom

130of page 43 the temporary increase in hours for miss maria mccord should go from 3.5 hours to 5 point oh number change 3.5 to 5. 5.5 okay got it thank you anything else i'm mad i'm sure i don't want to pull it but i just want to make a quick comment on item 4a uh the gifts to the district um uh one first thanks to um cytomix sutra bio and cal life sciences association for their sixty five thousand dollar grant for a science program but what really stood out for me in that list was the el camino parents the alta loma parents the parents from other schools who all went in on their own dime and supplied funds to to their schools because quite frankly we need them because our schools are underfunded and we

131have to ask our parents for them so i just want to give a shout out to all those parents who donated including my across the street neighborhood at altaloma and otherwise who contributed so thank you absolutely thank you so much okay with that um do i have a motion to approve okay go ahead you move with the correction yes with the amended corrections thank you okay second second uh roll call student trustee verino president i just say i hi yes right president baker excuse me trustee baker i got a promotion uh yes trustee lujan yes trustee richardson muted what are we voting on again sorry the consent agenda the whole thing yes oh i thought we had to go through each one of them because we are a zoom meeting no you have to vote

132you have to vote um doing roll call vote so we're voting for the whole section l percentage and the whole consensus okay um present i mean yes vice president flores yes president murray yes thank you motion carry okay so next information and discussion um october community forum topic the board will discuss potential topics for the district's community forum being held on october 8th 2020. does anybody have any let's see any suggestions isn't sure yes i'm sorry i was looking at dude over here yeah um i i think we've heard it from our correspondents tonight we've heard it from before and i know we're going to address the little more a little bit later in the agenda but perhaps it might be good to have it in a greater form that the community forum is when

133we donate some significant time to it um just a briefing on our mental health programs our discussion of where we go next um and take suggestions from the field i know we got last time we talked about it we got a lot of uh good suggestions from for example mr rodriguez who just spoke um i i think it's an important topic especially as we do these conversations about let's make sure we have trained specialists to deal with mental health problems rather than calling in outside agencies such as the police um to have this full form and see what we can we can come up with for next steps rather than just say for example here we are and if we do this i i i don't have a full now idea of what we're talking

134tonight i don't have that full presentation but even if we do do something tonight it'll it would help the whole entire community to talk about it in the larger form okay anybody else uh trusted her vice president yes thank you and i'll reserve my comments um till the end for my personal comments but in regards to this um i think it would be great to really do kind of a a three presentation sort of like a panel presentation we over to ourselves really right we're in such an important time right now in such reckoning and i think we all not just to ourselves but to our community that we represent and that we have been elected by here's my idea i would like to um have maybe three panels or three presenters at a panel

135i'd like change ssf to come and present um and do a presentation right this is a professional forum we all need to learn we can all learn more from each other aside from change i also have been in touch with a an organization here in san mateo county and does great work also in santa clara county and believe it or not they're already in south san francisco high school it's called fly the san mateo county for a fresh life liveliness of youth they are a really strong organization that works along our youth to dismantle the school to prison pipeline they are actually in our schools in south san francisco so it's not like they're outside i connected the director the program director with dr moore already i think they can they actually have data captured

136data from south san francisco high school already that they can share anonymously um to our board i think they can be another co-presenter in this community forum and a third one we can explore right it could be from the list that mr rodriguez provided or another one that that we personally have connections but i want this to be applicable to our situation here in south san francisco because we owe it to ourselves to really come up with first of all information right i appreciate the passion that everyone has and that that speaks for itself and we need to recognize the voices too so that they can be heard and i'm willing to learn still i don't have all the answers and i would love to see a little change in our traditional community forum where

137it's one presenter one powerpoint slide and then we all go home i think a really a roundtable type of discussion i know it soon i get it but in in that type of format i think would would really uh do this board and the district and our students a huge uh service uh trust you lujan i am wondering if i can if we can create a yes and to both what trustee baker and vice president flores have brought forth and i'm wondering if we could utilize someone that we're anticipating working with nicole anderson to facilitate that so that way we can facilitate breakout groups and truly learn and then hear from the community if it truly is supposed to be a community forum nicole is experienced in this and has worked in many districts to

138facilitate conversations where we can truly hear where are the areas of opportunity i want a second and elevate trustee luhan's voice on that i think she was the missing third that i was thinking about thank you um trust you richardson uh i agree proceed i i totally concur with the others okay so um i'm not sure is are we going to make a motion do we have to make emotion or is this topics for discussion for that are we making a list right now yeah we're making a list dr moore's frantically scribbling notes i can see her yeah [Music] so so the direction is to have a forum possibly have some speakers and um nicole anderson being one although i think she said that her uh her schedule is really gets really jam-packed really quickly

139so i hope that we could get her um can i please clarify the date of the october forum october 8th okay okay october 8th uh trustee baker um i just want to make sure i know it's been several it's probably been since march that we had a student trustee participating but make sure that we hear from our student trustees see if there's any huge topics that they feel that the board's not addressing that we should talk about at that forum okay so you guys get to talk like right away student student board members yeah abby and jessica i wanted to call them by their last names but i couldn't remember their last names so uh abby did you have something that you thought might be good for us to address or talk about um not

140at the moment sorry i kind of feel like i was just listening so i kind of got lost in what you guys were saying but um yeah come back to me sorry no problem um we're just looking for topics to talk about for um we have like a community forum where we it's not really a board meeting we just kind of sit and we listen we learn and um listen to the community see what their concerns are we usually pick a topic and and talk about the topic um so is there something that that you would think that we could talk about or would you like yes um i know like we are we're like in distance learning and we're not really in um obviously in real life with each other but um something that

141i just want clarification on or something that is to be addressed is um how sexual assault cases are handled and how do we support the students who have actually gone through these um sexual assaults and how how do counselors specifically support them especially if they are still attending the school with their um with the person that has assaulted them so you know it's just um especially now like we don't know if their assaulter goes to school with them and if they're in the same zoom calls with them i understand that could be very triggering and along with um sexual assault is um this this month of september is actually world or national suicide prevention and i think we should heavily emphasize more of the mental health resources um i understand the deadline was missed but

142for the grant but we can still come back from that and we could still show our support for our students and um the word suicide in itself is also very triggering for students because you know we it's their own experiences and we have to be more careful around that but just um providing the resources and not just saying oh reach out to a friend reach out to your counselor like doing the work and actually making the system better so that they don't feel the need to um be scared to reach out for their own health if that makes sense and yeah those are just two off the top of my head but yes thank you thank you and jessica hello thank you i'm less nervous now so there's great um i would just like oh

143my gosh i would just like to say um that if we could have a um i know somebody brought this up in the conversation um or like the their anywho and one of the conversations and they mentioned having a student board um i feel like that'd be a very great addition to us i know abby and i can't necessarily reflect all the needs of the students so i do think having a board would be very helpful getting different perspectives from different students around uh school campuses and how their opinions and feelings are on different topics such as sexual assault um also how zoom is or online learning has kind of been for them and how we can better their environment and their learning environment um i do think that'd be really great getting other people's

144opinions i do also think teachers can also be involved into this i feel like getting their opinion also along with the students would help out a lot um in addition i mean aside to that um i do think we should have uh focus on um people of color and representation in schools i do think that be very helpful um getting them more support because they do need more support in our schools and stuff yes thank you very much thank you oh man we have a lot um so i i think we can madam chair i think we hold uh some of these together as trustee flores uh mentioned yeah definitely um uh jessica's uh points could go into the greater conversation that uh was mentioned and abby's could maybe we could talk about that as

145part of the general mental health and counseling um there obviously it needs a little bit more more in depth than that i mean we've uh those of us on social media have definitely seen the the problem uh that abby mentioned in our schools and uh how we need to address that and i think that's something that i talked to dr moore of earlier in the summer about maybe talking about at some point in the future so um we can definitely um i think we can fold if we into a couple buckets at least um both of our student trustees uh into what was previously proposed um madam chair i would like to actually see action and i think trustee lujan brought up something really important i think uh putting people in uh breakout rooms and

146really carrying out um express expression of action items that we can then take forth and build on that i think it's important because if we're all just going to really sit on a zoom webinar style it's not going to do us any any good any progress it's not going to favor the intention that i am hearing from my colleagues um so i just want to uh reiterate that that that it should be again a forum that has a moderator and can guide us into something productive okay so um i'm seeing like uh mental health and a lot of the things can fall under mental health um equity um nicole anderson and i mean yeah anderson and um i wonder if we might get a speaker from cora for the sexual assault question i mean that

147to me is is pretty i this is the second time i've heard that brought up in that way and you know i i don't know um do we come up with the topics now and then dr moore you put together the way that it goes or how to how does this work i'm sorry yeah typically the board will identify what topics they want and the type of information they'd like to have brought forward what i've captured i've heard a couple of different things i think we still need more clarity on on the direction i know that the theme is mental health and counseling support anticipating doing some type of panel discussion that's moderated but build in opportunity so not a presentation it sounds like build in opportunities to break off into breakout rooms for people

148to start really thinking about so what are our next steps going to actually be as a result of this conversation and dr moore um the nailani and i know dana and i attended jefferson union high school district they did this this panel um with um um sorry her name to skippy nicole nicole anderson oh i was there yeah dr moore was there too oh it's that type of format right so i mean i'm not saying that there cannot be a presentation there should because it's going to guide our our discussion but you know i i appreciated the the kind of transverse look um and again i bring up change ssf because i think they have also a presentation that they've been working on which i think we we owe it to ourselves to hear what

149what they have to say too we've told them that as soon as we get the information that we need to move forward that then we'll we'll reach out to them um dr moore is getting the data that we directed her to get and so as soon as that's done then um we'll talk and and we'll see i don't know that it needs to wait that long though because i'm not sure when that agenda i again i want to incorporate it into a discussion a community discussion this is a community forum so i i i get it that we're we're working on something similar based on data that we've commissioned our superintendent and cabinet to obtain for us but i think it doesn't hurt to to get that presentation from them right now either um what

150they wrote to me was uh was something that that we would require the data for so um for next steps but you know it's at the pleasure of the board whenever uh luhan has something yeah trustee and i'm sorry it's okay i was perfectly happy waiting uh so as i listen um because i try to process everything and because everyone's voice matters and as i listened i heard a lot of different themes and i think dr moore was kind of touching upon that ever so so very graciously and gently um there is this larger umbrella of mental health and within that i'm hearing threads of suicide equity covid and how teachers are supporting students both through instruction and engaging students and my as i think about a community forum those are all incredibly important topics

151but i i do wonder if we are going to utilize breakout rooms and and idle ideally a facilitator and that was my thinking with nicole as perhaps maybe like a short presentation but not a very long one because the goal would be to actually encourage our community to speak i don't know that unless we have breakout rooms based on topics of interest that we will have fruitful discussions if we're focused on everything at the same time and i do wonder if it might be different you know it's different if we have multiple community forums because these are very meaty topics and as i listen to each of these i mean we could have two hours two three four hour discussions on each one of these topics um and and i would hate i would feel

152that we would do any one of the topics a huge disservice if we only gave one breakout room equity and another breakout room mental health in general from an equity lens and another one suicide or how we're delivering quality instruction and connecting with students in a distance learning format so i turn this back to the board because i'm just listening and i don't want to do any one of these topics at this service i mean i i agree because usually when we have the community forum we limit it to two topics so we can have an in-depth discussion um certainly like counseling alone you can break down to four or five things and that would take take all night so um i i think maybe we need to talk about what are the get it

153definitely get us down to two topics tonight and we we can talk about having a third community well as sorry another community forum at some point in the in the future um don't forget we're supposed to talk about uh the hunipur sarah school at some point too with them um so we we uh i think we need to do a little bit of prioritizing tonight not that we don't think the other topics are important they are but uh to give topics justice we need to focus it down okay um so madam chair i guess maybe dr moore because i i don't know if you have questions maybe if you ask the board questions right now we can answer them for you maybe it's just not clear to me what the primary focus is going to

154be because there are multiple topics so if we go back to what trustee lujan said these are great topics that everyone mentioned but what is the focus and what do we want our outcome to be as a result of this conversation so do we want to hear about mental health just statistics do we want to hear about mental health in our schools like a general overview of what's provided do we want to hear about the needs and listen from our community so around that specific topic do we want to get into counseling and how counseling our counselors are able to support students across the board and all of the things that and the experiences they're having based on what we heard from our students um and so i think if we could just narrow the

155focus i understand the formatting because i was at the ju hsd one so i get that idea but i have i can't put my finger specifically on so what is the primary focus if it's just mental health and i got it but then we need to talk about what that what does the board want to see do you want to hear from different groups and you want to see data do you want to hear statistics do you want it specific to south san francisco like we need a little bit more just so we can meet your needs and meet the community's needs with what they want to hear from us or hear from the panel i wasn't at jefferson's but so did they break out into breakout rooms and then they did a presentation then

156a very powerful video and uh then they broke into um i think the last 30 minutes or 45 minutes was into breakout rooms um i think really it's mental health with a a lens on equity because equity revolves around everything that's happening in our district here in south san francisco and un unfortunately there's you know despair disparities within our mental health in our schools and the provision of of mental health right and we need to pinpoint where there is a gap and i think identify those gaps and look at the data i think statistics is also important right to be able to bring forth to the board where the needs are which i think we all know but again it's the mental health i think it's the main topic but it's wrapped around equity so

157who who goes into these um these breakout rooms the community and different board members and staff members said yes everyone who comes was broken off into a group okay i'm sorry i've never done a breakout room before part of part of having a good moderator they can also help guide this right and probably create the structure of it i don't think we should get into like really granular stuff because we want to give some latitude to them okay so um i will just say that i'll go along with what trustee flores said and that one of my ideas in proposing mental health as a topic was to identify those you call them gaps i was saying deficiencies where where we've been dropping the ball uh for example like in you know if there's a critical

158incident debriefing you know for example something happens to one of our students that they need to be talked to do we have the support services um or do we have enough support services i mean are we do we have someone there but they're getting overwhelmed you know what are the issues that we need to address and then once we know those and we can maybe get those at the meeting can we come in away with well you know if we had two more counselors per side or if we split the academic counselor versus the men from the mental health counselors because you know people were talking about earlier today um you know they had four we had five counselors for for 2000 students uh those numbers might be off but you know those are academic

159counselors do we really have mental health professionals on site that are available to help in these sort of situations yes and how that also influences our pushout rate also known as a dropout rate right and how that is or the recidivism that we need to understand why why kids are are not graduating or graduating at lower percentages right at south city for example okay so mental health eddie did you have a your hand up uh yes sorry um i just wanted to elaborate a little bit of what trustee baker said um i completely agree with what he said with separating the counselors because at el camino we currently have four counselors mainly just equipped to focus on more of the academic side you know the college and we have one wellness counselor who isn't really

160that known because you're supposed to be referred to that counselor in order to speak to that counselor and i agree with what trustee baker said but if we can't even supply enough money to change a logo then how are we going to make an adequate um paying wage for more counselors if our t if our staff is already underpaid as it is so i understand i completely agree with that but we kind of just need to like if our staff is already underpaid then how are we going to support more counselors if that makes sense so yes thank you that's that's why we talk about it too so we learn um so mental health in our district mental health programs um i i really would like the sexual assault part of it like tied into

161it and and suicide was brought up so sexual assault suicide um and then we have breakout rooms a facili a possible facilitator would be nicole anderson she just did she do that at the jefferson thing nicole anderson who's amazing uh trustee lujan yes so i was going to also agree with trustee baker and vice president flores on the mental health with an equity lens and i also like that you're calling out specific topics the other thing i was going to say is yes nicole's calendar does get very full there is another facilitator that may be appropriate don to lee she actually is a professor at deanza college um in the equity and social justice department and as her job is to actually facilitate zoom meetings so she has two jobs much like many of us

162we have trustee and then our paying job um she facilitated a fantastic session last week for the millbrae anti-racist community organization very similar a lot of speak your truth and let's hear and let's listen and let's talk about white empowerment and what that mean or white privilege and what that means um and it you know for a community like millbrae is very different but um they are facing a lot of racism right now it is a highly asian community and um people are are not pleased that we have were in the middle of a pandemic and and that community is feeling that so if nicole is not free there is dawn too lee may be an alternative and i would be happy to build a connection thank you dr moore do you have enough information

163now yes and i also have my cabinet colleagues who we can get together and map it out thank you thank you guys you're the best it's the beauty of youtube you can watch all replay all this too that's true okay next discussion on the role of student trustees so thank you let me get that out so our um this came at our august 13th board meeting there was a request for the board to just have a deeper understanding of the role of our student board trustees and so you'll find on your memo we provided duties of student board members what they and this came from the board's bylaw and the selection and term of our board student trustees and also just to make sure that everyone knows annually both the senior executive assistant mrs allen

164kently and i meet with our student trustees and we talk about their role on the board we review sample board meeting agendas to talk about what it means we review the protocol of how board meetings will be run and facilitated and discuss their their input and preferential voting and we also get to know them and um and really spend time just talking about the need for student voice to be elevated and for them to really feel comfortable bringing forward ideas and talking and sharing their thoughts and so i wanted to share that with the board just as a launching off point but this was asked that we bring it so that the board would be more well informed and have an opportunity to discuss and so i turn it over to you okay um vice

165president flores thank you you know um one of the reasons why i initially brought this up as a future agenda item and thank you for agreeing to speak about this is we got over the summer from um soon to be our state senator josh becker a um informational piece where it's uh the the dot 100 org which is an organization that really empowers youth that are serving on school boards and in various capacities so that they did a little mini training on them right so that they could elevate their voices and know how to procedural brown act robert's rules etc and that got me thinking that we should really elevate the voices of our students in terms of equity one of the things that i would like to propose to my colleagues and if you

166all are amenable is in the bylaws if you look at your staff report it says uh every high school baden is not represented here and that concerns me yes i granted i think i heard that they don't have elections or they need to create an elections process then so be it i think we owe it to ourselves uh as a high school not to push them away i think trustee uh baker and president murray attended the graduation earlier uh last month they need to be represented or at least one uh trustee student trustee from them so that that would be my first call to action my number two is um that all three of them serve the entire year i i mean it's different right now with zoom right and i i can appreciate all

167of them being here but i think all of them deserve the right there should be three um trusty student trustees the entire school year one voice should not be elevator or alternated i i understand that you know that they all get a chance to give out their report at every meeting but i think uh the three of them should all serve in the capacity and that and most importantly if you look back at this year where we really wanted student voices and a student perspective was april may june right when we were talking about grading when we're talking about distance learning when we're talking about all these uh kind of controversial topics right we wanted to hear our students unfortunately they were not in our in our zoom meetings or in the yeah in zoom

168meetings because by then covet had hit so if we could modify perhaps the the agreement or the bylaws so that they can serve even up to june or up to their graduation i think currently we have them stop serving and providing feedback to us in early may or april i'm not sure but i would like to see oakland unified has their trustees until july 31st and they start again in august and lastly i would like to have them uh join us if we when we do go back to uh in person to have a seat at the table all three of them lastly i'll finish with this i spoke with my colleagues at the jefferson union high school district they have five student trustees that serve the entire uh school year for all five high

169schools that they represent daily city and pacifica and they all sit on the board on the on the diets the student trustees granted some don't sometimes are absent etc but they all have a seat at the table they curve it and you can see videos on youtube on how they do it and it's a strong program that the current president and vice president created again giving equity a voice to all the five high schools um and it's it really speaks for itself how remarkable that works and in addition because they had such a high amount of students that wanted that role right to serve as a student trustee from their high school they had such a high demand that the trustees created a student advisory council and included all those students in there so they

170have the five trustees and in addition they have a student advisory council where two members of the school board um you know collaborate it's kind of like our city joint liaison committee so that they get feedback not only from the five trustees sorry five student representatives but also from the student advisory council so i'll stop there i wanted to share that with the board just so that you guys can see that it can be done and it is actually happening in our neighboring city next door just you the one i mean for me i was going to voice my support for it i was going to also say that i did my homework with jeff union part of the reason why there is such strong interest in it is they also have an application process

171so you have to complete an application meet certain criteria in order to demonstrate that one you're interested and that you will be committed because you do attend all board meetings as well as study sessions so like the jeff union town hall that they had where we opened up those conversations about equity the students were there um so i do think i see value in having every high school represented especially if we are here to serve students it you know i mean i do talk to kids but i will also admit i have a child who is eight so my perspective is that of an elementary parent and um without school visits as often as we we can make them my high school connection is not quite as strong so the more we can get high

172school voices and the voices of um and more voices the the better we can understand the unique needs of each of the schools what students are seeing what they're hearing and i do see value in that and then i also you know in talking to jeff union did learn about the student advisory council um super engaged students and it really does help bring things forward um i think though as i see about change i also think want to be mindful of eating the elephant one bite at a time so perhaps it is we work toward first ensuring we have representation of all the schools and then then look at how do we facilitate space where you know perhaps two trustees meet with students and have conversations and and have agendas meetings like the city subcommittee

173but step one get good student representation in place and if staff is interested i am happy to share the jeff union application i don't know if that's appropriate but if they would be interested especially if that is a barrier for baden because they don't have an asb well we can remove that barrier i like it trustee richardson i i don't know why i didn't mention this but i have been thinking about it and i just everything else took precedent but i've always thought about why we didn't have baiden at the table um so let's do it i mean it's time so we got to move forward so i have mentioned it and i talked to mr redmond about it and he said because they're um they're they make up credits there that's the type of

174school there they don't have elections but he actually talked to his students and there wasn't a lot of interest in it we can bring it up again you know it's that i think i talked to him last year about it it can be brought up again i'm i'm sure um the i think the the i think dr moore looked up the uh in the bylaws the term the of the student representatives and it's july 1st to june 30th so um i think we we were stopping um we weren't having them come to meetings after june because a lot of times they're seniors and they graduate but we but we can certainly if we know who the the representatives are by you know for the following year before july 1st they can certainly um start in

175during the summer so mr irish madam president had his hand there ms charles thank you president murray i was just going to say i'm very familiar with jefferson union student council i was the assistant soup when that all came about um ed services played a vital role in conjunction with the board there so i have access to how it was created when it was created how jeff union did it and i know that all of us have relationships with them as well so we could i'm sure they've modified it and evolved and made it better uh since i've left so um if you need me to reach out there's people in jeff union that i can contact you at the administrative level i'm at the director level that runs the student advisory committees because it

176is pretty powerful but it is lots of structure organization lots of training of the students with that and we can do it but again i just want to i too would say we should be very cautious let's take small bites i think we should look at our bylaws like we're talking about make sure we get all of our schools represented and then if we want to start engaging because once we get more students involved this will mushroom and we'll have a very robust student advisory board it will happen because students just like the students that are here with us tonight they have lots to say and they can give us valuable insight of what's happening at the school site so i'm in favor i just want us to be cautious about not going too fast

177too quickly because it is a great idea um i did share um earlier you know just internally um you know with cabinet on how jeff union operated with that so anyway so if the board wants me in the future to do presentation or give information at some time i can give you or i can get more accurate information because like i said i can contact a colleague over there thank you i am absolutely in favor but i want to value your time during this uh i'm sorry jessica did you wanna oh yes i just had a quick comment on um bringing baiden in i do uh recognize that it's um it was mentioned i do want to mention how like the approach of mentioning it into the the school i know um for some teachers

178they may just mention it and not necessarily explain what their role is so i do um think we should emphasize how the students can be involved in our communities because a lot of students will just get the basis of do you want to join but not necessarily get an explanation on what it is how they can help and their role in society so i do think that's um kind of emphasize and make clear that um they do have a huge role in this and that um just to emphasize that because i know it can kind of get lost in translation sometimes so yeah i i'd spoken to the principal and one of the counselors there about it and um i i want to uh recognize jessica for your comment i think that's very thoughtful um

179and in fact you know i'm just thinking of an idea maybe you and abby could even jump jump on a zoom with the principal to try to recruit or encourage support right so that they see it from your level versus like what you said an announcement saying who wants to join student council or something like that right but really telling them how they can really impact and influence change here on the board that's very good yeah so so that would have to go through um superintendent moore because um you have to be mindful of of your position on the board we don't do we don't get into the weeds and do the work that's the job of staff so um but maybe you can work with dr moore and see what what you guys can

180come up with okay yeah i like the idea it's just about the approach right how do we sell it and so that people want to want to buy into it so i i appreciate that okay so um what would next steps look like trustee baker oh i'm sorry i didn't see you there trustee baker no i mean i think we i supported this coming forward as well because we had we just saw earlier tonight when we're talking about community forums how valuable uh students input is um one of our speakers earlier eddie holman said uh you know they're more in touch with what's happening than we are sometimes by a lot more um and more more the it's more it's real life effects for them um i've been on the board for just over four

181years now and i've had to play with serving with some great student trustees you know alan perez tiana valerio alfredo and kanani cortez uh the latter two of them are both very active in our current community and use a lot of the lessons i'm sure they learned in our schools that's what the kind of trustees i want to see forward the ones that speak up and you know give their input who know that they're a member of the board um you know um we're talking about a student advisory council and i think that's a great idea um trustee lewin and i um both used to serve on the transportation authority citizens advisory committee um and they they would have a meeting the week before the actual authority met and said would sit down with staff

182and say okay so this is what's on the agenda what are your thoughts you know is this something you support is something you don't support and then that would be reported to the transportation authority board later on that's a potential model that we we could use as well as of course having the two the at least the two student trustees serve um i'm kind of yeah i'm definitely supportive of having at least our two current ones go on and if we can get paid and involved yes let's do that as well um one question i had for those who are familiar with jefferson um are there student trustees not always their asb presidents i mean is that something that that they're elected to separately the open-ended application uh trustee baker any student can apply there

183is well again when i was there i have not looked at their application recently but there was guidelines there was gpa requirements as well good standing at the school but the whole idea of it was it wasn't just an asb president it was open to the student body part of the idea of the student advisory board is students are giving input but they're on they're also actually watching the board meeting and they can see what the student trustee members that are actually on the board are doing so it's kind of like a training so it's it's part of that kind of that that pipeline of communication back and forth and one of the other great things about the student advisory board was the board of trustees and jeff union just like what we were discussing

184earlier with the community forum might take a topic and say we're going to work with a student advisory and we're going to ask you to go and poll students on this topic and then the students would come back the student advisory and report to us or sorry excuse me report to the board you did my apologies sorry no that's that could be another process it was just a way to widen the scope to get more voices and to ensure a wider representation of student body and then after effect of that was student voice in surveys student participation in their lcap development they just mushroomed um so often during their lcaps there's just as many students participating as parents because the students go to the meeting and participate so it's it can be powerful it's just

185we just need to start slow we need to we need to modify to make it work what's going to work for us for south city so like i said i don't mind being a conduit i know what they did over there we have to figure out what's going to work best for us in south city um but i think looking at our bylaws is a good start looking with bait and and then we can kind of gauge interest uh as we kind of build this out if that's the pleasure of the board i'm sorry like i'm talking too much tonight sorry i was just going to suggest uh you know we could leave it up to the at least at the comprehensive schools we can we're maiden is its own animal we can work with

186too whether they want leave it up to them whether they want to have the asb president i'm sure both our asb presidents are very happy to be here tonight or if they want to have it a separate position but i do think at least at the comprehensive high schools where we have the infrastructure in place that it should be someone who was voted into that position um uh and we can we can figure out what to do with being um so that that's my suggestion but yeah i've definitely um to both uh jessica and abby i i we're here because we want you to speak up and you know feel free to to jump in and in fact you know if you've got further thoughts on this i'd love to hear them and and i

187love this this is exactly what we need now it's not just saying that we're uplifting and and uh voices in our community from our students but this is how we get it done guys so i applaud and thank the rest of my colleagues and superintendent for putting legs to this so that we can move forward this is this is it this is we're in the right direction thank you um thanks jessica um so dr moore i guess the direction is kind of two-fold one is to gauge the interest um of baiden and see what next steps look like for them and then i i believe that's that's what i heard and also um i guess the bylaws committee can look at our bylaws and uh and see what how you envision it and see what

188works so that will just happen to work with trustee lujan on that okay i don't know if trustee sorry sorry you said bye lost i thought you meant legislators sorry i was like okay um that's different okay so um and i don't i i think you're right uh mr irish i don't think that we should rush in and do everything right now especially because we're in the middle of a pandemic but um and i do want to be mindful of of all the the work that you guys are doing but but i think these are good first steps and hopefully by the end of the year we'll everything will be back to normal and uh and we'll move forward uh trust you later mr president i just want to clarify what those first steps are

189we asking the bylaws committee to come back to us with a proposal for that we can vote on well sent by we brought up some some information maybe they could they could work with meet with mr irish or with colima at jefferson and see what what the program looks like i think we were all in agreement that that um that we'd like to have all three high schools represented i don't know if if we decided that i don't know if we decided that we want to keep at this point i think we want to keep the student body presidents until we get direction or we get some information from the asb leadership in both the high schools and see what how they see it um yeah my doing that was just to let the schools

190decide if they if they want to have it separate or if they just want to include it in their heads yeah i i think they have to be a part of this whole thing too so i just want us to be my concern is that this doesn't get delayed um because at the same time we are all completely aware that we are in covet times but at the same time it's it's it's upon them upon us to really take action right so we could actually be working on the two things at the same time we can do re recruitment not just see if they have interest because seeing if they have interest is very passive i think recruitment is more of an active verb that we want from baited and at the same time look

191at the bylaws i think both things can happen at the same time because if we wait on a bylaw then more meetings go by it's december it's january and we still don't have bait and i i understand that we can't move and rush things but i don't want you know it's not a matter of not rushing things it's a matter of seeking let me finish um i want to make sure that when we're focusing on the bylaws that doesn't delay the process that we are discussing about so as uh so for direction um dr moore is going to find out from baden if this is something that we can do and and if so how i president murray i had a comment yes if i could um how about if we um think about this

192in terms of a pilot project and if it doesn't work out oh well you know we'll give it a year or something and start small you know just one year we see how the trustee uh third trustee works out and then build on that if we have we'd love to have baden be a part of our our student uh representatives that's what i mean let's start that and then if we think that we could benefit by a council a student council that sounds exciting and we have to have a somebody like a counselor make sure that they gather all the do the work and keep the you know the council going because the kids are going to need direction and how to do it and so forth so they'll need somebody to facilitate some of

193that we'll have to have some sort of counselor so i said something that i've this that i discussed with mr richmond the principal at baden so it's something that i am completely in favor of and i would like to have happen however i'd like for dr moore to talk with with mr redmond to see if it can happen if he has the interest of his students and you know maybe there needs to be more outreach that's great but i would like to uh i would like for her to meet with mr redmond and find out if it happened if it can happen um are there any other comments or questions okay i'm sorry president murray i'm sorry go ahead i i will i will volunteer myself to gather the process around uh the student advisory

194committee process and jeff union just to bring it back at a future board meeting just so we can see the process and then we can at a later date decide when we're going to implement what's the next step but i think if everyone sees the process for the student advisory uh council and jeff union the recruitment the application and everything it will give us a starting point then we can decide on next steps after i know so that will be a second secondary step that i will work on to get back to all of us on as we're working on the bylaws and the recruitment at baited for now very much appreciate that thank you mr eric i talked i had actually talked to kalima about this last year that's an end of the high

195school um school board over there and and and she said that it was amazing powerful and uh i would love to do that okay so i'll get information because it's been a while since i've been there to see if anything's changed and then i'll report back thank you so much i appreciate it okay um so i think we have direction and was was the direction clear dr moore yes so discussion of criteria for posting resolutions on website the board will discuss whether to post certain resolutions on the district website for ease of access by the community and determine the criteria by which they would decide on the resolutions to to be posted um oh i'm sorry i'm sorry just i was just going to say i i brought this forward at the direction of the

196board to discuss which resolutions the board would like to have posted to develop criteria so that if we are going to be posting if staff is going to be posting we know what ones the board would like us to post that you want to be more forward facing on our board meeting page so that we can direct community members to that if there's an interest and so i brought this back so that the board would have an opportunity to discuss that criteria so that um staff has direction and knows when and what we should be posting i have a comment okay i've uh long been thinking about this that um when the district posts the agenda that's all they post they don't post all the other uh supporting documents like um the un audited actuals

197there should be in a link so that people could see all that can oh can you hear me oh okay the unaudited actuals or any other uh long report that we're i think that should be part of the actually that's the public record really so that the the community could see this and i only see the pages of the agenda and i think that's not enough so that we have to choose i suppose if we all voted on the resolution it should be part of the public record and accessible ms alan cantley i just wanted to point out that on the the board home page in addition to the agenda there's a separate column it has presentations and in that i also post things like the complete audited actuals on the lcap everything that the

198public would like to um to look at that's going to be discussed during the board meeting so that is always available for them at each meeting oh um is okay maybe i'm not looking in the right direction but when people get their agendas mailed to them is this available uh as far as um being able to access other than the agenda because i didn't see it honestly i don't know where to look so in the email that i send out it has the link for the board agenda and that brings up the page that also has the columns with all the presentations and the reports in it yes well correct thank you you're welcome christy baker uh yeah i was just gonna add that i was looking at the yeah right now um but the

199other as terms of posting resolutions i i don't think we need to get this i think that all we have to do is when we vote on an item say i move the site this uh resolution and i would request it to be posted on the web page and if it gets voted it gets posted on the web page i i don't think we need to put in-depth thought really in depth uh spent an inordinate amount of time on this one um madam chair vice president flores thank you trustee baker i couldn't have said it better myself that really is it um i just want to point out two things other school boards use board docs as their platform to post uh post agenda items resolutions etc under each agenda item unfortunately we don't have

200that software to be able to post and and and follow up on each item uh the county school board association sorry the county uh board of education does it and several other districts that's a whole other conversation when we need to get there we'll get there for right now i totally support trustee baker's point simple and easy may i ask just a clarifying question uh on behalf of cabinet is that does that mean we would just have we're under the board tab on the main district website it would just say resolutions and that's where we'll link all the resolutions that are items that the board wants to post on the website just for clarification because i do understand what you're talking about vice president flores i've seen that i'm familiar with board docs we don't

201have it so is it just a tab on our district website that it says resolutions that we could that the public could click and see all the ones that are posted is that what we're thinking a good idea and i will leave it up to my other colleagues um you know and other districts um can also come in and we can tell him go to our tab and what not yep josie lujan can speak to this as being president of the samatel school boards association when there's collaboration happening with various districts when they want a sample resolution etc they can go to that okay okay and chair i i think we've done a very good job lately of for example under the agenda we put the pre-submitted written comments if we just put it in

202the um maybe under the meeting minutes tabs approve resolutions and you know the ones that we put vote there can go into that column and valencia um that is the exact thing that dr moore and i were talking about today as far as logistically where to put the resolutions but can i just get clarification does the board want every resolution that's passed to be put in there no by resolution you will tell me which one you want in there yeah as the maker notion i i'll say that the only ones that we specify for example to today's resolution supporting immigrants you know we might want to link to that for example um you know if one about the gan limit and i don't think we need exactly that'll be in the minutes anyway just either

203one thank you so there are a couple districts that do call out specific resolutions and two mr irish's question on like how do we frame it in looking at our district website when you go to the board there's a drop down that says school board meetings board goals board policies and board resolutions and so to your question it would be helpful if there was another page that just specifically stated resolutions so that way we can list milbury school district in 2016-17 started that practice of there's a separate page you click on it and then it just lists the resolutions that the board wanted specifically posted um that way because if it's listed under the board meetings it will get buried very quickly and we'll lose it so i think if we just added a page

204to the website that i think that would be helpful if that's the pleasure of everyone else not trustee lujan's island and on her own sorry about that i agree with trustee luhan is is that something that can be done miss alan cantley i would have to check with uh mr siam for that i'm confident we can create this with on the district website i'm not so yes we can make a separate tab under the board that says right now it says school board meetings board goals board policies board responsibilities and then i would just make a tab to say resolutions and we'll link them all there for now and then if we want to revisit the board doc conversation the future we can at a later time so perfect thank you okay so the direction

205is to create a separate um there any other questions i stepped away did i did i can i just clarify that you all will determine and let us know which of those so we don't need to develop criteria at the meetings you perfect dr moore just real quick um when the board of trustees makes a decision on a resolution they'll say move this item and post this resolution on the website please and then we will post that's helpful and it looks like um mr siam just put in the chat that it will not be a problem to create that extra page perfect okay so that is direction um moving on uh district health technicians staff will discuss 2020 2021 district budget and examine task force recommendations in order to determine additional support such as health

206technicians to support the health and social emotional well-being of students and staff so who wants to uh [Music] that's dr smith thank you president murray uh board um so prior to covet 19 i had a conversation with uh president malfoy csca and there was some additional work being put on site admin assistance with students coming into health clinic and the admin assistant needing to support students in that health clinic taking away their time from doing their job um so we had a conversation wanted to cheat the request was to look at possibly getting an extra health tech specifically for one of these sites which um we looked at so i did take a poll of and i did present to the board of trustees on june 25th of 2020 this year um in february when

207we were still covet free at the time at least i believe we were copy free did not put us in quarantine we did a week um every site we did uh we counted the number of student visits to the health clinic at each school site and one school site stood out above the rest of having the most students that came in during a week we do not collect this information for the whole year it is all done on paper where there's a sign in and sign out sheet so i did present that on the 25th there is one specific site where they ask was really to provide a health tech for this one site um the site does have uh on this one given week in february twice as many visitors to this one site

208as uh high school in the school we're talking about the middle school so 600 students versus 1200 and still had twice as many people coming into into the clinic so with that um that presentation was done i was asked by the board to bring back some information and look into it so i didn't want to do that at this time so we currently do have fourth health techs mr rowe in his presentation earlier did put a amount to the side of about 157 000 for three health techs the cost for a health tech with benefits is approximately it's fifty nine thousand one hundred dollars i believe this is for step one a brand new health tech and we have various steps plus uh longevity steps so fifty nine thousand dollars um the health tech job

209description is there under the director of special ed the director of special ed people per pps with the general supervision of district nurse so they perform a very variety of clerical technical duties related to mandated health screening programs obtain and maintain health student records referrals reports monitor and implement district health policies and procedures in elementary middle and high school assist in administrating routine first aid to students when they're there perform a variety of clerical duties in support of student health services i reached out to our nurse our head nurse miss bonnie white and what she did she did say that they do a lot of the technical details behind it's not necessarily the time to give medication or support the um the office but they do when they're there in a limited capacity um so

210with that um i i got the information the recommendation i think from the board was to look at the cost and what the recommendation would be from a standpoint right now we're still in cobit 19 we do not have any students coming to school probably not coming to school in the near future so i do apologize to uh president malfoy for not bringing this sooner or taking this but we haven't had kids on campus since march 16th or march 19th right around there so for approximately uh six months we haven't had students coming out cast where we would need people checking on students if we were to go and have a health tech for every school site that would be approximately nine more um actually i'm sorry not even nine more it would be we

211have four right now we would need eleven eleven more health tax at fifty nine thousand dollars we're talking you know over six hundred thousand dollars if we were to do that the school sizes of course are all different we have some elementary school sizes right out of 300 students we have some elementaries at four and five and even an elementary school at 620 students we have our three middle schools where which are right around 600 to 700 students we have two comprehensive high schools that are at about 1200 1250 students and we have our continuation high school which is about 80 students as well as children's centers so even if we got an um health tech person for each of the school site there would still be some inequity balance i guess you would say

212because one health tech would have 300 students where another health tech being at a high school would have 1200 students so we would have to balance that out a little bit we have had conversations with csca about additional office support staff specifically the administ admin office support really at the elementary school the middle schools and high schools seem to be okay with the same kind of staffing because the numbers are similar but the office office staffing has always come under play because we have asked schools to provide more information or put in more information part of that is due to i still have an antiquated system we are still somewhat in the 20th century when it comes to registration our registration is still by paper and so the paper that's done and filled out by

213parents such as some of your cells or your students come to school you fill out you know 10 forms that go to the school site and guess who puts those that information into our student information system the admin assistant so that does take about quite a chunk of time and so if that was alleviated that would provide them a little more time at least at the beginning of the school year would not solve the problem mid-year or the end of the year other solutions could be uh providing like i said additional office support um but uh once again i'm bringing this uh trying to provide information to the board of trustees to provide us direction i can't say for sure when i've had conversations with cse about this issue it seems like it's really from

214one school site where there's been a need and looking and having conversations with a principal i can say from working as a principal i think the design of office space is not adequate or conducive for um one admin assistant to provide the services so for example alta loma has the assistant principal and principal's main offices not in the same general area so the principal has their admin assistant in front of which also has the teachers spot as well as the nurses clinic so where parents come in where students come in where the staff come in it's in front of one admin assistant that admin assistant could feel very overwhelmed whereas the assistant principal and their assistant are in another part of the building and you're only dealing with student discipline more more or less student

215issues when i was a middle school principal and an elementary principal all of my all of my issues really i'm going to say with middle school right now my assistant principal admin assistant dealt with all student issues whether that was uh injuries or coming to see uh or sent out a class or something like that so i did talk to principal reichel about restructuring um the way the staff is is dispersed if you will or even reconfiguring the staff that doesn't necessarily solve the issue but at least gives you some background information so questions the board may have at this moment um trustee richardson uh oh well in order to do this i know we don't we have a time situation we don't know when we'll be able to become bring kids back to school

216but we have some kids in daycare center already so i'm thinking you know what what time will we need to hire enough or what i know that i see the budget but what time are you giving yourselves the district given itself to hire some of these people so that they at least are uh some kind of orientation or know where they're going or where it is that they're going to be performing some of these duties that's the unknown goal that i keep thinking about and i see this as a as something that we haven't gotten any answers i just saw a number on the uh the list of how much we're going to spend but other than that i don't know why is there a reason why we haven't begun to do uh the legwork

217on bringing these people on board yet or are we waiting to actually get the word from the state or the county that you know how long does it take to get these people back uh so that we could start the next phase of our recovery back to class that's my question but i think this multi-faceted question you just asked so i will sorry i can't help it i just have to say it like that's fine it typically takes about six weeks from posting a position we are a merit district so we need to employ this is a classified position so we would need to have them take performance tasks which means that they would do an interview a performance task and if they pass that then they are put on an eligibility list and then

218they will be sent to which would be uh bonnie white as well as director of coop to be interviewed and if they are selected then they would be hired typically it's about a six week window for this process um i i think once again i'm going back to what miss white says um they they their job right now before technicians really don't have any additional time to do any uh additional support at the school um that they haven't they are pretty much maxed out on their paperwork so if it is the pleasure of the board to hire additional uh health techs we would be happy to do that mr o did put uh in the budget uh money for three additional health techs at this time um like i said i'm just providing the information

219to the board so you can provide us direction thank you baker thank you um i i will say at the end of the march 12th meeting when we were just talking about govid and we were talking about getting out i i did bring this up of the possibility of hiring additional medical help and i was hoping that we could have it in place for this school year i definitely think that since we do have money set aside um that we should go ahead and hire at least one prior to the beginning of phase three you know so they're all trained and ready to go when kids are back and then get the other two win when we can and then yeah you know what if we eventually have to hire you know six more after

220that maybe we can hire six more after that once we see the next budget but you know we have heard these complaints from front desk for years and you know it in pri in prior years we were really hurting on the money to do it we don't know where covet's going to be but you know in the times like this this is where you do make your budget priorities and i think that ensuring the physical health of our students at a time like this is very incumbent on this so i i move that we hire the three um hope with hopefully at least one already in place by the time we get back to in person schooling whenever that may be okay um trust our vice president flores thank you um mr uh dr spaulding

221thank you i appreciate the information i think one of the most important things is preparing for hybrid and for phase two and phase three we do not want to just do it to service to our family to our community to our parents by sitting in our hands and saying well when that time comes i think we really need to start focusing right now just like child care this is a very pressing priority for us i also would encourage three if not four and i also brought up in the march discussion presentation to explore different options maybe we could do two part-timers versus one full-time maybe we could do a nursing student from skyline college or csm that could support us and give us additional medical support let's be creative and think outside the box and

222and look at different configurations so that we could get the biggest bang for our buck i definitely support i've heard loud and clear from parents from staff from teachers that alta loma necessary needs it specifically so i would i would make a priority for for that but again i i think we need to hire as soon as possible and to trustee richardson's point we don't want to wait until we're in two in phase two or phase three to you know start looking at the pipeline and seeing what's doable and what's not trustee luan thank you i would agree that it is the health of our students is of the utmost importance so i would agree that it is incumbent upon us to move forward with hiring the health technicians um i mean even just from

223the paperwork standpoint the immunization records for the new kids coming in at kindergarten the oral health forum at first grade and then the seventh grade immunizations and then also high school immunizations like just that record keeping peace is a huge job and then as we look forward to um because we did just start school and all that paperwork started coming in and then there's the the records check of whose paperwork is missing so i mean already i can see the need just from the paperwork side and as we look forward to the potential of kids coming and students coming back to campus the more we can get in front of ensuring that health checks are in place and we have a strategic response should something happen and we have the staff in place to help

224us with those responses i fully support it so so do we need to put this on as an action item for a future meeting or can we okay so direction to hire three right we'll be posting the position yes we'll post the position for free positions we already have the um the job descriptions all that kind of stuff so we're not developing anything new which would be much more time consuming so we'll be able to post tomorrow or monday at the latest and dr spaulding do you think we could look into prioritizing taloma perhaps yeah i think that's probably the question i would look at working with how we're going to divide up now seven versus four health technicians how do we uh move that about and i would turn that over to miss bonnie

225white our district nurse and director yakub for figuring out the the puzzle and how to put it together but alta loma could be prioritized absolutely perfect thank you um so we need a motion to extend the meeting um would anybody like to make that motion anybody trustee baker would anybody like to make the motion i unfortunately feel we do but at least we're just about on the downhill stretch of this um so remember we can only extend it once you think it'll work everybody i don't think so i just want to remind the board there are some public hearing items that must we must get to tonight it's procedural for the lcap and other items so i just want to make sure we give enough time that we get to those items i'll move 11

22630 and i also think i don't think it'll go that long but you know we might also want to consider letting our student trustees uh get their homework if they need to too absolutely um why don't we make it 11 45 and take a five minute bathroom break as i i've been asked to do thank you okay um so do i have a second second roll call student trustee verino i trustee baker yes trustee lujan yes trustee richardson yes vice president flores yes president murray yeah motion carried ladies um if you'd like to leave for the evening to to do your homework you're free to go if you want to stay you can stay thank you very much i look forward to working with you over the course of this year okay five minutes so

227we'll be back at 10 27 okay thank you good night goddess all right stay safe guys you too so didn't have any ice cream how to settle for an otter pop that just doesn't make the great ice cream otter pop ah okay two more minutes i should put some lipstick on oh one more minute it's chilly okay are we all back do i have to call the meeting to order again does that help adjourned it we just took a break so we'll just say we're back in session okay okay so trusty lujan pesky richardson trustee lujan trustee richardson okay not sure we have to start soon nina come back okay there we go okay so we're we're moving back into open session and dr spalding you're on mental health support thank you president murray um

228so um mental health support so i've been asked to provide additional information on mental health support uh as the board of trustees but community may not uh remember that myself and director seavers led the task force on social emotional well-being of student staff um earlier with a committee and we had some recommendations from the task force so providing an update the board has allocated over a half a million dollars for additional mental health support for all and all of our student with at all our schools for our students through ysb we've been doing that for approximately five years and though it may not be enough we have provided some services right now what we're looking at director siebers and i as well as working with galen wong our big lift person as well as jane

229chandler and other people is we've looked at additional uh training for our staff um and right now we have and we'll probably bring it to the board on september 24th for approval for contract we're looking at trauma informed practice professional development for our staff to recognize when trauma is in our students or in our staff it's approximately six hours the training would happen late september and early october um so we're looking at that as well as additional support group for our staff that could be run and there's a cost through that as well so right now i think the six hour training for all staff members is approximately thirty thousand or thirty six thousand dollars and then if there is um a support group network for every school site um i think every other week

230was approximately i think forty thousand dollars but i'll have more information on that we talked to them last week and been trying to finalize some things so that is in the works um part of the task force recommendation was pd and trauma-informed practices well social emotional learning curriculum for our students so we're working with mr irish to try to identify some various components we already have in place for social emotional learning um instruction for our students we're also um working on the development of our crisis response team that was brought up earlier so the crisis response team um at a district level so um i think it was mentioned earlier from suicide or something that happens in cobit 19 we'd have experts that would be able to go to a school site or school sites

231immediately and support the school community if an event a tragic event happened we do have school safety plans but they really don't address cobit 19 pandemic situation so we're looking at the development crisis response team the board has also approved additional positions under the special ed umbrella which includes additional behaviorists which will have we've been paying out of pocket third parties so these will be our own employees and we've hired some behaviors which will help identify students in need that can be recommended by staff um earlier tonight it was in consent um we you did approve the assistant director um of special ed as well as the coordinator of mental health and behavior and assessment so the coordinator um miss abing is going to be our new coordinator of mental health she will be she'll

232be brought on very quickly with our team in these conversations on improving and supporting our mental health of our students and seeking her ideas she actually was on her task force so it's going to be exciting to continue to work with her so i want to let the board know that we are working behind the scenes nothing has come to the board right now for approval but will be we anticipate on the 24th so we can move forward with training um for our staff and any additional mental health services for our students oh one other thing i forgot to mention we are also working on a mental health questionnaire for our students as well as our staff to help us identify if the factors indicated on a mental health survey questionnaire that we can then

233provide to the right people to support the student or staff member questions from the board at the moment questions it doesn't look like we have any i have one okay trustee richardson uh i just wanted to say uh i i very much appreciate the effort being made to staff the special education and department because that is was a real uh problem for me specifically because i i saw the bills and i am happy to see that we're putting together a great program under the direction of your uh sabrina yakub so i'm very happy in your efforts mr spalding of getting as many good people uh to come to work for us thank you look i gotta give it to mr parish and talk to more as well in the recruitment efforts and hiring good people

234i appreciate all the work that you guys have been doing it's uh we've been doing good work i think um anyway moving on sorry i had i said i had a question oh i'm sorry i didn't see your hand raised go ahead uh mr uh dr smalding um in terms of ysb when when you might not know this question and i think i had asked it before previously in terms of uh when counselors or therapists i'm not sure of the right term are assessing a new student in terms of their mental health so let me give you an example um someone's feeling very depressed and you know they can't deal with stuff suicidal etc is the assessment being done via zoom or or google hangouts or is there an in-person interaction the therapist or counselor

235goes to the student's home etc i have to i have to look into that i apologize you did bring that up earlier um we brought up with jane chandler because that was a situation right now we are she's finalizing the clinicians um to support this the sites i've got to look at from a legal uh perspective as far as any kind of communication my understanding is it is okay to have the virtual meeting and have that kind of we do need parent permission though to have to continue you can meet with a student once but then you need permission after um for the parent consent to continue to meet with the student on that but i will get information on that so essentially what they ask is are they allowed to have zoom meetings and

236conduct these counseling sessions is that correct yeah i just because i've heard otherwise from friends of mine that are in the field that that say that i think that there's a legality a law that says that it assessments initial intakes have to be done in person can't be done through zoom so i just wanted to or through virtual um so i wanted to make sure that that was the case and number two a question kind of reoccurring keeps coming up when i speak with various various parent groups is how many counselors do we or mental health counselors or therapists or psychologists do we have at south san francisco high school counselors for and but these aren't guidance counselors right like academic counselors they're academic counselors okay do we have psychologists or therapists uh psychologists i

237believe there's one um we don't have one for every school site i'd have to get that that's under serenity cube but since they're such a large school they typically have one school psychologist just for their site um because they're having 1200 kids you probably have a larger right so i just want to point that out and and highlight and underscore that for the board to consider one psychologist for a high school of what what's the attendance in south city like about 1250 yeah especially right now in cobit times that is scary to me that's that's not i think um where we need to be so i want to make sure that you guys are all listening to what i'm listening to so that when we're moving forward with these discussions we don't then say we

238didn't realize because this is alarming and i don't want to be the one neither does anyone here right to get alarming news of a student because this is depressing all these changes right now in in distance learning and i'm not just talking about our district right for many students this is hard and i want to be able to be there and provide that that that need and meet that need and i'm not i'm not sure i have all the answers either mr irish i was just going to say vice president flores you're correct as recently as two years ago we had nine school psychologists over the last two years with the support of the board we've ended third party contracts we've added school sites now we're close to like dr spalding said one school psych

239for every school that's been one of our goals it was in the special education needs assessment plan and then when we talk about in the future um at the october 8th forum i think one of the one of the factors we need to discuss is there is a real difference like you've mentioned between an academic counselor and a licensed social worker or a therapist at a school site so there are school districts that have specialized support counselors that are trained in the mental health field to deal with that of course our academic counselors they get training too but to have them do both is really they're there to help of course in crisis but ongoing support um that we want to provide or what i'm hearing the board and the community wants uh in south

240city we're gonna have to really really think about what our structure our organizational structure is going to be and we might have to repurpose um and reallocate in order to meet the needs of our district so i just this is a this is a start of a larger discussion um that i agree with you and i know the board and cabinet and all of our staff agree needs to occur it's just this is going to take a little time but i think we're going in the right direction so i just want to say thank you to you the board all the support uh with the school sykes the coordinator of mental health the behaviors we are making steps but now we need to go a little bit further to get it closer to the kids

241and i think the next logical step is in counseling so i am a former counselor it is an area as dr moore knows that we are really focusing on on trying to increase our counseling services in the district not just academic so sorry that was like you know that was very needed thank you mr irish really appreciate your comments hey um any other questions okay so um so i'd like to adjourn to a public hearing first sufficient student textbook slash instructional material a public hearing in accordance with california ed code section 60119 and sb 550 will provide an opportunity for members of the public to comment on the sufficiency appropriation and disbursement of instructional materials throughout the district um mr iris good evening this is part of our annual sufficiency of instructional materials for our

242students this is part of williams the purpose of this public hearing is to give the public an opportunity to comment on the sufficiency of our instructional materials for our district adopted instructional materials for the 2020-21 school year by law we need to provide district adopted instructional materials either online or a physical textbook we have listed in all of our district adopted instructional materials are listed on in the board meeting agenda so with that i would ask to open it up to a public hearing and we can hear comments from the public and i will if there are comments i will attempt to address them madam chair i have a question on this item i don't know if you want me to do it now or wait till we get to the resolution part of it

243um go ahead um and and it's not necessarily a question on the sufficiency because i i think that it's well documented um i was just looking through the list of materials and uh you know most of our books have all been adopted in the last five years or so except for the uh k through five uh history and social studies book which is from 2006 and the the ap 11th grade american government which is from 2011. um i was just wondering if at some point someone in that services can get back with an idea when new books might be adopted i mean history doesn't change but historiography certainly does and i think in the last few years we've seen a new look in at our past in history and social sciences so i was just

244wondering if i can get a report uh it could be in a ford update about uh the schedule for new history and social studies adoptions fair enough sure thank you so um it doesn't look like we have any comments from the public with the public hearing yeah um so the second thing is draft of 2020 2021 local continuity and attendance plan lcap a public hearing will provide an opportunity for members of the public to comment on the 2020-2021 lcap and again it doesn't look like we have any comments from the public if so you can raise your hand now and it doesn't so there seems to be one uh i think there's one raised hand president murray really i i think don't you [Laughter] excuse me vice president flores um thank you are you going

245to walk us through it or how do you want to do it just take comments right now mr irish well normally we have the public hearing we hear what the if there's any comments from the public then we close it and then it's you know it's that the pleasure of the board if they want to ask me questions or i can just do a quick overview whatever's the pleasure of the board so i think typically we do hear the public hearing from the public and then we can close it and then address any questions out there okay maybe yeah so i'd like to close the public meeting and resume into open session and with that if there are any questions um vice president flores hi i'm back [Laughter] you're irish um i looked at this

246and it was super comprehensive it was like reading like a tech manual right sorry so first of all i i want to acknowledge the work that your team and you obviously in revising it but i want to i want to make us look really good with with with the cde so i do have some questions and suggestions if you could indulge me in here perfect my first comment and i'm not going to get into the super granular but please have one more set of eyes there were typos in a few pages including one that said um uh the city of san francisco okay um just you know cosmetic stuff the other thing that i wanted to double check on is um in terms of stakeholder engagement i i was under the assumption the last update

247that we got from the spring surveys that parents and families and staff favored the hybrid over uh distance learning did that change at the end dr moore as more results started coming in so or mr irish whoever it started i'm sorry sorry doctor moore as we continued uh vice president floors with calling families remember when i when we shared initial results we had still had numerous families that had not conducted the survey so then um we partnered with the district office staff and we started calling families and as we started calling families it was overwhelmingly the families that we were calling and with just what was happening over the summer many families as they gathered information contacted me and switched their stance as they gathered more information and they prioritized safety and they wanted to

248switch to distance learning so that's what happened as we continued then we pushed it back to the sites as you recall and they've been calling since the beginning of school to try to get as close as possible to a hundred percent so that's why we've had the change i love it yeah i i suspected that that was it more more responses um i do see that there's um a few programs that the board hasn't uh yet been introduced i think uh dr spalding mentioned one right in terms of trainings uh pd etc that i think are gonna be happening with with staff etc you i'm assuming you guys are gonna introduce those and walk us through later on in upcoming weeks or months yes so part of the i mean the cde has a very

249tight timeline on this lcap the template was introduced on august 1st and it's due september 30th and we have to have a public hearing and approval so in order to meet our timelines we had to have the draft on this 10th and then bring it back on the 24th so it's hindered it's hindered the way that i would prefer and i think the board would prefer because i remember you do it by sights and try to get a lot of feedback and because i honestly i have to share with you i felt like it was super overwhelming and i was like oh my goodness thank thank god that uh dlac and and other parent groups provided um feedback because otherwise i would have been like how are we even going to get that you know

250feedback and digest all this information so that it makes sense to our parents but um i know that it was a timing issue so i do want to be a cop in terms of the maybe this might be mr o in terms of the budget numbers and whatnot are those projections rough estimates because i know that in some uh amounts it's to the to the penny and in others it's a rough like 25 000 20 000 etc so just wanted to get clarification on that so perfect you're right on target as always vice president for some we've already had the expenditures we know exactly what the cost is like the cost of the hot spots uh we've already paid for that others were as you heard dr spaulding previously we're still researching so what i've

251done in the lcap is put a placeholder for pd for trauma informed practices because depending on when we bring you the proposal at the next meeting depending on the frequency it will be forty thousand it'll be eighty eight thousand it'll be a hundred and twenty thousand so i've just earmarked some money we have about two hundred thousand dollars in pd that we have left open ended right now in this lcap what i want to just remind the board is a lot of this of this local continuity and attendance plan is focused in a couple areas the technology to make sure every student has access during distance learning we have been very very aggressive in getting tech devices hot spots and then the programs that we're going to use during distance learning with the approval of

252the board zoom seesaw all of those programs that you saw that we did training on and then the other part was the professional development for our staff you'll see in the lcap we paid for additional day for our staff and to be perfectly honest one day wasn't enough but that's what we started with so that's why this version of the lcap a lot of it is targeted and the state is asking us to spend all the money by december 30th so we have to get things in place so that's why it feels like we've already paid for stuff like the tech devices but now we're reporting out on it so that's that's the that's the rub that i have with this version of the lcap versus the previous version right so um in relation to

253um how are we addressing mitigation laws and you know that that whole uh um concerning part of it um especially with our our english language learners and our sped groups um did you address and again i'm not from my memory i'm going by my memory did you address anything about how we're going to approach that when we go back to uh in-person learning because i know that those models in terms of the assignment of the current students with the current teacher that's all going to be a a huge switcheroo i'm concerned that that's going to bring about learning loss do we have a strategy there to start thinking about that i think dr moore mentioned it in a in a weekly update or or in some update that you know we have to start thinking

254about that um i'm just curious if if that's already under consideration well we try as always to think of every scenario i mean when at services when we think about learning mitigating or mitigating learning loss we're thinking in terms of diagnostic assessments focusing on the priority standards and then what support we can give for our students via flex time individuals small groups how that's why we've asked for some of it you'll see we've done lots of virtual assessments so we can start now the board graciously approved literally that's how we're doing our benchmark assessment system it's all online so what i want to say to the board i'm so proud of our staff they have taken every potential hurdle and they have a can-do attitude um we've done training on literally and now we're rolling

255out the literally administration next week actually it started today we have a window so we're moving forward as quickly as we can but we're also like you concerned when we do shift what does that look like um always a transition if we had to transition between teachers or between sites due to you know going to phase two or three is something that i'm always concerned about because that relationship maybe i can bring it up as a future agenda item i don't want to believe that since i know thank you mr irish really of course working and again just uh make sure that you you do a second look at that but great work i read it thoroughly it makes sense to me thank you and i just want to remind the board to i mean

256i just want to say thank you to all of our councils you heard mr santa this evening say as soon as i got your email mr irish we forward it dlac we've done it our cpac group our apac so i just want to thank all of our great apac of our cpac dlac um all of our parent council pta thank you so much for supporting us taking the time i have sent this to cta president yano as well he's going to share it with his executive team i've sent it to csea president malfoy i'm sure she'll share or they'll get back to me and i'll we'll set up a zoom and i'll walk them through it if that's easier so we're trying to do as much engagement without with in the short amount of the

257short amount of time we can crazy crazy yeah i appreciate you for that is there any other questions from the board this is just the draft if you have input of course please just give it to me directly so i can implement it and consider how we're going to uh infuse it into the lcap i'll be bringing back a final draft of this on the 24th for approval and it needs to be submitted to the county office by september 30th so it's a pretty quick timeline so i know it's 59 pages long but 14 of them are attachments uh just supporting what we're doing so dr moore did you have a comment yeah thank you i was just gonna emphasize what mr iris said about that when we said we think diagnostic really what he

258was getting at is we think how do we assess kids in order to know where the the gaps might be in order to then appropriately support those gaps so not just diagnosing students but really being intentional about what we're doing and why and to his point if you do have anything please do let me know and i can pass it along to mr irish so we can build it into the plan i love that um thank you mr iris and and thank you to your team for all all the work in in short order holy cow okay so moving on [Music] we have some action items um first is resolution number 20-53 for hispanic heritage month staff recommends the adoption of resolution 20-53 honoring hispanic heritage month trustee baker do you want to read it

259thank you i'd like to read into the record south san francisco unified school district resolution 20-53 honoring hispanic heritage month september 15 to october 15 whereas the month of september 15 to october 15 was designated as hispanic heritage month by the united states congress in 1988 and whereas hispanic or latino refers to puerto rican south or central american or other spanish cultural origin regardless of race and whereas september 15 was chosen to commemorate the anniversary of independence of five latin american countries costa rica el salvador guatemala honduras and nicaragua and september 16th for mexico's independence and whereas this year's theme is hispanics be proud of your past embrace your future and whereas the impact of hispanic culture and centuries-old traditions are manifested in our state's customs and laws and whereas hispanic americans continue to make

260important contributions to a society in american government business agriculture armed forces commerce education the arts science and sports and whereas california education code section 51204.5 specifically calls for instruction in the social sciences to include the story of the role and contributions of mexican americans to the economic political and social development of california and the particular emphasis on portraying the role of this group in contemporary society and whereas hispanic americans are one of the fastest growing communities in this country and represent 55 million or 17 percent of u.s residents 39 of california's population which signifies the nation's highest largest hispanic population 34 of the south san francisco population and 44 of the district students now therefore be it result that the south san francisco unified school district board of trustees hereby recognizes and wishes to honor

261both hispanics and latinos during the 2020 hispanic heritage month regularly passed and adopted this 10th day of september 2020. thank you trustee flores would you like to translate thank you unification francisco resolutions i wanted to uh move to amend this resolution to also include hispanic slash latinx um for those of us or the public that might know what latinx means latinx is a person of latin american origin or descent but it's used as gender-neutral or non-binary alternative to latino or latina and i would like to take my q or we should take our cue from also the san mateo county office of education board of education they also passed a similar resolution and included both terms because i believe that hispanic needs to be there as a government issued a proclamation since it was created

262as the resolution states um and in addition i wanted to modify that there is a mistake on the spanish side it says the second to the last sentence it says 2019 that should be modified to 2020. so with those changes um i would like to move the motion i'll second the motion um and just to clarification uh in at least the english translation are you suggesting vice president flores whereas hispano or latinx yeah yeah pretty much wherever everywhere it says hispanic we could do the slash latinx by adding that in okay um so so we have a motion do we have a second i i second oh you second okay roll call trustee baker yes christy lujan yes christy richardson yes vice president flores yes president murray yes motion carry thank you um so next

263is resolution number 20-54 for attendance awareness month staff recommends the adoption of resolution 20-54 recognizing attendance awareness month and supporting activities to increase awareness of the importance of daily attendance trustee richardson thank you resolution 2054 attendance awareness month september 2020 whereas good school attendance is critical to student achievement and graduation we are committed to reducing chronic absenteeism rates and whereas chronic absence missing 10 or more of school which can be one only two or three days a month including both excuse and unexcused absences is a proven for caster of academic problems and whereas chronic absence in kindergarten and first grade predicts students are far less likely to read proficiently at the end of third grade which often results in course failure and subsequent dropout which weakens our community and whereas school attendance improves and chronic

264absenteeism is notably reduced with community-wide involvement in to monitor and promote good attendance and address obstacles which keep children from getting to school and whereas california enacted the local control funding formula s l c f f which encourages school districts to track and establish goals and specific actions for reducing chronic absence and whereas chronic absence worsens the achievement gap between low-income students from their peers as those students are more likely to be chronically absent and affected scholastically and socially by missing school and whereas improving school climate reducing instruction missed due to discipline policies and out-of-school suspensions and implementing school-wide positive behavior intervention and support systems and restorative justice practices can have a significant impact on improving attendance now therefore be it resolved that the south san francisco unified school district board of trustees hereby declares

265the month of september 2020 as attendance awareness month and support activities to increase awareness of the importance of daily attendance especially in the early grades pre-k to three regularly passed and adopted this day 10th of september 2020. okay do i have a motion so moved second i second roko trustee baker yes trustee lujan yes trustee richardson yes vice president flores yes christopher yes motion carry okay resolution 20-56 in support of immigrant communities staff recommends the adoption of resolution 20-56 setting forth the district's support of immigrant communities and ensuring all students including those that are undocumented receive an education in a safe and supportive environment trustee baker you're muted yes i was reading into the record resolution 20-57 resolutions setting forth the south san francisco unified school district's support of immigrant communities resolved by the board

266of trustees of the south san francisco unified school district in the county of san mateo state of california that whereas the district is committed to fostering an environment in which all students are able to learn and excel whatever their national origin ethnicity religion sexual orientation ability gender or socioeconomic status and whereas education is essential to all individuals ability to advance and thrive in our society and the united states supreme court has held in player versus doe code section cited that as local school districts have a constitutional mandate to educate all students residing within their jurisdictional boundaries whatever the student's immigration status and whereas the district welcomes and supports all of its students regardless of their immigration status and whereas in light of recent developments in the rhetoric throughout the course of the recent national events

267elections many of the districts students and families have expressed fear and concern owing to their immigration status and whereas the district seeks to make clear its commitments to support all of its students and families including those who are undocumented now therefore it is hereby resolved that the district will not collect information regarding students and families immigration status when enrolling students in the district be it further resolved that when the district or any of the district's school sites receives a request for information that implicates individual privacy rights including with respect to immigration status and religion this district shall take all legally permissible actions to prevent to protect the privacy rights of its students and families be further resolved and in particular the district will not release information regarding immigration status or related matters contained in pupil

268records to federal agencies or other authorities enforcing immigration laws without the permission of the student's parent or guardian or pursuant to a judicial warrant subpoena or court order or is otherwise required by law be it further resolved that the district will work closely with other local government agencies and community groups to ensure that all students and families including those that are undocumented are able to receive education in a safe and supportive environment be it further resolved that the federal effort to create a registry based on any protected characteristic including national origin or religion would be antithetical to the united states and california constitutions and the values of the district and if the authorities seek to involve the district in the development of such a registry this should take all legally appropriate steps to resist such

269involvement being further resolved that the superintendent is directed to work with district staff and council to develop policies and procedures implementing and advancing these principles regularly passed and adopted this 10th day of september 2020. thank you uh trustee flora our vice president flores do you want to uh translate yes please thank you distributors or san francisco resolutions is madam chair i had a question in action item 1c you called out resolution 2056 and trustee baker and i just read uh resolution 2057. just want to make sure that we're on the right term yeah then the scan limit uh resolution further on it fills in the missing number if that's your issue no on the agenda it says 2056. um no 2055 is the student one so let me look at the gan limit when it

270also says 2056. so the one we just read was 2057 so i'm not sure 2057 is what this says i mean i guess we just need to correct the agenda right yeah okay and then could we consider um the line where it says um in the course of the recent national elections i would like to amend that to say in the course of the 2016 national elections because we are coming on election year and if this uh resolution stands and there is a change of power in the white house i don't want it to say recent national elections may i counter that suggestion say change it to reach recent national events um yeah i like it does somebody want to make a motion i'll make the question and if it and i would also like

271to suggest we post this resolution on our webpage and if maybe it's not too late the previous two as well i second that and agreed to the posting on the website with those changes okay um roll call christy baker yes justin lujan yes chrissy richardson vice president flores yes president murray yes motion carried okay moving on um nomination for csba directors at large the board will consider making nominations for csva directors at large for asian pacific islander and hispanic i would like to nominate myself can i do that i heard you could i think you can um do i have a second nobody's second i'll second if you're interested in the travel and the meeting commitments that was my suggest gonna be my question as well you see all these meetings in san diego and

272sacramento and you think you can make them could i could i help clarify um just as a point of information um the csba director at large position in terms of hispanic and pacific islanders are two that make up the board of directors of csba um this is currently under an individual a trustee from the alameda county office board of education alameda board of education and um the gentleman actually also teaches that skyline um he's the current one i believe he's running and has considerable amount of support statewide since he is in that role now and this usually is heavily weighed from southern california folks i'll just leave that at that um well for people to run so i'm putting my hat in the ring let it be yeah there's also a requirement so you need

273uh letters of recommendation as well uh i believe it says so on there right by the school superintendent or the superintendent yes i read the so we were nominating nina trustee nina richardson can i get a roll call i'll report back to you after the election welcome trustee baker yes christie lucan yeah mr richardson yes vice president flores yes president murray yes mission carrie okay um education services resolution number 20-55 for confirmation of sufficient student textbooks slash instructional materials and i'm sure i moved with the request second all in favor welcome yes christy richardson yes vice president flores yes president murray yes motion carry approval of sea best waiver for substitute permit i'm sorry to interrupt president murray if you weren't speaking can you mute because there's a lot of background noise yeah um trustee

274richardson can you mute your uh your computer i was thinking it must be feedback okay um so approval of c best waiver for substitute permit staff recommends the approval of the sea best waiver for substitute permit for melinda sandoval orozco an employee at alta loma middle school as presented to the board have a motion or just questions motion some moved okay all in favor roll call trustee baker trustee lujan yes trustee richardson jesse richardson you're muted tell me yes vice president flores you're muted sorry yes president murray yes motion carried um approval of variable term waiver staff recommends the approval of the variable term waiver for lauren allard a certificated employee at ponderosa elementary school as presented to the board some moved second is there a second second all in favor roll call christy baker

275trustee lulan yes christy richardson yes vice president flores yes president murray yes welcome kerry adoption of memorandum of understanding mou between south san francisco unified school district and the south san francisco um classified teachers association to address conditions related to reopening of the district staff recommends the adoption of the tentative agreement between the ssf usd and the ssf cta to address conditions related to the declared state of emergency as a result of the coven 19 pandemic and the reopening of our district as presented to the board do you have a motion so moved second again all in favor okay kristy baker yes christy luhan yes christy richardson yes vice president flores yes president murray yes motion carry approval of memorandum of understanding between ssf usd and the ssf fae to address conditions related to reopening

276of the district staff recommends the adoption of the tentative agreement between ssf usd and the ssfe chapter 6178 to address conditions related to declared state of emergency as a result of code of the covid19 pandemic and the reopening of our district as presented to the board motion so moved second all in favor okay trustee baker yes christie lujan yes christy richardson yes vice president flores yes president murray yeah motion carry approval of the unaudited actuals report staff recommends the approval of the 2019-2020 unaudited actuals financial report as presented to the board promotion a second first let's give her the first to no second um all in favor kristy baker you're muted yes trustee lujan yes trustee richardson yes vice president flores yes president murray yeah motion carried resolution number 20-56 gan limits date i mean

277staff recommends the adoption of resolution 20-56 certifying the actual gan limit for 2019 to 2020 and the estimated gan limit for 2020 to 2021. motion so mood with a request to wave the reading and i'd like to make an editorial comment after this oh second um okay all in favor will call steve baker yes christy lujan yes christy richardson yes vice president flores yes president murray yes motion carried and trustee baker your editorial my very brief comment about gan limits is you know it's it's really a a relic of prop 4 and prop 13 and in that it restricts school districts to per capita adjusted for inflation spending per student what they did in 1978 and that's really unfair to districts like ours where the cost of living has really exceeded the cost of limitations

278of inflation i should say so you know we're not bumping up against the gan limit yet but you know it it really is something that needs to be resolved by the legislature because one day we might be so thank you i'll digress thank you appreciate that um okay um approval of change order number four to the suarez munoz incorporated agreement for the south san francisco high school baseball and softball fields project staff recommends the approval of change order number four to the suarez munoz incorporated agreement in the amount of forty one thousand two hundred and seventy dollars for the south san francisco high school fields project as presented to the board any questions question i would like to ask a question real quickly of mr oh if he's still up about uh about uh this

279item okay or mr savage or mr o i'm here also i can oh oh there he is good evening heads for the mountains hey okay um is this sort of the the fourth round in this is this the last oh that we'll see these um types of requests or are we at the end of the road here can we see a light at the tunnel we we can definitely see the light at the end of the tunnel uh the contractor and the architect and the construction manager all did the uh uh back punch walk it's called so they went through all the punch list items today uh at south san francisco high uh and this uh we're ready to uh bring the notice of completion to the board at uh a future meeting very close

280um the uh those those fe the fields at south city high are uh ready to go there's one item that has to be taken care of uh but yes we're very close on all of these i appreciate that project thank you um [Music] regarding the distance markers and the outfields is that something that we they offered to do or we brought up i mean usually the distance markers are installed with the scoreboard or staff you know it i'm i i don't know appropriately considering that you know it's really basically a sign saying 250 300 250 or you know they were just left off of the plans and you know they would be typically a part of the signage package that goes with a standard baseball field but for whatever reason they were left off and

281it was something that was brought up by staff uh the coaches when they did uh part of their touring and looked at it so we decided to add them in okay i guess my question is is do you feel as our advisor here that this is an appropriate plot price for you know less than 10 signs uh it is we worked with them and that's that's that was the best price we could get for it yeah good enough for me thank you i'm starting to think just myself just to be out there starting to think that uh our school districts are allowed to include contingencies and when they do these types of contracts so that we just don't see that many change orders i'm just sort of bringing that out there the what we normally

282hold for these are these are our design bid build contracts and they're what we called hard bid contracts so we have a small contingency that's built into each one which we call an allowance for unforeseen conditions but we typically don't use a large sum in these types of contracts there are other types of construction delivery methods where you can build in larger contingencies and then the staff can manage those contingencies and all the changes are accomplished within the contract um now how we we have utilized that uh here since the last large contracts that we had under measure j we're using what's called lease lease back and in those delivery methods very large contingencies are often placed within the contracts there's a little bit more transparency sometimes to having to bring the changes to the

283board so you can see them so there's some good arguments on both sides but i appreciate the the question i wondered about that thank you consider it next time i i'm like i'm sure i move this item have a second second all in favor okay trustee baker yes trustee lujan yes lucy richardson yes please president flores yes president murray yes motion carry approval of change order number two to the um ag miani construction corporation for the el camino high school football i mean softball field project staff recommends the approval of the change order number two to the agb construction corporation agreement in the amount of eighty eight thousand four hundred forty three dollars and twenty cents for the el camino's high school softball field project as presented to the board any questions just just a

284quick one madam chair i think since we had talked about it on the last item does do we know if this contract includes outfield distance signs you know i don't but let me get back to you okay i'll uh i'll let i'll provide an email to mr o and but i appreciate the the comment uh you're you're actually uh my guess is not but let me check okay and i'll get back to you same same field designer for both uh el camino and south city i'll look for the next change order on this one and we're about to close this job so okay so thank you so moved second all in favor okay a baker trustee lujan yes christy richardson yes vice president flores yes president murray yes motion carry approval of change order number

285two to the interstate grading and paving incorporated for the bury bury elementary school field project staff recommends the approval of change order number two to the interstate grading and paving incorporated agreement in the amount in the reduced amount of nineteen thousand one hundred thirty one dollars for the bury bury elementary school field project as presented question question myself i have a quick question okay uh what is reduced amount this is it's a negative changeover it's called a deductive change order so we're uh this job had a very few unforeseen conditions and no very limited changes in the contract only the underground storage tank that we found and so we had an allowance in the contract of 25 000 and we only used 6 000 of it or so and we're returning nineteen thousand dollars to

286the district nice uh what do you call that chargeback deductive okay thank you we'll take it uh motion stone moved second second all in favor roll call christy baker yes christy lucan yes christy richardson yes vice president flores yes president murray yes mission caring thank you uh thank you um you have future agenda items in meetings madam chair i'm just looking at our next meeting and that looks to me it's going to be exceptional i can see the nipperous sir me taking a long time i can see the ssfpd item taking so long i can see the cell phone issue whatever that is i can see the school ballot related measures because there's a lot of information to be exchanged i think we need to pair that agenda down president if i may i also

287heard from principal senpaian who let me know ahead of this meeting that she is not ready to come and engage and she would like to be able to participate in the conversation so she she apologized and just said i haven't had time and she's putting some things in place to start getting you know a feel from people so just fyi for the board um i have a comment on this as well i think that in view of all the going on in covet 19 times i believe that this could wait till next year if we could we don't have to put it before until next year that i've said that before and i'm repeating it because of this and look at all this is jam-packed with a lot of stuff that we could could take

288up all this time so i i'd move that um we moved the uh what what is that item um elementary school here what do you think until january there's no there's no party well i mean if you by next year you mean like later in the school year maybe but i don't think the name's gonna the like i said less racist in a year so i i do think we want to keep it uh moving forward um i'm fine we want to shoot for october 22nd or november 12th i think november 12th when we honor american indian heritage month might be in that a very appropriate time to bring this item up i agree with well you think this is going to be an overnight thing there's going to be a lot of people if

289you people's the community's input of course you're you i would say if we open up by january you you want as much people to know about it and come forward and participate that's my point of view i don't want four people to decide what's going to change the school uh for the next so why why don't we circle back at this we'll find out what uh principal senpain's uh schedule looks like and yeah she can engage her students and um families and teachers and and uh her community i guess and and so we'll we'll take it off of this meeting and then we'll we'll you know push it back and see what we can do when we can get it on there i had a clarification in the september 24th the agenda item of now

290i lost it oh information on applicable school-related ballot measures i believe that i have put forth the request to have the resolutions in order to move the process along versus a discussion or i'm not sure if my recollection recollection serves me right trust you luhan if you can chime in sorry to put you on their spot i don't recall a conversation about resolutions but that doesn't mean it didn't happen um i'm sorry this portion of the meeting always comes usually at this late hour and my day starts at like four in the morning so it wasn't it was information on applicable school-related ballot measures but you called vice president flores and clarified that you wanted it to be a resolution so it wasn't it was put on here the way it was discussed at the

291meeting um but the intent behind it is to bring forward the resolution okay understood and then i i also brought up the approval of cell phones for board members i personally would like to retract that agenda item for the time being okay i was gonna say it wasn't even approval it was going to be information and discussion but we'll we can take it i'm just reading off i know um and then i'd like to uh suggest two additional agenda items not for 24th but for um in light of the conversations that we've had um i'd like to request the agenda item to look into the feasibility of hiring a grant writer um that that's one and then number two is uh trustee lujan brought it up and i i really feel for you trustee lujan

292and other parents and i think dr spalding brought it up in terms of our registration form process we hear it every year in august and september how grueling and really hard it is for our district parents to go through all that paper um filing and filling out and stuff and i'd like us to really look into it um it might not serve urgent but i feel like every year this is going to come back right and and i don't know if it's a larger discussion in terms of uh system right an upgraded system a platform etc um then the last um item that i'd like to consider is when we do move i want the board to be cognizant because this is going to be a hot button issue with parents in terms of when

293we move to distance learning some of the students are not going to be assigned to the teachers that they are assigned to right now and some teachers are not going to be doing in-person learning that's going to create a lot of angst for parents i can already hear it and and kind of foreshadow that so i'd like us to start discussing that um because i know that parents are not gonna be happy with switching so essentially what we're saying is right now the teacher that they're assigned it's a temporary teacher and then when phase two or phase three comes in they're gonna get assigned potentially a new teacher that's gonna rub people the wrong way so i i think we need to start looking at that um and can that come back and we'll let

294the administration work on that or the cabinet superintendent and that can come back on a weekly update i think yeah if you guys can work it out in a weekly update that'd be awesome but i think it's going to require more input than that but yeah okay um anything else anybody i would love to bring up the topic sometime before or at some point and i don't it doesn't have to be immediate but i've been reading a lot on the healthy functional boards and and um engaging in some research and also talking to other boards about how do you select officers and um how long are the terms and i'd love to have a conversation about the length of terms and and qualifications because we don't really have anything it's just we nominate and then

295that's that and i um have done some research and i'd be happy to share it with staff so we can um present on that okay thank you um anything else um can i get a list of the board direct summary of board directives or in addition to the ones that we just discussed um i believe the contract um extension for the superintendent was going to be on the 22nd of october that's correct we're going to move it yeah okay and then staff to provide a summary of up-to-date cares act fund expenditures and several items on the role of student trustees dr moore to discuss a possible baden student trustee mr irish to obtain information on jefferson union student advisory council and the bylaws committee to look at the student trustee term of office create a

296page on the district website for posting specific resolutions hr to begin the process of hiring three district health techs dr spalding to confirm if counselors can conduct students mental health assessments through zoom mr irish to report back on timing for adoption of history and social studies textbooks and mr savage to report back on el camino high school outfield signs and it sounds like some of those things can be put on weekly updates um i believe um so and i'm sorry it seems like an awful lot this time sorry guys um okay and with that i will thank everybody for that for being so patient and and hanging in there for so long for another long meeting um so i will adjourn the meeting thank you bye-bye bye bye everyone mr o good night everybody good

297night
