005anyone here from the Federation of adult educators okay South San Francisco classroom teachers association yeah Nieto good evening superintendent president Murray board members cabinet and school community as we enter summer we are in uncharted waters what will school look like in the fall will we reopen partway full-on or not at all will distance learning continue these are questions that you will have to answer in the next few weeks during your time on the board who have been faced with crucial decisions that I have had had long-term effects on the lives of thousands of school children but never did you think that you would have to make decisions that would literally have life or death consequences never have you had to view the risk of contact between teacher and student as possibly lethal to the teacher

006or the student or their families I trust that you will look at the latest statistics and science and make the right choice as a member of the health and safety task force we've been looking at information from many different sources I am afraid that I have to say that I have not found the guideline and sent out by the County Health Department at all reassuring the guidelines do not prioritize the health of our community but are quite liberal in their accept acceptance of the risk of transmission the goal of the county guidelines are not to minimize the chance the chance to of members of our commute school community from catching this deadly disease but of slowing the spread and allowing herd immunity to develop in our population this idea that the more people who are

007exposed to the virus the safer the majority of people are was tried out in Sweden to disastrous results as a teacher as a parent and grandparent and as president of the South San Francisco Teachers Union I will not support any recommendation from our task force that puts our children and our community at risk on another note I want to commend the board on the position you have taken on equity we on the task forces are looking at school reopening through the equity lands and we are glad that you two will be looking through that lens the issue of racial and economic equity has never been brought to our attention with such passion and commitment then in the last two weeks teachers in our district have worked on these issues for many years our high schools

008have developed ethnic studies programs and teachers at all levels have worked to embed social justice content in all subjects to raise student awareness of the inequities and inequities of the system and to encourage them to make a difference many of the protesters in the March in South San Francisco last week were former and current South San Francisco Unified School District students who felt they could not sit by without doing something we were very proud of them in clothing clothing I would like to read a resolution passed by the Executive Board of our Union written by vice president Joseph Shepard it was written before the march in South San Francisco a week ago and was written to show support and solidarity with the protesters in South San Francisco and throughout the country and the world the

009South San Francisco classroom Teachers Association condemns in no uncertain terms the extrajudicial murder of George Floyd but recognizes that it is the latest event in a long history of American violence against black Americans Brianna Taylor and Ahmed R burry Eric garner and Tamir rice amadou diallo and Shawn Bell Oscar Grant and Sandra bland onward back in a chain stretching hundreds of years we stand with students with families and with our community in demanding an end to systemic injustice and institutionalized racism we cannot be silent and we cannot refuse to take aside the SSF CTA also condemns in northern certain terms the many police actions around the nation which have sought to escalate rather than deescalate tensions with regards to the rising power justice for George Floyd protests scheduled for June 4th 2020 we are pleased

010that the city of South San Francisco government Facebook page has pledged that police will not be in riot gear and fully express expect that promise to be honored tomorrow meaning Thursday the 4th to avoid the more trouble troubling events that have occurred in far too many communities we thank all who are working towards a better world and expect that not only will the murderer and his three accomplices receive justice but that our community our state and our nation will move to ensure that we no longer have to watch in horror as more black and brown citizens are murdered and no longer have to grieve without relief as justice is designed denied for these crimes black lives matter thank you thank you so much appreciate that very nice so moving on California School Employees Association chapter

011197 Jolene Malfatti think she was gonna be here is she around I guess not well thank you um personnel Commission dr. 012trustee Luhan she became president ah so today she became president of the San Mateo County School Board Association congratulations we're very proud and we look forward to all the great things that you'll do in the next is it to your term or one-year term it's a one-year term but thank you I appreciate it very very much that would be the big announcement from SMC SBA is that we had a change in leadership kolima salahuddin will continue serving on the boards she is the former president and but she will have a special focus on equity and then I will be serving in the role of president for the next year and then I guess in terms of additional announcements from the San Mateo County Office of Education the only announcement from them is that they have

013a draft of the pandemic recovery task force framework some members of the public may have seen the framework but it is still in draft form and the announcement that I would like to make is that for teachers and parents they are working on a document that will be specific for you and anything that may have been viewed as truly only a draft and the framework is only a framework on purpose to help guide districts in their planning because each district is unique and that would cover SMC SBA and SMC oe thank you very much any of the other trustees trustee Richardson did you have your muted your muted that's why I can comment about the census yes okay I want to remind everyone that we're still collecting data on the census and I wanted to

014propose that people can text and there's a bilingual 800 number that I could share with you that I could I'd like to be able to give that information at this time it's the got it right here I was hoping to put it up on the screen but there's a texting information that you could do it in Spanish it's called census CEN so9 nine seven seven nine Nueve ciento siete Nueve to participate para participar en el Sen so for more information there's also a bilingual national call center and it's eight seven seven three five two three six seven six again eight seven seven three five two three six seventy six and it's very important that we do this and our unrepresented communities need not feel that this information will be used against them and they should

015continue and try to sign up as much as you can it's very quick it's fifty nine languages and it's very basic and so important because it means money for schools money for our roads money for our local governments that we stand up and be counted so I encourage everyone to to stand up and get counted thank you thank you for all Richardson and thank you for continuing to bring it up every meeting and and encouraging people because it is important and I appreciate it next Murray I had a few announcements okay I wanted to highlight once again that the South San Francisco emergency relief drive-through food distribution is happening tomorrow for all those families that are still in need during these trying times please note that tomorrow between 10 a.m. and 12 p.m. regardless of

016qualifications nothing absent for comforter it's at meals Montessori School on the former site of also was made aware last night and wanted to congratulate our South San Francisco High School graduating senior Helen Wilburn who received the Jack Degel Cultural Arts Commission Youth art scholarship from the Cultural Arts Commission here in South San Francisco I was just made aware of that I'm sure there were tons of other dozens that we are so proud that this year received scholarships as well so kudos to you and along those lines I wanted also to share with the board and the public that I shared with superintendent a resource which is a training for our incoming student board members offered by Ed 100 which is a nonprofit organization an online Summer Academy if you will for California high school student

017leaders who are stepping up to lead at this critical time in history so what's very cool unique about this two-day program is that it's conducted virtually obviously in July and this will help equip them with knowledge the perspective and connections so that they can effectively serve and contribute in this role the program is free and I hope that our student trustees that are going to be sworn in and coming in for this fall we'll look into it and definitely take advantage of it more information for teachers and members of the organization to work with youth it's not just for Unified School District youth or seniors any youth that is in a leadership position is encouraged to apply and you can check out more at IDI 100 and 100 dot o RG org and lastly I

018wanted to say that we'll be sharing a statement and called to action in light of the recent happenings with the killing of George Floyd during my board member comments at the end thank you thank you okay so superintendents report dr. marks Thank You president Murray and so I have one item tonight it was on our retirement ceremony and so yesterday the Board of Trustees personnel commissioners cabinet and I had the pleasure of hosting a virtual retirement celebration we had 25 retirees that we celebrated yesterday and each of our board members were able to provide some inspiring words and thanks and farewell to our colleagues we were able to acknowledge and applaud them individually and then we also gave anyone the opportunity at the very end to speak or say something to our colleagues or allow

019our retirees to speak and I failed to mention this yesterday so I wanted to make sure I did it today I wanted to publicly thank mr. Josiah mrs. Nalani Allen kentley and mr. Nathan Isla amazing support supportive team who worked on the communications for the event who worked on the plaques who put a program together and who set up the zoom platform and the music as entertainment for those who arrived early and for the very end to celebrate our colleagues and I just wanted to make sure that I thanked them and also thank you to all who participated in the retirement ceremony it was nice to have so many present and to celebrate our colleagues we certainly couldn't have had such a wonderful celebration if all of you weren't a part of it so thank

020you and that concludes my report thank you very much okay moving on communications public comments may be submitted through the following link it's the link on the border page the district website board page beginning at one o'clock p.m. Monday you Nate on Monday June 8th until 3:00 p.m. Thursday June 11 I think we we had seven comments the comments will be read buddy dawn Baker trying something new tonight so we will have some live comments and live comments will be limited to three minutes the meeting is recorded individuals may address the board concerning school business not on the agenda but a public comment could not be acted upon or discuss by the board unless placed on the agenda at a subsequent meeting in accordance with the law the Brown Act the brown the board may

021request snap to respond orally at a meeting or in writing at a future time so trustee Baker thanks I'll start with the pre submitted comments first comment is simply from the quote teacher about negotiations she said they staked hello board members in district office please recognize that teachers are working hard to prepare for school by negotiating our compensation the last CTA meeting left all thinking how could the district ask for more when they're unwilling to discuss anything that we brought to the table unquote there should be a partnership instead the district office asking us to do more without listening to us the next comment was also formed from a teacher at States can we start planning can we start planning Nancy McGee L the webinar pandemic recovery framework for schools with a lot of helpful

022guidelines and examples what type of learning when we have blended distant can we start gauging teacher input on possible schedules can we make decisions that work for our school district instead of waiting for other districts to make decisions to elementary kids stay with the same group of classmates so they have already some friends and family support at the least please give us some guidance on what to plan deciding a few weeks ago few weeks before school on what learning there will be will be disastrous because no one is a specialist on distance learning we do not have a distance learning curriculum so no one will know how to implement anything since we have had no time to plan our practice please have a sense of urgency for our students so we can best support them

023in the fall the next is from Phyllis pan from Parkway Heights Middle School asking about protocols for a fall semester she asked well will the protocols be will we a staff get training while we continue on line or will we be on campus what changes need to be made next is from a parent Thank You John Baker thank you for posting equity images on your social media equity is not just about equal opportunities it is about the support that needed supports needed to get students there what happened to the equity team that the superintendent wanted to create I hope that will start up in light of everything going on in our country we need that team more than ever Rhonda Clements a South City High teacher writes I hope that the board will consider the

024difficulties of distance learning in our community and the disappointing levels of engagement even when kids had access to technology and hotspots all my AP classes were very responsive and I enjoyed 100% attendance my CPA in elective classes were another story in the beginning I had 50 to 60 percent attendance by the time we were done it dropped to less than 30 percent number of factors contributed to this but many of our families are not set up for distance learning and there are numerous equity issues so while this will undoubtedly be a component during the pandemic I would like to encourage the board to think outside the box in classroom so that we can get as many kids learning on campus as safely as possible there are ways we could adapt our schools so that we

025can take the learning outdoors at my site we could expand our footprint in capacity by utilizing the verandas of our wings and not fitting them with canvas fall down covers all teachers did in-class activities aides could help support student learning we could build picnic benches under the eucalyptus trees and out in the back we can erect tents with fans or heaters to enable a safe learning space the organization green schoolyards green schoolyards org has some innovative ideas that can work at most of our sites to expand capacity and try to provide the greatest number of in school learning experiences yes they would require investment but many fell in tropical are focused on food recovery and getting kids back to school and parents back to work falls under that guys I truly hope the board will

026not entertain ideas like the quarter system which doesn't allow for continuity of learning would be disastrous for our kids maybe in Connery who's a math teacher in El Camino high writes good evening the purpose of my comment today is that the process of an incomplete grade is going to cost the school district a great deal of money we receive the stipend form this week in order to submit our time for work that the teachers will do for the incomplete grade process looking at the form I did some quick calculations since I was curious as to how much this process was going to cost according to the most recent memorandum of understanding each teacher will be paid at the per diem rate for up to 5 days this means that their hourly rate will be the

027current salary divided by 186 days and then divided again by the 6.5 hour work day right now the teachers are being paid $50 an hour outside their current contractual hours if a teacher makes a yearly salary more than sixty thousand five hundred dollars then their per diem rate is higher than the usual fifty dollars per hour looking at the current salary schedule if a current if a teacher has been working with the district for more than three years when they reach that threshold in each high school there are approximately sixty teachers let's say only two-thirds of the teachers have students with incomplete grades so have any teachers 4080 - I see two big high schools if each of those eighty teachers use all their 32.5 hours five times 6.5 at our usual rate of 50,000

028that is a hundred sorry fifty dollars that is a hundred and thirty thousand dollars these calculations do not even include the middle school teachers well the grand told them might not reach 130,000 since all of the hours might not get used the time spent following up in grading will take significant time I hope the ground total of this incomplete grade decision is lower than this projected amount but I have a sinking feeling it won't be when education will be losing money in the common coming years due to reduced budget I think 130,000 dollars could have been used in away and that is the end of the pre submitted comments thank you and so moving on to my comments good evening this is Josiah mom the director of technology for the school district well we're trying

029something new we're taking live comments and so as per the directions that were published if you would like to speak you will have three minutes and if you would like to speak I can see the list of viewers please raise your hand and I will be able to call upon you to speak in random order then I don't see anyone raising their hands oh my goodness okay well let's give it just a few minutes for people to orient themselves and make sure they know how which is also published on our board meeting page has some instructions on how to do that thank you we have a raised hand I see Phyllis pan okay so I'm going to share my screen and you should be able to see a timer excuse me [Music] you will hear

030a tone at the start of your speaking time a tone at one minute remaining two tones at 30 seconds and returns when the time is expired so let me call upon Phyllis Phyllis are you ready to speak Chea muted I'm trying to okay hi hi this one let's say I'm glad to be here this is actually my my first time attending the board meeting and I I have a lot of questions about about what's going to happen from this coming school year when it opens and especially what it means for children with special because that's kind of the area where I work in and and it's it can be very very challenging in terms of what to do to provide for their needs working with specific with the specialized children in the school where I

031work and and that's all I have to say yeah thank you very much Thank You Phyllis at this point I don't see any other attendees that would like to speak president worry so Phyllis will be having updates pardon me Jazmin when event or at tennis hello oh you are next to speak okay so I'm a daughter that has a pacemaker and I was just i how school is gonna start in August how thick like kids that has health issues dr. Maura if her daughter her daughter has a pacemaker and I'm assuming that in the fall don't be some guidelines for people with with health issues that shouldn't be on campus right these are things that we are working through as part of our task force committees and so as we continue to work through each

032of these we will be bringing that back so that we can notify the community and the board and our parents thank you anything else talisman no that'd be it thank you anybody else mr. Sam resident Murray I don't see anyone else that would like to speak okay with that let's move on we do have a an update Kovan 19 updates and planning efforts dr. Moore thank you I will actually allow mr. Irish there we go thank you very much so our purpose tonight is to present information to the Board of Trustees as well as our community on important important updates related to planning efforts for the 2021 school year you will hear from each of our departments and I will start really just by Framing and I'm going to share some data that we collected

033at a very high level that's also been posted on our website so we always begin with this slide really thinking about our priorities and our values especially right now so I'm not going to go through all of these bullets but really keeping the needs of our students and our staff and our families at the center of our work in doing so in thinking about what is most equitable and what is most accessible for all of our kids but especially those who are most marginalized and then of course it has been a very challenging situation and we are consistently trying to engage and work on our planning efforts through the lens of compassion empathy and care for all involved and as we are working on our plans of course we are thinking about the ways we

034can do so with consistency and that will be supportive of our staff and families while also including essential services and that we are thinking taking our time to really think through and be as intentional and methodical as possible because we recognize that there will be an impact on our students as well as our staff and we want to think it through and engage our community as best as we can and so to really initiated a reopening of schools Task Force we had a launch meeting with our participants on June 1st and all of our committees have met at least a few times I want to say maybe three or four meetings since June first and we are developing plans based on three different scenarios and we've divided the groups into three different categories so health

035safety and security of our students and staff and I think that addresses that would be where we would talk about specific student health related concerns and how to mitigate that and support them social emotional well-being and then teaching and learning and so we had promised that we would bring back information to the tonight which is what we're doing we also have a scheduled study session for June 18th and we will bring information back and then we're looking at a July meeting as well so that we can share with our community hopefully by the third second or third week in July what we are thinking that gives at least three to five weeks out of planning and support that we can provide now before we move on to our next slide I did want to share

036just a high-level update of some of the summary of data that we were able to collect so we did disseminate a parent survey a couple of weeks back and I wanted to share that we had a hundred percent of sites represented in that survey we didn't have a hundred percent of our families who responded to the survey but we had a hundred percent of families at each of our sites which of varying degrees we had four hundred and sixty of our staff responses that includes classified staff certificated staff as well as unrepresented staff including those who work at the district office and we also we we asked for preferences around online distance learning as well as socially socially distanced in-person learning and so we had a total of fifteen hundred and forty-six responses for that

037particular question for online distance learning we had a combined total of both our English and our spanish-speaking responses of nine hundred and thirty and that would represent about 60% of that our community that opted for online distance learning we also did socially distance in-person learning and when we looked at both our English and Spanish speaking parent responses it was about six hundred and sixteen which represents about forty percent who prefer to start the year with a socially distanced in person learning approximately 70% of our spanish-speaking families who took the survey did opt for socially distance in-person learning and so we thought that that was also important to think about and pay attention as part of our planning efforts and then our staff who took the survey we had approximately 57% who opted for online distance

038learning versus approximately 43% of our staff who preferred socially distanced in-person learning and another important area for us to consider and especially as we think about partnerships and collaborative efforts are around our childcare needs and so we had a fourteen hundred and forty six respondents who answered our question regarding child care of that we had about 82% its 1181 who indicated they do not need childcare specifically from the district they have other means of securing childcare we had 362 respondents which it represents about 25% of families who took the survey who have indicated a need for childcare and we had 217 of those which represents about 14% who indicated that they would need a reduced cost or free childcare options and so as we are planning we are doing so with these considerations in mind

039that is what our task force is also and they have looked at the data and they're utilizing that to help develop our plans and then we're also utilizing the San Mateo County Office of Ed pandemic framework and again it is evolving and it is still in draft form but it gives just a framework for us to think about in terms of how we're opening what considerations we are making around health and hygiene thinking about the ways in which we can facilitate and implement face coverings for students as well as staff members thinking about how we can effectively support physical social distancing in our classrooms and of course how we can limit and really minimize social gathering large gatherings on our campuses which is not something that is allowable at this point in time and so

040with that I will turn it over you dr. Spaulding Thank You dr. Moore so Jay Spalding assistant superintendent of Human Resources myself as well as director Brian Seaver student services are leading the task force for social emotional well-being of our students and staff and actually we have our parents and guardians added on to this well we have a group of approximately 16 members from various stakeholder groups we've met virtually the 2nd to 4th and the 9th we actually gave our group the day off today because we were compiling data we had reviewed various reopening plans including LA County Office of Ed the Santa Clara County Office of Ed Maryland the Association of California school administrators the most recent one is the California Department of Ed which came up with their plan on Monday and we're

041still waiting for the cemetery opposite to come up with their plans so our group did a little jigsaw some looked at the plans on the second some looked the other group looked at three other plans we flip-flop on the floor and on the ninth they provided feedback director severs and I today as well as tomorrow and Monday are putting this in a legible format for our group to then look at our next on the 16th as well as probably the 18th prior to our board study session what were you basically we've done is develop a framework to guide in the support of our students staff and parents regarding social well-being behavior we've also looked at possible professional development for our staff and implications and with that we will provide a draft framework with recommendations for

042the board of trustees to consider the draft and it will be a very rough draft on the next next week on June 18 that the board study session we hope to have some key themes identified as well as some resources as well so that is it for this task force at this time and I'll turn it over to somebody else thank you thank you dr. Spalding Keith Irish assistant superintendent educational services I'm one of the facilitators for the teaching and learning committee we actually have four facilitators because our group has done some work the last couple meetings splitting into elementary and secondary subcommittee groups so we have about we have 21 committee members same as dr. Spalding you have representation of from parents classified and certificated staff and administration we're working on providing recommendations to

043the Cabinet Board of Trustees three scenarios for fall 2020 we're really focusing on the first two as in person learning would be our current schedule that we have already in place but we're looking at a distance learning schedule and then a hybrid model which would be a schedule that we would develop that would be flexible enough to allow our schools in the district to you go from distance to in person like dr. Spaulding's group we have met four times thus far we met at 5:30 this evening they actually the committee I will check survey results after actually worked on selecting a schedule for me to present to the Board of Trustees at our board at our study session on June 18th so we had five goals for the edge services task force committee check-in access

044technology and access we've really spent all of the four meetings on the instructional model we're trying to determine what instructional model we're gonna start with and our goal is to develop a common schedule at least through grade span if we could throughout the entire district we will attempt you but there's some slight differences in terms of what might be a better schedule for elementary versus secondary but again off the wait-and-see with survey results from this evening meeting we haven't yet got to assessment yet soon as we recommend our schedule and the board is agreeable with it then we will move into the assessment phase if we're still meeting as a and the instructional materials and the intervention and support are just components that we're looking at as we develop the schedule but a lot of

045the programs will be dependent on what type of instructional model we choose obviously with distance learning we're gonna need more tech that we're looking we've surveyed our certificated staff before they left for the 2020 school year about different apps they were using different programs so we can make a decision on what programs and apps that we can support throughout the district and then again the schedules are looking at in particular how we can support our most students who need additional support so in terms of instruction and providing flexibility in the schedule that we present we've looked at lots of key considerations we have gone through the San Mateo County pandemic plan pulled out key considerations spent lots of time on building a shared understanding and then we spent the meeting on Tuesday going through specific

046terminology in terms of schedules so number of periods like that the day cohort stable versus Bubble if we were going to rotate classes we heard comments earlier on a quarter versus semester and how professional learning is paramount that we provide time in our schedule if we're in a distance learning or a distance hybrid model that we provide time for our staff because as was mentioned this is new for all of us and we need that ongoing time to prep and our overarching really is our committee is we are looking through the lens of the four pillars and a step by step approach but even in the teaching and learning task force our first goal is through the pillar of safety so that's what we've really been focusing on as we make a recommendation for an

047elementary and a secondary schedule with that I will pass it to my colleague assistant superintendent mr. oh hey yeah tell assistant superinten abysus services so uh so I oversee the health safety and security school reopening task force committee and the purpose of this committee is to develop an understanding of the pandemic and its impact on reopening up schools so our members have been reading a lot of materials you know watching webinars you know to try to get familiar with this area so so there's a lot of learning also a lot our purpose is to provide input and assist with developing recommendations to ensure the health safety and security of students staff and parents under different scenarios and the scenarios we'll look at or how to present distant learning 100% in person learning or some kind

048of hybrid model where there's partial distant learning and partially impersonal learning and then the other purpose is to share the recommendation to the poor do the superintendent you know the summit ideas relieve the reopening of schools okay so these are the dates and times of our committee meetings we have three meetings so far and so we have actually have another one scheduled for tomorrow and then it then depending how that goes we might add also additional updates you know make sure that we have a plan together okay so our committee yeah have a fairly large committee is made up of 25 members includes business services leadership team there's six of us there's principals for them for elementary middle school and then the Adult School we also have bargaining unit representatives there's about nine of them

049in various areas including special ed you know health technicians librarians teachers and you know the number of different individuals for us and also we have a PTA member the you have a nurse two parents both of them have has a medical background so they could help us with the safety as well as also touch it now to students we have one while I was doing this presentation but we add another student so we have two students now so and so this is our committee makeup and the next Thursday June 18 will be a copy start presenting more information about what our committee is working on and our committee's work is centered around the four pillars so that's kind of what our committee is working on thank you well in each of these what I have

050asked cabinet and what our conversations are centered around is as we are building out these plans so the the scheduling the social and emotional support the mental health supports the the way in which we're going to design the movement of kids and staff on campus what that will look like is always thinking about what is the most equitable and accessible for our students who are most underserved and so thinking about that through the lens of will they have access how will we ensure they have reliable access what types of curricular supports might they need or their families need in order to ensure that they can be successful in the types of models that we are considering and so thinking about that through that lens has been important and we also are looking to initiate another

051set of parents that can take a look at once we have a development of a plan and again please understand it is fluid and it could adjust but once we have that we would like to allow a smaller cohort of a focus group of parents that represent a diverse population of our community to also look at that and to add value to what the committee has developed because it's important that we have we have a wide representation of looking at the plan and helping us make sure that as we're thinking about it to the lens of equity we have some checks and balances with what we have come up with and with that we our team will open it up for questions anybody thirsty flora says this Fanta thank you for sharing that I also

052wanted to publicly voice my observation I already communicated to you but in in regards to these apples it's really important and I want to underline and really bold concept of equity and that representation matters and and for all of us to remember that those who are most vulnerable must have a voice in the development of major policies and programs that help our community to stay connected to stay involved etc so I noticed mr. ho saying to students do you know what grades those students are mr. Leu are muted about that yeah I believe one of them is going to be a senior and then other one is either junior yeah okay great cuz I was gonna say our secondary model in the secondary way that we're looking at reopening is going to be so much

053different from our primary grades so we definitely need to hear the voice of our students but I also encourage again and I make this point loud and clear that we involve our community from the east side of South San Francisco our title one schools the representation of Latinos and Spanish speakers it's really important and really crucial that we include them in our in our planning process and I love to hear that there will be a parent advisory group post the first draft but I also want to make sure that it's not going to be too late but we don't approach that secondary group as sorry these this is what tasker's already voted and created you can only say yay or nay but that their input their valuable input is indeed able to be absorbed into

054the policies because otherwise my mo and and throughout everything that we do in the district is always about getting by I think many of my colleagues have heard it more than once here it's getting by in by and by int because we don't want the prices so for that nature I think some of the hesitation with the framework and guidelines coming from the from the county level is again how much participatory did we make that of course we can include it everyone in any one write it that's also limitations because we got out we have we got to stick to a timeline and move it along but here in our district I want us to be conscious of that and and I appreciate you you sharing that lens of excellence because it's important for the

055voices of those parents that sometimes because they're working might not be able to accommodate an afternoon schedule of the meetings etc so I also urge parents that are out there because I noticed that the two parents that are in the health and task force committee are also district employees so they it's kind of like we're double dipping in there so I want to make sure that we really address the pool of parents at the primary level at the secondary level so that everyone's voice is included in the document and also in the task forces I mean I'll agree trustee Flores on that last point maybe we can recruit for PTAs or something maybe get a a broader base at least parents would be involved my my general question is and I know it may be

056too soon to know this is you know I think one of the things we're have to determine is which of these versions of these options ahead of us is waiting the most training and preparation from from district staff and then work backwards from there and then maybe you know add a couple weeks to it because nothing's ever on schedule for in government so I mean I think we need to be really conscious on that and get going on that and the other comments are basically just about you know we are we have a lot of people in the surveys we've seen and everything that are going to be really hesitant to bring their kids back at all I mean short of a vaccine we need to be able to have some procedure that even if

057we are going to mostly have kids back we still need to be prepared to offer some online learning so we don't let some kids fall through the cracks we had to teach your comment during public comment how you know early on they were getting and they got hundred from AEP students you know 75 from from me and stream students but then it's dropped down over the semester I mean part of that might have been you know realizing the next you know they're they're only going to get credit so you know why try hard I mean that's the economic standpoint of it but you know we have to be concerned that I don't think you know maybe we didn't backslide as much as we would have but I don't know if there was a whole lot

058of new learning going on and distance learning and you know it's one thing before doing that for a quarter of the years and those I mean if we're going to be doing it for a semester or more so that's definitely something that needs to be in the forefront if if it gets to the point where we do have some more distance learning again in the future I don't know if necessarily the process we took for this last semester is going to work in terms of motivation in terms of credit no credit so we need to be prepared for to make sure that we do have a more equitable way to distribute distance learning equipment and to continue the process of actually getting those students to participate other than that I know it's early and I

059look forward to seeing the results of these meetings thank you I had one question okay thank you I just had one question did we learn anything from the initial phase of the parents report their experiences and did we take a survey of or note in any way some of the issues that was causing some of the concerns for parents in distance learning we are now taking to the next level to the to the reopening task force to consider mr. Oh was there anything that parents reported it to the district that we are now considering so I'll start and then cabinet members can can jump in because they're facilitating so yeah there was a lot of information that was shared as you know we administered a handful of surveys to elicit parent feedback we heard a

060lot about the consistency within grade spans we heard a lot about the platforms that we were using which is why part of our conversation is to standardize the platform so that different same grade levels different schools aren't using a variance of platforms we heard a lot about just the scheduling and the expectations before regarding how long students are accessing computer time it really varied and so that's also something being taken into consideration and because we were not thinking about at that time we were understand still our under shelter in place and we didn't have people coming on to campus we didn't have we obviously we don't have a lot of feedback on that aspect of it but we heard a lot in terms of just overall expectations of what staff is expecting from students and

061so the I think the consistent word is consistency that seems to be the thread through all of the things and the communications that we received from our staff and then or excuse me from our parents and from our staff I think we have to continue with professional learning although our team did a tremendous job pulling that together so that they are feeling well-prepared and so I will allow the cabinet they are actually interfacing with parents on their committee and so I'm and I'm assuming that some concerns are also bubbling up if I haven't addressed everything that you guys have shared with me I just wanted to say I appreciate the the number of people on the committee including students and the consumers of some of this and I am happy to PTA I am parents

062because really those are the ones that we're gonna be serving and I wanted to say that thank you for making the biggest group because that's how you're gonna get the biggest sampling of what is out there thank you I actually dr. Moore almost I was gonna say freedom just antsy in common so in terms of teaching and learning we've talked a lot about common schedules and rates fan so T K through five and then secondary the parents have been very helpful in helping us to think about things that we might not be at the forefront in terms of child care with our schedules we have parents that are on that have students in multiple grade levels high school middle and elementary so that gives us another lens to look at hey do we need to

063have a common thread all the way through the system can we do that what's the difference between a and PM alternate a be scheduled so and then just what dr. Moore said the next phase after we get the schedule in place is we need to start working around common expectations for the students for the teachers how much synchronous learning what's the timeframe gonna be how much asynchronous for all the way through for each grade span but the key word as dr. Moore took right out of my mouth is the consistency we need to build these schedules to make them as consistent in common as possible to support our families because the way we were we did a good job with what we had in terms of the time but just doing an office hours was

064very difficult for our families to support their kids in our distance learning this last semester so you'll see a change and how the schedules are leading are very clear on where the periods are the same when synchronous learning is gonna happen in the distance learning schedule and so and so forth so that's what I have to add hmm okay okay thank you okay so next we're moving on to the consent agenda in accordance twin of the Brown Act since board members are videoconferencing during this meeting all items require a roll call vote on this a consent agenda the following items are submitted for board approval one motion will authorize action for those items so designated does anybody want anything older madam president line I like to a poll please okay which you wanted something pulled

065trustee Flores vice president for yeah to a please chew a okay anybody else madam chair and I moved rest of the consent calendar I'll second all in favor roll call rusty Baker yes trustee Luhan yes trustee Richardson yes vice president Flores yeah president Murray yes nice and carried hey trustee Flores okay president dr. Mora I'd like to learn a little bit more and this is just in general because I just want to make the answer might be that you need to get more information which is completely fine but I'd like to learn more about if there are any plans from the County Office of Education to personally be able to for us or our administration to view the installations of outdoor ed and visit the site when it does open because I'm pretty sure parents

066might want to also check it out right what will be happening in terms of options out they will be taken in terms of social distancing etc come this school year because the contract is for the entire school year are there any ways that maybe when the time comes and we're ready to start thought that perhaps you could follow up maybe with a update for us I just want to make sure that you know that we are also aware of I read the contract and what the things that they're trying to say in terms of social distancing etc but writing it and seeing it are two different things right so that's one question and then the follow-up to that is if it gets worse god not hopefully not right but if we do have a higher

067spike come fall or spring when outdoor ed happens are we then able to issue an immediate amendment to this contract so I for the first question you asked yes we I will certainly take that back and find out what are the ways in which we can build in opportunities to see for ourselves or families to see for ourselves those who might be interested with regard to the contract I know I'm going to turn this question over to mr. Irish and can you answer whether or not there is an opportunity for us to amend the contract should we need to once we once and if we sign it so that's a very difficult question because the way they plan vice-president floors is they need all the schools and the commitment now in order to help the

068schedule plus we as a district there was a push from our families of our current 5th graders that didn't get the opportunity to go that we wanted to pay additional fee and give those sixth graders that were fifth graders in the spring the opportunity to go in the fall so all they've put not all but what they put is you probably saw they put a little amendment in there if do to shelter in place students can't go on campus the reduce the cost by $200 and they'll shorten the program to two and a half days and all be virtual but to be perfectly honest with you vice president Flores I don't know what that looks like I have no idea what the virtual program would be so I do understand it's a significant amount of

069money but I do know that there was lots of angst and upsetness from our community when the outdoor ed program wasn't gonna be in place this last spring in certain schools weren't able to participate and parents asked the district office and us the board to consider please put it in place next year and figure out and pay the extra costs for our sixth graders so what I'm worried about if we don't approve it now is we might not have those spots we're a pretty large district we have nine elementary schools plus we've got three or four schools that are going in the fall if it's approved tonight in the fall I can follow up we can pull this I can go and follow up with them and see and then bring it back to the

07025th if that's the pleasure of the board to try to get more information on this in terms of what you're saying in terms of amendment if we're back into you know a full-on unfortunate I hope it doesn't happen but shelter-in-place mr. e mr. o is waving and then oh sure you're on me mister oh well thank you yeah actually directors on number eight in the agreement where he says that notwithstanding anything contained within the contrary this agreement may be terminated and provisions might be out there change or mended by neutral written agreement of both parties so there's a way don't worry if there's something you know we need to terminate with you know we can work with them go to an agreement of life thank you and because I had read that line this that

071was the basis of my question to issue an immediate amendment and I just want to go on record I wholeheartedly support outdoor ed I I get excited about it for the kids and the families the whole enthusiasm built around it but again because we really don't know what's gonna happen right that's really what's what's and everyone doesn't know what they're what's gonna happen I know the the County Office of Education is doing their due diligence and timeline to make sure that we have the research spots with all the schools that participate in outdoor right so that clarifies a little bit but I would be interested to just confirm the line that mr. ed sorry that mr. Lowe read with with their counsel just so that we are in the clear right because if and if

072it does happen hey to thumbs up we're excited sixth graders and fifth graders good to have a bang but if it doesn't then we can also protect the liability of the district thank you madam president I see Baker I guess my questions are all logistical I mean some schools did go to outdoor at least I know we had at least one or two that did we be able to track those through sixth grade since they all distribute to different middle schools so I imagine that's a that's a little nightmare the other question is I plead a little bit of ignorance here because I have one child who's not there yet she's in the third and the other who was in a County program when he was in fifth grade so as for outdoor ed -

073does the district pay and then it gets reimbursed by the in-school bear mechanisms or do we not pay until the students go on the trip yeah we usually receive invoice or bill F 30 a student nd so if they don't go we don't have to pay yet sketch thank you any other questions if we were to follow through with this right now if we put this off another two weeks will it make a difference I need to get sorry president Murray I need to get this approved by the end of this month so we could if the board agrees to pull it and we I would put it back on the June 25th with an answer or a confirmation of the question that vice president Flores asked if it's the pleasure of the board so

074do I have a motion or any I mean I'd have to ask is it big enough for trustee Flores that he wants to hold it for two weeks or would he just like a report and come back it's like an update I filled 99% sure that the line dr. Allred is legit would stand so just a complication in the or thank you mr. Irish so that would you be comfortable in moving this tonight yes I move a motion to move it for approval trustee Baker go ahead with a second yeah okay roll call dusty Baker yes trustee Luhan yes trustee Richardson yes vice president Flores yes president Murray yes watch and carry thank you okay so next information and discussion chain yeah summer board meeting start time the board will discuss the possibility the beginning

075the summer board meeting said earlier fine so this was an item that was a directive at the May 28th meeting that we bring back and allow the board to discuss and or if you decide it's also listed as an approval item for you later in the agenda to change this summer board meeting start times and so I open it up for the board to discuss would love clarification by the definition of summer board meetings I technically I'm an 11 month employee who will be working 12 months this year so I would love clarification on what we mean by summer board meetings I would consider summer as the June 18th the June 25th the July 16th and I don't know I guess I think we start August 12th back to school right potentially yes I don't

076know if you guys want to do August 13 as well or not so just for a point of clarification then I guess I would love what time people are considering because I would be working that entire time brain I also work full-time so I'm working at and John looking in terms of time I just wanted to make a comment that it had already been decided the June 18th meeting was going to begin at five o'clock right Thank You Lonnie appreciate that so we're looking at June 25th July 26th and possibly August 13th July 16th oh sorry so what are we looking at in terms of time so for those of you that work and and the district office works until 5:00 so it would be after that right yeah so I think for me the

077the 5:00 o'clock start time is actually kind of hard I have to leave work early in order to make it on time because I'm still in the office and I I don't know about you but I personally need food before I come to the board meeting so I need to drive home snarf some food and then start so the five o'clock start time personally for me is hard I I mean it's only a couple meetings if it is the pleasure of the rest of the board I'll figure it out and I'll make it work and leave work early as needed but I am driving into work we might want to think about our community too and I also want to point out that the reason why I brought this initially as an item to put

078on our agenda is for the flexibility of the summer schedule right and also because we only have one meeting a month during the months of summer versus are our two meetings per month that's that's initially also does a point of reference and I had seen it as a port of education the San Mateo County Office of Education their Board of Education also moved their time to a 4:00 p.m. start and I believe other boards and commissions have moved their time up so it's just some matter so that we don't finish off that late during summer agreed I do want to honor trustee for vice president for is that that is an awesome because I do know that while we're in these meetings a couple of us have kiddos who end up needing to go to

079bed while we're still chatting away I mean my kiddo is just on the other side of this wall so I end up whispering once we get to nine o'clock sorry I do appreciate that consideration because it's summer I think you guys want to hang out with your kids too that's kind of the reason why I mean I if anyone's got a conflict I'm fine moving a meeting I thought but in general that's kind of why I want to keep status quo because they're not we can have that time in between you know we actually started at 6 o'clock tonight for a closed session and I don't know how the closed sessions are the rest of the year but you know sometimes I don't get off a call at work till 5:30 or so and no

080I don't have the commuting time at the present but I would like some time that I can go off a scream and and such and you know my kids are actually going to bed later over the summer so all other things being equal I prefer to stay status quo but if anyone does feel a need to to move it up for one reason or the other I can be flexible see I've got one right here I did not shut that up trustee Richards you're on mute trustee Richardson everybody takes me shut off your mic I want to know something um I went to the district office I don't have any idea what the hours are are we still doing this shelter-in-place schedule where people leave at 2:00 p.m. I just don't understand what the scheduling

081is in the summer how many what's it like can you give us an idea of what the schedule is at the district office is everybody gonna be there from 9:00 to 5:00 or whatever it was before this whole condemned pandemic thing came to place dr. Moore I'm gonna turn that over to doctors Goldeen he's the one who issued our memo to our staff he can walk so okay that would help thank you as Dan your question trustee Richardson right now the the district office is open to the public on Tuesdays and Thursdays from 9 to 2 o'clock only so once again the district office itself is open to the public from 9 to 2 all of our employees are expected to work they're contracted hours whether they're on site or at home but we have

082allowed our employees to come back to work Monday Wednesday and Friday as well as Tuesday Thursdays to start their formal beginning hours some start at 8 o'clock some start at 8:30 so they're there at that time and when they leave at 4 or 4:30 but really the district office for the public is only open from 9 to 2 o'clock oh ok so that helps I don't know why I asked that if I felt like I got to go into the office one day and it just was kind of strange but I personally I appreciate early meetings but everybody else has I'm pretty flexible about the time earlier for me is better oh just just to get it out of the way and just go to the beach or something but that's just me and I'm

083I'm not going to you know I understand people have you know families and everything and I'm I have more time to speak up for myself so I am NOT going to whatever the flow you know wherever the wind blows that's where I'm going as far as the board and I will try to accommodate thank you I I'm very flexible and I have no real opinion whatever how about in moving it forward can I propose that we pilot it and just test it out just for one meeting and see if we feel comfortable ok which one would be the pilot date so June 25th I would yeah just to consider that one and what time do we want to consider 5:30 5:30 6 o'clock six o'clock work for my colleagues if we do six o'clock would

084that mean closed session starts at five if there is a closed session I depend on the items on the closed session because when we have a lot of items we do an hourly when we don't we go half hour okay so if we do six o'clock then hypothetically just plan for proposing for five I can make that work not I mean if there's advance notice I can just leave work early and make sure that I eat that way you all don't get hangry trustee Luhan what what what well could we possibly have to do in the summer for closed-door session possibly all the closed doors probably work better in the fall don't you think I was just saying that's a scheduling issue that maybe dr. Moore can help us out here and just not give

085us any closed-door unless it's really you know and I don't think there's gonna be any pressing issue really really just I'll go ahead and point out that we had an hour-long closed session tonight and we're in the middle of negotiations so we're likely to have closed sessions over this number I was yes thank you I will go with the flow I'm not gonna dictate closed session I was just trying to mentally prepare for time to to note on the calendar so I'm willing to give it a try on I mean if it's the pleasure the rest of the board I'm willing to definitely try on June 25th at six or five no six okay six for open session and then we'll figure out if we need closed session okay maybe dr. Moore can help us

086out okay thank you and next the board advocacy ad hoc subcommittee at the mates 25th 2020 board meeting one of the staff directives was to bring back an agenda item for the board to discuss creating a temporary ad hoc subcommittee regarding board advocacy and legislative action there is a desire to have a subcommittee the board review policy and to advocate with legislators on topics such as school funding the board will discuss if there is agreement and consensus to develop an ad hoc safety any subcommittee of the board for this purpose so yes thank you I think it behooves us as advocate for our students not just I was gonna say behind the Dyess but behind our zoom desks or or mics but also with our legislators many of us know them personally but I think

087there's there's several pending and and really important issues that are going to be coming up right now we could say yeah funding and that covers at all but we don't know if that covers at all we don't know if the digital divide is going to be a huge divide writing we're going to have to advocate both at the legislative level as well and what if we get into spring of next year and are we start realizing that our property taxes or not while we were expecting to receive and we're gonna have to make some tough personnel decisions I don't want to be in that situation I want to be able to garner our legislative efforts and be able to put those to use and look at ways that we can not reinvent the wheel because

088it the toolkits are already created for us through CSB a and in fact I will even go out on a on a far limb partner with our unions and be able to jointly it has one voice be able to represent the school district Unified so that we can say yes education for all and both you know be able to draft letter signed by mr. Yano signed by President Murray etc that we can say we demand this action because we don't want to be put in a situation where we're gonna have to do some very dire drastic financial cuts in the future I did receive some support from some teachers here in our district that are very interested in this and are willing to support and assist in any which way I held off because I

089want to make sure that the board first considers it and potentially approves this and also I am more than happy to be part of this subcommittee or task force and and and chair it if if the need be happy to take on that thank you madam chair I wanted to I guess expand upon this I think that trustee or vice president forces interest is definitely on point and does help us with our advocacy efforts but I didn't want to expand upon it slightly the San Mateo County School Board Association has a legislative ad-hoc committee that I've sat on for a couple of years now and at times we as board members receive communications from the former president Kalima salahuddin who chairs the legislative ad-hoc committee asking for our support it has led us to pass

090resolutions and then also voice our support and second Colima will send letters to our legislators on behalf of every school board in San Mateo County so if we were to create something at South San Francisco Unified School District like a legislative ad-hoc committee I think it would behoove us to to the extent possible unite our efforts with the San Mateo County School Board Association in some ways I think it's very powerful that as a County we're sending communications to let each legislators that show how many districts are supporting certain efforts and I think an extension of that would be to not would be to also voice our support not just as a board but with you know to trustee for as this point with teachers and classified staff as well would be incredibly powerful there

091are some some big topics that are being considered right now and I think as many voices as we can get empowered and engaged the better because there there's change on the horizon good change but it change definitely needs to happen and some key formats or king venues thank you anybody else Baker okay so trustee Richardson your your muted your muted okay people I just I just don't want to I don't want to say redundant but I fate I figured I'm thinking and leaning in the direction that we might be doing that being redundant a little bit I don't know maybe not when vice president Flores said join with the unions and a in a common voice I thought I like that idea actually and will they be willing to come on board with us and

092collaborate that is the question do we have to go through their leadership in order to ensure that it's okay they're not breaking any laws or stepping on anybody's toes so in that regard I find this proposal that has has merit and so I am thinking that it could do some good but I the reservation I have is that maybe we will be coming we could become a little just a little bit redundant anybody have a thought on that I've often thought that we should have some sort of legislative committee but I envisioned it more as the trustee or trustees that were on that committee would bring the issues back to the board and then and share issues with the board because there's just so much out there you know we get things from CSV a

093we got things from the city the county so you bring that information back to the board and then we move forward on you know do we want to speak with our legislators do we want to send out a letter or a resolution or do we want to work with CSB a and and speak with one voice there so that's that's how I would envision it and another thing when we do write these letters has to be with the oh the letterhead the district letterhead is that correct thus those little things are probably important but we haven't mentioned it and that's you know and I want to have a letter written I I asked Nalani to write me a letter so I you know might be more work for staff I don't I don't understand how

094we would do it because if we are going to put our names on it or someone in the committee's gonna put their name I'm sure we're gonna have to have some formal stationery of some kind and I like the idea from the county perspective that we sort of has an umbrella and brings us all in there and I'm sure when they write their letter it becomes a an official record of some communication with the legislature I'm just not sure about some of the logistics that go around something like this I support it but there there has to be some things that were not I am not sure of and I don't know how to navigate through it that's where I'm at with it I was going to say what I I think that that there's

095there's merit in a subcommittee like this and and and I appreciate you bringing it forward I just want to make sure that there wouldn't be extra work for first half because they're so so overworked and dealing with so much right now I don't want it to be an extra burden for them well that's what I was thinking could we could we couldn't write that because we're on the board we want you know what I mean that's the that's the issues that I have the little things that matter okay so just for point of clarification business is just an information discussion item and I want to be mindful that we don't wander too far away from the point of this discussion in terms of what I've heard is that the teams that there is support and

096my request would be can we bring this back as an action item so we could actually decide upon who would actually sit upon the ad hoc committee if since there seems to be support and then my thinking would be the ad hoc committee would decide on little things like do we need stationery or a letterhead and then report back while also being mindful of the asks upon staff okay so to highlight two points down on the agenda is our action item for this item okay there we go sorry my apologies it can get a little confusing I know my point was just what you made of it Dana is let's not get into the minutiae to the details and it's fine if you've never done it I did policy and legislative stuff you know as

097a policy me so I'm comfortable with it so it's fine if if some of you don't know it but I think it's absolutely us that need to write it because we are the elected officials the signature on us this is what's gonna make the change for our legislature and I absolutely appreciate what you said president Murray I don't want to burden the staff or cabinet or anyone else you guys have the focus on other things more pressing but I think something that we as an oversight that we can do we can provide it and and again it's it's it's something that I'm willing to look for support for thank you isn't it Marie on the extra mile there there there is no action item for this item tonight I know action I dip it for

098summer start times oh sorry my apologies I knew there was a double one item but I didn't see I know okay one had me frantically looking at wait did I miss it it was right about okay one if you want to put that motion forward I will second okay so yeah my request would be to bring back this item as an action item so we can vote on members like trustee floor as I would be very much so interested in serving on it by second all in favor yes I agree we should do the back as a thank you very much okay so moving forward to action items resolution 20 - 46 for lesbian gay bisexual transgender and queer lgbtq+ Pride Month staff recommends the adoption of resolution number 20 - 46 in support of

0992020 lgbtq+ Pride Month rusty Baker you're on mute hang a captain for three months without doing that now all right I'd like to put forward resolution 20 - 46 for lesbian gay bisexual transgender and queer LT lgbtq+ Pride Month June 1st to June 30th 2023 whereas gays gay and lesbian Pride Month was established in June of 2000 by presidential proclamation and crew to eventually be designated lesbian gay bisexual transgender and queer lgbtq+ Pride Month and whereas this month was chosen as it denotes the anniversary of the protest against unfair discrimination and harassment following that June 1969 police raid John Wall in at gay bar in New York City this year marks the 51st anniversary of an event which was considered a watershed moment in the modern lgbtq+ rights movement in the United States earning national

100attention in this struggle for equality and whereas lgbtq+ Pride Month is a time to take a positive stance against intolerance and violence towards lgbtq+ people demonstrate acceptance peacefully protest and raise political awareness of current issues facing the community encourage inclusiveness and promote their dignity and visibility as a social group and whereas lgbtq+ Pride Month recognizes the contributions and significance of LGBTQ plus private people in promoting equal rights regardless of sexual orientation or gender identity and acknowledges their contributions economically culturally and socially to the development of the United States history awareness california education code section five one two zero four point five specifically calls for instruction in the social sciences to include the study of the role and contributions of lesbian gay bisexual and transgender Americans to the economic political and social development of California and

101the nation with particular emphasis on portraying the role of this group in contemporary society now therefore be it resolved that the South San Francisco Unified School District Board of Trustees hereby recognizes and wishes to honor LGBTQ plus Americans during lgbtq+ pride month regularly passed and adopted this 11th day of June 2020 Madam President I just wanted to thank dr. Moore and Nalani or miss Connelly because I noticed that in our calendar that we did not have a resolution as a school district so I suppose we've talked term or that to bring this forward or I believe we had it at another month but I appreciate you guys bringing it on June so I'm really happy to see this this resolution make it here and for that I moved to - I just had a quick

102question Oh quickly just quickly if somebody could clarify q + what does that mean I that's a new term is somebody gonna explain that one does anybody know it's it's supposed to demonstrate inclusive to include fatigue there are there are many definitions and places so this is make sure we're all inclusive I believe ok all right except that things ii at baker ii did before i do that i also want to mention that in the lgbtq some people refer to the queue as questioning their sexuality so it's great or questioning and be used interchangeably so yes trustee richardson yes vice president florist yes president murray yes motion carries wanted to point out that our supervisor David Canepa also within the County of San Mateo County has issued and you guys can see at this in

103the county website in various all other other social media that there is also an acknowledgement of a progress pride flag which is the new version of the traditional flag which is the white light sorry white light pink and light blue stripes represent transgender and non-binary people and the black and brown stripes also ensure honor memory and inclusion of black and brown people on the pride flag for pride 2020 so that's also another movement alongside this resolution so just wanted to highlight that thank you yeah okay moving on approval of Board of Trustees compensation increase staff recommends the approval of a 2% compensation increase and the continuation of a monthly $100 stipend for mileage expenses as as presented to the board yeah through the chair yes I am wondering if knowing the budget uncertainties that we

104are facing if we would be willing to consider not approving a compensation increase in keeping our current compensation as where it is at for the for the coming 2021 school year sounds good to me I say something similar madam chair I was just I was like least going to table it until we have a budget and we have labor agreements I would actually also like to further propose since we are not traveling for the next time being that we forego the mileage stipend until we start traveling again madam president I also would like to echo my colleagues and look at that because if we all notice we haven't really attended our normal schedule of meetings up and down the peninsula that we normally do or even our monthly school site visits that we do some

105of us did attend the drive-by or garage caravan graduations etc but again that's one mile half a mile that many of us probably drove over two miles and in lieu of the times I really think that we should also consider the mileage and I also want to ask a question to superintendent Moore in regards to this item or connected to this item I want to confirm if the is Arthas or maybe it's dr. Spalding Arthur is the superintendent and also school administrators are they also designated staff that received the monthly mileage stipend increase I can answer part of that even the superintendent's mileage is determined as part of her contract she has a minimum amount which if she exceeds looking for reimbursement for the rest thank you and for the rest of the administrators but

106do they get the increase as well or it's just just for this the proposal for the board the board the trustees I mean do they get an increase question for mr. Spalding if you don't mind holding thank you yes I buy vice president floors yes there is a mileage stipend for various administrators to travel monthly yes okay would they get the same mr. Spaulding would they get the increase like the board would know this this action item is only for the board of trustees there is no nothing for other people for two percent increase and it should be all of $2 is on my understanding 2% out of 100 is that what I'm hearing I don't it's about a dollar difference when you do through the chair I'd like to put it forward that it's

107not just getting the the race of $2 but I'd like to put forward as I think initially trustee linen paper cut to to completely increase this right and our mileage for this coming year and not take it on that I think what everyone's agreeing to or I I think it's in our our the vagueness of the of the report that under the Brown Act we can change the percentages so my proposal is that we keep it frozen I'll take take input whether we want to come back after the budget and labor agreements are settled or not and that I'd further like to propose that we suspend mileage until shelter-in-place is fully lifted I would agree with that I don't know I would like to clarify a little bit more of the time frame because this

108is usually for a year right that we normally get to race or the no please so are we saying we're gonna revisit it I've to my question do we want to revisit it once everything's settled or not by shelter-in-place do we maintain or face five-state face for county face for i you know that's maybe something we need to determine I interpret my I'm willing to you know do it the month after we start doing school visits again because we've got at least a month that we weren't really traveling that it came true I'm willing to put it forth through that for the entire year upcoming year from from this July first children next June 30th I don't know we could change it at this point we need to reschedule it and have a come back

109at another time I reach Ange everything I think we have flexibility in adjusting the amount we've done that before I mean my belief about I'm Dana was here at the time I believe about three or four years ago they originally put a 5% and the teachers only got two point seven so we lowered it to two that at the same meeting how about a compromise proposal that I don't know if it's has staff implications or not that until next year we charge only for actual mileage expenses so like if we drive like two miles and someone wants to put that in for for now they can put get their you know a dollar two or whatever but suspended but the stipend except for actual expenses well way I see it some of us have been

110volunteering with the lunches and we go to some of these sites and I just see it as and I've tried to attend as many within the district events that might not be long-distance at all but I have tried to speak to some of the teachers I just don't I don't know I'm not a big deal for me it's not a big deal I don't feel comfortable in charging the school district a dollar 50 for mileage even right now when gas is super cheap that's just to me it doesn't say I would rather just completely give it we could use that money reinvest and put it to good use put it on I moved to I mean I don't know that's my personal right now I'm gonna vote no on this well we can suspend are

111you asking to suspend it for one year yes I I would say when Sui we can revisit this in the beginning of the year to see if we are back to our old self because the way I see it as I heard that the that there is a vaccine coming by the end of the year so can I don't even know why we're hanging on for so long so then can I make a motion that for the 2021 school year we suspend our 2% compensation increase as well as our $100 monthly mileage stipend and we can revisit and evaluate at the beginning of the 2122 school year I second that rusty Baker yes trustee Luhan yes trustee Richardson yes vice president Flores yes president Murray motion carried we didn't hear your yes president Murray I'm

112sorry yes okay so moving on approval of change in summer board meetings start time enjoy the motion - we had decided that we were gonna try it out for one meeting so June 25th meeting so moved second I do have a question before we go okay and what if what at what happens after the one meeting pilot do we have to have another action item to move it or should we just should we just should we put it as an ongoing line item in the agenda and decide you know what time are we meeting next month I'm actually serious so do you want to add to your motion trustee Luhan sure I can add to my my additional motion would be to add a line item to discuss the summer meeting start time to our

113future agendas if it's just for the summer well Eddie's got agree to a two to the second so yeah thank you I sure yeah second my second trustee demands motion okay all in favor roll call Dusty Baker yes trustee Luhan yes mr. Richardson yes vice president Flores yes president Murray yes motion carried through the chair before you read the next item I'm going to recuse myself turn off my screen and and mute myself because I am an employee of Skyline Community College and definitely have a conflict of interest okay thank you okay next approval of skyline middle college Memorandum of Understanding MOU staff recommends the approval of the skyline middle college MOU for the 2020 2020 2021 academic school with the cost of sixty eight hundred dollars per student as presented to the board any

114questions okay I have a motion I so move second on urine mute and my second roll call rusty Baker yes Kristie Lu Han you're abstaining excuse me that's correct Thank You trustee Richardson yes vice president Flores yes president Murray yes motion carried hitting the spacebar to unmute only works if you're actually in the application okay so next approval of provisional internship permit staff recommends the approval of the provisional internship permit for Marsha Contreras mid to moderate special education teacher to allow this individual to be employed on the basis of the provisional internship permit as presented to the board are there any questions comments motion so moved someone second seconds roll call Kristy Baker yes trustee Luhan yes Jesse Richardson yes vice president Flores yes president Murray yes motion carried okay next approval of behaviorist positions

115and job description staff recommends this the approval of seven behaviorist and job description to support the district students with special needs as presented to the board questions comments for the chair a quick question yes so I definitely appreciate the forward thinking of staff in looking at cost saving measures and also measures that give the district more oversight of staff that work with high-need populations I was just curious about the hiring if someone could speak to the hiring strategy of bringing on seven behaviorists Oh trustee go on so thank you very much and just one we also have a special ed director super niku also but essentially we currently contract out for these services and the approximate would be if we did bring on seven behaviors would be a definitely coughs hazing cost-saving measure of what

116probably we should have just put down is not the number of behaviors because we're going to have to slowly bring on behaviors I don't think we'll be able to fully bring seven behaviors for the 2021 school year I think we'll be lucky if we get a couple behaviors but the anticipation when we're fully ready to go that we have probably approximately seven behaviors whether it's the 2122 school year our twenty to thirty school year and I think directory aku can probably uh articulate but better because we do have an agreement with a service provider for behaviorist currently director yaqoob you know she's not there okay okay there we go she's there um we can't hear you she shows unmuted I'll continue speak this is essentially it was you know really position the Job Description position

117the title of fruit tonight whether we hire one two three or four behaviors for the twenty twenty-one is unknown at this time we not might not be able to hire any behaviors but eventually I think directory coups grand plan of her ideal would be to happen if if everything stays the same seven behaviorists to support us and if that comes to full fruition would say the district approximately three hundred thousand dollars a year no if I may add dr. Spaulding is correct we have over thirty students right now in the district who need a behaviors behaviorist worked and develop our behavior student behaviors plans work with our staff trained our parents part of the role that of the behaviors were coming is dr. koop is going to have the behaviors provide the training or our

118parents are special education Paris some that will be a substantial cost savings right there and we have certain programs in our district that require a behaviorist in the program like our CDI programs so that's part of the reason why we're thinking of seven but exactly like dr. Spalding said it was just at the time that we were looking at this the district had to contract with seven behaviorists through beacon or ysb so we just said hey if we do a change and internalize and build the capacity internally and hire our own behavior as one we think we can provide better service better continuity be more responsive in a more timely fashion nothing against beacon they're doing a great job but they provide support for the entire San Mateo County so that was the rationale so

119as forward-thinking from Miss yaqoob we probably should have liked dr. Spaulding said revised it to two or three not to alarm the board or the public that were going out to hire numerous folks I just want to thank you all for the very comprehensive answer and it definitely makes a lot of sense and so I'm perfectly comfortable I think it's very forward-thinking its cost savings it definitely ensures that long term we provide better support to staff as well as our students and more continuity so thank you all I'm comfortable making a motion a second okay roll call trustee Baker yes trustee Luhan yes trustee Richardson yes vice president Flores yes mr. Murray yes what you carry let's see moving on approval of occupational therapist position and job descriptions description staff recommends the approval of an

120occupational therapist position and job description to support the district students with special needs as presented to the board any questions or comments I have a comment I'll be happy to move this but I also just want to say it's occupational therapists are so so important to to with certain kids on the spectrum I mean we had one I'm really surprised that the district only has one on staff I'm very happy to see some more help in-house because they provide a great service especially with those kids who are we're trying to get some level of Independence so I happily move this motion I will happily second okay roll call trustee Baker yes trustee new Han yes trustee Richardson yes vice president Flores yes president Murray yes motion carried approval physical therapist position and job description staff

121recommends the approval of a physical therapist position and job description to support the district students with special needs as presented to the board I just I had a quick comment that I am happy to see this cadre of professionals that the district has and it was it would be one of the schools that I would want to put my child through if I had needs in any of these fields at these professionals these are medical well trained people that that do a great service to special needs come a student body and I'm just delighted that we have the money to do it and I appreciate the director your coop for bringing it put it together because this is this is makes our district much more attractive to parents and who would like to have maybe

122their kids in our schools and the way I see it we offer so many opportunities to mainstream and this this whole group of therapists is just one more reason why our district is really going it stands out among most that I noticed I mean it's in I'm very pleased with this group and I happily advanced this so so I just want to read something director yaqoob internet where she's not able to she's muted but not muted I don't know but she can't talk so in her chat she says and this is this is so the community knows all roles presented today or in lieu of contractors historically being contracted out to move internally for hire for hire contractors provide great service but having it internally can help provide more effective procedures with internal hired thank

123you and I know dr. Spaulding you already said that but I just wanted to see relay from director Jakub thank you so with that do I have a motion so moved someone else a trustee Richardson can be the first I'll be beside - okay trustee Baker yes trustee Luhan yes Christie Richardson's yes vice president Flores yes president Marie yes motion carry okay okay last of the action items is approval of denial of claims staff recommends the denial of claim and referral to districts insurance character I think carrier I'm subscribed to the board do I have them questions come in do I have a motion so they'll move Shaco hit I second Mina second okay roll call mr. Baker yes just a new home guess Richardson yes vice president Flores yeah president Marie that's motion carried

124thank you hey review future agenda items and meetings any additional attorney questions or I'll go okay I'd like to entertain a discussion in ways perhaps it could be that discussion can be a forming a committee forming a ad hoc group forming some form of new representation with board member representation in being able to learn again it's to learn to listen how our district has partnered with the South San Francisco Police Department and student resource office officers my goal is to be able to understand the need of SROs and be able to see the metrics the data so that this perhaps committee etc what we discuss on can determine and and see if we could indeed focus on a more positive community-based and engaged approach to safety so what I'm calling is for a discussion and

125perhaps an action item on a future agenda on this okay to there is support from the board for this I'd be happy to see a report okay anybody else trustee Luhan dressed trustee Richardson and I'm always comfortable and learning more I value learning as much as I can okay so I don't want just a presentation I want us to be able to discuss it as a as a board to see what action we can come out of it so if it's just a PowerPoint slide saying you know with pictures I want you know actual goals to be able to come out of that agenda item okay um any anybody else have anything sex I'd be comfortable adding that to an agenda so we can discuss okay okay then we have our board director there more

126item I know that we have our equity what is it community forum sorry our community forum coming up in October in lieu of what is happening right now I would like to see if there is appetite from this board to possibly entertain another either A or B my agenda item is to discuss the possible movement of our community forum earlier you'll be able to capture what is happening right now in our society in our lives and be able to propose topics on that um or be able to say maybe we need a second community forum to be added but I want us to take the lead on unbe and engage with our alumni with our students with our community with our parents in that wait till October maybe we need a community forum earlier so

127if I could see if we could have an agenda item on a mat under trustee Flores but I think we had we had been talking with in the city subcommittee about something similar so maybe we can combine those so I just like on this setting the City subcommittee not all of us are allowed can you speak yeah so I would like to as an agenda yeah yeah I understand that I was saying would we if the City subcommittee you're not scheduling an open meeting but I understand what you're saying that okay so do we have interest by everybody to move up me to either move up the the community forum to an earlier time or to add another one at a different time maybe during the summer special item I know that you know we're

128so busy right now - I'm asking to move it right now I'm not asking for action or look updates I'm just asking for that discussion to take place in a future agenda okay do we what is it boy it's not the pleasure of the board so I of this opinion I I think there's that's a good idea however we've got so much on our plate right now it just seems like it would be a distraction at this time when we have to plan for opening our schools and we've got a big task ahead and the staff is - it's really overwhelming I believe just reading on the PowerPoint presentations I'm I'm I just want to be mindful of the staffs time in putting something together like this and I know that it was hard not

129to have the Golden Apple Awards and these things we've had to give up right now I think maybe we could consider it at some point but let's get through this year and see what happens and not divert from that at this time because there's so many moving parts this year we just don't know where we're at okay I just want to warn us of discussing this item since it's not an agenda item yeah I mean I think I I'm fine why don't we come back in two weeks and have it on the agenda room if because there may or may not be a it says element in the meantime that we could discuss then we could bring to the next meeting yes you know I find discussing at a future meeting okay summary of board

130directors gen dice ad hoc subcommittee approval at the June 25th meeting then agendize a discussion on the SROs for possibly July 16th if that's the pleasure of the board and then as far as the discussion that was just surface Pike vice president Flores I would point out that a lot of items are already on the June 24th board agenda if you want to add that as a discussion niolani just for clarification it was trustee Baker that suggested on the next agenda I just said any agenda upcoming agenda July 16th in I say yeah I think if the board is comfortable isn't it Marie and I can look at the balance of the things that we have to discuss and choose an appropriate date so I don't think we need to decide that here mm-hmm thank

131you okay thank you very much niolani good in welfare trustee Baker thank you I mean as usual we're still in the shelter in place so there's not much to report however I did bike out to both the drive-through celebrations at El Camino and South San Francisco high was it the way we quite wanted to honor our graduates but it's it was it was still a fun emotional send-off and way to show pride in our students so you know preparations all recent graduates and hopefully we can honor you properly in the future other than that I've been attending about half the cover 19 call from the county been following it listening in on this county superintendent McGee and her provisions roping schools and you know it's a hard process it's not gonna get too much easier

132in the short term but there's a litigator we're gonna have to make harder decisions based on speculation so look forward to working with you all to to do what we can Thanks thank you trust me no one just a wish too similar to trustee Baker congratulations to all our graduates and then I just want to give a special shout-out to all staffer and community members and students who are engaged in the task force meetings you were tasked with an incredible task deciding or kind of deciding what school looks like for 2021 and we've never planned for this before so I just want to give you kudos I mean just hearing how many meetings you've already engaged in and knowing that there are other districts in San Mateo County that have even had their first task

133force meeting I want to give you huge kudos you've really hit the ground running and so I'm just huge thanks to all of you thank you so much trustee Richardson thank you I just wanted to first of all because I forget I want to congratulate Dana for being the president of the SMC SBA that is a great honor and I didn't want to go without with I almost forgot where it was that she they've been elected as president and I also have this a few things to report where I have been I did attend the two graduations South City High Drive up graduations but and I also went to the afternoon graduation with her bright red robes to El Camino high school and the neat thing about that is that mr. Lunt who is the

134principal at El Camino his daughter is graduating so that was a special moment and he's kind of an interesting person in our district his wife also is I believe a substitute teacher so it's a family affair of that he offers our community as a member of our staff and then I did attend the talent show for our students at bery bery we have so much talent hula-hula dances and this one student I I think he was in the third grade he was playing classical music Mozart of all things and he was so impressive I was just just so proud of that and then I also took a few pictures of the graduating and I want to remind everybody that I sat through some of the county calls and county manager Kelly G was mentioning about

135was it was mention about the teams coming back and what where they are in the shelter in place and we're following the directive from the state and we are not there yet so teams cannot congregate that would be something that would is interesting to our community we're not ready to allow teams back on the fields that was one and that they are also had a lot of businesses that you can visit restaurants now with the six feet difference you can of eat outdoors and so restaurants are not fully operational but they are getting there and basically oh I wanted to mention to parents who come by and pick up lunches we're still going strong starting in June 15 however it would be a change to ELQ to South San Francisco high school they will be

136delivering two days a week the same times for El Camino South City and spruce so those things will be continued throughout the summer and that's about it I think so all I have to report thank you just a vice president learns thank you madam president I also want to give huge congratulations to all our graduating and promoting students during this last four weeks and also to the principals and the staff I saw the amazing videos on social media and on YouTube etc you all went beyond belief of how great and effort you all place together I also want to do acknowledge the real intentional and caring work that the cabinet and dr. Moore are engaging in I really value the time that you guys are are spending on this and I know many of you

137are even working on weekends and that says a lot and I really want to commend you and know that we appreciate the time that you are spending away from your families and and focus on this and being good stewards of a process that we want it to really make sense so I appreciate that because all of you have families and I really value that support staff as well that make all these meeting arrangements and get everyone on zooms and take minutes etc it takes a village even for task forces I have trust me I know and and everyone's creating different what-if scenarios so I appreciate you guys for doing that I also want to congratulate my colleague it's really trailblazing and I'm so proud of this board because you know we are really making leaps

138and waves in terms of representation trustee Lujan now guiding the San Mateo County School Boards Association myself being a delegate for the California School Boards Association I think is the right time to be able to put south san francisco and our amazing district on the map so thank you for stepping up and really taking on this closing i wanna you know state this from a place of kindness and of a place of of also hurt i the first elected Latino male here on this school board in the history of South San Francisco and we're almost in 120 hundred 25 years I believe I'm the second male male of color to sit on this board and following the images that have been broadcasted around the country over the past weeks we've all seen them our nation

139really is in mourning and and we have seen also at a local level with all the rallies and displays of solidarity calling for immediate action and reform because I don't think their protests or you know marches against evil no these are voices that need to be heard this is not a temporary movement or something that will go away but something that truly is here to stay and I applaud the alumni our students are far former residents the youth that are taking shape and true leaders adults that represent South San Francisco I want to also give a shout out and thank you too for the letter that thank you so much for being a voice and for speaking up for being brave to be able to say that and draft that even before there was a

140rally in a a march of solidarity here in South San Francisco I am carrying a heavy heart as I continue to serve on this board during the last few weeks I can tell you that serving our students and the great residents of this city and this school district has reminded me of the great mission that we also have here as a school district but I also want to publicly stand up and condemning the unacceptable and inhumane treatment and the killing of George Floyd and the murder of far too many before him as I mentioned two weeks ago in our board meeting my heart my spirit and my mind are with the black community today and before and with my brothers and sisters of color and the millions of people the justice seekers that continue to

141demonstrate against the murder of George Floyd the murder of Brianna Taylor at her home the video release of the murder of Ahmad Aubry earlier this year and the countless indignities that nameless faces black people suffer on a constant basis including in our sector I myself as a victim of racial profiling and and growing up as a Latino youth also experienced it but the future of our nation rests in the hands of us as elected officials and also in our young kids and teens and of course in our students our district students who are watching the news who are watching us who are watching their social media fees overhearing their parents conversations worrying for the world their city and sometimes even the neighborhoods and coming to us with concerns in their eyes right looking to us

142as a school board for leadership with racist acts we've all seen it national civil unrest combining with a global pandemic our students especially our black and brown scholars they need us today more than ever so I want us to recognize the wounds of systemic racism in the United States that we are all working to heal I appreciate the mentioning of equity time and time again during our discussions today we understand the common denominator of hatred behind those in justices as we seek to besiege and silent those that they feel are oppressing I stand against racism and white supremacy in the United States and here in our district and I wholeheartedly believe that every single person on this panel cabinet superintendent and my colleagues also do as well we stand against police brutality inflicted on the

143black community and our any person of color as I myself like I mentioned have been a victim as well but what I want to say tonight is that I am compelled to confront the racism and I want all of us to join together and in beating these in justices that threatens the life of so many in our community so I call on each of you my board members and ask that we continue to stand up speak out take actions that policy just like mr. Yano spoke up today and let's let's really guide the direction and fight for a better world for our scholars here in South San Francisco and to those that are listening out there and that want to hear you know shiny things that everyone is saying out in the media I ask

144you to take pause and to join me and let's continue being leaders together working together to dismantle the oppressive systems and the immoral acts of those that harm our families of colors and friends in this district so in closing I just want to say that for my part I remain committed wholeheartedly to the mission of our district and the collective act that we as a board have taken to promote equity for our youth in the world that they live in we have passed in unified on an equity definition and I look forward to continuing that dialogue and being able to show it and and and really highlight it to the rest of our families or parents and our students I vow as we move into an the upcoming school year to stand in solidarity in

145support of basic human dignity and against systemic racism we have to say against systemic racism against violence against discrimination of any kind and yes black lives will forever matter see saputo si se puede we see Sepultura thank you madam president for this time sorry thank you very much I don't think there's much more that we can say follow that up and I appreciate it thank you so tonight we're a journey our meeting in in honor of Shirley Hoke a former SSF USD board member who passed away at her home in Washington State on June 3rd of cancer mrs. Hoke served as a trustee for 24 years until retiring in 2014 she is survived by five children and grandchildren and many of her grandchildren have attended district schools she served on the board fairly recently 2014

146and I just want to say that that she was an inspiration for me she was she was hard sometimes but and and we didn't always agree but but she was she was passionate and committed and she always told me from the time I met her hurt her granddaughter went to school with went to Monte Verde with my daughter Monte Verde in Westborough and and so I've known her for many many years and and having attended many board meetings we we actually spoke quite often and as I said we didn't always agree but but she was pretty amazing she was smart and put the put a lot of hard work into everything that she did for it for the school district and she always said that she wanted me to take her place on the board

147and it didn't happen in 2014 but it did eventually happen I guess so it was it's it's with great sadness that that I mourn her passing and I'd like to to adjourn the meeting in her honor meeting adjourned thank you bye-bye
