Clerk Patrick Martin, present. Trustee Donald Daener, present. Trustee Isabelle Perez, present. Trustee Kennetha Stevens, present. Trustee Frank C. Silva, present. Thank you. Um, Miss Kiana Labau and Mr. Jackson Brooks, our student representatives, are absent. Thank you. Okay, great. Thank you. Um, so, um, we will go ahead and skip over item 1.3 since our student representatives are missed today. We'll move on to item 1.4, student honore Jocelyn Lopez, and uh, presented by is principal. No, actually, yeah, Mr. Morgan. No, not here from outside. Morgan, sorry. They're here, right? Do we have someone that can introduce um Miss Lopez? No, that's not her. No, or they're not. They
might not be here yet. So, maybe we can um we can go ahead and skip item 1.4 for now. Um we'll move on to item 1.5, oral suggestions regarding open session agenda items in section one and close session. Individual speakers shall be allowed three minutes to address the board. The board shall limit the total time for public input on each item to 20 minutes. Trustees, we currently have one common card for item 1.5. Common card is from Jazz and Procrete together. Thank you. Um, hey everyone. My name is Jess Carr. You guys can also call me Jazz. And my name is Priy Bardwatch. You guys have seen me. Um, right here we're representing SECA FNL. FNL is called Friday Night Live. It is a club that promotes um positive development, leadership, underage drug prevention. We
create campaigns that address local issues, create change. This is one of the campaigns that we will be leading. It is an underage cannabis campaign. It is called We will be hosting a town hall on April 22nd on Wednesday. It is called Clear the Air. We also have it's a free event. We have conducted a survey that said that 7.3% of high schoolers have consumed alcohol and consumed cannabis underage. And we also h saw that 33 33% of high school students do not get any information about cannabis. And uh this isn't just related to Stockton. This is a widespread California issue. Um through uh surveys done by the California Youth Council, we've seen that a majority of students do not know where to turn when it comes to uh cannabis use or getting help in terms
of uh dealing with cannabis. And then on top of that, local ordinances aren't regulated uh to the extent that they should be. Uh this can be seen on uh resources like getting it right from the start, which releases scorecards uh based on each jurisdictions's um you know, cannabis uh ordinances. And so what we want to do with this town hall is we want to educate uh as SECA FNL, we have uh gone to the uh youth summit for Friday Night Live down in Anaheim. We have also presented to schools across the district. We presented to McKinley uh last year, this year as well, and then we plan to present to Cleveland Elementary uh near the end of the year. So, uh what this town hall is is an extension of that. We want to be
able to extend the education that we've been providing on cannabis use, youth cannabis, how they can prevent uh youth use. uh and we will have panelists uh you know experts in their field speaking on uh usage very localized to Stockton. And so through this we hope we can help Stockton youth find an avenue to prevent cannabis usage and parents as well. We we hope that we would be able to educate parents and anyone else that's interested on how we can help support our youth in preventing cannabis usage. Thank you. Thank you. This concludes comment cards for item 1.5. Thank you. Okay, moving on to item 1.6, public employee discipline dismissal release. Do we have any cases? We do not. Okay, moving on. Do we need a motion to move it to uh when we return from close session? If we could do it on the order of agenda when we return. When we return. Okay, sounds good. Okay. Well, the time is 4:08. I'll go ahead and close recess to close session. I can hear the rumble coming from the sky. I can see the train coming straight down the line. I can

I do have a statement I'd like
to read. Stockton Unified School District is aware that questions have been raised regarding whether the name of Cesar Chavez High School will be changed following recent allegations concerning Cesar Chavez. The allegations are deeply troubling. Should a name change be considered, the district would follow established board policy, which includes forming a citizens advisory committee and holding a public hearing to ensure community members have the opportunity to share perspectives. Our superintendent, Dr. Michelle Rodriguez, emphasizes the importance of thoughtful community engagement in any future decision. As she has added, "Our schools reflect the values and voices of our community. It is essential that we approach this conversation with care, respect, and a shared commitment to one another. The fight for farm worker rights and the dignity of working families remains vital and must continue with resolve, fairness, and
compassion. And I also want to add that as a community, we will take the time to reflect and support one another and move forward together with care and understanding. The district remains committed to a transparent and inclusive process. Stockton Unified School District also continues to honor the contributions of labor leaders, including through Dolores Wera Elementary School. In alignment with board policy, school names must be unique and may not be duplicated across the district. In support of farmworker families and the broader community, our district's migrant parent advisory committee in partnership with our language development department will host a family conference this Saturday, March 28th, from 8:30 to 2:00 p.m. at Franklin High School. The event will include resource booths, breakfast, workshops, and student performances. And we do welcome the public to attend and to continue to
support our community. Thank you. We'll move on to item 5.1, oral suggestions regarding open session. Abby will announce the number of public comments and request each person to provide their public comment in the order they were received. Trustees, we currently have three common cards. Um, however, they are for item 8.1, and we'll address those comment cards when we get to to that item. Thank you. Okay. Item 5.2, oral suggestions and comments from the community regarding non-aggenda items. Individual speakers shall be allowed three minutes to address the board. The board shall limit the total time for public input to 20 minutes. Trustees, we currently have seven common cards for item 5.2. First common card is from Anelles Cortez regarding Franklin High School. Okay. Mitch Rodriguez. for analyze. Franklin High School. investig. Jennifer Brown. Secret. Superintendent Franklin.
Jesus. Franklin The Stockton Unified School District is not responding to my complaints. The constituent service office has been slow to respond, claiming that an investigation is underway. However, they have approved agendas that violate my request. They have also allowed my physical and mental well-being to be compromised and I am still suffering as a result. The atmosphere has become hostile and unbearable. I was afraid because two employees, Mrs. Solis and Misali had calmed down, but they brought in they brought in Jennifer Brown, who also yells and argues and has gotten into a fight with the new secretary. Today, I left the meeting because she, Jennifer, sat next to me to intimidate me. I'm afraid of her because she's mean when she speaks. I ask that you provide a friendly and safe environment during meetings. Please also
provide a resolution to my complaint and respond to the order to the other three complaints that I voiced previously. Superintendent and Mr. Casey Clappenbach. This is for especially for both of you at Franklin. There is a conspiracy to misuse funds at the expense of the IB students which includes my children. It is unacceptable that comments within the school site council meetings have been deleted at the request of a community member, Mr. Jesus Garcia. I urge you to be aware and clean up Franklin's mismanagement. I do not want to be heard any further by Franklin's staff. Mr. Brown has threatened to incriminate all of us. This aggression must not continue. Listen to me before it is too late. I hold you all responsible if something happens. Thank you so much. Thank you. Next comment card is
from Laura Duran regarding Franklin High School. Good afternoon. I want to talk about an incident that happened on March 10, 2026 during the schoolside council meeting. At the March 10, 2026 schoolside council meeting at Franklin High School, I experienced I experienced a conduct that no parent or community member should ever face while participating in a public school process. I am a deeply concerned that this pattern of intimidation has escalated. During this meeting, the teacher representative Jennifer Brown attempted to silence me by stating that she could at any time claim that I was yelling and filed a police report against me, accusing me of her crime. That statement was not only inappropriate, it was intimidating and clearly meant to discourage my participation. I came to that meeting to engage, to be heard, and to contribute as
a parent, but instead I was made to feel unsafe and targeted. No one no one should have to worry about being falsely accused or threatened with the law enforcement simply simply for speaking in a school meeting. When intimidation escalates to this level, it creates a chilling effect that discourages families from participating and undermines the purpose of the schools I council. I am asking for accountability for respectful and safe participation for all and for assurance that no one else will be subject to intimidation for using their voice. This is not new. people like me, people from minorities, brown people, Hispanics especially, we've been threatened by by accusing us of crimes that we never committed just to keep a silence. This is not news and this is being used here at SUSD. You must act and you
must act quickly. Next common card is from Rosel Va Nunees regarding Franklin High School. Okay. Okay. So I'm the interpreter um and Miss Roselva has asked to present her part first and then I will proceed with the translation in English. Okay. Fore Hi, my name is Roselva and I want to talk about two different topics about Franklin School where my children attend. The first topic is music expenses. I have seen that students make an effort to work like selling some things to have funds for what they need and I mean in the area of music. I know because my children are taking music classes and other areas and outings that they do when they do not have money precisely for student expenses. The second topic is about Franklin's IB program. When I went to Franklin,
Miss Sally assisted me and she told me that there was a program if my daughter wanted to leave IB because IB makes money for each student, which is why IB does not want children to leave. Thank you. Next common card is from Delia Tafoya regarding concern regarding documentation following incident at school. Uh good evening members of the board of education of Stockton Unified School District. My name is Elliot Tafoya. Um I am the parental and full custodian of my daughter Gabriella Tafoya who is now um transitional kindergarten student at August Elementary School. I am here today because I has brought to my attention there's a certain concern regarding documentation. Um following the incident that took place on March 10. My daughter um father attempted to remove u my child from school. Um, I was aware
that she was not she they wouldn't they didn't release her to him, but I attempted to have some type of documentation regarding the incident and I was denied of that because as the director or principal, Miss Kapala stated, uh, the staff did not feel safe to do so. to me. I understand that people may feel a certain way about certain uh requirements, yet I know that those documentation exist. So therefore I'm requesting that respectfully to clarify why is it that the school's not doing those certain um specific situations also because there was a prior incident back in pack school where my daughter was actually um having a restraining order in place also myself and the father was not only uh welcome into the school but he was also given authority to sign IEP documentation that
I only have the legal authority to do. So I would like for you guys to please take a good look at what is happening in our schools and why is it that these situations are happening and it should not be a a difficult situation for us as parents for it is our right to have some type of documentations of these incidents. I did not file any report against the school. I did not had the um teacher back at that time or even the principal Mr. Davila uh face any consequences but I do want to have a good relationship with school a good relationship with all of you guys so that we can also have our rights not only for ourselves as parents but also especially for our kids. Um also I want to speak about
another incident regarding on March 13 where um a school council was held without knowledge of anyone at August Elementary School. Uh this was no notification. We even requested when was this going to take place which the answer was only the principal Kapala is able to give us that information and it was just as it was so because the only way we can get information about that meeting was through an email via Miss Kapala. So the fact that we are not being included we also don't have a PTO. we don't have really anything that we can really as a community be part of the school and I would like for those things to change. Uh thank you so much for your time. Thank you. Next comment card is from Dr. Audra Stance regarding proposal for youth
mental health services for SUSD. Hello everybody. On a positive note here, let me fix the mic. Um I am Dr. stands and I have a leading podcast in the Bay Area. Um something that I wanted to bring to Stockton Unified School District in regards to mental health services. Um the need out here is extremely high. Um, I own 50 transitional housing programs for you guys youth out here. And I would love to present a live radio broadcast and podcast program that is sponsored um and designed for students for real world experiences in journalism, medium production, live broadcasting, and civic dialogue. Um, I think that this program will assist you guys in just kind of working with you guys youth um in high schools and middle schools. And um I definitely want to also ask how
do I get on a calendar so I can present that because I tried to ask several people and it is pretty tough out here to figure it out as opposed to the Bay Area. So it's just a program that I really wanted to bring forth to you guys and just present my proposal. I think this is a question and statement. Ask question. You can't ask questions. Question. Okay. Got he's in my ear so I can't ask. So yeah, that's what I have. So maybe I can leave the proposal in the front or something for somebody. I emailed all of you. Um I haven't got a response. So if somebody can contact me, that'll be great. Thank you. Abby, can you take her proposal? Thank you. Thank you. Next comment card is from Marwa Herrera regarding
teacher misconduct. Uh my name is Marina. Sorry. My name is Marina Herrera. Um, my daughter attends Franklin High School and on March 6th, we made a police report with the Stockton Unified PD because Ronald Tankersley, the teacher there at that school, has been grooming my daughter for the past 3 years. This past year has been even worse. Um, we had a meeting yesterday with Miss Solis and um, when this happened the following Monday, I had contacted her counselor um, Miss Torres. And Miss Torres, she downplayed the whole situation. This man is still at work. He's not on administrative leave. You guys have had notice of this. I have been in contact with the police uh the Stockton Unified Police today and the sergeant said that it is not a criminal matter. That is an HR
matter. We are here to protect our kids. This is an authorative figure. He's still at this school and their resolution was wait two weeks till the report comes out and we'll walk her to her room. That is not acceptable. We are not punishing no victims here. We need to make a change because no kid should have to finish school like this being afraid and physically be sick because she has to see him or even hear him. This is abuse within this school system and she has to see this man. This is not right and my daughter needs some kind of justice. She was a victim and a survivor of sexual abuse and he knew it. For three years she would cry to him. Did I ever get a phone call from him? Not one time.
Did he ever contact our counselor? Not one time. That is unacceptable. My daughter was very vulnerable and selfharming. He knew about this and said nothing. Instead, what does he do? He gives her his personal number, a Google number that he wrote no name on and told her it was a secret and that she was special to even get it. We are not doing this anymore. We need some action done. We are here to protect our children in this school and to make it safe for them. She is missing school. She just got on honor roll. First time in her life. This is not acceptable and we should not sit here and watch my daughter get physically sick because she has to go to school. And for them to say that we'll have a chaperone take
you to your classes while he gets to walk free and roam the halls and laugh. Not acceptable. Please do something about this administrative leave. Thank you. Next comment card is from Elena Herrera regarding teacher misconduct. Hi, I am a student at Franklin High School and recently I reported a incident that happened at the school for 3 years by the teacher named Ronald Tankersley. Um, he has been grooming me and making inappropriate jokes and he has been I'm sorry. He has been really weird, making me feel really uncomfortable. He always says I love you to me. Um, he would always take me into his his office to have me talk about life. He would close the curtains. He made a inappropriate joke about a fidget toy in front of me and my friend and that was
reported. He touched my my behind, my my bottom, and he said that he never likes giving girls full hugs because of their chest problem. Well, last year around April, he started giving me full hugs. Tight full hugs that would be really tight and his neck would be in the crook of my or his face would be in the crook of my neck. I felt his breath and he would put his hand on my waist and my bottom. Not only that, he complimented my hips, my thighs, and my face saying that I looked really gorgeous. He called me my love. He called me pet names and I don't feel safe at Franklin no more. They want to do this whole investigation while I'm at school fearing for my life because this man is he got nothing.
He's there laughing, having fun, being a teacher while I'm over here having to avoid him. Why should I, the victim, avoid the perpetrator? So, I want you guys to do something about this because I want justice. This happened since I was a freshman. I was in his class and he started taking me in under his wing and saying that I was his special student and that I meant a lot to him. And he would always have this flirtatious tone in his voice when he looked at me. He gave me gifts. He gave me this flower pot that was a little dinosaur that he's never given. He told me that it was because I was special and that I meant a lot to him. Imagine if you had kids and your child is being groomed and
talked to inappropriately by this teacher that you're supposed to trust. Trustees, this concludes comment cards for item 5.2. Thank you. Um, item 6.1. Sorry, just just a moment. Is there one of our clinicians that could walk out and check on our student? This is one of our students. Is there someone that could walk out and check on her? Thank you so much, Miss Coleman. Thank you, Trusty Stevens. Item 6.1, approval of consent items. Abby will read the oral announcement. Does any trust I apologize. Um I do want to um before um we want to um we are we have a request to pull item 6.111. So this would be um approval of a consent items with the request to pull item 6.111. And thank you Abby. You can read the oral announcement now. Thank you.
Does any trustee have any item they would like removed for separate consideration as an action item? After any items are removed for separate consideration, there will be a vote on the consent items without any discussion. Okay. Hearing none. Uh do we have a motion and a second for item 6.1? Yeah, sure. I uh I move to approve the consent calendar with the exception of item 6.11. A second. Thank you. You have a first and a second. Any further discussion? Okay. Hearing none. Roll call vote, please. President Cologne. Yes. Vice President Priest, yes. Clerk Martin, yes. Trusty Daire, yes. Trusty Perez, yes. Trusty Stevens, she just stepped out. Oh, Trusty Silva, yes. Motion passes 6 to1 with Trusty Stevens being absent. Thank you. We will um move on to item 6 point I'm sorry 8.1. Okay.
One moment for Okay. Um item 8.1, public hearing for the charter petition renewal for Night Andale Charter School. Um before I get started, is my PowerPoint going to be shown? It's coming. I apologize. I do need to do this officially. Thank you. So, we will now open the public hearing. and we will hear our staff report and we do have um everyone does have their PowerPoint um presentation. Okay. Good afternoon esteemed members of the SUSD Board of Education, Superintendent Dr. Rodriguez, President of the Board Sophia Cologne, our area 2 trustee Patrick Martin, and other board members trustees. Your leadership and dedication to our district are truly appreciated. Thank you for the opportunity to speak today. My name is Myra Machuka and I am the principal at Nightingale Charter School. I am here today to discuss
Night Andal's renewal proposal, who we are, what we offer, and to give an understanding of how far we have come. Today I will be pre presenting information regarding Nightingale Charter and its continuence as a charter school which I believe is crucial for the success of our district and our students especially our students on the south side of Stockton. Nightingale Charter seeks renewal for the term July 1st, 2026 to June 30th, 2031 to continue enhancing educational opportunities to students in preK to 8th grade within the south side of Stockton. The proposed intent of the charter was and is to provide a unique experience through project-based learning to students in the area. When we think about the history of Night Andale Charter School, um we have some logistical facts such as it was um constructed in 1955
and it actually joined SUSD in 1962. But one thing I would like to point out is that after being ranked 42nd school out of 42 schools in SUSD persistently low achieving in 2010, the school underwent significant reforms starting in 2011. The biggest of these changes was rebuilding our school as a PBL focused charter school. Now, it must be said that we are completely different school than we were prior to 2011. With the assistance of Qua SIG, the school improvement grant, and the transition to a dependent charter school, we are now at a place where staff and students enjoy coming every day. Now, we service our student population and needs. Nightale Charter School services approximately 380 to 420 students from preK to 8th grade. Our d our diverse population faces significant obstacles impacting their educational experience.
Language barriers and high rates of poverty are two of the most significant factors hindering our scholars. Before we move forward, it is important to emphasize and shed light to the fact that we as a school have always intended to be a safe school that can provide a unique experience for Southside students in our specific area through projectbased learning. At Nightingale, we have a mission statement. It is that night andale charter will cultivate outstanding wise leaders and scholars prepared for career college and beyond through projectbased learning and 21st century skill. We have the desire to ensure that our students be outstanding, outstanding citizens and outstanding in who they are as humans as well as be wise, make smart choices and smart goals. To always be leaders who have integrity and strive for improvement, as well as
be scholars, high achieving individuals continuously in search for new knowledge. As a project-based learning school, we have the model of project-based learning. Night andale charter um is rooted deep in this. The student centered inquiry practice allows students to engage deeply with researching real world issues and fostering critical thinking, collaboration, and creativity. This process results in meaningful public presentations of their knowledge. Projects such as intermediate projects of how to design a colony that can sustain life on a planet is crosscurricularly infused with math and argumentative and justifications to support their findings. Our primary classes can be found discussing and learning about worms and how their function and contribution to this world impacts our world and as well as SEL PBLS that are created on creating, teaching and maintaining and fostering the need for buddy benches all
within our school. At Nightgale Charter, we support diverse learning needs um using the MTSS multi-tered systems of support tailored to interventions interventions both for struggling and advanced learners. In addition, teachers receive training in neurodyiversity and trauma-informed practices to support students social emotional needs. This professional development is attended by all and allows teachers to implement instructional strategies that strengthen executive functioning skills, organization, planning, and self-re regulation to support student success. All which we have seen is a great need after our pandemic. The overall view of our school's instructional model is to continue and maintain the PBL, the PLC's, excuse me, and standard alignment, collaborative planning aligned to California standards. the UDL design to ensure that we are being inclusive, accessible learning for all students and ensuring that they have that learning avid integration, college and career
readiness across the grade levels and datadriven instruction assessment guide um assessments guide and teaching and intervention. PBL and academic conferences are real world learning and ongoing progress monitoring not only for students but for staff with the focus to continue improving always. Now here you will see this is our success journey. As you can see in the rearview mirrors nightingale has been ranked and was ranked the last school in SUSD 42 out of 42. Not a very great place to be. And that was prior to 2011. We are now ranked 19th and 21st for ELA and math amongst SUSD schools. Yes, we are in the middle and we will continue to rise. This was not this was not accomplished by servicing different students because we became a charter. We continue to service the same student population
and demographics as before our charter status, servicing generations and generations of families. As you can see, we keep our sight set on success up ahead, always looking forward. Another notable achievement is that we have ramp recognition this year. So our school has ramped this year. So we are recognized by the AXA model program designation for American school counselor associations. What does that mean? Well, it just means that our small mighty school has been able to have a counseling program that meet national standards. Not only that, we make sure our services are datadriven and focused on student outcomes, that they support their academic success, college and career readiness and social emotional development. And it really matters. It really does because what happens is we are demonstrating highquality student support systems. It shows accountability and measurable impact
on student success. Now, we continue to analyze and adjust to give our scholars what they need. Always keeping owls in the front in the forefront of what we do and the the decisions we make day in and day out. The impact of continuing um Night and Gal's charter is that renewing our charter ensures that we will continue to integrate with SUSD um preserving resources, maintaining the staff and supporting local educational initiatives while enhancing student learning through flexible resource uh allocation and that is extremely important because we are a part of you. We are SUSD and we are proud to be SUSD and will always be proud. Last but not least, we continue to have an impact on um on increasing student achievement where we make sure we have clear, measurable outcomes aligned to the state
standards and ensuring effective datadriven instruction, continuous improvement, improvement and learning experiences. Now, our enrollment has been pretty steady between 385 students to 401. That is a reflection of our strong family retention and community trust while ensuring a focus on sustaining and maintaining our program for quality and support. Our school is a school that will and continue to serve generations of family. So, I know that is my time. Do you want to wrap it up? Can I? This is the last slide. Yes. Thank you. Okay. And so our Y which we always say why Y because we are the L's. And so basically Ninale Charter is dedicated to cultivating outstanding wise leaders and scholars that hoot. Okay. We help others. We help solve problems. We owe own our choices and our learning experiences. We owe offer
kindness, help and solution. And we t try always try our best and try again. So night and gal charter is dedicated to cultivating outstanding wise scholars and leaders and scholars that who sorry. So we all pledge. We make mistakes so we can learn. We learn so we can succeed. We succeed so we can help others. We are proud to be a night and al outstanding wise leaders and scholars and of course Southside strong. Thank you. Thank you. Thank you. Thank you very much for your presentation. Um do we have a staff report? Thank you, Mr. Pford. Good evening. No, this is just the first public hearing where we hear a presentation from uh Nightingale and anybody who would like to make comment to gauge public interest. At the next one in May, then we will
have the staff report with uh the resolution for a vote. Thank you. Great. Thank you so much. So, do we have uh public testimony? Trustees, we have three comment cards for item 8.1. First comment card is from Barbara Cassie Merrill. Good evening. Thank you for your time. Uh my name is Barbara Casemiro and I've been teaching in the district for 19 years. I was hired during the time of layoff. So I've been to different schools and taught many different grades, almost all of them. Actually, I'm only missing one and two. Um I was placed at night and gal in 2009 before it was a charter. I was a part of that initial fight to make it a charter actually. Um and then left due to layoffs. Anyway, it was a difficult school and many students
were disrespectful. Parent involvement was minimal and substitutes didn't want to come to what they called nightmare. I interviewed in uh to return to Nightingale in 2019 after the charter had been in place for some time. The climate and culture has completely changed. The students are kind. The parents apologize when they can't make it to a meeting or event. And learning is always a priority. I teach seventh grade and substitutes always leave wonderful notes about their day in my classroom. And they return a number of times to visit other classrooms because they enjoy our school so much. Our felt team, which is the family engagement team, attempts to host family events every month. April 16th is art night. if you'd like to join us. Um we host NAT a few times a year and that's an
opportunity for us to teach parents how to help their children learn important skills so they could support us at home. Um we teach the curriculum through PBL to help students connect their learning to the world around them. And we have multiple PLTW courses um for our middle school elective courses. We like every school can definitely improve in some areas, but the change from 2009 to 2019 is nothing less than amazing. We need our charter to continue as we strive to make progress with students and work to create outstanding wise leaders and scholars. Thank you. Next comment card is from Satari Sandival Nera. Good afternoon board members, administrators, staff, parents, teachers, and my fellow students. My name is Satarees Sandovala. I'm in seventh grade, and this is my second year at Nalinga Chatter. These two minutes
that I had to talk are not enough to express why Nalinga is more than just a building for me. When I first walked through the doors on my school, I knew it was not going to be easy for me. I did not speak English well or I didn't know how to communicate with my peers and teachers. On my first day, I went to the wrong class. But the next day there, I was I was trying my best. That year was not the best, but this year has been different. It has been life challenging. I will never forget Miss Tan, Miss Camero, and Mr. Sora. Miss Juan has been teaching me math. She studies and EL and EL. I learned from her that I always need to believe in myself and never give up by making
learning easy for me and and telling me almost every day that I can do it. Miss Casemiro has been the reason why I think Ninguel is a great place. I learned from her that even though life gave us hard challenges, uh the best way to make it is by always smiling, trying our best and never giving up. Mr. Sora is my PE teacher and he showed me that life is like an esport. If you try and practice, everything will end up great. I know I didn't mention her at the beginning, but Ma is one of our jar duties and she's always there for me. She showed me that there will be always someone that is there for you in the bad and good moments. This year I joined plus something I have learned is that
helping others is the best way to make yourself happy. In this club students have great experiences and events. We are working on our project right now and helping others understand what ours stands for. My school may need some changes, but even though it's not perfect, it is a great place. Not just for me, also for my f fellow classmates. For example, the lunch menu is not the best and it causes many stomach problems. Um, the fans at the front of the school are not safe at all, especially for the little kindergartens. someone can easily go in and harm them or these kids can uh cross over over. My biggest problem would be the sidewalks. I have I haven't even been myself and I'm sure that many people are going like in 15 miles per hour
instead of going um lower than that. Uh that is not safe at all. Maybe u make better by putting bumpers so cars can stop. uh we can res reduce the changes of a high accident. Today standing here I realized that without Ningo I would miss. Thank you so much though. We can we can allow her to wrap up. Do you want to wrap up? Thank you. I would not have made all my friends and teachers. I would not know all my that I know right now. And in conclusion, Ninga is not just a building. It's also a place where many students can learn. Many people see as a safe place and even at home. An island go to never give up. Always see the positive side of everything and there will be always something that
you are good at. And even if you're not, remember to never give up because at the end of the day, everything will work well. Thank you. Next common card is from Maria Abigail and Realel Nia. Coming up together. Good evening to our board members. My name is Riya Ramirez Ladenho, a grade eight student under the supervision of Mr. Schffer and Miss Dukes. I am Maria Abigail M. Ramirez Laeno, mother of Ral Nissaya and three other 19 gale students. Alden Ro perpetual graduate of 2020 class Gildan grade seven under Miss Tuon and Miss Casemiro Bead Pasco grade six under Miss Phelps and Miss Hash. A pleasant evening to our distinguished guest. We are very much honored and privileged to be standing here before you this evening. Thank you very much for your precious time. So, Nangel
Charter not only helped me achieve excellence academically but also helped me to be a well-rounded student by being involved in extracurricular activities like different sports contests and healthy fun and challenging interchool competitions. Much appreci much appreciation to our ever supportive knowledge and kind mentors to our beloved dedicated and hands-on principal and assistant principal Miss Matuka and Miss her. Um to our approach well to our approachable accommodating and hardworking staff personnel and housekeepers. Thank you all very much. Learning in a safe environment like Nangingale Charter is not just being about being well equipped materially, but most importantly maintaining high standards of education, fostering positive relationships between staff and students, and encouraging parental and community involvement. Nangill Charter continues to promote respect, trust, communication, and teamwork. Our school maintains smaller size classes with a student teacher ratio
of approximately 24:1. around 18 full-time teachers and one counselor. Having this said, Nightingale Charter assures our dear parents that each and every one of us will receive quality education and a good learning experience. Coming from a different country and background in 2006, Nightingale Charter embraced inclusivity. Although the students came from diverse socio, economic and ethnic backgrounds, Nightingale Charter opened up each and every opportunity to all of my four children from kindergarten up to grade 8. Nightingale Charter always encourages parent involvement by conducting meetings and activities like parent coffee hour, garden club, back to school night, fall festival, trimester awards ceremony, nightingale academic team meetings among so many others. Uh as a student here at Nangingale Charter, I always feel well supported, heard and valued by my teachers and peers. Motivation to succeed and student empowerment
are always encouraged at NIL Charter. We as parents and the families as a whole are always kept involved and constantly updated in our children's school performance and activities not just through meetings but also using the educational platforms like class dojo time Miss Maria Abigail. Thank you. Oh, I I I thought mom combination of two or it it's only one. It's almost done now. We'll wrap it up in a few seconds left. Okay. Uh thus helping the students learn and grow holistically. The Nightingale charter made a real difference in our children's education. Because of all these different educational strategies with the help of the relentless and tireless efforts of humility, I mean efforts of our teachers and staff, we as parents, Maria and Raldan, with immense pride and deep humility. Kindly, please allow us to share
with you that our four children are consistent honor students and recipients of the very prestigious award, the Hazelton Award. We are forever grateful to Nightingale Charter for being the strong foundation and inspiration of our children's future. We respectfully ask our dear board members kindly please renew Nightingale Charter to fulfill and continue their mission of cultivating the younger generation. Jen Alpha and the future generations to come. Be prepared for college careers and beyond through project-based learning and 21st century skills. I am proud to be an owl. Outstanding wise leaders and scholars. And I am proud to be an owl mom. Thank you very much. We thank you all very much. Thank you all very much. Trustees, this concludes comment cards for item 8.1. Thank you. Okay, great. Thank you. Do we have any trustee comments? See?
Okay. Oh, I'll comment. Sure. So, I just say I am an honorary owl, Miss Mchuka. So, I was actually the organizer who worked with these teachers to ensure that Nightingale became a charter school many, many moons ago. So, it is great to see you all still doing great work. Looking forward to more great work um in the future and if available, I'll be by to see you on the 16th. So, yeah, I'm an owl. All I got to say is I am honored to be your trustee. So, you guys continue to continue to do the great work. I can't say what I really want to say, but Southside Okay, great. Well, thank you so much. Um, that concludes a public hearing. All right. So, we will now move on to item 9.1, approval of second
reading for board policy and administrative regulation 5141, healthc care and emergencies. Do we have a motion? Motion to approve. Uh, do you want to give them just a second to clear out? Okay, we have a motion. Do we have a second? I'll second Stevens. Thank you. Any discussion? Right. Hearing none. Roll call vote, please. President Cologne, yes. Vice President Priest, yes. Clerk Martin, yes. Trusty Daire, yes. Trusty Perez, yes. Trustee Stevens, yes. Trustee Silva, yes. Motion passes unanimously. Item 9.2, Two, approval of second reading for board policy and administrative regulations. Regulation 5141.31 immunization. Is there a motion? I'll make the motion to approve. I'll second. Okay. Any discussion hearing? None. Roll call vote, please. President Cologne, yes. Vice President Priest, yes. Clerk Martin, yes. Trustee Daire, yes. Trustee Perez, yes. Trustee Stevens, yes. Trusty Silva,
yes. Motion passes unanimously. Item 9.3, approval of a second read, board policy 6146.1, high school requirements, special education. Is there a motion? Motion to approve. I'll second. Any discussion? Uh I I have a question regarding section D retroactive um diplomas. Is there somebody presenting? Is Mr. Beerman here or Casey? Are you? So Mr. Beerman is not here tonight, but u Miss Gina Ming can speak to the item from special education. She's been working closely with Mr. Beerman on this. Okay, sounds good. So my question is just how will former students know um that they can retroactively receive their diploma if they met all of the requirements? Like is there an announcement? How how would a former student be aware? So the retroactive part doesn't necessarily apply specifically to special education students. So I need to
reread that myself. Not for special ed. This is for just gymn. It's not it's not special ed. U Mr. Clapping back the retroactive part of the the board policy. Yeah. It's not for sped. It's for general ed. So can if you can repeat the question one more time for me. So students Yeah. So students who did not pass the um the Casey if they met all the requirements right it states that they can get their diploma uh for specific years. How will a student know if this applies to them? So, if I was a former student and I didn't pass to Casey, but I met all of the other requirements, how do I know that I could receive my diploma? Because remember, students didn't receive it if they didn't pass the high school college, I
mean, high school um exit exam. Okay. So, this is a past practice this piece. So, it would actually be I know past practice talking to Dr. Ramirez. We posted it on our district website for them. Okay. So, that's the only way. if I don't go to the website, I would never know that I could receive my diploma. So, in the past, we've done a couple of different things. We've posted on our website. Um, we've reached out to families. Um, I can't uh I'd have to jog my memory, but there were a different variety of ways that we were reaching out to those folks. So, um, we could definitely work with our counselors and our site administrators to figure out what that would look like and get input from the folks that were involved in the
past. But I do recall we did a variety of different things. Um, and we did get uh quite a bit of folks coming in to asking for their diplomas. Do you have a data that shows any outstanding diplomas? Um, we could probably we could run that information and get that to you. So, I do want to note that that ability has ended. So, that was until July 31st of 2018. So, at one time, school districts were doing a lot of information around this because that agreement ended um July 31st of 2018. So I I want to note that um it would not be available to people at this point. Okay. Then that's where I'm remembering that we were doing this a while back almost. Yeah. Every school district did a lot of um information sharing
because it was statewide around that time but um that passed now 5 years ago or no seven years ago. So it would not be available to people right now. they would have had to have done it um before July 31st, 2018. Okay. So that no one currently could get it. Even if you met that requirement, you still can't get it because of the expiration date. Sounds like that. Yes. Okay. So we would probably have to change that. It It's on here. It's on It's on here correctly. It's on here correctly. Does it need to stay there if they're not able to receive it then? Yeah. So it does say this language shall be removed from the policy upon expiration of this requirement. So my suggestion is that we do make that modification as part of
the vote if possible to remove that piece because it was actually it should have been removed um when July 31st 2018 came came to pass. Okay. Whoever made the motion, can they revise that to remove section Yes. If if you would you would remove section D for incomp completion. So the motion was made by trustee Silva. So if you just want to say I um approve to the chief what she said. I'd like to my motion. I'd like to amend my motion to remove section to remove section D. Okay. Thank you and I second that. So I agree. Any other discussion? Thank you. Trusty Stevens. So yeah, let's hold that motion because there's a couple of other paragraphs in section D. So I believe just the first part should be removed um not the rest
as as stated or maybe as requested. Actually it all that does pertain to the expiration of the July 31st. So I would continue to state that we would remove that entire section um because the rest continues to be about the retroactivity of the granting of the diploma which is no longer available to people. So you don't want to remove just the first paragraph that explains the deadline and not remove the rest of the paragraph. So my suggestion is still to remove um all three sections. Okay, sounds good to me. Y good to go. Okay. Okay, great. Any further discussion? Yeah. Yes. Yes. Okay. No, I'm good. Sorry. Okay, I'm good. Okay, great. Thank you. Roll call vote, please. President Cologne, yes. Vice President Priest, yes. Clerk Martin, yes. Trusty Daire, yes. Trusty Perez, yes. Trustee
Stevens, yes. Trusty Silva. Yes. Motion passes unanimously. Okay. Item number 10.1, brief reports on trustee activities. Christina will read the oral announcement and Abby will be the timekeeper. We have a threeminute limit per report. This is the opportunity for each trustee to make a brief announcement or to give a brief report on their own recent activities at the district pursuant to the Brown Act Government Code section 54954.283. There will be a threeinut limit per report. Thank you. All right. Thank you everyone. I'd like to start here on my right with Trustee Stevens. I was still looking up my my dates to get going. Um, however, so I do just want to start with kind of some great things that have been happening uh in the district. Oftent times uh we don't get to hear about
the great things that our kiddos go off uh to do. So, I just wanted to highlight one of our local students, Tyson, who is um already applying for um his master's degree. Um, I know sometimes we don't track the stories and the things that are happening, but one of our local students, um, I was actually able to give him his recommendation, but he's looking at his master's degree. That is something for us to celebrate with the good things that do come out of Stockton Unified that we don't necessarily hear. Um, so kudos to that student. I do want to talk about PLA, too, uh, Pacific Law Academy. Uh, we have students there who are passing the bar, right? Um, that is what that school is really based about. It is a low um I'm sorry
not a low it is a small learning community where students get the access and resources that they need. The classes are small so that there's that onetoone connection between them and their um teachers. But our kiddos are doing really great work. There's a um partnership with the University of Pacific where they do a lot of um the law work there. having that partnership really does give our students opportunity and access uh to real world experiences that they need to really live out their hopes and dreams. So, I wanted to highlight those particular things because I know we don't always hear these narratives um in our community. And then on March 28th, um, Job Corpse will be doing an event over at Adams Elementary School, uh, in the morning time starting at 9:00 a.m. If you're
looking for something to do, if you want to volunteer, please come out to, um, Job Corpse out at, um, Adams Elementary School for a fun, hands-on activity. And then I'll just round it out. I didn't speak at our um, last board meeting, but I was actually a student down in Los Angeles. just don't know how they found me. Um, but I was her ethnic studies project on black history and I said, I don't know if I've done anything great to be recognized for black history. Um, but it was just really exciting for me to be able to share my story. And some of my story was started with Nightingale Elementary School. That is really how I got into this work was organizing parents to really change education. Um, and that was one of my first
local wins was transforming Nightingale Elementary School into a charter school because it had historically been underperforming and we we needed quality schools on the south side of Stockton. Um, so this work transcends I was just a parent wanting to do good work. I was a leader. I was on school site council and PTA. Um, also at PTO at one time, parent volunteer of the year. But our parents can do good things and they are raising amazing students who will go out and navigate um this world. I know oftent times our kiddos, they don't come back to Stockton, but that is okay because we are the foundation of greatness. Um we will continue to push and share the narratives that really matter for Stockton Unified School District. Thank you so much. And you do you have
done wonderful things. So I think that would be nice maybe you could share a link to that ethnic studies report. We'd like to I we I think we should we should share. Yeah. Shout out to uh Aviana for and she told me that at first I thought it was fake. Can I say that? Do I still have time? Well, only because I I would I think that would be nice to share um share your I would like to because that was my narrative. It started as a parent leading up to this work. I didn't choose it, but this work actually chose me as a parent. Wonderful. Wonderful. Clerk Martin. Well, Kenneth used half my time. You still got your three minutes. Go ahead. We We'll reset your time. 2 minutes 30 seconds. That's all. Let's
reset. No. Um I was able to attend the California Association of African-American Superintendent and Administrators conference where we address um educational equity, cultural responsive teaching, leadership development along with student and family empowerment. and we were able to um witness some of our district employees present um at one of the classes. So, we were really excited to support our district at the at the Kasa convention and it's a busy schedule. So, I will be in attendance at Merllo Institute's uh student pop-up museum showcase on Thursday, March 27th from 4:30 p.m. to 6:30 p.m. and that is located in their cafeteria. Then I will be at Pressure to Purpose, a young men's group. Um, it is an empowering session designed for young men ages 13 to 17 on Monday, March 30th at 4:00 located at the Well
in Stockton. Then we have the 4th annual Autism Awareness Month celebration, which is Saturday, April 25th, 2026 at Stribbly Community Center. Then we have the EV infrastructure ribbon cutting ceremony Wednesday, April 15th, 2026. I don't know why I keep saying the year um at 11:30. Then we have our community advisory um committee business meeting April 30th, 4:30 p.m. to 6:00 p.m. at Walton Special Center. And then let's see, the last is our track and field season at Chavez High School for our Special Olympics. April 8th, uh, 10:00 am to 1 pm. And then the last, my last one, I'll be perform I think I said this last time. I'll be performing with Vanerian, their band for the end of the year school concert. Yes, that's it. Thank you. Okay, great. Thank you so much. I'll
go ahead and move on over to my left over here with Trusty Silva. I have nothing to report at this time. Okay, Trusty Daire. Good evening everyone. Um, so I attended the annual professional development conference from um, uh, half of spring break. Uh, this was in Anaheim. This is for the California Association of African-American Superintendent and Administrators, also known as CASA. It's a long name. Um this is my first time attending and I got to attend with fellow trustees uh vice president priest and clerk Martin and also with Dr. Rodriguez. Um I want to give a shout out to Sheree our chair for the um ABP pack uh for attending the conference and actively participating um and keeping the alive uh keeping alive the promise for black students to thrive. Um also appreciate that district
staff was um able to attend many of them representing ELOP. Um, I'm I'm very happy that the district was able to represent in a very deep way from parents to staff to trustees and even our doc our superintendent. Um, I know BSU student students attended an H.B.CU tour at the same time during spring break. Um, but I do hopefully u hope that more students can come in next year's conference. I know there was a youth summit, so that'd be great for students to get connected that way. Um, uh, let's see here. Um I also on the last day I do want to highlight that I got to attend a workshop hosted by our own SUSD's finest LCAP director Dr. Andrews and research specialist Dr. Lewis. Um they are also both on the Black Employee Association
representing them. Uh their workshop titled LCAP using LCAP to elevate black student voice um was really great. Um it covered our LCAP goal six how it came to be. many folks attended from across the state asking questions about um overcoming challenges and what's needed for the work to continue here at Stockton. Um I really appreciate Dr. Lewis's um provoking um the first uh black teacher here in Stockton Unified, Willamina Henry, um who was also an H.B.CU graduate. Uh she shared a quote uh that says collective work is meaningful work. And I think that was really awesome to share in this workshop because the our LCAP goal six LCAP goal six is like a culmination of the many people working together um to uplift um black students in our in our in our school district. Um
so yeah, congrats to Stockton Unified for representing at CASA. Um and I look forward to moving our goals forward to uplifting black students. Um, last Saturday I was invited to attend Sanwaqin Building Trades Council, a women in construction night at the Stockton Kings game. I'm happy to be um supporting the local buildings trades council um and to see more women in um in these fields. And that concludes my oh last thing I'm happy to announce that I've completed the training for California School Boards Association Masters in Governance. Um this is uh I got to graduate with a new cohort. This is my second certification for this training. Um, shout out to CSBA and the network that helps me become a better board member. Thank you. Thank you. All right. Good job, Trusty Press. Good evening.
I'm going to start off with there's nothing better than spending time with our youngest learners. I had the pleasure of visiting Miss Gabrielle's first grade class at Sanwaqin Elementary School last week where I read with students and answered their very fun questions. They had so many questions. Um, from favorite foods to future goals, their curiosity and excitement were a powerful reminder of why supporting our schools matter. I learned that they love pizza just as much as I do. So, I think I'm going to go back and have some pizza with them soon. Um, I also attended the LCAP session covering goal six as um, uh, trust trustee Dier mentioned at Edison High School which provided valuable and informative updates for parents and families. Um, and let's see, last reminder that our equity and diversity committee
meeting is tomorrow at 5:30. uh community members are encouraged to attend here in this room. Thanks. Okay, great. Thank you, Vice President Priest. Good evening, everyone. I would like to extend a special thank you to the administrators and staff at Madison, Elorado, and Hoover uh for hosting me during recent site visits and campus tours. I had the opportunity to visit all area 4 school sites before break. Um, and it was truly inspiring to see their incredible work that's happening across our campuses. Uh, Victory is hosting their Star Lab this week and students are excited to engage in this unique learning experience. Uh, Hoover will be celebrating their white out day tomorrow and both students and staff are looking forward to showing their school spirit. I also attended the CASA conference and this was a powerful
and inspiring space that uplifts black excellence in education, providing meaningful opportunities for leadership, development, connection, and advancing equitydriven work for our students and communities. I would also like to share that SUSD will be hosting the second annual Black Family Enrichment Conference on Saturday, April 18th from 10:00 a.m. to 2:30 p.m. We look forward to seeing our families, staff, and community members come together for this meaningful event. I also would like us to note that student safety will always be one of the top of our priorities. Uh we are committed to ensuring that all students feel safe across our campuses and we want you to know that we hear you and we are dedicated to taking action on your behalf. Lastly, I want to be clear that the SUSD board does not condone any form of
intimidation towards our students, staff, families, and community. We remain committed to ensuring safe and supportive respectful environments for all. Thank you. Thank you so much. Um well um just want to give a brief overview. Um I was really happy that um uh I got to also attend the LCAP presentation with my fellow trustees. Um we really appreciated hearing from Dr. Andrews who was uh leading that presentation. These workshops help our families uh to get a deeper understanding of the ELCAP, but also there's a lot of interactive activities. We get to get up and walk around and talk with each other um and just kind enjoy each other's company at the same time while we're learning. Um, I was really happy to uh just briefly attend the Chinese New Year celebration here in Stockton. I got
to catch a few of those beautiful performances. Um, a highlight in these last couple of weeks here was attending the Sanwaqin Building Trades Council second annual women in construction night. Um, well, evening at the Stockton Kings game. Um, I got to uh speak with some of the the women in the trades. I got to see them, you know, with their families and just hanging out, relaxing, having a good time. What I learned is that often these women are the only they're the only woman on their job site and knowing that they can connect with each other and the these kinds of events they're you know getting each other's contacts because when they're out in the field having that connection knowing that if they just need a quick ask of someone or just to know hey
I need I need some uh support this is happening or you know good morning how was your day something as simple as that makes a big difference to women in the trades we know that we want to support um equity and and uh raising that number of women in the trades. We should have more on one job site, right? It shouldn't just be one one by themselves. Um there was one in particular, I got to hear her story. Um not only did this change her life, but it impacted her whole family. Um and something that's it it's a well-paying job. Um it has benefits. Uh it has security. and now she has that camaraderie with her. Um it it tr it truly is lifechanging and what it made me think about is what we're doing
here um for our students. So that's why we attend these kind of events so that we can see how our middle schoolers their learning project lead the way which is getting them into that project uh or that you know collaboration working with each other teamwork. We see it carried out through high school, whichever CTE pathway they choose or whatever program they choose. And then we can see the full circle in events like the women in the in construction event where it's all coming full circle. Um they have an opportunity to have good paying jobs um and their their career ready and their family is benefiting as well. So I just wanted to share that was a really um a moving experience. Um what I'm looking forward to between now and the next meeting is um
I get to visit my school site. So I'm really looking forward to that. We have our inter agency committee meeting um next Monday where we are uh meeting with our city council and our board of supervisors and that's all I will cut it off there. Time president that is time. That is time I always do that. Moving on item 10.2 to discussion on Stockton Unified SUSD special board meetings CSBA good beginnings workshop and so I'm going to turn to item 10.2 to and just read out um the content here. So, our board of trustees, we're in the process of scheduling two sessions for um a special board meeting. This is the CSBA, so California schoolboard association good beginnings workshop which will have an emphasis on equity focused governance. As a district serving a richly diverse
student population, it is essential that equity is embedded not only in our values but in our board governance practices. So out of the CSBA consultants, Miss Angela Pride was selected um as a top choice due to her equity lens and her background. She's got a wonderful background I and could really help us in in this area. This training will support trustees in examining how equity shows up in policy development, budget decisions, data analysis, and board level questioning. So, below are the dates that um Miss Pride gave us. And I would like us to have a moment to discuss um this the scheduling trying to figure um figure out the scheduling. These are the dates that she's given us. Um, we could try to choose one or two. We do want to have at least two
sessions. It might be, you know, heavy topic. We might need the two separate sessions. Um, or we'll need to consider having a different consultant, different dates. Um, I would like to hear some of your thoughts around um around the scheduling. So, the date is April 7th and I'm sorry, April 8th and not April 7th. Uh, we received calendar invites for April 7th special board meeting. Is that different? So, those were original dates that we were reserved, but they were not dates that Miss Pride was available. So, we will be removing those. these if we chose um we would have to choose between these three dates if we wanted to have Miss Pride be the consultant. So the other days were days that we put on hold um just because our calendars fill up very quickly.
President, I'm available for April 8th and for I have a question for April 27th. Is there a time for that? So what that would mean, we do have a Black Student Thrive subcommittee. So that means we would either have to have it earlier occur earlier on the 27th or we would have to have it start very fairly late. We would have to have it start at 6:30 um or 7 if that's what the board chose to do. Or we could choose to change the committee meeting. I'm not suggesting that, but those are the three options if we chose to go with the 27th. Gotcha. Thank you. Okay. So, just to clarify, I am available for April 8th and the 29th best. Um, I am part of the Black Students Drive Committee. So, um, those are
my two preferences. Yeah, I say ditto uh to Trusty Daire. I can do the 8th and the 29th. uh and hoping that the meetings can be here in the boardroom as well or upstairs in the conference room. I'm I'm not available any of the days um except for the 27th because of course we have our committee meeting um maybe based on schedules with us already having schedules filling up so quickly. Um and I don't know how everyone feels. maybe a someone or a representative who could be available on a possible Tuesday that we do not have a board meeting uh may make schedules easier for everyone, but I will not be in attendance u for any of those proposed dates. Uh Trusty Priest, can you propose the Tuesdays you're thinking of if not the um
the 8th or the 29th? And are you looking at April or is Miss Pride available for the following month or do we have to do it that month? Um, President, this is what she's available until June. These are her only avail days available until June. If we chose to go into July, we would get additional dates. She does not have any other dates except for um these dates here. I'm wondering if um June or later might be better for the board in general with everything coming up, especially with promotion ceremonies, graduations, kindergarten graduations, all those things that are occurring um throughout the district as well. The hope was to schedule the good beginnings as soon as possible. Um because a lot of what we go over in good beginnings, if you remember from our our
MIG training and and we've covered this just recently in in our uh masters of governance training is we will um be able to clarify our governance norms. Um it'll help us in our evaluation of our um district goals as well as um helping us in in discussions with our superintendent evaluations as well. But um also with it being more equity focused, which is actually um more focused for our our wants and needs, um it would really help uh us to get ahead of some of this the the final decisions that come in June and and July, such as our budget um and the um LCAP update. So hope hoping to have this as as soon as we can. Um, but that that's why that's why we're looking at April dates. I do see that there
is a calendar hold for May 8th, Friday. Is that open for you, Vice President or is So, it is, but it is not with this consultant. So, the original dates that were placed on it was for a consultant that um was not on one of the top three chosen consultants that has an equity lens. So, if we if we chose to not have Miss Pride, um we definitely have more dates available if that's what if I think that that's part of the discussion is what is more important to us. If it's more important to ensure that we have someone who their specialty or their expertise is around equity focused governance um then we would need to remain with Ms. Pride um and if not then um we could go with additional dates. So the additional
dates was another gentleman that um originally we are told Miss Pride wasn't available at all. Then we said, "Well, what dates is she available?" And then she gave us these dates. Okay. Um, I'll just go down the line. Clerk Martin, what are some of your thoughts around the dates there? Um, these two Wednesdays are pretty tough or kind of hard for my schedule. Um, if anything, I don't have a problem with moving um rescheduling the the Black Students Thrive Committee meeting. I don't I don't have a problem with rescheduling that, but these two Wednesdays are kind of tough for my schedule. That would open up the Monday. Yeah. What time would that be? I I wouldn't be able to make the 27th. Uh depending on the time, not if it's before 6. Um we had
we had mentioned 4 to 6, but we can alter it according to what the board prefers. Okay. I wouldn't be available on the 27th until um 6 p.m. Well, technically it would take time for me to drive here. So um like 6:15, 6:30 on Monday the 27th. My my proposal was to try to find a consultant where we if we needed to do this earlier would be to um have it on an alternate Tuesday that we do not have a board meeting. Do y'all want to spend CO doio together? Is there any way we can look into that for that trying to find it for a Tuesday that we don't have a meeting? So the following the the following Tuesdays that if we're if we're looking at a Tuesday that we don't have a board
meeting, right? So next Tuesday um the April 7th 14th we actually the 14th won't be available because we'll be out at Coast to Coast. So March 31st, April 7th, but we've we've just established that we're not available April 7th, right? I thought so. Anyway, no, I'm sorry. Never mind. So, April April 7th. Um, April, Nope, that's it for April. And then that takes us into May, which my calendar is not loading. So, um, May 5th is the next board meeting or that's open. Okay. So May 5th it would be May 5th is open but that's port meeting is May 12th okay but we have opened May 29th and May 26 back to back. Um May 26 is going to be graduations. Oh yeah yeah that's why. Yeah we yeah we all will. So, okay. So,
that's the May 19th. May 19th. May 12th. So, um, Silva, would you like to any any thoughts on the dates? And then Perez next. I'm open to anytime, any date. My schedule's free, so trusty press. Uh, I prefer dates in May. My calendar is pretty crazy already. Okay. So, um just not that we have to vote, but I just want to get a consensus. Everyone is in agreement. The dates May 5th and May 19th because we are looking for two two dates and it will be with a consultant that's available to meet with us on these dates. Are we going to provide these dates with the first consultant that we have just in case if we we I mean we could we we could and hope that she's available but she's she's already told us
she's not. We will definitely re-engage her and tell her that we need these dates and hopefully she can do one or both. But these dates were not included in the original list that she provided us. But we will double confirm for sure. Okay. All right. Thank you everyone. All right. We'll move on to item 11.1, superintendent report. Dr. Michelle Rodriguez, superintendent of schools, SUSD early literacy rate increase. All right. So we every um every month cabinet we go out and we're we always love going out and recognizing staff. So um we all go in a van and um and um Captain Marquez, he tours us around so that we can all be together. And so um soon they're going to be putting up the pictures of staff. So this is we actually first we went
and saw Mr. McCoy, Mr. Christopher McCoy. Um he was for the certificated employee of the month. So he is the Edison band director. Um we were really fortunate in that we went um while the jazz band who is going to New Orleans was um practicing and it was so wonderful to see them in action. Our kids are so fantastic. Um and so we were able to see them. So we really appreciate um Mr. McCoy and and all the work that he does as our band director at Edison High. Um then we skipped over to Harrison Elementary and we were able to see Kia Soliss who you see in the middle um and all the staff that is around her, her teacher and then her fair fellow pair of professionals. And we really recognized her because
of just the high bar that she sets. when we went in there, she was engaging in really ha like hands-on rigorous work with three of of three students um within that. Um and so we're super proud of her and the work um that she does for us as a paraprofessional at Harrison Elementary. Um and then we pop back over to the district office and um we recognize Jay Curley who is our director of labor relations. um he has he has successfully completed um negotiations with um our labor partners and so um we had a tentative agreement which we reached on Thursday right before spring break with our teachers with STA um and so congratulations to him and the entire team that he leads um he did note that this is the first time he's ever
been a staff member of the month. So, we did a good job for him and he definitely um deserved it. And it was really funny because one of his um one of his people knew and he said, "Did you know about this?" And she said, "I did, but I am a confidential employee." So, um so we were able to um to surprise him. Um so look on our website because it's on our website and then you can also see the previous month's um awardees as well. So thank you to all three staff members and again we have 5,400 staff members. We wish we can do many many more but we do appreciate going and recognizing the few that we do. And then um next you will see um we were we had a really great
story on channel 13. So, we went to um Taylor Academy and they've been doing um SIPS for a while. Um we went and saw some of our teachers and our staff in action. And so, um this is a story about that. We're continuing to see great growth this year. Um over the last two previous years, we made 26% growth in our K2 literacy numbers, and we're seeing great growth again this year. Again, it's not about one year's growth. It's not even about two years growth. It's about continual growth. Um, and so here you see our staff and students in action. Reading rates are on the rise here at SUSD. Here's a look at the great programming and student success. Sound B. He teach us the letters on TV and we send them out. We sound
them out and we blend them. Yay. Right now we're at Taylor Academy and so they've been having for years they've been really focusing on sips and doing systematic support for our students. Sound mad mom like we're sounding out and like um when we sound out um like we have to read when we sound out um we have to read the word too. Read all together. I once heard that literacy is a tide that floats all boats and as an instructional leader I truly do not waver from that belief. Uh because of our early literacy block site grant and our strong implementation in SIPS we've seen a tremendous increase in both student uh reading skills and confidence. When do we use this? I read like books like every time when there's like after sips just like
lunch you have to read your books. every single teacher kinder through third grade um does sips and something that's really important for me is that it's mastery based. So a lot of times it's about I teach you and you've learned something. But in this case it's no what I taught you did you learn it? If you didn't then we have to make sure that we retach. We have the data to show the growth where um it's tremendously helping us to be more proficient at what we do. Our students see themselves as readers. They're engaging more with books and they're excited which is what I'm excited about. sound read. Our teachers are fantastic. We've really done a lot of professional development to get where we are today. Um we have really incredible intervention teachers, district office
staff. We're all pushing in that same direction to make sure that each and every child um can read. And so our goal is to have as many students, hopefully 100% of our students at grade level by third grade because we know that it's paramount for them. Sound the superintendent says the district will continue investing in student success in Stockton. I'm Melinda Mesa for the Stockton Unified School District. Okay, great. Item 11.2, adoption of resolution 2564, administrative professionals week, April 19th through the 25th, 2026. Do we have a motion? I motion to approve item 11.2. I second. We have a motion and a second. Any discussion? Okay, hearing none. Roll call vote. President Gone, yes. Vice President Priest, yes. Clerk Martin, yes. Trusty Daener, yes. Trusty Perez, yes. Trusty Stevens, yes. Trusty Silva, yes. Motion passes
unanimously. Item 11.3, approval of the SUSD Police Department's 2025 annual military equipment use report per policy 709 military equipment. Uh, Dr. Myra Franco, Chief of Police, SUSD Police Department. Motion to approve. Open. Hello. Oh, there it goes. I'm not uh very technologically savvy, so I apologize for that. Good afternoon, Dr. Rodriguez, President Cologne, Vice President, Priest, and Trustees. Um, tonight we're here to present our annual military equipment um report. And so um in order to do that, I have um Lieutenant Curtis J here who is our military equipment coordinator and can speak on behalf of this report and um the information within. All right. Thank you very much, Chief. So, in September of 2021, in order to increase transparency and accountability in law enforcement, Governor Nuomoe approved Assembly Bill 481, which required police agencies to
obtain approval from their governing board for the adoption of military uh equipment policy. So AB481 defines what equipment falls into the classification as well as once adopting requiring that the military equipment be policy be posted on our website, obtain approval from the board when funding, acquiring or use of military equipment, uh that we publish an annual report and conduct annual review of any military equipment use. Tonight we're here to present the 2025 annual report in review. Uh our department currently has two types of equipment that fall within the definition of the assembly bill. The first is the school emergency mobile communications vehicle. We had zero uses and zero violations last year. Um an update for you that this vehicle was commissioned early uh ear at the beginning of 2026 and more information will be in
included inside of 2026's uh report on that. Um the next is our specialized firearms which is our rifles. Um, we had zero uses and zero violations of that as well. Um, a little note on on the justification for um, the primary justification for equipping our officers with those firearms is that with patrol rifles, it it's it's giving our officers the ability to have the critical need for precision, range, and ballistic capability that standard issue pistols cannot provide. So in high stress or active shooter environments, rifles offer three points of contact for superior stability and are often equipped with optics allowing for accur accurate shot placement at distances where handguns become unreliable. Um, as an update as well, uh, at the we recently in 2026 purchased the updated rifles that were approved previously by the board
that is for 30 Sigar M400 rifles with uh that will be equipped with red dot sights. Um, this will be also reflected in next year's report. Uh, we present this year's report for approval and ask if there are any questions. Any questions at this time? Yes, I just have a quick question. So, what constitutes a violation? So, you talked about you haven't received any violations. What does that look like and what would constitute a a violation? So, that would be something that would be deemed as an improper use. Who would declare that? That would go ahead. Go ahead. There there would be multiple ways. So, anytime we have a use of force, um we we have a requirement that it be reported up our chain of command. um a use of force review is conducted
um and determined whether it followed within policy and um best practices. Um so that's one way an internal review. The other review would be within the outside. So getting an an outside complaint within the agency, we look into it and investigate it through an internal um affairs um investigation and determine the same factors whether it complied with policy and best practices. I just want to comment. Um, congrats on having no complaints, concerns, or zero incidents. So, good job. Thank you. Okay, great. Thank you. Any other questions? Oh, Trusty Silva. I wanted to ask, is the kinetic energy weapons and ammunitions, is that considered like bean bags or non-lethal? Yes. Okay. Any other questions or comments? All right. Hearing none. Um, we do this is an action item, so we would need a motion and a
second. I motion to approve. I'll second. Stevens. Okay. Thank you. Any other further discussion? Hearing none. Roll call vote, please. President Cologne, yes. Vice President Priest, yes. Clerk Martin, yes. Trusty Daire, yes. Trustee Perez, yes. Trusty Stevens, yes. Trusty Silva, yes. Motion passes unanimously. Okay, great. Thank you so much. Right, moving on to item 12.1, adoption of resolution 2560, designating the month of April 2026 as school library month. Is there a motion? Motion to approve. I'll second Stevens. Okay, great. Thank you. Any discussion? All right, hearing none. Roll call vote. Oh, wait. I do. Yes. Are we doing anything for library month? So, what exactly is happening? Videos, supports to librarians. What's happening? Hello, Melissa Sigers, director of curriculum and professional development. Good evening, everyone. Um, we do not have special events. We just want
to highlight the efforts of our librarians um or librarian immediate assists and the fact that Stockton has excellent and enriched libraries. We do have our district librarian if you'd like to hear more about all the programs and enrichments that's happening in our librarian in our libraries. Um but we do not specifically have a highlighted event or um um regarding this month. We just want to recognize the enriched libraries that we do have. I have a question for our our district librarian. Yes. Yes. Thank you. Thank you. And my question would be if um what could we share with parents um during the month of April um about school library month? What maybe like three things we could share with parents? Um I just found out that you were doing this when I read the board
minutes, so I didn't not plan anything on purpose. Um I would say all of our schools have library staff which has not happened I don't think ever. Um we have reopened our high schools. I think just sharing data with our student with our families. Did you know that our school checked out this many books this many ebooks? Did you know our collections have this amount of diversity in them that match our students? Um, did you know that you can access the California State Library Association's databases and accesses? Did you know that we can read the library books from our public library just with our students Google accounts um digitally next year where all of our kids will hopefully have student success cards and be able to get get library access to all our public libraries.
I could go on and probably bore you, but there's a lot of things we could do. What? Beanstack. In Beanstack, we have Beanstack for our reading incentives, summer reading programs. Um, we have access to book author talks. Um, I don't know, lots of exciting things. Yeah. Great. Thank you so much for sharing that. We appreciate it. Thank you. Okay. Thank you. Okay. Do did we get a a motion? Yes, we got a motion. Uh, Vice President Priest, seconded by Trusty Stevens. No further discussion. All right. Roll call vote. President Galon, yes.
