Rick not was not only kind but also highly skilled in his profession, making him a valuable asset to the district. His expertise and presence will be deeply missed. Uh, Mr. Heep cannot be with us, so Mr. Lamb will have both um reports this evening. Good afternoon. Weber decided their senior and junior
007prom which went really well and they also had a spring festival where students held fundraisers and fun activities for students, parents, family, and community members. Finally, Weber's plus team attended the plus summit showcase where they presented their projects and facilitated various stations. As for PLA, the student body just hosted an elote and snow cone fundraiser. Also, their plus team just completed a civic engagement walkthrough and presented to classes across their campus. Health Careers Academyy's HOSA club just participated in their skills competition. For the first time ever, they brought home two GL gold medals. Additionally, their HOSA club has chosen officers to lead the club next year. As for SECA, our ASB elections just concluded this past Thursday. We had roughly 310 votes, which is about 75% of our student body. This week, we are having
008a retro game themed spirit week with our spirit rally, which will take place this Friday. And Mr. H was not able to provide a report because he's sick today. Thank you. All right. Um, and he led last week's elections, moderated the whole um whole event. Um, and then just a phenomenal student and will be representing Stockton greatly at Harvard and Boston next year. Keep telling me he's a Harvard man. And so, uh, anyway, very exciting that we have somebody going to Harvard. Full ride as well, by the way. Congratulations again, Mr.
010Lynn. All right, item 1.6, our student honore, Miss Malia Orosco Morales, Stockton Alternative High School. And I'll have Mr. Tony Mogan come up as principal to represent his student. Good afternoon, Stockton Unified Board and guests. My name is Tommy Morgan and I'm the principal at Stockton Alternative High School. I just wanted to give an update on a couple initiatives that are happening over the past few months since the last time I was here. Our reading intervention program has supported students in increasing their reading speed and comprehension levels, which in turn makes them more successful in our independent study courses. We are excited to roll out our math intervention at the end of this year for exploring and full implementation next year. Our parent pantry pantry is in full swing supporting our families by providing a
011stable and constant source of food support. Because of our success, the food bank donated a refrigerator to our site supporting our further supporting our families with refrigerated items. Now we average about 45 to 50 parents visiting each week. And in a school of only about 240 students, that is a big percentage that needs the support. Our site was recognized for PBIS roll out as a bronze implementation this year and we've applied for a silver implementation next year. Our students and staff are making great strides in creating a comfortable and welcoming culture at Stockton High. Our schedule adjustment that we rolled out this year from a 2-hour day to a 4-hour day for our students has increased our student course completion and move students from not having a chance at graduation to planning for graduation and
012career planning after a high school diploma. Now to brag about a student we're all very proud of at Stockton Alternative High School. Maria came to Stockton High this year after it didn't work out at her previous site. She strugg struggled with engaging in behaviors that were not true to her character. Like many Stockton High students, she needed a smaller learning environment where she could focus on one class at a time, have smaller class sizes, and map out her success plan for graduation and career thereafter. this year. This flexibility supported her in being able to take the time on courses she found more difficult and speed up on classes in which she already had background knowledge. In conversations with her over this year, I've learned about some big goals Malia has for herself in the future.
013And I'm confident with her being so motivated and focused, she will achieve all of them. It is my pleasure to introduce Malia Morales. [Applause] Hello, my name is Malia Morelis and I'm a junior at Stockton High. I previous I previously attended Stack but felt like it wasn't the right fit for me due to the size and the distractions. Since transferring to Stockton High, I've been attending I've been attending consistently and completing my classes at a steady pace. My ultimate goal is to work in the medical field as a physical therapist. And I truly believe that Stockton High is helping me take the necessary steps to achieve that dream. Even though it's a small school, Stockton High provides us with activities like college speakers, fun Fridays, and events that help us connect with one another and
014create a strong sense of community. I feel genuinely supported by my math teacher, Mr. Wise, my therapist, Christian, and my principal, Mr. Morgan. This school has made a world difference in my life, and I'm truly grateful to be a part of it. So, he turned in his resignation. We have a uh an email from him. Uh so, we replace them with A+ inspection services and it's actually saving the district money. Um the 6.46 the amendment for diversified inspection services. This is for the shade cell project and the um the project went longer than anticipated. So the inspector is an implant inspector in Texas. So he had to uh do more inspections beyond what his original contract was uh set for. Item 7.1 presentation early literacy key performance indicator systematic instruction and fun ph funological awareness phonics and siteword sips winner results and update presentation by Melissa Sigers director of curriculum and professional development. Thank you. Uh good evening board president Stevens uh board of trustees and Dr. Rodriguez our superintendent. My name is Melissa Sigers. I'm the director of curriculum and professional development and I am here to present to you our SIPS data highlights and growth analysis for our key performance indicator um SIPS for early literacy um focused on K through 2nd. Yep. Oh yeah. Okay. So before
033we get started I want to start with our why which is always our students. Um, our state and district goal is to make sure that all of our students um are proficient readers by third grade. So, we have a video here. I'm not sure if I push play or nope. We can have it. Can we press play on the video? Thank you. So, you'll see um one of our second graders um engaging in our SIPs program. Rose was a firefighter in that job. You have to be ready all the time. When a call for help comes in, you have to move fast. One time the fire bell ring. When Rose and the other firefighters was eating lunch, they had to eat their lunch. Boy, boy, turn out turn out or think close with my white
034stripes that shine in the [Music] dark out her. Thank you. I think I can turn. Okay. So, um let's go over the presentation objectives. I want to define SIPS and our early literacy key performance indicator indicator or KPI. Um I'm going to give you a timeline of our SIPs implementation. Um, we're going to analyze our uh SIP's progress data and from fall to spring to winter uh for our K through 2 graders and we're going to review SIP's implementation plan and our next steps for continuous improvement. So, as you can see, um, SIPS is one of our KPIs focused on early literacy, early literacy in English language arts. Uh, the yellow arrow indicates where that lies in our KPI. Um so SIPs um stands for systematic instruction in phonological awareness, phonics and site words. Um
035SIPs follows the science of readings emphasis on explicit systematic instruction. Um it provides a structured approach to teaching foundational literacy skills ensuring that phmic awareness, phonics and site word recognition are taught in a logical sequential manner. So this helps students build a strong reading foundation. Um in this u slide you can see the scope and sequence of sips which um kind of starts with our beginning level which is um letter recognition and letter sounds. Our extension which is regard around spelling patterns challenge which is for uh polyelabic meaning blending and breaking apart words. and then plus which is for our older um readers that need um intervention. On the right hand side you'll see Scarboro's um reading rope um and it basically shows the different components or skills that students need in order to be
036proficient readers. You'll see that the um word recognition is what's circled and that's where SIP's focus is on those word recognition skills, right? Funological awareness, decoding and spelling and site recognition. Um, so that's u what makes up the SIPs program. On this slide, you'll see the timeline of Stockton's implementation of SIPS starting in 2122 with our early uh literacy block grant schools or ELSB uh schools. This is where school sites these school sites engaged in um basic basically data analysis and found a root cause. They did a root cause analysis to see, you know, where they their students needed more support and it was found that um the foundational reading skills are what their students needed. Um so they developed a site action plan which included implementing SIPs. 22 23 um it was noted that
037there was positive growth with the implementation of SIPS in those sites and we had sites requesting for the program. So uh Stockton purchased that for all sites. Um in 23 24 of course the ELSB sites continued implementing implementing SIPS and we began to provide um initial training for sites um beyond the ELSB sites. And this school year um in November we adopted SIPS as our core foundational skills curriculum. Um and if we go back to that slide with the reading rope that's the area that SIPS is implemented in. Um, so SIPs is now implemented at all of our sites. Okay. So I'm going to go into our growth and data entry. This is very important for the implementation of SIPs. It's not just within our instruction, but it's in how we enter our or assess
038our students, enter their data, and monitor that data so that we're, you know, going towards constant improvement um and making sure that we're providing appropriate instruction for their needs. Okay, in this slide you'll see a comparison between 23 24 school year and this school year. I want you to um uh notice that the slide for for excuse me the diagram for 23 24 that data compares fall to spring. So, we don't even we're not even in spring just yet. And we're comparing we have fall to winter data for um our 24 25 school year data. And as you can see, comparing last school year to this school year, we have students meeting their target growth um significantly more than last school year, and we are only in winter. Um in addition, you'll see that there
039are even more students that have their assessment data or their proficiency data entered in. So that kind of demonstrates that we're having increased implementation. Um in this slide we highlight our stu our um sites that are um surpassing 80% of m mastery assessments data entered. So we want to highlight that and celebrate them for um having that type of entry because again it's important that our students data is entered in. Um this is another um graph that compares the increase entry of mastery uh assessment data. As you can see um just K through 2, we went from 26% entered um mastery assessments entered um last school year to 65%. And you can see our first and second they've increased more than half of their data entry of their mastery data entry. And this means that
040their entry was entered on time. Um, okay. In this slide, um, you can see that the feedback we're getting from teachers and our teaching staff is positive. If you look at the bottom, there's a star. It says 88% of our teachers who responded to SIP survey see positive impact. Um, and that's what we're seeing and hearing when we visit sites. you can see um kind of I have witnessed overwhelming joy and like enthusiasm for the impact they're seeing of SIPS as far as when they're you providing that instruction and seeing the feedback they're getting from the students and the responses. So I'll highlight one which is well-designed programs that address the needs of our students and we've been waiting 27 years for this. That's from a second grade teacher at Pitman. Um so this school
041year alone um between July and just September 30th of 2024 this is we've had 780 total professional particip professionals participated in a SIP training and that was only before June uh September 30th and you can see the array of different um initial trainings that we provided at the different levels. That was not um the end of our support as we want to continue professional learning support. So each site, each one of our sites rece is receiving three rounds of core consultants that um and our ELA curriculum specialists going out to their sites providing um as you can see in the round one modeling lessons in round two routine practice and in round three lesson study. Um again that's with our core consultants paired with our ELA curriculum specialist. our curriculum specialists Allison and Emily um
042they in addition to that they are interacting with our sites making sure that um we're providing sites the support that they need that's catered and differentiated to their site's needs. So that can come in the form of you know upon their visit they um recognize a certain site a site needs more support so they you know follow up with that support. It could be through outreach from their instructional support staff or their site admin. Um, so I just want to encourage you if you all have um any teacher or teaching staff saying that they need more support, please send them to the curriculum professional department. We have excellent ELA curriculum specialists who've been working very hard to make sure our sites are supported and that SIPS is well implemented. Okay. So for our next steps,
043um, we know that in order for SIPs to be to be ongoing implemented to Fidelity, we need to continue to provide that support. So that's what we plan to do. We want to make sure that we have clear common expectations for implementation and we want to align our professional learning so that um it's differentiated to meet the different sites needs and that will be in their data entry. So those mastery assessments um making sure that students are reaching their learning targets and being very strategic about that. The intervention that's provided making sure it's appropriate and timely. um and expanding to um other to to different grade levels. Um so expanding to our upper grade levels that need intervention. As I noted in in the beginning of the slides, there are pieces of the PIPS program
044that support upper grades and um different leveled readers. Um so and in addition to that um not just the the site supports that we provide um we want to make sure that data analysis is happening at all levels so that professional learning community that cycle of inquiry is continuing with our implementation of SIPs. So we will do that with we will continue to do that but um I guess um improved with our site administrators making sure that they're engaging with the data monitoring their data and um have the tools to provide you know supports to their site staff with our instructional support and with our classroom teachers so that all levels are engaging with the data and um I want to end with our why which is um same video or picture here. Um so
045we just want to say that our students reading um and and making sure that they can read by third grade, you know, and and implementing um sufficient instruction K through 2nd is crucial to our students futures and success. You have have any questions? I'd like to answer them. Trusty Priest. Um, are we able to receive data on the SIPs program in regard to our students ethnical uh backgrounds? Yes, they can disagregate that data. Will you be able to get us that? Okay. Okay. Um so coming from the classroom we know that um sips is requires um it's a lot of fid fidelity in order to work effectively. um how are we supporting our teachers in the classroom who have students who may have high needs who may not be able to focus during SIPs as
046well as um it does require a lot of upfront training and coaching for our teachers to be successful with SIPS and um how are we making sure that we are hitting all of our teachers who are implementing the SIPS program versus those who are just signing up for um the program on day one. Yes. So, um I'm going to add in um something beyond SIPS, which is our science of reading training that we're providing for teachers. We are just finishing up our first cohort, which was a 2-year, it's called letters. Um and that's for the science of reading. It's a very intense um uh training for our teachers so that they get the foundation that they understand what it takes to be um a good reader. Um we're we're expanding that to upper grades in
047a program called Aspire. It's a shorter version, but again, it teaches that those found the um science of reading principles. Um in this in this um slide, I'm showing you what we did this year as far as making sure every site received those three rounds. Next school year, it's going to be more differentiated to meet the site's needs. So, you know, to the different levels of fidelity. If this site needs help in their interventions, we're going to, you know, work with that site to make sure that we're supporting them that way. Um and that's with our core consultants. Their model will be slightly different but then also with our curriculum specialists. Um again I think with that data analysis our team is not just with the site admin not with just the instructional support but
048our team will be making sure that we're responding to that data. So being very intentional about um again what the common expectation is and what site needs what support making sure we target that. Any other questions from trustees? Trustee um Cologne, just wanted to make sure that every site is is participating in SIPs. And I don't know why I thought I wrote down a note for myself about if they're not participating, but they they should be every site should be participating. Yes. A through three. Yes. Um there may come a time where maybe a site needs to change their schedule. Our core consultants have been very flexible in that. So we've been able to accommod them and reschedule if needed. That's the only thing I can think of. Yes. If I can't Oh, sorry. She's
049referring to instruction. So yes, so as of November, it became nonvoluntary and so now all sites and teachers are implementing SIPS. That's correct. Okay. Thank you. And and if I can add on too, so all of our teachers are provided the initial training in SIPS and followup visits. So there shouldn't be anyone out there that doesn't have that opportunity. So if you hear that they haven't. So it's not just after school, it's actually during the school day. We have multiple sessions of trainings that have been happening and will continue and we will embed it into our new teacher program as well when we hire on. Everyone's going to go through the training. Outside of the classroom, what are other um literacy supports that that's being offered for our kiddos? um where we have uh heard
050and we have um benchmark which is the other portion of the core curriculum. So when I go back to this slide um with the reading rope that top portion of the rope which talks about uh which is language comprehension that is um taught through our benchmark core adopted curriculum. Yeah. But is there anything outside of school? So do we have any literacy camps? Do we have any nonprofits that are providing um any type of support to kids who are struggling outside of what we do at the district? Um I would like to say yes. I don't have those details. So I'd look at like to look into it further. Um I know that El does think you can answer. I can speak to it. So one, we do have I Ready, which is computer adaptive.
051Some of the sites are transitioning to Lexia um which is another um computer adaptive piece. Most teachers do assign I ready in some form. Sometimes it's done within the classroom and then children do it in at at home as well as part of their minutes. So children have specific minutes according to their needs of how many minutes they should be doing that. In addition, I just want to do a shout out to the ELOP program who really has a significant section of their time when children are in the afterchool program that's done by our teachers that they do have to support um the literacy efforts. Um definitely as when we're thinking of summer and time off um every time now um for the last two years our children have a significant section that is based
052in SIPs and it's based in also extension using those skills that students need to um and so something just kind of to the point of um trustee priest too is we with sips it is mastery based so children are tested and that's why the testing is so important to find out what is their particular entry point. That then ensures that they're learning what they need at the moment. So it no longer is I'm a second grader and so because of that this is what I read. If I'm a high if I'm a high achiever, I'm actually in a group that that really challenges me and makes me perform. If I need additional support, then that's the support that I receive. And we have seen I mean I'm in schools every day and we were able
053to see it even today. Um most of the students are extremely engaged because it's at their point of need. So it no longer is just the teacher is teaching me what I need to. Um and then we are encouraging small group for the sips in most of the grades. Um because we want to be able to do those corrective routines. So, we want children to be able to when they make a mistake, us not just blare by it and not respond, but actually use the corrective routine so that when they're practicing it, they're making the right um the right concepts per minute. Absolutely. Yeah. And how are students who are using SIP um ranking when it comes to um state testing? So I think it's important to um kind of you know maybe go to
054our timeline but the the gradual like smallcale SP pilot right with the ELSB and gradually implementing it increasingly. So as far as it impacting our ESPback scores um that's not an immediate thing that happens. It's something that will gradually so we will see it impacted in our mastery assessments with SIPs. So within the program, we'll see it in um in our I Ready data and then eventually it will be coming, you know, it will be reflected in our SPEC. If you have students that can read and are proficient readers, they're going to score higher on the SPEC. That won't be a immediate well some of it will be remediate immediate. So but then it will be gradually showing in our ESPback data if that makes sense because it's increasing in its implementation. Any other questions
055for Miss Sigress? So, I just want to um if you can speak a little bit to the SIPS showcase tomorrow. Yeah. Right. Yeah. And then um also if this is um would be helpful. I just want to put a plug if any of uh people who want to come in and read into the classroom. Um I know that's not really a part of SIPS, but that's just another way we can all support our students. If you haven't become a volunteer, become a volunteer and go into a kindergarten class and read. It's so much fun. Yeah. the the joy of reading just holistically is is crucial is it's not just the foundational skills but it's definitely an important part because that is the foundation of reading. Um so tomorrow evening uh 4 to 6 we'll be
056having uh the sips showcase in this boardroom uh where we will have the actual curriculum or program um modeled here with um the different levels and you'll actually see the students engaging in a model lesson. So you can actually see it happening. We'll also go over data and and just the program overall. Um and there you'll be you'll be able to answer questions. I would like to call up Sam Santa. Um, Sam's out. He's
057ill. So, this is Nicole from um Oh my god, I'm having It's okay. Good. Good evening. Bill's got company. Oh, good. Good evening. Um, President Stevens, members of the board, Dr. Rodriguez. Um, this is an information item. Um, we will bring this resolution back to you on April 22nd. I'm here to answer any questions before you have the resolution for sale for the uh brand new 2022 authorization that 70% of your voter base approved in 2022. We're looking to issue that first series of bonds for your facilities improvements. Do you uh so we have some new board members here. So, do you just want to talk about I don't know if maybe Joan you want to talk about the facilities master plan and what does that look like and um just doing work on our
058facilities. We completed our facility master plan in June and that plan was a look at all our um facilities in Stockton Unified. Our focus was safety um and also any requirements for science. So the report was done in three sections. It was um for high priority, medium priority, and low priority. And so what me and Vicki did was we looked at the report and we put the red ones that the higher priority to see those ones we're going to focus on first. And so while we were determining which ones we needed to focus on, we came up with an amount to draw down our bond. Um and we came up to with 140 million for this first draw down to be able to complete some of those projects. And I do I can have Vicki
059come up and she could talk about which projects that she's going to start focusing on. That would be helpful. Yeah. Thank you. And and Nicole, after that, if you could just provide an overview of the process with the purchasing of the or the selling of the bonds, I think that would be helpful for them to understand. Happy to. Hi, thank you. Hello again. Good evening. As Joanne said, uh we've been scouring the uh facility master plan to pull out exactly which items are, you know, most important to the district. And one of those items, um that will be very costly is the science classrooms uh for the uh uh graduation requirements by 2028, I believe it is. So in order to get that meet that goal, we have to start planning now. I know it
060seems uh early but we are planning now. So we are looking at hiring architects and then also um within that plan which I jotted down which I have um there's modernizations at Filillmore which is going to DSA. We have uh getting a check now to set out an an appointment. um the Franklin gym and science classrooms there as well and some roofing and some restroom upgrades which we feel are uh very important for the students and then also um as part of those upgrades uh Monroe Hazelton Monzuma and Taft and so we're going to start uh planning those and assigning architects to those um projects. We also want to get some quick start projects going like roofing which we feel we can get done in a um within a year if we can get those
061projects um on the docket. So if you add those projects up we are um spending a lot of money right up front. Does that help? It does. Thank you Vicki. All right, Nicole. So, the process for the bond issuance um when we come back to you on April 22nd, we'll be asking for approval for the bond sale resolution, which would be 140 million as Vicki mentioned. Um and then once we have that approval, we will uh start working with our underwriters and firming up the draft preliminary official statement that you guys have in your packet. Um, that document will go to investors, will explain everything about the district, will explain the district's finances, everything they want to know about investing in Stockton Unified School District. Um, as we get closer to the pricing date, our
062underwriters will have these conversations with investors. And, um, in the past, the Stockton um, USD bonds sell very well. They bring in they attract a lot of investors and um so we spend a lot of time out there talking to investors and making sure that there's a good crowd when we get into the market with this volatility that's going on right now. Um that's really important. So our underwriters are are always uh looking to bring in new people um and make sure that the district's bonds sell well. We'll get to the pricing date in the morning. We'll go out and sell bonds. Um all the while, uh the district staff is on the call with us and seeing how the bond sale is going. Um we'll go over rates and comparables from the market that
063day. Um and we'll they'll give their okay and then bonds will be sold and then about 3 weeks later, it takes about 3 weeks for bond council to work their um paper magic. um bonds uh the the funds will be deposited into the district's accounts for facilities. So, it's a fairly pain painless process. Um lot of paperwork, a lot of the reading, but um for the most part by see if we come back in April 22nd, we're looking to have bonds funded to the district by miday. So, yep, about a two-month process. Any questions on that? Any questions for Nicole or Trusty Forest? Have you guys communicated this process with the bond oversight committee and has that issue been cleared up? So the bond oversight committee um is aware of the upcoming issuance because of
064uh the facility ma facilities master planned. Um and so but the bond the oversight committee will review the spending of the bonds after these bonds are are issued and spent. Um they really don't have much uh to review before bonds are issued. Um but their their job is to review what's been spent along with the projects that they're going towards. So uh they will get all the documentation after the sale. Um but they are aware of of the process and that bonds are being issued. So they have been involved. I just want to make the records reflect that you are confirming that they have been involved and that they have been made aware of the process because they were here not too long ago and they were not being um treated very well and they
065were not being included in the decision-m and the process. They were not being supported at all. And so I just want to make sure I I get the process. If we're going to make money that's fine, but there's still a due process and these are people who we selected. we took the time to bring them on. Um, but we we vetted them. So, I just think that with all due respect, we should include them. Uh, I would defer to the district on to whether or not they're included in the Do you want to speak upon where we are with the um bonds committee uh advisory committee? We had a meeting with them last month. Um, they are meeting tomorrow to go over the report that they'll be presenting to you. In the last meeting, we
066did have Sam from DWK and he did a presentation. There was a lot of questions answered. Um, we did tell them that we were bringing this to the board for the new facility master plan. First committee is the city of Stockton parks and wreck by clerk Donald Donaire. Hello everyone. Um, so this was uh the last meeting happened on uh the last, excuse me, the last March Monday. Um, the recreation department um shared some events that are happening soon. Stockton Arts Nights are um hosting quarterly art exhibits, excuse me, quarterly art exhibits um
069by the Stockton Arts Commission. Um, arts nights will be held at Stockton Memorial Civic Auditorium. Um, the next date is on June 11th. Um, applicants will be invited to participate on a competitive basis and selected by the arts commission uh, who is currently accepting applications for the June 11 event. And then there is also news about a lifeguarding certification class. The aquatics section uh for the recreation department is hosting three more free lifeguarding certification courses in April and May. Uh this is open to individuals who are aged 15 and up. Uh these are blended certification programs consisting of both online and in-person classes through classroom learning and hands-on practice. Uh participants will learn to recognize prevent recognize and prevent injuries, perform water and land rescue skills, provide first aid, and administer professional rescuer CPR. Um
070those dates for the classes are Friday, Saturday, Sunday. Um the first one being April 25th to the 27th, May 2nd to the 4th, and May 9th to the 11th. And this is located at Oak Park Pool. Um the uh parks and recrecks had shared um information about these classes through uh to all school districts through their peach jar communications tool. Um next they spoke about a beautifification event. This is um something hosted by the public works department for the city of Stockton as part of the clean city initiative. Um they're seeking volunteers, individuals and groups of all ages to pick up litter and complete organized um civic projects. Community members will be helping beautify Danton Park up in North Side Stockton by maintaining newly planted trees, painting around the park, and picking up litter. And
071the last thing I wanted to share uh was just wanting to thank Dr. Rodriguez uh for a meeting with San King County Supervisor Gardea who was asking about swimming pools if they're going to be opened up um on school sites uh for the summer for a community in general. So, thank you again for scheduling to meet with him about that. The next parks and recreation commission meeting will be Monday, April 28. And this concludes my report. Thank you. Next committee is the inter agency committee formerly known as 3 by3 committee by vice president Sophia Colon. Good evening everyone. Um so our inter agency committee met also on um the 31st. So we uh talked about our past topics uh mental health supports for our students. We provided an overview um that we have given in
072the past including handouts explaining uh mental health and behavior services, school counseling, our PBIS and our care uh solace services. We reviewed um the discussions we had around traffic and safety uh our and getting the progress report on our safe routes to school projects and the ongoing uh discussion we had regarding traffic concerns at various sites. And we also talked about homelessness and safety. Um discussing how um having the discussions uh I'm sorry, let me stick to the script discussion of student safety around school sites. Um we also provided them the list of questions that our principles had um provided to us and it was a really great conversation. And I think we were really encouraged by um learning about the activities and the initiatives that city council is currently working on. Um and learning
073that council member Padilla is the chair of the homelessness task force. And so we were able to share um about our family and trans families and transition department and their role in supporting our students and families. And so we're looking forward to coordinating and collaboration collaboration um our services with our services and theirs. So for future topics to talk about or to focus on for 2025, um we discussed that we would like to inquire with the public what topics they would like to see the inter agency committee work on together. Um so we here at SUSD will begin by looking at our data um gathered from our various surveys that we've um sent out so far this year as a kind of foundation or or a springboard to then coordinate with our agencies to uh
074send out a survey communitywide. So, um, we all thought that was a an a great way to, uh, kind of look at what we're the information we're gathering from our folks, what are they concerned about, and then have a good foundation to send a a survey out to, um, refine that focus a little bit more. So, first I would like to remind everybody about our students art exhibit that's going to be at the Mexican Heritage Center on April 11th at 5:00. Uh we do have students from all of the school high schools and they will take first, second, and third place um certificates and they also get a cash prize to go with that. Um the next thing is I was able to spend some time with the parents at the Cab conference. conference, which is one of my favorite things to do. Um, while we were there, uh, we were able to talk about, um, I'm going to start a cafesito a libr um, group with the parents and that's going to start in June. So once a month, we're
076going to read a book and have some cafe and they have already chosen a book called Voy Voy Voyage So El Pantano, which means fly over the swamp. and it's about um self-reflection and development and growth. Um and that was a choice by the parents. So, I'm excited to get that started with them. Um they also took they did their tra competition, so they got to wear their cultural dresses. Um which was really beautiful. Um Soft Unifi took second and third. Um the only reason why we didn't get first is cuz the lady had her little knitted head beads that she made by hand and I say that's the only reason why she won. Um, but they all did really great. Um, I was able to, one of the parents pulled me to the side.
077She did the vendor tour and she found a um, academic program that will support parents at home to help their kids in Spanish um, with their homework and their assignments. And I'm going to I already talked to Dr. Rodriguez about it. Um, so I'm going to send the information over to her. And the vendor did give me three free sessions for a school site. So if there's a school site who would like to pilot it, um we could do a test on it. And the mariachi group um did really great. The kids, they again, like I said, they should have took first place. The audience really really was from the moment that they stepped on the stage had the audience captivated. They were like really there. Um, I believe they said that the issue might
078have be the vocals, but I think if we throw a GTO in there somewhere, we might be able to get them in there. Um, also I was able to see Dr. G, I don't know, is he in the house? Dr. G, are you here? Dr. G did a workshop that I was able to uh sit in on and he taught us ba the bachata, the dance. Um and I just really like the way he used the analogy of dance and music into how we support our curriculum programs in our school. How different um programs we have like thousands of different types of programs just like we have different types of cars um and they all work but what works best for you. Was that it? 079Daire. Hi everyone. And so I just wanted to share um about my attendance at the National School Board Association conference this past weekend. It was from April 4th, Friday to the 6th Sunday. This was located in downtown Atlanta, Georgia. Um some of the workshops that I've attended and really resonated with. Um here are some of the titles. When students and staff speech collide with Anti-Discrimination Law, just going over some of the um previous and current uh litigations that are happening right now. Um, a lot of these conversations are happening at the national level. So, um, um, I really want to bring some of these conversations to the district. Um, particularly through the equity and diversity committee. Um, another workshop that I attended that I really liked was on best practices for effective collaboration between board
080members and district administration. Something that I've um kind of noticed throughout all the workshops that I've attended was that a lot of in a lot of ways we're doing some of the a lot of the things already that these workshops are letting schoolboard members know that they can do too. So I'm really that kind of gave me like a boost of confidence in our district that we are on the right track and that we are ahead of a lot of um school boards nationally. So I just wanted to give our district some flowers in that sense. Um uh a keynote speaker that I really enjoyed um is Dr. Pedro Antonio Nggera. He is a sociologist, education researcher, and a former public school teacher. Uh he's one of the nation's leading scholars on issues related to
081race inequality and education. Um what I got from his talk um was this really striking um question. He asked during this period of polarization and uncertainty, what should we expect from elected schoolboard members? And so he's really trying to um get us to think about how uh districts can get through this time of bitter national polarization and really um try to talk uh candidly through the differences on some of the toughest issues in K- through2 education today. Um and so um his work is is really trying to get schoolboard members to think about what is the common ground for a lot of um for a lot of the work that we do on school boards. Um he's illustrating a model of responsible civil debate between schoolboard members um based on substantial principal differences. It's also
082a powerful meditation on where 21st century schooling is going. Um there's a lot of uncertainty right now. a lot of our families and students are feeling that and so I feel like this um lecture really spoke to what we have to do in order for our kids to get ready um in terms of workforce and also just um wanting to build the future that we want to live in. Um sadly we did not we we did have to leave uh for the airport before we got to watch the last general session which features I just wanted to share this Golden Globe winning actor Kevin Bacon. Um, if the theory is right with six degrees of uh, separation, I guess that means we did watch him at the end. Um, so thank you. That concludes my

Um, topics covered were human resources and collective bargaining. Um, on Saturday, April 5th, I attended the family migrant conference with Dr. Rodriguez at Franklin High School. Um, and then later that evening, I attended the Friends of Walton Booster Club crab feed with, um, Casey. Uh, that was really cool. Uh, and then, let me see, this weekend, um, I have two things lined up. So, I'll be looking forward to attend the NAACP uh prayer breakfast uh Saturday, April 12th and then also the NVLF newly elected training on the same day. And that's what I have. Thanks. 084I had the opportunity to visit two school sites and that would be King School and Filillmore. And we got to sit in on some of the classes, walk around and see what kind of good work they're doing, and they're both schools are doing great work, I think. And that's it. All right. Uh, moving on to Well, I'll go next, but I just wanted to just um lift up the fact that people don't know that Trusty Flores was actually the reason why our kiddos got to perform um down at Cababe. So, she came back really she's performing and we know that Stockton has one of the best mariaakis around. So, I do want to celebrate the fact that you are constantly looking after our kids to make sure that they
085do have opportunities to excel because if we're talking about joyful opportunities for our kids, um we have to make sure that they really have the opportunity to shine in areas um that they find to be important for them. So, just wanted to lift up that word for you because you didn't get the opportunity um to say it. Um secondly, I did get the opportunity to go down to Atlanta, Georgia with my colleagues, Trusty Daire and Trustee Cologne. Um the workshops are really great. Uh I do um also align with Trusty Zair on the fact that our district is moving in the right direction. Hearing from some of some of the other schoolboard members about where they are. We are on track to make some things happen here um in Stockton. I was really impressed around
086um AI making sure that our kiddos are using AI for their advantage. AI is not going anywhere. I think we have to get on board and make sure that we make the most out of it. Um and also when we talk about our cell phones, how do we have a policy that support our kiddos that does not create barriers. So we did see a lot of schools um talking about how they're banning cell phones and things of that nature. But I think Stockton Unifi will be next to um aligning a policy around what supports our kiddos. There was also a lot of opportunity um around equity work when it comes to ban books. Um, but we want to make sure that Stockton Unified that we're a place where our kiddos have access to literacy and
087making sure that that access look like um what our kiddos want to read, right? So, making sure that we are not banning books so that our kids have access across the board to books that are culturally responsive and relevant to who they are and the people that they want to be. So, looking forward to the next conference. Um, and then supporting our bands down in New York coming up soon. and then lobbying for our school district specifically around um sped funding um at the capital. So looking forward to great things happening here at Stockton Unified and then I will let trustee uh priest kick it off. All right. I had the pleasure of attending our CASA conference alongside our superintendent Rodriguez where we explored uh powerful and inspiring uh sessions. Those topics included uh strengthening
088our PBIS implementation, expanding project-based learning opportunities, and learning from the founder of the Black Teacher Project, Dr. Mosley, on strategies to retain black educators. We also engage in sessions uh focused on promoting black student achievement, preparing our future educators, fostering leadership within the black community, as well as foster fostering leadership opportunities for our phenomenal black and African-American staff members that we currently have. Additionally, I was able to meet with our inter agency committee to explore ideas and innovative opportunities that can benefit both SUSD and the greater Stockton community. I remain excited and hopeful about the new possibilities ahead and will continue my work with the masters in governance training and in collaboration with schoolboard partners to uplift and advance our outcomes for all students. And as always, I am grateful for the experience and opportunity

Fremont's Art Experience, Franklin's Brown Issues Club Plus Summit afterparty. Um it was exciting to see our schools are doing meaningful work to engage students and it's really just inspiring to see the results. um whether it's through uh studentled projects um seeing them advocate in our city, our students are showing us what's possible when we nurture their voices and their creativity. I got to read to um TK and kinder classes at August and also got to walk through a few of their special education classes. I also visited uh special education classes um at Harrison when I visited their school. and I got to spend some time at Chavez High School with Miss Cortinez's special day
090class along with a pair of professionals, Miss June and Mr. Will. And we got to work on making a solar system model. I mean, like, we really did work with clay and everything. It was so much fun. Um, it was a lesson from the Teachtown curriculum and um it just showed how how engaging um the teacher and the students were in this project. Um, quick plug, uh, Special Olympics track and field at Chavez tomorrow from 10 to 1. Please, um, if you can make some time to be out there, do, um, our families would really appreciate the support of of of the community, um, cheering on our students. So, this week, um, I've I've just really experienced a lot of joy watching firsthand the incredible work that our teachers and our staff are doing to
091support our students. And it's just a a powerful reminder um of what's possible when we prioritize inclusive and meaningful education for all. And so I am wearing my tie-dye shirt um to support autism acceptance month and just in general just to show support um for an inclusive environment for all of our students. I think it's one of the one of the areas of education that I wasn't familiar with before, but being a trustee has really opened my eyes and uh listening to parents, seeing our students, um it's just it's really encouraging to know how dedicated our staff is and to see the joy and the success in our students. So, it's it's really been a highlight so far. Um, despite any proposed changes at the federal level, I'm proud that our district will remain committed
092to ensuring students in our special education receive the services that they need. So, as mentioned, later this week, we'll be meeting with Assemblywoman Rhdesia Ransom. And later this month, Congressman Josh Harter. So on both fronts at the capital and the state and the capital of the of our nation um to advocate strongly um among the issues special education funding and support to remain and grow our students deserve deserve nothing less than our full support and I'm proud to be along with my board colleagues here to continue to be a voice for them every step of the way. This is I
094believe his 10th or 11th annual so it has been going on for a very long time. Um but we had thousands of students there. Um the team Maryanne Santella's team does a fantastic job. Um Jillian um Glendy was down there um helping to orchestrate it all. um students had the wonderful opportunity to do um so much together and so we have this video for you to see them in action and just see the amazing fantastic students that we have that represent us and our community. So, here you go. More than,300 excited SUSD students packed the Spanos Center at the University of Pacific for the 8th annual Plus Summit. you because you are you are impact you have an impact on every with every single child plus which stands for peer leaders uniting students gives students
095the tools to become the next generation of leaders on school campuses and beyond. I would explain plus as a a community of students that are willing to make our schools, our environment a better place for everyone. We are hearing from our wellness speakers. We are presenting our state seal civic engagement projects from our high schools through a pop-up museum. The pop-up museums featured an array of different subjects from the impact of wildfires on the environment to drug prevention. It's really showing what plus is a community where we can come together, enjoy each other, make bonds and memories together and just be a better person all together. Plus, plus one connections together as well. I like it for people to make new friends and communicate with other schools. Plus gives an impact of peer leaders uniting

We will also be sharing information out on social media every Friday in April to increase awareness and promote acceptance. We also have an interactive learning library which has several different resources to learn about autism and neurodeiversity and create awareness and acceptance. 100uh, for giving me the time tonight, um, to share a little bit of our safety, uh, vision that we had for the district. So, one of the things as um over the last two years as we stepped into these roles um with the leadership, we're trying to determine um what the vision of safety was for our schools and to include what items we were going to prioritize um to make our schools um the safest that we could possible. And so, um, we created this one sheeter to really, um, see the work that was done behind the scenes, um, and then also for our community to see exactly what these safety projects entail and how they work together, um, to create that safety plan. And so, with that, we start off kind of with this picture.
101And obviously, this is a little outdated cuz this was um, like I said, about a year or so ago. So, the dates have obviously um, a lot of these projects are at completion um, phase already. And so, we start off first as you're approaching one of our schools. Um we have our perimeter fencing right that is going to be that deterrent um you know for those who um don't have a purpose on our campus. We want to welcome those who have a purpose and then need to be there but we also want to ensure that you know the ones that um have no purpose and potentially could want to cause some disturbance or harm to our um staff and students um create that layer. And so we kind of looked at it as an onion
102peeling out the layers starting from the outside and then coming in. So each step is going to make it harder um for someone to come into our campus and successfully um become a threat to our our kids and staff. And so once they make it on campus um well you have a perimeter fencing and then um so that's a deterrent. Then you hit our access control which is our um you know at the front of all of our schools um our schools are 100% complete. So that allows our sites to vet um every visitor that's coming on, right? they um press the uh the doorbell, they're granted access um uh via video technology with the front office staff that will inquire um you know what the purpose for them to be on campus is. And
103this allows um our staff to do a quick screening too, right? To see who is this person? Is this someone who um you know we believe has weapons, right? Um potentially um unhoused or mentally unstable that we don't want to grant that access. Um so we easily once they go past that uh phase then they um are u met with our um hot pass visitor management system. Um and so before they are granted that next level of access they're going to have to check in um using their ID which does a quick check um on the national um registry of sex offenders to ensure again that there is no threat to um our students um and staff once they're on campus. Once they are you know we vetted them through those three pieces. they come
104on campus, they will be monitored through um our camera system. Um and so um our first phase of the camera system is almost complete. We're um anticipating 100% completion at the end of May. And so this is where the second phase starts in to bring in the the remainder of the schools. This is connected to our dispatch center um and has um extreme um AI technology that um will allow us to do a lot of things if we do identify a threat. Um with with that obviously we put in a lot of the parameters um to ensure also that we are respecting privacy. Um but um in the event of a lockdown we have the capability to bring up a map that shows us exactly the movement on campus. So um it'll allow us to
105see if we have someone who's just wandering the campus that could be our potential intruder or right identifying if it's a staff or student that might need additional help and getting those resources there. Um, it also, um, has the capabilities, um, once we, um, activate that level of it to, um, identify weapons on campus. So, we won't necessarily have to rely on, um, you know, one of our witnesses to be able to see that someone carries a weapon. The system will automatically detect it and let dispatch know and and generate that response for us to get there sooner um, to prevent any kind of harm from occurring on our campuses. Um once they're on there, if the event an emergency were to happen, um we do have our catapult uh K12 emergency communication system that
106allows us the ability to automatically um notify um our campuses if there's an emergency, whether we needed to go on a soft lockdown, evacuate, whatever it is, and it allows a two-way communication um from our dispatch center or um including within the school site. Um the other thing that we have is our um inmat inmaps emergency routing. And so those are updated maps. Um those are um currently being worked on. Um so we identify that they're accurate to our sites. Um but once we have those out, you will have a map that tells you this is where you are. This is your fastest um evacuation route. Um and so that way, you know, it's clear for anybody who comes on our campuses, including people who might not be as familiar to know what the best
107pathway will be to um you know, avoid a threat. And then um you know, lastly, uh um another tool that we added was our say something anonymous reporting system. And so this allows our staff and our students to anonymously report anything um that is occurring on campus again to have that preventative u measure in place. And so um this is our vision as a whole. Um not to say that this is where we stop, right? This is our vision that we wanted to get going um in the moment to make our school safe and um let our staff know that they and our students that they are priority and that we were paying attention to the needs. A lot of these um items came at request of our students um at the uh uh superintendent's
108advis youth advisory board um as well as some of our town halls. And so that's where the focus um you know went. And so this is the overall picture again with us yearly as you know um funds are available and um opportunity to continue to build um again to make sure that our campuses um remain safe and you know supporting our students to get that education. My favorite part about this is that the profiling they're not profiling by, no offense, law enforcement profiling of minorities, right? For sure. it is um it's going to profile by color of shirt, the type of shoes, um
109like attire or like the color that a person he or she was wearing. Um and I think that was my favorite part of the the program because you know we could profile say the the camera zoomed in on somebody. It's not zooming in on a ethnicity. It's zooming in on colors of description of what somebody wore. It might be that might be that way. That is correct. Yes, you did. Um, so practically it is it it is a a huge additional tool for us as we respond. So when we get the calls into dispatch, a lot of it is getting the information and then being able to know where that person is on campus. And so as they call our dispatch center and we gather those informations, what were they wearing? If they tell us,
110you know, was a red shirt, black pants, we can literally put it into the system and it'll um recognize anyone who's wearing a red shirt and black pants. Um, so it allows us to minimize um or um to pinpoint way easier who our threat is on campus and exactly where to send our resources versus, you know, previously we would get that information. You have to have your SRO get on campus, you know, through the radio, hey, where's that person? Right. Um, this allows them to have that capability and getting that information in real time from our our dispatch center. Um, so that that is a great um addition to this system. Yeah, I love that part. Right. Any other questions? No. So, I want to ask about the hall pass. So, how soon does it
111So, I give you my ID and there's something there registered offender. How soon does it come back? Is it instantaneously? It is instantaneously. Yeah. Okay. And then who has that conversation at the school site? So, your ID pings, right? So, somebody has to have this this conversation about you can't be on campus. Who's having that conversation? So, it's it's collaborative. So when um you get the ping um they call um our department because we want to ensure that we verify it. So a lot of times right it's going to go by the nearest match. So it might not be this the actual person um and um or it might be outdated information that perhaps the system you know on the back end um with law enforcement wasn't cleared when it needed to be cleared um
112because the laws have changed with um sex offenders. Um so we respond and then we run a clutch check. So we'll verify the ID, verify the hit, and then we ensure that it's still an active um you know registry in the system before that conversation is had. Um at that point um they have broken the law already. Um but we have left the discretion between um our staff and obviously um the officer responding based on the circumstances to make the decision of whether they just do a report because we always want to document, right? um people lied to us unfortunately and so we always want to document what we were told and forward it to the DA or affect an arrest if we um determined through our questioning and everything that there was a more
113ill intent um than maybe perhaps some miscommunication from you know a um a principal calling a parent who failed to disclose hey that I have this but they had a legit need to be on campus uh for their student but you know there still was laws to follow. Say there is a parent who does have something in their background, but it's not like super violent. M um is there going to be like a gray line where like the principal has a relationship with the parent? You know, maybe we have a reformed, you know, person that comes out of serving time and now they're reformed and second chances and even that is that I don't
114know if that maybe that's a superintendent or I don't know who addressed that call, but say it pings like is there going to be I don't want it to turn into also something negative on your end of how deep or detailed it is to not let a parent be involved. For sure. So, for this, it's just for um you know, a sex registering offender. Um if it was anything criminal, it wouldn't generate within that system. Obviously, um you know, a 100% several people have backgrounds that doesn't necessarily dictate that they're here to make harm at our schools. And they do have that, you know, um reason to be there to support their child as well. And that is even for um sex offenders as well. So however um the law is that before they step
115on on a school ground they actually have to have permission from the school. So in the sense of how I I mentioned the incident where a principal might call a parent the parent should disclose that um they are a registered sex offender um so that a protocol you know comes into play. So currently our superintendent is the only one that can grant access because if we do grant access it also um you know um requires some notification that needs to be made. Um and so we want to be able to support the child and the parent as well. Um and so now what we recommend is if that's the case um obviously leaving it up to the school where they have the ability once Dr. Rodriguez approves if they have the ability to secure the
116remainder of the children because you want to grant access to you know the whole campus or if they can be done in a different manner versus perhaps via Zoom or via telephone where you're accomplishing the same and um still having that relationship but protecting the rest of the students.
