007closed session and event will announce a number of public comments and request each person to write the public comment in the order they were received and Abby will be the timekeeper do we have any comments uh yes we have uh one comment and the first comment comes from uh to uh Mr Victor Garcia regarding 2.2 good afternoon superintendent Rodriguez and board members I've been an after school program facilitator for almost 16 years working for the Stockton Unified School District I've sacrificed many opportunities along the way because I have enjoyed growing learning and giving my all to this job in growing I have learned to understand the full power of politics that have been played throughout my time here I have seen a positive but I've also seen much of the negative as well from having
008to sign off my letters or recommendation to keep prominent people off my back to being threatened by former board members and presidents of past partner organizations this place has continuously been about who you know and not what you know it's more transparent to me that it's about people being able to talk their way to the top instead of carrying the experience and the know-how to do great work for our kids for some it has continued to be about titles power and money in this community instead of working to build a team that will make a difference in the lives of the families we serve I know that deep down in my mind and in my heart I always choose to do what is right not just for myself but to also do right for all
009those who are impacted by Dirty politics politics and bad decisions I'm proud to say that I have never talked my way up any ladder anything and everything that I've ever earned has been my own merits and by my actions I may not have always gotten it right but I know what's wrong what's wrong is wrong and what's right is right superintendent Rodriguez you have given credit to your success to the people that have helped you build that trust and belief I can only hope that you will eventually realize that true leaders aren't about how well they can talk but about the actions they take to build a team that will support those leaders this school district has to be fair and Equitable to all it should be based on someone's work ethic and ability to
010work with others it shouldn't be about do what I say but also about do as I do to eventually build on more leaders the school district will not get any better if it does not acknowledge the Angeline wounds that have been covered up for so many years we all know that you can hear our own by saying that it doesn't exist we should at least make an attempt to do what is right 401 not just for this for the one in about three months I'll be able to marry my fiance and I already have two kids that I'm being a father towards and I just want to make sure that people understand here that I'm going to continue to teach those kids that it's about having integrity and working hard to be in the positions
011that you're in it's not about giving anything to anybody and also another thing is just let's listen a little closely to the boots on the ground and not just base it off of what higher higher people say to you guys um however this goes I'm okay with it um I'm okay that I'm speaking uh with as much sincerity as possible and I just I hope that we continue to turn this District around in the right direction thank you The Madam president that concludes public comment for uh 1.5 item 1.6 Public Employee discipline dismissal release do we have any nothing I'm aware of item 1.7 our president our vice president Kenneth Stevens we'll go over what we are considering in closed session thank you president Flores in closed session we will consider item number 2.1 a

021had ways that they thought that we could actually do what we needed to do in order to support the Chinese program and then second they were willing to also listen to other perspectives they were willing to hear me out hear out what our limitations were and then actually take that information and make additional Solutions off of it and so I think they are an incredible set of students um and I appreciate the fact that um they had teachers that came and supported them um and that they were always respectful and understanding but at the same time passionate and committed so thank you students we're going to call you off and we have a certificate for you we will ask you to we'll move the the structures so you can come on up and we will

023a picture with your group please as well everything I am going to bombed your picture too did you see that yeah congratulations love to see student advocacy all right moving on to item 5.1 oil suggestions regarding Open Session and evit will announce number of public comments and request each person to provide that public comment in the order they were received and Abby will be the timekeeper thank you madam President we do have a couple items a few uh cards pertaining agenda item 8.1 which we will we will hold for that time when we reach that item I do have two Open Session public comments uh the first one is pertaining agenda item 11.4 and it comes from Mr harpreet Shima okay hello everyone so at the um July 11th regular board meeting the superintendent said
024she quote tries to have very transparent communication and succinct communication quite frankly language in this agenda item is a little more than PMC word vomit anything but transparent and succinct but we did pull out a few key phrases that do concern us quote enhancement of effective and strategic cross-sector Partnerships code support capacity building to broker collaborative Partnerships which will enhance the district's overall resource acquisition strategy code involvement of non-instructional consultants and quote identify the source and amount of District funds to be utilized to pay for the services for the rank and file this is equally or easily recognized as the language of privatization just like Outsourcing of CSEA work to make infographics to continue to be concerned that the board right now does not see the rank and file as pillars upon which our district
025stands and instead continues to look outward to nonprofits and private businesses as sources to the answers to how to fix susd and speaking of infographics the 30-day update which you said needed to be hired out because quote our department have not to date they have not produced the level of say the districts that I produce and quote and what did the 30-day update include things like meet and greets survey results and hiring staff hiring staff are the Baseline duty of a district not something that we should be bragging about and there are also seven to ten thousand dollar hiring bonuses it's not a long-term solution to our staffing shortages even less so when the budget shortfall next year comes around we should be addressing working conditions and pay people already working here making sosd a
026place people want to work under next steps in the next in the 30-day update the only thing um that was not more meet and greets was quote strengthening of partner ecosystem which again just goes back to our concerns about privatization unfortunately it seems we do have a politically naive board but when you're what you're voting for when you approve these requests it's the ability for the superintendent to produce propaganda and spread it through soc's channels including what will be produced by this agenda item your one job is to hold her accountable to do her job why are you giving the tools to win over the public prior to actually doing anything or just make your job your one job that much harder when and if you try to vocalize any criticisms you have with the
027public I don't think that teachers need infographics to tell them they have the support they need in the classroom other workers don't need infographics to tell them that they're not being stretched thin anymore and parents and students don't even for graphics to tell them that their kids are keeping up academically a Fresh coat of paint is just that it's not a fixed for the structure underneath thank you and the next public comment also comes from Mr harpreet Shima regarding agenda item 11.5 okay this one's a little long so I'll go fast um in the 2022 lack of going concern letter from Santa King County Office of Ed it was stated according to fix Max January 25th 2022 report the district's Financial software does not properly report and maintain the number of Staff positions and vacancies
028end quote we lack position control because there was disagreements between HR and the business office the grand jury recommended we switch to Frontline Escape Financial software however grand jury recommendations do not override state and federal regulations according to Nobles presentation susd is required to do a formal RFP process for items that cost more than 109 000. we have a multi-million dollar contract with Frontline and yet the RFP process doesn't seem to have been used when we switched away from business plus our old Financial software we needed to ensure that we addressed any and all shortcomings with it it appears we fail to do so with Escape by Frontline because we are now being told we actually need Aloe view on top of it to address position control we're not told that with our view principles
029that school sites will be able to see their budgets and make Staffing or purchasing decisions live um in my opinion Escape is not able to do monthly automated exports that can be sent to principles to give them an update on their budgets then was it even worth this much money maybe other software does but we don't know because we didn't do an RFP process I love you cost the district 683 000 and yet again even for this we didn't go through an RFP process those are brought in by the superintendent's uh recommendation but it's above the 109 000 threshold the 2021-22-22 grand jury report criticized susd we're not consistently using the RFP process because of this criticism and pressure from the state we recently updated our bylaws including BP 3310 that says quote the district
030shall ensure the compliance with these steps for purchasing is a properly documented at the time of purchase there's no documentation about the rft process or why it was skipped or the justification for it in this agenda item we are getting a discount from our view for a multi-year commitment and case study what information is going to be shared with all of you and then through them to other districts personally I don't want anyone using susd as another project to be tackled patched and then proudly added to their resume lastly always funding comes from the 2014 measure e Bond the ballot question for measure e was quote to increase student access to computers maintain and upgrade educational technology upgrade classroom security systems for increased student safety upgrade technology servers routers and storage area networks end quote
031all of you does not fit the measure e Bond description in my opinion it's not educational technology doesn't upgrade classroom security and safety and it's not techno technology Hardware like servers routers and switches um the ballot question also says there's going to be independent oversight however there's no bond committee set for this Bond and then if the bond or if the board and superintendent want to pass this I ask that the agenda item be modified to guarantee that all unions and parents have access to the same dashboards after all this is a layer that sits on top of the financial software and our unions and parents deserve to have the same insight into how Resource Services thank you I'm moving on to idle 5.2 oral suggestions and comments from the community regarding non-agenda items and
032event will announce the number public comments and request each person to provide that public comment in the order they will received and Abby will be the timekeeper thank you madam President we do have two non-agenda items and the first one comes from Miss Maria Mendes good evening trustees president Flores vice president Stevens and Board of Trustees and superintendente Dr Rodriguez the reason I'm coming here to actually is to disclose and actually face trustee Alicia Rico for defending me right now with our parents and saying things that did not happen lies she's also putting other leaders staff other District current staff saying bad things if this was true how come you didn't mention none of this to this parents of Lies throwing my name under the bus keep your name my name audio Mouse for one
033thing the other thing is how come you didn't say these things when I was on the board and on the diet because I work hard called us out and besides that right now no parents they steal come and actually talk to me they do contact me at what is currently happening to them uh between you two okay thank you very much Madam president the next comment comes uh from four of our students from Cesar Chavez High School and they are from Skyler Hong Athena Guru ruin you jazlyn Coleman and it's regarding the Chinese program at Cesar Chavez High School good evening everyone first we'd like to thank the board for supporting us and helping reinstate the Chinese program at Chavez we'd also like to thank Dr Rodriguez on behalf of our entire Chinese program family
034for having us here and at our earlier meetings we thank you for hearing us out as it has been a very difficult trying to get even a bit of justice for the Chinese program when we learned about the reinstatement of the Chinese program we thought the whole program would be returned to its original state but unexpectedly our school only offered two classes for this school year they insisted that the students who wanted to learn Chinese would have to wait another year we thought that this was unfair not only to the Chinese program but to those students our school has made multiple mistakes throughout this process we have been working together with the board as well as Dr Rodriguez to correct the mistakes made by our school these mistakes has caused a great amount of damage
035to the Chinese program that would take much time to mend the board as well as many district officials have been working hard to support us and hear us out as we have we have been fighting to keep the Chinese program afloat which we appreciate we have been fighting for several months including during our summer vacation for our Chinese classes to remain at Chavez and to be given a fair opportunity to flourish we still we still don't know why our school tried to implement only two classes for 2023 to 2024. when going to the June 6th board meeting and while speaking to Dr Rodriguez we requested the program to be returned to its original state even when speaking with Dr Rodriguez she stated if the meeting happened in March you could have had the whole program
036back why didn't our school want to give us back the whole program program rather than just two classes in this entire year since the beginning of this fight we have been nothing short of incredibly reasonable we didn't cause a big fuss nor did we disrupt disrespect the school we have always asked for the Chinese program to be the way it was we didn't ask for more and we had to accept Less in the end Dr Rodriguez didn't do this to make us happy or to please us Dr Rodriguez corrected a mistake made by the school and did what the school wouldn't do which is the right thing she really listened to our reasonable voices Miss Sanchez assured that students would have two weeks after school begins to be informed of the return of the Chinese
037program and to change their classes but only two were offered so even if the Chinese if so even if the students tried changing their schedule to include Chinese there wouldn't be any room for them the Chinese learning opportunity was taken away yet again by Chavez Administration this is not only just a mistake but a broken promise made by our school the school should should both take accountability and correct their mistakes rather than choosing to leave the Chinese program to suffer for their own wrongdoings currently only one Chinese one is offered and it's filled to the maximum some students who want to learn Chinese one and two in this school year do not have the opportunity because there is no room we would like to take the time to thank you again for hearing us out
038and urge you to continue listening to students voice in order to prevent this from happening to the Travis program Chinese program again there are many obstacles such as initial cancellation in efficient way of notifications old registration forms used the lack of time given to students in changing Chinese class in Spring of 2023 we strongly suggest that 2023 to 2024 be taken as a recovery year because of these facts we want our program to be back to its original state in 2024 to 2025. we are concerned that our school will let this happen the school should be there as a system for students to rely on and to learn from yet it has been signed and ignored us time and time again over the course of several months even cutting into this upcoming years because of
039this Chavez School administration should give students a written apology because of this mistreatment many students were deeply hurt by this situation we felt we were treated unfairly differently and unequally during this whole ordeal it felt as if the school did not respect us enough to listen to what we had to say we were demeaned by school administrators and talked down to it felt as as if administrators were on a power trip and only did what they wanted to do without considering how we felt about it or without considering our educational needs administrators were highly unprofessional and extremely irresponsible in handling the situation not only did they ignore our needs and disrespect us but they also blatantly disregarded the needs of other students as well when creating when first creating the 2023 to 2024 schedule the
040aforementioned apology isn't for our amusement or to boast but the unfairness of this situation has really created not only a rift between students in their school administration in some cases it has even caused resentment on either side which is not in the best interest of anyone students have had to go above and beyond just to ensure their classes are not canceled which should not have been their responsibility at all the responsibility of listening and protecting students education falls on the shoulders of the school administration yet they've failed us time and time again until the new superintendent Dr Rodriguez stepped in therefore administrators should be the ones to apologize for the fact that they had to fix their mistakes we hope that we can continue to solidify the relationship between the district and students alongside the
041relationship between the schools and their students so that all may continue to be both stable and communicative we appreciate you taking the time to listen thank you very much okay Madam president that concludes a non-agenda item public comments thank you Chavez is showing up today uh moving on to item 6.1 approval of consent items can I get a motion to approve all motion can we get a second second Stevens protocol vote vice president Stephen yes trustee cologne yes trustee Denair yes trustee Mendez yes trustee Rico yes trustee silhouette yes president Flores yes motion passes unanimously moving on to item 7.1 where we will now receive a presentation from Capital Advisors Group LLC Mr Kevin Gordon and president of the capital Advisory Group LLC welcome and thank you for coming to visit us a really beautiful
042facility it's twice as large as the state board meeting in Sacramento I'm sure you've been up there a little bit so uh congratulate you on that uh I've served on a school board in Santa Barbara years ago and also in the state legislature for 20 years was the elected State superintendent I just want to thank you for your service uh the sacrifices you make the commitment you make uh just always very very touching so so thank you uh sincerely we want to bring you an update from Sacramento uh and I'm going to just briefly touch upon three topics I want to fill you in on the calendar of the legislature right now uh to touch upon the state budget situation and number three uh School bonds so with respect to the calendar for the legislature
043the legislature returned from their summer recess last Monday they're scheduled to be in for four weeks they actually had to cancel their floor session in the State Assembly and state senate yesterday because planes from Southern California from San Diego LA and Burbank could not fly could not get up to Sacramento because of the hurricane and so they lost the day of Florida session but they're scheduled to be in until mid-september about the 14th and then they go home until January first Monday in January they will right now in the State Assembly all the assembly authored bills are over in the state senate and all the Senate authored bills are over in the State Assembly so this tends to be when the two house Warfare you know sometimes breaks out you then vote for my bill
044and so I'm not going to be voting for Europe not that that would ever happen uh you know been there and so that's something to always uh watch out for always very entertaining and then when they go home on the 14th of September the governor has 30 days to either sign or veto legislation that's sent to him and then our friends will come back in the legislature the first Monday in January and always great anticipation a week later the governor will put forth his budget and that will be the final year of the legislative session and they will adjourn on September the 1st of 2024 and go back and run your campaigns I'll commend the legislature they're both starting when they came back the Senate and the assembly on the same days unlike in Congress
045you may have noticed the U.S Senate is coming back on September 5th the House of Representatives isn't coming back until a week later so when you wonder they're not on the same page they're oftentimes not even on the same calendar so I just thought I'd point that out number two is I wanted to touch upon the state budget and as it's been well documented and we kept your District informed of some of the challenges that we had the state budget was really hemorrhaging uh last year Revenue slowed down why is revenue so volatile when we went from uh receiving nearly 100 billion dollars more the previous year it's because we are so dependent upon personal income taxes 40 years ago the biggest Money Maker in the state was a sales tax today it's personal income
046taxes in fact two-thirds of the state revenue comes from personal income taxes and uh what's really dramatic is of that two-thirds money coming in half of that two-thirds comes from the top one percent so when the top one percent quite frankly are doing very well and they make most of their money on the stock market uh then we notice the state general fund is also receiving more money as they cash out and get more Revenue coming in with the higher tax brackets on our Progressive uh income tax and so that to a large extent we are so incredibly dependent upon uh that top one percent uh here in California uh we are very healthy reserves we have nearly 40 billion dollars in reserves we have if you count all money Bond money Federal money coming
047in over 300 billion dollars in the state I usually discount the general fund money which two-thirds as I said is personal income tax and then sales tax and then banking corporation taxes and that comprises about 95 percent of all the state general fund and that's uh nearly a quarter of a trillion dollars this year it's about 230 billion dollars so I round up and say about a quarter trillion of that we have about almost 40 billion dollars in reserves we've been asked the question is this the most money the states ever had in reserves well the answer is yes and no yes it's the most money if you just count up the thousand dollar bills in the State Treasury but it's not the largest percentage of the state general fund and I would ask you
048to think back to 1978 uh we had a not a a state budget that was uh in the neighborhood of 230 billion dollars but 1970 it was only 17 billion dollars and the reserves then were uh seven billion dollars so it was a much larger percentage in 1978 and because of that as if the coin that the phrase was coined by former speaker Jess unru the I've seen State Surplus when you have 7 billion in reserve on the 17 billion dollar budget he used the term obscene State Surplus and that's what led to the passage of Proposition 13 the property tax limiting uh initiative so the the way we are where we are today and Kevin has really the most updated numbers just released as we were driving here uh today uh but where we
049are today is the the fundamentals of our economy quite frankly are very strong uh most economists will tell you if unemployment is five percent or below uh they consider that full employment State of California were 4.6 uh if you look at the country it's about 3.5 percent most people say California or mobile population people are shifting jobs more frequently and that's why we're usually a percent percent and a half uh above inflation 3.2 percent you remember where we were a year ago we were around nine percent uh and so that's healthy as well interest rates are high a lot of people predict that when since once inflation comes down we'll be doing uh much better but interest rates now with the highest they've been in 22 years uh and then there's a program two programs
050that I wanted to talk about as it relates to the budget you might remember the learning recovery block grant one-time money going out to school districts and it was uh initially seven it was 7.9 billion dollars that the governor said uh and this was a legislative proposal came from the legislature last year and then this year uh to continue this program 7.9 billion dollars for the Stockton Unified School District when the governor put that money forward we did the calculation it was about 57 million dollars coming to Stockton for this one-time money for instructional purposes a learning recovery is the name of the program and then when less money came into the state the governor did his May revise and he reduced the expenditures uh in this program and reduced them significantly so the funding
051for the Stockton School District went from 57 million dollars to 39 million dollars a big cut and then we were able to work the legislature hard we worked with our education friends uh in Labor uh with CTA CSEA all of the key groups we were able to try to restore much of that funding and we were successful we were successful that for Stockton we went from 57 to 39 to 49 million dollars and I'm rounding off but for the 49 million dollars uh that looks a lot better than where we were in May and then the second block grant was called the music and arts uh block ramp and it was uh we call it fungible it was pretty flexible so that money could be used for virtually anything it was not limited to Simply
052music and arts even though that was its title and so when that program was put forth total was about 3.6 billion dollars and then we looked at that for Stockton Unified School District and when that program was first put forth in January for Stockton Unified School District it came out to about 19 billion dollars and then a million dollars 19 million I wish it was a billion dollars thank you 19 million dollars and then when the cuts came out the uh for the May revise because money again was not coming in uh we were able to make the case that this is an important program a lot of school districts needed this to make good on commitments that they made through negotiations uh for stirs and purrs utilities continuing to go up and so it
053looked like we were going to go from 19 a million dollars down to nine million dollars and then the final budget we were able to get it restored for Stockton back to 18 million dollars to help where this money came from primarily was local property taxes Statewide uh the legislative analyst Office Independent nonpartisan very objective they said to the Department of Finance we think you're low a couple billion dollars and so again we we put together this great Coalition with our partners in labor with management and made the case to the legislature this money can be used to restore many many of these cuts and so we're really pleased that we were able to during tough Economic Times be able to restore much of this funding to Stockton Unified School District and then my last
054topic I want to mention just briefly is on school facilities you know we have an uh older educational infrastructure I spearheaded the effort and wrote the legislation to lower the vet vote threshold to 55 percent and that was prop 39 in the year 2000. and you might remember that before that it took two-thirds vote to pass a school bond measure and I actually keep track had we not been successful with that prop 39 in the year 2000 we would have had 60 billion dollars less and that this would be a 60 billion dollars less Statewide so the state of California needs to do its share and so we did not have a bond measure on the ballot last election cycle we did in 2020 and it was coincidentally known as Prop 13 and it was
055defeated it was on the ballot in March and it was pre-k through univ University and we got 47 percent of the votes so we came up a little short there are two bills in the legislature that Kevin and I are working on uh you know I try to help and give advice knowing a little about something in this area uh and there's a Senate bill that's been introduced that again would be pre-k through University uh it's a measure by Senator Glazier from the Bay Area and it's a total of 15 billion dollars and then the other measure a little bit different is by uh the chairman of the assembly education committee your friend Al marasuchi from the Downey area and chairs assembly Ed and his is 14 billion dollars and that would be pre-k through
056grades 14. so he does not include uh UC and CSU and the polling on that proposed it looks a little bit better some of the private polling that we have seen some of the challenges that we have there as the governor has said his priorities are in the area of climate change and they took some of the money out of the budget from the resources area and said we're not going to use general fund money we're going to use Bond money so that tells you the governor is committed to a climate Bond and then he's also very much committed to a real problem that we have in the state homelessness so he's committed to a housing Bond and part of that housing Bond will be additional funding for local communities to address the homeless population
057that we have so we should know something by the time the legislature goes home uh in September the second week of September our preference is to have as large as possible education Bond measure on the ballot in November in the history of California we've never lost one uh in November you have a bigger turnout tends to be more supportive of public schools so we will know if that's an option it's kind of a high risk strategy if we could offered a slot on the ballot for this March because keep in mind the primaries in March but our preference would be a bond measure on the ballot in November and that's what we're working towards Kevin Gordon's the president of Capital Advisors some comments thanks Jack and we'll try to be brief I know it's going
058a little bit first of all I just wanted to start by saying how much we appreciate this board and Dr Rodriguez you inviting us to present here um we started work for Stockton about six months ago and a lot of the work that we do in a lot of districts is done in direct relationship to Cabinet CFO uh and the superintendent in the districts where we think we're the most effective we have a greater opportunity to engage with the board directly and the reason why it's important is you guys decided almost six months ago in an impressive vote by the board to say advocacy and being engaged in advocacy is an important thing for Stockton you guys have not been represented at the Capitol building in almost 10 years in a district this size not
059to have a voice up there to look out for your interest when they're cutting money or they're doing things with regard to the budget that impact the district but that Stockton doesn't have a voice in that it's it's super important and it did make a difference this year and you've got 2 two great legislators who we helped to make sure they're armed with the information about what does a cut in the middle of the school year mean to this district and then they can go to their colleagues in the Senate and the assembly and say this is what this translates into and we need to block that cut or we need to reduce that reduction and and obviously we we had some success in that the Outlook going forward is that we're not all the
060woods yet because in October is when all the all the income taxes get paid and we're going to find out whether the state's actually going to meet all of its obligations the challenge this district has that we have to be really sensitive to and we need to be able to articulate to the legislature is this issue about the fact that there's kind of a mismatch between the notion that districts are just flush with all kinds of money the reality is too much of it is one time that disappears and so the expectation is what can we do that's effective with the one-time money we have but also having policy makers of the capital understand that when you invest that money in really important things for kids that if they want that stuff to continue it
061actually needs to be ongoing funding and we need to be really really vocal about that as board members and I used to be the chief lobbyist for csb many years ago and the governance team is so important in talking to elected officials directly and a lot of people from the district can make that you know give voice to those issues but you are their peers you are their elected peers and having your governing board be empowered to come up to Sacramento do some legislative days up there and just be more engaged in advocacy is going to be a really important part of our kind of the game plan going forward for the rest of the year and into next year as well the last thing I wanted to mention was on special ed funding one
062of the very first things we did when we came aboard to help Stockton was get together with Josh harder the congressman about the issue of special ed funding and it's one of the major issues that is a problem for Stockton Unified relative to increased cost obligations that the federal government has not not honored its obligation to fund and there was a bill that was run in the last session that didn't end up going anywhere that needed to be reintroduced this session and Josh is really close to Jared Huffman a congressman from up in the Sonoma Valley area in terms of encouraging Jared to reintroduce the bill that he had which would get us to the full funding on special ed over a 10-year period And I know some people might roll their eyes over 10
063years why should it take that long if we actually got that bill each of the 10 years would be the highest amount of money in each year they've ever given us in increased special ed funding at the federal level so it's really a worthwhile piece of legislation and that bill did get re introduced so about two weeks after we met and we had a lunch back in Washington DC at the Capitol building with a number of different folks including Josh and included Jared Huffman and a few others that bill to get reintroduced and we'll keep you up to speed on all of that that happens in the meantime time we're communicating with District leadership at least a couple times a week if not at least once a week to try to keep you apprised of
064breaking information and the latest news on the way down was that the legislative analysts the nonpartisan legislative analyst revised their economic forecast to agree they had disagreed with the governor and the legislature on Revenue they've revised their revenue forecast to a lot more optimistic forecasts which is pretty pretty significant and it mirrors what what superintendent O'Connell was talking about relative to a lot of the economic indicators are turning a little bit to our favor so we've got to kind of keep our fingers crossed you know this District's got a lot of challenges including declining enrollment and other things that we need to make sure the legislature is aware of that we're going to have to try to deal with that impair our ability to fund a lot of programs and money is really the bottom
065line here so we're going to be going to work to collaborate with you as a board and happy to take any questions that you might have and we're certainly always at your disposal if you need us to come back and give you guys an update in person at the board do you have a question uh one second I do have a question um for from Community um the question is what exactly services will you be providing for us um and then one comment I was at the Sacramento representing Stockton about two years ago so not 10 years ago that's great two years ago well the good the good news is is I'm talking about in terms of yeah yeah but I hear you on that yeah and and your kind of activism is actually the
066most important which is individual board members people that are leaders in this community going up and giving voice to the very issues that we I know I think our job is as far as deliverables it's getting you guys information before anybody else has it as early as we can get you the kind of Intel that's happening in Sacramento before you ever read it even in the newspaper because it helps inform the decisions you guys have to make every single day and a lot of those decisions end up having big Financial impacts how's the communication so this way we're aware like do you guys email us do you have meetings with us how what's your guys's process one is you know our personal emails are I mean personal cell numbers are at the disposal of the
067superintendent in terms of being able to get us and when she called us and said I need you on this date it was just done we were going to be here and um then the other thing is email updates where we're emailing the superintendent members of the cabinet and again it's sort of a decision at the leadership level about who ended up getting those updates but we make those available and you know you might not you might wish to not be on our distribution list when you start getting the updates we have but it's across a number of critical areas and and what I try to give it an analogy to is the cabinet table so we've got legislation and issues that affect HR we have legislation issues that affect the CBO we have the
068stuff that affects student services and and on down the list everybody around the cabinet table curriculum instruction and so forth and Facilities as Jack was talking about so that's where we direct that stuff when we get done as Jack was saying in 30 days when the legislature ends we will actually do a comprehensive report that talks about every piece of legislation passed and stuff that the Board needs to be paying attention to regarding new board policies you guys have to implement new regulations timelines that you have to meet or you'll miss opportunities for funding those kinds of things and we do it by cabinet area so instead of the assistant superintendent for HR having to look at all the stuff that affects facilities they can look at the stuff that just affects their area and
069be on top of that we give that to every member of the cabinet and really it's just to be a resource for the district about looking out for your interest because you guys cannot be up at the capital every day and there's stuff that happens all the time that ends up impacting you including actions by the State Board of Education so I think and Grant's true and obviously with there was a number of grants in this last year budget there continues to be that's the bottom line and I think your constituents and this board has been known for saying what's the ROI what's the return on investment and are we doing things from an advocacy standpoint that turn into money either that you guys get as a district or saving you from penalties or problems
070that could otherwise arrive and end up costing the district some money so trustee Mendez yes I did have couple churches contact me when you were you know in our in our you know our board meeting to approve you and some of the larynates of Jesus call me Mrs Williams and she said it then you guys uh we needed you guys to don't miss a good opportunities for all children and I'm so excited and you are here very exciting because when the community called and they ask me you know what I know then my opinion doesn't matter that much Cecilia but you are my reputation you are my representative and my reputation as a represent area one they want me to support you guys I was pretty shocked I was pretty shocked because we're over here
071you know saving money and everything but this is the best thing my vote and I did and I wanted to thank you for your time and I I Know That You're Gonna Keep Us um and all the good stuff that we have been missing and I'm very happy our superintendent to put this in the budget uh you guys have good reputation and I'm very excited for everything you have brought in today and thank you so much for being part of our family and h2sd thank you thank you very appreciate that very nice thank you are there any other questions thank you so much I look forward to hearing more information from you thank you hey now moving on to item 8.1 public hearing for the charter Petition of Unbound Stockton Community School second reading we
072will now convene a public hearing on the Unbound Stockton Community School charter petition the Board of Trustees is required to hold a public hearing before taking action to Grant or deny the petition as part of the public hearing the board will consider the admissions preferences included in the petition District staff and the petitioners will be given equal time and procedures to address the proposed findings and recommendation detailed in the staff report that was posted on the district's website 15 days prior to this public hearing the district's review team and the petitioners will each receive 10 minutes to address the board and present or respond to any information concerning the proposed findings and recommendation following the presentations or statements to the board we will receive comments from members of the public then the board will have
073the opportunity to ask questions of the district review team legal counsel or the petitioners and then we'll deliberate and take action to approve or deny the petition Mr clappenbach I understand you will be providing a report of the staff's proposed findings of fact and recommendation on the petition please feel free to do so at this time you have up to 10 minutes to make your presentation Mr Casey kloppenbach yes good evening president Flores Board of Trustees and Dr Rodriguez so as you are aware the district received a charter petition to establish the Unbound Stockton Community School on June 1st 2023 petitioners seek approval of the petition for an initial five-year term commencing on July 1st 2024 and ending on June 30th 2029 the petitioners for Unbound propose to open a classroom-based charter school program within
074the district's boundaries and designed the program to serve students in fourth through eighth grade in full build out in the first year of operation Unbound would serve 120 students in which approximately 60 percent would be drawn from within the district's boundaries the other 40 percent would come from the Lodi Lincoln and menteca school districts by its fifth year of operation Unbound would serve 300 students petitioners proposed an educational model that would be designed around three pillars which the the pillars are described as intentional integration to provide significant learning benefits number two a focus on deeper learning and enduring success and number three active student engagement and participation within the community the petition emphasizes Community Partnership and learning including weekly Community experience for students to apply their learning and collaborate with non-profit and Community organizations on
075July 25th 2023 the board held a public hearing to determine the level of support for the petition by teachers other District employees parents and parents and Guardians members of the public spoke both in favor and in opposition to the petition after part of the public hearing this afternoon the board must consider the admissions preferences in petition and take action to approve or deny the petition so our proposed findings and recommendation as the board is aware the petition signifies the second effort of the petitioners to establish a charter school petitioners submitted a petition last year to establish a charter school Under the same name the district however took action to deny the petition based on several grounds the petitioners appealed the decision to the San Joaquin County Board of Education which also denied the petition the
076petition that is under consideration this afternoon reflects various revisions to the original petition submitted last year therefore District staff in consultation with legal counsel performed an extensive analysis of current of the current position petition including all supporting exhibits other documentation to evaluate the extent to which the petition addressed or resolve the specific findings of fact that were previously adopted by the district and County boards for the prior petition submission based on the comprehensive review District staff recommends that the board deny the petition to establish the Unbound Stockton Community School the district's review team evaluated all aspects of the petition including the proposed educational program measurable student outcomes methods for measuring student progress fiscal governance structures employee qualifications student admissions facilities legal and administrative issues the district found that the petition does not meet the criteria
077for approval under the Education Code and prepared a staff report that includes its proposed findings of fact this report was posted on the district's website on August 7 since the information supporting the district's recommendation is included in the staff report I will not go into each proposed finding of fact in detail however I would like to take the opportunity to highlight some of the main concerns and deficiencies that the review team identified first a petition must meaningfully address how the charter school will strive to achieve a student demographic profile that is reflective of the general population of students residing within the district's boundaries surprisingly despite prior concerns raised by both the district and the county boards in the last Charter petition submission the petitioners did not alter their their design or approach for drawing 40
078percent of their anticipated enrollment from outside of the Stockton Unified School District this is a significant percentage in addition the projected student enrollment percentages of English Learners socioeconomically disadvantaged students and Hispanic Latino students continue to be lower than the district's percentages which appears to be largely attributable to the lower percentages of the student groups residing in the other districts where the petitioners seek to draw students this results in a student population with less diversity in addition the petitioners maintained the same untraditional grade level span of fourth through eighth grade which could seriously compromise the Charter School's ability to enroll its projected enrollment especially for students entering fourth and fifth grade the only School within the county that serves a fourth through eighth grade level span is Elkhorn Elementary School and Lodi Unified School District which
079is specifically designed for students in the gifted and talented education program known as gate who test into a program and become eligible for gait beginning in fourth grade District staff also continues to have concerns with the proposed Staffing plan which could undermine the petitioner's ability to attract qualified and experienced teaching staff due to the extensive professional development hours and other significant time commitments required of Staff even with an increase in teacher salaries the mandatory work time for requirements could jeopardize partitioners efforts to teaching to higher teaching staff that is necessary with the necessary background and experience further the district has concerns with the aspects of the educational model in including access to special education services the student population balance the proposed Admissions and Lottery procedures and student discipline procedures with respect to the admissions preferences
080the board is required to consider whether the proposed preferences are consistent with the law and do not limit enrollment access to students with disabilities English Learners and other populations of students as I previously shared the petitioner seek to Target students Beyond The District's boundaries and within adjacent districts while the admission preferences appear to be consistent with the law from a technical perspective such preferences do not refer to students residing within other other districts consequently it is unclear how the petitioners would draw 40 percent of their projected enrollment from the districts without admission preferences being extended to those students finally I would like to briefly address the district's proposed finding that the petitioners are demonstratively unlikely to serve the interests of the entire community in which the charter school proposes to locate this is referred to
081as the community impact finding as with prior submission the district continues to find that the petitions the petition's focus on school Community Equity lifelong learning and self-awareness are current features in several of our own District primary schools these similarities are reflected in the table included in the staff report the district also has serious concerns that are based on the location of the proposed Charter School the charter school will undermine existing District programs providing services to vulnerable student populations the charter school would potentially pull students from Spanos Elementary Cleveland Elementary and other sites in the same Zone area which would result and result in a loss of fund including Title 1 funding and a corresponding loss of Staffing targeted services and program availability for our students such as arts and school clubs these are just some
082examples of the community impact that would likely result that the petition was approved for those reasons District staff does not believe the petition meets the minimum standards for approval and therefore recommends that the Board of Trustees take action to deny the petition to establish the Unbound Stockton Community School District staff and legal counsel are also available to answer any questions the board may have thank you Mr clapenbach thank you for your report and the board will now hear any statements or comments from the petitioners you will now have up to 10 minutes please feel free to proceed your time will begin now thank you so much if there is the presentation I sent over we could use that the same time perfect good evening Stockton Unified superintendent Dr Rodriguez Stockton Unified board members thank you
083and Stockton Unified staff on behalf of our founding team we want to thank you for your time uh this evening in reviewing um and the time you've spent diligently reviewing our Charter application foreign today we want to provide evidence and information in response to the district's findings but most importantly we wanted to reiterate the potential and opportunity of our community-based school model we understand such an important decision is not one to take lightly and we similarly take full responsibility in being stewards of an excellent education as a potentially newly authorized School it is with our shared commitment for our Collective students and our belief in our uniquely successful model that we read but we disagree in the analysis provided by the district office Unbound Stockton reflects a proven diverse by Design model created specifically for
084our local diverse Community context but also reflects specifically positive successes that has impacted communities all across this country diverse schools that cross districts are seen within California schools as well as schools across this country and in districts of socioeconomic integration policies collectively impacting more than 4 million students in America this intentionally integrated approach is unlike any school model or policy implemented within a larger community specifically our School's number one commitment is to create an intentionally integrated Community School that ensures a broad diversity of all students and backgrounds in our response to findings we share about how our diverse student population is drawn from communities of students across the city we include a 10-page description of the school's means for achieving a racial and ethnic balance among its pupils that is reflective of the general population
085residing in the district and our Outreach of all kinds of communities across our city demonstrates that nothing in the law requires the charter school to be exact matches of the demographics of susd as inferred by the findings using data and research numbers we created estimates of student demographics that reflect all our diverse Stockton neighborhoods therefore having a school with a higher percentage of black African-American students Asian Filipino Pacific Islanders as well as those students of two or more races feel unfair to call us less diverse ultimately our diverse diversity inclusive of racial and socio-economic diversity would provide the same academic and cognitive benefits civil and social emotional benefits as well as economic benefits seen in similar School models impacting both Stockton Unified School District directly and beyond for example research around higher test scores improved
086satisfaction and self-confidence and more Equitable access to resources would be a huge asset in our partnership once our students leave eighth grade and return to their home Public Schools as a free public charter school we shall admit all students who apply regardless of background and thereby the intentional recruiting and Outreach we describe comes into play the finding that we will be able to unable or to recruit or Target demographics or grade level is unfounded particularly with the support of our pilot programs that have served over 500 students in over 50 different schools across all districts again we are not an outside entity but from the community and approach this in a uniquely community-based way with focus groups pilots and Community conversations we've demonstrated not only a demand but a following in a recruitment age that
087no other school specifically recruits at fourth grade this grade level is also rooted in research on when students begin to explore their identity and connection to community additionally in our petition we intended our recruitment efforts to show almost 20 percent of our first year enrollment interest to be from families whose students are homeschooled attend other Charter Schools or private schools which do not impact any of our four local districts enrollment furthermore our diverse community-based model is different from that of district schools name that we are said to replicate George Washington Cleveland Elementary grunsky and Taft can be fine schools in themselves but they are not Unbound Stockton we are unaware of any of these schools to be listed as a fourth through eighth grade program that specifically focused on a particular developmental age around identity
088focus on Broad Community diversity and introduce students to standards-based Community Learning opportunities each and every week we have already modeled through Partnerships creating compost at the edible schoolyard project experiencing 3D printing at UOP learning yoga from the callus arts and Wellness Center or even registering community members to vote with the league of women's voters it's learned by doing approach led by 25 piloted community experiences makes our model truly unique finally key to our model is our small school approach with only two classes of students per grade level maxing out at 300 students total susd only has three schools with smaller enrollment presenting another option for families looking for the small school approach while also creating the least impact possible for this unique School model to exist furthermore we describe our intended population to only be
089about a hundred students to 180 students living in the district whether or not they currently attend a Stockton Unified School with 40 percent coming from other School District boundaries this is less than even a half of a single percent of susc's enrollment additionally with the influx of population growth in our community which includes direct new housing developments in downtown Stockton we look to provide the capacity and infrastructure to support additional students growth in our community this is in addition to the reminder that our school opens shortly after another school just left this downtown neighborhood allowing us to fill a void in seats at Unbound Stockton Community School we position ourselves unique as a community focused charter school we are not a CMO we are not Outsiders but from the community and a reflection of the
090mission and vision borne by local community parents teachers and students we exist to be a deliberate partner that complements and supports the district needs through a unique Community option we impress upon you the collective impact that can be made when diverse Learners are given the opportunity to learn from and participate in their Community they will stay contribute and love the community like all of you do and deserve to learn in this meaningful approach we hope you consider this in a response to findings during your vote today we urge you to consider if not now then when will we address a history of segregation and provide an opportunity for students to learn and work across lines of difference across all communities if not this then what will Champion a love of Community Learning and Community stewardship
091instead what a better opportunity than this to stand in Partnership demonstrate our Collective values for Community as we commit to working with all of you to dismantle a narrative of competition rather create an error of cooperation as the original charter school act intended to create a space of innovation and sharing amongst all we urge you this evening to approve Unbound Stockton and look forward to continued conversations with all parties to support our students our families and our community thank you so much Thank You Phillip for your presentation the board will now receive comments from members of the public who desire to address this matter and have submitted a comment card the total time for public comment will be 20 minutes we have received common cards from eight people did that change I have three oh
092three three carbon cards from three people who wish to address the subject and individual speakers shall be allowed three minutes to address the board can you call the first person absolutely the first comment is uh pertaining agenda item 8.1 and it comes from Miss Sylvia Cantu hey my name is Sylvie Cantu and I'm speaking on opposition against 8.1 I'm going to take one section of their goals as English learner reclassification it states that El students will demonstrate a higher rate of reclassification compared to El students at other schools from the sending District the measurable outcome in students will reclassify at rates of five percent higher than the sending districts composite reclassification rate as measured by the lcat if you look at the Affinity learning time they only plan to do ELD only Monday through Thursdays
093four days a week while Stockton Unified we teach ELD five times a day I mean five times a week five days a week so this is how students are requiring another section that we look at foreign ER students it talked about how they know that according to their surveys that the parents seek an educational model that only helps to develop their child's English language birth business proficiency but also celebrates their cultural and linguistic identity yet their messaging was fully inclusive learning environment with cross-cultural language acquisition teachers it's also part of their goals under teacher assignments at 100 of their teachers will be required to hold a valid California teaching credential with appropriate English learner authorization but if you look on page 243 under employee qualifications under teacher Evolution that they have to possess a valid
094California teaching credential knowledge of development of the California state standards and assessments California skills in building strong classroom culture knowledge of different differentiation and project-based learning can to our shared Village about diversity equity and inclusion is a commitment ability to communicate and collaborate well with students families and colleagues what it means to reflect and develop and possess a ballot a bachelor's degree yeah in Stockton Unified in order to be a Kaylee Elementary a Spanish teacher a science teacher a physics teacher a PE teacher a dance teacher a special old teacher a English or math teacher you are authorized to have an English learner authorization requirement yet Unbound does not even require that under their qualifications and requirement so how can your goal be 100 if that's not even part of your hiring practice so once
095again if our kids are going to be at that school from four through six what's going to happen or fourth through 8th what's going to happen when they go how are you going to pretend how are you going to have a five percent increase when you're only teaching ELD four times the teachers are not required to have an ELD which is a clad and that's all I just wanted you to really understand your component components because you promised the parents who sign their service repetition for what you're not delivering by your hiring practice thank you very much the next comment is from Miss Maria Mendez again I am posing uh regarding this agenda item due to the fact that on 2019 the board of edge USD how to prove six charter schools by now it's
096actually five and they're barely opening a couple of charter schools this school year within the boundaries of area one and area five if a new Charter School comes in how can we uh susd families and parents actually give the opportunity not to the new charter schools of 2019 to do the enrollment and meet the goal but I was truly uh bringing another charter school and taking those numbers so nobody's going to meet the goals of the enrollment susd not even those 2019 uh Charter Schools or any other charter schools are actually authorized under susd they're under downtown Stockton not only that according to Mr Gordon of the Capital Advisors as USD enrollment is going down if you guys think about it the uh homeless shelters closing so our home is going to be going somewhere
097else so those numbers will be actually even reduced not just by the authorized Charter Schools under stocking unified the charter schools and also the public schools of susd and at the other uh portion of it as well I do agree the recommendation of the District staff to deny this petition and I'm totally in support of that thank you very much thank you the next comment is from Dr Christopher Anderson good evening board members superintendent colleagues community members there's so much that's wrong with this but I'm going to show up and talk about just a few things I completely support the denial of this and I appreciate the hard work that went on by our folks in the district I have lots of concerns concern one it was the intent of the California legislative established Charter
098Schools as a method to increase learning opportunities for students with a special emphasis on expanded learning and experiences for students who are identified as academically low achieving this does not do that despite the detailed findings adopted by the district and the county boards that reflected serious concerns regarding the targeted student composition of the proposed charter schools petitioners have not altered their initial design specifically and intentionally recruiting students outside of the district's boundaries The Chosen Recruitment and enrollment objectives failed to meet the specific requirements of the Education Code that the charter schools demonstrate by means by which the charter school will achieve balance for student groups reflecting the general population of students residing within the district they're looking outside of the district not looking inside the district to try and meet these goals concerns Staffing and
099professional development their Staffing plan imposes on reasonable demands on staff particularly extensive professional development hours excuse me computer there we go this despite Staffing plan imposing unreasonable demands on staff particularly extensive professional development hours that could jeopardize or undermine Charter Schools ability to hire qualified teaching staff not that they're looking for qualified teaching staff this is the further exasperated by the Statewide teacher shortage that is negatively impacting educational institutions ours especially knowing as sta we've had a difficult time recruiting teachers the petition has increased teacher salaries however given the extension additional time commitment the charter school would require of teachers the charter school could face challenges attempting to hire teaching staff with the necessary background experience to serve the student population as the increase does not appear to meaningfully make up for the mandatory work
100time requirements when compared to those of surrounding districts ours included concerns Financial concerns the petition anticipates and sets Revenue projections of an enrollment of 120 students in a year one to that end the petition provides that each that is student teacher ratio includes of both credential teachers and on credentials associate teachers will be 20 to 1. however the Staffing ratio does not align with the submitted budget which reflects a ratio of nearly 22 to 1. this suggests tacit knowledge that the enrollment projections are overestimated and will not be fully realized the Charter School's Ada projections are 95 that's too high and not reflective of the actual attendance rates documented within the targeted population regardless of the student's District of residence petitioners are demons petitions are demonstratedly unlikely to serve the interests of the entire Community
101which the charter school is proposing to locate is a program it's programmed right in an area that will duplicate as we already heard the schools it's duplication it does not uh living up to its promise and it needs to be done thank you no more charters we did receive an additional comment card uh regarding 8.1 and it comes from Mr Paolo Enriquez um I just like to quickly ask the board to follow staff recommendation and deny the petition to underbound Stockton doing otherwise would be harmful to the health and financial stability of Stockton Unified a charter school siphon of precious resources from the public school systems in which they are introduced please vote now Madam president that concludes public comments thank you all for your comments we will now entertain any comments or questions from
102the trustees do any trustees wish to speak on this item and I would like to limit our responses to one minute please Madam president yes um since I only got a minute I'll keep this quick um I just want to address a couple of things that I've read in the petition um note most notably is that when we look at the responses uh to the information that our staff made within the petitions uh and the recommendations that we were given it seems like Unbound Stockton's answers were not on that's not true you guys aren't giving us enough information when in reality we're not getting information from you all's potential petition that would uh allow us to credibly believe the things that you're putting forward secondly just the statement about Stockton not having small schools we
103don't have small schools but we got tons of small learning communities and I actually was a member of a bunch of those when I was in high school um and Middle School within Stockton Unified and so I think that that's you know a moot point I like to go on when we talk about less than a half a percent of our whole budget I get it but it's our budget these are our students this is our communities our families um this Money's been allocated stock unified for a reason and we want to keep as much of it as we can because we got workers and we got families um that need supports and need uh you know that money for you know the things that they're doing within our community um and just the last
104piece that I wanted to point out was uh you know they talked about the spirit of the original charter school act and for myself the six charter schools that were approved in 2019 are actually kind of the undermining of the true Spirit of the charter school whether that was time thank you are there any other comments yes I would like go ahead yes or not I wanted to tell you then I wanted to thank everybody who call I wanted to thank everybody who come into the podium I did receive many phone calls for many employees and it's something that I cannot ignore I cannot ignore the the staff making the decisions and I'm gonna follow the staff and and I want to thank the Arbon to come in and we'd follow the process we did
105everything correctly I want to wish everybody you know the best and the album but I have an obligation we have many unions and we have to take care our home first and the students and the teachers are been working together in many schools in many different uh stuffing they're doing and those teachers they reach me also and also 8 8 21 318 and I wanted to thank you for everybody who reached me and and talk to me over the phone and meet me in the street in front of the schools thank you I am sorry you know but I had to respect the decision of the board and especially the decision of the staff thank you any other comments yes I just want to say thank you and I really appreciate that for you guys
106put in on this for the students yes never give up just keep on thank you um Philip I know you put a lot of hard work into this so I want to acknowledge that um I just want to acknowledge that at least thank you is there a motion on this item to adopt resolution number 23-13 to deny the Unbound Stockton Community School petition I'll make a motion to deny the Unbound Stockton Community School position I will second any other comments having a motion and a second we will now vote roll call vote please vice president Stevens yes clerk cologne no trustee Denair yes trustee Mendez yes trustee Rico can you just clarify for me I guess vote denies it a no vote is opposite of denying to proves it oh okay thank you oh trustee
107Rico she abstained yeah and I I greatly greatly apologize but I want to correct my vote so to yes thank you thank you yes ma'am trustee silhouette yes president Flores yes motion passes 6-0 with one abstention from trustee Alicia Rico the public hearing on the Unbound Stockton Community School charter petition is now closed I feel bad have a crybaby today all right moving on to item 9.1 approval of first reading for board policy 6146.1 which is the high school graduation requirements high school exit examination can I get a motion I'll go ahead and motion can I get a second on here any discussion uh I'd like to have the mic Madam president go ahead um the only point that I'll make is that in the long run this will hurt our students this will hurt
108our students and their ability to get into colleges this will be hurt our students and their ability to compete um you know for those Admissions and colleges for those Admissions and scholarships for those admissions for our athletes that are going to school um this does not in any way help our students in the in in the form of raising expectations so that they can meet those higher expectations um in my opinion um this is settlement for mediocrity thank you yes yeah it's also I have few phone calls from mothers who they wanted to take the children to schools and to very uh prestige a league high schools and they say then they have a problem with it I'm gonna support it because uh for the kids but you need to understand this is going to
109hurt the kids because they cannot get in in those Elites high schools especially if they don't have the scores and they want to have to enter the schools thank you um Brian would you mind coming up to speaking to this please good evening president Flores trustees Dr Rodriguez happy to entertain entertain any questions or comments a briefs yeah um and just briefly this is actually raising our graduation requirements quite a bit it's a it's a cheered approach it'll stop in 2029 but we are adding a layer on moving from 210 to 230 and then getting alignment with State a through G requirements because right now we are out of alignment we do not offer the third year of math for example we're bringing that in if you look at the um the presentation in 2028
110so we are staggering more rigor into our graduation requirements right now at 210 we're one of the lowest graduation requirements in the state in 2018 when we initially passed the first iteration of this it increased us to the very top of the graduation requirements because it was a through G completion CTE completion C or better uh pandemic happened or we had to look at our infrastructure to see if we were ready to do it we were not and so this is the um second pass at this um projected to 2029 and if you look at the um first read uh it brings us into full completion full alignment with a through G after the 2029 school year which is our current sixth graders this will not start uh it'll start with our current freshmen so
111our current freshmen right now will have the 230 and every remember we used to be at 2 30 for several several years until I believe superintendent Penn or maybe I'm wrong with that we lost 20 and we took electives out health and drivers ed those types of things we're trying to re uh redo that a little bit to 2 30. remember we're on 4x4 block schools we're in a 4x4 block schedule with 320 credit options with the 210 graduation requirement our kids can graduate if they choose to at the end of their junior year we would like to hold on to them a little longer so they can take advantage of the Dual credit courses that we offer with Delta CTE Pathways and internships Etc but this is a gradual increase to meeting what we
112need to be in alignment with a through G and rigorous graduation requirements the science component um is that we put that on the on the the last year because it requires a lot of infrastructure work uh with facilities some of our schools do not have adequate chemistry Labs so we're looking at um we need facilities and a commitment that in the course of these five to six years as we are gradually going through this we will have science labs that are adequate for our kids to have lab-based sciences that again a through G and they would need to go into a four-year school if they choose to so that I believe at marcuswood here he would tell me it's about 21 Labs I believe Weber for example doesn't have chemistry labs they need infrastructure some
113of our older schools like stag do not have adequate hoods and safety equipment that would allow chemistry to happen iwash stations you name it if you went to Franklin Franklin is probably our most egregious example of outdated science labs where we can't do what the state is telling us to do with chemistry because we don't have access to the lab space the hoods um and the other safety equipment and I just want to also um note that this was brought to our policy committee and we were given a presentation on this process and we did ask the question if the counselors were going to be meeting with our students to ensure that our students are well aware and they will be walk through on this process what happens if a student is unable to meet
114the need meet the grade uh I'll answer that if you if you let me add value add to this was a process that took over a year to kind of get to this point we had Community Forum sessions at all the Comprehensive High Schools we met with all our certificated labor USA sta sppa there's a lot of and um you name it HR because there's a huge HR component here because we have to hire highly qualified teachers to teach what we need them to teach but it would be no different than a child who is off Target now the counselor through their igp individualized graduation plans meets with the kids and develops a plan for what it looks like in their High School career they meet with them at least twice a year primarily as
115a freshman to build that plan out and then meet with them again if there was a failure or if there was a success so they're building these plans for students right now add these layers on it's it's just adding a layer on to that contact the math contact for example and we're trying to get in alignment if you're following Trends in the state ethnic studies is going to be a graduation requirement per the state and per ab101 by 2025. we are already well aware ahead of that because our high schools already offer it but if they fall short we will intervene like we normally do right now any other questions no okay thank you I would like to call for a motion to approve the first reading of the board policy of high school graduation
116requirements high school exit examination motion to approve Stevens can I get a second I'll second roll call vote vice president Stevens yes clerk alone yes trustee Denair yes trustee Mendez yes trustee Rico no trustee silhouetto no president Flores yes motion passes five to two with trustee Rico and trustee Zulueta voting no moving on to item 10.1 board committee reports and event will read the oil announcement and announce each board committee for a report Abby will be the timekeeper for a time if we can move it from three minute to two minutes this is the opportunity to hear any report from board committees specifically regarding prior or upcoming committee meetings there will be a two-minute limit per report and the first board committee is city of Stockton Parks and Recreation from trustee Donald Denair foreign good
117evening everyone so nothing to report right now the next meeting is next Monday August 28th it will be at 5 30 at the Stockton City Hall council chambers on the second floor the next report is San Joaquin County School boards Association executive committee also trustee Donald Denair again nothing to report um just uh I shared this last meeting that there will be a San Joaquin North Division meeting on Zoom uh this is tomorrow the 23rd at 3 30. next committee is a 3X3 committee from clerk Sophia colon hello everyone so our next meeting is going to be on September the 25th at 5 pm here in the boardroom the next committee is 1852 Foundation vice president Kenneth Stevens thank you our next meeting is Monday August 28th at 4 pm here at the district office
118curriculum and student outcomes from trustee Donald Denair so the last meeting was last Wednesday August 16th um they do so much work I feel like I never do justice to these reports but I'll just share what I can so we looked at data regarding new and beginning teachers for the 23-24 school year and the different levels that um that the department is supporting uh to to help them get certified until they get fully credentialed we also talked about early literacy we got an update on continued efforts to improve early literacy including data on letters which is spread now to 34 School sites we talked about Universal screening in progress and progress monitoring for grades K22 core foundational reading assessments something that I'm really excited about that is in the works is a film screening of
119the film The Right to Read which talks about the science of reading and the civil rights to Quality literacy education um and the last update uh that we've got from last Monday Wednesday was um they talked about the proposed mobile stem Labs uh this stem van would help introduce uh students to forensics coding robotics uh virtual animal dissection mechanics and more this would also help address the racial and gender Equity gaps in the field of stem and so it would also make it much more accessible for students to to learn about stem so and then the next meeting right now is is currently scheduled October 18th Wednesday 5 30 at the executive conference room on the second floor of the district office yeah the next committee is English learner committee president Angel Ann Flores our
120next committee meeting is scheduled for September 5th here in the boardroom at 5 30. Equity diversity committee also president Angel and Flores our next meeting for Equity is 9 September 6 23 here in the boardroom at 5 30. safety and student conduct committee vice president Kenneth Stevens sure I'm going to yield my time to to trustee colon and trustee Donaire you want to both talk about the event from Thursday thank you um we'll just you you have such a way of saying things okay you don't kind of throw me out so um we did have a dinner and data event it was really I enjoyed it um we got to hear from students directly there was a student panel as well as an administrative Administration panel but the students really just spoke from their heart
121um you know no filter they just told us like it was and you know we have to remember that our students really have been through so much um and and to just be respectful of constantly sharing that information is you know it it's it left me with like a heavy heart because I know that they want us to really listen to them but they they just flat out said you know we want action we in in one of the last questions was really you know can you be hopeful look how many people are in the room it was I think it was well attended but the students even said you know I I want to be hopeful but I want to see action and so I just um urge my my colleagues here like that
122to take that to heart to really look at what our policies are saying and make sure that we're following through so our students can believe in us again that they that they can not only just trust us to listen but that they're going to trust us to do something about it so I also just want to give a shout out to PBIS and the the plus program they did a wonderful job with planning my favorite part also too was the student panel something that they brought up was school climate and safety issues so I'm really excited I'm hoping that a lot of those students can join the next student in um sorry the next safety and student conduct committee meeting thank you in the next meeting is September 21st at 5 30. the next committee
123is board policy committee president Angel and Flores our next committee meeting is August 31st at 5 30 here in the boardroom budget oversight committee vice president Kenneth Stevens sure no new update our next meeting is September 5th here at in the boardroom at 4 pm transformative Justice committee clerk Sophia colon okay thank you so our next meeting will be September the 9th at 5 pm here in the boardroom as well and I'm really happy to say that we'll um we've found some resolutions that had previously passed that asked for reporting and data and so forth and so we'll have some of that ready to discuss so again our meeting will be September 11th at 5 pm sorry my mic was malfunctioning black students Thrive committee vice president Kenneth Stevens sure next meeting is this Thursday
1245 30 p.m here at the district office the last committee is the board president Round Table standing subcommittee president Angel Ann Flores uh we are still in process of scheduling that meeting um hopefully we can make it on September 19th here in the boardroom so please spread the word for all the unions we had to reschedule to September 19th thank you Madam president that concludes uh or board committee reports back to you thank you we will now move on to item 10.2 brief reports on trustees activities and I'm going to go ahead and start to my media list vice president Kenneth Stevens it's very unprepared um gosh I can't even think I will yield my time because I I can't think of what I did this month I know I I can't remember I'm so
125serious I can't remember I saw a year of my time yield my time uh trustee Rico a little less no go ahead We're not gonna do that today we're going to go ahead and go on order so go ahead and speak now okay so let's see I just want to stay to the last good evening to all so I just went um for what former uh another thing okay so I visited King School last week um with us the superintendent it was an amazing visit and I just wanted to say thank you to miss uh Mrs Fabian for our Laos to visit those classrooms but I just wanted to um I can say request to the superintendent of the next visit tried to a boy when the students are testing because for me it's not
126a it wasn't right it wasn't right we was interrupting then during those days so but anyways thank you and um also I just want to talk about a little bit if I had the time from the item 11.5 um Jesus Lord I don't know how to start but uh um trusty uh uh Rico this is a comment just for not comments but board activities in the district a shortcomings it has to be with my board activities trusty activities yeah what's my job what activities all this agenda is right now thank you okay so what activity that I had on 2021 I visited uh Fillmore School I visit Key School field Middle School the polargos are really bad they're not they're not right I mean there's not a right place to teach those students to keep
127those students in there and uh King school before Diana school I was beating kids school dasilini was leaking until today I didn't have no other updates on that and it stops me to see an item in there for almost seven hundred thousand dollars and they forgot about to replace or to uh apply those funds to have a better place for the students thank you trustee silhouetta uh thank you vice president Stevens good evening everybody um I just got a couple of things I wanted to bring forward um I got a lot of questions um in my area just about the assignments of assistance to our classes especially our our sped classes um we got a lot of um just ask for support from Hoover and Madison um and I know that at those uh two
128sites specifically they've been asking about just being able to reallocate or to to understand like what the bases are for how those assistants are assigned in those classrooms many of our teachers in those areas are feeling overwhelmed as well as their assistance because they are not feeling that they have all of the necessary support and not just the people the Manpower in addition the materials and the things necessary for them to safely support those special needs students many of whom are mod severe and in a lot of ways we're not upholding our part of the bargain when it comes to the things that we promise our parents and our families with regard to our IEPs and the different plans that go into supporting these students and so I think that that's really important I'm not
129here to call out anybody specifically but it's more so just an ask and a piece of awareness to bring because our teachers especially our ones in sped but our teachers overall they're asking for a lot more uh just support when it comes to these little things when we see money being allocated all over the district when we see hundreds of millions if not almost a billion dollars for our district this year and we're not making those allocations to those areas and as a board we're consistently seeing um you know different lawsuits and different issues with our sped with our IEPs that we're being forced to have to come uh you know to this board to the closed sessions and actually you know pay those people money um you know settle with those people because we're
130finding out that we're not doing the best that we could be doing um it really hits me pretty bad and so um you know I I wanted to bring up something else but I think that you know this is probably the most important thing so um I'll leave it at that and I don't want to just be speaking for Hoover or Madison I know that all over our district our teachers and especially our sped teachers are our need of just re-visiting how we set those assistants in the classrooms and what's most important for those uh communities thank you foreign hello um so I'd like to just say um I I know I spoke a little bit about the safety uh attending the safety data and dinner so again just I really enjoyed that experience I
131also want to say that I really enjoy attending the curriculum committee um every time we've met I've learned so much and I walk away feeling really inspired and I just want to publicly say like a lot of the um questions I get from parents and from people you know what are our students learning and and why aren't they learning this or that and I just want to say come to the curriculum committee because you'll really you'll really get a you hear it from the horse's mouth so to speak right you'll hear exactly what our students are learning and so I've just really enjoyed I want to say that I also want to just invite everyone I normally have coffee with trustee cologne but this month I'm doing ice cream with trustee colon so in my
132area we have a place called dream ice cream parlor it's uh on West Lane 50 52 West Lane so I hope you can join me there um this Wednesday from 3 30 to 4 30 just join me for some ice cream so thank you uh trustee Donald good evening again um I just wanted to talk about last Saturday uh North Valley labor Federation had uh offered training for school board members new school board members uh those in attendance where Lincoln Unified Lodi unified Turlock myself and trustee colon I learned a lot in terms of looking at the data and seeing how we can be informed and in our decisions using the data looking at lcap looking at the budget it was really useful I'm really glad that they are provided these trainings because it's helping
133me a lot as someone who's very young and still learning about the education system in a lot of different ways and it was host it was facilitated to by former Oakland Unified school board members and I think there's a lot of similarities um with Oakland and Stockton Unified so I appreciate nvll for that um another thing that I did this past week or two I went to Washington Elementary's back to school night it was a really good turnout a lot of parents came through with their with their students um I'm really looking forward to visiting more um and also just to State publicly and also to confirm with Dr Rodriguez I will be uh I will be joining Dr Rodriguez in a lot of the uh Area fire School sites so I'm looking forward to
134that thank you trustee Mendes uh no no comment right now thank you um so I was able to join Hamilton for their elsb uh Grant visit that they had um I was super excited to see the responses um and the just the teamwork that the School site is coming together um to meet the needs of our school our students um Nightingale um had had some a staff Call out and so um I I let Dr Rodriguez handle everything and I just offered myself so I was able to go to the school site and volunteer two hours to just be another body um out on the field and they have some amazing students and I just thought it was pretty amazing that on a brag about a student who's a third grader and as I'm standing
135out on the field he just uh nonchalantly walks up to me shakes his next his little head up at me and says so what grade do you teach and so um needless to say his name was Romeo um um so it fit his character really well um and then I also got to stop talk to another student who was really interested in talking to other people she was a sixth grader um and she says I really like to talk to people to get to know stuff about them um some Nightingale has some pretty amazing kids there um I was able to go to the Mexican-American Hall of Fame dinner that Dr Rodriguez and clerk cologne and trustee Mendes was able to join us up that was a really good event and at if you guys
136know Franklin's famous Mr viramontes he was acknowledged as one of our um uh yeah the inductees um and so I was really proud moment to see him and his whole family there and him acknowledged um he is a true a member of our community and a true youth Advocate to make sure that our students are being involved in community service and uh I was able to sneak in for just a quick minute um to the psychologist meeting today um so I got to see that they are learning um how to identify students um called find child or child find um and how we are responsible for special ed students that are not even in our district and and how we're supposed to find them and I'm like okay am I not thinking how am I
137supposed to find them if they're not here um I didn't ask any questions I swear I stood quiet and just listened um and then on all those good things but we I was able to attend Paula Paula's funeral from Hamilton and we did have quite a bit of our Stockton um susd staff there we got to see a lot of retirees and if you all know gurmel Singh Dr Singh um he has offered to come and help us out and and and be a mentor on Fridays um so he's going to be getting in touch with us I've shared that information to Dr Rodriguez I know that that's time okay foreign moving on to item 11.1 superintendent euron hey they're getting cut me off too so I better go um so I just wanted to
138if you could put up the the items that would be great so I just want to note that we are starting our town hall meeting so the first town hall meeting will be August 29th and all these topics came from the listening session so the first one's going to be on Staffing and retention so we heard about that um it will be at the school of adults and it will be again the 29th of August from 5 15 um to 6 30. then also um staff knows that I'm sending out weekly Friday messages part of my message is going to be the acts Dr Rodriguez FAQs and so this past Friday was the first time so please know that if you do it through let's talk it's completely Anonymous I cannot know who you are
139or you can tell me but um if not then um I will respond to you if you give me your contact information if you don't and it's applicable I'll put it in the ask Dr Rodriguez and then just lastly because registration is going to start soon I just want to thank Mary Rogers and her entire elop team because while we are some of us are going to try to rest during fall break that team will be busy at 17 sites and so the parent registration is going to open on August 28th so if you are a parent and you want to know what am I going to do with my child for the week that school is off because I must work please look for that QR code that's going to be coming out soon
140because the elop staff is there to help support the whole Child full family whole Community thank you hey um I'm gonna sneak in just because I'm a try I forgot when we're being curriculum Department thank you for all the work you did on the kickoff I heard that the kickoff event was supported a lot by the curriculum department so I forgot to mention that thank you um okay sorry you guys approval of agreement with this item 11.2 approval of agreement with the school Services of California Inc SSC for Recruitment and selection Support Services of a chief business official for Stockton Unified School District can I get a motion promotion Stevens can I get a second second Donner any discussion vocal vote vice president Stevens yes clerk alone yes trustee Denair yes trustee Mendez yes trustee
141Rico I'm saying trustee zuluetta yes president Flores yes motion passes 6-0 with one abstention from trustee Alicia Rico 11.3 approval or purchase of Hall Pass School visitor management system for emergency services can I get a motion to approve I'll do the second any discussion roll call vote vice president Stevens yes clerk alone yes trustee Donaire yes trustee Mendez yes trustee Rico yes trustee silhouetta yes president Flores yes motion passes unanimously 11.4 approval of agreement with applied survey research and Stockton Unified School District can I get a motion motion I'll second any discussion roll call vote please vice president sorry hold on oh presentation sure um thank you very much so apply survey research has actually been supportive of Stockton the city of Stockton for quite some time so as the board mayor may not know
142each year there's a survey that goes out to The Community to look at Trends and needs throughout the county and throughout the city and so applied survey research does do work with Stockton in addition they did do work with me through um through Pajero Valley as well I I do want to make a clarifying statement in terms of my belief about Community Partners so I understand that there's aversion in some cases to nonprofits and Community Partners um within Stockton I will say that in order for Stockton Unified to be able to provide all the resources that our students families and Community needs we will need the support of all organizations it doesn't mean that we have to provide any financial support to those organizations but we do want to provide them Direction and what we
143need so that they actually use their resources not our resources their resources towards our priorities and what our families and students say that they need and so I believe that ASR this is a very small contract in that they will be able to continue to provide support and also looking at it from our perspective of are we doing Equitable practices which I know is a concern of this board foreign call vote please vice president Stevens yes clerk alone yes trustee Donaire yes trustee Mendez yes trustee Rico yes trustee zuluetta no president Flores yes motion passes six to one uh with trustee zuluweta voting no excuse me president I mean can I change my vote uh no I was on the wrong one okay moving on to item 11.5 approval of a three-year agreement with aluvu
144can I get a motion all motion I'll second Stevens any discussion I just got a quick comment Madam president if I got four go ahead um we made a big deal about the grand jury report and making sure that our financial software was aligned with San Joaquin Office of Education um in fact all four of Trustees to the right of me except for trustee Rico um you know made that point quite frequently over the last 12 months so to see us spend 600 some odd thousand dollars to put another software in that doesn't necessarily do anything else but give us access to data that looks pretty in an app um I think it's a waste of money thank you any other discussion Rico yes so I guess emphasis that I what I say before about
145this item I know that a son attend this life about what I said but anyways I just want to say it again we have classrooms that they need to be repaired we have schools without playgrounds that they need to be replaced we have a lot of issues on the schools classrooms each School side why we have to apply almost 700 000 dollars to a Microsoft and forget about what what our students really need thank you um Dr Rodriguez would like to speak yeah thank you so much so something that is important to note is that Escape is going to be pivotal for our business services but Escape is meant for the background it's meant for staff when we think about all of you which is why we brought it to the budget subcommittee we're looking
146at what is public facing or what can public actually understand um and just towards the funding because I actually would agree with trustee Rico if I could use major e for facilities actually would would agree with her major e specifically is for technology it also is specifically for what was mentioned at the podium but also for infrastructure so we did have a conversation with our bond expert and because infrastructure is part of it this is considered part of technological infrastructure in terms of being able to do it um and when I think about I understand it's a large amount but when I think about how much the public has pleaded the district to be as transparent as possible I think this is our ability to do it and whether we like it or not Escape
147which I do believe is important I mean I'm pushing hard on it um and is aligned with what the county wants us to do it is not meant for public facing it is not meant for scenario driven decision making like all of you is um and so this money could not go towards roofs this money could not go towards maintenance and operations or facilities because it has a specific um parameter which was approved by the voters in 2014. can I have a mic one more time not a president yes um I just think it's important that we don't spend money for looks um for myself our staff already has all this data on the back end as you are saying and stating quite clearly and I think that we as a staff we as a
148stock Unified School District that we have a um a duty to use our staff to present this data to our community so for myself to spend six hundred thousand dollars to have something automated so it looks pretty versus us doing the work and providing that information um just seems lazy okay we'll go ahead and call for discussion um roll call vote please vice president Stevens yes clerk cologne yes trustee Donaire yes trustee Mendez yes trustee Rico no trustee Zulueta no president Flores no motion passes four to three with trustee Rico trustee Zulueta and president Flores voting no moving on to item 11.5 approval of a three-year agreement with audio view Inc is that twice oh sorry 12.1 is that twice on here oh it's because I read on the agenda approval to apply for a

150block grant annual report for Hamilton Hazelton Pulliam Roosevelt Taft Taylor and Van Buren and is there anybody that would like to come up to speak on that one you don't have to give my attitude information only good evening president Flores Board of Trustees superintendent Dr Rodriguez and our community thank you for giving me the opportunity to present an informational report on the 23-24 early literacy annual plan for year two These funds came about from a Senate bill that allocated funds or allocated the state to establish the early literacy support block grant and as a result of that the um the funding required for local agencies to identify or at least based on the the data the local agencies uh were to identify the highest level of percentage of students in grade three scoring the lowest
151achievement standard at the state summative English language arts assessment with that we have seven School sites that were identified Hamilton Hazelton Pulliam Roosevelt Taft Taylor Van Buren and the funding source uh for this early literacy support block grant is set to expire June 2024. we are currently in our year three and the annual report is based on our year two activities I am going to pass this over to Tamara and she will be able to provide detailed information on our school sites foreign superintendent Rodriguez board president and the Board of Trustees I'm Tamara pernitis director of ed services um kind of I think I might have had the awesome part of presenting all of this Tiffany had kind of the paperwork side and I got to be the little flashy side so that's kind of
152cool um so last week I spent um the week with our administrators of our site some of many of which are in the audience along with the representative from the Sacramento County Sacramento County Office of Education and it was a qualitative visit so at each of our sites we visited classrooms we talked discussed around the implementation of the Grant and how funds were used how plans were developed and the plan do study act cycle so that being said I do have a magic clicker in my hand that I can oh foreign okay um so a peer review will see that our seven elsb sites um they you will see there is growth at all of our sites um with the exception of Hazelton um but on average of 10 growth over the course of the
153years that this grant has been in action now the intent of the grant is of course we know grants are not sustainable and so the goal for all of our sites is to be able to create plans that are sustainable within our system and within our uh resources so that said there we go um we do know and we have implemented sips and hegarty as supplemental resources district-wide some of our elsb sites are solely using sips and hegarty some are not so that was one of our um ahas if you will training and onboarding of new and future hires will be provided there are plenty of PLC commitments to this process it's imperative and we saw I will call out Taylor I believe Mr Yang is in the audience but specifically Taylor and the systems
154that they use for analyzing their data for the early literacy is incredible so an opportunity to check out and really dig into their systems same thing at Taft we saw some really amazing systems happening there I would say the same for all of our sites as far as the system building itself but we definitely have some standouts that we can use as pilot to scale kind of situation as we consider moving forward so that said let's see letters training of course set pillars for Teacher success so again many kudos to those that have worked on the plans for these seven sites there's some feedback that we had had um and our most significant change and I think that this piece was the biggest four hour scoey representative that around the conversations and how that led
155to um how that led to where we are now um implementation of systematic data collection definitely um important for our foundational literacy skills increased teacher capacity we did find that those sites that have fully trained staffs were better better equipped and better able to support that early literacy piece the student access to Sips Integrity we could see that and then of course our PLC and collaboration how imperative that is for a plan do study act cycle so that I believe in a nutshell is what we've got so thank you for that thank you Tiffany I mean Tamara and Tiffany uh moving on to item 13.1 approve to prove the tentative agreement between stock genified school district and unified Stockton administrators USA to memorialize the USA 2324 work year can I get a motion motion any

161support so this is all the data for the past uh 15 years and then going back even further so um this is all the backup data that we have it's um what we call a disaster recovery as well so what we have is a uh the core at the core where all of our data is located um there's storage there and then there's also a backup solution at Edison which is part of our disaster recover um if there's ever any flooding um that backup solution will hold all of our past data okay thank you Hannah I had a question real quick um could you just give me like a ballpark figure because we're looking at like 135 terabytes of storage like what's our current capacity look like and are we like upgraded it substantially yeah
162so um right now we don't we do not have a data retention policy so all of our historical data is being stored we're not wiping anything out so we're looking uh towards the future the solution there's other Solutions we looked at but this solution was the best um because within the uh after three years they will replace the chassis which is um the actual housing of uh uh the hard drives no other solution does this um so that's the reason why we went with the solution and then just one follow-up because you know this kind of interested in me um how long will it take for us to go from our existing system in terms of like that that historical storage and you know putting it into this system because I know once you download
163those it don't always go as fast as we think right so um what we do is we run both Solutions at the same time the it's not that the solution that we have will be you know it'll automatically just get shut off it'll be up and running um for that period of time as we're uh transferring all the data over um I'm thinking it could take up to a month or so probably even further yeah all right thank you no problem hey roll call vote vice president Stevens yes clerk alone yes trustee then air yes trustee Mendez yes trustee Rico yes trustee zilouetto yes president Flores yes motion passes unanimously moving on to item 14.10 adoption of resolution 22-14 supporting the application requesting grant funding for the Valentine Payton Elementary School and Flora ARCA Mata
