If there is anyone in the audience who wishes to speak about this matter, the approval of the agenda, they may use a card to submit a comment. I 'm not seeing any cards. Is there a motion to approve the agenda? I make a motion to approve tonight's agenda and second. Very good. Any questions? Any comments? Everyone who is in favor can say yes. The motion is approved unanimously. Continuing with number four, public comments on the closed session. Today's
topics are conference on legal litigation in accordance with the California Education Code regarding potential litigation, discipline and termination of public employees, and also performance evaluation of public employees in accordance with the Government Code. It is time to make public comments on the matters from the closed session. If they are present, they can present a card or raise their hand if they are online. Otherwise, it's 6: 60: 3 in the morning. We're going to close the session now. Let's take a 5-minute break. Afterwards we will return at approximately 6:30 pm to the board meeting room. 005wave Yeah, they were good. Can I just move it a little bit? 6m returning to this meeting in 2025, we will again have a closed session at the end of the meeting, but we will continue to move forward. We're going to do a flag salute, which is number seven, and it looks like it's going to be led by Cherry, a student from Cherry Chase, who are fourth and fifth grade students. Welcome. So now you're going to give the instructions. Let's begin with the oath of loyalty. Please stand if you are able. Place your right hand over your heart and begin the oath. I pledge allegiance to the flag of the United States of America and to the Republic which represents one nation before God, indivisible, with liberty and justice for all. The Sanibel School District
is situated on the ancestral and unconceded land of the Muecma Olone Tribe, who have peacefully honored and cared for this land for thousands of years. This tribe has cared for this land for thousands of years. We recognize that all members of the Saniva community continue to benefit from the use and occupation of this land. We recognize our responsibility to learn from the wisdom of the Olone people and to consider how we might work to redress injustices and move forward together in an honorable manner. They can sit down. Thanks a lot. Excellent. Thank you. This was number 7 and eight. So let's continue with number nine, uh, the organization's annual meeting with Dr. Crossley. Dr. Croxley. Good afternoon and thank you for being here. for being here for this meeting. Let's begin the presentation. I wanted
to give some summaries, some highlights about 2025. We launched a pilot program for language and literature, both in English and Spanish. We successfully negotiated with our county. This year we welcomed two new advisors, Sh Brter and Evasteca. And we also already know about the work we did with child nutrition services. Uh, we expanded the nutritious options for our students throughout the district. We also expanded transportation to be able to support more families with after-school support. We celebrated Dr. Galager's retirement this year and welcomed the new superintendent, well, myself. And we also formalized a collaboration with the Sanibel Education Foundation to support the Sanibel school district and all of our schools. This foundation has supported us for many years, and as Cherry Chase is located here, it was named Cherry Chase and recognized as a distinguished
California school. This year we also held a ceremony there at Sanivel School, which was a very good event for me as the new superintendent. We have also been trying to identify and collaborate with our communities. Here are some resolutions. We did several collaborations with other agencies, including with Senator Wahab, to support our LGBTQ and APLOS families and also supporting our families and supporting the issue of migration throughout our organization. We also have an artificial intelligence workforce that we started. It met for the first time recently in collaboration with other agencies. Let's continue. We also held a first event about the state of the district, demonstrating what we have in our district. Uh, and we're also going to start the reports from the students who will be part of this board, and we're also supporting our
families during the Thanksgiving break. We've been distributing food, and we also did a campaign with the Sanibel Foundation, which brings more than $ 25,000 worth of food to families. We're going to distribute more food next Friday from 8:30 to 4:30 in the afternoon. We also want to support families who need transportation assistance for this event. Here we have a real bell to say congratulations to the Sanibel school district as well. Last week we were recognized with this hourly bell for our work and participation in improving this district. Those are some of the highlights for 2025. Thank you. a note to the public. This is the second board discussion about our conversation, the second conversation we are having about this matter. We had a conversation at the most recent Board of Governors meeting about all the
allocations we're going to make next year, and we're going to use that as a starting point, but we're going to continue the conversation. As a result of this meeting, as chairman of the board, I have a motion that I would like to nominate Fish Bruster, the councillor, with Peguer as vice-chair. Uh, she has contributed a lot through her thoughts, she has been very active in the community and she has also been learning a lot with us. I believe he would do an excellent job. Is anyone sinking? Me second. Me second. Any discussion at the table? More thoughts for Peggy. Congratulations, Peggy. We are all very excited. We think you're going to do a great job. Everyone who is in favor can say yes. The motion is approved. Congratulations. For vice president of the board. Initially,
in our first conversation, we said that we were going to make a motion for Councillor Isabel Flemish as Vice President. We have someone who's going to sink. Me second. I truly believe that we have highly qualified people who would be very good for this role. Both Michel and Isabel have a lot of experience. For me, I really think it would be very powerful to have an emphasis on northern Sanibel this year. I am sure that we can all contribute from our individual goals. So, I don't think it's one person who is better than another in terms of doing this job. But I think there needs to be representation from Northern Sanibel at this particular time, as we try to unravel some things that have historically happened in marginalized communities, and it would be powerful to
have more voices from Northern Sanibel participating in this conversation. I am very confident that we can all continue to support each other. So that's my perspective on it . Is there another discussion on this topic? This coming year will probably be my last year at this table. I would have liked to be vice president. However, I will vote to support my colleague to be vice president. Everyone who is in favor, say yes. There is and the motion is approved. Congratulations to the board members. Congratulations to the councilor who is now vice president. We also discussed this last time in our deliberations regarding the appointment of a council member. I think it's very important to take into account that even though this is your first full year at the table, we only voted for you to
join last spring, but I think you're ready for this role. I'm so excited to have you on this team and I hope you can attend some of these meetings instead of other meetings because you'll now be on rotation. I'm going to make a motion. Is anyone sinking? I'm sinking. Everyone who is in favor. If anyone wants to say something about Evely. Everyone who is in favor can say yes or the motion will be approved. Congratulations. I want to share that we will still be representing those from southern Sanibel. Our actions represent the entire district. Well, it depends on the area where we are elected from, but I am very confident that everyone will have representation at our table. Don't worry about that. We will continue with community assignments. We discuss all these assignments taking into
account our schedule and the time we have. There will be more opportunities to participate as well. representative to the association of the board of directors of education of Sanivel. Before, we were saying what Evely and I were going to do . It's a monthly meeting; since the pandemic, it has been held via Zoom. We can all attend the meeting, but we can be the official representatives, but everyone can attend. Isabel is very active. She is vice-chair of the legislative action committee at this table. I serve on every committee they have. I want to have a success committee, a student advocacy group, and a legislative action group, so I have no problem if someone else wants to be an official representative. I get a lot of information from CEOs anyway, so if there's anyone else who
wants to get involved, please let me know. We have an emotion, a nomination, an idea. Evely, is there anyone else who wants to be nominated too? Because we have a primary person and then an alternate person. It depends on the person who is actually present. It's to represent the Santa Clara County Association, right? We can nominate Evely to be our representative. Is there anyone who would like to be the alternate representative? Do you want to be primary or alternative? They almost never hold elections, but she can be the main representative. Is there anyone else who wants to alternate? I thought you were going to do it. Yes. Okay. There is a motion in favor. And Evelyn would be the official representative of the Sanibel School District School Association . And we also have an alternative
representative. Everyone who is in favor, speak up. The motion is approved. Congratulations to us for being on this committee. The next thing has to do with the organization of the Santa Clara committee. I have a motion to nominate Councilor Masno. For that, I'm second. Another comment. No, everyone who is in favor can say yes. Yes, thanks. The motion is approved. Thank you, Councilor Mayo. There is also the district welfare district . I have it in my notes that I'm going to be the main representative and Heidi is going to alternate, but I think you're going to be very busy as president of the table. There is a motion to make a motion for Peggy to be the lead representative for the welfare committee. No, Bridget, I'm sorry. Bridget is the primary, the main. I'm second
and Pegy is the junior. Thanks a lot. All those who are in favor, please confirm. Yes. Okay, it's approved. Then we have liaisons for the district that are listed as the facilities and finance committee and also this bond oversight committee . It should be oversight of citizens' bonds. We have Councilor Crupta and Councilor VNO and I nominate them to serve on the COC. All those who are in favor, please confirm. Very well, the motion is approved. Thank you for being part of this committee. Then we have links for the new committee on facilities. Ah, yes, we have a motion. I make a motion to nominate, to appoint Bridget to this committee. I'm sinking. Very good. All those who are in favor should confirm if they can, and the motion will be approved. Afterwards, I wanted
to talk a little before voting because two of the other boards, the education boards and the liaisons, two by two by two by two, will have another two because Santa Clara is going to join, and I wanted to let you know that the other boards appoint during the school year, even though the assignments we have are for the calendar year. But someone else can gladly attend, or I can do it if not. But that's the first time S has been, Sanibel has been involved. Coopertino has been coordinating the meetings because they are a union school district , so they have several cities they work with. Then they go to Los Altos, Cupertino, and San Jose, and now they're starting with Sanibel. So we've had two meetings so far this year. The idea is to do
it four times a year. We just started talking about things we can work on together and they realized later that we didn't have a Unified team within the classroom, so it's still being formed, but the idea was a president and one other representative. Then he could be both president and vice president. That's how we started the conversation. Not all boards do it that way, but Michelle had that interest, so I was happy to help. I don't know if anyone has a strong interest in serving on this committee, but I think we could make a motion to discuss it. A motion to talk about I think we can start next year, that is, start with the beginning of the school year. So, his motion would be that this school year concludes and in August we start
for the next one, that is, to keep it as with the presidents and the assignees, that is, to start during the year, the beginning of the school year or second. So, the only negative aspect I could see is that Michel, I think you have an interest in, and well, everything is coming together, so he would be interested in being a part of that. It's something I'd love to get involved in. They could change the motion to include Michelle, start right now, and if everyone else does, I'll do it with Peggy and then the others can continue at the beginning of the school year, but if everyone switches to the calendar year, then I'll stay until December. But if I bring in new people in August, then I would change and someone else would come in.
Yes, the elite of Santa Clara does it that way. Okay , then one motion, one second. Ready to vote? Everyone in favor. Please say "I". Let's test the motion. And then we have the English student advisory committee, a motion for counselor Shen Booster and counselor Fr. One second. Everyone had some discussion, everyone was in favor, please say so and the table will approve the motion, we had also talked about this. I want to nominate advisor Magino and advisor FL Comercial Sonel Challeng Team. Second, but when I came my name was fine if I was a substitute, but I think it's Thursday morning, so I can't attend anymore. Isabel is still interested. I can be the substitute, nothing more. I say it will be very difficult to attend. I am modifying the motion to assign Isabel
as primary and Pegy as alternate. Second, and as a reminder, they are all because, I mean, it has nothing to do with our site. Then any counselor can attend. You are indeed on the mailing list . Yes. Then we need to add it to the list. Yes, I mean, I can't go, but they talk about very interesting information and it's interesting to hear different things. It's from the city, the table tests the motion. representative of the Son Education Foundation. It's a 2-year assignment, right? Because they're going until June, maybe it's something we could do. Well, I believe every advisor should serve on the committee. Because it is something very useful. If you join them, it's a two-year term on Saturdays. In the future I am interested, and it's not with one Saturday a month, but
I could attend once as a guest and see what the neighborhood association thinks. We 've talked about Yo, Sh Booster as representatives of the Neighborhood Association, but between meetings we talked and discussed that maybe Evelyn would be interested. Yes, it's a meeting. once, that is, every three months, and so on , but I work some Mondays, so I don't want to have a scheduling conflict. What if we put it in and I suggest that it be me and if this portion starts around 7:30 a motion to assign me as primary and Evelyn as alternate and then Peggy as alternate. Evel as primary and me as substitute. One second. Everyone in favor. And the motion is approved by the board. We also want to acknowledge the outgoing president, as we've already had the slide, so we
also want to award this plaque to Widget Watson for being a leader who is very respectful of the intentions. with the intention of advancing the district's mission. One for the new president. Well , I just want to say thanks to the table, thanks Crossw, thanks to the whole team. Well, it's surprising that the year is already over, but I mean, my goal all this year was, well, to assign the counselor prophet and to do that whole process of finding, selecting, and hiring a new superintendent. And I'm really looking forward to next year and I'm going to continue supporting Alito, the team, all of you, and I plan to do the same thing, but in a different chair. So, thank you very much, and thank you for the flowers, and thank you for the recognition as
well. Yes, I just want to thank you for your leadership, the way you welcomed us with so much respect and kindness. It's inspiring, and I'm very impressed by how he leads with so much love and respect, and I feel ready to take this next step after observing him this year. Then, thank you very much. Well, there's work to be done, so we're definitely in good hands. with his leadership. Any further comments on his leadership? Well, you are a pioneer. And it's always difficult to keep up with what he does, and that's how it should be. And I mean, all the presentations and the graphics and everything, I mean, his, I mean, the way he works. It's always a pleasure to work with you. Thank you so much. I'll just say thank you for your service.
It takes a lot of extra time to do what's good, to set a precedent. So I repeat, I repeat everything that they said. Very good. Let's pause to take some new photos. Two minutes to take photos and then we'll continue. Excellent. Good job chargers. Thank you so much. Thank you. Nice job. Thank you guys. I love all the artwork too. Very nice. Yeah. No, I was like, what happened? Merry christmas. right there. I guess you I just Do we want to try some after this with all standing too? Yeah, we could do that. I have a sec and everybody in the back just come up to All right, here we Yeah. You come right president come right in Oh, sorry. like blinking all the time. All right. Let me go one picture. Yeah. Oh yeah. And then all of her husband So, uh, Yeah. Thank you. Yeah, it's a real picture and then we're going to Yeah, that's Yeah. Thank I don't remember Yeah. locked away from this, but I just want to say congratulations computer. update. Yeah. This is a hope. much more than usual. It's 7:24. We continue with the ordinary meeting as the new president of the Sunbal board of directors. I would like to thank the entire community for their trust in my leadership; it is both our responsibility and our pleasure. And as
a former teacher and representative of the Teachers Union, I am committed to promoting the district's vision and respecting everyone as professionals and ensuring that all of you have the materials you need to succeed. And I am confident that Descito will continue to move forward and close the gaps, believing that every child is capable and providing them with an appropriate education to fulfill their dreams. as a member of the community and two children enrolled in one of our title one schools. I will continue to sponsor and promote transparency and accountability. We will continue to develop trust between the district and the community. With a clear strategy, Sunny Bell is in a position to be a district that truly honors every student, getting to know each one and meeting their unique needs. with great optimism about what
is to come. Thank you again for giving me the honor of serving as president of the board of directors and we still need to do something. 9B. We are going to assign the secretary of the table and as the superintendent, he is the automatic secretary, so I propose to nominate Superintendent Crosswith as secretary. Any discussion? Everyone in favor. We move on to topic 10, the reports. Yeah, that's good evening, President Watson, Trustees, Superintendent Cross. Good evening to everyone and the community. We are very grateful for the responsibility of representing Dexito. My name is Len and I am the president of the Student Council at Senzo. Uh ah we had a dance in November and almost 250 out of 150 out of 50 students attended and created many memories being able to socialize in a fun
shift. In the sports competition, the sixth and seventh grade girls' volleyball team won the championship. Today we had a guest from the high school talking about her experience as a member of the Bolly team. Good evening everyone. My name is Elizabeth. I'm in seventh grade at San Ivosco and I even play volleyball. If I could describe my experience in volleyball, it would be improvement. This is one of my most outstanding achievements during my middle school years . That's one of the reasons why I'm here. I never could have done this without the opportunity. My teammates also always assured me that I was doing well playing on Bolly's team. He taught me many things and changed my mindset by telling me that I couldn't do this yet and that I would stay after practice to continue
practicing what I needed to improve. By doing this, with each game I gradually lost my nerves and I am grateful for the overall experience, even though we finished in second place. I feel like it was one of the best seasons I've ever had and that's definitely a special message to my team and my school. Thank you for giving me this opportunity, thank you for listening, and thank you for letting me share my perspective. I am Elisha Chan, I am in seventh grade and I am treasurer and also part of the leadership. I've realized again this year that taking initiative helps us overcome difficult obstacles. We recently held an academic awards ceremony to celebrate and recognize our students for their hard work. More than 1000 students arrived to celebrate the students' achievements. There are students who
have achieved an average of 3.75 and higher who have received an academic award. On Tuesday we will also have a concert with performances by the orchestra, the band, and the choir. We are also raising money for the Sunbal education foundation. We had a wonderful evening celebrating and raising funds. We've had several events over the past month and we're excited to come back and share more with you next time. On behalf of Saniv School, we are very grateful for all the interest you take and dedicate to our schools. Thank you, Loren and Elisha. Now I would like to welcome the student and the representatives of Colombia Merco. A round of applause for CMC. I am Isabela, I am in eighth grade and I am currently in Colombia Merco. I am Jackson Gran, I am in sixth
grade and I am part of the Juntos en Colombia Miros School program. Hi, I'm in seventh grade. I'm going to tell you about the FM program from San de Colombia Medusco. First, we wanted to explain what a typical day looks like in each of our programs. We prepare for high school and are also taught to advocate for our own needs and desires. What I like most about this program is that they encourage us to ask teachers for help when we need extra support. Teachers always help us manage our expectations and also teach us to be respectful to teachers. The teachers are there to support us with any need we may have. At Ávida, there are many students who talk at the table doing activities in which everyone uses their habit notebooks and writes about a
specific topic, and sometimes we learn to incorporate different aspects, and after writing we review Amos clas to see what the next pending tasks would be . We also have a moment to relax and chat. There are always some who talk about whatever it is . We on the program together start at 7:40 in the morning. We warm up for certain exams we are going to take. We also need to write in our notebooks, and we also have a Spanish class, social studies, and we always mark pending tasks in the agenda and do an activity like drawing and writing. And because we have to wake up so early, everyone is always kind of quiet in the living room. We're going to share three things we're working on in our programs. We are doing a project to
prepare for high school. They help us choose our classes, ensuring that we are asking for the help we need. And we all have something that is an obstacle for us. For me, for example, it is difficult to ask for help and many times I remain silent, but they help us to defend what we need and to ask for support. At ABIT we have been working on the TRF. That means tutoring, report. It is a sheet that we can use to take notes on a topic that has to do with school subjects. We are also working on learning how to ask quality questions and practicing social skills. One of the most recent tasks was to write about AVID and what we do in the program. We try to focus first on the reason why we are
doing this work and the importance of what we do. At Juntos, our teachers help us practice Spanish so we can improve it, and we try to have a daily routine that we do only in Spanish so we can practice Spanish during our free time. We are also practicing so that we can have more time to practice Spanish. We are also learning about Francisco Jiménez and working on Spanish grammar. Our teachers tell us when they see mistakes in what we do and they pay close attention to grammar. We would now like to tell you about the important things we have learned. Something important I've learned from Strike is how to advocate, get to school on time, be respectful, finish my assignments on time, ask for help, and how to prepare myself to deal with life's situations.
in Abid. Three things I've learned. I've learned that socializing with others is important because it helps me understand myself better. One of the most important things I've learned is the art of asking questions, because if you don't really know what you 're doing, or if you have any confusion about it , you have to ask questions. That 's the most important thing for everyone. Sometimes you just have to ask to understand things better. Together I have learned to speak and understand Spanish and learned the differences between English and Spanish grammar. One of the most important things I've learned is how to prepare for classes, because since we start so early, we need to be prepared. I'm going to explain why each of these programs is important for the school. Strive is important because it's a
way to get support. We can always count on those who are in this program, and for example, when we need more support than we are receiving in class, we can always ask our teacher if we can go to the Stride room for support. It is important because it helps students understand and prepare for university. It gives us clarification on the fact that sometimes it's okay if we make mistakes. It's a safe space where we can make mistakes. Uh, together is important because it teaches us how to get up early and also speak and understand Spanish. Some students start learning Spanish in high school, but it 's easier for us to be in middle school. Thank you for your time. I would like to welcome the six students to come forward and take a picture with
us, please. Yeah, maybe board members behind everybody. Got it. I can see everyone's fa is awesome. Ready? 1, two, three. One more photo. 1, two, 3. I have. Thank you. Let's continue with the superintendent's report . Thanks a lot. Let's move on to the next slide. I just want to give a brief update on the English language development program. We have several teachers throughout the district who are offering tutoring. We have the program together and support for special education students. We are inviting our families to learn more about the pilot program process. Also, so that they have an opportunity to participate in each meeting we have, you will also see the meetings we will have, uh, information sessions for families, they are virtual sessions and we will distribute this information to the families of our
schools. I want the committee to know that we are collaborating with Think Together to expand our options for after- school programs. We are going to explore an option that requires payment as an alternative to support more families. Yes, it is a school that has more than 75% of students who are from low- income families. Uh, they're at level two. We are obligated to provide opportunities for low- income students, but we also have flexibility as a school district to serve other students who are not low-income and explore options to cover those additional expenses. So this is an opportunity. Uh, we have about 200 additional slots to serve 436 students. Uh, we have students in Bishop, Elice, Lakwood, and San Miguel to support families and communities. Uh, we want to launch this program by the end of
January or the beginning of February. You mentioned four schools, but initially there were going to be two. We are going to include more schools if we want to expand it because there is a great need in our community. At first we were talking about two schools, but certain schools like San Miguel, even though there was no waiting list, it was because the families knew there was no opening, so they weren't on the waiting list. But as we shared more of this information, more families started to become interested. One question: do we know roughly how much it would cost families? 480. I know families are spending over 1000 now, so we're looking at something like 480. An update on meal distribution as well. Uh, San's education foundation raised over $22,000 thanks to community support. We received
support to provide additional food to 400 families . We have been working hard to provide this support to families. We will continue this effort on Friday, December 19th, from 8:30 a.m. to 4:30 p.m. here at the district office in the parking lot. We will be doing another food distribution. And our staff has been working very hard. We have volunteers preparing the packages, so we welcome families. I know that many families have been very grateful for this support. We know it's difficult for families to pay rent, food, and everything else, and we want to support them as much as possible. One last thing for tonight, we allocated almost 17,000 in gift cards across all schools. In the third column, where you see cards distributed by the district, those are also food contributions. So these are the
numbers, uh, an approximation of the total numbers which are about 17,000 or more in funds that we have distributed. And I also wanted to say that tonight the table will be considering number 13, which is an opportunity for the district to explore early retirement. It's a way to reduce our expenses without having to lay off any employees. We have two associations of classified and certified teachers. We will provide more information if it is approved tonight, next week. To all our customers as well. Uh, we've reached the end of my presentation. Thanks a lot. We will now continue with the reports from the members of the panel. Let's start with the WhatsApp advisor. Okay, I'm going to send my activities, but Counselor Flemers, well, you know we had a meeting a few nights ago. We are
very interested in learning more about the curriculum for English language development . Some of the dates are with the Dela committee, which has a lot of interest in that, and we share some of the dates with this committee, but I don't know why we don't share all the dates. I do n't know if there's a way for someone familiar with the pilot process for English development to get involved. It's something the Delac committee is very interested in, but it's a fairly short meeting, considering the amount of information they're interested in, because they have a lot of questions. They're very interested in exploring the idea of English support after school. There is one school in the district that has started providing that support. They are also interested in finding ways to support students in class so
that they can pass all the exams for the development of the English language. They have questions about how long a student should stay in this English program. Do you also want support to help your students at home? They are also interested in and want to know if there might be some kind of after-school program where they can be taught test-taking strategies or work with students to prepare them for exams within the school. Better some strategies because students also need to practice to improve their ability to take exams. Students get distracted at school and it's very difficult sometimes to focus on exams, and they are interested; they have many questions from the previous meeting that were already answered, but they have additional questions. Week after week, they seem to have more and more questions. So, maybe
someone who is familiar with the English language development program , the administration of the exams, for example, if we could have such a person at the next Delac meeting, it was a very positive meeting, and well, they were keeping up with the conversation, so it was a very good meeting. Some were a little shy at first. We started in English and then switched to other languages and then started translating between one language and another, but it was a very positive meeting and yes, uh, that would be all. I want to know if the microphone is on. Yes, this is the worst seat because, excuse me, it's difficult to be in this seat because I need to see, I mean, everyone is on one side and there's only one person on the other side. This is
difficult because I want to see everyone when I speak, but I wanted to say that it would be good to go to the annual board conference. I learned a lot in the first meetings. I learned a lot and now I'm learning a little more. It has, I mean, it's always good to connect with people. I loved it , yes, meeting people, but reviewing the notes, something I did learn, I think another person was also in this meeting with me, but that was how to communicate better, that is, how to calm down in difficult moments. They talked about being prepared for conversations, not always, that is, being careful, making good decisions, being clear, being quiet, and also monitoring the conversation. These are some tips they gave us for difficult conversations. Hello. So no, I'm in the
worst seat. I went to my first CSBA conference for the first time in my life and it was a lot of fun. I felt like I was a student trying to register for my classes or workshops, and then I was also looking for the rules for the meeting, and there were a lot of people, but I had a lot of fun, I learned a lot about things, I mean, in the workshops I attended I did learn a lot, and I was also very happy to meet other participants. all. I had a lot of fun. I had to go back to Fairwood that Friday and support Fairwood with the school dance they put on. We sold a lot of tickets and it was like a spring event; many families came. Then we did the parade for
the Lour Neighborhood Association and I was very happy to see the Freemont High School band, which put on a show, and I also have my daughter who is in Girl Scouts who also participated, and the Boy Scouts also participated, and it was a lot of fun. The principals of some of the schools were there, and in the end there were also cookies and chocolate, hot chocolate too, as well as some of those old cars and motorcycles. It was a really fun event and we'd be happy to have that kind of event again. The main event was the annual education conference in Sacramento, which was excellent. There were many very interesting sessions, many interesting workshops. Before that I held an assembly for two days which was a lot of work indeed, but it was very excellent
and also very interesting indeed. And apart from that, there were also some meetings with the legislative action committee. I will send my reports a little later. Thank you. I also submitted my activities, I presented them. We were very excited, we were very excited to be with you at the SBCA. We also had a meeting with the Cornerstone project with Devy Hley to explore other options, including some staff training, and we may be able to do more programs. We're gradually getting a contract and paying for everything, so we're exploring those options. I also went to a multicultural night at Bishop Elementary and the kindergarten teacher and his wife have this adorable hip hop dance they do . They are fantastic and there were also student presentations, folk dancing too, and they also have their bishop ladies,
a ukulele dance too. We had a great time, and the food was very good as well. And on Tuesday night I went to the SMS winter conference . I couldn't stay long because I had Andy with me who had been out all day. They were holding a student-coordinated fundraising event to distribute food and also arts and crafts. All those funds went to Sanibel's community services; they raised about $200 in the end, and it was amazing to see the students take that initiative and work like that to support their community, wasn't it? Then yes, that would be all. Thank you. We would also like to hear from the Sanibel Education Association. If there is an official representative online, they can raise their hand, or if someone is here, they can approach the podium. I don't see
anyone. We would like to hear from the California School Employees Association. There is an official representative online. Please raise your hand if you wish to speak. And now the Sanibas education foundation , if there is an official representative, is indeed getting closer to the podium. Okay, that's it. It's on, right? Okay, that's it. Hello, I'm Corne Jenson. I am here on behalf of the Sanibel Education Foundation as program president. I hope President Michel can come to the next meeting, but I wanted to thank you for your cooperation. All our efforts have been successful. We just wanted to thank you. We are very grateful for everything you are doing. Thank you. At this time we will make public comments on matters that are not part of the agenda. It is an opportunity for members of the
public to speak directly with the Governance table about any topic of interest to the public. However, Brown's Governance Code prohibits any action from being taken on any matter that is not part of the official agenda and limits public comments to 20 minutes . Please, all speakers are requested to state their name. There is a card and if you are online, please raise your hand. Already. Already. Welcome Cney Jenson. Still Courtney Jensen, but talking about my own part as a mother on the Together show. I want to talk about excursions, and I'm talking about it as part of a parent's role. I would like the message from the superintendent, that is, from all the directors involved, reaffirming the importance of the excursions. They are a fundamental part of their learning experience. We've seen situations where, I
mean, it's like a way of tricking students into doing what we want, right? Otherwise, it's as if they do n't behave well, because they can't go on the excursion. It's true, but this shouldn't be the case because excursions are a way of learning. They are also extremely important situations. Children have difficulties dealing with behavior in class, and I want to encourage teachers that we have the resources available to help them and not threaten excursions. And in fact we don't do many excursions anymore, maybe once a month, once a quarter, and behavior is treated like a reward or a punishment. So, I mean, if a child doesn't behave well and you can't say, well, in a month and a half he can't go to the negotiation, I mean, that doesn't say anything. We need to be
more intentional in how we talk about behavior and how we impose discipline. In other words, this message should be shared with the entire district: that excuses are essential for the education of our students and should not be used to threaten or force certain behaviors, but rather as a positive tool that teachers can use, and that same applies to assemblies. Thank you for your time. As a reminder of the rules of the table during public comments, please everyone speak respectfully and civilly. Now we move on to topic 12, the approval topics. One more comment from the audience. I am the mother of a sixth-grade student, and my two oldest are already in high school. They all started at Fairw, and I didn't prepare anything because I didn't plan on staying that late. But one thing I
wanted to mention, that I've wanted to teach, is... it has to do with transportation. I'm very excited about the buses and extended services for high schools, especially since they are often farther from homes, but they are also consistently late, so there's a difficult dynamic. We want to serve students who lack resources, but giving them this program makes them arrive late to school. In other words, it's not something that needs to be taken into account. I chose not to take the bus to give others the opportunity and want to take the bus next year , but I'm not going to let them arrive 5, 10, 20 minutes late. and they ask the math and science teachers. She has received some feedback about how it's affecting her classes and how to accommodate her students arriving so late,
and that 's very problematic, especially because it affects students who are dependent on services, right? So, I just wanted to tell you this. Thank you for your time. Very well, let's move on to topic 12, approval topics. Are there any items on this agenda that can be reviewed and discussed before approval? The public can address any of these topics at the table. The public who wish to comment on the approval issues, if there is a person who wants to bring it up on the agenda, if we can address it separately. If there are any online comments, please raise your hand now. This comment is from Courtney Jansen. I mean, I'm not asking you to take anything out, I just wanted to talk, well, I wanted to say two things. Well, it's very exciting to see
that waterfall of flowers for the assemblies, I mean, the starting arts program has been a phenomenal program, I mean, the short version is 15 or 20,000 for the productions, but you can't serve every school, all schools for different reasons. These programs are evidenced by, that is, by the different foundations, associations, centers and such, and it doesn't seem like that much money, but when you put it all together it's like 160,000 across the site. So I ask that we please take the time to make sure that we are using our money in the right way. I just wanted to emphasize the amount of money being invested in this program, which is what we should be doing, or rather, yes, but also, please, the contracts. Jens to a motion to test the approval issues. I propose some
discussion. I just wanted to say that there's something about private schools and then there's something about special education, and I'm not against it. I just want to see the report, that is, the cost of what we are spending and where that money is coming from. Whether it's for that student at a private school, we're paying for their transportation or something. We have different contracts with them. So, we are meeting the needs of those students, but I don't want to go into more detail, I'm asking for that report in the coming months. And yes, I've also asked for more information about special education homes , so I'm in. Everyone in favor of approving and the test, the table tests the motion. Now we move on to the issues to be decided 13a 13. approve the architectural
services agreement with architects for the modernization project of the Cher Chase school. Yes, good evening. They should review all of this. This is the agreement for the services that the architects will perform, which you reviewed and checked on October 13th and 30th. We have already discussed the scope of the progo. This would basically allow the architects to continue designing and initiating the program. All the details are there, and if you have any questions, I'm here to answer them. Mr. CFY, before we discuss, if there is any member of the public who wishes to post or comment, please raise your hand now. If someone is there in person, please hand over a card. There are no comments. We need a motion to approve the architects' contract for the Cherry Chase modernization project. I propose to approve
the 13th. Any discussion? Yes, I'm so excited about this project. Cherry Chase has waited quite a while. Just as that month was one of the last projects, we are now moving on to another project, and it is a very good opportunity to improve the space, the architecture to fit with the learning and everything. Any further discussion? I have a question. How many of the architects, that is, those of the different architects, do we have under contract? Do we use the same people for different projects or do we hire one for each project? We have several contracts for the largest projects. Yes, we are rotating QKA in the Middle School project. We have worked with the past and we will continue to analyze the different options. For each large project, we carry out a process before
making a selection. And that master plan for the facilities will involve a selection of architects from many different levels. I think if we choose three or four, it should be like in a rotation of 8. They didn't want to come in, but we already have this rotation of those three to four. I think we talked about this previously when we met with the facilities team. Mr. Cafi is also interested. Well, I'm interested in meeting with the architects and introducing ourselves to the use of the spaces, because it's an indoor and outdoor project, and also the idea of a STEAM space for science, technology, engineering, arts, and mathematics, and where it's located on campus. And if the board is interested, or if not, Isabel and I want to get more information about this project. and future
projects. Yes, I mean , maybe you'll get more involved, but we will receive a presentation in front of the whole table, but we would have to have a study session. Sir, I don't know, when did we go through that process of choosing the architects? That is, the total of all the architects we currently use. That was before I was around 22 or 23, I imagine, when the master plan was developed. What factors are taken into account when deciding which one to use and which one not to use? It is a process of proposing different projects. They would give us , they would tell us their story, their project strategy. We also see projects that have already been done; there are different levels in the process. What do we do before selecting one? More discussion. Already.
Everyone vote in favor. This doesn't prove anything to me. We move on to 13b. Approve the first quarter budget report and positive certification in order to deliver it to the school superintendent up to the Santa Clara condom. Mr. CF again. Good night. There are many things I want to present about the budget. We don't have much time, so I'm just going to cut it short, it's about our promise. So that was it, I mean, seeing the stentres here, well, I love it. that we have done that, that the agreements come every meeting. So, our promise is the why, right? It is what guides us. To meet those goals we have five columns, right? Uh, student results, uh, belonging and participating. English students, align the systems and then fiscal responsibility. Therefore, the goal is to develop
a responsible budget that takes our environment into account. First, to give them some context. Next, we'll talk about some of the economic impacts. and then an analysis of the different expenses and then our current financial position , then some strategic adjustments that we have to make and then the progress we have made in preparing this budget that will meet our goals again. Uh, so everyone knows where we are in the budget cycle. The process begins in June with the adoption of the budget, and we're almost halfway there , right? First this first part, March the second part and then in June we approved it. So, in general, our goal is to navigate the fiscal challenges while maintaining strategic investments in order to, well, with the goal of student success. We are here presenting, that is,
we have a positive certification, which means that we are fulfilling our obligations. Some of the difficulties remain, as nothing has changed. In other words, with the property tax increases , the sales market is also very low, very low. So, costs keep rising, I mean, everything, public services, insurance and post-pandemic, is still coming out of those positions, right? With those one-off funds, we are already closing the gaps, that is, the benefits. We're also going to talk about some strategic changes instead of hiding the deficit, but rather addressing it and making the necessary changes. We're also dealing with some deficits, and generally speaking, we're analyzing and finding the balance between supporting our phenomenal staff, but also figuring out the shortcomings that might cause changes to maintain that sustainability. a multi-year projection. This is the general fund. I
know if they want to see, they want to know about the health, the fiscal health we have. The important thing to know is whether we have made progress and reduced expenses. But as you can see, this is like a visual representation of the projections we have right now, at the end of next year, we're going to be below that 20% of reservations, right? I mean, a visual representation of that. This 34 lu 29% 26 and this year we're going to 26 and then in subsequent years we'll be below that 20%. So, a little bit of context about the state budget. The state also has similar difficulties such as a structural deficit. And well, well, I wanted to keep this slide. There is a lot of information, but it's important, that is, the important thing here
is that there are mixed results, that is, it is cutting interest rates, which is normally something possible, but also increases in the technology sector and the market is also very strong, but economists are predicting decreases. And another factor is that actions at the federal level have changed costs and brought them closer to the local level for counties and states. So, there is a lot of uncertainty about how they are going to deal with those additional deficits. Following. Also the increase to the property taxes. I have this quote from the local accountant. That's the lowest rise in a decade. So, when we adopted the budget, we projected an increase of 1.884 and you're at 1.86. We're there with the projections, also with the revenue. We saw one-time funds that help, but we also can't ignore that
they can only be used once and expenses keep rising. In other words , the grants and scholarships we received were one-time costs and do not close the gap we have between expenses and income. Currently analyzing the biggest changes. So, in short, not much has changed with salaries, but they have gone down a little bit. Most of them come from management positions that we have n't filled, and salaries for classified positions have also decreased. Many of the positions we are hiring for with those one-time funds, we are in the process of hiring and paying well. And how are we going to continue paying for it? The benefits continue with salaries and supplies. We've made progress on this. We are requiring several installments for the larger orders. For example, in operations we had a salesperson and implemented
this and we found out that they were there, so we made the good decision to hire a different salesperson. So yes, we have saved a little bit with that decision. The services are there a change of one and a half million, like 8% a lot there, so if you have questions I can answer them later. Yes, we've made a little progress, a lot of progress with better contracts. We have consolidated those larger purchases and long-term investments, no change. of the required payments, i.e., other funds. We had, or rather, we received good news from the state about preschool. So we anticipated that the amount of financing would have affected us, but it was going to be adjusted due to factors that we appreciated that didn't happen this year, but basically they gave us notice that from
now on, well, that gave us back about 400,000. So, we lowered the funds for preschoolers, that is, the amount we spend on preschoolers by four hundred and one thousand. All of that is reflected there in the payments by transfers. Next slide, I mean, we're not going to talk, there are a lot of numbers, I know, but again, this is for you to see. The story hasn't changed that much since the last time I presented. More than 80% of our gas is for staff. We continue to see costs, costs that keep going up, that is, expenses have increased by 50% in the last 4 years. Those are visuals of that same event over time. Depending on the category, costs have been increasing every year. Here is another graph demonstrating the same thing. And this is another
visual representation. He explains that before the pandemic, from 2028 to the present, he sees that the bars that are in blue are the inscriptions and the orange line is the staff. So, there is a difference. We have reached a point where we have to address the reality that there is more staff compared to the number of students, and the overall costs of the positions. I wanted to talk a little bit about the other associated costs besides salaries. There are costs for the positions, but I want to make sure you understand that there are other associated costs that are actually very significant, just to give you and the public an idea of the true costs for this type of staff. We can continue. This is a visual representation. Let's say we have a payment of $1,000
for a certified employee. There's an additional 22% , so in the end it's 1223. For classified staff it would be 1361 and that doesn't include welfare and health costs. As you know, health and wellness costs have been increasing every year, so the cost to employees ranges from zero for those without benefits to over $2,000 per employee. That is a reality that our budget has to take into account. How can we build a sustainable future? The reality is that, considering that personnel accounts for more than 80% of our budget, there is no path to sustainability without reducing the number of positions we have. our strategy to achieve that reduction. Well, we'll talk more in-depth about early retirement, which would be a possibility for certain staff members. We want to have efficient and aligned systems. We want
to be efficient at the operational level. We've been spending much less on credit cards, more than two-thirds of those costs. They won't be here these next few years. Protections for contracts. We want to have better contracts and contractors to make it safer for students, and we want to have better language in the contracts. A review of the positions. All vacant positions will go through a review process. Some of the investments we have made, and the investments we still have pending, include the renewal of technology, specifically the laptops we bought during the pandemic. We need to replace many of those computers; they are reaching the end of their useful life. We need to replace about 4,000 laptops, which would cost almost a million dollars. That would be something we need to buy for spring, next spring
of 2026, so that they're ready by fall. Then we did an upgrade to the internet networks last year. and also investments in our libraries, our books in libraries. We had to replace them because the books were very old and were no longer useful today. And also thinking about the infrastructure for the technology. We also had to spend money on libraries to update the books we have available in schools. As we mentioned before, our special education program and our commitment to equity are foundational and we are not going to change our perspective on this, but the reality is that this program is expensive and those costs are also increasing. Here are some numbers showing the costs for the special education program. What you see in red illustrates the costs of the general fund, the contribution of
the general fund to the special education program. To summarize, we have some challenges, some new challenges and others that we already knew we had, but we have made some progress and we will continue to do our best to reach a point of sustainability, making sure that we are implementing those promises. We have made our promises and we need to keep them. We are here day and night trying to keep our promise. We need approval of the interim budget, but I hope this presentation gives you some context. Any questions? Thank you. Before we continue with the public comments, well, if there is anyone online who would like to speak, if you are online, please raise your hand to make a public comment. We have someone online who would like to make a public comment, please go
ahead. We have Guita Golacota. Thank you all for the presentation, it was very good and very detailed. We have seen these trends over the past year. We've seen those presentations and I've been asking around trying to see if we should consider another measure, especially taxes on plots, on business buildings. In other words, taking into account large companies, we need to raise enough money to contribute to the sustainability of the services we provide and to improve training for teachers. That's my only comment. Thank you, Miss Golacota. A motion to approve. I make a motion to approve the report and iteration for the budget. Second, let's have a discussion about the budget. I appreciate all the details provided, and to tell the truth and speak very clearly. It was very difficult, but I greatly appreciate the visual
representation. But anyway, in general, regarding, I mean, there are also the changes in federal funding that special education should only be 40% funded by the federal government and the rest by the state, but they have only funded a portion of that at the federal level. So, the costs have changed a lot. We have an increasing number of students assigned to special education. So, regarding special education, there's a summary about the impacts, that is, how the costs for special education are changing. We know that students need special education, but I'm just wondering, thinking about a few years ago, why are we spending so much more now on special education? So, my question is whether the costs for special education are fundamental to our deficit. Yes, it is a factor that is contributing to the budget shortfalls.
The reality is that this program is expensive and it's also growing. So it definitely presents more difficulties for the overall fund, but it's not the only factor. My other question concerns the gap for enrollment reduction. I do n't really understand, I mean, it's the number of staff and the number of students, but I don't understand. Of course . There is a gap that we are seeing, but it's saying that we have too many staff in terms of the number of teachers we have. There are too many teachers, I mean, the ratio is 24 students per teacher in elementary school and 32 students per teacher in fifth grade and up to middle school. In other words, those indices are correct. I mean, I thought we had more or less the right levels. That's a very good
question. I would say that we have made decisions over the years and at the time we made those decisions, we needed to make those decisions. But over the past 7 years, the greatest growth has been in classified personnel. I would also say there's a little room to adjust the indices. But if we had the same number of adults per student that we had about 10 years ago, there would be a reduction of $34 million just by adjusting those ratios. We could go into more detail if we only looked at the certificates, but in summary, we do have that gap that we need to address, and yes, it is most likely that it is mainly classified personnel. It was also difficult for me to watch the presentation. I realized that when I received the email with
this information, there were some schools that were not included, which I haven't seen in this presentation either. So, what are our expectations for having access to this information in advance, and how can we make this information available to the public? The presentations are ready; they should be ready when we publish the meeting agendas. How would they be affordable for the public? In other words , it will be in the minutes that come after the meetings, that is, it would be after the meeting, that is, the presentation can be incorporated as part of the package, that is, they don't have to go to the approved minutes. They will go on the agenda. Well, for this part, for example, it would be the content and then the presentation, that is, the presentation will not be seen until
we approve the minutes. In fact, yes, I understand that we want to have a 3% reserve. Did you mention a minimum local reservation of two 20%? This is a regulation that we have. That is a resolution approved by the board of directors. I was going to mention it last year as a policy, because policies are better than resolutions, but currently it is just a resolution that has been approved. So, it's a resolution, but it's not necessarily a policy. It's a practice we've had for a long time, I just didn't know the history because I wasn't around when it was established. I mean, the time I've been at the table, I thought it was a policy, in fact, but I recently learned that it isn't. But the way we handled things, well, to me it always
seemed like a policy. I know we're going to talk about early retirement a little later, but that doesn't address the whole gap we have with the funds, does it? In other words, only a part. You also mentioned effectiveness, what kind of effectiveness there can be, and what the expectations are. We are also reviewing all of our contracts. We are working with human resources to look at the staff- to-student ratios, to see how we compare with other districts as well. In other words , we're reviewing all contracts and also reviewing early retirement, and we're going to freeze new jobs for a limited time . We need to be proactive in covering all our costs, but we also need to see how we can acquire more funds through foundations, bonds, grants, organizations, and companies. So we're focusing
on that kind of effort as well. We are going to apply for a national grant from the Science Foundation which would give us a lot of income for the level. Those are some of the examples we have. We need to improve our organization's ability to handle grants. Being transparent with the community is something that has been mentioned; that is, we need our staff members to be aware of it . And it's important that everyone knows that this is n't just happening in the Saniv district. We know that all districts are currently having difficulties with their funding, and that's happening at the federal level. What's happening at the federal level is also directly affecting the counties, it's affecting the state of California, it's affecting the Sanibel school district, and unfortunately, it's affecting our families. I do
n't know if you want me to explain the contracts in more detail, things we 've done with the contracts. Yes, it's important to be transparent with the public about early retirement as well, and this table of special education costs. Why is there such a large increase in students participating in special education? That's a 40% increase. It's slide 49. If you can project it. Special education services are very expensive, meaning that employee salaries are higher. This is part of what they are seeing, and we also have more students being identified for special education services compared to the past. That's happening all over the country, and those two things are affecting us. Another challenge is that we have identified too many students, specifically Hispanic students, for special education services . Therefore, we need to establish what the
structures are before a student is identified for an assessment. What are the expectations regarding the expectation? general for students when they are in the classroom, also looking not only at behavior, but also at the academic aspect and how we improve the capabilities of our staff so that they can better identify students who do have special needs and how we involve our families in collaboration to improve capabilities with families as well. So, there are several levels and there are many districts in the contract, in the county that are facing the same thing. We do n't know exactly why, but there is an increase in special education students across the county. We do n't know why, but there's an increase. We are trying to determine why. When I first came here about 20 years ago, I was
looking for districts that were good for special education students , because I was trying to find out about good services for autism. So, 20 years ago Sivel was already known as a district that is good for special education. So, it's like a reputation we have. I know it's not everyone's experience, but I think that because there's this system of people telling each other that if San Snibel is good for special education students, it's a good thing to have on one hand because we're meeting the needs of those students. But I wonder about academic recovery; I mean, we need funding for special education because that's where we're going to see a lot of skill recovery. academics, but thank you for helping us better understand the problem, because without understanding the problem we cannot work on a
solution. Although it's not good news, it 's important to talk about this issue. One more comment about the proportionality of the district's indices . Dr. Crossway mentioned that we have a plan. That's what he said, right? I would like, I would really love to know more about the plan and I recognize that it's countywide, but I did email you that plan this afternoon, but we have modified our plan to support and address this need. And now our plan is to rebuild a robust TSS plan across the district. And another thing is that we want to clarify the process for student success teams, collaborating to see what has already been done, what we can do, what the strengths are to develop a personalized plan, focused on the students' strengths, going through that process first and then
determining whether or not they need special education. In other words , we want students to be in the least restrictive environment. So, that's one way to do it. I would like to request that this be included on the agenda next year in the upcoming meetings we will be having. It would be like a good study session, in fact, I mean, some of us aren't familiar with it and others know a little more, but anyway, is there anything else you want to say at this time? We have a motion, someone second it . Are we ready to vote? To approve the first report of the interim budget. Those who are in favor, yes? Okay, thank you very much. It is approved. We are moving forward with number 13C, approval of resolution R263 on the matter of
reimbursements for substitute costs of counselors according to education. The education code is a resolution to recognize educators, including classified staff, understanding that they are making personal sacrifices, i.e., taking time off from their jobs, personal expenses. This resolution also supports reimbursements for administrative costs, which would help remove or minimize barriers to participation in order to strengthen and diversify the effects of representation by board members. I cannot participate in this, I cannot participate because I, I mean, for example, I had to request a substitute teacher for YouTube to cover the special education class, and if I had requested a refund, I would have had to pay for the substitute teacher. So I don't think I can participate. Yes, if you can excuse yourself. No, I'll address this before discussing the topic. If any member of the audience
wishes to comment on this topic, please raise your hand. There are already two in the room. So, there are seven comments. Let's designate it as 2 and a half minutes. Each one will have 2 and a half minutes. There are seven comments. Each person will have two and a half minutes to speak. Please state your name. And we're going to start in person. Hello, good evening. Well, I'm glad to be in this room. I am Pat Carpio, I am a teacher at Dito and I have been at Dito for 13 years. I'm just here supporting this resolution that they're going to pass right now . It's very important because, I mean, doing our work is something of love, right? I mean, teaching is a kind of love, I mean, it dedicates a lot of time,
energy, I mean, your heart when it's there, and let's also support the board of directors who, I mean, I'm speaking as a teacher, but also as a classified employee, I mean, they do the same, they are very eager to work. They know the system, so when they can serve on the different boards and take away those rights, well, no, it ca n't be, it shouldn't be. In other words, when we cannot perform our functions, it really makes it very difficult to access different committees and events. So I am very proud of this district to take this position and emphasize how important it is to have substitutes in different situations when we no longer want to exercise our responsibilities, that is, how to best serve the district. And yes, I support this because it's the right
thing to do. They are leaders who transform and will serve, they will continue to do that with this. So we have burns. I am Heatherburn, I am a teacher in San Miguel. I want to thank our district and board for their commitment to our community and for adopting this resolution. This would allow council members who are also teachers or other officials to have the coverage to perform their duties as representatives. Their community can also be a very serious problem. Because the teachers don't give us much, much, much vacation, because we're supposed to take our vacations during the vacation, so they don't give us very few days off, and also little time to, I mean, take care of the family and go to the doctor. And when we don't have that, it's removed. And as you
know, it's so important that our counselors connect with our community, attend the different conferences, and be able to do so during the normal workday, understand the needs, and should be able to do their job without penalty. In fact, many areas of California benefit from something like this, but in this area we are at a disadvantage having so many retired teachers. So, our various locations in particular are lacking in that experience. This resolution aligns with that, with the state's recommendation, but it also allows Sibéo to set a good example. We will join forces with Mountain View after adopting this policy. I ask you to approve this resolution so that we can continue working without sacrifice. I want to thank the board and everyone else for the other important things they do. I really appreciate what you
do. Now we move on to the online comments. Please state your name. First Susan and then Ana Petero. I am the father of a child and I support this resolution to cover positions for councilors who work in other places. This makes it difficult to find coverage and it is very difficult for people to run for board positions. Removing these obstacles to allow more people to participate facilitates the involvement of more diverse individuals with a rich background, particularly teachers who offer new perspectives. Thank you for your attention and for supporting this resolution. Next up we have Ana Pentero and then Jess Winstock. Many thanks to the president. Well, thank you very much for that. In addition to the language in the resolution, I also remember speaking at the last meeting when we discussed this, and one
question was whether there is data or research in other places that have similar resolutions. I imagine that research would be limited because most people, so perhaps there isn't much data on teachers who are on the boards of directors. The second thing is the amount of work done by the advisors who organize the conference. He attended every session, and in some of those sessions, some topics included legal matters and also how to become better counselors, sessions on student voices. The entire budget is to reinforce what we are learning in our district as employees and also as councilors. So there is a lot of value in having their council members attend these conferences because they gain a lot of information, benefiting themselves and the entire district community because there are now better-informed council members. Thank you for
adopting this resolution and thank you to the council members for attending. Job. We have Jess. Good night. Thank you for letting me speak. I am a teacher at the school site and a union leader. I speak as a Nivel resident committed to improving public education. I support this resolution because I believe the various benefits that will arise from this resolution fall into two categories. The practical benefits, and also the cultural benefits. Limited, I will no longer applaud the previous speakers for emphasizing the logistical benefits and I no longer want to say that I believe teachers are the best candidates to serve as advisors on the governing boards because they have an expert perspective. So, passing this resolution means that that level of investment is going toward what's best for the students. Now, regarding cultural benefits,
teachers want everyone to treat them with respect, and passing this resolution means the district believes teachers have a unique, specialized, and highly valuable perspective. That's why the impact of trying this will be so positive on our culture. They do n't just say they believe it, they say the teachers are experts. Yes. And an endorsement means that you are invested in that belief. The action of approving this solution goes further. It shows students that you truly believe in and value the knowledge of teachers, it goes beyond mere integrity, and where we say that we teach teachers by investing in their futures. I respectfully ask that you approve this resolution. Anna Reed and then Danny Choy. As for me, I have experience as a teacher in Cupertino and also on the board of directors. In accordance with
everything the other speakers said, I want to thank you for making this effort, recognizing the work that the board members do every day. Teachers always have to balance their duties and it is something is an example of a district being a leader by adopting such a resolution. Thank you for introducing this resolution and removing these obstacles for teachers, and hopefully more departments will do the same. Jny Choy, a school counselor in Freeman and a teacher. First of all, and thank you for presenting this resolution when the cost is, I mean, the children thrive with the structure, the substitutes have a lot of trouble maintaining a classroom, I mean, the routines suffer and each teacher can tell you the stories they have read about the substitute teachers. It really is a very stressful situation. Public service
has its own rewards, but as a board member it requires taking many days off and as a result of policies that do not reward this, they are often forced to save up their vacation days. And I appreciate all the work they do. Thank you. Okay, that concludes the comments. Thank you all. Before we can discuss, we need a motion to pass. I propose to approve resolution R2613. Uh, reimbursements for the costs of substitutes for the counselors' time . One second. Discussion. It's something very important and I'm very happy that we're finally approving something like this. Yes, I'm very happy that we're approving this resolution and giving, I mean, giving the council members the opportunity to perform their duties, and hopefully we'll become an example. discussion. I just want to mention that, I mean, there wasn't
much competition in the previous elections, I mean, not many people ran, and some speakers explained why they were advisors who did take personal time. Yes, I want to clarify that they basically paid their own money so they could attend the conference and we, as a panel, and all the learning. So, I appreciate the community's feedback and I support this resolution as well. Discussion. Everyone in favor and the motion passed with one abstention. We move on to 13 D. Approve resolution R2515. authorize in the retirement services of public agencies and the supplemental retirement plan and agreement with the services of pars. The issue here is approving the resolution, and if it is approved, that allows us to contract the services of pars and begin the process of offering an early retirement incentive. Basically, this would be
a benefit that we offer to all employees: an equal amount of 85% of their salary, the last salary that would be deposited into this account. Some important components. The goal of this program is to generate savings. Well, I don't know how money will be saved with this, the savings, the potential savings. Well, two reasons, one would be when there's like a teacher or a veteran employee and they replace him with a new employee, usually there's one there, but that would be like a portion of the rice, but the bigger one would be this could increase the rice overall. I do want to emphasize that this would give Pars the opportunity to speak with our employees. Then they could register the employees. They would have time to talk to the employees, that is, review the services,
and also consult with their own experts. There are about 14 different options, possible choices and they are all of equal value, but it would be matched to your individual needs. So yes, that is , there are different options depending on the beneficiaries or the circumstances. Then they would discuss all of that with the administrators of Pars. The service fee would be 3.5% of the total payment, and approximations would be around $115,000 for Powers services. But let me emphasize this again. The goal is, after all, to save money. This does not obligate crime in this plan. Uh, I opened that registration window and then we already have the data. Who signed up? Who? Then we would analyze the savings, present them in February to review that data and approve or disapprove the plan. We hope this
process will give us another option to close that gap, but until we know which employees would be interested, we wo n't know if this makes financial sense. Yes, thank you for the very thorough explanation. Any comments from the public on this topic? We need a motion to approve. I propose scheduling resolution R2615. Authorize the supplemental retirement plan. Second. Discussion. With this process, the teachers, that is, it's not finished, but well, this can be done and they fill it out and then let's say, well, it can't be done anymore, but if we don't want to, but if in the end we don't want to do it if there are no benefits. So, it's very clear for the teachers who are analyzing this. This is a possibility. Yes. Yes. Good question. It will become very clear that
if they decide on this, it is not mandatory to wait until we present it to them in February. There is something where certified or classified personnel, according to the participants, would make financial sense to include one group and not the other. Yes. So, once we have participants and the data, we won't know the results. But just to be clear, that 's a possibility. If I'm a teacher, we'll try it today and I'll ask, but I just want to, I mean, if some, I mean, it becomes something strange if I'm a teacher, but I wanted to retire and right now, right? And there, well, very good questions too. 50 years of age and at least 5 years working in this would be you will be confidential, but you can also make individual appointments. So, we need
to keep an eye on the different options for Sty Cersy, but we're not going to publish a list; it would be completely confidential, and nobody would know if it makes financial sense to continue. That's where we're going to ask for their approval. And once it's approved, that's when we would finalize the contracts with the employees as well, but up to that point we're still exploring. So, what resolutions do allows us to continue exploring this option of early retirement. There is no commitment until another day. So, how often do they make these little ones? Do they do something and then remove it or not approve it? Does that happen or not? Well, I don't have experience with approving something and then eliminating it because the other retirement organizations represent the numbers very well and based on
their experience throughout the state they have a good sense of who will qualify and who won't. But this is not something that can be done regularly because it has to make financial sense for the district. So every 4 or 5 years would make sense. But if there is something, if there is something, like perhaps retiring in about two years, it would be an opportunity for that person. Can you share in general how many positions would have to be reduced over time, or in other words, where would we end up? There are 90 positions. As of July 2025, there appear to be 90 positions. We have been transparent with the associations and there would be 12 to 15 certificates. So based on historical data, the 85% pars offer made an approximation that there would be 20,
excuse me, 15 certified participants and 20 classified ones. To tell the truth, I think it will matter what the positions are, because if we can capture savings from people who leave voluntarily, that's much better than other procedures. So if you decide to approve this proposal, we'd be excited to see how it develops and if there's an opportunity here that would benefit us. But I hope that our employees, the public, and everyone will see that we are trying to be respectful and considerate to our staff, and that is another way in which we are trying to be considerate. To clarify, we're talking about those who would otherwise have retired after 4 or 5 years, right? 85% for one year for a period of 5 years. There are several ways they could take that extra reward. The
district's obligation would be 5 years. The district will pay for the next 5 years, and the other details would depend on the options they choose. There is another comment. I also wanted to say that it would be excellent for someone who is very close to retirement. It might be a good time for those people to say, "Well, you're going to have a little extra time and you can also be in a different tax bracket." So it could really serve some of the employees. And the employee doesn't need to retire. He needs to remove his position. It would n't necessarily be an official retirement , but I wanted to clarify that because there are different rules for retirement and for others who voluntarily leave their positions at Sanibel. In other words, they would officially leave their
positions at Sanibell, but could potentially have another year elsewhere as well. That's one option. And all of this will be explained to them in detail if necessary. I am very grateful for the creativity here in humanity. We have a motion. Is there anyone who sleeps? Everyone who is in favor. Yes. Anyone against it? Thanks a lot. We are continuing the discussion and nomination process. of the 2026 CSBA Assembly nominee. There is a deadline to nominate someone from the county. To be eligible for the position, you must be a county delegate. Every 3 years. This is a position that, well, can be filled by new nominees every year. I've been here for 2 years and I'd like to be here for another year. Being a representative of region 20. I think I'm one of 10, if
I'm not mistaken, of 10 delegates in our region, so I would be one of the delegates and they are in cycles that alternate, right? Yes. Four for now, and then there will be six for the rest of the year. So I would like to be re-elected for this position before discussing it further. Is there anyone in the audience online or in person who would like to discuss this matter? Thank you. We're making nominations, right? I nominate Isabel to be a delegate to the CSBA assembly. My second comment: you're doing very well. And I want to say that I believe everyone should do this for 2 years because it's the policy branch of the CSBA. It's very intense; you can get a lot of information, and then you hear many stories from all over the state
and you can find out what the boards of directors in other states are doing. It's like going from one thing to another, getting information and training. But also when our colleague we had before was part of this committee , they have, I mean, the CSBA statutes, that the board of directors has to make motions and then the assembly needs to approve it. But the assembly said, "We're not going to try anything they want." Everything the board proposed when I was a delegate, small changes to the statutes, whatever, they voted against, they didn't approve a single thing because they said, "They need to involve us in these policies." So now at the assembly of delegates, one signs up for a specific area, it could be changing the lives of children, the governorship. Then you go to
a room and you focus on, well, what should our path be? Here are some comments on what we need to work on. It 's quite an interesting exercise; it's a way of thinking more deeply about politics and participating directly in the formation of regulations and policies. And then you see later that, well, things like, in my classroom, for example, in my room we were talking about what our priorities should be at a legislative level, or if there are too many forms, how are we going to apply for these grants? There's too much paperwork. The CSBA mentioned that there is report after report after report. So it's a very good experience and we all hope we're going to vote for her and she's going to do very well. There's a lot of competition in our county,
but once Isabel, I mean, after that year, it's a 2-year term, then maybe next year one of you three could be delegated for the next term, because I think it's a very good experience. Those are my comments. Not everyone, I mean, I think that while, I mean, I was in the fair funding branch for schools. Another comment. Thank you. Let's vote. Everyone who is in favor. Yes, I also vote yes. The motion is approved. We are continuing with 14. Review and discussion. The issues of discussion and review on nutrition and access to meals during school holidays. I already gave an update on our food distributions, but does anyone have any comments or questions? In fact, we first need to make the comments public. Is there anyone in the audience, online or in person, who would
like to speak at this time? If so, present your card, or if not, raise your hand if you are online. And in fact there are no action points. I went to the food distribution last week and spoke with the community outreach coordinator. The coordinator said that for some families it would be very difficult to get to the district office because they might feel uncomfortable. It does n't necessarily have to be left at home, but there might be a place where food can be picked up or dropped off. Yes, we're going to make those arrangements because for some families it's difficult to get to the district office. It's better to go through the schools, for example. Sometimes there is a lack of transportation. And then we will make the arrangements, and I'm also wondering if it
will be the same amount or if we have the same goal for the next distributions. We are accepting donations. There are gift cards that we haven't distributed yet. Donations can still be made, but we are ending this campaign at the end of the school year, the calendar year in January, and we also publish, that is, the other distributions that were going to be done through Second Harvest, for example, if we are going to work with our staff to share information about the distributions that are going to be and we are also going to share it in these boxes. I want to thank the staff for all the efforts they have made in this initiative. I had a great time . We went to help put all the food in the boxes and it was a
very positive experience. If you need help with that again, I'd love to. We definitely need your help. We would greatly appreciate your support. The process actually begins tomorrow. I'm so glad we're doing this. In fact, I was in another district and the families found out what Sanibel was doing and that district has been trying it. They heard what you're doing here. And they were talking about how important the work you are doing here is. So, tomorrow it's going to happen, I mean, we have, I'm going to give a summary, we're going to need some support tomorrow, about 10 volunteers from 8 am until 2 pm. We'll be right there in the warehouse. Those who want to support us can see us there depending on what we do tomorrow. Tomorrow is the initial phase, that is,
building the boxes, separating some of the dry foods. Depending on what we do tomorrow. We anticipate that we will also need help on Monday, but we don't know for sure because we need to see how much we can do tomorrow. The second phase will begin on Wednesday. Most likely we'll need Wednesday and Thursday, but it would be the same. It is a phase of 8 to two in 2-hour increments up to 10 volunteers. And the third phase would be during the final distribution on Friday. That's basically all day, from 8 in the morning until 4:30 in the afternoon. We need more volunteers, the better. We anticipate that many people will come to collect the food, so starting tomorrow, Friday, Wednesday, Thursday and the following Friday. In fact, there was a volunteer under 18 years old
accompanied by his parents. And I think that's good, I mean, it helped us a lot with food distribution. In fact, there is a link to register or to find out how to volunteer. Yes, I think they're going to send some materials to the community outreach coordinator . I'm going to watch it. I'll see how we can distribute that information. I do n't want to give the wrong information, so I'm going to find out exactly how it's done. Can you talk a little more about what is done, like, I mean, by those who are going to do the volunteer work? The first round we want, that is, it lasted 9 days. Now we have a duration of 16 days in which we will provide fresh food, uh milk. It's going to be very similar to the
last time. There was also frozen meat last time. Oh, we also have applesauce. We have a lot of food that we are going to distribute over 16 days. It's one student for 16 days or it's one box per student. The box is for a family of four for 16 days. It's a family of four. The entire family will feed an entire family of four for 16 days. In other words, they will be more than just one box. There are several boxes, in fact. So, if there are many children in a single family, they might have several sets of boxes, right? Yes. Last time, a maximum of three boxes per family could be given, including dry goods and meats. And if the families, if the needs of the families, if the family needs more, that is,
there are twice as many four members, we are going to make twice as many boxes. In other words, we have the boxes, how the distributions are done based on the work with social workers. Some food was put in boxes for some families and other food was delivered directly to families in the first and second phases. So it's going to be a similar way of doing the distributions. And the last time we did it we had to change its circulation in the parking lot, right? And there was a bit of traffic last time, so we're going to fix it to make it easier for families to get through to pick up the boxes, but you will see a smoother flow of traffic. And we've also connected with Sanford, who have about half the day of the
Stratford families, from Strafford. They have half a day because another difficult component last time was that they happened to be fixing the roads that same day, the streets that were nearby. So we worked with those who were doing the construction to make sure our families had a way to get there, but this time I think it's going to be less difficult, ah, because there won't be, I hope, that construction. Thank you again for doing that, because every family I spoke to that was affected by this distribution, every family is so grateful and says that it really makes a big difference. I wish you could see the faces of those people, how happy they are to be receiving this support. Uh, it really is a great support for our students to come back ready to continue
learning, right? And it must be acknowledged that there is a need for this type of support. I am very happy to hear that other districts are trying to do similar initiatives to support families and students. Is there anyone who is against it? I want to thank four people in particular: our nutrition services supervisor , Vanessa Escobar, community cancer coordinator, and Lea Wilson as well. Thanks a lot. Continuing with the review and discussion of Orenda's leadership conference, I just wanted to draw attention to the fact that Orenda is holding a conference on the 20th, 25th, 26th, and 27th. It's a time for the governing teams, that is, in February, the 25th and 26th, which will be held in San Diego and is open to district staff, etc., but the 25th and 26th, I believe, are entire
days designed specifically for the governing teams. I wanted to mention it specifically because it's a good opportunity that you should consider, because there will be others doing similar work and in other phases of collaboration. It's a good opportunity to meet and better understand the work being done between districts. Um, is there anyone in the audience who would like to speak about this matter? Please raise your hand. A clarifying question or a question. We have a meeting on the 26th of the governing board, so the idea would be to focus on the administrative side, it would n't be replaced, that is, it could be done separately, but it wouldn't be a replacement because there are workshops, it 's different. You attended the last time you were there when you were working before, right? It's something they
started recently and we need two more directors. They attended something similar in September and October, spending about two days there after the governor's team. Personally, I'm interested in going if we all go, if it's something we would all do together, I'm interested in going. It doesn't have to be the whole team. It could be the whole team, but it doesn't have to be. It's in San Diego. That. I had a similar question too . Would it be better if more board members went, or would it be better if just a couple of us went, or is it the governor's team, in fact, including the superintendent, cabinet members, and also the directors and deputy directors? They have a past agenda that we could review just to get a better understanding of the idea. How would it
be because it's a big commitment, I mean, it's a lot of time, I mean, we would have to leave in the middle of the week, but it will help us understand more deeply the kind of work we are trying to do in our district, if it would be a help to us, I mean, if we can understand better there compared to, for example, doing a study session. Here, perhaps a shorter study session, that would be another option. How much would it really help us with the work we're doing? That's the question we have. Thank you. Cost review and discussion. At the last governorship meeting there was a discussion about Cucu Cos regarding the attendance of the councilors. I just wanted to know if there's more interest in that. Are there any members of the public,
either in person or online, who would like to discuss this matter? If so, raise your hand. Has anyone submitted a card to be able to make a public comment? If not, we continue from our last conversation, I think, as it is during spring break, a difficult time and nobody else wants to go, maybe if nobody is interested in going. But that's what we thought, but later, I mean, we talked again and you said, "Well, I really don't want to go, but I'll go if someone else wants to go ." Then I asked someone else and they said, "Well, I mean, I have someone who's going to take care of my dog." Then my partner said, "Well, I'll work it out with my schedule so I can go." So I was thinking, well, yes, I would
like to go, I don't know, I mean, I would like to be an alternative participant because now you say that you do want to go. If you two want to go together, and you arrange it well with your partner and want to go, then you're welcome to go. I too can be alternative because I believe something has changed. Okay. You've been there several times, haven't you? And that's going to be her first time. So, the person who is going to do it for the first time should go, I think. Okay, only if that's alright with you. Yes, you can go. So, write down my name and I'll come. We will continue the closed session. Ah, we started a while ago and we're going to continue. Good night. Is it always like this? It is Oh,
ok. I don't know. And then all questions. Oh, okay. I have my up sauce. I need to be in here. I don't know why it's cold in here. Interesting. CL like open stud and we are returning from close session during its recently completed close session the voted to not renew or extend the support agreement of the chief business officer terms the employment will terminate effective June 30th 2026 the vote was unanimous um secondly during its recently completed close session the board voted to approve a settlement agreement resolving the employment of a permanent classified employee agreement number 370633 the vote was unanimously under the terms of the agreement The employee agrees to irrevocable resignation from the district. In exchange, the district degrees to place the employee on administrative leave until a certain date. The employee agrees
to wait and release the district from any and all legal claims relating to or rising up their employment with the district. With that, we will proceed to adjournment. Our next meeting is Thursday, January 15th, 2026. Thank you
