002are now on item 2.3 which is a report out on Clos session and um in the consideration of student expulsion case 01024 is there a motion for the findings of one I'm sorry point one is there a motion for the findings effect I make a motion to accept with finding effect I'll second okay all in favor I I I okay thank you uh so moving on to our next item in the consideration of student expulsion case 011 0241 is there a motion to uphold the principal's recommendation for expulsion I make a motion that we uphold the recommendation L second all in favor I I I okay thank you so moving on to item 3.1 are there any adjustments to the agenda second have but I don't have the number just oh got it okay I'm
003sorry I made a mistake um so we are making a decision on the expulsion case of 01024 is there a motion actually on the findings of act make sure we got right because it's really confusing on my screen that the same number and one just has a 0.1 out yeah so the first one we did was 0.1 and then this is the next one got it so I will make a motion to approve the fin okay thank you is there a second I'll second all in favor I I okay thank you okay where um do we have a motion to uphold the principal's recommendation for expulsion in case 011 024 I will make that motion and I will second that motion okay I'll in favor I I okay thank you and just a note we
004go back we have to go back into Clos session we didn't finish with all the agenda items in closed session at the end of this meeting we will yes thank you all right so now I'm moving on to 3.1 are there any adjustments to the agenda any adjustments I'm sorry yeah there are actually so okay um we'd like to add the the calendar uh conversation to the agenda under action discussion we need to make a tweak to the calendar and so you guys actually have that in front of you and you would have to vote well actually you know what you left it in my office because we were late getting over here so I'm have to have somebody run over there to get that for you we heard we had a lot of people
005waiting for us so we came in a hurry but uh I'd like to add that uh for a discussion action item on the agenda and then Pete what was my other one that's right strategic CS plan is a discussion item not action but a discussion item we could add that it just came in a little late and so we're hoping to add it today were you're recommending that we put those two items yeah for the the Strategic Arts plan I would recommend that it was 5.2 so right after 5.1 with the calendar that can be at the end of the agenda it's can go anywhere 4.9 ft oh that's right we did have to table 4.9 and also we cannot have the uh and that couldn't be here tonight to C do celebration of success
006for Brooks so we'll table item 3.2 as well as say the number again Pete was 4.9 okay so we're not doing 3.2 we're not doing 3.2 or 4.9 and requesting to add two items you have to vote on each of those items I requested okay to actually add them to the agenda so I would move that we add an additional 5.2 the discussion uh of the draft strategic Arts plan second's motion all in favor I hi hi okay so we're moving that to 5.2 and then where would the second item we can put that at the end at the very end okay and I would make a motion for adding 510 which would probably become 5'11 um a discussion to update the this is the 2 25 next year calendar okay update the W USD
007calendar for the next school year a second all in favor hi thank you guys okay thank you all right so since we are not now doing item 3.2 we're going to go straight to public comment um on non-agenda item are uh there people that would like to present for public comment okay please come up if you are here and when you come up please uh say your full name and we also because we have a lot of people in the room if there's many speakers we like to try to keep it to three minutes um but please come up [Music] there's hi good evening um I'd like to introduce myself I'm sell bracket a TK teacher at Maddie wasburn Elementary I'd like to start by saying that I love my school site our district and
008Windsor as a whole I grew up here attending all the Windsor Schools and I dug my roots even deeper in Windsor when I purchased a home here last April it's my dream to be teaching in Windsor I'm speaking at today's board meeting to bring awareness of the safety of our students and staff at MD wasburn our School site has been experienc in an influx of students exhibiting severe behaviors which can create a really unsafe and traumatizing experience in the classroom my students and I we have been kicked bit we've been punched slapped scratched headbutted choked and I have had metal water bottles deliberately thrown at my head from Less Than 3 ft away the furniture and supplies in my my classroom including chairs tables buckets manipulatives wooden dollhouses jumbo trucks various toys scissors pencils crayons
009and almost anything else that you can find in a classroom has been thrown at us or pushed in our Direction with the intention to harm someone or something each of my students belongings have been thrown across the classroom and each of their family photos were ripped off the walls my classroom has been destroyed multiple times this year because of these behaviors the countless hours and personal funds that I have put into making an age appropriate productive and engaging classroom environment were ruined while I evacuated our classroom to do my job which is to keep my students safe as teachers we constantly intervene we with behaviors throughout the day and we are trained and equipped to do so but there are severe situations that require additional support the safety of our students and staff have been
010brought to the attention of admin in the district office for months if not years prior to these situations that are occurring currently at our campus teachers and staff have done everything in their power to support these students in those around them we've collected data tried countless interventions worked with support staff and collaborated with parents we've informed our admin and district office Personnel about the severity of these behaviors in our classrooms but nothing has happened until this week although I'm happy to receive the support that is coming why has it taken months to have anything happen I've expressed concern for my students and myself since October this isn't solely our ad this isn't solely our admin's job her plate is over flowing and she's constantly off campus in meetings or unavailable to help during times where
011we desperately need her in the classroom the do is expecting her to do the impossible and isn't stepping up to support her in any way that she deserves I'm not putting blame on one person or another but I hope that where we stand in regards to what is happening at our school is alarming enough to begin problem solving for the future I'd like to be part of a district that can collaborate be solution oriented and come up with a plan to support all students exactly when they need it and that trust and respects the teachers and staff as professionals that know what they are doing and truly collaborate with us when I say our students need support we need to be proactive in finding a solution rather than allowing our students and staff to hit
012a Breaking Point thank you for your time this evening and I look forward to collaborating regarding this topic in the future okay thank you so much for being here I do want to mention um that we are not allowed to respond you know to what you're saying but we're definitely here listening and and taking notes so thank you you all right um the next person can you please come up and tell us your full name my name is Ashley Helman I come to you as a parent of two children in mat washford Elementary one of whom is in in Miss Pan's second grade class um and I'm sorry I'll wa emotional until recently Miss P's class has been a safe space for my child as you will hear from other parents tonight over the past
013month several incidents have occurred in the classroom which have resulted in classroom clears I understand this practice is employed when classroom instruction is underway and a clear and present health or safety concern arises that requires uh urgent adult attention without the audience or presence of other students Miss Perani's class had their second classroom clear uh last week about two weeks after the first uh both incidents were the result of classroom objects being thrown including a chair and a whiteboard I have numerous concerns surrounding these events first and foremost is the safety of everyone in Miss Pan's classroom that's all students and all staff our children and our teaching staff have the right to feel comfortable and safe in their classroom and this is being taken away while I cannot speak specifically about the feelings of
014of others I can speak about my child she's scared and she's worried given that there have been other incidents that have not resulted in classroom clears including other objects being thrown uh that have not resulted in I'm sorry um emotional disturbances such as screaming and yelling I would like to know what the district is going to do to make sure our students and teaching staff feel safe and are safe in their classrooms I'm also concerned about our children's education being compromised during classroom clears all their children removed from their classroom so that the behavior P needs of one child can be addressed individually while this happens all other children are sent to another classroom to learn alongside other students of that class that being that approximately 50 students are in a classroom intended to accommodate
015approximately 25 children depending upon the situation and the time of day the students may be sent to the black toop or engaged in another activity until that they can return to class safely while I understand that all students have the right to an education and each child has their own needs it is clear that the needs of one child are being addressed over those of the others for this reason I ask the district what proactive measures are being considered or implemented to mitigate the resulting loss of instruction during classroom clears I am also concerned about communication regarding these events specifically I first heard about the first classroom clear from fellow parents and then when I returned home from work from my child no communication about the first classroom clear was receive from the school I
016do understand there is a need for privacy but I do not believe privacy overrides the ability for parents to remain informed of safety concerns in their child's classroom I call on you the district and the school administration I know you're working on it to address uh a proactive plan to keep our children and our teachers safe to create a safe environment that recognizes our children's needs for a safe and consistent learning environment and to communicate with us about such events when they occur thank you for allowing me to address you this evening thank you hi not a public speaker wedding already my name is Aaron Shay um thanks for the opportunity to speak today my child is also a second grade student and Maddie wasburn can can you oh yeah thanks I'm not well versed
017in this um she's also a second grade student at matd wasburn in Mrs Perani's class I'm here to discuss the um District's involvement or how to get the district's involvement in the ongoing safety issues in the class A student had been moved into class as of January due to ongoing behavior issues he was removed from the previous second grade class and in the past month has been chaotic and unsettling to say the least in four weeks the student has thrown a chair on two separate occasions and most recently had such a large emotional response to participating in morning work that the other students had their second classroom clear for safety the first being after one of the chair throwing incidents I'd like to acknowledge that I have known this child in the classroom studying both
018last year and this year um I've seen him on a weekly basis and my heartbreaks for him knowing that this behavior is escalating since last year behavior is communication he's trying to tell everyone something and people aren't hearing him or at least that's how it appears he is getting worse the staff and children in this class are being put at risk by his impulsive and violent outbursts I've spoken to the principal and been reassured that safety is a priority yet not a week later they are involved in another classroom clear and my child is scared yet again to be in classroom there's no safety plan that's been communicated the plan as it stands is to react in in classroom clear and once again compromise a safe learning environment for 23 other children I'm looking for
019a true plan for safety for staff and children in this class not a reaction plan I want more transparency And Timely communication when an event occurs that requires a classroom clear I want to know what's being done to mitigate learning loss from Behavior disruptions how much longer do the children and staff in Mrs Perani's class need to Bear the Brent of this I wholly agree that every child has a right to education in the least restrictive environment but what if that is compromising the safety for 23 other children and the teacher do they have any rights to learn in a safe classroom environment how is a teacher expected to teach in this chaos her job now is to protect her students and teach when possible I can't imagine the huge burden she feels trying to
020keep everybody safe Pard me in these incidents in any other pardon me in any other job when someone is out of control you'd have numerous resources at hand not here weeks later and there is still minimal intervention the classroom has been turned upside down in the last 30 days um that the child has been there if he needed to be removed from a previous classroom it should not be at the expense of turning another class into a high stress learning environment for 23 other students the interventions needed to start at the beginning of the school year um or earlier and not start this January my child and other students need to break from the constant chaos and worry about whether he will be on campus in class and what their day will be like this
021won't be the only child who needs intervention why is the school district so slow to respond to this please see this as the emergency that is enacted Accord ly thank you for your time thank you are there more public comments uh are you going to speak can I yes of course it's been a long time since I've done public speaking so I'll do my best I don't have paper I use a phone if that's all right okay thank you um Miss bracket is my daughter's teacher I couldn't ask for a better TK teacher um my son grew up in this uh District as well he's now 16 and a half I'm Blown Away on where we are so I just want to read real quick what I got here and then hopefully we can come
022to some sort of solution I knew there was an issue but I didn't realize it was on such a big Dynamic I guess you could say I didn't realize it was this bad last Wednesday um I went to go pick up my daughter and I know this specifically happened the specific incident I'm going to tell you that was catastrophic in my mind has happened no less than three times in the last month I pick her up every day and uh on this specific day I saw her out front with all her friends being shuffled outside their arms full of belongings and schoolwork because he is being bad I'm not going to use the kid's name all the kids tell me who the kid is that's being bad I walk up and see these four and
0235-year-old children children standing there with blank looks on their face fearing their eyes others in dismay and confusion he is being bad the children say or sorry um my daughter has told me several times that this specific child has hit her punched her through chairs books and other items around the classroom not only has this boy struck my daughter he said his teachers multiple times put them in tears had them and has had emotional effected emotionally affected not only the teachers but the students as well my daughter has told me multiple times how worried she is about Miss be because this boy has hit her and caused her harm last Wednesday I witnessed firsthand a destruction this young child did I looked through the window and saw my daughter's classroom the children's classroom shelves flipped
024over on their sides chairs thrown tables strewn about books cards riddle the floor pictures artwork from the walls scattered everywhere this is not okay on any level there's no excuses there's no justification there's nothing that could explain this Behavior bookshelves and chairs and tables anything of weight they all have significant amount of weight to them something like that being flipped over onto another child specifically a four or five-year-old child can be catastrophic if not deadly in the world that we live in today watching the school violence steadily increasing with fighting stabbings shootings Etc as a parent and a concerned human being I can't stand by and let this continue something has to change in support of not only this young child who is obvious need in obvious need of additional support but my daughter and
025the children in her class and the teachers that are every day affected by this day in and day out I thank you guys for your time and I want to give you a little background on myself okay I was a police officer for 14 years walking up to something like this makes me want to react because I know where it's headed all of us watch the news all of us know what's going on in society today when you got kindergarteners and first graders bringing guns to school we have stabbings happening in school killing kids in our backyard Santa Rosa it happens day in and day out now we're seeing it at four and five years old on into first second grade something has to be done thank you thank you Howdy Folks a long time
026since I've been in this chamber um I'm glad I'm on this side of the podium at this point um I am here as a Representative Brooks Elementary and what I have come to do is invite you all to read Across America day on March 4th so I have a little something to help your memory ining thank you wow oh that's great so I'm hoping this will inspire all of you to come read for the day our kids love to be read to and it's got the times and my phone numbers that you can reach me you can also reach me at s dobins wusd.org if anybody in interest in the audience as well or watching is interested in coming to read Across America day it's really the best day so thank you all and Sandy
027who is your at Mat was sorry who is your counterpart at mty was Megan Hi Megan hi George Megan mcra and here thank you thank you that was perfect inro um I was going to talk about thanking you for the open space District um thing that you did but something much more serious um first um we're doing a read Across America at Maddie also and it's March 7th Bill if you'd like to come across the road we'd be pleased Jeremy and Jenny are both going to be there and Stephanie has expressed interest um um we have the police chief and the fire department coming so it's going to be a great program um but we also have a Zumba on going on in March and I can't speak for the rest of my board but
028if there's any way that the we can come up and have a good portion of the money both on our side and the principal's side to go to something to remedy what was just said and find a solution to it see would be very much happy to work with the teachers I know I had a son and daughter go through school and the worst I worked in the classroom every week almost all the way up to fourth grade and about the worst I ever saw was a kid going underneath his desk and just staying there in second grade what they're describing I would never want my son or daughter it would almost make want to pick up and move to another school um it's that serious so if there's any way that we can have
029a good portion of the um zon funds go to something that would help um the teachers and the students at Maddie um we'd be open to considering that thank you you you said the seventh was where school was the seventh thank you thank you and I'll just say before you sit down I do drive out of Pleasant Avenue in Brienne court for my house George and thank you those 12 or 15 redwood trees continue to grow and they blow over and you come back and you P thank you very much for that [Music] thank so okay um so I just wanted to uh check to see if there's any other public comments no so I really want to thank uh everybody that spoke today I I really take your comments to heart and um with
030that said we're going to go on to the superintendent report since there are no other public comments if I could make a raise a couple questions to the superintendent sort of arising from the comments so we don't take action but we're I just want to ask a couple questions about that so we were we were late as you can see on our agenda because we had two student expulsions which is the worst thing we do as students as board members uh they were older students but we look at their discipline record when we talk to them and both families came by um and and thank you Robert burn for for sharing your your backstory on that because one of the challenges is for lower grade students we cannot expel them it's not an available remedy
031so I'd be very interested to have and I appreciate it I have a wife in a different District who has a third grade and not quite as severe but severe behavioral problems like you all were describing seem for some reason to be down in the lower elementary grades I'd be interested to start to hear about what suggestions you would have I mean coming up with alternative education programs for students which I think we're working on right but are not in place so um the other piece is maybe you could Circle back around and Report to a superintendent Decker I know we had Corey come in as a dean of students over there and I'm curious if if some of the things that we're trying to work on are working from your perspective a couple of
032you alluded to there's stuff happening but why didn't it happen in August or September and and I just wanted to share that that it was apropo and sad for you all to be talking about you know a four five six-year-old kid because we had teenagers who were in front of us with weeping parents trying to figure out out what are they going to do about the felony problems that they have themselves in so um I don't know what the answer is but I want to acknowledge that and maybe you could circle around and this kind of feedback so that we U we we we hear what you're saying the question is what what what is that answer right and I know a number of you who came to talk many of you are not shy
033to say well here's what we should do and I don't any think anybody is directly clear what we should do but God we must do something and we heard that so I just wanted to share okay thank you um Jeremy do you want to speak to that at all I mean I can say that I reached out I mean I I knew some people were coming tonight and so I definitely already reached out U had Jen reach out to try to schedule a time where I can go meet with with these guys and we've and we've been working on some things over the past couple weeks but I think to their point that's the issue it's been the past couple of weeks where these things really started to move so I think my job is
034to figure out where the breakdown happened if there was one right seems like there was and then to meet with my my teachers my my people on the ground to try to come up with the best Solutions so scheduled that meeting or I don't know if it's scheduled yet Jen not yet but we reached out we're trying to put something together so hopefully we can come up with some good Solutions um I don't know if it would be appropriate but I personally would like to revisit what are our policies in this situation just for my own like enrichment and understanding um and then I also want to um Echo you know Bill sentiment that I feel that we would all benefit from your suggestions all of you as well so I think that maybe we
035can revisit this yeah yes do you have something yeah just two things one is um I just want to say thank you for the manner in which everybody brought this material up I've been at many Town Council meetings where people bring up and you'll have 30 people get up and say I like vanilla ice cream um and and so you guys having a a concern and have someone speak to it and then everybody um showing support to it it's it's very constructive and uh and I and I appreciate the manner in which all comments were made uh in that regard I I think it's it's it's beneficial it helps all the thought that I want to bring up to superintendent is um this reminds me uh has anybody ever tried to get a building permit
036in Sonoma County so you understand yeah I I I get frustrated every time I go there even when it goes great it's still frustrating and I've had a lot of suggestions and uh I'm sorry to I'm so sorry to interrupt you but is this going to be brief because we're in also Jeremy's agenda item no it's going to be to my point though okay well yeah please I'm G to go the point is I've heard a couple people mention that this has been going on for a while or they don't feel like they're getting the message through and the point that the county with the permits people were saying same thing hey we are offering suggestions but you're not hearing us or we're not seeing we're not seeing that our suggestions are being heard and
037so they implemented msman if I'm saying the word right person that we can call and I can say hey Bill here's my issue can you make sure that this gets uh attention of some sort and then they they kind of keep track of that stuff so that way there's a record of suggestions for improvement it's kind of like we have our on our board list we have a list parking lot list of things that might be something that we might want to talk with Jeremy about it might be something in our district that we kind of implement something along those lines of because I don't care where a good suggestion comes from if it's good Let let's let's do it um and this reminds me that maybe there's an area we can improve in that
038regard um to catch things earlier not even say earlier that's not the right word but catch them at a point where we can be proactive versus reactive to whatever the situation is so that we were not having to spend the extra time that we just spent having to deal with uh other issues uh any anyhow so that that was my point is uh I think so again appreciate I think there's a way that we can continue to improve on this and go from there so that was very well said um Jeremy would you like to continue with your report sure uh so I want to talk about the budget a little bit it's always awkward when there's so much conversation then we shift gears because it's not an agenda item so I'm sorry that it
039feels that way I promise you that I'm hearing hearing everything that's being said it's just the way that these board meetings work so please know that that that everything that that was stated here today will be taken in thought through and definitely acted upon um so with regard to the budget Outlook to the Lao legislative analyst office they've given another update so back in December mber they estimated a $68 billion deficit for the state the governor then came out and said no we think it's only going to be $38 billion which was great news for school districts right because what happens when the state doesn't do well we get cut uh while the Leo has revised their forecast a $62 billion deficit instead of 68 so it's down 6 billion the reason I really want
040to talk about is that there are five different areas that they can they can possibly reduce uh so that the budget's met and part of it affects what was the conversation was here so one of the areas is the reduction in Grants that we've already received so we've received a learning recovery block grant and with those funds you could pay for a lot of different things mostly you know learning recovery from covid we've invested in a lot of social emotional Services as well as Behavioral Services and we have built a budget for 5 years on those services so if they cut that that that's going to affect a number of very important positions that actually we're talking about now so specifically Matty wasburn we've added the dean of students with those funds we've added a
041student adviser with those funds Behavior support AIDS with those funds uh and a social emotional counselor with those funds so those got put into place last year actually some were put in place this year majority um were thought through last year and then we added this year the fear is that if this 60 2 billion deficit comes to pass that they start to reduce the amount of money that we receive with those grants that we've built a budget on that's scary and that affects everything that the the people in the audience here were talking about today um there are other things that could be affected Cola could change uh different spending obligations they have could change we're also worried that they might touch our well program or our preschool program because those are funds that
042we get a certain amount of dollars per kid but when it first came out we were promised $2,500 per kid which one Austin was that for elop or preschool for $2,500 that moved down to ,800 elop elop or after before an after school program initially it came out $2,500 per student we would get well when it actually came to pass it was ,800 so they don't have to go through legislature to the governor doesn't have to go through legislature to cut those dollars so we're worried that they might further cut those programs to make up that $62 billion deficit or preschool uh that's not in statute that's not legislation so the governor has control over it but the biggest worry is probably deferrals deferrals are when you know it seems like we have all the
043money in our budget for the year right that's not how it works we get money throughout the year and we have to have enough money to pay the bills deferrals mean well we're not going to send you this money this month it could be one month could be two months whatever it might be the state keeps it and we have to have enough in our Reserve to make sure we could pay payroll and I believe payroll is roughly 3.2 million 3. $6 million every month so we have to make sure that our Reserve has at least that much so that we can cover payroll so everybody gets their paychecks so all these things are concerning and we don't really know where the budget's going to go but a$ 62 billion deficit being predicted by the
044Lao is pretty terrifying so um just wanted you guys to realize that we were excited when the government came out said no we think it's only to be 38 billion but now that our January there's there's two more indicators that have come through in January and they didn't come in very nicely so the L has made this Rec not recommendation made this prediction uh on that note Austin and I are trying to help this budget be more approachable for our staff so we're conducting budget Road shows we had our first one at mattye wasburn it's supposed to be elective if people are interested at mattye wasburn they were stuck with us because I think it was weing a staff meeting so they had no choice but to listen to us so I'm sorry um but
045just so you know we're going to have those at every site we're going to try to have them after first interim and second interim each year also want to talk about uh the PLC work that we're engaging in and just and you guys know that we've been working on PLC professional learning communities um and we're working with solution tree it's a national organization that does professional development for school districts very good organization a lot of high high caliber presenters and we're training our people right now we're training our principles and some our teacher leaders in this process and really what the PLC process is it answer it's four questions okay so one what do we want all students to know and be able to do how will we know if they learn it how will
046we respond when some students do not learn and how will we extend the learning for students who are already proficient the reason I want to bring it up is because right now we're in kind of a beginning phase but I'm I'm really impressed and excited at what I'm seeing at each of our school sites and I'd like to highlight a couple of our school sites MADD wasburn being one of them uh tomorrow our teacher leaders have actually requested extra time to work on on this to look at data to look at you know different ways that we can improve student outcomes and I just want to speak to the fact that they didn't have to do that but they went to the principal said hey we really want to we really want to do this
047and take the time to try to improve what's going on here at Matty wasburn and that's happening tomorrow Brooks Elementary they've actually done a unique thing where they've redone their entire schedule so that they can have teams of teachers work together grade level teams work together so that they can look at student data and try to improve student outcomes using these four questions that I said earlier uh and then I also want to talk about Cali I was at C staff meeting yesterday and I was so impressed with the teachers who were up there presenting one of them's here AA uh just to see the principal spoke for maybe five minutes the rest of that meeting the next hour was AA and and and two other teachers really leading the conversation around this this work
048and I was just I was proud because they were doing such a good job they were invested and you should have seen the faces of their colleagues because when you have teachers present the information compared to administrator is taken differently and the belief that our teachers had in this process and the work it just was inspiring to me so and other sites are doing good stuff too but I really just felt the need to highlight those three schools uh because it's front and front and center of my mind right now yeah be okay with you if I if you'd like to make a comment on this sorry AA since we have you here I'm sorry I didn't know you were gonna be here this is your 15 minutes of fame um hola um so it's
049very exciting um to participate in the PLC trying to support our staff to teach our children which we love and adore and just realizing where we need to go as a team where there's no judgments and what's in the best needs of our children and so I feel because we are a family there that we can be honest with each other and when someone um said well it feels like it's a different program that we're expected to do and so talking to them it's like it's not a program it's a growth mindset on how what are best practice is for our kids and then knowing that we have support from our superintendent and our admin allowing us time to collaborate we as as Cali teachers meet weekly anyway above and beyond what we need to
050do to meet the needs of the kids but now to have more time dedicated to the kids that I think the staff um will um be pleased and participate with the outcomes um so it's exciting it's exciting work thank you so good to see you too you uh I'd also like to announce I very excited uh we were reached out to by chairperson Mahia the L band pom Indians uh to let us know that they're beginning the movein process and that we're going to be getting some students we don't have the names or the number of students but we're anticipating over 50 students that are going to be coming um because they're they're they started this moving process and just very excited you know we've been working to try to be ready uh trusty Ahad
051and and and I have been part of a committee and I don't know if you want to talk about that in your in update at all or now but uh we're just very excited because this has been a long time coming and and we're hoping that you know we do good things yeah I can speak to that for a minute so we've just been starting a few years back doing some work to engage our Native American population and also just kind of do some work in our school to make sure that we are taking advantage of resources that are available exploring title six program title six I believe yeah I we always think of Title Nine but title six in this case um and now we have after kind of a few years of work
052during the pandemic we now have a pretty robust group of community leaders parents family members who meet on a monthly basis they put on events they provide input to the district we've had some input on curriculum and how we can kind of bring our update our curriculum and include more robust like coverage of Native American history particularly in California so it's really exciting because it's things that that we should that we it just it makes sense to do um and so we and part of that is we had you know this large property that is going to be inhabited by a tribe soon and with lots of kids who will be coming to our schools so that was part of the thinking was to make sure we were ready for that but also to support
053a lot of the student population that we already had and I didn't get a chance to speak earlier a lot of people have left but I just want to reiterate like we really care when people come and we really listen and you know I I see faces of people in the audience and it kind of like breaks my heart if anyone feels that we're not listening and taking it seriously it's just not on the agenda so we can't give it the time and attention it needs but I hope that if you see people who were here and kind of left I don't want anyone leaving feeling like oh they didn't even listen like I just came and spoke and like no one cared that's not what's happening so I just wanted that caveat but back
054to our students who are coming in very excited to welcome these new ones and to support our existing and continuing students too yeah thank you for that um Stephanie if I may add on to that I just wanted to say that I I reiterate Stephanie's comments and I I do fully want to you know revisit um all of the issues that are happening at Maddie as far as like reviewing what our policies are because uh you know I feel that we need to have a full understanding of you know what what they are in response to this but also in good news I do want to say that um kudos to Stephanie and Jeremy thank you so much for you know working so hard with the Native American community and Jen it's it's so important
055and I remember last year uh Brian also I believe it was your suggestion to bring in some speakers from the rosebud um nonprofit group and I just want to say that that information that they brought was so valuable because I've now Incorporated that into my own curriculum at s state so my students are getting that curriculum as well but thank you so much for your work because of what you've done it just continues to grow so thank you I do want to it was uh Warren Parish um he was the one that presented to our our um principal's meeting and hearing his story just pretty it changed my life um so when I got this position and I made sure that we connected with that group and they uh spoke to our principal group again
056during our management Retreat and we're planning on doing uh half day professional development with um with our elementary teachers in November because we're celebrating uh Native American month um and so we want to launch it on November 1 next year U with giving them ideas about how to teach history and how to integrate in our arts and uh and make sure that we're being correct and and being respectful when we do that thank you and and please do invite us to that all right and Jeremy do you have anything else last thing uh I'm going to be giving a presentation of the Chamber of Commerce on Tuesday and I'll be uh participating in a leadership Windsor event taking place next Wednesday and I believe a couple of you guys will be as well that's it's
057called leadership leadership Windsor leadership Windsor okay oh yeah that's you and I think oh I'll talk about that in my board good okay thank you um are there any questions from the board or comments on Jeremy's report thank you you for the Outreach with our neighbors over at the Litton Rancheria I think we should not miss the opportunity that let them know we the other half of the government in Windsor and would love to have them renew their sponsorship opportunities for our Aquatics program um I think maybe next month we might get the Kaiser Master Plan update and someone and maybe you can use your good offices and relationship to reopen that conversation which was shut down by another branch of government that sits here sometimes uh Rich yeah just uh your point I want
058to make sure that I understand this right and I I think I do but that way everybody else is also caught up so if the government on the deferrals it basically means hey you guys still have your bills we're not going to give you the money we normally would give you to pay those bills so they expect us to pay it out of our savings what or we have to get a loan from them from sco But ultimately from the government that we have to pay interest on because they're not giving us so they don't give us the money they're supposed to give us but they will give us money they loan US money to pay our bills and we had to pay interest on that money that they're loaning us they didn't pay us
059the ferl is Rich yes you're right yeah so basically they owe us $4 million in said month right they instead take that interest on that $4 million of cash they don't give us the cash right away so they'll collect the interest in the out years and then give us the cash so then we're without actual cash to be able to pay $3.6 million payroll um that way they can kind of earn that interest but again it's a one-time fix either way but they haven't done those in a while but those have been um on yeah they a suggestion to start doing again yeah but I've only been on the board five years yeah and this has come up before yeah so this is the second time in five years Y at least yes so when
060we say it doesn't come up often twice in five years more than just a 100e storm event yeah right so the anyhow I think sometimes people think oh you guys got this big old chunk of money sitting there in that thing it's economic uncertainties are becoming more certain uh because twice in five years is Right 40% of the time that it might happen so anyhow there there's a lot of things to juggle and I know sometimes people forget that that is deferrals are one of the things that we have to plan on that we hope not but may have to do so you know everything chips away at that budget so just want to review that that was correct thanks um are there any other questions or comments from the board um Paul do you
061have anything on this any questions for Jeremy no okay all right um then I think that we could move on to staff Association reports item 3.5 good evening Jeff Hardy wda President hello um Jesse Adams Mr Adams bill so you ask what can we do in regards to what we would is tonight on another thing I don't have an answer I don't think anybody really has an answer but as a collective unit for Windsor can get together with other Collective units Hillsburg Santa Rosa and become that Force to go to the politicians and try to change the law or try to amend the law I mean you guys have a lot of power and working together in those groups things can happen breaks my heart as a special ed teacher hearing about that and it's
062February and we're trying to help this student something happened along the lines so being proactive whatever plan you guys come out sella said she'd be willing to be part of a committee I would really put this as almost your number one priority to see what we can do moving forward you know to help those kids that they need the help and so again what to do as a unit get out there and talk with others and become that strong to talk to our legislative body and say listen to this group we need the funds or whatever we need whatever it needs you know to help these kids and then help our teachers be safe you know in their classroom so again just from my perspective and from the union to help protect our teachers and
063administrators so um let's see oh we're looking for at wind High School for the Road show we hope it's going to be all nice and roses and flowers and stuff for us so uh we're looking forward to it next week um that's pretty much it's like I said it was a pretty emotional beginning I won't say any more on that but please consider working with other groups to really get some help good question I'm wondering you know you mentioned your colleagues in other districts would you be able to willing to do a little homework for us and kind of ask around of what issues our neighboring districts are experiencing if they're experiencing some of the same things because from our perspective at least from what we've seen this is kind of unique to the like
064the last couple years this is a newer thing post pandemic not that there's never been behavioral issues but there are some different definite differences so we'd love to hear back from you kind of what you're sensing more broadly no I'm more than happy to get out there there and look and here I mean I know you know Samuel they're having problems over there you know so it's you know when I talk to Mr Eagle over there so it's Statewide and everything but I'm more than willing to to research a little bit more and you know Converse email talk with Jeremy about it our meetings so it's yeah I'm more than willing and happy to help these kids and and help our teachers yeah I I do thank you very much Jeff for your comments on
065that it strikes me superintendent Decker that this is a perfect coalescing opportunity for our friends at sco to have a regional sit down with labor coming in to the different CTA because we look at this through a silo and I think this is happening everywhere in varying degrees so looking at Best Practices if we could you know see if they could mobilize something that includes labor that includes classified that includes the par professional and special Community uh but also includes trustees and and your your your peers uh to talk about you know what what might we do maybe legislation is a fixed well that takes six months or a year right but is there putting together six districts to get a tkk behavioral alternative classroom that's available right that isn't equivalent of an expulsion or
066something so maybe you could talk to sco and and if you could talk to your labor brothers and sisters that would be helpful because I think getting everybody at the table at the same time would clarify one not that we feel better about it we would be reminded that this is not a unique situation here although it seems new the magnitude and severity and Paul sort of alluded to it what he's seen from from being an elementary school teacher but I think this is a convening economy of scale thing that our friends at go could really help you know be the the leaders on that and we can ask them to say step up and give us some programs that could help address this happy to do that good and we've Ted talked about you
067know teachers have expressed this just isn't something that we've had to deal with before so we need some training on how to deal with it I know that's been said to me specifically so anyway perfect well thank you very much um so if there are no other staff um Association reports and then we will move on to item 3.6 which is Board of Trustees report would anyone like to start I'll just make it real quick I got a chance again because the coach wasn't able to he had to work so I took a bunch of the wrestlers up to Eureka which is why I have this horse voice because no not from yelling atam it's from this little bug that I caught up there and it turned out every school that went up there ended
068up getting this cold flu something or other uh terrible thing so uh anyhow so in addition to coming back with a whole bunch of medals and some happy kids we also brought back A fungi um of which has kind of decimated our team I just got a text right now that our one of our senior top guys 165 Drew Hansen he's he's not able to go because he's just too sick and we have a couple other kids at you know different phases of the of the uh something that's going around but anyhow uh kids did great we have some awesome I know we have things we have to improve on in our but we have some really Shiny Bright things that are going on really as well uh Ricky Campos uh all Mr everything in
069football uh injured came out late uh got its injury recuperated ended up beating a returning League champion so he's a League champion now going down to the section meor so a lot a lot of good things going on as well with the kids uh we're just having to battle through some wintertime flues so anyhow that's uh including me okay thank you so much we're glad you're better um you don't have anything Stephanie so next week there is well there's a group in wsor called leadership Windsor and they I think their goal is to learn about public well learn about a local government and kind of public entities and all the work that goes on in the public sector and next week is education day two of our board members are on a panel Paul kagoro
070and Bill Adams and I am moderating um so I'm excited to ask them some hard-hitting questions about their work on the board and about our district um another panelist is Steve Harrington who is on the the County Board of Education was the former county superintendent and before that was a superintendent here in Windsor for many years so it'll be a good panel um so just want to let everyone know about that um also I've been in the past I was a part of an organization called the wsor Educational Foundation every year they do do a scholarship breakfast fundraiser and I still help out with that a little bit and that is being MCD by our own Brian Williams so it should be a fun event that's going to be March 8th at 7 AM and
071if at 7 am so bright and early it's kind of in and out pretty quick great event um and so if anyone wants to make it you can RSVP at I think the website is Windsor we.org um and it's free to attend so those are my items thank you Paul yeah I I wanted to I was going to start off talking about my uh my trip to Maddie and it was really positive and really good and then I I I'm I'm conflicted with all the things that I heard today because when I took the tour of the prek and and the and TK classrooms it looked like you're doing awesome work over there and I feel like you really are so my heart definitely goes out to the situation over there and and hopefully enough
072has been said about that today that that it will get addressed um I'm looking forward to touring the rest of the rest of the campus and uh I thank you Patricia for that for that opportunity um you should be proud of your teachers there from what I saw you had it going on so want to let you know um the other thing I had on here attended a The Windsor high school was wasque reception um I don't know if they all know what that what that is the accreditation yeah yeah right um and but what why I wanted to point that out was I was impressed at the number of students that attended I think the number of students that attended that out was were more than the the administrators and board members and other
073other so I thought I thought it was a good turnout for the students and that they had that they felt it was important enough to go to so I thought that was great um that's pretty much it I'll be on that panel with B next week and see how that goes all I have thank you um so I have a couple of items um so first of all I just want to say that um tonight my heart has really been broken you know just hearing all of these stories from everybody of what is happening and you know with our two student expulsion cases it's really difficult you know to hear um you know the events that we've heard tonight and it reminded me of when um something that kept coming to my mind was when
074my daughter was in kindergarten at Cali her teacher is here in the audience and I remember um there was once when she had a very serious case of the flu and the first thing that happened the day she came back after being sick is all her friends as soon as she got to school they made a circle around her and uh they all were chanting we're so happy you're back welcome back and what that reminded me of is that I have um also seen the power of restorative circles at other schools when there are issues with student behavior and what I really like about the model of restorative circles is that it lends the opportunity for multiple people from the community to be involved so not just the teachers and the parents but you know
075other different perspectives as well and I think the uh main outcome the main win is that the student feels like all of the support from a circle of people in the community you know so much like my daughter with her circle of friends right so I I hope that that's something that we can keep in our consideration as we continue talking about these issues um so I just wanted to say that and then my second um item of interest is that I'm very excited that um sonom state is presenting a theatrical uh musical performance of in the Heights and what I love about you know the fact that they're doing this is that there's a partnership with kmea students who are also performing in that musical uh and from what I've heard from my students
076is that it was very well done they've already had some performances last weekend but this weekend is I believe their final performance so if you have the opportunity to go and support our Cali kmea students please do that um you can get tickets by going on to the theater Department page of Sona State University um so you know student uh tickets are really affordable I plan on going so I'm really excited to go see that so you know uh please please do go see it if you get a chance and so that concludes my report and I think that now we could move on to employee recognitions and this is an item uh by Pete Sullivan oh I'm sorry I skipped one yes I'm so I'm so sorry Pete I forgot we're we're supposed to
077do 3.7 which is the approval of minutes uh would somebody like to make a motion I'll move approval of the minutes from the January 11th and 18th board meetings is our second I'll second thank you Stephanie uh all in favor okay thank you so now we can move on to employee recognition thank you Pete good evening so uh as we do we' like to celebrate the successes that we have in our district and honor those who have contributed to the success of our district day in and day out and I think it's even more important and poignant to recognize those people today uh so today we'll be recognizing from Windsor High School um I do want to add before I move into that that we'll be doing the recognition from last month uh we'll be
078inviting the board members to North Bay met on the 28th for the morning meeting and Jen and I will make sure that you have invitations to that meeting as well we have is that pardon what day of the week is that I believe it's a Wednesday yes oh okay thank you you bet and it's a morning meeting I think they start at 8 o'clock okay 8 o'cl we have not scheduled the Windsor High School one which I'm about to read now but I will make sure that you get an invitation to that as well so for classified this month we are recognizing Sher Jacob Sher Jacob is a workability coordinator at Windsor High School uh Sherry has shown exceptional dedication and commitment to her role this year Sherry has placed more students than ever before

080hour or so for certificated uh Julie Forest so Julie is a return uh thankfully back to Windsor high school she was on sabatical for a bit and now she's back Julie is a VA Soul English teacher and she has made a significant impact upon her return to Windsor High School this year her ability to seamlessly integrate back into the school environment and establish strong authentic relationships with our most challenging students is truly remarkable Julie's commitment to meeting students where they are both academically and emotionally has created a safe and supportive environment for their growth and success her dedication to their Learning Journey is unwavering and she consistently goes above and beyond to ensure their needs are met Julie Forest Presence at Windor high school has been transformative uh to our students and Empower them to
081thrive and reach their full potential her passion for teaching and her ability to create a nurturing learning environment make her an invaluable asset to our school Community thank you so M AI it's consent so often times we do all the consent items together if you unless you prefer to do it the other way no I think I was just not paying attention to where we were in the agenda so that was supposed to be my job I'm supposed to do consent so we're now at consent do we want to take a moment or yeah I'm Sor do we yeah and actually we were talking this a little early do we want to take like a 3 minute recess stretch our feet give each other a hug and then come back okay maybe go to the
082bathroom okay there we go we'll be [Music] back [Music] oh [Music] [Applause] [Music] yes [Music] m [Music] um do we have a I guess I'll make the motion and then do we have a second second okay any discussion on any of these items okay then callif okay I'm all in favor I I okay thank you just hang on one second the only thing I was going to suggest even though there are consents that oh no never mind it got pulled so okay people should go and read some of this stuff it's actually really uh next yes okay so thank you okay okay any other comments before we move on no okay just making sure okay so now I believe we're moving on to item 4.10 since 4.9 just coupled up are we missing sorry that
083the consent items were 4.1 through 4.11 which I should have noted we pulled 4.9 so we are now on item 5.1 okay thank you so item 5.1 is consideration of approval for timeline to make North Bay met Academy a big picture learning school fiscally solvent this is going to be presented by um Heather CHR Heather welcome hi there thank you for having me here tonight and thank you to everyone watching on Zoom I know a lot of my staff is watching on Zoom tonight um all right we jumped right into description of the current model so oh okay so right now we are an independent study school that's not going to change but right now we have three academic days with advisories and classes so on Monday Wednesday and Friday we have students coming attending
084class and meeting with their advisers in advisory and then two days of the week are for LTI when students attend their internships and their srjc classes so we do have a mix we are working towards full implementation of our competency evaluation and Grading and kind of the last time I was here we I gave a demonstration of our competencies and I want to explain advisory a b so that is really the heart and soul of our school advisers get to know their students well through their individualized learning plans through circles team building activities and onetoone meetings and advisers support student learning plans their projects and their internships so although right now most of our students have ltis they are not all high quality LTI and we have a lot of students that aren't engaging and
085they're leaving early and those are some reasons why I'm looking at some of these changes that will go along with making us more solvent and just a reminder that independent study attendance is based purely on work completion not on button seat time so did we okay right so right now this is where we are this is our current model so this is the Staffing the positions the number number of teachers um right now actually our secretary retired since we've done this our secretary retired and our bilingual leaon took over that position and we have two teaching positions are currently being subbed but everything Els there is pretty much accurate we would be more Sol we would be close to Sullivan if we had 28 students in each um with each teacher but right now we
086have about 10 students in each advisory and so that puts us in to the righted over there in the far right [Music] column so we need to make a change to improve that so we went through a long process over the past couple of months to get to the point where I'm presenting this to you tonight so I had many conversations with Jeremy and with Brian about how to increase enrollment how to address the challenges that we are experiencing and how to keep this school going so Jeremy and Brian actually came to our camp campus met with all of the staff and got their input and then they came right back to us with a with financial considerations and a four-year plan but we were also given some latitude in what that plan looked like
087um staying within the numbers so I met with advisers and talked to them about designing next year and what that would look like and I've got feedback from them and I've received feedback from Jeremy and Brian and some of the many topics that we included were the advisory model big picture Learners what they look like uh we talked about you know are we just going to accept freshmen where are we going uh we talked about staffing needs and we talked about rebranding so this is the vision for next year and Beyond so I really kind of want to Center you in this so our vision is that we would be able to cater to families who are looking for an independent study program that also integrates the important component of social engagement with peers so
088I have a the calend like our weekly schedule to see later so you can see what I'm talking about with that and ltis the internships are just the most important component of what we are doing well between advisory and and LTI so that's going to remain an integral part of what we're doing at BPL Windsor we're going to cater to students that crave challenge that are curious that take an initiative and we really want to help students prepare for jobs of the future like entrepreneurship now um of course right now the name is escaping me but the gentleman who wrote 21st century skills which basically is a book that all Educators have read and they're basing things on that he is talking about entrepreneurship as something in the future we really need to prepare students
089for that so in order to attract these students we really felt the need to re Rebrand the school and make some other changes and we have this amazing tagline where passion meets purpose that was Jeremy's idea it's great all right so the first thing here we have is our name change so we've been North Bay met Academy for six years but people don't know who we are they don't know what that is or what we do even my own School coach who comes she's like I didn't know had to look it up and I still don't didn't know until I explained it to her but if we change the name and our suggested name is Big Picture learning Windsor or BPL Windsor that's something that is identifiable It's googleable So a family can go what's
090big picture learning and they can find a wealth of information about that what that is and what we do and then they can find our website too but there's a lot of information out there and another reason that we're changing that is to distance ourselves from our current perceptions and misconceptions of our school and allow us to reinvent ourselves and build on our strengths and one of those Perceptions in the community especially within name Academy and Windsor Oaks Academy is they're thinking that we're a continuation school and and we're not so one of the reasons is to try and get away from that another thing that we're doing is we are changing our logo you can see this here this is something that Heather Bailey has spent a lot of time working on and we
091came we kind of all agreed that this was the one that we really liked we have the Jaguar that makes us really shows that we are a part of Windsor and the community and we have wings because that is an honor of our current Griffin so it's really symbolic of us being a part of the [Music] district so what is this change going to look like so we are going to contract and then we're going to expand and that contraction includes staff and it includes students so we we know that and and I'll show you this later but we know we're losing these things so one of the other things is to go to a full advisory model without academic classes that will make us more authentic authentically big picture learning that is what almost
092all big picture learning schools do is they just have advisory and then they don't have classes or academic classes like not going to math you're not going to English but you're spending your time in advisory and working with your individualized learning plans it will allow us to more fully support students who are learning through their interests and help them focus on student passions it's going to allow us to support the more personalized learning experience and um that will be more Project based we are going to offer math through uity and any student that is a through G would also be doing Visual Arts and foreign language through uity although they also have the opportunity to take those classes at srjc and advisers will oversee all subjects through the students learning plans so as I mentioned
093this is kind of a visual for you so you can see what our schedule change would be like on Wednesday all students would come to campus all day for advisory and then we'd kind of have a new student seminar on Mondays and an optional study hall so that students can still come and and get extra support if they needed it but this also gives more time for students to have ltis so we have had instances where students struggle to get an LTI because it was just Tuesdays and Thursdays and so this gives more opportuni so some businesses maybe it's going to be Thursday Friday or maybe Monday Tuesday and it depends on when they have their one toone scheduled appointment which will also occur um during the week so as I mentioned we're going to
094contract and then we're going to expand so what you're going to see next are the current poos Staffing so this is our current model you kind of saw this before but this has um this is just laying down where we are right now so it's clear to see and you can see that we have six teachers special education teacher and then the the General District information in District costs and then we have the other positions um principal counselor secretary student advisor and bilingual a on so next year you can see a dramatic uh change there so my position would be cut to a halftime part-time position point5 FTE and our counselor would be point4 and that's going to be parttime for uh Diana rudil who is Will Willie Browning next year so she will have
095um be at 80 at point8 we instead of having six teachers plus a special education teacher we will have have three advisers and we will have one of those teachers will be 0. five LTI coordinator and then also take on Edgenuity and then our this is something that's new that's not on there because I've just I've been talking to Deborah Ryan about our special education teacher and because the special education numbers are a little bit low for us because our student population is also low I'm looking at having him also be 05 and having him also do uity and covering that so one uity teacher would equal the savings of 120,000 by replacing current teachers who are getting extra FTE to cover those uity classes so a proposed year two is looking very similar except
096the student numbers are are projected to increase which starts to reduce our deficit oh I forgot to mentioned something that Brian just told me um the number there for attendance in welfare uh we had a long discussion and I we just we can't function without a registar and so we just had a secretary 3 position approved for that so that number will be a little bit different also so again we're projecting out projecting more students and as we get more students we are able to grow add another advisor and our deficit is again being reduced until year four when the principal position increases we add another advisor and we are coming out into what's the term in the black right so any questions for me all right any comments from the board I I have
097a lot but I'm let everybody else go first because mine's a little in depth and it's probably going to be contrary I haven't talked to anybody about it but great I'm just I'm I'm I'm warning I'm just okay well I mean I'll just preface what I I have some questions but I think what rich is gonna say is like we just we have a lot of tough decisions that we're making today specifically and you know we I won't even yeah it's it's just there's a lot going on and I know that so why we're talking about North Bay met there's a high cost right to running this program we're making decisions today we just learned there's a huge budget deficit the state's not even sending the money that they are obligated to send we have
098we we're thinking about our district kind of in the hole of like how do we make the best decisions for our students given what we're given because ultimately we have to work with what we what we get and so kind of to preface that um but we have a plan to make this program work and so I guess my question is what is the level of commitment from the school to I mean you're here and I just I just want to hear about that because I know you believe in this program and I kind of want to hear about what are the benefits why is this something that even though it's a tough time and even though we might have to make some sacrifices this is worth doing that not that everything is like what
099is the word when you have cut one thing it's not not everything is like zero sum but like why is why this program well this program is something that is on The Cutting Edge of Education big picture learning is has grown since 1995 from being one program at one school in Rhode Island to being over 275 schools adopting this program internationally not just here in the United States because it offers an opportunity for students to really be at the center of their learning and for them to realize how important their education is but also for them to go out and do the jobs of the future that they will be prepared to go out to work with people they will be able to build their um social relationships and and and many of you are
100business people and so you know you have to have these social relationships to function in getting jobs and being prepared and now I'm starting to ramble so it's great rambling I I just want to add I've been in the district for a really long time and in that time education has changed and when I listen to board meetings of the districts that surround us they're looking for Alternatives and a lot of them reference Windsor and they reference independent study and they reference North Bay Med Academy so I think that this is a program that communities are looking at or responding to the need of the district and responding to the needs of our students think independent study and a viable independent study program that's meeting the social emotional needs and the academic needs of the
101students is where we want to go I'm in okay um does anybody on the board want to make any comments before we get to Rich yeah I I was struck by the proportion of the Ada funds that you show at 87% attendance mhm what's our comprehensive School attendance percentage depends on the school they're actually running at 93 right now okay at the time when we were doing a lot of this work their attendance was lower so yes every percentage higher is better for the budget obviously but I tried to build it you know conservatively based on what it was said well and that's a way to really squeeze the juice out of the lemon right from getting 10,000 so 92% was where you were on year four so you're already you know captured that piece
102um you know I was part of the early piece with trusty Heights when when we went and toured around I still think this is good I I I I like how the rebranding and looking at it's harsh to say because we have 5,000 individual students and we heard the passionate stories of some of them at the beginning of the meeting but we also need to run these like a business unit and like you've done to say it's costing three times more than what it cost to have a WI a high school student now and you figured out a way to adjust that I know in talking with Jeremy when he interviewed for the job here he said I'd really like to grow that big picture so that it's available for comprehensive students that are that
103are not sort of going in there from a continuation I need help to adjust because I can't whatever the the comprehensive school isn't working for them to say that's an alternative I really like the LTI stuff and they they're and I think that's where we're headed with it and so you know it's a it's a long-term vision and I like those I think we need to make some decisions now and decide you know are we prepared prepared to take a continue a loss leader for a few years to turn it around here in year three or year four um I think you will see the growth and Improvement of student in participation come faster if if if past years are any indication so um I would support it and I yield the balance of my
104time to my neighbor to the left here yeah I can't wait to hear what you have to say rich I I can I say one more quick thing before you go Okay so I you spoke and then I I was just kind of taking in what you said I didn't have a chance to say thank you for explaining you know why you believe in this program and I I think for what we see and I know that Jeremy this was a big Reon like you were really passionate about this and and I think it's about being flexible and thinking about education from a perspective of like how can we be ahead of the game how can we do things differently because I mean you even saw from earlier today like information travels really fast right
105now right people know what's going on we have a lot of ways to find things out and then the demand is like to very quickly fix an issue and I think that that big picture learning Windsor could be that thing that could be really at The Cutting Edge of what we can offer to our students I don't I don't think we're quite there yet but it looks like we have a good plan of where we want to go so thank you for being here before you go could I say one thing I said it after oh no you by I I I encourage everyone to get it all out could you go back to your four for me please so if you look essentially our break even is 112 students so the way I'm looking
106at this is like a startup you very rarely make money on a startup in the first few years right but there comes a time where you have a J curve that happens because it catches our break even is 112 students we've been at a high of around where we at 80 was around our high 80 80 was our high now were they all necessarily the big picture learn Learners that we're talking about no they were not but we've been around 80 so if you consider our break even at 112 everything after that the structure is in place you're then paying for the advisor the LTI coordinator is there already it's all that you're paying for each advisor and each advisor brings in aund what is that $52,000 if you think about that so everything Beyond
107this break even point is a money maker for the district not a loss so if you're thinking about it if you're just making a fiscally prudent decision at this moment in time it doesn't make sense to do this but if you're looking at this long term at a program that we know is needed in this County in this state in this world then I believe it does make a lot of sense to make the investment over multiple years till you get till you get to this point where all right now it's a money maker and it's attracting students to our district and I did have one question how does this compare to the independent study at the high school like is there going to be a change to how we do that if this is
108our independent study Focus school no but I'm going to let Brian really talk through that well if you not if you noticed on the earlier slide it said 0. five principal North pay met well the other 0 five Position will be coordinating our independent study program um and that'll also be another position we're we're asking to change later on in the in the board docket um I do want to say you ask about how committed the teachers are and I don't want to speak for Jeremy but I had a different idea of how this was going to end prior to meeting with the staff and after meeting with the staff uh we both kind of looked at each other and like we got to save this and so I just want to commend the staff
109we were so impressed by their dedication their Insight their reflection about their program and also the desire to keep it going um because what we really said is we didn't have North Bay met or big picture learning War I just realized it's almost my initials and people are going to think that I pushed for that um if we didn't have that program we would have to create that program for the students who need this I I know we're not supposed to say 21st century thinking anymore because we're well into it decades into it but we would have to create it to meet that need and that demand so um I'm really excited about this and and I know it's going to be successful so I want to go back to jerem's point really quick if
110you don't mind this is going to be really fast absolutely um so I I just want to share that I personally manage two startups and something that caught my attention in this conversation is when we were talking about a lost leader you know because sometimes you do invest in a business before it even breaks even or before you even have profit right but one uh way I think also to look at this is that um there's something called a lead magnet where you offer a product and you take a loss on it but because you know your product is so good that ultimately you're going to make all your money back right so in that um situation I believe that part of this because I believe in everything that you're doing is to um archive
111very good qualitative data not just quantitative but qualitative data in stories that we could tell as part of marketing of what our successes are you know what you were talking about Jeremy you know with the advisers what are those successes so that we can share with the world like this is how we're being successful this is how Windsor is on The Cutting Edge because then I think at that point we can make all this money back right so um I just wanted to share that but can't wait to hear perit I appreciate your comment about I'm starting to ramble because I relate to it so this I have a big problem with it I think I have a solution that probably you're not going to like um I know Jeremy's trying to help me by
112telling me about how much we're going to make in the future because he knows that I business wise this is a million six financially loser to date if we do this and we break even in four years we've lost a million six so when we hear about things earlier in the day about or in the evening about issues that can be resolved maybe that might need funds let's go this way we have a a list of things that need fixing and we have this much to deal with it so I want to start with I like this this it was one of the first things I was gravitated towards when I first got on the board know Bill and Eric kind of really uh were shiing this through I like every aspect of it I
113just think that we can do the same thing first off I don't like the name big pitcher learning I don't like when I'm trying to promote stuff and I tell people you know North Bay met I get this glazed look and big picture learning I get this glazed look and people it doesn't associate with anything that anybody in their normal life can associate with learning through interests LTI learning through interest every go oh that makes sense my thought is first of I'm not going to pick on the numbers they don't have any escalating costs in there for uh so that that that's a small potato issue I believe that we can accomplish what everybody's goal is and I believe all our goals are the same through um taking these the LTI part of this and
114maybe there's some other parts but the LTI is really kind of the thing that I have noticed most people gravitate towards that's the real it's the sizzle in the burger so to speak right it's the thing that really people are attracted to um there might be some I know there other aspects as well but when you talk about the broad Market it's that through the independent study part of it right so my thought is and when I'm going through this and how can I if I wanted to save this how can I do this and let it grow and my thought is take this thing shut it down take all the aspects of it that we like and turn it into a core and then I'm just going to use these words and then again
115I'm thinking out loud right now I haven't talked to anybody about it so this is just my thought process take this we're already at the school incorporate it into the high school as a core Incorporated with one of their other programs because part of the loss is that we have FTE that's not being able to be recuperated so maybe we can spread that out throughout the high school in certain whatever so if you're teaching a certain something well then maybe instead of uh anyhow I think there can be some Synergy between the high school spreading those FTE out so we don't have the loss along the way that as a core and as that core builds which we wanted to build over time it might grow into the thing that we hope it to grow
116grow into but in the meantime we're not investing or not realizing our return on our investment a million six for a four-year period of time in four years from me now if all our projected numbers work then Jeremy's gonna be going hey guys we need to get a site we got to do this we gotta do this we gotta do this our our J curve start we're starting to look like Tesla folks we're we're we're we're climbing we need to prepare for it but we can't even begin to really prepare for it till we're at least breaking even right and with some indicators that there's not that there's a trend in not a a hiccup I know my wife's at home right now going like there you are you're being the cop again you got
117to like ride the budget and make sure everything's being done just right but we have to that's our job we just went through negotiations people are going we need more money this is a million6 this is re over four years this is $400,000 a year just split just evenly it is in a tremendous amount of money and I think we can reach and do I'm going to just pull a number off my head 90% 95% of what we're trying to accomplish but we could do it in a way that's fiscally neutral fiscally responsible or certainly much much less of a financial hit by incorporating it into the high school melding the independent study program with this program and the different things where because I know there is an interest for kids that want to partially
118be on independent study partially interact with kids I'm hearing that a lot from different people so so I'm try I would like to save the intent of what we're trying to accomplish for the kids and do it in a way that financially I I I can justify and again I I I've created a lot of small businesses I run big businesses I understand lost leaders I understand Investments I also understand that a lot of people think that they can go start restaurants and do different things and they go nowhere uh and and they all believe it they mean well they really honestly think that they can grow a certain thing and it doesn't grow does and they used all their best efforts too and it just didn't grow for whatever reason so my thought is
119let's do a little bit of both let's plan do what we can do incorporate it as a I'm just going to call it a core it's the LTI core for just a lack of a better word over at the school do these things at the high school do these things and as your numbers do come forward then I know that I would be committed to joining in Jeremy's Vision I mean it's all Visions I mean it's a continuation of of what you guys intended on in the beginning to go forward we haven't even discussed next year's budget and the year after budget and the economy and those kind of things we may not be able to afford it even if you were breaking even in a year or two we just don't know I think
120this is a way that we can maintain the intent Rebrand it a little bit different more to what something that people actually would associate and I know that you could Google big learn pcture learning and stuff like that but it still doesn't mean anything to people locally here um in general from an advertising standpoint I'm sorry you're I'm I'm I'm not hurting your baby I'm just trying to put your baby in a different classroom to let it grow and mature and then maybe we can move it to a whole another campus as it does again I think there's pretty much Universal aspirations for this program to grow and become its own thing but it hasn't I mean Jeremy or somebody just said hey our high point was 80 students right that means that we are
12166% of what our goal is at our high point we were 66% which means we have a we've been supporting a 33% deficit and when you're we're doing that we're taking that budget money and putting it into no return on investment at the cost of where we could have put it somewhere else in the district where there's there's all kinds of needs uh I mean I me personally I'd rather take that savings and slam it in every possible way to get our our young people's Mass scores and things better you know as an example it's something that I'm holding these two guys really uh accountable for on a go forward basis uh I I've been waiting 30 years for that to happen it's not happening so it's part of my because I I I know
122I have two people that know how to fix it and and and help get that done I have confidence that they know how to fix that and so I'm going to ride them to make sure that gets done so in wrapping this up there's a lot of little arms and legs to this thing but I believe believe that this thing can be incorporated into the high school pretty seamlessly as a core keep all of the same important parts of the the process in place we could distribute the fdes out where the needs are so that way where we're having these deficits they would get absorbed in the high school where those needs are also there so that way we're we're we don't have a oh what's the word there's an economic term I can't think
123of it right now it's an inefficiency of our FTE and that's kind of what this deficit is it's an inefficiency of our FTE um and our administrative costs that eliminates those things or greatly reduces it so then that way you have the time we have the time to put those efforts in to grow it and if it grows and then two or three years or whatever Brian's over here going hot damn look at that thing we're up to like 26 kids we need more space right everyone's going to cheer so we did it like a small business but we did it in the we didn't put our restaurant on the corner that everybody was going to see we had it in a little shop down an Alleyway and everybody got that good food um I
124know you're hating it but anyhow Rich if I could just jump in because as I said we had a different idea going in we had that idea aide we couldn't run it as a core because they have a completely different attendance model independent study but we did look at the school within a school model um so essentially that's what we did with Windsor Oaks we brought it back onto the Windsor campus we combined the admin um and so and then so we're overseeing both the Windsor high school and the Windsor Oaks Academy on the same campus we thought well maybe we could do that with a third program and then cut down on the administrative cost the things that aren't being reflected in here is that we have programs that we have to have home
125and Hospital Independence study we're starting this Virtual Academy as well all of those are built in to the overall bigger picture and so if we did that which we absolutely could explore and we did look at that model we still would not recoup all of the money that's listed there because we would then have to still employ other people to do that they graciously and effectively said we will take on all of independent study to fill out the rest of our FTE until we are able to have the number of students we would have to pull that back out rehire those teachers and still expend that money so Jeremy and Austin did a fantastic job of showing that but it doesn't capture the true cost that this program cost and what we would have to
126pay if they were not there and yes thank you because that's what I thought was the case so this is a subsidized model so we took independent study out North is even at a greater draw these numbers excuse me is that right no they're not included so what we did is we balanced North Bay Mets numbers in year the next year with independent study so meaning like we're not hiring those independent study teachers next year we applied that FTE to North Bay met we applied a portion of Diana to Windsor High School to be able to make up her full FTE so we stretched in every way to make sure yeah that we're maximizing every single penny that's going into this program and then once it is once the enrollment gets to the level then
127we'll need to start pulling back some of the independent study work and hiring different people but at that point the program pays for itself right have a question for you because I understand you're consolidating in order to save as many costs as you can um so understand those pieces but what I was worried about or concerned about is because you have like some of the things that you mention are like entrepreneurship and the Arts and different things that the students have access to and my my concern is um do you see that as competing in any way with um some of the cores if you do like the school within the school model like for example is that competing with like Vineyard or culinary or other cores that also have an entrepreneurship kind of like
128offering so the partnership academies are extremely directed like there are standards we have to follow industry partners that we have to use um and you are very set on the path we tell you exactly the classes you have to take as part of that industry pathway the beauty of learning through interest is that this it's the students in control and and I I said it before this evening and I'll say it again if we do not have North Bay met we will be back here next year saying we need to invent North bayat or big picture learning Windsor because we have all of these high schoolers that do not want to come to school they're not interested they're not engaged behavior problems are happening and Windsor Oaks now is three times the size and that
129is a lot more expensive to run than North payat Academy or big picture learning Windsor so so the key words are that it's student Le right that is the magic of it and engaged and when you have engagement your attendance goes up your behavior goes down and your graduation rates go up I also want to add that we have quite a few students who come from outside of the district who would have never attended winds High School in the first place and we have a couple parents here this evening who reside in Windsor who were not attending Windsor Schools but returned to attend North Bay Med Academy so we're not pulling all of our students from Windor High School we're creating our own batch of big picture Learners do you guys mind if I just
130speak for a minute I'm a parent of a big picture learner who graduated from Big Picture learning um I was also one of the founding members of big picture learning um some of the history of big picture learning we opened up big picture learning um a a year and a half before Co hit so my son was one of was the first ninth grade class to come into big picture learning and we and Co hit the um uh you know in the march of his nth grade year um he did some of the most amazing things in those classes before Co hit um he went to eity um he came and talked to the board about his um trip to used um he during covid um he built a computer and got um Project based
131learning for it um he ended up with four welding certificates um before he left at his senior year um he has the big picture International Learning credential um that is worldwide um he took uh um classes at the JC while he was part of big picture learning um he is 19 years old he graduated last June and he is making $32 an hour as a welder and does structural steel and is working on you know a lot of our prevailing wage jobs in the county that's what big picture learning can do for kids and I I I I love the high school I think that high school has wonderful cores but if you have a child who is is driven as mine the high school would never have been a good fit for him he
132he started struggling and having a really hard time engaging in in um the um how directed school was in seventh and eighth grade and I knew that if I didn't put him in in a in a alternative Ed situation similar to big picture learning he was he wasn't he was going to end up an alternative Ed I mean he was he he was not a kid who could sit in a 90minut core so if you guys want stories I me there's lots of stories of of kids that have been successful and I also think that part of what we see right now um in the enrollment in Big Picture learning has to do with the the history of the timeline that it's been available and open to the public it it just didn't get a
133good start it it was never um able to to get off the ground because Co hit so quickly um and as one of the founding members when I you know I had decisions that could help um shape the school and the children that I thought about was my son it was serving kids like my son who are so intelligent I mean he built race cars He raced at pedum Speedway he did Project based learning around all kinds of things brought math in I mean it it it was the most wonderful thing for him and he wouldn't have gotten that any place else in the county so that's a story of what it can do for kids there's one last thing that I think I've got to say I understand what you're thinking rich I do
134it was one of the things we discussed in our meetings was that concept I think what was difficult looking at it strictly like a businessman it makes sense it truly does where where we had where Brian and I kind of had the Epiphany was when we got in front of the teachers who we were interviewing and realized that they're they're really invested in the school we make that decision they won't stay uh they wouldn't they wouldn't integrate into Windsor High School necessarily I don't think that would happen and when we weighed that fact against the business sense frankly because what you said has a lot of business sense it makes sense but we would lose those teachers and I don't and that's not to say we couldn't get great teachers again but we'd lose some
135really great teachers who are truly invested in the school and that's really when we I mean we shifted our our our thoughts because I'll be honest that's where I started um and and the teachers really shifted it for me so just knowing that they wouldn't be here if we made that decision um was significant for me I do feel like we need to um you know wrap up this item but I want to ask is there something that we need to take action on tonight you do so what I'm asking and and out of respect for what they kind of requested you know obviously I'm a supporter right but but I might get hit by a bus so what what we talked about was we wanted to make sure that the board supported this program
136and and so what I'm asking you to take action on is whether you do support what has been proposed now will small things change potentially they could right but that the idea that the district's going to take a loss for a couple of years and you making that decision today if you want to take this ride to take the loss in the hopes that we get to a point where we're fiscally solvent that's the decision I'm asking you to make today because you oversee our budget guys right and this is you know we're investing quite a bit here question oh no go ahead go ahead okay um first question is do you think it's possible to do this in less than four years because you already said attendance is up like that's kind of an
137area where I don't know that a gradual shift to more attendance really May it's like you kind of got to have a cultural shift where it's like all in so what are we thinking a timeline could be well we're going to do we're working with Target River we're going to do a campaign if you guys approve this plan we've held off obviously because we wanted to see if you're going to approve we're unsure we're hopeful that it would be more but we tried to give you a um I'll just say I tried because these are my numbers right this is me throwing things on paper to try to be responsible and I tried to be conservative I tried to look at the attendance rate knowing they're already a 93% but not giving them credit for
138that in each year starting them lower if you see I I slowly get that percentage rate up over years uh and really I think I only added 24 students a year is that right I can't remember but I believe that's kind of what I built because it felt really doable and didn't want to give you something that wasn't um could we get 50 in a year we we might we don't know it's a hard one to know and and I'm going to I should be quiet and have you guys talk but so so if I may um and I don't know Bill if you want to speak to this idea um but I don't know how the board feels right now if you feel like you need more information where we could revisit this item
139in March and possibly have a earlier meeting in March so that we can get to this the only downside to that is we can't start the campaign to increase enrollment for next year so um Bill do you want to expand on that at all yeah I I think there's some questions I mean this is we're seeing this for the first time and I I know we have it looks like some staffing we'll wait till they finish their sidebar that's okay he was just saying have to act on Staffing so we have to act on Staffing our meeting is March 14th yes which is not the perfect day but it is before March 15th all right there we go so um my my thought is and I don't even know that we've formed all our questions
140yet but to I think there's a sense of support for the plan accelerating it there's this interesting School within a school that again wasn't presented is we looked at that right it would I think been helpful to say we looked at a school in a school and here's why that's not part of the solution so one of my thoughts is if we could continue it for another month so that and I think it would be supported sense but I think there's some additional questions I don't know that it will be supported as as presented right would you I'm getting watch I can always count it does feel a little bit uh raw right now because one of the ideas for example that I feel like we don't have enough time to get to is uh
141you know something that rich mentioned which is about um even the name you know I agree with what you were saying and I feel like it needs something where it would be easily understood even if you associative yeah even if you didn't explain to the person what it is without saying anything if you just said the name that it would be immediately understood so I'm just totally making this up because it's generic but something like you know business and arts you know school or or something you know that people when they hear business and arts like they IM immediately understand what that is you know um and then maybe as part of the tagline it could be a big picture learning school right but something that's easily understood like that you know so I just
142feel like there's all of these details that need to be discussed a little bit more so I personally would feel more comfortable with having more information and talking about this more in an early meeting in March as as bill was recommending but I don't know how you all feel oh I feel like I'm ready to support you I I've been over at your campus I've seen what it does to students we can just sit here and talk about money and and and that's when my eyes glaz over what I'm interested in is the students and even Brian you you you mentioned and I believe you're right if you get rid of this entirely or go to a student your your incidence of behavior problems will go up your incidents of kids dropping out will go
143up I think you have a Fant fastic program going over there and I'm behind you 100% And I'm ready to support you tonight I don't I don't think my at least my sense is not that we're not supportive it's just that we just want more information so that we could understand the road map going forward I I think that's what we want would you agree no I I feel comfortable making a decision tonight because I feel like this this is when we're working I know we kind of have a little bit of a divide but I'm kind of with Paul I'm in fact I'm kind of just thinking through the details of like what I would want to see a couple years from now and like my next question was going to be how does
144this impact our independent study program at the high school and do they end up being competitors and like I just wanted a little bit more information but I feel like I'm ready to vote um if that is so do either one of you want to make a motion Paul or Stephanie I'll make the motion to vote on The Proposal I'll second can we have a little discussion on that yeah [Music] yeah I appreciate everybody's thoughts and feelings on the matter I believe that the current proposal that we have a motion on in a second is is um inadequate at this point I think there's a lot of work that could get done on this to improve it over The Next Period of time month before we would have to before our drop dead date one
145way or the other um I I have to push back on my friend Jeremy I I respect you and you know I do 100% uh I've learned a lot from you I have implemented a lot of the things that you've done in my own companies and stuff uh and that said we might love the six buggy whip makers in our Factory that's making those buggy whips but if the buggy whip isn't the thing anymore those buggy whip makers need to be repurposed and that school or that Dogma or that whatever that is being held tight to while passionate about it what are we doing may not be the thing I don't know that I'm willing to commit a million six because of of certain Personnel on the other hand I've absolutely committed money to certain
146Personnel so it's not a Personnel issue I don't know that that by itself is enough of a uh swayer so to speak I believe that we have the we have time to focus in on again this is the first we're seeing I we saw this on M Monday when this came out to us right and I understand from Brian's comments that you know some of the things I brought up had been looked at I don't know that they've been looked at that much I think they may have been looked at through a prism of no we don't want to do that that way or we will leave and not be part of that if we do that that feels like that might be part of the sentiment that we're dealing with I don't know that
147but I think and again I believe everybody universally agrees that we want to keep what we're trying to accomplish together I how long have we had big big big picture learning six years six years and our high point was 80 students and we think now all of a sudden we're going to create 120 we're going to advertise we do all these different things again my middle son to your point he's just like your son he's welding getting an all those different things so I understand the need I'm just looking at Jeff right there I'm going how do I justify a million six of our budget or a program that's never even hit more than 66% of what its need is and so that's my dilemma that I'm in on this discussion at this point I
148feel like we should just take a vote because we do have a motion so I think that we should take a vote and then that will tell us how where we stand on on this you know as far as a board could could I just ask for clarify on a motion the motion I believe as stands is to take action tonight versus 30 days from now not to shutter the school versus right so it's just so it's clear what the motion is yeah I was gonna ask Paul if you like your motion you canate motion is to accept the plan as proposed tonight okay is there a second second and if I might before we vote I think we need to be careful Rich of the perfect being the enemy of the good MH I
149think we can come back in March listen to some of our trepidation uncertainties we do not know how this negotiation went and the nuances of that that this can be fine tuned it should not be detailed fine tuned from the five of us up here but I think you know if it and it looks like there's a strawb that we may go may go to get this approved to come back and we will continue to refine this right to talk as we go forward but uh all right it's a legal F to be sure and and really quickly before we vote Rich you know I respect you and I mean I value your opinion I I feel like what I'm hearing is that there are going to be costs that are in here that are
150going to carry over to our other schools if we vote no so I mean I think from the financial perspective that's what I'm hearing um and I think the what people are feeling and it's more anecdotal than quantitative is that this this is like the new buggy whip this is like the you know it's that this could be the thing this is feeling like the thing that we really need to explore the new facing yeah thinking when Rich was talking about the buggy whip I'm like but we're the Tesla yeah okay so let's take a vote because I feel like we've been going round and round we need to vote there's a motion there's been a motion in a second we need to vote Paul we works is that there's a motion in a second
151and then we get to discuss it okay you want to make a comment yeah want out I want to make sure we're clear this is not a personal issue at all I mean again we all are in sync on the goals and whatever is how do we get there and and there's a a feeling that there's a majority of the board that thinks that this program the way it's currently written with the ability to to be tweaked is is the pathway to go forward and that's awesome that doesn't mean that any one of us if we vote for it or against it respect or disrespect anybody one way or the other we are not that group that sits up here we're this group that sits up here I know that if I vote against this
152I know that nobody on this board is going to dislike me one way or the other for this vote they might like dislike me because I might talk a lot so that said um I I'm ready to vote but it's it's it's not a personal thing this is a thing of how we all try to do what's best for our kids in the way that we best know how to do it totally agree okay so once again the motion on the floor is are we taking action tonight correct approving this we are approving weting the plan as presented okay so for yeah okay so all in favor hi okay so what did you say and in against oh I'm sorry and against I would vote against it as it's currently written the way it is
153okay thank you so that looks like and one yep thank you so four one so did that pass yes thank you I appreciate your time and your consideration of our school okay I know yeah yeah so I know 5.2 is the Strategic Arts plan but because you know that was a lengthy item um Jeremy is there anything that we could possibly postpone until the next month uh but it looks like we have people here waiting for other items no no yeah the only it postpone is the interd district transfer policy everything else is time sensitive okay okay so that one uh which number is that it's 5.8 currently has risen okay so can we table that then to the next one we would have to have board action to do so I would make a
154motion then with that thank you Jeremy for pointing that out um that we table what is on the agenda as the 5.8 consideration of board policy 5117 interd District transfer till our next meeting is there a second since towards the very end what can we we decide later tra okay okay does that make sense okay yeah okay thank you so we're going to move ahead with item 5.2 which is the Strategic Arts plan and this is this is just for discussion not for approval tonight discussion no approval this evening I'm gonna come back in March um and by the way today is February 15th um I messed up on that slide can we go to the next slide um so first of all I am so Overjoyed to be here and proud to be part
155of the Windsor Unified School District and the Windsor Community um we started our our strategic Arts planning um meaning editing our first plan we're now going into the second plan so we started our first five years ago and we are now moving into a second plan because we are we have been very very successful with our teic Arts planning and so now we are looking for ways of expanding access and equity for our students in the Arts and we started out in we started out in the at the beginning of the of the fall and over this time we have had a total of 22 people who have been part of this process um many of whom have come to every meeting who have been there on Zoom who have given their feedback as we've
156been um creating this draft of the plan and it's been a really wonderful experience and one that I felt really honored because I get to talk with my counterparts in other districts and to be honest they're struggling to get people to the table and we just kept having people coming to the table and I am so so proud of everyone who is on here um and as representative really of our community so next slide I had an epiphany and realized we need to focus on who we are as a district as we're planning for the Arts not separately and so our team started with our four foundational pillars that this board has approved and that we are proudly flying as our district um and so we came to the table T immediately looking at these
157pillars and we can switch to the next one we then approached each pillar with the idea of what strategic planning items go with each pillar and then we degreed as a whole group that diversity equity and inclusion and cultur responsive practices are an umbrella over all those pillars over all of those strategic items we can Pat next next slide and once we did that we came together and asked the question how do we Define and Implement art success in each of our Windsor pillars and we did this with brainstorming with our strategic Arts committee I also had a really great opportunity to do the same activity with our Windsor Arts teachers on our October 20th professional development day and so I gathered all that information together along with and then brought it all back to
158the committee and that started creating what our strategies and actions are next Slide the second part of this um is that we're also surveying the community and for various reasons that be mainly because of survey fatigue and making sure we don't put all of our surveys out in one month or two months um we actually started this survey on um February 7th and so today is February 15th since that date we have so far had 95 people respond to the survey um both English speakers and Spanish speakers and um we are having the opportunity that's going to be included in the plan um are not just priorities that the representatives of the Strategic Arts planning committee have but also direct priorities that are coming from the data that we're getting from the survey um the
159survey has been shared um through homeschool communication at each site um it's also been shared out through um parents square and social media thank you um Heather Bailey um and our 9th through 12th grade students I'm hoping to have them take it at school we're actually going to um take the survey and hopefully put it into the qual tricks um program so that we can give that a try as well and have our our 9th to 12th grade students take it and then also um we have shared the survey um through the town of Windsor parks recreation mailing list and so we're getting people who are active in community events as well who are responding so it's exciting to see as things come in and in a bit I'll share a couple of things that
160um we actually right now I can share with you I wrote it down um some of the things that are coming out of the survey so far um are that um our respondents want to see increased access to the Arts of the elementary levels especially um at Maddie and at Cali at the primary grades they want to see increased access to beginning classes at the 6 through 12 level so that students have an entry level to an Arts um medium or multiple Arts medium so that when they move into the high school they come in with an understanding of what interests them and then also um an interest in increasing after school opportunities through either District programs or Community Partnerships so that's what's starting to come out so far and that's actually that's being included
161in our strategic Arts plan uh next slide I'm going to leave this up here for just a moment so one thing I want to make a big deal about is is this is a draft in progress we're going to come back to you in March and say hey this is we've got some more feedback we've gotten feedback from you we've gotten we've continued to work with District leadership and our Str guards plan and this is where we're at now um that QR code will take you to the draft in progress um and I want to just acknowledge um Gabrielle Gamboa who's standing here next to me um she is along with Sher Flores um one of our teachers at Brooks is one of our um teachers who has graciously agreed to be a reader editor
162writer on the Strategic Arts plan so we're continuing to do that as a small team as we refine the plan um because it's really it's been all about collecting and collecting and collecting and then now we're refining next slide so what I want to do tonight I'm not going to get into the Weeds on this because we'd be here all night and in tomorrow but I want to share some of the goals that have come out and so our first goal um and pillar one we came up we had two goals and they focus on IND adopting um inclusive Student Center approaches to Art education that includes um cultural responsive practices and then also continuing our commitment to arts and ation we started that in the very first thing on our original strategic Arts plan
163that's how we have gotten some of our biggest grants um over $3 million in art specific grants because of our Arts integration programs we want to build them and continue to build them um and within that um some strategies that have come out as um possible funding focuses have included um required ing Arts integration as a curricular um strategy in the tk5 level because right now it's opt in with some sites being more faithful than others um and and requiring that also offering support and continuing education for our teachers um also uh having more communication and collaboration between the tk12 Arts specialist and classroom teachers so that we're meeting in the middle so that we have true collaboration um and then also another one has to do with really highlighting Arts the Arts and and
164arts integration as key and efficient teaching strategies because we can help students just like they were talking with big picture we can help students engage in their learning through the Arts and using the Arts as an additional toolbox of communication skills next slide this is the big one um and it part of it has to do with how are we supporting our teachers because that seems to that's one of we can get the kids but if our teachers don't feel prepared to implement um we kind of get a little bit of cognitive dissonance happening and so we had three goals in um with our so there are pillar one with students are are thriving and and successful in thriving and then this one is staff are successful in thriving and focusing on strengthening Arts education
165collaboration and professional development goal two has to do with really aligning our Arts programs with California dashboard metrics so how do we um look at how our Arts are going to be impactful for and integrated into our um our dashboard metrics such as graduation rates um suspension and um expulsions attendance those types of metrics and as well as how do we link our Arts programs with the portrait of graduate that somoma county has adopted and that our district is beginning to adopt and then the third one has to do with creating and developing District leadership for for Arts education that just doesn't that doesn't just mean cabinet that doesn't mean a tosa or an administrator focusing on it it means having Arts leadership opportunities for everyone who's interested in our district so for example um
166restarting our um vapa leaders leader teachers at our elementary sites and then really honoring and offering um support to our elective um chair people and leads at our high school level to really lean into how we can make the Strategic Arts plan happen um with the the most Fidelity and the most strength so that we make this a leading program in our County and in our our region next slide and then the the third one is also really important this has to do with families and has to do with our community and making sure that we're making connections um the first one has to do with equity and access um so really looking for ways to leverage our Arts opportunities to increase access and equity in the Arts through intradistrict collaboration especially across sites interdistrict
167collaboration find finding um districts that are doing strong things and working with them to bring that to our district or um pairing with them to create bigger opportunities for our students um and then Community Partnerships specifically um focusing on Community Partnerships that are Windsor based so that we are also um collaborating with our Windsor artists to enrich our community um additionally really strengthen our relationship with um our wind public Arts commission as well and then um working to develop relationships and advocate for the Arts and advocating Community Resources and Powerful messaging both those have to do partly with re establishing our Windsor Arts now Coalition and bringing our community together to become to use Rich's term Ombudsman and Advocates of our Arts program here in Windsor it was the right way to say it um
168and then also to measure and communicate our progress and this includes using the um messaging tools we cently have but also making sure that what we are messaging is positive it's informative and gets our families excited about the Arts and and also um is communicated in a way that is impactful and cogent for them next slide and then our fourth one has to do with um Financial decision- making and overall decision- making being responsible and the goal goal number one has to do with creating maintaining and monitoring a sustainable District Arts funding model that means we agree and we follow it now understanding that Finance can be fluid as Jeremy was speaking earlier this evening but making sure that we have um decisions in place that there will be um a baseline funding for the
169Arts and part of that's our new prop 28 but also that has to do with um looking for grants that has to do with um looking for ways to use existing funds to also support the art so for example um teacher Effectiveness for for certain programs as well teacher Effectiveness funds is one example um we are also looking at District leadership and the need monitoring the funding sources and implementing guidelines so not just making an agreement making a strategic Arts plan and putting on the Shelf but having people who come together quarterly or by yearly to look at what's happening and to Monitor and then say where where do we need more help where are we succeeding and creating a report because that's something that will also be part of prop 28 but we have
170to give that this this group will need to approve what we've done each year and that will go to the C the CDE so really making that as part of our um our culture of this and then the third one has to do with um the district leadership pursuing local Regional and national funding sources public and private AKA grants and part of that is um looking at how do we um leverage possibly a district grant writer how do we also support and guide teachers to create programs that are going to um lend themselves to to receiving grants and so and really looking also to look for areas that are where maybe we can't provide with our Baseline funds so for example um ways to supplement or make larger our um money for supplies materials repairs
171um the maintenance and sustaining of a program because we can have all the teachers in the world but if we don't have supplies to teach students um our programs aren't going to be as successful okay and then I'm not going to talk through these next slides I'm just quickly but I wanted to just show you so they're here for you as a resource um but under each pillar I just wanted to put a few of the strategies that are in the Strategic Arts plan so you can kind of see um where the committee is thinking um so a lot of pillar one has to do with expanding programs um it also has to do with um finding ways to make the programs more accessible to our students next slide um pillar two really we're focusing
172on um making sure that teachers have what they need to be successful in the classroom with with our arts arts integration and our Arts programs also has to do not just with supporting Arts integration but also supporting our Visual and Performing Arts teachers um especially with things such as um choice in their professional development because very often Arts teachers sit in professional development for example about um English language arts metrics and yes it's interesting and yes we care about all students but how is that going to help me teaching in my visual art lesson tomorrow they need to find their people and collaborate with their people because often they're a Singleton in their school or their District so finding ways to help with that next um pillar three um really looking for ways to leverage
173the relationships that we already have both regionally locally but also Statewide and this is something that I think we've been really successful with in our district and just either continuing them or in some especially with Windsor Arts now revitalizing that I've already had people ask me when are we doing that and also on this the to go back to the um survey we've asked people to give us their information if they're interested and just about everybody has given us their information so we're cultivating a mailing list as well next slide and then for the for um pillar four um really looking at ways of being very intentional in the language that we use about the Arts and in the processes that we use in prioritizing funding for the Arts and um specifically making sure that
174we have consistent language across all of our funding and strategic documents so for example pillars matching with elcap matching with prop 28 documents and really making sure that everybody's on the same page and next slide um this is also as we said part of our strategic Arts plan includes estimated expenditures and these are some examples um they are not all of them the great news is that the majority of our strategic Arts um initiatives um are no cost because they're using existing resources and existing brain power um but some of them are um a lot probably the biggest um in pillar one is FTE because if we expand programs eventually we're going to need to have more teachers um also residencies if we have Arts residencies this is a way to bring in working artists
175and teaching artists from our community to give students expanded opportunities especially um when we're looking to be culturally responsive and to to really reach out to help students see themselves in the Arts by seeing people like them making art um and of course instructional materials huge huge huge huge huge um and the nice thing we're going to really be looking at prop 28 and seeing where we can make sure we have a balance of both um with of course the bigger balance being for Staffing because we That's essential um and then really I mentioned earlier sight leads um also sometimes some of our collaboration is really going to have to have some opportunities for release time just like we do with some of our other teachers um because our teachers are teachers and though we're
176a smaller group it really really works to have us talk to each other we met on the on October 20th and it was the first time that some of us had met I've been in this district for 5 years I had never met some of my Arts colleagues until we all got in the same room and it was this wonderful learning party because we were learning together and it was for us by us um just like they were saying earlier with the plc's I think we could become an Arts PLC um but that's a whole other discussion um and then pillar three um really has to do with money that will honor our students achievements and help showcase them to the community and then um pillar four I mentioned a district Grant manager that's not
177necessarily all paid through Arts money but the Arts will be part of that um and then also really looking for continuing education for our leadership folks because our Arts funding from the state is an absolute moving Target and it's changed they mo they even made changes um January 1st most recently so really working to make that part of the process um and then next slide and I want to just end um with two things first of all successful implementation of our strategic Arts plan will increase our education access equity and quality for all of our students staff and community and my next thing though is I have a I have what I'm hoping um is when I I'm GNA come back March 15th or March 14th is that next meeting with something that's more of
178a final draft but I'm not sure and maybe this a question here but what the next process is because I would like feedback if it's appropriate from the board we've you've been um given access to the document I give you the most recent document in paper but then there's also um it's been I believe it's been shared most recent has been shared or can be shared with you um the active link um and I really really look forward to hearing what this group because you are also representatives of our community has to say about this and how we can make it better and make it something that can be really um relevant and measurable and doable for our community thank you I'll just and just just so we don't confuse things so this is this
179is all this is everything strategic Arts plan you also have prop 28 plan that will come but they're not that's built within this so just just know that because prop 28 currently is projected around 700,000 there's more costs in this plan than what prop 28 will PID for just because it gets confusing it is confusing though prop 28 um we are ahead of everyone else everybody's scrambling to create this because it's going to help with prop 28 it's gonna help with our prop it's GNA guide our prop 28 um priorities okay so basically there's no action that needs to be taken on this no but I would like um what is the how are we how do we want to feedback like feedback right um as much as you can give obviously it takes time
180to look through this but and I is there a way for them to to they do they have to only do it here or is there a way to have it where um a representative can either give the feedback to you or to one member there's lots of ways we could do this I mean I think be nice to have some feedback here but if you want to give me direct feedback that that would work too okay I I agree I think I'd like to hear from some of the board members to see where they're at you know after hearing all this information okay well I just want to say thank you for thank you for sticking around thank you for the presentation I mean it seems pretty high level but also comprehensive I don't
181know that I have any specific feedback to add because it looks like you had a good group of people providing input so I'm not going to be contributing any feedback today but I just wanted to commend you for um a lot of good work and I appreciate it I also I also just want to thank you for your presentation I too this first time seeing this so I don't have any other feedback for tonight looks like did a good job rich mhm I just took it all in and so as I think more about it I'm sure I'll come up with something but it won't be tonight and my hope is that you'll have a chance to look at the plan more in depth and then I'll be done and then Bill I know you've
182been very involved with this effort um do you have anything you want to I do I have a couple of things so just in context and this document is actually on our district website still it's the Visual and Performing Arts action plan 2017 to 2023 it was a 5-year plan had a gap year because it's phased and I don't think you use that word tonight but I didn't um of things to happen has 33 different categories of things um but I'd urge you to look at this the board when you're looking at this plan um the draft I I I I I like that we've shifted from Visual and Performing Arts which always is sort of like whatever the other words we were talking about that we had to explain that an Arts plan plan
183becomes clear um the vertical and horizontal vertical being within a discipline throughout the grades like a silo and horizontal being that between sites and and and intradistrict and Inter district is so important Elizabeth inherited and grew it where we still are the arch leader in the county um our Quest down at Santa Rosa has come on very hard times I understand um but I I will share that when you when you see this and the and the sort of overall spending was in the four pillars some of those things are year two year three right so you you'll start to see I was looking at the draft when we went when when we did it in small print uh of the Strategic art plan that some of it's start some of it's renewing things we
184already did some is looking at things we we had in the plan and say yeah we're not going to do that anymore or events have overcome that I will share a point just because it's interesting because we're going to cover this exact position in a couple agenda items um within the last couple of meetings it became clear to me and certainly was I think the interest of the groups when we get to funding is probably the indicator for most plans in most jurisdictions is to have an integrated arts coordinator probably a full-time position and probably make that investment very early in the plan implementation there so many things need and we're we're we're cutting aosa down later on so so we need to reconcile that however that's going to get reconciled but um yeah thank
185thank you for this I think our community outreach I'll tell you one of the people who've been integr into integral to a conversation is Olivia Lan our our planning coordinator who's an Arts person and who has the Arts commission um our our Arts Partners in the community and the business people whether they're filmmakers or sculptors or music you know teaching artists are primed and ready to come on board to to help our district so um I'm excited and thank you again for all the work and look forward to seeing the the plan for the phased finances of it when you come back on the on the 14th of March yeah and we look forward to any feedback continuing because our team is going to continue to work on this and make it as absolutely clear
186as possible thank you I do have a comment sorry I was waiting for everyone to you know speak before I went but I was wondering can you is it possible you can go back to the graphic with the umbrella yes um that's the third slide I believe it was early in the presentation yes sorry Brian so while Brian is looking for that I am just GNA go ahead and um say my comment because I was involved early on in the process and less involved now um but I first want to commend you for the incredible work that you've done because it's my understanding you were working up into the point that you had your child you know which is very came back and he was 10 weeks yeah and which is very very impressive and
187then you're back right away so it's very very impressive um also what I was impressed by is that early on in the process I saw the first iteration of the survey which was highly problematic in terms of the language that it used and it's um drastically improved since then um so really really great work uh I love this graphic this is why I wanted to see it again because I love this umbrella with the diversity equity and inclusion um my only concern with this which is something I had mentioned already when we had our committee meeting is that you know my concern um as you know being a resident of wisor for most of my life is that in most public spaces um they're not very diverse so for example before even coming on to
188this board I was the chair of the public Arts commission with Olivia um Leeman and even then you know that committee was not very diverse right so in public SP spaces we don't get to We tend not to get a lot of the Latino population that lives in Windsor so I just really want to highlight that fact that we need to do very specific Outreach in order for that to happen because we just don't have very diverse public spaces uh you know where Latinos participate so I feel like we need to go the extra mile to make this actual a reality one thing that we have been doing um with the survey is we've been handling delivering paper copies to our Spanish-speaking families through our um ELD coordinators and those are going to be coming
189back pretty soon um so that if families because not all families have access to um digital resources that's one we're addressing it the other way that we one of the things that's in the plan is um the initiation of a culture Bears program and inviting people both from within our district and from within our community to come and share their cultural art their art with their student with our students and to um bring people in who can be the experts because as well educated as our teachers are we're not experts in everything especially when it comes to cultures that are not our own and so really bringing in um Representatives I think is going to be that's one of our priorities and then I would also encourage Outreach to the indigenous Community as well in
190ter absolutely yes absolutely that's listed right and I always see that as a progressive sign when somebody says I just don't know you know I need help or I need assistance that's always a good sign so thank you for saying that yeah okay thank you thank you all right uh any public comments on this item on the arts program no okay see none I'm going to go on to item 5.3 which is the lcap presentation I have a favor yes we have a a guest who has driven quite some ways and he later on on the agenda I believe he's 5'8 5.8 okay I'm wondering if we can move him up so that he can get home because I think he's got over an hour drive possible um yes let's bring him up Brian's stuck
191here anyway so okay thank you so we're gonna move on then to item 5.8 I'm not sure what the numbers are anymore but it's 5 yes 5.7 5.7 okay thank you [Music] should Mr superintendent any lead in or should I just go so I just want to say that this is the consideration of renewal of contract with ISM advisers to engage uh on a survey to the community to see if there's potential support for a bond measure uh so yes thank you for being here so we worked with advis we've worked with ISM advisers in the past in Windsor uh and I know that we've talked about considering a bond in the future so what I'm asking for you to do tonight is listen to what he has to present to see if we want
192to go out to survey our families to determine if we'd like to go out for a bond potentially in in November or the future um and that would require us reupping reupping actually uh well getting a contract with as advisors again sorry I had an email I was looking at so I was was not paying attention there you go there's your leading my friend thank you table set yes um all right good evening my name is Charles Heath uh I'm a partner with firm called team Civics so we partner with ISM advisers they're your financial advisor so they put together the uh the strategy and the structure for a potential Bond measure to address your facility needs our job is to look at it through a political lens both in terms of what might be
193feasible to put before voters and reasonably expect to get 55% support from your voters uh and then also how do we put together a communication strategy so that uh voters understand uh what your facility needs are and why you may be asking them for uh funding to address those needs are you addressing advancing the slides thank you perfect um so first of all I basically just summarized this our our job is the strategy and Communications piece we go hand in glove with your financial advisers to make sure that uh we're looking at everything from a finance perspective but also from a political perspective as I mentioned that's H assessing the feasibility of a measure but also telling your story to the community about what your the age of your facility and your needs um I
194here's a little information about the recent passage rate for Bond measures Statewide um the general trend has been very positive in recent elections over 80% of bond measures on the ballot have passed you'll see that there's one outli election back in March 2020 which we now uh inae refer to as the co election in the early days of covid Voters took sort of a sour opinion about measures we were worried that might be the new the new normal uh fortunately we've since then seen that the passage rates have bounced back and expect to see a record number of Bond measures go forward for school districts in 2024 um and here's some examples of just other local school districts that have passed bonds recently I worked with Santa Rosa city schools for two measures in 2022
195we actually have measures on the ballot right now for both katat ret Park and Petaluma City Schools so some of your neighbors have passed Bond measures uh in recent history um so a little bit about the timeline that we recommend if you do want to consider a bond measure um so uh we start by asking the big picture questions if we put a measure on the ballot does it stand a reasonable chance of success and if the answer to that is yes what does that Bond measure look like what's the bond amount the tax rate the project priority ities that we think voters will support then we also look at the broader political landscape in terms of what else might be on the ballot that could compete for uh both tax dollars but also voter
196attention and uh might influence thinking about a measure if we come out of that feasibility process with a green light then our next step is to do that awareness building effort first reaching out to your uh internal School audiences parents teachers staff but also getting the message out more broadly typically about 80% of the likely voters in an election don't have kids in your school district so it's critical that you reach those populations as well as we're doing that we're also developing the measure for the ballot based on the feedback we're receiving from the community and based on what we learned in your polling up front and uh we use that to develop a measure for the ballot that ultimately comes back to you in the form of a resolution to call for the election
197and put the specific proposal before voters um that has to happen at least 88 days before election day so for the November 2024 election that deadline's in early August so basically the window of time that we have between now and the deadline to qualify is from now to to early August after that point once you adopt a resolution calling for the election you're on the ballot uh any advocacy in favor of that Bond measure uh cannot benefit from any public resources so you can't use District funds staff time facilities printers copiers computers etc for that advocacy effort so an independent Campaign Committee has to form typically that's volunteer driven and you raise private funds to to mount that piece of the effort um I have some slides here that go into these steps in more
198detail but in the interest of time and knowing you have a long agenda ahead of you I will uh pass by those I I think the the takeaway tonight is um that uh if you would like to uh look seriously at a potential November 2024 measure our next steps are to start doing that feasibility assessment do some polling we would bring the data back to you with some recommendations for what we think might be viable and then you would give us direction to either begin preparing for a measure or look at an alternate election timeline and there's a cost Associated it's in the if you look at the description the cost Associated somewhere between 12 and $15,000 to the feasibility study yep so we basic have two questions one is to extend our contract with
199isim or to no I misspoke it's it's to start over we didn't I I think that the district had used isim in the past right used somebody different and so now we would be using isim advisers again so new contract but so one is a new contract with isim yes do this feasibility study which costs between 12 and $15,000 the feasibility study is through tcx which you guys are like subcontractors of isms yeah we would be subcontractors isms for that piece of the work so um this basically gets us through the feasibility study we come back to you with uh results and then if you tell us to proceed with preparing a measure for the ballot then there'll be a contract for those services for the additional part yeah for like the communication with the
200public the preparation of the measure for the ballot yeah okay and how long do you think it'll take you guys to some good information for us to consider probably about two months couple months so we can be back here probably April time frame with some recommendations can I make a motion that we accept this thank just ask one question before we do that um is this your survey is this uh Sona countywide or when specific just within the boundaries of your school district yeah so we would take a look at who's likely to vote in the November election in your school district and then draw a representative sample of those voters and Survey them and all the demographics of that sample would match who we expect to vote in the election in terms of partisanship
201and age and parents versus non-parents and that's what makes the survey predictive I see okay are there any questions before we move on yeah I do um I I would support doing this I think it's good um I think we need to look carefully and talk candidly with our partners after I badmouth them the ones who sit here when we're not here who have talked repeatedly about a revenue measure is the town of Windsor leaning towards that in November if they're not that may be a reason for us to step in sooner I think it would be valuable for them to know we're going to do that because many people see the Windsor government as well the school's just why he want another one but the other piece I'd like and I'd like you know
202some input and feedback from you on this Charles I know down in katat roner park and sort of goes with the Arts projects and other places where we're going to now have some budget related Cuts prop 39 is the 55% advantage that we get a regular super majority at 66% is a partiel tax but that's not limited to bricks and mor so we could do some facilities but we could also do programs and staff with that and I'd be interested if that muddies the water too much with a survey whether that's going to confuse our board our voters I'd really like us to look at both Alternatives well it would be either or we wouldn't do both but but to to to possibly look to say you know could we sustain the level of a
203super majority and get 68 70% where there's a partial tax that has some facilities but also some other Revenue that we can use for programs and Staffing and I don't know if I I'd be interested in your view is is that uage too far that loses our advantage um because I think we may need to think about that as alternative Revenue sources but not if it spills the soup and we lose yeah because we needed 11 more percent yeah you certainly can only put one measure on on the ballot at a time you wouldn't do multiple measures but you can certainly look at both in combination as you do the polling process and in fact when I started my work with kadi ronet Park and Petaluma earlier this year they came to me with the
204same issue we have aging facilities we need to address those but we also have budget needs that need to be addressed and so we looked at both bonds and parcel taxes both those districts right now in the March election have parcel taxes on the ballot because we saw sufficient support support in the polling to do that but their plan is subsequently in a future election to do a bond so we can certainly look at both and bring back some recommendations would those clients use some of that partial taac money for some facilities or they no separating them pretty cleanly parcel tax money is sort of like gold right because it requires a two-thirds vote and those are your flexible dollars that you can use for Staffing and programs and whatnot so typically you don't use
205those dollars for facilities because you can access Bond dollars with only 55% support so you sort of put that aside for your bonds okay thank you I'll second and I'll I'll just comment just kind of for posterity and for anyone on watching or if anyone watches on YouTube ever in the future that you know we assess all of our facilities and we have a certain amount of not like liability but repair that we know that we need to make on them so we're constantly carrying that amount so it is good as a routine to float a bond every so often I think the last time we did it was in 2016 so I mean this it's only eight years but I think given an assessment that I saw I can't remember the dollar figures but
206it's significant even if we don't build another school which I know we've talked about doing so it's just good to to kind of have it be part of our regularly scheduled programming every decade or so and we've done the work we have a facility master plan that's identified a number of the needs it's well over hundreds of millions of dollars that we have current needs for so I think it's prudent to at least poll to see if this is something we want to do okay so I'm sorry but was there a motion on this which motion move I don't know how I missed that so sorry I um and you second okay so all in favor I think we need to public comment are there any public uh comments on this item to do it
207yeah that's fine no okay again to to my question and Jeremy and Austin say no I don't think that's a good idea now that's okay but do we want to have Charles explore both the partiel partiel texts and I don't think there's any downside at this point because it's really just polling it's to see if there's support I mean there's downside if we decide to do that instead of the other but right now I think it's fine I'd like to make sure Bill's question though if you could I'm afraid that it might muddy the water and that people that you're pulling aren't going to understand the difference of the two and I think that it might we the the data we get back might not be accurate data that we're looking for because of the
208confusion of the two different types of questions that we're asking and so maybe we could do the one on this information that were on the facility side and then we could come back and then have a subsequent uh or an additional so I've seen the polling questions before done this before and I mean you guys asked very specifically would you support $40 per 100,000 60 for 100,000 and and I mean it's I don't rich I'm not sure I'm going to defer expertise but I I think it would be okay because of the way the questions are asked very specific um in their yeah there's also some ways to control for that for example you can do what's called a split sample where half the sample here is about a bond the other half year is
209about a parcel tax and that way they're not impacting each other right you keep those as separate samples yeah okay Austin Austin's still making his Austin face this money and that might lose us to 55% I'm I'm okay to be talk Dr ledge on that but I would like us to not CS that out with the bath water because one of these days I think we need to consider a partial tax for programs and Staffing maybe um and concern I have is is we we could probably swoop in for a prop 39 55% vote here ahead of the town of Windsor I think the tax and debt fatigue should they go after a revenue measure may put us 10 years out after that I mean this would be the fourth in 22 25 years that
210we've been building schools so okay yeah that was a follow question when does because I just got these property tax bills and I should have looked and I didn't when does our the oldest one fall off oldest one fall off I think it's 2040 do you know it just fell off right yeah yeah that's why I thought the timing is good on this because we just dropped one and now we're replacing got pay raise let's get that right now I'm 80% sure Rich that last year okay the 2008 series because it was refinanced earlier and then it sped up the the payoff and I thought it dropped off correct I was under the same understanding thanks well thank you for your patience as we I think we could do a split survey and that was
211not would not Cloud the results I'd like a us do that I I agree yeah okay yeah all right so I feel like um this discussion was a little bit uh all over the place so just for my understanding what we're um deciding on is to renew this contract but with understanding cont yes and then spend the 12 to $15,000 because you can have the contract for free but then also move forward with a between 12 and $15,000 of polling our community and doing this feasibility study right and then in parentheses you know you'll assess if there's a need to do this like a testing right yeah so we we'll be working in collaboration with your superintendent and we'll discuss the pros and cons and get direction for exactly how we want to use the
212the survey to meet your needs maybe I could amend it to where to build split is probably gonna I don't want to shrink our sample size to to do to get both questions so if it costs us an extra so I'd like to change it to where I author we're authorizing you guys up to $20,000 to do a survey that if these guys think that they can do a split I don't want to shrink the pole the pool does that make sense it might take a little bit more a little bit more whatever does that make sense okay okay if that if I can amend that to to 20 cap yeah you just need a first or a second so now I'm sorry now I have a doubt about this because I'm thinking like is
213it more valuable to do the AB testing you know because you'd get more data out of doing that even if it does split the sample size that that's what my amendment was yeah yeah yeah he wants us to keep the sample size the same size so we basically have to double the sample size in order to be able to split it and have the same reliability okay which I think within 20,000 I think we can do that that flexibility is helpful it's a number of zeros less than $60 million that the bond is going to raise so this is up front costs that we have to have it would have been 23 but since we moved you up five units for the meeting we we figured 20 would work the early release discount and you
214now know how you feel our pain right um good thank you for coming oh we need to vote don't we so we yeah so we need to vote um so all in favor I I and we'll see you in a couple months first and a second we'll just good thank you thank you Charles thanks for your patience thank you can I we had Paul and and I'm sorry Stephanie and Rich sorry first and second I just have to run to the bathroom okay are we taking a little break let's take like a two minute break let's take a two minute break this is aot a lot still have like six [Music] items [Music] e [Music] [Applause] [Music] but I think uh because of how important the data that we're going to go over tonight the
215The Prudent thing to do would be is basically give you a preview this meeting for what you can see uh next month um when I can give this presentation when we're more fresh and when the principles have an opportunity to present their data on their scorecards um so here's exciting things you see I will go over uh the 5x5 CR uh grid and explain how uh status versus change and how proficiency categories and how we talk about the distance from met and where uh subgroups are and how they score in all of those uh different subgroups um we will go over if you can click we'll go over how uh the district scored um based on language arts and math we will go over each of the school School sites and talk about all of
216their subgroups and how that impacts uh our our um differentiate assistance that we receive from the state uh we will go through every single one of the school sites and at the end of it we will talk about our major expenditures um and one of the the purposes of this report is because it's supposed to happen after um Austin has done his midar report and it's supposed to say like well how are we investing our money is are we move based on our data are we making the changes we need to to make and one of the the interesting things that I I looked at when we looked at our major expenditures is is we fund those from the beginning of the year meaning there is no half measures in terms of our funding these
217are Transportation these are salaries um these are supplemental days built in the calendar um so with our with our major expenditures if we were looking at our data and saying we're not moving the needle we need to do something differently most of our money is tied up in costs that are already expended once the year begins and so that is the wonderful presentation that you will be getting next month and we'll have uh but we do need to approve the midyear report tonight so I have a question give us the teaser is it is it working slow though it may be um it is not okay uh well this is last year's data right um what is it it is the uh student efficiency and and you've I've been up here enough times to say
218is that we absolutely need to change um and that's that's the model that we're moving towards with the PC's that's teachers working together to make you know it's teachers like steel sharpening steel teachers sharpening teachers that is the model that's been around for 20 years it has just recently arrived to Windsor we're very excited to have it um but yes we are we're looking at um what will move the needle and we're doing that now and we hope that next Fe February when you give this presentation that we will be able to say you know that we' made uh We've impacted you know the scores and really what we're saying is the students of Windsor thanks so this is off 2023 yes okay I just wanted to note that this is like this is what
219we really have been focusing on as a board like I know our focus at this meeting has been pretty financially focused I would say but as far as like what we've kind of directed what should what the district focus should be it's like this so it's next mon we going in depth yeah that sounds great and I and I appreciate you saying that because I think this is a good they did an adjustment during the break for the president and our assistant superintendent say look let's give this the time that it needs because this this is one and we're going to cover a lot of other stuff and then we're GNA kind of go back to this core priority right so um Brian was going to hit you know the highlight level points and then
220we would come back and revisit this with more in depth information in the upcoming month just to make sure that we really cover it got it I just wanted to let my fellow board members know that I've I've met with Brian and he's well aware that we're not making the progress that we need to make and uh but I feel like he's putting the programs in place that will move the needle so even though the the results do not look good they're not acceptable what what what I'm seeing but Brian's you know feet are to the fire and he knows that that they they have to move it so for sake of time let's Let Brian you know uh do his uh high level presentation and then we'll revisit this again did yeah yeah so
221that's all I thought that was just the trailer to the movie no that's it so you're looking you're looking for a motion to approve accept what are we doing I did you're proving that mid your lcap I would so move second I guess I'm sorry um so is there any public comment before we do oh do it okay please [Music] come and please say your name too so that we know who you are okay Kelly liser a parent in the district resident in the district uh fellow educator and um I have been doing my duty at the district l cap committee and um I just want to express that while I am all for PLC work which has been around 20 years sowa County exact same work in fact many of the same presenters that
222were here 20 years ago uh and I do believe in a in somewhat sharpening teachers sharpening teachers when teachers don't know how to fix the problem it's really hard to sharpen each other and um I know that tonight has been a lot about finances and I just want to stand up here and remind everybody all of these other extra fun things that just enrich life are not going to enrich life if you have kids that can't read and do basic math and if you've got teachers which many of us I've told you before we weren't taught really well in our programs at college we we need we need to know exactly what to do and a lot of school districts Across the Nation right now are moving to get the training in place they're not
223moving to try to help each other you don't get people together in a room who can't solve a problem and say just solve the problem doesn't work that way you have to have the actual Solutions in the room too so I just want to continue to push I know that financially we're kind of put putting stuff back to the principal say good good job you know have fun you figure it out that's a lot to ask as somebody who was a principal that's a lot to ask of a principal who got the same teacher education as the rest of us I think that the most responsible thing to do is to get the high quality instructional courses that some of our teachers really really need not as sort of a optional if you want to
224partake at Sona County um you know down down there at sko they're kind of doing some optional stuff down there right now but like really no let's get serious Let's Do It um so that's all I have to say thank you very much for listening please come back next month and talk with us when we take a dive thank you for that comment and then we have one more I was been planning un speaking but she just brought up a point Bill brought up a point um math and reading is it possible to get kindergarten G through fifth grade reading and math part-time Specialists trained specifically to help our kids in the classroom and help our teachers in the classroom and maybe use the suggestion that Bill had of including in our bond measure that
225will guarantee that they'll stay through the life of the bond measure I think that's something the parents and the teachers would really go for thanks thank you I mean I don't want to say too much but like we are really holding our superintendent's feet to the fire on this exact issue which is really like we're getting back to basics of like Reading Writing math which is really you know it's can you take in information can you put out information can you pop solve like that's what we need to do because as Kelly said if you don't have those basic skills that you can't do art you can't like all of these other things don't aren't going to be meaningful so yeah that's our Focus Jerry knows yeah and I also want to tag on to
226what you're saying because I just um recently read this really fascinating study uh you know because as an educator I'm also always looking to how can I improve my own curriculum and you know how can I do better for my students um and I read this really fascinating study that they did um a test with a group of students where and these were students that were not achieving academically and part of the study was that they were told encouraging messages that their teachers really believe that they could do great things and that they could really succeed and they were told these really positive message messages over and over for like the course of a week and then um they realized that it actually did have an impact so these students uh started to improve academically
227because every day you know they were told these really positive messages so I'm going to look for that report that I found and I'm going to send it to um all of you because I just find that to be so um valuable and also sometimes in my classes I have done that sometimes all single out the one student that is performing the worst and just spend extra time meeting with that student to find out why and it's often because their circumstances in their personal lives are just not conducive to learning so they just need that doesn't mean that they can't overcome those hurdles they just need extra encouragement um so I will find that study and I will send it to all of you because it's just really fascinating so thank you all right um
228any other comments on that before we move on second need to vote oh sorry I just I did it Brian on the one thing where it said District matters excerpts page or the last whatever I took away something from that what was it's so yeah the last slide yeah what was it you wanted me to take away from U from that so the the slide before it talked about in terms of the role of the principle and really what we're saying is no no reform effort no matter how worthy Will Survive uh the indifference or opposition of a site principal and I will tell you that from experience no agreed uh so what we really want to make sure is that that we give the principles time to kind of think about like as these
229initiatives are coming in are you invested are you committed um and to make sure that they have a say in the process of how we're moving forward so when it gets to the site piece that they are leading the work and not doing it's commitment versus compliance and then but what the district matters is saying is is that when you go too loose if your principles don't have Direction then it actually has a negative impact on student performance and so Jeremy calls it Freedom within fences um and so the idea is is that we're studying the parameters in terms of using that professional learning uh Community model using those research-based practices developing systems for intervention that those are the parameters you have to use but you have the freedom to develop it within your individual
230sit so that's that tight loose relationship that we want to make sure that we are doing in every part of this elcat process okay thank you because when I read this when I read tight top- down leadership that dictates and micromanages every detail of the process is ineffective because it fails to generate necessary commitment I going like you know there's a heck of a lot of really really really good movies all made because the guy directing it is the tight top down leader who dictates and micromanages every aspect of that project and I know those directors because I work for them and I know and and that's an award-winning movie and I know a lot of people that do cartoons who are very loose very bottomup type leaders that kind of so I I am
231going to need a little bit more help in that I think that there I understand what we're trying to get across but um good for taking deep yeah so I I wanted to I didn't want to wait the month to kind of have just be thinking think of it like we're looking for com commitment not compliance and that's the difference that's all the difference in the world you're looking to to have a change movement in the school it's you know compliance they will do it only while you're watching commitment they're they're the converted they're the Believers right I absolutely agree with that thank you um so is there a motion to accept the findings of the elap a motion for second okay and um all in favor I I I I any opposed NOP okay
232so looks like that passes the record I've only opposed things with once all right so do we want to move on to item 5.8 which is the in District transfer policy or hold up on that we're still on five what used to be three on the original agenda 5.4 so oh I'm sorry calendar is gonna have to be on there as well but that's the end oh yeah okay so we're on 5.3 just now oh I'm sorry yeah so I got a little bit confused I'm sorry so we are on um the newly appointed 5.4 consideration of approval and possible action on resolution 2022 D14 on certificated reduction in force and this is Pete Sullivan hello again so newly minted action item 5.4 uh as was said is the matter of reduction of discontinued of
233certain particular kinds of service for the 2425 school year and the particular kinds of service now being provided by the district to be reduced or discontinued are as follows eliminate the equivalent of 5.97 full-time FTE teacher on special assignment eliminate 1.0 FTE PPS counseling eliminate the equivalent of 3.0 social emotional counselor uh which is a classified administrator eliminate the equivalent of 1.73 single subject teacher and eliminate the equivalent of 3571 single subject these are add-ons these are tws and 16 SS that teachers take on on an annual basis they float on and off and then finally the equivalent of 0.5 uh Administration the reduction in discontinuance of services decreases the number of certificated employees uh by the equivalent of FTE um are there any questions or comments on this several okay um how many of
234these are filled say again how many of these 15.76% met um so that that those positions one of them has moved to Cali and one of them is had resigned so they're both actually one is now covered by a sub actually both are now covered by subs and we're not going to bring them back okay is number six the half administrator the action we took at the beginning earlier in the meeting correct okay for the plan as well as the portion of the tosa under number one at North Bay met I'm I'm curious how many of these are are jobs that are going to go away if we don't positions that are filled and working by people let's get rid of the add-ons right I I understand that got but how how many of these
235are are are bodies with jobs with bodies in them the the the if you want to look at three social emotional counselors those are jobs that are going away and that's grant-based funds that we I think you talked about okay um most of one the the um the toses are moving back into positions that they occupied previously so I mean with the exception of the 0.167 which was an add-on for um a independent study for a PE teacher to bring her up closer to 1.0 which she wanted um everybody else up there is is going to be otherwise employed in still within our district just not as a tosa due to the restructuring of well it's gonna be item 5.67 now and I know where that's comp the reason I'm asking all that Pete is
236given what we started with with the report in the presentations about our elementary school at Maddie I get the social emotional counselors and we've been able to mitigate that a little bit right maybe at the end when we get to 5.6 that but those three positions and the multi system of support seems we are cutting the things that appears at least when we spent the first hour of this meeting on that we seem to need the most and so maybe it's at the end or if we could weave that in when we get these four or five Personnel pieces to talk about that because it may be that's why I ask how they were filled right we need to give the notice but we have another meeting on March 14th I may I for one
237may want to consider to say well we may need to tap some reserves or something that if if multi-tiered systems of support and emotional counselors are one of the potential Solutions perhaps that's not what we should be cutting maybe we should be investing more in that and I know this is new because you've been floating these ideas with the board for a couple of weeks but um that's that's my question I'm gonna I'm going to support this but I I think when we get to the end of this bundle of personnel matters I'd like us to talk one more time that ask another thing do anticipate that if we got better from the inal news right we're now saying and we've given the notice right ahead of time that we would have the flexibility to
238reestablish some of these positions no okay so when we looked at this uh let's specifically talk about the social emotional counts uh we we looked at every single position tried to identify the greatest need did identify it at the elementary level prioritized keeping the social emotional counselor at the elementary level as a the split position although that's been modified slightly because in giving some control to principles with how they do their budget at Brooks it was prioritized even further to keep the full-time social emotional counselor there by cutting something else that they had which was identified in here uh and so one of the things that we have to figure out is how we're going to deal with that knowing now that there's 0 five at Maddie you're not going to get a 0 five
239social emotional counselor right so potentially we could look at that as an increase in hitting the general fund or we would try to what we've been trying to do is a Net Zero Sum right we're going to keep that then we're cutting something else uh and trying to think of some of these when you talk about the tosas um we're looking at the last three years and you know toas are great people right they're great Educators but we haven't moved the needle and so we're looking at different strategies that we could potentially employ to move the needle you have more than answer that answered my questions and concerns I wanted to raise them so we had the conversation I think those are really good questions bill I I these are hard Cuts yes I have
240a a wild card question is it at all possible to somehow combine the work of the social emotional counselors with like an Arts integration program I don't think so um based on kind of the structure of what those positions really are I don't believe so but we talked about doing listen we know that losing counseling servic is always scary uh and we're looking at different models to make sure we support students we've talked about SOS which is a company that we've used for many years and they're on a contract basis so if something comes up we can always reach out and ask for more services um you know these are good people we they just they were funded with a grant that's run out and we've looked at a learning recovery block grant and the
241best way to extend those funds and we talked about counseling services in there and what we've said is we we've identified that the Deans that we have added have had a greater impact for more students than our social emotional counselors social emotional counselors have a great impact on on some a fewer students right but a great impact on those two students but we have such needs that it's almost a luxury that we we can't afford and the dean of students we found really affect hundreds of students uh versus the you know 50 or or whatever I couldn't tell you exactly but you know what I'm saying so we're really we really were we spent a lot of time combing through these talking with principles going through this process to get to this point and it
242wasn't easy but you know what our budget looks like so that was the level of detail which I will not ask on every single one of these but one I would like to have if you could fill it in for us is is where the relevant Union was on these Cuts was there push back was there any negotiation about it was their what what you are they are they saddened but understanding I just would like to have us know this when we're we're making these Personnel decisions I would say that we've had a good relationship with the Union regarding these cuts um many of the counseling positions for instance are management right so that you would think of it that way but the majority of those are management and I think that they understand the
243position that the district is in at least that's kind of the conversations that we've had and of course nobody wants these guys we don't want these Cuts but um they they recognize the necessity to have a balanced budget or as close to a balanced budget as we can okay I know we're going along those concludes my questions yeah okay thank you and I I think um PE should stay there I am I'm here here so I was just gonna say that um actually I forgot what I was going to say go ahead okay um yeah so we need a roll call vote on this um and and I'm sorry I I think I forgot to mention if or ask if there was any public comments no no okay so make a motion to approve resolution
244second all those in favor yeah oh I'm sorry that's right M Ary Lopez yes Stephanie amard yes Paul Kono yes Bill Adams yes Rich Carnation yes okay all right can I just say that it's now um just got to 10 and that's your off point so you're gonna have to make motion do we do it every 15 minutes I'll make a motion do extend for another 15 minutes a second discussion I'm just kidding just making sure you're all staying away and all those in favor yes yes thank you Jen okay thank you yeah so thank you so and then you have the next item which I believe is now the newly mined 5.6 5.5 I'm sorry 5.5 so yes 5.5 is resolution 20 2024-the temporary certificated employees and uh this year we are asking the
245board to approve the release of 13 temporary employees and this is commonly done this like the top four um are our long-term Subs U they rotate on and off every year we discontinue service and we hire them back um the tosas um we also have some tosas on here which are also going to be repurposed they're coming back into the classroom which is great um and um elementary teachers who were hired um as Temporaries who are behind other staff members have been uh notified but we hope to retain uh many of them okay so um is that all on that item that is to approve 202 24-15 I'll second um all those in favor I'm sorry a public comment yeah are there any public comments nope okay all right Lopez yes definely yes Paul Kono
246yes Bill Adams yes Rich car okay thank you so that passes uh so now 5.6 5.6 so action item 5.6 is resolution number of classified employees and the district maintains the following positions classified service we have two different instructional assistants one at 3 hours one at 5.75 a bilingual instructional assistant at Cali for 2.5 hours social emotional counselors at Maddie and Windsor High School totaling eight hours I believe the FTE on that needs to be changed um the bilingual liaison at North Bay met and Secretary of Al at North Bay met and the recommendation is elimination of instructional assistance at um those instructional assistant at Maddie and I'll I'll go into detail on those in just a moment a bilingual instructional assistant at C social emotional counselor at both Maddie and Windsor high school student
247advisor bilingual liaison and Secretary of alad at North Bay met the instructional assistance you you might be familiar with that that was last year's item we expanded their employment um with a deal with CA when we were negotiating we kept them in the classroom um as extra help um for those those classes and they were aware that it was a one-year deal we extended their help one year um is when we were going through creation of the new program I position which is tied to well um which now we have duplicate services and so the elimination of them was imminent um but we did extend it for a year to give them all a grace period to figure out what it is that they want to do um I've offered many of them um alternative
248positions and we indeed still have positions available in well if they would like to move into those positions um some of them are just two and three hour positions and they're not interested in some of the larger positions but we do have uh positions for most of these people to move into Sor I just wanted to clarify that this is resolution 24-6 right 15 15 oh it's it is 15 we just did 15 so this one I think so it needs to be different then yeah yes so the document itself in the agenda packet needs to say 16 instead of 15 thank you sorry that's all right um yeah I don't have any questions yeah when I read it I felt it felt wrong yeah I felt like you said 15 quite so okay all
249right sorry about that any comments on this from the public no board members I'll make a motion to approve resolution 2024-the 5. which is also key and this is consideration of approval of adjustments and changes to the positions listed in the wusd administration salary schedule yeah you got me for one more and and Brian's going to come up in a minute too to to add some so um in item 5.6 we actually have two topics uh tonight we seek approval to restructure and change our administrative salary schedule and also to create three new administrative positions uh the motivation behind the change to our administrative salary schedule is to simplify to create flexibility to align and to update to simplify we want to create uh broader administra administrative categories allowing for one line to Define multiple
250positions the flexibility of new categories will allow for growth and changes without adding and changing our salary schedule each time we need to add something or subtract something alignment it better matches our neighboring District specifically Santa Rosa and updates reflected um by the requested um additions to existing categories and I'm going to go through those right now so we have we currently have categories we have directors and coordinators um instead of listing each director and each coordinator as a specific uh and separate unit we are housing them under titles coordinator 1 coordinator 2 coordinator 3 director one director two so specifically the coordinators are just broad administrative positions and we're um excuse me we are requesting expansion to three levels and then the director to two levels noted changes um are the addition of three
251new positions which I'll discuss in topic two um but Brian is going to add the rationale and the effect of these changes Rich Carnation one said I would rather have fewer people that were very effective even if we had to pay them more so what we looked at was consolidating positions uh in order to realize an overall savings for the district but by doing that it meant increasing the current workloads on all of those positions and so that's what why we're we're justifying the basically the promotion uh that's what all these are as you heard today um with everything that's going on in terms of all the student discipline going on a director of student service is absolutely necessary and she has done a fantastic job um in that position um the coordinator of ELD
252migrant Ed and immigrant programs as I take on more of the jobs that our continuous Improvement specialist did um it would allow me to um to give some of those duties to that coordinator and if I'm if I'm being real that coordinators should speak Spanish and I don't um to be able to connect with our families um the director of early childhood development our preschool program is the only program like it in the entire region and probably this half of the state and it's growing like crazy and deserve a a director position we talked about that coordinator of Sova independent study in home hospital that's the other half of Heather christensen's position um the vossa the most important thing on that list right there uh the grant coordinator it's expensive but you know what it
253pays for itself because as they're going through and finding millions of dollars of Grants it cost us hundreds of thousands of dollars to get them and um and then often times you can apply the cost of the grant coordinator to the grants um and then we are um restructuring the way CT and the uh partnership Academy Grant Management happened at the high school putting it under the duties of the new vice principal um because we're taking a lot of the grant writing off of that current position was and that's what that position was doing a lot of um by moving it to a grant position and so we'll re basically see that $121,000 in savings so with this restructuring uh we will see um a net Savings of $271,000 is that Grant coordinator position new
254yes can I clarify something I see a lot of toses on the ones that are going away were those considered administrative costs well they're they're District costs uh but they're teachers okay because see that that doesn't really balance you're getting losing teachers but you're gaining Administration and I just want to clarify for myself we were looking at this from an ed services lens like everybody in the ed services department and then they were part of the services department so that was kind of the way this was constructed not so much the teachers versus administrators just the department no I just wanted clarification because when I when I saw those I go well those are teachers jobs and over here these are admin jobs so it to me it felt a little like apples and oranges
255understand but I think Paul a couple of resolutions ago those toses who are listed to the left are the ones who are retiring right so they' they've gone well some of them are moving into other positions right no I I I understand that but okay for me these aren't balanced they're diff they're different these are teacher jobs these are administrative jobs okay so so I'm I'm absorbing their duties and then Shifting the the management that I've done over ELD and elpac to the coordinator so it's not yes you're right it's apples and oranges and certain of teachers to admin but for duties to duties I would I would argue that it's Apples to Apples in terms of the work that's being done I'm not disputing it and I think the savings may be real but
256it's it just seems I don't know just I don't understand the new vice principal and site administrative duties zero maybe I missed when you explained that but I don't know what that means so because we're shifting so right now we're employing a CTE CPA Grant management position at $121,000 so when uh in the new role of the vice principal we're taking away all Grant Management which was a major part of the current role and we're at we're giving all of the CTE CPA Grant Management to that position that position already exists and so it's because all the duties are going away You're basically getting that person to actually be able to be the vice principal I see and so s admin so people are getting freed up I mean I love I love like rethinking
257things and kind because what we know that and I meant I remembered what I was going to say like three items ago but it applies here which is like we know that what we have right now is not working so it makes sense that we're wanting to make changes like and I and I Bill had asked a question earlier and it answered the question I had which was are these changes related to the work that we we're doing like where we're really assessing how we want to be staffed and it seems like they all are so I feel confident and I love consolidation I even think school districts should consolidate which is I've heard is like political suicide if you say that but still here so so I I like that we're thinking that way
258I mean the preschool program I I saw in the Press Democrat that Alexander Valley students fortunately will be able to come here for because they won't be offering preschool so I think we we came out early Jessica you've done a wonderful job and we're able to offer this amazing program to so many so I'm I'm in support of these changes let me just clarify we're just voting on the descriptions changing or the jobs actually the jobs changing there's two items one is approval of the change to the salary schedule um which is on your it should be an attachment there so you can see it and I think I put the old one so you can compare the two and then the second is the creation of the three new descriptions some of which Brian
259has already brought up but I'll go through each one right now and actually is a great segue because I agree that Jessica did a great job and the director of childhood education expanded learning uh this position was formerly a coordinator position of childhood development but it's grown in scope and responsibility uh this position now oversees 57 staff directly is directly responsible for Grants budgets compliance and much more and the director title and compensation are more F fitting of that position uh the second new position is a coordinator 3 which is Grant riter with over 300 grants and 10 million uh dollars worth of of grant money every year this position is a key component to the stability of a lot of the programs that we have in our district so it just makes sense to
260to have somebody overseeing those things and making sure that they are continuing to produce revenue for us and then lastly is the coordinator one which is the multilingual language learner migrant and immigrant programs coordinator I didn't write that one uh expansion of our El opportunities and the continuous academic growth of our e population is a big area of focus in W Unified School District and we've seen a lot of improvements um in a similar position which was the tosa position um and those with expanded duties and responsibilities we believe we can accelerate that growth it's apparent that we need to increase some high level coaching as well as have a really Nimble administrator in charge of that and we think it can be offered to this position so I had one other question Appo to
261what Paul was asking about regardless of the flavor be they teacher or management or the net compensation change from the districts sitting here where we sit is a true up $271,000 that's correct okay is that to complete the duties yes all all the duties that are on the well we we had been paying 1.2 million and now we're paying $952,000 so so we're saving $271,000 from the gross expense of compensation for these duties correct outstanding okay does that answer a little bit more okay when you asked I wasn't clear about you know whether whether 271 was the real number or not still mulling it around in because I sold $271,000 to Carnation to say look that gets us a sixth of the way to 1.6 million for North pay men but believe Jeremy has already
262spent that money okay um so do you need one vote two votes wait wait Phil no I just wanted to clarify it must be the teacher in me because when I see I see teacher jobs over here yeah not going away but going being moved differently and I see admin kind of bumping up granted you're getting more duties and I understand all that it just it's a little hard for me to swallow let me help you just real quick that is also symbolic though how we have been working with our teachers inside of our district and they have been rising up going from teachers to administrators no no that's a good point no I mean yeah I see that I just wanted to a fair point Paul is it fair that yeah I'm not I'm
263not I'm not questioning it I I just to me it looked like it was different I mean understood yeah maybe you can all right so um do we have motion on this this is okay I'll make a motion can we do one for both items one for both seconding thank you and then vote no roll aoll oh I'm sorry public comment I'm sorry it's been a long night are there any public comments no okay yes yes oh we just vote oh oh all those in favor yeah oh so this is not a roll call okay so all those in favor sorry all right so that looks like that passes thank you no oppos favor I know wait ar oh yeah that's right is that the newly minted 5.9 yes okay so we are now at
2645.9 the consideration of discussion of board policy 5117 inter interdistrict transfer policy and i would support the motion we made let's defer that till next month okay agenda adjustment okay great and I would make a motion for a 15minute extension this is getting fun he's calling Taco Bell and Pizza Places they're all closed we we're stuck here no food all right all those in favor of a 15minute extension second and I yeah so 10:15 Jen tear the lights off at 10:15 okay thank you all right so now we are at item 5.9 uh which is employment agreement consideration and possible approval of superintendent contract and this item will be presented by myself um so there is um some language that I need to read because it's legally required of me to do so so I'm
265just going to read it um so effective January 1st 2017 pursuant to government code section 54953 subdivision C3 before taking final action on an employment agre agement for a local agency executive or a salary or benefit increase for a current local agency executive the board must provide an oral summary of the salary and ref fringe benefits for local agency Executives for consideration of the board tonight is a contract Amendment for our superintendent Jeremy Decker who is a local agency executive within the meeting of the law the term of the amended contract is July 1st 2023 through July 1st 2027 the superintendent shall be placed on step 10 of the superintendent salary schedule the superintendent salary schedule shall be increased by 6% and the superintendent's new salary shall be 25953 retroactive to July 1st 2023 and
266regarding fringe benefits the superintendent shall receive the following family District paid Health dental Envision benefits as provided for certificated employees a district provided laptop or tablet a monthly $100 stip in for cell phone used for business purposes a monthly $350 stien for work rated automobile expenses and uh something that you know we had a discussion about on the board is that the contract will provide for a $10,000 discretionary bonus um however at this time no criteria has has been determined for that discretionary bonus the superintendent shall not be eligible to receive the bonus until the board determines and announces the criteria for eligibility at a subsequent board meeting the superintendent will only be eligible eligible for the bonus if he meets the criteria and so what I would like to suggest is if we could
267if there's a a motion to approve this tonight with the understanding that at a future board meeting we're going to be discussing the parameters around the discretionary bonus uh because that that needs to be fleshed out and legally we need to have more specific language in the contract about that that is my suggestion I'll make a motion that we accept this contract as written with the understanding that we will subsequently meet as a board to define the crit criteria for the $110,000 bonus to be awarded at a meeting later that the board can schedule and then discuss as appropriate yes is there a second okay all in favor I any opposed public comment um public comment and I'm sorry is there a public comment no there looks like there was none so oh you come
268up here yes just you need to talk from the podium George our homebased audience needs to hear us good it's just informational um just curious the last time the school board actually extended a contract of a super superintendent seems like it's been a long long time it has not happened in my 11 years on the board wow yeah maybe Harrington was the last one we'll ask him at the panel discussion next I'll ask him George thank you so that looks like that passes and then you know once again we'll complete that language in an upcoming meeting and let's see we did say we were going to revisit this calendar yeah at at the very end here so it could be a quick discussion please so we have it's January 7th I believe or a 607th
269Brian well here let me see the counter please Jen so we have a professional development day that is scheduled on the 7th of uh January okay currently September 6th is a student day okay what we would like to do is flip those make September 6 to professional development day and and move Bas basically classes would resume on the 7th for students we're just switching so it doesn't change anything for our our teaching staff um but it does change things for our families and the reason we're doing this is because we were trying to further our PLC work one of the individuals that has been a presenter for our PLC work was requested by all the teachers participating uh they asked that we go and get him to present to our full staff because he was
270very inspirational and so we we Brian uh contacted solution tree we couldn't get him on any of the days that we had already booked but he could come September 6 and we wanted early in the year to really set off the work that we were doing so that's we're requesting that change to the calendar and I see that we've gotten a color version that says board approval on February 15 2024 so I'll make a motion to approve the whatever revised version the the February 15 2024 version of our calendar thank you okay second I'll second thank you I'll in favor I any opposed and we do have to recess back in the close session it could be really short but there's an item on there that we have to take action on okay within this
271same item no from our Clos session see okay and we'll have to report out again thanks for playing at home so the report out if you really want to stay will happen over in my office if you want to stay for the close Kelly are you sure come on I see you walking Jeremy skin we Jeremy can we adjourn over there or do we have to come back here we don't have to come back here that's why I was saying we'll we'll go back and open over there and Report out be sure no we're gonna over there started at 6:30 [Music] A.M and
