001Rick and the league comprised of 19 players six seniors in our top ten so too we we'd be honored to hear from you now president let's get let's get let's get the school board a hand um so we had a 14-0 record we were at an overall record was 15-3 we we had two all-league singles players say Ting Chan wave your hand understand McDonald's so I'm proud of these guys they're good student athletes uh the only thing I have to say I want to thank the school board and this is a great year to accomplish something to bring back the Berkeley High tennis courts I'm just going to give a little little history Berkeley I had tennis courts from 1950 to 2001 then it became a parking lot on Milvia Street a lot of people

002know about the parking lot but I'm all for teachers parking but we're the only public high school in the East Bay that doesn't have their own tennis courts on or near the campus so two more this is your year I know you can do it um the team we're honored to be here and my last thing I'm going to say the thing I tried to tell these guys they said stay humble and stay hungry and leave what because [Music] all right thank you foreign thank you so much if anybody else all right at this time we will have our report out of closed session uh vice president vasudev yes uh closed session was called to order at 5 43 PM all board members were present item 3.1 existing litigation there was a motion to approve

003staff recommendation that was moved by director shanosky seconded by vice president vasudev all directors voted in favor for item 3.2 superintendent's evaluation the board discussed and provided Direction and that concludes a report out from closed session thank you so much at this time we will move towards our Open session of um public comment um based on the number of cards that we have you will have one minute each and for certain topics where I have multiple cards I will try and at least call five people from your group just so that I could be sure to hear from as many people on a variety of topics as possible um I would like to start with this pile what's this pile I would like to start with um or with piles that have the most students

004here as well so this means we're going to start with the National Society of black Engineers the junior chapter um if you all would just like to pick your five Representatives dude I would just like to pick your five people to speak uh that would be awesome and you'll have one minute each uh please say your name uh before you speak and uh she will start the timer all right hello my name is Oshie I'm with the National Society of black Engineers Junior chapter and I want to say I'm extremely grateful for everyone that helped fund the National Conference um it was a truly inspiring experience to see accomplished stem professionals um and also meeting students from across the country and seeing how they ended up in the same room as me so I just

005hope that overall that next Generations get the same opportunity so thank you thank you okay uh hi my name is Eris I'm the vice president of nesby and I just wanted to say thank you also um it was my first time ever being in a room with that many um educated black people and just seeing like the opportunities that are out there and available for us was really inspiring um I was able to talk to people that go to a bunch of different schools hbcus USC um UCS um I didn't meet anyone from USC which is what I committed but uh I did meet some people from some Ivy League schools who were like man just apply you know just so it was really cool just seeing a lot of people and just seeing a

006lot of like educated people in the field I'm um going into so I just want to thank you guys for allowing us to do that and allowing like future generations to also do that oh uh stem yeah I'm gonna be an aerospace engineer that's what I committed for USC yeah okay I'm Fabian worku and I'm uh really grateful that I was given the opportunity to attend the National Conference in Kansas this year and there are like many different aspects of the trip that I found very beneficial like attending a College and Career Fair that exposed me to like a vast amount of jobs an engineer can have that I'm interested in learning more about and I was also given the opportunity to talk to representatives from colleges around the country to learn more about their

007engineering programs and also receive the advice for college applications and throughout the trip we also attended different lectures and workshops that provided us with technical skills and knowledge that we can all use in the pursuit of a career in engineering and also being in a space full of so many people who shared my racial identity as well as an interest in some was something I'd never experienced before and like that component of the conference had like a great impact on me and finally seeing all the opportunities and possibilities of what I can do in the future has sort of been a newfound source of my motivation for me to not only continue my membership in nuzbe but to continue continue on in the field of stem hi what's up hi my name is Raymond Johns

008and I am the current treasurer of the National Society of black Engineers our Junior chapter uh this year it was a really great experience for me to be around a bunch of people that were interested in the same thing I was this field of stem more specifically engineering and it was really great to be able to interact with a bunch of people that have that are like-minded and it was an experience that I had yet to previously experience which was just amazing being able to talk to a bunch of people that I identified as being very similar to uh I it helped to improve my skills in terms of organization and many other factors that helped kind of get our club to this event and I'm very grateful for your support thank you hello everybody

009my name is kiranyabelle I am a junior at Berkeley High School I was quite excited and looking forward to the forward to the nesby Twitter night annual convention I was told repeatedly in the weeks leading up to the conference how wonderful it would be to meet people who look like you and share the same interests as you as well I was shocked to see how many people there were when I initially arrived to the conference because I had no idea nesby was such a was as large as it appeared to be it was fantastic to chat with my peers around going on going on and take advantage of the conference amenities even better than that was an Innovative Community bidding building that it came up with to enable you to collaborate with people from all

010around United States and put your skills to use I was then able to meet people at the conference who helped me better understand what I want to pursue After High School and get a better understanding of what I want to do the keynote speakers in my opinion were the highlight of my trip since they each discussed each discussed topics that caught my attention and kept me focused the job fair also known as the career fair was undoubtedly another high point of my journey the number one yeah that's it that's it my fault can I get 30 seconds yeah yeah as advisor of the club and somebody who has a personal testimony I just want to thank you off of me is open I went to cash my and I never had the opportunity to fly

011nowhere when I was in high school I never had the opportunity to stay in the five-star hotel when I was in high school I never even saw black engineer before me and Romel was at uh San Francisco State uh study in engineering so for them to have this opportunity at a such an early stage is really going to be a motivational Factor they might not even know yet but it's really going to be a motivational Factor as they pursue resiliency within the institution that we know sets up hurdles that they have to jump over so thank you again for supporting us for the second year in a row and it's a perfect opportunity to share a little information about first of all two of the students here are um our seniors one is on our

012way to Stanford studying chemical engine yes yes chemical engineering biochemical engineering and uh I already told you he's going to USC every year we get to give a peacad scholarship since 2021 parents of children of African descent has set up a scholarship um really stem and CTE related um it's in the spirit of Honor parents like Karen Hemphill who was an early founder of PCAT who were strong Advocates of CTE and PK she was a PCAT leader um this this year's recipient is ours Carter okay and he'll receive that notification that black graduation and the check will come in so it's a thousand dollars from PCAT scholarship this year thank you and thank you so much this is also a perfect time for me to acknowledge that um upon the passing of a director or

013former board member Karen himfield we raised over twelve thousand dollars in her honor to be donated to our stem programs which will be targeted towards nesby so thank you to all of our Community Partners who helped make that possible and you can still donate see y'all heard all the good reasons to keep giving next I will move towards I think this is another group primarily of students here in support of rice The Rise program if you all will come forward and pick five people to speak on your behalf we had a lot of people speak today but uh could we just have two minutes for one person and three minutes for another if that's what you would like it's still five minutes yeah it literally five minutes and then we know you got a meeting

014next week all right so I guess the clock is starting I'm not going to waste your time today with stats and data I'm just going to show you some eye candy I want you to know who is in the room so I am the director of Rise um I have one male case manager somewhere over there Mr Wardell miles I have another case manager right here Mr Javier who is a rise graduate he's one of our graduates and now been a case manager for going on Seven Years also in the house we have other graduates we have um Angela fillingham professor at SF state adopted out of El Salvador we took her on we also have uh Priya who is a principal at Helms Middle School we have tons of grads that are here that

015came back especially for today from Humboldt State and other uh countries uh other schools so I just wanted you to see who we are I also wanted to see we have a number of kids that serve on our leadership team so if you enjoyed the book that we read last year or that that way past you I'm gonna have all those kids raise their hand who's on the leadership team or who was part of the leadership team last year or who spoke at healing through our stories thank you and was that two minutes or one minute oh okay I get two minutes don't don't steal my time so um we have what's called a leadership team and that dream addresses what's happening with young kids so last year through the Berkeley Public School fund we

016had these things called healing through our stories where we shared space where the kids could come in and say what hurts them and we could work on it together I know it's a scary thing because I'm a math teacher why am I entering that world but they asked me that we want to talk so I have to give them that space so um how many people went to our healing the stories last year or this year how many people that are here up here in the book nine okay how many people are here on our leadership team so Professor fillingham we're currently doing a research project you're all invited May 30th at 2 30. it's um working with black and brown in the public school system uh what works what doesn't work and they're going

017to present their data to you so I just want to thank you so much for that time our next parent we wanted to give her a special time and her time will be translated we've worked with three of her kids and this is Rosario president Babbitt do you want to give her four minutes yes and I'm here to share all my experience that I have with the rice program s the exit exam in 2006 my son could not pass the exit exam and he could not graduate um uh in 2006 even though he could not graduate from high school thanks to the support from rice and his mentor Angie through the um adult school he was able to continue his studies 22 hours a day after school and he was able to graduate unfortunately he

018was deported back to Mexico but he continued to his studies and now he's uh in a school called uh Ola code and now he's a coding he's coding in Mexico professionals thanks to the rest program who also supported my younger daughter she's not an immigration attorney and we need more programs like right to support our students of color so that they can keep following him all the way to high school in college um diploma thanks to all the support in arrived I was also able to get my GED in Adriana Betty was my mentor and she tutored me and allowed me to gain my GED foreign this is why we need to support this program because even though my children are no longer in high school we still need this program to support more kids

019that are coming through thank you very much thank you thank you you may have your seats thank you all for being here this evening the next large topic I have is for uh bathrooms at the various schools if all of those who put a card in around the bathrooms could come forward and can you would you mind picking five people to represent your ready okay and then you can divide the five minutes however you like good evening um just to to let you know we are here as a group in support of um BHS students who will be submitting more a proposal to you all very soon um my name is Ricky Moreno and I'm a member of gisa and also um currently serve on the district's G-Shock committee I'm also a nurse coordinator in

020our our pediatric transgender clinic at Kaiser Oakland um I'm here as a concerned parent and Community member I imagine that you are all aware that transgender Youth and their families are currently experiencing threats to gender affirming care in our country while care in California is not threatened in the same ways our youth here are still feeling the impact see this every day in my work they're scared they're worried for themselves for their families and for their community we may think that we live in a bubble and are safe but it's not really true even in Berkeley gender expansive youth face bullying and and discrimination and that's real six years ago I stood in this exact same spot and spoke to the board about bathroom issues across the district today we're still talking about the same

021exact problems what I know is that kids stop coming to school and they don't when they stop feeling safe they stop coming to school and they stop paying attention in class when they have to go to the bathroom and there's nowhere for them to go and their mental health is impacted negatively when they're not treated as full people and still the district hasn't addressed the issue our kids deserve more we have a community we have a responsibility as a community to rise up and find Creative Solutions San Jose San Leandro have all resolved these issues with their bathrooms we're not doing anything six years later I really urge you to listen to these kids thank you so much um for our listeners at home I just want to ask everyone to please be mindful to

022really speak into the mic so that we can really be captured and heard um so do you want three more people to have one minute each or how do you want this to work I just need one minute okay so one minute so three people one minute that worked okay okay thank you hello my name is Noah Leroy Nguyen I usually them pronouns and I am a teacher at Berkeley High School here to talk about bathrooms the state of BHS bathrooms has escalated to the point that multiple students have told me that they never use the bathroom at Berkeley height I hear this most often from trans and genderqueer students who only have access to three single occupancy bathrooms across the entire Campus of nine buildings and 3 200 students these are often in a

023completely different area of school from the class of studentism this lack of bathroom access is a foundational issue a domino which topples many other parts of our school culture and safety by removing students from class time making it hard to focus or just making them feel unsafe it does not matter how engaging of a teacher I am if my students are crossing their legs trying not to pee their pants I know that this problem does not have an easy or cheap solution building more bathrooms requires space and money which we don't have a lot of but educating our students on proper behavior requires time to communicate and learn but we cannot let these obstacles become the excuses we use to not properly take care of our thank you hello um my name is James weinerfashing

024I'm a junior at Berkeley High and like many other students um I basically cannot use the bathrooms at school um I cannot use the gendered restrooms um as a guy and as someone who appears masculine I cannot go into the girls restroom that would make me uncomfortable as well as making the girls in there uncomfortable as so I cannot do that um however as someone who is often clocked as a girl because I do not pass a CIS guy um I cannot walk into the boy's bathroom as I would risk sexual harm um this leaves me like so many of my peers with the limited and often non-functional gender-neutral restrooms um we're required to be at school for eight hours a day yet the school fails to provide us with basic necessities like bathroom access

025to all of its students um how can we claim that Berkeley High is this welcoming and safe place for students but how can we claim anything close to that when it doesn't provide basic necessities like bathrooms to its students thank you I apologize when you hear the buzzer we need you to finish or something uh hello I'm as Rich Hessler stats I am a student at Berkeley High and it is not only that there are only three single occupancy bathrooms for gender-neutral students or gender expansive students at Berkeley High it is that more often than not they are locked or completely vandalized and unusable for students I have in the C building a student a building which holds four four full class four full floors of classes for students I have never seen that bathroom

026in use or accessible to any gender expansive student good evening superintendent Ford marthelin Direction directors of the board my name is Calliope Sinclair Bowman I am in third grade at the Malcolm X Elementary I am sharing the following statement on behalf of a fourth grade student at Rosa Parks this is their message to the board I'm a fourth grader at Rosa Parks Elementary and general non-conforming and I want to share the importance of non-jet bathrooms at school I don't feel comfortable entering these bathrooms because of this two genders thing I don't feel 100 girl or 100 boy it's an unfair system why should there be gendered bathrooms anyway what's the point I don't understand why gender is so important to you when it comes to a room with stalls and toilets I don't want kids

027like me to get all stressed out about what restroom to choose to do their business Rosa Parks is the only School in the district that converted most of its bathrooms to all gendered the rest of the district should do the same please do please do this in the middle schools in BHS before I get there I just want to use the bathroom I mean it's not like I'm asking for a world peace or anything thank you and thank you all for being here this evening thank you you may have your seats at the next group of students I see are from Bay Tech Academy thank you so much you will have five minutes among you uh before we start I'm not a student I'm a teacher so got two students here um I don't if

028it's okay I would like to could I speak for one minute and then yeah one minute cool okay well uh good good good uh evening everyone the Steam School Board superintendent president Babbitt Etc my name is Romel Lamar L I'm a math teacher at Berkeley Technology Academy honors to a student director Tiara Brown our graduating senior and uh you know thank you for your service on behalf of b-tech mob my two cents is just a simple reminder if btag is funded to the capacity to service 150 students we will be able to provide 10 teachers a through G program CTE Pathways academic Pathways and a whole host of other things so that our students will not be relegated to the uh status of a continuation school and we could actually be an alternative uh comprehensive

029program so I'm here on on behalf of my previous Service as a p o rep on behalf of my you know Town business beat Bay Area you know uh uh Friday is Malcolm X birthday uh thank you very much foreign I go to be Tech I'm in the student leadership I'm a the student governance Council um as a as a student who attended Berkeley High my ninth and 10th grade year what happened my 10th grade year and I proceeded to go to B Tech for a better education for myself because I break the heart I couldn't learn like I didn't understand some of the things they were teaching me and I came to be Tech and it was different for me I had people who understood me they could teach me in a way that

030I understood um it was just a good community and then so my concern is as a student going as a student attending Berkeley schools whether it's a B Tech or Berkeley High I do not understand why one school has more resources than the other I don't understand why my school can't be up to level with Berkeley High but that that's all I have to say that's it thank you thank you and you see you're replacing student director is is he the replacing student director for next year yes all right we'll see you next year good afternoon my name is kazetta Hillman and I am a junior at BTA and I just came to announce our needs for our schools such as counselors we need counselors for people who are dealing with mental health and things

031outside of school and I also came to announce our food we have it's very unhealthy and we we had a salad bar until our kids ended up some of our kids ended up leaving and we have less kids and what Janaya said about Berkeley High and BTA with our resources and our class electives we have like we have we we do this little like a BSU meeting we try to connect with our students and we make relationships and build character oh I forgot what I was going to say yeah um our print we need a principal we need one principle for one because it's like we we share our principle and we we need her oh my God I forgot again specifically for us and not have her busy for two schools okay exactly thank

032you so much we appreciate you coming thank you all for being here now I have a large number of people here for Sylvia Mendes modernization project if you all can um divide five minutes among you thank you good evening my name is Juliana awas and I'm the proud bilingual literacy coach at Sylvia Mendez I have great concerns about the proposal the proposed construction project let me outline my three really quickly there will be a dire lack of outdoor space with almost all of our current play yard covering Portables there will be inadequate inadequate space for recess assemblies and PE just yesterday a former San Bruno teacher shared with me the challenges that one Elementary School is facing while undergoing their own modernization um nobody saw the lack of outdoor play space as a big deal

033now they see the lack of play space as the root of many challenges at the school it's in the news check it out the school also just learned that their two-year project now needs to start a third year there's not enough indoor space to meet student needs the most vulnerable students so students that this very District works so hard to serve are English Learners won't have the place to do their best learning so think about that too thank you when I'm not chess board members my name is Rocio Usman I am a proud fourth grade parent and a passionate Twi teacher esteba Mendes I've been a teaching for 15 years and for the past 11 I've been a Serge Mendes my commitment and dedication to the Communist Community is immense first I want to say

034thank you and how grateful I am that the district is putting so much work into improving the school buildings and come our students deserve it but the current plan is as presented is just not viable to function as a school I want to spend some of the biggest concerns with the modernization there will be a lack of outer space almost all our yard will be covered in Portables where will our students have recess where would we hold PE there is not enough indoor space to meet our students needs there will be no cafeteria no science room no Library no Gathering space a very little Alternative Learning spaces where will all the interventions Services specialized Services counseling happen there will be no space that allow confidentiality we have the majority of multilingual Learners and newcomers where

035will all the English language development classes take place this won't take a year I ordered this to explore other more Equitable options for all our students these plans that not meet all the requirements of a civil learning environment thank you foreign I'm a parent of a Kinder student and an incoming TK student at Sylvia Mendez I'm also a mechanical engineer in the building industry specializing in K-12 projects I want to thank the busd facilities and lpas design team for their really their great work product and their wonderful design for the campus however I'm here today to raise concerns regarding the current plan for the temporary classrooms and facilities for the school my understanding is for a minimum of one school year the full student body and all staff related functions are being moved to 22

036portable classrooms lined up tightly over the blacktop while the main building undergoes major modernization right next door you've already heard the major issues from our prior to speakers um so I just also want to say that I've worked on a dozen of over a dozen of K-12 schools in my 18 years of building industry experience and I've never seen a proposal that is this unreasonable and unworkable our ask for the busd facilities group and John Calise is simple the temporary classroom plan is unacceptable please provide the school Community with alternate options for relocating the school during the renovation thank you [Music] how many people spoke already I think you have two minutes left is that the consensus of a boot y okay if we're doing translation yes so then we'll do three minutes to add

037time for the translation thank you okay my name is El comita a um [Music] my name is Mayra I am the President of the elat committee and I represent more than 80 parents here tonight and I I want to talk about um the negative impact of the renovation is foreign I want to advocate for our students the the their class is as important or maybe more important than all the rest of the class because these kids are not only learning English but at different from the rest of the students they're obligated to take a test to reclassify them as English Learners this creates an additional stress on them in a Twi program where most of these students are are um immersion Learners and but they they need they need a classroom that is dignified for

038this type of class for this type of learning experience possible our children have the legal right as students to receive at least 40 minutes of quality education in this class this English learning class or dominant Spanish class and I doubt that throughout the renovation the school will be able to provide this with the current plan is I invite you to be more empathetic in this moment in the moment of exploring different options to offer us options that are more realist more Humane more Equitable safe and dignified for our students and the Personnel of Sylvia Mendes foreign with the legal requirements to offer a dignified and secure space for this learning and it will it will limit their development of the high quality education of as a district and as a school we're here to support

039you yeah thank you and we're here to support you and thank you thank you thank you all for being here so this leaves us with five minutes left um and I have a student here for lunches you will have one minute followed by Gloria Gladys acampo Stout and Hector malvito good evening my name is Soraya durrani I'm in fourth grade at Sylvia Mendez Elementary imagine if you didn't get enough to eat at work well I'm not getting enough to eat at school lunches many other children feel the same way being hungry interferes with our learning and makes the teacher's job harder when kids go back to class angry and hungry when I asked for seconds I'm told there aren't enough for everyone even though there are leftovers also they give the same serving size of

040lunch to TK and fifth graders when I was younger it was enough but now it's different kids are growing and we need more food for example some kids go to after school they stay all the way till five o'clock or more and need to get a big filling lunch to last all that time when I brought this up with my teacher and principal I was told to bring more food from home but that is not the point of school lunches the point of school lunches is that kids who don't have food at home get enough food at school please provide the children's that the Berkeley schools with more food thank you for your consideration all right thank you if I've called your name please come and line up so you can immediately take the mic

041after Hector will be Yasmine Navarro and Then followed lastly by um Joyce pissing out sorry if I didn't pronounce that correctly we will receive you now I'm going to translate is it okay for me to have a few more minutes to translate in Spanish as well if you if you it would be whoever said we could just do it in English but okay because we have a few Spanish-speaking parents here okay umidos we wanted to share our eight budget priorities Latinos unidos has had multiple discussions on the educational needs of our youth and their families and can come up with the following recommendations for your consideration the most important asks we have we received from our next families is to provide access to more bicultural and bilingual group mental health support services for both students

042and families due to the impacts of gun violence the trauma migration Journeys and facing systemic oppression this could be in the form of mental health professionals or in stat and site staff solely dedicated to the well-being of students and building Community lub has also been involved in ethnic studies curriculum development which can only continue and go into operation if the district fully funds the recommendations made by the ethnics that is planning committing which is part of made up of Staff teachers parents and Community organizations lub would like to thank you for your time in serious consideration of these very critical priorities and recommendations to ensure all of our students and families receive the respect and the dignity they deserve in their Journey for Quality education um there's that okay um recommendations spirited good evening my

043name is Hector malvito I'm a member of Latinos news at Berkeley and like my colleague Gladys Ocampo Stout I want to just continue the recommendations that are part of uh our budget um regarding College and Career Readiness we're also asking for further financial support for Puente to ensure it is being implemented in culturally responsive ways at both Berkeley High School and Longfellow Middle we are concerned that the targeted Outreach for latinx Learners is not happening um we asked the district to keep your commitment to a latinx resolution provide targeted Outreach to Atlantic students and their families for the Puente program we are also asking for additional support for already existing identity-based programs such as the wonderful rise that you just saw earlier and we're also specifically asking the district to fund field trips for college

044tours for identify base for identity-based programs like Puente Bridge rise and College Bound the last thing we would like to highlight and ask is that our parents have been requesting over the years is the district to provide district-wide tutoring for English and Spanish ell students I'm going to say my statement in Spanish now um my name is [Music] foreign a dementia is hi good evening distinguished board um I am Yasmin Navarro a college counselor and Puente counselor at Berkeley High I have a caseload of 800 students using the transcript evaluation Service website we can see that 47 percent of our Latina students this year this class are graduating even eligible to apply to UC the number goes down to 31 for our African-American and black student population while we appreciate programs such as Puente rise

045Avid why Scholars and Bridge these are all stop gaps and reactionary to the state of education in the U.S securing additional funding is work on top of the educational work that we're already doing I hope that the district can move forward with acknowledging the needs of our communities have gone unmet since the creation of this education system until that is addressed we will always have brown people begging for money and resources to ameliorate the lack of investment in communities of color all this to say that I wish that the education system had been creating with Latina African-American Asian Asian and Pacific Islander and underrepresented folks in mind because these Band-Aids will not hold thank you Joyce pissing out peace and now sorry good evening school board members I'm Joyce pismanont and I'm with the USD

046Asian Americans and Pacific Islanders and on behalf of our group I'm here tonight to strongly encourage the school board to fund the proposed busd ethnic studies initiative as proposed by the ethnic studies advisory committee our group was formed during the Spring of 2021 in response to increasing anti-asian harassment in Berkeley and Across the Nation after serving our community one of our recommendations provided was uh to both past and current superintendents is increased education and awareness of systemic racism in our schools and the impact it has on our students we believe the ethnic studies advisory committee's proposal to provide TK 312 ethnic studies curriculum will begin to address these issues um ideally the methodologies that the teachers will be trained in will begin in elementary school and continue throughout high school and through interdisciplinary subjects like

047language arts and science and not just as a separate solo ethnic studies course so again we respectfully request full funding and support the proposed planned thank you it really is just two more people which would be two more minutes so can we hear from Katie Reese and Brent blackaby and Miss Rosario I'm not a panelist on the Zoom link yeah hi um good evening my name is Katie Reese I'm here as a busd parent and educator member of the group reading for Berkeley you all have heard from me before so I'll just email you what I was going to say um but tonight I'm would like to highlight the two new leadership roles that you're going to approve in this evening's consent calendar one is the director of curriculum and instruction role and the second

048is the pk-12 literacy coordinator role thank you for creating these roles I just really want to applaud this move um and as you select the people who will pick up the torch of this literacy improvement work I want to urge you to look for some really specific qualifications beyond the basic qualifications listed in the job descriptions that are as they're currently written so I'm going to send you a list of those qualifications but please look for an expert in the field especially for that literacy coordinator role this is a position that has the potential to change outcomes for our students across the whole school district and to impact all of our student evidence and their ability to read thank you thank you thanks for the time uh good evening board members superintendent my name is

049Brett blackaby I am the chair of the school site council at Cragmont and the father of a Craigmont kindergartner I'm also speaking for more than 200 parents and teachers we're renewing our call to make campus security a priority in next year's budget we know that you guys have a lot of considerations in the budgets we're just asking for consideration of this we have three specific asks of the board about that and and since budgets are reflections of our priorities one is to fully fund and hire a district-wide safety coordinator the position was authorized in previous budgets but not hired so please fund and hire that role two is to set aside funds in the budget for immediate quick win safety fixes on East Berkeley school campus because we can't afford to wait for multi-year facility

050Cycles to get this done and the third is to support the creation of a district-wide safety task force comprised of students and staff and faculty from across the district the that can make this a priority and continue to work on this in the months and years ahead so thank you very much thank you looking online we do have five public commenters so I will see my board comment time to them so they may each have one minute each if you can just promote them one after the other um Alicia Thompson Alex Day Cora Stryker Boris bori and one more person raise her hand William Robinson that's it nobody else thank you we will receive you now Miss Thompson hello everybody um thank you president Babbitt for seeding your board comment time for the more public

051comment um so my name is Alex day I teach at Berkeley High School um I'll try to be real quick Berkeley High School needs a comprehensive upgrade and redesign for student and staff bathrooms um for staff access to a sufficient number of bathrooms has been an ongoing crisis especially in the g h buildings where there are only three toilets for over a hundred staff who work there at any one time this causes staff to hold it to hold it in for hours at a time or Sprint down the hall sometimes even to neighboring buildings to get two bathrooms during six minute passing periods this has caused Great emotional and physical distress I'm in strong support of the plan for gender-neutral multi-stall student bathrooms across the campus as well as Verizon Puente by the way and

052I've I've heard from District staff that there are potential solutions to student and staff bathroom access but they are years away um students and staff need reliable access to bathrooms urgently board members and superintendent pre please prioritize the sourcing and funding of trailers of porta potties to be stationed at multiple points on campus to start the 23-24 school year an interim solution it is but that's what we have right now thank you very much for the time thank you um did the student Alicia Tom can speak not yet okay um Miss Striker if you can mute and we will hear from Alicia Thompson thank you good evening to you all I am an eighth grader at Berkeley independent studies my school has given students a better chance to learn rather than having their students Russian

053classes every day we're also the best option for students who may have been bullied in school or have other mental health issues that school could worsen knowing our school has been that has been rejected from receiving adequate funding has infuriated me deeply for a district who openly says uh students are the type priority I find it tragic that we here at bis have and refused proper funding we are demanding more funds so we can expand our staff and our program we must financially support our school more as in this as it is a necessity for our staff but most importantly our students and their families thank you thank you Ms Stryker we will receive you now thank you so much um I love I just watching this I love our schools I love our town

054I just think that Berkeley is I'm so proud to be a Berkeley parent um and I'm so proud that my kids are growing up in this amazing City I have a first grader at Berkeley Arts Magnet and incoming kindergartner and I'm here because um I'm afraid I I have panic attacks every time and it happens too often there's a mass shooting somewhere in this country um 99 of school shootings occur because a heavily armed person walks through the front door of school shootings can be prevented by locking the front door buzzering it so that everyone who walks through that door has been visually verified to not be holding heavy artillery um all the subtleties and amazing things our schools do just blow me away everything everyone has said tonight has blown me away but I

055beg you to please make securing every Berkeley School against mass shooting a high a high priority um I was just going to say the mental health also is important for the kids awesome thank you so much Mr bori we will receive you now hi thank you all distinguished members of the board I just wanted to express from my heart tonight uh [Music] looks like we lost him sometimes it connects yeah right back so hi hello all right my time and I disconnect but um can you hear me yes you may go okay thank you sorry my rooster uh so mostly my concern is regarding the artificial turf that's planned just for school uh there's an official for heat um you heard me speak on this before but I studied some documents so I'm just disappointment

056with the process and the undemocratic ways that some of this stuff has been decided at our school uh and I also mostly would like to point out [Music] maybe try turning off your video [Music] maybe turn off his video for him really no information regarding it and I would at least because it does come out awesome thank you that's that's really all I wanted to say the page hasn't been updated they said that the meeting that they did have with us would be posted the following day and it is uh it's still not up there nor is really I can't find any information [Music] thank you you can't pay for this you can't you can't you can't even buy this package okay Mr Robinson we will hear from you now foreign we can just start

057talking I think so my name is William Robinson my name is William Robinson and I am and I am in second grade as Sylvia Melissa at Sylvia Mendez Elementary and I think our school should not have Construction because kids will have to use the porta potties including the tkers and I don't think kids would like to use the porta potties and because we will only have a little play area on the yard awesome thank you so much there was one person here in person whose card was in another pile um Miss Keisha Henderson I will acknowledge you now thank you thank you good evening my name is Keisha Henderson and um I'm here because my I had two children that did graduate early um from Berkeley School District over 10 years ago I arrived a

05812 year old that just recently started in March at Willard and she has been bullied since her second day of attending school March 15th I have addressed this with Mr Alex the vice principal malete have showed him screenshots them being cyber ballooned bullying at the school apparently is the behavior of these same group of girls who's not from Berkeley but they go to school for whatever reason here so I'm just saying that's the behavior of them but he continues to undermine it um I've requested emergency transfer prior sent the email to Tanisha Wilson and her result in March 10th my baby brung because she did not get any support she brung a weapon to school made a weapon with a sock because she was getting jumped she was going to get jumped so she had

059a fight she suspended we go back to school on Friday I do not feel safe because of the outcome he does nothing so that's why I'm here today thank you thank you um and everyone you can email us your full comments I know that some of you plan to speak longer thank you for um sticking as closely to time as possible and again you can email us any of your comments so that we can read your full messages now we will move towards committee comments is there anyone here or online for committees no okay now we will go to Union comments we have our Union Representatives you have five minutes okay how much time do I get today five five minutes all right just making sure hey my name is Regina chigoya my pronouns are

060she her I am the vice president of Berkeley Federation of teachers I just like to say this is a beautiful example of students and teachers and parents coming together it's it's just so I just just take a deep breath and get some chickens um uh I'm here to speak tonight about agenda item 14.1 budget recommendations BFD supports many ideas in news priorities but wanted to highlight some that we believe will directly impact will positively impact our teaching and learning and we also know they're to be aligned with our fores Excellence Equity enrichment and engagement um so to name a few such as the English language development Specialists and school safety officers at Berkeley High School and at our Berkeley Independent School we also need enough staff to support students needs in addition we hope the

061district revisits our work with the universal 9th grade math team bft believes resources to support students and teachers in our high school math program needs to be in the list of on the list of budget priorities and so from Berkeley High School to the Berkeley Independent School and studies are secondary students particular needs significant Investments and services in order to meet both safety goals and academic goals so um thank you very much awesome thank you do we have any other Union Representatives here this evening we do have um I believe Jocelyn Foreman which I will promote thank you foreign you hear me yes okay uh I want to say good evening to the distinguished board thank you um I wanted to draw your attention to the new HR executive position and I want to encourage

062the board a whole job descriptions I have been able to um decide what the new Duties are versus what the old Duty are um as they are not highlighted in this new job description uh playing we lost her okay I don't I don't see her here um you know that through we're currently um going to a class that this class like comp is done with Fidelity it is a little bit frustrating to watch positions around for years in week classed and promoted before us um I would encourage that we promote from the ground up not from the top down she she dropped but I'm just waiting the time out it looks like we've lost Miss foreman and it's not reconnecting um and I have a horrible connection I want to say it again I want

063to encourage um this class income study for us to be provided from the ground map and not the top now most of the people that have arrived here have just started we've been on the ground some of us 10 15 years this class and comp needs to work for us hey she said thank you right okay thank you and again you can feel free to email us your comments so that we will have the full um breadth and scope of what you wanted to convey we would greatly appreciate it now we'll move to board member comments is there anyone who is pressing to speak okay director Brown uh good evening everyone I'd like to thank all of you who spoke to us tonight in regards to nasty nasty rise uh gender the need for gender

064neutral restrooms uh b-tech and fully supporting the program Sylvia Mendez construction lunches the Latinos unidos recommendation ethnic studies uh leadership roles school and safety as well as school security independent studies funding artificial turf bullying and our special appearance from the rooster uh it is really a joy to see all of you all uh assembled here all of you all who were assembled here this evening our boardroom has not looked like this since uh late 2019 and so I think that it was mentioned earlier that this is this tonight was such a Berkeley night to me and so I appreciate all of your advocacy I appreciate all of the hard work that each and every one of you are doing at your respective School sites and throughout the district and your words tonight have not fallen

065on deaf ears all myself along with all of my board colleagues have been taking copious notes about what you said tonight we appreciate your advocacy um those are going to be my comments for this evening I'm going to keep them very short uh because I know we have a lot of things to do um and so thank you all so much for for your comments this evening thank you director Chang thank you so much president about it um I want to say uh thank you so much for this tremendous amount of energy today it was quite incredible um you guys had a lot to say uh also a shout out to Latinos unidos de Berkeley and busd aapi group uh SI SE puede and in Mandarin we say yo you guys want to repeat after

066me yo I can't believe you just cursed out loud I had a feeling that was a trick it's a great job tennis team our student Engineers keep building for ethical inclusivity um keep Rising rise b-tech I appreciate and I'm listening to your advocacy for counselors and services um one thing I want to note for today is that safety seems to be in everyone's mind it certainly is on my mind um a safety coordinator is important and in the same context culturally relevant and responsive education build safety so thank you for speaking out about ethnic studies and safety also means equity will access access to bathrooms for our transgender students and for our teachers and staff and we're hearing that I'm listening to that as well I joined dlac this week I appreciate their efforts from

067language access Equity also the Berkeley rent board is standing up as two by two committee and I'm working with them to try to ensure that housing interests for our teachers and staff are represented there um last but not least as uh has been raised previously bu SDS aapi Heritage Month event is this Friday it's the third annual district-wide heritage month it's going to be held here at the boardroom there's going to be child care food craft game activity hula dancing high school students are coming they're going to be doing poetry as well and there'll be a panel uh presentations on activism in the community there's a long history here in Berkeley around activism and the aapi community I will be there speaking as well so I hope to see all of you folks there and

068thanks again thank you do you have common student director hi it was a lot of people here today like now it's looking more like our normal crowd now everyone just left but um I'm Gonna Keep mine short uh we had a lot of students coming up and speaking and they had a lot of termination I was really happy to see that we had a lot of family support and just support from our colleagues our friends in general um some things I want to know is we have a lot of small graduations coming up so we have like our black graduation our Asian Pacific Islands graduation I like tennis X graduation all coming up this week and next week and we also are still doing finals for the seniors so hopefully you guys are still preparing

069for that and getting ready for that and have a good graduation season that's all I have to say thank you director shanaski I also want to Express gratitude to everyone that was here as a as an organizer myself it really makes me so happy to see people show up and speak up for what they really believe in so thank you to everyone um I have a few quick reports um one I was really lucky to meet with representatives from the gender Equity committee last week and I just want to reaffirm the commitment of Berkeley unified to gender inclusive schools including support for Trans and non-binary students especially right now in this country with all that's happening I think it's really important to make that reaffirmation and I look forward to seeing the district as a

070whole send out a similar reaffirmation of that commitment I also um heard from a number of families and teachers about safety I want to Echo the calls for a district-wide safety task force that directors Chang invested out have have talked about on the dice here I'm hoping that we and I understand that there's a meeting with the superintendent and executive director of facilities on the 22nd to also talk about safety and continue that conversation and I'm hoping that we will have an update from the board on some of those safety issues facility-wide soon last week I was really fortunate to get a tour of our bridge program at the high school and meet some of the amazing kids that are in that program and teachers that work in that program at Berkeley High and that

071along with rise I'm just really impressed with the outcomes for students through those programs and I fully agree at the same time with the comment that was made earlier that we shouldn't need those programs that we should really be supporting education throughout for all of our kids right from day one I also participated in a National Bike To School day last week and I got to hand out some stickers so thanks to Alameda County Office of Education that sponsors that program and of course it was teacher appreciation last week and I would be remiss if I didn't thank all of my my own kids the USD teachers all of the teachers throughout the district for what they do every single day and the staff as well and finally I was able to meet with Aaron

072Rhodes last week of the Berkeley Public Schools fund and really excited to learn more about the stem programs that will be integrated through K-12 with a real emphasis on getting a diverse population of kids involved in stem really early and especially making sure that we stick with it in middle school so as a college chemistry teacher I've done enough research to know that middle school is a big off-ramp for girls and underrepresented populations in stem middle schools where girls decide they're bad at math right where people say nobody looks like me in engineering and so I'm really proud to see the work that Berkeley schools is doing in partnership with Berkeley Public Schools fund to really close that Gap that's it thanks awesome vice president ambassador yeah I think uh thank you director schnauska for

073your comments and all my board colleagues Echo a lot of what you said I wanted to thank everyone who came out tonight especially our students it's always great to hear from you directly because the reason why we're all here is to serve you better so it was great to hear our young people come out tonight I wanted to also thank our nisbee students our rise students our b-tech students our trans and gender non-conforming students for coming out tonight as well as our Sylvia Mendes Educators and families to flag the important concerns related to the construction project now we undergo construction projects to make improvements to our sites and understand um that that can cause hardships and so I know that there have been numerous conversations already with our facilities department and these will continue to

074be ongoing but I really just wanted to thank you for flagging those for us and that to make to push us to think right of what it looks like to operate a school facility where we have a disproportionate number of English Learners and where we need appropriate classroom space to be able to serve our vulnerable students so thank you for pushing us and we hope that that conversation can keep going I know that I'll check in with our superintendent and director of facilities to learn more about Alternatives and what's been done thus far I just wanted to congratulate again the 98 English Learners who we congratulated last week at Longfellow Middle School really excited uh we reclassified 98 students and um it was beautiful just to see them and their families and have break bread

075and have dinner with them last week and to see our teachers from all our sites all our ELD teachers who were there celebrating their students who had worked so hard and um to really Empower them to feel proud for being multilingual Learners and so I really enjoyed that last week and I also enjoyed my visit to The Rise program and seeing uh you know I didn't know that the rice program in the 90s took a bike ride all the way to SoCal from Berkeley so it was great um just to see the different ways that they've uplifted our students and given them opportunities uh you know to dream big Beyond Berkeley and so it was really beautiful to spend some time with them last week really excited to be biking with the Silvia Mendes crew

076tomorrow 7 30 sharp Sports Basement my colleagues want to join me for Bike To Work Day bike to school day continues superintendent will beaten up I'm excited to be biking with our little ones it's a healthy way to start the morning and it'll be fun and I really want to give a shout out to our safe routes to School parent Champions who have put in a huge effort to make a bike month a really happy month and I just wanted to Echo a lot of the comments that director shanowsky made about our gender non-conforming students and our trans Community how important it is you know we gear up and we celebrate pride month but something so basic like bathroom access if we're not able to address that appropriately doesn't feel like like we're quite there

077where we need to be and so I wanted to make sure that you know I opened my doors for any any families that want to delve into this a little deeper I also want to learn some of the best practices that were called out in public comment about other districts and what they've done because we've got more work to do and I'm ready to roll up my sleeves and work with you so for all our trans youth thank you for coming and let me know how I can help and I'll be hosting office hours this Sunday we'll put them on the website tomorrow probably but just wanted to flag that for the community if you're interested in speaking and I'm excited to join director Chang Friday night at the aapi Heritage Month celebration which will

078be in this room so excited for that and hope you can join us as well thank you thank you superintendent so I love people and I love a good party so I was real happy when I came out here and saw that the space was full I also appreciated hearing folks ideas and their ask and their advocacy and so because of all that I kind of feel some kind of way the folks left because today's agenda tonight's agenda is um both an item on B sep as well as a budget update and it would be and it will be an opportunity for folks to hear how we are allocating our resources in service of our babies and how a lot of the things that we're thinking about grappling with and making decisions on very much

079respond to and align to a lot of the things that we heard from the audience member so I hope that folks went home and are now online tuning in and I would say that I appreciate folks coming I want to invite you to keep on coming and next time when you come go ahead and stay the other thing that I want to share with you all is that on Wednesday May 31st six o'clock right here in this boardroom we're gonna have our end of the year Community event we're calling it a year in review it's an opportunity again for community members to hear and engage with the various events they'll get various programs and the various accomplishments that we've had this year as a busd community as well as hear us speak to some of

080our challenges and some of our next steps so um I all you guys who are here y'all VIP you'll get a special front row seat but I do ask the people bring a friend because we are really excited to share the work that we've been able to do in partnership with so many of you all this year and also kind of give you a little bit of highlight of what we plan to do next year so thank you for for the time and thank you all for coming out and thank you to the 10 of Yahoo States thank you that concludes our board member and superintendent comment time period we will now move on to our consent calendar president Babbitt yeah I'd like to remove item 12.4 approval of job description for Executive Director of

081Human Resources I'd like to remove that from the consent calendar this evening excellent I'm I'm in agreement with that so we will ask for a motion to approve the consent calendar with the 12.4 item removed can I have a motion almost a second okay it's been moved by director round seconded by director shanowski uh Miss bios can you please call the room yes I can a student director Brown yes director Chang yes director Brown yes director shanowski yes vice president vasudev yes president Babbitt yes thank you we will now hear our first action item uh the approval of recommendation for expenditure of b-sep funds 2324 for high quality instruction Essentials of excellence and effective student support thank you president Babbitt good evening board of directors from Miss Barrios could you cue up the slide deck

082okay great so in the spirit director Brown of a Berkeley night we have something uniquely Berkeley to share with you and that is our b-sep uh programs for approval tonight nine of our B sub programs are up for your approval this evening my name is Kathy Fleming and I'm the director of local resources and Partnerships um so next slide please as always we're going to ground ourselves in our mission which is to enable and Inspire our diverse student body to achieve academic excellence and to make positive contributions to our world and we do this by focusing on our four e's Excellence Equity engagement enrichment and enrichment and we'll see tonight how b-sep honors these four e's next slide please so as I said the objective this evening is to approve nine of the B set

083plans in the high quality instruction program area the essentials for excellence area and the effective student Support Program area and more detailed information can be found on the slides in in the appendix of the slide deck tonight which is on the board documents uh the board agenda under item 13 1.1 as well as the full plans for each of the nine programs uh they are grouped in three attachments one for each of the program areas and those are three attachments in the board agenda as well um so again we're asking for your review and approval of these plans and uh additionally tonight we're going to go over some general bsup information oversight and accountabilities and then we'll review some summaries and changes in the plans for next year uh touch upon some evaluation progress that

084we've Made review the resources fund balances and move on to discussion and questions next slide please uh this is a timeline if you will of the plan development process for next year begins in February when we have the cost of living adjustment which gives us our Revenue projection as well as our tax rate for the coming year and in March we look at and approve the class size reduction plan to reach our class size goals and then the next step is to go to where we are tonight which is approving nine of the B set plans and then the next board meeting which is next week will we will we will be reviewing and approving the final two plans we have the oversight Communications and translation plan which is funded by both bsep and Bara

085which is our Berkeley educator Recruitment and Retention act and our Bara Recruitment and Retention plan as well so that will be next week and then finally we have school site budgets or plans B sub funds it's three point 4 million and those budgets are approved by the sscs for each school and they're embedded in the school plans so they'll be up for approval under consent on June 7th with Mario's next slide please okay and here is uh just a reminder of our basic B sub information bset was first created in 1986 in response to a decline in state funding we're currently in our uh an eight-year measure this is our sixth year and tonight we're going to be approving plans for the seventh year and this year bsep has been providing almost uh one out

086of every six dollars for everything we do in the district and be set supports and provide some very important programs our smaller class sizes we set funds one out of every three teachers in the classroom our our libraries Arts and Music instructional technology other academic supports uh professional development and other offerings for courses before and after school and much more we can see bsep in action every day at every school and every school at every for every child every student next slide please um just some general information about the plans next year for you to know as I said next year is the seventh year of our eight year measure uh the cost of living adjustment uh is 4.9 also known as the cola and that as I said impacts the revenue projection that we

087make and the tax rate and uh the projected revenue for next year is 37.1 million that's about 2.3 million above what we have for this year um there have been there are minimal changes to Staffing uh program Staffing and program activities um much of the increase is taken up by our six percent raise across the board for our staffing because the majority of Visa funding supports teachers and Staffing at about 70 percent um also we have included new performance measure tables in each of the plans and I'll go over that later in the presentation and uh just a note about our last measure measure a resource we're closing out the final funds that are that still exist from our prior measure and that will impact our fund balances next year giving it a little bump

088up um next slide please so just to review You've seen this slide before it's an overview of our our oversight and accountability mechanisms we have in place our community oversight includes the planning an oversight committee and we also uh per the measure uh have annual Audits and we also track all our revenue and expenditures expenditures in fund for um exclusively to ensure that they're uh loaded and budgeted for what they're approved for for the measure next slide please and oh sorry this is just a little details about our planning and oversight committee which has 24 members and 24 alternates I do appreciate the planning and oversight committee their dedication and their thoughtful insight and consideration of oversight of bsep and Vera and they meet this is one of the most important aspects of our monitoring

089these key funds they meet twice monthly and uh part of the Journey of these plans is that the program managers come to the piano at least twice to present well at least three times annually they present on the past year of what the outcomes were and how the funds were funds were expended and then they come two more times to present on what they're proposing for the coming year any changes any challenges and ultimately the piano reviews ask questions and uh approves has approved all of nine plans uh for for your consideration next slide please uh this is the current measure framework just to reiterate that there's three main buckets of funding which we're considering tonight the high quality instruction program area as I mentioned we've already approved this small class class size reduction portion

090of this funding area and then we have three programs out of the essentials for excellence um the libraries Arts and Music Excuse Me music and vapa and instructional technology and then finally effective student support next slide please and now we're going to move to program summaries and as I said these are high level overviews with just uh some general information in the appendix or more detailed information there's a slide for each program and again on the board agenda are the complete plans in three attachments if you want to view them there next slide please so here we have the high quality instruction program area there's four programs in this program area we have professional development which provides Staffing uh that's designed to improve teaching practice and support strategies that improve student outcomes um the majority

091of this plan is in Staffing literacy coaches and PD leaders for BHS are it also funds our ethnic studies TSA and also uh program support for ethnic studies and other PD offerings the one changes that we're changing the PD coordinator to the literacy coordinator which is one of the positions that was on consent tonight and this is done so that we can continue to emphasize the Improvement of our reading and Literacy for students PK to 12. and program evaluation focuses on providing data and Analysis to support Equity decision Equity driven decision making to support Student Success and it essentially funds the majority of Staffing for that department there are no changes to that budget for next year or no changes to the program activities funded by the budget and classroom support funds uh additional Staffing

092and teachers to support students in special programs and that includes Staffing at BHS for u9 and dean of students dean of attendance as well as special ed support positions that work throughout the district to work with school sites with high caseloads and also a two-way immersion program support for K-8 and then finally we have expanded course offerings which is before and after school offerings which are not normally available to students during the regular day and it includes enrichment like Arts and Music yearbook and also academic Support classes such as science labs and credit recovery and no changes for those last three budgets or plans next slide please and now we move on to um is oh can you go back a slide it should be on Essentials for excellence slide number 12. okay there we

093are thank you so here we have our library program music vapa and instructional technology our library plan includes Staffing Resources books and Technology to fully staff and equip our libraries so that they're available to students every day at every school and uh the popular uh activities such as are visiting author series and battle of the books or Middle School Battle of the books will continue next year for arts and music I want to highlight we have a universal four or five music program which is unique to the area I have not seen that everywhere where every fourth and fifth grader learns to play an instrument and one exciting thing to report is that the digital music lab which has been a three-year process of a specific line item in the vapa arts and the music

094fapa plan uh has enabled us to open a digital music lab in BHS this year and it's up and running and it provides technology and space for CTE classes and for instructional technology knew this for next year is a digital Equity Fund 20K to fund the internet access for students who don't have access and 20K annually for technology workshops for families such as digital citizenship and access to parents digital tools next slide please and the last of the program areas is effective student support which is very important because it provides these programs provide both academic and behavioral and social emotional support we have additional academic support with uh additional allocations for KA literacy coaches as well as RTI teachers and uh we have black studies supported BHS which provides two periods of planning for the

095leads in that program to plan uh additional offerings and improve offerings there and we also have in that program which is student achievement strategies support for Puente and African-American success framework and the be a scientist seventh grade program and and then lastly we provide out of b-sep counseling support for middle schools and next slide and this is just a slide that highlights that we're ramping up our information about bsep and adding more content to our bset landing page continuously including videos highlighting what besep supports and I'll show one of those at the end of this presentation and we continue to develop more resources and materials to help communicate the impact of B7 next slide now we're moving on to fund balances and important to note that we monitor the fund balance annually to ensure that

096we end the measure with a positive balance in each of the resources and um we update the fund balance throughout the year of the closing of the books from the prior year for first interim which nor which will update the fund balance from the prior Year's estimate so what you see in the plans is a projection of a beginning and ending fund balance for next year so the first slide here is for the the high quality instruction program area which is one resource shared by five programs so we projected that we we have an ending positive fund balance for year seven and we do feel as though in year eight we will end with a positive fund balance we know that our beginning fund balance is likely to grow a bit due to the measure

097a closeout that I mentioned as well as adding any unspent funds from this year but we'll know more and when the books close in the fall next year and we'll be able to update those numbers um and next slide please this slide shows the remaining Resources with our projected revenue for each program for next year uh the budget that's in the plans for your approval tonight and the uh projected change to the fund balance and the projected ending fund balance for all of these measures we have a positive ending fund balance and we anticipate that to be uh the case next year any uh planned uh any deficit spending you see is is somewhat planned with larger purchases that are one time such as infrastructure for libraries equipment and musical instruments and replenishment next slide

098please now moving on to the final section performance measures as a district we understand that part of our organizational Clarity is engaging in continuous Improvement in regards to bsep we continue to explore and improve how we are monitoring implementation and impact this slide slide 19 gives you a summary of what we presented to you last year in our in terms of our thinking about how why evaluation is important and how we intended to approach evaluating the B set measure while it's difficult to evaluate any specific one program when there's Blended funding sources and multiple resources providing uh for for the various activities we can look at it in terms of a logic model looking at whatever what our investments are and what the Investments give us in terms of outputs access access offering and participation

099which we uh anticipate lead to Shorter term outcomes such as improvements in culture a school culture and climate academic outcomes and student well-being and health and staff capacity and ultimately we aim to achieve the district goals as well as other academic outcomes and we also presented to you some ways to measure impact which is on the bottom chart I hope it's large enough for you to see on your monitors but we outlined the many benefits of gathering both quantitative quantitative and qualitative info and data to help us better understand the impact of Emperor next slide please so uh this year we've been able to operate operationalize those ideas a bit and as we work to continuously improve how we're communicating impact of these measures um this is something that the superintendent has identified uh as

100in our work toward organizational Clarity this is also something that the planning and oversight committee has identified as a need and we hear a consistently uh from in the feedback from our stakeholders and new this year we've developed performance measures around access offerings and participation professional capacity and diversity equity and inclusion and these uh performance measure tables will be different for each program depending on what the program activities focus on um each plan has a performance measure table at the end of of the document and for some of the plans we do not have measures per se but we have potential measures that we anticipate exploring next year and ongoing and we also appreciate that the work that the planning and oversight has been providing to give us meaningful feedback feedback in this area and

101as I said we continue to explore and improve this next year next slide please so to summarize our next steps uh right now in terms of managing B set uh one one piece of feedback we've heard across the board also is being able to map our district resources across the district to understand how the resources are working together to fund activities to meet our district goals so we've heard that at planning and oversight and S back so that's something that we'll be engaged in with next year and are starting to do now and also um as I mentioned before as the books close we'll have our actuals from this year which will inform the health of our fund balance for next year and the year after and if we need to make adjustments we'll be

102able to do so in the 24-25 plans for year eight of bsep and uh as I said continue to develop and refine our performance measures and qualitative feedback or qualitative information to help communicate the impact of this measure and uh and More thoughtfully in integrate and consider and integrate the feedback of the planning and oversight committee to the Improvement of communicating the plans and the evaluation and budget management of the plans and next slide and so then we'll end this presentation with one of our bsep uh supports videos and this is funded through [Music] a Ceramics unit as one of our many units in art class because um the art classic King is a semester-long class where the kids get exposed to a lot of different media so drawing paintings different kinds of sculpting and

103Ceramics so um my classes spend you know up to like a month on ceramics and um kids learn like the fundamentals of hand building making pinch pots making slab things and we mix it up it's a mix between making functional ceramic wear and more like decorative Ceramics and sometimes fusing the two [Music] gives us a chance to something like with our hands looking at a screen you can make stuff that you can keep for a really long time and have in your house and that you get to work with your hands it's not hard to learn it's fun to do [Music] thank you I'm just going to dry up and then get fired um but it's very popular with all the kids because it's so Hands-On very fun and it's very earthy and um satisfying

104so as you can see everybody's pretty excited about it okay great so um that's just one tiny little sliver whoopee sip does uh in our district so I hope you enjoyed that video and a big shout out to Tyler Holmes who is our new community specialist for us and um she her position is funded in the oversight Communications budget which I'll be bringing to you uh next week so uh that ends our uh presentation and now I turn it back over to you president Babbitt for discussion and questions thank you thank you so much I just like to say how much I greatly appreciate the performance measures and those tables um because we all know that we are happy to have these funds but we also want to be accountable for Effective program evaluation so

105I definitely appreciate the thoughtfulness of your team as well as the entire Community who's working on those performance measures one question that I have is around stakeholder fee back you mentioned for improvement processes can you tell us a little bit more about where you're going with that uh when you say stakeholder feedback do you mean what I talked about with the planning and oversight or it was in your next steps it was the last bullet point around uh yeah I believe I'm talking primarily about the planning and oversight feedback because we receive much feedback every meeting whether it's directed towards the management of the program information which would be you know how I'm managing evaluation and budget presentation and how the plans are communicated and organized as well as the management of the fund itself

106any feedback around financial management when I talked about the fund balance so we get feedback about that and input and then there's feedback and input that's specific to the programs um that goes to the program managers and so we document the feedback that we receive throughout the presentations and work to integrate that into either the next presentation or the next cycle so it's continuous process um but I feel it's really important to you know hold up the feedback that we receive and be able to show how it's at least being considered if not implemented because I do feel that it helps us uh improve thank you and I think it would also be helpful if the board was able to hear some of that feedback um because we really do appreciate the number of hours

107that our p o committee spends and we realize that's a huge investment and so we do rely heavily upon their recommendations so I would also like to know if there's a way we can Loop us into that communication feedback about what they're asking and how how we are actually either addressing it or not I think that's great so thank you so much for um making that a priority as well I would like to address that if I may I hear you and I agree and the piano is planning a statement for next meeting so they'll be here to provide some information or feedback to you but another way that we can do that is to have more frequent updates through Friday notes um so there are other ways that we can incorporate that as well

108so thank you exactly and director Brown and then Derek doshinowski additionally we should have a board liaison uh to pee and oh that's you Jennifer we have a board liaison to piano so Jennifer um please give us your provide us your updates from peanut we all would appreciate that um director Fleming thank you so much for all of your hard work and the work that you've done to get us here we are super excited about B step and I know that we joined all our community members uh in that excitement this up is so important to our schools and so we really appreciate the work I do um have a couple of questions and an appreciation so I'll start with the the second appreciation I was so excited to hear about the digital Equity portion

109that's going to come out of bsep knowing that after the pandemic we have moved into flipped classrooms and learning uh doesn't always just happen in the in the classroom but it also continues at home and so providing Equitable opportunities for all of our students to continue their learning is very important so thank you for your attention to that in addition to that I was wondering um if you could explain why there weren't any recommendations for changes in direct support for student achievement strategies as well as counseling and Behavioral Health we've heard from a number of groups this evening who would greatly benefit from those supports so could you just maybe give us an idea about what pianos thinking was and Miss Barrios if you need to go back to the slide I believe it was

110slide 14. 13 is effective student support yes yes so you're I think you're speaking specifically about counseling and Behavioral Health correct I'm speaking in regards to a student achievement strategies as well as counseling and Behavioral Health okay um one of the challenges we have is that while the funding does increase annually for the cola um most of that increase if not all or more is absorbed by Staffing costs increase increases so if we were to chose a new investment in any of these resources it means most likely for all the resources that something needs to be removed to have something new so we as staff did not propose any new funding in either of these programs mainly because of the available Revenue so I hear you on the feedback and when you know we can

111look at that in next year and see if there might be some changes to better highlight or respond to uh feedback we've received this year but I I hear you director Brown thank you um for hearing me I appreciate that I must get an employee my colleague representative to advocate for that and then finally um I was also excited to hear about our community conversations which I know will get all of our community excited pumped up and ready for bcept um can you please give us an idea on the efforts to make that accessible uh the Equitable efforts that will make that accessible for all of our community members how often we will have those Community conversations and how that information will be distributed throughout the district okay thanks for that question um we are

112exploring adding a virtual um Community conversation before the year is over so we're going to be talking about that before this week is over and scheduling that because I think that um the in-person events are important to engage personally with folks but um uh the draw you know we're not seeing the large numbers coming out so we'll be adding a virtual event and then we'll be looking at what we can do over the summer and then coming back early fall we're looking at planning something a couple of things that we're planning at least uh two or three piano early meetings that aren't usually scheduled so in addition to that we're going to look at what we can do for community outreach around getting feedback at that point in time thank you Dr shanasky well I

113was just going to clarify that I I attend most of the piano committee meetings and I I do want to compliment that I find that most of the feedback is incorporated into the presentations that we get here and so I think it's a very responsive and well organized Committee in that way and I will commit to doing a better job of reporting out on that committee week to week foreign I just want to clarify that responsibility doesn't just fall on you it falls on me too I'm also liaison to the committee it is a shared responsibility but no I just wanted to thank you so much Miss uh director Fleming and also I agree that it's that a lot of the feedback from the committee is coming to the board and I know that when

114Terry used to give uh you know the comments from the piano they were really very detailed like I mean it almost felt like verbatim like you were at the meaning many times so um I think it might be nice also maybe to communicate to our piano reps that would be nice to have them come out to the board when they get a chance as well um but happy happy to report back to and thank you so much for your presentation great thank you any other questions or comments otherwise I would like to call for a motion to approve I'd like to move to approve I'd like to gladly second okay we have a motion to approve item 13.1 um made by director shanowsky seconded by director Brown um Miss Barrios will you please call the

115roll student director Brown yes director Chang yes director shanowski yes director Brown yes vice president yes president Babbitt yes thank you so much um thank you directors thank you um can we take a like literally seven minute break okay she wants 10. so that means you be back in 10 minutes okay we are gonna um I'll move to get it ready you're ready it's been moved second day we got it now you know you know they start making um during set timer for seven minutes thank you foreign oh yeah thank you very much okay um foreign [Music] good job I'm the same time foreign thank you okay take something and when you want to go ahead um thank you okay um foreign okay um approaching the reason s I don't think so if we were

116not memorable card or excuse me if you want this is sometimes people live online with it if they do is very beautiful are you planning out today okay oh Miss Rosario foreign thank you I'm going to fall asleep we need to mention rice three dimension rise I got a question I have huh no well I have to mention some of the things that are I don't know I'm freezing yes I know that's that's what yeah they're hungry somebody's hungry you want to go get something to eat you're going to get something without drinks over here oh yeah this is not being recorded is it with curry we have to have a pool this is not being recorded is it all right thank you everyone for allowing us that short recess we will now start our

117discussion item 14.1 discussion on budget recommendations for 23 24 and we have 45 minutes for this item thank you so much so good evening president Babbitt and the board and staff members um I'll be presenting a quick overview of our budget process um just to let the board know where we are um when we're developing the budget with the focus on the unrestricted general fund so next slide so um again we are always focused on the four e's and our mission and this presentation is in line with the four e's and the district's mission um and the outcomes we can go back a little so our outcomes tonight we're hoping to give a brief update in terms of the impact of the May revise on our fiscal capacity um an update on the third budget

118funding proposals and a look at our next steps for the budget process next slide again um we want to sorry huh hey I can go faster all right okay so um next slide again reminding of everybody of our core values for resource allocation next slide looking at our funding Foci and our organizational Clarity and ensuring that our proposals are in alignment with these um various Foci and or organizational goals next slide um so this is the a quick um overview of the governor's me revision the governor released his May revision um on last week Friday and I will be attending the workshop next week Tuesday but just in terms of the overview what we're hearing so far um we know that um the cola will be fully funded and we also know that um there

119are additional reductions proposed for the Arts and Music block grant and what's new is that there will now be a reduction in the learning recovery block rack before that was not in the January budget um the the elop deadline for expenditures have been increased by a year from June 23 to June 24. um there is there is an addition um a proposal to um expand the universal meals program to 23.24 and again as I mentioned um the school's Works School Services Workshop will give additional information that will be actionable on our budgets so um again um just still kind of ground us all in where we are with the district's fiscal position so we we do have substantial coolers but in terms of um over-ending fund balance we're looking at an ending fund balance of

1202.7 million dollars the district is not flush the district does not have a lot of disposable Revenue at this point um every everything is pretty much spoken for we are deficit spending to spend on our fund balance but the days of a lot of additional revenue for covet funds that's over um and we have allocated eight hundred thousand dollars to relieve the general fund and that was going to be transferred to the Arts and Music block grant but as a reminder from the governor's budget that amount may be reduced and that amount May jeopardize our 800 000. so um it's not a Rosy picture um it's a message of caution um just in terms of next steps and what we can actually accomplish in our budget um this is just to demonstrate with a capacity

121of 3.2 million dollars this is how I'm coming up with the ending fund balance of 2.7 million dollars projected for 23 24 and this is before the impact of the governors May revise so with this I'm now going to turn it over to superintendent Fort Martell to talk about our department organization reorganization but before doing so we just skipped all my slides um I do want to just Echo what um what Pauline just said about just the the different fiscal situation that we're in we've come off of two years of um you know federal and state tons of stimuli tons of Grants tons of additional money that did not have restrictions and now we're moving back into days of old and more importantly we're moving back into those days of old with the cuts that

122she just um kind of foreshadowed as well as you know no sign of one-time dollars or Appropriations on the horizon and so it's important for you all to know and hold that as a board I think we were before like money money that's not our situation now um and the slide that we skipped where it says we can do anything but not everything is particularly important to hold during times like this but it's also important to Hope as you sat and listen to so many amazing amazing and beautiful public comments there are I would say of all the requests that I've seen and there are millions and millions of dollars worth of requests that have come to us this year and there's not one that I wouldn't say is a good idea or great for

123kids or can enhance our programs Etc and we are really going to have to hold true not only to our core values a resource allocation but also really trying to keep some level of priority and Foci because one of the things that came out loud and clear from svac and actually has been echoed in a number of our other groups as we talk about resource allocation is this need for sustainability and when you are looking for shiny pennies or when you're making sporadic and quick decisions it is hard to sustain but they're also asking us to really lift the core value of Excellence which is really us engaging continuous Improvement to see what's working and so we need to commit to some things and try it and test it and see if they work before

124we start adding more to the plate so I just want to name that because that's the message that we've given to every single Advisory Group that comes with an idea and also say that there are ways that we can address ideas that are not just about giving it extra money so I wanted to front load that we can go now to the next slide which is around uh the reorganization so that's slide 11. and so I wanted to just show you all I think you all you've already seen and you approved uh two uh new positions or two change positions and wanted to highlight this because oftentimes when we think about resource allocation we specifically think about fiscal allocation um and a lot of presentations a lot of the presentation this evening will focus on

125dollars but we want to point out that a key part of our strategy to address the needs of our babies is housed in this idea of infrastructure and capacity um specifically reorganization and so that could look like new positions or expanded positions but it can also look like us rethinking our existing positions us rethinking how we currently house our different programs and projects and so I want you to hold that because most every single committee and I've met with them all are like we need another person we want a TSA and a coordinator and a manager and of this and that is not going to be possible again because we are no longer in the land of milk and honey um however that does not mean that we're not able to respond to the needs

126that those ask are trying to address um or address the um the gaps that they're calling out and so just want you all to hope that as well you're not going to necessarily see tons of positions tons of tsas tons of people but we've asked every single group to be really clear with us around what they're trying to do so that we can figure out how we might be able to accomplish some of those things in different ways so I've asked groups make that act but don't get so stuck on how you think it should look and so I want to offer that to you all as the board as well because that's something that all of our committees have heard me say consistently and loud and clear and so with that I'm going to

127now transition to Pauline okay thank you so on the next slide um no I'll take us um to to take us to a closer look at our taired budget strategies um and we have a few revisions to the recommendations that we have so on the next slide um we have reallocated six hundred and eleven thousand dollars that was originally scored on the unrestricted general fund to our um our um Arts and Music instructional block grant and our learning recovery block grant these um three items um are new pointed Staffing our true up costs for pointy and our funding to support core literacy professional development those were um actually double counted so when we're doing a closest scoring um these amounts were already in um other funding sources and when we took a look at the

128designation College advisor we realized that we had thirty six thousand dollars of the thirty eight thousand dollars in our budget so we only needed two thousand dollars um so we're taking a closer look where we re-evaluating these um these priorities and these are it's actually done in real time and we're bringing you an overview of the update so what we've done here and what looks a little different on this slide if you can see we have a running Toto so not only are we scoring amounts but we're kind of doing a running total to kind of ground us in our um our funding limitations if possible um because if this this these armed priorities on this Slide the total 1.8 million dollars and you can see that um some of these already look familiar but

129we're scoring compliance um as the first tier in tier one so not only we do we have tier one which are the ones that we're trying to accomplish with no prioritized expenditures within core um tarawan so what do we want to take away from this slide um what's new on this slide is um we're Staffing for our school campus AIDS and our school service assistants um in excess of the amount that we would have staffed based on our enrollment and that was to be in line with the prior year and our rationale for doing that was improved intervention and support programs so I'm not sure if if um Jayla or Anika wants to talk about that any further but if we staffed these positions at the prior year um we it would have cost us

130220 000 less uh what's also new um we've added um for transportation cameras on the bus which we think is a safety and a compliance um justification and the amount of a hundred and twenty thousand dollars ten thousand dollars of this is ongoing and the 110 is to get the um to actually get the um cameras installed on the bus um I have I don't think there's any other significant changes to this slide um we've presented these before but what's different is the order in which we're um prioritizing this slide um and then this is also tier one now we're up to um 2.2 million dollars in our running total and you can see on this slide we now have our partnership we have two partnership um proposals that we're adding here we're adding our

131partnership with Berkeley Public Schools fund as well as our partnership I think that's also here with rise that's the last rule so um so we're reaching out to our Partnerships um Partners um Berkeley Public Schools fund and we'll just stay on this slide for a minute and then um we've also funded some um I think most of these are already justification we're supporting identity based programs and we're also some of these are in line with board um with board resolutions um next slide um and this is the this is where we are um with our tier one we're up to 3.6 million dollars um so we're still evaluating some of these but as of now um we had hoped to only score 3.2 million dollars but with our trading in on trading out in our

132prioritized tier one we're at 3.6 and we're still re-evaluating and looking at these um other funding requests and proposals so that's the that's in tier one and as you can see we're pretty much maximized our capacity for um adding um priorities but we wanted to share with the board um the other funding proposals and requests I'm not going to go through these in detail they're on the slides here some of these were from the survey and some of them um were other costs that are held over we have the personal commission they had asked for an increase in next slide sorry I'm looking at my thing here um so um so they had asked for an increase in their budget and we're looking at the Edco to determine how that should actually be handled um

133so I'm not gonna focus on anymore but there is all these slides look at items that there were asks um and their in tier two and three and um they are to be scored in terms of priorities but with our funding restraints um they are not in Taiwan so he can go through the next three slides Rosalina so um the other funding proposals um these next slides have this is just the um so the next slide Rosalina all right yeah great so this is just straight from the survey that we shared some of these are on tier one some of these are on tier two but this provides more detailed information it's raw data from the asks reflected on earlier slides so um again this is for informational purposes that that board members can take

134a look at in this presentation I've also um I've also um let's go to about slide 22. just reminding um the other the other um slide 22. 32 sorry right so I'm also um reminding the board what we have um allocated the Arts and Music instructional block grant um on the next slide and on the following slide we also have the learning recovery next slide um block grant and what we're actually storing so it remains to be seen from the what the government is going to be doing with this funding and we'll be bringing back the impact of the funding on these block grants to the board at our next meeting so um we also need to um remind let the board know that we're we're working with s back and the various groups that

135work with s back in terms of them scoring the priorities that we are looking at in tier one so we have come we're we've gotten 10 results from the so you want to talk about that huh so one of the things that we asked s back to do and again you might recall that s back is representative of a number of our advisory committees as well as um some labor Partners um no staff labor partners and advisory committees um and they have also seen all of these requests and proposals um the same ones that you're seeing and they are they've heard our recommendations in terms of what we think at least at the moment is tier one and as you can tell from this presentation we've made some changes since two weeks ago we presented

136to you all and so now what s back is doing is giving us their feedback and their thinking around what our priorities and also looking not just at the tier ones that we ranked but also looking at those other um slides 20 and Beyond to provide their feedback our next ex back meeting is on the 24th I believe and that's going to be where we have a conversation we did it in a Google format because a Google form format because we want to make sure that the sbac members get to visually see where different recommendations or request land and then we're going to engage in a conversation so that when we come back to you with the final budget from staff you'll be able to see our recommendations and understand our rationale but you'll also

137see if those recommendations line up with or are the same with that of s back s back is the place again where we have the where the d-lac representative comes and brings that perspective where members from Pat comes and brings that perspective so that is the main place for Budget conversations happen and for our various advisory committees um Lisa Kathy for p l also has opportunities to get their ideas and their thoughts I work closely with lub even though it's not an advisory committee we're really you know taking advantage of every opportunity to hear from our constituents around what they think is an important need again telling them what we just share with you is we can do anything but not everything and really trying to get as much input as possible around what we

138should prioritize for this next funding season so we'll have more information around s back and how they score different things at our next meeting but that was their homework um and it's actually kind of cool because there is quite a bit of alignment and what we're finding is that um a lot of the S back and a lot of the Committees are really um resonating with the things that we called out as Foci and really trying to hold each other and all of us accountable to those resource allocation values so we're actually starting to have some we will likely have some really hard conversations at our next meeting on the 24th I think the other thing just to note is that um what we're finding is that uh even you just saw the bset presentation

139I think there was a question around um just more in terms of the the support the academic support strategies right um and what we're we want to be able to create this picture that shows the various funding sources through which we're accomplishing different tasks right and so you know there's RTI coaches and some things in the in the B step but that also might be something that's addressed or enhanced with our lcap funds and maybe also addressed it in hands with amim so that picture um that complete picture is not available yet but that's some of the work that we're trying to do so that when we have our different committee members and and just our constituents asking for certain things are it's not just about does it fit the foci it's not just about

140can we get it from General unrestricted General funds it's also about where else might that um that need be currently being supported and if it's not currently being supported where else might it be supported so just for you all and the public to know if it doesn't make this cut that doesn't mean it doesn't make it it means that we will see if there's other places it can be but it still might not make it but just saying I think it gets confusing because I think everybody's thinking that this is the one place where everything comes and is an important place but again we have our vsep funds we have our lcat funds we have our Amin but we also have other categorical funding sources where a lot of um great things are happening for

141our students thank you so um so our next steps I think our meeting is on the 23rd Xbox meeting and then um again will be con continuing to monitor costs and adjust our budget and adjust our um thinking um the Arts and Music block granted was approved by the board on May 3rd um but we'll see how it's um how the funding will be impacted by the governors May revise and proposition um I think we've received a little bit more information but um we're still pending additional Street guidance so um I will take questions or comments or suggestions thank you do we have any other step uppers sometimes people can step back a little bit thank you super into the fallen's before your presentation Associates sorry for your presentation um and always for all of

142your hard work um I do have a couple of appreciations my first uh is I appreciate us seeing rise in our tier one um and the support that we are going to uh give to that program that means so much to our school district I do have a couple of questions um my first is around the thank you first of all thank you for the information about the May revise um and for always coming back to us with the details from that in addition to what you've provided I wanted to know how the equity multiplier impacts our school district if it does in any way um not necessarily for the portion that's around a low income school districts but more so around low performing subgroups of students how does that impact us and then my

143second question is around uh tier what was in tier two the recommendation for a BTA counselor um and I wanted to more so ask about uh last year's budget of uh the allocation of 500 000 that went to mental health um is there any carryover money from that um and if there is is there a way that that could be moved in to tier one not to disrespect what you said superintendent in terms of how we are prioritizing and I know that everything in tier two and tier three still need to be scored but I wanted to ask those those two questions okay so the equity multiplier I don't think we qualify for that because I think you have to have a significant Upp but I'll get additional information when I go to the workshop

144on May 23rd um in terms of our BTA counselor right now it's um it's in tier two just based on feedback and based on discussion in BLT and in cabinet um but that doesn't say it's not going to be funny we could possibly find other funding sources that we've actually talked about that but we'll get back um we'll bring an update um with that but right now it's in tier 2 or tier three okay thank you so much all right and then you had another question about the mental health carryover so um so we've we've spent that 500 000 um for mental health but we have scored over a million dollars for the increase in mental health in our block grant and I believe it's in the um the learning recovery block grant is that

145ready okay you got it thank you so much I appreciate that and just I really would appreciate you coming back with knowing how the equity multiplier either impacts or does not impact our school district especially uh because that would be a missed opportunity for our district the original recommendation for ab2774 would have brought 533 million dollars specifically to black students throughout the state of California and hearing that we will now not benefit from that because of the new Equity multiplier is definitely frustrating it's a missed opportunity and I know that it is something that we along with other school districts would have absolutely needed and benefited from so I look forward to hearing more thank you hi uh thank you so much for your presentation tonight I have a couple of questions um I was

146surprised to see the 0.4 FTE for BHS under tier two for ELD coordinating I know that uh from the multilingual program for at least the last two budget Cycles they've made a strong case for needing additional FTE for us to be able to better support our long-term English Learners um also something that we committed to working on as part of our master plan uh part of our daylight goals so I'm concerned why it's being rated as you know a tier two investment that seems pretty core to me from a compliance perspective so just wanted to know a little bit more about that logic and what does that mean for the whole kind of you know FTE for the high school ELD program in general what would that four point FTE do so that's one question

147and then I just wanted to better understand that slide we went through really quickly but the true up cost for Puente What's the total amount and also what would that include is that just Staffing is that also programmatic support is that also field trip support it's a little bit more about what the trip cost Encompass and then um the logic for the administrative assistant to position for ofy I just to better understand what that position would do that cannot be done with our regular office staff just what what that means and why that's a tier one um why that was ranked as a tier one investment I guess for for ophi the administrative assistant role and then my last question is about the wellness center at the high school I see you know a request

148for furniture but wanted to know I know we've been hearing from our stakeholder groups uh the need for additional mental health support for families and students group mental health and where is that reflected in the budget priorities thank you so I'm gonna have Associates associate oh Jill is going to respond to the ELD um the pointy um and the administrative assistant Administrative Assistant I think I wrote These down all right so the um the 0.4 FTE so there are two parts to that question one is about the funding and the other is about the role so they Berkeley High School currently has a 0.6 position um and that position covers both the um the teacher lead position professional development coordination and support they are requesting the additional point forward to help um with the El

149test or so that they can split the rules so that part of that can focus on the testing and coordination in addition to the professional development of support I think part of the rationale on it being currently tiered as a tier two is because um we are looking at the unspent l-cap carryover because we're headed into the third year of a three-year l-cap so we'll be able to readjust we're going to be doing more of an overhaul of that next year and the request was for a 0.4 and we know right now for sure we can cover 0.2 out of that out of the l cap so we're just trying to firm up that other point too so apropool of what the superintendent shared there are other funding sources that we're looking at across these

150and in the context of some of these asks we are looking at existing strategies where we might have the capacity to expand um the resource allocation but we have an existing action that so this is the case in the lcat right we have that um the net there was another question about the logic for the admin assistant too um and you said ophi but the admin assistant too is really is um for the office of equity achievement and belonging so Dr Espinosa Castro took the lead of a brand new department that is comprised of a number of bodies of work one of which is ophi they also do he is also in charge of the African-American success framework opera operationalizing The latinx Resolution uh the equity teacher leaders the RTI support Etc so she says

151yes so um we built out a department without any Operational Support um for that department and um and so we're looking for a capacity to help support that so that's the logic behind that the wellness center at the high school for furniture the reason why the axes on the furniture there's a whole bunch of stuff involved in that Wellness Center which is inclusive of Staffing materials and supplies um for specifically geared for students um stress balls things like that and Berkeley High has identified other resources for that part of the work but what they're looking to do is outfit the wellness center with the furniture so they have a room identified they've been working with John calise's team to think about tables and chairs and and things like that so they're looking to outfit the

152room that's what the fifty thousand dollars is for I think there was an and I guess with regards to the wellness center so it sounds like the programming part the group mental health part is that funded by something else so there are a number of mental health supports already existing at Berkeley High not the least of which is the health center so um we they're distinguishing mental health supports that are provided through the health center versus a Wellness Center which is really meant to provide students a space and to be able to take a breath if they are stressed or they need to talk with somebody or something happened and they need to reset before they go into class or go back to class that was really the intention behind the wellness center it's a

153little more than that but in in a gist um so um we initiated the Puente project this year and it was um a launch of a section at Longfellow and at Berkeley High when we look at the growth of that program there are a number of components attached to the Fuente program that come with increasing costs and the base program we have and we have to have a contract with Puente which is uh twenty thousand dollars and we need some materials and supplies and we need uh some money for professional development we have earmarked forty thousand dollars in B sub funds to cover the Pointe contract ten thousand dollars for materials and supplies across Berkeley High and Longfellow and the professional development um some of the professional development costs relative to travel for for both

154of those schools that's covered in the Forty thousand dollars that we have from beat for bsep what's not covered in that are um the cost of the sections so in an Ideal World the Puente class will take place take the place of an English class what we learned coming into this year for example at Berkeley High was that class was under enrolled so all things be being equal if a class is under enrolled we would close that class and then we would assign students to other sections but because it was a priority we needed to subsidize that class so we're in the process of enrollment now for both of those schools and so we'll be able to determine what we need to cover whether or not we need to subsidize as we grow sections so

155in an Ideal World students at Longfellow start in seventh grade and at Berkeley High they start in 10th Grade that that cohort of students then matriculates into the next grade that comes with a requirement to provide additional counseling capacity um and so we're looking at assigning the counseling capacity it also comes with admin assistant support right processing forms and and things like that so we've had to allocate um we've had to allocate uh funds to support that in addition to that Puente has a requirement training requirement for the teachers and counselors involved in the program which is inclusive of a summer Institute and then nine days during the school year so we need to pay for substitutes travel costs those types of things in addition to uh another uh portion of a budget for field

156trips right so the the cost of the program is increasing as we head into the second year thank you I have a bunch of questions um so first I think you said that this represents 3.6 million dollars in tier one costs but the goal was 3.2 million and that we still have some unscored asks requests so I'm just wondering sort of how we're going to true that up and along with that I'm wondering if there has been an analysis which I presume there has in terms of like organizational Clarity to make sure that we're not duplicating efforts in from multiple like directions um with of course the additive costs um so that's one question I have and then also aligned with that is how are we going to then prioritize what's the process going to

157be for prioritizing to get back down to that 3.2 million dollar goal I also didn't see the Berkeley High School math item that I saw on May 3rd and I'm just wondering if that's another um thing another item that has gone into a different bucket or different funding source and similarly the um increased um The increased investment in the climate literacy resolution I don't see that here anymore and I saw that in May 3rd so I'm wondering where that is a couple more things um The Rise program as I've said before I really have been impressed with the data that rise has provided and um I was really happy to see so many families here today I'm wondering though some operational questions if busd is funding rise how does that program fit into the overall

158structure of the district like who is it overseen by the district under which department is it overseen and then also from a labor perspective if we're funding positions do we know which bargaining units those positions will be under are they competing job descriptions are there costs associated with that things like that and then um I also am wondering what the Personnel commission line is like what is that Staffing what why is it required what's it going to do for the commission uh functionality and last one I promise but it's a big one um you know it's an 8.22 Cola and we're seeing a lot of um demands for teacher and staff salary increases as inflation has you know really impacted our Workforce and I don't see any consideration of um those kinds of requests from

159bargaining units so I think that the salary issues are open will be reopened and how are we sort of thinking about that and planning for that in our budget so I can discuss the salary issue first so the 23 24 budget includes a six percent negotiated increase um so all of the um salaries and benefits have already been bumped by the six percent um we are looking at the reopener language and we're um we're determining whether there will be um a need to actually have a reopener but that 8.22 is already paying for the six percent um it was eight point one three percent so it's already in the budget so that one is taking care of that one um in terms of the um Berkeley High School Math we had a placeholder um on

160the last um on the last report but we didn't score it we didn't have a dollar amount so um did we have a dollar on there I don't think we had a dollar amount so it was something that we that was under consideration and we did not move it forward I think that's correct um and in terms of looking at the various um all various um initiatives and crosswalking them that's a work in progress because we have a new team in terms of understanding what's actually happening um in our ed services World there are a lot of initiatives I mean our El Cap alone has however many goals and however many steps so it is difficult for a new team coming in to understand what's going on but in terms of trying to crosswalk that

161is something that we're being intentional about um just trying to understand what does rice do what does or other various programs do so that's a challenge um and the one that we're working on um climate literacy I believe that's in one of our block grants so that has been moved to um I think climate literacy is in the block right where is climate it's in the am I am I am and that was board approved um which one didn't we answer Personnel commission oh yeah right okay so Personnel commission um they are requesting an additional fde and some additional operational cost and uh we understand in Edco there is a process that we're going to be revisiting with the personal commission just to make sure that they have complied with um with what needs to

162um what's in Ed codes it so um assistant soup Tobias Espinoza been working with um with the personal commission and making sure that we meet their May 30th deadline because their budget has to be adopted by May 30th so this is an additional ask that we've scored in Terror two or three right now so um then you're asking overall how are we actually gonna um make it all work so what we have been doing is reassessing some of the um the asks so um what we've scored here is our initial thinking but when we go back and revise um the amount that's actually being asked we might be able to fund what they've asked for but we may be able to reduce um the amount so that we can at least um you know allocate

163our funds effectively I think you also asked the question about a rise and what that looks like and and all transparency we are still trying to understand that um what you see in our what you see in the budget line is um what Ms Betty said she would use the money for um which are two positions and we don't know if you know is that a contract or how we do it but it also can be are we just showing that we you know are supporting the program and therefore allocate dollars and then leave it up so we we don't know yet what that looks like what we wanted to do is just to be able to say that we're supporting it because we do think we have enough data to say that it definitely

164is aligned to our supporting our Affinity groups and our intervention um that said I would say the other thing that I think we have not said is that um in some cases as we're looking at budget requests it might be that we fund all of it it might be that we fund some of it it might be that we fund none of it and so specifically as I think about the rise request when I sat with Miss Betty and Wardell in team like that was their that was the if we can have the Cadillac what we want um we are definitely determined to support rise but we might have to have a conversation around the amount of which we can support them so I think that's an important thing um to note but then what

165that looks like is still something that we're trying to figure out um the other thing I just want to say again is that this is we probably should just put draft on every slide I think I said that the last time because it literally is moving and changing as we get more information I think about your question um Dr director shanasky when you just talked about how we're making sure that we're not duplicating efforts and and in real time when we're sitting and having these conversations um for example I think it was the CTE position like oh wait actually we're covering that here and so that's why you see if you didn't see it here you will see it soon as a reduction from 38 000 to just a two thousand dollar cost so um

166we're constantly kind of doing having those discussions and seeing where we have gaps or duplication and trying to address them in real time character tank thank you um thanks so much uh for the presentation that's a lot of information to manage and keep in your head too um I had to uh you know similar to uh my director colleagues here I have some similar questions kind of about uh systemic um uh programs and services and compliance and pulling everything together um in particular with um mental health uh and counseling in the wellness center which I think pulls together with safety which is a compliance issue um you know as you start to as we start to stand up the wellness center at the high school um you know with 53k I understand you know want

167to get some furniture in there and other equipment that's necessary to make it a welcoming space um that's a I think it's a really important opportunity as a um as a way to kind of kick start a process of thinking about how all the capacity that we have in the district with counseling services can be pulled together in some systemic fashion because you're continuing to hear about different School sites missing counselors Etc I'm not just talking about academic counselors I'm speaking about Mental Health Counselors um The Wellness Center should be a um like a piloting type of model to pull that together think about capacity think about all the requests for counseling services additional counselors while I know that there's issues with hiring and finding people but also we want to intro to budget that

168and I do hear that we don't have necessarily the same amount of funds as we've had in the past with mental health um funds um uh lacking in not necessarily or not lacking but reducing uh from prior years um so in that vein just kind of think about in general like safety compliance Wellness Center trying to knit things together moving forward as we stand up a wellness center for example with the Title IX OCR TSA position at 50k the tier two is there a reason where um you know Title IX office and office of civil rights is an important compliance office is there a reason why I said a tier two versus a tier one that's something I'm not understanding or um I'm gonna let um superintendent for that's the um the Titanite so we

169we are funding um the counselor in tier one they had two asks um this was a TSE um that we put on tier two and we had a rationale um that I will let superintendent Ford motor this is the the title line remember the right but he's saying why is it true because so that um is there a reason why it's on tier two non-tier one given the compliance um of UH responsibilities of the title ion OCR office yeah you answer okay uh so the TSA position is intended to provide consent Ed which we've used um contractors in the past so it's not part of the compliance part in terms of dealing with investigations or complaints it's um to help us to address our needs to provide consent dead so it's one model of a

170way to provide our consent ad but there are other ways that we could do it also and have done it for the last couple years and so um we're not it's we what we did was put it on tier two so that we could look at all the different options and but the counselor we did feel was an important part of making the students feel comfortable especially when dealing with all of their issues and com that come up in the complaints so that's why that's in tier one okay and can you and um I understand the consent that is not direct um uh compliance but it is associated with it but uh so is there can you explain a little bit more for me so I just understand like the difference between tier one versus

171tier two in that context with that right so what what it could be is that we end up looking at whether or not we can get a contractor for less than that amount of money or training our teachers themselves to provide the consented rather than having another position created um so there's various different ways we could provide the consented um and we've been working on those and and working on figuring out how the best way is to do it um there's Arguments for every different Which Way um and so that's what we're looking at with that I remember now no she actually answered most of it so thank you Sam for for jumping in as you said uh director changed there's a lot and so I'm just trying to remember different pieces but what I

172what I will add to that is this is an example of what I was saying earlier where it's like what what what are we trying to solve or address and it might not be that the ask is the only way to do it and so specifically our g-shack uh committee has been engaging in this conversation about um the consent Ed as well as conversations with yasmina and we know there's a need for that and like Sam said we are thinking about are there other ways we could address that need for now other than a TSA position um and then again just want to Echo that all of these things are moving pieces and so it might be that tonight something changes um so I don't don't get too committed to the to the tiers particularly

173in those um and those ladder slides after slide 17 but that's that's why we when we had to ask the questions like what is the biggest priority that other position for the Title IX um was the one that lifted up higher than the consent ad bro okay thank you for now and of course you we we will have consent that it's a matter of the delivery of it it's a matter of delivery and then I just want to say also you asked the question around the the wellness uh the mental health which you want to remind our board and our in our audience that we are I'm doing a um A needs assessment uh for our wellness and mental health and that will definitely kind of yield a lot more clarity in terms of not

174only what we already have in terms of mental health but also what we need and then how we could allocate funds to address that so um one of our strategies was to allow for that assessment to be completed before we make big moves and I will say that again um there is a lot of money being allocated for next year to mental health and making sure that our our schools can at the very least maintain the level of mental health support that they've been providing when we were in the land of milk and honey in the Land of Plenty we've made a commitment to to shore them up and keep them whole going forward so you'll see those dollars somewhere yeah on this I'll remember where and point them to you sorry thank you I

175appreciate that and I just encourage and I'll continue this conversation too to ensure that there's a focus on using those uh funds in a way and using the Wellness Center the high school is a Kickstarter to centralize the systems thank you thank you thank you um I have a couple more high level questions and I appreciate and um agree with my colleagues more specific questions so when I look at the current um Pola in this 2.7 million it's it really is based on 8.13 not the 8.22 right we haven't chewed up no numbers so once we drew it up we will have um the 8.22 we will have even a higher ending fund balance uh roughly 2.9 Million or so and I just want to make sure that this capacity is the 3.2 million which

176was the goal of the tier one additional funding okay so even if we stayed at 3.6 that just reduces the ending yes 2.7 or 2.9 right and so when we say we're not in the land of milk and honey I'm wondering what our what our Target is because we've already hit our Reserve we we know we have additional funds from different places and so when I see a potentially three million or so ending fund balance and I hear safety officers are needed and I hear all of these different requests are needed I'm wondering is it that you want to increase the reserve or or why are we aiming to keep such a high ending fund balance in this one area so um so actually we did add um safety offices in tier one um we

177do have two safety offices um the request was for like eight but anyway so um so we did score two but in terms of our budget um Our intention is to um not deficit spend I mean we're now spending down or we're spending more than we're earning so there is plan deficit spending but we can only do that for so long so if we if we look at the ending fund balance for 23.24 that's helping 24.25 so we need to kind of leave enough so that we have something left for the following years and not spend it down to um to zero um so in terms of a balanced budget or you would think we'll be spending in what we're what we're actually earning just so we're not going into our reserves but we do

178have enough reserves that we do want to spend it down but I think our goal well first of all is to make sure that we have a um we have a positive certification which means that we can pay for our expenses and our um or um or economic uncertainty or um or reserve for economic uncertainty but we also need to leave something in the back because there's there's a so much uncertainty in terms of our funding so yeah so I guess my question is how do we determine if that level is three million versus one million like how do we know what is the level that we are basically adding an additional reserve for for our ending fund balance or is it that we should have another line here that says negative 2.5 for the

179deficit plan spending I'm just a little no so I have the 3.2 um I'm allowing so I think it's a it's a fiscal judgment there's nothing really written in stone um one of the fiscal guidelines that we follow um nobody no don't deficit spend well in some situations we do but with caution because we don't want to um you know be negative or have a qualified opinion so we have these constraints um yes we can have an ending fund balance of a million dollars but if a cost comes in you know 500 000 more than we estimate because it's all estimates at this point um it's only when we actually close our books out we know what's it's actually going to be costing so I think for fiscal prudency we should be budgeting um and

180leaving ourselves a cushion if you will and the size of that cushion is flexible but it should definitely be um at a minimum three million dollars when you think about it that doesn't even cover a payroll so um we do have an economic uncertainty we do have that three percent but I think in addition to that we should leave um an ending fund balance that's positive and that allows some cushioning to kind of see us through um any um unforeseen circumstances yes I agree and I think as we are establishing these targets you know and these pillars that may be another area where we can move towards um because you know when people see an ending balance of 4.9 they're like oh you know and they see it endpoint ending balance of three you know

181and then we know that we actually have other funds with additional funds it would be helpful if we had a way to explain away why we are keeping things keeping in addition to additional reserves and like what is the rationale which says we're in milk and honey or not like some people think that's milk and honey because you see a lot of districts that are have no milk or honey we don't want to be we don't want to be there we don't want to be them but we do want to have a ration now to to really know um right when when your judgment is a little different than other people's judgment around what we should keep and what we should not keep my other question is um in the next iteration can we just

182put where these things are going to be funded from um for the tier twos and tier threes just like it's going to come from this budget that budget for example the 53 000 in furniture for the mental health like I don't know why the general fund would need to do that it seems like we would have a facilities budget that could maintain fifty three thousand dollars of furniture with all of the funds that they have I mean even through their oversight parcel tax so that's the kind of stuff that I'm just kind of curious as to how it even ended up here when they had this budget over there which again goes to why people want to see by line you know where all the money is from these different funds right but I think

183it would be a good solution to know that it's going there it's going you know where we're going to actually find it foreign yes we could do all that I want to say though because I heard you say it fast we will definitely be able to code as we get closer to the end of the budgeting season and know what's coming from what we'll definitely be able to collect gas General funds lcat B sub Etc and we will definitely have lines I just have to say again that will not be able to get funded for the 24-25 school year so I just don't want to be misleading to be like yeah we'll tell you all the other places where the money's coming from there will definitely be some things that have been requested that we

184have to say no or at the very least not right now this is so not like me you should see my own personal financial situation but yes all right we are now at the end of time does anyone else have any comments or questions related to this item director yeah just really quickly I wanted to know um just because superintendent you had mentioned the survey from s back and is there any way that you can share those um just like the feedback from the committee with the board like or maybe at the next budget presentation I think it'd be helpful just to kind of know where where the survey lands um and I had one more question going to free oh it's about safety so I know that we've heard in the last couple of

185weeks uh calls for different levels of safety improvements at different campuses right and so where in the budget or is that separate like from on the facilities perspective do we have funding set aside for like you know emergency Capital Improvements that we need related to personal safety student safety around our different campuses and I know that we've talked to there's different categories right and there's some some of that's going to come from renovation projects that we're not going to see in this budget that we've already decided on but is there any uh section in the budget that was presented tonight that has to do with with safety improvements I'm racking my brain but as I recall all of the various um requests and the the items that we are scoring aside from the additional two

186for example safety officers at um BHS or us shiring up the um ssos ssas um aside from those no and I would appreciate the opportunity to get back to you all just around where other where the um other examples of physical safety needs are being addressed if they're being addressed and how thank you so much I appreciate the presentation and the detail and it feels like we are moving right on target with where we need to be in our budget season so I appreciate um all of your hard work but we will move now to our second time for public comments if you are online and would like to speak for public comment please raise your hand we have two people who are in audience who would like to speak I don't currently see any

187hand raids so that means we can give each of you three minutes um Chris stagle and Casey Passmore good evening superintendent and directors I confess I've never made it this late into a meeting without being in my pajamas curled up on my sofa so I have renewed or new appreciation of the hard work and long hours you put in for our students thank you so much um I my name is Chris Stengel I'm a parent of um two trans children who work through the schools and I came here tonight to support the trans and non-binary children's request for better bathroom access but the reason I stayed all this time is because of what Berkeley High teacher Alex Day said about the faculty bathroom access because I have experience with my kids not having adequate bathroom

188access I am intimately familiar with the physical and mental stress that inadequate bathroom access has on the human body and I was horrified to hear from Alex day that this is happening to our teachers our teachers work so hard for our children they put in the long hours they give up their breaks to meet with students the passing period is so short Berkeley High is so big and so crowded and they're asking for porta potties as we heard from our Sylvia Mendes student tonight nobody wants a porta potty it seems like such a humble ask and yet it's so important to just one's ability to get through the day and function physically so I'm asking that you really listen to the teachers and prioritize this request I know you have a lot of asks I've

189been listening to a lot of them tonight but please listen to the teachers listen to this very basic fundamental need that they have um and respect that thank you good evening um my name is Casey and I'm a parent of a current busd TK student and two future busd students as well as an sfusd teacher this is the first of probably many times you'll hear from me over the next 18 years um I'm so tired of hearing about declining Public School enrollment um and I bring to you tonight one possible solution for busd see my family took a gamble um on busd and we enrolled our baby in TK um and after just seven months in TK bust changed my family's life for the next 10 years um so we chose to enroll our child

190in TK build our community in a bosd school but everyone in TK has to reapply for kindergarten so after a year of building community at their school TK students do not receive any priority to continue to attend their school for kinder so not only does this create a ton of work for our admissions office and the School site staff who have to re-enroll all these existing busd TK students for Kinder but this is a heartbreaking process for the TK families who chose busd we didn't choose to keep our kids in private preschools we chose TK with busd um everyone's nervous about where their child's going to end up for Kinder and some of us like my family literally get kicked out of our TK school we get another busd school but it's not the school

191we've been building Community for the last year how is this supportive to five-year-old students and their learning and their sense of security and Community houses a positive experience for families some of whom are new to this district and public education even for families who whose children do get to continue at their T their TK school for kindergarten their children lose their friends and classmates um the TK program is expanding thanks to the California law that was recently passed so um it used to just be a quarter of students were eligible um but this current upcoming school year over half of students are going to be eligible to attend TK by 25 26 all four-year-olds are going to be eligible this was the first year of expansion and TK was still under enrolled at some schools

192including ours and yet we didn't get in for Kinder part of this is because busd has still not addressed this TK gamble sfusd did I'll send you their information instead families with any means you know are choosing to stay and pay at their current preschools and avoid the TK Gamble and then some of them are choosing private schools for TK and then just stay because they don't want to deal with the chaos that is the busd enrollment process and that's a loss for all of us um and and those TK spots are also going unfilled which is costing us money um that's time right you might finish your sentences please address this I'll follow up with an email thank you so much for your time thank you and thank you for being here so late

193um all right um information item measure H second interim report please take note um we are not having extended board comments I know some feeding adjourned thank you all
