Um, Trustee Garrison is absent. Um, public comments on closed session items. At this time, any person may address the board on any closed session item. Pursuant to the Brown Act, the board cannot consider issues or take action on requests during this comment period. Time is limited to three minutes per person per item, 20 minutes per topic. Um, in close session, we will be discussing C1, public employee performance evaluation, superintendent, C2, conference with labor negotiators. And that is all I I am assuming there's no comments on public comments on close session items. Seeing nobody here. So we will go into close session at 5:01 p.m. P.M. Um, we could all rise for the not rise for the pledge of allegiance. I pledge algiance to the flag of the United States of America and to the republic

for which it stands. One nation under God and indivisible with liberty and justice for all. >> Okay. >> Feels like we were just here. >> Yeah. Um if we can get an approval of the agenda order. >> Motion to approve agenda order. Seconded. >> I have a motion by trusty Oamian and a second by Trusty Kellogg. And we do not have preferentials tonight. So all in favor? I >> I >> opposed. And no one is absent. Um public comment on consent and non-aggenda items. The public may address the board on any consent or non-aggenda item pursuant to the Brown Act. During this period, the board cannot consider issues or take action on any item not listed on the agenda. Time is limited to three minutes per person per item, 20 minutes per topic. Do we

have any public comment? Seeing none, I love that. Okay, so we will move on to close session. Reportable action taken. Uh there was no reportable action taken in close session. report discussion 2026 2027 local performance indicators self-reflection >> as submitted. >> All right. Okay. >> Thank you. And I two community requests for letters of support. >> You want to give this >> Oh, this. >> Okay. So, uh, we brought this back because there has been an influx of requests for letters of support from different entities. Um, and we had discussed it last well, it was mentioned last time that we should have some policy or something direction around this. Um, because there's different >> I don't know the right >> there's different levels of >> there's different entities. Um so we are bringing back to

the board to discuss this. Um and then if it is our if it is board policy we want to go forward with then we'll give them direction to go find or make up give us a sample board policy. I don't think there I think in the search there wasn't any out there. >> Correct. >> Not that we could find. >> Yeah. >> Okay. Is it okay if >> Yeah. Okay. So, I know one of the things, especially because we had SMART, if we remember, not too long ago, come and ask for their letter of support. I think one of the biggest differences that I think is something, and I know Glenn, we've talked about the fact that it is a policy of yours, but just making sure that we're super clear. I've really appreciated when

they have a representative here. >> So, that way we can ask any questions because I know one comment was, I don't really know too much, like let's say for example, about La Familia Sauna. So, just to use it as an example, making sure that it's super clear when you are on the agenda, it would be great for you to have someone here to be able to field questions. Plus, I think just if you're looking for our partnership, I think that that's an important part of it for me. So, that was something that I really wanted to make sure that, you know, in case we have questions or if they want to make, you know, something clearer than what maybe the letter didn't state that that might be something we want to make sure that we

do moving forward. And we do, I would just say from our office, we do anybody that that brings stuff into us, we do um you know, if I say that this is going to have need to be boards approved, then I will also email them back and let them know what date it's going to be on and they're more than welcome to be there. Um but I guess my question then would be is would you like that to be more of an invitational? Um cuz again I'm just letting them know that because I feel like they're searching us out that if they want to go forward with that cuz some people just I maybe would assume I would again I'm assuming some people might just say well if they approve it great if they don't

they don't right I don't need to show up type of thing. Um and so I would say in the two different instances we've had the one with the lofta and the one with the smart I did the same thing with both of them except for smart decided to show up. I mean, I think it was she was here anyway doing a care presentation anyway, so it was very convenient, right? >> Yeah. >> But um but they took I don't >> suggest other ways. I I just basically just give them the the option to be able to show up. So, if you would like us to write something up that comes to the board that we kind of I don't know send out maybe almost like a packet or a or a a generated response type

email um that shows exactly kind of what things are go you know how it goes, what time our meetings are uh and so on and so forth is really kind of what I would if we want to go that way because right now I would say that what so we get a lot of items that there's a a couple different things. We get a lot of items from different um entities um that want us to just notify everybody about. For example, um our mariachi camp, let's use that as an example, right? Um the Luther Burbank Center runs that for uh on our campus. Um and so we through Parent Square say, "Hey, here's where signups are. Here's a link that you can go to and blah blah blah." Um, then we'll have like I think

it was El Cortisone that came to us and said they were having some summertime stuff in Hillsburg and said, "Hey, would you mind letting your parents and your students know that we have these different programs that are going on during the summer?" Those are a little different of posting than in my mind I'm talking about what I'm thinking than a letter of support for something, right? That we're applying for a grant or we are um like the smart train, right? said, "Hey, you know, do you are you guys for um like I'll have some other um I use a contractor as an example, saying, "Hey, we're looking at doing some apartments here. Would you write a letter of support for the district for these apartments?" Those things I say, "I don't have that ability that

needs to come through the board." Little League comes and says, "Hey, we have signups. Can you post for the signups?" We talked about this, I want to say, a couple years ago where we were getting bombarded like every week, like, "Hey, we got signups." I'm like, "Okay." Okay. So, we met with them and we decided we were going to give each kind of um >> youth organization >> organization or club organization two different postings in a year and that's it. Right now, it doesn't mean they can't hang up banners on the, you know, whatever, but for us actually going out and do that. Um, that to me is different posting information because that doesn't necessarily say that we are supporting it or anything like that. We're just saying, hey, here are the different options for

you to be able to do. Um, >> could we make it a requirement that they have a representative show whenever they're on the agenda? >> Is that possible? >> Um, you mean like show we're not going to do it? >> It's not on the agenda. >> That's what I'm saying. We we could easily send something back to them that's kind of >> predetermined. I guess it would be that if we want to do that. >> I kind of have a different idea. >> Okay. >> That we create board policy. I mean, this might take a little longer, but that there's requirements like if like we used this example last time. If it is the the uh police department says, "Hey, I'm we found a grant to help fund the SRO." That's something that we have

a direct partnership because it affects us. Can you write a letter of support to for us to get this grant? Okay, that is something that we are in partnership for. But then anything else that's not we just shouldn't have a letter. we shouldn't be doing letter of support because there's so many things that come forward or come into the community that are controversial or they're it's going to if I mean if more start coming then there's going to be different organizations that are going to keep coming and we never know what that is and then we end up every meeting with a controversial topic at our meeting for a letter of support for something that we don't we're here to educate kids and that's what we're doing. So like maybe I'm not saying this as

eloquently as I could be. >> Um it needs to direct >> it should affect the children's academic performance at school per se. Is that what I'm trying to get? >> Yeah. Well, and I mean I'm just Okay, let's talk about the smart train for example. They were here. They came presented. We you're writing letters for it. It took up not saying it mean sorry. We spent time at our board meeting talking about a letter of support for smart train. Smart train is never going to be funded fully for like ever. So every couple I don't know years when they want more money it's going to keep coming back and keep coming back where I'm like let's just not write letters of support. We're a school district, not a >> Well, it reminds me too that

remember that that the board >> the board has votes on things that are within the board's jurisdiction, right? >> Yeah. >> So, um and all boards do, right? So, city council votes on things that are within their jurisdiction, right? So, if somebody was to come to the board and say, "Hey board, um I want you to take a stance on um the fishing season in Alaska." Right. I don't know where I got that, but you would we would say, listen, that's not within our board purview. We can't decide on that because that's not in our ability to be able to weigh in on that. Um, and so, and I'm not saying any of them have, but I'm just saying there's that caveat, too, right? That we have to understand what is within our parameters of

what we can vote on and what we have discretion over u for that part. And I think that's where I'm kind of coming up with like a little bit of a different perspective in the sense of for me as a trustee, I think of the whole student, right? Like it's not just academics, but like we're here for students and families, at least in in my vision of being a board trustee. So if it is something that impacts families as well and not just the student that's in the chair, I guess I have a little bit of a broader sense of what then should come before us, if that makes sense. But that's just more my perspective. >> I like the idea of there being a specific schema or a criteria similar to what you're suggesting.

Like I can see that point of view whereby we could clearly communicate. Our expectation is that you can answer these three questions that speak to like direct partnership for example between whatever this organization is and if they can make the case that it directly benefits our children then I feel like that would take away some of the dissidence of why we said no this last time because we don't have the information. Um, and uh, so I tend more towards leaning towards that, the idea that they would demonstrate a partnership, that they would show up at a board meeting and that they might be prepared to answer maybe a predetermined set of questions or provide some data which then would allow us to like comfortably I think you know, >> are you looking at more of

of them answering those questions with their ask like prior to being here. >> I just tend towards data. So, I was just sort of thinking like, >> you know what I mean? Where we send them something and saying, "Hey, we got your your request for a letter of support. Please be prepared. Here's some backup questions we would like you to answer." So, we can put it with the board packet. >> Then, if they come to the board meeting, they're essentially making their case to the public as well as us. >> Sure. Exactly. >> Sure. And I feel that smart has less of any impact on our district than the La Familia sauna letter. Like they're just two very separate things. So if we're going to go with direct partnership, I don't see then why smart

should have even, you know what I mean? If we're going to go that route, >> that's why I'm leaning towards no letters of support unless there's >> that. And I like actually >> something that we like that we're actually a partnership with them in that we are >> I don't know how to >> it's a symbiotic relationship. >> Not necessarily a symbiotic relationship but like if it's I mean and there could be letters of support for other things other than grants. This just happens to be the last two that came to us, right? But let's say if it's a grant for something, >> are we in control of that? Are we like how are we partnering with if we're writing a letter of support for it >> or some say? Yeah. like how I mean

otherwise like what if a church comes and asks to write a letter of support for them for something I do that's going to end up being controversial also >> and the reason I wanted to have the discussion is just equity right making sure that all organizations when they come before us feel like they have all been having the same criteria the same things that they need in order for someone to not ever create a narrative of well they were treated this way but and look at this other organization that you know what I mean? That's what I'm wanting the protocol for. >> I think it's something that we should have done a long time ago. >> I agree. >> And it unfortunately one got approved and one didn't and people might have hurt feelings and

now we're just trying to resolve it so that that doesn't happen in the future. >> Exactly. >> so why don't we not have any letter of support period? And if you're an organization that wants something, you have the city council, you have Lions, you have so many other organizations other than the school >> other businesses that you can go to and leave the board to focus on schooling task and I understand the perspective looking at the whole student but I'm not I do not agree that that's a trustee My job description is to focus on students when they're in their home. I want to support them any way I can through our schooling, through resources. Hey, you can go over here. But to ask me to put my name on a letter to support a

controversial organization in some people's eyes, that puts me in a kind of a difficult situation. Um, so I would say let's not let's do away with the letter of support unless we can see a direct line of mutual um benefits i.e. the example that trust you what uh Ashley said what whatever your name is um the officers would keep our students safe on our campuses will help our students on our campus >> well like the SRO is a joint >> program that's that's >> what I'm talking about >> so I mean that's my perspective because >> like there are so many organizations that I want to put my name on but then other people in our community would be like hell no you know so >> sorry >> go ahead I'm done >> I think

our job as board members is to act and to do business on behalf of the district and I think that's where our this is my opinion I think that's where our focus needs to be so writing letters of support for other organizations is not acting on behalf of our district business and so if every month we're going to have people come in or whatever for the It's something that's not our >> jurisdiction. >> It's not our jurisdiction. It's not our It's not us acting on behalf of our district business. >> That makes sense. >> Then I think then that we do need to >> and change what we would like to see changed and whatever is brought up. I mean maybe I mean if is it possible that if us board members individually have ideas

we can send it individually to you guys and then you guys can do whatever to >> I was just going to suggest that if some of you guys have some language just email me person you know >> not each other and then that way it'll help me kind of incorporate necessarily >> a starting point >> thinking Gemini might be able to help a little bit too but we'll see. Okay. I have an idea. Okay. Kathleen has an idea also. >> Just want you guys to know that. >> Does everyone feel comfortable with that? >> Mhm. Yep. >> Path forward. Okay. >> Okay. Awesome. Thank you guys. >> Thank you. Okay. We will move on to discussion action J1 consideration and possible approval of the 202527 local control accountability plan and plan attachments. >> Um I'll

make a motion to approve. um local control accountability plan. >> I will second. >> I have a motion by trustee candelaria or and a second by trustee Oamian. Um before we vote, is there any discussion on it? >> Do we need any? >> As submitted. >> Awesome. Okay. All those in favor? >> I I just want to make a comment. I wasn't here yesterday. I did watch it on the airplane and I was very pleased hearing um with our CBO Miss Looney say that we are moving in the direction of going towards our we're having our 3% but going in the direction of having our board policy of 10%. And we did change and talk about >> that's the next budget. >> Okay. Wait opposed and no one >> I got all excited. >> I

love what Krista does. So J2, consideration and possible approval of the 2627 proposed budget, including reasons for assigned and unassigned ending fund balances in excess of minimum recommended reserves. >> As Trusty Garrison was saying, >> so dis discussion, um I was just very pleased to hear that we're moving in the direction of having our 10%. So, thank you for the good work. >> And we had stated previously that it it wasn't that is what our goal is and we're going to do the best to get there, which I've been pretty astringent on, you know, like no, it's this way. We need to make more cuts and I'm trying to. >> Truth be told, when we were able to do that, we looked at each other and said, well, we know Jackie will be happy. >>

So, thank you. And so I move to approve J2 consideration of approval of 2627 proposed budget including reasons for assigned and unassigned ending fund balances in excess of minimum recommended reserves. >> Seconded. >> Okay. We have a me a motion by trusty Garrison and a second by trustee Kellogg. All those in favor? >> I opposed. No one is absent. J3 consideration and possible approval of new proposed new course at CLO High School, Careers and Education and Child Psychology. >> Welcome. >> So, for those of you that don't know, I'm Mr. Barry, Casey Barry, who's our new principal at the high school. >> Yeah. >> Um, and we're just going to just jump right in. There's no cooling off period. So, I had him um come here so he could explain kind of what we're doing.

We have an a careers we have a class like this, but there's some nuances that I think you will be able to explain. >> First of all, thanks for for having me and I'm here. I'm excited to represent Cleverdale High School. Um so, yeah, this is just this is a similar class. It's a similar concentrator course for the education pathway. Um right now our child development one is offered as a CCAP class which means that it's dual enrollment and it's taught for the first semester through the SRJC. Um unfortunately we had like a huge or I mean fortunately and unfortunately we had a huge group of students who signed up for child development one but SRJC was not able to make meet our request for a second class because of we're still working out the

process. We're working with SCO and the JC to try to figure it out and it's there's a lot of people trying to do the work. Um but with that being said, we were not able to give that to everybody and so we thought about um we considered a bunch of different options and we think that this way giving the students another concentrator course towards that um education pathway would be the best way for for them. And um it's going to be a little bit different than what the child development course will cover. It's going to really kind of delve into the careers in education and child psychology and give them a a foundation for the child development that will allow them to access the the second uh class, the capstone class for child development too.

And just for um for Andrea um so whenever a new you might be thinking well why just do it right well anytime there's a new course the board must approve a new course that's going to have it even it's if if it's similar to the other one if it's different different course and course name it needs to get approval to the board. >> Do do you think because the child development class is a dual enrollment program that that's why more kids wanted to do that? like are we do you know if we see as much >> I definitely think that that's a that's a draw for students and it's unfortunate not able to us not being able to get that that class and that's why we didn't want to offer just a child development one

we wanted to make a different course that offers a little bit more for the students so that way um they can help us you know kind of develop something that could potentially be a little bit more reliable in the future. Um we we know that the CCAP classes are great and we know that the JC and SCO are doing really good work to support us with that, but um you know things like this are going to happen. Our timelines kind of um are different between the JC and us and so in planning for classes and things like that. Um, and so being able to have another pathway for students still allows them to engage with students at Jefferson, engage in the work that Anna's doing or that our our childhood education teacher is doing and

all of that. >> Is um in here it says the for this new course it's proposed grades 10 through 12. Is that what the CCAP class is for as well? It's only 10 through 12 can take it. >> Yeah. And I'm not sure exactly why um it's not encouraged for the ninth graders, but I do know that there's been a lot of discussion around that. Um I think that most of our ninth graders are taking other elective courses. >> Okay. >> Um and then it's geared for the upper levels. And I think the other thing about with it being a like for the CCAP classes, they're encouraged for older students to take because they're engaging in that dual enrollment piece. So, um, some schools don't even include their 10th graders in that equation. >> And

also, colleges only look at 10th through 12th grade. They don't consider the ninth grade year is a part of it, but as far as the other things go, they don't. >> Okay. >> And there's maturity issue too, right? Older students stuff to >> Well, that that's what I was going to ask. Also, if it's a dual enrollment, then I'm assuming it's going to be very >> collegeike. I don't know the right word. Yeah, they're taking a full rigorous expectations and responsibility and all of that. >> Yeah, they're taking a full course in in the semester just like any other college student would be doing. >> You know those college professors, >> are there any questions? Any more questions? >> No. >> Thank you. Thank youelcome >> and welcome to the school. Um then I'll make

a motion to approve uh the new course at Cloverdale High School, Careers and Education and Child Psychology. >> I have a second. Go ahead, please. >> I'll give it to second. >> Okay, we have a motion by Trustee Candelary or and a second by Trusty Garrison. All those in favor? >> I >> opposed and no one is absent. Okay, so future agenda items. Um I just gonna drop down that we have new board policy being created. >> It may or may not come >> might take a yeah >> some work to be done. Um any other future agenda items that the board may okay >> I would just say we will be um talking probably in August is when we'll start doing a study session for the board to come up with your goals and

then well that will delve into my goals as well for that. We just won't do it during July just because it's a little bit, you know, August is a little bit better. >> Okay. So, future board meeting dates. Um, well, today's June 18th. Oops. >> We want to make sure you guys knew that we're here. Okay. So, there's not another meeting after this meeting today. Uh July 8th, 2026, regular board meeting at 6 PM and then August 12th, 2026, regular board meeting at 6 p.m. >> Can I get a motion to adjurnn at 6:29 p.m.? >> I will make a motion. >> Okay. Motion by Trusty Candelary or >> Go ahead. >> No, go ahead. I'll second. >> Okay. Motion by Trusty Candellary or a second by Trusty Oamian. No preferential tonight. All in favor?
