001Mhm. >> All trustees are present. Um, public comments on closed session items. At this time, any person may address the board on any closed session item. Pursuant to the Brown Act, the board cannot consider issues or take action on requests during this comment period. Time is limited to 3 minutes per item. 20 minutes per topic. Just in case someone doesn't know who I am. >> [laughter] >> Mary Beth Kelly. Uh Along with out a name tag. >> [laughter] >> Do Yes, I don't have no name tag. Oh. >> [laughter] >> But I think I do have your son, so not completely unknown. >> [laughter] >> Um, so I'm here to address you to address you uh regarding negotiations, but first of all, thank you for joining the board. I don't live in Cloverdale at the
002moment. Um but there's no way. So, thank not not just to you, but all of you, even though I may not always agree with all of your decisions, appreciate that you show up and that you do the work, uh cuz it's a pretty thankless job. So, thank you for for joining. >> [laughter] >> So, just want to because you guys are going to start talking about negotiations, from TAC we kind of feel like we're on a merry-go-round, and we're going round and round and round. So, we finally settled last year's contract at the beginning of this year. And now we're negotiating this year's contract, and yet we're almost over. We're the year's almost done. Um and yet we have to start thinking about next year's contract while we're still negotiating this year's contract. We want
003to say it's it's really important to settle a contract, hopefully before you even start the school year, but there's a number of reasons why we feel it's important. Having a contract helps improve recruitment and retention of highly qualified educators. When you don't have a settled contract, if you're looking at a district, it gives you a little bit of hesitation as to whether or not you want to you want to go work in that district. Um having stable working conditions affects our student learning because our working conditions are our students' learning conditions. And it's really important also because it gives educators a voice um in our professional lives. And it helps us to feel valued and respected in the place where we work, and sometimes it kind of feels like where we live. And we know
004it's not the intent of the district or anyone who works in the district, but not having a settled contract, it feels like we aren't being valued and that we aren't being respected. So, we're here to ask you to please support our superintendent and enable our superintendent to settle a fair contract so that we end this year with a settled contract and on a real positive note and so that we can get ready to turn around on that merry-go-round and start it all over again for next year, but hopefully next year we're not starting from behind. Thank you. Hi. My name is Laura Schago and currently this year I'm a sixth grade teacher for the first time. I taught seventh grade year seventh grade for 11 years at least and when in seventh grade I kept
005fighting to get rid of our second set of conferences. It was like any change in the schedule and the kids go crazy. They just can't stay focused and can't learn. It's like a week of half days just is no learning. So, I kept saying, "I need that time. I need that time to work on learning for first day testing." And finally they said, "Okay." And then they gave it to us. They said, "Oh, but you still have to have day have half day because fifth and sixth grade have conferences half day." I was like, "You didn't give me the time for the learning. This is for the kids. This is for their learning. Oh, great. Teachers got time to do grading and lesson planning." That's not what it was about. It was about the time
006of nice sequenced learning. Not changing their schedule, having a solid thing. So, now I go to sixth grade. And they tell me, "Oh, your first set of conferences, you have to have all the parents come to the conferences." Okay, so I work real hard calling people, trying to get kids to help me talk to people, get these things set. Everybody came except one. That was really cool. Okay, it was really fun. I really enjoyed the conferences. The second set, I felt bad parents couldn't have a later time frame. So, I said, "Can I adjust it so I can give them a night time schedule?" These parents would have to leave work and it's That's a really hardship sometimes. So, they said, "Oh, yeah, you can." I'm great. So, I gave them one of those days
007and we figured out on Parents Square how parents could just sign up and I didn't have to call everybody. Three. I got three. All that time for conferences, the messed-up schedule, kids not focused, for three. And the other teachers like, yeah. And they were not very happy that seventh and eighth grade had gotten rid of theirs. And they have all this time like, that wasn't the point. The point was for more educational time for your students. It's wasted time. We make conferences for parents all the time. Anybody wants a conference, they got it. We don't have to have a week that people have to take off time from work to do it. We schedule with a parent. When can you come in before school? What can we do to make it work? A second set
008of conference is in my opinion is a huge waste of educational time. And I think the first set should be moved back a little bit later so we have a stronger relationship with those kids before we have that conference. And so, that's my imploring you to please reconsider your no because it's for the best interest of the students and their education. They're getting less for What? For three people in my class? Other people had around the same numbers. So, that's it. That's what I wanted to say. Please for them, so they can have more education. One set of conferences. >> [snorts] >> Thank you. Hi everyone. I'm Mary Ellen Wornett. I'm at Washington Middle School. I teach fifth through eighth grade social studies this year. Um Honestly, I'm not really sure what I'm going to
009say. But, you're allowing me to, so that's cool. Thank you. I might just take all 3 minutes. I don't [laughter] know. Hi, nice to see you all. Um So, like It is a little frustrating to hear that we don't have a contract. That That's sad. Um am I happy that we are all here together as a solid district? Heck yeah. There's been a lot of tumult happening, right? So, it means we need to start getting creative in how we're going to do this. And of course, um there's things way outside what I understand, cuz I'm not on negotiations. But, it might come down to looking at some of the language that we'd like to clean up. And so, I would like to encourage you maybe to think kind of outside the box on how we've
010like looked at some things. Uh echo what Miss Shago said about the double um parent conferences. It's kind of a lot middle school age, especially. Uh on the 7-8 side, we don't do them. But, fifth and sixth does. Um and we have kind of worked out um an atmosphere where we we reach out to parents so often, it kind of just gets incorporated when it's needed. So, we feel there could be another way we could use that time um in our school year. Um and maybe switch those half days to state testing week when we're burning our children out or something. I don't know. Like I said, I'm not on negotiations, but just to kind of encourage like different perspectives. Um, maybe like our school counselor doesn't have a prep time. I don't know. That's
011I don't know much about her job, but maybe considering offering um, something that might might only benefit a few. I know the union's for all, but maybe improving here and there where we can. Um, there's been some concern for our prep time being used for like our IEPs. Um, and and it kind of can take away also my time where I can be valuable putting together lessons and and grading and and having the time to connect. So, um, I appreciate that we're still all talking. I'd love to hear that we could come to a resolution maybe before the year ends. You know, I think Miss Kelly was right that it boosts our spirits as employees. Um, and it may be miss mis intended, but sometimes there is a an unhappy feeling, right? And so, maybe
012a contract could could help bring us back to to a more positive approach starting next year. And thank you for letting me talk. Thank you. Hello. I'm Leanne Henry. I teach seventh grade at Washington School. Been there a long time, but I'm moving to the high school to teach um, US history, which I'm very excited about. I just want to pick up on the prep time. There's language in the contract we would love to change about this, and I want to um, channel my Grandma Henry, very wise woman, and she had this saying, "You don't want to be the only woman in church with a fur coat. Do you get it? You don't want to be the only woman that has a fur coat cuz everybody else envies it, right? So, with the prep time,
013um a lot of the time teachers are pulled during their prep time to go to IEPs. And some teachers have more time pulled from them because they have more students that have IEPs. I personally have not been pulled this much, so I don't have to go during my prep time to go to an IEP. So, I can make my copies, I can prep my lessons, I can get my head straight about what I'm teaching the kids and how I want to lay it out, or get whatever I'm art project I'm trying to incorporate with the social studies there. Um so, it's not equitable. It's not equitable for some teachers to have to go to 15 IEPs throughout the year and miss 15 of their hour-long preps, and me, I only have to lose one or
014two. That's not fair. So, what we would like is compensation if you lose your prep time. If you don't get your hour to get your lessons prepared, your copies done, your grading done, planning done, talking to people, calling parents, all of that has to happen between 7:45 and 3:15. If you don't have that is it 45 minutes? 50 minutes? Hour? 50 minutes. If you lose that a lot, it does it hurts, and you end end up spending your own time doing it. So, it would be really great if teachers that give up their prep time could be compensated for that time, for that 50 minutes that they're giving up. Thank you. Today was denim on denim day at school. Um I'm Anna Ramirez. Got to got to explain it. Yeah. [laughter] Um PE teacher, child
015development. Um I wanted to reiterate the the prep time. Um I want to equate it to also we already have precedents where if we sub on our prep, we are compensated for that time when they need us to lose our prep time to substitute teach for another class that there wasn't a sub that came in. So, the same with if we were pulled for an IEP or a 504 or some mandatory meeting. Um there are just so many things that we need that time for and it is so limited to begin with. I mean, I have not left school today. So, um we already put in a lot of hours after school anyway. So, just to be told that we value your prep time, you know, sorry that we had to take it away today,
016but here is your hourly compensation. Um secondly, too, I am on the negotiations team and I'm new in it. And I have to keep sitting there and reminding myself that we're that we're bargaining for something that the year that's already passed. And that is kind of it does take a like a little mental shift. Like, like okay, so we're almost through this and yet we've already completed the work. So, um that is does have a little mental drain attached to it. And then, >> [snorts] >> just lastly, I keep on saying that whether we're here and some of and many of us live in this community and I'm one of the people that lives in this community, but a lot of our teachers don't and we have to make our contract as you know, what's
017the word I'm looking for? I don't know. As great as it can look in order to attract those people from out of town to stay here and become a part of our community. So, thank you for listening. Okay. Thank you. Now, I will say we're hitting the 15-minute mark at this point. So, just to kind of give you a heads-up, this would have to be or we could do one more if it were about a minute. >> She said Okay. All right. Well, thank you. Um I wasn't sure if I was going to say anything today or not, but um my name is Laura Ware. I am a special education teacher here at the high school. This is my third year teaching in Cloverdale. Um and I came from Ukiah High. Absolutely love it here.
018I'm so happy that I get to be part of this community and teach these kids. Um but one of the things that I've noticed um is that there's been a lot of sort of churning of staff in Cloverdale. When I came on, um there was a bunch of new teachers coming in um because teachers had left. And I'm still seeing a little bit of that happening um especially in the sped world. And one of the things that I think that the students lose um when that happens is that sort of you know, um continuity, right? There's there's um intellectual institutional capital that gets built when teachers are at a school for a long period of time. Um and I think that the students lose when we don't have a long uh contract or a you
019know, what looks like a stable work environment. Um so, then people move on or people don't come to Cloverdale. And to me, that means the students lose. Uh because we don't have that continuity of staff. Um and then I as a sped teacher, I can certainly sympathize with the all the preps that I have to steal >> [laughter] >> for all of my IEP meetings. Um and I do, you know, try my very best to spread that out as equitably as possible, but it it isn't. There are teachers that have more kids with IEPs for whatever reason. Um, I tend to lean pretty heavily on math teachers and English teachers because those are often the areas that parents want to discuss in an IEP, and so then those teachers uh, often have, you know, more
020prep stolen. Um, so, or not stolen, but >> [laughter] >> they're expected to to be at a meeting, um, during those prep times, and it would definitely be a helpful thing if I could say, "Hey, yeah, I'd love it if you'd come and support this student, and we can make this great plan, but I'm not taking something away from you to do that." So, thank you very much. Thank you. Is there any time left? We have about another minute. Wait, one Chris writes 20 total, so making sure. We have time. Well, I know. Hi, I'm Sadie Demarta, and I teach animal anatomy, ag bio, and ag construction. And, um, just about the prep time, it's really hard to go to IEP meetings, and then run to barns, and get wood, and so, the uh, the
021prep time is so crucial for picking up supplies and that sort of thing. Sorry, I just ran from the the boys baseball that they were winning to the girls baseball that's not so. >> [laughter] >> And we have an ag boosters meeting tonight. Thank you. >> Thank you. Do we have any more public comment? Okay. Thank you. >> Thank you. So, at this time we will move into closed session and in closed session we are going over C1 public employee performance evaluation and C2 conference with labor negotiators for tax CSA and superintendent. So, we will go to closed session at 5:18 p.m. Thank you. >> Mhm. >> into open session at 6:25 p.m. Can you say my place? Um And if we could all rise for the Pledge of Allegiance. I pledge allegiance to the
022flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Okay, so um the approval of the agenda order, the board reserves the right to change the order in which agenda items are discussed and or acted upon at this meeting subject to further action by the board. And our Just so you know, forces going over there an ambulance was called to Daily Field, so we're going to try to find out what Okay. That's what all this hustle was about, so Okay. Go ahead. Um consent calendar. Am I supposed to read this? Mhm. Okay, this. CUSD Board of Trustees utilizes a consent calendar for
024items that require the approval of the board, but are of routine nature. They act upon these items in one vote. Any member may remove an item for additional questions. Board members receive their agendas and backup material 7 days in advance for our meetings, so they have the opportunity to ask questions and to do research prior to our meeting. It is their intent to handle the routine items expeditiously, so they have time to address issues that are more serious. And were any Does anyone need to pull any items? Can I Can we get a motion to approve the consent calendar? Move to approve the consent calendar. I'll second. Motion by Trustee Garrison and a second by Trustee Ogamian. I know a couple of you had a seat that CTE seminar thing. I'll I'll Right supposed to
025be here. I'm assuming something must have happened. I will email you guys with that >> Okay. those questions or more information. Thank you. Here, she left Okay, thank you. >> [laughter] >> It's okay. Consent calendar was approved by Trustee Garrison and second by Trustee Ogamian, preferential. I. All those in favor? I. Opposed? And no one is absent. We will move on to association reports. Uh CSEA. No report today. Uh Teachers Association of Florida. I am. Okay, I'm Leanne Henry. I'm representing TAC. I'm TAC Vice President. Just want to apprise you of what our union is reporting to our TAC board at our TAC meeting during these 90 days of May. >> [laughter] >> 100 days of May. The high school's excited for the early childhood development lab and community unity day was a success. Washington,
026we're looking forward to a school-wide end of school field day celebration called Eagles Unleashed. And it's the whole school going to be out on the field together. And tomorrow is our open house and everybody's invited to come to our open house if you would like to. Jefferson's excited to tour their new classrooms and Gary Merit for their open house which is next week. Is that right, Michelle? Next week? Okay. District-wide, generally speaking, we're dealing with the morale mostly due to large class sizes. It's difficult to meet the needs of 30-plus students. And we're very, very, very hopeful that our contract can be settled before the end of the school year. I also have a question and I don't know if it's appropriate and it's about the protocol of the board. We've come here I've come
027here sometimes and addressed you guys during open session when you can comment. And I'm I sometimes wonder if you guys have questions about what we say. And I'm wondering when if we say something up here when do you get to ask us questions about it, if ever? We can ask the question. The report one you can't. They can't. They're free to They're free to do it. >> So you can >> during public comment if it's not on the agenda essentially. So is that your specific board policy or is that just normal protocol for all school boards? Okay. But we can ask clarifying questions. So during open session? public comment You can. Yeah. Okay, cuz I always feel bad that you can't like ask for some clarification about what we're talking about. So thank you for
028telling me that. Okay, thanks. Thank you. So we'll move on to district reports and Jefferson Elementary School. Good evening. You have my report as submitted and again we have our open house on um May 20th, Wednesday May 20th and we also have our family day on the green on the 27th. So mark your calendars 10:00 to 11:00. Thank you. Thank you. K2 Washington Middle School Good evening. Nice to see everybody. You have my report as submitted and of course just to reiterate love to see you at open house if you are available and or our field day. Families are invited to participate, supervise or just watch. 5:30 tomorrow, right? Yes. Okay, thank you. Okay, K3 Cloverdale High School and J H. I'm going to guess it's as submitted. Yes. Okay. It will be now. Yes,
029so that's okay. And K4 Special Education and Student Services. You have my report as submitted unless you have any questions. Thank you. Okay. Okay, so we will do maintenance operations and transportation [clears throat] report. I'm going to guess as submitted as well. You getting the hang of this? I am. And then we will go to business services report. Okay, so um this month we're going to talk about a couple of different things as we go through here. Um our first slide is about enrollment and our enrollment currently um is 1235. Our enrollment at CBEDS the at the beginning of the year which is in October, that's our October 1st Wednesday in October is our date that we take our count, was 1248. Last year it was 1303. And so we're going down a little bit.
030Um we did go down from last year we went from 1303 to 1263 in May. That was quite a drop. This year at least from 1248 to 1235, we're not having as much of a drop, so that's good. And if anyone wants to come and work on enrollment projections with me, I'm happy to we can we can talk about enrollment. Um 17-18 was the highest enrollment that the district had, which was um 1440. And then after that it's been 1312, then 1318 and an uptick and then 1303 for 2 years in a row. So um that's where we kind of are with enrollment right now. It looks like it's holding steady this year, which is good and we're hoping for that for the next couple of years. Okay, so now >> Can I interrupt for
031a second? Of course, it's our it's our our Mr. Evans was doing the game book and he was having a hard time breathing, so we called the ambulance for him. Oh, no. >> taken by ambulance. I have nothing else to add. Proceed. I'm very sorry. Okay, so let's talk about attendance for a minute. Um, this last column on your um paper and on your on the screen and everything else is P2. And P2 is what funds everything for us. That is what we get the bulk of our local control funding formula on. It is everything, right? And it is um This year we had um 1,169 and 88 that was per reported for P2. We and that was the high school had about 93% J Elementary School had a 94, JEH 93, uh Washington about
03293% as far as the P2 numbers. And P2 represents the first 134 days of school for us because it's the last period EdCode says it's the last period ending on or before April 15th. So, for us that was um the 8th month, and so that was 134 days. Now, does that mean that the attendance from there forward doesn't count? No, that's not true. I don't want anyone to think that because our auditors actually look at that. They look at our annual as well, and if we have too much of a dip, if we've dropped too much and stuff, then we get flagged for that and then other things happen. So, your attendance does matter all year long for all 180 days. So, any questions about ADA? We're going to next month uh when we talk
033about the um June budget development, we're going to go further into the local control funding calculator and more information, and you'll see how these P2 numbers then are actually put into play. Okay, then uh let's talk about revenues. These are the revenues as of the end of last month. And we are at about 93% for our local control funding formulas, 76% for other state revenues. And what are those other state revenues that we're still waiting on? Mainly those are mandated cost block grant funds, home to school transportation funds, and unrestricted and restricted lottery. Fourth quarter for unrestricted and restricted lottery don't come in until the following year, even though they count for this year. It makes accounting really fun. And then other local revenues like interest and things like that is at 91%. So overall
034we've received about 93% so far of our funding. And then for our expenditures, you can see we're running pretty tight. 96, 98, 96, 99, 93, 98. These actual numbers do also include for salaries and benefits include the encumbrances for the salaries for the remainder of the year. So that's all included in this. So I didn't I don't want you to think that oh my gosh, how are we going to make May payroll? We're going to make May payroll. Yeah, yeah, yeah, we yeah, we will. Okay. Yeah. >> [laughter] >> We're all happy about that. Um then the contributions, those will be calculated at the end of the year when we go to close the books and that's when we'll know exactly how much the special education encroachment is and how much money the supplemental and
035concentration funds that have to be transferred from the general fund to those accounts, um how much that is. The routine restricted maintenance number, that one is established during your June budget and so that number stays the same. So that one will be the 647,000 dollars. And then the last slide we have is the ending fund balance and this one also will be recalculated. These are based on second interim numbers right now. This will be recalculated when we do our unaudited actuals when we go to close the books in the fall. So, and we're actually starting that process right now. We've started um reviewing all of our um expenditures, revenues, making sure everything's on on track so that we can start the June budget development. Um you may have heard that we have May 15th coming
036up and that is a really big day in education because that's when we find out, hopefully, what we're going to get, what we're not going to get, kind of the starting the the almost the end point of where the governor is going to then start negotiations behind closed doors with the legislatures and things like that. So, um we do know at this point that the COLA is 2.87% and so that has been dropped into the local control funding formula calculator and we've started to plug those numbers in so that we can see cuz we have to have not just a budget for next year, but for the two out years as well. So, any questions? Thank you. Okay, thank you. Okay, we'll move on to board rep- uh student, sorry. Student board representative. Uh so,
037we recently had our senior portfolio night and I think that went really well. Um and we also had community uni- unity day and I um I was busy doing AP testing, but all my friends said that it was really fun and they enjoyed it. And we also have our senior grad grad walk and our senior awards night. Thursday, the 28th. The senior awards night's going to be at 6:00 p.m. and the grad walk's going to be at 1:00 p.m. And we also have the CHS play this um Friday through Sunday. And um for our high school graduation, it's going to be on Friday, June 5th, and it starts at 6:00 p.m. And any photos and stuff starts about, I think, 5:30-ish. And we also have an FFA banquet on May 19th at 6:30 p.m. at
038the Citrus Fair, and tickets are $5 for that. And that's my board report. Thank you. For your grad walk, do you guys go Jefferson, Washington, and back? >> Uh yes. We love it. >> [clears throat] >> Uh board reports. Who would like to start? I sadly have nothing to report except I am excited about Day on the Green at Jefferson. My kiddo has been practicing like crazy. I have had to hear the same song over and over and over again. Um and she is very excited. I really have to commend all of the different um opportunities for field trips. My kid is not a hiker, but she enjoyed somewhat. Do we know we Those who know her, that's not surprising. Um but she's really excited for Papa's Pizza tomorrow, and I'm Or no, Friday, sorry.
039And I'm really jealous, or next Friday. I'm jealous I don't get to go, but it's just nice to see all of the opportunities that Jefferson provides for field trips. So, thank you. Uh I attended the SARB meeting, and as Ms. LaVay said in her report, um there was two students that were recalled due to continued absences. So, we'll recall you if you're not um doing better or staying the same. And um there was no new referrals. And we'll just reevaluate once we start next school year. Um and I attended the Jefferson Elementary School closed campus presentation because the superintendent and Ms. Buntine were driving on the senior [music] trip. Um so, I was able to attend that and there was good attendance, good questions asked. I did encourage everyone that spoke up that there would
040be three open positions on the school board this coming election and I welcome them all to sign up for that. And there was a measure H meeting which will discuss in our presentation. Thank you. I attended my first boosters meeting as an alternate. >> [laughter] >> Diving in. And then um I also got to volunteer for the middle school track meet that we had here one of them that we had here at the high school which was amazing. Really a lot of fun and and I definitely would love to give a shout out you know appreciation to the first time coaches which that would be Amber and and Fred Cook who did an amazing job and are already advocating for next year. And um my son was on that team and it was just really
041lovely to see the the community that they created in such a short time. >> [clears throat] >> I have nothing to report. Um I attended the boosters meeting with and trustee Keller >> Keller Keller okay trustee Keller sorry for that. Okay. Um and um I also made it to the tail end of the closed campus meeting at Jefferson. So, thank you to trustee Garrison for being there. Um I've been driving a lot for softball wait for middle school softball. Um we had an away game that day. Um I also attended the FFA [music] fundraiser at the Aussie church which was phenomenal. So, when they do it again, everyone should get a ticket and go. It's a lot of fun. Um Food was just okay. Um but it was a lot of fun. Um and I've
042been I have really bad tan lines from all the softball games I've been sitting at. So, I'm looking forward to summer more bad tan lines. Okay. And that's all. Um we will move on to superintendent report. Riley, would you like to talk a little bit about the um CTE seminar class? Maybe give a little bit more detail. Yes, please. Not going to allow you to be off camera. All right. My glam shot. Um first I just wanted to say that the food was delicious and Lance was our cook, so that was why she said that. It was It was great. Um So, for the CTE seminar class, we offer C-CAP classes at Cloverdale High School. Uh we ran two this year. We had our child 10 class and then animal science 20 class. And so,
043the students who are in these classes are not ours uh while they're taking them. They're SRJC students, but they are not SRJC students all 5 days of the week. So, there are sometimes that they are, in fact, our students. And so, we're trying to identify a class that we can put them in that differentiates that they are in a support class with us versus the JC class that they are dual enrolled in. So, uh we threw around a lot of names. Um CTE seminar was what we landed on and it's broad and can encompass all students who might be in the ASI 20 class or a 10 or whatever future C-CAP classes we might have. We wanted to keep it general on purpose just so that any student who is dual enrolled would also be
044placed in that section. Does that answer questions? Okay. Do you want to talk a little bit about what we did yesterday? Yes, I would love to. We Glenn and I went down and presented to the Cloverdale Leadership Group. Chamber. Chamber. It's a subgroup of the chamber. Just to start building some awareness about this building. They were my first official like launch of the whole project. So they were very excited about it. I shared a packet with them and they had a lot of great um just comments and support and they wanted to help make connections. So a bunch of people have actually already reached out to grab coffee and help make those connections and figure out how we can get in front of the right people in our community. So that was kind of our
045first awareness building moment that we had and right now that's what I'm fixating on is just building awareness, meeting with Todd Lands for example and just trying to make sure everybody knows what's happening before we hopefully get these million dollar donors lined up and people aren't surprised in our own community about it. So just getting the word out and it went really well. Yeah. I like how that million dollar donor just rolls right off the tongue. Yeah, it's going to happen. I have a question going back to the dual enrollment. When you talk about the students not being ours, but they're ours. If there was a student say who attended Geyserville or Healdsburg or Windsor or whatever or maybe just is some random person in the community and wanted to take that class. Would they
046be able to take that class and attend it here or is it just for our students? That's the purpose of the C-CAP is to make it just for our students on our campus. However, with the the Geyserville thing that you just said, we have talked about the idea of to fill some seats to invite other campuses, but it's a matter of all of our bell schedules aligning, which just feels like an impossible challenge. Um but it is something that we've talked about other high school child development or animal science classes coming to us um to fill cuz you have to have a minimum of 22 to run a C CAP class and it's hard to get 22 kids to give up their free period. So um we've brainstormed that idea, but in terms of like
047an adult or community member participating in the class, that's not the goal of a C CAP. Thank you. And also uh back to the building she's talking about, Aurelia's created a brochure essentially and then uh um bunting will be emailing you guys that what it looks like. So you guys are understanding what you guys see exactly what we're going public with essentially. So for that part um Oh and also what I appreciated was Riley actually sent that out to the advisory committee for us to get feedback on and so I really appreciated that. Thank you. Yeah, they had great feedback, just information that was missing or what could really build our case. So the advisory committee provided a lot of support to make it more in-depth and also provided the recommendation for a website for
048CTE. So that's something we're working on building, but websites are really hard to build I guess. So um it's taking some time, but that's like a summer project that we're going to take on. Yeah. Thank you. Yeah. Thank you. So um I also went to the FFA event, which was nice. I was getting about the food. The food was good. Um this is Lily's last meeting. So thank you Lily for being a part of our uh Thank you. >> [applause] >> Um also this um June I will not be having an article in the Cloverdale Connect. I felt it a little selfish because we're already printing out pictures of every graduate. So I didn't want the whole thing to be all about Cloverdale Uh as a school district. We also, if you noticed on the
049um consent agenda, we have a retirement this year. So, I just wanted to call that out, Mr. Ballard. And also um tomorrow I will be giving a very similar to my state of the state of the city address that I gave to the to the at the chamber to the senior center tomorrow. So, I'm also going to be showing a video of our new got some drone footage. I think I showed it to you guys, too, of the if I haven't I'll forward it to you of our new building over in Jefferson, too. So, we'll talk a little bit about that. And other than that, I don't have anything else. Thank you. Thank you. Okay, so we will move on to report and discussion, Measure H update. As submitted, we had our Measure H meeting
050yesterday that we currently, I think it's Aaron. Aaron is on vacation, so we didn't really have anybody any update with that. Basically, we are done over there. They're just kind of finishing putting the finishing touches on it and then the punch lists and and stuff, too. And my understanding is by the end of the month that we should be lack of a better term, have the keys ready to go. We are still looking at the first week in August to have a ribbon cutting open house. Basically, just have it all open. Um and then um and I know Miss Holden's been able to take some of her staff over to see the different classrooms and such, too. If you are interested at all, please just call me, text me, and I I can meet you
051over there and send you right through. There are a few just items that the the construction company's left in there and that was have so it's really not open for the public yet necessarily, but if you need to just call me, we can certainly go over there. I have Friday off. After I drop my kid off, can I go and check it out? >> Yes. Okay. Just text me what what time you're coming then we can go easily go over there. Yeah. We'd love to show it off. It's awesome. Um it's great. So, other than that, it's as submitted. Thank you. Moving on to O2, PG&E easement at Cloverdale High School. Yeah, so this is in your um board packet. So, to give you an idea of visually, um so where And again, you're going
052to have to help me with the field. The field The baseball field that is on the high school campus. What's the name of that? Kaufman? Kau- Kaufman? Kaufman. Thank you. So, [snorts] if you kind of visually see that there's a batting cage that is on School Street, right? And then there is um kind of a not kind of There's a large oak tree um that's there that's got kind of a split sidewalk around it. So, between that area um between the batting cage and that large oak tree and outside of the fence, um uh on that sidewalk right now is an older uh gas There's a main there, but there's an older gas um I guess for lack of better term, lever that's there that controls a lot of of the gas that comes through
053to Cloverdale. And so, it's on the list to be replaced. Um and so, they want to PG&E [clears throat] wants to take uh and there's a couple of big maybe 4 or 5 foot boxes that are there also. They want to take all that out and move it over to kind of that grassy area that's outside the fence, but between the fence and the sidewalk in that. There'll be nothing above ground. It'll all be below ground. Uh so, they want an easement to be able to put that there. >> [clears throat] >> So, any questions on kind of where that is located? Um we were um at first when they told us about it, we were thinking they were going to have some big monstrosity there that we're going to do, but it's all going
054to be in the ground, which is nice. Second thing was is so all we're doing now is we're not saying yes to the to the whole thing. We're just saying we're open to the idea. And then what they're going to do is they're going to go to their department to try to figure out what that easement is worth to us necessarily like basically kind of a fair market value for that and then they're going to come back to us with a kind of a number to be able to kind of buy that easement from us. And so then we'll kind of start that negotiation process. Um personally, I think it actually benefits us by getting rid of some of those big pieces there and putting it in the ground. It will have a couple of
055pipes that will be up because it needs to vent. Um but they're I mean it's really unobtrusive and it's also in the area that really nobody walks necessarily. It's not anywhere. I had Michael out there with me because there is a big gate on that fence cuz that's where we bring in the equipment, but there's no issue with that part. So I can answer any questions we've got. So all you're doing now is just really kind of giving me the okay. There's no action. We're just kind of saying yes, we're interested in hearing what you have to to offer. In in the past they've had to do work on there and kind of close areas of it. Is is the thinking that by replacing it or upgrading they won't have to do as much work
056and won't have to close it off or It won't be intrusive in the street because it'll be more on our property. Mhm. So yes, I was more concerned about when the work's going to happen and what that's going to look like. And again it's it was it was ironic because PG&E was like we really need to know pretty soon. I'm thinking to myself, yeah, good one. Cuz we ask you when it's going to happen and they don't ever say to us when it's going to happen. But we're looking a couple years out probably and they're going to try to coincide as best they can to do it during summer time to be able to actually do the construction of it. Um, but yes, there will be times that you can come out, but like Michael
057and I saw that it's really has not really would not affect our campus at all um, during the school day other than I told them if you do it like half hour before school, there's going to be kids walking potentially. And so they understood that part. Um, but it will be something that they do it'll be a main transfer right there. So it will be something that will be used often. Um, as far as if you know, anything goes out or anything like that, that'll be a main part there. Um, so again, I my my recommendation is to at least hear them out at this point um, for that part. So, any other questions? You guys have any questions out there? So we we good? We may not good? >> Thank you. Okay. Thank you.
058Okay, so moving on to 03 youth truth survey results. Yes, so in your board packet, you have um four different four four different um, and so the reason why you don't have five is because JEH remember their numbers are not big enough to be they call confidential. Yeah, they could too much identifying material essentially. Uh, cuz the numbers are lower. Um, so and I always think it's funny cuz it says confidential on there, but there's really nothing confidential to it all that's in there. Um, so you have all of the composite reports, um, which is kind of like obviously the the compiling of all the other individual reports. I can certainly send you those. There's a lot of pages of reports. Um, and so um, this is again nothing you need to approve or anything
059like that. It's just a matter of of bringing those that information out. Uh, if you have questions, um, obviously there are some staff members here as well as the admins here that can uh, if you have any questions, please answer that. And I want to say we gave it around the end of January, is that right? Around January? Yeah, January. Um, and so And a lot of this material uh uh um output >> [clears throat] >> we have our metrics on our LCAP. Um, so we uh that's a lot of the information that I had that I use uh to put into our LCAP of what we're choosing to measure uh essentially. So, anyway, I can open up there Actually, you can open up the floor to any questions you might have for that. Any
060questions? It's not really a question, but like I was looking at how many So, it's great staff numbers. How many responded? It's great student participation, which was phenomenal. I'm just I was thinking about creative ways to get more families. That was a really depressing-looking number. Um, and I get Parent Square I get Parent Square emails all of the time and whatnot, but just moving forward, coming up with an idea of how to get creative with making sure that families or at least letting them know the value of it. And I know in text and everything, I get that. But it just it gives us so much to guide that if you are watching this, please participate. Like it just gives us so much valuable information that I It was just a thought I had while
061I was reading over it. That's all. You're you're not wrong. It's it's it is frustrating to get that low of a turnout. They must think everything's great, then. Well, then it skews results. >> And you hit them while they're at a meeting, they may not ever come back. >> [laughter] >> Can we like bribe them with like cookies and be like, "Come, here's a Chromebook. Sit. Takes 20 minutes. You're good." But anyways >> I was just curious and Well, sorry, Jackie. But the one cool thing that we thought about doing is when we do it at the beginning of the year when when comes in to can our paperwork, but it's not open at that time. That's the problem. Yeah. So, when it's really after the holidays, uh it's just it's the timing to me
062is not a very good timing issue. >> No. And families are expected to fill it out. >> [clears throat] [laughter] >> Fully appreciate it. Um I do think that there's a barrier in some ways because a family can fill it out, and then they have to fill it out for every student. And so, that I think gets laborious for families, especially with two or three kids in the in the district. So, there's that. But, I agree. We need some more creative ways to reach families. And last year, we did use we had Chromebooks set up, and we had morning Chromebooks, afternoon Chromebooks, and um it it's a hard sell for for families to come in and do it. >> and it's Mhm. And I have the paperwork. >> 2 minutes, either. I mean, >> Oh,
063no. We do them at staff meetings. Predominantly, at my particular school, or they'll give some time elsewhere, but, you know, they're not short. No. So, I I understand. It is incredibly detailed. Sorry, Jackie. I was just going to ask, what's the what is the cost of the to do this? Nothing. It's free. Uh at school, I believe, covers the cost. >> Okay. And then, you answered my question is, we get these results, and what do we do with them? But, you said we use it with the LCAP, but I'm just curious, have we looked at a trend to see like over the years, is things getting better? Are things getting worse? Are we >> coming >> trending to are we making changes to have things get better? And that's coming on the um LCAP when
064I bring it to you in June. Okay. >> Um I I don't have it yet, cuz it's just it's not Yeah. done yet. But, it's in the small amount that we get, we've made great strides, um to be quite honest. We have. I know it's a small number of parents that are doing it, but it is in a positive trend. I would say mostly up and down. Uh, and you'll see that. Well, and I think it works really beautifully with all the work that you've been doing in the district or we've been doing with MTSS. Like I think that if we could figure out how to kind of incorporate that or you know, obviously use that as data to help guide that process now that the trainings and everything and whatnot. Well, I think it's
065kind of hard because I think all the data is great, but I think in order to get all the data it's like Shauna says, it's very laborious to do that, right? And so, it's a little bit of a catch-22, right? We don't want to be just skeletal, but yet we also don't want to make it to where people got to like sit down for an hour to do it. You know, it's just difficult, so. Um, my question was kind of answered. SCOE, it's a SCOE-sponsored Yes. >> survey. Um, well, I think a lot of districts uh, or counties outside of Sonoma County use it also. I've never heard of it coming from humble. My I My question is are there other similar surveys out there that but if it's SCOE sponsors it, I guess you'd
066have to go talk to I know what you mean. So, that's not as I don't know. Most most places like in my previous district, we created something on our own uh, through through like a a Google Form. Essentially, you did the same thing. It was nowhere near as robust as this. Right. But we did we were able to do that, too. I don't know if the if the staff or teachers want to talk to it at all about as far as he felt like the kids were You got to go to the podium, though. >> You don't have to go. I mean, it feels bad to say that, but >> [laughter] >> I don't know what their thought was. I know we got we do it in in class in school, obviously, and I just
067feel like >> if if maybe staff [clears throat] members, principals, if it's to benefit if if it would be beneficial to look at some other way to gather this data that's Regarding regarding the students taking it, they kind of click through, just like all of us do when we're pressed for time and don't want to do something. >> Yeah. Yeah. Um I hope that answers your question. I was just thinking while you were speaking that I maybe we should just talk to each other, maybe come to open house and ask the parents how they feel about the school or you know, instead of doing it through a computer. I know it's more Setting up a table? Yeah. Yeah, like how how do you feel about the How do you feel about the school? Or even
068have just a piece of paper they can check things off, like what do you think needs improvement? Or write something with a pen and pencil. There's a concept. Slow down. Yeah. Yeah. >> [laughter] >> Old school. >> I know what you said about students are clicking through it, so it's great that so many students did it, but how accurate is the responses if it's just And to be frank, I click I click through it, too. I >> I'm going to be honest, I have two kids. They give the same answers. >> I Yeah. Sorry, cuz I'm like I want to get out of my stuff. >> [clears throat] >> I just want to add that for my class where I have a lot of special education students and English learner students, we kind of did
069it together. And I think there's a I think I'll probably across the board there's a lot of vocabulary that the students really did not understand. So I spent a lot of time in that class period trying to explain to the students what the questions were asking them. That's what I deal with, too. It's either that or they're like, "Well, why are they asking me this?" And then they don't quite know how to answer it. Or some of them just feel uncomfortable answering the questions is what I've run into, as well. >> [clears throat] >> It's a good way to exercise your legs if you want to come up and talk. >> [laughter] >> Um I just want to say I've not read this year's data and the results yet, but >> Didn't want to read
070this many pages? >> I actually really love reading it. I think it tells a really great story and I just know from last year's data that I read, there were some really awesome things that stand out like our students are the happiest students in Sonoma County. Like I just think that that's stuff that we should be talking about. So we can pull that out and like share it with our parents, with our community. I think it would draw and attract families to put their kids in our school. So I do think we need to use the data to our advantage and then I also use the data in all my grants. So I can disaggregate the CTE students and you could just tell that students who are in CTE have better attendance, better relationships with
071their teachers, they're more engaged at school. So it is really cool to kind of play with the data. I never thought I'd be a data nerd, but I do actually really like YouthTruth. You know what's really cool too is that you can look at SEL components for students and whatnot and kids who may all of a sudden just, you know, be great on the outside, but how they answer these surveys. So it's kind of like I feel like there's pros and cons to this particular process. What it tells us as educators can be really, really, really astounding. Um and but at the same time it's like there are obviously I love to see another method that we could achieve similar results, but it not be as much of a hurdle for so many in the
072process, but that would take some homework. So maybe that's my job over the summer. >> know the questions are different for the age, but the method, like the platform isn't doesn't change. So high school, I'm sure it's easier for high school kids to go through this. They are used to doing a lot more things in school. But Jefferson kids like when I did it for Jefferson my kid didn't answer these questions. I just clicked it for her what I thought. I mean it's just I don't know. Maybe some feedback to the state disco. You have the data. Thank you. Okay. Anything else on that? Okay, moving on to Now where are we at? California School Boards Association 2026 Annual Education Conference Attendance. Yeah, so I wanted to put this on here because we're in somewhat
073of a unique position this year, right? So I think it garners a discussion. Um the the conference is in San Diego. They do go back and forth between northern and southern. Um it is a worthwhile conference obviously, but it is in beginning of December and we have to sign up prior, right? And November we have an election and so there's that. So I'm just and I know that Ashley and I think Deborah are the ones that are not on the schedule >> ballot, right? So I've just kind of just it's it's there's no action. I'm just want to have a discussion about kind of what we're thinking for that part. >> So I was one of the ones, sorry to jump in guys. I'll just be quick though. I was one of the ones who
074really wanted to go to it. I've only been once in now the four years, but sitting back and thinking about it, number one San Diego would be way more expensive than San Francisco hands down. Um and also with three of us up, I think that it would be better to hold off this year and then look into next year. But that's just my opinion. I'm I'm torn. I agree with that, but I also feel you have potentially three new people coming on and it's a great way for you to get to know each other and you're going to be learning a lot of stuff, especially with new trustee workshops that happen ahead of time and um I I think that it's important to to have available for the the potential new trustees. You'll know who
075it's going to be. They won't have been sworn in yet. I'll still be on the board, but I'm not going to go because I feel like it's a waste of district funds for me to attend it when I'm going to just be coming off, but I feel like it's really important for anyone coming on. >> Well, we would definitely know if three people for three seats put in, right? We would know that probably in July-ish? Closes by August 1st, isn't it? I Well, it depends. There's kind of some weird language in there depending on Yeah. I Go ahead. >> So, my my experience it's a lot of really good information. It like really kind of pumps you up to being a board member. It's like refreshing. Like there's so many ideas, so many really cool
076seminars, but out of all of the thing conferences there, individual little seminars I sat through, the most beneficial ones were all of the pre-conference ones that I've gone to. >> Yeah. And do those fill up quick? They usually do, right? >> Usually. It'll be tough It'll most would be full if we wait until August Well, and don't But don't they offer new trustee workshop? >> sign up in June. Don't But don't they offer new trustee workshops after the election where you can go? I feel like they've done that in the past. I I don't know that. That's a good question. >> Maybe is that something we can find out that we could reach out >> I'm worried about, too, is is what if we have somebody new that hadn't planned on it and they can't
077That's why I'm saying maybe we if we can find out if there's any like local even like I've gone when I did the governance um Meg Yeah. >> training the that uh masters in governance. I did it twice and I tra- traveled to Sacramento and uh maybe Larkspur or somewhere down in the East Bay. So, it was local and I know SCOE has done some as well. So, if we can if that's an option as well. Do you know if they >> do it the last year or the last 2 years cuz we were driving trying to save money. Mhm. Um They usually do the masters in governance once a year. Every year they'll they'll provide that. >> But I'm curious if they're going to offer a new trustee worksheet but a new trustee workshop.
078Oh, got it. Whether it's CSBA or SCOE. Yeah, I don't know that. Because does CSBA usually run the masters in governance? Correct. But I I feel like the new trustee workshop would be more beneficial than the masters in govern- It's It's a quick It's a quick class, like a one-day thing. I I think it I I think on election years, so which would be every 2 years, my opinion is that we don't just because it seems like a lot of working pieces. Um but on the out years where there is no change on the board, like next year it's in It would be in Sacramento, would be a great year for us to go. That's going to be less expensive. We have 2 years of the same guaranteed the same board unless something happens, [snorts]
079but for the most part um that's just that's my opinion. Should we get everyone's opinions or everybody else's? >> What is everyone else's opinions? I mean, I think we have a virtual course that I took for like 6 weeks or so or whatever. And that was helpful. Um and there's also It's CSBA I think, right? Yeah, that's or so I think that's helpful. But I do agree it would be beneficial maybe for when it's not election year that we all go to Sacramento or wherever it's it is because it is closer. Um But yeah, that's all I got. Andrea? Yeah, I agree. I think it would be um feels like it would be a lot for December. Um and I I I I I've looked into those courses. Like I can't remember I I got
080sent to me as part of my like my welcome package and everything. Like there are multiple courses that I can take online. They're not all open. I think two of them open in summer and there's a you got to take the brown act one. So like I already kind of have that on my radar to educate myself that way and then I could see the next year being, you know. Yeah, cuz I think it would We always talked about this, too. It'd be hard for three out of five went, right? It just wouldn't make sense for just, you know, we either have to commit or we don't, right? And I think that's the thing that we were talking about. It's like it's so up in the air during an election year, you just don't know,
081right? And you would hate to be where you make it for five and then there's really three new people that that then, you know, again, but you know, go ahead. Jenny, you have a Oh, no. I would just like to put in um a recommendation for them to not put it in December. It's the worst time. >> CSBA? Yes. It's a great conference. It really is. Yes, so if you could get on [laughter] that, let them know they need to change the time of year. >> [snorts] >> Let's just not make that one of my goals, though, please, cuz I >> [laughter] >> have a little bit of control. So, okay. Thank you. I appreciate it. Uh moving on to 05, request for letter of support for La Familia Sana Community Resilience Center. So, frequently
082I get um seems like this last year's been more frequent than years before. I I get a lot of requests for letters of support uh for things. Um I I don't in my career I don't like to put letters of support out there for things cuz I don't want to speak for the district when I'm not we're we're not running the district. That's the board's job. So, um I frequently will bring stuff to you guys to be able to do that. Um This I I believe I put everything in your I think it was an email I think and then plus a uh sample letter I believe I put in there. Um and so um I just my opinion on this, I think whether you want to take it or not. Um I think letters
083of support are difficult um when it is when I don't know that the school district has a the students have a benefit to it a obvious benefit. I think it's difficult. Um I think in our current state right now, I think a lot of things tend to be political that maybe aren't and I just don't I I would caution us taking a a support on something that could potentially not be as clear-cut. I'm not saying particularly for this one, but I'm saying just in general, um when you support stuff it's that, right? It's support and so we're putting something behind that, right? Um and so I just would caution about what we're supporting that doesn't is it for necessarily the direct betterment of our students and our staff. I I I'm kind of all over
084the place, but I hope you understand what I'm what I'm saying. Um For example, um we were asked in the past about would you do a letter of support for like um Uh I've been approached by Esmeralda, for example, to do a letter of support. Um and it's just I just feel a little like it's a little bit testy out there with that. Um and so I I hesitate to do that to to give any support. Now, if somebody if the police department comes to me and says, "Hey, I'd like support from the school district to get funding for an SRO." That's a clear easy one, right? That we're benefiting from that, right? I'll still bring it to you, but that to me is a little bit easier cuz we are getting benefits. So, again,
085I hope I'm rambling here, but I I hope you understand what I'm talking about just to be cautious on what we're supporting and what we're attesting to. Um I will I think this I know it's this topic is specific for this let this request, um but I think it can kind of flow into a bigger conversation on what we as a district should go forward with and maybe that's a future agenda item that we could bring forward letters of support. I don't think we as a district should be writing letters of support for every special interest group that comes to us that wants to start something new unless it's they are a true partner to the school. And it benefits what we are doing in our district because we're going to get inundated by all
086sorts of letters of support. >> Right. And you bring up a a point that once we dip, right, then it's hard then we're picking and choosing, right? Which makes it difficult. So, good point. >> I guess for me for this letter though, our demographics are very much served by this particular organization. Like I feel that it like the carryover for us like talking about benefits, right? Something that we work with or for me, and this is again just me, this organization serves a very large part or large part of our district demographic that I think a letter of support, in my opinion, in this instance would be a go for me. Um but I do agree trying to figure out, you know, kind of a process of how we kind of go about this because
087I do agree with we would be inundated. And I get it completely. 100%. I just think with this particular instance, I think this does help our district. I think that it benefits many of the families that their students go to our schools. So We don't have that data though to show that. We're just assuming that. So I feel like we would How do you know? Well, for me, I mean, looking at just the sample letter, like low-income families. Like all of these different groups to me are represented in our data of who our students are. So, I mean, I totally 100% agree, like making sure that the organization does, but as a letter of support, I guess I just don't see the harm in it. is just my point of view. I just go back
088to what Trustee Lopez-White said is if we let one, then we're we're potentially opening it up to to all, and I feel like maybe we need to have a policy on it. Or guidelines or something like that. I just think if this is for a grant and there's a timeline, and I do agree. It this one, yeah, but again, that's my two cents. I don't [snorts] I I feel personally like just for this one in general, I don't think us our letter specifically is going to make or break their grant. And if that is the case, then this should have been brought to us a lot sooner, and there should have been true partnership with the school long before where we could have gotten more data, gotten more questions answered, or or I don't know
089how I'm going about that, but Oh, sorry. I talk a lot. And any other input? Sorry. >> my first question is before I I'm a no on this letter of support because I would like to make sure that if we are to support an organization, there is a direct benefit to not just a particular demographic, all our students. That's That's number one. And secondly, it seems like it should be hopefully a letter sent to the city, sent to other people rather than the school board, cuz we're focused on students in our schools particularly. Um additionally, I would hope before we ask for any uh so write any letter to so support any organization, we actually investigate the organization. We actually see what they're doing. I just can't just ask for a letter of support and
090I have no idea where I mean, you say this in the letter, but I got to see your history. Like, in my opinion, I got to see a history of what what you use your funds for or what you actually do. Um and are you I mean, so that's where I'm coming from. I need it to serve all our students. But, I would love for us to acknowledge that not all students need the same supports. Like, we all come from different backgrounds, we all have different life experiences, what we're born into, language barriers, socioeconomic things that if we were to only ever show letters of support and I I get that we want all students to thrive. I'm not denying that, but just acknowledging that different groups have different experiences even within just a school
091district. It happens, I guess. No one's denying No one's denying denying that. It's just my perspective of if I was to put my name on a letter of support, I don't want any potential of saying, "Well, yeah, you don't meet XYZ's criteria, so we can't help you or assist you. I don't know. That's how I work. I see both sides, but I and I certainly take the point that we should be conscious of like the our population's needs and sensitive to that. I think where I feel slightly persuaded that this is not something I would want to do at this point is the sort of form letter uh the way the the way they've reached out. Like, for example, if they had invited us to take a tour, if they had even itemized specifically um
092how they are uh assisting students in our schools, if they had taken the time I don't think that would have taken a lot of time to be honest with you with those if that if they have access to that data or they share specifically what's happening for our population, I think that would feel like yeah, a a gesture towards partnership. And I would say I would share my colleagues' like somewhat discomfort with how like loosey-goosey it is. So, I I would feel open, but I I don't I don't actually feel like there's a huge good faith gesture on their part or a lot of considered um I don't feel there's a lot of considered um Okay, I don't feel they've made a considered case and but they want our stamp of approval. And I don't
093think it's enough to say yes, we care about we care about our community, so we're just a yes for you. So, I will say that I've had experience with this organization reaching out to me. Um and I would just hope that if that is a criteria, that all of us on the board would be open to actually following through with building that relationship. That was what I would love to see because we get emails asking us to go to meetings or at least I have in the past and I can't speak obviously for anyone else. But if we say we want to build these relationships then I would just hope that when given the opportunity and that outreach that we would then take advantage of that and just put our money where our mouth is
094for me if that's what we're looking to do to feel like this would be in good faith just moving forward. I just want to circle back on kind of my original comment on multiple requests coming in. Um I sometimes I feel like we need to revisit what we are on the board for, what our board meetings are for. It is to operate on behalf of the district and carry out the business of the district to where a lot of these letters of support are not us operating on the district's business. Does that make Does that make sense? I don't know if I that made sense but um where I think we should bring forward a policy that we have to one make our superintendent's job easier so we're not So it's a clear cut okay
095letter of support this falls under this criteria or not and then it's not taking time at our meetings where we are carrying out business of the district. To where it's just a clear cut answer on for you when you get all of these letters for any not just this but for any entity so if trying to think of some that we had in the past. Um There was some that came in um the smart train. All of those those things because we're I mean we're this district >> come up too, right? Didn't the housing apartments ask us before before I was here but but I had heard that too. Like a small community everything is controversial and by us putting letters of support for everything it's either we're making someone mad or we are appeasing
096one organization or not where if we just have a policy that goes out yes okay no okay we can dive deeper into it then [clears throat] but a lot of these letters of support really detracts from our time at these meetings and uh and operating on behalf of the district. So um but like to your example if it is coming and saying [clears throat] okay the let's work together for a grant for the SRO okay that directly benefits what we do on our campuses and our school or if if the this was coming forward and saying hey I want to get I want to work with you on a grant to do this program and we partner with the school on it or sorry. Would anyone from the public like to talk? I saw a
097hand raised. I'll stop talking. Sorry. And I oh Yeah. Just thought I should share some potentially relevant information that La Familia Sana did reach out to I believe it was first to our school nurse who put them in touch with me um because they're interested in partnering on something related to wellness but I have not met with them yet. I have a meeting on the calendar I believe for June and I will let you know what they have to say. That's it. Would you be able to the wellness center to try to set I'm not sure if it's specifically around the wellness center or or what their specific offering is yet and I will let you know when I when I know. Well you can even look at their food that you can look at
098their food lines. Like I mean we have several families that all benefit from a lot of services they give um but again I'll be quiet now. Yeah but my question would be what if I had a church that wanted to ask for a letter of recommendation about X, Y, and Z. If I had, I don't know, softball league wanted to, I don't know, there's so many what ifs. So, before any letter of support, I have to see a kind of a direct, at least for me, benefit us for students on our campus during district work. There's nothing stopping stopping the organization for helping students off campus. I Please, assist. But, I have to I want to be cautious when it comes to what we're doing here in our schools. So, I I think I have
099the answer. It looks like four and um are against doing it, so. They can always bring it back up if you so choose. Thank you. Okay, moving on to discussion action item P1, consideration and acceptance of donation. Um we have Kiwanis Club of Cloverdale donated $100 to CHS Community Unity Day. Helen Hernandez donated $45 to CHS Class of 2026. Janette Santana donated 900 to CHS Class of 2026. Fletcher Fabrication LLC donated $50 to CHS Track and Field. Roger and Michelle Fletcher donated $75 and $50 to CHS Track and Field. Uh Giovanni Construction and Electrical donated $100 to Track and Field. Jefferson PTA donated $361.05 to Jefferson Second Grade Class. Todd Lands donated $200 to Washington School Fifth Grade Class. Cloverdale Lions Club donated $922.30 to Washington School Fifth Grade Class. Kiwanis Club of Cloverdale donated
100$250 to Washington School eighth grade and Cloverdale Lions Club donated $1,000 to Washington School softball. We like to thank all of our donor donors. I move to approve the acceptance of donations. I'll second. We have a motion by Trustee Garrison and a second by Trustee Ogamian. Any preferential? I. All those in favor? I. Opposed? And one is absent. Uh P2, consideration possible approval of resolution 226-16 authorizing filing of applications for state allocation board administered career technical education facilities program for the Cloverdale Unified School District. I think we've introduced this quite a bit. Yes. I think we're If you have any questions, obviously we're all these here, but I think we think you guys pretty much understand what's going on. Yes. Oh, I did have a quick question. Sorry. >> Absolutely. So, whenever we're talking, obviously
101like our master's facilities plan, like updating I mean if we're to have a five-year plan, like what does that look like? I mean, who's going to make those decisions? What ideas are being thrown out there? Um I know that there are obviously a lot of creative ideas behind, so I would love to hear some more. Yeah, so our last five-year plan was done in 2013. Yeah. 2016, sorry. And um so the interest of just adding it now is just so she can send it off, but uh we're looking right now meaning um Kathleen and Christian are looking right now of of actually doing a new facility plan especially after we're basically done with the bond, right? And um right now we're looking at kind of pricing and things like that, too. It's not an easy
102process. Um so basically, just kind of sketching what happens is we get a company that comes in, looks at all of our facilities, updates everything, creates a document, presents it to the board, questions, answers, things like that, too. And then we have a document um that we then approve approve, essentially. And that gives us a road map of anything, you know, priority, things like that, too. So, this is merely just to get her so she's able to to um apply and then um and then that's what we're going to do. And there's just no way we could have done a 5-year a facility upgrade in the time. Um and so um but that's kind of the general gist of what happens. And I would say I know that they're usually um they're usually [clears throat]
103even the 20 uh '16 one sounds old, but it doesn't really all they're going to do is kind of cross off stuff that we've had. And then anything that's now, 10 years later, will have moved to that kind of that new threshold, essentially. When when we did that one, Kathleen, if do you recall, did we interview companies who we had do that? >> I remember being on a panel and we had three companies come at the Jefferson Library. Maybe it was for something else. >> else cuz we had Pelt do it. We did have Van Pelt do it. >> And NMR, so they had um NMR come in and Van Pelt and NMR did it together. Okay. Um and then in 2023, you guys approved three additional um facility changes or Mhm. Yeah. Okay. Um
104I have a just a quick question on um Now therefore be resolved that under that it says a board approved 5-year school facilities master plan or an updated 5-year school facilities master plan must be submitted to OPSC by the required deadline. When's the required deadline? December. It is December. So, we're looking at starting it probably in the fall is what we're doing. Is it this December? Yes. Okay. And so we would I I just want it >> And we're again, it actually coincides perfectly cuz we are overdue with what we need to do for sure. So it does. I just don't want to I mean I I Yes, I want Well, they'll kick us out if we don't have it done. >> But I I don't want our um master plan to be rushed to
105the deadline. Where maybe we should start earlier. Is that Is that possible? I just I just want >> Yes, I'm just We're going to do it in plenty of time. It's just there's no way we could have done it before she needs to apply. So yes, that's the only reason why we're here doing this now. Any other questions or comments? Well, then I'll make a motion to approve P2. I'll second. Yeah, sorry. >> have a motion by Trustee K. I do have a question. Do we know what it's the cost is going to be approximately to have it done? Because I remember it was >> talked about that. >> lots of money. It's not cheap. >> Van Pelt charges about 40-something thousand. Well, we SSDA has um I kind of done a a um I'm
106trying to think of that thing. It's a three It's a three-letter thing. Um where they asked for um bids basically to do that and those are more like closer to 25,000. So that's what we're looking at now is what who can give us for It's still comprehensive enough but yet not RFP. Thank you. >> If there's any bond money left, can we use bond money to pay for this? >> believe that that's allowed to do for bond money. Okay. It's a strategic plan. It's not a facility. I mean But yes, so look forward to that. It'll be coming. Yes, so we're we're just started this week actually to start researching what Well, that's less than I would have expected cuz I with inflation >> Well, but that was >> expecting That was in 2016. Correct.
107So Right. Okay, thank you. Yep. Um Okay, so we have a motion by Trustee Kendall or and a second by Trustee Kela, preferential? I. All those in favor? I. Opposed? And no one is absent. Okay, we will move on to P3, consideration and possible approval of 2026-27 declaration of need for fully qualified educators. So, this is just something we do every year. Two it allows us to be able to hire people that might have a not, you know, there's so many of them pip and stip and gip and all that stuff. So, I don't gip's probably not right, but um it just it allows us to be able to to do that. It takes board action to be able to do that. So, we try to preemptively do it. It doesn't mean we're going to,
108it just allows us the flexibility uh to be able to do that. Any questions? Can I get a motion? I will make a motion to approve um agenda item P3. And I would say quite frankly with all the layoffs going on in other districts I'll second. >> It's like a buyer's season right now. Sadly. >> as that goes. So, we've had What do you have, Shana? Like 13 people for the vice principal job? Even Yeah, like 13 applicants. So, which is unprecedented in the last probably what, 10 years probably. So. >> I know some other admins even at sub boards of 20. It's a lot. And even the teacher ones we've gotten a ton of people that have been applying. So, >> a lot. Nice. So, it's definitely a buyer's market right now, for sure.
109So, we have a motion out there by Trustee Candelaria or in a second by Trustee O'Gamian. Preferential? I. All those in favor? I. Opposed? No one is absent. Uh P4, consideration and possible approval of resolution 226-13, specifications of the election order. So, the board needs to take action to create um an election order so that the county knows to put it on the um ballot if there is a contested um election. If not, if there's three openings and three people put in, then it's good. The only difference this year would be who if three people put in and two people, let's say, put in for the the two-year one, then it would still be an election for that one two-year one. Does that make sense? >> Mhm. >> Yeah. I think that's something that we
110should really pump the information out there to to our public because they have to when they go, if they want to run, they have to know which a four-year term or a two-year term. >> or completing the two-year term. So, like >> Yes. Trustee Kellogg, if you want to come on for four years, when you go to do a you can do four years or the remainder of the two-year. And I don't believe you can do for both. I think you have to declare. Yeah. I believe you do, yeah. >> Yeah, I think so. Mhm. So, and what I was talking about earlier is is that there'll be once we get this in, then they'll send us kind of what the the timeline looks like. Um and and it's not We've already got it. Okay.
111It's just just not perfectly because it depends on how many people put in, who puts in, if the incumbent doesn't, then it extends for a week or there's a whole other part. But um anyway, we need this is the first start. And then what we need to do is to verify we think it's right, but we need to verify that we've got two uh four-year terms and then one two-year term. And again, the reason why there's a two-year term is because uh Trustee Zackowitz left midway through his term. So, that person only gets to fulfill the remaining part. I think this is good cuz it doesn't cost the money the district any money. Well, it will if you we have an election. Cuz then we split it. But it'd be smaller because of the fact
112that it's in November and a lot of people are going to potentially have elections. Well, I'm excited to run for another four years. >> ones are what really cost a lot, right? So, if we were to not um we were to choose we were to chosen not to appoint, we would have had to have a special election which then would have cost quite a bit of money. I move to approve resolution 226-13 specifications of the election order. We have a second? I'll second. Okay, so we have a motion by Trustee Garrison to approve P4 and a second by Trustee Kellogg. Preferential? I. All those in favor? I. >> I. Opposed? And no one is absent. Okay, we will move on to P5 consideration of possible approval of final action on resolution 226-14 and decision not
113to reemploy certificated employees for the 2026-2027 school year. So, May 15th is the notice date for certificated and for classified staff. Um and then May is the actual um final action. >> You said May 15th. March 15th. March 15th, yes. So, the May 15th date is the one for the um final layoff notice. Um so, it's still just at one um uh one FTE. And then we are required to notify that person by uh March or excuse me, May 15th. I move to approve final action on resolution 226-14 and decision not to reemploy certificated employees for the 26-27 school year. Unfortunately. A motion, do I have a second? I'll second. Oh, sorry. Oh, no, it's okay. Okay, so I'm going to give that one to Trustee [clears throat] O'Gamay in. Okay, so motion by Trustee
114Garrison and a second Yes, it is. Second by Trustee Gamian. Um preferential? I. All those in favor? I. >> I. I. Opposed? And no one is absent. P6 consideration possible approval on final action on resolution 226-15 and decision not to reemploy classified employees for the 2026-27 school year. Same as last um explanation. Um the only difference here is is that the person that would have received this will not receive it now because she has taken a different job within the district that we had an opening. So, but we still have to take action on it to eliminate the position, but there will just be no noticing uh after this because the uh it's blank now. Move to approve final action on resolution 226-15 and decision not to reemploy classified employees for the 26-27 school year.
115I'll second. Uh motion by Trustee Garrison and a second by Trustee Candelaria or preferential? I. All those in favor? I. >> I. Opposed? No one is absent. Um future agenda items. We We just talked about the letter thing. We're going to do some research on if there's any CSBA language or anything like that to that we can use to cheat from, but we'll um also bring that back to May not be in June. Probably won't be in June because June's packed as it is uh with the LCAP and and local indicators everything like that, too. >> in June? Two meetings in June, which is 17th, 18th, I believe, right? Mhm. And um I also on that, did we decide that we wanted the hate to say big, but the bigger meeting First day. First and
116then do that just a quick one the second. Okay. Wait, sorry. I'm speaking for myself. I thought I was going to >> But I think that's what we decided last time, too, I thought. Yeah. Thank you. Okay, so um future board meeting dates. We just said June 17th and June 18th are two regular board meetings at 6:00 p.m. July 8th and August 12th are also regular board meetings at 6:00 p.m. So, if I can get a motion to adjourn the meeting at 7:44 p.m. Are we going into closed session? Oh, I can't adjourn yet. We are going back into closed. At 7:44. >> Continuation. Continuation, so we will move back into closed session at 7:44 p.m. Thank you. >> Good catch on the minute.
