except for Trustee Garrison. She is absent. So we will start with public comments on close session items. At this time, any person may address the board on any close session item or any item not listed on the agenda. Pursuant to the Brown Act, the board cannot consider issues or take action on requests during this comment period. Time is limited to three minutes per person per item, 20 minutes per topic. And seeing how we have all empty chairs. Okay, so we are a close session agenda items. We have C1 uh public employee performance evaluation superintendent. Then C2, conference with labor negotiators. So, we will move into close session at 5:00 pm. Please stand for the pledge of >> allegiance. I pledge allegiance to the flag of the United States of America and to the republic for
which it stands, one nation under God, indivisible, with liberty and justice for all. I was going to say I probably could use my teacher voice and talk over it if I really had to. Okay, so approval of agenda order. The board reserves the right to change the order in which agenda items are discussed and or acted upon at this meeting. Subject to further action by the board, the agenda for this meeting is to be approved as presented. Items may be added to this agenda for discussion or action only as permitted by the Brown Act. Do I have a motion to approve the agenda order? >> I'll make a motion to approve the agenda order. >> I have a motion from Trusty Lopez White. Do I have a second? >> I'll second. >> Okay. Trusty Zachitz.
All those in favor? >> I. Any opposed? And no absences. Um, on to public comment. I know all you guys are doing that thing whenever it's like back to school night with parents where you give them the opportunity to sit in the front but they still sit in the back just like their kids do. Okay. Had to call you guys out. That's all right. So, the public may address the board on any consent or non-aggenda item. Pursuant to the Brown Act during this period, the board cannot consider issues or take action on any item not listed on the agenda. Time is limited to 3 minutes per person per item, 20 minutes per topic. Are there any public comments? 30 seconds. Okay, >> don't make that comment. [laughter] >> I won't do another classroom analogy. So,
on to close session reportable action taken. There is no reportable action to report out. And now we are on to board organizational items. I1 consideration and possible action to select a board president. So, does anyone have a motion for someone? A motion to have Trusty Lopez White be board president if she is willing to take it on because traditionally in the district we have had our clerk become our board president. >> Do I have a second? >> I will second that. >> Okay. So, let's do a vote. Oh, Trusty Lopez White, are you good with that? >> I will. I will do it. Yes. >> Okay. [laughter] So, we have a motion from Trusty Garrison. We have a second from >> Trusty Ogamian. Um, preferential. >> All those in favor? >> I. Any opposed? >>
Congratulations. Now I will vacate. Or do we just move over? >> No, you just she can just do the microphone. >> Okay, go. >> I'm a little rusty. Give me some grace here. Make sure you give her the gavvel. [laughter] >> Okay. Okay. So, far away. >> I think so. Can you hear me? Okay. Okay. So, moving on to I2 consideration and possible action to select a board clerk. Is there any trustees that haven't done it yet that would be interested in doing it? >> I was I was going to say if nobody wanted to, I would be happy to do clerk. But I wanted to make sure that I opened it to everyone and if either one of you gentlemen want to try or go for it, go for it. >> You can go
for it [laughter] your heart's desire. >> Trustes, are you okay with that? I'll >> second that. Motion. >> Are you sure? >> I'm sure. Okay. I I have a little more learning to do. >> Okay. Okay, now that we have someone in mind, does anyone want a motion and second or did we just do that really fast? [laughter] >> I think we did the second. >> Okay, so we have a motion by double or I'm sorry, >> trusty Yogamian. Sorry, I told you I would be rusty for a few days [laughter] and a second by Trusty Zeowix. I I just maybe this isn't appropriate but my question would be this is trusty candelario or last year on the board. So what would happen with the clerk traditionally going into president? >> So >> when that
comes up we just vote again. >> Okay. So uh preferential >> I Okay. Uh all in favor I >> I >> opposed. And no one is absent. So we'll move on to I3 consideration and possible action to appoint the superintendent as secretary to the board. >> I make a motion to appoint the sec superintendent to secretary of the board. >> I get to now motion things again. I'll second that. >> All right. [snorts] So we have a motion by trustee Garrison and a second by trustee Candeleria or >> preferential. >> I uh all in favor I >> opposed and no one is absent. Moving on to I4. >> You didn't ask if I wanted to do it. >> You're stuck doing it. You have no choice. The board motioned. >> It's actually okay. Moving on
to I4 consideration and possible action to select a voting representative and alternate alternate for vacancies on the Sonoma County Committee on School District Organization. I make a motion that the board president Trusty Lupus White is the al uh voting representative and uh Trustee Candelario Orur is or clerk is the alternate for vacancies on Sonoma County Committee on the school district organization. Okay, >> I'd like to second that motion. >> Okay, >> we have a motion by Trusty Garrison and a second by Trustee Zquix. Preferential >> I. >> All in favor? I >> You realize, Jackie, that was going to be you if you didn't show up. >> Opposed. [laughter] >> And no one's absent. Okay. I five discussion and appointment to district committees. So, so we need to decide who's going to be on those
different committees. Um, the first one for DAC needs to have two, measure H needs to have two, LCAP needs to have two, and then the rest of them can have one, but with an alternate if we need that. So, I don't know. I can't remember what we did this last year. I know we have a list of it. Um, if you want to know, you probably already know what you're on. So, um, just it doesn't I don't it doesn't really take action. It just has to do with appointment because I just feel >> uh Mr. Gam, do you want to is there a certain ones that you want? >> Um, I pro DAC and measure H. >> Okay. >> If that's possible. >> Okay. Anybody else want to be on DAC or measure H with
O with Mr. Oamia? I'll do DAC. >> Okay. >> I'll do uh I mean I'm still on measure H so I can continue being on that unless somebody else wants to. Um I was also on the school and subcommittee meeting. Um my my schedule is flexible. So I'll just say like I can attend ones that happen during the day which is been measure H and SAR. Um, >> I think continuity wise, I think SAR for sure would be good to have you on that, too. >> I think that would really help. >> Um, I I Yeah, the measure H1 is usually at 10:00 a.m. So, that's usually a tougher one. Is everybody okay with Jackie being on that? >> Fine. >> Because the flexibility does help there obviously. >> So, okay. >> I'll also >>
What about you, Chad? >> CTE. Good. >> I'm happy to be the alternate for CTE only because I have been on it if that's all right. Perfect. Um, does anybody want to alternate for Sarb? >> I'll I'll be an alternate for Sarb so I can have flexibility, too. >> Okay, you getting this down? Yeah. >> Um, how about the school committee? That one's generally at four and that's only twice a year. >> I'd like to be on that one if that's all right with everyone. >> All right, good. We got Jenny on that one. Anybody want to alternate that one? >> I can. >> Okay. Um, and then LCAP, >> I'd like to still be on that. >> Okay. And we need one other one on the LCAP. And that's usually 4 345 maybe. 3:45,
I think. >> Yeah. >> Do you want to do that, Ashley? >> Um, I can't. How often does LCAP meet? >> It's like four, something like that. >> Four or five times maybe max. >> Yeah. Yeah, I can do that. >> Next year will be a bigger one because we'll have to do the rewrite next year. Um, and then we have the Care Foundation representative, but I think that's going to change its name, but >> yes, I will be happy to serve on that one. >> Okay, >> cool. >> Yeah. >> And then does anybody want to be alternate on the care? >> I don't mind being an alternate. >> Okay. And then we last one we have is the Eagle Pride booster representative. And that's usually about 6:00 I think. 6 o'clock on >>
First Monday of the month. Yeah, >> I will volunteer to do that one. Okay. >> If anyone >> anybody want to be a alternate be alternate. >> Okay. Chad will be the alternate for Eagle Pride. >> Um, >> so let's Can we read those back? >> Y. So I've got Seac O and >> Mr. Oamian. >> Sorry, Mr. [laughter] Trusty. Um, measure H, Mr. Trusty Oamian and Trusty Garrison. LCAP, Trusty Candaleria or and Trustee Lopez White School City Subcommittee Trustee Candle Area Ore and Garrison SAR Garrison and Lopez White alternate career technical education and advisory trustee psychoits alternate candle or care foundation um candle or alternate locus white and eagle pie boosters locus white and attest. Thanks everybody. >> Moving on. >> I'm moving on to I6 consideration of adoption of regular board meeting calendar
for 2026. >> Yeah. And that's listed in there uh on your um and I believe that and um it is still the second Wednesday. Um, you'll notice June has two dates because we have to do two different dates in June with the LCAP and the budget. And I believe that the November date, it was the November date >> has to be the third week because the second week, Wednesday is the 11th, which is the um holiday. >> So, oh, and the December one um is the 16th because of it's an election year. >> Okay. So, we don't have a December 15th deadline for anything. Wait, don't or a December. Don't we have a deadline for our reorganizational meeting when we have >> That's what that's what has to be there because it's a this year
was different because it's a non-election year. Next year's got it. >> Election year. So, it has to be Yes. A little later. >> Okay. >> So, >> what about for the um interim? >> Okay. Were you having two meetings? >> We've had two meetings in the past. No, >> we did >> in J in June. That you mean? >> No, no, we had separated two meetings one year. >> Correct. But no, we shouldn't need that this time. >> Okay. >> And we're also looking at um 6 p.m. keeping it at 6 p.m. uh for that part. I think it's a good time um you know, in case we when we do um close, we'll do it before and so it should work out good. So, what you're going to be approving is the schedule and
then also the times that we have for the regular um meetings. >> Okay. Does anyone >> probably just say so moved >> questions or concerns? >> So, we're 6:00 open session. Same. >> Yeah. >> I'm okay. Okay. I'm okay with the same time schedule. >> Okay. If >> I make a motion to adopt the regular board calendar meeting calendar for 2026. >> We have a motion by trustee >> Garrison. >> We need to say the second Wednesday or the calendar presented and then also at um 6 p.m. >> with the calendar presented in the board packet as in the meeting times at 6 p.m. >> Do I have a second? >> A second. Okay, we have a motion by trusty Garrison and a second by Trusty Candeleria or preferential. >> I all all in favor
>> I >> opposed and no one is absent. >> Okay, moving on to the consent calendar. Um I'm going to recuse myself from the consent calendar. So can you take over? >> Yes. So consent calendar. The CUSD board of trustees utilizes a consent calendar for items that require the approval of the board but are of routine nature. They act upon these items in one vote. Any member may remove an item for additional questions. Board members receive their agendas and backup materials 7 days in advance of our meetings. They have the opportunity to ask questions and to do research prior to our meeting. It is their intent to handle the routine items expeditiously so they have time to address issues that are more serious. So trustee has >> Are there any items that there anyone wants
to pull questions anything or do I have a motion to approve the consent calendar? >> I'd like to make a motion to approve the consent calendar. >> Okay. I have a motion from trustees. Do I have a second? >> I'll second. >> A second from trustee Oamian preferential >> I. >> All those in favor? I any opposed >> and no absences. >> Make sure you note >> I note one. >> Did you note when >> one refusal? >> Yes. >> Okay. All right. So, moving on to K association reports. K1 California School Employees Association Chapter 170. Thank you. Good evening. My name is Carlos Aimenez. I'm the president for CASEA Chapter 170. Um, not a whole lot to report other than we will be meeting with the district next week, hoping to finish up some
negotiations so we can start setting up some dates for our initial proposal for successor agreement. So, looking forward to that. Other than that, happy holidays, guys. We'll see you guys soon. Thank you. >> Thank you. >> Happy holidays. >> Okay. Um, moving on to K2, Teachers Association of Cloverdale. I'm guessing there is no report this month. I didn't get an email. I don't see anybody getting up. >> Okay. All right. So, we will move on to L district reports L1 Jefferson Elementary School. Good evening. In addition to my board report, um I failed to um put in their um performance dates. So, I have a little flyer for you um with the performance dates. We'll have um Miss Feder's class and then a first grade sing along and Miss T happens. And for your convenience,
I put the Santa sing along on the back, too. So, >> thank you. >> Would you like to get a copy to everybody up there? >> Yes, please. >> Okay. >> Thank you. >> Other than that, my report is as submitted. [laughter] >> Thank you. >> Okay. Okay. So, next we will move on to L2 Washington School. Okay. Uh you have my report as submitted. Good to see everybody. And I also had something to bring to the board, but unfortunately I wasn't able to get all the copies made, but I want to let you know that you will all be gifted a cookbook that was created by Janelle Morris's fifth and sixth grade combo class where they chose special recipes from their families and then they wrote down why they chose it along with the
recipe in a nice little cookbook. So, it will be forthcoming. >> Oh, thank you. >> It's like they're outdoing each other as they go. >> All [laughter] right, Boris. What do you have? L3 Cloverdale High School and J Continuation High School. >> We have diplomas for everybody. So, [laughter] you have my report submitted. >> Thank you. L4, Special Education and Student Services Report. Can't keep up. Yeah, I I don't have anything to add. You have my report as submitted. >> Thank you. >> L5, maintenance and operations and transportation report, which I'm going to assume is as submitted as well. Okay. L6, business services report. Thanks. That'll help. >> Okay. All right. Hi, everybody. And so now we'll move on to the monthly business report for December. So the first one that we're going to go
over is our enrollment. And as you can see, our current enrollment as of December. >> Hold on one second. So guys, this is >> first. So >> sorry. Basically, you'll see we're going to um put them in bold basically with that stuff that we what we added from last time, right? Does that make sense? >> Okay. Continue on. >> Okay. So, as you can see, um, our enrollment as of the first Wednesday of December was 1,238. This is down four from November. This is down 10 from our October 1st census day. And this is down 65 students from last year's 1303 on census day. >> Can I ask something real quick? It just popped into my head. >> Sure. for like the high school numbers. Could would it affect our enrollment if someone at Big
Picture Learning finishes their credits because can they graduate early? >> So that would affect our enrollment numbers. >> Yes. And you can see that's what's probably happened there. >> I believe that's what happened there. Yes. >> Okay. Thank you. >> No, please feel free to ask questions. Okay, our next slide then is about average daily attendance and you can see that for month four. Now, these do not necessarily follow ADA months do not necessarily follow school months, right? So, they kind of bleed over into the next month. So, they're not quite exactly correct. So, um for fourth, the fourth month is our most current month and that was 1,147.66. Um you can see that we are starting to be affected by um the flu and influenza and different things particularly at Jefferson this last month.
The other um schools are running um a little bit better than what we had in the past for this time of year and in prior years. So that's good. Uh we're still cons continuing to see those numbers, you know, improve. So that's a good thing. Any questions about ADA? And ADA is important because that's what drives our revenue, right? We have to plan our expenditures on our enrollment, but we get our revenue on our attendance. Okay? You'll probably hear me say that a lot on repeat. Okay? Um our revenues as of um November 30th, these budget numbers have been updated for first entrum. So that you can see that our um and this is unrestricted revenue sources. This is 17,611,000 for LCFF, which is our local control funding formula, which includes the state aid and
our local taxes. Other state revenue, $478,000. Other local revenue 182,800 for $18,272,000. And we've received about 21% overall of the revenue so far for this year. little scary but we'll get property taxes soon so that'll help. Okay, our next slide then is about expenditures and these are again our unrestricted expenditures um based on first interim certificated salaries, classified salaries, employee benefits which includes health and welfare and then all of the statutory benefits that we pay when we pay someone like workers comp, um unemployment insurance, stirs, the state teachers retirement system, PERS, the public employees retirement system, social security and Medicare. All of those things are considered employee benefits. Um books and supplies, $347,000. Services and operating expenses, um 1.68 million and about 18% of that so far has been spent to date for a total
of the 14 million 385610. And then um one of the things uh last month uh Mary Beth did a asked for a little more information regarding our u services and operating expenses. So we're going to do a little bit of a deeper dive into what those numbers are and what they look like. So on the numbers that she gave us, the percentages she gave us last time, she talked about the fact that in 2425 we had 18.98% of our budget focused on services and supplies services operating expenses and services. And then this year it was budgeted at 19.71%. And that's all true. So what we've done is we've taken that whole category though because what she was looking at was every single resource in the district that's in fund one, right? So that includes everything.
That's unrestricted. That's um all of our restricted programs. That's any grants that we've received. That's any one-time money. That's special education, everything. So we took all of those 5,000s and we broke them into categories so we could kind of break it down to see give us a little bit more drill down on that information. We also um we also went back to 22 23 23 2425. Those are all actual numbers that have been submitted and audited. And then we included also the 2526 um budget projections at this time. So the first one that we're going to talk about is special education. And within this resource, within this category, we have non-public schools, non-public agency, the North County Consortium, uh, Sonoma County Office of Education Programs, there's travel and conference, special education, transportation, speech services, pupil
testing, behavior services, adaptive PE, uh, physical education services, and specialized consulting services, just to name a few of the things that are in just that category. And this category is you have to always remember this category is driven by student need right and we are really lucky clover rail is really lucky to have a director of special education who really pays attention to those what is the you know student need versus teacher want or student need versus you know other things. She's really on top of that and she's done a really good job in my personal opinion about um trying to rein in those costs. So very grateful for her help and her um partnership. So as you can see in 2223 we had $1.7 million in expenses in this category of spe within special
ed. In 2324 we had 1.3 million. 2425 also 1.3 million down about what $60,000 from prior year. And then this year um we're estimating 1.4 $4 million65,000. So why would the why would there be a change? Well, because our population changes. Where students are placed changes. What their needs are change. And so that's where that number is estimated to be from at this time. Any questions about this so far? This is kind of the format for the next couple of categories. >> And you you could say this is a category we have no control over. >> We have little control over. and and what control we do have Nicole does a very good job on. Okay. So then the next category um also might fall into what you said too about having little control over
is uh the utilities and services um natural gas, electricity, water, uh waste disposal, telephone. Those are the things that fall into this category. 2223 was uh 591,000. 232 24 was 645,000, 2425 was 737,000 and then um right now we've got budget at 869,000 and those are really the main categories that are in that section. Um, we were actually talking about this at dinner tonight and it's like the only thing we could think of just off the top of our heads were that sometimes we see we go by classrooms and their doors open when it's 110 outside and the air conditioners going and that, you know, might help if we keep our doors closed and try to keep, you know, from either cooling the outside or heating the inside, but we don't have a whole lot
of control again over some of those expenses either. I would say the increase is pretty reflective of my own household utility changes over the years. >> Yes, that's very true. >> And I believe we did talk about having a watering schedule for the summertime to try to help reduce some of those water costs. >> And we did we did we really did do that this last year. It made a big difference. >> And I just think it's really important for everyone obviously across the district. If you do your part, it could actually obviously in a larger sense make some type of change. So everything helps. >> That would be wonderful to see too. >> Yep. >> Okay. The next section is travel and conference. And so um in the Sachs world, which is the standardized
account code structure, this is object 5200. So this is this travel conference mileages. Um it includes um student field trips, um mileage reimbursements, everything like that. And um these numbers, so like 22 23 we spent $142,000. 23 24 you can see a jump to $223,000, but a lot of that's because we were traveling because of MTSS and other conferences and things with all the onetime money that we had from CO and stuff. So that's where those things came from. 2425 we were spending the last of those dollars and then right now it's budgeted for $104,000. >> You kind of just answered my question. I was going to ask if this is considering one time money that is paying for >> Yep. Yes, it does. >> And Christa, actually I do have a question because I'm
always kind of curious based upon the fact that we're a unified. So these conferences, I know from my experience, right, they're built into kind of like SIPs, like at each individual site, correct? And teachers normally if they want to go to a conference, you need to do some type of something with the site council. Is that the way that this process works with ours or is it do we find that there are more conferences at one particular school being asked to go to versus others? I'm just kind of curious what the process is. So I would say that you're correct that um at the sites most of that most of the sites that the SIPA is involved in that. I would say that since unfortunately since I came here last year and we've had to
shut down everything that we were doing, we had to stop a lot of those things. Um I can't address which site has more or anything like that. Um the focus has been with on MTSS and that's been districtwide. Um Glenn, you have something? Yeah, but remember also this isn't just adult, right? This has to do with, you know, FFA trips, sports trips, things like that too, right? So, we've limited severely shouldn't say severely, we've limited some of the adult trips now um for that part. So, it's not just >> um that part. >> Correct. That's true. It's also it's all [snorts] that, right? So, >> I don't mean adult trips like [laughter] >> I'm going to change the subject but ask another question on this subject. Um, where we budget $104,000, right? But there's >>
some like previous years we had things that might have been paid out of grant money or whatever. So, do we budget for that still even though it's going to be paid by grant money or >> Yes. And that's included in this. >> Okay. >> Right. So like for instance um [sighs and gasps] resource 7010 which is the a incentive grant most of that grant goes toward um the conf the um the big conferences and stuff that they do for a and stuff and that's part of this 104,000. >> Okay. So I guess you know what grants are already in and >> and what grants are continuing. So that's Mhm. Yep. Like so when we look at first interim and we talk about the multi-year projection, anything that's a one-time grant for in the out years
we're going to take out, but anything that we know is coming, you know, or you know, going to continue is going to be in there then. >> Okay. Okay. To the best that we can, right? Okay. Oopsie. Got ahead myself. Okay. Legal audit. Um you can see there's been a few changes. 22 23 was 517 512,000 23 24 was 164 2425 124 um we do have budgeted there 1454 um because we have some um you know the cost of the auditor keeps going up but um we are really ratcheting down how much we're using for legal and things like that so um we're working on that all the time. The way the legal works is that you we belong to a consortium, right? And so we basically kind of pre- buy ours so to speak
uh so we get a better rate. Um so as you know with things in school district that's involved legal we may not let's say we budget 100,000 for that. We may not use all that but as you know one oops right could easily wipe out that amount. So we are dwindling that down quite a bit. um we should right now we're on track probably with the 100,000 we have set aside for legal to spend less than 50 quite honestly but again I don't to jinx ourselves but um that's so you have to be preemptive right for that we hate to underbudget that for that part um I don't think I have to explain to you what the 23 20 22 23 situation was that was an anomaly obviously right but that's why so you can
see the other numbers are a little bit more in Um and again this does include the uh auditors as well and we have a bond auditor. We also have the other auditing. So that and that those fees keep going up also. So go ahead. >> Everything keeps going up. >> But it's been a good downward trend. So thank you. Appreciate it. >> Yeah. We're going for boring, right? >> Yeah. >> Okay. Um, the next category is kind of office kind of things like copier costs, postage, fingerprinting, dues, membership fees, things like that that we have to have. Um, and you can see that's been pretty consistent. Last year was a little bit of an anomaly. Um, but we're on about on track with that around $120,000. The next one also is a difficult one because
we don't have a lot of control over that either. Um, for maintenance, we've got repairs, alarms, testing. We're required to do all kinds of testing all the time, all year round. Um, inspections that are required. All of that's required by the state. Uh, we do have some consulting and then property liability insurance is a big chunk of that as well. So um and you can see that you know mostly it's going up especially from you know 912,000 in 2223 to 1.3 in 24 in 2526 budget. You know, we've really been working on our liability insurance because right now we have a high experience modification they call it, right? Because we've had a lot of claims uh in the last three or four years that are continually on the books and so we are a higher
risk, right? So naturally pay higher amounts. So we are uh Kathleen and our office are really working on trying to get those down so that we can lower our fees for that. But again, that's we're probably top three highest in the county as far as what we pay, which is not the good way, right? Um, so unfortunately, so we're we are working on that um for that. Okay. Okay. The I think this is almost Yep, this is this is the last one. Um supplemental services. Um this is things that are like our afterchool programs, our summer our summer programs, summer school, um officials for sports, uh beginning teacher support programs, um MTSS, big picture learning, all of our categories like categoricals like um the career technical education grant, the a incentive grant, the kitchen infrastructure
grant, all of those all of those grants and we have a lot of them. Um this is where they're they're they are and that's about $789,000 and you can see it's gone up every year. Um it is gone down a little bit um projected for the budget from last year but there's already been some changes that are coming. So like my first interim there's already been some big changes. Um we've already gotten some some new additional grants that weren't budgeted in there. One was for $100,000. Another one was I think um I think the new SWP grants like $910,000. So all of the numbers that we've been working on are going to change. [laughter] So >> would you say this that's going to go up >> for this uh category is like the highest onetime
money um about where most onetime money has >> yeah been >> probably I'd say that's an accurate >> with all the grants and >> Yep. Yep. So, that's kind of our deeper dive into what we spend our operating our services and operating expenses on. Um, I hope that that kind of helps let you know where kind of some of those monies are going. Um, we're going to pick a different object code for the next month and dive into that. [snorts] So, um, contributions. Um, this is the re the routine restricted maintenance um, 647,420. That's unchanged from last month. Special education, however, though, did increase by 133,518. So, that'll be a contribution for special education. Um, and then the supplemental concentration uh transfer that we have to do for the LCAP, that also increased by $142,000.
So, we're looking at total contributions out of $7,336,000 for this next year. And again, these are things that will not be um totally solidified until we go to close the books at the end of the year. These are estimates at this time. Ending fund balance right now is estimated at um a state reserve for the 3% reserve is $711,000. And then the board commitment of 7%. We have um set aside $665,719. So that's 2 an additional 2.8% over the 3%. So we're making progress. Do we have any questions about the monthly budget report? Because I'll be back for first term. [laughter] >> Okay. Thank you. >> Okay. So, we will uh move on to uh student board representative. Do you have a report? >> Yes. Um there's been a lot of student activity lately. We've
been decorating doors for each word advisory teachers. We're having um a spirit week and a rally next week. So that's exciting. Um so like Christmas themed. Uh we had senior class, junior class, and the interact clubs do bake sales at basketball games. And I think that's hopefully going to continue on to more soccer home games as well. Um Key Club is having their annual crab feed um this Saturday at about 5:00 p.m. Um FFA just had some of their students do competitions uh speeches and like tests today and I think from what I've been told they've been doing pretty well. So I'm glad about that. Um and a farm tot yesterday went to the um culinary instit Institute of America at St. and Helina and that was super fun. Um, and CSF just a few
days ago had their movie night and big sale which was also fun to help volunteer at. And that's it. >> Thank you. Thank you. Uh, moving on to board reports. Anyone wants to start, go for it. Okay. Oh, sorry. I jumped in there. I'm joking. >> Go for it. >> Okay. Um, so a couple of things. first off went to the CTE advisory committee board meeting. Um I'm very much excited to see what obviously the grant what happens with it. Um great group of people just to sit and talk and really look at like what the needs are of the program, students, everyone. Um we had a lot of attendees, so that was super exciting. um went to the lovely uh Jefferson [clears throat] um awards last Tuesday and they're super cute and so many
kids are thriving which is just so wonderful to see. Um and then I was able to attend the first game of our basketball tournament over this past weekend. But that is about it. >> Thank you. Anyone next? >> Um I'll go. I attended the SAR meeting on December 3rd and um Nicole Levey had stated in her report um but I'll just reiterate it. Um we just are letting families know that attendance is very important. So letters will be sent out. Um we did recall one student to SARB. Um there was as we saw in the presentation but um several students graduated from J. So, um I believe six are going from the CHS will be moving to GH JH for the big picture um learning project over there and we'll join that program. Um I
also noticed that Miss um Duna is in here and she I wanted to congratulate her. She is our speech and language pathologist and she was named CUSD employee of the month for December in the development. So congratulations. Um and then >> she wants to do a speech, I think. [laughter] >> And then uh next Wednesday, December 16th, is um a board coffee chat at Washington at 2:45. And I not sure what other trustee is doing that with me, but >> I'll I'll be there. I think it might be me if we don't know who it is. [laughter] So that means it's probably me. Today's pretty early in the day for me. But >> uh that's all I have right now. Thank you. >> I have nothing to report at this time. >> Um well, I
did go to two Jefferson Award assemblies and learned about the four B's. [laughter] They were always a great time. The children's definitions of the four Bs are entertaining. Um, I am looking forward to attend the lovely singalongs. Maybe I can make one and hopefully I can get the Washington schedule to try to attend that as well. And other than that, I have nothing else to report. [laughter] >> I see the confusion. Um, they were looking at what Washington schedule you >> No, I'm talking about she was supposed to give us some >> cookbook. Cookbook. Oh, yeah. Yeah. Okay, good. [laughter] >> Clarify. >> Sorry. Jefferson schedule. >> Um, I have nothing to report other than what committees you heard I'm on now. So, next month I'll probably have more to report. Uh, moving on to
the superintendent report. >> Well, I was going to talk about the employee of the month, too, but you guys stole my finger on [laughter] that one. Um so we did uh Christrista did mention it that we got another SWP grant uh for about $900,000 to a million dollars. Uh and that is basically going to work with um the high school on um moving us towards worse based learning uh and things like that. So that'll be coming up uh for discussions in the next few months of how we are going to kind of plot that vision uh for what we want to do with uh that program. So other than that, um I I too was at the uh awards and uh you're right, you can't make that up, right? Answer that. It's just hilarious. Um
so and I'm looking forward to this next week of uh going to uh see more of the surprises we might have at that at Jefferson as well. So >> I can I chime in real quick? I think my favorite was whenever you were doing your grumpy impression >> at the second grade one. That completely made my morning. So I appreciate that. All right. Um moving on to report and discussion P1 measure H update as submitted. All right. So then we will move on to Q1 or discussion and action item Q1 consideration and acceptance of donations. you want to which we have um for our donations PG& and the Blackbod Giving Fund donated $40 to JH Continuation High School. Kuanas Club of Cloverdale donated $650 to Washington School for the web program. Ohio Pile Prince donated
$28 to Cloverdale High School. Do I have a motion to approve the donations? I'll make a motion to approve donations and with a very wonderful thank you to all of those organizations. >> I'll make a motion to second or second. >> We have a motion to accept the donations by trustee Candeleria or a second by trustee Zikoix. Preferential >> I. >> All in favor? >> I >> opposed and no one is absent. Okay, moving on to Q2, consideration and possible approval of tenative bargaining agreement with the teachers association of Cloverdale for 2024 2025. I just would say that I appreciate the effort of the um negotiating team and so we have that in front of you >> and the AB1200 has been submitted and so it is um able to be approved. >> Okay. Um
do we have any discussion or questions from Q2? I make a motion to approve the tenative bargaining agreement with the teachers association of Cloverdale for 2425. Have a motion by Trusty Garrison. >> I'll second. >> A second by Trusty Oamian. Preferential >> I. All in favor? >> I >> opposed. No one is absent. Okay, we will move on to item Q3, consideration and possible approval of resolution 226-07 regarding accounting of developer fees for 2024 2025 fiscal year in fund 25 capital facilities fund >> as submitted. >> Is there any questions or do we have any questions? And if not, I'll take a motion. just the extra comma between the one and seven and the five and the two >> but that's just me. >> But no, I don't have any questions or discussion. >> Motion
to approve. >> Okay, we have a motion to approve by Trusty Oman. Do I have a second? >> I'll second. Second by Trusty Garrison. Preferential >> I. All those in favor? I opposed and no one is absent. Okay. And moving on to Q4 consideration and possible approval of the 2025 2026 first interim report. I'm back. Okay. All right. You have the first interim report handout. Okay. All right. So, the first slide that we're going to talk about is our unrestricted revenues. And where do we get our revenues from? So, the the largest chunk of funds come from the local control funding formula, which is a formula that calculates our state aid and um our property taxes together to come up with the amount that we're going to receive. So, in this district, um the LC
LCFF state funds are $6,154,000. Our property taxes are about $10,631,000. Then we have state aid that comes in and that comes in in the form of the mandated cost grant and a couple of other um and transportation and that comes in at $478,000. And then local is $182,800. And those are things like interest and um fines and fees and stuff that Louise, you know, makes the kids pay for breaking technology and stuff like that. Okay. Where can I ask which where does developer fees fall? >> So developer fees is in fund 25. >> So it's not part of this at all. >> Okay. >> This is only fund 01. >> Okay. Thank you. >> Mhm. >> All right. So then let's talk about enrollment average daily attendance and then our funded ADA. So, as I
said, as I said previously, we have to base our expenditures on enrollment on the kids that are enrolled um that are going to be here, right? So, we have to make sure we have enough chairs for everybody that's scheduled to come um that's signed up to come, all those things. But we only get funded on our average daily attendance, which is those are the the kids that are actually here in their seats, right? So there's a third factor in all of this which is our funded ADA. So when you have um an issue of declining enrollment which we have and you have declining average daily attendance there are um a couple of different ways that you can get get your money your revenue right based on attendance. You can either do the current year if
that's the highest or you can do last year if that's higher than the current year or the state added a third calculation cuz we can't have enough and that is um a a three-year prior year average of those things to kind of lessen the blow. But that's one of the things that um can also lead to a little bit of a fiscal cliff because you're you're given a couple of years and then it drops off. So right now um for 2526 our enrollment is uh on October 1st cuz that's the one that counts is was 1,248. [snorts] Our ADA actual that we're anticipating is 1,150.48. Okay. But what we're funded off of is um a combination is our prior year ADA which was the 1,19874. So that's a little bit higher than what we're actually
going to receive. So we're given a little bit of grace in there um so that we can plan because we do have 65 less students this year than we did last year. We've already lost um 10 students in the current year from October 1st. So, we have to continue to plan to reduce expenses going forward. Any questions about those three things? >> How do we decide which one we're choosing? >> It the um the local control funding formula calculator chooses for us. >> Okay. >> We don't even get a choice. >> Okay. >> It's whatever is higher of those three calculations. >> Okay. >> Yeah. >> Okay. So, unrestricted expenditures. Um these numbers should look fairly um familiar from our last um meeting because I updated our monthly budget report with the uh first interim
numbers and so these are where our expenditures go. Um as you can see the most of our expenditures are for staff and that's where we invest. We we we don't create something we have we educating students and you do that with people. So, we have certificated staff, classified staff, and then all the benefits that go along with with paying their salaries, and that's our biggest chunk. And then we have supplies, um, and then operating expenses or the other parts of that. Okay, I'm kind of going through this quickly because we've kind of gone it through it already. All right. Um the components of the ending fund balance then that are in your first inter report. Uh we had a beginning fund balance of the current year of 1.2 million. Our ending fund balance is estimated
to be 1.4 and that is made up of three pieces. The first piece is the part that's been committed which is the um board reserve which we're working towards and that's $665,719. We have an assigned amount which of the 62,135 because that's unrestricted lottery because that money is set aside primarily for supplies. That's how we have supplies for our classrooms and our and our our offices and things like that. So that money is set aside also. And then we have the reserve for economic uncertainties which is the minimum state of 3% which is a $711,336. Now these numbers are all going to change. they're already wrong because of of the two grants that I mentioned earlier. We have the $100,000 and the $910,000 grants coming in. And when you when you spend more money, you
have to increase your e your reserve for economic uncertainties, right? So those numbers are going to go up. As the reserve for economic uncertainty goes up, then the amount that's committed is going to go down, right? Because there won't be as there's only so many dollars to go around. Okay? Any questions about that? All right. So, what's next? Um, the good news is we have a positive certification, which means we're going to have a positive ending fund balance in the current year and the next two years. We do have declining enrollment, so we have to keep our eye on that. Um, federal revenues, that's still seeming to be up in the air just a little bit. We do have we do have reductions in um title one and title two that we're dealing with in
the current year. Where those are going to go, we just don't know yet. So, we'll just have to wait and see. That's something we'll keep our eye on. The governor's proposed budget um for the state will be released in January. And so, we'll find out what's going to be starting to happen for 2627. And the next thing that's going to be coming up is our second interim. We'll have that at our March board meeting. And we'll also have um P2 which is our ADA uh report that we file that we're funded off of. That'll be coming up also in March. Okay. >> Thank you. >> Does anyone have any questions? >> So again, we are not only [clears throat] asking you to approve the interim, but we're asking you to approve the positive uh indication
for the U certification for the interim first interim budget report. Any questions or discussion? If not, can I get a motion? >> I'd like to make a motion to approve the first interim report >> with >> as positive. >> I will second. >> Okay. I have a motion by trustee Zygix and a second by trustee Candelary or preferential I. >> All in favor I >> opposed and no one is absent. >> Thank you very much. >> Thank you Christa. >> Okay so um future agenda items we have R1 facility use policy. Does anyone have anything they would like to add for a future agenda item? Hearing none, we will move on to future board meeting dates. Our next board meeting is now officially January 14th at 6:00 p.m. Did I get that correct? >> Okay.
Um, and if I can get a motion to adjourn the meeting at 6:58 p.m. >> I'd like to make a motion to adjurnn [snorts] at 6:58 p.m. >> second. Anyone? >> I'll second. >> Okay. So, we have a motion by Trusty Candaleria Ort and a second by Trusty Garrison. Preferential I. >> All in favor? I >> I opposed.
