003for attending um our graduation ceremonies uh to support our students and staff. It's a huge congratulations to our Clovis Unified class of 2026 graduates. Each and everyone will forever be a part of our Clovis Unified family and um have a team of cheerleaders cheering them on in their next chapters. I do want to say a huge uh thank you to our sites. Um and it was a different format to accommodate some of the uh number of spectators uh that we have um our administrative team and our plant operation staff for going above and beyond for making the ceremonies first class. And I mean that this year they they had to go above and beyond. We had rain at one where chairs had to be hand dried uh 10 minutes before the ceremony. We had a
004water mane break and we had to have that. We worked through some power issues and those are things that I would hope that our families are not always aware of but that our team just takes care of to make sure all of our kids get to walk across the stage and hear their name read. Um I do want to highlight we have 400 English learner students who have qualified already that we know of to be reclassified for next year and that number keeps going up. So huge congratulations to our team who has worked with our students and their hard work uh to meet that criteria to be reclassified. >> How how's that how's that unusual from be from before? >> It's a it's a larger number as you know over the last few years. Over the last few years we've had a lot more students who are new uh to the United States within our boundaries and working through uh learning English in addition to their content. So we've tested and had more students a part of our English learner program. um but they take a state test called ELPAC of which they have to reach a proficiency level of to be deemed uh English proficient and be reclassified. And so we're just excited because it means the systems that we have in place are supporting those students that are coming to us and allowing them to progress out uh and be >> No, you got to be even more curious. So they take this test of those that take it, what percentage actually pass and how many don't pass? >>
006I don't have that off the top of my head, but I can get that for you. >> Thanks. Happy to. >> Well, there's different portions to it. There's reading, there's writing, there's speaking, there's all different aspects that they have to prove that they're English literate. >> Yeah, there's a couple different criteria, but I'll send you what our uh rate has been over the last few years, so you can see how we're growing. Happy to. Um, and then we've had some state and national recognitions. Um, as you know, Columbus Unified hosted the 2026 CIF State Track and Field Championships May 29th and 30th. We had already talked about the swim and dive one, but we had two state champions. We had Julia Sanders who won the state championship in boys long jump and Carson Van Gro
007from Buchanan High School won the boys discus with his uh first place finish. We've also had some national recognitions for some of our students. So Fugman Elementary School's Warren Lee made it to round six of the scripts national spelling be. So he competed against 246 students and ended the competition ranked 55th in the nation. Pretty incredible. And then we have a team from Columbus North High School recently who traveled to Virginia and Washington DC to compete in the National Science Bowl and the students participated in the team design challenge in chemistry and biology and they ranked um in the top 32 teams nationally. So we have some incredible feats that our students are accomplishing. I do want to say huge congratulations. We have a small but mighty communications team. Um, and they have accomplished some
008incredible feats with some national recognition as well. So, a huge congratulations to Miss Kelly Avant and her communications team for receiving five significant awards of recognition from the National School Public Relations Association. The highest honor, a gold medallion was given to our communications team for their efforts in conjunction with our technology team to meet parents needs by effectively consolidating um communication to a single platform which is parent square. And so they received that. Uh the seven members of our communication team also won four other Inspa publication digital media awards for their 2025 annual report, which is what we give out at the superintendent's breakfast. uh their communication around ebikes, our campaign to educate our community, their everyday counts attendance rack card, right? Getting kids in school and then um and the everyone is an educator
009in Clovis Unified campaign. So, uh great stuff being done there and just want to recognize their hard work that sometimes we see every day, but we don't always get to acknowledge how much effort goes into that and the quality of which, uh they do that. Um I'll just highlight it's a busy summer. I know that uh we're like we just finished, but um campus catering uh will be providing breakfast and lunch to children's ages one through 18 at no cost. Uh once again uh with the summer locations, dates and times listed on our website and on social media platforms. Independent study for summer school started this week. Uh and face toface and extended uh school year uh summer schools all begin on Monday. Um transportation is busy taking students to and from summer school. Our
010summer fun program uh which is a fun lots of kind of creative classes for um our youth uh starts Monday at Maple Creek and will go through July 16th. As you know our expanded learning club continues in the summer begins Monday with a pro a couple different uh school sites, five of them across the district. Um, and then we have our operations teams that are working year round and it's a very busy time especially for our facilities team with deep cleaning, construction projects, all of the maintenance repairs that they do. Um, so those have already started. Um, and I'm grateful for them. And then, as you know, we still are working on the construction at the Terry Bradley Educational Center, but we should start to see in August other facilities open up. Um, hopefully the
011pool uh for our teams. Um, and then, um, I did want to just acknowledge and and not to end all of those great things on a heavy note, but I know that many of you know that, uh, Steve Ward, uh, passed away and, um, and he had 46 years of service in Clovis Unified. And the reason I'm mentioning it here is, I don't know that everyone realizes, but, there was a short period of time that uh, Steve Ward served as the interim superintendent during a hiring process for superintendent in our district's history. but his celebration of life will be held on Tuesday, June 16th at 2:30, which I think was emailed out um at uh Veterans Memorial. So, just wanted to make sure that you guys didn't miss that with everybody being so busy that

Um I am the father of four uh four boys, three of them through Clovis Unified and um I have an Army Ranger in my family. My oldest son, electrician, uh a hospital MA and then my youngest son
015who stands before me, he's taken his place in life. He's joined the Navy at 17. He's giving up his summer. He's he's uh giving up his comfort, his identity to serve the country, to defend against all enemies, foreign and domestic. Every member of the Manrika's family has served in every war that has come. I personally have served in two. I cannot do that anymore. My son has stepped up to take the place. His recruiter gave him a military sash to wear at graduation. You can see it's beautiful. It's conservative. It has a Navy logo. It says United States Navy on it, but he was not allowed to wear it. It was devastating to my family and the rest of our service members that have served, grandfather, uncles, he didn't get to wear it. They recognized
016him, but to wear the sash and to cross over into graduation into adulthood, that's what we wanted. Um, my question to the board is why why why is he not allowed to wear that? I know you can't respond, but I would ask that you move to really reconsider your policy on this. It's such a small thing and it means so much to all the other military families here that they get to cross that stage and wear their sash because in 3 weeks on July 7th, Luke leaves and uh his childhood ends and he's going to become a man. And we're excited to see that. um he's going to surrender all his comfort, his identity, and he'll become a man. Um we're excited for that, and I just ask you you change this for their future

Good evening. Uh, my name is Janelle Manning. I did email a couple of you, so I'm sorry for repeating myself, but I just want to take every opportunity. I'm here as a parent. I have four school-aged children, and I'm here for my two youngest who, as a result of boundary changes, will no longer share the same educational experience as their older siblings. Our family's been attending Copper Hill
018since 2022 when we intentionally bought a home that would result in our children attending Copper Hills, Granite Ridge, and then Clovis North, where my oldest children will still be attending. Since that time, boundaries were changed and now my youngest will not. They've been displaced. These changes not only impact which elementary school they go to, but also their junior high and high school as they'll now attend Casner and Clovis West. I believe this will lead to long-term detrimental effects to my children's education and sibling bonds. Clovis schools foster a sense of school pride refer to us as a family. We're part of the minor family. I'm aware there are concerns that certain school sites are impacted and this is a pragmatic issue to address. While some families may be neutral, others may embrace these changes. My
019family does not. I'm also aware that children are allowed to remain at Copper Hills as their oldest brother was in sixth grade last year. So, they were allowed to stay on an inner district transfer. The rationale does not suddenly disappear when my sixth grader continues on to Granite Ridge. According to California Department of Education website under the interd district transfer subsection, districts are encouraged to give preference to siblings attaining the same school and to consider the location of parents place of employment or established childcare arrangements in determining enrollment priority. Districts are allowed to make a case-by case exception in order to ameliate harmful or dangerous situations. We've been part of the Mina families for several years. We have fostered friendships with other students and parents which afforded us opportunities to have other parents assist us
020with child care pickups. Since my husband and I both work in the prison setting and we are not always guaranteed to leave at an appropriate time, as previously mentioned, all my children should be allowed to have the same educational experiences, opportunities to strengthen the bonds with their siblings rather than separating them and inviting discord into our homes. I'm requesting the board honor the original boundary lines and allow my children to remain with their minor family. I'm a parent of three students in Clovis Unified. I attended K through 12 um and was a Clovis High graduate of 04 in 2016.
021We moved back into the district so our oldest child could start kindergarten here. Like my parents, I believe that Clovis um provided the best education. I wanted to provide that for my children. Uh my best friend is an educator. Her husband's a vice principal. My husband works for Clovis Unified. He's been been a proud employee since 2022. So if you can't tell, we're fans. Um and albe it from the sidelines, we've been rooting for our schools, our teachers, our principles to be the good that I remember. Um as a student, our family has had four uh has had students on four campuses, Freedom Young, Rayburn, and Clovis East. Each campus has come with beautiful experiences to witness as a parent. Um, watching a teacher connect with my student, the patience, compassion, and kindness that makes
022them feel seen and heard warms my heart. And as much as I would love to be a parent who spends the rest of my time singing the praises of our committed educators, it would be uh failing in uh speaking to my point today, which is um I've had the positive experience of speaking to our GIS, Mr. Donnet and um to our area superintendent uh Miss Stephanie Hicks Hanks, I'm sorry. Um regarding a situation that occurred on the Young campus on 526 with my youngest student. Um I felt my concerns uh when I brought them were heard and our choice to move our youngest um and last student out of Young was supported. Um I feel like sharing a snippet of that experience is going to accomplish my goal in raising a red flag as a
023c to a culture shift that's happening on some of our campuses. a witnessed uh physical confrontation uh resulted in educators failing to act. Um that was brought to the attention of leadership on campus and my sincere disappointment and how it was handled um and our ch choice to move our son uh was not followed up by the principal or their primary teacher. >> Thank you so much. I was unable to attend the final calendaring committee um meeting, but I asked Yolanda to attend since she's familiar with the calendar as far as like the impact on families. And there was a strong discussion about we we typically in the district follow Easter right for spring break and Easter is usually the second and is the end of spring break. There was um an option on the table for us to have to move to a static spring break. A lot of school districts have moved to static spring breaks where they pick let's say the last weekend of March or the first weekend in April and sometimes Easter is around that but often it's not. Um, so
028that was on the table and there was hardy discussion from what I understand about that and then implications for cart and all all the other um factors that go into the the calendar. And I think what it came down to was discussion around special education and making sure that we support um our special education and I I wasn't there so I don't know why but something to do with the days and falling when it is. And so they went ahead and approve they are recommending to us to keep it as it has been traditionally. Does that make sense? >> Makes sense. >> Yeah. >> Why? >> For consistency. And >> wait, no, but we're it's moving all the time. >> It is moving all the time. >> How's that? >> Either Monica or Barry, would
029you like to come >> with the Easter Sunday >> answer that question? >> I'll let Monica give the uh why behind the special education implications. One of the things that the committee has done for years now and this was probably the healthiest conversation as President Stoker Manson has shared around a static um spring break or a fluid spring break that does follow the Easter holiday uh which has been the traditional role with our certificated calendar. A couple of the items are um that were brought to the attention is our partnership with CART. Um the other is some of the athletic calendars that are aligned with neighboring districts that have already established a spring break that does follow the day after Easter. The other items that also prior to uh the discussion on special education were
030how we would utilize some of the off days and where it would impact typical traditional uh travel days after um winter break or the day after um Easter. And so there were some ways to work it. So that wasn't the reason why it was not. But there were multiple discussions and then when we did get into that final discussion there was a a very uh detailed conversation around some specific days in regards to IEPs and some of the testing. So I'll let Monica share. >> So when you're testing a student you have 60 day Oh my apologies. >> Um when you are when a student is in an assessment period either triannual or an initial they have 60 we have 60 days to um complete that assessment. The only time we are able to go
031beyond the 60 days is if we have these natural breaks, but they have to be more than five days. So if we did the spring break where it would was floating, it would be less. It would be just five days. And then we that would count against our days that we would have to assess the student. For our students, that requires a lot of people that that's going to be assessing them, their case managers, um the school psychologist, and any related services. So those 60 days are extremely important to us to really have a good thorough assessment for students. And so with that being said, we were hoping to keep the calendar the same so we can get the sixth day. So then it stops the the time for an assessment and then we can
032pick up once we're done with spring break. >> So the the bigger issue >> I didn't follow that at all. >> I think the bigger issue isn't when spring break is, it's that >> the amount of days >> that usually we do the week and then the Monday after. Right. So with this static option, it was going to just be Monday through Friday because it wasn't connected to a holiday and then they were going to give the Monday off after Easter separately. That would have been 3 weeks later or whatever. So for special ed that took away >> that sixth day, which the sixth day is really important when we're assessing a student and they're being assessed with dur and spring break's in the middle of that assessment. We can pause that 60 days. So
033let's say they have 30 days, we can pause it and then resume after spring break because we have the sixth day. But if you only had the fifth day, those five days in spring break count against us. >> All right. So let me let me tell you what my aha moment is. If we keep it fluent, we get an extra day of of holiday, >> right? >> No. What it is is for a student to be determined whether or not they >> No, no, no. I'm talking about the actual holiday. We get an extra day. If you tie it to the holiday, you will always have that extra >> get that Monday off. Correct. After Easter, so we get an extra day if we follow it. We lose that extra day. >> Correct. >> At
034spring break time, >> but then you get it at the holiday. All right. >> And it allows an additional 5 days, >> which for the 60-day. >> If they wanted to still do a static and find a way to do six days of the static, then we'd have to find another. >> Yeah. You know, I and I'm and I'm proud and I think most of us can say this, but you know, to say that in the last four years that I've been on this board, I've attended every single graduation. 048I'm proud to be able to say that because you know I believe that every single student in our district whether it be Gateway, whether it be adult school, whether it be online, whether it be our traditional comprehensive high schools, they're all just as important and they all need to be acknowledged and and recognized for their tremendous achievements to graduate. So to all of those who attended all those all of us together kudos and congrat and oh and and in addition I wanted to say thank you. There are so many staff in this district like she said drawing the chairs at close graduation because they were wet and just so much that we don't even see behind the scenes. We just show up and go. And so I just want to say publicly thank you to
049every single staff member in this district that had any to do with these graduations and setting up and preparation. Just so many people involved. I am tired and ready to to get some sleep. as Dr. Fulmer had mentioned before and probably annually it's like this is why we do what we do you know for 13 or if they go to prek and TK 14 years they're with us and on that day um to become within 12 inches of each graduate and they are incredibly excited as well as their proud parents and family members to the point where they're like sitting on the burm um standing room only. This is not just a moment for the students that we remember, but it's for their family members. And it does take an entire school district to um get that child from TK to and whenever they enter the district to graduate. So all of you sitting
051in the chairs right now and those out there, you made a difference and payday was actually graduation. >> You know, you will you brought up a point. Do we have attendance records? We keep track of that. It seemed like we had more people at these graduations than is it just my imagination because we re we re change everything which I think I liked it. >> Yeah. But was there more or just >> Well, I think some of it's visually right. So, we took more less chairs on the ground in some of our stings and more people up in the stands for you to see. So, I think visually there we do not keep attendance records, but I will say that, you know, we have had some larger classes uh hence the boundary changes and adjustments
052we're making uh to balance our um our enrollment across all of our sites. Um, so we can anticipate at least at uh Clovis East High School in the next two years an equally very large turnout. Um, but yeah, I I have to be honest, it's nice to see it so full. >> Um, and I love that it's not just the parents that come. It is an village for our kids that show up. And I think that's a great testament to the community built around Clovis Unified. >> But our outlying districts, I know that they do limit. For instance, Madera has theirs and they limit to 12. So that's something to consider. >> It could be. Is it a space issue? Is that why they limit it? >> Absolutely. >> Okay. >> I hope we don't

I'll be honest, we had heard at some of our larger schools at Clovis East and Clovis High that we had some families that couldn't get into the stadium. We never want that. So, we are working through and we've had learning. I will say a huge thank you to um our team that put that on, but also a thank you for the grace and and gratitude of those that attended because they'll get continue to get better. There's already a list of of ways that our team is evaluating and continuing to improve uh
054for that. So, um I'm just grateful. I think it's a it's to what Wilma shared. It's what we work for. >> Yeah. And this is beyond that. Did did we save any money? We didn't have the same type. It didn't seem like we had different bleachers. Do we save any money by how we set it up or is it the same? >> I don't think so because we increased the screen. I think it's relatively close, but Denver, you were a part of some of those meetings. So, I'll have you come on up. >> Yeah, I don't we did not save money on the direct setup because those bleachers that we've traditionally used are ours. So, we we bring those in. What we did save is a considerably amount of overtime during that time from our
055from our staffs. Keep in mind at VMS when we flip it for the state track meet, we've got guys out there at 3:30 in the morning tearing down the track meet and setting up for graduation because they come in the next day. And then where we'll also see a continued savings is we traditionally have postgraduation had to repair andor replace big sections of our stadiums to get them ready for football season in the fall because when those bleachers sit there for a week even though we have guys that are handwatering them. Uh if we don't replace that with sod then by October our kids are playing in dirt. >> We don't have to do that now. So there are some while there are more expenses because we now have double the setup in video boards
056and more uh speakers and sound equipment, we are saving a lot. So I'll say all in all uh it's I think we come out ahead in that long term. >> Did we save money by going back to the fireworks versus the drones from last year? >> No, I the the drones actually were free because they we got a grant from the air resource board and so that was >> a one-year grant. There was a trial that that they that they did and so I think that the decision was to go back to to fireworks. >> Yeah, I know Clint missed those drones you mentioned. to all the staff that put on grad the graduations uh within each area. I know there's a huge team that has a vision for how they want it to look
057for their school and it's fun to see you see a little bit of actually personality in in the different graduations from each from school to school but all our first class and um just really lovely um ceremonies and setup for our students um to celebrate them. So, thank you. I know that's a lot of extra work and time. And congratulations to Kelly's team. I'm glad that you mentioned that, Dr. Fulmer. You are a a quiet team. Um, but you do great work. And I think perhaps sometimes we probably take it for granted because we don't know anything different. So, we're happy to congratulate you and recognize that. Um, also I just wanted to comment I attended a foundation meeting yesterday and again I'm grateful for a group of individuals who are um so actively and
058selflessly serving our um district in in ways that we can't and ways other people can't. And um they have raised a lot of money and they're working hard to finish the endowment to the DOCP leadership academy endowment. They're very close. U but they have some ideas for some new fundraising and just um appreciate how they spend their time thinking about how to raise money and bless the lives of our students and our staff through classroom grants and such. And then finally, just this kind of sums up and I'm going to get a little bit of emotional. So, we we know this family um for the past 18 years. Um they the parents don't speak much English. And at one of the graduations the other night, their son, their oldest child, graduated. And I knew he
059was graduating, but I didn't know he was graduating as an academic scholar of distinction with eight AP classes. And I saw him after the graduation. I said, I had no idea. And I said, "Does your mom know what you've accomplished? Like, does she understand the significance of you didn't just graduate, you graduated with, you know, great honors with a great grade point?" And he just kind of said, "No, she doesn't really, you know, she doesn't have a full comprehension of it." And I just gave him a big hug and I said, "Well, a lot of people do, so congratulations to you and it just was um I don't know heartwarming I guess is the right word for all the educators that poured into this student who maybe didn't have I I don't I don't think
060he had lack of support at home but maybe just not understanding you know of what needed to happen and um just amazing that and I know that is probably a story that can be told over and over in our district so it's really really cool to see that and I guess with anything else nothing else we can adjourn the meeting at 7:31
