and we will now reconvene for public session. We want to welcome all of welcome all of you here tonight. We are grateful for your attendance. We're always happy to see a room full because of exciting things tonight that we get to celebrate your students. So, thank you for taking time to be here. We will begin with our student representative Aubrey Ivener from Clovis North leading us in the flag salute. Please stand. Ready, salute. I pledge allegiance to the flag of the United States of America, and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Thank you, Aubrey. >> The anti-Jesus person thing. During closed session, I'm sorry, we have to take care of some closed session business, which is not as exciting for just a moment.
During closed session, the board reviewed routine personnel matters. I'll entertain a motion to approve those personnel matters as submitted. >> So moved. Second. Any discussion? All in favor? Aye. Aye. Any opposed? During closed session, the board reviewed student discipline matters related to students 2616, 2617, 2618, 2619, and 2620. I'll entertain a motion to approve those student discipline matters as submitted. >> So moved. Second. Any discussion? All in favor? Aye. Aye. Any opposed? Also during closed session, the board discussed the upcoming retirement of Deputy Superintendent Norm Anderson. Please watch the following video as we honor Mr. Anderson's service to our district. He has no idea this is happening. >> [laughter] [music] [applause] >> Well, there's more, Mr. Anderson. >> [laughter] >> Um I My heart's pounding cuz we've been trying so hard to keep this a
secret. And as everybody knows me knows I get emotional. Um I don't know I know I'm I haven't been here too long, 8 years, but I actually remember this that we actually mentioned this really handsome, good-looking tennis coach that joined the Clovis [laughter] staff when I was probably a junior or senior. His name was Norm Anderson. >> [laughter] >> And I don't know that the district could ever have an employee that has the breadth of experience that you've had in this district starting as a student and then um all the all the way that you have served as a teacher and principal and associate superintendent and deputy superintendent. Um I know I'm not the only one that would like to say a few words, but thank you for your service. The district has not and
will not be the same. So uh Mr. Anderson, you and I started just months apart back in 1990 and I really got to know you in 2005 where we worked on a project together, not a project where there was a disastrous fire that took lives of some relatives and student in our district. And um I was at Cedarwood at the time, you were at Clovis High and I reached out to you and you said, "Don't worry about it, Wilma. We got the high school student covered." And you did. And that family still remains in contact and ever so grateful how we just surrounded them with care and love and you stepped up to the plate. Um and then who would have known in 2010 that I myself would be in a car accident with my
daughter and she being in home hospital and you being such a caring administrator to make sure that everything she needed at that time was taken care of. Um and on top of that, I always appreciated you and Greg Bass calling me by my initials. It will be an endearing endearing uh relationship. So who would have thought when Wilma and I were at Clovis High together 40-plus years ago that we would both be up on this dais, people would probably go, "No way." But Norm's experience is, you know, as a board member and his his ability to tell us on the board when we come up with big idea, "Can I just let you guys know something?" and give us the devil's advocate, which we needed to hear and then we'd go, "Oh, okay. So, those
times and and having the you know, the courage to tell us it's not a good idea, guys, is is is very valuable. That honesty. Thank you, Norm. I want to thank all those that are here witnessing this personal moment of ours because certainly we're going to be honoring the set of your family members tonight with some wonderful things. That does not take place with some very dedicated teachers, coaches, administrators, and there is no one that I know that is more dedicated and loyal to Clovis Unified Norm Anderson. To me, that is the that is his hallmark is that when it comes to loyalty to this district and that what will happen tonight is in part because of this man and so to honor him in front of you is is very appropriate and I'm just
so glad you're here to witness this and thank you, Norm, for your service. Norm, I haven't known you very long, just during the time that I've been on the school board. I've been in the school district years, but I didn't have the opportunity to cross paths with you, but during the four years I've been on the board, I appreciate the wealth of knowledge that you have brought to this district and to help me in my um journey on the school board and just thank you for all you do to stand up and defend this great district. Norm, I understand you were hired by Doc. You were hired by Doc. So, it's it's important as we say goodbye to Norm and recognize his accomplishments with this district that um you're part of a dying breed. I'm
new here. You're part of a dying breed because you were hired by Doc Buchanan. Doc Buchanan's words are all over this district. And I think that makes you very special. I'm new here. I'm new to the district, new to the to the board. But you have a a very palpable presence in this organization and it comes from the first day you started and until now. If you look at your body of work, you have directly affected and touched the lives of hundreds of thousands of students who have come through this district and who have benefited from your special touch upon this organization. I think that's a tremendous body of work and you've done an amazing job for them all. So, thank you for your service. Okay. I am we all know I've been a little
emotional recently so I had to write my things because I cannot be trusted to wing it. Um >> [laughter] >> Norm, so aside from the people who worked closely with me on my campaign, you were the first person in this district to reach out and congratulate me when I was elected and welcome me into this district. And since I've been on the board, there were two times where I questioned did I belong here, my purpose, my value and you with your calm and logical and sometimes comedic advice reminded me why I was here and I thank you for that. Um I've appreciated the ability to come to you especially with questions because as it's been said, your historical knowledge of this district is incredible. And and think about the impact that you've had on me
in just the short amount of time that I've gotten to work with you and it's really just a fraction of your career here. And it just makes me marvel at the amount of lives that you have touched since you've been here from students when you were on the school site to teachers to other administrators and I I think about the video that they showed last year when you received the Harold Hack Award and I was so impressed because all of the things that we say about you that video just displayed it all and it made me so proud to be a part of a district that you're a part of because you truly have made this a better place and so I just want you to know that I appreciate all that you've done to
support people and opportunities for all students especially students that look like me and my kids. And your integrity and your commitment to this district will always be appreciated. Thank you Norm. Thank you. I recently read that an educator impacts about 3,000 students in their career. I think for you we could multiply exponentially that number and think about how a piece of you is in the hearts and your legacy is throughout the the community and out throughout the world as those students go on and touch the lives of other people. So thank you for your legacy. Thank you for your service. And it won't be the same without you. I have a resolution I would like to read that I'd like to present that we will vote on later in the consent agenda. Whereas Norm Anderson
first connected with Clovis Unified as a student at Cole Elementary and Tarpey Elementary and Clark Intermediate Schools before graduating with the Clovis High School class of 1983. And whereas he excelled as a student athlete on the tennis team and developed a lifelong loyalty to Clovis Unified and the values and beliefs that define this school district. And whereas after graduating from Clovis California State University, Fresno in 1988 and obtaining his California teaching credential, Mr. Anderson joined the Clovis Unified School District as a teacher first through the Renaissance Center for home hospital instruction and then at Clovis West High School as a teacher and coach. And whereas throughout his career, Mr. Norm Anderson has modeled high standards, compassion, and commitment to the students and educators of the district with excellence leading to service in increasingly responsible positions
over a 36-year career including principal of Sierra Vista Elementary and Clovis High Schools before he was asked to open the Clovis North Educational Center. And whereas Mr. Anderson's wisdom and dedication to the philosophies of it's people, not programs, who make the difference and a fair break for every kid has served as an example throughout his career and service as the assistant superintendent of the Clovis North area, associate superintendent of school leadership, and finally as the district's deputy superintendent since 2020. And whereas under his steady leadership, Clovis Unified transformed our support system for student wellness through the district wellness committee and health and safety systems and provided thoughtful leadership to the administrative services, human resource, and employee relations, and school leadership divisions that established high-quality systems that will continue to benefit the district long after his
retirement. And whereas Mr. Anderson has modeled personal integrity and dedication both professionally and personally as a father to McKay and Cooper and husband to Stacy. And whereas Mr. Norm Anderson has made an indelible mark on the educational programs and the people who live out a common educational mission each day in the Clovis Unified School District. Therefore, be it resolved that the governing board of the Clovis Unified School District extends deep appreciation and honor to Mr. Anderson upon his retirement on June 30th, 2026. And let it be known that Mr. Anderson's contributions to the district have left a legacy of high standards and visionary leadership that will shape the future of the school district for generations to come. We would like to present this to you. Uh, in platform for you to have for your home.
And thank you. And please join me in thanking Mr. Anderson. >> [applause] [applause] [cough] >> Uh, thank you. You found seven different ways to point out that I'm old. Um, that was impressive. Um, but thank you very much and um, we're all here for the kids tonight. So, I think we should move on to uh, to that. I I apologize. I should have retired next board meeting. So, that is all my fault. So, if you are paying for parking, I'll help pay for some of that. So, I apologize. But, thank you very much for your nice words. I really do appreciate it. Do you want me make the motion now? Yeah, go ahead. I know that coming up on the agenda, uh Ms. Ivener and I both have reports that we owe you. I'd like
to see if we could make a motion for the sake of the families here and our students outside that we push our reports further in the agenda, uh perhaps after the special presentations. I move to um adopt her recommendation that we move the superintendent's report as well as the student report till after our um presentations. I second. Okay. Any opposed? Are all in favor? I. I. Any opposed? Okay, thank you. Let's move on then to that special presentation. Absolutely. So, thank you everyone for indulging and we're going to get right to it. So, uh this is always a great night when we get to honor um all of our students who've truly gone above and beyond their pursuit of excellence in their specialty. Um every student here tonight has devoted countless hours in addition to
the time they have spent on their school work in preparing for the events in which they have participated and they have done so beautifully. Uh we thank them for their hard work, dedication, for representing Clovis Unified in such an outstanding way. Um I want to say thank you to all of you in the audience. I know you didn't know you were going to be here for an extended period of time, but we really are excited to honor your children tonight and your loved ones uh for their incredible work within our district. Um your support has without a doubt been a fundamental factor to why they are here tonight and what they have done. So, thank you for partnering with us. Um I'm going to invite our governing board members, um if we can take our
places, so we might shuffle just a few of you over on the this side of the of the room so that we can kind of funnel our students um in and shake their hands. Um and I'll introduce our associate superintendent of school leadership, Dr. Mark Hammack to the podium to kind of give instructions. Good evening. We thank all the students who represented their schools in our district in such a positive way and for coming out tonight to be congratulated. On behalf of ISC, we are very excited to share with all of you what we've been up to this second semester. To start off, one of our biggest events that
occurred during the second semester was Midyear. As you could see, >> [snorts] >> Midyear is uh like a mini leadership camp that lasts half a day, but has guest speakers, activities, and lessons. This year, Midyear was held by Clovis High, and the theme was Oh, the Places You'll Lead. At Midyear, leadership students are able to share what's been going on at their home schools while taking back new ideas from other students. Our distinguished speaker this year was Mr. Norm Anderson, and we are especially we thought it'd be especially special to have Mr. Anderson, as it is is his last year before retirement, and is such a remarkable figure within our district. Mr. Anderson shared with us his story of how he got to where he is today, which perfectly aligned with the theme Oh, the
Places You'll Lead. We all would like to thank you for coming out and sharing with us your story, and wish you the best in Each year, IC members survey local businesses in which our CUSD students frequent during the lunch time to see how our students are conducting themselves regarding behavior and cleanliness. Based on multiple years of excellent feedback from our local restaurants and businesses, we would like to ask the CUSD governing board that senior off-campus privileges be continued for the 2026-2027 school year. Each year, the student service offices compile annual data in areas of student discipline including dress code. The primary dress code violations are listed here on the screen and a full report of the findings are included in your packet. Overall, students across CUSD understand the purpose and reason for our dress code.
This year, there's no recommendation for a dress code consideration. IC would like to simply extend this a sincere thank you to the board for your continued support and willingness to listen to the student voice. Your past dress code approvals demonstrate your commitment to working collaboratively with students in creating a school environment that is both respectful and supportive. We truly appreciate the opportunity to work alongside all of you to make thoughtful changes that positively impact the students across the district. Our CUSD campuses have been up to quite a lot during the second semester. We've decided to showcase a few events that have gone on during this final semester. CUSD has created and promoted events that range from charity to unity to prom. Our schools brought back traditions and started new ones. Students from every school enjoyed
events that were inclusive and tailored to their respective school needs and experiences. We are committed to continuing to hold events that students enjoy and positively impact our schools and district. We sincerely hope that all students are excited for end of the year traditions and anticipating the 2026-27 school year. It's that time of the year. Inter School Council held held the changing of the guard on May 14th just last week. This provided an opportunity for former members and incoming members to meet each other, participate in icebreakers, and review expectations for the upcoming year. A former ISC member passed along the scooter to incoming ISC member who is returning for their second year. Along with that, new ISC took the oath of unity. The first task of incoming ISC is to plan this USC leadership camp, which
will be held on July 27th to the the 29th at Sierra Outdoor School. Leadership camp consists of learning lessons from camp leaders, participating in events like the talent show, and meeting new people from across the district. Leadership camp is an amazing opportunity that is available to all students who would like to attend. Before we conclude our report, on behalf of the Inter School Council and all the students of Clovis Unified School District, we would like to take this opportunity to say a heartfelt thank you to you all. The Governing Board and Dr. Former for a year of dedication to the students of Clovis Unified School District. We know you all do a tremendous amount of work behind the scenes, but you still made time to visit our school campuses, attend our events, and offer encouragement
to both our students and staff alike. This concludes the end of year ISC report. Thank you. >> [applause] >> Thank you so much for your service this year. I know that ISC takes a lot of time and most of your summer as you plan for leadership camp to provide an opportunity for other students in the district to learn and plan the rallies and their themes for the year and really just to um connect and have those great relationships among our comprehensive sites. I think that ISC is a big part of the friendly um rivalries that we have in Clovis Unified and that's a fun thing. We like competition, but it's also great that it's friendly and um kudos to you for getting those relationships going and maintaining those relationships. So, thank you for your service
this year and good luck to those of you that are graduating. Um what do we do we We would We would love to have all of you come up so we can thank you and shake your hands and wish you well. So, come on up. Thank you. Thank you. >> All right. Thanks for the rest of you for sticking in with us. I think it Okay. Dr. Fulmer Fulmer is going to send us her superintendent's report. But we would love to hear the student report from Miss Ivener. And then we will move forward in the agenda. Thanks, Aubrey. Good evening, President Stoker-Matson, members of the governing board, Dr. Fulmer, Mr. Anderson, Miss Argier. This is the student board report from May 20th, 2026. First up is Buchanan High School. Great things are happening in Bear
Nation. A huge congratulations to Buchanan's videography program under the talented direction of Daniel Pierce for their recent Students Emmy success. Buchanan competes in a region that spans from Visalia to the Oregon border, including Reno, Nevada, and Hawaii. This year, schools from across this region submitted a total of 242 entries and 43 certificates of merit were awarded. Of those 43 awarded, Buchanan won 28 of them. Buchanan is so proud of all their History Day com- compet- competitors. A special congratulations to Ryan No and Matthew Madacura for being named co-champions for their website creations and qualifying to compete at the state level. In athletics, most of our spring programs have wrapped up their seasons. Both baseball and softball are currently competing in playoffs. For the first time in 5 years, the boys golf team is the track

We think Miss Warner's molecular ice cream might have
a promising future. This month, Clovis High proudly hosted the high school and elementary Valley chess championships, welcoming 285 players from 47 schools. Even more exciting, Clovis High captured first place in the Valley for the third time in the last 4 years. We are so proud. We also had the privilege of honoring 12 exceptional students during military signing day at Clovis High School. The ceremony served as a powerful reminder of the leadership, courage, and commitment displayed by these students as they prepare to serve our nation. We look forward to recognizing them again at graduation as they begin this important next chapter. Shout out to the boys tennis team who claimed the Division II section championship last week. The program's first section title since 1983. Congratulations to the entire team on an unforgettable accomplishment. Finally, we are

That momentum continues in the classroom and on the field. Over 700 students completed AP exams this year with a total of 1,162 exams administered. In athletics, girls badminton not only captured their sixth consecutive track league title, but went
on to earn their fifth consecutive CIF championship. Senior activities are in full swing and the campus came together last week for the annual senior farewell rally. Leadership students created hand-painted signs for 732 seniors highlighting their names and future plans. Seniors were also gifted commemorative shirts to wear at both the rally and senior sunset. The celebration included the yearbook dedication and special recognitions such as Athlete of the Year and the Wolf Pack Sigil Leadership Award. Yesterday, during the 10th annual Parade of Graduates, seniors paid a visit to Reyburn and the nine Clovis East and Clovis South elementary feeder schools. This event allowed them to help honor their roots, say thank you to the teachers and staff who helped them achieve this milestone, and speak to future graduates about doing well in school. Next, we have Clovis
North High School where the Stampede embodies unity, courage, and commitment every day. The Poverty Awareness Club and Red Cross Clothing Drive was a huge success collecting 980 pieces of clothing for Fresno's Poverello House. Congratulations to club presidents Vanessa Foo and Alexis Thao for their outstanding leadership and thank you to everyone who donated and supported the drive. Wherever likes life takes you, remember once a Bronco, always a Bronco. Go Broncos. And last but not least, Clovis West High School where the Golden Eagles soar with Olympic spirit. As the school year comes to a close, Clovis West continues to celebrate the accomplishments and traditions that make the campus community special. Last week, Clovis West proudly hosted the CIF State
Swim Meet welcoming top athletes and teams from across California. Several Golden Eagles earned impressive state-level finishes including Audrey Hill, Tobin Reed, Melody Martinez, and Nathan Grabowski whose performances highlighted the strengths of the school's swim program. Clovis West also hosted a successful prom with approximately 780 students in attendance providing an unforgettable evening to this to celebrate the end of the year with classmates and friends. In academics, Olaf Malchowsky earned international recognition by placing third in chemistry at the International Science Fair, an outstanding achievement that reflects the dedication and excellence of Clovis West students. The senior class is completing its final week on campus. The school community recently celebrated scholarship recipients during scholarship night, honored military signees during military signing day, and recognized students at Avid Award Celebration as seniors prepare for graduation festivities. In the coming
days, seniors will gather for senior sunset, participate in elementary grad walks by returning to their former elementary schools one final time as graduating seniors, and create lasting memories during grad night at Disney California Adventure. The class of 2026 now eagerly awaits crossing the stage to receive their diplomas. This concludes the student board report for May 20th. Thank you so much, Aubrey. I know you probably need to get home, but I do have a question cuz I know you're one of those seniors with all those activities going on right now. Uh my favorite question to ask our departing board representatives is what do you wish you could tell your seventh-grade self or your ninth-grade self based on your experiences and what you know now. Yeah, I think I would just tell my seventh or ninth-grade year-old
self to just say yes more. I know I'm involved in like a lot of stuff, but I wish I would have gone back and just said yes to doing all the things. I wasn't a big football person. I wasn't a big school dance person, and I wish I would have just gone back and pushed myself through it even if I might have not liked it. Just have those memories and experiences behind my belt cuz I think the values that Clovis North shows are really indescribable and would have really it really shows how great of a school it is. That's great. Have you already shared with us what your plans are? I'm going to Arizona State's Honors College to major in business and dance. All right. I don't think we had heard that yet. Anybody have
any other questions for Aubrey? No. Well, we wish you well. We wish you good luck, and we're grateful for the time that we've had with you. Thank you so much. >> [applause] >> And we'll see you at graduation. All right, we will move on to our public presentations. Thank you for those of you who are presenting for waiting tonight. The reminder that this is reserved for a time for individuals who may wish to address the board regarding a matter that is not included on the agenda. And please note that because it's not on the agenda, the board can't engage or ask questions or discuss it, I should say. We are you're limited to 2 minutes. We have two speakers this evening. First, Mr. Patrick Ruth, come on up. It's not often I get to be
the undercard with humor. It's pretty amazing. Uh as you know, we just finished up our uh 112th annual Clovis Rodeo. And um wanted to thank Clovis Unified for the partnership that you guys provide with us with transportation, with getting the buses out there, with the bands coming out. People like us that that don't get to see the bands, it's it's absolutely amazing. So, um last year we started a Battle of the Bands and we made a big trophy for it. Last year the presentation was and chosen was Clovis North High School. So, they got the the Battle of the Bands award. Um they also got a plaque this year when they lost it, but you know, hey, what are you going to do? It's competition, right? So, this year it went to Clovis West High
School, Clovis West and Kastner. So, they got the Battle of the Bands award this year. So, uh it's going to continue to go and uh it's been a great thing. It's a great involvement for the kids, great involvement for the community to come out. We're trying to get the new Clovis folks to come out and see the parade. Um I get asked every year, "Hey Pat, it's going to rain on Saturday. You're going to cancel it?" I go, "I will not be the first guy in 112 years to cancel the parade." >> [laughter] >> So, I wanted to thank you guys all for your support with that. So, this year went to uh Duncan Smith and Zoe Cohen. They came out to our annual report and we made the presentation to them there. And just
to let you know the impact that we kind of make with the rodeo, over $30 comes into Clovis in 5 days at the rodeo. Uh over 60,000 people come to the rodeo. And then there's over a million people that watch it on the Cowboy Network. So, we're one of the top 15 rodeos in the nation now. And we had some of the top cowboys and cowgirls in the nation come out to the rodeo this year. So, it was quite an event. Also, I wanted to let you know that uh the Clovis East Junior ROTC came out and did the uh presentation of colors with our salute to veterans on Saturday. So, it was really cool and they hung tight as we're waiting for the F-15s to make their showcase over. And it was really neat
to see the applause that they got uh from all the fans out there. So, I just wanted to thank you for your partnership. Thank you for commitment with Clovis Rodeo. And I appreciate everything we carry on to next year. Thank you. >> 2 minutes. Thank you, Mr. RUTH. >> [laughter] >> UH thank you all. Thank you. All right, Dr. Dr. O'Brien. Well, good evening, President Stoker, Mason, members of the Clovis Unified School Board, Superintendent Fulmer, Deputy Superintendent Anderson, and Mr. Geer. Thank you for letting me speak with you for a couple of minutes this evening. I want to congratulate you, Mr. Anderson, Norm, on your retirement. I wish you and your wife every happiness. I was glad to witness that recognition tonight. So, I'm here actually to officially um and respectfully let you know that
I'm on the ballot for the Fresno County Superintendent of Schools, in case that anybody didn't notice that. [laughter] Um but also also to thank you all for and also my former colleagues here for being part of my journey. Because uh my goal is to hopefully make sure that every student in Fresno County has a fair break, too. And um I'm I'm if if I win this election, I carried the mantle of having worked with all of you very seriously and very responsibly and I just want you to know that that I really value the experience of having worked with everybody on the dais and behind me tonight. You know, I was just looking at the ISC students and it reminded me of something just thought I'd tell you that just is interesting. You know, my
daughter Emma who's only 25 called me just a couple of days ago and told me she she said, "You know, Mom, I never thought that my days in ISC and being a rally commissioner would turn into a career." Because she just got a job as an event manager in Google which I don't know where she she did not get those genes from me obviously. But you know, I was looking at all the experiences we give our kids and you just never know what's going to become your career. And so I it's just a great reminder to me the Clovis Unified does a great job giving everybody an opportunity to you know, find what nourishes their soul. So thank you again. If I do get this, I promise to make you all proud and to always
stay in touch with my friends in Clovis Unified. Do have some flyers which I'll give Miss Regier. Thank you. Thank you, Dr. O'Brien. All right, moving on. It is now 8:26. I have a lot of public hearings to read, so be patient. I call this public hearing to order. At this time, the public is invited to address the board regarding the adoption of the 2026-27 special education annual service plan and the annual budget plan. We have not received any requests to speak at this hearing, so we'll move on to the next one. It's now 8:27 and I call this public hearing to order. At this time, the public is invited to address the board regarding the local control accountability plans for Clovis Unified School District and Clovis Online School. I have not received any request
to speak at this hearing, so we'll move on to the next hearing. It is now 8:27 and I call this public hearing to order. At this time, the public is invited to address the board regarding the 2026-27 annual adopted budget and the review and discussion of district reserves and the annual education protection account. We have not received any requests at this time, so we will move on to the last hearing. It's now 8:28 and I call this public hearing to order. At this time, the public is invited to address the board regarding the adoption of development fee justification study to establish level one school facility fees and a school facilities needs analysis to adjust level two school facility fees. And we have not received any request to speak at this time, so we will move
on to our next agenda item. Um we all received This is under staff reports, the summary report for the district LCAP and Clovis Online School LCAP with our agenda materials. Does anybody have questions from the board regarding these reports? No questions, anybody? Thank you to Dr. Vu for preparing such an easy-to-read um material for us and report. I do have one quick question. Are we in what year are we in the cycle of our of the three years? Are we at the beginning of a of it? We're in the third year of We're in the final year of We're in year two with final and we start here >> [clears throat] >> It starts in June, the third year of the three-year cycle. Okay? Great. Thank you for also conducting the LCAP meetings that we
have and getting all the feedback from our community partners. That's really important. All right, next is our consent agenda. I'll entertain a motion to adopt the consent agenda as submitted. So moved. Second. Any discussion? All in favor? I. I. Any opposed? Next is our action agenda. Uh P1, I'll entertain a motion to authorize the superintendent or designee to approve the annual school plan for student achievement and the categorical [clears throat] budget for each school for the 2026-27 school year and authorize each school to implement its categorical programs. So moved. Second. Any discussion? Just a comment, you know, thank you to all our school administrators. This is a lot of work. Right, writing the LCAP, writing the SIPSAs, all that stuff that the administrators have to do. It's a lot of work. So, just thank you
for what you do and I'm sure you don't get paid enough for the time you put into it. Thanks, Tina. Um we've had a motion. Have we had a motion? >> And a second. And a second. Discussion. All in favor? I. I. Any opposed? All right, P2, I'll entertain a motion to adopt resolution 4092 approving the district school facility needs analysis increasing level one school facilities fees on commercial construction to 87 cents per square foot and establishing a level two developer fee of $6.38 per square foot on new residential construction as submitted. So moved. Second. Is there any discussion? It's a lot of money. So and and and if the percentage of of those development fees, the percentage of those of that that comes in 100% comes into the district, right? And of of our
budget, what what percentage of that of our budget is that? Do we estimate? Yeah, it depends on the by years and I mean, typically. Yeah, it it definitely depends on the year and as we've seen a slow down in residential development, our our number our the amount of dollars we've collected in developer fees has decreased. So it fluctuates as as residential development fluctuates or res- or development in general. >> But is it typically about 10%? Oh, no, it's it's less than that. It's normally like this year we we've budgeted to collect around 10 million in developer fees. Okay. So when you put that into perspective with what a new school costs, it takes us a couple years of collecting developer fees to build that up. And then in comparison to other districts? Yeah, we stay
relative so keep in mind our developer fees are dictated by our school facilities needs assessment. So we we conduct this assessment every year, can complete the study, and it tells us what we're allowed to charge. So our commitment to our development community is we follow it. When it says go down, we've we've reluctantly had to go down. And when it says to increase, then then we're able to increase. Good. Yes, cuz thank you. As you know, essentially it's a it's that fee, but it's a tax, you know, that that is passed on to those that that build. And I still think even though, you know, as someone who's paid it recently, how much that, you know, directly it's it's a lot of money, but I'll tell you it's still a bargain for what you get
in Clovis Unified and that's why people keep moving and that's why you hear a lot of chatter out there of of other areas not wanting to develop areas that come into Clovis Unified because we have a good product. And my response is then build a good product and I wish everyone had the same product so there wasn't an issue about where we build. But thank you for for helping produce that product. I mean we saw tonight with some of these kids. I'm not I'm I'm not sure if how many school districts get these many kids. My hand is still a little bit you know, sweaty from all that. But I think it's absolutely amazing. Those kids look very proud and so thank you. And I I totally support you know, continuing to bring families in
even though growth is always a challenge. Thank you, Steve. All in favor? Aye. Aye. Any opposed? P3, I'll entertain a motion to adopt resolution 4095 to continue excess liability coverage with Self. So moved. Second. Any discussion? So I'll just give you know, we talked about this pretty good much in depth on our subcommittee meeting and Michael and I had some side conversation just cuz of my background. We had the CEO of or president of the AS AS speak to us. Um our our business department is very involved in both the different levels of the two there's two different companies and basically what's to keep it real simple is one company there's one group that self-insured group above for the excess umbrella is what you would hear it's called and then our primary coverage with AS
AS AS is now getting into doing both. And so they put out and you know, they're doing it for the first time this year. Um after looking at things it was kind of one of those uh what we have is not broken and has worked. Let's see Let this go a year and see if it does work, and if we did move it, actually would cost us more money. So, it was kind of And we And we don't currently have any problems with the the excess company that we currently have. So, um after talking about it, it was just kind of why don't we wait a year? Let's stay where we are, what we're doing. I mean, we're a conservative district. I'm a conservative person. I was There wasn't just to change to change to
try a new thing and pay more money. I have to throw that out cuz I mean, if it was a apples for apples, it would have been maybe a more thought but more thinking involved. But to move and pay more money I mean, of course they're saying the service is going to be better and we're going to do it better, but they're also selling themselves. Even though it's It is a self-insured group. Um you know, and so the we're members of that. You know, it's and you know, Michael and myself and then Clint also, we all just felt I think staying is just the best thing to do. Thank you for that um thorough and thoughtful report to help us understand that. No, I I mean that. >> Thank you. Cuz I know I know
it's been something that we've that you've been dealing or considering for a while. So, any other discussion? All in favor? I. >> I. Any opposed? And P4, I'll entertain a motion to award the following bids for the attached tabulations. Bid number 3068 for utility carts, vehicle and bus services, parts and repairs. Bid number 3071 for herbicides and fertilizers. And bid number 3079 for portable site work and improvements at various sites. So moved. Second. Is there any discussion? All in favor? >> I. I. Any opposed? And then on the information items, there's quite a few of them, but please note that 14 of them out of the 20 25, I think, will be put into the consent agenda for the next meeting. But, we have a lot of annual things >> [clears throat] >> coming up.
And so, with that, we will move to subcommittee reports. We'll hear from admin services and HR board subcommittee. Yes, but first let me say that as the the chairman of the administrative services human resources board subcommittee, we're very disappointed that Dr. Fogg did not prioritize our most recent meeting. I was unable to attend. You know, when you miss >> Recommend that accepted. When you miss these committee meetings, you miss a lot. You know, so we're going to start sanctioning you and Dr. Fogg for not for missed meetings. Well, bring me up to speed so I understand why Well, I'm going to give you the a very brief and I may need some help from the folks here in there. Um a T-BEC update. Uh we were able to see photographs. We're invited to come by
and see the construction that's going on out at T-BEC. It's looking fantastic. Uh the gym is coming together very well. Uh the fields, uh the snack bar is situated in such a way that one side of it can be used at the pool and the other side of it can be used for activities at the athletic fields, which is a great design. This whole thing uh appears [clears throat] as though it's been they thought of everything. This is really going to be a a model for everyone in the state. Um the pool has the concrete has gone in the pool around the deck, baseball, um softball a little bit later, but opening in the fall, hopefully, to get to get that open for our um our students. Um an update on the RFQ. Uh the
district has gone out of request for qualifications for uh construction firms to to go into a pool that we can draw from. They'll be bidding on projects that we have coming in the next 5 years and I have a feeling we're going to be doing a lot of work. The companies selected to provide for us have been Harris, Harris Construction, Bush Construction, Wilson Construction, and new to the Clovis Unified pool this year is Quiring, who will be um able to take on work for us. So, congrats to them and I think they're all They all have a great understanding of constructing institutional facilities and and try to get things done with the um on time with the minimum amount of consternation. So, welcome to them. Transportation facility is in the design phase. The review final
review is in August. And um we're going to be funding that with which is with what is called a certificate of participation, which is basically a loan. So, that's how um that that will be funded, the new transportation facility. Campus catering staffing, we're updating the district is updating its hiring formula and is going to be adjusting campus catering staffing based on need. So, that's going to be done as well. The state budget update, maybe you've read something about this in the news lately. It's been better than expected than than what we expected in January. And so, we heard a little bit about that in closed session. There is a new advertising agreement going to be in place. The staff is going to be outsourcing a sales function to an advertising agency to sell advertising on
the digital scoreboards that are going to be going up around the district. So, district staff lacks the uh I mean, obviously we don't have a salesforce that that that sells ads. So, we'll be um sending that out to an agency, and then that should result in some revenue for the district. >> Now, Clint, we we've avoided that in the past, have we not? I mean, this is >> I'm new. You tell me. I mean, we haven't had advertisement generally on our scoreboards. Is that Have we? The Okay, the digital. Yeah. All right. But, um Hugh and I were big proponents of this. Okay. Glad you both were there. >> proponents of it. Yeah. We thought it was a great idea, man. Um [snorts] okay. I mean, Frog I mean, Frog could always get an ad,
too. You have a good logo. Okay. And in the state budget update, there is increased funding for special education, as well. I should probably make a note of that. So, that's That's all I have right now. It's to be continued on on all of these things. And there was a facility naming request that I'm not talking about right now, right? Because people Oh, we can talk about that. This is the library at Liberty Elementary, and it's being named for Pat Garvin, who's a um a long time CUSD employee, mentor, friend, not just to staff, but many many many students over the years. So, I think we thought it was a great honor to name the the library at Liberty for Pat. Um and that concludes the administrative services human resources board subcommittee report. Thank you,
Mr. Levy Olivier. Next, we have California School Boards Association Delegate Assembly. Mr. Autry, I think you attended on our behalf. >> I did this last weekend up in Sacramento. Um I'll start with the smaller part, but one of the things you always get an update on the legal alliance, which we're part on what they've done. Um and some of this are special ed Mark, you'll you'll understand this more than I, but they just helped do a brief on a case for Ventura where a lower court had allowed them to move the dates for the statute of limitations way out and brought so that the that Ventura was at at risk in this or on this thing. And it a term tolling Does that mean anything? Did you say yeah? Oh, I thought Anyways, they's But
what it basically what it did was they had the the lower court had allowed them to the parents to sue by saying that this action, and I'm not all on the specifics, came way out here so that was in within the statute of limitations to sue. They the SBA Legal Alliance went in there and and did a brief saying, "No, it should the date should be back here when the student at this point in its testing or whatever." And the higher court threw the lower court out. So, that's special ed, anything we can get help in the courts on, you know, we do better, which And then I'll step into the policy platform. This is also when they're setting up their legislative platform because of two-year We do a two-year cycle based on the the
election cycle. And so, they're getting ready for that and um special ed comes in big as as pro- that um in many different ways, the legal cost and just the funding. So, funding being one of the bigger ideas, special ed is one of the big parts of that when we're doing that. And the other one is just normal things that every district has problems with the categorical stuff and things like that. So, that's one of their their big areas. A There is a big push on mental health and behavioral issues in the primary ages, January I mean uh TK through third grade, trying to get more help in there, get earlier testing, get involved earlier with for of these kids on the with the behavioral issues and and mental health issues that are then becoming
problems and things. It was actually one of the things that we were worried about, but it's it's not I mean things we are not operating like an island here. All districts are having these same very similar issues. Now, there are differences between smaller and big districts on what they take on, but um those are some of the stuff that they'll be setting up. What we do is you know, they break into groups and we basically we could come down they come up with and then we all voted on it, which we don't have all the the final numbers on what the priority is going to be, but they just pick a few things that rather than shotgunning, they pick a few items and that's what kind of like how we do our legislative lobby. So,
that's where we're at and then what we'll do at our annual meeting in December is when they'll say here are here's what we're doing and they come forward, but those are some of the ideas are out there. Um we're right in they're all concerns of ours. Thank you for sending out uh representing us. I know it's time out of your personal time on the weekend, so thank you Hugh. Uh we will have time for board member reports. If anybody has anything to share, starting there. No? Okay. Ms. Dina? Yes, I full day today. Worked half day, then was able to do three employee appreciation visits. Uh Reagan Elementary, Mickey Cox Elementary and Boris Elementary before I headed over here for our other meetings. Um but it was quite emotional at Reagan Elementary cuz we moved
to the area in summer of 2006 and opened up Reagan and my second oldest, my third oldest, my fourth and also my niece now daughter all went there and five of their teachers were still there. And it was just it was just emotional to be able to say hi to them, you know, and and in a different capacity, not as a parent, but as a school board member and just to honor them and appreciate all of the teachers over there at all the schools. I love all these visits, but you know, you always have those little connections to the schools where your kids went. So, it was it was a great day. Um very quickly, I want to thank Steve France um district employees across all dis- the districts for who showed up for the
CIF finals for swimming dive this past weekend. Um for the athletes, parents, and the CIF representatives, they were all impressed for the three days. I was impressed. Uh there was little hiccups where uh a scoreboard went out. Within seconds, it was replaced. And I heard the CIF director said, "This is why we come to Clovis." Like the plan B, C's, and D's were ready to go. It got rather warm on Saturday, and so there was the podiums, and synthetic grass in the podium got a little warm. An athlete said, and it was just barely a whisper. It was like, "Ooh, it's hot." Right away, an employee went and laid wet towels so that it would be more comfortable for them. This is what Clovis does best. It's not just planning the details, it's planning the
what ifs. So, kudos to everyone for not just this event. We have another one coming up in a couple weeks. And just Oh, and graduations. So, a lot of work, a lot of details, but wow, we make a difference for these parents and and students. Uh I want to thank Wilma for representing the board at the swim meet. Thank you for being there to represent us and to hand out medals, help hand out medals. I know it's a That's a wonderful experience to see those athletes that have trained so hard and worked so hard to be where they are. And it's a honor to be able to host it. I just want to thank each of you for the time you've taken out of your personal lives to do our school visits and our site
visits and our department visits, just all the appreciation visits. Um, I think it makes a difference. I know if anything, it's an opportunity for us to be in their world and to see things, um, you know, them meet them where they are. And, uh, I enjoy it and it's uh, always a good reminder to see where the magic is made because we just deal with noise here and they get to do the fun stuff. So, thank you for that and, uh, look forward to graduations next week. I can't believe it's there already and, uh, I'm going to adjourn but right after we adjourn, we want to take a picture with Norm with his plaque. So, it is 8:49 and meeting's adjourned.
