001All right, very good. It's 3:30. We'll go ahead and call the meeting to order. And we could we have Um, we have no student here. Okay. Dr. Esparza. >> Please stand. Put your right hand over your heart. Ready, begin. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. >> Thank you. Trustee Calimanes. >> Here. >> Trustee Gonzalez. >> Here. >> Trustee Vargas. Superintendent Dr. Francis Esparza. >> Present. >> Assistant Superintendent Dr. Monica Makiewicz. Assistant Superintendent Socorro Sanchez. >> Present. >> Assistant Superintendent Julie Vigil. >> Present. >> Very good.

002Thank you. Next is the approval of the agenda. I'll motion. Motion by Director Gonzalez. >> I'll second. >> Seconded by Director Arredondo. And the All those in favor? >> Aye. >> Uh, opposed, abstain. Motion carries. Uh, next is uh, public comments. Request to address the board. I have a couple here. Uh, Alicia Valladolid? >> Yes. >> Valladolid. >> Production of course classified. Oh, you think your mic is off? >> Is there a button there? Okay. >> Yep. >> Good afternoon. My name is Alicia Vallejo, and I work for the Coachella Valley Unified School District. I have now been attending the board meetings by to see I hear you and see you. Uh you asked us to come forward and speak out. And now I'm here. I I was out on Monday and Tuesday. Sorry, Mr.

003Acuña. Um when I come back today, I saw that the special meeting today, and I kind of read it a little bit cuz I went to the public library before I came here. And have you ever gone to the store and you see people working on the floor and the cashiers and then in the office? That's the manpower. We're losing our manpower. This is an open and closed case, you know, they're renewable, yes. But what are we going to do if you don't have the manpower? You need the manpower. Look what happened to us at I Amace. You reduce us. I don't know what I want to say, but it's 5 hours. What can we do? I even told Superintendent what we did last year. It can't happen. I mean, it's like we can't work

0048 hours. That's true. Now, the other thing that I learned that 2019, the board knew about this budget. 5 years, if we if you, whoever was there, could start fixing it that moment, we would not have this problem. You're losing your manpower. Most of them are leaving to different districts. Other ones are saying, "We want a steady job, you know, like I do, everybody." But 5 years, you could have done something more. Not maybe cut, you know, having 20, at least 10. And you can say, "Well, this is another year or whatever. No, you got to understand you're hurting people. I heard one member came here and said he was homeless. I'm hearing a lot of stuff and you know coming to the platform I heard Chris uh you say uh students bully students. Adults

005do. When you come to the board and speak out and say your mind, your peace they attack you. Even your co-workers attack you. And that's okay. I will still come forward because I want you to understand what can you do without no classified especially like technology. You hit us last year and you hit us again. And oh there's no money. What I keep hearing there is money. What's in the past I did tell you there is money. Figure it out. Bring us back. You're bringing the parent liaisons the right way. I am amazed. Bring us back. One or two hours more you will see a difference. I work extra hours. I did a book fair and they say what's a book fair? My last sales a month ago it was higher and I did a

006promotion when they buy one get one free. It was less because I only worked my hours 8:30 to to 1:45 and that was it. Come on. Let's fix it. Five years you should have done something. Whether you were there or not. Thank you. >> Thank you. Um next we have Jose Oliveros. >> Good evening board members. My name is Josue Oliveros. I'm the enterprise one of the enterprise system specialist here at Coachella Valley Unified. I wanted to respectfully acknowledge the classified layoff process and the recommendation before the board tonight. While I understand the board is being asked to act on a decision that has already moved through the hearing process, I believe it is important to briefly address the broader impact of the interpretation used regarding seniority calculations. My concern is whether employees can rely

007on the value and protections associated with service they have already earned throughout their careers. Under the interpretation applied during this process, previously earned higher class seniority can effectively lose recognition when later reclassifications alter salary relationships between positions. Based on the calculations presented, approximately 8,378 days, nearly 23 years, of historically earned higher class service across multiple long-term employees was affected. For many years, employees understood that service in a higher classification carried long-term significance and meaningful seniority protections. The outcome highlights a need for future clarification regarding how reclassification affects historically earned seniority and how employees can confidently rely on those protections over the course of their careers. Thank you for your time. >> Thank you. That is all the comments that we have. Um next is the action item. 3.1 Monica Macleod's approval resolution reducing and/or eliminating

008services of classified employees due to lack of work or lack of funds. Proposed decision regarding reduction in force for classified employees and order of decision. Discussion? Do we have a Okay, there's any questions? If not, can I entertain a motion? Okay. >> Um hopefully you can help me with this, Cindy. So, in reading the resolution, is it correct that we served 667 employees with a notice and then pulled back 607? Is that just that number is so huge compared to the 40 that we were given? I just don't understand the huge discrepancy. >> Yes, so part of that has to do with um seniority that employees have held. Um and in our bargaining agreement, part of the option that they have for displacement options would be to be able to look towards other positions I

009think you previously held. In some instances, we had some situations where one employee held up to eight different positions. And they've been with the district for many years, some of them going as far back as 1996. So, with that seniority date going that far back, they're at the top of the seniority for those respective classifications. So, it does sound like a lot of over-noticing. However, it's necessary to allow the employee the right to elect the position that they would like to go back to. >> So, it was movement, like possible movement. >> possible movement. We have to anticipate and not knowing where they would ultimately um uh land or if they were even going to be impacted in their classification. >> Got it. Yeah, cuz that number was just so huge. So, then that does

010make sense with that comment, right? It's like that is a huge, huge number. So, okay. Thank you. Thank you for the clarification. >> President Torres, I >> Yes. >> when when I can. >> Director Adas? >> Yeah, um just uh reflecting on where we're at. Um and and as the speaker said earlier, one of our employees, we um this has been uh in the making for a long time. Um I I think the gist of of what's happening here was basically the mid the bad management of our former superintendent and our former HR director, and it cost us dearly. I've seen it happening I've seen this brewing 3 years ago. And I would sit in closed session and I would tell you um uh those of you who were in the room that that we

011were going to have some real serious uh shortfalls in the next 2 years. And I I called it what it was. It's manifested. And even with that being said, um it's very difficult for me to make this decision, but but it's the right thing to do. We followed the process. The court upheld the decision uh or the strategy and us making sure that we complied with the law. And I hope that nobody on this dais politicizes tonight's decision because it's very easy to say no, but I think it's extremely irresponsible to say no. And I just remind us that we're making a tough decision and and I think we need to make this decision responsibly and not politicize it. >> Very good. Thank you. Doctor? >> Just wanted to explain um with the number 33,

012um the 33 includes people who are going to be bumped back into another position. So, 16 of them are staying with us, but in a lower class position. Three others are going to work a different calendar. So, instead of being maybe a 12-month calendar, they're probably going to go to an 11th month or a 10-month calendar. Um uh so, uh right there we have 19 out of the 33 that are still going to be with us. Five have elected the layoff and there is a total of nine being affected for a full layoff. >> Wow. >> So there's nine out of 33. >> All right, very good. Any other questions? Uh we still don't have a motion. >> I'll motion. >> Motion by Director Gonzalez. >> I just wanted to I just want to ask

013one more quick question. >> Sure. >> Do we have any sense of how that compares to what it ended up last year? If we don't, that's okay. I can see that later on with the the numbers you just talked about. >> We can get you that information. It was a lot higher last year. >> So we have a motion. We entertain for a second. >> I'll second. >> Seconded by Director Calamanes. Any more discussion, questions, comments? Can we get the roll call? >> President Torres. >> Yes. >> Vice President Garcia. >> I. >> Clerk Arredondo. >> I. >> Trustee Acuña. >> I responsibly vote no. >> Trustee Calamanes. >> I. >> Trustee Gonzalez. >> Yes. >> Trustee Vargas. >> Yes. >> Uh the majority vote the motion carries and next item is adjournment. >> I

014motion to adjourn. >> Motion by Director Gonzalez. >> Seconded by Director Arredondo. All those in favor? >> I. >> Opposed, abstain, motion carries. Meeting will adjourn 3:43. Thank you.
