Good afternoon everyone. I'm Anna Garcia, the community engagement manager, and

today I'm here to honor our community partnerships, our student volunteers, and our wonderful parents that attended our parent workshops this year. And I have like a quick, it's not a presentation, but it has like their names and some pictures. So, I will give it just a few minutes. Thank you all for being here. I think it's coming. Some of our partnerships were not able to make it, but if you were and I didn't get to see you, thank you for being here. And when I call you up, please come up and I will be calling you up in alphabetical order. So, while they're bringing the presentation forward, it's just a quick something. First, we're going to honor our Angel Tree List from Hope Lutheran Church. Angel Tree List. Uh each year they donate 50 or

more presents to Mecca Elementary and they take the time to shop for these students, wrap them and put their name tag on them and they even deliver them. And you'll you'll see some pictures now. So, if anyone's here from Angel Tree Hope Lutheran Church, please come forward. probably not. Okay. Next, we have the assistance league Coachella Valley. So, the assistance league Coachella Valley, their operation school bell, they each year the assistance league through the operation school bell, they provide many wonderful donations to our students at the elementary level. 005Thank you so much. Thank you. Thank you, ladies. Thank you, ladies. Thank you, Chris. Thank you, Chris. Then we have our next community partner. We have Desert Best Friends Closet. We have Mr. Matthew Campos here. So Desert Best Friends Closet, we began the partnership last year with the prom dress giveaway and continued it this year. This year alone, he him and I well him really provided over 300 dresses for our high school students. and he's also donated to the Kacha Valley High School student hub. He's donated brand new clothing, a clothing rack, and we partnered up this year, and you can see the pictures there. Oop, there we go. We partnered up this year for the interview clothing, and he provided over 50 students. There's one student there, dressed very sharp, and they dressed that

organization dressed them from head to toe. So, thank you for that. Thank you, Mr. Compost. Thank you. Thank you, Mr. Thank you. >> Please don't leave. Please stand up. We have the do the right thing and there's many pictures. We have Dr. Terry Ketover, our CEO. So, do the right thing. Every month, hundreds of submissions are nom

are sent to me. I'm the liazison for the do the right thing for Kachala Valley Unified School District. And each month those submissions are sent to the program and they choose students to receive the award at large. And those students are featured um in the news. They get uh very nice gift cards. Sometimes they're on the billboards, but those students that do not make it to that awards ceremony, they're still honored with a blue t-shirt and uh a certificate for some free food at McDonald's and a sticker and also uh the a letter from >> from the chief of police. Yes. So we thank you very much. This year we started in last year we started in February and so we've completed a year and we've actually it's been I think over a thousand students

that have been nominated from our district and each month we beat uh Desert Sands and Palm Springs Unified. Just throwing it out there. So thank you very much Dr. Kover. Thank you. Thank you. See, next we have Mountain View Country Club. I'm unsure. I believe they couldn't make it. So, Mountain View Country Club for several years now. They've donated backpacks and as you can see there, and they go out there and distri last year, they went out there to C View Elementary and distributed to the community with us. So, thank you for that partnership and thank you for your donations. And then last but not least, we have the 29 Palms Band of Mission Indians. I believe they couldn't make it either. They donated backpacks, professional football helmets, and school supplies to our students in

our district. So, thank you for that collaboration and for all that you do. So, thank you. So, if you're here, thank you. So, if you're here, please come up. Our partnerships, please. And bring bring whomever you brought cuz I know they're part of your board. And thank you. Please come up for a photo, ladies. And then if you are a liaison cuz you've worked with me here. And if you're a previous liaison and you're here, please come up as well so you can be part of this cuz you know you've worked with uh these wonderful partnerships. So Esperansa and I don't know who else is here. Franciscoca Carlos come up please. Bring them over. Okay. Oh yeah. Here. Very good. Next is the community engagement department. >> No, it's me again. >> Student volunt Yeah.

So, stand right here cuz we're going to have parents right now. Okay. Thank you. Thank you. Okay. Not just in

and if you take a look to look at their project in which I do encourage you, you will be more than proud and I hope that you are able to share that with your community because we have excellent students and they can truly be called champions. >> THANK YOU. I WOULD JUST LIKE TO say thank you. These kids are amazing. Um I cannot say that I have met a better group of kids. Um their leadership um their guidance, their dedication to our community is just out of this world. And I would just like to say thank you to Peara and to um Cruz who was a president this year um and the amazing amazing volunteerism that they have provided for Blue Zones project. I could not have done my work without them. So thank you

so much. Congratulations. Yes. Congratulations. Excellent. Excellent. Next, we have Sakoro Sanchez. Uh, recognition of Peggy Michael in partnership with Indian Wells Tennis Garden for ongoing support of CVOSD students through annual BNP scholarship program. >> Good evening, board president, trustees. Dr. Esparsa, Superintendent and Executive Cabinet. Tonight, we are proud to recognize Peggy Michael for her continued partnership and unwavering support for our students through the annual scholarship initiative in collaboration with BMP Paribia's Open. For several years now, this partnership has created meaningful opportunities for CVUSD high school seniors by awarding annual $20,000 scholarships to students who demonstrate academic achievement, leadership, perseverance, and strong future aspirations. Through a comprehensive scholarship portfolio process, students are encouraged to reflect on their journey, articulate their goals and showcase the skills that prepare them for college, career, and life beyond high school.

Beyond the financial support, scholarship recipients are publicly recognized during the semifinal matches of the BMP Parereias Open at the Indian Wells Tennis Garden. This unique experience celebrates student success on an international stage and highlights the collective efforts of our schools, staff, families, and community in preparing students for future success. This ongoing partnership continues to reduce barriers to higher education, expand opportunities for our students, and reinforce a culture of high expectations and achievement across CBUSD. On behalf of CVAUSD, we extend our sincere gratitude to be Peggy Michael and BMP for their continued investment in our students and for making a lasting impact on the lives and futures of our young people. At this time, we would like to invite Peggy Michael forward to receive this recognition. As the superintendent of Coachella Valley Unified, I want to

just honor you with this uh this plaque of appreciation and and of ongoing support. Um like I mentioned to you the other day, it is with great honor that you support Coachella Valley Unified because when I was in school in high school several several decades ago, we didn't see Latinos in tennis. We didn't see ourselves in those champions. and you are giving us those opportunities and so we greatly thank you and appreciate you for coming to Coachella. >> Thank you very much. Thank you. Thank you. Uh it's an honor to be here uh tonight and I want to thank you for inviting me. Um we started this program with BMP Perryball when they came out uh to be our title sponsor in back in 2009 and they wanted to give back to the community and

they asked me what I thought and I been you know education to me is is the most important thing and so I said I think we should do some scholarships. So, we started back then with two scholarships, one for uh uh one a woman's uh student and for um a young boy. And to this day, now we're giving out 10 scholarships. Um my I have a very soft spot in my heart for Coachella Valley High School, Desert Mirage. Um they they were the first schools that we came out to give the scholarship. So, I hope to continue uh doing that as long as I'm with the tennis. So, thank you very much. All right. Very good. Very good. Uh, next is close session public comments. Do we have any? >> No. Okay. No. Close. Uh,

next is motion to enter into close session. >> A motion. Mr. President, I'm here. Just want to say I'm present. >> Okay. Uh, director >> is here at 559. Got it. >> Second. Mo uh motion by uh director Ardondo, second by vice chair Garcia. All those in favor? >> I >> opposed abstain. We'll go into close session. I know it says 7, but we may be back around 7:30. Um thank you. We'll be back. All right, welcome back. Looks like we're all back. Uh so we did a motion to return in open session and and back there and 4.2 is next on the agenda. We'll announce the actions taken in close session. >> Mr. President, there was a motion to return to open session made by Trusty Akuna, second by Trusty Calamanes. The motion carried

0226. The board took action dur during the close session on the resition on the recession of employment contract involving employee number 2026 with the Coachella 95 school district effective this 14th day of May 2026. Trusty Vargas made the motion. It was seconded by Trusty Calamanis. The vote was unanimous. Uh 6. Mr. Gonzalez absent. The board took action during close session on the recision of the employment contract involving employee number 2026 111796 the Shalom Valley Unified School District effective this 14th day of May 2026. Motion was made by Trusty Vargas, second by Vice President Garcia. Motion carried 6 and Trusty Gonzalez absent. That was all the action taken in close session. >> Thank you, director Ariano. Um, next is the request to uh address the board. And so I have a few and if they're not,

they may have stepped out. But uh, first is Sonia Rodriguez Lison on Sonia Rodriguez here. I can call back. She may Oh, are you here? >> Okay. >> Hi, good evening. My name is Sonia Rodriguez and I'm here for the parent leaison. I was just wondering if um you guys are going to be bringing the parent leaison back and if you if you are, thank you. if you are and um if they are can you please let us know cuz they are really needed at the schools and um that's all I could say thank you for your time. >> Thank you. Um next is Brandon Arures tobacco. Um, Brandon, I can circle back. Um, how about Angela Sapetta? Angela Blue Zones. No. All right. And so the last person with several is Loretta Perez. I

don't have them in order, but I think P. >> Yeah, we'll start with P, please. Okay. >> Um, so with our PAS, our public record requests, I've been getting a lot of um um information from people that they're not receiving their PAS. I did just recently get a message from risk management stating that they are working on it and also that Anita was out of the office for a certain amount of time. I just think that it's really important that we keep up with um making sure that anytime anybody has a P request that is actually being taken by someone immediately. Um there issues there can be legal issues uh almost seeming like we're trying to hide something and to gain the trust back of the public. We need to make sure that that is

something that we take care of as a district because that's our main goal right now is to gain the trust back and allowing the PAS to be implemented properly and in a timely manner makes a big big difference in that. Okay, next one. >> Okay. Uh bully protocol. >> Okay. So, thank you uh President Tortez um for hearing us out with the bullying that we had at John Kelly Elementary. I really appreciate that. the conversations that we had were very wholehearted and um we love that you understood what actually was going on in our school. So what we really are asking for is more of a overall overhaul of bullying for every school. Um our child that we're advocating for had gotten everything he needed. You know after speaking with with Mr. Tortez he was

able to get all the counseling he needed everything that they had requested here in front of you at the board. And we would love to see that as a norm for the whole entire district. It shouldn't just be the squeaky wheel gets the oil. It should be that the oil is brought out to every single wheel on our in our district. Um, our children deserve it. Our children deserved to have a true proper protocol because we can say that we have protocol when we're not being imp when it's not being implemented at every single site and every level for every child. children start having mental health issues and and they're being they fall through the cracks and I know 100% that Mr. Tortez can attest to that. So, I just want to make sure that's

on the record. >> Okay. Um mental health access. >> So, I came to um the district for another meeting and I loved that I saw the Latino Commission here with their like uh table and all of their access to all the documents. I had been receiving a lot of questions which I always feel like divine appointments are a thing and I have been asking questions about ADHD and children who have ADHD who are having issues with being um part of the school and sometimes missing school because they can't handle their situation. So I do feel with having the Latino Commission there, I was able to get so much information just from walking in. And I feel like we should have that kind of um access to every school. maybe once a week um rotate out.

I mean, we have 23 schools, you know, we can rotate that table and a conversation over the intercom about how they can come to them and talk to them if they feel they need help. Um making it more easily accessible to the children so that the children can feel like they are being heard and they are being taken care of. >> Okay. Next one is ad advocacy. >> Okay. So um we do do a lot of advocacy work with United for Autism and Abilities. I do want to explain that idea and FAPE do recognize as soon as a parent states that they are we are their advocate that they are supposed to be in communications through everyone through us as well. Um a lot of the times we have been taken out of emails and

answers have been given to parents directly when the parents have requested our information us to receive that communication for certain reasons for reasons. Sometimes they don't feel comfortable answering questions or they don't feel comfortable with the person sending the email. So that is a huge deal. Uh taking us out is illegal. It is against the law. So, a lot of people need to understand that and I' I've it's happened multiple times now and I hope that everybody in the staff and all the directors understand how illegal it is to take an advocate out of comments or any any communication with a parent. Okay. >> Okay. Uh thank you. Native American representation. Um, so I was at uh your advis the advisory committee for the Native American students and um I did bring up to Miss

Anna uh Garcia about needing some type of representation at the board level. Uh I feel like yes, we have our student board, our student board trustee. I feel our Native American tribes deserve uh their own seat with their own children to have a representation for their tribe. Um I know we can have uh different levels of of schooling for maybe middle you start at middle school then go to high school and allow them to be part of the board so that they have that pride in in a sense that you that everyone is included inclusivity at a different level. >> Okay. >> Right. Thank you. Um next is data center. >> Okay. So the data center is proposed two miles away from viadoul. We need to express how dangerous that can be for our children.

It can generate 16 degrees of heat above what we're already feeling. So if we had 120 day 100 120°ree days, we'll be feeling 136° 2 miles away from our children. The pollution itself will will produce carbon monoxide, nitrous oxide, and dangerous particle manner. The greenhouse gas emissions are emitted from wastewater treatment for these data centers. Um there's not enough water already. Our data centers, it would require 500,000 to 8 million gallons of portable water daily for cooling energy gen uh regeneration. So we can't even uh afford to lose the water we have that is already contaminated. There's a contamination that the data centers also bring when it comes to the water. We're spending millions as a city to have our water decontaminated from the chromium 6. That's why our water bill is about to go

up. But we're going to go backwards and allow the data center to not only harm our children from noise levels, from the environment, but also their water. So, I do truly feel that it is really a necessity for the board to show up the to these city council meetings and represent our schools to protect our children, to protect our future because our children literally two miles, two miles is nothing. They admit a noise as if there is like a 405 freeway running all day long and it could cause neurological issues. And it's not fair that our children that are just being left to take it all. They're already near a site that was once a dump and it was paid right over with dirt. So what else can we do as as a district to

protect our kids? We start here. You start showing up to the city council and listening and we start listening to the actual environmental issues that are happening around the world around our our country with data centers. Thank you. >> Okay. Um, next is you have uh Yep, that's all of them. Thank you. So, I'll go I'll circle back uh to Angela Sepa. Did you come back Angela for blue zones? >> Thank you for coming back to me. I appreciate that. >> Sure. >> So, I am again Angela Zapeda, executive director of Blue Zones Project. I'm here supporting some of our students from Coachella Valley High School. They um earlier they were given a recogni um some of the students were given a recognition and I say some youth because every single academy from CD high

school has been very supportive of the blue zones project and has brought has given a lot of commitment and time so to show their love for their community but also the importance of making this community a healthier happier place. So what you will hear from one of our youth from the health academy is in regards to becoming tobaccof free certified with Riverside County of education and I just wanted to provide some facts. So the some of the benefits of becoming tobaccof free certified and applying for tupe funding include the the funding is provided at a rate of approximately $18 per student. Becoming tobaccof free certified helps position CVUSD to apply for the tube tobac which is tobacco use prevention education grant. The next tube grant cycle opens in February of 2027. Tube grants are awarded

on three-year fund on a three-year funding cycle and this funding can support student prevention programs, tobacco and va education, peer leadership activities, staff training, cessation support resources, youth engagement and wellness initiatives. Becoming tobaccof free certified also strengthens existing wellness and prevent and prevention efforts already taking place across CVUSD campuses. tobaccof free initiatives can become self- sustaining through studentled peer-to-peer advocacy and leadership opportunities. And I hope that with what you have seen through our youth that you do believe that this that they these type of activities can become studentled and be remain sustainable. I think CBUSD is a leader in my opinion from I've been in the valley my entire life is a leader in in innovating and they're very supportive of not just academic success but the overall well-being of the student and so I

just encourage you that when the students come up that we provide them full support. >> Thank you. Um, so uh last one I'm circling back to is Brandon Arunes, Tobacco Prevention. Well, excuse me. Well, good afternoon and thank you all for coming. My name is Brandon Anton and today I'm going to ask for your support in helping our district become tobaccof free certified. So far in the valley so far in the district in the valley that has there's only one tobaccof free certification and that is desert sands. We have already completed so much of the groundwork and are now finalizing the required paperwork. In addition, the city of Coachella is currently implementing policies for outdoor areas and multi-unit housing. Becoming certified would help position the district for future funding opportunities that can support student prevention

programs, tobacco and vape education, peer leadership activities, staff training, and youth wellness programs. It would also strengthen the wellness of prevention efforts already taking place across our campuses and helping create more student leadership and advocacy opportunities. I'm going to leave behind a couple forms and the contact information for the tobacco certification. Thank you. Those are all the close are the open uh close session comments. Next is the Oh, so we have no written requests right online. There aren't any. Okay. And so then next 6.1 student board member board. >> Hello. So good afternoon everyone. My name is Juan Mirz. I would like to start off by saying we are very thankful for having a credit recovery school which where students like myself have found a place to succeed. However, Laaf Familia High School has been

providing services for 55 years and have come to the come to the point in which help is needed especially in infrastructure. For example, for sports and our school assemblies, we we hold those activities outdoors. It's not a secret how hot our desert gets. That's why I am asking the board to consider building a multi-purpose gym room and a or multi-purpose room and a gym on an empty lot located between the district offices and our art classroom. I have played all sports such as soccer, basketball, and volleyball on our away on our away games. I have seen that other continuation schools have multiple purpose room have a multi-purpose room such as Emma in high school, Summit High School in La Linta and Sito in Cathedral City. It feels good to play volleyball there at the beginning

of September in their beautiful location and I was wondering if we we could have something similar here at Laafamilia for CV. Good evening members of the board. Recently our school has continued to support and celebrate students su success through several important events. Two graduation meetings were held to provide seniors and their families with important information regarding regarding ceremony expectations, dates, and to answer any remaining questions to help students feel prepared for graduation. In addition, our school hosted an awards ceremony recognizing graduating students which who achieved honor ro status and will be graduating in white honoring their hard work and academic dedication. for Desert Mrage High School. At Desert Mrage High School this month, many students have been recognized with outstanding scholarships and academic opportunities. Sorry if I said names wrong. Brandon Carzas in Avid Jr.

was accepted to the MIT Steam Summer Institute and received scholarships to help cover the cost. Senior AVID students Dulce Dor Deniro, sorry if I said the name wrong, and Miguel Cruz Gonzalez, which received a 1,500 AVID scholarship for Poentistas, Eileen Kadillo, uh Paola Miranda, Arlene Aguilar, and Natalia Vargas, which earned a 10,000 scholarship. ship from Rotary Club of the Coachella Valley. Our seniors are doing expansially well and continue to make Desert Mrage High School proud. At West Shores High School, we are currently working on the on the master schedule and course request to ensure all of our seniors are completing their required subject courses and staying on track for graduation. We also replaced the health class period with a visit to the IVC campus to give students exposure to college opportunities and campus life. Next

week we will be taking our middle school students on a college tour trip to California State Poly Technic University, Hona University and of La Redling and San Diego State University to continue encouraging college awareness and future planning. Students were beyond frustrated yesterday, Wednesday, May 13, because of buses were an hour late. Thank you for your time. >> Very good. Thank you, J. >> Uh, next is board member reports. Um, director Akuna. Good evening everyone. First of all, congratulations to all those u our community partners and all the people who were recognized earlier today. Um you know that old saying, it takes a village. Well, in our case, it takes a community and everybody plays a role and all these groups uh they play a role as well helping out the districts and more importantly helping

out the students and their parents and the community. So, thank you all for being there. Um, I also wanted to say thank you for I know it's your last time here and you're going to be we'll see you on June 1st. June 1st at Laaf Familia. So, congratulations. You were just telling me his future plans and you know he's going to do well. So, thank you for coming out here and giving us insight and uh all the students this year were great and yourself included and so thank you for being here and doing a great job. Um, not a lot to report. Obviously, we're starting to come to all the events and all the promotions soon and all the recognition awards. So, congratulations to all of them and their and their parents as we go

through this thing. Um, my abbreviated people didn't come to work report both Fridays over 400. I mean, you know, doesn't even matter that I say what I say anymore. People are just accepting it as, oh, that's the way we do business in this district, I guess. So, but again, both Fridays over 400, nothing changes. Um, and then also, um, I did want to request, I did make this request already, but I wanted to make it publicly. I wanted to request all of the, um, detailed budget for the upcoming um, after school programs inclusive of VLOOP, 21st century, all that. And I did request it already. Thank you for acknowledging that. But I wanted to make a public request to make sure we get all that detailed information, not simply the estimates because when you put

a budget, you obviously have to put a number in there. It's not just a question mark. So, I'd like like to see that full one along with obviously the big budget that we're going to get as we get to June where we have to approve our budget. But that one in particular, a detailed copy of that. That's my report. >> Thank you, Director Akuna. Uh, Director Adano. >> Yes. Good evening everybody. Thank you for coming. Um, uh, congratulations, uh, Trustee Juan Ramirez. Um, thank you for the ask. I know you're you're, uh, graduating and you won't, uh, be here next and sitting next to me. But, um, you know, I hope that, um, we can definitely at some point look at your requests and really think about what we can do. As as you know,

La Familia, I think, is, you know, close to everybody on the board here. I I could not see them saying no, but hopefully we get to a point where we can afford a location to build as we're having some budget issues. Um, just really quick, I'd like to um just acknowledge uh my Rotary Club, Rotary Club of Coachella Valley for their $12,000 in donations to scholarships. um they've been doing this for the last 40 years for our district. So, I just wanted to give my Rotary Club a shout out for for for um you know, for them continuing to do scholarships. I think it's important for our students. Um I know I missed um a couple of events, the two the two uh awards nights and I thank you to all the partners, everybody who

contributes to Coachella Valley Unified School District to support our students, whether it's an organiza, whether it's organization, whatever you do to support our students. Thank you. Um I also know that there's a lot of events coming up, especially to acknowledge those that are going to retire or are stepping away from our district. Congratulations to everybody there. Um the end of the school year is coming, you know, quite fast. We have summer school, looking forward to, you know, um seeing summer school, looking forward to all the graduations that are coming up to to to just see all our students. Um and just want to say that our district, you know, I feel we're working hard to make sure that we uh get our district on good financial footing. Uh we we want to make sure to

offer the services that we need to to our students, to our families, and and we just want to make sure and it's my opinion that that hopefully we can get to a place where we don't have to have layoffs, you know, and and we don't that's not a good it's not I don't think that's good a process for anybody or anybody that anybody goes here at the end of the night feeling anything but, you know, not wanting to, you know, have to make those tough decisions, but we have to as a board. And I hope that we continue to make those those great strides to make sure that our school district is in good financial footings. And I know that we have to um look at how we're spending, but we want to make sure

that we we're not letting go of services, but also, you know, I want to see that our district provides a lot of services to our families, you know, and I hope that we can continue doing the best we can with the with some of the some of the stuff we've had to cut. But at the end of the day, I feel very very proud to say that we got work to do. We're going to do it and we're going to work together to make sure that our our district's on good financial footing and that's kind of what I wanted to just focus my report today. That's all I got, Mr. President. Thank you. >> Thank you, Director. Director Gman, >> thank you very much. And thank you, of course, for everybody who's um joined us

here. Uh I wanted to talk about a couple of events that I went to. uh one was the state of education where all three districts and and college of the desert presented. Uh it was really amazing to hear the stories of these students. It was just wonderful. But what I was really excited about as well was Cood talking about that they might be expanding to four-year programs so that students would be able to do things right here in their local campuses instead of having to leave afterwards. and how they're they're focused on making sure they can pay the tuition for every student who graduates our high schools. And I think that is just such an amazing opportunity. I I it's just great. Um what I also did was I went to the um uh city

of Coachella recognition for our our soccer um champions. And the thing that I know I I focus on weird things sometimes, but the thing that really amazed me was, you know, the the Coachella mayor and one of the um council members were products of our school system here. And people love I mean, it's obvious people love staying here and working here and raising families and maybe going to college and coming back. Um, so, uh, I mean, I know in the 10 years I've been here, I've I've grown to really love the Coachella Valley. It just offers so much. Yeah, we have heat, but you know, you forget about that once in a while. So, um, so one of the things that is so important as we talk about what's going on with our district, we

need to make sure we encourage, we have good news out there. We need to make sure we encourage families not to leave us. Um, we encourage families to realize, hey, they can move into our district instead of Desert Sands or Palm Springs because we have so much to offer with our schools and the, you know, layoffs will keep happening. I'm sure everybody in this room knows that we are we also get funding um based on or less funding based on student absences and we keep losing students. So, it's so critical that we keep our budget under control and people don't take advantage of of uh our our district. And so the lack of we need less bad publicity and more good publicity. We need more facts and so on so that you know parents and

everybody understands we are here to work for everyone in this all the students here in the district. And um it's just it's disheartening when you hear that you know hey I was subject to uh when I was working um in in corporations they don't give you a second chance they don't go back and look at things you know they say okay layoffs are happening on such and such date and you come into the office and you wait for your manager to call you in the office will you be told you're sticking around or will you be told you're you're gone and then they would have a security person if you were if you were told you were laid off, they would come to your office, watch you pack your boxes and leave. I mean, it

was it was very scary and very disheartening. So, um it's it happens if we're funding is off, you know, we have less students. Um we have to pay out more bills and so on. But we need to keep this district publicity great because I want it to continue to grow. I want everybody to have employment opportunities here. We need to all work together and the bottom line is we're working for the students and that's what we should be focused on. Thank you. >> Thank you, Director Kaman is u director. >> Yeah. Um good evening everybody. Um so I also had the opportunity to attend a couple of events. Um so it was it was really great to attend the um I also attended the city of Coachella key to the city event. Um just honoring

our lady arrows our um soccer players um in addition to that I also attended the McCollum theater open call is like the first time that I attended. So it was really great to kind of see the athleticism with like the performing arts. Um our students are just so talented and they do so well um in so many areas, right? So, um it was really nice. Uh very proud to kind of see them shine in in the different areas. Um I also attended yesterday the Coachell Valley High School Senior Scholars Awards. So, you know, they're not just talented on the field and the performance and um but just to see them uh really um you know, perform academically. I I'm just so impressed with um all their achievements that they're accomplishing and just hearing um you

know where students are going to just continue to pursue higher education. Um it's just really um great to be able to see that um that our students are doing so well. Um and just thank you to everybody because it does take a village, right? From our staff, our classified employees, um the parents. Um so I I'm just really grateful to kind of have the opportunity to see them. um you know get celebrated and I'm looking forward to attend the one at the de desert marage high school um I also attended the state of education um put on by the greater Coachella Valley uh chamber of commerce um you know it's really great to kind of hear I mean well first of all thank you to Dr. Esparsa doc and Mr. Torres for presenting and just

kind of highlighting some of the great things that the district is doing. Um I know that we have a number of challenges, right? But I mean just even seeing like Eric's story right on there and you know he's going to Colombia on a full ride like that is quite an achievement. And so I think just being able to shine the light on the the great work that our students are doing um was just really great. Um the other thing I think that kind of stood out to me is just the effort of trying to align um you know education within our district right creating those pathways. Um I know a lot of our staff's working with um the community college to create those paths right through nursing or health and other areas. So uh really

appreciate all the work that's being done. Um lastly, I did attend the budget committee. Um you know, we continue to work on on the budget. Um and so, um just really appreciate I know we have a a presentation today. Um I know it's hard work. I know the state just came out with their uh May rebby. Um, and there was a presentation I think today, but um, I'm just hopeful, you know, that we're working on creating some of those, um, processes to ensure that, you know, in the future we're not having to, um, continue to do cuts, but we're actually planning and and doing these processes. So, I really want to appreciate staff for doing the hard work. Um, very tough work. Um, and then lastly, um, you know, our student trustee just really thank

you so much for your contribution to the DY and, um, you know, bringing up your concerns as well. So, um, congratulations on what you're doing and your next steps and, um, yeah, thank you, >> Right, Vice President. >> Thank you so much. Um uh as so many have already said, we thank everyone that was highlighted earlier today, our students and all their beautiful work and the fact that they are going to represent us, represent the state of California um across states, right? So it sounds like Georgia we're going to be represented. We're also going to be represented in Wisconsin, which is so exciting. that's coming up too with our students um that were here what three three meetings ago. So very excited to see that our the work of our students is highlighted and really

being seen um in in such huge spaces. Um, as it's already been said, our schools are learning communities and we absolutely need every single uh helping hand, every single person that comes on campus is is what help make our students um thrive, right? So, as long as we're student centered, I think that the work that we're doing um is going to make sense to our community. That being said, I don't want to sanitize whatever is happening within our community, whether whether our families are proud, which of course they are. We always see that. But if something is happening and people feel they need something from us, we need that too and we need to hear it. We've heard so many times about the parent liaison all year. Um, so it was something that we heard

very loud and clear was something that it was a move we got wrong. um and trying to figure out a way to get it back to our community, right? Um we need to hear from our families for those things. We need to meet them so that we're again focusing on what we need to our students. Um it being 18 days left of school. Can't believe that. That's bittersweet. I know so many of our students and families are going to be looking to their futures, but I also know that we have a lot of staff that have gone through a lot. And unlike private sector, which maybe could feel more cutthroat in a way, our our staff has gone through two months of right since March, two months of turmoil of not knowing what's going to

happen. And unfortunately for many of them that has happened eight nine times since they've been here. Um which is really really uh unfortunate because that is a talent a talented group of people that know and love our students and are not choosing to leave us. It is because of because of uh the choices that we've made um sometimes years ago, right? Sometimes almost 10 years ago, we are having to make these choices that are not easy and I don't think are helpful to our learning communities. those staff members that know and love our students are now going to be out out and uh free agents where I know that the neighboring districts are hiring and are probably going to have our our strong staff in their classrooms which makes me so sad because every single

time this happens we lose people. Even if we invite them back what are they going to do? wait till October, November for for a job. They can't do that. They have their own families and lives to figure out. So, it it really is demoralizing to our school sites every single time we've had to do this. I really want us to move past this. Um I liked what I heard in the May revise. I'm really looking forward to the June um budget to finally see what is really going to shake out, but it looks more positive than negative and I'm really hoping that that is the case because we do have funding multi-million dollar budget. We get more dollars per pupil than anywhere else in the Coachella Valley because of our unduplicated pupil count being so

high, one of the highest in the state of California. What are we doing with that money? It should be student centered. It should be spent on the students this year for this year, not being held and socked away for future when our students are are needing it now, right? And we've heard from our communities the things that they've needed. So really want to get out of that scarcity mindset. We have funding. We need to get creative with the funding that we have. always with the mindset of being compliant, but we need to move forward and get creative. Our students deserve that. They're doing their part. We see it every time. All the beautiful work that they're doing, we need to do our part. Um, I just really want to end the year on a good

note, looking forward to summer school and that being an exciting thing. It seems like what we have planned is going to hopefully get more students to come and try. It sounds like it sounds like it'll be equal parts fun and learning. So, I'm really really hoping that students like this year. It sounds fun. Even my own son is thinking like he's going to do it this year, which is a big deal and I'm holding him to it. So, um really really want to see that that goes well for our students because hands-on learning I think is really the way we need to go now. I know there's so much with um electronics, but really getting our students to to play learn is going to be what uh engages them. So, I'm really hopeful that it

goes well and really look forward to seeing our students off at the end of the year with all of the graduations, the award ceremonies. Um it is a beautiful time for our families and we do need to honor them and their families for all the hard work that they've done. So looking forward to that. Thank you. >> Thank you vice president. Uh I'll keep mine short. I I'm glad that you know the the uh parents, students, and the staff come up. Thank you trustee for your time and and uh good luck to you and your success for the future. We know you're going to do great. um as a as being a board member, like I've said, you know, being a being a board member on here, I've been here 18 meetings so far and

five months as a president, and I know they rotate, so I have seven more months and then we probably get a elect another president. But um within this this time here, I'm glad that I'm able to connect with some of the comm community members, some of the staff, and working with the superintendent and resolving some of these problems. But like as was said earlier, it's just the tip of the iceberg. There's a lot of work that has to be done, especially with you know, like I've talked about on and on before is the bullying and the protocol and how we address, you know, the students and the staff. Um overall, you know, and I agree with that over all sites because it still continues today. the last meeting I gave a moment of silence for

a student and and I'm hearing through you know my kids go to the school and knew that girl and were saying that it may or may not have been more so about the bullying and so that's why I'm saying this needs to be addressed ASAP like I said at all sites including the mental health access and that's you know what what I'm I'm glad that we we started you know working with this with the community and we need to do this outreach reach districtwide um through the advocacy through, you know, parents coming up and talking. And I also want to mention, you know, when we go through the agenda and and and I'm hearing these close session comments and the open session comments and we and when we see them sometimes when I first started,

I'm seeing that we got like 15. And I used to think it's a lot, but when we put it in perspective, it's just a snapshot and a small view of thousands and thousands of students and kids that we don't hear from. And and I'm I'm trying to advocate to hear and and see how do we how do we hear from everyone because we're just hearing those like was said, those who have the ability to come and speak and and there's more out there. There's more out there that can't come. There's more that we don't hear. thousands. There's thousands of students that are out there, thousands of parents, hundreds of staff that we can't hear and we should be we should be swamped with written comments. We should be swamped with these open and close session

comments. So, I think we need to advocate to get more um you know, more outreach to get people access and I think it's just the access uh maybe it's time, maybe it's not, you know, people don't know that they can come here. I I didn't know all everything about coming to the board before I got on the board as a parent. And so I've learned a lot being here with within these 18 meetings that I've been here. Uh I've got 30 meetings left in my in my uh term. Uh but hopefully we can make some progress and in you know getting the word from the thousands and thousands of parents and students that we haven't heard from. Uh I I think that that would make a huge difference in uh you know listening actually listening

to the community because we're not hearing the from the community just a small portion of the community and I want to hear from the entire community because this board represents from Coachella all the way down to Sen City and Northshore and and we are at large so we're able to hear and go to each of the schools. We're not locked into one area I I've learned. So, um, yes, I, um, again, uh, if there's a way we can work together, superintendent and board members, to get access to all the community members and all the students, um, to address this very important concern. That's all I have. Thank you. >> Thank you, board president. Uh, Juan, it's been a pleasure having you on the board and working with you outside of of the board and you

know, your your smile is contagious and I know you're going to do great things and when you either become a welder or get into that HVAC program and get certified, come back so you can work here cuz we always need somebody to help us with our air conditioning. We always do. And so you're always welcome to come back to Coachella Valley Unifi. We're here for you. I'd like to start with um identifying the graduation dates for this year. And I know that these have been uh released, but I want the community and the public that is with us to know that on June 1st, La Familia High School will be graduating at 5:00 p.m. at CV High School Auditorium. Board members, you don't need to write it down. There's a copy for you waiting. And

we're going to post this online as well. Bobby Duke Middle School on June 2nd at 7 p.m. on the CV High School Field. West Shores High School June 3rd at 7:30 p.m. at West Shores High School. Toro Canyon Middle School June 4th at 700 p.m. at DM on the field. West Shores Middle School on June 5th at 700 p.m. at West Shores. Desert Mirage High School June 8th at 2 PM at Acrier Arena. Coachella Valley High School on June 8th at 7 PM at Acrier Arena. And uh Kawia Desert Academy on June 9th at 700 p.m. on the CV High School Field and Coachella Valley Adult School on June 17th at 700 p.m. at Fantasy Springs Resort and Casino. And so those are a lot of days that the board will have on their calendar

to ensure that we are there supporting our champions uh for graduation. Congratulations to all of our class of 2026 at all of our high schools and all of our top 10 students. Um, I do want to uh ensure that everyone knows that we are going to have an amazing summer school and uh our flyer looks like this and it's going to be posted everywhere and our uh theme is FIFA future innovators and fearless achievers. Our summer program will start with sunrise if you need the sunrise program as early as 6:30 a.m. And our program times for academics and for enrichment is between 8:00 a.m. and 2:45. And we will have our expanded learning opportunities as well from 2:45 to 5:00 p.m. So, it's a whole day with us, a whole entire day with us. And

it's free. So, please send your children. it is free and it's going to be extremely fun and they're going to learn. Uh we're trying to ensure that um there is some academics uh in summer school because that is exactly what we want even to pro provide some interventions but we want it to be fun for our students as well. And so we know our expanded learning program always puts on great fun for our students uh after school and on the weekends. There's also going to be several field trips. I know one of the big ones is to Knottberry Farm. Please, please, please send your children. We have room at all our schools. Our high schools that are going to be hosting our CV High School, DM High School, and West Shores. Our middle schools are

going to be CDA, Toro Canyon, and West Shores as well, middle school. And our elementary school sites are going to be C View, Northshore, Oasis, Mountain Vista, Valley View, and Cesar Chavez. So, I just wanted to put that out there. parents, sign your children up uh for summer school, for FIFA, FIFA fund for our champions. I did want to uh recognize uh Elizabeth Romero, Riverside County Office of Education board member who approached me at the state of education and introduced me to a gentleman from UC Riverside who would like to partner with CVUSD on an agricultural bachelor's and so an egg bachelor's in a egg engineering as well. And so that's a conversation that we're going to be having. I just wanted to give her some credit for making that connection, for watching out for

her community and for uh presenting this gentleman to me so that we can start a actual bachelor's program uh here in the Coachella Valley. Um, I'd like to uh recognize our student support services department and all our teachers, our wellness center teachers, our paras and our staff that work with our students that need those mental health supports. It's mental health awareness month. And so, I just want to thank you for all the work that you do. It's not easy work. Um, it it is intense work. You see um what a lot of us don't see on a daily basis. what a lot of people don't know lives in education and it's those supports that our students need, those mental health services supports. So, thank you for what you do, for the heart that you have

and for the the the grit that you put into this to ensure that our students are safe and are receiving the services that they need. Thank you. >> Thank you, Dr. Asar. Um, next is uh 7.1 Julie Vigil presentation 202526 fiscal year third interim report. President Tortez, members of the board, um pre um superintendent, cabinet, and community members. Tonight, we will be going over the third interim report as required by a district who has two qualified certifications. This third interim report compares projected to actual um financial data through April 30th. With the district's continued commitment to reducing the structural deficit and adhering to the ongoing stabilization plans within this report, the district will also make the recommendation to continue its qualified certification. For the third interim report, there is positive news um regarding projected assumptions

for COLA and ADA. Although I know that the May the budget I'm sorry, the governor just released his budget, I want everybody to remember that when we put together this third interim budget assumptions, that was prior to today's information, obviously. So um with that one of the two things that I actually really want to highlight on the assumptions from second interim to third interim was the increase of the cola which went from 2.41 up to the 2.87. In addition to that we certified our P2 numbers from 13800 to 13900. So we actually had an increase of over 188 for us at P2 which was actually really good considering the activity that was happening especially in the month of January in our community. Um, with that being said, typically those I um those monies are reflected

in the two out years and we did see an increase of over $3.5 million in those out years from that increase since our ADA is an average of those along with the monies from the COLA for the 2627 um year. On the budget assumptions, those are highlighted with our orange boxes up there. All of the other consumer price index and um additional assumptions had remained the same in our third interim for the changes of um the changes in our revenue as far as the cash transfers. What you see here primarily is not so much the increase from the ADA and the COLA. What's really um popping up in this one is our interest revenue. So, we had our third quarter interest that had come in and most of that is been generated off of our

restricted state and um federal funds. We did have some increases in local donations and just some slight changes in our LCFF. Mind you again, this is only recognizing the um current year budget from second interim. one of the other um on this particular pie chart. Again, we're just representing all of those so this way everybody has an idea um visually on where we are at. We do receive I think Miss Vargas had noted that we do receive most of our funding from LCFF. That is correct. And currently it sits at 67.75% in comparison to all of the other funds that we receive. in our unrestricted um revenue and expenses. Here we are looking again at our second interim, but we're also now bringing in our current expenses within this particular table. What you're going to

note is more movement um within our our budget lines. And that's only due to if say a site or a department um is looking to provide more services to those students or if they need to buy current supplies towards the end of the year. You'll see far more changes towards um this time of year. Um however, if you note overall uh there are some um increases. You'll see the increases in the total revenues. You'll see some increases, actually some decreases in your expenditures by 256,000. Any decreases in our expenditures just continues that decrease within our structural deficit and adds to that fund balance. In our multi-year projections, as you can know in our 2526, that net decrease from second interim is substantially lower because we started to implement some of the pieces that we could

from the approved updated stabilization plan as well as the net decrease in 2627 and 2728. Um, I think that with the board approval, we're we're moving in the right direction. We're definitely working with our staff to ensure that as we're building our budget into the new year, we're um looking at all the activities in which we're uh spending on and the contracts in which we are um engaging in some of our next steps. Um as noted today, yes, the governor did release his budget. school services does a really nice um breakdown for us and that will be presented on May 21st. We'll actually be hosting that here in the boardroom for those that would like to attend. And then following that evening at 5:00 p.m. uh will be the budget committee and we will be

talking about some of those pieces and how that impacts the district. We are still currently working on adopted budget that will be brought forward in the month of June. So typically the first board meeting is to just review um our budget as what we have at that current time and then we continue to make some slight tweaks and changes as more information is being brought forward out of the May revise. And I want everybody to remember that in the May revise that is still what's being proposed by the governor as like the final piece for 2526. However, it still has to go to the legislature for approval. So, if there are some major changes that typically happen between the time that he releases that to the time of the new year, then districts usually come

back and if it's substantial, they provide that in a 45day revise or what they do is they make sure that they present that at first interim. We talk about those things um in our first interim reports. what had changed from budget adoption to the point in time at um at first interim. Um one of the other things that I want to talk about is uh the recommendations. We're still always working to implement fiscal um policies that adhere to thickmat recommendations. Um, I want to thank my our new fiscal director for being a part of that intricate piece as she's working with our team to bring us um more into compliance. But at the end of the day, I still can't do this all on my own. It is a team behind me. It is a

team that assists me. It's not just fiscal services. It is ed services. It is HR. There are many many discussions that go back and forth to you know make sure that what we're presenting is best for our students to help them close that achievement gap for them and to provide students um support and um any additional services. Now I would like to open it up for any questions that the board might have >> question. >> Oh yes >> question to the board. >> Yes. Before the questions, I would just like to um clarify for May 21st, um board president, board members, and our CVUSD staff is invited to come and watch the May revised chair in the boardroom. Okay. And our employees. >> Thank you. And what time will that be? >> That one starts

at 9:00 a.m. until noon. >> 9 to 12. Okay. Thank you. >> Yes. May 21st. So, next Thursday. >> Comments? Can I see the second to the last slide again? Cuz it looked like there were some figures that were different. Yeah. So, I printed this what was on the website. So, what was on board docs? Uh-huh. Today, like just a couple hours before the board meeting. And and the third interim on my paper is those figures are different. So on mine it says 106 million and this says 115 which is awesome because we have more money. Um I just wonder what the discrepancy is if we can make sure that the whatever you're presenting is correct on the um what's online so that everyone can see. >> So it should be the same. We'll look

to see the reason why there was um a discrepancy between the two. Yeah, cuz it literally and I can show you my physical copy is they're different figures. So, I'd like to see that. And then I was expecting to see the full 120 page like third interim. >> Oh, yeah. >> And I haven't seen it yet. So, when it's ready cuz it's supposed to be due tomorrow, right? >> So, for a third interim, we actually don't need to prepare a complete SAX report. We only need to com um submit an which is the document that's in attached for approval tonight. >> Right. Right. Right. Okay. Then I want to make sure that those figures are the same then cuz I printed that out as well and I want to see what you have cuz it

might be different than what I have which is >> it should be the same. I know that they were all submitted at the same time so I'm not quite sure why it would be different but we'll check into that. Yes. >> Okay. Thank you. >> All right. Any other questions? No review. Oh, go ahead. >> Go ahead. >> Not not a question, just a reminder, and I'm glad you brought it up. This is a May revise. It's not the budget. That's not what it is. These are projected numbers, and the legislature put out their uh priority list uh I think last week, early this week. Um they're not exactly the same, >> right? >> So, this is not looking at these numbers. They'll say, "Oh, well, there's numbers there. There's money there. We can do

this. We can do that. We can't." We really need to focus and wait because the legislature and the governor are going to, you know, decide. They're going to trade and then they're going to figure it out. And even the cola, we it's probably going to stay close to where it is now. But again, this is his revise and is projected. It's not the actual numbers. So, we need to be very careful not to spend money that we don't know we have yet. So, thank you for reminding everybody of that. This is a revise and a proposal not not the budget for the state. >> Correct. Thank you so much Trusty Akuna for that reminder and it is true this legislature does work with um the governor and then they come back and they work through

that process and then they do the final approval and that um goes back to the statement in regards to submitting a 45day revise or if it's not significant enough then presenting that at first interim. Thank you. Any additional questions? >> I I got to ask just um so um just want to because I know we're getting close to June and thank you for the the the budget you've you're showing to us your your projections, right? Um, but she wanted to ask, so for all our federal projects and every federal funding, state funding allocations that are renewed every year, are we spent down on a lot of our our our budgets and we we're not sending any money back or >> So, right now there are um two particular funds that we're working really hard with

those program managers to fund um to spend down. So, this way within that time frame. So this way we don't have to return anything. Uh we're always working to look to see how we can um move stuff from or what is applicable to our restricted resources and spend those first prior to spending general fund. >> Thank you for that. >> You're welcome. >> Any questions? >> All right. Very good. Thank you. >> Thank you. Um, next is 8.1 Sakoro Sanchez, uh, requesting approval for contract with career LLC, DBA elite cosmetology for 2026 27. Have they had any, you know, legal cases against them or anything like that?" It just seemed like an awfully long time. >> Uh, yes. And then what we do here is we allow for the six firms. So this way we can u monitor those pieces and make sure that we're going to pick the firm that best supports us. But it's also locking in um some

Discussion. Yes. >> So, a couple of things. Um, first question, has CSCA actually

ratified this yet? >> I was contacted earlier this week. They're trying to do it this week and they asked if we would put it on the board agenda because we can ratify first pending their ratification. >> Did they ratify it? >> Not yet. I haven't received notification. >> That was that was the question. Okay. Usually, we wait till after they ratify it, but Um secondly, uh I have so many issues with the way this was done. Uh the funding sources, uh I did ask some questions, they weren't quite answered. Um first of all, the job description is very all over the place, so to speak. Uh it is seems like it was created to be able to find a funding source, not necessarily to do a job in my opinion. Um, I did mention that

I assumed that 50% of the funding was going to come out out of ELOP and 50% would come out of the general budget. I was told that was not the case that they did not say it. I assumed it because the actual CSEAU states 12 to 3 or 12 to 6:30. Most of the programs start at 3:00. So 12 to 3 general fund 6 to 6:30 plus the lunch is basically would be paid by ELOP. It was not I was told that wasn't the case. Do you have an actual number of percentage that ELOP and general fund is going to pay? >> So yes actually we do for there's an additional hour of program time that happens before then. So they'll be able to do that. So the first two hours will actually be funded

out of general fund and then the the remaining four hours will be um funded out of ELP. >> And what exactly are they going to be doing for ELP? >> So not only will they be working with our parents since they're an intricral part, but they will also be doing attendance recovery, working with the programs to enroll our students and they're considering that the CDE has already mentioned that some of our um sites their attendance has been dropping. So we want to ensure that students are coming to our afterchool programs as well as assisting with our program directors for any of the sites and the program needs whether it's setup whether it's um paperwork all of those pieces I believe are reflected within that job description >> didn't say that in theou or the job

description it's very vague and I guess that's the way you need it. um they are going to report to the site administrator or their designate. They're they're not ELOP employees. They are basically supporting ELP. Is that kind of how this is going to work? >> Yes, they are supporting the ELP program. In terms of employment, they are under the site dur when they're at the site, they're under the principal, but then their ELOP, it's a combining that program. Again, that doesn't say that in the job description. It says site. They're under the supervision of the site. Um, so that concerns me is if the site says one thing and the uh after school site coordinator says something different in what they need to be doing, that's a concern of what do they do then? Who's

their boss? >> I understand it's a concern. However, we do have a plan coming out with the collaboration of the site uh leadership at staff and the uh program coordinators for ELOP. So, everything will be put in writing in terms of what they are doing during the day and what they're doing to support the program. >> Right. And again, my my larger concern is it seems not only this program but other programs and other funding seems to be being put into ELOP just because there's a big pot of money there. Again, the the job description looks like a a job in search of funding. In my opinion, may not be true. In my opinion, that's what it looks like. We've added the Latino Commission. I know we've added uh I believe a financial staff that

we've moved over to them for next year. I don't know if they're currently being funded this year, but I know for next year, that's part of your budget. Uh other miscellaneous things. I remember last year we paid power bills with them with money and all these other things. It just seems to me that this is just another attempt. makes me curious what's going to be next IMAS uh other you know aids or other things that we need what's going to be next that we're going to find a way to to plug it into the after school program basically taking attendance they're not going to be doing the attendance from start to finish because they can't because they're not going to be doing that has to be done by multiple people through the sites uh taking

attendance takes about 15 20 minutes every school site so again that's the big job description for them supporting and uh having them come for after school programs or summer school everything. That's what they used to do anyway. It was part of their job to encourage parents to do all the programs, not just certain programs. They were already doing that. Again, it I think they are absolutely necessary. I think in some ways they're absolutely necessary. We have a lot of priorities in our district right now. Um, but again, I just I I I in good conscience and and it pains me because I do want to bring them back. In good conscience, the way this is brought up, the way it's set up, the way it's funded, and the way other things have been funded, I

it I I just I I can't do it. I I can't support it. Now, it's going to pass anyway. And again, if the union doesn't ratify it, all this will be for not because they're going to if they say no. I don't know if they are or not. I I don't have a clue. I don't go to their meetings, so I don't know what they're um what they're thinking. Um but I I think we kind of put this whole discussion before the the cart before the horse. They should have said yes, they want to do it. And then maybe I would have said, well, if they're comfortable with it, uh as we recall the original what we did was we told the union 5 hours for 10 months and we held out and they held

out and here we are six hours for 10 and a half months. So the savings we're supposed to get from that doesn't appear. I did ask the question that in our last budget for this current year, we had 10 hours or 5 hours for 10 months budgeted already. So why in the future now we're going to pay it out of other funds where we had it in our budget. I didn't really get a clear answer to that. I'm assuming you're just shifting funding sources so you can save money in other places. And I get that. I just I don't think it's right, but I understand it. you know, that's that's something you can do if the board agrees with you. So, I just fundamentally have a lot of problems the way this is all set

up. And it was done in a way to try to get them back um because of I mean, you know, pressure from the community, pressure from board, and again, I think we should get them back. The way we're doing it, I just I I just have a problem and I cannot support it. So, again, every board member has to make their own decision. and for the the you know parent leaison you know I I just can't and I always been truthful with you and in good conscience I can't vote for this proposal hopefully we can find or if they pass it and hopefully the union passes it that's the other thing so I'm not sure what they're going to do but um I just I just can't >> thank you for the question >> for

that bless you um and what we do always is we go back to the guidance that's provided by the CDE and they update that as different programming changes. I know in years past um they had only funded summer school they but they did not uh fund attendance recovery and as of 2526 they updated that guidance where now that is allowable out of ELOP. Therefore that's why they're also working on an attendance program. So this way that could also be funded out of there. there are different um parameters within that that allow for additional program costs. So yes, as a district has this particular larger program that continues to receive funding to provide those services to our students, yes, there are additional associated costs with it that are allowable within that. We always ensure that we're

working with our audit team to work to make sure that we're within compliance and as the program changes over time. That's why um uh ED services and the program team are updating the plan which will come forward for the board for approval to reflect those changes. And yes, if we do have a special ed student that's participating that needs additional assistance, then yes, that has to be written within there. So, all of those changes and how they're being brought forward, um, absolutely 100%. I know that there are other districts out there that fund 10% of their site principles. There are other districts that had just bought, um, district patrol vehicles. Some of them fund 60% of their um, actual security officers. And it all depends on that particular LEA's needs. And I think that is

like the beauty of the program is it's because it's taking into consideration what the program is and what the students needs are and what the LA can provide those students to help keep them um within that afterchool program to provide them whether it's mental health services for that short period of time whether it's tutoring lunches um additional trips for places that they might not see. And I thank and I commend our ed services team for bringing those pieces. So thank you >> call for the question. >> Vice president >> I have a comment. >> Do you want you send your motion? >> Oh >> so we have president and then director Vargas and >> just wanted to respond to what you said really quick before I I give up. So I I do appreciate it

but the beauty of it seems for our program the beauty is that we don't have money. So, we're trying to get the money out of that program instead of an actual real dedicated plan of how this is all supposed to work. And again, in my opinion, that job description shows that it it wasn't doesn't seem to be fully planned out. And again, uh I I I get that it's very it's done that way. But we have other programs too that we have to be very careful with with attendance with uh reimbursements are part of not reimbursements with matching funds that we have to deal with. And sometimes you get dangerously close as I've seen the budgets before. They've se come dangerously close to to those problems. And again, at the end of the day, while

I think this program is going to last a long time, it's still a grant program. So everyone who's employed there is technically partially in a temporary service, not the individuals, but the jobs themselves because this is not it's technically still a grant. It's not an ongoing institutionalized thing into our budgets like LCFF. This is something a little different. Whether ACES on the other hand is in the constitution, that's an ongoing program until they pass another state measure that eliminates that funding. So I just think we need to be very careful. Again, my own personal opinion. I'm thinking we're going in the wrong direction. We should have done something different, but again, that's just me. Thank you, >> Vice President. And then Director Vargas, >> thank you. So I I hear your need for prudence. um

board member Akuna, but I actually I commend the work that's being done. I think this is what I'm certainly asking for. Elop money is district money. It's not an entity unto itself. Our community, our school sites need what they need and we have this money that we can be creative with, which is beautiful. It's an excellent thing. other districts have pushed themselves further than we are. Um, and I think that we can do more with the money that we have. Um, so I really think this is a step in the right direction. We need to get creative with what we're doing. This is not I I understand that it's carved in the same way that general fund is carved in the same way that restricted fund is carved. But there are rules that we are

able to move within and as long as we're in compliance, grants are how we fund our schools. It's complex, but as long as we are on top of it and compliant, we are going to be fine. I think our students deserve and certainly our community deserves these services and if this is the way we can do it, let's do it. Thank you, >> Dr. Vargas. >> Yeah. Um I I hear what you know Trusty Garcia is saying. Um I think for me um I also had a number of questions just kind of um I feel like there's been a number of times and you know since I've sat up here where there's been a lot of questions around okay the compliance right I think for me I I had asked um you know how are

we meeting some of the requirements of the grant um how are we justifying you know like meeting some of the requirements or the guidelines. I think it's for me um I feel like we've never really gotten a like a presentation like this is what ELOP is this is what and it changes right so I think when we are making these decisions and we're deciding okay we're going to pull the money from there it's hard for me to understand and that's where all the questions come from so I think if at some point um trying to understand like what what are the guidelines would be very helpful um for me um I think the other piece that's kind of you know we're having the discussion about being creative and things like that with the funding, right?

Especially with our current situation. I I feel for me, we still have to have some sort of vision and alignment to this program. It's just not some separate thing that we're doing. And I feel like in at least in the last, you know, couple months as we're making decisions around the budget, um it feels very extractive, right? Like we're um we're putting in Latino commission, we're making decisions around, you know, the parent leaison. So, I think for me it's like help me piece together like what is the end goal because it has to make sense, right? Um, so I think if if staff could help with kind of doing that for us, I think it might help for me. I'll speak for myself. Um, yeah, cuz so I think right now it's, you know, every

month that we're having these discussions, it feels like we're just pulling things to add. And so I think if we can create like okay help me understand um it'll make it easier I think for me to make those decisions. Um it's likely that I'll support the you know I think you've answered my questions but I did have those concerns around compliance and you know my colleagues saying that it's an allowable then and your staff you know staff is saying it is um but I think most of my questions do come to that you know is it allowable and are we in compliance and are we going to ensure that you know come an audit we're going to be okay um and not have to owe me money. Um, so yeah, so those were kind of

my questions um and concerns. >> President Torres, I call for the question. >> Call the questions made. Uh, roll call. >> President Torres, >> I. >> Vice President Garcia, >> I. >> Kirk Arondo, >> I. >> Trustee Auna, >> no. >> Trustee Kimmanz, >> I. >> Trusty Vargas, >> yes. Student trustee Juan Ramirez. I >> majority vote. Motion carries. Uh next is 11.1 approval of consent calendar with items as submitted. >> So move uh with with the caveat somebody wants to pull an item. I'm I'm okay with that. >> Motion by director. >> Second by vice president. Any discussion? I have a couple of ones that I have questions on that in 13. Does that is that all covered within this whole thing? >> Well, if you wanted to pull >> Well, there are two.

I had just >> a question then it could be under discussion. Okay. >> You can pull them and we can vote for the rest of them. >> They're probably simple questions. >> What is your question? >> Okay. On uh 13.10 10. Uh why is why is um CDW contract only 6 months? Why wouldn't we do a whole year? >> Because you know to cover everything in the course of a year for you know something as important as um antivirus and you know the protections. So it seems to me like a full year should be important. >> That was my question. >> Oh >> okay. Yeah. Yeah. >> Good evening. Uh the reason for the six-month contract has to do with the district being awarded a cyber security pilot uh funding grants through the FCC. So,

this will allow us to continue the services while we transition in funding sources. >> Okay. Thank you. >> You're welcome. Next question. 13.7 regarding the Chromebooks. Uh are those the first Chromebooks we're putting into the schools? And um do the kids take them home over the summer? >> The La. >> These are for the Laafamilia, >> right? >> Um high school right here, continuation school. They are going to be class sets for right now. They're actually going to kind of serve as our pilot working alongside um our IT department. >> Okay. So that's So the question is so it is very intimately involved. That's what I wanted to make sure that they so that's >> it'll be you'll probably get them not in time for this school year, right? Still >> you'll start in the

fall with the new Chromebooks for them. Correct. Okay. No, >> these are not the first set of Chromebooks that we received. Um, we're purchasing as we're able and transitioning away from Apple products into the Chromebooks. >> So, where where are the uh Chromebooks used right now? >> Uh, we have some class sets throughout the school district. So, as schools need to purchase new devices, we're recommending that they purchase Chromebooks. >> Okay. So, do they work side by side with the uh Apple products or Okay. Okay. So they could be during one class may have both. >> Yes. >> Okay. Thank you. >> You're welcome. All right. Any more discussion? Uh >> yes. >> 15.1 15.2. >> All right. Any other discussion points? >> So, should we vote on the rest? >> Yes. Uh, there's no

other discussion on polling. >> Uh, we had the motion by um, director, seconded by vice chair. Can we get the roll call? >> President Torres. >> I. >> Vice President Garcia. >> I. >> Clerk Ardondo. >> I. >> Trusty Akuna. >> Trustee Kimmanes. >> Hi. Trusty Vargas. >> Yes. >> Uh, student trustee Juan Ramired. >> I unanimous motion carries. All right. 15.1. >> You're making a motion. >> No. >> But you're not making a Okay. So, do we have a motion for 15.1? >> Motion. Second by vice chair, seconded by director Idando. Um, roll call. >> President Torres. >> Hi, >> Vice President Garcia. >> I. >> Clerk Ardondo. >> I. >> Trusty Akuna. >> Trusty Kimmanes. >> I. >> Trusty Vargas. >> Yes. >> Student Trustee Juan Ramirez. >> I. >> Uh, majority vote.

Motion carries. Uh do we have a motion for 15.2? >> So move. >> Uh motion by uh director. >> Second by vice president. >> Uh can we get a roll call? >> President Tortez. >> I. >> Vice President Garcia. >> I. >> Clerk Ardondo. >> I. >> Trusty Akuna. >> Trusty Khalim Manes. >> I. >> Trusty Vargas. >> Yes. >> Student Trust Juan Ramirez. >> I. >> Majority vote. Motion carries. All right. Um act 16.1 there are no closed sessions. Uh 16.2 motion to adjurnn. >> So move >> motion by uh director. >> Second by vice president. >> All those in favor. >> I I >> opposed. Abstain. Motion carries. Meeting will adjourn at 8:42. Thank you everyone.
