004of the board, staff and community that are here. We're going to be recognizing two groups of exceptional employees, team members that we had. One from last year, one set from last year, and one set from this year. And so they go through a rigorous process that is set by KCOE criteria, and then they are honored at an event that happened last month at the end of April called the Excellence in Education Awards. So all throughout the county, districts have various levels or numbers of staff members that they can approve because we are one of the larger districts in our county. And one of only two unified districts in the county overall, we have three that we do. So we have one that's allocated to classified, one that's allocated to certificated. That could be teachers, coaches,
005counselors, any of that nature. And then we have also one for management. So glad to see families here tonight. So this is the way that the process is going to work. We're really going to just give a plaque because a lot of it was done at that date. We want to honor you as well with a plaque here at the in the district office, okay? Uh for that for our program. And uh what we're going to do is we're going to have each person receive their plaque and then we're going to take one big picture at the end uh like we do with the students. Um and and we'll take a picture with the board so everyone will kind of file up here and then we'll we'll do the picture. And then uh families are

Prom was a tremendous success this past weekend with one of our largest turnout ever, welcoming approximately 250 guests. The event provided students with an opportunity to celebrate, make memories, and enjoy an exciting evening together. We would like to thank our junior class advisors and staff for helping make this evening such a such a success. >> As graduation quickly approaches, our seniors are now 6 days away from commencement and are looking forward to the many
009senior festivities taking place this week. In addition, many of our clubs and organizations are recognizing students for their years of dedication and service awarding graduation honor cords. We would also like to congratulate the junior class for winning the end of the year pool party after accumulating the highest overall class points throughout the school year. Their consistent participation and school spirit helped earn this achievement. >> Burgett High School athletics continue to make us proud. Our baseball team has advanced to the Valley playoffs and will compete this Saturday at Valley Shawn's baseball park. We're excited to see our student athletes continue to have a successful season and represent CHS at the next level competition. We wish all of our students, seniors, and athletes continued success as we close out another great school year at Burgett High School.
010>> Superintendent's report? >> Yes, good evening board president Cisneros, members of the board, community, and staff. Just going to be real short. First off, I want to congratulate again our Epson education winners. They're definitely the model of what we see day in day out that allow for our kids to do their very best and they're continuing to do that. So, I want to thank them for that work. Whether it's classified, certificated, or management, they all play an important role and everyone's equally important. And so, I want to thank each of them for for the work they do each and every day. Secondly, again congratulations to all of our sports this year both at John Muir and at the high school. We've had quite a good run and then we like we like our students said,
011we're going to be at Valley Strong on Saturday. So, if you can go out and support, that's happening. So, they're doing that and I saw going around something too like a t-shirt of support as well. I think they're trying to get something going with the t-shirt. So, you can reach out to the high school to get that link if if you so want a t-shirt. That's out there as well too. I think we want to show corporate strong together unified through this even one shirt. So, it's a pretty awesome thing to do. Next, I just wanted just report out to the board that you know, we have one of our union presidents here tonight. She's CCA president Vilma Gonzales and also Rosanne Salcedo who is our CFA president who might not be on, but she
012might be, but I just want to thank both of them because we spent three sessions. They're about three hours each, right? Except for the last one was like an hour, a little bit over an hour and it was really to look at how do we collaborate as as a team, right? And so, we know that there's a role for the unions and we believe in that as well. And and and we had some great dialogues and great discussion. You know, we wanted to make sure that we came out with some norms and that's what happened and we had some agreements and then we also had some homework. And so, we're going to be working through that together really to just you know, continue that that spirit of collaboration. So, I want to publicly thank Mrs.
013Gonzales uh Mrs. Salcedo and even our team uh, that's here, Uh, Mr. Griffin, Mrs. Alvarez, and Dr. Vargas who all were part of that in some way, shape, or form. And so, it was just really for us to become collaborative for our employees that you saw here today, Rider Excellence Education employees, and all 400-plus employees that we have to support the 3,200 students that we have in the district. So, I want to thank you for that cuz it was it was super important work. Um, other than that, we have, um, the end of the year festivities. So, those are coming uh, to a close rapidly. And we have promotion and graduation. So, um, we know that we're looking at the temperature and like on the Apple app it says like 107° that day, but if
014you look at, um, the Weather Channel it says like 95°. So, we don't know what the temperature's going to be. Is it somewhere in the middle? But regardless of what it is, we'll make sure we adjust accordingly. We'll have waters there for the for the community which they appreciate. So, I want to thank the board for that. Um, really thinking about the community first. And, um, it'll it'll be a joyous time. We also, um, uh, thank you, uh, George Prestigious for, um, really, um, always on the lookout, right? What's going on in the count at the county level even. So, implementing a, um, uh, clear back policy. It's really something that's just across the board that we see all over, uh, not only the county but the United States. So, we're going to have that

Robin has been teaching for 40 years, Yvette for 38 years, and Terry for 20 years. We will miss their expertise and dedication to teaching in this district. As mentioned, CASSPY state test scores are slowly trickling in. At the moment, John Muir test scores are looking good and have improved in both math and ELA. Not all of scores are in, but good job so far, John Muir teachers. Finally, several teachers are still waiting for their 2026-2027 contracts to be edited for errors. It has been a crazy and fast moving year. The last few days are full of awards, recognitions, sports end of the year events, and field day and student trips. We appreciate the district's recognition and appreciation of staff last week with delicious burritos. I can appreciate a good burrito when I eat one, so thank you. I do want to touch on the last May revision of the state
019budget. COLA went from a projected 2.87% to a 4.31% for the 2026-2027 school year. There will be a There will be funding through July 2028 that eliminates the projected deficits. Once again, we request the district stall the discussions and will be forward with the proposed three-year alignment discussion plan and reduction in staff if uh and and plan of possible reduction in staff. Um the collaboration retreat was a great way to start the framework for teamwork moving forward. Um so hopefully uh we can use that to start off the school year and get something sorted out and get um better communication and better flow in issues that happen for both classified and certificated. Um so um I'm hoping for a 95 or a 97 for next week for promotion and graduation cuz I've been at 110

My name is Jayden Valdez, and I'm this year's JMS ASB vice president. Tonight, I'd like to share some great things that are happening on campus. Mr. Gina and a combined combined of the Mark Twain, JMS, and CHS bands performed their spring concert last week on May 19th at the CHS auditorium. The talent of our young musicians under the leadership of Mr. Gina is inspiring. Mr. Hobson and the
021JMS Junior Thespian Troupe is now putting the final touches on their play, Beauty and the Beast Bed and Breakfast, on May 28th and 29th. We would love for you to come and see one of their performances. Last week on May 21st, JMS hosted its student showcase and open house where current students, as well as incoming sixth grade students and parents, came and visited campus where they had the opportunity to speak to current core content teachers, as well as find out more information about the numerous electives offered at JMS. As we get closer to eighth grade promotion on June 3rd, all of the sixth grade levels are celebrating the end of a successful year with their grade level parties. Sixth and seventh grade will spend a day at the Splash Pool, while eighth grade students went

My name is Monica Rodriguez, and I'm a parent of a Corcoran High School student. I have several complaints about the school employees and programs that the staff is supposed to have knowledge of. This first started getting my child a school ID on the October 9th, 2025. Something very simple was denied by Ms. Barajas. I went to Kingsley, where my child attends independent study, and got one that was made less than 5 minutes with a logo, and not one that looked like a homemade one made several weeks later. At first, I did not think nothing of it, but when the second complaint of requesting a 504 being denied
024as a school district policy stated that I had to do an SST before a 504 can be initiated. Um I and I questioned this with multiple staff members, and their answer was of was it with the district policy over state and federal law. The staff is unknowledgeable and uninformative of the programs. This is a red flag of ongoing issues. I requested a 504 on December 16th, 2025, 72 hours prior to Christmas vacation and had no contact. January 16th, 2026, I initiated a 504 with Heather Nurse Heather Alf and informed her that Mr. Brasure sent her an email on December 16th. Nurse Alf was unaware and did not check her emails. She stated she needs more time to look for doctor's notes on my child, which is another red flag. I requested my son's notes from
025December 2023 to the current school year. Several violations have been made. One, a 5-day request to get records and a 45-day one. I was denied a 504 plan per the district policy. And then it was 15 days along with five additional days due to the holiday. Loss of my child's medical records denied. Also, denied school programs. On February 2nd, Marco Ochoa finally contacted me in regards to a 504 program. He was unaware of how far back this went. I also asked about my son's the records and he was only able to provide one note, December 9th. When having the meeting with the 504, I stated my grievances. I asked about my child's medical notes. Only two were provided and were read aloud for a diagnosis. His teacher, who emailed the nurse Alf, a note from
026January 11th, 2024 and December 9th of 2025. After the meeting, another note was given of January 24th, 2025. I informed the staff, according to FERPA, that they could lose state and federal funding due to negligence of loss of records and not providing me those notes. I also kept asking why my child was being denied to on-campus classes and when it states, it can When it states, he can attend campus by his contract of his independent study. It clearly states that the child has equal rights to those of any traditional student at Corcoran Unified School District. My child has been denied a further education. I have not gotten no response from Corcoran High School staff and administration about these issues. I filed a uniform complaint on April 7th, 2026, but it seems to get me nowhere.
027My complaint, I have stated my facts. I've also informed Ms. Mendoza, Ms. Vargas, Mr. Pecina about child's records being exposed to non-employees on a video on April February 4th, 2026 at 4:30 with a call with Helen Copeland. And on February 28th, 2026 with Ed Larkin, sensitive information was was on file, and staff did not ask for any ID to verify who I was. They released personal and private information. These are some of the other violations as to my uniform complaint. No response. Just, "In the near future, we'll contact you." Again, I'm requesting my child's files, meetings of the notes with Ms. Mendoza, Vargas, and Pecina. I met with I am met with my unprofessional behavior of staff mocking me, being hostile, being rude, and being hung up on by Mr. Larkin and Ms. Borjas. I
028urge you to look at my complaints before they're disposed of. Look up the laws and facts yourselves. To this day, there have been no attempt of a response of emails, phone calls, or letters that shows or letters. This shows how poor and unprofessional staff is. My child My child and my civil constitutional rights have been violated. Still, the district has done nothing. When my child attends campus, I want to make it very clear. I do not want staff members being hostile towards my child. If you want to contact me, you can go through Gina, but not once have I heard a response from anybody, and it's pulling teeth just to get somewhere. No one wants to respond. And this is ridiculous. How many other children have you guys affected by this and turned away? This

Um I know this is something I want to say big to me. Um sports. Um I coach a team at Corcoran basketball, eighth grade team at John Muir that just won a championship. Uh eight boys out of that
030team are on my travel team. Now, they're eighth graders, they're going to be freshman. Um the basketball program at Corcoran High, I'm getting I'm pretty much coming because the parents didn't really want to speak up. So, I'm here to do that for my boys. Um I keep getting complaints about the coaching uh basketball coaches. Um it's just it it's It's of sad that a lot of talent that is going to go to that high school is going to go somewhere else. I have a couple kids up in the middle of the mall and for high. Um I know sports in this community is very prideful. Um since I've been here, I know it's really prideful. I know sports is a big thing. Um I just feel like the coaches the coaches that they had there
031is just not up to par. When like I baseball right now, good coaches. They put time in everything that you need to be great. Um I feel like basketball is just not getting love. It's it's really not and it's sad. We had a couple years where they went to the championship twice, I believe, in a row, if I'm correct. Um got our coach. He had all this talent, a lot of talent. And you're going to I just want to see the talent that they came with and they're going to go to high school. If they go to this high school, I just want to see them go somewhere else. I want the talent to stay here in Corcoran. I've had this team for a good 5 years. Um little background, we went to San Diego,
032the big great boys. We went undefeated, won championship in San Diego. A small town in Corcoran. My boys from Corcoran, and I let them know we're from Corcoran. We're called KC Hoopers. Um we're well known around the valley. Um it's something I do on my spare time, you know, keep these boys out of trouble. We do it from January all the way to December. Um it's just sad that I'm hearing from my parents that they don't want to go to Corcoran high because the coaches are not up to par. And it's kind of to me I I know the coach varsity just came available. I seen that. But freshman, JV, nothing, it's still the same. So, I don't know what can be done or what what what we can do. I just want to keep
033the talent here in Corcoran. There's a lot of talent and a lot of my boys, they don't only just play basketball, multiple sports, football, track, baseball. Um it's just that I want keep those boys here in town. And it's I'm getting I'm hearing I I don't know the coach exactly. I don't know who they are. But I watched a couple games and it's just kind of sad that varsity at the top level they're seeing a coach that doesn't know what he's doing. He's not adjusting. He's not moving things. He's It's just It's just sad to see wasted talent. There's a lot of talent. I don't know if you guys go watch basketball ever, but it's it's kind of you know, it's sad when you know a team's good or players are good, they're not playing,
034they're not going in. It's It's just I just want to keep my boys here. So, I kind of want to speak for the parents. I don't want to see anyone go to the warm Hamford High. I want to keep it here in Copperas. And uh that's just pretty much what it is. I know this Copperas is a really prideful town. Um I support Copperas. We support this town big time. I try to help out as much as possible. And uh like I said, I actually want I'm interested. I want to see if I can bring coaching to Copperas. I want to do that. But I just want my boys to stay here. And that's just This is just I don't I keep hearing the same things. Coaching, coaching, coaching, coaching. And I know it's just,
035you know, it's basketball. I get it, you know, but we should take the same pride in hiring coaches, getting coaches that know what they're doing. I know sometimes it's teachers, and I know that's the easy route to do. But if that teacher don't know what he's doing, it's just kind of it's just wasted talent. And that's all I pretty much I was going to say. Uh I just want to come here and speak for those boys. And I want those boys to stay here in Copperas and bring some pride back to basketball. Basketball is what I want. That's one one sport that I feel like it's not where it should be. And I want it to be at the baseball level, where baseball right now is going to stay here. You know, I want it
036at that level. And we just need some coaches that are willing to do that. They put in time. The travel ball that I do, I don't get paid for it. I do it out of just love for basketball, love for my boys, and my son will be attending uh Corpus next year. And you know, I just want I just want them to do something great. Let something great come out of Corpus, out of basketball, any kind of sport, baseball, football. I want just a pride. And I want it back here in town. So, that's all I just wanted to say. 037Jose Gonzalez, uh 405 Nemitz Avenue. I am here as a parent, as a member of this community, and as a sports parent. I myself, like the gentleman before me, have uh some major concerns regarding the lack of uh coaching. Um specifically at our high school level, because we know that the high school is where our kids can get these scholarships, whether it be to junior college, whether it be to U C, whether it be to anything. And the lack of actual qualified coaching is is lacking. I'm very glad that baseball kind of turned it around, and they won Valley last year, made their run to state, almost had it, just missed it by one game, are going back to the Valley championship. That is amazing to see in this small community of Corpus. There's so
038much talent here. In such a small community, myself and my husband for the past probably 8 9 years have committed ourselves to also running travel teams. We did it for our son, and uh his teammates. We're doing it for our daughter, who's now in middle school, and we're going to do it for our other daughter, who's only 6 years old, because we know not only does it give these students something to do, but there's so much talent here and we need to nurture it and we need to make sure that it stays here. So, first off, congratulations to the baseball team on their second Valley championship game appearance. We hope for a win and another Valley title for Corcoran. So, when parents and player had concerns about the baseball coach 2 years ago, the CHS
039administration acted accordingly. They heard the players, parents, and community concerns. That was not the case in the 2024-25 school year when parents, players, and community had the same concerns about um the boys basketball varsity coach. So, there were several emails, several meetings, several uh discussions back and forth not only with the coach, but with the principal and the athletic director regarding that the coach, you know, was just not cutting it. We have so much talent. We made it to that Valley game. We lost it by one point. Time after time after time, game after game after game, the same thing from people who didn't even live here is, "Your coach is getting out coached. You guys have the talent. The players are there. Their game is there. It's just the coach does not know what
040they're doing." I don't see why it's so hard to make sure that we get good, qualified, experienced coaches. Whether that be a teacher, whether that be a classified, whether that be an outside community member. Whoever is the most qualified should get the job. We are missing out on so many opportunities that we could provide for our student athletes and giving them those that exposure, that extra exposure and opportunity to go to UC, to go to, you know, uh another college to get recruited for their sport and also get free education, which is what it's all about. At the end of the day, injuries happen, sports go away, they grow older, but sports can grant them the opportunity to get their education and that is what matters. That's what's going to stay at the end of
041the day. Um, I actually wanted to request that the board and and the district review the current athletic director position because I was in an agreement when that position was changed and it was changed to adding an administrative credential and a teaching credential. I just don't see why that is required. How much time is being spent doing administrative duties instead of focusing on the actual athletic and activities side of the position. I think we need to do a better job at not only um, reviewing the current coaches that are there for all sports. Our kids deserve the best. We always say that our kids deserve the best. The kids deserve our best. They deserve our best in the classroom. They deserve our best in representation as administrators. They deserve our best also in coaching because
042that leads to a lot of opportunities outside of the classroom. So, I'm here to request that we fix that that that we look at that and we start taking a little bit more pride and more accountability in in our coaches. I mean, do do they get an evaluation? Do they get evaluated? I know I reached out to several other districts. They evaluate their coaches every 2 years. They ask the parents. They ask the players. They ask the community, "How did the season go? How's it going?" And then they go from there. Do we bring them back? Do we not bring them back? The practice at the high school has been coaches stay there for 10, 15, 20, 25, 30 years and then they just kind of get grandfathered in year after year after year. I
043think we need to do better. I think we're at the point where a lot of our athletes now and parents are looking to take their kids elsewhere. We're very close to Tulare, Tulare Western, Mission Oak, Tulare Union, Hanford and that has Hanford High, Hanford West, Sierra Pacific, Lemoore High. They're all very good possibilities for our our parents to take our kids there. But why should they be forced to take them there? Why can't we provide that here? Why can't we grow our athletic departments? Why can't we grow the capacity of our coaches and give our kids whom are from here, who reside here, that the best that there is when it comes to athletics. I think it's time that that takes um you know, it turns from the best and that gets reviewed and in-depth

It has to be somebody that knows what they're doing. It has to be somebody with that experience. It has to be somebody with that drive and that dedication to put in the time. A coach is a thankless job because it requires time outside of the season, weekends, holidays if you really want to have good team, good players. And so what had happened the last four years kind of a little interesting story. So uh earlier in the year I was contacted by a young man named Logan Chinn. He's the grandson of a man named Gary Leon Kaufman. Uh Logan contacted me kind of informally on email. He's like, "Hey, you know my grandfather he went to school at Port Neches and he passed away and he
048left a precise estate and he gave it to Porterville. And so at the time I thought, okay, that's kind of cool, you know, we'll follow up. Wasn't sure what you know, where this was leading and kind of informally we back and forth. But lo and behold, I get his basically from his estate lawyer the will that was $133,000 scholarship for his honor. Uh so of course we're going to ask you to approve that we want that. You went back and forth saying you know I'll get to you in a minute. So a little bit here. Logan's young man and so originally he was crunching the numbers and this Albert taught this as well when I I took it to her. He wanted to do $1,500 a year on 33K. When you do the math on
049that, I think that's about 88 87 years. So I'd be 135 years old and I think that's awesome. Uh inflation and all that we talked a little bit. We thought maybe a different dollar amount. So we kind of worked it through that kind of the parameters on on the distribution. Uh sorry about it, but we are asking you to approve the 133K and I want to thank Mrs. Cross for digging in the stacks for me because once I learned about Gary Leon Kaufman, my curiosity was piqued. So let me give you a few kind of non, you know, intrusive details about Gary Kaufman. Uh he he was a teacher for 30 some 40 years or something. I think a thousand. I think he passed away and I said this is what I got I got
050to do for the school record. So Gary Leon Kaufman was born to Hubert and Elva Kaufman on November 29th, 1939 in Tulare, uh California. He attended and graduated from Porterville High School on May 29th, 1957. All right, at the time he lived at 1909 South 6th Avenue and he ranked ninth in his graduating class of 100 students at Porterville High School. Uh he applied to Cal Poly, the College of the Sequoias and UC Santa Barbara. And so I'm going to leave those details there cuz if I go any further it might get into a a HIPAA or something like that. So, I'm just going to leave it there, but we were able to dig into the stacks and find a few details of the family so that we could be sharing. So, I thought that

Consider the approval resolution number 1425 authorizing the establishment of an irrevocable trust for other post-employment benefits, Ms. Alvarez. >> Yes, this resolution is allows us to create an um establishes an irrevocable trust to fund uh for our post-employment benefits related to health and welfare. The resolution itself we're seeking approval for a million-dollar investment in the current year and then annually 150,000 thereafter just to continue the fund and provide additional revenue to increase investment earnings. The benefits of this is that the funds are dedicated specifically for post-employment benefits related to health and welfare. There is a higher
056interest return with this trust as opposed to funds being with our county treasury. The county treasury investment return is about 1 to 2% historically and with this trust it would be between 5.8 and 6.4% through a 20-year period. Um the using or having a trust with CalPERS, we get to utilize their investment team which for the post-employment benefits section of their portfolio there are 593 employers that participate in this trust with a 28.8 billion in assets as of their last report. The trust itself does allow for some flexibility meaning that there is no required contribution annually. It's completely optional whether or not we want to contribute funds or not. There is an ability to be reimbursed for costs of current costs in a given year. And it reduces our liability on our financial statements. Though
057we do have post-employment benefits currently, because we have those benefits we're required to state what our liability is for those. Presently that sits around 2.3 million. Um additionally it is a low-cost trust. I did look at a few different companies. This one would be about $850 a year with the current investment um, proposed in the resolution.
