Uh the demeanor is good. uh we have felt like all sorts of teachers are being listened to. They're bringing alternate solutions which are being listened to and that's really all you can ask as as an employee in a district is that you are listened to um and that things are moving forward. I am the title one reading intervention teacher at Workman Elementary and the proud parent of a first grade student at Baranka. On behalf of the workman's staff, many of whom are here tonight, we would like to thank Dr. Blackmore for his support during the recent unexpected change of leadership at our site. Dr. Blackmore took the time to communicate, listen, and consider our school's unique needs
005before making a decision on how to move forward. Dr. Blackmore came to us with a solution in mind, but when presented with a different solution from the staff, he thoughtfully weighed both alternatives and sought further input. He spent a considerable amount of his own time on evenings and the weekend to make sure the decision made was the best one for Workman Elementary. His consistent words were, "I want to do what's best for Workman." and his actions and effort on our behalf spoke even louder. Workman truly feels seen, heard, valued, and supported in a way we have not for several years. As the board moves forward in choosing a superintendent to lead our district, the workman's staff would like to enthusiastically endorse Dr. Blackmore for this important role. He's proven himself to be a leader who
006will effectively communicate, is willing to listen, and will make decisions thoughtfully. In doing so, he has shown that he truly cares about the employees and greater community of Coina Valley. We hope to continue to work with Dr. Blackmore in the future and continue down this positive path he has set us on. Thank you for your time and consideration. >> Thank you very much. At this time, we'll adjourn to close session to discuss all items listed at 60:05. We will reconvene into open session at 7:05. Pledge of Allegiance, item seven, Dr. Pedes. Thank you, President Robas. I would like to invite Alejandro Sepa, a fifth grader at Ben Lman Elementary, and Principal Ryan Price to the podium. I had Mrs. Grove, his fifth grade teacher, help uh share some insights about Alex, and I know this to be true, too. Alex is amazing, and I'm so glad so many people get to hear from him today. He's full of curiosity and wonder. He writes stories and music regularly. He is considerate, helpful, and extremely kind. And he is just an amazing kid. So, I'm going to stop talking and let him talk and share. Hi, my name is Alexa. I'm in fifth grade
008and I attend Ben Menlman Elementary School. Benlman is a wonderful place for students. I'll be much obliged to share about my awesome school in the city of Cavina to you all. Benlman school has great teachers that understand each personal each student's personal needs. The teachers make sure the students understand what they're teaching. And if you need help, they'll explain the topic or subject in a way for you to understand the concept. They'll they also remind students of things like missing homework, upcoming events or projects. Benlman staff keeps this great school in order. Our janitors, Mr. Greg and Mr. Randy, make sure the restrooms are clean and there's no trash or littering at the lunch tables. The aids out in the playground ensure the safety of Benomen students when they're playing sports or on the playground.
009Our kind school nurse, Miss Marine, helps treat students who get hurt or need medical attention. I'm in Helping Hands, which is an after school club arranged by Miss Yap and Miss Aerson. Members in Helping Hands have good academics and citizenship. In this club, we brainstorm activities the school should host, discuss upcoming events for our school, and do fun activities. Miss Snider's Miss Snider is our school librarian and has a group called Miss Snider's enrichment group. Fifth grade students get selected for this by having good grades, meeting their air point goal for the trimester, and doing really well on their I Ready reading and math diagnostic tests. The enrichment group does more complex reading fun activities and works on a big project around this time of year where they get people to donate goods for the
010homeless, mostly reading glasses. The library is a peaceful place to sit down with a good book. Miss Snder and Miss Stanley are very kind, caring, and make sure all their books are put back nicely. With so many books in the library, with genres like fiction, non-fiction, mystery, and historical fiction, you won't have trouble finding a book you really like in Ben Lman's library. With that being said, this is why Benman Elementary School is a great place to learn and where you can be yourself. Item eight, report of action taken in close session. 047and positive impacts the entire community. Congratulations. >> Congratulations. Item 10, presentations. Item A, developer fee justification study. Mr. Koreah. >> Good evening, President Robas, board members, interim superintendent Dr. Blackmore, executive cabinet, cabinet, committee members, and guests. Uh, tonight I will be presenting an overview of the developer fee process and the results of the district's 2026 developer fee justification study. To begin, I'd like to briefly explain what developer fees are. Uh developer fees are fees that the school districts are allowed to charge when new residential commercial development development is built within the district boundaries. The idea is that when new homes or businesses are constructed, they can lead to additional students enrolling in our schools. Under California law, specifically education code section 17620 and government code section 65995, school districts are authorized to collect these fees
048from developers. The purpose of these fees is to help offset the impact that new development can have on school facilities. In other words, they will help districts pay for classrooms and facilities that may be needed as the communities grow. Developer fees are important because school districts have limited funding sources for facilities. There are only a few funding sources available to school districts for facility construction. These include state school facility program which requires a local matching fund, uh local general obligation bonds approved by voter voters and developer fees. Not listed here as well I forgot to include were community um development fees. Um when new development occurs in community in in the community, it creates additional facilities. Districts may need more classrooms or expanded facilities to accommodate the growth. Developer fees help address those impacts and
049also help protect the district's general fund from being used uh for facility expansion related to growth. The amount district has since charge for developer fees is set periodically and adjusted by the state. On January 28, 2026, the state allocation board approved a bianual adjustment to the statuto develop statuto developer fee rates as shown here. The allowable residential rate increased from $5.17 to $5.38 per square foot and the commercial rate increased from 84 to 87 per square foot. However, before a district can adopt these new rates, it must complete a developer developer fee justification study. Before discussing the study itself, it's also important to understand how developer fees can be can and cannot be spent. Allowable use include construction or reconstruction of school facilities, modernization projects, planning and design costs. However, developer fees cannot be used
050for routine maintenance, deferred maintenance, or general operating expenses. Here are some of the recent examples of how developer fees developer fee revenue has supported projects within the district. Developer fees have supported several projects across the district recently. For example, they contributed approximately 313,000 towards the Kavina High School aquatic project and more than three and a half million towards the Kavina High School softball project. They also fully funded the South Hills High School softball and baseball lighting project and will fully fund the Northview High School turf and track lighting project. These examples demonstrate how developer fees help fund facility improvements that benefit our students and athletic uh programs. In order to increase developer fee rates, uh district must follow a specific process required under state law. First, the district must complete a developer fee justification study.
051Uh next, the district must publish a public notice in the local newspaper notifying any agencies that have um that have requested notice. A public hearing must be then conducted before the board of education. And if approved, the board of education I'm sorry, following the hearing, the board may adopt a resolution authorizing the new rates and if approved by the board of education, the district then must file a SQA exemption related to the fee adoption with the within the county. It must also notify all surrounding city planning departments of of the rate change. The justific justification study supporting supporting this process was prepared for the district earlier this year. Uh the 2026 develop developer fee justification study was prepared by MGT incorporated. The purpose of the study is to establish what is called a ne nexus
052um meaning a reasonable relationship between the new development and the new and new need for additional funding for school facilities. The study analyzes projected development student generation rates and facility needs. Based on this analysis, the study confirms that the district is justified in collecting the statutory maximum rates of $5.38 uh per square foot for residential, 87 cents per square foot for commercial or industrial development, and 9 cents per square foot uh for rental um self- storage facilities. With that in mind, the next steps is for the board of education to consider the proposed fee adjustment. The recommended excepts uh include a public hearing on the proposed developer fee which is on the agenda for tonight. Uh following the hearing, the board may consider adopting resolution number 25-26-13 uh later tonight in under action which would
053authorize the district staff to implement the new rate statutory fee rates. After the adoption, the staff will submit the SQA exemption to the county office. If approved tonight, the new rates would become effective May 11, 2026, which is 60 days from adoption. Um, at this time I'd be happy to answer any questions or uh receive any comments from the board. >> No questions. Thank you. >> Thank you. >> All right. Item B, second interim report 2526. Mr. Kareas. >> Thank you. Uh, good evening, President Robas, board members, interm superintendent Dr. Blackmore, members of executive cabinet, cabinet, and committee members and guests. Tonight, uh, we will be presenting the district's 2526 second interim financial report. Uh, but before I begin, I'd like to take a moment to acknowledge Miss Christine Tap and Mr. Victor Mia, who
054is in the audience tonight. Uh, their hard work in completing the uh, second inter report. Okay. And I'm going to hand this over to Miss Tat to get us started. Good evening. Um so shown here you'll see our annual financial cycle. Um in December we presented to you our first interim report and now we're currently here at the orange circle which is our second interim report. The next um budget update you'll see for this year um will be presented to you in June along with our 2627 proposed budget. California Ed Code requires school districts to formally review and certify their financial condition twice each year. The first interim um which was presented in December showed our financial position through October 31st. The second interim which we're presenting tonight reflects the district's financial position through January
05531st, which must be certified and sent to LEGO no later than March 17th. With each financial or interim report, the board must make a certification regarding the district's financial condition. There are three possible certification. A positive certification, the district will meet its financial obligations for the current school year and subsequent two school years. Qualified certification, the district may not meet its financial obligations for the current school year and subsequent two school years. And a negative certification um which means the district will be unable to meet any of its um its financial obligations for the remainder of the current school year and the subsequent two school years. So, um, we are recommending tonight that the board of education approve the second interim report with the positive certification. So, now we'll review some of the key assumptions
056used in, um, creating the district's financial projections. Um, first we have the revenue assumptions for cost of living adjustment. Um, one of the primary assumptions affecting the district revenue is the COLA which is applied to our LCFF funding for 2526. remains unchanged because it's now stat statutory in law of 2.3% compared to first interim. However, the projections um for 26 27 and 2728 have been slightly reduced based on updated state projections. So you'll see from um 20 our initial projection in first interim or the state's projection in first inter was at 3.02% for 2627 to a 2.41% which is a decrease of about6%. And in 2728 the state's projecting about a.36 reduction in cola from our first interim projections. Um the next factor is our unduplicated pupil percentage or upp which represents the percentage of
057students who are English learners, foster youth or socioeconomically disadvantaged. Um the state requires the districts to use three-year rolling average of this percentage which is calculated to um generate our supplemental concentration grant funding. So shown here, our district's rolling average has declined. So we're projecting current year or current year UP to be at 64.37%. Um since this up directly affects affects the amount of supplemental concentration funding we can receive. Um this changes our first interim projections. Um so you'll see that our three-year rolling average is decreasing by 1.2% as compared to first interim. And then you'll see the um effects of the decline in the percentage. Um so these are now in dollars. Um so again from first interim to second interim we're seeing about an average of a 1.2 2 to $1.6 million decrease
058each fiscal year because of the drop in our UP. Um the other component of our LCFF revenue is LCFF base. So um again this slide shows the um comparison between first interim and second interim. You'll see that there's a slight increase for this current year about 100 100,000. um 2627 we're projecting about um an 860,000 decline as compared to first interim and 2728 about a $ 1.4 um million decline and this is relating to the decrease in our cola that the state has issued in their January proposal. And then this is just the culmination of the prior two slides. So um the total of our LCF revenue which is our base and SNC. So you'll see that we're projecting um a decrease of 1 million from first interim for current year 2.4 2.3 um for
0592627 um and almost 3 million for 2728. Um the next factor um that we look at which is our main expenditures are our staffing. So you'll see there's very minimal difference from first interim to second interim. um one FTE increase in teachers and a 2.78 increase in classified. Um these adjustments reflect staffing changes made during the school year to support our district operations. This shows our projected staffing for the current fiscal year and the next two subsequent fiscal years. Um teacher FTEES are projected to decrease in future years primarily due to natural attrition and the expiration of one-time um grant funding. These adjustments help align staffing levels with projected enrollment and our available resources. Uh so this slide here summarizes the district's u threeear financial projections for the unrestricted general fund. Uh as shown here,
060the district is projecting a deficit spending in each of the three fiscal years. While the district maintains reserves above the required minimum in the first two years, reserves decline to a minimum required level um by 2728. These projections highlight the importance of continuing to carefully monitor expenditures and identify opportunities to reduce deficit spending. Uh I'll now briefly uh review potential in uh funding included in the governor's January proposal. So during the uh governor's January proposal, the uh the governor's included several potential funding opportunities. However, based on the guidance by the county office of education, uh these funds were not included in the second interim projections due to the uncertainty regarding the final approval. Uh if ultimately approved, the state's uh enacted budget in the state's enacted budget, these um programs could provide approximately 7.8 million
061million in additional funding. However, um I do want to highlight that the majority of this funding that the governor is proposing is in one-time nature uh with the exception of the special education funding which uh would be ongoing. So for future considerations, uh the legislative analyst um has indicated the current cola estimate is more uncertain than uh usual due to delays in federal economic data. Uh however, um we recently did receive some good news. It sounds like the cola that's being projected for uh next school year actually might increase from what the governor proposed in January. So uh it's not a huge increase, but it is a positive um sign. Uh the district administration will continue to monitor state funding proposals uh evaluate expenditures and work collaboratively to identify cost savings and reduce deficit spending
062uh where needed. So next steps uh the board of education uh will take formal action tonight uh on the second interim report um later tonight in action uh following approval. The report will be submitted to the county office of education by March 17 for the review and approval and then district staff will continue to monitor the governor's may revision and incorporate any updated information as we develop the 2627 adopted budget. Uh that concludes our presentation. At this time we'd be happy to answer any questions or receive comment from the board. >> Any question? Any questions? Seeing none. Thank you. We appreciate it. Item C, core practices part two. Dr. Blackmore. Thank you, President Robas, board of education members, cabinet members, and guests. Uh, tonight I'm presenting part two of our core practices, which will focus
063on curriculum and instruction, which is the foundational elements that drive student achievement across every school in Kavina Valley Unified School District. Our mission and vision is uh our work is grounded in our mission and vision. We are committed to providing program skills and knowledge that meet the needs of the whole child so that every student can confidently communicate, collaborate, think critically and problem solve. Ready to thrive in college, career, and in life. Our vision is simple, innovative education that inspires every student's unlimited potential. Our board of education has established clear goals that anchor everything we do. Every student will graduate eligible and prepared for college and careers. We will implement innovative research-based programs to ensure the highest level achievement for all. We'll foster positive environments that connect students to learning, attract and retain high-quality staff,
064maintain fiscal responsibility, provide safe and clean facilities, and actively engage families in our community. Tonight's presentation speaks directly to the academic achievement goals on this list. So core curriculum selecting the right core curricul core curriculum is one of the most consequential decisions that a district makes. Our process is thorough and transparent. We begin by forming a committee representative of our schools and grade levels. Um they conduct a needs assessment. They develop rubrics and screen materials using the curriculum review uh process. Uh they look at uh state approved lists and from there they narrow the selections. They hear publisher presentations, pilot materials in the classrooms and gather teacher feedback. The committee then makes recommendation to the board. We provide a public preview period and the board makes the final adoption. The outcome is structured standards line
065curriculum that that curriculum cycle built on evidence and community input. Beyond our core core adopted materials, we also have a rigorous process for selecting supplemental curriculum. When specific learning need or problem of practice is identified, the district curriculum focus group convenes, conducts the needs assessment, gathers and reviews materials, and pilots them if needed. The focus group makes a recommendation educational services which weighs the effectiveness, cost, and budget before recommending purchase. This ensures that any materials used in our classrooms beyond the core are intentionally selected and lined into our instructional priorities. An example of this would be in our last uh math adoption prior to our current math adoption. Uh our our teaching staff identified a need or a problem of practice that there were not not enough practice sets to in order to um provide
066additional work for the students so they could master the skills. that began the the process of reviewing programs and where we settled upon the Alex math program for that. So, as you can see, our district follows a structured curriculum adoption process to ensure instructional materials that remain current standards aligned and supportive of high quality teaching and learning across all grade levels. Through ongoing review by district and site teams, we evaluate materials for alignment with state standards and instructional best practices. Currently, all TK12 classrooms are supported with district adopted curriculum in the core subject areas, ensuring consistent consistency and access to high quality instructional resource for every student for every student, excuse me. We're also moving forward with the adoption of new grade uh new English language arts materials in grades 9 and 10 and developing
067a master timeline for ongoing curriculum review and adoption to ensue ensure that materials are updated regularly for our dual language immersion programs. Curriculum selection follows the same rigorous district processes with an added lens. Adopted materials align with districtwide adoptions and are implemented consistently across DI classrooms. Supplemental materials are reviewed by DI teachers specifically for their ability to support biliteracy and culturally responsive instruction. The goal is clear. Every DL student has access to a curriculum that promotes bi literacy, academic achievement, and cross-cultural competence. And curriculum adoption is not a one-time event. It requires ongoing review. We regularly evaluate our materials for alignment with state standards and district priorities incorporating input from teachers, instructional leaders, and program specialists along with student performance data. When refinements are needed, we update resources and pacing and pacing guidance and provide
068aligned professional development. The outcome is a living curriculum curriculum system that stays effective and responsive to the needs of all of our students. That takes us to the next component, which is tier one instruction. Tier one instruction is the foundation of our MTSS framework. It is the highquality standards aligned core instruction that every student receives every day. When implemented well, research tells us that tier 1 should meet the needs of 80 to 85% of our of our learners. We will have a percentage of students that will need um extra which would be tier 2 level instruction or intervention which we will cover in a later presentation. It encompasses standards line curriculum, high-quality instructional practices, differentiated learning opportunities, universal access for all students, and data informed teaching. A strong tier 1 program is our most powerful
069tool for equity. Research-based tier one instructional practices must be delivered with fidelity and coherence across all grade levels and classrooms. Our key expectations include implementing evidence-based strategies consistently in every classroom, ensuring alignment across grade levels so that instruction builds progressively year-toear and m and maintaining district-wide coherence in how we teach. We will monitor implementation through classroom walkthroughs, collaborative reviews, and data cycles. And we'll provide ongoing professional development and coaching support to teachers and school leaders. the outcomes we are working toward. Every student receives high-quality core instruction every day in every classroom. Every one of us in in the leadership role has a responsibility to ensure that tier one instruction happens consistently with coherence across our systems starts with the superintendent. Delivering on the vision requires a clear role expect clear role expectations starting at the
070top. As the superintendent, my responsibilities include establishing district-wide vision for high-quality instruction, prioritizing tier one as the foundation for student success, aligning our strategic planning, budget, and resources with the instructional priorities, monitoring district-wide achievement, and holding all leadership teams accountable for implementation. Our assistant superintendent of educational services leads the development and implementation of the district's MTSS plan, oversees instructional frameworks, ensures curriculum and instruction, our standards aligned, manages curriculum maps, pacing guides and assessments, provides professional learning aligned to instructional priorities and supports principles in in excuse me again and supports principles in monitoring instructional quality. Our assistant superintendent of personnel services plays a critical role critical instructional role as well. This includes recruiting and retaining highquality educators, aligning evaluation systems with our instructional expectations, training administrators and instructional leadership, supporting professional growth systems, and addressing performance
071concerns through coaching and accountability. Our assistant superintendent of business services ensures that resources are aligned to our instructional priorities. This means funding curriculum, instructional materials, and technology, ensuring adequate staffing to support effective instruction, maintaining facilities and technology infrastructure, and monitoring fiscal resources to ensure they support our instructional programs. Our district directors provide the program leadership and technical expertise that connect the district office to our schools. They support curriculum implementation, provide coaching and professional learning, monitor program implementation across sites, and serve the needs of specialized student population. And our principles are the instructional leaders at each school. They are responsible for ensuring the implementation of district curriculum and instructional practices, conducting regular classroom observations, and providing meaningful feedback, facilitating professional learning communities, and using student data to continuously improve instruction. The pr the principal is the
072most important in school factor in teacher effectiveness. At the heart of it all is our teachers. Teachers deliver standard design instruction, implement researchbased strategies, differentiate for diverse learners, use assessment data to adjust their practice and participate in collaborative planning and professional learning. The research is clear. Teacher quality is the single most powerful inschool predictor of student achievement. A strong tier one system is not static. It retire it requires continuous improvement and a continuous improvement mindset. That means ongoing data monitoring to track student progress, instructional collaboration through PLC's and professional learning, alignment of curriculum, instruction, and assessment so that they can all work together as a coherent system, embedded professional learning and coaching for all staff, and district-wide commitment to equity and excellence for every student. As we move forward, our focus area is for strengthening
073tier one instruction. We will strengthen our instructional systems by creating and implementing instructional frameworks, refining pacing guides, embedding um ILT best practices and course subjects, and ensuring vertical alignment across grade levels with explicit guidance for multilingual learners, special education, and dual language students. We will clarify expectations for all staff through clearly defined tier one non-negotiables and align roles and responsibilities across schools and departments. We will improve our evaluation and feedback systems, refining walkthroughs, using data cycles to monitor instructional effectiveness, and providing timely coaching. We will strengthen accountability by aligning evaluation systems with instructional expectations and monitoring fidelity of implementation across all sites. And here's our road map. This spring, we're developing instructional frameworks, refining tier one practices, updating PACY guides, and establishing clear staff expectations. We shift to refining our evaluation and feedback processes, and
074strengthening accountability accountability systems. During the 2020 26-27 school year, we move into delivering tier one instruction with fidelity, running ongoing evaluation and feedback cycles, monitoring accountability, and providing continuous coaching instructional support. Underpinning all of it is an ongoing cycle of improvement that never stops. So on the next board meeting, a preview, we will talk about screening and assessment and responsiveness of student progress. We were going to talk about um some of our other programs and processes, but that meeting got moved and we have showcases that night. So, there's a lot happening on April 2nd, not just the board meeting. And then in May, we'll look at the the final part of core practices, our parent empowerment. We'll give an update on dual language immersion. And then in June, we'll talk about elementary literacy um and
075the the results of the the reading screener. And at that time, the it is our hope that the board will adopt a resolution that has a commitment to coherent instructional systems and accountability. Looking forward to next year. We we're working or doing work on our multilingual learners and we will do a presentation at the beginning of the school year looking at where we are moving with our multilingual learner instructional practices. >> Questions? >> Any questions? >> Oh, thank you very much. >> Thank you. So, it's kind of cool. And I also attended the South Hills Light Up the Night. Uh, very fun event. Uh, I feel like it's a really good way to like get new students like interested in in the school. I feel like a lot of like it was primarily more like maybe um incoming freshman's families that were there. So, that was kind of exciting, you know, to kind of see them get to learn a little bit about the campus and all the programs and classes they offered. Um, that's all I have for today.
084>> Thank you, uh, Mr. Wright. Thank you, President Robas. I uh attended the South Hills LCAP as well. 091I would also like to thank everyone who's helped support the improvements to our softball field. Our athletes truly appreciate having a space where they can continue to grow and compete. Over the past month, we were also able to recognize several important cultural celebrations, including Black History Month, Lunar New Year, and Kobe Day through different activities on campus that help bring students together and celebrate diversity. Since the beginning of the school year, our target has been to decrease the percentage of absences. Thanks to Miss Moretta, our counselors, school resource officers, and wellness counselor, our school takes on a whole child approach to support their unique needs. So, big big shout out to them. As a result, chronic asentium has steadily declined over the past 3 years, improving from 17% to 13 and now 11%. I am
