My name is Kelissa Dardo and I'm the very proud principal of Warin Elementary School. Today I am happy to introduce one of our outstanding student pack leaders,

005Feline Nebiaga. She is a fifth grade student and is a part of Workman community for the past three years. Chelsea serves as our vice president on the student leadership team and she embodies what it means to be a Workman Wolf. She has achieved district perfect attendance, showing her dedication to learning and to our school and to and to learning and to our school every single day. Beyond her accomplishments, Chelsea consistently models our workmen expectations. Whether showing respect, being responsible, or leading by example, her positive attitude, strong work ethic, and commitment to our school makes her a role model for students across all grade levels. Please join me in recognizing Chess Chelsea Nebriata for her leadership, her reliability, and her incredible contributions to Workman, and we are so proud of her. My name is Chelsea Lane.

006I am in fifth grade and I attend Bman Elementary School. For the past two years, I've been an active member of the student council and this year I have the honor of serving as the vice president. Last year, I was also an administrator for student council, which helped me learn how to be a better leader and a better team member. Aside from student council, I'm also involved in the school choir, which has helped me gain confidence and express myself through music. I was also proud to be a recipient of the district perfect attendance award. I always try my best to show up, work hard, and be responsible. >> [snorts] >> One of the opportunities I've enjoyed the most is being the pack leader. It has taught me how to set a good example and help

007other students feel supported. 3 years ago when I was new to Workman, I didn't know what to expect, especially because I had just moved to America. But on my very first day, everyone welcomed me with open arms. The students, teachers, and staff were also kind and supportive, and I felt like I belonged right away. What I love about Workman is that it's a positive and friendly school. It feels like a family. Workman encourages me to do my best, try harder, and believe in myself. I always felt supported, and I always knew someone was there to help me. Now that I'm in my last few months at workman, I really treasure all the memories I've made here. I'm proud of how much I've grown and I know that whoever I become in the future, Brickman will

008always be the place where it all started. Thank you. >> Good evening, board president Rachel Robas. Members of the board of education, interim superintendent, Dr. Blackmore, executive cabinet, cabinet, and our valued community members. My name is Dr. Daisy Krasco Ramos. I'm the very proud principal of Coina High School. And tonight, I have the honor of introducing a truly remarkable student, Pete Montando, a senior at Coina. Keith's journey to this moment is nothing short of extraordinary. He bravely battled acute lymphoplastic leukemia. He left his home country during the height of the COVID pandemic to receive treatment, leaving behind family and friends. And despite all odds, he continued to excel academically, advancing far beyond his age. At just 12 years old, Keith was ready for high school. And in true Kina Valley fashion, where we make it

009all happen for all students, we welcomed him. A special thanks goes out to Dr. Blackmore who during his tenure as assistant superintendent of educational services he guided us and supported Copina High School through the enrollment process as we're enrolling Keith. Admittedly we were a little bit nervous about his age and how he would transition onto our campus today. However, Keith stands before us not only as a survivor but as a beacon of excellence. He is an AP scholar and he is our sole validictorian candidate for the class of 2026. >> Thank you to his remarkable work ethic and focus. Keith embody what it means to be a cult. He's hardworking. He's focused. He's compassionate. And he's always striving to do more. It is with great pride that I welcome Keith Montando to address the board

010of education. Good evening, board president Rachel Waffles, board of education inter superintendent doc Dr. Backmore, executive cabinet and guests. My name is Keith Patando and I'm honored to share a bit of my story and history here at Kabina High School. I came to California when I was around 11 years old after leaving my home island of Roda and Cina Maya. At the time, I was struggling with an undiagnosed illness and because our local health care system could not find the answers that we needed, my parents made a difficult decision to seek help elsewhere. What we hoped would be a quick checkup turned into a long uncertain journey. Eventually, we learned that I was suffering from leukemia. And through a miraculous string of events, I was referred to CHOP, where I finally received the help I

011needed. When I was first discharged, I returned still recovering and still trying to make things fit. I was scared, homesick, and heartbroken by how much of my life I had missed. Stepping into something entirely new might have been overwhelming if it weren't for their support I received from my school and district. With the help of Superintendent Dr. Blackmore and the incredible staff on campus, I was finally able to begin high school at 12 years old. They made sure I had access to education during treatment. And once I was stable enough to return in person, they placed me in an environment where I felt comfortable and ready to learn. I didn't just get back to school. I got back to rebuilding my life. Today, nearly 3 years later, I'm thriving at the high school. I explore

012subjects I find interesting through the myriad of dual enrollment courses offered. I'm living out my dreams of working in a healthcare environment in our medical pathway. I stay connected to my community through the club across campus. I experienced and grew through marching band and I pushed myself academically, maintaining a 4.0 GPA as the soul running Valley Victorian for my graduating class. Growing up on a small island, I never expected to find such strong support so far from home. Capina has given me opportunities my younger self could never dream of. And because they believed in me, I've learned to believe in myself, too. Thank you for giving me the chance to share my story. Thank you for the support you provide to students like me every day. And to my parents in the audience, to approve

His commitment to improvement and his leadership set the tone for our team's success. Kevin Perez, also a three-year varsity starter and all league selection, displayed remarkable versatility throughout his career. Kevin excelled as a receiver with outstanding speed, was a dynamic and explosive kick returner, and even stepped in as

039our kicker when the team needed him most. Uh whether score uh securing a crucial first down or shifting momentum with a big return, uh Kevin consistently delivered and played with heart, toughness, and selflessness. Uh both Roy and Kevin are exceptional individuals who embody what it means to be a Cavina Colt. It's been an honor to coach them and they have left a lasting impact on our program. He was the defensive MVP of the league this year in the Valley Vista. He

040has a 3.2 GPA. He is a workhorse. Loves his his uh his teammates. Loves playing hard. Um, I'd get messages from him at night uh watching film and asking me, you know, why we're doing this or why we're doing that in 2015. And I was like, why you watching 2015? And it's just a student of the game. But uh we are going to miss him. Uh he's going to go on to college and wants to be an engineer and I know whatever he puts his mind to is going to do great things and you're free to call me anytime and ask him to bring it. Uh Brown for a little Isaiah Lucero also great athlete. Part of why our success has been great at Northview High School. Uh Isaiah actually on December 3rd signed his

041uh intent to a full scholarship at Fresno State University. Uh he is also gradu also graduating early in December and will be attending Fresno State in January. We're encouraged of what his path may lead to and we just wish him all the luck and success and go Vikings. >> Well, recognizing uh South Hills football tonight, we have Sebastian Moronaga and Merrick Posie. This year's South Hills football season was a true roller coaster filled with ups and

Despite the highs and lows, this group showed heart, resilience, and pride in representing South Hills and their effort and leadership will leave a lasting impact on the program, and they will be truly missed. So,

043thank you guys very much for everything you've done for us. >> Okay. This past fall, we had the privilege of launching our boys water polo program and completing our inaugural season. Although our roster was small, our first year was incredibly successful. We faced our share of tough games, but also managed to defeat some wellestablished teams with experienced players. I would like to thank Coach Halo for helping me get this season going and being a great coach for our new team. I'd like to recognize two standout athletes, Levi Lopez and Logan Cooper. These athletes were instrumental in making the first season possible. Without their leadership and enthusiasm, we may not have had a team at all. They helped spread the word, encouraged classmates to join, and set the tone for what this program could become. Levi

044anchored our defense as our goalie, finishing the season with an impressive number of blocks. Logan led the charge on offense, ending the year as our top scorer. We are excited for what the future holds for Kabina Waterfall and look forward to many more successful seasons ahead. Thank you. >> Employees of the month, Dr. Doll and Dr. Good evening, President Robas, Vice President Ceres, Board, Superintendent, Cabinet, community, friends, and guests. Congratulations. And our final attendee who could not be here tonight is our principal of Sierra Vista Middle School, Mr. Grant Dinley. He's doing a fantastic job in his first year over there. So we recognize him and congratulate him for those great efforts. Now time for scripture. >> Item citizen bond

048oversight committee Mr. >> uh starts on slide 11. [clears throat] There you go. Good evening, uh, board president Robas, board members, member, superintendent, Dr. Blackmore, cabinet, uh, committee members and guests. Uh, tonight I have the privilege of recognizing a group of individuals whose dedication, integrity, and commitment to public service has played a vital role in our district's effort to modernize and improve our schools. Uh, Proposition 39 requires school districts to form the citizens bond oversight committee, not simply as a formality, but as a safeguard. The these volunteers served as the community's independent voice ensuring transparency, accountability, and the proper use of taxpayers dollars. Over the past several years, our CBOC members have reviewed audits, monitor project progress, as thoughtful questions, and provided the public with confidence that measure CC funds were used exactly as the

049voters intended. Tonight marks an important milestone where the presentation of the final annual report this evening. The work of the Kina Valley Unified School District Citizens Bond Oversight Committee is officially complete. In accordance with the CB CVOCC bylaws, the committee will be formally resolved. Uh before we close this chapter, it is my honor to acknowledge each member for their service and contributions. At this time, I would like to invite the entire assistance citizens oversight committee to please come forward together to be recognized and to receive a small token of gratitude. Our members, our CDC's members are Judith Wiggins North, chairwoman, Nicholas Sanchez, vice chairman, David Cruz, member Alicia, for member Canyon, member Jimmy Lima, member who is not able to make it tonight and Martinez member. Uh, please join me uh one more time in

050giving our assistance overight committee a well-deserved round of applause. report members and superintendent and Dr. Blackmore, executive cabinet, cabinet, uh members and committee members. Tonight, we're pleased to present the 2526 first annual budget report. I would like to extend my sincere gratitude to Miss Pat director of assistant director of uh and Marie fiscal services supervisor. >> Um this presentation is a snapshot of our annual financial cycle. So this is seen by the orange circle. We're currently at the first interim step. Um the next budget revision will be at the second interum which will be presented to the boards in March. These are um the ED codes that drive our interim reporting legal requirements which states that the board of education must certify the district's financial position once at first interim which is tonight and lastly

051during second interim um in March. There are three certifications um that a district can have at their interim budget. positive certification, which the district will meet all of its financial obligations for the current school year and the subsequent two school years of qualified certification um which means the district may not meet those obligations for the current school year or the subsequent um two school years or negative which um the district will not be able to meet and I'm happy to report that um we will be presenting an interim budget with a positive cert certification. Um these are revenue assumptions or um cost of living adjustments. There was no changes from adopted budget to first run. However, the legislative analyst office is projecting the 2627 cola um to be lower than the uh department of finances

052cola at 2.5%. Um however, they're also projecting the 26 uh 2728 cola to be um at a 3.7%. Assuming no other changes in our LCFS calculation, this could result in an overall decrease of approximately 392,000 um over the three presented budget years. So, we'll continue to monitor the Department of Finance's projections for the COLA um because that's what ultimately we use in our budget. Another component of of our revenue assumptions is enrollment. So this chart just depicts um the changes from adopted budget to our current projections at first interim average daily um attendance percentage um there have been no changes in our projections for ADA um compared to adopted budget and first intera um we'll continue to monitor this as um the first set of attendance data is due to the state in January so

053we'll update projections in March for second our LCF revenue is funed off the either the current year, the prior year or the threeear priority average for ADA. So this year we're projecting we'll use our prior year ADA and then for the two subsequent fiscal years we'll use our threeyear prior year. Undup percent um based on preliminary data the district is projecting our undup percentage for 2526 to be um 68%. This directly impacts our three-year rolling average, which is how we're funded in our LCFX calculator. Um, so you can see there's a slight decrease in the current year and subsequent years for our final. Um, the final will be available at the time of second intera. The DPP is used to calculate supplemental concentration funding. Um, and it directly impacts and you'll see that in the

054next couple of slides. Um so LCF base is made of LCF revenue is made up of base revenue and SQC funding. So this chart depicts just our base revenue and you can see that we're projecting an increase about 1 million every fiscal year. This is um attributed to that in the state enacted budget they included an increase in our TK add-on from 2400 for TK8 to about 5,500. Um but along with this additional revenue they changed the requirement for TK classes meaning they had to be staffed at a 10 to1 ratio. So we had to um add additional 2K aids using this. And then this is our supplemental concentration revenue. Um again since we're projecting our UPP from 70% to 68% we're seeing a decrease of about 600,000 700,000 SNC funding. And this is just

055our total of base and SNC's. Um so as you can see it's an increase of about 600 400,000 for the um presented budget years but it's again just due to the TK add-on absorbing the um decrease in SNC. This um line chart just shows um the three budget items. So the blue line is our adopted budget and then you can see the orange line slightly increased which is our first intera again that's just the TK add-on and then that gray line is those legislative analyst office um predictions. So um >> again that is predicting a higher cola next year but a lower sorry a lower colar next year but a slightly higher cola cola in the 2728 year. So, as you can see, it's bringing us back down to where where adopted budget numbers was.

056So, it pretty much eliminated that TK add-on money. Um, if this holds true, so we're losing that money, but we're also still required to add on their 10 to1 ratio. Um >> uh this next slide here uh represents uh gapping by FTE. It's comparing adopted budget of first inter uh this code. Uh if we look at the teacher component, you can see that group by 7.4 adopt the budget to first. Uh and that's to account for the additional special education teachers that were already hired that we were uh planning for adopt the budget. uh on the classified side, the majority of those are related to the instructional aids that were required to hire uh to meet the plan to one requirement for uh TK and then uh we did hire one additional uh behavioral certified

057behavior analyst uh uh so that was increase of one TB and then the decrease in the administration is related to the reduction as our directive communications. This here uh represents uh the projected FTDs for the 2526 26 27 27 28. Uh for the 26 27 year uh we are projecting uh a decrease in a bag at least due to enrollment decline. So that number will fluctuate depending on what our actual enrollment uh decline is. Uh so that number is less than what we anticipate but then uh the reduction in MTS by attrition would also decrease as well. Um and then uh for the 2627 it also incorporates uh the reduction of staffing uh that is currently made by one child due to CO and then in 2728 uh the projection there or I'm sorry the

058assumption there is just that again uh reduction of 5X due to attrition again because of the enormous projection behind projection that we have. um other major budget revisions from adopted budget. Uh we did mention this uh during our our adopted budget um uh presentation that uh at the time this uh the state was anticipating providing onetime fund funds to school districts but it was not enacted. Uh and that was for the student support professional development discretionary involve grant uh an amount of onetime allocation of $3.2 million. that number is are now um incorporated into our projections um being utilized to uh help offset the deaths district is facing. Uh we also received uh learning recovery emergency lock. This again this money was due to the district. It's a restoration that was um uh taken back

059from u from the state but now has been restored. So this money is being being utilized to pay for uh intervention teachers u this school or this current school year. And then the last one, uh, it's an increase in SLPA tuition. Uh, so we are part of a SLPA and, uh, the current projections are that we are going to receive an additional $545,000 in revenue from the SLPA. But I will caution you, uh, these projections because we have about 15 school districts that provide projections throughout the year that make up the total budget for the SUPA. Uh, so um, every district's required to provide projections or update projections every few months. So these numbers do fluctuate through the year but at the moment it seems like we're going to get get some additional revenue down.

060Um other major uh revisions these are decreasing uh in in fund balance. So additional expenditures and we already touched on these um we did have to increase 7.4 and teachers. Uh so that was a cost of about 100 $780,000 and then we also had to um hire additional construction aids uh which were a total of 10.375 to meet the 10 to1 state requirement for TK. So that was costing a little bit under 700,000. So here's our current multi-year projections in the general fund uh unrestricted side only. Um so again uh we are required to maintain at least 3% reserve in all three years that we're required to disclose. Uh so you can see that for all three years we are meeting that requirement which is why we're rapidly positing certification uh to you tonight. Um

061the other major thing that we want to continue to uh focus on and highlight is our current uh deficit structure uh where you can see in uh the surplus/deicit section. Uh the district is still um deficit spending roughly about $6 to7 million. We are actively continuing to work u to mitigate this and and to uh reduce that number. Uh and and and I am happy to report that uh we u there was work that was completed during the last few months and that number has shrunk down since adopt the budget. So we'll continue to monitor that and and work towards [clears throat] reducing that further. Are there any questions or comments from the board of education? >> Thank you very much. Item 12 discussion item or policy 6164.4 differential graduation comp and compat standards for

062students with disability Dr. Perez. >> Thank you president Robis. Miss Danielle Walker, our special ed director, will provide an overview of our board policy 6164.4 tonight. Um, board of education president Mrs. Ras, board members, interim superintendent Dr. Blackmore, cabinet members, community members. Tonight I will be presenting on the alternate pathway to diploma. The alternate pathway provides eligible students with disabilities a new route to earn a high school diploma. This course of study focuses on state standards aligned course and alternative assessments. To qualify, a student must be eligible to take the California alternate assessment, which is sometimes referred to as the call, and meet minimum state requirements on standards aligned curriculum. Although this is an alternate pathway to a diploma, and the diploma is the same, a student's transcript will indicate that the coursework is applied.

063Now there are three possible pathways for our students with disabilities. The first pathway is the traditional pathway where a student is taking the courses that work on the standards. They receive a diploma and after graduation would no longer be eligible for special education services of the district. The second pathway is for students t to take courses based on their IEP and receive a certificate of completion and continue to attend adult transition until the age of 22. With this new alternate pathway, students are eligible to take the C and take standards aligned curriculum to earn a diploma. After graduation, the student would remain eligible for adult transition services until the age of 22. It's important to note that this is not the first alternative pathway available. For example, migrant, homeless, military, and foster youth may already

064qualify for to graduate under diploma assembly bills, which allows students to earn a diploma by meeting the state minimum standards of 130. The seniors this year will be our first class that will graduate with a diploma through this alternate pathway. We currently have nine students that would be eligible. In this chart, you can see how our CBUSD standards aligned course offerings compare with the minimum California state requirements. For example, minimum state requirements. Um, students must take three years of English. Our students on this pathway will take applied English language arts for all four years. In the area of math, for minimum state requirements, students must take two years or students on this pathway would take math for all four years. Every student with a disability should have an opportunity to earn a high school diploma.

065A high school diploma opens doors for employment as over 90% of employers prefer to hire youth with a high school diploma and the ma majority of jobs require a diploma. The diploma is not the same as a certificate of completion. The certificate of completion has no student performance expectation and it's not recognized as as valuable in post-secary um education and career opportunities. Students receiving a certificate of completion or a diploma through the alternate pathway as I mentioned are both eligible for our adult transition. So for next steps, we have updated the high school course descriptions which are here tonight for your review and this is for our new classes to be more clearly aligned with state standards. We are planning to schedule a teacher training in January and we will be holding IEP meetings for

066each of these students that are eligible. Additionally, a parent meeting will be scheduled for very early in the 2026 um year in order to provide our parents with the opportunity to just ask questions and be fully informed of the options available for their students. We expect our first class of nine students to graduate in June with a diploma through the alternate pathway and are excited about the possible doors that will open for our students that have worked exceptionally hard and are deserving of this opportunity. Thank you for the opportunity to share this information with you. Does the board have any questions? I was wondering um so now that they are we have subterrative pathway uh what support are we going to have for them to be able to connect them to higher like level of

067education like community colleges and things like that? Are we going to be able to assist them as they're now transitioning to that? >> Yes. So there's um a lot of different um ways that we connect our students um that would are on currently the certificate completion or on the alternate pathway. They would still be eligible for adult transition from the ages from 18 to 22. Um but we have transition IEPs for our students when they graduate from the adult transition program where we're connecting them, you know, with the appropriate resources to help them. Also, our adult transition program in itself is constantly exploring what kind of career opportunities they're interested in and just really connecting them with the right resources. Um, I I've had in in my career, you know, students reach back out to

068me when they're much older and it's so nice to be able to, you know, connect them with the right resources to help them, you know, for life. >> Do we have any community valley students that are thinking about going to community college? or we identify them and have we been able to support them? >> Well, I know that some of our students have taken classes as far as if they are um like unitbearing regular classes that I wouldn't be able to to tell you but I know that some of them have taken course work. Would that be something that we can since you know I mean I don't know if those that like prior who receive a certificate were eligible to attend community college but um know that with a diploma they will is there's

069something that we can also provide them with that support to make sure that they are also they know that they can attend college >> you know I think there's a differentiation between special ed and I mean these students are special education students but uh I think there's can you differentiate between like a special ed uh classroom who is uh credit fairing compared to elite you know for for college I mean I think workability uh it's something right now that we should strengthen because then it gives the students who are going to get the alternate pathway diploma a pathway to jobs or CTE or things like that uh where can you maybe that's where I'm confused >> of course yes and we also our has a big job fair um I believe it's in January and

070so a lot of our students you know are connected with those opportunities now to qualify for the alternate pathway um you need to be eligible to take the California alternate assessment and the way that's determined through the IEP process is or um students need to have significant cognitive um and other adaptive needs. And so our students, even though we want to open up every single door for them, and we we shall um when they go to community college, we would encourage them to go to the offices. They're called different things at different community colleges for the right assistance and the right help to help guide them as far as which classes may be appropriate for them and which ones, you know, they could be successful in. Um, I just I think it's really important that

071at the high school level, we're not closing doors for our children that have worked so incredibly hard. And so that's what this kind of alternate path >> Maybe I need to know. I still feel like I lost >> sometimes there there are more significant causitive delays uh the very specialized if you think these are these are students that are in the LEAP program that go beyond high school. So when you would think of that program that that's primarily who we're talking about. So there that students pathway as it exists would be they would receive a certificate of completion that that as Mr. Walker pointed out is not equivalent to a high school diploma even with modified or or or adapted state standards and coursework. What this does is it creates a pathway for them to

072receive a regular high school diploma. I believe the intent of the legislation is to provide additional opportunities for work experience for students, whether it's through workability, whether it's looking um through um >> department of rehab or or some other some other pathway. Um if they were to attend a community college program, they would that community college would have to have um a program for students that that have these particular special needs um for them, which some community colleges do have. do that. >> I know I know a student atina right now who's currently looking into >> Yeah. that well there are count one of the things >> and they would help that program uh you would bring your IEP and you would you would show them your IEP and they'll help guide you through what

073to >> and and one of the things we can do as part of the program and then is reach out to them actually see available now this particular pathway >> I think for parents who arrive I don't I don't know how much they know if that children can continue. And this is something that we should again start really early so that all of our parents are empowered so that they can not just engage so that they uh know what different options are available because these parents this year I mean I'm sure they are so happy because now their students are more able to get jobs and things like that But I think from early we need to help our parents learn about the process. >> Some of the major employers, they just require a diploma

074for entry level and so really special open doors for our students as far as the office. about um there are um an increasing number of uh secondary colleges including UC's that do have programs for students with more significant needs. Um and so I'm I'm I'm happy to report that that number continues to rise. So get options should continue to increase, but it's not it's just not limiting their employment opportunities before you know they even finish high school. stuff, but we do like to keep our adults until they're 22 at our our program. So, lots of times, um, we look at the community college and we want to make sure that they're aware as that's an option because, you know, other students have options as places to go, but because we know that we can really

075help um, build their skills as far as for employment or work for connections during that time. question. It's okay. I'll >> All right. Item B, revised more law 9270 conflict of interest. Dr. Blackmore. >> Thank you, President Rolas. Um after our discussion last um month, we've taken back uh 9270 and changed the language back in the paragraph to say district employee or other person um as it was in the previous version. >> Comments. Thanks to that >> maybe the session item 13 information item 8 district of choice program 26. >> Thank you. Uh Mr. Fernando Sanchez is going to give us a quick overview on our district of choice. Good evening board president members interend Dr. Blackmore Academy. Tonight I will provide a brief update of the Green Valley Unified School District participation of district

076of choice program. The district of choice program is a state authorized enrollment option that allows students who reside outside of our district's boundaries to apply to attend Cabina Valley Schools without a traditional interd district transfer agreement. Families apply directly to the district and if space is available, students may enroll regardless of where they live without requiring their home district's release. Participation in the district of choice here at Kavina Valley u sorry participation in district of choice supports kamino valley in several ways. It promotes parents choice, helps us attract and retain students, and allows families who value our programs, safety, and culture to join our district. District of choice enrollments contributes to stable student numbers, which in turn helps maintain the wide range of academic, extracurricular, and support services we offer. The application window for the

0772026 2027 school year open October 17th and closes tomorrow, December 12th. The information is posted on our website and school sites have been advertising via their social media. As of today with one more day to go, we have 73 applications to thank you. Thank you. Is this a um one time application or does it have to get renewed yearly? Uh this is a one time. >> Um and for those like students that are here like on a permit or inner district of permit, are they aware that they can do this instead? >> We advertise it on our website and our schools do a very great job at promoting it within their social medias. Would it be something that we can reach out to like all of those students or families that are here with a

078you know with a permit for them to they have an option to apply for this one time >> cuz the other one is yearly right they have to renew. >> No once once they're in under permit u they stay with us until they metriculate. >> Uh it's not a a yearly thing once. >> So what's the is why do we need both? I guess like you know we have this and we have that >> it's two different pathways to districts >> they're so they're so within districts of choice um we can accept students on districts of choice from certain districts within the area but if we already are um over prescribed students that have transferred into our district from other areas for example I don't believe that Pomona Can any students from Pomona can come

079into our district on district of choice is one example correct Mr. such as correct we're looking at ISUSA chart Pomona and Roi and so districts in those school districts may not use district of choice to enroll in Kabina Valley because we [clears throat] already receive enough transfers or the the we have the um required number of transfers or or prere number of transfers that would exclude them from us just as some districts can't take district choice transfers from Coina Valley into their district I don't believe Walmart can accept our students um so it's a different way to enroll into the into the into the schools. There's different pathways that are provided under for us. So the interd district pathway is a is a a different process where there's a release during the district. So students

080from any of the district before could see release and then enroll >> they they they come in and then they would only have to renew when they metriculate. when they would move from elementary to middle school, middle school class. >> Oh, >> and after >> asked me and I was like I thought it was like a one >> or transfers >> for transfers but he went from elementary to med school >> and then after 10th grade you may not be transferr oversight committee report Mr. Thank you board president. Uh Miss uh Judith Wiggins North the chairperson of the citizens bond oversight committee will share information on the citizens bite committee annually for good evening everyone. We're getting a little late in the program. I understand that. So I appreciate your hanging in here at 3D

081and um as the bond oversight committee it is our requirement to produce an annual report with regard to the um bond and so I am doing that busy to satisfy the legal requirement. I'm going to give you a very brief lead in um and what uh what we do is based upon uh the fact that we passed a bond and let me get I was asked by some of the members saying when what was the date we actually passed the bond. So I've got it for you. >> This is a look back in history. >> I think all of you That's right. Good knowledge of what has been um accomplished with this bond. We look around every day and see the outcomes of what we did when we voted for passage of measure CC. uh

082enough money was provided with the vision and the efforts of the people that were in charge of implementing measure CC to make a big difference in our district which is the whole intent. So now I'll vote forward. Um, okay. A review of the information that established the annual report um goes to the board of education from the citizens bond oversight committee on November 6, 2012. 72.43% of the voters who resided in the Kabina Valley Unified School District voted to support measure CC, a bond measure to provide funds for the improvement of district educational facilities. We provide to meet the goals of educational excellence with the efforts of the district staff, teachers, parents, teachers, students and community um volunteers and their strong support was raised and their efforts. I can assure you we um as a

083person who was the bond chair, I was there every evening as well as different district staff members. We had representations from um each school every night for teleoning and um doing all the work that's required to get people to support us and that was done. It is really a big um I I give my congratulations to the district for being able to represent such a high percentage of its electorate to passing a bond measure in that regard and to the benefit of students and all of us in Coina Valley. uh it has benefited us and we will continue on with a great use of the facilities that have been uh created or enhanced by the use of the bonds. This report is given to the board of education, but I would also recognize those of

084you that are continuing to be here, uh, the administrative staff at the district office, any community members that are left, if there are any, and there are some students that are here, and I'm sure they could speak to you about each of their campuses and what has been done through the participation in this bond. [clears throat] I also would like to thank Dr. Blackburn and I would there's a small thing that I'm going to say a little bit later for his involvement in this. Um the bond oversight committee on point felt that would be good as much as we could that we have personal view of um what has been done at the campuses so that we when we make our evaluation are able to speak knowledgeably about what is taking place at the variety

085of school campuses. We asked questions about whether or not we thought the um there's an equity of the way we had expended monies and what other sources there were of monetary support for these projects. All of those I think the board of education is made aware of but they do all put together and I do think that our committee has given our thanks but we I'd like to say it in front of everyone. Manny Korea has been a [clears throat] a mainstay of making sure that all of these things have followed the procedures that are outlined. and he and his staff have worked very hard in their support of us so that we can do our duties. I Yeah, thank you once you get a round of applause. That doesn't happen often to the guys

086in the financial area. >> Is that right, man? >> Well, Dr. Blackmore. I would also like to say my congratulations or thanks to you the open houses that took place at all of the schools as the uh this was later in the bond but we have delightful open houses to which personally got invited and responded and went. I think I only missed one but um they were delightful. I I just want to say how much I appreciated them. Students greeted us at the gate. They were wonderful as they represented the students of of Coina Valley. Um they had some little recognition for us as we entered. Uh there was music for us played by a portion of the band that was there. They were just delightfully organized and made us feel so welcome and gave

087us a really good idea of what was going on. Uh I told the story this evening about going into the um I I won't have the correct name so give it to me. The the uh air it's not airframe and power plant >> aviation. Aviation there you go. a little more generic term. It's at Mount Sack. It's called Eric Crimson Power, I believe it. And that program sequences into the program at Mount Sack. But the kids as I went in said, "Oh yes, you have to try this." And they have the simulator. So you fly the plane. And I said, "Oh no, you really don't want me. How many times do you want to see a plane crash? They go, "I'm just not good at this." And they said, "Oh, no, no, you'll do fine."

088Boy, did I ever prove them wrong. [laughter] >> Wow. >> But they were delightful and made it such a welcoming atmosphere. But I'm going to say to you that that very same thing happened at each one of the schools that I went to. We have every right to feel that our representation from our own students and the staff members both at site level, district level um they their successes are measured in what what they give to others as well as what they have received. So, I just wanted you uh to express my appreciation tonight to you and to say thank you for having such a great creative side that uh those presentations enhanced our ability to do the oversight of the of what had been done with the money and the bond. So now I

089guess I've gone on long enough in trouble for that clearing. Okay, I'm I'm having to skip the stuff that I wrote. Manny gave me a beautiful high written one, so I'm switching to that. this annual read. I do wear reading glasses a lot of the time. So Manny gave me this and I don't need glasses for it. So here we go everybody. This annual report is submitted to the Coina Valley Unified School District Board of Education by the District Measure CC Citizens on Oversight CB. The CBOC is required to prepare and present an annual written report to the board in public session. The report must include a summary of the CPOC's activities and a statement confirming whether the district is in compliance with the requirement that bond revenues have been used solely for the purposes

090authorized by voters. The annual CBOC report highlights the active participation of all committee members who engage with district personnel and representatives through meetings and interactions supported by a range of reports [snorts] and presentations to fulfill proposition 39 requirements. The CPOC met on November 17th, 2025. During this meeting, the committee reviewed the minutes from prior meetings, examined the district's 2425 independent audit report, and we did have a representative uh from the auditors. That's that's not in the official report, but we did have a representative there. um and received updates on active and completed measure CC project. The CBOC conducted its meeting in accordance with in accordance with the provisions of the route that M Brown public meetings act section 54950 of the government code. Meeting notices and the agenda were sent to members within the required

091time frame and were posted at the district office and the district website. The CBOC advises that to the best of its knowledge, bond expenditures for the n and 25 fiscal year were honored out by an independent audit firm retained by the district. After reviewing the audit report, the CDOC concludes that the district has complied with the requirements of article 13A section 1B3 of the California Constitution, which mandates that bond funds be used only for voter approved purposes. The district's auditors have confirmed that all minister CC funds were fully expended by the fourth quarter of the fiscal year. With no remaining measure CC bond funds and with the completion of this annual report to the board of education, the CBOC affirms that it has fully satisfied its oversight responsibilities. Accordingly, the measure CC citizens fund oversight

092committee is hereby disbanded upon the delivery of this report. one of the few times you hear that um the backside of what's taking place gets expanded because their job was done. So um I give my personal thanks to everyone who contributed to this including the people that still being here. Wait, wave your hands guys on the committee. This really is a voluntary effort and they really did fulfill their responsibilities in making sure that we provided the oversight. We just required that these taxpayer money. We all voted for it if we live in this community and we see the outcomes of the things which took place. Again, my congratulations to everyone that had the uh creative instinct to say what we could have. We started out with big pictures in the bond work area of what

093we were going to do. And some things didn't happen exactly the way South Hills we were going to build out a a tinker a swimming pool that we decided in earthquake country probably wasn't the best decision. So at any rate there a few um adjustments have to be made as you go through the process but everything uh that's done is within the parameters of uh what we decided we were going to do when we began the committee. Um, I'd like to tell you again in closing that it has been my privilege to contribute back to this community which has given me so much personally. [clears throat] Um, I grew up in Baldwin Park, moved back home when I was a year and a half old. I was born in Vallejo, California simply because my father

094during World War II worked at Mirror Island Naval Yard in Vallejo, California. So we returned home and we moved into a home in Balum Park, but my older sister in 1953 graduated from Old Coina High. There was no Balden Park. Later on, I graduated from Balden Park High, but that was part of the Coven Union High School District for a long time. This district has a long history of educational leadership. I take a great deal of pride in saying always that I graduated from Baltimore High School and uh both of my children went to Coina High and graduated members of my family have graduated from each one of the Coina Valley uh school district high schools. Um, I think those of us that have been here, I have lived in my home in Coina for

09550 years by [clears throat] never moved because I didn't want to. It's my home and schools have contributed to that. And I hope each of you have that association that I feel deeply. And so therefore, it isn't um an effort on my part or just I could bet you everybody on the committee would say the same thing. We have benefited from our association with Coina Valley and only want the best of what can happen to happen in Kina Valley. So thank you very much for allowing me the time to add a few extra things. I know it's getting a bit late. How about that? I was supposed to stop at the grocery store on the way home. [laughter] I don't think that's enough. Okay, that's the end of my presentation. Do I have any questions?

096>> Thank you so much. Thank you. >> Say thanks again to my committee. They're wonderful people. Thank you again. Item 14, public comments. At this time, any person wishing to speak on any agenda item or any subject will be granted three minutes. Mr. Wright, do we have any public comments? >> Thank you. We have one public comment in East Asia. As a courtesy reminder to ensure the public's right, the board has adopted board bylaw 9323B which states 3 minutes may be allowed to speaker and a maximum of 20 minutes to subject matter. Thank you, board of education. And it's a pleasure to be here tonight on behalf of state assembly movement Blanca Rubio who wants to recognize uh president outgoing president um Simon Wright for his leadership and for his vision. And so she just

097wanted to take a moment to recognize him with um a special certificate of recognition from the state assembly. And of course, I'd be remiss if I didn't congratulate um President Robles. You know, there's so much talent here at Kina Valley and we can't wait to see all that's next. So congratulations again. Thank you again for the partnership. >> Board members comments item A. Superintendent report. >> Thank you. President Robas, board members, executive cabinet, cabinet and guests. I'd like to thank our outgoing board officer, President Riley, Vice President Caceres, and Clerk Robas. Your leadership is evident in the continued success of the district. I'd also like to congratulate our incoming board officer, President Robas, Vice President Caceres and Clerk, Mr. Wright. I look forward to you building upon the excellence that defines our district. I'd also

098like to thank our marriage performance and the work of their musical director, Mr. Daniela, and all of the music teachers. I'd also like to thank Dr. Cranzer for joining in for the song with them this evening. It was wonderful. It's great to hear from Chelsea and Keith as they led us in the pledge of allegiance. They're outstanding young leaders in our district. I'd like to congratulate our winter sports athletes, our employees of the month, and thank our citizens bond oversight committee for all of the work that they do. Thank you, Judy, for all of your leadership on that. Um, as we conclude our final meeting of the year and head into the holiday season, one value stands out essential to who we are as a district, the spirit of giving. In public education, this extends

099far beyond material gifts. True generosity is found in the giving of ourselves. In Kavina Valley, we see the scale in our teachers devoted to student success and all other staff who create outstanding schools and programs and in our families who partner with us to be the best possible school district. This collective effort is part of our indomitable spirit. This generosity of spirit is woven into the fabric of Kabina Valley Unified and defines how we serve our students and community. Serving as interim superintendent is a privilege. Thank you everyone for your dedication and hard work throughout the first half of the school year. I hope the winter break provides you with a well-deserved opportunity to rest and recharge. Thank you. >> Thank you, Dr. Blackmore. Item board member comments. Oh, that would be How about I'll

100just start. Well, I just want to uh take this opportunity to thank my fellow board members uh for their vote of confidence tonight in this uh important year that's ahead of us. Uh I want to thank Jonathan for his leadership. Uh, I want to uh especially thank our whole staff because we value the hard work and committing to our students that you put in every day. Um, and our community, we have so many wonderful community members like our farm oversight committee that steps up every day to make the valley a wonderful place. Uh, I just want to wish everybody happy holidays and thank you so much. How about you go next? I'd like to begin by congratulating all our fall sports teams and athletes on the hard work and success this season. I also want

101to extend my gratitude to our employees of the month for their unwavering dedication and service. uh to our community community members, partners, and staff. Thank you. It's been a distinct honor to serve as your president over the last 12 months. I learned a great deal, and I'm confident our incoming president will lead us to excellence in in the year ahead. Uh while we have faced challenges alongside our victories, I look toward the future of this district with great optimism. As we approach the new year, I know we will continue to refocus, renew, and rise together. I wish all of you a merry Christmas, a joyous holiday season, and a prosperous new year. Here's 2026. Good evening. Um, I won't be as repetitive. I do um appreciate every single one of you, all of our staff

102members, our community members. It's been um a great year uh with some changes and we look forward to the year ahead and uh everything that comes with it. It's it's going to be a lot of work. Um but I do want to thank Coina High School and all of their staff for cold Christmas. Um, I think every year it just blows us away because it keeps getting better. So, um, the number [laughter] the community just loves it and the way you bring community together. Um, I think we said somebody, one of us said, "Feels like Disneyland." [clears throat and laughter] So, uh, that's how I was describing it to my family at home when I got home um, enjoying the videos. So, thank you. I want to thank um North View High School for that

103great float that they put together for us. It was a lot of fun. Um riding on the float with you. U waving with um Leo's kids, uh Dr. Mayo Young's kids. Uh they were they were awesome to be on the float with. Um and then Christine Satler who invited us uh yesterday to the DHH uh holiday program. Uh we got to see some great presentations and um just their videos um were so cool. It just like blew me away the things that they were able to do through uh through video and how to how they connected that in video. Um but thank you uh as you know we move into we start our holidays um take some time to rest uh to um do something for yourselves and to uh hold your family dearly. Happy

104holidays. I'll make this short and sweet. Um, just want to thank everyone for hanging out and waiting all this time to supporting us to the end of the meeting. Uh, thank you to Chelsea and Keith for coming and leading us in the vice loot and telling us about their schools. Congratulations to all the fall sports athletes and coaches for being recognized this evening. Our employees of the month. can't do without you guys. Like phenomenal. It just it's always exciting to hear all the great things. Uh thank you again to our bud oversight committee for all the hard work that they did. Um congratulations to our new rotation. I'm looking forward to uh this next year with you guys. We have a great team. August. We have a phenomenal board, you know, support staff here and

105I'm really excited for the next year and happy holidays, merry Christmas, happy new year. >> So, pretty much everything everyone else said except that they didn't touch on one very important thing which was this past um week we all attended the C CSBA conference. You guys left every meeting. Um and it was an amazing experience. Uh we all gained valuable insight and learn uh a number of boosters available to support our students. Um so we're very excited to bring those ideas back to the district as we continue to strengthen the opportunities and support we provide. So that's also an opportunity for us as a board to come together to really like focus on having those meaningful conversations that are really going to shape the vision um and the direction that we want to head as

106we move forward this year. It's our bonding time. >> It's our bonding time. Good evening board members and guests. Thank you to Chelsea and Keith for opening up with pledge of allegiance. Both of your speeches were very touching. I also want to congratulate every award recipient tonight on your hard work. These last few weeks have been very busy with the CSBA conference and Covenus Cole Christmas. Thank you to the board and superintendent for allowing us student board members to attend the CSBA conference. I learned how to take action, my responsibilities, and what other student board members are up to. We truly appreciate the opportunity to fly at Sacramento and attend. One of the action steps I have taken is sending out a feedback survey. We received feedback from over 50% of our student body. uh

107one area of concern was just how much vaping affects the students. I believe I speak for not just Kina but for other schools in the district that vaping truly is such a big issue. So at Kina I have been working with Dr. Krasco and the administration team to help prevent this issue and inform students on how vaping affects their body. We started putting out daily bulletin board reminders and staff is increasing supervision around restrooms. We are also launching a vaping prevention presentation. We did receive an overwhelming amount of feedback that were positive as well, which included great teachers, staff connections to students, and our amazing school culture. A great example of this was Cole Christmas, which we hosted last Friday on December 5th. It started with the vision of giving back to the Coina community

108and now families across the district and beyond look forward to the this annual event. From our marching band to our theater elementary schools to Sunrise Kabina Rotary to PTA to dance maker studios and numerous school groups. Cole Christmas is an event that brings the Cole community together. We appreciate everyone who came and thank all the board members for doing a memorable countdown. Cole Christmas was truly magical this year and this is just another example of what makes Kovina High School such a great special place. On behalf of the student board members and myself, we hope everyone has a great winter break. Item 16, consent agenda. Is there a motion to approve the consent agenda? >> Mr. Right. Is there a second? >> I'll second. Discussion. >> Yes. Mus >> yes item 17 action items item
