001awesome good afternoon I'm going to call to order the regular meeting of the Elk Grove unified school district board of education for July 18 2023 and announced that the board will meet in closed session to address items one through four on the closed session portion of the agenda at this time I'm going to call for public comment on closed session items Mr Hoffman do we have any blue slips we do not thank you I am going to close public comment and recess into closed session okay you ready okay great good afternoon everyone thank you for your patience our apologies for running a little bit late today I would like to announce that the board let's see we're getting started at 6 15 the board met in closed session and the following action was taken um

002this is item one government code section 54957 Public Employee appointment slash employment consistent with Education Code 35107e and board policy 9270 regarding the employment of relatives board member Carmen fortina did not attend closed session regarding the management position appointment and as a result abstain from closed session discussion and action regarding the vice principal position uh in closed session the board took action to approve the appointment of Miss Kristin kusho to the position of vice principal The Voice the vote was as follows yays albiani Vargas Yang and chidus Espinoza Nays Bettis board member for China abstained and board member Jamerson was absent with that good evening and welcome the board of education has resumed full in-person board meetings unless remote attendance is permitted pursuant to the California Brown act live streaming of today's in-person board meeting

003will be available to the public via the zoom platform today's meeting is being video recorded and will be available on the district's YouTube channel some information to share regarding public comment during regular board meetings the public may not make public comments on items excuse me the public may make public comments on items on the agenda and items not on the agenda individual speakers will be allowed up to three minutes to address the board on each agenda item the total amount of time allocated to public comments by the board will be limited with a total of 30 minutes designated per item public comments during regular board meetings may be made about items not on the agenda but within the school board School District's jurisdiction public comment may be made on all items that are on the

004board agenda and will be heard when the selected item comes up individuals may not defer their time to another individual speaker to decrease their individual total time Beyond three minutes please be mindful that District students may be watching and in fact are participating you are encouraged to address the board and the public in a respectful manner such that all those observing from children to adults are made to feel welcome safe and valued the board shall not permit any disturbance or willful Interruption of board meetings persistent disruption by an individual or group shall be grounds for the board president to provide a warning and then to terminate the individual's privilege of addressing the board our first item is the Pledge of Allegiance which will be led by our new student board representative and her first meeting

006call up Miss Megan seppegow the committee co-chair who will be presenting the report I'm going to recognize the contributions of the committee members and appreciate their time and effort is much appreciated so we have member Megan asapigao Samia Aguirre Michael Alvarez Joel Boyd Igor carry on Zenobia Nicholson Peter suda and Angie wangsgard so this evening you'll be asked to receive the 2023 finance committee annual report and I'll ask that Miss Megan sappigal join us at the podium oh yes I was remiss and recognizing John scriven who's not here tonight he is the committee chairperson thank you I haven't been in trouble if we forgot John good evening um president Cyrus Espinoza good evening board members my name is Megan sapigal and I am the co-chair of the district finance committee I'm here to in my

007chair uh John scriven's place to deliver to you our 2023 report a high level of the report and um let's see so the the finance committee we um in the in the year we had five meetings through June 2023 um in January we began to review the committee bylaws and had a robust discussion on the bylaws through March we continued the topic of the committee bylaws and we um proposed adjustment to the calendar to be aligned with the Elk Grove unified budgetary calendar we also met in um the end of March to discuss and finalize questions for the upcoming student panel which is held twice a year on April 24th we met with the student panel which is uh comprised of representatives from each of the district high schools and uh finally in June we

008synthesized all that feedback and we met to prepare this report so what I'm going to focus on is um the really awesome and interesting feedback that we had from our student representatives and I do want to deliver some recommendations following um following this report in April we met with a committee um or excuse me with the invited students um to address four particular questions that we curated 11 students came from Seven schools and the questions that we asked were number one tell us about a particular programmer club that might have drawn you to your school number two what programs or classes would the campus you attend benefit from if made available to all students number three do you and your classmates feel safe and comfortable in your Campus Community why or why not and number

009four share with us your school's greatest strengths and biggest opportunities for growth so on the topic of question number one most students overwhelmingly said that Academy their academies classes such as dance and theater and the AVID program are huge draws for their students on their campuses for question number two I'll just remind you of what the question is programs or classes at the camp that would that the campus you attend benefit from the students provided feedback where um that focused on the availability of practical life courses so particularly things like Life After High School skills basic budgeting and finance skills classes that taught them how to write a resume or interview um other feedback included expanding AP classes for underclassmen bringing back driver's education expanding cultural studies courses and more diverse language offerings along with

010trade skill and work experience for juniors and seniors one recommendation that the finance committee had on this topic is to encourage the district to consider innovative ways to provide access to programs for all students who are interested so for example introduce more academies and other site-specific programs during summer school a lot of the academies are not available to the students district-wide and so if there was a way to expand access for students who were interested in some of these you know courses maybe during summer school that was something that was discussed question number three do you and your classmates feel safe and comfortable in your Campus Community the majority of the student panel the students on the panel provided feedback that they're they and their classmates feel comfortable and safe at school and school related

011events they mentioned that resource officers security and staff are doing a good job of building relationships and trust with students uh one of our recommendations recommendations is that we encourage the district to continue to invest in equity projects things that are particularly um I think there was some worry because much of this is Esser funded and so it's important that um safety related mechanisms and and staff around schools are reflective of the student community um so I think that just continued to invest in safety as it relates to equity um I think there was also a question if there's an assessment in place for the current work that is being undertaken and is it making a positive impact so I think to clarify this was particularly around some of the mechanisms such as cameras on

012school prop on school sites we got some feedback from the students about you know that and um I think the finance committee was curious if the if there were any um data that was coming from the school sites to see if this was effective and a good investment lastly strengths that students shared uh included Dei programs Multicultural groups a lot of students ex expressed that there was good openness and acceptance on their campus Safety and Security academies and good overall academic programs some opportunities that were shared included to bolster better school spirits um there were short-handed staff on campus visibly short-handed staff such as food services and office administration and so perhaps that was an opportunity for investment a really good suggestion that came across the board from students was to start an ASB Council

013Summit two times per year to share ideas and best practices among student leadership there was a request to also amplify Unity day I think a couple campuses were doing this and finally to improve the current Communication System there was feedback that Synergy was not meeting the students where they're at and there was a hope that there was some sort of a platform that um was preferred across the campus or across the student body um I think finally our our as a finance committee our um suggestion or excuse me our suggestions to the board is that we encourage the board to continue community-based student and parent group and committee um engagement as a sounding board to assist in plans moving forward as you Sunset the committee I think that it's still relevant as we see you

014know with our interaction with the students that it's really important to have that connection and to have that bridge between students community and the board and so in whatever ways that you can continue to engage for feedback amongst community members families students that's highly encouraged especially when it comes to making decisions and finance decisions members of this committee believe in the importance and the relevance of the finance committee and so each of us expressed that we are interested in serving when a new finance committee or ad hoc committee is needed and we stand ready thank you thank you Miss Abigail for a great report thank you I'm going to go to members questions and comments it's our practice even though I forget it very often to go to the student board member first so first

015opportunity for questions and comments go ahead Isabella I just wanted to say thank you so much for the presentation I agree with all of the concerns you brought up too that student representatives were um talking about and I just want to um add to one of the um courses that you are suggesting we include IB courses is something I think a lot of students would benefit from and that's pretty much it thank you thank you for that addition that was brought up awesome thank you I'm gonna go to my right Mr Yang any questions or comments well good evening um thank you for coming and to give us this report um it was interesting report that you provided on behalf of your committee I I'm here to say that I'm sad to see that the

016committee is uh being route to a different uh I would say priorities um and I I was Voting against it of the decision because I really thought that we do need transparency of our constituents be the Forefront and provide necessary feedback to the individual boards and also to the community so I hope that our board will re um consider in the near future for um reappoint you folks who um move forward again with the finance committee with that said um you say that we are allowed to ask questions as well on the report yes yeah okay um do you find the financial committee um being relevant to providing information as far as Finance to the board and Community the time that you serve in there I'm going to stop you one one there we have

017to stay on the agenda the question that you're talking about was something that has already been on a board agenda and that we've already acted on it is different from this this is the finance committee providing their report so if you have any questions on the substance of their report that's appropriate but the action that you're talking about is not what's been noticed on this agenda and it would be a brown act violation to go into that okay well um I was a little bit uh received the information off guard in a way because uh it is a financial uh committee but the the report that she gave is almost seems like they're in a different committee so um why is that I don't understand that question so I can't answer it because I mean

018I I appointed Joel a boy as uh um as one of the financial committee and uh I know their task was really uh the the very vital task was really um be a part of knowing where of funding you know school district is going and being kind of the bridge uh to the community so like I'm a little bit confused of this report of she giving where it almost seems like they're intervening with the kid the students and finding out what the students needs and concerns are so I'm just a little bit confused that's all to where what they're supposed to be doing versus what the report is I mean the report is not good but it just kind of threw me off of the duty that I understood you know from what me and

019Jew boy as a person I appoint to the committee so I'm just a little bit confused so is there a reason why you guys provide this report they are required by us to provide the report and so all right so it has nothing to do with the finance department let me see if I can help yeah so um the finance committee um over the years says this is the the challenges the topic today is is the finance committee's um actual report so uh being able to speak to that the functioning of the um of the finance committee um and the bylaws and what that that was another conversation and it may be one that we have down the road but I think it was part of the um part of the challenge of the committee

020is there was some confusion on um what what the focus of the group was and so your your question about why are they providing information in this report about the students well they traditionally met with the students twice a year to get feedback from the students about how things were going into school sites which may help them in making recommendations to the board with regards to budget items that the board should consider so that's so bad boy so what so tonight it is the the committee's Met uh met with one of the things weren't asked for was making sure we we got the feedback from the committee about what the students shared but the idea of meeting with the students was often to see does the does the where does the rubber meet the road

021so the board's making decisions um to spend money in certain ways um and they ask questions that would say um is you know are the kids benefiting from the from the things that we're doing so that's what's in the report and that's what tonight's um item is actually about the board in May in the future have a conversation about what the new version of the committee will look like but we can't talk about that tonight because it's not agenda yeah I mean that brought back uh definitely some memories that me and you talked about it I mean that's part of um of their job but I mean their focal point was in just that and I think moreover uh the finance piece of it itself it's uh what is critical for their role so anyways

022with that said I mean I appreciate you presenting I just try to clarify this but as we move forward obviously and there should be more discussion and more uh intentional clear direction for future committee so thank you and thank you for your service thank you for your service I served on the finance committee once as well and no those were a lot of evenings I left my family to go so I appreciate that um what high schools were you able to meet with did you get all of them to come we got seven that's great and um give me a second because I believe that we didn't mean to pop quiz you oh no I'm just wondering how the show up was because I was on it for a few years and so some years

023it was a lot in some years it was harder to do so I just think it's um it's great that more came yeah we um we got fantastic representation and a lot of really great feedback and the students that came were very they represented their schools really well that's really exciting thank you and I and I also greatly appreciate though we've changed the format of this we um as a board I'm not giving up having a committee at some point possibly and I appreciate in your report saying that you would be willing to serve again so thank you very much thank you thank you Miss albiani Mr fortino just a couple of comments Beth asked the only uh question I had um first of all uh again thank you um the work of the committee

024certainly has been appreciated and and I know from speaking with uh my representative and and speaking with Joel Boyd uh they're certainly interested in in continuing with an involvement and um one of the items that that you focused on is certainly an area in which uh I believe there's going to be opportunity coming up very quickly and that's what the Esser funded positions um yes and unless the legislature wants to uh drop another 300 million dollars on us uh we'll probably have to make some hard decisions and um and we should have multiple voices yes when that is that work is done so so thank you and hope to see you soon thank you I think that was really helpful to hear from the students about what investments um were important to them and so

025as a finance committee we were keeping that in mind and hoping you know that that what we put in this report you know also is on the mind of the of the board as they evaluate These funds in the future so thank you yeah your words will not be forgotten Mr Vargas uh thank you very much for your service I really appreciate the report um and I have no questions okay uh Mr Bennett wonderful so I will also be brief I want to thank you Miss Abigail all of the other members of the committee those present and those who can be here for their work um I look forward to seeing hopefully many of you again when we've got a concrete assignment that's gonna add value to the work that we do and be respectful

026of the time and commitment that you all make there's some great ideas in this report already I know that a lot of us are going to take that and and look at what we can and do to to implement that um so thank you very very much before you go if any other members of the finance committee are here I'd love to have folks come up to take a picture with the board if that's okay can I make one comment real quick go ahead sorry so just uh since you you brought up the idea of continuing and we'll see what the board does with putting the um the new version of the committee together but I do want to do a shout out as far as opportunities to be engaged is we do have our

027measure M citizens oversight committee and we have been working to find representatives for that so we'll continue to advertise for that but we need a wide range of folks that check a bunch of different boxes so that's just another piece to making sure it's it's an ongoing committee um that we that we have in place and a really good opportunity to be involved and see some of the amazing work that we're doing with regards to facilities I just want to put that out loud so I took the opportunity to uh to plug my oversight committee very timely plug wonderful well colleagues if you could join me down there for a photo and any members of the finance committee who are present if you wouldn't mind coming up to the front of the room okay technically

029comments via Zoom for items not on the agenda Madam President we do have three public comments via Zoom for items not on the agenda first up we have Elda Garcia okay Mr mate can we get Miss Garcia hello can you hear me yes ma'am go right ahead I thank you Nancy um my name is Elda and I'm a parent I have children in the Elk Grove School District and I'd like to start off with reading to you all Matthew 18 6 7 but whoso shall offend one of these little ones which Believes In Me it was better for him that a millstone were hanged about his neck and that he would drowned in the depth of the sea um I've been coming and making a couple of public comments for a while now um even

030before the pandemic uh occurred I was coming along with other parents and non-parents when several books were in the school curriculum history books that were presented uh for viewing and so I just would like to petition Mr Hoffman you have the authority to approve or disapprove School items and I would like to petition that you send a maybe a survey Mr Hoffman it was good to hear your voice by the way we it that doesn't happen very often um and so you know I just I'm speaking on behalf of many other parents that I've spoke to as I've taken my children to school and and to see what their take is on what's going on with these pornographic books being in the school libraries um this isn't it about believing or of course we all

031have different walks of life and faith so many of the board members have shown themselves out in public you know representing different Lifestyles and that's okay that's your choice you have the freedom we all have the freedom but I just would like Mr Hoffman to please either survey all the Elk Grove District parents that would be a start to see how many are in the same boat with you and and you allowing these books to be in the school libraries I just don't understand why you haven't responded to several emails I've I've emailed I've sent comments and I've not heard from you um I think I did hear one and it was pretty vague was very short you still didn't cite what regulation under what Authority what what are you using to have these type

032of books available for little children I just don't understand there's got to be some oversight um I was told that there possibly might be a parent group but yet some of the principals in the schools aren't even aware have not even heard of it so there's a lot of you know items that are not being clear or you know you're not being transparent and I think that's part of your work you were hired you know to represent parents and children most importantly the children the children are not for sale they're not you know this is putting them in danger so I just would like to hear from you please thank you thank you Miss Garcia and the next speaker is Miss Gerber next up we have Marissa hello can you hear me yes ma'am go

033right ahead okay good evening school board members I think we can all agree with evidence of children reading at much lower levels it's almost idiotic to request him back to ban books post covet shutdown State standardized tests showed horrendous results less than half of all students who took the smarter balance test met the standards in English language arts according to world population review California now leads the country in illiteracy I'm saying all of this because knowing all of these facts I know it truly sounds outrageous to ban or to want to ban books but let's all dig a Little Deeper here how is it that in a society so Advanced we can't take the time to hear parents out on both sides especially as Educators we know collaborating with staff families and Social Services providers

034develop policies and procedures related to Family Support truly research the consequences that these books can have on children we recently heard at another school board meeting from an early childhood educator about how representation matters and it is 100 True think of how confusing it could be to a child reading and I'm quoting where each busting a load into into this bottle if you don't come you have to drink it end quote I urge you to seek the advice of professionals and therapists of children specifically child sex offender therapists I did that and the overwhelming response I got was that these books can be very confusing to Children some not all will agree with these parents that you call bigots the majority of these parents are not asking you to ban books about two moms or

035two dads they are asking you to review these books and if they are not what a sexual offense would be considered then maybe think of alternative ways for children to check these books out if Librarians and parents want these books in schools feel free to pursue a more advanced checkout system take the extra step to call the parents to make sure it is appropriate for their child parents know their children more than you do they would know if they are mentally capable to comprehend the material in these books and I've heard people say well don't your children listen to you when you say not to do something let's be realistic here you all know that children don't always listen and also I truly think it's unfair that because parents don't want these books in public

036schools people tell them that they should go to a private school this economy is not friendly and not everyone is able to afford conservative private schools public school is for all children in our community this topic is dividing the community and it's time someone thinks outside of the box to get these issues resolved like I said look into a more advanced checkout system to appease all thank you next speaker Miss Gerber next up we have Kirk Thompson okay can you hear me yes go right ahead sir for a long time we were inundated with the phrase trusty experts news articles would always end their headlines with experts say in order to drive home the idea that people with more knowledge and experience on that particular topic had said this thing therefore you should inherently trust

037it and not question it we lived through that for the better part of three years and this school board was very clear they trusted the quote-unquote experts well I got an expert for you to trust former DHS special agent assigned to the internet crimes against children task force and undercover agent responsible for the liberation of hundreds of child sex slaves Tim Ballard stated on a recent podcast quote I used to be able to arrest people for providing the material to children that teachers are currently giving to kids under the guise of sex education unquote when he was referring to the book genderqueer just as a reminder genderqueer is available in these School libraries during the same podcast the host Warren Ballard not to show any of the images to the camera or fear of YouTube

038removing the video from the platform that explains why your staff has been consistently making sure public comments are recorded from the from the back instead of the front to stay on the positive side of YouTube sensors when parents have shown up with these pictures while I can appreciate you wanting to stay on the right side of the YouTube sensors it is shocking that didn't raise any red flags to any of you or your staff YouTube the video platform that allows a channel where two men play a game they call Dick or dildo and yes it is exactly what you think it is YouTube allows that on their platform but might not allow images from genderqueer and some of the other books that have been mentioned for months by parents these meetings and still you have

039either done nothing or you would you have done something and you've not been transparent with your constituents either way your conduct is unacceptable this incessant desire to sexualize kids has been backfiring lately we've seen Disney and Target take massive Financial hits due to the attempts to bring sexuality to pre-pubescent kids we've seen Bud Light go from the most popular beer brand to being knocked out of the top 10 in less than three months by marketing to kids through Dylan Mulvaney there have even been a recent poll that suggests support for same-sex relationships not just marriage relationships has been dropping in recent months if that poll is accurate and you're looking for someone to blame you need only look in the mirror school boards like this one have done more to harm gay rights and lgbtq

040acceptance in the past three years than any church has in the last three decades and it's all because you fail to realize a basic truth that all parents realize the moment they hear that first heartbeat on the ultrasound my children are not for sale our children are not for sale God's children are not for sale thank you Mr Thompson and Miss Gerber that concludes resume comments that concludes the zoom comments okay just making sure miss albiani do we have blue cards for items not on the agenda we do we have a number we'll start with Mr Joel Boyd followed by Gary Hickman Mr Hickman you're welcome to come up and stand close to here and um so we can move right along okay um thank you uh board members uh tomorrow is a very exciting

041day for us in our our home uh our little guy is going to school uh entry now public schools in the ranch they were excited about it um I have two other daughters is in the ranch and uh you know Elk Grove School District is a good school district and we believe in it and that's why we continue to have our kids uh in the school district and uh yes exciting day tomorrow we're looking forward to having to walk down the street with his Dino backpack uh and as a parent uh that's why I you know am involved in a lot of different committees uh not just for my kids but just for the community at large I believe in building a stronger community and we do that through education and you know some of

042the work that was doing with the finance committee is what we were meeting with the students and I would get that feedback I would go and I will talk back to other parents about it and uh you know and that decision was made to Sunset the committee and I'm not here to rehash that that's uh that's a bell that's uh that's wrong and you can't unring it uh but you know the the report I believe it could have been a little bit more robust could have catch a little bit more of what we discussed during the meeting but that's a different topic um but would like to see some action on the board uh to take I did submit a letter to the board to put on the agenda to have a public discussion about

043the new Finance survivors committee because it is a committee that as you can saw by the report and by the dialogue that we had uh with a committee it's a very important uh bridge and Avenue for the district and the community to engage in a lot of different manners especially the input that we get back from the students I found that very valuable uh to be able to go and talk to other parents about um you know Mr Dave Riley you know we we talked earlier and that's how I got to meet him you know through the finance committee and learned a lot about special ed and again was able to go and connect with different community members and uh you know Dave you know that's a rocky road but you know a lot of

044things got settled and that was all settled through uh through dialogue so I um well like to see the board to take some action in my ask is if you could if it's possible tonight during your discussion to make a motion to put that on the agenda I know you need four votes but I hope that they can at least be a public discussion and vote on it tonight uh yeah and I can close close and I I just want to say that um you know the the brown Act is something that uh I hope is enforced there should be some incentives to have other board members to honor that brown act this is the reason why we have the brown act and uh I would like to see that to be a little bit

045more enforced by the board so thank you thank you Mr Boyd thank you how do I reset this sucker I will not forget it I'm pleased to learn that the school board has recently taken up the topic of parental rights so thank you very much I understand the board's reluctance regarding the topic of removing books the history of this topic is complicated and it is emotionally charged and I understand concerns over books like to Kill a Mockingbird or Catcher in the Rye and I agree that there is a place for these books in our schools even though their subjects may be difficult when I attended the school board meeting on June 13th I read an excerpt from a book that was written to be informational a how to navigate the world kind of book with

046short stories and factoids however the stories and the facts were more about children being groomed for sex by adults and how to select phone apps for quick easy and uncomplicated sex the books that we are here to request to be removed from the school libraries are not literary masterpieces instead of advancing conversations they amount to little more than how to groom children for uh I'm sorry how do groom Children books for adult sexual predators and promoting promiscuity as a way to be cool and popular in life I've spent the last 18 years in one form or another in the pro-life community I have seen firsthand the harm that promiscuity does to teenagers whether it's having to do Child Care abortion human trafficking self-harm body image issues self-esteem issues ladies and gentlemen the books that we

047oppose are not beneficial to our society and do not show the full consequences of the life that they try to glorify they are written to shock to sway and to corrupt the young minds that pick them up and read them I'm not opposed to any in every book that may discuss sex and intimacy show me a book of the caliber of To Kill a Mockingbird or of the caliber of Catcher in the Rye and we can have a discussion about it the books that our group has brought to your attention they can stay in the public libraries but they have no place in a school library of the Elk Grove unified school district we continue to seek a have to have a reasonable conversation with you about our concerns for specific books and we greatly

050and emotionally emotional well-being to our children and that is their voice and the phrase book Banning is thrown at as parents who out of concern for our children's well-being desire that they are not exposed to sexually explicit materials in school now let's be clear removing these sexually explicit contents from school libraries is not book Banning no one is lobbying legislatures to forbid the publication of these books no one is storming the local Barnes and Noble to demand the removal of these books from the shelves and no one is marching into public libraries to require certain books to be removed to be taken down from circulation all right so what we are asking here is the removal of sexually explicit books from school libraries these books are freely available elsewhere and public libraries and many bookstores

052for teens found in multiple middle and high schools in Elk Grove unified school district this book teaches the how to's of sex and has at least 20 pages of explicit instructions on how to have sex this book also encourages kids to keep secrets from their parents the following is an example of explicit instructions on how to have sex genital stimulation can come from any body part you can use your hands or hips or feet or you can rub your private parts on someone else's thigh arm butt genitals ankles you may stroke his penis insert fingers into his anus or insert fingers into her vagina the latter two may also be considered anal and vagina sex you may find yourself making out getting all hot and heavy and having an orgasm just from rubbing against each

056Hoffman deflected these simple questions and refused to answer I asked him again and he said quote I do not have a yes or no answer for you there are instances where such topics can and should be addressed we are working to develop a process to evaluate and monitor such books to ensure educationally appropriate materials are available in our libraries okay Mr Hoffman so let's read some of the excerpts to see if they if these instances should be addressed in The Bluest Eye talking about a pedophile with little girls do you know that uh or it says the little girls are the only things I'll miss do you know that when I touch their sturdy little tits and bit them just a little I felt I was being friendly two of them Doreen and sugar babe

057they'd come back together I gave them mints money and they'd eat ice cream with their legs open while I played with them it was like a party or how about in this book is gay where it gives directions um on how to use sex apps and then use them to find quick easy sex with strangers or to have sex with adults um so Mr Hoffman are these instances appropriate to provide to minors the fact that we are being accused of targeting lgbtq the lgbtq community is quite laughable if anything the district is targeting the LGBT kids with their sexualization and it makes me so sad what parent would want their child to use sex apps to find strangers for easy sex regardless of their sexual orientation what parent would want a book promoting having sex

069and then amendments uh we have you say you're going to have amendments we have not never in our life in 20 years no since this is in the start of this program have we amended uh our contract or School sites and so you know this this is poorly written uh there's more money that is coming for this priority uh concerning within districts in California but yet we do a poor job on reporting on these issues and making good decisions and that that we do not get you tell me you you telling me tell me what are the reports for performing schools I doubt there any of you could probably name the last five or on the list of within our district Mr Bettis great I need to note for the benefit of everybody who is

070watching that the state provides a very prescriptive format for us to report this information so we include everything that is required there so your desire to see something separate yes and above that is not a shortcut I agree with you one percent that's right my information from I give my information from Department of Education uh what do you call um well what we call Compliance Unit and the things that we are are not doing there's a lot of things that we're not reporting to the board no that's not true sir yeah so I mean it would do wonders for you to get your information from the district and actually read what we provide to you and prepare for these things okay I do not have a list of that the basic priority priority number one

073wish to address the board thank you we will move on to our public hearing and action items first up is the adjustment to school facilities fees also known as developer fees which will be presented by Ms Kristen coats all right good evening forget what time of day it is uh Madam president trustee superintendent Hoffman and Miss Avalos this is a follow-up from the June 28 board meeting 26 board meeting uh and tonight the board is asked to open a public hearing to both adopt the school facility needs assessment and the resolution as required as a reminder all noticing was conducted and required that was required by law we sent multiple notifications the study has been communicated to the board as both the board communication as well as a discussion item at the last board meeting

074and pursuitment to government code the district is required to adopt a school facilities need analysis to justify to Levy the fee of alternative school impact fees on new residential construction both level two and level three p's that are higher than the statutory level set by the state of California the school facility needs assessment was prepared by Odell planning and research incorporated in May of 2023 in the adoption of this would replace the one that was approved by the board last June 19th so as a reminder from the last meeting the proposed level fees of seven dollars and sixteen cents per square foot of new residential construction represents an increase of just 12 cents from the current seven dollars and four cents and um based on that rate the impact for construction of a new 2400

075square foot home within the district would increase from 16 896 dollars to seventeen thousand one hundred and eighty four dollars um the most significant factor contributing is the site acquisition fees but that is also a increase to the state construction costs allowances had some impact so tonight the public comment uh period will end uh any comments that are made this evening will be memorialized for public record we do know that um developer fees are an important part of funding school facilities they are not taken lightly they are something that does Aid taxpayers to help offset some of that for the developers um uh and and the approval of this tonight would allow us to be eligible for any state funds as well thank you Miss coats I am going to to miss uh Gerber to

077opening new classes and wouldn't even give information to some people that I know about their kindergartner being able to attend um or what track they're in until maybe a couple weeks before school started so she had the Future kid to another school because she needed that notice um anyway and uh there's just a lot of issues with schools in the area and I know that there are some discussions on what is needed open new elementary schools and what is needed to open a middle and a high school um we've sent emails we've tried to contact board members and make our positions known but the matter is really that we just don't have the facilities that we need in this area they don't meet the needs of our families and they put our families under stress

078busting our children or driving for 30 minutes each way um our kids are not able to you know when they get old enough to go to middle and high school and have to go to a pro uh area they are able to participate in sports or other programs as readily uh they aren't with their peers um you know in the neighborhood after school walking home riding their bikes as they they should have the experience um so with the facility fees that we already pay uh I think we try to figure it out and we have we're paying 12 of the melloroos taxes that the district gets totally we only have three percent of the schools in the area and I want to make sure that any additional fees any fees that we are currently paying

079continue to go towards our students and what's best for them I worry that my my students my students that are coming will have space at the schools that are here I worry that there will not be schools for them as they transition in the middle and high and that the busting was not sufficient for the needs as well um not to mention the fact that they just wouldn't be in the area and that's not good for them are we paying now and over compensating for past facilities errors that's my big question um and I want you guys to please be creative with your facilities solution think about ways to make it happen for our students so they deserve what they need thank you thank you there was only the one with scrubber wonderful thank you

095Seventh Amendment agreement for superintendent a non-represented employee Miss Gerber do we have public comments via Zoom for this item no comments be assumed thank you Miss Albion any blue cards there are no blue cards thank you go ahead Mr Singh thank you I promise this one will be shorter California government code section 54953's part C subsection 3 requires a verbal summary of the proposed compensation and fringe benefits be given to the public prior to final board action with certain employment agreements approval of the employment addendum amended agreement for the 22 23 and 23 24 school years for the superintendent requires board action in Open Session to extend the term of the employment agreement by one year and for changes to compensation and to the salary schedule upon the superintendent's receipt of a satisfactory evaluation whereas

096all eligible represented employees in the district automatically receive eligible step and column advances effective July 1st upon the receipt of a positive evaluation salary schedule step advances and increases in contract term extensions for unrepresented contract employees including the superintendent must be approved by the board in an open session at a regular school board meeting the seventh amended agreement for the superintendent contains the following material terms term the term of the proposed seventh amended employment agreement for the superintendent shall expire on June 30th 2027. compensation the superintendent service schedules are aligned with a step increment in salary schedule structure included in the superintendent service schedules attached to the seven amended agreement as a result the following constitutes the superintendent's salary on the following effective dates 22-23 school year effective retroactive to July 1 2022 for the

100as we know would be important for you all that we have line of sight with the folks who are here to talk to us and that um you know we have screens of an adequate size that we have adequate workspace all of that good stuff so it was really nice to be able to pull together all the folks who were actually doing the work so that we could talk about you know what is doable and and what is not um I think we've mentioned the project include some changes to the entryway which will both include improve security and just kind of modernize what we have out there so um we're really excited to bring that to you if you are interested in seeing the carpet I believe that Mrs Susan Bell has the samples up
