004San Marcos Unified School District where she has fostered a vibrant and inclusive School environment before her current role she served as an assistant principal a teacher on special assignment and as an elementary teacher working both in classrooms and with small groups of students she's appreciated for her excellent communication skills and unwavering dedication to her students and staff she has created a very positive School culture that values inclusivity safety and collaboration and Newport Mesa is very excited to welcome East Bluff principal Daphne eie to the Newport MAA Unified School District good evening governing board Dr Smith and executive cabinet members um I'm really humbled by that um and also by your confidence in me to serve as a leader in your school district I'm very proud to be here right now this is a school district

006community at this time I'd like to call up Scott missier to the podium please so I can say a few words about Scott we are so pleased to welcome Scott Missour who will be joining us as our new Back Bay principal starting on July 1 we are thrilled to know that Scott comes to us with over 20 years of educational experience he has served as a special education teacher where he started his career he has served as an assistant principal and he has served as a principal of El Camino uh continuation High School in a neighboring School District pan y Belinda his variety of experiences include working with atrisk youth working with Title One students and being able to provide a level of MTS mtss supports um that he has helped create to ensure that

007every student that he serves has a pathway to success um he is known for building a culture of supports he is known for connecting with students and we are thrilled to welcome him as our newest Bulldog all right good evening president crane trustees superintendent Dr Smith cabinet and guests uh my name is Scott mourier and I'm deeply honored to join the Newport Mesa unified as your new principal of Back Bay High School I come to you with a wealth of experience where I have dedicated myself to build Building Systems of support that promote the success of all students uh I am incredibly excited to collaborate with each of you as we share the belief that when we teach the whole child and we meet our students where they are that when we treat everyone with

009uh we have a lot going on tonight so uh we have to keep each other honest tonight um so thank you um I'm going to continue um with discussion tonight regarding um the recognition of our secondary education student Award winners we have several levels of awards that we're going to be recognizing tonight um we have um our AVID program and we have our Avid eighth grade standouts and our um Abid Scholars and we have our Angel Scholars and we have our gate Scholars so we just have a lot of um WS tonight so um when we call you up if you would come up and we'll have our trustee come down and um take a photo with you um at this time I'd like to go ahead and welcome um Keith Carmona he is going

010to speak about our eighth grade standouts good evening president crane members of the board Dr Smith uh guests here this evening um we are proud to share with you the accomplishments of um several outstanding eighth graders each year in our AVID program um schools are asked to select their top students their top eighth graders that are moving on to high school and they are awarded at a uh really incredible ceremony at Angel Stadium where they actually get to receive Awards down on the field and um if they continue into the AVID program and complete uh four years of Avid and head on to high school or head on to college from high school um they have a $110,000 scholarship uh waiting for them uh now we are excited to share with you that um we

011have Avid standouts from three schools that were recognized um the first one was from Costa Mesa middle school and that is Angie Hernandez Garcia [Applause] congratulations and we're going to yeah we're going to take a picture and so we're going to ask uh members of the Costa team Dr potnis Dr Glon Miss qualic if you guys want to come up and take a picture that would be great congratulations Angie she can go back she can go back okay you're good you're good from enen intermediate s Kota here and I'd like to welcome up me uh the members of the enen team uh principal Payne Avid teacher Sarah Tucker admin intern Ashley Ry and any other member of Theon team that wants to come [Music] along congratulations and lastly she couldn't be with here be with

012us uh here this evening but it is worth noting that Jaclyn no from twinkle um was also recognized as an eighth grade standout so congratulations to her as well in addition to that in the same way that our middle schools uh recognize the standout eighth graders we also recognize standout seniors uh so top seniors in each of our Abid programs are recognized and another incredible ceremony um at uh the such and such theater that I can't remember the name of that UCI um it'll come to me when I sit back down um nevertheless an amazing uh ceremony um that recognizes uh seniors throughout Orange County in our AVID program uh tonight we would like to recognize and this is a name you'll get used to hearing this evening um from Early College High School uh

013High School Paxton onstot [Applause] conat and I'd like to invite up I know Dr Martinez is here I don't know if I saw anyone else in Early College Dr Martinez is here perfect we're going to take a picture of you thank you excellent congratulations pxton and then also from Estonia High School leslee agular let's give her a round of applause and joining her this evening is AVID teacher Bob Sterling congratulations the Avid teachers are reminding me that's a Barkley theater at UCI thank you congratulations the Los Angeles Angels of Anaheim issue a scholarship every year to outstanding students and since 2016 this program has issued over 127,000 scholarships to students who are selected on their Merit leadership and strong AC memic performance we are so fortunate that we have competed with all of the Orange

014County school districts and Long Beach Unified to have two winners this evening I'd like to welcome up Marcelina Sanchez from Early College High School and Dr Dave Martinez students students who receive an angel scholarship receive a full academic ride full ride to their um College of choice or university [Applause] thank you additionally one more we have aolani Gonzalez from Newport Harbor High School who will also receive a full ride scholarship Dr Bolton please join us at the podium and then we would like to welcome up once again Paxton onot who is also a winner of this scholarship and Dr David Martinez congratulations I'd also like to note that Adelaide whs from Costa Mesa High School who was unable to attend tonight is also a big winner and she'll be receiving her scholarship as well our

015final academic recognition for the evening is the gate scholarship the gate scholarship is issued by the Bill Gates Foundation is highly selective last dollar scholarship for outstanding High School seniors who each year are awarded for being exceptional Leaders with the intent of helping them realize their maximum potential and we'd like to welcome up again from Early College Paxton onot [Applause] congratulations to all of our academic Scholars these are exceptionally competitive scholarships and we are so proud that we continue to have such success in having our our students achieve such wonderful um outcomes for themselves thank you and then I'll move on to um to athletic recognition so um thank you sorry we have all this going on tonight so exciting um I would like to welcome up um Costa Mesa High School's boys swim so

016I would like to welcome Dr shakka Who's going to introduce the item good evening president crane members of the board Dr Smith executive cabinet and all of our wonderful guests it's the end of the school year which means there's more exceptional athletes to recognize our CIF Champions at this point I'd like to invite up Dr potnis to tell us a little bit about the Costa Mesa boys swim team president crane members of the board Dr Smith executive cabinet and distinguished guests it is my honor to bring forward our boy swim team from Costa Mesa High School our incredible swim team won back-to-back CIF championships two consecutive years in a row during yeah let's give it up during this season they broke records practiced incredibly hard and committed themselves to winning boy I know winning right

017wait can they come out so that I'm saying this while they're out here I would love that boys your hard work dedication and teamwork have brought us to Victory once again congratulations on this outstanding achievement and up to share some positive words is one of our amazing coaches coach Keith Ryan all right thank you uh Dr Poon for this great honor um just real briefly these are the 2024 CIF Southern section division 2 overall Team Champions congratulations guys um just real quick about a one minute of your time it's not just an accomplish M it's amazing they're fantastic it's actually historic if you look at CIF Southern section swimming the origins go back to 1917 and in that 100 plus year period never before has a team one division 3 been moved to division 2

018and finished first that same year so great job guys not just an amazing um job but a historic job congratulations [Music] one two three [Applause] conations congatulations continuing on we also have some individual champions from Newport Harbor in track and field I'd like to invite up Dr Bolton to share a little bit about these individual athletes thank you Dr Shaka president crane members of the board Dr Smith executive cabinet distinguished guests thank you for inviting our three runners our our student athletes at Newport Harbor High School had another fantastic year and I just want to quickly say from the board to the superintendent's office to miss torres's office to HR to transportation to business thank you for supporting education-based Athletics on a broad scale it really does take a village it's labor intensive cost intensive

019so really really appreciate it speaking of History coach Bates who's also a science teacher at Newport Harbor has done a phenomenal job in sophomore science over the last couple of years her father also taught at Newport Harbor High School and between Natalie Marley and Keaton they just rocked the whole track and field world this year winning left and right at the Arcadia Invitational and also at the division 2 level at CIF they were Runner Runners up as a team they came in second place but individually they won their event events coach Bates will talk about the events a little more but I specifically want to highlight Natalie mccardy who is a fourth generation Newport Mesa student her great great-grandfather actually built the stands at Davidson field back in the day for Sydney Davidson himself her

020great-grandfather was one of the first student athletes at Newport Harbor that when you look back in our history books really put Athletics at Newport Harbor on the map before there were all these different divisions and you know 20 CIF First Team all leagues and all CIF and the divisions within CIF he was one of five all Southern California basketball players graduated in 1946 but Aldridge then Kelly bis her grandmother is our librarian has been the librarian there for 30 years graduate of Costa Mesa High School and then her mom Katie also ran track and field and as a graduate of Newport Harbor and now you have Natalie but between Keat and Marley and Natalie their their GPA are from here to the moon in back their athletes through and through in every essence of the

021word so congratulations to the three of you thank you for representing Newport Harbor so well and Coach Bates thank you for all you do in the classroom and out on the track and field so if you would say a few words right now that would be fantastic thank you um good evening uh these three young ladies are exceptional students and exceptional athletes I just want to highlight their athletic accomplishments very briefly um Miss Marley Mulla was the winner of the D2 3200 meters which one's Marley Marley is on our right yes sorry um in the center Miss Keon robar was our 800 meter CF winner also CIF Masters winner and third place in the state for the 800 [Applause] and Miss Natalie mccardy uh was the winner in both the 100 meter hurdles 300 meter

022hurdles and runner up in the high jump in cfd2 and all of these three young ladies were also on our school record distance medley relay which is currently ranked number four in the entire country so phenomenal job to these three [Applause] thank you and lastly not present tonight we have Neils Hoffman who is our coronar high school boy tennis CIF Southern section winner but he was unable to be present tonight congratulations thank you we do we do have amaz amazing students they were're always wowed by their talent and their gift so now we will move on to Amy ching with a csca support thank you parents for being here and supporting your your children yes all right thank you good evening president crane trustees superintendent Smith cabinet and guests um I had had a little

023scribble you can see maybe you can't on my paper um I didn't want to forget something um about a month ago some of the staff at Costa Mesa High School reached out to me to let me know that one of the their classified co-workers was retiring Sally DeSaro Sally DeSaro they reached out to me because she has worked for the district as an instructional assistant special ed for 47 years yeah uh I spoke with Dr Smith about her and he made time in his day to stop by Costa Mesa High School yesterday and congratulate her on her lifetime achievement and service for the district so we can thank you for taking the time and we congratulate Sally on her service and a well-deserved retirement um I also want to thank Kristen Clark and her staff

024for um organizing Ace day it was a special opportunity for everyone to see how classified staff impact students lives on a daily basis your support of this day is Meaningful and we thank you we look forward to continuing to collaborate and expand on this annual event the end of school the end of the school year is upon us and the music is in the air school is out for summer we want to thank both classified and certificated staff for making it a great year while summer is beginning for some for others it means it's time to support summer learning programs and District needs emo is beginning their busy season repairing and preparing buildings for the next year of learning nutrition services will continue to feed students and the community classified support staff will be helping

025students uh thrive in the summer programs supporting students is a yearr round job thank you for your time we look forward to continuing to do the good work for students staff and the community thank you next Ronda Reed of nmft good evening president crane trustees cabinet and guests here tonight we want to congratulate congratulate all the grads promotions and awards that are taking place this week we are grateful for all of our Educators who play a large role in these students lives guiding them caring for them teaching and inspiring them yesterday we also celebrated our School site Representatives who give their time to support the Educators at their sites as we close out another school year we want to express our gratitude for our school board not only do you make decisions for what's best

026for kids but also for those our Educators who are have been entrusted to teach them we want to specifically thank you for putting an elementary counselor at every school for also yay for also lessening the paperwork the enormous paperwork that our special ed teachers have by um removing the special not the special the medical billing um from their plate and a big thank you again for um giving certificated their first paycheck of the school year in August so thank you thank you we now move on to community input on non- agendized items just so this is an opportunity for the public to address the board regarding items not on the regular meeting agenda comments on non-agenda topics are limited to 3 minutes per com per comment up to 20 minutes per topic a speaker may

027not relinquish his or her time to another person by order of the brown act section 549 54.2 the board will take no action nor have any discussion on non- agendized items the superintendent May provide clarification during superintendent's comments thank you and I'd like to call on M Moran Tamayo and after that is Pam dicki good afternoon um my name is madai and I'm a parent of Sonora Elementary School um I just got the news on Friday um we have the program in Sonora it's thing together um uh it's a program that is the second year that it's been there um I got the news on Friday that it got cancelled for what I heard my kids got home all sad yelling that the program got cancelled for it and I wasn't able to find out

028why um I work um Monday through Wednesday so I was able until today um to speak to one of the members and asked them what was the reason they got cancelled for it they were not able to answer um I got really sad about it because it's a really great program it helped my kids a lot uh it's not only in like in the way of learning but physical and other some other ways um I don't know if you guys can do something about it um I don't know who's in charge of it but um I hope you guys can get that program back um and hopefully you guys have that for other schools too because that helps the kids and helps the parents too um I really really hope you can get all together

029and get that program back that's all I ask for thank you so much thank you next is Pam dicki and after Pam aasa mallister hello uh thank you superintendent Smith and board memb um first of all I want to thank you from the bottom of my heart Dr Smith for coming and joining us for lunch for Sally she was very touched and she's an amazing lady I mean she has more energy than all of us put together I'm telling you um so congratulations we've all made it to the end of the year oh no I've made it to the end of the year you all have to work I'm exhausted that's why I look so good tonight um so I just want to remind you again while we're off for this Summer that it's really

030really hard for us our last check will be the end of July and we won't get another paycheck until October 10th try to make it through the summer try to make a house payment try to buy groceries I want you to think about that and please reconsider the summer assistance program it can't cost you very much money so I really I really don't understand what the holdup is thank you thank youa and after is Tom Holton dear superintendent and board members thank you for the opportunity to talk about the classified school employee summer assistance program the C up my name is iasa mallister a mom and a school Community facilitator a full-time classified employee working 10 months per year I have students in my office on a daily basis writing messages or drawing something on

031my whiteboard listening to them when they feel happy angry worried or sad often I get to witness my colleagues exceptional work giving their very best in everything they do and I learned learn about some of the most inspiring life stories that parents share with me I love my job in school districts classified employees are providing for students most basic needs while they are at a school clean environments comfortable conditions hot meals however during the summer months we struggle to put food on our tables to pay rent to survive so the cesa program allows eligible classified school employee is the opportunity to receive up to a $1 for $1 match from the state of California on contributions workers make during the school year gender age Mariton status don't matter or if the employee is full or

032part-time the only requirements to be eligible to participate in this program are be employeed in the school district for 11 months or less earn less than $62,400 per year in their District job and have been working for at least one year building a culture of kindness and understanding enhances the connection made between students staff and the community it requires empathy and compassion led by the school district itself I'm asking you to please add the seap to the agenda and help us reduce the financial stress that not only will improve the lives of classified employees but will show us too that we are valued as individuals a person who feels appreciated will always do more than what is expected thank you Tom Holton and lastly Erica vilapando good evening good evening my name is Tom Holton

033I live at 1428 C Ridge in Harbor Cove I'm a 50-year resident of Newport Beach and 25 years ago I was on the citizens overse committee for measure a Dr barau recruited me off the citizens over kite committee to be the sole owner's oper representative for all the measure work all 28 campuses and I read the little questionnaire that came out and I said you probably like to know the history of what we did to get measure a done Jean Hartline the founding chairman of the cast organization said our measure a program was the top 10 in the state and he didn't know who the other nine were and I'm very proud to have been the guy who co-wrote the implementation plan for all 28 campuses I shared all the meetings with the 28 site

034committees consisting of 7 to 11 people all brown act meetings published all the minutes for all of those met with multiple board meetings I just thought you would like to know that that history is available and it's as uh Paul Reed was a previous business manager said I'm the sole continuous thread from design concept through certification and occupancy of all 28 campuses we spent $193 million and I worked with Paul Reed to come up with all the things that we didn't get done because of budget limitations for measure F and that passed also so if you want to know how we did that I just want to let you know I'm still here as a 50-year resident of Newport and I'd like to sit down with whoever is putting the bond together because I know

035what that's like and I know what it's like to chare 7 to 11 let me see concern citizens faculty and the people all had one thing and two things in common they thought everybody had a it was going to get something done but they didn't care about the other 27 so I was the one who dictated who went first and who came in last for all the measure work just want to let you know I'm here and I'd love to share with somebody the history of all of that thank you thank you Erica vilapando good evening my name is Erica vandoo and I'm a mother an educator and a Community member of Costa Mesa I'm also um an advocate for parents especially in our um less representative communi such as the west side and our

036immigrant Community Spanish speaking communities and I'd also like to say that I strive to be an honest person and teach my children that telling the truth is an important value and that Secrets especially within or about our family is not okay this is not a political endorsement this is not against or for anyone and I am not here to say that anyone is less than this is about transparency trust and knowing that Au authoritative adults in a school setting where kids spend most of their day will not be keeping any secrets or important information from parents parents administrators and teachers have you heard of Bill ab1 1955 assemblyman Christopher Ward from San Diego introduced a bill on May 29th that aims to strip control from local school boards Wards ab1 1955 also named the safety

037act is an attempt to override the parental notification policies passed by a growing number of school boards across the state that require schools to inform parents if their child changes their name Andor gender at school it also attempts to codify the illegal California Department of Education guidance advising schools to light a parents about students swapping genders this comes after an attorney with the State Attorney General's office admitted in federal court last month that the Department's guidance was unforce but what makes Ward's move extra alarming is that his legislation is what is known as a gut and amend bill that means he hijacked another bill and replaced its text to create ab1 1955 allowing him to skirt the usual legislative process that allows the bill to be debated and the public to weigh in on through

038public hearings according to the predictable legislative calendar it is being fast-tracked as we speak Ward introduced the bill which is backed by the California Teachers Association and the powerful lgbtq plus Lobby ab1 195 is a serious and direct attack on parental rights in California keeping secrets from parents and trumping the child parent relationship should not be protected by law parents must be informed about anything that relates to their child in and out of school ab1 195 is a desperate attempt at keeping parents in the dark by hiding information about their child the Senate education committee passed ab1 195 on Wednesday May 29th it will be heard again in the Senate Appropriations Committee on Monday June 10th if it passes and becomes law as currently written this school board will be protected and will be able

039to keep crucial health information from you they will have to follow the law kids in California age 12 and over already have medical privacy there's better ways to help our kids and nurture the child parent relationship I encourage everyone to keep track of the Bill thank you thank you we move on to superintendent comments yeah let let's start with um our amazing elop programs in the district after school intercession before school um in certain situations just want to let that parent know and other parents that we're going to continue those programs the programs will in fact continue uh they will still be free they'll still include um academic enrichment engagement nutrition physical uh activity as well as the Arts so they are very very rich programs we uh we will not be cancelling them we

040may change providers from time to time but we remain committed to those opportunities and providing those opportunities at no cost to our families so just just so our our folks know that um the summer assistance program mentioned this last time really excited that we have more dates scheduled with with our amazing Partners at csca and uh that's a part of many conversations they're having and look forward to seeing how those things are resolved and um the solutions that come forward so more to come on that one the bond I just wanted to make sure the gentleman uh his comments were clarified a little bit he mentioned putting this bond together said to be clear the board has not voted to put a bond together to place it on a ballot uh all this board has

041done is U voted to ask the question uh that's what they do as elected officials is they work with their constituents to determine the values and needs of that Community those shared values in that same Spirit uh they've asked the community how they feel about funding measures related to safety projects uh infrastructure Etc uh no determination has been made they haven't even seen that data yet so anyone paying attention to this meeting watching at home honey I know you're watching um the board in fact hasn't made a decision so just just so you know that's that hasn't happened and then AB 1955 I I would just say it nothing to clarify necessarily they're just admonishing the board to keep track of it uh this is a great board in fact they prioritize legislative updates they

042get them for multiple agencies regularly they do a great job so I hope the community understands how lucky they are to have board members like this representing them because they are not deaf uh to what's going on they're listening uh to not only their constituents but listening to what's happening inside the halls and I would just say I suspect a lot of parents are going to line up uh I know it's a it's a long drive to Sacramento it's especially hot uh this time of year uh but it's a short plane flight and and I'm sure folks are going to line up and go to Sacramento and and and Advocate there uh as as the parent identified it is an issue happening at the state capital not here um at this local level uh but

043again I I believe as admonished our board members do that on all issues uh they stay in tuned with what's happening and we'll continue to do so so thank you Dr Smith there are no comments on agenda's items so we'll move on to achievement report on the district on deac and uh super assistant superintendent Shields yes we're so grateful tonight to have our deac leadership they will be sharing with us their overview of the year uh we have been fortunate to have two co-chairs really leading the way in really what I consider a very and creating a very beautiful space of inclusion and empowerment for all parents and I don't want to take away any of their shine or their show so I'll let them speak to the amazing things they've done and accomplished this

044year FL Del Pash thank you Miss shs president crane trustee superintendent Smith cabinet and guests it's my pleasure to introduce the board report for the district English learner advisory committee or deac so we just have a couple slides and then we'll get to the important people um the purpose of the committee is to advise staff um in the school district on programs and services for English Learners and just a reminder that our deac is our district advisory Council made up of several members from each of the elac or the English learner advisory committees at each of the school sites the primary goal of daac is to engage and connect parents to their children's education and we do have required topics per Education Code and then we want to balance those topics with um topics that

045are generated by our parents that are of interest to them so they help us decide those at our first meeting every year um the parents are going to review their highlights and recommendations but one um major highlight that I do want to mention this year and you'll hear a little more about this is our really diverse makeup this year um over the last year or two um things have changed and it's just a really beautiful environment um we facilitated interpretation for five languages this year Spanish Russian Mandarin Turkish and farsy um and uh it's just been really amazing to facilitate this really inclusive group so um we have a couple people I just want to introduce before we have our chairpersons uh we have all of our school community facilitators that support our daac and

046help get our elac representatives to our meetings um but miss jacin gon is our facilitator that helps specifically support deac so she's here thank you and then we do have um so a full uh full officer board so we have 10 um officers on our board and so we have several of them here supporting uh our chairpersons they could stand up and so you have the full report um copies for you we're not going to go through the full report but the parents have um decided which parts they want to share with you and so they'll share a summary um so tonight we have Miss Carmen Ramirez who's one of our co-chairpersons and she's going to be sharing the full report in Spanish and then miss nazmi Strano will share the full report in English

047Okay so come on [Applause] up super Ram for fa Jackie rep in for for in imp fam for for much gracias [Applause] good evening president crane superintendent Smith and member of the Board of Education my name is nanu and I the delay Co president uh these are the highlighted area of our annual reports we appreciate highlighting various cultures and uniting families with a common goal of supporting our children during the El meeting parents opinion opinions were generally heared fostering a sense of involvement and importance parents appreciated the inclusion of special education and early learning programs the technology presentation was especially interesting the DC resource Fair allow parents to connect with various Community agencies making it a delightful event the welcoming uh environment helps parents feel welcome and comfortable Parent Academy groupo grer stood out equiping

048parents with essential tools and techniques for personal in uh development facilitating parent participation in the California Association of bilingual education conference and ha Community engagement and support we are grateful for Carmen ramz dedicated involvement throughout the year District interprets provided outstanding service ensuring effective communication across five languages at each meeting delect staff members ensured everyone feel welcome and valued consistently offering the best service to parents of English Learners the staff's warm and kind approach made everyone feel included regardless of language of or race Education Services directors and sakuro Shi uh shs requently attended meetings acknowledging parents and the importance of theck jacn Gan School Community facilitator was always available and approachable assisting with uh organizing deac the atmosphere at deac meeting transform into a friendly and nting environment making everyone feel like one big family

049without languages berries or ethnic divide um divides meetings became a source of Joy with warm Smiles creating an inclusive and welcoming space for all furthermore these are the recommendation for our annual report Community Gathering the delect officers and parents deeply appreciate feeling welcome and will love more opportunities to build community Through events such as c community Gathering and launches these activities Foster stronger connections and a sense of belonging among everyone involved incentives the opportunities drawing and other incentives Mo uh motivate parents to attend meetings making them feel valued by the delect staff please continue to show parents that their offer matter and are appreciated student El pan Al panel sorry we recommending inviting the panels of English learner student and graduates back from last year their stories demonstrate that being an English learner is not

050a barrier to academic achievement and success hearing these experiences can motivate parents to continue dreaming and believing that their children can Excel showing that nothing can stand in their way present us ensure the presences of the at various schools events such as openhouse events we distric attired to identify D like members raising awarenesses about the committee's role and purpose Outreach during school events deac members actively engage with parents explaining the meaning and significance of deac emphasize that all parents are welcome to attend deac meeting and highlight the benefits of involvement for parents and their children showcasing delect presents and conducting Outreach efforts will raise awarenesses elect meeting topics incorporate topics related to cultural awarenesses and parents involvement in the elac meetings agendas fostering an appreciation of diversity incentive of participation Implement an incentive program to

051recognize and reward parents participation in school activities meetings and events this could include recognition certificates small token of appreciation on or entry into Ruffles or drawings encouraging continued engagement strengthening the school Community facilitator role clearly Define and communicate the specific roles and responsibilities of school Community facilitators to par parents ensuring they understood when and how to reach out for assistance or gance encourage Elementary School Community facilitators to um productively build connection with parents through regular check-ins open Office hours open Office hours or dedicate communication channels fostering trust and open dialogue support under represented families ensure that school Community facilitators work closely with under represented families providing personalized support resources and gance to address their unique needs and challenges collaborative partnership with principls and school Community facilitators Foster a strong working relationship between the school partic

052principal and the school Community facilitator emphasizing the importance of collaboration and mutual support in promoting parents engagement and creating a welcome welcoming environment for All Families encourage open communication shared decision making and uh United front in addressing parent concern and implementing strategies to enhance Family School Partnerships School Board we are grateful for the support of the UN um nmusd school board members we hope they can assistly attend the like meeting in the future California Association for bilingual education the C event was a tremendous success for parents we recommend that the multi multilingual Department invite old school Community facilitators to participate in this fantastic event in the future thank you I really would like to again commend these two leaders in particular the environment that they spoke of and their entire leadership uh board they exemplified

053everything we believe leaders should do and were humble and empowering and giving away power to create a more inclusive environment and they did it every single time and there was celebration and joy in the room as well as tackling real issues that are important to their children so again a round of applause for these two women and enire team and especially Carmen meres brings 20 plus years of knowing the district every in every out where every bone is buried and receipts for everything and holds us accountable for doing better for children and we appreciate it greatly thank you so much then we now move on to in oh trusty Anderson thank you um I really appreciate this report and one of the things that I most appreciate are the recommendations I really appreciate that you

054took the time to put these together I think they're different than they have been in the past they're much more robust so thank you for doing that one of the pieces that we have for later for the lcap is um hearing from family and Community for positive reports on welcoming environment Staffing and accountability and availability and I think one of the things that's also helpful are challenges not just positive reports I think the recommendations help provide things that we could be working on and so I just want to add that I don't I don't think the data is correct if it's only the positive news um and so I that's something that's really important so I really appreciate you um bringing that up and highlighting that tonight so thank you good thank you moving on

055to 17 informational items legislative and state budget updates trustees BTO and Murphy yes so um I'll just get started u I was able to attend delegate assembly and then um the legislative committee for csba uh delegate assembly was in miday and then the legislative committee was um rescheduled for this Monday this past Monday via Zoom um lots and lots of things but I think the probably two most relevant um were prop 98 reform um or rather not uh not uh reforming prop 98 um so one of the things that csba put a lot of advoc advocacy into um was to leave prop 98 as is and instead do a suspend it's very complicated and I could go into the nuances but the long the short of it is um thank you everyone for your advocacy

056in that area um there are some different way that the budget will be looked at and then um it will become uh probably look at it again in the next couple weeks it looks like um I'm going to have to dig into it to understand exactly it sounds like our legislative team at csba does it well as well but the good thing is it appears that um our prop 98 will remain intact which is very important for all of our schools and their funding um the other big push from csba which is kind of funny uh I'm going to share this report I'm going to pass it down and it's wonderful but U what's ironic about it and it's and it is very well presented is it is a um Push by csba to stop

057the amount of documentation that is required it's kind of funny to have a little document for that effect um but what's telling is the state actually um when they as are asked how many reports um schools are required to submit um no one actually knows and I was really confused as to how that could be possible surely there's somebody who has a list somewhere well there's several lists and people don't as we know in government don't always talk to each other um so they this is just a kind of idea of the different reports that are asked for um from the federal state and both state and federal level um and a lot of it is redundant so um in a year where uh we schools can't really ask for more funding from the state

058budget one thing we can ask for is a little bit of relief and a way that actually gives us a little more um money in just cleaning things up and requiring less redundant data so that's um I I think this I'm going to pass this down and everyone can look at it but I think this is like a great takeaway to share with our legislators um because again my first question and many legislators have the same question when you present this is we want to we want to count of the number of reports and we would like to reduce the redundancy and I think everyone's confused as to um how no one actually knows but um then when you look at this you can see and did you have anything to no just uh I

059would cheers to that too Miss gay and she explaining great detail about all the reports well you would reduce so many costs if you reduce the Redundant the yeah the Redundant reporting yes it's a it's a easier way to give us more of our money back yes yeah when we were at delegate assembly it's sb1 1350 sponsored by arula and apparently it's it's spe fast tracking through um through Sacramento so it has a lot of support to streamline reports and just cut down on some of the paperwork so coming soon all right thank you so much uh update to board policy number 17b let's keep that csba uh theme going here we work with csba with regard to the school district policies that are established by our Board of educ a um in their Infinite

060Wisdom if you change the name of a policy they change the number on you so this is just an just an informational item uh the board policy formerly known as 5132 uh is now one6 student dress guidelines and I compliment the board for thinking about uh names and titles that resonate with our community uh even if it caus us a 0.16 but that that is a change thank you accepted um we move on to item 18 consent calendar and Dr Smith you wanted to make a comment yeah this this isn't a correction before the board considers taking action that is material um item 18 B5 about Lexia learning the uh the company is correct the amount is correct oh that's correct what we did in the writeup is kind of misrepresented the impact of this

063when you have multiple districts um in a Salpa and when I was in East San Gabriel Valley it helps the people in isusa know what programs are also in Cina Valley and so it really uh explains through for the whole Sela to get a picture of where all the services are and the same thing with the budget because at a multi-district Sela the budget is split among however many districts you have who provide different programs so when you're in a single District Salpa um the the kind of the meaning and the meat behind an annual service and a budget plan is a little bit different because it's all one and the same for the district so miss Salva good evening president crane trustees Dr Smith executive cabinet and community members the Newport MAA Unified School

064District Sela is pleased to present the yearly updated local plan which which is a requirement uh set forth by the state of California this comprehensive document integrates the special education Department's annual service plan and annual budget plan this plan outlines the district's policies service definitions scope of services and the budget revenue and expenditures the Sela solicits feedback from the community advisory committee the CAC officers have provided insights and recommendations throughout the development process of this plan these contributions are considered for implementation into the final plan um and service delivery to students it is important to acknowledge that federal and state allocations budget allocations only partially cover the expenses associated with providing a comprehensive special education program the board proudly commits additional resources to bridge this funding Gap and ensure all students receive the support that

065they need the local plan has undergone a thorough review by the County Office of Education and has received signatures approving the plan the complete document is attached to the board agenda item for your reference at the next board meeting you will have the opportunity to adopt the local plan prior to its submission to the state for final review and approval I am available to answer any questions you may have okay so the hearing we and seeing as there are no questions we will open the hearing at 7:16 are there any public comments seeing that there are none the hearing is now closed thank you do that and we move on to 19c report on the local control and accountability plan and the 20242 budget assistant superintendent Shields yes and we want to recognize Vanessa gayy

066for all of her hard work that really is going on all year long to get us to this point today there is a lot of listening a lot of listening to pros and challenges and making sense of that in a way that leads us to strategic actions that move us forward as a district humbly and with an accelerated Pace to meet the needs of all students and so before you you have one of the documents you were talking about um board member Barto about you know the onus that districts go through this is one of those reports which in its totality is over a 100 pages of very small print and lots of numbers Jeff will follow up with another such report uh and so I think another thing to applaud Vanessa on very publicly

067is listening to the board's request to make sure that this information is both given to the state in the way it's demanded but then also really translate it for the public to make sense yes for us to be able to do something with it and the public meaning even our employees because I it's just it's a lot it's a lot of a lot and so without further Ado okay thank you take it away Bob okay good evening uh president crane superintendent Smith members of the board cabinet and guests I'm very pleased to present a brief report on the local control and accountability plan although it's a passion project I could spend 40 minutes and have been known to do so um the lcap is a requirement it's a three-year plan it's all districts have to

068do it it's going to demonstrate alignment of budget to plan this is my partner not in crime but in quality and uh board approval um by June 30th of each year and the lcap components have changed over time um I I would appreciate any effort the state makes to reduce the paperwork um it's not as long as it's been where it topped out at 350 it's about 150 Pages now let's go for 50 or less um but these are the the compon components um in brief there's a budget overview you would see in any c LC cap throughout the state there's an annual update that this year is kind of a standalone document and it caps off the end of a three-year cycle in the coming years the annual update will be embedded throughout the

069the plan so you won't see it in this format so one more tweak and then we're done then the uh plan moving forward for 2425 with some key components of a summary Reflections on progress looking at the state dashboard really thinking about what's made us proud and then also some areas of growth specifically for some student groups thinking about our engagement of our educational partners and of course the goals and actions there's an essay at the end calling out our support for um students in need and then lastly the expenditure tables the budget overview for parents is intended to give some visualization to the larger sum of money not necessarily all represented in the LC cap and so you see from the dark blue bubble that's a good chunk of money and that little sliver

070on the right hand side that is the lcff supplemental funding that would be the budget of around $20 million that we would be directing towards increased and improved services for students who are lowincome English learner Foster the second page is designed to show that not every dollar is included in the LC cap it's not a dollar for dooll budgeting if you want to see a great budget book of about 549 Pages currently posted on the website you can look for that $469 million in the blue the LC cap really covers the $262 million and then finally that third page is about an update on last year's LC cap and the increased and improved services and so what it does is looks at what did we say we would spend and then what were the actual

071expenditures and if there's a difference explain it there was a small difference um we did exceed the target of what we were supposed to spend which was just around $19 million but we did fall short about $321,000 we want to sure everyone's Services were delivered but some staffing didn't happen on time and schools were allocated some additional funding that they had a little trouble spending don't wor they're allowed to carry it over so that's some of the explanation that we provide um with this document so we want to make sure that we always uh remind folks that our um system is built on multi-tiered systems of support so our l cap reflects that it really looks at what can we do for all for some and for few and we really are targeting the funding

072for the needs of some and few while really paying attention to high quality for all also we want to remind people that our lcap goals are designed to complement the board priorities we think we're really moving forward on each of those things and so our annual update does nod to the uh board priorities but it also really highlights again some of the successes and challenges um and in implementation so beginning on page uh five in uh the copy of the elap all the way through 25 that's the annual update we're not going to give you every single update just want to highlight a few key items you'll notice a theme throughout which is Staffing Staffing Staffing and training training training we are so pleased with both our Core Staffing and our our supplemental Staffing and

073the training that we're providing whether it's on the academic success side when we're thinking about our littlest kids learning to read or being supported in transitional kindergarten thinking about thinking maps and how children articulate their thinking and noticing that we also need to think about what happens after sixth and seventh grade when they're using some of these tools we have this expanded learning program that is Rich and what else can we do to make sure we're serving as many kids as possible and of course Avid we found success in that and so what are the implications for future when we're thinking about Staffing particularly in uh goal one priority two we heard loud and clear from constituents across the district and in many groups that Staffing was important particularly the investment in elementary counselors and

074in training to support Behavior good behavior positive behavior and also knowing that we still need to continue in that vein we've done great work and more is needed so again thinking about that annual update we acknowledge implementation successes challenges and then what will be U different moving forward in terms of educational partners and the engagement we really kicked it off with the elcap survey in uh February February March and then moving all the way throughout just a few weeks ago we went through this uh progression of meeting with various groups and constituencies some at District level and many many many at site based every single School site Council weighs in on their school plan which is also lcap input because their goals are our goals we also had school leadership teams our school Community facilitators

075we've really worked hard to um include student voice and of course our bargaining unit Partners the last thing here is a new uh bit of terminology it's Equity multiplier it's state language and so um that particular group is because we have new money from the state to support schools that have a lot of turnover in terms of students of instability and in our district we get extra money Equity multiplier money for Back Bay and Mona Vista a lot of kids come in a lot of kids matriculate out and so those two constituencies those two groups get a new goal in the lcap because of the money we're not going to highlight much of that today you can read about it in the lcap but we want to make sure you know that we did um

076that Outreach as well you can see more specifics as well in your board packet in terms of dates and the number of groups one of the things that we also learned is that there was a lot of feedback around technology and so you might not see it necessarily played out in this particular lcap because we literally were collecting data as of today a thought exchange was run I believe we have something like 240 respondents of our employees but what we learned is we needed to ask about more successes and suggestions as it related specifically to technology and since we had the opportunity with our lcap process we decided to weigh in so we used this process mostly throughout all of our schools and um groups where we looked at what were successes and suggestions and

077then we had either um digital tools or um Post-its and groups and then yes we have used a little chat GPT just to double check we've read it all but we've also synthesized and compared and contrasted and so it's been really interesting to look at those themes and patterns as they emerge again an exciting way for us to leverage this process and to make it an ongoing and living breathing um document um we want the community to understand and access our lcaps so if there's not the time necessarily to read all 150 Pages there's a short four-page version for people to look at the all the Su and the few and if they want to see the dollars and cents they can go directly to the action tables in the plan and that is not

078required by the state it's just something we felt was really important another thing that we want to highlight is the measurements and results um there have been a couple of changes in this next iteration of the lcap um and so just some high level changes and reminders there are certain metrics that are required we don't get to choose we have to include Smarter Balance results we have to include chronic absenteeism um but then we can also include additional metrics so for instance if we say we're going to be expanding our AVID program we want to look at success we can create our own metric to measure that impact and Effectiveness um we also can have qualitative input which you've noted uh in our um plan as well so we have required additional and then contributing

079whenever we're putting some supplemental funding toward a service for low-income El Foster we need to make sure that we're providing metrics to to look at the impact and the effectiveness on that and then finally student groups as I alluded to before the California school dashboard has highlighted successes that's usually in green and blue but then also there are some student groups that um score having some challenges and so they are in the red and so when you have schools that have scored in the red on the dashboard even though it's lagged it's a year old data now we still need to write to that and say what are we doing to support it so the actions again they're organized by all some and few in the elcap now they all have a a number and

080the metrics have a number now which is new so there's a number and then there's a short title and a description and then that short title mirrors what's in the action uh tables then we talk about the total funding regardless of funding source and then if it's contributing yes or no contributing means it's part of that lcff supplemental and if it's not then um it's useful it just doesn't contribute to that um that Target of $25 million-ish dollars so the all the sum and the few the funding sources are are noted sort of in terms of categories in the action tables um but it doesn't necessarily go down to Title One title two title three necessarily um but you'll get a sense of whether it's lcff supplemental federal state or local and so again we

081just want to highlight that um the the plans are connected and really we're not changing the goals and our theme uh aside from Staffing and training is stay the course what we're going to do is make some key adjustments so for instance we're keeping our our cadr of excellent Professionals in terms of toses but we're going to reconfigure our elementary toes to be General teaching and learning because we have a lot of work to do around math around history social social studies around science and while at one time it was appropriate to focus a lot on English language arts we are broadening our Horizons another one example would be thinking maps we're staying the course with thinking maps but we're going deeper with our writing we're moving on from narrative to expository and we're also

082looking at an up a rolling up through um secondary we're doubling down on our AVID program we're expanding that to more schools and we're really excited about the impact we think it's going to have um we're going to stay the course with training on Behavior but we're going to go deeper and so um special ed is working with Jen Ed to really um have consistent messaging and support and there's such Rich resources in special ed they're sharing the wealth and then also we're adding 10 schools to PBI training next year so these are some examples of ways that we're staying the course but we're deepening we know that we've done some really high quality um professional learning we want to make sure that more people have access to it um and that we are um

083continuing to provide intervention where needed but really paying attention to that high quality first instruction and our inclusive learning environments a highlight for us is goal for family and Community engagement again staying the course we have reached a a peak 28 School Community facilitators we are so happy that we have those positions we are sad that as of today two of them are moving on to greener pastures but we're really going to work hard to replace um those those well the Irreplaceable folks but fill their shoes so all of these things you see our highlights we're just again going to deepen our practice um while we have similar um participation in our survey from years past we're not happy with the number we we really are going to be um assertive and aggressive and Relentless

084next year about about doing differently the things that we need to do whether it's QR codes and the drive-through line to get a couple of answers or um or or shortened surveys or things like that we want to make sure that we're taking the pulse of our our our community and our staff and our students so we're going to work hard on retooling that but we're not going to give up on that we've learned from the facility's master planning process and our forums um so there's lots of work to do but we think we're headed again in uh the right direction we're really looking to looking to deepen our relationships to deepen our Partnerships and to um really enhance our welcoming environments an odd to intentional integration um these are different funding streams and different

085plans that are included throughout our lcap um whether or not they are called out separately um you'll get the joy of seeing that lcap Federal addendum on next uh meeting um that's again uh just trying to show you that we're trying to be all inclusive on our local control accountability plan the plans are meant to work in Synergy again increased and improved services that begins on page 100 and that is the area where it talks about what we're doing with um the funding and how we think it will impact um our students in What's called the unduplicated count and then finally the uh planned expenditures we include the totals that are included in the lcap and then we also have that contributing actions table um so the the target for us is $25 million that's

086what we've allocated even though the projected in uh inflow would be 20 milon and then finally the annual update we include those annual update tables again the total the contributing actions and then you have a table for carryover if you have any we did not finally where's the l cap it's on our district plans it is the plan that is always on the top of that page thank you very much Pio and um there's an opportunity for everyone to read the posted LC cap as well as to give us feedback we welcome it so there's a form there you can submit as many times as you want um so please if you see things um let us know I have two typos I will be correcting um but I I appreciate everyone taking the time

087to look at our plan and to um give us feedback that was less than 10 minutes yes is is is lovely thank you trustees any questions or comments thank you trusty Anderson hi thank thank you this is so wonderful um I really like this format I feel like it was so much easier to read in so many ways including this Reflections annual performance page and I just wanted to call out a couple of things on there that I thought were pretty remarkable um I think we've all been talking about attendance as a key concern of ours for a little while here um and so it's quite notable that we were at 22 last year and at 12 this year so that is a massive change um and then also two for our focus on early

088learning which I think we all know is so key and important to have um a kindergarten group have one skill and go from 66% to 83% is amazing so if we have kindergarten students that are coming in that high across the district I am very hopeful um for moving forward and then also math which has been challenging for us at times um having students in secondary go from 52% in Spring 22 and in just one year to 70% and communicating math mathematical thinking is a huge increase so I just wanted to call those out because I think a this format is so it's so much um more readily available um but I think those are just those are the things we've been focusing on and I think um to have that those dramatic results really

089speak to all of the effort of many of the people in this room and so I just wanted to thank you thank you anyone else I I just I like the phrase stay the course but adjust actually it's a sentence um because so we're we've we're getting the systems in place and now we are we are monitoring and adjusting what needs to be tweaked and um that's that's music to my ears thank you thank you any other questions thank you thank you great work so 19 19d is public hearing for the local control and accountability plan assistant superintendent Shields it says do you have any comments before I open the public hearing no well only to add to my minute uh this is just part of the annual process and so as uh Miss gy

091it's a big deal so here we are um let's talk about the all funds budget so um it's a mandate right we have to have it done by June 30th and we will come back to you revisions at the first and second interim and here's where we are in the process right the B Governor came out with his budget in January he's now come up with his May Revis budget and now there's some negotiating going on and hopefully you know they'll come to agreement by June 15th and the budget will be passed by June 30th and so what you need to know about this budget every budget has kind of their own personality um this one here uh is going to have deferrals cash deferrals and that's a that's not necessarily a bad thing in

092that we didn't receive Cuts right the the state's having a real difficult time and so instead of getting some some budget cuts we're getting deferrals that's really important to us because we keep you support a reserve level that allows us to not have to go to the money changers it's like if if we have to go get a trans uh say a trans a tax revenue anticipation note that's like using the most expensive credit card on on the planet you have attorneys you got uh Underwriters you all these people just to borrow uh you know a few million bucks to get you through the through uh the dry period that we have so anyways thank you for supporting a reserve levels that allow us to um get through uh deferrals that the state uses uh

093on occasion to balance their budget so let's talk about the priorities now again every budget has its own personality it's like a kid right and and it's just about as painful I think to birth a budget um as they are I don't know but I would know but it is painful and and this one here this 2425 budget has significant one-time uh expenditures in it and uh and so when we thought about this the strategy for uh you know uh developing this budget is how do we do this right we got significant one-time expenditures it doesn't make a whole lot of sense for us to to cut and then bring back the following year we um we thought about phasing things but the things that the board has an interest in from the budget study

094session um I got a sense that we wanted that yesterday so let's get it done so we decided not to phase it so here's what we have in in uh this year's budget the facility and maintenance master plan are are in there and we are accelerating some things in the maintenance master plan um our roofs have taken a beating from all of these uh uh tropical storms that we were getting um and we have flooring issues and we got some other issu our sites are over 60 years old so they're it's like driving a six-year-old car they take a lot they go to the mechanic a lot and so we've accelerated some things to to move some things forward in this in this 24 25 uh year and then safety so in this we have

095the O kayak recommendations and cameras and door hardware and ballards and window treatments and alerting systems and fin screening and campus safety personnel and so right there alone safety is 15 million Alone um and that's all one time with exception of the campus safety personnel and we were doing early Ed primarily with universal transitional kindergarten we're moving forward on that there's $9 million of facilities in transitional kindergarten this 2425 year and then um we have some special ed supports we have alternative Ed that we're doing some things with and we're doing the title one specialist instructional block and then also um the education technology um that we're putting in some effort some emphasis in and so um along with that though uh Dr Smith has really encouraged us when we look at things when we're

096looking at budget let's just not keep adding let's have a Maximum Impact kind of uh mind mindset of not of of just Net Zero FTE growth and so we've we've we've really tried to put an effort to make that happen and then we've got some career and college uh Readiness that we're putting an emphasis in so a lot going on in this budget and a lot of onetime stuff in this budget so let's move on to enrollment enrollment the decline is it's it's bottoming out we're we're actually predicting about 124 student increase for next year that's um that hasn't happened in a long time and so that's uh that's really good to see and then in 2425 we are experiencing a decrease in revenue and so that's about 15.6 million that's really rare that we

097see a decrease in Revenue an actual decrease um sometimes it slows down but an actual decrease is very rare So 2425 and you're noticing that's the that's the the the fiscal cliff that every 's talking about with the covid funding so we're experiencing that now it doesn't feel so good but but it is what it is and so um when we look at pensions uh pensions are going to drive expenditure growth and we've got um you know in 20134 there're 5.5% of our budget um in 24 25 they're going to be 10.9% and in the out years about 11% so taking more I say more iable portion of our budget and then Revenue expense alignment so you see here um for many years many years um we have been adding to reserves right and um

098uh which has been a wonderful thing we we do have this 24 25 year where where we've make we're making some investments in uh our maintenance and then um our safety and there was are one time we were turn back to a normal uh kind of progression where we start adding again to uh to the reserves so let's take a look at reserves so of course the state has a 3% requirement and then for Community funded schools the Lao and the and the government Governor government financial officers associations recommends a 177% reserve for U uh Community funded districts and you can see here these are the dollars um you know going um we're over 100 million in 23 24 we'll go down to about 922 million uh of reserves in 2425 and as a percent

099uh that's still way uh way above the or well it's it's above the 177% um recommended amount at 18.6% and so um with that then um Dr Smith is and curs have Financial activators and so when we look at some of the activat we normally look at at this time of year um we're 23 24 we we're looking really good there we have one um category 2425 about the the unrestricted General friend change but that's planned for we knew this was going to happen um and it's an investment in in our facilities and in um in safety and it's one year only 25 26 we go back again to adding to to the reserves and so with that then uh we recommend a positive certification um for the 2425 uh budget okay thank you do

100we have any questions uh trusty Barto and then trusty Murphy um and then Anderson thank you very much um if only we could get a few less reports so we could maybe put some of that back um and ALS seriousness do we feel that the increased enrollment is coming from TK or is it all levels what's that projection so yes uh it's primarily primar the enrollment increase is primarily coming from TK okay yes um all right and then in regarding in regards to our reserves can you let us know how we um compare with other districts and you know I know what the state levels are but I I don't know kind of what I know what the recommended is are many school districts above the recommended no we're this is a rarified place to

102showing the next few budget Years also taking a dip so um with your projections it looks to me very safe to certify this budget as it's only showing the one-year dip and um and I'm confident you're going to be able to get it right back up to where it was next year and you know as we all know with the state of California for those of us who have been here for many moons in the state but budget goes up and down and so there's a chance we're going to see some comeback at the state level in the next few years so I feel very safe certifying this budget especially under your leadership so thanks Jeff thank you thank you trusty Murphy trusty Anderson thank you um thank you and thank you for always giving

103us good advice I think it was really helpful I feel like maybe in like 20120 you were saying that 2024 25 was coming and so we were able to save so much um when we had all of that one time money so thank you so much um I think we're really grateful to you that's why we're in this position um I had a couple of questions just about why we do have a one year that is slightly lower um because it looks like some of the you know Revenue our local revenue is still quite high and is higher it's usually higher uh actual than what we estimate um I was just wondering if if there was a plan to possibly um just for this one year you know um minimize some expenses that may be

104haven't been evaluated in some time um I think I I talked last year like there are some line items for overtime that are like $400,000 I think some of those things maybe this is the type of year that it would be helpful to re-evaluate um I think they could be re evaluated any year but this could be a a great time to maybe tighten the belt a little on some of those um and then I was also the one area that to me that I was just kind of wondering about timing and what exactly it requires is um the books and supplies um section the non- capitalized equipment to me it looked like you know four or five years ago we were always we were always around 17 18 million and then we went up

105to 20 last year year and then our projected budget is 31 and then 31 32 for the upcoming years and so I don't know if that's um new laptops I'm not sure exactly what that is but I was just wondering if like we can possibly do that next year is that something that's essential I don't know what that what those items are because it's not itemized on our you know it's just a line item um and if we were to wait maybe um we would be able to get one of the things that was suggested did I think twice I saw from other teachers was having MacBooks and not just PCS so if we have more money maybe we would be able to do both so I see someone in the back of the room

106I'm probably surprising him but um just kind of thinking through when we have a year like this that is kind of an unusual year are there some things that we could do slightly differently or just kind of rethink yeah I uh yes thank you um I was talking to Dr Smith about about that the other day about how there are some things things that we can do and and we're going to come back to you at first interim with some recommended changes um obviously in a in a budget has uh thousands and thousands of lines um there's a lot of dollars there that um you know people will budget and they'll say hey I need 15 but you know maybe I should budget 17 just to make sure I'll have enough and so as we

107talk with people um we're going to be uh going through that and we'll come back to you with a recommendation at first interim and hopefully be able toing bring some of that that budget down and then um I do know like for example on uh the that uh equipment piece um you know there are some some mac things that we are trying to do I know Awesome's been working on that and so we're hopeful we can um make that more uh readily available as a platform that would be great yeah and I think just like the budget process overall right for all of our departments I think we've just been we have so much the past five years and so it's just been kind of like everyone makes a budget that's aspirational so just I

108think for a year like this it would be great to see just a little bit more kind of discretion coming from some of those so thank you this is wonderful trusty we thank you um Jeff thank you so much for this and for your financial stewardess um if that's word um over the last four years um I just really want to say this is uh the fact that we don't aren't in trouble this year um like other school districts and cities that are all looking for how are they going to be able to pay their bills um come the end of this year and next year so for us to to be here in this position is a good Testament to you and your and your team so thank you um and then I do

109have a question after all those accolades um you normally have a good commentary on pension costs and how that's driving future expenditure growth um can you talk a little bit about what the state has said or not said about paying down any of those um mandates or um funds and then I notice also um that a steep incline I guess from 25 to 27 is that an increase in the fact that we've got more people retiring or they're just requiring more money from us so it has been Crickets at the state level regarding pension um uh support and and for us as a community funded District pension support is is a win it really really helps us when the state supports uh pensions and so with that then um what you're seeing is the rates

110are it's not actually because more people are retiring uh it's because the rates are going up the way the model that they have they're showing that they're going up pretty um uh heartily in I want to say uh 26 27 so you're seeing that that that rate that line is is bumping up again so so we could hope for uh more support and as you talk with the governor um be sure to put in a good word do that yeah I'll get on off calendar but thank you thank you no um this is great um my questions thank you okay um I have a couple of questions or com and comments uh so for one um I do know that we were when when I was at State Delegate assembly a couple of weeks ago

111they did say that the good news was that stirs was only going up 37 % this year so that's great um and but apparently you're projecting they're projecting a higher percentage increase for sters and then there's also for Cal Pur which is different but we also are involved in that correct okay yes um so are there two two questions um are we as a district and an Administration are we sending the message of frugality to our departments and such across the board because I I do think that that's always a good thing and I know that you're you're good at that it's just that we've had so much funding from the federal you know with Esser funds and all this like we've been flushed with money postco but now we're we were anticipating a Slowdown

112with all that and so is that messaging out there throughout your departments yes Dr Smith has been really helpful in emphasizing that so it's a it's a mindset it's a net growth mindset yes and so we did make some progress um this year we directives came out to say Hey you know your budgets we want to we want to make sure that they're not um how do you say that if you're uh coming in with a budget that's overestimate actual for the previous year we want to make sure that you're justifying those dollars and so um for the most part we we did pretty well on that there's some more we can do and so we're going to look at doing that more Yes actually there was a bubble that said Net Zero so thank

113you for that and how about inflationary projections how are we doing with that as far as strategic planning are we getting any numbers from the state or the Lao about inflation for next couple years uh I think we've probably seen the worst of it you'll see the the Laos predicting uh you know inflation for at least what we call the the government CPI of of around 3% so things are getting much better um in that regard okay and lastly for the purpose of The public's information and education and awareness what is an example of significant onetime expenditures because youve used that term a couple of times so one a big example is the safety things those that's 15 million Alone um if I understood the question correctly um and and then also we're accelerating um

114some of are Roofing and our flooring uh because we've had candidly with the the uh atmospheric Rivers um we've had situations where We've Got U teachers that are really distracted because they've got trash cans capturing water in their classroom it's it not and we can't have that we really just cannot have it and so I know uh m is working really hard to accelerate some of those riffing projects for this year is is utk one of them as well and utk yes so we have 9 million uh slated for utk um facility expansion so we're placing 14 um uh Portables and places that need them and so that's a a fairly large onetime expenditure also right thank you so much excellent job thank you all right so 19f public hearing for the 20242 all funds

120working for you it's GNA there we go there we go okay good evening president crane members of the Board of Education Dr Smith and guests here this evening thank you for the opport opportunity to present tonight I'm here to share with you about the adoption of the open SED High School science curriculum as well as um information around our advanced placement Tech textbooks for AP Statistics and AP Psychology um these curricula were placed on 30-day public display display at our last meeting and tonight we are asking for final approval the opsed high school curriculum offers a comprehensive ngss aligned three course model this model includes biology chemistry and physics integrating Earth and space science throughout it provides students with rigorous real life phenomena based uh learning opportunities aligning with the K12 frame workor for Science

121Education a phenomenon driven ngss instruction engages students in real world problem solving it Fosters critical thinking and equips students with the skills needed for success in college and in stem careers additionally it's worth noting that our middle schools have successfully adopted open Sayed and this will continue to benefit our students journey in high school as we have an aligned curriculum in middle and high school as you recall the process to adopt new materials began last school year where teachers piloted and evaluated multiple High School science curricula it was decided that at the end of the 2223 school year um that we would narrow our Focus to open sad and extend the pilot to more teachers and additional units this year we've evaluated additional units of study in open Sayed and the pilot was open to

122all teachers and included comprehensive professional development curriculum materials and tosa in-class support we piloted biology chemistry and physics using opsed and in this spring we conducted a consensus meeting with nearly 100% of the pilot teachers in attendance at that meeting to come to consensus we use the equip rubric to use to evaluate open Sayed and consensus was achieved with the understanding of ensuring robust continued teacher support during implementation to support the imple implementation of the new curriculum um we have planned a summer professional development launch in August focusing on the instructional shifts of ngss we will offer ongoing training before and during each unit of study structured teacher collaboration time and support from opsed certified facilitators and our wonderful secondary tosa additionally we will provide reliable pre-prepped instructional material kits um to M and we

123will maintain an online uh secondary science Hub with centralized resource for ease of access for our teachers um so just a little bit about the advanced placement textbooks that we're also considering for um approval this evening um for AP Psychology we will be um seeking to adopt Meyers psychology for the AP course and for AP Statistics we will be seeking to use the practice of statistics for the AP course um these updates are updates of the additions of these textbooks and simply ensure that our students will have the most current and effective resources for those Advanced courses thank you for your attention I'm happy to answer any questions you may have about either open SED or those AP curricula just these any questions all right do we have a motion to approve the secondary science

125to you a recommendation for a set of instructional materials and Mathematics that would be used in kindergarten through fifth grade we've had roughly 30 teachers involved in this process and I'd like to turn it over to Dr Hernandez and her team to be able to share with you the thorough process that was utilized to go through and identify a set of materials that we think will be fantastic at the kindergarten through fifth grade level so Dr Hernandez good evening president crane members of the board superintendent Smith staff and guests tonight I will provide some background about our recommendation for the board to approve the adoption of illustrative mathematics for K5 joining me for this presentation are two teaching and learning tosas Sarah Bartell and Jola dormitorio and two classroom teachers Karen winter fifth grade teacher

126from Wilson and Katie danahe first grade teacher from Harborview the current elementary math curriculum is Bridges and Mathematics for tk5 we have now used bridges for 7 years and sixth grade even though it's an elementary grade in this District adopted illustrative mathematics uh with Middle School in 2019 and will continue to use it so now I'd like to introduce Sarah and Jola to tell you more about the process we went through this year um as to says they did an excellent job facilitating our committee hi good evening thank you um we just wanted to do a brief overview um as you can see from the infographic this is um just an overview of the in-depth process that our adoption committee participated in this school year this flowchart outlines an overview of the process we use

127to select the programs to Pilot as well as evaluate and we're briefly summarizing the steps we assembled a math committee composed of 26 teachers with representatives from every Zone every grade level TK through five and special education all teachers who wanted to be part of the pilot process were accepted and our first responsibility as a group was to create an evaluation rubric that aligned oh excuse me that we then used to evaluate the four Publishers chosen to present to our pilot committee this is explained in the next process uh in the next slide of our process using the evaluation rubrics the team narrowed down the selection to four Publishers each publisher was then invited to present to our committee about the instructional materials alignment to standards and mathematical practices as well as additional components of

128their program that were provide a rigorous and robust experience for our students using the EV excuse me using the evaluation rubric again to drive their evalu evaluative decisions teachers participated in collaborative and comprehensive analytical discussions to reach a consensus for the two pilot Cycles the two programs chosen to Pilot were hop and Mifflin hardc cours into to math and imagine learning illustrative math classroom teachers were then trained on materials and online Resources by both Publishers parents were also informed that their child's teacher would be participating in a math pilot and were given access to materials for review the data from lesson evaluations were reviewed by the committee at the close of each pilot at the conclusion of both Pilots the committee met to compare data on both programs we pros and cons discuss the strengths

129of each program and come to consensus it was an engaging process with professional and thoughtful discussion the commit the committee recommends illustrative mathematics and I'm going to tell you a few of the reasons why so this thinking map illustrat some of the reasons why the committee recommends illustrative math including im's student- centered and problem-based approach engaging centers and games and the way it elevates mathematical best practices another benefit will be the continuity our students and staff will have from elementary to secondary at this time Karen and Katie two of our teachers are going to share some additional details about the program thank you uh my name is Karen winter I'm a fifth grade teacher at Wilson Elementary and I've been teaching in Newport Mesa since 2009 teaching since 1990 um prior to teaching fifth grade

130I worked as an SII or specialized academic instructor in the district so I feel comfortable speaking to how this program supports uh not only my fifth grade but students that have special needs the program itself is problem-based the design is simple students start with a warmup complete activities and problems and finish with a cool down the activities are complex problems designed to challenge thinking and encourage students to discuss with their peers uh my class had a positive experience piloting illustrative overall and some highlights from my perspective would be uh the warm-up questions were posed in a way that allowed all students to participate in small group discussions and share out their thinking uh from my special education perspective I can attest to the fact that even my students that have IEPs were able to participate

131access the content and feel successful students enjoyed that they had opportunities to think and share their thinking in a small group before possibly sharing out with the class uh in my class I saw benefits with students using mathematical language English language Learners were able to have discussions with their peers and and also students challenged themselves to try to solve problems in different ways so that they could be the one to share a unique perspective to the class finally I want to report that as I am currently writing report cards I um I can see as I was able to retach a second unit using ative these last few weeks that there is growth across multiple mathematical standards in my students I know that many students will be pleasantly surprised when they see their grades this

132term but more importantly I feel that they are more confident and better prepared to persevere through complex problem solving thank you hi my name is Katie danahe I have been teaching for 14 years and I've been in Newport Mesa since 2011 I've had the privilege of teaching in at multiple School sites across our district including Pomona Davis Lincoln and now Harborview I've taught kindergarten fifth grade and now first grade I'm also a parent of Four elementary students in Newport Mesa so I have a vested interest in the curriculum that we adopt I am the product of the just memorize it generation of learning math I still remember my favorite teacher you ready multi-sensory here teaching me the catchphrase when learning how to divide fractions don't ask me why invert the right and multiply and that

133worked until it didn't and I I wasn't it wasn't until I learned how to teach math effectively that I finally believe that anyone including me can be good at teach at math um I was fortunate enough to have an extensive training in math instruction practices at Newport Mesa as a math fellow over the course of several years when I started teaching illustrative math it became apparent that the cognitively guided instruction practices that we were trained to implement um in our instruction are actually embedded in the curriculum the curriculum brings high quality uh in math instruction to all students and teachers across all School sites it will also streamline learning progressions for all students in elementary and secondary education um the teacher compon oh let me move this the teacher components include traditional print elements as

134well as a robust yet simpl to use digital platform each unit provides a learning narrative learning progression and learning support video to give teachers the background knowledge they need to confidently teach each unit of the curriculum this is an essential and Powerful support for teachers who move grade levels or School sites and they are also prepared they are also prepared teaching slides that integrate that are integrated into the digital platform which makes it easy to present to students right away each teaching slide has teach teacher notes that are clear and easy to follow which empowers teachers to guide student learning the lesson design starts with a warmup that engages all students in the content by Pro by inviting students to do something like a coral count ponder about what they notice or and wonder or

135Reason about what does not belong in a given set of images numbers or equations these lessons also frontload students with what is ex what to expect in a way that develops students executive functioning and planning skills the lessons all include engaging interactive activities to take math off the page and get students interacting with each other to build academic discourse through communication collaboration as well as critical and creative thinking opportunities students have agency to choose from a variety of strategies that meet their developmental needs and progress them from concrete modeling to efficient strategies using algorithms um here are some examples from my from student learning in my first grade classroom the first image is of a student using unifix cubes to help him reason about a math task the option to use concrete modeling helped him

136to explain his thinking with words the second image is of a student pointing out a pattern he noticed in a coral count we did as a warm-up students were tasked with making observations of what they noticed and wondered about the count this is a very low stakes way of engaging students in mathematical thinking at the beginning of a lesson and scooping them them up right away in a learn in the learning the final image is an example of an anchor chart our class created throughout unit five of the first grade unit for adding two-digit numbers I labeled each student strategy with a student's name so that each student or so that all the students made connections and took ownership of the strategies this really illustrates how this curriculum Builds on student understanding in a very

137purposeful way as you can see we added the academic vocabulary right on the anchor chart so that there is a context for understanding and students use those words to describe their own thinking this is so powerful because students are able to test out strategies that are developmentally appropriate for where they are in their in the learning progression meaning that if they're not ready for the algorithm and Alex's strategy they can use ell or Grant's strategy um or another one that makes sense to them overall the illustrative math curriculum truly develops the mathematical understanding in a deep powerful way that will ensure that students are not left asking why an algorithm or a trick works because teachers are given the necessarily the necessary tools to effectively teach mathematical practices our students need to succeed across our

138district I don't know if I can top teachers but I'll try um so in addition to all of the great things you just heard from our teachers the platform comes with access to online practice and support through imagine math so illustrative mathematics the curriculum is public by three different Publishers so McGraw Hill is who our grade six and up use but that is actually not available for K5 so the publisher we're going to use is illustrative math and part of what they offer is a whole Bank of resources that accompany the curriculum and we really liked all of those tools so the program imagine math aligns to what they're learning in class and provides independent practice opportunities at home or in the classroom and for grade three and up the platform includes the support of

139an ond demand team teacher to help if they get stuck on a problem the teachers are available in English and Spanish and it's a secure connection where uh the child types you know I don't understand this problem and then the teacher comes on and models or gets them through that hurdle uh in either English or Spanish and it's a great tool for students that need support and that particular platform can go um to remedial if they're maybe they're in a fractions unit and a child doesn't have some of the prerequisite it can level down to build up some of those skills but it can also go to more advanced level so it adapts to the student and sends them on a pathway within a given set of Standards um in addition the Imagine Learning platform

140has additional practice problems that can be printed or done online it has a robust assessment system and so it has a lot of additional supports that we feel will help our teachers and our students access the curriculum and if adopted we know that our teachers are going to need training and support so we used input from our pilot teachers and we have a tenative training and support plan that includes initial training but also what we're going to call math Mondays which is a series of opportunities on Monday afternoons where teachers can come uh at first for support Q&A where do I find this resource what do I use for homework how do I access imagine math how do I look at my data all of those kind of troubleshooting opportunities but then also a training

141series to go deeper into all the different elements of the program and the math practce IES themselves and pedagogy so last month you approved the community review and an email was sent to families informational in information and uh the actual curriculum was made available digitally and in print and uh I sent the board all the comments that were submitted from the community tonight it is recommended that the Board of Education approve illustrative mathematics as the instructional materials adoption for K5 uh using the publisher Imagine Learning thank you for your consider consideration at this time I am happy to entertain any questions okay thank you so much uh trusty Pearson followed by tresy Barto wand thank you thank you for all the work that went into this adoption or bringing the adoption to us thank you

142um I did get to look at the consumables and I did have a few concerns um one of them is getting rid of the basic facts Al together um I I'm all for the com Lex problem solving I'm all for working together and getting kids to understand the concept of math but I'm afraid of I'm just afraid of the fact that we want to get rid of the facts altogether the kids need to know their multiplication facts and they're adding so what are we going to do like will there be supplements for the teachers um with some of these basic facts that they can they can go back to so in addition to the the actual curriculum itself there are four different places to find more practice problem so there's a set B to everything

143that's in the curriculum would be considered the set a then there's also a set B online that teachers can access then there's also online centers where they're practicing math fluency through some of those Center games and then there's also printables which is an additional type of um page that they can get more practice problems and then the Imagine math platform so we're not we're definitely uh not abandoning kids solving problems and by the you know we are going to be closely monitoring student progress within the the platform you know by third grade they need to meet those standards they need to be able to multiply so we're definitely um going to work with our teachers to access all of those available resources especially for students that need more practice perfect and the other question I

144have is um is there supplements for rigor I mean what can we do for those those Advanced Learners um yeah so we've been um really digging into the program to look at what we can do especially like when we think about some of the things we're doing with our gate cluster model and some of that and there are two really great opportunities in the program so the center games that are part of each lesson have three stages So within a certain standard there the teacher can actually assign and say you know this group of students we I want you to do stage three which would have bigger numbers you know deeper thinking more you know opportunities for them um so that's like within the core program and then additionally there are stem application tasks for

145each unit so um which are pro problem-based project-based tasks that students can do that are kind of extensions to the learning so if you have a child that's already mastered a unit and you're looking for something to take them to that next level um there's a task for each each section of standards that they can do um in a group or individually thank you yeah brto thanks okay thanks very much I really appreciate learning about the additional um Bank of stem activities I think that's going to be really awesome um I have three questions um what kind of I saw that you were going to do have some opportunities for professional development like what will those opportunities include so there's two different things that we're planning so one is actually about the materials themselves so

146teachers actually learning the lesson design learning how to access the data online after a child does an activity in the platform learning about the the actual you know implementation of material so that's level one but then we also have been working with a consultant to do more of the PED pedagogy and content knowledge so there's both things have to be going concurrent so it's going to be kind of in phases the first step just learning the materials supporting teachers making them successful with the initial implementation then we get more into actually content knowledge and getting our teachers to understand because our teachers didn't learn math this way in Upper Grade and so our teachers need to also understand I remember my my son coming home with a division problem that was in this like Square

147thing and you know it wasn't the typical long division problem and I didn't even I I was like what is that and you know so we really need to get our teachers up to speed on understanding all the different ways we're asking kids to solve problems so um you know there's definitely going to be two trains going at the same time the pedagogy and content knowledge and then the knowledge of just the materials in the program thank you and will this then include some guidance on when to use those additional like videos and supplemental materials absolutely absolutely right thanks and then the last question is just more of a practical one um what's the plan to stop kids from like spamming the tutors and imagin math because I just think of some of the fifth

148graders in my that I that I well they're not in fifth grade anymore but what people I know were like in fifth grade and um that would definitely have been something that they would have used in like they would have started maybe asking the question and quickly gotten distracted I asked the same question of the publisher that's so funny yes I was a former fifth and sixth grade teacher so um one of the things that's really great is that all the interactions with the teachers are recorded and the teacher actually gets a report when the child accesses it so anything like that that happens the teacher gets a a report from the teacher online to say this child you know little Michelle was on the platform and she was this is what she said to

149the teacher and they'll actually get the teacher will get a transcript of what happen so that the teacher can address the concern that's awesome I really appre appreciate that and I things similar to like go guardian and just be able to hear from teachers when my students you know not really participating the way they should absolutely and that's one of the great things too is that we'll get usage reports we'll get to really see if our kids are using it and they have videos to teach the kids how to use it so because if kids don't even know the resources there they're not going to know how to use it so it shows them if you get stuck on a problem here's what you can do here's where you can push this question mark and

150all of that kind of stuff wonderful thanks very much thank you trusty wean and then Anderson so I um was a parent that participated or in volunteered not really volunteered but my child participated in this and from a parent perspective and I'll just state it I I didn't like it and because I had twins and one was doing the old one was doing the new the new obviously didn't come with homework but I hear that there will be homework and those types of things um I I was looking at it thinking like God there's just not a lot of like things going on in this math compared to what I was seeing in bridges um and but I don't know because we don't have data on how those kids did that were on um you

151know the new uh program ustra illustrative math versus Bridges so I mean I think that would be a great data point at one point to see okay so did they actually perform better on the Casp or did they not um how did that that look and um so however then as I'm talking to you and and the teachers that piloted this um there's more inform more to the program than was I guess piloted or or seen um so that actually makes makes me happy and it does seem that there are you know rigorous homeworks and and homework and even when I was talking to my child today about it she said oh it's a lot harder and I was like well well that's I was like is that what your teacher told you or she

152goes oh I love it cuz it's harder I was like that's that sounds like something that wouldn't come out of your mouth but um it was great I mean and they appreciated the color copies of this so anyways that was what children liked about it um one thing that I guess really concerned me though is the roll out the roll out of starting it next year with everyone um because is the training on 611 and 7:23 mandatory so we have we have a couple of different options so we we're offering summer training for teachers that want to get into it early and dig in um all teachers will have access over the summer and then before school starts they have District PD days and that's when they'll get the initial training and then November 1st

153another training and then on we have the Wednesday minimum days and the after school opportunities so that's pretty typical with like a curriculum rle because you don't actually have it in your hands and have the full online access until you purchase it and so that's where we're kind of you know we're going to be rolling it out and and purchasing and then putting it you know out there and you know getting training kind of concurrently so will teachers some teachers might the first day of school have a new book that they open for the first time no they'll have the before the first day on on the August PD days which is be you know a week before school starts they'll have a full day training okay okay so they'll have a full day training

154of a curriculum that they have to teach the whole year okay so I think my my I mean it's a and I understand there's going to be trainings in September as well I think it's just is there a is there a better roll out I'm just thinking like the first year is going to be just troubling right it's going to be hard and there's going to be kids falling by the wayside there's going to be you know con you know teachers that are going back to their you know old old materials because it's comforting to them so is that that just the nature of rollouts or is there any better way we can so I will tell you that we did a tenative like of course pending board approval we did a sign up for

155trainings for the summer just to get an idea of the interest and we had very high interest we have a lot of teachers that are attending in the summer and they will all have online access to like a demo account before they're rostered to start digging in so that's one thing that we're doing a little differently than we've done with other rollouts is actually getting getting them the training before the summer um it is kind of the nature of a roll out because you can't really start into something until it's adopted and then you know when it's adopted then you've got to roll with it and that has to be the program in the classrooms so that is just kind of the nature of it they will not have bridges any longer um and from

156our pilot committee our pilot committee actually got less training than our teachers will have in order to teach it and so our pilot committee um would had no problem teaching it now it it wasn't certainly to the extent that we're going to eventually get to with our teachers but they had enough enough to really get into it and actually reported that because of all the updates and resources it was a lot easier than Bridges CU Bridges has not kept up with providing ancillary support materials or online support materials or videos or any of that and there's a lot of support for teachers that's embedded and you know the training will really focus on that first unit and really preparing them for that first unit so that as and then they get in a rhythm with

157the lesson design and um usually the first unit of any program does a little bit of spiral review of the previous year so it's not the most high impact standards and so that gives us a little bit of time a little bit of a cushion to kind of onboard our teachers and get rolling but it is it is kind of the nature of curriculum adoption okay yeah I think that was that's I think I'm by no means do I like Bridges I just that was what you know was the controlled specimen over here to my right um compared to the new one um and I I do you did tell us and tell us a little bit more about why Bridges is no longer going to be ex basically or that they support a district

158like us I think you commun yeah we you know about a year and a half ago we started to you know obviously we want to do something about math we've looked at you know as we look at data as we look at things we want to provide support for our teachers in math and as and we reached out to Bridges and asked them you know the the last adoption cycle for the State of California was 2014 so that's 10 years ago what updates have you made can you provide training have you Pro updated your online platform all of these ele elements that we were looking for to kind of revamp and restart with Bridges and they really didn't have the infrastructure they're a very small company um they aren't a company that was adopted widely

159so that kind of drives when you have a big company and they're adopted widely they keep up with support local Consultants all of those kind of things and so we realized that we're paying every year for this m these materials we're not in contract with them for really outdated stuff and they they were not willing to really partner with us to keep up and so that's why we had to kind of say okay what are we going to do about it are we going to look at new materials are we going to try to revive Bridges and we made the decision with a lot of teacher input principal input to really press reset and and really get something that's high quality that has kept up with all of the digital components all the support components

160the videos all of that kind of stuff thank you and then one last question so for I mean this program sounds amazing for starting in TK or K and then going all through and you know how to do their project and their work what about someone starting or children starting in the middle of this this math concepts where will the concepts that they are learning be in the same way in way in ways that they were learning it in bridges I know you said it's common cor standards but is there going to be even more catchup for maybe kids that didn't even get bridges in before yeah the lesson design in bridges and the lesson design in this are very similar they have center-based games they have you know a a more problem-based approach so

161some of the instructional approaches are really the same I think you know for any child that hasn't been kind of taught this the way the standards layer on top any child that's missing any of their prerequisite standards we're going to have to go back and do some retach and and really press reset on some of that I think the power of of get updating our program is that we're going to have more advanced assessment tools to really find those areas where children do need a ret so that's what one thing that brid just didn't have is some updated online I mean with the power of AI and all these kind of tools now that we have to assess kids we really need to be looking at exactly which standards they need retach in and then

162supporting them and that's also the great thing about having that computer adaptive supplement is that it says okay fourth grade class is on this unit of fractions but there's this second grade fractions onboarding skill that that little you know Christa doesn't have we need Christa to do some more practice problems to bring her up to that so of course it's a work in progress but that is one thing that we definitely see a lot of potential in is the assessments oh that's great it's like something you can take in the beginning of the class so you as a teacher know where everyone's at exactly awesome yeah thank you thank you trusty Anderson and then U thank you um I am very excited as I think I shared last time to have curriculum that is aligned

163through our whole Continuum um and one of the things I've asked in the past and I think I would like to see with this roll out I love the math Mondays for teachers I think that's awesome I would love to see something similar to that for parents I think in the past there was you know yes first best instruction but we have parents who want to be involved and they care and they have a lot of questions and so I think I was looking at the resources I really like those I was looking at the centers of navigation tool it has like the connecting cubes it has pattern blocks I taught I know what those mean people who aren't teachers don't know even what those those devices are or what a manipulative like they don't

164know and so it would be really wonderful if we could have um something that connects a what all of kind of I don't know if they have a website that has kind of like here are the tools you're using for this grade but then also connecting them to the state standards like I'm I'm not as concerned I think the standards for each grade are what they are so as a teacher if you're teaching second or fifth grade you know in this year here's what we're going to be learning it's just different tactics and so I have heard from a ton of parents who don't know what the standards are they don't know what their child should be learning they don't know oh gosh my kid is in second grade but really they already know half

165of the fourth grade standards and they could tell their child look you're really great let me give you something to accelerate at home so I would just like to see with this a lot more of that connecting communication family engagement because I we there was a a math night at Victoria and the whole MPR was full and the parents were like oh I had no idea this is what the kids were learning so I think it will reduce the stress with the facts because the teachers are already teaching facts you don't need a book to tell you okay now we're going to do facts so I just I think the communication piece needs to be really ramped up I think this it sounds like this curriculum already lends itself to that but I think within

166our district we have struggled particularly with the math communication piece so I would really like to see us ramp that up particularly even now like we're getting new curriculum this is what it's going to look like over the summer if you have time your child's going into second grade here are the standards and making that a friendly um not just the State website where it's like you know a list but something that we create that the parents can have um a greater understanding and feel more confident thank you absolutely thank you for the recommendation we will deliver oh I also wanted to ask one more thing too um I was I've been at a couple of schools recently and noticed these massive bins of all of the um curriculum for science or other things that

167aren't being used anymore are we do we literally put those like in dumpsters are we giving them to other states or places that could use them they're like billions of dollars worth of curriculum yes so uh our science the bins are for the science top we have not discarded any math because the board has not um taken action yet but those bins are for the science textbooks and although they are absolutely ancient um they do still have value for districts that are using that and need numbers for Williams and it's already out of print so we do send them back to the warehouse we don't put them in dumpsters oh great yeah the bins are because uh the maintenance department is going to pick them up wonderful thank you it's not a cemetery yeah okay

168good definitely all right uh tryu yeah I just had a couple quick questions thank you so much I love illustrative math and I'm a fan um the demo accounts that you mentioned um because I do agree with um trusty W get like the rooll out to the teachers and their proficiency and competency in using it is what concerns me the most like quickly um you said that if they you had high interest in coming to the PDS over the summer um but can the demo accounts go to everybody even if they don't come to your PD in summer okay so everyone will be able to we're going to make that available like um you know after the way it works is after board approval we'll put it in for purchase which will happen after July

1691 and then so it takes time to actually get the materials and then it takes time to get rostered once the year turns over to the kids new grade so they won't have that access for a while so we will have have a demo account for everyone okay so those teachers can get familiar with it even if they can't come to and then there's also videos so like even if a teacher couldn't make it to the training there's a platform where the company has provided a ton of onboarding videos and resources so you don't have to go to the training you can like do it at home on your own time great and um agreeing with um trusty Anderson I I am and have been that parent that every year I'm like what should you

170know in second grade what are you supposed to know in sixth grade math I have no idea um and I think the average parent has literally no idea so if there are any tools from illustrative math that do that just grade by grade just like overview like when should you be able to add numbers in the hundreds I like I just don't know so I think simple checklist yeah just some kind of checklist we're working on tools like that for um all of our for actually for ELA and math to to provide to parents we we know that's an area of need awesome thank you of course thank you uh I have a couple of questions anyone else before okay uh what what other neighboring districts are are using Im so right now um Saddleback

171is has adopted it and they are using it and we've been spying on some of their resources and and their roll out um and then there's several other districts that H that are kind of looking ahead of the state cycle like um we've heard that Tustin is planning to Pilot We Know cappo has adopted not IM but another program so um more and more districts are starting to like just basically say we need new materials um but we know that we do know that in the area Saddleback and then um out of the area there's some San Diego districts so the company is um also able to connect conect us with other districts that have done their roll out to kind of look at Lessons Learned and look at their roll out yeah I think

172that's why I was asking it's always good to be able to see what what's happened ahead of us so we can anticipate and then um how long has it been around um at L verion the version that we're we're going to use has it this version uh I believe was revised in well it's this the version that is the full color like this company's version is is hot off the press the actual problems like are from illustrative math and so those have been around for a long time um they were written but you know the authors of the common core standards came out with this curriculum as a you know a complement to show people what it's supposed to look like and the intent of the standards and so but this published version is actually

173the brand new our pilot teachers didn't even teach with this color version it was more of a black and white version and so they've enhanced this um actually like this is the the 2024 version okay and then true or false miss this is a public com comment that was uh submitted by a parent this program does not seem to cover all first grade my child is in first California math standards it also does not offer a lot of practice per skill true or false put me on the spot um I would say false I would say um you know this program has been shown to meet all of the standards in the grade levels and um has had uh very good reviews from you know independent reviewers so I would say it does meet the

174standards of the grade level I would I would kind of challenge to say you know show tell me a standard that you're not seeing and let's find it let's look at those practice opportunities and then um like I said before the practice opportunities look different I know the workbook looks like it doesn't have it's not traditional with 50 problems on one page it has less because you're supposed to draw it and write about it and do more with it but there are those setb printables the Imagine math so there's there are supplemental problems it's just we have to make sure our teachers know how to access them and those are outside those wouldn't be considered you know part of this Core Curriculum that illustrative math that the authors of illustrative math wrote These are supplements

180want me singing and didn't think it was funny that I brought it up um but but this is what's cool that Noel does a great job driving a bus but it's more than that it's how she engages with kids she allows them to draw pictures and they're all over the roof of her bus kids can make personal messages of positivity on her bus she knows every kid by name and knows their birthday and celebrates their birthday every day without being prompted that they have one that's the kind of connection that's meaningful it's not about just driving the bus that's also there it's about those personal connections that gets kids to graduate that gets kids to get Angel Scholars um and the like and then this was mentioned earlier but had a chance to spend some

181time with Sally uh at her retirement and I'll tell you what what a absolute blessing to this District 47 years in the district um she wouldn't be leaving if if her health um would allow her to stay um her husband would even support her staying he's still working he's 91 right 91 he still works full-time in travels he would support her working he told me at 6 uh but but she's no longer able to do that that's the kind of historic commitment that makes this District special and so to everybody out there listening or not our kids wouldn't be crossing the stages or receiving the envelopes they are without you you matter so thank you very much thank you Dr Smith and a thank you to you I just I go meeting trusty Anderson we'll

182start with you and then walk and then move down sure thank you um I will also be very brief but I was able to attend the um third grade uh dual immersion um Spanish per performance at Whittier Elementary and then also the sixth grade promotion and the sixth grade promotion was so amazing the kids the teachers couldn't stop crying they were just they had been committed to the this small cohort for so long it was just amazing to see um and it was a really large group and so I'm excited to see the progression and then this year will be the first group of 8th grade students going to Newport Harbor so I'm just I'm really proud that we have that program I'm excited that hopefully maybe one day we can expand it but um

183it was just really wonderful to see the the group that started in kindergarten is now going into high school and all the opportunity that provides um and the parents were just exceptionally proud so it was wonderful um darn I had so many highlights this month sorry I have to at least touch on some of them um first the I was an honor to be at the cdm's um letter of intent for our college players 25 athletes at CDM um it was it's just amazing and it's just heartwarming and it's just fantastic um another thing that I've loved doing since my kids were in school was to be um a judge at our senior projects at CDM um I know they've tried to get rid of it for a little bit after sitting there all I

184mean all day it's an all day commitment and I would do it every week if I had to um it's just an amazing program it's great to see I mean some of these students could have been doing presentations for apple or um IBM just amazing um and again another you know it's a testament to our teachers and how hard everybody here is working um to get that level of Education to where I mean above exceed exceeding um many schools so that was fantastic um battle in the bay was just a probably one of my favorite highlights I walked away I know these these water polo players play literally in Greece and Croatia in the waters but they were right here in Newport Beach in our Bay and that was just extremely special um again I

185walked away thinking thank thank goodness that we live in Newport Beach um the orchestra Newport Coast Elementary I say it over and over again they must have a hundred students particip pinning in their Orchestra up there um and they sound good so it's just an amazing amazing program um and again a testament to how great everyone is doing um a lot of spring performances our music teachers talking about going Beyond um our elementary school um music teachers and I think I even saw tamber they were even on Saturday at about um at the bbo island parade with students with the marching bands um and it's again it's was extremely fun to see and our and our teachers there taking their time on Saturdays um or Sunday whatever day it was it's all it's all colliding

186um yeah I know right all the days running together um I just wanted to say thank you again to uh my instructional assistant for special ed and Terry at College Park we were laughing afterwards because her name is an Terry and I think I said Terry an like three times and um but she said that happens to her all the time so I don't I don't I wasn't quite as mortified but um she does an amazing job uh in special and supporting her students in second grade at uh College Park and I just want to thank everybody especially Sarah and her team who really um do do such great training of our AIDS and make them feel so supported and doing such a great job with our students you could just see it and feel

187it when you're in the classroom so thank you for that um and yes a Awards night custom Mesa High School Mustangs award night custom Mesa Middle School Mavericks award night um senior Awards night they were all amazing um senior awards at Costa Mesa High School are really very special it's like 300 something students in the senior class and about close to two-thirds of them are receiving an award um so that's always so great to see um you know going off to Great colleges uh the camaraderie and support in the room all the kids cheering for for each other um it's just the end of the year besides being very busy is uh is so great to see where our students have come from and where they're going off to uh with a lot of joy

188and um and clearly the right skills to get there so that was great and then um one more thing so I would be remiss if I did not thank the lindfors again for everything they have contributed to uh Costa Mesa um to Costa Mesa Middle School and High School they are just a joy and um so I got to be there for their for John Lor's last choir concert which was I know um which was last Thursday and it was magnificent uh I will say it was it was like the greatest concert ever everyone in the room was kind of teary um even if you'd never met him before you were tearing up um he had students fly in from all over the country alumni from from all over the country flew in um he

189had an he has an Emy and award-winning student like an alumni student um in his yeah so they were all raising their hands from where they were from all over the country and what they're doing now and it was just kind of it was really amazing so um I'm super obviously happy for them and their retirement they definitely deserve it but um Costa Mesa is definitely they're losing a a gem and terms of uh teaching and love and support of students students were just didn't couldn't say enough great things about them um I also got to participate one last thing um from on the Costa Mesa High School Foundation side um we were able to create a uh Lin Forest fund for the Arts so that is going to be part of the cost Mesa

190High School Foundation um I'm not sure if I can do this legally but if you're searching around on the internet for the cost of Mesa High School foundation and you feel like you want to uh support the lind Forest fund for the Arts uh it is there up on the Internet so there you go um all right so as I mentioned earlier I was um pleased to attend the csba delegate assembly um on the 18th of May and the legislative committee zoom on this past Monday um and I've been enjoying all the award ceremonies and recognitions it's really great to see um all these impressive young people um I was enjoyed attending the Early College High School graduation and I'm looking forward to attending um all the upcoming um graduations this week including um my

191um my youngest who's promoting from Heights so we'll officially be out of Elementary and this is an exciting time of year um it's really fun to see all the activities and and graduations and although I was not at the ly for event I did have the privilege of driving truste Murphy to procure the flowers that were then given away at the event twice twice the performance was sold out twice so I had to present the same flowers times so I feel like I was there um and so I'm excited tomorrow is Twinkle promotion and then um Thursday is Estonia graduation so I'm excited for those um events and um just congratulations to all the kids who made it through another year y teachers um the highlight of uh the last couple weeks for me was

192going to the Newport Harbor um High School senior Awards night and it was just wonderful to see um all these kids come through um you know our school district and and what they've achieved um they ptas that give out you know Awards and scholarships and one was given out by an the actual kindergarten teacher that had these students in kindergarten and now they're you know graduating going off to their school and so that was really really meaningful um at that awards ceremony they gave out around $500,000 worth of scholarships so that's huge um and of course there was your angel Scholars um which was is just so wonderful to see but one thing that really struck me was the amount of um students going into the armed services and there was actually three members going

193into or students going into the Marines and two of them were females and I thought that was um such a test Testament to to kind of the way the society is now that you know anyone can do anything so it was really awesome to see and I can't wait for graduations to come great thank you uh let's see the the soccer classic happened last week and we'd like to thank Kuma United and especially Brett Eckles and Macintosh it's a lot of work and it's just hundreds of our kids out there being outdoors playing and learning about sportsmanship and uh so thank you to C Mesa United and also Newport Mesa for you know providing your kids to to play and the coaches and the volunteers and all that so that was a a big week

194for for athletics at the elementary school level because we don't really have much of that we boy a lot going on um a was a highlight I I had the the the honor to to Shadow library library media Tech technician at Pomona summer sua and that was really lovely and fun to see she's got a big heart and it's just was fun just being in there talking to her and catching up and seeing all the kids so exciting about so excited about literacy and it was like a buy one get one free and so they'd come with one and she'd say yeah you get to get another one I go wow and I jumping up and down go I get to get another book so that was just wonderful to see that and you was

195very palpable uh deac uh went by the deac meeting and it was It was a party there's food Mariachi you know a lot of Celebration full full room and that was just awesome to see the engagement of our um English learner um you know community so that was wonderful and thank you for all of you who have built that program to just um be so robust and um show so much engagement uh East Bluff Elementary went to Willie Wonka standing room only amazing so much talent in our school and just seeing that Community come together with with you know all these kids the sixth graders who they're the performers and the parent volunteers that just come through and then the students who are also involved that come from you know CDM and to help out

196on stage so just lovely uh great production uh Newport Coast we attended the dedication of the structure outdoor structure a couple of days ago and that was an amazing um uh development Pro project that was a collaboration between you know the foundation and our district so thank you for making that and turning into uh a real thing parents were so excited and so were the kids and kids are using the structure and that is basically our our end end game right parents students using what we build um all Early College High School graduation um Step grad graduation a very special that's one of my favorites so amazing to see our adults special needs kids graduate through our program I miss the flowers today typically we have these beautiful flower arrangements yeah step and um it

197was lovely again 16 graduates full room in the uh NPR parents engaged wonderful and lastly you know this the CDM senior Awards night as Middle School basically this this whole week is our mission accomplished staff teachers classified as Dr Smith said it takes the village well your mission is accomplished this week because we've seen so many success stories and our kidss are ready when they leave Newport Mesa they are ready and that's why I'm so proud of our district and every single person that has put their effort into our our children so thank you so much and on note meeting is adjourned
