004winner so at this time i'd like to welcome dr jay kaley our distinguished principal of costa mesa high school for a moment in time fancy the microphone great to see it uh good evening uh president bartow members of the board dr smith executive cabinet distinguished guest uh it's an honor i thought not only to be up here to talk about our fabulous stem program which as you know has been competitive in multiple years but we once again have taken a state uh championship which you will hear about uh and this doesn't happen by accident just like the other uh athletic achievements you're going to be hearing from my peers and counterparts at uh our neighboring schools it all starts and kind of ends with uh some great instruction the right people in the room working
005with our students and you're going to hear from two of the best uh here in just a minute uh we were fortunate enough eight years ago to start our engineering pathway we do have a mesa class in our middle school and he also uh we call him q but uh mr nguyen is also our mesa advisor uh he along with racing cross are uh like nationally now renowned engineering teacher are the two masterminds who work with our very talented students so at this time i'd love to call up both q and racing cross to come talk about our awesome students so come on up [Applause] thank you dr uh haley uh superintendent smith uh president of bartow members of the board executive cabinet um distinguished guests and members of the public um three years ago
006our high school math engineering science achievement team took a hiatus and i took the liberty to bring it back and um i found through great luck i guess and also great commitment i'm a group of young ladies who have committed themselves to the past three years in achieving excellence three years ago they they first competed in the national engineering uh design challenge and they placed first epic at the um at their competition however it got cut short due to uh the pandemic and they did they pursued they persevered and now they are back-to-back state champions and they are back-to-back uh attending they're gonna be attending nationals not only that but these two ladies that i'm about to present are also a back-to-back stem on the sideline champions so they have committed uh every semester of
007their past three years um in terms of achieving excellence in stem so with that i would like to introduce our students mr lucero islas [Applause] and sophia catania thank you so much board members for your support um thank you so much dr haley for your support in uh creating the stem programs and allowing us to um and our students to pursue their dreams in stem thank you [Applause] oh i'm up [Applause] uh and now we would like to move to recognition of spring athletic sports champions dr torres we're so excited to continue the celebrations this evening we have multiple teams tonight that are going to be honored for their athletic performance over the past spring so at this time i'd like to welcome up our executive director of secondary education to introduce our teams dr
008kirk bauermeister thank you dr smith president bartow members of the board executive cabinet and distinguished guests and with this mic i feel like i gotta say good evening newport mesa yes the parents will know what that is it's my honor tonight to present you a number of newport mesa units you newport mesa unified school district teams who have performed at the highest levels and now with costa mesa i think the cool thing is we have all four of our comprehensive high schools represented tonight we'll begin by moving into our spring ciaf champions and what a spring it was our first cf champion and be recognized are the chronomer boys division one lacrosse champions so at this time i'd like to call up principal josh hill to introduce coach mix and his players [Applause] coach gw
009mix started coaching boys lacrosse 16 years ago the last 13 of those have been with our cdm family in addition to five pcl titles and two consecutive back-to-back sun-kissed sunset league titles coach mix has now garnered his third cif championship win with our team i asked him what the best part of coaching is he said it's watching kids grow and develop as players and young men through their time in his program i asked him what his favorite memories were and he said it's really um having had the opportunity to coach his three sons and their friends through the program and then he said experiencing the amazing championship journey with this group of kids it was a journey very proud of our sea king boys lacrosse division 1 champions coach mix [Applause] thank you thank you
010all for having us proud is is a word that doesn't really sum it up but i'm incredibly proud of this group of young men most importantly i'm proud of our school district and you out in that courtyard and you see all of those championship teams from public schools it's amazing uh we had a little bit of a sort of a slogan we used this year to sort of motivate us and it it worked pretty well but public school lacrosse can't buy it can't beat it they couldn't so i'd like to call out the members of the team now oliver ayala [Applause] ty cacarelli charlie chambers [Applause] cook cody cousins jack dixon tj doherty greg giuliano [Applause] gavin gossen chris abermail [Applause] colin hebels [Applause] colton garrett if logan if [Applause] i sold it [Applause] apparently
011i need to slow down or you guys need to speed up lucas newton luke newton nick peloso kid fan [Applause] uh let's see aiden please [Applause] ryan shafer [Applause] grant schreiber thompson [Applause] [Music] [Applause] brett wiggin scott westrick [Applause] and the most awesome av ever dennis wilbanks [Applause] they're gonna take a picture great job uh [Applause] just look at us over here [Applause] oh [Applause] our next af champion is the chrono del mar boys golf team so you have southern section division one champions at this time i'd like to call up back up principal hill to introduce coach stark weather and his team and find out why this will be a very special team for coach stark with [Applause] dr haley mentioned earlier it's no mistake or by chance that these things happen it's commitment
012dedication um over a number of years over decades for some and coach mike stark weather is completing his 52nd year as a coach at chrono del mar high school coach dark weather is coach swimming he's coach golf he's been coach of the year five times numerous team and individual titles it's really just too much to say but what a great way to end his last year with a cif division one golf championship um taken from the clutches of palm desert high school who became ineligible in their game because they got in an extra practice and we know that we don't practice any more than we have to to win so without further ado oh i would like to mention this too of all those years coach stark was his favorite memory he said is watching
013the excitement of the student athletes as they share their accomplishments with their teammates and families so a legend coach mike stark weather come on up [Applause] [Music] [Laughter] uh incredibly in this duration of 52 years of coaching high school sports it's just been phenomenal i want to get you on on that microphone okay we want to hear your words okay how about on the other side [Music] anyway um yeah it's been unbelievable starting back in 1971 uh with a guy by the name of terry bowen he was a swimming and water polo coach in costa mesa high school um who life garden with me at huntington state beach he said you swam and played all your life why don't you come and help me coach that was the first one and uh it's been amazing
014not only the amazement of the kids coming in but also the parents that i've had in the past whose kids are on the team on the girls team right now there are four girls whose dads were in my classroom okay and on the boys team there's two or three that are doing it yeah gary yeah it's it's it's been amazing but after 52 years it's about time to pull the plug i love them i love the opportunity to do it and i'll tell you what this is going out in style you know if you for thinking about it because i want to introduce keenan [Applause] keenan also plays basketball on our high school basketball varsity team and one of the amazing parts of this deal other than the fact that we won division one which
015is this new accolade for rising to the surface you know there's some these guys played so well and when we needed some some help they all stepped up seriously stepped up if you play golf you know that's not that easy because there's just so many forces that are going to generate some problems anyway ken congratulations on that buddy [Music] charlie were you [Applause] his dad was one of my students charlie's mom gary phoebus now olsen steve olson another one [Music] it's just phenomenal and last but not least calder overfelt [Applause] and uh i think there's enough people outside waiting to come in and say hi so this way [Applause] so we can uh all right so uh we'll be honoring some newport harbor family so new fort harbor parents if you'd like to come in
016right it's a shoe on me our next cf champions are the boys volleyball team from newport harbor high school who not only want to see af southern section championship in the open division but also captured a southern california state regional championship and were recently recognized by mass max preps as national champions [Applause] at this time i like to call up principal sean bolton to introduce coach validly and his team [Music] [Applause] president bartow members of the board dr smith executive cabinet and distinguished guest thank you again we've had a phenomenal year just to recap very quickly i don't know if you'll ever see it dr smith and miss torres you are good luck charms and it's not like this every year but we won nine cif titles this year [Applause] and if you go back
017a calendar year it's 10 because girls basketball had a first two last year but again this success doesn't happen in a vacuum from the board to executive cabinet to hiring the right people and getting them in the right spots to community support staff support it all comes together and this is what happens when everyone's rowing in the same direction and pulling for the same team so boys volleyball short side story i mentioned it before dr smith i gave you the wrong directions in the wrong time you missed the first game you wound up someplace else but we got you in somehow in the second game we weren't supposed to win we were ranked 3-4 in division one but then again in the playoffs struggled in the first round but then gained momentum and won a
018five-set thriller at long beach city college in the final match against loyola high school which is an all prize it's a private school in los angeles an elite private school and they were ranked one they were ranked one in the in the division one in the state all season long they swept us at home early on the season but we came back and won a phenomenal game it's our fifth cif title for boys volleyball it's the second regional title and again the ninth it was the eighth cif title this school year but it was the unexpected one and it was just phenomenal to be a part of these young men again represent our most cherished values everything that we're about they're going places they're student athletes and they're leaders on campus they have very high
019gpas they're model citizens on campus and they just do great things in the classroom and outside the classroom and are very proud of them all tonight mr mayberry who's a teacher on campus as well in his third year at newport harbor high school he's a social science teacher he will be taking over head coaching duties next year he and eric cote teach but he's going to come up and say a few words and again he's a he's an educator first and a coach second just does a phenomenal job on campus but thank you everybody thanks for all the support [Applause] just want to say thank you for for honoring and recognizing uh these guys and everything that they put in this has been uh years in the making these events and these accomplishments they don't
020happen overnight and the credit goes to these young men uh for the work that they put in and the time that they put in the commitment and this is a very special thing uh to recognize them for what they've done and i'm honored tonight to represent our program and introduce them and celebrate them so i want to make it about them so we're going to introduce them to you first up sterling koberly [Applause] uh luca kerche [Applause] luca was recognized first team all cif as well [Applause] next up orange county player of the year cif player of the year james eadie [Applause] corbin francisco [Applause] michael gurka [Applause] uh we don't have everybody here tonight so i'm going to go with the guys that are here lucas johnson [Applause] noah johnson [Applause] sean mccarthy [Music]
021[Applause] cole mckibben [Applause] carter moore another all cif player jake green hudsonvising [Applause] that's our group [Applause] okay hey [Applause] thank you yes our next cif champions are the newport harbor girls division 2 lacrosse lacrosse champions at this time i'd like to call up principal bolton to introduce coach martini and her team [Applause] so same same night same day 10 minutes apart those lacrosse one i got the text right before we won the fifth game for boys volleyball and we were a victim of our own success we had a little bit too much and so they scheduled do the scheduling conflict we play at the same time but ten minutes before we won the boys volleyball match girls lacrosse one it's the first lacrosse title in school history along with the first baseball title we
022won in first basketball title but coach martinez done a phenomenal job leading these young women in her fifth year without further ado coach martini and our girls lacrosse team cif champions [Applause] thank you dr bolton um first off i want to say thank you to all the board members as well without your support in our sports programs wouldn't be able to do what we do at our school talk about our team is we had a rough start to the season but these girls have perseverance confidence and they believe in themselves just like we did and they pulled off a huge win and we're so proud of them a lot of our players going to come today because they were out on vacation already but the ones that did show we'd love to recognize them our
023first player is a junior claire abraham another junior lauren boyd [Applause] another junior delaney game [Applause] a senior sophia leclaire [Applause] a senior cat mccrory [Applause] junior audrey sharp [Applause] sophomore lucy toohey and lastly our wonderful goalie lucy valdez a junior [Applause] and then do two rows yep okay [Applause] and i'd like to invite our estancia parents to join us [Applause] and our last but certainly not least cif championship team tonight is the estancia high school baseball team who not only captured the program's first cif southern section title in division six they also ended their magical season with the southern california state regional championship at this time i'd like to call out principal mike call to introduce coach goldrich and his team [Applause] thank you dr b good evening trustees dr smith it's a pleasure
024to be able to represent estancia at this moment um so i bring coach goldrich forward i just like to sort of make a statement of the obvious you know good sports programs offer student athletes the opportunities to learn grow develop and compete for league titles exceptional programs do all that and they help build community while nate and his players will be recognized for their championships they want um i'd like to uh to thank him uh and his staff for helping us build a solid community at estancia seeing so many of you come to our games our community really show out numbers our students uh phil the bleachers has been the best part of this year um so coach gorge going up [Applause] and uh before i turn the microphone over to him uh some of
025you may recognize nate from standing on the sidelines for all of our uh sports uh last year for i think his last five years he guided our programs as our athletic director um did a phenomenal job during some of the most difficult times uh when he asked to step away and take back over the uh the baseball program i'll be honestly i was left with a heavy heart because i wasn't sure how we would replace him and what would that really mean clearly he made a wise decision for himself in our program and true to his word he helped recruit a uh fantastic replacement so chris anderson is our new ads back here doing what he does supporting all of our athletes so thank you nate real quick for our college players i do want
026to thank dr smith and the school board trustees for this honor um tremendous for us to to be here uh with what we went through as a team uh it's selfishly it's a nice moment for me as well dr baumeister hired me away from the school across town 11 years ago so for him to be here and for principal hall to be here as well the two principals i've worked with is is a great personal accomplishment for me that they both get to be here for this moment uh it's been a long time coming for our program um and it's a one that i know we're still on cloud nine about with our community the support on our regional championship game that we got to host at our home site was amazing over a thousand
027people there which uh just just unheard of uh so it just just thank you so much for taking this time to honor our student athletes uh first up call up gabe avila [Applause] next up is luke costello [Applause] next up is andrew coyote [Applause] asa davis [Applause] james day low j comfrey [Applause] tyler humphries [Applause] nolan joyce [Applause] andrew mitts [Applause] jack moyer [Applause] miles moyer i gotta do it artie [Applause] trevor scott [Applause] emmett shepard [Applause] jared townsend [Applause] and lastly certainly not least coach has been with me from the beginning all 11 years coach brian burgess [Applause] again i want to thank you guys for taking the time to honor our uh championship team and you know first time in school history for baseball and a second time in the school history for
028state it's been a tremendous honor and you know we got a lot of key seniors we're missing but a lot of young guys so the future's bright for us thank you very much [Applause] is perfect i want nobody [Applause] oh were they in middle school there's one more recognition that i wanted to uh present tonight that's not on your list but i want to make sure it was mentioned in public newport harbor we thought had won the commissioner's trophy as the most successful boys athletic program in the entire cif southern section they actually did a recount and they actually came in second but to think about that to be the second program in the entire cif southern section and their girls program came in third and so that's a you know over the modern days
029and oaks christians and mission viejos our two programs at newport harbor were second and third in the entire cif southern section which doesn't happen very often so with that i know i speak for all of the athletes coaches athletic directors and principals in thanking you for your continued support of our coaches and our athletes thank you very much [Applause] with that i'd like to call um csa a chapter president pam saunders for recognition of california school employees association chapter 18 scholarship recipients well that's a hard act to follow thank thank you again newport mesa board for this opportunity to honor our and recognize this year's csa chapter 18 scholarship recipients it is with great pleasure that i present on behalf of this year's scholarship committee troy hall marcie shannon brown lynn aldrich gary logan and

032we go till the 30th just like the school district does so we're getting all our paperwork in order getting our last minute boards elected our rosters in so that the different levels of pta will know who's in charge for next year we're getting our audits done so that we can get our taxes done and the new officers can start working on their budgets programs and events for next year after all that's completed then hopefully everyone will be able to relax and take some nice restful time and be energized for next year this past year we had membership of over we had 5562 members thanks to all of you who joined and um those of you who joined through totem be watching your emails you will be um i don't want to say bugged but you
033will be bugged to join again so just notified no notification okay thank you that sounds much nicer and just click on that link and it is very easy to do those of you in the audience who would like to join your favorite school or schools feel free join totem.com and all but five of our schools are on totem so we will be hoping to improve our numbers next year and we had several membership awards at our last pta meeting which was on monday davis took they swept it they got an award from fourth district for um having the joyful kind award and they received three from state pta one of which was only one of eight given to california ptas and they received that and then they also received the um we had five um
034it was called the the highest five since 2016 membership numbers and we had adams davis estancia kellybrook and whittier all had higher membership this year than since 2016. and then we also had an award founder's day which was 17 members in february 17th being pga's birthday so those were awarded to chrono del mar costa mesa davis and whittier and i just want to thank carrie and john for attending our meeting they [Music] gave a update on the raptor process to make it easy for our volunteers who already went through the process this year to continue for next year and we also had a presentation by officers hamilton and his partner officer varela on e-bike safety and we went well over our time limit because there were so there was so much good information and questions
035from our presidents hopefully next year we will be having more bike safety on the campuses put on by our ptas hopefully we'll have some bike rodeos etc i also attended the speak up newport e-bike safety the other night which shockingly amazing people need to really i mean you see it out there the unsafeness of our kids on adults on those bikes but it really needs to be looked at in a broader stroke so i thank the board for looking into it our pta also has a bike safety committee which michelle is on so thank you for that and i just wanted to um also thank carrie for um bringing to my attention um she put me in touch with julie from recess art which several of our schools have been participating in she brought a
036flyer with the information and it's an art program that's held on the school campus mostly elementaries although back bay is really wanting to do it for their students this coming year but it's an art program that happens during lunch and so those kids that maybe don't have friends or something to do during lunch or just love art can take part in this and so we got that information out and so thank you carrie for getting me in touch with her and i just want to thank everybody for everything um i'll be here next meeting too but anyway it's been great and i hope you all have a fabulous summer thank you thank you [Applause] now we have a csca and nmft president's comments so we'll have cse president pam saunders hello again good evening board
037president barto school board superintendent dr west smith cabinet and guest csea appreciates this opportunity to speak tonight as we end our school year and start the summer school program we would like to thank our classified employees with our ongoing appreciation for their hard work superintendent wes smith visited us at our chapter meeting in june was well attended and much appreciated to have him there csa scholarships were presented tonight and we'd like to thank you for honoring all of our well-deserved recipients i hope everyone enjoys their time off this summer and take care and stay safe thank you from cse [Applause] and now we have nmft president sarah water this looks old-timey i know maybe 50s all right um good evening um president bartow board member superintendent smith and cabinet members i want to start by
038wishing all of our teachers service providers a wonderful summer as well as you all um we know how hard they've worked and and how much they they need it um they've done an incredible job and um you know it's my first year out of the classroom and i can testify to that i feel i feel ready to do more you know and so i've been there and i just appreciate all of them so much and i know you do as well i also understand a lot of people are working over summer um that's wonderful a big thanks to them because we know how much our students are in need um nmft um will be at work uh with the district's negotiations team um coming upon what i think is our fourth session this thursday so
039we'll be at work on that um i wanted to let you know i attended um the newport mesa schools foundation meeting last week which was as usual just delightful beyond words meeting with those retired you know veteran teachers and principals and you know pta folks and we're very excited about the sos the state of the school's breakfast being up again next year and we really look forward to that participation um unfortunately part of normal now is safety and so when i saw the superintendent's message the last day of school about the plans to have a safety committee and re-examine safety plans i was very very happy and excited that is definitely desired by all and we um we are so glad to hear that and especially about having california school safety experts come in and
040help us from the onset as you know people want to know the um the best uh preventative measures that are in place the best you know the systems that are gonna be in place or are in place that need to be um uh re-uh you know made stronger and more people um everyone be acutely aware of their procedures and you know we have such a unique um we have a lot of you know unique sites but you know that are that need to be customized you know for a lot of things but there's a over arching desire to have the uh the safety piece and and nmft is 100 on board and i don't think it's really something i need to dwell on that in the past so i just but to mention it that
041in the past sometimes there's been um some input and then some and then a decision and then and then the explanation decision and then more information comes out and then it could be it could be something that is less than ideal for the outcome and um and and it sounds it sounds from what uh dr smith has said that this is going to be a really great process where we have the experts you know number one because i might think something's a great idea and it might not be right so the experts and then bringing everybody in and just really working at that including having the um the meetings that people used to go to um that just kind of fell off because so many other things are happening many many years after 9 11
042i remember there was a huge training and a huge awareness of safety and some people were brought in and then you know things got really tight for a while and it's no mystery why public school districts are challenged to fit everything in and but it seems like we concur that now now is the time for uh renewed efforts um in preparation for next year um i just wanted to let you all know i i really look forward to continuing um to work with special ed and the efforts to meet with people is greatly appreciated and um and to expect more of the same where i want to bring things to everybody before they you know they become with the assumption that there's going to be that kind of responsiveness and as you know and i
043know from just reading the paper you know we have a problem not us but the entire country right and teachers and educators and how can we um how can we how can we address the increased difficulties we have and what's expected of us and um and keep people keep people in education and again i'm speaking very broadly i'm not you know dinging nmusd and i consider my role as is uh you know integral in that because i can bring i can bring it forward and and um in a way that um that leads to desired outcomes for everyone oh sorry about that so i look forward to more of that um i i'm imagining and i'm i'm anticipating because i keep reading that things are going to become more intense in many ways i'm anticipating
044there'll be more of that and that's okay um let's see i want to um i want to close tonight by um just thanking you all for your hard work and your first year dr smith we're you know we we've we've really enjoyed getting to know you and and look forward to our work together in the future and i want to finally close by um acknowledging next monday june 19th is juneteenth just became a federal holiday and to think about that next monday as it rolls around is a time that commemorates the emancipation of enslaved african americans june 19th thank you very much thank you we move to community input on non-agendized items this is an opportunity for the public to address the board regarding items not on the regular meeting agenda comments on non-agenda topics
045are limited to three minutes per comment up to 20 minutes per topic a speaker may not relinquish his or her time to another person by order of the brown act section 54954.2 with the board will take no action nor have any discussion on non-agendized items the superintendent may provide clarification during superintendent's comments okay so we have 10 comments but only four on specific topics so everyone will get their full three minutes i'd like to start with betsy fisher it's weird to be back here and see you in person i can fly on the wall on zoom my name is betsy fisher i'm a teacher at newport harbor my children graduated from newport mesa unified and i'm a costa mesa resident in the wake of the uvalde tragedy safety is on the minds of all of
046us but for teachers it's it's always on our minds every day before during after school we have spent countless hours contemplating all different types of scenarios sometimes even in the middle of the night we wake up and we think about you know what will i do where will i take the kids what if the door doesn't lock will the kids know what to do if i'm hurt will i really have the nerve to use that louisville slugger that my husband makes me bring to school every september and i i i assumed there was going to be a committee and now i guess there there is going to be some type of a committee um i would just like to suggest strongly that if a committee is put together to talk about safety that the experience
047of the teachers be valued and that we'd be sitting at the table as i've said we have already put much thought into this and i am not being dramatic it has been a topic since columbine i've been around that long and after what happened in texas a lot of teachers are it's continually in the back of your mind that i'm responsible for these children so recently we were talking about what happened in texas and it it appears that what happened there the latest news is that there was a breakdown in communications the cop didn't have his radio the teachers couldn't talk to the cops the cops couldn't talk to the teachers and an example of something that we came up with if we get to come to the table and give you our input is
048a very simple one sell phones as it works right now if i want to call security if i see a stranger coming on campus i got to get to my phone i got to call the office hope it's not attendance time hope somebody answers and if that person answers they have a radio because everyone doesn't have a radio they need to find someone who has a radio then they need to call security and by that time you're playing that old-fashioned game of telephone and the information is lost and one suggestion we had was if our security people had a cell phone they'd have my number they know where i am what room i'm in how many kids are with me and you kind of have not kind of you definitely have a way of communicating
049and and we wondered how things might have been different in texas if the teacher was able to contact someone directly and let them know um kind of a funny thing that it reminded me of is like if the teachers if our expertise isn't used it's going to wind up the same way when i send my son to the store to get food and he comes home with everything i don't need and nothing that i do okay so i just hope that we can be involved in that thank you thank you very much um next we have james kashuba and then after that katie crawford and danielle mills hi good evening members of the board president dr walter my name is jim casuba and i actually uh live close to ensign i'm an engineer i have
050multiple degrees from university of michigan so i kind of understand things a little differently maybe than other people do i also have homes on the east coast in wealthy areas very near schools and things are a lot different there and i think i want to share with you a little bit what i say on the east coast and what i see here so uh if you remember an east coast in a new town happened a number of years ago well that really shook new york and boston and uh immediately they all like upgraded the schools like within a few years everything around me became secure single entrance well-managed it was very fast and it was very different than here because in for example in boston there was a different sense in the community how important
051that was you didn't see a lot of resistance from the community from neighbors that were worried about how that impacted their home here it's a little different where i see a lot of issues in the community where people are nervous about changes in their neighborhood that's negative to their property and uh it's a tough situation and i think i'll talk a little bit about ensign in that respect but for example at ensign it used to be a different area i actually lived in newport and then i you know from time to time and uh back like when i was younger i lived in in newport news and it was a different area there was very little traffic very few transients it was it was a whole different time and you could do things in a
052sense and ignore what the standards and regulations were in the world because the risks just weren't there in newport they were there in other towns but they weren't in newport but the world's changed and now it's more important than ever that we thread the nato where we try to find a way to make schools safe for the kids and even if that upsets the community which is hard to do because there's a lot of money behind people trying to protect their interests we find a way to try to explain to them how important it is that we actually upgrade our schools for safety and security and hopefully they can live with that so my request really goes to the school board seeing if they can hire some additional talent into the staff the staff is
053good by the way you know i've worked with some of them over the time over the years they could bring in expert security and also traffic engineering experts that could help guide you through the regulations because they're complicated to make sure that things work out well for the students also to make sure that you can explain to the residents who will be upset with the changes that it needs to be done that way even if it negatively impacts their home thank you thank you very much all right i appreciate your time thanks thank you [Applause] let's see if katie crawford you for having me tonight um and giving me the opportunity to speak my name's katie crawford i'm a parent i have two kids at kaiser and um i'm a administrator in ocean view school
054district i wanted to talk tonight about campus security um i know that all of you have kids at the center of every decision you make here and that safety is all of our number one priority for those kids um nmusd has implemented in the last years you know great things the use of lock blocks across the district um in single ingress egress to campus training and run hide fight lockdown drills but my concern is that all of those are reactive and they're not proactive to keep intruders or people off our campuses that are unwanted um specifically tonight i want to talk about a buzz in system for front offices and updated fencing in regard to the locking front office a buzzing system that would enable front office staff to buzz visitors into locked front offices
055i know that prior to covid the district began installing these and that there were plans to do it across the district i know ray and woodland currently have these my question is what's in the works to install these systems at the remaining campuses to bring equity to all in regard to office security my hope is that kaiser and all of nmusd front offices will have equitable security measures in place before the beginning of the 20-23 school year secondly i wanted to speak to perimeter fencing on campuses i can speak specifically to my experiences on both woodland and kaiser campuses but i also visited numerous other elementary schools in the area the majority of the perimeter of these campuses are lined by six foot chain link fencing easy to scale quickly and undetected um also one
056thing i noticed as i looked at the campuses i i saw that there just due to the layout of the campus there are many hidden corners not near the office not near classrooms or other populated areas where a person could quickly and completely undetected access campus in dish in addition these fences are pretty old um in need of replacing they're overgrown with fines there's damaged areas the locking systems are outdated um and um i know that there will be a task force put in place i encourage and i ask that parents be part of that i want to be part of that um but that parents are at the table because i can't speak for everyone but i do can speak for those who i associate with that this is a huge concern of ours
057and i also know that other public school districts in the area have implemented across the board security fencing laguna beach locale ocean view irvine have made changes district-wide um thank you so much for having me and for your consideration thank you next we have danielle mills and and then hannah jenkins thank you after the horrific and tragic school shooting in texas what is newport mesa unified discussing in terms of school security what funds are available to harden and secure our school sites the most precious people in the world are our children and they deserve the same if not more protection than banks federal buildings and especially politicians get i have appreciated and i'm very thankful to have seen our costa mesa police officers outside of our schools the last few weeks but what happens come
058fall is newport mesa getting prepared for the coming school year and getting a plan in place to keep our kids safe i urge the board if you haven't began already to find or work out the funds and a plan to harden our schools against an active shooter threat and to communicate this plan to the parents and the community to reassure us that our children are safe in our schools thanks thank [Applause] next you have haley jenkins um hi my name is haley hello superintendent smith president bartow and members of the board in light of the current findings of several age inappropriate books at the wilson elementary school as well as other primary and secondary schools in the district i'm here tonight on behalf of many parents and community members and i have filed a formal
059request um suzanne should have it uh i turned it in earlier that you please put on your next agenda our request of you to create and appoint an ad hoc library book review committee i understand there have already been discussions to have a pta members view books which is a great start however we're asking for you to have this committee consist of a representative sampling of parents community members teachers and two nmusd trustees to establish clear parameters for new library books whether donated or purchased and the removal of age and appropriate books that are currently on the shelves at all schools not just wilson we believe this committee should be modeled after the nmusd measure f oversight committee which selects a chairman from committee members to give public transparency and offer the community involvement as
060well currently parents are locked out of the online library access the wilson principal canceled a meeting with families last minute over these books due to the nature of these age and appropriate books we are asking that you take immediate action to add this to the next open session board agenda as a discussion action item also in keeping with the nmusd rules of the agenda construction i'm asking that you president bartow restate our request and ask superintendent smith for input and to please include an estimate of when your board will have a report ready for the board meeting you should all have received a copy of a petition signed by numerous parents and community members as well as our letter further discussing our concerns as stated in the letter we are not recommending censorship or book
061banning we know our community has different opinions and through an open forum like the ad hoc library book review committee all viewpoints would be considered to determine age-appropriate library books in schools supported by our tax dollars i urge you to please take these concerns of everyone seriously and take action on creating this agenda item quickly thank you thank you all right next week next we have bill dunlap and then henry abraham good evening um superintendent smith and president barton board members thank you um to reiterate just what was said i'd like to kind of go back with a little history we've been at this before 15 years ago we formed a group called parents for quality curriculum because we found books at newport harbor high that we felt were inappropriate so we started with the
062english department then we came to the board we went to the superintendent then and we went all the way up to the state to find out that these two of these books were not on the state approved list it took us six months and here we are again then and now right and so we've got books and there are more books at more schools and we're going to talk about that other people will address that so this petition which was signed by 130 people is a serious endeavor it took us some time to do that we have very concerned parents i've heard that you have put together a committee but i believe it's just for wilson it has pta members on it and i don't remember any public notice of that it wasn't on the
063website no one that we heard of had an ability to get on that committee so we don't know if it was hand-picked kind of like the january 6 committee in washington d.c who was really on that committee so we would like to find out who was on that committee and what the protocol was for that committee but we would like to form a district-wide committee as haley just mentioned um this is serious stuff um you know when we find books like this that are inappropriate we've been through the wilson deal but just think about your child third grader reading what you now have seen we can't we can't do that anymore and so we need to get parents involved in this and we need to be part of that my second piece that i'd like
064to talk about we had some mention some time ago about a resolution that would outlaw or at least codify that we are not teaching crt in our district i've talked to numerous board members that say no we're not doing that i thank you for that comment i've talked to some of the teachers they've said the same thing so why can't we have a resolution that codifies that belt and suspenders is a good thing in education we do it all the time so if you're not doing it then you should have no problem in putting together a crt resolution to help you out we will be submitting our crt resolution to you for your review we will submit also a request to have it agendized as well so we look forward to working with you we
065thank you for your attention thank you thank you next we have henny abraham good evening sorry um thank you for having me thank you for everything that you guys do you appreciate it um i'm here on behalf of seven parents that got their meeting cancelled last tuesday that um were supposed to meet with the principal at wilson unfortunately due to their work schedule they're not able to be here but i'm here on their behalf a they don't don't understand why the meeting was cancelled again lack of clear communication or why they just know it was canceled and it is extremely disheartening um it has also been said that the matter of the wilson library books has been handled and the parents have been notified about all the action that's been taken that is not true
066and the reason why i'm saying that is because i will not call these parents that i personally met over the past two weeks liars i texted them i met them in person and i asked them if it was resolved and the only thing that came back was the initial meeting with the principal the library being closed and the librarian being put on leave after that there was zero communication with the concerned parents so to me and to them that is not issue resolved they have been emailing the district i have two of them that i just texted while i was sitting and waiting because the last thing i want to do is to stand here and say something that is not true that is not in my nature and they all clarified that no they
067have not gotten anything back they have not had their request to meet in person med and they're still waiting for an explanation closing the library and putting the librarian on leave does not give them the explanation that they need many of you know me from my involvement in the community i have yet seen in the past two years our community from newport beach to costa mesa come together like this the lack of response or the appropriate response from the school and from the board to the wilson community has brought parents from chrono del mar all the way to shalimar street in costa mesa and you know how different those are i live in costa mesa i used to live on the west side and i live on the east side this is serious they are
068hurt the reason why some of them are not here tonight is because they don't think their voices matter they told me time after time if this would have happened in newport beach the matter would have been resolved within a week that is not acceptable i'm an immigrant when i moved here my parents didn't speak english so whatever that was taught at school they didn't understand what was going on and that is what's happening to these parents they have lost their trust in a place that's supposed to take care of their kids and that is not okay so please today tomorrow send them a message let them know that their voices matter so they have some sort of courage to come here and talk to you please represent them please listen to them thank you so
069much thank you next i have grace hobbs and then nadine good evening everyone um i want to again call attention to the fact that the parents essa's parents are currently locked out of all our children's libraries and we would love to know why that is i'm hoping we can get some sort of answer on that because i don't think that's normal protocol at least that i know of we're super concerned about that i i want to read everyone a little summary of this book here that was found at wilson ensign t-winkle in many of our high schools and i want everyone to hear what's in this book it's called they both die at the end by adam silvera it's a young adult science fiction novel published in 2017 set in a dystopian alternate version of
070new york city the book follows two teenagers matteo and rufus who both have been notified by death cast that they will die by the end of the day death casts the defining feature of silvera's dystopia is a company that predicts citizens deaths and notifies them when they have 24 hours to live this study guide refers to the first paperback edition of the novel so basically these two boys are told they're gonna die by the end of the day so when you go on to read this they one of them dies the other one watches the other one die it's a young adult novel i love when newport mesa puts up the whole like mental health month stuff and then we're letting elementary school children read this book it's super depressing i'd like you guys to
071pick it up and read it and see what you think about it so and then on top of it you guys locked us out of the library so we'd like to know why that is because there's a lot of books to be concerned about in the library and it's very clear there is because you guys are locking us out of it so just one i parents need to know what's going on with this library we're really really concerned about it i'm not so concerned about the library my library my elementary school library because i think the librarian's monitoring it but obviously it's clear to us that there's some kind of rogue stuff happening in these libraries and the fact that we're getting locked out of it is um super suspicious all right thank you thank
072you next we have nadine and then carrie brosnellich good evening everybody my name is nadine and i am a middle school teacher here at newport mesa i want to start off by asking everybody in this room a simple question please raise your hand if you know somebody who has received the coven 19 vaccine and still got copin okay that's that's a lot of hands i don't know about that 95 efficacy rate anyways so what i can't wrap my brain around is why did newport mesa continue to test only on vaccinated staff how is it possible that anybody can come down with covid but only a certain population is being tested the covid weekly testing is absolutely discriminatory so let's define discrimination according to miriam webster it is a pre-judicial outlook action or treatment the quality
073or power of finally distinguishing the act of making or perceiving a difference i am so excited that we are on summer break but my only concern for returning back to school is that i will be forced to get weekly tested and continue to be discriminated upon dr smith i appreciate you meeting with me back in may you are compassionate and understanding about what i have endured but you also said that you are following cal osha and will follow the rules i talked with an attorney and there is no cal osha rule that applies and there never was a legal mandate for the testing because it did not go through the apa rule-making process but i just like to say that just because there is a guideline or recommendation that doesn't mean that it is right
074there was once a law that women and black people could not vote that black people had to have separate but equal facilities that gay people could not marry was that ever okay no it never was i feel the weekly testing of unvaccinated staff will become part of those antiquated and discriminatory laws i will tell my grandchildren one day what it was like to live during covet and how only a certain group of people had a test even when we were showing absolutely zero symptoms in regards to protecting our confidentiality you had mentioned it was too difficult because of the vast number of vaccinated staff just because something is difficult doesn't mean that it is not possible my former and favorite principal the great doctor shaka always said the answer is always in the room the
075mental health of your unvaccinated staff was on the line here we have suffered enough anybody can get covid cova testing has 90 false positives and coveted weekly testing is not a law for the mental well-being of your and vaccinated staff newport mesa please fight for us this discriminator discriminatory process for the next school year must terminate enough is enough thank you for listening thank you sorry kari vasanelli hello good evening can you hear me good thank you i'm kari vozenilik um before i start i'm here to comment on t wiggle transfers but before i start that the harbor council representative mentioned the recess art that's run by julie haley and it's at victoria i volunteer there and i second the opinion that it's very very popular i think it's a great program so i will
076go into my other comments really i'm here to follow up on an email that i sent to the board into the district yesterday that um that talks about the extremely high transfer rate of students avoiding t-winkle to go to other newport news middle schools um and that email follows up on comments and made in february where i talked to the board about how i calculated those transfer rates from information that the district gave me and those comments followed up on comments i'd made back in july almost a year ago where this started out because a parent in in the the two enco zone realized that team uncle had far fewer elective options in other schools so it's been roughly a year of parents commenting about the need for action at t-winkle and um requesting district
077supported team and goal and so that's why i'm here again today yesterday i sent an email giving a fair amount of information about why people are transferring out of teen winkle and asking the district to take action on that issue and that's why i'm here again tonight thank you [Applause] now we go to superintendent's comments thank you for that the first item was the safety item and you pull parents staff members anywhere in the country the number one concern for every parent every staff member is their safety so this is absolutely as serious as every one of the speakers represented that it was i would notice that we started doing safety walks my first month on the job i've been here seven months we started seven months ago doing that looking at the fencing and
078like so we didn't start this conversation after uvaldi just for clarification purposes we started it the month that i got here after that we realized that we had to do more as one of the community members said so we are convening a task force this summer that will be made up of experts in the field of school safety staff and there will absolutely be parents there and if parents would like to put their names in for consideration as one of the parents mentioned then just make sure staff has that but we look forward to looking at not just the facilities but the processes the plans and making sure that they represent the best thinking right now today uh within industry experts so we're gonna do that work over the summer and start those improvements um
079as early as next year as we talk about uh ins and i think jim left but um i just want to say that ensign is one where we've been working with the city their engineers and outside safety experts to say what is the best way to get students in and out of that campus safety that includes oncoming cars buses bike lanes etc we worked with them to come up with a plan but that's not enough we continue to monitor that just this week otta and the principal are looking at that they're monitoring it we're working with the crossing guards from the city to talk about how it's getting better and where we can make other improvements so we continue when we do these things to study them plan do study act and and see if
080we can improve those so that work continues as for the library just a couple of clarifications um we mentioned this the last time we're in a board meeting i'll say it again um the day that we found out we closed the library so we could begin an investigation we investigated that library and then our system for other libraries not just wilson we are this summer going through and physically checking every library just to make sure if there's something outside of the system that we know it's there i mentioned that as well as far as closing the libraries we actually do that every year at the end of the year so that we can restock books and do inventory and all of that that's a common process we did it a week and a half earlier
081at wilson because we wanted to take this as serious as we should have taken it and continue to take it it is correct that we have already started the process of bringing a work group together that will include staff that will include experts in this area also and that will include parents who are community members they won't be just pta although they might be pta um but we will have parent representation in there as well and so we look forward to looking at how we can make improvements when we looked at uh the other libraries and and again we have to study each of them to see what they have uh one library had the book in question and started this 21 did not right we could sit there and say well that's a great
082system no we want to improve the system so that's why we're meeting now uh to do that and it will be inclusive of the groups that i mentioned as it relates to the kova testing for staff i would encourage staff to continue to come in as our teammates said and and share ideas about how we can make it more confidential uh that's what we did we took notes we want to make improvements there we certainly don't want people to feel intimidated uh to do that that's what i shared in that meeting i think we're all hopeful too that we're going to see some changes at the state level where we can spend our time doing other things i feel bad for all of you as i wasn't doing this the entire cover time you've been
083trying to prioritize education and do all this other stuff at the same time you did it you kept classrooms open all year right for in-person instruction but it wasn't easy um hopefully we can get back to educating more and doing less of this stuff but we'll keep you posted on that and then transfer rates um we've asked staff we reported that as well to do a study on enrollment and transfer data multi-year so we can look at trends we were at the t-winkle meetings where we were working on electives those electives have been improved i would say that's action on behalf of those parent interests but we need to do more we need to celebrate that school we had parents at that school talk about how great it was best kept secret well it shouldn't
084be a secret we need to celebrate that and all of our schools and all the great work they're doing so we're talking to all of our principals how to better tell their story so the folks know how great their schools are um and so we want to work on that it's an important topic those are the items i'd clarify thank you okay so now we move on to community input on agendized items this is an opportunity for the public to address the board regarding items on the regular meeting agenda comments on agenda items are limited to three minutes per comment up to 20 minutes per topic a speaker may not relinquish his or her time to another person speaker cards for items on the discussion action calendar may be held until that item is considered
085by the board if the speaker prefers okay we have one all so we have i believe eight comments we count one more time on 18 b4 which means we'll do two minutes per topic or two minutes per speaker i'm sorry because we do 20 minutes per topic okay that is correct so we'll do two minutes per topic per i'm sorry two minutes per speaker on item 18 before uh we'll start with haley jenkins and then diane wells and then danielle mills [Music] [Applause] [Music] hello again for months and months parents and community members have voiced their concerns over using the adl as a company to train students and teachers we've had multiple meetings and phone calls and emails with you all and after the last training superintendent smith gave a verbal confirmation to bill dunlap
086as well as a written confirmation to wendy lease that and i quote we will not use this provider again we breathed a sigh of relief at this and shared this info with a large group of parents imagine our surprise when over the weekend we saw the adl back on the agenda for a two-year training contract when we reminded you of what you had said superintendent smith you brushed this off and stated that this program was used in the past the fact is you lied to parents and the community that's very disappointing just because you made a terrible decision to use a radical political organization in the past is no excuse to continue using them the adl has removed the words anti-semitism from their mission statement under its current leadership the adl has transformed into a
087radical money-making political organization so let's take a look at what we know so far there is no transparency the materials are proprietary so we can't see them when you hosted a mini zoom conference in the fall to give parents an example we weren't even shown the whole training we provided questions and comments but they were never addressed by either you or the adl according to their no place for hate program that ns nmusd has also used their training guide states in big bold letters move on from kindness schools need to foster social justice excuse me according to the adl website a world of difference peer training at multiple high schools in the midwest includes showing a movie created by them called hate comes home and in the description viewers play each character deciding on whether
088to let the incident happen or stop the manifestation of hate and bias they say can your decisions prevent a murder from happening do our kids watch this movie in the training do you think that this is appropriate that's why we have three times the amount of counselors because of these programs next we have diane wells [Music] we'll get it good evening my name is diane wells last august i voiced opposition to the 2021 renewal agreement with the anti-defamation leagues anti-bias training i'm here again doing the same thing yes like haley jenkins here urging you the board to do the right thing and to vote no on this contract the adl programs a world of difference and no place for hate are forms of critical race theory both these programs are meant to divide our students
089teachers and community inherent in the programs is the bias itself that our children possess and unconscious bias toward others that is wrong our kids are coming out of an exhaustive two years plus of the years of lockdown pandemic with remote learning and isolation which has led to a high number of mental depression cases for many of our young people and now with our ongoing contractual relationship with the adl our students will be trained and shamed into learning that they are racist that is wrong in searching for the adl's a world of difference curriculum it was very difficult to find any curriculum materials in to find any curriculum materials in the renewal contract the adl makes clear that their materials are copyrighted however for a parent or a community community member like myself how are we
090to find what is being taught to our children when we can't find these materials if the adl organ organization is so confident in their educational materials then why can't parents and the community be able to see these materials online or anywhere else what where is the transparency of the adl and of our school district the board to be asking for this adl curriculum on behalf of our parents in the very few curriculum materials that i did find online i found one lesson plan and the only lesson plan on the site the lesson plan talks about power and privilege with a list of privileged statements i actually passed the administrator in the front list of the privilege statements you might have that copy students are read uh privileged statements to each other all right thank you
091i believe this lesson plan and other exercises like this are designed to make students feel shamed for their race and to create division among students teachers and the larger community next we have danielle milf i am wondering why the anti-defamation league is on the agenda to be approved even though the superintendent told wendy lease in writing that we would not be using the provider again did you know that in january of this year 2022 the adl changed their definition of racism it originally read that racism is the belief that a particular race is superior or inferior to another that a person's social and moral traits are predetermined by his or her inborn biological characteristics as of january 22 2022 pardon me bless you the new definition of racism according to the adl is defined as
092the marginalization and or oppression of people of color based on a socially constructed racial hierarchy that privileges white people tell me how can you be approving a group to train on anti-bias and anti-semitism when they are openly promoting crt and pitting one racial group against another in their definition of racism even the jewish policy center said it was entirely unacceptable i would like to request that someone on the board step up and do the right thing and vote down the agenda item 18b4 do not bring crt and this woke agenda into our schools thank you next we have bill dunlap and then wendy lease thank you we won't go over ground that's been covered but it's interesting regarding the commitment that we got from the board and from the superintendent uh regarding the proprietary nature
093of these materials and it says we will find a provider that can share their material we were welcoming that that's great so why are we back to where we started you gave us a commitment that you would be able to we would be able to have this material to look at uh and of course if you look at the letter it says well this is regarding implicit bias training this adl subject matter that you've been doing for five years is talking about uh race it's talking about bias bullying all that it all fits into what they're trying to do their agenda is to the far left i don't know why we can't find something in the middle instead of the adl whose president came out the other day and said that anybody who of supports
094was even thinking about showing up at january 6th is a white racist i have friends that went back there that are not white racist and you just hired a guy a company that he runs that says that we're all white racist if we support what went on back there i don't support the rioting but people went back there and did protests that didn't enter the capitol and he's calling them all white races so i think it's time that you look at this this proprietary issue is a legal issue we have sought counsel and i think you might want to do that too for you not to be able to give to the parents what you're providing to teachers and kids and keeping it from us is a legal issue and i highly recommend that you
095uh consult an attorney thank you andy elise and then dorothy caruso yes um madam president and um members of the board my name is wendy lease i'm a 50-year taxpayer in newport mesa all five of my kids have attended newport mesa i've been speaking to the board since the mid 80s and i served on the board from 92 to 94.02 i'm asking for four votes tonight four of you i helped get up there and you know who you are it is reprehensible that the superintendent in my email to me and to mr dunlap said we were not going to use adl again why didn't you go out for rfps for two more organizations to present their idea of of anti-bias training also if you refer to the original proposal they did not do a needs
096assessment how do i know that i did a public records request to see the needs assessment there is no data which we should use all of us in any decisions to justify this contract and the fact that as taxpayers again is that word proprietary that is utterly ridiculous that we are taking more time to stand here on behalf of of newport mesa which is not only it's it's everything in between progressive and conservative but you owe it to us to to vote against this contract tonight um they're no longer fighting against anti-semitism they've taken up the political ideology of critical race theory and also uh gender ideology and and that we need balance would you want focus on the family and james dobson to present his idea for anti-bias oh but yet you're considering a
097very liberal organization that we have asked you not to support before and yet it's on the agenda and we're taking time please vote no thank you dorothy caruso and then honey abraham president smith and michelle bartow the superintendent i'm going to get these names down i haven't done this i don't know you and so i'm really honored and glad to be here and to see who you are i'm dorothy caruso i'm actually going to speak on the adl as well um uh i i know ensign i was a intern i did an internship to be a school counselor at ensign i love this school and i love the school district and therefore i don't want to see the adl at all anywheres near here because in 2001 i was invited to join and be a
098teacher or a trainer in their a world of difference program and i was excited about it so i went to these classes and um within a short period of time i i couldn't believe what i was hearing my speech was very constricted my language was very constricted you could only say these words these phrases i became so anxious about saying the wrong thing offending somebody they would have us lined up and then they'd ask questions like can you say the word gypsy no don't call someone a gypsy you don't know how that makes them feel there's no way there's no reasoning behind this there's no way you could possibly know what anybody here is sitting here or out here is thinking i can't live my life no one can live their life in this fear
099of offending and saying all the right words and doing all the right things as a counselor i ask what do you think what do you feel there's no way i'm going to know this um at an ensign i want you to know i took the i took a group i had to do a special project i took a group of students they had to have a one point or below grade point average and i raised they raised their grades up at least one grade and you know why because i told them they're worthy and they can do it this program tells them you're not worthy you don't know what you're doing i'm sorry and we're going to tell you how to do it that's the wrong thing they do thank you we love our kids
100thank you thank you got penny abraham and then barbie george this is a treat i get to speak twice in one day so thank you for that um i'm not going to cover everything else i was covered i'm just going to give you a completely different perspective i was born and raised in iran jewish family raised in a muslim country i moved here when i was 14. didn't speak a word of english we moved here in 2000 september of 2000 we all know what happened a year later september of 2001. i was called a terrorist on campus my sophomore year of high school okay went home told my parents we told the principal they stopped my parents down the other kid's parents down we talked about it my parents told me a teaching opportunity he
101doesn't know any better why don't you take the time and educate him so i did to this day he's one of my best friends bring it back 20 years later i now have a seven-year-old and a two and a half year old and i'm married to an amazing man of german descent now imagine if i sat at dinner table every night and told my children that their dad owes me an apology every day because of what his ancestors did to my ancestors every single one of you has permission to call me crazy because that is nuts and that is what exactly is happening with our kids nobody is born racist i promise you that i grew up in one of the most racist cultures sorry all the persians that are here we are extremely racist
102i can say it i grew up in it we don't have that here it's been created so let's stop it it was exactly i think a year ago that i stood in front of the sport and i told another story about how my kids are half white half iranian which half of them is the oppressor which half of them is the oppressor and i ended with saying you want racism to stop stop talking about it kids are not racist they learn from their environment and the school is the last place they should learn about it thank you so much thank you next we have um barbie george okay she not here okay i couldn't hear somebody i couldn't hear him oh i said i called barbie george but i don't think is she is she
103here i don't see her sorry okay so i think that is who we have then um okay so we're gonna move to consent calendar um and we were gonna i guess i'll get a i'd like to make an amendment to that so i'd like to make a motion to um pull the item 18 b4 from consent but i need a second second okay okay it's been moved and seconded do i get a roll call you need a roll call vote for that let's do it okay trusty bartow yes trustee matoya yes trustee crane we have some background i i guess i didn't know we were pulling this until right now what mm-hmm what i don't i'm not even sure what item you're pulling yeah it's the adl training okay yeah cause we didn't pull it
104before early earlier we didn't upload earlier okay are you are you pulling it oh we need to just have a discussion are you pulling it for the discussion action yes okay oh that that's what i need clarification on action or just pulled well i'd like to table i'd like to table it i don't i think we need to when we talk about an agenda trap i think we need more information i'm a no okay so we're doing that that's why it wasn't clear so we're taking it off or we're doing discussion action today my motion is to take it off okay that was not what i understood from agenda and my second was to that motion i already voted yes okay oh trustee anderson yes but i would like to have more i'm i'm just
105confused about our process because usually um we we have talked about things and i think there were several of us that had opinions and comments and so we can we can just we can move it to discussion action if that's the motion that you prefer to make but i would prefer to pull it because of some questions that i had in agenda prep that i would like more information yeah i agree i i just i think it's an opportunity for staff to share so that's why i guess i'm confused because we should have just moved it to discussion action rather than had it on consent can can we vote on what you would finish on what you your emotion and then if that doesn't pass we can go back yep yes trust yourself no trustee
106white gand yes trustee elsie yes okay so as we have pulled it we'll need to get more information and come back and revisit it for uh next week's meeting please thank you and you have two oh i have two comments i would like to make a comment on the consent calendar i wanted to comment on item a 20. i just thought that since it was tonight we had the estancia high school baseball team here with their great wind how wonderful it is that we were voting to give them a new scoreboard and um softball a new scoreboard it just happened to be the timing that it was their turn to get it but after going to the game and going like this to see the score excellent timing mr bidnick of bringing it on the
107agenda now thank you that was it thank you all right so i would like to and yes we could have done that differently jesse anderson but um that was i had some concerns that i probably should have addressed before now um okay uh so we i need a motion to approve the consent calendar without it item 18 before so moved second trustee berto yes christie montoya yes trustee crane yes trustee anderson yes trustee or sherlock yes trustee wigan yes trustee elsie yes moving on to um item 19a we had a comment from wendy lease lcap report since i'm here i would like to request to give my comments after i hear the report typically we don't do it that way would you mind giving your comments now i don't want to hear the report first
108well well this is that this is the time for comments i know but it's in other age that's why i was going to speak on a non-agenda item in other agencies the community is able to hear the report and then comment so i can't comment on something that i haven't heard because i have the written but but there's also a you know questions and everything so that has not been our practice um this year we've had all the comments before the reports so we're gonna we need to stick that to that well i would respectfully ask that in the future on on a budget item just like in the city of costa mesa that you give the staff report and then you allow for public comment so that's my my two cents thank you okay
109um i have a question yes um is the report published in the agenda but it's i just want to make sure it's accessible before this meeting can someone clarify it's accessible okay so okay dr taurus 19a sorry can you repeat that i was trying to follow along here for a moment can we have a report on 19a local control and accountability plan and 2023 budget oh yes i'm so sorry i was still looking at consent forgive me okay um and so we have a public hearing this evening um for the um al cap and so at this time i'd like to call up vanessa galey who will be presenting that this evening she has both the report and the public hearing i will very much look forward to public comment during the public hearing so
110please feel free okay all right so um good evening uh president bartow superintendent smith members of the board cabinet distinguished guests thank you for being here this evening i am one of a two-part play i am doing the local control and accountability plan and my partner over here my fiscal partner jeff trader will be presenting the budget so what is the lcap it is the local control and accountability plan it covers three years it's required of all districts in the state and it demonstrates alignment of the budget to the plan and it requires approval by the board by june of each year so some terminology lcf local control funding formula these are dollars that are funding for most states i'm sorry most districts and they're also considered general fund and then there's a base and
111that is all based on all students in the district there's a supplemental grant and that is to support the needs of students who are either english learner low-income or foster youth and then there's the unduplicated count meaning that while all of the children have multiple needs and they may be in multiple categories they're counted only once now homeless children are part of the low income group for funding purposes even though there may be a separate accountability group as a community funded or basic aid district we do not get additional funding or supplemental dollars even though we do have a supplemental target but our lcap is for all students and especially for our students with the greatest needs we really approach our lcap with the with the theme of all students some students and few students
112and we have goals for all of our students as well as expected outcomes and we provide a list of actions and services designed to meet the needs of our students based on those priorities from the state with a particular emphasis on students in the unduplicated count there are numerous components that are required by the state and those components include a parent budget overview we are required to include their template as the lead-in to our lcap this year we had to include an annual update supplement that we presented to the board in february there's also the actual local control and accountability plan focused on the current year we have a plan summary looking towards next year we have a whole section on engaging educational partners we have the goals and actions of course and then we
113have the essay on increased and improved services which explains how we provide that supplemental dollar to support our students and then we have action tables which describe both the 22 23 planned expenditures and the 2122 estimated actuals i want to highlight that the engaging educational partners process happens as early as right now as trustee anderson may remember we got input this time last year and so our process is year long even though it's very public starting in around february um so when you take a look at our goals for next year i think you'll be pleased to see that we've made an adjustment since the last lcap the budget overview for parents has three pages the first one shows a large group of dollars and it shows the breakdown between federal funds local funds state
114funds and then it shows the breakdown of this lcff supplemental dollar as it compares to all of the lcf funds the second page shows you that our lcap while comprehensive is not a dollar for dollar accounting for our budget for that you'll want to look to the uh budget book that my colleague produces so we acknowledge that 411 million dollars is part of our total budget what we include in our lcap is 220 to 21 million dollars a substantial amount but again not the entire budget and then lastly the last page of this budget overview looks at the annual update it looks at our budgeted amount for our high needs students of 16 million dollars ish and then we explain our actual expenditures for high needs students came in at around 14 million 261 and
115then there's a short blurb on what was the difference between our expected and our actual there's more explanation in each of the goal areas when we talk about material differences but essentially we were very ambitious in planning for staffing we were unfortunately coming up a little bit short on some of that although we have filled many many positions and so um you'll you'll get to see a little bit more of that but trust me the students were served we had additional tutors we had additional teachers we had additional summer programs but it just did not come in as high as we had anticipated so why the one-time supplement well what that was to do is to acknowledge mid-year that we had received additional funding between the time of adoption and um it was the desire
116of the state legislature that we provide an update and so some of those funds were the educator effectiveness block grant and some federal funds called sr3 or elementary and secondary school emergency relief so we incorporated elements of those plans and gave a mid-year update to our constituents on where we were with estimated actuals mid-year what the student outcomes we knew about mid-year and again where we were with implementing our actions and our services so in the plan summary we have some key successes and identified needs we're so very proud of the support for our students and for family wellness we've really augmented our staffing and our programs to support our student and family needs in terms of academic support for students i'm sure many of you have seen the robust summer offerings that we're going
117to be providing to over 2 100 elementary students alone at six schools so um we also have credit recovery and intervention support tutorial support read 180 support so we really tried to invest in remediating any losses and accelerating student learning and then lastly we're very proud of the technology availability we went one to one very quickly to make sure that every child had access during the pandemic and post pandemic to be able to use technology so we have some identified needs we do need to continue to support our homeless and our foster youth who have elevated need we also want to make sure that we're implementing and refining the support that we've provided for our students we've added a lot of people we want to make sure that we're being very targeted and specific and
118supportive same thing with our mental health and instructional positions we need to integrate all of that staff into a seamless workflow and when you have many new people there is a learning curve we also know we have some open positions that we still want to to fill and then lastly student behaviors in some places has been challenging and we've heard from both certificated and classified that they need help and so the request has been to really think about those challenging student behaviors and support students with the social emotional skills so the next area of the lcap is engaging our educational partners this was previously called stakeholder engagement we're very proud of the work and the guidance that dr smith has given us and our assistant superintendents to really say we need to be more in
119the community and in person so we had four in-person and three remote options this picture is an example of one of the posters where we recorded input and then we had people have dots they only got a few dots per poster so they really had to identify those areas that were important to them and that really helped us identify some orders of magnitude so these are the the dates of the in-person forums we did them by zone and then the online forums we had one for staff and then we had an am and a pm public option one of the things that we really did learn from the forums though is that there's quality and there's quantity we had such quality input even though we may not have had as many voices as we would
120have wanted and we've gotten some feedback on what to do in the future our school and district groups cannot be ignored we had over 64 school groups outside of asbs the regular asbs but the school site councils the english learner advisory committees the school leadership teams we had site-based input and that's really critical because where the students are served is at their school we may plan at the district level and we may expend at the district level but it is at the school site where students are receiving excellent support our parent and family advisories are the special education community advisory committee our english learner advisory the d-lac our superintendent's parent advisory and then of course we have the employee partners the advisories for certificated and classified as well as our bargaining units and of course
121the selpa which i didn't list but goes without saying so we suspended the student survey this year we had concerns about student data privacy and some of the notifications and we did not want to cause alarm for our families what we opted to do instead was get the qualitative data and so we had 18 student focus groups which we've never done before and we're so pleased that dr torres suggested that to us so we went to 6th grade 8th grade and 12th grade and we asked just some basic questions what helped you what would change to make it even better what advice would you give to next year's kids and then what are you excited about next and that really gave us some great information about things that are exciting for kids that we can
122augment things that we can refine campus by campus and really kind of look to see what what is on their minds so that was really a great exercise and i'm very thankful for our partners from ed services student services and special ed we had two people per focus group to record student ideas and to really get the conversation going so it really was a team effort from across the district so some of the themes and highly rated topics um between the student focus groups as well as our in-person adult focus groups and the forums we're really again focusing on that mental health wellness and engagement everybody loves the additional staffing and because it's so great they want more so one of the things that we have to do is balance budget and priority um but
123we heard that request for these things seem to be working can we have more of this service we also were asked to really prioritize the wellness for the adults including our site administrators and really help everyone with those supporting behaviors challenging behaviors that i mentioned earlier um also really a request to consider looking at our guaranteed and viable curriculum and making sure that we have consistent and systematic training and of course without substitutes for professional development that has been a challenge for us we are constantly looking at and refining ways to provide our our training to our our teachers and the rest of our staff there's a request to continue to provide and expand tutoring options students are really asking for that customized support we do have paper tutoring service we do have tutoring at
124a number of our schools through various venues we have an amazing tutoring system through our avid program so we hear the requests from the areas where people are seeing what's successful and then lastly another request for thinking about how can we continue to provide that two-way communication on quality in terms of a student's experience with the conditions of learning again look at staffing consider staffing think about staffing everybody wanted us to really look at that because we have such great staffing and then also really thinking about some of those extra support positions like instructional coaches tosas teachers on special assignment and then of course these full-time teaching positions what might they support when they are not assigned to a classroom a load of students and then also thinking about administrative support and really taking a
125look at where it might be needed in other areas especially with our special education programs and then lastly our family and community engagement our new goal number four and the community engagement is really an acknowledgement of the board priorities um and thinking about how we can bring in not just the parent and family on advisories but really try and expand the scope there and again thinking about the ways that we can look at that quality whether it's qualitative or quantitative feedback in terms of looking at that success so um people want everything they want in person they want a remote they want to be able to have options to think about both the engagement and the education also we've gotten some requests to think about going old school maybe thinking about mailing some home mailing
126home the grades and thinking about what's accessible and what it continues to maybe be a challenge also thinking about this is the one about the forums thinking about in person and being at um sites now i'm excited to go to 32 schools next week next year i can't wait um but really thinking about where where are people most likely to show up it's probably at their school so we're going to be really thinking about ways that we can get out in that community and hear what folks have to say but also making sure that it's meaningful that people feel heard and that they know it's a two-way street there's a request for having timely communication and in multiple formats because again everybody wants it their way but then also thinking about having consistent and fewer
127platforms so those were some of the key themes we wanted to make sure we rose those elevated those make sure that people saw that those things were hurt we also did an lcap survey as i said we suspended the student administration this year 1181 parents participated it's about a thousand less than our high not as low as our low but kind of close so an area for quantitatively us to improve but um qualitatively we got some good information and so um we're pleased that we're going to of course continue that mechanism as well as our in-person options so in our district we pay attention to the whole child we're about multi-tiered systems of support in the areas of academics behavior and social emotional and really what we're thinking about is layers that universal layer is
128for all students and then when students are struggling in the all we provide supplemental support for some and then finally attends intensified support for few and so you'll notice throughout our lcap we focus on all some and few but if you're not interested in reading the 136 page version although it's down from 324. i was going to say yes yes because the type was smaller no no but you can thank the expenditure tables for that actually and we also have a short version for anyone who would like to see the short version and again it shows you how we have the all sum few it acknowledges that we've gone from three to four goals changes are in red and what we're really trying to show is what did we have last year and then what
129are we layering on now again between the adoption from last year and then some of the things i'll show you we were already doing but we were not calling it out in the lcap and so i'll show you a little bit about where that is but i encourage everyone to read my short version then you can go to the parent budget overview and you can round out the experience with the expenditure tables you'll be done in 15 minutes that's good yeah yeah sure so um the all i fit it on one page i'm really proud of that um basically we have all of the goals and we have things like we're elevating our positive behavior interventions and supports and restorative practices some of the support around attendance especially some of the health supports drug and
130alcohol prevention and then professional development that we're intending to really support all kids we have some academic pieces with some staffing and some programs we also have those conditions of learning where it's about instructional materials qualified teachers and personnel and then access to appropriate facilities and of course our technology and then of course we would be remiss if we didn't acknowledge our family and community engagement our parent ed series our site-based parent events and of course all of the advisories and the forums then we go to the sum and again it reiterates if children are struggling in tier one then we elevate to tier two you'll notice a lot of red something that we're particularly proud of is the addition of full-time support teachers at our 22 elementary sites that's funded through sr3 that it's
131specifically to address learning loss and we're so pleased that we can do that not just at our title schools that had two full-timers this year but also at all of our schools so that we can really wrap around all of our elementary kids and really kind of give them that boost so you'll see there's lots there again the one thing i want to highlight is especially in goal one we've added quite a bit around special education it's not that it wasn't happening before we just weren't really specifically calling it out and we're being very intentional about wanting to make sure that we're really being inclusive it's all about being inclusive and so again if you'll notice in our few right that few is often about special education students as well as some very targeted supports
132again we had all of the staffing before some of it has been augmented we just wanted to be very intentional about about including that in our lcap this go around so short version long version all right the goals and actions in the uh lcap we're required to say why the district developed that goal i'm not going to go into every single one tonight but people can look through that document they can see why they can look at measuring and reporting results then there's the actions and then we have some goal analysis from the prior year really thinking about 2122 describing those material changes and then explaining the effectiveness of our actions reminder we have four goals not three anymore we're very excited about that the measurements and results look like this and the way it's
133structured is the metric which is mostly required by the state although we may add more and then there was a baseline and that was for the most recently available data some of our baselines are from 20 1920 other ones are from 2021. it depends on what the metric was and what year we had real data available and then we have the year one outcome which is in the third column that's for and so that is the best available data that we have at this time obviously we don't have um suspensions rates for the full year because the year is not over so that is kind of one of the flaws of the timing from the lcap but we can blame the state for that so in terms of our actions again we put them as
134awesome few there's an action number there's a short title a description then there's a total funding amount and whether it contributes to our lcf supplemental yes or no and then each of these is crosswalked to action tables at the end of the lcap so for instance in goal one maybe there was four thousand coming from one bucket and four thousand coming from another you would see that in the uh expenditure table and then um it doesn't none of these are examples of contributing to the supplemental amount of 13 million 93. here's an example where we're going now to the actions for some and then what you'll notice in number 12 the increase in improved support we have some money that's contributing from lcf supplemental and so that is marked as a yes expenditure tables we're
135bringing it home okay so this is the first year with our full expenditure tables it starts off with current year and it explains what we're planning within the lcap so it synthesizes the whole document to what were the planned expenditures it shows you which groups are intended to be supported as well as whether this is lcf money or perhaps federal funding and then the total funds allocated for that action and then it also has the contributing actions table and what you'll notice is in the column that says contributing to increased or improved services those are all the yeses and so these would then add up to our target of 13 million 93 and then there's a percentage there of increasing and improving support then for the 21 22 annual update this includes the table of
136what we said we were going to expend and then our estimated actuals to the best of our knowledge again the books aren't closed so these are estimated actuals but it's a pretty good guesstimate and then we have the contributing actions annual table again the yeses all of those things that we said and then the differences between the estimated actuals and what we had planned to spend and then there's this new table called the lcff carryover table so if we did not expend what we were supposed to according to the calculator then we have a certain amount that is carried over and that translates into a percentage which then gets added into the 2223 budget okay but remember there's other plans in the lcap but they're meant to work in synergy so one that's really important
137to me is the lcap federal addendum this is for some of our this is all of our federal funding and we have a currently approved plan um because there's so many plans coming in in the month of june we opted to wait and put this one in august when it can stand alone and so um we will anticipate approval of that plan in august but all of those components are also included in this plan and you can see all the different plans how we came from the lcap one time supplement in february through now in june we had the expanded learning opportunities grant we had sr3 we had educator effectiveness which i mentioned we have a to g completion which i didn't call out here but those actions and services are included in our lcap
138we have the expanded learning opportunities program that kathleen larry will be presenting and then we also have universal tk and pre-k planning which will be coming uh next week with me as well so they're all meant to work together and if you want to find the lcap which i know you do then what you want to do is go to the i want to in the quick links for some reason it's the last option i don't know why so there's me at the very end and then one of the things that we've done is streamlined the look and feel of it but if you go you'll see the el cap's at the top and if you click on that then it expands out and you'll get to see the short version the long version and
139then after tonight you'll see this presentation as well and i did that and it wasn't hard which is amazing when you're exhausted after reading the budget book so if i can do it folks anybody can follow those directions so don't lose this one little section okay thank you does anyone have any questions trustee or solu and then trustee anderson hi thank you so much this is so great um and i noticed some of the changes that were made from last year i really appreciate that so just a couple items that i noticed i noticed um i know last year my concern was about why we have goals that are different for all students and for low-income students so for instance if we want all students to read you know 50 of all students to read
140at a certain level don't we want 50 of all low income students to also read at that level as an outcome and i see that you change that in goal one so thank you i see most of those indicators have the same percentage for um the desired outcome for all students and low income but i noticed in goal 2 it's not changed so there are still those differing amounts for those different indicators and i'm wondering if it's possible to mimic how we did it in goal 1 and have there be those outcomes are the same number for the outcome because i realize the baselines are different and that's fine but um for those outcomes so that we put it out into the universe that we want all kids to you know read or succeed at
141the same level so it's not that we don't have high aspirations but we also try to bridge the gap between what's attainable sort of that back reach back to the smart goals where it is you know measurable and attainable and reasonable and so while we certainly want to do reaching for 80 percent in some areas we also know that for some of our students it's a wide breach so we were trying to bridge the gap of reachable and attainable um and i think that that is that is noble as a professor of evaluation i get wanting them to be smart goals um but i also do think that just sort of ideologically it's important that we set desired outcomes that are the same for all of our all of our kids it just sits very
142um poorly with me when i look at a goal you know for all students and then 10 points below is our you know our dream goal for low-income students right well and and just to point out so that the there's a metric and there's a goal right so we're aiming for a target but our goal is for all of our children to read yes so if we can change those outcome goals to be equal when we've set the target and the initial el cap it is supposed to remain the same although we can certainly write a narrative to address that in the body of the lcap yes because i understand that the current the baselines and the outcomes but the desired outcomes is the column that i'm most concerned with so the other ones i'm
143fine with but um so that would be great if we could at least have a narrative and then maybe next year because you did change them for goal one so that's why i was hopeful that it would be changeable in goal two um we did not change the desired outcome from last year to current year we did between the uh the preliminary reporting and the adoption um i mean the standardization of the desired outcomes under the metrics that are in goal one they have the same um all student and low-income student the number is the same and it wasn't like that in last year's and so i was thinking it would be the same throughout like for goal two though they are still differentiated okay i'll have to take a look because my reflection is
144that for goal one we kept them the same and so that may have been a difference but absolutely yeah because they're different and i was all excited in goal one and then i got to goal two i was like oh so thank you and then the second um question that i had was around the um the healthy kids survey i see that we have a metric as the response rate that you know 80 percent of them complete the healthy kids survey as the metric and i'm wondering if moving forward maybe not for this year but for the next year rather than having the response rate be the metric could we have like one or two of those healthy kids questions that really get at the kids mental health you know transitions over time could we
145maybe use one or two of the questions from healthy kids as a true indicator any metric can be considered and we can add more we just can't take away oh awesome okay and then um last i have a question on one of the things that was my question last year too the a through g towards here could you um cite page numbers oh sure follow that so we can follow your store yeah um so the a through g um it's at the bottom of the pages yes the a through g graduation rate yes that was is it page 63 and 64. i believe don't you know i think it is you're totally right i mean i think it is totally so a3g what is that um in high performing districts in california what is the
146average a through g percentage i'm just curious is there a way we can find that out just for our future goals i don't have it off the top of my head yet it is reported and dataquest on cde i'll be happy to get you that yeah that would be really cool to know because i'm just so curious how we're comparing to other districts you can see that data for any district throughout the state and it will show the district level the school level as well as the state level oh perfect which i'm curious about not um like the whole state i don't want to compare us to the state i want to compare us to high performing districts i'm curious like what they're in whoever you consider the high performing district you have a list
147of the districts that you want to see we can provide that for you oh awesome okay thank you so much that's all yeah okay who else trustee anderson and then trustee weigand thank you um thank you you're welcome i'm so excited about goal four as you know thank you for adding it um i was wondering if there is a way to just expand some of the language i know similarly to what trustee ursula was pointing out was rather than measuring you know an event or measuring how many people come to something i think i would like to see participation kind of outcomes if there are people who then go back to their site and are part of leadership or um just measurements that go beyond a checkbox like there are eight people that went to
148that event that doesn't tell me that they were really engaged or that it was meaningful um so i would love to see to add um something around that to because participation to me is one thing but engagement is it is a different process measures of engagement in terms of like qualitative yes no well both i would like both yeah um so that that is one thing um and then i also was wondering if we want to put in because a lot of what we're doing um are related to trainings so if we wanted to change it to engage families and programs page number please goal four goal four eighty-four um to engage families in programs and trainings that support positive student behaviors that contribute to better learning environments meaningfully involve families in decision making and
149in programs and then the last part is cultivate partnerships with community organizations and industry and i think it would be great to include why we're doing that like we you know we want to expand apprenticeships we want to encourage community service you know i think like to have more typically those could be things to measure as well i was going to say typically that would be long in our narrative as to why we develop that goal and we can also look at that in metrics i'm not sure you want to have that much specific in a goal language but i would love to see your recommendations okay thank you um and then kind of following along with that one of the things on page 96 it says providing access to core content with additional language
150and mathematics support is essential to ensure that students do not fall behind grade level peers the district determined this need their experience in implementing previous versions of instructional materials um and one of the things that i would like to see as we're doing a lot more with family and community engagement is expanding our dual language options if we have 46 percent of the population of our students are latino and possibly spanish speaking i would like to see us do a much better job connecting and engaging parents where they are rather than saying that they need to do english only and i think a big piece of that is how we're teaching so on page 35 it says it says emphasizing the need for parents and educational partners to participate in supporting students education and one
151of those is involving families in all aspects and i think to do that successfully we need to expand our dual options i personally would like to see that at wilson pomona and ray where we have very large spanish-speaking parent populations and positively i'm very excited about our addition of facilitators this year we were talking last year last year we talked about having one at every single title one school full time my understanding is we do not have people that are there full time and i know there were some tricky things with hiring do we anticipate that in the upcoming fall we're going to have one full-time facilitator not yet but we're working on it we were not able to get all of our positions filled in the last go around so we're still continuing to
152work on that there's a it's a very fine-tuned formula that dr miss dale pash has put together so she's increased service and service hours at title schools but we do have non-title schools that also need service and so we just don't have 32 school community facilitators that is the long-range plan when we are fully staffed so stay tuned on that one we'll put for next year specifically if we start the fall with a full-time facilitator at our title one schools first and then add if we did that we would be taking service from some other schools but we would definitely love to show you the the long range plan which is not that long range to how we could get there hopefully pretty quickly oh great because that's what i thought we were doing last
153year so i would like to see that as soon as we can um and then where are we on having one general ed elementary counselor at each elementary school we are at one half time per and we have not accelerated that hiring process as yet one of the things that we are really doing is working on our systems and making sure that we're very clear about all the roles on our campuses and i know that we are expanding some of the ranks of our behavior specialists um so um that is i think not something i can speak to as of yet right now we're going to hold steady but i do acknowledge that that was a very popular request and something that quite a few people requested yeah i mean i would go beyond saying
154it's popular too i think it's essential we have so many families that are having trauma and having issues so i think the more that we can add i'm excited to see that we're adding a full-time um high school career and um career in college counselor at asancia and adding a career in college counselor for early college um do we anticipate that um they're like the person for cloud are they just gonna be are they gonna be like specifically a third each place or are they gonna spend more time at certain schools that one's a little outside of my wheelhouse that's more in the a to g block grant and so uh dr shakob would be your point for that okay i will ask him later and then the one other thing i have um is
155i saw there were several different components for the drug and alcohol um kind of training and interventions some said that they were funded in very different ways than they were in the past is it possible to get a breakdown as to who are our community partners are we measuring like if the students and if people you know the assistant principal likes their program what are we doing to measure so i think we would probably have to talk offline about the difference between tier one tier two and tier three and especially as it relates to um one recovery and some of the work that they're doing we don't necessarily spread out all of their charges over all of the goals so we don't kind of bifurcate those funds in that way so we may acknowledge it
156in one goal even though they're providing service in the intensified area let's say so um but we can give you that breakdown of which schools are served and what that what that looks like um in tier one i think it's more like the waymakers and some of the components with newport beach and so again i don't have some of the metrics on those necessarily aside from when the sites are served but we could certainly look into some of that um feedback in terms of uh administrator feedback if that's thank you and thank you also for all of the work that you did for goal four it is amazing so i'm sorry i have a lot of questions about it but i'm very excited that it's there so thank you thank you thank you trustee wykand
157thank you thanks for putting this together it's a lot of work i really appreciate it thank you um this is a question for either you and uh mr trader um with all our increased staff for mental health including counselor sale team and school psychs when these federal funds dry up are we still planning on keeping all of those and you know in the next three four five years as we kind of get addicted to them you know even though there are counselors and psychs and everything like that what are our thoughts i'm going to let mr trader answer that he has the bottom line we will make whatever we need to make work now that that doesn't mean there will be some adjustments but we with um [Music] we'll get direction on where we need
158to put the right resources so it there will be some adjustments but but we'll make sure we get it the way you want it awesome thank you i mean you couldn't have had a better answer no and then i have another question um on our since we have funded two rti teachers at the non-title one schools over the last year or two so i do notice that some of our percentage of grades three to six students reading at um grade level or above for the star star irl assessments looks like that has come down on the 21 22 year and so um are we planning on keeping those two funded from the district teachers at each of those schools so the title one schools the way that they were able to have two full-time funded
159this year is because we had access title one carryover and so typically what the schools would get is a single full-time teacher and then a number of part-time teachers depending on a sliding scale and what we elected to do for consistency was to provide two full-time teachers at the title schools because they are the most impacted while maintaining the single 19.5 hourly out of our lcff for all of our sites and then the title schools had their own title funds where they could elect to pay for a 19.5 or a 0.5 position let's say so we have sort of the what the district title funds were able to provide but that carryover we were very good at spending it down so there is not enough title one to provide that anymore what we are going
160to do out of title one is provide that single full timer augmented by the federally funded full-timer meaning they're going to have the same service it's just a different configuration of dollars and then what we were able to do was add in at the non-title schools using the federal dollars in acknowledgement that we wanted to make sure we were able to support all the kids okay so even at those non-title one schools they will have that 19.5 they will have the two 119.5 and one full-timer and we're really in talks now about what the roles and responsibilities for those folks the training that we're going to provide and we want to make sure that we're really giving them all the tools to be really excellent from day one okay i appreciate that thank you oh
161thank you i had just two more things that i forgot him the page number um for trustee mattoya is page 63. um my question is about the ap um so our baseline was like 38 then it was at 67 and our desired outcome for the 23 year is 48. i'm just curious but it kind of went up and then our goal is lower than where we're currently at and if that's the norm or if that's can we have our goals our goals be you know equal to our highest thing that we've done i need to take a look at that one and see why we decided to um re-bench it yeah that would be great i think one of the things has to do i'm not going to speak out a turn i'm going to
162double check it yeah no thank you and i can send you an email with it with the page numbers too um and the other one was back to um trustee anderson's point and on page 87 the measurements for the parent engagement um going back to is there a way do do we i don't know if we do do we do um surveys after those parent engagement sessions about like how did you bring this information back to your site or how did you use this information with your family at home do we have follow-up surveys to those parent engagement sessions the shorter answer is no we don't have consistent ones at this time it's certainly something we can look at for the future yeah because if we did then if we just had one common question
163that we could use as a metric to show that those parents are bringing back what they learned to either their family or their school site or their whatever that would be great and then one question for mr trader on page 52 um where'd it go about the restorative practices budgeting um it had budgeted 112 000 for restorative practices and then our actual expenditure was 6 000. i'm just curious is that just because people couldn't get to the trainings or are they being rescheduled at a later date or that's a big 100 000 for restorative justice which i love i just want to see if we're doing it well i don't want to speak on for mr trader but i do this is my area so i do know that with restorative practices um you know
164this was a year that we did not have subs and a lot of restorative practices work needs to happen in person um and so what we've done is we've trained people who haven't needed subs and the money that we did expend was for our sale team to become trainer of trainers so we are looking to um you know embed that again in in our plan for next year but again we're all kind of arm wrestling for time with staff to do training so you know if not we're going to figure out where it fits in but that's why it wasn't done this year okay awesome thank you thank you very much i was um pleasantly surprised to be at a harbor council pta meeting and hear uh pta presidents speaking about what they gained from
165the lcap in english and spanish something i've never encountered before so well done well thank you very much okay and um mr trader are you going to cover the 2022-2023 budget that's why it's on a it's on no this has it and then okay so this is separate it's just an error trustee barto don't we have to open a public hearing for you i'm just checking on the word checking on process on the word no i'm checking on the wording of 19a because it says accountability plan and 2022-23 budget so it should we should be getting reports on both but we can do the public hearing on the lcap and then do the budget separately which we would then get the public hearing for but we do need to get the report on the on
166the budget so we can we can change the order that's fine but okay so it's just an error in the the wording for a all right in that case that's fine there should have been a b2 yeah yeah okay that's right in that case we will open the public hearing for the local control and accountability plan the public hearing is now open at 8 36 p.m and uh wendy elise would you like to speak thank you madam president members of the board miss dr smith um vanessa miss gayley does an excellent job talking fast and zooming right through it cuts to the bottom line so i appreciate her being interested in comments from the community um you know sometimes the and i remember thinking oh well if you have kids in the district then that
167qualifies you for commenting but when our kids graduate and we're grandparents and we pay taxes we still are interested in where our money goes and so i had asked for a public record of the strategic plan and the answer came back that this is the strategic plan so i like the lcap goals i think they're you know simple and applicable but a couple of suggestions and something to have data come back on the effectiveness of restorative justice coveted um you know and what you just said about the subs and everything but does restorative justice work you know um and and if it does that let's do more of it but if it isn't if if the money that we're spending isn't really effective in other words if the the person who's not behaving is continuing
168and in the restoration you know maybe was temporary and they go back i mean i've taught in juvenile hall and i teach at college hospital so um i see kids you know at-risk kids all the time uh but you know having some data to back it up and also i would i'll i'll comment after i listen to mr trader's uh presentation too i like the fact you're engaging community organizations um that's really important i'm i'm not sure if you uh connect with the aspire program at hogue but that's really one we do very uh good intervention that we should be using um but but you know what they don't take um medi-cal that's sad and and because those are the kids that really need it i tried to figure out talk to them they have
169a fund they have scholarships but it's for people whose insurance runs out and so they are working with kaiser and they are working maybe eventually have medi-cal because those are the kids that really need programs like aspire and finally you know the the um app for the um district is really not very good i just looked at it and there's you can't access the calendar it's just goofy it's got some news on there but if you wanted to look up the agenda and it's not that easy it's not one step so you might figure out the blackboard and how to improve that but thank you i'll be back thank you uh that was the only comment card submitted so the public hearing is now closed at 8 39 p.m and i'd like to apologize for
170so inelegantly handling the agenda this evening guys i'm glad we get to come back and i get to try again next week it should be shorter um all right so now we move to item c public hearing for 2022 23 all funds final budget mr trader just gonna do the report yes it's okay it's uh got it we'll have the report now so now the uh the moment you've all been waiting for right and and and and uh uh trustee mattoya you you said that you were feeling exhausted were you trying to say it was putting you to sleep no it was stimulating fascinating and interesting well let's take many pages yes you like elk i like budget and i have to say uh we really work closely with vanessa and ed service on this
171uh on the budget we could not align your budget without vanessa and really the elk cap is where the secret sauce is and so um spending your time on the lcap all your questions on the lcap much better rather than on the budget so uh let's talk about uh the district budget of course we have to adopt our budget by june 30th and we will come to you at first and second interim changes to that let's look at the schedule here the governor has issued a budget in january he issues a a revised budget in may and now here at june 15th he's going to have to pass a budget and what you're going to see though in that budget is going to just be a consensus right it's going to be all the things
172that they agree on and all the stuff they don't agree on yet they're going to pass in a trailer bill later on and um this is an opportunity for us because there's still some things out there that they are um uh talking about that impact us and uh so for example how much money is going to go to one time versus ongoing right we prefer one time because it's safer they're talking about funding for transportation and you need to know this is important for you to as you talk to your legislators that they're thinking about doing transportation right yeah mandating additional transportation and funding it the same way that they do everything universal transitional kindergarten oh which means we won't get any funding for that so we're concerned about that we're very concerned about it
173and we're communicating to our legislators about that um that's a big deal and we're hopeful that the governor will fund universal transitional kindergarten for all students and not for our students according to where they live so we're hopeful for that still so anyways let's talk about the the budget highlights there's some great things in the budget universal mills so uh students will be able to have a free breakfast and lunch whether they apply for it or not however we hope they apply because it helps us with our funding on the restricted side title one those kinds of things that's a message that we need to get out and communicate to our community it's really important and then expanded learning opportunities this is a big deal uh the governor is going to fund this by billions
174of dollars four billion dollars that will mean uh about 20 million dollars for newport mesa ongoing uh we hope that it's ongoing 20 million 20 million nice it's a it's a big uh big deal and it's going to be very helpful for our communities then we've got special education base increase that's going to be about 809 dollars per ada and the governor is also throwing in 6.56 percent cola and that will help special ed also um and some of our other selected uh restricted programs and then for the one-time side we got the discretionary block grant and again this is a fairly big one-time grant it's about 20 a little over 20 million dollars for us um fifteen hundred dollars per adi ada i believe there's gonna he's gonna be putting four billion dollars into
175school facilities some of that will get to us and that's going to be helpful the really neat thing is deferred maintenance get excited about that that's going to be about 5 million for us and very helpful um on the deferred maintenance side we have not ever really seen that and then community schools he's going to put about 4 billion into that too and and some of that will make its way for us so really this is a very favorable budget uh for all school districts including us even though we're hopeful for utk so let's talk now about some of the district factors of course now you just heard uh vanessa roll through about uh coven 19 support and and to your questions about uh trustee weigan about well you know our are we able to
176keep all these programs we got going this is like a hundred million dollars that have cut has come to the district yeah and and to be able to keep all that going um just is not sustainable so we are gonna have to make some choices uh we will no doubt but we we want to make them so that we're focusing on the most important the things that are most effective and and so those are and we have time to do that and you have time to do that and you built in a lot of flexibility into your budget be able to take the time to do that so uh when 2425 comes it's not going to be the hatchet that's going to come you got some time to to make things uh make some choices
177so that's a good thing so then let's talk about enrollment enrollment's trending downward uh we've known this um however if you look here we the 80s are calling to get their enrollment back because that's where we are headed we are right now where we were in the 80s in terms of enrollment now when you get a facility use plan or i'm sorry facilities master plan is gonna come soon uh and and there's gonna be some opportunities there um it looks like enrollment has has flattened out we hope that we get you know those students back that's what we're going to work towards um but still if you're if we're living in the 80s there's going to be some opportunities on the facility side that we can take advantage of so then let's talk about prop
17898 now take a look at this this is alternate universe this is alternate universe stuff this doesn't happen this is not normal don't ever think this is going to continue the message is is that we can't think that this this is going to be ongoing this is the way things are now when you have billions and billions of dollars between january budget and may revise that's not normal it's not and so we need to be careful about thinking how we move forward with our budget so let's talk about our pension rates and we this is you've seen this before here we have calpers again it's going up fairly dramatically um and then calstrs and then you see here how it's uh there's the total cost for our pensions and here's the percent of budget now
179when you you look at that in 2013-14 we were spending five percent of our budget on pensions in 2324 we will be spending 11 and a half percent on on pensions in our budget it's crowding things out and and the two percent that's gonna hit the two percent increase for pensions in next year is going to cost us five and a half million dollars that's a third of the new property tax money is going to come our way next year a third and so it doesn't leave a whole lot of room left for other things like running the district and compensating employees and you know supplies and inflation and all that stuff so i'm a little concerned there about that so then we take a look and again of inflation again the 80s are calling
180again and they want their inflation back we're headed to the 80s when it comes to inflation and it's a concern um when you think about this uh with the interest rates going up on a meeting the price home that's adding um 300 every month to a mortgage people are going to be paying 130 000 over the life of a 30-year loan more when we rely on property taxes um i don't want to say you know what that's going to mean but we have to know that that indicator is flashing at us and and we need to be prudent about the out years as we move forward so then let's take a look at the general fund summary so here you see now this is our property tax line you can see there again this is
181this is really healthy it's a good news this is really stable this is what we want to see right then we see here state aid and it's a fairly normal we get to other state which is abnormal if you look in 2223 that's a big big number there and then it flattens out right and then we get federal right another big number and then low other local which stays pretty stable so there you see in 2223 right we peak in revenue it will be years years before we get back to 2223 in terms of revenue so we've got to be really careful about how we're looking at the out years when we look at our district in terms of expense you see here salaries and benefits and supplies services and other and this tells you
182that we are really trying hard to flatten the expense curve out in the out years and that's what you're seeing other gets real skinny yes and so when you want to look at our alignment you've seen this chart before here's our revenue right it's a nice line however it's jagged there at the end and that's because of all that one-time money coming to an end and then we look at the alignment there the red line must never be above the green line in the ears we see that the red line is slightly above the green line which means we have a little bit we have to sharpen our pencil a little bit we have some work to do there and and we've got some some plans on how to do that and and that's going
183to happen uh and again you have a lot of flexibility a lot of shock absorbers in your in your budget you can handle a few years of this kind of thing and to give you some time to figure out how we want to handle that so then looking at the summary here we we recommend a positive certification and thank you so much for your time tonight any questions i've got a few go ahead okay all right i guess all my questions got answered over the weekend the special ed base rate increase 88 is that based on what year because i know some of the things he's been playing funny with the 80 year old yeah i believe that's 21 22 p280 okay so it's not held back to 2019 or as they were talking initially
184thank you um the deferred maintenance is do we that 5 million is something we get it's not just sort of a allocation that we might get a portion of no that's what we will get that's my that's my personal estimate that's awesome that's great that's great news uh trustee anderson and trustee crane thank you um thank you too for fun 17 for breaking it out into three segments i love it um i'm trying to think through um you know things that we can use for one-time use this upcoming year since we're going to have such large amounts um and looking at this chart that has the district expense flattened and it has the salaries and benefits and services um one of the things that i actually heard from a teacher this year at open house
185was um for years and years and years teachers have gotten 250 a year and it hasn't changed for years oh for materials for materials so we have lots of extra money right now it could be helpful if for supplies because that's often either reliant on ptas or foundations or outside groups if that could be something that we fund at a much higher level this year for teachers because it could be a one-time thing um so that is just something that came to my mind as i'm drawing a list of things that are one-time uses that we could possibly do that's it thank you trustee crane and then trustee weigan mr trader great work um i could see why you're on the agenda to be approved for employment of as assistant superintendent of chief business officer
186anyway i had a a couple of questions um the utk unfunded liability and the transportation one as well can you give us numbers on those i think it's at 13 million for utk and what about a transportation one so you're correct on utk there's going to be about 13 million a year in terms of programmatic cost that does not include the facility costs which will be about 15 million to to create facilities that are appropriate for that age group um on the transportation side um i'm not too sure yet it depends on the mandate how far they're going to go and and how we implement that but it could be fairly costly uh i would say in the hundreds of thousands i know thank you and i do want to thank uh sharp by trustee
187motoye for um uh helping us with uh assumption number 23. we made a correction uh to that so now that it shows that there are seven thousand dollars going to the middle schools so yeah with uh art thank you very much that was i submitted my questions over the weekend because i sat with the budget book and thank you for your quick responses and thank you both for making that happen that's important much appreciated interesting just a quick question on that discretionary uh or the deferred maintenance is that five million dollars annually or just this year just just the uh next year twenty two twenty twenty two twenty three time one time fund okay and then um in our financials here is it um on the projections does the uh non-funded utk is it is
188that associated to this so if i even look at like my pension rates climbing to be what did you say twelve percent of our budget or something eleven point almost yeah eleven something yeah um does that also include the fact that added into utk not being um funded yeah yeah okay uh utk is included in that budget that you're looking at so we've included uh our estimates for uh what we expect in terms of who's going to show up for utk got it okay thank you trustee matoy how exciting to get deferred maintenance money from from anybody else but we still we in our budget have a budget of deferred maintenance because it's mandated from back in the measure a and f funds so that this is like bonus deferred like we can maybe paint
189more than three schools this summer of course then we'd have to get more painters and make sure more schools were ready to be painted but still we can definitely use that money that's that is very exciting i just want to make sure the public knows that we budget ourselves for deferred maintenance and we're doing a great job with it yeah you are honoring your commitment to the community to spend four percent of your budget on deferred maintenance right and you're also over funding uh vanessa was very modest uh you're over funding the supplemental grant also because we do what's right for kids that's right so then with that we're going to open the public hearing at 8 56 pm there were no speaker cards committed submitted but are there any comments anyone like thank you
190the public hearing is now closed at 8 56 pm okay all right now we move to silpa local plan services plan and selfa self-annual budget plan for the 2022-2023 school year dr jackham great thank you and this is a annual requirement under the education code that each selpa uh put forward an annual service and budget plan that indicates um the different services available in a snapshot in time at any one of our schools and also kind of have an approximation of some of how the budget is used and um juliana salvo our special education director and and salba director met with uh members of our community advisory committee i know that two of our trustees montoya and crane are also on that committee and they met with folks from budget as well to go over
191that this is the public hearing and then you'll do the final adoption of this services and budget plan at the next board meeting but there have been no substantial changes so we had to do a big um last year was the big year where we wrote the entire selpa plan and so this year there's really no changes other than you know any tweaks to services that we are providing or any changes to the budget so thank you okay did anyone on the board have any comments before i move to public hearing right so then i'm going to open the public hearing at 8 58 p.m there were no speaker cards submitted for comments any comments the public hearing is now closed at 8 58 pm now we move to discussion action calendar and approve the
192program plan for expanded learning opportunities do we have any reports we do we as kathleen leary our director of early childhood education after school program approaches i think it's a fitting night with all the celebration going on to have before you our expanded learning opportunity program grant celebrating that we are finally able to put the plan in front of you for approval but also really celebrating a true collaboration in creating this plan kathleen did an exceptional job really getting meaningful input from all the constituents in several different ways and she'll share that with you along with the fact that we were able to work with the california department of ed expanded learning program group with ocde as well we met with them three separate times they came down and provided us um you know really
193time and space to think through how to best um create these learning opportunities for children and kathleen then took that um along with all of the input from teachers kids parents uh you know all staff uh to put this plan in front of you um the other part about this plan is it will evolve um kathleen has also put in um input groups as we go through this plan uh to meet with several times a year to get feedback in ways that we can continue to make this these opportunities more meaningful for kids and expand them so with that i'd like to turn it over to kathleen good evening i'm very excited to present to you our expanded learning opportunities program plan as john mentioned it is a culminating presentation of all the work that
194has been going on with all of our groups for the last several months starting with dr smith cde and a lot of other community input that i'll go into um so just a reminder about what expanded learning is expanded learning means before school after school summer school and intersession programs and really it is to address the whole child and based on interest and to be high high engagement and to be hands-on for all children to be excited about learning uh the elop as it is commonly known the expanded learning opportunities program plan was authorized in the 2021-2022 state budget as well as assembly bill and what it states is that leas are to offer unduplicated students instructional programs after school and during the summer now i know vanessa spoke about unduplicated but just a reminder
195that that is our student el students uh students that are on free and reduced lunch and our foster youth um on school days this is a good thing on we have already doing bullet two you know with our project kids connect we are um providing service and after school programs for all of the students at those nine sites for at least at least nine hours we serve till nine or nine not till 9pm 6pm that's nine hours the one thing that is new that you'll notice in bullet three is that we will need to start to provide um nine hours of programming for 30 non-school days and we will start with 20 days in the summer and i'll go into that a little bit more when we get to those slides and just a reminder
196our initial budget that we have and initial monies that we get is from the after school education and safety grant that we have been getting funding for about 20 years and what the guidance from the cde is really to use the money from the aces along with the elop for one comprehensive program so the umbrella will be our project kids connect after school programs and students aren't going to know if they're funded through aces or funded through elop what happens is the asus money really limits the amount of students that we are allowed to serve and the elop will increase access to more students so at the end of last year a lot of us were revisiting our our vision um we during the pandemic with our after school program our staff worked and they
197did not see students in person but they did online tutoring after school for them and we did a review and a revisit of what our mission statement and our vision statement because we learned a lot through the pandemic and one of the things that we really agreed upon is that we wanted to develop a program where every student is seen every student matters and every student is valued and that is really what our basis is for when we're developing our program and when we're developing our program these were some of the key components the top three the academic support the engagement and enrichment and physical health are all requirements within the asus grant but through the pandemic we really wanted to focus or refocus i should say on social emotional and through the elop we
198really wanted to also partner with our community based organizations and have a lot more community partners and you will see that in the plan so as john mentioned we had lots and lots of input for our plan you know i'm going to give a big shout out to um lori hogart who started the the input with the summer learning she spearheaded a major program last year where we had the academic and then in the enrichment and she did a lot of surveys to see what went well and what we you know what parents liked and maybe one things that we could change what we did starting as january is that myself and artosa leanne griffin we went out and we met with every student in project kids connect in student forums to see and get
199their input on top of that we gave them a survey afterwards just to to get the hard data we sent out parent surveys for our project kids connect um parents i did an um elementary principal forum especially for those principals that have project kids connect on their stat on their site we wanted to get their input and then last but not least we wanted the input from our staff both our lead ias that we have as well as our project kids connect ias and we did that in march on we take advantage of that excuse me the parent teacher conference days and there's no kids on the wednesday and we do staff trainings or in this in march what we did was we did a big input session on what they would like to see
200what their vision we had them create vision boards also we looked at a lot of different advisory committees we created a elementary principal expanded learning committee which had representatives from all zones also presented to the dlac all the superintendent advisory committees the parent the certificated and the classified and then out of those presentations we did invite all of those representatives to be part of our district advisory committee and we've met once and we plan on meeting quarterly starting next year we had information and questions on the lcap survey and the staff forums we did a family survey questions through the lcap and one thing that i wanted to do is that i wasn't particular for after school but we did look at the secondary elective um community forums and some of the input because and
201i also did a survey and i don't know if it's on here but our secondary principles i wanted a survey to see what kind of activities what kind of electives are they interested in maybe we can start an interest right maybe it's drama music or or a specific sports that they would love to see grow in their school in middle and and high school that maybe we can provide in our after school program so i really wanted to get a you know a robust amount of input so that we can provide a plan that meets the needs of all our community the element of the elementary summer program again i i need to give a big shout out to lori hogard and lori hernandez who has been helping her this year as you remember i
202mentioned last year that we had one that was the academic and one that was the enrichment and it was two different times well now she was able to combine the two for 20 days so that we have nine hours of program all through july amazing feat this is a sample schedule of what it looks like in the morning is the morning summer session in which there's a com you know uh the students rotate through an academic block they might have music pe science specialist we have brainstorm stem strategic strategic kids fibo arts dance lots of electives even in the morning and then the afternoon students can kind of choose a focus area would they like to explore the arts maybe sports or some sort of stem camp so they had that opportunity when the parents
203were filling out the application and so those are what will be happening between 12 30 and 5. um next is project kids connect um it's our after school program and what i'd like to point out is that this is projected enrollment we really would like to build upon the services that we are providing at our nine sites enhance them as well as possibly expand um this year we served about 590 students next year we'd like to more than double that to be 1390 and then grow to 1750. again you know we're looking to see how we can do that and we're going to be continuing to adjust and adapt as we roll out our program the first thing that we wanted to do is prioritize those programs at sites that we're already at if you
204see in layer one i see it as a layering system layer one is the program that we have right now and we have we serve students in grades one through six starting next year we're expanding and going to be serving students in tk through six and we are going to be partnering with some of our community based organizations like the ymca boys and girls club strategic kids to provide additional enrichment so that's going to be another layer the third layer will be probably in the fall where we'll be reaching out to teachers music teachers science teachers pe teachers even classroom teachers do they want to you know provide tutoring maybe they want to do a band after school or course after school maybe a science club lots of other opportunities that we would be able
205to then layer that on for more options for students and then last but not least and this is actually the part that i'm a little bit excited about is more student choice i would what we're planning on doing is bringing performing arts and dance more sports maybe more strategic kids opportunities but for me that perform in arts you know can we start when the kids are younger that they get on stage and really gain those experiences and that confidence because by the time they get to middle school and high school if they don't have those experiences they're less likely to try so we really would like to bring that to all the sites that we have and so we have we're at nine sites and those are that's the plan for next year to enhance
206what we're doing in addition for next year we want to expand to additional sites we're still talking about with what community partner we would be expanding to but we're looking at two two sites um both sonora and kaiser because when we look at our list of pri that prioritize the unduplicated those would be two of the next uh schools we are are also going to continue with the district advisory committee to provide input we had classified and certificated staff but we eventually will bring on parents to help with the advisory we're going to pilot a before school program at whittier to starting we started out putting out interests to see who you know what parents are interested and last but not least we're going to establish some metrics in order to measure the quality of
207the program the state does have some quality standards but we're going to look at what type of instrument we might use in order to um to rate how how well we're doing and then phase two which would be the following year and through next year what i'd like to do is investigate additional school sites survey families i've already started meeting with some of the zone principals i'm through that elop elementary group but i want to meet with all of the principals to get their their feedback on what type of programs might be necessary and then maybe do some surveys of families in addition we'd like to expand our partnerships we have so many amazing partners community partners like i mentioned before with the boys and girls club and the ymca strategic um kids um many
208many more but so we want to continue to foster those relationships and that's i'm open for any questions that's at this time see latoya you've had your light on for a while so you get to go first thank you i usually don't have them right away my very first question is one i've had from what sites are getting elementary summer okay it's a test thank you anytime it's kaiser ray killeybrook newport coast wilson and there's one more sonora one two three four five six see me no i wasn't testing you i've been asking that question for a long time dr smith knows that and i just i went online i did all sorts of and couldn't find it my second question is on the second page of well it's your one two three probably fourth
209page but it's yellow for at least at least 30 non-school days no less than nine hours of in-person expanded learning per day now i get the 20 days in summer where are we coming up with 10 more days of non-nine hours a day so what we're looking um and this is one of the things that we're going to continue to start to plan is um in june so we get out early june that we would continue to counts is like like two this year and next year correct okay yes good i did that's very clever i've got one more unless you want to add no no okay i i just have a thank you i can save today oh yes yeah i talk to a lot of people what's fibo art fibo art is it's
210one of the organizations we bring in to do arts and that's part it's interesting because when we uh surveyed the students art and and art lessons was one of the number one things that they wanted as far as enrichment activities and parents wanted it to june and then july that's so clever okay thank you trustee anderson and then trustee elsie i'm following up on the additional days is there have we thought about doing intercession during christmas break during spring break i know and presidents week there's a lot of those kind of spots that we don't do a lot for the community and there are big child care gaps have we thought about using some of that time to fill in those days we could look at that that's you know one of the way to
211get to the 30 days was to do the bigger gaps but we could definitely look at that because the 30 is just a minimum right 30 is a minimum correct yes could i just add that one of the things with that is it allows us to expand our partnerships because part of our program is staff intensive and so an intersession they're often gone as opposed to summer intercession where some plan on being here so that that provides us an opportunity to take one of those next steps which is expanding opportunities to provide that when our folks are off on whatever they're doing yes i know we have some community community partners that have wanted to do like a soccer camp during president's week so that would be a great that would be great um i
212was wondering too i know as you were mentioning there are a lot of different community partners and they all came at different times and for different reasons and i was wondering if as part of this i see one of the metrics is to just kind of look at the program overall but are we looking at if there is a partner that maybe we need to have at more schools or there's one that maybe they've been helping for a long time and there's not there's low enrollment or how are we streamlining that process um so one of the things that we would like to do is include our partners in that metrics is is to have them come along with us and developing maybe for their their program as well and so you know collaboration with
213our partners and and also interest right we're going to continue to do interest surveys throughout um you know after an eight week session we're going to do another interest survey with the students so that we know what is popular so that we can continually you know change and depending on you know what students want and what their interests are and then are we also going to do possibly like a needs assessment for some of those if there are specific programs say if there's a school that doesn't have any art programs that are funded if that you know that's being asked for like the performing arts and doing a lot of like are we are we going after any after school groups or partners that are specific to a school's need um so the initial um
214plan is to provide the performing arts and the arts and the dance and the music for all sites and then as we see the need and we see the the um student you know interests then we can add more to that oh great so and that's going to be district funded correct it's going to be funded through the um expanded learning opportunities wonderful okay um and then is there a reason that sonora doesn't have it it's because they had rocks and they didn't want to have so we are looking um to um if you go back to the one of the slides we are looking to expand to sonora and kaiser this year i don't know you know kaiser or i'm sorry sonora has never had it since i've been um in this position and
215they haven't had it for a long time i don't know the reason to be quiet and i can find out yeah i was just wondering because vanessa's always telling me there's 10 times one school so yes you're absolutely right and i've been wanting to support sonora for a little we never twist the little thing i think eduardo and then i know that we're we um we just hired a coordinator to help with some of this and i was wondering if they would be able to help i know um i was at pomona's promotion and they're doing band in the morning they're gonna do math things in the morning like um with some of the teachers are gonna come in early is there a way to kind of connect or fund some of that work for
216rather than just doing one pilot site kind of creating a list if there's something that's going on at mariners if there's something that's going on throughout the district and identifying what they are so we all know about them and people in the community know but then also i mean if they don't need a lot of funding for something that they're already planning to do at a school like pomona it just seems like it would make sense to add correct and i i am working with cindy over at pomona to complement one of the some of the things that she is doing um along with jennifer at wilson because i know they have some plans so we have um talks about how we can compliment her what the programs are wonderful thank you hi thanks just
217for clarification the um i know the summer school anybody who applied could go correct from any school so these other programs that we're doing for the elo key and additional expansion is that for every school so it's for all unduplicated students however we're inviting all students so that you know students um are able to participate are if they're at a school site that we have a program at at this time we are going to so basically for some of the schools that are not title one schools or have unduplicated um kids that the school any any programs like this after school programs will be funded by parents or and we're going to look at how we can support those school sites and in newport beach and some of the on and the schools that aren't
218title one to provide after-school programs we want to assess what the need is what can we do um under the auspices of the grant money so you'll be talking to them as well yes we definitely are that's going to be part of it is looking at what we can do to support because there are unduplicated students in all of our schools correct yeah but definitely look trustee cream yeah actually i had the same question as trustee elsie because i i i was wondering well this is specifically focused uh towards the unduplicated students however if there's a site where there are kids that are not technically labeled as unduplicated will they be shut out but what you're saying is we take all at this point we're not shutting any of the students out okay that's great
219and then um i i love the fact that you you you really had a very thorough um survey system of you know across the board because that's that's kind of how you you know base the data and you get the data and then you you know what your customer wants sort of thing what kids need so that's great continue doing that especially for the non-title ones yeah that's great and so um is there any long-term plan maybe even coming down from the state to address middle school kids unduplicated kids is there any rumblings on that do you know if that's coming down the pipeline i don't i know right now that this particular money is for tkc right okay i don't know i'm not aware of in the budget with the expanded learning if it
220goes beyond that okay thank you i can find out that no yeah just curious thank you very much it's very very exciting 2100 students that's elementary students that's that's a pretty high percentage if you think about it that's wonderful amazing trustee weigan and then trustee anderson so just kind of picking backing on what um trustee elsie said um so on the non-title one schools so next year it's just title one schools and then expanding the next year then to non-title one so we're going to be investigating next year we're looking at um sonora which is a title one school as well as kaiser which is not right so we really are looking to slowly looking at our ranking like not you know but the number of unduplicated in the percentages we're we're going to kind
221of work down the list but we are looking to see what we can provide um and what would that look like is it a partnership with a um an outside organization i know over at harborview they have the community center that's right there that has after school you know and how can we partner with them i think that's part of my next steps is to look what's out there and how we can partner with them so that would be when you saying partnerings figuring out how we can provide some kind of form of money that supplements some of that that maybe the students parents have to pay for is that correct okay thank you before we move on too many because that's come up quite a bit i think it's just important to remember that
222this is a part while expanded learning is a goal of the boards the expanded learning opportunity program elop is defined by all the state's rules tk6 unduplicated counts right right and and i really want to comp up the staff for coming up with a comprehensive plan like this this exponentially increases before school and after school opportunities that being said we have schools where we don't have a high number of unduplicated count we can always and this district has always been able to choose to fully fund those similar programs or some portion of and i think there was a question earlier about the budget that you know made made jeff sweat just a little remember we can afford anything we can't afford everything and so that's just a decision that this body is going to have
223to decide is you know where is that going to happen in the meantime the group is looking at where are these other opportunities where might we strategically do that and then the other thing is and you may have mentioned this and i just didn't hear it i only have one good ear but but there it's based on community needs and school and community interests and we know that there are some of our schools where the families don't want them on campus you know after school because they have other clubs or whatever so it really is driven by that as well doing interest surveys as we continue to expand this program but just want to make sure that we're clear that this funding is not restrictive but but it's it's intended for certain groups we you
224as a body can use other district resources if you so choose to do similar things just to clarify trustee anderson and then trustee elsie thank you i'm kind of following up on what trustee wagon was talking about um one of the things that i would love to see as part of this i know um the ymca has been partnering at davis and at mariners and um while they have some unduplicated students there are other schools that would also benefit i'm part of a ymca community advisory and they would love to help at other schools so but they've been waiting for us to kind of take the first step so i would like to see us kind of be more proactive and then i think it would make sense too with like kaiser and the boys
225and girls club is right behind it and harbor view and the boys and girls club the newport one is right there um but i think like for me i would love to see two with our community alliance either having breakout rooms that are part of that because it's often the same people so if we invite some of our partners who have helped in the past or bringing some of those folks to the table because they're not a part of the community alliance often so it would be great to have them be able to know what the resources are in the community if there's like the assistance league and if they can help we just we're not bringing everyone together yet and i think it's a great opportunity as we roll this out and you'll see
226contracts next week for the boys and girls club ymca and strategic kids those are the initial contracts that they will be helping with at the nine sites some of the enrichment activities and we do you know we value their partnerships and we're gonna look to see how we can continue to you know maybe expand what they do at other sites thank you trustee elsie yeah i i completely understand the rationale for this for title 1 schools primarily but i know we have people out there listening possibly maybe it's too late now but but they hear it they hear these conversations and they say they're and these are non-title one schools they're perfectly willing to use pta or foundation or whatever they do to support programs but i think there's a way we could make it
227easier for them and i just know from experience from from working with schools especially like in my area just the facilities use alone fees are have gotten so exorbitant in some cases i mean i think two years ago they more than doubled for some of these schools if we could just help in that way they they'd be happy to pay for some of their own programs but we make it real difficult for them to do that sometimes so just something to keep in mind as as we look at expanding that's a great point and we had talked about having that as one of our study sessions uh facility use fees and the like but we moved it to discuss something else but it's absolutely a conversation that lance and the team are ready to have
228trust your solute yeah i think um following up on trustee elsi's point having maybe some menu of fee for service for the non-title one schools that's based on their percentage of non-unduplicated students and making it kind of like a menu of fee-for-service that their pta could purchase or their foundation that discounts the facilities rate but then also allows them to pay what they are willing and able to pay would be great okay i just want to say thank you i got a number of very nice phone calls from parents um who were really excited to participate in this summer program at kaiser and usually i get um complaint calls so it was nice to get just to unsolicited you know we love this program thank you i'll pass that on to the both lorries oh
229trustee matoy i would like to move that we approve the program plan for expanded learning opportunities program second it's been moved by trustee mutoy seconded by trustee anderson roll call though trustee bartow yes trustee montoya yes trustee crane yes trustee anderson yes trustee or soilu yes trustee weigand yes trustee elsie yes okay uh moving on to 20b approve the agreement for employment of assistant superintendent chief business official between the board of education and the newport mesa unified school district and jeffrey s trader dated june 14th 2022. i'd like to make a motion to approve the agreement of employment of the assistant superintendent chief business officer between the board of education of newport mesa unified school district and jeffrey trader effective today i don't know well we were fighting to see who could say it yeah
230it's been moved by trustee elsie and seconded by trustee crane sorry to beat you by a hair uh roll calvo trusty bartow yes trustee metoye yes krusty crane yes trustee anderson yes trustee or cerriloo yes kristy weigan yes trustee yossi yes [Applause] that means you have to wear your gold jacket everywhere um 20c approved the agreement for employment of assistant superintendent achievement innovation and continuous improvement between the board of education of the newport mesa unified school district and socorro shields dated june 14th 2022 have a motion i would like to move to approve the agreement uh for employment of assistant superintendent achievement innovation and continuous improvement between the board of education of the newport mesa unified school district and socorro shields dated today suck it okay it's been moved by trusteer soilu seconded by trustee
231anderson roll call vote i do have a question oh yeah enough discussion yes yeah i just had a question about um the contract i thought that and this might be a spencer thing but i thought we had stopped doing the automatic rollover would you say that again it might be a spencer question but i thought we had stopped doing the automatic rollover on contracts i can't sorry i'm not speaking into it um i can't speak to what you decided previously we're just using the contract that we have been using and used most recently with the wonderful dr torres so that's yeah okay so conversation for another day but yes okay uh roll call vote trustee bartow yes trustee anderson yes trustee crane yes trustee anderson um i'm sorry yeah you get two votes no but
232i'm a yes okay thank you um trustee australia yes trustee wagon yes trustee elsie yes boy you get two hiding you're one sorry all right uh resolution adoption calendar 21a adopt resolution number 29-06 education protection account expenditure determination mr trader so proposition 30 created the education protection account the district received 3 million two hundred ninety dollars and you are certifying tonight that uh you spent all that money on instructional services none of that going to administrative so moved second roll call though oh it's been moved by trustee crane seconded by trustee matoya roll call vote trustee bartow yes trustee mattoya yes trustee crane yes trustee anderson yes trustee or solu yes trustee wagon yes trustee elsie yes okay 21 informal reports superintendent yeah um i was going to mention several of these things anyway they
233came up earlier um i did mention the library committee in the work that we're already starting to do there i did not know that the meeting with the wilson team had been canceled that was a part of the plan was for there to be a follow-up we'll follow up with that i had um assistant superintendent drake go over and meet with that person and ask them where the emails were requesting a meeting if we want to be responsive to these requests that's absolutely a part of our plan is to communicate and we know we can always get better at communicating so point well taken we've already tonight started to follow up i they mentioned it several times so i didn't feel the need but they did identify that besides acting swiftly and taking this seriously
234the employee in question is no longer with us a couple of them mentioned that i thought it was worth noting um again the safety committee we're excited to start that i got to mention that already so i won't go over that again i did want to say that our budget book was done sooner than in past years with some graphics jeff and i've already talked about more graphics so that parents and community members speak different languages have different levels of education have equal access to our district resources so we're going to work on that but kudos jeff to you and your team for getting it done as quickly as you did it impressed a lot of the staff that have been here a long time so thank you the graduation promotions were amazing i don't
235want to overstate that but they were inspiring watching our students perform and speak and act i was overwhelmed with how talented at every site these students were and the uh the educators who helped them get there they wouldn't have been there without our classified certificated and leadership teams around the district and so i was grateful for you to have that opportunity as well to to see that so to the students our team their parents the seven of you that said our school is going to be open every day all day this year and it happened it happened it didn't happen everywhere so just uh two weeks of celebration enough about that it's it's late i i typically wouldn't do this and especially because the people aren't here but my wife watches my mom sometimes watches
236besides my grandfather telling me don't bear false witness he said the only thing you have is your word in life you give that up no one can take it from you i just want to be clear that when people step to the mic and say that i've lied and then they provide a written report of what i said that isn't a lie i take issue with that the in that written note that we got to read that was misrepresented i said we weren't using adl to be clear for implicit bias training right we have no contract to do we're not talking about doing it um the leadership training at schools is something altogether different we never even talked about that i clarified that in fact over the phone which makes it especially frustrating that we're
237talking about two different things here and oh and by the way huge distinction our parents get to choose their kids can't go through this training unless they choose for them to go into it it's even better than an opt out because some people don't pay attention they don't read the notes they don't opt out kids are in it kids don't get in unless parents say yes so that's what i said and it's concerning because i have this open door policy i take meetings with everybody i'm gonna have to be a little bit careful however with folks that want to misrepresent what i've said especially when it's in print so typically i wouldn't respond but for my wife and mom's sake i just wanted to clarify that for the people that cared enough to stay to
238listen to everything that we had to do with regard to governance tonight thank you um and i just i'm going to do my report first and then i can't remember just dude metroid did you go second or did you go which way did i worked on the you started with me last time okay so then i'll try to start with trustee you'll see after after myself but i just want to say thank you to uh superintendent smith for the excellent work you're doing and um for the book that was inappropriate at a library and how that was handled and of course we can always do better and that book should not have been there but i'm glad that we acted swiftly and um you know it's unfortunate that those parents don't feel heard but hopefully
239we can help reach out to them and let them know where things are going and also regarding the adl commentary for the peer leadership it is opt-in it was something that i had heard from sites that i they really wanted um the thing that changed my mind was some information i had from students who'd gone through it recently that i didn't get until right before the meeting and um they it just it gave me some questions that i'd like to have answered before we go forward namely not regarding any of the content politically one way or the other so much as the quality related to what we perhaps could do better so that was again inelegantly pulled on my part but i the way that i um the re the reason that that came up
240was because i had reached out to students who participated in that program um previously and they they were nonplussed okay um i'm i'm not going to belabor everything that's happened since our last board meeting it's all been great stuff in terms of awards ceremonies graduations i think we all have the same experience maybe at different schools but it's been wonderful it makes me very proud to be a school board member and have had a tiny part in the success of what these kids have done so that was really exciting just one other thing i wanted to mention because there were so many comments about safety at schools we had our uh city district liaison meeting this week yesterday yesterday yes it was yesterday yesterday yeah but as part of that we had three police officers
241there at our school board meeting talking about different things and i just really want to assure our community that our police are extremely involved in our communities in our schools and will work to do the best they can for our kids and i would guarantee that any of our sros and there was a former sro there but but any of the current sros former sros i've talked to a lot of them would say any day they would take a bullet for a kid in our school and that's how they feel [Laughter] and it makes me very proud to have them as part of our team so um you know we we always need to do things to improve safety but i feel very confident with our police force that we have yeah i wanted to
242reiterate that when i talked to the officers yesterday and i think that would be a good opportunity maybe we could have them speak and just you know uh prov present some kind of confidence um that i felt from talking to them yesterday it was very eye-opening when they did say i would take a bullet for them but they said not only would i would any officer take a bullet for that child would be crawling over each other to do so so it was really um comforting as a parent um gosh it gets emotional um to hear that so and then uh so it i it's i i'm so happy that we're having a safety committee convene this summer um and then just back to graduations it was it was amazing and when i talk about
243um you know being on the board and what i do and what i do as a day job which isn't as as interesting i always say that being on the board and being with these students is fulfilling so yeah it's been a great end of the year so thank you it's honestly past my bedtime so i i leave it to you me um yes i went to several promotions and graduation with everyone um but there's there are two that i wanted to highlight this was the first year for the sixth graders for the dual immersion programs at college park and at whittier there were 37 students who graduated from the whittier program and 36 of them are going on to ensign to continue the next steps um one is going to mesa they have to
244go to mesa and they're going to continue in the advanced spanish classes so that is huge the principles show that every single one of them is reading above grade level so in english in both languages i just want to again promote the fact that by literally yes when children learn both languages and their parents can support them children succeed and there are 13 children that are moving on to seventh grade at mesa from the college park program and i was able to be there for a few minutes at the um the college park promotion and the the parents were just overjoyed it was amazing to see they were so proud and so thankful so i'm i hope that we can continue these programs i'll keep it short um so safety was a big theme tonight
245at and to corroborate with tracy elsie and wagon and just so you know the newport beach police department conducted a two-day active shooting active shooter drill at cdm monday and tuesday which is today so we are taking safety very seriously whether it's our police department or our district i do want to thank susan fish for her wonderful um service to us while rosie was on maternity leave and i'm going to end it with a quote for our teachers i a friend of mine who's a teacher sent this to me and says teachers are not off for the summer they're they're in recovery [Laughter] and we could understand that but now more than ever so thank you ditto everybody but i wanted to put out a plug to anybody else who's still listening please email phone
246our representatives which are katy petrin is connie still ours or is it for now she is until next november she's still in okay that's okay but for nipper now before the budget gets adopted so email katie email dave min email governor newsom we need universal tk funded for all students regardless of what schools they live in and there's two budget there's two bills in before our legislator in the state to support transportation the senate bill is the one that comes with mandates which we know how much fun it is when they say we'll fund you a half a percent and it'll cost you this much or the assembly bill which provides wonderful coverage without mandates so we want to support assembly bill 1368 and not the senate bill so for those of you who are
247so inclined it takes two and a half seconds to write an email you don't have to have a template you put it in your own words it's very meaningful you have a question okay and that i passed out the csba priorities and legislative things which is what our california school boards association has is promoting and we basically they did a lot of what csba wanted which is to help out our neighbors with their local control funding bases getting raised so that more kids could get more money but that that particular one doesn't help us so thank you and loved graduations i always do it was it was a it was it's been a long school year i know it's only been 188 days but it's been a long 188 days and most of them were
248good and it ends with such joy um i just wanted to say i spoke with a few um teachers who are retiring this year and i just wanted to um let nmft know that we are going to be celebrating the teachers who also retired in the past two years during coven because they were not celebrated in our normal way so that will be coming soon but i just wanted to let you know it's coming oh good thanks and i wanted to thank you trustee anderson i'm sorry you know i always do this but i wanted to thank you for going to the dual immersion programs because i love them and i had serious conflicts and couldn't go and when you think about the fact that it has taken seven years from the well eight from
249the idea to the actual fruition of a seven year program at the school sites that's pretty spectacular no it's really amazing all right i'm john all right 9 47. that was cut off thank you um so we're cutting our journey here meeting at 9 47. thank you everyone
