005tonight's meeting being posted on Friday March 1 2024 the district received a letter from a law firm representing construction industry fre Force account Council outlining its legal analysis to challenge the district's agreement with ABM Building Solutions LLC the need to address the letter came to District's administration's attention after the agenda for tonight's meeting had been posted if approved by a 3-2 Vote or better this item will be added to the closed session portion of the agenda the board president it being me now will entertain a motion to add the agenda item under closed session as follows conference with legal counsel anticipated litigation one potential case so calling out to the board is there a motion to approve or to move forward can I see a motion I'll make a motion to add it to our

007we should move to public comment do we have any public comment I just I have a few changes to the agenda that I want to just draw attention to prior to that uh so the first is that we um added uh on page six of seven we added move second and vote to itms E and F which are under action uh so that was a required that is you know that correction has been made copies are in your blue folders uh to the minutes we made a an adjustment to specify the names for the 32 votes so that it was very clear who voted yes and who voted no uh there was an addition made to the Tran resolution we added supplemental documents those were replaced on page 108 of 604 Pages uh the Personnel
008report has been updated that's on page 38 the second interim report supplemental items were added that's page 325 and in the second interim report budget book on page 161 we made a slight Amendment to the signatures on that page there was one error that we caught and that concludes the the adjustments thank you I would like to jump into on this with this additional close session item as to where we place it uh you know we have one two three four items on here I would love to place it at the beginning as a 0 five if we can is there can we do that doesn't matter okay all right okay all right so all that said uh looking for any public comment on we've got nothing online in anyone in the room seeing no
009one no one something uh you know I uh after thinking a bit I do have a question about identifying uh for 32 votes who um dented so um is that something that we should be voting on um as opposed to just making the change based on head nods or because I think I would not like that I believe well it's something that we had discussed during our governance session on Monday night and so we had made and I think our our you know guidance from legal council was that it is best practice to you know add the names I mean if everyone wants to weigh in on that and I I am looking over to Lou on you know your feedback on that I mean is it is it required or best practice it's not
010thank you um unless there's a roll call vote required it's it's um not required to say in your when you have everybody here uh anything other than what the vote was I think it's the best practice however to indicate how each member voted just for the record the reason I say that is under Roberts Rules of Order which I believe you operate under uh in the event that a matter is brought for reconsideration let's say it passes but it passes on a split vote under Robert's Rules of Order the reconsideration can only be brought by somebody who voted with a majority okay it's possible you might forget if you have it in your minutes on how each member voted you have a record of what that vote was now like I said it's not legally
011required but I think it's a better practice to have that in your minutes but it's your choice as to whether or not you choose to do it that way so where do we go from here I would recommend since it's been raised that maybe you take a vote to see where everyone stands and how we want to proceed okay may I ask a question are we taking a vote on whether so I believe since that particular part is not on the agenda what's on the agenda is to um approve the minutes as they are or as they aren't so can you clarify are we voting are you I'm confused what we're voting on right now I want to make sure it's on the agenda me too I'm confused what we're voting that you you make

023of information I want to share in my report this evening and the first three are specific to input uh and so just as Dr Hazen spoke to I just recently I was our in our community the input session for our old cap was last week uh we had it at the high school uh at the library and just really pleased with the with the attendance I mean obviously I think we we have we're going to do better than you know we had 18 people online and 20 people in person but I honestly feel for our first Community input session that was that was exciting uh and so just thank you for those of you who attended and we were really able to have three small discussion groups uh for those who were in person uh
024we had director binder was facilitating the online group and you know I think it was a total of 18 Pages uh of data and input that we collected uh and so through that we're collecting our themes uh and that's just information that we can now add as we start building our three-year plan uh as far as we're developing goals and actions and so that's really exciting uh the second one has to do with elcap as well and you have uh very likely received the email I believe it went out yesterday but we have uh surveys that we are putting out to our community so family there's a survey going out to staff and then one to students and so we're really excited about the the direct and individual input that we will be receiving from
025those surveys uh the closing date for that is March 25th so we're going to do a really good job of communicating that uh director rogman uh today with the help of uh Mr gamble put together a QR code and a little sort of PDF that's gone out and that we're going to we have that posted on our website uh and will be posted on all of the school sites as well uh so we really want to be able to make that as accessible as possible you know the idea being people can use their phones and scan the QR code and you know take that uh survey wherever they are uh and I believe it's around eight minutes is kind of what we're looking at if you were to go ahead and you know uh do
026answer all of the questions so please complete them you're going to be hearing from us a lot in the next two weeks and we're going to even H give out sort of updates on how well we're doing and with the schools we're looking a little competition with that to you know really I think you know get our our principal into that so again looking forward to the feedback we'll get there and then my third item I was so pleased to be able to participate in three different input sessions for as we're in the process of recruiting for our high school principal I met with student groups and it was our our student leadership groups from all of our various levels at the high school also met with the students at our Community High School I
027had an a parent evening where we had parents involved in giving feedback uh and then of course the staff I offered two opportunities to uh meet with them uh and just grateful for that I think it's so important as we're getting into this this process we have posted for the position we'll be setting up interviews in the coming weeks uh and really having that feedback at the you know Fronton Center as we're meeting with our participants and really uh you making that hard decision principals influence everything at the school site they set the tone uh they influence everything from instruction to safety and so it's an important decision and just know that we don't take that lightly uh and that input is going to uh way heavily as we make those decisions so again thank
028you number four has to do with sports and I was so delighted to be able to uh watch our boys varsity basketball team uh about two weeks ago they played here at home unfortunately it was the same night as the girls varsity team they were all made it right to the really the final rounds uh in the Central Coast selection division playoffs and it was just a delight for me to I watch the boys the girls were playing the same night so couldn't be in two places at once but principal Garcia was there to you know watch them and it was just a delight I just want to say kudos to coaches powers and picam uh who lead both of those teams uh and just another reminder for the access and the opportunities we make
029available to our students uh just the amount of team work team spirit uh resilience that the students show uh was really just remarkable number five we are scheduled to have our first joint subcommittee between the PG City and pgusd coming up on April 23rd I want to say thank you to to uh trustees otmar and uh Dr Hazen uh for their willingness to serve on that committee uh we're excited about what this means it's a collaborative opportunity for us to uh really be working together with the city and moving forward our first agenda item is going to have things like safety uh a review of our facilities uh agreement that we have with the city uh pickle ball is going to be on there that's a our topic right now yep it is uh so
030just excited about that and that those are going to be ongoing meetings uh that chance for us to just collaborate and uh you already talk about Solutions uh to challenges we both face at the school level and at the city level so excited about that and then my final item you very likely received the news but we are so very proud to announc that pacific gr Middle School I was the recent recipient of yes Round of Applause indeed indeed of the 2024 California distinguished schools award uh and so we are you just so proud of of the staff uh they will actually be celebrating them tomorrow morning with an early breakfast uh Dr denin gas our superintendent of montere County Office of Education will be joining us at the May 9th meeting uh to present
031a resolution to uh the administration so we'll be talking principal roach and then of course there is a state Awards uh ceremony on May 3rd at the Disneyland Hotel because what better place to have it than Disneyland happiest place on Earth we will be in really good company with all of the other schools who were recognized for this award I do want to say that we were the only District in Monteray County uh to be awarded to have a school that was selected for this very distinguished award so again just you know congratulations kudos to the staff for the great things that they are doing for our students uh making you know closing achievement gaps advocating for them uh it's exciting to see and on that note it just seems appropriate this time I will
032be I'm embedded into my superintendent report and inviting principal roach and Mr gamble to come forward to share a little bit of what they are doing the practices and programs they have implemented that we believe are one of the reasons our students are doing so well so principal roach thank you so much and thank you for the kind words a a shout out to the students the staff and the supportive families at pgms for allowing us to achieve this award um it is my pleasure to introduce our teacher on special special assignment Bryce gamble who's going to talk a little bit about what he's done and then some plans for the future so ryce gamble come on up good evening um at this point three4 of our students uh all of the sixth graders have
033been trained in everything you see up here uh the one that I like the most that I'm the most excited about is canva which is what that PDF was made with today do with the sixth graders excuse me um we've created with the uh thought of different types of testing um most of these are just links that you can click on but this one is a multiple attempt assessment so we've been implementing that in eth grade history so students take the test they get the answer they answer the question if they get it wrong there's just a paragraph reading and then they can retake it and so we're starting to try that in more and more different subjects there uh we're doing different types of interaction this is a radio play that actually Mr roach
034um wanted to do with chapter 12 so you if you listen to those there's the one of the office managers there's myself there's the custodian there's the Spanish teacher there's a science teacher and there's Mr roach playing the part of a pirate so we do different things with that and then we opened it up to students where they could make their own um either MP3s or videos and the students really get into it too so we're hitting it all with um different ways and this one um you're starting to see a lot more of this and it's not just me I'm there to help but you're seeing the teachers push this out on their own this is uh in the science class 8th grade they're doing the cycles of the moon so everything you see
035here on the left side were ways they could show it and then on the right side we had examples we had how-to videos and we had the different platforms so those teachers just call me in sometimes to see is this right and then I try to help and they go no I got it and kicked me out um with this we I uh I get to go down to the fifth grade sometimes and talking and I have um twin fifth graders at home that talking to them and and about their nervousness of coming up and so I started making in the sometimes when I'm talking with the teachers we've made videos and they're just introducing their subject how much homework they give and stuff like that so we're going to I'm going to try to
036get through most of the staff at least all the sixth grade teachers and put those on our website and then grading for Mastery so this is the stuff that we've talked to talked about as a staff you're seeing teachers use rubrics some of them have always used it some of them are using it more and then we've talked about grading from a to F what does that mean what do our grades actually mean and the use of uh zeros we've started using um some as a placeholder to see what would that look like if it wasn't quite a zero we're not pushing it out to everybody or certainly asking them to but it's an option and we're building up data with that we've also the teachers the really cool thing about it is we have
037exit tickets the teachers decide where we want to go to next um this is uh one of our staff meetings where admin lined them up and teachers with opposing views talked to each other it was really interesting and and there was no arguments about it teachers hearing each other pretty deep and this is all the stuff that we want to cover notice I said in the next year or the year after that and so forth but these are all really interesting subjects and all the teachers have really interesting takes on it I got to take a class and Miss Hooper who's sitting in the front row there that every time this comes up I always just go to her and listen to her talk and then I basically repeat what she said and then people

039on to uh safety report thank you president Swanson so as you all may know and I mention this just about every time I lead with the fact that the U Pacific unified is a member of the mon County safe and healthy schools Coalition uh the working group committee met on February 23rd to speak um on several safety topics those topics included opioid uh fentanyl overdose prevention monary schools that was presented by Dr Reb close and Rowan Killin and Mia McCarren um they we they're developing a number of different uh toolkits parent guide for fentanyl crisis uh County Behavioral Health opioid Basics cdph uh California Department of Public Health's facts about fentol um quite a few in fact I'm not going to read through all of those but this is something that the working group has
040been working on um extensively as a county um number two just a quick update all of our comprehensive safe school plans the cssps uh were submitted to us reviewed and sent to the County Office of Education for verification CDE will receive the updated uh plan verification forms by the County Office of Education um because that's the next step in the process but kudos to our sites for getting those accomplished that's a lot of updating every year um threaten risk assessment update from Kimble and Associates April 4th uh pgusd and Kimble and Associates are tentatively planning a board steady session the areas of focus are specifically tied to Nationwide School best practices California school School best practices and the changes uh and improvements within montering County Schools uh over the course of uh the past few
041years uh the needs assessment for our district will include uh Five Points and I'll talk about each one uh the training component Big Five safety protocols uh level one and two threat assessments the new assembly Bill 1741 active shooter training that's required of staff and students multi-district uh multi-district training with mpusd the campus supervisor and that's associated with two Senate bills SB 390 and SB 1626 which mandate a certain number of time for our campus supervisors to be trained annually situational awareness incident command training that's a new that's not actually new we should be doing incident command training for all staff IC 100 200 and 300 so we're going to be working on implementing that professional development training in the next year uh workpace violence prevention which is associated with SB 553 uh the second
042component that we're going to Target is community Communications that's areas for improvement uh we're going to look at our public address systems uh replacement districtwide as most of you in the school sites know the informacast system is the standard in this District um and during the process of the assessment there was informacast systems installed at campuses and and our last campus to receive its inform cast system public address system update will be the Middle School the project is Bid and it will take place this summer uh some other components of communications the use of Google Chat uh site radio upgrades so we're add ing repeaters to our sites uh for better coverage of our two uh handheld radios um we're looking at developing a Safety Committee some of both site teams and District teams uh
043made up of members of the site in the district um and the the Safety Committee essentially is going to review everything from protocols and procedure changes that are being presented by Kimble and Associates to potential safety projects that are being brought forward as well so the recommendations we believe in the future would be that the recommendation for improvement projects and changes to policy would come from our staff made up of Safety Committee members uh the fourth item is our infrastructure project recommendation so we're focusing on a few areas Ingress egress that's our doors and fencing uh surveillance upgrades I've talked about that a little bit uh in the past and there's some commentary in there from Kimble and Associates that's to some lowcost potential lowcost solutions for us to upgrade our surveillance window coverings of
044course that's another component I know it sounds silly but it's it's very important in the event of a lockdown um and not all of our campuses have adequate window coverings and then our priority for approval is number five that's to review our high need projects as submitted by Kimble and Associates and review and approve any systems changes associated with standard operating procedure changes so all of that is going to come uh to the board and uh it will be at a steady session it will be uh presented by myself um director Martinez and Kimble and Associates staff thank you all right thank you assistant superintendent uh joran um moving on now to individuals Desiring to address the board this is for non-agenda items and just a quick reminder uh this is typically well not typically
045always limited to 20 minutes per subject and three minutes per speaker um but again for non-agenda items let's open it up first to pgusd staff anyone uh with a non-agenda item comment please come on down good evening board uh Larry hagquist assistant principal Pacific Grove High School just wanted to share a little update of some of the ongoings at the high school um right now it's a busy season we've got a lot going on right now we had last actually tomorrow today tomorrow and on Tuesday we had the stamp test which is a language proficiency test um that's happening uh it's kind of led by the World Language Department and uh hopefully that will help uh provide opportunities for students to receive um the Seal of biliteracy uh upon graduation um we also have uh
046student voic two rally days uh next week so two odd schedules happening next week on the 14th and the 15th on the 14th um we have the student voices rally it's put on by the leadership and on the 15th we have Dr John G I mentioned that at the last meeting he's going to be uh speaking to the students during the rally schedule and also um providing an evening presentation at 6:30 pm all are welcome in the student union for uh he's going to be speaking about how to build a more inclusive culture um and what else do we have going on um we are looking forward to the wasque visitation um the Western Association of schools and colleges will be on our campus on the 24th through the 27th Sunday the 24th through Wednesday
047the 27th uh they are an accreditation crew they've read our report and they've put together a a visitation schedule and we are excited about um having the the uh wasque committee come and kind of verify our findings and our own report and maybe add some suggestions to those findings and uh and that will begin the the process of putting an action plan together um based on uh the findings and the areas of growth that we have identified in the report uh we feel that we've done a very thorough job with that we had our sixth and final meeting this week uh lots of field trips going on we had culinary students uh fifth out of 31 teams at the proart sounds like you read some emails about that we had uh breaker bot sounds like

051I live in Pacific Grove and I'm just amazed at the issues you have to deal with so that's all I want to say very impressed I wanted to email you this and my computer wasn't working so now I have to read this I have been a student at the Pacific Grove adult school for many years I'm obviously retired I'm grandmother and I'm going to read this because I didn't email it as I said uh I realize the district's cultural proficiency plan of the PSU uh Pacific Grove unified school district is offering a special class at the Pacific Grove adult school and the class is based on the recent book combined destinies by local authors Ang jealous and Caroline hasell the proos proposed budget of these classes is not to exceed $155,000 I hope I read
052that correctly um based on a recent interview of the two authors that I read online an jealous and Caroline hasal Ann is black Caroline is white white people have failed to accept their full responsibility for the racist oppression of black people this failure has led to a kind of emotional insecurity and immaturity on the part of the white population uh author angelis in the same interview also stated that black men in particular end up in prison because Street crime is the only Avenue open to them for creativity and Ingenuity nowhere in this interview is there a suggestion of parenting or lack of as a reason for crime and violence in black neighborhoods nor is there any suggestion that paternalistic but well-meaning government programs contribute to dependency and dysfunction in many of these neighborhoods if the
053Pacific grow school district is willing to offer $15,000 to teach white people not to be racist and to take responsibility for their biases I think they should find other worthy organizations who have books to sell and that teach a similar lesson these organizations include lulac the league of Latin American citizens the Japanese American citizens League Jackal The American Indian Community Council and the Anti-Defamation League all these organizations have recently published books that offer lessons and advice to white people who seek to become more socially aware and emotionally mature certainly these additional $60,000 which it would cost would greatly benefit the 73% of the population in Pacific Grove who consider themselves to be Caucasian in ancestry now I sorry Miss Mar we do need to limit your comments to three three minutes so thank you very
054much okay um any additional people online or okay so all right thank you very much thank you for the public uh comment we're moving on now to consent agenda um sorry oh we do have one okay all right under the wire all right hello my name is m s and um strongly believe that the administration did not make clear to the public and the board members addressing the heating and ventilating needs of the pgusd facilities in recent activities as of now there are multiple faes that they do not have the ventilation and heating during the occupied hours I'm not sure um some of the school sites even have ventilation I wanted to send a code section to the board board members and the superintendent uh I wanted to actually hand it out today but I
055was out of time again so ventil uh spaces should be heated up to 68 degrees per code and the ventilation needs to be provided almost every classroom 300 to 450 CFM I am requesting the board to direct Administration to give a specific report to be presented to the public or myself to each facility if we comply with these code requirements and if you do not I would like to see a plan for how we are planning to bring these facilities to comp to be compliant for near future please remember the government gave funding to improve the F ventilation to all the school district during the pandemic I'm also requesting the recent board approved ABM contract schedule values of each project listed in their contract board approved the lumpsum amount of approximately $5.5 million without sharing
056the individual project dollar amount with the public please direct the administration to share this information with the public and myself thank you thank you very much for your comment uh leis we have one more or maybe two hi it's Molly can you hear me yes I'm Molly Daniels U parent of student um PG high school and I just want to respond to um you know something that had been said earlier about blaming crime on paternalism and I think we need to point out that that in itself is a form of racism it's the missing black father Trope that people um often tend to lean into and um you know if you look at statistics you will find that black fathers are very much involved in their children's lives and um you know I don't think
057that that is a logical reason as to why there shouldn't be funding I do um agree that the funding should be focused on a program that is effective I think that when we're looking at these programs on diversity equity and inclusion we need to make sure that we're not focusing on um you know white children feeling bad about racism and you know because of the fact that non-white students particularly black students are affect are the most affected population at the school by racism and that's what we need to focus on is how do we um teach the children um how to identify those behavioral patterns psychologically and behaviorally within themselves socially that have been ingrained since birth because it does start when they're very young as early as infancy learning through a pattern of um
058punishments a system of punishments and rewards that they pick up on um in the environment around them and so um you know I I heard someone say at elcap that well don't you think the the kids are a little bit young to be learning about racism you know what what do you think an appropriate age would be as far as K through 12 well my response to this is you know children of color black children particularly they don't have a choice to learn or not learn about what racism is it impacts their lives so why should why shouldn't the children that are just as young learn about the ways that they're acting that impacts the the lives of black children and so I really think that everyone needs to consider that as well um and

067well allow me just to get situated here good evening trustees and members of the public uh I am Buck Rogan the director of curriculum and special projects and it is my honor to stand here before you and bring to you um the uh work that's been done by our cultural proficiency team to um build this cultural proficiency implementation plan um I think that one of the things that you'll uh be able to appreciate as one of the strengths of this is the work that's gone in from uh multiple people at multiple sites and having um you know public input coming together to uh build this first cultural proficiency implementation plan that we've had for the district one of the things that you might recognize as well as you go through this plan is that an
068area for growth for us is going to be um choosing metrics and progress indicators uh that will accurately help judge the progress that we make um but I think that what you'll see when um our folks from uh the different sites stand up and talk about this cultural proficiency plan is um a lot of heart and commitment um that is going in to building a better district for all of our students so when we talk about cultural proficiency really um kind of the three gutting I I ideas that we want for every single one of our students that comes through our schools is a sense of belonging a sense of safety and we want them to be able to have what they need to prosper when they leave our schools and so that's going to
069be uh some of the guiding principles that we have we want to talk just a little bit about the plan development process um back in 2021 we started a 10day certification process for our cultural proficiency team members uh the team members were um or are the teams at each each School were made up of teachers admin and classified staff from each one of our sites um and we met together for 10 days and went through this cultural proficiency process um and then uh that process ended uh in the year 2223 and in the spring is where we started to develop the focus areas and action steps that you see in this program now they were refined in the fall when we put together the first draft of our cultural proficiency implement plan and then in
070the winter of 2023 we had a community input meeting um about our cultural proficiency plan and uh here we are in March 2024 with an implementation plan for our 2324 plan which seems a little bit ironic it seems why would be coming at the end of the year for a plan that is 42324 um I just like the public and the board members to know that um even though we haven't brought this plan to the board these action steps are things that have been on ongoing at our schools as we try to um build a better district for all of our students the uh structure of the implementation plan is that at the district level as well as the site level we I IID that we identified Focus areas um for uh each school also
071action items that fell with fell under those Focus areas and then there were metrics for each one of the action items and progress indicators that would help us know if uh we were meeting our goals um so for tonight's presentation each site is going to share one Focus area also describe action items that are related to that Focus area and then um if you want to go into more deep detail our entire cultural proficiency implementation plan is in uh the the packet so you'll be able to reference that um if uh you would like to and if you uh would like to view the plan we will have it posted on uh the district website um and you're more than welcome to take a look so I'm going to go ahead and get us started
072but uh we are going to have um folks from all of our uh schools come come up and we're going to go kind of youngest to oldest so we're gon well not like inters well youngest students to our uh oldest students in the district so we're going to go elementary middle high school and then Adult School um but first um we're going to go and start off with the district Focus area that we're going to talk about to tonight one of the important uh Focus areas for the district is that we're going to increase our educational efforts with staff students and families to produce actions programs and educational experiences that embody the positive positive characteristics of the Continuum of cultural proficiency that can can theum is included as part of the document and really what
073we want to do um if you put it in medical terms is we first want to make sure that we're doing no harm to our students but what we really want to do is build um a really healthy culture at our at our schools where people are safe and feel as though they belong and our first uh the action item that we've chosen to speak about to tonight is one that we added to our cultural proficiency plan in response to the feedback that we got at our community input meeting one of the things that multip people said at that meeting was that they wanted to have a chance for families and for students to be able to part participate um in uh the cultural proficiency plans that get developed at the schools so uh one
074of the action items that we're going to have is that the district is going to facilitate the formation of community cultural pro pro efficiency meetings at each sites that are going to in include families as members of the committee at each one of those sites so with that we're going to move on to our elementary team and uh I believe they're all coming up here together Forest Grove has approximately 19 different countries in attendance speaking approximately 21 different languages our goal is at Forest Grover to increase Community engagement and diversify our library and classroom curriculums assemblies and field trips our first step was to be sure any student could walk into our library or look in their CL at their classroom books and find a picture book or a chapter book with stories that reflected
075themselves got to go off a little bit we were able to get a grant for $5,000 and we purchased $350 books that has quite a diversity happening there um diverse books can be both windows and mirrors mirrors that reflect a reality similar to the reader and or windows that allow the reader to see inside and find Common Ground we know diverse books are just a starting point and our team would like to recognize that this work is both critical and imperative we also know that this work requires accountability at all levels we teach students to name and interrupt the commoner Behavior report it and follow up with the targeted student at Forest Grove students are creating scripts to share with their peers so everyone here are some examples they didn't copy very well apologies uh
076can hear the same message tk5 we know if we change the culture and our elementary schools this change will filter up we are committed to doing the work and we know the work will be ongoing this work will not be done overnight we will continue to strive for 100% acceptance understanding and growth throughout the district at Robert down um what we've done already is our over the past decade Mrs scanland has already kind of been diving into Dei collections um but recently this collection now includes 46 titled listed in the rebellious read alouds teacher guide this teacher resource by Vera ahia helps adults on campus so Librarians classified um staff reading to students and teachers facilitate class discussions in the of these Dei story books all these titles can be found in the resource tab
077of our Digital Library catalog um in 2223 Scholastics Rising voices libraries were purchased for use at each grade level books from the celebrating black and Latino boys and girls in stem collections were put on the shelves in every classroom Library where we are going staff will continue to engage in self-re reflection into the topics of privilege and bias through dialogue and text studies staff is eager to gain stools to tackle these heavy topics in age appropriate ways with guidance from District administration and policies our Administration seeks to provide mtss training which is multi-tiered systems of support training for staff to educate staff on principles of integration of mtss strategies in the classroom while continuing to integrate cultural proficiency practices this will enable staff to begin to look at teaching practices and supplement curricular resources through
078an evolving cultural proficiency and mtss lens oh yep Middle School all right PG middle school and so about a month ago we the equity team and Mr gamble we went into 12 different classes to collect um data to hear their student voice on how we're doing we also presented our plan and our goals and it was really neat because we really heard what they thought of our how we're doing in udl and advisory what how can we make advisory better and spirit days is it really reflecting diversity in the classroom and the video bulletin um for the student driven advisory we have advisory once a week and um one of the highlights that is coming up is a disability awareness this was student driven and so we have a Community member coming into um our
079PE classes for uh both of our sections and they are going to be um showing our entire student population um different things about autism and um dyslexia so it's we're looking forward to that coming up this month and also next month um we also have uh during advisory right now we just went through our second round of um growth mindset and um I think we have two more sections of that in the next two weeks um as a staff we're also going to be doing some of these trainings um so we've been working on restorative practices this year and then we have I think we're partnering with the county for lgbtq plus coming up um and then neur neurodiversity awareness also with the staff um with a Universal Design um for learning we have that
080going throughout our entire school um it's great because students are um being able to choose different um ways of learning um Dr Adamson witnessed um one of my PE classes where they got a choice to run so that's been really good so um and then we're also focusing on grading for Mastery so like Mr gamble said we are test driving a no zero policy um so I'm one of the teachers doing that so that's been really fun to implement um and just see how it's affecting my grade book and we're going to look at the data and compare it to what it would have looked like with the zeros and without um and then there's I think four other teachers also trying that out um and then finally we've been using rubrics or focused on
081rubrics all year so those of us that have used it always are continuing to use it and then some more people are starting to use it and students are really liking it and asking for them all the time so it's going really well so far thank you middle middle school second hello again um okay so at the high school we have three goals we have um more inclusive School culture we have this diversifying curriculum goal that I'm going to go more into and then um we have a a grading for Equity goal that we've been on for a couple years although we've been doing was stuff this year so like you know that's a big job um okay so the one I'm going to talk about today is diversifying the curriculum so we have been
082working on this um since Jen and I went through the cultural bcy certification process um in our in the English Department we have been working on this for like a few years already and we have really um Diversified the class novels that we teach I shared an example earlier um so that has been going really well um Jenna and I uh did a focus group with students and we asked them that and that was like a really positive um they had a students had a really positive response to seeing um themselves in the literature and also seeing representations of people that are different than them in the literature so that is being um positively received by students what we're working on is expanding this Beyond The English Department like yes I think that's like an
083obvious place to start and yay we've made strides and I'm I'm really proud of that um I think that we really want to work on um diversifying the curriculum outside of English Department and um to all of the Departments and also think of like inclusion and equity and diversity work is not just what you teach but it's also like how you view the students in the room and how you treat them um so bringing that kind of mindset to the whole staff at the high school is also a priority for us thank you down arrow there we go hi everybody Barb Martinez principal of the adult school and we have two actions that we're taking forward in our cultural proficiency plan we've been working on this for the last couple of years we really wanted
084to focus on inclusion and making everybody H letting everybody have access to all of our programs at the adult school and making sure that we're we are an inclusive school um we we've been working on a Dei statement collectively um over the past few months with staff and with students and we had o u we sent out a survey a Google survey which had three separate Dei statements and we sent it out to all of our staff and we had 53% of our staff respond um liking one of the versions but also gave them room to comment on the other two options we got some really rich ideas and statements and developed some really good dialogue between the staff and then what we did was we put that survey out to all of our students
085and our English Learners and the conversations that they had in the classroom with regard to the three options that we sent out so we're in the process now of gathering all of this data and really writing um an authentic Dei statement for our school where we will publicize in our brochure um and really celebrate that this work was done as a team not just top down it was the entire family at Pacific Grove adulted and yes we are offering a workshop uh series of book reads for the community I think it's really important that over this time that we've come to together talking about equity and inclusion and really learning about oneself um and how and our place in the world place in time and space right um really offers an opportunity to get some
086rich dialogue going in a book read you know it's it's I call it you know sand and an oyster right it's it's something that's uncomfortable sometimes to talk about but what you get out of the conversation and learn about yourself as something beautiful and um so that we are we are going to have our first book read which I've offered you tonight um classes will be limited to 20 so that we could get deep down into the conversation but the classes will go on for a year so where you saw the funding for this program we're really looking at bringing in a lot of authors and doing a lot of book reads they seem to be um beneficial to all so that was our second thank you okay so um that uh sort of summarizes
087um a little bit about what's going on at each one of our sites again if you want to get the full um view of the implementation plan um the best thing to do is to go ahead and read uh through it um I think that um you know uh the main message that you hear from everybody is that we understand that that there's a long long journey ahead of us um I think that what the implementation plan uh really shows is a commitment to go on that on that Journey um and uh just knowing the people that are uh doing doing the work for us um I I have a lot of uh trust in in them that uh we're going to hold each other accountable and um move ourselves forward um in a very
088very positive way um and then I think that the other thing that came loud and clear through the professional development feedback that we had from uh our last uh training session where we um you know had ncbi and Blac come in and work with our staff was that um there was a resounding call for us to be able to take good concrete AC actions and steps toward um first of all sending a very strong message that racism um and bias is not going to be tolerated in our schools really clearly Define what the PO policies are and then put together a response Pro proo protocol that's going to be cons consistent throughout the district and so U that's really the next steps for us and um I think that staff are going to see as
089um the admin team goes through these training that those concrete items that they're looking for are going to be delivered to them as we build them so thank you thank you uh thank you so much director ramman for that um just so everybody's aware in the room and online too this is an information discussion item so there you know there may be Direction at the end of it there's no actual vote on anything what we'll do next is go to public comment and then board discussion and then if there is Direction but so if you do have public comment um get that ready I want to first go to the room and if anybody online wants to line up and get ready for that but if there's public comment in the room please step up
090and uh again it's three minutes per uh person and 20 minutes overall um and from there let's go oh um members of the board Madam superintendent U my name is Mel Mason and one of the things that I've been concerned about um just happened uh tonight so I I didn't respond to it then because I wanted to take this opportunity to say that thanks for the audiovisual aid um because I know I'm a I'm a father and I'm a parent and I've raised some great kids who have all graduated from college and weren't involved in crime and also um people I grew up with uh who were black raised uh children who became attorneys and corporate heads and all kinds of things and stuff so I think that you what we're seeing is one of
091the reasons why we need to have um a completely uprooting of the current system that we have and the rebuilding of another one I think uh with uh Mr rman and uh is it Dr rman that's Mr okay you like me okay good okay that we uh you know that that we need to have system transformation uh one of the things I'm I'm concerned about though is the use of U of certain organizations to do what we feel is topical work I'm not saying that it's not good I think the cultural competency plan with Danny Monroe who was one of the subject matter experts that I tried to get uh here with this District said that this plan is good uh said that the work that that people are doing excuse me is good that
092the commitment on the part of staff and faculty is good so with that then it gives us an opportunity to do something that's a little bit more than just the kind of U meetings or trainings you know that are being given by the organizations you've chose to contract with and also my concern is is that you contract with these folks don't let that be a substitute for the real work that that needs to be done both uh um Lyndon uh Tarver and I have had did an extensive along with Danny Monroe an extensive vetting of organizations that could come in here and actually do the kind of long-term work that's needed uh I think that uh we I know that we had a a zoom meeting with superintendent and we were able to introduce you
093to the principles from this organization who have a long and and very uh and very good track record of doing systems transformation systems transformation is not us getting together and doing a kumaya thing system trans transformation means that you do dee rooted you know deep rooted and long-term work that uh this organization called Brave uh Brave space you know is is uh is is is cut out to do has is qualified to do and I know I'm running out of time and and everything but uh and and maybe Mr Tarver can can carry on for me but there is something uh that needs to happen that's a lot deeper than what we've been doing and that will I think coincide with and support you know what the this wonderful staff has been doing with this
094cultural competency uh plan but uh again um sorry Mr Mason I do have to cut you off thank you very much for your comment thank you good evening I'm Lindon Tarver the president the monter County Branch NAACP and I want to follow what Mr Mason said work you're done doing right now with two organizations you contracted is okay it's good the last time here we talked about a diversity officer need to be hired but prior to that we need to dig into 129 years of racis racism and and excuse me pgusd it was established in 1895 and all these folks come up here today talking about diversity e inclusion why did it take 129 years to get here how do we move forward the next 129 years with diversity Equity inclusion uh Brave spasis is
095organization that we talked with Dr Adamson and Mr rman about and the conversation came up with we see if was in the budget we seem to find ways of funding anything we need funding if we have appetite for it this is one of the things I urge the school district to take up to fund and go forward because before you hire a diversity officer the work needs to be done we scratch the surface with the current two organizations now we go further let's not forget why we're here if valer Anthony would never stood up and called out racism we wouldn't be here today we talk about the school that you've been operating for about three years doing this you have moved the needle a little bit but let's move the needle all the way to
096the right by being right by doing the right thing for our students our community and doing that is bringing braid spaces to pgusd in whole totality not just scratching surface saying we have a Diversity Program it's got to be effective it's not effective if you not have the right people Mr rogman also told me one time he's doing the best he can he is what he knows we need to bring in some experts experts in this field I know my time is running short thank you for the comments thank you very much um anybody else in the room we have one person online go for it l hi it's Molly again um I definitely agree there needs to be a diversity officer and someone that um people can go to um when they have a

098a great feeling when you know that you're on that path it's a hard work but so as any other subject that you want to dive into you dive into math it's hard you dive into history it's hard you know and especially diversity equity and inclusion um but that one is really the one I believe that is the most re um rewarding and um you know I hear a lot about people being from here and it really saddens me that they don't even know the history of Pacific Grove they don't even know about the history of indigenous people in Pacific Grove you know um when when everything happened with the Chinese community and with respect to everything that happened with the Feast of lanterns and and now saying I want to do diversity equity and inclusion
099work but not doing that in their personal life you know and that's the that's the part where it's like you know you really have to do a deep dive and again this is not a call out this is a call in you know to develop your person and and um I think it's worth it to look into um those programs thank you thank you for your comment um Le do we have anybody else online nobody else online anybody else in the room I just want to urge anybody that uh for public comment because once we go to uh board discussion we don't come back to public comment so if there's anybody in the room that or online that wants to speak up uh we should do so now not seeing anybody online and not seeing

101long long time and it had to start somewhere and it started where it started and that we're moving forward and one of the things that I also really liked hearing is that we talked also about language and culture and neurodiversity and how we're different in so many ways and restorative practices you know and other abled people and Grading for M Mastery it's like they're all these things and we're not going to snap our fingers and change everything but saw a room full of people tonight that were stepping up and that it's been going on you know we've been trying and working towards it and it will take some time um and again we you know it's like I don't know if you ever ultimately solve the problem but you work towards solving it and that's

103time so thank you very much um when I'm reading through all this my mind just really goes to um how can we hold ourselves accountable how can we get out of our closed loop system um um I feel like I'm doing I'm trying my best to um so director rogman if uh I know that may have been paraphrase but um I feel the same um that I'm doing my best but I I could really use some expert guidance on this as a board member and as a um uh a white woman you know who's grown up not experiencing things as a black person or person of color or person who's disabled or person who is um um not heterosexual you know all of the things that um that I have privilege in and so um
104I really appreciate uh lynon Tarver coming and continuing to come to these meetings Mel Mason coming and continuing to come to these meetings you're peaceful and respectful and I can't thank you enough for having your grace for us and helping us along this journey um thank you um I did see in the cultural proficiency plan so with the idea of holding us accountable um it mentioned that um from the goals for this year we're going to develop policies and procedures for when um racist acts happen racist you know violence in the form of words or physical happens on our campuses and so the school year is almost over right we're in March the school year ends for most students at the end of um May so um that is my first question um and I'm
105going to finish all my questions if that's okay and then you can answer them Buck sure I may just have to ask you to repeat them if I don't remember you want me to go one at a time sure okay um so when when will the policy and procedures Draft come to the board so um the first uh TR training that we're going to do um with uh loano Smith as part of the bias incident response uh Pro protocols is going to happen next Wednesday that is part of um uh four more sessions that are going to occur we also have um two more trainings with ncbi and black that are running par parallel to to that so um it'll be toward the end of the school year when the entire um you know uh
106package and pro protocol comes to the board okay what I was referencing earlier is as we de develop um messaging as so the first area that we're going to focus on is preparation and pre prevention and then um and then reporting and response is going to come in our next next session but when we come up with the messaging that we want to have consistent throughout the district that's going to be one of the first things that comes out we're not going to wait until the end of the school year to send that messaging out one of the things that we're also going to De develop is the policies that we have that's my question when is that coming to the board so that's going to be in our uh session on Wednesday as well
107and really what we're going to do is we're going to look at the existing policies that we have okay and see if they're sufficient to do the work that we need to do okay if they are then what we want to do is transform those in from like board policy speak into a one-pager that's simple for people to understand and clear for administration to be able to com sorry no Sorry's needed take your time to communicate to um you know our uh families and our students so that we can begin to fill one of the points that's missing and one of the points that's missing is that policy um that the district has with regard to BU bullying racism bias and um you know our approach to handling that okay so we're in March now
108when are we expecting to see the policy uh maybe one pager draft so the one pager will probably be within days after we finish the training so we're going to do the training on next Wednesday we hope to have that policy in um people's hands by the following week okay by the end of March you're aiming for it absolutely by the end of March as well as with the common message that is going to start with the superintendent that's going to be echoed by the site principles and then that's going to be repeated by classroom staff as well okay and you are planning on having community members way in on that because now you're in the real it feels like you're in a um um a mode of like involving as many voices as you
109can so that's going to come to the board we'll have public comment are you going to utilize um the agencies you're working with uh have their input on it what what's I'm really thinking about the policy right so the agencies that we're working with are going to be present at that training okay okay so that training is not going to happen ex exclusive of um ncbi and bl AAC okay also um we've gathered a lot of input um through the different input meetings that we've had right we've had the lcap c community input and Equity came up and the discussions there we currently have the family survey out um we had a um in two days we've had 180 people respond to that survey and so we're going to keep on pressing for people to
110respond to that and there are you know calls for um for action on our part there too okay so I feel like the input that we need from the community um has been gathered when we look at the policies and put together the one pager I think that we could look for some D direction from the board if you would like us to wait and get more input from the community once those policies are made then we can do that but once again we'll be waiting to take the action that staff has really been calling for us to take um and and that's and that's part of what's put us into the spring okay um thank you sure uh and I do appreciate you bringing in those voices each each time you do that it
111takes time so I appreciate that investment that you're you seem very dedicated to making that absolutely and we've had great uh conversations with our students too so we have another round of student input coming too thank you so yeah my next question um so uh when we first started this we had community members come and mention ncbi in black and the district was willing and open to bring those folks in um it sounds like we have community members now saying let's go to phase two let's dig a Little Deeper which we've all agreed is part of this process um for something called Brave space or Brave spaces um and so um when they met with you and you're checking tell me where you're at it says uh Lyndon mentioned you said we will see if
112it's in the budget what do you have any idea right now how much it would be or like where are you at on that because I'm very interested so we had a excellent meeting with I think can I go ahead and respond to that one yeah um and so I think really our the discussion we had which again every time I feel I'm you know on a zoom meeting or in person with both of you it's there's so much richness that comes out of it but you know from my recollection you know and and if it was misinterpreted I think the idea being that we'd want to get an idea of what the ex what the the the expense was and what we'd be looking at and I think we were waiting on you know
113another follow-up meeting in order to uh really be able to have that discussion and look and see you know even bringing forward a contract so we could get a sense of you know when we're talking budget it's about knowing you know what what what we're looking at so I'm glad we had that opportunity to clarify that as well yeah me too okay and I think just even with that when we're talking you know additional organizations you know we're looking at I think it was uh principal um Martinez you know talked about just the other the additional actually I think it was one of our our public uh commenters this evening just additional organizations and you know we are reaching out to Pride we're reaching out to you know we're looking at the anti- deformation league

120terms of the metrics um and working on those I'm guessing that when we get to formulating the lcap in goals and baselines and numbers we want to work towards that that is where we'll be able to incorporate some of the data and and those types of things so we can measure what we're doing is that right if I may yes that that um one of the things that we're going to do is we're going to put a cultural proficiency goal as part of our local control and accountability program and what that's going to do is it's going to um uh like put in cement the fact that this is going to remain a priority for the district over the next three three years and there are you know expenditures that you attach to the action
121so there is going to be a designated budget for the work that we're going to do and then what you're talking about is the metrics for the actions that we're going to take that will refine those because they are going to be me me measurable part of our uh document that we sent to the state that's going to chart our growth as a district and um so we'll review the metrics that we have see if they're appropriate for the lcap if they aren't then we're going to find ones that are we'll work with the County Office of to also you know kind of see what they suggest as metrics for us to use with the lcap I think the other thing too is that we tried to model this implementation plan on the Strategic plan
122implementation plan and as similar as plan development is at times um it felt like we were trying to make things fit um and that's not what we want to do what we want to do is to put in the the kind of actions that are going to represent the change that we're going to make and motivate the change that we want to make and then have the metrics to chart our progress on the amount of change that we're making so yes that's my longwinded way of saying yes that when we do the lcap the metrics will be updated to fit the actions that we'd like to take uh trusty Carolyn as to direction and um yeah I'm just I'm thinking about staff time um and I'm thinking about kind of our process in this journey
123and if I were to give direction tonight I would actually uh because it sounds like staff's already kind of go down this road exploring Brave spaces I would say to continue down that road and keep a list of um organizations that come to us and you know methodically explore each one um if staff were going to prioritize or you know just put them in order I would um continue down the road bra with brave spaces I'm going to Google it when I get home um myself but I'm curious about them um I'm I'm really curious about how that one sounds very interesting to me and of course we are open and we'll have other um groups come in and contribute as well so that would be my direction is to bring back information on Brave

126which I think is super cool parent education involving everything from drug prevention Suicide Prevention healthy habits and mental health as well as some faculty education mental Fitness um these are all tier 2 interventions and y'all this is a gap that we have so we're either really good at tier one which would be our advisory class or our tier three which are our counselors that tier two are small group they're targeted they're identified um and it really kind of is proactive rather than reactive okay I think this is a slam dunk but I would welcome any questions you may have right thank you very much um let's first go out to uh any public comment on this item uh anyone in the room wishing to address and Lewis not seeing anybody online looking back out to

130in the mouth but in terms of the term and determination I would love it if it was possible to be a school year commitment and part of the reason I say that is that you know I could just see this being a really powerful useful program but having it stop you know with 30 days notice worries me a tad bit if that makes sense I know you know if there's any flexibility on extending that out with Ohana or is 30 days really the most you know I believe it's going to be in perpetuity um as far as I hear so we are one of the I would say second tier of schools that are going to be working with this and I believe this is a part of their Outreach um I think they are

133in a row the district's Denna Tran that's a tax revenue anticipation note uh it helps us with cash flow issues we're basic Aid school district and from the months of July 1 through around December when we see our first tax receipts trickle in uh the district would fall into full deficit um that's specifically because number one we can't use our cash reserves but number two we wouldn't have enough cash reserves to carry our payroll um the only change on this document that I'm going to mention is at the bottom the five to six million doll cash shortfall that does increase annually based on bargaining and increase to expenditures so um this year and I'll talk about this during the second interim we're looking at about about a 7.1 7.2 million shortfall and that's why we

135mner hi trusty otmar hi trusty Swanson I uh passes unanimously thank you very much uh now moving on to item C the 2023 2024 second interim report assistant superintendent Jord please so I normally spend uh kind of a great deal of time going through our interim reports tonight I'm going to shorten it up just a bit because there's not a lot of changes in the interim reporting from first to second interim uh which really is a good thing it just means that we've kind of tighten things up since budget adoption one but I do have some disclaimers of course to mention here um the interim reporting uh closure period was uh January 31st of 2024 not 20204 um this is the general fund combined um uh we are presenting a positive certification tonight of our
136second interim reporting um just at a quick glance here you can see the changes from first interim to Second interim and on the right hand column you'll see the net change very minimal changes um we did have an increase in some expenditures an increase to ring fund balance no change to District reserves as you can see and um minor change to our beginning fund balance uh just at a glance this is how the district primarily receives its Revenue lcff sources which is combined uh or S consists of about a $2.5 million base Grant from the state we all know we a basic Aid school district and the remaining lcff sources comes from property tax revenue to the tune of around 37 million uh Federal sources this is dwindling and you're going to see this continue
137to happen moving forward as well as in the adopted budget uh Federal sources is is is has been reducing over time and that's pretty much due to Esser funding drying up State sources uh just over 3.7 million and local sources just over 2.5 uh let's talk through the arrows I have both first interim and second interim side by side comparison um as I mentioned before beginning fund balance minor change it was like $400 there's nothing much there to report um total revenue uh very slight change in total revenue I covered this on the um on the summary slide earlier um I think what we really are looking at is is the bottom here and normally I mean as of the last couple of years we've been seeing kind of a swing in our our unrestricted
138reserves um down there at the bottom you can see we're carrying an ending fund balance of 6,486 672 with a 10.8% reserve that does include three lines up you'll see our 1,435 $116,000 three uh 3% economic Reserve uh or sorry 3% reserve for economic uncertainty which is statutory just a quick uh general fund breakdown of expenditures and again I'm I'm combining the restricted and unrestricted um expenditures here um certificated salaries make up around 42% of our overall expenditures just over 19.6 million uh then classified salaries just around 19% then we have employee benefits 22% books and supplies 5.6% services and other operating expenditures is 11% there's been questions about what that means in the past and essentially that's professional develop Contract Services and so forth uh and then other going indirect very minimal z z
139or sorry 0.4% um we just passed the TR so cash flow is important I can't stress how important that is for a district like ours to have cash flow to meet our obligations uh the property tax revenue distribution for this District of course it does trickle in throughout the year we do see some Revenue come in in September October it's minimal 17,000 and then we see about an 1819 million hit in December similarly we see a very u a substantive hit in in April so cash flow is key for a district like ours um I covered this earlier when I was discussing the TR and I did want to note in the uh board packet 392 through 399 those are the Sachs pages that show our our um cash flow and that's where I I
140I'm showing the negative balances from uh September through December until we see our big influx of Revenue and that's why the trans so important so now we'll take a quick look at our funds fund 11 we'll start out with fund 11 that's uh page four or sorry page 286 in the board packet um not many changes since first interim um negligible change in our beginning fund balance uh the revenue uh did increase a bit 51,000 over first interim again negligible expenditures have uh did increase again over over first interim usually that matches Revenue but that's not the case here we're trying to spend down some of the program dollars associated with cape funding and so forth um Adult Ed does carry a large ending fund balance and uh because of the Consortium therein we need
141to start spending that down uh ending fund balance you see a minor decrease in the ending fund balance over first interim and as I just mentioned we're working diligently to spend down uh those those um the revenues because the the district can only carry if I think it's a 16% uh Revenue percentage and we're we're carrying around 20% right now Child Development Fund 12 that's 287 in the board packet um no changes in beginning fund balance no changes in Revenue uh minor change in our expenditures reduced by $561 and again because of the reduction of expenditures you see the ending fund balance increase uh one thing to note that's important uh Child Development Fund 12 was receiving ongoing um general fund contributions for a time and their self-sustained right now so that's really good news
142similarly with fund 13 they are also self-sustained there was a time where fund 13 which is our cafeteria fund was receiving general fund um transfers in um this is page 28 in your board packet um and again another component of well similar to fund 11 net cash resources are becoming a problem with fund 13 meaning we have too much money we have to spend it down um so Robert I'm sorry See's in the room there um he is working on an expansion of our food service program everything from satellite Food Service uh to uh salad bars we're expanding our program use meaning we're increasing FTE to employees so we're trying to tackle the expenditure and revenue issue in this fund as you can see beginning B uh fund balance no major change Revenue negligible we're
143trying to pump up expenditures you'll see there's an increase there um and an overall minor decrease to our ending fund balance deferred maintenance fund 14 that's 289 in the packet um thankful to the board that there is a contribution from the unrestricted general fund because when I started in this District I think this fund carried around a $85,000 beginning and ending fund balance with minimal expenditures um the board directed us to to uh transfer $200,000 from the general fund annually and that's been helping us basically carry this fund no change at all in beginning fund balance revenue or expenditures and a minor increase in um the ending fund balance post employment benefit fund we talk about this every time we're just carrying this right now because we can't interfund transfer these dollars there's no change
144it'll basically sit here it covers post-employment other post-employment benefits the district may have may have a a um liability associated with we have not um so this fund basically sits with the 6,661 ending fund balance every single time I bring this forward the building and educational technology fund uh page 291 in the packet this is measure a and measure D um you can see here that there was some changes from from the first interim but again negligible uh again I would just highlight that uh we're trying to work on finishing projects both in measure a and measure D so you see um actually there was a decrease in expenditures based on the uh original adopted budget and the budget revision one in October uh the ending fund balance did have an increase over first interim
145a lot of that had to do with our series a measure D projects that were not completed in series a so those those monies carry forward and then the plan still is in place right so any of those series a projects and those series a project dollars carry forward they're still like this year we're still producing series a projects and that's we fund from series a before we move to series B um okay that's it oh and then I want to mention at the bottom I would just say that something that we haven't looked at before this District wasn't very aggressive in the series issuance for measure D in the past um the last series had been issued something like four years ago um we are aggressively working to work on deferred maintenance in this
146District which may result in a series C release sometime in late 2025 next year so that's kind of on the radar fund 40 similar to fund 4 14 um we are have the we have board directed unrestricted general fund contribution of $200,000 um other than that the revenue from for this fund uh was primarily seen from the lease agreement of the David Avenue School to the charter school but now we're building this fund up and this is a capital reserve fund account uh you can see here are very minimal changes across the board and um we're very grateful to see the 200,000 perom moving into this fund account um you know capital capital projects fund can help us with um many projects objects that may not been may not have been identified under measure D
147um measure D again the way that it was described in the language was was essentially to take care of um modernization and deferred maintenance whereas fund 40 is more for Capital Improvement so we talked once about shade structures that's a capital Improvement project I like to close at the End by just showing the District overview um you can see on the leftand column there you can you track our beginning fund balance all the way to ending fundal balance just a summary our public has access to this it's in the budget book uh property tax revenue trends of course we had a big number next year uh 20 or sorry last year in 2223 of 8.49 per. that was associated with the commercial property tax deferrals from covid the general fund Reserve Trend that's something that
148we're watching carefully and we talk about a lot with the board um in 1617 the district had a 17.4% reserve and we're we're hovering now in the in the mid t0s uh stir and Pur sers and Pur rate increases on the right hand side uh no projected rate increase for or um stirs but there is a projected rate increase uh that we will put into the budget next year for hers and then on the bottom there we have some of our asack testing scores assessments and free and reduced meals that was as fast as I could go through it thank you great um I'm going to jump in first just because I had a couple of uh really brief questions and maybe even just one or maybe two anyway I'll just get to them um
149and I did notice with stirs and perss and when you look at that over the years it's just astounding how much it has gone up and has the governor did is that where it comes from really essentially because I mean I'm looking at that number especially for pers you know and it's like now we're at 26.7 we're double from when I first got on the board and are we going to get to 35 or we it's like I yeah so there is a suggestion we're going to get to 30 very quickly so 27.1 is the that's what's in the governor's budget next year so but and you can see that 19.1% has pretty much been level for stirs but it purs that the rate increase has been substantial over time and one thing I will
150note is that um this year I think it was projected at initially in the budget 27 or sorry 26.9 and then it came in more at 26.4 26.7 um but that's something that we're looking at that's why we also in our ending fund balance on the UNR side we carry a reserve for the increase to stirs and purs well primarily purs because stirs has remained flat yeah yeah okay all right that's all I have um fellow board members fellow trustees any questions I have none seean shaking heads Jen um I'm just I guess I'm curious with getting the less onetime money how we're going to absorb that in our budget moving forward because it looks like we're starting to run out of some of those federal and state one-time twoyear monies and we I don't
151know if we're getting rid of the services or the staff but how are we going to absorb those or deal with those yeah that's a great question um so this year we have expiring funds and in 26 we have expiring funds um the funds that were associated with funding positions especially those that were crucial to our programs I've actually built that into the unrestricted general fund and The NPS and our multi-year projection so for example I'll give an example U mental health therapists that's those are expiring this year and in my uh in second interim reporting in the multi-year projection for the 2425 year and of course in our adopted budget we bring It Forward we've included the transfer of those restricted dollars over into the general fund okay which is it's a substantial amount

156for this district for many districts that they represent um but they're keeping us on track and on course that helping us build new internal controls so I welcome the Auditors every single year and uh we have a great relationship with I Bailey so with that I'll turn it over to Ryan all right uh good evening members of the board um thank you Josh um and then welcome to Pacific Grove to the new superintendent um with that okay I'll the a reports about a 100 Pages I'm not going to read every single page I will go very fast it's pretty simple uh well it's not simple but the presentation will be simple how about that okay so um the very first thing in the auto report is the opinion that's what everyone really cares about um
157with the opinion it's a clean opinion there it's called an unmodified opinion basically these financial statements as as they're presented in this audit report are materially correct there's a reasonable Assurance for that we obviously don't do absolute insurance we just can't do that so we have reasonable Assurance um so and then kind of the structure of the audit report is the the the beginning is the opinion letter then follow that that after that is the management discussion and Analysis that's basically the cliff notes of the audit report it has its succinct and it has a comparison from prior year to this year so you can kind of see the changes from year to year um so that's that follows the opinion letter and then after that is the government-wide or we call the entity-wide financial
158statements um that is the full acral basis of accounting and your fund financials general fund fund 21 those use a modified acral basically the full acral has your long-term items Capital assets long-term debt pension opep all that long-term stuff where the fund Financial those are more shortterm so those don't include your Capital assets so you'll see two different sets of financial statements in the audit report and that's why there are two and then we also have reconciliations between those two different bases of accounting um after that oops sorry after that there's about 80 Pages or so of more detailed information that supports those financials and so if you like to read it there's a lot of information there um following that there is the results of the audit reports and we give kind of three
159areas we do the financial statements again there was an unmodified no there weren't any audit adjustments this year so that's good to see um there weren't any findings or well from the financial side there weren't any findings uh the federal side we have to audit your federal programs if you meet a certain threshold this year with all the yeser funds and the covid money we've had to we we've been auditing that for the last well whenever since they've come out so um that was a major program this year uh Federal awards no issues there that was an unmodified opinion on that as well and then State compliance every year the state of California or the eaap I can't remember what it stands for exactly right now but they put out an audit guide and it's
160basically procedures that we have to perform based on what they put out and so with that there was only one finding um for the actual district for the entire year this year and it related to the attendance accounting not attendance as in there's there's attendance for educational side and then there's attendance for earning Ada um your guys' district is a basic a district you're not really funded on Ada for the lcff so it's kind of you still have to track it it's still important thing to do but there was an issue at the middle school with a couple absences a student was absent for the day and the system was still recording them as being present so there was about a 168a reduction from our calculation but again there's no fiscal impact with that because
161there's basic gate but it's in the audit guide so we have to do it we find an issue we have to report on it um and then after that there is a summary of the prior year findings I'm happy to say that all of the findings that were in the previous report have been have been implemented so that's always good to see is if we have findings that the district is making um process to implement them um and yeah they were all implemented so there was um and then just at the very end there was one little finding with the ASB um at the high school very very common um basically with the high school when they're when the ASB is buying funds they have to get preapproval um that it doesn't always happen so

165the auditor end but for my staff um this is this is a and mind you they're doing this while we're doing interim reporting and budget revisions and you know so um everyone from Phyllis in accounts payable Carly uh in accounts receivable of course our fiscal officer Andrew Rodriguez and then our payroll team there's a lot of information that's requested from the Auditors and I think we have a really really good team that was able to not only make changes on internal controls last year so that we had a clean audit this year but you know support I Bailey through the entire process so um I'm very thankful for having them all and it's it's a big lift so all right thank you uh so this again is an action discussion item we do need a

167certificated employees due to a reduction of particular um kinds of services so due to declining enrollment and changes to District program needs the district must prepare to reduce or eliminate particular kinds of services provided by certificated employees for the 2425 school year for Education Code school districts must provide notice on or before for March 15th to employees who are designated for a layoff for the following school year due to this reduction a total of 7.2 FTE are to be reduced however due to the majority the majority of the FTE are being handle or cover Through natural attrition that is employees that are retiring or separating from the district so therefore uh lay of notices will be served to 1.2 FTE and not that 7.2 adoption of resolution 1121 directs the superintendent to give notices of
168recommendation not to reemployed in accordance with the provisions of California Education Code 44949 and 44955 so the District administration recommends the Board of Trustees adopt resolution number 1121 intention to terminate certificated employees due to this reduction of particular kinds of services thank you for that um let's first go to public comment is there anyone in the room that wishes to comment seeing no one uh and Lewis looks like no one online so let's move now to uh board discussion board members any comments or questions on this particular item um go ahead yes this is not something we take lightly I would say as a board um and I do feel like you've provided us with plenty of information to be able to make the decision some of it which is confidential because it is Personnel

171the series A and B stuff done for measure d and a lot of In-House projects and just keep keep the ball rolling with getting the Deferred maintenance taken care of and getting things repaired um so I'm going to go right into what I have done here just kind of presented what we've worked on the last quarter and I put the dollar figures up there to go with it so I'm going to make it as fast as possible we completed the vars City Baseball fencing and back stop that was just a little over 20 grand um over at the high school we did some carpeting work in building a that was if we remember that was on our facilities um inspection reports that was one of the things we got a big hit on getting this
172carpet done is one of those things that's going to keep us moving up towards getting a better grade there um we did a lot of wayfinding signage uh I think everybody's probably seen the signage at the high school by now that's good stuff it it also helps our First Responders when they come to the site they could easily identify which buildings they're going to so that's kind of a win-win there not only does it make things look better for our people visiting but it helps with the Safety and Security of our school camp campus um PG Middle School room 39 we did the HVAC upgrade there that was one of the modular buildings over at Middle School where we had a failed uh bar unit and that's a type of uh HVAC system that comes
173with those units and they're they're really not very efficient and they don't do a lot to to move air from outdoor in and that that also is our first room as we had we had a call from somebody who was watching earlier today and they commented about having that air exchange so this is a model room it has now has a very efficient HVAC system and it also has an ex um an energy recovery ventilator in there that's bringing outdoor end that's into the room that's tempered so this is the by far probably our our model room and that's the the way we're direction we're going for a lot of our rooms um rubber down uh room E4 we also upgraded the HVAC there and in the near future we'll be adding the energy recovery
174unit there so we'll have two rooms that are totally up to speed um couple photographs here there ites um so you can see the people at home but there's one of the units on the inside you can see the cassettes that's what brings um that the heated air into the building um there's a beautiful back stop everybody enjoying their carpet over the high school and then that beautiful refresh sign okay next inhouse projects so these are projects that were done with um either measure D or other donated things and money Etc and our own crew did this work so um we did a lot of concrete pour on the outside of the building over at the PAC at the middle school and we've seen all that rain that we've got this year and there's no
175new water coming in so now we're going to go forward with repairs inside the PAC um we finally the donated uh benches from the PTA are now installed at Forest Grove um Barbara over at the adult school was pulling out a Sandbox and we latched onto that and that's installed over at Forest Grove so we're repurposing good items there um we reinstalled all the drinking fountains that were handwashing stations under covid uh add added three bottle filters that were donated by the rotary good stuff there um we did a little bit of uh walkway patching over at Forest Grove um and um we've really started an aggressive tree um monitoring and removal and replacement program program we actually went around and we labeled over 50 trees that we've already started taking a lot out the
176ones that were hazardous luckily we got got quite a few before the storms we didn't get them all but we got quite a few before the storms and we're still in process there's work in process next week we'll be taking out a couple more over it um in front of the middle school so that's that's working process and good stuff so there you can see some of the work um again there's that donated and repurposed sandbox that's over at Forest Grove now uh the trip hazards that were here are now taking care of at that back walkway at Forest Grove there's one of the trees that fell down there in the storm uh repairs are already about 50% complete there there's those benches there's the B bottle fillers and that's what's keeping water from getting
177into our Pac okay last but not least our contracted deferred maintenance projects so these are things that we paid a contractor to do um so uh we did some uh the David Avenue knew we're part of our leases to North Monteray County independent study and the carpet was so bad in there you could see the concrete through it so um we we got the carpet we had that underneath the carpet was some bad stuff we had that abated and we have new carpet in there now and they're thrilled to death um David Avenue preschool we did a fence there because we had in a Loper so it's great um and we took care of that problem and again those have the panic bars on them so these are you know legal and properly done um
178we did the Forest Grove Gates rubber down Gates and again we have do currently have a problem with one um and we're working to remedy that um unfortunately one of them someone got a little aggressive with it and broke one of the handles and so we're we're upgrading to a heavier Duty handle and hopefully that won't be a problem anymore um so we did the wall repair and prep for the mural over the PG Middle School gym and the M mural is absolutely gorgeous love it uh just brings a whole new vibe to the to the gymnasium there uh Forest Grove the storage container uh I noticed they're starting to do the mural there um I haven't been back there in a week or two been a lot of rain so it's kind of hard
179to paint outdoors and then of course the planting by the gym I was going to hire a contractor to do that but our guys got freed up and that that works actually underway right now um so the planting is getting done with all those stuff that got donated from Hannah Gardens um and finally there's that mural and some of the work that was done um again that's the independent study there's the fence over at David Avenue course I didn't really mentioned but I put a picture in there of the stadium that is now complete um beautiful picture of the uh the storage container that is now getting a mural placed on it so that's it any questions there's our totals thank you uh board questions comments cool did as quick as it could so everybody
