014children so thank you for all involved with that I asked my son right before this meeting if he met got to meet our superintendent finalist and his eyes lit up and just she he said how nice she was and told a story that he showed her along with another classmate some of the work and how they did the work in different ways udl for those of you that are familiar with that terminology the UN um when a classmate showed the work apparently Dr Adamson said great job and gave a high five so he was stuck with him and it's really exciting to hear about her already making a mark on our classrooms and our students and then I just wanted to say one thing that I saw today very quickly but I was really impressed
015with is that um one of our teachers for fourth grade at rubber down Mrs Bingham has a has a shout out board where fourth grade students can write a note on a Post-It and put it about you know another classmate whether they're doing a good job at math whether they have really cool new sneakers and then when the board gets full the shoutouts get put on a piece of paper and sent home with the student so just want to say it's something really I appreciate it as a board member and parent in the district thank you clerk McNary um thank you to Robert down for hosting our meet and greet last night with the superintendent finalist and to those who attended and Dr Adamson for donating her time to be there um thought it was
016really nice I think there were about 40ish people in attendance um on a more somber note um I feel like it's important to kind of address what's going on in Israel and Gaza with Palestine and I thought our district sent out um a nice notice regarding the conflict and how it is directly impacting members of our community um and that our campuses are a safe space and they can seek help student or staff their resources if if someone should need to reach out so um thank you for that thank you trusty atar um the only comment I had tonight was just to say thank you to Mr Keller and uh to Robert down for hosting last night um I really enjoyed it I enjoyed talking with everybody I enjoyed listening to um Dr Linda talk
017um and I have really a good feeling about where this district is going so um that's it that's all I've got for tonight thank you trusty Brian Swanson well I wanted to Echo that thanks to everybody that could come out um I trust and I hope and I'm pretty sure that that's not the last one that we'll do because I understand that not everybody was able to make it to that and so I hope that we can take a look at everybody's schedule and make sure that we make room for how busy everybody is and include the folks that are not always able to to get out to this thing or that thing and keep that in mind that how busy everybody is um but I I I thought it was great I appreciate everybody
018uh tolerating my tardiness because I didn't actually understand that I was supposed to be there so but I made it um and then I also wanted to thank John Anderson and Sean Keller and Josh for um taking us around Robert down today and showing us all the fabulous things that um have been done there and that uh will be done in the future too we read about them a lot but to actually get that tour and to be able to see it firsthand is really really fantastic it it looks wonderful and um it's only going to get better so thank you guys for doing that thank you trusty Brian Swanson and student trustee dishy do you have any updates I do have some updates so at our school at Pacific gr High School our girls

021and Gaza so um kudos to the I think it came from the counseling team or District ad District administration whoever put that together thank you so much for that um and then at last night's event at um Robert down um we had a great meeting it was um it was a great meeting and so um I actually had some thank yous that I did at the top of the meeting and I thought that um since not everyone was able to make it I would say those thank yous again tonight because how can you have too many thank yous right so um okay so I will just go through them I have them on my Post-It notes here so um so first of all I just want to acknowledge that Dr Adamson toured PG USD sites

026team U Manuel over at Robert down for the tech um he made sure that we were able to zoom our meeting which also me meant we were able to record that meeting so if anyone wasn't able to make it we have that recording out and available for people we're trying to do everything we can to include everyone um thank you to Meals on Wheels for letting us rent their conference room they fed us incredibly delicious felt like homemade food um including baked baking us fresh cookies at 3 p.m. when we hit that 3 p.m. slump that we all do in our workday so um that was a beautiful location with the golf course right outside and um just kind of I think made all of our candidates wish they could live here move here um
027and then these aren't in any particular order but uh last I have uh thank you to leadership Associates for their incredible detailed labor intensive search I was really impressed with them um and so I just wanted to have my little stack of thank yous right there and so with that um board member comments are now closed unless I forgot anyone which I don't think I did okay um and we'll move on to the interm superintendent report please thank you president Carolyn um so I'm gonna cover a safety update tonight under our superintendent's report uh under traffic the intersection project at uh Sunset Cedar in Congress uh is moving along famously as I understand it meetings will be held um at a district site either the high school library the adult multi-purpose room uh based on

029working right now to update those plans um in line with current California Department of Education checklist um let's see we have an update from kiml and Associates and they've been working on the uh districtwide safety plan we executed the pgusd survey parent survey that went out we had 94 parent responses uh the site threat and risk assessments as well as the environmental disclosure reports uh have been submitted to the district office for review and our safety team is reviewing those right now and providing input prior to Bringing Kimble and Associates back to the to the um to one of our board meetings to present in whole our site safety drills have been happening uh throughout the year and they're being followed up with after action reports I was there at for the after Action Report
030Robert down yesterday um I I would just say that the feedback from the staff is really positive we're moving in the right direction we're identifying you know some of the gaps in in how we uh in how we drill we talk a lot about muscle memory and doing these things over and over again that repetitive motion is what helps us in the event of an actual emergency so kudos to the staff um thanks to Kimble and Associates and um thanks to Mr Keller yesterday for hosting us um the parent safety interviews I mentioned we 95 respondents to our parent survey those are Set uh to begin next Friday November 3rd we're hosting them at the Adult School uh child care and um Child Care will be will be provided invitations will be sent to families
031that opted into the uh parent interviews so that was a component of our survey that went out and we have a number of parents that are are have opted into interviewing we're going to offer some food as well and snacks um let's see nurse po gave me an update on Co 19 I'm going to cover that really quick tonight as of October 19th 4.1% of our population is up to date on their coid vaccines as of October 14th hospitalization is very low six hospitalizations in the past seven days as of October 13th we've had a 7-Day posi uh test positivity rate of 5.1% finally the um second Narcan distribution we had one last month at the end of the month the the next one is tentatively scheduled for November 3rd uh for 1 hour after
032school at Robert Forest Grove the middle school and the high school communication to families will go out through our normal platforms uh just a couple of items looking forward uh this week and next we will be doing site visits uh at all the sites looking at site signage entry directional signage all of our tobacco no no dogs no smoking visitor signage parking signage ordinances and so forth uh the district's also looking to update the entire um set of sites with uh Maps directional map signage evacuations signage and have a standard that will go in every single School District uh or any every single School site within our district and finally uh pgusd is nearing the completion of the efficiency project Proposal with ABM group December 7th we'll have ABM group uh bring their proposal forward
033to the district uh via our board meeting and December 14th if the board so desires we'll be bringing an ABM efficiency contract to our board for approval under government code section 4217 and that is it for my superintendent report thank you thank you so much next on we're moving to the part of the meeting where we welcome individuals Desiring to address the board on items that are not on our agenda for later I'm going to read a little disclaimer so we're kind of all on the same page about the expectation and the timing so public comment on any item of interest to the public that's within the board's jurisdiction will be heard the board will also take public comment on each specific specific action item prior to the board's action on that item if it's
034an item on the agenda any individual wishing to comment on a specific item on the current agenda are kindly asked to wait until that item is being discussed the board will allow a reasonable amount of time for public comment on each agenda item not to exceed three minutes per speaker and no more than 20 minutes per agenda item pursuant to board policy 9323 speakers will be called sequentially until there's no speaker coming forward on the agenda item or the amount of time allocated for the item has elapsed whichever one comes first this meeting of the board of education is a business meeting of the board conducted in public please note that the brown act limits the board's ability to respond to public comment the board may choose to direct items to the administration for action
035or place an item on a future agenda so with that first I'd like to ask any pgusd staff who would like to make comments on non-agenda items and director ran I see you up at the podium so we'll start with you good evening members of the board I'm buck Rogan the director of curriculum and special projects for PG USD and I just want to take a moment to extend my public welcome to Dr Adamson um interim superintendent Jordan and myself had the pleasure of attending the Boys and Girls Club Youth of the year uh celebration last night which had been scheduled in in in advance and uh just wanted to make sure that Dr Adamson knows that she's very welcome here and that she's going to be working with an incredible group of Ed Educators
036had a great conversation with her about the book of book of Joy she's a big fan of the work that uh we studied last uh spring as an entire district and so uh I I was excited about that also wanted to let the trustees know that we uh received our certification from mcoe for the local control and accountability plan and in fact it wasn't just a certification it was an enthusiastic one it was so nice to hear from the county that when they read our El LC cap that uh they said it was in the top 10 percent of the ones that they've ever ever seen so uh that felt great what they especially complemented was the expansion of our parented visory group it grew by about um well by about times five over what
037had been in place previously also our uh move from one meeting to uh five in order to gather more parent input that was received very very positively from the uh County also want to let you know that if you are free on Saturday our robo teams are going to do a scrimmage at Chartwell from 1 to four I had the pleasure of stopping by the robotics practice and there were nine Elementary teams working in the wood shop at the mid middle school with about four or five parent Vol Vol volunteers there and Mr Russo from Forest Grove on his own time came by to help out with the group so I just want to make sure that the board knew that there's some great work going on there in terms of Robotics and finally um
038president k and I appreciate you saying some kind words about Mandy and I wanted to also publicly acknowledge the absolutely incredible work that Mandy has done over the past month as there have been multiple Schoolboard meetings um the responsibilities of her job had multiplied and every single morning I come in and I have a great positive exchange with Mandy to uh start my day and Mandy I know that you're back there in your office but I look forward to that every every single morning and you did an amazing job throughout this entire process and Dr Adamson is walking into one talented assistant so thank you thank you Buck any other PG any other pgsd staff comments on non-agenda item oh principal Arbon um yes but Dr Gibbs I see your hand and I will call
039on you when we get to community members so go ahead good evening Abby Arin principal at Forest Grove you know sometimes you think not much happens in a week and then you jot it all down and realize you've accomplished a lot well I am so proud of Forest Grove this week our teachers are so busy working hard prepping for parent teacher conferences next week our parents are in for a treat but also I'm so proud of our team we have been working on establishing so many nuts and bolts when you've had several principles it there's uncertainty with how some of the processes are and so we've really been working hard with leadership and our staff meetings and side meetings to really get all of those nuts and bolts down and I'm confident that we're going
040to get it done this year so that we can just have smooth sailing for the next decade but I'm also incredibly proud of them because we didn't have a discipline form prior to this week and we have that rolled out we're meeting with staff next week to kind of go over that further but I'm also really proud because in Monday's staff meeting we really had some hard conversations regarding cultural proficiency I asked staff over break to think about any incidents of bias or racism that they may have heard over just this school year and to brainstorm ways that we might handle them so we were able to have some tough conversations on Monday about that we don't have a true direction as to how we're handling them yet but the conversations are out there in
041their beginning so I'm very proud of them instead of just sweeping it under the rug we're really kneeling it um I'm also super proud of our team because we met across two staff meetings they came in at 8: am we sat down and had some conversations about what we wanted our indoor outdoor meal choice to look like we'll completely own it it should have been in this week's newsletter and typing it out it didn't make it there but I figured I would share it here the team decided that in order to best serve our students we would like to offer that option at brunch that way we have our teachers support who are able to help train our kids as to what indoor and outdoor would look like and then we'll re-evaluate very soon as
042to what that looks like opening it up to to choice at lunch the choice is there now based off of parent request or teacher request but we'll be opening it up to student desire at lunchtime once we're sure that they can handle it there's a lot of training going on this week with um our kids leaving track and the seagulls are starting to fly so um we want to get that cleared up before we offer it at lunchtime as well also um lots of great things going on at Forest Grove this week Dar started with officer Hill and she was able to make it into all fifth grade classes the kids loved it we had a sore expectation assembly to go over what appropriate behavior looks like because if you don't teach it how are
043we supposed to match that behavior so super proud of Zoe for heading that up the Clark family donated pumpkins to every single one of our kids and today we had a pumpkin pouch up on third level so every kid went home with a pumpkin which was great and then tomorrow night at 6 PM we have our trunk or treat and a movie night going and then next week 9:00 am thank you Leo we're going to be taking over the breaker stadium and doing our Halloween parade so that's it for forest grow for the week but we've small But Mighty over here thank you everyone thank you so much principal arban that actually reminds me of something that um I was going to ask Mr Jordan about the stadium if uh we have our holiday uh
044it's like a um musical I guess we would call every year at the end of the year kind of like wintertime um winter program thank you um and we've been doing it at the stadium for the past couple years and it's allowed us to have it all on the same night so um so we're don't have to break up and have a couple grades on one night and a couple other grades on the other so anyways I I need to make a note to maybe send an email about that make sure that's in the works anyways um do we have any other staff members pgsc staff members who would like to comment on Miss Chavez and then LS I see that we're having some kind of like technical difficulties do you after we do um
045close out comments do you want to take a pause a recess and we can like reboot or something or what do you think try something okay okay sorry about that Miss Travis Erica Chavez um kindergarten teacher at Robert down and I just want to thank all of the volunteers that we've gotten from the middle school this week as the middle schoolers are on parent conference week I had lots of seventh Sixth and eighth graders Reach Out volunteer I know I talked to Mr brother at Forest Grove as well and I just love seeing that enthusiasm and the the Community Connection and I implore us to continue to think about ways to bridge those gaps and prepare for potential future Educators maybe bringing back Robert downt as an elective at the middle school maybe some kind
046kind of CTE program for the high school to have support at Forest Grove because geographically that would make sense so just keeping those opportunities in mind as somebody who spent a lot of my time as a middle schooler and high school volunteer in Elementary classrooms I think it's invaluable to the volunteer and to those classrooms where they serve thank you thank you Miss Chavez I think the folks in the room that um can work on that are definitely in the room right now so I'm guess and you'll get a follow up on that thank you um any further pgsd staff members who would like to comment at this time okay I'm not seeing anyone here in person are there any staff members online who would like to digitally raise their hands and speak please do
047feel welcome to do that okay uh it appears that we don't have any further pgsd staff comment so I'll close that out and we're going to move on to community members who would like to comment on non-agenda items we do have a Community member who's had their hand up online U Mr Mike Gibbs if you don't mind unmuting leis thank you board and president Swanson uh I just have a couple thoughts really first to thank president Swanson and the board for a efficient and seemingly effective deliberative process it was good to see everybody working together and having a unanimous decision resulting in a in a an appointment anyway at least a finalist that uh everybody had a chance to meet last night and uh so I know it's a long process a lot of people
048and staff put in time so we I do appreciate that uh Dr Adamson seemed to be a hopeful and graceful person um a couple things stuck out for me her uh passion for listening to people in the community as well as the staff and the teachers and the students and all the kids I think that starting off that's an obvious place to start off but I think it was the right thing to say and um sounds like it's going to be the right thing for her to do as she as she does that and lastly um the uh Mr jealous made a comment last night that um and you probably heard me talk before but I I if I if I heard it right he was uh advocating for involving the the students more in
049activities not only at school but in the community and I know everybody's busy with sports and after school activities but um I thought it was a uh you know a good Outreach and um I wanted just to say I I a big advocate of that and in this way I'm a member of the Pacific growth Economic Development Council and we are beginning a strategic planning process that we'll look at basically how business Works in downtown with the community and laying out some new plans for how that's all going to happen and supporting businesses entrepreneurs and new people coming into town from all over monter Peninsula and so if there's an opportunity to work with some of the students there may be an entrepreneurship Club you have a robotics Club a business Club um we'd like
050to reach out and offer an opportunity to work with whoever the staff advisor or the teacher is and perhaps together a small team uh to work on some real uh Real World Outreach Real World Outreach the community we'll be talking to business owners uh we'll be talking to U community members and and and probably from other Economic Development uh councils and city managers in the area so it might be a good chance for a small team of students uh to spend a few hours a month to to get some experience so I just wanted to say I think uh you know that was the right way to go it sounds like your new superintendent is uh you know is you know very excited about doing that kind of work in the community so anyhow wanted
051to thank the board for all the work they put in uh it was it was obvious that you know looks like you've you've got a pretty good candidate there who's a finalist and uh and thank you for all the time that you put in thank you Dr Gibbs is there any other community members who would like to speak right now in person um feel free to make your way up to the podium if you're online please raise your digital hand we're happy to get to you okay I am not seeing anyone raising their hand online Louis are you okay he is not and I don't see anyone here in person making their way up to the podium so with that uh Louis would you like us to take a couple minute no you fixed it
052incredible incredible okay moving on then to information discussion item um a Sandy Hook promise uh see something say something Anonymous reporting tool Mr Jord this is your item thank you president Carolyn sure um so I do have Lori hamula online I'm just making sure she's there she's with Sandy Hook promise um go ahead and Tee It Up for her uh Sandy Hook promise is a nationally recognized nonprofit organization their m mission of course was established to end school shootings and create a culture that prevents uh vience and other harmful acts against students um some time ago the district went into an agreement with Sandy Hook promise on the see something say something protocol on our sites what they did not do was explore the possibility of implementation of the anonymous reporting tool offered by Sandy
053Hook promise so I've engaged again with Sandy Hook promise along with u along with principal Martinez and tonight we're bringing forward uh for discussion purposes um a little bit of background and information on the product what it's for how it works and I would like to turn it over to Lori if she's on yes I am on um can you hear me okay absolutely okay great well I am so happy to be here I am the associate director with Sandy Hook promise and the say something Anonymous Reporting System I have a quick presentation I'm just going to jump into um I think I can share my screen yes so let me do that quickly and then I can open up for questions after that okay so hopefully everyone can see this can you see this
054my presentation okay great okay so um I'll just go through this really quick I'm not sure everyone is familiar with our organization but we are a nonprofit organ organization that was founded shortly after the school shooting at Sandy Hook Elementary uh our mission is simple it is to educate and Empower Youth and adults to prevent violence in school homes and communities in prevent is the key word we want to be proactive and we want to prevent things before they occur so we have our four programs listed below we're here tonight to talk about the anonymous Reporting System but it's good to look at these numbers and they go up every day and they're pretty powerful and the one number I always like to point out is that 15 credible planned school shooting plots averted that
055means arrests were made and weapons were recovered also over 500 used suicides prevented with our program so our um program teaches the youth and the adults around them how to recognize those warning signs and threats uh especially in social media because that's where our students are but act immediately take it seriously we always encourage the students to to go to a trusted adult first and foremost but if they don't feel comfortable or don't have a trusted adult to use the anonymous Reporting System the tip management works in three steps the first one is submitting a tip and there's three ways to do that there's the mobile app the website and the telephone hotline and all three of these are 247365 uh these are the top tip types across the country we are in over 200
056districts and in two states because they have a state mandate this is what that um it looks like when they go on to submit a tip they create um their own four-digit code that's all they need to do select a tip type and um submit the tip so step two is processing the tip once the tip is submitted by the student um it is then um vetted and triaged at our national crisis center and this is really what sets us apart we have our very own nationally accredited crisis center that is staffed by real caring compassionate educated and highly trained individuals that have a lot of experience and expertise they are multilingual and they are very good at what they do so they're going to vet and triage the tip they're going to review the
057details determine credibility and they're going to engage in Anonymous chat with the tips to get the who the what the where the when that information so they can then deliver that to the school and this all happens within minutes and then the school team will manage that tip in whatever processes and protocols they currently have in place is what they would use so uh when we on board with a district we have a district team high level District team each School building would have a team and we work with law enforcement for all those life safety tips so onboarding and implementing this program we have a dedicated account management team we train any of the um team members who are going to be on those teams we have awareness materials for the schools we train
058the students which is really important piece because we not only train them on how to use the program but we also train them on how to recognize those warning signs we have a great digital learning C Center and we um also support resources aligned to those Castle LCL compet icies and then the last thing is once we have this program up and running in your District we continue to support you so we have a dedicated partner success team for sustainability we refresh training for the students we have monthly newsletters posters um a lot of great things to continue to support and grow the program and then with that I'm going to stop sharing and I know I was so worried that I was going to run out of time so I went through that really
059quickly and now I will open it up for any questions you definitely did not run out of time thank you so much um we are lucky enough to have a student trustee on our board we actually have two and we have one of them present and I would love to hear from you first on this if you have any insight if you think that this looks like something that's valuable I feel like it sounds like a very beautiful beautiful idea I think I think it is very valuable you do yeah okay thank you so much if um we're going to go around twice to the board so if any other ideas or um contributions come to your mind I'll I'll stop by again and you can um add to that if you wish um we'll
060start with clerk McNary any comments um did I guess I heard you say that we had there's a national Center that the tip goes into can you kind of walk us through how then that that tip gets connected back with like our staff and those who are on the ground who would be handling a particular incident sure yeah so part of the onboarding is creating teams so for it's for say for your middle school there would be three to five team members which would be usually the principal school psychologist counselors so once that tip is vetted in triage through the crisis center it is then um handed off to your school team with all the information and again this all happens within minutes and then your school would whatever processes you would have in place
061is what you would do so we're just delivering these tips to you in a different manner got it that's really helpful thank you yeah trusty atar oh I'm sorry that was it or you feel free to continue cler McNary if you have another item okay sure okay um thank you for that presentation I agree it it does sound like something that would be useful in our district I think that um especially having it um be anonymous that was one of my questions as well trusty McNary was um kind of how the connection is made um so is this this is an app that is downloaded onto a smartphone or is that how that works so that's it's all access through an app on a student's phone sure there there's the app so they can download
062the app and use the app there's also the website and our districts will put that on their school website like a submit a tip button so they can also go that way and then there's a telephone hotline okay um majority of the students use the app sorry okay yeah no that makes sense um and then it in the presentation you talked about um student training and that it's it's it's refreshed or repeated how often does that happen I mean it is something that Mr Jordan talked about earlier sort of the muscle memory and remembering that it's there because in times of Crisis you know sometimes you forget what your Outreach can be so um is that something that happens often so yes so when we first implement the program we have a core training which
063is a video which runs about 30 minutes and then we have a refresh video that we recommend all the school districts do at the beginning of the school year which is about 16 minutes just to they're coming back to school remind them that this program is for them and exactly what you said too that's why we also Supply the schools with posters and decals so it's in those High visible areas so it reminds them about them thank you that's what all I have for right now thank you for that trusty Brian Swanson um couple of things a question about the call center you said it was multilingual um can you can you expound upon that how multilingual is it yes so um I should have all the languages I know they speak I think it's
064six or seven languages between the counselors there um I know Spanish is one of them um and I I can get you a list of the other languages I just can't remember them off the top of my head okay fabulous and in our uh in our in in our packet here it says under fiscal impact TBD but I think it's actually free is it not yeah we never use the word free because there's a cost but there's no cost to the school district yeah yes no yeah we are a nonprofit organization and there is no cost to the school district for the program okay thank you and I'm and I and I was reading last night and you you're probably familiar with it there was a a study that was done um uh they finished
065it in uh 2021 that's posted at the office of Justice programs do you know that one which is it's in it's a really great report on how effective it is it's incredibly dry and I wouldn't recommend anybody reading it at midnight um but it's it's great and and I think it really speaks to what a fabulous program is and so I might try to find a way to share it or if anybody's interested in seeing it um I'll share it or or email me or we'll figure out a way but it's um but yeah but maybe read it earlier in the morning with a cup of coffee um because it's like really really super dense um techno sociological talk in there so uh but anyway thank you that's all I have yeah well that's so
066great that you read that because it it has a lot of really good information yeah thank you um I let's see I'm checking my notes here so I think you've done such a great job answering I wanted to know how the crisis counselors are trained I wanted to know if they're trained in diversity training or um if you have diversity initiatives um did you want to answer that right now yeah sure yes absolutely we have a a focus on that and I had some notes up too because I knew that was part of the thing so yeah so the the crisis counselors go through extensive and ongoing training that includes more than 500 hours of training and evidence-based best practices as well as accredited Suicide Prevention and crisis counseling certification programs and our crisis center
067just this year in 2023 was accredited by the American Association of sui suicidology um so yes they have a they do extensive training um and I know that that is also let me just see to here um yeah they go through um Mental Health First Aid people first language um sexual assault and harassment training um I'm e um ethics and human rights training uh assist suicide training so lots of different trainings that they go through and uh Mr joran is the Sandy Hook promise reporting system in response to the request um for a um reporting system for for racist and bias incidents or is this a different uh like a different Lane I was trying to look really quickly on um on Lor's screen to see is there you know I saw bullying and cutting
068and things things you know is yeah they cover discrimination and bullying those were two of the items that were topics that were mentioned when when the item was requested um they're actually the foremost expert in the US I looked at psst world as one as another one of the potential vendors out there and Sandy Hook promise has been around for a very long time and they also check just about every box for us not to mention the fact that our district already subscribes to see something say something at our school sites so it kind of worked well together but yes this was a response to the request from the trustees okay um and also just to answer you asked like one of the event types is um hate crime hate speech so we have different
069types that would also fall into that I see okay thank you uh with that I'm gonna open it back oh sorry did I skip you trusty H I apologize thank you for saying something go ahead um thank you so much for the presentation and what you were doing for our children first and foremost but I wanted to ask one a little bit nitty-gritty how do you guys deal with false tips is it something that you guys weed out or is it something you send everything along to the site yes so no we do weed that weed that out and you know we are dealing with students so there are hoaxes or false tips it's a very small percentage it's less than 5 percentage percent um because when they go to submit a tip there is
070a disclaimer about that so um but the crisis center is good and that's part of like what they do is vet and triage and um those tips so if they deem it to be a hoax uh they you'll see the tip in your tip manager but you just won't be um you know notified of that tip so yes they do that excellent It's not to say that it won't happen that something won't get by but it's not a a large percentage no but I mean part of my concern with that was that it would overload our sites or admin so it's great to hear that you guys handle um and you know the other thing I think is this is a information discussion so we'll come back to us yeah I would love to hear
071feedback from the sites site councils and admin that deal with these incidents more on the approach I mean it really sounds great to me but I'd love to hear um from other folks in the district how they feel yeah that was my other note actually is um how how is the counseling team feel about this because um maybe we need to hire more help for them or whatever it's because I think when if we do implement this there'll be an increase in a in a I don't want to say in a good way because it's I guess it is a good way you know it's um it's needed so okay so with that um we're g to go out for public comment and then we'll come back around Daisy did you have something oh I
072sensed it okay go ahead I don't know if this was said already but how long would it take for the tips to get back to the schools it takes about two to four minutes okay so they would be notified like right away yes okay and one other thing I think just like really making sure that all students like are aware of it at all the schools so like putting up posters putting it in the bulletin maybe having someone come and talk about it because I think this would really help kids who don't feel comfortable going and speaking to a counselor like an adult so yeah I think it could be really great thank you great thank you thank you so much um so with that we're gonna go out for public comment both in person
073and online and then we will come back to the board and get any further comments at that time Lewis is there anyone online with their hand up okay two folks yay one folk okay okay Dr Gibbs please go ahead thank you here I'm again um I a little bit familiar with these kind of systems I probably mentioned a question I had at a previous meeting um but a couple things that I didn't hear about you I think you have a student you have a school resource officer are they involved in this reporting process somewhere in there are they part of the team so that's one question um and your student representative asked a great question how long does it take U to follow on with that how long does it take once the site team
074at the school is notified how long do they take and what happens next because the the individual internal tracking is really important to not you know not lose anything because once it's handed over to the school there is a liability associated with having that information for example if a student particularly is suicidal um and I think the last question I would have I'm not expecting an answer but I didn't hear these uh where let's say for example student is being reported as mentioning suicide or or being suicidal or taking action in that direction at what point are the parents notified it seemed to me that if the students is underage that needs to be something that that should be that should happen pretty quickly so I would like maybe Mr Jordan has some you know
075data on that or your consultant does because the U you know the parents would be part of that team in my mind because they might have information is a student seeing a psychologist is that person available uh does a student have a drug problem that the school team doesn't know about or is there some life event that's going on that's causing depression and all those things that seem to me would be as a psychologist very important to know to get the full picture of what's going on with the student because uh you don't know what's going on in the family from abuse to you know divorce there's all all kinds of things that you all are well aware of so having that 360 degree involvment with not only the school uh school resource officer and
076the parent uh as as well as the staff there it seems to me to be pretty uh pretty CR pretty critical and the follow-up on site and tracking that so it doesn't drop drop off or fall to crack is obviously uh going to decide the quality of the system and how many people are going to use it thank you yes so let me just start actually uh Lori um so because we are a board meeting conducting the business of the board conducted in public uh we typically don't directly answer public comment questions oh okay um and so for this instance if a trustee shared any of the questions that were just brought up um we could then discuss it but if not we can have staff Reach Out to Dr Gibbs after a meeting and
077clarify any questions so I just wanted to um remind us of that procedure so trustees um do you all have any questions um that that you would like answered or or I explained it already so do you have do you have um okay all right thank you Dr Gibbs we will have a staff member uh follow up with you on that and Mr Jord can you make a note okay thank you so much and thank you Lori and um any other members members of the public have um comments public comment right now yes please Lori we have uh Mr Mason making his way to the podium right now in person um thank you uh Madame President um members of the board and U Acting Superintendent um I guess you know when I first saw this
078and and I'm I'm I'm a little I'm a little aware of U the Sandy Hook promise and I I think that this is something that absolutely was in is incredibly important I guess uh since we've been dealing with uh issues of racism uh racist bullying um I guess my question is if a um if a student um makes this report and I'm assuming that students are going to be oriented about how to do this and students make this report if a student sees something they may not feel comfortable in coming to the staff but they report this I saw somebody being called the nword I saw this happen to somebody I saw somebody get beat up and stuff because of their race um are they protected totally because my question I guess is that uh
079the person who who gets uh busted is going to say I have a right to face you know my accuser and so how does that all play into the Sandy Hook uh reporting and also I know that there's a such a thing as Seth's law which I think is Ed code 2341 which says that all School Personnel by law have to report uh things that they see and I guess what I would be concerned that instead of making that report that the staff person or faculty person instead would go through this and somehow then end up being somewhat off the hook for having to stand up and say I saw this and this is who I am so I don't know if that makes any sense or not but those are just a little few
080of my concerns I do want to see uh things reported you know because some of the U young folks that we talked about at the last Council Council last City U uh board meeting that uh I was at uh we were talking about youngsters who um had seen staffs standing there when somebody called them the n-word or somebody threatened them in a racist Manner and they felt that that person heard it but that staff person never reported it in fact acted like they didn't hear it so I'm just there's a few issues and stuff that I want to see um to make sure that things are tightened up because these things really do need to be reported people need to feel comfortable reporting them and then also on the other end that there's no thing
081about you know somebody being concerned about some you know not somebody not being able to get due process because they weren't able to face their accuser so I just wanted to throw that out there just as a thought thank you Mr Mason um I do have a question um for Lori that came to mind while Mr Mason was talking however um if trustees don't have any further questions related to uh Mr Mason's question we'll have staff member followup with him as well after the meeting is that sounds like okay so we will have um Mr Jor follow up with you or um someone that Mr Jor designates follow up with you Mr Mason um I I think all of the questions from all of our members of the public tonight um were actually um valid
082so and this item is an information discussion item so we're here as a board listening Gathering questions this item if it's going to move forward tonight uh we'll come back again as an action item and we'll vote on it um but just a quick clarifying question for the program is it something that staff uses and students use to report and community members or who is it really um geared towards because obviously this is such an area of expertise right like there's a almost an art form to what you all are doing so so who who is your um goal who's your group that you you want to use this to report so o obviously it's the the students but we actually believe that it's a community program so it's the students mostly that use it
083but we want parents to use it parents see things so that's why our districts will have on their their front page submit a tip button so parents can also submit a tip easily um so it's really for anyone in the community thank you so much yep um Lewis is there anyone else with their hand up online I don't see any you don't see anyone either okay any other member of the public here in person wishing to say anything yes Miss Chavez I may be opening up a can of worms here um I'm just wondering if we move forward if we're looking at obviously older kids but um we have some pre-literate kids so is there a icon based component to the app where if they can't read they can still make reports by picture icons
084or we only targeting um our our literate population thank you very much um is this a question uh that the board would like to take on and here and answer to at this point Elliot you're shaking your head so even if one trustee says yes okay Lori please okay um we don't at at this time but it's certainly something that I could uh you know we we actually just this past year got a request from a district for um a presentation our normal student presentation but for the special needs population so we created that so at this time we don't but that's something we could explore thank you yeah we're gonna come back to the board right now actually so Dr haisen if you want to kick it off go ahead just a thought on
085that again maybe I'm stepping out of bounds but is you know maybe having a voice recording option I know that gets away from the anonymity side potentially but allowing people that could just you know make it very clear so you don't have to be able to read to get the way through just like here's what I'm concerned about yeah yeah and we do have that phone option but um yes absolutely thank you uh clerk McNary so the way I'm understanding it it sounds like this is a tool that students can use staff could use their grown-ups parents caregivers could use any Community member could use um um and it covers the reporting piece and I think that's a really important piece we don't have right now so um I also kind of want to make
086sure we I see it as separate and kind of different from getting our staff the support they need to then address the incident in house so um I just want to draw that distinction um for purposes of this item because I do think this is a valuable tool um if we're if the board is open to exploring it I also think the staff support is is separate and distinctly different um from this item so I agree uh trusty upar that was um one of the questions or one of the notes that I wrote down as well um so some of the things I've just been writing down is um one of the things I had thought of is you know this may be an opportunity to possibly connect with Ohana um maybe getting some guidance
087there because this is going to be two separate things that are happening the reporting system and then support beyond that so I don't know if that's something that we could explore um the other piece to that is um is there training that's involved for staff from Sandy Hook so that when they receive a tip um you know I I don't know if these are coming in the middle of the night but um this is two separate questions so uh training for staff and how to respond and then separately a question of if this is happening within minutes is if this is 247 it's happening in the middle of the night um and somebody's phone is ringing what is the response from that adult from that trusted adult that's you know now has this information what
088is the next step and then I have another question after that but I'll I'll pause sure so um I can answer that so yeah it could happen so that the middle of the night would only happen if it is a um classified as a life safety tip and that could happen it it doesn't happen a lot but absolutely could the that whole team of three to five team members so what the crisis center will do is they will make a phone call to that first team and if they don't answer they'll go to two three and four but at the same time if they deem it to be a life safety tip they'll also be working with law enforcement at that same time so they will go down that list and what they'll really need
089is a an address so um for if they there needs to be a welfare check so it's a possibility it's not I mean we say for a school um say a school that has about 500 students we say there's about maybe one to two life safety tips after school hours per year so it could happen but and if it does it's a true emergency so we we would need to connect but also know that we're working with law enforcement so that liability isn't isn't solely on the school too and then as far as the uh training goes for staff um or if there's a way to connect with other schools that have had I guess you call it success with this um and it's been effective for their district is that an opportunity or what
090training is involved yeah so we do we train anyone who's going to be on those teams and how to use this system but we also have materials for all the Educators and the parents turn key materials on the program how it works um but yeah I'm happy we have a lot of districts in the state of California that I would be happy to connect you with just if you're thinking about it and seeing how it works for them and I was trying to look at your location um tari county is um a big partner with us we have about 90% of the the districts in that county use it San Francisco Long Beach came on this year um and I was just trying to think of uh we have quite a few um in I
091think Santa Clara Count's near you right that kind of near you yes yeah so we have a lot of school districts up that way too um so we have quite a few that I could absolutely put you in contact with okay and I think another piece of this is um I don't remember who said it but talking to administrators and staff and making sure this is something that um fits to them I think it's super important I'm really glad this is happening and that you're here presenting and I'm grateful for all the work that you're doing I mean I think this is absolutely invaluable so um that's all I have thank you thank you thank you uh trusty briyan Swanson I did have a couple other uh questions pop into my head I should have
092asked it before uh so the the call center is multilingual what uh I'm sure the app is also right yes the app is there is um a it's like Google Translate yes okay great great and then is there um I don't think you covered this yet but is there a post K through 12 version of this I think about the stresses that college kids are going under is like is this their this is something that you can carry with you through your whole life yes you know we actually had a meeting recently and we've been have gotten a lot of requests for that but we haven't quite ventured into that yet as far as doing that for for colleges but we what we do do is with this training we trying to teach these students
093to you know to be aware of those warning signs and go to a trusted adult we're also trying to teach them to be upst standards versus bystandard um in the training it talks about you know a lot of times people don't say something because they think they'll think oh I'll let somebody else do it and we're trying to change that culture we also talk about about the snitching um piece of it because a lot of times students do not want to be labeled a snitch which is understandable but we train the students that you snitch on somebody to get someone in trouble but you're going to say something to get someone help and that is the difference right so we try to teach them those tools that they can take on with them fabulous thank
094you thank you very much thank you and um student trustee dishy um I had a couple questions so I was wondering um like what staff member from the school would be approaching the student like would it always be the counselor and just having the student called up to the office or like giving them a note um and what the amount of time um it would take to reach out to each student be different Case by case or would it always be like not to exceed like a week after they find out about it um and I also think it's really important depending on the case to be really careful with how you approach a student because some students may be really caught off guard or taken ab and just um hearing out what the student
095has to say as well just because you don't always know what case is going to be accurate 100% so yeah thank you can I comment on that absolutely she's a student trustee feel free yes um yes those are all really good points but as far as any of those points that you made as far as management that is all up to the school district so what we say is if if a student walked into your office to give you this tip how you manage that is kind of how you would manage this because we're just delivering those tips but as far as approaching the student and the timeliness and that is all up to your district and your schools we're providing the information was there um did that answer your three questions or that [Music]
096answered yeah which what was there was one more I think um I asked about who would be approaching the student but I think it's all is it all the same you can show on your mic and just make sure I just want to make sure because you have great questions who would be approaching the student um how much would the amount of time be or would it be different each time and I just said I think it's really important to be careful with how you approach students but I think those are all like related to the school related okay thank you um and then she has great questions isn't she yes my last question is just um it's kind of a I think it's a silly question but it's an anonymous Reporting System but then
097also somehow you end up knowing who reported will you just tell me how that works yeah so we don't know who reported report okay unless it's a firsters tip and they self-identify but we do not know it is truly an anonymous reporting system so if it's if it's a third person tip they'll tell you who they're concerned about and we'll know that person but we won't know who submitted the tip thank you so much for clarifying that for me thank you yeah okay so I was last on the list for commenting but um it's it's such a a good good topic that I just want to make sure that trustees do you have anything else you would like to ask Lori Laura go ahead this isn't necessarily A a question I think it's more just
098a comment that I think based off of your questions I think one of the most important pieces of this beyond the anonymous tip portion is that the in-house training that's happening among staff is absolutely key because the way that this is taken care of and approached is probably the most important part Beyond receiving the information so I just wanted to make that um comment or statement and just make sure that if this is something we're moving forward with that we're also moving forward wholeheartedly with appropriate training and having a step by step of this is what we are doing so no one's taking free reign and just sort of deciding how they're going to handle that on their own please do you mind so I do want to say that um we're not Reinventing the
099wheel here as it as it pertains to the actual reporting and the followup that exists already at our sites we have Anonymous reporting at our sites I think maybe one of the issues that exists right now is it's it you know it's a Google form right our middle school and our high school are doing this um and most students know the immediate follow-up is going to come from Mr or Mrs or someone right that they know versus an anonymous report going to someone that they do not know that may be a licensed mental health therapist on the other end of the line that help them in crisis so I think that's why we're moving down this track and in this direction but it is crucial to note that the systems in place that that are
100that we're discussing here are already in place at our sites for the followup with students and who is going to have the interaction with the student uh that's being identified and most often than not it's our mental health therapists it's our it's our counselors um it might be the administrative support staff um but those systems are in place already but continued training needs to happen of course and if we decide to on board uh SHP with their Anonymous component we're going to continue the training with our staff to broaden that reach thank you so um board do we want to direct staff to bring this back as an action item um as well as we've already directed staff to follow up with our community members who had questions um so is that something that we're
101we're wanting to do we just need to kind of go around and make sure that the majority of the board want to direct staff to do that Brian yes okay thank you clerk McNary yes trusty atar yes very much Dr haen yeah just with the note of sites as well and counselors okay um trusty dishy yes okay um and I agree as well so you actually have complete unanimous support um thank you to members of the public who commented and um Mr Jordan This was something that you brought um to the table so thank you for bringing it to us I appreciate it you're welcome and I I just want to close with one thing um I've been working with Sandy Hook project since 2014 when I was at the County Office of Education we
102did try to implement this countywide initially the approach because there wasn't enough sub subscribers was to implement this with all 2 four school districts in our County it is a free service um at the time it just it's something that didn't kind of had teeth to it so but they've sense expanded as as as as um Tor as um oh my gosh Lori sorry Lori mentioned I almost said Tori mentioned um they've expanded their kind of their reach throughout the state of California that didn't really exist back then in 2014 and 15 um so I think it's a really good time to bring this forward right now and thanks the recommendation and we will bring it back under action thank you so much that was time well spent uh it's 7:48 now so we're going
103to close out this information discussion item and we're going to move on to our consent agenda and items listed under the consent agenda are considered to be routine and or may have been discussed at a previous meeting there's not really any discussion of these items prior to the board vote unless a member of the board or public requests a specific item be discussed or removed from consent so um with that um board do you have any comments or questions about items on consent everyone seems to be shaking their head no okay so with that as we do for every single agenda item we're going to go out and see if we have any public comment on our consent agenda um Lewis I know you're keeping an eye for digital hands up and I don't see
104any member of the public making their way up to the podium at this time for reference we're on the agenda page three and four uh lists all the consent agenda items a through L okay Lewis is letting me know there's no digital hand up and so with that I'm going to close out public comment and um I just need a motion in a second for this pleas I'll move to approved consent as presented no second thank you and I just remembered I'm sorry Lori I didn't say thank you thank you so much for your time I'm so that just popped in my head apologies okay motion made by trusty Brian Swanson seconded by Dr Hazen thank you Mandy majority vote please all favor I opposed thank you motion carries unanimously moving on to action discussion
105we have item a resolution number 1116 for the issuance and sale of election of 2020 series B General obligation bonds Mr Jordan this is your item thank you and I have Dale Scott here tonight to answer any questions um I will just quickly go over some highlights uh the board passed um a $30 million General obligation Bond we sold series a two years ago and this is series B that we're bringing forward um this is a 1 to8 ratio repayment that's below two the max is four so we're definitely below the repayment it's a 20-year bond that we're discussing tonight um we are drawing down $6 million it's actually 6.47 that uh that that is um relieved by the district for projects uh a 4.55% interest is associated with this uh the the sale of
106measure d series B that's a little higher than we've seen historically but just to note mortgage rates today are at 8% so everything is kind of climbing um it's that is a really conservative rate we did um get buy down on the points from our uh for from Raymond James we'll be placing the bond uh if the board approves this resolution tonight the bond will be sold in the next two weeks and proceeds received uh by The District in early December other than that I'd like to open it up for questions that Mr Dale Scott can answer if if I cannot thank you so much Mr Jordan hi Mr Scott thank you for coming I think you come from a little bit of a distance away so thank you so much for doing that uh
107we're gonna start with trusty otmar if you have any or you're just about to take a drink of water you want me to I'll start with uh trusty Bryan I know you came uh and you've been waiting I wish I had questions for you I went through it last night and we've been through it before I appreciate you being here and um and uh and I know that for others that may have questions you'll do a fantastic job of explaining it so again thank you for being here um but that's that's really all I have thank you trusty [Laughter] atar um I do have a question but it's just because I haven't um I haven't looked at this before so as I was reading through it's pretty dry um but I did notice notice as
108I'm looking through like um page 85 there are a lot of blank lines in the bond purchase agreement so in the entire thing so I'm wondering is this something that should be uh Complete because it's an action discussion item it's or is this just the way it's typically presented what you are U voting on is the essence of the transaction and letting the administration know that they can proce proed to filling out those uh those blanks because they're not going to know exactly what those blanks are until you get in the market and get everything set up I see and you don't have to come them come rushing back and bring the board back in to see them which because these transactions go very quickly when they start going so that's why there's the blanks
109those are all the questions I had thank you very much thank you um I have kind of a just like just a question about on the um cover sheet it said that it um funds expected to be received is estimated about um 6,5 40,000 and then in the document it looks like it was more about 6, 350,000 does that matter at this point just so that we have accurate public record on the cover sheet or is I I think there was a fee that needed to be taken out and so that's kind of so maybe it is accurate so that's my only question is accurate okay thank you so much uh student trustee I do not have any questions okay thank you trusty Hazen um one other than you i' put out is just to
110our district voters who supported this I know um it is putting a little bit of burden on them but it's incredibly important for our schools so thank you clerk McNary no questions or comments from me thanks all right thank you so much we will move out to the public see if there's any public comment either in person or online onl we'll just give it a moment online see if anyone raises their digital hand I don't see anyone in person making their way up to the podium okay um with that I will close out public comment and we will just need a we're going to do a roll call vote on this because it's a resolution but we do need a motion and a second first I'll make a motion to approve the resolution okay I'll
111second it so motion made by clerk MC seconded By Carolyn Swanson Mandy student advisory hi perfect president Swanson I clerk McNary I Dr Hazen hi trusty otar I trusty Swanson I thank you hey motion carries unanimously um Bard I want to check in it's almost 8:00 do you want to take a break now or try to get through maybe two three more items how are we doing break wise and sit try to get through action keep going at least okay let's try to get through action all right uh action item B budget revision number one for fiscal year 2324 Mr Jordan again this is yours let me share there leis all right perfect for anyone following along this is on page 197 in the packet all right all getting pretty familiar with my budget revisions
112and first interim reports the way that they look uh so every year we bring budget revision one to the board uh this is just after we do the UN audited actuals which was brought to the board and approved on September 15th uh this is our first budget revision of the Year this covers uh the period of July 1st through October 10th and we're going to show you tonight the unrestricted general fund combined as well as well as the changes to all other funds Associated um so throughout the year the district makes a variety of different budget revisions um we Al this will be followed with second in or sorry first interim which we'll do in December followed by second interim in March um today I'm going to go over with you some changes uh since
113our adopted budget in July those changes are associated with the uh property tax actuals we received that did exceed the projections for 2223 uh some changes in our un audited actual fund balances so when we we finalize United actuals We Carry forward fund balances we don't know those at the time we develop and build the adopted budget so we'll be showing you the new post- to beginning fund balances for 23 24 uh we do look at Staffing position control changes as well as well as payroll incum incumbrances and we clear a lot of our carry forward vacancies that was done and reconciled uh after the adopted budget and and during the time frame of the UN audited actuals so I'm included in this presentation you're going to see the first proposed revision revision one um
114when you see the on the next slide I'm going to show you uh column to the left is the changes in the board adopted approved budget and the column to the right which is highlighted is the budget revision one uh not at that slide yet but that's okay I will show you here the district financials at a glance um we're going to first look at the general fund combined beginning balances uh in the 2324 adopted budget we had just over 6 million uh 6,200 th000 in adopted budget for our beginning fund balance you can see a dramatic swing here of just over $3 million in our new uh revised budget a lot of this is associated with carrying forward of restricted dollars that weren't spent last year um and I'll get to that on the
115next slide uh total revenue not a big shift in total revenue but but definitely some changes in total revenue just over 231,000 in Revenue uh that includes State resource state state sources local sources and our property tax revenue you'll see a shift in expenditures here not a large shift but our expenditures are just north of $280,000 uh different than the adopted budget and of of course because of the big swing and the beginning fund balance change you're going to see a relatively uh relatively large change in our uh 2324 ending fund balance projected of 7,411 107 and that's just under 3.5 million uh higher than we had projected at adopted budget okay yeah now here's the fun slide um so if you take a look at the top there where the arrow is you're seeing
116everything I just described the uh beginning fund balance shifting from 6 million2 just to 9 million2 uh if you look just above that you'll see that um the fund balances above those two items dramatically changed right so the the uh adopted budget showed just over $2.2 million in restricted we now show just over 3.4 and uh the unrestricted was just under 4 million we now show 5.7 uh I described everything to you at a glance on the page prior but some of the things I'd like to note as we progress through this is when we get into expenditures um you'll see that we have a reduction in expenditures on certificated salaries um from 20 million 186 down to 19964 uh similarly on classified salaries don't go don't go to sleep on me computer there we
117go um shifting from 9, 87 down to8 980 so I want to clarify this was when we looked at we lost it okay sorry compter tried to go to sleep on me and now I got kicked out of the zoom meeting yeah sorry you actually put your computer to sleep because I thank you very much just yeah okay yeah all right that's great that's thank you Brian oh you that right up no yeah did that to myself it's okay I'm back in it's great all right your screen PowerPoint back up there we go okay um so some things to point out here um down in the middle there we're showing our deficit and surplus spending in the green right so you can see that the deficit did go up this year from adopted budget we
118had a $1.4 million deficit now projecting a 1.5 but what you can see below that in the in the red and then the Bold items there are how the deficit is made up so really our our unrestricted deficit has went down so from 38755 to 118,119 our unrestricted deficit has went down and the restricted deficit has increased uh substantially and again as I mentioned before that's associated with restricted dollars that we received last year that were either they're not budgeted for or had no expenditures Associated that we Carri forward into the new fiscal year um the bottom line here down if you look at if you look at the bottom we are in much better shape than we had anticipated at the adopted budget uh carrying a 7,411 70 ending fund balance with an 11%
119Reserve I like to show this slide every time it shows all of our expenditures as a pie chart um just one one item to note here and I will get to it I think it's on the slide no it's not um we've actually reduced at one point we were talking about 90.6% in overall expenditures are associated with um with people and we're down to now just under 87% so we've made somewhat of a reduction there a lot of that was Associated as I mentioned before with the vacancies that were being budgeted and carried forward that were not being filled right so we were carrying vacancies in our budget which I will be clear those vacancies May resurface this year when we look to fill positions we're having issues definitely with recruitment on that side and
120that's why vacancies are carried forward year toe but we felt like it was important in kind of being disingenuous showing a budget where we have so many vacancies set in the budget holding holding money aside um that have not been filled for some time so uh there may be changes here especially on the certificated and classified salaries and then of course the employee benefits that go with it as we progress through the year and as the sites want to reopen some of those positions or fill some of those vacancies that we've since now closed um but the good news is I think we're we're in much better shape than we had projected at the beginning of the uh fiscal year in July um so I'm going to show you really quickly going through each fund
121this is your Adult Ed fund um this is the budget revision for adult ed uh we had a beginning fund balance of 2,674 621 now not a big shift or a change as a reduction as you can see of $76,000 in the beginning fund balance when we carried that forward um you will see if you go down further down to Surplus deficit you see that we're carrying a little higher deficit than we had anticipated of 7321 we only had 351,000 shown at adopted budget and uh down at the bottom as you can see here the original budget we had a whole lot of expenditures associated in in uh fund 11 that weren't realized and therefore that's why we have a much higher ending fund balance associated with this fund Child Development Fund 12 um so
122due to the significant increase of before and after school program receipts the board no longer contributes to this program for a very long time you were seeing a unrestricted general fund contribution moved over to fund 12 uh the the program right now is more or less self-sustaining itself that's a good thing um as you can see here we had a revised change in our beginning balance of 86,1 162 so that increased our new budget uh beginning balance to 137 379 beginning of the year uh total revenue didn't change at all the 489 254 remained flat uh total expenditures were were reduced now at budget revision one and as you can see at the bottom we're now carrying an ending fund balance of 17,8 46 that's um substantially higher than we had projected in the uh
123adopted budget go cafeteria fund 13 so due to our net cash resources being in excessive the allowable amount that we can carry forward by CDE we really need to we needed to look at increasing of expenditures this year in fund 13 uh Robert worked diligently on this and I'd like to thank him for that but some of those changes you're going to see tonight are associated with with additional spending in in cafeteria fund 13 excuse me you can see that the uh change to the beginning fund balance wasn't much just under $9,000 uh the total revenue is projected to be higher than uh we had anticipated at beginning at the adopted budget just over 8,000 in increase there uh but the difference you'll see below when we get into expenditures is a $ 28,841 increase
124to expenditures a lot of this is associated with capital outlay projects but again uh with the net net cash resources that we had we needed to make sure we spended we spent these dollars uh in line with California Department of Education regs um down at the bottom there you'll see that um we have reduced our ending fund balance from just over a million dollar to just over $854,000 but again and cafeteria fund 13 is very healthy deferred maintenance fund 14 um not very many changes here aside from the carry forward of the beginning fund balance you can see now we're carrying a 387,000 in changes uh revenues stayed flat there's no changes in revenues no changes in total expenditures um but the result as you can see at the bottom is an increase of our
125ending fund balance which is projected for the 23 24 year of uh the increase is just over $163,000 leaves us with 421 649 um I almost don't need to talk about this slide but we have to bring it up every single time right this is fund 21 or sorry fund 20 post-employment benefits that we have to carry and maintain uh we don't have the ability to shift These funds elsewhere we can't do in fund borrowing or in fund shifting so it basically remains stagnant um this was originally developed for post-employment benefits here's building fund 21 um today we did walk a campus and we looked at measure D projects we also just uh just passed a resolution authorizing series b um you can see series B authorization in the top there the 5.8 87117 or
126750 now that is not accurate okay um when I developed this I didn't have the actual numbers from our financiers at the point at that point so this number will change uh what that will do to the overall budget which I'll bring back at first interim will uh which is it will increase the ending fund balance from 2.9 Million to about 3.3 million we don't have any more planned expenditures this year to absorb the increase in the measur D series B um Bond sale um so at the end we will end up with an ending fund balance at the end of this year of just over 3.3 million but you can see we're using this fund pretty dramatically last year we plan to this year uh roll a lot of projects out over the 23
12724 year and just to note um series B is is going to carry us for the next two years so this is the first this is the second planned issuance and it will carry us for the next two fiscal years and then I think this is finally fund 40 so I can't see it it is okay so um now we're finishing off here with fund 40 this is our capital reserve account um the beginning balance as you can see was 68,000 we had um a positive increase of carry forward of the uh beginning fund balance to just over 782,000 uh total revenues are staying flat those revenues are coming from the rental proper property at David Avenue School that we receive uh unrestricted revenue on from our charter school friends uh as you can see
128here there's no increase at all to expenditures because though expenditures are associated with keeping and maintaining that School site M primarily utilities um you will see though that the ending fund balance has increased a little bit and that's associated as mentioned before with the increase carryover from 22 23 un audited actuals trying to get through this quickly the very last slide I always like to end with this slide there's a lot of data on here and we're trying to always maintain it and maintain or maintain it being current so at the top here we show our demographic of students and this is all pulled in from our seabeds data uh off to the left hand side you've got uh fiscal uh health of the district at a glance starting with the beginning fund balance and
129then the ending fund balance at the bottom and everything else I covered in between uh we like to show our property tax revenue Trends uh general fund Reserve Trends and then our stir and purs rate trends and then of course course um our uh testing uh esack testing which has been updated uh this year and tonight you will see a report from director ogan on that as well so with that I know I went through quickly and I'm sorry that it was so dry but that's that's what the budget is and I entertain it for any questions all right there we go we'll start with truste Brian Swanson well it's supposed to be dry right if it got if it was exciting uh or we were out you know nervous or whatever that's exactly what
130it we don't want it to be so I thought great presentation I just want there was one thing and I think I know the answer um but for fund 40 David Avenue is the only source of income for fund 40 isn't it so fun sorry fund 40 also houses um revenue for Bas SRP oh okay but it's primarily a pastor yeah okay all right thank you makes me have a question about that um okay I won't ask it um oh I'm next up okay I'm gonna ask it so so you said fund 40 is like a holding pen for the fund 12 money yeah so the right so the basp revenue so I want to be clear prior to this year it there was no additional Revenue within Bas SRP the unrestricted general fund had
131a transfer out to cover the expenditures associated with fund with fun so if there is excess of Revenue it gets passed through fund 40 but it does Reland back in 12 it's just where the revenue source is going yeah okay unrestricted Revenue Falls there thank you uh so do you feel the contributions to fund 14 and 40 are adequate great question um right so there was no contribution as you as you just alluded to prior to last year and now we're we're you can see um like if I need to go back on the slides I will but um we're contributing $200,000 to fund 40 and $200,000 to fund 14 I think that's a great that's a positive start in the right direction to uh to shore up those two fund accounts uh we pass
132a general obligation bond for deferred maintenance um you know we have 400 $600,000 uh sitting in each one of those funds now fund 40 I would say we would not want to use for deferred maintenance we would want to use that for capital outlay projects some of those that we've talked about V shade structures and things that are outside of outside of measure D also um fund 40 can be used to potentially buy down additional Debt Service associated with other projects like we've been discussing the ABM or the ABM group efficiency project for example so it's really good that we are starting to build up ending fund balances in 14 and 40 and I think right now the $200,000 perom in each one of those is is adequate okay great um I just have kind
133of um it's probably a silly question but I'll ask it so on page it's on page 208 in the packet it's um it just kind of stuck out to me it's under um services and other I think this is for the general fund uh travel and conferences I just noticed like a doubling of [Music] um yeah will you I'm not going to go to the page but I know what it's it's related is that so as I've mentioned multiple times we had a huge chunk of restricted resource that carried for this year that was unspent last year and you have certain Associated objects that those those monies have to be associated with so our 5000s our 4,000 some some of which are travel and Conference associated with professional development associated with some of those restricted
134programs so we're showing a higher level of expenditure this year associated with that because of the carry forward dollars it doesn't necessarily mean we'll realize those those expenditures we may not we may end up in a very similar situation that we had this year which is carry forward what we have to be careful about is some of these restricted resources are expiring so we need to spend those monies like especially sr3 um there there's quite a few others that expire in June of of 24 so we can only carry forward for so long before we lose those dollars so a lot of it has to do with restricted dollars moving forward okay um that's all I've got so let's see here student trustee dishy no comment sounds good thank you for following along I saw
135you following along very studiously over there uh Dr Hazen yeah um two questions one about the fund 13 the cafeteria funds I was excited to hear we are spending more on supplies which I assume is increasing our cost per student potentially and giving them more nutritious options if that makes sense or is that an incorrect I saw yeah I saw that yeah so um you're going to receive um a wonderful full presentation on the second I believe that's what you bring that forward um from our food services director on this very uh question so yeah additional offerings um potentially additional staff trying to to to build out the program itself is important also Capital outlay um so you know when Stephanie lip left she applied for and we received a an equipment Grant I think
136it was $85,000 for some new warmers and kitchen equipment um we're we're going to to take some of these dollars this year and continue to improve our kitchen facilities beyond that one grant that we received so we'll use it for Capital atlet Improvements as well but yes we want to expand and build out the program and Robert will talk about that with with the board on the second perfect that's yeah that's great and then the other question I just had on the building fund 21 is um I think I know the answer to this but wanted to ask what the barrier is in spending the bond measure funds more quickly is it Staffing is it yeah well so I think that the ne this next issuance was more likely than not supposed to I think
137we're a year early example from for for for B we're you're early right um so we did a pretty good job at spending down series a um I think it's number one it has to do with capacity of our internal staff number two it has to do with bidding and procurement number three it's going to have to do there's a big problem right now with um procurement of equipment so long lead times on equipment as well right so we wanted to do a massive HVAC project in the district the lead time on mechanical mechanical systems is really long right so it's really tough to try to shorten up a timeline just because we have you know the money to do so yeah yeah so just just say let us know as a board if there's
138more we can do to help support you sorry did chewbaca have a comment I'm just yeah there's any more we can do as a board to support you in that because I do recognize the value more so after our tour our Weber down today so thank you yeah um director will bring another reprioritization list forward to the board once we've uh brought forward the ABM efficiency project uh uh project so they're kind of going to move together and we're going to be needing to have a discussion about additional financing as well but there is a lot that's going to take place this year if the board so desires and moves to approve ABM group's contract in concert with what we're doing with measure D series B thank you very much clerk McCary thank you for
139the very thorough cover sheet I truly appreciate having the data digested in a way for us and for the public before um we get here um and thank you I had the question about recommendations regarding deferred maintenance and if we should continue that so I think that's already been answered and um I'm comfortable approving it so thank you trusty atmer thank you it was not not boring or dry actually I enjoyed it um and you asked my question about fun 13 so I'm really excited to hear more about that um coming up other than that I've got I've got nothing thank you so much for that and trusty Brian I think we started with you okay thank you so much um we'll go out for any public comment on this item um same procedure as
140usual we'll see if there's anyone online with their digital hand up anyone in person who would like to make their way up to the podium okay we've got someone with their hand up online um please go ahead and unmute leis Mike Gibbs thank you president Swanson I actually sat through this presentation last year it's good to see the overall salary and benefit number going down just a tad still higher than Carmel and other similar size school districts I just had one question I know I think it's permissible to give an answer but I know if you answered all the questions you wouldn't have time so my question is the enrollment the total enrollment of of a pgusd uh versus the uh versus the staff and teachers so what I'm really asking uh is including the
141open positions is that student staff teacher ratio going up or is it going down or is it flat because 87% of the budget doesn't necessarily reflect the relationship between the increase or decrease in the enrollment and my impression is it's been going down just a tad in the last you know three or four years um is the are the teachers and staffs shifting or changing in relationship to the size of the enrollment that's my question thank you thank you Mr gibbson uh trustees is that a question that you share um at this be interested in getting an answer to that sure okay trusty Brian has the same question so please go ahead Mr Jordan right so the district is is I'm seeing more of a leveling but you're right that we've we've had a declining
142enrollment for a little bit now it started with coid um we were hovering right around 2000 and now we're hovering just over uh 17 I think we're at 1769 right now um and yes that's a good question uh Mr Gibbs the uh the district needs to take a serious look at class sizes of course uh we have class siiz language uh that we work on with our collective bargaining uh units and um that's one item that we're looking at moving forward um Pacific Grove unified historically has low class sizes I think that's something that we all would like to see um sustained moving forward but the question becomes how low of a class size is is a is is a good level uh for an educational experience for students and very low class sizes usually
143don't replicate positive outcomes for students especially when dealing with group work and so many other things so it's something that the district's looking at um absolutely this year and more to come on that as we move through our first and second inter room reporting to the board thank you so much um lisis any other digital hands up okay any members of the public in person um have any uh comments at this time please make your way up to the podium no one is making their way up to the podium okay so at this time we'll close out public comment on action item B we'll go back to the board any further questions or comments pop in your minds I see everyone kind of shaking their head no okay I do not have any either so
144um with this uh can we get a motion in a second to approve action item B on staff's recommendation I'll move okay I'll second motion made by truste Brian Swanson seconded by clerk McNary Mandy all in favor I I I oppos thank you thank you motion carries unanimously moving right along for action item C Consulting agreement with the black leaders and allies collaborative also known as Blac or black Mr Jordan this is also your item okay thank you very much um I have it covered mostly in the cover sheet um I would like to acknowledge that uh Mr Derek Williams and the district have been having quite a bit of conversation around uh the continued professional development associated with our staff as it relates to uh incidents of bias and race uh this is a
145Consulting agreement with a $2,500 retainer as you can see at the bottom and right now it's specifically tied to uh reshape reshaping and retooling the uh five-part series uh that uh the um lozanos Smith and the district had had developed um um some time ago uh for our administrative staff so that's specifically what it's related to and we've been having an ongoing conversation with um with him as well as was uh the NAACP and the ncbi related to these matters so um this is a $2,500 Consulting agreement and there may be more as we move forward but uh we'd like to get an agreement in place uh to pay them for their time thank you trusty haen questions comments um no no comments for me I'm just very glad to see this moving forward I
146appreciate the quickness that you're addressing this clerk McNary I'm happy to see the contract on the agenda and I'm in support of this partnership I guess when I heard the description I'm not I guess a question comes up for me about what board Direction was given about reshaping or retooling the five-part series I don't know if this is the appropriate time to address that but I'm wondering if we're approving a contract um that's going to be specifically focused on that professional development series if we need to address it now I don't know are you asking for more specific deliverables on this contract that would be helpful um yeah I guess I my I'm just trying to think back to the board direction that day and um I don't know if this is what I was
147envisioning but I guess I'll defer to the rest of the board and just uh think about it a bit more okay we will come back um to each of us one more time trusty Yore um I did have questions after I read this I'm just sort of trying to understand um I'm happy it's here but I would like to understand more I see director ran here so if you're up to um explain more but I mean if everybody's okay with that s to comments I would love to hear more thank you so I didn't have anything pre prepared for toight but I think that what I can do is kind of give you a glimpse into the nature of the work that we've already started to do with uh Blac um specifically with Derk Williams
148and then with ncbi working mostly with Elena Lumis and VI vicoria Mills um I think think that uh when um what what we understood from uh the last board meeting was that we were going to put the training that we had planned on on H pause um so that we could incorporate the input of the groups that were here um at our at our last last meeting and use that input to frame a better training for the admin team and so what we're really looking at doing is um and this going to be the topic of our next meeting that we have set for uh next Friday at actually going to be an in in a person meeting with um the folks that I just mentioned is that um while we're going to need some
149legal guidance on what we should be doing in U an incident response um where we're going to get some great guidance is on how we should be doing it from Blac and uh ncbi so they are actually going to be involved in doing a training with the admin team um that is going to run kind of parallel to possibly integrated with the training that we do with Lozano Smith what we haven't decided yet is if that training is going to be kind of sim simultaneous meaning um that uh all parties are going to be in the same room at the same time doing doing that training or if we're going to run two separate trainings that are kind of par parallel one with Blac and ncbp kind of doing that inner work with the admin
150team so that we can um understand better the perspective of someone who has suffered an incident of bias or Flatout racism so that our response to that is more come become a passionate and culturally responsive um that's what we're hoping to gain from our partners at uh Blac as well as ncbi and then what we hope to gain from um our loano training is all of uh kind of the legal guidance that goes along with it so what we want is some can can assistanc in how we respond and then what we also want is kind of that um work that needs to be done with you know our mindset and our hearts so that we better understand the uh pain that's being caused by these so that we can respond in an appropriate Manner
151and that's where we're really going to lean heavily on uh you know the contract that's been brought forward to you trusty art I love that thank you I'm fully in favor and um for being unprepared that was sure succinct and exactly what I need to hear so thank you thank you very much truste Brian Swanson um well I'm fully in favor also that during the last meeting when I was the dissenting vote about slowing things down I wanted to keep moving and fix it while we were moving what I love so much about this is that when we did slow it down you guys got moving right away and you took action right away and you heard the voices in the room and uh so and now it's being addressed and I know again it's
152not like it's going to be fixed again it's going to be an ongoing thing but you guys took action immediately and with the people that were here and speaking and speaking online too so I'm fully in favor of this and and more of it as we move forward thank you thank you student trust dishy I think this is a wonderful idea thank you thank you um will there be a contract for ncbi coming as well so we're not we're not pursuing an a contract with ncbi to uh support us in this manner we're working with ncbi on providing additional training and resources to our staff through already pre-prepared trainings that they offer so and it's not a Consulting contract unlike the contract we're bringing forward today for the laac so for example we will see
153staff members signing up for existing trainings that ncbi provides perhaps at a fee but that will be um it will not be a consultant contract it'll be a I guess a training fee that's currently that is currently the uh path forward now that's not to say that we may not have a Consulting agreement somewhere along the way we may we've been working a lot with Elena Lumis and it sounds like there's a lot of time invested so if I may yeah um I think that uh it's a little bit early to say exactly what that partnership is going to look like keep in mind that things have shifted from you know in a pretty s significant manner from the plan that we had set forth at the beginning so as that plan is getting adjusted
154ncbi is going to be part of that plan it's just that we don't see exactly and clearly what that role is going to be um so we're still trying to build that and I think that um you know uh as we bring on our new Su superintendent that we're going to want her guidance as well as far as um you know uh what what she feels is the proper path forward to so um you know in the sense of pausing there's a few different things to pause for right we want to make sure that we're doing this the right way and we're missing a member of our team and so we want to have uh you know the other member of our team present so that we can bring the plan forward with the whole
155team on board thank you um so board I'm gonna go out for public comment unless I skipped anyone I started with you Dr Hazen right okay so we're going to go out for public comment either uh in person or digitally um please everyone feel welcome to comment anyone in person wanting to make their way up to the podium uh please do Mr Mason uh and lwis is letting me know we have one person online with their hand up we will get to you after our inperson comment uh president Swanson members of the board um Mr Acting Superintendent uh my name is Mel Mason I'm suffering from jet lag so I forgot to to say that I'm actually here standing in for Mr lynon Tarver who is president of the nacp branch that I was president
156of for three times long time ago and um I do I do know U I do know Derek Williams and and I'm familiar with his organization I do know Elena Lumis and we all go back long ways with each other um and so I'm not here to oppose the contract but what I'm saying is is that you know when you have a a century or so of entrenched racism in a system uh that anything that that is designed to rectify that is going to have to be institutionalized you know and this is not institutionalizing anything I'm not saying that this is not effective and this is not worthwhile and that's why in a previous u in the previous meeting uh I had mentioned about having you know qualified professional you know Dei people and I
157would say having a Dei officer at this school you know would certainly be helpful uh I know that that's another budget item and all of that we just saw a budget here but um but it's going to be well worth it to do that to to uh follow up with what's going to happen with black and with ncbi I think it has to be a commitment to really seriously institutionalize diversity equity and inclusion you know as a part of the ongoing everyday operation of this the school district and that's the way to do it and before I I leave I I I I wanted to respond the last at the to the last U board meeting that I was at where someone was was mentioning that hey we still got to have these meetings so
158that that way we don't have you know other students meaning black students probably being harmed what's going to make black students feel like they're not going to be harmed is if um under the direction of superintendent that um each principal goes back to their school and basically lay down the law you know so in addition to the trainings there has to be some laying down of Law and that means that calling meetings with parents calling meetings with staff and faculty and students to say that racism absolutely is not going to be allowed on these campuses because if you do then you're subject to be fired you're subject to be expelled you're subject to be you and understand tenure but I don't think any teacher would want to have a bad Mark like that on on
159on their record but what I'm saying is that the penalties I think you know because you already have the policy the penalties have to be exacted in a much more severe way uh to get the message across that it's not allowed here and um so as Dr King used to say and you can quote Dr King when you're laying down the law you know he said that um laws may not make you um change your feelings about me but laws will govern your behaviors towards me and I think that that's what what we have to to look at in addition to these trainings and and institutionalizing Dei as well thank you thank you for your comments we have a person with their digital handup online please go ahead Dr Gibbs thank you president Swanson um
160I just have one question on the contract uh just I don't see too much detail there I'm not quite sure what is what the contract is actually for and if there's going to be a curriculum uh you know what what is going to be taught or what's the training all about what are the objectives I'm guessing you all are going to get to that before you approve the contract but here's my only question is that um the contract calls for a $2,500 retainer cost is after that and up to and past the retainer is $125 an hour uh but I don't see a contract amount I don't see they do not exceed amount I could have missed it in the contract so again the $2,500 was the retainer uh and the $125 an hour will
161apply to that but once that retainer is exceeded what you know how how far it says that the consultant will submit invoices uh in dollar amounts uh is there a limit or a total budget for this contract thank you thank you Mr Gibbs is there any other member of the public who wishes to comment at this time please make your way up to the podium or raise your digital hand okay we don't have anyone online with their digital hand up and no one in public is working their way up to the podium I'm GNA go back to the board uh start with clerk McNary please thank you um I am comfortable moving forward with the contract um at this time I think it's like you said one positive step in the right direction I don't
162think it solves an issue or addresses kind of the bigger picture um I don't think I have any more questions thanks for letting me ramble a bit sure okay so it's uh you know the agenda item is this contractant sounds a he in favor of okay thank you so much uh trusty atar um I have no further questions um I do have a comment just to say that I appreciate all the work that's gone into this and all the effort and um I'd say time but the time is going to continue because this is something I can tell is going to be ongoing in the district so I just really appreciate um this being here and us moving forward in this direction and I'm in I'm in definite support of this so thank you trusty
163Brian Swanson um just one thing and and I I think Mr Gibbs makes a good point do because we do have a fiscal responsibility that's one of our roles do we want to entertain a limit before we go past a certain dollar amount and then have it come back to the board to allow it to continue on so that we can get a get an idea too as to how it's going is that would would we be willing to entertain that and if so is there a limit um I mean it's up to the board um I would say what I I I see this initial um item being we've started using the time and resources of Blac folks um and so to um have that uh be remedied because we're not interested in uh
164taking anyone's time for free to have this kind of get approved and then I was thinking about asking for a um uh um more specific deliverable to come back to the board and um uh and and have that in a certain time frame so like we're in at the end of October so maybe like in a month's time or I don't know how like even though a month month may not even be long enough because how often are you meeting um Mr Jord is it weekly okay so you might have a better idea in a month actually you may have a better so that's kind of what I was thinking is um I understand that this is here and that it it actually is more of just uh establishing a relationship concept um contract and
165then and then we can get some more details um in about a month that's kind of what I was thinking but um I I would support that although I'd suggest maybe a little longer like six weeks it's up to Mr Jordan in my opinion I mean I'm not staff so yeah I think six weeks would be would be an appropriate time frame I also can bring back an amendment to the contract at any time right I mean we've established we did not establish a not to exceed we established a baseline number for consulting services and then an hourly rate associated with that um you know I think that if the board so desires to leave it up to staff we can bring an amendment back when we feel like we're getting to a point where
166um you know our unidentified not to exceed is getting to a point where we may need to bring something back to the board um you know I would be comfortable with you know anything in in in or around a couple of thousand dollars above the initial contract bringing back an amendment um you know I think it would be tough to you know limit it to okay if we're gonna if if they're going to go over by five hours of the 2500 do we bring an amendment back to the board I don't know if that's really appropriate considering the good work that's being done and and there's more than you know once a week interaction that's taking place place um but we can also keep the board updated through superintendent reports as to the progress as
167well um we have a meeting on the 2nd and then another one on the 16th and um I don't anticipate us exhausting the initial retainer by then so um so whatever the desire of the board is we will move forward with thank you good disc good discussion I don't think we're quite um there yet on nailing down exactly what's going to um kind of make us all on the same page but I did want to stop um stop by student trusty Dish's desk and ask if you had any further comments on it I don't think I really have any comments okay but you were in favor yes okay okay that's great um okay so we're back to kind of the contract aspect go ahead trusty Hazen I forgot you again that's always when I start
168with clerk McNary I'm sorry no it's okay won't take it personally yet um well I'm glad you speak up but just want to say again yeah I I really like the way you laid that out the I mean the six week timeline seems about right but I also do think this is an important enough item that it should be on the superintendent report um I would say every meeting until we have a plan for formally in place so thank you for that suggestion yeah good point we're kind of feeling it out right now and my favorite word of this whole discussion is ongoing because this is all ongoing this is the first of many um we heard tonight some ideas um about codifying or putting this into policy updating maybe our discipline Matrix is kind
169of what I was hearing as well incorporating more voices um so yeah this is like first step First Step um so should we go back around or H how how are you feeling about should we just do a vote and approve I think we're there sorry I'm sorry we'll be here sorry um I would like to say one more thing if that's so as far far as the timeline goes I mean I would defer to the people that are doing the work and I don't think that it's really my personal opinion is that it's really not for us to sit here and decide how long it should take and how long the relationship uh with black should continue um I mean I would I would defer to the people doing the work so um if
170we're receiving the information in a superintendent report ongoing I don't I don't think that there necessarily needs to be a time limit in place if we're being updated consistently I say just let's do the work and move forward keep moving I'm okay with that and um this may I don't this might be off topic so I'll ask but um as far as the voices who are um at these meetings is there a plan to incorporate more voices or is it kind of set that it's the um that it's Derek and I just want to get an idea of like who is at the meeting so it's Mr Jordan Buck is there who else is there Derek Elena yeah Derek Elena um we've had Mr Tarver on I think one or two calls now one call
171okay um Victoria also from ncbi um that's it at this point yeah okay okay um so do we want to make a motion that this uh motion in a second for this item unless there's any further board discussion that you want to take place okay I'll move to approve this um contract I'll second okay motion made by trustee otar seconded by trusty Brian Swanson um majority vote please Mandy all in favor I I opposed thank you motion carries unanimously with the direction to bring it back on superintendent report both times in November and we'll just kind of keep up keep an eye on the pulse of it okay y okay thank you uh moving on to action item D Board calendar future meetings uh Mr Jordan was there any changes on this how we how
172we doing on Board calendar um we did have a change we discussed but it doesn't look like it made it onto the calendar so we don't have any current changes at this time you know what I think it's going to be on the November 2nd I think this was already published yeah yeah so okay um clerk McNary I'll start with you because you're kind of the calendar keeper yeah I think it was already published before but I don't think there are any other changes I don't know if we need to approve it then if if not okay we'll go around and see trusty atar any changes comments no no comment trusty Brian Swanson none thank you okay I don't have any uh student trusty dishy no comment okay we'll go out for a public comment
173as we do for starting to take a person no kid just kidding so sorry go ahead try yikes what's wrong with the only thing I was going to suggest and I don't know if this is the time but since we did bump the governance item I wonder if that was something we wanted to discuss while we can to try to get it back on the calendar recognizing there's some balls in the air but maybe having it at least oh yeah temporarily until we know for sure you know I did chat with um Lou about it um because from my memory it was like that's what we were going to have on October 25th right originally we had that governance meeting um it got superseded by something that we wanted to prioritize more which is superintendent
174meet and greet um so yeah good that's a good question um Lou is saying he's available in November he said um um that he would recommend it being its own item its own meeting um not plugging it into an existing meeting um so that was kind of his guidance on it so um do we want to ask Mandy to what are you thinking to coordinate that or sounds like it yeah that's probably best yeah I mean the one item if November 2nd I know it is changing a bit but is if that does end up looking like a less than full no okay it's a pretty full just sorry can I I'm GNA just jump in I'm so sorry to do that to you Elliot I apologize um can we wait until superintendent starts to
175to start talking about that I thought that was the plan yes isn't that what we decided on yep that was the other key is that we have um kind of the full team in place and so I if baring any unforeseen circumstances you know it sounds like um her contract's going to come back on November 2nd and so um that will dictate her start date and so I guess anything after November 3D but first we have to make sure that you know we have as a board we haven't approved her agreement yet so we have our steps in place so do you want to table it Elliot what do you yeah maybe I will suggest then that we put it if we are potentially approving the contract on the second maybe we put it on
176that calendar item as something to be discussed I know oh I see if there's a way to do that with engaging with the potential you know finalist candidate as well yeah I my concern is I just don't want I do not want to keep putting it off it's my and I understand we're putting it off for a good reason but it's a very important item so tickle in your calendar tickle in your in your notes that when we have our meeting on the second you will bring that up during this item that's how that's how go ahead I would just say the only thing to note would be just because the board is approving the contract on the second she won't be sitting at the dis engaged in the conversation on the second so right
177you may want to think about looking at the 16th when she's actually M an employee of the district with an approved contract just to just a point of order yeah another idea is just to flow availability for November because that seems to be a challenge for us is just finding some dates that we can all agree upon and then when we get the next piece hopefully with the contract signed we'll at least kind of have an idea of what works for the board and we can coordinate with Lou and the superintendent finally whatever whatever you all wish to do with calendar stuff is fine by me rest of the board are you okay with that we'll kind of keep it on the burner yeah okay yeah okay okay so for tonight we'll go out for
178did did you have any further discussion OT no I just like that idea a lot because I I do think the problem is scheduling and I especially if we're doing it in a way I'd much rather have a few dates potentially sorry Mandy I'm apologizing to you now but you potentially have a few dates it could work for folks then so that way that we could present to our superintendent finalist who we hope eventually becomes our superintendent yeah okay Mandy does that is that clear uh yes it is clear okay um and Mandy I'll I'm talking to this guy Mandy I'll um I'll send you some dates for myself so that might make it easier I'll just okay also I totally lied I have no idea what you guys are saying I'm sorry are we
179talking about finding dates in November okay so the direction is that after this meeting maybe sometime tomorrow or early next week you will reach out to the board and ask what days can work for them for a special meeting it will be a meeting that is special in the sense also that it's the only agenda item that day it might be on a weekend we might have to kind of do our Saturday morning thing that we've done yeah okay November yeah we're thinking November and we do recognize that um our superintendent finalist Dr Adamson is not on board yet and so we're getting these dates we can present to her sure and also we might end up probably looking in December because I'm just looking I'm like actually looking at a calendar and we're just
180you're only talking about two weekends really because we're already you're signing our contract we wouldn't be doing that following weekend because we wouldn't have enough time to roll out that packet and probably get it going that weekend in November and then the last one's Thanksgiving and the following one you guys are at csba so I'll I'll connect with you guys but I just don't know if we'll we'll figure it out I'll we'll find some dates I have a quick question then so if this if the board expects at the special meeting to have part of it be self- evaluation and governance or we need to specify that now so that M can reach out to csba and get that rolling so were you think just yes or no like were you thinking CS sorry to
181point you my were you thinking um self- evaluation and governance yes Laura yes McNary okay Brian yes okay so can I add to that because I can't remember if we said in an email or not um csba had noted that they do need at least minimum six weeks to be able to coordinate that self- evaluation piece okay so Bard we have a question then do we want to prioritize and just do governance as soon as possible and you know and then have maybe a uh part two later in December is that okay with you Elliot okay okay it it appears that the majority if not all Laura you're not loving the idea of two meetings I don't love it but if that's the way it has to happen then that's why it has to happen
182and I'll do whatever I need to do it's just not ideal okay okay so Mandy the the majority of the board and and Laura hesitantly would like to prioritize having a special meeting with um governance at it and then if you wish you can kind of uh simultaneously reach out and try to get csba to start that six week timer by providing us with our um online self- evaluation that we can fill out you got it and just sorry I just want to over clarify for the governance were're talking about L lazano right I am yes see nods yeah thank you thank you so much okay so with that we're actually correct me if I'm wrong we're actually not changing the board calendar that's in this packet correct okay so uh we'll go up for
183public comment on this and then we will take a break right after this item so any public comment uh digital or in person on our Board calendar future meetings item this is Page 232 in the packet okay thank you lisis I don't see anyone in person making their way and lisis has given me the signal that no one online has their digital handup so um we do not need to make a motion on this we're just going to close this item out and conclude our action discussion portion of the meeting we're going to take it's uh 8:53 we're going to take a 10-minute break come back at 9:03 and start in our info discussion items thank you for the folks at home we six minutes late that's totally my fault um but we're going to
184start up now Mr Dale Scott is here Mr Jordan we're g to start with our information discuss discussion continued uh Item B now presentation on potential measure D Bond extension thank you president Caroline and I'll ask Dale Scott to come to the podium he's going to present on the uh current General obligation Bond give you a give you a slight overview and then uh talk us through the potential for a uh uh for an extension associated with the current geobond so Dale thank you microphone butt yeah better yes thank you I'm gonna walk you through um there's a story here to get you to this place um it'll take just a few minutes um on slide and there are there are presentations on your desk if you want to go through on the paper SL
185on page two on slide two we look back at the last 20 years of assess valuation of the district this district has had continuous growth I'm sure you all know what assess valuation is the underlying taxable value of all the property within the district uh commercial residential industrial etc etc um even during the mortgage meltdown of 2008 that was essentially a flat assess valuation growth then we turn to page three um and what is important about this slide is a these two pieces how they work together um on the on the left hand side we have uh the voter turnout in montere County by elction type and if you look at the again on the lefthand Slide the blue are presidential elections the dark black is um gubernatorial elections and the gray is everything else
186turn out in for example November 20 the last presidential election in Monteray County was almost 80% and then move over to November of 22 the last gubernatorial election 50% why is that important you're elected officials you probably know why it's important if you look at the pie chart on the other side of the page that pie chart doesn't change its H proportionality it does change its proportionality based on uh who turns out the more people that turn out uh the more people the more opinions that are given the more likely it is that a bond measure will will be passed and I think you all know that on slide four we look at the last five measures that have been passed by the voters since 1999 I if you can look at the third column
187over you can see how supportive your voters have been there has been one failure in November of 13 that was an off-cycle election I honestly cannot remember why it was on an off-cycle election but it was and it failed every other has been passed with a strong majority uh on the next page Slide Five we have all of the outstanding issues that have been sold and are still being paid off and this is important as we get to this this sort of last piece of the puzzle if you look at the second column from the right hand side you can see the final maturity date and many of these are being paid off soon uh and that is I think test test is Testament to the conservative nature of the this board and previous Boards
188of making sure those Bonds were paid off as quick quickly as possible and then of course we have on the right hand side far right hand side the optional call date that's the date which we can refinance these bonds of interest rates allow for it although I have to say in the current market that's probably not going to be an option but we'll see how it goes so you have two measures that still have bond funds that are available the first is the measure a the technology Bond and what you have on the gray are the bonds that are bonds that are outstanding this shows the estimated tax rate uh per $100,000 of assess valuation that that homeowners and property owners are paying and then the green and the blue are future Bond issues you
189still have uh $9 million plus available and those those bonds are going to come online over the next eight years or so and those will also have a tax rate so you can see what that tax rate looks like for the techn technology bonds when they're put on on top of all of the other bonds that are outstanding and then on the next page page seven we have the same thing for measure D you have $24 million of measure D excuse me that's authorized but unissued we can calculate or speculate when those bonds are going to be issued and what that those tax rates will look like for the uh per $100,000 of assess valuation for the property owners in the district that's where you are the sort of the big picture of where you
190are for everything that the voters have given you have approved for you and what we project to be the issuance um amounts so we have quite an opportunity then if we take those amounts those projected amounts and we look at them as sort of set or ra rather set that's the what we call the existing bonds that's the gray and this again is in in in increments of of a 100,000 tax rate per $100,000 of assess valuation we can go to the voters back to the voters in November of 24 and ask them if they would be interested in passing an additional bond for additional improvements but with no increase in the tax rate no increase in the estimated tax rate because of course things can change Dr somewhat if there's a drastic change but
191that potential at the upside the highest side would be additional $75 million with no increase now you may say well that's great but we don't need $75 million and that you know that's let's so we can make that lower I'm just giving you sort of the options we look at slide 10 you can see well we can actually set this up at not half but quite a bit about 2third $45 million and now those tax rates are still falling off in the future and we'll give future boards the option to do exactly what you would be doing to go back at a certain point in time once those funds have been spent and say do you want to extend the tax rates again but you're not kind of locking that all in would require an
192add an additional election and then third on slides 11 uh we cut that even more we make it so the bonds don't go out quite so long they're a little bit shortened and that reduces the amount again it also reduces the interest quite a bit but it reduces the principle to roughly $32 million so I'm not by the way I should have started by saying not looking for a recommendation I'm not looking for you to choose I'm saying there's just a lot of options here that you can that you can uh uh sink your teeth into um but the time to make that decision as to whether you want to pursue that not to make a decision of if you will but if you do you want to pursue it and put all the pieces
193in place to make that decision in the future kind of Starts Now now that's really the place that you are uh and I'm going to ask you to turn thank you to slide 12 you can see these are the pieces of the puzzle planning and structure we've kind of just gone through but there's also what are the projects what are the what are the various uh facility needs and Technology needs we have in the past and we typically do a voter survey it's not required obviously but it's something we have done in the past uh to get a sense of where the voters are especially with those options it would be interesting and this just in general where they are in terms of support for the various projects and then board action would be required
194sometime in the spring of 2024 that was a rather Whirlwind tour but that's that's the opportunity that you have and I'm happy to answer any questions you might have about how the structure works how the process works etc etc thank you Mr Scott Brian I remember the last voter survey you actually got called right I did get called yeah I remember that that was I got called I was a member of the public at the time I was like oh that's kind of cool he actually got called anyways back to work uh trusty otar any comments uh no no comments right now I think I'm just I'm gonna have to absorb all of this it's a lot of information to take in so um can I send questions to you Josh because they'll be coming
195okay thank you for that trusty Brian Swanson I I saw it on the screen is the timeline in here in this in this or is it just okay so there it is yeah so planning structure now voter survey um I don't have yeah I don't think I really have any questions I'm wondering more it's like we always need money we're always going to need money we're running out you know it's like some of the stuff that we have as those funds are going to be depleted you know I um I'm personally I'm in favor of paying taxes even though we you know it's like we own a home here and for those who do it's like it's brutal um but it's nice to know that they wouldn't necessarily be going up but again back to
196we need money and we don't we never get enough um to do what we need to do for our students and for our staff and just the district as a whole and our buildings even though we got a big chunk of money to and we're doing stuff with that that will only go so far and we're going to run out of tech money soon and then what do we do there's you know so I mean I I would be leaning towards taking the first step again and just figuring out all right so what do we do and let's build around it and and and then moving forward fairly quickly into the into a voter survey too to get the temperature because if it does come back like no way which I don't think it will
197um but then that will give us a pretty clear idea of just where we are uh let's see trusty Hazen yeah I think or I should say maybe I should ask um Acting Superintendent joran but I think if we had $75 million you could have a very quick plan of how useful that would be for our district in terms of not wants but needs because I do think it's hard to imagine too much money in improving our school sites right so cost escalators are massive right now right so just the money's not going as far as it once was when planned for use we I mean it shows through with what type of work was just done last year just at two sites with roofs and Gunners and paint um it's in the neighborhood of
198around 18% higher than when they initially planned for those projects just looking back at the prioritization list that we had then so absolutely number one the money is just not going as far and as we move forward through time there's cost escalation we have to deal with um you know we're we're we we're issuing series B of measure D that's the second authorization um we could very quickly move through that series I mentioned earlier it was planned for two years um but that's not necessar neily something we have to do we can be more expeditious we're looking at the ABM group project we talked about under a 4217 award we're talking about potential financing for that work um offsetting some of those financing costs with measure D funds which lowers the amount of money we
199have for continued um deferred maintenance projects because essentially that's what measure D was for um you're going to get to a point where you've taken care of all of the Deferred maintenance projects and hopefully we're building enough money up in fund 14 for deferred maintenance I would say it's going to take us a very long time at $200,000 perom to get to a point where this District would be comfortable like I would be comfortable with around a $2 million deferred maintenance fund just just for deferred maintenance right um it's going to take us a while to get there so um I for I don't foresee much growth in this District but when you look around at our facilities there's a lot that needs to be done path of travel you know parking lots building envelopes
200I mean these are not very attractive projects but they're things that have been overlooked for a very long time and I believe we're going to blow quickly through the remaining series that we have available to us and I think this is an opportune time for us to at least have a discussion and Survey our voters to see if there's an interest in continuing the tax forward not increasing the cost of homeowners but just continuing it out for for an extended period of time beyond what we have it established for now one quick comment on that and following on trusty Swanson's uh well said comments as a homeowner as well I think this is one of the best things my tax funds can go to is supporting our schools so I am in full support of
201it I like the plans you've given us I would actually you know I would love to see a plan that might be um similar in principle but might have a like a earlier drop off for example because again that would give us the opportunity for another bond in the nearer future so we still might not have as steep a fall off at the end but a uh a decline earlier in the process so that folks would be realizing a little bit of tax recovery potentially understand very easy hopefully with your with your um software that you have probably to do that so that said yeah thank you for bringing this forward I'm all in support of moving and I know it's a discussion but all in support of doing what we can to you know
202see what the voters want um you know on this topic thank you uh Clerk mcir thank you for the presentation and all of the information um and thank you Josh for um kind of that was my question is where are we at and what do we need um and I think after walking through just at Robert down today I mean when you mentioned Windows $15 million not saying that's what we're going to spend our money on but just as far as expenses go like yeah um I I think as far as our bond that we have right now that's deferred maintenance that's aging infrastructure that's like getting up to health and safety that's not anything like moving us forward or future expansion anything like that um on the other hand I think we as a
203taxpayer and as a voter and someone who's been watching board meetings we didn't we asked the voters for a bond not so long ago um and we asked them to um put their trust in Us in that way and I think if we're going to do it again we've got to be really careful about how we communicate um what we're doing I think that's for a future step for right now I would be interested in the next step which sounds like a survey just to to gauge the community's um perspective um I think that's where I'm at thank you um I I'm not in favor of this at all at this time I think we very recently asked our voters um we determined a a dollar amount and feels very um soon after I also
204don't know if we've shown the community fully what we're doing with their dollars at this point in a way that makes me comfortable as the Public's representative going out to the public and saying like we've done this we've done that um I know we're trying to communicate that out um so I'm struggling with this um I also wonder what are our other options so for example bonds are like mortgages we're paying fees and interest and and when I say we it's the taxpayers um I'm also a homeowner I love Public Schools I want my money to go to public school so it's like it's hard for me to say this but just um my instincts on this are that this is too soon Without Really providing a why to the community why we're going to
205ask for this um I understand the graphs and that you know technically on our bills um it's going to kind of remain the same but it's going to remain the same for longer and I don't want us to underestimate our voters and and have this uh rhetoric towards them like actually your taxes are fine you know you're actually not paying anything but they are you know they're paying uh money for an extended period and uh so I'm curious what other types of products there are out there is there some type of product like um I remember in 2020 when this was on I was talking to my uncle who lives in Texas and he was like why a bond why don't we have why don't you have something that yeah the taxpayers pay for on
206their property taxes but it's something that is more like a savings account that builds itself up so like it's you know 100 bucks per parcel or whatever and it just accumulates instead of it being something that has um that's more like a loan so that's how I feel I'm not in favor of this I will say I'm not even in favor of doing a voter survey at this point I think we're going to fatigue our voters but sounds like I'm in the minority there's various other ways to finance projects um every other way to finance a project is on on the back of the general fund so there in lies one of the issues right so I've been talking about a certificate of participation is one modality that's been brought forward a number of times
207we're potentially going to be looking at one to fund the uh Energy Efficiency Improvement projects through the ABM 4217 contract if that moves forward um the problems associated with that are higher interest rate longer term and it's and it's an obligation to our general fund to repay versus um going out to our voters to help support program and projects within our school district there's various other there were various many other programs the qualified Zone Academy bonds qualified School construction bonds those were all done away with in the um Omnibus tax bill overhaul of 2018 so they're not accessible to schools anymore um what other financing options did I miss well there's two um they're not very good though um the first is uh there's State funding um however to obtain State funding you have to
208have a match you have to put your own money up and so without a bond you w't have the ability to get into the line to get the state funding that's the most common one um the second is uh somewhat was referred to by your relative is a parcel tax and a parcel tax is there used to be a partial tax in this District those tend to be for operational funds they just don't produce the amount of um leverage that allows you to bring in enough money to make significant improvements in the in the facilities they're usually used to augment the general fund in fact I don't know of any of them that have ever been used for construction purposes or Rehabilitation purposes besides that that's it it's not I mean I'm sorry but it's
209not a great system the system in California is there's not this other pot of money anywhere the system is you go to your voters and ask them for approval of a bond and there's not a lot of other Alternatives and are we asking our voters because we want to build a new school no we don't want to build a new school we want to just maintain our current facilities I believe we would like to modernize the campuses that we have I mean so we talk about Windows every single campus in this school district has single pane windows um we talked about this today when walking through Robert down about uh you know the air quality outside versus the air quality inside it's very hard for us to regulate the indoor air quality when our building
210envelopes are from the early 1900s or the 1950s you know we're talking about insulation roof insulation wall insulation uh uh electrical system upgrades mechanical system upgrades in back to improving our air quality in our classrooms as as a big one my question for Dale is more associated with um the ability for the district to lower the amount per 100,000 AV and extend it out further which means means that our taxpayers in the current market are actually paying less on their tax bill but just for an extended period of time what are our options there right now it's what 70 per 100,000 um it's close to 70 per 100,000 um it's going to go down to roughly 60 in about three or four years so there's not a lot of room there uh to make that
211work I wish that we would have had the foresight four only four years three only three years ago it's only three years ago to do a more thorough assessment of what we needed so anyways I thought we did I mean I you know we we brought a whole bunch of we we took a look at that when we were deciding uh how much to ask for I yeah I remember those meetings I was I remember those meetings and it was kind of like should we ask for 25 or 30 well I can I can do a plan and it will I don't know I'm just to me it's hard it's this one's um this one's kind of a bummer for me um that three years later we're we're kind of going man we didn't ask
212for enough or or we have these these needs so this just where where I'm at I thought we vacillated kind of between it's like well is it going to be 253 or as much as like 60 I think 60 was a number that we were throwing around too and path saying we don't need $60 million and at the time we didn't but you know as we move forward you know I think Josh makes a good point with what we've been doing with our facilities right now is kind of fixing broken windows you know that's an analogy of course but it's just like fixing the things that are broken and leaky and rotting rofs and and things like that or roofs depending upon how whatever word you want to choose but it's like what about modernizing
213our buildings instead you know it's um because they're still cold and drafty yeah and um and we have people that work in these buildings and students that are in them a a lot I don't doubt that there's a need that there's a facility need I absolutely see that I just think it's too soon for the voters personally so let's go out to the public and see if any members of the public have anything to say um or did I ask who did I skip sh I skip someone you didn't skip me but I didn't have a comment earlier but I I guess I comment now after the discussion because all of my questions have now been answered which is great um and I guess sort of to comment on what you're saying uh if we
214can do that I not trying to have a discussion necessarily with you specifically but yeah um the more time that passes the more expensive it's going to get and the more the buildings are going to fall apart and if we don't ask now um and we wait We'll be asking for more that's kind of how I'm looking at it and um I just there's a need I see the need and I think that the taxpayers especially in this community are are um well we'll find out if we do the voter survey which I do think that we should do because if even I don't think anyone's going to be fatigued by the ask um and if we get a response that's positive then we're in a great space and I think our community supports that
215yeah I really do I believe in this community and I believe that they love our schools and they love the kids and they love the staff and they would support they would support the ask yeah you might be right I mean I know they love their property values and a lot of that is because of uh the the reputation of our schools yeah any other board comments before we go out to public comment just a quick one on that I mean I I do agree with your point about the fatigue potential is is thank you for bringing it up and you know something for us to think about I do think the voter survey is the opportunity to assess that though um because I I do get the you know I do get your point
216too about it being too soon but yeah I mean I I would love and maybe reading together some of these comments or bringing together some of these threads would be we have some numbers here these may not be the final numbers um but it would be great to from you know maybe back of the envelope maybe a little more detailed what would the plans be with these levels of bonds that we could do so that our public could get a sense for if we are approving scenario two of 47 million we would have double paint windows in all our sites yeah that's what I would need I would need details that made sense to the public before we just say it's for repairing our gutters and you know it was it was it was hard
217for me um to have that Bond pass that I mean it was easy for me I I was happy that the bond passed but then for the community for I don't it was like 18 months or more to see plants growing out of the gutter at Forest Grove and going what happened we passed the bond so for me I feel like we have some reparations we need to do in our community when it comes to communicating what we're asking for and why um so anyways um any other trusty comments or Mr Jordan comment do you think that's something that would be reasonable request to have well um so I'll I'll also update the board with we plan through D scotton Associates uh to issue a uh cboc report to the community and that's going to
218take place within the next month I believe a couple months yeah a couple months um all of the data has been given to D DSC already so I think that the first thing is we're going to show the community what we've been doing and how the money's been spent um and it's not just having them drive by the schools we're going to we're going to Target our voter base we have our voter base list and that's uh we're going to email out a ma we were going to do a mailer but we're going to Target it via email I think that's one of the most important parts the second part which we talked about tonight you know uh CPI cost escalators in the neighborhood of 13 to 18% it swings often right so you know
219just on the $30 million alone that we authorized in the past few years we need $6 million more just on that authorization alone to keep up with CPI index increase so um and SE and the construction cost increase so this is something that I I don't know if it was considered initially when the planning was done I would have assumed it had been but that the escalator has D dramatically changed over the course of The Last 5 Years so it's something we need to consider if we're planning for something more in the future um it was mentioned I mentioned this today we do have cost estimates to retrofit both elementary schools with Windows and it was in the neighborhood of 15 to6 million just for Windows just for windows at two campuses so I mean
220we do have the data to support it as well if the district wants to move forward with retrofitting campuses with dual pane operable windows I mean it solves many purpose purp for us other than Just Energy Efficiency so that information can very easily be brought forward and disseminated prior to any further into the discussion I think that the next step correct me if I'm wrong the planning the planning and structure uh is a little bit more Deep dive into what this would look like this is more 30,000 foot we'll bring it down closer to the ground have a discussion and then bring forward a potential voter survey in the meantime we'll see the cboc report going out to our community correct me if I'm wrong that's correct and do we need to decide this tonight
221because I we also have a PO a potential or pending new superintendent coming on and I would hate for her to come on and then I mean I realize there's steps involved it's not like tonight we're saying we're going to go out for this Bond but I just feel like her voice would be really important in this because it's embarrassing if a bond fails and it you know it's it's embarrassing for the leadership of the district sometimes and so I just want to make sure that we're not setting up our new superintendent for that well I think the voter survey will tell us whether or not a bond is going to pass or fail I mean they're pretty pretty accurate within a few percentage points in swing right Dale yeah 4% um you know I
222how do I put this this is my bread and butter this is what I'm been doing for 25 years um I know what our schools need I have a we have a wonderful uh director facilities in this District now uh we need to we need to staff up a little bit more to help him move forward on a lot of these projects um but as I walk through these campuses I'm telling you all right now $16 million $14 million left in authorization it doesn't even get us close to something that looks good that the community can Embrace I'm just telling you this it's not we're not we're not in the neighborhood of retrofitting our schools and modernizing our schools with the current authorization so I mean I mean we're bringing this forward now because we
223have a presidential election coming up and it's the time where you would bring this forward so if we miss this window now and again the direction tonight all we're looking for is to to start looking at planning and structure bring it down from 30,000 foot to be a little bit more specific get into the next step of a voter survey so that we simply don't miss our window because if we miss this window we'll be talking about this four years from now if you don't mind let's go out to the public and see if there's any public comment either online or in person I'm hoping someone has opinions about this who's here yes Miss Chavez thank you Erica Chavez um I know this is a lot out of my wheelhouse because this is his bread
224and butter um but I double checked the date of everything and we passed the bond measure on March 3rd of 2020 and then the world shut down so there were supply chain issues that hadn't been been anticipated when we went to the voters last time a lot the the game changed it wasn't just the rules changed the whole game changed so any of the groundwork that was done before that previous measure there's no way we could have anticipated the whole pandemic I mean it's just the I don't know I I think to say it's so soon yes it's soon but we had no clue that the world was going to change that much and know we didn't use measure D Monies to to roll out distance learning and all of those things but the focus
225was elsewhere because people weren't on campuses so why would we be cleaning out the gutters I mean those kinds of things couldn't take precedence for a long time when we were isolated and in home and yes they could have been working on things but I don't know I'm just kind of reminding us the perspective of that happening and that I think that everybody is ready to come out and start a fresh and start new so it's a good perspective thank you good evening I haven't been up here for a while Laur Leona from the high school um I I cannot agree with Erica enough I am a very fortunate unfortunate new homeowner who decided to start a remodel in uh 2020 and it is easily well I do have a penchant for really expensive tile
226but it has gone over by about 25 per um I just also you know I I love this district and I've said this before at this Podium that we've spent a lot of time fixing old problems and even getting to the point of just putting lipstick on a pig we have some really beautiful facilities in this District absolutely beautiful but there every School site has those rooms right that just are beyond the lipstick they just I have one of those rooms single pain one window doesn't open I've mentioned that I have three Outlets a fourth if you are 10 feet tall you know those are just the things that there's no way we can even begin to fix those problems without a large influx of cash and I I agree if we wait too long
227now we're looking at off-ear elections we we need to take advantage of that next year will very likely be a highly attended election and we do have a wonderful supportive City that wants they they do enjoy the property value but they also want to drive down those roads and be proud of everything and not just the front of the school but every single room so I I really encourage us to look at this and look for every way that we can get that monetary support because they the schools are looking better than they have in a very long time but without the money we can't keep that going and we're just going to keep having this discussion until you know our children are sitting at these tables so thank you thank you so much is
228there anyone else in person or on uh L is there anyone online with their digital hand up nobody there's looks like there's 15 people left online I'm hoping somebody oh principal Garcia yes uh Leo Garcia princi of all the high schools um I don't have the extensive background that Mr Jordan has but as an administrator for the last 24 years I've overseen the modernization of the first school I worked at the last school I worked at prior to comeing to PG uh $12 million new building so I've been heavily involved in facility upgrades and improvements when I was thinking about coming to PG I drove up from Santa Barbara to walk the campus and it was the height of the pandemic and other than the deer I was really the only one on campus and
229as I walked around the first thing I noticed was how awful PG High looked and this is somebody who just walked right on the campus not somebody who's lived here for years who went to the school whose parents have worked at the school PG high is supposed to be the pride of PG City and it doesn't look that way and we need to at least ask our voters are they willing to help us out again our campuses are open to the public that was part of the last Bond so if we want folks to use our campus is they should look like a place that somebody would want to be on our students deserve better inside the classroom they have amazing teachers and they're getting an amazing education they should feel equally prideful about the
230way our campuses look and 75 million the high school could just use that and eat it all up and that still won't fix everything so please take the time ask the voters so that hopefully they're behind this and so that in four or five years because it's not going to happen overnight that we can make these changes and then we can be prideful of everything about our schools not just the teachers and the programs that we offer thank you principal Garcia anybody else members of the public nobody online Louis okay anybody else staff members we'd love to hear from you it's late you've invested this much time you might as well say something get a chance to disagree with me come on up okay all right so we'll go back to the board I'm going
231to close out public comment at this time um board oh let's see here trusty otmar we're kind of at the point where um this is an info item so we would just give direction it sounds like what I'm hearing is we'd like to give direction to do a v voter survey and get the pulse of the community on this I would like that very much I think that that as soon as well I I believe the next step is uh to kind of zoom in a bit and then I go out for a voter survey so i' direction for that good point get some some specifics yeah uh trusty briyan Swanson yeah um I I I wouldn't mind if we could expound a little bit just on what is involved with planning and structure if
232we can just get you know take that ball and widen it you know those little thing weirdo toys that go like that do that just to like here instead of here it's like what does that mean and then so but and then move on into the voter survey which if uh correct me if I'm wrong but but I believe that we don't pay as a district for the survey that's part of the whole thing is that correct okay I was wrong about that for the folks at home online uh Dale Scott said the voters do pay for or sorry the district pays for the voter survey okay so I made that whole thing up in my head I still will stand by what I said about the ball and the survey okay is that question
233for Mr Jordan or Mr Scott is yes yes so what does that mean when as we take a look at planning and structure what are a couple of things that we do when it comes to that is it just targeting I think scope and scale of the bond that we're looking at Dale had three slides that addressed that 75 million 45 million 35 million we would like to we would probably hone in on what's a more uh accurate and appropriate Target for our district um ass assciated with upcoming projects um specifically targeted at modernization I'm using the word modernization because that's not really the term that was used no it wasn't the prior Bond sale right um because you know when we're looking at modernization modernizing a campus holistically um we would bring in you
234know an architect and we would do Master planning and there's a whole lot involved in that uh and associated with that as it relates to modernization of a campus so I think we would need to look at that um we have a lot of data right now and I I love the lipstick on a big comment earlier I feel like that's kind of what we've been doing right thus far yeah um a more targeted approach would have been to do a master planning survey and study of our campuses and build a modernization program um that is all something we could look at doing now moving forward um but what we're talking about related to the bond is the structuring basically the dollar amount and how long we stretch that out okay help thank you trusty
235haen I can't say how much I appreciate the comments in the discussion but I am all in on taking that next step on planning and working towards voter survey thank you thank you clerk McNary yeah I'm interested in taking the next steps and seeing where we go okay we've got a majority who would like to move forward with the next steps for uh voter survey so do you have any is that clear enough Direction that's clear up Direction I'll work with Dale Scott and his team and we'll bring something back okay great it's 9:51 right now so uh we've got four more items here um we have I mean we we can seriously consider um extending or pushing these items to the next meeting oh thank you bye um so we actually oh never mind
236the agenda for the second is probably already going to be done because it comes out tomorrow these are I think it's easy enough to move because they're already done might be easy to move because they're already ready for tonight if we don't want to if we don't extend I know I know it's been a long day it's been a long week for a lot of us so it's 952 now we can vote to extend or we can say you know um is there anything that we have to do tonight uh Mr Jordan like C do we have to do c is that a Time issue uh no C is not well no C is not a timing issue okay um we have planned for the second the second component of the sorry we've planned for
237the second component of C at the next board meeting but that doesn't necessarily mean that has to be the case okay or or can both of these be on C on November 2nd you well no well no because one's an information item and one's an action item under an appeal okay um so anyway so it's 9:53 um do do you all want to extend do we want to make a motion to extend or do we want to just see how far we get and kind of exhaust our our last few minutes tonight and be done go ahead Laura well my kids are already asleep so I'll stay as late as you're okay saying Elliot you're okay saying what this one said is I Know M McNary um I would be in favor of pushing a
238couple of these things to November two and not staying as late I think maybe getting through like C because that's kind of been outstanding and it'd be nice to good point move through that item tonight but I don't unless the other three are time sensitive and the second is not a full agenda can we just come back then since we've got room on the agenda we do have staff members who are here waiting for D to happen they wait meaning oh the tears okay got it never mind but maybe we could cut it at e we could cut it at e maybe move E and F that's okay E and F that's okay Buck okay and and the Strategic plan updates nothing's happening that's true it's not time sensitive it's in the past okay trusty
239Brian are you okay with moving E and F to November 2nd that's fine okay so we're gonna make a motion to extend until I'm just going to say we'll just stay until 11: because we can only extend once we're not going to be here until 11 I just want to make that clear um so I'll make a motion to extend until 11 um can I get a second please I'll second that thank you motion made by Carolyn Swanson seconded by Dr Hazen Mandy can you sorry all in favor hi oppose thank you all right motion carries unanimously we're going to get through c and d uh C complaint concerning instructional materials Mr Jord or director ran whichever that's both of us um so let me give a summited response here because this is the superintendent's
240decision regarding the complaint that we received I will give the uh give the outline and then I'll defer to director ran on some of the specifics related to the committee that was formed uh so a parent submitted a complaint or an objection associated with uh a book being taught dear Martin uh for one of our 10th grade English classes uh the complaint states that the amount of profanity in the book goes beyond that that is what is acceptable uh the language is not tolerable in public printed newspapers or even in the Motion Pictures which would be rated R and in and inaccessible to students based solely on profanity this is the reference from the complaint um the remedy requested was the complaint requested the verification that this book was properly vetted and adopted for the
241use of curriculum within our school district and notes the uh disbelief that the board would read and adopt a book such as this um the bo uh the district looked at our board policy and our administrative regulation admin regulation 131 12.2 um there is a uh determination that can be made under 131 12.2 that's a sole decision made by the superintendent at the time or the the superintendent can can designate a committee to review the curriculum and we call it our curriculum Review Committee uh the curricular the curricular Review Committee uh consisted of four teachers two administrators and two parents all four of the teachers were employed at Pacific Grove High School um we have two teachers that are in The English Department uh each Committee Member read the book sorry there was also two
242parents who are also Educators and two administrators who are also Educators and previously taught in the English languish Arts um the committee reviewed the book everyone reviewed the book and they provided a recommendation and a list of words that that were included in the complaint uh to the superintendent or design and they provided uh some fact findings so with that I'm going to take a pause because we did defer to the committee and the committee was chaired by director Rogan and I'd like to uh director R Rogan to cover the process that the committee went through in reviewing the book Thank You interim superintendent Jordan um Buck rogman the director of curriculum and special projects um the uh the committee met um after everyone had read the book as stated by um interim super superintendent
243Jor and we followed every aspect of edmin Regulation 131 12.2 as we con conducted this review um the first thing I'd like to do is I'd like to thank the members that served on the committee for devoting the time to read the book and then also to hold the discussion that was related to the book it was no small task and um one of the things that I think is important are the factors that the committee is required to consider when we do this review according to admin regulation uh 1331 12.2 first of all the book has to be consistent with the educational philosophy of the district and so in order for us to look at that what we did was was we um uh reviewed the district's mission statement um specifically um the part
244of the mission statement that says Pacific Grove unified school district in Partnership ship with the community and with a focus on Equity will'll challenge every student by providing a quality instructional program and a positive safe and stimulating environment the district will meet the diverse needs of all students by ensuring exceptional learning opportunities so um one of the main aspects of our current District mission statement is the importance on equity and diversity and um that's going to speak to the importance of us teaching this this book the second part of the district's educational philosophy is captured in our Equity um strategic plan or excuse me in the district's strategic plan goal one the district will focus on equity and Equitable learning opportunities especially in light of support and intervention and transition from distance learning to inperson
245by using relevant and inclusive curriculum instruction and assessment that part of the Strategic plan is also addressed in the use of this book and then finally in the district cultural proficiency plan under the district's education goal we have listed that um we will support students in managing the Dynamics of difference and that will also use a curriculum that reflects the diverse cultures of pgusd and this book also does that um also what we are required to do is to um look at the professional opinions of other teachers of this subject and other competent authorities and so we had uh two members of the department that were not uh the teacher who is using the book that were members of the committee also we uh uh are to look at reviews of the materials by reputable
246bodies and so the materials that we looked at were uh the school Li Library journal the Atlantic Monthly and social justice books and then the committee also had access to a review that was written by a high school student in an Iowa school paper um we also were to look at the teacher stated objectives in using the book and uh I'm going to pause here for just a moment because these are the findings that the committee um made while looking at the objectives um first I also want to say that the committee was very impressed by the objectives and the unit lesson plan that the um teacher had put together for this book and what the committee found is that the objectives of the lesson are aligned with State Standards which are listed with the
247objectives in the teachers lesson plans the state standards are also listed along with the objectives the lessons uh help our students understand the character's moral compass and relate it to their own lives the assignments include an element of student Choice which is a fundamental component of Universal Design for Learning one of the things that you remember from previous meetings is that udl is one of the um teaching strategies that uh helps ensure equity for our students um in the student Journal assignment students are encouraged to write about similar topics and themes that justice justice is the main character of the book and it is spelled with a y writes about his journal to Dr Martin Luther King so the way the book is set is the character experiences uh severe racial trauma at the beginning
248of the book and so to help himself process that uh severe racial drama the student starts a conversation in a journal with Dr Martin Luther King Jr um and then the culminating activity of a Socratic seminar teaches students to engage in respectful AC academic dialogue those are some of the very principles that we're trying to teach our students also what's interesting is there are scenes within the book where the students engage in a Socratic seminar with their teacher and other other students so in a sense they almost get to roleplay what is happened in the book in uh the classroom itself um the committee looks at the objections of the complaint and then also one of the things that we did was we looked at the context for all of the language that was used
249in the book that was um uh objected to by by our parent and what the committee found was that uh the language used in the book was necessary to establish a realistic portrayal of the characters in the novel The uh committee found that the language realistically depicts the intensity of the violent Encounters in the book one of our parent members pointed out that um profane or vulgar sort of has a moral eon ation to it but what the language really reflected was violence as well and the violence that um this uh student of color encountered um throughout the book the committee found that the language used in more casual conversations between characters established a realistic setting and authentic character voice um and then the committee also found that the character you or excuse me that
250language use varies among social classes appropriate middle class language might be different than acceptable language of other populations and the committee found that the language used in dear Martin is similar to the language many uh high school students use in casual conversation with their peers which brought us to another lesson that the teacher is able to teach the students and that is the ability to code switch from slang to formal language which is going to be a life skill that our students are going to need um as to uh whether or not the book was properly vetted um the book is on the California Department of Education recommended Literature list the English Department reviewed and approved the book as a department and then the English two syllabus including the use of dear Martin was approved
251by pghs Ed Ed Administration and that approval is on behalf of pgusd um the uh book also um or excuse me the community also looks at the extent to which the challenged material supports the C the curriculum and perhaps the strongest way is in um how we're going to teach our students to manage the Dynamics of difference there are 15 different examples of that that are listed um in the document that we uh shared with our parent when U the superintendent made his ruling and each one of those are situations that the vast majority of our population probably will never encounter um because they aren't black and so um this is one of our efforts in order to help our students try to imagine what it might be like to to grow up as a
252black teen and go through the different in interactions that lead to some extremely challenging and um you know racially charged incidents and hopefully through that our students are going to build empathy and through that empathy some come come a p passion and be more thoughtful about their own interactions with each other and with other uh ethnic groups um and then we also look at the educational appropriateness of the material and because the novel supports the district's educational philosophy the language was found to have an artistic purpose within the book and um there were so many uh teachable moments that uh the committee came to a unanimous decision that the mat that the material is appropriate for 10th grade students and and and above I think that's a pretty appropriate summary of the work that the
253Comm committee did um it was it was thoughtful and um the uh committee was very honest uh everything about the book wasn't a glowing re review one of the things that the committee pointed out is that the uh language used to dis describe women and also the P poet trayal of the female characters in the book are something that the teacher should dis discuss because the language used isn't um is uh offensive uh for women just like some of the racial terms are and so that the teacher has an opportunity to be able to discuss that with students I find it interesting that that was the case as the um author of the novel is a woman so uh I I I think with that uh I'm happy to entertain any questions that you have
254about the process and um see where we can go from there Mr Jordan did you have anything to add or that that's the conclusion of the presentation no the the only thing I would like to add is um and I need to read this statement because it's the superintendent's final determination which is identified in the board policy which is crucial associated with this uh is that based on the findings above which were read by Dr by director rogman uh and the committee's determination that the material supports the district's curricular goals and it's it is appropriate for 10th grade students no corrective actions need to be taken additionally due to the structure of the English 2 course with extensive class discussion on uh of the assigned reading materials and the use of graded assignments related to
255the assigned reading the assignment of an alter of an alternative instructional material for a single student is not feasible for this course accordingly the district has not authorize the use of alternative instructional materials for this course uh the appeal process associated with this is uh pursuant to board policy and administrative regulation 131 12.2 uh if the uh complaintant is dissatisfied with the district's decision the complaintant has a right to appeal this decision to the Board of Trustees and an appeal to the board must be made within 30 days of the receipt of the decision now I'll open it up for questions for director rogman and myself thank you so much trusty briyan Swanson uh I don't have have any questions just in appreciation of how well this has all been presented thank you job well
256done very great and and and now thinking just about the process again and having a committee to do that and you can tell everybody really dove into this and gave it a tremendous amount of thought this was not casually thrown off and just go read the book that's on the list everybody really did their work so thank you and everybody and the parents and the teachers that were involved in doing this too yeah I'm next on the list and um it does appear to me um from the information I have that the complaint was taken very seriously so thank you both and thank you to the committee members for that um I appreciate it because I think in our district it's important for families to feel safe when they Advocate and um I just appreciate
257um complaints or advocacy being taken seriously so thank you uh trustee h yes um I do also want to say thank you to the committee I completely I did read this book um you did I did and I'll say a little bit about it I'm sorry I'm taking time after 10 I completely agreed with their assessment including some of the concerns brought up particularly about how some of the characters were treated I wanted to express the importance of parents being involved in the you know the child's education and thank the complainant even if the committee did not provide the outcome they wanted because it is important as parents for us to be engaged in education say the book is a quick read and while the writing is easy to read the book is not an
258easy read um I'd lie if I said I didn't shed a tier while reading the book and you know as the committee said the writing and the language provides an authentic character voice that you engage with that makes you care about them and you Bucky sorry I feel like now I'm in English class but Bucky mentioned the code switching between the peers and a more formal conversation but there's another level too right where Justice is code switching between the affluent largely White Community where he's going to sorry the largely white community of school where he goes to where he um is educated versus the largely black community where he's raised and seeing that is something I think that is very important for our students that don't always have that experience and I'll if it's if
259it's okay with everyone I'll end with a quote from the book where um I think it's in chapter nine Manny one of the characters sits back up and says I just want to thank you man Justice says For What and for helping me get my eyes open I didn't like what I saw so I wanted to shut him again but if it wasn't for you I wouldn't know some of the stuff I've always felt around those guys is legit so thank you guys again thank you thank you Dr asisan clerk McNary thank you for following the process um and going the extra step to form the committee and um see it through and also for bringing this back to the board this is the first time I've seen something like this so I think it's
260really nice to see the process that was followed both both on the side of the person who advocated and for the public and for us to know how it works so thank you for your work thank you to the committee whoever they were uh trusty atar another thank you to everybody that was involved there's a lot of time that was involved um I can also appreciate what it means to speak up and Advocate and it can be a nerve-wracking place and that this was followed through in such a thorough way is um I feel like is exactly what's supposed to happen um but this is I mean this is great I also read the book so I could see where um I can see how it might be viewed as kind of a difficult read
261but in the times that we live it is reality it's where we're at and as far as um the difficulty with you know the language surrounding females I mean I I didn't find it personally offensive I found it part of the story because I you know to separate myself as a female and say that is offensive when the rest of the book is just so moving it is it feels like a disconnect you know so um I really appreciate everything that was put into this and um I guess that's all I have to say so thank you thank you very much okay okay with this item now we've heard from the board we'll go out for any public comment um either online or in person is welcome as always on every agenda item so I'll
262just give a moment um looks like we have about 15 people still online um we're here and feel free to raise your digital hand if you wish thank you LS it doesn't look like anyone is raising their digital hand and I don't see anyone here making their way up to the podium so with that we'll close out public comment um there is a line because it's an info item for Direction but do you need direction from us this is really truly info it's truly info I do not need direction and um the complaint has already filed with the board there right to appeal okay thank you so much uh so next up um action or sorry info item D Pacific gr High School course catalog for the 2425 school year which is principal Garcia and
263some of his amazing team is here tonight and um so we we have a choice tonight we can see if principal Garcia wants to present something um or his part of his amazing team wants to present something or as a board we can look at this and say um we don't we've read it and we don't have any questions and so so we have that kind of choice but um did your team have something in specific they they were hoping to present no okay option two okay you saying that because otherwise I make the decision and sometimes it looks it makes me look cold so I appreciate you making that decision um so Bor do you have any questions on what you read in the packet on the course catalog oh I have a comment
264on it thank you for the cover sheet and pulling out this and summarizing the changes they you I think you always do that yes since like you've for years so thank you y it really is valuable thank you absolutely um okay with that uh oh good I was the one who was supposed to say my comment first uh trusty Hazen anything um I just want to say I'm amazed at the number of offerings for our small districts yeah um and just ask a quick question on the limitation audition on dual enrollment courses I think the main issue is the space probably in the instructors to teach it on campus but um it would be awesome to have additional language opportunity ities for the students Beyond Spanish and French for example which I think they have
265at MPC but maybe not on pghs campus right that that is correct so our goal is to increase dual enrollment and we're working towards that thank you so much thank you um I forgot my one question I ask every year can you guess do you remember what I always ask about the course catalog yes it will be translated yes okay so we translated Spanish we have to bring it back for one more time to get it approved so as soon as that happens I think we're looking at the second board meeting in November okay um then thank you for doing that send it off to be translated and thank you for getting it truly translated you actually retain a a firm or a person who truly transl not Google trans company that we contract with
266thank you um clerk McNary I do not have any questions or comments thank you for all the work that you and your staff put into this yeah you're welcome it's really beautiful being added writing journalism yeah yeah good stuff good trusty atar all of that I've talked a lot so and thank you for the cover sheet you're welcome it was super helpful and thanks guys trusty Brian Swanson uh again the cover sheet made it super duper easy um all the links work always look through that you know it's it's come a long way over the years too where it's like you know there there are questions about a through G and that's been tightened up so much over the years and and it's just easier to read stuff's in the right place um so that's
267all just great good work to you and your team on putting it together really wonderful job thank you uh Mr Jordan do you have anything no nothing to add great job thanks we love having you and your team takes a lot of work to put this together yeah come do another board meeting keep coming sorry Le I didn't mean to interrupt you I'm sorry no no they're yes I have a great team yes okay well we will go out for public comment on this item same drill as usual anyone online please raise your digital hand anyone in the room who would like to make their way up to the podium and say anything yes yes okay there go go hi um Jessica Grogen English teacher at um Pacific gr high school so I wanted to
268talk about the dual enrollment offerings um exciting yay um I will be trying to get approval from MPC to teach English 1a and 1B to our students our seniors so that'll be an amazing opportunity for them to get college credit while they're still in high school and allow them to graduate with five years of English so that's something that they can put on a college application that's going to make them more competitive and it is very competitive um every year I have seniors that dream about going to amazing schools and not all of them get in and it's pretty crushing so anything that we can do to make them more competitive in that realm is awesome and du enrollment is a way to do that so um I'll be offering English and then Jenna over
269there is going to be trying to offer sociology and psychology dual enrollment classes to our to our Juniors and seniors as well so that again it's going to like make them more competitive they're going to have those college credits on their transcript on their college application so that the schools can see that and it's a big deal um Dr Hazen I I heard you speak about like adding more languages maybe even more NPC language options so in order for a teacher a high school teacher to teach at the community college level they need a master's degree in the discipline so I am finishing in December with my master's degree in English and Jenna is finishing with her master's degree in Psychology in December as well so we had to go back to school to make
270this opportunity available to our students wow so if you are serious as a board in pursuing more IND enr enrollment options for our students then you have to support teachers in their efforts to do that work it's a lot of work it's like literally going back to school and doing extra work to do that so if this is a goal that you have got to put your money where your mouth is and support teachers in doing that and uh they'll rise to the occasion we will rise to the occasion to offer those opportunities for our students so thanks so much for your time thank you so much throughout the year when we hear things like that I always kind of keep a note right and then we can bring those back during our board goals
271meetings and bring it up see if it's doable in that in that moment so thank you for saying those things we really do appreciate public comment and comment from staff so thank you um jenal would you like to say anything okay all right well we appreciate you being here um so uh with that board um pay procedurally Mr Jordan do we need to vote to to table e andf to the next meeting or how do we how would you like me to do that yeah you already had a discussion about tabling it but I would take a vote Yes okay let's take a vote um I guess I'll make a motion to move action item e which is the 2324 strategic plan implementation update as well as info item F 23223 State Testing results to
