013superintendent report Mr Jordan sure thank you very much I've got a few things I'm going to cover tonight um one of which is related to school safety um so the safe schools infrastructure report that's being developed by Kimball and Associates um is getting very close to uh we're nearing an end here they've developed infrastructure reports all those reports have been completed and circulated to their internal team to develop a final comprehensive report which we'll bring to the board some of the items that are being covered are top 10 concerns from staff a SWOT analysis active shooter response Readiness drone assessment analysis Megan's Law assessments coordination with Pacific Grove Fire and Police Department related to crime statistics um let's see I've got a few here uh the Masters so Kimball's also working to develop a master
014schedule right now for the district for our drill observation and assessment something that we started last spring they will be observing all five of the big five drills at all five of our sites the master schedules being submitted to myself and to principal Martinez by Friday September 15th and we'll circulate that out to the science and to the community to let them know when those assessments will be done Narcan we have 800 additional doses of Narcan um currently available uh signage we're working on signage with Monterey signs right now the district is working to revamp all of the signage within the district all of our Ingress egress signage and all the parking lots as well as site signage uh more to come on that that's that's a measured d project uh fencing fencing repairs uh
015David Avenue school as well as the high school and Forest Grove have been completed and we're working on additional lighting projects as well within the district to address some of the safety issues and then the last note here is PG fire this weekend they actually worked out at our adult school last week but PG fire is going to be doing a uh training out at the adult school this coming weekend they'll have six engines out there they're doing a simulated structure fire they'll be they'll be uh blowing the water onto the lawn to water our lawn which will be nice and of course they're using their water not ours um but I wanted everyone to be aware in the community as well as the board that that's taking place and aside from that I had

019enrollment is right around 450 students and 45 of those students are new to us so that's roughly 10 percent and so what we're doing is part of our um speak up We Care initiative and you'll hear more about that in the future is we are partnering these kids up for the year so these kids will have buddies to tell them where to go for lunch and where to find the restroom and all the ins and outs at middle school so they have somebody that they can connect with that will give them the answers that they need and finally the day after tomorrow is our first ptms Wellness Fair it's from 11 to 1 right out there we have everybody from Ohana to Equine Therapy to Art therapy to other community organizations and our goal in

021does it helps provide measures of academic progress that we use in triangulation with classroom data to try to help predict uh student you know assessment results in the spring and so it's just an another data point that that we get also provides parents a lot of helpful data about the growth of their child so growth is key when it comes to the map tests and it's no small task to orchestrate the uh the map assessment at the school because we essentially have every student in the school taking the map tests that means a lot of Technology needs and I wanted to give a shout out to I don't know if he's watching uh but Jacob gonzal Gonzalez who is our new hire um doing an incredible job um in just the first few weeks and

024keep an eye on it and there's dogs in there quite often yesterday it's a good example um electric bikes a lot of kids are riding really big electric bikes on the field okay they're not just on the outside is on the field so um I sometimes I slap on my yellow jacket and that kind of gives me a little you know credibility um and I've you know I've stopped kids and I've said hey you know did you know how much it's cost us to redo this feel and you know I'm just trying to do it in a nice way that I I want them to feel pride in their in their field and ask them to uh let other kids know like hey you know you really can't be doing this so uh but there

028on to our information discussion item our first one up is PG Unified School District cultural proficiency update and director roggeman is going to lead us through that just a moment to pull up some slides yeah take your time frustrating moment my wife and daughter tease me because when I get frustrated my upper lip goes away so um see if I can move this thing it's fine we're ahead of schedule to be honest so according to my calculations [Laughter] here's my screen but the trouble is what I want to click on is underneath the air we go all right you know I'll take a moment right now to just introduce our student trustee here tonight first time we have them here uh their name is dacey Disney so we're calling them trustee dishni or student representative
029Destiny are you uh might hear Mandy say student advisory vote and so we're very thankful to have our student trustee here tonight and you'll be rotating with um Mr DiMaggio correct okay wonderful welcome thank you yes of course welcome Jason in so many ways you are the most important person in the room here tonight so welcome it's great to have you here um trustees and members of the public eye and buck rogaman the director of curriculum and special projects and it is an honor to stand before you this evening and deliver an update on the cultural proficiency work tonight you will hear from site administrators about the equity goals and actions that have been and will be implemented at our schools all of these in their simplest terms are aligned with the same purpose and
030that is to value our diverse cultures and ensure access for all so um although this work started a few years ago um when the board came to us in 2021 and entered into a contract with Praxis lead Equity to facilitate a cultural proficiency professional development plan and implementation plan the Cornerstone of this pro-professional development effort were the um 10-day certification process from our site-based cultural proficiency teams and the members of these teams were members of administration our certificated staff as well as our classified staff from each site and in the two years since the work began three professional development sessions have been devoted to sharing this work with our staff one provided an overview of cultural proficiency uh in February of 2022 another focused on engaging in some of the activities from the certification training
031with staff in February of 2023 and this year the team shared their Equity plans with their sites during our staff training day and then last year while we were in the middle of our certification work sites implemented some of the initial Equity actions these actions all fall under the goals that will be shared with you this evening this year we begin with the implementation of the district uh plan and cultural proficiency goals and whenever we start to talk about this it's a great idea for us to start with our definitions of cultural proficiency and Equity we want to be very clear about what these definitions are and what our work is so for us being culturally proficient enables people within an organization to view cultural differences as assets effectively respond to issues that arise in
032diverse environments and Foster policies and practices that afford value to all and when we talk about educational equity for us educational Equity means removing barriers ensuring equally High outcomes um viewing cultural differences as assets and also cultivating the unique gifts talents and interests that every human possesses we want to be real clear about the definitions and any interpretation that does not apply to the work that PG you or any other interpretation of these two terms doesn't apply to the work that we are doing here so when we talk about equity and we talk about cultural proficiency these are the definitions and these are the guidelines that we're using and I think that what you'll see is that the goals that we've set both as a district and as the sites have a lot of these
033elements of these definitions in them so when we're looking at the different District goals we've really got four areas where we are going to focus and that's going to be on education on ongoing evaluation incident response and communication first and foremost we are Educators so that is goal number one yes we will always emphasize the academic fundamentals of Reading Writing and math but for us to develop young adults who will live joyful thriving lives in the global economy our students will need to understand and masterfully navigate the device the diverse world to which they belong and so when we're looking at our student goals we really want to use curriculum that reflects the the diverse cultures of PG USD students we want students to recognize themselves in the content that they're being given to study
034we want students to learn about the contribution various cultures have made to a wide range of academic areas and then we also want to support our students in managing the the Dynamics of difference that they will encounter in our culturally diverse in environment and if our teachers and staff are going to teach these lessons and provide thoughtful role models for our students we will need to provide ongoing professional development to give them the tools that they need for this courageous work and so uh one of our main emphases are going to be the ongoing professional development person uh for staff in areas of need that we identify we also want to provide staff with the instructional materials that are going to represent diverse perspectives and then provide professional development on culturally proficient instructional strategies as
035well as grading practices and when we look at our educational goals for families that are going to overlap a lot with our communication goal we want to be transparent about the equity actions being taken to support our students in the district we also want to receive feedback about how to best meet the needs of our students so to do this the district is going to do a pulse survey that is going to become as soon as we enter into the contract with our group that is going to put together the survey for us so that we can get an idea of the feedback from our community and where they stand with regard to the culturally proficient actions that will be taken um our second goal has to do with the ongoing evaluation of our program
036so uh you we're not going to be able to gauge the effectiveness or understand where our professional development needs lie without having some data for us to work from so our staff uh cultural probe efficiency needs survey has gone out earlier this week with a deadline of um people having uh people responding by Friday we already have well over a third of our staff that has or replied to that survey and we're hoping to get a few more tomorrow as I send out that final nudge also what we want to do is Monitor our program Effectiveness using our data from the California healthy kids survey that will tell us if our kids are feeling feeling safe and valued in the educational setting we're also going to look at our data from the core social emotional
037learning survey which all of our sites will be taking next week and then again in the spring it's a gauge where our students lie in terms of social emotional feedback got the beginning and also toward the end of the year and then we also are going to conduct our student focus groups we look at the response to incidents of bias this really falls under that category of managing the Dynamics of difference and so a focus for the administrative team is going to be an in-depth uh professional development series um that uh where we're gonna you know investigate our current prep practices evaluate them and then also study the best practices for having a culturally proficient approach to managing these dynamics of difference when we look at it what we would like to do is focus
038on three different areas that is before during and after an incident of bias occurs we feel that if we can um keep developing in these areas around cultural proficiency then what we're going to do is prevent a lot of incidents of bias as our students engage in these educational activities and these culturally proficient teaching strategies that we're going to be using in short if students are learning about other cultures throughout the school day it's much less likely that students are going to pick on other students because of their race or their culture when you study another culture you start to empathize with that culture and as you empathize with another human being it becomes harder and harder to pick on that person or degrade that person so that's the first step in managing these difference
039during what we want to do is as an administrative team have Round Table discussions about events that have really occurred in schools across the country and discuss how we should approach handling those events so we have time to think through it critically and develop um a deliberate and appropriate response and think through those things before they happen so when they happen we have some knowledge and experience to grow on and then afterward we want to make sure that when it's appropriate that we have good training and restorative practices so that if there becomes a fracture between a couple of our students we have the ability to build that bridge back together with them and there are going to be times when it isn't appropriate right where there's not a bridge that's ready to be built
040and when that happens we also want to be very aware of the victims support that that we give to our students when um these incidents occur we also want to implement a confidential reporting system so if someone is a victim of bias they have a confidential way to report that so our admin team is able to follow up on it and then also study what are age-appropriate consequences so that we're sure we're acting in the best educational interest of our students finally our last goal is that of communication this one is very exciting for me um because I've uh been able to help develop some of the material here what we have is a cultural proficiency link on our website where there are some resources if you want to learn about exactly what we're doing
041in our schools you have the opportunity to do that we have some videos that explain our definition of equity and cultural proficiency as well as the district goals and then we also have a link to professional development that's going on in our district so if people have questions about that they can see the slideshow and get the resources that we use to do this training um finally uh if you have a spare 12 minutes there is a study break podcast our first guest is in the room here this evening uh teacher on special assignment Bryce Bryce gamble who you're going to be hearing from in just a little bit about the exciting work that they're doing at the middle school also we're going to do community outreach at the district and site levels in person
042and our main goal is to publicize with transparency the cultural proficiency efforts that we have and so with that I'd like to turn things over to our principal of the adult school Barbara Martinez thank you hi everybody so if there was ever a presentation I was more excited about it this one if you want to see inclusivity and Equity happening in action just come to the adult school Anytime Anyplace if you remember at the end of last year I recited one of our ESL students statements about how he felt about being at the adult school if you take a look out right here there's about 20 in the past two rows about 20 people that's the average class size in our ESL classes each one having a different language could you imagine everybody having a
043different language right here coming together to learn English at the same time it's all about celebrating diversity and bringing in the culture because that's what we bring right learning English is second you can't teach and you can't learn unless you have Harmony in the classroom you have to feel safe so that statement started the equity and anti-statement bias I took what our students said and I took it to the student body the ESL students and I took it to our Equity team you know this administration of clerical students and some teachers and I said how can we add on to this can we have a discussion about this in the classroom so that's what we're building right now and I don't really want to call it an anti-bias statement because I want to be positive
044I want to call it an inclusive statement a statement of inclusivity and we're going to put this in and around our school and in our Publications this is what we believe this is what we feel this is how you will feel when you step onto our campus you will feel safe you will feel respected you will be free to learn and so that's where we started with this so we wanted to make sure that we provided Equitable access for everybody providing opportunities for everybody including our most marginalized populations to engage in community transition to college or enter the workforce meaning that our inclusivity happens when our transitions 18 to 22 population can get their high school diploma at the same time they can be co-enrolled or are adults with disabilities can have um goals where
045they're achieving and this is where I say out here resulting in increased access to programs and services or the community right responsible because our adults with disabilities their goals are really to go out to the community so we want to provide access to the community for our students all our students either to attain a job reduce the barriers to get to school and or enter the workforce so this is a very exciting time for the adult school thank you next we will hear from uh current principal Sean Keller from Robert down good evening Sean Keller Robert Town principal once again and um Robert down our team uh I honestly I can't be more proud of them um when we gave this presentation as teams in the spring honestly it was really them who built this
046and I just want to say Erica Chavez is a member and she's here tonight so thank you for everything you've done because I've learned so much from the women that are on our team um but our areas of focus are to provide intentional opportunities to build belonging connection and stamina to engage together in productive struggle because we know that for some staff members this is going to be a tough ride this is this is tough work and we want to make sure that we are together in this and we don't want to leave anyone behind and we want to make sure that we are arm in arm and that we are going to go through the struggle because we know there's going to be struggle with this work and um the next focus is to
047provide mtss or multi-tiered systems of support training and continued cultural proficiency training for our staff I'm currently working with director roggeman and trying to find someone I have had a bid go out to a private gentleman to come in but it's a little high so I'm hoping we can get someone a little cheaper from our County and also uh building connection and Trust among our staff because that's really key to be able to take risks and there's some risky training that's involved with this and to to talk about topics that may be a little uncomfortable and we went through that last spring and we learned from that as a team as a culture proficiency team and we reconnected and I think we had a one of the best openings of school when we started the
048process again before school started this year and teachers shared with me and our culture privacy team members that it was the best opening of school for them in a long long time so that felt pretty good so our desired outcomes again are for our staff to connect and build relationship with with each other laying the foundation to create a learning and working community that is diverse Equitable inclusive and accessible a connective staff culture helps build a brave and safe space for the equity work that lies ahead we want to share diverse voices and promote our growth mindset and commitment to lifelong learning and setting the tone for further professional development and provide better understanding of multi-tiered systems of support or mtss that serve all students in a diverse Equitable accessible and inclusive School community through
049behavioral interventions through our toolbox our student support team or SST process and our tiered support in and outside of the classroom especially at our tier one level thank you next I'd like to introduce our principle of Forest Grove Abby arbin thank you Forest Grove we are so fortunate to have a strong Equity team that worked together last year and was able to really dial in our two areas of focus which are diversifying our curriculum and building communication and diversifying our curriculum they all teachers worked with our librarian to build a set of library books that we're hoping to continue it to expand this year that really helped to meet all the needs of our students from wraith race to language to um gender identity it's all in our new library so our challenge for our
050teachers through our Equity team this past month was to just access one book and share it with your class and talk about it together um we are also working on building our communication with our families and our community and this month our challenge for each other was to brainstorm ways to increase that Community engagement at next month's staff meeting will continue to expand and each month we'll be rolling along on these two areas of focus to continue to build them we'd like to move on now to Pacific Grove Middle School and principal Sean Roach good evening again everyone um first before I begin I'd like to laud uh trustee Ottmar and the learning that occurred um you're right it is bold work but um I really think that our students and our families deserve nothing
051less and I think that's why we're why we're doing this so our three areas of focus are inclusive School culture Universal Design for Learning and Grading for Mastery our outcomes are to understand and believe in the need and benefits of diversity equity and inclusion work and really what this boils down to is tailing teaching to all Learners whether they are in an IEP whether they're a language learner whatever it may be um and benefiting all Learners in this um in this endeavor it also provides support for all students and you're going to see the word all in a lot of the statements that I'm going to read um as well as maintaining high expectations for all Learners as well um design and Implement opportunities for students to demonstrate Mastery in the mode that best suits
052them uh that would be Universal Design for Learning that's allowing students to select a channel in which they best are able to demonstrate Mastery I'm proud to say that the middle school started this work during the pandemic we learned from um merko chardine who is a bit of a a guru on the subject and began to employ this about four years ago so we're going to continue on with this work uh the third bullet develop and maintain the use of grading rubrics to encourage student reflection and provide powerful and actionable feedback that really goes to one of our other learnings which was teacher Clarity and Student Success criteria it's transparent so that students aren't asking the question I don't understand what you want from this assignment and it really improves and and makes powerful student
053feedback so that we don't get the question what does a 78 mean it there's no uh you know stop sign to learn turning it continues on and finally adopt more Equitable grading practices uh our training and I really appreciate you guys allowing that training um it was really a reflective exercise for for teachers it really focused on the importance of teacher feedback and what kind of feedback that we're giving our students is it actionable is it clear to them student reflection again they are taking into account their own learning their own effort and it really allows uh learning to continue to occur rather than once that number is at the top of a page they just kind of do away with it and keep going and it really focuses on progress learning and that's the
054thing we want our we want our students to be lifelong Learners so by teaching that at the middle school where it's easy to make mistakes but we want them to make those mistakes at that time because it's very easy we want to teach Learners and we want to teach lifelong learners so that's the wrap up from the middle school thank you and we'll hear from Principal Lidl Garcia for pghs and Community High School right good evening so before I discuss what's up on the slides right now I'd like to bring forward that both of our high schools are going through wasp accreditation right now Western Association of schools and colleges and it's required in order for our schools uh to allow our students who choose to go on to college afterwards that those transcripts are
055accepted so wasp is incredibly important at the high school level this year wasc has included a section on diversity equity and inclusion within their reports so this is now expected of schools in the Western United States so what we're doing as a district what my colleagues are doing at their school sites just magnifies the importance of this and I'm glad we're doing it because then I can answer that prompt so these first three um that we have up here on the slide I'd like to use an example of Windows and mirrors to describe what those three mean to us the concept of Windows is in mirrors is what do you see in your curriculum are our students seen Amir are they seeing themselves reflected in the curriculum in the novels in the class discussions and
056the graphs whatever it may be or are they looking through a window and seen others we want to ensure that our students have mirrors that they see themselves in what they're learning about and then the last piece is something that we've been working on for over a school year and we will continue to work with what we've read what we did with our book study and look for the best strategies ideas and policies when we get to that point to do a better job of grading our students and providing them with the access and the Equitable responses that they are going to receive from their teachers through the grading so that's my report for this evening thank you okay trustees um next it's going to wind up being your turn and with um a direction
057from you we'd like to get a hold of um Dr Flores and Dr ravaline um and see if they would be available to do some of the training that we went through as the cultural proficiency uh team with our school board members and I also wanted to conclude just by saying um one of the things that we learned from the outset of this work is that the work is an inside out process and so um at the beginning when I sat down uh first as the principal of Forest Grove and then later as the Director of curriculum for the district I wasn't sure that I was the appropriate person to lead this work um but as we sat down and um we had that ability to hear different voices from different cultures as I've had
058the pleasure of reading some of the material that's being taught in our English classes at the high school there's this wonderful opening up that occurs when you hear voices that represent different perspectives when you experience a culture that is very different from your own the heart opens and the mind opens and what you understand is that there's the ability to form a connection and in that Unity lies joy and the ability to thrive and so what I hope is that folks can take away one of the lessons that I learned when we were talking about ensuring access for all I thought that the emphasis was just on our students of color our neurodivergent students our lgbtq plus students and our socioeconomically disad disadvantaged youth what I learned was access for all is also access for
059the general population to have access to other voices and perspectives so that we can experience their stories and make them our stories and understand ultimately we may have a lot in common but but we aren't all the same and in that glorious beautiful diversity lies our strength that's why diversity is an asset that's why we want to Value all of our cultures and ensure access for all happy to answer any questions that you may have thank you director rogermann we'll start with trustee Brian Swanson um thank you thank you everybody for the presentation I thought that was really wonderful the you know there are a lot of things to consider and take away from it but the one that I think I've thought about most is when we first started down this road um some
060folks thought um it's like all right so what's happening where are we and it's you know within a couple of weeks it's like what's going on and I think he really demonstrated that progress um can be slow because there's so much progress to be made um but it's been deliberate and meaningful and we still have further to go I'm looking forward to the board now getting involved with that and again learning more about what you guys have already learned I think you know it's making for better schools for a better District which are at the core of our community which will then ultimately make uh way towards a better and healthier community so you know thanks to everybody for all the hard and deliberate work that is being done that's been done already and it's
061a process and and at Buck I think he demonstrated really well too that it doesn't end it will be ongoing and we have to continue to pay attention so thank you and everybody for the presentation I appreciate it thank you trustee Brian um I'm actually next on my list here so my comments um I have several questions um I'll just um rattle them off so um perhaps it requires another meeting but I was hoping for some measurable outcomes uh for the cultural proficiency goals um they are a bit broad um like Foster and promote an inclusive School culture okay how how are we going to measure that um I I do appreciate that you're working on um utilizing the surveys that already go out to students um but are we going to set up a
062goal for ourselves like hey last year we had 50 you know 50 participation amongst you know a variety of groups this year we're going to go for more I don't know the exact goal because I'm not the educational expert but I would love to see some goals regarding that um how did you determine the elementary goals and I'm asking that because the elementaries are so different and I as a board member we spent a lot of time a lot of resources on this programming and I want to make sure that um our sites are collaborating as much as possible while also acknowledging that we have two different elementary schools with two different personalities and that's fine we should embrace that they have two different personalities but are we making sure that there's some weaving together
063or are we just kind of in our own groups in a bubble or not you know in our own bubbles determining that um when will the community be invited for input on the CP plan I heard you talk about a survey to kind of get the temperature does that include students that survey or just uh when you say community can you define what you mean by community we're going to start with our families so I have the survey go out to uh you know parents and Guardians first and kind of get the pulse pulse there we have different uh sort of um measurements that we currently use with our students one is that core social emotional learning survey the student focus groups are where we can sit down and actually have discussions and get feedback
064a lot of times like our student Representatives give us at these meetings only on a little bit broader scale with a representative population of our student uh Pop I think one of the things that the qualtrics group could do is put put together a student survey much much like the pull survey that we want to do with uh parents and then in answer to the previous question that you had about the elementary schools as part of the 10-day assertive the certification everybody was in the same room working within their teams and I think that's the reason why you see so much alignment in principle for uh among the goals that each each of the sites have and then each of the sites looked at their own specific needs the teams did and they developed the
065goals for their sites based on the needs that they had and the feedback that they got from their staffs when they went back and started those conversations out there at their sites so for example when we think about the library books that were mentioned at Forest Grove is something like that taking place at Robert down has it already taken place and that's why they're not addressing it can you give us kind of a gauge yes so at Robert down and I can't specifically remember the name of uh the material that we that we that we bought Rising voices the rising voices the curriculum which is um a K-5 series of um diversity literature so that students can gain um some experience with other cultures so there was a book purchase also made it Robert down
066they just um bought a different program whereas Forest Grove wanted to do a combination of purchases that one was school-wide in the library and then we also had funds available for teachers to diversify their classroom libraries at the school as well okay and it sounds like both of those are run through the director of curriculum so there is some sort of um I don't want to say oversight because obviously the sites are highly capable of operating but you know some sort of continuity so that there's right and you know the mindset that we have at the district office for that continuity is that we serve both our both our sites it's not so much oversight it's serve and support and then we also serve as a conduit of communication between our sites so that we
067understand what's going on at both and then right and and then that's how we kind of coordinate our efforts okay and then um when will the board receive cultural proficiency training should that be a future agenda item that we put on um Josh or what do you think right so tonight I think that buck was looking for sir director Overman who's looking for some direction from the board as to when I think we could discuss this when we get to the board calendar we can have a calendar meeting outside of the board yeah we have we've adjusted the calendar substantially for this year so we can take a look at that uh clerk mcmurian I can and plug it in okay great that's excellent um I think I'll let some other trustees ask questions now
068so uh student trustee Disney anything um I think that these are all really great ideas and like I mean cultural diversity is so important in our schools I feel like this would really make students feel appreciated and heard and I think it'll be very beneficial thank you thank you trustee Hazen yes a few items hopefully none of them will be hard to answer but first of all thank you so much for the presentation I'm beyond impressed with the efforts underway and the attention to data you did mention as well um I also appreciate the attention to learning from the national events and the analogy of the window and mirrors from Principal Garcia really resonated with me as well so in following on the the incident part in particular I just wanted to ask you not
069for an answer but just to think about is what can we do as a district to learn from incidents that happen within our district as well because I think being able to adjust that Rudder as it goes is one of the most important things because there will be with all the training we do there still will be incidents that happen and you know short-sightedness on the behalf of all these developing brains whether I'm talking about the students or the families such as myself um then another question I had was I loved the first study break podcast would if you're able to tip your hat to it or to let us know a little bit will students be part of it in the future or what are the plans moving so we can include our our
070students um I think that what we do is have um parents sign a release so that we could publish right that that uh that it's out on Spotify right so um you know uh any anyone can listen to the podcast we're going to start with our adults and hopefully get good at it right Mr gamble um Mr Mr gamble is kind of my tech uh as an assistance with that and so uh um just uh as kind of a nod to our next guest we're going to hear from Principal Abby Auburn for our next episode we just got to find a time when she's available and the reason I say this is just again it gives multiple it deals with communication it deals with engagement and the other one you know I think I didn't
071see it that much but I know it's part of this process is giving the students and families a voice and and again I know you're doing that in terms of reaching out but I know this is already happening I know at Robert down there have been parents that have been invited to classrooms for example to present on their culture if they want and to let the other students know and I really think at the elementary level this is so important to give that voice to you know not require it of course not anything like that but give that opportunity to the students and parents to present on their culture so that we can understand their kids that are developing can understand that diversity my son still talks about fry bread was one of the things
072he learned about from a Native American speaker so I just want to say that um thank you for that and what I want to let you know is that um part of the survey that we sent out to staff talks about whether or not the district um allows time to uh learn about other cultures and also um teaches people how to appropriately ask questions about another person's culture so um if the board would like I can forward a copy of the survey that we uh to send out to our to our staff cool thank you very much thank you clerk McNary thank you for the presentation um I am very supportive of this work and I'm supportive of us as a board getting training that sounds great um and we'd be happy to plug that
073in um I think I'm looking as president Swanson said for the measurable piece and I'd love to see if there's a way to weave that in if we could get an update to the board on maybe what that'll look like moving forward I think that one of the things that we can do is work with Dr Flores and Dr ravaline to see how other districts have measured um because uh it's one of those things that I think that President Swanson pointed out it's not necessarily readily evident and so what we want to do is find good ways to measure right trustee Elmer well I think all my questions have been asked but um I guess I'll kind of repeat what I have maybe what's already been asked but just so that I can say it

076I don't always get right on it so I thought that uh a shorter dead deadline would be more effective and then um I'm on board also with the measurable goals and I suppose the measurable goal that I was thinking of that would be I don't want to say most important but an important measurable goal would just be the number of student complaints that are racial or feel like that feel like they have to do with diversity and I know that takes time because well I tell you what if we put in the reporting system that we're talking about trying to develop then that will give us good Baseline data this year and then we'll see if we're able to improve next year or we can look at the start of the year and see if

090all knew it and I didn't and then yeah I have gone the full cycle from thinking that's not funny too that is the greatest joke I have ever heard there's my dad jokes um I said the PG middle our big thing udl which I talked about last time uh just a recap on udl it's representation so uh different learning styles expression so the student now showing how they understand it an engagement a way to pick it which direction they're going to go with all these different ideas which are great but how do we how does a teacher open it up to all that they're going to spend more time teaching okay here's the different ways to do it than the actual curriculum that's where computers come in there uh all the different programs so Mr
091roach was awesome and switched the typing class from just typing we still do some typing because my other boss Mr binder said so so we're still doing typing but in Tech Essentials which is on the wheel for all the sixth graders we're underway with that so the one that we've just finished up this week is canva so all of the sixth graders know how to make videos know how to make presentations in theory know how to make a podcast um things like that and uh some of the other ones that we're now going into is Google Google Suites because often we think that the students know how to do that but we're really going into okay do you know how to build a dock how to share it how to not edit it things like
092that and so we're going through all those cap cut is a video program that we're not going to teach in the schools because that's how you can edit it on your cell phone but if you're uh if someone's child is going to film something over the weekend a Steinbeck project something like that and want to edit it that's how they would do that and then storyboards so those are all the different ways that sixth graders and one quarter at the middle school will learn so in theory by the end of sixth grade all seventh and 8th grade teachers can say well here's the assignment you show us how you want to do it um the other program that we have is uh Ted the students in there have just finished game design that's what you
093can see up here on this top one um it's block coding so they're they're making video games so all of them have designed pong um some of them have gone next level with that and two students said I don't want to do video games these are terrible so they got to choose this stuff we had one that did music and sound that they made their own song I thought they just took a song and changed it but they actually made their own song and then another one did fashion fashion and design so those are Google courses that go through it and in two days they have surpassed me with all of that even my video game design uh I showed them a game that I made for fun and they didn't think it was fun
094feelings were hurt oh this is the scratch animation that we're going to continue doing back down in the fifth grade so uh if you click on that you can see it's an animation thing of Captain John Smith uh going to Virginia I made that and showed the fifth graders I was thinking I was pretty rad and after like the third class one of them said why didn't you add sound and I said oh because that would be much more complex and I said no it isn't it's just this easy you would just do it that I just taught myself how to do it I think and feelings were hurt but all the fifth graders now to do that we're actually working on I'm trying to align it with uh fifth grade eighth grade and 11th
095grade because those are the three years with U.S history that like our textbook the first three chapters are actually fifth grade curriculum so what we're going to try to do is have the students build this assignment in the fifth grade then in the eighth grade they look at it again add on to it so that our teachers now will have that much more time to to teach the rest of the textbook or to go deeper bring to other subjects and we're actually lining up the thing with Mr Dan powers and Ms Brandi Lopez to meet and straighten some of that out then this is what we're really excited for with our 8th grade cross curriculum so it was actually the science teacher Ms McBride that pointed out to me of how come or why don't
096we just combine 8th grade history with science because in science they're talking about mutations infectious disease in 8th grade history at the same time we're talking about the 13 colonies so let's meet them up with that so they're going to do that for four days they're in history first going to pick a region and an infectious disease I spent the summer because that's what nerds do uh finding like six types of infectious disease that were in the colonies she made me narrow it down to just three so we can start small to make sure that it lands successfully um so I think we have small Parks smallpox scarlet fever and forget the other one typhoid typhoid fever so that one was more prevalent for example up in New England students then kind of figure out
097why in U.S history that was because those were the New England colonies where there's a larger population closer together yellow fever for example being down in the South so the cool thing with that is they're going to just walk from history where they learn it to science both teachers know about each other's curriculum so they'll catch it twice and these are the standards that those are linked to um the other part that we've uh that's been mentioned uh talking about the grading for Equity I just really like this one for myself with the the rubrics in that I remember hearing about the four point scale uh technically Five Points if you count zero um on that of well this is how that works so if let's say on this assignment the earlier one I kind
098of write something well then it would be like the bottom bun of the burger that I I got uh this scale which is we're not married to at the middle school but we're just talking about this I would get a you know 59 50 that technically is still an f and then working your way up to that and as Mr roach says which I always love of it's okay if you don't do it perfectly the first time it's the middle school we're gonna learn that again I had a student that went to Annapolis and showed shared some of my comments with the Annapolis instructors and they said why are you sharing your middle school teachers comments with us so um we're talking about rubrics these are just the staff room rubrics that we shared at
099the beginning of the year when we talked about all of that the how we can assess students that the staff have looked at each other's rubrics to see well what are those we're we don't have just one rubric that we're married to but I think I talked about it last time when um you were nice and let me present that we had like the basic rubric one of these that when I went with for example the math department they said okay well that that rubric's fine but it we needed to have this and include these two things and they changed it to that which was awesome using something similar um some of the other things I do I Target intervention with students it looks like in this picture I'm doing the students homework for them
100I feel like that I'm not um it was funny that student was actually absent from another class and as they walked by because I had presented in another class they'd said oh I need your help you need to come with me I need your help with this and I went okay and so I followed him into their class and was explaining and showing that and the teacher then saw me and took a picture kind of teasing me saying who are you doing their homework for them that I wasn't and then I liked the project another student said they wanted uh help so I just hung up but that's why I'm there but monitoring that and we have we're building like our dnf lists and then I'll go and meet with all those students and talk
101to them sometimes it's just a conversation this is the homework not getting in for a reason and other times it's I don't really understand this assignment which I think and jump in there and meet with them as much as they want and I think that's it for me thank you Mr Gamble Hello Larry headquist Pacific Grove High School former tosa Now assistant principal right now I'm going to be reporting on some of the tosa work that I did last year kind of a recap I was asked to report more specifically on the grading for Equity work that myself and the instructional leadership team carried the staff through um so first of all as part of our summer planning last year uh the ilt instructional leadership team and myself got together and one of the first
102things we did is we all contributed to creating a vision statement this involved input from all of the ilt members and we came up with this vision statement right here and it reads the ilt at Pacific Grove forgot the Grove there is committed to working collaboratively in order to promote the sharing of best practices use student outcomes data design to design interventions and monitor progress through plc's use interdiscip disciplinary strategies to build instructional cohesiveness and integrate curriculum across subject areas maintain clear curricular alignment with State Frameworks Implement strategies that promote equity and explore ways to connect learning to real world applications and this is the teachers uh talking this is a teacher input this is the vision that we came up with and from that Vision we started to develop some goals there's several goals
103here I listed not all of them but important for tonight's presentation is the one that I highlighted right here and it says be ready to implement as well as promote the implementation of strategies outlined in the grading for Equity text and so moving forward I'm going to talk a little bit about the why how and the what of grading for Equity starting with the why Buck mentioned this a little bit earlier we understand and believe in the need for and benefits of diversity equity and inclusion work so this uh is aligns with and is actually part of the cultural proficiency work that our district is doing it's power part of our site plan that came from our cultural proficiency work um two outcomes data at our site mir's traditional patterns of marginalization I gave a
104presentation to the board I think it was last year that talked a little bit about those traditional patterns and some of the outcomes data um that I listed there also we can always strive to do better for our students one of the things that we try to promote is reflection and through reflection we learn to challenge our own mental models and by mental models we we really I really mean our the ways that sometimes we get stuck in thinking about the world or thinking about Concepts and uh in order to grow and learn we need to use reflection and dialogue and input to try to challenge those mental models so that we can grow and uh and and learn uh also it aligns with our vision our school vision is Pacific Grove High School is
105a community of Learners committed to providing students with opportunities to steer their lives toward academic career and personal success through collaboration a commitment to evidence-based decision-making and a spirit of inclusion pghs aims to cultivate culturally aware employable healthy active students who are eager Learners conscientious digital citizens environmental stewards and effective communicators this is a vision statement that again involved input from multiple levels of stakeholders that was put together during our last wasp visitation and has been featured in our upcoming wasc work now moving on to the how of grading for Equity well we had to strategize how do we take a book study and uh share this knowledge and dialogue with people and encourage these uh important conversations in a structured way the way we did that was through the weekly PLC that was PLC
106meetings and departments that was Guided by members of the instructional leadership team so the instructional leadership team served as like team captains that would go out to their departments and engage in some of these discussions and uh and then we would come back we had five staff professional developments throughout the year on the topic of grading for equity that was the how we had uh these are some of the lessons that um I carried the ilt through in the grading for Equity uh instruction and the goals that were that we put together prior to each lesson and the critical questions that were asked at each lesson so these critical questions drove the conversation in each of the uh professional development sessions for example down here you have which grading practices do you believe best support
107learning why which practices are you most open to reconsidering right you can see how this gets people to start to reflect on their own mental models their own ways of conceptualizing or thinking about grading how much does this book's vision of Equitable learning align with your own personal vision lesson two you have the goal uh there's a format right there we use Socratic seminar for this format and we ask the question should grades strictly reflect academic performance and Mastery of standards-based content or should soft skills like effort and resilience also factor into a student's grade grade very very rich discussion with the entire staff and a lot of very very interesting responses there um and and it was sort of a dialectical approach we had differing opinions it was it was there was no prescribed
108uh method that we were aiming for it was really just encouraging people to reflect on their own practice oops lesson three right here you have the goal there's a lesson plan associated with each one of these and then the critical questions one of the critical questions right here is what are ways that the following grading practices might lead to lower overall academic performance so it's not always a guarantee that if you adopt these practices that academic performance is necessarily going to go up or alternatively higher overall academic performance we really wanted the teachers to uh reflect on what are some of these possibilities and then we conducted a SWOT analysis and there's a very detailed SWOT analysis that we put together um that uh if anybody doesn't know what the SWOT is its strength weaknesses
109opportunities and threats we thought if we're going to make a shift what are some of the strengths of making the this shift what are the weaknesses what are some of the opportunities and what are some of the potential threats Lesson Four uh again you have a goal share the grading for Equity Equity strategies that they will be implementing so you start you see how this re reflection and dialogue is starting to lead toward implementation and when we talk about implementation what we're talking about is trial right they're they're trying new things and which is always a good habit in the classroom to to try new things and to seek data to inform yourself whether these strategies are actually helping achieve the outcomes that we are aiming for whether we can disprove the null hypothesis if
110you will um critical questions here what strategy or strategies will your department be implementing semester two as part of your smart goal driven action research so we conducted action research within the Departments if you're not familiar with action research it's basically driven by outcomes and so we're looking very specifically at student outcomes to see whether or not the interventions that we're putting in place uh what kind of effect they have on the student outcomes uh lesson five was um what were the outcomes it was more of a share out this was at the end of the year the results of the action research if we were to open it up we don't have time to do that tonight but it's quite detailed it's uh feedback from all of the Departments with data and some interesting
111charts and graphs that uh the teachers put together when they shared out their action research um I wanted to close we have one more slide after this but I wanted to close with this quote right here the beauty of a person or flower or poem lies in seeing all of it it is interesting that the words whole and health come from the same root so it should not come as so it should come not come as no surprise that the unhealthiness of our world today is in direct proportion to our inability to see it as a whole systems thinking is a discipline for seeing holes it is a framework for seeing interrelationships rather than things for seeing patterns of change rather than static snapshots that's from Gay's book The Fifth Discipline um and back to
112that slide a few goals of our summer planning uh this highlighted bullet is we wanted to have developed a strategy for PLC implementation within the department including sample meeting format and that's what Dr Stephanie Alvarez is going to address in her part of the presentation tonight hello I'm Stephanie Alvarez and until Tuesday I was the tosa but we had a department need and so I slipped back into my job but this was the vision that was created while I was tosa um and it's to continue our work that Dr hagques started with the ilt our instructional leadership team um including Cooperative reviews to support struggling students so really meeting together discussing some of the strategies that we can Implement to help students and using each other to really figure out and problem solve and then
113supporting plcs through embedded PL PD so creating agendas for plcs it could be sending out different articles on professional development that's Department specific and just supporting everyone through the process and then continuing to progress Monitor and refer students to appropriate interventions that are timely and strategic so pulling students as needed to focus and really figure out how they can meet standards and where the where the deficits lie to help support them so that was our vision for this year thank you Miss Alvarez and I think that might be the first time you ever presented to the board and I think you did a really great job so thank you so much really appreciate that um I don't have too many comments so um student trustee Disney do you have anything this is your school the
114high school that they're talking about quite a lot um I think these are all really amazing ideas and I'm in full support so yeah that's all thank you trustee Hazen yes so these tosa updates are really helpful and following on the data side you know one thought I just had is I'd love to hear how the toastas have affected the way the district does business in the long term so I think like a 10-year look back perhaps we could name it the 10-year look back on the effects of grading for equity on the district as the hack West effect you know we can have the gamble effect or the Alvarez effect that we could refer to as in years come just to see how these doses have had a more permanent brick build to our

117that was always kind of the conundrum you know all this was like you can start to dig in and do these things and hope that we can perpetuate them but then eventually the money is going to run out and I remember when we talked about that initially it's like okay well that day is coming and now that day it sounds like for one tosa has already come I don't understand and maybe uh superintendent Jordan you could comment on that just briefly it's like is it is why is there a discrepancy between one and the other on the funding why did we run out on one and we still have funding for the other no we didn't run out on one um we're going to be filling the toasted position I believe at the high school
118um that that wasn't the issue uh the tosa funding was restricted resources that was funded you know I believe what we're in our third year yeah on that and um that doesn't necessarily mean that the the good work of the ptosis won't continue moving forward and I'll bring that forward under an information item or or some other form of communication in the future but um we're evaluating you know we're evaluating throughout the year um you know staff uh sizing and so forth and we have another item on the agenda tonight related to that as well so as we look forward uh this year into potential attrition retirements and so forth that that lightens up money in the in the budget to maintain you know effective uh programs for students and that's what we're always trying
119to look forward to do so um I think as we get into December uh and January we'll have a better sense of where we're going to be with budget in the 24-25 year and how we will maintain um or disband programs that are currently operational in the district okay thank you for clarifying that anything else trustee Brian Swanson oh thanks okay um with this item we just one follow-up question is that okay go ahead just was gonna ask is there an opportunity for another block grant to come or is that a one-time yeah the toastas were federally funded so it's yeah this is the end of the federal funding for that that doesn't necessarily mean that there's not additional restricted resource grant funding available and of course we're looking into that at all times but

121working sometimes but at the tail end of our school year we want to bring it back and show just like we will with alignment on the Strategic plan and goals for the district itself you know what are what were the benefits what are the positive takeaways associated with the tosa program so we'll bring something back in the spring that kind of revamps what do we come what did we accomplish this year what are we planning to accomplish in the hour if the toast of funding continues moving forward which I don't believe is something that we did last year right and I guess just a quick I'm looking more long-term Beyond no but beyond the board life of a board beyond the life of a dracular curriculum for example like so that we have that ability

127public hearing on the levy of developer fees based on the justification study by schoolworks Inc so we're going to open the public hearing right now it's 8 14. and with that can we get a brief overview Mr Jordan right I'd like to bring uh Ken Reynolds to the uh up to the podium he's with schoolworks uh his firm has been providing developer fee studies for this district for some time now although the district has not levied developer fees we still provide the studies to justification loving developer fees addresses needs within the district predominantly new construction and modernization of schools within our district based on a new influx of student population based on building um I will the developer fee that we will be discussing tonight will update the board on the current adopted rates per
128square foot for residential and Commercial and um with that I'll turn it over to Ken Reynolds Mr Reynolds I'm sorry will you push the button on your mic yeah thank you so much all right so we're here tonight um Ken Reynolds president of schoolworks we're presenting the developer fee study for your acceptance and approval and basically the study goes through all the legal requirements in order for the district to be able to collect fees when permits are pulled on either a new building whether it's residential or commercial and so there's a a lot of technical issues that are required to be in the study so we include all of that I think the most important way to summarize everything is talking about how the amount you can collect which is right now 4.79 per square
129foot for residential projects and 78 cents for commercial industrial projects is an amount that is set by the state allocation board and is adjusted every two years for inflation now it's not the typical inflation we think of with the right gas and groceries and all that it's the actual inflation for the construction costs for school projects so we're going out to modernize the school or build a new classroom right how much does that cost now compared to two years ago that's the review that the state does and so their next update will be done probably this coming January sometimes it takes them a little extra time and they don't get it till February but normally every January in an even numbered year those numbers are updated and so the 479 is the current rate that
130we have been able to justify by doing the analysis some of the key components in that study right we're looking at your local data and so we look at your enrollment we look at what your yield rate is and so that number for your school district was calculated based on the information from the Census of the 2020 census and it came out that the average number of students living in each of the homes in your district is 0.2345 so then we assume that if right if we build another 100 new homes that you'd end up with basically 23 students out of those homes so that's how the yield rate calculation works uh then the other important factor is for every new home built right how many what's the average square footage right homes come in
131all sorts of sizes and so we look at the average and that information was gathered by contacting the planning department and so the recent average has been 1685. obviously some are much smaller and some are much larger but again that's the overall average and so those numbers are helped justify our calculation and it came out to 5.19 per square foot so that's more than the state's allowance maximum allowance of 479 and that's why you are justified in collecting the fees and then I think the other two important things to mention right is what can you use developer fees for there's really three main sources of funding for facility projects developer fees is one of those if you ever consider doing a local Bond that's another common source and then the other is the state school
132building program so when you're needing to build something new or modernize the school after it becomes 25 years old the state has a funding program that can help pay for those projects and so by having developer fees you'll have your matching dollars needed to be able to participate in that program and then so yeah if there's individual projects that you're wondering you know can I use it for this or that you can reach out to us anytime during the year and ask you know is this a valid use of your funds for developer fees and will be help you advise you on those issues and of course whenever a person is coming in to pay the fees to the district sometimes there's questions that come out what's the appropriate fee and what's it based on
133you know so if a project if they're adding on to their existing home and building less than 500 square feet those types of projects are exempt and so we can help you understand all those ins and outs um but if again if they're building a brand new home but they're only building a tiny home and it's 400 square feet right they would still pay the fee because it's a brand new unit and so the uh other important thing to know that if you do approve the study tonight and uh ask to implement the fees today is September 7th there is a 60-day waiting period before they go into effect and so the fees would go into effect November 6th of this year with your approval and with that I'd love to be able to answer

135home is the first 500 exempt or only if it is if you're adding 600 square feet to your home you pay the fee for the entire 600 square feet okay okay for that yeah see Brian Swanson uh thank you for the presentation um trustee yatmar asked one of the questions I was wondering about yeah it's like so if it's 4.99 you skate by and if it's 501 it costs you what is it what's the fee again 4.78 cents 4.79 79 so okay so I almost had the math I'm not going to go there um so is there anything to prevent somebody from you know doing let's say they won't they have 800 square foot project that they want to do so they do 400 square feet this year and then next year they do another
136400 square foot project no there's nothing really preventing people from doing that um I know that some cities because obviously all the projects go through the city or the County Planning departments and sometimes they will catch those issues and tag them as non-exempt and so again you have to work with your local planning departments to see how they're classifying projects to determine uh you know what is chargeable for school fees and what isn't okay thank you well I'm I'm glad we're talking about this I I have a recollection that when this came up whatever five five years ago perhaps I know uh trustee Swanson and I were on the same time I think I voted against it and I regret voting against it at that time so I'm totally in favor of moving forward with
137this now that's all I got thank you so much um I have a quick question for Mr Jordan um do you know roughly how many um how much funding pgoc has turned away in developer fees um because it sounds like when there's a new project you get a form from the city and so that's what you tell us right I mean there's there's weeks where I receive you know 10 or 15 forms that we we you know we do not we I sign off saying we won't lever the fees um I did I did a ballpark estimate and it's in the neighborhood of 1.4 to 1 6 1.4 to 1.6 million and that's going back to um the development of the Holmen building and the development that was built in Pebble Beach for employee housing
138thank you um and then if somebody had a concern um that pgusd loving these fees would somehow hinder affordable housing how would you respond to that Mr Reynolds um I I don't think it hinders affordable housing again the fees are minimal and in comparison to what the fees that are typically charged by different uh City uh fees so you mean overall so in the overall scope it's it's minimal okay um especially affordable housing does get a break in general right because the way the law is set up these fees are charged per square foot and so affordable housing is typically much smaller and so it's paying a much smaller fee if someone's coming and building a you know a 6 000 square foot mansion they're going to pay a much larger fee so it is
139related to the average to the exact size of the project thank you for that answer I'm just going to check my notes and see if I have anything else oh my one last question for Mr Jordan is how common is this in Monterey County for these fees to be levied uh it's extremely common um I did reach out to the County Office of Education and I attempted to get a list of every District I'm not going to Rattle them off here but there's there's essentially 12 districts that Levy fees in our County we have 24 districts nine of which are very small districts meaning like you know they might have 30 to 60 children one school type of District Union School Districts so a majority of the districts in our County Library fees so comparable
140districts to ours are levying the fees at a majority if not I don't want to say all of them because we don't know for sure but I have a major majority yeah I have a list in the districts that surround us in the comparable districts in our County based on Ada Levy the fees thank you so much um I'm gonna go out to public comment and then we'll Circle back and any trusts you as anything further we'll we can at that time Rusty Hazen I apologize please go ahead just quickly nothing major you actually asked a question I want to ask about affordable housing but I just wanted to say that you know based on we do have a bond in place but that money will not last forever so that's why I do think

142I forgot you trusty Hazen clerk McNary anything no you're shaking your head trusty Ottmar um so I just did the map on 1600 square foot home and it comes to I can't help it and it comes you know just over seventy six hundred dollars so if that was an issue for somebody to come in and write a check for 7 600 for a 1600 square foot home is that something that they can actually work into a mortgage or do they have to present a check up front and pay in full at the time that they pull permits right well if we're talking we're typically talking new homes and so obviously the the price or remote or additions because I think in this area it's it's hard to it's hard to get the permits to build
143a new home right so a lot of people will add on to existing homes or tear down everything except one wall so it's not new construction yeah and again they only pay for the net increase in square footage even if they turn you down to one wall sure um but yeah the a lot of times again at least the project I did right we factored that into our construction loan um so it just depends if you if you have the cash great if if you're doing financing it can be factored into the financing perfect that's just that's all I want to know is just to make sure it's feasible for people that they're not going to have to walk in when they pull permits and present a check for the full amount so it's something

151is to make sure the instructional materials and supplemental instructional materials are deemed to be aligned with content standards pursuant to subdivisions A and C I requested instructional materials for my son's 10th grade English course uh to view the answer that I received was that these supplemental instructional materials are not prepared in advance of the beginning of the course these materials are created and modified throughout the year to address the instructional needs of the students I think it's problematic on a few fronts one is the California Department of Education actually has a frequently Asked question that says can an Lea develop and otherwise obtain instructional materials throughout the year during which they are utilized the answer is no Education Code 60119 stipulates by the end of the eighth week you the school board have to make
152a determination that the pupils have the instructional materials that are aligned with content standards in order for you to make this determination the complete program must be available you have to be able to look at the instructional materials to say they meet the content standards the teacher cannot keep continually develop them throughout the year the other uh argument would be that it creates a in order for a parent to come in and look at the instructional materials it creates a a bond with a sense of trust with the board with the teacher with the school that we know what the teacher is teaching and what is being presented as instruction uh we're talking about English literature I'm not going to date Myself by when I was in high school but Julius Caesar and Shakespeare probably
153hasn't changed a whole lot in the past few decades uh so to say that instructional materials can't be available by the eighth week of school for parents to examine as as we're allowed by law it's a it's a law that we are allowed to examine I think they actually use the term inspect uh teachers instructional materials so I think it's a little disingenuous to say that the instructional materials can't be presented before the eighth week to keep up with current Uh current content Shakespeare has made content for a few let me estimate current for a few centuries thank you Mr Swire if you could wrap it up in the next 10 seconds I would just ask that uh I would just ask that we at least the the vote be held off for at least

156date that it's been up updated in more current versions of that book are being used in the middle middle school but what I wanted to do was give an idea of the year that we began using that published material so the um teachers curriculum institute history material um is a year that's more current than 2 1006. Mr roach stood up as though he knows the year uh that we last updated the purchase so I don't know the year um but I do know that it is continually updated and so a lot of the history conversations we have at the beginning of the year is that new units have been altered changed added deleted that kind of stuff okay so it's a it's a constant um going over the pacing for the year and kind of

159um building out some of those High School purchases so um as far as like um what we do to supplement the material um in order to address some of the learning loss in covid without going down too far of a rabbit hole here one of the things that we've done at the elementary schools is um you're going to remember that we purchased IXL for grades three through five as well as esport for uh TK through second grade so that we had a computer adaptive program that could meet a student at the level that they're learning and try to grow them from there and that is one of our more effective ways to differentiate our instruction on a larger scale that's above and beyond the curriculum correct that's that's not we're relevant to what's here thank

163is quite a bit of time and effort that's went into preparing a serp we contracted with Keenan and Associates I'm sure everyone is familiar with Keenan from the training that you all have every year I have online um I believe Dale Beale is on is Gail Beal on I have Gail from Keenan Associates I'm going to have her just do a really quick run through of what is a serp how do we plan to implement and what is the district's process moving forward and also in this item we have a timeline Associated on page two of the item so with that Gail thank you do you want me to share my screen or do you have it there you can share your screen okay all right well good evening and I I really appreciate the
164the fact that um I'm back with you again um as you recall last year uh there wasn't a whole lot of time left in the school year and so the decision was made to maybe look at a plan where you would roll it out mid-year so just I'm gonna go through this really quickly um there are five things we take a look at your your purpose your demographics um the ultimate economics does the plan make sense or not uh how we enroll the plan and then uh maybe taking a look at a work comp strategy kind of as an aside um as Mr Jordan mentioned uh supplemental early retirement plan is a a serp as we call it uh we've been doing these plans since 1984 and really it's it's done for numerous reasons one
165addressing declining enrollment uh and we see a lot of that certainly recently along with that it assists with proactive staff planning so if you're heavy in one area perhaps you can restructure a little bit um for the retirees it enhances their retiree benefits so this is totally separate from stirs and purrs and has no effect on that benefit at all and it really provides the district with a way to compensate respectfully your long-term employees um rather than kind of going into the information on this slide we've developed a plan um along with your staff and I I want to acknowledge and thank your staff for all the work they did to get us information so that we could actually provide you with a feasibility study they were very Cooperative very prompt um and always um
166you know ready to provide information and answer questions so they should be complimented for that certainly so demographics kind of my favorite portion uh we ran this for each group certificated classified in both management groups everyone who was at least 55 years of age and at least five years of services with the district So within that you have 33 certificated eligible 41 classified for certificated management and two classified management and I won't go into the ages and years of service on this particular slide so now you pressed a little over time I want to focus more on these two or three slides here so when we look at the demographics we don't necessarily look at the entire eligible group we typically look at the number of employees who are 58 and over in the case
167of your teachers 22-33 are 58 and over excuse me which is about 67 percent of the eligible group this is important because if that percentage was like 30 percent we'd go you may not want to offer the plan this year you may you may want to wait till that retirement bubble reaches a little bit higher age classified 30 out of 41 are 58 and over which is 73 so again excellent demographics here certificated management um 25 one individual is 58 and over that doesn't mean individuals younger won't take the plan but typically they don't unless uh perhaps they're moving out of state or they have extenuating circumstances your classified management there are two eligible and one individual is actually 58 so 50 of the group um real quickly we ran the the study based on
16875 percent benefit meaning um in each individual uh would have 75 percent of their base salary as the premium amount and then these benefits would be driven off of that so just looking at um your certificated group um first three benefits are life only for the retiree and they have on a monthly basis and they have various um survivor benefits most people take the five-year benefit because they want to get the highest amount of money in the shortest period of time so in this case a little over fifteen hundred dollars per month for 60 months um that's either payable to the retiree or the Survivor works the same for the other periods of time um the interesting thing is the five year through the nine year are eligible for IRA rollover meaning an individual could
169start taking the benefit in cash um maybe six months later go yeah I don't need it all and start Sheltering half of it or all of it so a lot of flexibility built into the different options from which someone could choose uh real quickly to to come up with the the final numbers we look at certain assumptions and I'm just showing one here but we look at um your retired Health Care assumptions we look at your statutory benefits because those are based on salaries so you're going to get some savings there um your salary current salaries um looking at the cola it increased it to almost 128 000. we started Replacements at column four step four and we went down two steps and then over a column and down two more steps um in years
170uh four and five so also I wanted to mention the Keenan commission is five percent of Premium your premium is paid over five years as is your commission so um you're not being faced with paying all this up front um so you can spread that out over five years along with the commission um so the results I'm sure this is what you really want to hear about if you replace assuming that eight individuals certificated individuals take the program you replace all eight positions You're Gonna Save over five years about 500 and almost five hundred and twenty one thousand dollars that's net savings after commission after the premium has been paid so roughly a half a million dollars over five years most savings gonna occur in the early years because those replacement salaries are going up
171now for your other three groups uh you don't see a savings with all replaced because you don't have the debt in the salary schedule steps and columns and typically what we will see particularly for your management is that by year five certainly those individuals are making what the retiree was making when he he or she retired so full replacement you're not going to see savings typically so total net savings for all four groups is about 244 000 net savings again over five years yeah now if you look at some non-replacement scenarios so for your certificated um assuming you do not replace or you do replace six uh classified you replace eight of the ten certificated management you don't replace either of the two positions that might retire your savings go up dramatically now there are
172a couple things to keep in mind here these are based these savings are based on kind of the average individual taking the program so what you have the opportunity to do is offer the program once you know who's enrolling um and that window closes um we come back with final cost analysis for you to uh give your final approval for so um no cost to go through the enrollment to do the studies so really no risk to you as a district but the other thing to remember is if you're not going to replace positions when we do that final cost analysis and we know specifically who's going we want to know how many years do you think or do you hope you won't have to replace those positions so that we can be more accurate
173not just run it on the average as far as what we do in terms of making sure that you maximize enrollment we do it's a kind of a two-step process so we will do a group meeting we will do um individual counseling sessions and I'm going to kind of run through this quickly but I think it's important to know that we bring in counselors who are retired Educators and other school Personnel some of them have retired through a cert program and it really provides some respect for the individuals who perhaps are retiring to ask questions in an individual setting that they wouldn't in a group setting so we want to make sure that they have that opportunity uh and then kind of help them navigate not just the financial piece but kind of the emotional
174piece since the counselors have been through this process themselves we also bring in pension support for those group meetings we have a representative from calstrs that will be with us as part of the group session calstrs will also come out but only at the request of the district so we want to make sure that we can hopefully get both um both people there to answer any questions individuals might have and also have them sign up for student counseling sessions with both stirs and purse um Tech we do everything via technology now so um we have a dashboard where you can kind of keep track of the yes no's and maybes and let me make sure those are excuse me updated um on an ongoing basis um everything is signed through DocuSign so once we get
175a packet back excuse me that will go directly to the district for Signature so you will know on a day-to-day basis how many people are taking the program so no surprises at the end uh Mr Jordan mentioned the timeline we're looking at um hopefully board approval tonight announcement letters District already has those they will be sent out tomorrow we'll do group orientation meetings September 13th and 14th individual counseling sessions the 19th and 20th the enrollment package unless letters of resignation are due November 9th gives them plenty of time for that decision and also allows you to know who's taking the program giving you extra time for staff planning whether it's non-replacement or some recruiting plan is effective uh July 1 and first benefit checks would go out August 1. as an aside um you this
176is not figured into any of the savings with the program but it's also good to integrate your work comp with any sir um participation so if you have any outstanding work comp claims and those individuals leave under the surf that also provides you with some extra savings and I know I went through that really fast um as requested but I will take any questions you might have thank you Miss Beale um we'll start with trustee Hazen thank you for the presentation just a quick question I assume the answer is no but can cert um be offered only to one category if only certificated or where the savings are for example excellent question yes as long as you offer it to the entire eligible group but then classification you can do that most districts offer it

182to I mean the meetings start in two weeks if the board were to approve this tonight so and we do the district is aware in consultation with King and what the targeted savings need to be the issues related to that right now specifically are we don't know we can't anticipate who in the group will actually decide to take the serp and that makes a big difference because if we're looking at class sizes and other things moving forward we need to properly staff accordingly right so if we end up with let's just say I don't want to use examples but if somebody's looking at taking the serp that would be help with substantial savings to the district but we have to backfill that position immediately because the need for programming that would be something that needed

193it's a trustee concern as well that we might be um having an unintended consequence to fulfill honestly like some of our most hard to fill um positions like yeah I would just say we can put language in there that was similar to pajaros but also maybe just add something to the effect that the an individual cannot come back in a full-time equal capacity or however I could work with staff to come up with some language that's agreed upon but I think we can we can kind of minimize it if we if we say can't return it in a full-time position um you know more than four hours perhaps um or whatever you whatever is your pleasure we can make sure that the language is approved okay uh thank you do you mind if I address
194please um I think that the best way to word it would be to to not bring the employee back in the full-time equivalent in their clock in their retire in the classification that they had at the the time of retirement which would allow for instance like let's give an example perhaps there's a certificated individual who retires as a 1.0 FTE could they come back as a point too FTE in the classroom as certificated yes or no that's a certificated position so that's the Plus game classification it would be no right okay but they could come back as a crossing guard which is classified correct or even work at the do in a non-certificated capacity correct okay okay good discussion um we don't need to go out to public comment we already did so trustees um

203thank you to so so much tonight we want to talk a little about the position description and let me take you through just a little bit about what we were doing as you know both both Sally and I we conducted an online survey and you had about 280 respondents on the online survey but in addition to that there were hundreds of actual comments uh on the survey and so we took that information we also uh compile that along with what we did with our focus groups and we had 20 groups or individuals that we met with which comprised about 60 different folks and we put all that together to come up with a position description we're very pleased with what we have we do believe it does reflect what the community says they want to
204see and the next superintendent we took a lot of time to really go through the raw data to make sure that as we're looking at Trends and thoughts of your educational Partners your community your parents and Guardians and caregivers that it's this position description does reflect uh that work in fact it's probably a little more extensive than we typically would put forward with our districts along the way so kudos to you guys in your community again and with that I will uh respond to any comments questions or thoughts that you will have okay thank you Dr Andrew so um I do also want to just mention if there's any confusion this is the superintendent draft job description the application deadline Dr Andrew is that September 7th correct okay and that application is on the leadership

213Human Resources for the school district uh tonight we're bringing forward to you the Declaration of need which is a prerequisite by the California Commission on teacher credentialing before we can petition to hire someone with a teaching permit this does not include the 30-day supplement but it's a teaching permit that will allow the individual to stay in the classroom for up to a full year the Declaration of need once is adopted by the board as an action item it has to be filed with the commission otherwise we will not be able to petition for those permits the district is the one that petitions for that type of permit this is not something that the individual himself or herself can do that on their own so we do this we intend to be covered and be ready
214should we have the need to hire someone to cover another teacher who may go out on on leave someone who may retire kind of late in the year and then we're scrambling trying to find someone who can cover that class or potentially someone who resigns and we're not able to find someone that is fully credentialed so the numbers that you get to see on the Declaration of need is to Simply a projection a potential needs that we may have so we always increase that number just to have a little bit of wiggle room if we were to um bring this to you saying we're going to need only two people and then we find out that we're going to need more than two then we have to bring it back to you as an action
215item revise it and refile with a commission um let's see what else do I need to share with you with regards to that um I think that's pretty much it so if you have any questions thank you so much trustee Ottmar we'll start with you please thank you and so this is pretty stand is a standard throughout districts that they do this it is in fact you will see every May or June HR bringing this forward to you so this time it was not done but we're catching it so you can expect to see us bring this to you every May in June how often does this scenario come up where we're bringing in teachers that aren't fully credentialed so for the districts um for PG you guys are very fortunate because we really haven't
216had to rely on this type of teaching permit but as you know times have changed and finding fine highly qualified teachers fully credentialed teachers is getting a little bit more challenging and difficult um so it's not uncommon if you actually look at any other school district you will see that the numbers on this declaration are far greater and again it doesn't mean that this is what we're aiming for the priority is always finding someone that is fully credentialed but if we don't find them we want to be ready so that we can then petition for that type of permit and before we hire anyone with this type of with any of the different types of permits that are listed here we bring them to you as an action item and we disclose that we have
217done our due diligence in making sure that they meet the minimum requirements to be eligible for the permit and you said that one year is the maximum amount of time that is correct and is that pretty average that they would stay for the year or do you you still look to fill that position while this well I guess it's temporary this temporary employee is here yes so if you are looking at covering for someone who is on a leave of absence of course it is a projection that is a short term short-term meaning two three and four months depending on the the length of time of the employee that is out on leap but if it's a regular position a regular vacancy and we post and we're not able to find someone that is fully

219folks using emergency type of permits yes so thank you for that question so that is correct idea originally um reacted to the fact that districts were hiring teachers would not fully credential but it's because uh as you found out some states were hiring teachers that did not have not even a bachelor's degree didn't have what is known as basic subject matter knowledge and the every student succeeds act in 2015 amended idea to allow for other alternatives to identify teachers who meet the minimum requirements which the California Commission on teacher credentialing actually has done by saying no California you need to require at least the bachelor's degree and identify basic subject matter knowledge which I know them I can probably get a little more technical for you and I would love to at some point maybe
220do a presentation of the different types of permits so that you you can see the sequence and the progress so that you can understand the variable term waiver is the lowest type of permit we wave a little bit more there then we move to the provisional internship permit we move to the short-term staff permit so every one of them has certain requirements and um so again it was amended to eliminate the highly qualified the definition and what that meant to be able to allow states to identify what those minimalist requirements are and CTC the California Commission on teacher credentially has done that for for us thank you and this follows that correct thank you so much um trustee Hazen two quick things and maybe this is another presentation down the line is the district intern
221program I saw was a no from a small District would just be curious if that's something that we could look into in the future it seems like a great way because we are dealing with a lack of credential teachers we might be able to increase more um and then the other quick question you're welcome to answer if you want but is I saw there were three college intern programs is that three also a maximum or is there a way to increase that and is there any you know another thing I'd love to hear from it'd be great to hear from some of those interns um and grow that program as much as we can yes we can definitely increase that and typically how that happens is that we have candidates who are interested in working

237order has been relied upon for that type of information and I think that both departments were trying to figure a way to do that but we have now implemented a few internal procedures so that we can more expeditiously communicate that information to the business department and not having to wait for this information to come to the board so we have an opportunity right now to revamp this information so we're wanting to change the title it's not an assignment um information type of document that comes to you but rather it's a document that will list appointments retirements releases reassignments leaves of absence so we will like to change the title to Personnel report the personal report will be dated so it will not be numbered and I know that before it was assignment order number two
