002can we please get a roll call I think I'm on since Alyssa is helping out um president Carolyn Swanson here clerk McNairy here trustee Dr Hazen here trustee Omar is not here yet and trustee Brian Swanson here thank you Ralph so we uh to reiterate we have um four out of five trustees here right now we're missing Laura Ottmar we do have a quorum so we will continue the meeting um next up is adoption of the agenda Ralph any changes uh thank you madam President we have a couple of uh a couple of items to consider uh we're going to be um we did a revision on certificated assignment order 17 however we're going to need to pull that item uh for Action it we need to make another correction that had to be made
003otherwise we'd have to rescind the order the next day so we're going to take care of that and we'll if we pull that to action we'll make sure to make note of the revision um there's just some corrections um on action discussion item a there's a resolution we just needed to make some changes um from mpusd to pgusd the wrong resolution was printed and then moving action discussion item J to consent um this was originally supposed to be on consent and um so we just want to move it back into consent make it a little bit easier on the agenda as well um and um for Board calendar I have some adjustments Board calendar I can talk to that one later and then finally we have a walk on that the board was notified and
004it's in the blue folders uh contract for services with positive behavior supports Corporation for the extended school year this is us getting us ready for the um summer school and uh that's all I have for you tonight okay and so uh for clarity's sake the action item J that we're moving to consent is the approval of the Desmos mathematics program that's correct yes okay and um what was the action item we're moving uh we're going to need to uh pull uh item D the certificate assignment order okay pulling consent D and we're going to move that to action essentially we'll we'll do it right before action a yeah and we'll call it pulled consent d correct that'll work okay thank you for those changes ask a point of order sure am I allowed to suggest
005we pull anything from the agenda as a board member at this point or no you can sure okay I was just going to suggest we potentially remove item o the board agenda format regarding individuals Desiring to address the board from the agenda if it's something that the board would also like to do I understand if not but there's one to suggest that did you want to move it to a different agenda are you pulling it to to postpone it I was I was suggesting we pull it permanently unless it is something you've we wanted to as a group discuss well if it's already in my perspective if it's already on the agenda when we get to it we can um we can discuss at that time okay is that okay with the rest of the
006board I think that's how we're supposed to do it that's it that's that's why I asked point of order so I'm still learning apologies no problem okay thank you so much any other board members welcome trustee Ottmar thank you so much I know that you did everything you could and you're actually here earlier than I thought you would be so it's only 404 we're only four minutes in and trustee Ottmar we are adopting the agenda at this point so we're just discussing agenda items and I think we are at the point where we can have a motion for the agenda and second it if the board agrees so would anyone like to make a motion and you know what let me also also excuse me ask for any public comment on the adoption of the
007agenda we've got some lovely folks here in person and maybe perhaps a couple folks online so if anyone here would like to comment on the adoption of the agenda this is your time you're welcome to come up to the podium if you're here in person or raise your hand online if you are online okay I don't see anyone here in public making their way to the podium and Louis do we have anyone online no one online thank you so much for clarifying we do have folks online but they're not wanting to speak on this item do we have a motion to adopt the agenda I'll move to adopt the agenda as amended the motion thank you motion made by trustee Brian Swanson seconded by clerk McNary all in favor aye anyone opposed motion carries unanimously
008thank you all for that moving on now making sure I didn't miss any more of our business but now moving on to the party part of our um meeting this evening we're now moving into the retiree resignation recognition section of our meeting which is um I think going to be a heartfelt valuable time for us all so we're going to be doing this for the next roughly hour and just so everyone knows at 5 PM we are going to move into closed session so we have all of the minutes from now until 5 PM to recognize and honor our employees who are resigning and retired and um and one lovely employee who passed away actually so we're going to honor all of them tonight and we are going to start right now um we're going
009to start by actually honoring our bus driver noon Duty supervisor Vicki Miller who worked for our district for 19 years and I do believe Mr Anderson this is director Anderson would like to speak on that hi so unfortunately I didn't get to work with Vicki all that long she retired shortly after I came here what I could say about Vicki is that she didn't have an enemy in the world um she was fun to work with she was joyful she had a very contagious laughter she loved the kids she loved driving the bus she loved her work she loved pgusd we were fortunate tonight to have actually Wendy here Wendy knew Vicki a long long time ago and worked with her before Vicki came here so she's a long time family friend so it's my
010understanding there is a plaque and I would actually if if you don't mind I'd like to invite Wendy up because she will be giving the plaque to the family thank you so much do you want to say anything right now she's she's a little too heartfelt okay um we're all very saddened by the loss of Vicky it's very unfortunate that she unfortunately passed away shortly after her retirement um and um we miss her desperately so thank you so much director Anderson and thank you for accepting this on behalf we have quite a few things here for you to see so thank you okay all right thank you thank you folks all right thank you so much okay um moving on to our next retiree Pacific Grove Middle School teacher Wendy Milligan and Wendy has worked
011for our district for 31 years is I hear Giggles is that related to Wendy's please please if you don't mind uh Mr roach is going to say a couple things about you and then we'd love to hear from you as well folks I've waited a long time for this opportunity so let's go ahead and turn the three minute clock off and here we go no just kidding um Wendy and I the last I don't know year and a half two years have had a running joke about oh you've got five more years right six more years um I Allah I love Wendy um since my daughter had her in sixth grade who is now at the same University that Wendy went through Wendy was um a source of guidance a source of um compassion very
012I learned quite a bit from Wendy and not specific to language arts or history but more about just kind of how to relate to this brand new Middle School staff that I had um you are always kind if you guys know Wendy she's got a beautiful singing voice a commanding presence um yet a very gentle kind of maternal side to her as well she's um she's tailor-made for sixth grade actually and it's going to be a little sad tomorrow because tomorrow we're hosting the fifth grade kids who pop around and see you know the different classes and they're going to see Miss Milligan who's not going to be there next year unless she changes her mind anyway um Wendy I think I hope Wendy that you stay in touch I hope like Bonnie that you
013come back and spend some time with us as a substitute no definitely not but I adore you you you deserve deeply deserve all the best in your retirement and we love you thanks Wendy thank you so much and Mr Roach when uh Miss Milligan would you like to say anything you're welcome to uh no I have no remarks prepared but I could sing a song no yeah oh I'm I it's been an amazing career for me I always made the joke that I became a teacher so that I could have a captive audience and there's a lot of Truth to that because uh theater and all that didn't seem realistic but I I the the years have just flown by and I you know in the memories are are vague and some are much more
014pointed and it's it's really interesting to be at the end of it and sort of looking at the next chapter and where that might lead and I I thank you all for your guidance your support and um Ralph you've been a good leader and I appreciate uh the years we've had with you and and and Sean I enjoy working with you too Buck one of my favorite so yeah there's a lot of a lot of good heart here so carry on pgusd thank you so much let me give you a few items here foreign thank you and welcome to the folks who just arrived we're in the recognition part of the meeting so that's a really nice time for everyone to be here um so next we're gonna recognize our Recreation attendant and also special
015education instructional assistant Evelyn Franco thank you for 19 years of service and so we're going to have either Matt Bell or Claire Davies come up and say a few words about Evelyn Franco yes there he is Matt Bell you're up would you like to say a few words can you hear me okay Evelyn where'd you disappear to there she is so um Evelyn has been here the nine years that I've been here and much longer and um but I know about Evelyn is absolutely her kindness her gentleness um how sincere she is her compassion for each of our special children she's been a special education instructional assistant providing direct instruction intervention instruction to our students and working very closely the last few years with Katie Krieger totally totally intent upon closing those gaps raising the
016achievement but most importantly raising the self-esteem of the child and letting that child know that they are well loved and so we want to thank Evelyn and besides that she also did afternoon after school care I don't know I would always think how does she have the energy but she was always there and so Evelyn we thank you so much for your years of service to our beautiful children and Matt Bell would you like to say a few words about Evelyn Franco and her work I know you just walked in I want to give me a mic right I'm in trouble I I've known Evelyn for years and years and years and uh I I Echo what Claire said um the work that she puts in that frankly the love that she has the kids
017uh Singularity of mine of what's best for kids uh and the passion that she puts behind our bar none as I do like to say she is not normal right we are not normal we just simply have amazing amazing amazing staff here and Evelyn is one of them and it's been a an honor to work with you so yeah here we go thank you and Miss Franco would you like to come up and receive your your um black foreign thank you next up we have Pacific Grove High School teacher Karen Gordon who's worked for the district for 16 years and Mr Garcia is going to come up and say a few words and then we would love to hear from Miss Gordon so three words come to mind when I think about Corinne and that's
018diversity equity and inclusion when I first met Korean uh three school years ago now um I could just tell from the passion of those three words that she brought to the classroom and instilling that in her students and it's something that honestly I looked at with a lot of pride and I could see that what she was providing to our students and continues to do so because she's still working we've got a few more days to go what she's bringing to our students is something that they're going to carry with them throughout their entire life and that's the impact of a wonderful teacher and so Corinne congratulations very well learned and I appreciate you um like Wendy I didn't have any remarks prepared but I just remember the first time that I walked into the
019district office it was Billy told me it was an old barracks on the back side of the the middle school and walking into that district office felt like walking into my home and um that was you know very soon after I had first moved here to Pacific Grove and always just felt like I would be at home working in this district and kind of funny um that Ralph and I started in the district in the same year and we're both going to be leaving the same year so it's been a wonderful pleasure to work with you all of these years Ralph and I see some other friends um from former school board members and other teachers and administrators and it is wonderful to see all of you here thank you for being here and thank
020you for for letting me work in just the the most wonderful place in the world and I I really just adored the district and I love my students so much and I'm I am going to miss them and miss all of you so thank you very much for a wonderful 16 years here thank you very much okay next we have director of student services Claire Davies and we're actually going to have Dr Portis be the one who says a few comments well all right the Eau Claire's here somewhere I'll wait till Claire comes up with another beautiful piece yeah this is my friend and colleague Claire Davies and for um I've had the pleasure of working with her for nine years as we all have and um I didn't I had a lot of different
021things that I wanted to say and I dropped a few things down but I am I started thinking really what is the most important thing that I can think of about Claire in regards to her work in the district and I think the probably the most prominent is advocacy it's the love that she has for every child she will always in every cabinet meeting will say it's about the children or it's our children or it's the child and and um she never lets us slip in thinking about that when we're making decisions um I know she does that publicly she does that in cabinet and um just a fierce leader and Advocate um you we are so lucky to have hey you come here from North Monterey County and from the other work you did
022and for those who don't know um Claire is a as Statewide known for her excellence in leadership around special education student services and we were so lucky to have you here with us um your smile your great attitude your funny sense of humor the boots that you always bring and one other piece that I want to comment on and among the many things that I could also share um during the covet years things were really difficult and I think all of us have plenty of stories that we can share in terms of um how we found resilience during that time I found some of my resilience to declare um because she was the can-do attitude during that time just Lots going on and she would constantly say we can go to this district and go
023to that District this is what we can do and she found solutions for things that nobody else seemed to find and it's that creative thinking that really in me um made me realize we're going to get through this thing and um you know you wouldn't necessarily think it comes from one person but in my mind Claire is one of those people that helped bring this District through Claire you're going to be missing this district with huge shoes to fill um but you leave an incredible Legacy here and it's left by the students that have found so much success in their adult life and the students that are coming up through the schools thank you so much for being a great friend to everyone and a great leader appreciate you thank you thank you I was
024here okay thank you um I do want to say a few words um I've actually had quite a long career and I've worked for some pretty great places I don't talk that much about myself but um I worked for San Antonio ISD I worked for Edgewood Independent School District then I moved to California worked for Berkeley unified I worked for Benicia Santa Cruz County Office of Ed San Francisco went home a year to take care of my father in his last year of life I was the vice principal of an all-girls Catholic School of which I had gone and um then came back to California worked for North County and then this opportunity came up and um when I came here my commitment was that I would stay until I retired and so it's been
025nine years um the greatest gift that I've experienced in my career is working for Pacific Grove unified and it really is because of the beautiful community it's fabulous administrators I've never worked in a place where I love every administrator my goofy Brothers I came from I grew up in a house of five brothers and so I feel like my the principal's assistant principals are my goofy Brothers again and um I just love everyone here we do have absolutely the most wonderful brilliant Special Education team that you can find anywhere I love the district office ladies and sometimes we're a little inappropriate Billy but um but um what I do want to say is um the greatest gift is the support that the school district gave when we made the decision that we wanted to bring
026our special children home that was the greatest gift and we made the decision within a year everybody pulled together found the classrooms the transportation the teachers the paraprofessionals the district has been beyond generous and it is a gift to the entire community that our beautiful special children are with us and that is what I will always carry in my heart so I thank all of you thank you Claire and I do want to say one thing about you that's been incredible to me is that you know every single child in our district who qualifies for special education and you know all of their needs somehow you know all of that in your mind you have that memorized so no matter what child you pay attention and you care about them so deeply you know our
027students it's incredible it really is thank you for that Claire thank you uh next we have director two of Human Resources Billy Makey and director two is the official name and Billy Mankey has been in our district for 18 years 16. oh man well it's my privilege um to speak a little bit about my friend and my colleague Billy and uh director two um in other words saying that the third person in command basically is it comes in terms of the administrative work but um Billy was one of the first people I met when I arrived at the district um into the the beautiful old district office that we had it was quite a building uh Billy was one of the first people that I met along with Robin and um and uh she welcomed
028me with open arms and um she was completely gracious introduced me to everyone that was uh in the district office at the time offered to show me around the schools if needed and really went out of her way um much more than you would think any one human resources person would do was pretty remarkable and it spoke immediately about what was important to Billy um be personable be humble be gracious be giving be kind and and to make sure people feel welcome and I known her long enough now to know that she does that for every single person I wasn't the special one she does that for everybody and no matter who comes in the door um that's her style and the other piece that that is striking about the work that Billy has done
029and the Legacy I think that she'll leave for this District aside from probably I think almost every employee has now been hired through Billy that's in the district now pretty close anyway yeah maybe not a little longer um she uh during cabinet meetings during management team um I'm really grateful that this squad always talks about everyone's Department we all share it's an open conversation and so if a person's in the curriculum director everyone else chimes in and helps with it um and it's no less so for Billy um she she makes sure that she talks a little bit about some of the things that she's observed she brings in that special notation about what she knows the people who are involved and make sure that again just like with Claire that the first focuses on
030the students and what they need um as a human resource director she made sure that everybody all the Personnel got what they needed as well and when someone needed something somehow or another she knew and maybe it was some of the ladies that always help her figure that out but when someone was indeed in the district Billy would come and let me know let us know so we could find resources for that person and number once did she step forward to let us know that it was her that found out she just kind of took a step into the background and let other people take credit um just as long as the word got done so she's been an amazing friend she's reminded me oftentimes when it's time to make decisions make sure you got
031your head on straight and be thinking humbly and it's been a good reminder for me and uh this district is going to miss the work that Billy does again huge shoes to fill I know and um I know she's going to be enjoying her time in retirement with her grandkids and the horses and with the work done in possible listen with her husband Graham and um I will miss Billy dearly I know that uh Apostle's not that far away but uh certainly I know the district will as well um you've had a you've been amazing friend to everyone here so thank you Billy thank you very much well thanks everyone um I can remember my first day in the district or my first breakfast where everyone did the back to school breakfast at the beginning
032of the year and I looked out at the audience and I didn't know anyone and I was like oh what am I going to do what am I going to say how am I going to fit in here but um the people at the district office made it very easy to fit in I felt very welcome oftentimes there were you know curious things said from my dear friends one one thing that I'll share is that I was at the office for maybe a week maybe a little longer and when I when I first got there we had you've anyone that's been in my office my desk is huge and my it was my predecessor's desk and she she we did some crossover time I sat in a little student desk next to her big desk
033for a few weeks of cross-training and then um after a little while one of the employees in the district office said I just wanted to ask you if you took a leave of absence from your previous district and I went what I was like oh no I thought I was doing an okay job and I explained to her no I I did not I just came fully into PG and um little did I know that 18 years later you know I would still be here but being you know moving towards retirement I just want to thank my the original board that hired me every board member since and our administrative team our district office team all of the work we do is none of it is done in a silo and um we work together
034and and that's the only way we can get the work done for our teachers our classified staff and most of all our kids and I think sometimes people think it's the district office and everybody then everybody else but it's not the district office is here to support everyone else and and we are a team um moving forward you you all know you have a wonderful management team these administrators will do anything you know to make things work and to support the kids and education in our district treat them well they deserve it so thank you everyone and um thank you all we have um about six more folks that we're going to formally recognize and um then let me just check the time because I'm hoping perfect six more we're going to formally recognize and
035then the rest of the time is left open to any members of the public who would like to come up and speak and say lovely things about the folks who are moving on to new adventures so um our next individual is um that we're going to honor tonight is um Irene preciado and she was the Pacific or the Forest Grove principal and she is resigning after one year's term and so if we have either Dr portas thank you so much absolutely and I know um Irene is helping out right now at the adult school I don't think she's here um but uh I you know we we went through interviews hiring for Forest Grove and knowing that again we had very big shoes to fill as we were taking a look at bringing a new
036principal with Mr Rogan coming into the curriculum Division and as we went through the process of interviewing um Along Comes Dr paraciado was just finishing actually her doctorate right at the time and um the presence that she brought and the dedication that she had immediately for our second language Learners in particular um just stood out um she was obviously devoted to all students and wanted to see them all do well but she had a very keen interest in Forest Grove in particular and working with the population of students that needed more assistance with a second language um coming as a second language learner herself and a very fluent speaker in Spanish and a great education behind her that she wanted to be able to share with others around her she's a fantastic leader and she's
037done a great job she's a very open heart right now currently talk about an open heart we needed support at the adult school and right now she is helping to do that with Prince from Latinas and trying to make sure that that comes to a close successful the school year ends and she's taking on a pretty heavy load and again willingly and openly without any problems in a reservations so we'll miss Dr parcello so glad that we had the opportunity to work with her and know her and wish her only the very best in her next diverse thank you Dr reporter and next we would like to Honor Pacific Grove adult school program coordinator Eric savidra and he was with the district for four years and looks like principal Martinez is going to come up
038and say a few words and also Mr savidro is here hi everybody this is Eric savadra and had the privilege to work with Eric for four years but I just wanted to let you know I've known Eric for quite some time before that see adult education as I've said before is really unique we kind of stick together and we meet each other at State events so four years ago I was up in San Mateo where one of my best friends was and got to meet Eric stole him from San Mateo because that's what we do in adult Dad we we steal people so um Eric has since gone on to Pajaro But Eric we upped the pay so I was wondering if we could steal you back if you'd be interested in coming back so
039now we're really we're really grateful for Eric like when he came in um in the open position four years ago he came and brought such knowledge to the adult school right your work with cassis and Jay Wright and with tops Enterprise Pro and working with Susan right and getting our reports done to the state and knowing the numbers and knowing the deadlines and actually working with Ralph and and and our business office and making sure that we had the signatures that we needed and um just so appreciate it and now that you're You're gone for some time if you don't know what the work is until someone's gone and um really appreciate everything you've done for the adult school so consider coming back thank you I'll just say a few quick words I didn't know
040I was stolen I thought it was the number one draft choice actually um but I love uh that I landed well I was drafted here I thought coming from San Mateo I thought I landed in paradise and it was it's been like that just it's just such a wonderful District um I'm honored to have worked four years so beautiful I just think that just I was blessed to be here and so I know that you know after those long days and Marathon board sessions it's just walk outside everybody breathe that fresh Pacific air and just rejuvenate you work in a great place thank you foreign thank you so much and next we have honoring nutrition director Stephanie lip who is here tonight and Stephanie was here with the district for four years in there for
041your country ask what's for lunch her reputation precedes her um I've been with the district only for a year we've only had the opportunity to work together for one year uh Stephanie being here for four years she definitely left an impact and imprint um you know from the fiscal side the guy in the fiscal office loves to see a surplus and I know that wasn't always the case within within her Division and Food Services um she is revered throughout the state of California everybody knows who Stephanie is uh in fact through the internet interview process that we've been conducting that's one of the biggest questions why is Stephanie leaving we all know who she is and she's doing a great job well I know Stephanie's leaving because she's looking for warmer weather um it's pretty
042nice outside right now although it was very foggy this morning she's looking to get away from permanently Great Pacific Grove right um she will be missed she was a breath of fresh air in the office again as I mentioned we didn't have you know not much more than a year working together but um you know in my time in in the position that I've been in over the years I saw a lot of turnover in Food Services directors and Stephanie was one we would have loved to have hold on held on to we also raised the pay so if you're interested in coming back I'll throw that one in um her staff loves her the kids love her going to the sites I spent quite a bit of time in the first few months that
043I was here on lunch duty and uh it was evident that just you know her staff the kids the support she receives is the sites it's just it's phenomenal and she's a big loss to this district and I'm happy to see her here tonight she's also still with us because she's helping us uh kind of see ourselves through the next uh month and a half without a Food Service as a director so we appreciate everything you did for this District I appreciate the Surplus and I'll turn it over to Stephanie wow that's weird so many people thank you no I I you know honestly stepping into this District it's my first director role and it's been the best opportunity to kind of start somewhere and have this chance to lead a department and try to
044make some changes and it wouldn't have been done without our great food service staff so please always check in with them see how they're doing and you know thank them because it's really them that are making a difference and uh thank you to the admin team I never knew that you know Food Service would ever be included in management teams because you here in other districts like that's not the case Food Services often in a silo on their own no one checks in on them and um yeah this has been the best team to work for so thank you okay so we only have two more folks to honor tonight both of them have been in the district for 16 years um the next one is Pacific Grove High School assistant principal Shane Steinbeck 16
045years so Shane and I have only worked together for three years but two of those were coveted so those are like dog years so we we put a lot of time in together there's a #that you see in social media a lot hashtag blessed went to the car wash paid for the regular car wash they upgraded me for free to the super hashtag blessed went to the grocery store only had 18 items Checker waved me over to the 12 item or less hashtag blessed I think it's overused however I can honestly say these last three years I've been blessed to work with Shane 16 years at PG High teacher coach assistant principal he is dialed in at PG High people come to him staff students parents community members seeking his help his advice and he
046welcomes them with Open Arms an Open Door and that's something I have truly appreciated about Shane and I wish him all the best in his next adventure he's moving because of family and that alone right there says a lot about his character so Shane my brother I'm gonna miss you and I love you my man boy did I fool all you for the last 16 years um I'm just looking around the room I see Jan over here I see Billy obviously you guys were the first two that I basically walked into and I was like hey Shane I was like hey he's like all scared and that like wherever you guys were in back of the middle school over there and just everybody just opened uh came when I came here I came here with
047open arms and you guys just hugged me and it was just great um I was for those of you don't know I started here 11 years as the gavi Khan teacher at the high school I taught geography as well so I saw a freshman and ninth graders and then 12th graders as they were leaving it was a fantastic time um had my second kid uh and some of you guys may know uh has a genetic disorder very difficult lover to death and Claire stepped in and has helped me along the way and you said it like every I had one conversation with Claire and she remembered everything about my daughter Smith McGinnis syndrome nobody knows about that and she's like I know everything about that and I'm just so awesome and just back to Billy
048really quick like it's just been so great to work with you Billy just the most caring person I've ever met in my entire life you know you were just one of the the greatest people to work with um and Corrine you know um I'm honored to work with you for the last 16 years it's been fantastic also see Matt Bell here who's one of my mentors and just took over after Stan DOTA came in with Stan Dodd and um Matt just mentoring under you has been been fantastic I learned so much from you um Lita um I love you too man like you're the best and you stepped in during the most difficult time and I also learned from you and um yeah answer my phone calls okay um and uh Ralph finally um I've
049been here for 16 years as have you um I've loved every minute of it um you're a true leader um I will always look up to you um let's go golf sometime okay all right thank you so much you guys and next we have um our last employee that we want to honor tonight and that is our 16-year superintendent Dr Ralph Cordes foreign would you like to say a few words first okay because I think we will take up the rest of this time saying words about you so just so you know you might not get a chance to say anything okay all right so um as a board we we have only one employee that we hire fire and evaluate and have any sort of um Direction over during board meetings and that is
050the superintendent so the five of us have worked um with Dr Portis um exclusively and and um have been able to witness the immense leadership that has been required um at least I can speak to um my child's been in the district now for seven years and um watching the way that Dr Portis navigated our district through the pandemic I never heard you raise your voice lose your calm um just uh it's incredible hopefully you have some way of letting off stress because uh the amount of things that you've had to endure um is incredible but really during covid watching that and I actually felt safe with the students coming to school every day I felt safe sending the the teachers back in when we had to do that the staff back in and I
051knew you were paying attention to the details and that gave me a lot of peace I don't want to take up too much more time we have four other board members who may want to say something about Dr Portis and then um the public is welcome to like I mentioned earlier to reflect on Dr portis's time here as well as any of the other staff who are moving on so I'll pass the mic to trustee Dr Hazen thank you and I really mean this to everyone retiring and leaving like you guys are the fingerprint you're what makes this District special so thank you sorry I'm not going to keep together like can I well let me okay it's not gonna be any better with this go right ahead superintendent pornos I wish to get I'm
052going to read so I don't have to look at you that might make it worse I wish you convey my profound appreciation for your unwavering dedication to our students staff and Community students first and foremost throughout the past 16 years you've played a pivotal role in the status advancement and achievements throughout our district you welcome me here on the board you helped me get my feet under me I can't say enough for that man it's thanks to your exceptional leadership insightful vision and tireless commitment I think I heard you haven't missed a board meeting in your whole time here which I've missed one in four months and I apologize for that so we are it is thanks to you that we are the remarkable District we are today thank you and trustee Ottmar thank you
053I didn't have anything planned um because I'm not as organized as Elliot but uh I feel a little bit like I'm getting robbed because all of these fantastic people are leaving and I wish I could have had more time with you here it comes so I'm going to keep it brief thank you so much clerk McNary um my family moved to Pacific Grove because of the schools and I didn't realize you were our fearless leader at that time but you were then um and you are now I truly appreciate how steadfast and calm you've been since I've been here as a person who shows up with big questions and wants answers right away you always have a way of distilling it down and bringing the calm and helping me understand um and sending me on
054the right path for my next question so I know you're not going to be a stranger because you're still going to be in Pacific Grove so I'm so hopeful that we'll see you around town and get to enjoy you some more so thank you so much for all you've done for all of the students and our staff and our community Ralph truly thank you thank you and trustee Brian Swanson okay um like a Northern Star you know it's like you look around this room and this row over here it's like I almost felt like I want to come and sit with you guys too you know but the people that are retiring the people that are not it's like you have been that guiding star for us you talked me off the ledge I don't
055know how many times you know and it's just so greatly appreciated I could go on and on and on but there are other people in this room I think that want to say something too so thank you so much for everything that you brought to us gonna miss the hell out of you thank you trustee Brian Swanson so at this time if any members of the public would like to come up and speak um feel free we also have folks perhaps online who would like to say a few words and even though the Board needs to adjourn to closed session at five o'clock you all are welcome to mingle and chat and stick around we've got snacks Etc in the lobby for you hi I'm John Tebow a former two-term board member three-time board president
056um and I'm really glad that I'm unencumbered by the rules that you have to help by um uh as board members at this point in time um uh Ralph was I guess I was the first person that came on the board knew when you first came on board and it was uh an interesting experience to go through we're kind of learning the ropes together um but a couple of things came to mind one was that uh we we were all fairly opinionated um they were on the board um you didn't always get your way with us um and uh I always appreciated the fact that you were always willing to work with us understand where we were coming from take the direction that we we gave and it didn't have to be your way of
057the highway all the time you really understood that it was a community that we lived in and we were working through with this all together secondly during one of my presidency years was the year that you went off to be the president of the northern California accent the Northern California uh board administrators Association and I thought for certain that that was going to be your uh um uh uh throwing out your resumes across the state um you know you had you had a big big presence uh in big school districts and I've always felt and this is where I can actually talk a little more freely than I could if when I was a board member you always worry a little bit in a small District like ours that you're either getting someone who's going
058to be uh um at the end of their career wanting to kind of coast in with a a comfortable gig after being in a bigger District or you're going to come in um with one of the up and comers and they're going to lose them to the San Jose San Francisco's allies um it is an honor and and a privilege for the Pacific Grove School District to have you take that tour and still come back and spend another seven years with us afterwards um I did not think that was going to happen um uh you were well respected within the state you are well respected within the community you're well respected within the district thank you so much for everything thank you good evening Kathy Madeline I'm the police chief in Pacific Grove and I
059just want to congratulate all the retirees tonight um to me it's a loss to the city all this great talent that we have it's bittersweet because you all are moving on for something probably bigger and better or retirement just to retire which is great um but it's a new day also right new Awakenings new new people coming in as well I'm here tonight specifically for Dr Forrest as the chief the relationship between the chief and the superintendent is super important in the city and I am honored and privileged to have been Partners now I'm going to cry with Dr Boris for the last four years I've only gotten four years with him but he's amazing anytime I call he picks up the phone anytime he calls I pick up the phone and that's the relationship
060we should have so I wish you the best of luck I wish the board the best of luck in trying to replace this man I know Josh we've already built a relationship already so Josh and I you got it right for the next year at least yeah that's right we've already done that already so congratulations to Dr porus and to the rest of the retirees thank you so much [Music] I've been deputized oh boy I don't even know where to start um you know how I feel about you but um I just want to say I brought you a little something so that will tell you a little bit more about how I feel but um I just want to say this is all John's fault when I first um came on the board John
061asked me hey do you think you want to be a board member and I'm like uh no and I was doing PTA and all that so I was a little I was scared and Debbie Crandall does not get scared but I didn't have one hesitation when I stepped in that first meeting with you because you made everything so easy and you explained everything you're you're the kindest person I know and I thought you were a lawyer it was like what was this guy so thank you so much for making my nine years on this board um not as bad as it could have been I'm gonna say it was good but no I uh I um I enjoyed my time on the board and you um are exceptionally a special person and I wish you
062all the luck and um in your future and real quick because I have one minute left um to all the teachers you all know how I feel about you also but the ones that are retiring thank you for all your service here at the district I want to give a special thank you to Shane I didn't know you're relieving and I want to publicly say thank you for teaching my son he is now going to graduate this December with history and anthropology Majors wow and it's because of you so I want to thank you so thank you well those are going to be hard acts to follow gosh I'm Bill Phillips and I serve three terms three and a half terms 11 years on the board and uh as you know it's really interesting it's
063really difficult you get it cost it in the grocery store they want you to make decisions on the spot and I always had Ralph Dr Perez he let me call him Ralph and I will tell you I was one unfortunate because I was on the board when we actually went out and did the hire so I consider our board at that time to be brilliant because we hired Ralph course um because prior to that we've gone through a series of superintendents that were as John had mentioned were at the end of their career so they came in with a whole different expectation uh um no buy-in they were just trying to get through and having Ralph come in the vision and the commitment to actually come here live here and be part of the community
064it was astounding it really was a benefit and he and I disagreed all the time all the time and I was a lot of times the one vote that didn't you know get it that's okay but I never doubted that you're your your focus was always the kids the staff in the community and for that you can't ask for a better superintendent so I thank you very much for all the work you did and for the staff you know it's so sad to see Elite um Wendy you got my daughter she graduated from TCU is now a consultant in Washington DC and Corrine you got my son through High School so he's making more money than any others so let me tell you so again thank you very much I'm sorry and Billy you know
065every time I saw her she would give me a hug I mean every time I walked through the sidewalk at the grocery store she would give me a the sweetest person in the whole world and gosh we're really gonna miss you here so thank you hi I'm Mike Nickum I was on that board also I served 10 years in fact my last two years I was fulfilling the last term of Jesse Bray who this building's been named after um and so I was actually board chair when we selected Ralph and I and if you look all the things you're saying about how great the the unit how great the district is working and over time it's because we have the stability at the top and it's just the most important thing we only had to
066hire in my 10 years and since then we've only had to hire one guy and it's the most important decision you're all aware of that it's the most important decision you make if you make the wrong decision there nothing else is going to work and so I think that I was going to also say the same thing they were saying about you know when you go into this thing a lot of times looking for the next superintendent I remember we're going oh we want somebody who has primary level secondary level somebody who's been a superintendent before something and what you end up doing is you you're just describing a 55 year old person and what we we took a chance with Ralph because he had been at just one school district for a long time
067and he had done the different things and so that's what you need to be looking for somebody who can be here you don't have to look any farther than our neighbor to the South what happens when the superintendent starts churning and so I just keep that in mind think of somebody who's going to be here for a while and uh you know I had a great time with Ralph I think I was therefore for the times I think Bill and and Beth were on the board when we when we selected him and and he's really exceeded all expectations and uh they all say the word to some of the teachers here minty I thought Wendy was a fourth and fifth grade teacher yeah and then all the all the high school folks I just I
068think maybe a reflection on how things can work out for everybody is many of you know my daughter and she ended up wanting to be a big uh getting the entertainment business well now she's a kindergarten teacher thank you thank you for your comments it's now five o'clock which means we are going to head into closed session and we invite all of you to stick around for as long as you like we'll be there until 6 30 so you have 90 minutes to have a party out here and enjoy the snacks in the in the hallway um anything I'm forgetting bored anything thank you I feel like um I wish we had more time to chat oh I have a um a product for you yes let me give you that okay thank you so
069much you're welcome and here's your doctor all right and with that we are adjourned a closed session oh so much for being here tonight the Pacific Grove Unified School District Board of Education is reconvening an open session thank you um I'm going to report Action Report out action taken in closed session now so related to closed session number one negotiations for collective bargaining session planning and preparation with the pgta for 2021-22 and 2223 information was received and Direction given item number two negotiations collective bargaining session planning and preparation with CSEA 2021-22 and 2223 no information was given number three Public Employee discipline dismissal release complaint no information was given number four negotiations with unrepresented employee related to meet and confer classified confidential no information was given negotiation sorry number five negotiations with unrepresented employee position

071the equine healing collaborative presentation and this evening we have executive director Jennifer Fenton please go ahead talk into this yes please uh hi everybody my name is Jennifer Fenton that's for very short people I'm sorry um uh I as stated earlier I am the executive director of the equine healing collaborative we are a local non-profit organization that provides equine assisted Psychotherapy to individuals in the community who need it as I'm sure that you are all aware we are currently in May mental health month Mental Health Awareness Month um and what I'm here to talk to you about is uh not only our program programming but also the reduction of stigma and mental health um we are facing as I'm sure that you all know a huge Mental Health crisis among our youth but also with
072adults um and so some of the things that we have done and some of the things that we are doing in an attempt to reduce stigma around that is that we are partnering with local school districts we are actually going into the schools and we are providing uh students and teachers with presentations it's called mini horses big feelings and I have to tell you I could probably stand up in front of a group of kiddos and talk about mental health and they're not going to listen to a word I have to say but when I have miniature horses behind me they listen to everything that I have to say um and so you know that's one of the things that we do we also partner with school districts when it comes to referrals so for
073kiddos who are not necessarily fitting into some of the traditional therapeutic settings so for example they don't want to be taken out of class they don't necessarily necessarily want to be seen going into the counselor's office at school maybe there's insurance issues maybe there's problems with parents getting their child to therapy we actually are a direct we will accept direct referrals from school districts for situations like that where children don't necessarily fit into a traditional therapeutic setting one of the things that we have that makes uh our services better Beyond horses I know horses are great but beyond that is that we also have a lot of flexibility in terms of payment and so for a lot of families that can be a huge issue so we have a very generous lighting scale and then
074just recently we received grant funding from the Pebble Beach Foundation to provide Mental Health Services where there are gaps so whether our gaps are in insurance or whether there's gaps with parents being able to pay our sliding scale fee so we're able to actually cover those costs and the other thing that we boast is that we have a lot of relationships with local colleges and some not so local colleges so we have a very very large staff so we have current openings so we can get children in right away there's no big long wait list I know some agencies have months-long wait lists and so we want to make sure that when people are reaching out for help that we're able to give it to them we just recently signed a contract with um csumb
075so we're actually going to to start taking their Master's level Social Work students as well as UMass Global and again some other colleges that are kind of sporadically throughout the throughout the country so we take mft students we take Social Work students and we train them in equine assisted Psychotherapy for free which is rare and so we kind of open the door to make sure that there's a lot of people who are able to come in and to be served we currently boast a staff of about 40 clinical staff which is a lot and we're currently treating anywhere between 300 and 350 people a month and so we're able to do a lot of therapy sessions the other thing that I will say about our organization is that we are open on the weekend as
076well so again we want to make sure that people have access to Services we have uh boast long after school hours as well and then like I said we also have Partnerships with other school districts to try and support their staff we recognized early on in the pandemic that's staff were struggling just as much as our students were struggling with the pandemic and as I'm sure you all have heard people are continuing to struggle in those situations in those scenarios so we actually offer Retreats group Psychotherapy and individual therapy individual Psychotherapy to the people who are supporting our kids and our students in teaching so those are just a few things about my program I'm going to close with just a little bit of anecdotal evidence a story that happened to me just yesterday or
077day before yesterday I can't tell what day of the week it is anymore uh we're I was at La Mesa School and we were doing a presentation there and it happened to be during open house and a man walked up to us with his daughter and because of some custody issues he wasn't able to keep his daughter enrolled in therapy and he asked me he was like do you guys have openings and I said yes and his daughter comes up and he looks down at her and he says would you like to go back to horse therapy and she said yes yes yes there's nowhere else that you're going to find that so that's all I have thank you so much for your time I also brought just some information that I'll let you guys
078pass around one of them is our mini horse's big feelings handouts so we basically hand these out to kids and talk to them about how to ask for help thank you I'll take them I'll pass them around for the board and then ultimately we'll get them over to Alyssa so she can scan them and put them online okay thank you so much thank you so much Miss Fenton um you know what um let's go around and see if there's any um questions or comments from the board if you don't mind staying up there no that's fine all right thank you trustee Dr Hazen any questions comments none of this time thank you for what you guys are doing it's really exciting and we've personally benefited from your guys opening so thank you clerk McNary um
079thank you for the presentation I think more of a comment I would be interested in us exploring as a district what mental health services um would be accessible through the equine healing collaborative but I guess that would probably fall under a future agenda item so I will ask for that later in the meeting okay thank you yeah and we can also direct staff right now to kind of put that on your roster right to reach out to Jennifer offline and and bring that back if the majority of the board agrees okay yes I would be in favor of that okay trustee Ottmar thank you so much for being here and for everything that you're doing I'm excited to read about that and um hopefully to to have some little mini horses running around the school
080I love that I'll be there thank you thank you and trustee Brian Swanson um I'm interested in just hearing maybe a little bit more about what the process is I mean I know all too well what like person-to-person therapy involves so um but could you just touch on that a little bit more it's like obviously if there are horses involved so but um if you could maybe expound a little absolutely yeah so um I do a full psychosocial assessment on every single one of my horses so they all have a personality profile so while I'm training clinicians they are trained to integrate the clinical presentation the intervention and the personality of the horse in order to get a specific outcome so I'm just going to give you a very very brief example I was treating
081a young lady who was uh single-handedly responsible for putting away a Serial pedophile and she was 12 when she finally came out and talked about what happened she came into therapy with me when she was 13 and it was when she was 15 years old it was when she finally had the opportunity to testify so what I did with her was I had her work with one of my most challenging and difficult horses and so through that entire process she was able to learn how to land in her body and she was able to get this animal to do things to move so there's no writing in our program everything's done on the ground she was able to get him to move around the round pen and move through transitions so walk Trot walk Trot
082and then when she was done with that she stopped and the Horse stopped and then they have a joining process so he joined with her and then he followed her around the round pen like a puppy dog when she walked he walked when she stopped he stopped there's no halter there's no coercion of the horse of any kind and so as she was testifying and her perpetrator was sitting right in front of her what she reflected on was that feeling that she had when she was in the round pen and they successfully put that that man away he he abused like 12 girls yeah so that's just one example okay great thank thank you very much appreciate that thank you okay okay all right thank you and so um uh student trustee Avila did you
083have any comments no I have no questions but thank you this is a really important so I thank you for what you're doing thank you um and thank you so much for your presentation um so uh majority of the board I'm looking forward just to give a staff direction if we are interested in staff reaching out to Jennifer Fenton and learning more about where her program could possibly fit into our district and then bringing that back on a future agenda item for the board to review I would be in favor of that um cooker McNary you you're nodding your head trustee outmer yes just just one question I would love to hear from site administrators to either both past and ours here in PG about thoughts on how it could incorporate as well which is
084happy to do at the presentation or after yes that would be during the future agenda item yes yeah not not currently exactly so yes thank you um trustee Brian Swanson with thumbs up from trustee Ryan and this doesn't have public comment listed on the agenda but I am going to go out for any public comment is that okay with you bro sure yeah okay as long as it's procedurally all right I'm gonna do it because I think it's so important so um if anyone here in the public would like to speak um about mental health programming or anything that um uh Jennifer Fenton has presented please do come up to the podium and then um anyone online as well Louis if there's anyone online who regards raising their hand just give everyone a moment okay
085it doesn't look like we have anyone online who would like to say anything and no one coming up to the podium so with that thank you so much for coming out and presenting your information for the work that you're doing in our schools uh and Dr Portis do you feel like you have clear Direction on what to do next okay wonderful thank you so much so we're moving on now into the agenda um on to our information discussion section which is just a little bit early we're kind of pulling this one info item to the side and it looks like we have the ABM Building Solutions LLC team here I'm guessing all in blue-ish blue grayish and brown shoes Okay interesting and so um so if you all would like to step up to the
086podium Joshua Jordan we'll introduce you if needed and we are here to listen uh thank you president Carolyn um so we're bringing it up today it's uh Robert lulliment we've been talking for some time now about developing a actionable plan pgusd can use to work toward a higher level of indoor air quality as well as become more efficient um with with our carbon footprint but more efficient in our utility usage here in the district so Robert and I met and we talked at Cash uh conference this past year I have had a relationship with ABM in the past working with other school districts and what they've done for us and what he'll be presenting on today is a preliminary assessment report it was no cost to the district and the preliminary assessment report report will
087follow with other actionable items which I'll I'll ask the board for direction on following the the presentation today so I'll hand it over to Robert awesome thank you so much uh Mr Jordan so yes like stated uh my name is Robert laliman I work for ABM Building Solutions and I'm here to present the results of that preliminary facilities assessment that we conducted on behalf of Mr Jordan and the facilities team I want to begin by thanking the Board of Trustees for allotting time for the presentation as well as all of the Pacific Grove unified staff that have helped us with the process thus far everybody's been very accommodating and it's been truly a pleasure to work with the district so very quick background about ABM we were founded a couple hours from here in San
088Francisco way back in 1909 and we currently service and maintain over 3 700 buildings in the state of California and we proudly employ over 20 000 Californians uh there are three additional team members in blue with me tonight our regional director Derek reichstein our regional vice president Brett littenthaler and our engineer and project developer Uh Kevin wolf so um Mr Jordan already summarize a lot of the projects so we did meet back in cash in Sacramento we were introduced and we discussed some of the goals that the district currently has in terms of infrastructure um primarily indoor air quality as well as completing some lighting projects that were started via prop 39 um we also discussed some of the challenges that are currently being faced with projects being performed through uh measure D given the
089high elevated costs and supply chain issues that we've been facing after covet 19. so as our discussion progressed I was able to share with uh with Mr Jordan that ABM could perform an infrastructure Improvement project for the district via California code 4217 and more importantly fund that project um via operational maintenance and utility savings that could be achieved by implementing some key measures after establishing an approach that we felt could benefit the district we proceeded to sign a memorandum of understanding which allowed us to perform this no cost preliminary assessment for the district so our team at that point worked with Pacific Grove unified staff to collect information about District facilities this included maintenance expenses operational expenses and utility bills it was at that point that our engineer Kevin came out and spent two days
090with Pacific Grove staff walking the district That Sidewalk is very important because we get to see the equipment physically and see what it looks like but it also allows us to search for some unique opportunities that might have not been identifiable or obviously apparent otherwise so at that point we compiled all that information and put together the presentation that we share with you today so during our early discussions with Mr Dorne it was clear that improved ventilation and indoor air quality was a top priority for the district right now this was very much confirmed during our sitewalk so we did see a lot of Aging infrastructure and Equipment throughout the district and we didn't know that ventilation does not meet current standards um we also noticed that some of the equipment uh was beyond their
091useful life and we did come to hear from staff and notice during the sitewalk that windows and doors were having to be kept open all day while running the heat constantly just to get enough fresh air into the classrooms to keep the environment both safe and comfortable for both students and staff so we do recommend upgrading those units some of the units that you see in the images are units that are currently in operation throughout the district um in order to improve indoor air quality all throughout integrating those units to the existing Pelican wireless system that you guys have in place would also further increase the efficiency uh taking this action would not only improve comfort in the classroom but also safety um two things that various Studies by the California Board of Education have
092shown can improve test scores anywhere from five to Seventeen percent just showing different grades of comfort in the classroom we didn't know that the boiler at the high school pool also needs some improvements while the unit is relatively new it has already been failing and causing maintenance issues um and uh basically installing a new heat exchanger there would be much more efficient and prolong the life of that of that boiler um something else we looked at was lighting throughout the district Lighting in the district is actually in pretty good shape there are some areas that have not been converted to LED that we do recommend to be converted as that will generate a great deal of savings and just improve overall learning environment uh we also recommend installing occupancy sensors and daylight sensors strategically where
093it makes sense um while walking through the high school we couldn't help but notice the amazing new stadium that you guys built under measure D it's an awesome facility we didn't note one item which is that the lighting was not upgraded with the rest of the facility um Stadium lights use a lot of power as you can imagine and so we do recommend that those be upgraded to LED but not only just upgraded them to LED but also perform a redesign on them to reach appropriate light levels on the field and the track and the stands which all are actually different and that'll improve the environment for both athletes and Spectators around the facility uh we also did take a look at building envelope and Water Conservation so when we talk about building envelope we
094like to think about it as the skin of the building per se so we think doors windows uh roofing for example so we didn't notice some aging buildings across the district which again isn't really a surprise 69 of the of the structures were built before 1970 um that being said most buildings could use door weather stripping and ceiling some window ceiling and in some areas we did find opportunity for window replacement when looking at the water is something that we we did notice that water used for the district was actually exceptionally high so typically typical water expenses in a school district range anywhere from 40 to 50 percent of what the district spends on electric and gas for Pacific Grove water expenses were 88 of electric and gas so double what we would have expected
095to see so that being said we would recommend upgrade irrigation controllers uh throughout the district as well as installing Leak Detection replacing some of the water heaters and then installing pedal valves could be something you know a smaller scale to reduce waste as well the topic of energy resilience actually came through via discussions with District staff so we're all a little too familiar with PG e and their power shutoffs unfortunately um it was brought to our attention that these shutoffs were actually causing a pretty big impact on instructional hours and we typically think about a power shutoff causing problem with lighting or HVAC systems but the challenge here is actually I.T related power outages at the middle school where the it Hub is located has forced the district to lose crucial times of not only
096instructional time but also operational time here at the district office cumulatively amounting to about six and a half lost days per year while this would not really be an Energy Efficiency upgrade per se it could be a considerable Improvement to install a solar system with a battery backup or a generator to service the it Hub in the middle school and therefore recover some of the Lost instructional and operational time the district has been has been facing uh with those shutoffs so the previous slide um showed areas that have came into Focus during our preliminary assessment we didn't know some other potential improvements to be considered for example converting the baseball fields to Turf like the football field uh could provide um relief from landscape and irrigation costs and it could also provide a potential Revenue
097stream for the district by increasing Community rentals or something that that could be looked at there's some opportunities to add plug load controls and make some building automation improvements we identify some opportunities for added insulation in the Attic as well as roof repairs which I know are actually being addressed via measure d by the district right now there are some opportunities for electrical service upgrades and some gas appliance that could be changed to Electric so that's pretty much what we saw during the preliminary assessment uh so far but we can dig into a little bit what that means or could mean financially for the district so here we can see the seven uh sites that the district currently operates along with their square footage and their annual utility cost the average school in California School
098District in California we take a look at your speed of your peers they spend about 332 dollars per average daily attendance on utilities in the 2021-2022 school year Pacific Grove unified spent about 684 dollars per Ada so that's a little more than double the average District based on the information that we gathered so far and and please do know that this was still a high level high level analysis we're going to spend a couple a couple days on site and then did did work back in the office but we estimate that there are infrastructure improvements that are available right now that could generate about a hundred and ninety thousand dollars annually in Energy savings for the district so our goal would be to you know get the district as close as possible to the average
099or you know maybe below ideally in addition uh to the Energy savings we estimate that there could be about sixty three thousand dollars in annual maintenance and operational savings that could be garnered from implementing some of these improvements and some cost avoidance savings could also be realized as well but we haven't quite Quantified those yet when we talk about cost avoidance it would be something like avoiding the expense of replacing the boiler at the high school pool on the early Side by prolonging its life installing the heat exchanger or avoiding Landscaping costs at the baseball fields have upgraded to Turf for example so essentially based on what we've seen uh this puts the district in a position right now um to implement a project that would generate about four and a half million dollars in
100infrastructure improvements and in addition some of those very measures that we've identified were set to be funded by measure D so those measure D funds could then be redirected and spent on other high priority items that might not have been um thought of back in 2020 when the bond originally passed so I've mentioned um California code 4217 a couple times and well I know that Mr Jordan has completed a couple projects using it in his past life before joining the district I do want to elaborate on it a little bit as it is an important mechanism to be familiar with so 4217 allows a public entity to single Source into an energy contract so long as the anticipated cost for that contract is less than the anticipated savings that the district would receive under that
101so essentially the project has to pay for itself for it to be allowable under California code 4217. in addition to that there are many advantages to be gained from it it puts the district in a position to select a partner that provides the best value to them as well as design the project in a collaborative manner it also provides a lot of cost advantages because by working with a turnkey provider like ABM is it puts the district in a position to avoid a lot of the large design fees that typically accompanies a little bit of process architecture engineering all separately using 4217 also puts uh The District in a position where the savings once again fund the improvements right so ABM will guarantee those savings which is part of 4217 to essentially make the project
102pay for itself it also helps the district avoid some of the pitfalls that happen during low bid as part of the guarantee is that there will be no change orders or cost overruns because once again the project has to fit inside of that that bucket uh something quick that I'll mention uh just because we we did it a couple weeks ago is we do also have a team of grant writers that would work with the district to look for and apply for grants that might be applicable for the project just a couple weeks ago we work with Mr Jordan to help the district apply for a 2 million Grant from the EPA so good luck on that hope that comes through as well as looking for applicable utility incentives and rebates I know there's a
103couple that are available right now in this territory that could also help with funding so we did identify a lot of opportunities for infrastructure improvements here at the district and there are many benefits to be gained from implementing them if we were to complete the key items identified we could improve the productivity and health of both students and staff across the district we could Garner Energy savings as well as provide general fund relief for the district in addition we could also stretch the impact of measure D the world has changed a lot since March of 2020 when the bond was awarded and those impacts are still being felt inflation and supply chain issues while they have been somewhat alleviated they are still elevating process uh prices and causing delays which therefore further restrict the ability
104of the funds to reach the goals that were originally set we're in a position through one of these projects to strengthen the district's roles as a positive Steward for the community and help carry out its Mission which I've conveniently listed on on the slide and I won't read all of it aloud but the last piece of it really does resonate with with our building organization which is to provide a positive safe and stimulating environment that's actually something we strive to do every day so through this process we've learned a lot about Pacific growth facilities as well as some of the goals that the district has in terms of infrastructure and we would love to help you with that and and be successful in achieving those goals in order to do that we would need to
105move on to the next phase in our process which would be to conduct a full investment grade audit of the facilities here at the district and fully design a project in order to do that that does require board Direction and a master development agreement to be signed by both the district and our team the MDA would result in an outline of scope of work and would produce for the district a total TurnKey fully engineered no change order guaranteed project under California code 4217. the goal would be to focus on the improvements that are of the highest priority for the district but also those that generate the most savings maintenance operational and energy and therefore generate the most funding for the project and therefore for the district once that data is compiled and complete we would
106prepare a presentation very similar to this one but with a firm scope of work and financial analysis for the district to then review and approve to move forward if you so wish so with that I mean I'd love to open up the questions thank you once again for your time we're all available to answer questions Uh Kevin who actually walked the site if anybody wants to get really technical foreign thank you so much Robert um board I'll go around and see if you guys have any comments and questions clerk McNary um thank you for the presentation I don't have any questions I guess from my perspective um it looks like cost savings increased safety for our students um better productivity in the classrooms and a way to save some of our measure D funds so
107that we might be able to stretch them a bit further so I guess at this time it looks like um it looks good to me yeah almost too good to be true right that's what I wonder like what am I what else is there what are the blue suits selling us today okay trustee Ottmar thank you very much for that I don't have any additional questions I had the same thoughts um that clerk McNary was just expressing um it sounds great to me when you say that it will uh pay for itself over time over how much time so it really depends uh California code 4217 stability is a maxim of 20 years and it really depends on those measures that that you that you implement whether useful life will be 10 15 or 20.
108um I think in the basis for the analysis we ran with 15 years just because of the way the pay scale penciled out based on the preliminary analysis excuse me um but we can obviously look into that as well okay thank you trustee Brian Swanson so is there a cost associated with The Next Step At All yeah actually Brett I'd love for you to come up here and and get a little bit more details on that but so yeah so essentially there is a cost Associated however so we have stipulated the cost at 35 000 that does get rolled into the project if you decide to move forward um so it becomes absorbed into the 4217 contract which again has to pay for itself so the car the cost becomes absorbed okay so the 35
109000 is only applicable if we present a full project that fits under 4217 and the district decides not to move forward okay great thank you Sorry Brad I just I juked you on that I'm sorry thank you um a trustee student or a student trustee Apple excuse me yeah just uh thank you on behalf of the students um the uh whole having to have uh open doors and windows can be a little tough sometimes um so thank you for doing things to be able to fix that thank you trustee Dr Hazen yeah um just a quick question when you mentioned there were no cost overages but what in a hypothetical situation when if costs did go up well whether a supply chain or whatever 20 do you have to choose cheaper products to make the
110goals or how do you Implement those that is an interesting question um so again we guarantee we guarantee the project we guarantee the cost we guarantee that no change orders if we were to be put in a position to change product again everything has to be approved at that at that stage by the facilities team so we ensure to pick we ensure to pick products that meet the same the same standard right because we have to have an agree to put upon scope of work um additionally to that one of the big advantages of doing 4217 is that a lot of those supply chain issues are mitigated because we're able to plan for that construction during the design phase we don't have to wait until everything is prepared design bid one and then order um
111also because just the rough order of magnitude ABM is about a seven billion dollar company we're publicly traded so we do a lot of projects like these and therefore we have access to equipment and Crews that are ready to go at a standby so we help just by sheer size I have to say it but by sheer size we help we avoid a lot of those problems thank you very much for the presentation thank you um Josh Jordan have you used the spender before so I've worked with school districts that have used ABN before I personally didn't work in the school district I worked for the County Office of Education um but I want to be clear about one thing um I'm a cash board member as well so we have you know about 4
112000 members in the state of California 2200 school districts um they're a well-bedded organization that's why I interfaced with them when I did I knew that there was some goals that this District had and I knew that the way to attain those goals was to go through a 42-17 government code project I do want to mention one thing when we look at this after uh if the board so desires to move forward with a master development agreement um the cost saving the way that I see this structured from The District's perspective is and as Robert alluded to the project has to pay for itself over time so if it's a four and a half million dollar project the cost savings over 15 years has to equate to four and a half million dollars but the
113way that it works from a functional perspective operational perspective from the district is that um year one of the project let's say we get through year one of the project and now we're realizing 189 to 225 000 in cost savings we can take those operational cost savings that offset and use that to pay for municipal financing lease so we're talking about Debt Service here for the district but the operational cost savings will pay for that debt service so there's really no increased operational cost to the district other than year one let's say if it's a one-year project I've seen these pencil out many many times over the years 4217 I've worked with many different entities on more related to efficiency measures such as solar PV systems and so forth but also very similar to what
114they've described today and that's why I reached out to them and I knew this was a big important thing for this District to move forward with especially as it relates to indoor air quality thank you so much we're going to go out for a public comment now if there's anyone online or in public you're warmly welcome to come up and speak at the podium or raise your hand online and we would love to hear from you I'm just going to give it about 10 seconds to see Robert you might have to share the podium you might not we'll see you start with these guys and while we wait for that board members have any other questions or comments popped in your minds no okay thank you Lewis nobody's online all right thank you so much
115um so it looks like um Josh Jordan you're looking for a little bit of board Direction on this um to either move forward or not I am um this isn't an item that has a vote Associated or um with it so we just need to give direction kind of like we did with the previous items so just go around um to the board starting with Dr Hazen um would you what would be your direction on this yeah my direction would definitely be to proceed thank you for bringing this up you know I would love to also have some contingency plans in mind like when you tear down a wall and you notice that there's 50 000 more pipes than you thought that now we're going to increase the cost just getting some idea for that
116and that scoping would be really helpful thank you clerk McNary I would be in favor of moving forward with the next step as well okay trust yatmar I am as well I just thought of another question um the question is about like a mold remediation because there's a lot of mold around here so um is that included in the scope um if you know you open up a wall and we find that there's mold damage and it needs to be remediated I know that that can be pretty expensive so I think Josh Jordan wants to speak go ahead Josh right so before I mean we're moving forward with potentially the phase of the master development agreement and during this process we'll do a new updated ahero report we have a new one I think John
117did one recently within the district but um that report will tell them prior to opening up any walls you know what what type of materials exist if any other potential hazardous caustic materials exist so they'll have that report before they move into project into actual project development phase thank you I would also say that during these type of projects you always build into the overall project a contingency fund um and that's something we would talk about moving forward after they present the master development agreement findings to the board if you so desire to move forward thank you trustee Brian Swanson uh I'm in favor of next steps okay great yeah I look forward to more data coming in which the only way we can get that is if we go the next step so um
118you've got I'm sorry student trust Diablo are you interested in the next episode yes I agree with everybody else all right thank you so much okay you have your direction thank you so much thank you for making it all the way how far did you all travel to come tonight Sacramento Dallas all the way blue suit okay wow so Sacramento Dallas to sacramentos wow Kern County Kern County wow well thank you so much for making the drive out to Pacific Grove I hope you have a lovely stay here and have good food and good lodging while you're here thank you so much have a good evening all right moving on to the next part of our agenda is actually something really fun it's recognition of our student representative Ray Avila for his work on the
119Pacific Grove Unified School District Board of Education he looks a little embarrassed I'm so sorry if we're going to embarrass you tonight but um I think all of us board members and a variety of Staff members would like to um say a few words um about how much we appreciate you so uh we will start with trustee Brian Swanson go ahead well Ray I remember your name before I ever even got to know you by your parents dragging you to um Marathon Volunteer projects that I was doing so thanks both of your parents for doing that you know we've I think this is my eighth year on the board and we've always had really wonderful student Representatives but you have taken it to a different level and in a good way in a really wonderful
120way you're so poised you're so well spoken you uh you you contribute you have questions um you know I've encountered a lot of young people in my life and in the different businesses that I've worked in and every once in a while you come across somebody who you go that guy or that young woman that's somebody who's going to go far and they just have a certain quality about them that is just spectacular and that's what that's what describes you your spectacular young man and I'm going to miss you terribly but I'm glad that I got to spend this time with you on the board so I wish you great success I know you'll have it as you move forward so good luck to you I will miss you thank you I appreciate that a
121lot I'll miss you too thank you so much thank you and next up I have a for my comments I get to present you with a certificate thank you and a little flower that hopefully will live for a little while and then Angela Lippard in the office has a way of keeping those going so when yours dies out you can give it to Angela and she'll keep it alive um and then we're going to continue around the board for any other comments and then maybe we can take a quick board picture outside if that's okay with everyone especially with Dr Portos in it because that will be his last year his last student representative um so um trustee Dr Hazen Echo a lot of what trustee Swanson said um you are the first student representative
122I've served with and we came into this new opportunity together even though I think you preceded me a little bit but it's been really nice to be able to work with you and you know learn a bit more about you and I'll just say you know as a district we are very lucky to have had you as part of it and I hope that there are a lot more students like you because that will only spell good things for our district so thank you for your voluntary service here and yeah I will miss you as well thank you bye thank you clerk McNary thank you for donating so much of your time to board service um no other high school student in the district can say that that is graduating right now so truly um
123every meeting you have great insights into the student perspective which I find extremely valuable and I hope as you pursue your interest that if it's in your flow you continue to use your voice in this way because you do have a gift so I hope you I hope you do that so thanks Ray thank you thank you clerk McNary trustee Ottmar thank you so much and all of what everybody else has just said there's some big shoes to fill when you head off to college and that chair is empty so um you have set a fantastic example this is my first experience you know and fantastic your parents are probably so immensely proud of you and we're all so proud of you and just thank you very much thank you absolutely such a special person
124and you really do have that gift of being able to Advocate but not create um kind of a divide so that's something very special you will absolutely be successful in whatever you choose to do whether it be a gap year military Community College college I don't know what it's going to be you might not either I'm playing baseball at NPC oh my gosh wonderful they they're so they are so lucky thank you um divorce right I watched you grow up and uh I have to say that I am just so impressed with you um as a human being first and foremost and then as a student and a leader it's been wonderful to watch you interact with your your student peers and as everyone noted you know you have that you have that ability to
125walk the line of just kind of hanging out with your friends and being just a great kid and then coming up to the dice and suddenly you know they're just poised and sophisticated board member and it's really pretty impressive so thank you for your service not just to um the board here but to your your fellow students because you're their voice and uh you've done a tremendous job in fulfilling that so look forward to seeing you on stage in a week we'll see you see you there absolutely Josh Jordan do you have anything yeah I just think it's really neat um that we have a student trustee on this at this diocese I had not seen this before in any of the two districts I was at prior and of course not at a County
126Office of Education um but it's just it's I think it's great to have student perspective and everything that's being done um you know related to the business of of running a school district um it's extremely important to have that voice here at the table and a lot of the decisions that are made and I mean we've had a great voice I've been only been with you for 10 months but uh it's been a pleasure the entire time to hear you speak and see you at the school and and looking forward to hearing how the future turns out for you best luck with baseball next year thank you yeah positively okay do we have any members of the public who would like to share a couple of things um you're so very welcome to come do
127so and then oh wonderful we do have someone online who's raising their hand as well so we'll First Take Mr Garcia's comments and then we'll go on to Shane Steinbeck online all right Ray a couple months back I said uh you know I wasn't sure if you were going to graduate yeah I remember that talk yeah and uh really haven't decided yet so um with all these great things that have been said about you I think everybody actually would like to see stay around for for another year so I'll see what I can do in Synergy to make that happen yeah on behalf of the board all right uh you are a leader absolutely on the field in the classroom around campus here for our district our community you're an impressive young man and I
128am proud to be your principal and I know as everybody here has said you are going to do great things and I look forward to seeing that I look forward to be able to brag said that kid went to my school look what he's doing because I know I will say that as well many people in this room and to your parents you've done an amazing job you've raised a solid young man and thank you for doing that congratulations Ray thank you thank you for everything absolutely and you know that principal Garcia means it because he is a man of few words so for him to speak so eloquently is really really really means something that's really cool uh Shane Steinbeck online yeah hey everybody can you hear me yes Mr Garcia you're a tough
129act to follow come on um uh Ray I just wanted to say and and you know this um when I would stop you in lunch line or when we're in the Student Union what would I say to you you remember hey buddy come here right and I'd bend your ear um you're one of the the few kids since I've been an assistant principal uh Ray that I could I could kind of rely on to keep my my uh you know my finger on the pulse of the students and just you're a fantastic kid you're going to do great things buddy um I really appreciate you uh best of luck to all you bud really really appreciate you thank you it means a lot thank you anyone else here like to say anything at all if
130not we'll go outside and take a photo oh we do have somebody oh cool this is very special please go ahead on behalf of my husband and I we just want to thank all of you for treating him with such respect teaching him so much and just letting him be a part of all of this it's a very emotional week for us um but thank you that's all I wanted to say thank you to each of you okay with that perhaps we can go outside for just a quick five minute recess we'll be back at 7 23 and if we could have a volunteer take a Melissa do you maintain a picture okay thank you so much we'll head out now this is amazing okay wonderful we are back at 7 23 . and now
131we're headed into the communications portion of our agenda so I will read off the written Communications that I have received and then the rest of the board members will do the same all right so these are the written Communications I had as of today at about 2 P.M an email regarding uh Monterey Peninsula Community College governing board trustee evaluations uh email regarding Pacific Grove unified school district Network system security two emails related to board retreat information for Community Human Services an email related to the Congressional Art Award in Mr Kelly CTE class which by the way one of our students won first place in that contest was presented by Jimmy Panetta very cool an email related to board policy number 4131.7 I heard a cough sorry um a timeline for superintendent search cannabis in Pacific
132Grove and Pacific Grove unified school district preparation an email from California Latino School Board Association a call for proposals a workshop follow-up related to our special study session on email uh very similar to the earlier email related to cannabis but this one it had the same wording but a very similar wording but a different subject line so this one was Cannabis abuse and sale in PG and then lastly observations experiences and suggestions for Hope will change um for hopeful change that was the end of the subject so that's what I have any um board members have anything else in addition I'm not sure if you hit this one but we also received an email regarding agenda item o for this evening oh thank you I missed that one thank you anything else nobody else buying
133anything nope a lot of cannabis emails I would love to see what I mean not just because it's cannabis I don't stop thinking that just did you get those candidates no I didn't it's like who's emailing you about cannabis you didn't no huh they got for it yeah really well I'll speak I'll speak to it all right we'll follow up and see yeah I'll look for it I'll Google or I'll search my emails for it too okay no problem at all okay um so I will so I have given this list to Mandy so she can add it to the minutes so there we are all right uh moving on from written communication board member comments first up trustee Brian Swanson I think I've commented enough for tonight already so I've got nothing else to
134add understood I feel the same about myself so I'm gonna skip myself student trustee Avila uh yeah just briefly um wrapping up the year we had prom last Saturday that was a very fun night thank you to Mr Garcia Mr Steinbeck for for all their efforts for that uh it was at wave Street Studios which was a really cool venue in uh Cannery Row so that was lots of fun uh today we had our Hello Goodbye rally which we have every year um which is a a rally that we have for the outgoing seniors but also for the incoming freshmen so that the eighth graders from the Middle School come up and uh that was a fun rally I saw a couple board members there um and then as far as sports sports all done
135except for our softball team which has their first playoff game on Saturday in Mountain View I believe right Mountain View so uh good luck to them and uh it's just about it just finishing up a great school year thank you so much student trustee trustee Dr Hazen yep I've said enough as well thank you thank you Cliff McNary um a board report item I'm I am our representative on the community Human Services Board and we had a meeting and an all-day board retreat today um so we met in the morning for a regular monthly meeting and spent the rest of the day talking about um strengths and weaknesses and goals for the organization um and expansion expansion of services for mental health unhoused and substance use prevention and abuse programs I'm hopeful that in the
136fall we'll be able to have a presentation from Community Human Services to see what additional services or resources we may be able to gain from that partnership so that's all thank you and thank you for spending your majority of your day there um okay let's see trustee armor I have nothing to add right now I have nothing else enough comments for now yeah um board members have I missed anyone I think I got everybody okay great uh and so with that we'll move on to the superintendent report thank you madam president um I want to um just uh follow up on the on the Cannabis question um we the um just because I was asked to do so anyway we had received a um an email from one of our community members Mr Gibbs who
137had asked us to follow up on um uh what the school and the school district is doing around education and prevention and um just support of students in light of the new pot shop eventually opening up in town and that's the board as the city council is discussing that item and all its impacts and effects um uh so I invited him to come meet with me we end up having a great conversation we spoke for about an hour in my office and um he offered a lot of his support and some of the community groups that he's part of and um he wanted to get some talking points that he could use with the city and the city council which I also shared with him and some thoughts um and then invited him to uh
138meet with Mr Garcia which is going to happen and some of the other principals as well to just talk a little bit about what's happening in the school sites and um he was he was very pleased with the interaction that that we were having with our students and the education we're trying to provide and um knowledge of kind of being aware of what's coming down the pike for us um as you know we've over the past years we've we've I've been very active in trying to suppose any opening of of marijuana sales in the city so now our next step is going to be doing the best we can to educate our students and inform them so they can make their best decisions so that's what that email was about and um I think Mr
139Gibbs will probably be back again at some point in time I invited him to to please um interact with us as much as he'd like so that's where that came from good conversation I'm sure that more will come um and then the other thing I'll add because it's a large agenda um the rally by the way was a lot of fun today it was a blast I thought of all the all the teachers and administrators are watching the amazing flexibility of students on that chicken floor my back was hurting being just watching the whole thing um I want to just say thank you to all of the staff the classified certificate admin for the work that's going on these last couple weeks of school especially are trying to close down getting the last moments of
140Education that you can with your students at the same time hosting the rallies doing the field trips doing the activities helping students with their schedules there's just so much happening and um it's sort of the unsung heroes out there and the staff is doing a tremendous job and please know we see it and we appreciate so much of what you're doing and we're looking forward to a fabulous end of the school year I'll culminating of course with our graduation or two high schools and um we'll look forward to that and again thank you all the staff for the work that's happening and looking forward to the last week of school coming up and that's all I have for tonight perfect comments thank you so much okay moving on to the next part of our agenda
141which is individuals Desiring to address the board so I'm just going to read a quick disclaimer it's just a couple of sentences here um public comment on any item of interest to the public that is within the board's jurisdiction will be heard the board will also take public comment on each specific action item prior to board action any individual wishing to comment on a specific item on the current agenda are kindly asked to wait until that item is being discussed the board will allow a reasonable amount of time for public comment on each agenda item not to exceed three minutes per speaker and no more than 20 minutes per agenda item pursuant to board policy so with that moving into pgusd staff comments on non-agenda items would anyone like to speak you please do feel
142welcome we've got anyone here in public in person or online well we do have someone online wonderful okay let's start with that go ahead Louis uh we're unmuting Barbara Martinez hi everybody Barbara Martinez principal of the adult school and safety director for the district I have a couple of things I just want to say thank you to Irene principal Irene for covering the adult school she's been amazing dropping in every classes amazing with our ESL students and um just so thankful that she's there at the adult school and I would be remiss if I didn't honor Ray right now and I know it's going to be surprised to him but Ray I've been your grandma's grandma Judy's neighbor for years and we meet and we talk about you all the time and how proud We
143Are of you so I just want to publicly publicly comment on how proud your Grandma Judy is of you and how I am of you and I um I just wish you the best you've been just such a great student rep and um I'm really proud to have you on the board just want to say that thank you my grandma talks about you a lot well good luck to you in the future thank you principal Martinez thank you you're welcome anyone in Pub anyone here in person Matt Bell go ahead once again you'll regret giving me the microphone um first of all I do want to congratulate Ray nice job thank you Mr Beau all done um secondly I would like to thank the board for allowing me a chance to come out of retirement
144and said and have the honor of working the Forest Grove staff I want to tell you that Mary Riddell and I have been working and yesterday we held a staff meeting with Forest Grove staff and we had we call them principal elect Abby arbron who also attended the staff meeting yesterday and we led the staff through a series of exercises and I gotta tell you what Mary Riddell and what abiak and this staff accomplished in an hour and a half was amazing we went through the whole process of deciding what our culture was going to be for next year we start out with Kudos we talk about how do we support each other how do we bring up the things that have been done well for each other that don't get sung to each other
145because the teachers don't always get the pat on the back they get the angry people and the people that are happy you guys are very aware when people are happy they don't come to the board and and and say trustee I just want to let you know what a great job you're doing you don't hear that you hear the angry people so if we don't support each other but we don't get supported very well so we went through establishing culture like that we went through a roses and Thorns piece we talked about the Thorns that we've experienced over the last few years and we actually had the staff write out their Thorns their anger their frustrations their things that made them made it difficult for them to teach and they wrote it out on pieces
146of paper and we had them do this silently and then they came up to a paper shredder and Shredder them put them in a plastic bag put them up in our staff room and we said these are the Thorns that we pulled out yesterday we had tears most of them mine but anyway we we had tears as we went through that then we talked about the things that we accomplished this year again I had them do a silent exercise so that one voice does not rise above the other voices but we work as a we because we turn from the culture of me to we and they wrote all the things that went well this year and they took all those things and they put them up on a Post-It big piece of butcher paper
147completely covered with roses we group those Roses we had a couple of teachers come up silently and then they themed those roses and they said what did we do well love of our kids support between one another the love of our job amazing things every school could do this every principal can do this but this is not normal we don't have districts all through the state that can do this sort of thing you know that then when we were through with that I'm going to cover up this blinking piece here um and I'm going to tell you that we talked about what are we about at Forest Grove who are we and what do we want every fifth grader that leaves our school going to middle school what do we want them to have what
148skills do we want them to have what what behaviors we did not come up with a need to be able to solve the quadratic equation we did not come up to the need to re-reading at the 12th grade level when they leave fifth grade we leave we've had them what they accept and look for mistakes so that they can grow they can be kind to each other that they know when to ask questions when they don't know how to do things and they can be good citizens you guys are all nodding at this this is obvious when we talked about their why of why they are there brought this up with the teacher yesterday because we had our site plan which will be presented to you soon talked about our site plan we talked about
149what are our goals and the at-risk students that we have and how do we bring them up and I asked one of the teachers IG we talked about this we can come up with some funding how do we come up with some funding for our El students and how do we bring our El and our English language learners up prior I don't know if we can do this I said no no you get from the 10 foot level get to the 30 foot thousand top 30 000 foot level tell me what you want she physically responded and she goes what I want and I said right there stop that's your why we will make this happen design it we'll make it happen because that's what we're about at Forest Grove and frankly Robert down can
150do this in the middle schools and do this and you know the high school can do this what we have in this district is not normal Abby arbron is beyond excited staff is beyond excited to accept her in her leadership will bring this school into Unity got amazing administrators here you guys know that right it's an exciting time for this district and you guys have a big job ahead of you to support your staff support your Administration I wanted to say that because this is probably the last time I get to address you as an employee right so I will be on so I'll cover that up 14 seconds Beyond or 14 minutes behind I'm not sure but I gotta tell you this is an amazing District so recognize that you have amazing administrative staff
151truly we're losing some amazing administrators but we're going to be able to replace them so support that I'm so excited for Forest Grove it's a good time to be a falcon thank you thank you and is there anyone online who would like to speak no nobody okay Miss Diane please hi hello good evening board and all the teachers and everybody else that's here tonight um I'm Diane Barone I am a site supervisor and the teacher of the state preschool here with our district this is pakash Kumar profession I have been working together for well see I've been I'm this is my finishing my 19th year as in my position in year 35 years 35 years and I want to just say that our program is running strong and I have parents that I had invited
152to come to talk tonight but um there's a little bit of a sickness going around so a lot of parents are home with their kids for tonight so I'm sorry about that but I do have a couple others that might speak up here I want to say it's been a pleasure and honor this year um oh we have been it's been a while since I've done a presentation for the board since before coven and um boy that covid it it was quite the experience especially if you can imagine 39 weeks of boxed curriculum for over 20 children every Monday driving up to our little preschool and we had Banker boxes full of curriculum that we circulated every week with lesson plans and activities for parents to do with them but we did it and we
153did it you know with gusto you know we're happy to do it learning experience and I never have been a firm believer of systems uh been a little Rebel along my my lifetime but I really wouldn't have made it without developing systems systems that would work and we did that so I'm so proud of that so here we are um just letting you know we're we're alive and well and we welcome you to come visit our program anytime we have a morning class and afternoon class and our graduation is going to be this Friday on the 26th at 11 o'clock at our little playground and so we have 15 children going to TK and kindergarten this year so we're so proud of all of them um but I want to say thank you again for
154all your support because we couldn't do it without your support and we've had some Renovations of our playground and that's still all in the process and we're working on that you know but we're looking forward to another year it'll be my 20th year and so uh again thank you and prakash do you have anything to say thank you okay okay thank you very much board thank you Miss maroon was that um Friday the 26th it is okay yes for and what time is your graduation 11 o'clock 11 okay thank you so much thank you if you can make it thank you I'm gonna check my calendar I hope I can okay I love that school thank you so much to give my uh input but I don't know if I should wait till the public
155comment part or because you're still on staff yes we are still on staff um uh uh Lewis or somebody okay yeah let's we'll follow protocol we'll call you back up in a moment thank you so much Mr Moss is it Barbara Martinez Barb is that a current hand or an old no it's a new hand no hand yes Barbara Martinez principal of the adult school and I oversee State preschool and I just want to say oh my God Diane yes you are a rock star prakash you are a rock stars and yes you are a rebel and I love you for that you have me you're an institution you both you're a team and the state preschool program is amazing because of you your Emilio Reggio program and your Outdoor Classroom and your input for
156state um presentations you have just done such an amazing job I can't even start like explaining how proud I am of you and the state preschool program I just um I adore you and I want you to keep doing keep chugging on and can't wait for Friday thank you and to be clear it's not tomorrow right it's next Friday next Friday okay thank you okay um any other staff members here in public who would like to um speak or online essentially it's last call so if anybody would like to speak all right I don't see anyone so we're going to move on to community members wanting to speak about non-agenda items and so if we have anyone here in public best your Moss thank you in advance um just to I have a couple things
157um but I was asked at the last minute and I'm so happy to do this because I personally have a a grand nephew that's in Diane's program he's autistic and uh when my nephew was trying to figure out what was possible you know I said let's let's try the the preschool and he has had just an amazing experience there he'd never been to any kind of preschool before and so it was just you know I mean he loves school he comes every day he he says he loves school he says he's got work on his speech and um but he's fit in so well and really that is to you too thank you so much and so we should be proud of this program it doesn't always get the attention maybe but there they are
158and they've been there for quite a while so so I support you okay then the other thing I didn't get a chance to talk to Ralph and Ralph I just want to congratulate you on 16 great years and um so I look back in my notes guess what I found well here is your application on March 15 2007. to apply to our district and did we do our interviews at Meals on Wheels somehow I yeah I I I can see it and I remember the other people the other interviewers yiwis that we had um and then Ralph comes in and he was the only one who came in with a note with a yellow notepad and papers to you know he had things to give us he was so prepared and that always impressed me
159right off the bat like and I couldn't understand why these other and the other ones that we're interviewing had been superintendents before and I think they felt like they didn't have to do it you know like it was interesting so I was reading this and I made notes on your application and so I'm just going to read if if it's okay with you Rel this one this one part that I I underlined and I put love that that's what I put about what you said and it was I also seek to Foster resiliency that's what I underline in all students through the creation of student leadership opportunities effective campus life activities strong ties between home and school and as many positive relationships that can be built between students and Educators ultimately Student Success comes from
160a deep-seated belief that all Educators wish to help students grow in their capacity to think interact and act as positive contributors to their community and you have succeeded in that and that's what you aim to do and I just you know that was my impression that I just like I love that so thank you Ralph and you know I just I I think about how eager you were and I can see or I I wish for you all that eagerness for the next chapter in your life because you deserve that thank you I think that is a really neat piece of History Beth that you have truly so if you wouldn't mind I mean I would love to read that whole application we should keep it we should have that as part of our district
161history I mean a superintendent for 16 years his original application wow I mean I guess Billy probably has it too but now it's out in the public Billy can't share it because it's a Personnel that's really cool Beth thank you for digging that up and thank you for presenting that that was I thought that was super cool okay everyone um any other community members wishing to address the board anyone online we don't have anyone online but we have um Mr Key Making making your way to the podium so please go ahead hey nice to see y'all hello my name is Dina and I'm here to save our Saturday choir as you know I've been coming before the board for the last four regular sessions to speak on how important the choir is and how much
162it adds to our students lives you've seen the proof of the program yourselves at the last board meeting when the Saturday choir came together with the elementary and middle school choirs and sang for you all out right outside my purpose tonight is to find out where we go from here we have yet to hear from the administration or the board on what is to become of the Saturday choir Beyond you can make it into a club to move forward at this point we need facts and figures so number one logistically what does that entail number two is someone going to formally ask Michelle boulware if she's going to continue on and provide a contract for that number three what kind of numbers are we looking at faculty stipend wise after contract negotiations so we know
163how much we need to fundraise and Grant right for to make up the shortfall and to provide scholarships for students who can't afford a club fee which we would need to have number four is there funding available for new programs or art programs because if it is no longer a class then it would be a new club and that takes funding number five would it be possible to request a meeting for the administration to update the parents and the students and Michelle so we can continue to plan for the long-term success of this program um as parents we just sat through a fabulous weekend of Choir concerts with Monterey Peninsula voices and Salinas High choir and it was entitled stronger together I believe the district and the community can support the Saturday choir to continue
164this neatest needed program our students now need us to be the stronger together and work to work towards our common goal of a successful choir and arts program thank you very much Miss Akeem um would you mind submitting those questions to Dr portus he will be the one who can follow up and get you the answers for those thank you submitted as an email to um will you speak in the mic we want people at I'm sorry no problem I am I believe um Michelle bowler actually submitted an email to Dr Porres which he I guess responded back to her as well with some of these questions and concerns okay thank you very much thank you so much thank you uh Louis anyone else online uh meaning uh wanting to speak to the board thank
165you so much and I don't see anyone else here in public so we are going to close this portion of the meeting and move on to consent agenda so consent agenda um I'm gonna go around to the board and see if any uh board members have any items that they would like to pull off of consent and I'm going to take a moment because we had so we have been getting some um items in the packet that have errors in them um or things omitted or things coming in after the packet has been produced and so that's kind of what this blue folder is and I'm just kind of scrambling because I'm hoping that we can limit these errors Etc going forward because it's such a scramble I'll just be honest as a person who
166works full-time having to read the packets wake up early to read the packet stay up late to read the packets and having errors coming at us late is difficult so I'd like for that's to get limited so anyways we have um consent items here so we've got a certificated assignment order that one is has already been moved we discussed that at the top of the meeting are there any items in the blue folder that are consent that got changed we have a walk-on I don't believe there are any other consent no okay just uh the action discussion items um okay we are moving one uh action discussion item to consent however item J um we requested to have the item Jay moved to consent that was the approval of the Desmos mathematic program yes got
167it I've had the presentation on that already okay that would be included in your approval of consent tonight if um unless you decide to pull back off thank you okay and then we have resolution um for lgtbq pride month so that one had errors but that has been fixed so that one I'm going through this because if I don't then I'm not sure if I need to pull anything or not and I didn't have a chance before the meeting to review these so um Board calendar future meeting that's not this okay all right so we have consent items uh there was a question on you know I'm gonna go around and see if any other trustees have questions on consent while I finish this up so um trustee Dr Hayes and any consent questions nope
168online we're answered thank you all of your questions were answered great clerk McNary um I either have questions or need to pull a a and BB okay a a and b b trustee Ottmar I will be uh can I pull at this time positively I'd like to pull u x y z double A and double b have been pulled and then Double C as well okay thank you and trustee Brian Swanson nothing to Paul thanks nothing to pull okay make a comment now is it okay if I do that is it kind of like an overall consent comment please go ahead okay so I just wrote this out because I want to make sure I'm clear about it so um I just kind of want to take a moment to set an expectation uh for
169administration when it comes to board packets when a packet comes in front of the board for review it should be complete um mostly without errors prior to being submitted it's not really our responsibility to proofread a packet so what you're saying about being up early staying up late it's frustrating to have to sort of piecemeal things sometimes so I get the packet delivered to my house so I would consider that when this packet arrives on my doorstep It's the final copy so unless it's an emergency the walk-on or the revision um I would prefer not to have the blue folder have anything in it unless it's an emergency so that is my comment okay thank you I think there's something in the air because I was feeling the same way it's just getting to be
170too much um okay and so let's see so trustee Ottmar so I went I just want to make sure I didn't um skip a board member student trustee Avila any comments on the consent agenda I have none thank you okay thank you so much okay so um let's do public comment see if there's any members of the public who have any questions or concerns with items that need to be pulled and then we'll do our motion any members of the public in person or online have any consent agenda questions concerns ideas okay seeing none I'll bring it back to the board so um board what I heard was um we need to make a motion that pulls a a b b c c u x y z and also adds action item J uh to
171consent and someone checked me to make sure that that's right Ralph that's right okay great so I made that motion and the Desmos math um that there's a back page that's connected to K when it was J yes on the back side of K so if that needs to be remedied somehow I don't know if that matters but yeah for public record does that um does that matter there was essentially like the back page of one item was on a different item and it's labeled as K so it's labeled as both J and K the Desmos yeah it shouldn't matter because the item itself is what you're proving so as long as we know the two items are second we should be okay okay thank you for asking asking okay so um so I made
172a motion I will need a second and then we'll do a majority vote so do I have a second oh second okay motion made by uh trustee Carolyn seconded by trustee Ottmar Alyssa can we get a majority vote please okay motion passes unanimously so we have now approved the bulk of consent but we will now go through each individual consent item that was pulled so we'll start with a actually sorry I guess U is technically before a a so we'll start with you and U is contract for services with fast translation services this is a director of curriculum buckroegeman item and trustee armor was you who pulled okay great so please go ahead so you and Z kind of go together for me because they both appear to be fairly similar um one is utilizing
173um let me get them here one is yeah so for fast translation services one contract is for five thousand and then the other one is for translation services for six thousand so I guess I'm just wondering why we're seeing it twice and what the difference is with price so it's a total of eleven thousand dollars going to fast translation services and uh they both appear to be for um conferences trustee what what this is is um there are two different times that we need the the translation for Spanish one is for Gen Ed parent apparent conferences those are the ones that fall under the perfume of the curriculum department and then another time we need them is for IEP meetings and those are the ones that fall under special ed so that's the reason why
174there's one contract that goes out under the curriculum department and another one goes out under the special ed Department okay it's not just Spanish it's any it just had specified that it was for the 23-24 school year so this is like a these are single times that it happens they're not available for translation at so we do a contract that covers multiple times that they come in to do the translation we set the amount based on what we spent in the past for these kinds of meetings and sometimes we'll use up the entire amount sometimes we'll come in a little bit under okay perfect thank you for the clarification appreciate it trustee Ottmar do you feel your questions have been answered about you and Z yeah that's fine okay let's um if you don't mind
175um and board do you have any further questions on you and Z no and anyone on the public no one seeing no one here in person um so you and z uh trustee outmar go ahead and make a motion if you wish sorry I'll move to past consent you and z I'll second so motion made by trustee Ottmar seconded by trustee Carolyn majority vote please motion passes unanimously thank you all so much okay uh x and z X is uh item mou between pgusd and Carmel uh unified and that is Claire Davies item go ahead trust yatmer so my question and this might just be I'm not updated on what's happening in the Carmel District but from my understanding Ted Knight is on paid administrative leave now and his name is on this contract for
176signature so if is there an I'm not clear on who's going to sign the contract if Ted Knight is on administratively I guess we'll have to find out who's the person in charge now so his but his name is on the contract so it would have to be we'll have to um change that yeah um if I may yeah um what'll typically happen is whoever the interim is will sign for him as a proxy so his name may still appear on it but it's being signed by whomever's in place because he's still he's he's still the superintendent he's just on leave and so um what will happen is they'll either put um proxy under next to his name and then sign it in there or they'll send a revision for it but it won't matter
177on the signature but we can certainly change the name if we need to okay but it wouldn't matter an execution of the contract okay I just want to be clear so that we weren't stuck with sure yeah unable to say sure if it's approved by the board here um we'll make sure that they have the right person um signed and noted when we get it over there okay yeah apologize uh any other board members have a question about item X no and anyone online have a question thank you Lewis I don't see anyone here oh nope no one here um in person okay so item X we can now take that one and get a motion and vote on it I move to pass consent X all second so motion made by trustee Ottmar seconded
178By Carolyn Swanson a roll call vote please I'm sorry majority vote please motion passes unanimously uh Ralph quick question about the certificated assignment order that's revised we don't need to do anything with that right that was approved in the initial um no we pulled that to action bucket oh that's right thank you so much we have other than these we have the walk-on okay uh and then the pulled um uh assignment order thank you so much okay so moving on so consent why contract first services with SNS interpreting sign language Claire Davies you're um you're up on this one and trustee Ottmar go ahead please um my questions goes to fingerprinting um and the question that I have is that it states that there's no direct student contact or interaction but it specifically States in
179that contract that the interpretation services are for school events so um my preference is not to have the box check that says that there's no direct contact or interaction if it's at a school event with students present do we have fingerprinting on file or so um no we don't so when you are at a we have a two families in our school district that are have deaf members in their family one has an extended family with deaf members so there are times when there is a school event such as a graduation or um usually it's a school event um even caroling uh when the children did the Winter concert one year and the sign language interpreter the family sits in the front what row sheet palms and then she stands right here so I'm not
180sure that requires fingerprinting in my opinion it doesn't she also signs for uh I.E for IEP meetings for a a family that has a deaf member in the family and those are done virtual okay so she's never alone with children she's um you know she comes to the event okay is that do you think that would be all right yeah thank you for clarifying oh yeah just as long as it's clear yeah because we did think that through and you know I had to sit and think that through and I thought well no you know she's signing you know to the community and I guess in my mind I think you know if it's a stage event and people are backstage or kids are backstage and the interpreters backstage it's really it's so we don't
181it's for the families oh no I understand okay yeah and I understand the need so thank you for clarifying thank you thank you Claire any other board member have a question about uh consent why pulled consent why I should say no okay anyone online Lewis okay and I don't see anyone here in person um I'll make a motion to approve consent why on staff's recommendation on second motion made by trustee Carolyn seconded by trustee Ottmar majority vote please [Music] motion passes you unanimously thank you uh next up is cons pulled consent a a uh Jen McNary was that yours yeah both um a a and b b um looking at the independent consultant agreement under the services and scope of work and the term um those are both blank so I'm just wondering if they
182need if the contracts need to be completed or um not before the board approves them okay looking at AA the contract with the base cool and then BB with Chartwell yes ma'am the um the first page of the actual contract independent consultant agreement if you look at um I'll say term number one the services and scope of work in the in the contract that I have um it's there is no information about the service or civil work nor the term so I'm just wondering what we're approving and the contract or if that needs to be completed before we can move forward I would feel most comfortable um with those things being completed because I'm not sure what we're being asked um to approve there we have two students that are placed outside of the school
183district through the IEP process and so the contract is for us to pay their tuition and their fees for related Services uh I'm not sure what I missed okay are those I guess maybe I'll ask um admin are those provisions of the contract that need to be completed or omitted I'm just concerned when we have places that say click or tap to enter a date or um you know what are the services and scope of work and it says insert keywords so yeah all three contracts definitely are missing certain Provisions um the board is we can bring it back in June okay we can fix it because what I was just going to suggest is the board is is okay the term is an issue for us the board is approving the total amount of
184the contract and the vendor themselves and the contracts executed by the administrators so yeah we apparently we did miss something I'll be happy to bring this back in June thank you thank you Claire okay so we're going to postpone um pulled consent a a and pull consent BB to a future agenda um CC uh who pulled CC that was me thank you so much go ahead um on page three of seven or 353 in the packet uh under section four payments there is nothing checked there so the option with a flat rate of 550 per month or an annual lump sum okay just for uh public record we're gonna bring back pulled consent items CC yes Alyssa great question I don't believe we need to Ralph no because well you don't you don't need to
185there's their items on the agenda but at this point they're being they're incomplete they're being brought back yeah okay fine so essentially the vote for those will take place in the future so we don't need to vote right now on them go ahead trustee Ryan learning CC Claire do you know which one it would be um if we could because there are two could we just figure out which one it's going to be and button that down tonight so we don't have to bring this back okay if you like we can Trail it to the end of the meeting if that gives you enough time no okay all right thank you Claire it's okay no problem all right thank you so much so that I believe fulfills our pulled consent items okay and then we
186also have okay item J for the Desmos Ralph did that one get approved in the in the batch yes okie dokie so that one is good all right excellent so moving on thank you all uh for to the public hearings 23 24 adopted budget public hearing Madam president yes what did I forget it's okay did you want to do the walk-on and the in the certificated assignment order now you typically move it right after consent what I had it on let's do it thank you so much no problem oh well but it's an action item I was going to put it with the action items not the public hearing I see okay wherever wherever you like they decide I may have jumped the gun on you sorry um you did not jump the gun um
187you know what I'll just keep it with action I'll keep the action energy with the action got it thank you for so much for saying that though I really appreciate that okay public hearing 2324 adopted budget public hearing Josh join this is your item all right I will try to make this as quick as I possibly can that's okay it's very important lots of coverts are important take your time um so I've shown this slide before but throughout the fiscal year um the district has various funds that reflect changes in in financial conditions as a result of the board's decision so the process begins uh with report one which is the adoption of the 2324 budget which is uh slated for June 1st of this year you can see that on the top there budget
188revisions are made throughout the year as you as you see uh we progressed through the budget cycle for Center room second interim we have a budget revisions as required and then it brings us back to report one uh for the next fiscal year oops there we go the 2324 public hearing budget was produced based on zero-based budgeting that's something the district has been doing for some time now but I would say that it wasn't based on a zero time input we had over 160 hours involved in preparing this budget this year that was spent with meetings with site administrators office managers human resources and finally the entire fiscal team I just wanted to to show acknowledgment to them there was a lot that went in the month of April and March into putting this budget
189together and that's the budget you're going to see tonight so here we have some highlights for the 2324 budget um what we're looking at is a projected 1807 students that's an increase of 20 students from 22-23 we show property tax revenue for 23.24 a projected 5 increase over the 22-23 actuals that represents an increase of just over 1.6 million dollars in additional Revenue over the 2223 actuals calstrs and Calpers you can see here 2324 stirs rate remains flat at 19.1 percent uh the 2324 pers rate however is increasing uh previously shared with the board it was an increase of 20 227.1 percent uh it's now reflected at 26.8 percent that's a 1.3 run percent increase and I will say that um the calstrs board has uh not exercised this rate yet so we're basically planning
190for what we anticipate the rates going to be our lcff funding that's our base lcf of funding it hasn't moved for some time now that's in addition to our property tax revenue uh just over 2.5 million dollars and then our site allocation we budget 150 per pupil per site for site budgets and that also that was raised uh in the prior year by my predecessor from 140 to 150 per site and then one other note uh throughout the year we track seabeds and as our seabeds number come numbers come in and enrollment increases we we increase that allotment for each one of the sites um some more budget assumptions we have no new programs on the one-time funding side as it stands right now let's see what comes in at the May revision from the
191from the governor's office that would help us on the revenue side salary and benefits I highly highlighted both pgta and CSEA here um and both attentive agreements were brought forward in the packet later for Action pgta five percent on salary with one thousand to Health and Welfare and the same for CSEA five percent on salary with a thousand of Health and Welfare uh the district Reserve you can see we've dropped quite a bit but again these are just projections we're projecting a 1.4 almost 1.5 million dollar deficit next year in 23-24 which results in a seven percent Reserve so here's the quick District overview which is in the tail end of the um the budget book that we put online uh it's been updated for for your viewing pleasure tonight um some things to point
192out there uh we do have the district broken down by demographic at the top uh enrollment uh based on seabeds reporting you can see for 2223 we we currently show 1781 students uh enrolled on the left we have expenditure and revenue snapshots for 24 uh 23 24. on the right I talked about this earlier but you see your stirs and pers rates and again note the 26.68 new rate for pers uh in the middle we have general fund Reserve Trends and you can note that we've seen a steady decline in the reduction of the general fund Reserve over the course of of the of the of the past few years uh in the middle you can see property tax revenue Trends over the years as well District combined projected Revenue which is the unrestricted restricted
193general fund breaks down as follows you can see the county and districts secured taxes make up about 84 percent of our overall Revenue uh just around 37 million 559 021 I'm going to start rounding federal revenue brings in about two percent this has been this is dropping steadily and it will continue to drop steadily a lot of the one-time monies have dried up so two percent in our in our Revenue projections uh just over one million dollars this year state revenue uh just about eight percent uh about 3.5 million and our local Revenue six percent uh 2.6 million total projected 23 24 revenue of 44 million seven thirty five one eighty five I'd like to give you a snapshot here of the unrestricted and restricted general fund combined um it reflects this as a summary
194uh it mirrors what's in your packet the fund form 01 in your sax packet as in your board packets is the sax cover page of page 375 on the agenda the 23 24 proposed adopted budget has a beginning fund balance as you can see here at the top with the arrow of six uh just around 6.3 million I will note that until we have our actuals from 2223 this is just a projection so we close out our actuals for 22.23 we're more likely they're not going to see the beginning fund balance increase a little bit um but this is our projection as it stands right now as you can see down below 44 million 735 185 that's our projected revenues and then down below total expenditures uh just over 46 million 46.2 million dollars in
195expenditures and you can see their Circle the 1.4 million dollar deficit we plan for this year that's plan deficit spending um and again down at the bottom I circled and highlighted our components of our ending fund balance at the bottom property tax Reserve we maintain about 163 000 in property tax Reserve uh just under 1.3 million in basic Aid Reserve 261 000 in deferred maintenance Reserve uh 131 422 in our stores and prayers Reserve and uh that totals for just under 1.4 million in our reserves and I'm sorry it actually totals for 3.2 million reserves but you can see in there we have our 1.3 million one three ninety four 155 that's our three percent reserve for economic uncertainty it does leave us with just over 4.4 million in our ending fund balance with a
196seven percent Reserve but again as things progress into the new year we close out the 22-23 year we will have some things change hopefully to the positive effect just there we go 2324 projected expenditures I'm showing you a side by side of the 2223 second interim and the adopted budget that we're presenting today um you can see our expenditures are generally summarized by salary and benefits and operating expenditures that's kind of how I like to lump them together we had an increase to classified certificated salaries proposed for 23.24 that includes vacation payouts filled vacancies proposed increases to stipends which are pending final negotiations and all negotiated settlements with all units next below you'll see the district projected operational expenses books and supplies just over 850 000 services and other uh I'm sorry books and supplies
197decreased by just over 850 000. Services another decrease by just over 260 000 both of these have decreased based on the restricted uh the drying up of the restricted resources that I've been talking about both on the federal and state side capital outlay projects and other outgoing had minor changes due to the unrestricted General friend contribution to fund 12. and the 2324 budgeted expenditure we project a net increase over 2223 of around 2.3 million dollars uh just the pie chart again uh throw a little color in the presentation but really what this shows you is a breakdown of where we're spending our money uh 44 getting close to 50 of our our overall expenditures are related to certificated salaries uh just over 20 one-fifth uh equate to classified salaries 25 percent to employee benefits four
198percent of books and supplies and so on you can see how that breaks down um again I'll mention around 90 of our total District expenditures are tied to salary and benefits and this is around six to seven percent higher than the average within the state of California quick snapshot of employee benefits um for the position control has been carried forward from the 2223 changes in statutory benefits I've mentioned those earlier uh we have vacancies reconciled and or eliminated and the takeaway from this slide again as I've mentioned before is that 26.8 percent pers increase we are planning a additional increase in pers in the out year and it looks like as as projected uh stirs is going to still remain flat here's a quick snapshot of the books and supplies that's our four thousands um
199just just a couple of notes here you can see that our expenditures are declining again tied to the loss of restricted resources so last year at 22 22 second interim we showed her just just under 2.5 million dollars in expenditures associated with books and supplies our 23 24 budgets just over 1.6 million and you'll can you'll see this continue to decrease as our state and federal restricted resources um are not replenished by the state by the state and the FEDS okay object 5000 this is a snapshot of services and other um Let's see we had a decrease of 264 540 that directly relates again to the reduction of restricted revenues our projected totals for services and other operating for 23 24 is just under four million dollars there you can see that there at the
200bottom fund 11 pretty big changes to fund 11. initially the projected beginning balance um for this fund was in the in in the 2.3 to 2 you know 2.3 to 2 million dollar range the second interim um no excuse me we're projecting a 490 000 beginning fund balance I will tell you the reason for that is that um fund 11 had planned expenditures and you can see them in the I wish I would have put Arrow there in the second column we had planned expenditures of around 1.9 million dollars in books and supplies that's yet to be realized so as I mentioned earlier um as it pertains to beginning fund balances being adjusted I do believe the fund 11 beginning fund balance is going to increase substantially because they have not spent anywhere near what
201they had planned to spend in 2223 so either way when you look at fund 11 we do show a small deficit spend of 351 000 a positive ending fund balance the takeaway from what I said just previously is that these are all going to increase as we true up the 2223 actuals okay fund 12 . let's see here fund 12 is our Child Development Fund we have a projected beginning fund balance of 51 000 to 17. we're showing a small Surplus here of the little over eight thousand dollars and our ending fund balance again stays in the positive range of 79 468. fun 13. I was boasting and bragging earlier about Stephanie and the way she manages this fund she's done such a great job in Food Services you can see our adopted budget projected
202for 2324 shows a 828 403 beginning fund balance I think that's relatively accurate based on our receipts to this date you can see that the federal revenue has been slowly declining at uh at one point I can't show you 21-22 on here but it was the numbers that almost flip-flopped the state the state side was around 340 000 and the FED side was just over nine hundred thousand dollars and just to note that the state of California is more or less picked up the the uh the revenue source for the feds dropping off Revenue source for for food services so this is helpful for us um we're showing a 189 000 Surplus and an ending fund balance of just over a million dollars projected for fund 13 and 2324. fund 14 this is deferred maintenance
203again um we're going to True up the 2223 actuals but I feel pretty confident in the 224 000 427 beginning fund balance we do show a small deficit um and the deficit I'm sorry the transfer in which you can see the 200 000 transfer and that was the 200 000 that the board uh instructed staff to to move in to fund 14 and 40. well that 200 000 leaves us with a positive ending fund balance um and we will continue to do that as we can moving forward for the instructions of the board fun20 not much to say here I bring this up every time um fund20 Can can only be used for opeb other POI other post-employment benefits um it's me it's maintaining a 6000 407 beginning fund balance and a ending fund balance
204of uh just over six six thousand six hundred uh we can't transfer this money out it basically has to live in this fund if I'm 21 measure D and measure a a lot is going to happen this next year not so much happened in 2223 as it relates to project expenditures we do show just over 3.1 million dollar beginning fund balance and you can see there the influx of the 5.8 million dollar measure D series B which we will sell in the 2324 probably in the winter in January or February we'll help Shore up this this fund account you can see we have a lot of expenditures planned for 2324 overall it does leave us with a surplus of 753 350 uh leaving us with an ending fund balance of just under 4 million dollars
205so very positive report there fun 40 similar to 14 as I mentioned previously the board's directive to bring 200 000 in from the unrestricted general fund helps Shore up this fund uh we currently project a 608 230 beginning fund balance we project 107 000 Surplus and a very nice ending fund balance of 915 977 and you know the planned expenditures for this fund are going to revolve around a number of things but more specifically anything that doesn't reside in fund 21 anything that doesn't reside in in deferred maintenance um any other Capital Improvement projects that the district may take on any safety initiatives the district may take on this is a this is a great fund to keep to keep pushing Revenue into as as we need to I will note that the revenue from
206the um the lease on the David Avenue School also funnels into fund 40. and that was as quick as I possibly could make this happen for you um like I said before there was a lot of work that went into this and there will be changes moving forward we're bringing this budget forward on June 1st for final adoption pending any additional changes or directives from the board today and then again you'll see me again in the fall for other revisions as required when we close out the 22-23 year thank you thank you Josh Jordan uh trustee Brian Swanson questions comments um um yeah can we roll back to what page that we would find the where the property tax projections roll into this too just to take a look at in our deficit spending and
207we're like you pointed out we're down to seven percent Reserve if everything is accurate so where are those again right so um this is your unrestricted restricted unrestricted general fund I'm showing here and then if you look under the 2324 column you see lcff sources the first number is 37 million 599 021 what that is is the combination of our property taxes and that 2.5 million dollar lcff base that I mentioned earlier in the presentation okay yeah and our projections for the fall are sorry for the 23 24 year based on the County Tax Assessor's Office are around five percent okay all right but as you do know last year that did change yeah and then we're hoping for positive change but there's no guarantee of that so that's how we budget past performance is
208no guarantee or whatever whatever that statement is we all know what it is so um and and um because I've forgotten exactly what happens if we dip below a three percent Reserve which is a really really bad thing to happen but what does happen well we will not dip below a three percent Reserve because our budget would not get approved by the county office okay good um yeah the district goes into receivership maybe 1200 receivership if in the state takes have a state trustee take over yeah I think we're all familiar with South Monterey County Joint and how they've been in and out of it um but you're but you are correct yeah we need to be very careful and cognizant of that uh that Reserve percentage great thank you student trustee Avila any questions
209uh no just thank you for the very detailed overview it's hard for my adolescent brain to comprehend all that but we're going over budgeting my AP Gov class so this should uh that should help so thank you anytime when you're in college you want to sit in my office we'll talk budget I might take you up on that might not but thank you trustee Dr Hazen um thank you actually on this this slide and then I was going to ask about fun 40. I noticed that the out year um contribution is not included but I thought we had done that for fun 40 as well you're right so in the in the multi-year projection I stripped that out that doesn't mean that we won't make the change at the October budget revision um if you
210all recall it October budget revision we realized additional Revenue at that time and that's when we had the discussion it was I believe October or December's board meeting where we had the discussion about moving the 400 000 from the general fund to fund 40 and 14. um I stripped it out for Budget projection purposes because it really does begin to deflate our Reserve percentage I wouldn't mind seeing it in there because I think with this state of repairs needed it would be something I do want to plan for moving forward because if the other rest of the board would agree with that but I agree quick McNary I don't have any questions or comments right now thank you for the presentation trustee Ottmar thank you very much for that it's a lot easier to digest
211when you're going over it that was concise and to the point so thank you I may be emailing you some questions because I'm going to go back through it now that you've gone over it um I can process it a little bit easier now so thank you it's digestible for me now thank you and thank you for having a really good clear cover sheet in the packet I appreciate that we did get the um PowerPoint in advance which is really kind not necessary necessarily just so you know if you're scrambling to get it to us in advance personally it's it's appreciated but to me the packet is where it's at and you did a great job in the packet information in my opinion so um we're gonna go out to the public see if any
212members of the public have anything they'd like to contribute anyone online or in person I do believe we have someone coming to the podium but sometimes I think that and someone's going to the restroom so okay great thank you Sally Richmond a pgta negotiations one of the things that I noticed is that there's a five percent salary increase shown for the out year for the 23-24 but I just wanted to confirm that that's based off of this year's negotiated five percent and so please keep in mind that in less than a year we'll be standing here again asking for a raise most likely um I am not an expert at the budget by any means and if you ask me fund 20 versus fund 11 I'm not going to be able to answer that question
213however I feel like I have a relatively good understanding of the big picture which is that our salaries meaning CSEA and administration and pgta takes up about 90 of the budget and as Josh said that's about five to six percent higher than most so where do we go so that we can have a raise and keep us from hitting that three percent heck let's get us back up to ten percent at least for the reserves um so I would encourage you to move forward with the early retirement incentive that was discussed earlier um I think that needs to be part of a bigger plan however which looks at where can we find ways to reduce um employees perhaps not necessarily pink slipping but doing that in conjunction with the early retirement incentive so having said
214that I would ask you to please involve pgta please involve CSEA because we probably have some pretty good ideas where there are places that we could slim things down a little bit so that we're not asking anyone to leave but people are leaving of their own volition with the early retirement incentive and we can still get that 90 down a little bit lower so thank you very much Joshua Jordan will you just speak briefly on the process of how you would gain the input from CSEA and pgta on that process absolutely and and first and foremost um as Mrs Richmond just mentioned we're going to bring forward the uh the serp in the fall so we were exploring the um the early retirement incentive a little bit late in the fiscal year and we plan
215to to initiate that process very early in the fall that will help us for planning and Recruitment and that process will also coincide with negotiations with pgta and CSEA as it relates to what she mentioned about the potential reduction in Workforce or reduction in expenditures um work yeah we work hand in glove with with pgta and CSE on that early on in the process we plan to to start putting our heads together and thinking about this in the fall and see what we can do also as I've mentioned throughout the presentation um things do change and um we need to look at our actuals from this year before we start making substantive changes but this is the best information I have as of today yes thank you so much for your comments Mr Richmond thank
216you um okay I don't see anyone else any other members of the public making their way to the podium or online raising their hands I'll bring it back to the board board do you have anything that would prohibit you from voting yay on this item if not I say we go ahead and close the public hearing which will require the hammer um if okay one sec um so uh are we ready to close the public hearing okay hit it yay okay public hearing closed at 8 35 thank you all so much and this item will as Josh Jordan mentioned come back on the June 1st uh June 1st agenda okay next public hearing put public hearing of Pacific red Unified School District local control and accountability plan this is um spearheaded by director of curriculum
217buck roggeman and we're going to open this public hearing at 8 36. and please go ahead thank you so much president Carolyn okay I am here to present a local control and accountability plan for PG USD for 20 uh 23 24. uh this plan represents the work of um a lot of different groups basically all of the educational partners that we have in the district had input into the plan that is presented to you this evening um a little brief outline of what we're going to see we're going to talk a little bit about the requirements of the El Cap as determined by the California Department of Education we're going to look at the way that we in engaged our educational Partners we're going to talk about how you build a goal within the lcap
218we're also going to look at the three goals that that we have including some of the key metrics actions and Analysis of those goals we're going to look at the increased and improved services that we're required to do as part of the local control and accountability plan and then also we have a conclusion so when you look at the local control role and accountability plan the lcap is a three-year plan that describes the goals actions services and expenditures to support positive student outcomes that address state and local priorities that's a definition straight from the California Department of Education I think it's a good one which is why I included it in the presentation the requirements these are things that every single lcap has to have so it's got to have a budget overview for the
219parents it needs to have a planned summary you need to describe the process through which that you engaged your educational Partners you have goals and actions that are crafted from the input that you've gotten from your educational Partners we look at the increase in increases and improve services to our un duplicated pupil population which are the Foster youth the low income students the English Learners and also our students that are experiencing homelessness then there's some action tables and then the last part of that packet that was uh in the board packet are the instructions um okay so how we gathered the feedback um this was actually one of my favorite parts of the prop process we uh got the um we formed our local control and accountability plan parent advisory groups and over all the
220groups that we got input from when we uh formed this plan were our parents and Guardians students principals our other admin at the district that circuited staff as well as the bargaining unit that represents the pgta and then also the classified staff and the CSEA bargaining units the ways that we get input is multiple so um the student input typically comes to our admin staff at the sites either through student councils student focus groups student surveys that have been done at the sites and then also just the feedback that staff gets from walking around it's hard to document that but sometimes that's the most valuable feedback that our admin receive then the admin team's feedback comes in organized format during our management team meetings which are held twice twice a month we also have meetings
221with the pgta as well as the CSEA monthly and then also through the bargaining process we get feedback as we're working through the different uh language topics that we decide to discuss every year however the core the most structured part of the educational partner feedback comes from our parent advisory kick committee up up on the screen you're going to see uh kind of a year by year process of where we were last year where we are this year and where we're going to be next year in terms of forming this committee for the input in 2021-22 you see we had six parent members our English Learners were represented on that committee there was one meeting and it was held remotely in 2223 we had 19 parent members students with disabilities were required to be represented
222on this panel and uh we did that that we met that state requirement um our English Learners were represented we had five meetings uh they were in person but also with a remote option so if people weren't able to attend live they could still tune in and give their input in 23-24 we're gonna return uh the you know the parent members um and then we're also going to form a student kid Committee in 2425 the student committee is going to be required it's such a good idea that we thought that we would do it for next year and beat the requirement by by a year and um we aren't exactly sure what the student committee is going to look like next year in 2425 you are required either to have a student attend the parent
223advisory committee meetings or you can form a separate student advisory committee right now we're leaning toward a separate student at advisory committee just because I think we'll get a greater amount of input that way Ray I would like to pick your brain my thinking is maybe lunchtime meetings at high school might be a good time for us to have it it might be the most can can have unit for student members rather than meeting out out the side of the school day but I'd love to hear what you have to say about the student you can committee a little later on okay um then uh we're also going to keep on having the meetings both in person with that remote access and we do plan on having the five meetings um again next year when
224you look at the meetings and their topics um we had the lcap overview with our parent advisory committee that was held in the first part of the year in January we we talked about goal one February we reviewed goal two in March we reviewed goal three and then we did um a review of the draft document that you see before you in April um when you're looking at uh making an lcap goal these are the parts of a goal that you are going to see there is the written text of the goal itself there's an explanation of why the district chose to write that goal there were going to be a series of metrics that are used to to measure our progress toward that goal they're also going to be a set of actions that
225are intended for us to meet that goal and then there's an analysis or a review of how we did in the implementation of the actions in uh the current year um so our goals really form the pillars of the lcap forest the first is the academic program and you're going to see our mission statement echoed in that uh first to first goal when we talk about trying to build a positive safe and stimulating learning in environment for our children and this is the goal that our entire educational program is set to build toward and that's making students College and Career ready so we want to make sure that when students get through our schools if they choose to go to college that they're ready to go to college and if they choose to enter a
226career that they have excellent preparation on their way to do that as well so the key metrics that we pointed out there's really uh more like about 10 or 11 metrics but um I didn't think that there was enough room to go through all of them so we chose some of the main ones that we review with this and the first is the graduation rate in 2122 it was 96.8 per percent we're going to have an up updated figure as soon as uh graduation rolls around so we're going to carry a few of the students I'm sure across the Finish Line like we always do but that 96.8 should not just go by as another number that is an extremely high graduation rate it's something that our high school team should be very very proud
227of um the goal that we have is to graduate every single student by 23 24. as far as the a through G and CTE uh programs um where our progress in 2122 was that we had 65.2 percent of our students meet the a through G requirements in 23.7 completed a career tech ed pathway our goal in 2324 for the a through G is for 80 percent of our students to meet that uh to meet those requirements and then also 29 to complete CTE programs and then the AP pass rate we had 75 percent of our students that took an AP test score of three are better in 2122 and the desired outcome for that metric is 79 percent in 23.24. when we look at our goals and actions that were added uh this year we're
228going to increase the professional learning community meeting time at pghs and the reason why we're able to do that is because of the redesigned bell schedule that's going to lead to an eight period day basically we're going to go from one hour of PLC time to two because that time is going to be embedded in the school day the counseling team at the high school has done an incredible job of freeing up that period so that departments are going to have that time tube to be able to hold those meetings and then also uh based on the feedback that we got from our committee we did adjust some of the facilities projects this year to address the campuses that we're most in need of repair and that's going to be the approach that we plan
229on taking moving forward as well we had no items that were removed from this goal when we look at goal two this is our goal that talks about social emotional learning it's really our student mental health that we like to look at with the with with this goal and not only our mental health but we want to make the campuses welcoming inviting and inclusive for all of our student populations and that's where the cultural proficiency work comes in with our local control and accountability Pro program when we look at the key metrics here one of them is chronic absenteeism and it was 10.8 percent in our district for 2122 which is too high we think that a portion of that is attributable to the fact that we were coming out of covid and we really
230emphasize people staying at home when they weren't feeling well I think this year is going to give us a more accurate read if that is indeed the case of the reason why we have some uh students that are chronically absent or if the cause is a little bit deeper and it's a separation for from feeling connected to school that's driving that metric but we'll know that more this this June when those numbers are made whole the goal for us is to be less than or equal to five percent by 23 20 24. that's uh the other metrics that we show here are uh the parents um and students feeling safe and I apologize that the year in the metric is wrong it's actually uh 22.23 and 92 percent of our students are parents in uh
231this year's poll felt that school is a safe place for their students our goal is to be at 100 and 2324 and number three we're looking at um the feeling of connectedness at our sites so that label is also wrong it's not the AP pass rate it's the level of connectedness that people feel to our school and our secondary students are at 51 per percent our goal was for them to be at 90 by 23 24 so that will also be an area of focus for us as we're moving forward as far as the actions that have been added and were removed um we are proud to say that we hired our elementary mental health therapist also the equity action plan roll out at the sites and District levels is going to occur this this
232fall and we're excited to bring the board into that uh discussion and talk about the possibility of forming a committee that would include members of our community as well as part of that action plan um also we're going to do mental health professional development for all staff at the beginning of the year it's going to be done by the mental health therapist that we've hired to work in our in our schools and then we also want to do sustained Mental Health Training for all all of our staff so they can have some tools to help address the needs that we're seeing in our in our students we want to equip our teachers and our classified staff with some tools so that they can help with our students mental health what we've uh taken out of
233the El Cap plan plan is mental health training by outside organizations um I think that it's going to be more effective by people who are embedded working every day with our students and staff than trying to hire someone from the outside to do this professional development for us also the fundamentals of success is going to be replaced by two additional productive study courses at the high school and also the high school has uh eliminated the uh advisory period feeling that an eight period uh day or excuse me an eight period bell schedule would give students more opportunities to take more classes and that would be more advantageous for the students than the advisory period that we had this this this this year um goal three is really all about us trying to close the achievement
234Gap with our targeted populations and so we look at our inner intervention programs when we're looking at our third goal if you look at this um we are uh experiencing a widening of that Gap because of the pin pandemic and so as we come out of that what we're trying to do is increase the intervention services that are available to our students and increase the growth that they experience as uh as much as we possibly possibly can also we're looking to provide Equitable support meaning that PG is going to analyze the data from a variety of sources to identify the students that are in need and then monitor their progress it's trying to take the resources that we have and devote them where they are needed the most the key metrics that we use for
235this are the ELA uh Casp and math Casper results what I've shown are the results for the overall student population but also in the packet you're going to see the results for the targeted groups we use both sets of metrics you can see in 2122 that we had close to 75 percent meter exceed the standard in English language arts and our goal is to have 90 per percent meet that in 2324 and then in math we had about 57 and a half per percent that matter exceeded the standard and our goal is to have 80 percent meet that standard in 2324 our El progress rate this is these are the students that made progress or exited uh the ELD program and were reclassified fluent English proficient we had 48.1 percent of our students make make
236progress toward that in 2122 our goal is for uh 85 percent of our students to make that kind of progress in 23-24. um the goals that were added were are excuse me the actions that were added were two sections of high school productive study there's also uh an English language after school homework club at Forest of Forest Grove that also was the result of um feedback that we got from our district English language Ed advisory committee or the d d Lac these are the parents of our um English Learners and that was the feedback that the uh that that resulted in this action also uh peer-to-peer tutoring and mentoring was uh something that came up in several of our parent meetings um and so uh the most natural combination seems to be for the high
237school students to work with our Forest Grove students and have the middle school students work with the Robert Downs so we're going to work with the admin to see see that that happens we might try to Leverage The AVID program to do some training of the student tutors so that they can go down and serve our younger students when you look at the increase in improved service Services what you're really looking at is the funds that are allocated specifically to benefit our foster youth English Learners and low income students a part of our lcfs supplement or concentration grants that we are expected to spend on that is 777 530 dollars what the district actually has planned to spend is about 1.16 million so we're actually going to spend an excess of what we're required to
238spend on the student populations in order to try to help close that achievement Gap and so as far as the conclusion goes this year the lcap plan is really reflective of the extensive input not only from our sites but also from from our parents from all of the educational Partners also PG usd's three goals are going to continue into next next year at the end of next year we're going to be looking at a new three-year plan for the l l cap so we'll have to you know just decide if the goals that we've chosen are the ones that we want to keep moving forward with or how those goals are going to change the district's FMS the district's emphasis is going to remain on mental health and academic access for all that's that's really
239what we're trying to emphasize build the best possible academic program that we can and make sure all of our students are accessing that that program and then focus on their mental health if students are in a good place mentally to to learn they're going to learn as much as they possibly possibly can next year PG is going to develop a new three-year plan we're also going to add a greater student Voice by forming a student lcap committee and then family and staff at lcap surveys are also going to be used to gather input for uh future goals it's going to be nice one of the things that's nice about surveys is they give you real good crisp firm data the nice part about the committee meetings is actually having that data get a get a
240voice so I think that we have done a real nice job of getting a parent admin teacher and student voice and now I think we're going to be able to do an even better job next year by getting some survey data to go along with that with that voice so thank you if anyone has any questions here I am is this the first year you've done a parent advisory uh for the lcap uh no that it's been a requirement that we that we do it it's um it's just we uh you know expanded that so uh just like the one slide showed we had like six parents last year and there was one meeting I want to say in April um this year uh we had the five meetings because as I was looking at
241the lcap I didn't know how you could look at the whole thing in a single meeting right and so we did an overview of what it was for our committee and got feedback and then we did each goal set separately and brought back the plan to our parent committee and roughly how many on the parent committee uh there was 19 parents and all Sites were represented um we had uh multiple people from um you know uh various backgrounds too it was a diverse group is there any way any ideas that you have one of my concerns is that we first of all I really appreciate that you have increased the number of meetings and increased the people the number of people there um but one concern I have is that we just continue to get
242the same information from the same parents over and over because so how did you select those parents that came in um what we did was um it was a combination of um using some of the parents from last year so we could have some you know experience on that panel and then we can assaulted with the site admin and got some recommendations for uh parents um and then I've also been here since two to a thousand and so I reached out and shoulder to have some parents that I thought would be super valuable voices that maybe hadn't been part of the Committees in the past so we did try to reach out to um you know some some of our parents that uh probably haven't had a chance to serve on these kinds of committees
243okay would it be possible like next year to have a not an lcap goal but for the board to direct you to have a goal to have 25 new parents on the committee so that we're at least kind of bringing like really thinking about it because otherwise you know I've been to these things before and it's like the same group of us gets hand selected again and again and again and I know that there's more folks out there so be happy to do that and also be happy to share the parent list with you um that were that were on the yeah that'd be great too just a little data right like I love that there's 19 people there now that's so wonderful um I did want to say um uh thank you to Robert
244down leadership and um site Council OIC your eyes back there Sean Keller um so when I was reading over the lcap specifically the part where um I'm guessing Sean Keller you submitted this portion to be plugged in um and it said it just it had specifics so it got away from kind of like the resume speak of some of some of the majority of this document and actually said like Hey we're doing anti-bullying we're teaching um we're supporting teachers to help them learn how to analyze map data correctly so that they can Implement tier one supports we go to Every PTA meeting and we ask for sipsa feedback and how we can do better those types of specifics are incredibly engaging to me as a board member as I'm reading the document it feels like
245you actually took time to contribute to um that portion and so I just I really appreciate that so much so thank you so much that's kind of what I'm looking for in the entire document um I do have a really quick question about just a definition so we um use the term unduplicated pupil population several times in this document and sometimes we Define it as economically disadvantaged youth students with disabilities Foster Youth and English Learners and then sometimes we Define it differently with just three groups Foster youth um so the groups that the state you know identity identifies as unduplicated pupil population is a low income students are English Learners and then the Foster Youth and sometimes the state includes the homeless so I also you know included those the other two groups that we
246are also for focusing on are students with disabilities as well as the Hispanic students because those students in our data over the course of the Years also have um you know exhibited an achievement Gap with the rest of the student popular that population so I think in that page that you're looking at I talk about the under duplicated pupil population and then and then there's an and it's in parentheses okay um and so moreover I just want to ask um what is our undue unduplicated pupil population percentage for PG USD I'll have to look that up and get back to you okay Josh do you know it it was 17 okay 17 and that is oh the three categories correct that's correct not including students with disabilities not including Hispanic students okay okay got it
247thank you those are my questions and comments I will move this on to student trustee abla anything um I have no questions but did you want to I did okay so what would work best if we form a student Community Committee Ray from your point of point of view um a convenient time to hold a meeting so I would say just from my experience I would say the safest bet would be lunchtime um is there a set bell schedule for next year because I know it's different than this here how long is lunch still 40 minutes 45 minutes wonderful so that's five minutes longer than it was this year um so I would say the safest bet would probably be lunch um but if you did need either something else or for whatever reason at
248lunchtime wouldn't work if the um if the committee is by any chance heavily or all upperclassmen you could find a free period And since um it sounds like the bell schedule is gonna be eight periods um there's a high likelihood there's gonna be a lot of upperclassmen with open periods um so I would say explore that great um for the heck of it but I would say the safest bet would be lunch if not a possible open Period I think a time a Time Saver too is we could have the lunch there for the for us too yeah absolutely sure lure them in yeah trustee Dr Hazen I'll be there if you offer free advice but I did want to ask one question the level of connectedness kind of stuck with me um you know
249I think that secondary students are 51 probably somewhat attributable to covid that's something I'd love to hear more about plans you know I know there were kind of as um trustee Carolyn mentioned there were items pointed to but I'd love to hear either tonight or maybe down the road just specific ways to address that moving forward sure and um I want to make it clear too that um the document while thorough isn't comprehensive there there are going to be numerous programs and actions that are going to occur that would support each one of these goals and not every single one of one of them is listed but um that uh goal of trying to help students feel more connected to their schools is one that I think that everyone who works at the sites uh
250is very aware of and um feels we need to improve right thank you clerk McNary thank you for all your work on this book and for reaching out to families I think looking you know as it's a three-year plan and we're looking towards next year um I I guess similar to what president Carolyn said would love to see a broader swath of the community and parents and students um feedback so I think you're touching on that with the surveys I think as a board member um before we see this for the public hearing I loved like progress update maybe in March you know we've had three meetings with such and such this is the attendance we've had so far um if you have survey data just so we're kind of involved as the process is
251going on um that would be valuable for me it feels kind of like checks for understanding sure you know yeah one of the things that would be pretty simple to do is I could forward the minutes of our meetings to the uh your trustees and then you'd get kind of a good play-by-play um our you know administrative specialist Leslie turgonello does an amazing job with the with the minutes and the way the meetings worked is about 25 to 30 minutes of it were kind of an explanation of the goal and the metrics and the actions and then the other 30 was just a feedback discussion so yeah would you be open to I'm not sure if this is appropriate for all cap so pre please let me know if it isn't but to opening up
252meetings so that we have them for more people to be involved rather than just the parent committee like a site specific you know a meeting at Robert Downey meeting at Forest Grove so that we can gather more feedback interesting that you say that because we did move the site of the meetings to each one of our schools so we did a meeting at each one of the schools I think if you open it up uh in a public forum uh you have to balance the ability for um a committee to function as a committee and have the input that you want from a smaller group that can be a little bit more or more in depth rather than turning it into kind of like a town hall format which uh is more difficult in that
253kind of setting to get kind of the nuts and bolts of the work work done so there's so there's two kinds of things to balance there I think that one of the things that we can start to do is um project out to the community the topic of the meeting and then the minutes of the meeting and give them a chance to give us feedback on our meeting too that that's certainly a step that we could and then the surveys that you mentioned I think that would be a valuable tool to collect some data um the one thing I noted was the parent liaison from I think it was it was in it was planned for last year but didn't um come to fruition I noticed for this year it's not um there are no
254there are no monies budget for it so is that a vault at least it wasn't listed with any funding I'm just curious sure the reason why is because the funding is going to come out of the Adult School uh but budget and that's not reflected in our overall District budget so it's going to be apparent liaison that's uh going to work through parent Outreach that's going to be funded through the adult school as part of parent Ed and so um that's that's the reason why you don't see the money reflected there I think it's about a ten thousand dollar stipend okay for someone do you know if we tried to fill that last year or it had difficulty or if it didn't if it wasn't the vacancy wasn't put out I'm just not sure for
255director Menke we'll come up to the microphone I so I'm not positive on this what I'm positive about is that HR didn't post that but um principal Martinez may have put out a flyer throughout the district are you I don't know okay okay we'll have to find out more okay I'll let you know yeah please do uh the board would love an email update on that just something quick that would be excellent that would be really valuable yeah and if and if there are challenges finding someone to serve in that role I feel like the board as kind of the I don't know lead community members I mean we'd be happy I think all of us to help find someone willing to serve us the go-between there um uh the only other question I have
256was about goal number one and students with disabilities how are we addressing College and Career Readiness for those students because I'm not sure where they fit in I think that one of the biggest steps that we're taking um and I might defer to director Davies on this is creating um an alternative Pathway to earning a diploma at the at the high school um I'm not exactly sure where we are on that progress but that's one way and then all of the supports that are written into students IEPs are also designed toward um you know helping them Reach graduation um thank you for asking so um every uh student in that has an IEP has a transition plan as a requirement of their High School IEP there's additional Pages transition pages and we're required to do
257um transition activities including um interest surveys uh I can't rattle them off right now I'm so sorry because I'm so kind of tired um but our we have a class at the high school that are that one of our sped teachers teaches and the students make we make sure they go through that class once in their four years so they do a lot of a career exploration we've got all kinds of online programs the whole idea is to start just like we do in general education classes but it's more like specific time for you to start thinking about what is it that you would like there's very specific questions that have to be answered like where do you plan to live are you planning to go on to college or are you planning to you
258know so we help the students start thinking another requirement is we have to track the students after they leave us for two years and so then there's um and then we submit that data to the state along with all of our other data that is monitored by California Department of Ed and so it's like you know my assistant Sarah that's one of her duties she follows up are you working are you in school are you do you have a job uh you know and then we fill in she fills in the data and that's submitted so that's one way that um we are required uh but remember you know I would say 80 I can't it's probably between 80 I would say 85 to 87 percent of our students our general education students so that's
259what you know when people think special ed people still think that it's children that are pulled out and put away okay their General ed students so they have access to everything that the general ed students have access to but we just have this additional requirement um does that anybody want to lay data in on that or did I get it I got it yeah okay thank you so much yes thank you that's really helpful thank you those were my questions thank you director Rogan thank you trustee Ottmar um thank you for that presentation that was thorough and um everybody else has covered a lot of what my questions were the only thing I had left that came to me was um when you're having the meeting with the students is it possible to get the
260minutes from from those meetings as well I don't know how that would feel but it would be nice to hear input from the students to be able to actually see what that's like able to do a minute summary one of the things is that uh the minutes that we keep with the parent you know advisory committee kind of um lists who made the comments and I think that with the students I would be a little bit more protective of them on a on a document that went public yeah absolutely but sure that that we give the kids yeah yeah okay thank you that's all right thank you very much for that thank you trustee Brian Swanson and we do have someone online so I have noted that and we'll get to that person um this
261was the what you put together tonight helped me understand it more than ever before over all these years now and it's I've been slow to come to get I've always looked at the lcap as just like here it comes again and there's this giant beast and then Annie would get up and explain it to us with her enthusiasm and and uh um but this is the first time it's like oh I really kind of get it and and I I love how it's growing in the way that um you're just bringing more Community into it um so that's really heartening I I am that's my only I guess comment I do have one question I think because it's so dense and there's is there a state tool that helps you assemble it I was looking
262at carmel's also and the format looks the same so do they give you so yes that this is the template that we've been given um I asked if there was a so one of the things that's hard to follow are like the big tubes of data and so what I had asked was was it possible for me to link to some of the documents that I shared early in the year with regard to the State Testing which were a little bit easier on the on the eye and the answer is no that that uh is presented in the way it has to be so what we tried to do when uh we built the metrics this year was at least line them up for me year to year so at least they align and they're
263easy to compare to each other um and uh rewrote and put some spacing in uh some of the blocks of text so that uh it was I I don't I try to make it as easy or to read this year than in years past so whatever you're doing helped you put up you know I can't look at just massive blocks of words and I just freak out you know so it's like you guys have done something that just helps me get through it all so thank you it was great thank you yeah I agreed was the presentation was easy to follow which I haven't been able to say in previous years so thank you so much thank you um Barbara Martinez you're online and you have your hand up yes I just wanted to Echo
264what director Davies was um explaining in that um Barbara Martinez principal of the adult school um that even through our transitions program and our without Pro Without Walls program we really do try to adhere to the IEP and the goals of our students in um in in their in their goals to move forward with registering for college and for attaining a high school diploma so I just wanted to just highlight that I'm so proud of our transition students who attain their high school diploma through the adult school we work really close with Lorraine Gonzalez and those students in her program as well as those students who transition into the Without Walls program who enroll in college and engage in opportunities to serve the community and attain employment that is our ultimate goal for independent living
265and to keep our students within our district so um attending every lcap meeting and including our adult school students in this realm I'm just so proud that to let you know that we are continuing the goals of all of our students in the district TK through adult school that's all thank you anyone else members of the public um in person or online would like to say anything Beth are you coming up okay wonderful that's jamas um so the goal is to improve mental health um and also you're going to add another period at the high school and I'm wondering if um if that could be more stressful or not because in the mental health for especially with the high school students you know they have a lot of anxiety and stress about their classes so
266are we adding to that by giving more periods to take more I heard you know to to get more classes in just something to think about um also you said something about not using outside providers for training like um but I was made me think about Ohana which is you know we're lucky to have this that in our area and I and I would hope that they would be able to contribute when appropriate um so this those are my things comments thank you so much Miss shamas um Carolyn can I just address the last comment about the mental health or is it not appropriate well we typically don't respond to a public comment however um if a board member also shares the same question I think it can be worthwhile for discussion so if anyone
267else I'm interested in hearing more about that excellent sure and and um the uh goal was saying that we're making a shift from hiring like a uh for lack of a better word a company to come in and provide only professional development for mental health we had the institute for social emotional learning that was that that we had a contract with and um the training was done remotely and um just uh you know the feedback that we had from staff was that we would probably be better served if um you know our licensed mental health therapists that we've hired to work within our schools were able to do some of the training for for our staff and so that's who um we've this is just decided to go with in no way does it keep
268us from accessing our local resources in fact one of the ideas that came out of our parent code Community was to have a Wellness Fair where we could have all of the communities um uh research resources represented at that fair so on a Saturday afternoon as part of our park park party program that uh people could have access to these different groups and find out information and that I I think so it's not that we want to wall ourselves off from outside care it's just that we want the people that are with our staff and children every day working with our staff and children so Ohana would be an acceptable vendor ad so what I'm hearing is um actual counseling and therapeutic services are welcome regardless if it's a vendor outside the district or not
269but professional development that's kind of um how would you describe that I don't want to say waste of time but it's a you know it's something that maybe didn't resonate with with the teachers and you're listening to them and you're you're I think that that the way that I would put it is that the training that we got um didn't necessarily transfer into our work with the students as effectively and as thoroughly as we would have would have liked and so we think that if we craft the training around our specific student needs that we see on a daily basis and tools that will help our staff respond to to those needs that's the kind of training that is going to stick and be used every day that's great and that's valuable information right it's
270not that you did anything wrong or had a inappropriate vendor or anything like that it's like let's try it out and see what works and then the next time evolve try something else Beth I'm so glad you asked that question it was really good clarifying thank you so much okay um I don't see anyone here in public coming up to the podium Lewis is letting me know no one is online wanting to speak board members um shall we close out this public hearing it's now 9 20. um if that's okay with you we will do that yes it appears to be okay okay good appears to be okay with everyone go ahead Ray and whack the hammer and then let's take a 10 minute break so we will all reconvene at 9 30. back into
271Open Session we are moving on to public hearing oh sorry I'm gonna wait for all the trustees do we have floor okay well we are back in session Laura will be joining us shortly I'm sure we do have a quorum right now um we are going to open up with public hearing for the tentative agreement with the California School Employees Association for 22.23 Joshua joined this is your item I will I will make it very quick um you have my cover sheet uh you have the tentative agreement um as a backup this is the ab1200 disclosure and the highlight of this is that mcoe has reviewed the county office has reviewed and approved our ab1200 documents reflecting the compensation settlement in the agreement um the agreement is for retroactively from July 1st 2022 on schedule
272moving forward five percent and a thousand to Health and Welfare as noted in the cover sheet thank you so much for that description we will go briefly to the board and student trustee Avila has departed for the evening so we're going to start with trustee Dr Hazen don't comment for me thank you thank you clerk McNary nothing thank you trustee Ottmar nothing from me thank you festee Brian Swanson nothing from me thanks thank you I don't have anything either we'll go out to the public any member of the public either in person or online who would like to speak on this item you're more than welcome to do so now all right nothing from Lewis which means no one online is asking to speak and we don't have anyone here in public so at this
273point I will close the public hearing it is 9 40. okay moving right along we've got public hearing D or sorry public hearing item D um of tentative agreement with the Pacific Grove Teachers Association for fiscal year 22-23. Joshua Jordan this is your item as well thank you very much again in the package you have the ab1200 disclosure as well as the tentative agreement with Pacifico of Teachers Association um in the tentative agreement there is language reflected changes as well as salary and Health and Welfare noted on the cover sheet uh five percent retroactive to July 1st 2022 on schedule forward and a thousand dollars to Health and Welfare and the county office has reviewed and approved our ab1200 disclosure for this ta thank you so much board members I'm just going to glance at
274you if anyone has anything no everyone's shaking their head okay Louis anyone online wanting to speak on this public hearing no and I don't see anyone here in public making their way up to the making their way up to the podium okay um so with that we have gone out to public comment we don't have any board comments we will close the public hearing at 9 41. okay moving on to action discussion so now we have a couple items we have a walk-on item um that we're gonna discuss and we're just going to call it walk on item contract with positive behavior supports court for extended school year and this is a Claire Davies item yes um thank you so this is a walk-on item because up to the last minute I've been analyzing our
275staffing for extended school year and it changes from day to day not only parents confirming that yes I am sending my child and also um Steph plugging stuff in where we need them seeing where we have holes in our staffing and so um that's why it's a walk-on and um it looks like we will need four paraprofessionals through the agency that we have been using positive behavior supports to help us be properly staffed for extended school year but had someone contact me today saying well I think I might be able to work summer school after all so that's an example of what I mean so um I think that it would be more accurate to say now that we may need to contract with up to four Behavior they call them Behavior texts but they're
276paraprofessionals and so we have that projected cost for you and I hope I didn't I hope we didn't miss anything on the contract is this one we need now thank you sir okay okay board members any questions comments on this okay other than that we should just write in I think I'm number three right for up to yes 5080 and then we're golden great great all right thank you all or do you have to vote well we we are done with your portion so thank you so much thank you uh yes okay so um any board member have any question or comment Brian what were you saying you wanted to plug it in where and um uh under item three compensation District agrees to pay twenty five thousand eighty two Etc should be up to
277okay noted good um any members of the public online or in person wanting to speak on this item nope okay all right do we have a motion I'd like to make a motion to approve the language as mentioned by trustee Swanson second excellent motion made by DR trustee Hazen seconded by trustee Brian Swanson and this one will do a majority vote please I thank you so much uh motion uh passes unanimously okay next thank you so much Claire next we're gonna go on to action item uh certificated assignment order number 17 revised and this should be a quick one Billy thank you for sending the explanation it was really clear to us okay um but it if you just went in just like two sentences like yeah just random illustration um well I'm recommending that
278you approve this item with the Nate Welch item redacted and um the reason being is I I um jumped the gun on this one basically by um when we posted internally and we and Genie did apply but um Genie's not no longer a bargaining unit member she's actually cons would be considered an external candidate we did not post externally so I need to pull back post externally go through those motions and then um bring back the outcome to the board thank you you're welcome forward any questions or comments on this I have a quick question maybe a misunderstanding but the revised one that I'm looking at has Nate Welsh on here and Jeannie is a job share yeah is that not supposed to be on here right I'm pulling I'm requesting that we pull the
279Nate Welch Genie guitar item off of the uh certificated assignment order so everything else would stay and that would be removed okay there's staple holes so maybe there's something missing for mine no it's just Nate is still on my on this paper I was just looking for questions yeah he's still on did you want him to still be on the revised one nope okay she's making a verbal revision got it okay yep understood okay okay thank you for that okay any member of the public wanting to comment on this item okay no one online wanting to comment and I don't see anyone here excellent okay so I'll make a motion to approve this revised order with the Nate Welch information removed all second okay thank you motion made by uh Carolyn Swanson seconded by clerk
280McNary we'll do a majority vote please flavor I motion passes unanimously thank you so much thank you thank you okay action discussion item a adoption of resolution number 1107 proclaiming June 2023 lgtbq plus plus month Dr Portis thank you madam president um we um as we've been doing every month trying to capture um the special notations in resolution for each of those months and as you note here resolution 1107 is to Proclaim lgbtq plus pride month and resolution is included there in the packet for you we did make the proper Corrections on the final Edition to be specific for Pacific Grove unified school district so um I have no other parts for the presentation but if there's something the board specifically would like to discuss open for that thank you trustee Dr Hazen anything no
281thank you very much for this again clerk McNary um I was just gonna note that um as part of the resolution we are encouraging um all district schools to observe um the occasion with appropriate instructional activities and to ask schools to raise their pride Flags in June um for the month of June to signify our support so if we approve this then that would be included and I think that's a positive step for our community so and I uh if I may well we've ended up using um uh the um the not just the lgbtq flag but the actual the diversity flag yes thank you so um those are the ones that we're using um at all of our district sites so great thank you clerk McNary trustee Ottmar I have no questions I'm just
282glad this is here thanks trustee Brian Swanson um no questions I'm happy that we're flying the flag for the entire month now because I believe it used to be like last week and like that's positive step it is uh pride month not Pride week at the end of June so I'm thrilled that we're doing that that's all I got okay thank you going out to the public for any comments or questions anybody online wanting to speak okay Lewis is not seeing anyone raising their hand and I don't see anyone here working their way up to the podium so um this one is actually listed on the agenda as a roll call vote so um would anyone like to make a motion sorry I will second Brian's motion to adopt the resolution okay motion made by

291much board members any questions or comments on this okay everyone is shaking their head no any public comment hey not seeing anyone online wanting to comment or hear in person um can we get emotion I will move to approve e the Pacific Grove unified school district classified and certificated management agreement well second so we've got Emotion by trustee Ottmar in a second By Carolyn Swanson majority vote please hi thank you motion carries unanimously moving on to action F approval of the assistant superintendent's 2023 contract this is actually a Dr Portis item go ahead thank you madam president um so similar to the other contracts that you've seen we're requesting the board uh provide this approval of the assistant superintendent's contract the contract has been provided previously in public we are in a regular meeting and
292an open session for this and as required um by Ed code I want to make sure that the board understands by approving this contract uh the fiscal impact would be um a salary an annual salary of 218 400 and 12 equal installments um retroactive to July 1 2022 and also that the terms are uh renewing for four years and so um this is commensurate with the other bargaining units uh in terms of the five percent increase thank you clerk McNary do you have any thing to contribute to this I'm just curious on the cover sheet it um it says the revisions include equal installments from July 1 2019 to 2021 is that just an yeah that was that were off of a revision from that and then you go down below it'll be it shows
293you what the renewal is okay perfect I just wanted to pull it from directly from what the old contract got it thank you okay um trustee armor no I have nothing Rusty Brian Swanson nothing thank you I have actually I'm gonna pause for a moment um it is now 10 P.M so we need to decide if we're going to continue the meeting or adjourn the meeting um does anyone want to make a motion to continue the meeting I'll move to continue till uh as late as 11 pm okay we have a motion all stuck in that motion so we have trustee Brian Swanson uh moving to extend the meeting until 11 and um trustee Carolyn Swanson seconding can we get a majority vote please hi thank you motion passes we'll be here till 11 thank
294you Brian okay um remind me to trustee Ottmar speak on the this item you're okay okay trustee Brian Swanson nothing okay um I found something in here but it's just a quick typo and I don't think it'll hold up the vote but it was just um there was a pronoun of her in here instead of um his and um I accidentally left my packet that I marked up at home so we'll find it okay yeah just like searching place that would be great um and then I had a quick question so um because this contract includes the safety director chip um would it be acceptable to include the description of the safety director position to this document or is that kind of inappropriate yeah I I thought about this as well it's not necessary because
295it's already defined elsewhere so it's just defining the the duty itself on the contractors and the description is housed online right if somebody wanted to look it up correct excellent thank you so much that's all I had uh trustee Dr Havens nothing for me thank you nothing on this okay do we have any members of the public who would like to speak on the approval of the assistant superintendents 2023 four-year contract all right Lewis is seeing no one raising their hand online I don't see anyone in the public it looks like best jamas left so we've lost our public person um okay do we have a motion on this I'll move for the approval of the assistant superintendent's 2023 contract I'm happy to second excellent motion made by trustee Brian Swanson seconded by trustee Dr
296Hazen majority vote please hi motion passes unanimously uh action item G summer school principle stipend salary schedule revision Joshua Jordan um this one was pretty straightforward in the packet so if it's okay with you can I just um see if any board members have anything no nothing nothing okay uh any member of the public have anything okay seeing none I'll just need a motion on this one I'll move for the approval of the summer school principal stipend salary schedule revision and I will second that excellent motion made by trustee Brian Swanson seconded by trustee Dr Hazen majority vote please oh whoo excellent okay Erica's iPhone please go ahead hi this is Erica Chavez um and it's regarding this type in in a little indirect way I guess I think it would be Hooves as a
297school district to be looking at um naming summer school princess principles excuse me as early as January because I feel like the summer school process for the past couple years has been very rushed so maybe increasing the stipend will make it more appealing to whomever and maybe we could stop it earlier so that we could get the ball rolling and get invitations out because as a parent I know that summer camps fill up as early as February so um kids involved and getting invitations out and stuff the whole process should be started much earlier than it has been in past years and I just wanted to put that out there thank you um Erica Chavez actually you know I'll share that question uh Joshua Jordan is that a possibility to put this out earlier it
298is and we did start the process much earlier the reason why we're bringing the revision back was there was one of the unintended consequences of changing the daily rate for the instructional staff was that the stipend uh the earlier stipend was less than the daily rate of a certificated staff member all the way over so that's why we brought the revision forward just now but I agree it's something we would need to look at sooner or earlier in the year rather than later okay so moving forward you'd be open to posting this in January sounds like okay thank you so much any other member of the public wanting to comment okay seeing none uh remind me where we were at on this did we have a motion in a second already I think we did
299yes we did yes okay Brian Swanson Dr Hayes thank you so much uh majority vote please aye motion passes unanimously okay moving on to action item eight resolution 1108 indoor air quality Community Education award Grant Joshua Jordan do you have a little bit to say about this sure so um I I did um at the direction the board pursued the csba um grant for indoor air quality we were awarded actually the very first cdph uh indoor air quality award in the State uh are our um our packet was used as an Exemplar in fact for other districts to look at and when I met with cdph we've also committed to on top of of course receiving the the the uh the ten thousand dollars uh We've committed the districts committed to being a member of
300workshops moving forward explaining the rollout and then the educational component tied to better indoor air quality so I'm bringing this forward tonight as a final component of the approval process of cdph they require the board resolves the receipt of the um of the Grant and other than that I don't have much more to comment on other than we're continuing to pursue other grants related to indoor air quality as ABM group mentioned we applied for a 2 million dollar Grant just last week [Music] thank you that was a really good summary or any questions I'll start with trustee out Mark any comments I have no questions but right on for that that's pretty cool yeah it's awesome uh trustee Brian Swanson two things one nice use of the word Exemplar um two it says it will
301supplement the work related to the installation can you uh do you know to what extent yeah so um we had a contract approved by wind air I think it was at the last board meeting which is an operational expense uh for Arts around 82 000 for implementation and that's this grant supplements the initial installation cost from when there in fact all of the IAQ units are currently installed in the district already we have the project finished I think it was last week right director Anderson yeah great so now we're working on the dashboard component um doing modeling of the spaces and then we'll have dashboard reporting um which we'll have once that's finalized thank you excellent okay uh trustee Brian Swanson good questions I don't have any questions trustee Dr Hazen nope no questions just
302keeping keep them coming clerk McNary no questions but same thank you and it's great to see it's great when we can be uh the first and set a good example so thank you we could have a csba table on this or a presentation yeah csba next show next year Josh ah okay things that we're doing that are Innovative that are used as examples we'll just add to your list okay um any member of the public wishing to comment you're more than welcome to and again this is an indoor air quality Community Education award Grant that's the item that we're on right now okay um all right going out to the public we don't have anybody thank you Lewis um and so we're gonna now ask for a motion on this for approval of resolution 1108
303indoor air quality Community Education award Grant I'm happy to Second as well okay excellent uh motion made by Brian Swanson seconded by Dr Hazen roll call vote please hi motion carries unanimously thank you okay moving on to action item eight district-wide comprehensive site Safety and Security threat vulnerability risk assessment this is also Joshua Jordan please go ahead it's the Joshua Jordan show it is um so keeping with the theme of Safety and Security within our district we approved on consent earlier in the agenda the observation component of drills within the district with MC Kimball and Associates up until this point in the in the year they've done pre-observation drill observation post observation after action reports so continuing with that theme uh what's come out of those the after action reports was that we needed a
304threat assessment at our campuses so this is what I'm presenting tonight is a phase one two and three threat and risk assessment it's a vulnerability risk assessment for all of the campuses within the school district um it there's a lot involved in this we um I was involved at the County office we did this with this very group with Salinas Union High School District the deliverable in the end will give us really a summary of scope that needs to be implemented at each one of the sites to make our sites you know more uh hardened I don't want to say hard in our sights because we like we like where we live um and we like that we live without a lot of fences um but essentially that's what it's doing it's going to give
305us a list of of projects that the district would need to undertake to continue to provide a safer learning environment as well as a teaching environment for our staff um they will do and they will conduct interviews they do Drone footage they do basically an inside out outside in approach to threat and vulnerability at each one of the sites um yeah and as again as I mentioned I've worked with this company before they're very popular right now with Robert down in Forest Grove where they've been doing the uh the drill assessments and uh if this project or this contract has moved forward a lot of this work will be done this summer uh which would give us a deliverable at the end to discuss how we plan to fund that and I open it up
306for any questions thank you busty Brian Swanson um sorry thank you I'm I am concerned about just the cost it's um and I know we've been doing these other things I I am a little bit on the fence and about dropping that kind of money but again I know we already got a toe in the water if not you know half a leg um so I'm gonna just stop for a second I want to see what everybody else has to say about it too okay next up is uh me I support it trustee Dr Hazen yeah just quickly this similar thoughts just is it possible to break the phases up and one other just quick question and you know what would the cost be for example just on phase one if we want to take
307that the second quick question is is there any possibility of having you know our partnership our contract with the pgpd fill in in a way to perform an initial assessment or is that well outside of the scope of their duties we'll all address the last question first it's definitely outside of their scope of Duties um this is something the county uh the office of emergency services was doing about seven years ago and then they've they've just lost the capacity I mean they're down to about three staff um I worked with the uh County Office Emergency Services on three districts in the county um and then when so essentially this is based on their initial model MC Kimball was involved in that back then um in 2014-15 we did Soledad Greenfield and then Selena City Elementary
308School District Salina junior high as I mentioned went with Kimball and Associates um to parse this out I think it um it may cost us more in the long run we are getting a discount to complete the entire level uh phase one through three and and kind of one fail swoop and I do believe that um the end product being a deliverable we can bring to this board and then discuss how to properly Implement probably would serve Us best if we if we looked at it holistically as opposed to parsing it out because um you may get a lot out of the phase one SWAT um analysis active shooter Readiness and the top 10 staff concerns but that's not really a look at the facilities themselves to answer all of the questions that did a
309great job and explains it very well so I'm leaning on the right side of the fence now clerk McNary I'm in support of this trustee Ottmar anything that is in support of student and staff safety I fully support so I definitely support this as well and thank you for bringing us thank you um any member of the public wishing to comment either in person or online you're welcome to do so now please just raise your hand digitally or come up to the podium okay I don't see anyone who would like to do that so um we can oh you know what Josh Jordan I'm sorry I actually had a question um I had it written down here uh just to be sure are we including I saw that it said Community High School on it
310or does that include the state preschool and the um special ed preschool as part of it because it just said building a so I wasn't sure if that included it does it includes our entire footprint at the at the uh David Avenue School minus the charter school because they're different yes okay thank you so much um and so oh and then my last question do because of the dollar amount will you remind me do we have to take this to some sort of a request for proposal process or is this in a different category it's in a different category it's also Professional Services agreement so thank you okay thank you so much all right with that um yes please two other things well one thing with two parts to include the do it does not
311does not all right so how about the stadium the stadium is part of the high school so yes okay all right um and it's 23 24 fun 40 is where that money comes from that's correct okay all right and I will say as it relates to the do um the planned intent from our from our staff was to um work with Kimball and Associates during the the phase one through three and then we will do an internal we'll try to internally perform that same assessment on the do it's a smaller campus um and actually like the field itself here behind us is part of the middle school so really it's only from the fence to the parking lot yeah let's think about you know what we did recently with just making sure that we've secured
312this area too for very clear reasons why or just as far as passes and and IDs and stuff like that so I don't know I I wouldn't mind if we were gonna if we are and I think we are moving ahead with it if we're gonna put it all together we should try to do the district office as well they did have that as part of their initial proposal I I don't have it in front of it in front of me but it was in the neighborhood of around fourteen thousand dollars to do the do T okay any other questions by the board and I'll swing back through the public as well anybody all right I don't see any public member wanting to speak on this um so we need a motion in a second
313please I'll move to approve the contract for the comprehensive District site Safety and Security threat vulnerability risk assessment I will second that okay motion made by clerk McNary seconded by trustee Ottmar can we get a majority vote please hi hi motion carries unanimously thank you so much okay moving on and action J was approved in consent so we're gonna move on to action k which is a contract for services with Scudder Roofing at Robert down Elementary and this is director Anderson hello that was quick okay and um actually so um if if y'all don't mind this one was really clear in the packet and so I'm just gonna kind of do a brief is that okay with you perfect okay I'm gonna do a breeze through and see if that's okay with everyone and if
314not please ask questions yes go ahead awesome um I'll try to make this quick we're okay okay so I was just wondering about two things um is there a a warranty on the roof I saw in the contract it had mentioned one year after the date of final completion and that seemed extremely short that's just that that's not actually for the product the product has a 15-year warranty yeah and then the installation is 10 years for the contractor okay excellent and then um the I lost track of myself here actually I'm remiss it's actually a lifetime warranty for the roof you know for the product but I think the product's a what a 40 year product if I remember correct but the 15-year warranty is actually for the algae protection everybody lost it so I'll
315come back okay thank you no problem oh I've got it no please go ahead there's a lot of writing in here um my question came while we were seeing the presentation from ABM and I just wondered um why the roofing wasn't going through ABM is that something that's totally separate yeah it's separate it was complete it's completely yeah it's completely separate ABM is focusing specifically on um like I said before utilities HVAC lighting water sewer okay they did mention insulation yeah which is right somewhat of a component but it's attic insulation so okay so when they talk about building envelope if you remember when we did the reprioritization I talked about building envelopes so this was all in motion before we even contacted ABM and this is a Title 24 uh reflective roof so it's
316going to meet those requirements that they would be bringing to the table anyways so thank you thank you that's all I am good questions trustee Brian Swanson uh nothing no questions thank you thank you I do not have any questions Dr Hazen nothing okay clerk McNary all right let's see if the public has anything to say about this so we are gonna look about thank you Lewis it doesn't look like anyone's raising their hand um so for this one um I think I hesitate but I think we're ready so um would anyone like to make a motion on this one I'll move to approve the contract I'll second okay motion made by Jennifer McNary seconded by trustee Ottmar uh majority vote please motion carries unanimously thank you so much okay John thanks for staying up
317here because we've got action item L contract for services with assonio construction at PG High School um same story with this one it was really clear in the packet thank you by the way for that so helpful um board members any questions or comments we'll start with Brian Swanson on this uh none that weren't answered already awesome I don't have any either Dr Hazen oh Sam thank you clerk McNary none thank you trustee Ottmar just um I had a question about it says attachments exhibit a and exhibit B are those of valued for us to see or yeah the two exhibits one will be their schedule of values produced and that's produced at the time of contract execution the second one is their um material I'm sorry performance material bonds and again they don't pull
318those until the contract has been awarded by the board so they wouldn't have been included in the packet okay and then this is a 40-year correct warranty and it's renewable as well so yeah after that 40 years you get extended 10 years at a time by recoating so okay good product cool thank you so much going out to the public to see if we have anyone who'd like to comment on this or um anyone here in person or online okay seeing no one I'll make a motion to approve action L um on staff's recommendation can I get a second I'll second okay motion made by Carolyn Swanson seconded by Jennifer McNary majority vote please hi motion carries unanimously moving on to action item M contract for services with auto construction at Forest Grove Elementary um
319any trusty questions on this go ahead Laura asking a lot of roofing questions um my question about this is why are we using a different contractor is it the same roof these were publicly bid it's same Roofing product and it's just a different contractor because they were the lower bidder okay which is actually beneficial to us because we have multiple contractors working at multiple sites I see okay that was I was going to say if we had asked for bid for both together could we have gotten a better um deal but if it's technically we kind of did by putting them all out at the same time um and you know the competition is what won the lower bid I'll be honest uh actually I negotiated since we had a single bidder I was able
320to negotiate and I I was able to successfully negotiate eighty four thousand dollars off the original bidded price cool thank you that's all I have Smith bonus for you thank you trying to pay for my myself yeah okay uh excellent so that's action item M for auto construction at Forest Grove Elementary um trustee Brian Swanson any comments I'm just gonna kind of glance at everybody on this one nope nope Elliot no no okay public comments thank you Lewis I don't see anyone member of the public wanting to comment on this um can we get a motion I will move to approve this contract as well okay I will second it so um motion made by Jennifer McNary seconded By Carolyn Swanson majority vote please motion carries unanimously moving right along to action item n contract
321for services with Southern bleacher another John Anderson presentation um board members any questions okay oh yes what do you have but um my question was only um and maybe it's in here but are these repairs being done over the summer it repairs right now with this contract is actually for demolition where it was damaged and the temporary repairs to make it usable for graduation okay so it's been done or it's being done it's been done okay that's fine I was just gonna ask you forgiveness ratify the given my question was just gonna be are there going to be students like in the area when it's when it's being no and then it's done the repairs that will be forthcoming will hopefully happen during the summer of already negotiating with this and Southern bleacher is the
322original contractor for that um stadium so and it's it's a basically it's um proprietary stuff so it needs to come from the same contractor so we're not you know we're not we because it's a repair from damage we don't have to go out to bid for that we're having to do it with the original contractor because they're the only sole supplier for that okay and is it the is it a thorough repair now or they're saying they're going to have to come back they'll have to come back and finish to have to replace the section that's missing be my guest go over and take a look and you'll see that it's safe and ready for useless I believe it weekend yeah okay thank you just trustee Dr Hazen just a quick question too is this
323going to be uncovered by insurance as well yeah we've submitted a claim perfect thanks mm-hmm any other trustees liking to comment on this no um thank you for all your Busy Bee work over at the stadium I've seen you ever hear and you and your crew every day for I feel like a couple months now I don't know if it's been that long but it seems like months there's a lot of tree debris cleanup going on yeah it's incredible I can tell there's so much work added to your plate for that so thank you um do we have any public comment on the contract for southern bleacher okay seeing none thank you director Anderson um do we have a motion happy to make a motion to accept this agenda item is written oh second okay
324wonderful motion made by trustee Dr Hazen seconded by trustee Ottmar majority vote please I motion carries unanimously okay we're on the back page it's 10 26. we're doing great okay um action item oh board agenda format regarding individuals Desiring to address the board okay so I guess technically this is I guess this is my item somehow um so um we had a request from pgta to um to kind of speak to board members and after discussion by the board it was decided that this could be an Avenue for um warmly inviting having a place on the agenda for pgta and CSEA to give Union updates at a meeting if they chose and this was um uh concept that was brought up um I guess it's done at many other districts it's kind of a standard
325practice at other districts not all districts but some other ones and so that's what this item is um so Dr Hazen any discussion um no comment other than just based on emails and such I did not even if it's good to know that it is standard practice elsewhere but I don't see the need to have this because I think we've had pretty good comments from both parties at our staff comments so as long as we let that still be United on the agenda I'd feel comfortable with how it stands okay you don't see a need for um specifically having a line item for PGT and CSEA leadership to speak okay uh clerk McNary um I don't really have a preference on this item I'll defer to The Other Board member comments okay trustee Ottmar I'm
326just the same thing that um Elliott was discussing just based on the email that we received as a board um it sounds like this may not be wanted um I agree that it it feels to me that um it feels to me that there's a level of comfort that if there's something that needs to be said or a comment that needs to be made um they're being made so I suppose um I don't know if there's anybody that is online that would like to comment that sent that was involved in the email I would like to hear from them but um I don't necessarily see a need for it okay trustee Brian Swanson well I I too don't see the need I like the way it is right now anyway where it's just open for
327employees and that there's an ebb and flow I don't I think to segment it might actually work against what we're trying to do with with keeping Communications open and and let that happen however because somebody might have an idea right after somebody else speaks and and to segment it I think might make it a little clunkier okay any member of the public wishing to speak on this item hi I'm glad you're here still well uh thank you for having me in here um I think uh I'm not going to speak for CSEA but I kind of am sorry Leslie but uh I don't think any of us uh are anxious to make any of these boarding meetings longer um I think you know that uh and all my predecessors we are not afraid to come
328up here and speak or to send you your emails you might start being afraid of getting them from me but um I I just think it's just an added piece that we don't necessarily need and our concerns were a little more that there were some unintended I think it comes from the right place but there could be some unintended consequences of having that time um so I I appreciate that you are open to getting the emails and that you're open to having me come up here as many times as I find necessary but um thank you for thinking of us but I I don't think we need to put it on there thank you okay thank you so much um any other member of the public wanting to speak on oh good okay we've got
329Leslie please go ahead hello good evening Leslie terminal again um CSEA president I did send a um email to board members this morning regarding this item um kind of the same thoughts that Laura Lee just shared um while I do think it's a good idea to kind of explore new avenues of communication between the units and the board um it seems the process we have in place now is effective and and as Laura Lee said there could be just some kind of unintended consequences um in in communication in in this fashion so um we're definitely open to having uh open dialogue and I think it Bears more discussion going forward how we can do that thank you thank you Mr hello oh uh we have another member of the public with their hand up looks
330like I think it's Erica Chavez you are correct Erica Chavez um and I will be the vice president as well as the treasurer next year um of pgta and I agree with um my fellow board member there I also um would like to invite the board though if there is an agenda item that you are seeking specific input on um maybe sending out or it's an extending an invitation for that meeting just so that we can be prepared with maybe talk to our um our unit members as well so that gives us the time to be prepared and speak on behalf of us um if there's something that you are seeking specific teacher input on um on a specific agenda item but to have it be a line item for every single agenda is um
331I think Overkill and unnecessary oh okay um thank you for that and I do want to clarify that it was it was not going to put a line item for every item it was going to have at the very beginning of the agenda during public comment it would say staff comments pgta leadership Commons CSEA leadership comments and then Community member comments and just a point of clarification but I think even with that point of clarification the sentiment is the same that you're you don't feel it's necessary okay thank you so much okay any other members of the public wishing to speak I don't see anyone board members I think um yeah okay well um it sounds like this item is not deemed necessary by the majority of the board or by the folks that we
332would be listing on the agenda so in that case do we even need to vote on this Ralph we already kind of began the discussion and worked on it and it's on the agenda so you need to so we need to vote no longer and let it go through the process yeah so when so the person who makes some Motion makes a motion to positively pass it and then the rest of us vote no on it you could vote you could make a motion not to accept this and then give a second or you can make a motion to pass it and then either not get a second or it doesn't vote yeah so just call for emotion and if there is no motion it can just die on the line yeah you can also
333is that that sells all right do we have a motion we do not have emotion it is dead all right action item Pacific Grove unified school district post pandemic protocols and 34. okay Joshua Jordan yes I'm bringing this item back um but I'm going to defer to the expert who is online um is Nurse poly online okay thank you so much nurse Paulie so um I'll go ahead and just read through the update that I received from the County Office of Education um so we received um updated school guidance on March 20th of this year and so I wanted to just review what um the guidance was and then how what my proposals were in terms of addressing this and so the first one was that the supplemental paid leave program was um been removed
334and um then Cal OSHA covid-19 prevention non-emergency regulations that's more of employee guidelines and um this other item was references regarding required actions recommended related to face masks and so um unless otherwise directed by local Health departments or local educational agencies students and staff should follow the cdph guidance for the use of face masks until April 3rd of 2023 as well as mask and guidance for specific situations um reference below so in researching all these guidance and then clicking on the guidance for face masks the school guidance is now um the face mask guidance for the school guidance is now face masking for the general public Edge also used in healthcare settings so this means that in community and low transmission times for community and medium transmission Community levels its consideration for wearing a mask
335except if you have an underlying medical condition or immunocompromised have a disability or um are symptomatic and have been significantly exposed then it's recommended that you work you you mask so the guidance is following assessing personal risk so considering wearing a mask for times of low to medium transmission rates at the community level if the community level is high transmission that it is recommended and interestingly so I I looked up transmission rates to get kind of the measures the data points and the only measures now that on this federal and state level related to coveted measures are vaccination at rates and hospitalization rates so they no longer have the case positivity and the case rate data to determine Community transmission level so if you look at hospitalization the burden on the Health Care system as
336well as vaccination rates so um previously the measures that we would use for low medium and high transmission so low transmission would be less than 10 residents per 100 000 or test test positivity less than five percent and so medium transmission rate would then be five to ten or medium transmission would be five to ten and then high would be above 15. so that I can't find those measures on them websites anymore they just simply go by the vaccination and the um the vaccination and the hospitalization so um I looked at Monterey County's transmission level it's low and So based on that the masking isn't mandated but it's it's recommended if you're immunocompromised have um underlying health issues um which is the reason why we'll continue to provide Mass surgical masks for child and adult
337size we have plenty of can-95 masks um adult size right now and we'll continue to provide home test kits so we just ordered about 4 000 more test kits that just arrived this last week the state is allowing us to order for this next year the deadline was June 16th so we got that order in really early um I'm getting really really good updates from the county if they have additional test kits available so we'll continue to order those and have those on hand for people to test and then we'll continue to provide masks um so one of the other measures from the school guideline measure updates was that the routine note of application letters for positive test cases of expired and so as of now we have have a mandated masking at the elementary
338level for the first five days of exposure and so when I receive an email from a parent that their child has has coveted I touch base with the parent I communicate with them on the start of symptoms the date of the positive tests and then I can calculate when the exposure period was for the classroom as well as their quarantine and so I've been sending letters to the Elementary classrooms if that class has to mask the next day or if it's over a weekend if they have to mask on Monday and then for you know however many days after would be that first five days so um the the state guidelines to align with the state guidelines we would rescind that mandated masking at the elementary level as the coveted notification letters have been expired
339but we would still continue to provide masks for um students that need to wear them we have kn95 masks for adult size and we would continue to provide covet testing that said we do masking is important for students that become symptomatic at school and have been exposed to covid so just like doctors offices we're going to have masks available and we will ask students to wear masks if they're symptomatic I've done that when students have come up to the health office and they're coughing or they're otherwise symptomatic and most are very amenable depending on a mask until they're picked up from school um so let's see and that so the county health department does require us to continue to report positive cases we have an online portal that my health aides and I use to
340report positive cases so the county does want us to continue to do that um any questions or further clarifications or any additional information you need from me thank you Nurse probably so much clerk McNairy anything since we're lucky to have excuse me nurse Pally here tonight um are you comfortable telling us what your recommendation to the board would be with regard to the guidance sure sure so I given um given the state of the pandemic that we're in and just all the research I've been doing in the cdph website the CDC website and then communicating with the County Office of Education um I feel like we're in a state with our transmission level just within the district um we're getting very very few relatively few positive notifications of positive Cova test results um I feel
341like I feel comfortable recommending that we align with the state guidelines and which is to consider wearing a mask in times of low to medium transmission and should transmission levels become High the county is really really good at notifying us since we don't have that data with case positivity and case rates anymore available online the county will notify us if there's higher transmission that we and and that we need to go back to the strong recommendation for masking that said I um I will encourage families in health Communications to you know keep their children home when they're ill and if the child becomes symptomatic that we will encourage them to wear a mask and that time if they've been exposed that they should wear a mask for the 10-day exposure period so that will be
342those will be continual reminders as well as our illness policy and that testing will be provided and that will provide masks at the school for those that need to wear them thank you any other trustees to have any comments or questions now that we've heard from nurse Polly Ryan no trustee Omer Ellie okay so um we have this item here in front of us we've heard from nurse Paulie let's go out and see if the public has any questions or comments for us good night Mr Garcia good night um looks like no one online has any questions for us I should say has any comments related to this item and no one in public is coming up to the microphone so in that case um do we want to make a motion to adopt action
343item p you're Mike Stud okay Louis do we have a live mic we can mix our microphones are dying I will make a motion for uh trustee I'm happy to make a motion to approve it that's a really I've never had that happen at a meeting I wasn't sure what second at Mars yay okay all right motion made by DR Elliott Ottmar now I'm just right okay pardon Dr um Hazen the seconded by trustee Ottmar um let's see this is a majority vote please I thank you so much motion passes unanimously moving on to item Q which is Board calendar future meetings okay I think there's something in the blue folder for this Dr P is this um do you know why there was something in the folder for the board calendar yeah I can
344tell you what the revisions were um uh the um Mandy help me out on this one uh there are a couple Corrections the December 7 meeting we should read December 7 number one on the August through December 2023 it shows December 9 but that's December 9's like a Saturday I think so the correct is a correction it was corrected to um to read um it should read December 7. so scratch off December 9 should read December 7. On The Board calendar we she already added the SRO contract for the second meeting in January you have to go back on that so it's reflected she's back dating and that way the next year it'll appear on there in the correct spot okay so the SRO is on there and then on September uh we added a
345September 14th special meeting and again it'll track forward on the next round so that's uh those are the changes the corrections that were made so that the new calendar reflect um what was discussed and other than that there are no more um additions at this point okay that is excellent and so then there's that um supplemental page from um leadership Associates they're proposing those dates and times for us um somebody remind me what page of the pocket that supplemental page is on 663. thank you will you kick off the discussion Christine I looked at clerk McNary and I said trustee atmar whichever YouTube what are you looking for for me um any discussion on this on this item um I guess given the proposed timeline from leadership Associates we have a meeting to get on
346the books in the soon yes okay so that would probably be where I would start okay so they're proposing that we need to have an initial they're calling it initial meeting with the board board determines characteristics skills and qualities desired in new superintendent publicly announces timeline and procedures open and closed session for approximately two to three hours and they're hoping for that to be on May 22nd or 23rd um shall we pull out our calendars and look okay we shall um just a quick comment it looks like the 23rd is the adult education high school diploma graduation so that's at 6 p.m so that might be a conflict okay that's a good one thank you anyone hear that sound oh God fan belts okay um okay all right so the 23rd Elliott yes I have
347that as well from six to seven and um I have something on the evening of the 22nd as well so daytime um how is daytime for anybody that's tricky thumbs down thumbs down Elliot I have time on Monday a bit but it would be later in the day and tough I'd have to cancel something but I could make it I know I'd have to cancel something too but it is important that we get this ruling I am free Monday afternoon if my wife can take my son to soccer which is usually happening you're free Monday afternoon okay so maybe like uh five o'clock on Monday okay trustee outmar any chance okay okay we can push it to 5 30 but if it's two to three hours like we started at five then we're hopefully done
348a little not going super late we don't either yes we were all in solidarity okay um clerk McNary five o'clock on Monday the 22nd sounds good okay uh Brian Swanson uh yeah yeah okay uh and then also important is um um staff members so trustee it's not trustee just looking at you saying trustee Joshua Jordan okay thank you 5p and then uh Ralph you probably wouldn't attend this correct okay I couldn't at that time anyway I have some on the calendar but it didn't matter so okay all right so we've got Josh Jordan any other staff member that we need to have here for this I've been forgetting Lou I guess we could ask Lou he's not staff obviously but yeah um I think director Mankey perhaps and we can confirm with her okay okay
349special meeting um and then okay so let's um is there any other meeting that we need to set clerk McNary looking at this leadership Associates right now this looks like the first step and then we'll probably have to adjust and figure out timelines after we get the process started let's start here yeah okay um and then if we could have Ralph's office um make sure that this room is available Lewis will need it that evening hi five o'clock on Monday the 22nd okay um but we'll let Ralph's office coordinate all that all the all the um details so okay all right so um I'll make a motion to prove action you know what sorry public comment any public comment on the board calendar slash future meetings okay I see none and let me just triple
350check with it yes go ahead Laura great question we're just approving the 22nd at 5 PM yeah the rest of them are just kind of ideas and yeah good question Madam president just just as a point of order for that um there will be interviews in here but it should be done by five so it may be just a quick transition for the room but just letting you know okay okay might not be as organized as usual do you want us to do 5 15. no no I think it'll be fine just letting you know it just it's probably not you probably don't need this quite this setup but it's no problem Angela's amazing and I'm sure she'll have it all squared away but okay yes no worries at all um and they're saying opened
351and closed session so I'll let Mandy work with Dr Andrew like she has been to coordinate what that agenda needs to look like Etc et cetera oh wait she's not here tomorrow you got it Josh okay thank you so much put it on the additional list okay have I forgot anything on this item Board calendar we've talked to the board we don't have anyone online who would like to speak on it I'll make a motion that we approve the board count proposed Board calendar that was in our blue packets as well as our special meeting on May 22nd at 5 pm um that's my motion I'll second okay motion made by um me trustee Carolyn and seconded by clerk McNary uh majority vote please I motion carries unanimously all right it's 10 52. so um
352information discussion item continued so this is info Item B it's a csba policy updates for December 2022 this is here now and then it will go on to consent at the next meeting um technically we don't need to vote on this do we have any direction that would um hinder staff from putting this on consent at the next meeting I don't have any Brian do you have anything no okay so um yes please put that on consent at the next meeting and now we're at Future agenda items does anyone have anything um I'll start with trustee Ottmar you do not hi okay so trustee armors Omar says she doesn't have anything trustee Brian Swanson not at this time nothing at this time he might not oh gosh she doesn't have a mic either microphones are
353dropping like flies I don't have anything Dr Hazen nothing else nothing okay clerk McNary no I will save you will save okay and then we're gonna go online to see if any member of the public has anything and then I also want to remind everyone we have the online system if you would like to submit an agenda item that comes to your mind and you're not in a meeting you can go to the online form that's on the pgsd website and submit something there okay with that adjournment it is 10 53. good night thank you
