001until I get to go I want that take one should I just begin for the heck of it we're feeling good I'd like to call to order the Pacific Grove Unified School District Board of Education for September 15 2022. so could we uh please do a roll call present here present Carolyn sponsor here thank you so much uh tonight the next thing is an adoption of the agenda and are there any changes I have no changes I know that there was a request from a couple of pre-K teachers that wanted to know if we might move the um the items in uh discussion I'm not discussion but information discussion and if that would be moved up but uh the concern was raised by one trustee that that um people might be planning other things and

002if that just movement changes I don't think these are long uh cultural proficiency update um and that's going to be given by Buck roggeman would you mind doing a like a shift one one way so that the universal Pre-K could go first or do you think it should you know that's what I like in a man I just I don't want to get real personal here that's excellent we'll go with it if I may I just there was a there was uh some thought that went into the order of these items so stick with them um just that each item is was intended to build on to the next one so um if we do change the order of them or want to move some before action tonight I would just request that items b

003c and d be kept in their order and and move all three if that's what the board would like to do it's a request obviously we'll do whatever the board would like well I know that Mr roach had to be moved due to a family thing last week I think what matters is that we considered it but with that in mind I think we should keep things the way they are agreed board agreed great yeah I agree I do I I think because it's kind of to me it's a little too late to move it now just because um it's been kind of broadcasted as the last item so I would wait for someone to miss it okay well thank you Mr roggeman for your flexibility we're going to keep you right where we were

004and thanks everybody for considering that so um may I have an adoption of the agenda movement please I'll move to adopt the agenda as presented second uh the um it was brought up by trustee Brian Swanson the motion and seconded by Dr Frank Rivera roll call vote please it Dawson aye aye trustee hi trustee hi okay so the agenda is adopted we'll now be moving into closed session and in closed session we will be considering matters that are appropriate always for closed session in accordance with education and government codes tonight we'll be looking at um superintendent goals and evaluation and some collective bargaining issues and um so we'll adjourn now and move into closed session okay I like to open this meeting Pacific Grove Unified School District Board of Education for September 15th we're reporting

005back on closed session topics we discussed superintendent goals in a evaluation and we also had some time on collective bargaining sessions and what we're doing with that all right so we're gonna move forward now why am I lost here took my pages Pledge of Allegiance if that's a great way to start please I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all okay we're gonna start please with written communication for the board and this week um there were some questions regarding policy for the people sharing out and we had a question regarding that and just to respond to that quickly that's just been a a way we've handled things in the past and my

006understanding is the new policy that we've done recently literally I think reflects that you cannot say I'm giving my three minutes to Dr Rivera and this person's giving their three minutes and that we would like to hear three minutes from the individual so it's coming in the new nine thousands and that will be there I also got some communication about these potential skate park and that would involves us regarding is there a place on our district property so that'll be coming up and the reconfiguration there were some comments regarding that uh notes coming forward and uh one of the things I wanted to say about that is as we move forward is this is just a discussion I know some parents seem to be a little alarmed that this would happen quickly or in the

007fall of next year it's it's right now simply a discussion to look at it and the effectiveness for the district as we move forward so I just want people to feel a little um ease about that that it's not coming madly or quickly anything else other board members had it covered uh for written Communications I have a couple to add on to that um I got an email about a high school staff member regarding their actions towards students um I got two emails about high school volunteer uh one email about adjusting the agenda which by the way we are going to have that item at the end of the sorry let me tell you what item it is uh the reconfiguration item will be at the will remain on the agenda where it is so

008it will be at the end of the meeting for anyone listening or here who's wanting to comment or listen to that discussion and then an invitation for something called PG Libs that's it okay thank you very much all right next we'll do board members comments please can you start I'll make it quick sure you take your time sir uh I might have something more later but um I attended my first water polo match a couple weeks ago with uh trusty paff and with Dr hagquist Who was there with this as well pool looks great um I missed uh the women's game earlier but I got there for the guys who crushed it uh and it was really interesting and uh and admirable it's like I mean I can barely all right let's be honest I

009can't really swim um so seeing that display it's like what I do is just called not drowning but what those guys were doing was just incredible and it was really impressive and again the facilities look great a nice turnout for the game and uh or for the match whatever the match um it was very nice it was I was happy to go so that's all I got thank you so much Dr Frank uh for now um I went to the MPC celebration that was wonderful it was a celebration it was like blow up uh Skee-Ball and everything it was just really nice to see the community come out and celebrate the contribution of our local community college and I'm so glad that the board passed that resolution thank you for doing that I also wanted

010to remind everyone that today begins National Hispanic Heritage Month so something to be be celebrated that is our largest minority group in our district is a Hispanic identified Hispanic so go out and celebrate sounds good trustee Caroline yeah thank you president Dawson um just one thing to add about the reconfiguration item being the last item we chose to keep it there because it has already been broadcasted pretty widely that it was in that location on the agenda so we just didn't want anyone who was planning or hoping to be a participant in that agenda item to miss it um and then uh Ralph I wanted to follow up with you uh remember there was uh two board meetings ago we talked about the landscape plan that was kind of you know and um and the

011landscape plan thank you for uh messaging it to us trustees I just wanted to follow up on that so what can I don't want that to fall off the radar so can you tell me has is the landscape plan being now folded into measure D is it something that trustees need to bring back as a future agenda item so we can talk about and give direction to implement and measure D or where where is that at right now well um at the risk of suddenly surprising director Anderson I'll say at this point that that was a while back now when that Master Plan was first uh paid for and by the by the district um it's really a little bit of a misnomer it's it's a plan that was brought a number of people came

012in to take a look at the type of soil that we have the climate that we have the locations where we would think we would want to do landscaping and made recommendations of the kinds of plants and that would be appropriate for those areas that are also drought resistant and would help us to save on water that kind of thing and so they zoned out each site with a particular Zone identification and the kinds of plants that would be appropriate for that particular zone so it was really more of a guide in regards to what would be appropriate for different areas throughout the district and then honestly at that point that's as far as it went I think that um it can be incorporated in future discussions obviously since we have the information available to

013us as we take a look at what directions we want to go and as we take a look at getting more grounds folks on staff that might be something we can fold them on a regular basis I think folded into measure D would be fine too since this is the first time hearing this question I don't want to go too much farther at this point I can talk with director Anderson and we can talk as a Cabinet try to figure out what the next steps will be okay yeah thank you I just didn't want it to fall off so um so I would love to hear more about it however you want to keep that presented and again the reason I'm asking is because we've heard uh over the years from several different people um

014concerns about beautification of sites and it's something that we don't want to fall on deaf ears and then it was mentioned that there was this wonderful landscape plan from about 10 11 years ago so um thank you and I'll just kind of keep it on my radar and hope to hear about it again and if not then I'll bring it back up um and then at a couple of board meetings ago I actually requested from Billy the exit interviews of a couple of okay no problem I just I thought maybe I'd miss him so that's it that's all I have for my board comments okay I the comment I wanted to make and we'll get right to our student who's the most important comment actually in all of this but it was just a wish

015for um future board meetings we don't get to talk a lot because of the brown act we need to be very public all the time about everything and I know a couple of meetings ago we really uh took off on consent items and ended up spending somewhere over an hour and 15 minutes on items pulling them looking at them what what I'm hoping consent items we get these agendas uh just so everybody knows um Friday we start planning them the Tuesday prior to that the clerk uh myself and Dr Porsche get together and look at here's the agenda what are we going to do we then uh finalize they finalize and get all the paperwork together and then deliver it so as the board we get this Friday and we have six full days to

016to peruse it and um they're so good about getting it to us what what I care about for the board and what I'm hoping to see and I'm not here that much longer is I know tonight we're going to have a thing about uh counseling I would like to see our board meetings in a direction that deals more with our students our programs um our goals of what we want to see educationally it's very easy to get off on and I mean all due respect to you song with the numbers because finances facilities um the it's so easy to do that and a lot of times they do diagrams of what your time has spent on the board and I feel like sometimes um by the time we get through all of the minutia we

017don't get to the meat and I think our meat is our students and it's what's going to happen with them and how do we improve and I think especially post covid we've all read articles about deficits and things that are going that need I think very critical attention from us so what I'd like to see is that consent items get taken care of the reason they're called consent is they shouldn't take a lot of discussion that's the goal if they if we think it will then that's why it goes to action discussion so if we can handle those more promptly and spend a little more time and I I've asked Dr porus and I know Dr Rivera and I have both uh pushed this forward that we hear from the different sites things that are

018going on that are meaningful that the community really needs to hear uh to not only just celebrate our kids but sometimes to pay attention to that this is what's going to need some focus and this is what we need to to work on so uh that's that's what I'm hoping and I just needed to say that tonight but now I'd like to get to you sir and what's going on at the high school okay yeah uh so good evening everybody I'm just going to give a quick brief rundown what's been going on at PG High the past couple weeks um as far as uh Sports Go I know cross country has been having uh Meats we've got a couple uh really really solid Runners on the uh on the team PG's always had a top-notch

019cross-country program so um they definitely deserve a spotlight um I know volleyball is on the road right now last I checked the game was going well um uh football we've got a game tomorrow against Greenfield uh should be a fun matchup uh I know tennis is on the road tonight so got a lot going on in sports uh most every team has been doing really well so having a fun season um and then as far as in the leadership class uh we've kind of gotten past the uh the busy first part of the Year shoe week all that stuff so um we're not really crazy crazy slumped right now with uh busyness so we've been uh doing our part in planning ahead uh just so we have um different things planned uh as far as

020like prom the juniors are already starting to fundraise for a planning prom um we're looking ahead uh for homecoming which is going to be uh the homecoming game is on October 28th and then the dance will be on the 29th and uh we're looking ahead to have a possible homecoming parade this year um we're still waiting to hear back from the city but that's that's kind of our goal is to bring back that tradition to have a homecoming parade and we think that'd be pretty fun so that's kind of what's going on at the high school right now thank you so much I used to plan homecoming parades for about 15 years oh heck yeah okay hey we have another really important thing to do and I need some assistance so tonight is uh the

021last meeting for someone who even though I might have made a disparaging comment about numbers certainly not about you personally and the outstanding job that you've done can you open that door because I think her hands are full uh the board wanted to take just a moment to honor our lovely song and everything you've given to us and done for us with all these years and um we have a card but we need all board signatures so that's coming but just a moment to recognize you if if we got you what you deserve the room would be stuffed with flowers so thank you so much a few seconds there you go there you go thank you so much all right we'll now go to superintendent report thank you madam president and uh you you stole

022the Thunder well we're just setting the tone um it's most appropriate that you started us off that way I only have one item and then I I want to share uh in some acknowledgment obviously um I Heard earlier that there was a discussion uh letter coming in regarding the skateboard park and I've seen that uh the butterfly parade and the skateboard park symbol look very much the same uh we are in conversations with the city I just had a conversation with Dan go public works uh and um Ben Harvey the city manager um we are the city has whittled it down to three locations at this point um and um I don't want to get into details yet because it's still Theirs to work on um I do know however they are continue to talk

023with us because one of the sites um does concern the school district as the site that's over by um on the forest lodge Road right at the top of Forest Grove kind of across from the calam and some of the offices there you've always noticed construction trucks parked there most of the time um and um it's a gravel lot and it belongs to us and the city wants to wants to get in a dialogue as to whether or not we would consider working with them to see how we can make a skateboard park work um I told them of course that would be a great idea I think it's a wonderful idea for the Youth in our town but that's jumping the gun just a bit so um we they have yet to whittle down

024their qualifications as to where they want to go next and so staff will be working with the city a little bit in just general discussions um and nothing there's no underground conversations happening at this at all but I want to make you aware that we have been talking and will bring relevant conversations to the board as soon as there's a little bit more substance to it so just want to make you aware of that and we'll go from there being a skateboarder in my youth I think would be awesome um so the other topic of course is uh taking this a few minutes if you will indulge me and certainly for yourselves uh I want to acknowledge and appreciate song for the work that she's done this is her board last board meeting although she's

025promised that she's gonna zoom into all the board meetings in the future because she just cannot get away um but uh we uh speaking for myself and on behalf of the administrative team song has been just an amazing addition to the team in the four years that I've had the opportunity to be working with her in Partnership um in the superintendent ranks um she has just brought an entirely new level of conversation um in the management team and a big piece of that a big a piece of the conversation that we have had around cultural proficiency and taking a look at equity in our district and um really becoming more vulnerable around the backgrounds that we have in the culture that we identify with um a chunk of that has to do with song and

026when she first arrived to the district we immediately got in those conversations about her background and the culture that she brings to our district and it really it was just wonderful to begin that conversation and it's in it's just kind of permeated its way so I think that's a much more uh important um Accolade to give and that song has had a part in the conversations that we've had in bringing equity and culture proficiency to this District um the numbers are important and so that would be the secondary part of the conversation of course is that you've known she's done an amazing job of keeping the numbers for us she's a detailed person she has a great knowledge of the laws Ed code I've done a lot of work for different districts throughout the state

027and has been able to really interpret that for the public give us a good read on what's Happening and the easy to understand fashion um and there was no time at all that we were ever worried about the numbers worried about um missing something song was always there to take care of it and um and last but not least for sure and I'll I know song wanted to talk a little bit in the board for sure um I've just appreciated song as a person um I think the humility that she brings to the position the kindness The Compassion um just has been tremendous I've learned a lot from her I've become a better human being because she's been around and I appreciate the work that she's brought for us I know that she's going to

028have a wonderful time in her retirement and I'm sure she'll continue to do other work that she does I'm proud to say that at least for the moment the last CBO uh position that she had was here in Pacific Grove um so that we can lay claim to her that way and so on behalf of the district um she didn't get her plaque last time so on behalf of the district with the deepest gratitude an official retirement plaque for song for the dedicated service four years for Pacific Unified School District and song you're amazing so thank you [Applause] foreign thank you Dr Perez for the kind words this did not come out of the fiscal budget well may I still say a few words oh no you have to let the board say okay thank

029you yeah we have things to say good to go all right I'm gonna go um I was thinking about it's like how quickly four years has gone by and I'm going to try to make it really short because otherwise I get emotional about these things but it was four years of just such a high level of professionalism and yet your heart still came through all of that and even though it was only four years your impact is going to be so lasting I wish we had more with you I get that life goes on and things change but I personally have enjoyed working with you so much so thank you for everything that you brought um so I haven't known you as long as the rest of the board but right away I was just

030really impressed with how approachable and in a positive manner you approached your job and it was really nice and I'm a data wonk myself but when I looked at our first budget report my eyes just bulged out and I was like Wow and but the way you're able just to present that data and make it approachable and then help zero our eyes in on the the important points and just to to dig through is just was just wonderful and made it less intimidating um but those that was the job again I just want to focus on the approachability and how just wonderful it's been to to work with you and I just wish you the best of luck in your retirement song I remember when we first met I was just a parent I was

031not on the board and um I came in asked if I could have a meeting with you in your office and learn about the budgets and you were so kind to give me that time you were I mean I don't know if you can do that for every single parent who asks you and I don't know if there's any parents listening who want to learn more about the budget you can she's leaving you're welcome to ask Josh Jordan um but I just appreciated that you treated me like I was someone who worked in the district office or someone who was on the board you treated me with such grace and patience and helping me learn the budget and you continue to do that after I became a board member so thank you for all your

032compassion and patience you're one of a kind and I will miss you thank you yeah I uh I'm still a little new here but haven't gotten to know you very much but you seem like such a role model um for anyone in this room especially these people up here so uh I I really thank you for everything you've done and everything that the community has seen that you've done I'm sure handling with budgets dealing with budgets can't be the easiest thing in the world so I respect you a lot for that so thank you thank you and finally any questions we had we wouldn't be home but a moment and there'd be a text oh you uh trustee asked this question and she'd send this massive um correspondence clearing everything up I really appreciated the

033Simplicity in which you explain things I'm not a numbers person and I like that she has big red arrows and says look here and you see what this means and how this correlates over there it's it's just been wonderful and I agree with everything everybody says your kindness your professionalism and just chipper attitude which um is incredible and we'll all miss you sorely powerful missed the numbers too he's not here tonight but he's here with his numbers in his head so a huge huge thank you um I will move the flower so I can see the audience well all right thank you everyone for the kind works and dear Dr Paul Ross and trustees and of course now it's time to say A Farewell this past four years and two months but who is counting

034right have passed like a Flash and it was a time filled with joy accomplishment challenges Galore not a dull moment I assure you the kiss method all worthwhile highlights for me are the interactions and sometimes deep dialogue I have with a couple of brilliant five-year-olds I would like to say to thank all the wonderful staff the School site office assistance Food Service ladies custodians maintenance and grounds crew Transportation Drivers district office staff my own business services staff if you're watching tonight including teachers I mean included teachers site administrators who will make the last four years in my career in the K-12 environment such a rewarding and memorable experience especially in my last four years with Pacific Grove unified school district having started my professional uh Journey fresh of college in the corporate sector for the

035first four years I was miles from Imagining the excitement that awarded me awaited me the rest of my career in school districts instead of spending my time in the corporate corporate world I was fortunate enough to land in L.A County Office of Education Lego where I discovered School Finance before you know it it was in incredible 29 years in K-12 which in retrospect feels like a giant blur since that is safe time flies when you're having fun which is then isn't to say that you all fund that it all fun all the time this past two and a half years of pandemic it was without doubt the most challenging for everyone for months in length the business office was functioning with five to six retirees as substitutes but we got through it we settled with

036our bargaining groups process retro checks built new budgets and close to books each year without missing a Beat we continue to face our share of facility challenges but we now have a great group of skilled employees added to the department so I'm not to worry about that Dr poros is the consummate leader providing the trust and support to every one of his administrators I've always valued his rational thinking and judgment because good humor and his management style when I first arrived in PG Pacific Grove one of our neighbors perk up when I say I would be working at Pacific Grove School District he said oh you're working with Ralph that to me was an auspicious sign of course I wanted to tell him that's Dr poros to you as Timber members each and every one

037of you bring a diversity of perspectives convictions and guidance at the end of the day you are passionate about a community of students I've greatly appreciated your trust in steadfast support I truly could not have asked for more you are one of the strongest committed groups of individuals I've ever asked I have ever had the pleasure to work for I am admire some of the tough decisions you often have to make my hats off to you in closing I wish to express my respect to the Pacific Grove unified school school district which is full of dedicated hardworking and deeply committed employees who have been an inspiration for me and also Mr Avila unfortunately is a short time together but I really admire your talent I wish I was that smart when I was 18 years

038old and thank you have a good and I do have a noted actuals to present DMD thank you so much all right can you read that oh yes I'm sorry pgusd staff comments non-agenda items we have one please oh we have several um yeah we'll start in person first place good evening Port Sean Keller principal at Robert Downey Elementary School just a reminder this saturday is um walk with pride at Lovers Point starting at nine o'clock I believe it goes till noon and then next week Robert down PTA will be hosting a dine out at Pacific Thai and I believe that is on the 20th and it's from lunch through dinner thank you thank you good evening Sean roach proud principal at Pacific Grove Middle School um first of all I would like to wish

039song the best in her retirement um I will miss your Rye sense of humor and the exchange that we've had during several meetings and my question to you is whatever will you do with your Thursday nights [Laughter] but I'm sure you'll find something um on on a different note um Pacific Grove Middle School um held a parent night last week to view the um the anxiety movie called angst It's a Wonderful movie we got an opportunity to share with everybody at home and the parents the numbers were decent not quite as much as I would like but still the message got out the movie's amazing if you haven't seen it um I have sent a link so please try and get a chance to check it out we had an assembly on Friday seventh period

040And I don't think I've ever in my nine years seeing the kids as engaged and into what they were watching as I did during that time at the end of the movie they there was a loud Round of Applause and on top of that we had several students contact us about some issues that came to light during that movie as well as some parents and so had we not shown that movie um we might not have discovered those issues and be able to address those issues on Monday during our advisory class we did a debrief with our kids where they were reflective and thought about things that are stressors and one of the themes in that movie is you know is this stress life-threatening it's something way back in the back of our minds a

041fight or flight kind of thing and so they were able to kind of talk those things out and this is really kind of our first foray into this the board graciously adopted our open parachute which is a social emotional dedicated um curriculum that we're going to be using during during our advisory class and we would continue for the next three weeks discussing anxiety we want to take anxiety and depression and all these things out of the shadows and put them at the Forefront so that people don't think they're bad ideas or bad words and they feel confident in discussing these kind of things our counselors hosted a drop in for parents on Tuesday night at six o'clock and um I'm really happy I'm really proud with where we are in this and this is just

042the first step in what we intend to do thank you guys to the song have a good one thank you for sharing okay so thank you so now we'll move on to individuals Desiring to address the board public comment on any item of interest to the public that is within the board's jurisdiction will be heard the board will also take public comment on each specific action item prior to the board action on each item the board will allow a reasonable amount of time for public comment on each agenda item not to exceed three minutes per speaker and no more than 20 minutes per agenda item pursuant to board policy 9323 speakers will be called sequentially until there is no speaker coming forward on the agenda item or the amount of time allocated for the agenda

043item has elapsed whichever comes first this meeting of the board of education is a business meeting of the board conducted in public please note that the brown act limits the board's ability to respond to public comment the board may choose to direct items to the administration for action or place an item on a future agenda thank you so much that was read so well and there's no one tonight okay all right and this is the item that we've talked about this has been the way we've had past practice with three minutes per so there we go all right next we'll move forward please to the presentation with the City of Pacific Grove housing element good evening members of the board let me just get my computer ready here no problem share my screen thank you

044and your name is Anastasia Wyatt correct okay good I want to get the pronunciation right okay there we go all right thank you so much board and um everybody for having me here tonight I am Anastasia Wyatt community development director for the City of Pacific Grove this might be a little disappointing because I'm not talking about the skate park sorry about that um but uh we've had some internal discussions I'll just say that exciting uh and I appreciate the members of the community who've come out to our Council meetings to talk about it so lots of fun there I just wanted to thank Alyssa so much for uh making sure I got everything ready and Lewis for your Tech help um so appreciate all of your assistance and thanks thank you to your all of

045you for your help with the students every day what you do is so important so I appreciate the faculty and everyone here uh so I'm here tonight from this city to talk about our housing element so have I'm sure some of you have never heard about a housing element it's a part of our general plan for this city so every eight years we're required to update the city's housing element it is State mandate and it's a critical part of what we plan for for housing in the future in our community and our general plan we're going to start an update of the general plan which is our blueprint for planning in the future development in the city which pretty soon so there's a lot going on in our department so I'm here tonight to discuss

046with you opportunity sites you're we talked about you've already talked about the skate park and could we possibly put the skate park somewhere on a property owned by pgusd um we're talking about partnership and feedback any feedback you have about the housing element you would like to provide to our department we welcome that and Outreach opportunities for the housing element it's very critical that we meet with all as many members of the public as possible for this and just a little bit about what is a housing element what goes into this General plan element that we need to write for the state so a lot of it is housing needs what are people's housing needs so we've been doing a lot of Outreach within the community to determine what our people's needs what are they

047what how many units what affordability levels those types of things that goes into housing needs constraints what are constraints to housing and Housing Development we're a small City we currently heard we have limitations on water all of those things are constraints to Housing Development sites inventory we need to determine where can we put housing in our community we'll get into that in a little bit and goals policies and programs for Housing Development this is important because housing and its affordability is an issue that does affect all of us I think you've probably heard of homeless students or families that are struggling in the community um in your District housing is a big component of that I've worked with other school districts on projects and programs for that new state laws are requiring uh cities and

048governments to do more when it comes to housing we're not developers but we're trying to incentivize the development of housing as much as possible and create new housing and affordabilities we need to make changes so how much do does the city need to plan for in this eight year period we need to plan for one thousand one hundred and twenty five units this was handed down to us from the state through negotiations with ambag the Metropolitan planning agency that we all work with uh within that 1125 units that we're planning for we need to have 339 very low income units 221 low-income 160 moderate and 405 above moderate part of the reason we received so many units is now because of affirmatively furthering fair housing we have to think about diversity equity and inclusion and

049what have we as a community done in the past that has not accomplished these goals we are trying to address that in this housing element and that means we need to think about diversity we need to think about re lifting barriers and restricting access to housing how do we create more housing how are we going to accomplish this 1125 units we're gonna have to be creative uh you may have heard of accessory dwelling units the state is streamlining the development of certain types of housing so there are some things as a city that we cannot stop anymore like that may have been stopped in the past through planning commissions or planning uh zoning so accessory dwelling units are pretty much allowed on any property we will re-zone so areas that may have been zoned for

050single family or less development will now be zoned with more densities splitting Lots you may have heard of sb9 that's legislation where you can split a lot and again looking at Key opportunity sites so here are some pictures of more density different types of housing developments that that aren't City single family development and when it comes to affordability as you saw earlier was talking about lower income units the median income for Monterey County right now for a family of four and this is a chart that details the affordability by number of people in the households right now we have 90 100 is what our the state has determined for Monterey County is the median income for a family of four so if you want to think about affordability for housing typically the rule of thumb

051is 30 of your income should be spent on your housing and that means for a family of four earning 90 100 they can pay roughly 2 200 .52 dollars a month on housing right now HUD has determined through their analysis the fair market rents and these are typically below what is actual um is for a two-bedroom home is above that moderate income what should be spent on housing so that's I didn't I just wanted to give you a little overview and if you have any questions you can contact me I appreciate John paff he's not here tonight but he's serving on our advisory committee I thank you for that collaboration and if you have any ideas or any other collaboration I'm here so um that's my presentation tonight and again just wanting to talk about

052what are ways that we can collaborate how do if there's any ideas you have that I can reach out to the community in Pacific Grove um your community I'd love to do that um so those that's my presentation thank you so much for sharing that I know John's talked to us previously about working with you guys and the ideas coming up the accessory dwelling I I've never heard of that and and that's is that throughout the state now that they're doing that because I had heard over in Los Altos I've heard of families doing that but I didn't know here as well everywhere huh yes wow okay all right other questions board or yes sir so 1125 1150 units over eight years right we need to plan for that many units so what are and

053so when we fail at that because there's I mean come on all right it's like there's just that's not going to happen in Pacific Grove so what does the state then do when we don't hit that Mark whether it's our city or other cities what happens so this state has developed an enforcement unit oh yeah this housing element round before this has typically been a just a plan we I hate to say put on a shelf as you you know um sometimes these elements are we've developed the housing we plan to develop and sometimes we don't uh but the state will be watching us over the next eight years we submit an a progress report every year to the state so they will see our progress and how we're doing um not just on the

054housing element we want a a housing element that they accept and sign off on at the end of this process December 2023 is when this all we finish up our planning process and submit to the state but then from there they will look at our annual progress to see are we meeting the goals that we thought we would okay um and is the state providing any funding to cities uh to help them further you know or to reach this goal we have received some planning funds which are great uh we will need more subsidies especially for the lower income housing development those are subsidies that we'll be looking at uh opportunities for Grants there are cities that have missed out because they did not have compliant housing elements on those funds so we do not

055want to be one of those cities that messes out so we are working really hard to make sure we ensure we keep our opportunities open for our community okay great thank you that's a huge challenge right no doubt huge huge thank you I know Pebble Beach made uh wanted to make some changes and they put in the low income housing on the way out of sfb Morrison I know we anticipated students coming into our schools from from there so I mean people are making adjustments I think it is quite challenging but it's also very important to say the least and it's our job to do a good job for as you say students who find themselves homeless due to things that are going on in their lives um so thank you for that good work

056any other any other questions sir um a couple of things so um we do have a weekly uh it's called a week pgusd weekly break I think is what it's called and if you have Flyers that um kind of line out Adu information or anything that you would like to get out to our families um you can submit those flyers to the district office and they decide whether or not to approve it but um this sounds like a valid thing for the weekly Break um to help you kind of distribute that information if that's something you're interested in great appreciate that and then um it sounds like um you know we're being presented with this very interesting information that sounds like it could really benefit our community and so um I think as a board

057we should consider directing Dr Portis if we should bring this back as a future agenda item to maybe discuss pgusd land being used to kind of assist the city for its 1125 units but more importantly to assist our community and our students and Families so I I would like to um see that come back as a future agenda item and if if the board would um if the board also agrees we can ask Ralph to add it yeah we can discuss that at the end of the evening when we bring up the future agenda items that's good perfect any anything else trustee Caroline that is all okay nothing okay thank you so much for coming in thank you pardon me public comment public comment of course I'm so sorry anyone here thank you so much

058for your help thank you it was quite informative diet no idea thank you thank you so much okay we'll move forward to consent agenda please and I was discussing a little earlier tonight so um where are we with this um actually we have one hand up on the screen Louis do you see that and I believe it's for this housing item what's up boom Dr Hazen hello sorry the host has not allowed me to start my video but I just wanted to thank um Anastasia so much for the presentation and I realize it may not be something you can respond to directly but I would love to know if there is a ability to lay out what the planning process is going to be for site identification for these housing sites outside of the Adu

059I know we've dealt with this a lot you know in our city on other items and it'll be really good just to have an idea with how the public can be involved with that and what what the process will be until December 2023 so thank you so much for that very informative presentation thank you you see any other hands anything okay all right so uh now we'll move on to um item seven consent agenda any questions or yeah I'd like to pull item e please okay any other all right so item e can we have a motion for um we'll move that how do we want to do that would we move that over to um uh you uh the board can go ahead and vote on all the other items under consent and then

060you can choose to move that anywhere you'd like on the action agenda okay so we'll just deal with it first thing all right so do I have I move that we accept the consent agenda for this evening minus uh letter e all second motion was made by Christy Dawson second in by trustee Brian Swanson roll call vote please it Dawson yes hi student Ray that's good all right I want to make sure you're included all right thank you motion carries all right let's go to uh item e please uh yeah thanks Christy I pulled this because um uh of the the NASA field trip for Robert down and I do have a couple questions about that uh mostly related to uh first of all a kind of a comment that I have is if our

061district has a you know kind of is the culture of our district to to look at field trips as part of curriculum and so I was looking at this field trip as part of curriculum it's definitely a science-based field trip and I couldn't help but think what's the equivalent that Forest Grove does so this is a field trip that's out of the area it's in Santa Clara and it sounds really wonderful and fun it's for fourth graders um and so you don't necessarily have to answer that right now because um I didn't ask you that in advance but I would just like to keep that in mind if we've got feel like if we could have sort of alignment at the district office or you know somehow above each site kind of making sure that

062the field trips if we're doing something especially related so closely to curriculum making sure that that happens at both sites okay that's it all right so um Now we move to pass let these guys take this trip correct any public comment public comment on the out-of-county for overnight activities that's shamas please thank you um my concern about that one is that you're taking all these fourth graders in individual cars I don't know nine drivers or something and driving that far and I was wondering why a bus wasn't taking them that far it seems it seems like you're multiplying liability no bus drivers well yeah I mean it may it may be but you may be able to find one before November 22nd whenever this goes but anyway we're happy to answer it if you like

063yeah well it's a point that's brought up I mean I don't know okay you know it's like you're spreading liability out when you take a nine individual automobiles that far with kids versus one bus that takes them up well I would assume that the school thought about this and this is the decision that they came up with I mean I get what you're saying but um we've been hearing about bus drivers we've been getting a lot of notes that people are getting qualified to service our district and hopefully in the future that's not an issue question from home please okay Amanda yes hi thank you I currently have two boys at Robert down and I'm just a little bit confused as to why Forest Grove can't do the NASA field trip I am so beyond

064thankful that we get to go as it is parent driven I'm not understanding why Forest Grove can't join in on that because I'm all for having both schools do the same and I understand the bus concept um so I just didn't know if that could be addressed or not foreign Force go is not going on this trip um well and it's possible they're going later in the year and we just don't know I I don't know um I can ask uh uh Dr preciado uh also who may be on on the line to speak up as well yeah so uh again Sean Keller from Robert down Elementary I can't answer for Forest Grove I just know that uh this is payon is very uh into steam and stem and she loves NASA and uh with

065a little bit less restrictions due to covid I know she's really excited to go back I've done the the trip myself um and coming from the Bay Area I guess I'm just familiar with the roads and not too worried about it as a principal and I just know what the kids got out of it the day I went to NASA and just to go to NASA is amazing so um I would encourage anybody in the district to go see NASA because it's amazing well and I think this is one of the issues that we've talked about regarding reconfiguration is that there's not always the same thing happening at both schools even though this outstanding field trip it's not uh it has not been past practice that we say this school does this I mean it's

066it's often parent driven or staff driven or past practice but it is absolutely something to look at and I would think that uh as said anybody that would want to go with you know whatever support we could offer to have them have that experience would be lovely any other comments I see a couple online Dr preciado is there so if you want to go okay perhaps yeah uh Dr Presley you're on can you hear us yes definitely so I just wanted to uh to let you know that I don't see that being slated for our school but definitely something we can look into so it sounds like a wonderful wonderful opportunity for our fourth graders okay thank you for sharing that were there other comments Carrie hi Carrie Serpa fourth grade teacher Forest Grove past

067practice has not been that Forest Grove did driving field trips with parents driving we have always done buses in the 10 years that I have been there so I don't know who started that practice because it predated me but we've always done busing which has been an issue because then we have to raise the money for busing and it's even more of an issue now without much option to bus so that is why for me because I I did hear about it Robert down was great they always tell us about the field trips that they're doing and I know there's an online option that we signed up to get some information about but we don't have busing and we don't have the option to send the parents um in their cars as far as I

068know due to the liability issues okay definitely something to look into as we move forward Amanda hi sorry um one last comment is I'd be more than happy to help coordinate whatever Forest Grove needs to to go on that NASA field trip if they're they're lacking the time um for the teachers to coordinate that I'm more than happy to do that for them thank you yeah Sean Keller principal at Robert down just one more time again I'm a former Forest Grove parent and I have driven to the IT Tech Museum for the fifth grade trip that was a trip that was occurring for many many years at Forest Grove I don't know if they're doing it anymore I wish Robert down would do it because again the I.T Tech Museum is another great experience um

069I think just we have to ask our parents to just do it I completely understand go back to uh Bill Phillips who said buses are safer and I agree but there's an issue and it's a roadblock so we do not want to have that and I think my teachers just don't want to have that uh red tape to stop them from going so thank you for sharing that Erica Chavez and um as a parent of middle school students who's told that in order to get my kids to away soccer games or basketball games or golf matches it's on us to drive I think that if the expectation is elementary schools families must only ride the bus but that we're requiring our Middle School families or High School families to provide their own transportation to sporting

070functions then we need to look at those policies so if that's the practice that one school versus another I think that that needs to be looked at then okay thank you okay all right obviously that's some stuff for future thanks for us to definitely take a look at so now we're going to move on to action discussion and the first thing we'll have tonight is a coveted oh I'm so sorry yeah and thanks Christy thanks for uh entertaining that discussion I think it was fruitful so I'd like to make a motion to approve um e out of County or overnight activities okay motion was made by trustee Carolyn Swanson and seconded by Brian Swanson thank you so much a roll call vote yes hi hi okay all right motion carries please for zero now we'll

071move forward covet update thank you madam president just a few items this evening again nothing um uh too substantive at this point uh we are uh got the regular covid-19 weekly update from the health department and again seeing a decreasing positivity rate um and it keeps decreasing case rate uh positivity down to 7.1 this was as of yesterday and uh 7.3 per 100K on the case rate so definitely a very positive to see that decline if that's a mathematically contradicting um but uh that's a great thing the hospitalizations are also decreasing which is something I tend to look at as well since that gives us a little bit of marker so those those are all very positive that's good um I did ask nurse Pally if she could give me a few items that she

072felt were important for tonight's meeting so I'm relaying these comments from her um first off she wanted to um let everyone know that there will be an upcoming covid-19 and flu vaccination clinic Wednesday October the 19th so it's ways off we will get this in the break so stay tuned it will be will be printed as well it will be at the high school cafeteria between 3 45 and 6 45 the Clinic's going to be open to all district families staff and community members and um they have people can have the option of doing the kova 19 vaccine the flu vaccine or if you're up for it you can do both so um I think that also we believe that the new bivalent booster vaccine is also going to be available at that time and

073so the vaccine appointment and registration sign up link will be released within the week of that of That vaccine so plenty of time don't worry about it we'll get that going um also I want to express a big thank you to all the families who have been Vigilant in helping to keep their students at home when they're ill that has we have noted a very positive difference that's making and helping to reduce the spread of illnesses throughout the campuses and we want to point out that recently we added under the parents tab parents tab of the website more information on the illness and immunization policies that we have in the district so you can take a look at that on the website check it out again this information is going on in the break so

074you'll have it for later um epipens we've been working to obtain some free epipens for all of the five main campus sites these are going to be um prescribed there's a prescribing physician that's been selected by nurse Pally these will be placed fairly soon and they'll be made available for emergency purposes um as you may or may not know epipens are typically prescribed for an individual so these are obviously for emergencies only we want to remind folks that if you have an EpiPen prescribed for your child that needs to be treated just like medication and to please let the office know that it can be stored at the office as necessary or however it's arranged at the site and so be please do keep that in mind and speaking of medications municipality would like to

075remind everyone that if you require medication for your child to please call the office make contact with the health office have that stored at the office and your child comes to the office to take the medication versus keeping it on their person that way we can help monitor make sure everything is safe and then finally it would help us out tremendously if parents who would like to have their children continue to wear a mask at school either indoors Outdoors or both the sites have done a really great job of helping to helping students feel comfortable whatever their choice may be but it would be really helpful if parents would contact the teacher to let the teacher know this is their preference for their child it just helps us remind the child this is something that

076your family would like to have and that way the teacher can also just kind of be aware in case you need to run a little interference for whatever reasons just always helps to stay in the know and um last but not least we are continuing to work on the Narcan issue um helping to provide that for the district and um we'll continue to get that moving along and we'll make sure to inform all of our parents that did not have to do with covid but we thought we throw it in there so um needless to say I want to thank all the staff for the great work that they continue to do in helping to mitigate and make sure that our students are as safe as they possibly can be on our school sites and

077that certainly goes to our administrators as well who have been managing a lot of parent Communications around this issue so that's where we are happy to take any questions and I'll answer as I can any questions Amanda are we going to do board questions first okay we can do board questions first trustee Carolyn okay how'd you know I had a comment um okay so I wanted to send a thank you to Katrina Paoli for keeping the um the kova dashboard going I know that other districts have kind of done away with those and speaking as a parent that dashboard gives me so much peace of mind I check it every morning so thank you for that effort because I know it is an effort so I really appreciate that and appreciate you Ralph and kind

078of allowing that to continue so thank you so much and and if I may yeah the Kudos definitely goes to um director elgaze as well and Thomas and Mandy um it's a team effort and they do a great job together to really get that going and thank you thank you for that uh those Kudos yeah I really appreciate it and it's not easy you know you're tracking down all that information make sure it gets updated so I really do appreciate it and I'm not the only parent like I have friends who also check it so it is valuable um and then Ralph just to clarify for parents if they want to let their teachers know the mask preference do you prefer them to send an email to the teacher I think email is probably the

079best okay um uh that just makes sense but certainly if you want to call the office and leave a message that's fine too okay wonderful thank you any comments other board members just excited to see those numbers going down thank you for all the hard work I'm glad to see that there are a lot of students and staff that still wear masks and that there's no Stigma behind it so that's that's a joy to see as well thank you and the vaccination clinic that's just wonderful whatever we can do to help families trustee Brian all right very good comment yes Amanda please thank you sorry you'll probably be hearing from me a lot but real quick comment I just want to say thank you very much for keeping us updated on kovid that's a huge

080help um I also wanted to ask about the 14-day sick policy um I'm fortunate we're at the benefit of being able to keep my children home when they're sick but I just wanted to know if that was something that was State mandated the 14 days without a doctor's note or if that's something that's going to be eased up on because if you have any symptoms they you want us to keep our kids home which is understandable um so I just wanted to find out that information please thank you we'll send more information out I'm not prepared to answer that okay we'll send more information out too soon thank you another question please Helios eloisa eloisa thank you hello um I just wanted to ask that when you train staff for the use of epipens uh

081you take the same opportunity and teach them in the use of uh glucopans which are glucagon interactions for uh people with diabetes that go into life-threatening low blood sugar hypoglycemia the pens are very similar and the training can be done at the same time and usually people that do have uh type 1 diabetes or type 2 diabetes that are insulin dependent they carry their own pens on them so um that would be a difficult one to have at the office but every student should be carrying their own so you don't need to to buy one just train the staff on on using them when you train on the epipens thank you thank you for your input Ralph after hearing that comment as a board member I asked I actually would like to ask is that

082something that we can include I will talk to nurse Pally nurse Pally is is a registered nurse so she's the one that will do any of the trainings that come and so I will send a note to her and ask her about that as well I know we had done a training in the past when we had some students most of the students now have the automatic little device that's already in their body and ready to go um so but I will ask her for sure okay I appreciate you asking thank you thanks for following up with that all right any other public comment okay next we'll go on to B contract for services with California Premier Restorations for microbial remediation at Forest Grove Elementary School welcome well thank you so it's actually just a

083minor job not a lot going on there a past roof leak has some visible evidence of some microbial growth that we want to get cleaned up for the health and safety of our lovely Miss uh Dr president Shadow and the office staff over at Forest Grove Elementary again it's just a small job going to take some sibling tiles down do a little HEPA vacuuming clean up work maybe a little encapsulation we've already fixed the roof so that's it all right thank you question questions just a fancy word for mold microbial remediation microbial it's the anti-m word yes I know I appreciate I appreciate the semantics and and the way you did that I like what you did there so but I did I just wanted I could have Googled that I guess too so but

084I admire your use of the word so well thank you thank you board members any other comments quick question yes and it was this wasn't in a classroom or no no it's in Dr perciado's office oh formerly box office he never noticed it it's small yeah but we I take all those kind of things very seriously so we want to get after it okay cool wonderful hopefully no further damage I know water could be wreak havoc exactly that's why we took care of the roof leak first and since it's not urgent right now because we don't have rain but hopefully someday we will have rain so agreed to take care of what we can thank you for doing that okay trusty Carolyn question um thank you for doing that and um just a quick question

085on work orders in general it was maybe six or eight months ago song not to put you on the spot but remember when we had a kind of a bottleneck of work orders and I remember I think reading somewhere that we're all caught up on those but I just wanted to confirm how are we doing on we are mostly caught up we've had a little Resurgence when school restarted sure um but we're keeping on top of them pretty well awesome we've had a couple of absences here and there but yeah we're monitoring those thank you and thanks for catching the mold any public comment okay uh do I have a motion motion to approve second motion was made by Dr Frank Rivera seconded by trustee Carolyn Swanson and Ray what do you think about this

086I keep forgetting we got to ask you should we fix it or let it go yeah I think it'd be a good idea to fix it we're going to do just what you're saying so let's do that vote now please roll call hi yes hi motion carries so we're gonna get rid of the microbial stuff so very very good all right designation of committee Representatives this is right now uh there are two committees that I serve on and we talked about an alternative we talked about that a long time ago but there have been meetings missed and different things so we want to make sure to take it it's at this time to be an alternate for me one of the meetings is community Human Services that works with um drug issues within the county

087as well as homelessness and they are have recently been given the gift of the Schumann Hart house which is the old Arthur Murray Dance Studio and that will become a shelter for families and that could indeed impact us and obviously any other school that could serve those those kids so it's something very important uh that's that's one group uh the other group that I serve on is the Monterey County Office of Education School Board Association and that's a committee that is um does a lot of good work it's it's quite educational as far as working with the just different school boards throughout the county and planning learning experiences and different forums that might be available to just uh improve the abilities for school boards to be involved and knowledgeable um that's also nice because we

088get to work with Dr Dineen Gus who is the superintendent for the entire County so I have a very sophisticated cup here and two people have expressed interest in these at two seats and so what I was thinking is we could have the name pulled if this works for you guys both names of trustee Caroline and trustee Frank and maybe Ray could help me and both names are represented so he'll pull and whoever pulls could pick one of the positions that they want and then the other could do the other does that sound reasonable yeah yeah that does sound reasonable but I just want to clarify for the minutes because um the way that this reads is that we're selecting um a replacement for uh let's see who will replace trustee Christy Dawson as liaison

089for uh for both and what we're actually doing is just selecting an alternate right now because we do select the actual Representatives at our December meetings yeah yes so we'll clean that up so that's I said it like that but it is written differently and I also wanted to say Christy that you I have heard that you have received a 100 attendance award for attending the car um Community Human Services and so the alternate will probably never be used well it's good I'm telling you thank you for it I said how did you know that but anyway that's very nice okay ray will you come and pick the name drum roll please all right and this person will choose that there's two you can't go wrong there you go read the name okay so trustee

090Rivera you can either think about it I can explain a little more too if you if you want more information as far as which one or do you know which one you'd like to serve on I think the Monterey County School Board executive committee really sounds like a trusty Carolyn thing yeah so I'll go with the community here you'll work with doctors okay so you would do community Human Services alternate for me and the the the counting one with uh that's also uh the both these experiences have been very fulfilling and um there's uh sometimes a great deal of work with the CHS you'll be on a bunch of subcommittees but it's uh it's very rewarding so thank you so much and Ray couldn't have done it without you so I appreciate it so this

091will be the alternate step for now we'll put in um that I can I make a motion for that yeah because it's action it's action so you want to take a vote on this okay public comment please trustee Brian's keeping me on the straight and narrow here so I move that uh Dr Franklin Rivera serves as the alternative for Community Human Services and trustee Carolyn Swanson is the alternative for the Monterey County Office of Ed School Board Association I'll second that okay motion made by Christy Dawson and seconded by trustee Brian Swanson roll call vote please President Johnson yes vice president aye the eyes have it and we'll go from there next uh approval of board bylaw 9270 conflict of interest code amendments Dr porus uh thank you madam president actually the item reads pretty

092well in terms of the cover that's there that's the requirement that was brought to our attention by legal council and um our current uh in conflict of interest code was amended as noted on the cover sheet um this will by the way take the place of the item that is on the uh upcoming board policy book and we did talk with we talked with csb already Greg Francis he's aware of it and said yeah absolutely that makes complete sense and it is not uncommon for legal counsel to come by and do some updates on the policies that we have so this will actually take the place of the one that's existing on the up and coming board cover um board packets so the two items are noted for you there in the information and um

093there you go all right well thank you for being so brief about that um any questions from the board on this it's pretty clear I have a question yes ma'am um so there was a couple of things um so one question I have um and it's pretty Nitty Gritty but policy is nitty-gritty so I'm going to ask so um for the two folks who were this is it for example we have two individuals who are just appointed in lieu of election does their 30-day timer start when they were appointed in lieu and this is for their form 700 to be filed their um statement of economic interest or do it doesn't wait until they're sworn in my understanding is they wait till they sworn in okay can we add that to the policy because it's

094not clear in there for people who are appointed in lieu um we can um that's certainly up to the board they don't exist until they're on they they don't no no one wants your voted in you don't happen until you're sworn in once you're sworn in it's like your birth and then I understand but actually the folks who are appointed and Lou the brown act a place to them now so certain things do apply to them when they're appointed and loose so I'm just I would like to verify and then just be really clear because that's what policy is for is to have all those nitty-gritty aspects in there okay but I don't think it harms anything it just makes it more clear what I can do if you like I this is the first

095time I'm hearing this question so I haven't a chance to talk with legal counsel too yeah I just thought of it okay um well I'm not unfortunately as much as I play one on TV I'm not a lawyer so I I do need to talk what I'll do is I'll reference with Sarah in regards to that addition okay um if you want to as part of the motion you can say yeah um approve it pending uh approval and well all I have it done and we can add it to the here's my only issue is I worry about money that we have to talk to a lawyer and we have to get illegal input I think it'll be a quick conversation and this helps us it actually helps the the individuals avoid liability and helps

096the district avoid liabilities I think it's worth it okay other board comments yes public comment to uh board first here we go foreign sorry I wish I had a uh firmer position on it I see both sides of it I hate spending money even if it's a little but you know I think trustee Carolyn makes a good point especially as it relates to the to incoming board members in the brown act it's you know it's stated in that so I mean if we can we can brush it up and it costs us lots of cost is 400 to do that probably right I think they charge for every six minutes so it's not yeah it's not 15 minutes you know I'm leaning in favor how about that for going to the lawyers yeah okay sir

097tell them get it done in 15 minutes or less 15 minutes to give us your yeah I'm sure she'll be able to do it over lunch you concur yeah okay so uh we'll go ahead and do a public comment too yeah yeah but I'm saying I was just finishing up there so the idea would be that we'd State this with the addition of that public comment yeah I would just say is one of the incoming trustees I would love the clarification because there are rules we're finding out that are different between if you were elected or if you were appointed and ultimately this would be a lot less costly for the district than some sort of liability that it creates a little bit down the road so thank you I'm glad you're all cleaning that

098way yes and since uh it absolutely affects you I think that's a very powerful statement all right do you want to make a motion Carolyn with that comment uh sure I make a motion on staff's approval for action item D with the addition of reaching out to the attorney to to add possible wording for if the 30-day timeline Begins for the statement of economic interest for people appointed in lieu of election I'll second that okay the motion was made by trustee Carolyn Swanson and seconded by trustee Brian Swanson roll call vote please yes hi hi motion carries next we'll move on to a Dodge pardon me adoption of resolution number 1094 designating authorized agents to sign School orders Dr Poor's pretty straightforward on this one yeah you're welcome to take this item it's uh the

099cover Sheet's pretty clear on it so well it's nice that we have some of these that are pretty clear questions or thoughts from the board I'm going to start with you trustee Carolyn where did you go all of a sudden the back of your head I don't have any comments not on this one no all right no comments anywhere public comments okay I move that we accept uh resolution 1095 for the Gan limits for 2021 and 2022 through 23. you did I jump do I jump two items for one today yeah oh gosh all right let me redo adoption for 1094 Etc I'll second all right motion made by Christy Doss and seconded by trustee Brian Swanson roll call vote aye all right I motion carries now let's just move forward real quick to a

100number 1095 he had a sneak preview for the Gan limits for 2021 through 22 and 2022 through 23. thank you president Dawson uh I'm mindful of the time but just real quickly congratulations uh Mr joined but just don't sign those checks so quickly get limits uh this is the first time the galleries Noma is just a perfunctory format where every time we close the books we'll have to present it as a resolution to make sure we meet again limit unfortunately because uh the and this is the reason of that we're not meeting again limit for 21 22 is because we download an average daily attendance uh Ada was way down from two years prior the law allows us during the pandemic 2021 to to get the Ada from the year prior so we compared tonight

101uh 1920 not 2021 but with that of course it was a higher Ada before the pandemic so now with 2021 wow 80 years was way low so with that we have to ask the state to request to increase our appropriation again limit the letter with the template from the county office was sent on September 16th and we don't see a reason why they will not um do that it's just a format for us we are basic a school district but still we have to meet the appropriation because the law so with that I'll just have any questions uh by the way the limit is a little bit over 2.9 Million dollars is on page 97 uh number 10 right at the page the first uh at the top it says enter date and totals 2

102million 990 256.91 cents thank you board any questions on this no just a quick one you said this letter was sent on September 16 and today's September 15 did you mean September 13th or 14. you know I do have to let you don't have to look it up here just again for the record so it was oh it's actually dated September 16th but this is late on we sent it earlier it was uh we changed the date because the county office said I had the earlier version because the county came back say you don't have to wait until the board to approve this we could send earlier I do apologize it was earlier it's all good and thank you again for you know it's like some of these things and we've seen this every year

103it rolls through sometimes we think it's just it's like all right it's Gan limits it's this or that and we're good but you pointed out that it's a little different and you made it understandable so thank you the gift of song The Gift of song any questions okay public questions or comments okay that's a restroom break that's a different thing we don't need to stop let's vote on that all right nothing public okay uh I approve go ahead I will move to uh approve resolution 1095 again limit calculations for 20 21 22 and 22.23 second motion was made by trustee Brian Swanson seconded by Dr Frank Rivera roll call vote please hi yes hi motion carries now we'll move to the approval of the 2122 unaudited actual financial report thank you president Dawson um this

104is uh let me just get it is this known as a swan song oh wow that was from Dr porus that was a good thank you song Double Parting Gift yes it is okay um all right this is 2001 21 22 unaudited actuals meaning we have close to books uh the next step is for our Auditors to look at our books and they always have questions they're like including ad uh Associated student body they will be here the last week of September so by law we have to present to the board on the before September 15. so tonight is today the night first so the we always present uh general fund combined in the past I would just point out where the operating Surplus or deficit uh not looking to the beginning balance but just

105look at the revenues we received versus the expenditures we uh spent in the year and look at the difference uh obviously if it's positive it's good news and if it's negative uh it may not be bad news depending on the circumstance if it's restricted that may not be bad news but if unrestricted it could be so what I'm going to do this year is a little bit different because we have received a lot of Grants one-time funds so in the next few slides you're going to see a little bit of more detailed information but for now this is combined meaning it includes unrestricted money but also include a lot of restricted money so I'd be just cautioned with still good news we have a surplus of 1.5 but not all of it is a discretion

106for us to spend because there's a purpose tied to each of the grant funds and then with that the fund balance is 14.7 total again this is combined so restricted um I just make sure this screen you can see it as well so unrestricted restricted so combined earlier is 1.79 million dollars you can see in here with the fund balance 8.4 for unrestricted and restricted the unrestricted four portion is the operating Surplus is 469 062 dollars and you're going to see uh what already uh made out of this dollar amount and for restricted operating Surplus 1.1 million dollars 1.110 567 again you're going to see a lot of them because of those one-time Grant funds and that makes the total for unrestricted that from last year carry over 5.4 with the operating supplies to get

1075.9 for restricted was 1.4 the last year plus the additional funds that we received this year 1.1 to get it to a little bit over um 2.5 million dollars it's not moving my screen there we go so um this is a recap showing the summarized level 5.4 beginning balance plus operating Surplus 5.9 restricted 1.4 operating Surplus 2.5 1.1 to add a total of 2.5 with a combining of 8.45 amounts so let's look at it take a look at it the unrestricted portion first so what really made out of this or caused this 469 000 additional funds meaning income more than the expenditures the four major areas the first one is the transfer to adult ad for programs there are a few programs that the board has approved and that we have in the past for

108years to support which includes Community Aid Community ad program and as the funds the fees that generated uh were actually more than enough to subsidize some of that so it did not the program did not need enough for a lot of the money as we budgeted so there was a savings kind of to look at it that way from the general fund the lottery State Lottery we have uh restricted and this is unrestricted portion and we use that the discretion award and we use it just for accounting purposes just for easier tracking we use it to pay for utilities I mean again we can use them for personnel but it's just in terms of tracking even though unrestricted we still have to do internal tracking in our system it came in with a higher than

109projected by 53 252 dollars um this is something internally in a business service discussion we can talk about how we can uh maybe a little bit adjusted uh projection up upward in the future because you know uh we every year we send we've seen some jackpots um although the percentage that goes to school districts are very very low but still you know the more money that you mean people spent a little bit more money would go to school districts so it's good news for us we get a little bit more money the third item is a b assembly blue 602 um which is special at different revenue from 2021 what happened is that the state defer money from February in June of 21 which belonged to two school years ago it didn't come in until

110we didn't notice that until we closed the books this year meaning it came in in July of 21st which would fall into 21 22 fiscal year uh we didn't lose the money it just came in a different fiscal years ideally for from audit standpoint would be better we had that done two years ago but you know it happened when the state first time because of pandemic they withheld money unbeknownst to us not all the money but portion of the money which is pretty big 179 thousand dollars um the other one is hundred sixty thousand dollars in change is for all other expenditures account we have thousands of accounts so far as to come 106 thousand dollars is very very minimal so this is um it's good news to help with the fund balance is 469

111000 positive to the unrestricted general fund now let's talk a little bit about the restricted uh fund general fund earlier uh like I said uh we we don't do not display this much detail but given as you can see the number of programs now we have because at good news uh coming out of the pandemic of course we get a little bit more money but we have to do really tracking and the Auditors will pick this because this does separate funds some of them federal funds some of the state funds they do um really a deep dive into of uh a sample of the tests of transactions so um total for the year the Surplus meaning what we have received the revenue versus what we we spent the access of this on more than 1.1

112million dollars of course with this extra funds we have the pocket we have the bucket recorded as restricted so it will become carryover funds into the new budget year which is 2223 which is helpful as you can see gone to this that really needed areas that we we needed funds for um the next one um this is two years ago we started to having to um include in closing of the books which is a Student Activity special Revenue fund uh with the new Gatsby which is government or accounting standard board so we have to um record this and um the revenue and the expenditures uh um you know uncovered by these funds so beginning of this two years ago which is the beginning balance for 2122 we ended with 389 409.74 cents but we spent

113three um and then the beginning balance and then we collected last year 275 000 in change and then we spent 302 000 which means we dip into the you know the club amounts the reserve to spend now um this is uh accounting the detail accounting and transactions of all this as they're handled by the site at the high school um because it's really a lot of work a lot of transactions daily involving deposits to the bank you know closing out checks and also um working with other various clubs getting signatures and such so the day-to-day activities are already handled by at the school site but at the end of the year we collected information from them and we need to include it in our books so the next one is fun um 11 widget adult

114education fund um just really good news uh president doesn't say I love arrows you can see the big error there albeit is red but it's good news it's positive 2.3 million dollars um it's really fun balance uh with the cape funds of 473 000 and in Balance the rest of the program is 1.8 which is positive 2.3 it's always good to see positive numbers fun 12. um now this is uh just a couple of um I guess um discussions about this uh we of uh fund 12 which is Child Development Fund which is uh composers of um two major programs the state preschool and also the before and after school program bsrp unfortunately um as I put on narrative here which is also in the board cover um that the state preschool has been operating

115a deficit for years but the bsrp program was able to really help the program the board approved that unfortunately as we know the pandemic they were not you know we had to shut down the program two years ago and um with extra funds two years ago with a one-time funds they were able to return the money but last year they were not able to some fundraise or charge fees or collect fees as much as needed so therefore you can see in here at the top with uh four hundred eight thousand dollars 65 to 656 which includes a bsrp and the operating expenditures for last year was a lot more uh 597 000 with a deficit of 188 now the breakdown is on the left hand narrative it shows the state preschool operating def deficit 60

116870 bsrp is a much higher it's more than double 133 000. 717 now obviously this has to be looked into that as we go forward into the um this new budget year and also subsequent fiscal years I mean um I highlighted in here in the year two budget year and year three thirty five thousand dollars uh contribution from a general fund and another forty thousand that if the trend continues with a collection of fees it will not be enough so it's something for us it's a you know a progress that we need to look at into going forward cafeteria fun is the opposite is really really doing well and primarily is has uh was operating under this USDA waivers and uh so every student will eat for free breakfast and lunch so that means we

117have collected quite a bit of money um and also under leadership of direct lib and the staff they work really hard um to make this really uh solvent really more than positive in the past if I just really quickly and point out 1920 and 21 you can see the transfer in from general fund uh 1920 is 95 000 111 and 2021 with that including one-time funds from covet but this year as you can see other than we had to do um a technical transfer 614 they collected a lot more money 1.252 million dollars and they spent a million thirty five thousand with the operating surplus of 2016 000 now before I go into next funds um real quickly I want to point out that the blue arrow at the top it shows again gain the

118loss on investments because we do have to when we close the books we have to chew up to our investments at the treasury because you know our cash is actually resized in the treasury so they look at Investments and we didn't get the statement until almost late August so we have to quickly do the entries so that the Auditors will be okay with this so this is too up to our investment funds as we all know interest rate has been going down with savings and such so uh the market has not been doing very well although the instruments that we invest in the County treasures are very safe but still that we experience um gain and loss in this case a loss for almost every fund so this going forward with uh for this cafeteria

119fund is going to be a lot better um different maintenance this is a transfer from a general fund 93 000 is a fixed amount for years and um again with expenditures between the two there's a difference of uh plus of 23 732 going into the new year it has a balance of 700 173 000. we have come a long way if you look at 1920 74 000 actually the year before that was even lower so slowly we have built up this fund to help because um as we know between general fund and measure D there's always some expenditures in between that we need to look for money money um so this will become in handy post-employment benefits fund this is a fund the district has established we have not used it but we've been carrying

120in a small balance from years um is something that the district can use in the future if so if so desires uh we pay our retirees benefit pay as you go meaning we just put a make sure we budget in a general fund but if the district so Desires in the future don't want to put extra money put in here a pocket for um post-employment that's like it says for retires benefit you can do so but it's not required wherever that we need to pay every year has been budgeted uh building fund fun fund 21 this is um uh educational technology fund and as well as also uh the facilities fund we um the middle column shows an unauded actuals we issue this fourth series of measure d uh measure a uh this last spring

121uh we are issued the first series of measure d uh last year the process this 2 million 529 dollars is actually for measure a series D and um this is just show um the revenue that we process we have deposited into a treasury and how much distance spent um just say this all following you know on track measure D and how much we spend and something with measure a measure a also has the committee advisory committee they meet um very frequently and they have allocation uh every semester and they're on track so which is good because General obligation bonds from the community is crucial that we pay already close attention to what we recording our books and what we issue and also what we spent the last fund is fund 40 Capital outlay project funds

122like I said this is for Capital outlay um they're receiving here the 267 000 is just uh um two from two major areas one of them is the rent from the um Dave Avenue Monterey Bay Charter School rent that annual rent to collect plus other facilities rentals that we have collected and we spent on just a list of the Portables of Robert down and two portables at Forest Grove three at Robo down and two at Forest Grove and you can see next year I mean we're in the budget year 20 2023 is the last payment yes so you can see the balance is going which is good um I think this is the last slide that's it yes any questions trustee Carolyn I do have a question um let me find my notes Here song

123um fund 13 the cafeteria fund that one I have a question about um obviously that fund is um is kind of growing and so the money that's in it is that restricted funds yes okay and it's restricted to what like what can we use that for strictly the operations of the cafeteria food service okay so so we could hire another Food Service person because I know that they've been really right I think they have and they try to also expand it is uh the department can and uh can use help and they have been uh trying to do that I think the challenge is the hours um because most of them are part-time so one and a half hours um it's hard to get somebody to come in just trying to like crossing guards same

124thing is that short short shift um and then can we use that money to maybe have the board kind of give a directive to purchase more organic foods or things like that can we use the money for um I don't want to say higher quality food because there's nothing wrong with eating conventionally grown food but you know food that's maybe less processed or you know shifts away from um some some of the processed ingredients yes within the realm of the you know um the requirements of the USDA program absolutely but it's something the direct live I think she has been working on that she's really been winning from processed foods yeah and also from like you said you know um going closer to organic especially also at least from hormone free products okay and so

125do we need to give a directive as a board and and discuss that and make that clear that that's kind of like what we're wanting or is that already kind of in motion um I think it's just emotion but um you know if some maybe perhaps maybe directly live can do presentations where we are and then what more we can do I know she has been working very you know hard on that working with a staff okay I would love a short presentation um and if she doesn't have time because I know she's kind of underwater you know speeding every single child breakfast and lunch then even just a quick board report that you know kind of like what you were saying but with a little more detail on on kind of like where she's

126planning to go with the foods would be great sounds good thank you I have a question um just to clarify so uh bsrp was operating at a deficit yes okay so this year we had uh and now that was for the 21 22 year correct that's correct okay so we're already back um I know you don't know the answers it's probably like the enrollment how they Roman is I suspect it's up more than it was last year as we're starting to feel a little bit more comfortable coming back to school yeah I'm not sure I'm sorry to put the principles I'm not sure the principal maybe perhaps can speak to that the numbers the number of enrollments I don't know I mean if you do that'd be that's great yeah good evening once again Sean

127Keller also uh I guess director of basrp to an extent um we wear many hats here in PG um I asked uh Daryl Smith to give me some numbers he only gave me numbers for uh this year so far and at Robert down we have a little bit over 140 and at Forest Grove we have 120. currently and yeah he's considered just for families out there we are still accepting registrations all year and get an average about two plus each week in each program cool okay so yeah it sounds like it is increasing the enrollment that's fantastic yeah and just in talking to parents who've uh reached out to me about basrp when we came back last year there were very happy because during distance learning they needed help so they were really wanting us

128to open up it's a great Mr Smith is doing a fantastic job there's been more than any every day when I go to pick up my kids they push me away they could come back later they're having so long yeah yeah so I'm gonna send him with the sleeping bag next time but don't do that trustee laughs Ray do you have anything to comment on this budget how does it look for you because she commented how brilliant you are and just put me on the spot does it look good yeah it looks good all right we'll take that um I it's not I think it's nice what trustee Carolyn brought up as far as Improvement of food I I've never heard the word cafeteria without people talking about what how can we make things better

129the other thing I did want to re uh remember was it was a few years ago that we were always in a deficit and we were really tortured by having to raise prices and hearing from families what a hardship that is so I kind of um I mean I I totally agree but I also like a cushion because we can spread that savings out to families and as as times go on because we're not always going to have the free ride I mean you're absolutely right on they always they always end all right that's good trustee Brian Frank mostly asked what I wanted uh to touch on anyway with that so I'm all good although get used to them pushing you sound like your kids left recently first yeah they're like they're gone now the

130The Nest is empty oh that's the worst all right um any public comments Beth please um I just want to ask about the state preschool does it mean I always always under the impression it's a state preschool we're getting monies from the state for that but so what are what's the district on the hook for for the state preschool is it is it the environment or the teacher's salary what what yes primary teacher salary and also some supplies you know it's just um some um really supplies that really um only specific to the program and um it's not a lot from the state you know every year the index is up very very minimal and you know like last year we negotiated Sally settle with a sour increase that has done the state um you

131know increased increase in funding has not kept up with expenditures so now the Gap is expanding okay interesting thank you the song isn't that one of our classic um mandated yet mostly unfunded that's correct gifts from the state yep yeah all right thank you you got it right yep all right any other public comment at this point okay so um if I move that we approved the 2021-22 unaudited actual financial report a second motion was made by Christy Dawson second in by trustee Brian Swanson roll call vote please hi Nix we move on to board calendar future meetings thank you madam president there are no changes to the calendar as presented so there's no action necessary unless the board would like to make a change this evening any changes we want to make we're all

132looking good right okay saying none public comment on that okay no action needed so we'll move forward please to information discussion and we'll uh start tonight we're very happy to have our priests our Middle School he's looking down it's all that happened we want you to run that too please [Laughter] Christy can we have like a four minute bio break say pardon me can we have a two or three or four minute bio break like a really quick bio break a quick break yeah sure okay all right let's uh come back we're we're doing this quickly let's come back literally in in three to four minutes it [Music] really appreciate this opportunity thank you for your patience um Sean roach proud principal of Pacific Grove Middle School with our pgms social emotional goals um this

133is one of the caveats behind um earning the calhop grant that we did from the state of California we are the lone Secondary School representing Cal hope in Monterey County and uh though we do not have to I really want to keep the board and our public apprised of our goals and our progress towards those goals so what is a smarty goal traditionally you guys it's been a smart goal um but however obviously a goal needs to be specific and measurable achievable and time-bound you really need to see the data to make sure your efforts are working but there's also the IE part of that which is is it inclusive is it involving everyone here and is it Equitable are these processes Equitable which drives perfectly with what our district is doing so the first

134SEO goal and the board you guys have a far more verbose uh view of these goals so I've kind of boiled it down for you guys but the school-wide SEL will support an equitable environment that empowers all students to achieve their potential the translation is that we intend to use data early and often and our goals for that data is to have an increase in our social emotional student responses School connectedness depression um anxiety those kind of things as well as a 30 decrease in disciplinary referrals as a result of our efforts and these surveys will continue to inform our efforts to make sure that we're on the right path or if we need to shift we can do so our second goal is teaching and practicing SEL competencies will Foster empathy acceptance and respect

135those three year those three words right there empathy acceptance and respect came from our stakeholders we engaged parent stakeholders student stakeholders staff we got all the input that we could and these three um um areas really kind of rose to the Forefront so we wanted to include those in our SEL goal so how are we going to do that we're going to do a staff-wide training on an evidence-based SEL program thank the board very much for approving our open parachute SEL program so we're going to employ that very very soon and the topics are going to be kind of malleable that we we do have the first three set up which is going to be kind of a trailer to our emphasis on anxiety but from there on we have several opportunities for everybody to

136kind of give us some input and instead of us dictating the way let's let the students kind of dictate the way because that's the most important thing our third goal is in integrating SEL into school-wide practice instruction students will be empowered to contribute to a positive change so the translation for that is that it's going to be in a closed loop as far as feedback for our students in addition to our open parachute we really want to employ something a school-wide training that we did last year which is Universal Design for Learning it does several things um it really dictates the fact that students need choice in how they demonstrate Mastery based on how they learn best and and allows teachers the opportunity to give them that opportunity to demonstrate Mastery in a variety of

137ways rather than kind of a single Channel um and I think equally important is that it emphasizes students of all backgrounds to see themselves in the learning instead of having it be the traditional way that we all went through school it's it's very important for them to see the efforts and contributions of of All Peoples so that they can really identify with things foreign it's a three-year commitment and so we just got the funding for year one and half of year two we're also going to get an additional bequest after that this intent of the calhope Grant and we've shared this with you guys before is to share uh data and best practices with the state we're kind of a guinea pig and I really enjoy being a guinea pig because what we're going to

138do at some point is we are all gonna descend upon Sacramento and share what we've learned share what's worked share what hasn't worked so that that is then going to be spread across the state and really make everybody better and I really would love being a part of that we are also going to continue to keep you and our community and our public apprised of our efforts I think it's important to do that the more Minds we have at this the better and it is really an emphasis at pgms and man that's all I got I would love questions comments anything that I can answer for you guys okay we'll start down with trustee Brian please well I don't have any questions but I believe just uh I wanted to comment I think about the

139very first time I set foot in PG middle and the the emotional health of the students in the school as a whole was always like front and center always was you know with from the program for you I will I remember that students of concern you know I've I always felt very comfortable with my kids there and it's great to see that this is continuing I know how important it is to you and your team and it shows and that you guys are not just continuing to maintain the things that you put in place but you're looking for new ways to do it like with this so um I think it's really evident um I'm glad that you're looking out for all of the children um all the different backgrounds all the different ways that

140they may run into problems and that they need to be caught from time to time and helped out so um that's just that and an observation and an appreciate appreciation of what you guys are doing so thank you for continuing that thank you thank you um Middle School's tough period and then uh I love how you're taking like this osteopathic approach to treating the whole child and that's the direction that you know a lot of the district is taking so Kudos Kudos Kudos um I love how in in the report um how your marketing measurable and inclusive Equitable thank you for doing that I've heard of smart goals I haven't heard of smart T goals yeah I felt like you're just being kind of cute with it like it's so smart but it's great inclusive

141um Equity so thank you for doing that and then I especially like how um the or was it the staff connection program because it's just you know there's studies they show that this makes a huge difference so yeah thank you absolutely my pleasure yeah I I completely agree with everything uh trustee Swanson said uh I can especially back him up uh just because I came from PG middle in the in the recent past um um but that also was before covid so I can all only imagine how how many or how uh how much more effort is now put in to mental health and uh making sure all the students are always surrounded with a positive vibe and everything like that so it sounds sounds really good really impressive yeah thank you Sean um is

142there going to be an opportunity for maybe another update where you can bring a stakeholder with you and kind of have them perhaps an adult stakeholder because we wouldn't want to have a minor here discussing their innermost no but if there was you know someone who contributed to your input I would love to hear from them as well that's a really good uh suggestion um and not to bombard everybody but um we were going to have the counseling team come and mirror some of this effort but also their own individual efforts in support of the school it's really becoming a holistic thing at the school and it you know Educators understand that academics and social emotional were separate for a long time now they're together and I think everybody understands that it's really a collaborative

143effort that brings us about so I would love to give you that update with the counselors too because they are absolutely a driving force client yes and maybe one parent or one Community member outside of school I would love that it might be a little scared but that's okay it's okay I think we need to involve them more you know I'll stand right by them yeah um and then the Cal hope Grant yes will you just refresh my memory on how that came about for PG middle we have been in really close contact with the Monterey County Office of Ed and um there's a couple Gregory fry and Tara Crompton and we've been in contact with them so we've had several initiatives at pgms that begin with teacher Clarity and Student Success criteria and so

144we reached out to them for something else we took upon ourselves to train our entire staff on Universal Design for Learning which is a strong tenement of equity learning and this was kind of pre-pandemic and during the pandemic that we started to kind of do this stuff in that conversation we talked a little bit about the the way pgms is going and they said well there is a state Grant coming out where they're looking for schools to Pilot some things they're going to give funding um it's wide open basically kind of try some stuff see what works see what doesn't get that data together and be able to bring and share it which is a brilliant kind of way to do it and we were selected as the lone secondary school there's two elementaries in

145Monterey County that are that are in this as well and we're the loan second secondary school at this point um so they hooked us up had a talk with some folks from the state we were accepted and here we are and how much was the grant so total we have a fifty five thousand dollars okay yeah over three years and again it's pretty wide open which is very exciting it means we get to think outside the box and I think that's what the state is looking for is kind of innovative thought because it's a place we've never been before and they're the reason that you had The Angst movie as well that was another thing we were thinking about doing prior to it and as a calhope school so that that that movie to license

146is five thousand dollars but we were at Cal hope school so they gave it to us for free I see so it just kind of helped it did help and we knew anxiety from our students of concern is a number one issue kids were scared to come back last year and so we looked at that and that documentary is brilliant if you guys haven't seen it it's brilliant I really enjoy it starts very dark kind of a little bit like this is what I experienced when I have anxiety and towards the end um who's the swimmer with all the Olympic gold medals Michael Phelps Michael Phelps Michael Phelps comes on and just everybody's like holy cow if that was a tearjerker yeah right it was great it's amazing so we what we want to do

147is take that out of the Shadows normalize those words and and open up the discussion thank you so much for sure yeah this is very much what I was alluding to at the beginning of the evening this is um you know where in the course of the board meeting tonight we can really get into what are our kids doing what are they experiencing and what is the growth this is the absolute opportune time of this I mean you go to Naomi Osaka Michael Phelps different people that are um that kids really care about and respect and as you say they share their story and it it really benefits our kids uh I appreciate all the bullets here I also want to just encourage exactly what you're doing which is coming back as it's going because

148often we hear about here's what we're going to do and this is our aim for the year and then it kind of floats off somewhere so us hearing it and getting to experience maybe counseling sharing that will be just wonderful so thank you thank you uh public comments please Dr Hazen hi sorry to hear from me again but I wanted to respond to trustee Swanson's comment um about some input and I want to say I was able to see The Angst movie and I cannot thank principal roach enough for including that both to the parents but especially to the children it's a really important issue and I mean I I don't think there's the one thing that it made really clear to me is that mental health is an ongoing thing and it's really exciting

149to me to see what the district is doing to help improve the social social emotional learning at all sites and I just want to encourage the board to do whatever they can to keep funding increased funding make sure that the students in need access to counselors have that access because it's been something that's critical in making sure our kids are able to meet the standards that we want them to so thank you guys so much and thank you principal Rich for bringing that to the classroom and to the parent thank you thank you for sharing any other virtual okay we appreciate it worth the wait sir definitely thank you guys all right so next we'll move on to the update on Pacific Grove Unified School District's cultural proficiency senior roggeman please good evening members of

150the board uh Buck roggeman the director of curriculum and special special projects and it is with great pride and pleasure that I get to talk a little bit about um what our cultural potent probe proficiency implementation is looking like at our district at this at this time and really what we're going to focus on too good night is kind of the work that the um uh 35 member 10-day certification team has been doing so that we can kind of uh help inform and help folks understand what we're doing why we're doing it and hopefully what it's going to lead lead to um so um first the uh the reason why we started the training is that we wanted to live up to our district mission statement that says Pacific Grove unified school district in partnership

151with the community and with a focus on Equity we'll challenge every student by providing a quality instructional program and a positive safe and stimulating and environment we um have had that in our mission statement for a long long time um and what the district decided in November was that we truly needed to start living up to that focus on equity and providing that challenging program for every single student in our district so in order to help us make that happen we wanted to take a strategic Inside Out approach to training leaders at each one of our school sites they're going to help bring this work to the to the schools from bottom to top side to side and so what we did was we assembled teams of that that were made up of admin from

152from each site certificated staff and also uh classified staff and so um it wound up being like I said about 30 35 folks and we've had about five of our meetings so far we have five of them left and the reason why it says that it's an inside out approach is because the whole idea is that if we are going to become more aware of the needs of our students the first thing that we needed to do is to be able to understand ourselves the way that we think so that we in turn are going to be able to help implement this program and relate to those who are around us so um as a part part of the program what we did was we wanted to you know identify that team that would do

153the 10-day assertive certification and then also establish a system that's going to engage the families um through the School site councils our PTA meetings and then also District Outreach so throughout this process at school site Council meetings those of us that have been part of this 10-day certification group have been sharing out some of the work that we've done with those School site Council groups and our parent-teacher associations and then finally we wanted to listen to our students through the input that we were getting from them with the student councils and then less less formal student groups and the reason why I smile is we had a less formal student group at Forest to Forest Grove that started their own little club uh when with the help of Miss Serpa was able to bring in

154some guest speakers from various cultures to talk to the entire fourth fourth grade and so um that was a student driven um you know interest that started off by going to a teacher wound up coming to the principal and really um helped uh the rest of our students gain awareness of the people that are around them so more efforts like that I think are going to uh lead us where we want to go and then also implement the use of some surveys so the first phase of the certification process was to build a conceptual understanding of cultural proficiency and so we have a couple working definitions for you this is the way that we view our work is that cultural proficiency is simply being culturally proficient enables people within an organization to view cultural differences

155as assets effectively respond to issues that arise and diverse in environments and Foster policies and practices that afford value to all that is what cultural proficiency means to our district and means to the group that is eventually going to lead this at each one of our sites the definition of equity that we are following is that educational Equity means that each person receives what they need to develop to their full academic and social potential by removing barriers ensuring equally High outcomes viewing cultural differences as assets and cultivating the unique gifts talents and interests that every human being possesses um it's uh really trying to recognize the value in every single individual that's in our district recognize the value that's in them bring out the very best in them and encourage them to share what's the

156best in them with everybody around them and then make sure that um we recognize that some of the populations are marginalized and might not feel as confident coming forward to share their gifts and so what we want to do is adjust the system so that they have that ability to share their gifts going going forward one of the things that we looked at one of the most powerful exercises that we did it was painful and it was joyful at the same time it was when we started to look at this cultural proficiency Continuum and if you look on the left there's characteristics that we wouldn't be very proud of if you look on the right you see the characteristics and the portions of the Continuum that we aspire to and that in some cases we

157absolutely embody at this time and so what we want to do is begin to eliminate those aspects that would wind up falling under one of those columns on the left side and make sure that our actions that our words and that are Deeds that are policy that our system starts to embody those characteristics of cultural proficiency cultural confidence and even cultural pre-competence you can kind of take a look at the slides and get and um idea so what we did was we had these posters set around the room and um you know we have members of our group that are in here now and we wrote on um sticky notes um things that we had heard practices that had been and been and been in place that fit under each one of those columns and

158it was hard to sit there and face the reality that there were some things that we were doing that were culturally destructive that there were comments that we heard that reflected cultural incapacity but until you face the truth you're really not going to be able to change the situation as it is and so that was a very important self-reflective step that the group went to as we aspire to cultural competence and cultural Pro efficiency if you ever have the pleasure of doing this activity when it's time to go read the posters I recommend starting a cultural destructiveness and ending a cultural Pro efficiency as you go poster to poster because it goes from painful to joyful and that's a pretty powerful journey to make I made the mistake once of going the other way and

159you walk back to your seat feeling a little bit and defeated but what I think that everybody took away is that yes there are things that we need to change in this District but there are so many incredible powerful things that we can build on in our district at the exact same time speaking of which I'd like to talk a little bit about phase two phase phase two is where we lay the groundwork to start writing an equity plan but we're not going to sit there and wait until we write an equity plan to start taking actions that are Equitable for our students based on the learning that we're doing in this 10-day certification process so what I would like to do is I'd like to invite um the other um members of the admin

160team that are part of the certification that are representing our sites at this training to be able to share out some of the action uh the equity actions that are being implemented at their sites and also being planned at their sites this year so um we're going to begin with the high school plan so principles Garcia principal Pacific Grove High School and Community High School so the actions that we have listed here on the screen for you we started uh when I started uh three school years ago and we began by creating opportunities for staff to come together uh informally around discussions related to diversity and equity uh while I've been talking about restorative approaches uh for some time we began this year uh providing training for our staff our English Department has been instrumental

161in increasing the diversity of the novels that are offered to our students and beyond that in various departments we've also increased that diversity of people who we learn about this school year we are doing a book study across campus with our staff on grading for equity and we're looking forward to implementing some of the practices that are in that book beginning next school year we're going to do some piloting this school year we have removed barriers to academic courses allowing students to choose the opportunities if they want to challenge themselves we have um and this is especially a Community High School we really work to meet the individual needs of our students there and to help them achieve their goals we have established this school year through Dr hadquis leadership our instructional leadership team which

162allows us specifically with grading for Equity to look at ways of better bettering the grading practices of our teachers which will ultimately impact our students and then creating a plc's professional learning communities we've built in the time now into our bell schedule so that teachers have weekly opportunities to come together to plan collaborate and discuss better ways of beating the needs of our students so impacting the students directly impacting the staff directly and this is work that is near and dear to my heart and something that we will continue to do thank you principal Garcia um from the Middle School principal Roach John Roach principle of pgms and I before we begin to kind of go through the bullet points because there's quite a bit up there that we've been doing for a while this

163has been very much of a kind of a life-changing Endeavor that we've gone through and it's been challenging and it's been hard and it causes you to kind of take a look inside yourself and reevaluate how you look at everything so I appreciate this it is not easy but I think it's going to absolutely make everyone better and so some of the stuff that you guys see up there that we've done we also share what the high school is as far as taking a look at grading and make sure that we're grading for Equity our plcs our students have concerned all these things kind of jive with the way we're going as far as Equity is concerned but I think we still need to kind of strengthen That Base a little bit so when we

164bring this back to staff we want to strengthen that why as to why we're doing this they do a wonderful job of interacting with this but let's get back to that why so we do it even better restorative approaches to academics and discipline take take students individually don't go black and white don't go yes or no that kind of stuff that's completely old school um Universal Design for Learning is an absolutely powerful equity-based training and it's something that we are putting into practice currently with artosa who's doing a fantastic job um as well as our doable differentiation to get each and every student what they need exactly what they need um the second and last bullet was one that really shook me at the last meeting that we had um director roggeman because we began

165to look at non-academic practices all too often we focus just on academics but we started looking like spirit days like we we looked at Spirit days and said hey there's some kind of iffy things in there that we want to take a look at we want to do away with like we did away with twin day because it's kind of an inherently exclusive thing to do so it's it's I mean it's so much more than that um and it really kind of changes how you look at things and I think we're all going to be better for it thank you thank you principal roach um next uh we've got Forest Forest Grove and I believe that um principal Irene hello we got you very wonderful so let me lower my pin uh proud principle of

166Forest Grove Elementary I was supposed to have made a quick drive down there because I'm right here at the office but here we are so I wanted to have the opportunity to introduce our team I was very fortunate to come into TN that was already put one year into the equity Equity action so we have a picture from our very last meeting on Tuesday and we have designed a plan and I have already put in place first and foremost we had a grade level collaboration meeting where we had an opportunity to discuss our language arts math and social emotional data we took two days to meet with our with our staff not just our teachers by grade level but we also met with our support staff so everybody was there going student by student identifying

167their needs and their successes and at the end of the meeting the conclusion of two days we were able to have an action plan that would support the student transport with interventions in math now we charge as well as in Social emotion social emotional supports and we also were able to create some groups to provide additional extension activities for the students that were excelling we also have a play date in information plan and this is in collaboration with buck and his team and the El teachers both the Forest Grove and Robert down so the first was the first one is going to be September 29th just at Forest Grove and the second one will be a collaborative effort Forest Grove and Robert down in all of our English learner families again their opportunity for people

168to come together and really get to work um based on their needs and then we also have a community outreach plan that is going to be held within the community so that our community is a Forest Grove can attend without having to leave their homes and come to our school instead we will be going to them and that is formed by the January of next year we're also planning an other night that will allow us to not only enrich our writing but also provide our our students both individual and in groups the opportunity to be others and we will we're planning to collaborate with the local library uh I'm sorry a local bookstore so that the students and their families can come to the bookstore and their stories will be published will be in a

169book format and they will be able to sign us others in illustrators so we're excited about that opportunity and then finally one of our major goals is to increase the parent and Community voice in our school by making sure that they are active participants that we are listening to their ideas building capacity and also releasing that ownership and just going back to the basics the very best teachers are the parents of our students so we're excited about this opportunity to create more inclusivity in our school and working with our community first of all Irene thank you thank you so much uh next is uh principal Keller from Robert down hello again board just wanted to give you a little snapshot of what we're working on this year our site Council worked really really hard in

170uh having some plans uh before this year that went into our sipsa and the number one is bringing art in action and I really want to thank uh assistant superintendent song chin Ben did for offering the opportunity to fund art and action in full for this year and Art In Action is from the Bay Area and uh they are standards driven culturally diverse art project that started the Bay Area and some of our teachers have used it in the past and last year when our site Council started to host some diversity cultural meetings with parents and staff members we really felt that bringing our action to Robert down would enhanced student awareness of artists from around the world uh we also uh as the site Council wanted to have some diversity family nights much like

171Forest Grove so those are in the works and I'm proud to say that we are going to bring uh Scholastic uh books Rising voices libraries to all of our classrooms and those are our focus of empowering girls in Steam and also celebrating black and Latino boys with authors of underrepresented groups and lastly um our culturally cultural proficiency group decided that as as a site that we would look at grading for Equity so I shared with our staff um uh video from Joe Feldman who uh is kind of a guru even America for grading for equity and we'll be looking at his work and we'll also be participating in data-driven decision making training with our intervention teams for both Forest Grove and Robert down thank you principal Keller um principal Martinez um can speak a little

172bit about the adult school Equity action Barbara Martinez I was going to talk a little bit about uh The Adult School Equity action oh there I go hi can you hear me I'm trying to mute myself hi I'm Barbara Martinez I'm principal of the adult school so excited to continue to do this work in our district and as you know as the adult school we really do celebrate diversity every day at the adult school you'll you'll just notice that if you come to one of our ESL um celebrations or High School reunions uh diplomas celebrations our high school diploma celebrations and you will see that in action one of the areas that we want to focus on this year is really the inclusivity of our adults with disabilities population not only with our transitions from

17318 to 22 but are Without Walls program in 22 to 99 right and um I want to give special attention to our coordinator Eric savedra for really helping some students along the way in their their attainment of their high school diploma or equivalency in these special populations and so one of the goals that we have set for this coming year is that we are one we want to provide equal access for students with disabilities 18 to 22 or 22 to 99 to regular education curricula curriculum up to and including achieving their high school diploma or equivalency five to ten percent for this school year additionally what we'd like to do is we'd like to take any student with adults with disabilities in the 18 to 22 age range and 22 to 99 age range and

174increase their access increase all access to include including them into any Adult Ed program we really do want to see the assimilation back into our community we brought them back into the adult school so that they didn't have to go to outside resources to attain Services we really wanted to bring them back into the communities in which they live and um we're looking forward to seeing the fruits of our labor um with the 20 to 30 percent enrollment increase so there you there we go thank you thank you principal Martinez um and then at the district uh level um kind of from the district office one of the things that we're going to do is build a district-wide vision to use data analysis to drive the resource allocation um that we uh have at the

175district and you might have heard um us talk a little bit about the uh Ford module uh data-driven decision making um team that we're going to put together to do this state to state training it's pretty exciting we're going to have the data team from the district office as well as site admin to ptosis and the intervention teams from the elementary schools attend the same four module training so that we can begin to craft a district-wide vision for how we're going to use the data to help allocate the resources that we have we've got the 10-day certification program going on now um and then uh one of the things that's happening um kind of as a spontaneous way is that one of our team members Phyllis Lewis who works here in the district office is

176I'm sharing out the work that we're doing at these meetings at our semi-monthly district office meetings so she kind of gives an update for the rest of the district office team to understand what me and less Ashley and Dr poras and Phyllis are are doing at these um uh meetings then we want to make sure that our curriculum adoptions represent diverse cultural perspectives as we have those adoptions and um trustee uh Carolyn you might remember from our Force to Forest Grove days that we talked about doing Outreach in the neighborhoods and so that's one of the things that we're going to partner with the forest forest Grove on and uh is to do some of our Outreach um uh during the uh during or after these play dates that we're going to plan as far

177as our English language advisory Council meetings that will also be in the neighborhoods and then finally we're going to use our grant funding to Pro provide before and after school enter the intervention programs and support staff the reason why we went through that at all the sites is that we wanted to make 100 sure that folks understood that we're not just um learning about Theory and learning from an academic standpoint what cultural Pro efficiency is that we really want to begin taking action and then the phase three of the certification is implementing the action plan and as we do that we want to set the benchmarks that are going to you know measure the quality of the program that we're doing monitor those bench benchmarks and outcomes and then um just in an ongoing way

178assess the effectiveness because this isn't going to be a destination this isn't one time after the 10-day training is over this isn't going to stop as long as I hold the position of the director of curriculum and special projects this is going to be the priority of the district is making sure that we're a culturally responsive District that is in occlusive and Views everything through an equity lens in the decisions that we're making just want to make one thing clear too I think that there may have been some kind of fusion about the final topic that we're going to have this evening when we talk about a reconfiguration that did not grow out of the work of this group this 10-day certain certification group I think that the board members know that this has been

179an ongoing Topic in conversation and is coming back here tonight at the request of the board so um with that I'll be happy to entertain any questions after you let this amazing quote set in diversity is a fact Equity is a choice inclusion is an action and belonging is an outcome it's hard to follow that isn't it wow okay would you like to see anything sure yeah buck and everybody thank you really fabulous presentation you know I I'm grateful that we live in an area like we do because it's where everybody is buying into this everybody is is very supportive um you know that we're able to look at the community we live in what we may have been doing in the past and changing that without feeling like what we may have done in

180the past it's like without somebody saying you're a bad person for what you did it's like recognizing that some of these things need to change is just that recognizing it it doesn't make you a bad person it just it's like these things happen and there are these things that need to change and I think it's great and that's not we all know that is not happening in every state in this country but I'm glad that it's happening here um and a lot of other places but that there's so much support here in the community and that everybody is on board and and uh and contributing you know so you know one of the things and there were so many things that I could touch on that everybody had said but the one that I wrote

181down that really struck me was recognizing the unique and valuable characteristics of every individual and how we're all so different in so many different ways but we all have these amazing gifts to contribute and you know you have to really open your mind up sometimes to get there you know I think about and I think a lot of us when we were growing up and going to school you're just like get to school and suck it up and oh you had a bad day and it's like and you know it's so much we still have a long ways to go but it's so much better and we're getting there and that we're talking about it and making efforts and these plans are in place and we're getting grant money and and um I think it's

182just fantastic I am wondering it's like what are you hearing from the parents are you feeling support from the parents uh as you guys begin to to work through this too and has that been going okay I'll be honest with the trustee Swanson most of our parent information um as I mentioned had gone through like the School site councils and the parent teacher associations and the feedback that we've gotten from those groups has been very very positive however I'm looking forward to the uh Outreach that we're going to do coming up because I think we're going to hit a wider swath of parents as we do that and then um I think another aspect of our work is going to um you know I hate to say survey because I feel like um you know

183whenever we want someone's voice we do a survey and then a survey is really meaningless unless you do something with the information that you get from that survey right um but we're going to keep looking for those opportunities to kind of have those elbow to Elbow conversations I know that um you know our our teaching staff are classified staff and the admin team have a lot of contact with the parents so hopefully we can start to have some casual conversations with our parents there for a couple reasons one is to understand the needs that we have two is to understand who might be feeling as though their needs aren't aren't being reached whose gifts aren't being recognized so that we have the ability to do a better job than we're doing now yeah thank you

184very much appreciate it thank you everybody yeah very impressive it's it's so nice to hear from all the different factions throughout the entire district and I feel like in education it's such a scramble I mean you walk in and any teacher or admin every day with a plan in your head and then within seconds it's exploded and all day long you're reacting and taking care of all the things you need to this is nice because district-wide it's right out in front of you and that's what's needed so the the common language the the getting ideas to hear grading with Equity not just this side but oh we'll look at it here and we'll look at it there and it it creates this conversation that just continues to spill out everywhere so I'm absolutely impressed with

185the passion and the efforts and very much look forward to hearing back I I just can't imagine anybody saying wow caring about individuals that's a horrible concept I mean this is just brilliant and right and can only help kids learn more effectively thank you happier listen you know I think you touch on one of the things that is really important that's going on in our groups is that as we get together it's a chance for kind of the silos to break down between the sites and that's been one of the greatest things as we get a chance to talk to our friends from other sites and find out what's going on at their schools and everybody gets to hit the pause button on the busy day and I know that the next day is a

186scramble you know I I know that however this is important enough for us to take that time yes just excellent congratulations everybody wonderful work thank you so much for uh for all of you for investing I know that the the more seasoned you guys started this a while ago and this is just one of the big things to come out of it and it's and it's we're seeing the fruit already and I'm just really excited where it's gonna go and the amount of empathy that's gonna just grow in our faculty and staff um I'm glad you're reading that book grading for Equity I've read it twice and it should be like standard reading for any new teacher it's and it it helps you see like look inside and I mean you guys are seeing this

187already and saying oh wow you know I gotta change my my perspective there so I'm just I'm really excited where this is going thank you for the presentation sure yeah Ray we want to hear from you yeah uh like Miss Dawson said um something like this can really only bring um positive effects uh which is what we want and we strive for which I think is really cool um and I think it's a great way that we can really bring a sense of togetherness and Community to each one of our schools in the district thank you Ryan where you can really help us out is keep bringing student student voice either you as a representative of those students or get in touch with principal Garcia so that um you know uh any inequities that exist

188on the high school campus that we can you know take some steps to address because absolutely you're the group we're looking to serve absolutely right foreign so I really like the exact examples from the sites uh Forest Grove Robert Downey in the Middle School in particular the examples like really kind of speak to me so I can remember like okay Forest Grove's doing play dates the Middle School's taking an honest look at Spirit days which is really important Robert Downs um looking at grading for Equity I was wondering can you give an example of what grading for Equity is sure um I almost kind of want to defer to either uh Erica Chavez Garcia Erica looks ready look at that super ready Eric Chavez um we talked in our about just looking at like the

189assessment platforms that we're using and a lot of it has to do with um accepting late work policies um how you weigh your grades when you're looking at a whole year are you heavily waiting homework versus assessments and things and how Equitable is that if you're looking at a family structure that may not have support when it comes to um homework and special assignments and things like that so providing extra supports and looking at that and then as well as retaking tests if the goal is Mastery and learning do they have to learn it by a certain timeline or just by you know the grading period so that's kind of what we're looking into talking about being a little bit more flexible and open and Equitable with work acceptance and assessment and when things happen

190because they might not just happen on a pacing guide that was given to us by a publisher thank you um and then I wanted to give a thank you to diversify our narrative I don't know if it was mentioned specifically but that was a student-led effort from my understanding of course there are staff who are helping with it but they were before this time and really kind of um so helpful to I think our district and it was such a neutral positive kind of non-threatening way to bring more voices in so I really appreciate the students effort for bringing in diversifier narrative did you have something to say sorry about no okay you're leaning in so um and then uh will you go back to um slide number 16 sure I'm really curious and excited

191because now we're like What are we 18 months in or a year kind of into this November was it uh November 2021 was when we signed the contract so not even a year in I'm so excited for the point when we can really incorporate our community um and I know your slide 16 mentioned them a little bit but I would just as a board member like to say I'm really excited for you all to work with um and maybe put effort into working with people um Fresh Faces you know sometimes we at schools will have the same kind of um individuals who volunteer for PTA the same individuals volunteering for School site Council the same and those individuals are fantastic I want to see Fresh Faces I want to hear fresh perspectives because um a

192lot of times the folks who are able to volunteer for things they have uh an extra resource in their life already where they're able to find child care they're able to speak the language that's being spoken and so I want to hear I want to really see Fresh Faces I want to see names I've never seen before I want to see them coming in maybe with the next update like right behind you saying like hey this is how it's affecting us if they're willing um that would really speak to me well and I think that the large effort to be made there is to go to our neighborhoods yeah and and not just a specific neighborhood one of the things um you know that uh We've noticed that we're able to do is that we

193can take um you know a demographic get the addresses and point them on maps and it's not always um you know where I think usteria typically would think people live within our district that we need to reach out to that that what we found is that there are multiple places throughout the district where some of the populations that we don't maybe hear from as much live and so I I think that making it a regular practice to hold District Outreach and informational meetings would be a good way to activate that voice that you're talking about yeah I really appreciate that because it sounds like you're going to do some one-to-one like actually going or calling individual families and that's really how we build relationships instead of a blanket approach where we're just sending out a

194flyer or like you said sending out a survey those can be enhancements to our Outreach but real true Outreach is that one-to-one trust that we build with families so I'm going to read over this because I was was that the one that yeah was that the slide because I don't have them numbered yeah because what I'm really curious about oh yeah you do uh here go back I can see it on my computer go forward back that one 10-day certification oh it doesn't want to stay it was the second Bolt from the bottom whole District Outreach meetings in our neighborhoods yeah when we what I'm really excited to see is the actual plan because I know that it takes time to develop that and so will you remind me at what kind of timeline point

195will we see the the plan to be implemented sure we have five more meetings scheduled for this year there's one more meeting that's going to take place in phase two and then we make the shift to face to phase three so our last meeting in phase two is where we're going to lay the groundwork and begin to write the actual Equity uh action plans and then I would imagine that we'll have the actual plan by the end of the year because I think our last meeting is in April um and so we can come back and obviously that when we have that plan we're ready ready to go we're going to bring that to the Board of Trustees and um hopefully what we'll be able to show is the alignment of the site plans with

196the district goals yeah um I think that uh that that the lcap provides a good model for that being successful we have District goals and our sites have align their goals with our district lcap goals so it makes sense that if we set um goals in our Equity plan district-wide that our sites are going to be able to fit their actions into those goals that we set okay wonderful so you're thinking about April would be the plan yes you know what I'll do is I'll take a look at when our last training is and then we can set a date after that okay I'm penciling it in my calendar for sure it is a pencil all right thank you so much all right public comment yes shamas um there's one area that I would really

197love to see this kind of action in right now so tomorrow we have a football game with Soledad and all the Soledad parents are going to be coming up and we had a game with Gonzalez and I live across the street from the height from the stadium so I'm I'm over there I see sometimes I get asked a lot of questions by these visiting parents about you know where to go where to park I mean we still don't have parking lot numbers people don't know even where the stadium entrance is however the most important thing I think we can really do is have some kind of a welcoming group at the front of the stadium when when their opponent's parents come in because I worked in Salinas for many many years and I know what

198they think of us they don't want to come over here they feel like they're outcasts in a way or they feel uncomfortable and so it would be really nice if we did that extra effort to welcome them to our Stadium hey have a good game we're so glad we're you're here do you have any questions can we help you out you know just those little things you just need a couple people at the front or you know to um kind of encourage them and tell them that they're welcome because I know that they feel um uncomfortable so that's something that fits into this I think thank you for your feedback Brian I think that's a really really brilliant idea and um I mean I think about you know the thing that immediately comes to mind

199just when during one of the college visits when we were up in Eugene and um and as we rolled into town there were students on every corner looking for that lost look in the parent's eyes as they rolled into town and with maps and smiles on their faces and just ready to answer whatever question the the that you might have so I don't know how we do that exactly but I would imagine there are students at the high school that would probably love to be part of a greeting committee and incorporate parents into that as well because we I think we have an amazing town but I hear what you're saying and I know what some people think and um to think that after whether it you know it's a game or whatever we have

200going on for people to leave our communities saying that was amazing we felt so welcome that change that changes people's perceptions it changes their lives um it's a it's a real game changer so a great idea yeah I agree I would love to volunteer as a board member to go be part of the welcoming committee I live close we all probably live close enough by right but yeah I would love to wear pgusd name tag and I was going to say pass out Refreshments but we don't want to compete with the concessionaires on the inside of the game but there's definitely ways to welcome them with our words and our actions yeah okay any other comments at this time okay thank you so much fabulous presentation we just deeply appreciate it all right we got

201a couple more things and we're uh trying to move along here at 9 30. let's see what we can do about Universal Pre-K update to initial plan I I hope the presenter can get to the mic quickly What It's You Buck good evening trustees um uh like to talk a little bit about Universal TK Universal PK and just kind of give an update to the presentation that Dr Paras made last spring um so uh some of the slides are going to be the same that you've seen in the past um starting with our first one um and this just kind of gives an overview of what upk is talks about how it's going to bring to together programs across K-12 and relying heavily on universal TK that we're in that current process right now of

202phasing in a complete transitional kindergarten program that would give any four-year-old the opportunity to take transitional kindergarten before starting kindergarten also involves the pre-preschools and child child care programs so um you know all of that kind of falls into that same graphic funnel that you see over on the right trying to coordinate the resources that we have to support our children from pre-kindergarten up until they make the transition not only to transitional kindergarten but to kindergarten and Beyond um let's see uh and this gives a little bit of the history from 2010 through 2021 and uh charts the path that we've been on and where we are I'm going to focus on the um column to the right that talks about 2021 and it's going to universalize access to transitional kindergarten for all four-year-olds in

203the S State um it's phased in over four years and we're in year one of that four year phase in um it maintains um etk Authority it requires one teacher for every 12 students beginning in 2022-23 intend to achieve a ten to one teacher ratio and we'll talk a little bit more about our story with regard to the 1 to 24 ratio and just just a moment this gives a nice little outline of the timeline that we're going to be on as far as the phasing end of the program this year is 22 23 and we've expanded from a deadline for TK of December 2nd to expanding that to February 2nd next year that is going to expand in children all the way up until April 2nd are going to be eligible to enter the

204transitional kindergarten program in 2425 that date extends to June 2nd and it becomes year round in 2025-26. uh the Staffing re requirements is you need to have one certificated teacher for um or excuse me uh this year we needed to have one adult for every 12 students that are in the class and so um you can kind of see that represented by the group graphic here and um then you can have another adult that does not need to be a certificated teacher and this slide talks a little bit about um the adult that can uh count toward keeping our ratio of adults to students at 1 to 12 this year in a few future years that ratio is going to go down to one to ten but it only goes down to one to ten

205if the state provides the funding for that ratio to go down to one to ten however I would imagine well you know what I'm not going to sit here and guess okay I I think that's probably a good idea Dr Porsche just gave me the nod best not to guess yesterday there we go um another view of the timeline for uh Universal TK and then I want to talk a little bit about our current current program currently we have two transitional kindergarten classes at Forest Grove our enrollment is currently at 27 students at the start of the year we were looking at 29. and our original plan had been to try to run a split program with a single circuitificated teacher but as we were trying to figure out how our teacher could make the

206Thursday collaboration times when the dismissal period for the afternoon session would encroach on that time we've realized quickly that the better move would be for us to just open up another transitional kindergarten class we had a strange and hard to explain dip in the enrollment in kindergarten at Forest of Forest Grove to where I think that our overall kindergarten numbers are under 40. this year which presented a unique opportunity for us to be able to convert one of our kindergarten teachers thank you Miss fatim um to be a transitional Kindred kindergarten teacher and um Tanya I do want to pump publicly thank you for being so willing and doing such an incredible job of making this shift three days before the start of the school year five days before the start of the school year

207I do think we got to you the week before school started so yeah um you know we talk all the time about the adjustments and the flexibilities that are that our teachers have but that's a real life example of someone who is flexible in doing what needed to be done in order to serve our children so Tanya thank you very much for that we really appreciate it so we can converted to a TK class and then we hired an additional instructional assistant um have we found the person yet I I don't know okay perfect so we're in the process of hiring um and in instructional assistant um and so uh that's going to help us uh meet that ratio that we need to meet of um 12 to oh that's a typo should be 12

208to 1. it is met by utilizing the certificated teacher and the instructional aides in the classroom so that kind of describes the current program that we have um the implementation plan in the projections looking forward as this program kind of fills out what I did was um I put for us the projections that are in parentheses are the ones that were given in the spring we've made an adjustment to those projections based on the lower kindergarten numbers that we saw this year and the current um TK numbers that we have this year so as you go through you can see that for next year the projection looks more like in the neighborhood of 38 rather than 46 which we had you know anticipated and what that's going to do if you go to the column

209over to to the right is it's going to shift the projection that will need to for a full day program the two teachers and two age so because that number falls under 48 we're still going to be able to staff um one teacher to 24 students and it does not look based on the numbers that we have this year that we are going to be in excess of 48 students so we'll still be able to run two classes next year okay the projection for 2425 comes in at that cusp number at 48. um so in theory it could be two teachers I think that uh the district if we are looking at coming in right at 48 truly has to consider a third teacher because I don't think you want to be caught in the

210same situation that we were this year hoping that the numbers are low enough or we could convert a teacher if we needed to so just from a uh a planning standpoint two years down down the road I would plan for a third teacher um and uh you know a number that would be in 48 or a little bit in excess of that that would be on the safe side planning wise now if our numbers come in lower than expected next year then I think that we can realistically look at being under 48 for that third third year but that's the beauty of this is we can kind of plan as we go and adjust our numbers based on what we're seeing I think that all of us know by now that the most difficult grade

211to predict the population of in our district is kindergarten it's one of the reasons why you know the trustees won an update from song every week leading up to the school year what the kindergarten numbers are going to be because we never know what those class sizes are going to be and so uh I know that uh you know uh Billy spends a lot of time worrying about that as far as Staffing goes and a lot of planning goes into making those adjustments so the full year program we had originally um figured would be somewhere around 72 students based on the numbers that we have this year in kindergarten we're looking at a projection of 58 and then if we reach that a full day program would be three teachers and three AIDS now if

212it matches a grade level number across the district one would think that that average would be closer to like anywhere from 120 to 150 because that's where the bulk of our grade levels fall right that they're in that range of 115 to around 150 50 students however not all parents of four-year-old students are going to feel comfortable sending their student to the transitional kindergarten program there are still going to be some parents who may opt to either keep their children home or put them in a pre-preschool I don't think that there will be quite the population that we see in kin kindergarten especially based on the number of TK students that we currently have right now with the dates that we have populated so kind of gives an idea of the implementation plan and our

213staffing needs um when uh you're looking at program you can consolidation one of the things about keeping the TK program associated with the K-5 schools is that there are benefits to you know those TK students they're going to have the examples of their older role models that are in kindergarten and uh you know um I think I'm speaking to something that's not on this page but anyhow when you're looking at TK program if it can model as closely as possible the kindergarten program then the students when they make that move from transition to from TK to kindergarten are going to be even more ready for kindergarten if the program is located uh at a different site in the transitional kindergarten students are the oldest students in the school there could be a benefit for the

214preschool students who have those older role models to get ready for the TK program however now the TK program students when they're making a transition into the kindergarten classes don't have the benefit of having been part of that school and part a part of that program for the preceding year does that make sense or did I ramble no it makes sense all right um so the benefits of doing uh kind of an off-site coordination is that you would have a smooth transition from preschool to TK uh coming from the upk there's more predictability for the enrollment in the ttk program because you'd have the preschool program feeding it um if we made facility improvements it would certainly uh help you know the lighthouse site and so that that site certainly could use some facility improvements

215and this would be an opportunity for us to do that plus you have two you know administrators to oversee the program at that site and there might be some other support resources that are available at that site as well and there's the challenges that I mentioned and so we have a few different options as we move forward from 2023 to 2026. the consolidation option A is to have multiple utk and Up Programs housed individually at each elementary school as the facilities uh per permit if the declining enrollment can can continues there's a real possibility that we might be able to keep the transitional kindergarten programs attached to the K-5 schools that um you know the students that would be in the Forest Grove boundary would go to TK at Forest Grove the students in the

216Robert down boundary would go to transitional kindergarten at Robert down um if uh you know the enrollment continues you know uh to get a little bit smaller um the validation option b is that you have multiple utk and upk programs housed at the Early Childhood Center on Lighthouse if if you will think of it as like a upk TK center right um the Forest Grove and Robert down programs would continually uh excuse me could continue to independently operate as first through fifth grade programs or possibly first through uh uh our kindergarten through fifth the fifth grade programs depending on the need I think that if you're looking at the utkup Lighthouse there is the opportunity to move the kindergarten program to that Center as well um but I think that the facility use would dictate

217that as that as well and then the solidation option C would you have multiple utk and upk programs housed at a current l l sorry I stutter current elementary site and have the elementary sites operate separately as upk through second grade and third through fifth grade that would be under a reconfiguration model right so that gives an update kind of looking a little bit ahead and also an update on what we're currently currently doing for upk and utk do the board members have any questions there's never a time we don't okay so just rest assured we're coming questions just about funding again and song it's like this is again falls under like I get you know what the I think what the question that came to mind was for us again because we're basic Aid

218we just have to fund it through the money that we have for an ADA District just for just for the sake of comparison dude Ada districts operate differently because they're adding students and would they get additional funding to run this compared to what we would have um definitely would be under Ada um they would get um in terms of facility the startup money for us is uh it's not much but also is one time for other things not for people not for personnel unfortunately the state has not addressed any support for basically school districts okay so we'll have some again some Financial challenges ahead of us as we move into this well hopefully the total number of students will adjust somewhat yeah right okay great thank you son trustee Caroline question um but will you

219remind me you may have went over it but um so that we've got the state preschool the special ed preschool we've got TK now we're having TK upk in the plan that's listed for um going to essentially kind of creating early childhood development center would that include our special ed preschool and our state preschool students um yes that that when we uh well yeah that when we go to the um upk the idea would be that we could um house a house a center that could hold all of all of those programs so yes that that uh this bed uh preschool and uh um State preschool be part of this program okay so the David Avenue preschool the lighthouse yes Center yeah yeah that if we started to consolidate programs part of that too is

220because the um requirement calls for us to be able to offer services uh for a nine hour day and so then um that would make the uh ability for us to do a before and after Care Program more uh feasible if the students were all at a single site so um we would be able to do a Child Care Program in concert with all of the students being at the one site rather than trying to transport students to a Child Care Program that was off site okay thank you sure Dr Frank um Brian actually asked the question I was going to ask fun about funding yeah the concern yeah well basic Aid overall we're heads and tails above Ada so I don't think they always feel sorry for us um this was quite thorough and

221um it's long range and it allows us to know a lot of things are coming down the pike I really appreciate the different options that you've uh put up here because it gives us the possibilities of ways we might want to approach this as a district so I very much appreciate it Ray do you have anything to add at this time no I no questions nice presentation thank you all right you're just doing great tonight Ray that's what I think is there any public comments at this point okay all right thank you so much now at the very end when we're all so fresh and feeling so good and who needs to study or sleep or eat right let's just stay here so uh we go forward with this we're now at 10 to 10.

222and um I don't know I have mixed feelings kind of I think it's a big topic to take on right at the very end of the night I'd like to act as aboard their thoughts we also don't have path here tonight uh and he has a history I know when I came on the board uh five years ago I met with Bill Phillips and he said the biggest issue in our district is a conversation about reconfiguration so here we are five years later and uh it needs to be discussed and I think what's important as I said earlier tonight is we're not moving to solve it tonight there would be a discussion but I also would like to do a discussion when people are um awake and not exhausted at the end of a night

223what are your thoughts trustee Swanson you've been around the block well this was a topic today you look young no I didn't mean age I'm not at my hey I'm 70 next month who's talking H come on what do you think Brian I mean it's been I remember one of the probably the very first meeting and somebody it's you know this was seven years ago or somebody said the r word and I'm like what what's the r word like configuration like what what is that so but yeah so it's been and I know long before that it's a huge deal um I I think you're right without John being here for it and as the clock is running I I don't know if we should completely skip over it I think you make a really

224good point though too that it's like this is a discussion about it it's not like anything will be decided tonight it's like we're gonna do this but you know um I'm interested to to hear what my fellow board members have to say about it too and what we do with this which is going to be a ultimately a really protracted conversation yes uh thoughts yeah I think that um the we've had a lot of discussion of equity already tonight and I think that and I would love John's input um I think it's something that should be at least addressed even if we just approach it I know we're gonna have many many more discussions on this it's not just tonight where we're making this decision it's just opening up the conversation so that we can

225have the conversation so I'm in favor of um just opening the discussion starting tonight starting what do you think Miss Carolyn yeah I don't think there's anything wrong with um having the meeting go until 10 30 and then and we may have to table it for the next time but I think there's a lot of people in the audience who have waited to talk about it and so I would just want to honor that as well so I'll make a motion that we go until 10 30 tonight I'll second that okay so we're going to uh 10 30 this evening and we will begin our discussion of elementary reconfiguration with equity in mind say what now take a vote vote hey let's vote on that though I say if they say it's done I feel

226like it's done a roll call vote please hi I and I think our student advisors should go home and go to sleep I saw him nodding off a little I'm a teacher his eyes were closing Ray come on hit the pillows buddy we love you Ray yeah go to bed honey after your homework after your home all right oh yeah let's send a note send a note all right did we where are we I we're screwing around hi all right I'm I'm hoping at this time Dr Boris I can hand the Baton off and we'll start uh with a little bit of History where we can kind of look at some of the points absolutely Madam president and and I was actually asked to tee it off for a board discussion so I'll it'll be

227a quick baton to pass but I want to do want to start it off for you is it's interesting um the first discussion I had about reconfiguration I think was 2008 so I was just fresh into the district and this conversation had been happening I think uh trustee uh former trustee shamas was on the board at the time this conversation this conversation has come and gone a number of times um and and interestingly the conversation about the reconfiguration of elementary schools has taken on a different face each time the different reasons different backgrounds different timings you name it um and I think each time that it's come up I think this is the fourth time has come up if I'm correct um it's uh it's kind of emphasized something different this time around I think

228there was the flavor of of the conversation uh has taken root in equity and what hence the reason in the order of the discussions of the other items I don't think the conversation with our Equity task force and the work that we've done with culture proficiency was the impetus for this conversation but it helped to highlight some of the feelings around it and the board has talked about this actually inclusive of last year and some of it came in the discussions that we had in November when we were kind of Russian not rushing we were realizing that we needed to have a deeper Equity conversation so the title of this this particular board item was discussion of elementary reconfiguration with equity in mind yes so the the um I'm not going to go Bullet by

229Bullet on the board cover we did try to do is create a narrative for uh anyone reading it and then also to to go over the bullets on their own I will tell you because people will recognize that many of these bullets are six seven years old there there are there and they still are relevant they still are issues that we talked about then and we still are talking about now in regards to um what are some of the benefits of moving into reconfiguration when the sport cover was developed I was asked to reflect on what reasons that that we might consider reconfiguration absolutely there are detractors to it I wasn't focused on that I'll certainly they are there and I'm sure folks will talk about it um just as much as we could also

230say are there detractors to the current status quo we didn't list those on there either um so but it really wanted to focus a little bit on those Equity themes a couple of background thoughts as we developed this we engage in this conversation or re-engaged first off the topic we just discussed the upk I want to remind folks that Universal pre-kindergarten isn't really TK um TK is a is a program that was intended to transition students into kindergarten based on their age and it was a kindergarten pre-kindergarten based program and which I think our teachers are doing a phenomenal job with um upk is the state's thinking a lot about how do we serve our young students not just fourth four-year-olds but even sooner they're trying to figure out how can we think about Universal

231preschool without saying it's Universal preschool but more than that and so the goal is actually to see Can a district develop a program that is a social service program and an education program and its idea was can you create a center of service for students so that they all students I could able to receive access to Social Services Medical Services Health Services social emotional Services you name it so it was more than just a class it was an experience for students which is why director hogman talked about nine hours it was the idea of um parents could come to rely on the service center to help them with their families and you can meet you should be able to immediately see the equity issues involved there right there's a there's a socioeconomic lines that that

232exist and so are there parents that have the the capacity to provide those services for their families and those that do not but the the great sort of leveler would be the public schools that could help to deliver these programs for students so I wanted to frame that the upk program is more than just TK whether we are able to get there or not in Pacific Grove I don't know is the need there for Pacific Grove that's what we're looking into but that was why we wanted to have this that discussion prior to reconfiguration because the options that you saw posted at the end have you start thinking do we want to start considering that if we have a An Early Childhood Center located at Lighthouse again it's just just a thought is that a

233precursor to saying let's take a look at the other configuration of our district and what does that play out like and so reconfiguration became sort of a follow-through conversation of that um when we engaged in the uh cultural proficiency Trading one of the key pieces is is something that I'm a bilingual teacher by training something that we did as bilingual teachers way early on was a sort of a deep introspection and reflection about what am I bringing to the position how do I bring those talents forward to help serve a population of students that are not only bilingual but are also dealing with socioeconomic issues in their lives they're dealing with poverty issues directly in their lives and how do you bring that forward into your classroom every day dealing with a diversity of languages

234right so this program asks us to reflect on what currently exists in the district and how do we take action on that so that we serve all students our presenter Dr floydes always talks about the point of this conversation is to figure out how do you develop a program an excellent education program for all students right so it's not just it's not a c you're not taking it apart you're taking the whole right the Gestalt of the thing so um as we talk about the potential of Elementary reconfiguration we started taking a look at what's Equitable and not Equitable in the programs that we have in our two different schools and as you look through the bullets you can start thinking a little bit about that reflect a little on the conversation we had earlier

235in the board meeting today about the field trip to NASA you can dig a Little Deeper I could start scratching a little bit more okay so um we had one school that that is driving in a school that um is saying well we have a policy around um not having his parent drivers there is no policy that restricts drivers parent drivers but it's become sort of institutionalized in the site can we break that mold certainly um but we have to talk about that and see what exists and to work through that um if you plan field trips are you planning in regards to the the is our fundraising issue that comes into play is the community for the school does it have the capacity to raise funds or not as much as perhaps one of

236those schools might have that's the socioeconomic issue it's a boundary issue it's a it's a financial issue we went through a process of districting in our in for the trustee voting area and in that conversation repeatedly we talked about what areas need to be represented because of their diversity and is that diversity just racial is it socioeconomic what is what what what are those areas and how do they be served but we recognize that there is a diversity within Pacific Grove where there are greater numbers of families in economic need than others just it came up in the conversation so naturally we should be thinking if we're thinking about that in terms of how we are electing our trustees and our governorships we should be thinking about that in regards to just how our strug

237our schools are structured again it's a conversation should we it's a reflection so it was it was the capacity of schools to be able to offer certain things based on just the families that we serve um it's an allocation of resource issue so a conversation can be had about well perhaps we have one school that has greater needs based on the Family's capacity to be able to help their students along financially or otherwise should there be a movement of resources from one school to the other so do we say well we we have a pressure right now but a great need at one of our elementary schools for intervention it requires a lot more learning assistance to help engage is that same does that same pressure exist at the other school and if not should

238we move Personnel over right not so easily done when you have two elementaries but if you had one grade level that was in great need and all of the of the students in that grade level one site you can more easily move the AIDS around to serve that need in the school that's a possibility um so we started thinking a little bit about the distribution of those resources are we duplicating resources across the schools so are we saying we have the same program that exists at Robert down that we do at Forest Grove and we're duplicating Casa Grande would could there be a cost savings or an effort savings or a more efficient use of those resources if all of the students at one grade level were in one place um and you can make

239you can divide students and resources accordingly we oftentimes talk about Staffing inequities um at grade levels where one grade level at Robert down has more staff than the other grade level and in the past that conversation led to well if there's three teachers at Robert down there must be three teachers at Forest Grove and so we need to make that that Equity uh not Equity it's equal Staffing numbers at both sides but if there's one grade level at one site entirely that may change the way that we divide how staff is is put together for sites so again more more thoughts on the reflection um so all of those things combined and then you can you know people I'm sure have looked at this already ahead of time and taken a look at some of

240those bullets those are the kinds of things that we started to discuss and and try to kind of grock how does that look for our district and that's what changed this time around about the reconfiguration piece and it went right back to that same piece how do we take all of our resources to impact all of our students in an equitable fashion and we want to be able to deliver that um so it's it's not about the quality of the instruction that our teachers are giving as much as the students that come to us how are they coming to us what are their needs and how do we equally distribute the the talent and the resources that we have to serve those students and oftentimes like Equity talks about in the definitions that we saw

241earlier today sometimes in order to be Equitable it's not going to be equal and we need to figure out how do we make that distribution work so um let me just take a quick reflection on the categories so that you kind of know how this was structured the the cover item sort of divided the topic into this whole topic into some areas these are not all the areas there are certainly other areas that can be considered um but we talked about collaboration and equity in terms of just how do we facilitate a better articulation of the subject matter and curriculum and instruction that we provide our schools how do we address the standards equitably across our school sites um planning becomes a big issue is can we have more effective planning across a single grade

242level if all of the grade level teachers in the district are in the same place so sometimes in the past we've had uh training days where we've asked our first and second grade teachers for example to come across the district one side or the other to meet and plan could it be more effective it's if that's already naturally happening at one site because all the teachers are in one place um so that's the kind of the collaboration piece that that we talk about there the resources piece we've talked about are the duplications of costs that might be resolved School fundraising effort comes up a lot and and we see that I know um anecdotally I don't have the numbers in front of you but anecdotally when uh we have events like Walk With Pride when

243we look at the numbers in the fundraising do we see an inequity in the amount of funds that are raised from one school or the other do our families at one School site are do they have the same capacity to participate as others I know for example just my own personal history both my parents work and and long long hours so there's no way that they could have engaged in a lot of the weekend activities at school just couldn't it's just the way that it was set up and and and for us are that is that experience happening for some of our families in the district and that creates inherently a disparity in the ability to fundraise um can that be overcome by just shifting of monies certainly but is that really the root of

244the question uh student services um category you can read through there again talking about um how do we serve our special programs is there a more Equitable way to do that and those allocation resources and finally unification is probably a great just a summarizer talks about in general again economic disparities exist in different regions of the city and it reflects in our school sites just simply by boundaries um do we um uh parents will have different opportunities to engage at different sites one person had noted that student experience will no longer depend on the schools that they attend right we can parents can perhaps consider that well if I go to Robert down I'm going to have more walking field trips downtown because they're closer to downtown but we're not going to see that Forest

245Grove unless we were able to provide transportation which we tried to do District funded transportation for field trips within the town but again if we had all of second graders going through Robert down for example all the second graders then could walk downtown and be part of that field trip so that experience wouldn't depend on the School site in which they are attending um ultimately I guess the last line there and in considering reconfiguration um you know the idea is a unified district we're creating a pathway for all of our students so we're not students are not losing the experience of putting their handprints on Robert down on the wall because that's a beautiful experience all the students will still have a chance to do that um but ultimately we're all otters we're all Falcons

246and then we're all Breakers was one of the thoughts around how we can perceive this might happen um again from the vantage point of equity that's what I'm thinking I was uh director roggeman and I've had lots of conversations about this in the context of equity um and I'm not sure if there's anything else that he wants to add and certainly um value his input but um that's more or less what was there and that was a lot longer than expected to go but that's that was the root of the conversation and so I don't know director if there's anything else that that we talked about that you wanna um I think that um one of the things that we talked about you uh mentioned like the students that have needs and if there's an

247imbalance where there's uh you know a greater need at one site than the than the other I think that um if you have you know uh just say a grade level a typical one for us would have three three yeah teachers in one grade at one school and three three teachers in the other if this group of teachers has five students that have those needs in the class in this group of three three teachers has 20. then that um uh work day is going to look very very different for the three teachers that are trying to address the needs of 20 20 students then it's going to look like for the teachers that have you know the five five students and I would never say that anybody's job is easier in in in in education

248because that's that's not it it's the ability of the three teachers to address those needs of the 20 students that are spread across whereas if we took those 20 25 students and spread them across the six six teachers then you just have more of our incredible professionals pulling on the same rope trying to help those 20 25 students um you know uh as as a parent of a child who's gone through this District I can't thank our district enough for getting her ready to uh move on as a principal that worked at Forest Forest Grove for the the past seven years you know that we've got firsthand experience of um you know the challenges that uh come come our way and we also understand how fortunate and lucky we are in Pacific Grove and at

249Forest Grove that our students come as ready and prepared for school as they do but the fact of the matter is that there's a um that there is a imbalance in our in our district and as long as we have two elementary schools where the grades are split that that imbalance is going to can continue so even if what we do is we look at the resources that we have and try to re-allocate them disproportionately toward the school that houses the greater need it's going to establish kind of a deficit mindset and the deficit mindset is that there is a school that's needier than another school therefore you need to take from one school to give to the other and I can't see how that's going to help build a healthier relationship between the two

250schools and the two populations that go through the through the schools and know that I say this humbly you know that we don't have the answers everyone is going to speak their own truth here to to tonight and I hope that people see these words that I'm sharing as um you know uh my feeling of responsibility based on the experience that I have with the point of view of what um you know I feel would be the single greatest step toward building an equitable distribution of their resources to serve our students in the best way possible that's where I'm coming from with these comments and um I know that's not going to be the same as ever everybody here what I always really respected in my role as principal at Forest Grove is everybody that

251came to me to talk about anything always in it in such a respectful way and so I hope I've been able to live up to that standard in offering my point of view here this evening thank you thank you for sharing um so let's uh we can do some board comments and then here it's all yours now okay you got quite passionate uh the thing that I would say as we kind of venture into this is that uh what I hear is uh a a Viewpoint that says for my kid I want this or or I don't want to have to drive clear over I I was in Los Angeles Unified for 25 years or something and I drive one hour to the center of the district to have a meeting and other people came

252an hour the other way so I come here and when I hear oh I don't want to drive clear a a mile that way that's hard you know that's a hardship I I would say there's an inconvenience to it but I I don't think um it's so much that I would say we shouldn't do this because somebody has to drive an extra two minutes um I don't think also that people should just look through their kid I think where we are right now and I think it's it stated so clearly here I want to be up high with a real global view of the kids because even if this affects your child it affects your child um for a very short period of time and I want to be thinking not of a child but

253all the kids and I think that's what's been stated here quite well so I I would like the lens to be what's the greatest good for the greatest number of kids and I also want to say in my history of education which goes on forever now is that the the people uh who really speak are often not the people that I'm most concerned about the people who aren't listening tonight because they're working two jobs and they just can't and those certain equities is not just about throwing money and the complexity of throwing money that at this grade we need to put this much over but oh wait a minute uh fourth grade we need to go over to that school and we've got it it's a logistical nightmare so what I'd like to look at

254as we move forward I think there's a wonderful point is to try to not just think of me and mine but let's think of ours okay that to me is uh I hope our Guiding Light in all of this um I'll keep it as brief as I can because I know we were running out of time and I'm sure there are a lot of members of the public that want to chime in on this too and again this is the beginning of a discussion about it um the the thing that continually sticks in my craw is I remember you know my kids were Forest Grove kids and I loved Forest Grove although I regret that they didn't get a chance to go to Robert down because it was it wasn't really until I got on

255the board that I spent any time over at Robert Downs like this place is fantastic it's very very different and it's fantastic as I was at the doctor about a year and a half ago and he said you know we were talking about school district I mentioned that I was on the board and he said well let me ask you a question we're thinking about moving to Pacific Grove um and we're trying to decide where to live which school is better which Elementary School is better it's like well they're both fantastic and I wish that I couldn't even answer that question it's like they're both great but I love the idea and then I'll shut up after this a beat of our students being able to have a really broad experience as they move through

256our district which I think very highly of and all of our teachers and staff and admin I think that we have a really great crew there and I would love for our students to have a broad experience when it comes to that so that's the angle that I'm coming at it from thank you I know this is the beginning of the discussion and I have a lot of questions and I have a lot of statements too um but it's we have 50 14 minutes left and another um community members that would like to speak so I would like to donate my three I'm just kidding I'm just gonna I'm gonna pass right now because I'll have plenty opportunity in the future okay Frank you're Frank you're not going to make any comments tonight no I

257said you're not going to make any comments tonight no comments tonight I will have time in the future plenty of time in the future okay um I just want to say to anyone at home who would like to comment um please start raising your hands uh remotely so that we can kind of get you in the queue I don't want anyone to feel like they were left out we will stop sharply at 10 30 and everyone gets three minutes so hopefully that all works out but I will um I will I will give some comments because I think the public is kind of wanting to hear from the board members tonight and so I want to say um you know even in the beginning of stages this approach to me it does um it does

258seem extreme um I would like to see a more targeted approach I think you know just my initial thoughts on this is that it looks good on paper but I can't really see how it would benefit in practice I'd like to know what problem does it solve specifically are we looking at standardized test scores like what exactly is this going after to remedy um I would like to know more about how our resources are distributed between sites um and if it is based on test standardized test scores standardized test scores are but one element engaging a child's academic success I can say that specifically because I have personal experience with the child who um just isn't exactly a standardized test um high score I will say um I was looking at Middle School numbers I

259was looking at I was looking at numbers um our s back numbers and I realized that our standardized test scores when kids get to Middle School which is kind of an example of when our students do converge Under One Roof um our standardized test scores just become averaged of the two there isn't some sort of magic that happens where the scores go up in fact from sixth grade until eighth grade at least in the 2018-19 school year the scores went down and so that is a concern to mine I don't know a brief configuration at the elementary sites that's going to solve that but I thought that was a good example um from the community I've heard the following just in case there's folks who can't make it on tonight that this will increase longer

260commutes for families kids who access different grade levels for their IEP goals will no longer possibly have that access on the same campus buddy systems are valued and preferred um the district is struggling right now with transportation for our current situation so there's so worry about how the district would support that sibling support at elementary schools is is valued and brings peace of mind for you younger and older siblings there would like to be a review of reconfiguring resources versus reconfiguring people and that Equity does not equal that all the same aged children are in the same building necessarily so I'd also in closing like to say I'd like to hear what efforts our district has made to better support students where they are now and that's it thank you okay let's go to police

261the public comment yeah thank you Erica Chavez I have two children they're both at the middle school but I teach currently at um Robert down in kindergarten I actually was a falcon I Married an otter so we're a very like bi-species family um and and we get along fine and we're good but as a proud participant of the cultural proficiency team halfway through the process of earning my certification in cultural proficiency knowing that that is a process I actually find it contradictory to our work and trying to be culturally proficient if we were to move towards reconfiguration quickly with the hope that will solve all of the inequality or inequities in our community this um plan is exactly the opposite of what has been discussed what I mean by that is we have spent quite

262a bit of time just defining equity and comparing it to fairness same is not Equitable the team has discussed in depth that Equity is giving students what they each need and not giving everyone the exact same experience and or support Equity is giving each student the experience and support that they need to succeed we need to embrace the culturally diverse Assets in our communities and give them outlets to shine and Thrive together rather than forcing rather than forcing them to assimilate and diluting their existence in the existing marginalized communities that we serve thank you for sharing Carrie hi Carrie Serpa in response to the parent of a freshman and Senior so in response to the don't think of me and mine this doesn't affect me I'm speaking for the families who walk to school and

263the folks that would be taking kids to the TK Center Robert Down Forest Grove in the middle school and that will definitely be a hardship our district has known of the disparities between our two elementary schools for years and you can see many of those inequities listed in the staff findings I do not argue these things I do however argue that disparity can be addressed with redistribution or reconfiguration of funds and why wasn't that done long ago I joined the many voices asking for Equity 10 years ago when I started at Forest Grove if you visited sites lately you know that we are all overwhelmed with workload right now and we continue to bridge huge academic gaps support unfathomable mental health challenges all well-being short staffed in many cases everything is still a lot as

264it is and our site simply cannot adequately prioritize plans for reconfiguration and right now the district office needs to support sites with the current issues that are facing us and there are a lot too many to mention here in my time allotted from Staffing to sel and behavior plans to aging infrastructure and Facilities landscape needs aging Portables not to mention the pool sorry there's not enough support to go around as it is and also our small But Mighty maintenance staff is doing amazing work despite their obvious overwhelming job but they cannot adequately move 20 classrooms and update sites accordingly so who is going to do that work and the busing the fiscal impacts the SEL impacts the challenges I don't see those listed in the staff notes it would take me about 20 minutes to

265talk about my experience as a tosa and mpusd when we did the turnaround schools at four sites and how much money and time and energy was put into that and how it didn't work out very well for one so some of us can talk about that I've had or excuse me I've been in favor of reconfiguration primarily as a solution for the equity issues but funding adjustments I think can adequately address those things like Matt Kelly giving Forest Grove free busing to Pacific Grove I'm sorry Matt Kelly giving free busing to Forest Grove to take care of the issues with inequities to Pacific Grove places to reduce the costs on our budget that could provide Equitable education for our schools I'm messing up the last of it I'm sorry um that would really help all

266the stakeholders save this experiment that we're talking about with reconfiguration just reconfigure the budget rather than putting us through this thank you sorry you you got through it it's late you did great my seat no you did great any other speakers live tonight we have some we have some virtual all right we have uh we have about six minutes so hopefully we can get through Ryan Garcia please yes thank you I just have a quick request is that as we move forward and we're looking at this from diversity issues uh from Equity issues from logistical issues ETC that the data that we use that is used for the research uh for the analyzes is made available to the public for us to review as well as this move forward so we have a nice transparent

267process that is all thank you thank you Jennifer please hi thank you I wanted a board member please thanks I agree with um the comments of President Swanson and the um teachers so far I wanted to just mention that as we move forward this is really an item of great public interest and importance so if we're going to have it again on the agenda it probably should be like first and not last so that more people can participate um as far as the first um the first go uh reconfiguration it feels really really disruptive I'm just curious like what other options have been explored to address these disparities between the sites something like distribution of resources you know we know that Equitable is not necessarily equal and that we truly do have different demographics at

268each site and I think we really just need to honestly acknowledge that so things like the field trip you know one school requires Transportation another does not that's what Equitable it is isn't busing every kid to the same site so they so they're on the same campus that's that's not Equitable um as far as what was provided in staff's report it read to me like a list of Pros um without the cons um there were no impacts to families listed especially for families of multiple kids there was nothing addressed as far as Transportation which is already a big issue for our district um you know thinking about our youngest Learners who have only gone to school during coveted times and what kind of transition and upheaval that would be for them going from one campus

269and then another campus and another campus and then as far as kids who would be together for 13 years kindergarten through senior year of high school same core cohort 13 years that's a long time to not have a new experience in fresh perspective and then I'm wondering if anybody's considered the impacts for teachers have we talked to teachers um have we asked how they feel about it have we have we thought about that each site has its own distinct and different culture um that's to be valued I think if the board intends to give direction for this to come back it would be really awesome to provide some type of detailed balanced analysis and a plan um Equity is expensive we know something like this is going to be costly if we want to improve

270where we're at but you know the saying is I think a rising tide lifts all boats so that's something to think about moving forward and if this is going to be brought back in his agenda item I would just ask that we do a survey of family a survey of teachers and staff and the community before taking any steps forward so thanks for staying on so long everybody thank you Christina please at about three minutes uh good evening Christina Luciano can you hear me yes we can okay uh thank you so much um Christina Luciano first grade teacher at Forest Grove um like Erica Chavez I am on the um cultural proficiency training committee and um reconfiguration has been brought up tonight as um for reasons of equity and the idea that reconfiguration will help

271us to solve issues of equity in our district is analogous to suggesting that a Band-Aid will help to heal a broken bone reconfiguration does not begin to address the systematic practices and inequities that are woven into the cultural Foundation of our district in fact I would argue it will further exacerbate the issues we really need to focus on intentionally implementing practices that lead to Equitable access and academic outcomes for all students if we truly are committed to embracing diversity and effectively responding to the issues that emerge we need to use the tools we have to transform our classrooms our schools and our district at a systematic level change can be anywhere in the school district but systematic change that stands the test of time needs to happen from the inside out and it does not

272happen when we reconfigure schools as a member of the coach proficiency group I value strong value and strive for Equity at our training they've emphasized how organizational culture has the greatest impact on student outcomes I would encourage us to put our energy and focus on intentionally improving our district culture and practices rather than causing a giant upheaval that will not address the issues at the root of our problem research shows that transition from one school to another is disruptive to social structures in which learning takes place lowering academic achievement and participation for many students predictably this damage will most severely impact students from disadvantaged backgrounds in my estimation reconfiguration will only serve to hinder our Equity efforts Equity does not require putting all students of one age within a same school let's address the real

273issues so we can have equity for all students at all pgusd School sites thank you we're at 10 30. boss Jefe it's 10 30. so we're done yeah okay we have to be done we do so it obviously there are more people who want to talk and um as as mentioned well this is an ongoing conversation so I think it's something that we will definitely um continue on the path to kind of uh have more conversations and I think everybody for participating tonight and see you soon
