001I will call the Paris Union High School District special board meeting workshop to order at 5:04 p.m. I will conduct a roll call to determine whether a quorum is present. Trusty Compos >> here. Trusty Hall >> here. Trusty Stafford >> here. Trusty Annayia >> here. >> And myself here. We've established quorum. Item 3.1 pledge of allegiance. Please stand for pledge of allegiance. Which way? I think it's over there. Put your right hand over your heart. Ready? Begin. I aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Go ahead and have a seat. Item 4.1, invitation to board of trustees. Agenda items. Are there any public comments on agenda items? >> No public comments. >>
002Thank you. Item 5.1, review and revision of district vision and mission statements. Mr. Mai, you're up, sir. >> All right. All right. Going to pull up the PowerPoint. All right. Okay. Good afternoon, folks. Good afternoon. So what we have before us is the it's an exercise that the board will undertake with respect to the development of your vision mission and essentially brand development. Okay. The survey that you were sent all five board members I sent it to the superintendent as well as to the head of HR. And I probably should have sent it to I I'll capture this CEO as well as chief head services but we'll capture that data subsequently. You use a survey tool called a methmeter which is pretty much a tool used in these exercises to be able to collect data
003from members of of a board in order to help to filter and then modulate some of those those talking points in order to develop a brand as well as vision. So this is the current vision of the district. Ferris Union High School District will be a caring, diverse and supportive learning environment in which all are committed towards working in relationships to foster innovative creative learning and creative innovative and creative learning opportunities. So we have it on three screens and all you guys can read. I have a question. What's missing from this statement? This is It's glaring. Just raise your hand. Blur it out. Sir, students. Students. Ain't that kind of novel? No students mentioning it. No. Whoever did it, it's all to the good. We didn't do it. Okay. None of you did it. Not
004even the kids in the back didn't do it either. >> Students missing. What else is not missing? immunity. Okay, one last thing and then we'll move on to the next. What? Give me one last thing I'm not seeing here. >> 21st century college and career >> academics. >> So, this is a boilerplate generic vision of the district. And if you if you were to go with this, then you're going to do this well, which is pretty much I look at this as almost being like a word salad, right? Okay. This is your mission statement. The mission of the Paris Union High School District is to create high qual high quality relevant learning opportunities for all in a safe and caring environment. We will develop a high quality, caring staff who will be dedicated to learning
005and connect students to their education and potential goals. We will care for all students while developing a growth mindset through collaboration, creativity, communication, and critical thinking. Watch this. We will develop a high quality, caring staff. This reminds me, I was doing some work in the south. This old black woman, she kept calling everybody and telling our kids, "Bless your heart." This is bless your heart right here. We will develop a high quality car, bless your hearts, caring staff. Right. Okay. Now, as we our mission statement, of course, we're going to develop caring staff. But the objective of the system, a high school district, one of only 25 in the state, only one of 25 in the entire state, the only one in this county. And as a matter of fact, the next county over, which
006is LA County, where half of y'all from, majority of y'all from, we only have two three high school districts in LA County. Okay? Just three. So there's so much that we can leverage based upon developing a mission that centers around community, that centers around students, centers around family, centers around safety. We're going to get to that. Any more thoughts on the current vision or mission statement? >> They got care in there about twice. >> Yeah. Whoever wrote this, they were very caring. >> Any other thoughts? >> Careful. Any other thoughts? Okay. So, as a part of the exercise, what I'd ask you to do, and there's a rhyme and a reason to the whole entire survey. What I asked you to do in one or two word, one to two words, describe the district's current
007brand, state slash, what do people believe about the district? Now, some of these comments were very glaric and I I nearly jumped out of my seat. Okay? And we're going to talk about them. All right? Somebody said not that safe. Somebody said lack of accountability. Somebody said historical, disorganized, boring, corrupt, lackluster positive, modern, not transparency, prospering. Now, we're all over the the map here. So, this is a continuum and we're A to Z. Now, all you guys competed this and this is anonymous. So, we don't know who said what. I don't even know who said what, but I believe it's appropriate and fitting to really have some discourse around the feelings of the governing board. You don't have to own this, but if you're living in the Paris, Marietta community, excuse me, Meny community, Paris
008and Meny, which are pretty much the predominant communities within other than the small other unincorporated areas and what have you. If I'm a constituent, the governing board is saying this. These the governors, you're saying this viscerally, how do you believe a citizen would feel if they saw that this is how board members feel? Thoughts, perspectives, >> would it be what our thoughts are of what they think? Isn't that kind of what the in other words that's what I mean I I understood the question to be >> what do your constituents >> look at it you know what I mean as opposed to it being our personal >> well no no this is the current brand right this is the question is what do you believe the current brand is this is a very very very
009subjective exercise in that remember now in that we can't even say all the constituents in uh many feel a certain way cuz we don't know, right? We can't say all the people in Paris feel a certain because we don't know. But what's emanating from members of the board is this which even if in fact you heard it, you're going to filter this. it comes to a seieve this what you get in result thoughts perspectives feelings >> I would if if I was outside of this circle I would ask us what are you guys doing to change it >> okay all right any other thoughts we're going somewhere with this folks but I don't want you to shy away from what you're cuz somebody said it, I didn't do it. Right. It It's a little jarring,
010corrupt, lackluster, boring, disorganized, lack of accountability. Not that safe feelings, perspectives, thoughts. Well, I mean, definitely not good. Um, you know, when you think of a school district, you know, you would hope it'd be anything and almost everything but that. You know, you you could count it. You'd want schools to be safe. You'd want them to be exciting instead of boring or lackluster. So, let let me ask you this. What rubric are we using to gauge safety? An incident? Are we using statistical analysis? What are we using to quantify safe versus not? Well, I think a lot of it is just what's out there in social media and what people's perception is when you go to local community groups, local papers. I mean, that's kind of some of the things that you'll see in the
011commentary. Um, but you know, at the same time, you know, that might be 5 10% of the community. Um, but it also might be a greater representation. It's just people aren't saying it or actually, you know, posting something. But I mean that's I know what I've read on different you know whether it's Paris or Metife outlets that's kind of you know rarely do you hear the good you know rarely do you hear oh you know what there was you know this program FFA took first place or you know um and I mean I think that kind of is normal I think a lot of times you hear more about the negative than the good and you know I guess It's our responsibility to make sure that we're providing the good. >> It's our responsibility as
012a board or as a district >> or together meaning we're one >> together. >> So So go right ahead. >> And I had a question. Is this like are you asking the whole group or you just asking >> I'm asking everybody in the room including them back there. >> These folks live here too. >> So to the question that you asked about how does that make you feel or how does >> Sure. How does that make you feel >> for me from the cabinet side? It's disheartening because if that's the feeling that's the interpretation of this capital in my mind. So, so, so let me Hey, you can never be as bad or as worse as Compton. They can never be. Oh, name this. synonymous with so much. Okay, so I'll give you an example
013of Compton, Memphis, East Baton Rouge, Louisiana, Birmingham, Baltimore, Philly. Do Philly is doing academically phenomenal three to 5% growth is just historical for Philadelphia. Now let's juxtapose this for Compton. Okay. Now, some of this used to be the case, but here's something we suffer from. You'll never change it. So, we So, if everybody's pushing together, right, pushing that a narrative, right, enrollment increases, people moving in, etc., etc., etc. the the challenge here to my good friend here's point the challenge is that if if we're feeling this way then we're governing this way and it's not just a cabinet issue it's also a board issue as to how we then present and represent ourselves on the day and how we then move our perspective agenda along thoughts perspectives we do want to hear from y'all I
014agree >> cuz developing the mission and vision that's easy. The hard part is if you actually believe it and if it becomes visceral to you and can you go out and emanate that right? So you say won't call your name but we've had discussions you want to do this kind of career tech program or you want to attract a particular partner. I'm not chiding you. I'm just simply talking about narrative and how you're viewed if you step. Okay, case in point. Case in point, I want to thank you guys, by the way. I want to thank you, too. So, I was able to get the military down to Compton and we're working on the school. You're the only Think about that. You're the second school district in the state of the military institute. So, why
015aren't we on top of the the hill and the mountain top screaming how phenomenal we are? It's Jerry Brown and Oakland and y'all. I mean, so I looked OVER AND THOUGHT, "HELL, IF PARIS UNION, excuse my French, if Paris Union has it, I want it, too." Cuz guess what? It's a metric on the dashboard. That's something to celebrate, right? All your schools are nice. They're all relatively brand new. All of them. I know what you're thinking, but trust me, in this in in the larger city, these schools are new. All right? I got schools older than Jesus. All right? So, so and we maintain them, but they're old and they're historical. These are all brand new. Again, you hear what I'm saying? As a as an outsider coming into look, you know, looking around the
016district, I don't see what you see. I don't hear what you hear. Go ahead, sir. So I I think um and this goes back to when I first started on the board. >> Y >> there's been a um it was almost like there was a conditioning of kind of you know you guys are the board but you guys are over here. There was no collaboration. It was kind of like hey we take care of the day-to-day stuff. you know, you guys will hear what you need to hear and you know, but we're kind of doing all the work and you know, it almost like the ideas or whatever were not really welcome. Um, it was kind of like, hey, we're doing what we're doing and kind of like, you know, like the vision it we
017didn't feel like there was what are we doing? It's just like the status quo. We're not doing anything new or innovative. We've always been um on the back end. So, and I'll give you a personal example. Okay. >> Uh, my kid, he was supposed to go to Pulma and, uh, everybody I knew in our area was transferring to Vistr Maretta. Now, at the time, I was coaching at Vista Marietta. So, I wanted him to be at the same site I was where I ended my day. And so, I had asked for a transfer. They denied me two times, actually three times. had a a hearing and I was huming about it because they said that they would release my my son to Tmacula cuz I worked in Tmacula but they wouldn't allow him to go
018to Maretta and I was like I don't understand you're not going to get him you know why and and the reasons were safety my side uh my life was on the south side of town uh Paloma was north side and so by the time my coaching duties and everything was done I couldn't get to my son till after 600 6:30 and buses stopped at five, I believe. And I knew he was going to be an athlete. So then he was going to be out, no ride home, sitting around, hanging out in the dark. You know, he couldn't drive. Um, and and they didn't care. And I know that also in the community, we were just outside because we were in the Mapleton community. That whole area was just outside of the busing. So it was
019like they could have gone half a mile to Vista Marietta and instead they had to travel down to Paloma. yet they didn't get any transportation and rides. like that whole area was like up in arms. And for me, what really disappointed me was I felt like they didn't even care about my son's safety. Like, you know, I was trying to explain to them, you know, I don't understand. You'll allow him to go to TmAcula. And the reason why I wasn't sending him to Tmacula where I worked, it was the same reason. I was coming home coaching at Vista Marietta. They said he can go to Chapperel High School, but it's like it's the same thing. by the time I'm done coaching, I have to backtrack, go pick him up, there's no buses, all this other
020stuff. I mean, to me, it just didn't make sense. Not only did it not make sense because they were willing, they knew the ADA wasn't going to be there, but almost to like spite me because it was I had I had three appeals. Almost to spite me, they said, "Hey, we'll allow you to go to tomccula, but not Marietta." And that really like, you know, back then that upset me. It was just like, man, that's not good. it's just not the way you should treat, you know, a potential student. I mean, and at that point, it was like, there's no way that my son's going to that school district for any reason. He ended up going to private school after that because that was really the only option that we had and it was the
021closest um place for us to have him cuz then he was with his mom and I was nearby. So, we were, you know, it was for us was a safety thing. But I mean it's it's been one of those things where that was back then and then when we kind of got here it almost seemed like at least when I got here that there was just no traction like they were always behind everything. Everybody was at that time the statistics they had told me is that 300 students were transferring out and going to Marietta because Maretta offered other programs that Paris Union did not. And they said that, you know, one of the denials was, oh well, that's going to affect our staff because those 300 students that are leaving can affect that's like 10
022teachers that were have to reduce our staff. And like at that point, you even when they gave me that information, I was like, I don't care. Like, you know, I'm worried about my son and my son's safety and the best environment for him. And it just seemed like they weren't doing what they needed to do to compete with the neighboring school districts. uh because they were offering programs that they didn't and that was the way you could get out. Everybody knew all you have to do was find a program. Lacrosse, you know, we were behind on lacrosse. We were behind on flag football. There's all these different things that other people are doing and they're doing it right out of the gate and we take a year or two to figure it out. Meanwhile, we're
023going to lose kids because we're not offering those programs whether they're extracurricular, academic. um and that that impacts the district, the district's reputation, um you know, just in general. And so for me, you know, coming into it, I kind of saw that there was almost like a like a laxadasical like, hey, we do what we do. You just don't worry about it. We've got everything under control. And I felt like, well, you know, to me it seems like you're running the place into the ground and nobody cares. So that was kind of the initial spot, but then there's always been that challenge of well, you know, knowing the roles, you know what I mean, roles of the board member, roles of the cabinet, and kind of all that other stuff. And there's there's been a
024lot of um at least for me, there's been a lot of challenges within that, you know, looking at board policies and contacting, you know, legal and different things to kind of understand our clear role. >> Yeah. So, so, um, I know you said, you know, you you shared a few paragraphs, but I can listen pretty well, and I'm going to go back to the thesis thesis of your entire discourse centers around the role of the board and that of the superintendent. And so, a very easy response to that, just a very easy response. Okay. So the legislature, the California government code, the ed code contemplates it. The school board once elected that it contemplates you knew everything before you were elected. You don't even require training. You literally are elected. You go to CSBA, you're
025sworn in first of December, and off to CSBA you go for the board training, etc., and you're off and running. Okay? The law does not distinguish from me being a soccer mom with a couple twins, triplets, triplets. And so the law is the law doesn't the law doesn't contemporary care about that. The prevailing belief is you're walking in understanding the role as a governor on the legislative side, quasi ledge, quasi judicial because you do hear appeals and so forth. And that there's this executive side, Trump, Supreme Court, Congress, and Senate. In this instance, you're the Supreme Court and your Congress wrapped into one. So, you hire professional expertise, superintendent, etc., who then implements the board's vision, the various policies. Now, that's not to say that there's information you want. You you sure you can have
026information, but the notion of the board, some of this is case law, some of it's just common sensical. The notion of the board involving themselves in certain decisions can adversely impact a decision over here. Case in point, so let's say we did a recruitment. Okay. So, I'm black and I assume you're Mexican Latino, right? That's racist. Okay. Make an assumption. But he's black, too. Just kind of was in the cold too long. So, she's lobbying for me cuz we friends from back in the day, but you're more qualified. Well, you're going to sue. And more than likely, you're going to sue based upon one word, discrimination. right? You're going to get something. Whereas in California, you always get something. That's when the board begins tinkering with various processes or contractually areas of contract, etc., etc.,
027etc. Not to say you can't ask questions, >> but the notion of of of interfering at the granular level, the reverberations, they always slam very fast. It's like a centrifugal force. Just slam boom, right? in my district, 18 years on the board in my district, but we a normal practice is the sue staff goes through three layers of vetting. You apply for a job, there's normally a a community panel, community a panel of practice practitioners. So like like let's say mom, PTA, etc. D lac all that all that lacking stuff all that stuff right that's community then you have a professional panel of experts then it goes to the cabinet when no actually no it goes to the superintendent he does the final then he makes a recommendation to the board the person only comes
028in close session hey I'm going to introduce Mickey Mouse this person is going to be principal of Compton High boom boom boom boom great boom the board votes because the board is the employer now you get a packet to review not to keep to view. But what happens when if we start to say, "Well, I don't like him. I like this person. I want to hire this person. I've been there and done this, by the way." Then well, so what happens when the board begins to direct the hiring of certificated personnel and you don't particularly have all of the information at your disposal to be able to make that recommendation. Now again the law is very the law doesn't delineate the law doesn't delineate whose role is what it does not. The board can meet
029every day. The board can direct the superintendent like it's the county board of supervisors. But here's what's going to happen because the board is not a group of practitioners. You're in a governing role working collaboratively with the superintendent as well as the team to drive the system forward. If the board begins to manage the dayto-day, the system's going to crumble. I'm working with the district right now, man. Deficit is almost 180 million. And some of this is because over the years, continual staffing changes, blah blah d right tinkering and making moves and making decisions that has not yielded well for the for the district. And then the last point on the matter is this. So when you go out and you begin talking with financial advisors around any transaction whether it's a seller bonds whether
030it's a general obligation bond or paral tax meerus millage anything associated with the open market the market's going to look at the viability and the longevity of the board and superintendent in particular so there's a symbiosis that exists in in these in this these roles and I believe it's clear Mr. Campus is very clear as to as a board. Remember the board is one, excuse me, one body, not one individual. So, three of y'all will believe that we want the system to go in a particular direction and who no matter who gets elected, you're not Congress. You can't stop and start. Remember, there's Congress, all the theatrics, but there's still career bureaucrats running these departments in DC. Plain still land. USDA still stamps beef. Everything still goes on here. If you start tinkering and you
031get too granular, the gears stop. You impact the system in a way that's is irrevocable. So again, it's it's a delicate balancing act as to what information you want to see, what what you're going to do with the information. I'm real particular as to what I ask for because some things I don't want. Not that I want plausible deniability. I know I'm going to have to stand in judgment. So, young lady emailed me the other day. She's being harassed by the coach, principal, all this yin-yang. I sent her an email, a very legalistically written email. Said the super get a hold of you, director staff to get a hold of her. What's the issue? She's mad because she didn't make the cheer team. She's living harassment. Blah blah blah. Now, I don't chase every lead
032cuz some folks had you running in circles. It's like you trying to help a sped parent. You know what's going to happen? You're going to be in the deposition when she sues yourself. When she sues and they start, who did you talk to? I talked to Mr. Hall. Oh, wait a minute. You mean Charles Hall on the board? Oh, Charles Hall. Now that's more money for the district. Now we got to defend Charles Hall >> 5 years from now cuz he spoke with a parent and told her I'm going to take care of that. I'm going to get it done. Whatever you want for your kid. This has happened. Not here. It's hard to do it but it's happened and the district has to pay for it and the legal fees. So, so as a
033board we have to figure out what do we want to see? What information do we want from staff? And it takes three of us to instruct the superintendent to provide whatever is being requested so that we keep the system flowing. Any thoughts? Push back. Go right ahead. >> So on that just to be I guess um I don't want to say transparent but like accountable. So, is it okay to briefly respond to the parent and then direct it to the superintendent and his staff, but just to acknowledge it because you don't I mean, in my opinion, like I don't want to blow off the parent if they're if they're sending me or asking me for a response. You know, I think the the professional and right thing to do is just to respond briefly and
034redirect them, you know, to the superintendent and their staff because obviously they're going to be the ones that dig around and have the answers and get the responses because that's I'm not not going to do that. >> I'm not being rude, but I want to read the response last night. I sent this response Tuesday to a student evening. This correspondence acknowledges the receipt of your complaint filed under the California uniform complaint procedures. The allegations concerning the coach and administration of Compton High School are noted. This matter is hereby forwarded to the superintendent for formal review. The district office will provide further communication regarding this resolution, the resolution process. Essentially, don't contact me again. They're going to call you. Don't call me anymore. And I copied the superintendent. I'm done with it. Don't contact me anymore
035because I'm pay Listen now. You got to look at yourselves as being executives of a public company. I'm paying my superintendent good money. That's I'm going to be doing the work for two grand a month. No, he they going to do the work. I'm going to send the stuff over to them and let them arbitrate it. It's not my job to go round and round about, well, the playground equipment, blah, blah, blah. Hey, no, no, no. Let them handle that. That's called accountability. Remember our last session? That's called accountability. You're driving accountability and oversight. So, the board has oversight, the superintendent has accountability. It's all the way down. They're all accountable to him. You provide oversight of him, them, they, etc. But the objective is not to engage parents because let's say you're missing some
036of the finite granularity. So case in point, okay, we got the sexual molestation lawsuits running around. Oh, I knew so and so. Oh, now you're in it. You're a board member. You Now you're in it. Okay, now we're really going to pay. We're going to pay triple. True story, by the way. We're going to pay triple cuz you were out investigating the matter. Why were you doing that? Why were you involved in a side investigation? Right? You pay for lawyers. Why are you making phone calls? Thank you. The district has to pay an extra 100 grand. A case would have been 50 350 plus the legal fees. So, as a board, you know, it's it's how do you see yourself in the role as a governor or do you want to be more the sedentary
037staff person kind of sort of moving around the chest pieces and what have you, right? So, I had a lady go down here for a special education district. So, she's going to sue us. She's going to sue us. lady comes down. Uh the the city the city has an issue with we've been going back and forth with the city about some issues, right? And so we communicating, copy the chief of police, copy saucer, I'm off of it. Write a nice little email. Boom, boom, boom. I'm done. Right? Do you want to be the board member that you're sitting up all night corresponding with parents? You're going to say the wrong thing and you're going to get yourself sued. Now, if I were being a an a-hole and I told you not to do it when
038the lawsuit comes, you know what I'm going to say? Hey, we're not going to we're not defending this buzzer. You're on your own. take it up with your family in your own house because again we're we're getting too intimate with some of these issues right now. Again, this is comporting yourself as a governor. The law is very silent on defining roles. CSBA defines a role, but the law is very loose. The belief is when once you get elected, you understand the role and you hire the superintendent to manage the day-to-day. You hold that person accountable, which is why you have an evaluative process or an evaluation process of the superintendent. Why the board should do own self assessments etc etc etc so that everybody's holding each other accountable. It it's a cycle. Now the other
039point you may not since we're talking so we might as well just hit this one too before we move on. So as a board you do have a voice. Now I'm saying you have a voice because I'm under the belief not supposition. I'm under the full belief that you understand your role. You have an LCAP on the academic side and there's a the overall budget. LCAP is nothing but the plan. It's nothing but the plan. If there's things you want to see, the law says put it in the LCAP. The law says you can amend the LCAP. You have a budget. Put it in the budget. Let staff vet it. Let them come back with proper analysis, etc. Let them scope it out. So, for example, let's say you want to True story, by the
040way. Wasn't Compton, but we want all electric vehicles, all all green vehicles. Okay, no problem. How much money would it cost? 34 million. got a little extra money from back in the co days. Boom. Got the trucks. It was easy because they had 10 million bucks to spend anyway. So, it was just a free money, right? But here you come after CO. I'm on new trucks. How do we pay for them? Well, we >> we already have them because it's employees. They work so hard and they deserve new truck. What do you pay? Okay. You know what? Hey, Garcia, we could pay for the trucks, but I got to get two this year. I get two next year and I get two the year after. I want them all now. We don't have the money
041now. Okay. Well, if you want I can lay off Hall and Campos and I can lay off Stafford and u we can get the trucks. These are the decisions that the system has to make when there's recommendations involve fiscal expenditures. Oh, we want to increase academic programming. We want somebody to teach the kids the banjo. We're banjo teachers, right? Again, staff has to have a chance to vet and then bring the recommendations to the board by way of discussion, etc., etc. Now, I'm going to tell you something, folks. And this is just me. It ain't got to be you. It's me. I've been with my superintendent long enough, and I've said this at Nauseium. I've been with him long enough. I fully trust him. I We rarely meet. I don't have time. We talk out
042on the phone and we text, but I trust him explicitly and explicitly. I trust him because I've never seen him do something that was delotterious to Compton. We travel together. We're in China. We're heading out on the district. I don't mind taking a hit in the media. So what? We're going to Lisbon, Portugal in the fall. You know, we're good. When he retires, I'm going probably really cry. I doubt that, but I'm going miss it. We we exchange liquor, you know, and you know where he lives in the Paris Union High School District and make that drive every day. I couldn't do it. That's his business. Okay. So, what I'm saying, folks, is that we have to get to the level to where there's trust and there's faith and belief and we have to assume
043positive intent. Now, unless proven otherwise, then that's a different story. If there's some recommendations you as a as members of the board want, there's a proper form to put those recommendations in. But it can't I would tell you as a full recommendation. I would not bring something every week because right now, what season are we in right now? We just finished up with the second interim. Okay. Which was what you guys Your second in was what? I I didn't even see it. Positive. Okay. Now, hold on. You hear what they just said? I know you Yeah. Positive. This is like my little deacon at church. HEAR WHAT HE SAID? POSITIVE FOR IT. >> YOU GOING TO SAY AMEN. >> OKAY. Not that folk said. Watch this. Okay. Now, now, now we're back on track. I
044want to say something. No transparency, corrupt, disorganized. Yet, you have a positive certified budget. Now, I'm dumb and everybody in this room's dumb, but one thing you can't lie on is when a county gets that second interim, they're going to go through it and they're going to then substantiate the numbers. Now, that's a victory for the board. Now, that has nothing to do with how you feel about programming. Your chief role as the board is to be that of a fiscal steward. You've got a second interim. I can roll call right now five districts within a 10 milei radius with a qualified and one with a negative right now. Your neighbor, you got a district to the north here. Well, north east. I mean, they got more lawsuits in the law. Every every other day
045it's a lawsuit. Big lawsuit. 100 million and something. Every day is something different. Somebody just stole $750,000 worth of IT equipment. It's something different and new every day, right? >> You got a positive budget, which means you just finished negotiation with your union, right? You settle your AB1200's good AB1200s, right? You're far better than some districts in Northern California. Got fake Mac running around all over the place. It's a hot mess, man. I'm working in these places. It's a mess. So So again, there's some things we have to celebrate. Now, I will blame I'm going to blame the superintendent on something. I'm going to blame you, too. All right. Y'all should be communicating that and telegraphing that. I'm blaming you for that. You You good with me blaming them? Very well. Okay. I'm blaming you.
046I'm I'm blaming y'all for that because I hear what he's saying and he's right. But what we have to do is we got to then drown out that by showing the positivity cuz nobody's here with us. Definitely could be a strategy. Am I right? Yeah. >> Keep on going down low. That could be a strategy. Right. Okay. But again, again, we got to be able to sit around and have these discussions around how we move the system forward because they're do they're going to do what they have to do in order to fulfill their contractual obligation, but also uphold the standards for which they've lived by as professionals and executives in this profession. So, they're going to hear the board and get beat down. That's, you know, get beat down every month. I used to
047act a fool back in the day. No problem. But the reality is if Dr. Rouse if he profers a budget that's negative, what does that say about him? What does it say about her? And on down the line and we're going to blame you for some stuff, too. Everybody gets blamed, including your kids. All right. So, so again, so, so, so Mr. Camp is some of this might be how we telegraphed information, right? which is why some folks might believe or feel this way for which the members of the board believe and feel this way. Sir, >> quickly or briefly define how how you could be positive in the deficit because I guess that's I guess that sometimes is kind of confusing. So we have a positive but we're deficit spending which obviously is not.
048So how do we how do we correlate that so that it could be like you said kind of strategic or >> well I I guarantee >> not of a concern. >> I guarantee it's strategic. As a matter of fact uh we showed we made a mistake and showed too much money. Should have showed far little money. showed a couple million little error, but we've always deficit spent and we've had a positive budget for 16 14 years. We've always deficit spent because in this business, it's not as if if you were deficit spending and there was a need for someone to step in like a fiscal solveny expert from the county or Fmac or I don't I'm not really too big on thick mac. I don't have no respect for them. I'm use them as an
049example. You know, they came in and that's a different story. But in this particular context, you guys are probably in a position to where you don't want the unions to see all the money you have, right? And so, you know, the staff's not going to say that. I'm saying it cuz it it cannot be true. But the point is that is that you cannot have a positive budget. Watch this. Meaning you can meet your fiscal obligations. You have positive cash flow and you can meet your physical obligation as of January 31st. Well, that was your Yeah, that's your second and then you loop it on around. So, your budget more than likely the budget will be balanced because you can't go from a positive to a negative budget. Things kind of level out. A lot
050of the misunderstanding we have here, Mr. president. It's just some distrust and what we don't know about how the system functions. And generally speaking, when we don't understand how the system functions, then there's a little bit of cynicism, right? And and I'm going tell you folks, look, here we go. Why is it that way? Now, I'm going to go back just so we're clear. This is what we said and then now we're at the why is it that way recent allegation of nepotism of personal issues from cabinet board members. Okay, I'm not here to adjudicate this. I'm just simply saying what you said. I believe people refer to it as being historical because it has been part of the community specifically Paris for over 100 years. It has grown alongside of the regions. Okay, we're
051talking about the nepotism, coronism, etc. Inconsistent leadership and communication have led to reduced confidence and trust. Okay. Now, the soup and staff could take some responsibility for lack of communication. But here's the thing. If the board's running them ragged, if the board has so much that we're laying on top of the staff, it's very difficult to move the chest pieces on communications because you don't want to spend too much money on communications consultants, right? So remember this is taken this is under the prevailing belief that members of the board are intimately involved in the governance process and you're reading everything and you're following along almost like this is like football or basketball, right? Okay. Sorry about that. So, so, so if if if there's an inconsistency in leadership, then some of this we could the
052board can bear some of this, right? That's governors. Okay. Logo looks like California covered in MH Mu HSD school district. Uh, attention to facilities. Every student has options to pay for positive learning. That's a good one. any way to get it done. All right. Now, you're looking at this is the compilation and and and this is somewhat of the aggregation of some of these words. So, we're just aggregating rather the words into what folks have said. Any thoughts on some of this? >> I do. >> Yep. I I see a lot of the well not I guess just the leadership and communication and I know there's a lot of things that happened before I was here. >> Yeah. >> But it's really hard to kind of continue in that narrative when everyone is new. So
053that I'm just like, how can we kind of press reset, you know, because it's it's like if you're in a bad relationship and then you leave that relationship and you take all the waste to the next relationship. There's no growth, there's no change. >> Yeah. So you're almost you're almost modulating toxicity, you know, you just kind of >> Good point. Very good point. >> Any other thoughts? Any other thoughts, perspectives? So what she stated, let me just expound on that is that it's almost like um and I use Congress as an example because you guys are very politically astute. So there's a certain time to introduce bills. There's a certain time to debate those bills. There's a certain time to appropriate those bills and then those bills become law. The last stage in governance in
054DC and Sacramento is the appropriations phase, applying money to it. Okay? It's the same here. If if if we're struggling, right? If we're struggling, I mean, think about this allegations. Now, now, now, let's be clear. Let's be clear just so we can put this to bed. Okay? The law is very clear on who can get hired, where and how. You let a competitive process. People go through competitive process, they're in. Now, here's where you get into danger is having an a financial interest in contracts, not people. Contracts. Government code 1090. So we got to make sure we're distinguishing where it's a violation of the law versus not. And then you have more policy on on nepotism, etc. So for example, you know, Garcia's wife couldn't be the superintendent, and if she were, then he'd have
055to abstain himself. But then there's a host of other laws that will come into play some other declarations and then we would we determine if in fact it could even happen. Right. However, this superintendent couldn't serve on city council officers are there's a compatibility doctrine. The law is the law believes that you know this all of this but it can serve on a school board in a neighboring district. No conflict. Right? So again, we have to be very careful as we throw around terms and words because there's a lot of meaning to them and and many words have been legally tested. The term nepotism, that term has been tested all the way to the Supreme Court, right? So just understand that, right? As we begin to move through our our journey. All right. What would
056a new brand do for the district? Okay, we're getting to some Good stuff. hopefully dispel the allegations of corrupting and concentrate on student programs. Would like to introduce and improve the arts program. Gives us a cleaner fresh new start. New programs equals new opportunities. A brand uh would unify Paris and ministry under a shared identity. Strength strengthen community pride improve trust. Clearly communicate our direction and exception. Fresh new start, relatively new board, new programs, new ideas, and new opportunities. I hope you guys see where this is going. You're essentially writing your own vision and mission. Okay, so we shake out the cobwebs and that now we're down to the the root of it all. New brand is done intentionally with unified person. Okay, we already said that. Well, no. strengthen community connection and build a
057shared identity rooted in trust and click direction. If done correctly, I believe a new brand will open the door for innovative changes, unity, and positive attention. It can help clearly communicate the district's vision of priorities, stand out from other organizations like the old logo for the district. We need to we need something more original that catches the attention of the public, attract old and new students within the community. So, what we're talking about is some of y'all want a complete wholesale transformation of this system. New logo, new vision, new a new identity. I'm not for sure. How long you been here? Have you been here for many years? >> 2005. >> Was the logo the same or was it something different? >> Something different. >> I was remember kind of like was like a little
058house or something or some of the flag kind of old school. >> Yeah. Old school. >> So then this is relatively new. this whatever this is >> like 2014 11 something like that. >> Okay. All right. Thoughts on this folks? Thoughts on this? Thoughts on this? Thoughts? Perspectives. >> Capos name change go in there as well. I know that that was part of the survey. >> Did Did you get the survey results back on that yet? >> Um not completely. >> Okay. All right. So when when the survey comes back then I believe oh you talking about the survey done by your financial advisor around >> okay but I think that was one of the questions >> and it'd be good to see the results of that definitely be good to see >> I was
059in the geo bond that question >> oh the survey for the >> yeah the geo bond >> oh yes we shared the results in all the feedback with the board >> okay so you have the results so you may want to >> change the results that >> at least I don't recall. >> Yeah, we we took the name change one out. >> Oh, that's >> Yeah, the name change question was taken. >> But see, now that I think >> is could be I think that's something that we need to look into because the the big issue at least on the other side of town in Meny is they want to they don't want anything to do with Paris and Paris union. They want to completely just, hey, can't we unify? And obviously, they don't understand
060the complications with the unification process. They don't understand the benefits of the high school um school district, you know, in terms of the funding, all the other benefits um that come with it, but it's it's very paracentric. And so that community is like they want out, you know what I mean? That's one of the things that they've wanted for a while. Um and and and they seem to blame a lot of the things, you know, that are going on there because they it's they think it's it's controlled by the parasite as opposed to saying, "Hey, you know, we want our community to control our high schools. These high schools are in our city or outside of jurisdiction if it's not incorporated or unincorporated part." So, I think that's a big part of it that I
061think can bring um well, if if we're going to go with a new brand, hopefully, you know, we can show them the positive things that are going on and then they'll feel like they're included as part of the process. I mean, you know, the the the boardroom is I mean, nobody from Meny ever comes to our board meetings ever. Um and and you know when you look at the location it's way far away from where the manifi area is and like the two high schools that are there and so it's and it could be just that the community is apathetic. You know that might be the case. Um but you know I think it's something that's important at least on that side of town. >> It might quell some of those. >> Yeah. And so
062the district could always consider a push poll. Push poll via phone, via telephony, simply send it out to the voters or do another survey around the the uh name change. The the the deal is this is that it all goes back to some of the points about communication, right? Which is why we're here today working on it, right? Okay. This is progress been able to get this meeting off the ground and be able to move forward around how we communicate with Meny the discussions we have involving the city council etc. But some of this, my friends, is really on the relationship between, remember, it's board to city council, superintendent to city manager, board to county board of supervisor, superintendent to county administrator, board to county board, superintendent to superintendent. So some of this we as
063board members can get out there and champion and celebrate some of the wins that we have. For example, we talk about military institute. We talk about new campuses and sports programs etc etc etc. Right? We can do that. Plus you got two schools in Mini. So I mean if they had unhappy you got two Hey look if you were so horrible you would not have built no schools over there. All right. You could have put them over here, right? Ma'am, go right ahead. >> I was just going to share that on our COC uh committee, we do have members from Mini and um we're getting ready for our first superintendent facility um bond advisory that's coming up on April 20th and we're bringing in um you know folks from Minipe, dignitaries, mayor. We're asking all
064those folks to be a part of the work. So, that is a direction we're moving. Um, and assessing our facilities and showing all of the amazing, like you say, I I've been in in LA County and the uh high schools is nothing like what you see here. >> No, it's pretty. and we're going to be highlighting all of that to show both communities the amazing work where the bond dollars have gone um and begin to talk about our bond extension um that could be potentially placed on the November 2026 ballot >> sir that we just had our manifest recruitment fair where we brought all our local districts together and many was very happy to come to Paris because they felt it was central and close to the freeway and accessible to >> Now you also
065have you have a relationship with the school district over there is they have an elementary you have one here and one there right >> Dr. with Matthew Union that Saturday. >> And so you those are your feeder school districts here in >> Yes. >> too. >> So So again, it goes back to communication, but it also goes back to again, so I'm a constituent. I voted for you. I don't care. You're busy with three kids. I voted for you. I want to see you in the community. Full stop. Right? That's just what the business we're in, right? not giving you the extra change. I gave you the raise. I want to see you more. Right? So, some of this is going to fall on the shoulders of the board to get out there and really
066be that ambassador bridging the divide, bridging the gap between these various communities. Right. Thoughts, perspectives, reactions? >> I% I think we have to build the connections with the city and council. So two of you guys are in Paris, two of you in Meny. You're in the unincorporated, right? >> I'm in Mini. >> You you three of you are in Meny. >> Meny took over Sun City. >> They incorporated Sun City. Sun City was once unincorporated. Very well. And then you two are in Paris, right? >> Yes. Okay. >> Well, it seems to me and Mini have some representation in this mofo. I mean, y'all in the house. There three of y'all sitting here. >> I live in the senior above the senior community. Mike Zelda. I'm mostly senior citizens. >> Well, we call them season
067saints. >> And I get a lot of opinions from them. >> I bet I bet you do. I bet you do. Thoughts, perspectives? Are we moving in the right direction? I mean, we >> Go right ahead, sir. >> Well, I I kind of think you we were talking about branding. That's why I answered that question. >> Yes. >> Um, the old brand was this very legalistic looking brand, almost like it was for a county courthouse or something. Okay. Okay. >> And the new brand when they did that, it was done when the other people were here, but I think it was just done sloppily and lazily by a consultant and nobody had enough gumption to speak up that it looked like color covered California. That is my state. >> Cover California. >> I'm not going
068to lie. You do have a point. You know, I thought it was the most ridiculous thing I ever saw. But in this district, when you open your mouth, you got to be careful what you say. >> So, how about this? How about when we get down the line, you pick up three, four, three, four logos. Let the students vote. Let the families vote. Maybe three, and then off we go. The board, of course, would would bless the three. They vote. We happy with one. go from there. >> You know, going with the modern uh logo, it's been done. My old fire department, they changed their patch. It's a different patch now. The guys that served under the patch that we had, I would never put on the new one because I didn't work under them.
069But it it's it's nothing odd about doing this. It's it's been it's been done. >> It's just more thought I felt had to go into it. >> We didn't even consider maybe the students, >> right? Yeah. And actually and then I think some of the issues with our branding is is that even though we have a district logo, >> there's each department has its own logo that's different from the Paris logo. So one thing that we did in in my department is we said we're not using the HR logo. We're using the Paris logo and we're just putting human resources on their sleeve because we are Paris. So that's what we started using because we need to whatever logo we have we have to unify under one another. >> Yeah. And Mr. Sue >> I
070just wanted to mention okay when you were talking about the coins and the perceptions of the world for example in terms of safety >> right >> yes >> how do you put that they don't feel safe >> right >> there was a comment from oh this in social media there are some comments there you mentioned but what makes you say that how do we know what percent of students or community members feel that way >> on March 10 because you ask about the surveys yes we have shared two surveys about the facilities more actually was a presentation public presentation we will check that so the communication is there and also on March 10 I sent a summary of the survey that uh Mr. And compiled the results and just a brief uh thing approximately 80%
071of respondents feel that students are generally safe or very safe at our schools. March 10 16 days ago at the state of the district I shared that at Paris High School the the fights from the previous semester to this year were reduced 83.3%. at Palomao Valley High School, 60% reductions in fights. In one of the meetings that we had with with the staff, the same union members. What did they say? >> The union president actually said that they didn't believe those numbers so they served their own staff and they came back and saying that yes, their staff feel safer at those >> and this is the results that I share on March 10 about the community. So we we're moving forward. terms of I was just going to say if we if we do a
072new logo and with the rebranding it has to be innovative where it leads us into the future and stop thinking basic like uh education's been branded for being basic in the public sector. I I think we just have to be willing kind of like Compton to think outside the box and be like generic isn't working anymore. That's why we've been so far behind in curriculum and academics even in the culture and we have to pave our own way. Yeah, very good point. Remember something. Remember this. The outside world, they're only going to hear whatever you say. They're not going to stop to do any work, to do any due diligence, to dig deep, to understand. Maybe one or two, maybe. So, so I I could tell you this because I was there from a a
073zero to now a hero. So I was able to sit in the transformation and see it 18 years when I walked in. Hot mess, right? And I I tell you told you guys about the experience I had at Harvard last year in April when I saw you guys in DC. When I saw you in DC, I think it was campus. I saw you in DC because you were with the Tmacula people and the myriad other people and I at at CSBA uh what do you call it? Uh, what do you call that? CSBA deal. There we go. >> So, the soup and I left there and we shout out to Harvard. I'm sitting in the room, man. The soup is presenting. I wasn't presenting, but I went to support the soup cuz the soup supports
074me, right? It's all good. Weather was too chilly. I don't like cold weather, but whatever. I'm sitting there, man, and the soup's presenting and they put our data up to a little tear fell, man. I had to get them go to the bathroom. military folk because they are down and just shot all the way over. We've beat Omaha, Baltimore, you know, boom, boom, boom, boom, boom. Now, you want your works to speak for itself, right? We cannot, we cannot leave this room under the prevailing belief that this is constant absent data. Choke could say whatever you want to say. I ain't got no beef with him. I'm just saying he can say whatever he want to say. You cannot. Whatever you say can it will be used against the district. Right. We got to moderate
075how we feel and always support it with qualifiable and qualitative data. Soup comes back and says 83% said this. Boom. The teacher union comes back and says boom. So just just as you move throughout your journey and you kind of understand the things you want to do as a member of the board, you know, the these are ways in which you enhance your credibility when you speak on behalf of the district out in the community. Now again, if you hey, I'm not telling you to be any kind of way you don't want to be. I'm saying if we want, you know, Bad Bunny or Snoop or somebody to throw you some money, right, or whomever and and if Major League Baseball or soccer fields, whatever the case is, you want people to support and believe
076in the mission here, then you got to kind of exude and project that, >> right? Fair, right? >> Your kids go to school here, right? >> My daughter. Yeah. Okay. your daughter, your daughter hears some of this stuff. She said, "Oh, no." Because the children are going to tell the truth and they all fight. They using drugs. They doing all kind of crazy stuff. What are you going to do? So, my dad would always say, "What are you going to do?" It is what it is, man. You figure it out. Take them to church. You beat them up. Whatever you want to do. Take them to the mosque. You do whatever you got to do. But they're what they are. They're you and they're a dark side of you. That's all good. We just pray
077for them, you know. All right. What would happen if the district brand remains unchanged? Now, this is a compilation. It all kind of boils down. If the brand remains unchanged, unclear direction and a weak, undefined identity may continue limiting trust, alignment, and our ability to maximize student outcome. possible missed chance to advertise by not standing out. Most likely nothing. This may be a marketing move to overcome some of the negative press and the local media regarding hiring and administrative promotion/ practices. We keep falling behind. I believe we can still have positive outcomes. The district has strong roots and has survived decades without rebranding. However, no changes has also made the district seem outdated. Check this out. Watch this. If I told you that I'm going to name two a really affluent community, then I'm going
078to name a moderately affluent community. I'm going to name a very wealthy community. Okay? If I told you right now Compton has metrics that outpace and beat Beverly Hills, would you believe me? No. If I told you that Beverly Hills has a very low collegegoing culture, would you believe me? >> Very low what? >> Collegegoing culture. They normally go to the community college first then transfer. Would you believe that? You wouldn't believe it. It's the truth and it's a fact. It's a fact. Bonafide fact. Indisputable fact. Subton is a good friend of mine. We've done some work there. The data is inconclusive. Excuse me. The data is conclusive. Why? Well, multitude of reasons. A these children are already set. B they go to San Mo which is the feeder and they go off to UCLA
079right which is feeder pattern. Okay. If I told you that Tmacula does phenomenal with ELEL's. Would you believe that? Phenomenal with EL students. They just have an exceptional EL program. Would you believe that they have an exception? They do not. >> Yeah. >> They do not. >> Placentia. You are Belinda. Placentia full of Latinos, full of Mexicans. your Belinda across the way full of Asians. So who are the eels's in that district? Asian students. We're Latinos. Way now. Nobody ever cares about anything I just said because you said the name and it invoked something. I live in Tmacula. Y'all over here, y'all. I live in Miranda Tmacula. That's big time, right? You ain't living in Beverly Hills. You ain't living in Malibu, you know. I mean, you know, so people here, I did the superintendent
080search in in uh Tmacula. Let me I got to just tell you this. I did the superintendent search in Tmacula. I'm from black. I'm from the hood, man. I'm straight brother from the hood. I pull up to the door beating. Let me tell you something. They had to battle ram that, man. I was scared. I really wasn't, but I'm just saying. Sheriff's everywhere. And they got a line. I walk in, white folks, like Bloods and Crips. The Democrats over here, the Republicans over here. So I sit down and this white woman comes up. So the police jumped up and I said, "Hey." I said, "No, I want the police guarding me. I'm a little snitch. Where?" So I sit over here by myself. White woman come up. Who side of you? When I said, "I'm
081on the side of righteousness. I'm here to do the search." Oh. So she sat back down. Somebody else comes up, where you from? I brought my mother with me this time. So, I did that on purpose. I'm like, you know, maybe mama will give me some coverage. It worked. It really worked. I brought his mom. I had to pay her take a shopping after that. That's another story. So, so when I say these districts, you light up. Oh, I say yinda. I say Tmacula. I said Mariela. I said Beverly Hills. You often times think, "Oh, I said Capistrona. If I told you that there was more corruption in Caprona unified than most districts in Southern California, would you believe it?" No. But it's true. They're white when money don't make them white, right? The reality
082is, guess what? Look at that. Superintendent's indicted boards recall boards indicted fire superintendent. I mean think about this. Think about this. So when you say compliment automatically back in the day I mean was a CSBA. Patron girl almost chin checked. >> Pedro Carol was up on the stage. You went Mr. Man giving a speech man and he was up there man. He was just lambasting. Compton. I'm talking about slaughtering. Our lawyer at the time, David Huff. David Huff was a little bit bigger than what he is now. Big white boy. Huff is running through the convention hall getting ready to attack the stage. I'm right behind it. We're getting ready to leap onto the stage to attack this man. I mean, he kept talking about how horrible Compton is and how horrible this Guess what?
083today. You Google him in complant today, you know, swear to God, he's the zar of the district. He talks about us as if we're all friends. And I have to remind him sometime, you know what you used to say about us, right? It's as a board, if if we want people to view us a certain kind of way, then we got to step out and we have to project ourselves in that image. I'm giving these examples. I got stories for days about how folks have cracked on my district, right? Not today. The governor came down, would you support me? I said, no, I would never support you. It's your first time here during election season. You and I turn to the never support either one of y'all because you not you supposed to fund education
084$900 additional supposed to raise a cap $900. You didn't do it. I'm not happy about that. My support is contingent upon what's best for Prop 98, thus Compton. It's not personal. What's best for my community? And he respected that. Right. At the end of the day, so again, it's what do you want this district to be known for? Here's what you're saying. If we don't make a change on branding, we'll kind of we'll continue down the same path. Now, I will say this. Was the brand bad when other people ran it? You hear what I just said? Let me say it one more time. You hear? Did you pick up what I just put down? Was the brand bad when the other folks ran it? I want to know. Was the brand bad? >> Yes.
085>> You hear what I just said? >> Which brand? >> You hear what I'm saying? So, we got to let's think about this. Right. >> What brand are we talking? >> The district. >> Which one? >> The overall brand. The overall brand and image. >> The old one or this one? >> No. No. The current image and how people perceive the district. Right. >> Yeah. The the the old meaning we're talking about now is the district's brand, not the logo, just the brand. How the district's viewed in the community between Paul >> Paris and Miretta, excuse me. >> Five times more corrupt than it you think it might be now on our statement up there. >> Okay. So, so he he was here been here what 20 something years. All right. >> This place was
086hideous. >> Okay. >> Y'all don't know that you know. >> Okay. So, so again folks, let's think about this here. Put this into perspective what we're battling up against, right? We can easy change this. So we can change this. We can flip caples. >> So um prior to that, so here here's what's out there. It was you know the old brand was clicky and there was an empire. Now people look at it is there was changes and all it did is create a different empire. And so the issues are now just it's a matter of control which it was an issue. There was a power structure in the old brand and now there's a perceived power structure in the new brand. And so things changed but the concept almost did it. It just shifted. And
087so those are internal issues and and that's what people see in the public and internally. And so that's I think something that we also in order in order to move forward and do what we want to do with the new logo, new branding, it has to be collaborative. And I I honestly don't believe we're there. You know, I know the word unity is thrown around a lot. Um we're not united. It's just that's the reality. Now going back to like you had mentioned earlier, all you need is three. >> You know what I mean? And three will get certain things done and certain agendas or whatever they are push and they'll get through. >> Obviously I think the the goal is five. >> Sure. Absolutely. you know, and five with with five, there's >> there's
088there's there's a power and a movement, a synergy that will be created because everybody's going to be going on the same road moving in the same direction. And that's I think kind of where we have to go and and to get there, the question is how do we get there? And I think we have a lot of those things that are up there, I think, are the path forward. I think you know like you had mentioned the military school um you know adding new and different programs is going to be good internally as well as uh externally to the community because they're going to be they're going to see that we are doing things not just like everybody else but we we're going to offer things that others don't have and and we've always in
089my opinion we've done things where we're behind we're doing it a little later which you know causes the transfer but I think we're kind of turning the corner and that we're bringing bringing in new innovation, new ideas to make us different and so therefore you know a brand I think the brand is changing but I think that there's still a lot of work to be done. So let me ask you this >> three three things happening positive right now just not sentences give me three words to describe what's happening positive you know you know what I will say I mean I know that the safety came up I we've invested in safety and obviously if if the perception in the media is negative but like the survey says that's the quiet >> right >> uh
090majority is is that it's safe and so and and I think that that was intentional I think when we first came on and we've been intent intentional about the safety now when things come up. >> Okay. So, so safety is one. Give me the second thing. It's positive. Second thing, positive. Safety's one. Number two, good >> surplus in the budget. What's that? >> Surplus in the budget. Okay. Give me a third thing. Third thing, positive. >> Every high school has a pool. >> Every school has a pool. Okay. Or three positive things. All right. So we don't deal with negativity. So we're going to three things that you want to see changed within a certain time frame. What are three things you want to see different innovative and some change as a member of the
091governing board? The arts. >> Okay. The arts. All right. Okay. Any other >> I want to revive attendance. >> Okay. You want to revive attendance. All right. What do you mean? Revive. >> Revive. get those kids back so that they want to come to school. We have to change their mindset. Instead of staying at home and not coming, we need them come back. >> This old idea from back when I went to Heritage, it was um was more sports program. What do what do you call that? Inter mural sport >> because everybody can't be a varsity player or JP, right? I just don't. But >> it brings people together and these kids need some exercise. the super >> something I I just wanted to say thank you to the board this year. We started with
092a inland online academy that it was a complete transformation of what we had before that we had 15 20 students. We have 260 I believe right now >> and those are the I'm sorry >> we're going to be hitting 300 for these students. >> We're about to be hitting 300. Those are the students that President Garcia was mentioning. Those students they were in the district because they were not attending any other schools. Now they are taking classes and that is g having a small effect now in increasing enrollment and the attendance that he's mentioning also we have a strong campaign when I started 88.5% last year went to 90.15% 90.65 65 2.15% and right now >> in P1 we were at 92% and right now because we're close we've actually raised our goal to hit
09395% in this >> I I I was having a ambitious percentage of 94 and I said I'm confident we will get there today in this room >> one of the administrator said I think we are going to get to 95 I don't want to say we will right now but we can get there to 95 to 90 88.5 to 95% where you so and and that is with the support of the of the board right we cannot do it uh just by ourselves there are some decisions right and and at some point last year they say I need your help we need to have the assistant superintendent and they make the decision yes go ahead let's make things happen >> I want to say a positive thing but at the same time. It kind of
094sounded a little s we all literally share the same goals. Literally, it's just the path to get to the goal is different. >> That's it. >> And I think that's what I want to hear is that even though the board may not think that we don't listen or that we're not follow, but we are like the three goals that we're that we're want to reach 10, we just heard we're we're raising the bar sports. How much that we're going to raise for 26 27 we've added to so so Paris High can bring back freshman sports. So all the schools were we got a new stipen for black for the emails >> and then um we just uh got the purchase order approved on the innovative side that we eventually would like to become an all
095Apple district. So, we're going to pilot with our freshman diploma brand new MacBook Neos instead of the old Chromebook that you can't do anything with. >> So, they can have more power, more things to do with video, especially social media is a big thing that will be used and things like that. >> So, another positive thing that the board help us is the SER. We are going we are projected to save about $1.5 million every single year for the next five years. the previous administration and obviously we don't want to say this in public because we want to move forward but it's in the past but just to look at things in perspective what this team has accomplished the last administration they deserve in 2023 2022 >> 24 $17,000 a year for five years about
096$80,000 the wholesale we're talking about >> we're talking 1.6 per year and $8 million for five years >> over five years >> because we heard the board that they didn't want to lay off anybody. So this parts >> we right we don't want to see anybody being laid off. You are here in how many districts that >> they're junior high school? >> Zero. >> And layoffs, man. >> We need the help, right? Try to share that with the community >> uh for the arts. Uh today we had a a good uh talk on the show. >> Who? >> Show on show choir. >> Oh, okay. Because at the state of the district, we had a performance that was for the theater, but it was, you know, they were singing, dancing, and so just a big
097discussion about, okay, one person didn't know what it was, and the other was like, oh no, we we, you know, some of our first educational schools at um so actually looking at the staff, the teachers, um looking between Liberty and Paloma as far as being able to bring that um soon and then later in the next steps is starting uh is talking to teachers. So today at the principal's meeting that was a part of our schedule from the arts also Mr. campus was putting in our ears about the arts or supporting the students. We have the parish program at Pin Academy Middle School and Paris High School feeder school. They are they are very perfect at the state of the district. I know that the potential is great there. They are going to be >>
098the growth that has for the next 10 years. I'd like to see an 8 through 12 science school building. >> And I'm going tell Dr. Eaggan I can listen. I can read her brain. She would love that too. Why would she not want Why would she not want a K 8 through 12 Jiuliard High School? Why would he not want to do that? >> And why would y'all not want to support it? So here's what I think we did. fly to July, meet with the folks and set it up and everybody move on with the program and keep it going. See, all this stuff is doable, right? You offer me your Christmas wish list, they cost it out. They cost it out. Now, I am that guy that wanted nice trucks. I wanted nice vehicles
099cuz the city had old vehicles. I wanted to upshine the city. So, so it's it's things you want. It could be done if you have the money. Sir, >> you have transponders on those nice trucks. >> Um, union's been fighting. The union's been fighting. Hey, we're close, man. The union's been fighting. They've been fighting like nobody's business. They fighting viciferously, man. They don't They do not want because Hold on. So, you know, I got a lot of folk live out here, man. I had a brother. So, I got to just tell you this story, okay? I got the Samoans still in gas. I got the the blacks still in copper. I got the Mexicans using the trucks to do horiculture and cherrypicking contracts. They were covering up the comp unified emblem with their own company
100campos campos tree trimming using a cherry picker. So Everybody has something going on. And I'm talking about big money. Big money. So of course you know we prosecute we go out pretty hard. So recently Africa the government play the e play $500 worth of we first of all you want to pull that the truck out here number one. Number two we're hitting we put the 500 on him you pay for this so we're going to prosecute you. So there's a reason and rationale behind them transponding, right? But again, the union's fighting, so it it'll take some time. And you know, sometimes you want to we got a union president sitting there. We want to try to work collaboratively and collegial with our labor partners. So no, but it's it's it could be a challenge. >>
101It's it's for safety for the only >> I'm with you, man. >> I'm with you. I'm with you. again. Everybody just listen to one. >> Oh, we uh on my trucks we we all have smart trucks. >> See, >> they're smart. >> You have governor. You have governors on >> We have governors on it, but it's ran by Verizon. >> That's who we're talking with. We're in communication with Verizon right now. >> We're in communication with them right now around this >> and they offering us a phenomenal deal. 30 40 grand >> cheap. cheap all the electric vehicles like 30 40 grand they they want the deal because comp is a name they want to go sell it around the country right and so I support so so to that end say the other thing
102I want I want to see you know you know better building you know how can we grow them up bring in more students >> so so I can speak for the staff can say this. So, your bound will probably be 150 to 300 somewhere around there, right? To do and I'm not saying not. Okay, that sounds like a lot of money. You probably can get you might be able to get a high school. I know exactly how much that costs. That's about 270 280 million today. We're involved in that kind of stuff, too. You probably need 100 million plus a bond, right? And another 100 million for modernization, etc. No, >> I was just going to um share the board approved that's to move forward with the charter school application for facilities. So, we're right
103now in the process. >> We get some money for that. we'll get some money and then we'll use uh our district money, bonds or whatever to match. So that is in process right now for CMI. >> So look, so here's what we have going on, Mr. President. Here's what we have going on. Either we're not reading our agenda or are y'all not talking? Because what I'm hearing is everybody here likes steak. You get steak, then you want balona, right? So, it seems as if things are progressing. Here's the challenge in this district. Here's a challenge. We have to foster a greater level of communication, right? So that we can as we rebrand so that everyone knows what we're doing. I'm not talking about I'm talking about the larger community. Now, I am very confident in
104bond pass. I'm very confident bond pass. I'm also equally confident that the folks in Memphis support it. Why? Because you three are going to get out there and beat the drum and just talk about the phenomenal programs. CMI is a gold mine. This I'm telling you, I stole this, man. I I I'm running with it. I'm running with it. >> I think we stole ideas from you, too. >> That's okay. But this one here, man, I I literally uh and your guy, he made an introduction. The principal made an introduction, man. And so I am running with this because I believe in this. I really believe that all children, that's the best training in the world, man. Military training. It's kids, man. Why not? >> Friends in the Ontario Y school district. Anyone from Yeah.
105I'm I'm going to take everything. All right. All right. So, what is it you wanted the district's uh staff, families, communities, and partners to know and believe about the district? All right. We're committed to maximize every student's long-term success by setting high expectations, exceeding them, and building trust with our staff, families, and community. I want you to watch the language. The words are very important in this exercise, okay? There's a lot of warning trust in the system. long-term visibility, letting the families know that we partner with them on keeping our district strong, that we want what is best for our students, staff, community by offering the best academic, technological, and extracurricular opportunities for our students through innovation. This is beautiful. This is I mean this is this is pristine. We are a district that's taking
106us into the future. I would like to first project a message of trust. Here we go again. Pride, family, and connection alongside highlighting our CTE programs and our commitment to college and career readiness for students. Beautiful thoughts, perspectives. It's what you're saying. This is the aggregate. I don't know what like that green one. That would be a great mission statement or even a vision. This is This is gorgeous. This is gorgeous, right? This is, >> you know, this is so so again again again you you have to you know I have cousins who came who attended this district. I didn't even realize it. I got several cousins that came out of here man. >> Several >> came out here in the '90s uh from Carson College. You know I came out here and so so
107we talk about the CTE programs. We you know we talk about college culture college career readiness. I know you guys are working on remember you told me you're working on >> your the partnership with the community college run. >> Well in terms of the weasinto yes yes >> community college but they didn't offer all the courses. So we did that or approve it with cala see >> and we are working with university of redlands. This year we started with freshmen taking college classes at Heritage High School. It's the first pilot program. Next semester is going to be Paris High School only or just at least Paris High School. >> The objective is all of our high schools will be the equivalent to college. >> So what he just said so the term he just articulated
108you guys are doing some dual enrollment and then some cross enrollment. So the cross enrollment involves the relationship with the comm the Cal State or the university, right? Which is an innovative. So again, I go back to the superintendent. We going to have to starve him out, man. We got to, you know, feed him nothing because you got to communicate the innovation, right? So people can understand what's going on, Mr. Superintendent. That's great. You got to communicate that innovation. What's the difference between a cali and I get >> I get forward >> and and we are doing this guy we have a contract precisely with many 247 because we are paying them to share the wonderful news because they I don't know what's going on. I have an idea what might be that only the
109negative things were for free and the positive ones we are paying press releases press releases money there put it there and what is for free the negative 30 40 comments really negative when we have all the accomplishments zero comments one or two likes only that is telling you about that 5% of the community that we are paying attention. >> Yeah. >> And honestly, I know I don't want to create the issue, right? But I think most of us we know what is the difference instead of the composition of the previous cabinet >> and they they don't want to give credit. >> Yeah. >> And we have a targeted approach on social media. We keep every day we post so many updates and we post them on everyone. >> Who's managing that account? actually we worked
110with Lette >> and then we just finished um we had met um a few months ago uh looking at clear messaging for parents and um we are just looking at the final videos and those are about to be released. So it's like clear videos on social media for what's A through G >> and things at >> short vignettes >> 51 seconds >> and we make partnerships with like Paris matters matters is our partner the city is our partner the county um they repost and tag us and our schools each have >> no less than 20 accounts and so they have now partner and our LinkedIn is is growing every all the time >> you just shows that they listen to our suggestions >> and and I want to take one minute just to acknowledge this
111guy finalize the contracts with the four organizations. He is helping me with the safety program. He the director of safety is under him. Technology we have an assistant superintendent of innovation and technology. We were paying $300,000. But what's the innovation? This guy is is focusing on making our district an Apple district bringing the level of technology. >> Dr. Eagles just presented at the conference. The consultants, the guys who were there to sell their services, they were asking her questions and wanted her to wanted to learn from them with >> Dr. And that that that is so motivating for for for me and for the district that at the state level where did you go to >> uh the California Association of uh supervisors of travel for attendance CASW. >> Exactly. And then there was a
112comment about and and this is a good way and honest good good way about oh you can raise attendance because now you have different ways right to do it. Yes, but this exact are doing it. >> They don't even know how to do it. >> Yeah. >> And this lady is doing it. Dr. Williams refinance the debt $2.4 million that is going to go back to our pocket because we are community members. I pay taxes. >> I mean member of this community. It's $20 less than I want to pay. But it's okay. >> $20 per 100,000. $20 per 100,000 assessment a year, >> right? When had that happen here in Paris University? >> Never. >> Dr. Williams, right? >> This is >> I don't have words to to give them credit. It always I'm not
113I didn't do anything. I just planted the seed, provided the I and they know. Yeah. because we are communicating every time in the updates by the superintendent. I I I mention all the accomplishments and then we provide the information and they are supporting us, right? They are supporting us. We want to move forward with it and we want to get there for our students. Honestly, okay. Our students deserve >> You're right. They've earned it. Our students have earned it. Earned it. >> So everything we said supplement underscores these points. So here we go. As we move down in the survey in one to two words describe uh the feelings that you want connected to the district's brand. Little typos to disregard that. Trust confidence people's district trust excellent growth and prosperity. reactions to this. >>
114Pretty much what you guys said in in in the the survey. >> That should be like the wallpaper on our new logo. >> Yeah. >> That's true. >> Y'all want people to walk away believing and feeling >> right. If there's trust and confidence in the district, it's people's district. Trust, excellence, growth, and prosperity. Any rebuttals, thoughts? No, you're just giving me ideas. That should really be like the wallpaper on earth or just your website now. >> And this look this what y'all said, >> right? >> Okay. >> Write an eightword story about what is special about the district. Eight word is what you guys wrote. Committed staff, maximizing student potential and future success. Strong community, comma, community staff, comma, students working toward success. Grounded in history, roots, building a stronger future. Student attended school. Went
115from class clown to Air Force. Committed to maximizing every student's long-term success. Eager to teach the students and motivated to lead students into the future, going back to basics, using technology to get there. Eight word story. Y'all have never seen this before, man. Pop up on this what you guys said about your district. Eight word story. This this is the the elevator commercial. You talking to Nike, talking to, you know, uh Drake or somebody talking to Beyonce and you want them to understand, hey, I want you to invest talking to Alvin Ay, you folks in New York, right? Giuliard, right? We're committed to maximizing every student's long-term success. Powerful thoughts, reactions. >> Now, we're talking about students. >> Okay. There we go. There we go. >> The other one, >> as we begin to migrate,
116>> as we're migrating, we're now talking about students. Okay. >> And it's not just one year at a time. It's it's their life. >> Yep. Yep. Yep. Yep. All right. That's it. Now, what happens next? What happens next? Because we want to be respectful of time because we know folks have somewhere to be tonight. I was asked to I'll be here all night. I want to respect that. What we're going to do is we're going to develop and draft several different versions of mission and vision. Then we'll reconnect. We'll reconnect as a board subsequent and then we'll the board will then deliberate not really deliver but more pick which ones you want vote it up boom your vision >> send a survey >> wait well we can do that >> and that visual and mission
117is going to be reflecting you yes and and and the staff will have an opportunity to edit as they so desire as the board would would allow, right? So that we're collaboratively working, right? No big eyes. My mom would say no big eyes and little U's, right? We're working as a team. Thoughts, perspectives, we hit the mark. Does it make sense? >> Yeah. It was very we took it from this to this just words. >> And these are your words. >> Yeah. cuz I'm I know how I would write the the narrative. I mean, straight up. >> I know what I would say if I were selling your district to the larger community. You've seen a transition in leadership from this to this and this is the result, right? The true test of all of
118this. You talk about legacy. I've heard you use that word before. Talk about legacy. If the voters approved the bond mic dropped because now we're saying that the community believes in >> the direction of the system. That's that's the ultimate. I'm going to tax myself on your vision, which is the board's collective vision. You guys are pushing the bond. He didn't push it. Hell, Grant had the bond. Y'all killed it. >> Hello. That's true. >> I was there. I know what happened. >> True. Grant left Mr. Superintendent. He got IN THE CAR, DROVE DOWN THE Axa and he walked into a room. Everybody clapping. I'm texting, man. He just quit. But he quit cuz y'all going to roll with the bond. True story. I'm down in San Diego. I'm going to leave it at this.
119I'm in San Diego at an event. Pull in and everybody's around the table and all they talking what they going to do in Compton. Really? What am I doing? What about much of me? Oh, I got Paris union. I got this Joe Dixon going on, going on, going on, going on. So, of course, I get real agitated. A lot of anger management issues. So, so hold on, let me ask you a question. Didn't know who I was. So, oh yeah, we we figured out who going to get what in Compton and Paris Union and a host of other districts that already have it on map out who's getting what contract. >> Oh, and I said, "Is that the way to get?" Yeah, that's how we do it. Really? Okay, get back. Um, I don't like
120these. Nope. Be cute. Cuz I don't want to be caught up in that kind of nonsense. We didn't work too hard. We worked too hard to build this up. Getting ready to tear down a high school that's 120 years old. We can't have no mess. We can't have no mess. Cuz people are looking saying they can't leave. You know what I'm saying? They cannot leave. And they're going to steal all the money, which is historical. I use the word historical. >> Yeah. And number crooks and thieves, right? No change orders. Maybe one. Maybe one. and 800 pages. Did I change? 800 pages to substantiate it and justify it. So again, I want the community that bond barely passed, by the way, by like 55 votes. The next bond, highest vote getting bond in in the
121state that year. Why? Because you build trust and confidence by turning around the program, right? Got a new bond on the ballot for June. Prayerfully, it passes. Measure CPT. company to build Dominguez to Dominguez down boom a new school of all new high schools and that's huge for LA >> right and and it's it's transformational for Compton but again it's it's a collective vision because it's not really it's not about you Mr. President it's about us it's not about you it's about us and when it becomes about you then now we have a problem and the children suffer Mr. capitals. So, you know, in doing, you know, obviously we're looking at um CMI expanding um potentially building a new schools, you know, art science, whatever. How do it seems like we've at least in the
122short time I've been here that we've gotten into a lot of issues on the construction side and then the legal battles. There's always on the back end. How do you guys, since you you're you've already built one ground up, you're about to do another. How do you avoid all that mess? Because it just seems like there's so much disconnection with, you know, the general contractors and who's got this and and it just seems like everybody's, you know, we just recently got out of a lawsuit that it was just like, how did this happen? When you look at >> Yeah. >> what went down, like how do you avoid that? >> Yeah. You you avoid that. It's all in your RFP process up front. It's all in our process and I've been involved in con instructional
123ways around the country around the country. So I'm not I'm a little different. This is what I do for a living. So So it's all in it's all on who you who you hire as your CM as your PDM. Right? Some districts want to do it on their own. You do not have the capacity. You do not have the capacity. only there probably two districts in the entire state with capacity. One is LA Unifi that's but it's a very different construction model. They build pretty much big box schools. It's it's a it's a modernization design and it's a standard. They're not doing any stratospheric designs like without no union or what we're doing in Compton or out in Orange County, right? With these it's like all the Riverside County and San Bern schools look alike.
124Why? Because everybody had Rena, you all have the same architect or you had back in the day WLC and I know these people well and they just designed the same design. This movement from Corona, they all look the same. Circular driveway, circular front, they all look the same, but it was a cheap design, cheap to build, threw them up, called it a day, right? So again, these are things that as a board, these are questions you have maybe with your with facilities attorney, you know, work very collaboratively to make sure that that you're getting the best value and so forth. There's a lot of ways in which to ensure that the process is fluid, good architect, I'm going to hire my cousin Benny, you want to hire a proven architect, right? Somebody that's good, good
125design, etc., etc., etc. But understand something, 350 million is a little money. So you can't have Christmas dreams of everything. If you want to do CMI, let's be clear now, that's going to be 100 plus. That's half the money gone. So So understand, we're not going to be doing a new pool over here and a new dude. The the number sounds great, but it's not like that. >> Why? You have a school that almost has what 13,400 students. What is,000? 13 million. >> 13. >> Yeah. Okay. Anything done there requires what? Temporary housing. How much money is that off the bridge? 20 million. >> 20 million. >> So again, again, we got to make sure we tamper our dreams. >> No. No. So, it's almost like you think your wife going to have some lobster
126and steak when you get home with a little so and so puree and a little No, you get fish sticks. >> You can get a hamburger from McDonald's and pass. Any other thoughts before we shut it down? >> Like on the architect where I heard that it would get like more than one architect trying to build one one structure just go with one one architect. >> Oh, I understand what you're saying. So, so yeah, you definitely wouldn't have that on one. You know, a district like LA would have multiple architects. San Diego have multiple architects. Fresno, Bakersfield would have multiple architects, but what you're talking about is one architect. I mean, you're just talking about a essentially you doing modernization and maybe new construction maybe because you don't have enough money for a new >>
127for both. Remember now, remember, you're not selling all the BS in one trunch >> series. There's a series. The first series, I guarantee, and she can attest, I'm gonna amen her. The first series is gonna be about 20 to 35 million. That's it. >> Then you wait. >> Am I wrong or right? >> Then you wait and then boom, >> payment on the land. >> Unless you can get it all built in one series, get it all done. Rare depending on how the market goes, right? The bond market is phenomenal today. It's exceptional. It's unparalleled. money is cheaper than it was 5 years ago. So again, these are these are things that that you know you as a board you know you be looking at but I'm going to tell you something it's going to
128require a lot of attention and patience to detail because there'll be more meetings or special meetings to be able to go through some of this stuff. It's just a lot to to program now. >> And if I could just say we're starting the work on our facility master plan. So the kickoff is April 20th and we're hoping that all of the board is there. So that's our first one. The next one is in May and we're doing all of the uh surveys and site walks and meeting with principles uh to identify what are the needs at those campuses and then we come to the board in June to say here's everything that's been happening in those meetings and now we need to prioritize what are those facility needs and how do we align that to
129all of our facility dollars whether it's the new bond or whether it's our CFDs that we currently have uh and things of that sort. So, it's a big push to get us to July 8th for the board to actually adopt or determine to adopt the resolution. So, we're doing a lot right now. So, um we're excited about the work and the principles are we shared it with the principles today. Dr. Ralph spoke to them and uh they are getting their facility advisory committees together and they're all supposedly showing up on April 20th. >> Who is the architect of >> um for right now? We have a project at uh Paloma Valley for the facilities master plan. >> Um DLR >> Yeah. Buddy from DLR >> is leading the work and it's going to be digital
130and he demonstrated that today. >> So So make sure he does a u video yet. >> He's going to do a video of Dr. We talked about that today. You know what? Since we're talking about it, we've done so dramatic changes. Is that the uh firm company that we want to stick with since they've been in the Paris district? >> Well, we can't say that. >> Okay. It's a further process. Thank you for shutting me down. >> Yeah. So, so it'd be nice in that vignette to have the board >> Yes. >> do a little I'm doing it right now. Wouldn't be a long >> and so it' be a little sniff and have the soup and each of y'all because it's only like 50 something seconds, >> right? You you want to be able
131to be viewed on Tik Tok or Twitter, etc. uh Snapchat or whatever is out there, Facebook, Instagram, a short vignette. So again, the staff seems to be moving and working on the things you guys are talking about. >> Yeah. Um Manhattan Beach is the video that um he shared with us today and just amazing. Just phenomenal. >> Beautiful. >> Um so we're hoping to get that going and add it in our board and pictures of all of our amazing facilities so that we can have it on the website. >> Yeah. I wanted to get your input like how you can >> what can you suggest because I completely agree and I'm on the same page in terms of CMI right but you mentioned also at the beginning whenever there is a credit where is the
132money >> how are we going to finance that right so if we are going to go with this extension of the bond that is a one in a many years opportunity we are planning to get what 12 >> 187 $7 million and it's going to cost my bucket $7. I'm going to continue to be paying the same thing as a taxpayer. But the issue is to get the support. We need to get the support from all the communities and and benefit. Let's say that if we promise them about the improvements that we are going to be identifying and at the end of the day we put more of the money in CMI, we are going to have an issue in the future. Maybe not this year or next year because I don't want the same
133thing that happened with Paloma. We have a measure like in 2012 probably and we promised a swimming pool and that was not delivered because that money was used most of it to renovate Pikate in other in this in this area and that was not right in my opinion. We had members of the community probably you remember Tony and it when we were in the in the hall and they were talking about that your problem is that where is the swimming pool they said they give a good point they're right so if we are going to be promising something they're identifying the needs that we have at liberty we talk about principles a double a twotory building and things like that I don't want to promise something and then not deliver nothing. >> What What advice
134can you give us? Give the board. >> So, Dr. Williams actually said it and I want to underscore that point. Allow the data to drive the discourse. >> You have to be patient and allow the staff to develop the facilities master plan in concert with a very reputative architect. Then we can determine based upon the needs assessment, you know, Mickey Mouse High School 200 years old, so and so 100 years old, so and so 50 years old, whether we prioritize a school that's 200 years old. Okay, it's a no-brainer. The the notion if you're only going to get 190 roughly, which what you're saying, that's just not a lot of money to dump into CMI because you're not going to get much. And here's the deal. Here's the deal. It might be beneficial for the
135next time we come to just when we when we get together for the vision. I'll have DLR's lead architect for Compton High School come out. She under contract. I won't charge you a dime and have a discussion so you understand what things cost cuz I don't don't believe them too. I want you to hear the person who's going to design it. Okay, watch this. 190 million. Let's say you got 190 million. 15 20 million going to architect fees fees. Now you're left with 160. Elementary school is running you 100. California prevailing wage 100 million. Elementary schools are going to be at 250 260 that's even cheap. 278 dealing with that right now. 278. So again, it it' be good to have that discussion. Come out, meet with you. We have bring some good food and
136then you guys can kind of ask questions around that. Sorry. Shouldn't that be um I I mean a good start because if we're looking at at the expansion of CMI at at approximately 500 students, I mean it's not like we're looking at it to be built like a comprehensive where you're looking at 2,000 plus, you know, we're looking at >> well fixing but really accommodating a new 500 students but right >> fixing and modernizing the old stuff that's got to And that that will probably run just off the top of my head the new science building is about 25 to 40 million science building. Okay. Uh expansion of parking etc. D there's all kind of there it's cost sir >> and just to remind the CMI have said that their number one priority is getting
137a football field which I think is like 100 million. >> I just fainted. I mean, well, I mean, then go ahead. >> And then the one thing that our um team civic, who uh led our survey, um cautioned us on is calling out specific places. When it got to calling out CMI on the survey, those numbers went down lower. >> So, um that's something, you know, to continue to be mindful of and very hopeful of the charter school facilities grant. I just finished writing the narrative and we're providing them all their fiscal >> where you're turning all those folks in. >> Yeah, with our um architect PJHM uh supported the project narrative of what we want to get their enrollment up to 500 and um submitting all of that. So, we're hopeful uh about uh
138the facility application that we have. >> So, which one of your high schools are under enrollment? >> Under enrolled. Everybody's everybody's at >> I would say uh Paris High School was slightly lower this year than projected. Um but all the other high schools uh seem to be at at that level. >> So So Mr. assume I believe it's important for us let us wait until we get to the conclusion of the documentation and then what'll happen is you know you do your stuff at the board meeting but it may be easier also to have just a a frank comfortable discussion on Saturday if you can afford to have the guy come in we kind of lay everything out have a discussion etc because the cost factor is very important you're talking about a field I
139mean depending on what type of feel you want. I mean, you know, CIF feel. I mean, it's expensive, right? >> And I think, you know, they're not going to build a stadium like you guys did recent. They're not going to build that. You know, obviously, you'd have to be like a powerhouse program to even I think what they just want is >> well, a turf field because, you know, the construction cost is going to be in the in the stands. But you can't build, you know, it's not build it, they will come. It's like you got to build what you can afford. So, let me ask you a question. So, your you your binding capacity is what is the capacity? >> Um, >> a four or five? >> It could be, but um we're go
140it's 187 is what our municipal advisor is advisor. >> Oh, because you just put bond to you. >> And then the other thing we just have to be mindful of is um the June 17th is the two we're going to have a two-hour meeting. anybody's going to come in, work with the board, show all of the um facility requests tagged to dollars, dollar amounts are tagged to each of those pro uh projects that are going to be talked about. So, um we're going to have to make sure that we are um phasing the work that we can do based on the dollars that we have because we can't commit to doing projects that are going to be outside of the the dollars we have to devote to it. So, so if the board has to
141decide if it's CMI or gets a little bit here and then a little bit of there, but you make that determination once you get to the point based upon the assessment, >> you know, allow that to drive >> decision. No, we're not making any decision right now, right? >> We just allow the data to help inform the discourse >> and all the teams from the school sites who are going to have that input because they'll have an interactive session on April 20th um with their parents and community members. All right. Any parting comments? I mean, do y'all So, before we get out of here, give me a one word check as to how you feel right now. How do you feel right now? How do you feel right now? >> Mr. Andre Williams, >> encouraged.
142>> Mr. Camped, >> Mr. Hall, >> excited. >> Mr. Na, >> Mr. President, >> driven. >> Mr. Superintendent, I feel great. My good friend, Mr. Stafford. >> How do you feel? Positive. One word check. How do you feel at the end? >> How about you over here, my friends? How do you feel? Why not? We're going to invite you, too. How do you feel? >> Hopeful. >> How about you? >> All right. So, we got some positive, hopeful folks. That means, you know, somebody's buying tequila. I'm just Well, folks, I got you. I follow the advice of folk. We land at the plane. We'll schedule some time to come back and No, I'll actually put this up in the survey. put in a survey, be respectful of your time, get it out, check, check, check,
143and then we go from there. Follow up after the survey. >> Question would because the seeds in my mind. >> Yep. >> I'll be looking at logos from here to tomorrow to till we meet again. >> I don't want to, but it's going to happen. Um, any suggestions on Don't look at them or >> No, don't don't worry about the logo right now. We're going to just focus on the vision and mission and then that'll help to inform and inspire the logo down the line >> because what we're going to do is we're going to get the we're going to get the archite for free. >> We're going to let them give us some say that's what you do in this business. See you pay from us and this what you going to do for
144us not for me for us. And we're going to let them use some inspiration for you. So Mr. dreading how to be at home with his little pencil trying to draw some stuff. All right, so meeting is yours, sir. >> All right, let's move on to item 6.1 in German. A special meeting of the board of trustees on March 26, 2026. Do I have a motion? >> Who was that? >> Mr. St. >> Yes. >> Second >> and trusty help. Uh some >> doing a motion. >> So do we just go by hands? >> Oh no. >> No. >> Oh, here we go. Pop it. >> You're good. You're popped up. >> Please vote. >> You're good. You're good. >> 6.1 passes 50. We are adjourned at 7:10 p.m.
