002p.m. all right item 5.1 the regular board meeting of Paris Union High School District is reconvening at 5:01 p.m. please stand for the Pledge of Allegiance hello uh I just have a quick few words to say um just wanted to let you all know that um in the span of me being here I learned so much about uh leadership leadership is uh a great trait to have uh we're always constantly learning more about our leadership styles and I always pledge to show you guys the type of uh the type of leadership that I have uh I I know I'm still growing and I'm still young but um I want to let you all know that we should always be very self-reflective when we're in our jobs especially in a role of a manager you guys

003have a lot on your plate but it's always good to know what type of leader you want to be and I want all of you guys to ask yourself am I a manager or am I a leader because that's a very important question that you all should be asking yourselves every day because being a good leader is very hard to find but the good thing is that we're here to always learn and to learn more um it's always great to have a mentor it's always great to be constantly self-reflecting and it's also great to always always be wanting to know more about leadership styles and I just want you all to know that I'm still learning from you all um even though I'm in I'm on this position but I'm still learning from how you

004guys handle things because then it then it also helps me from the role that I have so I just want to let you all know that you guys are doing like a very great job but but also continue to keep on learning continue to keep on learning continue to always say your values because as Leaders we all always need to show case what our values are so then people can know what type of people we are so if you guys can pledge with me and continue to keep on being the less or the best leader you can be because I am currently working at a job that that is an amazing place to work at I have leaders that really care about me and and about growing and I used to be that person where

005I'm just like man I don't think we're ever going to have some good leaders here because you know sometimes it's just we're in a different transition of of leadership back then many years before we we always focused on that old style of leadership now it is a new style of leadership where we have to be compassionate we have to have empathy because that's where the world's changing so I hope you guys all pledge with me to we have to be leaders we have to be the best leaders we can be we have to put people first we Cann all put our own ideologies or our own uh just the way that we think about others we have to be professional first and then we really have to care about others most of all because if

010we had AXA Region 19 Awards night we had four administrators recognized there Erica Garcia special ed admin Lee Alfred alternative Ed admin Kirk for human resource manager of the year and then myself I was just there we've had senior Awards night at herriage last night senior Awards night in Penning for Paris Lake High School is tomorrow in the theater at Paris high so they're going to utilize the nice theater over there to do their pinning ceremony um Monday we have the F FFA banquet at Heritage High School five o'clock Tuesday FFA banquet at Paris High at six o'clock that same night CMI is having their Awards night at six o'clock in their gymnasium Paris High Senior Awards night is Wednesday May 22nd pcot award tonight is Thursday May 23rd Liberty senior Awards night May Tuesday

012the venue the San Diego Safari Park ASB is very happy with the outcome of our first official prom and we're looking forward to what's in store for us next year our upcoming senior class president Morgan young was nominated for the Citizenship Award the Bison Theater true producer final performance of the school year The Lightning Thief of Percy Jackson musical Liberty High artists feature their newest creations at our first ever art show the community was welcomed to view various mediums of artwork displayed on campus current Liberty Juniors and their families were invited to attend our second annual pathway night to learn about the amazing opportunities seniors experience through a pathway System including internships and certifications our upcoming events are grad night the Bison business battle the pathway Celebration The Summer Spirit Week senior Sun onet and

014dedicated so much of his time to ensure the success of our drama Productions we will miss you so much Mr Newman and we wish you all of the best in your retirement in track and field we had two athletes reach say at finals Andre Ortiz and Terence Wy andrees is a winner Championship medalist at Arcadia she took the crown as a double champion in the sadle up Invitational setting a meat record for a phenomenal 137 ft and 4 in discus throw and another School record with a remarkable 39 ft and 2 in shotput throw Terence qualified for the 300 met hurdles in CIF and won league in 110 hurdles setting up for an amazing senior year congratulations to both of our athletes we have officially announced our valorian and salutatorian here at Heritage our 2024

017hosted our first ever ASB Workshop where students from all over PSD were able to join us on our campus these students learn new skills and hone some of their own skills congrats to our coaches of the Year boys soccer is coach Lewis girls wrestling is coach roblas baseball coach Bernie football coach Marita girls waterf is coach ellot girls volleyball is coach Cass as well as coach Nelson for softball and Coach MC Nicholas for girls swim as for as spring Sports softball baseball girls and boy swim and girls lacrosse have made it through to CIA May 9th and 10th our ASL hosted their ASL show called lights cameras signing Cinema where ASL 3 and four were able to Showcase their signing knowledge April 19th our ner TC celebrated their fellow cadetes with several Awards and medals

019cabinet I'm Jus alado and I'm janelli Cortez and these are our announcements for the months of April and May um so first on April 19th we have our senior Sunset um the seniors got to enjoy music and in and out on the football field and we ended the night with the senior slideshow on May 10th we have our Spring Concert for B and I can't wait to see the turnout on May 11th we will be hosting our districtwide ASB Leadership Camp to gain and teach more knowledge about our school's leadership on May 2nd we hosted a community event M at night and we had a great turnout on May 4th we had our Twilight theme prom at ugle Glenn Golf Club um I feel like the venue really brought our theme to life students got

020to enjoy a free Italian dinner and also got to enjoy free caricature artists and a photoo on April 25th our baseball senior night was hosted where we celebrated our seniors by making the posters on their very last game it was a tough game on May 1st we attended the employee recognition to honor our senior class adviser and also our counselor Mr Rodriguez we also celebrated our principal Mr Santos who won principal leader also our Panther TV video media Club went to Universal Studios for our field trip that's all the announcements that we have for the months of April and May thank you guys for listening trusty V I would like to introduce pinut Middle School student reps Isabelle dorte and Isabelle Hernandez [Music] good evening members of the board and the superintendent Mr Grant Bennett

021my name is Isabella Hernandez and I am a ASB rep at kot middle school I am Isabella and I'm your ASB rep we here to report what been happening here K pinotti mdle school for the past few weeks last week was a very busy week we had really smooth testing days at PTI and students who were on time received a raffle ticket which they redeemed immediately at lunch students receive different prices including candy chips free dance tickets goody bags gift cards and more good job for ad admin for putting that together kids love that it was also teacher pration week and teachers received lots of treats all week followed by a delicious lunch for all staff thank you admin also students nominated my shots as our April teacher of the month thank you for all

022you do and fulfilling in this year and other news Club live brought popcorn and live music for all students last Friday to promote our first ever summer foral dance Friday May 31st we can't wait to see everyone all dressed up lastly we have sold out all of our Nots field trip tickets we can't wait to take the eighth graders who earned this Ro trip it will be a great way to end this year thank you thank you for watching and stay t right all right all right she gets a free dance ticket congr d [Music] item 9.4 psca president Jason Miller thank you happy Teacher Appreciation Week I um I don't I know about you but these student videos over the last few years these student presenters they've really upped their game they they have

023just been some of them have been quite moving uh I had the opportunity to spend some time at Paris Lake High School and they're right they knew my name one of the essential functions of any Union is to represent members and while this can come in many forms I wanted to take a moment to impart some of the perspectives of PSA on the topic of representation I'm talking about direct representation where there's some meeting between an employer and an employee and they literally ask for a representative the actual language from our collective bargaining agreement is if any conference between any District administrator and a unit member is called for the purpose of or becomes an investigative interview which the unit unit member reasonably believes may lead to discipline the unit member shall have the right

024upon request to have an association representative present the administrator shall either honor the request or discontinue the interview this is pretty standard language in keeping with represent representation criteria established by Wine Garden uh for those who don't know Wine Garden was a court case in the 1970s that established under what criteria a representative can be present at a meeting so then a few points that I wanted to share on pasa's behalf with this in mind a m when wanting a representative has to ask for a representative for a meeting although pH PSD is sometimes gracious enough to ask the member if they need a representative they don't have to do that also members have a right to representative for meetings that would reasonably be seen as disciplinary although occasionally Representatives have been in a attendance

025on non-disciplinary meetings but having a representative in a non-disciplinary meeting is not a right that employees necessarily have uh sometimes we have members request a specific representative and to the degree reasonable or feasible psca is in support of a member having the representative of their choice but we also recognize and it has been pretty well established by perb that employee does not necessarily neily have the right to representative of their choice We Believe also that only PSA elected representatives or CTA Representatives can represent PSA members in this District there's a lot of facets that go into representation uh I've been doing this since 2008 I have represented billions of people um that is hyperbole but the ones that I've spoken about today are some basic concept that I wanted to highlight for you since there

026have been some comments in previous board meetings about when and who can represent people I want to set the record straight on where we're at with with all those Concepts thank you for this time to speak item 9.5 CSA president Helen styck good evening president Garcia members of the board superintendent Mr Bennett and cabinet first I'd like to apologize for having left before the end of the board meeting last month I usually stated at the end but as it so happened what good information was shared after listening to the recording I was pleased to hear that Miss Martin is looking forward to having more positions added to the classified bargaining unit for workability and work-based learning opportunities even with the budget wos and with District Financial hard sh finding a light in the tunnel to

027bring services for our students through new positions is of great importance and should be looked at more closely to find the right fit and purpose Mr Stafford mentioned at the last meeting about cross training and providing equity and extra Duty for classified employees I take this message seriously and want to explore opportunities to work closely with Mr scor panage to bring to fruition we viable so that cross training and Equity is realized for all classified employees thank you for bringing this to light so that we can work collaborative collaboratively for Solutions on May 21st the CRC classified relationship Council will meet again based on the board's feedback from the last board meeting and recent concerns from some sites we plan to discuss in Greater detail the sub coverage mou that is now in effect we

028want to stay on top of this and we'll keep you informed of any future developments next week is classified employees week we will appreciate our members in a small way since we are well over 550 members during this week we will also collaborate with the district in the Ace appreciating classified employees program School administrators and board members are invited to job shadow our classified employees for a day when a principal superintendent or board member spends a day working alongside classified employees it helps helps them understand the essential work that we do every day administrators will roll up their sleeves to serve meals in the cafeteria go ground do ground workor on campus provide security to our students assist parent Educators in the classroom and much more it's a real life experience that promotes understanding and

029appreciation of classified employees as the secretary in Dei I was given the opportunity to attend my first rcoe Excellence to equity conference last year early conference registration is now being accepted for the 2024 conference to be held in Palm Springs on September 19th and 20th I recall that the board suggested after the last conference to include more classified employees to represent our district I would like to offer a suggestion that members of my executive committee my executive board negotiating team and current members of the equity team be considered to participate I'm not sure who or how the selection process works and if money is available but if possible this invaluable information would be beneficial to my team and we would appreciate any consideration given to us to attend finally I'd like to recognize Mr Bennett

030for his 31 years of service with Paris Union I know there will be many celebrations and recognition events but I'd like to take this opportunity to acknowledge grant for all the the wonderful things he has done for our classified employees Grant is always on the front lines if he sees a PE piece of paper on a campus ground he picks it up and doesn't wait for someone else to do it I've seen him on one knee helping a classified employee with a difficult math assignment that she needed for her school that night that employee has now gone on to become a teacher in another District his humor is infectious and his three trees Ma is a classic gr whip he is a superintendent for all so there's no wonder why super isn't part of his

031title there are so many good things to say about Grant we all don't want to be here all night in time will be on his side in the months to come Grant please accept this little pocket watch as a token of our appreciation it reads CA chapter 469 thanks you for 31 years of of leadership retirement 2024 thank you all for your continued support Direction and comments on how to make classified employees are represented in all areas in Paris Union thank [Applause] you item 9.6 comments by the Board of Trustees truste Nelson um thank you I just wanted to um kind of echo what I said during CMI I went to the Avid uh graduation in Ontario and it was great to see all the schools now that we're in the regular board meeting all

032the schools who were represented there uh the number of kids we we provided to that graduation was tremendous and it was really cool to see all that representation from our district and I think just have uh have a great end of the year and have happy graduation to all the uh to all the seniors who are graduating so that'll be it for me trusty V yes I just want to thank uh for everyone who came here to speak uh it's it's not easy to speak in front of all of us so I just want to say thank you so much for for doing that because we are a board where we will always listen to whatever you're feeling with any topic so I want to thank you all for just coming here and speaking your

033mind because that's how we create change you know we listen to other people's perspectives we listen and we reflect on other people's point of view so thank you so much for that um I did I also want to say that um I believe like with the wellness centers uh Dei is just as important it's something that is very necessary it's something that it is very needed uh but I feel like we haven't really been um just we haven't been informed on what's been going on with Dei I feel like the first step to talking about anything is just really talking about what Dei is and what they have accomplished and I just wanted to ask uh superintendent Bennett um is there a report of how the Dei or what the Dei department has accomplished within

034the past year cuz I feel like we we don't really talk about it and I think it's time that we should talk about it uh just so we can be more aware as a board like what's going on there because to be honest like regarding Dei I know it's so important but I feel like I don't know much about it and I want to know more I think the more we expose of what the de the Dei department is doing the more we can understand what is going on and and why it is important thank you trusty Stafford thank you by the way um I'd just like to thank the student Representatives that have been with us all year and I know there's staff and and other students involved behind them that help put the

035videos together together that uh they they spend their time and I agree agree with uh Mr Miller they really have improved and and I hope that we've given them the tools they need to continue to improve and um they really do a great job uh I'll save my congratulations for Mr Bennett at uh at his celebration so we we uh we don't want to rush him out the door we're going to hold on to him for a minute but um it's it's been a long year and I look forward to the graduations and I hope that we have a a a good summer and we we get some staff development this summer and and do the things that U what what represents a normal year for us you know and that we can continue to

036get things back to the basics and and care about each other and take care of each other so there there is um one issue it's not really an issue it's it's really a also a celebration along with Mr Bennett it's uh all our other retirees we have a lot of people that are retiring that I've known for many many years and I just want to congratulate all of them and and wish them well along their Journeys because uh I've worked with them for many years and I really will miss them so think about some of them because when uh I mean the first example comes to my mind is just uh the door lock is busted and it's 2: in the morning and who was there Manny you know he never let you let you

037down and Manny's been around many years uh I'm kind of attached to M because I was part of that division but uh all all of the workers throughout the district thank you so much for your service thank you trusty compos thank you you know and I'd like to kind of follow up uh with Tony and just thank you to the teachers the classified staff you know for all the work that they've done this year um thank you Jason for your leadership and and for uh your transparency and clarifying some of the messages that we we get up here because a lot of times we get a lot of information as much as I'd like to think we know a lot there's so much to learn and I think we all walk away with something new

038that we learn um at every board meeting um and to kind of touch on trusty vayo and I think it's very important that you guys do speak out and and you are heard um that we do appreciate um because we don't know what we don't know um Helen thank you for stepping up for your leadership and and what you've done to Advocate you know we'll have to see how many we can get you get over there um I know I definitely we'll step back so that you guys can take another employee because I think it's more valuable for you guys than it would be at least for me I went once and I got it so hopefully we can do that and then principles please go back and tell your staff uh or your your

039students um one of the highlights I think of these board meetings are those student presentations it's just it's amazing how you see them in the beginning of the year they're little gun shy some are more techy some are more articulate but at the end when you see them you see the growth and you kind of just see how they're they're ready they're ready to go out into the world and use the skills that uh their teachers have taught them to go out there and tackle the world and so some of it's entertainment some of them have you know personalities that are infectious um and it's great to see that so thank them for all their work I know it's not easy to get in front of a camera and then especially produce it and add

040all the information that they need to have um and I believe oh and last thank you to the retirees I'm usually not a jealous or envious person but if you are retiring I'm jealous and envious so uh we wish you the best thank you for your service and myself um I did participate in pinotti's open house I want to give a special thank you to Miss Brenda Harris I know you're not here today but she knows why I'm thinking well actually I'm just going to tell you her wonderful students made me a handmade flower with the LED light and you know what my daughter took it from me because she liked it and I'm okay with that and just seeing how Innovative these kids are it's beautiful it's beautiful this is why we're here to

041see them succeed and everything and on that note I want to piggyback off of Teachers Appreciation Week without you we wouldn't have students and we need them to be successful and because of you guys dedicating your life and your time and every precious moment to tutor them and Mentor them our kids are succeeding in life and I really from the bottom of my heart thank you all um retirees thank you for all of your hard work and commitment because of all of you we are Paris Union High School District just period everybody's dedication means something to everyone especially our children uh there's a little phrase that says if we could only impact one child we make a difference and it's true because everyone from Every classification from the superintendent to all the employees that are

042working to grounds to maintenance if we do something we're impacting these kids and and I think everybody's doing a fantastic job um this is a Bittersweet moment because we enjoy the graduations and obviously we have all the graduations coming up it's beautiful to say goodbye but at the same time it's sad to say goodbye you know but I'm really happy that we're going to have a lot of graduates and like I said don't forget your hand sanitizer ladies and gentlemen and our our sweat Rags but we're anxious to see you all out there and to shake everyone's hand and let them know that we all care and we listen and then I want to address before I forget Mrs Angel where she go Baron she left somehow somebody if you could exchange my information with

050are the best teachers for Math teachers from my perspective I know as a teacher it's very hard for me to learn and I understand practic for me I think we should Mau but so personally I I just I know that as a teacher sometimes credibility can be lost when someone myci instr so personally I just think we we're going to do this Leto I'd respectfully disagree with you and I believe that the research would as well sir um and these two individuals part of why they were requested is because they do have the social capital with the staff members because they've worked so closely across the different curriculums if you don't mind I'd like to say something if you if you just go to the bottom of 13.6 that first paragraph River Riverside County superintendent

052um throughout the entire week coordinators instructional coaches directors um some site leaders will be me meeting throughout that week and developing that plan in order to roll it out um uh literacy was a focus of our it still is a focus of our Coe but understanding the um significance and the low test scores in mathematics across the county they're shifting a lot of their priority right now into math fluency can I so sorry oh go ahead can I ask a quick question um can you please explain to us the process of these academic coaches because I feel like I don't really know much about it and then it'll be great for the whole board to know how what they learned and how they're going to implement it to the teachers so they've also attended the

053California Mathematics conference that's hosted in Palm Springs um and they've been working very closely with the math Specialists and the County Office of Education so and what they've been looking at is how you design curriculum um and making making math making math sense and modernizing math is really the direction that we're going in so when you look at the uh California framework there is a shift away from the drill and kill and a lot of if you guys remember your fast math the 100 you know questions that you go through there's yeah that I see that look um we're shifting away from that we're looking at the application because there's so much technology that's out there a lot of those foundational pieces we do get from technology so it's really trying to engage students in

054the practice of mathematics and when you look at that California math framework and what they're doing that they want kids talking about math they want them using math terms and so part of the conversation because I was with the math collaborative today is how do we use some of those things that you would typically see in like English class with sentence frames how do you design those now for math to assist them in having conversations about math and applying it to real life part of the problem that we've had historically is that once a students had a negative experience in mathematics psychologically they shut down and once the students shut down it's very difficult to bring them back and so a lot of the framework is really going about shifting that Dynamic and building up

055our math confidence in our students if we want them to accelerate through the advanced math courses like calculus and so forth there is an advantage to them being able to be excited about it um and part of the instructional coaches they've worked very closely with this team they've gone through a lot of the processes um even to go to school we've all had to take advanced math classes we may may not be as versed as a math teacher that's been doing it on a dayto day but it's not something that's completely foreign to us either okay thank you the reason why I one of the main reasons why I brought this up list because historically this information is never dispersed from when you guys attends conferences that's why I wanted to send you so that

056it's guaranteed and we're assured that you're going to disperse that information that was my red flag so I don't mind and actually I love the fact that rcoe is going to reimburse us I I like that we're saving money but like I said I want to make sure our teachers are getting this information and trained so they could teach the children that's that's the most important thing I 100% agree there's but but I'm but hear me out one more time historically when you guys as administrators go to these conferences you don't bring back that information you don't have meetings with the teachers and share that information so it was red flag to me and that's why I brought it up but if you could assure me you're going to teach these teachers and disperse it

065passionate about their math stuff Joe's passionate about tech I get it he's passionate I can learn a lot from Joe you know I'm passionate about PE so to me it's sending the right subject matter to communicate the subject matter within the discipline that's just I mean that's me personally that's you know I know that if I'm a math teacher and I'm going to math conference I'm excited when I come back and I'm to sh inform I'm excited to share that amongst my colleagues at plc's on a monthly basis at staff meeting whatever we have to do it and then you know hopefully that they can come around and do that as well as use it for professional development but again that's just me my any more discussion amongst the board I'm just one last thing

074your actions have not gone unnoticed the Dark Cloud looming over your head will follow you to election day in November councilwoman BYO thank you for standing up for our community graas thank you the next speaker is Roco nemes so before I start to talk I just wanted to thank Mr Grant Bennett for 31 years of service on the board and in our district um it's really greatly appreciated to all of us in our district um with that being said esteemed board members and trustees good evening tonight I speak urgently about a critical issue facing our educational Community here in our District budget cuts to di diversity equity and inclusion initiatives undermine our commitment to equality and risk marginalizing vulnerable groups um on top of that laying off wellness centers care teams threatening essential mental health

075support and increasing stress and academic struggles in students is just not okay in selecting a new superintendent we must prioritize not only qualifications but also a commitment to Human Rights and lgbtqia plus inclusivity as an lgbtqia Plus student I wish to see somebody who will be able to fight for me and will be hearing what I have to say and lastly I'd like to address Steve compos Mr compos I was researching on Twitter to find a better understanding of why we are still continuing to fight for um Common Sense initiatives here in our district and when I stumbled across your Twitter account I'm sorry to say this but all I could see was disrespect and I was appalled no board member at a school district should be displaying hateful commentary nonetheless on social media to

076end these decisions deeply impact our communities while being an educational experience thank you thank you next speaker shashy Brennan sure I say that last name is Brennan we'll go on the next one next speaker Carolyn Murray the California Department of Education required that Parish Union High School District to develop a solution for the significant disproportionality of Hispanics with disability suspensions in the 2022 2023 school year the solution adopted by the district was to establish a wellness program along with support and training from the director of diversity equity and inclusion the district now ending the second year is to be monitored for three years the solution was an overwhelming success with 29% reduction in A1 and A2 suspensions and 55.8% reduction in drug related suspensions to the dismay of teachers staff and students on March 5th

077the wellness program staff along with the Dei director were laid off the rationale given was a decision for was a decision was a budgetary which was totally without Merit first of all there was a remaining year of financial support for the Dei director she wrote and recently submitted and received a $7.3 million to support the wellness team secondly the majority of the existing board which is different from the board that established the program has shown a disdain for Dei which Echoes a right-wing agenda that is sweeping the nation why should school districts have Dei programs one to promote Equity two to Foster inclusion three to prepare students for a diverse world four to reduce discrimination and bias five to improve academic outcomes overall Dei programs play a vital role in creating more inclusive equable and

078supportive learning environments that benefit students Educators and the community as a whole there are several reasons why some people dislike Dei one is perceived threat to status quo another one is misunderstanding or misconception that Dei has preferential treatment for certain groups that's not true it has fairness and equality for all another one is fear of change third one is political ideological opposition which reject the idea systemic oppression or believe that efforts to promote diversity and inclusion are unnecessary lastly personal bias and Prejudice they're just different people are seen as less than each of the four board members who voted to eliminate Dei should ask them themselves which of these five descriptions fit me and how does the profile align with the oath that they took to educate all children renew the de director's position and

079the Dei program thank you the next speaker is Myrtle Foster good evening to the Board of Trustees the superintendent and to the cabinet I respectfully ask you to please reconsider the budget to include the Dei funding you until July to make that final decision uh I am a former educator and I was always assigned to a low performing school and I always received the support and the the support of funds and services that I needed to help raise levels for children they always did the most cutting they did not cut close to the classroom or close to the school itself but they found other ways to cut funding in order for the children to receive the help that they needed there's going to be a tomorrow and many of my students I was in the

081Mr Campos and Mr Garcia um why um is Paris High School Paris Union High School District getting rid of Dr Cassandra McNair who is a high performing staff member um we know she had at least one year funding left which means she didn't need to be laid off uh we know it was requested that she'd be taken off that agenda that evening uh but it was decided by whoever was in charge of that to leave her on so that it could be voted for her to be laid off um we know she was praised by students teachers and staff for her ability to create a more inclusive and safe environment we also know she secured 7 .3 million to to continue safety and wellness and um for over over the next several years um she

082coordinates and reports on the significant disproportionality issue you have with the from the California Department of Education um and she was also helping to lead the ethnic studies development effort um why wasn't she allowed to even give her report on diversity on her Department her Dei department and the things that she's done over the years and even the survey of students and staff and parents um which some of which you know indicate that students don't necessarily feel that safe in The District um board members especially Trustees of color we want to know given the fact that students are being called the nword and other things and other race and gender issues are occurring that make students feel unsafe why are you taking away a person who could effectively mitigate or help eliminate these issues and
