005the 2024 2025 school year submitted by the Orange County School of computer science um so before I open this meeting up I want to go ahead and turn it over to um Mr Stein to give us some information on that thank you president Young Blood uh good evening it's my pleasure to introduce to you somebody who you already know um Miss Beth fiser current principal at Bernardo Yorba middle school and Lead petitioner for the Orange County School of computer science ocscs a district Affiliated conversion Charter petition which the district received last week uh Miss fiser will present information on the petition after the presentation we will have the required public hearing to consider the level of support for the the petition uh by teachers employed by the school district other employees and parents uh at

006this time I'll turn it over to miss Fischer and um to present on the Orange County School of computer science thank you so much president Youngblood trustees executive cabinet and our esteemed guests many of which I deeply love and respect for the first time ever I am proud to say to you my name is Dr Beth fiser and I am the lead I am proud to be the lead petitioner bringing forward Orange County School of computer science we are a Missi driven School our mission is to improve student learning and achievement while equipping students with essential skills and attributes necessary to be active and competitive leaders in 2030 and Beyond so the million dooll question that I know has been buzzing why a district Affiliated Charter well first and foremost Charter Schools allow us maximum

007flexibility and Innovation as you look across in the front area of this section our staff will be the one that has control over curriculum selection their instructional design and delivery will be at their fingertips and we will do what's best for kids our design of the school matched with Flexible Staffing gives us the ultimate ability to innovate in a spirit of flexibility some of you might be questioning the process there's many ways to become a charter we took the step of gathering signatures of permanent employees to bring forward this petition this evening we have formally submitted our petition for consideration to this amazing Board of Education and we are now in the public hearing process soon our Board of Education will make the decision to approve or deny our Charter as a mother what I

008am most excited about is as a district Affiliated Charter or a conversion school we get to remain a neighborhood School the other part that makes me excited is the link between the district and our district Affiliated Charter School will remain strong our teachers remain our already very strong relationship with our bargaining units remain and the funding will come from a combination of pil and state Charter funding not outside sources so how is how did we as a team arrive at this decision if we're going to be honest there has been a lot of talk over the last few years how are we going to improve out outcomes for kids what about access what about Equity what about inclusion well if we look at the research if we look at our experience but let's lead with

009the research pace which is the policy analysis for California education a year ago published a result on our test score findings both Lo both locally and internationally and in their findings they said these test scores should sound a loud screaming alarm the task of transforming our schools can no longer be delayed so we are not a group about talk we we are a group about taking action and so I bring to you the Orange County School of computer science we are proud of our learning framework we have a foundational instruction to math and English language arts if we're going to be honest the landscape has changed postco we have to acknowledge there's deficiencies in the common core standards our teachers are working incredibly hard and it's now time to give them that freedom to focus

010on foundational instruction in English language arts and math so that they can both fill those gaps as well as accelerate learning we are incredibly proud of our computer science immersion and our partners at code to the Future are going to come forward and share a little bit more about that this evening in just a few minutes we also take a Mastery based learning approach so as parents you're going to have complete Clarity in terms of what your students need to achieve and need to learn and that's going to be broken down for you students will engage in real world problem solving through design thinking we're going to have the flexibility that targets student learning and ultimately unplugged engagement if you're like me I don't want my kids in front of a computer so I know

011there's a rub with wow we're going to be a computer science school does that mean our kids are going to be babysat by a computer absolutely not our kids need to know how to use that computer to collaborate design create and ultimately own in their presentation skills so we have ample opportuni for unplugged engagement our learning program so incredibly proud of the learning program that our staff is designing our students will have the opportunity to engage in four core competencies in English math history and science students will have 60 Minutes four days a week of that which actually increases instructional minutes students will have one elective now I want to acknowledge we have an incredibly strong dual Language Academy our Spanish dual Lang Language Academy thank you so much Glen VI for your representation and

012what you do for our kids we are proud to be able to continue in that vein of Excellence so students who are in our D program we'll have the opportunity to take that as an elective we are incredibly proud of our instrumental music program so students will have the opportunity to have instrumental music as an elective and then if students are not in those Pathways they will take a schoolwide graphic arts and we value traditional electives such as yearbook such as video productions and when we marry that with design thinking and computer science magic truly happens daily students will have access to what's called coordinated small group instructions where our teachers will Target their learning needs to either fill gaps or accelerate and then we have time em embedded into the flexible schedule where students

013will be a part of targeted engagement Cycles what are targeted engagement Cycles you ask well these are two to three times during the week an hour at a time where our students will be working on needs and addressing those needs we will not be a tiered school which means we don't have college prep and honors all students are expected to have high quality learning and they can earn an Auditor's designation through projects during this time these are some of the examples of where they can engage in we are adamant on preparing our kids for the present and the future so that will include College and Career Readiness as well as a robust six-year academic plan this presentation can be made available to you it's very small this is a sample of our schedule but if

014we bring it to life let's take a look at Eric's schedule we get a g glance you can see how those four core competencies are broken down the highlights are the targeted engagement we're reflexively meeting the needs of schools of students and then you can see five days a week are targeted intervention at this time I'm incredibly proud to welcome Nathaniel lamman director of operations of code to the Future thank you Beth appreciate it well I am pleased to be here tonight uh to share with you a little bit about the vision for the uh computer science School uh for Orange County School of computer science uh but before I get uh going into that I'd like to share with you a little bit of background about code of the future uh code of the

015future started in 2014 and we started America's first computer science immersion school in the country and having done that we worked with all teachers and all students to create a highquality level of computer science for all students from that Innovative work uh we were highlighted in a White House Press release under the Cs for all initiative and then we joined uh the the league of innovative schools and digital promise as corporate partners and we lead the national conversation on Innovation and Technology there so I wanted to channel Simon cynic's viral talk and you may have heard of it but it start with your why and so I put up this slide with just a few of our students and they're proudly wearing their coat of the future at one of many computer science immersion schools

016across the country but this is our why and it's our Legacy our future generation and we really want to prepare them with the skills necessary to be successful and we see coding and computer science as a vehicle in which to do that and so that is our why I'm also going to share with you a few statistics that will also speak to that importance as well as well and here's one from the Bureau of Labor and statistics that shows that employment for computer science and it related jobs is going to be growing faster than the overall job growth in the country around 11% so there will be a lot of job opportunities for students uh as they graduate another interesting report is from the McKenzie Global Institute and they did a survey of many different

017companies around the world and they ask them well what are the skills that the workforce is going to need in the future and they found that the average growth was 55% for technology skills that will be needed for the future by 2030 another one is by the Gallup poll that was interesting that seven in 10 parents said that they felt that computer science was not only important but very important uh to their child to learn for the skills of the future so all that to say that our mission Still Remains the Same and that is to inspire students to become aware of their incredible potential and to equip them with the skills necessary for both school and in life so who we are at code of the future we create opportunities for students um that

018uh allow them to have experiences that are both fun and engaging for their students we equip the regular classroom teachers with Dynamic projectb based learning opportunities so that they can integrate that uh both on screen and offscreen through unplugged activities students also will learn to develop 21st century skills of creativity communication and collaboration and critical thinking here's we were looking to do something that would Ure that our kids could get jobs in the future and computer science was something that was very attractive to us teachers don't have a computer science background we needed a full platform that would support teachers that would have the curriculum the lesson plans the steps to do the program without us having to create that from scratch go to the future came in with all of that so we could

019do a plug and play and now they're integrating that into their daily classroom activities I think when you walk into a computer science emerence School you see the kids so excited about coming to school we're seeing a big Improvement in math scores for our kids because of their problem solving skills one of the great things about code to the future is that it levels the playing field for all [Music] students so you may be wondering well how does that apply to our new school well we're going to provide integrated projects with computer science and we're going to integrate those into the core content areas of school and we're committed to doing that in the areas of History and Science and to really deepen students knowledge of those key subject areas uh for this school in

020those subjects of History and Science and we'll be utilizing these are just some of the many platforms that we'll be using with students to enhance those key areas of History and Science so we're really excited uh for the this partnership and to be able to work with the Orange County School of computer science and to make awesome The New Normal so thank you thank you Nathaniel as we're coming to a close with this presentation in the same way that we are Mission Vision uh Mission driven we are goal oriented so first and foremost our focus is on accelerating student achievement through high quality instruction our second goal is to maintain a welcoming inclusive climate and culture that honors student voice and family perspective our third goal is to maintain a fully credential instructional staff with

021allowances for intern teachers in high need areas such as but not limited to special education who will deliver high quality content in a clean safe and functional school facility our core tenants near and dear to my heart fulling inclusion regardless of the nature or the severity of an identified disability all students are welcomed will be loved and will be served we have plans for both our low achieving students and our high achieving students and we aim to achieve racial balance through a commitment to inclusive equal educational opportunities and non-discriminatory policies so earlier in the presentation I had shared with you the process so so I'm going to give you some data um in terms of our permanent employee certificated staff signatures we had 71.4% support we do want to be inclusive so all certificated employees

022were given the opportunity to sign 88.2% signed and in terms of all full-time employees who are a part of our current staff 87% provided a signature so here's where I really want to lift up into this space the why of the work for me as a leader if you look at the front of this room there are so many people here the unsung heroes what we recognize collectively as a group is we have a common Challenge and it can be incredibly crippling but we started off this school year with the acknowledgement that these people right here I'm actually going to ask my staff to stand up by no means are you common people you are uncommon people with a passion a dedication an intentionality unlike anything I've ever seen you are a dream that has

023come to life for me and I know that it is with great pride that we will partner together to meet incredibly challenging learning needs and we will come back to this board with Real Results because we will be mission-driven goal oriented and everything we do will be engaged in evidence-based practice that is centered on kids so can we please give these Heroes a round of [Applause] applause thank you staff I also want to acknowledge because you're going to see there's still going to be opportunities I know don't fight don't fight there's going to be opportunities to be on the advisory Council but I'm going to ask our inaugural advisory council members to please stand I'm not hearing a timer so I'm going to keep going you might be questioning how did they look out I

024know they're asking themselves that question too they're brave enough to talk to the principal that's how they got selected and even when we don't agree about things we still talk okay so I'm going to wrap this up and land the plane bring it home um I do also want to speak because as a parent I am a parent in the district I live in your Belinda as a parent I know sometimes this can feel like whoa why was I not consulted why w why was I not engaged in this as I had alluded to there's many ways to become a charter school as you might see this is me toned down passionate um our school is not willing to wait to do better for kids if we're going to be real and everybody in this

025room is going to be like this is an unspoken truth why is it that we mourn the loss of people who die in war but we don't mourn the loss of kids that we lose through the system and as a principal and as a former teacher it hunts me the number of kids who we've lost and I now have a group that is committed to do whatever it takes for kids and so together we are going to accomplish this and families we want you to be involved in this process so so when the time is right we're not going to move with ahead of the board we will engage in parent sessions and we want to welcome you to the table to be a part of it because your kids matter and I'm very honored

026to be here tonight thank [Applause] you excellent uh I want to be the first to say thank you Dr Fisher love that thank you okay uh let me open it up to the board board if you have any questions for Dr fiser yeah I have a question do you have coffee before you came tonight I I don't know how you have the energy and the passion I love it though so I want to just before the board um speaks just thank the staff for being here and the community members um and Dr fiser um and her team uh the work you've done here is is impressive and the passion for kids I can see so thank you thank you so congratulations thank you very much Dr fiser um you made a statement in here that

027I found very interesting um regarding honors and I have a question that I'd love for you to kind of give some more insight on because you made a mention of there's not two tracks but there are op there's ability for kids to gain honor so tell us about that that's very interesting I'm going to let my uh balancer over here give me eyes um so first and foremost you're going to find I'm slightly a research nerd so if you dive into the research actually putting kids into different tracks is not of a benefit to them so we in American schooling have done a great job of segregating and identifying kids so our school is committed to ensuring we have actual equity and that the expectation for all all students is the same we also recognize

028in that there's equality and there's Equity right and there's doing evidence and research based practice we also recognize in that that every single student is unique if I think about my own two children two very different children two very same parents we have to meet their needs differently so when it comes to honors what we traditionally see is that our honors kids are given more work and there are sometimes great opportunities where students can engage in deeper learning the intention behind this design is to take out that chance and to have intentional design to say if you want an honors designation here's the clear distinctions of what it means to show deep and transfer learning and we're not going to do it by chance and we're not going to do it by increasing questions that

029our kids are asked we're going to do it intentionally okay um my question two questions um how does a conversion Charter or Affiliated Charter different from differ from a private Charter and my second question would be um what is the uh will the Bernardo yra students in the attendance area now have priority what will that look like those are two great questions so as I had alluded to in the presentation there are actually many ways you can become a charter and there's different language and it all means the same thing so it can get super confusing so I want to start first by saying all charter schools are public schools so often times there's a misnomer out there that charter schools are private schools where you get that from though is the independent Charters so

030independent Charters operate separate from the district the district is not the authorizing Authority and there can be at times special interest groups who invest in the school but by law they can't get a return on it so I'll give you an example of a charter school that is successful in San Diego that I respect it is the um Health Sciences in San Diego and so Sharp Hospital Works in partnership with their independent group to run their school they're responsible for coming up with their own funding they are responsible for having their own governing board why we love a district Affiliated or a conversion charter school is we keep our governing board you are the ones who are authorizers and oversee us the role of the advisory committee is simply for us to go arm in-

031arm and dig into that work together to see are we meeting our Target and then as I alluded to in the presentation the funding is still the arm of the district plus the state funding so these special interest groups or outside sources do not have any part in our school and then your second question remind me the students in the attend current attendance area yes so those are those are known as students in the incat area if I go back to here it's Ed code we love Ed code spend hours with Ed code Ed code specifically um spells out that all students who reside within the former attendance area of the former school that would be Bernardo yba Middle School um will be able to attend the school so if they should desire so if

032enrollment becomes greater than what we can handle then a lottery will apply but that goes there's a pecking order and that can be found in the petition but first and foremost our neighborhood schools get that priority hello Dr fiser um I just like to thank you for all this work um and the staff who put in many many hours um to make this possible and I do have a lot of questions probably more than um you would even want to discuss tonight so that's kind of why I'm asking um if we can just put a pause on this petition and so we can have a steady session and and really go over all the details um we received this petition on Friday and it's a lot of information and it's a lot to digest and

033I'm available tomorrow I'll speak to that um to that request this is a public hearing and so there will be um we're following Ed code and statute that this is is this is for public hearing and this is your opportunity to ask questions and the actual vote on approval of the charter will be at a future meeting okay I am aware of that I also know that um the district is suing this creation of the charter and the board has not given any direction for a charter or allocated any funds and District funds have been used staff has been used and so that's why I'm just I'm not saying that this is bad I'm saying oh not yet I'll clarify to be I mean my staff knows this um and I I have been doing

034do and I want to just say thank you so much to my family who sacrificed I've been I've been actually working and with the staff of course but I've been working on getting their feedback 3:30 1:30 in the morning going well up until 7 texting Dr Young and Dr Gray hey guys losing my mind a little bit I'm I'm coming I'm there so actually no funds have been spent and then no time related to taking away from District business we feel passionately about this yeah but I think I I I should answer that this is they're bringing a petition forward and so your request to pause um is uh can't happen at this time this this petition is presented for public hearing there is a time for you to vote on it and there's plenty

035of time for you to be able to ask questions but um it's not uh you can't request the petitioner to pause um their petition it's been submitted and by Statute they're permitted to do so okay then let's go for all the questions um I have a lot of concerns about how the Dual Language Academy will function with the computer science I mean those are two really huge you know emies or functions and um and so I I just would like more information about that yeah absolutely and so obviously in partnership with code of the future this is not the first trilingual School they have seen so we see this as an asset I want to give firm acknowledgement to our dual language Partners at Glen View Elementary the level to which our students are prepared

036it is absolutely mindblowing so we see it as an opportunity when we have our students who come in with such a strong command of both conversational and academic Spanish and now we are giving them the tools to be able to create in the Spanish language obviously and I want to um send lots of love to our dual language science um teacher who is at home with his newborn um but he would be the first to tell you there are certain things in the science like safety that they cannot translate into Spanish because if their hair is on fire they're not going to yell it in Spanish they're going to yell it in English the same thing is true when it comes to the platforms for coding there might be an intermixing in terms of the

037Spanish language but there will be times when that English is absolutely necessary otherwise it'd be like Arduino then the response would be Arduino in English like that's just the way that it is so we aren't the we're not I as much as I love to be competitive and say we're revolutionary in that right we're not there's it's actually there are other schools who have come before us who have been successful in achieving this can you send me those schools so I can kind of research them and look and see how they've been done I'll get I'll get the list from Nathaniel so are you saying that this the The Da graduates will be trilingual they will be trilingual and that and that I mean if you know anything about the D parents and their students

038they're they might rival me in passion and competitiveness might um and I and I would venture to say that they would take great pride in having Tri lingual students okay Al my next question is how are how is the class sizes going to be done on Tuesdays and Thursdays because half the St has professional development on Tuesday and half the staff has professional development on Thursday so staff is only working with students really four days a week absolutely and this is where um charter schools are a blessing because they give you that flexibility with staff so if you notice in the charter petition there are specific titles like learning facilitators or if we look at the elementary school model um we're still in the design phase so our friends and human resources are very much

039creating and designing alongside us yes but if you take a look at PE how you have itinerant PE teachers at the elementary level who travel from school to school so that we're not having incredibly massive class sizes we're going to be reducing those class sizes and physical education becomes the home base and then students are then designated to the various learning areas where they can engage in that targeted learning cycle so have you been working with human resources then and developing this not to the extent of developing it but saying hey Human Resources can you can you show me the model of what itinerant PE teachers look like hey can you show me the model of what this looks like everything we're in right now um if we're going to use computer science language or

040entrepreneurial language it's all very much a design phase so we want to look at what is existing in our school district that's great and to see how we can build upon that okay and then I do have um questions about um the budget uh and and I'm not sure how your budget is factured you know function I as I read the the lines there's no like stuff for retirement there's nothing for benefits legal all that comes from the district correct I'm going to kick that over to somebody who knows more than I do so so all of that is going to be District supported correct correct okay so on the budget it shows your your income but there's no payment out to district for those Supportive Services is that correct so as a as a

041district integrated Charter however I phrased it earlier um basically they function as a as a School site of the district so um all of the the Ada would come through the district and and then pass through them right well they would be using the services of the district so it actually it funds the district and and they're using this so they have we allocate funds by site and so they would be allocated funds so they would be allocated site they would get the whole ada8 per the students is that correct correct yes because it has to fund the the district services that are that's where I was confused because it looks like on the budget that they get the whole 8 right and and so and but I'm like that couldn't work because we're supporting

042them in all these exactly right functions and so we would have to keep a portion yes I mean we're charging them for facilities but we're not charging them for the other things is that correct well they they function still as a as a district school so as what's written in the charter they they would be just like a district school that the difference that they get is the flexibility and also the ability to draw in students from the outside so they don't get to keep 100% of their Ada no well and it doesn't they don't get to keep 100% of the money either it it's it still comes into the general fund and then yes true for no school sites that's correct right that's correct function it's a right but on in the budget if

043you look at it it it looks just clarifying questions just clarifying questions just want to make sure because we're charging them for facilities for layman's terms if you're doing research the way that it's it's been communicated to me is we're considered an arm of the district so I'm not sure what will come up in the Google search but in my studies it's you also have um you can access Charter School startup grant corre that are schools will be able to I will be aggressively seeking grants aggressively I'm sure you will um and then I'm also concerned about Transportation because um students from areas of those schools are transported to Bernard Yorba and if they don't want their student to participate in that program are we going to be able to provide transportation to them for

044another area that's a district question not for you so that's a good question I'm not prepared to answer it at this time but um this is why I kind of want to stay such because there seems like there's there's a lot of little nuances that's that need to be worked out if we're going to have if we're going to be an arm or I would prefer Partnership if the board ask questions we um just ask us what questions you'd like us to prepare and we'll be sure to give it to you and so that's one we'll look at yeah I'm just want to make sure that all of our students are served I I just want to follow up with the questions um because we'll be asking questions and we'll be sending questions later because

045we've only gotten a brief amount of time with this um but I want to make sure that our public also gets those questions answered um as we're and so that when I'm asking I get the response but then I'm not the one that's also sharing the information um even if we could put something together maybe for the next meeting with some of those questions that we could follow up with um that would be excellent um um just so that the public is also aware of any of these questions and and followup that we may have I was going to say maybe we can put all these questions on the website you know because we're having a hearing people are going to be asking questions taking notes put answering those questions and sticking them on so

046people if they have questions they'll be able to get those answers you know if I could ask just a follow-up question youd mentioned dual language and transportation and um so we have our dual language program that we started years ago and we were expecting it to be in a regular District CH a district school not a district Charter School um what what could I like the idea of them being um having three different languages that they're that they're learning but what about the the students that don't want to go into computer science have been a part of this dual immersion program for years and years and now what are what are we going to do to support them in a school that's not Bernardo Yorba or not great question Orange County computer science we've discussed

047this already so we've begun the preliminary conversations with turey Middle School to offer dual language immersion for our students so that they can have options after Glen View to attend either Traditional School or continue on at Oaks should it be District appr can you also explain what dual language looks like in middle school because it's very different than your immersive Elementary School model sure so dual language at the middle school consists of Spanish taught history social science as well as Spanish taught science and then a dual language Spanish course so it's three classes that students receive at the middle school how would that translate to um our computer science school if they're doing history and coding at the the same time science and coding at the same time and how are we going to bring

048in science or um Spanish to both of those I can definitely answer that and um very proud of our da teacher one who's in the audience who's not even batting an eye at this wonderful challenge um so history instruction and um science instruction they have dedicated minutes and then there are dedicated computer science platform minutes but because the computer science you're hearing us use the terminology platform intentionally so I want us to wipe the memory of dull computers from your mind students will learn the coding language but then they have to apply it to Science and History content so as not to violate proprietary information I can't go deep into what that curriculum will look like until we are approved and we launch but code to the Future is dedicated to taking what they're learning

049in history and science and giving that as a vehicle for students to learn that language create in that language and then present in that language so they are not going to be working on computer science and isolation from content they're going to be integrating content Daniel did I represent that accurately well well we have um so two history periods various days well we have one that's um coding and also LED in Spanish and one that's coding that's also LED in English yes so if you take a look at this schedule Let's Pretend this is Eric's schedule and let's pretend that Eric is a dual Language Academy student so where you see elective Eric's fourth period elective will be the Spanish Literature class you'll notice that on Monday Eric has the history integration with computer science

050immersion and then on Friday Eric has the H the science computer computer science immersion the other days are strictly history and science content as we had mentioned and we're going to be very forthright in saying this there's deficiencies in our standards so our highly committed staff is going to be taking a look at what we call the power standards and if you know anything about instruction our teachers will tell you the way that our state has design the common core standards you actually feasibly can't teach them all in one year so essentially we're just we're falling in line with normal practice however we're being hyper focused and targeted on meeting students needs and we're giving them an opportunity rather than being passive Learners to be active Learners in design and creation and application with content

051knowledge so just to clarify the history computer science immersion will be computers and history where is the history with Spanish it's all taught in Spanish so that when it says immersion that's not computer science immersion it's history it's Spanish Immersion because Monday Wednesday Thursday and Friday in that history class all instruction is taught in Spanish unless the computer coding language requires English only their entire day in history any kind of History instruction so period three with the exception of that targeted engagement and period five with the exception of that Target engagement instruction and student collaboration interaction and work is done in Spanish for da students for D students not for every student no so there will be two classes that could be fun so there will be two classes one history da and one history

052English only correct but it would be that same or that the same period but yeah and this is obviously middle school schedules don't function like Elementary schedules so realistically kawhai could be taking history first period while Eric is taking history third period but I just want to make sure that they're not in the same class together at that time because it would be okay that could be fun right or chaotic and I might be wrong but I thought your first and second periods were longer um so this speaks to the power of collaboration so we had noted that our um and I'm going to go back to the schedule which is e spe and I'm so sorry about that um Power of collaboration when we initially came to the table with a design with the

053staff we had intended for English language arts and Mathematics to be a minimum of 75 minutes but as we went into rounds of iteration and design we found that we robbed some areas that we value and so we decided to go with a more Equitable approach while still increasing minutes where we need to increase them so if you may have seen because I know our staff had access to obviously everything we have so there is a possibility that prior to this draft that there was a longer period that was shown that was design phase one this is Divi design phase two in collaboration with the amazing staff here something that as I'm looking at this and we're talking through all these things um the thing that I think is really exciting is this is really

054our first attempt at true school choice within our district um it's been touted from the district previously that we have school choice but that just means you can inter District transfer this is actually a different program for students to take a different path which I think is phenomenal um and I I love the op the fact that we have the option as long we can work out the transportation so that students that right all those details things but I mean that's part of the process I think this is really exciting to say we have true school choice within our district which is extremely unique [Applause] so Dr fiser I agree with you when you said that we cannot wait because we are failing children and it has been the scores and everything and especially what

055was the screen that you said was it Pace oh yeah that by the way just to drive a point home this finding came out a year ago right they pulled together 40 highlevel organizations and if you don't know Pace pace is a nonpartisan group comprised of research ERS from you know kind of reputable institutions like Stanford University UC Berkeley UCLA USC UC Davis and if you note the date this was an entire year ago they tried to bring together 40 highlevel organizations including Civil Right activists to say we have to do something to my knowledge today is October 10th 2023 and the alarm has been sounded and we are not going to rescue the children and that that's what really um the sound the alarm that is what has really uh spoken to me in

056this whole thing and on the three years of being on the school board is our scores are not raising even though we're trying and we are you know obviously we have a lot of interventions and we have all kinds of things in place to um raise our scores at our levels but I think that this Innovation and this type of thoughtfulness and this type of school I mean if we can transform kids' lives that is what we are here to do and so we cannot wait we cannot push it off we cannot continue to fail children and so I am so happy with your team I'm happy with you um I'm happy with your administrative staff and all of this work because you have not been paid and this whole group has not been paid

060for a second all right um I want to start by thanking our superintendent and board for accepting stuff recommendation denying cr's Trier petition upholding that choice in local control at your presentation at the OC Board of Education last week I especially appreciated the focus on the Excellence and competence of PUSD staff which is just reinforced again here today I admit that I'm not totally up to speed on the variety of Charter mechanisms and I appreciate all the trustees questions if I were sitting up there and I were ultimately responsible for this new school I would be asking a lot of questions to and as a member of the public who will also be providing taxpayer resources that will be supporting the school I also have a lot of questions certainly an internal District school that

061prioritizes local students and recognizes and supports existing staff addresses a lot of concerns that arise from independent Charter petitions that being said and in the interest of ensuring that we continue to offer the highest quality public education possible in our district we'd like to be sure that the following questions from a review of the petition are publicly addressed prior to a decision being made that we is me in the mouse in my pocket I've also printed copies for trusty reference which I have left with the clerk of the board um if you would like a copy so first of all does anyone not involved in the daily operations of this new Charter St to game financially from this school are there any Consultants or advisers can you describe what a billing School Community student adviser

063do have questions and for new teachers hired at this location should they are they aware that they could be stuck at that school if it's a charter school or if they have the potential risk of losing tenure and years of service up to a certain point this information should be addressed and stated in the actual Charter itself enrollments at Bernardo Yorba middle school should be disclosed and since the presentation made just now says that the test scores are poor why would we have the same administrator operate the new charter school if the existing test scores are poor according to the principal that just made the presentation of her own school so that's something to be mindful of from what I understand this is a conversion un unionized public charter school so please correct me if

071week to do inperson Labs these are engaging small group opportunities for Hands-On learning that extend online instruction and enrich scientific knowledge building this course allows students to advance their learning and credit accumulation on their Pathway to accessing higher education next is El Cino real High School El Cino roal students have had an outstanding start to their school year as the Raptors close out their second marking period they have looked at some important data markers that indicate Student Success they are incredibly proud to see that they've had the highest English language learner reclassification rate of all the PUSD high schools for the 2022 2023 school year the school's 17% reclass rate is a 13% increase from the previous year's reclassification percentage they also have a strong percentage of English learner students who are on the reclassification

072watch list for the winter testing window this school year El Camino has also seen a large increase in their average daily attendance by students the attendance rate for the first marking period was 83% which is a thir 1% increase over the 2022 2023 school year next is Eldorado High School for over a decade the student section at El Dorado known as the hawk nest has built reputation as spirited loud Universal and fun this was reinforced on September 29th when they were recognized as the Orange County student section of the year the award was given by the largest student run student section organization in the country Orange County student sections out of all 100 103 competing Orange County Schools the Golden Hawks were given a 10-ft banner to display on campus for recognition and celebration a

073special shout out to the hawk nest the edhs band and color guard cheers song and every student to to ever step foot in the nest next is es bronza High School AHS held its annual Elementary School night at the football game on Friday September 29th the high school invited elementary students from all feeder schools to attend including Linda Vista Glen n Glen Vu Travis Ranch font and Woodsboro students had the opportunity to make a cheer tunnel for the team as they ran out onto the field they danced and cheered at halftime and even had the chance to participate in football drills on the turf while the team was in the locker room along with the elementary school students in attendance special guests from the Bernarda Yorba middle school and Travis Ranch School bands and choirs

074were at the game the choir students sang the national anthem with the es bronza choir students as the Middle School bands played alongside the es ronza entertainment unit the Aztecs have many exciting events coming up on campus including Club Rush a choir preview a college fair and homecoming next is George Key School Venture Academy George Key's transitional kindergarten teacher Miss Grace recently reached out to a vendor that makes costumes for wheelchairs the company agreed to donate 50 Buzz Lightyear costumes to George key that is enough for each student at George key to have one the staff thought it would be fun to have a dress update on October 27th staff will dress up as characters from Toy Story that that day to accompany all of the buzz Lighty years for a big group photo Venture

075Academy will hold its fall celebration on October 27th which will include a Halloween costume contest students are engaged encouraged to wear or bring a costume that day and the contest will take place in the afternoon next is Valencia High School the Tigers recently finished their homecoming F festivities and launched Club Rush at the beginning of October the school's excited to have over 75 active clubs on campus ranging from academics to social emotional extracurricular Outreach culture and more Valencia had 33 students who were acknowledged as National Merit commended Scholars plus nine who were dubbed National Merit semi-finalists 10 others received other impressive recognitions from the College Board lastly is your blinda high school the Mustangs recently held their annual roaming rally which kicked off the school's 15year anniversary celebration ations while HS will continue to celebrate

080I have um personal experience with that my daughter talked to her brother a year before she talked to us and it wasn't because she didn't think that we would accept her as she came out queer it was because no matter what it was a trial for her she had to get up the courage to share because no matter what there was always the possibility of rejection even though she knew we wouldn't do that the day she told us she had her bags packed and ready to leave the house just in case so I think leaving it up to the teachers and the principal to do that yes if there is a problem with suicide if there is a problem with other things yes thank you ma'am thank you good evening board I'm Sean Redmond my

081children went to school in this District K through 12 I love this District uh part of the reason why I bought a house in this District in 1995 was because of the school district here so I'm very happy but we're in crazy times days ago Governor Newsome signed AB 665 that permits children 12 and over to declare emancipation and live in a group home if even if they're not in danger and this is why we need parental notification if a child tells a teacher or school psychologist that they're afraid to tell their parents about their transition then surely sometimes they're going to be counsel to leave their parents' home I've seen it done I'm a uh also a 34 year high school teacher in a neighboring District um I've I've often seen acts that violate

082Ed code including my school telling me to lie to uh parents about their kids to groom students with activities I've had many parents uh call me about their kids being groomed and told not to tell their parents that and their parents just want to help them they want to help them through a rough period of time obviously uh the research has showed that these kids have much more likely idea to uh think about suicide and commit suicide well that's why they need their family their family has to know I hear people say what about abusive parents but that doesn't seem to be much of a problem we have stuff like that for it in in the county what about an abusive government just like in AB 665 where they've declared war on the families of

085my name is Kane Durham short for Kanan um I I'm here talking about the parental notification policy I was a little confused uh when reading this as I'm as it seems like a lot of us were um because it seems a bit redundant um if this is a policy about the notification of parent par when you have a student in a mental health crisis this is something that already exists I mean the uh student mental health policy workg group has their existing California policy recommendations which were most recently updated in July of 2023 uh which have considerations of positive School environment staff development awareness of warning signs of suicidal ideation and potential risk factors um all these are the things and in these notification um to a student's parent or Guardian is already existing um

086and and I'm aware of that uh because when I was in high school I had suicidal ideation and my parents were notified like these are existing policies um and so in that I think most of us are recognizing that this policy is not happening in a vacuum we're all aware of what's happening at other school boards and with throughout California talking about parental notification policies um and I don't really have a lot of time beyond what I've said to um to speak too deeply to that but I can say as a trans man myself I know what it feels like to come out to your parents and having someone take that choice away from me and do that for me that's a that's not a decision that the Schoolboard should be making and it's not

090and feel like there is a ex reasonable expectation of privacy when we then say that we're going to notify parents of what is said in these these counseling sessions we then are eroding the confidence that students have in our counselors and really making it so that students who may need these Services the most may not be able to use them in doing so what we might be doing is for LGBT students who do don't have supportive parents and don't have adults in their life that support them we may be placing them in direct danger by outing them to their parents outing them to people who may drive them to things such as suicide or mental health issues thank you for your time thank you Francis hi thank you for your time I'm here to oppose

092hello I'm Patricia Hanzo for this outing policy families are going to be harassed if a bigot weaponizes this policy I don't want a lunch lady calling me I don't want the janitor calling me as paragraph six states that non- counselor employees would be required to call a parent in 24 hours outing potentially gay people or sexually active students or pregnant girls is what's at stake here I oppose this policy it assumes that parents don't know what's going on procedures must be done with the consent of the student with a safety plan in place in case of a hostile home environment and disclosure should be dependent on the student each School must work as a team this policy is vague on purpose to later be weaponized to Target a group of students and call their behavior

093endangering other students which is not accurate the proposed policy seems to arm employees to call the guardian in 24 hours to snitch complain about or out a student it encourages EAS dropping on and off campus at events so if a custodian or bus driver over hears something they don't agree with they don't have to go to the administration according to this policy they could just call the parent directly if this policy is used with teen pregnancy then we will have more young girls getting beat up at home or kicked out of their home and making them unhoused young people questioning their gender identity would also be beat up and put In Harm's Way thank you thank you ma'am uh next speakers include uh Diana Fulmer Paula powers Megan moscal and Sue Sawyer Miss Fulmer will

094be first okay hi my name thank you for your time I'm really out of sequence this is uh in regards to fighting the light at Eldorado practice field I'm here to disagree with having the lights at El Dorado practice field having 80 foot lights only 15 15 ft behind residential homes is inappropriate wrong and an infringement on our neighborhood we did not complain for all the additions to Elder AO in the past we've been there over 30 years but this is really asking too much the excessive nature of these structures 80 foot 15 feet maybe closer than what you are now two homes and one of the homes has two new babies one year old and one brand new one and they were not told when they bought the house that this would happen the

095excessive nature of these structures are really inappropriate and not needed our neighborhoods are not given were not given any consideration with this decision I respectfully asked the board not to approve the monstr structures surely there are better ways to spend the funds for this mental health being one of them as of tonight and also the new charter school I don't think we really need those lights you can put more electrical connections and have the electric lights there so you don't have the fumes from the gas light and our kids went to Al Dorado and were football players and track people did fine with the lights and they should be fine and we don't want also any outside entities coming and it's just for Eldorado students which would be great but the lights are inappropriate 80

097that something nefarious had happened monetarily with former District Personnel that performance reflected ignorance at best and malfeasance at worst defaming good ethical people is abhorent actions like those so distrust does not bring people together nor Foster productive working relationships which our children depend on the students in this District deserve board members who do their job who care enough about them to visit their classrooms and value their hard work our community deserves board members that are ethical people who tell the truth follow the rules and educate themselves instead of ferment division we once not long ago were blessed with serious board members who did their homework and came prepared to make thoughtful rational decisions I appreciate the good people in our district in who in words and deeds have always and will continue to serve us

098proudly thank you [Applause] may I'm back of course we're concerned about student mental health but how is what is stated in proposed policy 6164 point3 an improvement over our existing policy 61 64.2 which has extensive legal rights refences I notice that the new revision contains none the following is already stated an existing law and policy information shall not be revealed released discussed or referred to except as follows reporting information to the principal or parents of the pupil when the school counselor has reasonable cause to believe that disclosure is necessary to avert a clear and present danger to the health safety or welfare of the pupil what does this new policy add to our existing policy other than increasing our exposure to liability [Applause] good evening my name is Sue Sawyer and I'm here on parental

099rights um I'm reading the document that you read at our before we speak and part of it says Ed code 220 prohibits discrimination on the basis of disability gender gender identity gender expression nationality race ethnicity blah blah blah it keeps going on and yet the bill that you want is having teachers bus drivers um any Personnel contact a parent to out a kid and I'm not sure how that Fosters relationships and we have assembly Bill 1266 part of the information in there talks about a transgender or gender gender non-conforming student may not express their gender identity openly in all context including at home revealing a student's gender identity or expression to Others May compromise the student safety thus preserving a students privacy is one of the utmost importance the right of transgender students to keep

100their transgender status privac is grounded in California's anti-discrimination laws as well as federal and state laws disclosing that a student is transgender without the student's permission May violate California's anti-discrimination law by increasing the students vulnerability to harassment and may violate the students's right to privacy we all as teachers had to take the the the videos at the beginning if they are not to do that and not to harass my big concern is that this board voted to leave the California School Board Association that helps give Ed code and state and federal law policy when you're writing it and you no longer use that thank you uh next four speakers uh Andy Falco uh Sarah cell Stephanie D and Brent I'm sorry but I'm going to not read the speech I had prepared because I've just

101not heard such nonsense like I've heard about that parents don't have the right to know what's happening with their kids in school that a a teacher or a counselor or a bus driver should know something about our kids that we don't know is a craziest thing I've ever heard we are here as parents all the time the especially this side over here because we love our kids because we care about what's going with our kids and I think there's a lot of other parents to do too but they're busy working and the only way we're going to know is if somebody that knows something about our child that maybe they are a little scared to tell us but we need to know because we are the ones who are going to intervene and help them

102with the trouble they're going through uh I have six kids one of my children did have a problem for a while thinking that she was a boy and if it if it wasn't for someone intervening and letting us know we would not been able to talk to her about it and to help her through the difficulty she was having she was also cutting herself she was talking about suicide but we would not have never known that if the if a parental uh uh whatever the thing's called that we're voting on tonight was in place where we would not have been notified we were able to save her we were able to get her help and now she dates boys and now she stops cutting herself and she no longer talks about suicide so I I

103don't this this does not make any sense that that we're even here talking about something like this we need to know somebody said that the that California knows better because they put a law in place that protects children for some I think this is the same state that has the California education where 47% of the children cannot do English 33% cannot do math this is the one who we're following we need to stop this right now and we need to have parental rights thank thank you thank you good evening board superintendent first of all Dr chernes I would like to say thank you for bringing the parent notification to the table to um introducing it into allowing as parents the right to know what is happening in our children's lives um as the previous person

104just said those of us who are here we're caring about our kids I want to know what's happening as excited as uh Dr fiser is which I'm very excited I get to tell her that um about her Charter we as parents are excited to know about what is happening with our children if there are things going on we want to know we want to know what's happening because we are here we're listening we're involved and the majority of the community is that way and so I just want to say thank you for bringing this [Applause] forward hi my name is Stephanie and I just want to say thank you so much Bor for for providing air conditioning to el dorado's gym it was a long volleyball season last year amazing we went to State finals

105but it was hot so thank you so much and thank you for working it out that they can still have a season and then get the air conditioning I'd also like you to consider putting in lights um my kiddos played soccer had many games called because it got too dark so I just feel like it would be Equitable for our high school to have them since every other high school has them finally I understand why some teachers might want to hold on to power um and keep it away from parents but I don't get why any parent would want to give away power with their children to the best educator in the world we're their parents we all love our children we've been with them since day one we'll be with them till God takes

106us away and um I think we should be able to know what's going on with our kiddos so we can support them thank [Applause] you hi my name is Brent um I did K through 12 in this District so did my kids um I have a senior at El Dorado um I want to speak strongly in favor of a yes vote on the parental notification uh policy um some of the things I'm hearing up here I'm just flabbergasted it's unbelievable that the people that are against this it sounds like you feel like parents are monsters I mean you're talking about the 0.1% um in these situations where parents are driving their kids to suicide it's crazy um parents need to know we have the responsibility for our own children they're our children and you know

107to the mom with two kids that transitioned if your kids were detransitioning I would want you to know about it just as I would want to know about something significant in my own students life and um parents need to know thank you uh next four next four speakers include Kieran F Patty cabata Linda Manion and Ben stubs hi I'm here in support of Parental notification for all students I can't believe we even have to do this but these days we do Co really hit our kids hard and the amount of depression loneliness drug abuse suicides and confusion is off the charts if something is noticed at school it should absolutely be relayed to the parents this is a basic fundamental parent right that should not be infringed upon without legitimate reason to assume a school

108staff member should have more information influence and say in a child's life than a parent is simply absurd some previous speakers have a problem with creating barriers to trust between students and teachers but it's okay to create a barrier to trust between students and their parents why is school staff the priority in a child's life additionally I'm glad to see the lights at El Dorado finally on their way those athletes deserve some the same accommodations that other schools have also I'm thrilled about the charter school coming to Bernardo Yorba I wish it had been here in time for my kids but I'm happy to see that many others will benefit from it one question though asking for someone who isn't here right now but is watching online there doesn't seem to be a music program

110shout out for our iter teachers throughout the district we have a state-of-the-art music program that's provid provided for our elementary teachers who go school to school and meet with our children our own Jeff Evans was named as Orange County music teacher of the year at the end of last year very proud of him our also our PE teachers are out in the Sun every day they're going school to school providing for our elementary teachers moving moving behind the scenes we see them come and go and and they're there every day for us our Math teachers our special ed teachers our speech teachers all of our T our tenants are behind the scenes for us every single day making sure our kids have everything they need and what they need is to make sure they have

111facilities when they arrive at school to be able to um do their jobs and our music teachers have come to us and on their on their survey they just took um a lot of the schools don't have sufficient U facilities for their music program for the band The Orchestra we have a new U vocal program that we're moving in we're going to need facilities for that our um PE teachers need to have a desk and a computer and a place to do their work that's all they're asking for and I think we need to provide that at our schools every every teacher is credentialed every teacher is coming to school and they're serving our kids and they need to have the facilities they need so I'm asking for your support [Applause] in good evening superintendent

112jist and members of the board I'm Ben stubs a parent here at the p district I'd like to give our um support to the B board policy resolution number 6164 point3 on Parental notification what this um resolution communicates to me is that the board's taking um this seriously this issue of uh student safety it focuses in my mind um on the reporting of clear and present danger to the health and safety of administrator staff parents pupils and other community members it does not require the underlying psychological social emotional sexual identity to be revealed in any way um I believe this resolution takes the reality of the situation very seriously proactively and equitably only focusing on the immediate safety of the student particularly in the area of self harm additionally I'd like to thank uh superintendent

113uh chice and the board for the recent addition of the SLO um at es brons high in the districtwide Naran training in case of an emergency involved an emergency involing U involving fentol on campus so once again I see this is another example of our current leadership taking uh students safety very very seriously so we thank you for that thank you our last three speakers Kim Manning Ed gun and [Music] Steve Steve you'll have to tell me your name when you get up here thank thank you I'm Kim Manning sorry for speaking earlier I so my children that are gender nonconforming told me they were actually I could see it because of their behavior that they've been exhibiting like their whole lives because I have a relationship with them and so my concern is I

114know people who do not like my kids know other kids at school they go yeah the kids you know feel their gender nonconforming they don't want their parents to know they don't feel safe telling them or they say I know my parents are not going to let me do this so they don't tell them and and I don't think a teacher should be forced to to do that it also puts a big burden on the teachers who already have so much to do certainly if someone is at risk of harm I definitely believe yes you should be informing but you don't need to De inform all the details of what their issue is because it's up to the the child and the it's up to the parent to uh establish that relationship thank you [Applause]

118right I have a initial and then second Dr chice would you speak on this item please I will speak on this item because I prepared this item um I I honestly uh I I was was asked about this item and and I believe that my statement speaks for itself but I'll say a little bit more in presenting this item um uh we have a great number of students that um are facing many challenges coming out of the pandemic and parents are our partners and so whatever we can do to strengthen the relationship between staff and parents to support students it's our responsibility to do do so so we must work together to ensure that we have healthy and successful P students we must have a strong partnership between District staff and parents in supporting our

119students so this policy codifies in writing laws supporting parent notification it doesn't create new Education Code it doesn't create or it doesn't site new policy what it does is codify and writing what is already in law regarding when parents or Guardians should be notified and it holds our staff responsible for adhering to those laws so with that you have the parent notification policy well uh Dr chice will this uh in any way put our district in uh any sort of financial issue with lawsuits um I can't answer that question I can say that this this policy has been vetted by Council and again it aderes it CES to existing education code and it CES existing board policy that has already been vetted and is legal thank you uh other board members questions yes um why

120are we doing this right now yeah why why is it brought to the agenda right now so as I stated previously our students have been um uh I think the policy speaks to that um so to answer your question rather than to add lib that I will just say that uh due to the current Nationwide Mental Health crisis exacerbated by the global pandemic and I'm I'm reading right from the policy the placenti Yorbalinda Unified School District recognizes the need for frequent ongoing and oftentimes immediate communication between School Administration staff and parents and Guardians Furthermore with reports of depression and anxiety and suicide rates at an all-time high among public school students action is needed to address this emerging crisis and support the Health and Welfare of District students so if a student states that they

121want to hurt themselves or others right now before this policy what is the protocol we have we have [Music] set sorry can you hear me okay we do have set protocols uh Suicide Prevention protocols uh in terms of how we respond when students Express suicidal ideation um typically speaking if a student is making any sort of threat they're referred to mental health uh folks on our campus that are trained on how to evaluate and um assess that level of threat and if it's deemed that that threat um exists then it would require us to notify parents it's something that's been in practice for years who else would we notify in the event of um if a student's presenting immediate danger um the site principle uh would be part of that process um we would notify

122the parents and we would notify um the um responding party that would do the initial evaluation whether whether it's the hospital that's assessing that student or whether it's uh police department if it's an immediate threat where we need to ask for assistance and getting the student to the hospital so if it's a clear and present danger who do we call First do we call the parent or do we call the police or do we call the cat team I think it depends on the circumstances um it's I don't know there's necessarily one clear answer to that um because the the immediate response for our staff is to make sure that the the student is is okay so depending on how the student presenting if they have immediate need for support um often times that would

123uh necessitate uh getting the police involved if we're concerned about the immediate safety of the student um but we would also uh at the same time notify parents because they need to know that their student is in immediate risk so what if that student says that they're over one they're over the age of 13 may be in high school and they say that they are um they have suicide ideation but they don't want their parents to know about it because they feel threatened that something else could result from that or it will cause them to be even further um uh further think about or or um have more ideation and in that scenario the disclosure is made to a school counselor yes okay so in that scenario there are exceptions to confidentiality that students are

124entitled to and those exceptions would be harm to self harm to others or somebody's hurting them in that case the disclosure would be made to uh regardless of whether the student wanted that disclosure to be made it is an exception to the the laws pertaining to confidentiality so we would make that disclosure even if the student didn't want us to which would include parent notification and is that our call or is that something that the the police or the cat team would be involved in well again it depends on the circumstances that are being presented but it is the counselor's Duty and responsibility to ensure the safety of the students so if they're presenting with immediate risk we have the responsibility to let the site principal know um because it presents a safety issue on

125the campus we have the responsibility of managing that threat whatever level it's presenting at and oftentimes that would involve either Social Services referral could involve the cat team referral um we oftentimes then at that point in almost every case would involve the parent and that's what we currently do yes prior to this policy and have been doing for years okay I have further questions but I'm goingon to have to look through the first so I'll pass it on I can't see okay um I have a question did um our legal council read the entire um resolution to this policy and review it yes okay and then um aren't all all School Employees M man mandatory reporters yes mandated to report for like suicide and things like that uh mandated reporting has specific requirements it does

126it it would not necessarily be uh in terms of their obligations to report mandated reporting they would not suicidal ideation would not necessarily be part of that so if they're making a disclosure of somebody harming them um it's not the School Employees responsibility to determine whether or not the the the um allegations are actually true or not but we have an inherent obligation to notify Social Services as a as a part of our reporting duties but it doesn't necessarily mean um that com that suicidality falls underneath that provision okay um this policy references our board policy 2440 which is um quoted in here and policy 22 whatever it is two 440 um this is kind of like an oops policy right it's kind of like a one-time only policy it's kind of like a catch

127all like if we didn't perceive you know something was going to be clear and present danger that it gives the superintendent powers to act on it one time and it says in the very bottom the superintendent or design shall notify the board as soon as practical after he or she exercises the authority if the action indicates the need for additions or revisions to board policy the superintendent or design shall make the necessary recommendations to the board so as I read this um if we use this parental notification policy for Clear and Present Danger then it needs to come back to us to update our board policies because we have board policies on weapons and dangerous instruments we have board policies on suicide prevention um even on infectious disease that could be it we have lots

128of board policies so if this becomes an issue then we have to go back and add parent notifications to each of those policies is that correct no so I think in paragraph two of that 2440 which I think is an important thing to bring up uh it's in any situation in which immediate action is needed to avoid any risk to the safety or security of District student student staff or property or disruption to Student Learning the superintendent or design shall have the authority to act on behalf of the district so in that statement right there it encompasses more than just clear and present danger it's a policy that's already in place like Dr turnus says this is codifying law that's existing in Ed code and board policy and bringing it together to say that this

129is a tool to be able to make sure that our parents are informed about things all the way from disruption of student learning up through extreme situations and the thing I would uh I would think would be important is that there are several steps before we get to suicidal ideation and there are intervention steps that can be taken with parents involved if there are notifications that happen prior to the step where you're referring to Carrie where we're in an extreme situation so I think this is a good thing because it puts on the front of our teachers mind Minds our Educators Minds our principles and anybody involved with students that if it's not academic then it's something that should be questioned if they should actually share with parents because that is what we are about

130we're partnering with parents this is not a policy about the extremes necessarily it includes it but I think it encompasses much more than that and I think this is a a good step in the direction of exactly what the policy states that our students are behind they're struggling they're depressed there's so many things involved in all of that and parents need to be involved because like somebody said earlier some parents can't be involved because they work one two jobs they work night shift there's things where they need support and connection with the teachers more and the thing I've noticed the entire time in this district is communication is not great I think we would all agree that there are communication issues across the board and this is just another way to help codify the things

131that are in place to remind everybody hey these are our parents kids that's who we need to make sure we communicate [Applause] with I would like um legal counsel to kind of write an opinion on that I've talked to um a school attorney regarding this and as I read this board policy 2440 it is kind of the the the thing I got from Council was that it's not allowed to be used over and over on the same situation it's it's is kind of a one-time thing and we need to address it so I would like council's opinion on that and to make sure that we are all on the same page because I think it's really clear to know what we're approving and what we're not approving I am for parental rights and I want

132our parents to be notified but I want to make sure that it's clear in our our policies that people are not um thinking it's saying one thing and not saying another thing so I just would like to get council's opinion on this the council did provide their opinion that this is um legal yes I'm I'm aware that it's legal but I want to get clarification on our board policy 2440 about how it is utilized in regards to this policy so I I have a couple other questions um so I also believe that parents should be our number one Partners in in the education system I have no no problems with that at all I mean I I I want to know everything that's going on with my child um but there are rules around kids

133rights uh students rights over the age of 12 so I want to make sure that we're addressing in those within here or in another way um whether that's a student rights policy or um a handbook as Dr chernes had mentioned um specifically for students um when I spoke to him um so that students can understand this this is not clear it's vague for students as well um so I want them to understand what their rights are and and what will be disclosed to parents um outright um couple other questions I have were um currently if a student is found under the influence drugs of drugs are parents notified yes they are okay um currently well um So currently if a that's my line uh if a student tells their counselor or teacher that they are

134lgbtq or they want to be called by another name or pron pronoun are we responsible are we required to to let that parent know if the conversation is directly with a counselor yes and it and it prevents and it brings up nothing related to um uh mental health or a student feeling like they're um suicidal any of that nothing is disclosed regarding that strictly I'm lgbtq or I want to be a different pron name and there's no go if you want to does do we do we report that now I think as Richard mentioned every case has you have to weigh every case and measure whether the implications are are impacting the student to a level where the parent is has a right to know right so in some of these cases maybe yes and

135some of these cases maybe no so when if this policy goes into effect um does this require counselors to contact a parent if they state to them that they're lgbtq or that they want to be called by a different name or pronoun if the school counselor has reasonable cause to to believe that the disclosure is necessary to avert a clear and present danger right if there's a if there's a safety related issue in that disclosure depending on the scenario as a student talks about it then they have an obligation to notify the parent if it's a student having conversations just simply about questioning I don't know the content of the conversation but if there if it does not present a clear and imminent danger to the student then that information shared with the counselor is

136confidential by law even with this policy even with the policy well with this policy though it's it says it's beyond clearing present danger that's the first part of it right so um reporting information the exception is reporting information to the principal parents of the pupil when the school counselor has reasonable cause to believe the disclosure is necessary to avert a clear and present danger to the health and safety or wealth Ware of the pupil or the following P following other persons living in the school Community administrators teachers staff School staff parents pupils and other school community members okay so just to clarify if there's no danger it's just a statement that they made to their counselor are we going to require our counselors to report it to the to the parent within 24 hours according

137to this policy we will require our counselors to follow this policy and follow will they contact the parent and say your child has asked me to call him or her it will depend on the the case and the implications um regarding the safety of the student and whether it's impacting them counsel have very is not affected are they required to report it this policy is clearly following the law and the counselors will that's answer is that a yes or no well I'm not a lawyer if you want to if you want to amend this policy you can I will tell you the spirit of this is when students are in crisis parents need to know I agree but if they're not in crisis and it's just a statement are we required to tell the parent

138by law the answer would be no the law speaks for itself the policy speaks for herself I have a question so if a teacher thinks that a student has an eating disorder what's our policy on that again we're we're talking about multiple scenarios with so many different factors to it exactly so I'll I'll answer the question based on a general response but if we don't have a direct policy on eating disorders if a teacher feels a not a counselor a teacher feels that possibly a child might have an eating disorder or there's been a death in the family and they're not seeking counseling and they notice a drop in the grades in the next couple weeks do we have anything right now that tells teachers that they need to report directly to the parents we

139do not and this policy would require so it is in instances like this where we pick up and we have more communication with parents this is what this is all about is talking about the kids with the Eating Disorders we just were in coid and we had this mental Health crisis nowhere in this does this talk about lgbtq that's why this is so dramatically different than the other policies and people are trying to make it appear that this is what it is this is an all-encompassing thing that says we want our teachers our staff our parents and the students to all work together for the betterment of the student so if a teacher says every morning or after lunch I have a kid that goes and throws up in the bathroom and they're losing weight

140and they're losing hair and nobody's been seeing this kid I might make a a phone call to a parent how about a death in the family everything seems okay but you know what for the last month they haven't turned in their homework and their grades are in Decline so the teacher can call the parent so let's stop with this whole this is people trying to out people no we are looking out for the safety of these students which we are responsible to do I agree but the question is coming up and because of all the other parent notification policies that are out there I want to be clear and I want our community to be clear because they're asking that they're not asking about um what happens if um a student is is throwing up

141and and might have an eating disorder the specific questions that we're ask what they're but they're asking it relative to this and and because of all of where we are in um in our country and where we are with with um the parent notification policies that are going on throughout our our County and beyond that is the question people aren't asking about um specifically suicide ideation they're not talking about um a an eating disorder they're specifically asking about students that identify or or or want to identify as another gender and so I want to make that absolutely clear what our requirements are so that our students know and our parents know so you're saying if there's something that shows that the student might be expressing gender dysphoria and they're they're talking about gender change is

142what you're talking about identifying as a different gender no I'm just saying you LGBT well gender dysphoria is is a a different c a different beast and and actually going through gender changing or gender um anything related to that this is the be not it's not the dsm5 so that particular topic is what is has people upset and have them questioning so I want to be crystal clear on what the responsibilities are and what the rights are of our students okay um can I speak as a student and as the representative of other students in the district I feel like it is important to all students in our district for them to know about this policy and how it will affect them directly because I don't think before this um meeting I knew anything of

143this policy and if it does affect any me or any other students I feel like it should be known how it will affect them and like and um they just should know about the policy yeah you're Absolut you're absolutely right as a student you should absolutely know the policies that are you know being created and especially too I will say that last year um I was super grateful for a football coach who gave me a phone call and said hey you know your son's usually very you know outspoken and you know energetic and stuff and for the last week he hasn't been and I said oh well he's you know he's been sick he sinus infection and you know we finally got him antibiotics but he is just trying to get through this week and

144so I was super grateful because what happens if he wasn't sick and there was a sudden change in the behavior I was grateful I said oh we have a sinus infection we have medication and hopefully he will be returning to his normal loud self and so I think that these type of scenarios this is what we are talking about as a board whereas I mean and and having a policy that is so completely opposite of other districts who have pass a parent parental notification I think that this has been a very thoughtful thought out Pro uh policy that encompasses all of our students and is actually looking for the students who could possibly be sitting in the back of a classroom dealing with eating disorders or dealing with depression or dealing with things and making

145sure that they're not left behind if I may add you know it would be our expectation because our our teachers in general they they observe kids all day long and things that may cause them concern where they would want to pick up the phone and talk to a parent and make them aware of a concern that they have but it's important and my my caution would be that we also want that teacher to utilize the the mental health staff that we do have on our campuses who have specific training in in looking at some of those issues so it's it's a two-part to it so if if that student that you're describing uh trusty blades is is presenting in a way that causes the teacher concern our expectation is that they refer that student up

146to a wellness counselor refer them to the school counselor who has specific expertise in being able to address that particular issue yes of course parents would be brought into that conversation but we would want the expertise of somebody who has that training to look at those kinds of behaviors um so that they can speak directly with the parent but there's nothing to prevent our teachers do it all the time call contact parents to to share concerns that they have about students whether they're you know appearing tired in class whether they're underperforming overperforming um they they they do want to have those Communications with family but we we don't want to cut out the part where we've I we've doubled down in this District over the past several years for mental health support and we want

147to make sure that that's accessed throughout the day and and make sure that teachers feel comfortable referring students for those Services I would have been upset if that if the football coach was to call a mental health counselor when my kid was just sick I would have been upset if I was not the first person that they called because I know my kid best and that was taken out so if a teacher oh are you depressed you're quiet this week I'm GNA send you to a mental health counselor no he's sick he's on medication I mean so for me that is not an appropriate thing I want the I want to be involved before they go see the mental health counselor okay so if a student if a student um identifies as gay we've got

148lots of parents that are gay we've got lots of students that are gay if they're um if they're happy and showing no other signs of distress nothing um parents may or may not know we don't know because you know they may have mentioned it um are we required to report on based on this policy I mean I think you're you're asking I'm just trying to be clear get I get it trying to be clear understand um you're asking questions that are I think answering themselves because what you said was if it's not disrupting or they're not showing that there's signs that's an issue then I think and they're they're gay that's a different conversation but if you look at the dsm5 and the definition of gender dysphoria which is in there it's about transition and

149if there's things that go along with something that says I see something different just like whether it's bulimia whether it's drugs whether it's all the things that we're talking about that a pattern of behavior is different in a student regardless of what the reason is needs to be communicated with a parent you would agree with that right I don't agree entirely with that you don't I I if a teacher if a teacher sees a change in a student that is obviously different than what they normally are you don't think that that constitute telling the parent hey what's going on your oh sure I but if the student comes up and says I'm gay but I haven't come out to my parents yet sure and that's that's going to be a situation a lot of these

150things we're talking about just like Richard said is they're they're very situation based right right and I want to confirm that this policy doesn't violate our students rights violating students want our community to hear that understand but violating students rights in lie of keeping parents informed I believe is wrong so wait did I say that backwards you you I think you know what I mean keeping students rights in place right that's what I mean keeping students rights in place in spite of Parental notification I think is wrong so in the in these situations I think there's going to be a lot of situational kind of decisions that are going to have to be made in the second to last paragraph it says uh superintendent directs all non-school counselors to notify parents within 24 hours of

151all non-academic related Communications which would avoid any risk of the Safety and Security of District staff students property disruption of students uh learning as set for BP 2440 so in the case do sound like that would but if they just mention it just a happy kid if they just mention it and there's nothing that's going on then I think there's probably some discretion that the teacher needs to use however if there's any violating that student's rights if they're over the age of 13 and we're disclosing information no I'm saying isn't let me finish if they say if they make a comment to a teacher and they just make a comment flip it move on the teacher doesn't see anything different there's nothing going on kids say stuff all the time my kids say stuff all

152the time I'm like you should not have said that but we move on right I think this all comes back to if there is a behavior change if there is something that is markedly different about the student non-academic related or academic related as well the parents need to be notified the point of this and the spirit of this is to make sure that we are notifying parents when there's something that is off with their kids so that they can be involved in all the steps making sure that that child is cared for in the best way possible and the parents are the only ones that really know what's best for their kid and I believe we already have that in place in our board policies and in Ed code so this seems to me like

153it's just putting that together and putting a new name on it for political reasons oh this is the furthest from if it was political it' say a lot more other stuff okay any more uh can can I chime in real quick go ahead actually yes sir if you're talking about how it does not um out people of the lgbtq Community can that be directly set in the policy just to provide a little bit more protection for those people if they also do not pose an u a danger to themsel or others can that be directly said in the policy but I I think the spirit of that though is if they make a comment about that and there's no Market difference to how the student is performing then it wouldn't cause a teacher to need

154to communicate with a parent but that's not what I was asking I was asking if it could be directly said in the policy no no I know but my point is if we point out something like that in the policy and negate something then we have to start talking about all the things that it negates I I I think to to that question it's a good question good question I I don't believe this is a gender notification policy this is a parental notification policy and the spirit of it is when kids are in crisis parents need to know that crisis so this covers bullying it covers mental health depression anxiety suicide ideation you know the extremes but this is not addressing one particular issue if the board wants policy to address particular issues there's a

155lot more issues than just that and so just because politically that's out there and people want to you know politicize it and and and and make that an issue I'm not blind to that I see other districts that are calling out gender and their policies this is to call out the strengthening of the relationship and the communication between staff and students and if we would exclude one thing there's a lot of other things we we would have to call out and say oh but it's not this either it's not that either it's not that either so I wouldn't recommend that but again this is a policy for the board to you know amend as they see fit I just feel that like in other um districts there are similar policies that do are used against

156the lgbtq community and I feel like we need to further differentiate this policy so it does not it cannot be used against these um these people of the lgbtq community in the same way I don't have a problem with adding that wording into this board policy neither do I that's that's the big sticking point and that's what gets people all upset so let's call it out and make sure that if it's not clear in present danger specifically to calling this is not a a parent notification that your student is um is identifying as lgbtq unless there is um a unless there is a clear and present danger and that child is going to be um is is re is have some sort of harm related to that so I think there's a lot of uh

157assumptions being made about the other policies I do agree that they are um a little bit Ag greges and how they point out specific things related to lgbtq right um however the purpose I believe of those policies is not just to out students because I know that's been the the term we've got emails about this is the out policy people told talked about it tonight it's not an outing policy it's parent communication I think the issue with the other districts is that they have gone ahead and called that out in Sp in saying we're doing this which means people feel attacked and that's and they feel like well that's the focus is as opposed to the parental notification being the focus which I think if we start adding in all these things that it's not

158then it negates the purpose of the point of it is paranal notification and I think again it has to come back to it specific notification or specific situations with students just like Richard kept answering well it depends on the situation and inside of a counseling situation there are also different rules outside of non- counselors right so there's there's so many things within this that I think I personally like the way that this is stated because it encompasses everything related to a student having changes that are obvious instead of the the teacher trying to be the the uh the counselor thank you it's coming back to the parents so that's all I I I don't think that it needs to be anything specific needs to be called out but I I do want to make sure

159that it's clear this is not an attack policy correct this is not this is a communication policy and I think that's the thing that it's been miscar I think I think there are others that are maybe attack policies I don't know I didn't create them I did I wasn't part of those um but that's where I think this lands is this is a communication policy it's not an attack policy so maybe we talk about calling it parental communication because it's the same title as all of these other ones out there and I don't want to have a parental notification policies that brings to mind what's happening in the other districts and and it being misinterpreted that way so it it it shouldn't have that same title if it's not to make it more clear no

177out that initially we had a field lighting schedule that has uh it's been revised and we had extra copies available outside uh which would adjust the the ending time to 8:00 pm uh for all activities uh on the campus uh tonight with us we have Mr Joey Davis principal of Eldorado High School Mr Brad rungi our executive director of facilities and maintenance and Mr Dwayne Mir from place works who was our SQL consultant uh for any questions okay questions yeah I have a question in the SQL report it lists that ban and activities can happen till 9:00 if we don't adjust it in our resolution would that give the district even though the current for next year proposed field schedule lights ends at 8 would that allow the district then to change change the rules

178if we approve the squa if that makes sense well I'm not sure I'm following okay so in the SQL report yes it states that we can have ban practice till 9:00 and the lights are on until 9:00 in the proposed um schedule schedule it lists no band at the evening hours and it lists that the lights will be off at 8 o' so if we don't make those adjustments in the SQL report or in the resolution would that then like open the door that eventually they wanted to have ban practice till 9:00 that the district could do it I understand um I'm not an attorney and so maybe that's a legal question but what I would say is that um if it's in the resolution that it's wouldn't stay open past 8 then I think

179you'd be fine in other words you wouldn't be able to go back and extend it beyond that if that's what is your concern that you want to make sure that it's not going Beyond 8 o' okay then I then I would say make sure the resolution states that okay so I guess I want to um amend the resolution so that it says um something that whereas band practice will only take place from 7 a.m. to 8:00 p.m. and the lights of the field will be turned off 8:00 pm Monday through Friday and no lights will be used Saturday and Sunday and that is what this the current schedule is stating and I just and the reason why I'm saying this are you adding aware as I ask is that your yes I'm adding a whereas

180to the the field lights just because there's been a lot of different schedules I have received four schedules since August 15th and there's a lot of Confusion And um two match two don't so I just think um to be clear you know that we you know if we we we go through these things that we're being respectful to our neighbors that we say and do what we what we say we do and and why I'm bringing this up is so important is um you know I have been by El Dorado at night because I'm checking on the lights and the strikers are still practicing after 8:00 even though the schedule says exactly that they supposed to end at 8 they're still on the field after 8 and the lights are still on so we are

182we going to allow variances on our on our Fields well I I I I would be I would not advise to put all of our activity requirements for all of our sites and resolutions um and so I understand the the sensitivity here and we did attach a schedule that is in line with um with the the current light schedule um uh the senior Sunrise happens at all the schools um uh after talking to the principal and he could speak to it you know they did notified all the neighbors they respectful about that um so uh it wouldn't be my advice to codify schedules and resolutions that's more of an administrative function I think the the schedule attached is very clear if that's not being followed um then you know we can make sure it is

183and enforce it but to put our schedules and res resolution where the other sites don't have you know resolutions on lights on when you know no on all this um to me seems odd um and you know there are events that happen at schools it's a high school it's Dynamic there are tournaments that come up and programs and a lot of people are using these fields and so I think it's good to have um you know times when they are on and off times when the you know and you have that but my advice is you know it has has absolutely nothing to do with the squa and to put it in a resolution accepting the squa and inserting times for lights to go off um is atypical I think so I hear what you're

184saying Marilyn and I 100% agree because the overwhelming feel feedback that we got from the community was you've told us you're going to do these things and you don't do these things you told us you're going to do these things and you don't do these things and I have said several times and I think all of us up here have said that we want to be held accountable as a district to do the things that we say we're going to do um however I don't I I agree with Dr chernes that we don't need to put that here but I do think that we need to have something set in stone for the scheduling and how we do that um it is Administrative function and um I think I I Echo what your concern is

189have to get the the the space cleared out we can't just oh game's over turn the lights out um yeah there's a couple hundred people here that need to they shouldn't have to stumble to their car in the dark so so there was a statement made that the soccer games were happening there and the lights went out but you're saying that they can currently be plugged in and they have to be turned off manually so why would the lights be shut out in the middle of a soccer game um currently we don't you for the high school games we don't use the lights there was a a game that started late last year it was in I think December maybe January um it got dark around 5:15 or 520 maybe we were scrambling to get

190the lights turned on at like 455 because we hadn't planned on you we don't usually have them on for our events we try to schedule everything to to turn off so they wouldn't have been shut off at 8 o00 if the game was still going on uh well we would never game that late currently so and I also think that the issue there would not be as much the lights after eight but the noise that oh yeah noise is a whole different right that's a whole that's a whole different deal um but I did I was talking to coaches at El Dorado and they mentioned that there's because it's so easy to turn those lights on and off that it's hard to control that which we gain a huge control putting in these lights because

191it's accessible I mean Brad tell me if I'm wrong or it's accessible from home on an iPad or computer AB absolutely from yeah one of your administrators at the school would have access to be able to if it turned off at 8 they could turn them right back on to do extended play if they needed to yeah or turn them off if they got left on or those kind of things yeah yes I still feel like we need to do something to reassure the neighbors that this is not going to become an issue and you know and this might be you know something that we just table for tonight and bring up next month after we can talk to legal counsel because our sequel person is not a lawyer as he has told us and

196um I've never even um heard anybody talk about following a schedule until we actually did the sliding project and so I think that if a piece of paper is a piece of paper and so we can just you know we can pass this resolution with this piece of paper attached or we could pass it without it it's just our is our staff going to follow through and I am confident with this staff that we will follow through and I think that if you're saying that you don't want to pass this tonight because of this scheduling issue that then you're saying you mistrust our staff to to not follow through this is more about Legacy I trust Mr Davis that he's going to follow this but he's not going to be principal forever I am you

197know and so I it's it's about putting policy this is a policy and it's about putting policies in place to make sure that next principle the following principle the neighbors are reassured it's about it's just about protection and I think the protection is here and so this is about if this is Legacy then we have Mr Davis please follow through on this and then when your next principal comes in please tell them please follow through on the lights it's very important and we also have staff and we also have a superintendent to also carry on the legacy of following through with what we say okay so how um we when we met with the community we talked about any mitigating ideas that they may have um is there anything that we're doing to mitigate this

198for for the residents or is there anything at all that we're doing outside of outside of just making sure that the schedule as followed I I think in the process we've done a lot of a lot of changes and adjustments based on feedback not since the second iteration of the lighting it's the same as the presentation that they heard but but now the the thing that came up out of that conversation was keeping to a schedule and we had the schedule prior to that but we had different I mean it's a whole different setup like this whole situation is different and now we're here saying we need to have a schedule that's in place there was a schedule in place before but we also have lights anything that we have done to mitigate this have

199we are are we off are we giving trees are we planting trees are we giving um any film for I mean we talked about it in that meeting so where are we with that is any of that been discussed after that meeting so after that meeting what we the to takeaway from the meeting was nobody brought up any of those ideas that wanted follow through with trees or whatever you're talking about um so at this point the mitigating measure was uh which we brought forth was the increased lighting that would reduce the spill um if you recall um that was one of the big items and then the noise which we can't we couldn't do anything about the noise so another question I had regarding noise so we have another soccer team that's going to

200be playing there there was comments about them using the back wall where all the the fence there that is the neighbor's fence um kicking balls against that where are are is what about the new soccer teams that are be going to be playing there and how is that going to factor in so I um the the strikers are are not a Al Dorado High School group regardless of that their coach is or their I don't know if he's their coach technically but he's the director let's call him he's also our boys our city coach so I met with him and my athletic director and said very clearly we need to stay on our side of the fence that we should not be kicking the ball into the neighbor's uh wall um or backyards either and

201and obviously sometimes that happens on accident from the field but I mean like intentionally right as a practice back wall right that's not what that wall was built for so they need to use all the players they have to kick the ball back and forth to each other not a wall did we look at some there was one family that mentioned that the because of all of that um the wall had had moved slightly um is not perpendicular anymore um is that the case I did not look into that but I'm glad to if that helps all right if there's no more questions we have a motion we have a second all in favor I just want to make a quick comment I'm ready I know you were ready I really want to approve these

205El Dorado right and El dorado's lights are much closer to homes than any of the other high schools I understand I home owners are more impacted I live next to a high school trust me I see the lights I hear the band I definitely know the sound of the metronome in the morning I um you know I hear the announcements I know the bells when it rings I know when and when not to leave um well all those things so as as a person who lives next to a high school not tell Dorado you know I just want to be respectful understand and I feel like I have been respected as a neighbor you know and I you know I know graduation is going to be a nightmare I know if there's um you know

206Friday night footballs is crazy and I I know that and I'm used to it and I bought a home next to a high school but I also think these homes are much closer and much more impacted and and we just need to mitigate and so I don't know what the best way to do it and that's why I don't think it's going to matter if we wait another month Marilyn this is this is uh Mr Stein already told us how is the the the package right now and then we as a board can work on any policies that we want to do as far as lighting okay so then I guess I want to have a board policy on lighting come to um a meeting next month okay all right and can you remind me

215have pacing guides at the secondary levels it has been spotty and it has been site specific as to whether there were pacing guides in place and so under Dr Gray's leadership and um our amazing toas um as well as our administrator cam cast we are working with our core content especially language arts and math to develop pacing guides we're beginning with the Middle School level this year and then we will be um turning our attention to high school as soon as those are developed and I appreciate you you've sat here for three years listening to me rant about pacing guides so I appreciate the the development of them at 6 through 12 thank you and then to miss Anderson yes all of these training sessions are included in the lcap as well as each of

221gives this school $57,000 to use for additional um professional development and learning committees now I pulled the other one just so we can see that we have a secondary plan through ed services and professional development is planned but this is an addition and I before I approve something like this I would just like to see is are we giving all schools in the district additional funds is this and how is this going to be in the in the learning recovery block grant are we giving every teacher additional 24 up to 24 hours of professional development I guess that's you Dr Young so Bernardo Yorba did present a specific professional development site plan um as they were continuing their work on teacher Clarity with Doug Fischer and Nancy fry and so that plan was supported at

222the district level and so um they were provided a unique opportunity to continue the work that they've done in conjunction with lean Young on inclusion and so they really have been the Front Runners for uh professional development and Innovation with their staff and so it was a plan that we supported all the other District sites are being provided professional development through our ed services department and and the plan um the full learning recovery block grant and our plans to spend those funds are going to be brought forward in the November board meeting um with a a separate presentation on our Intervention Program which will be funded out of that block r as well so would it make sense just to hold off on that that we're not approving those funds until after it's been presented

223to us uh well when it's you're not you're not approving the expenditure so the the the learning recovery we're going to we're going to show we're going to bring the whole plan right but it's my understanding the board um contrary to like the the music block rant where the board has to um actually approve the expenditures this is more of a presentation for how the funds are allocated holding this I would not advise because this is money that's going to be spent on professional development to ultimately help students so if we hold it then that process is delayed and so the purpose of bringing it now it's purposeful so we can help kids now by training our staff so my recommendation would be to um to approve this side I just would like to look

224at the whole plan just to make sure you know all teachers are getting professional development throughout the district in meaningful ways and that we're just not um we're being Equitable I guess is the right word throughout the district for all professional for all of our teachers so that's why I just it's hard to know what the whole plan looks like and I just don't want to look at like a piece of pie here and a piece of pie here I'd like to see what the whole plan looks like and it's probably great and you know it sounds wonderful I read her proposal and you know but I just want to make sure that we're being Equitable clear across the of the district and that we're not jumping ahead of something and then we're like oh

225this would have been better I I think what was explained by Dr Young was that this was something that she put in for for the request for and so that's why it was approved at a separate time for a different type of professional development and so I don't think that we should hold these I mean we're basically holding pay for teachers you know to better their site and to better children so I would vote no on holding that can I ask a CL fying question so plc's happen Wednesday afternoon or whatever day that is all schools get that and all teachers are paid for that PLC time that is during their that is during their work day so they do not get paid extra for participating in plc's but they get additional pay for going

226to professional development correct outside of the work day and that's what this PWD plan is for Bernardo Yorba so it's a professional development outside of the work it's a great use of money it it's teachers willing to work outside of their workday to get better at their craft to help kids and other teachers at other schools also have the opportunity to get professional development we have a lot of every school's different any any principal that wants to put together a proposal they you know we have after school interventions they're crafting that look different at all sites where we're paying teachers after school um so this is a unique opportunity that will was brought forward that um that I support and and it's it it's brought forward for your approval wouldn't it be also um something

227to note that all of our school sites are all different and the needs are different so to see different needs and to see different types of training come across instead of having one uniform thing that that is actually what's good for kids yes absolutely our sites have the discretion to provide additional professional development for their sites we as a department provide the um endorsed and vetted professional development that we believe all teachers should have the opportunity to take part in but sites do have the discretion to offer additional PD to suit their sites and students needs and then how do those um principles pay for that out of their site funds that that professional development or do they come back and ask for a in this case it's out of the learning recovery Grant right

228so I just want to make sure that all principles were offered this again they're very some sites would use Title One potentially money categorical funds in this case um this site is um you know doesn't have that opportunity so this is our recommendation yeah where other sites that don't have Title One funds offered offered this opportunity to apply to put together a a professional development plan and submit it to the district I think that was answered so essentially Mrs Young is that Dr Young sorry is that true that they were all School sites I just want to make sure we're clear that we're talking about the same thing every site's different this opportunity was came forward we did not um try to replicate this at every site but every site does have different after school

232program first the number of AP exams taken by our students this year increased by 6.67% and the pass rate increased by 2% from 2220 from 2022 to 2223 to 2023 we're not in 2223 that'd be 200 years from now uh we increase the number of chemistry computer science principles and literature exams taken while maintaining the previous year's pass rate we also increased the number of environmental science statistics and United States history exams taken while increasing the pass rate compared to the previous year next our IB Program class of 2023 at Valencia High included 63 diploma winners marking the most in Orange County this year and for the past seven plus years that's incredible [Applause] notably 13 out of 19 IB exams scored higher than the world average we increased the number of IB economics exams

233given by 24% and beat the world average our student scores also beat the world average in computer science psychology biology and history and lastly in our Cambridge Ace Program we increase the number of 10th through 12th grade students taking an exam by 70% we also increased the number of exams given by 122% and increased the Press rate by 9% impressively students earned 100% pass rate in economics and Spanish and increased the number of English language exams given by 45% while increasing the pass rate by 7% the success of our students in each of these programs is a testament to their hard work and determination in pursuing rigorous coursework by but also to our dedicated staff members and boy they are dedicated who encourage and educate them all the way next our band P pageant so

234on November 1st our 47th Annual band pageant will take place in Bradford Stadium at Valencia High School students from all six of our middle schools and all four of our Comprehensive High Schools will come together to perform individually and cohesively in front of a packed crowd of loved ones staff and community members for decades our music program have enjoyed steadfast support from our Board of Education staff parents Guardians the surrounding community and other Partnerships such as our booster clubs and the reach Foundation individuals interested in attending are encouraged to purchase tickets early from our band programs or buy them at the gate the event the time of the event we're very grateful for the continued support of our student performers and for our cherished Performing Arts events such as band pageant and finally High School

235showcase our High School showcase events kick off soon with Valencia on November 8th yor Belinda on November 15th Eldorado on November 29th and Es Bron on December 6th we encourage prospective students and families especially those in seventh and 8th grade to attend these events to gain an Insight look at the unique academic athletic activity and art-based opportunities at our four high schools visit our district website for more information and that concludes my report thank you Dr chernis that's uh sounds exciting got some really good things coming up uh that brings us to our uh board report so if we could get started uh trusty Buck sure happy to begin um I went to our um our quarterly CAC meeting the Child Nutrition advisory council meeting in in uh Sacramento and received a legislative update that

236um that I'll forward along to Suzanne Morales there's a lot happening related to food and nutrition um for her to be aware of I'm sure she already is but I'll forward what I learned um because they do have somebody come in from the legislative office and come and speak to each one of those um we worked in our groups on the three recommendations we're giving to the St State superintendent um notably AB 348 is a time um time in the seat at lunch and CAC had been working on recommendations prior to that bill being submitted and so we're able to provide information on that um and give input on that bill um I uh uh CAC is looking for a high school student to be on their um advisory Council for next year uh we

237previously have had a student that sat on that um on that Council and um even I talked to her about it when um when I was applying for that position she loved it so I um highly recommend any of our students out there that may be interested in nutrition um to apply for that um more information and the minutes from our scac meeting are on the CDE website on the CNAC page um North Orange County Roop um at our meeting last month um and we'll be finalizing tomorrow night uh we completed our superintendent evaluation and set goals for this year um and so um it's time for us to start planning that so what I would like to do for an agenda item for our November meeting for Clos session um is to um to

238start discussing our own superintendent evaluation and start to plan for that for the upcoming summer so that we have all those goals and objectives and things in place ready to go um and I'm looking forward to the high school showcases that were mentioned the band pageant Heritage Days parade that is coming up as well and the women in industry night on October 18th and that's it for me thank you good evening everybody um first I would like to make a huge shout out and a thank you to our new uh Duty supervisor at Rio Vista employee Valerie hiard she notic a kindergarten student choking and um administered the him maneuver and dislodge the obstacle and I'm was just so grateful for her for being present and notifi noticing these things and taking um Swift action

239also I'd like to congratulate um Michelle de Haven our head nurse um for recognition for hard work um preventing child abuse she and her board of the Orange County Council Orange County Child Abuse Prevention Council were presented with the 2023 Shining Light award so great job Michelle um also um what I attended I attended um the Bell Frost seminar on 920 and this was um kind of at kind of to go over legislations that have been passed and not we discussed mental health um AB 1699 which gives first priority to existing employees through someone else um termination of superintendence and assistance soups SB 494 and SB 175 hiring ret um retired certificated staff to um those rules have been changed where they used to have to wait and now they can be hired and we

240also discussed upcoming issues that are going to be addressed in the legislative process um teacher and staff recruitment prop 28 there's a lot of um questions about like when money is coming and the the whole support but not suppliant issue and I'm hoping that our um state will clarify some of that um also you know our chronic absentee problem and um stuff like that I also was able to attend the state of the city of placenta with many of my fellow board members and um it was great to hear about how placenta is making strides in Parks housing roads infrastructure and Financial Security so as a resident pentia I really like the Financial Security part um I'm requesting um that math be placed on the the next agenda so staff can continue to receive um

241direction from the board um also um lastly well I also asked earlier that we could put a a board policy on lighting um lastly this month is Breast Cancer Awareness Month and as a very recent Survivor of breast cancer I would like to encourage all women to follow the directions of their doctor to be screened regularly for breast cancer through physical examinations and mammograms because of these routine checkups my cancer was a detected early and quickly taken care of and my doctors have now claimed me cancer free but I'm still having um unfortunately I'm still having uh surgical complications but it's not cancer related it's surgical um to help bring awareness I am I've given the entire board and the executive staff um pink ribbons and I have a few left over if anybody would

243games left um we do have one of our schools that's ranked nationally so actually no we have two schools that are ranked nationally now so um go check it out it's a it's a lot of fun and uh I encourage anybody who's thinking about flag football that they should get get their children involved because it's fantastic um and yeah I feel like it's a lot later than it is thank you for being here I'm gonna make this short as well um attended the state of the city I'm attended a lot of football a lot of water polo games um I've attended some flag football games I was able to view a soccer game from afar while I was waiting for something else um and so uh been uh busy doing that it just seems like

244been a really busy month we have state of the city for y Belinda next month or next week um I'm going to go to the California Association black school educators conference next week as well um and so just a lot a lot going on um and uh just for clarification Dr turnis was $43 million hidden from the board it it was not hidden from the board it was just not not presented to the board in in a presentation uh in in the all funds budget presentations it was uh the the district never presented all funds so it's safe to say that there was $43 million that we were unaware of I was aware of it I think it's I think I've talked to some board members that were were aware and some that weren't and

245typically when staff presents an all funds budget you would present all funds thank you and so yeah so uh further on um as we get towards um the winter sports I guess we should say the wrestling and basketball um and whatever that entails um I'm really excited to be going out to those things I've seen um the girls water po teams starting to jump in the pool get ready for their season basketball starting up wrestling been seeing some wrestlers running around a lot of these um tournaments going on and so um I hope that they have a great um winter season and I'm also looking forward to getting out at more schools I was really um impressed with uh what Bernardo Yorba has also done is they are playing a competitive soccer league after school

246and so I've been able to go over to um a few of their games and the girls are phenomenal and so I would really like to see as we you know um continue with the Middle School sports um I just really like to see the level of competitiveness that these kids are having the opportunity to play in and so that's about it thank you okay uh I was uh able to attend a special meeting uh put on by the Orange County Board of Education on September 20th um which included several topics and here are some of the ones I thought would be uh pretty beneficial for our community uh the first uh presenter was um an FBI special agent Tor Torres in regards to child exploitation uh not only not only did she give some

247staggering statistics of how children get enticed online but she gave some watch out signs for parents including steps to help to deter this type of criminal activity uh used in a world that U May either extort money from your child or um sex um I suggest every parent watched her presentation uh just to investigate ways to keep your child safer it was it was truly incredible um the orang Orange County Sheriff's also had a pres uh presentation and they provided a bunch of information on the massive battle against fentel and we we all know it we keep hearing it but uh the more information out there uh the better for us parents to to help uh with this um it's also being given uh to kids in um like knockoff drugs everything from Xanax to

248you know uh to any type of riddlin or whatnot um and uh he talked about the immediate counter measures uh that uh need to be in place in order to reverse the effects and um as a school district I I really have to take my hat off to Richard M Lindon and he is working uh to get all of these schools outfitted uh with the Narcan uh and just get uh training done and it's a it's an awesome deal so keep up the good work uh there was another presentation from a security firm on cyber security and which to me was fascinating because uh they did a comparison between Fortune 500 companies versus School District cyber security and it was alarming um the amount of it directors even though we have an amazing IT director

249there um they had like 20 to 30 in order to stop a lot of of cyber theft and and so forth um school districts paled in the comparison and it would be something which I'd like for us to do a little more investigation on because not only do is it um crucial to protect the the students the district students identities as well as any of their information um but also all the school information District information that we use that go back and forth to you know third party and and and what whatnot so uh I hope we can do a little more investigation on on cyber security um there was an eye openening presentation from Miss Brenda lebac uh with crucial information on books and material that are dangerous and harmful to kids' mental and
