007like encouraging me because in the beginning you know it can be a very overwhelming job as a student board member and you've always encouraged me to you know share my opinion and not be afraid to speak out and so I just really appreciate you leading me through this time over these past couple months so thank you thank you thank you Carrie for uh your years of service I really appreciate uh the time that you've taken to show the way in which we're supposed to be going and I look forward to the next few years working with you and on behalf of the district as a traditional I have a paperweight for you that said it's a 2022 year president and so uh there you go for that too okay so you didn't leave with nothing
008I love paperweights it's perfect thank you so much and I appreciate that I really do I I love being a board member and I love this District so much and I one of my favorite things to do is go out and see the kids and see what they're doing it really it just makes the whole day better when you can start in a music class and an art class and you go and you talk to kids and and they ask you questions and they give you their honest opinion whether you want it or not I just it's just really such a rewarding job so thank you all [Applause] so on that note we move into public comment and we do have do we have any more or just these up here so we have 15
009so everybody will get two minutes so I'll give Jeremy a minute to get that going so our public comment announcement you can get more over in the corner if you like here we provide those do need to be turned in in just a few moments you'll see but we provide a 30 minutes maximum time five minutes maximum per person which we'll now do it at two minutes each three we've actually changed our our info my cheat sheet says five minutes but we're now at three minutes um if translation is needed we'll give you an additional three minutes as well we do have a civility policy it's Education Code 220 prohibits discrimination on the basis of disability gender gender identity gender expression nationality race or ethnicity religion sexual orientation or any characteristic that is contained in
010the definition of hate crime set forth in sections four to two point five five of the penal code including immigration status so we are going to um now move into just public comments so we've got all of our forms we have two minutes to go I'm going to call up uh three people to start with so that you can kind of get On Deck and and be ready to go um so the first one will be Janet Delfin followed by Andy Falco and Paula powers and if you'll repeat your name when you start that would be helpful just right after the dice there Janet Delphine good evening board members my name is Jenna Delphine and until recently I was the parent at Placentia Yorba Linda School District the purpose of my time here is to
011seek your attention and support for a very disturbing and traumatizing incident that my daughter experienced at Glenview Elementary a boy at Glenview Elementary sexually assaulted my daughter who is eight years old the assault occurred during class time the boy squeezed my daughter's private area as she was walking back to her seat the salt was reported by my daughter to me on the evening of October 11th I immediately engaged her teacher via email the next day and I engaged the school administrators I showed up at the school only to have the assistant principal tell me they had no time to talk to me because it was national school day walk to school day I stood there with my daughter in tears and in shock at the aloof behavior of the assistant principal later that day I
012was finally received a phone call to discuss the incident the school after an investigation told me that the story my daughter was telling was inconsistent and that nothing could be done further than my request for remedial action which included removal of the boy from the classroom was denied because of class size restrictions requests for extra supervision was also denied alleging that the school already provides supervision I requested support of payment for counseling to help my daughter also denied I request that this board take the time to read the entire file so you can gain awareness of the incident at one of your elementary schools and how poorly it was handled the investigation looked to discredit the voice of an eight-year-old little girl because her story was inconsistent and with respect to the day and time
013that it happened an eight-year-old could not articulate in her words the exact date and time this occurred or why she didn't report it sooner all of which seemed to be expected of an eight-year-old victim there's a school indicated that there was nothing they could do because there was no solid proof and the findings were inconclusive to to no Witnesses in the meantime my daughter continued to attend class were the days after the incident was reported the teacher continued to sit the boy in the same activity Circle as my daughter this further traumatized my daughter who was coming home scared ashamed and Confused thank you okay um next Andy Falco President Reagan once said America is a shining City upon a hill whose Beacon Light guides Freedom loving people everywhere pyusd finally has the opportunity to
014be the Beacon Light Of Education to guide other school districts in bringing back education to our Public Schools education based on truth and facts education that truly teaches children how to read write count and how to think Sean Leandra Maryland and Todd it will not be easy you will be fighting the teachers unions in Sacramento who are more concerned with indoctrination and the sexualization of our children they will not give up on harming children with masks and vaccine mandates there are also those few teachers Librarians and coaches who will continue with the nonsense of CRT and Dei in the hopes they can divide children in our schools and in their homes through racism and gender issues but the parents of pyusd have faith in you we have faith that you will fight for those of
015us who walked alongside you to get you into those seats your constituents this will be a long road and you may not win every battle but we will all be here to support you and we will continue to fight along the way and and and these Endeavors to educate our children sadly tonight we are sure to hear from those who believe that truth facts grades and maintaining a high standard of education is racist homophobic and misogynistic they believe that men should compete in girl Sports and boys should be able to use girls restrooms these lies and attacks on our children have become their weapon and tools to create Division and destruction you must stay strong and fight against these attacks we must also bring pride and love of country back to our education system that
016does mean teaching the great good bad and ugly parts of our history of course and as usual it will include slavery the KKK and internment camps but must include how how since even before the signing of the Constitution the United States was fighting for abolition the abolitioning of slavery and the fact that the United States is a constitutional republic and not a democracy and why the founding fathers warned against me please conclude your remarks a democracy God bless you guys after Paula will be Ryan s I'm not sure how to say that so I'm going to start with Ryan s then Priya Shaw then Linda Manny Paula powers I would like to welcome Todd Frazier to the board and pray that you're prepared for the hard work ahead get ready for the countless hours of
017preparation needed for to be knowledgeable about the issues the training you'll need to learn to know the expectations of your position and the organization you will have to visit the hundreds of classrooms within a school like trustees buck and Anderson know successful members fervently support our schools allow our kids to shine and never take Center Stage I hope you understand your position on the board is a nonpartisan job your predecessor never sought the endorsement of a political party and always supported Public Schools she joined the board with the breadth of knowledge about the many decisions made in the classroom because of her years of volunteerism her position was never a rung on a political ladder nor was it a segue to a segment on a local podcast I hope you're up for this challenge of
018this awesome responsibility you have to help heal this community from the misinformation spread during the past election about what's being taught in our classrooms you need to support teachers who dedicate their careers to the kids of this community I pray you sought this position because you care about public education and our sons and daughters good luck trustee Frazier you have big shoes to fill [Applause] my name is Ryan soteris happy holidays and seasons greetings to everybody that's in this room and I mean that I hope you all have a wonderful holiday season no matter our differences I want to talk for a minute a little bit about some actual history George Wallace was the 45th governor of Alabama multiple candidate multiple time candidate for president and most recognizable as the man who blocked the entryway
019at the University of Alabama in 1963 declaring in his inaugural speech segregation now segregation tomorrow segregation forever so maybe someone will say see he was a Democrat but and it's a big one in that era largely because of the appreciation held for FDR a Democrat and the New Deal you could not get elected in Alabama as a Republican and so this group ran as Democrats but were more commonly referred to I'm from the area as Dixiecrats this is all part of our history and you should be able to read about this in our history books in every school but back to George remember him the segregationist right who also said things like I'm not a racist I'm a segregationist and some other pretty horrible things well sometime in the late 70s he became a born-again
020Christian see there's something for everybody here and renounce to segregationist views and apologized publicly to all black Americans saying he had once sought power and Glory when he needed to seek love and forgiveness we should probably all try and do a lot more of that finally and it's an established fact that other than his segregationist views he loved to talk about football and perhaps some in this room can identify with this aspect and we'll see that like George Wallace change is possible and change can be a really good thing whereas ignoring or trying to edit history for our comfort is not thank you [Applause] priyasha what a historic day for a swearing-in of a returning board member and a new one historic because today marriage equality for same-sex and interracial marriage became the law of
021the land passed by both houses on a bipartisan basis and signed by the president I like Ryan want to talk about how ideas can change President Biden's view on issues like gay marriage which actually once put him on the more conservative side of his party's ideological Spectrum now more firmly matched positions that held have galvanized people of both parties over the past several years you know it's only been since the late 1990s that the majority of Americans began to support interracial marriage today that number is 94 percent and today at night 68 percent of the country regardless of party believes in the rights of all people to be married I believe today's Landmark legislation and the shift that the president embodies showcases the true Spirit of America we continue to strive to fulfill the promise
022of our founding fathers that America is for all of us there's no shame in growing and in fact it's the American way thank you after Linda will be Stephanie Dunham Kristen Mortensen and Reagan rothery Linda mannion good evening Mrs Buck I want to congratulate you on your re-election we know that you will continue to lead as you always have with integrity and wisdom ever mindful of the enormous responsibility of meeting the needs of all students in our very diverse community of Learners so that every child finds a safe harbor in our classrooms to not only Thrive academically but to feel valued respected and nurtured Mr Frazier we also want to congratulate you on your election you have been elected to the school board that's one of the most outstanding highly acclaimed districts in the state
023Placentia Yorba Linda's culture of academic Excellence Innovation collaboration and integrity has given us a reputation which is second to none and has brought many families to our community seeking the best of the best for their children as we all embark on this new Journey our hope is that we can do it together please lead with kindness respect and most of all humility as you make decisions which affect the futures of every child every day please visit our classrooms and attend community events so you can see firsthand the amazing work that our Educators do to meet the needs and challenges of educating our students who each has a very different story to be told our public schools are the heart of this community so most of all please protect the culture and reputation of our district
024our culture must be preserved to retain the trust of our families our Educators and our students thank you and welcome [Applause] good evening Stephanie um recently we saw a board trustee president of Claremont District stepped down because he was pressured to after hosting a party where there were shirtless men and a dirty Santa while students were involved it was off campus but a school event and yet we allow teachers to assign books in our classrooms that introduce women by their sugary see you next Tuesdays and also talk to them about child rape we allow books in our libraries that are graphic and will get you thrown out of the district If instead of reading the book with the student you simply walked up to them and started talking to them about the same subject matter
025or if a teacher showed a video with the same text put to pictures I don't know why we want to be these people who introduce these things to our children I don't know why we want to sexualize our children and then turn the other way when a child is assaulted on our campuses but it's disgusting and it shouldn't be who anyone wants the pyl to be thank you [Applause] my name is Kristen I'm reading for Janice she her speech deserves to be heard the rest of after her daughter was ashamed and Confused says I requested the school at minimum remove the boy or place him in a different cohort while this incident was resolved and that was never done I want this board to have awareness of the sexual assault of my daughter at Glenview
026Elementary School I had no choice but to transfer my daughter to another school district worthy of mentioned is that when I told Glenview I was transferring my daughter they simply asked me when and what they would and that they would have her things packed up and ready for me to pick up at the end my daughter was sat has sadly experienced what being a victim with no voices as Educators you have the responsibility to create a safe environment for every child you take the responsibility to teach when you fail to do this not only do you fail but the entire system fails the child I assure you that as a mother I will continue to fight and will bring public visibility to what happened to my daughter I will engage media Outlets I will return
027to speak before you until the voice of my eight-year-old girl is heard and you have you as the board direct the school to take the necessary steps to evaluate and investigate this boy's behavior and most importantly ensure no other child is harmed he's still in the class thank you thank you for your time and I am happy to answer any questions you may have [Applause] after Reagan is Scott Turner Raquel F and Jenny bremmer hi my name is Reagan rothery and I am asking the district to create a committee similar to the Deni committee that we've got for Library collection development and challenges to library books I think something that is made of a multitude of parents that is a revolving group every year would be an ideal mix I understand there are some books
028in our school libraries that parents do not want their kids to read instead of using the logical and far easier practice of not allowing their kids to read them they instead confiscate that right from all parents by taking books from school libraries and holding them because they don't fit their Narrative of what is and is not appropriate no parent or group of parents has the right to unilaterally and indiscriminately dictate the parameters of acceptable reading materials for students in this District these people call themselves parents rights activists but I too am a parent I too have rights and I am not willing to have my rights taken by a minority who is only interested in vilifying stories about people who don't look act or sound like them namely bypoc and lgbtqia authors thank you all
029right good evening my name is Scott Turner I'm a parent of a TK and second grade student at Travis Ranch I want to say congratulations to our newest board member and congratulations to our thank you to all others for your continued service pylusd is a destination district and it is that reason that many people have their students in this District we need that to continue to continue to attract and retain our Educators the very best educators many watching this sorry I'm having a hard time it's how this board governs our district that's going to be very important in the years to come we need to have representation on csba and on the ROP I also saw tonight on your board consent agenda that you have the school plans for student achievement I was part of
030the school plan for Travis Ranch Elementary and I would hope that the board's going to support those plans this evening I also think it's a very important time knowing that we are likely going to have a superintendent search in the years to come so I would hope that this board can come together as a team of five and that we would be able to attract the very best candidates and we know that that would ultimately be a board decision but thank you again for your your service and thank you for your support [Applause] good evening my name is Raquel fleischner I'm a parent of three in the district and an educator I want to welcome trustee Frazier I hope you take the time to visit every school in the same way that trustee Buck does
031and if you have reservations about any of the programs and tools that pass through the consent calendar you take the time to see them in action the way trustee Anderson did last month and I hope you seek Education and Training the way former trustee Freeman did before you thank you for your service to our district additionally I would like to speak about the way in which our district catalogs and documents parent complaints with 34 School sites and tens of thousands of parents students and families I'm sure our district hears many complaints if this meeting hasn't taught us anything um but which ones are considered urgent how are they prioritized which ones are heard and more importantly as we've seen tonight which ones are ignored I urge the board and the district to come up with
032a transparent system in which parents can file complaints and the community can see how and when they are addressed thank you good evening my name is Jenny bremmer and I teach social science including Multicultural studies at El Dorado first I'd like to take a minute to thank Lucy Mario for serving on this board she's a great representative of El Dorado students and all our students at byusd you've handled yourself with Grace and professionalism and I really appreciate you um I would also like to share with all of you some student responses to a check-in question that I asked by Multicultural studies students the question was what does this class mean to you and here are some of their responses this class is a safe space in which we can discuss social political issues without worrying
033about being harassed for our opinions literally everything it gets me up in the morning because I love it so much I love this class because I get to learn New Perspectives every day I get to feel very safe and would love to learn about various cultures to me this class is a way to learn new information that I wouldn't typically learn in any other class it means a class where I can expand my understanding about different cultures and perspectives this class is where everyone in here is growing close together I feel like I have so many people in here that can connect and talk with and I love it this class is a safe place where I can talk and ask about the hard topics this class is a safe space where I feel welcomed
034and not judged by my classmates this class is a safe space for me to be myself which is very important to me it also brings me joy every morning these are the words from my students I keep hearing things in this room about how we shouldn't be teaching this on the other hand I appreciate all the board members all five board members who approved this class it means a lot to my students I got to tell you in my 18 years here at byusd this is the best thing that I've ever done I've learned so much and I've never seen connections like this with any other students so I just wanted to share something good that's happening in our classrooms thank you thank you next is Chris Palicki then Nicole and then Shaney Boone Shanny
035Boone sorry good evening my name is Chris pollacky um normally I'm a little bit more prepared but tonight I just really wanted to come up and welcome Todd Frazier to the board I think this is going to be a new year I'm very I feel very positive and optimistic about the direction that we're going for those of you that are very positive and optimistic I appreciate that but for some parents the last several years have not been positive and optimistic it's been very dark it's been very sad and there's been a lot of misuse of educational resources for things that are very inappropriate so as we're moving towards a bright path and a bright future I want to welcome Todd to the board I want to thank Sean and Lander for their outstanding services and
036it is going to be an uphill battle there is going to be a lot of people to fight and I'm sure that you guys will uh will stand strong and do the best you can so thank you so much for your dedication to this school district [Applause] hi my name is Nicole Avila and I'm also a parent of three and an educator I was planning on talking about something else so I don't have my speech prepared I too have a daughter at Glenview who has been sexually harassed and um she was harassed for four months before she came forward and said anything because she was scared of her teacher that teacher is no longer there it's not a concern anymore however she's nine years old and my husband too wants to pull her from the
037district um she we had written a letter with nine different offenses on it when I sent it to the um principal and the assistant principal my daughter feels very comfortable talking to them we felt most of it had been handled most of the boys have now stopped there was still one particular boy that continued and um you know I emailed again I'm not sure if it's because I emailed so I have written documentation of all of the instance incidences I've also provided you know Witnesses and things like that so I'm not sure how that played a difference in that but um you know I'm not sure if my incident happened before or after or um what the situation is but there's obviously a problem at that school um so I just want to make everybody
038aware that that's the situation that is happening at that school um there are a lot of boys there that are um making a lot of inappropriate comments inappropriate gestures bumping into students inappropriately and moaning um it's very inappropriate and I think that having um not to put politics into it but exposing the kids to these issues and books and things will just bring it about um you know much more often much more frequently with kids that don't have any exposure to that on their own um you know some parents want to keep their life clean with kids and keep them as innocent for as long as possible so um you know just being aware of what is placed in our schools um exposing them at an earlier age um you know not good all right
039thank you thank you and hey hello Shaney Boone welcome to Todd and thank you to all of the board members who gave their time monthly happy holidays to everybody um God my heart is racing from this for these two parents who just spoke I just am heartbroken to hear those stories and I almost feel bad even discussing what I was going to say um I wanted to bring up an issue that another parent brought up about having some kind of a committee or a process in dealing with library books and how parents can challenge different books that they find in the library I don't believe in banning books because restricting children's ability to learn about different people um can restrict uh and and cause situations that um in real life would be an issue books
040that represent people in situations that are different from what that child has ever known can teach them empathy books can be a Gateway for fostering acceptance empathy and appreciation for others books can provide representation to children who come from or identify with marginalized communities these communities aren't going anywhere and our children will make better community members if they learn to accept and appreciate all human beings I understand that some books bring up difficult or uncomfortable topics but why would we want to insulate our kids from uncomfortable truths likely they will learn them eventually thank you to social media and the internet the truth can be hard but having those tough conversations after our child has read an intense book can be the best teaching moment so again I urge the board to consider adopting or
041coming up with a process for um Library collection and when there are challenges against books in our libraries so thank you well thank you everybody for your public comments um I really appreciate that and then so now we'll move over to organization of our new board member positions and as my last official Duty as president I would like to move that we elect Marilyn Anderson as president of the board of education for a period December 13 2022 through December 12th December 12 2023. I'll second it let's have a discussion okay well as tradition has held and for many years in our district we all have had usually have the opportunity to to represent and be the president um and so Maryland would be the next in line for the for that tradition I also know
042that Maryland went to president training and got some more information on on what that looks like in a meeting um so um um I just wanted to basically say what I've done to prepare to be president I've completed the master in governance courses I attended a workshop for board presidents and um and some of the things that we talked about that was basically the class was to focus on tools for leadership developing a unified board developing leadership plans as a board president developing Governor's handbook which we could really use reviewing of you know meeting norms and public comment how to manage conflict in meetings um and how to use those norms for the benefit um help talked a lot about setting direction for the district Governor's calendar and all sorts of things but um at
043the end of the day it's the board's decision whether I I've done my job and my due diligence to be prepared for this position and whatever the board decides I'm good with and I will support whatever how whatever we do somebody else okay oops but that will take a vote all those in favor aye and opposed no okay motion error doesn't pass I'd like to make a motion to appoint Sean Youngblood as president of the board of education for the period December 13 2022 through December 12 2023. I'll second [Applause] okay so we have a motion for Sean Youngblood uh we have any other comments okay we have a motion by Mrs blade second by Mr Frazier all those in favor aye aye and opposed aye so motion carries four one [Applause] and from here
044Mr Youngblood will take over [Applause] okay thank you all right so is a newly elected board president uh we're going to make our next uh next motion for vice president so as a board president I'd like to make a motion to elect uh Leander blades as vice president of the board of education for the period of December 13th through December 12 2023. a second okay we have a first and we have a second uh all those in favor say aye aye aye all those opposed all right the most motion passes five zero I'll uh take a motion for number three Mr President I would like to make a motion to elect Todd Todd Frazier as Clerk of the board of education for the period of December 13 2022 through December 12th of 2023. do I
045have a second I'll second it okay I have a first and I have a second all those in favor aye aye aye anybody opposed and the motion passes five zero [Applause] and yes uh we have uh a I from our student board member thank you president Youngblood just to for the public we will rearrange the seats at the next meeting just so you all know so we'll have the seat beverage but that time otherwise we'll be making our meeting even later so uh thank you thank you much yes okay uh moving on here we go so I need a motion to recommend the superintendent of schools that the Board of Education approved the minutes of the regular meeting of November 15 2022. so moved second okay we've got a a second as well good and

052goal of just trying to love each other better and serve each other better and I think that that's a unique aspect to this District when compared to others and um you know it's been really cool to work together to just try to better the schools for our students our staff our families and our communities and it's been an honor to help shape the conversation along with all of you and so I've learned with that that you know you're never too young to be a change maker and you're never too young to make a difference and um if I were to give advice to the next incoming student board member who is Preston bang one of my friends actually from Valencia I would just say that don't be afraid to ask questions and it's definitely okay
053to not understand everything at first because in the beginning it can be very overwhelming but it's a very enriching and very um good experience where I have learned a lot and so I just want to say thank you to everyone for helping to lead me and guide me and work with me through the past couple months so thank you awesome very good so you actually took the last question which was uh what what would you tell a person coming on in your position so as a board president I'd like to present you with this little plaque and uh thank you again for all that you've done and all the service that you've done here thank you so much if I could add to that Lucia I would have just been impressed by your demeanor the
054way that you carry yourself and the way that you reach out to your other student board members your student members around the district and get their information and bring it back to us the report is always wonderful it's got some fun stuff in it it's got some upcoming dates that we can always use so I always appreciate that and we also have some flowers for you as well and we would love to get a group shot picture with you before absolutely yes absolutely uh you are one classy person Lucy I mean you've served us very well one of the highlights of my year was watching you at the Veterans Day ceremony at uh at El Dorado High School and the way you were respected our veterans and and brought our our people together and I
055just wrote down love and serve each other better that's good advice and so um thank you for your leadership I know you're going to go to great places and do great things and I hope you keep us posted on what you're doing because you'll forever be a part of us so thank you very much thank you so much yeah you want a picture now okay thank you foreign okay so that brings us to our superintendent's report Dr Matthews and it's on now um I I want to begin my report by addressing an important uh and actually difficult issue and our last board meeting in November we had an individual address to board in public comments and the comment contained sexually explicit material in that um and so I just wanted to say that I regretted
056not trying to stop the comment and redirect it I don't believe it was appropriate for a public forum as later I learned that there are children present at the meeting and I apologize for anyone who was offended by it public comment speakers should abide by our civility policy and that and although people do have a right to freedom to expression I want to also extend the greatest extent possible a safe and harassment-free environment so and while our people members of the public have rights to bring comments and concerns to the board we do have very appropriate channels where they can address those concerns beginning with our School site teachers staff members and the principal thank you I want to move forward with uh I'm grateful we heard from Lucy Murillo about the efforts our students
057are making on behalf of our families who are less fortunate in our community I want to also thank our employee groups for the efforts they're making too the generosity of our employees and our our is truly remarkable and I appreciate all the efforts made to support our entire District Community each year our Placentia Linda Educators known as apple and our California School Employees organization Association chapter known as CSEA they coordinate donations to our students and families in the district's mckinney-vento program McKinney vinto for those of you who don't know is a nationwide program for students who are living in difficult and transitional experiences who are doubled up and shriveled up with other families for economic reasons living in homeless shelters campgrounds or cars you may have noticed outside there the csca's annual sock tree which
058has been on display for a few weeks now employees from across the district were encouraged to bring purchase and donate new socks to hang on the tree as quite the decorative thing actually you'd be surprised how nice socks can look on a tree next week they'll be given to needy pyl USD students and their families around the district it was no different for our Apple members as they adopted 24 pylusd families to give toys clothing and other necessities employees from all of our schools purchased and wrapped these items to bring joy to dozens of Children and Families in the holiday season lastly our Placentia Linda unified managers known as Plum hosted their annual holiday breakfast and and they donated a breakfast excuse me 100 toys and gift cards to be distributed to students in our
059Title One in the schools so a special thanks to leadership teams for all these groups and for coordinating such thoughtful events for the holiday season um I want to also say I've truly enjoyed attending our pylusd High School showcase events that have taken place in November and December Valencia El Dorado and Yorba Linda all took turns hosting theirs and Esperanza's is tomorrow they're highly attended by hundreds of eager middle schoolers and families from inside and outside the district and this All Leads up to our school choice transfer application period so starting on January 11th parents of any Inc current or incoming students who wish to attend a pylusd other than School other than their own home school can apply for a school choice transfer application and those applications will be accepted through Friday February 22nd
060and I know Lucy mentioned already but speaking of high school and congratulations the Yorba Linda High School football team won a CIF Championship this year division three it was a very hard fought down to the wire low scoring nine to six Victory and it was uh a big win for them so congratulations CIF championships are very hard to get and our schools have a large number of them so congratulations to our latest one we look forward to celebrating the team and head coach Bailey in the near future as you are aware the district has identified monthly themes to promote diversity that exist among our students staff parents Guardians and community members they're in line with CDE and Orange County Department of Education in December we're observing the International Day of persons with disabilities month and
061in January we join students across the nation in the great kindness challenge so these last these two months we're celebrating students with disabilities and kindness so in line with these seams we do provide resources to help our school sites highlight these these celebrations days of recognition and traditions finally and in closing I want to again congratulate uh trustees buck and Frazier for winning their respective races from on the general election I look forward to working with each of you closely in the in the years months to come and then share your team your years ensure your term on the board is a success I look forward to supporting you so thank you that concludes my report for the evening thank you Dr Matthews okay our next section is the communications and board report so per
062board bylaw 9420 board and superintendents reports it's intended that these reports and comments be brief and shall normally be not to not more than 30 minutes for the entirety of the board report section so at this point I'm going to start that direction so uh trustee Buck if you could if you have anything sure I'll start well I have also a top of my list congratulations to ylhs football as well um so second that um so this has been kind of a busy month but not too busy in schools it's more of the the all of the other stuff that's been going on um so I was able to spend a few days for a delegate assembly a couple of weeks ago four delegate assembly one-third of the delegates it's a it's a body of
063of 500 that represent the 5 000 school board members across the state one third of them will be replacing here in the upcoming election which is the largest number that they've done in a long time so there will be a lot of new delegates that will be joining us in May um at the aec which is our annual education conference I attended lots of sessions but there was one that was really good and they had some handouts that I just wanted to share this is the bottom line it's a casbo guide on school business and finance in California it's really well done casbo is the um maybe business officials so um so something like Dave does but it's a really well done just sampling of everything that has to do with school business I got
064each one of you one one two three four and I got one for you just so that you have as well there are a lot of other ones a letter a lot of other sessions and workshops that I went to um that are now available online I just released today so I'll do a little more research and look at the ones that I missed while we were there and bring back some information I'd like to give a shout out to Esperanza choir their holiday fan their holiday concert was really fantastic there were so many different languages represented in all the different songs that they had selected I was just really Blown Away by what they had done so thank you to Esperanza for that I attended golden uh yesterday and walked around and did a
065tour and learned about Gaga Ball which I've never heard about before apparently it's the new hot thing on campus with um that they're playing on on the playground or both both courts that they have going on I was able to also go around and visit some of the classrooms this year they had shifted their classrooms around quite a bit in the past they were put in different areas of the campus because it's kind of a large campus and they have a the gate program and a few other things but this year they they really kind of shifted it a little bit and moved all the fifth grade together in all the sixth grade together and all the fourth grade together which has had a really Grim tremendous impact on the students and the teachers they're
066all they used to be kind of separate and even getting together and play as those different age groups it was hard so now that they're more close to each other they have the opportunity to do that and it's it's going really well so good job to them I know that's a lot to change classrooms and change the whole configuration of your school so seems like it's paying off and I was also able to watch them I ready lessons on math and talk to the kids about it I know that's a one that people ask a lot about so every time I go into the classrooms and they're working on that I like to make sure that I check out what's going on um I attended the Venture Academy holiday Boutique last week the students had
067made all kinds of decorations and Christmas things that they were selling and so it was really nice to go in there and see what they had made I had a few little things that I purchased for for gifts this year today I went to the Chamber of Commerce luncheon it was their holiday luncheon and as I was sitting there they called us and were recognizing us as the best educational institution in Yorba Linda so they provided us with this plaque that I will now pass on to you um it was nice to be there to be represented for from the from the community so thank you for that um I upcoming will be going to the Venture Academy choir concert that's happening and uh El Dorado High School orchestra breakfast they're doing this week and
068Jazz breakfast they're doing next week I'm looking forward to those as well and clue is happening this weekend up at Yorba Linda High School so if you're looking for an activity the new play is out there and they have a great theater department so please check it out that's it for me okay first I'd like to welcome Mr Frazier to our school board and we look forward to working with you um so it's been a busy month I also attended the school board conference in San Diego and um attended the workshop which I talked about and I just would like to encourage Mr Youngblood to take that class they're offering it I believe in February and March as well so it was really good the last hour of that class was an attorney and um
069you could ask a lot of questions and most of the questions had to do with public comment and so it was really informative so um I really enjoyed the keynote speaker um Brandon P Fleming he wrote the book miseducated and he had a really powerful story of overcoming odds and the people that helped him along his journey and some of the key takeaways I took from that I'll just share too I wrote a ton but asking the right questions to our struggling students and then he says before you do anything you need to love first he said love first teach second love first lead second I think you get the message I attended also a class about um disability and discipline when the two intersect and they reviewed the laws and statues for the individuals
070with disability Education Act commonly referred to as ID and Section 504 Rehabilitation Act of 1973 and the key takeaway special education is complex I don't admire you Mrs Gray at all and the laws are not very clear so I look forward to learning more about special education and getting a better idea I also I went to a class about the legal issues facing governing boards we talked about religion School flags and schools social media and school boards school safety collective bargaining so there was a lot of really good information about how what laws have been approved and how things are moving and to better Implement those things in our school district I attended at lcap which meeting which was great and it really focused on English language Learners making sure you're looking for evidence the
071goals and metrics for English language Learners and how to look for them and see them and basically you know like ask questions like is there differential Matrix for English language Learners like there's a huge difference from like a newcomer to a long-term English learner or one that has already been reclassify thank you I wanted to say redistrict but I knew that was not the right word so a lot of really good information in there I also tended a class on dear trustee and how to develop a teen approach for board Communications and then the last class oh no it wasn't the last class I went to a class on workshop on bringing the community together under a United governance team and this was really interesting a school board with the superintendent got on and they
072said they they go we live in a purple community um we have you know Democrats and Republicans all living together and we're really a mixed community and they had two of their board members on there one was a representation of the right side and one was the representation of the left and they talked about how they work through their difficulties and the strategies that they had utilized and um so Dr Matthew definitely discussing those strategies because there was superintendent strategies and board strategies and they gave real live examples of what they did and how they did it I also went to math framework class because you guys know I'm all interested in how the new math framework is going to be coming and but they mostly focused on how Math and Science teachers really need
073to be trained in English language development that you know math we used to think of as a universal language and it's no longer that way it's there's a lot of reading like went into it and the last keynote speaker I believe um she's the um Tara Westover she wrote the book educated so we started off with miseducated it ended with educated and I think these books were really a good bookend to the conference because she basically left the conference where we need to focus on love and how her love of music propelled her to want to learn and how she had to self-teach herself to even up you know to take the college's interesting her highest level that she she never attended in the classroom ever I don't know how many you've read this book
074but she taught herself trigonometry algebra her parents her brother taught her to read and her mom last thing she taught learned in math was long division and so her first formal schooling was in the college setting and she said that um it helped her understand her background and imagine a different life and so it really talks about the importance of education so they were really great complementary speakers and I'm looking forward to reading the books I attended tough free Middle School choir concert and I really enjoyed the array from the three different choirs and several soloists and my favorite part of the concert was they sang silent night they sang it in German and Spanish and then they serve the students surrounded the audience and we all sing it together and I really love how
075singing really unifies the community and you could feel that that night in the pack um I had two School visits one at Wagner where I ran into a long time friend I didn't want to say lifetime but long term and seeing some of my young friends that school has 15 different languages that are represented in there and um it's a very common response when I ask principals how many ELD students they have and how many languages are represented Wagner is the home to many moderate and severe special education students and I loved hearing how the schools being inclusive to these students and supporting the General Ed teachers at the same time they have a kindness motto and a highness crew and I love that they have leadership opportunities for their students and also I got
076to see many parent Volunteers in the classroom and it was really interesting because the principal shared to me how they utilize these parent volunteers as part-time positions and actually substitutes in their special education programs so it was great to see how they're utilizing their parents I also visited Sierra Vista and again there was lots of parents in the classroom which as a parent volunteer I love seeing I got to witness preppy K in their block building and their block stage and they're building their homes and their businesses and learning about cooperation and how to spend their money how to go to the bank and get their money and then how to go shopping and buy the needs for their family um I learned a lot about how breakfast and lunch works at Sierra Vista and
077how it is really benefiting um many students there that come to school unfed in one of the sixth grade classrooms I saw a really unique math teaching basically the teacher had put up giant white boards throughout the room there was about eight and she had teams of small groups working on problems and they were basically when I went in there they were trying to learn how to find the area of a triangle so they were taking past knowledge that they knew and then trying to develop their own formula as a group and I think you know that's such a powerful lesson when we know how we got there or how it works then it's embedded in our heads um kindergarten I love puppy King kindergarten they had it impromptu um review for me where they
078showed off their sight words and their spelling and it was super adorable um and also I attended a class where they grilled me for about five minutes on what it was to be a board member how what I do um the things I like and don't like and how I got elected um so that was fun but in both schools I really felt the the feeling for excitement for Learning and you saw it covered on the walls and it was just such a great thing and witnessing the different strategies of learning taking place it was just really fun to see all the different approaches and I also appreciated both principals pointing out the use of the signature processes and how those practices are used at different grade levels so I learned more about creating classroom
079structures and routines designing powerful purple purposeful lessons and maximizing student engagement so it was great also I attended The Venture Academy craft Boutique and um it was so impressive and I brought some things to show you and I know you're all jealous so artwork and um don't tell my grandkids are getting this for Christmas and just really fun creative ornaments it's all done by the students um I actually have a granddaughter so I had to get something with a bow and um just their creativity and watching the students doing everything from being the greeters to helping you shop to work in the cash register managing the money um boxing up my things offering me coffee it was just really great to see these students learn and how to do things it's just a little gift
080item and so next year when you see it on social media or hear about it I strongly suggest you go it was very worthwhile I really enjoyed it I got to see one of my younger friends there I was hoping I'd run into her and I did and so I kind of had personal shopping and like learned who made what so it was really fun and um lastly I just wanted to thank Lucy for all she's done to represent the students and are throughout our district and I wish you the very best in this school year and in your future plans and stay in touch and let us know how exciting adulting is okay so earlier this month I attended the Unified sports at Esperanza which involves our special education students and I was able
081to meet a lot of parents of special education students and so we got to talking and basically what it is it's a few of the basketball players men and women will get together and they'll have a large group of our special education community and they'll play basketball and they'll kind of guide them in doing it and it was wildly popular the stands were completely filled by all of the students and it was just such a fun thing to watch and so it was really nice to talk to the parents and when I was done I sent an email and I the parents request was you know obviously they loved it but they also wanted it to expand to middle schools and so I obviously I sent the email with the request and made a lot
082of good relationships there and I'm looking forward to some coffee with them as they you know continue to say like you know the the needs and the wants and like what we're doing good what we're doing bad but that was just a very good such a good representation of inclusion and the support of the school was just amazing so that was just a great event that was one of the highlights of the month I attended the Esperanza high schools Christmas Coral the home for the holidays and um I was I took one of my sons who attend your Belinda and we really enjoyed it and I was really excited because they brought fall into it and so we heard the Monster Mash and I now know that there's a Thanksgiving song by Mary Chapin Carpenter
083and so Thanksgiving like let's go in the fall like I'm gonna be set next year um and so it was just it was an awesome awesome performance like we were laughing um they had just beautiful soloists it was it was just a great experience um and Mr Myers just does an amazing job with that choir and so I really think um thank everyone for the invite and um I'm hoping to attend again next year I attended the Yorba Linda High School semifinal game and after they had won CIF and that was the experience Unfortunately they lost but it was the a great end to the season for them and just last weekend I attended the La Costa wrestling tournament in Carlsbad and I want to give a huge shout out to Isaiah Quintero from El
084Dorado he placed first place in his uh Kenneth Rogers from Esperanza who played who placed third in his weight category and Wilcox and Spencer Perry from Yorba Linda High School who also plays fourth place in their category as the daughter of a football and wrestling coach my dad was wrestling coach for 40 years and so I remember very fondly traveling out as a stat girl and also traveling watch my brother play but Lacosta is um it is a major tournament it's 64 plus teams and it's extremely extremely competitive so for us to come back as a district and have four Place winners and all of the kids who all of our our wrestlers who participated they all did a phenomenal job so I'd like to congratulate them one thing that we've been talking about and
085I talked with the superintendent but I think we need to bring it towards the board and I've mentioned this in the past I really think the Board needs to take the handle on our grading policies I'd like to see us immediately start to look at grading systems it's not Equitable for one teacher to grade one way and next door in another classroom another teacher to be grading another way students in class can change based on how the teacher chooses to grade and not based on a consistent measure of Mastery and so I just think we need to have clear and consistent grading guidelines we don't allow our students many times to change teachers change classrooms and so I think that if we become more Equitable with our grading practices then we will find that we
086won't need to be moving teachers based on teaching styles and Grading I also believe that maybe we should start to explore as a board protections that we can put in place for our students with all of the issues that are going on and all the things that we have seen in the last couple weeks now even in the last week um I just think we should look into it with our um with our attorney maybe this month next month and just ask if there's anything because as before I've said adults when we go in for job interviews and certain things we have all kinds of protections they can't ask about race gender sexuality anything like that but somehow we're able to ask all these questions of our children in the classroom and I know that
087some children aren't happy when it's asked I know that parents aren't happy when it's asked and so I think these type of topics we need to look into is their protections for children like there are for adults um and and see how to explore that and if it needs to be put in I know you know Ed code and we have penal codes we have all kinds of things as I talk to some other board members from some other school districts and we kind of were just you know tossing ideas around and so I think we do need to look into that um just so we're protected and just so the kids are protected and that we have good guidelines so we don't run into the same issues that we're seeing happen all around us
088and people were talking about Library committees I think that that is a great idea but I think too what we need to realize is that we have a process and somehow this book that was read aloud at the last board meeting it didn't fit it didn't go through the proper process it was put right into the Library without the the proper process and so we need to make sure that all of the books in our library have gone through the proper procedure that has gone through administrations gone through the district and it's been done so I would like to ask the district to please put together some type of Library whether it's a committee but I think we need to review what books are in our library make sure that they haven't been gifted and
089stuck right into the library with absolutely no oversight and I think we need to ensure that we're doing this because this same book that was read aloud at our last board meeting now well I can't remember the school district but a librarian in the other school district people are actually stating that the same book is pornographic and or even threatening to call the police and so I think we need as a district we need to like look at these books make sure what's in our library has been thoroughly vetted and has been um you know properly put in place so we don't open ourselves up to these type of lawsuits and that we know it's in there and what's appropriate I'm not at all for Banning books when you ban a book you have no
090access whatsoever to it and so I find that when teachers High School teachers have to send notes home and ask permission to show a PG or PG-13 movie in a classroom I don't understand why the books are giving like we why we're not giving the proper um I don't know respect or the proper process towards books in our library so I would like to um to see that's done and so when you I mean and the thing is this if if things are age-appropriate in a school in a school district then that's fine it doesn't mean you can't buy it on Amazon for your child or the or you can't go to the Yorba Linda library and check out that book when a book is banned you have no access to it whatsoever so this
091is not Banning books this is just saying these are the this is what we believe as a district is age appropriate and what you can find in the library and then if it's not found in our school library you can go elsewhere and so I would like to just make sure because it always comes back to the board and it always comes back to the district and the as you can see a lot of times they start yelling at the board how did you let this happen how is this how did this go through so I think as we're watching all of this all of these scenarios take place around us we should really Safeguard ourselves as a district to make sure that we will not be um in the same problems that other districts
092are finding themselves and so I also like to um we approve strategic kids LLC last month and they've been at every Elementary School in our district and I'm hearing absolutely phenomenal things about it and the kids are really enjoying it from the the students I've talked to and the teachers and staff and so I'm really happy that we brought that in and that we've given the chests and all these other games you know an opportunity for the kids to have you know something else at recess maybe besides play if you're really not into running around um and so yeah so I'm that concludes my board report I hope everybody has a merry Christmas and a happy holiday stay safe and we will see you next uh in the new year okay well I'm I'll go
093next then all right uh so good evening uh Community uh staff and uh board members uh so basically I had a couple opportunities to do a few Community things I got to see uh El dorado's High School showcase which I thought was amazing and Lucy did a a great job of uh public speaking and just being a a absolute just awesome in promoting that program so uh hopefully you got a lot of turnout with the the incoming uh freshmans so it was amazing set so congratulations again um also I too got to go to um San Diego I was at a different event however while the csba had their their conference I was at a another seminar uh through the Pacific Research Institute and it was basically a new board member kind of orientation and
094it also applied to maybe some seasoned board members and even though being a board member only a couple of years they had a uh several speakers that spoke a lot about curriculum and how curriculum is changing up and down the the state also ways in which we can deal with with unions and problem unions that might be a little more helpful in kind of making the the working environment easy for for both so uh it was only a one day event however the information I received was uh not only eye opening I think it will be value able for the district as a tool and so I got to got to do that not only uh it was at all work I mean fortunately I also went to celebrate my anniversary of uh with my
095bride for 35 years that and we got to do the little touristy thing and take the the little red trolley all around the different boroughs of San Diego if you've never done it I highly suggested it was truly fun um and you know even though you dip down to these places in which you're you've been to several times and if you've never taken a guided tour it's like wow that's a there's a lot of eye-opening stuff so that was pretty amazing trip I did make it back in time to catch on TV unfortunately but I thought it was pretty good deal our uh our Mustangs uh you know at the time they were really facing a pretty tough team and Unfortunately they didn't fare too well against those Bakersfield guys but I love the heart
096I love the effort in which they had and you know the sportsmanship in which they showed as well so I congratulate them they still did just an uh amazing job this this year and I look forward to seeing what happens next year I think it's going to be another great year for them so uh other than that I look forward to this uh this upcoming year as uh as board president I know that this board is going to be able to move things forward we're going to definitely discuss things there's going to be times in which uh we might not actually see eye to eye but the whole point of this is to make sure that our district remains strong and that parents feel very confident about bringing their kids and having them taught the
097academics that they need to be successful citizens so we're going to continue towards that direction we're going to make our make our district just more phenomenal uh more than it already is and with support of our teachers and administration as well so I look forward to seeing all of this so um thank you again for electing me and that's the end of my board report thank you all right first time uh first of all I just want to say thank you so much for it's been a warm welcome everyone's been so great uh the people that have reached out to me from the community the teachers meeting Dr Matthews and all the assistant superintendents had some great meetings got to know a lot about how things work who to talk to and the things that
098are going on behind the scenes and I just I was really impressed so I I'm looking forward to what's going to be happening over the next several years and I'm I'm so honored to be here and to be a part of the process I actually had the very difficult task of accompanying the esperanza girls varsity basketball team to their tournament in Hawaii it was terrible um just kidding it was amazing and they came away champions in the punahu high school tournament so we have got a great team this year our daughter thank you yeah I I played really well um we've got a great team this year and I love seeing when you take students and put them in an environment where they've gotta interact together in uh somewhat unfamiliar circumstances and they really Bond
099especially as a team I think that's this it's a great thing to see especially as a as a dad to see wow that's weird sorry um to see my daughter uh really bond with her teammates and and take leadership and and get challenged and we won the final game in overtime it was awesome um it's just it's so character building for these kids and the opportunities that they have at this District not only in sports but in theater and the media program at El Dorado there's so many great things for our students to be a part of and so many things that you all mentioned that I look forward to coming to in the in the future to see what's possible in this District that I love and you know I wouldn't I wouldn't be
100here if I didn't love it so uh thank you very much everybody for the well wishes and the warm welcome and I'm just excited to be here so thank you very much [Applause] all right go soon so welcome welcome again trustee Frazier okay uh folks this brings us to uh some of our action items General functions is going to be our first section so I'm going to need a motion I'll make a motion to adopt the 2023 Board of Education meeting schedule a second all right we have a motion to adopt the educational meeting schedule and a second Dr Matthews thank you president Youngblood and board members and executive cabinet members uh so this is uh something we always bring to the board on the OR at the organizational meeting it's a proposed Board of
101Education meeting scheduled for 2023. there are some changes with this one that I wanted to that are non-traditional that I want to bring to your attention one is that there is no scheduled meeting in July that's typically a meeting that is a little lighter on the agenda but it's also a meeting where we've had some challenges in bringing the entire board together and the entire admin team together on that and so we believe we can we may need to have a closed session to higher management Personnel but we believe we could do without that and so that's one of the changes and I think the bigger change is moving up the starting time of the meetings for the General Session from seven to six and for closed session from six to five our meetings go
102late I mean we we have active discussion we uh um we do all that and we have our student board member here and uh Lucy we typically dismiss you at nine o'clock and you this may be one of the first meetings all year we've gotten actually vote on an item because we usually don't even get to action items until after nine o'clock so enjoy that um but uh I I think it would be a a good change but again it's the it's the board schedule and you get to vote on that so you'll also notice that as the board recommended uh we have a a more extensive Board of Education governance calendar where we actually kind of go into what's expected to happen at each of the meetings throughout the year so I put this
103to you for your for your consideration and I thank you thank you uh did anyone have uh anything on this okay so we have a first we have a second uh all in favor aye all opposed okay so that's uh five plus our student board member so believe what you need to completely but uh thank you again okay that brings us to item number two uh I'll take a motion I'd like to nominate Marilyn Anderson to serve as a representative on the California school boards Association delegate assembly right region 15 from April 1st 2020. three to March 31st 2025. I'll second okay we have a motion and a second okay we have a patches okay so let's go ahead and vote on this motion that's on the table although it's in favor do I have
104a conversation let's have a have a talk about it okay he's new president sorry okay so uh who would like to do you want to go Mr uh well I I was just curious if we were going to talk about it I didn't necessarily have anything to say but it was kind of looking around right after we take our our Motion in the second then we have the opportunity to talk about it whoever wants to yeah okay yeah no I just um I just think this is a really important um group to be a part of because they are the legislative branch for csba they they decide the course of the actions that csba is going to do and they and the delicate assembly can't really I mean csba can't do anything without the delicate
105assembly's approval for what they're doing and you know to me if we don't send people it's kind of like you know taxation without representation if we don't send someone to participate then our district students and Community have no voice so um I would really like to be a part of that and and make sure our voice is heard in Sacramento okay I was um I was I'm also interested in becoming a csba delegate just for the same reasonings we have Carrie who is already on um and so I think too I could represent maybe a different constituency um you know and bring maybe you know a little bit different ideas to this and so I'm also interested in becoming a csba delegate as well Carrie does this uh actually affect your this doesn't affect me
106because I okay because Jordan is through this is next year right okay and we can have remember we had this discussion last year if we could have more than two representatives from our district and we can so that's not really a problem but this is Karen Freeman's spot what we're voting on for right now no I I don't I don't believe so these are two other spots that were up there's a process that it goes now that she's not elected that will come up again so there will be two spots in other words no there so csba has 500 Representatives across the state we're in region 15 which is all of Orange County there are approximately I believe 15 or 16 members from Orange County that are elected as the the delegate representatives for our
107region so this is kind of like the first step so you put your name in for this step and then as the county as all school board members in the county they vote on who's going to represent for for region 15. so in February we'll get a list of candidates that we will choose pick and choose from from there who we want to represent us in those open spots so this is not a guarantee that Mrs blades or I will be on you did this last time I did this last time and I didn't make it so so we can put both of you on yeah that's not a problem okay I mean we can nominate as many as we want and there's no you know Max I bet you you know there's a process
108you have to file the paperwork sure and then we get you know bio we get what everybody submitted and then we you can you know then we choose who we're gonna support so but bottom line we can put both if you're both interested we can put both of you on this late there's no problem okay so I would like to if this is possible um change my nomination change this my my motion to Rogue I'm going a bit Rogue but I'm only going to add both names so instead of just nominating Maryland I'd like to nominate Marilyn Anderson and leanderblades to serve as our Representatives so uh I second that oh you see so all those in favor aye aye all those opposed all right so that's five plus our student board member who votes
109in awesome okay that brings us to item three I would like to elect Carrie buck as our District representative to the North Orange County Regional occupational program and an alternate I do not have an alternate well being that Karen was representative I would throw my name in for an alternate I'm a big fan of what ROP does so okay yeah this I'll second okay uh we have a uh we have a motion and we have a second all those in favor any discussion oh any discussion I'm sorry keep forgetting that I don't have anything just making sure okay okay all those in favor aye all those posed all right five zero motion carries I'll let you know what that means Miss Mr Frazier all right item number four may I get a motion if I
110think about it ahead of time but you are are representative now would you would you like to do I want to do it again it's very easy I'll do it okay so I would like to elect Leander blades as the district's nominating representative to the Orange County committee on School District organization I'll second and I will elect you were alternate before so we'll do Sean Youngblood as the alternate any discussion none for me for me all right all right all those in favor all those opposed all right motion carries fiber if you'd like I'll move into number five here number five oh yes I need a motion for number five please I move that we adopt revised board policy two four one two point one dash e designated management position second reading now second okay
111and that would be uh yes Mr Lopez if you would thank you and good evening tonight our human resources team is bringing three board policies forward for a second reading our first item is board policy 2412.1-e designated management positions you'll recall that the revision of this policy will align currently authorized positions with positions held by management employees there were no suggestions or feedback provided at the first reading thank you for your consideration of this proposed revision I don't have anything okay anything foreign looks good all right uh so we have a motion we have second and all those in favor hi anyone opposed okay motion carries five oh I'll take a motion for number six please second reading thank you second all right Motion in a second good okay thank you our second item is
112a proposed revision to board policy 2412.2 evaluation of certificated management Personnel to become evaluation of management Personnel the revision of this policy allows for all managers to follow the same board policy regardless of certificated classified or confidential status it also aligns our evaluation procedures to reflect the current Professional Standards that govern each management position as well as the district's four identified areas of leadership there were no suggestions or feedback provided at the first reading thank you for your consideration of this proposed revision all right uh discussion anything nope I think it makes great sense okay so um all those in favor aye anyone opposed all right motion carries five up need a motion oh you need a motion on number seven we'll make a motion to delete board policy 24 12.4 evaluation of classified management
113and confidential Personnel all second nope go for it okay I'll second nice okay motion by Miss blades and second buddy Mr Frazier uh go ahead Mr Lopez our third item is the proposed deletion of to board policy 2412.4 evaluation of classified management and confidential Personnel by considering the revised board policy 24 12.2 our two existing management evaluation policies would be streamlined into one board policy thereby rendering this board policy unnecessary there were no suggestions or feedback provided at the first reading thank you for your consideration of this proposed deletion okay uh anyone discuss no I'm good all right uh all those in favor aye aye anyone opposed all right motion carries five zero all right number eight let's take a motion the motion I'll make a motion to revise board policy 4140.1 42 40.1 employee
114assistance program first reading I'll second okay um sorry I keep calling you mister but Dr Lopez Mister is fine thank you tonight our human resources team is also bringing forward two board policies for revision consideration for our first reading it is my pleasure to Welcome to the lectern Human Resources Director Olivia Young good evening Predator Matthews and executive cabinet tonight on the agenda is a proposed revision to board policies 4140.1 4240.1 employee assistance program the board periodically reviews and updates policies in order to accurately reflect the operational practices of the district the revision of this policy will provide more information about the employee assistance program its confidentiality and the role of management to make employees aware of it thank you for your consideration of this proposed revision okay thank you mention anyone have anything discussion
115anything good I have a recommendation but not to actually go into the document but I've gotten some feedback that sometimes it's helpful and sometimes it's not so having a regular ongoing maybe test run where somebody calls and tries to go through the process to make sure it's happening correctly and that we're getting a good result at the end would be helpful but I like the update in this I really like supporting our staff thank you yeah if you hear that feedback let us know please because we I was at a superintendent's meeting at Orange County and that question was being asked and so because the county we want to provide quick turnaround of that service so yeah that way we can give give that feedback to so thank you awesome okay so uh let's uh
116go ahead and take a vote all those in favor aye uh any opposed all right motion carries five zero thank you ma'am okay let's look at number nine I'll take a motion for make a motion to revise board policy six one one two official school hours first reading I'll second all right it's Miss blades make some motion Miss Anderson you get the second um let's go to miss young again thank you tonight on the agenda is also a proposed revision to board policy 6112 official school hours the board periodically reviews and updates policies in order to accurately reflect the operational practices of the district the revision of this policy is driven by Senate Bill 328 which caused an adjustment to the school start times in our district we now have varied school start times by
117grade level and are updating the policy to provide flexibility for the shift in start times by grade level in lieu of setting one time frame for all School offices thank you for your consideration of this proposed revision questions my only comment was is that I just hope that we don't go past like fourth you know 4 30 or 5 o'clock for our office staff because I think that once we go past a certain point it's just not fair so that would be my only thought is as long as we keep it in that that range I'm good absolutely the only change that is currently being proposed is for elementary schools to shift actually up 15 minutes so 7 15 to 4 15 to accommodate parents because a 750 school start time perfect that's great anything
118else okay uh we'll go ahead and take a boat all those in favor aye all those opposed right motion carries five zero all right uh next section will be our business and financial section I'll make a motion that we accept the annual independent audit report for the 2021-22 fiscal year Mr Jeff Nigro partner with the audit firm nairo and Nigro PC we'll share the results of the audit with the board all second oh you got to be faster I know I'm fine okay I've got a primary and I've got a second Miss blades uh Dr Mr Giordano go ahead thank you and good evening based on the requirements that are defined in education code school districts are required to have an annual audit performed each year by an independent audit firm and that report must
119be presented at the Board of Education by January 31st for the preceding fiscal year with that said it's my pleasure to introduce Mr Jeff Nigro with our audit firm Nigro Nigro we'll be sharing the results of our 2122 annual Financial audit Mr Niagara is a certified public accountant and partner with the firm and he's been practicing for over 23 years and specialized in the audit and accounting requirements for K-12 school districts it's my pleasure to introduce Mr Jeff Nigro thank you David good evening Mr President members of the board thank you for having me here tonight uh this is better than last year when I was presenting outside in the cold oh yes yes appreciate that um so I'm gonna just walk you through the key highlights of the audit report I was asked to
120keep it under three hours so I'll do my best but I can't finish anything um but it is a pretty comprehensive report as I'm sure you've all looked at it and my job is just to really tell you what is really important and what you need to know about it and I always start off these presentations by talking about what an audit is because I find a lot of people just hear the word audit and their brain turns off because you think of negative things like an IRS audit or a forensic audit you know those are the different types of audits but that's not what this is and it's really boring it's an audit for us to give an independent opinion of your financial statements and whether they're in compliance with generally accepted accounting principles
121now the auditor gives different types of opinions the opinion that we're giving in your audit report is called an unmodified opinion which is a clean opinion that's what you want to get okay anything other than that means that there was something seriously wrong in the financial statement so a clean opinion and so you're off to a good start right after that in the report there's a section called Management's discussion and Analysis so the way I describe this section is if you're not a numbers person and you just want kind of an overview of the financial statements this is the section you want to read through it gives you a lot of comparative information about how the district's finances fared over the course of the fiscal year and a little bit of discussion about what the
122financial statements do and what they look like but again it's very summarized information now we start getting into the heavy stuff after that because then we get into the actual financial statements themselves and gasby which is the governmental Accounting Standards Board requires different sets of financial statements that present different looks at The District's finances so there's all the financial statements in there that are required I'm not going to go through them all because I would bore everyone to tears but right after the financial statements you get into the notes and that's where if you're a real accounting governmental accounting numbers nerd that's where the meat is okay I doubt very few people in this room are really that into it but if you are interested there's a lot of information in there about how the
123district accounts for various types of activities a lot of detail behind the numbers information about the district's outstanding bonds capital assets pension plans retiree benefits all that for the sort of stuff is in there so like I said a lot of detail in that section if you really want to dive in to the to the hard stuff uh after the notes we get into some other stuff there's this required supplementary information section and that's information that's required by gasby to accompany the financial statements so there's information in there about the district's stirs and pers pension plans as well as the district's retiree health benefits plans so it talks about how much has been paid over the years the contribution amounts things like that after that there's another supplementary information section which is not required by
124gasby but this stuff is required by the state controller's office and that's the agency up in Sacramento that receives and approves audit reports for school districts County offices of education and charter schools throughout California and so they mandate certain information be included in your audit and that information is presented here then we've got some other independent auditor reports and so this is aicpa written letters that basically say that we followed all the standards we were required to follow when we conducted your audit so yes we looked at your financial statements but we also looked at your internal controls we looked at your compliance with certain federal programs and we looked at compliance with certain State programs and all these letters are saying is that if we found anything where the district was out of compliance
125with any of those federal or state programs or if we found any weaknesses and internal controls then we would report them to you in this audit as findings and then that takes us to the final section which everyone usually flips to first which is the finding section pleased to report there were no financial statement internal control weakness findings there were no findings over Federal programs and there were two findings in the area of State compliance one of which I want to say is in practically every audit report that we're doing this year because for some reason the state decided that they wanted to shut down the state's attendance reporting software and not allow districts to revise their attendance reports as they've always done in the past and so the only way that districts are now
126allowed to make changes is if it shows up as a finding in your audit report so there you go and then the last section of the report is uh some items that we wanted to just mention they are not they don't rise to the level of being audit findings because they weren't significant enough of issues but they were important enough important enough that we felt to bring it to your attention um and so those are in the back of the report as required Again by the state audit guide so that's it I think I kept it under three hours but I'd be happy to answer any questions okay I figured the only person was probably uh Dave that knew everything he was talking about they fell asleep a little between that but uh no I'm
127just kidding Mr Frazier you got anything on that no I right I understood everything you said I'm glad yes ma'am my question is and I like to ask it every time we have an audit is how was the staff when you at how were they responsive when you asked for anything that you needed was there any thing that was a glitch there or that slowed you down or how did that go no I mean I will say that the audit process has gotten more um prolonged and it's not the district's prop fault it's because of the state quite frankly they have increased significantly the number of audit areas that we're required to look at every year and so every year with new and new newer and newer things it requires us to ask and and
128here's the other thing too the audit is not just the business office anymore we spend a lot of time with the education folks because we're being asked to audit things like your lcap and look at things like public hearing notices so we're spending a lot of time with people who aren't used to dealing with the Auditors so sometimes there's delays but there was nothing uh nothing that the district did that caused any delays in the audit were obviously here filing the audit report is filed required to be filed by Thursday so it's already been done so no problems especially even with the turnover in the business office um they were able to get us what we needed great thank you very much okay thank you folks uh thank you sir and uh I need to
129go ahead and vote on on this particular issue all those in favor aye any opposed all right motion carries five though I like to make a motion to approve the 20 22 23 in first interim Report with a positive certification uh positive certification indicates that based upon current projections the district will meet all its Financial Obligations for the current fiscal year and subsequent two fiscal years you can have it all right okay so with that let's go ahead and Mr Giordano thank you and thank you good evening tonight we're going to be with you our 22-23 first interim financial report and this report represents the second official revision to the district's adopted budget that we presented back in June and it also incorporates all the key components of the state's final enacted budget for the
130current year so here's a look at our agenda for tonight first we'll review with you the state's current economic Outlook followed by the key changes that occurred since our 45-day budget revision was shared back in Late July tonight we'll also discuss our first interim financial report projections some of the key budget challenges that we Face moving forward and then the next steps in the budgeting process so here's a look at the state's current economic Outlook and this information is based on the Leo's fiscal Outlook report for California that was released back on Wednesday November 16th and the Lao which is a non-partisan fiscal advisor to the legislature has relied on a number of different economic forecasts from economists to help prepare this fiscal Outlook the report provides an overall assessment of the economy and includes
131the current year 2223 and then the four subsequent years as well this year is the well as well as the last two years the Leos provided one main forecast with several different caveats or Warnings so here are the some of the key observations that are highlighted in the fiscal Outlook unfortunately the strong economy that began in the summer of 2020 has led to high inflation and in response federal reserves has increased interest rates six consecutive times through November of 2022 the increase rates have led to higher borrowing costs for both consumers and businesses and are also slowing economic growth home sales are down by one-third on an annualized basis car sales are at the lowest level in over a decade and stock prices are down 20 percent from recent highs with the economic slowdown the
132Leo's forecasting that state revenues will decline by 41 billion dollars that's across fiscal years 21-22 through 23-24 and that's as compared to estimates that were included in the state's budget Act this Revenue decline will lead to a 24 billion dollar budget deficit in 2324 with future operating deficits at the state level expected to decline through the end of the forecast period in 26-27. of course the weak Revenue Outlook will have a negative impact on the proposition 98 minimum guarantee and we're going to talk a little about about that later in the presentation so this slide highlights the Elio's Revenue estimates as compared to projections included in the 2223 budget act that was approved back in late June and as you can see from this slide State revenues are forecast to decline significantly in the current
133year remain relatively stable in 23 24 and 24 25 before growing again during the two last two years of the state's fiscal Outlook report and then this slide highlights the state's annual operating deficits that are projected in each of the remaining four years the forecast forecast period as you can see from this slide States forecasting a 24 billion dollar budget deficit next year in 2324 and then over the course of the next three years States budget deficits are forecast to climb from 17 billion and 24.25 to 8 billion and 26.27. and even though the Leo's not forecasting recession it does recognize that the weak economic environment points to an elevated risk of recession beginning in fiscal year 23-24. the Leo also acknowledges that the longer inflation persists and the higher higher that interest rates increase
134the greater risk to the overall economy in fact Delio believes that the chances the Federal Reserve can reign in inflation without inducing a recession are small and should a recession occur soon the Leo forecast that revenues could be between 30 to 50 billion dollars below estimates that were contained in the fiscal Outlook and as a result the Leo recommends that the legislature begin planning next year's budget without using any general fund reserves and identify recent budget enhancement that could be paused or delayed so here's a look at the impact on the proposition 98 minimum funding guarantee for schools based on the weaker than anticipated revenues the minimum guarantees forecast to decline by 2.1 billion next year and that's below the levels that were contained in the budget act however despite the drop in the prop
13598 guarantee the Lo reports that the state can maintain program spending for schools and provide a cost of living adjustment of up to 8.38 percent next year and due to three key adjustments first the 2223 budget act allocated a significant amount of ongoing funding to one-time activities which will expire at the end of next year and this will free up a large amount of ongoing funding for allocation in fiscal year 2324. second due to the reductions in School attendance program costs next year will decline as well and then third constitutionally required withdrawals from the prop 98 Reserve account will supplement prop 98 funding levels in the coming year unfortunately though based on current estimates the prop 98 guarantee will be roughly 300 million short of the amount required to fund the statutory Cola estimated at
1368.73 percent for next year so here's a look at some of the key changes that occurred since our District's 45-day budget revision was shared back in Late July first the final and active budget also includes an increase in the 2223 coal augmentation from 6.28 percent to 6.7 percent and this will generate roughly 1 million in additional ongoing lcf base and supplemental funding for our district beginning in the current year however the district's attendance rate has only partially recovered from the low set during the pandemic for the current year the attendance rate is still about two percentage points below our historical average of 96.5 percent or about 1.2 percent lower estimate at budget adoption for the two subsequent years 23 24 and 24-25 the attendance rates also been revised down from 96 percent at budget adoption
137uh to 95 percent at our first general or one percent below our prior estimates back in June and the net impact of these changes represents a decrease in our lcff base and supplemental funding of nine hundred and seventy thousand dollars and 2324 1.9 million and 24.25 and 2.8 million in 2526. next we're going to talk about the purpose of the first interim financial report and then some of the key budget assumptions that we use to build the report so school districts in California are required to certify their financial condition twice each fiscal year and we do that once at first interim which includes actual financial data through October 31st then we can do that again at second interim which includes actual financial data through January 31st and that first income report is due the Orange
138County Department of Ed by December 15th and the second in reports to the Orange County Department of Ed by March 15th and of course both these reports contain updated revenue and expenditure forecasts for the current and the two subsequent years as well so here's a look at some of the key assumptions that we used when we put together our first interim report you can see we've included the current year as well as the the two subsequent years I'm not going to go through all these but I do want to highlight a few starting with the salary lines if you were to take a look at our sax Financial reports you'd see the increased costs for step and column for all of our classified certificated and management employees you'd also see the increased cost for the
139negotiated settlement with our classified bargaining group is reflected as well and then if you're drill down further and take a look at the statutory light items you'd see the increased cost for calstrs and Calpers pension systems as well the statutory Cola estimated 6.56 percent this year and you can see over the next two years estimated decline slightly down to 5.38 percent and then again in 24 25 to 4.02 percent uh enrollment this year came in at just under 23 000 uh students and we're projecting declines each in the next two years of 380 students we spoke about the attendance rate earlier and we're going to review our lcff funding projections here in a bit Health and Welfare benefit costs came in at 5.2 percent over the prior year and that's based on the final negotiated
140rates with all of our Health and Welfare benefit providers and then in the two subsequent years you can see we budgeted increases of six percent and that's based on National Health Care cost trends so taking a look at our district enrollment going all the way back to 2015-16 our districts experienced a cumulative decline in annual enrollment of 2612 students over that seven year period and the average annual enrollment decline during that same time frame represents a loss of 373 students each year and this year enrollments declined by approximately 380 students over the prior year and although the enrollment declines steeper than the pre-pandemic years and percentage terms the declines less than the average experienced among other Orange County districts and that's based on the initial enrollment numbers that we got from the Orange County Department
141of Ed however we'll have a better comparison to share with the board after the calpad's numbers are released in January Christian when you look at a percent of students what that ADA looks like what is the dollar amount for that that's a great question so when you look at our total lcff funding it's a little over 270 million you'll see that here in another slide so one percent of that is about 2.7 million dollars each and every year yeah it's a big number so here's a look at our multi-year projection and here I'm just focusing in on our unrestricted operating accounts and you can see we've included the current year 2223 and then we included the three subsequent years as well and so for the current year 2223 you can see that we're forecasting and
142operating surplus of 12.4 million dollars that Surplus operating Surplus includes about 2.8 million in one-time expenditures we back out those one-time expenditures we're left with a structural Surplus in the current year of 15.2 million and 2324 you can see that structural Surplus remains at 4.15.2 million but in 24 25 and 25 26 you can see it drops down to 11.4 million and 11.2 million respectively and again the reason for the the decline in that structural Surplus and the out year has to do with the fact that our costs are rising faster than our operating revenues under the lcff and it has to do with primarily to do with the loss in Ada that we experienced during the pandemic that ADA loss is being spread across our multi-year projection of course the cost increases for step
143in column Health and Welfare benefits and then persisters pension contributions are for are reflected in our multi-year projection and will continue to increase on average about three percent per year over the forecast period and then of course also in order to be able to maintain a competitive compensation package employee compensation would need to be adjusted as well moving forward as mentioned earlier school districts are required to certify their financial condition twice each year once at first interim and then again it's second in them and there are three types of certification first we have a positive certification and that indicates the district will be able to meet its Financial Obligations for the current and two subsequent years next we have what's called a qualified certification and that indicates the district may not be able to meet
144its Financial Obligations either either in the current or to subsequent years and then lastly we have a negative certification that indicates a district will be unable to meet its current its obligations either for the remainder of the current year or the subsequent year and of course our staff's recommending the board assign a positive certification to the district's first interim report this evening so here's a look at our components of ending fund balance and this is how we project to close out the current year you can see we're projecting to close out with 128.5 million in our combined general fund of which 67.8 million is sitting in unrestricted accounts and then just over 60.6 million in restricted accounts we also have that legally restricted reserve for cash in stores set aside at 317 000 and then
145in the center of the slide you can see that we set aside some other commitments other commitment for textbook adoptions at 5 million declining enrollment at 10 million and then deficit mitigation at just under 16.4 million and then you can see we've also set aside a reserve for all of our restricted categorical programs at just under 60.7 million and then we have this contingency reserve at 18.1 million and that's going to leave us with the reserve for economic economic uncertainties of 18.1 million or 5 of our total operating budget and next we're going to take a look at the additional state and federal covid-19 relief funding that our district has received and so this slide highlights the State covid-19 Relief funding allocations that total approximately 73.2 million and of this amount approximately 48.2 million will
146be received in the current year and staff will present expenditure plans in the coming months for this funding which include the Arts music and instructional materials discretionary block grant the elop program as well as the learning recovery block grant as you can see from the chart we spent approximately 17.9 million during the last two years and anticipate spending approximately 14 million in the current year and another 20.3 million next year the remaining balance of 21 million is budgeted in fiscal year 24 25 and Beyond and will be spent by the respective expenditure deadlines and then this slide just highlights the federal covid-19 relief funding allocations that total approximately 51.7 million as you can see from this slide we spent about 29.4 million during the past two years and anticipate spending approximately 14.9 million in the
147current year and of the remaining balance in sr3 funds 7.4 million is budgeted in 23.24. and then this slide just highlights the temporary positions and services that are funded with all the one-time covid-19 relief funding that our districts receive and it's important to be able to track these dollars separately to ensure that those ongoing programs and services are not charged to one-time funding sources and so you can see on this slide we've we've highlighted here the current year 2223 and the two subsequent years as well in the current year we've charged 7.2 million in salaries and benefits 67 full-time equivalent positions and a total of 2.8 million in services and software to these one-time funding sources in the budget year 2324 that's been reduced to 4.6 million in salaries and benefits and just over 1.2
148million in services and software and so our fiscal Services team will continue to track these dollars very closely moving forward next we're going to take a look at some of the key budget challenges that we face and so this slide just highlights some of those challenges and we know declining enrollment continues to be a challenge for our district as well as other districts throughout the county the state and the nation and over the last two years alone our district enrollments declined by 1480 students this year District enrollment is down by an additional 380 students over the prior year and that's primarily in the middle and high school grade levels in percentage terms it's slightly less than the average decline experienced by other districts in Orange County when you look across Orange County enrollment's down about
149two percent and when you look at our enrollment here within our district we're down about 1.58 percent for the current year so a little bit less than the the average across the county in addition to these enrollment declines the district's attendance rate has declined as well since districts are funded off the number of students that 10 School each and every day not our district enrollment that will exacerbate our funding losses in those coming years additionally we have increasing cost pressures for seven column Health and Welfare benefits and person stirs pension obligations that will continue to place additional strains on the operating budget moving forward and then this slide just highlights the three primary cost drivers that will impact school districts as we move forward as you can see from this chart a cost for step
150and column movement persons there's pension contributions and Health and Welfare benefit costs are going up on average about two percent per year over the next two years on the other hand we have our lcff base funding expected to increase at just over one percent on average over that same two-year period And so with expenditures forecast to rise faster than our operating revenues over the next couple of years that structural Surplus will be reused that's absent additional funding that we may receive from the state and or reductions that we're able to make at the local level and so here we'll wrap up with just a look at some of the next steps in our budgeting process and so again this evening we're asking the board to consider approval of the district's first interim financial report in
151mid-march we'll present the second interim financial report and again that will include updated revenue and expenditure forecasts and at that time we'll also be able to share with you the governor's January budget proposal expected to be out on January 10th and then in early June we'll have our public hearing on both our low control accountability plan and our adopted budget and then we'll wrap up and present both the adopted budget and the lcap for the board's final approval the last meeting in June and so with that I'd like to open up any questions the board may have okay any questions so we've gone back a few times on this which has been very helpful uh giving me some information you made mention uh a couple of different times about the one-time funding going out that
152the additional 41 41 million that's in the budget that potentially some of that is going to be come back as ongoing funding but that is not included in these figures moving forward yes so so uh the monies so let me go back to that slide yeah I think it was uh page five or slide nine okay this is a good slide that reflects it so if you look at these are the State covid-19 Relief funding sources and if you look at the very last three uh three items on there the Arts music and instructional materials discretionary block grant the elop program and that learning recovery emergency block grant they all have different expenditure timelines and so uh the the dollars are budget across the multi-year projection and I could provide you a breakout of exactly
153what's budgeted in each fiscal year but it's spread across the multi-year projection and so but each each program is a little bit different the elop program for example is ongoing funding and uh we'll receive that funding each and every year whereas those other two programs are one-time funding sources and we'll have to budget it you know appropriately over each of the next few years is the ELO contained in the projections going forward the elop is it is it is correct and it's on you know when we review the uh the budget this evening we're really focusing in on those unrestricted operating accounts that's really on the restricted side and so when you pull the budget book and you review that you'll see those numbers reflected there okay perfect thank you all right thank you Mr
154Giordano um well if there's no more questions so let's go ahead and take a a vote all in favor aye all opposed all right motion carries 5-0 okay that uh brings us to our human resources uh number one I'll um make a motion that we Sunshine the association of Placentia and educator certificated bargaining contract for the 22-23 school year I'll second okay we have a motion two and a second all in favor aye aye opposed okay motion carries five zero uh number two I'll take a motion go for it I'll make a motion to Sunshine the Placentia Yorba Linda Unified School District certif certificated bargaining contract for the 22-23 school year okay we have a motion and we have a second Mr Frazier uh was motion one and uh the second by Miss Anderson uh
155all in favor hi hi any opposed all right motion carries five zero okay so before we get into our board discussion can we uh go ahead and take a break real quick uh let's take about five minutes uh restroom water and uh stretch our legs yeah all right we're gonna go ahead and get started again folks uh our next section is uh about board discussion on the possibility moving the start date of school so uh let's go ahead and chat about that a little bit Dr Matthews let's have a chat okay very good so uh good evening again president Youngblood trustees and executive cabinet members so I have spoken with uh many of our constituents about moving up to school starting date we even have a petition from parents assigned by over 500 community members
156about moving the school year up I want to make it clear that our this year's calendar is obviously set next year's calendar is set and so the earliest any change could possibly occur would be in the 24-25 school year and both this year's calendar and next year's calendar are on view at our district website I've been a part of two changes like this both in Santa Monica Malibu and in Manhattan Beach I I do believe the changes were positive for students to move it earlier in the school year but both the changes were extremely challenging and so they're not easy changes to make and they required a great communication among stakeholders and opportunities for input so tonight what I hope to hear from the board is whether or not you were interested in bringing this
157back at some point for for their study if you want us to go and have the communications with our employee groups you would need to have and with parents that we would need to have about this and gather feedback for you or if it's just something that at this point we'd like to you know just not not just because at this time so I'd like to hear one of those two things from you as we go forward so some possible benefits and challenges to this first of all starting school earlier would put us more in line with other District school districts in the area in the 2223 school year we began school on August 30th um that makes us the latest unified that's TK through 12 School District in Orange County and for examples uh
158during the week of August 15th we had nine districts start and you can see those districts there uh the week of August 22nd there are two unified districts that began school that week and then the week of August 29th it was us and so um uh so it would put us more in line secondly and there's lots of other smaller advantage to this too and to me the biggest change that we saw in terms of helping students out was that if we do it right we can make the first semester end if we're looking at this school year final exams would be next week and we would in the school in in the first semester before winter break and what that did for students in both my previous districts was it gave them a true
159winter break where they weren't studying for finals they didn't have anything looming over them and I I heard personally from dozens of students saying that was a game changer for them because you know school's stressful for kids and so to have that change was a was a big deal for them um it would mean that the first semester would be slightly shorter than the second semester but we do have testing in the second semester and they don't have to be equal and so that's always one of the things out there too um there would be more time for students to prepare for AP and IB exams if we started the school year earlier because those tests are always set in early May that being said our results are really good and so I don't know
160if that's that should not be our main reason for doing it but I every AP teacher would appreciate one or two more weeks to prepare their kids for that I do know that we do have conflicts right now we have some students who want to take courses at local colleges and those colleges begin in the summer before our year ends in in the spring and so that would help them out and finally for parents who are athletes we know that summer practices start in in August or or even Late July at some points and so starting their school year earlier would mean that families don't need to take as much of their summer away because it would be closer to the school year when we got that in and then so but there are some
161challenges with this and the main challenge is this benefits high school students in many ways it's a great thing I I believe for high school students it has really no benefits for elementary students other than the fact that those elementary students will eventually be high school students right and so it does benefit them that way and I've heard suggestions of having different schedules for elementary and that's just I mean you keep families together that's what we do so this is a unified effort with all along this and as I said at the very beginning the transition can be difficult because um basically if we were to do this in the summer of 25 uh or 24 you you lose a week of Summer and uh I don't know any uh student or teacher out there
162or probably mom or dad who's going to appreciate losing a week of Summer but you get the you get through a transitional period and then it's set and so I can't answer some questions you might have based on my experiences with it but I look forward to your this conversation any feedback you have and whether or not want me to start start talking with our stakeholders and bringing it back to you at a later time I had a question when if we did transition to this and we lost a week of Summer can we make it up and get like can we make it up somewhere around that Christmas time of that year and like have three weeks so that was Placentia Buzz was a buzz today about good um you know the Christmas date
163of being December 23rd and not having a whole week and so everything's established there's nothing we can do but I was but somebody was like we go three weeks at Christmas so I was wondering if during that transition like if we lose a week and we say well you're gonna lose a week of your summer but you're gonna gain like maybe three weeks to Christmas in that transition is that possible um so I I think what you're and I I kind of I've never heard the idea before and I kind of like it because the idea is make it up at Christmas and therefore the school will be able to kind of end at the same time my only caution would be my advice would be to make that a transitional period only right just
164for that year right just so it's like you feel like you've found just you know if you read the book If You Give a Mouse a Cookie right um three weeks is nice it's not that great for instruction it's not I mean middle of the Year stuff is not that great and so um uh but yeah traditionally it could be an outstanding a kind of a placating idea right yeah but you're still you'd still lose that at the end of the year so even if you're going back to the next year if you've added that week in the middle you're and if you go to the next year and you're doing either one or two weeks you're still losing it again so it doesn't eventually eventually you have to lose a week yeah they'll be
165paying eventually yeah but I mean but yeah yeah we could look at some Alternatives like that and just so you could see what those might look like I was just trying to be class look at you it's ongoing I parent of kids that have gone the two high school students and now a third one it I am 100 for this so that they have a break during the winter it's there's nothing more frustrating as a parent and as a kid that you don't get that break everybody else gets a break in the world and our kids in high school don't they always have homework to do they're always things that they're catching up with I mean my daughter and I last night were planning about you know we got this two weeks and then from
166there what are you going to get prepared for for the next semester so I and it just I hate that I I they really deserve a mental break and so I am totally for for changing it for them I think that if it impacts Elementary eventually when they get to high school they'll appreciate that I do like the idea of stepping it though if we were to go to two full weeks doing that in one year would be excruciatingly painful um but I think that definitely we need to have that discussion and and ending it at the semester would be awesome yeah and definitely the parent input the community and all the staff and everybody's input for sure I got feedback from a few teachers that have that teach in other districts that have kids
167in our district and they welcomed it saying that would be great because you know it's on the same page and they don't have to find that interim child care but then I also had people that were like they like how summer ends at the hottest part and there are other districts that aren't close so it was it was really mixed feedback so we need to get a lot of that's right of feedback from people but I I'm I'm not against it I mean like you mentioned like this year we had I think two football games before school even started which the stands were pretty empty and that was kind of like that's a bummer yeah you lose those two weeks so but I grew up in Indiana and and we started it way earlier and
168we were done by the end of May um and so it was a really odd transition coming out here but honestly I I liked being done you know and having the whole June in July and not the way it is here so I don't know it's it's just it also aligns with college I mean I think that's one of the bigger things is College semesters are done at winter break yep right and then they're done by May so I really like the idea of ending the semester at Chris during the holiday break but also really cautioned like trying to be too aggressive too quickly like do a week wait a couple years um and then and go uh and re-evaluate um I had a friend at Garden Grove and they they moved their District three
169weeks up three years in a row losing summer vacation and it was hard it was a lot to take on and um I might have had my facts wrong so don't fact check me I'm gonna say nine weeks every year she's like we lose another week you know and so I just say if we do something like this let's take it a week at a time and try it out and see how it works get acclimated and then you know discuss going you know the further week but especially when kids are already starting all their activities before school starts we're already you know we're already at school so we might as well start it okay but I do want to hear from the community sure let's hoping somebody came tonight to put some words in
170yeah we got two well now that's a good question 23 24 is set when do we have to make the decision to start in 24 25. well I don't know what our history is here but I mean people are I mean if you if we're like most places and I haven't got these questions yet uh people are already looking for that 24-25 calendar right people are making some people are making plans for them so do we have yeah yeah so I I don't think it's too early to start looking at that for me to for a late spring decision or something like that and people can mentally prepare honestly for that's right okay we know in a year I'm losing a week or whatever okay also I think it uh may cut down on some
171of the student attendance problems especially around those holidays yeah yeah families are already planning their vacay and uh they've got to pull their kid out of school to uh to go do it so that might help us in that long long run right all right well I'm clear on the feedback thank you very much and uh so we'll my next effort will be to uh start reaching out to our stakeholders and I'll keep you posted on where we are okay thank you very much excellent thank you Dr Matthews okay um that brings us to our consent calendar uh the actions proposed for the consent calendar items are consistent with approved practices of the district and are deemed routine in nature the trustees received board board agenda pack backup information in advance of the scheduled meetings
172and are prepared to vote with the knowledge uh on the Block items so I'll need to have a motion yes okay others okay all right so we will uh with the exclusion of number 18. I'll make a motion that we approve the consent calendar minus 18. excellent I'll second okay all those in favor aye aye all those opposed all right so uh motion for 18 please I'll make a motion to application collaborative grant program and the interagency data sharing agreement through June 30 2026. I'll second all right so motion made by Miss trustee blades and seconded by trustee Frazier you want to go ahead and talk to us yeah um I I was asking for more information on this this and I didn't know if we could hold this item just because I was wondering
173if we could get some parent feedback just because data selling data and you know parents releasing data about their children I just didn't feel like it was um I just don't feel comfortable with the decision because I know how kids are how parents are about their kids privacy and the data and essentially our numbers guys they're going to give us 320 000 and I think that was like 11 or 12 000 a kid to collect this data and I kind of kept looking on there and from what I was reading it almost sounded like they just needed one like K through 12 school district one Community College one UC to make this whole plan work so I just wasn't sure if if time was on our side for us to hold this and maybe ask
174the parents or ask if if they're comfortable with this it just seems like this is kind of a privacy issue and so I was just I just want to pull it and see if we can get more information or see if parents are okay with this before we decide to give away the date of our entire School District so I I appreciate um you know some of it but there was other stuff in there that wasn't just School related it said had some health services in there it had some other stuff that I was it looks like they might be collecting data on other things besides school so I just wanted a deeper dive and maybe some parental input I would agree more information is better on this we can absolutely gather more information I
175think if it helps at all I can provide just a little bit of you know additional background I know there were some questions that were requested but I think the first part of it the only uh the only organization that we're sharing this data with is ocde and so you know they already you know have access to a lot of that data I think what's you know this is something new that they are you know taking the lead on and essentially there it's it's in their um their process of being able to develop a consistent data system that really would would ultimately straight across the entire you know County and all districts ultimately the data that they'll be collecting is going to be a part of the California dashboard uh in in the coming years
176as part of the information that we are required to report for the College and Career indicator to you know really prove and show how we are preparing our students to be College and Career ready and so I think the first piece of it is that we're only sharing it with our with you know ocde so I think you know that's that's important and thankful for us to know and the other piece is that the majority of it is disaggregated so it's it's really that they're looking for you know information to kind of get a sense of how many of our students particularly our uh you know under underrepresented students are significant populations looking at our sort of English Learners our you know our lower socioeconomic disadvantaged students to really get a sense of how many
177of them are taking advantage of uh those uh programs that you know give them more access to our College and Career you know reading us so whether it's a four-year College you know once they leave high school or their ability to you know really get higher paying jobs through the skills that they're learning through some of our you know career Pathways at our own high schools and so I think you know that that you know hopefully gives a little bit of the background behind you know the why and you know why they're even you know providing this funding to schools but more importantly why you know they want you know that data and a lot of that data really will be just along the lines of you know enrollment and attendance you know and how
178many and of those students within our district are are accessing and and being enrolled you know in some of those programs that we offer um the data that they'll be collecting or that we'll be providing will it have any identification numbers associated with it or are they General numbers will there be names will they be able to trace it directly to a student right so we you know that we we did have that discussion with Orange County in fact a follow-up conversation with them today to verify and also specific questions so I mean obviously initially if they are looking at some of the individual student data you know it it would be aligned you know to a student's identification number initially but they use the term scrubbing they scrub the data and you know the
179moment they receive it because they're not interested in aligning it to an individual student it's really just about you know having it disaggregated right to have the overarching averages to tell the story um and so you know we that could be something that we you know we could go back to them to just you know have that verification in writing that you know we really are only going to be presenting that data you know as a overarching averages disaggregated you know the term that's utilized as well as maybe some cyber security piece of it as we're transferring data back and forth what that looks like and the ability how it's being done to be to to make sure it's safe absolutely right and I know that is a part of what they're required to you
180know to ensure and I believe that may even be part of the the contract that there you know are safeguards that are written into the agreement that we you know sign with them um and so you know that that's all a part of the FERPA you know at you know guidelines and agreements that they're required to abide by um so we can absolutely you know insist on those guidelines and recommendations my question is if they're getting the data already why do they need to pay us for it again yeah that was my question that it just seems a little odd it is additional data that they don't already receive and so you know a lot of the data we do that you know we have to provide them already as part of what we you
181know have to put into towards the California dashboard is there but there is additional data that they have not been able to collect which is ultimately going to you know give them the information that they need and that is specific to student groups you know and and the percentage of those students who are accessing those programs so it is it is in addition to what we're already providing and they're not necessarily paying us for the the data you know that the money that we use once we receive that those funds is specific for us to utilize to uh to bring on additional staff and additional resources to continue number one to you know provide the programs that we give and more importantly uh to bring on additional clerical staff and admin staff who can help
182us with the collection of that data and to ultimately it helps inform us and our best practices as well you know I mean it's a lot of that information we are already looking at through our close the gap you know committee to identify what supports we need in place to provide those services for our students that you know also media just gives us the additional resources for staff you know who can help with that process is it restricted to personnel I I it's not yes it is they do want us hiring you know additional staff specifically for it they are restrictions within it but the majority of the funding is required are there restrictions to who we have to hire no no we get to decide that it is there is a requirement that's it's
183an administrative uh role and then a clerical position as well but we get to you know choose who we're having to do that 320 000 would cover those two positions correct yes but it's a one time right it's not ongoing no it's ongoing oh this is ongoing this will continue this yeah I'm going to look over to our High School director just to be sure it is ongoing right right Gina for four years thank you okay so right now we offer a sampling of work-based learning experiences for our students so for example at Esperanza High School in the medical Sciences Academy students participate in externships in their last year of the program at Valtech students participate in internships in the summer but we don't have work-based learning opportunities in all of our programs so the
184core of this grant is a work-based learning expansion and so whoever we put in that role their primary goal will be to be a part of the Consortium at the Orange County Department of Ed to work with the representatives from the other districts and start to work and network to build more work-based learning opportunities for our students so when you look at I'm most familiar with Esperanza's programs obviously because that's where I came from the engineering and Manufacturing Academy there's great opportunity to provide work-based learning experiences in our community for those students but we have not had the ability to do that yet so the person put in place as a result of this grant that will be their primary role is to work with the community to establish those opportunities for our students so
185we are not paying for data collecting data is a part of this because it's really growing those opportunities in the community and the workforce for students to give more of them that opportunity to be College and Career ready so it's all connected to the dashboard and to the opportunities for students but there is a strict requirement of what that person will do and that will be their primary role so hopefully so it's geared towards CTE it is CT yes it's it's a work based learning opportunities is the primary focus of the grant that we apply for does that help I I think that you should probably write for them so we can have that was very good yeah I think more information and the cyber security piece is important like what is the data and
186we'll come back postponing it to the next meeting are we at risk of losing it if we do no I think it'll just what we're delaying is the receipt of the grants right so it'll just be put over another month but can we just we feel comfortable like sure sure you know absolutely I don't know people are very private we just want to make sure I just want to make sure everything's good absolutely but it sounds like a great program and I really think you should probably be writing what the program yeah I'm interested to see what it'll look like at the end and how we can improve work based learning so yeah we're super excited too and we've already in our on our team we've been brainstorming ideas of where we start and which
187academies we really need to start developing these opportunities for students for so I think we can put together a really good summary for you and just on all the questions I've heard I feel good about I'm coming back to you with responses and you'll see the benefits of of it for students awesome thank you Miss Aguilar appreciate that I need a substitute motion right we could just um or you could all you could amend your motion like we did before just to say but maybe we'll continue this at the next meeting amend my motion to continue okay do we need a second for that maybe yeah you did it you said yeah I'll second again okay so uh the motion is amended to be talked about at the next meeting awesome okay uh everyone um
188do I have a vote on that uh everyone sure yes yes yes yes all right okay thank you yes any negatives any knows all right 5-0 awesome so that leads us to our adjournment I'd like to get a motion um and I believe there's we got a special adjournment however in memory yeah if you look for the about the special agreement oh gotcha I'd like to motion to adjourn the December 13th 2022 Board of Education meeting in memory of Edward Hernandez substitute special education Aid Second if I may we were recently made aware the passing of a beloved and well-respected substitute special education aide Edward Hernandez he was a long time Community member parent and was a constant precedence throughout our school district and so we were wanting to join the meeting in his honor
189okay um Merry Christmas happy new holidays yeah happy New Year merry Christmas happy New Years and uh all in favor hi any opposed motioneth passed and we were adjourned at 10 20.
