003action taken in closed session during closed session this evening on a motion by board member case beer soleno and the second by board member Gaby by by a vote of 7-0 the board took action to accept the resignation retirement agreement of a classified management employee okay uh religions to the agenda and or enclosures there are revised media handouts for tonight's meeting enclosures number two three five ten eleven twelve and fourteen the next item on the agenda is Spotlight on good things happening in the district this is enclosure number one superintendent kirkstrom all right well good evening president Guerrero board members uh pleased to present tonight our Spotlight on Visalia Unified sure that's working I want to begin with a couple of announcements one we just got information this afternoon uh very pleased to be able

004to report this that the governor did rescind one of the last remaining executive orders uh related to covid which was still requiring that school systems and other entities test unverified employees and so that has now been rescinded taken effect almost immediately on Monday the 17th many school systems school boards district offices had been lobbying this to happen and so we're pleased to announce that that has now been rescinded and it was announced and shared this afternoon so good things on that also want to talk a little bit about board policy as we talk about focus on uh the spotlight on the USD so you know as a board our board creates policy that our employees and District follow and so we became aware of a flyer that was available on a campus and we have

005board policy specifically board policy one three two five a which covers advertising and promotion and so it spells out a process for approval of items that are distributed on campuses and in this case that did not follow policy and so that situation was addressed and we have since informed our administrators and others of our policy to make sure that everyone is clear and understands the importance of following policy and why we have policy in the first place so I just wanted to mention a couple of those things because I know that there have been questions and concerns and other things related to that so I wanted to share that as well and so for our employees going back to the first executive order that's now been rescinded our department will be sharing updated information about

006that if they not if they have not already shared that so our employees will not have to be coming up and submit to testing this will also apply to volunteer years and so very thankful that that will also apply there as well so getting on with our Spotlight want to start tonight again with our direction for this year moving forward together with Clarity and our priorities on be ready be present be successful and be connected our agenda for this report is of course Spotlight on vusd so I want to start with a fun event that we had a couple of weeks ago we have now started a Hi-Fi Friday as we're calling it once a month where our district team is going to go out to our campuses and just give a high five to

007our employees our kids I think it helps connect our district office to what's happening in our schools and also helps our schools and our students see us and as you can see we got really fancy we had some organization in there and so kind of created a little funnel we did have to take a couple of kids back through there they were a little intimidated by the funnel I don't know why you would be intimidated by that but they but they were but then you know they came on through and uh but just what a great way to start the day and our teachers also ran through the tunnel as well and so um you know this connects to our one Visalia connected initiative where you know part of that is we want to make

008sure that we know every student and staff member by name and we know how important that student teacher District all of that relationship is and so looking forward to continuing our high five Fridays every month and the next School uh in a couple of weeks so looking forward to that another thing that's so critical are our employees both are classified and our certified employees and so new this year we decided to do what we called a blitz and so we created note cards that just simply said Thank You For Being and choosing Visalia Unified so we have hundreds of new employees this year some are first uh it's their first job some you know maybe chose Visalia Unified and so over the past few weeks during one week in particular we went out and visited

009new certified employees it was unannounced many members of our Board of Trustees joined us and all of our district team fanned out over the course of the day to surprise our new teachers and just simply say thank you for joining Visalia Unified we know that when employees are engaged they're more likely to stay and be confident in their work and also we did the same thing for our classified just this past week and had the opportunity to go out and say thank you to them and I can tell you uh personally and I'm sure some of our trustees will comment on this as well um we we went to uh trustee Gaby and Villegas and I went to one school and uh the the individual was worried he thought he might be in trouble um

010here we're here were all of us and so we immediately felt kind of bad about that but we're like oh no no and this is his first job and I think he had said he had been working for months uh first full-time job thinking about what he would do and uh was just so excited and had so much pride in being part of iso Unified and I believe maintenance custodial type work and what he does you know as I shared with him is so critical because those employees who work behind the scenes ensure that our teachers and our students can do what they do every day and so we wanted all of our employees through this process to feel valued and it was a very worthwhile experience and I look forward to seeing how this

011will continue to involve as we work to make sure our employees know just how valuable they are so a couple other things around the district instruction of course as we talked about that's our Core Business that's what we're here to do make sure our students are learning our fifth graders that didn't in that first photo on the left there you can see engaging in some Socratic seminars also had a chance I don't think have a picture of this but to go to El Diamante and see some excellent Socratic seminar questions as well with some students debating cell phones and some other usage so I took away a lot of information there uh also Redwood High School had its homecoming game congratulations and they won uh great school spirit I've been to three High School football

012games so far I've got one more school to go but I've been so impressed with our students coming out and just showing support for our teams and I look forward to engaging in other activities uh I've yet I'll be heading to a water polo game that will be my first experience seeing a water polo game so I'm excited about that uh also VTEC our principal Davis with Wally the Wolverine is their new mascot they had a great welcome back to school dance that evening and uh he just simply says how wonderful it is to have school have students back in school for that full experience and then a couple of us uh board clerk Walter gamoyan as well had an opportunity to attend the automotive Pathways they were hosting interviews for internships and it was

013just great to see so many of our students when we talk about one Visalia connected our community coming out our amazing teachers who teach these Pathways in our College and Career programs did such an excellent job and just the skills that these kids learn that they're able to then take and apply to whatever career they might be interested in is just invaluable so shout out to all of our teachers and our Community Partners and part of our one Visalia connected initiative is how we are going to expand those opportunities and we'll have having round tables with our businesses our Civic Partners religious Faith Partners all coming up later in the month of September so we're excited about that also want to share oh is there a video oh it's okay I was like I didn't

014think there was a video that threw me off here for a second it's just an interactive how you know we're we have a Communications team and so now we have uh fancy items but I wanted to say our board and Community have made it clear that academic success is the top of the list and one way we're preparing to strengthen students reading is through this readership partnership with the Tulare County Office of Education this partnership is at all of our Comprehensive High Schools and it really encourages kids to read find literature that connects with them um and so that kids can see themselves and just you know we know the value of reading and getting kids hooked into that and so thank you to our curriculum instruction team and those participating teachers and principals for

015beginning the year and continuing with your focus on reading and also thank you to the county for this partnership and then Spotlight on engagement just again an update of part of the commitment that I made incoming in my entry plan was to continue the conversations with our stakeholders and so that will take various forms as we move through my time with the district and how that is beginning right now of course we had some Community meetings and then now currently working to get out and engage with as many of our service service clubs and Civic organization groups as I can and so have presentatives or optimists Club I knew that would happen I apologies uh Latino rotary in West Valley Visalia Kiwanis I also met with the mayor and city manager and also got to

016go out with our Pro youth after school Partners where we have over 3 000 plus kids now students participating in our after school activities there were things like sparring there were Sports there was academic help um you know there is something for everyone in Visalia Unified is what I like to say and I I believe that through our Community Partnerships and so it was a great joy and I appreciate our partnership with the city as well and then also it was very hot but we did have a uh thanks to Visalia Education Foundation uh Visalia Knight with the Rawhide team and um we did have a few folks come out we're going to look to do it again in the spring uh where you know the weather might be a little bit more agreeable but

017there was shade and I made sure to tweet that out there was some shade there were some misters so there was you know availability to cool down a little bit but again we just wanted to thank our teachers we had over a thousand free tickets available first come first served our employees uh and so for those folks that were there I know they had a good night and also want to want to say how important our partners especially Visalia Education Foundation is helping to support Arts grants and grants for teachers scholarships and other things and so if you're out there looking for an organization or a cause to support or donate to I encourage you to look at Visalia Education Foundation and they are on the web at www.visaliaphoundation.org and they can give you some

018more information so we thank them for sponsoring that night and we look forward to repeating that in the spring and so finally Mr President that concludes my report our next item on the agenda is Vice City Unified School District beliefs and commitments second read and closure number two Mr Shrum all right well while that comes up this is the second read of a very important item so about a month ago at our board Workshop our board began the conversation around uh what they believe in and what they're committed to and I almost think of this as almost like declaring uh statement so to speak right so if you don't declare statements or you don't have goals or you don't have Direction you don't know where you're going any road will take you there and so

019really this is foundational to the work that our board will be doing this sets kind of the framework through which everything we can look at kind of the lens right does it fit our beliefs and our commitments if it doesn't fit our beliefs and commitments then it might not be something we should be doing but if it does fit our beliefs and commitments we're able to articulate why and how it connects and so our board has done great work with this once this is approved this will now become part of that compass slide that you see that has our priorities for the year we'll now also have beliefs and commitments so every report like you're seeing today on this slide will have this plus this next piece on it as well always is our grounding

020document we have made a couple of modifications really just language Choice from the first presentation and so again I just want to orient everyone to what we are now saying we believe and we're committed to doing as a district this now compels the work that we do as staff because this is what our board says and what our board believes in so I won't read all of it but I will read the three uh bulleted and then folks can see the rest I'll highlight where we made a couple of modifications so we believe all students can achieve at high levels and demonstrate continuous growth so for that to happen we're committed to those actions right providing high quality learning experiences and equipping staff with the tools that they need to be successful family and Community

021engagement is key to Student Success so we're going to provide our families and communities Pathways of connectivity to our educational system and facilitate timely communication to our families our families can't help if they don't know what they need to do or how they can help right so this is saying like every six weeks are we making personal contact with families when a kid is falling behind it's things like that that help parents be invited into the educational process and so by saying that as a belief and something we're committed to then as a staff we have to make it happen and then learning environments safe supportive and innovative and so you can see there we want all our students to have both physical and social emotional safety in school academic supports necessary learning environments that

022drive Innovative practices and then all students known by name welcome each day and connected to meaningful activities which is of course our one Visalia connected initiative so aboard this is second read for this item so Mr President I will turn it back over to you this concludes my report for any questions and action so this is a action item and we do need emotion emotion motion Miss Blair second by Miss Nader all in favor motion carries um student board member voting yes 7-0 thank you yes our next item is enclosure number three and that is revision to board policy 6146.1 High School graduation requirements three-year math requirements second read of closure number three Mr Mark Thompson you got me good evening for president Guerrero board members superintendents from community members and staff it's a good

023it's a great honor for me to be here today to actually present this it actually goes right along with what you guys just put out as your belief statement your first release statement says we believe all students can achieve at high levels and demonstrate continuous growth and that's why I bring this to you tonight this is a second read most of the material is the same there's some couple that are a little bit different and I'll kind of go through those tonight just to start off though I want to share that this proposal as I start for the three-year math requirement starting with the graduating class of 2028 which is our current seventh graders which is a change and I'll explain that change in a few moments again forward together with Clarity we have our

024four be ready be president be successful and be connected I really want to Target in here on being successful students being successful in their math and also in their future careers as well our agenda here um looking at the cast data looking at a through G Mass sequencing current math enrollment and then changing our reality so our first one is looking at our cast bands we looked at this last time we did share that this is where our current reality is our current reality is we have 25 of our students are at or exceeding in mathematics and that is something that that's our Baseline coming out of covet that we need to improve and so that we want to directly share that uh one thing I want to show is 11th grade which is an

025area that we're going to be talking about tonight as well uh through high school but it also affects Junior quite a bit is uh many of our students in our current system don't always have to take a junior year and that and the Caps test is giving in their junior year so that is important when you're taking a math test to actually have math classes for that year so you're prepared and ready so that is something that that is for consideration here a through G compleaters so an a3g completer is a student that is ready for UC system our CSU system currently we had 43 this is last year's data we had 43 of our students that were a through G ready and the primary reason of those 43 are for the other 57 percent

026of those students that were not a through G ready was because of their math requirement they did not have enough math to to meet that requirement so that was that's the concern that we have and why we're looking and and proposing a third year math foreign the sequence that we're sharing so this is a traditional sequence right here this is if a student just took math eight in eighth grade which is a traditional way they would take integrated math one as a freshman as a sophomore depending on how they did in integrated math one would be an integrated math two or integrated math 2 honors and then after that they get choices and so that's really the focus here math one and math two is a requirement that's actually a state requirement for all students

027to take math one and two uh for a traditional diploma and then there they get the third option which as you can see there's a very robust opportunities there that can give them different things things like integrated math three honors AP stats sports stats personal finance and integrated math three so they have different varieties on what they would like to choose but they do provide them to make them eligible eight uh a through G ready we also have some Advanced Learners right and these are students that accelerate meaning that in eighth grade instead of taking math eight because they have mastered those standards in seventh grade they are now taking math one um as an eighth grader this was for some questions uh last time that you guys asked the question we have done some

028research and made sure that it is compliant with a through G um and also with the nc2a that we can put that we can make this math one in eighth grade what we will need to do is put it on the students transcripts so that way it is recognized by a through G and also nc2a that's what we're proposing that we would do so that way students would have that it would not only account for their High School graduation requirement it would account for their a through G along with their nc2a going forward so those students are looking at again taking math one as an 8th grader taking math two honors as a freshman and then they begin to choose their pathway of where they want to go uh determining on what their plans for

029the future are foreign we also have foundational track which is maybe students that struggle a little bit with their math we have math principles that we do put in there that would count as one year of math math one and then taking math two so the student could complete in that track as well um or we also have our special education track that does provide a little bit slower Pace but still rigorous content that's there uh keep in mind not all spread students just fall into that category we have special students that range in a variety of things that maybe just need a little bit of support and they're in the foundation or they're even in the higher ones so it's not just because that says sped that all of them are in that track

030it depends again on the services that they need to make sure that they're successful things so juniors in math one thing we were sharing last time is as we pulled data we were showing um about 89 of our students are already currently taking math and taking a third year math now again some of those are students that uh that are remediating or supporting in that but as we're showing students are already taking it and and they're already working that way so this isn't a ginormous shift as many of our students are already doing this then secondary schedules and course sequencing as you can see right now if you look up there um we have a lot of opportunities for electives which is an amazing thing because we want our students connected and electives are an

031important piece with that of that but as you can see especially um freshman year they have two electives uh sophomore year does become challenging as that sometimes is a bottleneck there and that's something that we will continue that we are going to look into and how we can look at that and maybe adjust but Junior and Senior year you're looking at three to four electives um just a topic on this currently right now uh data that I pulled today um is that 74 of our seniors right now have an open Period so most of our students have that flexibility have that in their schedule and opportunities there to take an additional class if needed last but not least is the college and career let me get to that note is our College and Career um

032let me get there if they're prepared for College and Career which is we had 54 there's eight different ways that you can get College and Career ready five of them which is option one five six seven and eight require that you at least get a three on stand on your s back test that's why it's important for them to have math classes in junior year so that way they're prepared and ready to go for that um and and it's just an emphasis math and Ela is a big portion for them to be College and Career ready the only other ways that they can do that is through AP classes passing AP classes or taking college classes and passing those as well is the main ways here that they can do that regarding the math requirement

033so as I conclude here just wanted to say the whole purpose of why we did move it back to 2028 was because we do realize we have 8th graders that are currently sitting in classes and we want to make sure that they have everything they need to be prepared for this if for this change if this change does happen which is why we're asking to do with seventh graders our next year's focus is going this year's focus is going to be focusing on our our seventh and 8th graders and making sure that our robust programs are set up there also that math one that is offered at the eighth grade level is consistent with our high schools and that it is able to go under their transcripts appropriately because we want to make sure they're

034a through G and NCA ready on those areas so hence that was the reason why we did back it up also gives us a little bit more Runway as we move forward in this but we're very excited at this opportunity as I stated at the beginning we believe all kids can learn at high levels and This Is Us believing that um in conclusion I'm confident that our students and teachers are able to meet and exceed the third year math requirement and at this time I'm going to hand it over for closing comments to uh superintendent Trump thank you Mark so a couple of things I want to mention again policy drives systems change so there are some changes we need to make within our system that's our job to do but it's driven by policy

035so tonight we are recommending a policy change to bring our district in line with over 66 percent of other districts across California two-thirds of the students in California are already in districts that have this requirement um I will also say a couple other things you know it's been about 20 years since uh policy graduation policy in Visalia Unified was changed and that was when English was added and at the time there were some of the same concerns well can our kids do it can this or that and interestingly enough the public policy Institute of California had a report in February of 21 titled does Raising High School graduation requirements improve student outcomes and what it found was in fact raising the standard not only improved student performance but it did not increase the dropout rate

036or decrease the graduation rate what that says what that research confirms is what we all know is when you set expectations for students with the right supports they rise to that expectation right now we have the lowest standards possible in the state of California to graduate I believe in our students and as a former teacher I believe in what our teachers are capable of we take students who don't know our material right if they come to us and already know everything then what's really the point of what we do as teachers I am confident that as research confirms when we improve the expectations for our students with the right supports in place we're going to see their performance improve we have demonstrated as Mark has shown that this will not impact students ability to take

037elective courses or participate in all of those things that make school a special place outside of student learning he mentioned the fact on the senior schedule I'll also mention a fact right now I believe Mark correct me if I'm wrong but 14 of Juniors have within their schedule a whole period where they are assisting teachers so am I I think I'm right on that so when we say there is room to do this and still be able to participate in all of those things that make school well-rounded uh we have data that supports that now will this take some work of course it will take some work part of the reason that we are asking the board for the year of 2028 is so that we can make sure we set our kids up for

038Success so that next year's eighth graders this year seventh graders when they go into math one in eighth grade now will be on that track so that they can have that as their credit go on and take math two and three or whatever you know their path may choose um and so you know again I will just say um I appreciate the work of the staff uh from looking at student transcripts to analyzing data um we found some things that we need to work on we found that some of our students repeating math actually passed the class but might have been misplaced and so we have things that we have to work on within our system but this again policy drive system change so by having a policy that compels us now to work on

039some of the system changes and again at the end of the day nearly 75 percent of our students are already taking a third year of math that's not repeating so this is just the beginning of a journey I think we are on in Visalia Unified to ensure that when a student walks across our stage that they're prepared for college career or whatever they might want to do and that we create a system because we are a system where a majority of our students may not have someone at home who is able to tell them the importance of taking a third year of math or is able to encourage them or even check their transcript it's our job as a school system to make sure we create a system for all of our kids including those

040that may not have an advocate that knows how to navigate a system for them so board I thank you for your consideration of this policy for second read and Mr President I'll turn it back over to you for questions and for action and public comment foreign so right now we're going to move into a public comment on this item on enclosure number three and I'm going off of the list of people who requested public comment or request to speak so the first person on the list is Mr Nick Macias good evening board um as this topic has been discussed over the years both proponents and opponents have expressed numerous concerns for and against implementing the math requirements regardless of the outcome this evening the larger issue a larger issue is looming I think I'm speaking

041to some of the items that Mr Shrum has talked about you have to work on I believe that counselors are simply the counselors simply do not have enough time to provide the necessary individual guidance that ensures the student can navigate the school system and their High School career that will line them up for a technical field and at or at a university implementing these requirements have been oversimplified and left to an uninformed student to populate Power School within a 30-minute window where they can have a perceived class that might set them up for Success the current process sends the kids through a standard process where they're just checking boxes the student needs time time with a counselor where an individual guidance can be provided based on the student's interest interests and and um and desires

042as a very involved parent um my son slipped through a crack that's why I'm up here tonight he's involved in stem he participates in the architecture construction engineering Academy at Redwood or Ace knowing that he desired to attend a university he already planned to take the four years in fact he may be on track to take five based on this criteria however knowing that his desire to attend the University where he slipped was through the science requirement I think on this the PowerPoint that was displayed it's only required two years for science threes three is recommended we didn't know that so we had to switch and pivot right before his junior year and change some classes around so through his counselors each student deserves that invested time each year or more frequent to ensure that

043their High School experience is set up for success for that student I think that's what they need just more time more time with the counselor to chart this course out instead of just checking boxes thank you thank you the next person is Cardin Lambert foreign how's that okay so I need to do this so I can actually see what I'm supposed to say here president Guerrero with superintendent Trump and the USD board and staff changing the high school graduation requirements by adding the third year of math is a step toward forward for our students of USD in my opinion the decision should have been made well before this now that decision if it is made will necessitate the support of all areas of the USD Human Resources will be involved in the Recruitment and hiring

044of additional math staff the curriculum department will need to provide ongoing staff development for present and future staff because we all know teachers are always looking for new strategies to engage their students the curriculum department is going to have to have some ongoing monitoring of student progress and it also needs to provide materials and resources for teachers and students the educational services division will need to provide additional support for students and teachers the tutoring platform is a really good start but I think it's really important for the students to be taught how to use it most effectively the budgeting Department must be ready to provide the additional resources for more teaching staff and for more student support it's also going to take the support of the site administrators and all of their staff to monitor

045student progress to ensure that the curriculum is being taught to Fidelity and they will need to provide time for teachers to talk to each other about both their successes and their challenges it's also to me going to be important to have a discussion regarding scheduling for secondary students including a discussion of the advantages of a 4x4 block and or seven period day to ensure greater elective choices for students I look forward to these discussions I thank you for this step forward I think it's a very important thing for our students and I absolutely agree with superintendent trim that our staff and our teachers and our students are up for this challenge thank you Mimi bonds good evening board Mimi bonds um you never get used to public speaking you would think after what was it

04610 years of this um shortened to the point what Carlin said um but also I would just like to say you know this is not a new conversation that this district has been having and we've been talking about this for seems like decades and I literally think it's been decades so it's time that we pursue this give our students the opportunity to rise to what they need to rise to I know under the direction of the new superintendent with our staff here at the district office and our staff that we have at our schools this is completely doable I just like to add on a personal note I had three years of math in high school four years of ela did not deprive me of being in band did not deprive me of being a

047cheerleader did not deprive me of doing all those fun things that kept me connected to school so my dad would tell you if I can do it anybody can um I was not a particularly good student in math but I did it and I would just like to say I think we need to support our kids I'm sure there will be things and I remember back when we had the Casey there was a lot of nervousness about California high school exit exam whenever there's a new requirement there's a lot of dissonance that goes on but we need to embrace that and start thinking creatively of what we need to do for our students and support our students in their Endeavors thank you Greg price foreign Trump president Guerrero board how's that that better all right

048uh good to see you all tonight I'm not here to take a position on the math I'm actually here a little bit more about the process so I talked to our Math teachers that are at our at three of our four high schools I asked them what input they had been asked about this and the answer was nobody told us some of them didn't even know what was happening an 11th Hour going to talk to some to some of the teachers three days four days before it's getting ready to be passed is not asking the people that are working the closest with the kids about what is needed and what we can do to help support so for me this is more about policy than it is about anything else and how policy is formed

049I would hope that in the future if we're going to make a change in policy that affects thirty thousand students that we're talking to the people that are working with them every day and see hey here are some things we could do better here's some things we could do differently when we're getting ready to policy it's a big deal when it's a policy that affects everybody so I'm hoping in the future I see that our teachers are more involved as the buta president that's one of the things that I work on all the time is to make sure that we're all on the same page and we're all pushing the same way thank you very much foreign [Music] good evening interim superintendent and um I'm sorry not in terms super I'm sorry uh Mr Shrum

050and uh Mr Guerrero and board um I'm actually going to read something just I I've been talking to a lot of members in the community um that are Educators and so I'm going to present some of their questions that I heard that have popped up um regarding this I'll tell you I am definitely in support I think that this is a good idea I think it's been long overdue um but I do I like to hear out our Educators and what questions and concerns they have so I wanted to present those questions tonight so regarding the third year math requirement I have engaged in conversation with the community members and educators of our district on this topic concerns have come up on whether or not the sport has fully set the table before jumping into

051the requirement and while I am completely for improving academics I must ask her you know the Educators do we currently have resources set up for early intervention programs have we fully reached out to our elementary and middle school mathematic curriculums and and looked at that and reviewed that our students being taught materials that they are fully able to grasp and comprehend is it according to their grade level have we fully assessed those certain grade levels in which learning loss resulting from the pandemic has been impacted the most what strategies and resources are currently being provided to assist our students that have fallen behind five years of tabling this decision in my opinion was ample amount of time to have committees formed early interventions set in place implementation of interventions and reviewing of outcomes can this

052board reassure the constituents that you can in fact balance being able to provide resources that are needed for all parent students and staff to succeed and also adding that third year requirement thank you foreign hello my name is Pamela I'm here to address what I heard from a couple of the board the trustees um about the actual invitations that went out to a drag show now I hear from Mr Shrum that that was that will that will come up during public comment right now we're talking about enclosure number three okay it'll be the next item thank you okay is there anyone else that would like to speak to enclosure number three third year of math requirement okay if not board members this is your time any of you have any questions or comments uh I

053do I will save I'm glad we're having this conversation tonight this is one of the reasons I joined this board um you know we can create high expectations with high amounts of support right whether we're talking about our after school uh tutoring program paper which we're investing in to provide 24 hours or sorry 24 7 365 days a year tutoring to all of our students um but I want to say I I think this is a step in the right direction a few concerns I have I want even though I understand the rationale for pushing this back to the class of 2028 I want to make sure that we as a district are informing the class of 2027 that we are encouraging them and we support them to take that third year of math even

054if they're not required to take it right I don't want to see any students fall between the cracks simply because we made a decision to delay this one year right and so I expect our staff to be working extremely hard to make sure all of our students are well equipped with that right and on that note I want to say that I personally believe that we as a board need to be going further than this right and being bold when it comes to aligning our graduation requirements with a through G to make sure that every single student is College and Career ready right I think you know we we had a public comment tonight that mentioned you know we can't expect all of our families and all of our students to be experts in a

055through G right and so we as policy makers have to be bold and need to lead in this regard and so rather than having conversations in the future around for example our Visual and Performing Arts requirement and World languages which currently aren't aligned with a through G I don't want that to be a five-year process I don't want us to wait for the state to come in and tell us we probably need to do something I want our board to lead in this regard and I hope and I look forward to Future conversations around World languages um as well as visual performing arts and other aspects of our current graduation requirements that aren't aligned with a3g a great first step I'm hopeful um I believe in our staff I believe in our community I believe

056in our district but I think we can go farther and I think we need to go farther thank you any other questions or comments scabie um I would say um definitely with what Mr Shrum said about policy drives change we've been talking about this for years I do think it's been decades um I think it was even voted in once and you know it's until we really take a stand and say we believe in our students and our staff and that's what this policy does and yes new requirements will bring up conversations and conversations are wonderful that's where learning happens and we all improve um so I do think it's kind of that time we really do have to step up and say yes we believe in our students and we believe our staff the

057one thing is I will say we do need to think about that counseling block I do have a high school student and very similar um you know I know enough to advise her but that's that's not our system and and we can do better so and I know that we're looking at that and um you know like Mr Vegas said or Dr Villegas said um it does start in middle school and you know probably even earlier than that so yes definitely um I think it's time I just wanted to say um I I'm very excited about this as well and um going back to the study that Mr Shrum talked about I would be happy to share that with anyone if you want a copy of that study I would be happy to email it

058to you just email me and let me know um it is it is amazing and and our kids because these standards have been raised and because we're telling them they believe in them I just they're gonna they're gonna go so much further Miss Taylor and I was the one that was very leery of this but I I do see the value in it um I still have some concerns about the intervention and I know that as our new superintendent I feel very um assured that there are going to be interventions so that our students are ready for that third year math because that is why I voted no the the last couple of times um and I just want to make sure that we remember that we've got to support those students so that they

059are successful so they do graduate because what I do not want to see is students not graduating because of that third year math but I I do have a lot of confidence in the systems that we are going to put in place and I do think it's an important piece that we do have the third year math Miss kimonian um so I I know our kids can do this um I learned a lot the last couple days I've been walking around my neighborhood and I see people walking their dogs or whatever and ask me you know what's going on in the school district and everyone I talked to they said please more math it's really important for our kids I ran into one guy who's uh whose son has a PHD in math and teaches

060at the junior college and they're just dying for kids to have uh more of a map background and also the other thing I learned today which I loved is there's a structural view versus a deficit View and it doesn't deficit view says we can't do it because of this reason this reason this reason whereas a structural abuse says we can do it and we're gonna put the the supports in place to make sure that we can do it and our kids can be successful and that is exactly what Mr Shrum is excellent at doing yeah yeah there were a couple things that I just think that I've heard from different community members some of them very much in support of this and some of them who have concerns and I guess I just felt like

061we have the same concerns like I think everyone has the same concerns I think it's part of the reason why it's taken us so long to do this I think it's I just don't want people to think that we just are doing this and we haven't thought of all of those things or that superintendent Trump hasn't or that our curriculum hasn't like these and and they'll be continuing ongoing um conversations I know I talked to Mr Thompson tonight about looking at the master schedule and that was kind of brought up a little bit when we're looking at like a block schedule or how can we even get more access for students to take extracurricular so this doesn't affect them so this isn't something that we just were like oh cool third year of math yeah

062let's do it like like a lot of thought has gone into this a lot of um just knowing what we're doing right knowing that this is that we're going to set this goal and I think I know superintendent Trump said it best you know we kind of have to do this and I always think it's sort of like you can only prepare for something so much before you just have to jump and right now we're gonna jump and um I think it's the right time for us to do that and for me one of the things that really stuck out as we've been talking about this over the past couple months that we keep coming back she was the fact that 66 of other schools in California already do this and I don't think that

063I ever want to hear that our district is in the bottom third of um California especially when it comes to standards you know like this is something that 66 of other kids are doing and so it's very important for us being a rural area being in in the Central Valley that we don't let our kids fall behind um compared to these other places and so for all those reasons um I I continue looking forward to hearing from the community when they notice something so that we can always address it um where we can but I think we are ready to to make that jump one more thing if I can mention um I do and I want to ask staff to engage in a deep analysis regarding integrated math principles which is our remedial math

064right when students don't enter integrated math 1 right away and looking at whether this is actually providing tangible benefits whether students that take this class perform better in integrated math one and again I just go back to previous research and and Community College policy where there was data that found that if we allow students to take on that challenge and not force them to take a remedial math class that they actually find better success later on and so I hope we can look at our integrated math principles class deeply in analysis and whether or not this is providing a tangible benefit to our students but whether they're better off you know giving it a shot from the get-go in integrated math one thank you okay so I have a few questions uh do we have

065enough Math teachers uh yes we do not have any math vacancies right now in our high school which is remarkable uh so congratulations to our Human Resources Division and as we mentioned earlier 75 percent of our kids are already engaging in a third year of math and so the human resources investment to do a third year math is will be minimal okay block schedules modified block we have a committee that's currently meeting is that part of the discussion still so there is an active committee that's made up of different members of District leadership Union uh as well as District leadership that's discussing high school schedules okay so that's ongoing when will that committee uh finish their work I would say this fall is a target to make some records we are working with our partners

066and making sure that we're vetting through things and working through things we have not set that final timeline but we do recognize that we have to declare early because at the end of the day we have to as we've heard from community members and we've heard from board we have to make sure our counseling teams are well prepared and timely so that they can provide the correct guidance to our students and prepare them so we are working uh in tandem with the UTA right now to really work on that and so we do continually regularly meet at this time okay and I asked that because I have two years asking about the block schedule okay and I do I do understand that the blocks if we enter into that that it has to be a

067negotiated item for a collective bargaining agreement am I correct yes sir okay the last question um supports it's something that Mr uh Dr Villegas was kind of alluding to right now in terms of do we have our support systems in place can we you know kids are failing they're not passing math where are we with that so great question so a few things over the last two years we've added 13 ptosis at our elementary sites that are supporting at elementary sites we have four additional supports as we all recognize kova did have an effect right I mean no one's going to deny that that uh we have teachers there they're also working to be trained to coach teachers as well to support them in that in in those work because here's the reality this is

068not just a high school solution this is a middle this is an elementary solution we are working with a group right now to start a pilot looking at numbers since in K12 because to be honest with you that's the foundation long term uh for us across the board to look into that this next year and why we asked to move this back one more year is because we're going to delve into our middle schools and make sure that that's tightened up make sure math one math one is the Gateway right let's I mean very we have to look at our math one rates we have to look at how what we're teaching our math ones and and how much procedural compared to Concepts we are and and how students are accessing and understand ending not

069just the procedural but the concept of math because those go hand in hand and help them move into math 2 and math three and Beyond and so those are areas that we are working on that we're going to do we did get to meet with math department heads from each middle or from high school sites and got great feedback from them as well as we'll continue to work with them to to prepare our students our staff to make sure our students are successful with this new requirement okay so we're at the point where um is there any more questions or comments okay so uh we're at the point where we're gonna make uh we're gonna have a vote on motion well second okay who motion this case we're still in a motion second by Miss

070Gaby all in favor student board member votes yes motion carries 7-0 so we'll move on on our agenda our next item on the agenda is general public comment general public comment on any school related topic may be heard at this time the board asks that any public comment on an item listed on tonight's agenda be addressed the time the item comes up for discussion by the board pursuant to board policy the board May limit to individual comments to no more than three minutes in individual topics for 20 minutes it is recommended that you begin your comments by stating your name and before we we begin the public comment process I think it's important for us to really um focus on our board business I know there's some discussion in terms of uh some things that

071went on in social media but we're not here to discuss social media we're here to discuss board business so the first person that I have on uh public comment that would be strong Academy courts good evening board president Guerrero board members and superintendent Shrum my name is Taylor Lucio and I'm Kimberly Norton we are seniors at El Diamante and we are currently enrolled in the strong Academy we've been enrolled since our freshman year of high school and we're here today because we feel that the strong Academy isn't getting enough recognition and we want to change the perspective of the strong Academy at El Diamante We Believe along with many under other strong Academy students that we should receive cords when we graduate and we hope that to make that happen with the help of you

072we believe that the strong Academy deserve chords because it's not only a program that focuses on the medical field but requires rigorous coursework we need to follow our full years of high school the Sean Academy has many students that are eager to start a future in the medical field and and these students have to maintain grades be responsible show determination to students and staff around campus for incoming students the court will serve as an incentive to join and complete the Sean program the course not only represents her completion of a rigorous four-year program but the fine determination it took for us to achieve our goals of attaining these course through our high school career the Sean Academy isn't the only Academy that deserves this kind of recognization all academies around the district should be considered

073for these reports thank you for your time consideration regarding this matter which means so much to us fellow Sean Academy students thank you board member uh gamoyan for encouraging us to use our student voices tonight hope everyone has a good night and feel free to ask questions thank you Crystal Reynolds good evening let me get this right this time so hello superintendent Trump and president Guerrero and board my name is Crystal Reynolds I'm the mother of three with one child in the district when it comes to decision making set by our board our community of parents students and teachers must be allowed opportunity to actively be involved and give input I urge this board to reconsider telephone public comments for those that want to actively be involved but cannot join in person there is absolutely

074no reason that this cannot be reinstated the capability is there you just need to set a motion and vote the topic continues to be ignored and dismissed when your constituents have requested on numerous occasions for telephone comments to be reinstated the other topic I wanted to talk about was the um the home to school bus transportation should I wait till that agenda item or can I do it now you can do it wrong yeah okay regarding the home to bus transportation with Delano has Visalia Unified met all Transportation needs for the schools of our district before considering on entering into this agreement should a driver or bus become unavailable for Delano would one of our buses or drivers be sent to replace and how will this affect the district has this board taken into consideration

075all the costs the maintenance costs unexpected costs gasoline and has all this been considered for the two vehicles in the contract also just for clarity for both participating parties of the contract there is a statement that talks about the maximum mileage of 28 500 miles that is agreed upon and anything above and beyond that is billed at 5.87 per mile however the contract does not specify whether that maximum mileage is for the one vehicle or both if this district has the ability to make money from this contract that's great I just would urge the board to fully look at the details fully read the contract and make sure that we're actually getting into agreements that will benefit our district rather than pull or drain our resources thank you Jimmy Malloy good evening board and superintendent

076sharum uh I do want to talk tonight I came here to talk to you about the drag show for youth that was promoted on campus a couple weeks ago and I wanted to start Mr Guerrero just by issuing a correction this is not something that took place on social media it was simply highlighted on social media the reason that I'm here is because it was promoted on campus a couple of weeks ago now if you haven't seen the video it featured I'll give you some highlights it did feature a crowd cheering with excitement as adult men an adult man dressed as a woman stripped off portions of his costume it also featured the same man dancing provocatively and collecting dollar bills from the outstretched hands of what appeared to be teenagers in attendance of the

077show again this event was designed and marketed to minors it was in no way appropriate for kids but it was allowed to be promoted on campus at Mount Whitney now I have many questions about this and and superintendent Sharma I appreciate you addressing this at the onset of the meeting but I do have many questions and so should you maybe we start with these number one why was the California Health collaborative on campus that day two if they promoted this event without permissions have there been any repercussions for that group three since the recently passed lgbtq plus resolution that appears to have emboldened certain activist groups what should we expect next number four what steps will be taken to ensure the community that this cannot happen again number five is it appropriate that a sitting

078board trustee Randy Villegas donated to quote send a young lgbtq plus person to the youth scary movie night at the fox now contrary to what some people seem to believe I'm not a bigot I'm not homophobic or transphobic I believe that in America what grown up consenting adults do behind closed doors is between them and God what is not okay is having groups allowed on campus who Target our children with creating identity based on sexuality and gender confusion this type of action creates more confusion than it rescues students in distress the community deserves answers to the questions listed above and more addressing this by saying we've handled it is inadequate to the community we need assurances that these things will not be happening these things that we see happening all over the United States will

079not be happening in the largest school district in Tulare County thank you thank you Paul Bell superintendent strum president Guerrero board and staff a couple things I like to address this evening the first is data update we've had so many different numbers that I'm confused and I'm sure others may be also I had made a quote that two graduates from Golden West actually met UC or CSU entrance requirements last year because that's what is still on the state database it was said to be updated September 1st or thereafter where it's September 13th the number still sits there it says by cell unified only had 20 percent qualified for us UC or CSU and yet tonight we heard is 40 or 46. so the number seems to be all over the place why isn't it the

080right number second thing is this on August 24th this incident of Mount Whitney also goes into safety issues how were three adults allowed to go on campus I know that our new Raptor program probably would filter that out but up until today the only way that an adult can actually enter a campus is to go through the main door of the office someone approved three adults not from school to be there that's a problem and then there's the incident in Bakersfield that our own Sheriff was interviewed on TV yesterday where a student brought 150 fentanyl tablets to school and a staff person overdose by smelling the tablets I sent you all an email today asking why don't we have or do we have Narcan available at every School site in Visalia because that's what saved

081the life of that staff person in Bakersfield Sheriff Boudreau is ready to help you Nick Lucia good evening board Mr Schramm you have had some discussions specifically about the new software that you're implementing with the agenda packet I'm curious about that because I'd like to make a request the current packet that's always advertised and I read through them and Nathan's not here but I appreciate all the information he provides but 900 Pages if there's a way to allow them the individual to jump to the associated enclosure instead of scrolling down if there's a way the software that you're looking at can we make sure that that allows that to happen a hyperlink a hyper jump from the agenda down uh that's my first request secondly I've got two items on consent usually I don't know

082there's no process I've been in various public meetings where during general public comment we would ask for those two and be pulled so that we can ask questions I know one of the individuals here already asked do you want me to ask them now or wait for that item to be pulled I have two items it's an enclosure 20 and 21 I have questions on them so what's the easiest and procedural way of doing that what was that from a process standpoint I'd advise the board either as the option of pulling the agenda items and taking them one by one or taking public comment on the entire consent agenda at that time and the commenter could speak at that time on those items reserving the rest of his time right now for other points you

083might want to make whichever you want to do if I Now's the Time or are you going to pull it which one are you going to do that would be a board decides uh well I will say I will be pulling enclosure number 20 for my own reasons but I'm not sure about enclosure number 22 if anyone other member wants or 21 that wants to pull that enclosure I'd say go now what was that I would agree okay so they'll be pulled pull them yeah I'm gonna hold this one I'll hold 20 because if he's pulling 20 I'll talk when 20 comes out he's going to pull 20 I'll go ahead and pull 21 when we get to consent all right thank you okay all right Pamela okay here I am again so I would

084say after listening to two of the board here talk about what they thought they were doing passing the resolution to protect people um of a certain gender identity um I don't feel confident that that was a safe thing to do as we've said here um we've seen what that caused we it caused adult people to come on without who we know giving consent to come on campus so I want to know what is it and why is it that in our city you have adult men dancing provocatively with children minors now if I did that if I danced in front of a bunch of kids I'd be put in jail but I'm not gay so I can't get away with it but I'm asking you thought you were protecting the children just because they were

085gay no they are now more at rest than ever they are there's a Target on them I'm saying you need to look at that I have no confidence that that has done anything but hurt these children they are confused they don't know but any adult that looks at a child or a minor and says oh I need to dance and gyrate in front of them they need to be put in jail and if you allow that again you need to put in jail thank you Janelle Murphy are you ready for my fine public speaking skills um my name is John L Murphy and part of this is repetitive so I apologize uh I I'm sure that you have all heard about the 13 year old who brought fentanyl disguised as Percocet to his middle school

086in Bakersfield a school supervisor overdosed from just opening the bottle fortunately an on-site police officer was able to admit a third Narcan I looked up Clovis Unified Fresno Unified and Central unified and they have all addressed the dangers of fentanyl already dating back to 2021. they have done community outreach educated students and parents have information available on their websites they have Narcan on-site and have trained staff to administer it once again vosd is behind on safety you need to act immediately on this and I expect it to be on the next meetings agenda on another note I'd like to bring up the lack of sports and extracurricular activities in our elementary schools I think it goes without saying that there would be many benefits to our young students not to mention offering these boards and

087activities at school may be the only opportunity a student gets um I was fortunate enough to go to elementary school that had many sports and clubs they offered track cross-country football basketball baseball softball wrestling volleyball cheerleading and numerous clubs like French Club where they taught us French all in elementary schools this also helps prepare those athletes for competing in higher grades against those schools that also offer Sports in elementary school you know level the playing field maybe the district could reach out to the community to see if there are people or organizations that would be willing to help by providing their services maybe there are parents that would be willing to volunteer to help as well this could be a great opportunity for parent and Community engagement thank you okay thank you um with regards

088to public comment our our policy is that the board does not reply during public comment and that's why you have board members just listening to that public comment that doesn't mean that we will not instruct staff to look into items or to follow up on what was said in public comments foreign it appears to be there is one more person oh I cannot read the first name but it's huckopian come on it for public comment that would be T sir thank you um ladies and Gentlemen please forgive me my formalities are just know I respect you thank you superintendo at sherim and Guerrero I think that's how they did it I'm coming to you tonight with some grave concerns I spend a lot of time back and forth from Sacramento to here back and forth

089from Bakersfield to here I'm spending a lot of time with a lot of parents that are very concerned about what's going on in our school systems system sorry it's really cold in here I apologize um I I'm not so sure that any of you I'm well I would I would hope that you guys are aware of the bills that are coming down through the system and going to be shoving their weight into our school system they're very disturbing they're very anti-parent they're very government in our face government in our homes government in our in our entire parenting system some of those bills are actually removing um every aspect of the parental Authority or even awareness of anything that comes our way our children's way I should say uh it's it goes from having the the

090mandatory testing which the CDC is already backing up on saying that they made a mistake there and it doesn't make any sense to test somebody who's who's not ill down to the site on campus with anything that happens inside of that that medical facility is none of our business as parents this is exactly what the bill States everything that happens in the school system with the student is their business not ours I don't recall them giving birth to our children the government has just got to back up we weren't we're trying to work together here we're trying to keep our children in the system to some extent for educational purposes but if those educational purposes step over our boundary lines are what we think is proper proper and appropriate into our children's mindsets and this

091indoctrination we're going to remove them that's just that bottom line there's another situation that talks about um okay for instance and I know you can't answer me anybody know about sv107 making California a transgender Sanctuary state it doesn't matter who has the the parental Authority when they come over here the state takes a total complete control of them and and we have nothing to say there are some laws that I think as a school system and I would hope as Visalia Unified School System that you would like look into we're feeling attacked and we're feeling like we have absolutely no jurisdiction with our own children that's going to cause us to go the other way so the bottom line is we need the state out of our homes we want to work together thank you

092all right we will now move on to our next item which is consent agenda whatever any board member like to pull an item yes I'd like to pull enclosure number 20. yeah and I'll be pulling in closure number 21 with the board like to make a motion on the balance of the agenda I'll motion motion to approve okay oh miss Naylor okay all in favor foreign student board member votes yes Mission carries 7-0 okay so Mr Dr Villegas can you uh you're pulled in closer number 20 Redwood High School library heating ventilation air conditioning yes as previously mentioned I have a sibling who is employed uh by an employer who does business with the district they're listed on this enclosure item and therefore to avoid any perception of a conflict of interest I will be

093abstaining from this enclosure and I think Mr Nick Messiah had some comments on this good evening board just a couple quick questions that were not identified in the staff report what's the timeline for the design and construction for this project also uh secondly the the staff report stated that using sr3 funds to do the design but what funds are being used for construction trying to make sure I understand as your chair for measure a I'm just making sure doing some checks yeah Mr crew yeah thank you for the question uh Mr macia esser's going to be paying for the whole the whole project so that will be an Esther funded the design and the construction yes and I think Steve is here what's the timeline it really is uh design will be completed by December

094or January 1st with construction happening over summer of 23. so um okay got the information okay so we'll move on to enclosure number 21. we need to vote on oh yeah I'll make a motion to approve item number 20. motion by Miss Gaby second by miss kimonian all in favor that was Naylor okay Miss Nader okay all in favor um student board members that's yes motion carries 6-1 abstention okay our next item is enclosure number 21 agreement between Visalia Unified School District and critical mention is there a staff report on this yeah so I'll call uh Communications uh administrator Andre pacina to tell a little bit about what this item is yes good evening board president Guerrero members of the board superintendent Shrum critical mention is a tool that we are going to be using

095uh to be able to just look at the um how stores are coming up around Visalia Unified School District as far as the newspapers are concerned and as we begin to put our our stories out there again as you've seen our media team and our Communications team do so we're wanting to make sure that uh we're just seeing the reach of that and that's pretty much it um several school districts large school districts Jews this specific platform as well as others just to be able to see uh just that in itself and also we do it for research as well so that's that's pretty much what this this platform does okay Mr Macio do you have any comment on that yes thank you very much for pulling this item president Guerrero so in the past

096a lot of softwares have been presented to the to the board and I'm just curious I saw this this software that was identified and I don't recall it ever being presented to the board or explained exactly what it would be used for so I was just curious if this presentation answered some of the questions but I was wondering if it was presented in the past and and did any action taken or this is it that's really the questions and figuring out what's going on uh good evening uh board uh this was not presented because we're taking the standards and measures of the contract normally that that we would do we checked with our team and this is the the usual Avenue that we take for this it's a very small contract um the ones that

097were presented in the past uh were a lot larger um that's why I think you had the first and second reads but that's why we just did this way it's standard practice for such a small contract to come to the board just as a consent item thank you yeah um I would prefer though that the first and second read maintained for no whenever possible so uh this has already been presented is there a motion all motion Dr Villegas motion oh second but second but I'd also say you know I do appreciate anything we can do to you know kind of get data on are we communicating in the way that's most effective I mean we only know kind of what we know and really it's about our users which are our parents and our students

098and how are they getting information so thank you um I think we have talked about that we wanted communication to be one of our priorities so I appreciate um the attention to that okay thank you is there a motion second Vegas second and uh all in favor student board member votes yes motion carries 7-0 okay we're gonna move on with our agenda and our next item on the agenda student representative report Adam flick elick Adam elik Mount Whitney High School good evening board um I have the student portal report so starting off with El Diamante High School on the 24th ASP promoted the varsity volleyball game and created a new account named El Diamante High School clubs on Instagram to promote all the clubs for their campus El Diamante hosted a forum for the Freshman

102East and West campuses bcis added Student Activities class to their Master's schedule this school year their goal is to develop an organized ASB at independent study over this next school year the teacher will be Shannon Boswell who could not be more proud of the group foreign from VTEC they're excited to announce that they have a new Wolverine mascot that showed up at VTEC a few weeks ago he has been named Wally and they are looking forward to seeing him more often the VTEC FFA is establishing their livestock at Tulare County Fair over 20 students are exhibiting sheep goats poultry pigs and Cattle VTEC is prepping their back to school night on September 29th they are excited to be back in person and the parents to be on campus lastly we have Mount Whitney Mount Whitney

103started kicking off their homecoming theme Whitney's Wild Ride seniors voted their top 10 last week and top five nominees will be determined this week last Friday against Mission Oak the student section had a yellow out theme to raise awareness for Pediatric cancer and that's all thank you I always say this but I do mean it that we do appreciate getting those reports from our high school thank you very much okay we're gonna go down to we're going to get to board member reports uh Dr Villegas thank you president Guerrero I want to say I I saw some of the photos out of el diamante's homecoming Gordon I just want to say I really appreciate um the intentions and the inclusion of our student body with students with disabilities students from SLC that were all represented

104on the homecoming court and just really creating a welcoming and inclusive environment for all students was something I was just really pleased and really happy to see um in addition to this last week I was able to join trustee Gaby in welcoming some of our new classified staff and our custodial and ground staff we got to visit um one of our you know operational offices out by Golden West and let me tell you I mean there was a big board on the side of the office there and trustee gave you can speak to it uh with over 20 teams uh all handling different aspects of you know grounds uh pools uh facilities and so I just really want to express a very deep appreciation to all of our custodians our ground staff all across the

105district to create very clean safe and welcoming environments for our students and then finally I had one request of staff and that is recently the state of California the governor have announced an initiative to create savings accounts for students for college this Cal kids savings account is what I believe it's called I know it's still in kind of the early steps and processes I think every student is eligible for at least 100 but low-income students Foster students and other students are also eligible to receive other funds I believe right now it's up to a thousand five hundred dollars and this is something that many many of our students will qualify for across the district and so I want to make sure that we are being proactive about not only sharing this with families but designing

106workshops events for community members to come on out and guide them through the application process because oftentimes it's not only that community members don't know how to take advantage of these programs but oftentimes it's you know having a helping hand to guide them through the application process making sure it's accessible and that they're able to qualify for these and at that and I want to say it's not just for colleges if a student wants to go to a tree school I believe that's also eligible as well and so just a great program that I want to make sure every student takes advantage of and that concludes my report thank you trusty Blair so I got to go to a redwood Blitz I can't remember if I already talked about this one I don't think so

107um with Mr Shrum and it was just great to go they had so many new teachers that I thought were students they were so young looking um and they were just so excited to be there be a part of the Wiffle ball game that was going on at lunch time and so many of the teachers said I wanted to come back to the school where I graduated from and it and it was just so sweet and special um and then I got to do uh classified Blitz with um Mr Hamilton one day we went to operations um the big I call it the kitchen and um the bus depot and we got to see some staff there and then I also got to go to classified Blitz out at um Golden Oak and we walked

108from Golden Oak and got to walk over to Compass and see lots of staff there and it was just really exciting getting to see our staff working with kids um and then lastly I got to go to Redwood homecoming which was just awesome so fun to see kids all dressed up and I had to kind of hide because I have a high schooler now and she doesn't want me in the student section I wouldn't have but anyway it was really fun such a fun event it's so exciting to see all of our high schools um just get excited about where they're going so yeah case for Selena yeah um I wasn't at the last meeting because I was sick so I wasn't sure if Alex was here or not but I just wanted to personally

109say it's exciting to have you um over the summer we don't have a student board rep so it's always nice when you guys come back and to remind you that if you ever want to comment too you're allowed to so I know sometimes people you guys forget that but like when we're talking about 30 year math we always love to hear a student perspective so um thanks for being here I went to the baseball game it was incredibly hot foreign but I think it was hot everywhere it was just timing it was the hottest week we had so I'm looking forward to uh doing one in the spring or even next year it's always hot in September it's just hopefully not that hot um I'm looking forward to some upcoming School visits I wanted to

110thank the two young women who spoke today about cords I think that's such a fantastic idea um and I really really hope we can put something together and figure that out because I just think it sounds fantastic so thanks for bringing that to our attention and that concludes my report Miss Gaby yes kind of ditto everything um we said it was fabulous to go out and um see our new classified I did think we um at Denton we are waiting at the gate so I think we were kind of scary um waiting for people um so we might have to carry balloons or something next time and look friendlier but um but it was awesome and um again also um thank you to the ladies that spoke tonight um first of all you were just

111articulate and very um you know proud that you're uh part of our um busd system here I also actually heard from somebody from the media arts academy and they were kind of saying the same thing so um definitely something we should look into this Thursday Visalia Ed Foundation is hosting Big Trees about the Sequoias at um LJ Williams definitely um I think is going to be fabulous um Lee turkelson is putting that on and it's kind of the um preview for it so you'll get a good look at it before and plus it's just um Visalia Ed Foundation does so much to support our students teachers scholarships and grants that go back into the classroom so great event and lastly um you know I've sixth graders two of them and they're at Cyclone this week

112and you know it's just one of those things the weekend getting ready we ran into so many people just in the community and they're like oh they immediately remember their experience and it's just like one of those Tulare County I think um you know kind of rights of Passage and so I think it's just kind of that mention because there are a lot of programs that we do support that are just good for kids and um you know just kind of a shout out thank you to scicon and and our Tulare County Office of Ed for continuing that program snailer I did away real said so I'll make mine short but I just want to thank trustee Gaby and trustee Casper Solano For What and also superintendent jump for weathering the baseball game because I

113saw the pictures and I thought oh it's too hot I'm sorry I cannot do but anyways that's it for mine skimonia um I went to a vipi meeting this week for last week and um their Ken Cox from our um auto shop at um Redwood spoke and just again the whole connecting kids to uh school and and you know some of his kids now are making way more money than he is um in auto shops and uh vpa is also so I just want to encourage parents of 8th graders to go to these eighth grade nights uh they're the whole plethora of our programs are going to be on display so you can see what to expect in high school and the kind of classes you want to take the pathways academies vapa Pathways all

114the different things that we have that um kids can be involved with it was really really fun going to the new teacher new teacher Blitz it's really rewarding for me because a lot of these kids went to the high school I taught at and so it's kind of cool that I see Golden West grads coming back home and teaching it was really you know at first I was like we're just gonna give them a card shouldn't we give them like you know a hundred dollars or something but they were so touched that we took the time to come and and talk to them and ask them if they need any help or support and one of the teachers at LD he he said you know El Diamante raised me and I went to school and

115I came back and I taught here so many of our kids come back and teach at our at our schools and that just makes my heart Happy I hear that a lot too when we went out and did uh a certificated Blitz and whatnot I was hearing that from some of our teachers now um I did go to uh the classified uh thing and I went with uh um board member Blair and we did go to Golden Oak Elementary went to the compass program and um I think we caught a little people by surprise I don't think we scare them but I think we caught him by surprise but it was a good event now if we're doing the eighth grade uh link learning thing and you mentioned the vapa pathways I really want to

116stress that they're especially with a third year of math that there was concern and there is concern about electives and Baba and that's why I had asked about the blog schedule so if that can be included when we take the eighth graders to the theaters and let's let's do that let's talk about Visual and Performing Arts you know tonight um we had one public uh person in a public comment mentioned uh the matter of data and how the numbers are out there there's different data and and what I want to do is basically ask that we we put down what our numbers were for the past three years or at least four okay and I'm asking this of the superintendent because there there there's a couple of things that went on and one was Under

117reporting is one the other thing too is that Cal pads even recently as of by today or yesterday uh at the state level cow pads is having an issue they their their system is broke okay and that has to do I think there's a lot of concern being expressed by school districts in terms of funding and whether they're going to get adequate funding because of that but I just want to make sure that we put our numbers out there I think uh something that happened this past spring and I appreciate what superintendent schrum said is that this past year is our Baseline okay and I'm saying that because I I'm well aware that to two years before that the the state of California is not looking at that and they're not looking at those test

118numbers because students were an online school some of them were were going back and forth whether they were either at home or they were at school sites We Had A and B schedules and we're not the only ones that were not throughout California so those numbers for the last two years State of California is not even looking at that am I correct you'll clarify me if I'm not okay but anyway we can get something out there just so so folks in the community have the actual numbers I think uh the the numbers that I've seen have gone up and as I said it's our Baseline and that's part of the reason tonight that we're talking about the third year of math and I I believe that that we have a very competent staff and I

119believe that we have a very good very very superb leader educational leader and I trust in superintendent Trump and uh Shrum and we're going to get this information out okay uh that's it for me all right well first of all I want to give a huge shout out to Eric the facilities and operations team you know we were faced with unprecedented heat uh the past week or so and you know we felt it was important that our schools be open our families depend on our schools so that they can work and and everything else and we know that uh you know many local systems face challenges but this team uh put in countless hours we started our units earlier in the evening so that they would have time to cool and while we certainly did

120have some classrooms that got a little warm it was a very small number because of all the proactive work that Eric and his team did and all of our maintenance and facility staff and when we did hear of an an issue in a particular classroom they were monitoring every single classroom in the district and so they were able to see via the the I don't even know what the program is called but needless to say you can look at every classroom and the temperature in every classroom they were able to monitor that and act accordingly and so because of just their great work we will a we were able to uh have school um and uh keep our kids safe and our teachers safe uh during some unprecedented heat and of course we also shout

121out to John Perez and the athletic team and vapa Dan Bishop in the band because they had to modify a lot of our outdoor activities adjust timing you know to keep kids safety at the Forefront and then also our after school programs I had to adjust as well and our principals were very accommodating because we had to create new space inside for some of those activities that are traditionally outside and so I just think all of our school staff our leaders and our facilities team for their outstanding work during that time so great job to them I also Echo scicon I have heard great things about it I I have made a commitment that I will go for at least one or two nights as well to have the experience from a staff perspective and

122so I will tweet that out when I'm there I have made that commitment and so I'll be watching the weather and my calendar and find the right time to attend so looking forward to that experience those are all very important opportunities that our kids have also I'm going to the fair tomorrow so I'm very excited about being able to go in the afternoon and seeing some of our kids display their work FFA and some others and so I'm looking forward to going and having that experience tomorrow afternoon and finally I just want to thank this board for their bold statements today in one uh unanimously approving our beliefs and commitments that forms a strong foundation for the work that we need now to do as a system and also for believing in our kids and

123our teachers and our staff and what is capable with our third year math so thank you so much for those actions I know that all of those things are going to continue to benefit our students and our community we know that a strong school system is vital to attract business it's vital for the health of the community and so those actions tonight help us continue that Journey that we were on so that concludes my report snap dismissal our next item on the agenda is recommended expulsions number enclosure number 24. I'll make a motion to approve I'll second motion by Miss Gaby second by Miss case barcelino all in favor foreign yeah there you go Alex uh student board member abstains um Russia carries 7-0 okay our next item number is enclosure number 25 this is

124a public hearing and the resolution on sufficiency of instructional materials Mark Thompson our assistant superintendent of learning and Leadership I will open up the public hearing yes sir well thank you good evening president grow board members and superintendent uh Shrum um what I'm going to do is I'm just going to announce out a proclamation of basically uh sharing information and allow you to vote to that to uh to be eligible to receive instructional material funds the governing board is required to hold an annual public hearing and adopt a resolution stating whether each student in the district has sufficient textbooks or instructional materials in specified subjects these materials are aligned to the academic content standards and are consistent with the critical with the curriculum Frameworks adopted by the state of by the State Board of Education

125the specified subjects include mathematics Science History social studies and English language arts including the English language development component of an adopted program on behalf of the curriculum and textbook staff I certified to you that the USD has met all requirements for sufficiency of instructional materials and that by adopting the resolution this enclosure 25 in your board packet tonight you meet the needs of the statutory requirement our staff recommendation is that you approve the enclosed resolution at this time I'd request that uh if you have any questions feel free to ask are there any questions or comments comments from the board motion to approve second you made the motion case for silento motions what was that well is there any public comment yes saying none okay case personally made the motion Miss Nader made a second

126all in favor oh I guess it was mine um student board member votes yes motion carries seven out okay it passes and we're going to close this public hearing and we'll return to our board meeting and our next item on the agenda is inclusion number 26 fiscal year 21-22 unaudited actuals report Kayla Johnson good evening board president Guerrero members of the board and superintendent Trump my name is Kyla Johnson I'm the finance director here at buysite unified tonight we are here to bring you the fiscal year 2122 unaudited actuals for board approval foreign what we're going to go through what then audited actuals are they are the district prepared financial statements for July 1st 2021 through June 30th 2022 It's the final accounting of all of our financial activity as well as the district's financial

127position as of June 30th 2022 we are required by Education Code to file it with our County Office of Education by September 15th and it is used by our external Auditors to prepare our annual financial report what does it mean it tells if we're living within our means are we spending more money than we receive our for deficit spending was the district able to meet our required reserve for economic uncertainties of three percent and we were we set aside 10 this year for economic uncertainties and our Reserve cap limit is 10 but more policy does say 15 percent and then are each of the district's operating funds fiscally solvent meaning do we have a positive ending fund balance and they were um this is a graphical um depiction of the accounting and budgetary cycle kind

128of gives you an idea of what a year is so while our fiscal year is July 1st 2021 through June 30th 2022 we actually start preparing for that fiscal year so if we're going to start in the left-hand Corner um in Fall of 2020 and that's when the community provides Inc input into the lcap and then in January of 2021 is when the governor issues his budget proposal for 2122 and then in May of 2021 is when he does his revision to the January proposal and then June of 2021 is when the board adopts the lcap and the budget and we are required to file to interim budget reports our first one is our financial activity through October 31st that is our first interim budget report that was brought to the board in December of

1292021 and then in G our second interim report reflects Financial activities through January 31st and we bring that to the board in March of 2022. and then we are here bringing you the unaudited actuals for approval and then in December is when our uh external Auditors will issue the audited financial statement and then that will come to the board for approval in January of 2023. so this is our revenue for 21 22 compared to where we ended the year in 2020-21 in the far right hand column you can see down there um we had a 21.9 million dollar increase in our revenues from 2122 compared to 2021. our lcff saw an 18.6 million dollar increase and that was for our education protection actor prop 30 we saw an increase in revenues there as well as

130a cost of living adjustment Arcola of 5.07 and then we did see an increase in our supplemental and concentration grant that went from 55 to 65 which was approximately 4.5 million dollars in our federal programs we did see an increase of 4.6 million dollars and that had to do with all of our title programs such as Title 1 and Title II our other state did see a decrease of about 130 000 but we did receive some funding for kitchen infrastructure and training grants we did see an increase in Career Tech at incentive grants and then our after-school activity so overall it was a decrease but we did see some increases in those areas and then our local Revenue saw an 11.2 million dollar decrease and that had to do with decreased interest earnings and then

131also we had some one-time funds that were received in 2020 21 that we did not receive in this year and so this shows you where our revenues are comp or how our revenues are comprised of our lcff makes up 72.34 federal revenue is about 12.6 other state revenues 11.45 and our other local is 3.6 and this is combined so this includes both unrestricted and restricted next is our expenditures again this is restricted and unrestricted and the bottom right hand corner you can see we saw 43.29 million dollar increase compared to where we ended the year in 2020-21 salaries and benefits made up the most the that increase it's 32.8 million dollars that was due to the cost of living adjustment step and column increased retirement costs and then we also had the independent study mou

132of 4.5 percent that was added to the certificated salary schedule and then we had some additional um staff that were added for the expanded learning opportunities for ELO and also intervention so that was what comprised the majority of that increase and then we had a book services and supply saw 4.3 million dollar increase that was mainly attributed to an increase in utility costs and then we saw 6.1 million increase in other outgo capital outlay and transfers and that had to do with our facility improvements and the purchase of the grace property so overall we saw 43 to 43.2 million dollar increase from prior year and then this again is for unrestricted and restricted certificated salaries makes up 41.45 of our total expenditures for general fund combined classified as benefits is 27.74 books services and supplies

133is 14.6 and then our other is 3.1 percent and this is our distribution of expenses per dollar so this kind of gives you an idea if you take a dollar and you break it up or um where our expenses went so about 82 cents on the dollar goes to salaries and benefits our book services and supplies is just under six cents services and operations is 8.74 and then other would be about 3 cents and then this next slide is our components of ending fund balance so this is for general fund unrestricted our total revenues for the year were 322.8 million dollars our expenditures were 255.2 we had 73.4 million in transfers and contributions with which left us with a net decrease in our fund balance of 5.79 million dollars so when you take your beginning

134fund balance at July 1st of 68.6 million you take away the net decrease and fund balance of 5.79 leaves us with an ending fund balance of 62.85 million on June 30th so when we take that 62.8 million ending fund balance and we take away our designations that we have listed there reserved for economic uncertainties of the 10 which is 40.5 million we have our lcap Reserve 2.5 are revolving cash stores and our prepaid expenses 2.2 we have 6.8 set aside for pension reserve and then our lcap balance carryover 9.8 Insight donation carriers carryover of 690 000 left us with a total designation of 62.7 so when we take our ending fund balance less those designations that leaves us with an ending fund balance of 150 916 dollars are other District funds as I mentioned previously

135they were all self-sustaining and ended the year with a positive ending fund balance and their total fund balance was 179.65 million dollars on June 30th next steps as I mentioned previously we are required to report to the County Office of Ed by September 15th so we will send this information to them they review approve it and then they send it on to CDE our external Auditors will be here in October to do an audit of our financial activity and then once they're done they send it to the state controller's office then in January of 2023 our external Auditors will be back here to provide the audited financial report to you and then for approval and then that is when our fiscal year will be officially closed in January of 2023. that is the end of

136my presentation is there any questions no just a comment that was a very good report thank you thank you Kyla thank you so good yeah similarly I know how much goes into this and thank you so much yeah thank you very much this is an action items a second who made the motion me no I seconded Dr Villegas all in favor student board member votes yes motion carries 7-0 thank you good so uh the next item on the agenda is long range facility master plan and this is the first read Mr Eric Kerr chief operations officer in closure number 27. good evening president Guerrero superintendent Trump members of the board uh Eric care chief operations officer so we're bringing to you tonight the first read uh for the long-range facility master plan agreement um shared

137a little bit of this at the planning session so a little bit of this will be repetition but I do have some more uh detail as well as the uh The Firm that we've selected uh first want to start with you know uh forward with Clarity uh really focusing on being successful and being connected so those two uh successful I'm making sure we're supporting and aligned uh fidelities of practice and then every student being connected so as we work on the facilities uh we hope that we will increase the connectedness of the students okay so the master plan uh will will mirror our course and beliefs and commitments um the plan is a personal process so it will be very specific to the district um it will be based on our needs based on your

138guidance and the selected firm will develop a plan over over several months and we'll have guidance from District stakeholders and it will also include several uh Community meetings during the process foreign so where we're at in the planning in the planning phase uh we've sent out the request for a proposal that's complete we had two submittals two firms applied um and turned in submittals to us we reviewed the proposals and uh a selection that we're bringing the initial first read selection to you tonight um after we do the approval which will be at the next board meeting a timeline will be developed the one of the other first things that we'll do is we'll create a committee steering committee 10 to 15 members from different groups so members of The Board site Administration teachers classified

139staff students parents public agencies and importantly members of the community they'll gather input and they'll begin their work they'll start to consolidate and align those that input with our commitments and beliefs and then along with that um you'll get to start the conversation around boundaries and site utilization and that will go along with this long-range facility master plan so we sent out a re request for for qualifications to our architectural firms um replied pbk Architects and Teeter each firm was interviewed by a team of the USD staff and along with Frank centeno who is the city engineer for the city of Visalia both firms are asked the same series of questions and after the interviews the panel had discussions and we voted and the panel unanimously selected pbk architects a little bit about pbk um

140they are a firm that we have used in the past they did Ridgeview Middle School um they have over 41 years of experience in master planning programming design and construction um they've got about 750 million dollars in new construction and modernization projects going on in the Central Valley right now they've done over a hundred long-range facility Master plans in the last five years just in California alone and some of the current projects you can see there Merced I was asking Ben how to pronounce the next one I'm open to anybody telling me how to pronounce that Tamil time will pass Mill Valley Nevada joint Union San Luis Del Norte Mendota and Marysville they've got a team that does all all different parts of the process kickoff meeting site assessments cost at estimating you know they're

141full they're a full service architectural firm they have designers Engineers architects electrical engineers chemical construction Engineers mechanical engineers um Roofing Safety and Security Specialists as well the fee schedule 483 700 is the not to exceed amount so it could be less than that depending on um you know how much time they spend on different aspects of it um and finally the timeline about eight to twelve months from approval which would be from the next board meeting um The Firm will will facilitate the entire process along with the staff and then Community meetings and board updates will happen throughout at different times during the process um so the next steps here are just the presentation and the first read tonight um and then along with this once we start this work we will begin the boundary

142and site utilization discussions um when we get our latest demographic and site utilization report probably in December so we'll start that work so the timing is pretty good uh looks like an October 1st start for this project we'll have boundary or excuse me site utilization and demographic information in December so it kind of will mesh right together to complete this process eight to 12 months and that's a first read any board any board member comments or questions this is a first read you'll be back in our next meeting and you can ask questions of that time if you have any at that time sure so uh thank you very much thank you I'm not I mean you're not leaving are you yeah okay because you're next yeah HVAC and science modernization project first three to

143closer 28. we got that one on Chuck all right thank you okay so this is a first read for the um architectural agreement the design agreement for for La Jolla uh HVAC that's the boiler Chiller replacement with package units and the science modernization this is a first read and it's important that this is just the um to design this is just for design so this is not the the actual project this is just the design phase I'm again forward with Clarity so be successful be connected um and then the project so the project is going to remove the Antiquated boiler and Chiller system and replace it with package units um at all rooms on the site um gas and electrical infrastructure will be provided for that all those systems all those new systems will be

144connected to our EMS system and then along with that we will be doing um compliant restrooms ADA compliance and site accessibility and that's required anytime that's a DSA requirement anytime we reach a certain threshold of cost of the Project based on the value of the building it it requires that ADA and site work to be done here's some pictures of the existing system that's the current um boiler that's actually the current Chiller um those I don't know if this works the little pointer so if you can see those things right there that look like big ice buckets that's kind of actually what they are those are called thermal storage units um that's that's part of the problem why this system doesn't work exactly right because those those things don't quite do what they're supposed to

145do so that's why we're replacing that um this is a very similar system that what pinkam has this is what Hurley had before we did that replacement so this is just continuing with the board's uh direction to staff to kind of get rid of all of these old things and it's going to really make our sights a lot more comfortable um the science modernization our district standard for science classrooms is seven sinks instructional monitors compliant compliant Cabinetry eye washing station prep rooms and new ceiling grids so this is our this is our kind of our basic science classroom standard uh the seven sinks is something that we kind of went round and around and that's where we settled on that works at high schools and it works at middle schools as well so we've got

146a really good science standard um for for uh when we do modernizations um here's some pictures here of the existing room and then oh that's it so we don't have any new pictures so that's a first read again that's the design contract for La Jolla HVAC and science modernization so do any board members have any questions or comments I do have a question just for my own personal curiosity uh in this project another project what happens with the you know old equipment in our old HVAC system Etc do we do we trash them do we recycle do we sell them do yeah what happens with that well depending on if they're still usable they may sit in the maintenance yard so you know and we could we could potentially recycle them to another site but

147as we get rid of the last ones of these we'll probably just recycle them or send them to a dismantler or you know whatever we can do the problem is is there's I mean there is some copper and some other stuff in there in metal that would potentially but there's also hazardous stuff oil all of that so sometimes it's not really worth the hassle to do all of that if it's usable we keep it in the yard for a spare got it thank you any other questions I have one sure so um have we modernized all our middle schools already no Green Acres is going on right now La Jolla and Divisadero are in in planning uh who they forget Valley Oak is also in progress as well so yes they're all in progress um

148Green Acres will be done first all right so they're all being yep okay that sounds good all right so you'll be coming back for a second read on yes sir it'll be a repeat of all of this on the 20s okay so I don't want you to leave you're next again so Mount Whitney gym update and science modernization is the first period of closure 29. yes so again architectural services agreement this time it's with Mangini Architects um to do the bleachers project and some minor uh work in the gym and really we feel that this is going to finish off the modernization of the Mount Whitney gym do the rest of the work that wasn't able to be done when the initial project was done so this will replace the bleachers you know that Jim

149already the gym already has a new floor has a very good H Central HVAC system so it keeps the gym nice and comfortable but if you look up if you walk in that gym and you look up the ceiling is old the paint is old so this will do this will replace all that interior ceiling paint it will take down some of that fuzzy stuff that's on the ceiling it will it will paint it all clean it up and the other thing that we'll do is put new bleachers in and then along with this project not funded out of this project we're going to be replacing the roof on that gym as well so again here's some of the here's exactly some of the stuff we're going to do demo the existing bleachers paint the

150structural members um they'll look at the look at the roof structure We'll add some acoustical material if we can to kind of cut down on the the echo new electrical for the bleacher system it will be a you know it's a automatic not not manual um and they'll also patch the new wood floor that's under the existing bleachers because we'll need to do that um here's the existing bleachers on the right is a rendering of the new bleachers think of Ridgeview with Mount Whitney logo so you know those are kind of they're kind of a fiberglass pretty cool comfortable bleacher um they they open with the turn of the key um it will be a great addition to Mount Whitney so we're really excited about that um again science modernization at Mount Whitney seven sinks

151instructional monitors accessible Cabinetry eye wash station shower station and prep rooms if you notice that is exactly the same standard that we had for the middle school so we have a really solid Ed spec for our science classrooms now and we're proud of that and so that will take place as well um here's some just some pictures and that's it for that again just the architectural agreement for the project um first read on this one as well questions or comments I have a question that's similar to Dr Vegas what do you do with the uh bleachers because I know that I've seen people do really cool things with the wood like is Steve still here yeah what do we do with those bleachers like I just know that you were thinking about the wood because

152I was thinking that that in the old gym floor like that might be kind of cool yeah yeah and I also think there's like because Visalia is such a small community I think there's a lot of non-profits who would could like auction it off at their events throughout the year there are some people who are like really into reclaimed repurposed wood that I think have been to Mount Whitney or sat in those bleachers or just a thought if we're really just gonna throw them away we'll we'll look at that and see if make sure that we're compliance with uh in compliance with and also thank you public funds or anything like that we need to make sure that we dispose of it properly it's kind of weird like that but that's a good idea because

153we'll look into it they are beautiful it's beautiful wood and I just remember trying to line those up to try to pull them out but yeah um that would be nice report in keeping with salvaging material we do that for the gym floor so at Redwood we will be salvaging that and usually the campus will then you know put a couple of stamps on it and then they'll auction them off or sell them off yeah so cool we have the wood yeah we haven't done it with the bleachers but we can that's something we can look into any other questions first read so you'll be coming back again to us it'll be on consent when we come back so if you have any questions between now and then I'll stick it in board line again

154to kind of give you some more information and then we'll just go on consent on the 27th thank you Mr Kerr thank you our next item on the agenda is uh enclosure number 30 notice of in 10 10 floor certificated personnel and approval variable term waiver request for CCSD certification Mr Dylan assistant superintendent hrd we all keep hitting that thank you president Guerrero superintendent Trump members of the board uh similar to uh actually every preceding board meeting this year um I am bringing to you uh this notice intent to employ uh requesting a waiver uh to provide the opportunity for this individual to complete the requirements to pursue their credential this is a a unique position um and so it's it's a unique credential requirement that we're requesting that waiver for so this is an
