Dark. >> Thank you for that. Um and I did a roll call. I'm sorry. Roll call. >> Yes. Um, Trusty Reckler. >> Happy new year everyone. I am president. >> Trusty Smiths. Smithwell present. Trusty Hernandez. >> Good morning. President clerk Gonzalez. >> Good morning. President >> President, I have a point of order. Are we not going to do the anti-racism statement? >> It's not on the agenda. >> Statement for the district. We usually read out every meeting and we'll pull it up. Let's go ahead and pull up that project. The West Country High School District Board of Education is committed to the work of anti-racism. The conscious and active effort of to identify, challenge and correct racial inequities >> in the system and institutions within our schools and community. Racism, explicit or implicit, stands in
direct conflict to the fundamental principles of WC WSD education. To carry WSD education in the future, we recognize that we must continually renew and reflect on the roots of racism and develop new ideas to meet new times. Unjust ideas and policies and the racial inequity they produce have uh shaped us, our schools, and our society. We strive to uncover unconscious bias and practice anti-racism as individual and as individuals and as board members. We challenge ourselves to persist through this the conflict necessary to grow for growth and learning to deepen our listening and our examination of racism and and oppression and to develop a strong understanding how our personal experiences and feelings fit into the larger picture of continued oppression. Each member of our school board individually and collectively is responsible for creating and nurturing an
anti-racist learning environment where each student, staff member, and community partner is a respected and valid member of those community. We are uniquely positioned and it is our responsibility to identify and dismantle racist ideas and policy in ourselves and across the district. Therefore, we commit to supporting anti-racist policies, programs, and practices for our children's education and well-being while building strong inclusive school communities. We commit to holding each board member accountable towards the schools and moving the work of anti-racism forward. We also commit to holding what's class to living these standards of anti-racism in our school. >> Thank you for that. Um apologize. Um moving on to item six, report ratification for close session. Do we have anything to report out? >> There were no items to report. Okay. Now we move on to item D. public

Do we have any public comment? We have no public comment. >> Thank you for that. One, the resolution number 2526-48. >> Thank you. Um, we're presenting the board uh staff is presenting to the board a resolution, a recommendation for resolution um that identifies the amounts of budget reductions or revenue enhancements ments that are required for fiscal year fiscal years 2025 26 26 27 and 2728. This is taking into account um our tentative agreements
that have been reached when our our labor unions, excuse me. Uh the projected cost of those tenative agreements is $15 million over the next three years. In order to meet those those um financial obligations, we will need to again um engage in both um revenue enhancements as well as significant budget reductions. I can read through the resolution so that is for the record and then I also want to engage the board in a discussion around amendments that have been proposed. Um, do you want me to go ahead and read through >> for record? Go ahead. >> So, resolution five, I'm sorry. Resolution number 2526-48, resolution identifying the amount of budget reductions andor revenue enhancements required for the fiscal year's 2025, 26, 26, 27, and 2728. Whereas the board of education board has a fidiciary duty
to meet its financial obligations in the current fiscal year and two subsequent fiscal years pursuant to education code 42127. And whereas the board approved first interim multi-year projections or first interim indicate the district will need to implement significant budget reductions and/or revenue enhancements in the 25 26 26 27 and 2728 to remain fiscally solvent. And whereas the district recently reached tenative agreements with its two largest labor unions that add a projected cost of approximately $15 million over the next three years which cost was not included in the first interim projections because of the statutory period covered by first interim. And whereas as a result of the first interim projections and the additional costs associated with the recent labor tenative agreements, prompt actions must be taken by the board to maintain the fiscal solveny of the
district while continuing to make every effort to sustain a highquality education program for district students. And whereas the district has engaged the community through fiscal stabilization planning meetings which have occurred since September 2025. Now therefore be it resolved the district will implement savings from revenue enhancements and budget reductions in the 2025 26 20 2026 2027 and 2027 2028 to be fiscally solvent with the state minimum of a 3% fund balance reserved. Be it further resolved that the board will approve a plan of budget reductions no later than February 2026 for the 202526 school year in the approximate amount of $39 million for 2026 27 in the approximate amount of $60 million and for 2728 in the approximate amount of $27 million. These reductions shall increase I'm sorry. These reductions shall include reducing and not increasing
staff allocations above those in the collective bargaining agreements, reduction in non-core services and programs. This resolution becomes supplemental to the district's 202526 first interim budget and will be included in the second interim budget. that is the the body of the resolution that the board is the staff is recommending that the board consider. Um, also considering that this resolution would be sent to the county office of education, Contraosta County Office of Education, um, and in turn, um, demonstrate the board's commitment to meeting the financial obligations of both our current deficit as well as tenative agreements that are being considered. >> Thank you. Thank you for the public. Do you have any questions from the board? >> I have um uh I'm going to put a motion on the floor to add two words to a particular
clause and I'll just read it. I think it'll just make it a little bit questions right now and then we'll do questions after public comments. Do we have any questions? >> Was going to reduce FPG or something. Um, so county has purposely expressed that for this resolution. um and were not pass it. What they have expressed is that they will most likely not approve or >> that was expressed in the letter that I shared with the board yesterday. >> Okay. Thank you. >> Do we have any um >> Okay. Does the county also want a list of positions that are required or to meet this number? We were talking about reductions. Mhm. >> Um what the AB1200 would specify would be staffing reductions or FTE reductions in the amount of um the the level of
specificity they're not looking for but the number of staffing reductions would be included in AD1200 as well as the amount of reductions or savings that that those so they're looking for a number and they're looking for how much that number will generate a safe. Is that correct? >> Yes. >> Do we have public comment on this item? >> We do not have any public comment. >> Okay. Now we're moving on to um comments or motives. >> So, >> thank you. I want to uh suggest uh just a small change in wording to one of the clauses. Um and it's be it further resolved. So it's uh the first u the second resolve clause >> that the board will approve a plan of budget reductions no later than February for 2025 2026 in the approximate amount
of 39 million for 2026 60 million 2027 27 or go on. These reductions shall include reducing to meat and not increase staffing allocations instead of these reductions shall include reducing and not increasing. So we're reducing to meat which adds uh some concreteness to what we're doing here uh and not reduce you know not just reduce it. There is a matrix and uh the reductions are to it is my uh recommendation on the small change. >> I think in addition um Christ would you like to talk about amendments that you >> I'm sorry. Can you stand up a little bit? >> Is that a motion I believe? >> Yeah. Oh yeah. >> I don't Are we at a point where we have >> a motion to add a motion? >> Yeah, >> you did ask for
a motion. >> Yeah, I'll second it. So get into the discussion. >> Okay. Yeah. Thank you. >> No, >> it's been second. >> Yeah, now we can go to the next one. There's there's going to be another motion with an amendment, right? So >> yeah. So I was like, am I allowed to propose the motion now? >> Um, so I'm proposing a U procedural an amendment well in additional to the resolution. Um, it's not going to change the timeline, the dollar amount, uh, or the reduction of the targets already before us. It's just an additional guardrail uh around transparency, equity, impact, and board oversight so that when we approve specific deductions in February, uh we are doing it with full information and public accountability. So um at this time I move to amend the resolution
number 2526-48 uh by adding additional further resol requiring a written equity impact analysis prior to approval reduction and itemized list of proposed reductions and savings staffing and compliance impact analysis. documentation of community feedback and quarterly board updates. Again, with no changes that require uh the reduction of amounts or deadlines. This is just an additional amendment only. And I did propose language. >> It's not perfect. Are your motions to just this this >> but you guys have more experience. So feedback >> it's just it's a procedural issue. So, if I have things that I would like to either add to or to subtract from your resolution to 2526-48 amendment language. I don't know if I would have to put another motion on the floor to do that where you would have now three motions on the
board the floor because there's really no such thing as a friendly amendment. It's no such thing as a friendly amendment. Or would it be I'll just talk to you and then you bring it back. So I don't know what that parliamentary parliamentally wise will look like. >> Well, she's the second first and then you guys can discuss I believe um changes to what you're proposing as long as you accept them and second the person who second accepts the change all the right. I don't think that there has to be an amendment made further amendment motion made unless someone has a unless the first and secondary have a problem that will so with that second can I go through and just talk say what I was were thinking about so for the first thing that I
was thinking about is there should be a definition for under The number one bullet number four it says schools with high concentration. I don't know the district's definition of high. I don't I have no idea what the district definition of high. So I would love to know the definition of that. I would also like to include as one of those subsets black students. They're not in there. So there's an assumption that the equity impact the assumption is that it would cover socially disadvantage. That's a that's a trope, right? That's an assumption. Black students are not all all socially disadvantaged, but black students are all affected by district policy. So, I would like it to be just add black students to that. That's the other thing. Um, just in number one. Number two, I think we
already had happen. I think that happened today in close session. So, I don't see a need for number two because I think that happened in close session. And then the other thing, the question I have for you in number three, bullet number three. So section three bullet three it says student to counselor nurse psychologist and social worker ratios and that staffing reduction shall not compromise the district's ability to meet IDA IDA IEP and other mandated mandated service requirements the other mandated service requirements are you talking about 504 >> yeah 504 >> just 504s okay so could we put 504s in there >> and then that's it >> so for the first both of the first one. Do you wanted to say specifically black students or African-American students or black students/ African-Americans because people >> they
could be black African-Americans black students >> because that's how they identify in the the 600s. I don't know how the 600s define it, but however the 600s define our black and African-American students. And then >> and then for the school with high concentration and so the uh so like I would think about like title one schools like poorly more impacted. I don't know exactly you know the number but that's why I just left it like really broad where you're >> so I guess my question is if I could piggyback Dr. C or Superintendent Cotton what's the definition for high concentration? Do we have a district definition for high concentration? I don't believe that we have a a district or a state definition, but if you're if you're referring specifically to title one schools, >> then
it would be title one schools. If you're looking at socioeconomically disadvantaged or up, um I don't think that there is a a set percentage that we would be referring to. You can set that percentage within this resolution and if you choose to 75% 90% 80% um of socioeconomically disadvantaged youth. Is there a number that isn't there a number that we have to hit to be title one? the number of people that fill out that form and then that form dictate I know that matrix moves sometimes it goes up and down year to year or a couple years to a couple years but there is a number that we hit that then puts the school over into title one because of the number of people who fill out that form >> what's our current percentage gene
>> yeah it's about 50% we we hover between 50 and 50% depending on how many schools that qualifies >> would that be a number that you're willing to feed too is the same number we use for the title one or would you like it to be left? >> So we were even kind of like hesitant to put like a percentage on there because it's just like all our schools are in need, right? Like there to me all schools are in need and you know we are an open district and a lot of our students go from like point A to point D. So that's why I'm kind of hesitant, but again, I'm still new. The advice from like you guys and the numbers and staff like I I'm all for it. >> I offer something.
The wording is the schools with a concentration of social economic disadvantaged students and because instead of high concentration or with a concentration of socially disadvantaged because I think that gives it a little bit more room on this side, >> but it still covers what you're saying because all of our schools are in need. So if you have a concentration of socially disadvantage, you need to be looked at because I think that that will set a standard for all of our schools. >> And the the actual measure that we've been discussing and using for the matrix is our UP. So our um unduplicated pupil count, which also includes our socioeconomically disadvantaged students, our English learners, and our foster youth, which hasn't yet been um discussed. It's on the list, but I'm hearing that you would like
to also add a black African-American student as well. >> I think the purpose of this though is to using these categories of students um to best understand the equity impact. >> Yeah. The equity impact. >> And so that's the outcome. Then I think it is helpful to have a percentage, a clear percentage for what we're measuring. Without that, you can't, this is a measurement tool. This is what you want it to be. >> I think that a percentage is helpful to have some type of a a way to measure. >> And then you said for title one it was 70%. >> So we have two tiers. We have a tier one at 80% and then we do tier two which includes all our schools above a 50 to 55% threshold depending on the year. Um
but you can make that percentage equivalent to our title one percentage. Yeah, which would be about 50%. It might be >> easier for like like easier for to get numbers like how for staff >> I think at 80% because then you were looking at truly those sites high concentration that's a high concentration of for what you're trying to get at I think >> tier one title one schools >> how many schools have 8% >> versus% How many% 50% about 23%. >> That was last year's numbers. Um they change year to year, but about 23%. 23 schools last year. >> We'll get your numbers in in January. Actually, >> did that work for you? Yeah, that's fine. >> That's all the That's all the things that I had. >> I guess you accept things. >> Yeah,
I accept the second. >> Thank you. So, first I have Rosenbergs up and just to read a piece of Rosenberg's on motions, multiple motions before the body, there can be up to three on the floor at the same time. The chair can reject a fourth motion until the chair has dealt with the three that are on the floor and has resolved them. And then, I know we've gotten some different advice. This says here that you start with the last one first and then work your way back. So, start with the first question. First on the last motion that is made to start. Um I do question though. Um so to staff and to trustee Hernandez I it says here quarterly reporting right. Does enough mean quarterly to be a value? Um >> it's essentially interums.
Is that And is that enough? Is that I mean is there movement that would be significant reporting? >> Uh yeah, I mean yeah there's enough every four months. >> Okay. And then >> but can I can I ask just a clarifying question that you're asking for number five ongoing board oversight. Will there be movement? If we put put our reduction plan in place, will there be enough movement to circle back to the board at each quarter to talk about where things stand, what is holding steady, and what has changed. >> Yeah, exactly. Because I was thinking is if that's not enough time, you know, do you see enough movement meaningful to report out or would a cadence like February with the LCAP when you do that LCAP update and then maybe with the unodudited actual
at the end of the year? So maybe twice like one at the middle and then one at the end. But if you can if you have significant movement that would be meaningful um you know maybe my my point is >> yeah I think time of year start of the school year we we would learn more but first interum is your big first checkpoint um >> I don't know how much changes between December and March for second interim >> it could be twice a year um would would yield larger changes enough to actually discuss versus just saying it's similar the first inter 3 months later. >> Okay. And then my other question is um is there an expiration point on this? Does it go on forever or is there a revisit in three years two years?
Is there supposed to be an expiration or I don't know. This is the first time I've >> No, you're fine. >> I something. >> You're fine. You're doing great. >> Well, this the resolution itself identifies the amount of budget reductions andor revenue enhancements required >> from 2025 through 2028. >> Okay. So, we would end there. Okay. question. >> Thank you for trustee. Um on number four, >> um recommendations accepted or rejected from the fiscal stabilization planning meetings. Like are you referring to like if a group of people come to the stabilization meetings and say like we're really against that idea and then staff will put that into the report to let us know this specific group of people was against this reduction. Is that type of thing you were looking for? Yeah, just like specifically
what concerns or you know what the the things that are raised by the community and what communities because different things affect different communities will my affect my community might not affect Paul and can or repler and alter or even yourself both. So that's why it's just different themes and different from different community members. >> That makes sense. So then except it would just be maybe sorry maybe this this probably if there's like >> issues that are just not brought up by community would that be considered by staff as like accepted as potential reduction sorry just because it says the recommendation is accepted or rejected specifically that's why I was like sorry >> so my question is are we going by what has been discussed up until now for I I have a point of clarification
for What has been discussed up until now within the face the fiscal stabilization planning meetings is I don't think that we've gotten to a place of of gathering recommendations. So I don't know if this if we're talking about this >> I'm just I'm just I'm not that one wasn't as clear to me because I know that we have not said and what do you recommend? What do you recommend? No, we don't like this. Yes, we do like this because we haven't gotten to this place with the board yet to be able to put that out to the community and so I'm not quite sure um and it's also this one would require kind of a timeline. So the end of the year, do you want to do this? Then you know May, do you want
to do this? June, do you want to do this? February, do you want to do this? What would that look like? But I'm wondering if maybe an edit would be to take out fiscal stabilization planning meeting um and add in through community engagement and this gives staff a little bit more wiggle room of like where exactly to get this feedback from. Um, and when I talk about this, it's like what you guys propose to us, propose it to the community. Does that make sense? And then get feedback from that and see what the community >> or my understanding. I thought you were referring to the meetings that are about to happen, not to the meetings that happened before. So, I'm glad that you are asking for that clarification. >> My thinking was for the future
meeting for future meetings of not prior meetings. So I think you know changing the verbiage from the physical civilization planning meetings to through to community engagement I think it makes it makes more sense. >> I know that the question was raised about what this will look like next week when we talk about community. It will be a modification of what was shared. It's not going to be that presentation because I want to make sure that what we do present who our audience is and what exactly are you asking from from >> asking for from them. I have not the agenda is not set yet. So >> no. Yeah. But it would be a modification of that of the conversation we have. >> It wouldn't be exact conversation exactly. >> No. Yeah. I understand. So um
if we were to edit so staff shall provide a summary report documenting how feedback a summary report an annual summary report documenting how feedback from and it would be is this realistic coming from DLCAP from income coming from um if you know as we do more fiscal stabilization meetings from the DBEC, from CAC, all of these different places. Then staff knowing that at the end of the year, we come up with a summary report of of what we have marked. >> Yes. >> Thank you. Sorry, I understand it differently. President, you want to report from the meetings that the district's going to have next week, the community to the board before we vote on any reductions on feedback that they that you guys get out of these meetings. >> So, that's going to be limited.
We're going to continue to have ongoing conversations with multiple ASAPs, BEC, BLCAP, CAC. I do we want what exactly is the board looking for? So, I mean, yes, we can we can do conversations next week and we can provide a report and move on and that could be sufficient as well. I'm not either. Do you I'm just wondering if staff has any >> and is this summary prior to the board meeting or on the night of the board meeting as we present the reductions. >> I would like for us to have it prior to you know the board meeting when the agenda is released so us as board members can have enough time to review. It's just I don't I don't feel that you know being presented with the information the day of the board
meeting is just going to be sufficient for us to make a well for myself to make a decision. >> But it's not a presentation to the board. No, it I want to know just feedback like you know what what was presented, what feedback did staff receive and then you know through the community engagement um you know event that we have because I feel like we like it's just we need to know what is being said through staff and our constituents so to me so I can make a decision. That's how I look at it. >> Is that realistic? >> So, meetings on 14th and 15th and providing a report prior to the 21st. >> Certainly. >> They said they could do it. >> Definitely. Wait. >> So, there's notions happening on January. >> No, no,
>> you're talking about February. The February. >> Well, yeah. When do you want that information? >> So, it's just up to you like how much time do you guys to you know this is >> if it can be done by the 21st fine. If not then by the first when we do the reduction. >> We also have the 28th and then we'll also have first meeting in February. >> Okay. >> February. >> So it just has to happen before we vote on reduction. >> Yes. Absolutely. >> Yeah. >> Okay. So can we edit this uh to say the staff shall provide a summary report documenting how documenting feedback not how documenting feedback from u community engagement meetings influence the post production including you know themes that were raised by the community uh things that if
people were for it, against it um and just you know the final staff recommendation and here regarding feedback as well. >> Okay. The staff shall provide no later than February 28th, 2020. Uh it's probably number the third one the third bullet point it just says before the >> reduction packed to the board >> reduction. So, okay. So, then I don't need to put that. >> So, all we're changing is community engagement. Yep. >> From the school to those. >> Yeah. And then adding additional bullet point for to include African-Americans and black students as well as bullet point for schools with 80% concentration of social economic disadvantage. And then um eliminating number two. >> I think you got to keep number two if this is a multi-year if this is a multi-year uh proposed. So it
has to say because we got it this year. So if you I think you keep number two. My only issue is I thought this was a single >> year but this is a multi-year proposal. So it should be in there for the 26 27 27 28 year is covered. >> So correct that. And then for three staffing and class size um where it says other mandate mandator require uh services require requirements just remove that and put 504 and then for bullet point well number four change the verbiage that was just >> I can just one more I'm just understanding number six. No expansion of reductions in our base. >> What is that? What was proposed right the original numbers? >> 39 more reductions than the specific amount. >> Yes. and if it was to happen
to come back to the board and let us know if >> if revenues go down or expenditures go up those numbers change on a daily basis. So if everybody turns in a million dollars of overtime at the end of the year then we're going to need have a million dollar less. >> I wonder if this where maybe I can introduce my amendment. I wasn't going to do it but then it actually matches what you were saying which is the amendment that I had emailed to >> which was that there are changes to revenue I can't remember now changes to revenue this revisited with the board or something I can't remember the language but it kind of goes >> can I ask this though we have our we have our first interim we have our second
interim and we'll have another round >> because we're qualified. We have to do a third interum and then we'll have to do estimated actuals all of those things and this information will be included in those reporting cycles. >> Yeah, we have to do mys and all that. >> So, do we need to do this if we are doing our reporting? inter will update you on revenue expenditures and deficits in MIP form at every >> inter >> and that requires board approval. >> I don't think so. >> Yeah, I don't I don't know that this adds anything addically. >> Well, no. I mean, are you comfortable >> if we if we're taking Well, I would say take it out if we have a a budget cycle that the board has to approve those items. That's is
there a need for this if we already have to the board is already approving? >> So you said there's first interum, second interum and then >> there's a there's a potential third interum depending on our qualifications and then there's estimated actuals. >> Okay. I'm fine with that. So I can't even fix. >> Okay. Because because if things get better, we just do less productions. If things get worse, we we have to this is kind of the minimum. if things get worse, we have to come back to increase those numbers anyway. >> So, I would propose adding that um adding these items with the the I don't know if I can propose them, but I'm recommending the board. How about that? um adding these items after the first now therefore be it resolved and then going
into um the equity impact requirement program service trans I don't know if we necessarily need the headings but the the information is there and then closing it being it further resolved with the board approval plan budget will be recommendation. I probably would say lose the headings like it's lose the headings because it's not necessarily >> No. Yeah. >> Yeah. Trusty or not? Is it >> you just went away? >> We'll start with trusty >> record. Yes. >> Trusty. >> And you're we're just voting on the proposed amendment. >> Yes. Yes. >> You just voted on the amendments. Did you vote on the actual resolution itself? >> I think we >> on the amendments and then we're going to go >> we have to have >> and then a vote on the final trusty regular amendment.
>> Yeah. So mine to repeat is in the be resolved clause the reductions sh include reducing to meet and not increase staffing allocations. So it sets the the intent is to set the bar at the staffing allocation. Otherwise, you could read it like it keeps review. But we have a motion on the table by trusty regular second. Seconded by Hoy with Trusty Smith. Yes. >> Trusty. >> Yeah. >> Trusty. >> Yes. >> Trusty Red. >> Yes. Interesting. Yeah. Now we move over to the original um resolution for 2526-48 with the amendments approved. Um do we have a motion to approve? >> We have a motion to approve. Okay. I motion to approve resolution number 2526-48 seconded by Hoy Us >> is this yeah with everything that happened now >> with the amendment >> with the
resolution in a packet now including all the amendments and the lang language that trust could be. >> Yeah. >> Trusty. >> Yes. >> And trust. Yes. But there's motion to pass it. >> And that brings us to the end of our meeting at 12:40 um p.m. Um thank you to everyone who joined us. Uh we are at So you want
