001foreign and welcome to the board meeting here at the John Middle School and we're about to go into closed session just kind of give a little guidance if you're attending the meeting in person here at the John and you wish to make a public comment now on a closed session item you need to submit an orange request to address the board form to indicate your desire to speak in participating by Zoom you and me excuse me you would need to ish me to raise your hand by clicking on uh the appropriate icon in the Zoom app or by pressing star nine accessing the meeting by phone there is no yielding no time to another speaker and there excuse me and there's no substitution a speaker permitted please finish up the orange card and turn them
002in and if you're in the zoom or attending by phone please uh get in line to speak by raising your Zoom pan now and we're going the items that we're gonna cover a closed session is liability liability claims how many Public Employee appointment Public Employee discipline dismissal release complaint conference with labor negotiation and we adjourn closed session at uh 6 30. and we'll be back to conduct the regular uh meeting for this evening so now what we're going to do is go to public comment and I turn it over to staff our first public comment is John Savala good afternoon good afternoon president Christian board members and superintendent Hearst we are here today to share a perspective in advance of the closed door agenda item conference with labor negotiators and to speak to the urgency
003the Urgent emergency our students are facing in the form of educator shortages board we are here to request that you direct staff to settle our contract negotiations and agree to utr's proposal of a 10 7 and 5 salary increase and a commitment to 80 percent Health Care coverage for the duration of the three-year successor agreement as of Tuesday there are 14 primary 35 secondary and 30 special education utr represented positions posted on edgeline considering an average of 30 students per teacher this represents over a thousand students in wccusd without a permanent certificated teacher last time we were here we spoke to the crisis our educators are facing related to Staffing shortages today I want to speak to the many ways our utr members have stepped up to support our students during this period of crisis
004through mous utr members have agreed to give up their prep periods spread 35 students a periods worth of students across their day and even take students far above their class size maximums on days when Subs aren't available combination classrooms are rampant in the district our teachers have also given up rights for example by allowing bilingual combination classrooms which are contractually not allowed in my home Department of school psychology we are still short eight full-time equivalents this represents nearly 20 percent of the department this goes beyond utr members as well I know if principals giving up each and every day to sub in classrooms secretaries maintaining sick children in their workspaces and custodians being denied vacation because of their inability to find Subs while this is occurring utr members have received a notice of a significant
005increase in health care costs which is an effective pay cut starting this January because negotiations have yet to settle our educators are also aware that San Ramon Valley Educators Association settled with management for an 8.5 percent ongoing increase a one percent one-time increase the removal of salary steps and the ability to transfer unlimited years of service from other districts Antioch unified a district where many of our Educators commute from has an average salary of over 92 000 and they have yet to settle their contract meanwhile based on the j90 forms for the 2021 school year the last year we received a raise average teacher salary is barely over 79 000 per year per educator Ford we need you to direct staff to settle our contract negotiations and agree to utr's proposal of 10 7 and
0065 and to settle health care costs at the 80 20 split for the duration of the three-year contract last year WCC USD faced over 200 certificated Educators resigning representing a 30 percent increase over typical years we have to recruit new teachers to fill positions but we are burning Educators here that we have at an alarming rate and we should expect even more resignations based on the path we are currently on certain administrators have spoken on the need to rip last year which would have noticed 70 teachers yet we started the school year with far more vacancies whether intentional or not the burdens of poor planning and decision making are falling squarely on the shoulders of our Frontline Educators and more importantly the shoulders of our students meanwhile the state of California has deployed record funding
007to this District to meet this very crisis from the budget you were asked to approve in June to the more recent 45-day revision you reported an additional 96 million dollars in income to our district a quarter of this is totally unrestricted furthermore we have often heard that restricted funds are unable to be negotiated for salary but this is not true according to the district itself over 38 of certificated salaries are actually funded by restricted funds including my own as a school psychologist we were told salaries um excuse me we were told we needed Rifts to meet our solvency and yet we ended the year based on unaudited actuals with a 45 million extra and unrestricted reserves and yet multiple unstaffed classrooms we have heard it's too simple to think of all the reserves I'm sorry
008of the additional funding available for negotiations as its one-time money but we observe in your revised budget that you have already approved an additional 70 million dollars for certificated salaries per the 45 five-day revise this alone would cover the 10 salary increase we have submitted why are district admins still fighting with us when we approve this additional 10.5 to this year's teacher salary in the budget back in August through negotiations utr has also proposed language to codeifara Community Schools model we propose this language back in June and we have yet to receive a response from you we Educators through our Union have invested and worked together with you to secure 36 million dollars for Community Schools fund for West Contra Costa through this collaboration we ranked in the top five for Community Schools grants in
009the state of California and you have not given us the courtesy to respond on an issue that is such a need for our students and community yesterday I received a request due to a point a utr member to the hiring committee for the director of English language learner achievement this is great we need more support for dual language Learners in our DLI program however the hiring of this individual represents a priority associated with a budget cost how many other additional positions have been hired this year or are being advertised I know we're all working hard I know we all need support but we are in a staffing emergency our number one priority needs to be ensuring a qualified certificated educator in every classroom board members the educators of West Contra Costa Unified School District asked
010us to settle our contract now and meet our proposals for a 10 7 and 5 and to commit to the health care across our three-year contract there is more than enough uh to pay for this you've received an extraordinary 96 million in funding beyond what you were told the district would receive this year please solve our educational and bargaining crisis today by directing Dr Hurst and his staff to settle with utr and other Union contracts immediately thank you foreign public comment is Veronica Diaz good afternoon superintendent and board um thank you for the opportunity to speak with you today I am also here to speak about negotiations and it is not going well for your classified staff either and I'm growing concerned um I want to share part of an email I received from a
011school community outreach worker named Monica this week we have been in negotiations for month for months now and we are being told that you are trying your best to recruit employees yeah a month and a half after opening our doors to a new school year we are worse off than before Murphy since last Wednesday we've had no secretary in Downey art supervisor no subs have been sent one yard supervisor for 400 kids seems to be a safety concern the clerk can do both jobs in the main office and Scout can cover when she leaves as for our yard we have a we have mixed lunches so one set of eyes is not enough but wait the Scout can help cover for some time the instructional Aid and RSP can help the other period The Graduate
012tutor can help for a bit the one-on-one to the student that left early for his therapy can help and so can the principal that when a student decides to run out the gate and leave campus that help is still not enough we are here for the kids us as classified staff do it because we care about our school community and step up to help out but let me tell you I'm tired of stepping out and helping out my team when it doesn't seem like you the district our more powerful team isn't concerned and or cares if it doesn't affect your day-to-day you dismiss it so to whomever this gets allocated to let me tell you our schools are in desperate need of help we are worn out this is just my sight I know that
013others out there are in worse conditions I am looking to see a brighter future but not sure the clouds will move out fast enough Monica has been elected to the teamsters bargaining committee by her peers for three contracts now but this year seems different I have seen her cry curse and just give up and it's not just Monica I think she's reflecting what she sees at her site every day employees who make on average 20 percent less than their counterparts at other Bay Area districts having just worked through a deadly pandemic with Nicola last year now facing devastating rates of inflation in the Bay Area a community that is notoriously expensive to live in but this district is a special place it's one of the last places at least that I see through my work
014where staff is intimately linked to their employer the majority of our members graduated from here sent their kids to school here and live within the district that they live in poverty means that your students live in poverty this should have been made crystal clear to you when a former student trustee said during a board meeting last year to implement riffs that she could not support laying off her own mother a yard supervisor we are not sure staff because there aren't people willing to work in the community we are short staffed because that Workforce has other more lucrative and probably less stressful options to choose from four years you had a hard time recruiting occupational therapists you were Contracting out around six when we started as the union here Teamsters argued that it was because of
015how low their wages were as compared to other school districts no one comes here to get rich they come here because they love the work and the kids that you at the very least have to stay competitive last year the district created a new salary table for the therapists now they are about the middle of the pack when compared to other Bay Area districts but guess what you have more candidates and vacancies raising the wage to recruit employees works with all due respect I pose a question to you look at the staff on your cabinet your Executives and your directors do you think that they are living in poverty probably not and I'm not suggesting that you cut their pay to distribute to the classified I am just saying that you have demonstrated that when
016when you want to budget for good wages you seem to be able to do that you seem to be able to budget to create coordinator and director positions as needed that this impacts just a select few in the district so here is our ask your CBO is a smart guy who has been kind to our committee at that table the kindness is not reflected in the which proposals you give us and Monica is tired of being paid with a smile she needs it on her check please direct your CBO to budget the raises redistribute and re-prioritize the budget so that we can get the coal as you know we need please direct staff to settle our contract now are there any uh public comment on Zone no public comment all right so we would close
017out here with closed session I mean we go into closed session and then we'll be back ready for 6 30. all right see see everybody back at 6 30. 022the staff head and they will conduct the rest from here common is Marie Bowles good evening I came to the board meeting two weeks ago to inform you that a big mistake has been made in that Pinole Valley High School only has half of the seating in our football stadium that we had before our new stadium facilities were added visits have been made to our school and now I'm told that nothing can be done and that we'll just have to wait until the next school year to see how to remedy this adults made a huge mistake and now the students and their families are paying the price this is not right please stop letting kids be disappointed and feel powerless I have a solution for what to do until you can build a new seating
023to the specifications of whatever is necessary to get this problem fixed rent long-term bleachers to accommodate our student body and our Stadium at Pinole Valley High School the students and their families need to get back to going to games and rebuilding Community this is about mental health this is about putting students first putting students first those are just words if you don't back them up with action we are the only School District the only School in our district which does not have seating to accommodate our entire student body we are the only I'm sorry this is a bye week coming up but next weekend is homecoming and the weekend after that is senior night we do not have anywhere near the seating that is needed for our students and their families for these big events
024both of these upcoming events bring multiple family members and friends to see each student play football cheer play with the band and all of the other reasons people go to the games whoever approved the plans for the stadium to take out half of the seating should have clearly communicated such to the board and certainly the principal of Pinole Valley High School this project never should have been approved without the significant change in seating being made known to the public please stop kicking the can down the road and offer an acceptable solution to Pinole Valley high school so that the students can fully enjoy their school thank you our next our next public communist Dylan r good evening my name is Dylan I'm on Bright Futures executive board and I'd like to address some things said
025at the September 7th 2022 board meeting Dr Hurst stated why don't they have a contract one they didn't set a meeting with me who could have had a conversation about the Strategic vetting process Dr Hurst also mentioned that people are constantly belittling staff and students and that's why we don't have a contract while that is a fair criticism of the language used let it be known that that was the only two minute two minutes where such language was ever used furthermore how can that be given as a reasoning for not having a contract when Bright Futures met with Dr Hurst the year before on Monday August 30th 2021 where he was personally presented with a proposal complete with slideshows and data it was then and there that he gave a verbal indication that a contract
026would be made for the first time in nearly a decade Bright Futures was not issued a contract beginning with the 2021-2022 school year this was before the Strategic vetting process was even implemented for the 2022-2023 school year Bright Futures once again applied to be eligible for a contract we were already approved to be a vendor for the district before the September 7th board meeting however conveniently we were not informed of a new strategic vetting process because we did not have a partnership or contract with the district the previous year Dr Hurst despite being aware of everything Bright Futures does for our students and Community before creating this new process you made no efforts to expedite pre-approve or even alert us once again why not Bright Futures why were we not even informed of the Strategic
027vetting process that we had applied the year prior to its implementation after becoming an approved vendor nobody reached out to us for the next steps from our 2021 proposal Dr Hurst you should have learned that we service students from many different schools is that why you created a new rule that states partners are not to contact schools or departments it would seem that is indeed a very strategic and preventing us from even requesting a contract to make things worse schools determined their budget the year before so even if we're lucky enough to be our next public communist kalela Leonard good evening everyone I am one of the parents of Bright Futures growth and development I am here again to speak out and let you know how serious this contract matter is to me although we're
028here together I'm addressing you directly to let you know that I need Bright Futures I'd like to remind you that investing in a child's well-being generates long-term returns and affects society's prosperity and viability children who thought Thrive sorry children who Thrive early in life are more likely to become productive citizens who contribute to a prosperous economy and participatory democracy I'm sure you're all aware of this so how will our future excel in this manner if resources are constantly diminished from them bright future does their part by executing commitment to the community with helping our children with Transportation all day daycare providing food homework assistance extracurricular activities the list goes on this is hard to come by you know most schools lack the capacity or resources to conduct after school programs with these benefits bright future
029is doing their part by actively striving to improve the community and advocate for our children decisions on assisting them should not be overlooked what will it take and when will our voices be heard it's absurd that we're even needing for this matter our babies are here to prove this do not contradict your purpose for helping the children in our community give by Futures what they need to help and provide education for your community and for ours thank you our next public comment is Yolanda Williams good evening everyone as you can look around and see bright future is in the house what do we want a drink when we want it all right man I was here a couple of weeks ago I was speaking on behalf because my grandson Jamari Moore a tears bright future
030and I stated how essential it was to the community and how the program helped the family single parents and um parents to be able to work long hours and knowing that their children are in a secure place and so I'm coming before you once again to ask you what is it that bright future needs to do in order to get their Grant I read an article um after the meeting that I had spoke before and they were stating that there's some paperwork was lacking so have anyone from the board sit down with them to see to get the paperwork together in order for them to get the grant once you look around and you see all these children are here these are not latchkey kids but if you won't give them their Grant they're going
031to become latchkey kids and as you see on the news you see the things that are always happening so let's just say bright future and do the right thing and grip give them the grant that they're asking for thank you our next public communist Tyler ladier hello my name is Tyler let's here and I'm a shade a student at Pinole Valley High School right Futures is the main part of the reason I excel in school because they care about our future and give us everything we need to be successful it is ridiculous that you are not giving them a contract when they contribute so much to this community I am planning to be an oncologist so why are you denying the contract for the people who are trying to get me there why doesn't my
032Futures have a contract our next public communist Erin latier hello my name is Aaron and I want to be an engineer when I grow up where are we supposed to go without Bright Futures why won't you give them a contract our next public comment is idrisa good evening board I'm idrisa president of Bright Futures regarding the last meeting I would like to I would like to begin by asking to be excused for the language that I use in my anger and frustration I could have used better vocabulary to illustrate my deep disdain for the mendacious statements and actions of our superintendent later on in that same meeting on the record the superintendent continued to mislead the public by saying he has never met with Bright Futures nor has Bright Futures gone through the proper process
033these are completely willful false statements outright perjurious before Mr Duffy left we had an introductory meeting with Mr Dr Hurst where Mr Duffy told him the value of our services and why he should continue to work with us but he said he doesn't know us he's never met with us what about the meeting on August 20th when we met and you were so excited and couldn't wait to work with us I have an email where you said thank you for meeting with us and there's other emails from the seven meetings that we've met with your office in the last year and a half there's an email from your office letting us know we were approved vendors after going through your new process so what happened why doesn't Bright Futures have a contract I understand your
034feelings were hurt by my words and you said that was a reason we have no contract how is that possible that meeting was last month and we haven't had a contract in two years the school board's job is to represent the people the district governance handbook says I quote the district values its partners and is committed to creating and maintaining strong Partnerships through coordination collaboration and Community communication that's not happening how could we ever expect the current perfidious superintendent and board to represent us after it has been clearly shown that they are persistently economical with the truth the superintendent has shown himself to be spurious and duplicitous in both words and deeds Bright Futures just wants to continue serving our students and our families I asked the question question again why doesn't Bright Futures have
035a contract our next public comment is LaShonda Kane hi and good evening my name is LaShonda Kane I'm also here on behalf of brighter's future daycare a few numbers for you one thousand two hundred thirty dollars is the average cost of child care in California six thousand four hundred nine hundred and forty four dollars is the medium income for a single family household if we don't receive this contract that we need for our children so that we can offset the cost of our child care many kids will not have a place to go families are having to choose between staying home with their kids or going to work and being able to provide for their families and this time where cost of living is rising cost of food is rising cost of gas is rising
036it would be a great detriment to our community to not provide a safe place and healthy place for our young children to go so that people like myself who work in education can continue to educate children while having safe care for mine I asked you to really examine the effect of what this is doing to black and brown families who are in need who are in need of child care to be able to provide for their household thank you our next public comment is do I watch duahino Strickland oh damn hello my name is Dwight and uh I'm a resident of Richmond California I grew up here a lot of these people look just like me that I grew up with and others uh funding is majorly important imperative for all the families out here
037you know a lot of people go to work a lot of people need that help the program has been around 25 years we really don't see the reason why it's not being funded all of us wouldn't be here if it wasn't relevant to us all these different women and all these different men and all these different children is very imperative that they have that funding we really don't know the qualifications that you want but it'd be very great for us to know what do you need and why are we not being looked at first uh being a pinnacle of this community and coming from here everybody knows how the communities is whether it's organ or Richmond we need all the support we can get I don't think now is the time to take funding away
038everybody sees on the news all the different things that's going on and people don't have hope and don't have help and funding so hopefully you guys can find it in your heart and uh keep it kind of simple just to help the community you understand what it would do if they didn't have the funding whether we're talking about mothers whether we're talking about fathers aunties grandmothers we all need it and we all coming together as a community all you guys are from the community as well so hopefully y'all feel it in your heart to kind of dig deep and remember when y'all were young as well we all needed the funding whether it was giving us government cheese EBT or whatever it was we need it all up so hopefully y'all find it in your
039heart to keep those things going we know y'all missed a year but you know you could do something good right now and we could start all over again thank you our next public comment is Ernest Holloway hello how y'all doing today um I'm not here to point fingers I'm just here to um to address the fact that Bright Futures um has employed my daughter for the uh last two summers and um and through her going to the program during the summer times it has gave it has given her the um the opportunity to really learn learn structure discipline um I had gave her the opportunity to feel loved by people outside of her home and they had gave her some form of Direction I understand that um the black community in Richmond is small so
040maybe that may have something to do while they're um cutting back some of their funds for some of the black programs but the ones that still left here deserve to be treated like they belong here they don't deserve to be looked over they don't deserve to be stepped on and they deserve to give the same love from the board members of the school board that bright preachers give to our kids and um we all know man you know um we all come from some form of struggle at some point and we all do understand or we should understand that um having someone like Bright Futures to go to send your kids to that safe somewhere you know that it can go there and get proper education um the staff didn't really really really uh pushed
041a whole lot of effort into pushing these kids and being successful because um a lot of our black kids in this community and all other communities around us is without direction and you know that's where the killing come from that's what teenage prostitution come from and all those other things man bright future gives our kids the opportunity to not go down that land in life and that's all I have to say last name Wilson please State your first name good evening my name is kashinda Wilson I am a longtime resident of the city of Pride and purpose where um Bright Futures is which I have a concern with so when I got the um the call about what was going on it instantly made me reflect on my time as a child here in the
042city of Richmond if I didn't have the teachers and the community that was surrounded around me wrapped their arms around me were concerned about my future I wouldn't be the woman I am today so I am here we understand what the need is what's going to be the solution how are we going to get the funding to the correct place so this so this school can do what they need to do for our kids when I look around the room I am happy to see someone who looks like me that wants to be an engineer that wants to be in the music industry that wants to sit on the school board when it's their time to do the right thing when I look at you guys you are a direct representation of everything that I
043voted for as a concerned parent here with my children still in the school district I I absolutely want to know what are we going to do we can sit around we can fuss we can fight but how are we going to give them the proper paperwork so that they can get the proper funding that they need for these children's future I hope that you guys are are fulfilled I hope that your hearts are open I hope that your minds are ready to receive and you guys are in a place of understanding so that these people can get not these people our people us because they're a direct reflection of you guys sitting on the board making the decisions so that we can do what we need to do for their future thank you foreign ex
044public comment is Alicia hello my name is Alicia I'm a parent of Bright Futures my two kids have been welcomed and loved by these people I have been in the district as an alumni myself my kids have used the after school programs that the district provides you fall short immensely compared to Bright Futures what the difference is is these people love our kids they want them to succeed they want our kids to love each other they teach that they also teach Wellness in their emotions they also help them mentally they teach them how to deal with situations how to breathe how to take a moment how to conduct themselves and a level that we as a society want from our kids that we don't see in a lot of kids nowadays this school is so
045extremely important to how our kids are going to grow up to be adults we want a society where these kids are going to be conductive for us they're going to help our society grow and come back and come into this community and help it grow as well why wouldn't you give a contract to a place that wants that why wouldn't you even think about studying how they develop these kids and how they help them and put that into the schools that we have it makes no sense to me how could you not stand there and say this is what we want for our kids this is what we want for our community why would you take that away from kids that need it from families that need it I myself have had to pay an
046immense amount of money for daycare or I had to choose between daycare or bills they give me the option to not have to do that they work with our families they feed our families they love our families this is a school that opens its Hearts to everybody granted I may look a little different than most everybody else but you know what they've never treated my kids differently every single one of those kids is their kids that is how they treat us we included every time I see Miss Simone the first words out of her are hey baby how you doing give us our contract our next public comment is Ivan hi my name is Ivan and I'm a student in the school district I've been employed since the age of four in the entertainment industry
047my career choice for the future is to be a general surgeon I'm here to respectfully address the board I want to let you know that you're making it very difficult for me I read a book about Ruby Bridges I can only imagine how Brave and stronger support team had to be I also read that it was against the law for people of my skin color to be educated which leads me to confusion because if that foreign fathers lost their lives fighting for me to have the right to learn why am I being denied my constitutional rights I was told that in the 60s my people knew who their enemies were from 2022 we have become our biggest threat why would any of us be on a team that's destructive to anyone especially our own people
048an educational system that strategically designed to lead into a cage in jail or an early grade I look at my friends here and not one of them has ever told me that when they grow up they want to be a stick up kid or adult Queen not one of them has ever told me that they they want to die before their parents or grandparents I'm going to make a promise to you I promise when I want those shoes or I change I'm gonna rob you I promise when I'm hungry I will rob you for a meal I promise I'm gonna work hard for everything I want and need now can you make a promise and help me do that general surgeon and if the center goes down I'm gonna be disappointed because this is a
049safe place for me and my friends and that's all I gotta say and our last public comment on person is Ivy good evening I want to start by saying first of all I'm very bothered by the fact that our parents and our kids have to come here and advocate for themselves I'm very bothered that you all haven't considered Dr Hurst our reputation and I stood for the last 26 years in case you or anybody else still know you went in the trenches for our kids we started this process because our kids was victim of this system we started this process because we were victims of the system and to see our brother not identify the needs of your community in my eight-year-old grandson had to come up here and address you grown men and women
050that should be embracing their needs he's right we wasn't afforded education back then we had to hide now we're on the front line fighting our own people you have the power Dr Hurst to speak to ensure us the funding we need to save our baby lives none of us here is born with a silver spoon none of us and we're trying our best we was the first on the line to model how to open Bruner pandava tell them Mr Phillips we was the first ones to show the previous executive staff how to hold people accountable for the services so it can make an impact so our babies don't wind up in the grave early or in jail I don't like disrespecting nobody but I had a problem with people come out disrespecting the line of
051organization I built from scratch we are in full compliance how do I know because we helped design and set the standards because so many of us was dogging and using abusing the money look at that Bond money tell them please all that money was misappropriated we've been here these Developers please conclude your comment I love you all right I want to thank you for your comment we appreciate it we have to call the next person uh we have to call the next person so thank you our first public comment on Zoom is Gene kinster please unmute yourself foreign Ute yourself our next public comment is yanad Burrell please unmute yourself good evening everyone can you hear me yes we can thank you good evening everyone go out to see many are well I'm doing well
052my comment this evening is regarding the job posting that the district posted for the director of communications the job post school had a closing date of September 19th it requires applicants that were interested to upload transcripts three letters of reference a resume and a cover letter I was shocked that on September 21st just two days after the job closed that someone posted on social media that she is the new director of communications alarming I have to wonder if the district is following its fiduciary duties to at least acknowledge all the alcohols who went through all their time and resources resume cover letter transcripts job records if they really are being and holding their highest value of Integrity because to see that someone was in that position two days after it closed on July on September
05319th causes pause for so many people a lot of people are wondering the district posts all these positions are they really feeling them are they really looking at resumes are they really giving the applicant's audience so unfortunate to go back again I'll say again that the candidate was excited and she posted on September 21st she is the new director of communications when this position closed on September 19th so again were you really fulfilling your fiduciary duty and the highest level of Integrity in recruiting for this position thank you our next public speaker is Ellen bellio please unmute yourself hi thank you for this opportunity to speak this evening I wanted to begin first and foremost to thank the teachers administrators and staff of wccusd it was very clear in the heartfelt calls last week that
054these people were doing a tremendous amount of work in very stressful conditions and feeling inadequate compensation for the critical Services they provide for our community I want to thank them for their tireless efforts to support our children but more importantly in all the board meetings I hear a significant amount of distrust and a plea for more transparency in the wccusd budget there seems to be a real lack of understanding that our district due to declining enrollments and challenges with attendance faces a significant structural deficit in the budget this can't be patched over with one-time monies from the state the structural deficit has led the district to make some really difficult decisions around Staffing leaving some employees of the district to be doing the work of three or four people at some sites I also hear
055a lot of conspiratorial beliefs that much of the issue with our budget relates to contractors but in listening to the budget presentations provided by Mr McIntyre sounds like the bulk of the contractors of our District are not consulting firms or marketing firms or law firms but rather special education instruction and maintenance operators that perform essential work with students and the maintenance of our facilities so I also need the district to have more honest conversations about where enrollments are declining where attendance issues are the most severe each area trustee should care about what that looks like for their area because in the very near future we might have to have as a district some real uncomfortable conversations about facility closures and we need to have some real creative conversations about attendance I doubt the form letter
056my family just received is really going to move the district or sorry to move the needle on attendance I implore the district to provide queer communication around the budget and its structural issues this should be visual in nature not spreadsheets I'm talking pie graphs and bar graphs visualization of percent differences what fraction of the regular ongoing allocation goes to different aspects of employee compensation what goes to contractors and of those contractors who is it who are they serving we need to see real charts and maps about enrollment our next public comment is Salon Harrison please unmute yourself good evening boy can you guys hear me hello can you hear me okay um I'm concerned about how um decisions are made at school sites with the school site plans and the school side Council meetings I'm
057urging the district to when you guys are looking over the side plans can you make sure that the signatures of the parents are authentic and that parents really had a weigh-in I've been finding sometimes that people are making decisions uh principals and people are making decisions that could but not including the process for parents to have a voice and can you guys check and balance that parents are having a weigh-in and a voice when it comes to programs and services that are being at their School site if we don't have a way in we're experts at some level and our children are the products that you guys are all getting paid to care for so can you please make sure that parents are getting their voice heard at the site level thank you our next
058book the common is Sharon please unmute yourself and state your last name for the record my name is Sharon Baugh and I'm here representing Bright Futures I'm a parent and I am a vice president on the board I'm coming to you today because I'm just disappointed in the decisions that are being made there should be a protocol when a contractor doesn't receive a contract there should be a notification and there should be a way that a appeals process so that if things need to be done differently the next time around then it can be done we haven't received any of those options this is year number two for us and we're really really impacted by the decisions that are being made for the board and for our children I have two children at Bright Futures
059Bright Futures have taken care of my children since they were two and a half years old we are a family my husband and I are both Frontline workers we're essential workers we need Bright Futures we don't have to worry about our children when they go to Bright Futures but the fact that they have not received their renewal contract is not only impacting our rights and our children's rights to a safe sound place to be cared for and educated but also the other benefits that bright future provides they provide Outreach they stand as advocates for our children they do so much more than just a Child Care Center and they deserve the respect and the support of the school district they actually are helping you they are helping you educate your children so that the test
060scores will improve so that attendance will improve these are the kind of programs that you should be funding so again we ask why not us and if not let's open up healthy dialogue to be able to come back around and submit our paperwork so that we are seriously considered I yield my time our next public comment is Venice black please unmute yourself hello board I am here to also speak on behalf of my teachers and I want you guys to know that we are all here tonight in person and on Zoom um very humbly asking for there to be a contract given to Bright Futures but we also want you to know that there is disappointment and there is desperation there are students that were suffer there are families that will suffer in terms there
061will be jobs I will have to suffer people may have to quit their jobs to figure out where and how to keep their kids before and after and during the day so please understand that this contract is needed not just for the students but for entire family there are entire families that are depending on the services that Bright Futures provides whether it's all daycare my daughter specifically is in preschool so she is there eight hours a day I need that care for her I'm a teacher as well at another school and for me to do my job to provide for families I need to know that my students and my my own children are cared for they are safe they are being fed and these are things that is so essential and you guys know
062this you guys know this pandemic or no pandemic you guys know that this is what students need so really really really dig deep and just do the right thing really change the lives of not just these students but these parents and these teachers and realistically these employers as well that are keeping us parents employed while our kids are at school and our kids are being cared for after school until we can get off work and get there to pick them up even so really dig deep you guys like really do the right thing very humbly very respectfully asking we just need a contract we really very simplistically we just need a contract we need to keep our kids safe we need to keep our kids cared for and we need to keep them educated in
063a system that is not designed to do that for them please please do the right thing thank you our next public comment is Deandrea latier please unmute yourself can you hear me yes we can my name is Deandrea latier I'm a graduating senior at Arizona State University with a bachelor's in science in Biochemistry and I am a board member at Bright Futures growth and development center I find it extremely disappointing that we're still here talking about the same topic Bright Futures is a valuable resource to the community and our education system we have a 99 graduation rate that one percent going to Broadway mind you and zero percent incarceration rate and help not only students but also their educate their Educators and teachers we Aid in increasing the time teachers have for introducing new material
064because we help students outside of class reducing the amount of time teachers spend on explaining past Concepts we're providing tutoring and instruction to students that are in classes with no teacher at all we even help Educators get the materials they need to successfully teach their students the superintendent makes over 300 000 a year yet teachers have to pay for their own class supplies and haven't gotten a raise in 12 years what are your values what are you putting your time and resources toward if not the betterment of your of the community that you serve then what we are tired of the prevarication this Recreation to superintendent has lied on record about meeting with us multiple times and continues to not give a straightforward answer as to why we were not given a contract for a
065second year in a row there is proof of multiple meetings between Mr Hurst and various board members as well as proof of completion of his verification process so why oh unscrupulous superintendent and bored do we not have a contract your actions don't prove that you truly care about the lives of those in the community that you were elected to serve and the lack of urgency to fix the issue shows the lack of importance this has to you you are taking from people that are in need during a recession put yourself in our shoes have the day you deserve our next public comment is Don Gosney please unmute yourself much later this evening you're scheduled to entertain a first reading of a brand new freshly drafted board policy 7214.2 this is your policy on how you
066will handle the people that prop 39 requires serve as an oversight body for the 2.4 billion dollar Bond program you may have heard me mention in the past and if you've been paying attention to your constituents for a very long time the Public's trust and the board in the district is almost non-existent it's almost as if prop 39 was written it passed by the voters up and down the state for the specific purpose of having an independent Bond oversight body to look over the collective shoulders of our board and District staff a couple of years back the cboc worked collectively with the board's governance subcommittee superintendent Duffy associate superintendent Wold associate superintendent freeze director of communications well to negotiate a revamped board policy over a two and a half year period there were numerous numerous
067public meetings bringing all stakeholders to a very large table to come up with an updated policy that would serve everyone's needs recently however first between the facilities committee and then staff and then between two members of the cboc and staff secret meetings were held to draft a brand new policy even though some of the most experienced stakeholders volunteered their vast experience to help with this both the facilities committee and the two cboc negotiators rejected this as an option between the three volunteers we have more than 53 years of experience with the bond program but the negotiators with a combined six years of experience with the bond program elected to handle this task on their own it's not that this brand new board policy is bad it's just that it's far from good it's so it's
068not so much what's in this policy it's what's been left out for this board to entertain this first reading without having a deep and extensive discussion with the stakeholders who can provide you with the expertise that you need this would only exacerbate that District I mentioned earlier I strongly recommend that you table this agenda item until each of you had an opportunity to carve out the time to meet with the people that can provide you with the information you need before you take an irrevocable step in the wrong direction our next public comment is Bernadette Butler please unmute yourself hi can you hear me yes okay um my name is again Bernadette Butler and I am a parent of two children at Margaret Margaret Collins Elementary School um I'm also the vice president of the
069PTA and the School site council member so I'm here representing hundreds of students and their families and the teachers at Collins our schools in desperate need of upgrades upgrades that can really make a difference in terms of students safety in addition to their emotional social emotional well-being I'm talking about h a new HVAC system where recently with the heat wave that we experience teachers were taking pictures of the temperatures in their classrooms that had reached over 100 degrees so I want you to just imagine what that means for as the weather continues to warm up what that means for children and teachers as they're trying to learn and meet the demands of of that the school district and that the state has set aside we obviously want our children to learn we want them to
070thrive but beyond that we want them to live and we want them to be safe I want you to think about the first time you heard this the name of the city Uvaldi in Texas and when I as a parent heard about the mass shooting and Uvalde and unfortunately the shooting that recently happened in Oakland I thought immediately about all of our students in these schools um and I was so um elated that our school and our district responded by providing an alarm system at the school just to give an example so I just I want to share gratitude for that and soon after the alarm system was implemented there was an issue and the alarm system Now does not work and so the one measure that was put in place that I.E that alarm
071system to prevent um an unwanted Intruder from coming into the school is now failing and there is no plan to fix it along with the other upgrades I urge you to look at the petition to upgrade the school thank you foreign ex public comment is Gladys Dodds please unmute yourself hello my name is Gladys Dodds and I'm calling to ask you to please give Bright Futures their contract they are not only a community gem but they are a village a village that WCC USD needs to help support all the schools that those families attend and are wonderful Community citizens I am a Richmond voter I am a taxpayer and I am a parcel taxpayer please renew their contract or I will be asking for an audit and who got the contract we've been through it
072with wccusd both my kids graduated from the school district my husband and I have graduated from the school district and it's been a long journey and we've seen many decisions that we've questioned including those of rebuilding the schools and who those contracts were given to so again I wonder what's Happening Here foreign next public comment is Jeffrey being Jr please unmute yourself good evening uh thank you for taking the time to hear from the public I respect all of you in the position you're in as uh the ultimate caretakers of our children's education I'm a teacher at Karen Elementary and I want to encourage the board to look carefully at any contract that you approve that is not directly impact children um by a way of example um on your last Vegas board meeting September
07321st there's a contract for a program called project wayfinder and I don't know I assume this is probably approved um it looks like it's a um 115 000 contract and in the summer I went to a training for project wayfinder um during summer time then when the school year started I asked emailed and asked how do I get access to this training this uh program and I was told well it's not approvia the board has to approve it in September and I thought that's a little weird um I'm honestly a little bit um surprised at the way the district is handling this type of thing um rolling out a new SEL curriculum in the middle of the year is kind of not a very effective way to do things and um if that was approved
074then it seemed like it might be kind of a waste of money for the school year since it wasn't you have to if you do a new initiative you have to start it before the school year starts you can't start it a month and a half in and 150 000 a lot of money for something that might not be used that much if it were being proposed in June or May for the following school year I get it but there's a lot of money that could have funded another another teacher I have 30 students now on my class I was excited when the school year started I only had 24. they're getting less attention now from me because there's more of them anything you can do to cut costs that on things that doesn't affect
075students would be helpful thank you our next public comment is Gene kinster please unmute yourself good evening board I would like to apologize I did not get the unmute button last time thank you to the trustee that sent the message that said I was here I wanted just to speak up about those students that I heard talking tonight at the meeting I'm amazed they are so well spoken I just wanted to acknowledge that and say what a great thing to do to go in front of all these people and to speak for something that is important to you and you're passionate about at this point in time I hope they're still here to hear that comment but I wanted to congratulate them for a effort well put forth our next public comment is Omar Butler
076please unmute yourself thank you uh as it was uh my name is Omar Butler I'm the parent of two children at Collins Elementary School in Pinole a sixth grader and a fourth grader president of Pinole homeowner and no taxpayer in Pinole um and uh privilege to say that you know I selected this city um and I intentionally put my children in public schools um and I have the means to do otherwise but specifically chosen to put my daughters in public schools we hear a lot about the declining enrollment in public schools and I think the board must understand why parents are making choices to leave school districts they're making choices to leave school districts because there seems to be more attention paid to the basic needs of students in private schools and charter schools and
077I think and I encourage you all to think about how to do things that really retain and keep um parents within your schools which would include safety um you know we are at Collins really dealing with a lot of issues around basic safety needs whether that includes the HVAC system ADA Compliant wheelchair lifts sound systems and so you know I think there's certainly things of a higher uh ticket nature that would warrant some discussions but I don't think we should be coming to ask for basic safety needs for schools so that our children can be in environments where they are able to learn we're able to sit in community and where they're able to do the things again that I think we all want for children so I encourage I implore the board to look
078at these things um and if you don't what you will continue to see is the out migration of parents um who are trying to participate who are trying to contribute and see them continue to leave the district and go places where they feel heard they feel listened to and they feel that the priority is to make sure that young people have safe environments where they're able to learn grow and develop and so as you think about your decisions please understand we have choices and we want to stay here but if not allowed to then we'll have to make those other choices our next public speaker is Andrea T please unmute yourself and state your last name for the record please unmute yourself in our last public comment is Sarah torney please unmute yourself foreign it's
079been a while since I've gotten on and spoken I know you guys have all been busy but um I'm the president over at Collins Elementary School and I really appreciate the parents that have been on here this evening speaking we've had a lot of issues over at our school a lot of it has to do with the basically the condition of the school that's one of the oldest schools in the district and it's gotten to the point where it's getting dangerous we recently had one of our teachers after school teachers fall down on her face and ended up in the hospital on the blacktop we can't have children do certain activities on the blacktop because it is so dangerous and they always end up in the office with cuts and scrapes and bruises there's so
080many issues we have a petition I know that some of you guys have received letters from us and be prepared for more because this is the only way that we can get loud we're one of the oldest schools in the district and we do feel like we are just consistently being swept on the under the rug over there our principal has been trying very diligently to get us what we need the traffic is an issue there we don't have a red curb so people are parking we can't even get into the school to track or pick up our children before or after school it's a mess we do not have the right facilities for our handicapped students to use the bathrooms one of the bathrooms that is right outside the multi-purpose rooms literally smells like
081sewer and it doesn't matter how clean it is it stinks we are imploring you guys to please pay attention to us over here at Collins Elementary School we need you we voted for you elections are coming up and we expect better from you so please please let us know what you can do and we hope to see you soon over at our site that concludes our public comment all right thank you I want to thank everyone for giving public comment this evening thank you and your voices were heard and we're going to continue on with the agenda uh gender review and Adoption of the agenda are there any changes to the gender reviews if there's no changes you get a motion to [Music] um adopt the agenda I move that we adopt the agenda as
082president all right it's been moved is it second all right it's been second it's been moved by trustee Smith Falls second by trustee Phillips and to the vote uh trustee Phillip okay all right Tracy Smith fall uh yes but president Christian are we doing the student trustees first or last tonight oh yeah that's right thank you for the student trustees I'm sorry so let me let me go back down to order uh trustee miles yeah uh trustee supena yes all right trustee Phillips yeah all right and trusty Smith phone Smith Falls yes yes all right and myself a yes so the gender review has been adopted and now we um go to the approval of minutes uh September uh the 21st 2022 a motion that we approve minutes uh as presented for September the 21st
0832022. all right is there a second for the minutes second all right and and now we go to devote student trustees uh trustee uh miles yeah uh trustee supena supanya sometimes yes all right Jesse Phillips okay all right uh Tracy Smith fall Smith Falls yes all right and myself but yes all right and approval of minutes has been adopted and now we're going to the resolution number 22 2 3-1-6 the week of school administrators Dr Hurst thanks sir and now therefore be it resolved by the governing board of the West Contra Costa Unified School District that all School leaders in the West Contra Costa Unified School District be commended for their contributions they make to successful student achievement thank you all right thank you Dr Hurst now we uh need a motion to adopt a
084resolution a motion that we adopt resolution uh 2223-16 week of the school administrator all right it's been moved is there a second a second it's been second and now to the vote uh trustee appointed order president Christian all right go ahead may I make a comment yeah thank you Dr Harris as a former administrator you know what a hard and lonely job it is to be a site leader I want us to be just as um uh just as uh just as much as a champion for our site administrators and our teachers and our staff as we are for everyone else right it is a hard job with very little resources they are really people that make a a dollar out of 15 cents right we heard tonight about the amazing administrator at Collins we
085know that we have other amazing administrators in our district we need to provide the support and we have to take stuff off their plate if we're adding stuff to their plate it is a very hard job it's one that happens on the weekends it's one that's a 24 hour a day job that School site and those students and the teachers and the staff there they really are family to our administrators and we want to make sure that we continue to support them and board in our policy we need to make sure that we support them Dr Hurst and your resources you need to make sure that the district supports our administrators and one way that we can continue to do that board is we need to push for those contract negotiations to be settled we
086need to give our um our administrators our team teachers our staff on employees a sense of ease thank you president Christian I'm complete okay thank you are there any any more comments trustee Phillips I would like to thank our administrators for the work that they do um they do a lot and a lot of it is behind the scenes um a lot is upfront but a lot is behind the scenes and I don't think anybody really knows um how much time that they put in because at the end of the day they're almost like in my opinion anyway little mini superintendents at their individual sites and all of the things that people downtown have to deal with on a macro level they deal with on the micro and I think sometimes that might even be
087harder and because they are touchable they are accessible if you have a problem you see a principle every day you may not see you may not you don't see the superintendent every day you don't see the CAO every day doesn't mean and I'm not trying to imply they're not doing uh their work but what I'm trying to say is when you are actually in front of families parents teachers then all they have to do is wait around long enough and they will see you that takes on a whole lot another level of responsibility and accountability um and I'm sure it's not easy so thank you for the work that you do and that's all I'd like to add all right thank you all right and now we go to the vote uh trustee miles miles
088yeah all right uh trusty sopania all right trustee Phillips yeah all right Tracy Smith fall Smith Falls yes all right and myself a yes all right and it passes and now we move on to see the business uh cassette items no motion to adapt the consent items president Christian may I pull something yes I'm sorry uh trustee Phillips I just saw your hand pop up he was before me I interrupted so Tracy Phyllis may I go ahead since I'm already speaking yes ma'am thank you um May I pull C11 and C12 please I'm complete president Christian I would just like to pull C11 and pull c12. seven and six please just a quick comment on C5 I'm not pulling it but it is my hope that at some point we do see a contract from
089right features on there president Christian I have a question about C1 it's not it's not actually a question but Dr Hurst with C1 I do have a comment about a um a we're Contracting out to paraprofessionals there's a contract in there that we contract out to paraprofessionals I would like to talk to you and staff and I'm sorry I missed my agenda review this morning but I would like to talk to you and staff about that contract out the people that we contract out and they're getting paid as paraprofessionals are getting paid more than the paraprofessionals that we have in the district so I want to talk about that discrepancy with pay at a future time again I apologize to staff for missing agenda review this morning so I could ask that question then president
090Christian I'm complete all right and now make a motion to uh adopt a consent calendar Jesse Phillips I move that we adopt the consent calendar minus item C6 C7 C11 and C12 which are for discussion Smith both seconds all right it's it's second and now is uh now we go to the vote uh try to see miles Jaye all right trustee saponya yeah all right um trustee Phillips yeah and trustee Smith Falls abstains all right and myself yes as well point of order I believe that we need three votes for any item to pass do we need three votes tonight for any items to pass Smith Falls yes all right item passes and now we go on to the superintendent report thank you very much Mr President it's give us time to bring up the
091presentation please the superintendent's report this evening will be um in three parts I'll be speaking about work that we're doing with the district around equity and central office transformation we also have a presentation from our food service director Barbara Jellison and then we also have our associate superintendent interim that's going to be presenting on Staffing as well and that's Dr Greenwood so I wanted to share with uh the board and the public that we have been involved in central office transformation since I've been here um and what we're really looking at is what can we do at the central office level and I'm talking about the executive cabinet level so those that work closest with me what can we do or what can we change what do we need to do differently better so that
092we're better supporting all of our school sites the principals at the school school sites especially so that they can then better support their teachers and then the teachers could better support student learning so we started this journey um and looking at how we can transform our essential office to make that happen but also through a lens around equity so we sought out um people who were doing research on central office transformation and we did found find a university in Washington state the University of Washington and we're partnering with the University of Washington and a researcher a professor Meredith honig who is a leader the leader in research around central office transformation so if you do Google central office transformation her name will be one of the first names to pop up and again her particular
093foot of expertise is making Central offices in the school district work better to better support students ultimately there are several districts as you can see on this first page that are joining this cohort and this research around best practices around equity and central office transformation there's a school district in Washington state Highline School District there's West Contra Costa there's Long Beach an S3 on the west and then in the middle you see Saint Paul Minnesota public schools in Des Moines Public Schools they're also part of this cohort and then you have Montgomery County Public Schools and then um an organization called the leadership academy now the leadership academy specializes in anti-racists statements and Equity educational equity for all for our students and how to transform districts so that they're really meeting their needs and supporting
094all students so I wanted to let you know first and foremost that these districts are involved in this work with the University of Washington next slide so you can't read this but what I will share with you in the first paragraph It's really focusing on our students our black students or indigenous students our latinx students students of color and really focusing on making sure that there's educational Equity across the system and I think I shared even when I got here on my experience working in a district that was pretty affluent and then moving to another District where it did not have the resources and for me that Journey led me to think about um the system and how especially in urban school districts those systems are broken and don't really address the needs of all
095students but especially our black and our Brown students I really became interested deeply in the system and urban environments but especially transforming school districts so that's why we're really focused on central office transformation Equity Network next slide so I wanted to share with you um this past a few days a portion of the team have been involved in these conversations with those school districts and one of the things that they're sharing with us is what we need to be doing better to support our our teachers around professional learning and also around teachers taking charge of their own learning and professional growth uh and we would begin looking at their research and especially what Montgomery County Public Schools are doing in that area to support their teachers so it's conversations that we want to start engaging
096in as well how we can better support our teachers and then also some of the conversations was around as a leader what are some dispositions or stances that we should be taking as a leader and what are some anti-racist stances we should be taking as a leader as well so as we look at educational Equity across our district this is one of the stances that's presented by the leadership academy and that is that we must confront and alter institutional biases a student marginalization deficit-based schooling low expectations associated with minoritized populations so one of the things if you look at the very bottom it says to live this disability disposition we have to confront behavior that openly and covertly promotes inequity color blindness and deficit thinking and we also must be purposeful in building the capacity
097of others to examine their own assumptions beliefs and personal biases another piece that stood out for me just in this particular stance is that we as a district we have to regularly examine District data for signs of inequity with the district leadership team and this is just one of the stances uh that they're going over with us the leadership academy with those districts but I wanted to share with you that we believe in this work and we're moving in this direction and I wanted to share with you the work that we're engaged in next slide and here's a theory of action that was shared with us as well that goes along with what I was just sharing so districts that are involved in this work has to commit to central office transformation for equity for
098my anti-racist stance and again one of the things they shared with us the past couple of days are what are those leadership stances My anti-racist Lens that we as leaders have to believe in and one of them as I was just sharing is confronting biases foreign in the middle part it talks about engagement so one of the things that we're doing is we're looking at the latest research around equity and the latest research around professional learning with teachers as well one of the pieces that we're excited to hear also under the impact is this conversation that they had around shutting down the work that doesn't work so if there's things in our system that we see that are ineffective and it's not working that we need to shut those down and we need to look
099at the research and then innovate forward and Implement those ideas next slide and at this time I'm going to turn it over to our director of Food Services Barbara Jellison so she can share her presentation on Food Services good evening I'm very happy to be here this evening thank you for inviting me uh to update our District's Food Service program um good evening Dr Hurst superintendent trustees cabinet and families ladies and gentlemen and our community um or before I start um we our program has a wealth of information on our Facebook Instagram and our district webpage you know we invite you to join our communities there to find out what's happening uh almost week daily almost weekly uh we also send out information on parent Square to families so um you know our main goal
100is being an extension to the classroom and supporting students in the with nutrition in their edu for their educational needs um I'm not sure for next slide excuse me for interrupting president Christian there's a point of order go ahead no point order um Dr Hurst if there's stuff written across the top of the screen we can't see it it has the little blue bar on it again so just want to make sure everybody's aware of that thank you president Christian Pardon Me Miss Ellison for interrupting me try to move that all the way down to the bottom I'm sorry it's the stop um share screen um bar trustee reckler I'm sorry trustee Smith Falls so I think um if that's good enough for you miss just Jellison can you see all the information and you
101know I don't think I'm on I'm using my slides um of my presentation of my yeah I think you're on the third slide down but I think that's fine and if anybody has any questions I can um post my slides on our website tomorrow um I was on this I'm sorry if we could go back one slide oh thanks okay thank you I just want to start off with our food service program uh we are very fortunate to be in California uh it is the first date one of the first states to um offer Universal breakfast and lunch after the USDA waivers uh stopped at the end of this summer allowing districts Across the Nation to feed all kids uh at no charge uh during the pandemic so in California we're able to continue this
102and at the same time the state of California is reimbursing us the difference between the um free and the paid reimbursement which is huge if they weren't able to do that we would um most likely go into the deficit and not be able to offer the meals that we do to our students I also included some statistics for the last three years 1920 it was um it was a year we were EX at the beginning Year we're expanding our program improving the program and then you know the world came to a stop and uh in March School shutdown and there was a complete change in the meal service um I consider our food service staff essential workers every day but during the pandemic and when we went curbside they became even more essential supporting families
103with meals throughout the time that the schools were closed when we move over to uh 2021 that was in the the peak of school closures and um covid during the pandemic um USDA waivers helped us serve 26 million meals to our students families in our community over a quarter of those meals were so organic I mean locally with fresh produce and a quarter of it uh USDA certified organic in 2021 we did serve quite a few more meals than we did in 1920. we continued with the waivers so we're able to feed kids at no charge we also continued to um have on a community programs are faith-based in our libraries be able to serve curbside to those families who didn't had young kids but didn't have Mentor Schools so we were able to provide
104meals to them but last year I looked at our uh program as more of a triage we served meals but families were scared enrollment was down and our absences were extreme so we did the best we could we did serve a lot more meals than uh we did prior to the pandemic Mr we also ran a summer feeding program last summer and it helped us to kind of get back uh into school and developing new programs such as our plated up which we were able to offer at our elementary schools where meals were freshly prepared and served on a plate to students which is my goal for all of the schools if I'm able to um see uh in 2021 2122 we also uh received um a farm to school program not only from the
105California Department of Education but also at the federal level from the USDA we're using those funds to focus on procurement of addition greater percentage of the local resourced food and also certified organic at this point we're at about 50 percent of our meals being certified uh organic also at the bottom of the slide I'm just showing how many different programs we offer our students we run our breakfast program at all 54 of our schools along with our lunch programs our breakfasts are served in many different ways the best is breakfast in the classroom where breakfasts are handed out to all students in the first 15 minutes of the day and while attendance is being taken the kids eat and they're ready for their school day we also offer breakfast prior to this to the bell
106at all the schools and some of them do offer a second chance for those kids to you know don't come to school don't get to school on time or enjoy um uh socializing with their friends on the blacktop and not focusing on on their nutritional needs before school starts our lunch um is offered at all four schools we're also very fortunate to run the um adult and Care a child care fruit program where um our district has an outstanding after school program with 35 sites we offer snacks and suppers for those students that are there to through five six o'clock in the afternoon we also run 20 plus Community sites that have enrichment programs where we provide snacks and suppers also our summer feeding program was extremely strong last summer supporting our 22 summer schools
107and 39 plus Community sites throughout the summer next oops um our meal program is very regulated and the requirements are in place for a reason we received federal and state funds and bottom line we feed kids so we need to be consistent across all School District while we're feeding our next Generation there definitely needs to be guidelines and we definitely have them all of our menus are analyzed and meet all the requirements we are working on the program it's called meal viewer which will be uploaded to our website where parents will be able to go into the menus and see where the items are switched from and then also see an ingredient statement on those items so I'm whipping by January will be um hopefully fully implemented on this chart you can see um the
108requirements for breakfast and then also the requirements for lunch it's usually categorized by grades so different ages have different requirements that's why we have a variety of different names that we can see on the next slide all of our menus right now are posted on the website we offer an elementary breakfast with a couple choices our secondary menus or have a little greater variety for high school and middle school students our elementary lunches we also offer always offer two choices of entrees always one of them being vegetarian we have eliminated a juice off of our menu and offer fresh fruit as the fruit component we are mixing our salads fresh daily at our elementary schools at those sites that have triple compartment sinks for food safety reasons and the plated up menu is new to
109our district uh new to three of our elementary schools and hoping to expand those schools receive their meals in hotel pens they're not overwrapped so we can decrease the packaging that we use and um make it more home style for for our students currently we're running it at Nordstrom at Perry's and at Madera and it seems to be very successful with the students we have high participation and the teachers and administrators um are on board also our secondary lunch we do offer a greater variety of entrees there quite a few of them vegetarian and we also have a secondary uh lunch menu for a special sites at middle college and transition Vista Hills where they don't have a kitchen facility but with support from teachers we've been able to offer hot meals along with a
110couple other choices freshly prepared salads yogurt parfaits to those students at those School sites we also have our After School menus our suppers and our snacks which we offer every day okay next slide um Central Kitchen it's the heart of our program and um I asked you this evening I know there's a resolution for our modernization design build our Central Kitchen is 22 years old it's uh experiencing drastic effects of Aging or equipment breaks down so our menus include subject to change because we never knew how long it's going to take to repair some of those pieces of equipment at the same time they also that a lot of the companies that um installed them are no longer um manufacturing those pieces of equipment along with parts necessary for those repairs our Central Kitchen we're
111very fortunate this year in February to hire a district Chef he's been doing an amazing job with our Central Kitchen staff and site staff in um streamlining menus or recipes developing consistent procedures and um working towards offering the best means possible um okay so next I next week is national school lunch week we'll be celebrating with the four new fall salad recipes all ingredients are locally sourced seasonal fresh and organic and we will be offering them at all of our schools this week um it's hard to describe the whole program and I'm not sure less than 10 minutes but I wanted to take you on a short journey to meet our staff and experience our program through a video so I'd like to show that's about two minutes long [Music] thank you [Music] foreign [Music]
112no no no no no no no no no [Music] no no ah foreign [Music] thank you I just want to say I'm really proud to lead my team I think we do a great job it's not without its challenges I know I've gotten a few emails we deal in perishable Woods meals and there's uh a lot of chances of product uh not being the quality that it should be when it's served to students we have implemented a procedure and asked you know students staff parents if there are products that need to be uh followed up on to please you know let us know first so we can you know contact our vendors or make the changes in our Central Kitchen or our school sites to make sure that all meals are high quality and the
113way they should be for the students so thank you very much for your patience and questions that you have I'm always available if you'd like to take with one of the central kitchen before the modernization starts we welcome to contact me and or visit any of our school sites uh I've been happy to meet you there we also send out surveys um literally to get feedback from students and use that feedback on our menus uh the last couple years while last year and this year because of the pandemic we have kept our menus uh a little smaller than before just because of uh stopping concerns and then also the the supply chain issues that we've been having because of uh pandemic okay I thank you Mr President I just wanted to ask a clarifying question
114did you want us to go on with the third presentation for the superintendent's report or do you want to stop and ask questions now the president said we're going to um I'm gonna turn it over to the president now to ask questions for the first and the second presentation of the superintendent's report and then we'll go to the HR portion of the superintendent report thank you all right so are there any questions president Christian can we have a little leeway since there's only three uh there's three trustees and two student trustees can we have a little leeway with the amount of questions we ask today we got to be consistent yeah um it's like just want to make sure you are you saying we're using the same limits which it was three questions per trustee
115and then comments of two minutes thank you and president Christian that's three questions per per section so now we have we had two sections that we're looking at now so we had the first section that the superintendent said then we had the nutrition session section that's two different sections correct yeah two yeah different okay so that's a total of six questions thank you all right and trustee Phillips thank you so my first set of questions are on the first presentation Dr Hurst you learned in this conference that it's important for the central office to confront inequities uh and particularly racial inequities how is our central office confronting well you know what I'm gonna ask that's going to be my second question are we confronting and then the second question is how are we confronting thank
116you for your question sir so I think it was a very eye-opening um experience for us what they did is they took us through those stances and I'll be able to share them with uh the public at our next meeting I actually have in my email and when they took us through those stances they had an attached rubric to them and they would ask us as a team to say on a rubric from you know not at all to you know we're doing it well you know how we're doing it in each one of those stances so it was very clear that we are as a system at the not at all area I mean if you think about it I think there's some Pockets where we're confronting but really uh in my conversation with
117some of the superintendents we talked about how it really starts at at our level and also at the policy level as well but one of the conversations I engaged in with the Montgomery County public schools superintendent is and the Highland superintendent is how are we as a board or a governance team even setting policy that permits us to aggressively confront um statements or racial slurs or or racism or Prejudice or discrimination so one of the things that I think we can do but I think we're not doing is setting policy and then we're addressing those issues hit on here from the Deus and then me as a superintendent as well I think one of the things we've talked about that we are going to do but we're not there is looking at our anti-racist statement
118uh what will be tolerated and what is not going to be tolerated um our educational Equity statement as well but the answer specifically your question I don't think that we're doing a good job at all which is what that um rubric revealed um in that meeting thank you I was listening to you and I was like if I ask a clarifying question the Parliamentary is going to say stop but he's not answering my question um but thank you for looping back because you did answer that and I and I appreciate it thank you I think he did I think he answered both of them in that one statement because the first question was are we confronting and how and he basically said no for both I mean that's kind of what I took from that
119so I think he answered I think he knocked both of them out but but I will say so I think that's part of the process I think part of that activity in the conversation it's for us to have a a real conversation across uh you know that cohort those superintendents and districts like where are we right now where's our current reality and I think um Montgomery County Public Schools they they wanted to kind of check in with everyone to see where everyone was with this and there was consensus that a lot of the the districts they're at the same place there that either said they're not at all or they were just a little bit above the knot at all so I think that we're learning together that was our first uh real in-person meeting
120with those districts but it is a process that's leading us toward those um anti-racist stances but also central office transformation so it is a journey and just to let you know as well that we're part of this cohort for for two years and this was our first uh a real in-person session the there was a it's not really a question we're going to do comments I'll save it um for that and then I'm going to move on to Food Services thank you for your presentation ma'am how are you tonight and that's not a question you're doing okay yes thank you okay um I'm glad that you're here so my first question is has there been or what has happened it's been a long time since I've talked to you so what has happened uh around
121the idea of school sites and then we've been out we were out of school but what has happened around the idea of school sites by preparing uh meals um at their sites versus you know all of the food being prepped at the central kitchen and then transported there was kind of a movement for something like that and where did that go or not go I think cost wise keeping it centrally uh will save us a lot of money uh all of the produce products meal items coming into the central kitchen and then distribute them out we are working on also consistency of recipes uh right now we're at our second I'm sorry at our secondary schools we've always we've called it speed scraps so you know we have one recipe for our refried beans or
122rice fajita meat you know fajita meat different mac and cheese and we make it centrally we send it out and then they reheat on site we are working with the elementary schools to do the same thing at our three plated up schools we're introducing it we're working with staff we're trying to streamline the process so we can expand it to uh more schools I think the amount of staff that you need uh every location to a scratch cook and you know deliver product to I think it would be too great to be able to um support the program um financially so I think the Central Kitchen I always call it the heart of the program and I think it saved us during the pandemic and it it saves us every day when it comes to
123controlling costs controlling uh quality and food safety but I don't you know I want to get away from prepackaged items or packaging it down there I rather you know prepare let's say uh spaghetti marinara and put it in the hotel pens ship it out cold to the um sites have them heat it and then serve it on a plate to schools instead of having it everything heated over wrapped and served to students that way how far do you think we are away from that Vision that you just uh describe so I think you said quick scratch but you the last part that you were talking about as well which you gave an example with the spaghetti pants right so how far is it how far are we from that Vision that you're describing it's a
124long journey I've been with the district 22 years and when I first started 22 years ago that was my goal um it's it's been a challenge but I think uh over the last couple years we're a lot further ahead uh than you know getting ahead faster than we had previously but I think the Central Kitchen we would be a little further ahead right now if our equipment or um double rack ovens uh breaking down not being able to um you know bake our own muffins our kettles breaking down not being able to you know prepare our own meat sauce for our spaghetti or our own mac and cheese sauce and having to purchase those items over wrapped so with the three schools that we implemented this year they're going really well like I said I
125don't want to expand too fast because I want to work through the Challenger the problems that we're having at each site so when we move on to the next site it's it's a lot easier to implement uh prior to the pandemic we had salad bars at our elementary schools so it took us gosh almost 10 years to implement uh I think it was 36 schools with salad bars and I'm hoping not to take that long when it comes to plated up instead of the salad bars which really slow down the lines and the students really have a hard time uh deciding what items to take this year we've implemented um preparing uh fresh salads at each of our school sites that have the triple compartment sinks so Monday we offer Caesar salad as a vegetable
126Tuesday we have green salad we're introducing an Asian salad so a variety of vegetables that meet our vegetable components so uh Little Steps like that when it comes to the salads are fresh fruit hoping to cut more on site so we can offer are like cantaloupes um instead of just apples and oranges bananas peaches whole fruits so and it's also with the support of our new Chef expanding our Central Kitchen skills uh we will be able to um move forward a lot faster that's why the modernization is so crucial to our program [Music] thank you and then the last thing I want to ask you about is quality control and and what I'm speaking about specifically well you know there have been some recent complaints but yes they're not the first ones right they're always
127complaints at different times so can you describe to us kind of what the quality control is from the standpoint of what we receive and whether it's proper and what goes out whether that's proper and like when there are breakdowns along the way whether it's with the vendor or with us not catching something that should have never went out in the first place like talk to me about talk to us about quality control last year we served 7.5 million meals and there are going to be a few instances where um Quality is an issue and uh the the quicker my step at the sites find out that there's a quality issue the quicker that we can um follow you know follow that item back um and find out what happened and how to prevent it uh
128in the future we work with perishable Goods everything comes into our Central Kitchen I don't want to make you know excuses for any anything or anyone but we do receive um dozens of pallets of fresh produce every day um it's hard for our Central Kitchen to well our drivers to go through every single one of them when we do like today um it's the end of the stone fruit season so this week we had our last delivery we opened those cases and we decided to change the menu because we didn't want to send that out because of quality we shipped it back to our vendor and are getting uh credit for that so in that case we have applesauce I mean it's not something I want to serve every day but it's a backup and
129it's fruit and it's available to substitute for those peaches and nectarines that you know didn't meet our quality and didn't want you know we didn't want to send it up the sites sometimes in the palette there might be a case two cases that goes out to a school it is up to our we train with school staff to to wash and go through all the fruit before they put it on the server line for the students yet there's always some you know instances where they miss a few and you know we we want to find out when that happens so we can follow up with the staff do retraining and send out um you know updated procedures to the rest of the school sites so they're more diligent when they're um preparing and setting up
130their um serving lines thank you very much uh you you answer my question and I appreciate that you're welcome 30 swimming pool thank you Dr Hurst how does this work fit in with the equity audit that we already did I think that was one of the the questions that we were certainly grappling with like how do we take um everything that we are learning and these stances as well and fold it into our work so I think uh one of the things that we discussed uh was um you may be aware that we are looking at doing this work on a large scale across our system so we talked about Equity core values we talked about um our anti-racist statement we've talked about our Equity statement as well we talked about what does it look
131like I feel like sound like in the classroom where it lives and breathes as well so it's a it's a tall order so one of the things we do know I mean even if we take the self-assessment um at the executive cabinet level I mean we have to do this as an organization so we're going to need some help so we do know that um there's internal resources we can utilize but there's also external resources that we're going to have to look at as well so uh just so that everyone knows that we are actually and I've been saying this all along that part of this process is that the garden Coalition is going to be vetting um Equity organizations or people to help us lead this work because it is Monumental it is big
132and we know that there's been some great work in the past and we can still rely on those resources but we have to infuse it at every level of the organization so how do we do this I think we're still thinking that through but one of the the pieces we kind of came up with is continue to work with the garden coalition uh look at a rubric that allows us to sit down with these Equity Equity organizations vet them and to see who can really work with us and help lead this work within the classrooms with our teachers with our administrators with our classified so it's through every fiber of our organization thank you so much and then Dr Hurst the budget and this is my second question that has to do with uh Equity
133we're gonna make it do with Equity here so I can stay on task um the budget for this the kitchen like our our budget that goes with for our um all the things that go with Central Kitchen are all the things that go with our school sites they do with the kids is that that's a separate budget correct they have money that comes I'm asking you so I can make sure that I still have my time to ask Ms jealous and questions but yeah that comes in a different form right I would love for us to have a conversation with the board about what that budget looks like and how things are as allocated there and or grants or things that are uh done to keep that money increase that money make sure that we
134have money to support our sites I would love to look at that budget and have it explained to the board in the community how that looks um that was the second question you answered the question that it's a different budget um the third question Dr Hurst you and I talked about last year about the transition program having some upgrades to their kitchen can you um give me an update of where we are with that our transition program and the updates to their uh kitchen area there they they we were looking at the stove the heating the heating um apparatus that they use at the kitchen things like that can you give me an update yeah I'm probably gonna yield to either Miss Jellison Mr Freeze on any updates there I believe we're working on a
135proposal from our consultant kitchen consultant uh the project would have to go to DSA so we'll need the help of our consultant to put that together and I believe Ms Jellison has been working with him to get that uh submitted thank you so much and then miss Jellison my questions to you I have three my first question to you and forgive my pronunciation but Dr Hurst this is the email that I sent you is the meat that we prepare downtown is it Paula and that's h-a-l-a-l ah yes uh unknown the the meat is in halal um I haven't looked at I have followed up a couple of our um item meat items are sourced locally in organic uh I did find out that a lot of the organic meat isn't uh Halal um but I
136didn't get a chance to to go through each one of our uh ingredient statements when it comes to other products because some of the larger uh companies vendors that we deal with are nationwide and do offer that uh as part of the requirements of some of their um Meats so I am following up to see I think all of our vegetarian not uh offerings uh do um qualify as uh Halal and I will follow up I did see the email on the different Meats so most of them don't I'm going to check to see at least uh one or two do thank you for that and then my second question Miss Jellison is um every site in their prep kitchen right and we have 54 plus sites their prep kitchens are all a little different
137right what's the standard for a prep kitchen I know at um Dr Hurst at stage the nice lady who does it at Steve she has to take a bucket rinse it in a bucket move it to a cauldron because she doesn't have a prep area right her kitchen and Steve is one of our older schools she doesn't have a prep kitchen area like I've seen at other schools what do we do in that case are we providing different resources are we is the food coming from Central Kitchen differently because there's a lack of prep space what are we doing in that case there are some schools that don't have triple compartment sinks uh stage is one of them a lot of our older schools don't have the triple compartment sinks so we wash her fruit
138uh before uh we send it off to well with that school it's uh it has the basics our elementary schools usually have ovens refrigerators and a serving line um so all of our elementary schools have that the only two schools that don't have kitchen facilities or middle college because we're where we serve meals and also transition we're working on a plan to make those changes so meals at the elementary schools um are the same except for the three plated up schools and the three plated up schools are at schools that have been uh renovated so as we renovate and we staff them we'll be able to um add new plated Up Programs to our Elementary uh programs and thank you can you tell me the name of the three plated up schools I may have
139missed that uh yes uh Nystrom Elementary Perry's Elementary and Madera and I think in a couple weeks we're going to test out Grant Elementary uh to get the feedback from students and staff we have a larger staff there so I think that's our next um school that we want to expand to we also need to have our kitchen Central Kitchen be able to support an additional uh site also so thank you president Christian everything else is a comment I don't know if we do comments now or at the end but I have comments for these two presentations thank you welcome all right thank you uh miles you have a trusty mom okay any comments no they don't have any Facebook comments they don't have it okay so two segments two two minutes are we making
140sure that staff is putting that online screen so they're pressing let's go fast um could we make sure that we're going to come in so could we make sure that staff is putting the two minute on the screen thank you all right trust me Phillips thank you very much so one of the there are a couple things I want to talk about in relation to the equity issue the confronting racism issue um I think sometimes um women people of color um get into certain positions um we don't always want to look like uh we're rocking the boat or that we're beating or playing the race car um you know what I'm trying to get at and so we kind of let things sometimes pass by that we really shouldn't um because sometimes I think we
141feel and know uh in our hearts um that it's wrong and so earlier today you know during public comment there were a lot of people here and there were a lot of African-American people in here uh in particular and I was looking uh at the diocese right now and there are some trustees who are not here but almost everybody up here is African-American um and there were parts during public comment where I I just kind of changed and it's not because of anything that I heard coming from the audience um but I think this issue with Bright Futures um it has to actually be addressed um and to this day I really don't know why they don't have a contract but I think it's difficult for me to have a conversation about inequities with everything
142that happened at the beginning of the meeting and that not be addressed even though I asked in previous meetings would be just I don't know why um and it's kind of embarrassing um I have seven seconds there are some other things that I want to say about that um I will save that to the end um and transition into you know Food Services now um so what are we doing are we restarting the clock or what um so as far as food services is concerned I would love I know we're kind of also dealing with things I would I'm glad you're here this evening and I would really love um for things not to take so long you you said it took 10 years for a salad bar and you said you know that you've
143been here for 22 years and you're working on your vision of hot plates you know and that's a system issue right and and and I really wish that we had space or that you were given space to really try uh to move some of these things along and I know that you have to do it with the budget that you have um but it shouldn't take 10 years to put in a salad bar right so there's breakdowns all along the way um that are preventing you from really being able to do the work that you want to do uh and that I think our students and our families um want right uh to be done so those because you can't you can't be like I've been here for 22 years right and I'm still trying
144to do the same thing and I do believe you that you're trying to do these things and I've watched you work for the six years that I've been on the board and there is no lack of diligence on your part so um I'm making a comment and I'm hoping Dr Hurst that you hear it and I understand this is not necessarily a real priority or your goal but it's hers because it's her job right and I would really just like her to be able to have the space to operate to do the work that she wants to do and that everybody wants her to do uh Tracy Smith Paul thank you this is my first two minute comment Dr Hurst about what we saw with the um the central office transformation presentation um I think
145that it is a massive amount of work that's going to have to be done in this area I want to make sure that I let you know that I believe it's important work I believe it's very very important work we have talked um a lot about the equity statement and the anti-racist statement you and I get multiple emails a day about Equity issues in our district racial issues in our district so it's work that we have to do here's my cautionary tale though right we are still in contract negotiations we've got to take care of that first right because we have to make sure that we have the funds to do this other part and a very important part it is a hugely important part to our district but I'm consistent with the fact that
146we got to freeze these outside consultants and deal with what we're dealing with inside the district to take care of the people that we employ in the ones that are touching these kids now equity and racial issues touch these kids every day we know that right but we also know that there's training and things that we can do right now right now free easy lists that we can do right now to make sure that they have a voice and that they're being protected right so I want us to go for those things first and then make sure that we get our house completely in order right get everything completely in order and then we move to this Monumental multi-year it's going to be a multi-year Endeavor to make sure that our district is not just
147equity and Equity with a check box but you can feel it you know it when you come here you understand that you are protected emotionally physically from all of the nasty that comes with anti-racism right and that comes with the inequities because we are a huge district and because we're a huge District we want to make sure that everybody from every zip code feels the protection and the quality and equity in education so I appreciate that that's my first two minute comment uh president Christian I will start my comments about Food Services um Dr Hurst we know that this is a big issue Food Services is one of the things that all of our children especially now participate in because it's free for everybody right everybody can have breakfast everybody can have lunch so we
148are seeing and I'm sorry the time hasn't started yet I want to make sure that the time starts so I can be uh consistent with the two minutes we are seeing now that there are issues with the uh the way the food is being presented to our students there's quality issues we can't deny it starts thank you we cannot deny the issues that we're having at the school slice what we need to do is figure out what policy we need to help put in place to make sure those issues go away and are very much minimum loss um since we used to um we used to not be able to do vending machines in high school because it competed economically with the district uh food right because you you would the kids will buy the
149vending machine instead of buying their lunches now that lunches and breakfasts are free can we look at vending machines in high school these kids are hungry big kids need to eat throughout the day when I say big kids I mean the secondary school kids some of them get there early in the morning before breakfast because they're doing sports and they stay way past when the kitchen is closed right so having some kind of eat healthy vending machines healthy snacks whatever it is the these kids at the high school level need to be able to have some options Dr Hurst that's one of my things that we could really kind of see what that looks like the second thing is when we're talking about panelists to sample the food make sure you have a lot of
150students on that panel they get to sample them in you get to say what they eat and what they don't eat another thing that we can do and I'm trying to talk very very fast here another thing that we can do Dr Hurst is ask the volunteers that give the food out to the kids what the kids are eating and what they're throwing away they know I've done lunch D lunch detail a couple of times at Lupine Hills and I can tell you that they're not eating this but they are eating that right they don't want this but they do want that that'll help with downtown with data Gathering right because you ask the people who are volunteering during lunch duty also when we talk about Hala and forget my pronunciation don't forget that we
151mean the marshmallows too right some of the cereal that comes with marshmallows me to make sure those marshmallows are um prepped uh prepped in a certain way also when we talk about classroom uh meals in the morning we need to make sure we be able to clean those rugs little kids spill and when they spill all over the place and those rugs aren't clean but once a year that is a problem with the teacher right they have an issue because then everything becomes sticky last second um uh president Christian one more second we also need more time to eat they are shoveling this food in in 10 minutes by the time they get through the line at high schools and 10 minutes when they're in elementary school when they finally make up their mind if
152they want carrots or uh apples so we need to kind of look at how long is actually taking our kids to sit down eat and enjoy their meal president Christian I am complete thank you for the Indulgence of the extra seconds all right thank you all right we continue with Dr Hurst uh presentation thank you very much Mr President we'll turn it over to uh Dr Greenwood at this time [Music] good evening Lord I wanted to give you an update from the HR department on the classified side and as you can see all the listings of the classifications and our largest classification is our Paras three we have 160 vacancies in that area and that's our largest concern and so we have a total I'm sorry I can't see over 440 I believe vacancies is
153our last count and so classified is a high concern because of you know competing areas um because of the cost of jobs right now that are being advertised you know at Target in and out um so people can go there and get jobs with uh with lesser requirements and so we are finding that that is a competing area for for um our classified side of the house next slide please um our certificated um update I don't know why I'm having for elementary is that um we have 23 vacancies in elementary and this number has gone down to 22 because we were able to hire one more teacher as of today I was informed earlier and so we're slowly knocking off each vacancy um daily um next slide secondary so we're still mocking those vacancies down
154as well um we're um you know 19.6 and um and then we have three counselor vacancies as well and so we're still working every day trying to get subs into those positions trying to get the subs processed as quickly as possible and as I stated before in other board meetings the process through the California teaching credentialing is has slowed this process down but we are working diligently to get these positions reposted so they're fresh and also to make sure that we can get everybody processed as soon as possible next slide I am pleased to announce that we will be having an October Workshop um to how to become a teacher and how to become a substitute in our district and so you can scan the QR code and it will be Thursday October 13th from
155six to seven it will be held virtually and so if you know anybody that's interested in learning how to become a teacher or so we ask people to sign up as soon as possible next slide thank you very much and we'll turn it back over to you Mr President for questions all right thank you all right let me do the student trustees um thank you so you mentioned that one of the problems for filling those vacancies is competitive pay at Target and in and out is that hurt so if we're having a workshop to promote hiring new teachers new substitutes how can we ensure that we could address other competitive districts other competitive jobs and provide benefits better pay better resources in terms of attracting more teachers and retained ones we already have so our
156hope is that through negotiations that we can offer uh better salaries and competitive Wages that's one area but also wanting to have individuals that want to work in the district want to support students like you in the district and so that's what we're hoping to attract is our local people that want to come and work for us thank you stretch your mouse did you have okay all right trustee Phillips during public comment Leonard Burrell was said that she applied for the director of communication position it sounded like she said it was posted for two days and then it was down and then somebody was hired I don't have any issue or concern with the person who was hired but my question is this well all the applicants for that position considered yes they were screened
157and considered that would include in uh Burrell yes it's a question and it's setting up a comment is consider every wage in the San Francisco Bay Area does anybody actually know that I would have to research that and get that information back to you there's a just you know there's like a living wage calculator online too when somebody wants to quickly yes okay so living wage for two adults and two children in the Bay Area is considered to be 59.60 cents an hour the minimum wage currently 15 an hour and the poverty wage is currently 12.74. that's with a family with one working adult you said two adults two children one one of the adults is working 59.60 and and this is uh this is not the entire Bay Area this is San Francisco county
158so if I if I had more time I could find our County of course can we afford to pay all of our employees sixty dollars an hour not all of them but we actually have uh a number of technical employees who make more than that so there are positions in the organization that are you make more than that but I'm asking you can we have any non-management positions I'm asking can we afford to pay all of our employees 60 an hour no sir and I'll save the rest for comments all right thank you Jesse Smith thank you so much Dr Greenwood for the presentation I really appreciate um seeing it and the Candor behind it like this is the reality of where we are and then this is what we're doing I like to call
159on Dr Hurst that says okay this has a permanent sub or this is completely empty and this is that transparency I appreciate um as a board trustee 443 vacancies is a lot on our um classified side that is a lot because that's you know that's the bread and butter of the school right like that's we have everything from custodial vacancies to para the 160 pair of Threes is a really big deal because kids aren't getting serviced right so this is what we talked about Dr Hurst in the very beginning when I was asking about the contract this I didn't forgive me I didn't realize this part was coming because I could have saved that for this part so we have to contract out I understand that but it's one of those things that it's a
160double-edged sword if we contract out and they're getting more money being contracted out those parents coming in then the pairs that we currently have in the district they won't stay so the impact is that they won't stay they will go somewhere else and get another uh job Dr Hurst have you here's my question have you seen the lack of paid um competitiveness be a problem when it comes to our classified side of our employment or lack of being competitive I'll answer that I definitely have seen the lack of competitiveness thank you you've seen that be a impact and to us not being able to hire on our classified and certificated but on our classified side because of the opportunities in other areas and other companies right now and the bonuses that they're offering we we
161can't compete on that side because of that right now thank you so much and I know that we just got a number about 59 let's say sixty dollars we are paying pairs around what 23 dollars is that accurate yeah that's it that's the range thank you so much for that um Dr Hurst we do we still have currently this is my second question do we currently still have administrators subbing in the classroom you know we've had administrators subbing in the classroom um are we still at that point that we are having some of our administrators sub in the classroom foreign or Dr Greenwood I can go ahead and answer that one we still have a few still in the classroom and that's what we're working on to get them out but that has been our
162goal to get them out thank you so much for that Dr Greenwood and Dr Martin and I can't see Dr sorry Dr Hurst I can't see Miss Martin on the screen but I have a question about um what are we doing academically for those students who do not have a permanent sub or a permanent teacher in the classroom academically how are we tracking that right because we all know having a teacher in the classroom delivers that information to you delivers the curriculum to you and you can be uh assessed on that right how much are you getting in your your ninth grade English classroom right because we're about to start giving report cards how are we making sure that there's not a learning loss learning Gap that's created because we're not having those permanent teachers
163in the classroom what are we doing I hope that was a clear question I'm sorry if it wasn't that's okay um give me an interesting Smith quotes um in most cases we have teachers who are creating setup plans for those classrooms where there's no teacher um and a couple of our schools we've added Edgenuity to support classrooms that do not have a classroom teacher so that teachers who are period subbing actually have curriculum already prepared for them by a credentialed teacher and in many cases we also have not only principles providing the lesson plans as well to ensure that kids are actually getting what they need in the classroom but you know we're also looking at interventions additional support we have Oasis working some additional plans as well for reading intervention and supporting School sites
164I cannot say that we won't have learning loss because we will for sure especially when you have so many Subs and teachers period setting but uh get director Gabriel chilcott has actually really been working on a plan to support um through Edgenuity it's not a perfect um for our high school students especially those who need credits um but that is something that we put in place um hired staff from Edgenuity bought more programming so that the lessons are already created for students and then we have Subs in the classroom we're just supporting with the management in the classroom and this is happening for some of our middle and high schools thank you so much for that Miss Martin I appreciate that um president Christian I believe that was my third question Dr Hurst I just
165have comments thank you all right you go to comments any comments from trustees student trustees sopanya thank you for the presentation but when it comes to retaining teachers before we could actually hire new teachers we cannot afford to compare the wages of our teachers the ones that are in the classrooms each and every day teaching students my peers me included to retail jobs fast food jobs that are commonly paid minimum wage Mr McIntyre said himself that poverty wage is 12 12 an hour and the minimum wage in California is 15 even where I work I'm being paid 14 an hour so we cannot afford to compare wages as competitive to fast food and retail jobs do you substitute teachers these teachers they are in the classroom daily they represent they Define they teach our students
166and it's better that we focus on the root of the problem which is improving the quality of work working to conditions for the staff the employees the teachers The Substitute we focus on the root of the problem of improving their conditions and first we could start by improving the wages so it's actually competitive it's attractive to other students not students to employees and that they want to come here after we could focus on not having a drop in teachers and staff reciting from the district then we could focus on hiring more teachers because we have to go to the base of the problem of why we're having a shortage in the first place thank you are there any uh comments um trustee miles okay trustee Smith oh thank you so much again Dr Greenwood thank
167you for the presentation thank you for the transparency in the presentation I really appreciate it I appreciate hearing the steps that you guys are taking to lower the number of vacancies that we have I think the student trustee hit the nail on the head we have to value our employees and that means a living wage we have to make sure that we're paying paying our employees what what they deserve and more now I'm trying to get it up to what they deserve but we need to what they deserve and more our students deserve to have teachers and staff and administrators and all of our employees that touch them feel the value of being a professional that they are we have to do better I urge the district to negotiate with our labor Partners so we
168can make sure that we are valuing our employees through compensation um I really want to press that issue I want to ensure that we are listening to our students when it comes to the needs that they have and if they're getting what they what they need during the day if they don't have a teacher if they don't have a sub what are we doing to make sure we're listening to them and providing for their educational needs Dr hers these are just conversations to have with students right we know the schools that have um vacancies we know the the classes and the areas that are vacant and I think that we need to go out and try to have these conversations and say what can I do to make sure you're you're being made whole what
169can I do to make sure that you're getting the support and the resources I know that the community uh really appreciates that we've seen the how much the students light up when you do come into the room right and you do visit their schools and you have these conversations with them they really feel agency in their voice when you come out and you talk to them so I want to encourage the district to keep doing that right the district leadership to keep coming to school sites and asking the students about their experience and what they have going on at their school sites I think it's valid again Dr Greenwood thank you for the presentation and please let us know how the board can continue to make policy that helps push you to making sure you
170can fill those vacancies I appreciate it Dr Hurst I'm complete sorry uh Dr Hurst and president Christian I'm complete trustee Phillips so 60 an hour for our two parents and children household two-child household 60 an hour I would love to see everyone in this District being paid sixty dollars an hour if not more there are people in the San Francisco Bay Area who are making over a hundred thousand dollars and they still qualify for public housing that's for sure you can make over a hundred thousand dollars here and still qualify for public housing so at some point you need to have an honest conversation amongst ourselves District no matter what any money on this dice or at any fight tells you this District and not hey everybody what they're really worth and we keep fighting
171with each other and the people are fighting for their livelihoods and people are fighting for their families and all those things are true and they're right and they're just defiable but the truth is that anybody is telling you that this District can do we're not budgeted to do that and if you hear somebody saying that we're competing with targeted one of the reason why we're competing with Target there's a reason why and it's not because people up here are just stingy and it's not because I'm stingy and it's not because I don't want people to get paid some numbers that some folks are running at some point in this meeting I'll read them when I get them because I think that everybody needs to hear this and we need some realities public education is not
172funded to pay School District employees what they're worth it's just not so I'm not saying that to be callous I'm saying it because we all have to have the same information and be honest with each other when we have these discussions that concludes our superintendent report president uh Christian may I ask Dr Hurst a question please it's about the superintendent report it passed me by may I have just one second president Christian uh yeah make it real quick thank you uh Dr Hurst the student trustees part of the superintendent report when are we going to start to see the student trustees part of the superintendent report I guess we talk about sorry we talked about that in the agenda setting and we said the first board meeting in I think November is that what we
173said yes okay um thank you Dr Hurst and in these particular trustees when did they change over do they change over in January when did you when did uh say it again Dr Hurst okay I want to make sure that we give them adequate time in those reports because we haven't heard from them uh through the report system right we hear from them every board meeting because they're very articulate young ladies but I'm I want to make sure we have enough time in that report thank you Dr Hurst thank you president Christian for indulging me uh allowing me to ask that question all right thank you all right and that concluded the uh superintendent report and now we are continuing on with the E action items um certificated board authorization Education Code Dr Hurst yes
174uh E12 and 3 will be presented by Dr Greenwood good evening board again and so at this time I'm asking for approval for variable term waivers to provide applicants with additional time to complete their requirements for their credential president Christian I would motion but I need to make sure that we have three people in the room is I don't see Miss trustee Phillips on screen is trustee Phillips in the room to vote yeah he's here okay I will um I move that we except the certificated Bond authorization Education Code 44258.3 all right it's been moved I need a second would you think okay it's been second by trustee Phillips uh any questions uh no question all right comments all right and we go to the boat and we go to the vote um trustee sapana
175yes all right thank you uh trustee miles miles yeah thank you uh Tracy Phillips yeah all right thank you uh Tracy Smith fall Smith Falls yes all right thank you and myself a yes all right and it passes you go to E2 again I come to you asking for approval for a provisional intern permits better known as Pips um this allows the employee agency to hire individuals who have not yet met their subject matter competency requirement thank you any questions or I need a motion president Christian I move that we accept the provisional internship uh permit or pip all right is there a second second all right it's been moving the second and any comments all right and we start with our student trustee trustee saponia thank you yes all right thank you uh trustee
176miles miles yeah right trustee Phillips yeah all right Tracy Smith Paul Smith Falls yes all right thank you and my topic yes all right and it passes now we go to uh E3 and we have submitted a resolution to request resolution from exemption to the separation from service requirement that's required by calstrs the retirement system so this allows employees or retiree excuse me that have not completed the 180 day calendar uh separation of service requirement so that means that they would have to not start work until January if they retired in June so we're asking for that waiver permission from the board so two employees that are listed in the resolution can start work immediately after this is approved all right thank you and I need a motion president Christian I have a question about
177this one okay go ahead so Dr Greenwood typically if someone retires they have to wait a hundred and or 90 days or whatever the time limit is before they can start working again in the district right what this is saying is that right did I hear that right it's 180 days correct so a whole school year basically 180 days is a whole school year so they don't have to wait a whole school year to start working again what we're asked what you're asking for us to approve is that if they retire they can start working the next day right they can start working for us in lots of different areas whether they want to come back as a teacher they want to move around in the district from site to site to help out with
178permanent subs or temporary Subs if they are administrator and they want to come back in work as a retired administrator they can do that right away and they don't have to wait that timeline is that accurate yes as long as we have this resolution in place for if the employee is willing to come back and work earlier than their retirement after the retirement is put in so we want them they're willing to come back and work thank you for that and this is a um permanent resolution it's not something that we have to renew over and over again this would be the policy in place right submitted to Cal stir so they don't get any um restrictions or anything happens to their retirement money coming into them okay so this is so this is a
179positive thing they still are able to pull their retirement check and they still can help out in the district and fill some of those vacancies in those gaps as soon as we hopefully if this is voted in that can happen as quick as tomorrow is that accurate we will submit the paperwork to Cal stirs so it doesn't affect them negatively with their retirement thank you those are my three questions president Christian thank you Dr Greenwood for that explanation all right thank you any other questions I motion that we accept the exemption to the separation services employment of retired teachers all right it's been moved is there a second all right second comments I have a comment Dr Hurst you know that we are a relationship District we have we have retirees that will come back
180we need to have a concerted make a concerted effort to reach out to them Dr Greenwood has a list I'm sure we need to do whatever we can to say how can we get you back full-time limited time whatever it is we need you we know that you have a love for this district and a care for this District if it's a personal phone call that we're making if you need me as a board member to make phone calls whatever you need but that's one of the ways that we can fill these vacancies because we know they love the district right and how are we making sure that if you say yes to us again we will ensure that you are valued taken care of appreciated and love but we need you back we need
181help in the district so I would like to see you know what kind of plan you and Dr Greenwood those moonshot ideas that we're talking about to get those retirees back here in the district for help if you guys want to bring a presentation back to the board or just talk to me offline whatever it is I would love to see what you need and how we can help as a board to make that happen thank you so much Dr Greenwood thank you Dr Hurst any other comment if not we go to the vote uh Krusty saponia yes all right uh Tracy miles yeah all right uh trustee Phillips yeah right uh trustee Smith ball Smith Falls yes all right and I'm a guess and emotion passes all right and now we go to elf
182one review the first reading better propose more provision revision of the board policy yes good evening tonight we bring for you the first reading of the board policy 72 14.2 which is a cboc policy Mr Freeze I'm so sorry to interrupt president Christian is this a is this appropriate for me to make a motion can I motion to table this right now or do I need to wait after the presentation Madam trustee you may move to postpone this at any time so if you'd like to do it now then you may do it now thank you I would like to make a motion to table this item um president Christian and trustee Phillips this is a very important item I would like all of our board members to be here when we have this discussion
183beginning with the first read um so that's my reasoning to motion to table I urge someone to Second just so we can make sure that we have all of board members present when would you like to postpone this item too the next Doctor it looks like we may have at least at least one more board man would give us a greater representation on the board so maybe if we had if we could postpone it to the last meeting in October 19th yes sir okay do I need to restate that motion uh Madame parliamentarian no I think it was pretty clear your motion and correctly if I'm wrong your motion is to postpone this item until the October 19th meeting yes perfect thank you okay and I need a second can a student trustee second just
184a question miles second oh no pressure I was just asking the parliamentarian if did they have the right to Second correct yeah okay thank you thank you trustee miles I appreciate it I appreciate the second thank you so this is not as debatable and so we're going to do it this is not a debatable motion so we're going to go right to a vote all right uh trustee sapana yes all right trusty miles miles yay all right trustee Phillips all right uh trusty Smith fall Smith Falls yes all right I know yes however many of your board policies it did not get three affirmative votes and so the motion actually fails okay did we get uh Miss paying the ability to share a screen so tonight this pain is going to go ahead and walk
185us through the work of the subcommittee on this policy good evening everyone uh just one second so that I can share my screen with you tonight thank you for your patience good evening trustees superintendent Community CBO seers that are out there my name is Melissa Payne I was a member of the ad hoc committee for The Studio C policy and really it's my pleasure tonight to present this first reading to you so just to get started we'll do just a little bit of background so under Proposition 39 um if a board moves forward a bond measure at 55 percent it requires a citizen's Bond oversight committee and it really sets forth that taxpayers have a direct participation in the oversight of bond funds our District's Bond program actually goes all the way back to 1998
186more than two decades of a bond program our community has so graciously provided us the funds over the years so that we have been able to modernize and rebuild many many of our facilities accordingly we have a cboc and we have for many many years currently our existing cboc policy was last approved in 2015. and since then there have been a series of third-party independent audit report recommendations and kind of just different ideas about how to improve the efficiency and effectiveness of the cboc there have been a couple proposed policies that have moved forward to the board but have not been successful so about a year ago we created a CDOC policy ad hoc committee was comprised of two District staff members myself and Associate superintendent Mr Freeze and two long-standing cboc members one of
187them being the cboc president who was also on the grand jury and another long-standing cboc member and really when we created the ad hoc committee the idea was we really wanted to continue the partnership that we've built over the last couple of years that brought the PMP it brought a suite of agreed-upon reports we really wanted to sit down and come up with a policy that we could bring forward that would really set the organization align with statute Implement some of these third-party recommendations that had been brought forward to the district as well as kind of incorporate some of the things that have worked really really well such that we could present a policy to the board for their consideration that would not only improve the policy that we have now but would really continue
188to set the groundwork for the future the um proposed policy was presented at the CDOC meeting both in August and in September and we bring it here tonight for you um for a first reading that concludes my presentation Dr Hurst uh on Zoom we don't see anyone in the presidency or trustee Phillips seat are you there here are we headed towards questions Dr Hurst now can we do questions we are at the questions so do you have any questions trustee Smith folds I do um Miss Payne thank you so much for the presentation I as you know right and this is not an easy conversation that gets had right the conversation that uh in the comments and the in the public comment that comes from this is that this is not so much what's wrong
189with what you're presenting but what may be left out of what you're presenting right so um do we have a side by side version of kind of the old and the new and what the changes are do we have that available for board members to look at maybe like a Ms Payne you're always really good at like you know highlighting this and making sure that this is what the change is and this is what we scratched out and this is what we added to do we have that available for the board to look at sorry it's nice to be here but I don't have enough practice um we do not have a redlined version so we actually started with the existing policy as an ad hoc committee and really looked at the existing policy as
190our starting point and so we were going back and forth and we were redlining and what we found was the existing cboc policies organization was duplicative it was repetitive we didn't find that it had a good flow we also found that there were some things in the policy um that maybe don't belong in a policy they could belong in the cboc's bylaws and one of the things that was really important to the cboc members on the ad hoc committee was that the cboc be independent as allowed within the framework of the statute so part of the strategy and drafting the policy was trying to create some flexibility and some space for the independence that's allowed within the statute for the cboc and I think really what was intended by the legislature so in the short
191answer is no I don't have a redlined version from the 2015 policy to what is proposed tonight I could identify for you specifically what are some of the things that you don't see here they're probably two in particular but that was really a strategy in trying to bring forward a policy that I think really meets the greater benefit of the community as a whole so thank you so much Miss Payne Dr Hurst I think it would be very helpful to know what those points of contention are right what are the points of content contention that we here at cboc meetings from the public comment and then how are we addressing them or why did the ad hoc committee decide to do X Y and Z the Y is very important right so these ad hoc
192committees didn't take place in public right it was an ad hoc committee that what that you guys kind of did so a good summary of that would include this is what it was in 2015 here's the red line edition of what we came to this is kind of our discussion that we had we've heard the community about points of contention this is why we address them the way we did and this is what it looks like through strategy um cboc bylaws through whatever it is board a different board policy whatever it is we want to ensure that uh we are doing this to fruition right this is a lot of money we heard tonight through public comment that it's uh Miss Payne correct me if I'm wrong we heard it's 2.4 2.4 billion dollar Bond
193right a 2.4 billion dollar Bond that's a lot of money and every eye needs to be dotted and every T needs to be crossed so Dr Hurst I would like to see in the second reading or a subsequent meeting that kind of comparison so I want to make an intelligent informed decision from the dice about if we should accept this as a board policy um sorry president Christian that led a little bit into comment but uh Miss Payne uh Mr Freeze thank you so much for the uh the presentation and I do have a actual comment in a minute thank you I'm complete okay comments does he feel it thank you this question is to Mr Freeze or to the superintendent or to miss Payne but um just whoever would like to answer the question
194um they are are some concerns about the proposed policy Mr Gosney has sent some emails and he has called in on today I don't know if there are others um but have you all as a staff actually um considered um his feedback and by considered I please don't read anything into it I don't mean anything other than considered has that happened good evening uh yes um we reviewed the draft policy for the first time at the cboc meeting on August 15th and we actually received some written comments from a cboc member all of which were implemented in the draft you see tonight specifically to the comments provided from Mr Gosney the written comments provided are based on the policy from a couple of years ago they're not actually written comments specifically to this policy but
195we did look at them to make sure that really the intent of the recommendations of that previous policy for which the comments were provided were considered in this one in fact we looked at over 17 different historical resources and considered all of them in the drafting of the policy that's before you tonight thank you very much that is helpful and you could count this as a second question uh but I believe I heard you say that you actually got written feedback from the current cboc yes that's correct and I think I heard you say that you implemented all of the feedback that you received from the current cboc into this draft that you've brought here tonight yes um we reviewed it on August 15th we kind of threw it up on the screen and we
196all worked through it together at that meeting and then we brought to the September meeting the reflection of those revisions couple clerical um updates and that's what we brought to you tonight yeah that's three in the spirit of equity can I ask a clarifying question that was only two there's only two I believe you so that last part that you just said you went back you got the feedback making sure I understand you got the feedback and then you went back after you got Incorporated took it back to the current cboc and they agreed with it is that what I'm hearing it was reviewed at the meeting they did not approve it at the cboc meeting in September the item was tabled but every recommendation that was made by the existing cboc was implemented as
197agreed upon at the previous meeting and that's what's before you tonight okay so this is something that you all did in collaboration with the current cboc yes I have no further questions thank you all right thank you so much uh this will begin my uh comment president Christian um Dr Hurst uh Mr Freeze Miss Payne um it's very important that the board follow the policy that we have in place when it comes to cboc right that means getting applications to the board in a timely manner that means having the two meetings that we're the two joint meetings that we're supposed to have throughout the year there are things that we can do to clean up this process right you guys have really good cboc meetings I enjoy coming to the cboc meetings but that information
198is siled right it's only if you attend or it's only if you review the tapes that has to come back to the board Dr her cboc is so vital to how we respect the Public's money that we need to have that information through reports or through conversation or presentations whatever it is to come back to the board because it's 2.4 billion dollar Bond we're going to have conversations just next week about facilities right and it all ties into the people's money and how we are spending and allocating the people's money um Miss Payne this is a what you guys are bringing forth is a a policy that was done in collaboration but it wasn't done without hiccups and bumps right it wasn't done without a lot of conversation so for a board for me as
199a board member I really do need to see uh the best that you can kind of show me what was the back and forth right what was the conversations what where did you have to be in where did you have to compromise what are the summarized versions of the public comment and how was that put in in the why behind it again I'm kind of repeating what I said before but that's important for me because again this is the people's money and the citizens have to have oversight we have to be able to do this above reproach so I would again Dr Hurst I would urge you and uh District staff to come up with the time that we can really have a concentrated transparent conversation about the cboc and we can hit those deadlines
200we've already agreed to including the two joint meetings we're already in October bless you sir we're already in October and we need to start calendaring when we're having those meetings and setting that joint agenda thank you very much again for the presentation I am complete president Christian all right another comment thank you very much for going to the current cboc listening to them taking notes and incorporating their thoughts thank you very much for going back to them to make sure that uh you had clarity to make sure that you will actually documenting and recording and implementing um accurately what I believe in um is is democracy and I believe that we all have [Music] um a moment um writing in the moment is here on this dice um one day my moment will be somewhere
201else that's the way the system is supposed to work so what I heard you say on this evening is that you sat down with the current members and I believe personally that that's appropriate I've also heard you say that you also considered um feedback from former members and I think that's appropriate as well because this is a public organization and we are supposed to accept public economy good bad or indifferent I don't know what else you could have done listening to make this more collaborative other than just I don't know what else you could have done I don't know what else you could have done to be more transparent um so I'm just gonna say thank you for working with the cboc because it sounds like that's exactly what you did and I think that's
202all that can honestly be asked of you all right thank you and uh do whatever because there's no votes okay C6 president C6 C6 thank you very much I've I have so many screens open and I've been juggling so many things at once so I'm going to go back to my agenda and open up the item for um C6 and this is not my item it won't take too long but I'm just trying to get some clarity all right in the comments section okay the second paragraph I'll just read the whole thing it says public contract code the district issued a second request for proposal RFP 222302 to 162 direct service providers it wasn't the first opening period only 50 responded due to the low responses an extension was given and 12 additional providers have
203responded to the RFP which is found on the attached sheet dated October 5 2022. this is the part I want to focus on um the next sentence and I'm reading verbatim District staff is requesting the board's approval of the list of providers to allow School sites and departments to contract during the 20 to 23 school year for Direct Services for students I just read that verbena the reason I'll pull this item is not because I have an issue with any of the providers that are listed here um I pulled this item because I wanted to get clarity and I'm going to double back to the Bright Futures issue earlier but I hope folks uh in public comments say was that they were told that they could only get a contract through a site now I
204wasn't in these conversations um but this is what I heard them say on this evening um historically you could get contracts through sites but you can also get contracts through the central office our departments and I just want to make sure that everybody's working with the same information that I have and when I saw this in the comments section I said you know what let me just clarify what is what is accurate so people are working with the same information that sentence District staff is requesting the board's approval of the list of providers to allow School sites hanging departments to contract during the 22-23 school year so it is accurate but is it accurate that school sites are we all know School sites give you a contracts because they have school side plans right providers
205they can actually get contracts through what I just call the central office but which technically it's departments is that an accurate statement yes sir the only way the central so purchasing has evolved to ensure there's a legal compliant process but purchasing requests for these these uh went through the RFP because school science or departments have said these are services that we've had in the past and we'd like to continue forward with so we pre-qualified them to make them available rather than them waiting for us to start from scratch the minute they realize oh oh darn I forgot to ask about this and then submit a request so the the sites and departments Drive the demand and and we're trying to help make that available based on their prior demand and departments I've always said I'm
206one of the things but I've always thought of that in my mind is that's the central office when you start putting all of the that's the central office is that correct yes sir okay so any of these service providers I just wanted them to know that if they're being told that they only can get a contract through a site that that's not accurate that they can also get a contract through the central office and it's actually literally right here in the comment section that they can do that right but vendors don't drive demand this the sites that need for services I'm not talking about whether somebody will get a contract I'm not talking about whether somebody who drives the man right what I'm talking about is I'm trying to clarify that it is possible for
207this to happen that it is possible for these vendors to get a contract through the central office and it literally says this on the agenda that it's for the Departments I.E the central office or decide to be the one I just wanted Clarity because I think people are working with misinformation now what happens from this that's okay but I just like things to be even on a playing field and sometimes even in a playing field means making sure that people have information Brad said I moved item C6 I don't mind seconding that to move item C uh C6 I do have a question Dr Hurst we're gonna president Christian may I ask my question please the question's now been automatically seconded because we engaged in discussion over it so yes we can go back to
208questions now that's allowed by the chair president Christian am I allowed to ask the question yes go ahead Dr Hurst I'm gonna I'm gonna ask a question at the end okay so what I'm gonna I'm gonna say something then it's gonna be a question at the end the process that you have is that organizations companies vendors please correct me with my terminology uh Dr Hurst but organization vendors contractors whomever they fill out a form right and it asks they ask there's a set of preliminary questions that's asked after those preliminary questions are asked that then goes into um a secondary a secondary questions questionnaire or a secondary questionnaire that's uh asks that's a little uh deeper right it's deeper in content it's deeper in expectations it's deep deeper and um annual measurable outcomes Amos or
209what have you once that passes through that then it goes into a bucket and it goes into a bucket is a lack of a better term uh Dr Mcintyre goes into like a menu right a menu where schools and sites can choose from that's off this menu am I am I accurate so far right okay and then sites get to pick off of this menu because now it's a two-step program a two-step process right once sites pick off this menu then it goes back again to make sure that it's something that the superintendent finds value in for our school sites right and once that happens then it comes to the board for approval as a contract that we would see in our consent items my question is is that accurate did I timeline that out
210or did I uh kind of Chunk that out in consumable Parts accurately yeah that's accurate and my team could jump in as well and just to clarify the second phase is really the Strategic vetting uh phase which is the set a series of about 13 questions and that's where a matrix is used of sorts right that's where a matrix is used and if you pass through that Matrix or that rubric or what have you then because that's a strategic vetting then you go on to be on the menu or in the pot am I accurate if I may okay the one thing that's missing is right at the beginning of the process there's a demand from either the school a school site or a department to say we need this material or service in this
211case Service uh and so what you're seeing here is we're re-qualifying vendors who we've worked with previously uh who where sites have said we're going to like in their site plan for example or a department budget they've said we're going to repeat this activity so we we've worked to try to get in front of that activity by going through this process early but it's important it's important to recognize there needs to be a demand for the service or purchase before we would go through this process otherwise we would wait for the demand to occur we wouldn't pre-qualify or do an RFP for that vendor we'd wait for that new demand to be created in order to start this process as a regular Standalone RFP so what we're approving tonight the rfps that we're approving tonight
212they came to us now because the very first step was someone said I need them right I need them I want them I want them at my school site and then they went through these the first phase and then the second phase which is the Strategic vetting and then they went on the menu and then after they went on the menu you they got picked up again by a site right maybe the same site that said that they want them in the first place or an additional site they got picked up by that site and then now they're here for approval is that accurate okay that's accurate okay um I would like to thank you so much Dr Hurst thank you Dr Mcintyre for kind of walking me through that because it's very important for
213me to understand that process I would like to Second uh trustees Phillips motion on the 20 uh 22 23-02 extension R uh FP direct service providers I second that motion I believe trustee Phillips emotions is that accurate okay I second are there any problems any other comments okay yeah student trustee all right um it's trustee Smiles miles yeah it's okay trustee Phillips yeah all right trust it to my phone Smith Falls yes all right and um I'm a yes president Christian it is 9 55 uh I made a motion to extend the meeting May I make a motion please yeah I motion to extend the meeting until we finish all pool consent items as well as uh item G comments from the Board of Education and future agenda items setting a timer of two minutes
214for uh board board comments and future agenda items man of trustee under your bylaws we require a specific time we require a specific time instead of saying until we complete that is correct your bylaws say that until unless regular board meetings shall be adjourned at 10 30 PM unless extended to a specific time determined by a majority of the board Dr Hurst how long do you think it will take us to convince uh to finish the consent items that we have pulled these are your bylaws bam and we may not extend more than once so we do need a specific time so I'm asking thank you uh president Christian may I asked the superintendent for an estimate of that time so I can make the motion with an accurate time attached to it uh go
215ahead thank you Dr Hurst I'm looking at you you know the agenda items that were pulled the consent items were pulled do you have a estimated time of how long that would take there are one two three five of us so that's 10 minutes for comments and future agenda items because we're two minutes apiece how much more time needs to be added sir we're considering two minutes per person for comments and you have one two three and considering the students that's 10 minutes per item 10 minutes per item times three is 30 minutes so sorry do you believe so so Dr Hurst you believe that if we extend to 11 we would be able to complete all the consent items and uh board comments and future agenda items 11 would be plenty of time if
216we extended to 11 that would certainly give us plenty of time thank you there's only three items left thank you I motion that we extend the meeting till 11 o'clock ensuring that we cover all pull consent items and agenda item D comments from the Board of Education and future agenda items with two-minute comments from student trustees and board members present yeah just very second if it's no second then the motion dies Symphony a second okay can I make a second motion yes go ahead a movie that we complete as many items as we can by 10 30. no no no no no because because at 10 o'clock certain items will drop off like G will drop off so what I am saying is that I want to complete as many items as we can including
217the ones that will drop off at 10 o'clock because I personally think we could finish all of this in 30 minutes here is there a second for the replacement when I hear no second that motion dies all right we'll continue to 11 30 right we need to vote on this um it was 11 o'clock point of order it was 11 o'clock extend to 11 o'clock 11 o'clock so just to start out the student trustees uh saponia all right trusty miles yeah uh Tracy Phillips no Percy Smith Falls yes and yeah yes the motion fail and due to the lack of three firmative Mr chair it is now 10 o'clock and we need to address the items on the agenda that require immediate attention so I would ask does C7 C11 and C12 require immediate attention
218uh 11 and 12 with 11 and 12 require immediate attention yes C7 does not it's just improving medical report so it could wait that too so we would need to move to C11 and C12 please all right so let's go to C11 and the action item and at C11 bc12 11 was pulled by me and 12 was also pulled by me um Dr Hurst with C11 I pulled C11 um it was and and Miss uh Jellison kind of spoke to this this was the um construction of the Central Kitchen modernization um Mr Freeze again my apologies for missing a gender review this morning because I would have asked this question in a gender review the modernization that's asking for in here it says an estimate of 10 million dollars that is correct and this comes
219from the cafeteria fund it does not come from the bond fund okay this comes from their own bucket of money yes it does okay and um Dr Hurst that's why I want to look at that budget you know 10 million dollars they got that in the bucket I want to see what else is in the bucket not that I want to take I just want to look I don't want to take from uh the Food Service I just want to look at it so uh Mr Freeze this money that it takes to modernize the kitchen is coming from Food Services own bucket of money it is not coming from any other Bond or any other bucket of money that goes to any of our other site facilities I just want to be clear that's accurate
220right so there are some limitations around the dollars used from Food Service depending on what effects on the building there may be dollars that would have to be put in for some other items that would have to come from another fund but those funds could come from other facility funds it would not be bond funds it would be really dependent upon which items needed to be improved but the bulk of all the improvements going into Central kits are funded by the Central Kitchen the bulk meaning the up to kind of the big Millions right the million dollar uh Renovations that are going to come from their bucket uh Mr Freeze can you just tell me very uh succinctly and just in a summary form I heard Ms Jellison say some of it is it's my
221second question I heard Miss Jellison say that some of it is um improvements in stoves or equipment is there anything else that you can tell me second and last question uh uh the Parliamentary said you know you already had three questions and you asked Miss Dunning what those three questions were what were the three questions I know I asked Dr fries however every time you ask a question as I have done with every single item um for all of the board members I am keeping hash marks for every questions okay so miss Dunning I'm trying to figure out thank you for that uh president Christian I'm trying to figure out exactly what was considered a question because I know I asked about where the money's coming from right that was a question and I don't
222know the second question I was I asked was about what's going to be modernized I don't know what another question was so I need to have Clarity around what the other question was I'm not disputing your hash marks or your tally marks but I just don't know what they were uh Dr Hurst you know what my three questions were can you help me recap that I'm sorry ma'am I was not uh calculating the questions doc Mr I do not I don't get all three of them president Christian can you tell me what my three questions were okay department is a go ahead my recommendation to the chair would be to offer the one additional question so that we may continue with the meeting I would accept that offer I will take that what I believe
223is my third question uh with Grace Mr Freeze my question was can you tell me well you know let me make sure I understand what my question was Mr Freeze can you please explain to me in a summarized version what some of those modernizations would be yeah so it's structured for five million dollars to go towards equipment and five million dollars to cover the architectural and construction fees for the Central Kitchen some of the items would be upgrading the main floor of the Central Kitchen Forest production lines such as the boilers um the pods things and Miss jellison's still with us if there were some particulars that she would like to add to that but it's mainly all the production equipment on the floor thank you so much if Miss Jellison has anything to add
224I would love to hear we need emotion so we I guess currently we are spending uh quite a few of our funds to uh repair equipment and a lot of it's not being able to be repaired because of loss of parts so this modernization uh with our facility is uh crucial uh right now we're washing uh dishwasher is twenty five thousand dollars for repairs we're stalling because we're hoping for the modernization uh it is crucial part of our food safety plan but we do have a smaller dishwasher but it takes more labor to do it so like I said the the facility is uh breaking down slowly and we do the modernize and then make it more efficient for all workers um to provide the meals and uh um food for our students thank you
225Mr Wilson I'm going to make a motion and a move that we adopt resolution number 222-18 authorizing design build for cumin and construction of the central kitchen modernization project pursuing to Ed code section 17250.10 at sequence thank you Miss Ellison thank you Mr Freeze thank you Dr Hurst I second that motion all right it's been moved it's been second and now we go to the uh comments any comments uh president Christian have a comment go ahead I want to thank um I want to thank Dr Hurst for bringing uh forward about our Central Kitchen about the way we uh feed our students about the quality I think that this is this isn't a very important conversation and I think that helping to modernize the kitchen will help raise the standard in the quality that we
226have to offer uh our students Ms Jellison was very clear that it trickles down to the sites so I think that that's something that we need to do I would like to take her up on her offer of visiting the Central Kitchen to see what that looks like so Dr Hurst if you would like to join me on that tour let's work something out to where we can go visit the Central Kitchen um uh Mr Freeze I would like to see like kind of a before and after like right what is it going to look like after and how is that going to directly impact students so I would um love to have that conversation with you at a later time about facilities and what it looks like and what the impact is going to
227be directly into students hands um president Christian I am complete all right now we go to the uh trustee saponia all right trusty miles miles yeah all right Jesse Phillip yeah uh Tracy Smith ball Smith Falls yes all right and myself a yes motion pass passes C12 I pulled T12 um Mr Freeze this I'm assuming this is under you that's an assumption I may not be accurate but can you tell me a little bit about um in a simpleized form what am I looking at right so it says for various site projects pursuant to the educational code can you tell me what I'm looking at what is this yeah so today we're asking you to approve is a design build process for the Cal shape program So Cal shape is a grant that we applied
228for we received 2.8 million dollars from the state what we're looking to do is get approval for design build process tonight so we can actually go out with a procurement process to get this work done it covered a number of schools and I don't have that list before me tonight but these are basically ventilation upgrades CO2 monitors in the classroom filter changes and documenting the performance of our HVAC systems okay so we got a 2.8 pardon the number if I'm wrong we got a 2.8 million dollar Grant correct yes okay and with that Grant that's the first question second question and with that Grant you're going to take it and improve some systems throughout some sites is that accurate it's very specific on what's the requirement and what it pays for uh line item by
229lineup it is an inspection of our ventilation systems mainly our heaters it's changing of the filters installing CO2 sensors in the classroom than documenting their performance thank you third question Dr Hurst can I get a copy of the school sites that we're going to perform these operations on we can provide that thank you those are my three questions I'm complete okay so I need a motion I move the adoption of resolution number 2223-19 all right I need a second all right second promotion but I want to make another motion because as soon as this item is over this meeting is going to adjourn I know that some folks would like to make public transit and there's no reason trying to trick everybody previously the time trustee Phillips you're breaking up over Zoom we can't hear
230you you're breaking up thank you no you we still can't hear you you're breaking up sir okay we can hear you we can hear you I'm not detect technology person in here there's not much that I can do I can move to another microphone we can hear you now sir we can hear you now thank you very much for letting me know items that we can by 10 30 women if you want to speak and like I would suggest that you second it oh trustee Phillips I will second that motion even though it was slightly condescending I will second that motion sir thank you we we do not engage in debate on this one I will second the motion trustee Phillips thank you go to the vote hey trusty Supreme trusty miles Jaye right trusty
231Phillips yeah all right Tracy Smith whoa Smith Falls yes the motion passes students so now we have the motion for the adoption of resolution number 2223-19 and we're uh we had the motion we're ready for comments are there any comments all right are we going to vote on it and Tracy sopanya all right trustee miles uh what are we voting on exactly item C12 the adoption of resolution number 22319 authorizing design build Recruitment and construction of the Cal shape assessment design and construction at various sites project pursuant to Education Code 17250.10 at set miles here all right trustee Phillips yeah [Music] Paul Smith Falls yeah all right and I'm a yes all right we gotta go back to C7 and Mr Bubble thank you very much the only reason I include C7 is because I
232like the public to know what's in the report so someone could just say that for the Public's benefit I will move but I know I'm sorry I apologize for that so the item before you on C7 was to accept the Williams report there were no findings for the readings report for the first quarter from July through August thank you very much I think it's a good thing when we don't have appointments and I think we should want the public to know that so that said I move item C7 uh Williams lawsuit complaints quarterly report all right it's been do we wasn't the second is there president Christian I have a question are you second emotion or no I have a question before I before I make any other there is no option at this point
233other than seconding the motion if you would like to discuss emotion that is a second so if you have a question that would be an automatic second if I have a Miss Denny let me ask you clarification if I have a question about the Williams if I have a question about the Williams uh complaint portery report if I have a question that that automatically becomes a second because it becomes part of the debate is that true that is correct a sec remember a second does not mean that you agree with the item it only means that you have questions or you want to discuss the item a second in no way shape or form means that you agree with that yes ma'am I understand uh president Christian I'll second the item and then I'll like
234to ask a question okay now we go to questions Dr Hurst I have a question about um I'm gonna go first I don't have any questions because there is nothing on the report right there are no findings okay president Christian may I ask a question yeah thank you Dr Hurst when how do we how do we message out to parents about filing Williams complaints in the district for filing complaints it is on our website on how you would file for a complaint um it goes through our um on but it's been office and independent on the type of complaint it gets routed to the Departments thank you thank you Dr Hurst my second question is do you feel that as a district we can do a better job with actually letting the public know and
235parents know and community members know exactly [Music] what filing a William complaints means right if there's lack of books lack of supplies lack of whatever it is do you think my second question do you think that we can do a better job as a district messaging that power of Complaint to our parents and community members and students who whomever if if I could add just one more comment the uniform complaint process is posted in every classroom at every school so students have ability to see that every day in their classrooms it's posted by the door I believe it is also posted in the office of every School site thank you for that Dr Hurst anything to add so myself and the student trustees was actually talking about this before the board meeting and uh I
236think yes I think that they were sharing with me that they would like to see it um on other venues so that's something we could work with our communications director with as well okay and my third question is I want to make sure that we understand that parents aren't always allowed on campus now because of our covet construct restrictions so Dr Hurst make sure that you're including parents and making sure that that messaging is out to parents also she pointed out uh Department Minister said he has three questions uh you know we have we have some of that counting discrepancies uh president Christian but I'm complete I just have comments no I don't have any comments we have nine minutes left we should have had more but we have a number of people to provide
237that time for Team and I would like to stitch his boat so everybody can make comments at the end and fairness president Christian I have a comment may I make my comment please yes and then we have the student trustees want to make a comment thank you uh I'm not going to take long on this comment Dr Hurst my I urge us to make sure that we are messaging out exactly what the Williams complaint is we're messing it out not only to students but we're messaging that out to community members and parents and not just through the website but through our site communication also that's a very powerful to the tool that we have to make sure that our sites are being equitably treated across the entire District so it's you know across 54 schools
238and we have zero complaints that's just as much as a concern is it not right because we know that there's some inequities that are happening we just may not be hearing them because the process may not be able to be messaged out and followed thank you president Christian I am complete all right now we got student trustees because he's a penny yeah that's why it's interesting mile yeah it was him trust me my house um I just wanted to follow up on what trustee Smith Wards just said um even though on the document provided on the agenda there are like zero complaints for the Williams uh for zero Williams complaints there are no formal complaints that doesn't mean there weren't any informal complaints during the board meetings whenever people came up and mentioned that there
239were teacher vacancies like at Stuart or the quality of the buildings with the mold in the classrooms or the temperature being way too high those also qualifies Williams complaint um worthy things uh as well as textbooks I know you mostly mentioned textbooks but I think it's um important to mention that those things even though they're being brought up informally they need to be written as formal complaints all right we going to the vote uh trustee saponia yeah trustee Moss Mosier right Tracy Phillips yeah Smith Falls no you said no okay and uh myself is is a yes and emotion fails because it's not three votes foreign all right we we will have one minute of Peace um for closing comments so we'll start off with our student trustees and then we go for that one
240minute a piece uh trustee saponya if you have any comments okay trustee miles you have any comments all right then we go to trustee Phillips thank you very much um I'm really visit uh something that I got up earlier today around on the compensation and I would really like us as a community management board um site uh folks even students I would like us to just together sit and do a math exercise and in this month of exercise what we will do is we would figure out collectively and we do it on a whiteboard so everyone could see it what would it cost to pay every employee sixty dollars an hour like literally what would it cost um and then for us not just to ask the CBO not the analysts ourselves collectively are we
241funded to do that and if we're not funded to do that with all our next steps so we don't want to keep fighting each other I think this would be a great exercise for us to do thank you all right uh Tracy Smith well living wage people deserve a living wage everyone that works for this District deserves a living wage it is a value statement that we have people working for us in this District who don't make a living wage it is a value statement that we have people who make over three times four times five times six times a living wage we but we have those who are living not even check to check but moment to moment we owe them more enough is enough Listen by force it by choice this dish is
242gonna have to come to a reckoning that you will continue to lose people if we do not add value and Dr Hurst this is not to you or your staff this is to the board the board must set policy of a living wage for our employees it is a value statement we owe them more we owe the teachers the staff the parents the students this we owe more president Christian I'm complete I made my one minute real quick and we can go home um I just want to say to everybody you know is is you know we we still in the beginning we're still moving um there's a lot that needs to happen and um and I just I just want to see us get you know making it happen so I'm tired we're gonna
243close out and the next board meeting will be in October the 19th will be the next uh board meeting and we adjourn at 10 28. everybody have a good evening take care that may need us adjourned
